I was honestly at my wit's end and didn't know where to turn to. A seller at eBay had taken advantage of me and took $198.00 from me. It may not sound like a lot but being disabled on disability it's a big amount. EBAY won't help me, so I turned to PayPal and they gave me provisional refund as long as returned the defective item to the seller at my cost. Okay so I had to pay $25 to ship it back better than losing $198. Then I come to find out that PayPal had given me an incomplete address, the same one eBay had given them and it was not complete. So now I was getting the package returned to me and I was going to be out the $25 shipping and only had till the 1/26 to return the package or they would rule the case to the seller favor..
So I called PayPal to see if I could clear it up but I wasn't holding my breath. Anyhow the representative that helped me was Candance. Oh my God what a wonderful human being with such a genuinely great soul. She not only investigated the entire case, but gave me a $25 PayPal voucher and closed my case in my favor because the seller had not provided a complete address! Something an unethical and dishonest seller would do so as to not get the defective merchandise back. Like I said OMG! I am so blessed and fortunate to have gotten Candance to help me. I was so lost and thought for sure that I had lost and been robbed of my $198 but one person that cared enough took the time to follow up and not just do her job but exceeded the job's expectations but mine as well. Please let her know what a great job she is doing!! Thank you Candance if you read this!

My daughter got a flat 4k miles from home and needed $300. I sent it through Pay Pal out of my checking account not realizing that was going to take up to 2 weeks to transfer so I called them to try to fix it. I had to send another $310 (leaving my account with $40) for it to get to her right away. Now that was on Dec 31. It is now Jan 21 and I still don't have my money back which they are only giving me $290 of. I can't tell you how many times I spoke to these people. I will just take the money lost as a lesson learned TO NEVER USE PAY PAL AGAIN! I don't want to see anyone get burned the way I did especially if you've fallen on hard times like so many of us have.... There are lots of options out there and with better service. Best of luck everyone!

Paypal international transfer. Avoid like plague. More of the same story here: as an expat used PayPal's service via Xoom to transfer money to my mother back home. The first two transfers went through fine, but the third one (same sum) Xoom suddenly found "suspicious". Xoom demanded some additional documents like bank statements, payslips, proof of address etc. which I have provided in good faith that this will resolve it. It didn't. The third transfer was canceled nonetheless. Fine. So I just use another service (use google wise-ly wink wink) and my Mum received it in 10 minutes. End of story? It just begins..
Because Xoom charged PayPal but 4 days after the cancellation still haven't reimbursed the money, PayPal charged my linked bank account so suddenly I am in thousands of overdraft! In PayPal web UI the transfer was stuck in "Refund Pending" while Xoom was outright lying in my face that they see no problem in their system and the money was already sent back so buzz off. After 3 more days, a few shouty phone calls with the useless customer service and some never answered emails I felt lucky to even have my money back..
Based on similar stories I found on the internet starting from 2014 this unethical practice to hold back clients' money as long as possible (refund took 6 work days instead of the promised 4) is business as usual at Xoom and it hasn't changed even after PayPal bought them, you can find countless stories like mine, so they know what they are doing. And PayPal knows too, and they are fine with it, so I treat them in this story as absolutely complicit.

Don't trust your refund policy terms of service or PayPal to actually keep you safe from being scammed as a seller. Many times they have sided with deceitful buyers in my experience. I wonder why they even call it PayPal BUSINESS. The customer can say item not as described even when it, in fact, is, and get still get the refund. Sometimes even keeping the product as well. The customer is NOT always right and PayPal should take a look at what the seller has to say because most of the time they just ignore your response and quickly want you to give up the fight and refund or put your account into the negative, even though they get to keep the seller's fee. What an absolute JOKE.

I have PayPal app and I have used PayPal's pay in 4 payments a few times. And today I booked a important flight and decided to use my pay in 4 to book my flight and everything was going great until I realized it was taking longer than usual for me to receive an email confirmation with my itinerary number for my flight, so I go check my checking account online and for some reason PayPal pulled 2 payments instead of 1 from my account and then right after that I get an email saying that my flight was pending because of payment.
So then I reach out to PayPal customer service through my app and I was having so much trouble with their automated customer service online that I decided to get a customer service number for Paypal so I could talk to a real person and even trying to do that was just crazy but I finally did get connected with a human. But then it just got worse from there. While I'm on the phone with customer service representative I got an email from PayPal saying that they declined my pay in 4 for purchase for my plane ticket. But now I'm really upset because PayPal pulled money from my bank account twice and I have to wait up to 10 days before I will have my money refunded back to my bank account.
So even if I wanted to book my flight I can't because I don't have the funds available in my account because not only did PayPal pull money once but twice to turn around and deny me the pay in 4 payments but why take money from someone and then deny me my purchase. And I don't even know why they denied me to begin with because I have never been denied anything. I just going to wait for my money to be put back in my bank account and then close the app with PayPal. That's just bad business on their behalf.
I spent 45 minutes on the phone with one of their representatives literally giving me the same run around and saying the same thing over and over again to me. I was being treated like I was speaking in alien or something. Oh and also the representative told me that they denied me 3 times for the same transaction. But she told me that they cancelled the 3rd one so I didn't have to worry about it being pulled from my bank account. Like really it doesn't even make sense for them to pull money from my bank account one time and deny me after they pulled money from my bank account already let alone 3 times. The representative couldn't even explain why and most likely I will never know why this happened.

PayPal is becoming a payment method of choice for scammers. I had multiple instances where scammers use PayPal method to accept payment. I had dispute on one of these and they closed the case with this comment. Case status: Closed. The case was closed in the seller’s favor as the seller provided a valid proof of delivery. Info provided by the seller. December 30, 2021 at 12:07:14 AM CST. Tracking info provided by ZERO-MIRACLE NETWORK LIMITED **. Shipped by China Post. What does it help to have an item shipped which does not match any of the descriptions. PayPal sides with the scammers because they value money more than service to the customers. It is time to bring this to the attention of the authorities.. PayPal - the best friend of scammers!! Easy to get away with money as they have full support from PayPal. Shame on the PayPal management.

