I moved to Nevada from Wisconsin and was using the EPPICARD. I decided to have my child support direct deposited into my bank account so I no longer needed the EPPICARD. I put it in the drawer. Two years later my bank account was compromised so I had to close the account and use the EPPICARD again for child support payments temporarily. LO and BEHOLD, this bank had a negative balance in the amount of $26 dollars in recurrent (.75) NSF FEES. Someone outside of my knowledge was trying to withdraw money from the card... while it was in the drawer... for two plus years. Why not send a bank statement? Why no phone call? Had I never needed the card again, when was I to know that someone was attempting to withdraw money racking up .75 cent fees? My losing $26 didn't hurt me but I'm sure if this happened to someone on a tighter budget with kids to feed, this would be unethical.

I have never had a problem with getting my child support payments. Since the Government put this joke of a company in place, this EPPICard Company has literally stolen over one thousand dollars of MY MONEY THAT IS OWED TO ONLY ME. I DO NOT think this is fair. I've never been on cash assistance or aid and I've been jerked around more than anything. I'm struggling everyday. My card was stolen twice. When I asked the second time to replace it, I was charged the fee but the card never came. There have been supposed transactions on my account that I can honestly prove beyond any doubt that I absolutely did not make. This would be a better company if it were honest and not embezzling money that is in no way owed to them. One thousand plus dollars! I WANT TO KNOW HOW THEY CAN BE OK WITH THE FELONIES THEY HAVE COMMITTED.

I've tried activating the card several times and so has the customer service and no one can activate the card and no one knows why. I can't even receive the money that's already on the card. I've since then applied for direct deposit but still need assistance on getting the card activated to get the money off.

I know how y'all feel. I'm going thru the same thing. Sometimes it's deposited on time. Other times there is no deposit at all. And why do they charge us 50 cents to check our balance or to see if the deposit have been posted? And when you do get an agent on the line they say they waiting on a payment to be sent in so they can deposit it on the account. I'm so tired of the run around with them and when they decide to post a payment last month it was on the 2nd and it's about to be the 8th and no deposit. Why are they playing with what belongs to us? They really need to get it together.

I have a Georgia issued Child support card. Funds are never deposited on time. You have to say you lost your card just to speak with customer service. Georgia child support really needs to fix this issues. Oh and the charging .35 just to check my balance is a joke.

In mid-October 2016 I received a letter from the California Dept of Child Support that payments to me would no longer be mailed, but would be placed on a debit card instead. The company managing the debit card was not named. I did not receive a debit card in the mail. But one month later I received a letter dated 11/12/2016 from Eppicard stating that "Per your request the Fraud Services Department recently reopened our investigation of your claim dated 11/12/2016... We have reviewed all of the original documentation along with any new information provided by you." The letter goes on to state that they reviewed their internal records and my card history and have decided that they cannot confirm my claim of fraudulent charges. Which is fascinating because I didn't know I had an account with this company.
I don't have a claim of fraudulent charges to this account I didn't know I had, and so I've clearly never submitted any kind of "documentation" to Eppicard. Plus, the account couldn't be more than three weeks old so is there is no "card history." Fortunately I was able to cancel direct deposit to this debit card by filling out a form on the CA Dept of Child Support website. I'm going to follow up with them as well as the major credit reporting agencies.

Where do I begin? I usually receive my child support on the 6th of each month, which is weird because my ex who is in the military pays on the 1st. It is now the 11th and still no payment has posted. The money has been taken out of ex-husband's pay and it is impossible to speak to anyone to find out where my child support is. Literally, there is NO way to speak to a human. This company is vile. They don't care that our lives are affected. I have searched the internet for a number and get nothing. This company should not be allowed to work with any state.

I have been getting steady child support payments since 2014... I did not touch my card or spend the money. In april 2015 my money vanishes and balance is back to nothing... Missing thousands of dollars but no one can tell me why?! I get the run around of call this person or that person or "I'm sorry mam I cannot tell you how we lost the money or where your money is or why it was taken off your card". I ask to speak to managers and get told there is no one above who I am speaking to at that moment. SERIOUSLY THOUSANDS OF DOLLARS MISSING!
The people are not helpful and very rude and lie! I was told my case was going under investigation and someone would stay in contact with me while they tried to figure out where over 5,000 dollars disappeared to... No not one single person stayed in contact with me and when I called 2 months later for more answers they tell me my case was never under investigation and they still have no clue what I'm talking about. Clearly looking at my own statements it shows money there one month completely gone the next!

Eppicard State of Florida - Trying to get a representative on the phone is a long process. Good luck getting a LIVE PERSON to answer. Then good luck staying on the line. I just called twice, and after getting a live person after a 20 minute wait EACH TIME I was hung up on twice. They are the most rude, unprofessional company I have ever dealt with. There is not a email to contact for support so you are screwed either way. They won't help you on the phone and that is the only way to reach them. I refuse to call back as they will now charge me the fee. Only contact is the number where you will be on endless hold and then get hung up on. THIS COMPANY TRULY SUCKS AND I WISH THE STATE WOULD WAKE UP AND REALIZE THE ** WE ALL GO THROUGH JUST TO GET OUR LEGITIMATE MONEY OWED TO US.

I suggest everyone who has complained on this forum submits a complaint with the Better Business Bureau. Does anyone know anything else that can be done to take action against these scammers? Signing a petition? Anything? This is child support we are talking about. It shouldn't be this difficult! I didn't receive my EppiCard for over 1 year! In fairness, I wasn't getting any child support payments from my child's father at the time so it was out of sight, out of mind for me. Then one day he magically started paying his due and that's when I noticed I never received the card. I tried calling them numerous times but I will tell you it's near impossible to get an actual human being on the phone.
TIP: If you don't push any buttons and let them say their annoying message literally 4 or 5 times, it will automatically put you on hold to speak with an operator, but you have to ignore their prompts completely until it connects you. Then you have to wait on hold for about 30 minutes to an hour for someone to answer, or they will just hang up on you. What kind of customer service is that?! Anyway, finally I got a hold of someone and they told me the card wasn't sent because I had a "bad address" which is ridiculous. I don't have a PO Box or apartment number. I have a normal home address. She then told me that this counts as sending a second card (even though they never sent the first card) so I'll be charged $5 for a replacement card... I wonder how many "bad addresses" they actually make up in their grand scheme to nickel and dime child support payments for the $5 replacement cards they have to send.
I was supposed to get it 5-10 calendar days after that call. I didn't get it for about 25 days. Everyone is also right about the delayed posting time. If a payment is made on a Friday you won't see that payment until Tuesday, Wednesday, or even Thursday of the next week. If anyone else has any suggestions, let’s all work together to take them down.

Eppicard is the worst company I have ever experienced, hands down. They charge out of this world fees for everything, claim to take 48 hours to credit your card with money they were sent electronically (which they receive in less than 30 seconds), then their customer service is beyond awful. Even the supervisors. My deposit from the state is habitually late, sometimes up to 5 days late. The supervisors claim they can't see any deposit, so what does that mean? The state lied when they said the funds were disbursed? I think not.
It looks like this company is holding deposits to claim credit from the Feds, then using the deposits to make money, collecting dividends before they disburse it the rightful owners. Not to mention their fraud dept!!! I had several hundred dollars worth of fraud in my account, I complained. Took them 2.5 months to give me the money back. The card was "used" in GA, then 10 min after this fraudulent use, I had used it in South Florida, explain that one, plus the card was brand new. How is that NOT fraud? The transactions themselves prove fraud. Why can't some insane government agency regulate them and shut them down? They do it for everything else!! FINRA and the SEC would have shut them down long ago if they were in that sector!!!

