On 1/19/2018 my friend had paid me through PayPal in the amount of $500 for musical entertainment services that I provided for his company banquet. The following day I tried to transfer the money into my personal bank account. The day I tried to transfer fell on a Saturday so I waited until Tuesday of the following week given that PayPal states that it takes one business day to be transferred to bank account. I checked on that Tuesday and it did not appear in my bank account. I waited a few more days and the money still did not appear. I tried the transfer process all over again.
The following week it still did not appear in my bank account. While trying to transfer the money it was not clear that it was even going through or being initiated on PayPal’s part. I have tried numerous times to contact the customer service and all I get is an automated answer that does not address my issue. I cannot get to a live person to talk to. This is very irritating. PayPal sent me an email to rate their service and I gave the very low ratings. They have done nothing to rectify the situation and they don’t seem to care. It has been nearly 2 months and they still have not transferred the money into my personal bank account. They should be investigated and shut down if they are going to do business this way.

Had a customer who wanted the car. I had to fax copies of my divorce to prove it was mine. Customer paid PayPal. They took out $150 fee immediately, this was on Feb 28. I had to verify my checking acct. they were given checking account #, routing #, debit card #, social security #, address, phone number. The shipping company had to be verified, it was not in their “System”. Customer had to verify he received the car. They needed a transact # from the shipping co. , then “hold was placed on it because the “System” would not release it. They said it would be released March 10, it was released but then the “System put a hold on it for another 24-48 hours. PayPal cannot explain why the “System” put a hold on it. There is nothing they can do about it. PayPal has my $5000 and will not give it to me because of the “System”. It is March 10 and I still cannot have my money.

I logged into my account & tried to get my refund shipping cost for returning an item. You have to upload a copy of the receipt. Well I`m a senior citizen & don`t have a smartphone to be able to do that. So I was directed to Telus international who is the company that gives the refund. I went to their website & then quit. All the rigamarole you had to go through was not worth the effort. I have always had a good experience with PayPal, but their advertising for refund on return shipping cost is very misleading.

Tried to reset an old account but PayPal need 2 verifications - email and phone number. The phone number they have is an old number and I could not remember the 2 questions or upload fresh info - as there was no way to change to my new phone number I was unable to reset the account. Cannot use PayPal as a result. I did call the helpline but they couldn't help. Should be very simple. I guess they don't need new/fresh accounts.

We discovered that from 02/09/18 at 19:28:46 to 02/13/18 at 19:27:44 there is been a clever withdrawal in our account totaling $8,304.29. At a first look our account appears to be good, including the monthly report, transactions report, sales report, but on a closer examination one can determine there is an obvious issue. The first transaction listing a problem is of a processed payment which results with a balance less than what it should. From there on, what continues to happen is that the amount of the prior payment in relation to each occurring payment gets deducted therefore resulting in a lower balance. See attached files.
Our concern is that we have contacted PayPal's customer service various times. We have been transferred to managers and further we were asked to open up a ticket with technical support. It has been two weeks since we opened up the ticket (02/21/18), and yet there is no explanation. We suspect that this malfunction is being hidden or even worse if the system was hacked, that PayPal is concealing it. We advise anyone out there to check their account for the time frame listed above. It is our hope that PayPal representatives see this message and take care of our problem (or others' as well) ASAP.

I returned an item that was not what I wanted. The seller returned my money to PayPal and they just sit on it. When I contacted them they claimed they could not put it back on credit card. They said they would review it, but I still did not get my money (156.00) back.

We used PayPal for almost three years and it has never been a pleasant experience, nor beneficial, but it was tolerable for my business. Last year, they decided to change my address and now they sent me a tax form for the state of NJ which was my last residence over 4 years ago. Apparently it cannot be changed, so they suggested I close the account and open a new one. Unfortunately, everyone you talk to is completely incompetent and has no decision-making power. The people on the phone simply regurgitate the script, reassure that issues will be resolved but nothing happens. We are a small business and discovered that PayPal is not business-friendly. Be sure to review their “gag rules” before you sign up. We are finally rid of them, so they can say goodbye to my approx $4000 yearly fee.

My boss had issues with her bank so sent my paycheck to my PayPal. They took it hostage. Could not transfer to my bank or my husband's PayPal. Made 2 Walmart transactions then cut me off from that. I've had account since 2015 so not new account. Went through security questions with rep. Still gave me no access to my money. Now I have late fees for bills and can't buy food for my kids. I worked for my pay and they hold it hostage. Spent 3 days and about 5 hrs with reps. Won't fix. Don't use. Try to keep your money to make interest off of. I need my paycheck and trusted PayPal transaction to get quicker. Now can't get at all. When you live paycheck to paycheck it's big deal when you can't pay bills or buy food.

I had the horrible experience of having almost a $300.00 charge back from a transaction that occurred 9 months prior. I had absolutely no recourse with PayPal. They took my money and had the gall to charge me a $20.00 processing fee. I no longer use PayPal and if you're a small business you'll find you're very vulnerable to having PayPal holding your money or debiting your account without your permission. I urge you to stay away from PayPal as a seller. Find some other vendor to process your credit card or debit card payments!!!

PayPal has gotten to the point where anytime they owe you money back from a transaction such as a refund, even small amounts, they find an excuse to put a hold on it from several days up to a week or more. If you contact them about it, they will make up some reason, but I'm sure they are drawing interest off your money during that time. I'm going to stop using them anytime there's an alternative.

I called the number associated with my checking account; IF THIS ISNT A SECURITY BREACH I DONT KNOW WHAT IS?? 01/24/2018 ATM Point of Sale Signature PAYPAL *HEALTHMATTE ** CA 95131. It was PAYPAL and they said they never took any money and your PAYPAL account hasn't been used since 2012... We cannot find that transaction.

This is BY FAR the most criminal way of making money over business owners. My customer wanted to pay only via PayPal. So after some work, a PayPal account was set up. And customer's money was transferred into this account. The result: unforeseen SUPER HIGH charges and no release by PayPal of moneys when needed. Thus PayPal used MY money to get the interest and then charged over the received $ 2500 a fee of $75!!! THEY have lost my business for good. I will no longer work via or with PayPal. I will no longer work with customers who want to pay through PayPal. I am done!

I sold an item on PayPal only to find out the money was put on hold for 21 days. I had to pay the shipping to get the item out to my buyer. When I called PayPal to ask what was going on they told me because I haven't sold anything in a while it was put on hold for safety reasons. I told the lady I never had any problems when I sold or bought anything before that this seems more along the lines of discrimination. They didn't waste any time taking their fees out of it. I don't think I will sell anything anymore if this is what I have to do to get my money.

PayPal doesn’t tell you about planned payments until after it’s processed. More times than not the seller doesn’t take you off PayPal’s active list and you get charged for subscriptions you thought were canceled. Then to get someone on the phone is ridiculous. Wait for hours. And by chance if you do they are unhelpful to say the least. After a decade of using PayPal I will no longer be a customer as I feel they take major advantage of their customers. Horrible horrible service!

I live in New Zealand but have a prepaid MasterCard loaded with USD and AUD. I recently made a purchase on eBay USA and paid $185.43 in USD. The items were shipped to my brother, who lives in Florida. I selected payment by credit card but when I checked my Cash Passport account I found that PayPal had taken over the transaction, converted the purchase to NZD and then removed the funds from my AUD wallet. All the while extorting fees for the currency conversions. Cash Passport refused to refund the fees, stating it was a PayPal issue. I have just spoken with PayPal, who refuse to refund the fees and answer all my questions by repetitive script reading. Just went around in circles, they are a disgraceful company and obviously make a lot of money by this fraudulent extortion.

It makes me question why eBay only works through PayPal to deal with all finances and billing. Anytime I absolutely have to contact PayPal for a mistake made on their part, they consistently double talk and play the blame game on eBay. Once contacting eBay it's the same runaround and they're playing a game of hot potato blaming it on each other when they are completely partnered in business. Sad and worthless is what their customer service is.

I went to pay my PayPal bill online. When I went to the PayPal website pay my bill got a screen that the site did not exist. Called PayPal customer service as was told that they could not take a payment for I was listed as being Bankrupt. I informed them that I was not bankrupt, never had been, nor ever filed for bankruptcy. Was put on hold and sent to the investigation department. Was informed that they would research and get back to me or call them back in 10 days. Called back, still in investigation. I owe them a bill and I want to pay, was informed I was in litigation, account frozen, could not take a payment nor discuss the account.
Asked how I could prove that I was not bankrupt, again informed could not discuss the account, wait for a letter or a phone call from them about the investigation. Called back to talk to a member in the investigation department, was told that they could not transfer me to that department. I have been with PayPal since 2010. Never had any problems. I cannot even close the account nor remove my credit cards.

I've been a member of PayPal for 10 years (back when they were "Bill Me Later") and my financial institution sent a large payment on my behalf (thinking the payment would get applied in a timely fashion and tracking payment would be easier - WRONG). Anyway, after 3 weeks of PayPal not cashing my bank's check, my bank put a stop payment on the check (in my bank's opinion it should have been cashed). I then sent PayPal the "large" payment online. The PayPal payment was then processed immediately. However, 15 days later PayPal decides to cash my bank's check (it has already been over 30 days since my bank's check was issued) even though I had been sending emails to PayPal telling them my bank was issuing a check.
When the bank cancelled the payment, I notified PayPal again and got yet another ROBO email response. To add insult to injury, PayPal then tacks a $27 check cancelling charge to my account. When I called and explained (with accurate details), PayPal would not take the $27 charge off. It is extremely difficult to do business with this company in ALL aspects. I have since paid off any remaining balances and have closed my PayPal account. I will give props to Michael (customer service rep I spoke to when closing my account) and he was wonderful. I wish all of PayPal’s reps were a Michael.

I paid for an item that was not as described and the cost was $4,700.00. It was for a contract I needed in order to do business to create revenue for my company. I hired a professional company that draws up contracts. I had taken the contract to a lawyer to get it certified and the lawyer said it's incomplete so I contact the company who I bought the contract from and they refused to complete my contract so I put in a claim in with PayPal and gave them all necessary documents that were asked of me. I continued to reach out to the company that had drawn up my contract, a couple of weeks had passed by and I received an email PayPal stating that my account would be limited and I didn't understand why so I contacted the customer support team.
They coudn't help so they told me I had to speak to PayPal security again. They weren't helpful either. A few days pass by I contacted PayPal again. I finally got someone from security to honest about telling me what was the real problem and what I was told that it was suspicious is that I was in contact with the merchant I purchased my contract from and I told them why would that be suspicious if PayPal urges the buyer to try to resolve the matter first with the seller/merchant if possible so I found that strange that they're contradicting their own rules and refused to give me back my money.
I was only able to get partial of my money back but that was only because part of my payment was extracted from my personal bank account which was connected to my PayPal account so my bank made a reversal not PayPal and to this day Febuary 21, 2018 PayPal still owes me the amount of $1,800. I would advise anyone doing business to look for other alternatives before settling with PayPal cause they're unfair and they can steal your money in the blink of an eye and give you ** excuses and get away with stealing your funds or even take forever returning your funds if they even give you back your money.

I have been an eBayer for over 10 years selling and buying with my PayPal account. When I purchase items PayPal will take my money within seconds but now when I sell something they not only charge me a huge fee immediately but then hold my money for 7-21 days. I went through this when I first started selling (years ago) but now there is no reason at all for them to hold my money! I have been on the phone with them for over 2 hours today and talked with 3 different people including a manager who all told me 3 different reasons they are holding my funds for a long period. They refuse to release my funds now! I have 100% good feedback and have sold HUNDREDS of items over the years! I am being reprimanded or punished for no reason at all! No one is willing to help me! They are a huge corporation so they really do not care at all if they lose one customer. I am so furious right now!

My poor experience with PayPal is as much my fault as it is theirs. I created a PayPal account in order to give customers an alternate form of purchasing products from my website. Unfortunately, using PayPal as an additional payment provider cost me a lot of money and resulted in poor customer service on my part. I am a distributor. I do not have a mom and pop shop selling cheap odds and ends. I have to pay for the products that I distribute to my customers... and they are not cheap. It turns out that PayPal holds all new sales (over $100) for 21 days from purchase. Then once the funds are released, the bank transfer takes an additional 5-7 business days.
I received numerous purchases from customer that used PayPal on my website. These orders accrued to approximately $2400. I quickly realized that PayPal was going to keep my customers' funds, therefore I struggled to purchase the products from the manufacturers to ship to my customers. I stopped using PayPal once I realized they were keeping my customers' funds. However I shipped all of my orders, except for three. I simply could not afford these products until PayPal released my funds. I waited and waited and one day before my customers' funds were to be released to me, a customer filed a Dispute with PayPal, as opposed to contacting me directly.
PayPal instantly closed my account due to the Dispute and seized the approx $2400 in my account. Now I am unable to collect my customers' funds and I am out the cost of all of the products that I shipped to them. PayPal will hold my customers' funds for 6 months before they are finally released to me. I am also unable to ship the last two orders that I couldn't ship until PayPal released my funds. This looks very bad on my company. I have unhappy customers and now fear a bad reputation.
As I stated above, this is as much my fault as it is PayPal's. I should have researched how PayPal operates before trusting them to be the liaison between my customers and my company. In hindsight I will never use PayPal again. It is financially impossible for a small company like mine to operate with the way PayPal does business. After my experience with PayPal I found thousands of complaints against PayPal, many like my own experience. How PayPal continues to operate this is solely due to lack of regulation. No one really regulates businesses like PayPal.
Anyone and everyone can complain about PayPal but nothing will ever be done about it. It is wrong the way PayPal operates, there is no doubt about it. But as long as PayPal has no regulation, they will continue to make millions of dollars off of unsuspecting people like me. In summary: If you do are not selling something that you already own... Do Not Use PayPal... it's that simple. Thanks for listening...

Had a discrepancy with a credit card that was associated with my PayPal account. PayPal has been holding $120 since 1/29/18 and will not release it. The credit card issue has been resolved. Cannot get anyone to answer the phone or personally respond to my emails.

Never had issues before but as of late it has just been awful. I am not sure that they have a customer service department cause I can never get past the automated system. Currently been on hold for going on 2 hours and emails are responded to in weeks, not days. They are just awful, if I could give -4 stars, I would.

Loved PayPal for a couple of years. I bought stuff and since I always used Amazon or eBay and only 95% or higher with high use sellers. I never once had any problems never. Never even a late arrival even from China. So I get this line of credit and a debit card. No watch out! In one week I sent money to a friend in need. He waited a week. Made me look a fool and didn't need the money anymore. Got a bit of respect back when he received it but the damage of reputation is apparent.
Then decided to put some money into a cryptocurrency and again my money and 4 days again??? Called and got a runaround. So they used the credit account which I just paid in full tried to do a transfer and is being put on a security hold until March 8th! Today is February 16. WTF is up. Well they have lost my business. When I get the money back that's mine they will never see me again. I don't know why this had to happen but it's on them and three strikes in as many days and out they are. Beware something is up with them and money.

If I could choose 0 stars I would! Worst experience ever! We sold a set of high-end wheels and tires on eBay for $4,250 and had 5% deduction off the top to PayPal. Which to us is excessive, and basically negated the money required for shipping, that we were already going to be taking a hit on. That alone soured our experience losing almost $200 to them. We then read after the fact we would have to wait up to 21 days to get our money from our sale, but could be sooner once receipt was verified by the buyer. The 21 days seemed seriously excessive- but we figured we're shipping the stuff quickly- so we'll get paid once tracking indicated the package was received.
Then our buyer requested to have the wheels shipped to him in Mexico instead of NY, because that’s where he lived. So we were nice, worked out a deal with them to make up the difference in shipping- again separately via PayPal - but we worked the service fees into it the second time learning from our initial experience. We got money from PayPal right away - since it was a personal situation.
We got the wheels and tires shipped to Mexico, and the buyer received them 5 DAYS AGO. On the day they were received we looked to see if our money was released- NO, still on hold. We called PayPal and they indicated funds would be released in 3 days. We checked on the 3rd day and funds were STILL on hold. So we called and they told us it would be 3 MORE DAYS! And they could not release the money sooner because the address on the buyer's account did not match the address they were delivered to. For god’s sake it showed the buyer's name and that he signed for them - what the heck more did they need!?!?
We asked to speak to a manager and the manager refused to speak to us at the call center. And the lady put us on mute a refused to talk to us anymore. We sent an email to them expressing our concern and got a canned response back. They didn’t even read it!!! So now we are into day 5 since the package has been delivered. We are now without our merchandise for 2 weeks and no payment! AND when we looked at the site they added another day to it because their original quoted day was on a bank holiday.
We will NEVER use PayPal again. I am not sure how it is even legal for a company to hold your money when a product has been satisfactorily delivered. I mean $4k is a lot of money AND we already took an almost $6k hit selling them. So needless to say - we are frustrated beyond measure. I plan on submitting an official complaint against them to any government official that represents us to complain about their unethical practices!

I'm not going to go into in depth detail of my PayPal dispute, just know it was clearly a scam. You could just look at the claim and anyone would know. Broken English, stating I sold him an item 6 months ago and it never arrived when I had never sold anything to this person. My only options to provide evidence against the claim was to either refund, or provide tracking information. I promptly contacted PayPal explaining all of this and they sent me a canned response stating in order to prove I sent the item I must provide tracking information, completely ignoring everything I had said. Once PayPal had decided I never shipped the item that never existed for a payment 6 months ago, they promptly set my balance negative. I should note that this person didn't need to provide any information like what product they bought from me, where, when, or any information other than one sentence that was barely readable (2 separate claims same sentence).
Because I shop online a good amount I needed to remove the negative balance so I added funds from my bank account. 6 days later my account is still negative, even though the funds had been taken from my bank the first day. To make things even more outrageous, I received an email from PayPal saying if I do not add funds I will be taken to collections all the while they are taking their time moving my money. I spend thousands of dollars a year on PayPal, the model client and I'm treated like absolute dirt. I've been scammed for eBay claims in the past, but I don't hold that against them, they could have been hard to tell who was telling the truth. But this time it was so black and white I had figured they would finally have my back. I was wrong, and couldn't be any more disappointed with the customer service or the system in general.
If you're a scammer, use PayPal. It will be very easy for you to get your way. To everyone else I highly recommend using a different service. PayPal isn't the only game in town anymore and there are plenty of companies that will actually take the time to stop you from getting scammed. It almost seems like PayPal promotes fraud the way they conduct business.

