Paypal is convenient and mostly easy to use. And there is no charge for casual transactions as long as you have bank account information on file with PayPal. The company needs to make clear that if you choose to use a bankcard instead of bank account you will incur a charge.

But when I notice that there was a activation fee, I click on to cancel, After doing that I check my CIBC online account, A charge went through from Pay Pal to intelius, I could not find a toll free number for Pay Pal, But found another phone number for them, That I call, The guy that I was talking to said that they didn't have a charge showing, But after 30 minutes he finally found it, I told him I wanted my cibc account credited, I was on the phone with him for close to a hour, Just to get credited for a $1.25. The next day I finally found a toll free number for them, I call them again, To cancel my account with them, They ask me why, I explain to them what happen, They said they could not find the charge, Then after 20 minutes they found it.

I told them again I want to be credited for it, He told me he would credit my cibc account, And cancel my Pay Pal Account, A couple hour later I check my email, It was shown they open up a account for me, I call them back, And ask them why they open up another account for me, He said it must be spam email, But I told him it was clearly showing that the message was from Pay Pal Canada, He was arguing with me for over 10 minutes that it wasn't them who sent the email, But he told me he had no record of me calling before to cancel my Account, Hell would freeze over he they could get their facts Straight, This is the second time I have had a charge on my cibc account through Pay Pal Canada, That I did not make, I would advise no one to signup for a account through them. I have had a PayPal account for 21 years, since 2000. In April of 2021 I was notified that my account was suspended, and all my funds frozen by PayPal for 180 days, due to “Acceptable Use Policy violation”, whatever that means. At that time, I was informed that at the end of 180 days I would get instructions on how to transfer my money out of PayPal. I have filed a complaint with Consumer Financial Protection Bureau, to which PayPal has responded: “PayPal will make any remaining funds available to me for withdrawal on or before October 2, 2021, and PayPal will notify me of this via email”.

I logged in to my PayPal account on September 30, 2021 and found my balance ($272.38) was withdrawn by PayPal to zero, “due to damages, caused by Acceptable Use Policy violation damages”. What damages?! I called PayPal and after a significant wait was promptly told by a representative that there was nothing she could do and when I requested to speak to her manager, she told me that the manager would tell me the same thing. When I insisted, she placed me on hold and never came back on the phone. I hung up after about 45 minutes of waiting. Customer service at PayPal is non-existent.

The bottom line is that PayPal broke their promise to release my money and without notification or any legal judgement, PayPal has confiscated all my money. I never broke any law. There was never any explanation as to what the “damages” were, I have caused and was being charged for. After extensive research, it became apparent that PayPal has been using its “policies” for some time to justify illegal and fraudulent practices of stealing money from their customers.

A reasonable person may accept the fact when a legitimate breach of policy may be used to prevent someone from using a service, but to take someone’s property without a court order or any legal process constitutes theft in any civilized society. No person in their right mind would knowingly do business with PayPal under these circumstances. There are tens of thousands of complaints against PayPal and several class actions suits. What they are doing is wrong and should be punishable by law!

I was scammed by an entity posing as a legitimate, well-known company. Scammers sent me notices that my membership with the legit company was expiring soon, which is true. The notices had the real company logo. I clicked a button on the notice to pay and was taken directly to Paypal. After I completed payment, what appeared was notice that said I had made payment to "Hot Deals." I contacted the legit company and was told they did NOT send any of the email notices about my membership expiring (even though it will be expiring soon) and the payment did NOT go to the legit company.

I contact Paypal within LESS than an hour after the transaction to tell them I was scammed and a victim of fraud. Paypal told me I had to resolve it with the "seller". How can you resolve something with an entity with criminal intent that purposely scammed you? Paypal would NOT do anything to help me. They told me I had to file a complaint. I wrote out a complaint and had to give my personal info including name and address, which I did thinking it was going to Paypal. Instead, Paypal sent that info directly to Hot Deals. So now not only did they steal my money, now I am in danger of ID theft. Paypal would NOT do anything to help me. They closed my case. Yes, the case is officially CLOSED.

Paypal only cares about the money that they receive from processing fees from transactions. They do NOT care about all the people losing money from being scammed on their site. I saw in their "community" that others have suffered the same fate I had and Paypal does NOT do anything to help people. They do NOT investigate or stop these criminals from continuing to prey on innocent people by using Paypal. So Paypal is complicit in these crimes.

When the bumper came it I took it to a body shop for installation, the shop notified me that the bumper had a manufacturing defect and would take a minimum of 8 hours labor to repair. I opened a dispute with paypal and showed them pictures of the bumper placed on the car to test for fitment, showing the bumper did not properly fit. Paypal denied my dispute stating I had installed and driven the vehicle. I called paypal and appealed, they asked for a letter from the shop stating they had not modified it and it would take 8 hours to repair. I submitted the letter and was denied again for "modifying the bumper."

I called again, and again, and again... Every time they reopened the case and then denied it the same day for the same reason! I then sat on hold with another rep for 1.5 hours while she reviewed the evidence and she got back to me and told me the case was closed in my favor and apologized for the difficulty I went thru. I got a email the next day stating my case was denied. I called again and the agent told me we will not find in your favor, call your credit card company.

They cancelled a colleague of mine's account for gambling because his church used his PayPal for a church raffle to replace the church's AC unit. They cancelled my account with $4000 in it and said "we will release your funds in 180 days." Well 180 days passed and they released my money to themselves because of "Damages caused by me having to hold $4000 in their account after refusing to release it to me and demanding I hold it in my account." I will be serving papers to their registered agent this week. I don't care who they are. They are going to pay me what they owe me. Last month I purchased Apple AirPod Pros online at a good price from a seller in NY with confidence because the vendor was PayPal approved. To summarize, the AirPod Pros were both counterfeit and defective and PayPal’s Resolution Center and PayPal’s final offer to me was that I would get my $114.98 returned to me only after I mailed the counterfeit AirPod Pros to China (?) at my expense — which would cost me between $30 to $50.