Trying to get ANYONE on the phone is a ridiculous process and a LONG waiting period, if they even answer. Then I log into my account to set alert notifications and it's not working. There is not a email to contact for support. So basically you can't even contact them to notify them if the site is not working. Only contact they give you is the same number that will have you on hold for an hour and at the end you may still get disconnected. You can't even get to someone if you do not have your participant ID available. So now my Social Security number isn't even sufficient. grrrr

I receive child support payment on a NY State Eppicard. For the last 3 years, I've had no problem with the card other than the fact that I was unable to access funds via a Wells Fargo ATM. I was in the beginning and then all of a sudden (for about the last year) I could not withdraw the money. Days after the child support payment was credited to the account, I would withdraw $500 of the $508 that was deposited into the account. Therefore, there was never a huge amount of money left in the account until the next deposit would hit. But after several ATM attempts over the last, I was forced to use the card at local merchants or to pay an occasional utility bill in order to access funds. This did not pose a huge inconvenience for me but know I realize that because money would sometimes remain in the account for a longer period of time, my account would be more vulnerable to fraudulent activity.
On the evening of July 4th, 2016 I attempted to use my Eppicard at a merchant to purchase groceries, BJ's Wholesale. The attempted charge amount was almost $400 dollars. The card was declined. I thought that it was a little weird being that I had expected that the Child Support payment of $508 was more than enough to clear the charges. Luckily, I had another form of payment and just figured that maybe I was off as to when the deposit hit the account being that this was a holiday weekend. The next day, I attempted to use the card at a CVS to pay for a prescription at the pharmacy. The amount was less than $10. The charge was again declined. That really alarmed me because I thought to myself, even if the child support money did not hit the account, I should've had enough left over in the account from the previous deposit made (because I never used all of it) to cover the cost.
When I got home later that evening, I logged onto the Eppicard website to check all of the transactions previously made. That's when I discovered the fraudulent charge in the amount of $597.23 (the exact amount left in the account, $508 deposit + what was left over from the previous deposit) made at a Michael Kors store in California for the same day that I was trying to use the card in BJ's in NY (July 4th, 2016). I immediately tried to call Eppicard customer service to report it and to change my card info. to prevent any more fraudulent charges and was on hold for so long (2 hours) that I had to hang up, call customer service again and use the automated prompts just to report the card lost/stolen so that the card could not be used again. When I called customer service again to start a claim of fraud, I was on hold another hour before I was even connected to a representative.
I was given a service request number by the representative and was advised not to wait for the paperwork in the mail, that I should write a letter asking for the investigation to begin. I was also told that if the letter was received within 10 days of me notifying them of the fraudulent charge, that I would receive a provisional credit until the investigation was complete (which could take 45-90 days). I immediately sent out the letter. I waited about a month to call and to find out the status of the investigation (and because I had not received the credit to my account yet). Again, another hour on hold waiting to speak to a representative only to find out that they said they never received a letter. So I sent a second letter, this time with delivery confirmation from the USPS. I sent the letter Aug.8 and the letter was confirmed delivered on Aug.11.
I called again, again a long wait (45 min). The representative this time tells me that the case had been closed because the still haven't received anything! I'm sure you can understand my frustration, especially when I had a receipt of confirmed delivery. I was advised (after cursing and requesting to speak to supervisor) that I should fax the letter to a fax number. So on Aug 23, I faxed it. Called a third time (the day after faxing it), they again say they still haven't received anything! To top it off, I received a letter in the mail dated Aug 19th, that my investigation is closed because they can't determine fraud!
I'm done. They can't mess with my children's money! No one helps, not NY State Child Support, not that bank who issued the card Comerica, not the Eppicard reps. And now I'm reading all of these reviews and complaints with similar complaints. I'm looking into starting a class action lawsuit. If you are interested and have been a victim of fraud and/or poor customer service please contact me via email at **. Oh, and one word of advice, just get your money direct deposited into a checking account at a credible institution so that if fraud happens, you'll get the money back. I did.

The TN Human Services department has all child support payments going to the Way2Go debit card issued by Comerica Bank and Elite. The card is also referred to as an Eppicard. Each time you dial the customer service number on the back of the card, no one picks up (Tried 5 times now and longest wait time so far is 1 hour, 15 minutes) and a fee of $.25 cents is deducted from the child support balance. Summed up, no one answers the phone, online access doesn't actually allow you into the account and the app does not work. It keeps you in a perpetual loop of asking validation questions, without actually validating your personal info to gain access into your account. This is a rip-off. Once you dial in with your personal card info or social, it automatically deducts money from your account without providing an actual service. I'd like to simply have my money direct deposited into my checking account versus this rip-off debit card w/ NO customer service at all.

I can not understand why it takes 8 days from the ex husbands paycheck to be deposited into EPPI Account. If there is a hoilday I give up getting money when due. This company is breaking a,court order by paying me late. Where does the money go for 8 days? Hundreds of millions of dollars a month are collected by this company. They also collect interest on the money held in a bank. Somewhere in a mystery place no operator can explain the 8 to 10 day disappearance. May being delivered by a unicorn out of limbo. The State of Pa permits this activity. Nothing is ever done. Domestic Relations hires those without mercy and a soul. The staff is beyond rude. This is not welfare. It is child support.
And if you are using these Government agency it is probably because money must be taken out of the persons paycheck because they would never pay you on their own. So I am charge $25 a year... to have a EPPI account. Which I had, more issues with. Money lost. Never recovered. Never return an item and have the refund put back on the card. I lost $200. Took me months to get the 600 that out of the 800 that was taken. I returned a item and instead of refunding me 200, 200 was taken out every 30 minutes. Till I cancelled my card. I waited over 3 months and was given 600 back. The other 200 - it must still be in limbo.

On May 25th 2016 I got a call from the Eppicard company asking if I was aware that someone was using my card in Jamaica? I said I had my card on me. We agreed to shut down the card right away because someone was obviously using it without my knowledge. Eppicard sent me a new card in the mail and paperwork I had to fill out. I was on hold for about an hour also!!! I filled the paperwork out right away and sent it back. I was told it could take up to 90 days for them to investigate.
I called them back in mid July. I was told they never received anything. I was going to have to resubmit a claim. I did wait another hour on the phone for them to tell me that I resubmitted with notebook paper. The women on the line said, "make two to send." So, today July 28th I get a letter saying "we can't find any fraud in your case." There's a transaction for Mensline in a country I can't pronounce and Jamaica for 75 cents like 5 times? There's one for Dominos pizza for $1.50. I just wish we had an alternative than dealing with this place. I think they know we're stuck. My daughters dad owes an outrageous amount of support. Recently I lost my job so I decided to get a week pass at Comcast, to look for work on the internet. For some reason the payment did not go through. The next day I check my balance after I already paid Comcast with another card. EPPICard charged my account with 5 non sufficient funds fees. So I call Comcast and they voided the payment. I called back to EPPICard and they claim to not see a reversal or a void. This is been going on since the 6th of June and they keep telling me that it takes up to 30 days, but it took them one day to take my money. Also I was supposed to be receiving paperwork which I have not received in order to dispute the charge. This company is filled with a bunch of crooks and rude customer service people. I've been hung up on, spoken rudely to and they're holding my money instead of returning it.
If families are receiving child support --obviously they need the help. So I don't understand why this company of ALL companies are screwing people!!! Also I'm not understanding why they have a $0.50 inquiry fee just to speak with someone that ends up not even helping you anyway! And not they are charging ridiculous fees for each transaction that eats up your money. Why are they are charging more when they provide cheap terrible customer services? I will make sure I will pull all my money out all the time to ensure Eppicard gets very little business. And I recommend that everyone else do the same. They really sucks.
It is a shame that they are sending all our jobs overseas and giving it to rude incompetent foreigners who don't speak English. The consumer service agents hung up on me and gave me the number to the department of labor. They couldn't even give me the correct number for tech support so that I can check my balance online. I am SUPPOSED to be receiving child support payments via the PA Eppicard. So far, there have been 3 payments made to my card, totaling more than $500 and guess what? I can't access these funds because I still haven't received a card. I first called Eppicard customer service on Saturday June 4th to inquire about the card I did not receive. Let me start by saying good luck if you are attempting to speak to a representative! Off the bat, the prompt asks you for your card number and pin. Needless to say I don't have a card number or pin it is impossible to access the menu that way. Another alternative is to enter in your SS #, birthday, and PIN. Can't access anyone via this method either since I have not received a card in order to create a PIN... DUH! So I learned to just sit on the phone for about 5 minutes without pushing any buttons in order to be finally transferred to a customer service representative.
So, back to the June 4th call, I was told by the service rep that a card was previously mailed in February. I've lived at my address for several years and no mail has every been lost, however they claimed they mailed the card and tried to say I had to pay $5 for a replacement. I told them to transfer me to a manager. The dude suddenly changed his tone and said he would actually "replace" the card at no charge since I was entitled to "one free replacement". I said dude, I never received anything to replace though, then I just let it go. All I want is my money, not to be arguing with people. So, that day I was "issued" another card and told it would arrive within 5-10 days unless I wanted to expedite the delivery for a $15 charge. I told him the standard delivery would be fine. Now, again I never received my card. So I called back last night, June 16th and spoke to a woman who was rude and unpleasant.
She basically said there was no record of me calling on June 4th and a card was never issued. WTF! I said "that is funny, it says these calls are monitored and recorded so you can check the tape from June 4th around noon to see that I did indeed call and request a card". She put me on a brief hold. When she came back on the line she said "yea I see that you called and it was noted that they needed to issue another card but they never did". So basically they never sent my card. She said she would go ahead and issue me another card and it would arrive in 5-10 days. I asked if I could get it expedited since I've already waited almost 2 weeks for a card that never came due to their company's error. She replied "Yea, for $15". I stated that the fee should be waived due to the error on the part of the company. She was silent. I said "so, is that possible?" She said "No" very rudely.
At this point I was ready to snap. I should have asked to speak to a supervisor but I just didn't feel like dealing with it because clearly the people who work there are either incompetent, inconsiderate, unprofessional, or all of the above. I called this morning to make sure the lady really issued me a card last night and the representative stated that it is on it's way. It better come or else! I already issued a complaint to the BBB regarding Eppicard and their lying **. I see people on here have many of the same complaints and experiences. Mind you, I NEVER write reviews but Eppicard ground my gears to the point I had to! Good luck dealing with these morons. If you can get direct deposit to avoid dealing with them and their lying and dumb fees I would definitely recommend it. Why do I even have to put one star, Eppicard should get 0 stars.

