Money received from eBay to my PayPal account is held hostage. eBay needs an additional partner option. I've read through these reviews and at less 300 states what my experience has been. You're holding my funds hostage. I will be grieving with the BBB.

I purchased a dash cam from gearbest.com (avoid these people - read online reviews before buying from them). The very first day I received the dash cam, it worked liked it should. However, the second day, I turned the car on and the dash cam would not turn on. I turned the car off and on about five times and the dash cam still would not come on. I checked my 12-volt outlet with my other dash cam, cell phone and iPad, and all turned on and worked fine. So, I knew I just had a bad dash cam.
After not getting anywhere with GearBest, I contacted Paypal. Paypal reps told me that "I" had to pay out of my pocket to return the defective dash cam back to GearBest, then I could get my refund. I told Paypal that GearBest needs to send me a pre-paid label to return the defective dash cam back to them. Paypal insisted that I had to pay for the postage, which I wholeheartedly refuse to do for something that is clearly defective. I have now contacted my credit card company and they are handling this issue with GearBest. If I could give Paypal zero stars, that's what I would give them - that's what they deserve for their horrible customer support and service!

Absolutely horrible horrible customer service. Talked to two agents, account specialist and a manager. They had no brain cell to understand two very simple inquires. First agent forced me to end the call and answer my question to email which was totally about something I did not ask for. Second agent was just okaying me and repeating herself. The account specialist nor the manager had no empathy with my frustration and were 100% useless. PAYPAL CANADA SUCKS. No one knows what the heck is going on in that company. No customer service skills, no active listening skills and no brain to resolve an inquiry or at least understand it.
Your system sucks too for following reasons: 1) You can't cancel add money requests. 2) You force people to convert currency to make money off them even though money is withdrawn from a USD account and the recipient getting it in USD. Second agent was just okaying me and repeating herself and account specialist nor the manager had no empathy with my frustration and were absoluteness useless. Simply disappointed with PayPal.

I've spent 3.5 hours over 4 phone calls, with at least 3 different supervisors, in the past 2 weeks, to dispute a false claim/chargeback on my account, that I've finally discovered is IMPOSSIBLE for PayPal to reverse, according to the managing supervisor I spoke with. This reversed-payment was for services rendered by my business, and because I processed the payment without checking the "Services & Products" button, now this transaction is NOT covered by PayPal Seller's Protection. I've been using PayPal for client payments for years now, and they pop this excuse on me to justify not honoring the legitimacy of my claim.
Because of this dispute/claim, I now am in debt to PayPal, when in actuality, the money being disputed ought to be in escrow, which it is not. Instead of putting the disputed funds into escrow, and allowing me to continue to operate out of my account, PP decided to apply some gifted personal money that was sent me via Paypal me to use for feeding me and my son, to this false business "debt". Now I must contact my family member and ask them to chargeback this money, since PP won't return it to me. The ripple effects of PayPal’s lack of accountability are vast. All of this wasted time and energy investment and financial stress is because a former client stole from me money that was rightly mine, and because PayPal didn't tell me about the liability of receiving payments without seller protection. "It's in the terms of agreement" is all they say.
Customer service is dead at PayPal. They don't care about how their customers feel about the treatment received. I appealed to every supervisor and their complete lack of empowerment was astounding. PayPal is run by automatons. I've decided, and I'm actively informing all my clients and friends not to trust this organization, and am seeking a more human alternative. I hope this has helped empower someone to stop working with PayPal, if I can help spare others from the disempowerment and rage I felt from dealing with PayPal's lack of accountability and care.

Background: Member since 2002: $100Ks of sales through eBay. Dec 7th: I post a console that wasn't being used by my son on eBay with a buy it now for much less than anyone else. Because; well I'd rather have it gone now, don't need the money and don't really care; it's almost the holidays... It gets purchased immediately. It was listed with free shipping and cheaply; I package it well and take it to the post office, get insurance and ship it priority 2 day, since it was a few weeks from Christmas and we should all be in the spirit. A couple days later it is delivered. I check my PayPal and it says the transaction is on hold (I don't think anything of it).
10 days later...Dec 17th: -- Curious; I call PayPal... (holding for 1 1/2 hours with and finally). ME: "Hi, I sold an item and it was delivered per the tracking history but it says you are withholding the funds? -- PayPal: "That's not our issue, you have to call the post office and find out why it was delivered to the incorrect address" -- Me: "Why? It was addressed to Doral ** as the buyer has that address and was shipped to the right address, I have the receipt right here and the tracking information says as much." After much arguing and being transferred to the manager -- PayPal manager "blah blah blah and finally; we will look into this for you." (I had a feeling this was to just get off the phone with me. [I was right.])
10 minutes later --- Dec 17th: I call the USPS because I don't believe the PayPal manager (on hold for 2 hours for the USPS) -- Me: "Hi, I was told this tracking number was delivered to the incorrect address so PayPal is withholding payment." -- USPS: "This package was picked up in the local post office by the buyer, if PayPal has an issue they should contact us as it was delivered to the person intended, you should just call them back and let them know". ME: "Ok but it's much too late at this point."
Dec 18th: So...I call PayPal back... Ring, (have to hold for 45 minutes) "Hi, I shipped this item and the buyer went to a local post office and picked it up". PayPal says, "Well it wasn't delivered to the address intended so we have to hold the money"... Ok, that's what I spoke to the manager about yesterday and he said he would follow up. No answer... ME: "Well, I expect these funds to be available immediately as it was shipped to the correct address and received. PAYPAL: "Sorry we can't do that, we have to hold funds for 21 days". ME -- "I spoke with the post office and they stated it was common for that ZIP code to deliver to many different ZIP codes and that it is not uncommon for someone to pick up a package at that post office as it delivers to many ZIP codes". PAYPAL: "We will look into this and see what we can do".
Dec 19th: I spend many hours researching the buyer and the address that was listed on eBay to be shipped to; only to find out that there is a scam warning for the address; so I call PayPal back to warn them about the scam... ME (waiting for 2 hours on the phone again): "Hi, I wanted to report a scam or perhaps a potential fraud from the address I sent my item to." -- PayPal (reported, "We will take care of it."). Dec 20th: I call PayPal back to follow up and not one fraud potential was reported so (absolutely infuriated) I asked to close my account after nearly 20 years and PayPal says they can't. ME: "Well; it will be closed, I assure you"; regardless of their incompetence. I cannot believe I trusted this shady company for so long.

Why there is an option to leave one star or more but not zero stars. One star for PayPal is way too many. The worst of the worst in all meanings. The service sucks and their customer service sucks! Called them with a fraudulent eBay transaction, filed a dispute over my stolen $1,000. They put me on hold for about 16 minutes. The guy came back just to tell me "I am gonna transfer you to the fraud department" and put me on hold for 34 minutes. After 34 minutes waiting time I just gave up. Later on I received an email stating that my case is under their investigation, and they will get back to me within the next 9 days. Seriously? They allowed to steal my $1,009 and I have to wait 9 days... PayPal should be shut down!

I don't understand why there is an option to leave one star or more but not zero stars. One star for PayPal is way too many. The worst of the worst in all meanings. The service sucks and their customer service sucks! Called them with a fraudulent eBay transaction, filed a dispute over my over $1,000. They put me on hold for about 16 minutes. The guy came back to tell me "I am gonna transfer you to the fraud department" and put me on hold for 34 minutes. Most probably much longer as I just gave up after 34 minutes waiting time. Ten minutes later I received an email stating that my case is under their investigation, and they will get back to me within the next 9 days. Seriously? They allowed to steal my $1,009 and I have to wait 9 days...PayPal should be shut down!

I requested money to be send to my PayPal Account. PayPal confirmed that my bank account was active: "We received an automated response from your bank informing us that the bank account you were trying to use for this payment has been closed. As a result, we were unable to charge your bank account for this transaction. We will not attempt to debit your bank account again." Why were they trying to charge my bank? They are supposed to deposit the money! I have contacted their customer service... It took forever to get a LIVE HUMAN... He stated that the problem was with my bank. So, they are holding the money and I cannot access it. I think the problem was trying to use PayPal.

I'm a new secretary, my boss had been paying me through PayPal for the first few weeks of my probationary period. The last payment he tried to make to me, PayPal tried to hold for TWENTY ONE DAYS saying they had to be "sure services were rendered." I called and told them I'm a secretary and my services for the last week is what I was being paid for, meaning services were already rendered. They refused to release the hold on MY MONEY. My boss then calls and tells them they need to release the funds to me, which they still did not.
I ended up refunding the money and my boss and I had to drive to meet half way (he lives an hour out of town) so he could pay me by check. I refunded his PayPal payment and PayPal has STILL not released the funds to him. Their system of holding onto payments is antiquated and their customer service is absolute **. Whatever rep is named "Rebecca" (cause I'm sure that’s not her real name) was short, unhelpful, and didn’t even try to find a solution for me just told me they couldn’t help. Horrible, Horrible service. I'll never be using them again.

PayPal has the worse customer service, second only to AT&T. They hold funds that have been released by eBay for 24 hours or more, even after they know the item was delivered. It's time to stop using PayPal and let them go the way of the dodo. For what they charge to use their service they should not hold funds to collect more interest themselves. Quit PayPal now. Pay with your card/acct instead.

Recently PayPal somehow has messed up my funds - Pay to - process. Bank which I have used for years has now been blocked. Their only solution is to get a new account. What - I have numerous "bill pays" and "autopay" to that account. If you ask for a check, they charge a fee. Sell the stock. They are going downhill.

How do I make a complain against BS PayPal... my account was put on limitation coz I sold my personal phone on eBay. First time seller so the money was held by eBay until the buyer received the item. Buyer received it so eBay released the funds. Then PayPal put my acct on limitation for suspicious activity. They asked for my ID and proof of receipt from the supplier which I don't have because it's my personal item but I sent them my ID. Sent them the invoice of the sale I made with tracking received. And they said they're going to review it 24-48 hrs. Wait...it's now been the 4th day. I called and PayPal is still telling me the same thing. It's on review 24-48 hours.
This is the 4th I've been said 24-48 hours. The money is in my available balance. But I can't even access it coz of the hold they put. The site says call to resolve the problem. I called plenty of times and the problem was never resolved. The site says submit documents to have full access to the acct. I submitted everything and still I don't have access to my money. I don't know what the reason is for them to hold my money for this long. They reviewing one document which is the invoice for 4 days now. Every person I spoke to they told me the procedure is 24-48 hours. Everyday for 4 days that's the procedure 24-48. Never ending 24-48... My hopes of getting my money is gone... Can I sue PayPal for false advertisement or fraud on the site and for robbing me with my money?

I had a PayPal account that I used for business and was doing great until my account was shut down with no notice or explanation. They kept my funds for 9 months or so and would not tell me why I was shut down. Not only that, but I am never allowed to have a PP account again and was left feeling like a criminal. I am so anti-PP now that I do not ever want another account, but it makes selling online somewhat more difficult and I encounter people who question my credibility. There has got to be a better payment processor that will not create havoc and keep funds for their use!

PayPal has been a wonderful tool until I recently tried to make a purchase using my funds but decided not to complete the purchase. My funds have been on hold for over a week on this "purchase" I never made. I even got a conference call going with the merchant and PayPal where the merchant told PayPal the sale was never made. Since then, I was told several times by customer service that it will be taken care of but it hasn't. Instead, I have made a second career out of writing back to the agent that told me she would work to get the funds released and calls where I been on hold for over 60 minutes and supervisors (in the Philippines of course) that cannot tell you why the hold is not being removed.
In other words, a completely frustrating experience. In this world of social media, they need to get their act together and have customer service that can really assist people. All they are good for is a place to collect and store your funds. Once they have those funds, it is anyone's guess if they will be available to you when you need it. Why is there not any competitor that can challenge this business model and give PayPal a wake up call??!

I had a holiday fall through and the money was credited to my PayPal account. On top of PayPal taking £166 in conversion from Euros... When I found a different holiday I paid the deposit out of my bank account and requested the transfer of my money. Since then 30th November I have been locked in a nightmare with PayPal when have left over £1000 of my money is pending. I am told there is a technical hitch and no one can do anything. I have made numerous phone calls and referred the matter to the Ombudsman. I feel like my money has been stolen. I am now overdrawn and there seems no end in sight. This has had a terrible effect on my health and I cannot get my own money for Christmas. It’s the worst financial situation I have ever had.

I made a purchase using my PayPal account for a complaint called Lovelywave on 11/22/18. On December 1, 2018 I fixed a dispute because I had not yet received my items and was told by PayPal that in Dec 12th it would be closed and that they would refund me my money. Well on Dec 12 when I contacted PayPal I was told it was still under investigation for an additional three days since the seller gave them a tracking number. I tried to explain to them that I received the same info that was false and provided no detailed info as to my order, where it was or when it was delivered or would be.
After the three days I called PayPal again to notify them that I received an email giving me a whole different tracking number and that they needed to close this account and refund me my money not only because I still haven’t received it but it’s fraud. I was cut off - told it would be a total of 20 days and placed on hold for long periods of time with no one returning to the phone. PayPal is a waste of time. They should investigate thoroughly and they don’t - they take the work of these fraudulent sellers.

I purchased a coat from Abercrombie and Fitch on December 7, 2018 online and used PayPal as payment. I had plenty in my PayPal account, but PayPal showed two approvals for the purchase, one to my PayPal account and one to my credit card. My card is set up as preference if PayPal account does not cover the charge. The approval from my bank dropped off on December 13 and the payment showed up on PayPal on December 14. Multiple other charges had been taken out of my PayPal account, but for some reason this one was not.
On December 17 the charge hit my bank causing my bank account to overdraft and cost me $140.00 in overdraft fees. When I called PayPal, they refused to take any type of responsibility and refused to reimburse me for the fees they caused. I went up three levels of management and all I can say is they have no regard for customers or customer service. The manager suggested that I file for refund for my wife's Christmas present. We still have to deal with my bank and PayPal would never take responsibility for their mishandling of the transaction.

It all started with a normal question for help. I had a problem in withdrawing my funds from Paypal's balance, through wire transfer. I sent 4 emails, asking Paypal specifically (after the first one I received) not to send me an automatic answer, as I could not find a solution through the F.A.Q. No way to be supported correctly: 4 emails, 4 automatic answers, 3 with F.A.Q. and one with the Paypal account welcome message (I opened this accounts months ago). Problem not solved, worse CS experience ever.

In the middle of a transaction to charity, the PayPal system showed an error screen and stated I should try the transaction at a later time. There was NO completion screen. I waited a few minutes and tried the transaction again. Transaction went through with completion screen. Later, looking at my balance, I noticed the transaction for $100 was taken twice. Contacted Paypal and they say it is my error, they could not refund my money. I need to get the $100 back from charity myself. They said I should have looked at my Paypal balance before making second transaction even though their system stated it did not go through. CUSTOMER SERVICE NO HELP. They do not want to clean up THEIR mess. I don't have much confidence in a system stating one thing and doing another. Time for a new online payment system!

I haven't been using my account - and they let someone steal from me. Do Not link your bank account or credit cards - this is not a safe service - which I had no idea. Also - this used to be a free service - it is not anymore.