There were so many things wrong with the way PayPal handled my claim that’s it’s difficult to know where to start. In chronological order here’s what happened. Immediately upon receiving the AirPod Pros I opened the package, checked to make sure they were charged and then connected them to Bluetooth on my IPhone. Next I started checking their features. Since I was already familiar with the AirPod Pros, I knew how they should work. First I noticed that the “clicking” touch feature sounded strange and was erratic — often not working at all. Next I noticed that the noise cancellation feature did not work at all. That was one of the best features of the Pros. In the belief that I had just got a defective product, I got online and scheduled an appointment the next day at my local Apple Store.

When I took the Pros in the Apple technical first said they would probably just give me a new set and take the defective ones. He then took the Pros to verify the serial number. That’s when he discovered that they were counterfeit — not an Apple product. He suggested I return them to the seller and he gave me a copy of the work order stating that they were counterfeit.

Aware that PayPal requested that the buyer first contact the seller before filing a complaint with them, I emailed the seller in NY. I told them Apple said their product was counterfeit. The seller responded by apologizing and offering a small, partial refund if I would pay to return the product to them. There was no denial by them that the product was counterfeit. I declined. The seller responded with a second offer of 50% refund and I could keep the defective counterfeits. I declined again. The seller then responded for a third time with a response that was confusing and conflicting in its wording but clearly not acceptable.

After this third unsuccessful attempt to work with the seller, I filed a claim with PayPal’s Resolution Center. And that is where this whole affair started getting surrealistic. I had a picture in my mind of PayPal being a strong advocate of the consumer — someone I could rely on to protect me from fraudulent vendors. I pictured them to be somewhat like Amazon or WalMart in that respect. Believe me, they are not.

I found it very difficult uploading documents to attach to my claim. It took a second attempt and even then I was not sure it had all gone thru. PayPal forwarded my claim to the seller and then gave me their response — which was exactly their earlier offer that I had rejected. I was given 2 options by PayPal — to accept or decline. I declined. I wanted to upload more documents to PayPal — things I had not been able to upload earlier because of their limitation of upload volume as well as how difficult it was. There was no option by the Resolution Center to do that unless they requested it first.

Then the Resolution Center sent me an email that the seller agreed to refund me the total of $114.98 — BUT there were conditions attached. The devil is always in the detail. Even though I had purchased the product from a NY vendor and they were mailed to me from a NY address, I had to return them to China AT MY EXPENSE to one of the strangest addresses I had ever heard of. It was not a street address — more a description of a location and a full paragraph long. And until it was received and in an acceptable condition as determined by the vendor my refund would not be paid. I could see where that was going.

The Resolution Center further stated that if I didn’t comply within 10 days they would close out my claim. They left me with no other option — either comply fully and pay the expensive postage with no assurance I would ever see my original investment or give up on my claim. I already knew the vendor was selling defective counterfeit products and now I was expected to give them back their product and trust them not to lie again and allow me to get my $114.98 back. Didn’t PayPal see that the vendor was coming out of this with no loss at all and it was costing me from $30 to $50 at best? They wanted me to risk even more loss.

Now, one more observation about PayPal’s Resolution Center — after trying to work with them I am now of the opinion that their operating system is intentionally designed to benefit the seller and not the customer. My guess is that it is all structured on the dollar and what is more profitable to PayPal. I even have my doubts that there is actually a physical staff working for the Resolution Center. To me everything seems to be “canned” — their actions and responses. I could not find a single way to talk to a live person or to exchange emails with a live human being. Their online chat is clearly with a machine because often its responses are not even relevant.

I will probably never know if PayPal agreed with me that the vendor was selling defective and counterfeit Apple products and they just didn’t care. I won’t know if anyone at PayPal actually looked at the Apple work order I sent them that clearly stated the product was counterfeit or looked at the photo of the vendor’s webpage claiming they were selling the AirPod Pros to me as legitimate Apple products. But regardless, PayPal decided I should be the one to suffer a loss and not their vendor.

Long story short. I recently purchased a grill for my father's pickup truck. For $175 from Autoprooparts.com and used PayPal so I would be “protected”. Well the grill arrived broken and unusable. I reached out to the company with no responses. So of course I would turn to PayPal because I’m a “valued customer”. Well that’s been a extremely stressful experience for weeks. After they got the company to respond, I was told I had to send it back to get a refund. But it couldn’t go back to where I ordered it… they gave me an address in China. Well that would cost about $450…. And of course I was told I’m responsible for the shipping accordingly to PayPal. I called them back *third time now* to explain to them the new issue, including photos of damages again and the slip from ups with the quote. This has red flags and scam written all over it. They agreed that wasn’t right and they will handle it.

About a week goes by…. Now I’m being told I have to take this plastic grill to an authorized dealer, assess the damages and have them write a certified letterhead explaining the part is unusable to get a refund. They clearly have no idea what they are doing or talking about. It would be like ordering a box of kitchen dishes, then arriving shattered and being told a third party authorized dealer had to justify you had broken plates to be refunded. This is one of the worst experiences I’ve ever been through Over an online order. And PayPal is worst than the company that sold me the broken part.

Absolutely TERRIBLE experience trying to buy/transfer crypto (Ethereum) using PayPal. I purchased my Ethereum using PayPal after vetting out several other sites. I selected PayPal because they had competitive fees. What I didn't realize was, you can't transfer your crypto to a third party wallet (MetaMask, etc.) using their service. I called PayPal to dispute, and was told that the $60 fee I paid to purchase the crypto was lost. When I then went to sell my crypto, PayPal charged me ANOTHER $70 fee. In total, if you're trying to purchase/transfer/trade cryptocurrency, DO NOT use PayPal! Such a poor experience that I won't ever be using PayPal again for anything!

