For almost 2 months I have been trying to get an issue resolved with my account. I was told multiple times it was escalated and will have an answer within 3 days. That has occurred about 3 or 4 times now. No resolution, no answers, no communication. Not only can I not use my account, I can not access my money that is being held in the account. They can not even tell me what is wrong, I have also been informed that the paperwork they need has been received. I just want access to my money and will never use PayPal again for my business. I have even asked for a way to place a formal complaint and no response to that either.
By the way, my business is a pharmacy and we were using PayPal for patients to pay for their medication and the main patient population are children. They have risked the children not getting their medication, and they do not care. Luckily I have found another acceptable way for them to pay. I also find it odd that you can not place a negative review about PayPal in the conventional ways.

After over a year with them and doing sales over 25k to 45k a month they decided to let me go with a lame excuse, I dont have problems with my customers in the past two years I had 4 disputes and all of them were attended, I asked them to verify that, so I am finding out that I need it to increase my projected sales, which it doesn't make sense because they know what I do, my money is in hold for 180 days now, a gentlemen called me today from 402 952 assuring me that he was working on my account and that he was realizing my hold, he was very nice and polite with me, he said just keep an eye on your email for the next 20 minutes or so, by that time I did another charge thinking that everything was going to be ok but my surprise was that they were terminating my services and my money was going to be on hold for 180 days?
It's impossible for me to wait since I depend as a small business owner with 3 trucks who don't sell nothing other than labor because we are movers, we need fuel, payroll, materials and others, I am so devastated with this, so I called and the lady who answered put a request for someone to call me tomorrow, I also called the gentlemen and left him a voice mail, no one has return my call, I have some friends who uses Paypal for their business and I have to let them know about this, it not fair when you are doing everything to comply, I bet if I was a big company this wouldn't be the situation,

It seems that PayPal is no longer secure. It makes automatic deductions from my bank account to PayPal that I never initiated, and I do not receive much assistance from customer service. They are very polite, but do not know what to do other than transfer to another department. I spoke with them for 2 hours without any assistance.

Gift card fraud…Last Sunday my wife and I were at Lowe’s and we happened to pick up a 100 dollar Visa gift card. The type is called Visa Sparkle. We got home within about 10 minutes to use it online and it said insufficient funds. We went online to the card's website and a charge for 98.00 was made in San Jose California by an Ambur ** on PayPal. We called PayPal and notified them. They looked at my account and someone had changed it from a personal consumer account to a limited liability corporation (LLC). They also could not see the charge in my account. I gave them the gift card number and they found it in an account of another person name Karl… I wrote it down.
I followed up yesterday with PayPal and now they can not find my account associated with my name, telephone number or the account number I provided. They also stated I need to go after the gift card company even know the transaction was done through PayPal. BTW the person who did this has the same zip code where PayPal's HQ is. This is incredible. OH WHEN I CALLED THE GIFT CARD COMPANY THEY HAD ABSOLUTELY NO OPTION FOR A LIVE REPRESENTATIVE. THIS WAS AFTER AN HOUR OF TRYING… Unbelievable

Definitely don’t use them. They charge horrible fees and are rude and unhelpful after you wait for hours to speak to a support person. I am an individual with a brain disability. This is hurtful and I feel disrespected and no help was given to me. This is not a disabled person’s place to do business. I am going to tell every agency I can that this company does not help disabled persons.

I have filed a BBB Complaint against PayPal because of the treatment I have received since using their Buyer Protection Policy. In short, I made a purchase ofa musical instrument, that was not anywhere near what was described. I made 5 payments (2 for the item and 3 for shipping and handling), which resulted in 5 claims when the item arrived with over 30 holes drilled into it and covered over with putty, tar dripped on the item, and cracks in the item. I supplied over 30 pictures of the damage.
This led to 4 of the cases being closed by PayPal in my favor and a refund of all the money except for 500.00 dollars, which the last claim was for, and was pending at the time the PayPal Customer Service associate, who closed the 4 cases in my favor. The last case has created an unbelievable response by PayPal's claim department.
First, they made my wife and I take the instrument to Guitar Center and get it deemed damaged and worthless, which we did. Next, they said we would need to file a FBI claim. Then they said we would need to ship the item back to the seller, who ripped us off and did not request the item... and that would be at our expense, which would be over 1,000.00. (So spend 1,000.00 to get the remaining 500.00). I called on 03-31-2023 and spoke to a Supervisor at PayPal who informed me (promised me) that I would get my money back and the (Paypal case) would be closed in my favor, as she deemed it should be. I have the recorded phone call which verifies this.
To my surprise, even though I was promised by the supervisor, on 03-31-2023 that I would receive a refund and the final open case would be closed in my favor... Paypal's claim's department on 04-10-2023 instead retaliated by ignoring the supervisor's promise and instead placed my account in a collections standing. In the attached call you can hear PayPal saying that my account is in a status of "attempting to collect a debt", and then states that "the account is in good standing with nothing owed." I have been a customer for 23 years at PayPal. I never would believe a company could treat someone like this and get by with it. Be warned PayPal do not honor their own policies.

I ordered from a merchant who only allowed me to use PayPal. I put in my address on the merchant's website and I made sure that my PayPal primary address and billing address were my current address. Somehow PayPal pulled up and sent to the merchant address that II ordered from a merchant who only allowed me to use PayPal. I put in my address on the merchant's website and I made sure that my PayPal primary address and billing address were my current address. Somehow PayPal pulled up and sent to the merchant address that I have not used for six months. The item was shipped to the wrong address. The merchant went to help me because they insisted they use the address that PayPal gave them.
I had to find someone to go to the house, pick up the item and then mail it to me costing me $33. I asked the merchant to reimburse me and they refused. I asked PayPal to reimburse me and they refused. I went through PayPal’s dispute process. The first decision was denied because the merchant showed proof of delivery. I tried a second dispute to say I never argued that it wasn’t delivered, but that it was delivered to the wrong address and it was not because I put in the wrong address. Today I got a response from that claim saying that it was denied because the merchant's description of the product matched what product I received. I never argued about the product itself.
I argued about PayPal storing an old address for me and then sending it to a merchant who used it instead of the address I put in when I ordered the product on their website. I cannot trust PayPal and this means that any merchant who uses PayPal I will not be able to order from. I want them to be a better company and it’s not. This is not the first time in this happened to me, but the last time that happened many years ago, the merchant was kind enough to fix the mistake once they realized it was not me. I cringe. Every time I see that PayPal is my only choice because they cannot clean out their records when a individual changes their address.

On March 19th my son sent me the gift of $150 through PayPal. Unfortunately, I wasn’t able to login to Paypal because they had an issue with send me security code. I tried several times without any success. Then later I called customer service of paypal with this issue. The representative simply deleted my second security login - use of security code.
When I finally logged into my account I found that I had only 6 something dollars. And all transactions were made from my Paypal balance. I called resolution center to find out why they used balance instead of my credit card. Even so it was specified as Preferred Payment Method. And I ask representative to issue full refund. Representative talked a lot without any specifics. But with specific promise to figure out.
On April 3rd Paypal refund me $3.99. ONLY! But they did refund! Today I called and talk to resolution center representative. After 15 minutes of me trying to get clear answer if Paypal will return my money, I realized that this communication is just wasting of my time. I ask to switch me to supervisor. Had the same result. Many words in defense of Paypal without any considerations of my rights and interests.
This is not the first time when I have problems with this company. I didn’t keep my banking account on the website because they use it as the payment method instead of my credit card specified as preferred payment method. Therefore, this is complete fault of PayPal. I request Paypal to fully refund my son gift in amount of $150. I request Paypal to apologize.

I received a payment from one of my customers who is a California-licensed realtor. PayPal accepted the payment on 4/4/23 at 2:30 pm. They sent a receipt of payment to me & my customer. PayPal did not post the payment to my account as they usually do. I contacted PayPal to inquire about the payment. I was informed that the payment was under a compliance audit & the payment wouldn't be posted for 72 hrs. I called back on the morning of day 3 & was told to call back in 2 hrs because it hadn't been a full 72 hrs. I called back exactly at the 72hr. mark.
I was informed by a supervisor named Adrian that I was misled/lied to about the payment release time. There is actually NO exact time when the payment would be released. PayPal collected money for my company, the transaction cleared, & PayPal is refusing to release my funds. All of the staff at PayPal have alluded that something was suspicious about my client & that was the reason the funds haven't been released. It sounds like PayPal is discriminating against my client who is Muslim! I gave PayPal all of the information that would support our transaction & the information is also listed on the invoice sent to my client.
PayPal is still refusing to release my funds & there is NO expected date when those funds will be available to me. Adrian the supervisor stated that the reason they won't release my payment is because they cannot verify the address of my customer. When I look at the invoice not only is his address on the invoice there it also has a green check mark by the address that says confirmed. Paypal is refusing to release my funds & now they won't provide a refund either. They are making me wait an additional 72 business hours which translates into 6 days because today is Friday. I have been informed that if they choose not to provide a refund that they can keep it indefinitely. I requested to speak to a higher authority & was left on hold with No response. Not only is this DISCRIMINATION, it also a crime.