Made a purchase in the sum of $201.00 in December, 2017. After more than a month, I filed a complaint with PayPal. After waiting for PayPal to respond, filed another complaint and PayPal canceled my complaint. Finally contacted PayPal by phone and they said there was nothing they could do and I should contact the credit card company to dispute my claim.

I purchased a dress around Rs 3000 from Brazilian site after confirming twice about the dress availability with the seller in the message centre & email. The dress I received was sooo cheap & entirely different from the dress I ordered costing only Rs 200 displayed on package & that too sent from China (not Brazil). When I contacted PayPal, after certain time limit completion period the case was declared in my favour as being eligible for refund provided I return the dress bearing my own shipping charges which was again around Rs 3000 i.e. can say at par with the dress price.
Why should I bear return shipping charges for the fraud of the seller. In spite of explaining them every detail of seller's fraud & my twice confirmation with the seller about the dress availability on email records, they didn't ask me for any proofs, records as if they didn't want to investigate or review anything. They directly closed the case declaring it in seller's favour. It shows that the PayPal is merged with the seller in doing such fraudulent transactions. There is a scope left by the PayPal purposely for carrying out such fraudulent transactions in the name of the item doesn't match its description. PayPal are very well aware that when the return shipping charges is more than or at par with the dress, the buyer will have no other option. There are tons of such transactions carried out. PayPal is a scam.

Purchased item online using PayPal, believing it was a secure transaction. When I received item, it was not item I bought plus item received was broken. PayPal was NO HELP!! In making it right. After filing claim, numerous calls, I was given the run around by them with no resolution!! They suck!! Do not use them.

Reason for using PayPal was to avoid being taken advantage of by scammers. Made a purchase in early December from "Loosely Support" for a small handbag and a pricier knitted blanket. After many email request the small handbag was delivered early February but no blanket. Established a dispute with PayPal only to be told the company provided proof of delivery with a tracking #. Yes, there was a delivery and a tracking # for the handbag but no blanket. Paypal wants proof I did not receive the blanket...how exactly do I prove I did not receive something? Very slick of Loosely Support to provide tracking # and delivery for cheap item and say it was full order. So, there is NO fraud protection by using PayPal. More disappointed in PayPal than fraudulent company and will no longer be using their "services".

After two emails and one telephone call to PayPal regarding a transaction I decided to make a complaint online which takes a considerable amount of time. However at the end of the complaint procedure PayPal asks for your details (name/email etc.) but also asks for a SIGNATURE which I can't do online. A complete waste of time to gather the facts and compose my complaint only to be told at the end that I need to add a signature. I'm already with DocuSign, but PayPal's place for the signature doesn't respond to the mouse so I'm unable to add my DocuSign signature and send my complaint. A great way for Paypal to ensure that online users are unable to lodge their complaints!

I had an unauthorized subscription $147.88 for 1 year made through PayPal. I realized it on the second day I contacted to merchant (Lucky Block software) through email and PayPal I opened an dispute with them the same day subscription made. I received an phone message from someone (later learned it was PayPal). Only symbols and not authorized. 3 times at the same day. Because I wasn't able to read the message I couldn't contact to PayPal at the same day and refused the payment. I called PayPal he said my dispute is denied. I said, "Why?" because it's been made my computer. I said ok. I did not do the purchase. Let's say my little one did it. Even we did it my mistake. This is a service. We still do not use it and in the merchant website agreement if the subscription is been canceled within 3 days they will pay me back which I did. I canceled it in 3 days but I can't reach the merchant and PayPal doesn't protect from me.
PayPal did not do his homework searching if the product received, if the service has been use, what is the agreement etc. They did not do any their homework. What they do is just checking if the purchase made from your computer or not. Nothing else. The rep said the same thing, "We did not have to do anything else. All we do is checking if purchase made from your computer." He said, "You have to deal the merchant not us" and he said they have millions of users with arrogance. I said, "Don't trust you have millions of users. You can lose them one by one"...
Even though I kept saying I did not use their service PayPal try to make me paying it. If I have to deal with the merchant why would I use PayPal. I use PayPal to be safe. If they don't protect me or they don't do their homework searching what happened... if I have to deal with the merchant myself... what is the purpose of using PayPal. Now the Merchant do not answer to my emails and PayPal doesn't care what happened or who is right. Now I have to pay for the service that I did not use or will not use.

PayPal has billed me for $184.32, for a pre-authorized payment to SITEBUILDER.COM, which I never heard of before thru business' WZ (UK), and Sitelio. I have filled disputes, and a fraud claim with PayPal, and PayPal found in favor of SiteBuilder.com. I have never done business with them, nor ever received any service or product from SiteBuilder.com, I have tried to explain all of this to PayPal, to no avail. PayPal is threatening me with their credit collection department if I don't pay them the $184.32. I am very disturbed with PayPal's refusal to even consider my truthfulness in this matter.

Since there already are so many complaints against this company, I will add one more experience with them that probably matches many others. After buying an item on Ebay and finding out that it was a fraudulent seller as sent to me by Ebay mail, I discovered that my account with PayPal, which was linked to a credit card, was bypassed and instead they withdrew an unauthorized payment from my personal savings account. This after many other transactions using the credit card they had on file.
After waiting over an hour to reach a PayPal person by phone, I was told they did not have the authority to reverse this false withdrawal and I had to call back the following day, again going through a very long hold time to speak to another department that "might have that authority". When Googling PayPal for complaints, I was amazed at how many complaints there were. It's very obvious that PayPal is not the first choice to use as system to pay or receive funds, as they have become notorious for too many fees and withholding refunds or even living up to their claims of buyer and seller protection.

This company supposedly has "seller protection" but never abides by it. Any buyer can buy your item, wait 30 days or more and then just go to their bank and say that it is a fraudulent charge and they get their money and item without having to return it! I sold a brand new item on Ebay with a full description and proof of purchase. The buyer waits for 60 days and files a complaint with Paypal that the item is " significantly not as described" and so I sent proof of pictures and descriptions.
The buyer asked to meet in person in which I have evidence but I did not ship the item (I understand it was a mistake not to ship the item). I thought being the nice guy that I am, to meet the guy and he inspected the item. Regardless if I did not ship the item, I have proof and even text messages and the buyer did not say he "did not receive the item" but that it was "significantly not as described". I called Paypal multiple times and tried to appeal the case... I have seen multiple reviews that Paypal basically can't do crap about chargebacks.

Arbitrarily holds funds on sales. Top rated, 100% FB. No negatives. They give canned responses and when asked where the interest is... (my items range between $300-$5000) they say they can't answer. Truth be told PayPal makes a lot of money on the interest. You should be entitled to that interest but they removed money market accounts so the pigs get fatter... ON YOUR HARD WORK! If they aren't part of eBay anymore why do you need to wait for positive feedback before they release your money? Sorry but I already have a mommy. PayPal you suck!

I've had a PayPal account for over 5 years. I have my bank account linked sank sank everything they require. I went to transfer a payment to my bank account so I could withdraw the money with no fees! (PayPal charge you $4 to withdraw the money from a ATM out of your own account that they already charged a fee!!) I have already successfully used the $0.25 charge from PayPal to get the money into your bank account within 30 minutes more than once. Well on February 4th I went to transfer $85 to my bank account. Well they decided to review that transaction. Nothing different than the eBay purchases or any other purchases I have used PayPal for so I call. I get the same like they caught with a don't say anything. You understand what I'm talking about?
I ask for a supervisor. I was literally on hold for 1 hour. No one ever coming but check they have the poorest service (I'm 100% against outsourcing). I received an email stating that my pending transaction could take up to 24 hours! So at 8 a.m. eastern time when they open I called I got the same runaround. The first lady tells me that it's under review. If it passes review it would take 72 hours to get my money. I asked her review of what as I stated, "Oh my accounts are linked to PayPal, the bank, everything. So what is being reviewed?" So it's random. "Random what?" So she passes me to another lady who tells me no it's not under review it's in the batch process. I'm going to the bank. I asked both ladies why you're telling me 72 hours when they email I have (documentation) says up to 24 hours!! That's a big difference 24 to 72 hours.
They don't have to say that in the email or anything. They can just say what they want and do what they want since they have your money! I stated that is all the money I had the last of Friday. That is the truth. I need to buy gas and here is the part that just totally irritates me the most they have my $85. I'll go use my PayPal business debit card to go to Taco Bell... and they decline it so they can keep my money without telling me for 72 hours... decline the PayPal debit card!
Who governs these people? I mean I know I'm just one person but there are a lot of complaints about these people! I honestly think that I was under review because of the man's FIRST name that I sold my item to. So that would be profiling! The man is a buyer on eBay! PayPal outsources! This need to stop so People can understand what is being said or Remove Paypal fees... I'm PRETTY MUCH FED UP with companies like this being able to do whatever they want with other people's money. I've been using PayPal since 2003. As long as there is no dispute about a transaction, things are fine, except for the charges. But in a dispute situation, where the seller has very precise documentation about a buyer's fraudulent activity, PayPal does the most cursory examination, does not look at the seller's documentation and simply goes by what the buyer tells them. The buyer's denial counts more than the actual facts. I am so glad eBay is now switching to Adyen for processing payments.

I have filed a lawsuit against PayPal for charging up my checking account debit card, account which had a zero balance and was to be closed, incurring several overdraft fees! They had my new checking account information and had been using it! Then they fraudulently charged the new account several times again incurring overdraft fees and leaving me with no money for most of January as this is my direct deposit of my very little SSDI! I receive EBT and MassHealth too; consequently, I have financial hardship. The new account is in the negative $174! I can't afford that! The court date isn't for 2 months! PayPal is threatening collections as they state I owe them money! I strongly advise against ever using them again and that you all file lawsuits against them or bring a class action lawsuit against them.

Paypal is quick to take money out of your accounts, both your PayPal balance and your personal checking accounts, but they will HOLD these funds for as long as they want. Their customer service people are awful! They use the same lines over and over, “Sorry but we can’t help you at this time. Feel free to call us back in a few days.” The only reason PayPal even has a 1 star rating, is because there is no option to put a NEGATIVE rating! Yes! That actually happens. This of course, is after waiting on hold for up to 2 hours, at a minimum. I’m not telling you to walk away from PayPal, I’m telling you to RUN, RUN, RUN!

I have used PayPal for about two or three years. Everything went fine until I made a small mistake. And PayPal punish their customer by holding their money for six months and ban me forever from using. It really suck. What an American company is! Why don't they help to find out the truth and help their customer to get back their service. If you was not careful and do something they think you are suspicious, they will right away jump to conclusion you are scam and ban you. How about your money? They will hold for six months. What could you do? They may ask you to provide some personal information but they don't try to verify them.
I have tried to contact by email by phone uploading a lots of my personal information. Everything I got is wasting lots of time. They ignore it and don't accept any more of my information. What a poor service. I am a real person. I have all real information and documents but I still can't verify myself. They ignore ALL. Really bad. They don't need the customer. They never respect you! You should never use this poor service. It is the worst service I ever used in my life. I really WISH another RIVAL of PayPal to STOP this GARBAGE company!

Transferring funds from PayPal to bank account - I am new to PayPal. The first time I used it my transaction went under a 24 hr review. They explained this normal for first time users. Which I understood. But here I am using it again with another 24 hr review. Nothing on my PayPal has changed. Name, telephone #, email, bank acct, all still the same, so now I am confused as to what they are reviewing (the same thing they reviewed the first time). Do not use this if there is an emergency and need your money right away.

Takes 5 business days to transfer 2$ from my PayPal to my bank. Ridiculous worse app ever. They have millions of ways to take your money immediately but make you wait really long for your money when it’s time for you to receive. I recommend the Cash App over PayPal.

It has been almost 3 weeks since PayPal is yet to transfer the money they took to my debit account. I was going to do the normal transfer to my bank account, but they said that if I did the debit transfer it would take around 30 mins vs using my checking account which would take about 1 day. It DID NOT TAKE 30 mins, at first, they said it would take 72 hours for verification purposes, not one person thought to follow up with me, I had to call and email multiple times to get a simple update.
Almost 3 weeks later, they continue to tell me that they are still having the same technical problem, they would not refund my money and I am out over 500 dollars. I will never use this service again, they do not care about their customers and have ZERO ownership or accountability to any of their issues. I am reading all the reviews and it looks like I am not first person either. I wish I would have read the reviews before I did or trusted this company. They DO NOT care about you, they only care about themselves. DO NOT use this service, you might get your money or you might not. HORRIBLE SERVICE.

I ordered an item from Modlilly which is a dishonest vendor. The item I received wasn’t even remotely similar to the picture in the ad. I sent a screenshot of the ad and a photo of what I actually got (after having the required contact with Modlilly, with no success —- they offered only a portion of my money back). PayPal wanted me to send the item back at my expense to CHINA! It would have cost me the same as what I had paid for the item. This is ludicrous. PayPal uses no common sense. They protected a dishonest vendor instead of their client. It is so frustrating to work with PayPal. They do not protect their clients, they wear you down with automated replies hoping you will give up. I do not trust them.

I purchased an item from Actyvv, LLC on Jan 4th 2018, I did not receive the item; on Jan 27th, I contacted the vendor and PayPal and was told the item had delivered on the 18th; I filed a dispute with PayPal and they sent me an email today "they decided not in my favor". Basically they are favoring with the vendor, it is my responsibility to ensure the item I purchased is delivered to my home even though I have nothing to do with the shipping process. I have since closed my PayPal account as they have proven they do not protect we consumers.

Hello. I set up a PayPal account today and it turned out pretty good. That is until I was totally misled. I was told by the first cs guy which name was Mark that by me setting up and being able to verify my checking and debit and credit card account the 1000 limit was lifted so I had a bigger limit. I asked him, "So I'm able to use this 1000?" He told me yes at least 4 times during our conversation. Told him how grateful I was because it was my daughter birthday Saturday. Well this came at a good time then and of course he said once I was able to use it anywhere. I was told by three of their cs that I was able to use this money. The one cs which named was Debbie even had the nerves to help me transfer money from that 1000 to my PayPal account and once again I tried to use it at DD but of course it didn't go through.
The next three cs which named were Mel, Pamela and another guy cs said, "Hey that's not what the money is for." Of course I did not believe them because hey I was told I was able to use this money. I asked to speak to supervisor at least 2 doing this process and got hung up on. I was at DD for over 2 hours trying to use PayPal but little to no avail did no justice. I called back a 7 time got the cs Benjamin. He literally seemed genuine upset about the whole situation. He promptly got the supervisor on the phone. The supervisor which name was Monica got on the phone told her what happened with the misleading information that her employees told me about the driving back and forth to DD trying to download the app because apparently I needed the PayPal app.
It goes back. Same thing didn't work. Monica said, "Hey this is what I'm going to do." She reimburse me for my time, the gas I used running back and forth the misleading and information I was giving from the employees but it will not be available for 24 to 72 hours. I of course expressed my concern. She asked would I like to talk to the manager. I sure why not and oh my God the manager got on the phone which her name is Brooke and she was very rude. She told me that PayPal is not going to reimburse me even though I have ran all over town trying to download the app to use. She pretty much told she did not care about anything I had to say and she also told the transaction I was trying to make even before I talked to her she had already cancelled.
I said, "What? You're kidding?" So to show your customer how much the is family so you say you declined my transaction and you not going to reimburse me for my time and travel which once again I was at DD for 2 hours messing around with this freaking PayPal crap total waste of time. She is very inconsiderate. She not a leader in my eyes because I thought it was all about keeping and making the customer happy which evidently did really care about. I could say more but recommend them is totally out of questions. I think they is a scam. Disgraceful, very rude and I warn everyone to stay away from PayPal because they are not who they claim to be.

I ordered 7 paint by number kits for $93, I received 3 of the wrong items. The seller told me they would send the correct items and they said not to return the wrong items. The seller never sent the items I ordered. I opened a resolution claim with PayPal. PayPal required me to return the wrong items. It cost me an additional $24. The post office gave me a customs number to track the shipment because to get a delivery tracking number would have cost almost $90. PayPal said that because they can’t verify the tracking number they are denying my refund. They won’t refund any of my money. Not even a partial refund. Nothing.
I called to ask how that decision makes sense and the customer service guy said he couldn’t even see the dispute history so he was going to open an appeal and I should send a screenshot that shows where the seller said not to return the wrong items. Two days later I got another denial that says that I am not allowed to appeal the decision. They know that this seller is stealing people’s money. The seller is ** Xsu. They have done it to tons of other people and PayPal is taking a percentage of their theft. There should be some recourse.

I am an avid seller online and for years have held a PayPal account. Most recently I sold some nail wraps to a woman who lives one town away from me. She paid me through PayPal, did not cover the fee like I asked her to because paying by Goods and Services the seller gets hit with a fee. I got hit with the fee and she did not pay it, nor did she pay for shipping, so I lost out on a lot. I tried and tried to get in contact with her about delivery, the only thing I had from her was her mailing address. I uploaded photo proof of everything being sent to her. I tried multiple times to see if she received the wraps I sent her. She "claims" they never arrived and opens a dispute to get a full refund.
I have tried to get in contact with PayPal and it took them over a week to get back to me and said because all I had was photo proof of the things being sent out they are going to side with the buyer and refund her full purchase. They will not even listen to my side of the story because she lied to them and said I did not contact her nor did I send out her wraps. It is a bald face lie and I showed them proof she lied. They will not change their stance. I am so sick of people who screw those of us who are hard working and trying to get by. I am a hard working single mom and I am trying to make money to take care of my kids and this woman has the nerve to take things from me AND get a full refund from PayPal. PayPal needs to be shut down ASAP!

Product never worked. Seller in China, would not provide return shipping label. PayPal inflexible to understand problem, repetitive messaging to remind to return item. Called and they wouldn't give me a answer why I couldn't send money. I tried several more times and no luck. I called several more time and still no answer to why I couldn't send. So I tried another family member and still couldn't send money. I called PP and they still couldn't tell me why I couldn't send money. Clients sent payments to PayPal to use our classes. PayPal refuses to forward funds to us as they claim our email address is unconfirmed. We have confirmed our address, yet they still are holding funds. I called their help desk and waited 41 minutes for an answer. The service rep had no interest in helping and said she would transfer me to a superior. I then waited 92 minutes before I hung up. They have no interest in resolving this issue.