PayPal User read this; I have had PayPal for a couple years without issues but recently that has changed. I have noticed missing money from my debit card that was linked but I never could say for sure. Anyway I had $30 sent to me and then requested back (yes as crazy as that sounds PayPal does that, they also will draw money off of a linked card if a charge is made to your account that doesn't have the funds to cover it), and my account did not show for the $30 back they took when a deposit was made to my account. So I called and PayPal acted as if they didn't know what I was talking about until I got heated. Then they admitted it.
So I tried to unlink my cards and I couldn't so I called and had them unlinked. So for doing this my account was limited. All 4 accounts I have businesses pay me money from work through. But I had closed 2 of these accounts and was trying to limit my use of PayPal and go to direct deposit with as many companies as I could. I literally get paid from dozens of companies ranging from a few dollars to maybe a few thousand at a time.
I received an email the 12th of December from PayPal stating $321 had been sent from a company in Ohio (Alta 360), which I worked for, for over a year. And to claim my money I needed to click the link in the email, which was an account I had closed some days prior. So I did so and nothing, I have called several times and messaged. Then yesterday, I was told I needed to link a card first to get my money, and after several attempts and calls over a several day period to do so, without it linking, or saying the card was linked to another account (which it was not).
I finally got it linked and now PayPal says they don't know about $321 dollars and asked for a screenshot of email, so I sent them a screenshot of email. Now they say they need transaction ID after days of me calling and messaging saying they need something else and after I produce what was previously asked. Now they also say they didn't send an email? Well I'll call Alta 360 tomorrow and get that. I also told them they need to be sued which probably didn't help but is true. PayPal isn't what it used to be a year ago, it really has went downhill and customer service has no answers to your questions or gives you the runaround. I am definitely switching everything over to direct deposit or I may not work for that company anymore. Let this be a warning for you PayPal users.

PayPal has held my money for 34 days. They say it is for my security. They made me submit paperwork for review after 34 days and now say they are reviewing my paperwork and it will be 5 to 7 more days before I can access my money. PayPal ruined Christmas for me. They have held my money since November 30, 2021. I painted cabinets in a kitchen, laundry room and a bathroom. The amount due from my customer was $1400 so I have been unable to use my money for 34 days so far and now that it is under review again, it will be 5-7 days more before they will tell me if I can access my money. PayPal is a scam.
I have had this account for over ten years and this is how they treat me. They won’t even let me look at my PayPal app as my account is under review. I’m just a one person cabinet painting business and they have effectively crippled my business. On the phone, they say the back office has to review my account and there is nothing they can do about it. Come on PayPal, give me my money.

It appears that Paypal is not making enough money with the high merchant rates they charge their vendors. I recently realized that they are also charging a currency conversion fee for all transactions that are not in your home account currency. I am a Canadian and make many online purchases in USD. I keep a USD credit card for my US purchases for which I maintain preferred currency conversion rates.
In the past, when I paid for my USD purchases with Paypal using my USD credit card, the US purchase was simply charged to my card in USD. In recent months (without clear communication to the consumer) Paypal changed their service so that since I am domicile in Canada they automatically convert all of my USD purchases into CAD dollars at their rates (which they take another approx 2.5% spread on) even if I pay with a USD card. What happens here is they take my USD transaction that I paid in USD, they (without my permission or request) convert it into CAD at their rates so they can take the additional 2.5% spread then they charge the CAD amount to my USD credit card which in turn converts it back to USD at their spread. The total redundant activity cost me an additional 5%.
I called Paypal to have this issue corrected and resolved and was simply given the run-around. I escalated to the issue to the 3rd level of management where they acknowledged that this recent policy change has generated complaints by customers but that they will not reimburse any fees. If they made any effort to correct this issue I would be satisfied. However, their complete Arrogance over this unethical practice is disturbing. It is one thing for the consumer to choose the service. To force the currency conversion without proper disclosure at high rates is unethical and fraudulent.

After sending funds of $100 to one of my daughters for New Years, I attempted to send funds $100 to my other daughter, but was declined, so concerned I called my bank and was informed that there were NO holds and plenty of sufficient funds so they had NO idea why PayPal would not do this transaction. So I called PayPal on Friday, Dec. 31, 2021 and spoke with rep, she checked my daughter's email and said it was valid and she tried helping me, but said she could not do anything and suggested that I use another service to send these funds?
So I requested to speak with a supervisor which I was connected with Ruby, Employee ID#**. I immediately asked Ruby that she must know why I'm referred to her and she said "NO"? And asked for my information and without hesitation said that there was a block on my account and could not help me any further and she also suggested that I use another Service to send my daughter living in New Zealand these funds? I was completely shocked.
This morning I attempted again and was declined? One interesting fact that I recommend for all PayPal users sending monies is the fees for 2022? 2021 fees reflected $0.00 fees is you sending direct from your bank account and $3.99? If you were sending via Credit Card/Debit Card, but 2022 fees sending from your bank account now $4.99 and $8.21 if sending from your Credit Card /Debit Card this is a HUGE fee increase, so now looking at Venmo and other options moving into 2022, but these are huge Corporations looking for themselves and not the consumers. Please review all your PayPal new policies for 2022 and all other financial institutions. Happy New Year 2022.

