    The State of Nevada has opted to use Eppicard for unemployment benefit payments. Thus far, this card sucks! Supposedly, free cash withdrawals can be made from a Wachovia or Wells Fargo Bank. Well, neither of those banks are located in Chicago,IL. If help is needed in regards to this card there is an 800 number, you cannot speak to a human being. This card is not an acceptable form of payment for majority of my bills such as telephone, Cobra insurance, gas or electric bills due to not having account and routing numbers. So I have to spend 5 dollars at ATMs for withdrawals and money order fees along with postage because my payments have to be mailed. This is a huge inconvenience as well as expense due to extra fees that I incur to pay my bills on a fixed income. At this point, I do not know where to turn!

    The Eppicard or the "Texas Card" issued through the Office of the Attorney General is a complete joke and should be shut down immediately! A year ago, I had my CS sent to the card then when my ex stole the card and ran it to a negative balance. The company refused to investigate or do anything at all! This year, the attorney generals office, out of the blue, has demanded again unless it would put a financial hardship you to put the CS on the card again.

    I called 3 weeks ago to tell the OAG that I didn't want my CS put on the card because of all the issues I had last time. Then guess what, this weekend, my CS went to the card. (1) I haven't had the card in over a year! (2) The Eppicard people refuse to issue another one without $5 replacement fee and (3) they still refuse to investigate the charges from my ex! So basically, I've been on the phone with the OAG for 45 minutes and have gotten nowhere, just a recording from Eppicard! I'm not dealing with Eppicard, I'm dealing with the Attorney General! How much money is the AG's office getting paid for this? I thought my tax dollars were going to the OAG not a credit card company!

    Usually my ex-husband's check is garnished the first of every month and within a week my children's money is deposited on to my Indiana Eppicard. No later than the 7th of every month but it is the 22 and my kids have not received anything. When I try to call all I get is a computer recording and if I call my ex- husbands job then the courts yell at me. I want to know why Eppicard can’t make sure the deposits get here on time. If there wasn't other money coming in to by diapers and clothes and food my children would be hurting.

    The Eppicard is a government operated scam. I signed up to receive Child Support payments in Texas through the Eppicard. I wish I had done my research before I did that. Thinking this would be a more convenient way instead of direct deposit, I signed up.

    Within the first month, the problems began. First of all, they lie when they say you can withdraw twice a month for free. You are also charged to do a balance inquiry at an ATM machine. Unbeknown to me, as well as hundreds of others, this card is not issued and maintained by a real bank, therefore not all merchants will accept it. The 3 I know of that I had the pleasure of finding out the hard way were Old Navy, Kohl's and JcPenny. The merchant allows you to put the card number in, then says it's incorrect, so you think okay maybe I missed a digit and type again. Well, every time you enter and submit that's a pending charge. Eppicard says that you can have the merchant fax something to them, to have the funds released, but the reality is, Eppicard will not release the funds until it has been 5 full business days, regardless of the fact the merchant has no intention of taking those funds. Over the past 2 weeks, I have had $250 of my money held.

    Needless to say, I have contacted the Child Support Division of the OAG for TX to have them immediately opt me out of the card. Thankfully I have a bank, but for those who don't, Texas(not sure about other states) will no longer mail out paper checks, so your only option if you don't have a bank account is Eppicard. Customer service gives no empathy or understanding. Going to a "tier 2" person does nothing, as they are just another trained customer service rep who may make an extra buck an hour than Tier 1 to tell you the same thing, "sorry, oh well you have to wait." I urge everyone with complaints here to write to your state officials (I'm starting with the Attorney General's office) to voice them. This company has to be stopped.

    Called to ask about putting a beneficiary on an account. They told me, one cannot have a beneficiary on an eppi card account. So , what happens to ones money if they happen to pass away? So, I changed my mind, and did not get this option. Thank you.

    I am receiving child support through my Oklahoma EPPI card and up until this year, it has not been a problem. My card expired in April and my problem began. I must hereby state that I live in Sweden but I received my first EPPI card in Germany without problems. After waiting almost a month to receive my EPPI replacement card, I finally contacted their customer service. They hadn't even mailed the new card out to me!

    I was upset but they ensured me that I would have my new card withing days. It is October now, EPPI card has mailed out 5 different cards, the latest one 3 weeks ago, and none have made it here. My child support worker has even contacted EPPI card customer service and told them to better put the right amount of postage on the envelope, how dumb is EPPI? Every time I call customer service, I get the same run around, "We will mail you a new card." Those calls are not free since they are long distance.

    Thurday was the last time I talked to EPPI. At this point, I am very angry. I tried setting up direct deposit but was told that they couldn't do this outside the USA. I have 894 dollars on my account and I asked the customer service man (his name was ruben,who refused to give his last name) how they can make it possible for me to receive my money! He actually asked me for my address again and I told him that they were unqualified to send me another card (would have been number 6), otherwise one of the five cards in circulation would have already made it here. I am at my end of wits and I am very angry with EPPI. On top of all this, I was told by child support that I need to pin my card or else the money on my account would be send back to my children's father.

    Is there anything you could suggest? Child support is now trying to get the money out of my account so they can send it to me as a check. I know I can't be the only person that lives overseas and has those kind of problems.

    I lost my PA unemployment card. I phoned the 1800 number on the back of the card and reported it stolen. They charge $15.00 to issue a new one to arrive within 2 days, only they do not tell you it will arrive via UPS and a signature is required for pick up. So when it did not arrive in the mail, I called to check the status. Only you cannot reach a customer service rep unless you pick option 3 to cancel your card.

    I did that, knowing it would not cancel my card until I speak verbally to someone--Wrong! New rule, they cancel your card immediately and then charge another $15.00 to replace the one that has not yet even arrived! I am furious and cannot reach a person in Customer Service to verify how, when or if my new card is coming. Please notify the card holders of policy changes and how they will receive new cards so they don't make the same mistake I did!

    Let me begin by saying I could not find an address for this business anywhere I attempted to use my PA MasterCard issued to me by unemployment for a purchase this morning on Old Navy's website for my 5-year old. I received a message that the card was unable to be processed several times. I thought I typed the numbers in incorrectly, so I tried several times. I called 1-877-406-8257 and spoke to Beverly who then transferred me to Christine. She identified herself as a level 2 supervisor and said that card services was aware that Old Navy/Gap did not accept the debit card online for purchases, and unfortunately I'd have to wait 5 days for the hold to be taken off my card.

    I asked why, if they were aware that this establishment didn't accept the card for online purchases, was there a hold. She explained that this is the rule. I asked if I could speak to someone above her or the claims/complaint department. Christine explained I was not able to speak to anyone else and she had no further information for me. Not only was she abrupt, she was not understanding or empathetic. I then called Old Navy: 1-800-old-navy. I spoke to Kala who explained and confirmed they do not take PA debit card by Eppi and that Eppi was aware of this. She stated that PA Eppi works with customers and she would send a fax confirming that the card would not be accepted and funds would not be taken; thus allowing the hold to be taken off.

    Kala then instructed me to call card services at Eppi back and ask for a tier 2 supervisor. I waited one hour and 30 minutes and called 877-406-8257 back and spoke to Jennie. I asked for a tier 2 supervisor. After waiting over 5 minutes, Sylvia came on line making me repeat all verifiable information as if she didn't already have the information pertinent in front of her. I then explained yet again what my issue was.

    This time Sylvia stated she was unaware that Old Navy/Gap didn't take the card. I asked her how was she unaware when both Beverly and Christine, whom I'd spoke to earlier, both said they knew the card wasn't accepted by this merchant. Mind you, the calls are all recorded! I asked Sylvia was the fax received from Old Navy several times and it wasn't until the 4th time I asked her did she even check.

    Sylvia then, after me asking two times, said she would read me the fax and did she comply. However, she went on to tell me again on recorded line that even though this merchant "may not" accept the card, it's Eppicard's policy that they hold the funds on my card for 5 days (for something that will never be deducted since the card's not accepted). I explained this is a hardship several times to both Christine and Sylvia. I have to pay my car insurance, electric bill and other responsibilities this week.

    I asked several times what is the appeal process and I was told I have no appeal and I have to wait 5 days. It's difficult enough to be on unemployment and trying to survive. You'd think that they could/would have been a little more understanding. I received more understanding from Kala the Old Navy representative. I have worked in customer service for over 20 years and I know there's always an appeal process. I know I was lied to several times by Eppicard service representatives on recorded lines and wish I had a real recourse. I’m already feeling powerless, and now even more as I sit here crying and trying to figure who I can borrow money from to pay my bills so my car insurance and electricity aren't cancelled.

    The NC Eppicard is a joke , was laid off for 2 weeks. It took 4 weeks to get my card with only 1 week of benefits on it, still have not received my next weekly benefit. The NCESC only gives me the "run around" the worst customer service ever.

    Needed to replace the card. When I called to do this, I was told there was a 93.00 balance and to allow "5 business days". Three weeks later...no card. The useless horrible customer service people keep repeating the same script over and over basically saying "it is within the allowable time" just wait, it was sent, it will arrive blah blah blah. Meanwhile, my balance, which should be in the 300.00 range is now zero.

    I am late with rent, may be evicted etc., All because I made the horrible mistake of trying to use this EPPI card instead of Direct Deposit. Customer Service? There is none and no one even pretends to try to help. They ask you every intimate detail of your information (SS, Birth Date on and on) and then blow you off with bull **.

    Due to constant mistakes, this card has cost me about 1000 dollars over the two years I've had it. Set up direct deposit and never ever use this EPPI card!

    This incident has happened on many occasions at various gas/convenience stops. I cannot use my card at the pump. It is always declined even if I try to use the card as a debit with the PIN. It is frustrating and defeats the purpose of the convenience instead of having to go inside to pay.

    On June 18,2010, someone broke a rental car driver side window that was parked in front of my house. My purse was behind the driver seat, and I had all my credit/debit cards, driver license, social security number, bank account numbers, 2 phones and my valuables. I believed in one of my phones, I had some personal information save in one note might include my debit/ATM card password. I went inside my house to change and be on my way to go pick up 3 of my little cousins in Atlanta, Georgia that I could take them to immigration to get their legal papers because they came to Miami after they lost some of their parents during the earth quake in Haiti.

    When I came out of my house, my purse was stolen when the window was broken. I was very emotional. I called the police and before the police got there, I made attempt to look for all the information via the internet to call the banks to cancel my cards and bank account numbers. My computer could not get on the internet right away because there was cable outage. I managed to find a friend to let me use his laptop to get some information. I had called some of the banks to cancel my cards and bank account numbers. That happened on a Friday between 4:30 pm and 5:30 pm. Imagine, I still have to go to pick up the kids in Atlanta, therefore, the window had to be fixed.

    Three or four hours later while I was on the road with a friend of mine driving on the way to Atlanta, then I remembered that there was a debit card that I had not cancelled. I asked my friend to borrow his laptop to search for Eppicard phone number that I could call and cancel. It took a while to find the number, and I called them hours later to report the incident on the same day. By that time, someone withdrew cash money about $3000 using the ATM in multiple transactions. Most of these transactions were alike. I was not aware that was possible for someone to withdraw that much money in a day with a debit card at the ATM locations.

    A couple of days later, they sent to me a dispute form which I filled out and sent it to Eppicard. A couple more weeks went then Eppicard wrote me, stated they are denying my claim. The thing is they gave me no explanation. So, I called the customer service number and spoke with this lady named Jennifer. I wanted to know why my claim was denied. Jennifer is a very rude and unprofessional lady. She stated that if you were not so negligence with your stuff, you would not lose your things. "So, now you think Eppicard should pay you, huh?" Anyway, after going back and forth with her, she decided to reopen the case. I filed another claim and send it express mail. Three weeks went no response.