14 years a member. PayPal closed my account without warning - 5,000 members as customers and poof-closed. They said due to term? Never said why - just a vague statement. As a business they never came to say anything was wrong or to advise me. Nothing. I had only two complaints in 14 years and won. I looked. I do not violate any terms, legal business, no complaints, verified bank accounts - everything - they said not able to overdue decision, oh and by the way they hold money 180 days! That is theft.
They also said they are keeping my banking info-how is it legal? To close an account and keep financial info? Sadly they claim it's for customer safety - lol but they back eBay which is full of fraud and complaints, oh they make money so they dont care -- , but if it violates their left wing thinking or agendas they shut you down - corrupt politicians back them and their theft of people's money without due or lawful clause - if you own a business, take it from a 14 year PayPal vet - run. They told me I can get a record of why my account was closed if I SUBPOENA them for - can you believe that! STAY AWAY -- use Skrill or Square or Crypto.

PayPal limited our account on December 11, 2018, said we needed to show proof of Social Security Number. Gave them proof, then they needed a 147C form. Said IRS required it, gave it to them, then they said it is under review. They couldn't give us a date when the limitations would be removed. It is now December 16, 2018 and still not updated. This is one of our busiest times of year. Our websites that we use PayPal are not accepting sales because of this limitation. I don't give PayPal any stars. We were required to show proof last year same thing last year in December 2017. Is their system down and they are not reporting it to their customers??? We have been in business 22 years.

Sick to death of following all the rules and jumping through all PayPal's hoops, only for my money to be held! Once again I’ve missed out on buying something waiting for these thieves to return my money - god only knows how long I’ll have to wait this time. They must make millions in interest off other people’s money, being held. Amazing how they can take your money on the spot instantly but can’t refund it on spot. Depending on your account status they will hold your money up to 90 days. How is that justified! They deem perfectly normal transactions as suspicious then Of course hold the payment - even after you have proved it’s you making the payment they still have make you wait 3 days to return it.
I finally ended up getting through to some idiot on the phone who blamed my bank for stopping/holding my payment, when I told him I had already been in contact with my bank it wasn’t them. He assured me it was the bank, so I said I’ll put us in 3 way convo with my bank - (on the phone) and he hung up! That told me right then - they have no problems lying to pass the blame. Absolutely disgusting customer service. They have a monopoly on online payments. Sometimes you don’t have a choice but to use them.

I was able to verify my account but when I tried linking my account with my bank I kept on getting the error message that my account cannot be verified. I tried transferring the balance from my Paypal account through my credit card but none of my 4 cards were eligible for the instant transfer. I called the customer service. They have security questions I need to answer when I call them and even though I answered all of them right, I still failed to verify my account. They keep on asking to call me after 48 hours. They don't have any other option to help me.
Seriously, the worst company ever and the worst customer support. I thought of using the PayPal for the first time even though I created my account long time back and I had the worst experience with them. Never ever choose them for anything. I wish I could give them a negative star because they don't even deserve one star. I am glad my balance is very small in this account. Else I would have got more nervous.

I had purchase two items from two different companies online. One on the 3rd and on the 4th of this month. Those items suppose to be gifts for Christmas. I was happy to get that out of the way. I was finally finished shopping, those were my last gift on my list. Time went by, until recently three day ago I started getting texts from USPS for a tracking number that it doesn't exist. I call that USPS. That was a fake tracking number, now I'm worry. About three days ago. I went online to check my balance on my checking account. And noticed those two items that I purchased from PayPal. What the heck is going on, I don't have account with them. How in the world they did that. I don't trust them, I never have account with them.
So, I call them to ask them and demand my money back. This person going to tell me, I need to go to a store to purchased two $50 Google Play card so they can reverse my money back. When I do purchased those card he'll give me an access code, so the money will be on those cards included $100. At first I ask him why could you reverse it back on my card. He said, "Your account has been hack". I said, "Oh really". He said my items has been shipped to a different address. So, I had put two and two together and realize if I had purchased those two cards. What's guarantee that I would get my money back and the $100 for purchasing those two card. For one thing you send me a fake track number from USPS that don't exist. PayPal is running a scam. Do not trust them, those MF ripping people off. A claim is filing against them. DON'T TRUST THEM!!

In August, they banned Indonesian users en-masse, including me, without any explanation. In my case, I had no extraordinary spike in income, no new client, etc. I merely used my account to receive money from Redbubble and Patreon. Whenever I tried to contact their customer service, all I got was copy-pasted sections of their FAQ page asking me to send some documents. Which I complied to. But even after that, I would still get the same template reply every single time.
After the Indonesian users complained through social media and phone, they gradually lifted our bans one by one. Still, no explanation were given on what went wrong. Then in Mid-Dec, they did exactly the same thing all over again. Even one small business owner's USD19k is being held by PayPal by the time I'm writing this. There are a lot of things I hate about the company, but their "ban first, ask later" policy is literally starving small business owners and it's plain unethical in my opinion.

If I could give a negative star review I would! This is about the worst company to work with. They just have a big name and promote that somehow they work with reputable companies and they will help you get your money back if you had taken advantage of! Reality is you have to go through a long process and try to communicate back-and-forth with the seller who most of us are probably already tired to deal with at that point. So now I have to wait another 30 days for the dispute to get done and still not get my money back.
After a very long wait with PayPal’s not so great customer service, twice!!! I get told after the second call that’s the seller still hasn’t responded and that when it closes in a few days I will get refunded my money. I unknowingly had placed five orders with a crap company from China that looking online further was cheating a lot of people under many names! There are also tons of reviews of people complaining to PayPal about getting their money back, going through disputes and notifying them of these knots are reputable companies! All of those reviews, most people never got their money back even after going through PayPal’s lengthy process.
ISN’T THIS WHY WE USE PAYPAL SERVICE??? So we don't get screwed as a consumer??? Know we are not working with a scam company?? PayPal participants beware! There were hundreds of people that notified PayPal of these companies and they did nothing! Just continuing to let everybody get screwed and customer service his excuse was they can’t always tell which companies are good or bad!
So, if that’s the case I wonder why they wouldn’t take a company's ability to use their PayPal services away with so many complaints? I have to go through my bank with a bunch paperwork to finally get my money back. My banker was very adamant that PayPal is not a good service as they get these complaints all the time! You're better off to use your debit card and if there are issues they can help you so much quicker get it back and not lose your money!! My favorite thing I noticed is directly on PayPal, suppose it reviews it shows a five star rating, what a joke. Now google PayPal online and see the true star rating of all the complaints by consumers across multiple sites!! HORRIBLE COMPANY!!! Stop using them and be in control of your own money!

If I could give this company negative stars I would. I do not know how these thieves are allowed to get away with what they do. They have MY money placed on hold and state it will take up to 21 days for it to be released. If someone took someone's money and refused to give it up they would be charged with theft and yet these slime balls can get away with it.

It's been over 15 years since one of the most devastating days of my entire life. I was a seller on eBay with nearly 400 transactions and all positive feedbacks. I had another job but seriously depended on my eBay sales to supplement my income. I had 3 small children to feed on top of my rent and bills. Everything was going well and my sales were increasing, as I always went above and beyond the call of duty to make sure my buyers were happy. I usually packed a free gift for my customers that would be related to the purchase and be received as a nice little surprise and a special thank you note attached. If I sold a sweater for instance, I would include a little cedar bar they could place in their sweater drawer to protect the clothing.
If I sold a pair of boots, I would add wooden or plastic boot supports as the gift. A collectible coin or trading card would be packed with a complimentary plastic protective holder like you see in the shops. My buyers were so pleased with the gifts and my lightning fast shipping with tracking, I had repeat business with many customers. One day I came home to find that my account had been suspended. I had unfinished transactions I needed to complete and couldn't. Still, I wasn't too worried because I knew it had to be an honest mistake or clerical error and could all be ironed out with a phone call to PayPal customer service. When I called to inquire as to my account status, they placed me on hold for a long time then disconnected me.
I called back, got transferred a few times and got disconnected again. The 3rd time I called, I was in tears and asked them to please try and not disconnect me as I had transactions I needed to finish and really had to clear this up. I got transferred a few times and finally got to speak to a supervisor. I couldn't believe my ears what she said to me! She said she couldn't do anything about my account and that it was going to be closed permanently. When I asked her what the reason was, she said she couldn't discuss that with me and there was nothing she could do. I called back numerous times, talked to different people and either got disconnected or got no reason why they were closing my account.
Mind you, this was in the month that I had the highest sales ever, over $5000.00 which put $500.00 in fees in PayPal's pocket from me. I almost got evicted, couldn't pay my bills and it took me months to catch up. The thing I hated most was my kids having to see me crying and stressed out so badly. Fast forward 15 years. I was doing a detailed search of my email to find some lost pictures. The technology was improved to make this much faster and easier than in previous years. All of a sudden... there it was! eBay had sent me an apology reinstating my account about a year after I was kicked off the site by PayPal. I never saw the email and it was now 15 years later. My kids are all grown and everything has changed.
I have sold a few items here and there on different sites, and I even successfully opened a new eBay account and sold a few items. It's difficult when you have to start completely over and lose all your transaction history but that's the way it goes. Would I ever use PayPal again? Not EVER! Not if my LIFE depended on it! Come to find out, they lost a class action suit because they were kicking people off the site for no reason other than the fact that they weren't Power Sellers. I also read that eBay will no longer use PayPal at all come 2020 and that they are switching over to a European company. Is there any doubt why?
Any company that has total disregard for people's incomes that they depend on to feed their kids and pay bills and all because of excess greed and corruption are truly evil. I firmly believe that anybody who was an active part of kicking off innocent sellers from the site is going to have to answer to that and pay. Everyone is entitled to their own beliefs but as far as mine go? You can't hide what you do from God! All the money in the world might make you feel like a big guy when you spit on all the little people who MADE you who you are. He is much more powerful than you and one of these days you're going to find that out when you have to answer for your greed and how you stepped on people to feed your selfish overindulgence. May PayPal drown in a pool of misery and unethical behavior they inflicted on millions of sellers who did nothing wrong!

You can only go back 3 yrs. for transaction details on their website. I need a transaction number from 2011. First call to customer service... "No problem. We'll send you that info in 24-48 hours". Second call made 2 days later... "We have no record of your first call, sorry about that, we promise we will send you that info within 24 hrs". Third call 2 days after that. "We have no record of any calls, sorry about that, we'll get that out to you in less than 24 hrs". THAT WAS 8 DAYS AGO! I give up.

It’s seriously the ** app you can ever use. They take your money for no reason and unless you got money and time to spend to hire a lawyer and sue them, there is no way you can communicate with them or prove yourself innocent. It’s crazy. I was selling my used furniture to private buyers and used PayPal cause it was an easy way to collect money instead of having cash and they hold my funds saying I basically broke their rules. I seriously regret using PayPal HERE, they hold your money FOR NO REASON for a month or longer! I used their card reader to process a few transactions for a popup store we did off-site and they are holding all payments (except for $500) for a month - the transactions took place on Dec 8 and we don't get the money released until January 7th!!! This is a huge problem for our cash flow and payments to vendors under contract! I would NEVER use them again - SQUARE and STRIPE only hold payments for a day or 2...
I have equally had a PayPal business account for over 5 years and have never had an issue with customers for online payments. There is no justifiable reason for them to hold payments for such extensive time frames for PayPal business users, except that it is a total RACKET and they are using our funds and making money/interest etc on their added cash flow by withholding merchant funds.
According to their website when I checked re the HOLD they state: "Delaying funds availability is a common industry practice we implement to help ensure the secure use of PayPal by both buyers and sellers. By placing your money in your pending balance, we’re trying to make sure that there’s enough money in your PayPal account to resolve any issues that may arise with your accounts such as chargebacks or disputes. When subject to a hold, the money is temporarily not available to use. If there aren’t any issues with your transaction or account, the payment will typically move to your available balance within 21 [business] days after receipt."
This is of course not revealed until AFTER they hold your money and when I called they said there is NOTHING YOU CAN DO ABOUT IT. It is also NOT A "a common industry practice." No other payment services withhold funds for 21 business days!! It is common for FIRST time users to have payments withheld for up to 7 days when you use STRIPE or SQUARE, never longer than that. Also I had been using the PayPal HERE card reader for over a year when this happened, so was in no way a "risky" or "new" business where this could be in any way justified. STAY AWAY FROM PAYPAL HERE. They are exploiting merchants and withholding payments unreasonably!

No resolution with China scammer shopper posh, sold goods they don't even have, PayPal is not stepping in to help at all. Been on the phone all-day still no resolve. Canceling my account. First time I've needed help in the 20 years. Just use a credit card folks. We don't need fools like this plus your card company has a person that will answer the phone and give you results for free.

PayPal is quite simply the worst company I have ever dealt with when it comes to customer service. When I married and changed my last name, I submitted all the required documentation for my name change and my account has been locked ever since. Even with a marriage certificate and a driver's license indicating my legal name has changed, my account, with money in the balance has been locked. Very sexist, if not illegal, policies you have PayPal. I think the only way to resolve this will be to seek the help of an attorney.

I use PayPal and Stripe. My PayPal is in good standing and has only had 2 disputes over the years. Recently PayPal suspend the account, completely disable all activity and when asked why they say that they are waiting on ONE FEDEX TRACKING # to show delivered and will then, maybe, resume the account in a few days post delivery. Note: I have NEVER had any issues like this with STRIPE. As seen from other reviews, allowing PayPal to hold your funds is not recommended because they can seize your funds at any time for any reason and do this as many times as they like. It is not fair. Recommended: Stripe.com, merchant bank, bank deposit. Not recommended: Paypal.

I have a PayPal card that I got to use for online shopping, buying/selling on eBay, and to directly deposit my paychecks. I am a new seller to eBay, I have completed five perfect transactions with stellar ratings... Now on my sixth transaction, because of the amount, my account has been put on hold, but not just the money for this transaction...or just my eBay money...THEY HAVE MY PAYCHECK ON HOLD.
I was paid Friday, and I don't make much. My wife is home with a broken leg right now, literally ALL the money we have in the world is tied up in this card. I've called and talked to someone several times and they've told me it would take 24 hrs, then 48 hrs, then they told me another 12...tomorrow by noon. Well now it's 12:44...I'm BEYOND LIVID. Why the ** would you need to hold my paycheck??!! IT HAS NOTHING TO DO WITH ANY EBAY BUSINESS. Out of food, can't pay bills, can't even buy ** for my wife. I couldn't be more upset. LIFE RUINERS.

I signed up for PayPal credit because they offered no interest, no minimum payments for 6 months on purchases of 99 Dollars or more. Suddenly they changed the terms and raised the APR and instituted a minimum monthly payment. That seemed shady but since I pay monthly and well over the required minimum I didn't feel it was that big of a deal because I am way past schedule to pay it all back well before the deadlines of all purchases. I guess they realize that too because suddenly I am seeing a two dollar service charge on my account. There were never any service charges before and now suddenly there are.
The thing is last night I called PayPal because my statement said I would accrued interest if I didn't pay 119 dollars. Say what?! Not possible because I am ahead of schedule. Its suspect that I pay 100 dollars a month and suddenly they are trying to tell me that I need to pay 119 to avoid interest. I called and spoke with an agent and he said don't worry because I made a 100 dollar payment on the 1st of the month but there is a delay but I am ahead of schedule. That was after he tried to tell me I had interest on accrued. I had to have him go backwards through my statement and do the math. He did and had no choice but to change his tune. I think they depend on people not paying very close attention to the math or not being very good at math but I'm guilty of neither. The agent told me don't worry I'm fine and that was that.
Today I look on my statement and see that now there is a 2 dollar service charge. I feel like they see they aren't making any money off of me and are trying to finagle dollars out of my pocket any way they think they can get away with. Pay very very very close attention to your statements because this new Comenity Bank is very shady and PayPal is not as trustworthy anymore. I'm paying down what's left and I'm done with them. Consumer Beware.

