    I received my EPPI card/WELLS FARGO/FLORIDA CARD a month after applying for Unemployment. When I report my weeks it can 48 to 74 hours to post my UNEMPLOYMENT funds to my card. When I call the EPPI CARD they always say I have the wrong credit card number and then they proceed to ask for my PIN. Then they will give me my balance, finally after about 5 minutes. When I finally speak to a representative about my account they want my SOCIAL SECURITY NUMBER NOT MY CREDIT CARD/DEBIT CARD #. They are not located in FLORIDA. They are located in TEXAS. The debit card says FLORIDA CARD so why isn't the call center located in FLORIDA.

    When I view my information online and my statements I do not see a running balance on the account. It only shows deductions. There is no option to print my history or transfer my information in EXCEL format so I can tally up how much has been spent. There is no way to dispute charges online or by phone. If there is an options it is not made available. There is a brief disclosure on the website that if you have any QUESTIONS to contact WELLS FARGO and their phone number 1-800-869-3557. Their call center is in IDAHO OR CALIFORNIA.

    WELLS FARGO cannot pull up your information by their credit card. I spoke to RAINA in CALIFORNIA ON 06/30/2014. I explained to them that the DEBIT card has a disclosure on the website that you can contact WELLS FARGO for any QUESTIONS. WELLS FARGO CUSTOMER SERVICE REPRESENTATIVES do not have any answers for you. They advise you that you can only contact the EPPI card number for customer service. When I attempt to explain the issues on the automated system the representatives TALK OVER ME. Thank you for calling, have a nice day.

    The Unemployed can only use the DEBIT CARD at a WELLS FARGO LOCATION ONLY otherwise there will be a $2.50 FEE. If you try to find out your balance at another bank other than WELLS FARGO there is a $.75 FEE for the unemployed also. They take their sweet time adding funds to the credit card also for those that are financially unstable and unemployed their funds should arrive sooner.

    If Wells Fargo endorses the credit card they should also send a monthly statement to the unemployed or those seeking assistance from the state. Secondly, we should be able to see a running balance on the debit card or on the EPPICARD website OR WELLS FARGO website. The customer should also be able to go back more than three months to view activity. Thirdly, there should be NO FEES to use another bank to withdraw money or find out your balance. I have to drive 7 MILES out of my way to go to a WELLS FARGO BANK to take money out or find out my balance. The website for the debit card could be immensely improved. Finally this is a FLORIDA STATE endorsed program and the call center should be located in FLORIDA.

    Money has been taken from my account. Bogus charges from Putian, China. Where is the fraud protection, detection... not to mention prevention? I don't get much money, however the little that I get is definitely needed. Now, I am required to go through a long drawn out process to get my money back 45-90 days. Considering other options now...

    I have been a replicated customer for 11 years never have I had to wait for them to post, once it shows up on your child support account it will post the next business day at midnight. If we have a holiday it's the same thing, day after at midnight that has been my experience when I am missing payments (I keep my own record, this is a must) I first call my caseworker & everyone has one. If she tells me it was paid I then call the state while one phone with your caseworker & the state make sure the payments are being taken by automatic withdraw, if not you must get this enforced again!

    If the payments are sent in chances are the state is doing their job they send payments out as they receive them. My ex was the employer, he somehow stopped the automatic withdraw, would only send payment if my caseworker called his office his actions made bills not being paid on time & many nights my children went to bed hungry. Not until I demanded my caseworker to check on the automatic withdraw attached to his pay check & there it was!! Not attached! ! When I asked why or how did this happen I never got an answer. Now I get pay every week on the same day. You must have that pay check attached for automatic withdraw. I learnt a lot on divorce if anyone needs help & if anyone knows if we can switch our Eppicard to the "rush" card. Please post.

    EPPICard IN is absolutely terrible. The system used to not be so bad. I used to receive paper child support checks in the mail every 2 weeks which is what I preferred but one day I got a letter in the mail saying that from now on I will have to use this card and I thought "fine" it will make it more accessible. Wrong. At first the money was on time and in my account every 2 weeks just like the checks but slowly it has changed. It went from a deposit every 2 weeks to a deposit once a month at the end of the month and now I have no deposits. May went by and I checked my account balance each day towards the end of the month and nothing. Now June is here and I still have received no payments!

    I work 3 jobs and depend on this. I think it is absolute crap that the bank takes their sweet ** time putting money in my account and then decides to charge fees on the transactions I do make. I have tried calling numerous times to no avail. What makes this situation worse is that this company hasn't sent me any letters or tried to call me and let me know my deposits were being changed and when I can expect to see the money in my account. Change your system. It lacks professionalism and it's a headache. I would prefer to just have the money deposited into my bank account but I was never even given an option.

    On April 24, 2014, someone fraudulently spent $191.86 of my child support on Amazon that I just received prior to this date. So, I called to report my card stolen. They said they would send me paperwork to fill out so it could be investigated so that I could get my funds back. Filled out paperwork, sent it in, and nothing. I called about a week later in which you have to keep putting your SSN and other info and they ask for a SR code which is NOT supplied on any forms and then instead of a direct customer number, it hangs up on you.

    Well after two days, I finally got someone, and they had me to resend the paperwork. Well its' now the end of May, I called this morning and talked to two people because I got cut off twice. I was told to call back later with the address that I was sending the paperwork to, and because I am a teacher I said it would be in two hours because of posting grades. So, it became more than two hours. I called back at 3:03, gave my new card number and access code and they charged me for that which is not what I wanted, I just wanted to speak to someone. I punched 6 and again they asked for an SR code which I don't have and instead of giving the option to speak to someone, it hung up. So, I repeated this from 3:03 until fifteen minutes ago which is now 4:15, and not only have I still not spoken to someone, but they are charging me for service I did not want. I just want to report my money stolen, and get the paper work in, and move on with my life. I don't have money to vicariously throw away. Why is there not an option to speak to someone without all this drama.

    SOMETHING MUST BE DONE.... It is ridiculous how long it takes for my children's child support to post to the Eppicard (Florida)... Seriously it has taken up to 10 and 12 days before (and NOT during just the holidays either!) In any case, it averages about 5, but has actually a few times posted the next day (so I know it's possible...) Anyway, when I call Eppicard CS, they claim it's because of state depository, so I call state. They claim the other parent hasn't paid. WRONG. They pay by paycheck automatically 15th & 1st like clockwork... This is what I believe..... They are earning interest holding our children's money (think about the millions of dollars they have passing in and out of their hands monthly... holding it even for just one day would be HUGE!) and it makes me sick! Does anyone else agree with this?

    This is the first time I have had to file and collect for unemployment in this State. NV uses Xerox State and Local Solutions Inc (EPPICard) as their management company for placing funds on a Visa Debit Card. Unfortunately, had Nevada researched this global company, they would have found that Xerox Solutions is a broke system and provides absolutely NO actual customer service. I called today to report an issue in setting up funds transfers and in order to get a live body, you must go through 6 minutes of them attempting to get your card number. When that fails it tells you to hang up, but it you don't hang up you can finally be transferred to a live body.

    Had the UE office personnel not shared that fact originally, I would have been unable to get anyone to actually talk to. Providing a number for customer service is only effective if you can actually GET customer service...(?) So, now I have a live body, and I tell her that their system will not accept the routing number of my bank account. She says, "They told us there is a problem with the system accepting routing numbers, and someone will have to call you back". I ask, "How long?" She says, "We don't know". I ask, "Don't you have guidelines on turn around customer service requests?" She says, "Ahhh, no?" I ask, "Where can I file a complaint?" She says, "Ahhh, we don't have that option".

    Basically no resolution to any issues is available. I go on the website for Xerox Solutions, and there is no options about filing complaints either. The State Unemployment Office refers you back to Xerox (Eppicard) for any card issues. I hope any company considering using the "EPPICard" Service thinks twice. If the UE office is flooded with calls because the service THEY contracted for is totally broken, then they deserve the extra work involved to say, "We can't help you". Our Government and their contractors at their best.

    I don't understand why would a company that suppose to help one collect and receive child support payments rob them. The 25 cent that they deducted from our due money every time we check to see if a payment is made is a rip off. We needy parent(s) are trying to collect our overdue support to help support our kid(s) not give it away.

    Every month it seems like something new. When my account was set up in July 2013 I was told I would receive a card in 2 weeks, I never received it. For over a month I was told to hang on a couple more days. Finally I was charged $19.25 to replace a card I never even received. Thankfully the card did work after activation. In September 2013 I received a second card thinking it was the original one I was supposed to receive. I threw it into my desktop drawer and later went to the store to find the activated one would not work. I returned home and called Eppicard. After 8 hours I finally got to speak with a human being, at this time my children were going without, only to find my card that was activated was reported for fraud and cancelled. When I inquired what fraud I was really excited to find out it was an actual transaction I was part of and received good for SO THERE WAS NO FRAUD WHATSOEVER, THERE WASN'T EVEN FRAUD REPORTED. This only began my headache with Eppicard.

    Each month I go through total frustration trying to find out where my children's money is when I check the GOV.website for my state of Alabama. It always shows deposited to Eppicard however Eppicard does not know where my money is for a week at least. They say they don't even have a record of it. Like this month the state has it deposited on April 11th and my issue day for support is the 13th however today is the 14th of April and Eppicard still doesn't know where the money is. I have been hung up on by customer service numerous times, twice in the last day and found what I thought to be fraudulent charges however Eppicard broke down one transaction into 4 different charges.

    People if you have to deal with these idiots I strongly suggest you get some nerve pills and a notebook so you can instead keep up with your own money and anything else Eppicard can't. There is so much more, try logging on to the website for instance, it is a grueling task in itself. I would much rather deal with my psychotic ex than deal with these people and the aggravation that comes with it all bundled up in the name Eppicard. I tried to log on but my password wouldn't work (I reset it 3 times) but by the end the website said I had exceeded my log in attempts however I accessed it 2 days prior with my original password. It is ridiculous to think that a state would endorse and do business with a company of such a low caliber for Pete sake I can't even find my money. Along with the fees they charge and all the crap going on with Eppicard, no wonder we can't properly take care of our children. Angry is not even the word to describe it so this website had better add a down with Eppicard rating.

    I have been trying to sign up online with the Eppicard service so that I can find a location that I can withdraw money without being charged $3.00. I try to sign up and the site tells me there is no such information found after I put in my card # and ss#. I need to speak to a customer service PERSON!! Every time I call, I only get the automated service. Please help!!!

    I purchased Microsoft Office (MS) software for my kid's computer from an online webstore and immediately after I made the purchased I found that the product given to me was a used product key and wasn't valid. I then called the webstore and the number was to a regular person who home voicemail picked up. I then called Eppicard and started a fraud claim. Two days went by and the gentleman from the store called me and sent me another product key and I had the product authenticated through the MS authentication line and it checked out. I have been trying to call Eppicard for the last 8 hours and can't get a hold them to close my claim. Ugh! Very frustrating.

    I lost my Eppicard right after I use it to take out some of my li'l girl Rianna money... so I call the people... and told them they sent me a new card and the fraudulent paper sheet. They say if they get it in 10 working days, that I could get a credited to me... but it's been 10 days and they have not yet got it... Now they say 45 to 90 days...and how can they charge you 25 cents just to call. Omg someone help... No money and now I'm homeless... God bless you all...

    I have a Eppicard through the state of Alabama. 7 months ago I moved to the state of Iowa. I have never had a problem using it here in Iowa until recently. Last week I used it to purchase groceries, login on Tuesday to check the balance. Then yesterday Saturday March 15, 2014, I couldn't even log in my user name - a message was coming up saying my card status was fraud-suspended/closed. I have my card with me, it has never been stolen or lost. I am supposed to get paid on this coming up Tuesday, through that card. If something is wrong with my card then my family goes without, I am not sure what to do. I can call Customer Service but you can never get a life person to speak with about situations such as this.

    On February 28th 2014, I checked my balance on my child support card and was horrified when I saw a 0.00 balance. I had over $200 on it the day before. Someone had used my # to make Multiple purchases at 2 walgreens on Feb 27th, 2014, 6 miles apart in south fl. I live in Tallahassee and have possession of my card. It seems someone bought a visa card and loaded the card with my daughters money. No one seems to want to help me including the state of Florida.

    I filed a police report and still have not heard back from anyone at Eppicard. No idea of what to do or how to get my money back. When I asked Eppicard if I should file a police report, I was told that would be up to me..... Not helpful at all. They canceled my card and charged me $5.00 for a replacement card. So now I have a negative $5.00 balance. This is hard to swallow. It has been hard enough to get my child support, now I have to deal with this. Lost for words and have no clue of what I should do.

    My wallet was stolen and over $600 worth of charges applied to my child support card....Took procedures to get new card and completed all paperwork.....tracked priority mail to make sure my mail arrived to them on time....Have proof that it was but they keep saying it hasn't ......Now I'm homeless with my kids and still no money has given back to me....even did the police report....EPPICARD IS FULL OF CRAP.

    I am on my second card, ordered a replacement 1/13/2014, never received nothing, order a second one on 2/3/2014 now its 15 days. Xerox runs this company. I urge all of you to call them 1 800 599 2198 or 1877 414 2676 and complain because it's not the mail or the dang weather, it's **. There is no one to call. I call the county, the commissioner, I even had the county on the phone with eppicard and still it's sorry you have to wait. Then they claim they can't take the money off the card but you can put it on there. I am just to tired of this crap. Who is going to help???? I'm ranting and raving but yet I'm still here waiting who is going to fix this **? Thanks!!!

