I used PayPal a lot, but I am no longer a fan. I had fraudulent activity on my account and they sided with the fraudsters after multiple notifications from me regarding the fraud. When everything was done I ended up being $-2350, and then wanted me to pay for it. Then a few months later I get a notification that my account has been reversed and ready for use again. I was grateful. I started using it again and all I did was buy crypto currency and paid bills. Now all of a sudden my account is "limited" which means closed. Have no idea what I did wrong, they won't give explanation besides it came from higher ups. Now I have money that I cannot access. This soooo frustrating. If you can't buy and transfer crypto, then don't give the options.

I usually can trust PayPal. Well, not this time. I attempted to make a purchase 4 times.. Each time PayPal said declined…then next day took the money. Remind you purchases were declined for whatever reason, then withdrawn out of my account. Then I’m told to wait on an investigation to receive my refund. I thought PayPal was the most honest when purchasing online.

Upon speaking with Paypal and expressing my concerns on a recorded line and on another occasion, sellers in my case, are offered no protection as for a buyer. Here are a few points to consider -
A case was opened by a buyer seeking a refund and funds were immediately deducted from my account, always this the case with Paypal, at least in my experience. Furthermore, Paypal allowed the buyer to keep my items after the case was decided in the buyers favor, although a label was sent to the buyer from me to return the products my items his possession. Paypal did not enforce any seller protection so the items so the items could be sent back to me once the case was decided in the buyers favor. Is anyone else experiencing such inept seller protection in Paypal? This is not the way to do business in the real world.
Even worst still, my customer, agreed last year to an open invoice, to be paid monthly. Halfway through the agreement, the customer without notice and upon receiving the 3k worth of items, decides to quit paying. But why should he respond? There is no penalty to a buyer who doesn't pay a seller in Paypal invoicing. How is it that Paypal is so one sided in favor of a buyer in just these two cases and not a seller? Paypal is like a sanctuary space for buyers only. I have to hire a collection agency to go after the customer.
If the roles were reversed, the funds in my account would have been immediately removed from my account as they always have been, even before an appeal and further review. And that's even before attachments are sent from the overprotected buyers.

PayPal let a seller cheat me with a piece of junk couch. They promised me a full refund so I threw the couch out and they said I had to return it. Now I'm screwed, I tried everything to do the right thing but they would not. They sided with the crooked seller. I'm sorry I thought PayPal was better than that.

They do not back the consumer in purchase discrepancies. I had one claim in the several years I had an account with them and it was denied because I chose the item is significantly different option based on the information and advice given to me by their phone customer service representative. So I will close this account and would rather use Chime or even Cash App.

My friend mistakenly selected the transferring option for "goods/services." Because of this, PayPal deducted $1.50 from the money I had received. I reached out to a representative and explained the situation; however, they refused to help me recover the funds in any way. I asked if the keeping the $1.50 was worth more than keeping an active customer and he said it was. I canceled my account today. Terrible experience and terrible customer service!

I have been fighting with PayPal for 2 months on something that I had ordered from China. I had sent a cancellation of order right after I purchased it and never heard from seller of cancellation. I did the 4 pay and because the seller did not cancel the order of $97.93 and never sent a tracking number until 7 weeks later which is a fake tracking number, PayPal is not wanting to credit my money back. They keep telling me that my claim is under investigation, which is what they have been telling me for weeks. They have the buyer protection and are not honoring it. They keep telling me to go to my bank and dispute the transaction. Knowing that the bank will send me right back to PayPal.
You can't speak to an American when you call and everyone tell you that they feel your frustration, they don't feel the frustration of nothing because they have a script they go by. They tell you that the claim is in the back office for review but yet no one and I mean no one has an option to speak to them or let you speak to them. Don't trust PayPal to back you with your purchases.

I used to use PayPal for almost all of my online purchases and I paid a lot of my bills that way too. Then all of a sudden they would no longer pull the balances from my checking account, now I had to transfer money to use PayPal to pay bills. It became an inconvenience so I stopped using PayPal for that. In the past they had protected me from scammers but that stopped. Twice I was scammed and I opened a dispute. They drug it out for weeks making me constantly submit information and contact the BBB and in the end I just got screwed. I no longer use PayPal at all. I don’t trust them.