PayPal informed that there was suspicious activity on my account & that I should change my password which I did. Then I received a bill & invoice from a fraudulent purchase that they allowed to go through & when I queried it they emailed the seller 3 times before they got a response! They then decided that I had made the purchase & that I have to pay nearly $3000 for a purchase that they thought was suspicious but allowed to go through! Never ever use PayPal as they are not interested in customer service & are a law unto themselves.

I spent 6 hours trying to cash a check. I called to wait on hold for over 40 mins only to be put on hold another 30 minutes. So I couldn't hold on no longer so I tried cashing the check again for another couple hours. I spent a total of 6 hours trying to cash a check and still hasn't cashed a check. Call back again to put on hold for another 50. Then to be told I didn't have the option to cash a check. I cash 1/2 weeks before so I believe that would make them wrong on that. The last person that I finally talked to put me on hold to talk to someone like a third-party that's over the check cashing to listen to a automated service that did not help me again. I still haven't had no help so I try to log in my account again to try it and they brought me where I can't even get in my account. I don't think they should be in business. They do not care about the customer and they not in control of nothing.

I recently got married and needed to change my name. I called and the wait time was 22 to 32 minutes, which is ridiculous on its own, I waited the full 32 minutes and they just ended my call!!! I then get on their ** website to upload proof of my name change. It only allows you to take photos and not choose files, once you take the photo it says “file too large”. Maybe if they gave more than one damn option to upload important documents their site would be worth something. I will no longer be using this site.

PayPal has zero interest in helping their customers with a problem. You can call customer service but no 1 will ever answer plus if u pay for an item and never receive it PayPal will not help you. All their help center will say is file a dispute but there will be no option to file a dispute. They will not help if you ever have a problem. Only claim they offer help.

I would give PayPal negative stars if I could. I set up payments with many of my contracts and they pay me through PayPal. PayPal is notorious for holding cash money, calling it E-checks for sometimes 2 weeks. I would rather use a bank from the third world. At least you know they are corrupt. PayPal uses your money to get interest for themselves, then charges you for it. Nice business practice if you're in the Mafia. Go to more honest and fast apps like Cash. Get rid of PayPal. They really suck.

During Black Friday I purchased 4 orders from Finish Line, come Cyber Monday all of the orders were canceled and "refunded". I contact them and I get told to wait, so I did. After 48 hours I email them again, I get told to again wait. So I do, after another few days I'm frustrated and get told to wait again. Finally they say that on their end the money has already went through and I should have it. They told me to call PayPal, I was transferred to a specialist (Arin, or Aaron) who actually wanted to help me, but he said that Finish Line had to authorize the refund and PayPal literally couldn't do anything till they do. I said that it's been over a week since they "refunded" me, I ask if I can get into a 3-way call with Finish Line and he agrees.
Arin completely explained what was going on to the Finish Line rep and told her that PayPal couldn't release the funds to me since Finish Line hadn't given them the funds to begin with. The Finish Line rep then escalates the case and says to wait 24 hours. At this point I'm fuming mad because I've already waited so long, but thanks to Arin I've made huge progress than I would've on my own. I thank Arin for staying on the line with me to discuss with Finish Line. Just a minute ago I got my full refund. So thank you Arin, the best customer service I've had in a long time.

What is wrong with PayPal? I have called 3 times and talked with agents about refunds, charges and credits. Each time the agents gave me the impression that I was understood. They give me a "Goodwill credit" when it wasn't yet necessary, then when the seller credits the same amount, I have an overbalance. I call again and told them to remove the PayPal credit because the seller credited the account and the account will be accurate. The agent understands and acknowledges the correct balance. But the next day they remove both credits. From one extreme to the other. Does the right hand know what the left hand is doing? I am afraid to call again.

I bought a pair of boots online and they were nothing whatsoever like the boots in the picture. To send them back with a tracking number would have cost $65 from Canada. The boots cost $100. I posted them surface mail, and PayPal denied my claim as I didn’t have a tracking number, even though I offered proof of posting. In genuine fraud claims, the customer should not have to pay the return postage costs, especially as the merchant said they would deduct their own postage from the refund. PayPal are not customer friendly at all, and I will be seeking an alternative form of digital payment.

I have had the buyer receive items & I have submitted all the proof to PayPal & they will favor with the buyer. That is stealing products & money! I recently had PayPal freeze my account because they had an issue with someone with the same last name as me. I called to straighten it out since this was a different person & they told me they wouldn't unfreeze my account & suggested I find the person & have them get a hold of them. How am I responsible? Criminal company, hold my money for 180 days. I just forget shutdown my proxy, they say it is the problem. I do that for my job reason not make a problem to their company. They are always make excuses from the slightest problem I do. No conclusion, bad communication. SECURITY SHOULD BE PROVIDED SIMULTANEOUSLY WITH CUSTOMER CONVENIENCE. But their security is like an empty excuse for corruption. Sending email just spend my time with useless conclusion.
I have my phone number, email, NATIONAL ID that I can prove about I am valid user, but they never care about it. Never use PayPal again. I will back to credit/debit card again. I hope GOOGLE or payment company replace this freak company in the future and please don't make system like this. I think they are stupid if they don't renew their system like this, because every new user will feel disadvantaged because their security system actually makes new customers not feel safe. I purchased items that were poor quality and didn’t fit. I returned them. When the seller refused to refund, even though parcel tracking showed the item had been received and signed for. Reported to PayPal, they sided with the seller. How? I provided copies of emails where the seller said they would inspect the garments then refund, scanned Australian post re Eilat with tracking number, link to prove the parcel had been received. PayPal advertises, "We use safe payment..." Yeah right! They can’t be trusted!

I have been a PayPal member in great standing for many years using it to sell reservations for our not for profit events selling thousands of dollars. I have also bought and sold on eBay. But last summer I had my wallet stolen and had to change my bank account and it was suggested that I close my PayPal account and reopen with the new bank account. Since I have had nothing but horrible response from PayPal to issues I have had with retrieving money I have made selling on eBay, which now I have had my account frozen and have to wait 180 days for them to send me an email as to how I can retrieve my hard earned $2,400.
The items were bought, paid for, tracked and received all legitimate sales but without any explanation other than "security" reasons, I have been locked out. I am a 66 year old grandmother, selling items to make my mortgage after becoming a sudden widow and devastated with medical bills, etc. You got me PayPal. Happy now I am about to lose my home.

To make a complaint about a seller who did not provide the full set of services they were contracted to, do not expect PayPal to help. You cannot file a complaint without opening an account, despite being able to make transactions through their platform without an account. They send automated messages at first and then subsequent messages are template responses from a centre in India. The messages have no substance and are so general. Though you can provide evidence that the seller did not provide the services, as I did, do not expect PayPal to share any documentation or evidence with you about what the supplier has provided to back-up their case. As they say - Buyer Beware! I will never use their service again.

I'm a new honest buyer. Bought 15 items and wanted sellers to ship to forwarding company "Meest America": 1 package seller didn't ship it out. 1 package received was empty without content. 1 package by tracking says delivered same zip/state/city as forwarding company but they have not received it. 1 package by tracking was denied. But then seller before getting first package back sent another one which by tracking said delivered to same zip/state/city as forwarding company but they have not received it. "Meest America" provided me with proof letters that they never received these packages except the one that was empty. So what would a normal person do? I was thinking PayPal protect you if you have solid proof from third party like an official letter from forwarding company that they never received it.
I've opened 4 cases after which my account was closed stating: "Because you have continually filed cases that do not align with the intent of the PayPal Purchase Protection Program and are contrary to the terms outlined in our User Agreement, we’ve determined you can no longer use PayPal’s services. We’ve limited your account so you can no longer send or receive funds. Your ability to file PayPal Purchase Protection cases has also been removed. AND VERY IMPORTANT --> "ANY EXISTING" PayPal Purchase Protection cases you've filed will be denied." NO APPEALS CAN BE MADE!! SO THIS IS HOW YOU'RE PROTECTED!!!

Purchased defective item on eBay. No cooperation from seller (Nie Liumei) on eBay, eBay was no help. Would not refund due to more than 30 day dealing with seller, PayPal was no help either, given the runaround. After 2 months did not receive refund, dissatisfied with the service from seller, eBay response, and the service from PayPal.

I bought an item which I was told would be delivered within a month. A month later I checked the account as nothing had arrive. I went through all the usual checks trying to get hold of the person who sold it to me, no joy. Contacted customer service and followed their process, heard nothing. Checked back a month later and was told because I had not responded to the email it had been closed. I received no email, when trying to explain this to them they kept going round and round in circles from one person to another dealing with the query. Eventually nearly 6 months later the money was put back into the account.
Following this I lost all trust with PayPal and closed the account. Since I have closed the account I have had 2 lots of money taken out of my credit card account from PayPal. How is this possible when the account is no longer live. My bank is now looking into this and I have been reassigned a new credit card, but still concerned as they have historical data for other cards. They were great when they started, but they are no longer a trustworthy way of dealing with purchases etc. Being situated in another country does not help when trying to deal with customer service... a warning avoid using them...

I purchased a pair of gold hoop earrings for over $300 from Bayham Jewellers and felt confident in my purchase because I had 180 days to dispute if the purchase was not acceptable. Big mistake! The earring appeared ok however after wearing (not every day) for approx 2-3 weeks the wire closure broke off. I submitted a dispute with the Seller and they told me it wasn't broken... I just needed to take it to a jewelers and it would be a 2 minute repair. Not so!
The jeweler said the closure was poor quality and he needed to add a post to each earring to fix them properly at a cost of $50 each plus tax. The Seller closed my dispute. I opened a dispute with PayPal as I thought I had 180 to do so and they would stand behind the product. Again... Not so! PayPal will only stand behind a product not received or not as advertised upon receipt. If my earrings broke the day after receipt... they DO NOT cover. This is a scam and I will not be using PayPal. Beware!

I'm a seller for this eBay transaction for the on Oct 15, 2018. Upon receiving the item, this buyer claimed with eBay that my item wasn't as described and requested for a refund. However, at the same time, eBay closed his account for potential fraudulent activity. Then, the buyer filed a dispute directly with PayPal on Nov 7, 2018. PayPal requested the buyer to send the item back to me with tracking number which wasn't delivered to my address but to an KFC restaurant in my city.
Even though I submitted my proof showing the buyer shipped item to an KFC restaurant, but PayPal still refunded the buyer and closed the case. I didn't get my item back and lost the money. This is totally PayPal's mistake. How could PayPal resolved the case in this buyer's favor without investigating and looking into my supported documents. I was on the phone with customer service every day for couple hours but it seems like the problem is still there. All I could hear every day is that buyer did return the item to the right address which was showed only city name, state and zip code is matching; but, the actual address is an KFC.
I strongly believe this could be a new scam technique which exposes to the major loophole with PayPal. I talked to Mr ** (supervisor at Dispute Department) on Nov 24. He said he understand my situation and processed the refund for me and clarified that I should receive my credit back within 24 hours. However, I didn't receive any credits so I decided to call back and talked to Mr ** (supervisor at dispute department) on Nov 25. This time, Mr ** refused to help me no more and still decided the case in favor of the buyer. I really don't know what to do in this case since I'm the victim of this scam pool. I do believe I'm not the only victim for being scammed by potential fraudulent buyers.

If you are an eBay seller find another way to sell your items. Don't link through PayPal. What happens, scam buyers on eBay purchase your product. After a period of time the fraud buyer files a complaint. PayPal takes it upon themselves to charge back the amount to your account and the buyer retains the item and gets their money back. They are suppose to return the item to complete the chargeback but that may or may not happen. You could be out hundreds of dollars or more and the loss of your item. You can provide all the proof and documents showing you were defrauded and it is irrelevant to PayPal. You as the seller will lose. They will hide behind the policies and procedures which are meaningless. Don’t use them – eBay and PayPal.

After dealing with PayPal for a number of years now, I have had it with them. I am constantly having to change my password and security questions because of fraudulent transactions. This has cost me hundreds if not thousands of dollars. I recently purchased a new home and after suffering a fraudulent transaction of over $1,000 taken from my bank account, I no longer have my first mortgage payment for which my mortgage company will be charging me $250 NSF. As well my bank is charging me $40 NSF. Although I have reported the fraudulent transaction and the money was given back to me through PayPal it takes 5 days to transfer back to my bank account. Of all the fraudulent transactions I have dealt with, this is the worst. I've asked PayPal what they can do about this and their answer was nothing, you'll have to wait to get your money back. Not acceptable, will be closing my account permanently.

I have used PayPal for the last 8 years or so, just for small things usually, when there is no other way to pay. Please note: It is very hard to take money out of PayPal without a big cut going to PayPal. It is very expensive to pay in a different currency than your balance, again a big cut going to PayPal. For example: 100 euro paid in USD with a 4.5% hidden currency exchange fee. Even in same currency they take a cut. Please look at other alternatives if possible, like Uphold, Transferwise. There are probably more out there that don't cost so much.

Paid for something, never got it. No consistent reply by merchant. Went to PayPal as I had used them to be protected. Every 1-2 months PayPal advises that, they have proof that package was sent and delivered therefore claim rejected. Keep insisting that have not received it, please let me know at least courier company, track number, phone number of shipment company, something to contact them at least. NO REPLY from PayPal, just the same reply "we have proof" as if it was a state secret!! Have lost my money!! Thank you PayPal. Never again. They are awful and made me also lose some 15 hours in total explaining to them and sending them e mails with no result. A bad company.

Attempting to send a family member money for an overnight emergency turned out to be a $600+ problem. I attempted to send my sister money via PayPal for an emergency. Turns out, you don't have an option as to how your money is sent after you click "send". I tried this and immediately found out it was going to be processed as an "echeck" transaction instead of an immediate transfer. I immediately contacted PayPal customer service to cancel the payment as we were going to attempt a different transaction to get her money sooner than the 3-5 business days they told me would it would take for her to receive these funds. They told me they cannot cancel this transaction as it is an echeck transaction. I informed them I didn't choose this option, that's just how it was processed. They said I would have to contact my bank to stop the payment (and of course incur stop payment fees from my financial institution).
I contacted my bank who proceeded to tell me they cannot stop an echeck transaction as they have no idea what check number to "stop" because it could be presented to them any number of ways...so back to PayPal I go. I was literally told I would have to wait 3-5 days for the money to be sent to my sister...she has to refuse the funds...and ANOTHER 3-5 days for it to be sent back to me. So, this morning all the money I sent her is no longer in my account...and it still shows a pending transaction to her so she has not received the funds either. So there is no way for me to get her the help she needed, my funds are gone and she has nothing.
The 3 different service reps I spoke to at PayPal all gave me different information, I was told no supervisor/manager was available to speak to, that I would have to wait up to 24 hours for a call-back from anyone and yet my money is gone. Please, if you EVER have to use a money transfer service, do yourself the favor and SEARCH ELSEWHERE!!!

I do not know what to do. Someone paid money into my PayPal account. Now when I want to log in all of a sudden there is security issue. Now they want to send a code to my number but the number they have of me is not correct. Their landlines does not work. I have tried phoning them from South Africa. I did complain on their Facebook page but they said sorry I must just keep try phoning. You cannot email them because you need to log in.

