I Purchased an item two months ago, gave the seller a month and reached out three times but no response. Now it has been another month with PayPal still have not received the item or the refund. One excuse after another. When is it ever okay to take two months to give someone a refund?!

Have now had multiple poor experiences with Paypal and their resolution service, that I am now done with using their company completely. Purchased two pair of Maui Jim sunglasses, a delivery arrived with two pair of sunglasses but were obvious fakes and this was confirmed by the local MJ dealer. Paypal allowed seller to make a refund offer of 20% of the purchase price and cannot understand why I would not accept. They sold counterfeit merchandise, sent items completely different than what I ordered (sent full documentation via multiple pictures), yet Paypal does not seem to care. They are now reviewing my 2nd appeal, how long does it take for Paypal to do what is right, and why do they allow counterfeit merchandise to run thru their payment system.... I was denied a refund the first time I was scammed and thought I wont let it happen again, but was duped a 2nd time....There wont be a third, I am closing my paypal account

I ordered a product for $75.00 and PayPal charged my account. Which was fine. That same day an extra $10.00 was charged from PayPal. I did not order anything else. I contacted them via disputes on my account. Because I could not find the $10.00 on my activity I went through the $75 charge and put very detailed notes including a copy of my bank statement. So they would know I am not disputing the $75 but only the $10. They obviously do not read the typed information. If they don't read it they should not give us the option to type anything. I get a response later that I need to show some sort of proof, etc. etc. I checked my account and the $10 was removed. I told them that I indeed see that the money was credited back so It is all good.
I assumed they read my dispute and fixed the problem. Instead of that person reading my response back to them they go ahead and credit me the $75. Now they tell me that I must return that money by adding it to my account by a certain date. Well ok fine. I will do that even though they can not seem to read. I go to do that today and follow their directions. There is nowhere on my account to hit a button "add money" as they state. I looked through every link on the pages in my account. I emailed them back and stated that there is no such place on my account. Now if I need a special account for this and not my regular PayPal account I do not know, but I figured they would of told me otherwise.
I am not setting up another different account just to put money back in it that they could not bother to read my email stating everything was fine. The guy actually told me I had to go on the website and close my disputed case. I went to do that and there was nothing to close. I emailed them and they said it would close itself. They do not seem to know what is going on over there. Now because I can not get the extra $75 back into my account my account will probably be closed. Terrible Customer service.

Paypal has been screwing me over along with millions of eBay users who can not shop or sell on ebay. Why? Well they have a magic wand at PayPal that can limit users and sellers for just about anything with no merit and once you are limited it can be FOR LIFE. I used to read the horrific stories on ** which was somehow taken down but had all the truth. I can buy anything I want on the #1 shopping site Amazon with any valid credit credit. Not the case with ebay because paypal has cast a spell on ebay to control who can buy on ebay. I have felt bad since ebay has lost $$ billions of sales from this limitation process over the last 18 years. Paypal does not care about their own lost revenues since they are up to plenty of crooked practices like holding money for 6 months without cause.
I am sure Elon dumped paypal for good reasons like these since he is honest man. Crypto will not save paypal. Anyone who buys crypto on payapl is at serious risk since paypal can steal it from you for 6 months at a time for no reason whatsoever. Paypal is not a trustworthy name for anything to do with the financial industry. Paypal and decentralized finance/crypto should not be ever be mentioned in the same sentence. Paypal is the most centralized finance in the world and they have their own set of rules that nobody else has to follow. Crypto is finally a way to hold your money with nobody else having any control. Stay away from Paypal and if you have money get it out of there before they snatch it up for 6 months like they did to me.

I live in Hungary, where the currency is HUF. HUF have high inflation, so I rather keep my money in EUR, and that's what I get from my customers. Yet Paypal do not let me to withdraw EUR to my EUR bank account (they don't even let me to add non-HUF bank account), but to withdraw as HUF, AFTER their conversion, which contains very high 4,5% fee (in addition to the 8% fee on each payments I get...).
The customer service (1 year ago, as now they don't have customer service at all), said that's a legal regulation to be able to withdraw only in my country's native currency... But it's not true, I can use my Revolut, Transferwise, etc to withdraw and send money in any currency that the support. Also paypal blocks every methods to avoid their currency conversion, like Xoom, for which they ask for documents to complete the transfer, but not possible to upload these because of constant upload errors. Paypal is a very greedy company.