On March 20, 2023 I ordered 2 items from a website using my PayPal World Mastercard. A few days later, I had logged in to my PayPal account to make a payment and saw an unfamiliar charge. Looking further, the purchase amount on my receipt did not match the amount I was being charged. I contacted PayPal, spoke with 2 representatives (1 a Supervisor), both stating I would not be liable for the $14.49 added to my charge and then also informing me it was "Chinese Tax". Nowhere on the website is there a note about additional charges of any kind. I filed a claim, PayPal denied the claim. If I want to know "why" they denied it, I have to spend more and send a certified letter. Why have a major credit card that you cannot trust?! I guess now that PayPal Holding Inc has become the first foreign operator with 100% control of a payment platform in China, they get to play by their own rules.

Our charity had to stop using PayPal last year. Last year they froze our account and stated we had to provide personal "information about you and users listed on your account". As the only user of the account, I provided my requested information. The issue is I was the only user listed on the account. The other person they wanted information about was/is not a user listed on the account. I tried to get them to understand this but they just kept repeating the same response. Absolutely unreasonable and horrific customer service. The account remains locked today with them withholding over $1300 worth of charitable donations. Because I cannot withdraw the donated funds they will not even let me close the account. As the only user of the account, I consider their actions nothing short of theft from a charity! I stopped using PayPal years ago because they wouldn't refund $300 to me from a fraudulent charge no matter what. eBay took my side but PayPal did not. I heard that eBay doesn't do business with them anymore. Anyway years later I had to open a new account with them in order to send money overseas to my daughter that moved to another country. Just a couple months into having a new PayPal account someone sent money to themselves with a reoccurring "subscription" to keep getting that money.
I reported it numerous times through phone calls and through the resolution center and through messaging. Each time they said that it wasn't fraudulent and that they would not do anything about it! Anyway I closed that bank account down so this person couldn't steal my money and now PayPal is putting my account in the negative. It feels like history repeating itself. Never again. I will keep fighting this but I don't think it'll get me anywhere. They basically tell you that you're a liar and will do nothing to fix it. It's extremely bizarre business practices.

Ran into a shipping scam where they send you a different shipping price (in my case $600) than what was on the invoice ($30). AFTER I already paid for it, and if I didn't pay the $600 they won't ship the item. Obviously, I didn't pay that and after the seller stopped responding to me I went through PayPal's resolution center and opened up a claim to get the money I paid refunded and sent them the evidence of the scam. Took them 2 weeks to side with the scammers and tell me there was no billing issue and my claim was closed. PayPal is great until it's not.

After earning $17, I discovered the only access was through PayPal so I opened an account. They wanted me to attach a debit or credit card to the account, even though I had no intention of spending more than earned through Honey. Then, with no reason, they said they had closed my account and I have no access to my money for 180 days and could only say it was based on my "use." I can only guess it is because I have anti-tracking devices on my computer. I am a retired disabled senior citizen so cannot be due to any "activity." So, after all of the "dollar here and there" of earning, Paypal/Honey took the money back and will require more invasive requests for documentation if I want the $17. Lesson learned. I will never use Honey or PayPal again. Enjoy your $17, stolen from a poor old person.

How can such a huge "business entity" be so customer unfriendly? PayPal is one of the worst ever companies that provide any form of intelligent informed or easily accessed customer service! Their computerized phone system makes it pretty much impossible to get anyone to help. The customer service employees reply with answers that are pretty much as inaccurate as the computerized phone and online help assistant. I have fought unsuccessfully with PayPal for about a month and still my problems were never fixed, never correctly or intelligently addressed, always blamed to be something other than PayPals glitch, which it is; Paypal ignored my preferred payment choices and choose their own without informing me or allowing me to approve or deny. They have cost me endless amount of time, anger, stress and financial loses in various transactions.
Without my permission they have sent a charge to my $0 balance bank account. I have a late rent payment out there floating around with extra late fees now because they did not allow a usual and often long time performed transfer of funds this month saying what I was requesting was a security risk which I fought unsuccessfully. It was to my son with the same last name even. They ended up doing the pymt as a check after a few denials but never told me they were doing a check, never gave me the option to cancel and deny and if they did I could have gotten the cash and paid it right away!
They won't remove a very old Mastercard from my acct. They won't link & allow me to use a new mastercard which I've set as my preferred pymt method. They ignore it and choose on their own without notification a different way to charge my purchases. I'm losing 1% cashback due to their errors & I can't get it fixed with them. Their wallet and my wallet are two different things; they should be the same. I say my issues are A-B-C: they ignore those issues and give me answers D-E-F! They are awful! Use other payment sources! Venmo or Zelle? NOT PAYPAL!

After hours on the phone with card Co., verifying everything, finally got off there and tried again... same issue. Then bought that same item from same Ebay seller using my card directly and it was fine.
Called Paypal, told the man I was not happy and nothing I said was directed at him.I did not berate him, curse, or say anything offensive but he hung up on me while I was explaining. So called again, started explaining to the lady who insisted it was the credit card, and again she hung up on me. How can any institution that handles financial transactions be allowed to continue in this way? Done with this SCAM of a company.

Whenever I have to transfer money using PayPal, my heart sinks. Even as a guest, because "Payment via PayPal" as a guest never, ever works, after processing the payment I always just receive some random error. So, okay, though this is what I've been dreading, I guess I'll try to log in. Oh but no, despite the fact that I use a password manager with the most up-to-date password there (and have this problem with zero other sites), the password is "incorrect" and I have to get it reset. Fine, what did I expect?
After waiting upwards of ten minutes for PayPal to send the verification code, I finally manage to log in and discover that all of my most up-to-date banking information is missing, as if it was never there (though it WAS!) and all that remains is a bank account that hasn't been open since 2006. What gives? Okay, well, anyway, I'll re-add the valid banking information. Oh, I can't? What's the problem, "click here to find out" I see, uh huh, okay, better click there then... Wait, you've just taken me back to my dashboard. This tells me nothing. Well, let's get rid of this 2006 bank account at least. Oh I can't? I need to send pictures of my ID etc. etc. etc ...
After a while, I check the clock and realize an hour has passed, I am just messing about with a glitchy service that seems dedicated to raising my blood pressure, accomplishing nothing because there is always a new obstacle. The end result of all this aggravation will be me continuing to not be able to use my PayPal account, and not being able to make the transaction that I started with, which should have taken five minutes total. After all, that's the time it takes me with every other payment method I've used on the internet.
Conclusion: There is a reason I greet being required to pay for something using PayPal with dread, and it's because I've been to this rodeo before and I know it won't work out, or if it does, it will do so only after eating up a disproportionate number of daylight hours. Somehow, someway, the "service" will find a way to turn this into an all-day festival of frustration.
PayPal sounds like your friend who helps you pay. In practice, it's more like Pay Bully who steals your lunch money--though, to be fair, instead of stealing your money, it "merely" steals your time. In this case, I've decided not to complete the transaction that started this whole mess, because it was optional. However, I live in terror of the fact that someday again I will find myself being forced to try to process a transaction through PayPal. Maybe next time it will be something necessary, and I'll have to cancel everything else I wanted to do with that day merely so that I can unwillingly cosplay in an episode of Black Mirror. May that day be far away. May it never come. Let us pray.