I sold a phone on Ebay in perfect working order. After 3 weeks the buyer filed a claim against me on PayPal. They stated the phone wasn’t as described. I sent my response to PayPal stating a description and photos of the phone in perfect condition. After just a couple days, PayPal decided in favor of the buyer with no evidence to support at all. The next step was for the buyer to ship the phone back to me. After a few days I noticed I never received it. I contacted UPS and they ran the tracking number and it showed the buyer shipped it to someone else’s name and address. After appealing with PayPal for two weeks now, with this proof, they still decide in favor of the buyer. I'm not sure what to do next to win the appeal in my favor. I've been calling daily, but now when I call it sends me to their collections department. This is the worst company I’ve ever dealt with. After this is resolved, I will never do business with Ebay or PayPal ever again.

I sold my website at flippa.com. I transferred site to the buyer, after 3 months later buyer open case, about unauthorized, and I had 100% proof of transferring site to the buyer, Godaddy, Flippa, even he had chat in Skype and WhatsApp, with all these Paypal win case to buyer. You these scam buyer have the site worth 3400 and 3400 extra, he got the site for free, so I decide to never use PayPal again. if you read these don't every business in Paypal.

PayPal: you win the award for the absolute worst customer service I personally have ever experienced. This is the second time in 5 years that my PayPal account has been hacked. Both times your customer's service was bottom of the pile compared to my banks and credit card companies and eBay and Apple! Literally you shouldn’t be such a monopoly and in business! Finding 11 fraudulent transactions on my account on Sunday I struggled to find your customer service number, got through to someone in Philippines or wherever who mindlessly started processing claims on each one (I was on hold for 28 minutes) then at the end informed me “well we can’t take any action as it’s up to your merchant so you’re better off calling them”. Ridiculous.
When I called back the next day I spoke to the rudest woman I’ve ever seen in such a job and she too was in some offshore call centre who clearly in the wrong job! Disgraceful. I will be sure to let people know they cannot trust you and that there is a crying need in your industry for a better company that can be trusted and values customer opinion! Interesting that there isn’t a review section on your FB page...we both know what that would look like!

I sold a shirt in August, it's now September and PayPal has refunded the money to the buyer from an eBay sale! First buyer said didnt receive item... from almost 4 months ago. I provided the tracking number. Buyer thought I would not have the tracking number from so long ago and they'd get the money back. So when that didn't work the buyer claims the item wasn't described correctly. Buyer has NEVER contacted me once! Now I have to take back the item from the buyer 4 months later! It's ridiculous! Paypal took the money from my account and gave it to the buyer and I get back a used item and there's nothing that I can do!!! No more PayPal for me, sellers have NO protection against scams like this. Where else can you buy an item, clothing no less then get a FULL refund months later. I don't want it back now. I'm furious!

I’m so fed up with PayPal. First they put $200 of my money on hold and now my account is closed and I cannot have my money for another 180 days. I cannot stand this company and I will make friends and family aware of the horrid service PayPal provides.

I tried several times throughout the day to send money to a friend. I was told to check with my credit card company who told me there was no issue. When I contacted Customer Service, I was told no one could help me and that I should send the money another way. After waiting 21 minutes to speak with a supervisor, I was told none were available.

Paypal is not fully available to resolve matters. They charge you fees for what they wish, hold up transfers with no explanation, give you long wait times and are not available on weekends. Basically, they hold up your money, success and kill your time. They are incompetent. I prefer other transfer services that are more capable to take care of a customer's needs and the volume that are simple, quick and easy. PayPal is a failure. Your business will waste more time speaking to an outsourced department that drag the issues on rather than resolving them. They also expose way too much personal information regarding your name which should be optional to be private, especially if you have a professional name. This service is ancient compared to the others and I am so fed up, I use Zelle which is much more efficient.

I purchased a product for 39$ from a China vendor that sent me something very different. PaypPal protection only offers me to send it back to China to recover my funds. This would be more expensive than the price I paid for the product. Vendors know this and Paypal plays along.

They held my money hostage 3 days after charging my account for a 24 hour money transfer for no reason!!! I got worried after paying a fee for a 200.00 dollar money transfer so I call Customer service only to be transferred put on hold for 2 hours. a joke! I was transferred back and forth to 4 different reps with 4 different stories about my money held. One of the reps hung the phone up after being placed on a 2 hour hold and still couldn't explain. Reps are rude ignorant doesn't give a damn.

PayPal decided that I should not be allowed access to my money that I earned on eBay, even after the items were delivered. They demanded I send out my recent sales but refused to allow me any of my money to do so. I sent a copy of my license. Gave them two bank cards, one bank statement and my social security number and they still said they had to investigate. This is now their second investigation. Congratulations PayPal I’m a 20-year-old student with a part-time job. You caught me.

PayPal somehow feels entitled to hold your money for as long as they want. I received money into PayPal which I then transferred to my bank account. (The reason it was sent in the first place). The money was long deducted from the account of the sender. Although Paypal said it would take one day to transfer they now have a pending status on it and no one seems to be able to give me an answer. I called this morning and after they collected all of my information I explained the situation and asked what was going on. I was put on hold and promised someone would be back with an answer. That was about a half hour ago and I am still on hold. Only waiting to be able to tell them just how bad they really are. I've never experienced anyone taking my money into hostage before. I am appalled. Learn a lesson because it could happen to you. NEVER AGAIN!!!! These are facts. Not personal insults.

I did a wedding and sent the invoice via PayPal. The client signed a contract and sent the deposit. The client waited until after the wedding and filed a dispute requesting her money back. She had NO evidence and I uploaded my contract and PayPal gave the client the $2500 back and now they have blocked my account saying I owe them. This is ridiculous!!!

I have used a PayPal account for over ten years now through my business, unfortunately, it was forced upon me by eBay. With a regular annual income of around £60k I constantly have transfers held sometimes for up to a week and occasionally declined by PayPal. This makes running a company and using PayPal very unreliable. The customer services have no idea why they hold my transfers and even worse seem they have no control over any of my funds and can never resolve it. The excuse is always 'a security check' and it can take up to 72 hours to process. I wonder why so many constant security checks are needed when sending money from my own PayPal account to my own registered bank account they need? I would not recommend anyone to PayPal. I have been told they hold millions of customers money every day to gain more interest, sadly this seems more true the more I think about it.

Paypal, is not to be trusted, it has left hundreds of thousands of retailers including myself without money, closed down accounts with no apparent reasons and hold of your earned monies for over 180 days. They are dictators that will tell you what you can sell or not sell on your website even if the laws of your own country allow these items and are perfectly legal. They constantly misinform you. If they need further information from your company they freeze your account until you provide the info and when you do it then takes them further 3 to 5 days to confirm this paperwork and then let you get back to working. I have been running my e-commerce for 9 good years using alternative gateways and would recommend you keep very very far away from Paypal. Do your research on reviews with PayPal, they are an easy option but not a good one as you will always lose out.

I am writing this review to inform PayPal customers about PayPal scam. I have sent money to friend and family through PayPal and they do not charge a fee. However they do charge a fee for goods and services, their scam that they are doing is when you send money through the send money to friends and family link the link will send money as pay for goods and services instead so that you are charged a fee. I reported this issue to PayPal several times and was told that there is no issue with their site - that the issue is that I sent it incorrectly. I recorded the process in how I sent the money following the links provided by PayPal for the send to family and friends and not the goods and services link and informed PayPal again that their link is not functioning correctly and that I have video to prove it and still they insist that their site is fine. Hopefully this review will get their attention on the issue and correct it and refund me the fees.

I purchased a new, unlocked Samsung 7 Edge from seller krphones2007 for $365. It arrived and I used it in my home city of Los Angeles for several weeks with no problem except for a page in Korean that would pop up now and then. I would close it down and not see it again for several weeks so I thought nothing of it. Then 2 months in, I took a trip to New York and discovered that the phone would neither make or receive calls. I took it into a T-Mobile store in NY and their engineer examined it after wiping it clean. He said it was the Korean version of the phone, which had some different components inside than the US International version. Apparently their antenna is a different size than the US phones. When I returned to Los Angeles, I contacted the seller to return the phone and was told I had it for too long a time to get a refund. When I explained I hadn't traveled to discover the problem until recently, he didn't respond.
I called eBay and they told me to contact PayPal to start a claim. Several cell phone posts on eBay disclosed that the phone for sale was either a Korean version, a HK (Hong Kong) version or an International version (US). KRPhones2007 made no such disclosure in his post. It was clearly a misreprentation of the product he was selling. Dealing with PayPal to even start a claim was a nightmare from beginning to end. I had to call several times and remain on hold, for literally an hour and a half on one occasion. Turns out that no one knew how to send attachments along with my explanation of what happened. I wanted to send them 9 or 10 posts that disclosed what version of the phone the seller was selling. They kept directing me to the same boxed form that took just so may characters but had no way to attach anything. It felt like I didn't have a voice in my own complaint. Further, I never heard anything back from them so I had to continue to call.
Eventually I got a girl who put me on hold and checked into my claim. She came back on the phone and said that it was denied. I was stunned. If ever there was a scammer out there trying to get rid of a Korean Phone, it was this seller. I asked what their reason was for denying the claim and the girl said, "It doesn't say"!I asked for an arbitration but was told there wasn't anything I could do since the PayPal disclosure states that their decision is final with no option to take them to small claims court or arbitration! Who knew? I didn't even know PayPal would be involved in the transaction since I'd heard they split with eBay. Furthermore, what right do they have to judge their own claims? Of course they're going to deny all of them. I'd love to see an attorney start a class action suit against them. In any case, I won't buy anything through eBay again until I'm sure they've stopped using PayPal to process payments.

I had a claim with PayPal and it took them 7 hrs to let me know that they will not refund me for a purchases that I returned so this person was able to keep my money and get the purchased back in hand. The whole point why I use PayPal was because it was 100% guaranteed on their website. Knowing what I know now and being out over $300 I will never use PayPal again. I have to contact my credit card company hoping and praying that they will be able to help me. Very bad customer service. Very bad Company. If I could give them zero stars I would. Beware.

After the company treated me so badly and they didn't provide service I paid for and they refused to pay me a refund. PayPal stepped out and managed to get the refund back from them. I purchased a bowl on Amazon, and used my Amazon Account not PayPal for the purchase. I was due a refund of $11.99 The company asked if they could send it via PayPal instead of crediting my account and I said sure because I had never had trouble with PayPal before. When I got the refund the next day it was for $11.74. I contacted the company and they said it was short due to PayPal's TAXES and that they had sent extra to cover the TAXES. And suggested I contact PayPal about the shortage. When I looked at the transaction I saw they had sent $12.54 and that PayPal had taken eighty-five cents out in fees.
I contacted PayPal and the only response I got from PayPal was it was sent as a payment transaction. I can't help how it was sent, frankly the company I am dealing with doesn't seem to speak good English and I am not surprised they didn't KNOW how to send it as a refund, or that they didn't understand the difference. They kept referring to the fee as a TAX and said they sent extra money to cover the TAXES. PayPal seems totally unwilling to help resolve the issue. And doesn't seem able to comprehend. The original transaction wasn't done through PayPal so I never had the option to select REFUND on PayPal. I had no control over how the money was sent.

I bought a product and it didn't work according to the advertisement. It didn't work at all. So, I entered a dispute at PayPal resolution service. They recommend you to first contact the seller. So I spent two weeks talking to the seller through my email. At the end, he finally agreed to refund me. But never sent me the money back. So I escalated my dispute to a complaint, so PayPal can review the matter. They denied my complaint in less than a day, they never asked me for additional information (in my case, all the emails I've exchanged with the seller). And they closed the communication channel for me. There is nothing else I can do! So, I would definitely say their customer protection service is awful, ineffective and unreliable! Never again!

I have purchased a Canon flash for $500 and it arrived in time, but I found out that it is fake and does not work properly. I asked eBay to help me, they sent me to Paypal to open a dispute. I did it and finally seller siwezha-0 answered to me agreeing to ship the item back to China. I sent all the proof and all the receipts about sending the item back to him and to Paypal. When tracking the shipment, siwezha-0 has not picked the item from the post office for a month already. I called post office and they said that the item had not been delivered because the receiver is ignoring the invitation to pick up the item.
I guess he does not want to pay the money back to me, so he ignores it. I have called Paypal for 5 times and they are always pretending to be understanding and helping and later I get refusal for refund again. And every time there is no valid reason. First they actually agreed me to ship the item and I paid $62 for it, then Paypal said - "Provide all the receipts and we will refund the money." I did, then Paypal said they can't track the shipment. How can they not track it if I can?
I guided them step by step and sent screenshots etc. Called them up again. And now I got a refusal again. I called again and they said that they can't refund me the money because the item has not been delivered to siwezha-0. What can I do if siwezha-0 is not picking up the item??? I thought Paypal protects buyers from these kind of people, but no, they don't actually care. I have lost all my trust in Paypal. What else can I do?

I have been trying to get my money out of PayPal for over 1.5 weeks. I fled from hurricane Michael in Panama City and bought cheap RV in West Palm Beach. It needed new roof and I must pay for the roof. Meantime I am homeless and carless because the RV repair wants their money. PayPal refuses to give me my money.
I have followed every advice given by PayPal: add debit card (won't do it because PayPal sends security confirm to old defunct phone number which is no longer on my account), add bank card (also sends verify to old number, transfer to other PayPal (this account) that you passed security questions. The former account I was told to transfer from, I missed the third security question asking the year of my ex-boyfriend's Audi from over 25 years ago, my ex doesn't even know the year, this was never registered in my name!), contact my phone number and unblock the shortcode text ability (did that), have to wait another 48 hours. They then said the phone account and PayPal account names don't match (they do, but phone had account number attached, so I asked them to take it off), they tell me wait another 48 hours so security questions come up again.
Finally they did and I was asked my address. I gave them my address for the past 15 years, where all my mail goes, all my banking goes, and my address registered with them. They told me, "NO, it's not what the security company has listed." I can no longer talk to them and they hung up. I have spent 4 hours a day on the phone to them for 1.5 weeks. I have waited 48 hours 5 separate occasions and STILL get told to try back in 48 hours. They refuse access to my money to transfer OUT of PayPal. They will allow eBay purchases still because they get a percentage of that money, but I cannot spend this amount of money in PayPal on eBay purchases when I need to pay for an RV roof and eat food. I am sleeping on couch of a friend of a friend. The RV guy is mad at me because I promised him payment almost 2 weeks ago now.
The first few times PayPal told me to wait 24-48 hours was not big deal. NOW? Now it is UNACCEPTABLE. They cannot tell me WHY they are holding my money, they cannot tell me WHEN my monies will be available to ME, the owner of the account. I am not trying to transfer to a John **. EVERY bank account and EVERY email account and PHONE number is in my name only. There has been no fraud on my account.
I am trying to transfer my money to my accounts. I am trying in vain to add MY bank account to PayPal but they refuse to verify. I am trying in vain to add MY phone number (which they have sent several texts that they verified my phone number and it has been added to my account) only to be unverified within an hour and that verification supposedly has nothing to do with security verification according to representatives. They are withholding MY OWN money from MYSELF. This is un-American. They have made me lose my **, cry for hours, sweat, have rising blood pressure, cry myself to sleep because they WANT me to be homeless another 48 hours every time I call. They give ZERO reasoning, saying that they don't know what they security protocol is or have answers, they only know that I can try back in 48 hours.
THIS IS UNACCEPTABLE to me as an excuse anymore. I want answers. The last guy refused to let me talk to a supervisor, saying he was as far as it could go, his boss was managerial and had no interest or authorization in the matter, and that he could not escalate it for me. I suggested that I have a picture taken of me, with my drivers license AND passport showing clearly in photo, sending to PayPal from ALL THREE email accounts associated with my PayPal, and also from this phone number and they can deposit to my bank on file in my name, or send to my address on file for years on both accounts in my name and they refuse, saying that is not an option.
There HAS TO BE a way to get my money to me in this dire circumstance without waiting several months of insane "We don't know why, try in 48 hours." PayPal refuses to let me add bank, let me add debit card, let me add phone number, even refuses to rattle off their 3 public records questions. THEY REFUSE ME ACCESS TO MY OWN MONEY, even to transfer to my OWN bank accounts.

