I purchased a $76 pair of boots and paid by PayPal back in early February. The boots never arrived. I tried to contact the seller unsuccessfully. I then submitted a claim through PayPal. PayPal managed to reach the seller who provided them with delivery receipt and photos of the delivery and the tracking number. The photos were not of our home and did not reflect the size of the item I ordered. I contacted the delivery company who told me that the tracking number provided to PayPal was not delivered to my name/address. I have contacted PayPal 3 times regarding this scam. Every time I get the run around. It is now May 8th and still nothing. Having read all now these other one star reviews, it does seem that PayPal would rather go with the scammers than guarantee the payment for honest buyers like myself. LEARN grasshoppers! PayPal has not been fair. Don't waste your money!

I paid a contractor through an invoice app that utilizes PayPal. The funds were accepted by PayPal and deducted from my account but PayPal did not transfer funds to the contractor's account instead they closed their account as fraudulent and kept the funds. A month later the funds have not been returned to my account or given to the contractor. Basically, PayPal took my money and I had to pay the contractor again to keep them working.

Honestly I’ve never been so disappointed in a company in my life. I am starting to think PayPal is a scam. I have used PayPal for years- using it to spend thousands of dollars between work and personal because I thought it was safer than just using my bank. But boy was I wrong! I have never had anyone hack into my bank, but I did have someone hack into my PayPal. They added their own address and phone number into my account as if it was a new business - changing my account from personal to business and then sent $41 to Kenya. I saw the transaction hours after it was placed and immediately called PayPal. I already changed my password. They said they saw the fake business and took that off and said I would be refunded the $41 in a month or two. Then a month or two passes and nothing gets resolved.
I call back and they tell me a case was never opened and then they say no problem they will start the case again and to get me a refund asap they labeled it as “did not get refund from seller”. I was like, hey, however you want to write it so I get my refund. Then I do get the refund but I also get a notice same day they are denying my claim. Look, I called hours after the person broke into my account and sent money in a foreign currency using Xoom which I have literally never used as the hacker signed me up for it- I have the email proof that it was created same day.
I sent them the tons of emails and evidence I have. Unfortunately I didn’t think to screenshot the fake business and since they took it down I don’t have a record of that. But I watched them take it down when I first called and thought it was all handled. I then today got a notice they would be taking back the $41 because they have rejected my claim. This is insane. They should never have let this payment go through! Why would you be able to send money same day with a service I never signed up for using a new name and address that were in a different state than me!
Honestly, this is obvious fraud that I caught immediately and the fact that I have now been running around- spending hours on the phone and searching through my email is insane. I should have just reached out to my bank on the first day and reported it. I really regret that. PayPal said it was handled but that was a flat out lie. The first customer service agent literally never even created the case. This is either wildly bad customer service or actual fraud. You know who can get into my PayPal account? PayPal customer service.
I truly can’t believe how bad their customer service is either way. Your money is officially LESS SAFE with PayPal and I will be cancelling my account with them. Oh and their evidence complaint window timed out and closed while I was writing so I had to do it all twice. They don’t want you to actually give them evidence and even if you do they will ignore it. Again, I used them for almost 15 years, so to me the fact that you didn’t A- see this was unusual activity and block it. B - tell me it was taken care of and I would be refunded so I didn’t call my bank but in literally no way took care of it (not even opening a case). And C - ignoring the mountain of evidence that this was someone that hacked into my account and gave NO REASON for the decision. How can you give no reason for my case being denied?! Is it because you don’t have one?! Honestly I am livid and if I could cancel 100 accounts I would.

It is too bad that 0 stars isn't an option. Back in December I purchased tickets from StubHub that were fraudulently listed. Opened a dispute with my bank of which PayPal then reached out to me as they were the platform the purchase was made from. I contacted PayPal to confirm what needs to be done; should I close the case with the bank and open with them or carry on as I was already doing. They said keep it open with the bank and when the case is ruled upon, they will be notified of which they will then take action.
The bank rules in my favor during the first week of February. I reach out to PayPal as the outstanding balance hadn't been refunded and I was told that it could take some time as they did receive confirmation from the bank, but because the case wasn't opened through them, it'll come in as long as 75 days. Frustrating, but I have no choice but to wait.
We've now blown past 75 days and I haven't been refunded. I call customer service and explain the scenario. For the first time in three calls about this issue, I am now told that I needed to open the dispute with PayPal and my bank when it happened. The call is then transferred to accounts and the woman who helped me couldn't have cared less about the problem at hand. Between the yawning and doing other work in the background (it was noticeable that she wasn't paying attention during the call), I was the most frustrated I've been during this process.
Due to the wrong information I had been previously provided, the money couldn't be retrieved as it was now out of the date range. While it wasn't a large sum, it is the principle of the matter. I gladly let her know how I felt about being lied to on multiple occasions and that customer service reps need better training or follow a script. With her personally, it makes sense as to why call center jobs are being outsourced to India and the Philippines. I closed my account following the call. There's nothing PayPal can do that my financial institution isn't capable of. It's always been a bad service, but this was the final straw.

I would rate zero if I. I have been using PayPal as my financial institution for over 10 years now. Recently someone was able to hack into my account and make numerous purchases totaling over $10,0000. I did not use my acceptance pin (PayPal's security feature) to allow for these purchases. After finding out, I immediately called PayPal to only be told they will not refund the money! I would strongly suggest not using this company for any of your banking needs.