PayPal is terrible and unethical company I have ever went through, maybe it’s good for seller or business people but it’s not worth it for buyers. There is no security or trustworthy for buyers who do payment through PayPal because if buyer cancel order or get refund from seller they charged person who receiving refunds and hold the funds as well, and you they don’t even bother to resolve the issue, if these funds are refunded by seller as goods and services, not even take a step to communicate with seller why buyer will get charged or reverse the seller transaction and request seller to pay refund properly.
Not the way that the buyer/refund person get payment in ethical way without charges and should not be funds on hold, if I am new PayPal user it doesn’t mean if I am when receiving my refund they put my funds on hold for month, and when they released the funds, I tried to transfer the funds back to my account, PayPal porter didn’t let me transfer my funds to my bank. Looks like you guys just want to do fraud by not letting people transfer their own money to their own bank accounts. Haven't used PayPal in years, but that was the quickest way to receive my reimbursement from SWA, from their holiday meltdown. I went on vacation using just the funds in my PayPal balance. I didn't have a PayPal debit card, but my gf did, so I just transferred money to her, as we needed it. But first day of vacation, PayPal randomly denied a transfer of $180. (Money needed to drive up to South Lake Tahoe). There was no explanation, only denied. And no way to fix it, because their phone lines are not operational past a certain time, till 6 am.
So I tried to add a digital debit card, in hopes of transferring money that way. No luck = errors. At 6 am, after 10min on hold, I found out it was because of "security" reasons, and because I modified the account, it was gonna be froze for 24-48 hours. No solid answer how long, and I would not receive any notification when I could use the account, just had to wait. Called back a little later, this time on hold with 3 people over an hour and 15min. Was eventually able to get the funds available enough to make a transfer to my bank "IN MINUTES." That was a lie, when finalizing the transfer, it displayed an "error has occurred" and the system chose to continue the transaction with a 24hr, processing time. Leaving me with ZERO money, while on vacation.
That night, desperate and broke, I cashed out my crypto on PayPal. Around $200. Tried transferring $1 "in minutes", and it showed up in bank right away. So I transferred the remainder of balance again, and the ERROR showed back up, and again placed it in 24hr processing. I fly back home tomorrow, and have been without money the entire trip, because of deficiencies at PayPal. I used PayPal to transact a transaction with a business. I was selling Solar Appointments, and because I did not know the buyer very well, I made sure to have him send it as "Family and Friends" so it could not be disputed at a later date (that option says it right on the Paypal app when you choose that method of payment). The other person disputed it months later, Paypal called and asked me what happened, so I told them exactly what happened. They took my statement, asked me if I wanted to refund the buyer, I told them I did not, the transaction was non-refundable and completed. PayPal then debited my account $1500, and refunded back to the buyer. I called PayPal back and asked why they did that, their response was "he disputed it directly with his bank, if he had disputed that with us, we would have denied it, but since it was through his bank, we have no control over what happens." Although Paypal may not be able to stop a dispute directly with a bank, but they did have the control to:
2. If taking the money from me. They could have issued a refund from Paypal, since they made the mistake, and then overdraw the buyer's account for processing a dispute on a friends and family transaction.
3.Suspended my account so I can't log in, holding my statements "hostage" unless I pay a creditor, (yes, they sent my account to collections as well) stating there is no way to email me the statements so I can do my taxes.
4. Putting me on hold all morning, hanging up on me after 45 minutes, now back on hold waiting again.
The buyer should never have been refunded, if it was out of their control they should have paid the refund due to their mistake, then overdrew the buyer's account, or suspended his Paypal account, not mine. I have never had a dispute, a refund requested, fraud, or anything like that on my account for the 4 and a half years I had it.

DON'T TRUST PAYPAL WITH YOUR MONEY. THEY HAVE WAY TOO MUCH CONTROL OVER IT, AND WILL TAKE IT WHENEVER IT SUITS THEM. In March of 2021, I sold a watch off my website and the transaction was processed via PayPal. PayPal sent me an email saying "You can ship items now" and "Seller protection eligible."
I relied on PayPal to provide me with secure funds and protect me from chargebacks. But it turned out that PayPal failed to flag a fraudulent transaction, and then misled me into thinking my funds were secure and that they would protect me. When the buyer filed a dispute with his credit card issuer a few months later, the card issuer found in favor of the buyer, and PayPal removed the money from my account. PayPal refused to fulfill their obligations under their Seller Protection Program. Now, I am out both my money and my merchandise. I fought with PayPal for months, and the matter still remains unresolved. My letters to PayPal president and CEO Dan Schulman have gone unanswered.

My granddaughter wanted $, texted me a photo of her PayPal QR code. I dropped the photo into my computer then scanned the QR code back to my iPhone. Using PayPal's app I sent her the $. Immediately in my PayPal acct, activity, I get a payment request from Rosalind for $1499. The message had a link under her name to a screen to call this # if you don't know "Rosalind". I call that number, go through a tel tree, then 10 min hold before I hang up. I go back and figure out (info found on internet, not via PayPal help) that I need to cancel Rosalind's PayPal request. Do this. I don't use PayPal much, weird that Rosalind's request for $1499 came right after sent granddaughter $ via her alleged PayPal QR code.
Long story, short: I'm not sure granddaughter's QR code legit because it looks different than PayPal QR code my PayPal app generated. Situation with girl and mother a mess. Web says QR codes with malicious code rising because you scan the hack into your phone. Paypal text, voice, emails at first a no-go because I cancelled Rosalind's $ request. (Paypal's algorithm not finding anything.) After repeated emails, PayPal said Rosalind's message into my PayPal acct (it hit there first, then I got a "PayPal" email, then spam calls) was randomly generated by scammers and when I called the number message said to call I said to scammer "genuine person and PayPal acct."
Worse, the PayPal messages in my acct activity and in email are inherently conflicting, call this number if person unknown to you (phishing) but apparently this triggers scammers you are real. I got "spam" calls 3 times from apparently large call centers in India. (Does or not - Paypal call you??) The 2nd I listen to without speaking: "Hello, hello, hello, my name, name, name ... finally if you want to talk about PayPal request, call us back."
There are possibly 3 scams here: PayPal claiming the Rosalind hit was random (Nope, too coincidental, came right after I sent granddaughter her $ via "PayPal" QR code); the QR code problem (I emailed it to PayPal phishing address, asking legit or not, PayPal 0 response.); how Rosalind's $1499 request made it into my PayPal activity acct (PayPal says their emails, i.e. people's accts are open source on web, I guess for perusing by the dark web?) So if you think you're communicating with PayPal, think again - how do you know? I removed all bank info from PayPal, will probably delete PayPal acct, changed passwords, etc.

I have an email from the seller stating "I will refund you as soon as possible" and PayPal considers this to be too vague to use in my defense. I was told if I had an actual date of refund process or some other confirmation number, then they could force the refund, Otherwise, it doesn't matter that I have emails asking for my refund from the seller.
Then when I told them how awful this process is and that I don't think I will use them in the future because they seem pro-seller and don't seem to care what evidence I have, the agent gets really snotty with me. The agent, both times got heated with me and told me to go ahead and take my sales somewhere else because no one else would have given me a refund either. I told them that credit cards would have helped me and was told credit cards don't process refunds either - what a joke. I have never had a credit card screw me over like PayPal has when I have either not received an item, or gotten an item that isn't as described. I would not trust PayPal to help you if you order something and pay with their service. So I paid a guy with a small business that installs stereos in vehicles $470 to do an install in my car that is particularly complicated and he came in lower than anyone else. I made 3 payments towards it and had it scheduled for October 3. He didn't show and would not return messages. A week of no answer and I disputed it with PayPal but had to do each payment as a separate dispute so I provided all the evidence I had to each one. PayPal refunded me two payments but made the 3rd one in the seller's favor. I went to their message center and started trying to figure out why they would decide two of three in my favor when all are for the same single service they could see crystal clear that I didn't receive. This is where it has gotten extremely frustrating.
First they told me that I received the items to which I stated that there were not items to receive as it was a labor service I was disputing. Next they told me it's because my payment to him was through Facebook Pay which I then explained all 3 were and they refunded me the other 2 already so it doesn't make sense. They told me that it was due to a lack of evidence which I told them it was the same evidence provided for all 3 payments. I uploaded the same identical emails, invoice, and receipt stating service not rendered yet for all 3 and it got me two payments refunded. They told me the seller provided proof that items were delivered and again it's not items but a service and I looked the seller up and he has been incarcerated since the end of October so I doubt he's been responding to emails.
This was a cut and dry case for their "purchase protection." I didn't realize that $150 is enough to break PayPal. They just keep providing me circular arguments so I'm apparently not getting what they state they cover which is incredibly irritating. They are only protecting themselves not the regular consumer. Despite my efforts, the "transfer in 1-3 days without fee" option has consistently failed to work as advertised. In contrast, the "transfer in minutes" option, which charges a significantly higher fee, has functioned properly with the same payment method. I am extremely disappointed by this and I expect a higher level of service from your company. I am writing to request immediate assistance in resolving this issue and to request an explanation for why the "transfer in 1-3 days without fee" option is not functioning as it should. The associate transferred me to a supervisor who stated he would escalate the claim and that someone would reach out to me. As per his request I sent him a copy of my bank statement showing that the money had not been transferred.
I received a message from PayPal stating that they had tracked the money and that I should contact the bank. I called the bank and spoke again with ACH and gave them the tracking number, they stated the tracking number I was given did not exist and to call PayPal. Paypal supports fraud and I've got all the receipts. I am a paypal consumer and seller. This experience is from a Seller's perspective who pays fees for the protection Paypal alleges it offers. On October 5th a customer placed an order and received her file. I have download records showing she downloaded the file. Four hours after she purchased, she filed a dispute stating she didn't receive the file. I provided proof she did, but also attached the file to my response with Paypal. So Paypal literally saw the file given to her. I also reached out to her, resent her original email and link as well as attached the physical file itself again. The fraudster didn't respond when she realized she was caught.
I reached out to Paypal and informed them that this was a fraudulent dispute and I'd like her reported. They said to escalate the claim so they could investigate her and close in my favor. I escalated it on October 11 and almost instantly they responded that they decided to close in the BUYERS FAVOR, but refund her out of their account and close the dispute so she could have the file for free. Now, this cost me nothing in terms of money, but it did cost me a week's worth of headaches going back and forth, getting download records, screenshots and emails in order to abide by Paypal's seller terms. It wasn't about the money at that point--it was the principle that they allowed someone to violate their terms of service and then be unjustly enriched. They failed to support their seller who follows all the rules and went above and beyond to ensure they had all the evidence they needed.
I called and recorded that conversation with Paypal. Paypal's rep admitted the evidence showed the customer received the file but that it was a fairly low purchase amount so they just closed it in her favor anyway. She said that's just how they deal with lower dollar disputes. The disputer gets the money and the item for free. DISGUSTING. She said they understood my concerns but that was how they do things. THAT'S HOW THEY DO THINGS? They facilitate fraud? Support it, even! So I told them they lost a seller. I won't do business with a company that supports or facilitates fraud. The most recent and last transaction was everything bad you've ever heard about them. On August 4 I received a charge against my account for $59.96. I tried to dispute it while it was in the pending stage, but PayPal wouldn't allow that. Anyway, on 8/6/22 I filed a dispute stating I was unaware of any transaction with this merchant or this amount. My claim sat UNTOUCHED for over 3 weeks, at which point they requested more information about the item in question - somewhat difficult since I had no idea what the charge was for. Over a series of days, I went through the PayPal House Of Mirrors - phone tree - disconnections - delays - unfulfilled promises, something I see many others experienced. It is a system devised to frustrate the injured party to the point of giving up.
I was finally given a provisional credit and then, yesterday, I received notice the claim had been denied. After the usual difficulties, I reached a supervisor who was, at best rude and not very bright. I asked for any information regarding the product, the seller, delivery - ANYTHING. I was told in no uncertain terms I was entitled to nothing and they would give me nothing. Seems fair - if you're in Russia. I'm filing a series of complaints and don't expect anything. It’s a large amount so this fee is several hundred dollars pretty much for nothing. It seems they have even introduced a 3% fee for a USD domestic transfer to another USD account. Even with traditional banks, such transfers are usually free, not taking 3% of the balance or forcing conversions for another 3%. The company is engaging in dishonest and monopolistic behaviour.

