I first called PayPal on March 27 2017 to ask for my 2012 statements for September through December. I have now called them 8 times, I have spoken to 5 managers *Cait, Ariel, Lynn, Chris, Amber, Robert* When I first called for my statements, they said they would have them right over to me. The woman actually downloaded my statements to her computer and sent them out that very day. Well, there was nothing attached to the email. So, I called back. They said they would send it out again, could take up to 48 hours because it was a big download. They sent out a second email with nothing attached.
Fast forward, now I begin to call them every 48-72 hours asking for my statements. At call 4 I asked for a supervisor. Cait gave me a ticket number *which was a bogus number* and again, promised me 48 hours. This time I didn't even receive an email. I preceded to call back 4 more times and each time was told the same thing... "It could take up to 48 hours." and then they never even sent an email.
This last time I called I talked to Robert ** who ASSURED me that he would handle the download and send my statements out. He also told me that Cait, Amber, Ariel and Chris never even updated my ticket. My ticket had been CLOSED SINCE THE 28th of MARCH and filed as "email sent". That's funny because I called on April 10th, April 12th and April 13th all talking to managers explaining I still needed my statements. I asked him to please send me the hard copy... print it out and mail it and I would pay for it, and he said that they could not do that. Then he told me it would be another 48 hours, but the first person who sent over an email stating that the documents were attached when they were not did it right while I was on the phone.
I have zero idea as to what kind of business they are running here, but now I am unable to do my back taxes and I have no way to get these statements that I so desperately need. I also would like to add here, that I have severe anxiety, PTSD trauma from my children's father dying in 2013, my Pancreas exploding due to undetected Lupus in 2014 which put me in a hospital bed away from my little girls who were just 4 & 5 at the time, and then 2015 was a FULL year of recover *I lost my spleen, 80% of my pancreas, and was cut open from my breast bone to my belly button. Then just on mine and my daughter's birthday of this year their older sister was struck and hit by a vehicle. Savannah Lynn **. She was such a beautiful soul.
I do not need this added stress in my life; 10 times is ABSOLUTELY UNCALLED FOR and Mr. ROBERT ** I just received your email, and again there was nothing attached to it. So a big THANK YOU to PayPal for causing me unnecessary anxiety to the point where I went to my doctor today and was prescribed medication and had to make an appointment with a therapist. I will not let this go; once I get my heart back under control and I can breathe, I promise that I will do anything that I possibly can to my fullest extent in order to protect myself, my 2012 statements that are mine and they are withholding at this point, and I will seek legal aid if it gets to that point. I have sold on eBay for 5 years now, and with my calculations I have given them over $10,000. I am a customer and treatment like this, lies and runarounds is unnecessary.
Also, no one will give me a direct number, so the 10 times I have called at 1-2 hours each time I have to I start completely at the beginning. That is a joke. What kind of company, a bank basically, does not have a direct line to handle serious matters? This is a scam company and I don't even see how they and eBay are getting away with all of these fees and highway robbery and then turn around and treat the people who are making them that money like trash. Disposable trash.
I want my 2012 statements, and for my anxiety to dissipate over this. I truly feel as if I am going to have a heart attack, and I have Lupus so that really isn't a far fetched assumption. If I die over this, my daughters names are Kayla and Charlotte **; and you can expect that you will be paying for their schooling, college education, weddings, birthdays, house downpayment because I have carefully documented every single call at this point and I will make sure that every single piece of trash that fills up your company will pay.

Purchased a "Magnetic Phone Cable" from a company and they required using PayPal to make payment. Little did I know this was a Canadian based company. The "item" arrived almost 2 months later (40+ days late). It was nothing like described and the packaging was destroyed. I requested a refund directly and got no response from the seller. I created a dispute with PayPal and after a very long wait was instructed to ship the item back to the seller at MY cost. Returning an item to Canada costs over $40 using standard shipping methods from either FedEx or USPS. PayPal provides no protection against scammers like this and they provide no resolution support. You cannot contact them directly or have issues escalated beyond automated drone support.

I booked an airport taxi and paid through PayPal. The taxi did not turn up and I contacted the service provider through PayPal. I got an abusive reply accusing me of fraud. It was all a bit weird and I emailed and spoke multiple times to PayPal to arrange a refund as the service provider did not even acknowledge the transaction. They were not at all interested in finding out what happened or resolving the issue. The emails advised me to escalate the claim, but the website would not allow it. The customer service would just transfer me between claims and fraud departments and steadfastly refuse even to listen to me. It was an absolute waste of my time. I had to contact my credit card provider who promptly refunded me. DO NOT USE PAYPAL AS THEY WOULD NOT PROTECT YOU AGAINST FRAUD. Use credit cards instead.

My son sold a MAC computer using PayPal. It was in excellent condition and we sent in the original box. He answered all the buyer's questions. The buyer purchased the laptop. That was in December. In February the money was withdrawn from his checking account because the buyer decided they did not want it or was what they thought it would be, even after my son and I answered all their questions. Finally after talking with several people the account was in review status and the money went back into his account.
Last week - in April the claim was resolved and they said the buyer won due to having PayPal credit. What the hell is that? How can you have the buyer return a laptop back after using it for 5 months, I was told if there are any issues with it we can open up a claim? Who wants a laptop back after all that time. Then we have to go through all of this all over again with the buyer. So not we have until May 10th to pay back the money to the buyer or the account goes into collections. How can they expect us to do this when we don't even have the laptop back. This is the most ridiculous policy I have ever heard of. They should give the buyer a few weeks to decide on the product they purchased. Not 6 months. I am at a loss and do not know what to do.

After being put on hold for 22 minutes or so you get someone that speaks proper English from the 1800s in Bangladesh. They read off a script and you accomplish nothing. They then put you on hold for someone else another 15-20 minutes. They pick up and still can't understand them, they are in Phillipines. You still can't get an answer to your question. This goes on for days and days and days...
I made a money transfer from my PayPal account for $2500 to my USA checking account. Was quoted one day time frame when I did transaction online. Then was told 2-3 days. Then 4-5 days. Then 4-5 working days. Then 7 days. Then after a week of phone calls finally contacted a supervisor in Arizona USA!!! He solved my problem with PAYPAL in 24hrs and I got my funds. I can not stand call USA companies with 3rd world customer service reps with the IQ of a hamster. All you do is go round and round and round. Vicious circle!! I am going to do as little business with Paypal as I possibly can from now on.

There is a reason that some companies only accept PayPal. It is because PayPal will help them steal your money. I ordered items online and used PayPal to pay the merchant. The items were never delivered and PayPal accepts the merchant's word that they were. PayPal refuses to provide me with delivery date or tracking information so I am out my purchase price. DON'T USE PAYPAL!!!

Customer (buyer) files a non delivered case with eBay. PayPal immediately holds my funds for up to one month. Zero interest is paid on MY HELD MONEY. PayPal has access to the funds that belong either to me or to my buyer. WHERE is the interest money going? Small amount, granted, but, over the course of a month with thousands of individuals having their funds "held," PayPal makes a tidy sum... I would like to see justice on this evil, unscrupulous empire...

