    This past weekend I received a message from Eppicard that they canceled my card and issued a new one. They said I could expect the new one in 7-10 business days. I was confused so I called them. First they didn't want to give me a lot of info so I called back. They told me that their database had been compromised so they cancelled many cards and reissued them. I told them that I understand that but being this was their fault I shouldn't have to wait 7-10 days especially with this being the holidays. They said that there was nothing else they could do and that I would just have to wait the 7-10 days. I am changing my direct deposit ASAP as this company is not safe or reliable.

    I was buying groceries today and my card was declined even though I know I had funds on the card. I call the customer service line to find out they have automatically canceled my card and I should expect a new one in 5-7 business days. I wait on hold for forty minutes to find out why it was canceled. Turns out Eppicard canceled my card because I purchased from walmart.com which is located in in Arkansas and I live in California. So I asked the representative if that means I can't purchase online and she replied I can but their system might consider it fraud. So because I need groceries sooner than 5-7 business days and to be able to buy Christmas presents I have to pay a $20 fee to get a new card rushed to me. Eppicard has the power to hold your $ hostage by canceling the card at their whim, with no notification. If you get disconnected during your extensive hold time and have to call back you not only have to start all over with the automated system but also have to pay a fee. Eppicard has found a way to scam innocent people out of money that is meant to support children. I am looking into getting direct deposit asap!

    I went to a Chase Bank to withdraw money from the ATM; however it wanted to charge me a fee of $3.00, so instead I requested my balance. I received my balance, which stated $60.21, I proceeded into the bank and went to make a teller withdrawal so that I would not be charged, but the card declined twice only to make me go back to the ATM and withdraw funds. I called Eppicard customer service to tell them about the incident and asked for my refund and I was told that they needed to submit some type of ticket to see if the refund would be approved. I spoke to a Carlos ** and he stated that he has no authority even though he is a supervisor within the company and there is no one higher than him that I could possibly talk to about the situation. Even though the supervisor can see the mistake on their end, they still refuse to refund immediately, and make some excuse about the refund but when they want to take your money they do without reservation. I think this company should be charged in a class action suit. Does anyone know who owns this company?

    This is the second time I've had money charged to my card at $38.95 each time and it has been at beginning of the month. I have a ** child to feed as does so many others in my situation. I've tried to go online to check and see what's going on and it's asking for my user name but there's nowhere to make a profile online or on the phone!!! Not happy with this crap!!!! It's a good thing I found a job so I can cut this piece of ** card into little bits!!!!!

    When I received the Eppicard, I called the activation number and the system says it can't validate my information. I tried 10 times with all of the correct information. Now Virginia is putting my Child Support Payments on a card I can't use, with a company I can't talk to a real person. Thanks Virginia and Eppicard! Took long enough to start getting paid, now your FAILED new system is just holding the funds.

    I requested a card almost a full month ago. The automated service said it would come to me within 10-14 days. Still no card! I have tried to contact them to report a lost card, but it keeps asking for my pin. I don't have a pin b/c I don't even have the card! It asked me for my identification number and I didn't have one so it told me they would mail the number to my address, but it never came! There is no option on the phone service to be forwarded to a real person. There is no email to contact. There seems to be no one to answer my questions!!

    My wife is missing $350 from the account. It is not on statement or online. She had to call the service line (for a fee) then they say PayPal charged $350. PayPal doesn't have a record of it? WTH.

    I only recently received my card due to 10 months of no support received, but I am getting weekly payments again. I have used it POS 6 times and one ATM transaction with no problems, but I have added the new number to my PayPal account and have tried to pay online for items. Keeps denying me although I have way more on account than trying to spend. Also, I tried to add my phone number for low balance and deposit notification and it says it is a bad phone number. Very irritating because of all the hassle being without a card for so long has caused. Trying to get my finances back in order, but still cannot.

    Supposedly if you only enter the first ten digits of your Eppicard debit card it will automatically direct you to a live representative. Be warned that they will charge you a fee depending on what state you live in every time you call. In GA its 35 cents.

    Tried to use my Eppicard at the grocery store today, kept getting denied although I know I have funds on it. Finally was able to speak to a representative to be told they are updating their system and no one's Eppicard will work until it is finished. Told to call back in an hour and see if they are done. Pissed because most businesses will update their systems overnight so as not to inconvenience their clients. Not Eppicard apparently. This sucks.

    Can't get a live person. Called to report card stolen in April 2013. How do I get the money put back on to my account? Why no live operators. Why the .50 charge to check amount on card? Why no paper or text message when card is used? My son is 30 years old. What is the problem with the Virginia Child Support System? What # can I call to get a real live person!!! Mad as hell with all this **. I think they could do a much better job in Virginia to get my child support. It took them more than 25 years to make, John Steven ** the dead beat to start making payments. Sad after 21 trips to court and no payments. What is wrong with Virginia's system? It is in a sad state. Thank God I don't owe the IRS - they would make sure they got all their money at once. Not Virginia's Child Support System, they only care about not making the dead beats pay!!!! Fed up in Virginia.

    It took over 24 hours before I was finally emailed a new password to use. Be sure to check your spam folder or trash folder or you might miss the response. I wasn't happy with how long it took for me to access my child support balance and that's pretty important information when you need to know what's available to spend at the grocery store.

    I've read many complaints about this. I was logging in to my account online and I used my password, the same one I've always used, without error (!) and after the third time a message told me my log-in was incorrect and now my account was locked. I was supposed to now change my password. I entered all information required and the page just sat there. It's still sitting there after 3 hours. I hit the submit button a second time after nothing happened for 10 minutes. So I KNOW it's not an inaction on my part causing the hangup.

    I then made the dreaded call. Option this, option that... but no live person. There was no option to help me with my problem and no one to speak to. Finally, after scouring complaint after complaint online someone suggested this: Call the number, select your language and then sit and wait. Let it repeat the options over and over WITHOUT making a selection and finally, your call will be transferred to a real live person!! GLEE!!     The woman was friendly and helpful. Let's see if her help has paid off though. She submitted a "work ticket" about the website problem and they are supposed to contact me to resolve my log-in issues. GOOD LUCK EVERYONE! It's a mad, mad, mad, mad world... indeed.

    I called because other than a food store and Target, I can't seem to have access to my money. When I call, they say it is a problem with the merchant. Right, two other merchants have a problem, two don't and it’s someone else's fault. That doesn't even fit common sense. I ask for help and their idea was to repeat there is nothing wrong with the card. It's like if you don't ask the right question, you don't get an answer. I asked how I could get access to my money and “there is nothing wrong with your card” was the only answer. And if I got frustrated, they wouldn't speak to me because "my language or tone is against their policy".

    If the idiots knew what half the words I said meant, they would realize they aren't foul language, but just words in the English language so infrequently used because of the massive decline in the use of our expansive language. Great ethics Eppicard - withhold money from those that need it, like single mothers. Congratulations for hitting an all time low. And if there are restrictions on the use of my money, shouldn't I be made aware of it. Maybe then they would understand that taking my son to the craft store is a form of therapy for my apraxic child who has difficulty with fine motor skills, not just a way to have fun.

    You think this was a good ideal - it's not. I get unemployment. Florida wasn't happy with Eppicard. I closed my account, found out I can't use my other prepaid card because it's not a real bank so am forced to use this crappy service. First of all, damn Eppicard is prepaid and it's government run. Found out that Wells Fargo has nothing to do with Eppicard. So now when I apply again, I'll be forced to use this and I shouldn't have to be forced to use their service.

    I was sent a text by Eppicard stating that my account balance was less than zero, with a phone # to call. Upon calling, they asked for my account # and Social Security #. I then hung up and called my bank. They assured me that was incorrect. They were phishing for my information. They are fraudulent.

    The collection and transfer of my children's support payments is obviously being held for whatever reasons deemed necessary by the Company who collects tax payers and individuals money through many methods... I see nothing more than another credit card company just monopolizing upon an unfortunate... but real truth that due the unwillingness of too many noncustodial parents to directly pay child support to the custodial parent an opportunity to charge and retain millions of dollars annually is being exploited. This is not the first time I have been directly affected by the ridiculous practices of companies to mishandle money they have absolutely no investment in. Child support is not now... or has ever been a business... the companies retained by many states to handle the transfer of child support or only looking for ways to profit.

    It's easy math... millions of dollars per week "accidentally" held equates to big yields for business and unfortunately unforeseen and long reaching issues for the people the funds were intended. I personally have eaten enough B.S. for a lifetime. I am no longer intending to use Eppicard for any services and am going to do all I can to inform every single individual I know of the same. As long as people hiding behind company titles and B.S. protocol selfishly take and step on the backs of the the people they are apparently claiming to assist... then we as a country will not advance... disgusting.

    I have had the worst time getting a refund. Back in 2010, I bought something through the mail, didn't like it, returned it and have yet to get my money back. I have called them so many many times. I just found out that the case was denied in 2011 because I didn't have enough proof. But yet I never received a letter stating that, which they say they sent me. So I'm like, "Well I talked to somebody a year ago that told me they've received my delivery confirmation on Aug 23, 2012." Anyway now I have to reopen the case if I want my $160 back. I just can't believe they've drag this out this long and now are telling me it was denied 2 years ago???

    I gave them the emails I received from the company stating they had received the product and I would get a refund any day. They have the copy of the delivery confirmation stating the date the product was received. They didn't request anything else. That was the proof they asked for and more. So I'm gonna write up my new request now. They are very rude. I was upset. They have nothing to do with child support and they don't care to help you get your money back. I don't understand why so many companies need to be involved anyway. Can't the child support company be in charge of how we get our money? At least it should be a company that gives a crap. Very disappointed. :(

    I have been on the phone with Eppicard for 2 hours today & 5 times this week. Supposedly, direct deposit to my BankFIRST account is an option but no one knows the specifics of setting it up. I was told first I have to get their card & then call back (which is $0.50 every time you call). Originally I called on Monday to ask about it & while I was telling the guy that if I couldn't get direct deposit then I needed the card overnights & I would pay the $14 fee. He had already taken it upon himself to order a card regular mail which he then had to cancel. I verified twice that I was not being charged for anything & that when I was ready to order the card after the state put my funds on it to be expedited, that I would not have any charges except the $14 because we are to receive a free card once per year. Of course he said not at all... The replacement card would be free.

    He sounded like he was lying so I called right back after I hung up only to speak with another associate whom stated there was a card ordered for me regular mail. He cancelled that transaction & assured me again I would have no issues when I was ready to expedite after the state issued my funds. So, I called back this morning to order the card & of course it was $14 + another $4 because I had already received a card. (In reality, I have no card). I was transferred to a supervisor in El Paso, Texas named Sergio who swore he would handle it. I asked him about how to set up direct deposit & ended up being transferred to another female associate who said EPPI had absolutely nothing to do with direct deposit. She transferred me to the state child support office.

    At this point, I had been treated so rudely & was so frustrated with sitting on hold for so long that I ended up crying to the gentleman from the child support office. He explained that they truly have nothing to do with direct deposit & politely stayed on the line while transferring me back to EPPI. I then spoke with an associate named Amy in Austin, Texas who initially gave me 866-561-8019 to set up direct deposit, stated that I would need to order a card through EPPI to use the current funds & all future tanf &/or child support payments would go to my personal bank account after the direct deposit was officially set up. I then told her that Sergio should have already sent me a card expedited. She said that transaction had been deleted because I ASKED ABOUT DIRECT DEPOSIT!!!!! Unbelievable. She then ordered the expedited card yet again........ & I was now charged ANOTHER $4 fee because I had already received my 1st free replacement card (which in reality I still don't have).

    I was then transferred to yet another female supervisor who was by far the rudest associate out of everyone I had spoken with. The story continues but I have carpal tunnels & my wrist is seriously hurting...... She did not remove the $4 charge & advised me to allow 5 business days for a resolution. She yelled about some things, placed me on unnecessary holds & for the grand finale --- HUNG UP ON ME WHILE I WAS STILL SPEAKING. I can't believe the state treats taxpayers like this. UNBELIEVABLE!

    Please be accurate and fair... Okay? I received my child support card in the mail 2 years ago and I read all of the "rules".

    -CS charges you a $25 fee twice a year. (I didn't read ANYTHING that said they would charge you for the account when your POS ex spouse wasn't working for 7 months, so as soon as cash hits the account you are going to be charged both $25 fees!) ... But I was! :)

    -Child support will call you when a deposit is made to your account if you would like? (If you don't choose this option though we will charge you 50 cents for EVERY phone call you make to check your balance!) :)

    I guess that doesn't seem like much. Maybe some of you out there are moms that get $750 a month for 2 kids like my husband’s ex wife. I am not in that boat with you though. I am in the sinking ship! I am remarried with 1 child from my previous marriage and 1 from the current. My husband does EVERYTHING to give us EVERYTHING and BOTH of us wish we could afford to take care of EVERYTHING! That's not how it works though and most of you know that...

    I was "awarded" $140 a month in child support. I get $66 twice a month because the DA's office told me that twice a year I'd receive the difference. It's been two years and I don't know what the hell they are talking about! WHERE'S THE DIFFERENCE?????

    To all of my AMAZING stay at home mom friends: I AM SO SORRY AND I FEEL FOR YOU! Let’s all get real...There is NOTHING WE CAN DO! We see our working mom buddies and we feel like we aren't doing enough... Especially when they are working and having trouble getting ends meet, while we are "just staying at home". But...I know that all my stay at home mom friends know how hard my job is and they take ZERO offense! :) (Love you all).

    I've had nothing but problems with NJ Eppicard. I wait forever to receive my child support, which as we all know is not play money for us. This money is needed to keep a roof over my child's head, food in his stomach & clothes on his back. I have to reset my password every time I log into their website. I'm so frustrated that there has been no Government interference in the unethical business practices of this company, that I'm willing to forgive my ex's arrears & handle the child support amongst ourselves just to avoid this nonsense & get my son's money every week as I am supposed to. I don't know where to begin to get help resolving this company’s negligence so I feel this is my only option. I can't tell you how many times I've been late with a rent payment & had to pay late fees because my money is not available when the NJ Child Support website says that it's been disbursed.

    EPPICard is a ridiculous card! I have sufficient funds on my card and when I try to make a transaction it tells me my card is declined!!??!! RIDICULOUS! Then when I attempt to contact their customer service, well guess what, it's only an automated system!? There are NO live employees that can assist with my issue! Very very frustrating. California needs to switch back to mailing checks or using a card service that people will be able to speak with a live person! Thank you.

    Been having the same problem... can't get a person to talk to. Need to get proof of child support for 2012 for daughter's college... They say should be able to print out a deposit only paper for 2012 showing this but I can't find it anywhere nor can I get someone to help me.

    I received a text at midnight telling me a deposit has been made. I went to the store to make a withdrawal and it declined. I tried again, same thing. I went home, waited an hour and then called to check my balance. It said I was $1.39 overdrawn. Three hours later I called and I was $2.89 overdrawn. I was told there was no charge for balance inquiries.

    The day the State of Alabama Child Support Services switched over from paper checks to this EPPICard was a mistake. There is no such thing as customer service with this company. Everything is automated and when you select the correct entry following their voice prompts, you get disconnected. There are no live people to talk to. I had problems setting up an account online and now a year later, I still cannot change my disconnected phone number online to my current phone number.