    I called them back and spoke with someone who claimed her name was also Jennifer. I told her that I had spoken with her recently, she said she was a different Jennifer. I asked this Jennifer what was her last name. She told me she was not allowed to give that information. After she asked all the personal information that she needed from me, I asked her what was going on with my claim. She claimed they have not found it yet. I told her that was impossible that it sent express mail. She told me send another one regular mail, and I said okay. I sent another claim regular mail a couple of days later. About a week went and Eppicard sent me the same type of letter that I was denied and still no explanation why.

    A few days after receiving the last denial, I called again to get someone's name who made the decision on my claim and the name of the company representative. Furthermore, the explanation why my claim was denied. Moreover, I will like to take them to court. She did not give any name. She told me to write a letter and asked for any information I needed.

    I am in the process of gathering my information and to send it to them now. That's one of the worst experience dealing with Eppicard. The thing is the child support department hooked me up with this Eppicard. I had never heard of them before, I don't care to deal with them ever again.

    I got my unemployment funds through EppiCard. It states on my schedule of fees that I can use it at merchants that accept Visa, so I have used it to buy groceries and necessities. It also states that I can have one atm withdrawal per weekly deposit just to make sure I did not withdraw any funds until my second weekly deposit and then withdrew some funds to put in my regular bank account to pay bills. When I looked at my statement online, they charged me $1.50 for the withdrawal!

    When I first got my card, I tried to set it up online and couldn't so I called a few days in a row to find out my balance and it was 0. Then I tried calling an operator to find some help. The first thing she asked me was for my SS number. Most of us know that you do not give out that number first. She didn't even bother asking my name! I asked her if there was any other way she could look it up and she said no. So I got charged $2.00 before I even had a deposit. I have dealt with Wells Fargo in the past and they are notorious for charging fees. I am going to the bank today to have it out with them and then have my checks direct deposited into my credit union. Wells Fargo is the last bank that I would do anymore business with.

    I requested a replacement card as I had disposed of the 1st one after unemployment my benefits ran out. I got more benefits 6 months later, so I applied for a new card was told they would charge me for the card, stealing my money, it would as their phone ad says 'be there in 5 days' 10 days no card called employment commission, they have no control over 'their vender.'

    So I called them who say, well, we'll cancel that card and send one to UPS for $15.00 more of my money, no send the card 21 days later. I gave up, they cancel this card issue a new one another fee, and the next mail day Monday I get 1st card, asked to have it activated 'Oh no sir we can't wait 10 more days for the next card. This is bad, they provide no service to the consumer, they steal people's money; hold off mailing cards to gain monies with new fees and extra interest and you get the shaft. I live in my car now as I'm unable to collect my funds from these Plastic robbers who have $900.00 of my money. I want them in Federal court interstate commerce, fraud, false ads, market manipulation. Loss of sleep, PTSD episode, unable to repair car, lack of food, depression, disabled Vet in need of cash.

    I receive my monthly child support payments through the Pennsylvania EPPICARD system. On 8/12/10, I logged onto their website, ** to view my monthly statement. At this time, I noticed 14 deductions totaling $779.70 off the balance that I did not make. I immediately called their customer support and made a claim. I filled out the required paperwork. I received a letter yesterday (8/30/10) stating my claim was denied.

    The 14 charges were made in Las Vegas. I have never traveled to Arizona. I haven't even left the state of Pennsylvania for years. My card has remained in my possession always. I actually do not believe these charges were the result of a crime, i.e. identity theft or credit card fraud. I fully believe the 14 charges showed up on my account due to EPPICARD error. I will not give up.

    My ex-husband is in the US Military and works very hard for his income, it should not be thrown away due to a computer glitch that EPPICARD denies. I am willing to pursue a legal remedy. If anyone else has experienced this also, please contact me. The economic consequence is that $779.79 has been stolen from my children for their daily necessities.

    I lost my EPPICard. I called in on the 13th of August to get another card. They canceled my card and said that I would receive my card within five business days. Well, I waited until the 20th. Still, no EPPICard. So I called to see why I haven't received my card yet. The guy named Tony (he didn't say his last name) said that I had given them the wrong zip code. I know I gave them the right zip. He told me that he was going to transfer me over to the supervisor. I stayed on the phone 11 minutes, so I hung up and called back. This guy named John answered the phone. I asked for his last name but he refused to give it. I told him what was going on so he tells me that my card should be there by Friday.

    It's Friday and there is still no card. I asked again to speak with a manager. They put me on hold again, this time, for 20 minutes, so I hung up and waited to call back. A lady answered and I told her what was going on. She says, "Well, your card was sent out on the 13th. You should get it any time." I asked to speak to a supervisor and again, I was put on hold. The bad part about all this is I have wasted minutes on my phone and I still was not able to speak with a supervisor.

    I have had three different reasons why I haven't gotten my card yet. I don't know what else to do. I still don't have my card. I have three small kids that have returned to school, and without my card, I can't do anything. I think it's wrong. Someone really needs to check into those employees who work there. There is so much more that I can complain about. I just want my card.

    I called EppiCard because my account was negative $23.09. What I discovered is that the hotel I was staying in near Dulles Airport charged my account $50.69 for the incidentals that I used during my stay. This was charged on 7/24/2010. The amount was settled on 7/25/2010 for $50.69. However, the pending transaction did not clear once the settlement took place. I went through three agents, one of whom was supposed to be a supervisor named Daniel.

    After several attempts and an hour, I tried to explain basic accounting to Daniel. That when something is pre-authorized and it settles, the pre-authorization falls off. Well this didn't happen, thus causing the account to be negative. The system did not update correctly. I even had my husband get on the line to try and better articulate the situation. No luck. Daniel said he was escalating our situation to level 2, but we were left on eternal hold. It was my impression that he was trying to wait us out until we hung up. It worked after 15 minutes or so, we hung up and called back again. We spoke to Rick who claimed that the level 2 department was not open on the weekends.

    I am traveling and tying up my money for that amount of time is absurd and has put my family in a precarious position as a result. I was providing a specific amount and dates, yet they kept going back to other transactions that were on my account. I couldn't understand why. We are providing specific amounts, numbers are specific. Why do you keep referring to other amounts that we have not discussed? Then they want to lecture you about how they understand it and and believe to be true.

    I told them why don't you listen to the customer who experienced the actual events and is trying to explain to you. It is a futile vicious circle. They are so busy trying to prove the customer wrong, that they neglect and refuse to acknowledge when a mistake has been made on their part. The first thing they want to say is go to www.eppicard.com and look online. I told them I was looking online which is why I am contacting you. They then wanted to charge a .35 cent fee every time you call back because they are incompetent. They refuse to refund that amount.

    This office is in El Paso. The reason that I mention this office in particular, is because they are all Spanish-speaking individuals who don't seem to have a basic understanding of some things. Even though they are American, the communication gap is evident. It is very frustrating. I have tried to deal with the Nevada Eppicard customer service on many levels, including disputes and they are the worst. Nothing ever seems to get resolved, and there is always a wait to get my money even when they are wrong.

    Months ago, I had made a payment arrangement with a company and provided my card number. The company decided that this was not good enough and started charging my card the amount they wanted to. When trying to dispute this and showing extensive documentation including emails where I asked them to cease and desist, EppiCard refused to give me my money back on the premise that I had an agreement in place. Yes, but not for any arbitrary amount. I had to cancel this card and get another one.

    I have an Ohip EppiCard which I have had for years because of Child Support and I must say their customer service people handle their business. They have gotten on the phone with me and the merchant to resolve issues. They have a better understanding of transactions and usually resolve in a timely manner. The catch with them, is that they have now suspended purchasing any items remotely. This would have prevented that company from charging my card at all, but it also prevents me from purchasing online or shopping online.

    I have to swipe the card in order for it to work. This also prevents me from transferring funds into my checking account, which allows credit card advances through online banking to do so. It does have its drawbacks on functionality. I too have tried to lodge a complaint and it never seems to go anywhere. You can't find contact information to write or call someone else to deal with it. I will contact my State Consumer Affairs office. Thanks for the tip. To the gentleman in Gardnerville, you have to hit option "report a card lost or stolen" in order to speak to a representative.

    Eppicard's address (I believe) is Gen. Hudnell Dr San Antonio, TX 78226. You can ask to file a complaint through the customer service representative that will go straight to your state. If you are having trouble with one in particular, call back and get another one.

    I received this address only after speaking to six different employees, and when I requested more information as to why my funds will be held for five days after making a unsuccesful online transaction. The charges showed up through Eppicard twice for the amount of $92.10. The merchant was willing and able to send Eppicard information saying that they would not collect these funds. Eppicard would only say that it was their policy to hold the funds for five days. The managers would not provide their last names or provide their superior's names. I was told to Google his superior's name and that he couldn't proved an address because of security purposes. Also, the manager named Tony ** said that there was no way he could send me a copy of the policy or any information to me as a customer, that my funds had to be held for five days.

    I've looked on the website and other documents from them and nowhere is this policy disclosed. After lightly arguing with Tony, I was transferred to his supposed manager and left a message. After about twenty minutes, I decided to call back and asked someone else for the address which was given to me without having to explain my situation.

    Alex was nice and to the point (getting the address for me). She also informed me that I could make a complaint through her that would go straight to the state. So, I made the complaint through her, I will also write the company, and I will make efforts to file a complaint through ESC and my local politicians. Why deal with companies that take advantage of the disadvantage?

    I was attempting to get a head start on school shopping for my son. I found a great deal but by the time the five days are up, the sale will end.

    Eppicard doesn't give a direct number to speak to a customer service representative. You have to figure it out and get charged every time you call. I went to the internet but I was also locked out of my account and tried to reset the password over and over again but it didn't work. I don't know what kind of scam they are running but a lot of people are complaining.

    A lot of times, you can't even use your card at the gas station. No one is honest nowadays but when you owe them money, they make sure that they get their money and if you don't, they go straight to the collection agency.     On June 28th 2010, Eppicard cancelled my debit card due to unauthorized debit card charges without notifying me of such action. After numerous attempts to withdraw money from ATM, I was charged for failed attempts.

    I was told over the phone to get a police report and fill out paperwork that would be sent to me.They said that someone had attempted to use my card in another country so they had canceled it to protect my account. They told me to destroy my card and they would send new card out UPS which they did. I filled out the paperwork as soon as it was received. I sent them on July 7, 2010. After waiting a week, I called to check status on the investigation. I was told that the ACS fraud dept. was handling it and they could not comment on status.

    Frustrated, I called the company that my card had been used for and was told that they have had serious issues with fraud and they would be glad to refund my money asap but need my debit card number which I no longer had due to their telling me to destroy it. I called Eppicard to get the old card number so I could get my money back but was told that they could not give me that information and there was no way they could get it. Bear in mind that this no longer a valid card and is useless, other than the purpose of me getting my money credited back to my new account!

    On 07/13/2010,I received notification that they completed their investigation and that there had been no error found in the transaction, that I would not be reimbursed even though after talking to said company that they would if they had my old credit card number. I then called Eppicard once again and was told I would have to resubmit the exact same information that I had already sent them before. This not about the money anymore although I will get it back from Amazon once I get my old credit card number.

    This company just gives me the run around in hopes I forget about being stolen from. This is both appalling and unethical. After seeing they have an F rating already, I am not surprised by their action. I am currently sending a copy of this to our Attorney General in hopes of at least bring this to North Carolina's attention since I was forced to use this very unethical card for my unemployment insurance payments. Any help will be gladly appreciated. This company is extremely crooked.

    Eppicard is a joke! I've had to fight with them for a couple of years now and have just started making headway! This company tried to charge you for everything imaginable and doesn't like to admit when they're wrong! Here are a few hints I've learned along the way:

    If they've wrongly taken your money (charged you unnecessary fees), contact the media! I went to my local news station and got a swift response from "higher-ups" at Eppicard once I did. My problem was resolved quickly!