Paypal claimed they will investigate once the seller give them info. But Paypal close our case on 2/13 because the seller, a scammer, just provide them tracking number & claimed it was delivered by USPS from China Post. The seller didn't provide no proof that we have it & didn’t provide the shipped receipt to Paypal. Paypal did not investigate & believe the seller. Paypal is on the seller side & won’t believe us.

PayPal's service was great 10-20 years ago, but now it feels like garbage, and they employ some of the most incompetent customer service representatives! I purchased an item on a website called Zasuwa that was completely different from the photos on their websites. I opened a dispute in PayPal with the seller because the seller refused to refund me after receiving the item. They are using this method to defraud many customers. In the end, PayPal actually said, "If the item you received is somewhat similar to the photos, we don’t consider it 'not as described." What do you mean by similar? Are you color blind? The one I ordered was NAVY blue, the one I received is SKY BLUE and the seller refused to return or exchange for me. Maybe they are all considered blue color paypal????
Seeing so many negative reviews about PayPal here makes me happy because I'm not alone! The increasingly unreasonable and unprofessional customer service, along with random charges and the inability to get my money back, basically tells me that PayPal's era is over. It’s better to use other shopping platforms! Paypal, we are leaving now.

There really is no reason to continue to use PayPal for anything. Just about all of the banks offer better fraud protection and are easier to work with. PayPal policies mean they will actively participate in aiding and abetting in wire fraud by allowing obviously fraudulent transactions to go through before putting the buying through the ringer to wait months for a refund on a transaction that should have never been allowed. Their customer services is abysmal, with agents dropping you during transfers and outright lying to you about what the will and can do. And I called this customer care number, I got a guy who answered the call. His accent was ** and I asked him to guide me to the process of canceling a payment that I just scheduled a while ago. He told me, "Ma’am you can cancel it yourself through online. There is an option for credit and you can go there and cancel it," and I said, "There’s no such option for credit and I am in my activities on the app." Then he asked me if he can put me on hold and I was like yeah sure and it was a long, long, long hold.
When he got back, he didn’t say nothing, just said that he was transferring my call and the call was transferred and I got almost the same guy back. I’m not sure if he was the same guy or not, but he had the same accent. He did everything in the same way. He told me his name was Daniel, but it was the same **. I’m not a racist, and I am an ** also. And I told him what the problem was, and he said the same thing. "You need to go to credit tab online and you will be able to cancel the payment," and I told him that this guy who was assisting me earlier said the same thing and I asked him to help me because I cannot find that option and he was like, "Yes ma’am. There is an option called credits and you can go in there and click on the payment and cancel the payment," and I said, "Yes that’s the option that I cannot find and I told the guy who was assisting me earlier the same thing and I am asking you too to guide me to where I can find this option."
And this guy kept on repeating the same thing, "Ma’am there is an option called credit and you can just go in there and cancel the payment. We don’t have it on our end, but there is an option called credit," and I said, "I don’t see any such thing, but I am able to see the activity option where I can see my payment but when I’m trying to click on it, I cannot See cancel button." And he goes, "Ma’am you can right click on the payment and it will give you the option, and I said, "There is no right click button."
I am in the phone and I am trying hard and when I click on it, there’s just an option that says transaction ID and then there is a copy option to copy the transaction ID and that’s it and he’s, "You can find the option on the website or in the app," and I said, "Yes that’s what I have been trying to tell you and the other person who was on the phone earlier that I don’t see any such option." And I was asking for help to cancel the payment. But he was not trying to help me at all. He kept on repeating the same thing due to which I got frustrated and hung up.
This is ridiculous and not helpful at all. The PayPal should look into the problem.. Why is there customer assistance when they cannot assist a customer? Why don’t they have proper information and assisting team for the customer to have a smooth experience. I don’t call Customer service all the time on any platform because I know how to navigate through the apps and I am good at it, but PayPal needs to look into this problem that if a person like me who knows a lot about technology wasn’t getting any help then what about the other who might need more help and assistance? Will they be able to get help?

PayPal is going to get sued again by me. I sued them once and ill do it again. THEY ARE GRIMY. Every time I do a crypto transaction Paypal lies about the amount I have and I verify before every time. For example, I just had transferred $1,082 in litecoin. When going to sell it Paypal states I had $1,071 in crypto which is false on top of wanting to take $18 just to sell it so now they took $28 plus want another $14 just to transfer it to my bank. So let me get this straight, Paypal has a market for buying and selling crypto but steals crypto and overcharges users to buy and sell. No more. Paypal is 100% ran by so dude from a 3rd world country making bank by stealing people's funds. Like I said, I've already won 1 lawsuit against them for stealing crypto and locking funds and now I'm going to sue them again for stealing funds again. Thanks Paypal.