My instant deposit has been on hold for 5 days. I was told 20 different stories by multiple people and still my money is not there. It may seem like a little bit to them but because of this glitch in their system I went without food, my son went without food. I couldn't get to work because I had no gas in my car. And all I've heard for the last few days is to wait 24 hours, the system was fixed, the system is still broken, there isn't a glitch, yes there is a glitch, you will get your money this afternoon, you will get your money at midnight, you will get your money sometime this week, you will get it at 7:48 am, we can't tell you when you are getting your money, the engineers are working on it. No one wants to help me. No one thinks this is serious. This is the most horrendous experience I've ever had with a company. These guys are heartless. This is literally all the money I have to my name until I got paid on Friday.

This is the 2nd time PayPal has just kept my money. There has to be something that can be done. I have submitted papers to the Attorney General's Office as well as the BBB. I don't see how they can go around Stealing people's money with a trusted name. I will not let this go until I have my money then I am done with them for good.

And their Google search has a bunch of fake reviews that pop up where there is no way to actually submit a review. I hate PayPal and will continue telling everyone I meet to get off it! I’d rather Venmo the money and lose out on my credit card points than support them!

PayPal is a joke. Apparently out of 254 million members, my account is suspicious for a 125.00 transfer to my bank. Yes, 125.00 that my mom sent me via paypal and I tried to transfer to a verified checking account that I’ve used before. I spent over an hour on the phone and was reassured that within 15 min after I sent them my DL picture that it would be taken care of. NOPE! Hours later my account of 15 years is still frozen. I am currently on hold with an expected wait time of 36-45 min....just on hold. Absolutely ridiculous. Paypal is a joke and their customer service lies and is horrible! I will never use again!

It is very easy to get banned from PayPal if you hold opinions PayPal disagrees with. I just got banned from their community forum for merely asking about free speech. Can't rely on PayPal. PayPal and eBay have not parted ways. That was false information because PayPal will have you verified and hold your funds to allow your products to be used and returned at your cost. And deny anything their agreement states! They will not release your funds even after the buyer has confirmed and treat you as you’re a thief...and the customer service representatives will tell you there’s nothing a supervisor can do and that your account is high risk after charging you fees and still have to pay your own shipping. I can go on and on especially about calling from an international phone number as well as having you wait an hour or more for a callback and boldly tell you that process is only for you. It’s horrible if Walmart partners with them there will be a lot of shoppers headed to target because PayPal is a complete embarrassment to the consumers and overall business!

PayPal credit card processing is the worst option for any small business hoping to find a reliable credit card processor! So many chargebacks and fees! They support credit card fraud by stealing from sellers! If a charge card is used on your website it’s truncated so you can’t double check approval with a REAL bank. PayPal authorizes the purchase turn much later. Allows a claim to be filed for unauthorized purchase. They take the money from your account. Even though they provided the approval you the seller can’t see any of the information. PayPal should close as they support fraud and theft. I’ve peeso lost over $10,000 because of PayPal’s lame business practices. Seller beware!

Without a doubt, many believe this to be one of the worst financial websites in the entire world. It is so poorly designed that countless astute business people refuse to utilize it, to this very day. Part of the almost-universal dislike about PayPal concerns it be so laborious, time-consuming & frustrating to retrieve the money which people owe you. You go to a link called, "Transfer Money" and it's unbelievably frustrating to use. Getting YOUR money owed to YOU from PayPal is quite a chore! Many industry analysts believe this is DELIBERATE by PayPal, to hold onto YOUR money as long as possible, so PayPal can make THE VERY MOST INTEREST on your delayed payments AS MUCH AS POSSIBLE.
It should be "funny", yet it isn't: Representatives of PayPal are frequently just as baffled, and are EXTREMELY SLOW to actually assist, because the PayPal website confuses them as much as it does us consumers. It's a labyrinth-like process, and for many business people, totally INFURIATING to use as a website. To make matters even worse, wait times are normally 30-45 minutes. No matter WHEN you call! Yes, PayPal will call you back! Then you get to speak to one of their poorly-paid reps who so frequently do not speak understandable English. PayPal makes millions yearly yet can't even pay its preferred foreign employees a decent, living wage. Most Americans cannot work for such minimum pay and marginal benefits, so PayPal is forced to go overseas to keep on gauging its frankly obscene profits. Rest assured, those profits are NOT going to its English-challenged employees.
If you do happen to speak to a rep, good luck. They are rarely understandable, and also cannot seem to understand basic English, as well. Even if you deliberately speak VERY slowly! There's a reason so many countless thousands of people have enormous issues w/ PayPal. For one, its owners don't care EVEN A SINGLE WHIT that their PayPal website is a design-atrocity. It's almost as if PayPal went out-of-its-way to create a website which is as awkward & inefficient as possible. It's a real BEAR to use. For two, they are not interested even in the slightest that navigating the site is, for many consumers just like me, a total nightmare. What a completely INORGANIC PayPal site, overly-fussy, and determined to make things as complicated and AS DIFFICULT as possible. To add to the misery, PayPal seems to completely lack any moral compass whatsoever. The bottom line is, PayPal simply doesn't care.

I've been using Paypal since the early 2000s and the customer service used to be exceptional. Now you can hardly figure out how to reach a live person on the phone, and IF you do get someone, you may be waiting on hold for an hour or more! I recently updated my cell phone and verified in on Paypal, however, when I went to add my bank accounts, my phone number wasn't recognized and I couldn't get any further. I contacted customer service and got the message that all agents were busy, but I could wait on the line or get a callback. I opted for the callback, answered and the line dropped. I called back and was told that my phone number was verified, and that I needed to contact my cellular provider to unblock a restriction on premium 6 digit numbers. I contacted my cell provider, only to be told there was no such block.
So, I thought I'd use the chat feature to reach someone and explain the issue, only the chat was just a 'bot', not a human who could offer any help! I tried again the next day, got a human, only to be told that there was, in fact, a security block on their end and that I'd need to call (AGAIN) for assistance. When I called back, I got the message that the wait time was between 49 - 102 minutes!!! Seriously? I ended up waiting on hold for 49 minutes before someone finally answered before going through my issue with the agent and was able to verify multiple security layers before they could lift an issue with my ability to add my bank.
While I had someone on the line, I let them know that I was unable to login to Paypal to verify payments from iTunes, again an issue with them recognizing my phone number, and was told that I should try again in 48 hours. This is not acceptable for someone who uses Paypal for their business! Ever since eBay acquired them, it's gone down the toilet. I receive emails daily about Paypal issues, where it used to be a well greased wheel previously, and they continue to add more relationships with other companies, without the ability to service these accounts.

I have purchased and sold using PayPal for more than 4 years. They after hold my funds when I sell things, usually for a week. This is a huge inconvenience for a person selling custom made to order items. I also had made purchases from what turned out to be a fraudulent seller - I have multiple emails from eBay showing my order was cancelled because of this and my payment never claimed. I immediately cancelled the payment through PayPal, but am forced to wait 48 hours for them to take that money from my bank (even though it's been cancelled) then 5 days for it to be refunded back to my PayPal (I've waited as long as 7 before) and an additional 3-5 days assuming it's not a weekend, for it to be deposited back into my bank. Spoke with a supervisor and was told their hands are tied. This is absolutely absurd. Horrible business practice and horrendous customer service.

Ordered several items of clothing online advertised and sold as “linen”. The garments were in fact thin, cheap, polyester. I contacted the Chinese sellers immediately and arranged to invoke their “money back guarantee”. I returned the garments over two months ago, at enormous postage cost. I contacted Paypal a week ago who ruled in favour of the seller and removed the option for me to challenge their decision. I have had 10 messages from 10 different “customer service” people just spewing out the party line that the goods were as described!

How arbitrarily wrong of PayPal to "Hold" funds. They will always put a hold on transfer for clients that are new. I hated it 20 years ago, when I first opened my account. You realize that PayPal controls nearly a billion dollars. That's with a B - billion dollars every single day just by their arbitrary holding the funds. Do you know what the overnight running rate is? That's the interest rate that banks will pay for an overnight loan and that's exactly what they're using the money for. They're holding my money so they can make another billion dollar loan. You are wrong on so many levels. I can't even get mad anymore, just brings me shame to be an American.

First, I was told that all I need to accomplish was 2 out of 3 requirements to "graduate" from whatever holds that are imposed on my account. After meeting both requirements, they still placed my funds on hold. After an hour or so of waiting time, I was told that the best avenue to take is to refund the payment and have the money sent back to me as family and friends. I asked them how long it would take before the refund is completely cleared and was told that it would be in an instant.
After sending the refund, we discovered that it would still be on hold for 2-5 days. I was given the wrong information twice. Now, the money is with them and we have no assurance whatsoever as to how long before the money clears. People are left with no money and they are completely mum about everything that is happening. The only resolution that they can provide is to "wait" and they can't even tell me how long, before all the funds can be cleared. They are so proud to say that it only takes a minute to create a PayPal account, what they don't tell you is that it takes forever to complete a transaction with PayPal.

I got an email of an Uber charge to PayPal on and I didn’t leave the house. I have not used PayPal for months. I use another card that gives a monthly Uber credit. I checked my Uber account and there is no record of this transaction. I filed a case with the Resolution Center. I received an email in about 10 days telling me they determined there was no fraud (!). There is no way to appeal this illogical, impossible determination. I changed my password, and deleted the two cards that were attached to my PayPal account. If I ever have to use PayPal again, I will add a card and remove it immediately after the transaction.

Trying to link accounts to set up auto pay on PayPal’s new 2% cash back MasterCard. Tried to talk to Synchrony Bank for help online. They transferred me to several different teams. No one had time to help. Put me on hold for up to hours at a time. Hung up on me trying to transfer my call all to go back to starting over. I asked to speak to a manager. The agent said, "Oh I see," and left me on hold 1 hour and a half. I finally hung up. I do not do business with companies that treat customers this way. Closed all accounts. Paid my balance in full. Will never do business with PayPal again. Stay clear of PayPal. Read the reviews. This is a terrible company.

I was attempting to set up a business account for my freelancing website. During the registration process, I was asked to state the type of business. I am an academic editor and the closest they had to this was 'Education'. I select that, and lo and behold! My account is immediately and summarily limited. Why? Because apparently I am registered as a charity and PayPal wants to know more about it. I was confused. I did not know and neither did Paypal try to make it known that offering any kind of educational/academic service construes a charity business!
Now I am also freelancing with other companies that pay me through Paypal. Since my account is limited (This was over a MONTH ago), I have not received my payments for over a month now. I have contacted PayPal at least 20 times through various channels of customer support. However, my account is still limited and apparently it is still under review. Pablo Escobar, I believe, had better service ethics.

I have been a customer of Paypal for 20 years and have paid them a quarter million dollars in fees as a small business. Paypal has taken nearly $3000 from a small business and we have no products returned to us. The history - Customer purchased a car hood and front splitter (lip). Stated on website item, the invoice, the tracking, and on the box customer has to sign/accept to confirm they received what was ordered and in good condition, or they have to deny the shipment. Customer SIGNED for the items in GOOD condition per policy. A WEEK later, customer claims the item was damaged; however, per #1 the insurance offered was over at time of signature acceptance. Customer then had a company try to FIX it, causing further damage, thus further voiding any warranty per policy. Customer files fraudulent Paypal claim for $1975 (cost of hood only).
Paypal completely ignores ALL of the above evidence of signing in good condition, modifying the part, and then grants the return?! Customer sends hood back to us and not the mfgr. Paypal instructed otherwise: "The following shipping address was provided to your buyer: **." You can clearly see he sent it to us at the WRONG ADDRESS in Cincinnati OH: ** Pro # **. The hood also showed up BADLY DAMAGED. Customer just threw it in a box without proper packaging.
I sent in pics of these huge gouges vs the pics he submitted originally VERIFYING IT WAS NOT IN THE SAME CONDITION AS THE BUYER RECEIVED IT. On Paypal's email to us: "The merchandise should be in the same condition as when your buyer received it." I called Paypal while the freight driver was there to discuss this hood being damaged. Since hood was sent to wrong address AND was not in the condition the buyer received, we submitted the pictures and denied shipment because that is how freight works. We cannot accept something damaged AND NOWHERE does it say otherwise in Paypal's policies about this.
Paypal refunds the customer the ENTIRE SALE OF $2764 DESPITE ONLY DISPUTING 1 of 2 ITEMS for $1975! This is STEALING FROM US! Called and I was transferred to the "Disputes and Claims Manager" named Ken employee ID **, who was rude and cynical. We recorded convo with Ohio's 1 party consent. A - He said they refunded the customer because we refused the shipment despite not being able to show me this Paypal policy anywhere! He pointed us to this: "If you lose a claim under PayPal's Purchase Protection program in the US: For claims by the buyer that an item received isn't what was ordered, you generally will be required to accept the item back."
GENERALLY, that does not tell me WE HAVE TO even in the event of damage NOR did they state or even imply otherwise in ANY correspondence to us! I pointed out that we spoke to Paypal about denying this while the driver was there on 10/31 as a result of the damage and were reassured if it wasn't in the same condition we wouldn't have a problem and NOWHERE were we told Paypal would just give him his money back! He lied about this convo as well and wouldn't play it for me, just said we could subpoena it snarkily.
Next, I address the fact that he sent the item to the WRONG address because the OH address doesn't handle this. Ken then told us that they allow dispute customers to return the item to ANY address associated with a business. If that was the case, WHY DOES IT SPECIFICALLY SAY THE ADDRESS TO RETURN IT? "The following shipping address was provided to your buyer: **." We asked him to specifically point out in the Paypal Policies we agreed to that they can just send it to whatever address they want? He could not do so, he kept saying it was an INTERNAL POLICY. WE DID NOT AGREE TO THIS MYTHICAL INTERNAL POLICY!!! In the end, we have no products, and no money!!

I've had some extremely negative experiences with PayPal Claims when I've had a problem with shippers and sellers on eBay. In one instance where I was shipping an item to a buyer, Federal Express overcharged me triple the amount I was supposed to have to pay. Did PayPal make it right? I didn't get one cent back on the excess charges.
Recently I received a defective T-Shirt from Tee Hunt LLC. The decal was literally falling off the shirt. I sent in a refund request and was turned down by the Tee Hunt and of course PayPal backed them up and denied my claim. Let's be clear: PayPal cannot be trusted to get you a refund if some fly-by-night seller like Tee Hunt or some crappy shipping outfit like FedEx decides to rip you off. Save yourself a lot of frustration and aggravation and DO NOT do any financial transaction through PayPal. Sooner or later they'll screw you, and it will probably be sooner.