When EPPICard receive my funds, they don't release it on place it on my card so I can utilize my funds. I believe this entire process is a big scam to profit of collected child support funds. The banks are getting the interest of the money. Help me to understand this. First of all I live in other state from which my child support case was opened. Secondly I have been waiting for over 15 years to receive these funds, which I should have been receiving them while my children were younger. Why does it take the child support official in Atlanta to hold funds collected from another state (2) days to just post that they have received funds, then they submit it to their bank, hold it for (2) more days? God forbid it's the weekend then it's (3) days which actually (4) day by the time EPPICard deposits on the card. I can't find any right into this process outside of all these banks are getting the interest of this money.
Then when you call EPPICard you can speak with anyone no matter what time of day it is. Yes this is unacceptable! Then when you call and inquire about your account they want to treat you like the information you're inquiring about isn't privilege to you. After going through extensive questioning who else it's going to be? In addition to those issue since I've been vocal on numerous occasion about my money, they retaliate by not sending my funds from New York to Georgia. They just sent me funds from October of last year. Very interesting.
When I brought that to someone's attention my funds not posted til after 10pm and the EPPICard bank I assumed is closed on weekends so I have to wait til Monday after 6pm for them to deposit to my card. I'm no dumb. I know they are all connected and funds should be released when it's received otherwise pay the interest their banks are collecting. I pray that an investigation is done in my concerns as well as others, cause seem to me that the employees are the on hands people that are doing a disservice to us all.
Updated on July 11, 2016: On 7/8 funds were deposited, I received a notification that a scp has been made. EPPICard or whoever is responsible to place the funds on my didn't do that. Because I post a concern a week a two ago, now they are holding on to my funds until they deem ready to make it available to me. Just last week a I received that same alert that a payment has been made and those funds was made available to me that Saturday, which surprised me due to the fact they have never made funds available to me on a Saturday! With that being say they should have made those funds available 7/9, now I will have to wait til after 7 pm on 7/11 to get my funds.
Apparently they can deposit funds when and if they chose to do so. It doesn't matter if you chose to discipline those responsible, one thing for sure I'm not going away until I receive every dime that's owe to me. Also I will continue to write and complain about workers not doing their job, trying to steal funds that don't belongs to them. Hope someone take these complaints serious because they are real. This EPPICard and the workers are trying to steal funds that don't belongs to them, also the number on the back of the card is very wasteful. I could never speak with a live person. In case you'll don't know customer service is everything, perhaps I can come train you and your employees.

I've been an Eppicard customer in the state of FL for about five years. I've had nothing but trouble and disappointment with this company from the beginning. I never really worried with it to Mich because of the deadbeat I love dealt with. Only paying 12 to 10 dollars here or there. He has now somehow managed to weasel his self onto disability (five kids and five different women later) so I get one good deposit a month about 100.00 each time. For the last three months I didn't get one deposit ever even though it showed up as being made on e-services on the 17th of May in the amount of 171.00 - my biggest payment, which I never received. And then the four days of processing from the time they made a payment till it hits the card is beyond horrendous.
You are telling me you have to take three days to process a payment onto a cash card! Thankfully I have a good job with decent pay and don't depend on this money to survive. But I'm writing this review because I know a lot of people do. And the way this company conducts business is horrible. The states should really do some checking in before they start throwing people onto a worthless impossible company such as this one. As soon as I have the time (other reviewers who have tried to get out from this card have reported nothing but problems doing even that) I will be canceling this card and going back to my Green Dot which release the money the same day the payment was posted. Saturday 4/29/2016 I tried to log onto my Eppicard account and in red letters it said I had a security breach. Someone in Africa tried to drain my account, and it was stopped, and the money was returned to my card, to then discover someone in China succeeded and took 177.00 out of my account. I had to file a complaint being told if the money is not returned in ten days I'd have to wait 90 days until an investigation was complete. I called the fraud department after receiving a letter about the breach and the person I spoke to told me she had a few complaints the same day with breaches to their cards from Eppicard too.
I tried to contact the child support office which you can usually get a human and you have to leave a message and they may not call you back, you may receive a letter which tells me the state of NH knows they have a breach in their office. Waiting 90 days for a refund is not acceptable seeing I live paycheck to paycheck. The state of NH charges .35 to use the card as debit, if you use it as credit there is no fee but lately I try to use it as credit and the sale is denied, I have to choose debit as an option which then I get a fee. If you call to inquire about your balance you get a fee. If you get cash back there is another .35 fee on top of using it as debit.
I was forced to go the route of having the state collect my child support because my ex didn't want to pay his child support. Shouldn't the parent who refuses to pay their child support be forced to pay these fees instead of it coming off the child support?? That's not right either. The state of NH Child Support Office needs to get their foot out of their butts and fix this problem. I googled this issue to end up in this site and seeing I'm not the only one with this problem.

I have had an Eppicard for many years now in VA. I never really used it as my ex never pays. However, 2 weeks ago, I decided to check the balance to see if there was maybe a tax refund that had been intercepted. I was in luck, there was about $1000 in child support on the card. There were also 2 ATM withdraws for $400 each in Texas. I live in Virginia. I called Eppicard on 4/29. We cancelled my old card, I was charged $5 for a new one and $20 to have it sent UPS since my mail is not reliable. I was told I would receive dispute paperwork in the mail in 3-5 business days. I was also told if I did not want to wait 90 days to get my money back that I could ask for a provisional credit if my paperwork was postmarked by 5/10. The mail has already run and there is no paperwork to be found.
I called back and waited 20 minutes to speak with someone. She reviewed my account and said "Oh wait, this looks weird" then placed me on hold. When she came back she said everything was fine but, that there may have been a delay in getting my papers out and that I would not be eligible for a provisional credit unless I typed a letter and sent it in by tomorrow. This is ridiculous. My credit union has my money back to me in an hour. 90 days is unacceptable. I really feel like Eppicard is a scam with all the fees they charge. Also, I am wondering if this wasn't an inside job since I do not use my card and the people who used it in Texas had my PIN and everything. Very, very suspicious if you ask me.

What a joke! I had 5 charges that were fraudulently charged to my Eppicard that I receive my child support on. They were made in India! I have been calling every day, mind you, I sit on hold waiting for a live person for at least 30 minutes every day, only to be told they have 90 days to refund! This is absolutely ridiculous! I rely on the money on my card to care for my children! It's basically used to pay co-pays for my daughter that has Type 1 Diabetes. So, please let me miss car payments, gas and electric payments, etc. while you take your 90 days to investigate how I was in India, Minnesota and Ohio all at 8:13 on March 14! Completely and totally unacceptable!

