Received an email invoice from PayPal for movie tickets I did not buy, for a theater in a state I do not live in (the theater was solidly East Coast; I live on the West Coast). Called to report within 3 hours that it was an unauthorized charge to their automated line. Not human, but whatever, I guess it was fine. Followed the transaction trail back to the movie ticket vendor based on charge information; guess my account at the merchant got hacked and someone used it to buy tickets for themselves and a date for an East Coast movie theater. Started a message with the vendor to see what I could do about the charge; they will either credit my account for the amount, or refund less a cancellation fee.
I refused to pay a cancellation fee for tickets that were unauthorized. Merchant said they'd have to escalate to their dispute team, but not before the movie tickets will be used. I cancel the movie tickets for credit, because I'm not letting someone get a free movie night, and I'd already escalated it to PayPal. Figured it was handled. IT WAS NOT. Few hours later I get an email from PayPal: unauthorized charge dispute DENIED because I'd used PayPal with the merchant once before and the account were linked. Excuse me? I didn't realize using PayPal to process a transaction a year ago meant that PayPal agreed to automatically charge my account for that merchant going forward. PayPal dispute says they have closed the link with the merchant going forward, but will not refund.
What, exactly, is this toted "Buyer Protection Program" good for? Someone uses my PayPal to pay for tickets for a movie theater on the EAST COAST, WHEN PAYPAL HAS ME ON RECORD LIVING IN THE WEST COAST, through a merchant I used PayPal to buy tickets for OVER A YEAR AGO, and it's not an unauthorized charge because I used PayPal to pay for tickets with this merchant this one time? Absolutely worthless "Buyer Protection." PayPal links your payment methods with merchants that later do not require any authorization from you to make purchases, and does not lay this information out in any visible way on their website.
I can't even tell what other merchants have my PayPal linked for this kind of usage in the future. You're telling me that a merchant I used PayPal with over a year ago can just take money from me because they linked up on the backend, way back then? I have an open dispute on the merchant's end to resolve this issue currently. I have never needed PayPal's buyer protection but used it in good faith that when I needed it, it would be there. It was not. Once this dispute wraps up, I will be closing my PayPal account. "Buyer Protection" is empty promises.

Paypal is a company which always sides with customers and never with companies or vendors! Clients can be lying and completely dishonest but they will still side with them! If you are a business owner, do yourself a favor and DO NOT ACCEPT PAYPAL PAYMENTS. Your sales will not decrease because of that! We have 4 websites and we removed Paypal about 6 months ago now and we ended the year with a 31% increase without ever feeling an issue with that or getting an email from a client asking for Paypal!

I just spoke to PayPal today about my credit account which shows a credit line of $2069.00 with a balance of $254 and change. Which I just made a payment of $100 today. However my available credit is showing $0. When I called PayPal I was told my account has been closed since 2017 without any notice to me or whatsoever. Meanwhile I have had access to the account all this while up to date. I asked to speak to a supervisor and stood on the line for 40 minutes without being attended to. I hanged up and called again only to be told by the second agent that it's going to be a long hold to talk to a supervisor and that the best they can do is to send me an account closure letter since the previous bank before Synchrony Bank didn't send me one. If you have a credit account with PayPal be forewarned. Even a company operating in the jungle will not treat a customer like this. This company has no respect for its customers.

I have used PayPal only three times and will never use it again. Lost package and no assist from the PayPal company. Ordered a item for my husband and three weeks later, no item and can't seem to have my monies returned. No assist to contact company. Be aware.

I have been a PayPal customer for 7 years, starting when I was an active seller/buyer on eBay. However, over the last couple of years, I moved to use the service regularly once a month, for a parking garage, and randomly purchased items on eBay. Two months ago I sold an item through Facebook Marketplace. I met the buyer, exchanged the item and she paid through PayPal. One month later I received notice from PayPal that the buyer disputed the transaction and had not authorized it. PayPal then removed the funds from my account and said I had no recourse because this was not covered under seller protection. I'm furious with PayPal and the buyer for complete fraud. I cancelled my account and opened a new one with Zelle, through my bank. I expect and hope PayPal is squeezed out by this form of payment back by Chase Bank. Completely dishonest from all points of view.

PayPal can not be trusted. I purchased through PayPal October and received my item about four weeks later from China. The item sent was not the item ordered. I immediately reported it to PayPal knowing it was complete deception from the company. I was given information from PayPal on how to return item. I took pictures of package tracking numbers as instructed by PayPal. PayPal had me jump through so many hoops and pay for return postage. I sent the tracking numbers to PayPal. Initially PayPal denied the claim claiming tracking numbers didn’t track. When I received an email from the company that I purchased the item from verifying receiving item and only offered half of my money back, I sent that to PayPal. PayPal then changed the denial reason to no proof item was not as described. I will no longer use PayPal starting 2020 after all these years thinking it was safe, it isn’t.

I recently had my 60th birthday and a friend sent me $700 for my birthday through Paypal on 12/20/2019. I didn't realize until 2 or 3 days later that the funds were classified as a good sales/transfer and that PayPal had taken fees out of the $700. I contacted PayPal to get these funds classified properly as a friends/family transfer, but the customer service representative said they couldn't reclassified the sale or return fees. That my only option would be to return the full $700 transfer and have my friend resend it. But also, in doing this it would still show an additional $700 added to my transaction balance for tax purposes and the original transfer would still remain on my Paypal account as a good/sales transfer.
I don't think my friend selected goods/sales option, but likely did not select anything and Paypal defaults to this option, giving them the option of deducting fees. This was my first time receiving a friends/family funds transfer through Paypal and I will definitely not recommend anyone to use Paypal for this purpose. I think they should have the ability to research, review the transaction and adjust payments like this if it can be verified it was classified inaccurately.

I ordered an item online and was sent two additional items I did not order and was charged for them. Paypal was so unhelpful with trying to return the items and be reimbursed. They were actually so frustrating I wanted to scream. The phone reps are not experienced and have no customer service skills whatsoever. I might as well have been talking to a robot. Won't use paypal ever again.

I was interested in a product online, then proceed to purchase utilizing PayPal for my Payment. When I entered the Paypal Screen, the Price $$$ didn't match with the Seller's Website; therefore, I backed out of the Transaction. $245 pulled from my Account without AUTHORIZATION! You do the math = your choice in purchase/payment decisions of your own; however, I've made up my mind for future purchase payments. PAYPAL CLOSED THIS DISPUTE CASE WITHOUT CREDITING MY ACCOUNT.

This site is not to be trusted, it is not 100% sure the items is Authentic. I purchased a pair of Yeezy's from this site. I was told they were Authentic and I would be protected by Paypal if there were a problem, after I bought a pair of Yeezy's I took them and had them Authenticated. The shoe came back fake I reported back to Kixify as well as the seller. The seller immediately stop responding. Kixify asked me to send them proof the shoes were fake. I did so, after there investigation they removed the seller from the site. This is the down fall. this happened 11/19/19 as of today I have not received any of my money back from Paypal. I have had to contact Paypal at lease four times, the last two times I was told they would send me an email with the return address in order for me to return the shoes back to the seller, both times I never received an email.
I went on Paypal site and gave them a bad review after that, the very next day which was today 12/31/19 I received a return address in my email. I immediately went to the post office and sent the shoes back to the seller. It costed me $73.58 to send those fake shoes back to this seller who's selling shoes on Kixify.com site stating there shoes are Authentic. Paypal told me I could only get $30.00 back for the shipping. Now lets think about this for a minute I spent $255.00 for a fake pair of Yeezy's the seller refused to send me a return label so I had to file a claim with Paypal which has taken over a month to get this resolved and still not resolved then I lose $73.58 for shipping which Paypal claim they will return $30.00 of that so I'm still out of $43.45.
In the end I still took a lost and this company gets their fake shoes back and they will create another site and put them fake shoes right back on Kixify and resale them because Kixify is not guaranteeing any proof of Authentication before allowing these shoes onto their website. I would not trust anything on this site to be Authentic. Is it fair I had to take a lost when I was told I'm purchasing shoes that are Authentic. Stay away from this site the people who are making these shoes are very close to passing for the real deal until you take them to have them Authenticated. Everyone don't have that access to have a company Authentic their product, to be on the safe side this is not a site you want to invest in spending over $200 dollars for some fake merchandise.

Sold items on eBay. Not only does ebay take a percentage of the item's selling price and the shipping that you pay to send the item, then PayPal holds your cash. When you try to link your bank (I tried 3 of them) to withdraw this money, it tells you paypal ran into an internal error and the link failed, try again later. When this link never occurs, they charge you to send you a paper check through the mail. THIS TAKES ABOUT 2 WEEKS TO RECEIVE. Another scam.

I paid for services that I was unhappy about and requested a partial refund, I was denied by PayPal, Be careful purchasing with paypal. They seem legit but they're really **. I provided information and had evidence that the service I paid for was trash but they never asked for proof. Paypal is raggedy and very unfair. Always inconveniencing people.The worse experience. Dont USE PAYPAL. They suck!

I’m an entrepreneur who just started a new venture about a week before July 3rd, 2019. I was successful pretty quickly, with donations from friends, and a few sales, totaling a little over $550 in my PayPal within a week's time. I didn’t remove or transfer any of my money out after making it because I was working on saving for a car and I trusted PayPal to take care of my earnings, which turned out to be a huge mistake on my part. On July 3rd, 2019, I went to my PayPal to transfer a part of my earnings to my bank account and was greeted with a notification telling me that my money was on hold, and my account was limited. I immediately contacted PayPal customer service and was told my account was limited due to a misuse of the terms of service I’d agreed to when opening the account, and that they were authorized to hold my money for 180 days to protect them against any disputes or chargebacks.
When I asked for the specific way in which I violated the acceptable terms of use, they told me for security reasons, they couldn’t disclose that information to me. I asked for a manager who informed me the only option I had was to file a lawsuit against PayPal, email a special investigation unit, or wait the 180 days. I emailed the address provided to me and an automatic response came back giving me no specifics, reiterating that my only course of action would be to wait the 180 days. After that 180 days, an email will be sent to me explaining options for transferring my balance out of the PayPal account. The email never disclosed the reason for the withholding of my money. I called PayPal customer service several times since then, using every possible resource at my disposal, asking as many questions as I could, trying to understand their justification for holding my money.
I never received any explanation no matter how many times I called or emailed. On 12/16/2019, I called PayPal customer service knowing that the 180 day mark was coming up on 12/30/19, and they once again reassured me that PayPal will send an email on 12/30/19 giving me directions on how to transfer my money out. Today, 12/30/2019, I went in to the PayPal account to find my balance at $0.00. The only activity on the account was the transfer of my $551.00 out by PayPal, to PayPal, on 12/21/19. All the activity outlining who sent me payments and when before that date, disappeared. I called PayPal immediately and spoke to a customer service representative who told me that the money was taken to pay for “damages” that resulted from my violation of the acceptable use agreement.
I asked them what damages had incurred, and they just repeated that I was the one who violated the terms of use, and that I need to go back and read their policy which authorizes them to seize up to $2500 in fines if it’s violated. I asked them why they told me I’d be able to transfer my money out if they were just going to take it from me anyway, and why they chose to wait until a week before I could access the money myself. Their response was that they couldn’t touch the money until 180 days, and once they could access it, they took it to pay for these “damages”. I was still not given any information on what I did that violated anything and was told there was absolutely nothing I could do.
That money was earned, and donated, by my customers and friends who I’d already sent products, orders, and gifts to, despite PayPal’s withholding of my earnings. There were never any chargebacks, disputes, or refunds requested on any of the payments. They preyed upon a young entrepreneur because they saw me as an easy target, and they knew it was likely I’d never take them to court because I did not have the resources. I expressed to them that I needed that money to pay for my cost of living, and they didn’t care that it never their money to take.