    Additionally, I cannot use this card everywhere like they claim and have to withdraw cash which takes away from our money because it charges ATM fees no matter where you use it - even their so-called approved/fee-free ATM locations. The State threw us to the bus on this one too. $25 a year to collect and it takes 3 ATM withdrawals to get my money off the card and 3 ATM fees which are now $4.25 per withdrawal. So beneficial for state aide? My answer is no. Rip off for the state to not have to do their job and keep an accounting is what I say. I wish there was a class action suit against the State of Alabama and EEPICard because I would certainly join in.

    I've had my cars declined multiple times WITH sufficient funds. After I finally found out the magic way to get a live person, they informed me they were having issues statewide. My payment is pretty late now, by no fault of my ex or his employer. Eppic customer service = rude and they knew nothing. Told me to go to a bank that supports MasterCard to withdraw my funds for free. I tried that and the bank had no idea what I was talking about. I could take an advance ...WITH A FEE. We rely on this for bills, food, etc. This is so ridiculous... I want the other service back.

    Indiana eppicard website is horrible. The website often comes up with an error when trying to log in. If you can log in all you can really do is see your balances and activity. You can't change your preferences like your email or phone number. You can't transfer funds from the website. You have to call in and go through this process of menus to finally get a transfer done. The website needs to be updated so it's actually something that can be used without having to call in for everything.

    Today, 6/13/13, I called Eppicard with regards to a deposit of $402 that posted to my account yesterday and when I went to the bank to withdraw the money, I was shocked to find it gone. After going to my bank, Wells Fargo, to see if it was directly deposited into my account, they had no knowledge. So, I came home, called Eppicard and after about 2.5 hours of the worst customer service, 3 hang ups, holding for over 47 minutes, I was told it would take up to 3-5 days for money to hit my account. When I mentioned that there is NOTHING on the website that says that, I got hung up on again...

    I then continued to call back asking for the manager and after 6 calls, I spoke with a supervisor. EPPICARD is the WORST UNPROFESSIONAL company in the United States of America and something needs to be done about their unprofessional attitude and rude behavior leaving people on hold for almost an hour and then hang up??? We consumers don't have a choice with whom the state of Nevada chooses to do business with. However, it's up to you to take a look at how many complaints - over 287????? Do something about them please!!!!!

    This is the WORST PREPAID CARD ever. This card is supposed to help their customers avoid fees and have easier access to their money, not rip their customers off. This is a Public Assistance State prepaid card. There should not be any fees attached, not even ATM fees. The State can be reimbursed all these fees imposed by Wells Fargo and Wachovia Bank, from the Federal Government at the end of the Quarter or Fiscal Year.

    This card symbolizes and represents just how the State treats the people they assist. Wells Fargo and Wachovia Bank do not treat their regular customers with poor customer services. Since this card is a public assistance card by the State, these banks treat these customers like poor, uneducated, and lower level people. I have a regular checking account with Wells Fargo, and their customer service representatives treat me with 5-Star service. I am not charged at all for calling customer service, and I call them often.

    Wells Fargo and Wachovia Bank charge the State some of these fees, and the State turns right around and imposes these fees on their customers. Every customer on this Blog write about their negative experience with this card, and some customers are from different states. The State, BBB, and the Consumer Affairs Agency has to know there are problems with the service with this card, and yet nothing has been done about it. I have since cancelled my Regular Checking account with Wells Fargo and the EPPICARD with the State, because of the poor service associated with the EPPICARD.

    I had an interesting experience that led to my current employment ending on good terms, but required that I find work again. I am highly employable so I am not too worried about that and certainly don't consider myself a deadbeat but I did file for and do now receive reemployment benefits with the state of Florida. After claiming my first week of benefits, I saw this option to receive the benefits on a prepaid debit Visa and saw some tag lines also about how the deposit would hit one day earlier than direct deposit as well. I also noted somewhat uneasily that this was the default payment option to receive benefits by the State of Florida's Department of Economic Opportunity. You actually had to go to a link and specifically request direct deposit in lieu of this debit card Visa program.

    I received the card and the first payment with little delay. I called and activated the card with no problems. I did notice that Shell gas stations do not take this card at the pump and I found that odd. All other debit Visa cards work at those stations, including Walmart cards. It wasn't until today, when I was nosing around online in the new account I set up that I noted some major problems that confirm all of the complaints about this company's predatory billing and fee practices, in addition to their fraudulent statements about what they provide and how it is billed. The Florida DEO website states that the bank behind this card, Wells Fargo-Wachovia, provides 5 free phone inquiries per month for the card. Well, I just checked my cell phone records and what they have billed me and I count 8 phone calls, including the activation call on May 13, 2013. Wachovia has itemized five fees however for balance inquiries. Something is not right there. So I have had the card less than 2 weeks and already have a problem.

    Balance Inquiries: you don't get to pick whether you are making those or not folks. Call 1-888-898-3584 and enter your language option, your card number, and your PIN and guess what? You get your balance quoted back at you automatically, without a choice in the matter. And that is a billable item, per Wachovia. If you are calling for a dispute, to report a lost or stolen card, or change your PIN whatever, you get your balance spoken to you first so that call will be charged to you. Pretty nasty business these folks are into. I called in today and the phone system told me that the deposit for this week's claim is not in yet. I am also racking up 50 cent charges for these calls, btw, as mentioned above. I logged into my Eppicard account and the available balance said the deposit is in. And it also showed call fees after the date of the deposit, and claimed those call fees are throwing the balance into over draft, in spite of the deposit sitting there as plain as can be as the available balance.

    The deposits take 24 hours (or 48) to post to the account, I get it. But I had to smile when I saw the way the calls are being handled and billed. Pure genius! And pure greed. Once my deposit hits tonight or tomorrow night, we will see how those fees settle out and what this bank thinks it is going to get away. I fully intend to launch the FDIC, or FTC at them for these kinds of business practices, especially as I have phone records and online statements printouts to prove my point. I did file a complaint with the Florida Department of Economic Opportunity a little while ago however to let them know their website statements of services for this card are not being followed by the company that I can see and thanks for feeding unemployed consumers to yet another corrupt, oversized corporation that utilizes predatory disclosure (or lack thereof), billing practices and limited customer service to deliberately nickel and dime already cash-strapped unemployed out of their grocery and gas money as they go about job hunting.

    I also intend to write my state rep about this one just to let them know we know they didn't have our backs on this decision to save money on check printing and go with some lousy bank card program like this. Ain't life grand when your state and federal government is in bed with big business? I would recommend direct deposit to your usual bank, if you have one. If you do not, use a Walmart money debit Visa or Mastercard. GE Money Bank runs those cards. I used one for a year and they give you routing and checking account info to direct deposit your benefits into or your paychecks. They don't charge fees like this. The money is either there or not, no over draft fees. The card is free as long as you direct deposit also. You can't write checks but I just grabbed money orders and stopped sweating float times and clearances. You have online account access to print statements and you can text request balances for free right to your cell phone. Wachovia will only text or email or call with deposits, nothing else. Good luck and happy job hunting folks!

    After reading the comments about the Eppicard, my hopes for getting it today are going down to nothing. They make it sound so fast and easy and if I had spent more time reading about what had happened to all these people, I would have just stayed with a paper check. Eppicard is supposed to be faster but nobody says how long it could take just to get the card. I'm desperate and I can't wait even another day until my card gets here much less 7-10 days.

    Is there anything good about this card? No! It sucks - totally (swearword) sucks! If you have anxiety, calling them is suicide! It's impossible to talk to a live person. Automated roadblocks ask you to enter all your information and then ask you to choose from yet another selection of numbers! They voice route call endlessly until you give up or it just disconnects you saying, "Goodbye; call back later." My last calls took 34 and 43 minutes each without one chance to speak to someone. Many more complaints but I can't waste more time on this crap card.

    When we were switched over to Eppicard for child support, I thought it wouldn't be a big deal. I was wrong. The card took two months to get to me. I had received two payments on it, but the money was useless and we went without things that we needed. The card is declined a lot, especially online and I can never be sure that I can use it when I really need it. Can I use it on Amazon.com to get my daughter new shoes or diapers? No. Can I use it a PizzaHut.com? Yep, no problems. Could I use it at a random convenience store if I were stranded and alone? Who knows. So I have no idea what's going on with it, where it works and where it doesn't, and it's really problematic.

    Also, I've never even heard of this bank it uses. We don't have one of those anywhere around here. If I want to get money out at an ATM, I'd better be prepared for a fee. I shouldn't have to pay to take my unusable money out, just to make it accessible. That money is to support my child, not the bank with their ridiculous withdrawal fees. I have no idea why they decided to switch us from Chase. I'd never had a problem with them.

    I would like to first say good luck to anyone who has to do business with Eppicard or whatever they are known by in other states. I can honestly say it's been my absolute worst experience dealing with customer service ever! You would think that a company that is in charge of handling money for child support payments that's meant to be distributed to children or to parents for their children would at least be, oh I don't know, reputable. The only reputation this company has is for being liars and thieves! They have multiple call centers in multiple cities and guess what? You never know who you're going to get! Believe me when I say you will get a new customer service rep each time you call and conveniently each one has no clue as to what the last one may have said or done regardless of the fact they supposedly document your call. Ha!

    My child support debit card experiences are relatively recent and by what I've been reading on this site, some of you have had some pretty nasty experiences as well. So what I'm going to say may not surprise most but it's still sickening nonetheless. I discovered on April 12th that I was being charged $1.50 fee at a surcharge-free ATM. And because of this fee I incurred at an ATM, I was also slapped with an insufficient funds fee (NSF) as well. So it seems pretty cut and dry that I should be able to speak to someone and get my money back, right? I filed 2 claims with them - one for the 4 times I was wrongfully charged $1.50 at a surcharge-free ATM and the other claim for incurring insufficient funds fee because their ATM fee left me with less money than the ATM receipt showed.

    (By the way, they know the fee is not reflected on the receipt.) Ah no! I waited the 5 days for someone to review my claims or tickets and on the 6th day called to check why the money was not refunded. To my shock and dismay, I learned that not only was I not being refunded and this came from a manager according to the customer service rep but I was being denied for, get this, a technicality! Yes, I said a technicality. I was stunned and I asked what technicality and the only response I could get from them was "Please refer to your terms and conditions statements you received with your card" like there was going to be some magical answer in there and it would all make sense. I said I read the fine print and it did not say anywhere that they could charge me at an ATM that was supposed to be free.

    I talked to customer service reps and a few managers. Some of them seemed understanding and some of them wanted to blame me for going to an ATM that wasn't surcharge-free or telling me it was a denial fee but in the end, I proved to each one I spoke to that I wasn't in the wrong and I wouldn't give up until my money was refunded. I called these people daily and finally threatened to file a complaint. I said, "You're wrongfully charging me at a surcharge-free ATM and I now have insufficient funds fees because of the money you took that put my card account lower than it should have been. If you don't refund my money, I will file a complaint." This very same day, I was refunded the money for the ATM fees but not the NSF fees.

    It took more than two weeks of daily phone calls, speaking to more than a dozen reps and telling them that I was filing a complaint against them to get even a partial resolution but it doesn't end there. This company is knowingly committing fraudulent practices and unethical practices as well. I am filing a complaint here and everywhere else I can until something is done to protect us, the consumer. Shady companies hide behind poor customer service reps and P.O. boxes. By the way, Eppicard has an F-rating with the BBB, so card users beware!

    Why Nevada unemployment now uses Eppicard to disburse benefits is beyond comprehension. Original card was never issued after waiting three weeks. I tried to call the number but the menu options purposely don't offer an opportunity to speak with a live human being. It is deceitful to the public and they know it. After listening to the menu forever and not pushing any buttons for five minutes, I was finally transferred to someone. When asked where my card was, they informed me they tried to mail it but it was returned (lie #1). I confirmed my address on file was correct. They said they would reissue a new card but I had to pay a reissue fee (ripoff #1) and it would take 5-10 days. I explained I couldn't wait that long.

    They said I could have it expedited for an additional $12 (ripoff #2). Having no choice, I agreed. They said it would take 2 business days (lie#2). After waiting all day on calendar day #5, no card showed up. I called to get a tracking number and after two hours on hold, they said they never issued a replacement card. I was furious. So they said they would issue another card and would not compensate me for shipping charge for their error (ripoff# 3). Now, I will call them every day to see if they drop the ball again. Worst customer service, worst accessibility for people trying to call, worst website. They do not do what they say and extort funds from public with excessive fees. Worst decision any municipality could ever make contracting with these idiot con artists. Thanks, Nevada!

    Back in Dec. 2012, I ended up having to have a card expedited to me due to the customer service representative canceling my card. I was told the card would be here in two days. The card came three days later. I called the service line and was told my money would be refunded due to the lack of communication. Upon looking at my card, I had realized not only had they taken the said price mentioned, they took an additional service fee. I have been calling and asking about money being returned and every rep I have spoken to has stated they would put in the proper paperwork. Well, after numerous calls, I have learned to realize they haven't done anything or then say they are. It's now April and I still can't get the said money returned to my card. I have spoken to numerous supervisors who seemed not to care either way.

    After several attempts of trying to get my address changed, I finally had to go through the Texas Child Support Office. My expiration is date is nearing and guess what, I no card yet. They did this the last time my card was up for renewal and I had to pay the $15 overnight charge. I'm beginning to wonder if this is a practice they follow on a regular basis to line their pockets. Texas, we deserve better.

    Wisconsin Child Support switched over to the EPPICard in February and it was one of the worst moves they could have made! This card is absolutely horrible, tried to add money to my kids' online school lunch accounts - declined! I tried to pay the monthly payment for my son's braces online - declined! I tried transferring money into my main checking account - declined! The only way I can access my child support is by going to an ATM and withdrawing the money and then incurring a fee! And there is a max limit that can be withdrawn per day, so I can't even access all of my child support at one time! And not to mention how stupid I feel when the card gets declined and there is more than enough money in the account!

    After reading all of the complaints on this card, I am amazed that this company is even in business and even more appalled that the State of Wisconsin would decide to go with this card regardless of all the problems people have had with it. Way to go Wisconsin! As for me, I'm opening a new account at my main bank tomorrow and once I have gotten every last cent out of this EPPICard account, I will be burning this useless POS card!

    I called over a month ago to change my address that is associated to my EPPIcard. I had to call 3 different numbers to actually get a person that could do this procedure. For the record, this should be something that can be taken care of online. My EPPIcard is about to expire at the end of the month, and I have not received a replacement, nor has the address on my account been updated. I have called all the numbers that I called the first time, but now there is no option to talk to a representative at all. Again, this issue cannot be resolved online. The websites that the telephone lines suggest to visit do not provide any more information than the automated service on the telephone. It is one giant circle.

    I now have a second issue with a child support payment not being received. My case is an interstate case. Illinois claims to have gotten a payment, but this does not reflect on my Florida EPPIcard. Again, I cannot find anyone to talk to. I have remarried and my husband is in the military. We now move frequently. I truly need to get this situation straightened out and I have no idea where to turn for answers. I do not like this company or the way that anything is handled. If EPPIcard is supposed to be like a debit card, then my account should be far more accessible in a manner similar to my bank account. I feel as though the funds rightfully owed to my child are out of my hands. At this point, it would actually be easier if my ex could send a check directly to me, but I don't want either state to think he is not paying.