The joke is on them because I have a deadbeat for a ex so I only get money when he has to or go to jail or on unemployment and they really ream his ** too. Lol. As a whole the Eppicard really sucks. Having to pay to check your balance just infuriates me. Taking monies that is supposed to be for your children. I hope they can get their ** together because if they can get to your card and charge things why couldn't they get to our checking accounts. You have to go through the state and truthfully I think that's where the security breach is.

I have, in California, problems with charges that I never charged. Things like being charged 3-4 times for the same charge, $29.99 3 times, then another some website Elgato whatever that may be at $19.99 4 times. So I called and explained that I did not make these charges. So I was told that if I want this reversed that a complaint would have to be filed and I would have to wait for 15 days for another card to arrive and my balance would be locked until the investigation was complete. I needed the money (what was left on the card) so I had to say I can't do that at this time. She then said, "Sorry, I can't do anything else..." for me.
I was so upset that I had to just let it go unless I somehow could do without the money on the card. I'm still mad and I now check all the time. What a hassle and let me give some advice to all out there. Do not, I repeat, DO NOT USE GREENDOT AS A DEBIT CARD. They will steal, yes steal, your money and you will never see it again. They took mine, it just vanished off my transaction page. $568.00 was once a pending transaction... Then nothing, just gone. It's been two months now and no one can help. So please bury your money or something. Just don't bank with Green Dot please. Good luck.

A deposit was made on the 6th of January. Used card one time. The next morning, the card was declined. I call the only phone number that supposedly exists according to the Attorney General's office and its a zero balance. So do you have to hire an attorney to get the information needed to file fraudulent charges on this company?
I'm disgusted by the rudeness of the people answering the phone at the AG's office. They give you the number that's on the back of the card and talked to me like was an IDIOT, even hung up on me twice. This makes me wonder how much money really goes in their pockets! Very frustrating to think that these people can take from my child and I can't do a thing.

I personally feel like there's something really really bad going on with this whole company. I have had countless times where I've called and then hung up in my face with certain questions like with direct deposit. I have had money missing on my account and no answers to my questions. I've asked for a supervisor and have been forwarded to a voicemail that you can't even leave a message on. But most importantly when I try to take control of my money by getting it direct deposited into my bank account there is not one time that I talk to a direct deposit representative. They make it very clear on the answer machine value have to talk to a direct deposit representative and that the debit card representative cannot enroll you and direct deposit and the direct deposit representative cannot answer your questions about your debit card.
So no one can tell you anything about the other person or their services but yeah but these people have control of our money and both of these people get our money first before we do. How can there be a whole room of Representatives and I have been trying to contact him for 2 years now. I literally know the buttons by heart. This is getting ridiculous and there is something going on. They do not want us to have control of our money because we will know the truth about what we really did and they won't be able to keep on taking what they're taking. This needs to stop and somebody needs to do something about it because you can tell whenever they hang up in our faces that they feel like they are in control and they know that nothing is going to happen.

I'm at least glad to see I'm not the only person having issues with this company. I have been a "customer" for about 7 years now and I've always had a problem with getting my money when I should. CSS always takes out the money on Fridays and if there is a holiday or something, I can count on not getting the money for at least the following week, sometimes not until the next payment is due to process.
To be fair, I can't say I've ever had an issue with their customer service representatives, but they do charge you if you call more than once within a given period and that is absurd. The Eppicard is suppose to provide electronic payments from our state. If this were anything else (i.e. a personal savings account) I wouldn't mind so much. But, this is child support, and how does Eppicard suppose one can support their child(ren) when they are too inept to follow proper payment processing? With the technology at our fingertips, I find it difficult to believe that this company cannot make these payments process in a timely manner, regardless of holidays (or whatever the case may be). How about installing new software, creating an app for easier access, and better training for associates?

I tried for 3 days, all day to get someone and either I was hung up on or busy signal. Finally I got a voicemail and it said "You cannot leave a message. Mailbox full." I have 2 severely disabled children who depend on this support. I paid attorneys thousands of dollars to get this order in place and track down the father. Now, after years of fighting the dad and getting regular support, it is being held hostage by Xerox!
How could the State of Oklahoma let down their children like this??? I have had to let go of buying groceries and medication that I usually bought with the child support. How could this be happening? Single parents are the most vulnerable and we are not getting any help from anyone? There needs to be a class action lawsuit for those of us who have suffered damages because of Xerox's negligence and greed. They are holding money, gaining interest and claiming they have "lost" the support somewhere in the system. Like I said, there needs to be an investigation into the CEO and accountants in this company. There is something very, very suspicious going on here. Thousands of complaints and still there is missing money?? There needs to be a news reporter involved to find out who is taking what.

I have zero tolerance for negligence, and in researching Eppicard, it appears I'm not alone, by far. After filing for unemployment and funds being released, I now have 8 weeks of compensation on a card I have never received. It took 18 attempts to get to a person. The woman was belligerent, arrogant, and down right rude. I demanded a supervisor so she put me on hold for 22 minutes, then transferred me to another representative, not a supervisor. The second woman was pleasant. She then transferred me to Jennifer, a "supervisor" who was just as rude and belligerent... and even more arrogant than the first woman. "We mailed the card on 12/3/15." Well, I haven't received it, nor has ANY mail been lost (amazingly) to my address... ever. Why would this be the first time? Could it be? Of course. But, not buying that concept, especially after seeing the C+ BBB rating and almost 500 complaints just on this site alone.
Based on reading several reviews, my suspicions are on target with many others, that Eppicard is fraudulently failing to send a percentage of cards to account holders and then telling them they have to pay fees ranging from $13.50-$25.00 for a replacement to be expedited. They ABSOLUTELY refuse to budge on this. I warned the supervisor of "my powers" and that I never lose... and I don't. So, I will be filing a Class Action Lawsuit against Eppicard and everyone affected will ultimately be able to benefit from any settlement. I personally refused to pay the fee and I'll just wait for the card to arrive. The stopwatch is ticking and they were ordered to send it expedited at their expense. In order to file a class action suit, there need to be at least two victims. There are hundreds here, but whether or not any of them will see this, I don't know but surely there will be new complaints. It will cost you nothing to assist in the formation of the suit.
In the end, you know how it goes, everyone gets $15 or something like that if they were affected and the lawyers cash out. I don't care. I personally won't get anything because I'm not falling prey to this alleged fraud / scam. My mission in this suit is to bankrupt Eppicard between the money they will pay for the lawsuit and attorneys as well as the lost contracts which will definitely happen along the way. I never lose and I never surrender. If you'd like to join the small formation group, please email **. Please share your story or the URL to your complaint on this site and be sure to include a preferred contact email address, phone number, and your city & state. THIS IS JUST TO FORM THE SUIT. I then called Alameda County Department of Child Support Services (1-866-901-3212) to see if they could help me. DOCSS was able to connect me with a representative at EPPICard services.
When connected, I spoke to a representative named ALLEN. He said, "How could we help you?" I said, "I need help reviewing my statements online." He said, "I'm not getting these benefits. I don't know how to navigate the system." I said, "Is there a technician that could help me?" He said, "It takes 3-5 business days for a technician to respond to your request and it will take him 7-10 business days to mail statements." I kept repeated what he said about the days, and he said, "Ma'am I said that." I said, "Is there a manager I could talk to to help me review my statements?" He said, "No. It's mail you the statements (7-10 days) or wait to hear back from a technician (3-5 days)". I repeated it again, Allen said, "You need to know patience. You're not going to get what you want when you want it." He said, "Could I help you with anything else?" I hung-up and immediately called DOCSS.
I called DOCSS to make a complaint, but the rep. said, "It's two different companies, but I will connect you back with EPPICard rep. and you ask for a supervisor or a manager in charge." I said, "Okay." She forward the call to EPPICard representative. I told the rep. a little about what happened and asked to speak to a supervisor or a manager in charge. She said, "Okay."
I talk to the supervisor in-charge McKenzie. I said "Ma'am, in the future to better help your customers could you all please look into a better way for the customer to review e-statements." She said, "You need to have patience." I said, "Maybe you don't understand what I am saying." She said, "I do. You need to have patience." We ended the call. I called, DOCSS back. I set up my account and attempt to contact support that way. Joke alert! After accessing my card, I am alerted to the fact that it is about to expire. I am told to call customer service immediately to activate my new card. There is no option to contact anyone through the online website, nor is there an option to activate a card. There is only a customer service link which directs you to the customer support number you started off with.
The website does say that there is a customer service option which is 100% not true. I went through every option for the number and none of them led to a customer support representative despite what the website says. So… I guess I will wait until after my card expires and try and call back. Maybe by some miracle of God the new card will automatically be registered with the company. I'm not crossing my fingers. Ultimately, I'm making a complaint because I am hoping that this company will actually resolve this situation. If you do business with the public, you need to have a way for the public to contact you in the case of an emergency. The automated service is awesome, but sometimes situations arise which require talking with a real live person.