Someone made a $76 fraudulent charge to my Paypal. I did everything I could to stop it but Paypal made sure the charge successfully cleared. Their solution to the problem was to allow the payment to go through and then try to find the fraudster myself to get my money back. I've tried to close my Paypal but it won't allow me to shut it down. I've tried to remove my debit card from PayPal but they won't allow me to remove it. I went to my bank yesterday and had my debit card number changed.

I ordered item a item from Lovelivingchic. I ordered a license plate cover that supposedly came with wires & a remote to control the change. Instead, they sent me 2 plain clear plate covers that cost maybe $5.00 a piece. I contacted seller and PayPal about this. Seller told me I was late that it's a 10 day refund procedure, mind you this stuff came over 2 months later. I thought it wasn't coming at all, to be honest. I didn't get a good feel for company since I had the second in my cart and never made the order, I guess somehow company took my money anyway. I contacted PayPal about that and they said that I made the order even after I told them I didn't.
Anyway when stuff came I told PayPal this is not what I ordered & sent them photos of my order & what they sent me. They promised me they would refund me, yesterday again I see that Paypal ruled against me for a second with same company. Stating that I didn't send them enough information. Hell I sent everything I had, what else can I send them ... PayPal is definitely not for the customer and I will NEVER deal with them again. They're a crappy company surely and basically scammers because we pay them to take care of us, but who do we pay for someone to take care of us against PayPal.

I made an online purchase through PayPal, but I never received my package. This was due to the seller's negligence, which resulted in an incorrect address on the shipping label (despite providing the correct address when placing my order online). This error led to a false delivery status, as confirmed by a USPS investigation. I disputed the transaction multiple times through PayPal, providing well-supported documents each time. However, after an unreasonable two-month wait, PayPal simply closed my dispute without even reviewing the evidence I provided. This left me with ZERO customer protection throughout the entire process.
In stark contrast, my credit card company resolved the issue within 24 hours. After this dismal experience with PayPal, I promptly removed all cards from my PayPal wallet. I refuse to engage with a company that prioritizes money over customer protection or service. After all, if PayPal cannot protect me, then why wouldn't I just use my credit card directly?

I purchased a Christmas product back in November from Walmart.com. It was a 3 piece mini mouse art set, in return I received an air fryer. I called Walmart immediately when I received and told them, I let them know I wanted a refund and they said I would receive a refund once I returned the product, they emailed me a shipping label. I returned the air fryer, weeks go by and no refund. I called Walmart and they said they received the air fryer and that it could take Paypal up to 120 days to issue a refund.
I waited 2 months and put a dispute with paypal for my refund, I sent them everything I had, product #, and shipping label that had the tracking number on it, paypal denied and closed my case refusing to issue me a refund, and Walmart said they can't issue one on their end because the time limit I had expired even though I had let Walmart know from the beginning that I wanted a refund and was told I would receive it, I don't understand how any business can get away with theft, because had I went to Walmart stole $64 in products I would be arrested but yet Walmart and paypal can get away with it.

Paypal and Stubhub share the blame for this one. I thought I was purchasing four concert tickets for a total (after fees) of $417. When I hit submit on Paypal, the number jumped to $1666. I missed the 'each' on stubhub, apparently. So what? I immediately tried to cancel the transaction, but because of the way paypal works, no dice. What financial seller, service or bank doesn't show you how much you are paying in total before you hit the 'ok' switch? They have, of course, denied all requests for refund/cancellation of transaction. This despite the fact that stubhub never sent the tickets, which they no doubt are not in possession of.

I placed an order with Temu using my PayPal account. The order was around $240.00. Once I processed the order Temu showed a few other items and I decided to order about $30.00 in additional items. I placed the order and Temu added the first order and charged the additional $30 to it for a second charge of $275.00. When the orders arrived I received 2 of everything in the first order along with the additional items in the second package. I spoke with PayPal and returned everything except a few items totaling $122.00. Temu gave me about $80.00 in return credits from the first returned package, but did not give any refunds for the returned items in the second package. So they cheated me out of about $175 on the unintended second order. They kept making excuses as to why they hadn’t processed the second package.
I was undergoing cancer treatments and wasn’t paying close enough to my statements to realize that Temu knows how to work the PayPal system to cheat people out of their money. When I realized I had not received any credit for the second package I disputed the charge with PayPal Credit. Temu immediately took money from the cash side of my PayPal account that I in the past had used for selling on EBay. At the time Temu charged the cash side of my account it had a zero balance as I had not sold anything using the cash side of PayPal since the pandemic. Since Temu had never purchased anything from me I don’t know how they accessed that account, but they know how to work PayPal's system and caused that side of my account to be a negative $122.
I have spoken to PayPal credit about this several times and since the cash side isn’t PayPal credit, no one with PayPal is able to help me. I keep getting transferred around from department to department with no assistance. Temu finally sent me an email stating that the reason they had not processed the returns was because I had disputed the charge. They said if I dropped the dispute they would happily do the refund.
I did what they asked and again there was no refund to the cash side of my account. I called again, was transferred to another department that answered that my cash account had been turned over to a collection agency that was not open at the time I called. PayPal should not be allowing Temu use their credit services because they sell cheap merchandise and have no integrity in doing business. For your own sake never buy from Temu, but if you do, please don’t use your PayPal account because Temu knows how to get around PayPals customer protection system.