PayPal is an ok company to use if you do a lot of online shopping. You can deposit money into your online PayPal account and then use it, so your bank card information remains secure. Now for using PayPal for business (accepting payments from clients), I don't like them at all. They will hold the funds for 24-48 hours for no reason at all. They did it to me and said it was a "random audit", random my **! They put a hold on the funds, so I couldn't decide whether to provide the service to the client or not, because I couldn't get my payment.

PayPal is a good tool to use when paying online purchases but the customer service suck! Replied back to PayPal. “Then your process is does not benefit your client. Closing the claim without additional note from either party is not acceptable. Claims should not be closed unless either parties agreed and accepted.” Now you tell me what the purpose of opening a claim if PayPal does not even try to get the root cause of the issue. Again this type of service is not acceptable and this will go viral.

PayPal held funds from a client for weeks without telling me the next steps I needed to take to get the funds released. When I called, they told me the next steps which will take days to implement. I can't believe they're taking a huge cut of my hard earned money to withhold my funds. I'm deleting my account as soon as they finally pay me. Poorly done!

I was paying off PayPal and clicked the wrong bank. Unable to stop a wrong click. This happened once before in 2009. My bank can not cancel it. PayPal can not cancel the electronic payment. PayPal has asked what improvements can be made in their phone answering service. They are more concerned about their phone numbers to push than having clicked the correct bank. Total failure on PayPal to not have clarity on what bank is being used. They should have a 3 step process to utilizing any monies from an account. Since there are at least that many buttons to push on the phone to reach someone to talk to.

For 3 months PayPal has refused to changed the name on my account. I have uploaded the documents required by the website and by the PayPal reps I corresponded with. I have explained over and over again the circumstances surrounding the request. They have not once let me speak to a manager. They have not even bothered to assign anyone to follow-up with this case. Over 20 different reps have responded to me, usually with the same boilerplate answer as to which documents I need to upload - ignoring that I have already uploaded them. They have ignored that they are withholding my salary and that I have had to borrow to make ends meet.
When I complained they threatened to ignore me (even though that would be nothing new since they ignored most of my uploads, e-mails and questions). At least half of their e-mails are written so poorly as to be at least partially coherent. At best they are incompetent and rude. At worst, they are thieves. DO NOT USE PayPal.

I am using PayPal, well... since it exists. It was basically OK until now. But suddenly, when really getting problems, I realize how bad it has become, because it seems there is no user service at all. Some weeks ago, PayPal made me confirm my credit card again, which was already confirmed months ago! They took 3$ from my bank account for that, but the code which appeared on the bill did not work, I had to do it again. The second time worked, but the money from the first time I never got back. To my complaint via form from the PayPal website. I never got an answer.
Today I wanted to buy something, but PayPal said my card got declined. Funny that I then made that purchase directly from my card and it worked. No problem at all with the card. PayPal declined after it worked the last few weeks with PayPal. Again I write a complaint but as an answer I only get an automated response email offering some FAQ. PayPal really is going downhill.

I love the card readers linked to my iPhone by Bluetooth. That is the ONLY thing I love about PayPal. PayPal were happy for me to set up a business account but they suddenly blocked it and I had £900 in the account. After 50+ emails and phone calls it is still not resolved. I have been waiting 4 weeks with a lot of wrong information and automated emails which has caused a great deal of stress. If it weren't for the card reader and easy way to do transactions, I would tell them where to stick they PayPal Account.
If anyone from PayPal Customer Disservices is reading this then please escalate my case ID ** - You told me it would take 7 days to verify my account but it has now been 21 days and no one has contacted me to let me know what is happening. Terrible customer service with staff that don't know what they are doing. I have had to transfer money from a personal account to cover bills and I have lost interest as a result. I have also been embarrassed to tell clients that YES PayPal is working, then NO PayPal is not working. Next I try to go on the PayPal Community page to write about my experience and I am blocked from doing that. Presumably because I have made a formal complaint about their service.

As a small business, we have used PayPal for years on our website, and I use it personally a lot as well. This pertains specifically to the PayPal Here app - the swipe-enabled processing, like Square. They lured me in with slightly lower rates than Square, so I thought it would be good for a backup. Only after using the swiper for a few days of sales, did I become aware that PayPal Here will hold funds for 30 days. So, I sold $4500 worth of product over the weekend, and sent it out the door with customers. I processed these funds on a swiped, with card present processing platform.
We have been doing business with PayPal for years. There is absolutely no reason to hold these funds, the product is out, the transaction is complete. We have no history of chargebacks, complaints, or disputes. This is simply a tactic for PayPal to withhold funds, to collect interest on my money for a month, while I now try to scramble to make up for this loss. This is big banking greed, making money off of the little guy at its very worst. Shame on PayPal. This is unprecedented in the industry.

Since Dec 24th, I have spent countless hours with PayPal customer service to get the situation resolved. After several hour long phone calls, tickets, escalations, I still have no visibility when I will get my $300 refund. Recently, I have escalated this to the CEO. I need help to fix this issue by increasing the urgency in customer service organization. This is with respect to transaction # **. Net/Net - My buyer has been refunded directly by eBay because PayPal didn't process the refund even after charging my bank account on Dec 24th. It's been 3 months, PayPal still has my money. I still have not seen my refund.
Here's the chronology of event. Dec 5th - I sold an iPhone 6 through eBay for $299. PayPal put a standard hold of 14 days on payment received from buyer. Dec 19th - Return requested by buyer through eBay. Dec 24th - $291.11 refunded to the buyer through PayPal. On Dec 27th, PayPal charges my Bank of America checking account for $291.11. Jan 15th - Buyer hasn't received the refund. eBay opens up the case. Feb 15th - eBay rules in favor of the buyer. Buyer is refunded $330.38 by eBay charging my checking account again. Meanwhile, PayPal has still not completed the transaction that was initiated on Dec 24th. Feb 28th - After spending multiple hours with PayPal customer service and threatening to escalate this through social channels, I get a temporary credit of $299.80 for 30 days.
March 30th - Meanwhile, my refund transaction ** is still pending (more than 3 months later). My temporary credit is taken away and I am again back to square one. Another escalation! How can a transaction be pending for 3+ months? In this era of digital enterprise, how can an issue not be resolved in 3 months? Where is the agility if known issue software can't be fixed over 12 weeks? In my company ($200B+ cloud enterprise software), we drop incremental revisions every 2 weeks.