I linked a credit card to my PayPal account to simplify tracking transactions used for work. After a couple of months the balances of the two accounts were not adding up so I did a bit of back-tracking and discovered that PayPal was deducting the amounts of each transaction from both my PayPal balance and my linked credit card for purchases made through eBay in which I had specifically selected the credit card be used for the purchase. Customer service was downright rude and hung up on me. I have lost faith in PayPal and may no longer be able to do business with eBay as a result.

As a business owner I recommend using someone else. PayPal will hold funds and tell you it's your bank then charge you outrageous amount to accept credit card. On ** they charged me 163 which is b.s then say, "Your funds will be in your bank account in 3 business days." Lies. 2 weeks later they costed me a reno job. Never ever use them again. I now use Square money - in your bank in 2 business days max. So never use PayPal.

I used to trust PayPal, but they no longer have their users' backs...they have sold out to the business side of things. Specifically, I have encountered several businesses that are clearly selling items with fraudulent advertising (so far, all are Chinese). However, until you receive the item, you won't know how fraudulent the item is.
It used to be that PayPal would protect the user from such activity, but no longer. Ex: I provided so much info clearly showing that the item received was in no way close to what was advertised. I paid $79 for the item (FREE SHIPPING to me). PayPal adjudicated my claim and contacted the seller and their response was for me to return the item at MY expense even though it was sold fraudulently. To return the item would have cost me over $70. So, PayPal recognized the fraudulent nature of the claim, but stood behind the seller, so the loss was placed on me. Forget it. To add insult to injury, they continue to do business with the company, suckering other people like myself. FORGET PAYPAL'S CLAIM OF PROTECTION OF THE USER. IT IS WORTHLESS.

I called to find out why I was being charged on a balance that was supposed to be interest free. I made the mistake of making an extra charge that was not 0% interest. I made a simple calculation error that left a balance that had to be charged a balance $1.60. The interest that I was billed was for $2.00 for this mistake. I explained to the customer service person that I made a calculation error when I sent in the payment on the interest-free account and tried to pay off the balance for the small additional purchase I made.
She told me that she did not have the authority to remove the interest and that she would have to speak to a supervisor. She told me the supervisor would not allow her to remove the $2.00 minimum interest fee. I explained that a $2.00 interest charge on a $1.60 charge is 125% interest and in the agreement the interest rate is 25.75%. I told her that I will pay off the entire balance and that I want my account closed. I also explained that of all of my credit accounts, PayPal is the only one that would not work with me the first time I made a mistake on an account to resolve the issue in a professional way to maintain our business relationship. My experience with PayPal is that they do not value their customers in the least.

I just wanted to write about a rather negative experience I had with PayPal. A few months ago a friend of mine scammed me into sending him gift money. He was planning on giving me a dog so I sent the money as gratitude. As you are already assuming, I never got the dog and lost $400. Being a college student, trying to fend her own, this really hit the floor of my bank. I live paycheck to paycheck. I called PayPal customer service and they were very helpful, they told me to file a claim through my bank, and then have my bank send that claim to their bank. I filled out the forms EXACTLY as the customer service staff had instructed, sent it in, and WEEKS later got a response from PayPal saying they were not going to return the money.
This was terribly frustrating because the customer service lady said this happened to people all the time, and that I would be able to get my money back. So when PayPal said "No, you authorized that charge so we won't give you your money back even though it was stolen" I cried my eyes out. Losing that $400 hurt my credit pretty bad, my friend kept promising he would return the money so until then I was living off my credit card, assuming I could pay it off real fast once he gave the money back. So little by little I got into debt, and it was too late when I realized I was never getting that money back that I had filed the claim (it was past the 60 days). I think PayPal is great, it has a lot of benefits. But I am sadly disappointed in the greediness of their bank for simply not returning $400 to a small broke girl, when you know they have billions in that big bank of theirs. I wouldnt recommend using PayPal to send gift money, use Venmo instead.

Called in for missing payment. Not only did customer service person not care, continued to put me on hold when I said I would like to get off the phone and go to dinner. When asked, "Why you treat people that been with you for 15 years this way," he didn't even care, would not give me his name, would not do anything... put me on hold, for almost 20 mins. When I asked for a supervisor, he came back not once twice, then he sent me to another phone person, then I asked for manager. It took me 26 mins to get to one, and he was just as rude.
Since the break up of bay/pal, customer service is gone. There's a software problem at eBay, they blame PayPal. Over 4 hours on phone, never solved. Never got one person that cared, or helped me. After 15 years, I get to leave them too. They charge a lot for such horrible service. Can't get away from them. Should be out of business, but seems like the thousands of complaints on here get nowhere. I give up. I will close my account. Please don't use this company for eBay, use their new service. Let put them out. Without eBay, they can't force us into all this anymore. I can tell you I have been told in the past by a upper person, "We're not a bank. We don't have to follow any rules sir"... WHAT a scam.

Get your credit card out of PayPal because when you cancel a membership online, and have your cancellation confirmation number and the email that says "we are sad to see you go" Paypal refuses to even consider this and instead sends you correspondence that "your case has been resolved, and we determined that the charge was authorized." No way to dispute further, no way to send the email as proof, and waited 30 minutes to get someone on phone, who refused to reverse the charge. Worst customer service imaginable, only second to the worst in the world which is EZPASS. Should be out of business asap. Account now closed.

Overall, terrible customer protection service. I lost $161 because eBay delivered my order to the wrong address by flipping my primary address, without warning, to an old defunct address. Paypal refused to to help because as they claimed the merchandise was "delivered". Does not matter if it was the moon or the North Pole as long as it was delivered.

Continuous unauthorized withdrawal. Slow at correcting them. Woman called me three times about a negative balance that was a result of their error. She was rude and accused me of refusing to pay the balance. I had to put a stop payment on them to make sure they didn't keep taking more money. Paid the negative balance today and closed my account after 5 years. It's not worth it and anyone seems to be able to hack into them.

After an hour on the phone with their customer service to transfer money from my PayPal to my debit card it finally happened... I then went online to pay my necessary bills. Woke up the next morning and after calling PayPal they are telling me there is a hold. They never notified me... they let the money show up in WF and then it disappeared (was pulled out by PayPal). Whatever criminal method they used to do that. WF tech can't even see that the transaction ever happened.... this is a ** mess. Thanks to PAYPAL... DON"T GET TRAPPED BY THEIR DUMB **!

I did too many chats with PayPal agents and they promised me to refund my money and I called them too. They kept just telling me that I won't lose my money and at the end I lost my money for a defective phone. Avoid dealing with them.

Demanding I upload copy of driver's license & social security ID. Otherwise my PayPal account will be subject to limited use which basically means I wouldn't be able to use the account at all and that's where my Ebates rewards to deposit it, I placed a complaint about this on their Facebook page. This was their response. "Hello, Georgina. Thanks for taking the time to contact PayPal via Facebook. We understand your concern completely, but it sounds as though you've been asked to provide information and documents as part of PayPal's Customer Information Program (CIP), and that's done to fulfill regulatory requirements imposed on PayPal. We apologize for any distress or concern this may have caused."
"Money Service Businesses such as PayPal are required to verify the identity of a person prior to providing various services or customer elected product offerings. Please rest assured, any information PayPal collects will be kept secure. If you need further assistance, please send us a Facebook Private Message with your PayPal email address and details describing your concern (such as what you've mentioned here). We will reply to your PM as soon as possible. Thanks!" This was my response, "That won't fly with me I was able to set up a Netspend bank account and a Bluebird bank account with American Express. They're not demanding I upload a copy of my ID and Social Security card."

Paypal attempted to go into my account 4 times for a payment that I authorized and paid ONCE only. I was spoken to rudely and disregarded. My account became negative and once I got it back in good standing they continuously tried to go into my account. I called them, emailed them, and even submitted an unauthorized payment transaction (while the 2nd payment was still pending) but they disregarded me a customer or even a human being. They are by far the worst company in existence.

Got the runaround and was lied to and left on hold over an hour. Very dissatisfied, and still no resolution. Was told if my wife closed her account that money would just be lost in space. So, I have been with PayPal since 2007 and today I switched my debit card, same company, same bank and they say I can't link my card because of the prepaid bank. I explained to the manager that this is the exact company as before. Exact company I've been using to link the card for the past 5 years. The link accepted the routing information from this bank, how can they not link the card and say it is because of the bank, but take the bank routing information with no problem. He couldn't explain that part on the debit card part. The only option was to get one their prepaid cards, and that's where the scam comes in.
So now everything connected to my Paypal account is null and void. So, I will be closing my account since there is no use for them anymore. How is the Paypal function available on everything you can possibly think of to pay for what is being used online and you have limitations to accepting certain debit/credit cards? Then tell me you can't accept MetaBank cards, but you can accept the routing and account information from MetaBank, that sounds absurd.

I called a second Paypal representative by the name of Xenia (badge # **) to close my account, due to suspicious activity and an email received of $153.00 drafted from my account. She was VERY rude and nonchalant. She had terrible customer service skills and should be more empathetic to a customer who is already frustrated. She falsely claimed that she could close my account AFTER I made a past due balance payment, and so I made the payment, ONLY to be told that she couldn't close it until after 3-5 business days. I would have paid the payment regardless and did not need to be tricked into paying a mere $8.62.
She ignored my point when I stated that she needed to first state that an account could not be closed until AFTER the payment was processed instead of making false claims as though she could close it immediately. She continued to repeat "is there anything else I can help you with," in a nonchalant, lax, monotone way to rush me off the phone. She gave me a "badge number instead of her representative number. And when I asked her to transfer me to a supervisor, she placed me on hold for over 20 minutes, in hopes that I would hang up and not call back. Terrible experience, and very much frustrated with Paypal at this time. I would like to know a supervisor will follow up about this situation! I don't want here to think she can treat people like this and just get away with it! It is NOT ok.

I transferred funds to a cell phone number for a funeral of relative. The prior owner of cell phone still had that cell number listed on their PayPal account. My funds went to that person instead of to relative who has that number now. PayPal no help in refunding funds, told me to contact person who got my funds and ask for it back. Of course, no reply to refund request. Claim closed, no help from PayPal. I had to resend funds to correct person and out of original funds. They should be the point of contact for requesting a refund since there is no 2 step verification before money leaves your bank account with PayPal. Cell numbers change all the time.

Been with PayPal for years till now. Unauthorized payment canceled on mobile app. Payment went through 2 days later and left bank account in debit. Rang customer service claim lodged. Refunded to bank next day then in debit on PayPal app. Legal threat email to amend PayPal balance. Rang customer service again. Told to wait till claim followed up then the PayPal debit would be reduced to 0. When asked whom do I lodge a complaint with about app and misleading consumer advice was told to see their legal page.
Day later the payment was taken from my account second time while my account was suppose to be on hold and claim is still in process with PayPal waiting to hear back from seller. Third call to customer service I may have made seller aware of cancellation of service but I didn’t click on cancel subscriptions on internet page with PayPal to cancel PayPal’s transaction. Wtf such a page isn't even on their web page more ** and lies. Cancelling doesn't cancel. Poor app with misleading information. Poor misleading customer service information.

Since PayPal refuses to be accountable for their lack of action on fraudulent activity occurring I feel necessary to make this post to warn others and to express my complete disgust with this 40 billion dollar earning company. I am not sure what kind of security is being provided to protect customers safety as there is a huge scam organization that managed to acquire the top search engine optimization on Google, list an identical ad for PayPal linked with customer service contact information that directs you to an agent with multiple levels of organization. We called to report a purchasing error made by my mother in the hopes of being able to have the purchase canceled. After an hour on the phone of transfers, speaking to multiple agents and managers they convinced her to purchase Google Play cards and give them the activation number to "refund" the amounts.
900$ dollars later a security person approached her and warned her of an ongoing scam. After researching online we have found multiple people, generally older/non-English speaking who are being taken advantage by this copycat. My question is why PayPal cannot own up to their huge oversight in their security department to allow so many people to be robbed thousands of dollars- a drop in the water for this corporation? The ad has now been replaced by one by PayPal titled phishing and scamming, explaining that if you receive an email that does not include your full name and instead says, "Dear valued customer" you are being scammed.
Customer service workers have been coached to repeat that PayPal is not liable and provide no further help. Please be aware, I do not trust this company to protect me in future purchases, literally a company that boasts their ability to protect you in the case of fraudulent activity got scammed and allowed their customers to be taken advantage of and refuses to correctly compensate for their lack of action on the matter.

I have been traveling abroad and left home secure with the knowledge of a PayPal account balance more than $15,0000. I planned to withdraw from that account to my credit card account in small installments to protect myself in the event my CC was lost, stolen or cloned. I did a few small withdrawals before I left to ensure everything was going to work. No problem. The money appeared in my account in under 48 hours each time. First withdrawal request while traveling. Transaction sat in processing status for 4 days before being refunded to my account with no explanation. I requested assistance from customer service and their prompt response I for, don’t my withdrawal request had exceeded the maximum withdrawal limit unless I verified my credit card. I initiated the verification process and meanwhile resubmitted a withdrawal request for under the threshold.
The money arrived in my account 48 hours later and about 4 days after that I received an email from PayPal confirming mum verification was successful and I now had an unlimited withdrawal limit. Next withdrawal request made. Money leaves My PayPal account immediately but sits in processing status. Meanwhile I am getting anxious because my cash reserves are fast dwindling and I have zero balance on my debit card account (can’t book hotels, plane tickets or anything online). So I’m daily in touch with PayPal both by phone (with wait times of over an hour each time), email and secure message center. Their customer service is the worst. They just kept reassuring me that my money is being held for routine security check for my own protection and that there is nothing wrong with the transaction. They told me there is no way to expedite this.
Finally after FIVE DAYS while I am stuck in one place and down to my last $20 the money is refunded to my PayPal account with no explanation. They are literally refusing to give me my own money. I have a positive balance over $15,000 (against which they earn plenty but don’t pay interest) and the last payment into my account was made more than 60 days ago so there is not chance of fraud or claim being made against my account. This is outrageous. PayPal is a necessary evil for my business but once I get this sorted will withdraw all my money from the account and make sure I maintain only a small positive balance in the future. I strongly urge all other users to do the same. Your money is neither safe nor accessible in their hands.

This company held my money transfer for 3-5 business days, I went and canceled the payment and they still took out of my bank account. My payment was for only $735.00. They are horrible. Do not use them. The seller also canceled the payment and they ended up placing the money back to my Paypal account and I had to wait another 3-5 business day to get it deposited back to my bank account.

I made a nearly $3000 purchase for car parts and services from a website through PayPal. The seller shipped about 75% of the products, 2 months after payment. The remaining products were never sent. Some of the received products were wrong. I filed a dispute and escalated to a claim with PayPal. After 18 attachments worth of evidence, PayPal sided with the seller because I, apparently, did not give PayPal EXACTLY the type of evidence they required. No second chance, no appeal process. Any literate human could read my plethora of evidence and overwhelmingly side with me, but PayPal did not. After several phone calls and emails, I am still out of luck. I was not protected as a buyer. I cannot believe how the seller could get away with what he did! It has been 5 months, and there is still no resolution. PayPal refuses to help me. PayPal cares more about policies than customers.