Completely untrustful company. There were numerous problems yesterday when I tried to transfer money from my own bank account to PayPal. Paypal asked a dozen times for SMS, email and other verifications. I verified myself and transfers several times with bank IDs. After making the SEPA transfer from the bank account to PayPal, the money left the account but did not appear in PayPal. After several hours, I got in touch with a chat service where the issue didn’t work out. I was then called from PayPal (English only, no service available in my own language) and again asked for multiple verifications (account number, SMS verification and personal information), despite PayPal calling me.

Paypal said there is a security risk when a customer with their bank IDs transfers money from their own bank account to the PayPal service and they need to verify the correctness of the transfer (despite the bank identification). PayPal claims the problem was with the Chrome browser I was using (?). Finally, today the money appeared in my PayPal account. PayPal is displayed as the payer of the money, so PayPal has taken over the money for the duration of the check. I do not understand the nature of the check because I paid the money with my bank ID from my bank account to my PayPal account.

Today I tried to pay for a purchase in an online store (Proshop.com). Payment for the purchase was suspended 21 times. I received an SMS verification request 11 times, 2 times I was asked to change my password and despite that the payment was not successful. Each time there was a message "We are unable to complete your purchase right now, return to the merchant page and try again". After 48 minutes and more than 20 attempts, I tried to contact the chat service. The chat service did not work at all. I called PayPal. Again, service in English only. PayPal explained that again there is a security risk and payment cannot be made. Said I could try to pay again after 72 hours. According to PayPal, they can’t say where the fault is, they just explained that it’s a security risk.

No need to explain that no transaction waits 72 hours for a pending payment transaction (ProShop waits 10 minutes). The product was not purchased. Now I tried to transfer money from PayPal back to my bank account without success. PayPal's statement: "There was a problem. We weren't able to transfer the money to the bank right now." I am now unable to transfer my own money from my PayPal account to my own bank account. The account is the same from which I transferred the money to PayPal. PayPal now has over € 1,000 of money stuck, and there is no information on when they can be transferred back to my own bank account.

PayPal is a completely invalid system. Transferring money from your own bank account with bank IDs is a "security risk", paying for purchases in a large online store is not possible because it is a security risk, and your own money cannot be transferred back to your own bank account. I strongly advise you to avoid using PayPal.

I do not get paid unless a customer is happy with the service already performed. Yet Paypal holds my payments and claims they do that in case the customer is unhappy. I understand that would apply to a company selling products, but not for for services already performed. There is a way to dispute, but I can't be going to customer service every time I get paid! The USPS customer care chat clearly stated that the item has not been delivered to my address but to a different address in the same zip code. USPS asked me to file a report to the postal inspectors. The seller States that they have sent the ice maker but really all I’ve gotten is a ice scoop. The seller says the third give me back my $39 if I return the ice maker. The cost of returning the ice scoop that I have received back to China would cost me $49 of which PayPal would refund me once a year up to $30 so I would been -$19 of the $39 I’ve paid to the seller so it cost me $19 to get back $20 a total waste of time and money. I requested something I'd seen on the web and never got it; took a stab at reaching the shipper twice and got no reaction either time. I put a case in on the Paypal site and after they took a stab at reaching the business I got a full discount on the buy. I like that I can have various record installment alternatives and pick assuming I need to utilize a charge or Mastercard for my buy inside the Paypal framework with a keystroke.

I likewise like having the option to return to my Paypal record and print receipts for things on the off chance that I've lost the first receipts. On the other hand, if you're a teenager without any bank cards or credit card, Paypal isn't for you. There are two reasons, first is you're below 18 years old and the last one is you cannot verify your account without bank account.

Then wanted me to prove what I was selling. I have not sold anything through pay-pal only purchased items using my pay pal card. I gave them everything they needed and am still subject to be locked out of my account for at least a week.

I have all of my money in this account as I often use their services to cash my paychecks which by the way I pay quite a good amount towards fees to them in order to do this. Because of this I am broke and can't do the fun things I had planned with my children this weekend. They won't allow me access to my money which they should have no right to hold. Yet they will allow me to continue to add money to this very same account. Why exactly would I be stupid enough to continue to add money to an account that I can not get it back from is beyond me. And why pay pal would even think anyone at all would still want to do this is again beyond me.

I know that I will no longer be using pay pal services nor will I be paying their ridiculous amounts for fees any longer. If they are going to hold my hard earned money hostage from me then they will no longer be making any of that hard earned money from me for any reason. I hope this helps others in making a decision about if pay pal is safe or whether or not they are an honest fair company. I have had my account with them for over two years now and suddenly this is how they treat you. I know that if I were to treat the customers that come into my business this way I would not be in business for very long.

I had a PayPal account, I bought some stock in pay pal, off and on had issues logging into pay pal. One day this was at the beginning of the year, I waited a bit hoping I would get some of my lost $10,000.00 back. Didn’t happen. So with my issues logging in, I searched the phone number online for PayPal. I found it instantly I called the number, like most places today they said wait time was over an hour long and if I wanted to I could save my place in line by pushing a number, which I did. I did get a call back, the man was very convincing, and after all the call came from pay pal right, nothing to suspect. Wrong. The man had an Indian accent, very nice and very professional, he convinced me to let him into my cell phone, this was something that had been done before by cell company and others.

He said he seen the issue and would rectify it. To make it more legit to me they put $2400.00 in my Venmo account to verify, took it out, put it back in several different times, I even asked why so much money use a dollar or two, mean time, I was very gullible, and after all I did see the money going into my Venmo account, and he knew I had two pay pal accounts and other information. Then he got into my Coinbase account to make a long story shorter, pay pal never did a thing, I spoke to their security team. They said they have issues with people's money stolen daily, Coinbase took for ever but they finally locked my account the $9,700.00 was pending and hadn’t left my account yet, finally I got coinbase to lock my account, told them of the issue, that thieves had gotten into my phone and scheduled transfers out of my account which when I reached them hadn’t left yet.