I have only been a customer for a short time. Originally in 2014 and then re-connected in 11/2016. I am a stamp collector and the best place to buy stamps is eBay. And if you shop or sell on eBay you must use PayPal. First off I think that is against the law to have that requirement when both companies are owned by the same person, but that is for another day.
I recently sold quite a few of my items (I was not selling stamps) and accumulated quite a bit of money to buy stamps. Which was my intent in selling items. I had, as requested from PayPal, added my bank account number to my account. First mistake. As I stated I had quite a bit of money on my account. $335.00! I began to buy stamps and at each "confirm and buy" I check the PayPal small circle to be sure that the money came from my PayPal account. Well it did not and the money came from my bank account as I had inadvertently made my bank account my preferred. And when I finished buying stamps I had a huge overdrawn account. The fees that I incurred cost me more than $300.00.
I was devastated. It was my first ever overdraw in my life. I am 78 years old. All then money I had earned in my sales all went to overdraft fees. When I discovered this I called eBay and they referred me to PayPal and I explained to the young woman on the line what had happened and she solved the problem. But she did not resolve the results. There was still money waiting to be charged and there was also money enough to cover the money waiting to be charged. I asked her and then begged her to please use the money in the PayPal account and she said she could not do that. What an easy solution that would have been for both of us. I would not be in jeopardy with my bank overdraws and PayPal would get the money I owed them immediately. I begged and begged and she continue to tell me "NO".
So I now have this incredible overdraw at the bank and I did transfer the money from PayPal but the damage had been done, to my bank account and to my opinion of PayPal. I repeat, this could have all been circumvented if they had flexible enough to take the ready cash available in my PayPal account. I thought what they would want was their money but I was wrong. What they wanted to do was make me wrong and damage my reputation at the bank. I will never put my bank account in jeopardy again by listing it on PayPal. I will use eBay sparingly. Only when I must.
I am sure I am not the first person to have this happen to them. And sadly I will not be the last. But it will never happen to me again. I am disappointed in myself for not being more thorough and I am more disappointed that a company like PayPal for being so unwilling to work with me to resolve an urgent problem. It was a lose lose for both of us. I lost money and they lost a good customer because of their inflexibility.

We have used PayPal on our website along with a credit card processor. Paypal decides how much of your money they are going to release rather than releasing your money to you so you can run your business. I went through the process of lifting the limit which they declined and decided they will hold our money for 21 days. When I called to speak with someone about this I was told there is no one who can speak with me because the audit department does not have a customer service department.
The letter with recommendations stated "Thanks for requesting an increase on the release amount. However: Your history of selling with us is too short at the moment and, in our experience, new sellers tend to have more sales problems. As a result, we’re unable to make a change to your release amount. If you have signed up for PayPal Here for accepting in-person payments, any card-swiped transactions will be available immediately regardless of the release amount. Increasing the funds available to your account: Here are some suggestions to promote consistent, positive experiences with customers. In general, following them will help you have a higher monthly release amount: Avoid long refund times. Ship promptly and provide valid tracking through PayPal. Work closely with buyers to avoid chargebacks and claims. Thanks for choosing PayPal."
However, we have processed with PayPal for over a year. When I discussed the letter and explained to them we have not had any untimely refunds let alone any refunds or any shipping complaints or chargebacks I was told that is just a template letter to help people establish good business practices and that there is nothing that can be done because the audit department has decided that they still would like more time before releasing money. Basically it appears they are funding themselves by holding a portion of their client's money for 21 days. Seems like it is best to stick with actual credit card processing companies.

Don't pay with PayPal and use credit card instead. Don't pay attention PayPal saying "we got you covered." It's bold lie! You are not covered, I was not covered. I bought the item on eBay, checked out with PayPal and PayPal refused to issue me a refund even though the item was defective! The item was still in return time period, PayPal comes with every excuse to protect its profits, don't checkout with PayPal if you pay more than $15-20. It's too much to lose. Will never use PayPal again!

If you going to call PayPal and ask to speak with a supervisor for an issue sit down relax eat dinner go out and comeback you still going to be on hold. I have been in the retail management for 30 years and never seen anything like PayPal. DO NOT CALL A PAYPAL SUPERVISOR AFTER 8 PM UNLESS YOU WANT TO WAIT AT LEAST 1 HOUR. I ask John one of their employee for a supervisor. I'm still waiting on the phone 3/28/17 at 9:17 PM. WORST CUSTOMER SERVICE EVER!

PayPal doesn't care whether you have a limitation, a family to feed, a home that you need to pay for or your kids. All they care about is using and abusing you whenever they can. When I got limited by them, I tried to call them up and even email them like they insisted, but they denied every chance of communication on their part. Did they help me with my limitation when I needed it? Nope, they refused to. Not only that, they turned my appeal into a permanent no. Now I cannot sell nor have a way to pay the bills.
In times I needed PayPal the most, they were not there. I had to resort to desperate measures and hire Auction Essistance to help me get back on. If you are in a situation where you need PayPal and cannot accept payments any other way and you're banned, maybe Auction Essistance or going stealth may be the best way possible. But I will let you know that PayPal was no help and was more of a waste of time just trying to reach them.

I ordered the stacking heart bowls but only got one so I wrote the people who make them and told them about the other 2 missing bowls but now PayPal wants to charge me for something I never received! I have called them many times about this matter and transferred 3 times to very rude people! I told them I am not paying for something I never received! I got a email today saying my account past due but the automated call said I have zero balance? I will NEVER do any other business with this sad company!

They know very well that Tidestore is doing big fraud with so many people every day but still they allow their transactions. Don't believe Paypal they are helping wrong people. I recently attempted to make a payment to a client but made a mistake in specifying the client's PayPal account. As a result the transaction was marked Cancelled on PayPal. A few minutes later, I made the payment to the correct client account. However, both the canceled payment and the actual payment were made to my account on the same day. The resulting double payment in my account resulted in an overdraft NSF charge to my account.
However, when I contacted PayPal I was told that is how their system works that both the canceled and actual payments are first made to my account and the sometime after the canceled amount would be credited to my account. It would then take a number of days to transfer the money back to my bank account once it showed up as non-pending on my PayPal.
As such my bank account got charged for a payment (The canceled transaction) my PayPal account gets credited back several days later and then it takes several days to transfer it back to my bank account. In the interim I have to pay NSF and interest charges for a payment that PayPal never made. Ironically, unlike most modern systems, PayPal has no edits on their system to flag an error when an incorrect PayPal account is specified. PayPal has refused to accept any financial responsibility.

I recently wanted to sell on eBay. eBay requires PayPal to process its payments. PayPal wanted my bank account login/password. When I would not provide that information, it wanted copies of my credit card statement and my bank statement. I tried to delete the bank account and credit card info, but could not. Responses are automated. I have filed complaints at https://www.ftc.gov/ and at http://consumerfinance.gov. The more complaints, the more chances of correcting the situation. File complaints everybody.

While I have not experienced any big problems with Paypal, I must agree that their customer service is lacking and their staff is not always professional. I also have experienced some shadiness, but as the result what else do we have on the same level as a platform to quickly pay and quickly receive payments? When there is a serious competitor to Paypal we will go ahead and use both services. Quite recently I abandoned my FirstData merchant account due to server problems with overcharging and shady activity with the notorious "PCI compliance". My suggestion: swallow your pride and pay via Paypal until serious competitor of Paypal appears on the horizon. While Paypal is a semi-monopoly, they act like one. That's natural. Yet I must note that I never keep more than $500 to $1000 (for more than a month) in my Paypal account and even then I always withdraw the money into my bank account as soon as I accumulate $1000 or less in it.
Those who operate hundreds of times larger amounts, perhaps they should not use Paypal as their "merchant account provider" and get yourselves a real merchant account. So far, despite some minimal problems, I am quite satisfied with Paypal despite being a proactive consumer and I am definitely not "protecting" Paypal in any way. I also wasn't sure to give Paypal 4 or 3,5 stars, just because I had once been insulted by their customer service worker (by intentionally writing my full name as rather a mild joke) and once or twice I experience some shadiness with the way they allow shady owners, even scammers, fraudsters keep their accounts rather than close them down.