I am sick about this... I verified there were available funds in my bank account prior to purchasing some items via PayPal. Somehow they delayed processing them for some days (I thought the funds had already been withdrawn since I wasn't using Pay After Delivery) and I had made another purchase during that time, as I was still showing a positive balance on my bank app. When their withdrawals hit my account, it caused a negative balance. Annoying and embarrassing, but not anything fatal.
However, they have attempted withdrawals from my account EVERY DAY since then; their notification emails state they will attempt reprocessing after 3 DAYS. Every day, multiple $32 fees are being deducted from my bank account for the bounced withdrawals that shouldn't have happened in the first place. At this rate, my entire week's paycheck will be gone by tomorrow when my automatic deposit occurs. The bank can't do anything because the original transactions were authorized by me. I have contacted PayPal but from what I'm hearing and seeing from other people, they make a habit out of screwing up people's accounts like this and I'm not hopeful they'll do anything. If I lose my week's pay over their stupidity and greed, I will be seeking legal counsel.

On October 20, 2016 I made a donation, of $1,000.00 to my own no-profit organization to help the company build up a line of credit. The page, for donation gave the option of use my credit card or PayPal. So I choose to pay with my credit Amex credit card. But even though, PayPal got into and made the transaction. Months passed by and the money wasn't credit on the organization account. So I did a little investigation, only to find out that it was on my PayPal account and they had made a deduction of $49.30. I called them to complain, we had many arguments, So I called my credit card to canceled the transaction, period! Now, PayPal is harassing me and send me to a collector for a service that I didn't requested. I want they stop with this.

I ordered some merchandise from a wig website (www.bestinwigs.com) and paid via PayPal. I had no idea that it was a Chinese company or website, and it took over a month for all the items to arrive, and they looked nothing like the photos on the website. I returned 2 of the items at my own expense, and was never reimbursed by Bestinwigs. I opened a dispute with PayPal and they made me go through a lot of hoops, including the filing of a police report, and in the end they never reimbursed me a dime. I have wasted hours of my time, am out $214 (the cost of the 2 wigs plus the $40 to return them to China), and don't even have the wigs. Paypal's customer service was awful and they do business with shady companies. Buyer beware!!!!

I hired a Paralegal to write a Petition, after I paid through PayPal, I received a copy of the petition. It appeared that the person lied about her education and the petition she prepared is wrong on many issues. I then filed a claim with PayPal, then PayPal has decided in her favor very quickly, without asking me to submit my version of the claim. This is very bad people to deal with and then I have to file a small claims against them. Here is its protection when you paid through PayPal: "Protection you can count on. If you don't receive the item that you ordered, or it shows up significantly different from its description, you may qualify for Purchase Protection, and we'll reimburse you for the full purchase price plus any original shipping costs, subject to terms and limitations."

I received an email from PayPal claiming my account had been accessed. This was an obvious fraudulent act. At three in the morning I received a call from PayPal and the caller immediately hung up. I have tried numerous times and ways to reach PayPal but they only operate during the week. Email attempts were not successful. I cannot trust a company that will permit fraudulent activity to go unchecked while they enjoy their weekend. In my opinion PayPal is not a customer focused company.

Yesterday, I noticed a charge for almost $3,000 on my credit card that listed "PayPal" as the source of the transaction. My credit card company immediately cancelled my card and started an investigation. When they tried to contact PayPal, there was a two-hour wait -- a wait which the credit card representative was not willing to make. So, this morning, I called the number associated with the charge on my credit card. The first issue I ran into was the automated system which insists that I give them my PayPal account number or bank number associated with the account. I do not nor do I ever want to have a PayPal account. After going around in circles with the automated system, I finally was put on hold to talk to an "associate."
Thirty-five minutes later, I finally got to talk to someone, presumably a live person, who sort of spoke English but was very hard to understand. The interaction with him took another 35 minutes, most of that with me being put on hold over and over. When I explained the situation to him, he assured me that no such charge had been made to my credit card (this was determined by his putting me on long holds while he did some sort of research presumably). When I assured him that I could see it and the credit card company could see it, he decided to try "something different" and discovered that I had indeed been charged in the name of PayPal.
He claimed there was no way to determine what merchant might have made the charge but then finally came up with a name. That was as far as his research went, and my research on the internet shows that the name he came up with seems to belong to someone in South Africa. So, having invested 70 minutes of my life so far, I had few answers. After finally being convinced that someone was using PayPal in an effort to defraud, he said he was going to transfer me to the Resolution Center.
It has been 2 1/2 hours since I was supposedly transferred to the Resolution Center, and I have yet to have proof that it exists. What I have heard on the over three hours since the beginning of this call is a repeated, recorded message about how great PayPal is at safeguarding people's identities. "You are 100% protected from unauthorized payments." They are like a "safe deposit box" for your online financial information. If I file a claim with them, they will look into it, and I can escalate the dispute, etc. This, of course, assumes that I could actually talk to someone to make a claim or dispute. For those who are wondering, yes I tried their website. Like their call-in service, it is set up for members. To get to the "resolution center" online, you must provide your PayPal account information.
So, at this point, I am without my credit card until a new one is provided, and I have no reason to believe that anyone at PayPal cares about the fact that a large, erroneous charge in their name is posted on my credit card statement. More than three hours of my life are gone with no resolution. I realize that my credit card company will investigate the situation. In the meantime, everyone should look carefully at credit card charges labeled as PayPal. They have a terrible system and evidently don't care whether people are being ripped off by their merchants (which this guy evidently is) or whether they have decent customer service.

After using the PayPal services for several years using my email on December 26th of 2017, I received U$33,000 payment for the sale of one of my websites. The buyer sent me the money using PayPal; PayPal limited my account and placed my funds on hold for security purposes; after waiting for many days, talking with many representatives and having my account reviewed and cleared, my funds were available for withdrawal and my account was restored and activated. I tried to withdraw my funds (U$26,000 after making some payment with my PayPal balance) to my bank account but it was not possible to do it. PayPal alleged that the bank information was invalid, even when they have made plenty of withdrawals to the same bank account with the same bank account information before.
I tried to withdraw multiple times without any success. Then I got another email from PayPal where my account was being reviewed again without any reason, they asked for private documents concerning important information from myself, the buyer related with the sale of the website and the business; then they decided to close permanently my account and hold my funds for 180 days.
I have previously requested a review/appeal of my case which was denied. Although I still disagree with the decision to deny my appeal I will abide by it however because I feel that holding my funds for 180 days is excessive, and perhaps a punitive abuse of power, besides PayPal is operating as a financial institution with power of seizure, without legal authority to do so; PayPal is committing felony fraud (possible laundering activities going on as well, since it seems to be widespread and ongoing), but just my own money is $26,000 and PayPal is refusing to release funds, not belonging to themselves, which is called grand theft. The funds are part of my daily life expenses and during this period of time I haven't received any income or profit in my bank account which has affected my personal being physically and psychologically since I don't have enough money to pay my personal expenses.

I began asking for employee #s for everyone I spoke with, (some refused to give it) and recorded those with notes. The information I received was conflicting and did not help resolve the issue. PayPal blamed it on my bank. I spoke to a manager in the U.S. that acknowledged I had an additional claim against PayPal for issues incurred while they tried to resolve the problem and was given an escalation # for their IT dept. The IT dept. contacted me and again stated it was an issue with my bank. I contacted my bank again and was put through to a mgr. that uses PayPal who assured me PayPal was wrong and instructed me how to set my account up so the payment would go through.
I called PayPal again, sat on hold, was put through to a mgr. that was rude and when I asked if she could wait while I tried what my bank suggested informed "I could do that on my own time and not waste hers". I did exactly that and my bank account was confirmed and the payment finally processed after almost a month. In the meantime 2 mgrs. told me they had been having problems with Cdn. banks since Sept. 2017. It seems the TD bank knows more about PayPal than PayPal does. I have tried to contact them for hours since then regarding the already acknowledged compensation (with a claim put in by a mgr. and verified by another mgr. again PayPal employee #s were given) due me for lost revenue (prior to this fiasco and not including added expenses). It is impossible.
I get redirected repeatedly and wind up either back on the home screen if trying to resolve this via internet, or hung up on. I can provide the tracking #'s for the shipment showing the items were received weeks before payment was finally made (again only because TD bank was so helpful). I would be happy to video my attempts to contact PayPal via internet and the endless redirects or the phone calls that are redirected and never answered. CBC would have a heyday with this, Canadian consumers should be aware of what PayPal has become since leaving eBay (easily researched).

This company does not respect the paying customer. They believe that it is normal business practice to place customers on hold anywhere from 2 to 4 hours. If they say they will call you back, THEY DO NOT! They hold funds unnecessarily. It does not matter if the product $500 or $5 dollars. The bank refunds you anywhere from 7 to 10 business days. Paypal at their discrepancy can hold your funds for up to a month not counting the weekends. I rarely use them because whenever I do it is usually a poor experience. The company needs better business practices because their standards are pretty low.

Statement closed on 12/2/17. I got email telling me statement was ready. Went to website which showed how much was owed ($67.00) and due date if 12/27/17. I paid $70.00 on 12-2-17. I ordered from Petco on 12/4/17. Checked account online to make sure Petco order went through. It had as had payment and there was not payment due on bill at that time. Now I get the 1-2-18 statement and it says I'm late and was charged a late fee of $27.00. Called customer service on 1/4/18. They agreed to waive the late fee and that will post on the February 2018 statement but will not post the 12/2/17 payment of $70.00 to the December billing statement even though the website listed the payment due.
They say I paid too early even though their own website said I had a payment due. I am being penalized for paying on time. The January 2018 bill is now $132.00. I have a very tight budget. I can't pay that $132.00 without not paying another bill. PayPal says they can't fix it. We can put satellites into space but they can't fix their own website specifying a payment due date and amount. If the website posted that payment amount and due date too early, as they are stating, then their website is faulty. They shouldn't post a payment due on the website if the system isn't ready to recognize a payment made to the correct billing statement period.

Paypal - doesn't respect your fraudulent transaction. According to PayPal, I did make a $200 dollar donation but when I check with the organization, they don't know anything about it. Furthermore, when I googled the name that appeared on the transaction - there were a list of people saying - "I never made this transaction!!" I am in the process of closing my account. I recommend the same for everyone else.

PayPal, when it works it is GREAT! When it doesn't and you reach out to customer service in any way (over the phone, email, etc.) it SUCKS! I have numerous charity donations set up to come out of my checking account first. I have purchases come out of my same checking account unless I choose otherwise in a case by case basis. Two things happened that has led to my latest PayPal nightmare: refund from one merchant which was paid from my checking account via PayPal did NOT credit to my checking account via PayPal. Where did it go?
Something I've never seen or used called "PayPal Balance". The very next day my recurring monthly donation to a charity, which is set up to come out of my checking account via PayPal first, DID NOT. What happened? Well, PayPal chose to take those funds from the "PayPal Balance" with no notification to me nor my permission. I go to check it out and now they have "PayPal Balance" listed as the first option to pay my month recurring donation for this charity. WHAT?! They won't fix it because they said they did according to how it is set up. They talked in so many circles and then told me I could fix it going forward. Don't trust that the fix will stick. They take my words, repeat them and then twist to suit so they paint a picture of good customer service without actually doing anything - very political. Don't waste your time on customer service with this provider PayPal - you will get anything but.

I started a new account, specified the bank account I wished to send money from, and verification transactions were sent to that account. Then, after the verification transactions were sent, they tried to take money from a different account, which did not have adequate funds. So, I got a fee from my bank, and my son did not get the money I sent. When I called customer service, the representative was completely unhelpful and refused to connect me with a supervisor.

Never received merchandise. Credit card paid PayPal. Admittedly I had scarce information through PayPal secure message. I sent 6 messages. Every one was answered with a canned, form response. This went on for 10 days. Finally received PP response: "An update about your case. We've completed our review of your unauthorized activity case, and we’ve determined there was no unauthorized use." Online business WAS paid, I never received merchandise, hard copy info showed PP payment via my credit card. I canceled PP account & will NEVER employ their services again. Credit card, however, refunded my money. This wasn't a large amount of money, but the fact remains PayPal bombed. Consumers beware!

I purchased an item from a merchant in Dec 2017. I paid via PP $375. The buyer never sent the item. I filed a claim with PP. Fraud seller stated he sent a refund. PP closed the claim as resolved. "Refund was via bogus account with no funds so no funds were ever sent." Tried multiple times to email PP as I can't do another claim/dispute and every email comes back with a canned response. To date, I still don't have my funds (PP Credit) returned since nothing was sent, nothing to send back. Fraud all the way. I am forced now to contact the FTC and file a complaint against PP for not honoring buyer protection and with the FBI for internet wire fraud against this merchant. I know I will never see that money back in my hands. Sad thing is, every PP rep I manage to actually reach has no interest in doing the right thing, has lied continually ("My manager promises the funds will be in your account tomorrow, look for a PP email." NOTHING), etc.

Long (many weeks) story short. We purchased a set of lights online and used Paypal to handle the transaction. The amount was over $1700. The product arrived in 5 boxes from China (we didn't know we were purchasing items from China) with many broken pieces. The light fixtures were encased in a very low grade of styrofoam that had disintegrated en route from China. We immediately contacted the seller requesting a return authorization. After many attempts, the seller then called back to tell us that they wanted to send other product as returning would be "uneconomic." We "escalated" our case with Paypal and their only recourse was to tell us to return the items at our cost and then they would refund our payment. The cost to ship it back to China is $1800!!! Paypal said they cannot do anything else to help us after many conversations with them on the phone. Paypal does not protect its customers.

It surprises me that a company worth as much as Paypal is run the way it is. Customer service, in my experience, is the worst of any U.S.-based company I have dealt with, and that includes Verizon and Comcast. I've used PayPal for nearly two decades, and I simply hope I don't run into an experience where I need them to handle anything. The convenience of using them to send and receive money is tremendous, but thankfully there are finally competitors in the market.
I've had two issues where I needed PayPal "buyer protection". Both were from issues where the product was substantially not as described and I was not able to get the seller to refund. PayPal closed both cases without a reason and decided against me. Fortunately one of these times I used a credit card and was able to file a complaint with the card company which they upheld. Had I used funds stored in PayPal I would have been out of luck.
In addition, someone recently requested payment through PayPal. The person accidentally misspelled their email address by one letter. I forwarded the funds and the person stated they had not received them. I forwarded the gentleman a copy of the PayPal email. He forwarded it to PayPal and the representative said I was a scammer attempting to phish him, which indicates they did not bother to look up the transaction number or email to verify them. They just simply responded. We eventually worked everything out without PayPal's help. Also recently I needed to set up my phone to receive dual-authentication to access my account. After many tries, and five or so attempts reaching out to PayPal customer service via phone and email without luck, I eventually had to pay a service to forward another cellphone number to my phone to get it to work.
I've also used PayPal at my place of business for clients who wanted ease-of-payment. Initially it worked out okay, but PayPal began requiring all of our clients to sign up for accounts rather than simply using their card which clients did not want to do. In addition, they simply did not accept some payments. We called PayPal and American Express. American Express would say they were allowing the transaction, however PayPal representatives were clueless as to why the transactions weren't working and could not provide any assistance. All of this made us look foolish in front of clients and I had to change providers to Stripe (which has been seamless).
I've made PayPal many thousands of dollars over the years, but based on these experiences (all have happened in the past year-or-so time frame), I now refuse to use them whenever possible and encourage others to do the same. Had PayPal adequately trained their staff or offered adequate protections from fraud, I would not be writing this review. Unfortunately, it seems, PayPal cares far more about their shareholders than their customers.

I had to deposit $ in my PayPal account to pay a supplier who only accepts PayPal for payment overseas... Anyways, requested the money be taken from the confirmed bank account on Jan. 6. On Jan 8th the money was withdrawn and as of today Jan 12, the money is still not deposited in my PayPal account. Tried to reach customer service... The only way I could without having to hold on for hours on the phone... Was to post a comment on the FB page... To which they replied the next day!!! Telling me it may take up to 7 business days!!!
This is ridiculous. When the $ has been withdrawn... I suspect that PayPal is making a buck with our cash while hanging to it for that long. Why would it take that long? I think this should be reported to authorities for abusive practices!!! This is the end of me with PayPal for sure. I have had worse experience doing business with them and ditched their services. They charge high fees and offer a very poor customer service. When you have a problem... you're basically on your own and have to wait!!! They do not lift a finger to help. Paypal has enjoyed many years of monopoly for offering this service but competition is growing and I would strongly advise consumers to seek other companies. PayPal will eventually let you down. That's the only promise they can keep.

I do not know why people are giving bad review to the services of PayPal, it is one of the best service I have ever used. I think 5 out of 5 review do not do justice to the excellent service provider. I had filed like 12 disputes through PayPal and they were thoroughly dealt with. Therefore I am requesting everyone here to be realistic to the service provided by PayPal. I will be forever grateful and a customer of this great business.

I purchased a product using PayPal. In the beginning I reported the product not being delivered, but eventually the product arrived and was not what I was expecting. When I called PayPal back to report that I had received the product, but it was not as advertised, they took my case and assured me that they had consumer protection and would reach out to the merchant. Today I received an e-mail that stated that the merchant had delivery confirmation and closed the case (which I had already told them I had received the product). When I called to inquire about my dispute, they did not have a record of my previous 15 minute call. So I have now reopened a case to dispute the product received, and just checked the website; they reopened a case stating that I did not receive my product - ugh!!
PayPal does not have consumer protection - they protect their merchants. Unfortunately I didn’t read the reviews on the merchant prior to making my purchase. But now that I have, people are stating that this merchant is scamming people and that PayPal is letting them do it. I trusted PayPal as I have used them for several other purchases and thought this merchant was legitimate because PayPal partnered with them. Never again - closing account and will use a credit card that has true consumer protection. The first photo is what I received (I placed a ball cap on it to show how small it is). The second photo is what was advertised on the website and I thought I would receive. Paid $64.45.