Paypal used to protect its customers and in recent years they have refused to do so. They allow companies that are scamming people to change their names in the middle of transactions so any reviews against said company don't stick. Companies state they are shipping from the US, then ship from China, taking almost 2 months to deliver, not even close to what you order then when you go to ship back the item it's to a Chinese address that costs more than what you paid. If they are claiming to ship from a US location, they better have a US address to return to. I even called and escalated to a supervisor. Nothing they can do is what I was told. This is my very last time using PayPal. I'm closing my account as of today. Their customer service is horrible.

They very quickly decided in favor of the seller that received the payment for the purchase. I had always believed that PayPal would be a safer and more convenient way to pay for online purchases. I no longer trust them. They have no interest in helping their loyal customers. I will no longer be a loyal customer and probably will be selling by shares in PayPal. I'm THROUGH with Paypal-forever. I'm THROUGH with Paypal-forever. I had a buyer on Marketplace who was a 'treasure hunter/picker' who bought an item for $32 and wanted it shipped (which I normally do NOT do. I explained (through messenger) that the item was heavy and would cost more to ship than the $30. The 'buyer' insisted he'd pay the charge. Well? I used PayPal for the transaction.
A few days later? I received from Paypal, an e-mail notice the buyer was requesting a refund! Just prior to this - days AFTER the buyer received his item, he stated to me (on messenger) that the item was 'not what HE THOUGHT it was' and requested a refund. I explained (on messenger) that we NEVER claimed the item was anything-in fact-that we 'did NOT know what it was - OR what it was made of' and the buyer responded with a 'smily emoji'... Over the next day? The buyer again messaged us and we again clearly stated that he was to us-a 'picker' or a 'treasure hunter' and that we would NOT be selling an item (so cheap) if it was 'treasure!'
Well? I had an extensive phone call with Paypal where-in I uploaded the ORIGINAL AS from MP with text and pictures. The person at Paypal remarked the 'description was NOT misleading and the pictures clearly showed EVERY aspect of the item' (by now-the buyer-scammer was claiming we shipped a damaged item, but lo & behold? We showed a picture in the MP ad of a tiny area where the 'coating' was missing showing what was underneath and CLEARLY stating we 'did NOT know what it was or what it was made of'.. FF-10 days?
Today, PayPal sends me an e-mail that I have a 'negative account balance' and they are siding with the scammer!!?? Yep- you read that right!! I again called (today) and the way it works is Paypal arbitrarily makes a decision then gives no 'appeal process-period! So? I will NOT 'deposit funds' and told Paypal they can put the 'refund' where the sun don't shine!! So? The 'Dispute Agent' tells me 'be careful.. it'll go into collections'... Lol... I DON'T CARE! I'm OLD. I have a many years perfect payment history with ALL accounts and one silly collection is NOT going to affect me! Especially for such a tiny amount. BYE BYE Paypal!!!! I waited ten days because on the transfer it said that the check would be processed within 5-10 business days (fair enough).
I called to see if I was going to get a confirmation email of the check being sent to me, and was told that was only the processing dates that my check would not get to me until 45 days after the check request was made. I was stunned locked, and asked about the 5-10 business days that I was told about. The lady on the phone said it will take 5-10 days for processing and then 14 days for the mail and they needed to account for any federal holidays, and by PayPal math that will be 45 days. This check was requested on January 16 which means that there are only two federal holiday days until Memorial Day in May.