    I have ordered an Eppicard on Jan. 23 and was told that it would get to my house on Feb. 6 but when it didn't arrive by the 8th I called them again, and the gentleman that I spoke with told me that because of the snow storms that we have had that it would take up to 15 days instead of the normal 5 to 10. It has been over the 15 days and my card still hasn't arrived. I ended up paying the $15 for them to UPS it to me, was told it would get here today. It's a wait and see now. Honestly, they play games with you and mislead you into thinking that it would be here within time. I have gone back to my full time job and have gotten my first paycheck before seeing the money that I got while on unemployment.

    This company is horrible. I have had to replace my old card due to a wallet being lost/stolen. I was issued a new card on Jan 14th and it is now the 12th of Feb and still no card. I do have over $300 on my card. I called many times to get an answer on where my card is and each time I get "It will be there in a few days." I believe they do not have answers due to the fact that when I ask more probing questions, I get the same quote and then I'm hung up on. I have turned this company in to various consumer portals such as fair trade. I will give it until the 14th of Feb and then I will submit my story to my local paper and to the Bloomington paper. I live in Greene county Indiana and I am at least thankful to know I am not the only person dealing with these people.

    I ordered a replacement card on Feb 3rd due to fraudulent charges. I had it expedited and was told I would receive it on Feb 5th. The 5th came and I didn't receive card. I called in on Feb 6th, the rep stated that for some reason it didn't go through and she would have to order me another one and that it would be here on Feb 10th. Again the 10th came and no card. I called back in on Feb 11th. The rep stated that I should have my card by the end of the business day. I called back in today Feb 12th advised them I still have not received card. They also still cannot supply me with a tracking number this has been since day one.

    The rep and supervisor stated the only thing they can do is order me another card and that I should have it on Feb 14th. I asked them what happens when I don't receive it on Feb 14th. They advised me the only thing I can do is keep calling in requesting a card to be sent to me. I asked how I can get my funds off my card, they stated only way is to have a card physical in my hand to withdraw funds. I asked them what is the resolution if I keep having problems. They state there is nothing to do but to keep ordering a card. Still doesn't help me...

    Hopefully I will have a card this Friday. I do not understand why there is no way of cancelling my card and sending me my money on a check or transferring it into my bank account. I am lost in trying to figure out what my next step to do is. I am also upset due to today is my daughter's 16th birthday and her party was this past Saturday. Those funds would have been nice to be able to have, instead I had to find funds elsewhere...

    I have a complaint against EPPI Card Service. On 1/6/14 I received a call that someone had took out of my daughter's child support money $866.34 somewhere in LONDON. They told me to file a police report which I did the same day and they told me they would send me a package of papers for me to complete and send back and that I would get the money refund to my card within 10 days. On 1/13/14 I called again to see why I haven't received the paper and they told me that they mailed it out on the 6th. So on 1/15/14 I received the papers, I get it complete it and mailed it out on 1/16/14.

    I called on 1/22/14 to get an update to see if they got my paper work and they told me that they got it on 1/22/14 and they need to investigate and I have to wait 90 days for them to investigate. I told them that I was not told that and I was told that if I send the paper work in I will get the refund in 10 days. The guys I was speaking to said no because they didn't get the paper work on the 1/21/14, I can't receive it. I try to explain to the person that on Monday 1/20/14 was a holiday and that I was told something different. He was very nasty, I ask to speak to Someone higher than him and he said no because he's the highest I can speak to. I call everyday and I don't get any help or answers from anyone. My daughter needs her money. She got sick and I had to use my money. Now I'm behind in my rent of January 2014. Please Help me get my daughter's money that is her emergency money that is paid to her from her child support. Thank you.

    Nov. 30, 2013 Tampa, FL, Target - my 16 yr old purchased a pair of PJs $5.34. Weeks later... Jan 2, 2014, 1 cash transaction 149.50 and 3 international fees later - 158.99 it has cost us. And 1 single mom crying hysterical, misunderstanding of all parties. 1st cs rep is to blame for whole bunch of calls Jan. 7, 2014. Money refunded Jan 13. Package received paperwork filled out and returned Jan 14-16, 2014. But wait Jan. 13 money taken back from son's csupport. They did not give time for paperwork to get back to them, and lies of cs reps and supervisor. No mail received from me they say.

    Then I start to pay certified mail to make sure it get to them in time sensitive manner. But seems my mail of info is getting lost, not put on my acct. And month later I’m hearing I was in Great Britain Jan. 2 making a transaction. Wow me and my 16 yr old, really. I call daily. Weeks of info sent as if I have to prove who I am. And this company takes these kids csupport like they are helpful to us. They are thieves also.

    I was "issued" my original card on the 22nd and had to wait 5-10 business days and it still hasn't arrived yet. When I called to check on it, the guy I was speaking to couldn't count to 10 because he wasn't from the US. I called again on Wednesday and they said I had to pay $15 to have it here by Friday and it never came. So Friday I called and they said since I called at 3 on Wednesday I had to wait until Monday and that I can get a tracking number for it that day also. Today is Monday, they DON'T have a tracking number because they said the UPS hasn't issued them one. I called and spoke to like 10 people, and none of them don't even know how to barely speak English.

    Like really? Is Nevada that poor that they can't even afford to use a decent debit card company with people that can at least count to ten? And then lie to me and my co-workers about when our cards came in? My co-worker paid $20 to get it shipped the next day and now she has to wait until the end of the month. When I called them back to speak to a manager, they had me waiting and waiting just to transfer me to NO ONE. Their fraud, stupid, and not even from this country. They all deserve to die for trying to charge people to have their cards when they know none of us are working.

    Eppicard tells you that your card will arrive (without paying any extra service fees) in 15 days. When you call on the 12th day, they say "On the 15th day you'll receive your card". Call on the 14th day, "Tomorrow you will receive your card" on the 15th day when I did not receive my card, I call and they say, "You should have received your card today". How is it possible for several different people to be sure that the card is guaranteed to arrive on the 15th day if they are not HOLDING it PURPOSEFULLY? Now it is 45 days since I first received benefits.

    My electricity is being shut off, my car finance people are calling me twice a day, I have red letters from the sewer, gas, and water companies. When I call them and demand to talk to a manager, to know where the card is, or anything I am put on hold for hours and hours and nobody ever comes. Now that my phone is off, I cannot even call them. I am about to be put on the streets all because I didn't pay a $15.00 - 2 day shipping fee. These people are CRIMINALS, and this just goes to show the outrageous incompetence of this Eppicard program. Read the other reviews, there are many similar to mine. These people need to be STOPPED IMMEDIATELY.

    I had a card issued for the SECOND time on January 7th. It is now February 7th, and still no card. I refuse to pay the expedition fee, as it is my money and their responsibility to get it to me. There are bills to pay with this card that do, in fact, support my child. I've been on the phone multiple times, always being told that "it should be there tomorrow for sure." Yes, it was because of the Target breach but I actually don't remember using my child support card at Target to begin with. They will not allow me to speak to a supervisor as there "isn't one." I cancelled the service and signed up for direct deposit, and have been told that I still have to use the remaining balance on the card I have yet to receive.

    This company has proven to be quite incompetent. For the most part, the operators have been very rude, and it took multiple conversations with them to make sure they had my information correct. There always seems to be a different story as to why the card hasn't been mailed. It is truly terrible that their jobs do not rely on customer service.     I called the number on the back of my card, 1-877-777-1617 on Feb 2, 2014 @ 3:00pm with regards to a problem accessing my account. They could not bring up my account, so I asked for a supervisor and it got worse from there. By far, the worst customer service in the credit card service industry, from the reps answering the phone to the supervisor I spoke with, they're completely incompetent. They finally located my account, but it took 10 minutes of answering many personal questions and listening to the manager's nasty attitude. I politely asked the supervisor for his name several times and I was hung up on. I would not recommend them to anyone. Very rude, extremely incompetent. I'll take my money elsewhere.

    I was told my new Ohio Eppicard was ordered on January the 10th and processed on the 11th. It is February the 1st and still no card. I have over $1300.00 on my card and desperately need my money. Their customer service agents who originally said 7-10 days now just says over and over again "It will be there tomorrow". It has been 21 real days/15 business days. My question is does anyone actually ever get their card? It seems like it may be a ploy to charge extra fees for expediting and reissuing.

    On January the 8th, I called to find out why my card was being declined. I was told it was canceled because of the Target Security breach. I would receive a new card in 7-10 business days. It is now February the 1st and still have not received my new card. I've called multiple times over the last month just to be told it was sent and to wait. Yesterday when I called they had changed the recording from 7-10 business days to 15 business days. I waited on the phone to talk to an operator and was told that Yes it was late getting to me and this is the fault of The United States Post Office they have had so many new cards to send out that they are backed logged? Somehow I don't buy this. Then the operator says a lot of people have opted to pay $18 expediting fee and I could have the new card in 2 business days through UPS. I've already waited this long I don't plan on paying their ridiculous fee after they have already screwed me for the last month.

    I am now wondering if anyone has received their new card through the regular mail? I'm wondering if this is a scam. They hold off on sending out the new cards so they can rake in money shipping out their expedited card. I'm not even going to go into what trouble all this mess has caused me and my 3 kids. I'm so angry. Every day I check the mailbox and every day there is nothing. My mother has a Chase card. Her information was also compromised by the Target security Breach. Guess what Chase did though? They sent her a new card and when she received it they canceled the old one. Wow amazing how that works.

    I knew I had over $150 on my child support card when I tried to use it at a drug store on January 5th, but my card was declined. I tried both ways to use it, still declined. I called their # numerous times before I finally got a person. I was told my card was cancelled in December and a new one was issued on January 1st. Apparently it was because of the breach at Target. Nobody could tell me why I wasn't notified of this. Supposedly it would take 7 to 10 days. I finally got my card, well over the 10 days. I also just received a letter from them telling my card was being cancelled and I was going to get a new one. I panicked because I thought they were doing it again.

    Fortunately for me, it was for the original cancellation! Only about a month late but now they can say they did notify and probably pass the blame onto the post office. They are nothing but scam artists and I can't believe we don't have much of a choice but use them. I am supposed to get one free withdrawal of my money a month if I go to one of their authorized ATMs, in the 5 plus years I have had their card, I have yet to get a free withdrawal. It's "only" $1.10, but that adds up. Something should be done. I can't find any advantage of having this card. Even when I received my support via a paper check, it came quicker and I had no hassles.

    I just happen to check my account and notice my account was overdrawn 86.00, more likely it was forced by Fitness 19 club membership. Apparently this company doesn't care about breach of contract or their customers. EPPI card allow my card to be overdrawn when the the funds was initially no longer available. It was 0.00 balance. I wonder how could they allow anyone the account to overdrawn on this particular account. Eppicard member just kept saying over and over you owe the money instead of focusing on my card. It was suppose to be decline not go into overdrawn status.

    Eppicard is an horrible company and should be shut down for various reasons. I couldn't believe this company motive toward Attorney General consumers. I would like to see a better company and shut the doors on this company. I have a bank account and plenty prepaid cards. Eppicard are complete losers taking advantage of mother income from the other significant account to support their children. If you call and notice 1 false transaction, these idiots will shut your card down leaving a person completely stranded.

    I found it absurd to function business under these terms. CLOSE, CLOSE, CLOSE this company down. It isn't benefiting the consumer in any way. You can't build credit or deposit so how in the heck it can go into a overdrawn status? There is no way this should have occurred. Complete ignorance to EPPIcard so call perpetrators in the call center. They are complete useless, just riding the clock with barely any education to support services or loyalty. Don't do business with this company at all!!!

    I used my child support (Ohio EPPI) card at Target on November 30th for a t-shirt and although I felt grateful at the time, I was notified January 17, 2014 that my card was being replaced, now has turned into a nightmare...... My notification was received after the replacement card was issued so not like I could withdraw cash until the New card was issued. I called them on January 17 and was advised the card was issued, it would be 7 to 10 days. It has now been 15 days and no card. When I call Ohio Eppicard, they explained that they shipped a replacement card and it will be here in 7-10 business days from 1/17. They explained if I wanted this card expedited, I could pay $20 for it.

    I contacted Target and asked that they just pay this fee. They read me the Target Talking Points and after 45 minutes basically said, "Sorry we can do nothing to help... though it has been weeks since we were made aware of the issue, we have decided to decide later..." So money is tight, I have no access at all to these funds and no one is helping. Today is January 31. I am asking everyone to boycotted Target since the refusal to help. No one is paying for the care of my child while funds are held up on this card.

    16 days ago I was contacted by these people telling me my money was stolen from my account - two cash withdraws and purchases at Walmart. The card company told me they do not know what city the Walmart was in. However Walmart returned the amount to my account in what I think is record time. My state unemployment continues to place money in a new account that Eppicard claims they have opened in my name. 7 to 10 days these people say. Seven to ten days I will have my card. Well it’s day number sixteen and when I call these people I have to give myself 4 hours because this is the usual time it takes get somebody on the phone to tell me my card will be in my mailbox "tomorrow". Three times I have been told this.

    Now I have no power at home. The car is out of gas and I have no food. However the library is warm... Haven’t been here in years until I was forced to deal with these incompetent idiots. At this time I have no other reason than to believe they are just drawing interest of my employer’s money while I physically starve. Thanks Eppicard. You’re the best. You also have been reported to the FBI.