I purchased a stainless steel shelf. I received a cheap plastic bin. In order to get refund I have to ship item back to China with tracking. Very expensive. PayPal knows this company intentionally scammed but won’t stand up to them and make them send a return shipping label. I have spoken to other friends and they have had issues receiving refunds also. No more PayPal. Get better protection from credit card company.

I have an Airbnb I listed PayPal as my payout method for my Airbnb. Airbnb sent me a deposit of $1552 and PayPal received it and confirmed that they received it. They are claiming that they cannot verify my information yet they verified my bank and put $.11 in there and 9 cents in my bank account. They did not send the $1552. so I had them to reverse the money back to Airbnb. They They claim that they sent the money back to Airbnb on December 27. Airbnb does not have the money from them and they are giving me the runaround. They are giving me the runaround and still have not paid me my money. Every time that I’ve deposit they hold my money and don’t want to release it to me.

I don’t understand how an organized company like Paypal allows scammers such as Zarawn.com to use your service to rip off people. This company is a blatant fraud. And it seems Paypal is working on behalf of them instead protecting the consumer. I was naïve when I ordered from this company Zarawn, who was supposed to be a company in the United States, given that their address if 3347 Sugarfoot Lane in Lafayette, Indiana. How in the hell am I dealing with Guangbo ** from China?? I basically paid $52.39 for a set of tools instead I wait a month and am sent a pair of counterfeit sunglasses made of cheap plastic. Customer service at PayPal seems to be working for this fraudster. I am not happy that I have to deal with a Chinese thief. Then want us to send the counterfeit crap back which will cost more money. This guy is a damn thief. And Zarawn.com still has the Paypal as a method of payment {method to rip off}.

Ended up buying a phone case from www.casesproof.com. After a month a small package came in from China... After opening the package, there was no iPhone 11 case, only a FIDGET SPINNER! Ended up being a scam website with fake email, customer support, and phone number. I immediately told PayPal and asked to get my money back. They then told me they can only give back $25 instead of my $54.59! I told them that isn’t right. Their response was that I can get a full refund if I send back the iPhone case to the seller. Which is IMPOSSIBLE because the seller sent me the wrong product. Along with that, the address the seller gave was now in Sweden (a fake address). PayPal is a terrible company that doesn’t uphold to their return policy.

Hello everyone. Before thinking of using PayPal to sell one of your items (even worse if it is a digital product, like art) you MUST know that they will HOLD your money even after you delivered product and confirmed its delivery (some complain about holding their money for more than 21 days!!!). This could also help SCAMMERS (you delivered the product - being a virtual item, so you won't be able to make "proof of delivery"). In the meantime, the buyer (scammer) will ask for a refund to Paypal, you will LOSE your money and your SOLD product!!! I will never use this company again. AVOID THEM IF POSSIBLE!

It has been a nightmare trying to transfer funds to my bank account. I have been a member of PayPal since 2010. I have only needed to use the account for paying transactions for products purchased. 2 weeks ago I received $6200 from a vendor for services rendered which was verified and confirmed as being available in my account. On trying to transfer it to my bank it took 2 days to verify my account. Then I was told I couldn't transfer more than a $1000 per month!! I was then told that I needed to open a wallet and or PP plus and provide a social security number for verification purposes which I did.
On the 6th or 7th customer call number which only allows contact with representatives out of either India or the Philippines I am told that my account needs to be refreshed which can only be done through a request supposedly escalated via 'the system' which would take at least 48 hrs. After 72 hrs I tried again and could not. The 7th call was similar to the 6th call. I was informed I could not speak to anybody in the USA as PayPal had outsourced the customer service aspect and there was nobody above the supervisor who not get in direct contact with anybody else only via a 48 hr request.
I asked for a confirmation email but they were not allowed to send confirmation emails. I did get their name & ID #. So now I have to wait at least another 48 hours which will be getting onto 3 weeks with PayPal retaining my $6200 which who knows when I will be able to retrieve it. If I cannot transfer it in 48 hrs I will instruct them to refund the funds back to the vendor which apparently will take another 7-10 days & make alternate arrangements for the funds.

Bad experience overall. I was scammed by one of their merchants. PayPal denied my case twice. I spent countless hours trying to get my refund. I'm still trying to appeal my case. They have very bad customer service. Stay away....

I was sent money via PayPal. I was notified via email to log into my account in order to collect the funds. I logged into my account, and was informed that my password was not working. I don't know why I received this, I never changed it. It was changed unbeknownst to me sometime in the past. I requested a new password via entering my email address. It was accepted, and I was sent a security code with which I could receive a verification code. I entered the verification code. I was then requested to do another verification via text message or credit card number.
2. My credit card on the account is expired, although the routing number with my financial institution is the same.
I called paypal, while the sender also called them. I was told I would receive an email to reset my password. Never received it. This happened three times, until the representative told me that I needed to contact my Internet service provider and ask them why they were blocking emails sent to me. I requested to speak to a supervisor. The supervisor led me through a process to reset the password. I was told that an email had been sent with which I could reset the password, which I did successfully. Thank you.
Even though the password was reset, I was still requested by the system to verify again via cell phone text message verification code. I explained to them again that my cell phone is no longer service. Supervisor told me that there was nothing else that could be done. Essentially, they were holding the money I was sent, and blocking me from accessing my account. My assumption is that they are collecting interest on the money while it is in their jurisdiction.
I requested that the money be sent back to the original sender, and they said it would be 3-5 business days. The sender was not impressed at all. I also asked for an email to which I could send a formal complaint. I was told that there was no email. This complete **, again, one would get farther pulling a horse, or a donkey through the mud. Do they not realize that one only simply needs to google search "paypal email complaints" and they will find this: Complaint-response@paypal.com. Paypal, your service is being represented by, I don't want to say it, because it would come off as rude and insulting, but to be honest, I felt as if I was arguing with a 10 year old child. Actually, I've found children to be more cooperative and logical. Thank you.

I paid $499 to a trademark company through PayPal. The trademark company says it takes a year to receive the certification but PayPal’s refund policy is 180 days. It’s been over a year and I never received the trademark. The trademark company since then has removed their website and changed numbers. Not will return my emails. PayPal helped this company SCAM me and refused to refund me and 3 different representatives refused to transfer me to a manager. I closed my PayPal account and recommend you do the same!

PayPal is absolutely horrible!! I have received refunds through PayPal. $190.00 worth of refunds. PayPal put MY money on hold. I messaged them and they said old me I had to wait 21 days. I called PayPal and they refused to help me receive my money. This was days before Christmas and I explained how critical it was for me to get MY MONEY!!! Paypal did not care and wouldn’t help me. Use Venmo!! Don’t use PayPal!!!

Until recently, I have had no issues with PayPal, but on two occasions where a seller never sent the item(s) purchased and provided invalid tracking, I was told that they are backing the seller. I even provided the information from UPS showing that the item was not delivered to me and that the package wasn’t in my name. I also sent the e-mails where I attempted to contact the seller to provide valid tracking or send the item. In the end, the bank returned the funds for both purchases, but what a hassle from PayPal. As far as I’m concerned, PayPal is the perfect place for people to get scammed.

My monthly bill of $50 is due on the every 27th of the month. To ensure paying on time, I set auto payment of $60 on every 2nd of the month. However, they still charge me $38 for late fee, which is unprofessional and illegal. They are trying to steal money from customers. Please look carefully the monthly statement for any odd activity that they may cause.

For so long I always trust and using Paypal. Just a years lately I got complicated from paypal. I did provide all document they ask for disputed with so long time to handle the case. I believe they should know the patterns if the seller is receiving a lots of disputes and complain. They should know this company is scammer and protect the customers. I believe paypal is don't sent the money to the seller and don't want return the money to the buyer. They corruption the money. From now on I will not trust any paypal anymore. I will fight this money to dead and I will report in American Businesses Bureau and laws enforcement. This is not big money but how they corruption is so nasty. I bought smart watch headset and phone mobile and they sent me plastics clip. I Don't trust paypal anymore.

Honestly, I'm so sick of Paypal at this point. All I wanted was to withdraw some money for Christmas, but of course--it wouldn't work. So yeah, that's fine, having issues with withdrawing--what irks me is the help center. I went to seek help for this issue, as I needed the money, and I needed it fast. First, the bot. Fine. I message the bot, I patiently go through its stupid steps, and then what? Gives me some article that "could" help--which it didn't--and then it just asks if I have any more question, not "Hey! Let me know if that helped or not! If not, I will contact and ACTUAL BEING".
SOO YEAH. Fine. Bot sucks, whatever. I decide to call then because at this point, it's obvious that I really need the money. I call in, and guess what? Just another automated bot bs. I ask for help with withdrawing, and all this automated bot does is bring me through the steps of withdrawing--AS IF I DON'T ALREADY KNOW HOW TO DO THAT PAYPAL!!! I don't know what ELSE to say. Paypal's experience had been so well previously, but this experience has driven me to believe that Paypal is officially--very, very poor in rating.

I transferred money via PayPal for some mobile tickets. I did not receive the tickets. PayPal will not allow for the dispute of the transaction. Scammers use PayPal effectively and PayPal allows it. I would like to see PayPal to do more for circumstances when fraud is committed using their service.