    This company is a highway robbery. They charge $1.45 in fees in addition to $3.00 at the ATM machine when you draw your money. I could not find a disclosure on their website regarding that. Please stay away and if you cannot, then draw the maximum allowed or take all of you money at once. It’s best not to use them.

    Why Wisconsin changed over to this piece of crap card I will never understand. It’s meant to be used on the children, but I have to either pull money out of my bank’s ATM or through a teller for it to work. I tried to buy my daughter’s clothes online through old Navy. Declined. I tried to add lunch money to her account at school. Declined. Seriously? I'm trying to feed my kid with child support meant for her, and the child support card doesn't work; but it worked when she wanted to get cheeseburger from McDonald's?! So McDonald's, yes; and school lunch, no? It makes so much sense Wisconsin EPPICard!

    Technically it’s not even a debit card. It's a prepaid card and many businesses don't take them. I haven't found an online service to take it yet. And to get an actually customer rep on the phone is next to impossible and when/if they do answer, they are so unknowledgeable about how their own product works. I'm better off asking my 6 year old because she knows as much about the card as they do. Worthless card. Worthless company. I miss my Chase child support card terribly. I can't deal with having this card for 3 years! EPPICard, get backed by a real bank so we can use our cards like we used to!

    My Eppicard expired and I never received a new one. When I called, they said they would send me a new one within 5 to 10 business days. By the third week, I still didn't get my card. I called again. They were no help saying I would have to pay $15 for a next day delivery or they would send out a third one. I asked to speak with a supervisor and they had me on hold for an hour. This happened twice. That was two hours of hold time and nothing has been accomplished. They could have at least waived the fee. I don't know if they even send the card off.

    I tried to activate my son's phone with Cricket via telephone. The company took $51.00 and never activated the phone. I spoke with a Cricket supervisor (in another country) and was told to contact the bank and they would refund my money. Thinking it would be easy because I had no product from the company, Cricket had nothing to show for taking my money. I contacted PA's Eppicard customer service. I was told I had to complete a form and they would investigate. I completed the form and explained in detail. I received a letter saying the investigation was closed and I would not be getting my money. I contacted them. The representative mistakenly revealed they received my forms the day before they sent the letter out.

    Obviously, there was no investigation. They did not even contact Cricket who would have told them I did not receive anything from them. Now I am told to go to Cricket's office and prove that I have no active account with them. That's like going to a store and being told to prove I never purchased anything from the store. I guess I have to get them to write a letter. Any other bank would have given me my money and performed an actual investigation. I will go to the store; however, if I am unsuccessful, I will file a complaint with the Attorney General and contact my state representative.

    I receive child support on my Eppicard. I took $640 out of an ATM owned by Bank of Oklahoma on January 5, 2013. The money was never dispensed from the machine. The cashier proceeded to tell me that the machine was having problems all day. I then asked him, "How do I get my money back?" He stated that it was between me and my bank. It was my Eppicard. I called them and after about 45 minutes, finally I got an operator. They informed me they would send out forms for me to fill out to dispute the charges and would give me a provisional credit. I was informed it would take about 45 days. I never heard from anyone so I assumed all was fine.

    On Feb. 2, 2013, my next child support payment was deposited. I called to check the balance and was told my $640 was taken back. I called them on Feb. 4th, 2013. I was told that they had until the 15th of February to finalize my dispute. On Feb. 12, 2013, I got a letter in the mail dated Feb. 4th. The same day, I called, they informed me that they had closed the investigation and the documentation they received stated there was no ATM error and my money would not be issued back to me. To date, I have contacted Eppicard. After an hour and 45 minute wait asking to speak with a manager, I got hung up on.

    I have contacted Bank of Oklahoma, Loomis, Ok.gov/banking, The Office of the Currency, and the Consumer Financial Protection Bureau. No one has been able to help me and I am still, 45 days later, waiting on my funds. When you live at poverty level, you count on child support. I don't know who else to reach out to, but there has to be someone who knows there is something fraudulent going on. Help!

    I have an Eppicard issued through IN state. On Jan. 28, 2013, my bank went to transfer $300 from my card and put it into my account. When the machine printed a transaction receipt stating "host not found," we thought it just didn't go through and the machine at the bank was down. I went to another branch of my bank and tried to have the money transferred there but found out the $300 was pulled from the first try. The bank says there is nothing they can do because there isn't an actual transaction number for them to cancel, so they contacted Eppicard to try and straighten it out for me. We worked on it for 3 hours, mostly on hold and got nowhere.

    It is now Feb. 13 and I have been on hold for 1 hour and 20 minutes while a manager told me he just needed a minute to look up my account. Seriously, a minute is not an hour and 20 minutes. I have spoken multiple times with their level 2 people and continued to receive different answers on how to get my money back. The bank has faxed multiple letters requesting the money be put back on the card and has gotten confirmations showing the faxes were received. I don't get why I can't just get my $300 back.

    I don't understand why Florida changed from sending a paper check out to putting it on a card. I have several issues with this card. I have been going through this since August 2012 and now it's January 26, 2013. I have to make withdrawal for my kids' lunch and after school activities twice a month. So I used the PNC Bank as they asked of me and I won't be charged if I do. I have been charged .95 cents for that withdrawal. They say the first withdrawal is free, but I have been charged every time I make a withdrawal. Then on top of that, I called 4 times to complain about this matter that was supposed to be handled since August 2012. Now today, they said I have to be charged .25 cents per call because it's considered a balance inquiry.

    I didn't call to see what my balance is; I called to get this initial .95 cents corrected because it's supposed to be free at any PNC Bank. The rep told me she saw that I called on Jan. 5 and ten days later, the ticket was closed, which means someone just looked over the ticket and closed it, but didn't credit me back my money from August 2012. I mean they don't understand this is the kids' money and this is how most of ill kids survive. They need to stop taking the kids' money. It's already bad that some of us are barely even getting child support and the ones that are getting it, Eppicard wants to charge a fee and take the little we are getting.

    Shame on you Eppicard! But I will be doing more research on this because it's just not fair for my kids to suffer if the money is being sent. 95 cents or 25 cents may not be much to some of us, but it adds up eventually to money that could have been used towards the kids instead of an ATM fee. I will be contacting my local CS office to cancel this card and have my money sent to my bank account because this just makes no sense. Sad situation for ill kids!

    How come this so-called Mastercard is not accepted. Over the phone, I tried to get my daughter's medicine at CVS and it did not go through, and I can't pay for gas at the pump? And another thing. Why does it take 48 hours to put the money on this card? I don't have a bank account so I need this card, but not all the headaches that come with it or the money they charge to use it! Something needs to be done to fix this.

    My Eppicard, which holds my child support info, was stolen. The person made a fake card and spent all $260.74 on the card a week ago. I called the minute I found out about this and was issued a new card nine days ago, but still no card. I was asked a million questions to start a case to later find out a case will not be started until they mail you paperwork, you fill it out, and they get it back. Now I have received child support again this week and cannot touch it because I have no card still and I am told if it does not show up in 10 days, I should call and wait another 7-10 days for another new card. I have called everyone I can think of to try and get my money and only had one person help at child support region office. I emailed her the complaint and she is sending it to the person over the Eppicard vendor. I hope something gets done. I just switched to direct deposit so I don't have to deal with them once my stolen money is back in my hands.

    This Eppicard does not work in most locations. It doesn't work at gas stations, Costco, or many other places. It is a complete embarrassment and a pain in the butt to deal with, and to think that Visa gets a cut of every transaction! I can understand if it was for welfare but not for unemployment where the holder has paid into the program fully through their employment.

    I have followed all the steps to file a fraud dispute and nothing has been done. When you finally get through to a live person, they say they are only the customer service and have nothing to do with the fraud investigation. The customer service supervisor admitted that because they are a middle man and not the bank, you are not going to get the same kind of service than you would if you were dealing with a bank. Do not use this card for deposits.

    The PA Unemployment Eppicard number is 877-406-8257. The PA Child Support Eppicard number is 800-3041669. I tried to log into the online system and it deactivated my card for some reason. I tried to call the PA Unemployment Eppicard number and was on hold for 1.5 hours. I tried again several times - sometimes it said my number was invalid using the online prompts and then it would hang up on me. I wasted an entire afternoon trying to get a "live" person. I then tried the line for international customers and was directed to a different US line which also did not pick up. Finally, I tried calling the PA Child Support Eppicard line and was told I could not be helped because they do only child support cards. She then transferred me back to the line that I had been on previously which no one picks up.

    At 4 pm, after I was online waiting or the local unemployment office to pick up, then a message came on saying the office was closed. Next, I called the child Eppicard line again and got someone fairly quickly. She started to say that she only did child support cards and I told her that the people doing the unemployment cards were the same bank and probably sat across the aisle from her. So, then she told me that she just needed to switch her system to the unemployment side - the other employee that I talked to 2 hours before was too lazy to switch a computer screen.

    The outcome was that "somehow" my card was closed - she claimed that I must have done it which I did not - I've never used it before. So, a new card is coming now because they could not reactivate the one I had. So now, I still cannot access the funds - very frustrating - sad that this is done to people who need the funds immediately - we're unemployed for God's sake. So, my advice - never call the unemployment Eppicard line. Use the child support number - don't use the debit card if you can avoid it.

    Customer service - The number on the card gets you no person to speak with. Here’s what to do and some info on what the problem may be. If you call the number on the card, do not press anything, just wait, and after many attempts to get you to input info and you don’t, it will switch you over to a person! Now, Eppicard is the servicing company only. They don’t have anything to do with how much money is put in or when it’s put in, etc. Eppicard just maintains the balances and statements, etc. For instance, I had a $140.00 deposit onto my Eppicard and it shows up as being available at one minute after midnight but it’s actually not available until after 12:00 noon or 3pm here on the East coast. I am not sure why there is this discrepancy. But call your local unemployment office and complain if this is happening to you. If it shows as a cleared transaction at Eppicard, it should be available to you, not twelve hours later.

    Wells Fargo Eppicard for child support is a horrible service. It charges you at the ATM to check your balance from their ATM machine. It charges you to check your balance by phone. If you can't check the balance and then try to take out what is supposed to be in there, you get slapped with another fee. If Monday is a holiday, they are late with the payment being deposited. Since you couldn't check your balance and decide to buy something, an overdraft will be there. Then there is another fee. You can't check your balance online because of online issues. (Really, it's to make money off ATM fees.) Here is the message from their website: It has been there for a while now: "We are experiencing technical difficulties. We are working to resolve this issue. If we are in the middle of performing system maintenance, our site will be functional once this maintenance is complete."

    This company is scum. They make their money by price gouging child support. Why did child support change banks? With Bank of America, as long as you checked your balance at their ATM, you would not get a fee. Not only that holiday or not, the money was always deposited when it is supposed to be. This is ridiculous. Hey, Child Support Offices that use this card, stop! You're not doing us any favors. You're doing our children a disservice since this company likes to steal from our children. I want the option to have a paper check or use a different bank. Why is there no other option than using this company? If they are broke and have to take to make up their profits from anywhere including using filthy practices like this one, why would you want a business relationship with them?     Apparently, now I get charged $25 every year and it comes out of my child support. Instead of them charging my father for the fee, they take it out of my child support. I was looking forward to using the money to go shopping on Black Friday. Now I can’t do that. It’s disappointing because right now everyone in my household is broke and I got to use my child support money to help around the house. Meanwhile, I have a phone bill to pay soon and now my father is being a ** by not paying me every week. I think it’s totally ridiculous that my child support has to be affected for service fees. I rarely get child support and to take $25 out of that leaves me with partially nothing.

    I have the Mississippi Eppicard for child support. I was receiving deposits on my card pretty normally, but now it is taking 2, sometimes, even 3 weeks to get it, making me behind on everything. This is ridiculous. I have seen tons of complaints and I think something needs to be done to go back to regular checks or something. And my ex also showed me how they are taking it out every week. So where is it?

    You cannot find a Pass Money ATM here in my city. Therefore, I have to use a non-pass money ATM that not only charges me a fee to use, but EPPI also charges me a fee for using a non-pass ATM. You cannot withdraw more than $200.00 per day and if you go over two ATM withdrawals in a 30-day time frame, you get charged a fee. I already pay DHR annually to handle my child support and then they link up with a credit card company that makes money off charging you fee after fee. If you call customer service, you are charged a fee. And good luck if you can get a human being to speak to because their 800 number is automatic and loops. If I am taking my son to the doctor 300 miles away, I can't even use this card at a gas station pump for gas to his appointment which is part of his maintenance. Whoever the politician that agreed to going check-less and using EPPI for child support was a pure idiot, and I and my children thank him/her very much.

    I have been trying for days to get through to a live person at the California EPPICard to no avail. They don't give an option to speak with a live person. Now I'm on hold with California Child Support Services, maybe they can suggest a way for me to get through. They need to switch back to Bank of America; they did a far superior job. This Wells Fargo card has a fee for everything, including checking your balance through the automated system.

    Lack of professionalism - On October 25, 2012, I ordered an Eppicard because of my other one being lost. I chose to pay the $15.00 fee to expedite to me. Sad to say, I received my card on November 6, 2012 at 6:50PM. I had previously called their offices to find out where my card is and they couldn't tell me. I spoke with two individuals who could not find a tracking number for my card. I called and reached customer service, who is trained to not let you speak to a supervisor.

    The total lack of customer service via an automated system is only worsened by the lack of adequate account information. Unless your question is part of their canned response system, you will never get an answer as they don't provide any means to speak to a human. After signing up 3 times, the system finally accepted my usn and psd but provides only 4 months of account data! What gives with that? I've had the card for 1 year now. If given the option to use EPPICard vs. Direct deposit, don't do it. You will never get a problem resolved!

    I received a call about 2 weeks ago from EPPICard, letting me know someone has used my Alabama Child Support Card in France at a company named "Sebastien Astru". I was told I would receive the last two months' transactions. I still have not received this. My children's money has been stolen and the Alabama EPPICard will only go to automated system. I have tried everything and cannot get a representative to speak with me. EPPICard will not refund my money until they reach the company that used my card.

    I googled the company "Sebestien Astru" and there is no company. I have made several attempts to call my child support MasterCard, EPPICard, and cannot get a representative on the line. I've been robbed. The Rainbow City Police Dept. wants information because they have confirmed there is a credit card scam in this area and they want to turn it over to the FBI. However, I cannot get hold of a human being with Alabama Child Support, EPPICard MasterCard in order to get help and the paperwork they failed to send to me as promised.

    Funds transfer does not work on the website. I wish to transfer funds, and when I click Transfer Funds on the website, it shows Account Type, Account Number and Routing Number but there are no boxes to fill! And at some point, I figured this out after trying 3 different browsers, highlighting the entire page, and filling the boxes. But then there's no Continue button to click. All you can do is fill in the boxes with your numbers. So, I called customer service. That was bad because there's no way to speak with a real person. However, I found that by pushing 4 (sorry, it was a few steps into the call), I was able to transfer funds over the phone.