I didn't realize I was going to be charged for not using the card. I was shocked. They stole my child support.

I order a new card with EPPICard after mine had been stolen. The first card should have been there in 7-10 business days however it wasn't. I called and complained and asked for a new card to expedited to me. They agreed to send the second card (expedited) but I had to fight tooth and nail for free shipping. To make this story short I'm still waiting for both cards. I called EPPICard and a customer service rep told me that they have not been able to send cards out to Georgia since August. AUGUST! I asked how will I get my funds and they stated "We can send you another card" knowing that the cards are not being delivered.
I have contacted Comerica (Makers and Distributors) and they stated all they do is make and distribute the cards based of the instruction of EPPICard. I spoke to DHR and they stated all they do Is release the funds to EPPICard and it's EPPICard's job to get the money to you. No one wants to take responsibility and no one wants to fix it. In short if you loss/stolen your card just have your money direct deposited to your bank account and cancel EPPICARD. Also contact your local DHR office so they can get a total of everyone this is happening to.

In 2015 same company defrauded my card for 125.00 I made a fraud case again, wrote my letter to the board in San Antonio. I went online several days to get the information needed to prove the company did not exist that I was not the first person these people scammed.
I call my child support to see if they had any information on the fraud claims and those son's tell me I have to contact the merchant. I said "they do not exist," I sent proof. They said either find the merchant or my case will be closed permanently. Needless to say my kids are out 325 because of Eppicard's so called fair hearing junk. There was nothing fair about it, they are ** not doing the job. I myself helped and gave them the information and if their sorry butts could read they would have seen all the evidence. According the child support office the payments had been sent to my EPPICard which had been expired. Upon figuring this out I requested a new card and was told that my payments would roll over to the new card. I have my new card and there is no payments posted to it. After a great deal of going back and forth between child support and EPPICard, EPPICard claims that they never received the payments and that they can only go back 90 days!!! My child support card was stolen along with my purse, check, debit card, license, social security card, and a number of other not so important items. I requested a new child support card on 7/24/15 which I had to pay 5 dollars for. It is now 8/11/15 and still no card. I have called customer service several times. I keep getting the same answer from customer service. Pretty much I have to wait as long as it takes even though it clearly states 7-10 business days. The only thing they will do for me is mail me out another card. They can expedite the card, but that will be another 15 dollars out of my pocket. I get to wait another 7-10 business days for this card and they were unclear if I would be paying another 5 dollars for it. They also stated this card could have the same issue of not showing up. In the meantime if the card that should already be in my possession happens to arrive I will not be able to use it.
I called today to see if I would be able to get the money transferred into my bank account and they would not do that either. Customer service claimed they do not have access to the card number. Having worked in HR before with other card companies being handed out to our employees all the cards had to be accounted for. Every time we gave out a card a copy with the person's information would be made to process payment and for situations such as this. The lady that I talked with today actually tried blaming my local post office specifically the mail carrier. I shot her down rather quickly with that one considering my father has worked for our local post office for over 20 years as a mail carrier. She replied with they pretty much aren't responsible for it once they send it out. I am appalled by the fact that the non custodial parent would be thrown in jail if they didn't pay but Eppicard can withhold access to these funds and that is just fine.

As of May 15th 2015 I had two transactions not authorized by MW on Brooklyn NY. I live in Florida of altogether $98.67. Florida EPPICard told me they would send the papers to file for fraudulent charges. I waited and waited to never receive them. I then called back and supposedly they didn't have the correct address on file but I had received papers at my current address from them including the new card I had to receive because obviously the last one was compromised. So the reason I had figured out they "didn't have the correct address out" was because I received a paper saying if they don't receive the paperwork for the fraudulent charges they will automatically deny my claim for fraud. So I then give them the correct address they supposedly didn't have for them to resend the paper work for me to fill out. It's been over a month and still nothing.
I have 3 children and two jobs so TODAY when I finally had the time to call and see what is going on, they tell me “I'm sorry you never returned the completed paperwork. Your dispute has been denied and closed.” I then proceed to tell them I never received the paperwork because if I did I would have filled the papers out and sent them back. They told me the best they could do is resend the papers OR I could do a handwritten claim and send it in so they could do the investigation.
I believe no matter what I do now I'm never going to see my money again. I also believe if this has happened to more than just me which it has they shouldn't be making anyone of us fill out an investigation form on fraud and just give us back what's rightfully ours!!! MY ADVICE TO ANYONE READING THIS WITH A BANK ACCOUNT TRANSFER TO DIRECT DEPOSIT. That's exactly what I'm going to do after I get my money back. Trust me if they deny my claim a lawyer will be involved to really find out where this money actually went!!!