I filed a case and explained everything in great detail. Their solution is: "We contacted Target, the closed the case." I explained again this has nothing to do with Target, it is an issue from Paypal. Paypal simply ate my $20 for no reason. Then, after many days, there are no responses at all. I had a cash only PayPal account that I used with a very well known vendor. Due to no stock, I received three refunds. A week later, I was not allowed to transfer, use, do anything with MY FUNDS; worse, I had not a single message, alert, not a single explanation and after five phone calls and four messages on my part, the totality of what I've received was being told my funds were locked down for 180 days, no explanation, no possible actions I could offer, not even a single response and left now hung up on. I am appalled how badly my experience with PayPal is going. I have been unfairly treated after an error in recipient for a transaction that I made. The company took over a week to refund the money. In the meantime the currency has changed and I lost money. It is absurd and unacceptable that Paypal has to take such long time in reversing mistaken operations. The customer service tried, ridiculously, to blame it on my friend, to whom the money was erroneously sent. But he WAS NOT ABLE TO ACCESS THE MONEY FOR THE ENTIRE WEEK. About 3 months ago I started receiving emails addressed to John ** from PayPal. The nature of the emails were about his account which was in arrears or didn’t have the correct information or other missteps apparently on John’s part. Why was I receiving those emails? Because this clown, John **, used MY EMAIL ADDRESS to set up HIS PayPal account!
I tried to contact PayPal every which way from Sunday, but all roads at PayPal lead to: “Please log into your account” in order to send a message. But I don’t have a PayPal account. And there is no way to send them a message if you can’t log into an account. So, I called them. And I spent an hour on the phone with one of their completely incompetent employees. He kept asking me for my phone number and address and I kept telling him he didn’t need to know those things. It was his client that stole my email and he should contact this John ** and get the problem solved. After more than an hour on the phone, I was assured the problem would be resolved even though I had absolutely no confidence that it would. And a few days later I get more emails addressed to John ** at my email address. Next I emailed Dan Shulman, CEO of PayPal. I laid out the problem. I got no response what-so-ever.
After that I wrote a snail mail letter to John Rainey, CFO of PayPal. No response. Yesterday, December 7, 2021, I used Facebook Messenger to send my complaint and I actually got someone to respond to me. But he/she could not understand my problem. What the actual **? Then another person jumped into the fray and she seemed to understand the problem. She told me to write an email using the email account John ** commandeered to unsolicitedemail@paypal.com and describe the problem in that email. Because, I dunno, I forgot to tell someone at the company what the problem is.
And . . . oh, you’ll love this . . . moments ago I got an email addressed to John ** at my email address asking him if he authorized a change to his email. OMG!!! John ** has not received ONE SINGLE EMAIL from PayPal because he’s using my email address and they all come to me!!!! Helloooo!!!! Ugh. Ripping my hair out. Still not resolved.

After submitting my claim. I was informed to supply documentation supporting my claim. I supplied a police report and docs from the court. I was informed by PayPal a few days later PayPal closed the claim (**) and I was refunded $3,701.80. Due to the fraudulent activity PayPal has limited my account permanently to the point where I cant access the refunded funds holding me liable even though the claim was won in my favor.
I contacted PayPal Corp and was advised that they would allow me to add my card or bank to withdraw the funds. I have contacted support and was advised even though PayPal corporate informed them to add my card and/or bank so I would be able to access the monies stolen from me. That I would need still to wait another 6 months to receive my money even though I have waited for the outcome of this issue. This is unacceptable!
Why should I or anyone have to pay for the acts of a criminal? All I want is PayPal to acknowledge that I did win my claim, remove the limitation on my account, allow me to attach my card, bank to transfer my money out to me or send me a refund by check and to close the account. I have attached a screenshot of the message showing the message received from PayPal stating they would allow me to have my funds and then the next minute say, "Sorry you have to wait 180 days." I also submitted a claim to the Better Business Bureau.

But, PayPal has held the money, $15,000, for three weeks, which is long past the time it took PayPal to collect from the credit card company. We are now considering if PayPal's action constitutes a theft of funds and should be reported to the proper authorities.

Made an online purchase, Aug 6, 21, returned item and merchant credited PayPal Aug 20, 21. The charge showed up on my card so I disputed it with my card company, they temporarily credited it until a resolution. The merchant emailed documentation of the credit to my card company. The card company mailed me a copy with my bill.
I emailed a copy to PayPal. PayPal refuses to acknowledge the credit of $58.85. The charge showed up again on my card. After daily emails and phone calls (good luck with that!) to PayPal, for over 2 months, they say there is no credit, deal with it through the card company. I had one agent who wrote "they did see a credit". When I told the next agent to look at that, they replied "that agent made a mistake". They said once I filed a dispute with my card company they can't handle the case, it's out of their hands and they refuse to issue the credit to my card company. Card company says they can't credit, they don't have the credit, PayPal does.
I wanted to "escalate" the charge with PayPal, they ignored my request. They want me to purchase "buyers protection plan", that's extortion. Why should I pay to get my own money back? So, they are keeping my money. I closed my PayPal account and also filed a complaint with the BBB for all the good that will do. Bottom line is if you have a problem with a transaction you're out of luck getting your money back from PayPal.

I bought a $3200+ machine from Alibaba and paid using PayPal. The day I received the machine I contacted the seller as it was a completely different machine than what I ordered and not only was it not what I paid for, the machine they did send was broken and nonfunctional. After getting nowhere with the seller or Alibaba I filed a dispute with PayPal. 2 months, 14 different “resolution dates” countless messages, screenshots, photos and videos to prove the machine wasn’t what I ordered and it didn’t work, PayPal was still giving the fraudulent seller chance after chance.
Seller finally agreed to take return and provided a non-deliverable address SIX times. I finally got fed up with PayPal so I filed a police report with the San Jose Ca PD, a report with the FTC (to which PayPal responded 1 day too) and the Better Business Bureau for them to finally refund me. They clearly protect fraud as long as they make their fees. DO NOT USE PAYPAL!

After waiting and confirming that the person received the money, and the transaction was posted to my bank account, I transferred the remaining $140 out of my PayPal balance to my bank account to even the balance. The next day, PayPal removed the transaction from my bank account, making me negative in the PayPal balance.
I called and asked why, they explained that they couldn’t receive the funds from my bank (even though it posted) and that I needed to pay them the $140. I was fine with that, and the representative agreed that I could make payments at my discretion to resolve the issue. PayPal then tried to authorize another $140 payment from my bank a week later that I did not give them permission to do. I called, the first representative hung up on me. The second representative got very snotty and told me they were going to “get their money either way” and refused to remove the unauthorized transaction. I will never use PayPal again.