I paid for an overseas transaction using PayPal thinking it was safe. The website took me to the PayPal screen which asked me what account would I like to charge. I selected my corporate card and clicked submit. It charge my personal bank account instead. I did not have the funds to cover it, so I started incurring fees. I called PayPal and received nothing but condescending attitudes, stating I was the problem, not them. I tried expressing to them that I selected my card and not my bank account but they refused to believe me. I asked them what I could do to stop this, they said to contact the company I purchased from and cancel the transaction. I did and paid with my card. I was told by PayPal that my bank would not be charged.
6 days later, they charged my account after I had already paid the other company. It caused another overdraft situation and I'm now $500 overdrawn and literally have no money. I have overdraft protection, but it has limits. I called PayPal again and their response was, "We have no control over what your bank does", insinuating my bank initiated this transaction. I asked them why they were withdrawing funds from my account when the company already refunded PayPal's money, they said they couldn't stop the transaction, stating they were not a bank. I couldn't believe my ears. They already had their money returned to them but insisted on charging my bank account. I asked him "Then why is my PayPal account showing a zero balance?", he said that when my bank withdrawal clears, it will show up in my PayPal account and I can transfer it back to my account. WHAT!!!
They flat out stole my money without my authorization. If this isn't illegal, I don't know what is. What law allows them to do this? I am calling my bank to tell them this was an unauthorized transaction and to get my funds back. They are using people's money to make money. I was in the finance world and my company did it legitimately but this is an illegitimate use of people's money not to mention the havoc it wreaks on people's bank accounts. Using PayPal is a joke if you think they will protect you if something goes wrong. Bought 24 Russian piping tips from a scam website called LightInTheBox (sorry I didn't do more research into the company) and when I received only 1/2 the merchandise, I tried contacting the company but could not because there is no phone number or email. They kept telling me to use my order to resolve but as luck would have it, they have no record of me buying anything and I have no way to contact them at all. I then escalated it to PayPal and lo and behold, they want me to send the merchandise back! It's to CHINA! It will cost more to send back than it was worth! Why should I have to do that? Plus, I can see a LOAD of problems doing that. Even with a tracking number, they can say they never received it and then I would be out MORE money. So I am stuck and will NEVER use PayPal or buy online again.

To set the table I have purchased approx 400 figurines from eBay in the last year and many have broken due to poor packaging. Most problems were resolved at the seller contact level but the remaining issues resulted in probably 300 calls to eBay necessitated by the eBay business model of staffing all levels with offshore CRs who are incapable of doing their jobs and pass on inaccurate information 90% of the time. I reached US CRs three times out of 300 contacts. This set up has been put into place to frustrate callers to the point of making them stop calling. Thus good service is a negative, bad service is the new world order. Recently PayPal has modeled itself on eBay with offshore reps who do not know the fundamentals of their job.
You can still get a US based supervisor if you can hold on thru a gauntlet of transfers until you finally get where you want to go. Quite unbelievable. The US supervisors do know their stuff and can advise as to what should happen if you do something but if you file a claim it will be handled by the same people who can do little but pass on incorrect information. If there were alternatives to eBay and PayPal I would use them but they are the only games in town so customer service has been construed to be as cheap as possible. Truly the chance of getting a correct answer on PayPal from an offshore rep is essentially zero. I recommend that if you buy or sell on eBay and cannot reach an amicable decision to write off the transaction rather than go thru hoops with eBay.
An item not received or something damaged sent by global shipping can be completed over the phone in one call if you know what you are doing. Anything else write it off. With PayPal if you have a question that is important to you you must talk to a US based supervisor. It might take several calls and hours to reach one. That's the lay of the land from someone who knows.

I have been a member on eBay since 2001 and signed up for PayPal at the exact same time I opened my account on eBay 16 years ago. Recently I had an issue with PayPal's transaction processing procedures. I had 2 items in my eBay cart that were from different sellers -- a set of tires from one seller and a set of valve stems from another seller. I clicked on the "Proceed to checkout" button just like I have done many times in the past, I did absolutely everything the same way I have done many times before under the same situation. Funds in my PayPal account would be used first, and then the remainder would be taken from my bank account.
On this particular transaction I had approximately $65 in my PayPal account, that amount was taken to process the tire purchase first, then the remaining balance was taken from my bank account to finalize the tire purchase transaction. However, when PayPal moved on to the second item for processing, due to a glitch in their system, the valve stem purchase of just $3.99 was switched from an instant withdrawal and processed as an e-check payment (something I had never seen before), which put the funds on hold for 6 days. In the meantime, the seller refused to ship out the item until he had actually received the payment (understandable), inconveniencing me and forcing me to cancel an appointment I had already made to have the tires installed on my vehicle. Just to be clear, I had more than enough funds available in my bank account to complete both transactions, so that was not the issue in this situation.
I called PayPal to ask what an e-check transaction was, and how my transaction ended up as this type of transaction. The first customer service representative had absolutely no clue and could not answer my simple question, the second customer service representative tried to tell me that all transactions are subject to becoming an e-check transaction, to which I replied, "Then why is this the first time I have ever seen this in the 16 years I have used PayPal?" He tried to give me some B.S. excuse that didn't seem to make any sense, so I asked for a supervisor. I was on hold for about another 15 minutes (had already spent 45 minutes on the phone) before the supervisor finally picked up, when I asked her the same question, she explained that this was a known issue that had happened before, I quickly replied, "Not to me," to which she said, "No, I meant to others," and she also said that they were currently trying to fix the issue.
When I tried to have the transaction canceled (which the seller had approved under the circumstances), I was told by PayPal that it could not be canceled, I had to just wait for it to finally clear, even though it was something that had absolutely nothing to do with anything I had done, or not done, during the transaction. The reason I find this so irritating is because I also sell on eBay as well, and PayPal at the time had funds from one of my recent sales ($321.59) made on 3/3/17 on hold (pending) for 11 days at the time, a procedure I never actually agreed to 16 years ago when I initially opened my account (nor when they started it), and I strongly disagree with this practice.
Bottom line, if those funds had not been withheld from me this entire situation would have never happened, because the payments would have been taken from my PayPal balance, and no further processing (instant bank withdrawal) would have been required. All this hassle over a $3.99 transaction, when I pay hundreds of dollars in fees to PayPal on a monthly basis. What a completely ridiculous situation and an epic failure on the part of PayPal.