I had a PayPal account for over 10 years, with a long history of Bank to Paypal transfers. Most of which were FROM my bank INTO my PayPal account. Opened a second account under the same name and registration in June of 2018 using the same Bank Accounts. Was consistently blocked by the Paypal security module. Spent an unbelievable amount of time with Customer Support trying to resolve. Also had numerous calls with Paypal security group based in Ireland. After a series of blistering emails, my issue was referred to the Paypal Office of Executive Escalations.
After approximately 3 months of that merry-go-round with no resolution, Paypal's response was that my transactions were being blocked by the Paypal security module -- but "it was doing its job". Paypal made no attempt to even use my situation as the basis for any sort of analysis or "bug" analysis. What was doubly irritated because I could transfer OUT (Paypal to Bank) in amounts greater than any Transaction I tried to Transfer INTO either of my Paypal accounts (Bank to Paypal). From a security perspective -- how can Paypal say their Security Module is working correctly when it blocks legitimate Bank TO Paypal attempts, but never blocked or challenged me on numerous occasions from BOTH accounts to transfer FROM Paypal to a Vendor (i.e. money PULLED by Paypal from my bank to Pay the vendor).

I have been a long time customer with PayPal and never had any complaints before. This was the very first time I had an issue with a seller who did never deliver 1 of the 3 items ordered. As the seller did not respond to any of my e-mails, ignored my message within PayPal I have asked the resolution center to step in. I have not got any question, nor did I see any communication from the seller, PayPal suddenly closed the dispute with the message the seller proofed delivery... Obviously the customer has no right to see the "proof", the customer has also no right to see communication coming from the seller, the customer has also no right to get any communication from PayPal.

To make an incredibly long story short I waited almost 3 weeks for funds ($600) to be released to my account after an eBay item sold. I spent almost 3 hours total on the phone with some overseas call center... It wasn’t until they had actually told me there’s nothing they could do for me, that I insisted on speaking to someone who I could file a complaint with. Another half hour on hold I was finally transferred to someone here in the States and within two minutes they had the funds released to my account. I understand companies want to save money by having overseas call centers; but it’s driving away business. I will never use PayPal unless I absolutely have to again. Venmo, and Apple Pay are far better options.

I ordered dresses from Berrylook.com with PayPal account. Berrylook did not delivered two of the dresses from my order list and the ones I received one of them doesn't match the original listing description. When I contacted PayPal they opened the case (disputed claim) and I provided them with all the necessary information with sellers emails. PayPal said they will refund the money for the items I have not received and also will resolve the issue with wrong dress Berrylook sent me. Suddenly I received email from PayPal Saying that they closed the case because Berrylook said they delivered the products. I spent so many hours of my precious time talking and explaining the same problem over and over with PayPal. They are incapable of understanding even though they can see in the case history. I am done with Paypal and closing the account. Berrylook.com is a rip off company.

I received a motorhome cover from National Covers that was damaged with two holes on each side of the cover in the exact same place and PayPal sided with National Covers. National Covers said I damaged it when installing it. I've been using covers on my motorhome for over 20 years and never damaged the cover. It was received this way. I now own a $599.00 damaged cover.

I trade bitcoin on PayPal and my account was limited which meant I had to provide more information to PayPal. I completed all the information and was told that I would have my money within 24 hours which I did not. I then called again and asked when the money was going to come through which they told me 3-5 days which meant that I was lied to in the first place. I then let PayPal know that I was trading Bitcoin and they were fine with it and I was expecting my money somewhere between Monday 15th Oct and Wednesday 17th Oct. I logged into PayPal on Monday 15th Oct to check if the money was there and a message came up saying that I cannot use PayPal anymore. I have been lied to, my money has been taken without reason and given no explanation and I am frustrated to say the least as it is over £700 which is all my money.

If it was possible to give zero or minus star rating, I would do that. Paypal has the worst Customer (???) Service in the Universe and they don't care either. Meaningless apologies up the Wazu but nothing, nothing gets done or handled. Totally dysfunctional phone option system and voice recognition and then the usual deplorable wait time (this time: 1 hour, 45 minutes+, other times I was on hold for 2+, 4+, even 8+ hours overnight, because their system doesn't let you know when they all close up & go home and leave the phones running) until you get to the first layer of "crowd control" or "babysitting", people that are there just to field the call for basic things that can be done online anyway.
Once you ask for a supervisor you might actually get someone whose native tongue/language is English who may or may not empathize with the frustration of spending hours on end to get 1 simple thing addressed. I guess PayPal joins the lucrative list of big companies that are in business DESPITE of what they do or more likely don't do: DirecTV, Verizon, eBay, Frontier, just to name the top 4. I think PayPal would probably rank in the Top 3 now. Hideous. Absolutely hideous.

The sender has an insurance and capability to find out from the courier company he used to where the stuff was delivered at. I had no problems with PayPal until recently. Out of the blue, they started asking me to prove that I am really me. Their automated letter gave me the option of scanning a utility bill with my name. I did, but it wasn't enough. A second automatic letter said I needed to scan my passport or Driver's License. I protested, but my complaint was not heard. So I scanned a copy of my DL. It wasn't enough. A third automated letter said I needed to scan my Social Security card. All the while these stupid automated notices were being sent to ME at MY email address. I protested again and asked that a manager call me (at MY phone number on record). Instead I got another automated email. Bye PayPal. I won't miss you!!!!

I am a victim of a crime that caused me to become stranded in Baltimore, MD... Worst place to be stranded, but I digress. PayPal customer service through 7.5. hours of calls, being put on hold and blatantly lied to by customer service reps as well as their supervisors, could not resolve a $50 issue. I had a problem with a seller that I paid with PayPal. I disputed the claim; the seller claimed they would pay me back. For PayPal this refund claim resolves the dispute and it is closed and cannot be reopened. When I try to inquire about the refund, it's a nightmare. Automated email; automated phone no help available. My recommendation: Do Not Use PayPal.

Where do I start? I had been with PayPal for 16 years until this year. First of all, they no longer have customer service. They used to have excellent, airtight customer service, but now it is like they are giving a middle finger to all their customers. They have so dis-empowered their Asian reps that those ones cannot do more for you than you can do for yourself and if you cannot help yourself with the myriad of useless dead-end buttons they have on their convoluted site, then you have no help whatsoever.
I hope they crash and burn. I hope they go into oblivion and cease to exist within the next 2 years. I hope a competitor who is more competent crushes them the way Amazon is putting other businesses out of existence. I pray that they fail. I pray nothing bails them out. I pray that they file for every-type of bankruptcy there is in bankruptcy history. I pray that no one remembers them after 2020. I pray for their immediate and utter destruction, annihilation and implosion.
I am not a novice PayPal user, but what they have done to me, is unforgivable. I pray that every director, CFO, CEO, COO regrets the day they joined or formed PayPal. I hope all this happens soon. I pray that the curse and fate of ENRON and Bernie Maddoff hits them in multiples of 1000. I pray that they depart the financial world in crushing debt and that all their directors are imprisoned for life. Amen.

For several months, PayPal has reported that there is a problem with my account. They have not indicated what the problem is. I've taken all steps to resolve the issue, including confirming my identity, uploading a photo ID and changing my password. Nothing has worked. I've contacted them via email several times but got no response. They indicate that my account is 'limited', which means that I can't do anything with the account. At this point, I don't trust PayPal for any transactions. This is the poorest customer service I've ever encountered, and I was in the technology business for over 40 years.

One agent and 2 supervisors read from same script repeatedly, informing me that, as I didn't know "the last 4 digits of credit card used" (wallet lost awhile ago) I could not access my account, ever. They may have read some reviews as a phone agent a week later w more helpful. I live in the US and received a payment in Singapore dollars on September 20th, 2018. I can see the payment but it has not been made available to me yet. It’s now October 9th and I have called and emailed PayPal numerous times and have been told it is a “bug” in the system and that their technical department is working to resolve the problem. PayPal will not provide any estimate as to when the issue will be fixed. I find this highly disturbing, unprofessional and surely illegal?! I simply want my money and at the very minimum an estimate as to when I can expect to be to transfer it into my bank account! On numerous occasions I have been told I will receive communication or an update within 24-48 hours but do not, and have to spend time chasing up as to when I can access the funds! What should I do??

I received dollars to my UK Account, on the 21st September 2018, I have not be able to transfer to my PayPal balance where it converts Dollars to Pound. The option for that is gone, it says I have received the payment which I have not... When I called PayPal they see I have not transferred the money, which is still there. They said they had a problem with payments for others currencies on that date 21st, and they are working on it. We are October 8th, 2018 and still not able to transfer the dollars I received to my PayPal balance... Has anyone else had similar problems or the same problem? Has anyone had to wait this long or longer?
I have spoken with them about 20 times plus...and no one can do anything until their technical team have sorted it out. There is no communication on progress with them. I just have to wait until it available, well how long exactly is that? This is wrong. I have receive other payments in GBP pounds ok no problem there. This is so wrong. They know the money is there so why can they not just release it? That is 19 days now. :(

PayPal does not provide money back and protect their consumers as they claim. PayPal told me I had won my case and to ship the (fake) item back to the seller from eBay. I did. I submitted the proof back to them by email to complaints email address. I was instructed to do this by PayPal during a phone conversation. I had to communicate through email because their system did not show the case as open due to it being a guest checkout. I did everything that was required in my WINNING case. PayPal then closed the case saying that I did not ship back the item. I called yet again and the person on the phone could see my photo proof of the shipping with tracking info receipt in many emails. So she...over the phone...put in for an appeal. Yet PayPal closed it yet again. This time they did not even state the reason. But said they could not longer respond. Kinda funny since I had already won.
So now I am out 325, for a fake necklace that I had to ship back. I tracked the package and insured it. Another 30 dollars gone! I will take this case further to a lawyer. I am tired of the terrible customer service. I have every email and had taped my phone calls with PayPal. They should do what is right and by your word. I wonder how many people they do this to? Everyone should remove their accounts. PayPal is not a pal with anyone. Disgrace!!!

Had small amount money sent to me. They held it 72 hrs before crediting it to my account. For security purposes per them. Once released to my bank it put on another 3-5 business day hold. Again security reason. Or it seems PayPal not good in paying so the hold by bank to ensure they get their money. Whatever reason taking up to 9 days to transfer lousy 150.00. US Mail faster.

There are lots of ways to make payments and transfer money nowadays. I have used PayPal for over ten years with never having to contact them with an issue. The one time I did they did not back me up or stand by me. In brief, I ordered a time sensitive product that was said to be ready to ship and paid extra for shipping. The product didn't ship for 10 days and the package was not sent priority. Therefore when the product arrived it was useless. I had all my email correspondence with the merchant and provided it to PayPal.
They refused to issue me a refund and charge the cost back to the fraudulent merchant. Why? I have no idea. This is basic customer service, and in not doing so allows unscrupulous merchants free range on unsuspecting consumers. Luckily I was only out about $70 dollars, so for me it was money well spent knowing what companies I can count on and which ones I can't. Good riddance PayPal. Hope you go broke from your incompetence.

I sold a beauty set to a buyer. The buyer waited 30 days, tried to list my items, and then claimed I didn't send them what they expected. I accepted the buyers return request in the end; However, they never returned the item and told me they will only speak to me through PayPal. PayPal forcefully refunded them their money and never checked the integrity of the buyer to see if they've even shipped anything. They never checked any kind of tracking information and treated this very one sided. I'm not even a seller, I'm generally just a buyer and this person was the one buying from me to resell (as they're a seller normally).
Someone needs to address this, this is very very unethical and is already setting me back in many ways. Due to PayPal, my credit is about to get tampered with and I may even be kicked out of school. I have no way of finding anyone to speak with, even after a month of attempts. I have not ever experienced this much stress in my life over an online transaction. At this point I don't know who to call and PayPal sure is good at making me feel helpless.

I had a recent Ebay purchased, paid via Paypal. Vendor sent a knockoff product, despite it being advertised OEM. The seller offered a return, though when I returned the item I only received 1/2 of the refund I was owed. Ebay told me I needed to manage this with Paypal, and I initiated a dispute via Paypal. I strongly suspect Paypal never read my dispute at all, saying that it was decided in my favor but not requiring the seller to do anything at all. There appears to be no way at all to even reach a person at Paypal, and this seller appears expert at delaying and promising things until I can no longer leave a review in Ebay or dispute my credit card charge.
This is your chance to learn from my experience and cancel your Ebay and Paypal accounts. As I have learned, there is really no avenue at all for recourse with these anonymous sellers and absent Ebay/Paypal support in a dispute. It is the worst of internet retail. I have been using Paypal and Ebay for over a decade, and hadn't realized how completely lacking their customer services has become.

I'm a seller, who sells multiple items on eBay. I recently sold something to a buyer, who left positive feedback then claimed over a month later that the item I sold them was not working. The buyer said the item was faulty, and needed to be returned. I spoke to the buyer and advised them that the item was sold as a brand new item, and there is no warranty or returns. The buyer then raises a claim with PayPal, claiming the item is a fake, and requested a refund.
After trying to defend myself with PayPal, they decided to go in favour of the buyer. The buyer said they sent the item to me, provided a tracking number, which said it was delivered, but it never was. I spoke to PayPal to advise that I never received the return, and they said I should take it up with the buyer directly and they can't help anymore. Obviously if I speak to the buyer, they are going to claim it was sent and that will be the end of it. I'm absolutely appalled at how PayPal have treated me as a seller who frequently uses their service and pays their fees. I vow to never use PayPal ever again when they clearly don't care about the Seller and only care about looking after their Buyers. They are no better than the scammers who use their service!

PayPal has stolen $10 from me in 2 days. Yep, $5 per day for only 2 transactions, one purchase and one sale. Each time $5 mysteriously disappeared with no explanation. Each time I called and waited for over an hour only to be told each time it was eBay's fault or conversion fees. They have always stolen money from me and I quit using eBay and PayPal for awhile, then like an idiot, I go back and the same illegal, criminal behavior continues, but only worsens over time. That's right, both eBay and PayPal only become more criminal, more illegal and more corrupt over time. They both place the blame on each other, you have to wait longer than ever to speak to someone, an hour or more, you get no help whatsoever, you completely waste your time, accomplish nothing, get no results and are more frustrated than ever.
I am once again, boycotting both, hoping that I have learned my lesson once and for all. Bottom line is that you are not safe buying or selling or dealing with eBay and PayPal in any way, shape or form. They are both greedy, bloodsucking, criminals who engage in illegal activity, whose only goal is to steal money from you and rip you off as much as possible. All they do is hold your money for a ridiculous, unlawful amount of time, steal your money via hidden, illegal, unexplained fees, charge you to transfer money, and then fail to transfer immediately like they advertise they will, instant transfer never happens, it takes 3 days or more. All they do is lie about everything they say they will do. Are they not making enough money or are they just greedy bloodsuckers. I think the latter. In their unsuccessful, desperate attempts to compete with Amazon, they continue to become more ruthless, criminal and illegal. I will gleefully celebrate the day these two mafia corporations are no longer get in business, which is only a matter of time. You cannot screw people over forever. The end is near for both.

They mysteriously "restricted" my account linked to my main email and bank account. I was forced to open a new PayPal with a new email address. They will not tell me why I can't get to my account and can't get my money from it. The new PayPal account (must use it for a job that will only pay me via PayPal) has more than $700 in it... but they won't let me link my bank account to it because it was linked to my first account which they won't close or remove the card from and won't give me access to it. So they have stolen thousands of dollars from me. I have spent tonnes of money on Skype with them, being put on hold for 20 minutes at a time only for them to find a new reason why there is nothing they can do.
Meanwhile, I do not live in Australia anymore and they CANNOT put an international phone number on my account so there is no way they can contact me and no way for me to receive verification texts. They are an international company that can't deal with international customers. I hate them with every part of my soul... They are straight criminals.