In April of 2021 I was notified that my account was suspended, and all my funds frozen by PayPal for 180 days, due to “Acceptable Use Policy violation”, whatever that means. At that time, I was informed that at the end of 180 days I would get instructions on how to transfer my money out of PayPal. I have filed a complaint with Consumer Financial Protection Bureau, to which PayPal has responded: “PayPal will make any remaining funds available to me for withdrawal on or before October 2, 2021, and PayPal will notify me of this via email”.
I logged in to my PayPal account on September 30, 2021 and found my balance ($272.38) was withdrawn by PayPal to zero, “due to damages, caused by Acceptable Use Policy violation damages”. What damages?! I called PayPal and after a significant wait was promptly told by a representative that there was nothing she could do and when I requested to speak to her manager, she told me that the manager would tell me the same thing. When I insisted, she placed me on hold and never came back on the phone. I hung up after about 45 minutes of waiting. Customer service at PayPal is non-existent.
The bottom line is that PayPal broke their promise to release my money and without notification or any legal judgement, PayPal has confiscated all my money. I never broke any law. There was never any explanation as to what the “damages” were, I have caused and was being charged for. After extensive research, it became apparent that PayPal has been using its “policies” for some time to justify illegal and fraudulent practices of stealing money from their customers.
A reasonable person may accept the fact when a legitimate breach of policy may be used to prevent someone from using a service, but to take someone’s property without a court order or any legal process constitutes theft in any civilized society. No person in their right mind would knowingly do business with PayPal under these circumstances. There are tens of thousands of complaints against PayPal and several class actions suits. What they are doing is wrong and should be punishable by law!

After I completed payment, what appeared was notice that said I had made payment to "Hot Deals." I contact Paypal within LESS than an hour after the transaction to tell them I was scammed and a victim of fraud. Paypal told me I had to resolve it with the "seller". How can you resolve something with an entity with criminal intent that purposely scammed you? Paypal would NOT do anything to help me. They told me I had to file a complaint. I wrote out a complaint and had to give my personal info including name and address, which I did thinking it was going to Paypal. Instead, Paypal sent that info directly to Hot Deals. So now not only did they steal my money, now I am in danger of ID theft. Paypal would NOT do anything to help me. They closed my case. Yes, the case is officially CLOSED.
Paypal only cares about the money that they receive from processing fees from transactions. They do NOT care about all the people losing money from being scammed on their site. Last month I purchased Apple AirPod Pros online at a good price from a seller in NY with confidence because the vendor was PayPal approved. To summarize, the AirPod Pros were both counterfeit and defective and PayPal’s Resolution Center and PayPal’s final offer to me was that I would get my $114.98 returned to me only after I mailed the counterfeit AirPod Pros to China (?) at my expense — which would cost me between $30 to $50.
There were so many things wrong with the way PayPal handled my claim that’s it’s difficult to know where to start. In chronological order here’s what happened. Immediately upon receiving the AirPod Pros I opened the package, checked to make sure they were charged and then connected them to Bluetooth on my IPhone. Next I started checking their features. Since I was already familiar with the AirPod Pros, I knew how they should work. First I noticed that the “clicking” touch feature sounded strange and was erratic — often not working at all. Next I noticed that the noise cancellation feature did not work at all. That was one of the best features of the Pros. In the belief that I had just got a defective product, I got online and scheduled an appointment the next day at my local Apple Store.
When I took the Pros in the Apple technical first said they would probably just give me a new set and take the defective ones. He then took the Pros to verify the serial number. That’s when he discovered that they were counterfeit — not an Apple product. He suggested I return them to the seller and he gave me a copy of the work order stating that they were counterfeit.
Aware that PayPal requested that the buyer first contact the seller before filing a complaint with them, I emailed the seller in NY. I told them Apple said their product was counterfeit. The seller responded by apologizing and offering a small, partial refund if I would pay to return the product to them. There was no denial by them that the product was counterfeit. I declined. The seller responded with a second offer of 50% refund and I could keep the defective counterfeits. I declined again. The seller then responded for a third time with a response that was confusing and conflicting in its wording but clearly not acceptable.
After this third unsuccessful attempt to work with the seller, I filed a claim with PayPal’s Resolution Center. And that is where this whole affair started getting surrealistic. I had a picture in my mind of PayPal being a strong advocate of the consumer — someone I could rely on to protect me from fraudulent vendors. I pictured them to be somewhat like Amazon or WalMart in that respect. Believe me, they are not.
I found it very difficult uploading documents to attach to my claim. It took a second attempt and even then I was not sure it had all gone thru. PayPal forwarded my claim to the seller and then gave me their response — which was exactly their earlier offer that I had rejected. I was given 2 options by PayPal — to accept or decline. I declined. I wanted to upload more documents to PayPal — things I had not been able to upload earlier because of their limitation of upload volume as well as how difficult it was. There was no option by the Resolution Center to do that unless they requested it first.
Then the Resolution Center sent me an email that the seller agreed to refund me the total of $114.98 — BUT there were conditions attached. The devil is always in the detail. Even though I had purchased the product from a NY vendor and they were mailed to me from a NY address, I had to return them to China AT MY EXPENSE to one of the strangest addresses I had ever heard of. It was not a street address — more a description of a location and a full paragraph long. And until it was received and in an acceptable condition as determined by the vendor my refund would not be paid. I could see where that was going.
The Resolution Center further stated that if I didn’t comply within 10 days they would close out my claim. They left me with no other option — either comply fully and pay the expensive postage with no assurance I would ever see my original investment or give up on my claim. I already knew the vendor was selling defective counterfeit products and now I was expected to give them back their product and trust them not to lie again and allow me to get my $114.98 back. Didn’t PayPal see that the vendor was coming out of this with no loss at all and it was costing me from $30 to $50 at best? They wanted me to risk even more loss.
Now, one more observation about PayPal’s Resolution Center — after trying to work with them I am now of the opinion that their operating system is intentionally designed to benefit the seller and not the customer. My guess is that it is all structured on the dollar and what is more profitable to PayPal. I even have my doubts that there is actually a physical staff working for the Resolution Center. To me everything seems to be “canned” — their actions and responses. I could not find a single way to talk to a live person or to exchange emails with a live human being. Their online chat is clearly with a machine because often its responses are not even relevant.
I will probably never know if PayPal agreed with me that the vendor was selling defective and counterfeit Apple products and they just didn’t care. I won’t know if anyone at PayPal actually looked at the Apple work order I sent them that clearly stated the product was counterfeit or looked at the photo of the vendor’s webpage claiming they were selling the AirPod Pros to me as legitimate Apple products. But regardless, PayPal decided I should be the one to suffer a loss and not their vendor.