Sunday, April 21, 2024, 9:15 AM – I attempted to transfer $5000 of my Bitcoin but the attempt was met with the same Technical Issue as before (Technical Issue and to Try Again). I made only one attempt. I called PayPal Technical Support and spoke to a Supervisor. I was told that she cannot do anything. All I can do is wait. I told her that all I do is wait and I am not accomplishing anything. I asked her if I could talk to a higher level of support. She said, "I can connect you to a Manager." I said, OK. She connected to another Supervisor (Not a Manager).
I explained to Jessica that I was to be connected to a Manager. She went through the complete process with me as the other Supervisor did. I told her again that I was supposed to be connected to a Manager. She said she could escalate the matter and would connect me to a Manager but it will take approximately 24 hours before a Manager will call me. I said, OK and confirmed my telephone number with her.
I am so frustrated that I am unable to Transfer my Bitcoin. I have been told by PayPal Support that maybe I should consider Selling my Bitcoin. How absurd. I could take a loss. PayPal is not taking care of their customers. My Bitcoin sits in limbo. I have done everything correctly and exactly what PayPal has instructed me to do. What a terrible mess. My experience with PayPal was terrible, I bought eyeglasses from Aliexpress seller Oto Glasses for my Son in Italy. When we received the Complete glasses, there was a problem with the lenses and the seller agreed for a full refund of both the frame and the lenses. We shipped the items back to the seller who gave us a Tracking sticker for return. The tracking process was not progressing on Aliexpress website although when I searched through the Italian Posts tracking, I found out that the package was delivered to their warehouse. After trying to contact the Seller trying to explain the issue, the seller maintained its position, claiming that they had not received the return.
I reached out to PayPal for help to solve the problem and expected to resolve the problem after showing evidence of the actual delivery through the Italian Posts website that clearly showed the items were delivered back to the Seller's warehouse. It did not matter all the explanations and evidence I presented, PayPal denied my claim stating the evidence was invalid. There was no way to talk to anyone, no way defend myself in any way. It is clear that PayPal is working in favor of the Seller and allow Fraud. I am so disappointed and warn anyone else to be aware of the scams. Paypal has multiple website pages that promise a full refund, including original shipping. But caveat emptor!!! One of the caveats, hidden deep in the bowels of their legalhub is quote "if you’re filing a Significantly Not as Described claim. PayPal may require you, at your expense, to ship the item back to the seller, to PayPal or to a third party (which will be specified by PayPal) and to provide proof of delivery." WHAT THAT MEANS TO YOU IS "if the merchant makes a mistake and sends the wrong thing, the consumer is responsible for covering the costs of that mistake."
But wait! It gets worse. The merchant I purchased from posts a return policy specifying that the consumer is not responsible for return shipping when the wrong item was sent. I ordered a black shirt and received a white shirt. Despite the merchant's return policy, PayPal refuses to process a refund until I send the white shirt back AT MY EXPENSE. So, before purchasing something from a PayPal merchant, consider how much it's going to cost you to send it back if the merchant sends the wrong thing.

I have never had a good experience with PayPal. Early this month I purchase item from a seller called LEDsupermall. There was no way for me to know that my Credit Card charge was going to go through PayPal. I only found that out almost 10 days later when I reached out to American Express to dispute the charge because I had not yet received my item nor had received any response from the seller. To my surprise Amex said I will need to contact PayPal (no happy at all with Amex in this case - which is another bad taste in my mouth).
So, I called PayPal, spoke with someone who sounded eager to help but language barrier was very noticeable. After 65 minutes on the call they finally had to place a review with the seller and said I had to wait another 10 days before they hear back from the seller. Can you believe that. It has been 20 days since I purchased my item - nor response from the seller to my several email request and not I have to wait another 10 days. Please stay away from PayPal and PLEASE research the sellers dealing with PayPal or you may as well say goodbye to your money.

But PayPal's system robots only targeted me, and that payment made by that company froze my account. After writing to PayPal executives, I was told that: I (the business) am a threat to the consumers (the comapny). That's according to PayPal. Makes NO SENSE.
I am a consumer, all my transactions are consumer-based. I have never received money from anyone or paid anyone as a BUSINESS. And I'm not a business, but their reason for the account limitation is because I'm a risky business. What a joke. And they tell me to find other payment processing options for my business model, which I DON'T have. I'm not a business that applies any payment rules, or say where the freelancers are gonna get paid. I am the freelancer that get's paid by the business.
It's outrageous. I'm never using this trash again. And they charged me 7 euros, took the fee, and froze me. :) Delete your accounts or never create ones, and never use this service, you might get randomly targeted, so they freeze your money for a while. That way they get more liquidity by some fake reasons they create. And the frozen cash from millions of people, is just doing them a favor, giving them extra time to pump up earnings in another dishonest way. Complete fakery.