In one instance, while on the phone with them I discovered the most recent transaction that wasn’t authorized by me had been done the day before at a Target in Brooklyn New York for $16 and change. I live in Los Angeles California. I received a letter saying that no error was found and that there was nothing they could do about the transaction. After a whole year of fraudulent transactions and 8 months of disputing a total of $649.59, I'm now being ignored and every time I call I'm hung up on. In the past, when Oregon child support shows he paid, the money was loaded on the card within 2 days. But for the past 6 months, Eppicard is holding the funds for as long as they wish up to 2 weeks...That's ridiculous. I called earlier today inquiring about my payment and the rude customer service lady informed me she's showing no payments pending so take it up with my state's child support office.
Then a month ago my big whopping 100 dollars loads and within hours it's taken by DirecTv. Are you kidding me. I finally get customer service after being transferred 6 times and my call disconnected 4 times to cancel that card and reissue a new one. So after 2-3 hours spent dealing with their horrible reps and then receiving more papers by mail, I had to fill out everything again. Customer service already verified.
I get a response back in 5 weeks stating they found the charges to be mine and no money will be credited back. After the hassle I had just to report the activity and cancel the card for 100.00. I felt the hassle with these folks was not worth the time or stress and after reviewing this company in further detail, I see I'm about 1 in 1000,00 who is also unhappy and fed up with these folks. My debit card in which I receive my child support was compromised on June 19, 2015. Exactly one day after the child support was credited to the account. The card was used at a Target in Brooklyn, NY; I am a resident of Alabama. I contacted EPPI card at 1-877-567-1768 to make a claim. I was told it would be 90 days before they would credit or deny my claim. Deny my claim, why in the world would my claim be denied and why 90 days. Upon doing research regarding EPPI card I discovered that this is the norm for the card and many people never see their money again. People have lost their apartments, could not get prescriptions filled, or feed their children because of the delay and denial of claims. I also learned that the largest breach at Targets involved these EPPI cards.
Of course people who are relying on their funds are being taken advantage of by EPPI/Xerox/CoAmerica! I would like to know what can be done to stop this company from taking people's money that they are depending on every month. Also, I would like to know how or when I can receive my credit of $250.00. I strongly believe that the State of Florida should not hire the services of a company that hurts so many financially. I do understand that someone had the responsibility in Florida to say yes or no to using this payment method and doing away with mailing checks. The bottom line is that using the EPPI MasterCard saved revenue at the state level but costs the people of Florida and other states. In the long run it will cost the State of Florida money if people cannot receive their support payments one way or another.
It took me 10 years to get a hearing for my deadbeat ex-husband (Ron **, Owner RedLine Transmissions) to be ordered to pay child support (3 children). The only way I finally was able to get a hearing in Florida was to contact the Governors office. Once I had my hearing it took another 6 months and 6 hearings in front of Magistrate Phoebee Francois to determine that I should not receive child support for my oldest daughter because we didn't speak about her enough in court.(?) What.... I asked my lawyers (representatives of the Dept. of Revenue) to allow my oldest daughter to testify via phone but was turned down, my other two children did testify. My middle child suffers from TBI, why she was allowed to testify is beyond me. My youngest child by this point was 24 years old in college and had already served in the USMC! I could not believe Francois reversed my original court order.
My already deadbeat ex (Ronald **) went from owing over $90,000 to $35,000. He is allowed to pay a mere $250.00 a month. My youngest child will be in his late 30's before I receive my money. Money for which I have already laid out. I know those of you be it mom or dad raising children know it takes a lot more than $35,000.00 to raise three child! I am outraged that I have to spend so much time on this EPPI breach as it takes an exorbitant amount of time to get anywhere within the system. I have already wrote the Attorney General of Florida, Pam Bondi, TO NO AVAIL.
State of Florida Attorney General Pam Bondi NO HELP (State elected official) Florida Dept. of Revenue NO HELP, had to chat online (GOOD LUCK GETTING THROUGH TO A PERSON) EPPI CARD, MasterCard, Xerox/CoAmerica NO HELP. Well I signed into my online Eppicard account after answering the online questions to confirm my identity, and found over 10k had accumulated on the Eppicard. I called to request a new card be issued, updated my address because I moved from NJ to TX and paid the extra 12.00 dollars to have it expedited with two day delivery. I called on Thursday Mar 27, I received the card by UPS on Tues Apr 1. I called the 1 800 number listed on the card to set up the pin everything went well.
Then I attempted to pay for my auto insurance online and the card was declined. I called the number on the back of the card, and waited 50 min before I was able to speak with a representative. The representative's informed me there was fraud. I asked how was there fraud, I just received the card and setup the pin today. She stated because I changed my address the State of New Jersey put a fraud alert on my card. But if I answer the identifying questions then she can clear it.
Well I could not understand what she was saying and I had to repeatedly ask her to repeat herself. The customer service rep said because I took so long her system has timed out and I needed to fax my information to the fraud unit. She gave me the fax number and said to call 1 hour after I fax proof of my identity driver license and social security card or birth certificate and this should be able to be resolved.
Well on 4/1/15 I faxed my drivers license, birth certificate, federal ID and SSN verification letter, then I called the 1 800 number on the back of the card. I instantly get a recording when I press my card number or other info into their phone system. The recording states I have reported fraud and I will receive their fraud forms in 3 to 5 business days or I can send my fraud dispute to an address in San Antonio TX please refer to my sr code. Well I did not report fraud and I did not receive a sr code because I did not report fraud or dispute a transaction. I called the State of NJ Child Support office and they did not report fraud of any type. The state of NJ confirmed they had my new address in TX and did not have any problems with it.
ACS/Xerox/Eppicard have no intention of letting me have access to the child support money for my teenage daughter and autistic son. I do not know if their employees are committing the fraud, or this is a way of the company trying to find a way for me to pay more fees. What I do know is I cannot speak to anyone on the phone because I instantly get a recording only and when I attempt to sign into my online account I get a fraud message. For all I know the balance may be 0 at this point because ACS/Xerox/Eppicard made the fraud accusation not me and stated it was because of my address change.
I am contacting the NJ Atty General, NJ Officer of Consumer Protection, FBI for internet fraud, and an attorney to see what if any legal recourse I may have. The NJ Eppicard website does not fully disclose all information about the Eppicard like waiving your right to pursue a lawsuit. The website only list the positives of the Eppicard. They said they were simply canceling everyone's card for our "protection." What a load of crap. But they would not send me a new one, and every time I call, they tell me "It should be there soon." In the meantime, I'm overdrawn and can't feed my kids. They are a horrible horrible company who is keeping my money and won't allow me any possible way to get a hold of it for my children. Someone seriously needs to regulate them. What they are doing to single mothers is illegal and immoral and they should be held accountable.

I called Eppicard to change the name on a state issued child support card to my married last name and sat on hold for 40 minutes to get to Level 2 security to get it done. I could not clearly understand the agent and after verifying my identity and account details I was told that to initiate the name change I would have to answer security questions. At the end of the security questions the agent informed me that I failed them and that I would now need to mail a copy of my drivers license and another form of ID (he suggested SS card) to a post office box in Texas.
I let him know that I was very displeased that I had to sit on hold for 40 minutes to get to Level II to be told that my security questions were wrong and it is highly alarming that protocol would ask me to mail forms of ID to them to do so. When I questioned how long this would take he told me 24 hours. I told him that it indeed would not be 24 hours because it would take 3 days for my ID to get to them, at which time he stated it would be 5-10 business days for EPPICard to mail me a card with my new last name. It should not take any agency 40 minutes to answer a customer service line. Eppicard should employ people who speak clearly as I had to ask the agent at least 10 times to please repeat himself.

I told him I couldn't hear him and after three times of repeating this and requesting someone else to speak with, he simply put me back to the very beginning of the system. I have not been able to reach anyone else today. This was after an hour long venture on the Eppicard website, which also resulted in aggravation and disappointment.
The rules for creating a user ID and password are awful. After finally completing the form for an account and the page successfully being submitted, I tried to log in. The system says there has been no account made. I tried to set up an account about 4 years ago and received the same message. What is the point in having it if it's so difficult to access and use.
There is no app to download and use, especially in this day and age of technology. A relatively simple task seems impossible because of this company, it seems to be very poorly executed and maintained. If there was another company, I would switch in a heartbeat. Anything else has got to be better than Eppicard, short of receiving paper checks again if that's even an option anymore.

The same name that was on my old card. I call cs again. Once again, the reps on level 2 are very, very rude people. The man told me there was no record of them receiving my faxed IDs.
I asked if they kept records of my calls and seen where my card was locked?? He finally put me on hold to talk to a supervisor. Came back on and magically they found my fax. I filed my dispute July of 2014 with Eppicard and it was just recently resolved by Xerox January of 2015 (6 days after I filed my complaint with Xerox). Yes it took 6 months to finally get my issue resolved. This is so crazy. Eppicard detected Fraud on my account and suspended my card and I had to pay for a replacement card. When I filed my dispute I was denied because they could not determine that fraud occurred and they were the ones that notified me of the fraud and suspended my account.
I called Customer Service and told the Rep. I couldn't understand how somebody could withdraw money from an ATM machine when I had my card in my hand, over $3,000 was stolen from me. The Rep. advised me that my card was used at a Hotel. I explained to the rep. "Do you know what that means? If somebody used my Debit card to get a hotel room. They need my debit card and a Photo ID." I explained to the Rep. again "I have my card in my hand, how is this possible?" So I got the run around for months, First they said they don't have my paperwork for my dispute, then I called back and somebody else told me that they do have it. Then I'm told that I have to resend it. The reps. will tell you anything to get you off the phone, it's a huge scam. I will never use this card again. What A Nightmare. So for example, my TANF loads at 12am on Nov. 26th that means that your child support will load on the 27th. Do not call the 800 number because if you're getting TANF thru social services and change your address there or even thru child enforcements, then they will send your correct address to eppicard. Trust me I've tried changing my last name and can't until I do it thru my social services working. Second, regardless weather or not you wasn't notified about fraud, eppicard will not under any circumstance call you. They just send letters out, trust me I lost almost $1,000 from fraud and they denied my claim - they won't do anything about it. And third, yes they do direct deposit with your actual bank and no they don't do paper checks anymore.