    I began receiving Indiana unemployment in January. I was told the Eppicard was sent out on January 15 and to allow 10 business days to receive it (Which is ridiculous unless it's being sent via pony express). It is now January 29th and no card. I've called in twice about this; and am now currently on hold. I have been on hold for 25 minutes. The previous 2 times I called, I was told both times that I had to allow 10 days. I now have almost $1200 on the card but I have no access to it. Per this board, it sounds like this is happening over and over again. Unfortunately Indiana does NOT offer a direct deposit option, so I'm stuck using this service. I am also shocked by the fees this company is allowed to charge. They are being allowed to take advantage of people who desperately need their money. If I don't get this resolved soon, I will contact the local TV stations about the state using this service.

    So I'm standing at the register at the grocery store with my 6 year old son. I have my Eppicard in hand to pay for the purchase. I should have close to $500 on the card. Swipe it to pay, declined... Try again.... declined. I go home and call the customer service number. It says my card has expired, but the card is good through 09/16. Hang up and hold for a person. Over and over it hangs up on me. Frustrated I try again the next day and the next day. Finally today I get through 1/29/14. The first line of customer service says the card was cancelled because of the Target breach but that a new card was issued on 1/9. She passes me to second line customer service where the woman was the worst customer service rep I've ever had the displeasure of speaking with. She nastily informs me she doesn't know why the card was expired. That a new card was being sent to me and I would receive it in 5-10 business days at NO CHARGE!

    Very nice, but that was my only new free replacement. How nice... so at no fault of mine my card was cancelled with no notification, I get to wait nearly a month to get a new card. So, I asked to speak with a supervisor. The second line customer service reps says, hold for the same information, and puts me on hold. Next I get a supervisor... I'm told I will get a new card in 5-10 business days. Can she help me with anything else? When I do receive my new card, I will be taking all the funds out of the account each time the funds are available. This is an awful company to work with!

    On 01/09/14 my EPPICard was declined when I tried to buy groceries for my daughter's. When I FINALLY got a hold of someone I was told that my card was a Target hit. I was told it would take 5-10 day to receive a new card. Today is the 28th and still no card. So I called but have been calling since after the 11th day. Today I paid 15.00 for rush delivery but now I am worried that even at that I will not get my card. I am a single full time working parent and use the card for groceries and electric bill. No one really gives a crap. The system SUCKS. I am very angry, frustrated and worried about my kids being fed!

    I was not advised in advance that my card was going to be replaced. I tried using my card and it was denied. I went online to check the balance and the card status was listed as "expired" even though the expiration date on the card itself says it expires in 2015. I called and after putting in my card number it immediately directed me to customer representative, which was strange because it never directs to a live person. The rep said they cancelled cards and sent out new ones because of the accounts that were compromised at Target. My account was not compromised. I told the rep I hadn't received one and she said no problem and that they could send one out. And it would take 7-10 business days or I could have it expedited in 1-2 business days for $15 and that they could take it directly out of my account. I told them to go ahead and expedite; I'm sure thousands of other people did as well. Not cool!

    I only give one star becasue I have to. My child and spousal support is put onto my Eppicard. Over time, they have been taking longer and longer to post my payments. After waiting 11 days for a payment to post on December 20th, I was going to go Christmas shopping for my children, not being able to do so until I had received payment. Keep in mind this is money that belongs to me and my kids, not a handout, not charity. Court ordered support. The payment posted on Friday evening the 20th. I had $3.03 in my possession at the time. That night over $808.00 of fraudulent charges were posted by a bogus company in New York and my card balance was only $54.00.

    I immediately called their hotline. They immediately closed my account. I BEGGED them to allow me to go to an ATM to get the $50.00 I could (because they charge you $3.00 to get your own money) so to at least have GROCERIES for Christmas. They would not. They called the charges fraudulent, said someone obviously had my account information and they HAD to close my account and send me a new card. So, no money, no groceries, no gifts for Christmas... They said the card would arrive in 5-7 days. They said after an investigation, I would probably get the money back. 10 days later, I get the card. FINALLY some groceries and gas. However, it is now 35 days later and NOTHING. No one can answer my questions, no one can tell me about getting my $808.00 back. ESSENTIALLY my kids and I were robbed and they do not care. They treat you like the money is a gift on your card and that you should be happy for what you get, like they are giving you charity.

    My appeal transpired on 01/03/2014. After my appeal was rendered from unemployment, somehow my information was shifted to receive an Eppicard opposed to direct deposit in my account. The judge rendered the decision and was documented on 01/07/2014 for release of pending funds. I wasn't informed until my attorney called and expressed that the judge had sent the decision via mail and that my funds should be available in my account. After speaking with the employment security commission on 01/09/2014, I was told that the funds were loaded on the card.

    I called Eppicard 800 number and spoke with the first representative that was without any customer service skills. She said, "Just wait for the card, I see that it was just put on there on yesterday so you have 10 days to wait, will that be all?" I said thank you and ended the call. I called back the Eppicard 800 number on 01/17/2014 and spoke with a representative that again stated "I needed to wait ten days". I expressed that it had already been ten days, she replied it does not include weekends. I explained that I wasn't informed of that on my prior call to Eppicard Services.

    She said "you also have an option to have UPS deliver your card for a fee of $20.00 deducted from your funds." I asked why I was not privy to this information before and she replied "I am sorry someone should have told you." She further explained that Monday 01/20/2014 was a holiday and the card should be there soon, it could be anywhere between 5 and 10 days. She said "your 10 days are up on 01/22/2014." It was the weekend and I opted to wait for 10th day. Today is 01/23/2013 and the card has not arrived. The 10th day has come and its not here.

    I called and spoke with a supervisor. I asked if there were a complaint division that I could express my concerns regarding their inefficient service. He replied, "We have no department or place that you can write to". He said I could share my concerns with him. After briefing him, he said there was nothing that he could do aside from charging me a $20.00 fee for the organization inability to have the card delivered in their specified time. I realize that often times the US mail can add to delays, but in this case it is the company's inefficiency that dropped the ball.

    I am writing to my state's Attorney General's office to question about this organization's inability to provide the service that is outlined and written on the NC Employment Security Commission's website. I noted that other agencies in various states are using this organization as well. There should be more oversight of this company and an internal division to investigate and resolve problems. I am appalled that my state would use this company to provide its citizens with a proposed service that is broken and without a state liaison to oversee how the disbursements of child support payments and unemployment benefits take place. Wow, whatever happened to doing things the right way the first time around?

    So I used my child support (PA EPPI) card once at Target during this time frame. There is no walk-in bank for this state run child support card. I received no notice that my account was part of this. I called because I was buying groceries and it was declined. When I called PA EPPI, they explained that they were sorry, they couldn't contact me (not so much as a letter or email). They explained that this replacement card has shipped and it will be here in 7-10 business days from 1/3. They explained if I wanted this card expedited, I could pay $15 for it. I had my wallet stolen and just paid this a few weeks earlier and couldn't see paying this again when it's TARGET's fault. Contacted Target and asked that they just pay this fee. They read me the Target Talking Points and after 45 minutes basically said, "Sorry we can do nothing to help... though it has been weeks since we were made aware of the issue, we have decided to decide later..."

    So money is tight, I have no access at all to these funds and no one is helping. Today is January 18th. I count this as 15 days, over the 10 required business days. I have boycotted Target since the refusal to help. No one is paying for my kids to eat. NO Thanks to PA state or Target! Neither of you care enough to assist in the situation. It is all too little, too late. I will be moving my child support from this. I do not trust Pennsylvania to look out for my family and Target will get none of our business whatsoever. Target should note that it's not all about the incident, but in their poor response to it. Target notification is not altruistic. It's a federal law.

    I called Eppicard PA at least 5 times b/c my card was canceled on 1/2 and was told it was mailed on 1/3. It is 1/16 and still no card. They lie about when cards were sent. One person said the 3rd, another said it could have been mailed on 1/6. It's been 10 business days and I still have no card. I have $400 on the card for my daughter and she can't use it. There is no excuse for this! Go to Domestic Relations Online site for your location and print out a a request to have direct deposit. You'll need to have your bank verify your info and can mail it right into Domestic Relations once completed.

    There is no excuse for this craziness. Eppicard is making money on the money that people haven't been able to use for 2 weeks already. There are people trying to buy groceries for their kids and their cards are declined. I am livid mad and no one had the right to cancel our card. Eppicard is horrible and no one should use them. Request direct deposit if you want your money safe!!!!

    I am dealing with Eppicard as well and I will be notifying my state representative as to the running of this business and holding monies that are rightfully my child's. I will not tolerate our state government holding my money hostage because of some dim wit thinking that it is appropriate to NOT notify each and every Eppicard customer that they have decided that it is in our best interest to not have access to our money due to Target. I say **! I am tired of the excuses and the waiting week after week, it is ridiculous! If I do not receive my replacement card by 1/17/14, I will be contacting my state representative because I have been waiting long enough!

    I tried using my Eppicard and was declined. I contacted Eppicard customer service only to find out the card had been cancelled on Jan 2 and a new one to be issued within 5-10 business days I've yet to receive. I've called back several times only to be told to get a new one overnighted, it will cost me $15 and if after the 10 days and I have not received my card, then I can pay a $5 fee for a replacement and continue to wait. I asked if I could have my funds direct deposited in my bank account and was told yes, however what was already on the card will remain. I've been hung up on by a supervisor and given a PO Box address for customer complaint. I live in PA talking to people in Michigan and have to mail my complaint to TX - Go figure.

    I too received an automated message from EPPI Card (on or around January 3, 2014) stating that my card was in fact compromised due to the Security breach @ Target, which occurred in late December. A few days later (without warning), my card was cancelled and a new card was issued on January 2, 2014 (according to the website). Trying to reach someone via their 800# for the Pennsylvania card is impossible. When you call the number you're simply taken in circles with NO live-person ever answering your call.

    I encourage you all to please fill-out the direct deposit form to receive your monthly payments in your bank account. I just printed mine and will be mailing off the form asap. If you cannot get a bank account for whatever reason, there are many cards you can apply for in order to receive your funds via direct deposit. Here are a few credit card companies that offer direct deposit: American Express (Serve), Account Now, Rush card. Dealing with EPPICard is nothing more than an inconvenience. I was not able to buy anything for my children as a result of this situation.

    I am a recipient of Child support through the State of WI. My card has plenty of money on it yet it keeps getting denied. With any other credit card company, you call the 800 number and you get to talk to a person, however with EPPICARD, there is no way to talk to anyone!! I use my child support for food, tonight my family goes without because the card will not work and I can't get in touch with anyone to find out why it isn't working!! There is plenty on money on this card and there is no reason why I had to leave my groceries at the store! I want to be able to talk to a person. This is not a handout and we as consumers deserve to talk to a person when our cards are being denied or for any other reason! I am beyond mad at this point. Beyond frustrated.

    On January 5th I called to check the balance on my eppicard. I found out that my card has been cancelled. After fighting with the woman over the phone to get a new one sent to me express service (2 days) it is January 9th and I have yet to receive my card. They are blaming UPS. I blame them. I called and they did not even have a tracking number for me to call UPS and find out any information.

    I was told that my card was cancelled due to the Target breach. But it was funny because my card was not cancelled until January 2nd. I was unaware it was cancelled because they gave me no information. They also told me that they were sending out a new one but they admitted that it was being sent to a broken address. They had my phone number and my email address but never bothered to verify my address. I gave them my proper address but somehow it was entered properly. I am calling again today to ask them for a tracking number for UPS. And I will continue to call until they send me my new card. Some people depend on this to take care of their children.

    On 1/5/2014, my balance on my Eppicard was over $360.00. But when I tried to use the debit feature to purchase goods at Ross department store, the purchase was denied by Eppicard. The price of goods were 323.17. I rechecked my balance and it was still $360.00. I tried to call Eppicard and the menu gave no selection for my situation at all. It took at least 4 days and 12 calls @ .50 a call to reach a person who would talk to me. After also trying to use ATMs and being turned down and charged fees for partial withdrawals but never being able to withdraw the amt over $100.00, I was told that I could only withdraw at $100 increments or debit goods in $100 increments but this doesn't work either! And if I cancel the card, it takes 3 weeks to send a new one or $15 to pay for express ship in two days and I still can't get my money off of the card I have.

    Evidently, since I used my card in Target for a $3 purchase in early January, they cancelled my card without even telling me. Went to use it, declined. Called, was told that I was mailed a new card and should receive it in 5-10 business days, asked to speak to a supervisor and was told very rudely that my family problems are not her care. Called back and got another supervisor who told me they would expedite card, with no fee, would receive it on Tuesday, 1/7... Guess what Tuesday, no card. Called them and they could not provide tacking number from UPS, said UPS was slow. After talking to UPS, this is total Bull!! Still today, no card! Once I get the card straightened out, I will be switching to DD.

    I went to Target today to make a purchase for my children. My Eppicard was declined although I had more than enough in the account to cover the purchase. I tried to contact customer service for the card but never reached a human being no matter how hard I tried. I called multiple times, spent a lot of time on the website. I assume this may be due to the problems with the Target breach of information but I wanted to make sure there was no problem with my card. I find it very disrespectful that I have no way to contact anyone about a concern. This is very disrespectful to parents and children.

    This is my children's money, not a handout! This behavior from EPPIcard would not be tolerated with other cards. I find the entire system with EPPIcard punitive, disrespectful, and with no compassion for those that have to use this system. Who thought the EPPIcard was a good idea? I am very angry about this and Florida should consider another system. The EPPICard does not work when there is a problem.