    In order to get a live person quickly, you must use the "report a card lost or stolen" option. I haven't found any other way to speak with a live person. Don't worry, they won't cancel your card if you choose this option (I've done this several times).

    They don't charge you for managing your account online. You get two free calls each month--plus one free call with each deposit (so, if you receive a weekly deposit, you would be entitled to six free calls a month).

    You can find an ATM that doesn't charge for withdrawals by using their ATM locator on the website-- but beware. Just because they say they won't charge doesn't mean a thing! There's only one ATM in my area that "supposedly" won't charge for withdrawal, but Eppicard still charged me. If this happens to you, call them, but don't believe them if they say you have to fill out a dispute form for ATM fees--that's a lie! You have to call them and handle it over the phone.

    Do not check your balance at the ATM because they charge you for that. If possible, check your balance online before you go to withdraw the money. I wouldn't recommend a money transfer between accounts! I did this once and it took the full two days for the transfer to complete. You won't have any access to that money during this two-day period. If you need money and are still being charged ATM fees, it's easiest to buy something at a store and request cash back. You won't be charged for this.

    That's about all I've got, but the summary is, if you have a complaint bug the heck out of this company until they do something to fix it! Good luck!

    I was notified by US Mail that I was eligible for unemployment benefits. I was issued a MasterCard to receive my first check. But I cannot access this company's internet address. Most times, it came up as "Server not found." I have had extreme difficulties in contacting a human. A few minutes ago, I was informed that I have been deemed "ineligible."

    I wish to appeal this, and I am concerned about being charged for making calls or checking the website for information. Information is not available, and I feel I am getting the runaround, not to mention, having my personal information compromised.

    There is a woman manager named Sarah, that works for the North Carolina Employment Security Commission that it powerless. I was denied unemployment benefits, yet they sent me an EPPICard that had money on it ($$$.00) on it. I returned the card to the state, without setting up the cards PIN. I was sent a letter after sending the card back, asking for the money. I called the NCESC and spoke to Sarah in October of 2009. I told her that I did not have the money, that the card was returned. Since the call, I received several more letters, making the same call and ending up with the same results. Nothing was done.

    A few weeks ago, we received another letter. We called Sarah and she finally told us that, "You will not receive any more letters, everything is taken cared of." A week later, my husband called the state looking for, to ask why we have not received our tax refund. We were told that our tax refund was garnished for the amount the NCESC said we owed them, plus $5.00 more as a penalty. My husband asked me to just order a card from EPPICard and just take the money that must still be left in the system. I got a new card and set up the PIN. I was told, when I set up the PIN, that the money was still available on the card.

    I went to Wachovia to cash it out and was told it was declined. I called EPPICard and am still getting jerked around. I have not been able to access EPPICard on line and am fearful of charges from them. All I know is that when you call the 800 number, do not put your 16 digit number in or you will be charged a fee. Instead, keep pushing buttons until the system allows you to speak to a customer rep. That does not guarantee help. It guarantees no charges. This issue is still on going today (6/28/2010).

    The damages are garnished taxes from the state. We still do not have our refund. Mileage on the car to the bank, wasted time on the phone, mental anguish. The state calling for money that we do not have, the state sending us letters that we must respond to. A form of mental abuse, bogus charges levied on the card. The fees that can be charged to your card is sent to you one time with the card. They will not send it to you again.

    In the month of Febuary, there were several, as in dozens of account charges on my Nevada EPPIcard. As I keep an eye on my account through the EPPIcard website, I was aware of these of the unauthorized charges long before they were posted finalized. I called the EPPIcard customer service number on the back of the card and was told that they would do nothing until after the charges were cleared. Even though they now knew in advance that these charges, coming in from the UK were unauthorized, they refused to block or demand proof of how they got the card information. These charges were for theater tickets for shows in the UK.

    Obviously, I was not there. So they did nothing. When the charges cleared, I called back and they said I would now have to file for reimbursement which I did. They denied the claim, said the charges were justified. Obviously, I feel that EPPIcard themselves stole the money through insider info, so some employee of theirs could enjoy theater shows in the UK on my behalf.

    I am so tired of this Eppicard. My funds continue to be deposited later and later. It is never on tine. It should not take a whole week for the state to process my payment. I wish that there was a way around this. My children have to go without until the state decides to post my money.

    This company holds funds for Nevada State benefit recipients. Customer service (as when speaking to a person is needed) does not seem to be available. I have called three times today (6-15-2010), and after mulling through all the given menu options, have not found a way to speak to anyone. I do have great command of English and am proficient in the use of computers (Internet). I cannot contact them or access my account via Internet to verify my funds or verify account balance. I feel that if "I" cannot find a way to get the information I need, such as account activity verification, that many other people who may have communication and technology barriers will be unable to verify that funds in which they are entitled are properly appropriated. I know quite a few tricks on how to get through to customer service centers, this one seems impenetrable.

    I challenge the Department of Consumer Affairs to attempt to contact this company. I also think that every time I enter my account number in an attempt to speak to this company, I am being charged a small fee. Those small fees add up (across the whole state). I don't mind paying a small fee for services, but I can not even verify that I am not being charged without being able to access my account on the Internet, or by calling the number again. (The only relevant service I have been able to access is account balance, which, of all things, a fee applies (after twice per month)). I think most people give up after 2-3 attempts with EPPICard benefiting from fees. The very first prompt in the call in menu requires one to enter a card number. If you don't have a card number, you get disconnected. Now how could the Consumer Affairs get involved to verify a complaint? I believe any John Q. Public should be able to contact a company that holds/accounts for public funds.

    I am unable to access my account. I am unable to verify account activity. I feel for people who must "accept". They have no way to reconcile their accounts. I have no way to verify if a service fee has been charged to my account. I have very little (basic) protection from fraud. It is too easy for EPPICard to be unaccountable to consumers or the State of Nevada if they cannot access funds. I am guessing there are enough complaints in this area to start a Class Action Suit to recover all customer service fees from EPPICard.

    In May, I had a charge of $88.95 I did not authorize and it was taken out of my account. I was told for four days that it would go back into my account on Monday. Monday came and gone and no money. When you are unemployed, it seems like everyone tries to steal from you and still haven't got it resolved. I have no money to buy groceries.

    I, too, am required by the state of Indiana to use Eppicard for unemployment and child support. I have been receiving child support through the card for years since 2002. They give you two free withdrawals per deposit. So you can go to the bank and do a cash advance twice per each deposit. That is if you wish to carry cash. I don't like carrying cash around. They do charge you to check your balance and ATM use is free if you can find one! I have not been lucky enough to find one that does not charge and the one that are supposed to be free charge also. Also, try getting that fee refunded when it is mistaken. I have had issues with the card not working most of the time.

    I was traveling out of state and pulling into a gas station to fuel my car. You can't use them at the pump, so you must go in and tell them how much you want to spend. This is a big pain in the butt. My card would not work. They tried it for five or six times and nothing. I was stuck at that gas station for hours waiting for the card to come back online. That is not the first time this has happened. The last time I was on a trip, I brought emergency cash for when my Eppicard would not work. Late at night, it happened again. I used the cash I had brought with me. I was in Tennessee and had to get all the way back to Lafayette Indiana on $100. You would think that was enough, right?

    I pulled into my driveway on below Empty. I did not even have enough gas to make it to the gas station in the morning. I ran out of gas 2 blocks from my house. It was freezing cold and I have small children. I had to carry Wyatt back home and get a gas can. I walked all the way to the gas station with a small child in my arms for 3 miles. I can go on and on with all the trouble I have had with the stupid Eppicard. And heaven forbid, if you use your card for a purchase that is returned, good luck getting your money back in a timely fashion.

    I agree that there should be absolutely no fees for anytime you use it in any ATM. I think the state that requires you to have the card should be responsible for the fee associated with the card. I can see it if I choose the card option but I don't get to choose so I should not have to pay to get my money. All they are doing is robbing unemployed people and children of money that they need to feed themselves with. That should be a crime!

    I would like to get a bunch of people together and start a class action lawsuit against Eppicard! I am getting unemployment, which means I am working and they want to charge me $1.95 to withdraw money from my account. They are saying you get two free withdraws. Yes, but I get four checks! Plus they charge 50 cents just to look at your balance! Now people, you have to know this is the biggest ripoff ever! It's bad enough I am getting unemployment and you now make a way to take some to that! I didn't asked to get this card, they just sent it to me and started charging me! Is the whole world just greedy or what?!

    Please, if you believe this is a ripoff, let's get these crooks and put this ripoff card scam out of business! I can't do this myself so I need your help! Your $1.95 or whatever they charge you adds up! You should not just over look it, it's bad enough your getting unemployment in the first place! So stop letting them take that as well! Let's all come together and stop these crooks and get our money back!

    I have an Eppicard that unemployment funds are deposited to. I normally use the card 2x monthly to withdraw funds to be deposited into my BOA account. On May 20, 2010, I visited a local Wachovia ATM to withdraw 500.00 from the card. The ATM machine did not disperse the funds but it did conveniently give me back the card along with a receipt and also showing the funds were in fact taken off the account. There was also an error message that said the machine was not dispersing funds at this time.

    I immediately let the gentleman parked behind me know the machine wasn't working properly. I went inside and since I wasn't a Wachovia customer, I was told to file a dispute with my "bank" and they would in turn contact Wachovia to have the funds placed back on the card. Of course, I was extremely upset and went home to call Eppicard. I stayed on hold for almost an hour. I was also told that it could take up to 45 days for the dispute to even go through. I was told to write a letter describing what happened. I wrote and overnight the letter which cost $18.02. I had to letter sent out to a freaking PO BOX that was given to me.

    Today, Monday (5/24) I called to find out what was going on with my dispute. I spoke to the nastiest "wanna be" supervisor. She gave her name as Leslie. She was very rude and didn't have any empathy for my situation. She kept saying the dispute was still pending through the "dispute team". This mythical "dispute team" has no way to be contacted other than via mail. The loser Leslie told me she could not help me and and proceeded to hang up... so now the word is a "dispute package" from the untouchable "dispute team" is being mailed out. So now I wait. This is my $500.00 that I have to wait up to 45 days to receive. Now ain't something?

    It's bad enough that I am receiving unemployment but to have an error made that was not my own and also including funds that I am now out of. I have already accrued late fees from several companies. This is no small amount of money and being unemployed makes this situation that much more unethical.

    I used my Eppicard online to make a purchase at Oldnavy.com and got a message that the card was not authorized, so I tried it again thinking that I entered the incorrect number and I was actually charged. Well Eppicard put the funds on hold twice but Old Navy didn’t accept it and I have to wait at least 5 days in order to get my money back! On top of that, I was charged like 3 times for trying to withdraw the money from the bank not knowing it wasn’t there.

    That isn’t as worse as the treatment I received from the customer service representatives. I spoke to 3 people, 2 of which "claimed to be" supervisors. The last one Karina was a bit helpful but the 2 before just kept repeating the same thing over and over again thus, further frustrating me. They were condescending and rude and I want to cancel my card after that one. This company bank, or whatever it is, is very deceitful and unprofessional.

    I looked at my account and noticed they charged me .95 for withdrawal fee from the Wachovia Bank ATM and also a .50 fee from the same Wachovia Bank ATM. I called to dispute those two fees and was told that to avoid those fees I would have to go inside to any bank teller window displaying the MasterCard logo. I advised the lady that the brochure that came with my card stated to avoid those fees by using Wachovia Banks ATMs (I saved my forms that came with my card). She stated that these were not surcharge fees, but a fee to use the ATM. That is exactly what their definition is of a surcharge fee in the brochure the card came with. This company is very deceitful and is tricking the consumers who have no other way to get their child support payments. The way they word the brochure is very deceitful. I plan on calling the Dept. of Revenue, Tallahassee, and the BBB, Attorney General Office to complain on them and to request that their forms be clearly explained. I am outraged. It may be a small fee, but if you calculate all the people they do this to, they are making tons of money and basically "stealing candy from a baby".