I live in Australia and I receive child support on a Georgia Eppicard. This month my child support was loaded onto my card and I went to access the funds at my regular ATM in Australia like I have every other month, only to suddenly find I couldn't withdraw funds as "the transaction and account was incorrect". I tried several more times using different banks ATMs but the message was the same. I then tried calling the "toll free " number from outside the US to see if I could speak to a real person. The system is fully automated and after trying multiple menus, I gave up and was forced to call on the internal USA number. After waiting a ridiculous time to go through a variety of menus, I still had not been able to speak to a live person and I was on an International call. In desperation I called Georgia child support to inquire about another point of contact.
It was suggested that I just wait until all the menus had repeated and don't input my details. I tried this on the toll free number after waiting patiently, finally I was put through to a real person. Only the toll free line was so poor they could not hear me and they hung up. I tried again, the customer service person spoke so fast I couldn't understand them and when I spoke they said they couldn't hear me and I should try another phone. They then hung up on me. I tried checking the internet to see if alternative points of contact were available, but no, just the same 2 numbers. So I called the US internal line waited and waited, finally put through to a customer service person, who said there had been fraud on my account and they'd put me through to a level 2 supervisor. I was on hold Internationally for 30 minutes before someone picked up. I was then told fraud had been committed, but when I asked what and how, they weren't really sure, only that transactions had been attempted in Australia. I explained and as is clear on my record, I live in Australia. I always withdraw at the same ATM and I have not had an issue before, so why now? They couldn't explain. They said they would lift the suspension and things should be sorted.
I was practically dismissed when I asked why I hadn't been advised of the suspension. I went to my ATM the following morning. The same issue was occurring. So back I went on the phones going through the same process all International calls!! Spoke to an initial clerk, who then told me the same story and put me on hold for another 30 min until I spoke to another level 2 supervisor. This time the person actually tried to rectify the issue and re input all my information and lifted the suspension. I waited until 24 hours had passed and I tried again, this time I could see my account balance, but I couldn't withdraw any money. I went home and got back on the phone, went through the same thing. Still no joy!! I have now been dealing with this for 5 days long distance and still I cannot properly access my account. More long distance calls and I do not know what to do. I am in Australia and it's incredibly hard and I have bills to pay and food to buy. Why isn't this company being dealt with by the authorities? First, I had to call my local domestic relations section to crack the code on how to reach an actual person. The first representative was very uninformed about how the dispute process even worked--and could not tell me if they'd actually return my money! I called again the following day, unhappy about the situation. "Ann" told me they didn't have a supervisor I could speak with. Two days later I called to get the tracking number. Turns out the second card was not sent expedited but regular mail (which had already failed once). So for a second time I requested an expedited delivery. After finally received the card, I had to wait for 2 days for the funds to be acquired by my bank. Every week I have to call the 800 number, wait thru their garbage of announcement, log in via an inordinately log validation and then transfer the balance to an account that the routing and account number are already known (although why this cannot be automated is not understood--they have all the info, seems automatically transfer balance should be easy, but it's not).
This week something went wrong this week and now my card is suspended. What happened? I call and get told that until I fax 2 pieces of ID, they cannot tell me. So I fax these pieces but get told that it takes 24 to 48 hours to get checked. Fast forward---grocery cart full of food-swipe my card declined!! What the hell happened? I have money!! It's not stolen because I had it. Luckily I had a few extra bucks on another card, which was my bills account so now I'm looking at overdrafts pretty soon because I manage that account down to zero dollars. I try to log on the website. No access!! I called the number-toll free by the way. Did I mention I'm still on hold after an hour??? I do get enough info from the prompts to know that they canceled my card, they will be sending out a new one. Well who in the hell told you guys to do that? No call? No email? All of this information is on my account---I'm beyond furious. Eppicard should not ** exist!!! Remember when I said earlier they failed to update my address? Ahhh...so who in the hell gets the new card??? You dumb **.

EPPICard wouldn't release my child support, which it was their fault. They had issues with their system. Sat on hold for thirty minutes, with issue not resolved once I spoke with a person and then their supervisor. They don't care that I need those funds, which are mine to begin with, to care for my children. Sorry, sorry, sorry people. Horrible company.

My PIN was changed on not one but two occasions by someone who had stolen my identity and hacked into the account and created a fake card. The people at Eppicard seemed unable to address this and gave me bad advice such as change my PIN. When I did, the criminals followed suit and changed it again. Then I had to cancel the card. The notes were poorly written on the account so another representative started denying my PIN had been changed when I called later. She was insistent I was wrong and my PIN was not working due to inactivation.
The level 2 security people did not ask as many screening questions as say financial institutions would. Eppicard had charged me a $5 replacement fee but did not mention it, only the expedite fee. They did not guarantee they could reverse fraudulent transactions but this is not so much their shortcoming but the risk with electronic transfers today. Reading online the risk of PHISHING and seeing the ease at which my PIN could be controlled by others was scary and enough to scare me from this card if not all future electronic transactions.
My modest balance was at risk and I thank God a withdrawal was not made when the balance inquiry was made even though I only discovered the second pin change a day later. I can only assume my account was hacked as there is no suspect I know of that has my private info and a copy of my card number that goes around trying to change my PIN and check my balance.
I can only assume a malevolent motivation. Perhaps the balance check was just for reporting purposes to the master thief so they could plan their purchases more effectively. The fact Eppicard made it seem like this never happened making poor suggestions or acting as if people normally have annoying family members who change their PIN or don't remember doing it themselves is infuriating. The second rep agreed with me the card be canceled. The third yelled about my PIN not being changed.

On September 7, 2014 I tried to use my Eppicard at a local grocer but was declined for unforeseen reasons. I immediately called the toll free number and spoke with a representative who informed me that someone from another country (London, England) had tried to access my account balance which in turn triggered an alert that placed a "hold" on my card. She explained that this card will be cancelled and I will be issued a new one within 7-10 business days. End of story! Or so I thought.
While waiting on my new card to arrive I attempted to access my account to make sure there wasn't anything missing. Due to a new card being issued I couldn't access this information until I received a new card. Once my card arrived I immediately checked the balance and discovered that I was missing over $100.00. Of course I called them back Sept 16 and asked them what was going on. I explained that when I called back on Sept. 7, I was told that there was a ATTEMPT to access my account balance and that is why my card was cancelled.
I explained to the current rep. that the last rep I spoke with on Sept. 7 never mentioned the theft nor did she open an investigation. I have now lost 10 valuable days that could have been put towards the investigation and being able to retrieve the funds that had been stolen from me. Moving forward, on Sept 25 I finally received a letter in the mail requesting additional info with regard to my claim. The letter stated that if they receive the requested questionnaire within 10 business days from the original date of my call they will issue me a provisional credit while the fraud is being investigated.
Their letter head was dated for Sept. 16 and I didn't receive their letter in the mail requesting this info until Sept. 25!!!! Really???? There is no way I could meet the deadline with only 3 days. It takes 4-5 days for my mail to be delivered to Georgia from Ohio so this was impossible from Ohio to Texas. You guessed it, I called them again and asked them why it took 9 days for me to receive such time sensitive material. Their response?... We can't help how long it takes for mail to be delivered. Well then why in the heck are you only giving customers 10 days when it took 9 days for me to receive YOUR mail in the first place?
Because I won't be meeting their stupid 10-day policy, I'm now forced to wait an additional 45 days and quit possibly 90 days because it's out of the country. There was absolutely no empathy on their part. I even spoke to a supervisor and she made it seem like it was my fault and that I was lying. I wish there was someone within their fraud department that would take accountability for this. Someone dropped the ball and should be held accountable. Not the customer.

Having called going on TWO months ago to report that for the 1st time since 2011 I not only figured out how to use the website but found hundreds of dollars worth of $1.25 dollars of ATM charges off a bank that THEY authorized to withdrawal from I have yet to get any response from my filing a transaction dispute with customer service. Of course when I keep calling to ask what the heck they charge me the $0.35 charge to simply be told they they will contact me when a decision is made and that no, they won't refund the $0.35 call in fee. I asked them several times for the terms of use form that I probably did get back in 2011 but have no idea where it is. I was told they don't have copies. (I found one online tonight but still looking for the list of "authorized ATM's" even though the PNC bank states they are in network and should not be charging). Time to report this to Lisa Madigan. This is bs and theft as by refusing to respond or communicate is clear intent to ignore.