Why would they think it's a friend and family purchase? It's slick on PayPal part to get fees from you without you knowing. Doesn't it seem the SELLER would designate what kind of sale it is? BEWARE. After finding a $50.00 dollar charge on my PP account for "payment", I contacted PP to notify them of the matter and ask for their help in determing what had happened. I received a rather curt response telling me that the charge was determined to be legitimate and that my dispute would be closed out without further corrective action being taken. In contacting my bank regarding this matter, they conducted an investigation of the charge issued by the "company" and found it to be a clear act of fraud. My bank immediated issued a dispute with PP and froze my account until the security problems with the PP account were address.
When I advised PP of this they immediately placed the "comany's" name on a list that will no longer allow automatic acceptance by PP with further action. This to me is a clear example of PP needing to be proded to do their job, which I find to be completely unacceptable. In addition to the matter just covered, having to work with a PP representative to elevate the level of security of my account was a monument disaster. The agent I worked with was barly able to pronounce words in english, much less for a compete and coherent sentece.
After explaining to the agent that I was 76 years old and struggling with a terminal illness and that I needed her help and patience with me, she repeatedly continued to "rush me along" during the times I was struggling to carry out the necessary tasks to secure my account. Her lack of any kind of patience, empathy or sensitivity to my situation was dauntingly disappointing to me. I'm not sure what PP is doing in terms of running their customer service, but I would have to say that they fall far sort of the mark when it comes to proviing quality custormer service.
My recommendation is to keep PP on a very tight leash when it comes to your account security. My additional recommendation in regards to customer service is as follows: When you get a customer service agent, immediately ask to speak with that agents supervisor. Advise the supervisor of your customer service review, and you need to have their personal assistance in addressing your situation properly. I have'nt tried this out yet but will do so if I ever have to ask for PP assistance.

The PayPal resolution process is a complete waste of time. Back in February I went to the MS office online store to simply purchase a download for the Windows 10 Operating System (OS). At the threshold the buyer must provide all the information to pay and process the download. I expected an easy procedure to accomplish the purchase, As I began, I discovered I needed the assistance of a "chat" representative. The response was prompt but largely unhelpful. After some time had passed the rep decided I needed to delete data to provide space for the download on my HP Athlon silver laptop.
After, sometime I was able to delete enough data to accommodate Windows 10. When that was unsuccessful a new rep suggested I dispatch a screen shot of the page causing the chokehold. Now I was told that because of my security system and incompatibility I would need to acquire another computer, a flash drive and delete significant data from the subject HP Athlon. I was preparing to travel for a month and explained that process was not available to me and I requested a simple refund of the $32,00 they charged.
MS declined the refund, offered a credit in the online store (for which I had no use) and discontinued any efforts to provide a solution. I filed a complaint with PayPal and the Better Business Bureau. During the PayPal attempted resolution MS accused me of fraud (a defamatory assertion) and claimed they could not re-use their product therefore I was further denied a refund. I explained their loss was illusory, since I too couldn't use the OS and I had actually suffered a monetary loss by paying for something I did not receive.
Ultimately the PayPal resolution process, which was unhelpful and only consisted of pointless cross arguments in email exchanges closed the complaint and made false claims that I didn't respond. MS relied on its own adhesion policy to deny a refund and by extension provided a service that was unmerchantable and outside what is commonplace in the industry. PayPal should defend its client and I encourage to buyers to beware of contacts with the MS store and PayPal. I advised PayPal resolution step by step in all the cross communication and they offered no help and just closed the case claiming I and my husband were non-responsive with no alternative to resolution. We will close the PayPal account. Date of experience: March 09, 2024.

Recently, I fell victim to a deceitful company that promised the moon but delivered nothing but disappointment and frustration. Despite following all the necessary steps and providing concrete evidence of the scam, PayPal shockingly decided to favor the fraudulent company. What's even more frustrating is PayPal's so-called "helpdesk" and "dispute team." It's like talking to a brick wall – unresponsive, unhelpful, and utterly useless. They seem to have mastered the art of deflecting responsibility and turning a blind eye to customer grievances.
What's the point of having a dispute resolution system if it only serves as a facade to appease customers while ultimately protecting scammers? It's beyond comprehension and downright infuriating. If you're considering using PayPal for your transactions, I urge you to think twice. Don't be fooled by their facade of security and reliability. When push comes to shove, PayPal will abandon you in favor of lining the pockets of fraudulent companies. In conclusion, PayPal's support is nothing short of a disgrace. PayPal has unethically and illegally withheld $5,400 of my money without justification. In October of 2023, I mistakenly reported a $5,400 charge to my credit card through PayPal as fraudulent. While I was still on the phone with my credit card company, I realized my error and informed them that the charge was, in fact, legitimate. However, they insisted that the fraud charge must be investigated which could take up to 90 days. In the meantime, I paid the merchant, Gwinnett Refrigeration, the $5,400 cash from my checking account, also through PayPal. When the credit card company informed me of what I already knew and had informed them, which was that the charge was legitimate, they reinstated the $5,400 to my credit card account. I disputed it based on the fact that the merchant had been paid.
For five months that $5,400 has simply sat on my account accruing interest and not being paid to either the merchant or credited back to my account. For five months, both my credit card company and PayPal pointed fingers, each saying that the other had the money. PayPal had the proof, in the form of my activity summary, that I had paid the merchant in cash through them, and I provided the same proof to the credit card company. Neither corporation has an office where one can go and talk to a person who will give you their name and stand behind what they tell you. So for all those months, I was bounced around from person to person getting different stories.
Finally I was told by PayPal that I had to deal with Gwinnett Refrigeration because the money was in their PayPal account. Gwinnett Refrigeration had called them three times previously and had been told that there was no money in their account, but the fourth time, they were told that the money was there but they had been charged handling fees of $148. Gwinnett Refrigeration was told that $5,252 would be deposited to their account so that they could return it to me. That was ten days ago and the money has yet to be deposited. Today, Gwinnett Refrigeration called PayPal again and was told the money would be deposited by next Tuesday, February 27th. Why do I not believe that? Probably because I no longer believe in Santa Claus.