Normally after I receive this email it is followed by a "you have been issued a refund" email from PayPal which was never received. It has now been 13 business days and after opening a case with Paypal they felt I didn't have enough evidence for my refund and closed my case.
Sephora is not disputing the refund and confirmed it was issued and have launched their own investigation. Paypal claims to never have received it. I’m a long-time customer but no more. Basically since the day they started. I’ve never had one incident where I’ve been disappointed with PayPal until recently. I purchase a pair of smart glasses through PayPal by a company called Mercari, bad mistake. Because I seen a young man at the gym wearing a pair of these, and he showed me how they work, must admit I’m a tech nerd and just had to have a pair.
Anyway when I open my box the ear part of the glasses was off and I wasn’t able to snap them back in, so I immediately called the company with no success, googled this company and I got an email address. Emailed them and it was like I just kept getting dummy emails, because I kept getting dump replies that lead me nowhere. So, after a while of going back and forth, I reached out to PayPal, spoke with a representative that assured me I would be refunded my money back. Waited almost 3 week to check on my refund, didn’t really think too much about it because I’ve never had any issues with PayPal.
I looked into it and they close the case siding with the Mercari. So long story short I had to call my bank, filed a loss prevention. And, I will be closing my account with PayPal, something I never thought I would do. Never thought I would see a day where so many companies are going so wrong like they just wanna take your money and just refuse to give you a reasonable resolution. The glasses are packed up ready to return but I got no help from Macari nor PayPal. It’s such a disappointing factor that these company operates now on being scammers more than they’ll willing to help and will quickly lie to you. Tried to use the resolution center and get a message that says to try back later because "something went wrong on our end". When you try to clear the monies I get a message that says "we're experiencing technical difficulties". This whole system sounds like they collect money, sit on it for several weeks (maybe collect interest on it?). Not a bad deal for them but makes it hard to depend on reliable income for goods or services that you've already provided. My son received a notification that his PayPal account had been hacked. He tried to access his account, and also change his password - but no luck. Since it was 10 pm CST, no one was available on the customer service line. He and I both looked for over an hour for a way to contact PayPal in emergency situations (i.e. someone draining your bank account through PayPal), but found nothing.
There is also no way to lock the account electronically if you can't get in to it, which is the case if the account has been stolen. Therefore, I was unable to log into my account.
I promptly phoned customer service, with the notion of changing the phone number for the security screening. When I spoke to an agent, I provided all information they asked for. I was then told that my account could not be "fully validated" without the full address I had when I created my PayPal account. I gave them my current address, as well as both addresses I had when I had the expired phone number mentioned above. For one of the addresses, I had to dig through my email for a lease renewal from 2013. None of these matched their system.
I asked if there was any other information I could give: date of birth, SIN, and I even jokingly offered to share my blood type. No, the agent said, the system is asking for the full address when you created the account. I asked if they had access to anyone who could override the system request. The answer was no. I have NEVER sold sexually oriented materials or services. I have had my paypal account for over 10+ years. I reach out to them and they state they will request for another review and the rep cannot even begin to see what my account was basically banned. I find it absolutely horrible they can falsely accuse of such things with apparently no proof! I have heard of this happening to others solely because of their email address. That is not proof of what they are claiming, it's an email address. This is a horrible business model and even worse customer service.
I am waiting to find out what they come back with, but I am sure it will just be lip service with a closed account, that by the way was just fine until 3:03 am in the morning when they decided to send me the lovely email falsely accusing me of something I do not do. I may honestly take this to my family attorney and start arbitration just on the principle of the matter. I would recommend not doing business with Paypal and find another service.

What a mistake as I never knew that these companies were allowed to take money out of my linked bank account. PayPal tells me they want proof of cancellation but I'd they actually knew the process to these things they would find out what they asked me for was a pathetic attempt to help get my money back. Nevertheless they would see I deleted the account there for I paid 6 months for a service I never got. Thanks PayPal. You showed me that you support these companies that just take our money just because they have access. I thought PayPal valued their clients and not the companies. Even to get the correct help it's insane. I would rather not use this service ever again. Don't be surprised if this happens to you. If it happened to me trust me it will happen to you in this case. Paypal charges me whatever they want! I was paying a merchant in USD, but Paypal charged my card in GBP and then converted that to USD, although my card had USD in it. The conversion fee at paypal is drastically unfair, thus I was charged much more than I was supposed to. I reached out to paypal’s customer service, and they were not able to help. The supervisor created an escalation case, which was supposed to be resolved in 24-72 hrs, but I haven’t heard anything for 3 weeks. Then I contacted paypal again, to follow up with my escalation case. I was able to get a partial refund back, but still left with some outstanding refund, that according to an agent is “due to currency conversion rate paypal is using”. To sum up: after around 2 months of communications with paypal, I got 80% refund for the loss that happened due to paypal’s awful policy - non-transparent system of charging different currencies to a bank card.

However, the seller never delivered anything but he still got a tracking number saying that the item was delivered to a place with the same Zip code as mine on April 5th, 2022. I disputed the case but PayPal says in favor of the seller. Ironically, the tracking number says the shipping label was created on April 2nd, 2022 (two days before my purchase). Well, it's really a poor way of resolving dispute by PayPal, all they do is just have a quick look at whatever each side provide and jump to the conclusion, protecting the scammer in this case.

I have been a loyal customer of PayPal for about three years so, I was surprised when I got an email saying I will no longer have access to my account due to too many disputes. I then called and got transferred to PayPal's account review and asked what was going on and that I wanted to dispute the case, the guy I talked to said my account had too many disputes and charge backs. I told him that I only had 5 within 3 years, he didn't seem to care.
I then asked him about my $162 I still had in my account, he said that I wouldn't be able to take out my own money for 6 months or withdraw it. I told him that I still had bills to pay and that was all the money I had for the rest of the month, he said he didn't know what to tell me. I asked him to be transferred to someone else but, he said no matter who I talked to the outcome would be the same. I started to cry over the fact that I wouldn't be able to pay the rest of my bills, his lack of caring, and being completely rude. I decided to email them instead of calling them to try to figure the problem out 5 days ago, I still haven't gotten an answer. I'm done with PayPal and will be using another company from now on.