I waited over a week, and got thru the verification process, and opened the coinbase account again, they never did a thing all my money left the account, Coinbase did not help at all, Venmo did not help at all, in fact here we are over 6 months later and they will not give me my $142.00 that was left in that account, the thieves used Venmo and coinbase to rob me, using pay pal to set up the scam, pay pal did not help me in any way whatsoever. To date the FBI has not even contacted me back, paypal has not contacted me back, Venmo stole the last of the cash that the thieves left me $142.00.

They actually send me an email and said they closed my account for some nonsense, at first they said I requested it, which I did in February asking them to refund my balance and close it, they refused, they wanted a new bank account number, I made arrangements with my bank for them to let them use my old account number once to get the money and then close it final. Venmo refused. PayPal refused to correct the phone number on line which would cause others like myself to get robbed, I cannot believe my eyes or our United States allowing innocent people to get robbed and do nothing about it.

Paypal, Coinbase, Venmo seemingly all in together to rob the innocent without any repercussions at all, at least not that I am aware of likely the list of people getting scammed is huge and mine is a small amount compare to others, PLEASE DO NOT FALL VICTIM TO THESE SCAMMERS THAT ARE SUPPOSED TO BE LEGITIMATE. Do not allow call backs from any business ever. And do not allow anyone to have you download software to your cellphone ever. Any money lost is too much for anyone. I cannot believe what our government is allowing us all to fall prey to and retirement assets gone.

After being well aware of their horrible business practices, I still made the mistake of using them as a payment provider on my website for convenience. I ended up having to basically give my customer the item they purchase for free because PayPal refuses to send my money. I've provided proof of fulfillment and more.

They have refused to respond, and send the same automated message instead of connecting me with an actual human to provide answers. As a new business owner, my sales are important. Actually getting the funds I receive for the work that I put in to my website is critical. But this does not matter to this company at all. If you actually need the funds from the sales you get, I definitely would not recommend using this company.

I sell branded electronics since May 2020, mostly Apple, Samsung, Xiaomi, Sony, Canon, Huawei. I have a 100% review score and I was always looking to please my clients. I'd like to share a horror story with you related to a transaction I had during May 2021. A guy from India named Arun ** (username **) approached me and asked if I'd be willing to ship to India. He was a new buyer (account opened on ebay on May 06) with two positive feedbacks (from purchases he has made from some Chinese sellers). I gave him the benefit of the doubt as we all started somewhere right? Wrong. That was the biggest mistake I have ever made selling on eBay. So... I agreed to ship to India and the buyer has made the purchase ($1499 USD). I've made the arrangements with my supplier in HK and the item, a brand new iPhone 12 Pro Max was shipped to him, tracked.

After about 2 weeks (took a long time to clear customs) the item was finally cleared from customs. Once the parcel was delivered the buyer has opened a case on #Paypal claiming the box didn't contain the phone but some rubbish. At this point my supplier and I approached #DHL who were kind enough to provide CCTV camera footage of the parcel in their facility showing the weight of the package. This could be compared to a picture of the parcel on the weight at the supplier's warehouse. These were provided to Paypal together with a picture of the item next to the AWB paperwork. On 26th of June the case was closed by Paypal in my favour.

End of story? Not quite. In my stupidity I have left the funds in Paypal. On 9th of July paypal sends me an email saying "We've completed our review of this case and decided in the buyer’s favor. The refund amount of 1.499,00 USD has been withdrawn from your PayPal account..." WHAT??? So basically two weeks after they graciously let me keep my money, they take it away and give it to the scammer. I appealed the case once more and sent them copies of emails from DHL in which DHL declares that the parcel was opened in front of them, then closed back without anything missing. They went even further and have sent an agent to Arun ** address who declared that nothing is missing and everything is in order!!! This wasn't accepted by Paypal. Appeal rejected.

After multiple calls to their support center in Ireland I was suggested to send a signed and stamped letter from DHL, stating the above. I have done that too. At the same time, I managed to open a complaint with the police in Patna, India, and provided Paypal with the complaint registration number. They took another week or so to look into this and rejected again. My money and the brand new iPhone remains with the seller (which in the meantime has activated the phone and is using it of course). I tried to complain with the European Consumer Center but they said it's out of their hands. I tried to open a claim with #FairShake who seem to have a good track record of helping paypal users with this kind of issues. No go as FairShake doesn't work with Non US residents.

At this point I ask myself - Is anyone at Paypal even looks at documents that are sent in? Do they even care? Is there some kind of dumb AI closing and opening cases as it pleases? Or is someone in Paypal's fraud department working hand in hand with scammers to scam sellers and get both products and money they are not entitled to? Maybe Dan Schulman, Paypal's CEO (**) needs to look into these practices and maybe investors looking to buy Paypal shares need to think again if they want to buy shares of a company that has a track history of stealing from its users.

Just a side note, said it was because amount is more than usual. Not true, I’ve done business with same person for almost same amount before COVID. Customer Service is a joke. They continued to read statements to me instead of listening.

You would think that as huge as they are PayPal would offer partial payment releases so as not to cause hardship to business owner. No. Needless to say, the custom items can’t be completed without payment. Payment can’t be released for 21 days when product is due in hand in 10 days. PayPal doesn’t give details of what their “computer generated random review” is looking for. The explanation is generic and if you are a seasoned account holder you think they you don’t fall into their category. They stated it was standard when you have new account. Again, over 5 years here and even in early stages - no hold. And make no mistake - they double down on their messages: PayPal’s solution is 3 options - 1. Wait the 21 days and shut up; 2. Refund it and shut up or 3. Refund it, have them pay another way and shut up. I received message loud and clear - We don’t care about you or your business. SHUT UP.