    I don't understand this at all. I am charged to know how my balance is looking which is crazy. As hard as it is for kids to receive monies from parents out of the home and small as they sometimes are, I'm sorry. Usually, I'm charged fees to buy purchases and sometimes the payments don't authorize and yes the money is there at the time. It just makes you look crazy and broke.

    I am very displeased with this card and I'd indeed like another way to receive these payments and when you call for information or other options its such a process and who would've guessed we'd have to pay to speak with customer service. Our country is indeed screwed.

    As a result of this card, my kids are of age to make purchases and yes, the card is starting to be misplaced and when you call Customer Service, it's a waste of charge.

    My case was I went to Wells Fargo ATM to withdraw $200 but when I took the receipt and I read the balance, the machine took my money back again. I called to EPPICard to explain what happened and put a dispute. They told me that they are going to help me with that, they said not to worry about it. I trusted them. I filed a dispute over the problem with the transaction in April 8th, 2010 and I sent a letter explaining everything. The money was credited on April 21st and was debited on April 29th.

    First, they told me that the investigation can take 45 days. But then, they resolved the investigation in less than 20 days, where they alleged that I have to seek the reimbursement with the merchant. The supervisor was so rude with me and told me that Wells Fargo took my money from my EPPICard. I went to them and they told me that it was not true. I thought they are going to help me with that problem but there was no help anyway. I am very disappointment with that. Now, I lost my $200 dollar. Who took that money?

    I disagreed with a purchase of fortune finders. I never approved it of 88.95 that they took out of my account. It was on hold on the 3rd and 4th and it was posted on the 5th. Every time I called and dispute it, they told me it would be back in my account on the 10th which was a lie and now I learn it might take up 45 days. This is my unemployment. I need it to pay bills. I had to borrow the money to pay a bill for it. Would not be cut off and I was assured everytime I called eppicard it would be put back in my account on the 10th and it wasn't. I feel mislead.

    I tried to make my cell phone payment with Boost Mobile on their web site but when I submitted my $50 payment it came back card declined. I figured that I must have put a number in wrong because there was more than enough money in the account to make the payment. So I tried once again to make the payment but the same thing happened: it came back declined. So I made the payment to Boost over the phone and this time there was no problem and the payment went through. So later in the day I went to take some money out of the ATM and found that there was $100 missing.

    So I get home and look on the Eppicard website to see my account statement and what I find is the two times I tried to make my payment to Boost online ($100 total) were deducted from my available balance and were put in a pending hold. So I contact Boost Mobile to find out what is going on and to get them to reverse these two charges. They tell me that their records show that I made an attempt to make those two payments but it showed that both times they were declined and therefore they did not and could not take those two payments. They did see the payment I made by phone and that payment did go though and the money was deducted from my bank account.

    Next I contact Eppicard to find out why this money is being withheld from me. I tell them that those two attempts to pay Boost were declined by Eppicard and no money was ever transferred to Boost, so why is this money being withheld from my account? They tell me that even though the charges were declined and money was never charged or deducted from my account, it is their policy to hold that money until the merchant has sent back a release of funds or something like that. I tell them that Boost never had the money; therefore, they can't release what they never made an attachment to those funds. I also told them that the people I talked to at Boost told me that they could fax Eppicard a document stating they have no request pending for these fund and they release all rights to it so that Eppicard can remove the hold on my money.

    The people at Eppicard tell me it doesn't matter that once there is an attempt to access funds their system removes the funds from my access until the system determines the funds have no claim to them or something to that effect. I then ask them how long it will take before my money is released. They tell me 5 days! I ask why 5 days. What reason do they have for holding my money for 5 days? Especially since they were both declined and this money never went into Boost system at all. They could not give me an answer other than it’s their policy. I told this person I spoke with that I need this money to be able to buy food and a present for my mother for Mother’s Day and it will be Monday before 5 days is up and too late then! He said he didn't blame me for being mad but there was nothing he could do! I have nothing to eat, but what little food I still had and now that is gone. And I had to painfully explain to my mother that I couldn't get her anything for Mother’s Day, not even a card! She of course was understanding, but I felt very bad about it!

    The Eppicard for child support charges at least .95 for each ATM transaction (note on their website it's free) and you have to wait all day usually, until 6:30 pm or later to get your payment. I have been late on rent and electric because it wasn’t released early in the morning.

    My money on card is constantly missing dollars and since I know their people, who's still but the company who does not put the money on card after finding out the mistake. Common mistake - double swipe. Overpay for cheap purchases. All you can do is argue with 18774068257, which is a customer service number. Who do you turn too? These people do help me greatly, but there are petty thieves, that nickel and dimers who work for fake governments that are teaching the youth what they know which is an FBI crime. Even stealing 40 cents out of an account is a lot of jail time. I was stranded in the rain crying with no jacket.

    I have an Eppicard, although I didn't ask for it. Like the woman from Loves Park, I just received it the mail with little or no explanation. It is ridiculous to be charged to get your balance, and even more ridiculous to not be able to get cash in whatever amount you need without getting charged a fee. It's for bills! We need the cash to deposit in checking accounts, etc. to pay the bills! Also, my card, after several years has been lost, thanks to a teenager who needed a fee at school paid and we didn't have cash at hand.

    I have been on the phone on hold for over 20 minutes several times today, and no one ever comes to the phone! I am upset and have no idea how this will get resolved, since they also have no phone # to just "speak" with a live person who actually comes to the phone. Very disappointed, and really wondering where my $ will actually go tomorrow, since there's no card, and no help available even on their website. I won't be able to access my $, not good!

    Payment is deducted from the first pay check from my ex-husband. I never receive payment into my card until at least 14-21 days after. I cannot pay my bills on time, and the damage is late fees, as well as extreme financial stress.

    Just made me sick that they would nickel and dime you for this child support card I thought that would have been better than having the check deposited in my account because of never getting it on time and causing over drafts. But instead they charge you for using the card no matter how you use it. For ATM, they charge you. For checking your balance they charge you. It is just not right.

    It was very frustrating and lowered your account every time from 50 cents to 3.00 for using your card, every time you used it. So you were better off drawing out all the money at one time so you would only have to pay one charge.

    I was scammed by a website. They offered a $1.00 3-day trial. I was informed that if I wanted to cancel the subscription before the 3-day trial was over, that avoid the monthly charges if I chose not to want the subscription. I indeed canceled in the allotted time frame in which I do have the e-mail with date and time to substantiate this. Little did I know that when I signed up for the one site for the advertised offer I was routed to 3 or four other related sites somehow. I believe it to be a scam. I did call their customer service department to make sure all subscriptions were canceled, I was informed that they were.

    To my surprise, I was still charged the $39,84 monthly fee. I then again called their customer service and asked about the charges. I was told that they did not see in their system where I had been charged this monthly fee. Basically giving me the run around. They do not disclose information regarding name of customer service rep, company name, location, etc.They eventually did refund the original $1.00 but they did not refund my $39.84. So my next step was to call the Eppicard customer service to get help. I made a request for an inquiry to be made and to cancel my card. I was told that I'd have to fill out paper work to dispute said charges. I did proceed to fill out the forms that I sent in the mail. I then checked to see if in fact my card had been canceled and to my surprise it had not been, thus giving this company and site to charge my card again for (2) charges of $9.99 And another monthly charge of $36.64.

    So I called the Eppicard customer service line again, in which each time I call, I am being charged further losing more money. I informed them that my card had not in fact been canceled as requested. Thus resulting in me being charged more money from these sites that I did not authorize. I was then informed that they would make sure that my card was indeed canceled and a new card would be issued. Which they did as well as send me another packet to fill out. This all occurred in Dec 09 and Jan 2010. I have lost a little over $100.00. I got a response from my dispute claim informing me that nothing could be done because I authorized the charges. I sent all my e-mails with dates and times of cancellations, and then a copy of my account to show the charges occurred after I canceled. Not to mention the other charges that occurred after my request to cancel mt card.

    I do not feel I was helped or believed by this company that I am forced to trust and deal with concerning my money. I have been allowed to be robbed of money that I could not afford seeing how I only draw $44.00 a week in unemployment. This has set me back and hurt me financially. I did my best to be honest about my actions concerning my signing on to this site, only to be treated like I was in fact lying. I feel no real effort was put forth to help me retrieve my money. My account statement alone if reviewed properly would raise suspicion. There were indeed reversals of the (4) $1.00 amounts, $1.20, as well as the $1.45, but they did not reverse the (2) $9.99 charges or the (2) $30.00 charges. This shows that I indeed did cancel and should not have been charged any monthly fees, nor charged for sites that I did not authorize to be charged for. I thought I would have received better help in this time of internet scams, but I was let down and disappointed.

    My account statement speaks for itself. And I would not have signed up for that many sites on the same day. And I also received a virus on my computer after this ordeal and I say this because this was the only new site that I had visited and after going through the complaint process I suddenly got a virus. It's not like these internet scams are new or a secret, so my claim should be taken more seriously.

    It's quite a coincidence that the entire nation went to this card system where they take your unemployment money as fees right at the same time the government "grenaded" our economy and put millions upon millions of people out of work. Do the math, with close to 20% unemployment and they take fees and fines and anything else they can make up, the banks are making billions of dollars off the collapsing economy. Maddening isn't it? I only get $124 a week and they take fees out of it that equal several percent of my income. I'm sure no politician has to give away several percent of his income to the banks.

    I never asked for my child support payments to be put on the EPPICard, but one day I received it along with a letter explaining that my checks would now be deposited onto the card rather than mailed. At first, my only problem with it was to get cash from the card I had to make a purchase and ask for cash back, which is usually only allowed in limited amounts or be charged to get it from an ATM. More recently, however, they have added a lot of ridiculous charges. For example, we are charged if we call to get our balance via the phone number they provide more than two times a month, which in addition often tells you that you are entering an invalid card number.

    We used to be able to check the balance online an unlimited number of times for free, but now they have moved the webpage and nobody can seem to even find it, per discussions with peers; therefore, we can no longer do that. I am getting really sick of all of this and they need to either get themselves straightened out or give us back our paper checks. We are also charged to check our balance via an ATM. Child support is intended for us and our children, not for them to nickel and dime us out of our funds! The damages are financial abuse by the company and stress!

    This is a complaint in general and about a specific incident. In general, I find this card to be difficult to use and expensive. My deposits are rarely on time and if there is a holiday, then your child support payment is delayed several days. Eppicard is also expensive, costing me several hundred dollars each year to use. This is money coming straight from my kids’ mouths. The biggest complaint is the handling of refunds, which takes entirely too much time. This card was supposed to save money and time. It does save money for the state but costs my children.

    A payment was released to my PA Eppicard by the PA Department of Labor and Industry, although the Commonwealth has to share in the blame. My payment was released early in the day of 12.31.2009. I have to wait till Monday morning to get my money because these obviously don't have people working the holidays nor the weekends like they say that they do. I want my money. There is no reason my New Year holiday should have been ruined by a bunch of incompetents. If PA or Eppicard wanted my money, they'd have it yesterday. But if I want my money, I have to wait till next week. I have many bills due and I was counting on that money and now I'm in even more of a financial bind.

    I called to dispute a charge on 12/16. The phone rep then canceled my card without my knowing or permission. I had to then order a new card, being told to call if I had not received it after 6 business days. I was verbally insulted and guaranteed I would get it by 10th day. I received it on the 11th day, only to find out that they canceled it again without my knowledge or consent! They claim they sent a card to me via UPS on the 29th but had no tracking number, claiming UPS issues them on delivery day. The biggest problem was the broken English language barrier! Perhaps they should employ people within their abilities, instead of charging prejudice! There is a huge difference between illegal and undocumented! In the computer we are all documented. We only make the choice of being legal or felony illegal!