I was shocked at a $25.00 late fee on a $33.00 purchase when I had a $50.00 credit in my account. Worse was the inattentive and rude customer service. I waited on hold through four phone calls adding up to 90 minutes. They would not answer my questions and kept connecting me back to the automated machine. I ended up paying the late fee just to close my account. I cannot believe they want you to give them your bank login and password to add credits to your account. I do not trust this company at all. I have closed my account and recommend that this company is investigated for unfair practices and fees.

Because I did not go thru PayPal to file a dispute, but instead thru my credit card company, PayPal will not accept the refund from the seller. This is totally unacceptable. They are the crooked people I have ever dealt with. I will NEVER pay for anything using PayPal again. This company is nothing but a SCAM. Be careful. Just when you think they are good to use, they screw over you.

Just spent two hours on phone with Paypal - they are holding my money illegally and fraudulently. They say once the tracking shows the products arrive they will release funds in 3 days. They don't. I've had to manually go through 200 items at the cost of countless hours of my time to get my funds released. Have multiple hours of bad customer service recorded and am working on a media story about this. On top of that, they released my account hold 12 days ago and now have placed it back on my account. This is just wrong. The customer service SUPERVISOR told me this morning that he could assure me the hold was ONLY for the one larger transaction and that all of my other TRANSACTIONS would process okay.
I made him wait while I had my wife purchase a $6 item where in fact my funds were held (complete lie). The only option is to wait 21 days for my money or spend hours on the phone going through transactions. This company is engaged in unfair trade practices, racketeering and fraud. Representing to a customer/seller that you will not hold their money in order to induce them to continue accepting payments on your system, when this is not true is wire fraud and a violation of FTC regulations. I expect someone in your 'back office' --as they call it --(who is a decision maker and a human in America not reading from a computer screen) to reach out to me via Facebook messenger and provide me with their direct line, or I will be reporting this ongoing issue, with 15 recorded phone calls of completely conflicting information to the Federal Trade Commission, the FBI and the media.

I was operating my business just fine, when in October 2016, Paypal had me on the phone and said to me "Mr **, Paypal has made the conscientious decision to ban you from our organization for the rest of your life, you are risky and very dangerous". Before they could hang up I said that what I do is not illegal (I'm stamp dealer). Paypal stated "No Mr. ** it's not illegal, it's immoral." Paypal said in all the years they been open they have never seen anybody do business the way I do. Paypal said that I have this small group of men that give me money, then I take the money and spend it all over the world buying stamps and causing problems. Paypal stated "You moved $185,000 between January 2016 and October 1st 2016 and we don't like the way you did it."
The problem is that Paypal is way off on that number. Paypal said that it did not matter how much money I was given, I would take it and start spending it, and that I never left it in their account for 24hours. Paypal stated that most of all, they had a huge problem with the way I conducted business with Frank. Then there was a chargeback, and another, and another, and another. To the tune of over 40 chargebacks so far. This been going on for months. The devastation that has ensued has been catastrophic. As I understand it, Paypal after doing the chargebacks, and after giving the money back to people that did not ask for it, after giving money back to people that did not chargeback, then PayPal went to Visa to try to collect and lost every case against visa. Then they turned their sights on my Vice president at the time, and put a huge amount of money on her. Then one day Paypal sent her a letter asking her to sign a 7-year contract with them.
To this very day I'm still having problems caused by Paypal. They said I was the one that initiated each chargeback. It was not me. I only had one chargeback up to that point. Nothing but devastation since October. Unable to remain open, as normal. Now I only have the name Freedom Stamps. I went to 52 Las Vegas attorneys. They all refused to help me. Top 100 lawyers, award winners, Lawyers of the years. Said my case would require work. Because they only wanna help people if they slip on a banana peel or something.
Then there's what they did to my Vice President, and she did nothing wrong. She gonna write something herself. Staff all left, unable to bring in income for the company. Utter complete devastation, resulting in shutting down of business thanks to Paypal. I have had a running feud with Paypal for years. They are without a doubt the worst organization I have ever dealt with along with Ebay. I would not recommend them to a pile of dog crap.
Then there's all the times I would buy stamps off Ebay with my investors money, when I received the stamps, I would send them to PF for authentication, they would not come back as they were described. I would call Ebay, they told me to send the stamp back to the seller. So I would, then the seller had the stamp and the money. When I would not get the refund I would tell Ebay and Paypal. I was ruled against in every single case, and the sellers would win. And there was numerous times this happened. What a scam, what a hustle. As soon as I get done fighting this Paypal case in court. I have a real big surprise for a whole lot of scumbags in the stampworld.

PAYPAL is one of the worst companies in the world to do business with!!! They are even just plain cold and heartless!!! Without going into specific details... I am the VICTIM OF IDENTITY THEFT... I had my identity stolen over 20 years ago by a family member who used that information to open various accounts in my name... to purchase all types of merchandise and even pornographic materials! He hacked into our home cable system and my computer too and used my personal information to order these materials WHILE I WAS AT WORK (DOCUMENTED)! As a result. In 2006, PAYPAL restricted my account for "violating their acceptable use policy... with ABSOLUTELY EXPLANATION OR DOCUMENTATION PROVIDED...
Now, this creates a problem for me as I buy and sell on eBay and use PayPal as my method of transferring and receiving money... Fast forward about 5 years... I opened another PayPal account with a new email address. I use this account for HUNDREDS of transactions with ABSOLUTELY NO PROBLEM!!! ALL of a sudden... without notice... PayPal restricts this account as well... again... with NO DOCUMENTATION OR EXPLANATION! I opened a THIRD ACCOUNT and after 2 weeks... the same thing... It's restricted!!! I contact PayPal dozens of times by email and phone and all I get is APPEAL DENIED FORM emails back! I even send them documentation of my identity theft issue from the FTC and the Connecticut State Police... still... APPEAL DENIED!!!
Finally, I contacted a private attorney and he advised me that PayPal is a state and/or federally regulated financial institution and BY LAW I am entitled to a copy of detailed documentation of ALL financial transactions conducted in my name... So I send PayPal a letter by certified mail requesting this information... They received it and signed for it on January 30th. And it is now March 8th and no response... except for another (4th or 5th) appeal denied email signed by "Paul"...
So, today I sent another request letter by certified mail. We'll just have to see IF and/or WHEN they respond back to me! In closing, it sucks that I have been a victim of identity theft to begin with and it has been an absolute NIGHTMARE for 20+ years now... But it's even WORSE to be VICTIMIZED all over again by a company that doesn't give a damn about their customers that patronize them! I think it is EXTREMELY ANNOYING, CHILDISH, AND UNPROFESSIONAL that a company would not respond to REPEATED requests for information to help me clear my name! It also makes me wonder about their CREDIBILITY AND WHAT THEY ARE TRYING TO HIDE! It also angers me that a company would rather battle it out in court than to resolve a real simple issue.
I know that big companies like PayPal don't care about us "small guys" and that if they ignore me or complicate the "process" that I will just give up and go away. WELL... PayPal doesn't know me very well because the more they play their corporate games the harder I will fight for the answers I need! I would ask each and every person that reads this review to consider your business relationship with PayPal... NOW or in the future. Do you really want to support and do business with a company that only cares about their bottom line and not consumers???