I bought a product on Alibaba and specifically paid more to use Paypal, in case that something happens with it, because they offer a "buyer protection", and a full refund. Unfortunately the product arrived completely wasted, the seller didn't want to take any responsibility and I didn't have any choice than to file a claim with Paypal. The purchase that I made, had to to it in 3 payments for the limit of my debit card, so had to open 3 cases. Sent all the proof and a few days later, 1 case was closed in my favor, but the other 2, was denied.

When I talk to a representative, they told me that won't be covered because I intended to resell it (??¿¿). I explained the situation, their website has a list of what it's not covered, and doesn't mention that. And that's it. I paid for their services, they advertise that I'll be protected with my purchase and I'm not. They say that it's their own discretion to decide to cover it or not. At the end, they're an accomplice of the seller. Don't use this platform if you think that will be covered if something happens with your purchase. Because depending how they wake up that day, they will do it or not.

PayPal tells you to return the items, which more than likely cost more than what you pay for the items not as described. Overseas sellers know this so they take the chance to ship whatever in whatever condition knowing you won't ship it back! PayPal allows this to continue. How do you stop this practice from continuing? You can't because you have NO PROTECTION from being shipped something other than what you ordered! BUT THIS LAST DECLINE.... it was against Walmart!

PayPal continues to decline the claim stating I haven't proved I returned the items. I have given PayPal the tracking number 3 times. I have proof the date and time the package was returned. WALMART has never disputed receiving the return. Walmart told me they have tried to refund my purchase but PayPal keeps returning to them as failed. We have used PayPal for 20+ years and ended up with a dispute where the seller had an ad and sold us something that was not 14K after we got correspondence and confirmation it is. My wife can't wear lesser alloys than 14K due to allergic reactions. The item was not 14K and we took pictures of the actual gold content, the stones were also not what we were told. We asked PayPal to step in. It seemed clear-cut to me. The seller sold earrings that he confirmed (in writing) were 14K and they were not. We have the markings of the item, pictures of the ad, message screenshots and it was a no brainer. But PayPal said they did not find in our favor since we "altered the item."

I have no idea how they would come to such a conclusion. They can clearly see it's 10K and not 14K and the seller even offered us 50.00 (which was not enough but it was an admission of guilt). Paypal denied the claim and gave no proof that the item was altered. They quite simply don't care that customers are frauded. Maybe they are frauds and this is why...not sure but I would have been better served by going with my credit card company. It's too late now. I trusted PayPal to do the right thing and they don't care. They do the easy thing. I'm no longer a faithful customer and will find another way to pay. If they can't even find in favor on this case then there is no real protection by using them.

I asked if they require a CVC number and they said no. So much for security. I proceeded to cancel my credit card with the bank and they will void the transaction. I thought that the matter was closed. However, Paypal has chosen to cancel my account with them so that I can no longer receive or send funds. I have been with them for over 10 years and this is what I can expect from them.

On top of everything, the funds that I have with them cannot be withdrawn or transferred to a bank for 180 days. It seems that they can do whatever they want and the consumer is at their mercy. Rather than followup with the company that received the funds to inquire how they were able to use the credit card and determine the culprit, Paypal would rather not mention it to the company and consider me a bad security risk. He then tried to lie to me about the transaction, and when I called him on it he got even more rude, (If that was even possible). He said that it is not his problem and that was that. Before he could hang up on me. I told him to cancel my account. He said fine and then said that I would receive an email with the confirmation. This is the best part that really makes me want the world to know how they handle things. I got 34 emails telling me that my account was canceled. I purchased an item using PayPal. The "seller" never sent a confirmation so I contacted them via email. I received an email with a tracking number included.. Since it wasn't delivered to me I filed a claim with USPS. They contacted me via phone and said it was delivered to a different address and a different person. A "business" in my town which is across the country from where it was shipped and has only 18k people. The USPS only shows the city in the tracking information which is how the scammer gets around quick tracking number checks.

Because they sent a tracking to PayPal, PayPal refuses to refund me stating that I need to file a dispute with the information from the Post Office. Since the tracking order was for someone else the Post Office will not provide me with anything in writing. So, I am out $98.00 and PayPal is broken. A scammer easily figured out a way to get around PayPal's dispute system by using Post Office rules against them. I'm not sure who the bigger scammer is, Paypal or the actual scammer. I called and no one helped. When I asked to speak to a manager I was put on hold for 300 minutes until I hung up. PayPal has horrible customer Service and provides zero protection from scammers. As long as they get their cut, that is all that matters. This is the last time I will use PayPal as they are a joke.

When I reached out to their customer service department, they said appeals on this issue rarely work out in favor of the end-user. Unbelievable. I guess their AI-managed fraud detection services sometimes catch innocent folks like me in their net?

When you are banned from PayPal, you are permanently unable to link your phone number and banking information to their services, so simply creating another account with them isn't an option. Thank goodness eBay now allows sellers to transfer payments directly to their bank accounts. I wouldn't recommend using PayPal, considering their willingness to treat long-time users like criminals.

Paypal is unaware of a current rampant internet delivery scam where the seller gets a USPS tracking number going to another address in order recipient's zip code, and sends a small package to the wrong mailing address to get a tracking number. So when the order recipient notifies paypal that they never received the item, Paypal will turn down the dispute if the seller sends a USPS tracking number going to the same zip code.

I ordered some merchandise from the website ** from a merchant named Ser.Trescot out of Jacksonville, FL. When I notified Paypal that I never received the merchandise, they turned down my dispute because the seller Ser.Trescot sent Paypal a tracking number showing an item delivered. When I went to the USPS local office with the exact tracking number provided by the seller, and asked the Post Office the GPS coordinates to show where the item was delivered, the Post Office told me it was delivered to an address within my zip code, but not to my home address. This is a rampant scam. Yes, an item was delivered to a resident in my same zip code, but it wasn't the ordered merchandise based on the weight of the item sent. The USPS Local Office wrote a letter specifying that it item associated with that specific tracking number was not delivered to my address.