    I've been 6 days so far without my heart medicine and am unable to repair my vehicle. I have been insulted by condescending people who continually get caught lying. This is not the American way of business I know!

    Well, I was supposedly receiving a check every month on this Eppicard mess! I went to a work assignment and all. I've been there faithfully everyday and still haven't received squat! Well, it is December 29 and the card was supposedly mailed out to me on 11-30-09 and I still have nothing! I have called repeatedly my case worker and anyone that I thought could help but no one could do a thing! When I finally did talk to someone, it was on December 18. She mailed me another card! (One that I am still waiting on!) I couldn't buy my kids any Christmas present and to top all that off, my 3-year old daughter's birthday was on the 18th of December! Still no money, no card, nothing!

    So it's about to be the month of January and by reading all these mistakes made by the company, I'm sure if both checks are placed on the card, I will be charged an arm and a leg for their mistake! I just don't understand why they put this Eppicard crap into effect when it is more trouble than I already have! It's just sad that you can call a place where that person is supposed to be working and they are rude and just act like such twits! That is your job and your job is to help the person that is calling and not be a twit! But I know all I can do is pray about the situation because nothing else is going to help anything. The workers and the government don't care because it's not them that is ** out! It's me! I thought it is the government's job to help you out in time of need (assistance) but no! Personally, I lost all the respect I ever had for the government and my country. Way to go, USA!

    I have had a child support card for 6 months now and all of two times had the funds been deposited into my account when it's supposed to be! It's supposed to be deposited on Friday but doesn't get to my card until sometime the next week - never on the same day, at the same time, etc. Customer service is extremely rude saying, "You shouldn't call this number, you need to call this number", so you call another number and they are even ruder, telling me it's the bank withholding or not depositing. They process as they get it, and I actually got told not to call again! Excuse me? Oh wow! I just don't think this is right. I've received checks every Tuesday.

    Now that it's electronic, shouldn't it be faster? I believe there should be someone you could speak with about this and the representatives should be a lot more courteous! I wish Indiana would find another company to go through. This is one of the most unpleasant experiences I have ever had! Try explaining to your children that you can't give them money to purchase Christmas presents because people don't know how to do their jobs, and since it's a non-caring carrier there's not squat you can do about it!

    I just wanted to share with the you the awful experience that I had with Georgia EPPICard. To start, I am a divorced 38-year-old mother of two children. I work full time and attend Nursing School full time. Unfortunately my ex-husband, made a choice not to be in our children's lives because of personal issues, but he also made a conscious choice not to pay child support as he is over $22,000 in arrears. After several attempts with Child Abandonment Warrants, and threats to suspend his driver's license, he began to pay, but, sporadically.

    To begin my story, one of my last child support payments was submitted to Georgia EPPICard on January 17, 2006 for $150. The funds were used by me for my children, and once the account was at a zero balance, I no longer needed to utilize this card until I received my next child support payment. Who knew when that would be? So I put the card away. Well, behold, the next child support came 12/1/2009. The funds of $300 were deposited to my Child Support EPPICard account on 12/2/2009. My children were excited, especially since the money came during the Holidays. I made a promise to my son and daughter that when the funds became available, this would be their money.

    I then realized that the EPPICard that I had in my possession about 5 years ago expired so I destroyed it about 1 year ago. I called EPPICard to request a new card. I received the card on 12/10/09 and called EPPICard to activate it on 12/11/09. I then checked my balance. Here's the deal. The automated system confirmed the child support deposit of $300; however, I had a $0.00 balance! How could this happen, especially if there hasn't been any activity on the card in 3 years? I checked the last 10 transactions, the automated system gave me a list of transactions called "$25 adjustment fees" that were hitting the account from what sounded like 2 to 3 times a month within a 3-year period.

    I then called EPPICard Customer Service, spoke to a Customer Service Representative by the name of Dave, who gave me the absolute runaround, refusing to cooperate with me. He stated that he could not assist me until I access my bank statement online through Eppicard.com. I did as Dave instructed, setting up a log-in ID and password, this took about 10 minutes. I checked my transactions and noticed maybe about 2 transactions done by AOL, but it was not for the $25. The system allows statement history back from January 2006; however, the statement history does not show the existing charges.

    I called back, this time speaking to Edgar in Customer Service. He told me to call back within 2 hours to speak to someone in the Financial Department. During this time, I asked my boss if I could go down to the Child Support Center which meant time off the clock. I got down to Child Support enforcement, explained what took place. The agent told me that once the child support is submitted to EPPICard, Child Support is no longer responsible, therefore I must go back to EPPICard.

    By then it was 10:00 a.m., time to call EPPICard Financial Department. This time I spoke to Lewis in "Disputes," explained to him that I had several unauthorized transactions that have hit my child support for $25. He then confirmed with me that a total amount of $356 was owed to AOL and that the $300 that I received in Child Support had absorbed most of the outstanding charges! How could this be possible, when I never authorized AOL to charge this account?! I explained to Lewis that this was not an active account since I did not get Child Support regularly. Lewis said that these service charges were what they called "Forced Debits" that AOL had been doing to this account for 3 years.

    My question to Lewis was, if this had been taking place for 3 years, why didn't EPPICard Alert me or Child Support Enforcement so that the account could be closed or frozen? He stated that this was a government account and EPPICard was not responsible for alerting anyone of any suspicious activity. Lewis also mentioned that AOL is still force debiting the account, I then requested that Lewis close the account. He said that he was not authorized to do this again because it was a government account and I would need to contact Child Support Enforcement to do this.

    I asked if there was a Fraud Dispute or was there something else that I could do to recover money that I did not authorize to be debited from my account. Lewis then informed me that because this had been going on for 3 years, I was outside of the 90-day grace period to file a dispute for the incident. He also recommended that I contact AOL regarding the charges, which is what I did. I called Mark from AOL in the Fraud Department. He said that he would be more than glad to credit the funds account back; however, he would need the original card number because this would be the only way he could trace the transactions that took place. I didn't have this, I destroyed the card and it's been 3 years. But it's okay. All I need to do was contact EPPICard to get this number. And I thought again, why would I have this? This is not an active card that I use because I don't get regular child support. The last time I used this card was in 2006! I explained that I could not provide this information but would contact EPPICard thinking that they would gladly provide me with what Mark of AOL needed.

    I contacted EPPICard again and spoke to Maria in the Financial Department. She informed me that even though EPPICard had the old credit card number, they could not give it to me! Why, if this is my card?! Maria explained that this was EPPICard's policy! I then practically begged her to join in a conference call with me as I contacted AOL so that we may be able to come to some type of agreement on what AOL could accept to possibly access this information. AOL again stated that they must have the old debit card number to access this information! Maria responded back to the AOL rep and informed him that EPPICard's policy is that they could not give this information out! This is great support from the company that's supposed to be carefully watching over my Child Support.

    So my question is, who is being uncooperative here? The financial institution who I depended on to protect my account? However, EPPICard allowed these transactions to continually hit my account for the past 3 years without informing me. Maria was kind enough to go out on a limb and try to override the dispute policy by submitting the dispute despite the fact that this was past the 90-day grace period. In the end, she basically told me to keep my fingers crossed and hope that EPPICard will accept the dispute and provide the old debit card number. However, there are no guarantees.

    I just don't think that it is fair that you have to pay to view your account by phone or ATM. This past thanksgiving holiday was Thursday, which I normally receive my funds on a Thursday bi-weekly. Here it is Tuesday and still no funds. I have racked up over $10.00 viewing because I don't have access to a computer. I would like to know how I can dispute the charges, current and past.

    Every time I call the 800 number, Customer Service is rude. I get harassed about the reason I am calling. The only way to talk to an actual customer service person is to use the keypad option to cancel or report the card lost or stolen, and then you have to let the person know that you do not wish to report it stolen or lost, and to tell them the reason that you are calling and they immediately direct you to the website or to use automated services that charge you a fee for the same answer that they can give you right then and there on the phone. The website is supposed to be "fee free" and it refuses to allow you access to your account information so you are forced to call the automated line and get charged a fee.

    Also to make an ATM withdrawal, between the ATM fee and card fees, it cost me $5 just to get my own money! If my support check were issued as a normal check, I would pay a one time check cashing fee and have my money. But because of the Eppicard, my child support check which is $90 weekly and each week, it costs me between $10 -$23 just in fees. So my actual check is around $70 instead of what it should be. It's not fair! I am a single mother and I count on that money to survive and care for my children. It all adds up at the end of the month.

    I end up losing around $100 of my child support income, because of the Eppicard fees! It's rotten and should not be allowed or legal! They don't charge people with food stamp cards for using them or checking the balances on those cards. Then why should they be allowed to charge us for ours?

    I receive child support through PA on the above mentioned debit card. My ex's pay is docked on Thursdays for the funds. When the state used paper, I received the funds always on Monday mornings. Now that this Eppicard is handling it, I don't receive my funds until Wednesday afternoon. Even though I received an email on Tuesday that the funds were credited, it isn't available. Isn't electronic immediate? Well, yesterday was Veteran's Day so I still don't have it a week after it was taken from my ex and sent in. I can't imagine the profit margin this company is getting on holding these payments. It has to be astronomical! They charge you for everything and yet you get denied online and in stores for using it! What a scam and from people who truly need the money.

    How do you describe late payment because they are late processing? Or, no money for things as simple as gas to get to work or food on the table? Oh and God forbid if there is a holiday in a week they process! And I pay the state a yearly amount for the card. I want paper! Please bring this to light and investigate!

    On October 20, at 1:26 am, like I always do about that time, I made a withdrawal from my unemployment debit card (EPPICard). The bank’s ATM was a Wells Fargo ATM located at 2196 Olympic Ave., Henderson, NV 89014. This is the same ATM I always go to. I put my card in and made the transaction to withdraw $400 from my account, which stated that I had $410.11 in it. I received my card back and my receipt, which stated I withdrew $400, but I never received any money. The ATM locked up and said, “Transaction cancelled. ATM out of service. Contact Wells Fargo.” However, $400 was missing from my account. Wells Fargo informed me they couldn’t help me and that I had to take it up with EPPICard who told me I had to file a dispute. A dispute? What dispute? I never got my money, but it still disappeared. Somebody got it, but it sure wasn’t me.

    In the meantime, I had to wait 4 days for a dispute form to arrive in the mail so I could dispute the fact that I got "ripped off by somebody”, sign it and send it back to EPPICard so they could "investigate", only to be told that I would be contacted by them when they made a decision. Are you kidding me? The best part is I was told this could take up to 65 days or something for a decision. In the meantime, I have to hope this doesn’t happen again or I will be homeless. My electricity is already threatened. Try telling a utility company to wait 60 days for something that wasn’t even my fault. Every time I call EPPICard customer service, I’m given the old up-to-60-days lie and charged for checking my balance which I wasn’t even doing.

    Throughout all this, besides being rude to me, no one has given me an explanation as to where my money is and where it went or even why, let alone apologized for putting me in this major jam I now find myself in because of this. That was October 20. It is now November 6 and no one has yet to contact me and I can no longer even get through to a live person at EPPICard anymore.

    I live with my disabled father who recently became a widower after my mom (only70) lost her battle to cancer. He is on a fixed income, so he relies heavily on my contribution each week. He is 73. My brother, who is also unemployed, also lives with us, but he only gets a small unemployment payment in addition to the fact that he also has to pay child support with his cash. Utility companies are calling and threatening. Try telling them, “Oh well, you have to wait up to 60 days for payment - if and only when EPPICard rules on my ‘request for a dispute’.” Please, somebody help me. If I could wait even 5 days, which it has already been 18 very stressful days, I probably wouldn’t need unemployment, let alone be collecting it. Bill collectors are breathing down my neck and stressing out my dad, too. Did I mention that my dad has skin cancer and ulcers? He definitely doesn’t need this stress.