Finally I got a live person Only to be told I had nothing - my balance was withdrawn at an ATM in Maryland. Holding the card in my hand in my home in Arlington TX. This is impossible. After making several calls I was told to write a letter so I did. I canceled everything I had thinking identity theft. MY local child support office told me to get direct deposit.
So they sent me back to EPPICard where I was told if I do not get my money back because it has to be placed on card. Then I was asked do I want a replacement card? Said I ALREADY ORDERED IT - WAS INFORMED NO, I DIDN'T BUT HE WOULD SEND ME ONE. I asked how can I be safe - this won’t happen again. He said I can’t because someone has my info they used first time and that’s all they need for a second... SO for next 3 months, I have to keep them but worried if I will have funds. Now finding site seems it happens a lot and you never get your money back. How can this be? Where can go or what can you do? I have never had issue with them till now, but my child’s almost 18 so it’s odd and the hassle they give you. I’m wondering if it’s an inside job... How can this happen and why do they respond the way they do, and why can’t I get direct deposit and they can send a paper check in 90 days?

I contacted customer service immediately to inform them of the fraud, and was given an SR number for future reference, and told I would receive paperwork to complete. I made a police report as well.
I have contacted Eppicard several times about the paperwork I was supposed to receive, and was told another one would be sent to me and that was August 1. That is a security violation, nobody at Eppicard should be able to see your entire social. I called the Governor's office to ask who was responsible for the contract. DOR said, "not I." I could never find who the contract administrator was. All State and Federal contracts have a State or Federal person who monitors the contract where you can file a complaint and that is law. First experience: I lost my card and immediately notified customer service for Eppicard. I cancelled my old card (I was quite clear that my card was missing) and assumed it would be 7/10 days before the replacement would arrive, but satisfied that the funds were safe ($289.00). NOT SO!! It seems that SOMEHOW, not only was it not replaced, it was also not cancelled!! Some 10/12 days later, I checked the online balance just to quite the uneasiness that was gnawing at my mind. Guess what? No balance! I immediately called Eppicard and yes I was livid. I was told blatantly that there were NO records that I had even called...period! They were also quick to tell me that no, my funds would not be reimbursed! I tried to cancel the card permanently at that point and was informed that once obtained, there was NO repealing it. Lovely!
Since then I can say that every single month on the last day of said month, my ex has his support deducted from his salary. Without fail it is disbursed on the 1st (according to the Department of Revenue's website) and also without fail it is held until at least the 4th but more often the 6th or 7th. What right have they to hold my funds for that amount of time? I have NEVER known of an ELECTRONIC FUND TRANSFER to take any more than 24 hours...ever. I finally today did find out from the state's disbursement unit that I most certainly could have my funds sent directly through to my bank account. Another shady lie. I would stay FAR AWAY from these disreputable types of companies, were I anyone out there!!! Beware!!!

I absolutely hate the child support card. It might be a good idea for someone that doesn't already have an account. But I personally don't need two debit cards! I pay bills with my money. Most places want your money to come from a checking account NOT a card. So I have to go withdraw the money and put it in my checking account. That is a huge DISADVANTAGE!!! In the area where I live, we cannot get free withdrawals from moneypass atms. I usually buy something from Wal-Mart to get cash back. Even if I have to do 5 different transactions because they only allow us to get up to 100.00 back. The debit card system sucks!!!! It's our money but we have no control over how we use it.

I would honestly advise against use of this card if you have that option, at this point some states don't. I worked for xerox/eppicard for over 5 years as a level 2 rep. Allow me to break some information down for you. Eppicard is not who comes up with the fees, your state does. So ranting to a rep would do no good. Some states have no fees at all so think about that. Now cards are not mailed by the rep you spoke with. All we did was click a replace button and chose regular mail or expedited services, the end. The cards are printed out and mailed from a different state. So we never have any contact with your card and we really have no control over delivery time. We ask you to wait the 15 days because if we cancel your card and replace it again, the system sometimes won't allow us to send the card out and will still cancel the card and ooops you wind up receiving a cancelled card bc you simply couldn't wait another day or 2.
When you ask to speak to a supervisor, guess what? We are the supervisor, you will basically be talking to "Peggy" (from the commercial). Yeah, it's messed up but it's the truth. Your complaints go nowhere and sometimes are not even entered into the notes bc NOBODY CARES. Now by calling in being rude, you will get no help and will be hung up on with no consequences to the rep bc it will be a funny story within the office. Being nice even if you're pissed will get you the help you deserve and need.
The dispute process is out of our control. We submit the investigation report and it goes to a different department not located within our call center so the information we give you, if any, is all we have. When you get that lump sum of income tax money and you hit up the bars first then go buy your boo thang clothes then have buyers remorse and try to report the card stolen. WE KNOW! Just don't do it bc you really won't get your money back. The fraud team pulls the reports, so we know if the card was swiped physically and if the pin number was used, at what exact time including the seconds, we know what phone was used to call and check the balance and everything else that proves you used your card.
I myself am the carrier of an eppicard. I remove any money I get asap and never use the card. I have never had any issues with my card or calling in so maybe the calls are user error? The SR number is your claim number, and if u recd the investigation paperwork then you have the SR #, you will never be charged for this #. It's simply not possible. It is listed with the # ** or something similar. Simple as day, if you calk in screaming at a rep without giving them the chance to assist you, you will be hung up on bc we do not get paid enough to put up with it. We did not steal your funds, we did not make you open a tab at the bar, we did not give your bf now ex the pin to your card.
Take responsibility, don't give anyone your pin for any reason, don't allow anyone to use your card. We do not know your pin so don't calk and ask for it, and don't write it on your card. Don't call and ask what you bought at the grocery store bc we see your transaction not your purchases. Don't call and ask if your baby daddy is working or if he is gonna pay cs next month bc we don't know. We don't know his name or which daddy paid what. OH and the most common, just bc you have an order for cs does not mean the state will automatically pay your cs and go after the daddies to collect it. Where you'll got that idea beats the ** out of me but think about it, that's called welfare.

Feeling frustrated and helpless, I decided to get online to see if I could find a way to get the help I need. In my research, I discovered that Eppicard is owned by The Xerox Corporation.
I contacted Xerox and was transferred to their Customer Relations department. The representative was not able to handle my issue directly, but assured me that she would contact the Eppicard Division Management and the Customer Service Manager to have someone call me back directly to resolve the matter. The number for Xerox Customer Relations is: 1-877-979-8498. I talked to Megan (SP) who assured me that she wouldn't stop until the loop is closed. Maybe if Xerox gets enough complaints, they will take the responsibility to fix Eppicard's customer support problems.

Then if you have an exact amount, you will not be able to take off the full amount (ex: if you have $60 even on your card, the atm will deny it (in which it's an additional .50) and you can only take off $40 and still pay an additional $1.75 withdrawal fee) This is my baby's money! Jan 11th of this year. My husband and I both were to receive new cards. The 10 business days turned into 45 days. On the 43 day I called like I had MANY times before to inquire the status of our cards. I won't even get into the daily calls we made after we didn't receive our cards after the 10 promised business days. Now, my husband & I have VERY similar sounding names-yet spelled diff, and diff accounts. So, on day 43 when I called to inquire the whereabouts of my card they asked me a lot of odd questions. Like was I male or female. I reply - female. I got hung up on. So, when my husband called later to inquire about his card they stated - it will be there within 2 days. Ok, sure we thought.
Lo & behold it was in our mailbox 2 days later. With a handwritten note on the back that said - cancel due to fraud. So, he calls to activate the card per the # listed. The card was canceled because the CSR pulled up his account when I called regarding my account that day. Now our names are similar but, spelled completely diff. If she would have listened 2 me on my spelling instead of spelling my name her way, she would have brought up the correct account. So to answer all these questions on this site about EPPICard "holding" our cards. The answer is YES! There was a handwritten note on the back of that envelope. It was made by the CSR after I had called & they suspected fraud. So, the company held this card for 43 days! So when my husband called furious that we had to wait 45 days for the card, only to not be able to activate it because they cancelled it due to their own stupidity, we got the "you can pay $25 to have it 3 day shipped BS."
Well, we now all know for a fact that it only takes 2 days for them to get it to you standard mail. I showed the mail to my state rep. He found that the initials that were signed to that envelope were the same as the rep I spoke with on that day. But, what do I get for being right? A cookie? Nothing can be done to this company as per their legality agreement with the state. All we can do is expose them. I encourage this. Record your conversations with them. Expose them to your local papers & state reps. This may eventually drive their shareholders to jump ship & bankrupt this corrupt company.