I ordered using Paypal a product that was not as shown or advertised, it was a total scam and PayPal made me jump through all kinds of hoops, then in the end requested I send back the crap they sent me and pay the shipping. They then said when the sender gets the stuff back they will give a refund. The stuff came from China and I must send it back at my expense. If a person with even half a brain looked at what they sent and the price they could see it was a scam I sent them a picture so they know. I trusted PayPal but now I see they allow scammers. I will no longer use them and advise others that if they think PayPal will protect them from scammers they are wrong.

In January 2021, a family member used PayPal to make a purchase from Facebook Marketplace from an individual. PayPal changed my preferred method of payment to my bank account from my years-long preferred method of credit card. This was done without my permission. Being it was set as a preferred payment, the family member didn't change it to the credit card. The family member also chose the option to "send money to a friend," as to him, he wasn't buying from a store, but a person, so it made sense to him. The seller never shipped the product, and blocked the family member on Facebook. It was a scam. Because the method of payment was the bank account, we have no recourse with our bank to recoup the money. We're out hundreds of dollars as a result. If PayPal had kept the preferred method as the credit card, we could have gotten help.

If you receive the wrong item with $100.00 difference and it has a tracking number you have to send it back for a refund. When in Canada and it comes from China it’s only about $40.00 to send it back! At your expense! Bought a bubble tent and received the plastic discs instead! Even if it’s an empty package you have to send it back with a tracking number! Even when they give you a bogus return address! I highly recommend PayPal if you're a scammer!

Was the victim of two chargeback dispute scams totaling $1600 and Paypal awarded both in the disputer's favor despite overwhelming evidence from me that these were scams and in no way warranted or valid. I as the seller provided tracking information and proof of shipment including pictures of the items sent by the buyer, chat logs, shipment receipts, etc.
Buyer did not provide any evidence that item was not received - one of the buyers actually submitted a dispute literally five months after the item was purchased without ever having contacted me during that time. Paypal still thought this wasn't suspicious at all and decided to go in the buyer's favor without a logical or reasonable explanation. To add insult to injury, Paypal charged ME $15 for a dispute filed by the buyer. Do not use Paypal for transactions - stick to cold hard cash or credit. It doesn't matter if you're a buyer or a seller, there's a strong chance you'll be burned either way. Paypal is not there to protect you. Their first priority is making money.

Customer had paid via 3rd party app which was then sent to Paypal. First time using Paypal for business, linked accounts accordingly. Then made a small INSTANT transfer to my bank to get familiar with the process. Transfer went through in minutes with a minimal fee...awesome. Thinking my account was now validated on Friday I waited until Monday to transfer the rest when I actually needed it. I try to transfer on Monday and Paypal puts a 3 day hold on the deposit. The same deposit I had already transferred money out of on Friday.
Great work detectives!! You're 3 days late. And dealing with customer service was laughable. They kept giving me their generic prewritten answers. Never could actually give me a WHY except sometimes they may hold a deposit. Ultimately telling me to cancel the deposit if I didn't agree with the hold. And do what with it exactly??? Unbelievable. At least lie to me... Make me feel warm and fuzzy...like you're actually looking into it. Had they put a hold on the initial deposit...I completely understand. Or that, at the very least, sounds logical. I used WePay for years...never once had a problem. Currently looking for a new 3rd party that doesn't use PayPal. I'm just a small business and cash flow is everything.