PayPal is not nearly as secure as they would like you to believe. Because sites can have cookies, places can actually watch you type in your username and password, giving them access to whatever accounts you have linked to PayPal. This is what happened to me in December 2019. If my credit card hadn’t contacted me I would not have known anything was wrong. But hundreds of dollars were fraudulently charged and when I made a claim, PayPal simply denied them for the reason that they had already posted to my accounts. Luckily my credit card was able to cancel the charges where PayPal refused to act. Now I have had to get new credit card and checking account numbers. My strong recommendation is that you do not trust an organization that doesn’t want to honor their promise for security for such a reason as the money was already charged.

This company does not really protect their customers. I used paypal to purchase a wig from howigs.com. First of all when the company website went down in the middle of the transaction. It said it did not go through. Then I see the 357.00 come out of my account. Okay, I contact Paypal. They said it was an authorized transaction. Contacted the company. They kept offering me deals. I continuously said no. I requested a refund within the first 24hrs. They refused to give me my money. I filed through paypal. Okay so after almost two months the company sends me an offer and bu now I am tired of the back and forth.
I accepted the offer of 250.00. And I get to keep.the wig which had not come in yet. Got the wig. It was matted, old, not human like they just thought in in the box. Called paypal. They said that because I accepted the offer, they can't reopen it. Well, I accepted it think I was still going to get a.quality item. PayPal and this company are in cahoots. They are scamming customers and dont care about quality. I will never order using paypal again and I will never use that company. Buyer beware!

Paypal has below standard customer service and holds your money for ransom and will not let you have access to it until they decide to release it, on their time frames. One day they say it will be available in 24-72 calendar days and then two days later tell me it's working days. Worst company I have ever dealt with. Their customer service line just reads their responses from a script rather than actually have the ability to problem solve. When I try to talk with a supervisor, the phone is disconnected.

Hi there friends, have a question. IF I order a car from X... and X elects to ship five tires with no car... and REFUSES to ship the car while charging the full price... and I produce, for PayPal, the written order reading car with tires... I purchased the advertised motorcycle helmet. I received a tin can push bike helmet from China. I filed a complaint. Paypal instructed me to return the item. They gave me an address written in Chinese characters, without translation. Australia Post would not accept the address. There was no way of contacting Paypal to get a proper address in English without providing a tracking code. Paypal cancelled my dispute because I did not provide a tracking code. There is no avenue for review. The vendor makes fraudulent claims worldwide, knows that the system is flawed, knows how to avoid the process, and Paypal support this fraudulent activity through complacency.

I highly recommend not using PayPal after a terrible experience. I sent my sister money through her phone number to help her pay her rent and the money was sent to someone that was not herself. I contacted her by email and the money was not sent back. I filed a dispute through PayPal and it was rejected. I also filed a dispute through my bank and it was rejected, so now we are having to file fraud. This has been an extreme inconvenience and I have closed my PayPal account. I recommend Zelle as an alternative to PayPal because it is automatic and safe. Don't make PayPal payments using someone's phone number, only their actual email because this could happen to you.

Paypal confused my account with my daughter's, and I have No idea how. They can't take my name off her account. They said they'd send an email, and she'd just have to send a copy of her ID. However when she got the email it said she also needed to send proof of her Name Change! SHE DIDN'T CHANGE HER NAME!!! She just wants my name off of her account! I paid off my entire Paypal CC balance on 11/23/19 and have not used their card since then. To my chagrin and bewilderment in reviewing my credit score, I found out that I have a balance with them - they proceeded to charge me for the interest that would have been due that billing cycle had it not been paid off! I tried calling, but just kept getting recordings. So, I just closed the card. Not worth the hassle. And their interest rate is shameless.

I purchased an iPad using the Paypal and had to cancel the order because the pickup location was wrong. I was expecting the refund to be issued back to Paypal, but the store couldn't refund it back to Paypal so they issued the store gift card to me. And this morning I ordered the pizza from the Domino's. I was trying to use a gift card that I had and pay the difference using the paypal. After I applied the gift card and paid the difference with the Paypal, but Paypal paid out the full amount. Using Paypal, it's like opening a box of chocolate. Some stores know how to handle Paypal, but a lot of stores still don't handle the Paypal very well.

I ordered an item from a Chinese seller's website. The item the seller sent me was not the item I ordered. I went to the seller's website and found it was no longer active. They were obviously running a scam. I contacted PayPal for a refund. PayPal wanted me to send the item I received back to the seller at my own cost. The cost would have been nearly what I paid for the item so I refused. PayPal denied my refund. Thank you for supporting scammers PayPal!!! Horrible service.

I log into my email to see a purchase from Subway. I think to myself, I haven't been to Subway in a couple years! I check into it, realize I've been charged $17 CAD. That was my red flag. Canada? I'm in USA. So I immediately dispute the transaction. I thought it would be an open and shut case, seeing as it's not my usual currency. They rejected it saying it wasn't unauthorized and I can't appeal it. Trying to go to my bank to see what they will do, since that $17 has now pushed my bank account -$35. I really hope they get their act together in the future.

I ordered 2 blankets from justblanket.com for a total of 119.00. They sent me blankets that had multiple words spelled wrong. I reached out to the company - no response. Then I reached out to PayPal. I have spoken to 8 different representatives 3 being managers and I am told something different every time I call. I am out the money. PayPal will not help me. I am so disappointed. I also offered to send PayPal multiple accounts from purchasers for this comps and they have no interest in reviewing. I've used PayPal for many years, done millions in transactions on there; but their new no fee refund policy alone drops them from a 4 star to 1 star. Normally if I sell something using PayPal, either directly or through a service like eBay, I'm charged a 2.9-5% commission fee; but if the transaction is refunded they no longer refund the commission fees like they're supposed to, since no transaction ultimately occurred.
I sell high dollar items with lower margins on eBay mainly, so if someone returns an item or cancels the purchase 10 minutes after making the payment....PayPal makes $30-120 out of my pocket. It's a lost cost that adds up fast, I've already lost about $500 in the last few months. They offer very little seller protection, so there really is no reason to stay with them; so I left.
Variable non-refundable fees aren't something a legitimate business can afford, no company like Target would ever agree to it. They're just hoping that all the individual smaller sellers don't notice the new policy. On top of this I now have to wait about 45 minutes when I call customer service and they also allow scammers to issue bad refunds that bounce forever and do nothing about it. If you're trying to run a business, seek other payment processors. PayPal will cost you too much money and offer you very little to no help in return for your patronage.

Bought perfume advertised as a duplicate of a discontinued scent. Smelled AWFUL! After the company told me I was "out of luck", I turned to PayPal. They told me that because the item was "materially the same" as what I was promised, they were siding with the seller. Well, I wouldn't put baby oil in a salad just because it's "materially the same" as olive oil.
Reading online now, MANY people are reporting the exact same description of their received scents, even though we all ordered different ones. According to the BBB, the company is going out of business on 12/20/19 due to all of the complaints. I'm guessing they're just sending out any old stock they have, because they know they'll have no consequences. You'd think all of this info would matter to PayPal who had denied my claim.
When I pointed all of this out to a supervisor at PayPal, he told me I was free to hire an expert to evaluate the perfume and PayPal would take his findings into consideration to "possibly" look into the case further. Hire an expert? Where would I find a perfume expert? How much would that cost? Just give me my $82 back and call it a day! Horrible! Shame on you PayPal. I used your services simply for the benefit of having my back if any issues were to arise. Should have stuck with my credit card company. Sad.

I applied for a line of credit after paying off my last line of credit in full and was denied additional credit. I received a letter from Paypal explaining why I was denied. I am very frustrated by the letter because everything is false and I feel paypal is discriminating against by using a automated loan system to deny my credit with false information. Below is a breakdown the reason for deny and why they are false.
I have had a line of credit with paypal for over 2 years now so it seems impossible that after years of additional time with paypal I would not have enough time on file. This is clearly a mistake as I was able to get multiple lines of credit with less time on file. And Im sure paypal has credit lines with people with much less time on file than me which seems like discrimination against by denying me credit for reasons they do not deny others.
2) and 3) "decline in sales AND pattern of seasonal sales." This was very frustrating because when I spoke to paypal on the phone on 12/9/19 I was told that by sales reported by the system were $7500 for September, 3-3.5k for october and 4k for november. This information is false, I made $3000 at the most via paypal in September not 7500! Idk if paypals system made a mistake and combined august and September profits but my sales have been increasing over the last three months and the September profit claims are completely incorrect and the reason why I was denied a loan as it shows a big drop from 7500 to 3000 but in reality the sales are perfect at 3k then 3500k and then 4000 for november.
After I tried explaining to customer service that time on file seemed like a incorrect or fake reason for denying me the credit since I was approved for prior with less time on file and that my sales for the year and for the last 3 months exceeded the requirements for the loan and been trending up, I was told by customer services that no one at paypal has any control over the loan process or outcome, it is all computer generated and paypal doesn't actually make the decision and there is nothing they can do about the decision.
This is very alarming as it puts paypal in a position to promote the loans and get as many applications as much as possible without really being responsible for the outcome of the loan application or end result of someone seeing a advertise or email with requirements that they meet only to give out personal information and receive no loan, especially when the reason being that the company is using false information to deny a loan or line of credit. The requirements for paypal working capital are a false representation of the true loan requirements. It is very alarming when someone gives all their person info for a loan they should be able to get but then do not get that loan. It raises questions as to why was the information for that loan collected and what will it be used for.
The website, advertisements and emails I have all encourage applying with very little requirements and no credit check. This results in a large volume of applications, information that the company can use to profit from 3rd parties that work with paypal. Requirements for business lines of credit need to be much more transparent forewarning of other factors that can easily lead to collected information with no loan offered. If there are other factors then paypal needs to state them clearly so people know what they will need to have for the loan. Otherwise it just looks like they are attempting to collect as much info on the American people as possible while giving loans out to very few who are well qualified.

Purchase protection is a JOKE!!! I was asked to return a product back to China that was defective when I received it. They told me I had to send the product back with tracking to deliver. It was going to cost $40 and yes I did shop around for shipping and that was the lowest. The product cost $37.96. You do the math...who is going to do that?? Finally got ahold of customer service. They told me I had to mail it to get a refund. I asked for a manager. Said the manager would have to call me. Guess what, no call. Will be closing my Paypal account and will never recommend them!!