I also had USPS "Informed Delivery" which shows no such item with that tracking number was delivered on the date and time that the USPS tracked item showed to my home address. Thank goodness, I put the charge on my VISA credit card thru paypal, which resolved the issue in my favor. I'm so disappointed in PayPal in their quick false resolution, which would have cost me a pretty penny.

Just because a merchant has a usps tracking number, it doesn't verify that the item was delivered to the exact correct orderer mailing address. The seller can put another address on the package so that the orderer never receives it, though it looks like they have. The usps tracking website doesn't show the exact delivery address, only verifies it was delivered in the same zip code. Shame on pay pal.

Paypal without any notice at all decides that they are going to put my account on hold and make it a limitation issue. To where I have an account limitation violation. Notice. The main headquarters for paypal is located recently in the Philippines ok not San Jose, CA.

They put my account on that limitation saying it was a potential risk or has done a violation. Not sure what the problem is but they have had my money for 2 months now and say I have to wait for 180 days to see if I can get it. But they have no problem taking money and fees every time I get paid from someone and they keep it but I can't get paid and they keep my money too.

I filed a complaint with the Better Business Bureau since the last customer service rep that had me on hold for 3 hours literally said, "Oh there isn't a person you can talk to to lift your account limitation and you have permanently been banned" which means I can't have my paypal account no more. Don't say way either. But they can control my money that was paid to me. They want to assume my Kenya orders are a scam or potential violation or risk but they should be as well they take money and fees from us and don't even say why. And don't know what they do with it either. They need to be fully investigated. The girl said there is no human that can remove the account limitations that it's programmed with a computer to do that. The computer handles it. Lol so this is legit a fraud company.

I was more or less successfully using PayPal for several years but recently this company changed drastically. In March I paid $19.99 to Babbel.com through PayPal as one-time payment and it was shown as such on PayPal website. I decided to use Babbel.com till payment expired. To my surprise I found that I was charged the 2nd time on 25th of April and this time it was shown as automatic payment. I sent PayPal several emails for refund of 2nd payment but was denied. I also found out that one time payment to Skype in April showed as automatic payment as well. Several months ago when I made one time payment to chess.com I was surprised to learn that it showed up as automatic too.

Today I called them and was told that PayPal is not responsible for actions of the merchant. It means that if you make one time payment to any of the companies PayPal has no objection when they start charging you via it you any times they want without your authorization. PayPal also told me that they cannot cancel my account because of pending transaction with Bed & Bath from last year. I successfully cancelled it right away after the purchase with Bed & Bath and it did not show up in any of my activities on PayPal. Nevertheless, I did not have any problem cancelling my account on PayPal website. I called my Triangle master card account to prevent any further charges from PayPal. They listened to me and cancelled the 2nd transaction with Babbel.com. Thank God, I have such a wonderful credit card company.

I had it with Paypal as they do not honor any purchase protection or customer issues, #1 They will not account for anything you purchase thru their site. If you do not received the product you are at your own even in you have proof, they will do nothing for you even if is only $10. #2 They are hard to get in touch with and once you create a case they take long to answer. #3 They will get fixate in one thing and is not the customer and will not resolve the issue. #4 They priority are not the customer who is using their site. #5 They are expensive. Try to research another way to do your payments that are secure and reliable. But paypal is not a customer friendly company.

A couple years later, without any noticeable notification, my credit line is cut in half, never heard of such a thing. A couple years after that, without any noticeable notification, my account is closed, without my consent. Supposedly, these sneaky maneuvers are due to little activity or inactivity. No banks do this, let alone so sneakily. I have other dormant accounts intentionally kept open. And you can bet that any notification from these banks are hard to miss, such that I even have to turn off notifications from them. PayPal is up to no good, more so than a so called bank is up to.

I have personal account with PayPal. Recently I sold bitcoin on coinbase to help my mother in law who has cancer for medical bills and help with funeral cost of her daughter who passed away recently. Coinbase deposited about 21 k dollars in my paypal account. I was not able to send entire balance to my wife paypal account due to transaction limitations which they do not make it clear what the limit is. Only you will receive a message that the amount you are sending is above limit and can not be sent.

I tried to send smaller amounts over several days to my wife paypal account and that has caused her account and my account to get suspended for suspicious activity. I tried to call customer service, and the wait time was over two hours each time we tried to call them, and sometime the phone would just disconnect after waiting several hours, so sometime we end up spending over four hours per day waiting on hold just to speak to someone rude who does not want to help or can not help with anything. They tell you to submit all kind of personal information such as bank statements, government ID, and other proof documents. Even after submitting what they request from us they continue to block our accounts for 180 days, by that time my mother in law will be dead for not receiving medical treatment on time.

We even offered paypal that we provide marriage certificate as proof to show the money was only sent to my wife account and clarify our sending activity was not suspicious and legitimate. My wife account was closed for life and she was not able to receive the money I sent her. Soon my mother in law will be dead because of their actions. We even offered paypal to show medical proof for the use of money and show death certificate of my sister in law, nothing helped. The staff you talk to on the phone are useless as they can only tell you that they will forward your case to another department for review then nothing happens. Now I can say bye to my 21 k dollars that was held hostage with paypal.

They stole all my money. If I knew this would happen to me I would have avoided paypal. I should have used an exchange to take out my money instead of paypal. I will never again use their services nor recommend their services to anyone. I hope they go bankrupt and no one ever use their services. I am not able to send text messages to paypal because everything I send to them by text gets ignored and I dont think I want to wait another four hours per day just to speak to a robot who can not help me with anything, so my money is definitely gone.