    I received a pre-recorded message to my phone from Eppicard around Christmas that my card may have been "compromised" when I used the card at Target on December 1, 2013. The pre-recorded message stated to monitor my statements from Eppicard and suggested to change the PIN number but the message alluded to the fact that the account was not in grave danger of being hacked or otherwise. A week later, I attempted to use the card at a store and it was declined even though I had a positive balance on it so I called Eppicard and I was informed they cancelled my card due to the Target fiasco! They gave me NO WARNING and the operator said it would be "5 to 10 business days" before I should expect to receive a new one! Now I have NO ACCESS to funds being posted on the account for maybe another 2 weeks! Eppicard is an EPIC-FAIL and they should be held accountable! I was not the only person who they did this to and my heart goes out to those who couldn't provide for their children's Christmas due to what Eppicard has done. Target should also be held accountable!

    After making a call to to verify an account transaction, I call customer service only to be talked over and treated rudely by the customer service representative. When I asked to speak to someone else because of the unpleasant flow of conversation, my request was denied. I asked the representative several times to speak to someone else regarding the issue. I was then hung up on. Later on that evening, I tried to make a purchase only to discover my account was shut down without my permission causing more problems than I had. It was done deliberately. Since when do we live in a place where we are at the mercy of a foreign speaking customer service representative. Obviously she has no fear or regard for her actions. Has been given an authoritative position where she can use it spitefully and have no consequences.

    I AM SO UPSET BECAUSE THIS BEHAVIOR IS CONDONED AND OBVIOUSLY ENCOURAGED LOOKING AT ALL OF THE COMPLAINTS I SEE POSTED SIMILAR TO MINE. Using a service that is not ethical or moral to receive money for your children and have the people working there treat you like they are the ones paying you. What happened to customer service!!!!

    I ask for a manager about this after being hung up and people being rude. These Florida debit idiots are stealing funds off my account .50 after a call. One day I was charged 13 times on 10/30/13. Some so-called supervisor lied to me and told me they'll put my money back. I never received it. Later when I called back people were rude, hanging up the phone, so I called their local police station and the BBB and other legal source on these **. I'LL expose them, trust me. I'LL get my money back just for FYI.

My child's dad collects unemployment and they take a portion of his money and sends it to me. I noticed online the money was paid 12/19/13 then sent to me on 12/23/13... It's 12/26/13 and the money is STILL not posted to my EPPICARD. I spoke to a rep that advised me the delay was because of the holiday season. I didn't fuss, though I know the rep was telling me a lie. This has been happening for a few months now, maybe a year, and I was told it was the paying parent's job fault. Now it's the holiday season???? You're going to have to do much better than that, Florida EPPICARD.

    I have been waiting on my card for almost a month now. When ordered I was told it would take 5-10 days. After 11 days I began to call. They could give me no answers and were very rude. All they could say is that it was mailed and has not been returned to them and just to wait another day. After 15 days I finally demanded them to ship me another card. They say there is no option to expedite when you live in Ohio so just wait 5-10 more days. It has been 7 since I ordered the second card and still nothing. Everyone I have spoke to is rude to me and each one tells me something different and not one answer I have got has been helpful. So all in all it has been a month, I have an account balance of $1,303.00 and no card or answers on when or if I will get one. I do not understand how they can just let it go and not give me an answer. When you have a child and it is Christmas it would be very nice to have the money that belongs to you!

    I tried to use my Eppicard issued for child support payments and found my card had been canceled by Eppicard without giving me any notice. I called Eppicard and waited on hold for 40 min only to be disconnected once I got a live person. I immediately called back and was left on hold for over an hour! Once I had the chance to talk to someone, I was notified that Eppicard did in fact cancel my card! Their reason because there was a security breach ON THEIR END. I was told a new card was reissued on 12/12/13 and could take up to 10 business days to arrive. There is an option to have your card expedited for a fee.

    My problem with that is: 1. How am I supposed to know about my card being canceled being that they never notified me? And 2. Since this breach of security is on their end, why should I have to pay the fee? Tomorrow is Christmas eve and I don't know what to tell my kids regarding Christmas being that the 10th business day is the day after Christmas! Thanks a lot, Eppicard. You have ruined Christmas for my three children! If I ever do receive the card in the mail, I will be pulling all the money out and canceling the card. Oh also, there is NO way to get your money without the card. The bank will not issue any funds to you.

    Choose Direct Deposit or Mailed Check instead. Complaints about this business will get you nowhere. A government sanctioned business should be cause for concern and not cause for trust. I've read comments on countless websites about wanting to sue Eppicard and/or find out if a class action lawsuit can be brought about. Here is the answer to those questions, found within Eppicard's terms of usage:

    "Waiver of Right to Jury Trial. If you have a problem with your Card or the Card service, please bring it to our attention immediately. In most cases, a telephone call will quickly resolve the problem in a friendly, informal manner. You and we each give up the right to a trial by a jury to resolve each dispute, claim, demand, cause of action, and controversy between you and us arising out of, or relating to your Card or this service. This includes, without limitation, claims brought by you as a class representative on behalf of others, and claims by a class representative on your behalf as a class member (so- called class action suits)."

    Here is the legal wording for Eppicard's broad no fault policy:

    "Our Liability. If we do not complete an electronic fund transfer to or from your Card on time or in the correct amount according to this Agreement, we may be liable for your losses or damages. There are some exceptions, which include but are not limited to the following: Through no fault of ours, you do not have enough available funds tied to your card to perform the transaction; Circumstances beyond our control (such as fire, flood, water damage, power failure, strike, labor dispute, computer breakdown, telephone line disruption, or a natural disaster) prevents or delays the transfer despite reasonable precautions taken by us. The system, ATM or POS terminal was not working properly and you knew about the problem when you started the transaction; The State has not authorized us to make the necessary funds available through your Card. The funds available through your Card are subject to legal process or are otherwise not available for withdrawal or; The transaction cannot be completed because your Card is damaged."

    I received my Eppicard in Sept 2013. I withdrew money amounts of $500 a couple of times and withdrew $400 but on my transaction statement online, it showed up as two of the same amounts withdrawn for the exact same amounts at the exact same two banks a day apart. This never happened. I only withdrew one day. I believe that whoever fixes things manually with Eppicard transactions does not know how to do their job. Anyway, I have piles of decline fees, call center fees, charge back amounts, held amounts and $ hundreds of dollars missing from my account. My transaction history printout is a mess. I put in a dispute which ended no satisfaction on my end.

    So I got in touch with Peoples Trust Company. They are really trying to get this resolved and are very patient so far. Eppicard should be monitored properly but they are not. If someone was to file a lawsuit, I would want part. I believe that would be the only way to stop this. Eppicard does not call you back when you leave messages and do not understand anything you try to explain. Finally with Peoples Trust, they viewed a bit of my transaction history and explained that Eppicard reversed two of my transaction amounts and thought they may have fixed the issue until I pointed out the problem, which was my card balance. It didn't change; just ridiculous. My balance should have went up by hundreds of dollars so Peoples Trust are still looking into this. It might help if more people complain to the same place.

    This past weekend I received a message from Eppicard that they canceled my card and issued a new one. They said I could expect the new one in 7-10 business days. I was confused so I called them. First they didn't want to give me a lot of info so I called back. They told me that their database had been compromised so they cancelled many cards and reissued them. I told them that I understand that but being this was their fault I shouldn't have to wait 7-10 days especially with this being the holidays. They said that there was nothing else they could do and that I would just have to wait the 7-10 days. I am changing my direct deposit ASAP as this company is not safe or reliable.

    I was buying groceries today and my card was declined even though I know I had funds on the card. I call the customer service line to find out they have automatically canceled my card and I should expect a new one in 5-7 business days. I wait on hold for forty minutes to find out why it was canceled. Turns out Eppicard canceled my card because I purchased from walmart.com which is located in in Arkansas and I live in California. So I asked the representative if that means I can't purchase online and she replied I can but their system might consider it fraud. So because I need groceries sooner than 5-7 business days and to be able to buy Christmas presents I have to pay a $20 fee to get a new card rushed to me. Eppicard has the power to hold your $ hostage by canceling the card at their whim, with no notification. If you get disconnected during your extensive hold time and have to call back you not only have to start all over with the automated system but also have to pay a fee. Eppicard has found a way to scam innocent people out of money that is meant to support children. I am looking into getting direct deposit asap!

    I went to a Chase Bank to withdraw money from the ATM; however it wanted to charge me a fee of $3.00, so instead I requested my balance. I received my balance, which stated $60.21, I proceeded into the bank and went to make a teller withdrawal so that I would not be charged, but the card declined twice only to make me go back to the ATM and withdraw funds. I called Eppicard customer service to tell them about the incident and asked for my refund and I was told that they needed to submit some type of ticket to see if the refund would be approved. I spoke to a Carlos ** and he stated that he has no authority even though he is a supervisor within the company and there is no one higher than him that I could possibly talk to about the situation. Even though the supervisor can see the mistake on their end, they still refuse to refund immediately, and make some excuse about the refund but when they want to take your money they do without reservation. I think this company should be charged in a class action suit. Does anyone know who owns this company?

    This is the second time I've had money charged to my card at $38.95 each time and it has been at beginning of the month. I have a ** child to feed as does so many others in my situation.     When I received the Eppicard, I called the activation number and the system says it can't validate my information. I tried 10 times with all of the correct information. Now Virginia is putting my Child Support Payments on a card I can't use, with a company I can't talk to a real person. Thanks Virginia and Eppicard! Took long enough to start getting paid, now your FAILED new system is just holding the funds.

    I requested a card almost a full month ago. The automated service said it would come to me within 10-14 days. Still no card! I have tried to contact them to report a lost card, but it keeps asking for my pin. I don't have a pin b/c I don't even have the card! It asked me for my identification number and I didn't have one so it told me they would mail the number to my address, but it never came! There is no option on the phone service to be forwarded to a real person. There is no email to contact. There seems to be no one to answer my questions!!

    I only recently received my card due to 10 months of no support received, but I am getting weekly payments again. I have used it POS 6 times and one ATM transaction with no problems, but I have added the new number to my PayPal account and have tried to pay online for items. Keeps denying me although I have way more on account than trying to spend. Also, I tried to add my phone number for low balance and deposit notification and it says it is a bad phone number. Very irritating because of all the hassle being without a card for so long has caused. Trying to get my finances back in order, but still cannot.

    Supposedly if you only enter the first ten digits of your Eppicard debit card it will automatically direct you to a live representative. Be warned that they will charge you a fee depending on what state you live in every time you call. In GA its 35 cents.

    Tried to use my Eppicard at the grocery store today, kept getting denied although I know I have funds on it. Finally was able to speak to a representative to be told they are updating their system and no one's Eppicard will work until it is finished. Told to call back in an hour and see if they are done. Pissed because most businesses will update their systems overnight so as not to inconvenience their clients. Not Eppicard apparently. This sucks.

    Can't get a live person. Called to report card stolen in April 2013. How do I get the money put back on to my account? Why no live operators. Why the .50 charge to check amount on card? Why no paper or text message when card is used? My son is 30 years old. What is the problem with the Virginia Child Support System? What # can I call to get a real live person!!! Mad as hell with all this **. I think they could do a much better job in Virginia to get my child support. It took them more than 25 years to make, John Steven ** the dead beat to start making payments. Sad after 21 trips to court and no payments. What is wrong with Virginia's system? It is in a sad state. Thank God I don't owe the IRS - they would make sure they got all their money at once. Not Virginia's Child Support System, they only care about not making the dead beats pay!!!! Fed up in Virginia.

    It took over 24 hours before I was finally emailed a new password to use. Be sure to check your spam folder or trash folder or you might miss the response. I wasn't happy with how long it took for me to access my child support balance and that's pretty important information when you need to know what's available to spend at the grocery store.

    I've read many complaints about this. I was logging in to my account online and I used my password, the same one I've always used, without error (!) and after the third time a message told me my log-in was incorrect and now my account was locked. I was supposed to now change my password. I entered all information required and the page just sat there. It's still sitting there after 3 hours. I hit the submit button a second time after nothing happened for 10 minutes. So I KNOW it's not an inaction on my part causing the hangup.

    I then made the dreaded call. Option this, option that... but no live person. There was no option to help me with my problem and no one to speak to. Finally, after scouring complaint after complaint online someone suggested this: Call the number, select your language and then sit and wait. Let it repeat the options over and over WITHOUT making a selection and finally, your call will be transferred to a real live person!! GLEE!!     I called because other than a food store and Target, I can't seem to have access to my money. When I call, they say it is a problem with the merchant. Right, two other merchants have a problem, two don't and it’s someone else's fault. That doesn't even fit common sense. I ask for help and their idea was to repeat there is nothing wrong with the card. It's like if you don't ask the right question, you don't get an answer. I asked how I could get access to my money and “there is nothing wrong with your card” was the only answer. And if I got frustrated, they wouldn't speak to me because "my language or tone is against their policy".

    If the idiots knew what half the words I said meant, they would realize they aren't foul language, but just words in the English language so infrequently used because of the massive decline in the use of our expansive language. Great ethics Eppicard - withhold money from those that need it, like single mothers. Congratulations for hitting an all time low. And if there are restrictions on the use of my money, shouldn't I be made aware of it. Maybe then they would understand that taking my son to the craft store is a form of therapy for my apraxic child who has difficulty with fine motor skills, not just a way to have fun.

    You think this was a good ideal - it's not. I get unemployment. Florida wasn't happy with Eppicard. I closed my account, found out I can't use my other prepaid card because it's not a real bank so am forced to use this crappy service. First of all, damn Eppicard is prepaid and it's government run. Found out that Wells Fargo has nothing to do with Eppicard. So now when I apply again, I'll be forced to use this and I shouldn't have to be forced to use their service.