My PayPal credit was charged by someone overseas and PayPal closed my account. I haven't used PayPal credit for years. After jumping through their hoops it was reinstated. A month later they closed my account again for a reason I'm not sure why. I canceled an automatic renewal for a security app and PayPal told me I would have to talk to my bank before they could reopen my account since I reported it to them. That is totally untrue. I have no idea how they came up with that. When you call them the wait is very long to talk to a real person and when you do you can't understand them. I've had it with them and will never use them again.

We recently purchased an item online and then lost all contact with the seller. We did some additional research and informed PayPal of the issue and filed a dispute to get our funds returned. PayPal sided with the SCAMMER even though they are aware of what's going on. Why? Because we authorized the transaction. Of course we authorized the transaction. Purchased 3 sets of Dewalt tools weighing around 30 to 40 pounds and paid through PayPal and never received them. Paypal said I did receive them, so I went to my local post master and got her to run the tracking including the weight which showed 1 pound & 1 OZ and it cost the Seller $2.85 to ship it. Made a purchase from Fbshocks. Money was taken from my account. A tracking number was given to me for the purchase. The tracking number showed no shipping record for 10 days. Fbshocks assured me that the merchandise was shipped. I checked tracking number for 10 days with numerous emails to fbshocks that were not responded to. Contacted PayPal. They refused to issue a refund from fbshocks and I was told that it would take 10 days for the seller to respond then an additional 5 to 7 business days for the money to be put back into my account. I spoke with five different people, in one phone call, asking for a refund to be initiated that day and was told the same thing... 15 to 17 days before it would reach my account. Paypal is not accredited and is not a wise means of paying or receiving money. Beware!!!

I have used Paypal faithfully for nearly 11 years now. When others abandoned the service for political reasons, I stayed with it. As an American living abroad without a US phone number, there were periodic challenges in the login verification process. However, Paypal found solutions for me. First, they sent me a key card to generate a temporary code. And when they discontinued that service, they allowed me to answer security questions. But now Paypal has suddenly decided to completely abandon its American users who are based abroad. There is no alternative to having a US phone number, which defies comprehension in the year 2019 when so many other financial services are able to securely conduct transactions across borders. I cannot help but feel shocked and deeply betrayed after having relied on their services for so long. Time to make the abandonment mutual.

I disputed charges for shipping services, that were not completed. PayPal decided how to proceed. They made my dispute for not as described, not for services not received, which was my complaint. They continued to ask for information that was unrelated to my purchase. I purchased a Shipping service not an item so there was never anything to return. Repeatedly they asked if I had contacted the merchant to arrange for return of merchandise that I never purchased. I sent them 10 copies of emails to this company, 3 photos of the damage to my property. 12 photos of the item as it appeared on eBay and three pictures of the item secured to a pallet for pickup. Three pictures of the item still on the delivery truck with multiple missing parts and damage beyond repair.
They could not see that I was swindled by the merchant in spite of the visual proof I provided them. After finding against me, twice as there were obviously multiple people working on this. They said I could have copies of the material they used to judge my dispute. When I requested these materials. in a format that they specified and to an address they specified. Only to be told I could not have these items unless I have an attorney send them a subpoena. They said their hands were tied by Master Card policy. Then they refused to send me the master card policy. PayPal is judge, jury and executioner and the only option they give us is to get an attorney. They have lost my Trust. I'm seeking legal assistance from the federal Gov. and from MSNBC Judge Judy and anyone else that will listen.

Bought an item online that turned out to be scam. Waited a month before contacting PayPal "resolution" center. They opened investigation. Upon contacting the "seller", the "seller" sent PayPal a tracking number that was generated the day PayPal contacted them (a month after the order date). The tracking number was somehow obtained from the USPS and used to verify shipping. The tracking number was for a 4oz piece of first class mail (insurance book) while my purchase would weigh over 100 pounds.
Claim was denied due to seller providing a tracking number. I contacted Usps and was informed of the package weight and details from USPS via email. I then contacted Paypal and after two hours of "discussion" I sent them a copy of the the email from the USPS and they reopened the case. In less than two days it was again denied due to the tracking number being provided by the seller. I contacted Paypal again and expressed my disdain over what I see as a very lax investigation and the fact that they can be tricked so easily. I ask the USPS how this happened and received no reply. (For future reference) And filed a fraud report online. I will never use PayPal again. They have lost all confidence with me due to the fact they do not do due diligence when "investigating" and are so easily duped.

I ordered A Pulsar 2003 6.0 Power Stroke Turbo Rebuild Kit (car parts) and what I got was a keychain, literally a tiny Barbie doll size stock-pot spoon on a keychain. Someone said, "Oh you got it through PayPal. They are great at getting you your money back. Just contact them and open a claim." I disputed this with PayPal and at first they denied the claim stating I’d received my package. I responded to it by sending pictures of what I ordered and what I got. They reopened the case, investigated and returned with less than half of what I paid for. I didn’t even receive half the parts, so I declined.
I wanted a full refund. PayPal said if I send the keychain back to China with tracking info, mind you this would cost over half of what I paid for the item, then I could get my full refund. What kind of bs is that. They don’t care that people are being completely ripped off and their resolution center doesn’t resolve much of anything. SUPER DISAPPOINTED in PayPal. Will not use this service again, and will tell as many people as possible of the terrible resolution service PayPal has if they were to ever have an issue so don’t even use it.

I have had a verified PayPal account for at least 10 years. Recently, I had two large transactions cancelled by Best Buy within one hour of my placing the online orders because they did not have the merchandise. PayPal debited the amounts from my account without issue. Upon the cancellations, PayPal represented on my statement that both amounts had been credited back. In fact, they had not been. I continued to use my account and only learned of the insufficient funds when my card came back declined by another merchant! When I contacted PayPal, they then told me it would take 3-5 business days to complete the refund and gave no other explanation. One representative even stated that it would take up to two weeks--all of this in the weeks leading up to Christmas.
One final untruth that PayPal told me was that they had to wait for the bank to pay them before they could refund me, which was verified by the bank as untrue because the bank confirmed that PayPal had already debited the funds. Plus, the only time I was able to even speak to a manager is when I threatened that I would file a police report for fraud. It's enough that they were holding onto my funds that they had no legal right to--I never received any merchandise--but then they made open misrepresentations about it causing me to overdraft my account. An honest, professional practice would have been to just report the refund status as "pending" rather than "complete." Their practices are unprofessional, deceitful, and disgusting.

So I had identity fraud committed on my PayPal account in the amount of $167.12 and Paypal even notified me that my account was accessed in Florida, I live in Arizona. I disputed the claim and it was immediately closed, within a day, as a false dispute because it was “similar to other charges.” I tried calling customer service and they told me there was nothing they could do and that was the “back office final review”. I asked to speak with a supervisor, waited on hold for over 2 hours and was “disconnected”. I will never use PayPal again!! Worst customer service ever!! A friend made a mistake (because the drop down is hidden) of sending payment as a regular merchant transaction versus a friend transaction. I was charged a large fee for this transaction. Within minutes we refunded this transaction realizing the mistake and the finding that only the .30 cent fee will be charged. The full 2.9% fee was not refunded back. I talked to a customer service rep and they ensured me it was.
Another week went by and the fee was still not refunded back. I talked to them again and then they informed they changed policies a month ago and don't refund that now. I told them last person I talked to said the will refund it. I ended up talking to the supervisor and person told me no they can't refund this. Asked me who I talked to last time - which I know they keep detailed records - just was blowing smoke here. Person was rude. I am done with Paypal - this is shady practice and customer service is awful. Stay away from there is better services out there today.

In the end I can not fix the issue with my account, I can not even close the account so it's there forever and will not be able to be used. After notifying our customers of a necessary price increase (from $10 to $15), I went to the recurring payments dashboard to update our auto renewals to $15 -- then received an error message that said I could only increase by 20%. PayPal should not be able to control what businesses do with their pricing. I called PayPal and was told that I would have to cancel HUNDREDS of subscribers and tell them to resubscribe in order to charge them the new pricing of $15. This is a horrible practice. Was trying to add a foreign bank account. The reply from customer service kept saying "you can do this in the add bank account screen", not true for the UK. Eventually someone said, "You can do this only over the phone". Turns out Paypal are restricting this so you cannot get past their horrible conversion fee. Avoid if you can.

I am writing this to tell everyone that PayPal never take the ownership of any concern. They just do blaming on other merchant to keep himself safe. All support executives are behave like parrot who spoke just speech. Doesn't matter whether it is relevant to your concern or not. I made the payment of my Vodafone postpaid bill on 8th Oct. Because of some misunderstanding vodafone provided refund on 16th Oct and that refund amount got credited in my paypal account just after one month i.e. on 15th Nov from Niki side.
Now as per paypal team the validity of that voucher has expired so now you can not use that money. Now none of them (Vodafone, Niki and Paypal) is giving solution to me because of which I lost my money without my fault. PayPal blaming Niki that refund came late from their side but I don't understand validity is given by paypal only then why they are not allowing me to use the refunded amount. They should have some policy for an exception case.

This complaint is against PayPal.com. On November 6th of 2019, I bought a bunk bed from Sale Club LLC online. It was $164. I don't usually buy online unless they have the option to pay with PayPal. I always felt safe with knowing that PayPal had the buyer protection policy. A week or so went by, past the delivery date, and my son had still not received the bed. I checked PayPal to view the invoice. It looked correct with my son's shipping address on it. I then went to the UPS site and ran the tracking number. Shockingly, I saw that the status of my shipment was "delivered" at "the dock", and signed for by "Hoopman"! I don't know who this Hoopman is, and why was it delivered at a dock? It sounded commercial to me. Not a residence at all.
I immediately called UPS and gave them the tracking number. They looked it up, then told me it was delivered. I told them that I hadn't received it. They then tried to tell me that the tracking number I gave them doesn't belong to me. That's when I asked to speak to a manager. The manager told me that the package had a different address on it than my son's and that's where it was delivered. Though I asked multiple times, UPS would not tell me the address, because of their "privacy policies". I was outraged! All I knew was that it went to somewhere in Grand Rapids, MN, it was delivered to "the dock" and signed for by "Hoopman",
There was nothing more UPS could do for me, so I called PayPal. I thought they would help me for sure! To my dismay, they did nothing but argue with me. She wanted me to get a signed document by UPS stating that the shipment went to another address. I told them that I had a hard enough time talking to them and that they wouldn't give me the shipping address because of their privacy policy, but PayPal still insisted I get this document. I again called UPS, and again they told me they would not help me. I went back and forth from PayPal to UPS trying to get someone to help me. At one point I talked to a nice lady at PayPal who said she will refund the money back to my card, because if haven't gotten it, because it went to the wrong address, that wasn't right.
Later that night, I looked at my email to see that PayPal overrode her decision, and would not reimburse me. I was not getting anywhere. PayPal then asked for me to start a lost package claim with UPS. That's what I did. The next day, I received an email from UPS. It was about my claim. It actually said where the package was shipped to! It stated that it was shipped to L&M Supply in Grand Rapids. I thought, "Now I have proof for PayPal!" I immediately sent them that proof. I received an email back from them saying that I still must provide that document by UPS, even though what I sent them was undeniable proof of the shipment going to L&M Supply. Not my son. As of today, PayPal refuses to reimburse me under their buyer protection plan. I want the money I am owed under the buyer protection plan from PayPal!