My friend would then inform me they did not receive the money. I then find out that although it was the name of my friend the money went to a different email address and account. PayPal says they cannot help me as I have sent money to friends and family.
I have been wondering if it's perhaps a clever internal employee manipulating my account for the name of my friend to come up and then for the money to go to a different account as PayPal can give me no explanation how this could happen I cannot not get hold of the different account holder through PayPal as I am blocked to send a message. I was in the process of searching items in BISSELL website. If you use PayPal, it will not give you the chance to review the order and will automatically process the purchase as stated. BISSELL did not send any email with the transaction. I contacted them within 30 minutes through their web texting service asking for cancellation. They canceled but did not refund me. Contacted them again, said it will take two weeks to process my claim. I contacted PayPal. They have a bizarre claim form in which you have to enter each item information separately, does not account for taxes. Cumbersome, but at the end total amount matched the purchase.
They ended up sending claim for an arbitrary amount lower than the purchase I made, and closed the case and now they tell me to take it up with my bank…? After going back and forth, they gave me credit in PayPal for the remaining of the amount, which is not a satisfactory resolution for a purchase/immediate cancellation that never should have happened, all due to their errors. Bizarre. Stay away from BISSELL. Good luck with filing claims with PayPal.

Sorry for the typos and grammar below. But keep reading. You will be amused. I have used PayPal since 2003 to conduct my business (mostly as a buyer) in honest ways and never run into disputes or cases until yesterday. So, I can't say much about PayPal customer service until I really need it now. And here you go my story of haggling with PayPal CS for 8 hours today. In a word, it is shameful, frustrating and utterly unacceptable. I feel I talked to a bunch of robots and treated like a criminal. Buyer's Guilty until proven innocent.
I ordered a digital camera and lens bundle from an online seller. We communicated through emails and made agreements on price, PayPal G&S payment method and signature required shipping method. I carefully crafted the invoice description for the seller with all details of items, conditions, contents and, specifically, the last sentence stating "payment fees and signature required service included in invoice amount and the seller will ship within two calendar days". I thought the invoice is thorough enough and I should be easily covered by 'buyer protection'. BUT I WAS COMPLETELY WRONG!
On Thursday, March 31, 2022, I received a PayPal invoice from the seller with exact invoice amount and description I crafted. I made immediate payment. Then, next day on Saturday I followed up the seller on shipping timeline. The seller replied at late night and provided me a UPS tracking number. He claimed he already shipped it me. By clicking on his tracking number, I immediately noticed something unusual.
First, the shipping does not have signature required service as stated in invoice. Second, the package is coming from New Castle, DE as opposed to San Diego, CA where his ad was listed for. The tracking shows ETA on April 7th, next Thursday. So, I emailed the seller to ask for explanations. Of course, no replies. I thought Ok, let me give him a benefit of doubt and see what comes in the package. I was preparing to videotape the process of opening the package in case I won't receive what I ordered. But I was thinking too ahead.
In Sunday morning on April 3rd, my phone alerted me an email from PayPal saying Seller uploaded a tracking number. I logged in and noticed it is a DIFFERENT tracking number than the one he provided to me at Friday night. This new tracking shows the package has been shipped from Los Angeles, CA on April 1st and DELIVERED to my city (a LA suburb) on April 2nd. We all know UPS tracking won't show recipient name and exact address but only the city it delivered to for privacy protections.
So, I know right away this is a scam because no package showed up on Saturday at my doorstep while I was at home all day. And again the shipping shows 'driver release at front door'. So I opened a dispute within an hour and provided all my email conversation with the seller, the link and the screenshot of his ads, and my summary of obvious inconsistencies (different origins with different tracking numbers, etc.) for this transaction. PayPal resolution center updated the case by saying they have contacted the seller and waited for response.
On Monday, April 4th, I got another email from PayPal saying seller provided a response of a simple 16 letter UPS tracking number without an extra word. The same one he already entered into PayPal the day before which exactly prompted me file the case. So, nothing new. The seller simply implied the package was already delivered to me. I reached out to PayPal online chat to follow up the case. An agent 'warmly' first great me as 19-yr customer and then assured me they will protect buyers from scams. A few minutes I got an email from PayPal saying my case is CLOSED and they sided with the seller because he showed 'proof of delivery' with a 'valid' tracking number. That made me doubt if anybody from resolution center ever even read my response and supporting documents I logged the day before.
In my response, I stated multiple times why I think the package is fake. One glaring evidence is UPS website shows the package only weighs 0.6 LB. The simplest mind on the planet earth knows an empty shipping box itself could weigh that much. A camera and lens with original boxes and accessories clearly in invoice description should weigh at least 5 LB. Yes, I mentioned this multiple times in my several responses. But PayPal resolution center staff just turned blind eyes to what I submitted. They sided with one single tracking number from a scammer (I doubt he is with PayPal for long) against a full suite of supporting documents from a 19-yr customer.
I got back to CS online chat again. And that's worst part of PayPal CS to begin. First of all, nobody would reply to you at real time. The chat app will tell you PayPal will email you with an alert whenever an (any) agent managed to reply to your message. Email alerts for online chat? Have you heard of such a thing? So, for next few hours most of time I was typing to thin air. Once in a while, an agent come to say 'oh, UPS shows proof of delivery.' Then copy and paste their 'policies' and asked me to "prove" I did not receive the package but ignoring the fact that the seller violated binding contract of 'signature required service' in PayPal invoice (They don't care because their policies did not say look into invoices). Then a couple of hours later, another agent took the baton and obviously did not bother to read what I said to other agents before and goes again 'oh, UPS shows proof of delivery, we can't help'...on and on and on.
I was so fed up. So, I called customer service number which PayPal hide it very well until I clicked through several support pages to find it. Ironically, they have prime locations of their website full of services they want you to pay for, PayPal Credit, Send/Request money, and of course ads like 'free 3-month spotify', etc. etc. Finally, I had a chance to talk to a real agent over the phone. Her name is 'France'. She was willing to listen. But she could not assist further but promise to escalate the issue to her supervisor.
I told her to have someone read my initial response in resolution center to begin with and I stressed serval points below.1) UPS tracking only show the destination city. Not with my name or address to be precise (of course for privacy concerns). So, it is not a proof of delivery TO ME. It is a poof of a delivery to an address in my city. My city is a small neighbour in Los Angeles suburb with 56,000 household. So, the UPS tracking shows the chance of delivery to my address is 1 out of 56,000. and 2) The package only weighs 0.6 LB. It is impossible with a camera and lens in it wherever it is delivered anyway. Please use some common sense.
While I was in talk to France on the phone, another "supervisory level" online agent messaged to me and asked me to contact UPS to find out exact shipping address the package was delivered to before she can assist further. I was like... wait a minute, everyone knows UPS, or whatever carriers, will only respond to the loss package claim and search results to shippers (who paid the postage) not receivers. They will never release exact shipping address to whoever claim to be an receiver for just providing a tracking number. I replied to the agent 'Should be it be PayPal's job to verify shipping address with the seller/scammer rather than buyer/me'? Dead silence for another hour, no replies.
After I got off the call, I thought let me go extra mile to contact UPS to see what they can provide. So, I filed a lost package claim first on UPS website. Minutes later an email from UPS confirmed my inquiry. The email did not show shipping address, HOWEVER, it showed recipient's name in 'ship to' section. And it was NOT my name. I took a screenshot of UPS email and pasted to PayPal online chat. Sometime later another (yeah, another... I lost the count how many already) agent messaged me back saying just the name is not enough proof. I need to email or call UPS for the exact address.
Just to see what I can confirm with UPS I called and a lady answered the call. I explained my situation and she said she has friends running exactly same issues with PayPal lately. She feels sympathetic to me. I told her 'I understand you should not release the shipping address. But could you confirm the shipping address and name was not mine'. So, I read my name and address to her. Her response is definitely no. It was not mine. She guided me through UPS website and compose an online email so I can get a confirmation from UPS in email saying 'this package was delivered to my address'. Then I can present to PayPal to prove that scammer provided a fake tracking number of my transaction.
I went to back online chat and update my findings. The agent insisted I should wait for UPS email reply and then paste it to her for further assist. The haggling started from 10 am. This was about 4 pm in the afternoon already. There I was exploded. I told her I have not only done enough due diligence, as a customer. But I have done detective work for PayPal as well. PayPal refused to do its own work but simply dump on me to defend myself as a scammer.
My take is PayPal is only interested in keeping transaction fees without offering buyer protections with glaring evidence of a scam. I will preserve all my communications with PayPal and submit complaints about PayPal Business Practices to BBB, CFPB, FDIC, and whatever government agencies applicable, for its negligence of financial crimes and frauds. Then, I told the agent I will stop right here and don't bother to continue robotic talk. Around 5:30 all of sudden I got an email from PayPal saying my case is close and I got a refund? I have no idea which line of my battle won. Phone call or online chat. Then I got a missed call from PayPal. I returned but robot answered. At the end of day I won the case after an uphill battle while Paypal lose a 19-yr customer forever.