I then hung up and called my bank. They assured me that was incorrect. They were phishing for my information. They are fraudulent.

    The collection and transfer of my children's support payments is obviously being held for whatever reasons deemed necessary by the Company who collects tax payers and individuals money through many methods... I see nothing more than another credit card company just monopolizing upon an unfortunate... but real truth that due the unwillingness of too many noncustodial parents to directly pay child support to the custodial parent an opportunity to charge and retain millions of dollars annually is being exploited. This is not the first time I have been directly affected by the ridiculous practices of companies to mishandle money they have absolutely no investment in. Child support is not now... or has ever been a business... the companies retained by many states to handle the transfer of child support or only looking for ways to profit.

    It's easy math... millions of dollars per week "accidentally" held equates to big yields for business and unfortunately unforeseen and long reaching issues for the people the funds were intended. I personally have eaten enough B.S. for a lifetime. I am no longer intending to use Eppicard for any services and am going to do all I can to inform every single individual I know of the same. As long as people hiding behind company titles and B.S. protocol selfishly take and step on the backs of the the people they are apparently claiming to assist... then we as a country will not advance... disgusting.

    I have had the worst time getting a refund. Back in 2010, I bought something through the mail, didn't like it, returned it and have yet to get my money back. I have called them so many many times. I just found out that the case was denied in 2011 because I didn't have enough proof. But yet I never received a letter stating that, which they say they sent me. So I'm like, "Well I talked to somebody a year ago that told me they've received my delivery confirmation on Aug 23, 2012." Anyway now I have to reopen the case if I want my $160 back. I just can't believe they've drag this out this long and now are telling me it was denied 2 years ago???

    I gave them the emails I received from the company stating they had received the product and I would get a refund any day. They have the copy of the delivery confirmation stating the date the product was received. They didn't request anything else. That was the proof they asked for and more. So I'm gonna write up my new request now. They are very rude. I was upset. They have nothing to do with child support and they don't care to help you get your money back. I don't understand why so many companies need to be involved anyway. Can't the child support company be in charge of how we get our money? At least it should be a company that gives a crap. Very disappointed. :(

    I have been on the phone with Eppicard for 2 hours today & 5 times this week. Supposedly, direct deposit to my BankFIRST account is an option but no one knows the specifics of setting it up. I was told first I have to get their card & then call back (which is $0.50 every time you call). Originally I called on Monday to ask about it & while I was telling the guy that if I couldn't get direct deposit then I needed the card overnights & I would pay the $14 fee. He had already taken it upon himself to order a card regular mail which he then had to cancel. I verified twice that I was not being charged for anything & that when I was ready to order the card after the state put my funds on it to be expedited, that I would not have any charges except the $14 because we are to receive a free card once per year. Of course he said not at all... The replacement card would be free.

    He sounded like he was lying so I called right back after I hung up only to speak with another associate whom stated there was a card ordered for me regular mail. He cancelled that transaction & assured me again I would have no issues when I was ready to expedite after the state issued my funds. So, I called back this morning to order the card & of course it was $14 + another $4 because I had already received a card. (In reality, I have no card). I was transferred to a supervisor in El Paso, Texas named Sergio who swore he would handle it. I asked him about how to set up direct deposit & ended up being transferred to another female associate who said EPPI had absolutely nothing to do with direct deposit. She transferred me to the state child support office.

    At this point, I had been treated so rudely & was so frustrated with sitting on hold for so long that I ended up crying to the gentleman from the child support office. He explained that they truly have nothing to do with direct deposit & politely stayed on the line while transferring me back to EPPI. I then spoke with an associate named Amy in Austin, Texas who initially gave me 866-561-8019 to set up direct deposit, stated that I would need to order a card through EPPI to use the current funds & all future tanf &/or child support payments would go to my personal bank account after the direct deposit was officially set up. I then told her that Sergio should have already sent me a card expedited. She said that transaction had been deleted because I ASKED ABOUT DIRECT DEPOSIT!!!!! Unbelievable. She then ordered the expedited card yet again........ & I was now charged ANOTHER $4 fee because I had already received my 1st free replacement card (which in reality I still don't have).

    I was then transferred to yet another female supervisor who was by far the rudest associate out of everyone I had spoken with. The story continues but I have carpal tunnels & my wrist is seriously hurting...... She did not remove the $4 charge & advised me to allow 5 business days for a resolution. She yelled about some things, placed me on unnecessary holds & for the grand finale --- HUNG UP ON ME WHILE I WAS STILL SPEAKING. I can't believe the state treats taxpayers like this. UNBELIEVABLE!

    Please be accurate and fair... Okay? I received my child support card in the mail 2 years ago and I read all of the "rules".

    -CS charges you a $25 fee twice a year. (I didn't read ANYTHING that said they would charge you for the account when your POS ex spouse wasn't working for 7 months, so as soon as cash hits the account you are going to be charged both $25 fees!) ... But I was! :)

    -Child support will call you when a deposit is made to your account if you would like? (If you don't choose this option though we will charge you 50 cents for EVERY phone call you make to check your balance!) :)

    I guess that doesn't seem like much. Maybe some of you out there are moms that get $750 a month for 2 kids like my husband’s ex wife. I am not in that boat with you though. I am in the sinking ship! I am remarried with 1 child from my previous marriage and 1 from the current. My husband does EVERYTHING to give us EVERYTHING and BOTH of us wish we could afford to take care of EVERYTHING! That's not how it works though and most of you know that...

    I was "awarded" $140 a month in child support. I get $66 twice a month because the DA's office told me that twice a year I'd receive the difference. It's been two years and I don't know what the hell they are talking about! WHERE'S THE DIFFERENCE?????

    To all of my AMAZING stay at home mom friends: I AM SO SORRY AND I FEEL FOR YOU! Let’s all get real...There is NOTHING WE CAN DO! We see our working mom buddies and we feel like we aren't doing enough... Especially when they are working and having trouble getting ends meet, while we are "just staying at home". But...I know that all my stay at home mom friends know how hard my job is and they take ZERO offense! :) (Love you all).

    I've had nothing but problems with NJ Eppicard. I wait forever to receive my child support, which as we all know is not play money for us. This money is needed to keep a roof over my child's head, food in his stomach & clothes on his back. I have to reset my password every time I log into their website. I'm so frustrated that there has been no Government interference in the unethical business practices of this company, that I'm willing to forgive my ex's arrears & handle the child support amongst ourselves just to avoid this nonsense & get my son's money every week as I am supposed to. I don't know where to begin to get help resolving this company’s negligence so I feel this is my only option. I can't tell you how many times I've been late with a rent payment & had to pay late fees because my money is not available when the NJ Child Support website says that it's been disbursed.

    EPPICard is a ridiculous card! I have sufficient funds on my card and when I try to make a transaction it tells me my card is declined!!??!! RIDICULOUS! Then when I attempt to contact their customer service, well guess what, it's only an automated system!? There are NO live employees that can assist with my issue! Very very frustrating. California needs to switch back to mailing checks or using a card service that people will be able to speak with a live person! Thank you.

    I received a text at midnight telling me a deposit has been made. I went to the store to make a withdrawal and it declined. I tried again, same thing. I went home, waited an hour and then called to check my balance. It said I was $1.39 overdrawn. Three hours later I called and I was $2.89 overdrawn. I was told there was no charge for balance inquiries.

    The day the State of Alabama Child Support Services switched over from paper checks to this EPPICard was a mistake. There is no such thing as customer service with this company. Everything is automated and when you select the correct entry following their voice prompts, you get disconnected. There are no live people to talk to. I had problems setting up an account online and now a year later, I still cannot change my disconnected phone number online to my current phone number.

    Additionally, I cannot use this card everywhere like they claim and have to withdraw cash which takes away from our money because it charges ATM fees no matter where you use it - even their so-called approved/fee-free ATM locations. The State threw us to the bus on this one too. $25 a year to collect and it takes 3 ATM withdrawals to get my money off the card and 3 ATM fees which are now $4.25 per withdrawal. So beneficial for state aide? My answer is no. Rip off for the state to not have to do their job and keep an accounting is what I say. I wish there was a class action suit against the State of Alabama and EEPICard because I would certainly join in.

    I've had my cars declined multiple times WITH sufficient funds. After I finally found out the magic way to get a live person, they informed me they were having issues statewide. My payment is pretty late now, by no fault of my ex or his employer. Eppic customer service = rude and they knew nothing. Told me to go to a bank that supports MasterCard to withdraw my funds for free. I tried that and the bank had no idea what I was talking about. I could take an advance ...WITH A FEE. We rely on this for bills, food, etc. This is so ridiculous... I want the other service back.

    I can not make an online account! They make it so hard so you can't see all the hidden fees they take from you... We need to step up and make the government give us a card that works and treats us like tax payers.

    Indiana eppicard website is horrible. The website often comes up with an error when trying to log in. If you can log in all you can really do is see your balances and activity. You can't change your preferences like your email or phone number. You can't transfer funds from the website. You have to call in and go through this process of menus to finally get a transfer done. The website needs to be updated so it's actually something that can be used without having to call in for everything.

    Today, 6/13/13, I called Eppicard with regards to a deposit of $402 that posted to my account yesterday and when I went to the bank to withdraw the money, I was shocked to find it gone. After going to my bank, Wells Fargo, to see if it was directly deposited into my account, they had no knowledge. So, I came home, called Eppicard and after about 2.5 hours of the worst customer service, 3 hang ups, holding for over 47 minutes, I was told it would take up to 3-5 days for money to hit my account. When I mentioned that there is NOTHING on the website that says that, I got hung up on again...

    I then continued to call back asking for the manager and after 6 calls, I spoke with a supervisor. EPPICARD is the WORST UNPROFESSIONAL company in the United States of America and something needs to be done about their unprofessional attitude and rude behavior leaving people on hold for almost an hour and then hang up??? We consumers don't have a choice with whom the state of Nevada chooses to do business with. However, it's up to you to take a look at how many complaints - over 287????? Do something about them please!!!!!

    This is the WORST PREPAID CARD ever. This card is supposed to help their customers avoid fees and have easier access to their money, not rip their customers off. This is a Public Assistance State prepaid card. There should not be any fees attached, not even ATM fees. The State can be reimbursed all these fees imposed by Wells Fargo and Wachovia Bank, from the Federal Government at the end of the Quarter or Fiscal Year.

    This card symbolizes and represents just how the State treats the people they assist. Wells Fargo and Wachovia Bank do not treat their regular customers with poor customer services. Since this card is a public assistance card by the State, these banks treat these customers like poor, uneducated, and lower level people. I have a regular checking account with Wells Fargo, and their customer service representatives treat me with 5-Star service. I am not charged at all for calling customer service, and I call them often.

    Wells Fargo and Wachovia Bank charge the State some of these fees, and the State turns right around and imposes these fees on their customers. Every customer on this Blog write about their negative experience with this card, and some customers are from different states. The State, BBB, and the Consumer Affairs Agency has to know there are problems with the service with this card, and yet nothing has been done about it. I have since cancelled my Regular Checking account with Wells Fargo and the EPPICARD with the State, because of the poor service associated with the EPPICARD.

    I had an interesting experience that led to my current employment ending on good terms, but required that I find work again. I am highly employable so I am not too worried about that and certainly don't consider myself a deadbeat but I did file for and do now receive reemployment benefits with the state of Florida. After claiming my first week of benefits, I saw this option to receive the benefits on a prepaid debit Visa and saw some tag lines also about how the deposit would hit one day earlier than direct deposit as well. I also noted somewhat uneasily that this was the default payment option to receive benefits by the State of Florida's Department of Economic Opportunity. You actually had to go to a link and specifically request direct deposit in lieu of this debit card Visa program.

    I received the card and the first payment with little delay. I called and activated the card with no problems. I did notice that Shell gas stations do not take this card at the pump and I found that odd. All other debit Visa cards work at those stations, including Walmart cards. It wasn't until today, when I was nosing around online in the new account I set up that I noted some major problems that confirm all of the complaints about this company's predatory billing and fee practices, in addition to their fraudulent statements about what they provide and how it is billed. The Florida DEO website states that the bank behind this card, Wells Fargo-Wachovia, provides 5 free phone inquiries per month for the card. Well, I just checked my cell phone records and what they have billed me and I count 8 phone calls, including the activation call on May 13, 2013. Wachovia has itemized five fees however for balance inquiries. Something is not right there. So I have had the card less than 2 weeks and already have a problem.

    Balance Inquiries: you don't get to pick whether you are making those or not folks. Call 1-888-898-3584 and enter your language option, your card number, and your PIN and guess what? You get your balance quoted back at you automatically, without a choice in the matter. And that is a billable item, per Wachovia. If you are calling for a dispute, to report a lost or stolen card, or change your PIN whatever, you get your balance spoken to you first so that call will be charged to you. Pretty nasty business these folks are into. I called in today and the phone system told me that the deposit for this week's claim is not in yet. I am also racking up 50 cent charges for these calls, btw, as mentioned above. I logged into my Eppicard account and the available balance said the deposit is in. And it also showed call fees after the date of the deposit, and claimed those call fees are throwing the balance into over draft, in spite of the deposit sitting there as plain as can be as the available balance.