    I never knew they charge me calling them to ask them for help every time, or to check my balance. That's just plain stupid. They think that the money I get from my son's father is enough. It's not enough, but every penny counts and now EPPICard wants to charge me every time. Also their damn system is always down WTH is that really?     Last week was the straw that broke the camel's back for me with these people! I have had numerous problems with them and their lack of service since last November. I have dealt with fraud, no number offered to speak to anyone there to resolve other issues, fees like I have never even seen before (even with legit banks and debit cards). Well, last week, my benefits were not delivered to me on time. Again, no help was provided. Instead they were mad at me for even calling to try and fix the problem (after 6 attempts to get someone alive on the phone). They had bad manners and an attitude towards me. Well, I guess now they are punishing me since, again, my payments aren't there on time. They can hold them up to 48 hours (last week it was even longer) and now that I have been blacklisted there, I will not get them again until they are late!

    I can't wait for this money. Hence I collect child support in the first place! I can't call because just to do that they will charge me a fee (out of my child support) that right now I don't even have in there to give away! Why can they have no number to talk to someone directly when their main objective should be to help those affiliated with them and the service they are supposed to offer? The people who work for this company act like spiteful teenage girls! I will continue to speak out about this until it is changed! I will write to Tom Corbett until this is changed! I will call Harrisburg until this is changed! I hate these people! They are a bunch of liars and they all deserve much worse than I can say on here! I now have to go downstairs and explain again to my children why we are going to have toast again for dinner! Thanks, Eppicard for being absolutely useless!

    I was not given a choice upfront if I wanted an Eppicard. It was simply sent to me by my child support office and told that this is what I was to use. Well my ex pays his support on Fridays and I don't get it until Tuesday. That in itself isn't so bad as long as it is consistent. However, when Eppicard decides to take a vacation or do system maintenance, my funds are at times held for an extra day or an entire week. When things like this happen, it literally takes me months to recover. My ex-husband hid most of his earning and really screwed me and the kids over, so it isn't like it is a lot of money either, but we need this money to eat. We literally make $14 a month too much to qualify for food stamps and it is bad enough to have a deadbeat ex. But when a third party steps in and further delays the funds that he already paid from getting to his children, I have a real problem with this.

    I am tried of the fees. Child support posted my money and this bank takes their time putting it on the card. I feel like this bank is taking my money from me. I feel like the bank takes their time putting it on there so you can add fees to me and get rich off me, but I don't have money like that. It's not my money for the bank to take. This is for my child; she is in school. She needs it. I hate that the only way I could get my child support is on this card. Before you get rich off me, I would rather turn the card off and take care of my child myself!

    Problems with fraudulent purchases, fees, getting my child support: I cannot check my balance on my card without a fee no matter what! I have had my card victimized by fraud. The money is rarely right, and you cannot call and talk to anyone without going through your balance first which they charge you for. I get disconnected almost every time, and I must call back and get charged the fee for the balance again. You have no choice but to do it in order to get someone on the phone. There is no other number. And then the only option you can choose is to go through claims. That is no way to conduct business - hiding behind fees people can't afford, so they don't have to help the people who need them. I collect child support because I need it! And yet, they charge me more fees and take out more money from my card than anyone when they do nothing in the way of customer service!

    The offer no website for customers, just the one number which you get charged for every time for balance inquiry even if that's not why you are calling! When you do get someone on the phone, they are mean and treat you like you are stupid or are a piece of trash and they are doing you this great favor by doing their job and helping you! They act like they are giving you their own personal money when in fact they usually are taking money every chance they can for every stupid reason they can from people who really don't have it to spare! I am appalled! I am fed up! I am sick at the way people are treated and allowed to be treated. They take advantage of every person that has no choice but to look at their service for help! They are a bully who hides behind closed doors!

    I used the EPPICard at an ATM while we were in England (emergency - wouldn't take my bankcard because it isn't on Interlink). Because I didn't alert EPPICard (all my fault), now my card is suspended, which I understand and appreciate because I'd like to think they'd suspend it if someone stole it. However, I cannot get it unsuspended without calling the 866 number and I am currently on the line now on my third consecutive attempt to speak with a live person. My first call lasted 54 minutes and 26 seconds and my second was over an hour. I am now at 14 minutes and 48 seconds and all I get is a prerecorded woman's voice saying, "Our representatives are currently assisting other customers. Please remain on the line and someone will be with you shortly." I am way beyond having lost patience with them, but I am trapped into this phone option since they won't let me access my account via the internet. I am seriously considering calling another state's number to see if I can talk to a person at all.

    I can't get access to Customer Service for a merchant company? This is very disappointing and frustrating. Most merchant companies, even the food stamps, have a customer service live line. This reflects badly on how the system see people whose funds are channeled through this system. So, we are not worthy of talking to someone live?     I have issues with this company I am required to use on a monthly basis. They are current. First, an online company tried to charge something Friday and EPPICard put the funds on "hold" status. This means the online business asked for this money, but I didn't authorize it yet. I called EPPICard to dispute it and was told the funds were on hold, so there is no dispute. I was told to call the online company, which I did, who cancelled the transaction. I went on through the weekend, and on Sunday, I found the money still on hold. I called several times and was told a lie, which the employee Chris (would not give me his last name) admitted was a lie they told people.

    Here is what they do. A merchant requests money, my money, so they hold it for five business days to see if the merchant decides to take it. If they don't, it goes back into my account. Even if I say, “No, I didn't authorize it,” they hold it for the merchant. The merchant has all the rights while EPPICard sits on my money getting interest. I have no right to my money for 5 days. The lie is "I don't see a reversal. When the merchant notifies us, it's reversed." Here is the lie. Since the merchant never took the money, they can't reverse the charge. So no matter what anyone does, EPPICard gets my money for 5 days.

    I am an Eppicard holder and a New York resident. I receive child support payments through the program. Since I got my card, I have notifications from NY DCSE that I have three payments that have been sent to my card which can clearly be seen when I log in to my account. When I inquired about my balance on Eppicard, it still shows a zero balance. First of all, it is hell to try and speak to an actual live person as they don't make it easy. There are no prompts on their system for to you speak to a representative. When I call, I just hold without pressing anything in hopes that I'll be switched to a rep. More often than not, when I'm told I'm being switched, the line just hangs up.

    Once, when I finally got to speak to a rep, I got the same response that the money has not been sent to Eppicard but I can see on my account through the child support system that it has. I spoke to a supervisor named Jasmine, extension ** or **, who couldn't tell any more than the previous rep did. I am angry! I am beyond furious. I even called the corporate office with no better results. I am going to have my funds deposited on a different card. Their system and customer service sucks! They have a bad reputation and now I know why. I'm hoping to get this situation rectified soon. All other Eppicard holders, beware!

    I am in tears right now. I just called the PA office to dispute a transaction and the girl cancelled my card without telling me. Now, I have to wait until Wednesday to get another card. That usually won't be a problem but I was going to pay my rent tomorrow and the bulk of the money was on that card. Now, I can possibly be evicted and I have to wait five days to dispute it.     Florida Unemployment issued Eppicard. On the back of the Eppicard is 1-888-898-3584. However, when you call, the operator deliberately hangs up the call. You call again and they hang up on purpose. Then you find that the card subtracted 50 cents and you never talked to CS operator, and they hung up the phone, and no service was rendered. There is no website or corporate office to file a complaint. Florida Unemployment says they do not service the card. Wells Fargo Bank says they do not service Eppicard, but the money is passed through them. This is complete fraud and it is being allowed by Florida State Government Official. Eppicard should be investigated for fraud. Too many people are receiving the same abuse from Eppicard. By this website alone, the same tactics are being used nationwide to defraud people who really need their funds available to them for child care, elderly, and disabled and unemployed. This is so despicable. Where is Rick Scott, Bill Nelson or Marco Rubio?

    Eppicard customer service - When you call 888-889-83584, the operators play on the phone then hang up so you call again, they hang up, and then they charge you 50 cents for each call. This is done on purpose. Secondly, they expire their cards, hence cancelling your card with an open balance. I had $25.00 on my card. The printed expiry date on the card was 05/2014. Third, I am in the process of creating a complaint because Eppicard refuses to refund a $20.00 refund owed to me. My card was refunded $20.00 and Eppicard refuses to return the cash value to me. This is the most despicable company in existence and is fraud.

    I'm a mom out of Texas and yes, EPPICard is at it again. They are out of control. I entered a dispute last March 2011 and they never disputed the charge. The representative that I spoke to that day said that it was an ATM charge. I continue to tell him that it was not. The agent then said that he was entering it into dispute. Well, a year went by and since that time I have gone through a divorce, lost my youngest brother and foreclosure. So, I have had my hands full and raising 4 sons at the same time. I finally sat down and started going through my charges and that's when I came across the charge for last March and realize that I never heard anything from EPPICard. So, I called them and talked with a young lady who informed me that the dispute was never put in when I called. She said she do show that I called around that date, but the agent just put in that I had an inquiry about my account.

    He never put in the dispute for the $100.00. I then asked for a manager and asked for the call to be pulled showing that I requested that a dispute be put in for a $100.00 because the vendor had charged me $100.00 instead of $10.00 for a little steal cross for my son’s necklace. The manager said that since they didn't enter the charge when they were supposed to, they would need to put it in because it was an error on their side. He then said that they would be sending out the paperwork to dispute the charge. He said that once they receive the paperwork, they would enter the credit on my card.

    I also put in a dispute for Beauty R US. They charged me $95.98 for a $59.00 charge. I talked to a young lady who entered the claim and she said that the paperwork was being mailed out to me. She also advised me to go and speak to the vendor, which I did. The vendor said that they made a mistake and showed it to me on camera. They said the things that I purchased that day didn't add up to $95.98. He then asked for the card that I made the purchase with. I handed him my card and then he said that was not the card that I had used, which was clearly a lie as the charge is on my card. So, I received both claims about the same time. I filled out the paperwork and mailed it back. The representative in this case also told me that the money would be placed back on my card as well, which was a lie.

    When I called to follow up, I talked with a female representative that said it was up to tier 2 to place the money back on my card. I ask for a tier 2 rep and she transferred me to Edwardo who said he was the manager there. I ask for his agent ID and he refused to give it to me and I believe that the name that he gave me was not his name as well. I then asked for someone over him. He said that he was the top of the ladder and refused to allow me to speak to anyone else. He said that had just gotten my claims and it could take up to 45 days to come to a conclusion. That was on July 25th. He was very rude and said the information that both representatives had sent to me were incorrect about place the credit back on my card.

    I continued to ask to speak to someone else and he refused. Then, he said that everyone was in a meeting. I then asked to still speak to a manager. He then left me on hold for over 45 minutes and then picked up the phone and hung up in my face. On the 26th, the very next day, they denied my claims when in fact they told me that it would take 45 days to investigate the claim. I think this representative, whoever he was, denied my claims. It’s a little funny that I talked to him on July 25th and then on the 26th and both of my claims were denied.

    I then called EPPICard back to find out why they denied out my claims and talked to Anthony. He said that a manager would have to look into what happened with the claims. He said he showed one claim still need more information in order to complete the claim. I then informed him that the paperwork that I received shows that both my claims were denied out on 07/26/2012, which is the day after I called in. He said that I would have to talk with a manager. I was placed on hold for over one hour and 40 minutes. I then talked to Ceascar **, which I think was a false agent ID number. I told him that I wanted to reenter a dispute for both of my claims. He said that I couldn't re-enter a dispute for the items. I informed him that I had been on Visa’s website and they show that I have a right to dispute the item again. That's when he said, “Well, what I meant is that you have to mail in a letter disputing the claim again.”

    There are no limits to their lies. I also need to mention that I suffered seizures and poor vision. It’s hard for me to see the charges and I normally rely on the agent to say the amount and enter it correctly in the system. On two occasions, I have been taken advantage of. And to make things worse, the company that is supposed to represent me, EPPICard, is very corrupt.

    I am a stay at home mom with 4 kids - 3 on the autism spectrum. CA collects support for me. In May, I noticed a $480 charge marked ‘Gloucester’, which is England and facebookpro@oodle.com. When I called Eppicard about the fraud charge, I was informed by the rep that someone had been tagging my account for weeks in amounts as high as $600 and that I would need to file the claim but she could not see me being denied. I was denied based on conflicting info. What conflicting info? All I know is what I see on the Eppicard screen. With more digging, I found out that these Mastercards are not through Wells Fargo or any bank, nor are they covered by any laws or fraud safety net at all. Eppicard is a PO Box number address as private business who can deny all they want. I am still out $480.

    They held my unemployment benefits for 2 months without sending out a card. It was impossible to get a hold of anyone to talk to about this. Finally, I had to contact my senator to contact them on my behalf. Only then did they send the card and deduct $15 from my balance to pay for it! Since then there have been strange withdrawals that I did not make. The website never works to check my balance/history and it costs money every time I call the customer service number. I hate this company. Hidden fees were coming out the wazoo and there’s zero customer service.

    I went to Wells Fargo to withdraw my child support funds from my Eppicard. I was asked by the teller if I have an account. I said, "Yes, here is my debit card." The teller had to get the manager who informed me that this is not a Wells Fargo account linked to this debit card. In fact, this is just a pre-loaded gift card. Wow! Now child support is a gift and not a responsibility of the parent? This now explains why I can't pay bills online nor over the phone and Eppi(gift)card cannot be used at the gas pump. I have learned with this Eppi(gift)card, most companies will not accept gift cards over the phone or online. I have to go into the gas station for gas and pay all my bills in person. (Thanks for the gift card that requires exercise.)

    There are a few companies that do accept Eppi(gift)card and one is Verizon. Thanks, Verizon for accepting this gift card. Bank of America was the old card, never a charge to call just good old fashion help and answers. What the hell was the State of California thinking? Wells Fargo=$ for bailout. Wells Fargo holds child support for more than 4 days after the state sends it electronically (I have proof). Wells Fargo=interest $ from our child support. How convenient that all deposits to Eppi(gift)card always include the weekend. Really! Two more days of interest $ for Wells Fargo.

    Wells Fargo, shame on you, foreclosing on families and now stealing from the same children whose homes you already took. Wells Fargo, I hope all the states that hold Eppi(gift)cards figures out that you are a thief and robbing from our children. To the states that use this failing system, I'm sure there are a lot of parents out there that would be more than happy to let this interest $ go to parents who get no child support at all. I know I would. I just hope this doesn't fall on deaf ears.

    I have been calling Eppicard for the past 2 weeks to see what happened with the card. Finally, I input the wrong information, and it told me that I could speak with a customer service rep. He said he could cancel the card and send out another for 2 options, 7-10 business days or in 3 days for $15.00. I advised that the IVR should have given an option to speak to customer service rep. And now, we are close to rent time. I have no other choice but to pay the fee. The supervisor was no help, didn't want to waive the fee, and could not give me a number to send a complaint letter. I was given a number to send me right back to the employment security commission.

    A charge from www.autokitshop.ws appeared on my EPPICard on May 28, 2012. I had never heard of the company. I googled the address, and found that they are scammers, hitting credit and debit cards for small amounts of money (under $12.00). I filed a complaint with EPPICard, citing the information I found on the web. I even asked them to request a copy of the alleged "order" I placed with autokitshop.ws. I received a letter from EPPICard today, saying "The results of our investigation could not find where an error has occurred." They went on to say that "any further disputes regarding this transaction may be resolved with the merchant directly."