It should not be a surprise that there are 94% of 1-star ratings. I suspect most will be 0 or negative stars if that is available. Much like PP's helpline, they offer few options relevant to the users' complaints so the users can't proceed further for answers. Then their chat lines have a small number of agents responding to multiple chats simultaneously so there is hardly any quick response and they are never there to answer questions, however mundane, to address the users' inquiries.
I have just been dealing with a sale from overseas with the seller posting return satisfaction guaranteed. I canceled the order within minutes of the order. But only received a reply a few days later that it was too late to cancel as it was already shipped. The seller even had the audacity to post a tracking number but with an unknown shipper that they refused to identified.
Well, the long and short of it is, a month later, no shipment. Meanwhile, after filing multiple dispute and messages with the seller, I was informed the case closed, because I didn't address PP's request to answer their email even though I've in the Resolution Center addressing the issue all along. Well to make this short, I finally received the item after but only from a local shipping address from 5 days ago. And the item didn't work. After days of trying to convey the problem, PP's site offers limited options to report details. The seller finally agreed to receive the return knowing fully well that the cost would exceed to the shipment.
Normally I would accept the risk of doing business like this but this one is different. The seller lied about the shipment and was hoping it would disappear in about 45 days. When failed, they knew it wouldn't make sense to return and PP is complicit with their practices for not stepping in. I wonder how many buyers were duped by this. BTW, this is a sale from FB. PP is protecting these sellers from offering false shipping info. That is an interstate mail fraud. And all PP can say is they are just the intermediatory. This is insane. I'll not be doing business with PP if I can help it, that's for sure. Their buyer protection program is a fraud, plain and simple.

Rest assured, they collected their fee instantly! I was told to make TEN MORE TRANSACTIONS to let them see trust and they would release the payments on hold to my company.
One CS rep told me it is because they are forcing people to make more transactions so they can collect more, and another rep explained how PayPal is holding the money to collect an interest payment from their bank, then releasing the funds right before they are required to pay us interest. I will never use PayPal again for personal or business. I have never been treated so poorly by Cash App, Zelle, Venmo, or any other service that processes money transactions!

PayPal. I tried to send my brother Paul ** $1000.00 for his rent five times. He lives in Los Angeles, where fires interrupted his daily life. I didn’t want him to worry about his rent, so we sent it to him via PayPal. PayPal wouldn’t push the $1000.00 through to him as PayPal stated it was a ‘scam,” and they would not forward the money we sent him. I made one final and last-ditch effort to help myself and my brother obtain the funding I sent him so he could pay rent and get any products or services he needed. This resulted in PayPal keeping my $1000 and never sending it back to me or my brother in Los Angeles. It's my money, and I cannot get it back!
My brother received notification that the funding wasn’t coming, even though PayPal knew his job was impacted and he needed transportation rather than walking due to the uncertainty of the fire and very toxic air quality. PayPal provided us with nothing but uncaring assistance despite our request that the funds be released to my brother. Yet again, PayPal decided they were going to keep my money and NOT return it to me or give it to my brother.
We've called PayPal together and separately, and I've written to PayPal five times. The Paypal customer service rep, Reg, and his manager, Anthony, told us I was not getting my money back, and they would never finalize the transaction and send the funding to my brother. Again, this is MY money, but they refuse to send the funding back to me. Anthony at Paypal PayPal stated if I filed an appeal or grievance against PayPal, it could take up to 30 days or the credit card's following monthly statement. PayPal has been horrific and is practicing what the rest of the world understands to be illegal use of MY MONEY. They may or may not ever return my $1000 to my brother, yet they refuse to release it. It's unbelievable that the press is not covering such illegalities from a company with unlimited power that now practices fraud and theft, especially since the money was intended for my brother, an LA fire victim.
When my brother and I called PayPal together spent 30 minutes explaining to ‘Reg and then her boss, Anthony, who said represented PayPal to please forward the funding for my brother's use in LA or return it to me. Both Reg and Anthony were very unkind and uncaring reps for PayPal or any company. They specifically stated they could care less what the money was for, even if it was for fire victims in Lis Angeles. This leaves me no choice but to report Paypal to Consumer Affairs, BBB, and every social media site I can find in the hopes that I can finally get my $1000 returned to me or forwarded to my brother in an effort to help him during these very trying times in Los Angeles for those impacted by these horrific fires.

I've used PayPal for years, and have had some problems with it recently. I use PayPal to purchase items, on occasion, which normally works fine. My daughter and I also send each other money through PayPal once in a while which also usually worked pretty well until recently. My daughter sent me money for Christmas this year, and it's been 2 weeks since she sent it through PayPal. I still haven't received the money she sent. It left her bank account on 12/24/2024, and today is 1/7/2025. There is no estimated date that I will receive the money when I look online or in the app.
When I try to get help online there is a chat with a bot feature that gives me zero helpful information. There doesn't seem to be another way to contact PayPal online. A case can be opened for specific issues, but not for this situation. I did end up calling PayPal, and I got one of those scripted answers like "some transactions go through by e-check which can take a couple of weeks". This whole thing has been very frustrating for my daughter and I. There was no way for her to pull the money back once sent, either. We normally use Zelle to transfer money which is seamless, but my bank stopped offering Zelle a few months ago, so we were trying PayPal. It's definitely not the best option out there. Not even close. Due to all of this I would not recommend PayPal.