A client wanted a chargeback reversed since I pressed charges with the police and PayPal won't reverse it even when she admitted to the wrongdoing and I have it in writing. Do not accept payments through this. They will scam any seller. You can buy anything from eBay and just charge it off your card by declaring fraud and they don't care enough to investigate it. When you call to follow up they put you on hold for 3 hours - 3 hours!! And don't answer. I mean what can they say? They get their fees and don't care about anyone getting screwed over.

This is the most inept organization I have ever seen, a solid 20 minute wait on phone. Gave up yesterday, today 20 minute wait. He then takes 10 minutes to figure out who to switch me to, another 20 minute wait then it was wrong dept then 20 minutes later I finally give up. Another hour wasted. Don't even think about PayPal credit. They are even worst. Once saying a $1521 payment wasn't good when it was and adding it back to my balance. Constantly allocating my payments to wrong seller then making me wait 16 days to rectify it, they are terrible. I wouldn't recommend them to my dog!!!

PayPal does not stand by their purchase protection. I ordered an item on Ebay. I never received the item (in fact I was provided with a fake tracking number). The seller removed the item from Ebay (after taking my money and not delivering the product). I attempted to file a claim but it was denied within 2 minutes by PayPal. The seller has removed himself from Ebay so there is no way to contact. So, he has my money, I have no product, and PayPal won't refund my money!

I'm sorry you have to work for such an unorganized company. Can you imagine a bank having a notice that their phones don't work. So here's the issue. On Dec 22nd I cancelled a $400 payment to Saksauto. You told me it would be redeposited in my bank account which has not happened. So what are you doing with my money. Your disclaimer says you will get back in me in 24 hours. That has never happened and I guess it won't happen this time either.

I have used PayPal for many many years without issue. I made a $75.00 purchase, and as I always did I used PayPal to make that online purchase. The purchase was for a product that filled the gap between the seat and console in the car. The purchase was made from BUYLOR. When the product arrived I put it in my car and it did not fit, it had cup holders that when a bottle of water was placed into it the product would fall forward and then onto the floor under your feet. The product could not be slid all the way back on the seat as it then covered the seatbelt latch. The seats in my 2017 Hyundai Sonata as I found out are not flat so this product did not sit flat.
I contacted BUYLOR and explained the product did not fit in my car, they asked for pictures to prove my statements which I supplied. After sending the pictures they did not continue to respond to me, and getting close to 30 days from receiving the product and concerned I would end up with problems I filed with the resolution center with PayPal. BUYLOR contacted me at once when I filed the complaint and told me they would no longer have any contact with me and I now could resolve my issue through PayPal. Well, PayPal fooled around with my request for 6 months. I called every two weeks for an update.
I was told it was in review and not to worry. I received an email the day before Christmas that my claim was denied. They said the product was not misrepresented, I never said they misrepresented the product. I said it did not fit in my car. Each time I spoke to a PayPal employee I told them it did not fit. I was assured that the claim would be in my favor as I never filed a claim before and my claim was a ligament claim with the pictures showing the product did not fit. My request to BUYLOR and to PayPal was that BUYLOR send me a return confirmation along with an address to send the product back, not a very hard request.
I was angry, to say the least, but I paid my PayPal account in full (I had a purchase that had 6 months no interest) but I paid the whole balance as I was going to cancel my PayPal account at once. I went to cancel the account a few days later only to find out that my PAYMENT is still pending. Also, it now shows I have a $75.00 credit, now I CAN'T close out the PAYPAL account. I have no interest in having this product without paying for it. This should have been a simple IT DOES NOT FIT return 6 months ago. However I see this is going to be a non-ending nightmare where I am sure they will hit me with service fees.
I will never use PayPal again. They made trying to return an item impossible and now I can't close out the account. I am so sick of talking to PayPal employees that have no way to fix the issue and no other way of contacting them to resolve an issue. This should be against the law that I can't close out a credit card account. I can see I am going to have to hire an attorney.

I have used PayPal as many of us have done for years, it is easy and convenient, I sell on eBay, as that really is the only option. As a seller, I find that any dispute is always in the buyer's favour, even if you know you are being ripped off, there is not much you can do. So I was amazed to find when I opened my own dispute as a buyer it went in the seller's favour, unfortunately I purchased, without realising, from a known scammer to both eBay and PayPal. Here is my story, if you manage to stay awake and get to the bottom of it, I shall let you know what my next step has been.
I placed an order on eBay, but decided to cancel the transaction as the price seemed too cheap when checking with similar items. I was unable to cancel the transaction, and received no response from the seller. I rang eBay who said they couldn't cancel it as the seller and listing had been removed for fraudulent activity, but not to worry as I would receive my money back from PayPal. The item was sent a week after trying to cancel the order. I paid customs and excise charges to receive an item I didn't want, which was indeed a fake, and then I had to pay to have the item returned to the seller, this was something I was wary about. Doing as I have heard that they then don't sign for the item, why would they want a worthless fake back? But that is what I had to do to have my money reimbursed. I did all that PayPal asked of me, and provided tracking information and receipts to prove the item had been sent back.
I received many messages from PayPal saying I wouldn't receive my money back, closing the case, due to the fact the tracking number was wrong, or I had sent an email by a different address, neither of those are true, the tracking number was sent many times, with a link, or by just writing the tracking number, with a link to the couriers website, etc. When speaking to PayPal they each say not to worry, they will do their best to help me and I will get my money back, I gave them the tracking information, which they had no problem using. I later get another email saying Unfortunately, we can't grant your claim appeal because we were unable to track your shipment???
The emails I receive I believe are just generic, I never have any questions answered. I am sent an email telling me how to appeal the decision, but it does not work, the people on the phone cannot explain to me how to do it either. I have also found out that the email I have to reply too can not receive screenshots, which I think is something that needs addressing along with the wrong information giving regarding launching an appeal. I have looked at the PayPal buyer protection and have done everything correctly, and should be covered.
I can not understand why I am not getting my money back and they are acting in favour of the seller who has had their account suspended by PayPal as well as eBay for fraudulence, whereas I have been a seller for years with a 99.9% feedback rating! Crazy! I have now taken this to a website called resolver, I recommend that anyone with a dispute does the same, they hopefully will make PayPal sit up and take notice, they even take it to the financial ombudsman service if needs be. I have used PayPal for years thinking it was safe for online transactions. On December 16 I ordered an item from Grab-Tee in amount of $41.85 and paid thru PayPal. The merchant sent the wrong item and will not respond to my request for a return or a refund. I filed a dispute with PayPal in their resolution center, but PayPal has sided with the merchant, and I am out $41.85 and have an ugly hoodie that I did not order. I will not be using PayPal in the future, credit cards offer much more protection.

When you receive a damaged item from a seller because seller didn't take care of proper packaging and you paid for the item via PayPal - you are screwed!!! Thank to stupid nonsense PayPal policy which they call a "PayPal Purchase Protection". You're responsible to ship back your damaged order and pay for a shipping from your pocket!!! We paid $160 for the item and $200 for shipping, received damaged item and in order to receive $360 back, we have to spend $200 for shipping back to seller. This is nonsense! PayPal Purchase Protection is a joke, we'll never use PayPal again!

I am writing this review to share my experience with PayPal. I bought hair products using PayPal because this company swears security and rights for consumers and their transactions. PayPal was in favor of the merchant rights than both parties rights — buyer and merchant. I have made two transactions and filed disputes with PayPal to help get my product or refund from the merchants. PayPal was fixed on tracking numbers than physical evidence like receipts, email conversations, and photos. I was not protected from the merchants taking my money, whether through PayPal or PayPal pay after delivery method. I spent 236 in total to have no products or refunds.

I was charged by Angie's list on PayPal on some automatic scam as I'm sure most people have. I have never used this service and certainly would not be interested in any prepayment arrangement. I sent in a complaint to PayPal (very difficult, no phone number). They sent back a short statement to say the charge was correct and they would honor the charge and give no credit back. Obviously PayPal values the sellers over the buyers since they don't call, there's no service number, no questions asked of me, nothing, just basically too bad. I will now cancel my account and use a credit card which at least will defend me against this action in the future and other should consider canceling as well.

I was selling a 200 page ebook on my website using the PayPal button for people to purchase it. This button redirects that back to my website to a link to download the ebook in PDF form. A person purchased the book. Two weeks later she filed a claim with PayPal. NEVER tried to contact me at all. So wants her money back. Claims she never received the ebook. This is two weeks later. Not once did she ever email me and ask for the link or tell me she had a problem with it. So she filed a claim. I called PayPal and spoke to them about it and how this works. They kept saying I needed to provide a tracking number or some sort of proof she received the book. WELL DUH. How the heck do I do that.? IT'S ELECTRONIC!!! What part of that do they not understand. I explained this to 4 people at PayPal. Only one understood completely and felt I had a good case to why it should be in my favor.
I sent the link inside the claim file of PayPal to the buyer. I sent PayPal that same link showing them the ebook link. They denied me again. TWICE they denied it and refunded this sorry person for already having access to my book, the book I worked so hard to write... She had full access to that link. She could have downloaded it 20 times. Who knows. But they would NOT refund me the money back. In other words they ruled in her favor. I say she's a thief and PayPal is the most corrupt service I have ever dealt with. I will FIND elsewhere to go... Sorry to say cause I was with them for 16 years without one single issue.
But this takes the cake. I think they are stupid at PayPal. Not out to help the little businesses at all. I am already looking into other places and am speaking with them. Oh to top off this PayPal thing they froze two other peoples accounts I know for no reason and wouldn't give the reason why. The person provided the documentation they wanted...Drivers license etc to prove they were who they were and they would not tell him anything. All they would say was.. For security reasons we cant talk to you. WHAT??? So they froze his money. HIS MONEY. Banks don't even pull these stunts. So after this past week I am done. I am leaving PayPal.

The entire way you use PayPal is just garbage, you can't update your address if it's already linked to a card, so you have to delete then readd your card for a simple address change. If you want to change your name, go ahead and send all of your personal documents over to them to set all that crap up, even though they don't ask for any of this the first time around (who's to say I didn't lie the first time but now all the sudden I am?) when you sign up. Some things you are forced to do on the app, other things you are forced to do on a computer, like deleting an old address, can't do it on your phone if you have it set to your primary.
Very irritating process all around, PayPal never used to be an issue for me, now it seems like anytime I buy something and use PayPal I'm ripping out my hair by just the pure stupidity that went into the making of the current PayPal. No customer support if you ever need it, you'll just get thrown on hold. For a company that handles money, they sure don't care at all about what they're doing (or lack thereof). Horrible, if PayPal customer service would ever answer maybe I'd tell them all these problems so they could fix them, but they don't even care about that. Stay away from them if you can.

On December 19th, 2017 I made a purchase for a playpen. The next day eBay emailed me stating that the order was cancelled due to a problem with the seller. I immediately called in to ask for a refund. The eBay representative said because the sellers account was closed due to invalid PayPal account that PayPal would have to assist me and then transferred me to PayPal. After remaining on hold for 27 minutes I hung up to take a business call. I call back and held for another 25 minutes before taking another business call. When I called back I got an option to receive a call back within 45 minutes. I then proceeded to file a complaint/dispute for a refund. I checked my email and it showed a delivery date of 12-27-2017 and decided to wait until the end of the day on the 27th to see if it arrived. However, not only did the item not show up but I received a email from PayPal stating the dispute was not found in my favor.
I immediately called eBay for a refund asking for them to honor their buyer protection policy and what a joke that turned out to be. The representative stated that because I have a open dispute with PayPal they can't help me. False advertising for PayPal and eBay, no protection whatever. I even purchased the same item full price within a hour of receiving the email stating there was a problem with the purchase, thinking eBay would take care of me. I have proof of purchase from Walmart.com. What a joke. If you can't trust PayPal or eBay who can you trust??

Aug 17 2017 - I sold a laptop $899- commission charged by PayPal $39.86. Nov 29 2017 - unfair chargeback to me (separate complaint about that as eBay GSP was involved). The charge back to me was for 899 + 20 = $919. $39.86 commission on original transaction was kept by Paypal. I can’t even dispute the charge on the website, no option available to dispute. When I call they blame me or eBay & do not record a case for the dispute.

I was disputing a purchase of 3 pairs of shoes (one order/same seller). I had to call in 3 times to talk to their truly AWFUL customer service reps who told me they would escalate the case as well as change the disputed amount to reflect all 3 pairs of shoes being disputed. One rep told me that I agreed to only dispute one pair. Not true. After talking to the fourth rep, I asked for a supervisor and I've been on hold over an hour! I know PayPal can afford better customer service than this. The lesson I learned is this: NEVER dispute an eBay purchase through PayPal (if possible). I ordered 2 other shoes from this seller (before I received the first 3 and realized they are knock-offs). I disputed these in eBay (who doesn't allow a dispute to be filed by PayPal at the same time). I was refunded in 2 days by eBay. PayPal, it's been 2 weeks and I'm still getting the runaround. NEVER AGAIN!

PayPal sent my dad a check for $200 right before he died. He never had a chance to cash it. Check voided after 180 days. My mother (widow and executrix of his estate) called to have another identical check issued so we can deposit it into his estate account. The woman she spoke with demanded that (along with the usual proof) we also send her a copy of his will. This is unacceptable and illegal. We only legally have to provide a death certificate and the Letters Testamentary from the court. Either way, we only asked for a duplicate check, with his name on it, for his estate account. After arguing with this stupid woman who really just wanted to see his entire will, we asked to speak to her supervisor. She placed the grieving and disabled widow on hold, and left her there for over an hour. Feeling abused, victimized and violated, she finally had to hang up.
When we 'closed' his account last year, PayPal should have notified us that an issued check had not been cleared. When the check was returned to them unpaid, they should have notified us again instead of dropping these stolen funds into a closed account, hoping we wouldn't find out. This is illegal, unethical and disgusting. PayPal cannot be trusted!!!

I made a Microsoft purchase through PayPal for about $100. PayPal charged it four times and then put pending 3 refunds completely tying up all my funds in my checking account. When I called them they refused to fix it promptly and said there will be no compensation for any overdrafts or any other fees which I got charged by my bank for their mess up. What a horrible atrocious company and horrible policies to not take care of their customers!

Just like other reviewers have stated, I too say PayPal's outsourced third world "customer service" reps are dumb and unbearable! I am so sick and tired of this third world crap! I am constantly having to log into my PayPal account to change my billing address for the card. For some reason (illegal reason too), PayPal is constantly changing my address without my authorization. The moment I change my address to what it should be, purchases might be okay for a day or two, then get declined again because PayPal decided to modify and change my address without my authorization! I've tried talking to what PayPal calls their "customer service". It's anything but customer service.
It is third world, ignorant, brain-dead, cheap laborers who are incapable of processing a single thought! Worst yet, they are constantly trying to talk over you! I am so fed up with this crap! They clearly have no clue what they are doing. I attempted to explain the two transactions PayPal declined for no reason (on my debit card) and the idiots on the phone were continuously interrupting and failing to understand the simple issue! I first attempted to order via DoorDash. The total was approximately $59. DoorDash alerted me right away and stated PayPal declined the transaction. I logged into my PayPal and verified I had ample cash. I retyped my PayPal debit card number...again...into DoorDash and attempted to re-run the card, only to be declined again! This is unacceptable! The money in the PayPal account is MY cash! It is not property of PayPal.
It is not a credit card or borrowed money of any kind! I can't go into this any further. I am so sick and tired of this crap. I am closing my account immediately. This awful third world service that has caused customer service and consumer product to deteriorate rapidly at the diminishing rate of no return is one of the reasons I voted for Trump!