    I processed a payment for an incorrect amount for a customer. I want to correct this and the customer needs it corrected today. I cannot get my credit card machine to process a credit and I have called the 800-961-8423 number, but it is automated only. I have tried the phone, the internet site for Eppicard, as has the customer. There is no avenue to speak to a human being to find out what to do, a typical state of VA process.

    First off, it's hard enough getting some men to pay for child support without the government taking a cut. My money is deposited on my EPPICard every Monday. On November 2nd, I went to take my money out, only to find that they have deducted $14 in overdraft fees. That was due to the fact that they were late in depositing my money the previous Monday. When I went to take it out of the ATM, it said I had insufficient funds. That was well after 6:00 AM, so my money should have been there. Anyway, I was charged 50 cents as inquiry fee, even though I didn't inquire, and since they have not put my money in when it was supposed to be there, I got a $14 overdraft on 50 cents. That is equal to three whole chickens which I could have brought for my family to eat this week. Is there a better way? The constant fees are the real scam, and now I hear they are taking $50 a year from the recipients of child support, not the payee.

    I receive my unemployment benefits on the EPPICard. It is horrible! I can't start to tell you how many times my purchases are declined even though there is a substantial amount of money in the account. I have never used it successfully in a gas station, and the other night, it was declined at a pizza place for a $20 purchase. I have had two online purchases declined but they have put a hold on the funds for over a week even though they declined the transaction. I am reluctant to use the card anymore. It's embarrassing to have your purchases declined in a grocery store or a gas station when you have adequate funds to pay for the purchase.

    Astonishing News: Consumers who may not know, protect yourself from the fraudulent activity going on with the cards.

    To follow up on my original complaint, I have found some astonishing news that MasterCard/EPPICard has not informed child support card holders.

    I purchased a $600 item at Walmart with debit. When I returned it, the cashier made a mistake and credited it to my account. As we know it can be used either. So trying to resolve this issue, I finally spoke to someone in Financial services and was told that nothing over $100.00 can be credited to our accounts. This did not made much sense. Anyone can charge as much as they want if their card is without a red flag, but they have blocked any credits to be given back over $100.00.

    So everyone needed to know that if you purchase something over $100.00 and then return it, it will not allow the return credit onto your accounts, although in my case they gave me an approved receipt of the credit. It was only later that I realized it did not go through. I was told that the only way to resolve it was to file a dispute. It made no sense. If the company tried to credit the account, why is Master/EPPICard not allowing it to go through? And who is getting this money?

    This is going to cause a huge problem for many people once they realized it like I did and it is very disturbing. So I hope people will see this before they continue to make purchases with their cards.

    EPPICard unemployment benefits being sent to me after my worker's comp injury were stolen by online phishing companies and EPPICard. The only way I was able to get resolution was by filing an official complaint with my state's Attorney General Consumer Complaint Division and the AG's Office in the state in which the purchase/EPPICard is located. EPPICard’s customer service workers are the rudest bunch I have ever encountered. They lack skills, knowledge of their business, and the desire to perform a good service to their customers. Go past customer service, ask for a supervisor, file a dispute, and get contact information for the Dispute Resolution/Investigations Department. Be relentless!

    The EPPICard system is the worst system ever designed to distribute benefit payments. Yes, you are all correct, merchants do not know the difference between welfare recipients and beneficiaries of unemployment or child support; unfortunately, EPPICard holders are stigmatized and treated accordingly (bad, awful)!

    I have a child support Eppicard that can be used as a debit, credit card, or cash withdrawal. First, I realized that it is impossible to get a hold of someone on the phone to ask questions. Second, I made a large debit for $600 at Wal-Mart. Well, I returned the product and they credited it back to my account and thank God, I realized that it was never credited back. They should have given me my cash back because it was a debit but credited it, and it never was actually credited. The problem is they don't send out itemized statements and just recently put up a website to access our accounts.

    I have been using this blindly for years and now wonder how many credits were not actually put back on the card. Trust is not always a good thing. Just because it is a state card does not mean it can be trusted. I learned that the hard way. They also do charge much for a cash withdrawal. And yes, the card is denied despite having money on it and sometimes it does charge for it anyways. I just learned that too since it is recently that I can access an itemized statement online, but never get a representative when I call.

    I have an Eppicard from Indiana for child support. I live in South Carolina. Most places I try to use the card, it gets declined so I am forced to use local banks to withdraw the money in the account. But every time I do that, I am charged at the most $3 from the bank and $1.50 from Eppicard. So every time I withdraw, I lose $4.50 of the child support. It adds up to a lot of child support lost that could have provided more for my child.

    I get my child support on this card. When I go to use this card at certain retailers, it’s declined despite having money in there. The fees are crazy! Half the time the money isn’t on the card on time. I think it’s a rip-off and the media should somehow be contacted to do an investigative report on how consumers are ripped off. The law should also be changed on how money is disbursed, especially child support.

    I made an online purchase on August 4, 2009. Total purchase was $213.93, which was charged as cash purchase on my child support debit card. Part of the merchandise was on back order, so the company credited my card back $48.97 then charged my card again the remaining $165.95 without the original $213.93 dropping off. I spoke with Eppicard the same day the transaction occurred. They told me both the $213.93 and the $165.95 were a cash purchase. I spoke with corporate representative of the company that I ordered the merchandise from. I was told that the original $213.93 was just an authorization and should never have been charged to my account. I have been trying to get this resolved for almost 3 months now.

    Even though Eppicard knows the problem is between them and the company I ordered from, they have been no help and are very discourteous. I have done conference calls with them with the corporate representative from the company I ordered from on 2 separate occasions. Eppicard had 45 days from the date I filed my formal dispute to resolve it. That date has come and gone, and my dispute is still "pending." I have a sick feeling it will remain in pending status. I have spent countless hours on the phone with these people and have been treated like a dog and nothing has been resolved after almost 3 months. Most of the representatives have the attitude that you are a welfare case (trash, in other words) and treat you accordingly, and you have no recourse.

    NYS Eppicard declined a purchase 3 times despite there being enough money in the account to clear. I checked the balance and saw that they removed the money ($240) from the account for the three tries. The company that I was making the purchases with called the customer service number and had a three-way call with me and the company. The woman was rude and said you cannot make purchases unless you physically swipe the card, which is not true. She then said that even if they do not approve it, they take the money out of the account and then will put it back in 5 days. This system is terrible and needs to be corrected.

    I was unable to physically send my son to withdraw $100.00 of my EPPICard that was only used 2 hours earlier by myself. He had my permission so he made the transaction. The card and the receipt was returned but there was no money! He called immediately while at the ATM. I called EPPICard customer service and I was told 5 to 10 days to go through a process. What the hell am I to tell Scanna when I had just told them a payment will be made in the morning with the money I never received? Now, I have to prove and fight for something that belongs to my daughter and her well-being. I told my son to get a balance and in each 3 transaction, I was charged $1.25 - a fee that is never to be charged, according to all information I have about my card. I do not know what is going on but it is not cool at all!

    I receive my child support on an EPPIcard... whether I wanted to or not… in weekly payments, which aren't much anyway. Numerous times I have checked my balance to find that whatever amount I had left over from the previous week, no matter dollars or cents, had mysteriously vanished when the new deposit was added to my card. I have called and spoke to multiple EPPIcard representatives and always get the same answer, there was no balance remaining on this account before the deposit was made. I have kept careful account of the balance, not to mention when comparing my records with theirs, they match, but still money is missing. They had no right to simply confiscate it when the new deposit is made. This may only be a small loss each week, as I said before, a few dollars ($3 to as much as $5) to as little as a few cents, but nevertheless, it's mine and after a while it adds up to be a large amount they've stolen from me. Every time I have a little more stolen, I feel very much violated and outraged... this is gas money, kid’s shoes, groceries... it's downright underhanded!

    I, too, am having problems receiving payments within a timely fashion with Eppicard. The paper checks took two days to receive our child support payments. The faster electronic method takes two weeks sometimes. I would hope that the state is not purposely withholding our funds in their accounts to draw interest off our money when we are already being charged an annual fee to even receive child support in Georgia.     I was refunded $83.00 from Geico on 8-16-2009. Before this lady, I spoke to 2 other customer service reps and was given no help at all. This lady Danielle really disrespected me by coming out very boisterous and refusing to help me. She then even hung the phone up on me. All their reps have been unhelpful, but she was really classless. Right now, I am struggling because this is my unemployment benefits card and at this point, it's stressful enough being unemployed but even more distressing to have to deal with disrespectful reps!

    This service company, which controls government funds for unemployment, is a ripoff; and I do not understand why our government continues to use them. Has anyone else had the experience where you are trying to resolve something and all of a sudden, they say I am sorry I can't hear you and then their phone starts going in and out so they don't have to resolve the issue.

    It is impossible to get through to them; their system doesn't tell you how. You have to keep calling and trying other options. All the while, even though you didn't get assistance, they are dinging you 35 cents each time you tried to get a hold of them. What a lousy trick. My internet access has been blocked for months. I can't see what is going in and what is coming out of my account. All this time, they keep dinging while I can't get through to anyone to get the Internet fixed.

    After talking with unemployment, they told me a trick to get through. I called and spoke with a representative, who said he doesn't handle the website area. I asked for a manager. As soon as I explained my situation, the manager then started blanking in and out the call, pretending he couldn't hear me. However, the last few words were very clear: Have a good day. Then, he hung up.

    This is so wrong! Now, suddenly, access to my account works. I can get in, but once I hit statement every single time, it tells me the system has timed out as if I took too long. What a scam. Now, you log back in. How many times are they going to do this and then charge me 35 cents for trying to see what has been happening with my account? Why does the government keep using these people. I know I can't be the only person having these problems! Even the unemployment office showed some disgust with their tactics. It is not as if the unemployed in this economy do not already have it tough enough. This is just ridiculous!

    I purchased a tire for my card. The cashier told me that the 3-digit security number wasn't being accepted. He swiped it again with the same results. I then went to a bank and withdrew cash from the card. It has now been 4 days and the "pending" charges have not dropped off. Last week, the same thing happened with a different purchase. I cannot get a human at their customer service.

    On July 9, 2009, I approved Grants Insider of Kearney, MO to debit my account for $1.95 for supposedly shipping charges of a packet, and a temporary access to their website. After reviewing the website, I found that it was nothing more then what was allowed for free on various government sites. I sent an email requesting that I be dis-enrolled from the program. Since I had not received the packet in the mail, I assumed that they had granted my wish. On July 23, 2009, a charge appeared upon my debit card, in the "Pending Transaction" section for $39.95 for Grant Insider. I contacted Eppicard's customer service at the toll free number. I explained that this was a fraudulent charge. I was told that they would credit the charge back to my account within 24 to 48 hours.

    I checked the account again at midnight, Friday night/Saturday morning. This time the $39.95 charge was listed in the completed transaction. I called back to the customer service number and was told that I had not called in time to stop the transfer of funds. Further, each call that I have made to the customer service was costing me a $0.45 service charge. I am currently unemployed. The only thing that my family and I have to live on is my unemployment. I cannot afford to lose 10% of that because someone is too lazy to do their job.

    I have money missing from my account! I called customer service and got my last ten transactions, which mine being the same as his. I should have $185.00, but I only have $150.00! Now, where is the other $35.00? He said he would mail me my transactions in about 3 weeks! My damn transactions are the same as his. We went through this over the phone, which also cost me hidden fees! Now, what good is it to send me that info when we just went over it on the phone?! $35.00 is missing with no explanation as to where it went, so I hold the bank responsible and I should be reimbursed. I’m struggling already without the government and everyone else trying to rip me the hell off! I never wanted the card to start with. Also, I have friends and family who are having problems as well. Where are the free transactions? I’ve yet to find one! I’m very disappointed in our country today!