I used PayPal for a long time but quit the site a few months ago when I experienced fraud through them with no help to resolve. I called paypal after I noticed that eharmony was going to charge me for a subscription renewal that I thought that I had cancelled. They told me that they could not help me because I had to deal with it with eharmony. The eharmony website did not have a phone number to call. I tried to block payment at my bank which they did not do. I called paypal back and they gave me a phone number to call. The phone number which I had thought I had even confirmed on the internet turned out to be fraudulent. I ended up paying even more than the subscription to the fraudster because paypal would not stop the original transaction and they gave me the phone number to the fraudster.
I called a number of times to paypal after this situation but eventually gave up because no matter who I talked to or attempts to talk to management. I was either just passed off, ignored or told that there was nothing that they would do. I was very disappointed but should have stopped using paypal sooner because it is a means by which others have either tried or succeeded in trying to take advantage of me financially. After I left the site, I have received many emails from people and places asking me for money. Thank God that I am no longer a member of paypal.

I have been with PayPal since 2017 and up until today actually last week I was OK with them. Well now I have a big issue where somebody was logged into my account from a computer not with my IP address on it and stole almost $3000. PayPal refuses to help me get the money back as they said it doesn’t go against anything that I’ve done in the past which is untrue because never once have I ever sent anybody anything more than $50.
They refused to help me. I’ve had to contact the FBI. I’ve had to write a report with the local police and work with an investigator. I contacted the FDIC. I contacted the federal trades commission. I contacted Social Security administration. They’ve all been on blast PayPal has yesterday. I get an email through their website, the person that stole the money from my account demanding I send him $20,000 through PayPal. I have all the login information proving that he’s been logged into my account 72 times since January 2024. I’ve given that evidence to PayPal. No luck with that evidence, so I sent PayPal the conversation I had with him on their website where he’s demanding the $20,000. I advertised a bicycle saddle which was NOS (new old stock) I purchased a few years ago. I posted an accurate description with unretouched photos on FB Marketplace. The buyer paid for the item via PayPal with no questions asked. I sent the item and the buyer acknowledged delivery. Several days after receiving the item, the buyer messaged me saying he found similar saddles online for a cheaper price. He demanded a refund based on this information. I replied that I sold the saddle at a fair price similar, but less than what I paid, in good faith, and of the same quality as the day I purchased it. I am not a business owner. I am a widowed retired teacher on a fixed income who is moving. I simply needed to sell some items I can no longer store. I am an honest person. I am being further victimized by Paypal seeking reimbursement for this scam by the buyer.
After my second attempt to obtain more information and resolve this case, I was met with a brief dismissive response from Paypal. I chose to write this review to warn others. Paypal does not feel responsible for due diligence in a case like this. The details: I first spoke to a Paypal rep. named Victoria on 12/9/2024. I kept detailed notes. She seemed quite capable; telling me she had made notes about the call for the record. She indicated since the case involved buyer remorse, she would refer it to a Paypal dept. that could review the details. She also indicated there was a way to review/ reactivate my account so I could see more information about the transaction. I cannot sign in to paypal until I pay them the price of the saddle the buyer now has. She indicated that it was the buyer's bank that was responsible for denying payment not Paypal.
Ange, the Paypal representative I spoke with during my second contact, said she could not find any of those notes, nor any mention of referring the case. She quoted Paypal policy that the first rep. Victoria had not. The buyer's bank referred me to their credit card servicing agency. They indicated that it was NOT them who denied payment. This adds to the frustration, as I have no way of knowing if any of what I am being told by Paypal is true. The credit card servicing agency involved with the bank associated with the buyer's account also added they historically have had great difficulty dealing with Paypal in cases like these.
They recommended I not do business via Paypal.
Paypal's last email indicated this payment was classified as "friends and family." I am neither a friend nor family of the buyer. What does this mean, one can rip off a friend or family member and nothing will be done?! I have since received a collection notice initiated by Paypal regarding this case. The buyer has received a free saddle based upon his and Paypal's actions. Paypal has been unable or unwilling to explain why the buyer was allowed to do this. What was his claim? Paypal is enabling what amounts to a scam by the buyer. For all I know, the buyer turned around and resold this item. I am now having to deal with collection issues initiated by Paypal and no access to my account as well, adding insult to injury. If you choose to do business with paypal, beware.