12 Jan 2020, I found out my PayPal MC account was hacked from June 2019 to 12 Jan 2020. At least 20-25 unauthorized charges were made during that time. As soon as I found out, I contacted PayPal fraud department. They investigated, and refunded me my money. Everything was corrected by the end of Jan 2020. At that time I closed all PayPal accounts, and any email account associated with them. Sept 2020, they re-opened my account and charged $99.99. I never found out about until 13 Jan 2021 when I received a letter from a collection agency for $ 99.99.
After a frustrating 20 days of switched from department to department, and having conversations with at least 50 people, it has come to the conclusion that PayPal refunded me twice for 1 of the charges. They will not use USPS to contact you. They only use email. Since I closed the email I used at that time. They failed to contact me at all! My suggestion is not to use PayPal because they are unprofessional with communication other than email. Once your account is closed, there is no way to change anything at all! Beware of that!

I got Paypal years ago to make a couple purchases that only took Paypal. I never used it again. Recently I received an email about a purchase I didn't make on my PayPal. I notified them but they refused to acknowledge it as unauthorized (despite <$40 in my entire account history, all 2 years old, and a sudden middle of the night purchase of $488), so I informed my credit card company to not pay it. Paypal 'investigated' three times (after I appealed twice; one appeal was done over the phone and took 3 minutes, which doesn't seem very thorough).
Finally they acknowledged it was fraudulent. When I went to close my account online I was told that I couldn't and to contact the message center. They then told me I had to provide, bank information, and my driver's license or passport. One of the agents on the phone even said "anyone can call in and confirm your identity". Credit cards are more secure! There is no reason to add another step, especially when that step becomes the weakest link.

Appended Response: I appealed to Paypal, after they denied my claim (after I posted my review). They revisited my case and found in my favor this time. I'm a little irritated that I had to pester them again, when frankly, they should have found in my favor in the first place in my opinion. However, they did the right thing in the end. I'm raising the rating to 2. It does show that you should never give up and accept defeat, when you are in the right.

I purchase an item using Paypal. I didn't received the item. The seller didn't contact me after I complained. I received a shipping notice from UPS with my name and address for invoice and an unknown address for the delivery address. The person at the delivery address was unknown to me but received a different item on for the day of "my" delivery, which they had ordered and paid for. This whole story seems completely farfetched but everything written above is true. Paypal "investigated" and found against me and closed the case. No explanation as to how they came to this conclusion. I don't know what the seller said to them (if anything). No communication to me from the seller. Paypal Dispute Resolution...what a joke!

WARNING! I have had an online business selling beauty and anti aging products and an account with PayPal for over 18 years. I have paid them hundreds of thousands of dollars in fees. Without warning they have frozen over $53,000 of my sales profits for 180 days. They have done this to countless customers and lost a class action lawsuit a few years ago where they promised to the court to curtail their unscrupulous and unfair policies. They refuse to disclose the details that resulted in the permanent limitation of my account. The reason for this secrecy is clear to me and anyone who reads this. They are not being transparent because their reason is borderline criminal.
Don't open a PayPal account for your business and if you have one close it now and transfer YOUR money to your FDIC bank account. It's YOUR money, not theirs. They are providing a service to process credit cards to your customers. It's shocking that their service is holding our money and employee paychecks for six months during the worse, devastating pandemic and financial hardship in modern lives. My business is in excellent standing and I trusted this company and Dan Schulman for many years. Shame on you.