In the past all of my transfers were simple and I had no problem. Today however, my client paid me the $1,000 which I cannot access. Paypal took their $30 fee out and left me with no access to my money. They showed that they were holding $470 and that I had access to the other $500 and change. I called and was told it would be up to 21 days for the release to be made. Then I get into my account to transfer the $500 to my bank account that is linked with my paypal and I get a message saying once again that my money is pending. Usually my money goes immediately. Also, I was charged another $5 to transfer the $500. I'm sure that once the hold is off the $470 that they will also charge me for that.

All in all I have no access to the $1,000 I was paid and paypal will walk away with around 10% in their pocket. I have transferred thousands of dollars over the last 2 years. After this is fixed I will never again use paypal and I plan to be very vocal with this to other consumers so that nobody else will go through what I went through. I forgot to add; After being under the assumption that the transaction went through, I went to the grocery store to purchase food and my transaction was denied. I was very much embarrassed. I feel compelled to share my experiences with PayPal so other customers can be alert:

    (1) I have been a seller at eBay, and PayPal had been eBay’s payment processor so I have to have a PayPal account to receive eBay’s sale proceed and I transferred the sales’s proceed to my bank every month. I have been doing this for many years. But this March, I tried to login to my PayPal account many times, using the same computer, same password as before, but I just can’t login.

    (2) On March 23, I searched out PayPal’s phone number 1-888-221-1161 and reached an agent. He asked me many multiple choices questions, I answered them correctly. He tried to help me, but the problem persisted. He said: maybe it takes time for the info to propagate in the system," he suggested me to try at a later time and had assigned me a case No. which is **.

    (3) On March 24, I tried to login but still cannot login. I called them again. This time it was another agent, even though I told him my Case No., He still asked me many multiple choices questions, I answered correctly. But he could not solve my login problem. I thought it is their software defect so I requested to talk to the supervisor and asked her when they will solve the login problem? She kept saying: “We don’t have a specific timeframe, you have to try later“, “We don’t have a specific timeframe, you have to try later”.... Repeat it forever. (I can’t provide her name if requested).

    (4) On April 6, thinking they have solve the software problem, I tried to login again but still the same thing. I reach the third agent, She asked me multiple choices questions again like the two previous agents did, including friends I recognize from their list, previous companies I had associated with, previous house street and number, the date I moved in to the current house, the name and model of my current car which I already used for more than 10 years, the name and model no. of the previous car which I also used for more 10 years since 20 years ago.... I answered them all correctly.

    (5) She was almost exhausted in her questions, then the last and the most ridiculous question she asked was the name and model of my car I used for more than 20 year’s ago. I had a hard time to figure out the model name, I told her “it is a Black American Car”, I can’t recall the model name right away but after a while I figure it out, I answered her correctly: “Chevrolet Caprice“. But she has no word except saying: “I can’t grant you access to your account because the time you answered the questions has exceed our time limit.” CAN YOU IMAGE THIS THING HAPPENED IN AMERICA???!

    (6) After this call, I realized that it is not their software program, it is their systematic way to deny customer access to their fund. It is especially suspicious since eBay has announced to manage their own payments this year. To avoid further losses, I have to deactivate my store until eBay takes over my payment.

Base on 740 latest rating submitted to Consumer Affairs, PayPal has one star rating. For the protection of consumers, I sincerely hope that the authorities can investigate PayPal’s business practices.

I was in the process of re establishing my account because I bought out my business partner and was going thru the necessary changes. I wanted to purchase a product so I used the pay as a guest option to complete the transaction. Five days after I completed the transaction, I unfortunately realized I was being ripped off. So I went through the process with my credit card company which they advised me also to start the process with PayPal. So because I waited on hold for over an hour, I finally spent another twenty minutes trying to find out how to do it online. I contacted them via chat and left a message with the receipt number and info I received when I paid for the product from them. I had already uploaded the documents they need to verify my identity for my account and twice told them the problem I was having was a purchase the was completed as a guest.

I get an email hours later with the heading"we care" but they were not going to review my complaint because I had not given them what they needed to verify who I am, when I already had, but that's not here or there as I completed the transaction in question as a guest. So if you purchase something as a guest and have all the information they need to investigate and do the right thing with their heading "we care" they clearly do not and you are rolling the dice considering not only did they attempt to screw me over they did it twice by doing business with a company that at minimum is very shady.

Being a customer from 2007 (actually my oldest account with PayPal is 1998 when I stay in California) and seeing them become less and less user friendly. On March 15, 2021, I ordered some service in USD $197 with my USD credit card. PayPal converted that to CAD and charge my USD credit card with CAD and my TD Bank has to convert back to USD. So, I lost 8% right away.

Then, I spend over 3 hours, call them and experience a few customer service. None of them even has the experience to handle such a simple issue. One woman doesn't know how to do it and transfer to other guy and I waiting half hour and get lost. I recall again and still being rejected as the final customer service simply said PayPal has the right to convert to CAD no matter what.

I finally decided to cancel my account with PayPal and not going to do any business with them anymore. I will highly recommend business owners NOT use PayPal only, because it will drive customers away. For my situation, I will no longer subscribe and pay annual fee to that guy as he only use PayPal. No business with him till he has other payment option. I believe many individual user will also quit PayPal if their service keep scam customers.

I purchased a bike online from hxssga for $69.95, too good to be true yah, well I thought, maybe a promotion; and, I used Paypal as they would get the money back if not. Well, hxssga sent me a usb cable using the tracking number they had provided. I got back to them and they said it was a mistake; they would ship again and gave me another tracking number which took me to a red warning page and didn't register in the original tracking site. I filed a case with paypal resolution center. Today, I received an email saying that they had ruled against me as the package had been delivered. I had sent a track record of it to paypal admittedly a bit involved but really: I bought a bike and received a usb cable.