My experience with PayPal was the worst. I had an issue when I did a cashback transaction, so I called PayPal and they told me at first that my money will be refunded, for the double charge. Then they said that they don't do disputes on cashback and I can't get my money back. Now I'm out of $100.50. Wow is that how you conduct business. A lesson learned. People don't ever do business with them.

I've been using PayPal for over 10 years. Now I hate them for so many reasons. Been with PayPal because of selling on eBay. If I had it to do over again I definitely would not choose PayPal. Switching to another processor and closing my PayPal account right now. Been facing many problems but I am gonna explain here my very obvious and recent problem. I ordered 1000 pcs from China but long story short I lose my confident because of couple of reasons then had to cancel order... and the seller didn't responded to refund for sample cost 75$ then I filed dispute on Paypal but I just received email that my case is denied.
I called PayPal but so rude telling me you didn't send back to them the sample. I uploaded that Agreement between seller and buyer stated very clearly that the cost of 75$ to be deducted from total price and pictures that the sample was received damage not usable. If Seller and buyer agreed then why PayPal keep telling me with so rude manner that you have to send them back?? Why should I heck send all the way back to China which is not gonna worth because of it's damaged not usable?? I am gonna consult with my lawyer that I should file lawsuit. Because PayPal giving wrong information saying full buyer Protections bla bla bla but not true. If you guys still using PayPal, then should rethink before buy or sell.

I realize many people are selling fake gold bars on eBay. With that said, I have a receipt from the real and legitimate company I purchased my gold bars from. One buyer on ebay "windmatic" purchased two gold bars from me. He left positive feedback and was happy with his purchases. A month and a half later he asks for his money back and says the bars are fake? Ebay denied his claim so he runs and cries to paypal. PayPal refunded his money even though he never had the bars tested to see if they were real or not. Second he admitted to buying several gold bars from other sellers. So what does he do, he sends back two fake gold bars, keeps the real ones I sold him and now he gets double his money back. Paypal are a bunch of crooks. I send them a picture of the receipt and everything but they did not care. Do not use paypal for anything, if you do be prepared to lose all your money.

PayPal are now placing funds on hold retroactively. Meaning that monies you have already received and in my instance, shipment delivered 24 hours earlier, and the buyer has not filed a return request nor disputed the transaction, PayPal are placing a HOLD on the funds, effectively, causing your account to go into the negative. What this means is that when they do release funds they have previously held, often from a different sale, when they release these funds, PayPal STEAL them back based on the false negative. I have no idea how we are supposed to check what PayPal are telling us? How do we prove that they are telling us the truth, since there NEVER was a hold until 2-4 weeks after the fact, and the buyer has already received their order?
PayPal are stealing from us and using an explanation that they know well be very hard to prove otherwise. They use the amount of disputes as their reasoning for placing holds despite that 99% of those disputes are when buyers chose to exercise our 14-day return policy and not for any criminal or wrongdoing by the seller. PayPal decided that when a buyer exercise their right to return an item pursuant to the sellers return policy, it is a dispute. They don't actually separate an actual dispute versus a return exercised pursuant to return policy because the buyer changed their mind or my wife does not like it. This is ridiculous. They only do this so they have a very feeble excuse to keep the sellers monies on hold for as long as they feel.
PayPal LOVE to punish sellers/account holders for doing the right thing. They create any feeble excuse to justify what they are doing. One rep tried to tell me that they fronted the monies to me (referring to orders made using my PayPal account). Everyone knows that PayPal are not in the business of loaning money! It was not until I called and called, despite them attempting to use bully tactics and intimidation, telling me I am calling too much, that the truth eventually came out from yet another supervisor after hearing it was glitch and the engineers are working on it.
A while back I had loaded some funds directly into my PayPal account. Since I sell online, I was not aware until approx 1 month later that the $152 was NEVER actually credited to my account, although the transaction was available for viewing! Upon contacting PayPal and after being on hold for 20 minutes, they came back and informed me that yes, there was a problem for the time period and they could see that a load was made but the funds never credited. They issued me a temporary credit until they investigated it. To date I have not heard a thing from them regarding this. Upon asking them why they did not notify their account holders of the issue, the excuse I got was well it did not affect many accounts so we didn't send an email. Really!!? I dread to think how much money customers are missing because they chose not to notify its account holders of the issue.
PayPal is a SCAM. They steal customers funds and get away with it. Someone needs to be done other than another 7 million dollar settlement. That mean nothing to them. It is chump change. They simply pay it from the interest on the illegal holds and money they steal from their customers. We need to file yet another class suit action. PayPal make a mockery of the law. They need to be shut down!

It has been over nine days since an amount of monies was sent via a refund back to my PayPal account. It has sat in the pending stage since. I have contacted PayPal on four occasions inquiring as to why the monies have not entered my account. Each time I am told they are aware of the problem, admit that the monies are pending but say that an issue has arisen at their end and are looking into it. Payment has been promised but when!!? Most certainly I feel I am being given the runaround. I have been told that my details have been added to the list!? (WHAT LIST?) Regarding this particular issue they are trying to resolve at their end. I have been assured that I will receive my refund but again when?!

I've been a seller on eBay since 2014, therefore I've had to deal with PayPal. Recently PayPal took shipping costs that had previously been paid. $25 dollars worth of shipping that had been paid, processed and used two weeks prior. I contacted PayPal via phone. After telling my story to three separate PayPal reps, I was transferred to eBay as PayPal Resolution Center rep explained that it was eBay's error. However, after close examination by eBay, it was found that they played no part in the error. So I was referred back to PayPal, where the nightmare only became more intense.
Long story short, PayPal never refunded their mistake, glitch, what have you... Customer service at PayPal is severely lacking. In fact, they never even took the time to fully understand what the issue was. Rep's were rude and had an attitude. One even told me that I should hang up and call back later when I wasn't so angry. I got to the point where dealing with them wasn't worth the $25 they stole from me. Saddest part is that I have nowhere to go other than PayPal. I earn a living as a seller on eBay and PayPal is how I get paid. So I guess I have to endure their crooked business ethics. Shame on the multi million dollar company called PayPal for dishonestly keeping $25 of this small business owner's money.