Let's start with a bit of history. From 2000 to 2009 I was an active seller on Ebay with literally hundreds of transactions with a near 100% positive rating. In 2008, I designed poker chip sets and had them manufactured in China and sold them on Ebay. By 2009 I had sold 65 sets. My unit cost was $65 (including ebay & paypal fees). My sale price was $100 + shipping of $45 (the sets weighed 40 lbs boxed… That was UPS fees not mine). I had a paypal account (verified via my checking account - you know, we've all done it - paypal deposited $0.02 in it and asked me to verify the deposit amount, etc) and a paypal debit card to go along with it. And as we all know after Ebay purchased Paypal, all Ebay transactions were required to be processed through Paypal for "security reasons".
Initially I had no issues with this system. I'd make a sale, the money came into my debit account, I would use my debit card to pay the shipping, the ebay fees and the Paypal fees. Then I'd withdrew the rest ($35 per set) after the sale. All was well. Until one fateful day in 2009 when all hell broke loose. On poker chip sale # 66, the buyer paid $145 to my Paypal account. I drove the package to the UPS store and attempted to ship it and pay the $45 in shipping fees with my Paypal card.
Imagine my surprise when my card was declined for lack of funds. I immediately assumed the seller hadn't successfully transferred the funds and contacted Paypal right there in the UPS store. Paypal ASSURED me the funds were indeed in my account and available to me. But when I told them the card was declined, they informed me there was a short "hold" on the funds for security reasons and suggested I ship the package anyway. I declined…just like the card.
Instead I demanded to speak with a supervisor. After 30 minutes, I actually spoke with one. The supervisor told me it was Ebay who initiated the hold for of one of several possible reasons... (1) I wasn't an established seller with a good enough rating - not true, (2) I didn't have a high enough rating - not true 99%+, (3) the items were suspicious - not true... This was the 66th time I sold poker chips. 65 previous 100% positive sales does not = suspicious items. So I called Ebay. After an hour hold, I spoke with a supervisor who told me the funds had been transferred to Paypal and Paypal, not Ebay initiated the hold. A callback with another hour hold and I finally got the scoop. Paypal finally confessed they had instigated a new 21 day MINIMUM hold on ALL funds to ALL accounts. They called it a "float".
Obviously, when I heard that, I contacted Ebay, updated them of the situation and informed them I would NOT be shipping the item until the funds cleared. The supervisor I spoke with told me that would hurt my rating. That in their opinion, the funds had already been received by me... They were just not available. I then contacted the seller and let him know the situation... I ship when the funds clear.
On day 5, Ebay demanded I pay the $13 transaction fee. I refused. Said they would get paid when the funds cleared. On day 10, Paypal demanded I pay the $4.50 financial processing fees. I refused. Told them the same thing... I would pay them when the funds cleared. On day 14, Ebay attempted to illegally draw the $13 + an additional $25 penalty from my checking account (remember that account I - and you all - used to verify your identity? Remember that 2 cent deposit? It wasn't to verify me… It was to have access to my checking account!). My bank noticed, blocked the transaction and called me. Thank God. Paypal tried the same trick on day 21 btw.
On day 21, the funds still hadn't cleared. Funds were still on hold. I notified ebay and paypal and the seller that as far as I was concerned I required immediate payment and that didn't happen so the deal was off. I told the seller to file a claim with Ebay / Paypal to get his money back and I stopped doing business with either company. 6 months later, I received a letter from a collection agency stating that I owed something like $200 for non-payment of that $13 transaction fee and they would seek legal action in court if I refused, to which I said... “SEE YOU IN COURT!” I'll be sure to let the state know Ebay attempted to withdraw funds from my checking account illegally. Never heard from those ** since.
On the flipside, when I found out Paypal was being sued for illegally holding funds in that float and making $20M plus in interest annually (which explained the float) I joined that particular class action. Received my $3.50 a while back. Yay! And of course...I vowed to NEVER do business with those scam artists ever again. Seriously... $18 transaction / financial fees for a $145 sale with a minimum of a 21 day hold on the cash + illegally withdrawing money from checking accounts + threatening lawsuits when the deal fell apart because they wouldn't pay me? CRIMINALS. I declared I would never do business with them again... EVER.
Right up until now 2017. Eight years later...I sold an item on Craigslist to a person in NY (I'm in Chicago) for $900. I preferred an in-person transaction, they demanded PayPal + me ship instead. I guess I figured the class action lawsuits (yup. 3 now) would have beat PayPal into a fine upstanding company. But no. The $873.30 ($900 - 2.9% PayPal transaction fees - $0.60 slush fund fees = $873.30... "ripoff!") was transferred instantly to my brand new PayPal account (yup, I opened a new one without verifying it mind you… They still have the same scam going fyi. “Give us your checking account # and we’ll transfer a couple of pennies to it to verify it.” But I'm not falling for it again and I hope none of you do either!).
According to Paypal those funds were "available" in my account. Sure they were! When I tried to transfer funds out of that account, they gave me two options... Enter my bank account # + online login id + pin + security questions (my BANKING pin and security info. Right. Who the hell is stupid enough to do that!)... OR enter a debit card number and PayPal will transfer the funds IMMEDIATELY for only $0.25 to that very debit card. Right there in the middle of the screen PayPal wrote... "debit card transfers happen immediately and show up in your debit account within 30 min. while Bank transfers take at least 1 business day."
So... I setup a debit card with my online bank and put $5 in it. Then I gave Paypal that account number and initiated a withdrawal. A window popped up stating... You all will never ever believe this...Paypal said… "this transaction has been delayed up to 72 hours," followed by, "All transfers are subject to review and could be delayed or stopped if we identify an issue."
So, I called PayPal and asked what the issue was. What triggered a review. They said, “You've never sent money to that account before. We need to verify the transfer went through.” When I asked if it was only the FIRST transfer that would be held 3 days, the rep told me... "I recommend to sign up for one of our debit cards to avoid this in the future". Like hell I will. They are STILL delaying payments and charging outrageous fees. If you want to transfer money...go to Western Union. Fees are less. And it happens instantly. DON'T use PayPal... It's a horrible company that sits on people’s money without reason. AVOID it like the plague.

To say there is any "customer service" is a farce. Terrible automated helpline. No callbacks. My account was charged several times for fraudulent transactions via my PayPal debit card. No way to stop payments online, nor terminate the card or report it stolen. Calling is useless. For a multi-billion dollar company this is inexcusable. Can't believe they're allowed to continue doing business with such horrid service/support.

This is my message to PayPal. Your customer service, as has been the norm for a while now, is totally useless. I called today to find out how I could access, see and resolve an apparent claim and while it is normal for the first person you call to be useless and not trained well at all, I then asked for a manager, Eric, and he was equally unable to be of any help. He, and everyone else at Paypal loves to blame Chrome. Grow up. Chrome has been around long enough and you have enough money to have learned how to play nice with the other browsers. Your blaming Chrome is getting tiresome. Anyway, following their advice I opened Explorer and still can't access the claim. So when the customer contacts me I will just blame you for not having a single solitary solution except to point fingers at chrome. Horrible customer service from start to finish.

I recently opened a personal account with PayPal (after having a business account I never used for 7 years) anyway. My keypad on my laptop dropped one letter in my last name. I won't able to fix online, even though there's a way supposedly to do this, I called Customer Service and they were absolutely no help, now I have to fax them a copy of my ID and a statement. I don't have faxing capabilities. I could scan and submit but it has to be a fax that will now cost me time and money to do and it could take up to 9 business days. This is right before Christmas and I just had money transferred to my account from someone who bought a piece of used equipment I no longer need. So, the funds I was hoping to use for Christmas won't be available and I will never use PayPal again. This is beyond ridiculous.

I do direct sales. I did separate transactions yesterday and because my total amount of sales was over $500 PayPal put a hold on my money. I called them because the card used was my own card that is linked to the PayPal - I called and explained to them - it's Christmas. I had no clue that if I earn over $500 a week, my money would be placed on hold for 30 days. What I sell, I have to order online because my clients pre-order. So what am I supposed to do, not strive to make my business flourish and sell nothing so me and my kids can die of hunger. Now they are making me wait 30 days for my money. Ridiculous. I will no longer be using them.

I could not send money via PayPal from abroad, even though I was using the same laptop I use in Canada. Paypal keeps asking for security questions and codes sent to my office phone mailbox. The Customer Service number does not work and there is no email or chat to contact them as I cannot even log in with the right password. I am switching to their rival company. Enough is enough. Time is crucial when you need to send money to a relative and Paypal has made me waste a lot of time and peace of mind today.

I received a message from eBay saying a recent transaction was cancelled by eBay because the merchant was fraudulent. I was told that the amount paid would be refunded in 3-5 business days, but if I spoke to PayPal, they would refund me immediately. So they transferred me to PayPal and the horror show began. First, their automated voice response system refused to pass me to an agent without taking me around in circles for 5 mins. The voice response system was so bad it couldn't even understand the difference between yes and no! It was so clear that it was automatically designed to frustrate callers into hanging up, which I refused to do.
Eventually, after persevering, I got to speak with an agent, who was completely clueless in every possible way. I had to repeat the reason I was calling at least 3 times, only for her to say I needed to contact the reseller to cancel the transaction. Again, I said, "eBay cancelled the transaction because the seller is delisted," so and her response was speak to eBay to cancel the transaction. And there we went round and round in circles until I blew my top and asked to speak to her supervisor. She eventually forwarded me to a number which rang and rang and rang without reply for 5 mins till I hung up in frustration.
I just want to say that while eBay customer service showed themselves to be knowledgeable and intelligent, PayPal's customer service is by far the worst experience I have ever had. You can tell that PayPal, profiting from a clear monopoly have become a horrific company for consumers to work with. And if ever in the future an alternative service to PayPal ever shows up, I will be one of the first to cancel all my PayPal accounts.

I could fill two Internets worth of hate-filled venting about PayPal. Every experience with them is frought with mind-boggling unethical business practices and customer frustration; from customer service representatives who know absolutely nothing, and can provide ZERO help, problem resolution, or information, rules that change with every new person you speak to, promises of "I will escalate this to my supervisor" - which I have now realized is code for "I'm putting you on hold and NEVER coming back," and my new favorite- "we will remove money from your account in 1/billionth of a second from the time you click Buy It Now, but if you are trying to get it back??? MOOHOOHAHAHA. That will take at least a month!"
I was scheduled to receive a refund that was put in place on December 5th. Every business day for last week or so I am told- "It should be there tomorrow. Oh, we had to reroute it. Oh it is processing. Oh we gave the seller the money but now the seller has no money, sorry." WHAT?!? Isn't that the WHOLE POINT of PayPal? What on earth is the value of using PayPal if there is no protection from being ripped off from sellers on eBay??? And, in my particular case, the seller has been wonderful and very responsive to messages, and- the money shows AS REMOVED from his account, completed, GONE. So, PayPal... Where is it??
Like many many others, I fully believe that PayPal is just holding onto my money to make some interest off it. No way in this day and age does it take THIRTEEN days for them to move money from one account to another. It is beyond infuriating. And this is only one transaction of many, and pretty much all PayPal transactions do not go as planned. If I was not FORCED to use them by eBay, I would absolutely tell them to go pound sand. How there can be such an enormous roar of PayPal customers crying "illegal business practices!!" and there's no agency- government or otherwise- that does anything about it, I just do not know. It is mind boggling. I don't know if I have ever felt such evil, odious feelings toward a business, as the feelings I have for them.

PayPal will not release funds because item was shipped to unverified address which was requested by the customer. The Ebay customer purchased an item and wanted it shipped to his vacation address. Delivered to that address. PayPal holds the money after taking their fees right away and the balance held for 21 days. I have an eBay account since 2002 and a PayPal account since 2008 with no disputes or refunds. Horrific service and no customer service with problem solving abilities. Customer service has the receiver's information and can verify delivery yet they choose to not take the extra step and verify. It is more convenient to hold the money.
This leads me to believe that they hold funds to float the money and create liquid pending balances for their own sake and financing. It is illegal and criminal. Who is going to look into this for lawsuit? I wish we all leave PayPal in a mass exodus so they collapse and they can eat their policies that are made up as they go along. Since when does the consumer must go through pages of rules and policies so we can be informed and have transparency of what we are getting into for a simple money transfer? Where are all the litigation beagles to get them to understand their policies are one sided financial manipulations? Nasty company. Elon Musk needs the dough?

I order some items from Gardner's Women's Store for Christmas gifts for family members. I did not receive the items but Gardner's provided PayPal with a tracking number that stated that the items were delivered. The item was supposedly delivered during my work hours to my home. I did not get any box at my home. PayPal refused to return my 157.65 dollars because the Store showed that the item was delivered. No delivered to me but delivered to the address given. I will never used PayPal again.

PayPal experience has been disappointing lately. Transfers out seem to take days to complete, yet monies due to PayPal, are processed immediately. E-mail or Customer Service are no help, as the response seems to be just "from the manual" or very "general". Not any attempt to check on a specific issue. Unfortunately they seem to be "joined at the hip" with eBay, so not many options when selling on eBay. Sad, but what an opportunity for competition.

I do not recommend using PayPal services to anyone who is looking to actually receive their money for selling an item. First off, when you have a problem customer service sends a general email that does not even address the problem you report. Secondly, I do not have time to remain on the phone with a representative who does not solve my problem. If you wish to wait forever and not receive your payment in a timely manner, this is the company for you. This is ridiculous!!

I called and was told by a computer generated reply that I could receive a callback from 1 hr to 1 hr and 15 minutes... 3 hrs later no callback! I tried calling again and was told I could hold or wait 19 minutes... 45 minutes later no answer. I tried to send an email but THEY give you the reasons for the email, which mine was not listed. PayPal keeps sending ghost charges to my old bank account. After three months, PayPal will still not delete the bank account or explain where these charges are coming from. I've even tried to close my PayPal account, but they won't let me do that either. This seems criminal, or at least criminal by extreme negligence.

I received 2 phone calls in 2017 stating my payment was late. Each time I said they had incorrect information. Each time they put me on hold and "found" my payment. One of these calls was at 6:00 am on a Sunday morning. After the customer service rep told me he found my payment I mentioned that it was rude to call anyone on a Sunday at 6:00am. Could he please make note on my account to call me anytime after 9:00 am. I am a mother of 7 children, 3 with disabilities and the quiet time was much needed.
Because I asked him to put a time limit on my account the Paypal Company put a "Cease and Desist" clause on my account and took my 5,000 credit line away. When I called to ask about this they stated that part of the agreement(s) people sign when joining Paypal is that they can call you any time. My request warranted them closing my account. I asked how I could re-instate my account since I had been a member for 6 years. They told me to fax in a letter asking to remove the "Cease and Desist" clause. I did just that. Then I called them and they stated they would not re-instate me because in the last 6 years I had TWO late payments.
I explained I did not have any late payments and my account was always in great standing. Neither rep had made note on either phone call that my # was placed on the auto dialer before the payment electronically took effect. They stated I could use them as a third party but I was not worthy of receiving my credit back. 6 years, no late payments, excellent credit, and all this because I was upset they called at 6:00 am on a Sunday. Paypal does not care about their customers at all.

Wanted to send some money to my friend in California, it would have been cheaper on both my time and money to send her cash in the mail. When I sent her money they decided to use an old bank account without verifying with me first. I added a new bank account and tried to change which account the transaction used, but the website wouldn't let me. Instead of canceling the payment when my bank denied the funds, they decided to pay her and then try my bank account again without telling me, resulting in a 2nd overdraft fee. I called customer service, was on the phone for 90 minutes (on hold for 1 hour 10mins) for them to tell me that there was NO way to cancel the transaction, NO way to change the bank account and basically to ** off. I ended up getting 2 overdraft fees from the old bank even though I never authorized them to use that bank.

My PayPal account was hacked, For the fraud payment, Paypal refused to cover. It’s about $9,000 balance currently. All fraud activities were computerized and all same names. PayPal immediately sent emails to me all fraud activities that said on hold and investigate. There were no way to see them as normal transactions. Someone add a totally strange address in different state, etc. The collect section people are calling every day for the negative balance. Please help.

I sent in two payments to my friend under friends and family option and each time my friend got charged a fee. In spite of constant calls, was told that I made a mistake and did not choose friends and family option. This is ridiculous. I have had to make another payment for the fees incurred by my friend. Disputed a previously authorized monthly payment for a subscription that was cancelled six weeks ago. Cancelled subscription company. Advised PayPal of cancellation within 24 hours of my complaint. Today, three days later, PayPal debited my account anyway despite my having filed the dispute and the subscription company verifying that no payment was due. I am now advised that it is PayPal's "policy" to hang onto my money for 7 days before refunding it.
PayPal engages in unauthorized debiting of accounts and then refuses to refund money in a timely fashion. Do not let this ripoff company have access to a bank account or credit card. THEIR DISPUTE MECHANISM IS CLEARLY DESIGNED TO GARNER THE INTEREST ON PAYMENTS IMPROPERLY PAID FOR AS LONG AS POSSIBLE. Cancelling my account and highly recommend others follow suit.

I conducted a private car sale through Paypal in the State of Connecticut. CT State Law states that the buyer assumes all responsibility for the car once title passes. The buyer used his credit card to purchase the car and then proceeded to request a charge back stating the item was not as described which is not true and I have documentation to prove it, although completely irrelevant according to CT State Law. Taking it upon themselves to supersede CT State Law, they gave the money back to the credit card company. The buyer still has the car and title, I have a negative account, I have 8 hours into trying to talk to someone in Paypal that is handling the case and still have not, I've had to retain an attorney, I cannot shop online during the holiday season using Paypal as the account is frozen, and I've had to deal with the stress of this injustice.
The script readers from Paypal tell me that it is being disputed, I say it should never have happened, and that it may not be resolved until March 2018. This has been going on since October 31st. How can policy supersede law, and how can a person buy a car with a credit card, keep the car and make the seller pay the money back??!! I'm being victimized and I have not spoken to an educated higher up within Paypal as of yet. This is completely ridiculous. I'm being scammed and need help!

I've had Paypal for over 4 years, never have I reached out to them to resolve a problem with a merchant. To make a long story short, the day I do, they not only take the merchant side saying it is buyer's remorse but they declined my ability to appeal the case. I have several screenshots showing that this was a security issue as it seems like an online scam and they didn't even bother to ask for the evidence, they just closed it arbitrarily. The Purchase protection program is a SCAM. I strongly suggest using other payment methods directly with your credit card provider like Visa or Mastercard... Paypal will NOT protect you from online threats.

A customer filed a dispute from Aug. PayPal sent me an email in Nov, the very next day they took the funds without offering me a chance to counter the dispute. I log on to my account to figure out what was going on and the web page I know realize is worse than the customer service. I tried to transfer funds into the Paypal account from my linked card to cover the held funds and that money was put on hold for 3 - 5 business days. Contacted PayPal CS which is the absolute worst and based out of the Philippines. If PayPal had done their research they would have noticed that I issued a refund VIA PAYPAL THE VERY SAME DAY in Aug! There was no need to even withhold money from my account.
Spoke with 3 people from CS one being a Supervisor who continuously gave me standard stock answers and ultimately I was told to contact the buyer...Really? What exactly is your job other than taking my money promptly? I am a small business, there is very little room for error. So here I am 5 days later still waiting for the dispute to be resolved and my own money to be released into the PayPal account via a clearinghouse because again the company is based out of the Philippines. In the meantime I have bills that can't be paid until PayPal and their automated system gets their act together.

I received wrong amount from a buyer and I refunded the money to the sender but Paypal did not warned me of a .30cent fee. So every time I refund the buyer for sending the wrong amount Paypal charging me hidden fee .30cent. This is crazy and I’m pissed-off. I called Paypal they refused to refund my account for the hidden fees. Does anyone knows I could bring legal case against Paypal?

I was a customer for nearly 20 years. In all that time, I’ve used PayPal for thousands of transactions and spent a great deal of money with them. I have NEVER complained about anything. When one company literally stole $100 in a scam, I contacted PayPal. Shouldn’t be an issue, right? Loyal customer, clear violation on the part of this company, dispute for $100. No one would be this upset over $100 if they were looking for an easy scam, and after all this time, it would be clear to any reputable or ethical company that I’m not the kind of customer who demands refunds all the time or files false complaints. And yet... They didn’t even read my complaint and closed in favor of the seller in less than a day, without giving me a chance to contact them or appeal.
I emailed and after being passed around to one outsourced employee after another, I finally got an actual person. They said the seller said they’d mailed the item and to contact them if I didn’t have it in a month. It’s been six weeks. The item isn’t here. The company says they mailed it but they’re clearly lying. I asked PayPal for a refund, and they just reply with nonsensical responses and clearly can’t comprehend basic English. I am closing my PayPal account after almost two decades. I will not give money to corrupt thieves and greedy liars.