    The deposits take 24 hours (or 48) to post to the account, I get it. But I had to smile when I saw the way the calls are being handled and billed. Pure genius! And pure greed. Once my deposit hits tonight or tomorrow night, we will see how those fees settle out and what this bank thinks it is going to get away. I fully intend to launch the FDIC, or FTC at them for these kinds of business practices, especially as I have phone records and online statements printouts to prove my point. I did file a complaint with the Florida Department of Economic Opportunity a little while ago however to let them know their website statements of services for this card are not being followed by the company that I can see and thanks for feeding unemployed consumers to yet another corrupt, oversized corporation that utilizes predatory disclosure (or lack thereof), billing practices and limited customer service to deliberately nickel and dime already cash-strapped unemployed out of their grocery and gas money as they go about job hunting.

    I also intend to write my state rep about this one just to let them know we know they didn't have our backs on this decision to save money on check printing and go with some lousy bank card program like this. Ain't life grand when your state and federal government is in bed with big business? I would recommend direct deposit to your usual bank, if you have one. If you do not, use a Walmart money debit Visa or Mastercard. GE Money Bank runs those cards. I used one for a year and they give you routing and checking account info to direct deposit your benefits into or your paychecks. They don't charge fees like this. The money is either there or not, no over draft fees. The card is free as long as you direct deposit also. You can't write checks but I just grabbed money orders and stopped sweating float times and clearances. You have online account access to print statements and you can text request balances for free right to your cell phone. Wachovia will only text or email or call with deposits, nothing else. Good luck and happy job hunting folks!

    After reading the comments about the Eppicard, my hopes for getting it today are going down to nothing. They make it sound so fast and easy and if I had spent more time reading about what had happened to all these people, I would have just stayed with a paper check. Eppicard is supposed to be faster but nobody says how long it could take just to get the card. I'm desperate and I can't wait even another day until my card gets here much less 7-10 days.

    Is there anything good about this card? No! It sucks - totally (swearword) sucks! If you have anxiety, calling them is suicide! It's impossible to talk to a live person. Automated roadblocks ask you to enter all your information and then ask you to choose from yet another selection of numbers! They voice route call endlessly until you give up or it just disconnects you saying, "Goodbye; call back later." My last calls took 34 and 43 minutes each without one chance to speak to someone. Many more complaints but I can't waste more time on this crap card.

    When we were switched over to Eppicard for child support, I thought it wouldn't be a big deal. I was wrong. The card took two months to get to me. I had received two payments on it, but the money was useless and we went without things that we needed. The card is declined a lot, especially online and I can never be sure that I can use it when I really need it. Can I use it on Amazon.com to get my daughter new shoes or diapers? No. Can I use it a PizzaHut.com? Yep, no problems. Could I use it at a random convenience store if I were stranded and alone? Who knows. So I have no idea what's going on with it, where it works and where it doesn't, and it's really problematic.

    Also, I've never even heard of this bank it uses. We don't have one of those anywhere around here. If I want to get money out at an ATM, I'd better be prepared for a fee. I shouldn't have to pay to take my unusable money out, just to make it accessible. That money is to support my child, not the bank with their ridiculous withdrawal fees. I have no idea why they decided to switch us from Chase. I'd never had a problem with them.

    I would like to first say good luck to anyone who has to do business with Eppicard or whatever they are known by in other states. I can honestly say it's been my absolute worst experience dealing with customer service ever! You would think that a company that is in charge of handling money for child support payments that's meant to be distributed to children or to parents for their children would at least be, oh I don't know, reputable. The only reputation this company has is for being liars and thieves! They have multiple call centers in multiple cities and guess what? You never know who you're going to get! Believe me when I say you will get a new customer service rep each time you call and conveniently each one has no clue as to what the last one may have said or done regardless of the fact they supposedly document your call. Ha!

    My child support debit card experiences are relatively recent and by what I've been reading on this site, some of you have had some pretty nasty experiences as well. So what I'm going to say may not surprise most but it's still sickening nonetheless. I discovered on April 12th that I was being charged $1.50 fee at a surcharge-free ATM. And because of this fee I incurred at an ATM, I was also slapped with an insufficient funds fee (NSF) as well. So it seems pretty cut and dry that I should be able to speak to someone and get my money back, right? I filed 2 claims with them - one for the 4 times I was wrongfully charged $1.50 at a surcharge-free ATM and the other claim for incurring insufficient funds fee because their ATM fee left me with less money than the ATM receipt showed.

    (By the way, they know the fee is not reflected on the receipt.) Ah no! I waited the 5 days for someone to review my claims or tickets and on the 6th day called to check why the money was not refunded. To my shock and dismay, I learned that not only was I not being refunded and this came from a manager according to the customer service rep but I was being denied for, get this, a technicality! Yes, I said a technicality. I was stunned and I asked what technicality and the only response I could get from them was "Please refer to your terms and conditions statements you received with your card" like there was going to be some magical answer in there and it would all make sense. I said I read the fine print and it did not say anywhere that they could charge me at an ATM that was supposed to be free.

    I talked to customer service reps and a few managers. Some of them seemed understanding and some of them wanted to blame me for going to an ATM that wasn't surcharge-free or telling me it was a denial fee but in the end, I proved to each one I spoke to that I wasn't in the wrong and I wouldn't give up until my money was refunded. I called these people daily and finally threatened to file a complaint. I said, "You're wrongfully charging me at a surcharge-free ATM and I now have insufficient funds fees because of the money you took that put my card account lower than it should have been. If you don't refund my money, I will file a complaint." This very same day, I was refunded the money for the ATM fees but not the NSF fees.

    It took more than two weeks of daily phone calls, speaking to more than a dozen reps and telling them that I was filing a complaint against them to get even a partial resolution but it doesn't end there. This company is knowingly committing fraudulent practices and unethical practices as well. I am filing a complaint here and everywhere else I can until something is done to protect us, the consumer. Shady companies hide behind poor customer service reps and P.O. boxes. By the way, Eppicard has an F-rating with the BBB, so card users beware!

    Why Nevada unemployment now uses Eppicard to disburse benefits is beyond comprehension. Original card was never issued after waiting three weeks. I tried to call the number but the menu options purposely don't offer an opportunity to speak with a live human being. It is deceitful to the public and they know it. After listening to the menu forever and not pushing any buttons for five minutes, I was finally transferred to someone. When asked where my card was, they informed me they tried to mail it but it was returned (lie #1). I confirmed my address on file was correct. They said they would reissue a new card but I had to pay a reissue fee (ripoff #1) and it would take 5-10 days. I explained I couldn't wait that long.

    They said I could have it expedited for an additional $12 (ripoff #2). Having no choice, I agreed. They said it would take 2 business days (lie#2). After waiting all day on calendar day #5, no card showed up. I called to get a tracking number and after two hours on hold, they said they never issued a replacement card. I was furious. So they said they would issue another card and would not compensate me for shipping charge for their error (ripoff# 3). Now, I will call them every day to see if they drop the ball again. Worst customer service, worst accessibility for people trying to call, worst website. They do not do what they say and extort funds from public with excessive fees. Worst decision any municipality could ever make contracting with these idiot con artists. Thanks, Nevada!

    Back in Dec. 2012, I ended up having to have a card expedited to me due to the customer service representative canceling my card. I was told the card would be here in two days. The card came three days later. I called the service line and was told my money would be refunded due to the lack of communication. Upon looking at my card, I had realized not only had they taken the said price mentioned, they took an additional service fee. I have been calling and asking about money being returned and every rep I have spoken to has stated they would put in the proper paperwork. Well, after numerous calls, I have learned to realize they haven't done anything or then say they are. It's now April and I still can't get the said money returned to my card. I have spoken to numerous supervisors who seemed not to care either way.

    After several attempts of trying to get my address changed, I finally had to go through the Texas Child Support Office. My expiration is date is nearing and guess what, I no card yet. They did this the last time my card was up for renewal and I had to pay the $15 overnight charge. I'm beginning to wonder if this is a practice they follow on a regular basis to line their pockets. Texas, we deserve better.

    Wisconsin Child Support switched over to the EPPICard in February and it was one of the worst moves they could have made! This card is absolutely horrible, tried to add money to my kids' online school lunch accounts - declined! I tried to pay the monthly payment for my son's braces online - declined! I tried transferring money into my main checking account - declined! The only way I can access my child support is by going to an ATM and withdrawing the money and then incurring a fee! And there is a max limit that can be withdrawn per day, so I can't even access all of my child support at one time! And not to mention how stupid I feel when the card gets declined and there is more than enough money in the account!

    After reading all of the complaints on this card, I am amazed that this company is even in business and even more appalled that the State of Wisconsin would decide to go with this card regardless of all the problems people have had with it. Way to go Wisconsin! As for me, I'm opening a new account at my main bank tomorrow and once I have gotten every last cent out of this EPPICard account, I will be burning this useless POS card!

    I called over a month ago to change my address that is associated to my EPPIcard. I had to call 3 different numbers to actually get a person that could do this procedure. For the record, this should be something that can be taken care of online. My EPPIcard is about to expire at the end of the month, and I have not received a replacement, nor has the address on my account been updated. I have called all the numbers that I called the first time, but now there is no option to talk to a representative at all. Again, this issue cannot be resolved online. The websites that the telephone lines suggest to visit do not provide any more information than the automated service on the telephone. It is one giant circle.

    I now have a second issue with a child support payment not being received. My case is an interstate case. Illinois claims to have gotten a payment, but this does not reflect on my Florida EPPIcard. Again, I cannot find anyone to talk to. I have remarried and my husband is in the military. We now move frequently. I truly need to get this situation straightened out and I have no idea where to turn for answers. I do not like this company or the way that anything is handled. If EPPIcard is supposed to be like a debit card, then my account should be far more accessible in a manner similar to my bank account. I feel as though the funds rightfully owed to my child are out of my hands. At this point, it would actually be easier if my ex could send a check directly to me, but I don't want either state to think he is not paying.

    This company is a highway robbery. They charge $1.45 in fees in addition to $3.00 at the ATM machine when you draw your money. I could not find a disclosure on their website regarding that. Please stay away and if you cannot, then draw the maximum allowed or take all of you money at once. It’s best not to use them.

    Why Wisconsin changed over to this piece of crap card I will never understand. It’s meant to be used on the children, but I have to either pull money out of my bank’s ATM or through a teller for it to work. I tried to buy my daughter’s clothes online through old Navy. Declined. I tried to add lunch money to her account at school. Declined. Seriously? I'm trying to feed my kid with child support meant for her, and the child support card doesn't work; but it worked when she wanted to get cheeseburger from McDonald's?! So McDonald's, yes; and school lunch, no? It makes so much sense Wisconsin EPPICard!

    Technically it’s not even a debit card. It's a prepaid card and many businesses don't take them. I haven't found an online service to take it yet. And to get an actually customer rep on the phone is next to impossible and when/if they do answer, they are so unknowledgeable about how their own product works. I'm better off asking my 6 year old because she knows as much about the card as they do. Worthless card. Worthless company. I miss my Chase child support card terribly. I can't deal with having this card for 3 years! EPPICard, get backed by a real bank so we can use our cards like we used to!

    My Eppicard expired and I never received a new one. When I called, they said they would send me a new one within 5 to 10 business days. By the third week, I still didn't get my card. I called again. They were no help saying I would have to pay $15 for a next day delivery or they would send out a third one. I asked to speak with a supervisor and they had me on hold for an hour. This happened twice. That was two hours of hold time and nothing has been accomplished. They could have at least waived the fee. I don't know if they even send the card off.

    I tried to activate my son's phone with Cricket via telephone. The company took $51.00 and never activated the phone. I spoke with a Cricket supervisor (in another country) and was told to contact the bank and they would refund my money. Thinking it would be easy because I had no product from the company, Cricket had nothing to show for taking my money. I contacted PA's Eppicard customer service. I was told I had to complete a form and they would investigate. I completed the form and explained in detail. I received a letter saying the investigation was closed and I would not be getting my money. I contacted them. The representative mistakenly revealed they received my forms the day before they sent the letter out.

    Obviously, there was no investigation. They did not even contact Cricket who would have told them I did not receive anything from them. Now I am told to go to Cricket's office and prove that I have no active account with them. That's like going to a store and being told to prove I never purchased anything from the store. I guess I have to get them to write a letter. Any other bank would have given me my money and performed an actual investigation. I will go to the store; however, if I am unsuccessful, I will file a complaint with the Attorney General and contact my state representative.

    I receive child support on my Eppicard. I took $640 out of an ATM owned by Bank of Oklahoma on January 5, 2013. The money was never dispensed from the machine. The cashier proceeded to tell me that the machine was having problems all day. I then asked him, "How do I get my money back?" He stated that it was between me and my bank. It was my Eppicard. I called them and after about 45 minutes, finally I got an operator. They informed me they would send out forms for me to fill out to dispute the charges and would give me a provisional credit. I was informed it would take about 45 days. I never heard from anyone so I assumed all was fine.

    On Feb. 2, 2013, my next child support payment was deposited. I called to check the balance and was told my $640 was taken back. I called them on Feb. 4th, 2013. I was told that they had until the 15th of February to finalize my dispute. On Feb. 12, 2013, I got a letter in the mail dated Feb. 4th. The same day, I called, they informed me that they had closed the investigation and the documentation they received stated there was no ATM error and my money would not be issued back to me. To date, I have contacted Eppicard. After an hour and 45 minute wait asking to speak with a manager, I got hung up on.

    I have contacted Bank of Oklahoma, Loomis, Ok.gov/banking, The Office of the Currency, and the Consumer Financial Protection Bureau. No one has been able to help me and I am still, 45 days later, waiting on my funds. When you live at poverty level, you count on child support. I don't know who else to reach out to, but there has to be someone who knows there is something fraudulent going on. Help!

