About Progressive Pet Insurance

Progressive pet insurance isn’t sold directly by Progressive. Instead, the company refers customers to Pets Best for coverage. The Progressive Advantage Agency (PAA) earns a referral fee but doesn’t manage policies, claims or coverage details. Plans are underwritten by either American Pet Insurance Company or Independence American Insurance Company, depending on the policy. While customers can purchase pet insurance through Progressive’s website, Pets Best sets the coverage terms and pricing.

Pros
  • Flexible coverage options
  • Covers all breeds
  • No senior age limit
  • Offers unlimited annual benefit option
Cons
  • Not offered directly through Progressive
  • No additional benefit via Progressive’s referral

What is Progressive Pet Insurance?

Progressive doesn’t directly offer pet insurance. Instead, it refers pet owners to Pets Best for coverage. Since 2005, Pets Best has offered customizable pet insurance for cats and dogs, covering accidents, illnesses, cancer and hereditary conditions. Coverage is available in all 50 states.

Progressive customers who sign up for Pets Best through the company’s website don’t appear to get any additional benefits or discounts compared to general users who sign up directly with Pets Best.

How does Progressive Pet Insurance work?

Progressive Pet Insurance has no breed restrictions, and pets can be enrolled as young as seven weeks old, provided they are in good health. Like most pet insurance companies, Progressive doesn’t cover preexisting conditions, and there’s a waiting period before your coverage takes effect.

The following waiting periods apply:

  • Accidents: Three days
  • Illnesses: 14 days
  • Cruciate ligament conditions: Six months

Pets Best offers three core plans: Essential, Plus and Elite. Each plan covers accidents, illnesses, cancer, hereditary conditions, emergency care, surgeries and prescription medications. The Plus plan delivers additional coverage for exam fees related to accidents and illnesses. The Elite plan covers everything in the first two plans while adding coverage for rehabilitative services, acupuncture and chiropractic care.

Coverage can be customized by selecting a reimbursement percentage, an annual limit and a deductible. These options allow customers the flexibility to adjust their plans to meet both their budget and their pet’s needs.

Once enrolled in the program, pets can go to any licensed veterinarian in the U.S. or Canada for care. Claims may be submitted and tracked through the Pets Best mobile app or online portal. You can make changes or cancel your policies through Pets Best, subject to certain terms and conditions.

Progressive Pet insurance plans

Pets Best offers three main plans, each with optional wellness add-ons for routine care like vaccinations and flea and tick prevention.

  • Essential covers accidents, illnesses, cancer, hereditary conditions, emergency care and prescription medications.
  • Plus adds coverage for exam fees related to accidents and illnesses.
  • Elite includes coverage for rehabilitative care, acupuncture and chiropractic services.

Plans exclude preexisting conditions, routine care (e.g., vaccinations or deworming) and holistic therapies.

Progressive Pet Insurance cost

Progressive Pet Insurance offers a range of customizable options that affect the pricing for each plan. The following quotes apply to a two-year-old male Golden Retriever in New York (10004 zip code). Pricing is accurate as of publication.

The company offers a 5% multipet discount for insuring more than one pet.

Add-on wellness plan pricing

Wellness plans cover common routine items such as vaccinations, flea and tick prevention, and wellness exams for an additional monthly fee.

  • Essential Wellness costs $16 per month and covers up to $305 per year with no deductible.
  • Best Wellness costs $26 per month and covers up to $535 per year with no deductible.

Progressive Pet Insurance FAQ

Yes, but Progressive pet insurance doesn’t provide quotes directly. Instead, its website redirects you to Pets Best, where you can enter your pet’s details and get an online quote.

Does Progressive Pet Insurance pay the vet directly?

Progressive Pet Insurance doesn’t pay your vet directly. Instead, you’ll need to pay your vet upfront. Afterward, you can file a claim with Pets Best to receive reimbursement based on your coverage.

What is not covered by Progressive Pet Insurance?

Standard plans with Progressive Pet Insurance don’t cover preexisting conditions, elective procedures or routine care such as vaccinations or deworming. However, optional wellness plans can help cover preventive services.

Can I keep my vet with Progressive Pet Insurance?

Yes, you can keep your vet. Progressive Pet Insurance allows pet owners to visit any licensed veterinarian in the U.S. or Canada. There are no network restrictions. You’re free to continue seeing your preferred vet for treatment.

Where is Progressive Pet Insurance available?

Pets Best is available to pet parents in all U.S. states. Progressive doesn’t manage policies or claims.

Is Progressive Pet Insurance worth it?

Progressive pet insurance may be worth it for pet owners with hard-to-insure breeds or senior pets since it has no breed restrictions or upper age limits. It also offers flexible reimbursement options, allowing customization based on budget and needs.

However, signing up through Progressive doesn’t provide any additional benefits or discounts. Given reports of claims denials and rate increases in customer reviews, most shoppers should compare other pet insurance providers before choosing Progressive.

    Claims Handling

    Reviewed Aug. 28, 2025

I purchased Progressive Pet Insurance, administered by Pets Best, to protect my dog Morita in case of illness. Unfortunately, when Morita developed a serious eye condition that led to surgery, our claims were denied. Pets Best classified her condition as “pre-existing” even though her policy was active and I provided complete medical records. Despite submitting multiple documents, letters from specialists, and going through their appeal process, they upheld their decision and refused to cover any part of her treatment or surgery costs. I trusted this company to help in a time of need, but when Morita needed it the most, they left us to handle everything ourselves. I want other pet owners to read the fine print carefully and be aware that pre-existing condition clauses are applied broadly — even for illnesses discovered after the policy start date.