    How am I supposed to dispute this with the merchant, when it looks like they are based in Europe/Russia, and they do not answer the phone number listed on their website? I sent the merchant an email, requesting proof of the alleged "order" plus proof of delivery, with the threat that I will institute a lawsuit if I don't receive the proof in 10 days. I know, I know, fat chance. But it just burns me up that this website is hitting debit cards (especially debit cards that contain child support) and EPPICard is doing nothing about the scammers. Instead of using the card as a debit card, from now on I will withdraw the entire deposit made at the beginning of the month.

    My account in the last three months has had money taken out of it not once but twice. The first time it was a three-week process to get my money back. Last week, my account was cleaned out again by the same company (NSB, no, Osla!) using the same card that was cancelled! How is this possible?!     If Eppicard is having problems with scams, then why don't they make themselves available? The site is impossible to log into sometimes and they are next to impossible to contact in person. If the scams are creating these issues, then why make your site impossible to access and no phone contact with a person? Privately owned corporations handling government (judge granted funds that are legally binding) funds and transactions should do a better job of protecting my money and access to those funds! I am just left in the dark on the status of my money! Why?

    I hate this card. My ex-husband pays my child support every Friday. The money is sent to SDU in Tallahassee. They in turn accepted the money and then the next business day applied the money to my debit card, Eppicard. This was done early this morning. It is now 11:17 pm and the money is still not in my account. Where is it? This is done electronically. Why isn't this done immediately when the funds are received? Does Eppicard have my funds? Do they keep it overnight and invest it? I worked in a bank for years and I know it doesn't take 24 hours for an electronic transfer. Something is very wrong with this. I can't even get through to a live person at customer service. The next email I write is to the Governor. I want answers.

    Normally, I can check my account balance and transaction history online to avoid the fees charged if I call to check the account. For the past two months when I log in, I received a message that the website was undergoing maintenance. Therefore, the only way it's even possible to check on my account was to call and incur their fees. I really hope they have been waiving the fees for account inquiries, because it is not the account holders' fault that Eppicard removed the only way to check an account for free while the site perpetually "undergoes maintenance".

    I have been trying to activate for them to mail me transaction and payment history but when I try to log in, it says it does not recognize my social number. I am very angry. I hate this new system. I tried by phone and there is no option for it and doing it online does not recognize my social number.

    On February 22, 2012, my wallet was stolen. My bank cards had been used. I reported it to Eppicard but I was denied so I wrote back but it is now April. My first conceived bank account have me back my money, no long period two ways. So I'm still waiting for my funds from fraud department in the amount of $723. Why is it taking so long? I need my money.

    When the state of Florida collects child support from my deadbeat ex, the state holds the money for two days. EPPICard did not hold the money in the past; they posted the money on the date the Florida State indicated. EPPICard has been holding the money 4 days now. When I called, they told me, “Too bad, nothing we can do.” I’m counting on the money to feed my kids since my child is only five years old and his deadbeat dad owes me $16,000.00 at the rate of less than $400.00 a month.

    I called Eppicard after I got married to request a new debit card to be sent to me with my married last name. This was a month after I got married, last July. This month, March of 2012, I finally received the debit card, with my maiden name on it. I called to tell them that I needed another card to be sent to me, they said I had to send my paper work again, proving I was who I was. I told them, it costs me money to fax papers, I sent it once and I will not send it again. I just needed the card sent with my proper name.

    After being on hold for thirty minutes and speaking to several people, I was finally transferred to a lady who asked me several security questions and I proved I was me. This was 14 days ago. She told me she would replace the card, no charge, and send it out that day. I would receive this card 7-10 business days. I called on the 5th business day to make sure the card was sent out, and it was. I called on the 8th business day because I did not receive a card and they assisted me in putting a 'suspension' on my account, 'just in case' someone took my card.

    I called my post office and filed a case, thinking my card was lost at the post office, and I received a call yesterday from the post master and he said they looked for my mail and it was no place to be found. I talked to my mail deliverer today, and this is business day number 10, no mail. He hasn’t seen it at all and will look nothing.

    I called the Eppicard Center. I was transferred from one person to the next, and then the next and then put on hold for 35 minutes and 43 seconds, my cell phone said. The lady who answered said she couldn’t hear me, I said can you hear me now, and she said, no I cannot and hung up!?! How can you answer my question but not hear me? I called a second time and the first person I spoke too rudely told me I was in the wrong department. (The only way I can get through to a human being is by pressing two and transferring. the machine refuses to let you speak to anyone).

    She transferred me to a man, who then promised me I would be on hold for an entire thirty seconds, not thirty minutes like before. I was on hold for 45 minutes, 45 minutes! A lady answered and asked me my verification questions, I answered them and she said, 'do you mind if I put you on hold and transfer you to another department?' I told her yes I did, considering I was already on hold over 1 hour and that was wasted time in my day. She did it anyways, and transferred me to another department.

    This person told me she had no idea where the card was, and I could pay $15 for UPS to send it to me and I would receive it on Tuesday, between 7-7. Why should I have to pay for this? I did anyways, but that is money that I receive for child support that should go to my child, not to UPS for their mess up!

    This entire ordeal has taken up so much time, it has been so stressful and I am happy that I will receive it on Tuesday and be done with the people (if I receive it). The customer service is awful. The wait time is worse than that. They are not helpful. They have an uncaring attitude. I wish they would go back to paper checks. It was so much easier.

    I purchased a vehicle getting a loan. In order to get the loan, I had to prove I am receiving my child support payments. I called Eppicard to get a statement and they said they would not fax me one. They said they would mail me one. After two weeks, I still have not received the statement. The nice man at the car dealer let me take the car with the promise that I would obtain this statement. I have been trying for two weeks now and for the past three days calling Eppicard several times and not getting any help.

    The dealer now wants me to return the vehicle because the bank will not pay him for the loan because he cannot prove my income to the bank. I have tried numerous times to get set up to use the Eppicard website but it will not recognize my Social Security number and no one at Eppicard will help me. If this is not taken care of soon, I will have to give up my car. This Eppicard is a big joke.

    I have called the so-called 24 hours/7 days a week hotline number (1-888-393-5866) multiple times. I am unable to even get a line with a live operator who plans on answering the actual call and then after 20, 30, and even 40 minutes waiting on hold each and every time, someone seemed to pick up and then I get a disconnect sound.

    I am unable to get anyone to answer one simple question for me and unsure where I should now go to get an answer. This question is about a fee for $.40 for something called IVR BAL Inquiry Fee. I have no idea why I would have inquired about anything like this or who actually did the inquiring. I am angry that no one will just answer this simple question.

    I went to register in the system to put my password and was not able to do so. When I called the number on the card, I was told to call customer service in the EPPICard office. I was told that my birth date in the system was wrong and after calling for 3 days in a row trying to get someone to speak with, I was not able to get to speak with anyone. I have to speak with someone to correct this. How can I correct this if I can't speak with anyone? Please advise me on what to do or where I can go to solve this problem. I need to fix this to be able to use the card, otherwise I can not use the card to buy food.

    They sent me a card I did not request. To speak to a live person, call the toll-free number on your card and do nothing when prompted. After the same few requests, you will be connected to a representative. This worked for me in Indiana.

    On 3/13/12, I went to eppicard.com to get a replacement for a lost card. When I paid the extra money for express service, you would have thought that the company would send me a tracking number via e-mail after 48 hour. When I didn’t receive the card or tracking number, I e-mailed the company several times. I tried calling the toll free number in hopes to talk with an operator. I must say that the service caused me and my family extreme hardship. Also, let me add that the money for the replacement and the shipping was taken ASAP. I believe there is some real funny business going on with NJ EPPICard or the people in certain positions.

    Eppicard Theft: I had $400 stolen from purchases in England?! I got a real ** named James, # **. He was a smart ass. He threatened to hang up on me, who had just lost money to fraud. They tell me it’s not their fault. I may not get my only money, my unemployment money back and it could take 45 days. Whose fault is it? The account didn't get flagged even for 10 transactions! Any other card flags me if I go 10 miles out of town. Who's at fault? Then if you read their privacy policy, they say they can sell your SS#. That is not supposed to happen in any circumstance with any company for any reason. Everybody go back to checks and close EPPIcard down.

    No contact with live person - I need to put a request to have my statements sent to me at my home address above. The phone recorder says to do this in the internet or customer service. I have no problem using the internet, but my email is two letters. It's too long and it just will not let me login to the website. So I have been calling over and over the number on the back and it gives no live person after it says it does. I need to order some medical supplies on the internet and it will not let me due to the address is shown different on computer systems.

    How in the heck can I talk to some one live? I need to talk to some one. They say I have an over draft and every time I try to call and talk to a person, there is no way to talk to someone. They charge me. This is **! They say I am over draft of at first $0.45 and now it's higher because I am trying to talk to a live person. I am working again and no more money is going to be placed on my card. So how in the heck do I pay the over draft that most of it I should not have to pay because I am trying to talk to a live person? And it is not right that there is no way to talk to a live person. If they would have told how to talk to a live person, there would not have been an overdraft. As far as I am concerned, I am not paying most of the overdraft. Not my fault, it's theirs. So e-mail me a contact number that will send me directly to a live person. I am afraid to call now. Every time I do, they charge me. Help! Thanks!

    I tried to set up my account to avoid the fees, and it accepted my username the first time, but when I went to log in to my account, it would not accept my username, because it was too long. That, and the fact that I can not make a purchase online. Good news folks, you can receive your child support payments via direct deposit into your checking account. Go to Casdu.com, and then click on custodial parties in blue, to set up your direct deposit. It takes 1 to 2 deposits to your account, to then go into your checking account.

    I want to have full clarity as a single mom with two kids, to make the most accurate decisions when monies come in for their vital needs, and to have numerous accounts of no stable deposit. To acknowledge having all information of when monies go through from the non-custodial parent with such a level of final withdrawal is at times overwhelming with time-consuming process factors of documentation.

    To have access of the internet as an area of utilizing such monitoring actions is something that should not apply. To women who rely on these payments on a timely fashion, it should be a standard procedure. And to note on the calls made to check on deposit with taking away from the child support is poorly mind-set decision. To recognize such a concept does not justify the purpose of this card.

    My son's father was unemployed for 2 yrs so I haven't received any support during that time. He finally got a job in November and FL CSE has been deducting money on my behalf from his paychecks (unbeknownst to me). I was never notified by CSE that my case had become active again. Instead, I found out through Social Security when they sent me a letter telling me that my autistic son's disability payments had been reduced due to child support. Since I hadn't been getting support for so long and hadn't used the card, I didn't realize it had expired.

    When I learned about the child support from deductions (from him, not CSE) I immediately called the customer service # on my old card and was told that they would send me a new one within 7-10 days. It's now been a month and still no card. There's 3 months worth of child support owed to me and I have no access to it. I have lower disability payments but no usable child support. Thanks, CSE/Eppicard.

    I have a separate complaint to write specifically for the FL CSE on another issue, complete idiots work for that agency.

He then cancelled my card just like that, of course I didn't find out til he hung up on me and I called back and my money is still on the account. I've been unable to reach a live person.     Off and on for awhile now, everytime it says an amount is put on my card, it's either not there or the sum is missing. And the courts don't help me and if I call customer service on back of my EPPICard, it don't give me the option to speak to someone. I'm getting very mad and want to know where my money is going and why I'm not seeing it all. Like today for example, Feb. 24, 2012, it said $54 was put on there, but it saying I only have $29 on there. So where is the other half. I know they charge if you call so many times a month, but I don't understand how they can charge you to call about your card.

    How is anyone supposed to know if they have money, if they don't call? It makes no sense. Something needs to be done about them taking people's money like that and can't ever reach them. I'm to the point I'm going sue someone over this. I'm not receiving my daughter's child support and I'm very mad. EPPICard owes me money and I want to see it one way or another. So please help me get what I deserve.

    While trying to begin an online account to avoid surcharges, 50 cents, (my support is weekly), I was unable because it kept asking me a question that wasn't part of the sign up and no place to answer. I got so frustrated at not being able to talk to a real person by phone, that one of the options I tried cancelled my card against my wishes. By phone, eventually, a person said that my card could not be re-activated and it would take 7-10 days to receive a new card. This is the last week of February and we needed this money to eat for the rest of the month until my disability check comes. They said basically, "Deal with it." Now there is support on my card, but I can't access it, and I cannot talk to a real person.

    The company is a scam. I contacted the Better Business Bureau in San Antonio, Texas where the Eppicard Headquarters is located. Darla ** at 1-512-219-2192 is a case manager through their headquarters, never responded to calls or voice mails. Everyone who agrees that this company is a scam, call Darla ** at 1-512-219-2192 or San Antonio’s BBB or the New York or San Antonio’s District Attorney’s office consumer fraud support sector. The main corporate headquarters is in New York. It's very interesting how I all of the sudden after years, get my deposits mysteriously on time!

    I recently chose to sign up for the EPPICard for my daughter's child support payments as it sounded like a convenient new way to get your child support payments. Wrong! Per FL Department of Revenue, my request was processed on January 20, 2012. Today is February 15th and no card has yet been received. My daughter's dad finally made a payment of $1020.00 on January 27, 2012 and I have yet to receive this card in the mail. I have called EPPICard customer service and they are giving me the run around, giving me mixed info every time I called. The people there are not friendly either. It's like I'm trying to collect money from them.

    So first I was told the card was mailed out on February 1st and to allow 5-10 days. I called back on February 9th and then I was told that the request was sent to their manufacturer on the 1st, that the card was just placed in the mail on February 5th and to allow it 10 more days. Today is February 15th and no card has yet been received. Called back today and spoke with this rude lady who said the card was not delivered but was returned back to them for no unknown reasons that they just went ahead and mailed it out again on February 13th to allow another 10 days. That's putting me back on a waiting period for the 23rd of February! A month later from the date the payment was made! She gave me the option to request a rush card that would be delivered by UPS in two days but the fee was $15 that would be deducted from the balance. I went ahead and accepted this offer just to have a tracking number with UPS and make sure it is delivered.

    So I am hoping that I do get this card in the mail by Friday, 2/17/11, and the remaining amount of $1,05.00 is there for me to withdraw in full. Now I am worried after reading the other comments/complaints about money being stolen or unaccounted for. If I do not get this card as promised and or if the money is not there, I am going to truly loose my mind! I promised my daughter to take her shopping for new clothes, shoes, etc., and I have to keep putting it off because of this issue. I truly do believe the card was not even mailed to me on the first place. This sounds more like a tactic to have me calling and getting charged for it. I am so disappointed on the poor management and misuse of the support for our children. Something truly needs to be done!

    I went to PNC bank in Lebanon, IN, to take money off my Eppicard (unemployment card). I went up to their ATM, and withdrew $390.00 from the account. It took the $390.00 off my card, but never dispensed any of the money. I went straight into the bank, thinking they would refund my money. They were of absolutely no help whatsoever, and told me I was to contact Eppicard, and file a complaint. This took place on January 30, 2012. I have tried contacting multiple resources, and have gotten nowhere. Can somebody please help me?

    California child support has switched banks, so I receive the Eppicard, and had to activate it, only to be charged 50 cents every time. When I called to speak to a representative, there is no money in my card. When I called Child Support to confirm activation, they said it was activated, so did today. I called1-800-304-1669. They claim now my information is not coming up, or under my social security number. So now, I'm three dollars overdrawn from a non-existing account, and I have been lied too. Worse yet, I haven't received my children's support. What's going on?