I was having issues verifying my PayPal account to my eBay. So after waiting 35 minutes I got on a call, she couldn't help me then asked for my bank card numbers to verify the account. Then proceeds to tell me repeatedly that my checking account is not a checking account and to contact my bank. As I'm explaining to her that I have multiple accounts and I'm looking on my TD app and it says the card number she just read out is a checking account... She hangs up, 50 minutes wasted. PayPal are nothing but thieves. I was double-checked at a local grocery store. I had my paypal card linked to my bank. My online bank was having blackout issues, and denied my card, so I tried my paypal debit card in Hopes of paying for groceries. It was denied also. After I left the store, paypal approved a second unauthorized transaction, and put my account $60 in the negative. When I contacted them they said I was wrong and I owe them $60 to settle my account. I refused to pay it because they didn't even investigate my claim. Now 5 months later, since I'm unable to work due to a recent cancer diagnosis, someone sends me $100 to paypal and I get $40 to feed my 2 small children with. PayPal is disgusting.

This has happened to me three times with PayPal. After this last incident I will describe, I decided to criticize them wherever I can. I just purchased via paypal a Christmas gift for a relative. The price was enticing to the point that should have warned me. I spent about 60.00 USD. When I completed the transaction I got a page that only gave me an order number and nothing else. I felt this was suspicious and looked on the site for customer contact info, they had none! I then googled the website and found numerous comments about the website being rip off and not shipping any products. Further, I found the company is in China, but an email addy listed with paypal is a Russian email addy. Also, the payor name on eBay was not the website, company or email name, all were totally different.
I immediately filed a complaint with paypal citing all this info and the website's consistent history of defrauding customers. Three days later, paypal denied my request saying I did not give them enough information, when, in fact, I gave enough evidence and facts that a braindead moron could clearly see that this operation was a fraud. Once again paypal sides with the business account and screws the individual user. I am sure they would rather lose one individual user than a business user and it's all come down to profit. I will never use paypal again, this being the third time they have screwed me. I will use my credit card and they will normally reverse the charges on scammers like this. Paypal does not care as long as they rake in the dough. My advice is we individuals should abandon paypal and show them that they can't survive without us. By doing nothing to stop this type of fraud, paypal is an accomplice to their crimes.

Paypal is the worst! They do not deserve one star. The site goes in to a continuous loop when trying to add a bank for example, yet never states what the issue is. When you call customer service it is usually a 30 min plus wait, or you do a callback which can take an hour! Customer service is not helpful!! They read from a script and English is not their first language. Worst experience I have had with a company!!

I have one claim against me in 20 years. I won the case. Then they banned me for life, unlawfully for no reason. Utter disgraceful and so disconnected, I cannot fathom how this company runs. There are so many disjointed departments that do not communicate with each other. I would never use this service again. Blockchain and Fintech companies will crush this entity, in the near future.

I logged into PayPal to resolve a problem with a merchant for lying to me that they could not logon to PayPal and issue me a refund. PayPal claims they will resolve issues between seller and buyer but sure enough, no answers were found in their resolution center other than one question: how did you pay for it: cash, check, etc, you click on it and you are taken back to the same question again and again -- like a loop that never take you anywhere.
Their people handle millions of dollars of customers' money but have no standards. They really are crooks. Even when you succeed to file anything, when you submit it, it will answer you: try that again... I tried it three time and the same scenario. Telling me that these crooks wanted to resolve your issue. I think a person is better of dealing with a credit card company then allowing these dishonest people handle your money.

You would think that with all of the ways to transfer money, PayPal would take greater care in taking care of their customers! I was due money back from an associate, so she sent it via PayPal. They subsequently charged Me a fee, due to her not sending the money correctly! I called her to advise that the amount that I received from her was short. I sent her the money back that she’d sent me.
On this Monday, she called PayPal to ask for a courtesy fee reimbursement, with me on the line, and the rep ask me a few questions, then proceeded to advise me that I would receive a 1 time fee reimbursement. After not having seen that reimbursement this whole week, I called a PayPal to see what the hold up was. I was advised by a girl from a foreign country, that there was no record of the call that had”taken place” on Monday!!!! I advised her that I was aware that calls are recorded and that my conversation should be listened too! She said that the original rep would call me to try to resolve, but this didn’t sit well with me, and I asked for a supervisor!
After waiting for an inordinate amount of time, I spoke with a dismissive rep who pissed me off to no end, by offering me half of what was promised by the rep on Monday! I told her that, that was a slap in my face and that I wanted to speak to a supervisor! She said, "We don’t have to give you anything.....get it from the person who sent you the money!" I told her that because I know that they offer courtesy fee reimbursements, and I was told that I would receive one, that was my expectation! I tried to go over my head, and she refused to allow me to speak to a Sr manager, citing that they were busy helping other callers! It’s treatment like this that ultimately causes customers, to look for other alternatives! This behavior, these practices and your dismissive attitudes towards your customers (those who pay your bills) is what hurts your bottom line! I will not rest until this is resolved!

I bought items online and paid via PayPal thinking it was safe. Boy I could not be more wrong. The seller shipped to a different address somewhere across town. I sent this information repeatedly to paypal claims area but since the zip code matches they close my case over and over again. Apparently 20 miles away is close enough for paypal to consider the item as delivered to me. I couldn't make this stuff up if I tried.

I have never had such terrible customer service until now! After receiving payment from a buyer, I proceeded to do the instant withdrawal method which I had done a few times before without issue. This time, it asked for a phone code. My phone carrier, SaskTel, said they received multiple complaints from their customers that they can't receive PayPal text messages and that the Crown Corporation has been unable to resolve this issue with PayPal. The PayPal system locked out any attempts to withdraw the money and I called their customer service. They said I need to wait 24-48 hours to try again and that they couldn't override it.
I waited and nothing worked. So, I called again and they said I needed to wait a week, because my account is now even more locked out and I quote, "under investigation"!!!! I'm appalled by their crooked business and I will NOT be doing business through PayPal again after this horrendous experience! I highly recommend avoiding PayPal, they're nothing but thieves who will do anything to take your money away!

I had a client use PayPal to pay me and wanted this money sent from PayPal to me by check. My online account kept saying there was a problem, so after trying the frustrating online messaging process where I could never talk with a human, I called. It took about 20 minutes with an agent who finally said "we can send you your money, it will take 3 weeks and we are going to close your account." The reason? I don't want to link my bank account to them. I asked for a supervisor which was a 30 minute wait. PayPal has my money, they made me go through over an hour on the phone, and are closing my account I have had PayPal over 15 years, plus have a PayPal credit card. When people call PayPal thieves, I cannot disagree. Why would anyone do business with PayPal?

On Black Friday night I had a charge come through on my credit card through PayPal in a entire different language at 3am my time. Someone has used my card to purchase something in Russian or another language. I disputed the charge with PayPal and they were super helpful at first. I woke up a few days later that they have denied my dispute because it has a tracking number... Whether or not it has a tracking number this was not authorized by me. I was told by PayPal that they will not approve my claim because of the tracking number that they couldn’t help me and maybe I could give the item as a Christmas gift... What!! I have now disputed the charge on my credit card.

Please do not use PayPal, they are crooks and should not be trusted. They will do everything in their power to exploit you for as much money as possible. Please also be aware PayPal owns: Braintree, Venmo, Paydiant, Xoom, Modest, TIO Networks, iZettle and Hyperwallet. They overcharged me so no big deal, call the seller they agree give me a receipt and a email stating correct charges, the seller did not receive any extra money. I have appealed the extra charges twice and been denied, even though the seller themselves agrees and sent proof they still deny me. I have filed with the BBB and my CC company. Please don't be me and lose money to these crooks!

There was very little if any forewarnings that my money would be HELD without explanation for up to 21 days!!! This is unacceptable and now I am at your mercy waiting. I have done the work for my client and now won’t be paid for 21 business days or some outrageous amount of time! I could have used a number of other options, even a check in the mail is faster! I have purchased a t-shirt using PayPal cash, but the shirt didn't fit properly, so I returned it. The cash got returned to PayPal, but Paypal is refusing to let me use this money because it was returned after the expiry date. I had returned the t-shirt as soon as I got it, but the return was credited after the expiry date. How am I supposed to use it before it got returned to my account? The vendor stated that the full amount would be refunded. It was not mentioned on vendor t&c on Paypal site or vendor site, that I would not get my money back. At least 1 week grace period should be given to customer to use that amount, if not full amount. This is like duping customers.

PayPal does not protect the consumer. I had a very bad experience with a seller which I paid using PayPal. I filed a claim with PayPal because it was taking forever to ship what I ordered. PayPal closed the case before I received the items and when I finally received them the order was incomplete. The seller only shipped 2 instead of 10. Now PayPal does not want to do anything about it. Poor service.

Purchased tv stand from Mongotees located overseas, probably China. It came damaged. I sent pictures to Paypal, but they told me I have "return it to China" to get my refund. How does one return a large piece of furniture to China and bear the cost of it?? This is ridiculous. I received damaged merchandise and must "PAY" to ship it back to China in order to get a refund. The return shipping would have cost more than the item. Paypal "BUyer Protection" is not a real thing. They don't help at all. And the customer service is awful. Never using paypal again! Beware!

I paid for an Ebay item that I never received. I paid for the item using Paypal. I never got the item and asked eBay for a refund. Ebay honored my request but Paypal did NOT give me a full refund. My refund amount was less than the original transaction amount. I asked Paypal to correct the error. They refused. They said that since the seller took payment in Canadian money and the Exchange rate was different at the time of the refund, I could not get a full refund. I explained that it was the seller's fault that I needed a refund since they never mailed my purchase and the seller should pay the difference for his neglect, not I. Paypal could care less and refuses to give a full refund. I do not recommend Paypal.