    I have an Eppicard issued through IN state. On Jan. 28, 2013, my bank went to transfer $300 from my card and put it into my account. When the machine printed a transaction receipt stating "host not found," we thought it just didn't go through and the machine at the bank was down. I went to another branch of my bank and tried to have the money transferred there but found out the $300 was pulled from the first try. The bank says there is nothing they can do because there isn't an actual transaction number for them to cancel, so they contacted Eppicard to try and straighten it out for me. We worked on it for 3 hours, mostly on hold and got nowhere.

    It is now Feb. 13 and I have been on hold for 1 hour and 20 minutes while a manager told me he just needed a minute to look up my account. Seriously, a minute is not an hour and 20 minutes. I have spoken multiple times with their level 2 people and continued to receive different answers on how to get my money back. The bank has faxed multiple letters requesting the money be put back on the card and has gotten confirmations showing the faxes were received. I don't get why I can't just get my $300 back.

    I don't understand why Florida changed from sending a paper check out to putting it on a card. I have several issues with this card. I have been going through this since August 2012 and now it's January 26, 2013. I have to make withdrawal for my kids' lunch and after school activities twice a month. So I used the PNC Bank as they asked of me and I won't be charged if I do. I have been charged .95 cents for that withdrawal. They say the first withdrawal is free, but I have been charged every time I make a withdrawal. Then on top of that, I called 4 times to complain about this matter that was supposed to be handled since August 2012. Now today, they said I have to be charged .25 cents per call because it's considered a balance inquiry.

    I didn't call to see what my balance is; I called to get this initial .95 cents corrected because it's supposed to be free at any PNC Bank. The rep told me she saw that I called on Jan. 5 and ten days later, the ticket was closed, which means someone just looked over the ticket and closed it, but didn't credit me back my money from August 2012. I mean they don't understand this is the kids' money and this is how most of ill kids survive. They need to stop taking the kids' money. It's already bad that some of us are barely even getting child support and the ones that are getting it, Eppicard wants to charge a fee and take the little we are getting.

    Shame on you Eppicard! But I will be doing more research on this because it's just not fair for my kids to suffer if the money is being sent. 95 cents or 25 cents may not be much to some of us, but it adds up eventually to money that could have been used towards the kids instead of an ATM fee. I will be contacting my local CS office to cancel this card and have my money sent to my bank account because this just makes no sense. Sad situation for ill kids!

    How come this so-called Mastercard is not accepted. Over the phone, I tried to get my daughter's medicine at CVS and it did not go through, and I can't pay for gas at the pump? And another thing. Why does it take 48 hours to put the money on this card? I don't have a bank account so I need this card, but not all the headaches that come with it or the money they charge to use it!     My Eppicard, which holds my child support info, was stolen. The person made a fake card and spent all $260.74 on the card a week ago. I called the minute I found out about this and was issued a new card nine days ago, but still no card. I was asked a million questions to start a case to later find out a case will not be started until they mail you paperwork, you fill it out, and they get it back. Now I have received child support again this week and cannot touch it because I have no card still and I am told if it does not show up in 10 days, I should call and wait another 7-10 days for another new card. I have called everyone I can think of to try and get my money and only had one person help at child support region office. I emailed her the complaint and she is sending it to the person over the Eppicard vendor. I hope something gets done. I just switched to direct deposit so I don't have to deal with them once my stolen money is back in my hands.

    This Eppicard does not work in most locations. It doesn't work at gas stations, Costco, or many other places. It is a complete embarrassment and a pain in the butt to deal with, and to think that Visa gets a cut of every transaction! I can understand if it was for welfare but not for unemployment where the holder has paid into the program fully through their employment.

    I have followed all the steps to file a fraud dispute and nothing has been done. When you finally get through to a live person, they say they are only the customer service and have nothing to do with the fraud investigation. The customer service supervisor admitted that because they are a middle man and not the bank, you are not going to get the same kind of service than you would if you were dealing with a bank. Do not use this card for deposits.

    The PA Unemployment Eppicard number is 877-406-8257. The PA Child Support Eppicard number is 800-3041669. I tried to log into the online system and it deactivated my card for some reason. I tried to call the PA Unemployment Eppicard number and was on hold for 1.5 hours. I tried again several times - sometimes it said my number was invalid using the online prompts and then it would hang up on me. I wasted an entire afternoon trying to get a "live" person. I then tried the line for international customers and was directed to a different US line which also did not pick up. Finally, I tried calling the PA Child Support Eppicard line and was told I could not be helped because they do only child support cards. She then transferred me back to the line that I had been on previously which no one picks up.

    At 4 pm, after I was online waiting or the local unemployment office to pick up, then a message came on saying the office was closed. Next, I called the child Eppicard line again and got someone fairly quickly. She started to say that she only did child support cards and I told her that the people doing the unemployment cards were the same bank and probably sat across the aisle from her. So, then she told me that she just needed to switch her system to the unemployment side - the other employee that I talked to 2 hours before was too lazy to switch a computer screen.

    The outcome was that "somehow" my card was closed - she claimed that I must have done it which I did not - I've never used it before. So, a new card is coming now because they could not reactivate the one I had. So now, I still cannot access the funds - very frustrating - sad that this is done to people who need the funds immediately - we're unemployed for God's sake. So, my advice - never call the unemployment Eppicard line. Use the child support number - don't use the debit card if you can avoid it.

    Customer service - The number on the card gets you no person to speak with. Here’s what to do and some info on what the problem may be. If you call the number on the card, do not press anything, just wait, and after many attempts to get you to input info and you don’t, it will switch you over to a person! Now, Eppicard is the servicing company only. They don’t have anything to do with how much money is put in or when it’s put in, etc. Eppicard just maintains the balances and statements, etc. For instance, I had a $140.00 deposit onto my Eppicard and it shows up as being available at one minute after midnight but it’s actually not available until after 12:00 noon or 3pm here on the East coast. I am not sure why there is this discrepancy. But call your local unemployment office and complain if this is happening to you. If it shows as a cleared transaction at Eppicard, it should be available to you, not twelve hours later.

    Wells Fargo Eppicard for child support is a horrible service. It charges you at the ATM to check your balance from their ATM machine. It charges you to check your balance by phone. If you can't check the balance and then try to take out what is supposed to be in there, you get slapped with another fee. If Monday is a holiday, they are late with the payment being deposited. Since you couldn't check your balance and decide to buy something, an overdraft will be there. Then there is another fee. You can't check your balance online because of online issues. (Really, it's to make money off ATM fees.) Here is the message from their website: It has been there for a while now: "We are experiencing technical difficulties. We are working to resolve this issue. If we are in the middle of performing system maintenance, our site will be functional once this maintenance is complete."

    This company is scum. They make their money by price gouging child support. Why did child support change banks? With Bank of America, as long as you checked your balance at their ATM, you would not get a fee. Not only that holiday or not, the money was always deposited when it is supposed to be. This is ridiculous. Hey, Child Support Offices that use this card, stop! You're not doing us any favors. You're doing our children a disservice since this company likes to steal from our children. I want the option to have a paper check or use a different bank. Why is there no other option than using this company? If they are broke and have to take to make up their profits from anywhere including using filthy practices like this one, why would you want a business relationship with them? California child support, please get another bank or send me a check. Thank you.

    Apparently, now I get charged $25 every year and it comes out of my child support. Instead of them charging my father for the fee, they take it out of my child support. I was looking forward to using the money to go shopping on Black Friday. Now I can’t do that. It’s disappointing because right now everyone in my household is broke and I got to use my child support money to help around the house. Meanwhile, I have a phone bill to pay soon and now my father is being a ** by not paying me every week. I think it’s totally ridiculous that my child support has to be affected for service fees. I rarely get child support and to take $25 out of that leaves me with partially nothing.

    I have the Mississippi Eppicard for child support. I was receiving deposits on my card pretty normally, but now it is taking 2, sometimes, even 3 weeks to get it, making me behind on everything. This is ridiculous. I have seen tons of complaints and I think something needs to be done to go back to regular checks or something. And my ex also showed me how they are taking it out every week. So where is it?

    You cannot find a Pass Money ATM here in my city. Therefore, I have to use a non-pass money ATM that not only charges me a fee to use, but EPPI also charges me a fee for using a non-pass ATM. You cannot withdraw more than $200.00 per day and if you go over two ATM withdrawals in a 30-day time frame, you get charged a fee. I already pay DHR annually to handle my child support and then they link up with a credit card company that makes money off charging you fee after fee. If you call customer service, you are charged a fee. And good luck if you can get a human being to speak to because their 800 number is automatic and loops. If I am taking my son to the doctor 300 miles away, I can't even use this card at a gas station pump for gas to his appointment which is part of his maintenance. Whoever the politician that agreed to going check-less and using EPPI for child support was a pure idiot, and I and my children thank him/her very much.

    I have been trying for days to get through to a live person at the California EPPICard to no avail. They don't give an option to speak with a live person. Now I'm on hold with California Child Support Services, maybe they can suggest a way for me to get through. They need to switch back to Bank of America; they did a far superior job. This Wells Fargo card has a fee for everything, including checking your balance through the automated system.

    Lack of professionalism - On October 25, 2012, I ordered an Eppicard because of my other one being lost. I chose to pay the $15.00 fee to expedite to me. Sad to say, I received my card on November 6, 2012 at 6:50PM. I had previously called their offices to find out where my card is and they couldn't tell me. I spoke with two individuals who could not find a tracking number for my card. I called and reached customer service, who is trained to not let you speak to a supervisor.

    The total lack of customer service via an automated system is only worsened by the lack of adequate account information. Unless your question is part of their canned response system, you will never get an answer as they don't provide any means to speak to a human. After signing up 3 times, the system finally accepted my usn and psd but provides only 4 months of account data! What gives with that? I've had the card for 1 year now. If given the option to use EPPICard vs. Direct deposit, don't do it. You will never get a problem resolved!

    I received a call about 2 weeks ago from EPPICard, letting me know someone has used my Alabama Child Support Card in France at a company named "Sebastien Astru". I was told I would receive the last two months' transactions. I still have not received this. My children's money has been stolen and the Alabama EPPICard will only go to automated system. I have tried everything and cannot get a representative to speak with me. EPPICard will not refund my money until they reach the company that used my card.

    I googled the company "Sebestien Astru" and there is no company. I have made several attempts to call my child support MasterCard, EPPICard, and cannot get a representative on the line. I've been robbed. The Rainbow City Police Dept. wants information because they have confirmed there is a credit card scam in this area and they want to turn it over to the FBI. However, I cannot get hold of a human being with Alabama Child Support, EPPICard MasterCard in order to get help and the paperwork they failed to send to me as promised.

    Funds transfer does not work on the website. I wish to transfer funds, and when I click Transfer Funds on the website, it shows Account Type, Account Number and Routing Number but there are no boxes to fill! And at some point, I figured this out after trying 3 different browsers, highlighting the entire page, and filling the boxes. But then there's no Continue button to click. All you can do is fill in the boxes with your numbers. So, I called customer service. That was bad because there's no way to speak with a real person. However, I found that by pushing 4 (sorry, it was a few steps into the call), I was able to transfer funds over the phone.

    I never knew they charge me calling them to ask them for help every time, or to check my balance. That's just plain stupid. They think that the money I get from my son's father is enough. It's not enough, but every penny counts and now EPPICard wants to charge me every time. Also their damn system is always down WTH is that really? I am taking my name out and go and open my own account without any fees that apply to it. You're the most selfish people ever, this program is too good to be true.

    Last week was the straw that broke the camel's back for me with these people! I have had numerous problems with them and their lack of service since last November. I have dealt with fraud, no number offered to speak to anyone there to resolve other issues, fees like I have never even seen before (even with legit banks and debit cards). Well, last week, my benefits were not delivered to me on time. Again, no help was provided. Instead they were mad at me for even calling to try and fix the problem (after 6 attempts to get someone alive on the phone). They had bad manners and an attitude towards me. Well, I guess now they are punishing me since, again, my payments aren't there on time. They can hold them up to 48 hours (last week it was even longer) and now that I have been blacklisted there, I will not get them again until they are late!

    I can't wait for this money. Hence I collect child support in the first place! I can't call because just to do that they will charge me a fee (out of my child support) that right now I don't even have in there to give away! Why can they have no number to talk to someone directly when their main objective should be to help those affiliated with them and the service they are supposed to offer? The people who work for this company act like spiteful teenage girls! I will continue to speak out about this until it is changed! I will write to Tom Corbett until this is changed! I will call Harrisburg until this is changed! I hate these people! They are a bunch of liars and they all deserve much worse than I can say on here! I now have to go downstairs and explain again to my children why we are going to have toast again for dinner! Thanks, Eppicard for being absolutely useless!

    I was not given a choice upfront if I wanted an Eppicard. It was simply sent to me by my child support office and told that this is what I was to use. Well my ex pays his support on Fridays and I don't get it until Tuesday. That in itself isn't so bad as long as it is consistent. However, when Eppicard decides to take a vacation or do system maintenance, my funds are at times held for an extra day or an entire week. When things like this happen, it literally takes me months to recover. My ex-husband hid most of his earning and really screwed me and the kids over, so it isn't like it is a lot of money either, but we need this money to eat. We literally make $14 a month too much to qualify for food stamps and it is bad enough to have a deadbeat ex. But when a third party steps in and further delays the funds that he already paid from getting to his children, I have a real problem with this.