Whenever I had requested to speak to a manager or to help me refund a customer, I was told "I can't hear you." They locked my account, took my assets, and I can no longer use PayPal for as long as I live. They told me that I can't make an appeal, and I can't speak to a security agent. I made a PayPal account in December so that two people could send me money for the puppies I was selling. I received the money just fine, and everything was great. But then I could not figure out how to get the money from my PayPal to my private bank. I had the most difficult time getting ahold of customer service that I gave up and decided I'll figure it out on a different day. Finally 2 weeks ago I needed the extra money so I got ahold of PayPal through their "live" chat. I used Xoom and all it did was put the money in my account and take it back out. PayPal solved that issue and finally was able to figure out I could use Walmart pick up.
On Friday when I got off work I was going to go pick up said money from Walmart. On my way I got a notification from PayPal saying that I had a $20 charge from a Bird.co company. I have never heard of this company in my life and immediately called them to cancel the charge. Unfortunately, Bird.co could not refund the charge due to the charge not being in my name. Mind you, I'm a 20 year old single woman. I have no need for an electric scooter and nobody has access to my account other than me. I had noticed that I had contacts in my account I have never even heard of, for example a "mom" was in my account though my mother has no access to a PayPal account and has never even used it before. Also her name is listed as Momma on my phone.
I brought this up to the "live" representative and she did not even touch on that. Just sent me links and told me I have to contact the company myself. After repeatedly telling them, the charge was not made in my name therefore that is why I was contacting them for a dispute. I still have yet to get an update on my refund, and I wish I looked at reviews before using this company. I only used PayPal because I knew of the organization and figured it was a company that is used often. I do understand a $20 charge is not that much, but I couldn't care less if it was 2 cents since I did not authorize the charge.
I have had to get a whole new bank account and debit card since so that I can have that extra security on my end. PayPal is impossible to call, if you call you will be prompted to do everything yourself and will NEVER get ahold of a live representative. I'm disgusted in this company's lack of customer service and I will continue to bombard them with emails and annoying complaints until I get refunded. If you have PayPal I highly suggest using ANY other online banking. They do not care about your concerns or their customers.

I spent weeks trying to contact all the parties involved, and trying to work through their automated system to an actual person. Finally reached a person and was told I needed to respond to the customer service email because only the back office could help me. I was able to get the money refunded through my bank, but am still trying to close my PayPal account weeks later. PayPal put a limited use on my account because my bank filed a dispute. If you knew nothing else about Paypal, the fact alone they, a company that deals in world wide transactions, doesn't have 24hr customer support would be enough to be weary of them. The fact that when you call after hours to report a fraud, a recording tells you, that mundane things such as (among others) unauthorized transactions (even once like in my case of a couple of thousand dollars) are matters that can wait until the next work day during business hours. I don't imagine what then they consider an emergency worthy of a company whose business is currency transactions, if the theft of thousands of dollars to them is just Tuesday.
This is what happened to me: Someone hacked into my email, changed my paypal password, and made a $2,491.76 USD payment, in a Country I have never been to, to an establishment I have never visited. A sum I might add, is seriously larger than any payment I would normally do on Paypal (I am not rich, this to me is a lot of money). After being unable to, on Friday afternoon report this to a human (for aforementioned reasons) I used their online reporting tool. The first thing it said to me? It had "analyzed" my account, and had seen no recent changes in my account (password change apparently doesn't count), nor signs of unauthorized activity... This of course is risible. I somehow, gritting my teeth, write my claim.
I checked with my bank and the money hadn't been withdrawn. I called my bank's fraud division, reported the issue, and I was assured the money wouldn't be withdrawn. Well, even though I reported both to my bank and Paypal of Friday, when this occurred. Today (Tuesday) Paypal still saw it fit, and managed somehow (in spite of all steps taken) to withdraw the money from my account. They have still not contacted me regarding my fraud claim at all, and their customer support is absolutely MIA. To put it simply, they fall short of thiefs only due to language technicalities.

I attempted to purchase something 2 days ago and it would not accept my credit card. it didn't have the option but it did have for PayPal so I started a PayPal account. When I started the PayPal account it said that there was suspicious activity they had been noted. When I started the PayPal account I don't have a computer to just send my driver's license. I looked on the Better Business Bureau the next day about the company where I tried to purchase something from and there are 11 complaints that it is a scam and probably even out of the country. I called my bank and tried to stop payment. It said that I had to go through PayPal. When I called PayPal I had already started the account and it would not accept my phone number. It had over an hour wait, and yesterday I could not accept the phone call. When they did call back today they said they had a 40 minute wait and they would not allow that and just hung up.
Because I was trying to file a dispute my bank says I have to go through PayPal yet PayPal you can't get through to and says that they're not accepting calls and first it said it had a 40 minute wait. It also should have my phone number since I started the account and the suspicious activity definitely wasn't me since I went through the Better Business Bureau and it said that that company had 11 complaints and that it was a complete scam so if I do not get through PayPal I just lose my money. HORRIBLE.
PayPal does not have good enough options and enough customer service Representatives without an hour wait and then does not even accept taking your calling them with that. These companies should know that they are not important that one just made a purchase and we have other very important things to deal with. Now I am having to keep contacting them. Believe it or not some of us have people we care about and it's not all about making purchases and companies.