Bottom line, if I get my money, one thing is for sure, I'm done with PP.

Paypal has CLEARLY gone to the dogs and deserves ZERO stars. I've been a PP customer for about 25 years, and they have always been supportive if there was ever any problem. I am in the midst of a dispute over a recent transaction where a seller sent me an item that was not as described and in poor condition and I contacted the seller immediately and asked for a refund, in accordance with their stated refund policy. The seller immediately blocked me without any reply or discussion. I had already opened a case with Paypal because of the seller's questionable behavior early on in the transaction and changed the claim when the item I received was not in the condition described. I provided all the evidence I had to paypal, and they continued to make the same requests over and over.
I resubmitted the photos and testimonials. I sent the item back to the seller the day after I was blocked, and provided tracking information, and they continued asking me to provide tracking information, which I ended up providing multiple times. Then they asked me to provide them with an evaluation of the product from an independent third-party.
They stated "we need documentation supporting your claim the item is damaged or significantly not as described. You need to get a document (such as an estimate or invoice) from an unbiased third-party, such as a dealer, repair shop, appraiser, or another individual or organization that is qualified in the area of the item in question (other than you). This document should detail the extent of the damage or clearly explain how the item received significantly differs from the item advertised. No repairs or alterations should be made to the item, as doing so will limit our ability to successfully resolve your case and may result in the cancellation of your dispute."
Since I no longer have the item in my possession, this is not possible, unless an evaluator looks at all the photos and videos I took of the item. I contacted them and explained this and the agent removed that request for an evaluation. Today, I see they are AGAIN asking for this same information. I again contacted them and told them that I no longer have the item in my possession, it has been returned AND delivered to the seller, and I provided the proof of that, and said at this point, I expect a refund since the item has been returned. There is nothing more to investigate or discuss. It's not like I am holding onto the item and still expect a refund. As a buyer, if I am not satisfied with an item, I will return it for a refund, as is my right to do, and which I have done in a timely manner here.
I have also filed a claim with my credit card company, and will be contacting the Attorney General's office in the state this seller is located in to file a consumer complaint against this business as well as the Better Business Bureau against Paypal for their unscrupulous practices. I also warned Paypal that if they do not decide this matter in my favor and refund my money, I will be closing my account and leaving negative feedback for them. It is obvious they don't care about buyers and do not protect buyers. At this point, whatever the outcome, it is unlikely I will be using Paypal again. Throughout this dispute, I have gotten the impression that I am not even dealing with human beings, but that Paypal is using Artificial Intelligence in this process, and it turns out that they are. Just Google, and you will see. This is probably part of the reason for all the increasing number of complaints by buyers.

I was able to show the charges were a scam and fraudulent but now that they limited my account, they said there is nothing they can do. You have a better chance with your credit card and bank. In short, I recommend to use your bank debit or credit cards directly without using PayPal site as interim site, that way in case if we face any disputes on the cards used online the banks can directly address. This PayPal and their customer care is thoroughly useless and not worthy to spend time with them. They keep extending the dispute due date and they will never close the dispute on the victims favor. It’s just adds mental trauma to the dispute raiser and PayPal is waste of time.