PayPal withdrew funds from my bank account without my authorization and their response is that it is not their problem and I will get my money back when I get my money back. They blame the consumer. Take no responsibility and their response to asking how this even happened was 'we don't know'. I have contacted my bank, PayPal and the BBB to try and get this resolved - they have the worst customer service.

Thought I was on a legitimate Makita site (**) buying tools. I check out and transferred to PayPal. Click on pay and the amount is for 99.00 instead of the original amount. No item description and the seller, turns out has an email that is connected with the dark web. (**). Paypal was less than helpful if not non existent. Lesson here is Paypal does NOT check up on their sellers and you can be scammed with little care from Paypal. Good luck even talking with a human as that is the only way you will ever be able to have at least a conversation about resolve. Otherwise it's just generic prompts that don't take you anywhere. I have cancelled my accounts and will never use their services again as they do not care about your security in the slightest.

Don’t purchase using PayPal if you ever expect to rely on their Protection Plan. Here’s my experience:
2. After not hearing anything from the vendor I emailed them requesting the status of my order.
3. They emailed saying that it had been shipped and signed for and provided me a tracing report.
4. However the tracking report was only for an “envelope’” that had allegedly been signed by someone I never heard of and certainly doesn’t live at my home address.
5. I initiated a Dispute Resolution procedure with PayPal that at advanced to a Complaint.
6. After a number of email exchanges with PayPal they Declined my claim citing to the bogus tracking report that the vendor submitted, a tracking report that did not even list a ship to address.
7. PayPay totally disregard these three glaring red flags that a child could have caught and eventually sided with an obvious scammer.
Lessons: Know your vendor. Don’t purchase from internet pop-up ads. Don’t expect PayPal to help out if you do get scammed. Report your bad PayPal experiences with the Federal Trade Commission.

Long story short. I recently purchased a grill for my father's pickup truck. For $175 from Autoprooparts.com and used PayPal so I would be “protected”. Well the grill arrived broken and unusable. I reached out to the company with no responses. So of course I would turn to PayPal because I’m a “valued customer”. Well that’s been a extremely stressful experience for weeks. After they got the company to respond, I was told I had to send it back to get a refund. But it couldn’t go back to where I ordered it… they gave me an address in China. Well that would cost about $450…. And of course I was told I’m responsible for the shipping accordingly to PayPal. I called them back *third time now* to explain to them the new issue, including photos of damages again and the slip from ups with the quote. This has red flags and scam written all over it. They agreed that wasn’t right and they will handle it.
About a week goes by…. Now I’m being told I have to take this plastic grill to an authorized dealer, assess the damages and have them write a certified letterhead explaining the part is unusable to get a refund. They clearly have no idea what they are doing or talking about. It would be like ordering a box of kitchen dishes, then arriving shattered and being told a third party authorized dealer had to justify you had broken plates to be refunded. This is one of the worst experiences I’ve ever been through Over an online order. And PayPal is worst than the company that sold me the broken part.

Absolutely TERRIBLE experience trying to buy/transfer crypto (Ethereum) using PayPal. I purchased my Ethereum using PayPal after vetting out several other sites. I selected PayPal because they had competitive fees. What I didn't realize was, you can't transfer your crypto to a third party wallet (MetaMask, etc.) using their service. I called PayPal to dispute, and was told that the $60 fee I paid to purchase the crypto was lost. When I then went to sell my crypto, PayPal charged me ANOTHER $70 fee. In total, if you're trying to purchase/transfer/trade cryptocurrency, DO NOT use PayPal! Such a poor experience that I won't ever be using PayPal again for anything!

Completely untrustful company. There were numerous problems yesterday when I tried to transfer money from my own bank account to PayPal. Paypal asked a dozen times for SMS, email and other verifications. I verified myself and transfers several times with bank IDs. After making the SEPA transfer from the bank account to PayPal, the money left the account but did not appear in PayPal. After several hours, I got in touch with a chat service where the issue didn’t work out. I was then called from PayPal (English only, no service available in my own language) and again asked for multiple verifications (account number, SMS verification and personal information), despite PayPal calling me.
Paypal said there is a security risk when a customer with their bank IDs transfers money from their own bank account to the PayPal service and they need to verify the correctness of the transfer (despite the bank identification). PayPal claims the problem was with the Chrome browser I was using (?). Finally, today the money appeared in my PayPal account. PayPal is displayed as the payer of the money, so PayPal has taken over the money for the duration of the check. I do not understand the nature of the check because I paid the money with my bank ID from my bank account to my PayPal account.
Today I tried to pay for a purchase in an online store (Proshop.com). Payment for the purchase was suspended 21 times. I received an SMS verification request 11 times, 2 times I was asked to change my password and despite that the payment was not successful. Each time there was a message "We are unable to complete your purchase right now, return to the merchant page and try again". After 48 minutes and more than 20 attempts, I tried to contact the chat service. The chat service did not work at all. I called PayPal. Again, service in English only. PayPal explained that again there is a security risk and payment cannot be made. Said I could try to pay again after 72 hours. According to PayPal, they can’t say where the fault is, they just explained that it’s a security risk.
No need to explain that no transaction waits 72 hours for a pending payment transaction (ProShop waits 10 minutes). The product was not purchased. Now I tried to transfer money from PayPal back to my bank account without success. PayPal's statement: "There was a problem. We weren't able to transfer the money to the bank right now." I am now unable to transfer my own money from my PayPal account to my own bank account. The account is the same from which I transferred the money to PayPal. PayPal now has over € 1,000 of money stuck, and there is no information on when they can be transferred back to my own bank account.
PayPal is a completely invalid system. Transferring money from your own bank account with bank IDs is a "security risk", paying for purchases in a large online store is not possible because it is a security risk, and your own money cannot be transferred back to your own bank account. I strongly advise you to avoid using PayPal.