And, after fighting with the automated line, so I could actually get a live representative, I was transferred by the first rep to another one. And, after informing her of the issue, I was placed on hold for 8 minutes, and then I was hung up on.
So, after calling back, I basically went through the same process. Except, this time around, I was informed that I could not cancel, or receive a refund, for one of the double billing transactions. And, that "moving forward, on the next scheduled payment" to make sure that my automatic payment is on the financial account that I want it to be on. It was, but I made the payment early on a different financial account, a few hours before the automatic was processed. At one point I started feeling uncomfortable doing this process (WAS THIS A HACK?) So I hung up after this person yelling at me this was the only way to correct my issue. Instead I canceled my account. I thought this was one of the safest way to buy over the internet... guess not.

Well, after something like 20+ years I've finally given up on PayPal. PayPal has become the preferred method of receiving money by criminal scammers the world over. My account was never hacked, PayPal has just become a mismanaged joke of a payment processor that seems to be happy with profiting from, and thereby conspiring with, criminals. I've been victimized by multiple scam sellers who PayPal seems perfectly content enabling. It is relatively easy to implement controls to prevent consumers from being robbed. However, it is clear that PayPal values the money they glean from the criminals more than protecting their honest customers.
PayPal's approach to "problem resolution" has become a bizarre type of "not our problem, reach out to the seller" approach. Then, when you do attempt to reach out to the seller using PayPal's guidance, the criminal sellers then sell your information to criminal data brokers who engage in classic robocall scamming. In short: PayPal just needs to shutter its doors. It's so broken at this point that I don't think any rational company would even buy them out. Complete and total disaster of a company.
Closed my account and sold all my PYPL stock...yeah, it's gotten that mismanaged and horrible. Avoid PayPal at all costs. There are many reputable alternative payment processors available that have implemented controls to protect their honest customers. If you're a criminal, then PayPal is for you. However, if you are an honest consumer: Avoid PayPal at all costs. If you own their stock, then you are a fool.

I had an issue with a retailer who did not deliver my goods on time (delayed by several weeks), rendering them unusable. If I had paid simply using my credit card (Amex or Visa), I would have been able to file a claim and the retailer would have had to work to defend their service. PayPal's claim system works in favor of the retailer rather than the consumer. My resolution of my case went back to the retailer, who was completely at fault. I have learned my lesson and will no longer use PayPal as a payment option with retailers. You are NOT protected on your purchases with PayPal.

I’ve had my account hacked in the past, and the people from an entirely different part of the country stole my debit card info, so there’s no security. Also whenever a seller scams someone PayPal sides with the seller 100% of the time. There have been times when I refunded things on eBay, but I never received the refund from PayPal, so I had to submit a fraud report to my bank. Whenever I sell things on eBay I get a 13% fee from eBay THEN ANOTHER 4.5% fee from PayPal on whatever I sold. Both of which take money out of the shipping cost as well.
And when Venmo (a company owned by PayPal) wasn’t working I used PayPal to receive money from my aunt for family issues, but it said that the money is “pending” and when I called them they said it would take 3-7 business days to clear, and then it would take another 1-3 business days to go into my bank account if I wanted to transfer it, unless I paid them a fee to transfer it instantly into my account. It’s a complete scam run by liars and frauds. The customer service agent had the most nicest bubbly voice on the other end of the line, but you could tell that she was either being forced to sound that way or she was happy about keeping my money from me. She had an attitude in her voice even though it was bubbly and happy, it was almost robotic in nature, but not in sound.

Yesterday I ordered some winter boots online. When I received a confirmation e-mail from the company, I noticed that it showed my old address as both the shipping and billing addresses. I called Paypal. The rep kept trying to tell me that I must have entered the address myself. Totally false. I only clicked on the Paypal button, as I usually do, and they then fill in all the pertinent information. I'm trusting them to do this for me.
I was finally handed over to a manager, who was even worse. He tried to tell me that I needed to clear my cache, as it was automatically filling in the address. When I pointed out to him that this wasn't the case with the first two orders that had put in after I moved, he became quite rude. All I know is that if this happens again, I will be reporting Paypal to higher authorities. Someone needs to do an audit or review on this company. I provided copies of the agreement, texts, emails and all other correspondence showing I had provided all necessary docs (same docs I provide every client & never had a problem). PayPal supervisors I spoke with agreed with me.
My correspondence with client showed she even admitted she had received everything & that the dispute was not against me but another person. I tried on several occasions to have the dispute overturned or at the very least re-evaluated and was told by several supervisors they would make it happen. I submitted docs 4 times and never heard a word from them. Now my account is in collections because I refuse to pay for something that was not wrong. And the client who claimed she did not receive the docs, has used the docs to set up her online business, create a personalized email address and opened a bank account. Paypal has held my payment I receive from the same person, same amount on the same day each month as fraud with no date for release but 180 days. Instead of simply entering my credit card info directly to the website I chose the pay with PayPal option. I was unaware that PayPal would then use a US to CDN exchange rate WAY below the average rate that day. Having spoken with Visa, they would have used a rate of 1 CAD = 0.7328 USD and PayPay used 1 CAD = 0.6965 USD. The difference on $10909 US dollars was $642. Had I used my credit card Visa would have charged me $15,028 but PayPay passed on a charge of $15,663.
When my item was fully refunded in US dollars on Nov 25 Visa was using an exchange rate of 1 USD = 1.3591 CAD for $14,988 BUT PayPal used 1 USD = 1.3645 CAD for $14,827. The resulting difference of $61 when added to the $643 that I was added at the time of my purchase resulted in me owing $704 CAD to visa for an item that I don’t even have anymore. This is the result of my poor choice to use PayPal instead of just using my Visa Card direct. I have now unlinked all my of credit cards from my PayPal account and will never use PayPal to pay for ANYTHING ever again. She said yes that she didn't like the class because we offered her child a snack which is also clearly in the description of the class and we ask the parents when they dropped their child off if that's okay. She wanted her money back because she said she only went to one class and didn't like that we offered her child a snack. Obviously this is just someone who wanted their money back so I looked through my photos and sure enough her child had attended all the classes!
I responded to the dispute that in fact her child had attended the classes. PayPal sided with the parent. Not only gave them back their money but charged me $15 for the dispute! I am so disappointed in PayPal for not acknowledging that I had offered photographic evidence that her child did attend the classes. And then they had the nerve to charge me a small business an additional $15 for resolving a dispute and there's no customer service you can talk to. There's no staff. I'm so disappointed in PayPal for all the money I've given them that this is how they treat business owners! I will never use them. I've taken them off of my website. I refuse to do business with this sort of a organization that does not support small businesses.