Use my credit card via PayPal. Disputed a charge for "wrong merchandise" that was paid for via paypal. Retailer refunded my money to Paypal (but under a different name than the retailer's name on their website). (A little confusing but the refunder's name was the Company's owner.) This happened on 12-14-2020 and the refund still has not posted. THERE IS NO ONE TO CALL OR EMAIL... You have to MESSAGE them (and, believe me, English is not their First Language). First they asked "are you related to "owner's name"" then they said they would watch personally for the credit (a little unlikely).
Last week I messaged again.... Their answer was "do not ask us, ask your credit card company" (and the wording they used was a bit aggressive.... like DON"T BOTHER US)... I called credit card company and they said Paypal needs to issue the refund. To make matters a little more disappointing, Paypal removed the pertinent information (the seller's email that the money was credited to Paypal with the transaction number for the credit) from their resolution center (I made a copy of it for my records but it has been removed from Paypal). MY MAIN COMPLAINT is that you cannot talk to anyone, you cannot email anyone.... These "messages" (especially when the Paypal agent isn't that familiar with English) are difficult, aggravating and mostly "incorrect in the replies".... As soon as this refund comes through, I will be cancelling my Paypal account.

Paypal denied it was a fraudulent charge even though I had a police report and EBAY said it was fraud according to their investigation. NUmerous times I contacted PAYPAL and they denied blocking the charge. It has cost me hours and hours of time dealing with this.
THIS has caused me so many issues and frustrations. Not worth dealing with paypal especially they have been warned several times by hacker specialists that in 2020 they have not updated their security and are vulnerable to hacks. NOW I have to take Paypal to court or through the BBB. Supervisors and management never call back. But it looks like they address most issues with the BBB. Customer care is poor. So, if you are ever have the same thing happen, or are a victim of identity theft, they don’t work with you but instead drop you hold your money, and not welcome you back. Trying to reach them about this is impossible too because in order to leave them a message you have to login. How can I do that when they deactivated my account? The response was professional, and correct, citing that policy. I can't blame them, or the person who accepted the funds; it was my fault, but there is no way I could be the only one who has ever experienced this. I’ve been using Paypal for about 12 years and will be closing my account now. In December 2020, I had ordered an expensive piece of jewelry off of Ebay, to then never receive the item. The seller used UPS and I received a notification that it was delivered, however it was not delivered to my address. After contacting UPS and opening an investigation, they discovered the item was delivered to a different address and they could not locate it. So the result they published on the claim/investigation was lost.
After corresponding with the seller and not receiving a refund, I then opened a dispute on Paypal. Paypal immediately sided with the seller as the tracking ID the seller provided stated “delivered.” When I go to appeal the decision, they told me verbatim, “The best thing to do in this situation for us to appeal your case, would be to contact the courier...” After I provided information on my UPS claim, their initial decision didn’t involve them contacting UPS?!? They didn’t do a thorough investigation. They simply resolved the claim based on Ebay’s notification that the tracking ID stated “delivered.” Had they contacted the courier, UPS, they would have discovered the item was indeed delivered but to the wrong address. I will no longer be using Paypal.