Biggest scam I've ever seen. I set up an account a few days ago and have my primary currency set as USD and also linked an US bank account. Someone from US was paying me $6900USD through PayPal, which they took away about $300USD for some good/services fee. A good start. And then they automatically converted the remaining $6600USD to $7900CAD, a terrible exchange rate, which costed me another few hundred collars. I spent 4 hours talking to the customer service, just trying to convert it back to $6600USD, the way it was sent. They are telling me they can't do it. And the currency exchange automatically occurred because it's a Canadian account. So I guess setting the primary currency option is just for fun? A company that's worth something like 45 Billion Dollars is trying to steal a few hundred dollars from me. Amazing. I'm so disappointed that I can't rate it 0/5, since I honestly can't find a reason to give it 1 star at all.

Someone was able to access my debit card that I had stored in PayPal and charge over $500 to purchase an item through eBay. I made multiple calls - once I could find the PayPal telephone # and with the first call, I thought I had this resolved. I never received reimbursement and when I called again, I was told that they denied my claim and sent an email; however, they used the email of the person who accessed my account. I could never resolve the issue and have never received a reimbursement. It wasn't that this incident happened that has been so frustrating. It was the convoluted manner of trying to reach someone who could listen and help, rather than telling me to post a claim. Which is impossible to do when I didn't have the transaction # - because it wasn't my transaction. I've closed my account and will not use PayPal again.

Everyone nowadays are having a hard financial time. So needless to say was I a little emotional, absolutely. However, when speaking to someone regarding your business finances and closing of your business it would be nice to speak with someone that knows what they are talking about. I spoke with someone that could barely speak English and she started guessing what I need as if she knew me. They need to train their customer service to listen and not talk. When I ask to speak to the supervisor I was hung up. WTH is going on these days. Glad I am closing my account with them. In the last 5 years, they have done nothing but gone downhill. And I have been with them for 20 years. Need to find new company.

PayPal received tracking information, to the other person, and denied my claim. PayPal is a joke. They don’t care about your money. You think you are making purchases that are protected, obviously not. I even forwarded an email from USPS stating the company put someone else’s address on my package. Think about it before using PayPal.

Happens to me 3 times now. I bought some products, the scammer delay the delivery and then deliver to wrong place, in another state. This place does not exist. The phone of the company does not respond neither. I ask PayPal for help but they reject to help because they received the delivery code. I insisted about the delivery is not true and we did not received this package. But PayPal close the cases with no option for me. It is very simple to see that I bought a product and include my unique address and the delivery was made to other address in other state. But they reject to consider at least to close the seller account. PayPal is not protecting the buyers like when they was starting.

Since after a month I did not receive a single box with the promised items, I contacted PayPal with a request to return the money I paid. However, PayPal actually sided with the scammers, refusing to return the money and not showing the slightest interest in receiving the purchase documents and deception from the seller, which I suggested to them to forward. All I got from PayPal was an offer to report to a law enforcement agency or government organization. It looks like a mockery.

I had a conflict with a company over Christmas. I ordered a two sets of mugs from Family Crests, only partial order received way too late to rectify before Christmas. Ordered 11/15/20, with a promised shipping date within 7 to 10 days. Received December 22, 2020. I submitted for refund through Paypal, Family crests sent them doctored invoice, I sent copy of my invoice as proof, Paypal did not acknowledge.

It should have been over. Paypal sent me notice and form to file a fraud report which I did. Paypal then ignored that. It should have been over. After further requests for refund, 2 mos later family crest sent me damaged replacements from their seconds pile. I sent photos to paypal showing damage, still wanting my refund (Christmas long over, today March 1st), and paypal wanted me to return heavy glass damaged mugs at my expense for refund. I finally gave up. Not spending $20 for a $29 refund. A net of $5? This has taken a lot of my time to fight for my own money, photos, at least 8 responses following paypal's directions, but they kept moving the goalposts. Today they denied my request for a refund.

I will avoid using Paypal in the future and I suggest you do the same. We ordered a product from OTTUZ and when it arrived, it was defective. There was a money back guarantee by OTTUZ if not satisfied. When contacted, they would not confirm the email, sent no notifications, etc.. We notified Pay pal who basically said, "Too Bad". Paypal said that we agreed to pay Paypal for the product when we bought the product and Paypal did not care if the product was good or not. If we received the product, even if defective, we were obligated to pay Paypal. They were only interested in getting their money. They said if we bought this off Facebook, it was likely a scam. Avoid PayPal, they are not on your side!

The whole company should be false advertisement. I have had multiple issues with this company but I keep giving them a chance. I have purchased a game system online using them. The person never sent the item and when filing a dispute was only able to receive $8 dollars and the agent sound proud when $200 was paid. Was told if it was handled directly through PayPal account they could've gotten everything back but since I used a card thru them it would not be possible.

My second issue was with their integration with Facebook to make purchases safer. Actually saying you get your product before they get their money. Purchased a $600 dollar phone online. Was given the confirmation, the transaction, and everything. The person never sent the device but kept the money and PayPal says they are unable to refund even though this time unlike the other transaction the money was added to my Paypal account 1st and then the purchase was made. Was told this time that I should've made the purchase using my card so I could've disputed thru the bank.

My last issue was actually me sending money to a friend that needed gas, we both have a PayPal account and her account is linked to her card. We often do this 1 or 2 times a month but for some reason they put a hold on the transaction and customer service said they did not have a reason for the hold even though this is a basic transaction and told me we would have to wait almost a week for it to process. I asked for them to cancel it so I can just find another way to do it. But lo and behold the refund button is gone, the cancel button is gone, and they said that they can't cancel the transaction so my money is just floating there in the system for a week.

Horrible useless company. If you can't do what your company purpose is then just shut down. 3rd party prepaid banks/account have more support with money security than this company.

I was not claiming it a billing dispute, I made clear it was outright fraud, that I never received any product or a refund. eBay purchased Paypal in 2002.