    Well, I didn't ask for this card and they take so many fees out of it. This is supposed to be my child support money but I feel that it's being taken from me because of the fees that they are charging me. I have had so many problems with the guy named Danny who answers the phone--that is after they take at least $3.00 from you to get to a live customer service rep. He is really rude.     This Eppicard that the state has forced everyone to use is a nightmare. I have multiple complaints about it. Right now, I need to speak to someone at Eppicard and can get no one. There is no option to speak to a person. I have tried many times to get my child support direct deposited into my own checking account but every time I send the form, NYS declines it for one reason or another. At this time, the state has disbursed my money which was due four days ago, yet Eppicard does not reflect it. Where did the money go? Also, there are no fee-free locations in my area at all. I don't think there are any in my state (New York). I have to pay $3 to withdraw cash. And the fees for calling them and other usage are outrageous.

    We, as custodial parents and our children, should not have to pay anything to get our child support! I need to speak to someone at Eppicard and not be charged $0.50 each time I try to get a person and can't. Is there a number to speak to a customer service person? They claim they have customer service 24/7 which is a lie. It's all automated info. Unfair fees which after years of fighting for child support should not be taken from the custodial parent and children. These fees can equal about $600 a year! The stress and inability to feed our children is damaging. It's unfair to enforce this in a state which has no fee free locations.

    The DFA (Disability Financial Assistance) I am receiving from Hamilton County, Ohio is now disbursed by Eppicard. Currently, it is $115.00 per month. The information pamphlet Eppicard provides states that if we make cash withdrawals from "participating banks' ATMs", there will only be a .75 cent service charge. The banks listed by Eppicard are Fifth Third and PNC. Both the Fifth Third and the PNC ATMs charged me $3.00 when I withdrew cash. When I checked my statement on Eppicard.com, it showed a further .75 cent charge. But the $3.00 ATM fee was included in the amount of cash withdrawal! In other words, Eppicard hides the bank's $3.00 ATM charge by calling your $50.00 cash withdrawal a $53.00 withdrawal.

    Tens of thousands of poor and disabled people are getting charged this way after being told by Eppicard that they would not be. I have contacted Fifth Third on the phone, over their website and in person at the downtown Cincinnati office. All the people I contacted responded the exact same way, as if reading from a script: "I'm sorry, but I've never heard of that program". Eppicard also states in their information pamphlet that MasterCard teller windows will provide cash advances without fees, but I have yet to find one. Neither Eppicard nor Hamilton County, Ohio will respond to my telephone inquiries. Eppicard has no email address for people on DFA to send questions. Eppicard's telephone is automated, there is no option on the menu to connect you to a live service representative.

    There was an unauthorized charge on my EPPICard. I disputed with an agent and was told the charges was to be reversed within 24 hours, and 48 hours later still nothing. Also, while waiting, I was charged many account fees for checking (I was given an account alert on my cell phone for a balance notice). This EPPICard card is my unemployment payment, and at this time, I reside at Pahrump, an hour and a half away from Las Vegas, where I go to look for employment.

    I made a purchase for $50.68 at a grocery store, and my card was erroneously charged twice by the same merchant for the exact amount the following day. I contacted the merchant and was told to contact Eppicard. After many disputes in writing and follow-up calls regarding the unauthorized charges, Eppicard stated that the merchant had not submitted any supporting documentation regarding the unauthorized charges on my card and that the money would be put back on my account. A credit adjustment for one of the charges and a debit adjustment for the other charge appeared on my account.

    When I called to inquire on the matter, I was told that it was due to a system error and that a credit adjustment for the second $50.68 would be made to my account. It never happened; as a matter of fact, Eppicard made a debit adjustment of $50.68, which meant that my account is now minus $101.36. I received a letter from Eppicard which denied my claim and closed the matter.

    It's a dog gone shame that this beastly company is allowed to successfully scam consumers of their money despite the number of complaints sent to appropriate agencies, and once the scam finally balloons to media notoriety, the low-life vipers slither away quietly into the fog that protects them until they strike again. I want my money back!

    I have an Eppicard and as everyone knows, they charge you after a couple of balance checks. Well now I'm locked out of my account on the internet and after many attempts to reset my password, I still can not access my account. Not only that, but I can't get in touch with any type of customer service despite any number I call to fix the problem. This is the worst manner of business I've ever had to deal with. Economically, they managed to squander any amount of my child's support that they can. Nothing but crooks causing frustration!

    Original ATM problem: November 5 or 6, 2008. Dispute filed immediately on November 28. Provisional credit of $320 was applied to my account. December 12, 2008, $320 provisional credit was removed from my balance. Dispute was filed again (exact date in records) and it was denied. Again, I have records to prove this. I filed a 3rd dispute (Spring 2009). The 3rd dispute was denied. Each and every time I mailed in the dispute forms, I clearly explained the details of events, providing written documentation from the bank, my receipts, and my personal statements regarding what happened, and some of the troubles I've experienced during this ATM dispute process.

    November 5th or 6th, 2008, I went to an ATM at National City Bank on 25th St. Columbus, IN to remove cash from my account. My balance was $334. I requested $320 (increments of $20). It did not give me any cash and printed a receipt that said, "Unable to process transaction at this time.” I wondered what the problem was and thought that maybe there was a $300 limit. So I requested lesser amount (twice) and each time it said, "Amount requested exceeds available balance.” I knew I had $334 prior to pulling up to the ATM. I reported this to the card company immediately. L. **, customer service representative, documented this issue and began the dispute process for me. I filled out all paper work, sent it in via certified mail, and about 2 weeks later, on November 28, 2008, I received a "provisional credit" of $320 to my account. I thought it was over.

    Wrong! Two weeks later, November 12, 2008, they removed $320 from my account again! I called them asking why it was taken out again. The representative did not know why. She agreed that it must have been in error and suggested I file another dispute claim. Again, I filled out all paper work and sent it in in a timely manner with certified mail and again they denied me. They said my denial was "BASED on documentation from the merchant," which is National City. So I went to National City to find out what EPPICard was talking about. They had no idea! As I said, they provided me with written documents supporting my dispute and want this matter resolved immediately.

    I disputed that transaction (November 12) and got nowhere. I had even sent in a letter from the bank manager stating that I absolutely did not receive any money from the ATM. National City is supporting me with letters and ATM logs proving that I did not get any money and yet they (EPPICard Processing Payment Center) refuse to give my money back. Upon receiving that "denial," I simply couldn't believe it! They were making it impossible to get my money back. Someone has my child support and I want it back. That money is for my child and I will fight for this. It's terrible that a person has to go through such lengthy dispute processes and spend $5 to mail it off, not to mention other financial losses I incurred!

    After being denied, I disputed that and the final reply was, "We credited your account $320 November 12." But they fail to address the fact that they removed $320 on November 28. I'm ready to take legal action. This has resulted to $120 lost wages (missed work trying to take care of this issue), $78 in overdraft fees, $15 in certified mail fees, and I missed out on Christmas specials for my child. It hurts or angers me that I wasn't able to get her all I'd planned for Christmas because of all this. I had to borrow money for house payment, groceries, and gasoline! It caused a financial crisis. Bills got behind, late fees accrued, and stress mounted! I believe this also damaged my credit score or buying power.

    This is the worst consumer card agency I have ever had the displeasure of dealing with! My first issue with this company is that card users can only access their accounts while using Internet Explorer. It took me several weeks to get someone who speaks broken English to tell me I can't use Firefox to access my account. Secondly, they make sure you have no email address or physical address at which to contact them. The only way to contact the company is by phone! After waiting on hold for more than ten minutes each time I call and I finally have a human being on the phone, I had to ask him to repeat himself several times, because I couldn't understand his foreign accent.

    It is incredibly exhausting, frustrating, and impossible to explain to someone who barely understands English that money was erroneously deducted from my account, not once, but twice. Furthermore, the information that the "customer service representative" is seeing on his/her screen is different from what is on your screen even though you are both accessing the same account! A deduction of $235.89 was erroneously deducted from my account twice, and the EPPICard representative has no record of it even though I am staring at my account statement that can only be accessed through their website!

    This company has no idea what customer service is! In reality, we, the card-users, are not their customers. The state agencies who hire them are the real customers. I sure hope they get better treatment than we do! And what really bites about this situation is that the card user has no choice in the matter. I would prefer my unemployment payments be directly deposited to my checking account, but that is not an option. The card users are forced to do business with these idiots through the state agencies who employ them! Now, I have to dispute the issue in writing, which may take up to 45 days after I receive the paperwork to complete.

    I haven't had much problem with the card except for the ATM transfer withdrawal fees. (There is no reason people using this card should be charged since a majority are struggling financially and when I added my fees over six months, it was over $100.) My problem is checking online. I had no problem a week and half ago but now it tells me too many log-ins, account locked and reset password. I did that, still nothing but that message. I re-did all again exact same way, nothing. I called the number I have to get to a human to say my card was lost. He couldn't help me with the website and that some IT support were the ones doing the web page and he would let them know. A week later, I still can't check my account. It's still locked. Can someone tell me how to unlock it!?

    The PIN for my Eppicard was stolen and $1,100 was stolen from my card. I filed a report with the Sheriff's office because my fiance had money stolen from him on the same day. I called to report the incident and to cancel the card and had another one sent to me. I filed all the necessary paperwork as provided by ACS. They declined my request and suggested that I contact the merchant. I did research on the internet about this company and I found this article with the complaints of other mothers who receive their child support funds in this way. I have also found a website with contact information for ACS and I have sent an email to 2 different departments within the company. I am currently waiting for a response.

    I thought that using the ATM EPPICard would be a fantastic and assured way to receive my child support; however, I believe that I have had more problems with it than if I just got the check from my son's father every week. The fees to access my account away from the internet (which I do not have at my home, so I have to call if after my work hours) are ridiculous for just calling an 800 number. I don't always get my money on the same day every week - and God forbid there's a holiday - if they have one day off, my deposit is at least 3-5 days late! Last year, I kept looking for this one week's deposit, called (which cost me for the customer service call!), and after 3 weeks, they finally credited my account, because they had mistakenly put it into the wrong person's account.

    As well as the embarrassment when various stores' machine won't accept the card, no gas pumps allow you to pay at the pump. I found that out the hard way, as my child was asleep and I had to wake him to pay for gas, when I shouldn't have had to do that. It has a MasterCard logo.

    And to top it all off, the icing on the cake now is that I have been locked out on the internet from checking my balance, the only free way to check it, because it tells me I've had too many log-in attempts. I've tried the 800 number and cannot get a live person to tell me how to reset my account online. So no matter what, I have to keep all the receipts and keep track of my balance myself, in order for my money not to be used up in fees. I think from now on, I will just take out all my money the day I receive it and put it away so I don't get ripped off by this agency. Sure, I could ask for checks by mail again, but how long would it take for me to get my money?

    My Eppicard was stolen. There were 700 hundred dollars taken out of my account on the Eppicard. I contacted Eppicard, then I was contacted by someone from ACS Payment Processing Services. He told me he would take care of it right away and take care of the situation. Then I got a letter stating that I have to go to the merchants. There were no merchants. The money was taken out of a bank and they will not reimburse me for the money that was stolen. This is unfair, I am not a deadbeat, but I do need this money to keep my household going until I can find a job. I did nothing wrong and they just blew me off. Please help.