Customer claims she didn't receive one of the items. Customer said her neighbor accepted the package and then given to her at a later time. So, there's proof of delivery from UPS. Why are we held responsible what a neighbor did with the package? PayPal says that customer will ship items back. Customer was not even claiming the jeans. We receive only the USED jeans back. No faja. PayPal awards all funds back to customer.
We had proof and submitted the proof of the chat with the customer. Photos of delivery. Photos of item returned. Photo proof of the weight of the package which totals the amount of both items. Conclusion, We lost the item and the money because PayPal awarded buyer. Explain to me with all the proof and text conversation with customer how they can take sides with them? Just keep the product and we will give you a special offer of the $92.37 you paid to make other purchases through paypal." So on Feb 5, 2022 I made an online purchase in the amount of $93.35 using the $92.37 special offer and putting the remaining 98 cents on my credit card. Then Home depot called me saying they didn't have one of the products worth $31.24 so would credit back that. So .98 cents was credited back to my credit card by Home Depot and the paypal account showed and still shows $30.26 to special offer but it never appeared at checkout to be used.
Several phone calls with a phone call in February with supervisor saying "we will escalate this. You will hear by Tuesday from us (4 days)" but got no response. Called on March 4 again and got "We are still investigating this. Call back in a week if you don't hear from us." Been out of town so called today March 24, 2022 as had heard nothing. So I am out now the $30.26 and have a product I cannot use and had to purchase the correct one from a different vendor back in February when I had a deadline for it.

All of my information was entered in correctly, I've proved my age by providing my license and birthday, and I've even made sure before creating the account in the first place.
According to customer service, the service lady on the phone told me it had something to do with my Social Security Number. It made little sense to me because my SSN was entered in properly, but somehow that was the reason why I was deemed underage. Once your account is perma-limited, your funds are withheld and you cannot delete your account. So even if you wanted to make a new PayPal with the same email, it will not give you the option. It's ridiculous that you cannot delete your account or fix these issues due to the limitation. I received cheap earrings from China instead of a boat. The package said value $10!! I contacted PayPal and asked what to do. They asked for information, I gave them information. I sent the pictures of the package and earrings front and back, the screenshot of the transaction showing how much I paid and a picture of what I thought I was buying. Then I get a message that they have ruled in the seller's favor because I didn't give them the information they asked for!!!! They just helped the scammers scam me. I no longer trust PayPal and I hope you won't either!!! I do not consent to getting marketing information sent to me.

I was a PayPal customer since 2003 and had good experiences with them. Lately their Resolution Center has gone downhill. In the last twelve months I've had two disputes with Chinese companies. In the first dispute the product wasn't as advertised. The product was supposed to be wool and it was a cheap felt. When I disputed the purchase the company waited till the last minute to make a counter offer and when I declined and made a counter offer my dispute just totally disappeared. I couldn't find it anywhere and I was stuck with a lousy product.
In my last dispute, I paid for the product and somehow I was overcharged. After research I found the out the company was a scam company. When I disputed the overcharge and not receiving the merchandise, PayPal refunded the overcharge and closed the dispute. There's no way to open another dispute about not receiving the merchandise. So I've lose the money paid for product that I'm never going to receive. One of the biggest problems with PayPal is there's no way to talk to a real person by any means. The Messages contact goes to a Mickey Mouse automated system that can't resolve anything that's not in its algorithm. I'm no longer a customer.

I am writing this review to let people know that you CANNOT use an Overlay Blocker on your computer when you want to add money from your bank account to your PayPal account. The Overlay Blocker blocks the page you need to use to add money. It took a while to finally figure that one out. That was not the fault of PayPal. I will continue to use it for my online purchases.

I filed two (2) separate claims with Pay Pal, on the same date, regarding 2 separate transactions, valuing $159.43 and $49.47. I, like millions of others, get a ton of emails a day and important emails that wrongly get sent to SPAM. Important emails can be missed because of this. So, why would PayPal only allow EMAIL as their only method of reaching out to claimants (NO SMS option)? On top of that, they only send (1) email notice that you MUST take an additional step if you want PayPal to move forward with your claim, and then they close it only 3 days later!
I was unaware of the possibility of this "extra" that might be needed in order to "escalate" my claims before PayPal would actually do anything. This feels like a tactic PayPal uses to "do the least", a loophole of sorts. It is clear that claimants WANTS PAYPAL TO ESCALATE by intervening when companies don't respond or automatically resolve our issue based on PayPal's initial contact--THAT'S THE WHOLE REASON WE INITIATE CLAIMS!
Seeing that this required action is so critical and will make/break our claim, PayPal is adding insult to injury to its patrons by ONLY sending a single email only notice regarding our need to escalate, they don't care if we saw the notice, and don't allowing any real time for us to respond even if we had seen it. By not responding by a certain date, they closed both my claims. By the time I realized I hadn't heard from PayPal and checked the status, both claims were closed, without resolution, AND it was then too late for me to file disputes with my credit card, and these were companies that were non-responding and one unwilling to give me more than 10% my claims.
*For such critical notices, PayPal needs to have the option for us to SELECT SMS CORRESPONDENCE. MOST people have their phones glued to their hands and will never miss a text; those very people often miss emails. At the very least, Or PayPal should at least send SEVERAL notices to claimants when further action is needed to escalate/continue a claim. It's bad business. I lost a lot of money on those 2 purchases (one was an outright fraudulent advertiser, and the other item has just never arrived after 3 months of waiting).

I have been using PayPal for quite a while. They advertise a 'PayPal Buyer Protection Plan' to allegedly protect their customers from fraudulent sellers. DON'T BELIEVE IT. Just take the time to read the 'one star' reviews like this one. They all true. I purchased two items from what turned out to be a fraudulent seller using the copied LL Bean site. I attempted to cancel the transaction and of course, never heard from the seller. I then filed a claim with PayPal. The purchase was not a significant amount ($49), but after a week of 'investigating,' PayPal came back and claimed the seller offered me $1 (yes one dollar) to drop the claim. Honestly, I was far more disturbed with PayPal than the fraudulent seller. That's their Buyer Protection Plan! So think twice about using PayPal. I'm still deciding if they are more of a fraud than the Chinese fraud!

She complained that she was robbed to PayPal service and they blocked her for fraudulent activity. This is really interesting - the person loses her money and PayPal blocks her instead of a scammer. That is why the chances are there are people in PayPal who support scammers and block their victims.
I tried to contact customer service and explain the situation - and they even did not set up the website properly, it is stuck when I try to report a problem. They just do not care. When I decided to close my account - they proposed to contact support - and the link did not work as well. Well done, PayPal :) I got one more angry client. Do not recommend. I recently purchased 2 knives from an advertisement online for the Huusk brand through PAYPAL. I purchased these knives based on claims it was hand made using highest quality stainless steel and super sharp. "Each Huusk knife is carefully crafted using a 138-step design and goes through rigorous testing before every shipment" (quote from their website). What I received was totally not what was advertised and I immediately contacted the company and after 2 emails went unanswered I reached out to PAYPAL and had a dispute file opened.
After a few emails back and forth I decided to go online to find out more about this company that actually was situated in Lithuania and the knives were not stainless but iron and mass produced in a China Factory. I supplied all the proof necessary with links and images of reviews and websites confirming that I was in fact defrauded with my purchase and after waiting the required period of time I was advised that my dispute for a full refund denied by PAYPAL in favor of the company. This made it quite obvious that PAYPAL was more concerned about the revenue generated by this company than protecting the consumer who has a legitimate case for a full refund by misleading advertising. I won't be in a hurry to use PAYPAL in the future.