I informed them I'm just some get selling a few personal belongings not a businessperson buying and reselling stuff for a living.
I don't do much business with paypal so at this point I just want my account closed and my bank account and debit card info removed from their system. I don't owe them any money and I don't wish to do business with them anymore, just close my account. I spoke with customer service and they told me I had to provide a receipt in order to resolve the restriction and then use or close my account. I spoke to supervisor Marty and she said the same thing. She said she could tell her resolution team that I didn't have a receipt and they SHOULD be able to remove that requirement and I would just need to send a photo I.d. (again, no idea why I need to do this if I don't want to use their services any longer but whatever).
She said if they refused to accept the fact that I don't have a receipt that I will not be able to use the account OR close the account. It will just remain permanently locked but that I would not be able to close or remove my bank information. This is ridiculous. I want my account closed. In both cases, I filed a return request complaint with Paypal after both companies would not accept returns to the address on the packages (US addresses), but wanted the items shipped back to China. The shipping costs were prohibitive and more than twice the value of the item. Paypal would not do anything about allowing the shipping back to the US addresses and defended the seller over the buyer.
When I sent both back to the US addresses, neither company would refund the money, and Paypal would not do anything to force them. I finally had to have both adjusted by the Credit Card companies, which allowed Paypal to say they are no longer involved in the dispute. Which also voided any refund of the shipping costs which Paypal only offers if they approve the refund. I plan to avoid all future dealings with Paypal and plan to only pay by other means. If that also means not buying from companies and sellers that only take Paypal, then that will be my option. Too bad that Paypal has chosen to not support the buyers against suspicious and sometimes fraudulent sellers. Thanks.

Similar to walking to Walmart and return your items. I wasn't happy with these 2 product and didn't seem to show any saving as their ads said. I contact the seller and they're avoiding it. Then moved up to dispute resolution. In the end the second time they seem to favor the business rather than consumer rights for refund. Due to nothing wrong with product when I had proof it did not work as they state in ads. I don't like PayPal anymore. They're always on the business side rather than consumer. I pay all of my bills some times a day or 2 late but never over 30 days which is validated by my credit report. They then denied me. Because my credit is too new. I’m 50 years old and just bought a new car so my credit is not bad or new. Maybe very slightly delayed like a day or two because of COVID19 pay is not always on time.
Every time you contact PayPal you get notes that due to covid19 things may take longer from them or a longer wait for a reply or longer for a person to speak to you or longer for a refund due to you all because of covid19 but to hell with customers apparently covid19 only affects them and no one else so I closed my account with them. They are nothing but a self-centered company and I’m sure the CEO didn’t give up his million-dollar paycheck or anything else during the pandemic so I hope their business fails because of the way the pandemic only affects them and not the general public.

PayPal is trying to collect $89 from me for the fraudulent transaction! On 10/09/20 I signed on Fiverr website for $7 for 1 month for trading signals which will be sent via discord chat. It was one time purchase, not a subscription. This service was useless for me, I did not like his services and I decided do not to continue after my first initial month which would end on 11/08/20. On October 23, 2020 I found out that I was charged $89 via PayPal from the same person whose services I tried via Fiverr. But this time the charge was for different services (not the same as $7 from Fiverr) for which I never subscribed. I use the same email for Fiverr and PayPal; I can assume that was easy to figure out and put my PayPal email for subscription.
I tried to contact seller multiple times via email, Fiverr and via discord chat; I did not get any answer. Instead of filing a chargeback with my credit card, I contacted PayPal and explained that I never subscribed for $89 services and this person just knew my email from my $7 purchase on Fiverr. I submitted all documents to PayPal showing that I paid once via Fiverr $7 and that was it. I communicated with PayPal numerous times, but now PayPal does not accept any new messages from me, I can not file a dispute either, because PayPal denied my dispute to this transaction. When my package was delivered it was a 3"x5" envelope with a two dollar phone case. I had ordered a game system. The seller was just trying to show an item was delivered so paypal would release my payment. Buyers need to know where their products are originating from. After almost a month I was given a full refund from PayPal.

It seems new accounts have been automatically set up as business accounts instead of personal. It has cost me at $210 in fees trying to send some money. Recipients say they have to send an invoice. You call customer service and no one is around. You get the runaround from the virtual assistant. On their website I see others with the same issue. It’s unbelievable that at this time PayPal does not care about their customers. It feels like they shut down customer service.