    I have an Eppicard for my child support. Who the heck thought of this? First, I don't live in the state of issuance so I have a fee just to get my money. Second, if you need a new card it takes 10 days to get it and you are unable to access your funds by any other means. Third, any issues take months to try to resolve and you cannot get ahold of anyone to talk to. Fourth, I cannot tell you the amount of times I have had transactions denied because the card just won't work at certain places. An example is I went to get gas for my car and it was denied. Luckily I had my bank card with me or I would have been out of luck. This is a ridiculous way to receive child support. I would rather it be direct deposited into my bank account where I can control it the way I want to control it. This card is mostly a nightmare. Charging us for OUR OWN MONEY........geeez. How unfair.

    I tried to make a purchase for 19.98 and my card was decline however I was charged for the transaction 4 times I requested to have the transactions reverse and so did the merchant and eppic card only reversed 1. I needed to pay my electric bill and now my children will be without electric. I live in NC its cold here so we will have no heat or lights thanks to this company. I wish I never had to use eppic card for my child support money

    There is a discrepancy on the ending balance for December of 2008 and the beginning balance for January of 2009 in the amount of 252.00 which is equal to one of the payments that I normally receive. The payment is within the itemized list - it just didn't get calculated correctly. When I called Comerica Bank Customer Service at 1-866-461-4094 but the person I spoke with failed to understand the problem. I am hoping that you can help me.
    Please see the screen shots below of my account. According to the deposits made, my beginning balance on January 1, 2009 should have been 818.04 Instead of 566.04. This is a difference of 252.00 which is the amounts of each of the payments that I receive bi-monthly. Can you please help me rectify this problem?

    I had requested a replacment card since I lost my original and was told that there was a $5 replacment fee. Fine, I was willing to pay the replacment fee but was told it had to be deducted from the Eppicard. At this time I only had a balance of $2 and change on the card and was told once a deposit is made on the card then a replacement card will be sent to me. Well, I called Friday 02/06/09 approximatley 11:10 because I needed to pull up the pamyent history on my account. Now remember, I never received my replacment card. I'm telling this reprensentative that I believe the last payment made to me was in November 08, she said no, the last payment was made on 02/02/09. Remember I was told by a representative once there are funds available in your account, we'll mail you out a new card. This has not happened. I'm also telling this representative that I need to print out a copy of my payment summary to take to my local IDPA office, is there anyway that I can log into my account without a card no#. She's telling me, go to help and you can bypass that. I'm logged onto telling her at the same time that it's not working. So, she just blows me off,well maam, we'll send you a card and you should get it in the next 5 to 10 days! In other words, she didn't address the problem of me needing to get into my account. She was not compassionate at all to my needs.

    I have a NY State EPPI Card to receive my child support. A payment was made through child support and I was told by child support that it takes 2-3 business days for the transfer to post to the EPPI Card. I waited. Still havent received the payment. I went onto the EPPICARD.COM and after spending 3 hours just trying to sign up my account online learned that the balance was still 0.00. I was furious so I kept calling the number on the back of my card, just to later learn that after 5 calls you are charged 0.25 per additional call. All I was trying to do was to talk with a HUMAN but to my amazement it was all automated with no way to speak with a representative. Today I decided to do research and try to call Mastercard. After calling them 4 times and getting different phone numbers to contact, I spoke with a supervisor who told me that the only customer service they have available is to the Georgia State EPPI Card. I called the number, but because I am in NY I disconnected me and wouldn't let me talk to a representative. I HATE this card and wish I had never gotten it because now it has caused a hurricane effect and possibly has put my house in jeopardy because I was unable to pay the mortgage because I never received my child support on the card. Now no one can tell me where the money is, who to talk with, or any information on the account. I am now forced to go to my congressman and local officials to see if they will be able to assist me in getting my child support. We are talking about keeping a roof over my 9 month old daughter's head and I can't believe a company can get away with this. I am also planning on going on the news and reporting this to the authorities.

    I have been charged several times for fees while trying to call a fake USA Customer Service 1-800-961-8423 phone number on the back of the Matercard Eppicard.
    I had questions about a $1.00 unathorized charged that appeared on my card a few times. I tried calling customer service that is CLEARLY stated on the bacl of the Eppicard. After being prompted to key my acct, number I was automatically charged $.50 for trying to reach a representitve to speak with. I went through all the instructions and there is NOT one that allows you to speak to anyone or dispute a charge. I then decided to call the Outside of USA number that is clearly listed on the back of the card 801-352-3118. Some actually answered this number and tome me the reason I could not get through on the toll free number is because its set up to charge the person $.50 after phoining in 5 times automatically. Lets do the math. SInce there is no way to speak to someone at the number indicated on the card , many people will phone in on that number and get charged each time. If 500,000 people call wach year, Eppicard and Mastercard since they proudly display tehre logo will make $250,000 from people simply trying to get through to a number that DOES NOT WORK as claimed. and people will have to pay money jsut to figuere that out! FRAUD! When I asked to speak to a supervisor to report this to I was given the run around by 3 people before placing my complaint.

    Just some information for those people that use the Eppicard for whatever purpose.... I have my child support direct deposited to the Eppicard. In 2007 there was several ATM withdrawls from ATM's in Lahore, Pakistan. Also phone services to an adult phone line in Las Vegas. I reside in Chicago, Illinois and have never nor desire to ever go to Pakistan. I called Eppicard (Comerica Bank) and dealt with several customer Service reps... they sent me forms to fill out and I quickly returned them trying to get my money credited. After 2 weeks i called again and they advised they never received them , even thought I sent them certified mail with signature required. I again received a new form and sent the completed form back out certified signature required. After waiting another 2 weeks going back and forth with customer service reps and managers, i had enough. I felt like I was dealing with a handful of people working out of someones basement, not a real financial institution. I did some research on the internet to see who of the Illinois State representatives was in charge of this program. Once I located that person I called his office and did a conference call to Comerica aka Eppicard , within 24 hours my money was credited to my account. For those being scammed use your local offices or higher if need be, remember these elected officials work FOR YOU, not the opposite!!!

    I have an Indiana issued Visa eppicard to recieve my unemployment compensation, I went to an atm machine to retrieve 800.00 cash. I put in correct pin and recieved transaction denied slip even though I have more than enough money on the card to cover the transaction. I then went into the bank and spoke with a teller who informed me that the machine are only set up to dispense up to 250.00. I then attempted to take the 250.00 off my card and got another transaction denied slip. I check my balance to discover that my money had been taken out of the account even thoough I did not recieve it. I contacted eppicard they sent me a form to fill out about 2 weeks later. They credited my account the missing 800.00 and the 2.00 fee for a total of 802.00. About two months later the debited my account for 802.00. I called their customer service deptment to ask why and I was told that my dispute was denied so the money was taken back out of my account. I was told that they made payment to the bank when my dispute was granted and that is why they deducted the money from my account again when the dispute was denied. I asked why I was denied and was told that they also sent a letter to the bank where I used my atm card and they said that they did give me the money the first time. I then contacted the bank about this and was told that they never recieved anything from eppicard. I called eppicard customer service again and was told all I would need to do is to have the bank to fax over a letter on their letter head stating that there had been a mistake and I never recieve the money and that would take care of the problem as it is probably just a computer error. I went back to the bank and they indeed faxed the letter as requested, I called eppicard to check and was told they did recieve it but there is nothing they will do because now my dispute is with the bank. I went back to the bank and told them what happened they called eppicard as well on my behalf while I stood right there. The person in customer service told the bank that there is nothing that can be done because the dispute was denied and closed and would not be re-opened. I went home and called customer service eppicard myself and ask to speak with the dispute deoartment and was told they do not talk to customers. I then asked to speak with that woman's supervisor and was told that all of them were out or assisting other customers. I stated I would hold for the nect available one and the woman told me you will not be holding on my line and hung up in my face.

    ACS State and Local Solutions ( Eppicard Debit Visa) issuing bank Wells Fargo, NA Wells Fargo does not recognize this card as an account because it is not associated with a consumer savings or checking account therefore I am unable to file a dispute resolution claim with them. I did however file a dispute form sent to me from ACS State and Local Solutions and reported fraudulent transactions discovered on my account on August 6, 2008.

    ACS has denied my claim and declares my funds (child support via the Texas Attorney Generals Office) are not FDIC insured and will not reimburse. I have found evidence on the FDIC web site that contradics this statement. I evidently was a victim in a nationwide internet scam that targeted Eppicard users. Throughout multiple states across the county, Eppicard account holders are complaining of the same results for their filed disputes. However I do know of some account holders who received reimbursment of their funds. I do not understand how ACS can keep my money and reimburse others.

    I also spoke with the Texas OAG and they were unable to help me with this dispute, explaining that once the child support payment was made it went to Wells Fargo and was handled by ACS, therefore it was out of their hands. Please advise what I should do to recover my stolen money. I need and depend on my child support and so does my son. Thank you

    Don't know how I'm going to pay some of my bills. Emotionally I can't even think have the time and it is effecting my performance at school. I feel violated and do not understand why all of the States who have hired outsourcing companies to save money would do this at the expense of the receipients (child support, unemployment benefits, etc..). These funds are insured and I want mine back. ACS is a computer systems business. It appears with so many cases of fraud happening to Eppicard holders specifically that maybe the problem lies within.

    On 07/29/08, two transactions were made at an ATM 7-Eleven in Chicago, IL, for a total of $527.00. I explained to staff at EPPICARD that I had not given my card or pin number to anyone and I live in Beaumont, TX, and have never been to Illinois in my life.

    EPPICARD staff told me that I had to have given my pin number to someone; therefore, ACS denied my claim due to a pin number being used for these transactions. I told her that they treat the victim like the criminal and let the criminal run free to continue their criminal activity. They refuse to do an investigation based on someone using my pin number.

    This was child support money for my son and has caused a financial hardship.

    On 8/6/08 I recieved an email from EPPICard.com stating my acct. needed to be restored because of failed log in attempts. I ignored the email and put it in my banking file. On 8/11/08 my EPPICard acct was drained by someone at an ATM in Chicago, totalling $1087.00. I then filed a dispute with ACS/Eppicard on 8/12/08.

    On 9/12/08 I received a letter from ACS/EPPICard denying my request for reimbursement. ACS also stated that I could dispute the transactions with the merchant in question. On 9/12/09 I called ACS and they told me it was my responsibility to protect my card information and that I must have given my info to someone. I did not.

    On 9/12/08 I called the merchant in question (North Community Bank, Chicago, IL) they said there was nothing I could do...that they would only release ATM transaction photos to the investigating firm.

    Mostly financial hardship...paying bills...car is about to be repo, etc...

    I have received two texts from these people. The first one said my account was suspended for security reasons and to call the number above. The second one said my account was suspended for inactivity, to login at www.eppiservices.com. I went to the site to see what eppiservices was. I tried to click on help and faq, but the page would not load. That's when I did a search. I felt it could be a scam which is why I never called. Is there no way to catch these people? How did they get my cell phone number?

    None other than they used my test messaging and minutes and wasted my time.

    Today I received a text message from Eppicard Security informing me that my account was cosed due to unusual activity and they requested that I contact them at 1-866. Upon returning the call I was prompted to enter personal and confidential information. I did not enter the information and until now, had no knowledge of the Eppicard. I do however have child support payments directly deposited into a checking account. My concern is, are these criminal minded individuals able to access my child support information and has my account/information been compromised? I will contact child support enforcement on Monday.

    While checking my account information on-line, I recieved a text message from EPPICard Security that my account had been closed due to unusual activity. Upon calling the phone number given, I was prompted to enter my account number, social, and PIN.

    Like an idiot I didn't think twice about it because I had just left the web site and thought maybe I had entered incorrect information. They had within a matter of the next two hours made two transactions totaling $463.00! Now I'm in the process of protecting my other accounts and cards, and it will be months before I get any money back!

    Well the obvoius is the loss of $463.00. But what future problems it may cause, how long it will take to straighten out, who really can tell at this point.