    I am a single father in Massachusetts and have been raising my son on my own since he was a toddler. I have full physical custody and his mom pays me (dad) child support per court order via the Department of Revenue that garnishes her check weekly. When Eppicard replaced the paper checks and monthly statements, we were switched to the Eppicard debit card (not Welfare!). About six months ago (September 2011), I noticed that my Direct Deposit payments were becoming erratic. The court ordered that I shall receive child support from mom every Friday. Initially, my Eppicard was tricky. My deposits were arriving after Friday midnights, Saturday mornings. Next, deposits were turning up on Sunday. It is now 2:00AM, Monday the 13th of February and the balance on the card is $0.37.

    Yes, there are months where five payments can happen or three, got it. It seems as though the court order is being violated by DOR/Eppicard. Think about it, if you had access to millions of dollars over a weekend, allowing the dollars to be floated, loaned and earning interest, I'd do it. What is happening here with our court-ordered support for our children? Food, clothes, co-pays? My opinion is this: I am, along with everyone in the same boat, are being torpedoed by "The System". I have had some success in speaking with Eppicard. I called the number on the card, finally got through to a woman in Texas, who was very understanding and helpful. She set me up with an online account and credited me with a dozen $0.50 charges for balance by phone inquiries. I didn't realize I was being hit fifty cents for each time I called for an automated voice update.

    My final thoughts are: If you're getting late payments, surcharges, anything out of the ordinary, contact Eppicard immediately. Notify your state's DOR and/or the Attorney General. Get an online account with Eppicard and watch it closely. I will not tolerate Eppicard, the DOR, the court system or the US government continuing to tie up our money and steal from my family!

    I was having my child support go directly to my bank account. Out of the blue, it has been switched back to the MS Eppicard, and they are now charging my card 50 cents each time I call and I am not able to speak to a live representative. I'm a single mother and this is my only source of income. How dare you take money, food, clothing and shelter from the mouth of my child, and your company is supposed to be "advocating" for children. I am seriously considering hiring an attorney and asking to file a class action, joint lawsuit against each state using the Eppicard system and the Eppicard Company!

    Eppicard ought to be ashamed of themselves! So should the government officials who turn a blind eye to shady business practices in order to save a penny. As a first-timer at this, I signed up for unemployment payments through the Florida Visa debit card because it was touted as being "convenient" and "quick". Wow! What a big mistake! I'm still waiting on my card and my cash that should have been here by now.

    I called Eppicard at 888-898-3594 and got the total run around for a week. The automated service will not transfer you and there is no option to press zero for a rep. If you're not careful, the machine will disconnect you. I called Florida unemployment and one agent told me to call and wait; well I did that over and over and nothing happened. The automated system prompted me to enter my card number and pin. But how can I do that when I haven't received a card or a single piece of mail from Eppi?! Meanwhile, bills are mounting and Florida's unemployment reps keep shrugging their shoulders at the backward ways of a product they promote.

    After all this time, I just found someone nice enough at unemployment to help me get through to Eppi. Do this: call Eppi at **; when prompted to enter the card number or wait for other options, wait; enter your correct social security number and birth date; enter the wrong pin number. I just pressed four zeros. The machine will complain about an error and ask you to re-enter info; repeat the above steps. It took me two tries until I was connected.

    If you think this is ridiculous, you're absolutely right! There is no reason why contacting customer service should be so difficult. Talking with the reps at Eppi is dispiriting and they're not very professional. I had to repeat my SS number twice to a rep and she still got it wrong. She even insinuated that maybe I threw the envelope away thinking it was junk mail. No! Meanwhile, I've been informed to keep a lookout on the mail because it should be there "soon". I will do the right thing this time and sign up for direct deposit! I only have to figure out how to withdraw my cash and close the card without getting reamed by fees! Eppi is probably hoping that I give up and let them keep my cash, but I think not!

    I would also like to thank the poster of the complaint from 10/24/11. Your info helped me eventually navigate to a live customer service rep. My issue with Eppicard was I mysteriously received a new card in the mail earlier this month (Jan 2012). My current card did not expire for another year so that should have been the first major red flag. Because I did not use the card much, I didn't try to use the card until the end of Jan. It was declined and I started looking into the new card, going online to check my account and call customer service. Three days later, after not getting a live person over the weekend or the weekday, I started searching for answers and numbers online and found this site. The New York number 866-461-4093 does not ever prompt you to speak to an operator and every attempt to dial zero at every prompt leads to an error.

    After reading a post on this site, I called the number and did nothing. After repeated prompts for me to input a selection, it transferred me to a live person. I gave them all my personal information such as social, address, name, DOB, etc. and was told they were going to transfer me to the fraud protection department. I asked why and she said they transfer some cardholders there automatically. I asked for the number and she actually gave it to me. So with my new found contact number 888-208-4485, I was able to yet again reach a live person. After giving all my personal info again, I was told my card was deactivated and my account was put on restriction the same day I used it last. That day, I happened to remove all the cash from the account by the way and was charged fees on both ends for it. The representative said they were contacted by MasterCard and as told, my card was compromised.

    They had no further information other than it was compromised. This was why the card came in the mail out of nowhere. They said a letter was also mailed out but I have yet to see that letter. The representatives were polite, able to give somewhat adequate answers to my questions. I have to say it was a huge inconvenience to have to spend so many hours attempting to resolve this issue I have a feeling should never have taken place. I think MasterCard contacted Eppicard because of my withdrawal. Eppicard just cancelled and reissued my card without asking questions, and their lack of a reasonable way to reach a live representative made the whole situation worse.

    As a side note, after trying my new card after the restriction lift it did not work. I called the fraud protection number directly and immediately reached a representative. She said there were no charge attempts on my card and blamed it on the vendors charge equipment. After a few more questions, this led to the representative reminding me of a problem I have had with the Eppicard in the past. Some of the vendor charge transaction equipment do not allow for the input of the billing address zip code. This leads to some of this equipment not being able to process a charge request. This was confirmed by the representative.

    In short, if you use an Eppicard, have your phone number on file, the web page will not show any of this activity. If you are going to remove large chunks of money from an ATM or bank, you may want to call Eppicard to make sure they do not cancel your card the next or same day. If an earlier person had not posted how they were able to reach a rep and another person did not post a thank you to that first person, I would still be trying to reach Eppicard instead of posting this for the benefit of the next person.     I have tried on several occasions to contact EPPICard (Massachusetts) due to a problem with child support deposits not going into my account. I didn't realize it but every time I attempted to call to get a live operator, I was being charged .50 cents to check my balance, even though I wasn't checking my balance! I knew what my balance was and by the time I was done trying to get through, I was in the negative. I don't get much money on this card, and it's for my child for clothes or whatever he needs.

    I never ever can get through to a live operator. Now another payment was supposed to go in last Wednesday, and it's still not there and it's Monday. I can't call because I'll get charged. I tried not pressing any buttons at all, but it disconnected me and told me that since I didn't press anything I would need to call back. I tried getting a live operator by pressing the lost/stolen card option, but wasn't allowed the option of speaking to a representative. I was told to press either 1, 2 or 3 and that would cancel out my card. This is total **. This is stealing from my child and is totally unacceptable.

    I have been waiting for so many days for my cash assistance and it was already approved and authorized from my case worker for my benefits. Still have not received anything. I called and checked my card at least 15 times a day! I now have no heat in my home for myself and my two little children and I’m 7 months pregnant! I have stressed to my case worker as well as my card holder company that DP&L are coming to my home to disconnect me as well because I have not made any payment yet and sitting here checking my card with no money on it yet! I have had emergencies after emergencies and I have explained to several people that myself and my two innocent children have suffered a lot due to my cash assistance not being on my card yet! That is not right! And I have to pay extra money out of my pocket to get these company's to turn back on all my things to my children can be warm and happy again!

    Being pregnant and not having heat nor little food and then next is my electric and rent is the worst feeling and discomfort I have ever experienced in my life! I feel angry and yet so disappointed in the service that I have and work for that I now have no feeling for any of this! My birthday is today, January 25, and this is by far the worst I have ever had in my entire life as well! I sit here waiting and praying to god that my money comes right now or faster! Please someone help me! Who puts the money on the EPPIcard? I need the information so I can report and file a complaint with their office or dig deeper and make phone calls about there services for innocent poor people who get no help with small children that suffer due to their company! It's rude and very cruel to do this to innocent families who reach out for help, get it, then can't get their money when they want and need it the most right now!

    This company is fraudulent. Child support will not post up to 3 weeks even if their at the local child support division office. When trying to reach a customer service rep one has to input their card number and be charged .50 per call even though no balance inquiry was made. When returns are made on this card they take up to 3 weeks to post. Main complaint is having to be charged .50 per call to reach customer service. This is money swindling. In their pamphlet the consumer is not informed that they will be charged for trying to reach customer service.

    I reported my card stolen. First off, the lady over the phone said you have to call back in five business days to file a dispute which is ***. You can't even get through to talk to a person live much less dispute a transaction! Three weeks, I still haven't received a card. It's the longest 5-7 business days I've ever experienced! Ha! Your program is a joke. I assume receiving a check in the mail is a way better deal!

    Somehow my EPPICard number was stolen (no fault of my own) and I reported it to EPPICard immediately when I noticed the misuse. I live in Georgia and my card was used in California. EPPICard has yet to investigate the incident and somehow close my account without so much as saying a word to me. I want my money to be refunded to me--the entire $310.00 that was stolen.

    Eppicard just out of the blue decided that they were going to cancel my unemployment benefit's card due to it's being "compromised". Unfortunately, they didn't know who compromised the card and won't give me any more information. I'm trying to transfer funds from my Eppicard to another account, but when I hit the transfer fund option on Eppicard's menu, they asked for the routing and account numbers, but there was no place to type these numbers in. Also, there was no way to contact a live representative at Eppicard. The contact link on their website just gave the 888 number to call, and calling that number provides no way to speak with a live representative.

    I have my car stored right now, and I have to keep in storage an extra 5 days (paying daily) to get it out of storage. Also, I don't have access to MY money, I used my card to buy food, pay bills, I never use cash. And now I can't buy food, or pay bills.

    Epic card is my child support payment method and the service is lacking everything to do with this special type of weekly payment. Why charge me to check my balance? Why do you hold my deposits without notice and charge me when I need to check my balance/or check for deposits that have been issued? Why is it so hard to change my address/or speak with a service representative? Why are the service representative so angry? I am truly unhappy with this service.

I did all that was asked of me to receive my benefits, the card that was issued to me over 8 years ago was expired. Everyday, I contacted Eppicard to inform them of this matter and still to date have not received my benefits.

    You cannot get a hold of these people. My account had been locked and it is so frustrating.

    There's not even an email to get a hold of these people because you can't reach them on the phone. So, I googled complaints to see where I make a complaint. Low and behold many other people have the same trouble. One of the complaints said to just choose one and absolutely don't enter anything else. You do get a live person.

    My child support payments are always late. I never know when I am going to receive my money. When I check my county website, it states that the money has been applied, and sometimes I still wait an entire day or even two before I have the money on my card. I don't understand why some times it can take up to a week for me to receive my money after it has been applied.

    Rating of zero! So, my EPPICard was stolen and fraudulently charged for $753.00. They told me that it could take up to 45 days for me to get my money back when I filed my dispute. What they failed to inform me was that because they are handling government benefits (unemployment insurance), that they were required by Federal Law to give me a "contingency credit" if their investigation exceeded 10 business days. That's under Federal Law. So I called the Office of the Comptroller of the Currency and filed a complaint.

    When I called EPPICard and informed them of my decision to report them for violation of Federal Reserve law, magically ten minutes later, I receive an email saying my money has been put back on my card and the investigation is now closed. I sure wish we could get someone better than PNC to manage government benefits. Gee, the government maybe? I had to wait 45 days for money that should have taken no more than 10 business days. I incurred additional late fees on bills that I couldn't pay because I was waiting for my money.

    They claim my deposits go in on the 1st of the month, but are never there. Their figures are never correct. If I try to talk to a real person, it's a joke, and then I get charged for service calls. They always tell me my pin is wrong. I think a bunch of monkeys could run this operation better. Eppicard is a joke to say the least.

    This card is not a debit card. It is a gift card. Recently, I made a transaction at my old work place and GC came up next to the logo. This is why we can't use it to pay bills online. Last I checked, unemployment wasn't a gift. It's my means for survival. Also we have had problems with actually receiving the money. They make you wait and wait. Then it sits there and taunts you in the account, because it's there but you have no access to it. Your best bet, is to take the money off the card immediately when you get it. The lady told me it usually comes between 3 and 4 pm (closer to 4 pm) when available in your account. It's **, but hey, this is America.

    The child support payments come in consistently inconsistent. When the payments do come in, they are not readily available. The payments are available 3 whole days after it is electronically deposited. The days change without notice. The employer is given 7 days to submit a payment to NY state child support enforcement. Calling Customer Service does not help because it appears there are disgruntled customer service representatives.

    My unemployment was released on the 16th because of Eppicard. I have to wait days to get my money. I am not going to deal with this. I will do direct deposit. Second, every time you put your card number in to talk to a rep. I realized after you press 1 just let it keep repeating and it send you to a rep. Don't put card number in or u will get charged this card ID highway robbery.

    Unbelievable! This is 2nd time this "fiduciary" has lost my daughter's money! I called to complain that all my funds, $900, were drained on the same day, Dec. 10, from Brazil and to freeze the account! They would not freeze the account and said I had to call back two days later after they posted. The next time I called, they told me that they would cancel the card and issue another one. The said they would put an "investigator" on the case and would let me know sometime in 45 days if they could get the funds back. I was mortified.

    Any other bank would have credited your account! I have no money for my child! The person also said that they would mail a packet to me to fill out. Guess what? It never came! I cannot get through the lines to even talk to anyone because my account is closed and the prompt on the line just says "good-bye". There is no way to get through to see what they are doing about my money! This is scam. Do not use this service. I thought it would be safe because it was recommended by the state. This is the worst case of legal fraud I have ever seen!

    This company has all of your personal information, DOB, SS # and address. You best be checking to make sure they did not steal your identity! Several years ago, their internal employees were sent to jail for stealing in the accounts. Never again. Shame on you Texas for allowing this to happen to innocent people! Even your website says to select a choice. Well my choice is "0". This is a scam!

    I have a Eppicard for child support. I do not use the card unless we need to. I used it at a Wal-Mart store on October 30 2011. I thought it was safe having my child support payments automatically transferred! Wrong! On November 24, me and my daughter went Black Friday shopping and tried to use the card and the balance 0! What? I called on Friday morning to see what was happening because I should have $4000 on this ** card! The operator disconnected me the first time and then told me not to be so upset. Really? Upon realizing that I had been completely scammed? And all of the funds where taken the same day people. What **?

    Why is it that I was not called or the card frozen? They did 6 different transactions the same day, the same place and in another state from which I live or my card was issued? Unreal! They stole $4,000 in a matter of 5 hours! When I reported this on Friday, they questioned me like I traveled to Michigan or gave my child support and college funds to some one. Something needs to happen with the child support payments being sent through a third party! I only hope that somehow, I am protected and I get my daughter's funds completely refunded.