They claim they transferred money INTO my paypal account to cover it, but can't explain why there is no credit to paypal, just a debit from the bank and another from paypal. (BTW, the reason for the overdraft was that it took over a week for them to transfer money from my bank to paypal.) So far I have had to call paypal TWICE; each time they said they would send me a chronological accounting of the relevant time period so I could see a daily tally. (The way they provide the customer their account history does not permit the customer to check the math.)
So far, nothing. It was not a large sum of money and I probably won't call again, since the calls apparently just go into a black hole (the second agent had no record of the first call.) I talked to my bank and was told any money they would have tried to deposit would have bounced back into their account due to the closure of my old account. Paypal got so big they lost sight of their strength and began adversely impacting themselves with both personal and company accounts. For example, people use PP less because they can direct reduce their hard cost by using competitors like Zelle, ACH and other payment options that cost less than PP. When PP sees less "volume" they reduce the working capital loan limits believing the account holder's business is experiencing reduced revenues instead of acknowledging they are simply losing market share to less expensive payment processors. Every business has the obligation to reduce costs but Paypal doesn't see it. Too big. Clearly there exists little data sharing between PP and its affiliates like Synchrony.
Lastly is PP's stupid legalese regarding "custom work" which solely protects sellers and screws buyers. I paid thousands of dollars to an artist commissioned to produce a unique piece and provided him numerous examples of the "look" I wanted. He produced something entirely different and refused to make changes but Paypal allowed him to remain paid in full for art so horrendous I rejected it when the delivery was attempted. It was ugly. This hurts PP's reputation and further makes it a less desirable payment processing option.
Any charge card issuer would have refunded my payment to the commissioned painter who refused to make corrections. In the end, PP is scoring exactly what the consumers are experiencing...low marks for protection and at higher costs (better than triple) than some payment processing competitors. That's what happens when you have a committee mentality rather than a single man's ethical, equitable and competitive brain running the show. They once had that...no more.

PayPal closed complaint in favor of the seller who provided tracking info saying it was delivered. It was not delivered. My experience with PayPal has been deeply frustrating, and I am shocked by the company’s policies, which border on outright theft. Their platform’s flawed design and poor customer service turn what should be simple transactions into unresolvable chaos. After purchasing a defective product, the merchant insisted on using PayPal to process my refund. I reluctantly agreed. Initially, my old PayPal account allowed me to send payment requests, but the merchant claimed they never received them. I contacted PayPal’s 1-800 number, where I was advised to delete my account and create a new one. That advice led to even bigger problems.
With the new account, I lost all functionality. I couldn’t send or request payments, as every attempt resulted in errors. The merchant managed to send the refund directly, but PayPal locked the money in my account, demanding my Social Security number to release it. Worse, they threatened to deduct 24% in taxes within 60 days if I failed to comply.
This is theft, plain and simple. PayPal is using deceptive practices to lock up funds. If a Social Security number is a legal requirement, it should be mandatory upfront when creating an account. No account should be fully functional or capable of sending or receiving money until this requirement is met. By allowing users to create accounts and conduct transactions without informing them of these requirements, PayPal is setting a trap, effectively tricking users and then holding their money hostage after the fact.
Now, they refuse to return the money to the merchant, leaving me unable to resolve the refund through another method. PayPal’s failure to communicate and enforce its requirements upfront has created a situation where my funds are locked indefinitely, with no solution in sight. Additionally, I was never able to speak to a U.S.-based representative. Every agent I reached seemed untrained, unable to navigate their own system, and more interested in following scripts than resolving issues. This lack of competent customer service compounded the problem, leaving me without any resolution.
PayPal is blatantly condoning theft by allowing these situations to occur. If they require personal information like a Social Security number to comply with U.S. regulations, they should design their platform to ensure compliance from the moment an account is created. Anything less is deceptive and unfair to users. Verdict: 0/5 stars – Avoid PayPal at all costs. They enable theft, lack transparency, and their customer service is abysmal.

I made a purchase for a spa pump from Trinity Blazer for $82. I received no email tracking information and contacted PP for assistance. I then received an email from PP with tracking info and email contact for seller. Tracking for USPS indicated the item was delivered. I did not receive it and emailed the seller with a return of no address found. I then contacted the post office and they told me a fraudulent dummy package was sent to a different address other than mine. They also told me this was a common scam using PP. I relayed this information with a copy of the USPS email with their findirngs and research to PP. PP closed the case citing a tracking number was provided and refused my reimbursement. No way to contact them to dispute. Obvious fraud supported by USPS.

I used PayPal for couple of decades but the service got so miserable that any credit card company is doing better job. When they can not hire English speaking American to handle customer service they don't deserve my business anymore

This is a very untruthful and untrustworthy company I have ever experienced. PayPal should be avoided at all cost. They are very corrupt and dirty. DO NOT USE PAYPAL if you care about your money and privacy.