PayPal talks about your purchases are protected. Your money is protected. Don't be fooled. It is not. I lost money purchasing an item on eBay. I called PayPal and was treated quite horribly by the customer service representative. Save yourself some pain when you need them. They won't be there. I lost my money. The person stole my merchandise. Nothing was done. In the past PayPal had a good system. Now just plain bad. Do not trust them. You have been warned. When I close my account no one called to ask why... I had an account there for many years. I even purchased a car through PayPal. When I close my account it was like I was never there. They don't honor good customers. You'd be better off just getting a good credit card and not dealing with eBay or PayPal.

I just made a payment for my rent of $1000 to my housemate yesterday (12/01/2017). My account was somehow charged four times (that's 4 payments of $1000, for a total of $4000), but my friend never received anything. Thus, $4,000 of my money has been lost in transition (I have documentation to prove this in my bank statements and those of my housemate). I've called customer service over 30 times and I'm starting to get really upset that I can't get through to anyone. This is the worst!

I have been a PayPal member for over ten years. At first, they were doing a good job. Lately, they have become completely incompetent and treat their members like sheep. They apparently have a new phone service which obviously is farmed out overseas and the connections and the people answering the phones are intolerable. When you have a simple problem they can't or won't fix it but spend an inordinate amount of time trying to wiggle out of it with endless transfers to other people.

Opened PayPal Here account and then was told I didn't qualify for business card reader. After calling customer service and being transferred several times I was told there was no reason why. Unfortunately I just didn't qualify? Giving no reason I asked for supervisor. Never transferred. Asked for corporate and was told there wasn't a corporate number. I feel like this was an act of direct discrimination and not being able to give me a reason for denial bad customer service.

First off if I sell an item to someone and that someone has the item I sold them for a least 5 days now, shouldn't I have my funds by now??? PayPal and eBay are both in it together. I don't know about the rest of the world but here in America when you sell something to someone and that someone has the item you sold him you should have your money but not the way PayPal and eBay think. Oh no. They're going to hold it for 21 days and they won't tell you why for security reasons and then when you go to eBay to tell them that PayPal said to call you guys cuz you're holding my money but then you turn around and say it's PayPal. It's a bunch of ** not to mention that whenever you call PayPal you'll get some Foreigner that'll be like, "Hello sir my name is Brian **. How may I help you," knowing damn well their name is Brian **. I mean it's a joke seriously.
Right now I feel so violated it's not even funny they still have a hold on my money as we speak. PayPal and eBay both suck super bad. Very unprofessional and what they do for business and also by the way if you didn't know don't ever have something picked up locally because that'll screw you over too. They're all about making sure you put in the tracking number and make sure you put that it was shipped. Yeah it's a joke. I can't wait until they released my money. I'm canceling my account. I'm canceling my eBay account. Never again will I ever use them and I swear to you, tell everybody for the rest of my life what Shady ass business practices they have.

I am in China and I tried to use my PayPal account in America to pay a bill. Because I recently logged into HongKong via VPN service, they flagged my account. The only way to clear it was receiving a text message or a phone call. No e-mail. Since I am in China no phone number or text messaging can help me retrieve a verification code.
I got on the phone with them after almost a 25 minute wait and they made me answer. They asked me at least 10 questions about myself. Old history about what car I owned when I lived on Ashton St. for example. Well, I have not lived there for years and when I lived in the city where I owned 3 separate cars. I answered it wrong so they refused to clear my account. Now I cannot pay a bill that is due today to keep my VPN working and they have effectively caused me to no longer have VPN access. Since I cannot download a VPN service while in China due to the great wall, they have stopped me from using Facebook, Google, and many many other services including my bank service. I now despise them as this was the first time I really needed them and I could not use them even though I have put a lot of money in my account. They deserve the worse reports from anyone not in America.

I’ve used PayPal for a while with no issues, so when I had an issue I expected a quick resolution. Instead I’ve gotten the runaround. One iTunes payment has been sent to the wrong account twice so far. On my billing agreement and on my PayPal account this is NOT my preferred payment method. I called and emailed and was told that despite my preferred payment method being marked on my account and billing agreement, PayPal used the other account because it was older, which makes no sense. I’ve had several iTunes transactions go through using the correct account. Yet PayPal will not acknowledge this is a mistake on their part.

I have never dealt with as many issues as I did with this company. Over the course of less than a week, I have spent about six hours on hold and talking to them. There are a few good reps that they have but two of them tried talking to me like I was stupid, especially the last one. I have available credit but I can't use it. I had to sit on hold just for my first purchase to go through.
They said the system may decline a purchase if it can't confirm who you are but I've confirmed my identity on two different occasions answering questions such as the age of the car I purchased in 1999, how old someone is in my household, other family members who have the same billing address, what city we lived in 15 years ago, etc. I passed this twice, added my credit card and bank account as well and still having issues. I can't even make a small purchase. I can't even select PayPal in the checkout and use my own bank account. I can't do anything with my PayPal account but look at it.
The email response is generic since you receive a message stating they will reply within 24 hours. Then three days later you receive another reply that doesn't answer the original question. No one can give you an answer except "try again and it may go through" "clear your cookies or use a different device to see if it will work this time" or "don't try for at least a week and then it might". What good is taking a hit on your credit score for funds that you can't use when you want or need to?
I would not recommended this account. Search elsewhere where you can actually use your available credit without having to sit on hold every time you want to try to make a purchase and answer questions regarding the last twenty years. I wish I would have read these reviews first as I see several people stating they had the same problem. As I said, RUN, don't walk. Get as far away as you can. Again, don't do it. It's not worth the headache. There are other companies out there who provide excellent customer service and let you use your available credit. Those are the ones you should give your money to. Not this company.

I had someone send me money through PayPal in an emergency because PayPal offers money transfers in minutes; PayPal charged me for the wire transfer, then charged me to transfer money to my bank, then had the nerve to HOLD the balance of my money for review for 72 hours. Electronic transfers of money are guaranteed funds; there is no reason for you to hold someone's money, especially when you are already profiting off of the transaction on both ends. I will obviously NEVER use this system again. CROOKS!

Open an account to sell on eBay. Items sold. Buyers paid. I shipped and uploaded tracking info. Items delivered, positive feedback received and then when my money is to be released to me...they froze my acct and tell me I need to give them my SS number, add a bank and a credit card. If I do that it will "assist them in unfreezing" my $500+. eBay owns PayPal, and under this scam, they get you to sell your stuff, and they keep the money for 180 days. Lawsuit time... they ARE NOT A BANK.

We are really disappointed the services from PayPal. You didnt check our mail and just forwarding your mail to us. We didn’t attach anything in email and you still saying, we don’t accept files that are sent as email attachments??? We can’t understand that. I don't normally order things online. I am an old fashioned shopper. But I made a mistake of ordering something from a website and paid via PayPal. Never received my items. Contacted seller and they claim items were shipped. They sent it via DHL. I call DHL. They claim they left it at my door. I live in a gated community in a big apartment complex. I never had issues with packages being stolen. Asked around neighbors and they never had an issue. We also have drop off boxes for packages like this and mailman/DHL can easily leave the item in there. But DHL claim they just left the item at my door. I tried the nice way and contacted seller but they didnt care. I tried disputing it with PayPal and they told me I am wrong. So I never received my items and didnt get money back. Website was shein.com and they are also known for being shady. I wish I had done my research beforehand. Very disappointed with PayPal.

They won't let me even use my "available" funds on my account which is not even limited! I even provided them with my ID. They ask me to confirm my bank account and mobile phone number, but they are not sending me any confirmation codes to do that after I request them. They don't want me to verify my bank account or mobile number and are not letting me verify. And since I am not verified enough, they won't let me use my $960 on my account. They don't have an iota of integrity. Be warned! Stay away.

I am not a seller. I have been getting paid through PayPal for several years now (via the music teacher's website which hosts my site). I have never had funds held, and I receive tuition each month from 9 to 10 of my students, and on November 16th, I received payments from 4 students. Two were processed, and two were held without explanation. Here's where it gets interesting. I got notification that funds were being held and was told I should ship the items and provide a tracking number in order to speed up payment. Unfortunately, I am not selling anything! There was nothing to ship! Then I was told to mark the item as processed, and so I did, but then I called because this made no sense to me. I was told it would be over an hour before my call would be returned.
I waited, and the person on the phone was cordial and assured me there was no justifiable reason for the funds to be held and after several minutes on hold she promised me two things. 1. The problem had been escalated because the funds should not be held 2. The funds would be released in 24 to 48 hrs. I believe she believed she was telling me the truth, but 48 hrs came and went and then 72 hrs and I called again. Again I had to wait for a call back, and this time the person on the phone denied there had been an escalation, denied there was any wrongdoing on PayPal's part, and informed me the people who paid me the money would have to reply to an email from PayPal before the money would be released. To date, only one of the holds has been released.
I've contacted both parties involved, and both have done what PayPal asked them to do, so there is no clear reason for the funds to be held. I cut up my PayPal cards, and as soon as the amount clears the account we are closing our PayPal account forever. After visiting this page, and reading the similar recent accounts, I have a feeling PayPal has forgotten that no matter how big it gets there are options for people outside of PayPal's big umbrella. It may take a year or two for the trickle effect to break the dam, but unless something changes people who value integrity and customer service will go elsewhere. It is simply too easy to avoid PayPal. Furthermore, PayPal's new chip card makes it harder to purchase with a signature meaning you cannot get cashback from those pin purchases.
I am an original PayPal card holder. I had the grandfathered 1.5% rate. This amount doesn't begin to make up for the lack of customer service and respect for people's money (which we are. HELLO loaning PayPal!) which we pay a fee to use. The divorce is in progress, and will soon be finalized. I cut up all our PayPal cards including the new one that just arrived. I have been doing business with Paypal and eBay for almost 20 years now and I have seen the trend developing for a while now but I've stayed quiet because it didn't really impact my business until now. These companies have both gone out of their way to make the services easy to use for buyers, at the expense of their sellers.
I recently had a case where a buyer with a new account had bought a bunch of items and then falsely used their resolution and claims process to claim that he never received the items and received a chargeback of the money he paid while still keeping the items he had purchased. PayPal gave the case about 10 minutes of their attention and sided with the buyer at my expense. I am very dissatisfied at the way they treat us and wish there were other ways to be able to collect payments over eBay rather than the PayPal monopoly. I remember back when eBay accepted different payment methods and think that PayPal used to treat us more fairly when they were not the only game in town.

There were unauthorized transactions from my account of over 5 grand. It's been around a month and I am still trying to fix this with them. It's funny, every time I call them, it seems I start the process from scratch and it ends with them saying, "We will take care of this." But the next time I call again, they act like this is first time I am registering a complaint. In the last one month, I have explained the same problem to them almost 40 times!!! Please, don't use PayPal! There are lots of other better services.

Ridiculous. I will no longer be selling on eBay. £20 PayPal fee for selling an item. Then they put my funds on hold for over two weeks as they say I do not have a good enough eBay rating to pay me straight away despite the fact the buyer paid straight away. I have been an eBay member for over 8 years with 200 transaction at selling and buying with a full 100% rating. This is just another way for them to fleece us. I am now waiting on eBay telling me I owe them £20 as well for my most recent sale. Greed like this will only drive people to other more user friendly sites! PLUS - I had a PayPal credit account for a short period of time. I cleared the account as I wanted to close it. The hassle I had to go through to close it is also ridiculous. I reckon they hope you will give up. There is no clear online way of doing this. You have to call them, after a lengthy wait on the phone I was integrated as to why I did not want to keep it open.

I ordered and paid for an Ebay auction. Several days later, Ebay emailed me to let me know that the auction was fraudulent and the seller had been hacked. I disputed the payment with PayPal, which I've never done before. I chose "Unauthorized Payment" because they didn't have a category for fraudulent auction. After about a week, PayPal refused my dispute. I called them and was on the phone over an hour, being passed from one representative to another and then after an hour, they hung up on me. Ebay cannot help me because I started my dispute with PayPal first. I have emailed PayPal over and over sending them all the emails and proof from Ebay that the auction was fraudulent, but PayPal just sends me automated responses saying to take it up with Ebay.
They don't actually read your emails I'm assuming. PayPal says because I opened the dispute in the wrong category, there's nothing they can do. They told me to call again, which I just did and again was on the phone over an hour being transferred from one rep to another, with zero help in the end. I don't have time to waste an hour on the phone especially when I get no help. PayPal brags that they'll keep your money secure, but instead they steal it from you and never even try to help you when you've had a fraudulent charge, which you can prove over and over. I'm so angry and frustrated.

They give instructions on how to start a dispute... but never really outline how to escalate to a case. The whole interface is designed to confuse and frustrate people... so they will not dispute or cancel the claim. They basically hide the link to escalate. very very small text that gives a different description than is really there. Sleazy really and should not be allowed to do it. Also if you do not respond via email within 10 days the other party wins. I was left with a real feeling of it being shady. I do not want them to have my account numbers etc if that is the way they operate... Who knows what they would do with it. I do not trust them. Looking for an alternative. Closed Account today.

My wife made a small error by paying for an item using an old bank account information that she forget to delete, this resulted in PayPal paying for the item and placing her account into a -$300 state with account limitations so she cannot send/receive money until this limitation is resolved, after talking to Facebook staff and saying this needs to be resolved over the phone. I've tried to contact many times and they simply never answer the phone... period. So this account is pretty much in limbo with a negative account balance all because they refuse to have a proper customer service to help resolve the situation.

I used to PayPal to sell a very expensive hyperbaric chamber that belong to my father before he passed away. I got an approval beforehand or I would have completed this transaction elsewhere. After the payment had been processed, it was complete chaos. I made phone call after phone call trying to have my money released and the purchaser of the chamber did as well. I was referred to department after department having to pay an at fault account that belonged to someone with the same last name before they would even discuss the matter. They decided to keep a hold on my money for 4 months releasing it to me in July, however when I tried to pay for an item I purchased from eBay yesterday a hold was still active on my account.
I received a phone call today that was completely rude and nonsense. They expected me to sign my account up as a account during the process even though it is a personal account and permanently banned me from using their services again. I’m still trying to wrap my head around this nonsense as they received their hefty transaction fees yet wanted more requiring me to illegally sign up as a corporation. How can a company be so GREEDY. Very easily with no remorse.

Sold an item listed for on eBay and payment is issued through PayPal. Payment received, item shipped same day, entered tracking information, item delivered on schedule, customer submits positive feedback and funds are released from pending status. I attempt to withdraw the funds from PayPal to my debit card linked to my PayPal account. Initiate a small test transfer in the amount of 5.00 dollars. The transfer is canceled and the 5.00 dollars refunded back to PayPal account within a matter of a few minutes (within the 30 minute time frame). Initiate a second withdrawal for the same amount. I receive a message stating under review "Pending" however, the history account information is void any debit card information and the .25 cent fee has not been charged against my PayPal balance.
Over the course of the next couple days I continue with the small attempts successful in transferring a 16.00 dollar, 5.00 dollar and 10.00 withdrawals but each of the 25.00 dollar attempts return back to my account. I initiated about 10 withdrawals and successfully transferred 3. The 5.00 dollar withdrawal made on the 13th finally returned back to my PayPal account on the 17th. I attempt to withdraw my money via PayPal to my linked checking account. Again, small amounts which were immediately sent to "Pending" where they remain to this day. Now, PayPal states the failed attempts were caused by my bank who I have on the phone at the time each attempt is initiated. At no time did my bank receive any notice of any transfers from PayPal and return the funds. PayPal is being untruthful in PayPal's explanation of the cause.
I am sitting with upwards of 200.00 dollars balance in PayPal account, I have my bank on the phone and I initiate a PayPal to debit card withdrawal for the balance on account which is immediately place in "Pending" where it remains to this day. PayPal, has every excuse under the sun why. PayPal has gone as far as to state, the review is not performed by PayPal but by my bank and it is my bank who requires a review be performed. Untrue. Someone, (as PayPal certainly avoids answering my question) tell me the purpose of said review?? Who and how is the review performed??
The .25 cent processing fee is key here. If it doesnt appear within the statement on withdrawal no withdrawal has been initiated. It's that simple. If you read PayPal's self help forum, I believe entitled "Community", there you will find the answer. All debit card withdrawals are completed within 30 minutes and a charge of .25 cents processing fee will appear regardless. If it's canceled and returned you will see the .25 cents. if it's successful the .25 cents will appear. No .25 cent fee, no withdrawal request has been initiated.
PayPal uses this as a means to continue their hold on your money which is sitting in an interest bearing account earning PayPal interest each day. You take my money, your money and many thousands of people in this same situations money and now we are talking a substantial sum. PayPal shields itself behind ** such as "Potential Security Issue". "Pending Review", "Returned By Bank". PayPal is nothing more than a ACH transaction clearing house. It's is my belief formed in my personal experience and dealings with PayPal that PayPal's covert and clandestine activities wherein PayPal conspire and agree to a course of action, business practices adopted and incorporated by PayPal's board of directors as policy and procedure designed with the sole purpose of denying my possessory interest right in my money. Which I understand is actionable under the law.

I have used PayPal for a couple of years now and recently I have started to notice some major discrepancies in my account. I have been billed for services that I never signed up for and have never been credited back for refunds. The latest and final straw was being told by PayPal that even though I returned an item, the $599.99 that I paid for it has not been returned and is still pending after 30+ days. I plan on contacting my states Attorney General on Monday and asking if I would be able to file a fraud complaint. I will never do business with PayPal again and after this issue is resolved, I will be closing both my personal and my company's accounts with PayPal and taking any and all legal steps that I can in order to stop this kind of fraudulent activity.

In our opinion and experience PayPal (MAFIA-Crooks) seems to believe that they are knowledgeable in all fields and they make decisions and its rulings based solely on the big 3 Credit card companies behalf. Our account went into the red due to a American Express customer saying they were not satisfied with their order. This was a custom made order which the customer sole supervised the entire process and this was documented. We sent PayPal all the information required to disproves this groundless accusation and even with all of our documentation in disproving this claim it was awarded to them?
If you have connections with PayPal then you can reverse just about anything. I was told by the PayPal rep that the "bank makes all of the decisions and that's it's above her (my) pay grade" (Mrs.**). So in short; no court no jury means no judgment correct? But in PayPal's view it is acting as JUDGE JURY AND executioner of finance. Class action if I may say Sign me up...