PayPal destroyed my sales opportunity by their holds & reserves - I have had a PayPal account for several years, have maintained the account very well. I also am an eBay seller, have several hundred 100% positive reviews. Recently after a lot of effort I booked a sales for $7600. Happy and ecstatic. This was a much needed order and business after several months of erratic ordering. I visited my PayPal account, and they had put a 21 days hold on the funds. I called PayPal and asked them to release a partial so we can prepay for shipping and labor to prepare the item. Well not only did they not release a partial, but rather they limited the entire account. Which meant that even when we get other orders we don't have access to our funds for those orders either.
I called and asked them to reconsider, as this poses a hardship on us and our ability to fulfill the orders. And of course this is all happening in the merchant department, and each time we are talking to a different person. I left several messages, and they promised to review the account. Then lo and behold, he removed the hold, and put a permanent reserve on the account twice as much as the order amount. The reserve gets reviewed and as the business grows it becomes more and more! The much needed capital, that a small business needs, gets tied up in PayPal Reserve Limboland! I found that poor business practice, and completely unacceptable, as it would ruin our chances for stability and growth! I kept asking why, and why? Did we not maintain the account well? Were we irresponsible with our orders? etc. They kept saying this is our policy, etc.
So I called yet again, asked to speak with a supervisor! Then I thought that this could ruin us, I called and said that what do I have to do for this nightmare to end? Finally I said Ok what if I cancel this sale, and refund this gentleman his money. They said you can issue a refund, but you can't use the fund that the gentleman paid. You have to use your own money! I felt that I had entered the twilight zone. I was passed from one department to the next. Finally a gentleman in the merchant department issued the refund to the gentleman, and he removed the reserve. His recommendation to me was to only book small sales and not big sales on PayPal.
I am of the old business concept that our vendors are our partners, we grow together, we do well they do well. But PayPal is definitely a small business ENEMY, They stifle you, they force you to adhere to their poor business practice. They bully you, hold your funds and make unreasonable demands from their PAYING customers. They cornered me so badly that I was forced to issue a refund to a GREAT customer. Their petty management style forces you to think small, see small and be small! I am still furious! The government needs to look into these practices of theirs as they are illegal. How can you hold somebody else's money for 90 or 120 days, etc. Shameful business practices!

Previously I had written very negatively about PayPal. I created a PayPal account and within a week of creation I was trying to receive an upwards of $500+ via bank transfer to my PayPal. It took PayPal a little over 30 days to release my funds to me. I understand that they probably got freaked out because the transaction was coming from outside the country along with it being a new transaction, but, there needs to be a system in place for these transactions. Upon further investigation into PayPal I realized that they do have a lot of cool things that are pretty helpful to the user. For example, you can apply and almost instantly get a debit card from PayPal. This is a debit card that takes the funds directly off your PayPal account and you can use it basically anywhere. It is almost like Amazon's credit card but it's a debit card.
I have a friend who uses the PayPal debit card every day with no complaints. Along with that being a cool feature of PayPal, the customer service was pretty responsive as well. Throughout my previous complaint with PayPal they were always just a phone call or email away and they would be there with support. I rate PayPal customer service a 5 star because at the end of the day they did everything that they could to help me. It was merely a problem of policy. Overall I would recommend PayPal to someone but would insist you do your research first and would not let a PayPal debit card replace your existing bank account.

I sold something on eBay that the buyer wanted to return. I had a no return policy and her reasoning for the return was essentially that she didn't like the item. A complaint was filed with eBay and they resolved it in my favor. The buyer then went to PayPal to dispute the purchase. PayPal sent emails to a rarely used email requesting my side of the story. They only gave me a week and I did not see the emails until I noticed that I had a negative balance on my PayPal account. Yes, they reimbursed her money for the item. I contacted Paypal to appeal the decision and I was told that because I did not respond in the time that they requested, they would not review it again.
They actually admitted that they were able to access eBay's account of the decision in my favor but it did not matter. They would not help in getting my item back either. So now she has my money and my item. She actually claims that PayPal advised her that she could keep it. I contacted her and advised her that the item was mine and she needed to return it or I would be contacting my attorney. I have no qualms about going to Arizona to file a theft and claims report against her. I could use a vacation. Ebay and PayPal both were no help at all. I am disgusted by the whole experience and am closing both of my accounts with them. Customers (sellers) be aware.

I originally ordered one of these jackets for my brother for his birthday. When it did not arrive in several weeks I checked with PayPal, told me there was no order received for product. So, I ordered another jacket. Two jackets arrived the same day! Now I need to return one of them, however no directions on how to return and the jackets came from China!!! How to heck do I return to China??? Ripoff! I will NEVER order from anything related to PayPal again!!! Done!

PayPal automatically refunded a buyer of a crystal candle holder set, Simon Pearce, signed, very valuable, to claim shipping damage after they kept the item for 70 days. This is unspeakable, and so unethical. How do you allow someone to claim shipping damage after keeping the item over 70 days? Don't you report shipping damage immediately? Not to mention, of course, the items comes back totally busted to pieces and worthless now. Too late to file a claim with post office for damage. Who in the world allows this, other than PayPal?
The buyer told PayPal he never opened the box, and that was a lie, because box had brown shipping tape over the seams, and I used clear tape on my packages. They allowed this buyer, and helped facilitate a fraud. Now I am out of $200 and the item. PayPal is garbage. Not to mention, they keep the fees too. If they do this again, I'm taking them to court. PayPal should not be facilitating a refund for this claim. As soon as I received the item, and in their message it said "return in original condition" (which didn't happen), they refunded his money automatically and I have no recourse. It's flat out wrong and very poor business practice.

I have been calling for days. I get put on hold for 30-50 minutes only for the call to be disconnected. Then I have to call back and start all over again. I purchased a product and after 30 days I hadn't received it. I canceled my order then all of a sudden the seller provides a tracking number. I was told to "refuse" the package and then my money would be refunded. I then get an email saying that my case was closed and I would not be receiving a refund. I am now on hold AGAIN for the 6th time in 2 days!!! They are the WORST!!! DO NOT USE THEM!!!

I have been on PayPal for a few months, one day I was notified that my account status is limited because I was buying and selling bitcoins. I have never had any chargebacks or complaints with any transactions. They determined my transactions to be "risky" but did not violate any terms or the acceptable use agreement. So they have closed my account, and hold my funds for 180 days. I just made a complaint with the California Dept of Business in which they said it is illegal to hold funds for that long without any violations. PayPal claims they do this to prevent chargebacks.
There is only one transaction that can be potentially charged back and the transaction was funds sent by a friend "friends/family" and he sent me an email and PayPal an email stating the transaction is permitted by him, no chargeback will be issued and he received the good he was supposed to. After telling PayPal, they still want to hold my funds for 180 days, it already been a month and a half with my account frozen and still not a single complaint or chargeback since the opening of my account. Please do not use PayPal. They are crooks and is going downhill fast.