I understand that would apply to a company selling products, but not for for services already performed. There is a way to dispute, but I can't be going to customer service every time I get paid! The seller States that they have sent the ice maker but really all I’ve gotten is a ice scoop. The seller says the third give me back my $39 if I return the ice maker. The cost of returning the ice scoop that I have received back to China would cost me $49 of which PayPal would refund me once a year up to $30 so I would been -$19 of the $39 I’ve paid to the seller so it cost me $19 to get back $20 a total waste of time and money. I requested something I'd seen on the web and never got it; took a stab at reaching the shipper twice and got no reaction either time. I put a case in on the Paypal site and after they took a stab at reaching the business I got a full discount on the buy. I like that I can have various record installment alternatives and pick assuming I need to utilize a charge or Mastercard for my buy inside the Paypal framework with a keystroke.
I likewise like having the option to return to my Paypal record and print receipts for things on the off chance that I've lost the first receipts. On the other hand, if you're a teenager without any bank cards or credit card, Paypal isn't for you. Then wanted me to prove what I was selling. I have not sold anything through pay-pal only purchased items using my pay pal card. I gave them everything they needed and am still subject to be locked out of my account for at least a week.
I have all of my money in this account as I often use their services to cash my paychecks which by the way I pay quite a good amount towards fees to them in order to do this. Because of this I am broke and can't do the fun things I had planned with my children this weekend. They won't allow me access to my money which they should have no right to hold. Yet they will allow me to continue to add money to this very same account. Why exactly would I be stupid enough to continue to add money to an account that I can not get it back from is beyond me. And why pay pal would even think anyone at all would still want to do this is again beyond me.
I know that I will no longer be using pay pal services nor will I be paying their ridiculous amounts for fees any longer. If they are going to hold my hard earned money hostage from me then they will no longer be making any of that hard earned money from me for any reason. I hope this helps others in making a decision about if pay pal is safe or whether or not they are an honest fair company. I have had my account with them for over two years now and suddenly this is how they treat you. In this case the seller sent me a postcard in lieu of a bicycle. After the claim was denied I called PayPal to explain their error but they simply aren't Interested in helping the buyer because the seller is worth more to them financially. It's sad. I started using the service years ago for the peace of mind it provided for online transactions... that security doesn't exists anymore. I had a PayPal account, I bought some stock in pay pal, off and on had issues logging into pay pal. One day this was at the beginning of the year, I waited a bit hoping I would get some of my lost $10,000.00 back. Didn’t happen. So with my issues logging in, I searched the phone number online for PayPal. I found it instantly I called the number, like most places today they said wait time was over an hour long and if I wanted to I could save my place in line by pushing a number, which I did. I did get a call back, the man was very convincing, and after all the call came from pay pal right, nothing to suspect. Wrong. The man had an Indian accent, very nice and very professional, he convinced me to let him into my cell phone, this was something that had been done before by cell company and others.
He said he seen the issue and would rectify it. To make it more legit to me they put $2400.00 in my Venmo account to verify, took it out, put it back in several different times, I even asked why so much money use a dollar or two, mean time, I was very gullible, and after all I did see the money going into my Venmo account, and he knew I had two pay pal accounts and other information. Then he got into my Coinbase account to make a long story shorter, pay pal never did a thing, I spoke to their security team. They said they have issues with people's money stolen daily, Coinbase took for ever but they finally locked my account the $9,700.00 was pending and hadn’t left my account yet, finally I got coinbase to lock my account, told them of the issue, that thieves had gotten into my phone and scheduled transfers out of my account which when I reached them hadn’t left yet.
I waited over a week, and got thru the verification process, and opened the coinbase account again, they never did a thing all my money left the account, Coinbase did not help at all, Venmo did not help at all, in fact here we are over 6 months later and they will not give me my $142.00 that was left in that account, the thieves used Venmo and coinbase to rob me, using pay pal to set up the scam, pay pal did not help me in any way whatsoever. To date the FBI has not even contacted me back, paypal has not contacted me back, Venmo stole the last of the cash that the thieves left me $142.00.
They actually send me an email and said they closed my account for some nonsense, at first they said I requested it, which I did in February asking them to refund my balance and close it, they refused, they wanted a new bank account number, I made arrangements with my bank for them to let them use my old account number once to get the money and then close it final. Venmo refused. PayPal refused to correct the phone number on line which would cause others like myself to get robbed, I cannot believe my eyes or our United States allowing innocent people to get robbed and do nothing about it.
Paypal, Coinbase, Venmo seemingly all in together to rob the innocent without any repercussions at all, at least not that I am aware of likely the list of people getting scammed is huge and mine is a small amount compare to others, PLEASE DO NOT FALL VICTIM TO THESE SCAMMERS THAT ARE SUPPOSED TO BE LEGITIMATE. Do not allow call backs from any business ever. And do not allow anyone to have you download software to your cellphone ever. Any money lost is too much for anyone. I cannot believe what our government is allowing us all to fall prey to and retirement assets gone.