I contacted the manufacturer directly who told me in an email to continue using the leaking kettle. Then I opened a dispute on PayPal, they gave Home Depot one month to reply. After 30 days, they finally told me if I sent the kettle back, they would refund me the full price. Paypal gave me 3 days to reply. However, they didn't provide me with a return address.
I tried to explain that in the dispute, but I guess no one really reads them because after 3 days they closed my case saying I didn't respond within the allotted time frame. I had to reach out to PayPal again to reopen my case explaining that I had no address where to return the item. They reopened my case, sent me the address, and again gave me only 3 days to respond. I returned the item immediately and now saw that The Home Depot has another 30 days to respond. This is ridiculous. It may not sound like a lot but being disabled on disability it's a big amount. EBAY won't help me, so I turned to PayPal and they gave me provisional refund as long as returned the defective item to the seller at my cost. Okay so I had to pay $25 to ship it back better than losing $198. Then I come to find out that PayPal had given me an incomplete address, the same one eBay had given them and it was not complete. So now I was getting the package returned to me and I was going to be out the $25 shipping and only had till the 1/26 to return the package or they would rule the case to the seller favor..
So I called PayPal to see if I could clear it up but I wasn't holding my breath. Anyhow the representative that helped me was Candance. Oh my God what a wonderful human being with such a genuinely great soul. She not only investigated the entire case, but gave me a $25 PayPal voucher and closed my case in my favor because the seller had not provided a complete address! Something an unethical and dishonest seller would do so as to not get the defective merchandise back. Like I said OMG! I am so blessed and fortunate to have gotten Candance to help me. Paypal international transfer. Avoid like plague. More of the same story here: as an expat used PayPal's service via Xoom to transfer money to my mother back home. The first two transfers went through fine, but the third one (same sum) Xoom suddenly found "suspicious". Xoom demanded some additional documents like bank statements, payslips, proof of address etc. which I have provided in good faith that this will resolve it. It didn't. The third transfer was canceled nonetheless. Fine. So I just use another service (use google wise-ly wink wink) and my Mum received it in 10 minutes. End of story? It just begins..
Because Xoom charged PayPal but 4 days after the cancellation still haven't reimbursed the money, PayPal charged my linked bank account so suddenly I am in thousands of overdraft! In PayPal web UI the transfer was stuck in "Refund Pending" while Xoom was outright lying in my face that they see no problem in their system and the money was already sent back so buzz off. After 3 more days, a few shouty phone calls with the useless customer service and some never answered emails I felt lucky to even have my money back..
Based on similar stories I found on the internet starting from 2014 this unethical practice to hold back clients' money as long as possible (refund took 6 work days instead of the promised 4) is business as usual at Xoom and it hasn't changed even after PayPal bought them, you can find countless stories like mine, so they know what they are doing. And PayPal knows too, and they are fine with it, so I treat them in this story as absolutely complicit.

I wonder why they even call it PayPal BUSINESS. The customer can say item not as described even when it, in fact, is, and get still get the refund. Sometimes even keeping the product as well. The customer is NOT always right and PayPal should take a look at what the seller has to say because most of the time they just ignore your response and quickly want you to give up the fight and refund or put your account into the negative, even though they get to keep the seller's fee. And today I booked a important flight and decided to use my pay in 4 to book my flight and everything was going great until I realized it was taking longer than usual for me to receive an email confirmation with my itinerary number for my flight, so I go check my checking account online and for some reason PayPal pulled 2 payments instead of 1 from my account and then right after that I get an email saying that my flight was pending because of payment.
So then I reach out to PayPal customer service through my app and I was having so much trouble with their automated customer service online that I decided to get a customer service number for Paypal so I could talk to a real person and even trying to do that was just crazy but I finally did get connected with a human. But then it just got worse from there. While I'm on the phone with customer service representative I got an email from PayPal saying that they declined my pay in 4 for purchase for my plane ticket. But now I'm really upset because PayPal pulled money from my bank account twice and I have to wait up to 10 days before I will have my money refunded back to my bank account.
So even if I wanted to book my flight I can't because I don't have the funds available in my account because not only did PayPal pull money once but twice to turn around and deny me the pay in 4 payments but why take money from someone and then deny me my purchase. And I don't even know why they denied me to begin with because I have never been denied anything. I just going to wait for my money to be put back in my bank account and then close the app with PayPal. That's just bad business on their behalf.
I spent 45 minutes on the phone with one of their representatives literally giving me the same run around and saying the same thing over and over again to me. I was being treated like I was speaking in alien or something. Oh and also the representative told me that they denied me 3 times for the same transaction. But she told me that they cancelled the 3rd one so I didn't have to worry about it being pulled from my bank account. Like really it doesn't even make sense for them to pull money from my bank account one time and deny me after they pulled money from my bank account already let alone 3 times. The representative couldn't even explain why and most likely I will never know why this happened.

PayPal User read this; I have had PayPal for a couple years without issues but recently that has changed. I have noticed missing money from my debit card that was linked but I never could say for sure. Anyway I had $30 sent to me and then requested back (yes as crazy as that sounds PayPal does that, they also will draw money off of a linked card if a charge is made to your account that doesn't have the funds to cover it), and my account did not show for the $30 back they took when a deposit was made to my account. So I called and PayPal acted as if they didn't know what I was talking about until I got heated. Then they admitted it.
So I tried to unlink my cards and I couldn't so I called and had them unlinked. So for doing this my account was limited. All 4 accounts I have businesses pay me money from work through. But I had closed 2 of these accounts and was trying to limit my use of PayPal and go to direct deposit with as many companies as I could. I literally get paid from dozens of companies ranging from a few dollars to maybe a few thousand at a time.
I received an email the 12th of December from PayPal stating $321 had been sent from a company in Ohio (Alta 360), which I worked for, for over a year. And to claim my money I needed to click the link in the email, which was an account I had closed some days prior. So I did so and nothing, I have called several times and messaged. Then yesterday, I was told I needed to link a card first to get my money, and after several attempts and calls over a several day period to do so, without it linking, or saying the card was linked to another account (which it was not).
I finally got it linked and now PayPal says they don't know about $321 dollars and asked for a screenshot of email, so I sent them a screenshot of email. Now they say they need transaction ID after days of me calling and messaging saying they need something else and after I produce what was previously asked. Now they also say they didn't send an email? Well I'll call Alta 360 tomorrow and get that. I also told them they need to be sued which probably didn't help but is true. PayPal isn't what it used to be a year ago, it really has went downhill and customer service has no answers to your questions or gives you the runaround. I am definitely switching everything over to direct deposit or I may not work for that company anymore. Let this be a warning for you PayPal users.

It appears that Paypal is not making enough money with the high merchant rates they charge their vendors. I recently realized that they are also charging a currency conversion fee for all transactions that are not in your home account currency. I am a Canadian and make many online purchases in USD. I keep a USD credit card for my US purchases for which I maintain preferred currency conversion rates.
In the past, when I paid for my USD purchases with Paypal using my USD credit card, the US purchase was simply charged to my card in USD. In recent months (without clear communication to the consumer) Paypal changed their service so that since I am domicile in Canada they automatically convert all of my USD purchases into CAD dollars at their rates (which they take another approx 2.5% spread on) even if I pay with a USD card. What happens here is they take my USD transaction that I paid in USD, they (without my permission or request) convert it into CAD at their rates so they can take the additional 2.5% spread then they charge the CAD amount to my USD credit card which in turn converts it back to USD at their spread. The total redundant activity cost me an additional 5%.
I called Paypal to have this issue corrected and resolved and was simply given the run-around. I escalated to the issue to the 3rd level of management where they acknowledged that this recent policy change has generated complaints by customers but that they will not reimburse any fees. If they made any effort to correct this issue I would be satisfied. However, their complete Arrogance over this unethical practice is disturbing. It is one thing for the consumer to choose the service. To force the currency conversion without proper disclosure at high rates is unethical and fraudulent.

And there is no way to send them a message if you can’t log into an account. So, I called them. And I spent an hour on the phone with one of their completely incompetent employees. He kept asking me for my phone number and address and I kept telling him he didn’t need to know those things. It was his client that stole my email and he should contact this John ** and get the problem solved. After more than an hour on the phone, I was assured the problem would be resolved even though I had absolutely no confidence that it would. And a few days later I get more emails addressed to John ** at my email address. Next I emailed Dan Shulman, CEO of PayPal. I laid out the problem. I got no response what-so-ever.
After that I wrote a snail mail letter to John Rainey, CFO of PayPal. No response. Yesterday, December 7, 2021, I used Facebook Messenger to send my complaint and I actually got someone to respond to me. But he/she could not understand my problem. What the actual **? Then another person jumped into the fray and she seemed to understand the problem. She told me to write an email using the email account John ** commandeered to unsolicitedemail@paypal.com and describe the problem in that email. Because, I dunno, I forgot to tell someone at the company what the problem is.
And . . . oh, you’ll love this . . . moments ago I got an email addressed to John ** at my email address asking him if he authorized a change to his email. OMG!!! John ** has not received ONE SINGLE EMAIL from PayPal because he’s using my email address and they all come to me!!!! Helloooo!!!! Ugh. Ripping my hair out. Still not resolved.

Paypal illegally held my funds for over 180 days and then after the 180 days decided they get to keep it all (close to 10k!!!!) because I violated the user agreement, which I never did once!! I did not violate any agreement or go against their terms, when asked for proof and how they can just take my funds they gave me a complete run around and just resent the user agreement, they stole over 9,700 from me under their false agreement, said they experienced damages when I had not a single chargeback, and have been giving me the run around for months. I would stay far away from Paypal if you want to keep your funds and not allow some random people from overseas with fake names to steal all your money.

They'll charge you a percentage of your purchase in a foreign currency (which is fine) and will charge you another one if you ever have the bad luck of getting your order cancelled, even when it is on the same day. Whatever you do, you're not getting that money back. They're making billions every year in transaction fees and won't even cover these fees for their users. In the end, I'm out a few hundreds dollars. I'll never use Paypal again for international transactions.