I have had a PayPal account for several years. In the last 5 months, I have filed 3 disputes over delivery of items I paid for from 3 different companies/transactions. I ordered and paid for the items, and would immediately get receipts confirming the orders, with information stating that shipping notice would be coming. Only when I received order confirmations did I realize that I was dealing with companies from China: even some of the info on the receipt is in Chinese and I have no idea what it says. For the first 2 orders, once I didn't receive the shipping notices I inquired where my items were. They responded by saying that the items were currently out of stock, and that I would get the shipping order when they were back in stock. Both times, I requested my money back and was told that was impossible because they had already created "shipping labels". How they do that for something they don't even have is mind boggling.
This truly appears to be fraudulent business practices: selling non-existent items. I then opened disputes at the Paypal website--which in my mind, only prolonged the problem. They kept giving the seller chance after chance to delay/prolong the issue, while keeping my money and not sending the product. Finally, I "Escalated" the dispute, and only then did I get a shipping order, again without any way to actually verify tracking and delivery times. Now, for the 3rd time, I placed another order with a 3rd different company. Order confirmation came stating that I would receive the order processing email within 12 hours of my order, and shipping notification after 24 hours. NEITHER happened.
When I didn't even receive the order processing email by the next morning, I contacted the seller via email (the one provided in the order confirmation email for questions--which was returned to me as an invalid address-- and a different email which was provided on the Paypal website receipt). I have had absolutely no response from the seller, even though my email requested cancellation of the order prior to it being processed by my credit card (it was still pending). I have also registered a dispute with Paypal, and PayPal actually sent me an email today stating that the seller just entered shipping information. Again, there is no tracking information that I can use to verify the product was shipped and or when it will be delivered. I am disgusted that PayPal is protecting fraudulent sellers instead of protecting the customers who use their site for safe transactions. Do not trust them to be your advocate--it will not happen.

On Oct 7, 2020 I reported a fraudulent $4205.40 purchase thru my PayPal account. PayPal promptly identified and acknowledged the fraud. After that it has been a nightmare. PayPal said they could not stop the ACH withdrawals from my bank account. I made sure my personal bank account was well below the amount and PayPal tried twice. After that I thought I was good but PayPal waited a month then started trying to withdraw the money again. I called PayPal and was promised no more ACH attempts. On November 16th, PayPal did another ACH attempt and hit the sweet spot so my bank would cover it with an overdraft fee. This also happened to drain what was left from my paycheck deposit.
I had already spent 3 hours on two separate phone calls to resolve the problem along with waiting days for answers to internal messages. I am on the phone again today. It took an hour to get an agent that told me they would have to transfer me to the compliance department. I already at nearly 90 minutes waiting to talk to someone that can help.

I like PayPal because I can have my own personal PayPal.me address that is easy to send to people. I've never really had an issue using PayPal and it's an accepted form of payment on many websites, unlike other $ transfer services. The only downside is that when it comes to transferring $ between friends and family, Venmo and Cash App have become more popular in some circles. Idk why, PayPal is great. They also assist you in disputing a charge if you fell for a fraud or something like that on a website that accepted PayPal.

Normally eBay places a temporary hold on funds, released within 24 hours of delivery, but this time Paypal put a hold on my funds, why? There is no dispute. If eBay doesn't see fit to place a hold on my transaction why is Paypal? Funds were supposed to be released within one day of delivery, a week ago. PayPal likes to tout their anti-fraud measures, but they fall very short in this department. I made a recent purchase online using PayPal. The merchandise I received was not what I ordered, and was by far inferior to the description on the vendor's product web page. I communicated my dissatisfaction to the vendor, who admitted sending the wrong merchandise, but would only refund my payment if I shipped the item back (to China) at my cost. Alternatively, they offered a 10% reimbursement.
The vendor's return policy states that if the return is due to their mistake, they would absorb the cost. PayPal denied my claim based on the fact that I refused to return the item, costing me over $60. PayPal needs to hold vendors to their own published return policies, but they make more money by keeping the vendor happy. In that regard, they are aiding and abetting the fraudsters. I am unlikely to use PayPal in the future, and do not recommend PayPal for money transfer.