After being well aware of their horrible business practices, I still made the mistake of using them as a payment provider on my website for convenience. I ended up having to basically give my customer the item they purchase for free because PayPal refuses to send my money. I've provided proof of fulfillment and more.
They have refused to respond, and send the same automated message instead of connecting me with an actual human to provide answers. As a new business owner, my sales are important. I sell branded electronics since May 2020, mostly Apple, Samsung, Xiaomi, Sony, Canon, Huawei. I have a 100% review score and I was always looking to please my clients. I'd like to share a horror story with you related to a transaction I had during May 2021. A guy from India named Arun ** (username **) approached me and asked if I'd be willing to ship to India. He was a new buyer (account opened on ebay on May 06) with two positive feedbacks (from purchases he has made from some Chinese sellers). I gave him the benefit of the doubt as we all started somewhere right? Wrong. That was the biggest mistake I have ever made selling on eBay. So... I agreed to ship to India and the buyer has made the purchase ($1499 USD). I've made the arrangements with my supplier in HK and the item, a brand new iPhone 12 Pro Max was shipped to him, tracked.
After about 2 weeks (took a long time to clear customs) the item was finally cleared from customs. Once the parcel was delivered the buyer has opened a case on #Paypal claiming the box didn't contain the phone but some rubbish. At this point my supplier and I approached #DHL who were kind enough to provide CCTV camera footage of the parcel in their facility showing the weight of the package. This could be compared to a picture of the parcel on the weight at the supplier's warehouse. These were provided to Paypal together with a picture of the item next to the AWB paperwork. On 26th of June the case was closed by Paypal in my favour.
End of story? Not quite. In my stupidity I have left the funds in Paypal. On 9th of July paypal sends me an email saying "We've completed our review of this case and decided in the buyer’s favor. The refund amount of 1.499,00 USD has been withdrawn from your PayPal account..." WHAT??? So basically two weeks after they graciously let me keep my money, they take it away and give it to the scammer. I appealed the case once more and sent them copies of emails from DHL in which DHL declares that the parcel was opened in front of them, then closed back without anything missing. They went even further and have sent an agent to Arun ** address who declared that nothing is missing and everything is in order!!! This wasn't accepted by Paypal. Appeal rejected.
After multiple calls to their support center in Ireland I was suggested to send a signed and stamped letter from DHL, stating the above. I have done that too. At the same time, I managed to open a complaint with the police in Patna, India, and provided Paypal with the complaint registration number. They took another week or so to look into this and rejected again. My money and the brand new iPhone remains with the seller (which in the meantime has activated the phone and is using it of course). I tried to complain with the European Consumer Center but they said it's out of their hands. I tried to open a claim with #FairShake who seem to have a good track record of helping paypal users with this kind of issues. No go as FairShake doesn't work with Non US residents.
At this point I ask myself - Is anyone at Paypal even looks at documents that are sent in? Do they even care? Is there some kind of dumb AI closing and opening cases as it pleases? Or is someone in Paypal's fraud department working hand in hand with scammers to scam sellers and get both products and money they are not entitled to? Maybe Dan Schulman, Paypal's CEO (**) needs to look into these practices and maybe investors looking to buy Paypal shares need to think again if they want to buy shares of a company that has a track history of stealing from its users.

I Made a huge sale and will deliver in person. However, PayPal decided to hold entire amount for 21 days. I can’t complete order as travel is part of the payment. Caused a huge mess/confusion for me and customer. Holding entire funds randomly is not conducive to small business. Just bouncing back after COVID and now this. Just a side note, said it was because amount is more than usual. Not true, I’ve done business with same person for almost same amount before COVID. Customer Service is a joke. You would think that as huge as they are PayPal would offer partial payment releases so as not to cause hardship to business owner. No. Needless to say, the custom items can’t be completed without payment. Payment can’t be released for 21 days when product is due in hand in 10 days. PayPal doesn’t give details of what their “computer generated random review” is looking for. The explanation is generic and if you are a seasoned account holder you think they you don’t fall into their category. They stated it was standard when you have new account. Again, over 5 years here and even in early stages - no hold. And make no mistake - they double down on their messages: PayPal’s solution is 3 options - 1. Wait the 21 days and shut up; 2. Refund it and shut up or 3. Refund it, have them pay another way and shut up. I received message loud and clear - We don’t care about you or your business. SHUT UP.

I bought a product on Alibaba and specifically paid more to use Paypal, in case that something happens with it, because they offer a "buyer protection", and a full refund. Unfortunately the product arrived completely wasted, the seller didn't want to take any responsibility and I didn't have any choice than to file a claim with Paypal. The purchase that I made, had to to it in 3 payments for the limit of my debit card, so had to open 3 cases. Sent all the proof and a few days later, 1 case was closed in my favor, but the other 2, was denied.
When I talk to a representative, they told me that won't be covered because I intended to resell it (??¿¿). I explained the situation, their website has a list of what it's not covered, and doesn't mention that. And that's it. I paid for their services, they advertise that I'll be protected with my purchase and I'm not. They say that it's their own discretion to decide to cover it or not. At the end, they're an accomplice of the seller. Don't use this platform if you think that will be covered if something happens with your purchase. Because depending how they wake up that day, they will do it or not.

In the past year, I have filed 3 disputes with PayPal, all denied! The first 2 were for overseas purchases. PayPal tells you to return the items, which more than likely cost more than what you pay for the items not as described. Overseas sellers know this so they take the chance to ship whatever in whatever condition knowing you won't ship it back! PayPal allows this to continue. How do you stop this practice from continuing? You can't because you have NO PROTECTION from being shipped something other than what you ordered! BUT THIS LAST DECLINE.... it was against Walmart!
PayPal continues to decline the claim stating I haven't proved I returned the items. I have given PayPal the tracking number 3 times. I have proof the date and time the package was returned. We have used PayPal for 20+ years and ended up with a dispute where the seller had an ad and sold us something that was not 14K after we got correspondence and confirmation it is. My wife can't wear lesser alloys than 14K due to allergic reactions. The item was not 14K and we took pictures of the actual gold content, the stones were also not what we were told. We asked PayPal to step in. It seemed clear-cut to me. The seller sold earrings that he confirmed (in writing) were 14K and they were not. We have the markings of the item, pictures of the ad, message screenshots and it was a no brainer. But PayPal said they did not find in our favor since we "altered the item."
I have no idea how they would come to such a conclusion. They can clearly see it's 10K and not 14K and the seller even offered us 50.00 (which was not enough but it was an admission of guilt). Paypal denied the claim and gave no proof that the item was altered. They quite simply don't care that customers are frauded. Maybe they are frauds and this is why...not sure but I would have been better served by going with my credit card company. It's too late now. I trusted PayPal to do the right thing and they don't care. They do the easy thing. I'm no longer a faithful customer and will find another way to pay. If they can't even find in favor on this case then there is no real protection by using them.

They verified that the sender had initiated the refund immediately. 24 hours later the transaction Posted to PayPal's account.