No business should be forced to have to use a debit card to get funds transferred. Likewise, no business should be charged by PayPal to obtain its funds in a check due to PayPal’s issues. An ACH transfer costs nothing. Wtf. Square is definitely now the only way to go for small business. Beware consumers as you are being forced to do something that costs PayPal nothing.

PayPal has hit an all time low. I've been using them for 16 years now, and had a lot of ups and downs with this company, but this one takes the cake. I received a payment from a customer yesterday for a little over $100 for a custom made doll. PayPal put that payment into a pending status for 21 days, stating I can get my money faster if I send the merchandise now and send a tracking number to PayPal to prove it was delivered. Any business person with any common sense at all knows you don't send out merchandise without a cleared payment. That is ridiculous. I, myself, would never ever expect a company to send me merchandise before they have received my payment.
It also gave me 5 reasons why the payment "may" have been put in a pending status. #1 You may be a new PayPal seller (I've been in business for 16 years and have been using PayPal that entire time). #2 You have performance issues or a high rate of dissatisfaction among your customers. (I have never had a problem with my customers. I have not had any disputes with customers. I have not had any claims filed against me through PayPal. I take care of my customers. I do not sell through eBay, I have a website. I do not have negative feedback, like an eBay seller may encounter). #3 The payment you received may be considered an unusual pattern (I've been selling the same items for years and years and years. There is nothing unusual about this transaction). #4 You were previously an inactive seller (I've been selling merchandise using PayPal consistently for 16 years, every single month for 16 years).
#5 You've been selling for a while but opened a new account (I have never changed my account. I've been using the same account for 16 years. I have not opened any new PayPal accounts). They also stated that I do not have enough money in my account to cover the price of this transaction if a problem should arise. (I had more than the amount of this transaction in my account at the time when this transaction came through. I used to leave quite a bit of money in my account before transferring it, but after so many problems with this company over the years, I have been transferring most of my money into my checking account rather quickly for some time now. I have a feeling that is the real issue here. They have not been able to use my money for free. I leave enough in my account to pay for the shipping fees for items I'll be shipping out, and nothing more).
After doing a little bit of research, I was shocked to find out that this is a practice PayPal has been using for years now. I've just been lucky enough not to get nabbed till now. There is absolutely no reason for them to hold this payment, other than they can use that money to make money without having to pay any interest on it. Just think about that! How many people did they do this to just yesterday, the day before that, and the day before that. How many will they do it to today? Just think about the money they are holding, for free, for 21 day periods!
I tried going through customer service to get this decision reversed, telling them that not one of their reasons for holding this payment pertained to me or my business, so they need to either give me a valid reason or reverse this hold immediately, but there is very little help when it comes to PayPal. It's like talking to the wall trying to get a customer service rep to actually do something. You can call, you can email, but all it really does is frustrate you all the more because you will ALWAYS receive a stock answer through email, and when calling, you will be put on hold for lengthy periods of time, only to end up with a rep who can't do anything about it and will just keep repeating the same stock answers over and over again, because they're reading a script!
Before deciding on PayPal for your merchant account, you may want to do a little research and find a company that doesn't have so many complaints. Why have I put up with them for 16 years? Honestly, every time I've had huge issues with them, they have fixed the problems eventually, and being a very busy person, it was just easier to continue on with them rather than have to go through the process of finding another reliable merchant account company. My shopping cart is tied up with them, it would have meant redoing shopping cart links on over 100 pages of merchandise. It would have been incredibly time consuming, time I just simply didn't have. That's why I say, before deciding on PayPal to begin with, you may want to do your research and take the time to look into alternatives.
For myself, I'm 6 weeks from retirement. I'll be selling out my stock after the first of the year, and plan to take the time to find alternatives to PayPal once I'm at that point, as they have taken advantage of me one too many times. I can't wait for the day when I can say goodbye to this company for good. PayPal does receive fees, after all, for each and every transaction that goes through them. Making up these ridiculous reasons to hold customer’s payments is unethical, and you would think, illegal, and yet, they just continue to get away with it! If you or I did this to a customer, we'd be in big doodoo! And quite frankly, if any of us treated customers like this, we'd be shocked if they ever used our service again!

I tried to use my debit card to send money and PayPal rejected it. I called customer service and was told that although there is nothing wrong with my card, they needed me to put all my bank information into their system. According to them, this was for my protection. Really, I am just trying to send $35. I felt as if I was being scammed, and hated that I had already entered my card information into my system (It was my first experience with PayPal). I removed my card information from their site, and pray that they don't pull anything out of my account. Will NEVER use this company. I don't trust them...

I sold my car via eBay and the buyer paid through PayPal. At 1st PayPal told me I would have my money released in 7 days after buyer received. So 7 days later I call PayPal and they said I have to wait another 9 days. So in 9 days I call and they said I have to wait another 3 days so you can imagine my frustration in having that PayPal has stolen my money and refuses to give it to me. Now I have received an email from PayPal saying they won't let me have my money unless I send a photo of my license then I have to wait for another 5 days till they can receive it, not to mention they took $170 fee from me. They stolen my money. At this stage I can't see me getting it anytime soon. I highly recommend not using PayPal. It's really not a safe choice. I'm now going to contact crime commission to receive some help in this area as I need help with receiving what's mine.

They hold your money, keeping it hostage, until THEY CLAIM IT IS SAFE for all parties for them to release those funds. This time-frame is totally at their discretion. I think they are keeping the money to earn interest on it. When they FINALLY release YOUR money, they charge you a fee for using their "service". I'm totally, completely done with PayPal. I will use a different service or drive and pick up a paycheck or wait on snail-mail. YOU HAVE NOW WARNED. PROCEED AT YOUR OWN DISCRETION.

I've just sat for over one hour trying to get money received on eBay sales transferred to my account... This is the second time for such an occurrence, and each time after one hour I have been hung up on without a return call. This company is a racket, in that it holds your money for 21-30 days after a sale on eBay for 'security reasons' even though a customer was completely satisfied with the purchase. I wish eBay would find another way to transact payments. In conclusion, I recommend to people to never sign up with PayPal when selling anything or plan to wait a long time to receive your money.

PayPal having keeping my money for months. I have been in contact. They wanted proof of address that I gave them various. Then they say it has to match word for word and to change it in my account. I am doing all they ask and every time I contact them I get the same answer from a different agent saying it will take 24 to 72 hours. Well it has been longer and every time I write I get the same regenerated email from someone saying they are a different agent. This is crap. The customer service is a disgrace and they should not be allowed to operate with the customer service they have. I have all their emails.

I had purchased a quilt on eBay. I have dealt with eBay and Paypal for at least twenty years and have spent a great deal of money and purchased at least daily from eBay. Payment was always deducted from my checking account. I did purchase about half a dozen items using a credit card. On November 8th, 2017 I paid for my purchase online thru my Paypal account which always deducted any eBay purchases from my checking account. I checked my balance the next day and discovered Paypal without my authorization had placed the charge for the quilt on my credit card!!! This led to a double payment. I had a credit from a seller and planned to use my credit towards the purchase of the quilt. Paypal always deducted the credit from the total purchase of items would bill the checking account if there was money still owed for the balance.
Paypal used my credit card and billed the total amount of the purchase for the full price of the item and placed the balance due on my checking account! I tried numerous times to have this corrected. Not to mention Paypal according to their system reflected payment was charged with my credit card which was false! I canceled my credit card. My credit card was never reflected on my account for eBay purchases! For payment nearly for all purchases my checking account was used for eBay payments to Paypal! I became apprehensive that Paypal had more information than needed and I have no idea how they were able to charge the credit card without using the credit card for payment!
Now I have no idea if they could happen again for eBay purchases! Contacting Paypal is impossible! I tried to contact their home office after failed attempts from their customer service department which is useless, waste of time and frustrating! Guess what? The main number to Paypal is disconnected! Ebay also uses this approach. Any problems with sellers are your problem and lead to being screwed as I was! My advice is: checking that you payments to Paypal will have to be monitored!!! Not worth the bother is my opinion. Either curtail your eBay purchases or not use Paypal at all for eBay. Paypal has become a successful stock, however their customer service worsened! Paypal SUCKS!!!

I was told I could switch my account to my business partner. All I had to do was fax over paperwork. So I faxed over the paperwork and they said they would e-mail in a week. A week went by and I didn't get an e-mail from them. I called again and now they told me they didn't get my fax, that I would have to resend the paperwork and I could send it through PayPal so they could get it faster. So I sent it through PayPal and they said they will e-mail me in a week. Still didn't hear anything. I e-mailed them thinking I might hear from them and I got a generic email back that had neither to do with my problem. So I called again, now they tell me the letter I wrote has to be typed and needs to have a business letterhead. So I type it up and send that...
A week later still haven't heard from them. I call again... About 2 hours later after talking to three different people they said it got denied and they couldn't tell me why. Then they said I can open up a new one under her name. I tried and I can't use the business account email or business name because it's being used. Another call later and I need to close my account and lose all sale history and then I can open one up under her name. Now after all that time and money lost they are telling me to close my account so I can keep my business name and email? It took from the first fax on 9/29/2017 to 11/09/2017 to tell me that... If I could give a no star rating I would. They are lucky my clients want to use PayPal and not another invoice app.

I place my order from Groupon. The order came to a 3rd party. I received an email stating that it will be additional delay due to the fire California. I did get in contact with Groupon and the 3rd dealership. They said it's Been deliver. I have not received my items still as of today. No one had any idea. Where my item is that I paid for is at! I however do need that computer deal or my money back refunded back to me. They're telling me they're not able to do so. Not fair to me. Horrible customer service and it's paid for. I used to be able to pick to pay in a different currency from the Paypal payment menu. Now they got rid of that option. They make it look like you're paying in the currency shown on the screen, but when you get the credit card bill, you'll notice that that it was charged in your home currency. I have a credit card that charges 0% fee for foreign currency payments. Paypal charges 2.5% so now I'm losing 2.5% whenever I use them.
Even if you don't login but use them strictly for a credit card payment, they'll force the conversion on you based on your home country. This is a change I've noticed this year (2017). I never said this before, but I will try my hardest now to avoid making payments with them now because of these sneaky moves they've made to make more profit.

Being an eBay seller you are forced to use PayPal to receive funds from your sales. If you experience a problem and it usually will be with the PayPal end you are dead in the water. I have been a PayPal customer since 2013 without having any problems with my customers or my products being sold. I have 673 positive feedbacks. I recently changed my email address with PayPal and that has become an absurd comedy of reactions. PayPal is now holding my money for 21 days. I have been on the phone with customer service only to go around in circles. PayPal is not able to connect the dots, I have not changed my business on eBay, I have not started selling new merchandise and I have not started receiving negative feedback or changed any of my contact information, all the reasons they state for holding your money.
When you check off all the boxes that do not apply to you as their reason for holding your money, they repeat the same reasons again and again. I say comedy because it is like GroundHog Day except the results are not good for me. I then asked why PayPal claims to have a customer service department when the agent is not able to resolve anything other than repeating a robotic response to problems. So what the CS person was able to do was to give me an assignment of contacting the customers of the 2 sales that they are holding and ask them to leave me positive feedback. We had already reviewed how about 50% of customers do not even leave feedback on eBay sales. The bottom line with this is after several conversations with CS nothing is going to be corrected for their error. The worst part of selling on eBay is making you deal with PayPal, what a nightmare.

It certainly doesn't simplify buying online in fact quite the opposite has been my experience, and if you ever need help from them Good Luck. I think it's impossible to actually talk to a person. I have a refund coming because I returned an item purchased on eBay, unfortunately I made the purchase using PayPal so the refund is due from them. Now comes the tough part of trying to find out how to get my refund. Their website is absolutely no help and I gave up trying to talk to someone. I will just call this experience and move on, my future plans do not include PayPal.

I have been selling and purchasing through eBay and using PayPal for several years. Until now I have had no problems. I recently had a person purchase a figurine from me then say they did not authorize the purchase. Then they requested a chargeback through their credit card company. They said they did not have a PayPal account. PayPal told me to refund the customer or if I did not they would refund them out of my account in so many days. Then PayPal charged me a $20.00 chargeback fee. This whole situation has made me disgusted to use either company. What a scam the whole situation was. Buyer and Sellers beware!!!

A company called IP Vanish setup an ongoing subscription without my knowledge. The day they tried to charge my account, I put in a dispute. Your company tried to debit my account for a transaction I did not approve which bounced our account. I called and spoke to a supervisor who explained what happened. He said that the company reversed the charges and that I would have to take up the bounced charge with them even though it was an unauthorized charge. I explained that I would handle that but do not touch my account again for this transaction.
He stated that the money that IP vanish sent back would be taken from my Paypal account and that I wouldn't have a problem. Then, Paypal tried to take the same unauthorized transaction again which bounced my account again. Now I am $60 in the hole for something I DID NOT APPROVE. This is ridiculous. You take no responsibility and your workers also take no responsibility. I have filed a complaint with the Better Business Bureau and I will post this everywhere I can. When you say that you protect the consumer, THAT IS A LIE!!! Your company contributes to hurting the consumer and fails to do anything, but TAKE YOUR CUT!!! SHAMEFUL BEHAVIOR PAYPAL! After 13 years without ANY ISSUES, it is horrible that I am being treated this way. Therefore, I am cutting off all connections with your company. We are canceling our account.

My dad sent me money from his bank (cash). They took it out of his account the minute he pressed enter. It's been a week, and I still don't have my money. I called, and they made up an excuse about his account being new (true). This doesn't jive with me, because the money is obviously there. They have it in their account collecting interest. There is no excuse for this.
Also, I had canceled a recurring payment with them in August. They sent me a confirmation notice saying that no payments would be made to this vendor. When my renewal time came around, sure enough they took out the money. I logged a complaint for an unauthorized payment. I got an email back saying that they had investigated and that the payment was authorized. When I called, they said it wasn't an unauthorized payment. It was a canceled payment. Excuses again. If they knew that, they should have changed the complain themselves instead of dropping it. Any excuse not to pay me my money. I'm fed up.

PayPal Stole my money and will not release it! My sister deposited $1000.00 into my PayPal account 2 days ago to help my wife and I with emergent medical costs and prescriptions. PayPal offed the ability to transfer my money into my bank account using my debit card on file. A process that they boasted would only take a few minutes. They took the money from my Pay Pal account and then put a hold on the transfer. After writing 5 letters and calling customer service 3 times, and being disconnected after an hour on hold and in the middle of a conversation, Pay Pal has still not given me a reason for the hold or how this hold can be resolved. I'm sure that this practice is not legal. The only responses I get back are automated answers that do not address my issue.

First time using PayPal transfer service from PayPal to my checking account, transfer got flagged. They can't tell me why. They have now told me instead of 1 business day as indicated in the email they sent me it could take up to 9 days. I had used the service to avoid a check being mailed, that would have been faster with no hassle. Tried customer service twice. Could hardly understand the people who answered the phone including a supervisor. Back to the USPS, they were not helpful or polite.

I been selling items through eBay for 3 years now, 100% positive feedback and quick shipping, PayPal suddenly decided to put holds on my funds after years of not doing so. I call eBay and they said it's not them, my account is past the threshold. I call PayPal and they refuse to tell me exactly why they're holding my funds, their explanations go from buyers' ratings, items being risky to price changing. This company is shady and it should be illegal to hold funds for services rendered, also it seems like they have a monopoly on this which is illegal. I honestly wished you could use merchant accounts on eBay and get rid of this annoyance.

I sold a TV part on eBay Aus to a buyer in the USA. The buyer claimed faulty part as didn't fix his TV. Turned out he has bought the wrong part so naturally his TV didn't work. Buyer claimed faulty part and escalated dispute to a claim. PayPal dismissed the claim and closed the case in my favour. This was the correct decision as per Paypal policy.
Got an email yesterday telling me that dispute has been escalated to a claim again, log in to PayPal to find buyer has been instructed to return the item before a refund will be given. So I rang PayPal for answers. It turns out that the buyer didn't like PayPal's decision so complained to his financial institution, who then apparently applied pressure on PayPal to refund his money. PayPal explained to me as the buyer always wins in this situation, they instructed him to return the item as the only way to guarantee I get my item back as this does not happen if PayPal objects as the financial institution simply "takes the money" and the seller does not get his item back.
This obviously sucks. I then inquired about the $85 Aus it cost me to send the item to him. It turns out that not only will I have to refund his purchase price + postage but also be out of pocket the cost of sending the item to him to begin with. On top of this, as he fitted the TV part to the wrong TV, I will have to bin the item as I cant be certain that it works anymore.
So eBay sellers beware, you have no protection from bad buyers, on top of the huge eBay fees and PayPal fees, you will also be liable for any buyer that decides they are not happy for any reason. On top of that, any buyer has only to complain to their bank and PayPal will cave and side the buyer. eBay and PayPal have lost touch with where their income comes from, Sellers. For my part I will never never sell on eBay again and as such, eBay and PayPal will never get my money again. Smart way to do business.

There is money sitting in my account that has been there for weeks but for some reason PayPal will not let me move. So I tried calling customer service - they said the wait would be over an hour and they would call me back. They never called back (I have my cell phone with me at all times). I called a second time and told my wait would be 1 1/2 hours and they would call me back.
So obviously customer service is not a priority with them to be so far behind - probably many other people like myself calling with complaints. So then I send them an e-mail explaining my problem and again, NO RESPONSE. I'm convinced that there IS no customer service with PayPal. They just want you to think there is. They are anxious to take your money and commission on your payments but are not there to help you if you have a problem. If I could rate them a "0", I would have done that. They are horrible.

I did have money sent to me, to PayPal account. I only use one bank account for that purpose. On October 4th, I did withdraw the money. For two weeks no answer was right where my money went. Today, I got email OCTOBER 25th that my money was deposited on 19th of October to my account. What is PayPal doing with my money for two weeks? Telling me that it was deposited and the bank is holding it? I would like to charge the late payment fee of 45.00 dollars! Or take down promise of dealing with transaction in 5 days! Who has right to misrepresent what they promise! It should be fine for that. I am not sitting on pile of money to use another money from other account, and if it is in my account it should have been transferred where it belongs.