I sent money to a friend in February 2019. Then I sent money again on November 25 via PayPal for another transaction same exact way I sent the first transaction. The first time I sent the money I added the person in my file. When I went to send money again to that same person PayPal charged him 2.9% for the transaction which is fine, then they also charged him 1.5% for the business fee. I called them and spoke to two supervisors over one hour each to resolve this matter and was basically shooed away. The first person said he would ask for the refund. I didn’t get the refund so I called again today and was told the refund was refused. Then I was told it was up to the other person to dispute the extra charges and not me! So I asked this supervisor to contact him via phone or email, he refused.
I asked him pass me over to another person higher up and he then said he would place me on hold and pass 'em over to another person. Instead of putting me on hold he purposely hung up the phone as he didn’t want to deal with the issue. PayPal are dishonest and quite disgusting. They are good to take your money but when they make mistakes they don’t step up to the plate and resolve the issues in a decent manner. I will never use PayPal again!

I have now spent almost 3 hours and 9 phone calls to Paypal about a problem they are admittedly experiencing not to mention I am "out" $160.00. Synopsis: 1. I send payment to 'friend'. 2. I wait and wait to either get an email confirmation or to see Paypal's Activity Summary update; so as to reflect this payment. 3. An hour goes by: neither email nor Paypal Activity summary reflect this payment. 4. Naturally I think it must be operator error meaning I didn't press the second-tier confirmation for payment to send (Paypal has kind of a "double confirmation" before $$ are sent). 5. I re-send payment. 6. Two confirmation emails arrive (unique trans #s) hence I have now made the payment twice. By the way, Paypal activity summary still does not reflect either of the payments.
7. I try to contact Paypal customer service. After 9 calls... 8 were call backs due to paypal disconnecting while I was on hold and one call back from a supervisor and almost 3 hours; the best paypal can do is admit they have a problem they are working on it. 9. One supervisor says the duplicate transaction can be cancelled immediately and went to transfer me to the correct department, except call got terminated while I was on hold. 10. Next supervisor says that first supervisor is wrong and that this duplicate transaction cannot be immediately cancelled. 11. Both Supervisors admit paypal is having issues with their notifications. 12. Paypal will not credit me the cost of the duplicate transaction instead they want me to do the leg work (i.e. contact recipient) for a problem that they have self-admittedly caused.
13. I told them, that had their system been working, I'd have not sent the payment a second time. They admit that the fault is theirs and theirs alone. Yet will not work to fix the problem instead they throw the work back to me. 14. What if this 2nd (unnecessary) payment causes my rent check to bounce, I said to them. They simply said "sorry" and that they will get back in touch at a later date. 15. No way to contact the last supervisor I was speaking with ether, to follow up they will call me. Only supplied with a general email address. The 8 call disconnects just add insult to injury. Google: Paypal disconnects calls on hold. You will witness a long, long list of complaints about this on numerous sites.

I purchased 2 jerseys from FOR FAN STORE. I was pleased to see Paypal for the payment since I could not find any reviews of the company. But paypal guarantees the merchants.... or so I thought. I got the 2 jerseys in 3x but they were Vietnam 3x which is really a large. So they did not fit at all. I emailed the company to no avail. So I immediately contacted paypal. The paypal support could not understand me and the report was denied after a week. PayPal told me to pay to return the items to Vietnam and I may be reimbursed for about half of the purchase minus the $48 cost to send back. I was very surprised to find paypal did not help at all and backed a merchant that used bad size charts. Be aware. I no longer use paypal since the guarantee is worth nothing. Don't use paypal if the company is not within your country. FOR FAN stores claims to be an American company but is in Vietnam.

Paypal refuses to help their users and will repeatedly send you copy and paste responses when you email them that have nothing to do with your question and if you ask to speak to a supervisor they will send you an email back saying that paypal employees will not endure harassment and they will ignore you... This is the second time I've had problems with PayPal and how the handle purchases. In this case I was reporting a scam seller AnnieCloth of which took my money through PayPal and turned out to be a scam. PayPal elected to do nothing. I did not receive 2 items out of 3 and the 3rd was not even close to what I ordered. But if you have a problem with PayPal they make it so difficult to get into touch with them you cannot do anything about it. They do not protect you from fraud. They are becoming part of the fraud...

Sold a product on eBay, used Paypal as payment method, buyer requested package to be sent to different address as a gift and not to include packing info in the box, buyer then decides they no longer want the product, package had books and returned 2 weeks later damaged in broken box had books that warped due to weather. Buyer requested refund for shipping which was done then files claim with paypal. Paypal does not review evidence attached to claim and decides in buyer's favor not caring for shipping that was refunded and on top of that shipping charges I'm left with for returned and damaged product packaging. I got approved for my PayPal Master credit card August 14, and here it is November 26. I am having to call to check on this. I am attempting to refinance my home and cannot provide an explanation for this inquiry because this sorry company never sent out the card. I expected PayPal to honor buyer protection. I would only purchase items if paypal was a source of payment thinking they would only work with reputable companies. When I purchased a pair of shoes that had the words ARCH SUPPORT in the title of the shoe and got a pair that had absolutely no support at all I believed Paypal would honor buyer protection. PayPal allows China drop shipping scams! I was scammed by a China drop shipper. Didn’t say that on website. I canceled my order provided evidence. PayPal reps refuse to look an MY EVIDENCE just took merchant's evidence and denied my claim. I had it reopened several times and every time they refused to look at evidence and continued to deny. I asked for a manager several times and they refused to escalate or give me a manager. I will be reporting to BBB and calling their corporate office.

I received a Bluetooth receiver from China. It cost 4 dollars and had to pay 16 in shipping. The item I received wasn’t even close to the item ordered so I filed a dispute with PayPal. They sent an email days later stating I had won dispute. All I had to do was pay for shipping and return item to China by Dec 2. Today was Nov 23. I had used PayPal for eBay purchases without a problem. So when I ordered something from a website I hadn’t used before I used them for added security. BIG MISTAKE! I received the item but it looked nothing like the website picture. Also, the clothing item did not fit. I contacted PayPal and followed their instructions. Only after PayPal was contacted was I able to get through to the company. The company finally gave me an address in the US to return the item; PayPal insisted I return the item to China — at considerable expense. I did that. PayPal subsequently denied my claim. So not only am I out the purchase price but also $35 to mail it back to China. Beware!

I tried to call them twice to help access my account but the guy just kept saying he understands and can't do anything to help me. It's not my fault that PayPal is not sending me messages so I can access my account. I told him I didn't have access to the card linked to my account but I provided him with the last 4 digits and everything else on the account but he said I would have to wait 48 hours to access MY account. The second option was just shutting down my account which would be no help at all since I need to buy something immediately. I purchased a piano through PayPal. When it arrived it did not work. I spoke to your customer service. They said I did not have to provide tracking details. Because the item I purchased was from China, and the shipping to return it was more than I paid for the item. When I made the purchase it looked like they were located in the United States. When I went to send it back It turned out they wanted it shipped back to China. So PayPal Instead they asked for a letter from a professional stating that it did not work. So I went through the trouble of bringing it in to a music shop to have it looked at. They gave me a statement saying it did not work. I submitted it to PayPal and they still denied my case. I purchased an Apache 64 r/c helicopter off a Facebook seller for $48.56 from China. What they sent was a cheap skeleton helicopter. I immediately tried emailing them. One email was sent back saying it didn’t exist so opened up resolution with PayPal. After about one week heard nothing so escalated it for a total refund, PayPal came back saying seller would offer a refund of about $22. I refused telling them it was no good. It wasn’t what I’d ordered. PayPal came back. Said they will refund but only if I sent the helicopter back they’d sent at my cost. There was no response button to allow myself to contact PayPal so I had to post this thing which has cost myself £15. I looked up the cost of these cheap skeleton helicopters which were on eBay for £8.99 post free from Uk seller. I’m totally disillusioned with PayPal and am considering cancelling my PayPal account which I have had for over 15 yrs.

I've been using PayPal for 10 years. No issues. Today I received $10 from my girlfriend who has a paypal account (she uses paypal as her bank account and was sending me money to go get some food). About ten minutes later I got an email saying my account has been permanently limited for no reason. Her account was also permanently limited as well. HER WHOLE PAYCHECK JUST GOT PUT INTO HER ACCOUNT AND NOW WE CANT PAY BILLS! I don't know what happened.
I called and the girl was very rude then put me on hold for an hour to then hang up out of nowhere. I called back and they basically told me to contact their lawyers if I wanted to know why. She implied that I was doing something illegal. ME BUYING FOOD IS ILLEGAL? She said if I have a problem then to contact my local law enforcement. Like wtf? Watch out. Mcdonalds is illegal guys. The girl was so rude to me and then hung up on me.
I don't understand what we did wrong. Their holding both of our funds for 180 days so now we can't pay bills with our money or anything. Really I just want our money back. I've bought and sold paypal for years and then all of a sudden we lose everything and basically told to go ** ourselves for no reason. Paypal should be illegal if this is how they ** people over. I give up. I've lost everything and implied I was a criminal for no reason. Whatever.

The online portal for PayPal would not transfer my money to my bank account and or any of my credit cards. After spending three hours on the phone with my bank and PayPal there were still no answers from PayPal. Customer service hung up on me three out of the nine calls. And after a three-way call they still continued to say they had no idea where my money was. Or why it would not transfer to the bank. They kept blaming my bank and my bank was saying they Never received the transfer. So even after all this time my Money is still missing and PayPal.

PayPal has been holding 500 dollars hostage for over a month. Apparently I put my mom's name on the account when I was a caregiver in Maine. I never really used it. I moved to Florida and sold a coat that the customer loves. In order to get paid I had to send documentation and get my 95 year old deaf mom on the phone. In ** real. I verified my account and explained the change. Still waiting since October 16th. It is November 20. Provided driver's license, SSN card, transaction ID, verified bank account, wrote a letter explaining. Do not use PayPal. There are much better ways to send and receive money. PayPal is bizarre at best. You never know if they will keep your money. God forbid you need to change the name on the account. Never use again.

I Was PayPal member for over 19 years until last week when I closed my account. Purchased an electronic component and used Paypal to pay for it (Utilized Paypal because I assumed that I could get my money back if defrauded). I ordered a computer component for a computer at work. The part never arrived at my door. The merchant said that it was delivered to my front door on a specific date. Looked at FedEx Tracking and the package was delivered to the wrong address. My order was delivered to a town some 11 hours away from my home address.
I filed a dispute with Paypal. I wanted the part I ordered or my money back. Paypal determined that because the part had a tracking number that I was not entitled to the part or my money back. The best part is that I have no recourse with Paypal. According to PAYPAL, if you pay a merchant for a product and they send it to the wrong address, you're not only out the merchandise but they will not refund your money. An extremely angry former Paypal customer.