I had called 4 times to PayPal Netherlands, but they don't pick up the phone. After that I call to PayPal UK and they promise to resolve my problem, but until now they don't did it. Be careful PayPal steals your money. Do not do any business through PayPal. Close your PayPal account right now, if you don't like to lose all your money!

I was not aware that PayPal charged a fee when a payment is not sent via "Friends and Family." Called and spoke with customer service in an effort to get that fee reversed as this was my first time using PayPal and they basically told me to go take a hike (that there was no possible way they could refund the fee and there was nobody that I could speak with to escalate the issue). The customer service representative was extremely rude, disrespectful, and gave me no options to remedy the situation. I was also not able to reverse the payment. PayPal basically ate my money like a vending machine. STAY FAR AWAY FROM THIS COMPANY.

I have been a client for a long while. I pay my bills on time and have an excellent credit rating. I've never missed with PAYPAL making payments and I always pay out early. I recently retired and I'm living out of the country. Brazil to be exact. I went to access my account because people that owe me money in the US are sending it PAYPAL because it's very convenient. Or so I thought. The first issue was logging in. I couldn't get a security code because I couldn't change the number of my phone on my account. Too expensive to maintain a Verizon phone, so I have a local chip. Well, they prompted me to change my password and boom, can't get a phone code. I managed to use the old Verizon chip just long enough to get a code and change the password. Logged out, went to log back in and again, wants a security code by text to log back in. Now the old chip is completely disconnected and I cannot get in at all.
Called PAYPAL after endless messaging on their Facebook page. Nothing we can do, call. Of course, like pulling teeth. Got them finally and... nothing they can do. Screw you. Now, I have money in a PAYPAL account that I cannot get transferred into my bank... in the USA and they aren't going to do a thing to help me. CUSTOMER DISSERVICE. It's utterly ridiculous. Their only solution? Start a PAYPAL account in Brazil. OK, but I still need to get the money in the other account. Too bad, screw you. So, am I being ripped off?

TransUnion CREDIT Company attributes my Identity Theft and the Fraudulent attempts to borrow money with my personal information to PAYPAL's SECURITY FLAWS. WORSE is that PayPal REFUSES to close my account. (No outstanding transactions, 10 year account history). How is this Legal? Operators say it's "against their policy" to close an account. PAYPAL'S RESOLUTION CENTER; a futile virtual loop process that will make you positively tyrannical. The "COMMUNITY FORUM" is even more depressing, but validating, as so many users have had the same experience (without solutions). My identity theft originated at PayPals office in the Netherlands. Their international presence makes using them even riskier. I despise them for putting me through this. Better Use Apple Pay.

In March 2021 of this year. I had to file a police report due to the fact that my house was broken into. Upon examining what was taken I realized my wallet was stolen with my PayPal cash card, my driver's license, social security card and my laptop with all my passwords to my account, also some jewelry items I had at the time. Due to this issue I have dealt with a lot of issues with Identity theft. My PayPal account was hacked. My Gmail was hacked.
I contacted the Potomac Sheriffs Department, filed a police report and was advised to contact Gmail to delete my account and that I would need to contact PayPal and inform them of any issues with my account and that they would investigate the issues surrounding the burglary. I was finally able to have my court case and the perpetrator arrested who unbeknownst to me was a neighbor who lived 2 doors down from me at the time of the incident. Working with PayPal I had to submit a claim due to activity showing money received by from the Department of Labor in NY State was being posted was then immediately transferred to multiple cards that the perpetrator had attached to my account. I immediately contacted PayPal again.
I was able to change my email, phone number and information on my account and had secured my account. During this time from March 2021 - October 26th I didn't have access to my account. After submitting my claim. I was informed to supply documentation supporting my claim. I supplied a police report and docs from the court. I was informed by PayPal a few days later PayPal closed the claim (**) and I was refunded $3,701.80. Due to the fraudulent activity PayPal has limited my account permanently to the point where I cant access the refunded funds holding me liable even though the claim was won in my favor.
I contacted PayPal Corp and was advised that they would allow me to add my card or bank to withdraw the funds. I have contacted support and was advised even though PayPal corporate informed them to add my card and/or bank so I would be able to access the monies stolen from me. That I would need still to wait another 6 months to receive my money even though I have waited for the outcome of this issue. This is unacceptable!
Why should I or anyone have to pay for the acts of a criminal? All I want is PayPal to acknowledge that I did win my claim, remove the limitation on my account, allow me to attach my card, bank to transfer my money out to me or send me a refund by check and to close the account. I have attached a screenshot of the message showing the message received from PayPal stating they would allow me to have my funds and then the next minute say, "Sorry you have to wait 180 days." I also submitted a claim to the Better Business Bureau.

Made an online purchase, Aug 6, 21, returned item and merchant credited PayPal Aug 20, 21. The charge showed up on my card so I disputed it with my card company, they temporarily credited it until a resolution. The merchant emailed documentation of the credit to my card company. The card company mailed me a copy with my bill.
I emailed a copy to PayPal. PayPal refuses to acknowledge the credit of $58.85. The charge showed up again on my card. After daily emails and phone calls (good luck with that!) to PayPal, for over 2 months, they say there is no credit, deal with it through the card company. I had one agent who wrote "they did see a credit". When I told the next agent to look at that, they replied "that agent made a mistake". They said once I filed a dispute with my card company they can't handle the case, it's out of their hands and they refuse to issue the credit to my card company. Card company says they can't credit, they don't have the credit, PayPal does.
I wanted to "escalate" the charge with PayPal, they ignored my request. They want me to purchase "buyers protection plan", that's extortion. Why should I pay to get my own money back? So, they are keeping my money. I closed my PayPal account and also filed a complaint with the BBB for all the good that will do. Bottom line is if you have a problem with a transaction you're out of luck getting your money back from PayPal.

I bought a $3200+ machine from Alibaba and paid using PayPal. The day I received the machine I contacted the seller as it was a completely different machine than what I ordered and not only was it not what I paid for, the machine they did send was broken and nonfunctional. After getting nowhere with the seller or Alibaba I filed a dispute with PayPal. 2 months, 14 different “resolution dates” countless messages, screenshots, photos and videos to prove the machine wasn’t what I ordered and it didn’t work, PayPal was still giving the fraudulent seller chance after chance.
Seller finally agreed to take return and provided a non-deliverable address SIX times. I finally got fed up with PayPal so I filed a police report with the San Jose Ca PD, a report with the FTC (to which PayPal responded 1 day too) and the Better Business Bureau for them to finally refund me. They clearly protect fraud as long as they make their fees. DO NOT USE PAYPAL!

I had a PayPal balance of $140 I tried to send to someone. They took it out of my bank account instead (they have ALWAYS taken out of my PayPal balance first) which made my bank account negative. After waiting and confirming that the person received the money, and the transaction was posted to my bank account, I transferred the remaining $140 out of my PayPal balance to my bank account to even the balance. The next day, PayPal removed the transaction from my bank account, making me negative in the PayPal balance.
I called and asked why, they explained that they couldn’t receive the funds from my bank (even though it posted) and that I needed to pay them the $140. I was fine with that, and the representative agreed that I could make payments at my discretion to resolve the issue. PayPal then tried to authorize another $140 payment from my bank a week later that I did not give them permission to do. I called, the first representative hung up on me. The second representative got very snotty and told me they were going to “get their money either way” and refused to remove the unauthorized transaction. I will never use PayPal again.

There was a reversed transaction - which never happened - yet, The fraud company known as Paypal decided to CHARGE ME THE TAXES (THEY NEVER PAID - do you see the level of this fraud? They scam people and governments) and when I called and spoke to several agents telling me that the TOP MANAGER VENISSA (Agent Id **) got on the call and told me this is TAX (which was never paid) and that the time allowed passed. THE TIME ALLOWED MY ACCOUNT WAS SUSPENDED TO provide grounds for the scam to pass the time. Venissa refused to answer any of the question under grounds of "this is collections.

It was also stated on my website, the listing and email and I spoke to clients. The clients absolutely wanted to pay by PayPal even though I have other ways to pay. That I prefer. After they got back to USA from the trip they made fake claims to paypal and bookretreats to get money. I used three days to upload info to paypal on the disputes- every time I clicked send I was taken to login again. And had to start on again. This happened over 3 days. Then I called paypal. And was 30 mins on the phone, the guy said that he will send me emails and that I could respond to and add documents to. I spent one day doing that and received email that it does not work to send emails to that one.
Next day called paypal again and one lady gave me a link I could attach doc to and I did that and she said she would add to the cases. We tested this and she did receive the docs. I thought all was fine now. This morning I received email from paypal that I did not respond on time to the disputes and they had sent reminders so that they had to refund the clients. Very bad. I did all I could. And followed instructions I go 1000$ minus for two weeks of work. No salary, loss of energy, loss of peace, loss of money. Loss of time.