I have been on the phone with them all of yesterday and today. When trying to send money to family, they charged the wrong account and insisted it was the right one. They have been doing this for the past 5 transactions, and insist that they are taking it out of my checking account when it is clearly coming out of another debit card. My bank confirmed that they've charged the wrong account and sent me documents to prove. When talking to PayPal, they asked for proof. Once I sent the documents over, they hung up on me. Today when calling, they hung up on me again. THIS IS WHAT HAPPENS WHEN A COMPANY DOESN'T VALUE THEIR CUSTOMERS AND HIRES OUT TO THE PHILIPPINES FOR CHEAP LABOR! I used to love how easy PayPal was, and how you'd speak to someone in the States. They have just lost a customer.

Hello, I recently sent money to my brother (160$) through my PayPal account that is linked with my debit card. I have no money in PayPal but usually it would charge through PayPal and PayPal would charge my bank. As of today I will no longer be using PayPal because PayPal had double charge me. They've sent 160$ from my bank to my brother's account and then charge another $160 and claimed that they had used their own money to pay my brother. Therefore, they'll be charging me only once for the $160 that I requested to be sent. However, they ARE WRONGGG! They had double charged me and I even had record of that. I gave my bank a called and they referred me to call PAYPAL. I called PAYPAL and they REFERRED ME BACK TO MY BANK. PLEASE STOP USING PAYPAL. They are a big scam corp that can do whatever they want when you have your bank linked up. DO NOT LINK UP YOUR BANK CARD!

Due a refund from a vendor. I explained through email the reason for the refund after PayPal conducted their investigation and denied my claim. Paypal sent me probably an automated email response that had nothing to do with claim. Horrible customer service. Is there an alternative to PayPal, avoiding them like the plague, using my debit card directly.

I paid $996.00 for an authentic Chanel bag on eBay from a private seller from Canada. After I paid, the seller closed his account on eBay. I received a fake (counterfeit) item from Singapore instead of from Canada. It's 100% counterfeit item, it doesn't look like on the picture, it’s different color inside, it's not a leather, it’s plastic... It was listed as authentic Chanel bag 'Auth.-CHANEL-Small Medium Classic Double Flap Bag Black Lambskin’. I opened a case with eBay and notified PayPal. eBay asked me to provide them with a signed declaration confirming that the item will not be resold.
The eBay case has been closed due to a PayPal dispute being opened for the same order. PayPal requested that I send the bag back to China to the producer, and they wanted me to pay for shipping to China which is $70.0. Chanel bags are made in France and not in China. I was told that in order to have my funds returned to me, I would need to return the item to the seller. It’s illegal to mail counterfeit items and the post office doesn’t accept the counterfeit item. It is still against the law to sell counterfeit goods in the US and what PayPal is requesting me to do can be even considered aiding and abetting a criminal act. Since I couldn’t legally mail it to China, PayPal ruled in favor of the seller. This is from USPS. 136 Nonmailable Goods... 136.3 Counterfeit and Pirated Items. Any type of counterfeit or pirated article is prohibited in outbound international mail.

Why I don’t recommend PayPal: When I first used PayPal, I was like “Wow this is great, my credit card's being secured.” Now I’m not like that anymore, PayPal sucks! But I still have to use it, since my online job only does PayPal. PayPal has this “Prepaid” Card thing, where you only pay 4$ every time you use it. And I got that, but whenever my job pays me it won’t go to my prepaid PayPal card... Only my balance. How am I supposed to pay my bills if I can’t use the card? Another thing, I requested 3 refunds all from one company called “Wish.” I never purchased anything from there... My account was hacked. And guess what PayPal does? Denies all 3 cases, are you actually kidding me???

Paypal blocked me 1158.70€ for nothing. I have to wait 19 days to get it. Do not have trust on Paypal because it is Fraud. Absolutely no reason to get stuck my transactions. Never trade with you again.

This was yet a third miserable experience with PayPal services, the first being mysterious debits directly dipping into our bank account, the second being mysterious debits from our PayPal funds balance, and this third horrid experience described below. We purchased an item from a seller who uses a so-called "PayPal Guest Checkout" payment method. The item was defective so we returned the item including tracking number to the proper address as listed on the seller's website. We called PayPal for buyer protection and a refund because the seller refused to answer our return inquiries and refused to accept the return shipment for the flawed product. PayPal opened a refund case and then proceeded to send automated emails stating to now send the item to a different address, in China: PayPal's return address was written as such -- Return address: ** China.
I called PayPal customer service to find out what is going on with our buyer-protection rights and the refund, and was greeted by very confrontational representatives who could not find the refund case number or any information whatsoever on our claim. Only after much haggling and frustration on our part to get ourselves out of this messy PayPal refund process and requesting supervisor assistance did the customer service representatives finally find the claim number and our call history on this matter.
One representative went so far as to say "Shut up and let me explain!!! You had better shut up!!!" while continuing to ramble on about why PayPal sent us a misconfigured return address and why they could not find the refund case history, and that it "will all be taken care of in the back-end." To this day -- no refund, horrid memories of a confrontational staff, and a dead-end refund claim. We are ridding ourselves of the burdensome PayPal account and will choose more established, reassuring payment methods. This has been simply a horrible experience with the PayPal.

There was a mixup when I bought a couch online. They charged my PayPal account which has a zero balance because I never use it. I thought they were charging my PayPal credit card, which would not have been a problem. Now I am getting multiple emails from PayPal letting me know about the balance. I called the merchant to try to fix it but they said PayPal paid it. After multiple attempts to transfer funds from another credit card, I gave up and called. Ha! I got through, got a code (nice firewall PayPal) and waited for help. Got cut off. Called again, was asked for code (which I no longer have) so now am locked out of help. This is the worst customer service I can recall. PayPal don't indicate on your site I can transfer funds and nothing happens. Stuck until I can find it from checking account.

I have been using PayPal for at least 6 years, I heard about stories of people who got their account limited for no reason thinking it's no way, they had to do something. Well today I was proven WRONG! PayPal permanently limited my account for NO REASON at all, I have had the exact same transactions that I have always had...no disputes, in fact 2 weeks ago they sent me something saying I was verified for having a good standing account for so long. I call customer service and PayPal may have the most USELESS customer service EVER! They say that they do not have an explanation for why accounts are permanently limited... WHAT??? I have never called a company and received an answer like that, It just baffles me that they send me something thanking me and then they just shut my account down with no explanation and no accountability.

PayPal refunded a vendor for a payment without making sure the item that was purchased was returned to us. In my correspondence to PayPal I specifically asked to have the item returned before I refunded the purchaser. PayPal refunded the purchaser and they got to keep the item. Avoid using PayPal at all cost. They are a ripoff.

I am a new client here and I would like to say 3 days to authorize money to link debit card is wild!!! I do believe you need to find a better solution to cancel transfer for new customers because we as people have REAL bills to pay and do not want to hear your receptionist say, "Oh it's a computer software that verifies your info. We are not able to change anything." Because of you now I'm stuck, stranded. A female waiting 3 damn days of MY OWN MONEY ON PAYPAL. It is incredibly sad that online payment methods or money transfer companies have this much control of OUR MONEY and they can sleep at night knowing this is wrong and leaving innocent humans wonder what's going on and having PayPal REPEAT THEMSELVES OVER AND OVER.

For over a week now I have sent them everything they asked for MORE THAN once and they drove me NUTS trying to do what they wanted and it still wasn't enough. Got an email this morning saying my account was reinstated BUT you go on my account and it is STILL FROZEN and they want ALL the info AGAIN. Called customer service and they are NOT open NOW??? Really BUT someone sent that message. I am SO SICK of these people. It is OUTRAGEOUS how they treat their customers. I have been with them and eBay 15 plus years and this is how you get treated. Disgusting. AVOID them like the plague if you can.

My account has been frozen. So I called customers service line and they kept me going in circles my phone call was 2 hrs and 34 minutes. Finally told me my account was -38 dls but it was an unauthorized payment and a "reload" that I did not authorize. They accepted that I did not authorize that reload and they still wanted me to pay the fee. They would help me solve the issue they only wanted my payment. I am accusing them of frauds. They only take and steal people's money without consent. I was a customer of them since 2014. The last person I spoke with was very unethical and rude. He kept accusing me of making a unprotected purchase at first then at fault for a reload then a so purchased of an online store. It sounded like he was just making up transactions.

I have been a PayPal customer for over four years now and have never had an issue with them before. In August I bought a coat. It arrived in September. The item felt like fleece and not the wool that was advertised. The coat was see through. I tried to reach a resolution with the seller. I wasn't even asking for a full refund since to return the item I would be out the cost of shipping which was almost the price of the item. PayPal asked me to provide all this information and then denied my request siding with the company. The company from what I can see submitted no information of their own. This company I have discovered has a history of bait and switch tactics and PayPal is fully aware of this and yet they still sided with the seller as oppose to me. Now I am out $42.56. I thought PayPal was suppose to protect me. I was wrong. Will not be using them any longer.

Long story short, they can freeze YOUR account and deny YOU YOUR money on a whim. Their customer service line is useless. Someone needs to come up with a better way of sending money online and put PayPal out of business. There's a reason this joke of a company has terrible ratings everywhere you look. I have a good amount of money in Paypal. I buy storage units and sell the items on Facebook. I got a storage unit that was a gold mine. Had a lot of Collector Halloween masks, that collectors pay good money for. So I figured the safest way to get payment is use my Paypal account. I have confirmed my Checking account, confirmed my bank card. So I am confirmed and verified. I have went through their so called security checks. Because they wouldn't let me transfer some of my money. I was able to transfer some money to my bank card and bank account.
Figured since I did that it will show history of me withdrawing. I still have a good amount in there and they still won't let me do any more transfers. There are no holds. All holds lifted. I call them 4 times a day which each time is 30 min to a hour each call to get a hold of someone. They tell me wait 48 hours, wait 24 hours, "It's our security system that is not letting it go through", once again went through more security checks and they won't give me my money. Have filed a complaint with the FTC, This is my second complaint with BBB. Please help me. I am at my wit's end unless I get the Media involved. They wont give me my money!!! Please help.

In eBay for 15 years or more and have used PayPal to pay for OR be paid for items. In the last week they have decided that they need PROOF of who I am??? They want PHOTOS of my Social Security card, PROOF of my address. I sent a PHOTO of my tax bill and a PHOTO of my photo driver's license. ALL of which I have SENT to them REPEATEDLY! Today AGAIN I get the REQUEST for MORE and I can NOT ignore the BS as they have FROZEN our ACCOUNT til they are SATISFIED!!! OUTRAGEOUS.

Started receiving payments via payPal (which I refuse to capitalize any letters in their name) from one of the companies I do work for. And I can't even get MY money in a timely manner, or transfer money to my bank/bank card in a timely manner! And when asking for a supervisor they have the audacity to tell me "sure you can talk to a supervisor but it's not going to do you any good!" Exact words from paypal employees! More than once I've been told that! Even had them hang up on me even though I was still keeping my composure.
Holding up my money for 5 business days when money cleared on sender's end the very next day! Then when sender tried to retract they said "sorry! Nothing we can do about that." The problem is they have forgotten that it's NOT their money! They say "transfers in minutes in MOST cases" Ha! That's a joke! Twice I got to enjoy instant transfers out of several! There are several other alternatives to paypal people! Use them so paypal will fall to the wayside and be no more!

Bought a convertible top with a six year warranty against defects on eBay and paid through PayPal. Two months later seams started to split, after numerous e-mails to seller, I opened a dispute with eBay. They replied I had to go through PayPal because it was more than thirty days. I give PayPal all the info about a defective product (with documentation from professional top installers), and they sided with the seller. No investigating was done, they just have to side with sellers of large quantity of products, with total disregard to the little guy.

I refunded someone $25 for a game they brought by mistake. PayPal took $25 from my account, and $25 more from a different game I sold... When I called to tell about this they refused to give the $25 back. Never do business with this company.

I was sending money to friend and asked for a transfer from my bank account. After the person did not receive the money by the next day I called. Instead of transferring the money they requested an e-check without any notification or my permission, and they would not do anything about it. Customer service was very unhelpful and would only ready from what sounded like a script. It cost a big delay in the person receiving the money.

A buyer I had dealt with regarding a real estate transaction filed an unreasonable refund request which then got escalated as a claim with PayPal. PayPal ruled in the buyer's favor even though this was a real estate transaction (which is NOT covered by the PayPal Purchase Protection). The buyer had initially paid me $1950. However, $56.85 was taken out as a fee by PayPal (I did not receive this fee). The amount that I actually received was $1893.15. After PayPal had ruled in the buyer's favor they deducted the full $1950 from my account. This caused my account balance to now show a negative balance. This was due to PayPal refunding the buyer $1950 vs. just the amount that I had actually received from the buyer ($1893.15). I shouldn't have had to refund the fee charge of $56.85 as that was charged by PayPal, I didn't even receive that amount.
I called on PayPal customer service on 9/15/18 and explained my situation. The agent (offshore Philippines call center) had stated that she would submit a ticket to provide me with a refund of $56.85. I was also given a ticket number. I called back on 9/18/18 regarding the status of the refund and was told by the agent (offshore Philippines call center) there was no related ticket number nor would I be getting a refund as the $56.85 fee is an amount that I would need to cover as part of the total refund, despite me explaining to them that I never actually received that portion of the payment by the buyer. I was transferred to an 'account specialist' (offshore Philippines call center) who also gave me the same answer.
I asked to speak to a supervisor (offshore Philippines call center), and after about a 25 min hold I finally spoke to someone. He stated that I should have gotten the $56.85 refunded to me. He then transferred me to his account manager (a US based person finally) who said he processed the refund and that my account was now showing a positive balance. This entire experience has made me never want to deal with doing any sort of transactions on PayPal. I wanted to inform other frustrated customers of PayPal to request to speak to a supervisor when you are getting nowhere then ask for a US based account manager to finally get your issue sorted out.

I purchased services through PayPal. The seller never came through with the services. Unable to get my money back due to my account being linked to PayPal!! A so called claim was opened and nothing done about it.!! I closed the account and will never use PayPal AGAIN...

I have been using PayPal for a very long time now. I have never had any issues until now. I was not made aware of a fee that was being charged to my vendor. This fee was then taken out of my payment which in-turn my vendor did not receive my full payment. Now I understand that the vendor should make the sender aware of the fee. However, Paypal should also let the sender know that there will be a fee assessed, and that will be deducted from the money sent. That is not stated anywhere on any of my transactions. I owed that vendor over $100 in fees. This is not about the funny, but about the principal. The fees being taken I had to end up paying anyway.
Had I of known this, then I would have never used PayPal to make the payment. Jerks! Their customer service is horrible. Same thing over and over again... like a broken record. In the end I just closed my account, and told them that what they were doing is wrong. This should be something clearly stated when making a payment. Kind of like how McDonald's started the whole "Caution Hot" on their coffee cups. I hope someone sues them for all these fees that their senders (supposedly free) end up paying.

I sold an Note 8 and added tracking info. This was my 3rd sale of random items. First eBay put a hold on payment then they said they would release it to PayPal...then PayPal took out their fee and did put a hold on my funds again. They take their money and screw the sellers...never again. That's why people are using more moral companies that don't steal your fees while putting your money on endless hold.