We use PayPal as one of two payment processors (the other is Stripe). Our business is growing very (very) quickly, so PayPal has put a limiter on our ability to collect the monies. This has been ongoing for months now. It's not a one month aberration, it's a multimonth trend. We're growing, good for us. OK, fine... When we tried to introduce ourselves, they offered us a loan -- yes, we are not legitimate enough to collect our monies, but we are legitimate enough to get a loan. So, we can pay them interest to get our money but we cannot collect it directly. Then, they blocked refunds (we like to refund and subscribers that aren't happy, even if they don't request it). When asked why we could not refund, they said as long as our monies were on hold, we couldn't send them back to the customer.
So, we said, "You are withholding funds because you see risk in our account that the business is growing too fast, but when we actually want to return it to them, you are blocking it?" After 4 phone calls, our attorney on one, they admitted they didn't know what was going on and then the delay in our monies would be as high as 180 days.
Oh, it gets better. When we said we wanted to escalate the issue, in particular to members that wanted refunds, they said we had to contact legal. Our attorney asked, "Is this really the best way to run a business? I mean, you are telling us we must sue you in order to get the information you are using to withhold monies and block refunds?" When we said we wanted to speak with legal, they said the only way to communicate with legal was by mail (as in letters, snail mail). No phone number and no email address. So, the company owes us a truck load of money, will not allow us to refund some subscribers that wanted out, and sent us to legal, by mail. In the meantime, the loan is still on the table.
In the latest earnings call we learned that "[PayPal] ended the quarter with an aggregate gross receivables balance, including both principal and interest of $6.7 billion in our consumer and merchant loan portfolios". So, their business may be growing based on, for all intents and purposes, extortion. In the meantime, we have filed suit and still (still) await our monies and to refund a few customers.

PayPal Customer Service has been completely useless. My account had fraud on it two months ago and still it has not been dealt with. They are non-responsive to my emails attempting to reconcile my account and I still do not have access to the legitimate balance I had in my PayPal account. I am not willing to wait 45 mins or longer (usually much longer) on hold to get through to someone just to not get any satisfaction. I've done that to no avail. PayPal is not worth doing business with.

I received a refund through PayPal but it was not given back to my credit card. I tried to get it through online help but could not. I tried to contact them through email but was in a loop that only took me to the FAQ page. Next I attempted to call but after 40 minutes of listening to PayPal commercials with no customer service I was forced to give up as I pay by the minute for my phone time. So since they will not provide an email, won't issue my refund and won't answer their phone I have lost my money to a dishonest system. They will take your money immediately but will not be available when they owe you money. Poorer and sorry I ever got involved with PayPal.

I had a charge on my credit card last week that was a fraud charge. I contacted PayPal to dispute the charge. I then contacted the bank and the merchant. The merchant refunded my payment the same day. Then I got an email from PayPal saying it was a valid charge and today they took the money out of my checking account. I contacted PayPal again today and I was told that until they receive the money back from the merchant they are keeping my money. I contacted the merchant again today to verify they had returned the money and I was told it had been returned the same day that I had called last week. PAYPAL is nothing more than a SCAM COMPANY. I was also told that I cannot cancel Paypal until they get their money back.

I haven't used my Paypal account in years. When I try to log on, I don't remember my password and request that a temporary one be sent. When I submit the request, I get an error message. When I try to open a new account, Paypal says I already have one and I go through the whole process again without success. So I try calling Paypal and am told it is a 35-48 minute hold time, but I can schedule a callback. I do so and walk away from my phone for 20 minutes. I come back to find that Paypal's automated service has called me back already. Not 35-48 minutes later! WTH! So I try to whole thing again.
I call, get the same message, do the same thing, and get the exact same response (ie: again, I am away from my phone since they told me the call wouldn't come for at least 30 minutes - but it came in 20 minutes). Their automated system never tries calling me back a few minutes later either. Horrible! I can't email them without being able to access my account either. So I'm at a dead end. Paypal obviously doesn't need my business.

Buyer does not ship product. PayPal asked me to submit evidence of my case by filing a police complaint and reverting to PayPal via FAX or Uploading document. I reverted to same mail on 17/10/17 with the scanned evidence of my police complaint. There was no FAX number provided and no upload facility given on the 17/10/17 as it was already in the "Being reviewed by PayPal" stage. PayPal declined my claim on 18/10/17 saying I have not given information while I have.
You have not reviewed my claim carefully as you claim "After careful consideration, we're unable to decide this claim in your favor at this time. We didn't get your documentation in a timely manner." I have all evidence to support above and PayPal has not played fair and offered adequate buyer protection. Appealed - Mail sent on 21/10/17 to provide police report within three days. Police report submitted on 22/10/17. Case closed saying I have not submitted documents "After Careful consideration!" PayPal records show documents submitted on the 22/10/17. They did it again.

PayPal allows fraud account holders to make purchases using the account and eBay listings, and not doing due diligence on fraud transactions. They simply refund the buyer account holder and charges fees to the seller. So the seller gets hits by them. They do not do anything to stop the fraud transactions or prevent them by recurring.

They make it confusing to send $ where you or someone unfamiliar can easily choose the wrong option and have fees taken out erroneously. Then you sit on hold for an hour and they won't even do a one-time grace fee waive. I'm definitely going to try to find another payment option!!

11 weeks ago, we sold our truck for 18,000; the buyer insisted we use PayPal. I had never used PayPal before therefore dutifully created an account and issued an invoice to the Buyer. Below is a summary of the transaction and its escalation from 18,000 to 62,978.94 (no this is not a typo). PayPal requested us to pay the shipper cash (via Western Union) 4,300. Upon payment the total funds of 18,000 + 4,300 would be released to our account. Note: We had agreed to transaction when we agreed to sell the vehicle. Cash duly sent to Shipper.
Upon confirmation of the FIRST payment, PayPal issued a second request for a further cash payment of 4,900 to the shipper (he had forgotten to include tilt truck on original shipping fees). PayPal had contacted the Buyer and he had given them permission (without first contacting us) for PayPal to deduct these funds from his account and for us to pay the cash to the shipper. PayPal refused to release any funds to our account until we paid this amount.
Upon confirmation of the SECOND payment, PayPal issued a third request for another cash payment of 6,999 to the Shipper (he had apparently not factored in the insurance costs). PayPal advised us that they had contacted the Buyer and he had given them permission (without first contacting us, yet again) for PayPal to deduct these funds from his account and for us to pay the cash to the shipper. PayPal again refused to release any funds to our account until we paid this amount. We had now paid out 16,200 to the shipper without any funds being released to our account.
Upon confirmation of the THIRD payment, PayPal issued a fourth request for another cash payment of 10,000. This was due to an accounting error by PayPal who had mistakenly deducted 16,999 from the Buyers account; rather than correct their own self-admitted accounting error (and yes they admitted this in writing). They agreed with the buyer that we, the seller should transfer 10,000 to the shipper to cover the accounting error. We are not sure why the Buyer didn't instruct PayPal to credit the 10,000 back to his account. Again, he did not consult us before agreeing this with PayPal. PayPal again refused to release any funds to our account until we paid this amount.
We now started to argue with PayPal as this would mean that we, as the Seller, would have paid out 26,200 in cash to the shipper for a vehicle sold for 18,000. PayPal refused to correct their accounting error which apparently was not covered under clause 8.4 of the PayPal User Agreement. However, they did offer an Agreement whereby they agreed to pay the full 26,200 +18,000 immediately to our account upon receipt of this final 10,000. Agreement was duly issued, both parties agreed and we, the seller, made the 'final' 10,000 cash payment to the shipper.
Upon confirmation of the FOURTH and supposedly final payment, PayPal reneged on the Agreement and issued a fifth request for another cash payment of 14,329. This represented the Refundable Seller Protection Fee of 30%; which is deducted from the Buyer's account for every transaction over 40,000. At this point we were not feeling very protected and argued with PayPal that the only reason the transaction was over 40,000 was due to their accounting error. And yes, again PayPal agreed with the Buyer that the funds should be paid cash to the shipper. In response to our complaints that PayPal had reneged on their Agreement, they agreed that we COULD pay 50% of the SPF upfront, they would release the funds and then we had to pay the final 50% immediately. We agreed and a Second Agreement was put in place.
Upon confirmation of the FIFTH payment, PayPal advised in writing that the Agreement to permit us to pay remaining 50% (7,164) had been immediately cancelled by their Directors. The exact wording was... "We have tried to let the Board of Directors understand that it was a mutual agreement between PayPal and you in order for you to be able to complete the transaction but the Directors turned deaf ears to all our explanations and everything, we tried to make the Directors see the reason proves abortive, the arrangement and agreement we had with you was immediately cancelled by the Directors."
We are now faced with the choice either 'trusting' PayPal and paying the final 7,164 (and risk them asking for more money) OR walk away and lose 33,364. The moral is PayPal will not abide by their User Agreement or any Agreement issued during any transaction. By the way - we also issued a formal complaint to PayPal; we received 3 responses saying they were investigating and then nothing... We chased and they said the issued was resolved??? Nothing was /is resolved but we can get nothing else out of them.

I sold an item on eBay, the money went to PayPal. The money was never available to me. One excuse after the other one, it's always pending, fees are added, eBay adding more fees. I tempted to transfer money to the bank I had no luck the money went pending and there is more fees at it until there's nothing left. Never put a dime in PayPal. Stay away, take my word, don't give them your bank card. Use your own credit card not PayPal, common thieves, no respect for customer. They got your money now you got to figure out how you can get it. Good luck.

Stay away from this hellsite. The customer service is a joke. When I tried to explain to them that the merchandise they refunded was not returned to me and now my account is in the negatives and I do not have the merchandise. PayPal is a bunch of scammers and I am going to have to file a police report now because they are so unhelpful, I am never using PayPal again.

They wouldn't close my account. I called because it wouldn't close online. They bounced me around to 4 different people for 45 minutes until finally they kept me on perpetual hold. I was treated with zero care and still never got to close my account. I was told they "weren't able" to close it despite nothing being in the way of the closure. This a shady practice and a frustrating way to treat customers. Now, my personal information is out there and I can't remove it.

I used PayPal to receive Money from my Clients. It's Horrible you can use PayPal if you are doing Business they will refund your Money even if it's your and it's not your Fault. Horrible service. Please take my advice and stay from it. They Charge you for all the Fees and will suck all the money from your account.

I've been dealing with the same return for 2 months. Originally the claim was supposed to be open in August 2017. I found out 2 weeks later it was not. They tried to apologize for the mistake and expedite the claim only to make me wait until October 16 be it's settled. When I went to send the item off I found that PayPal had opened the claim to the wrong item. So today which is October 20 2017. I call PayPal only to find out that I have to go through the process all over again. The individual that I spoke with name is John… ID ** was not trying to help but only trying to justify why he couldn't help speed up the process. "Really" it's only been 2 months. Wow!! It really seems that PayPal is not and does not want to hold themselves accountable when they make a mistake and that's horrible business practice. Apologies are ok and I've already accepted several but that's not taking care of the problem.
From this point, I'll have my purchases secured through my bank or credit card company. They do offer the same type of protection plus I don't have to deal with the complications. This is very upsetting. I'm very disappointed and dissatisfied in the PayPal services because when they make mistakes; they don't hold themselves accountable. I would think that a company like PayPal would hold themselves to a higher standard.

I purchased a software from Wondershare from Hong Kong, with a "guarantee" from them to refund. Well the software would not even install. When I asked for my money back, Wondershare would not even respond. I went to PayPal IMMEDIATELY and complained of a bad product not as described, and a phony money back guarantee, and a total failure of communication and customer service by Wondershare. I asked for my money back. Instead, Pay pal forced me into a fruitless period of working by contacting my seller. Well no response to me, through PayPal, or by repeated emails by me. PayPal would not allow me to escalate it to a dispute till time passed and for sure, Wondershare had my money from PayPal, well over 30 days. This is total bull. Do not trust PayPal. They are not even as good as a bank or credit card company. They help vendors take advantage and cheat you for sure.

I have been informed by PayPal manager Drew (badge #**) that he is unwilling to escalate or solve my ongoing attempts to transfer my available PayPal funds totaling $922.15 to my bank account. He gave me this address. Timeline: Mid-week of 10/09/2017 I signed onto my PayPal account and attempted to transfer the available funds ($922.15) to my Valley National Bank account. I was subjected to a security test. I answered the questions correctly, although I found it curious at the time that PayPal focused several of the questions on my supposed relationship with someone named "Edward **". I was informed that I had failed PayPal's security test and that I would be locked out from the process for 48 hours.
On 10/12/2017 I contacted PayPal's Customer Service line and spoke with an agent named Wendy. PayPal agent Wendy and I went through the attempted transfer process online. The next suspicious event was that the PayPal online transfer process accepted my account login information, but then threw a "generic Error" message (see attached screenshot). Since I was not allowed to perform the process online, PayPal agent Wendy mediated the security check, which PayPal claims I failed - and which again featured questions relating to my supposed relationship with an "Edward **". I informed PayPal agent Wendy that this was becoming suspicious, as I have never known an "Edward **" in my life. Paypal agent Wendy informed me that I would be locked out from the security process for an additional 48 hours.
I then asked PayPal agent Wendy to escalate my case. Agent Wendy informed me that she would do so and then went offline. Agent Wendy did not respond until the morning of 10/13/2017, when she finally called me. She claimed to have a supervisor available and told me to "remain on hold". I waited 10+ minutes on the phone without follow-up from PayPal. I then terminated the call. PayPal did not bother to follow through on the call or the escalation process.
I again contacted PayPal on Monday, 10/16/2017 and spoke with PayPal agent Anna (badge #**). She once again mediated my online attempt to transfer my funds to my account. The online PayPal system again threw a "generic error" message. The security system again focused its questions on my relationship with an "Edward **". I again informed the Paypal agent of my suspicions regarding the validity of the security questions. I was again locked out of the transfer process for 48 hours. At this point I demanded escalation again. I repeated the process with supervisor Paypal agent Alberto (badge #**). We repeated the process, with the same unsatisfactory results - and I finally demanded to speak with a manager. A person identifying himself as Drew (badge #**) came on the line. He expressed no proactive interest in solving the issue and grudgingly gave me the address of PayPal's legal department.
So here we are: I have reached out through the PayPal process in an attempt to get access to my money on multiple occasions. I have identified the fact that PayPal's online system does not work correctly. I have identified that PayPal's security system appears to be operating on bad data (the mistaken assumption that I have a relationship with an "Edward **").
Paypal agents and reps have been unable to solve the problem. Paypal agents and reps have shown no proactive interest in attempting to follow-through in order to solve the problem - and showed little willingness to escalate my case to anyone who could. Paypal agents and reps merely stated that Paypal's problematic process was "policy". Drew (badge #**), the PayPal 'manager' who eventually spoke with me, made zero attempt to solve this ongoing issue. Disturbingly, the PayPal manager who was my last resort was also the most obstructive and least helpful of the people I spoke with at PayPal. Net/Net: PayPal is denying me access to my money and refuses to resolve the situation which they have created. I wish to have access to my $922.15. Please have a competent PayPal supervisor (who is committed to solving this situation) contact me directly.

Sold my Big Tex trailer through eBay. Big Tex sucks by the way. 2015 22gn 40foot trailer. It sucks. So sold it. Sold it on October 3rd 2017. It's October 17 already still has my money on hold. If I knew it was going to take this long I would of never done this. I can understand 7days or less. But it's been over that. 14days exact and still on hold. And they have the nerve to charge me 178 fee for their services. Never again. Garbage straight up. If I knew it would take 21 days. I would of never done it. The best part is calling them and it take 2hr or more to get a customer representative. So enjoy their crappy services.

I am surprised to see that PayPal has put my payment on hold even I confirmed my bank account, provided all the identity proof, my account is in good standing and no clients have filed a complaint against me, this is not obvious as my friend suggested to me about PayPal. I need a normal PayPal account, as per your terms you said that your PayPal balance will be automatically withdrawn to your bank account on daily basis. You should have told that we will put your payment into pending state for 21 or 7 days.
I don't feel secure working with PayPal and also I would not be able to provide future services to clients if you put my payment on hold. As a consequence, I will lose my all clients. I have a list of clients who pay me for my services. I can work with PayPal if you withdraw my payment on daily basis; otherwise there are many other Payment gateway also available. Also, I will not recommend PayPal to anyone online or offline. My other friends are using PayPal and getting paid on daily basis from their First payment. Please help me to get my payment on daily basis because my account is in good standing, no clients have filed dispute against me.

An individual used PayPal and fraudulently used my debit card. People can easily use PayPal to get money from you fraudulently, all they have to do is key your information in and they pay people. No questions ask!!! If you call and report it, they don't give a darn... They will tell you real quick that they are not responsible although they should not allow people to do this that don't have accounts with them. Not very responsible company. Not as safe as you think!!! Customer service sucks... they treated me like the criminal when one of their clients stole my information and would not give me any help or information.

I had a customer write a note saying they had not heard from me. Their payment went to spam. I got a hold of the client and everything was fine. PayPal held that payment and created a divisive environment between my client and myself. They charge money for every payment you get. They are not there to do anything but find ways to steal money from us - the people who use their service. I hate them - If you need a payment service do not use this one! You will pay through the nose and get nothing but trouble. I would give no stars but they made me give at least one. They don't deserve anything but a kick in the **.

I have called twice. The first time I took a grand ole' hour to not get a resolution. All I wanted to do was transfer money out of my account. It is damn near impossible, it is a scammer's Fort Knox. You cannot do it over the phone. They say it is due to security... But isn't that what they all say. I had an outdated app that would not let me move it to my bank. Then the attendant told me to call a # and just ask for a debit card from PayPal. She said I could immediately get my card mailed to me and then get my money. Lo and behold when I made that call they told me in order to get a card I would have to supply a social security card, photo ID and proof of address.
It is my freakin' money people, you should not have to do any of that if you already have other valid information, such as credit card #, social security # (etc.) Of course my only other option in finally getting my money was through a mail out check. Of course they take $2.00 off of that. I am happily deleting my account... Which is inconvenient to do as well. I have spent a total of three hours on the phone with this clown company! But, I know it will be worth it, especially, if I send them my phone bill!