DO NOT USE PAYPAL!!!! I just became treasurer of a local non-profit that was using PayPal. We had some issues with the platform, so I called Customer Service. BIGGEST MISTAKE of my life. Here's what happened: 1). 3 weeks ago a support ticket was opened. I was promised an answer in 10 days. When I called back, they said the ticket didn't exist! 2) There is no way to TALK TO someone from Technical Support, yet they don't answer your email. 3) Their customer service people are uninformed.
4) When I finally got someone on the line (Dana), she put me on hold and then hung up on me! 5) They told me that there was no way for me to resolve my problem (which was to accept credit cards on my website without having to create a PayPal account). The WHOLE WORLD uses PayPay! This was a ridiculous answer. 6) I will be looking for another way to accept payments. This company has outgrown its usefulness and DOES NOT CARE ABOUT CUSTOMERS.

Instead, I had to make a payment using a debit card, which cost an extra $10. Plus more fees were added due to my rent not processing, and we were just days away from being evicted.

They then denied it stating that I failed to provide documentation. I spent 2 hours on the phone and had a customer service representative who finally agreed to refund the money and to expect it in my account in 7-10 days.
20 minutes later, I received an email saying I was denied because it was over the 180 days (I began the claim well within that time frame 2 months ago). I just spent another hour on the phone waiting for a supervisor who asked me to please hold while she looked for ways to help me. After waiting 15 minutes, I was hung up on. I am a functional medicine physician. I provide both primary care and adjunctive care in my clinic. This includes nutraceutical IV therapy, hyperbaric therapy, supplements, ozone therapy etc. We focus on chronic fatigue, environmental medicine, and tickborne illness. My patient population is fragile. Every 30 to 45 days Paypal locks up my account and wants me to "prove" that I am not engaged in fraudulent activity. I have sent them copies of my medical license, my DEA license, paid invoices, and my driver's license. They claim that the trigger for these lockdowns are the Health Savings Account Cards which have to be manually entered into their Zettle platform as Zettle does not offer magnetic strip readers only chip readers. Every time they unlock my account they apologize and inform me that they will do all in their power to stop this from happening. They claim they are accelerating it to management - blah blah blah. It is all lies.
This week during the weekend I received another message that my account had been shut down - again. Just thirty days from the previous shutdown. This time I was notified that my business was in violation of an acceptable use policy. Here is the quote "A recent review of your account activity identified products/services on your website violate PayPal's Acceptable Use Policy." This rather funny as I don't have a website that sells products. When I called and pointed this out they informed me it was boilerplate language and did not mean what it said. So what does it mean I asked, because words have meaning. I was informed that a product I sold in my clinic violated their terms. When pressed I was informed that the 5% ** IV bags which are line itemed on my bills along with Phosphatidyl Choline and glutathione (both IV nutraceuticals) were in violation of their terms.
When I pressed the woman to explain why IV solutions which I am licensed to dispense as a doctor and are not even controlled substances were in violation she could not answer me. When I pressed her to tell me what she thought I was selling she could not even tell me what ** was. What an idiot. Save yourself pain and idiocy. As soon as I can get my money free of their clutches I will never do business with them again. For the record, I have never had a chargeback. Five minutes after this happened, I received three emails that my case is closed and they think that the transaction was in good standing.

Package was delivered to a house that is obviously not mine as shown in the “proof of delivery” photo on the UPS tracking website. I submitted screenshots of the home where the package was delivered, as well as a photo of my home and it’s night and day - not the same house.
However less than 5 minutes after the seller put the tracking number in the complaint for the case - PayPal closed it in the seller’s favor. It was obvious that they didn’t even look at my photos - by default just because the seller provided a tracking number - it was closed as delivered. Never mind that I submitted photos obviously showing the delivery location was not my home. So the case was closed - I can only reopen it if I classify it as a different problem. I cannot claim that I still don’t have it - even though I still don’t have it. (Biggest problem here. Decided for the seller, but buyer still doesn’t have the item.)