Incompetent, Unprofessional, dishonest, lazy are the words best used to describe the Dispute experience. I've spent nearly 20 hours calling in. They continue to CLOSE my case over and over and over. I've provided proof. Picture evidence. Tracking numbers and it goes on and on. They keep telling me it will rule in my favor, but then closes the case. PayPal's system is built to just drag it out until the consumer gives up and they keep the money for themselves. Paypal is a SCAM.

Make sure you understand that every time you link a card they will charge you 1.90 American. So if your bank charges conversion fees and such you will be charged for this!!!! I was told I would get a 4 digit code on my statement but never did...so still can’t use my account. Best of all was when I called their customer service line. I dialed a 1-877 number but was told I would receive a call back. They did, but from an American number, so I was charged for a 10 minute incoming international call. In the end, I have now paid over 20.00 American and I do not have an account I can use.

Disputed a transaction with a merchant and PayPal. Merchant wants to refund me but PayPal is preventing the transaction because the "dispute is open". They say it will take 75 DAYS!!! They say the delay is due to "Federal Law" which is a bold-faced lie. It it VERY difficult to communicate with PayPal because of long hold times and then the language barrier with the foreign representatives.

I bought a phone from China seller who has Pay Pal account. They provided USPS tacking number thru Pay Pal. When I checked delivery status with post office they said package was delivered. I could not find it so I went back to post office in Lindenhurst NY to check it. I gave the post master tracking number and my driver license to check were the shipment is, and turn out that my name and address isn't associated with the tracking number. The only correct was town ( Lindenhurst). I called Pay Pal and told them that I want to dispute this matter. Eventually their customer service rep. said that the package was delivered and they cannot do anything about it. I told them that it was delivered to someone else but they said I have to prove it. The post office is not going to release any information about the package due to privacy policy ( tracking number not associated by my name and address).
I told Pay Pal rep all that and asked him to ask seller for those information but they said they can't do? So I was left with payment for something I did not get. Post office web tracking only showing town, date and time of delivery no name and address but according to Pay Pal it is enough proof just the name of the town I live in? In Lindenhurst live thousands of people not just me!

I initiated instant money transfer to my bank account on 11/8 of $558 but it never transferred to my bank nor fund isn’t available in PayPal as well. I called PayPal and they said that it will be resolved within 24-48 hours but today is 11/17 and my money is still missing. Same time I don’t have any updates from PayPal yet. Reason people pays extra fees to use the instant transfer is because they urgently need fund available to them. It’s been a 8 days since the transfer and I would not trust Paypal as a reliable financial institution.

My first choice would have been to give PayPal ZERO stars. Unfortunately, that is not an option. I was ripped off by PayPal!!! I provided so much information to PayPal in support of my claim, to the Resolution Centre, and in the end my claim was denied by them as they ruled in favour of the criminal seller, from China, that they are allowing to do business with them. I purchased two items from “Surpriz” ads that I saw on Instagram. Their sizing was way off!! I then emailed the seller and asked them to provide return/refund procedures. They replied by telling me to give the items to friends or family and then repurchase them for myself. They stated that despite them offering different sizes in their ad, that the size I order would “make no difference”. I have never heard such stupidity in my life!!
I attempted to ask them again for return/refund procedures, but they ignored my emails and did NOT respond. When I submitted my information to the Resolution Centre, explaining the situation and supplying many attachments containing emails to/from the seller, it was obvious that PayPal Customer Service did NOT even bother to read my emails or review the attachments. Their replies were ridiculously unrelated to what I was even requesting and they continually asked me for information that I had already supplied to them in multiple previous emails.
This process took days of aggravation and constantly having to respond back to their inaccurate emails trying to make my point of what was happening. When it came time to file my Claim, the online process did not even work and they had to prepare the Claim from their end. Hahaha, now I have to wonder how badly they screwed that up too!! In the end they ruled in favour of the criminal seller and I am stuck with two garments that are too small and I’m out $29.97 US funds. The fact that I lost money is the least of my problems. The bigger issue here is that the seller was not trustworthy and that PayPal supports such criminals!!!!

I couldn't link my bank because their website keeps giving the following error messages:
- Something went wrong - We couldn't link your bank.
PayPal customer service didn't know why this happened. The only alternative was to go thru the verification process which was sending a text to my cell phone. I told him that my cell phone doesn't accept text messages. He said the only way to verify via cell phone text. I asked what happened to verifying by email. His response was that they don't use that anymore because it's not secure. This isn't true because email is more secure than cell phone text.

I have recently noticed since eBay has started to collect sales taxes for certain states (done in the background and deducted from my Paypal account) that I am being charge an additional amount in PayPal Fees for the sales tax that Ebay is collecting. Ebay tacks on the sales tax to the buyer when they make payment and withdraw it out of paypal as they do the shipping, etc. The only problem I have is this sales tax is not a sales item and not something I am charging the customer directly.
Ebay has taken it upon itself to collect sales tax for other states outside of California and passes this along to Paypal as the gross amount of the sale. Then Paypal takes the gross amount and charges their fee for the processing (including the sales tax). It may seem like a petty complaint, but, over time this can be quite a bit of money since I am not the only Ebay seller this is happening to. I do not believe I should pay a FEE for the right to have Ebay collect sales tax from by buyers and then withdraw it from my Paypal account.

When your account gets hacked and someone purchases stuff with YOUR money PayPal won’t help. Put in dispute after changing all my info (passwords) and they tried to say I made the purchase, mind you it’s a part to a product I do not own and it’s to some fake company I’ve seen multiple posts about. DO NOT use PayPal Cause they won’t help you get your money back when this happens. ALL of their people will tell you, “sorry, it says it was your account who purchased.” NO DUH. If you also look I had to change my passwords idiots. Please save yourself the headache and find a better company to go through for payments. They don’t help their customers, they are just rude and hateful if they have to deal with you.

I am a PayPal seller. I followed PayPal instructions to refund a payment to a customer. Instead of doing the refund the way the screen said it would be done, PayPal issued an echeck for the full refund against my attached bank account. This resulted is bank chargers, my PayPal account being frozen so I cannot recover my money from the PayPal balance which is now my money because PayPal paid the refund directly from my bank account without telling me first. Customer service is out of country where English is not the 1st language and the accent is so bad their English is barely understandable. Have spent more than 3 hours trying to get this issue resolved. Will likely have to file an attorney general complaint to get it fixed. A simple refund is never simple with PayPal. I DO NOT RECOMMEND PAYPAL AS A SELLER OR A CUSTOMER ANY MORE.

To be honest I was really expecting PayPal to be there for the consumer but the reality is they're not. "Buyer protection" is non-existent and on top of that, they gave the seller my number and they THREATENED me. Yes, you read that right, 2019 and sellers are still able to threat customers for asking a legitimate refund... and to thought, I held PayPal to the most upper standards.

Received money in Euros, would not let me convert, accept or transfer from app. Could NOT understand customer service rep after waiting on hold for 15 mins. I wound up hanging up because the language barrier was too much. The 'Help' section of the app is no use, even when you utilize the 'message us' feature. They copy and paste the exact same crap I read on Google, which they don't tell you WON'T work from the app. I had to figure it out for myself I had to go online. Bottom line it took me 4 hours to receive $14.95 THEN GOOGLE WOULDN'T LET ME SELECT THE FREE OPTION, so I had to pay to move my money after it taking 4 hours to even get to where I could accept it. Horrid experience will not be using again.

Tried various means to reach out for resolution to PayPal and still ended up at the same spot, dissatisfied. The funds taken from my account were placed on hold to the fraudster account yet PayPal would do nothing about reversing the transaction. I have filed the appropriate IC3 forms. It seems the people working the "customer service" are robotic at best.

Sellers on PayPal have zero protection against fraud. Zero. My buyer on eBay was refunded by me/eBay via PayPal for a lost item and then refunded a second time via a credit card chargeback via PayPal. Paypal spent less than 12 hours before siding with the chargeback. During this 12 hours while I was sleeping, I was unable to support my case showing that my buyer had already been refunded. Because I can't dispute a claim with my buyer's financial institute (obviously) and PayPal won't do so on my behalf I am out hundreds of dollars.
I went through several calls, etc. providing evidence... PayPal always led to believe that it was a mistake that would be taken care of if I could just provide one more detail but each time my dispute was quickly denied. During this time, the level and lack of service from PayPal is obvious. Hold times of 30 minutes to 60 minutes. Craziness. The worst company I have ever dealt with. I would never use PayPal to sell anything of significant value or your buyer could very easily and fraudulently get two refunds. The more valuable the item, the more risk you have when they get refunded twice.

I sold a cell phone on ebay, for $200. My personal phone, which I had purchased on ebay in Sept (2019) but decided on an iphone instead. So rather than the nice Samsung collecting dust, I sold it. OMG. I got the hold placed on my account (now $190 after fees). They acted like I was some international criminal, I swear. I had to "prove" who I am, and then they made me also submit a copy of my license through their chat. Any other company would always caution never to send personal info over chat. But, if I did not, they refused to take the hold off my account, and even said that if I didn't submit it, they'd restrict my account even further by Dec. 24. Not sure how much worse it can get?
So that's now two copies of my license, AND I had to submit a RECEIPT proving that I'd bought the phone. I did that, and I also pointed out that it had been purchased from a high-volume seller on Ebay, who has wonderful feedback. PP had the receipt, the order number, everything. They still refused to take off the hold. So as of now, I am out one cell phone, and $190. I can make it without the money, it's the principle. All they required me to do, was provide tracking, which I did same day. I have screenshots of all of this, and their "customer service" help. I can tell you that I won't be going through this kind of stress ever again.

We sold 2 individual boots on eBay that were the same price. When their client received both boots, they called Visa and canceled their visa saying they received 1 pair. Paypal does not protect the seller! They let THIEFS not pay for the payments that were paid on Ebay. Ebay is not with them anymore and they are starting a copy in a few months like PayPal. PAYPAL doesn't help their clients, they are known to let the dishonest people steal. Ebay said this customer stole, and Paypal did not acknowledge their client was a thief.