The person who I sent the money to has no linked bank account and never sent the money to their bank. I informed PayPal of this. (I contacted Paypal VIA their messenger. That never happened. Then they said they were waiting on the person I sent the money to to initiate a refund. I informed them the person already initiated the refund 2 days prior. Then they said that I had already been refunded to my cash account.
I informed them that my cash account had a $0 balance. Then they said they were waiting on the bank to refund the money. I again informed them that the bank never receive the money because the sender never sent the money to a bank. Then they said the money would be refunded back to my credit card. A couple of days later I checked with my bank. They said they have not received anything from PayPal. I contact PayPal again. On top of everything, the funds that I have with them cannot be withdrawn or transferred to a bank for 180 days. It seems that they can do whatever they want and the consumer is at their mercy. I made a $400 purchase in April that by 6/23 I am still being charged for. Of the $400 purchase, the merchant (FashionNova) sent dirty and used clothing so I returned 95% of the order. I disputed with my bank (Chase) and the case was closed in my favor after I provided proof of return via tracking and shipping label. PayPal however, has been charging me with interest since day one. Every time I opened a dispute they would close it in bad faith without letting me know. When I would call they would tell me it's pending. One rep went as far as to say "if chase gave you the money back and we didn't. It's because we had to take a loan for your pay in four that we have to pay back." So it is my fault I received bad merch then returned it so I should still pay for it??!! LOL With Quadpay and other payment processors, paypal is no longer number1 and certainly not a trusted partner to monitor or facilitate financial transactions.

I can to personally call them to fix my account. They said they wanted to verify I was the right person on the account. So now I'm out $35 because I have to pay my landlord back..then it gets worse.
So while I'm waiting for the refund of 1250. I send another 1250 to my landlord so I can secure the new apartment. Well fees again..turns out there is an option to choose family versus business but it's well hidden. Nothing about it pops up when I went to pay. There is a very tiny arrow that you click on. It's not very apparent. After being a PayPal user for years now, I can't believe this has happened to me. I received an email from PayPal informing me that my account had been suddenly and permanently closed due to "suspicious activity". I used my PayPal account strictly to manage payments from my eBay storefront and transfer them to my checking account. The account saw maybe $500 going in and out of it every year. When I reached out to their customer service department, they said appeals on this issue rarely work out in favor of the end-user. Unbelievable. I guess their AI-managed fraud detection services sometimes catch innocent folks like me in their net?
When you are banned from PayPal, you are permanently unable to link your phone number and banking information to their services, so simply creating another account with them isn't an option. Thank goodness eBay now allows sellers to transfer payments directly to their bank accounts. I wouldn't recommend using PayPal, considering their willingness to treat long-time users like criminals.

I wish I could write this review with NO stars but you have to give at least one to post. I placed an order and used PayPal as my payment option. The next day I canceled the order and asked for a refund. The company did refund the monies back to PayPal with no problems. I called PayPal and asked that the monies be returned to my bank account and they said that it would take 5-7 business days.
Three weeks later I am still fighting with PayPal for a credit back to my account. So now I am told that I have no bank account linked for them to refund it to. When asked why they just don't refund it back to my credit card used the answer was that they have to refund it back to the bank the card was issued from. So now I provide that info and now I'm being told that I have to wait a few days for the PayPal system to update my banking info, as if 3 weeks was not bad enough. So now I have to check back in a few days to see if everything is linked so I can get my refund. The money was taken out as soon as I placed the order but I'm three weeks going on 4 weeks waiting for a refund. This is UNACCEPTABLE for customers to go through. AVOID using PayPal....

Of course it is almost certainly linked to a scammer. I immediately challenged the $199.99 USD transaction and noticed that the $200 AUD had been cancelled and I had been refunded $200 AUD. Unfortunately that means I am out the difference between $199.99 USD and $200 AUD which is about $40. They put one of my payments on hold for more than three weeks. I complained to the BBB.
They then put limitations on when I wanted to close my account, some bull about suspicious activity, so now they want me to send bank statements, jump through hoops just so I can close my account. Why the limitations when I won't be using it anyway! They still say I have to do all that to close it, so now I'm just going to leave it with all the limitations they want to impose, because I wouldn't use this company again if they paid me. There are more trustworthy companies out there, Paypal definitely isn't one of them, I'm surprised they're still in business. Sometimes the seller does not accept those payments and you aren't aware, because Ebay doesn't let you know, until you go back to your account and your item is still in your basket. You end up paying and since they only put the seller information on your statement, you don't know if you are paying for something you never received or not and they are still bugging you for a payment for something you never received. Paypal is unaware of a current rampant internet delivery scam where the seller gets a USPS tracking number going to another address in order recipient's zip code, and sends a small package to the wrong mailing address to get a tracking number. So when the order recipient notifies paypal that they never received the item, Paypal will turn down the dispute if the seller sends a USPS tracking number going to the same zip code.
I ordered some merchandise from the website ** from a merchant named Ser.Trescot out of Jacksonville, FL. When I notified Paypal that I never received the merchandise, they turned down my dispute because the seller Ser.Trescot sent Paypal a tracking number showing an item delivered. When I went to the USPS local office with the exact tracking number provided by the seller, and asked the Post Office the GPS coordinates to show where the item was delivered, the Post Office told me it was delivered to an address within my zip code, but not to my home address. This is a rampant scam. Yes, an item was delivered to a resident in my same zip code, but it wasn't the ordered merchandise based on the weight of the item sent. The USPS Local Office wrote a letter specifying that it item associated with that specific tracking number was not delivered to my address.
I also had USPS "Informed Delivery" which shows no such item with that tracking number was delivered on the date and time that the USPS tracked item showed to my home address. Thank goodness, I put the charge on my VISA credit card thru paypal, which resolved the issue in my favor. I'm so disappointed in PayPal in their quick false resolution, which would have cost me a pretty penny.
Just because a merchant has a usps tracking number, it doesn't verify that the item was delivered to the exact correct orderer mailing address. The seller can put another address on the package so that the orderer never receives it, though it looks like they have. The usps tracking website doesn't show the exact delivery address, only verifies it was delivered in the same zip code. Shame on pay pal.

2) I reported the phone number/email address/contact information for the individual who scammed me, understanding that this person has defrauded others in the same manner. They put my account on that limitation saying it was a potential risk or has done a violation.
