    Ace Window Blinds Recalled

WASHINGTON, June 8, 2000 -- In cooperation with the U.S. Consumer Product Safety Commission (CPSC), Ace Hardware Corp. is recalling about 87,000 vinyl window blinds. The blinds contain lead exceeding government guidelines, and do not have required labeling warning they contain lead.

Over time, vinyl deteriorates from exposure to sunlight and heat, forming lead dust on the surface of the blind. Young children can ingest lead by wiping their hands on the blinds and then putting their hands in their mouths. Lead poisoning in children is associated with behavioral problems, learning disabilities, hearing problems and growth retardation.

CPSC and Ace Hardware are not aware of any lead poisonings involving these window blinds. This recall is being conducted to prevent the possibility of lead poisonings.

The recalled vinyl blinds are white miniblinds and woodgrain roll- up blinds. Sizes of the blinds range from 23-inches wide by 42-inches long to 72-inches wide by 120-inches long. Writing on the label of the white miniblinds reads "Safe Nonleaded Vinyl Formulation." Writing on the label of both blinds reads "MANUFACTURED IN THAILAND FOR ACE HARDWARE CORP."

Ace Hardware and other hardware stores nationwide sold the window blinds from August 1999 through May 2000 for between $6 and $27.

Consumers should remove the window blinds from windows and keep them away from children. Consumers can return the window blinds to the store where they were purchased for a refund. For more information, call Ace Hardware Corp. toll-free at (877) 223-4391 between 7 a.m. and 6 p.m. CT Monday through Friday.

Company Fined for Importing Dangerous Toys

WASHINGTON, Nov. 11, 2002 -- STK International Inc. will pay $270,000 in civil and criminal penalties for importing and selling dangerous childrens toys. It's the first time a company has had to pay both civil and criminal penalties in a toy safety case brought by the U.S. Consumer Product Safety Commission (CPSC).

STK must pay a $120,000 criminal penalty and the company and its President Stuart T. Kole must collectively pay a $150,000 civil penalty. Additionally, STK, Kole, and other officials of STK are enjoined from violating CPSCs toy and art material regulations and must comply with an injunction mandating that the companys toys are tested before importation.

The combined fine is the largest ever to be imposed against a company that violated the small parts requirement. This requirement is aimed at protecting young children from toys that could present a choking or aspiration hazard. This case also represents the first time both civil and criminal fines were levied against a company for toy-related violations.

"CPSC has a vigorous nationwide program that detects and catches repeat offenders of federal safety laws," said CPSC Chairman Hal Stratton. "Working closely with our partners at the Justice Department and the U.S. Customs Service, we want to send a clear message to toy importers: there will be consequences for those who bring unsafe products into our country."

This is the second fine imposed on STK, which is a general merchandise importer, in the past five years. In May 1997, STK was ordered by CPSC to pay an $80,000 civil penalty for importing and selling over 90,000 toys and art materials that violated the small parts and labeling laws, respectively.

Through continued monitoring of STKs imports and retail surveillance between June 1997 and July 2002, CPSC determined that Kole and the company committed additional violations of the ban on small parts for childrens toys and labeling and testing requirements for art materials. This led CPSC and the Department of Justice to bring 12 criminal misdemeanor counts against the company, along with civil charges against STK and Kole for importing and selling banned and misbranded hazardous substances.

In addition to the payment of the penalties, STK and Kole must abide by the Federal Hazardous Substances Act (FHSA), including the FHSA provisions for childrens toys and art materials. The company must also ensure that independent age grading and small-parts testing are conducted prior to importation, if the toys are age-graded for children under 3.

The civil penalty against STK is the result of the importation and sale of clock tambourines, which were recalled in November 1997; wind-up helicopters; pencil sets; and various other toys, games, and art materials.

The criminal fine stems from the companys importation of 110,000 childrens toys that CPSC recalled in August 2001. Dollar stores nationwide sold the toys, which can break, releasing small parts that pose a choking hazard to young children. The toys included a "2 Piece Tambourine Set," "Bathtime Water Wheel," "Funny Loco Wind-Up," and the "Pull Back Duck in Boat." Consumers should take the toys away from children immediately, and return them to STK International for a full refund. Consumers should call STK International toll-free at (800) 536-7855 between 8 a.m. and 5 p.m. PT Monday through Friday for information about where to send the toys.

Swimming Pool Dive Sticks Recalled Because of Risk of Impalement

WASHINGTON, June 24, 1999 - The U.S. Consumer Product Safety Commission (CPSC) and 15 firms are announcing the recall of more than 19 million dive sticks used in swimming pools.

In shallow water, children can fall or land on a dive stick and suffer rectal or vaginal impalement. Facial and eye injuries also are possible when children attempt to retrieve the sticks under water. According to CPSC Chairman Ann Brown, these dives sticks are dangerous and should not be used.

CPSC knows of six impalement injuries and one facial injury to children 6 to 9 years old. Although the number of reported incidents is relatively low, the severity of the injuries that have occurred is very significant. Three of the children suffered rectal and three suffered vaginal impalements from dive sticks placed in backyard pools or, in one case, a hot tub.

In four of the six incidents, the injuries that occurred required surgery and hospitalization. The facial injury occurred when a child bobbed down to retrieve a dive stick and lacerated her face just below her eye, requiring stitches.

The dive sticks being recalled are hard plastic and are either cylinder-shaped or shark-shaped. When dropped into water, the dive sticks sink to the bottom of a pool and stand upright so that children can swim or dive down and retrieve them.

The cylinder-shaped plastic sticks measure about 4 to 8 inches long and about 1 inch or less in diameter. The shark-shaped plastic sticks measure about 7 inches long and have an egg-shaped bottom. The sticks come in a variety of colors. Most are packaged in kits of three to six sticks, and some are packaged with other pool diving games.

These dive sticks have been sold at grocery, drug, pool and discount department stores nationwide for about $4 to $7 per set under numerous brand names, most of which do not appear on the dive stick itself. Consumers should stop using dive sticks immediately and throw them out.

Depending on the sticks owned, consumers can receive a refund, replacement or repair.