I've been a client of PayPal for at least a dozen years or more. I had a large transaction through my new website. They put a hold on the funds. I uploaded all their requirements i.e. driver's license, etc. When I called they said the transaction was "out of the ordinary" so they needed at least 3 days to release the funds. Or hold part of the funds for "security". A few hours later I tried to buy something - a small item for $12 - and PayPal denied the transaction. They completely froze my account. I'm being treated like a criminal for doing business on my website. From their response you would think I was laundering money for a Colombian drug cartel!
I'm issuing a refund to the client which they have to honor. It's a total loss for my business as I have no guarantee that the client will pay for the item which they received another way. A warning to anyone doing business on the internet. Do not offer a PayPal option at your website. If you're flagged, you're going to lose a ton of money which you will never recover. PayPal will still collect their fees - but you'll never get your money. I'm being charged fees for monies which I probably will never receive. They've locked it up and give absolutely no explanation as to why or when you'll receive your money. So my business is actually out of business until I find another payment system that's not corrupt. I'm writing my Congressperson so at least it's on the record. I don't expect they'll be able to do anything about it. PayPal put me out of business in a single day for one transaction. Think about it before you do business with them.

I called for the 3rd time to discuss a dispute that PayPal has failed to resolve. (The 2nd call resulted in my being put on hold by the representative for nearly 20 minutes before they hung up on me). I requested to speak with a supervisor or manager no less than 20 times during the call. The rep flat out refused, and instead chose to grill me, asking me to recite PayPal’s terms and conditions, and to define the word “dispute” for him. I’m disgusted. I’ve now called 3 times for the same issue, and nobody has successfully escalated my call.

I am so sorry that I was stupid enough to use PayPal for my purchase. I purchased a dog, but received the wrong one and finally got my refund from the Rescue Group. The money is sitting on my PayPal account, but couldn't transfer it back to my linked credit card, which I used for the payment. After several hours, I finally called customer service and I got transferred (after 10 minute of try) to somewhere in India. I explained everything, several times, but the PayPal employee tried talking me into keeping MY MONEY with PayPal. I kept telling him, I want it back on my credit card, as I have to pay for it soon, but their system wouldn't allow me to do it.
So finally I entered my checking account information, too, so the refund could go there. But the agent tried getting my Saving account information, too, which didn't make sense. As I explained, PayPal already had my Credit Card information and my Checking account information, so why do they want my saving account information, too. While talking to him, I kept trying transferring my Refund, but still was unsuccessful. So he suggested, I try the INSTANT Transfer, which is an $10.00 additional fee, instead of the standard free transfer. Finally after maybe twenty minutes, I got email, that my transfer is being processed (to my checking). Horrible experience with PayPal, as soon as I see MY MONEY (hopefully soon) back in my bank account, I will delete PayPal and NEVER USE IT AGAIN. NEVER! If a merchant insist I have to pay with PayPal, forget it, I will not use that merchant.

I purchased some item from Berrylook online company(worth about$115). I bought 4 items but I received 3 of them. One of them (about $25) was not in stock while it was advertised and I got informed 18 days after main order. Quality was junk and all sizes and designed were different than Berrylook site. I asked for returned and refund. The sending address on parcel was from Canada with no tracking number. Company never answered me directly except through PayPal. They suggest About $70 and forgot everything or send the parcel back to China with tracking number (which would cost me a bout$160). I took it to the PayPal resolution center but they were stand with the seller and asked me to send the item to China. Also they didn't return the my money back for the 4Th item that I never received it.

I purchased a software through Paypal from a China-based vendor (named Wondershare or Wonbo Technologies)), that I found out shortly after was a fraud (based on the numerous complaints I have read in several customer review platforms). The vendor sent a different item that was 5 times the price of the item I ordered. The vendor did not respond to my emails so I raised a dispute in the PayPal Resolution web page. After describing my problem in detail, PayPal denied my case stating that I ordered an item that was similar to what was delivered so my complaint of "item received is not as described in my order" did not meet the criteria of "not as described" since the items are similar.
I found out there is really no clear appeal process for their ruling since they closed my case as I wanted to protest. So I opened a new case of "purchases not authorized" and explained why their ruling was wrong. I explained in layman terms that my software order was like purchasing a hammer for $20 and the vendor delivered a toolbox full of different tools costing $100. I said all I wanted was a partial refund of &80. Again my appeal case was denied because they said "there was no unauthorized purchase". Hell they are wrong -- of course I never authorized the purchase of a toolbox full of different tools. It seemed to me PayPal never bothered to read my detailed explanation. I said to myself that if I used my long-time credit card I would have gotten the fair treatment and support for my dispute. PayPal is a huge disappointment and so I have closed my PayPal account. If there is a rating of zero stars that is what I would have rated them.

PayPal has become one of the worst services available due to their extraneous charges for payment of Monies. Any other company out there will be less money and more user-friendly than PayPal. Use Venmo, Zelle pay, or even a credit card! We had a recent very bad experience being charged 4%. When we called PayPal, they refused to change it even though their guarantee is 2.5% or less.

I was using PayPal because I thought it gave me protection from fraud or online transaction disputes as well as thinking PayPal vetted the businesses that they allowed the consumer to do business with. I found out through my own experience that PayPal will not easily honor your complaint with an online seller if you get ripped off. In fact they are terrible at investigating an issue even when you send them proof of wrongdoing. Also seems like PayPal does not vet the sellers they allow you to do business with at all. Very minor situations will sometimes be corrected.
A consumer's best chance at getting results from a complaint is to go to the bank or credit card company that paid out for the purchase. I have (a few magazines thick) of paperwork and evidence from trying to resolve a dispute through PayPal which had been ongoing for 4 months until I contacted my bank's fraud division and the complaint was then settled with the bank in my favor within a couple of weeks. I am disappointed at this and now wonder why I am even still using PayPal. PayPal at least keeps a good record of your online purchases.

Seller places tracking info for a package that went somewhere else. UPS confirmed that the tracking number isn't to my address. I raised an issue with Paypal. Paypal sided with the seller and closed the case. REALLY?!!!

I had a Paypal account several years ago and ended up locked out and could get no customer service to help me. I had recently decided to reopen a new account with a new email and try again. So I did. I have linked my debit card and made several purchases with no problems. Then I sold some items on FB Marketplace and was asked if I would sell and ship an item. So I figured ok no problem. My item and shipping was $25.00. The purchaser paid my invoice to paypal for $25 the next morning. So I promptly shipped the item that day. So I log into paypal and it tells me the payment is pending.
I have tried every day to get my money. I have an error message that says my bank account is not linked. Well that's strange because I have used my account and made purchases many times. So I try again to link the account and get my $25. Then I get an error message that says Maximum number of attempts have locked my account. I wait until the next day and try again. A week later, I still can't get my Money, have called and was informed I must apply for a paypal credit card in order to link my checking account. On hold for over 30 minutes. I said no way. I don't want or need a credit card. They hung up on me.
I called a 2nd time leave a message. Days later I keep trying to resolve and they said wait 3 days. WTH? If my debit card is linked they have my account info. I am now told to wait 3 more days. $25.00 I am out and the person has my item and loves it. Paypal is a rip off. They have my money and I have no way to get it from them. I would not recommend using paypal for anything from here on out. I probably will never get my money and they do not care!! Just a bunch of people who won't answer the questions and won't help you. They send me messages telling me to try again in 3 days....

As a seller Paypal has very shady practices like keeping their fees even when you refund a buyer, they claim this is "common" practice but no credit card merchant does this... not one. As a buyer their support is horrible, which is to be expected as they outsource it to India or wherever. When I call with an issue the response is typically, "We can't do anything on our end", "The system won't let us", "We don't have access", etc. Ultimately I end up having to solve the issue on my own or live with the issue. Just a garbage company all around.

Purchased an Game key from a cjs-cdkeys. Tried the key and it was invalid. Cjs refused to replace it or refund it. So raised a claim with paypal explaining the situation. Waited 3 weeks and the claim was closed in their favour. Contacted paypal asking why! They said cjs had provided evidence they had sent me the key. I never said they didn't, asked them to re-open the case so I could provide evidence the key was invalid. Paypal refused! Stating the case was resolved, as far as they were concerned. Don't use paypal or cjs-cdkeys ever! You've been warned!

Paypal sided with scammers who scammed our son on our PayPal account. They talked him into using send money using send to friends and family and they would send him software. He used without our consent and per their policy copied from their site: You're Protected If: 1. You were charged for something you didn't purchase. This may mean someone has used your PayPal account without your knowledge or approval. Report it within 60 days and PayPal will investigate. You will be covered by our $0 Liability for Eligible Unauthorized Transactions program.
Discover card was used on our PayPal and then told us they go by their own policies but then sided with PayPal after saying if the scammers show evidence of sending the "software" that they were supposedly sending my son, they may have to side with them. They showed no evidence because they have none so was feeling good and then Discover did a 180 and sided with them due to PayPal who didn't follow their own policy. Cancelling both services and we are customers that any companies like those don't want to lose.

PayPal has changed their application to default the payee type to “Goods and Services” vs. “Friends and Family” even if you sent money to the same user in the past. At the same time, they changed their terms of use, and they are not refunding any errors. You are screwed if you make a mistake. I have been using PayPal for many years. I have been sending the same amounts to my friends and family, to help with expenses.
PayPal charged me $58.30 to send money to my girlfriend. We noticed the error, she did NOT pull the money yet, and PayPal refused to reverse the transaction, without charging us the full fee. This is unheard of, what a crappy customer service experience, no one is empowered to change anything. Even a credit card company, or a bank, lets you cancel a transaction, but not PayPal. Looks like they need the money, so they resort to scams. I am not using their service anymore; CC companies are giving me a better protection for my purchases, and they have a real customer service department.

I made a purchase from china and the item was not what was advertised. I paid over $150 for 2 items that were suppose to be metal and had lights in them. They were sabers from Star Wars. What I received was 2 cheap sabers that were plastic which I found in the dollar store. When I complained to Paypal they refused my refund stating That I received the item. I never said I didn't. I said the item was a cheap phony. They sided with the company that ripped me off and several others also. After that I really lost faith in PayPal.
Just the last month I bought another item that came from Canada. I first did not receive the item when I was suppose to, then the item came in and it did not work at all, neither did the charger. I wrote back to Paypal and stated that I received the item but it did not work so please change the status of my complaint to received but faulty. They did not change the status and denied me my refund yet again. Stating that I had received the item and that my claim was denied. They can't even do their damn jobs let a lone make a real decision. My claims were accurate but denied. I think PayPal is in it just for the money. I believe these foreign companies pay off PayPal just to get away with this crap. I will never use payPal again. They are the worse when it come to taking care of the customer.