This is an organization run by volunteers. No one takes a salary or receives any financial compensation. All of our volunteers are local professionals working together to make our community better.
Fur Babies Rescue had used PayPal to accept donations and also use it for a fundraising tool. We found out the hard way that PayPal can freeze an account and hold the money for 180 days. The account was frozen and now PayPal has control of $1,693.22 of the rescue’s funds. Those funds were going to help spay/neuter and vaccinate approximately 20 animals in need. We had to cancel the trip to the spay clinic that was scheduled for September 20, 2023.
We should have done our homework before signing up to use PayPal. If you Google “PayPal froze my account” you will find many horror stories and lawsuits because PayPal froze accounts. There isn’t an easy way to dispute the account freeze or get help from PayPal. If we were a larger group with national support we could possibly fight it but we are just a small group of volunteers. We will have to work harder to raise more money and hope we get that money back from PayPal at the end of the 180 days.
This is not the way to treat a small 501(c)(3) nonprofit. I hope others learn about this issue and protect their money from PayPal.

They told me it had become "unverified" and had to be verified by them with me calling in. They could not explain to me why it became unverified suddenly, and could not answer if it would happen again. They just kept dodging questions and talking in circles and it drove me NUTS. I tried to transfer the AUD to USD, but it failed and just said it can't be done right now.
I was told by Customer Service that they couldn't fix the issue, and transferred me to Collections, and I was transferred back and forth like this for over an hour with NO HELP WHATSOEVER. They just kept saying it was the other team's problem. I finally landed someone competent from Customer Service who was able to close my account, but by this point I can't recommend PayPal to ANYONE.

Yeah, it sounds like a great deal and it's really is too good to be true. Without telling you my take, look at all the other negative reviews. It's true, all of it. Look, as a small business owner I totally get it and I was duped too. DON'T, just don't. It's a massive liability and it hurt me so bad it took a year to recover. Please do yourself and your company a favor and DON'T use these guys. They are famous, sure, but at the cost of you.

I made a purchase from beachcurvy.com. The site leads you to believe they are in CA when in fact the shipment came from China. Well, they would not answer my emails so I could return the clothes. Instead they offered to refund me 1/5 of what I paid and said to not send them to address on package, it was not a valid address, yet package stated it was. Reached out to Paypal for help. Sent them numerous emails sent from another clothing site, hfashionltd, showing their return policy and the bribe. This was not enough information for them to determine the scam. It was right there in the emails I sent so they requested more information and sent me a link to use for attaching the new information and said I had 7 days to provide or case would be closed. I went and got all the information but I couldn't attach to the link they sent.
I contacted customer service and they attached it for me. They should have seen this from the messages going back and forth. On day 8, I get an email stating case was closed, additional information was not provided. OMG! I have now spent a month fighting with this company and asking PayPal to help because that is their job and they close it out. I couldn't do any more on this. Many hours had been wasted. I settled with the company for 50% back and donated the clothes. I am done with using PayPal. Their customer service agents are idiots. If it's not documented in their book, they close the case hoping you will go away and I'm sure many customers do. Their job is done. What a waste of time.

I have had an account for a long period and have always felt confident in using Paypal for my online purchases. On the rare occasion, when a seller has taken advantage in the past, Paypal has always taken care of any dispute honorably. Although I am reading less and less favorable comments regarding this process, I have enjoyed using my account promptly and efficiently with confidence.
That being said, I cannot make any sense or come close to understanding the "Amount due to avoid standard and deferred interest" value charged each month now. It used to add up but hasn't for some time. It is always over any calculation possible. Paying the higher amounts of course pays the balance down but it is impossible to budget. I wish this would go back to the way it was, where you could actually calculate the balance and not expect some random amount that you can't even justify.

They suggested I contact the seller and ask them for a refund PayPal and then they'd refund my money. Then she congratulated me on paying off the agreement so fast, as if to further mock the situation. I know for a fact I would not put through a payment that large. There are better paylaters to use other than Paypal.

Recently I ordered a package on eBay and received an email that it was delivered. I received no such package and searched around for it. I filed a case with USPS, who insisted it was delivered and they wouldn't reimburse me because it was sent "Media Mail". I contacted the seller and explained; she wouldn't give me my money back and didn't want me to file a case against her. I did anyway, first with eBay. She sent them a notification that it was delivered, so they promptly found in her favor and closed my case. I then tried with PayPal, and she did the same thing with them; they also immediately refused. This isn't the first time I've been refused by PayPal, even though I had a bad seller. I suspect eBay or the seller pulled something on me. I have now unlinked my PayPal to eBay, and will eventually close my PayPal account. They always find in favor of a bad seller anymore. They used to be great, now they're horrible to deal with.

Paypal used to protect buyers from sellers that are out to get our money without offering us the services they claim to offer. But today is the first time I saw Paypal not even really consider a buyer who got taken advantage of by an offer ad... an offer to give a trial which can be refunded if not satisfied. I canceled the service, was billed anyway and Paypal allowed the company to take money out of my account without my authorization or consent. They said my only recourse is to talk to the seller myself. And as this stands I will no longer trust them with money anymore. I will go to my bank and see if they may be willing to help me but may end up closing all my accounts, never to return to PayPal again or online purchases because without buyer protection it is no longer safe to do business online. In my opinion.