Willingness to ignore a fraudulent website. I made a purchase at Husky Hand Tools website for 2 rechargeable flashlights. I never received an order confirmation nor did I ever receive the items ordered and 16 days have passed. PayPal stated the payment was made to an individual and not to Husky Hand Tools. Since I never directly made a payment to an individual I immediately notified PayPal of the possible fraud.
I called again Today, 16 days after the initial transaction and my 4th phone call. I have still never received any email confirmation nor the items that I ordered.
PayPal has told me to wait another 10 days to correct their incompetence. It would have been much much faster if I had used a CC for the correction.

I have pay in 4 account with PayPal for a wig wig Adorable Lessons which turned out to be bogus. Made the purchase on 10/17/2024, which I was supposed to receive in 2-3 days. It never came after over a week. Because we live in the same state, that time frame sound correct. The owner goes by Alfonso **. I Made a dispute and he sent a tracking number from USPS and thought that would be the end of it. Again I emailed PayPal and ask for my money to be refunded, but nothing. I checked with the post office and found out he only generate the ticket and they was still waiting on the package.
For almost three weeks PayPal did nothing and would do nothing to help me so I went to the post office and inquired about the tracking number. I was told they still had not received my order. I sent everything I got from the the post office to PayPal and 4 days later got an update from postal service that said my package would be delivered on the 18th. In the pink envelope was a wig but it was not what I ordered. It had too much hair and not the short cut I ordered. Again PayPal was no help and won't help. I just gave away $95 with no help in getting it back. I'm done ordering from PayPal.

If I could give PayPal zero or negative stars I would. I did work for a lady. Lawn care and such. I completed the work and the lady was pleased. We used PayPal for payment. A month or two later the lady was going through bank statements and forgot she paid me to do work and used pay pal. She reported the transaction as fraud. So pay pal charged my account 300. I got ahold of pay pal and they said all I can do is file a report or whatever and contact the lady. I contacted her and she contacted PayPal and told them she accidentally reported is as fraud. I sent pay pal screenshots and proof I did work for her and she was satisfied. I have talked to pay pal multiple times and each time they promised to get it taken care of in a week or two. It’s been months and the issue has still not been resolved. I had my hard earned money taken from me from another job I did for another customer because they say I owe 300.

If I could give PayPal 0 stars I would. As a long time PayPal user, I believed I had buyer protection. It has drastically declined! I bought an item falsely advertised as gold in color. Gold listed in the item description, specific item details, my PayPal email confirmation and PayPal item purchased being disputed. When the seller shipped silver and insisted Gold reflected in writing EVERYWHERE was only a keyword. PayPal’s resolution was for me to pay the international return shipping of $300 to return an item less than $150 in value. After 2 calls with customer service saying that I they were requesting a return label but no change in system status for me to return, the third call told me to call my financial institution. I asked for a supervisor and after 30 mints on hold they hung up on me. When trying to escalate to customer support, they told me to file in small claims court. I will no longer be using PayPal.

PayPal "WAS" the perfect service when it was the only and it first started. I signed up and any time there was a question or an issue I just called, obtained the information needed or corrected an error and went about business. NOW, it is so awful and I feel like a person that keeps getting kicked in the face and I get up and ask for more. But, this is where we are - there is no alternative. So, I guess this is why they do it and can do it. So, the reason I write the review is to hopefully tell you to not get involved and find a better way of paying online and/or receiving payments. Thanks for listening, I'll stay hopeful that PayPal goes back to being a good company.

I started using Paypal for my personal transfers, auto payment of my ongoing google subscriptions and in person small purchases. But for online shopping I had to learn the hard way. First of all it is relatively very easy to make payment because all information is already set for you and appears almost in every market as the first choice of payment with just one click. Some flashy add apps like temu have make me and other people I know complete payments without realizing it.
Secondly and more Importantly do not complete payment that are higher using paypal because you will not be able to do anything in case something happen to your purchase. Like in my case I did not receive it. The package was not delivered to my address. So I did not get my purchase, not my money back and paypal did close my case saying "they favor the seller". Better use another method of payment that will act on your behalf in case something goes wrong.

Worst experience I have ever had with Paypal. Got hacked in Ebay and 2 computers were sent to an unknown address to me of ** through my Paypal account. Paypal reimbursed me for one computer but won't on the other even though both transactions are identical for $3529.98. I have talked with at least 15 agents at Paypal and 3 supervisors totaling about 4 hours. Now collections is after me for $1529.99. Don't trust Paypal if you've been hacked. Paypal still won't get my money back!