    I am tried of the fees. Child support posted my money and this bank takes their time putting it on the card. I feel like this bank is taking my money from me. I feel like the bank takes their time putting it on there so you can add fees to me and get rich off me, but I don't have money like that. It's not my money for the bank to take. This is for my child; she is in school. She needs it. I hate that the only way I could get my child support is on this card. Before you get rich off me, I would rather turn the card off and take care of my child myself!

    Why is it when you receive your child support money that they hold it for two to three days? It gets on my nerves. Who came up with this stupid system? I am tired of waiting on my money to arrive and then the fees for calling and finding out about my money. Where does that money go? Why are you charging every time I inquire about our money?     Problems with fraudulent purchases, fees, getting my child support: I cannot check my balance on my card without a fee no matter what! I have had my card victimized by fraud. The money is rarely right, and you cannot call and talk to anyone without going through your balance first which they charge you for. I get disconnected almost every time, and I must call back and get charged the fee for the balance again. You have no choice but to do it in order to get someone on the phone. There is no other number. And then the only option you can choose is to go through claims. That is no way to conduct business - hiding behind fees people can't afford, so they don't have to help the people who need them. I collect child support because I need it! And yet, they charge me more fees and take out more money from my card than anyone when they do nothing in the way of customer service!

    The offer no website for customers, just the one number which you get charged for every time for balance inquiry even if that's not why you are calling! When you do get someone on the phone, they are mean and treat you like you are stupid or are a piece of trash and they are doing you this great favor by doing their job and helping you! They act like they are giving you their own personal money when in fact they usually are taking money every chance they can for every stupid reason they can from people who really don't have it to spare! I am appalled! I am fed up! I am sick at the way people are treated and allowed to be treated. They take advantage of every person that has no choice but to look at their service for help! They are a bully who hides behind closed doors!

    I called my Eppicard customer service because Redbox made a fraudulent charge. Eppicard closed out that account & closed out my card. I then called Redbox & they said they would refund my money. Several calls back to Eppicard & there is no way it will let me speak to a customer service rep. This is not fair or right. I need help asap!

    I used the EPPICard at an ATM while we were in England (emergency - wouldn't take my bankcard because it isn't on Interlink). Because I didn't alert EPPICard (all my fault), now my card is suspended, which I understand and appreciate because I'd like to think they'd suspend it if someone stole it. However, I cannot get it unsuspended without calling the 866 number and I am currently on the line now on my third consecutive attempt to speak with a live person. My first call lasted 54 minutes and 26 seconds and my second was over an hour. I am now at 14 minutes and 48 seconds and all I get is a prerecorded woman's voice saying, "Our representatives are currently assisting other customers. Please remain on the line and someone will be with you shortly." I am way beyond having lost patience with them, but I am trapped into this phone option since they won't let me access my account via the internet. I am seriously considering calling another state's number to see if I can talk to a person at all.

    I can't get access to Customer Service for a merchant company? This is very disappointing and frustrating. Most merchant companies, even the food stamps, have a customer service live line. This reflects badly on how the system see people whose funds are channeled through this system. So, we are not worthy of talking to someone live? I inadvertently transferred an large sum of money to a bank account that I wanted to modify. No, can't do - Eppic is crap.

    I have issues with this company I am required to use on a monthly basis. They are current. First, an online company tried to charge something Friday and EPPICard put the funds on "hold" status. This means the online business asked for this money, but I didn't authorize it yet. I called EPPICard to dispute it and was told the funds were on hold, so there is no dispute. I was told to call the online company, which I did, who cancelled the transaction. I went on through the weekend, and on Sunday, I found the money still on hold. I called several times and was told a lie, which the employee Chris (would not give me his last name) admitted was a lie they told people.

    Here is what they do. A merchant requests money, my money, so they hold it for five business days to see if the merchant decides to take it. If they don't, it goes back into my account. Even if I say, “No, I didn't authorize it,” they hold it for the merchant. The merchant has all the rights while EPPICard sits on my money getting interest. I have no right to my money for 5 days. The lie is "I don't see a reversal. When the merchant notifies us, it's reversed." Here is the lie. Since the merchant never took the money, they can't reverse the charge. So no matter what anyone does, EPPICard gets my money for 5 days.

    I am an Eppicard holder and a New York resident. I receive child support payments through the program. Since I got my card, I have notifications from NY DCSE that I have three payments that have been sent to my card which can clearly be seen when I log in to my account. When I inquired about my balance on Eppicard, it still shows a zero balance. First of all, it is hell to try and speak to an actual live person as they don't make it easy. There are no prompts on their system for to you speak to a representative. When I call, I just hold without pressing anything in hopes that I'll be switched to a rep. More often than not, when I'm told I'm being switched, the line just hangs up.

    Once, when I finally got to speak to a rep, I got the same response that the money has not been sent to Eppicard but I can see on my account through the child support system that it has. I spoke to a supervisor named Jasmine, extension ** or **, who couldn't tell any more than the previous rep did. I am angry! I am beyond furious. I even called the corporate office with no better results. I am going to have my funds deposited on a different card. Their system and customer service sucks! They have a bad reputation and now I know why. I'm hoping to get this situation rectified soon. All other Eppicard holders, beware!

    I am in tears right now. I just called the PA office to dispute a transaction and the girl cancelled my card without telling me. Now, I have to wait until Wednesday to get another card. That usually won't be a problem but I was going to pay my rent tomorrow and the bulk of the money was on that card. Now, I can possibly be evicted and I have to wait five days to dispute it.     Florida Unemployment issued Eppicard. On the back of the Eppicard is 1-888-898-3584. However, when you call, the operator deliberately hangs up the call. You call again and they hang up on purpose. Then you find that the card subtracted 50 cents and you never talked to CS operator, and they hung up the phone, and no service was rendered. There is no website or corporate office to file a complaint. Florida Unemployment says they do not service the card. Wells Fargo Bank says they do not service Eppicard, but the money is passed through them. This is complete fraud and it is being allowed by Florida State Government Official. Eppicard should be investigated for fraud. Too many people are receiving the same abuse from Eppicard. By this website alone, the same tactics are being used nationwide to defraud people who really need their funds available to them for child care, elderly, and disabled and unemployed. This is so despicable. Where is Rick Scott, Bill Nelson or Marco Rubio?

    Eppicard customer service - When you call 888-889-83584, the operators play on the phone then hang up so you call again, they hang up, and then they charge you 50 cents for each call. This is done on purpose. Secondly, they expire their cards, hence cancelling your card with an open balance. I had $25.00 on my card. The printed expiry date on the card was 05/2014. Third, I am in the process of creating a complaint because Eppicard refuses to refund a $20.00 refund owed to me. My card was refunded $20.00 and Eppicard refuses to return the cash value to me. This is the most despicable company in existence and is fraud.

    I'm a mom out of Texas and yes, EPPICard is at it again. They are out of control. I entered a dispute last March 2011 and they never disputed the charge. The representative that I spoke to that day said that it was an ATM charge. I continue to tell him that it was not. The agent then said that he was entering it into dispute. Well, a year went by and since that time I have gone through a divorce, lost my youngest brother and foreclosure. So, I have had my hands full and raising 4 sons at the same time. I finally sat down and started going through my charges and that's when I came across the charge for last March and realize that I never heard anything from EPPICard. So, I called them and talked with a young lady who informed me that the dispute was never put in when I called. She said she do show that I called around that date, but the agent just put in that I had an inquiry about my account.

    He never put in the dispute for the $100.00. I then asked for a manager and asked for the call to be pulled showing that I requested that a dispute be put in for a $100.00 because the vendor had charged me $100.00 instead of $10.00 for a little steal cross for my son’s necklace. The manager said that since they didn't enter the charge when they were supposed to, they would need to put it in because it was an error on their side. He then said that they would be sending out the paperwork to dispute the charge. He said that once they receive the paperwork, they would enter the credit on my card.

    I also put in a dispute for Beauty R US. They charged me $95.98 for a $59.00 charge. I talked to a young lady who entered the claim and she said that the paperwork was being mailed out to me. She also advised me to go and speak to the vendor, which I did. The vendor said that they made a mistake and showed it to me on camera. They said the things that I purchased that day didn't add up to $95.98. He then asked for the card that I made the purchase with. I handed him my card and then he said that was not the card that I had used, which was clearly a lie as the charge is on my card. So, I received both claims about the same time. I filled out the paperwork and mailed it back. The representative in this case also told me that the money would be placed back on my card as well, which was a lie.

    When I called to follow up, I talked with a female representative that said it was up to tier 2 to place the money back on my card. I ask for a tier 2 rep and she transferred me to Edwardo who said he was the manager there. I ask for his agent ID and he refused to give it to me and I believe that the name that he gave me was not his name as well. I then asked for someone over him. He said that he was the top of the ladder and refused to allow me to speak to anyone else. He said that had just gotten my claims and it could take up to 45 days to come to a conclusion. That was on July 25th. He was very rude and said the information that both representatives had sent to me were incorrect about place the credit back on my card.

    I continued to ask to speak to someone else and he refused. Then, he said that everyone was in a meeting. I then asked to still speak to a manager. He then left me on hold for over 45 minutes and then picked up the phone and hung up in my face. On the 26th, the very next day, they denied my claims when in fact they told me that it would take 45 days to investigate the claim. I think this representative, whoever he was, denied my claims. It’s a little funny that I talked to him on July 25th and then on the 26th and both of my claims were denied.

    I then called EPPICard back to find out why they denied out my claims and talked to Anthony. He said that a manager would have to look into what happened with the claims. He said he showed one claim still need more information in order to complete the claim. I then informed him that the paperwork that I received shows that both my claims were denied out on 07/26/2012, which is the day after I called in. He said that I would have to talk with a manager. I was placed on hold for over one hour and 40 minutes. I then talked to Ceascar **, which I think was a false agent ID number. I told him that I wanted to reenter a dispute for both of my claims. He said that I couldn't re-enter a dispute for the items. I informed him that I had been on Visa’s website and they show that I have a right to dispute the item again. That's when he said, “Well, what I meant is that you have to mail in a letter disputing the claim again.”

    There are no limits to their lies. I also need to mention that I suffered seizures and poor vision. It’s hard for me to see the charges and I normally rely on the agent to say the amount and enter it correctly in the system. On two occasions, I have been taken advantage of. And to make things worse, the company that is supposed to represent me, EPPICard, is very corrupt.

    AT&T and Global, who took over $100 off my card, and EPPICard has not returned my money back. They say they don't know what I can do. I'll tell you what I'm going to do. I will call 411 or no, I'm getting the number for Better Business Bureau in my state off the Internet.

    I am a stay at home mom with 4 kids - 3 on the autism spectrum. CA collects support for me. In May, I noticed a $480 charge marked ‘Gloucester’, which is England and facebookpro@oodle.com. When I called Eppicard about the fraud charge, I was informed by the rep that someone had been tagging my account for weeks in amounts as high as $600 and that I would need to file the claim but she could not see me being denied. I was denied based on conflicting info. What conflicting info? All I know is what I see on the Eppicard screen. With more digging, I found out that these Mastercards are not through Wells Fargo or any bank, nor are they covered by any laws or fraud safety net at all. Eppicard is a PO Box number address as private business who can deny all they want. I am still out $480.

    They held my unemployment benefits for 2 months without sending out a card. It was impossible to get a hold of anyone to talk to about this. Finally, I had to contact my senator to contact them on my behalf. Only then did they send the card and deduct $15 from my balance to pay for it! Since then there have been strange withdrawals that I did not make. The website never works to check my balance/history and it costs money every time I call the customer service number. I hate this company. Hidden fees were coming out the wazoo and there’s zero customer service.

    I went to Wells Fargo to withdraw my child support funds from my Eppicard. I was asked by the teller if I have an account. I said, "Yes, here is my debit card." The teller had to get the manager who informed me that this is not a Wells Fargo account linked to this debit card. In fact, this is just a pre-loaded gift card. Wow! Now child support is a gift and not a responsibility of the parent? This now explains why I can't pay bills online nor over the phone and Eppi(gift)card cannot be used at the gas pump. I have learned with this Eppi(gift)card, most companies will not accept gift cards over the phone or online. I have to go into the gas station for gas and pay all my bills in person. (Thanks for the gift card that requires exercise.)

    There are a few companies that do accept Eppi(gift)card and one is Verizon. Thanks, Verizon for accepting this gift card. Bank of America was the old card, never a charge to call just good old fashion help and answers. What the hell was the State of California thinking? Wells Fargo=$ for bailout. Wells Fargo holds child support for more than 4 days after the state sends it electronically (I have proof). Wells Fargo=interest $ from our child support. How convenient that all deposits to Eppi(gift)card always include the weekend. Really! Two more days of interest $ for Wells Fargo.

    Wells Fargo, shame on you, foreclosing on families and now stealing from the same children whose homes you already took. Wells Fargo, I hope all the states that hold Eppi(gift)cards figures out that you are a thief and robbing from our children. To the states that use this failing system, I'm sure there are a lot of parents out there that would be more than happy to let this interest $ go to parents who get no child support at all. I know I would. I just hope this doesn't fall on deaf ears.

    I have attempted to cancel my card for over a week and cannot get a human being to take my call. The automated system does not allow me to request a customer representative, which is just ridiculous. I need the card cancelled as I am not happy with the service at all!

    My account was supposed to have a deposit at midnight. Today is July 4 and no, my children do not have anything for the fourth of July because of these people. Someone got lazy in the office and forgot to deposit it in my account. Now we have to suffer with nothing for the fourth of July. How unpatriotic of them. Children without fireworks and now, we have to wait until the lazy bank does it at 5AM tomorrow morning. Happy 4th to your children Eppicard.