I prepaid for a rental car with Avis using PayPal. Avis told me they cannot accept paypal as a payment method because there is no card number to check the last 4 digits on. So the day of vacation avis charged me the full rental amount, plus deposit. After I had already paid in full and should have had a $300 hold on my credit card. So now I have an authorization and have already paid a total of $1,049. This is day 1 of my vacation. I ask for my money back from avis and paypal. Neither company will look at it or try to resolve anything in anyway. I am quite upset at this point. But hey everyone going on vacation with a family of 4 has multiple extra thousands of dollars available to go with right? I end the vacation 1 day early. Lose the money paid for prepayment on the days activites. $260 gone. Come back home and return the car 1 day early. So a total of 6 days.
I call avis and they are barely willing to refund me for the day I returned the car early. Only after arguing with the phone representitive for 20 minutes. Now 4 hours on the phone with paypal the superviser named Ron finally looks at the request. He told me for 5 minutes or more that it was not possible to close out the case today. I argued and kept asking him to look at the information from 7 days ago. FInally they agree that I should get my money back and they will send it in 3-5 days
So to be very clear. Paypal advertised Avis as being a business partner that provides “deals” with. You can prepay with Paypal. Once you go to pick up the car Avis says “I need the last 4 digits of the card used to make this reservation”. You say Paypal is a digital wallet that doesn't provide the last 4 digits of a card as it's not a credit or credit card.
Avis says: We don't accept prepaid reservations without it. Then they charge you the full amount, plus the incidentals fee on a credit card and pretend your prepaid reservation doesnt exist. Paypal supervisors spoken to at paypal: Ron supervisor 7/30/2023, Joel supervisor 7/30/2023. These 2 are as dumb as you get. They just tell you words without verifying any information. Every. Feel free to argue until they actually look at the information.

I've been using PayPal since 2009 and never had any problems until recently. I was overcharged for an item purchased online and was unable to resolve the issue directly with the merchant. I submitted a dispute for the transaction and provided documentation for the correct amount. The dispute was denied and case closed with seemingly no effort from PayPal to actually look into the issue. Note, this was the only dispute I've ever filed with PayPal. I filed another dispute for the same transaction with my bank and it was approved. I no longer trust PayPal and will be removing them from my payment accounts and all future transactions.

Seven days after posting this review, Paypal reversed their decision on my claim and said they'd refund the stolen amount to my credit card. I don't have a credit card through Paypal, nor do I want one, but I see them trying and if they meant they'll put it back in my debit account, great, four stars. They're not getting five after three months of this and only getting a resolution - without explanation - when their reputation is threatened, but maybe someday they can get there again. I don't often give second chances with something this egregious, but twenty-six years has gotta count for somethin'.
Original Review: July 21, 2023
I've been a Paypal customer since 1998, and have always been happy with their service, never had to deal with the claims department until a couple months ago when a small amount of money was removed without my permission to an exchange account that I confirmed wasn't mine, as part of a 'recurring transaction' I confirmed I hadn't set up. I put in my claim, letting them know that the same had happened in an account at another institution at the same time - that claim was promptly dealt with, but was what alerted me to the issue at Paypal - and the claim was denied, but the denial promised an appeal process and 'the documentation [the claims department/Paypal] used to make [their] decision'.
I appealed, asking for the promised documents, and sharing my redacted transaction history as well as a screenshot of the relevant portion of my chat with the exchange's customer service employee. I received two replies from Paypal's claims department that gave different reasons for the denial, one of which said it contained the documents, but as has also been the case in each subsequent message stating the documents are included, the 'documents' were just empty image frames.
After having gone back and forth several times with the same result, and unable now to reply directly to messages in the Message Center - although I've continued to contact the Claims Appeal department via the email address and have received replies through the Message Center, without any email notification thereof it should be noted once the department had decided my case was closed, and without any resolution on my claim - I've informed them that since I'm overall satisfied with Paypal and was able to secure my account there, and since I don't intend to sue over such a small amount, I'd be placing reviews such as this one in places where I'm able to specify that it's not the company overall with which I have an issue, but this department in this circumstance. As I told them, I'm very disappointed.

Online it shows no open cases on my behalf and it’s impossible for me to open a case if my issue has to do with held funds.
I’ve never had a dispute or issue with a customer. The money that’s on hold says that I need to ship something but I did not sell anything that requires shipping. Those held payments are for services I provided and should received my payments from my clients. They refused to see the actual issue and on top of that they told me I must be approved to receive more than a little over 2,000? Why this low amount? Why did they hold $1500 and only release $300 to me? Horrible. I will not create another invoice using their platform.
Original Review: They held 1,546 and only released 347 to me from invoices my clients paid to me for services I already rendered, not products sold. Deactivating and will no longer pay for their services or bill my clients using their platform. How do you get to tell me how much I can make per month? Is it racism? I've had my PayPal account for 22 years. It's a personal account. A friend just transferred a large-ish sum of money to me. I get an email from PayPal saying they've held 85% of the funds for this "purchase" until I ship the "item" to the "customer", and they've kept $347.00 US as a "service fee". When I called PayPal, their customer service supervisor, Mark, was incredibly rude to me. He basically told me I'm out the $347, they can't tell me when my account was changed to business account, and he was incredibly rude about it. So this account I've had for 22 years is suddenly a business account, but they can't tell me how. They can't FIX the problem. They can't give me the $347 back.
On top of that, they're holding 85% of the funds for TWENTY-ONE DAYS, and the other 15% of the funds, they said they'd release. So I went online to transfer the funds to the VERIFIED BANK ON THE ACCOUNT which has been verified for OVER A DECADE, and I was required to submit a photo of my ID, and a current photo of myself, before they'd release. So I did that, and they told me they can't release the funds because they can't verify it's me. WHAT??? Look, I don't know how may random strangers want to put money INTO my bank account, but should this really be an issue? It's a PayPal account TIED TO a specific bank account, and so what does it matter WHO is putting the funds into the account, as long as the funds are going into the bank account tied to the PayPal account. Seriously, people nowadays seem to have problems with logic. And all of this frustration has only cost me the small (lol) sum of $347.