    First of all, thank you to the person filing a complaint on Oct 24, 2011, for directions on how to reach a live operator. I just tried it and it worked. Also, according to the Better Business Bureau, they have resolved 42 of the 50 complaints lodged against Eppicard so that's my next stop. My main complaint is that I haven't been able to log onto my account online for the past 8 weeks. Each time I call in for help with customer service it costs me 35 cents to get my balance first. That get's costly when the calls keep getting "dropped." Somehow my user name has changed and it won't let me in even when it says I've successfully changed the password using my original user name or even using the new one they fill in as a default.

    My second complaint is about customer service not taking care of the problem. They have all been courteous, but they keep sending me in circles. I've called in once a week the past 8 weeks and spoken with 13 people, who submitted 7 "tickets" for the problem. This has taken over 6 hours of use of my cell phone minutes. They keep sending me to "tier 2". While they are courteous, that act like I'm ignorant and don't know how to log on when I've been using the system for 4 years without a "log in" issue. I tell them we've discovered it's an IT issue and explain that I've been through the steps before and there are even notes on my account that document the situation. Yet, they spend another 30 minutes trying to log on themselves, resetting my password from their end, wasting my time and theirs. EVERY time I have to go through the same speech only for them to end up saying it's an IT problem and that they will submit a "ticket" to outside their department for this to be fixed. Yet it never gets done. If they even file the ticket it doesn't get outside. It keeps getting to reps in the same department.

    I finally complained and asked for a supervisor (yet still tier 2) who gve me her full name but refused to give me her extension #. She promised to have it resolved within 3 weeks. A ridiculous amount of time to fix a user name issue. I told her at this point, I don't care what the problem is I just want them to wipe out the data and set me up again. She says it has to take care of it. A week after speaking with the supervisor, I got a voicemail from the same supervisor saying she got a ticket stating that I needed log in help. It was obvious that she didn't remember who I was or that my issue wasn't a log in issue. While I know she has many customers to deal with, I would think she would recognize my name after speaking to me for over an hour when I was so upset I was crying.

    Needless to say, I wasn't a happy camper when I discovered my issue was still hanging out in her department. Once I calmed down, I called into customer service. After terminal hold, I finally got through to a live rep and gave her the supervisor's name. The rep was able to track her down and had her call me back. The supervisor stated that someone must have submitted a duplicate ticket. You think? There's been 7 so called tickets submitted. Technically, five since the 3rd time I called in, the rep said the first 2x tickets weren't issued. While I appreciate the fact that she called me back, I'm still aggravated that she still hadn't taken any new steps to solve my problem and that I was still in the same "ticket" circle of hell.

    Her deadline is Tuesday, the 22nd. If it's not fixed by then I will be filing a complaint with the BBB. Gee, I thought I was having problems. After reading the complaints on here about lost money I feel lucky I'm not dealing with that issue. However, it has been taking between 10 and 18 days to get my money in the account, from when my ex states he has made payment. I was getting angry at him until he started showing me proof. Evidently, someone is funneling money or floating it and using funds to earn interest or other issues probably not legal. Good luck to those of you with missing money. I would suggest calling Tallahassee (or the state disbursement unit for your state) that used to distribute your paper checks to you and file a complaint with them. They have more accountability for funds and they will probably be able to tell you who to contact to help you if they can't.

    Wow, it's ridiculous how many complaints Eppicard has against them but still no government official has stepped in and done something about this obviously corrupt business. Dealing with a customer service person is very stressful and gets you nowhere. They are rude and disrespectful. They refused to give you a straight answer and refused to let you speak to a higher supervisor and refused to give their full name but yet they demand that you give them your full information and on top of that, they continue to charge you a fee every time. I had a refund of $275 put back onto my card by TJ MAX on the 28th of October. I've been calling for three weeks straight asking why my money isn't on my card.

    All they do is give me the runaround every time by telling me they can only put a tracker on my money to track it down. It takes 3 to 5 business days. I call back the next week and they tell me they have to put another tracker on my money. I call back the third week, they tell they only deal with lost or stolen cards and that I should write a complaint to someplace in San Antonio, Texas. Even though customer service for TJ MAX continues to tell me Eppicard has accepted the refund transaction, yet Eppicard continues to tell me they have not accepted it. Eppicard should be charged with theft bottom line.

    This is the worst company I have ever had to deal with. I am convinced the government is just as crooked to allow such rubbish to go on. I agree with the person who said there was definitely some exchange of money to some government officials to let this continue. It's obviously not just one or two people when we are all complaining about the same things. For one, they are indeed stealing from the people who can least afford it, by charging bogus fees (to listen to recordings and be disconnected after listening to a bunch of choices that don't apply, I hang up feeling like a dog who has been chasing his own tail) and most crooked of all is the fact that somebody is obviously tying our money up because it sure the blazing ** is not made immediately available to who it is supposed to be available to.

    I receive this money to take care of my child and it should be available as soon as the depositor makes the ** deposit! What could be the problem? I have been given a multitude of excuses. This needs to be blown wide open and the offenders need to be brought to light. I hope that someone does call the news station, soon.

    (0 not a valid choice in rating overall experience) I have been a cardholder here for child support for quite some time (my child is 13). I really had no complaints other than there is never a live person to speak to. And even if you get an option to speak to someone, you are put on terminal hold, no noise and then to your amazement, disconnected. I noticed that they have started a fee for balance inquiries and this has never been initiated before. Unfortunately, when you call in, you are immediately prompted to enter your account number and it then automatically gives you a balance and charges $0.35 now for every call to them! That’s ridiculous!

    Of course, I cannot get to a live person to get an answer why I wasn't notified but believe me; someone will be sending my $0.70 back! They are the worst! I have no problem paying a fee that I was notified about. I am set up to receive emails from them. I looked around their website under consumer/customer important alerts, and nothing was mentioned. I have also sent a complaint to the State of Illinois but I am sure that too will go unanswered. With so many Americans out of work, why is the world so automated? It only causes that much more confusion and problems.

    My overall experience with Eppicard is way less than zero. This company is crap. They rip everyone off. I disputed a transaction from Oct. 1, 2011. I still am waiting a refund from a transaction that was illegally applied against my account. Eppicard has put me through hoops to get this money back. When I told them part of the problem was that I did not have a final bill, they denied the refund on the basis of me not having a final bill. So, I sent them a copy of what I had, which was a copy of the reservation. The second issue is that I was given a refund by Enterprise back to my account. While funds are immediately deducted from my account, putting them back requires 3-30 business days. The number of days is crazy.

    Eppicard needs to be disbanded. If they are acting as a quasi bank for the state of Florida, then they should have at least the responsiveness of a bank. This is a failed experiment. Florida should go back to issuing real legal tender like paper checks instead of this rip off debit card company which is not really a debit card company but Wells Fargo.

    There should be some kind of regulatory third party that complaints should be addressed to instead of a bunch of lord of the flies, "piggyesque" bunch of bullying kids. By the way, have the notion that all races are equally unemployed in this state. The consequences of this is that I have been deprived of $400.00 for about a month when I really needed the money. I want a paper check back, not this moronic unaccountable bullying kids who are the tier 2 escalation team.

    I was shocked to see all the complaints about Eppicard. I thought it was just me they hated and I totally agree that it is next to impossible to reach a live representative with NJ Eppicard. When I finally found the prompt to speak with a live representative, the call would disconnect after transferring, or just sit in dead air indefinitely.

    What I'm wondering is this: first, why does it take so long between the time a deposit is made at the child support enforcement office and the time the funds are made available on the card? If a cash payment was made at 2:30 PM on a Monday, why is it that five business days later, it's still not accessible to the cardholders. Secondly, is our state's Attorney General aware of this nonsense, and if so, isn't he/she the person to look into such complaints? Maybe I'll contact that guy Jim ** on CBS news to investigate and we'll see some changes.

    None of we recipients (or our children) need any more forces working against us, especially when they are supposedly there for our benefit! By the way, on another note, my ex-husband's income taxes were supposed to be intercepted to take care of child support arrears. He filed in January 2011 and here it is November 2011, and I still never got the funds. No one seems to know why or is willing to try to find out what happened.

    I have been trying to get a replacement card shipped from Florida to my new address in Canada for almost two years. The first time, they sent it to "Oswaontereo, Florida", which of course doesn't exist. When I called for another replacement, they said 7 to 10 business days since they couldn't expedite it to Canada. 7 to 10 days later (more like 12), I got a replacement. When I tried to activate the card, it said the card was invalid. I called the number and they said the last 4 digits were invalid.

    Further inspection of the envelope reveals a strange route a letter would take coming from Tallahassee, Florida to Ontario, Canada. It went from Tallahassee to the presort center in Atlanta which I understand, but here's where it gets strange. Over the return address from Atlanta, there is a sticker with a return address from "Malmo, Sweden". Why would a card coming from Tallahassee, go to Canada by way of Sweden, especially if it's time sensitive which this is? I'm suspecting fraud somewhere within the mail system, the bank or both. You might find the accounts like this being intercepted and drained and invalidated cards being sent to customers.

    If they had below zero I'd give it. This service so far has 3 garnishments for CS but I have zero balance. I turned in the paperwork to have the money put into my son's main SSI account and they still gave me this card. I already have too many bank accounts from child support state to state. You cannot speak to Customer service; it is fully automated and I tried punching odd keys, star keys, and not pressing to key language problem. None worked. His SSI got the rent paid but the support keeps up his hygiene and the power bill that I am now late on! No other agency for child support has ever been a problem (other than extra accounts that cause disclosure problems with benefits ). Most were the Chase service or Carolina's EBT Cash account.

    Since having FL take over, they had double garnished him, and been short the payment to me for at least 6 months by about $100/mo. It seems that Eppicard is either working in tandem with dishonest State's or Eppiccard is a flim flam agent fleecing our children of their rightful benefits!

    I have noticed over the last year that I never seem to get my full amount of child support posted. It is taken out of my ex-husband's check every Friday, always. Yet sometimes, I do not get a payment for up to 3 weeks at a time. Sometimes it will post and sometimes it doesn't. I started comparing the amount that I am supposed to receive to the amount I get. It is always off by at least $200 or more! I wait to see if it's on the next month's postings, but it never is. Child support here in MS says to call AZ where he is. We did, and they say to call Eppicard.

    I do not understand where the money is and why my children are not getting it. I cannot get Eppicard to explain to me why. I also had a business overcharge me. The business told me because it was on a card, the card had to cancel or refund the transaction. I called Eppicard and spoke with someone who barely spoke English. It was very hard to understand her, and she was also very rude. She told me that it would take almost 90 days to cancel the transaction and that the business should do it. I can never get a straight answer from them. I also have a direct express card from SS and I don't have these problems with them.

    I've noticed that others are saying that they have payments missing too. I don't agree with also being charged as much as they charge us for using the card. If they take $1.50 a day and the .50 cents a call every day from the number of people in the US that are forced to use this card, my God, they are making tons of money off of money that belongs to children. I was told that I had no choice but to use this card if I wanted support for my children. When I received a paper check in the mail, at least I knew that it was coming on time. This card never has it posted on time. It's very hard to plan anything with my children such as what to buy for them, food, or even pay any bills because I never know when I am getting a payment.

    I regret ever using this to get support. My ex always sent his payments on time. At first, I blamed him for this until he showed me proof that it is being taken out every week on time. Where is my children's money? If I add up the almost $200 missing every month for the last almost 3 years, they have stolen almost $7,200 from my children. How can any child support agency or our government, who say they are hell bent on arresting people who don't pay their support, allow this to continue? At first, I thought I wasn't doing the math right. I had someone else look at it. Every month it is almost $200 short!

    Please, someone help us. It's hard enough being a single parent, but knowing that the money is out there and not being given to us and our children is disgusting! Why isn't anyone investigating or paying attention to this? How long does this have to happen before someone speaks up for us and for our children - when we find out that someone is a millionaire because they slowly stole child support each month from us?

    For those trying to talk to a live customer service rep in Florida, call the number on the back of the card or the number they give on their website. Press 1 for English when prompted. After that, do not push any more buttons! Simply stay on the line. Allow the automated system to repeat its menu 3 or 4 times. After that, it will say something along the lines of "We're sorry; we still did not understand your response. Please try your call again later." When it says this, do not hung up! If you wait 5 to 10 seconds, it will then ask you to hold while you are being transferred to a customer service center. A rep answered within 1 minute!

    I originally called the service center, because I had not received my replacement card, and it had been 10 business days. Without dispute, the rep said she would issue a new card and have it expedited (free of charge instead of the $15 they try to charge you normally) and that I would receive it within 2 business days.

    Other than this, my experiences with EPPICard have been truly terrible. Their automated system is a joke, and their charges for even calling the customer service number is a total fraud, considering you have to call several times before you figure out there's no one on the line who can help you.

    I have tried several times to reach a real person in customer service as the automated system does not provide information about my inquiry. It's completely unfair to me to be charged a 35 cent fee every time I call, only to end a call with an automated system without having received the answer I need. And to be sure, I didn't even know they were charging me 35 cents until I did hours worth of research to obtain information on why this charge kept showing up on my client statement.

    As a result, I have had to close my accounts that automatically take out payments every month. I am extremely unhappy with this service and I personally think it's a scam to nickel-and-dime people to poverty. If I am using this card, it is because I'm in a financial crunch and I've earned the money that unemployment paid me. It does not help my quality of life at all. In fact, it hinders it. I am sadly disappointed and think EppiCard should be ashamed of themselves.

    The third time I tried to get a hold of someone, I was on hold for a total of 16 hours for all three calls. When I finally got a hold of someone to file a complaint about charges on my account, that I didn't recognize, they told me that they don't know and that my card had to have been stolen. When I tried to request the charges to be disputed and the card replaced, they said they would. But nothing has happened. I ended up waiting 6 1/2 hours only to have them hang up on me. When I tried to call back, I waited another 1 ½ hours and got disconnected again. What do I do? Money keeps coming up, missing off my card, which is the money for my toddler.

    I was made to start using the Eppicard because the state of NJ wants to go green. Ok I get it, but I have never dealt with such poor customer service in my life. My card was stolen but I reported it lost because I did not want to go through the hassle of a police report (Not to mention I know who took it). At the time I reported it I had no money on it so I was told when the child support comes in to call back and they will issue me a new card.

    I spoke to my ex and it was taken out of his check soviets and assumed it was on my card. I have tried to call back to get a person and all I get is the automated system telling me the claim has been heard to call back tomorrow. I have tried every possible way to get through to a person just to find out they are charging me Every time I call, really for what? Because you sure as hell aren’t telling me anything, so now I have no idea if they sent a replacement card. It’s been 2 1/2 weeks since I called and probably a good 5-10 dollars in fees trying to get someone on the phone.

I don't think this is very professional. Why is it that there are no options for you to speak to someone about whatever your needs are? Automated services aren't the way to go.     I received my first unemployment benefit check via Eppicard debit card. The first card arrived on October 2, and when I went to activate it, I was told the card had been canceled. After 3 hours on the phone with PA Dept of Labor and Industry (Unemployment Office in Allentown, PA), I was told I would receive a new card. The card arrived today and, when activated, indicated a balance of $0. Someone at the card company or at Unemployment Office has "stolen" the $500 that is supposed to be credited to my account.

    Little by little, this card steals my daughter's child support money. Today, I tried getting in touch with a real person from customer service. I called nonstop for three hours and It does not give you an option to talk to a representative. I went online only to find out that they charge $.25 for each call. I couldn't even tell you how many times I called. There goes some more money that they stole from my child.

    Finally, at least I get some of what the ** were talking about. Just remember that your "available balance" and your "current balance" are two different things at "Eppicard" (I wonder if they did that on purpose so that it would wind up costing everyone of us a lot of $0.50s). When you go online, just remember to not go by the available balance. You have to go by the current balance.

    Anyway, I finally was able to open a checking account online; a savings at American Express and a checking at Citibank. Neither one of these use ChexSystems. You might want to try it. Although Eppicard got me once again on both, it was $1.50 per transaction to initially transfer money, but now that's the end of me paying Eppicard. If you originally had been putting your money on a Walmart Debit card, you can take your Eppicard and your Walmart card to Walmart Service Desk and transfer it back on your Walmart Card. At least it only costs you $3.00 and you get unlimited calls to check your balance.

    I don't understand why I have to have my child support payments on a card. I have a bank account. Why couldn't they just direct deposit the money into my account? I tried calling to speak with a live agent and every time I called, it was automatically deducted from my balance. I feel that this is wrong and should be dealt with. You only listened to an automated system. Why am I being charged for that?

    This is ridiculous! This card is a joke. Not only did they randomly take $24 out of my account, every week I get child support, they don't even send the full amount, yet they take it out of my ex's checks--seriously? I'm about to cancel child support. In general, this isn't worth my time. I'm glad I'm working, or my child would go deaf without.

    I was approved for my benefits on August 8th with an Eppicard sent out on August 11th. It takes 5-10 business days without weekends. I never received my card. I called back and they said they would send another card, but I didn't want it in 5-10 days again. That's too long. So, they had an express option for 15 bucks. I hope I get to see this card.

    My old card had expired and just about a month ago, I activated the new one. The system told me I had a balance of $24. I went to a PNC bank mac yesterday (17 Aug 2011) and it told me it couldn't do my transaction. I went to the same mac today (18 Aug 2011) and I was told the same thing. I was only trying to take out $20.

    So, I called the number on the back of the card and put in my card number. Then it told me that the card has been cancelled and a replacement card is being ordered. Why? I never called to say anything was wrong with my card. I have unemployment money coming that I need to use to pay my bills and I can't get my money out to do so. This is unacceptable to me.     I take offense at being forced to have my unemployment put on a card of someone else's choice with a license to steal from the people least able too afford it.

    The fees for a withdrawal of my money cost me the normal ATM fee then Eppicard applies their own 2.50 to my card, undisclosed charge to check if your money is there for .50 a pop and reversal of charges take five-10 days. Come on!

    Some officials or politicians got a big kickback for allowing this to get set up. Another example of our government looking out for the rich at the expense of the poor. We, as the people, are no longer represented by our government; only businesses and the rich. And business is good.

    Shame on all of them representatives. America has been sold. We need to wake up. Our forefathers would be sick at the present government. This is just one thing. Look around, corruption and blatant disregard for the little guy is out of control. Next time, it will be you being taken from.

    Every time I use the card, it is rejected. So I go online and check the balance and there is always more than enough cash on the card. Customer service is of no help at all and will give the same explanation. Something about the company may not be recognizing the card.

    It is very frustrating and it seems no one is doing anything about it.

    The employment security commission put me on this card for unemployment benefits. I am ready to sue them because I have been to them five times but all they will say is call the Eppicard company. The Eppicard company number does not work because there is no live person to speak to.

    I have no food, and am due on rent so I'm being evicted. Would an attorney contact me to put together a class action lawsuit? They need to go out of business.

    I use the Eppicard to access child support. A charge appeared on my Eppicard that I did not make. I called customer service, and was told to call back in three business days because the charge was not processed yet. However, it was on my client statement, and it was deducted from my balance. I called back in three days, and they canceled my card to stop any further unauthorized charges. I was told to update my address, so they could send me a fraud form to fill out. I called the office of recovery services (the people who garnish child support) in Utah. They had my current address; it just had to be verified, which I did. I have lived in my current address for two years.

    I called Eppicard back; I cannot get a live person to talk to because my account is closed, and the recorded message tells me to call back tomorrow for an update on the status of my account. It has now been one month, and they are collecting my child support, but not giving it to me. I still have no replacement card to access my child support.

    I did receive a form letter from the fraud services department at Eppicard to fill out, and return. They sent it before I verified my address, which they claimed they did not have. The letter went to my sister’s house. There is only a P.O. Box; No phone number, address, or name of anyone on the letter. I filled it out, and returned it along with a police report about the fraud, which several people in my town were also victimized. I even had my bank account debit card affected, which has already been resolved.

    Where is my new card? What is Eppicard doing with my child support? Who do I talk to?

    I have had it with NJ EPPICard.

    I dare anyone in the government/child support/credit card industry to try and get a live operator on the phone. This has happened to me many times before, enough so, that I end up using my bank card for a purchase that I need to make.

    There is no option at all on the menu to speak with someone live. I've reported it lost or stolen, I think in the past, in order to actually get someone on the phone and then they were really ticked off that I hit their option to talk with someone.

    I use Eppicard for NC unemployment benefits, and I have experienced just about all the complaints here (For the record, you do have to press “0” for your social, or wait a few seconds after the system says to call back to be transferred to an actual live person--ridiculous!).

    My main complaint is that recently, my card was canceled due to "suspicious activity", which was actually a purchase I made. I was not contacted, and I happened to find this out at a restaurant when my card was declined.

    After spending over four hours on a Saturday morning trying to figure out who to speak to and the reason for the cancellation, I was told by some rude customer service agent that it was canceled because my phone number wasn't up to date. After informing her that it was updated via the website, she tells me they have no access to their own site to get that information. I was supposed to call in to the same system--I've never heard a human voice on EVER! Then when I asked for a corporate office number to complain, I was told there wasn't one and was hung up on!

    Recently had my unemployment checks put on this Florida State issued Eppicard. My check usually arrived 2 days after calling it in. I ordered this card for what it claimed to be more convenient. I waited 3 days and checked my balance on the toll free number and ther was no balance, then i was charged .50 for each transaction after that $$$$$$$$$$$, so I went online after that and checked the balance which is free, it said I had several hundred dollars available, so I went to the grocery store (16 miles to the nearest.)

    When I got to the checkout, my purchase was denied, funds not available. Went back home talked to customer serv. rep (.50), said funds not released until later that day. I asked to speak to a supervisor, and was connected to I guess what was one. I asked her where online when I checkec my balance did it say "funds were not available until "LATER", I really did'nt get an answer, accept to check back. Meanwhile 5 days before this with money I had from 3 weeks previous I tried to run an ad for a vehicle, and it seemed to go through ok, but when the paper came out,there was no ad posted from me in the paper. I called the paper, and they said the charge would not go through, although the money was there.

    I called "eppicard", another (.50) they said some businesses don't recognize the card and you may not be able to use it via internet or phone, and that I should call the customer service dept. and have them try to manually enter the card. THIS CARD I ORDERED WAS SUPPOSED TO BE SECURE AND CONVENIENT, NOW I'M SUPPOSED TO JUST GIVE OUT MY CARD INFO TO JUST ANYONE THAT CAN WRITE IT DOWN ON THE OTHER END OF A PHONE CONVERSATION (BEFORE I CAN ACTUALLY MAKE A TRANSACTION), Signed, headed to a real bank to open an actual "bank account", where I can see and talk to someone who can and be willing to help me. PS. If you get this card in July of 2011, and decide you want to go back to a paper check YOU CAN'T!!

    I keep trying to access my card to get info thru the web, or the US postal service but I keep trying to enter a CVV number and the site keeps rejecting me. The Eppicard site is a "JOKE"!!!!!     5 days for somthing i see as your fault? Why do half of the places i try to use my card not work? Then when it is declined you still hold my money for 5 days!? No tonly that but i pay fifty cents everytime i try to reach one of you customer service reps! And after sitting on hold for an hour i just give up. I really wish someone would do something about this company. Obviously some money being stolen here and from people whom obviously cant afford it..,,wow!     I had stopped receiving payments because my son's father wasnt working for a while. However, I always kept a balance on my card for an emergency of $100. Well, 9 months later when I started to receive payments again, not only was that $100 gone, but they also took another $123 "claiming" that there was a charge that was pending -- FOR 9 MONTHS!

    There was $100 already in the account too. So when I called them up and complained, I asked for the name/merchant and details to which they told me - "We don't have that in our system because it is over 6 months ago" So, in turn I said, "So there's no possible way you can confirm this allegation, there is no proof so you have no right to take anything from my account." After 2 hours, they still did not refund my $223! Made me fill out a form sent to me in the mail, only to be declined any restitution. Pure scams, I can't wait until they catch these low-lives!

    When I applied for my unemployment, I was told I would receive a card in 5-10 Business days. After 3 weeks of not receiving it, I called again and they said it will take another 7-10 Business days. I have been waiting and waiting and when I call, they keep giving me the run around. No one wants to help me and it is the same song and dance every time I call. They have now informed me it will be 7-10 business days again, since I first filed in May. I have a family and we are supposed to go without money I paid into because they want to take 7-10 business days? It has now been 38 business days since they claimed they first sent it! I even made sure they had the right address and they do because they sent me literature on how to use the card but not the card itself this is BS!

    There is no other way for me to obtain this money and now, because of this, our phone is shut off and in 2 days they are going to shut our power off. We will be living like this until they decide that they want to send it, 38 business days is a long time to wait for a card.

    On June 8th, I called to activate my card; and when I went in to put my PIN number in, it said, 'wrong PIN number.' I have tried to call the 1-800 number but I cannot get in touch with a live person. I have had money on my card since 06/08. I called Unemployment to see if they can help, at least 10 times a day; but cannot get through to them either.

    My Indiana unemployment is deposited on the EPPICard and I go to their website to find a free ATM. I chose US Bank, it’s listed as a MoneyPass and free withdraw per deposit, and they are still charging me a $1.25 fee, along with a $0.25 decline fee. They say US Bank is not MoneyPass, but it is listed on their site as one and on the ATM machine. I called and they refuse to give it back, and they hang up on me.

    You cannot get a hold of them. If you call the phone number, they say customer service wants your account number and then they want your pin number. It doesn't give you an option to talk to someone and every time you call, it deducts 25 cents and you don't get anyone to talk to. There is no support on their website either. You can't email anyone and I have an issue with being double billed for something and can't speak to anyone. It has cost me like $5 already. Every time I go to the website, it makes me change my password too or won't let me in at all to view my account.

    In a nut shell despite have $700 in my account. Eppicard declined three attempts from a company to process and order for $194.63. It kept saying the CVV number was wrong when they ran the card, it was not.

    I called to know why they were holding the money on three declined purchases. They said I got the zip code wrong! I have had an account with this company for three years and have been getting things sent to me in that time, my zip code has always been right.

    This company is a sham. The states that use this card company Wells Fargo is a sham. All these thousands of complaints go unattended to. This is the government in action again. The lowest bidder wins and they never question them, until election that is.

    So, I have approximately 600 dollars on hold now for five ** days because this is a sub-par, lowest bidder company. This will go on for a little while longer, then once enough is enough and states start getting excessive, complaints they will start pulling out of this scam-program set up by Affiliated Computer Services, Inc / Xerox, yes I said Xerox.

    Eppicard declines a transaction(s) for no reason, more than enough money in account. They then hold the declined transaction, funds for five days, waiting for a company that was declined to get the money they were denied three times. Where is the logic there?!

    My mother was laid off from her job over a year ago and began receiving unemployment with an EPPIcard. Not long after, I also lost my job and was on the EPPIcard for unemployment. Once when their system messed up, they charged me service fees for failed attempts to use an ATM that were due to their system failure!

    But the kicker is that when my mother passed away at the end of October they immediately froze her account, cancelled it, and refused to release the money she had in the account for her bills. EPPIcard has effectively stolen hundreds of dollars! I can't help but wonder how many thousands of dollars they have unethically and illegally hijacked in this manner.

    There was a fraudulent charge on my card over 5 months ago. I disputed the charge immediately before it was ever paid. I was instructed that it would be taken care of. 5 days later I realized they paid it, so I contacted them again and was told that I had to wait till it had been paid to dispute the charge. So I then disputed it again. I had to fill out paper work and mail back in. I sent it certified mail so I could verify it was received on time.

    I contacted them and they tried to tell me that I had not gotten them the paperwork back in time. When I informed them that I had proof that it was there on time, they changed their attitude. Then the dispute department said they had proof that I had contract with this company and denied my claim. I have no idea who this company is and requested a copy of their proof in writing on 2 occasions and 6 phone request. I have yet to receive any info at all from them.

    The customer service is people are liars and they can't be trusted. They will go in your account and change information without your approval. They give you a hard time like you're taking money out of their pockets. They are cold-hearted and don't care that the money belongs to your child and that it puts in a hardship when you need it to take care of your family!

    I was lied too and there nothing I can do about it because the guy cancelled my card, so when I call to talk to customer service now it just says this card doesn't exist. Please, you guys really need to get another way of sending support payment out that more reliable! I got one, how about checks? Because having someone else over your money and your transactions is not working very well at all!

    Eppicard charges you .25 every time you call to check your child support balance. I have not received one piece of information informing me of this. I found out today when I went to the bank to get a withdrawal and it came up declined. I knew I had checked the balance before I left so I decided to go home and go online to see what I could find since you cannot get a live person to speak to you at their so called "customer service" number.

    What I discovered online shocked and angered me. For the last few months, I had checked often because my ex was out of work and payments were not made in a consistent matter and I realized today that they had charged me .25 for every call I made. Eppicard, how dare you do this to people! How dare you make a charge like this and not notify people! I feel like I have just been robbed. I called my local child support office here in PA and they were not even aware that Eppicard does that. This does not seem legal or fair to me.

    Every single time I try to check out the balance on my card at eppicard.com, it tells me my password has expired, to please reset a new one. I reset a new password and it may or may not let me through. Today, it told me my account was locked to reset the account, which I did. The reset was approved, I typed in my password, it set my password had expired, to please set another password.

    I am extremely frustrated. I called what I thought was a different customer service number,1-866-338-2944. It was the Illinois Health Card of Debit Services. They gave me this number to call, 1-702-589-9300, which cost $3.79 to make it. You don't talk to a real person if you call the phone number for customer service on the back of the card.

    This is ridiculous, I want to get into my account. I also have tried calling the child support office in Carol Stream about it. All I get there is a recording saying they are too busy helping other people, to please call back at a later time. I wait a while, call back, and get the same recording all day long. Can you help?

    I did not authorize Eppicard or anyone else to deposit funds of child support to the Eppiccard Texas debit card. If my signature is not on any given paper work, I would appreciate it if agencies would not take it upon themselves to make decisions. I am well-able to care for and handle my own business affairs.

    I used Eppicard for a purchase and the card was declined even though the funds were available. Thinking it was a mistake, I ran it again and once again, it was declined. When I checked my balance, it showed those two transactions as pending even though they were declined. I now have to wait 5 days for it to fall off my card (term Eppicard used). Customer service is incredibly rude and something just does not seem right with this company. Try to find information on them. It is not easy as they hide behind banks that sponsor them. Someone should expose them.