PayPal had a glitch in their system they said, and could not release the money sent to me by a client. They gave me a temporary payment then took it back, creating a negative balance on our account. After 6 months of calling and emailing PayPal to resolve this issue, they have now sent my negative balance to a Collection Agency.
I have talked with at least 10 different customer service representatives and support people with PayPal. Each time they tell me there was a glitch in the system that caused the negative balance of $155.06 on our account, and that it will be remedied in 1-2 weeks, then the next time it was 5 business days, then 24-48 hours. Each time I'm told it has been the problem has been escalated to be taken care of promptly. AND each time PayPal ends up putting the same negative balance back on our account. Now, as of February 7th, 2017, PayPal has sent my account to collections to retrieve the $155.06 that I DO NOT owe them.
A client who I provided editing services for paid $155.06 via PayPal on September 4th, 2016. PayPal noted that this money was received. However, I was told that when my client submitted the money it was for a product not a service. Therefore, in order for PayPal to release the money to me, I needed to provide confirmation with tracking or delivery information, that our client had received his product. I responded to PayPal that the payment was for editing services I provided, not a product. I spent over an hour trying to resolve this over the phone.
I called PayPal on Oct. 12th to follow up and find out why PayPal had still not transferred the $155.06. I was told that it was a glitch in the system that it still showed the transaction pending due to the confirmation information needed. We reiterated that it was a service, not a product. We asked if we should have our client cancel the original payment and resubmit it, and the PayPal representative said that wasn't necessary. They gave us a "temporary" credit to our account for $155.06, while PayPal worked on the "glitch" in the system. So we transferred the $155.06 into our bank account, that same day. (Oct. 12th)
On October 19th PayPal removed the $155.06 from our PayPal account, creating a negative balance of -$155.06, and sent an email to us saying we need to pay our negative balance. I called again on October 26th, and explained the entire problem again, even though they had notes from the previous conversation. After speaking with several people I was told again that it was a glitch on PayPal's end and that they would fix it. They gave me a temporary credit of $155.06 again.
That same evening (Oct. 26th) the $155.06 was deducted again from our account. I called back that evening again spending an inordinate amount of time explaining the situation again and waiting on hold while PayPal transferred us around, only to be told there was nothing they could do at the moment, but that it would be resolved in 5 business days, as the problem had been escalated to someone who could fix it. They did not offer to credit us $155.06 while the problem was resolved.
On November 6th I received another notification saying we had a negative balance of $155.06, and that we needed to make a payment to maintain our account. My wife deposited $140.00 (all the money we had at the moment) to bring the balance down to -$15.06, instead of -$155.06. In retrospect this seems to have caused even more confusion, but we didn't want our PayPal account to be shut down due to the large negative balance that shouldn't have been there in the first place.
I called and went through the whole process again with a new set of customer service people. They again assured us that the problem was going to be fixed and that the amount of $155.06 would be released to us in the next couple of weeks. On Dec. 3rd PayPal credited our account $15.06, NOT $155.06. Presumably the $140 we put in the account to lower the negative balance caused more confusion here. We are still owed $140 of the $155.06. Again we called, and the PayPal representative said he understood the problem, and it would be fixed. It wasn't.
On December 13th (over three months after the original transaction) I called AGAIN. I was again assured the problem would be fixed in a week's time, and they could not transfer me to any management. The PayPal representative then gave us a "temporary" transfer of +$155.06, which should have been $140. I decided to transfer that money to our account, and I would settle the $15.06 discrepancy later, as it was only adding confusion it seemed to us, not because I want to make an extra $15 bucks. Then on Dec. 26th, I received a notice stating that the claim had been denied and that I again had a negative balance of -$155.06. It's been nearly 4 months since our client attempted to transfer $155.06 to us. The money was taken from his account but never transferred to us because of a glitch in the system.
I am now being harassed by a collection agency. I'm not sure what my next step is. I will likely be forced to pay the collections company as it will now begin to affect my credit rating. Then I will have to go after this giant corporation that has no interest in providing quality customer service in the slightest. I am also reporting this to the Better Business Bureau. Given the nature all of the complaints I see here, it appears a class action suit might be in the future. Outrageous!

I signed up for PayPal because I figured it was a fast, easy, secure way to quickly pay for things purchased online. I like to shop online, so not having to fill out forms every time was enticing. After a couple years, Paypal offered me a line of credit. I accepted, even though I really don't shop with credit. I figured I'd just keep using my debit card as my payment option anyway, not the line of credit. But then somehow I accidentally made a purchase with the credit, and so I got a bill. I called and asked why and they said I'd made purchases with the credit. I said I did not want it, I really just wanted to use my debit card - and they helped me edit my payment preferences.
Well... At least a couple years later - still using Paypal, haven't had any issues. I get an email statement email whenever I use it - which really isn't that much because I'm mostly an Amazon shopper. So, after several times of seeing it was just a statement of my purchase, I kind of started ignoring those emails because junk email is a real epidemic. If I don't check them for 3 days, we're talking 147 emails. So I was shocked and surprised when I got a bill for $90. I called.
They said they'd sent the bill as an email so I'd been told. Guess what. Apparently I'd made a purchase on that PayPal credit I wasn't even aware was still in use because I'd made at least 10 purchases in the past couple years and never had an issue with it just using my debit card on file. I told them getting a bill wasn't even on my radar since I use my debit card for these purchases. There were 2 months of late fees on there, which they refused to take off. So I promptly closed my account and will never use their terrible service again.

PayPal is the most selfish and untrustworthy bank. I am very unsatisfied by the services of PayPal. I wanted to buy a mobile phone online, but I paid it twice by mistake because the website was very unstructured. I contacted the seller and the "police" of this website to refund me one of the items, but they barely replied me. On the meantime, I tried to block the payment on PayPal of one of the items. After about 2 weeks, I haven't received the refund and nor the items. I have contacted the website but the problem is the website don't have contact numbers so I had to deal everything by e-mail (yeah I realized the website is unworthy). I took appointment with my bank and they tried to help me to resolve the case. But then PayPal called me to say that my PayPal balance account is negative and I need to add money to make it positive.
I have explained the situation that I have been scammed money (and it was a lot of bucks of money) and I haven't received any refund for the items and haven't received the items. But the people in the customer service were so rude, they weren't understanding my situation, they said they paid for one of items for my when I made the payment and I have to pay the money of the other payment because my account is negative. I said that both payment have been taken from my account and I have no money left, and I still haven't received the refund, so how can I pay something? And how I have to pay something when I was the victim? They need to claim the money from the seller, not from me.
After a lot of argues, they sent me someone from the claim department (I dunno what does it call). The lady who spoke to me was nicer, she said she's going to take care of all the situation, and claiming the refund from the seller and I will have nothing to do. You bet. After few days, I still haven't received the refund, and PayPal called me again to say I have to pay the money missing in my PayPal account. I had explained the situation again and said that one of your colleagues said she will care of everything. But they absolutely didn't care of my story, for them it's like I was lying and refusing to pay anything. The only thing they cared about it's their ** money. They keep harassing me for that. Now I can see that PayPal is very reliable. As soon as I will resolve the problems, I will definitely stop using PayPal and I'll try to make a petition to boycott PayPal.

I followed all the steps required of me to return an item to a merchant. They never refunded my money after a month of having received the items. I opened up a dispute with PayPal to help me get my refund. They said that they could not grant my refund since I sent it to wrong location. However, the location that paypal thought items should be returned to isn't even a place the business is located. After letting them know these facts, they still refused to help and told me to contact their legal department. A joke especially when I followed all the steps I was told to by both parties involved. Here is transcripts of email communications:
1. Frederick's of Hollywood email stating location where items need to be received. "Please write these numbers on the outsides of your packages as well as on the original packing slips you received with your orders. The packing slips need to be enclosed inside the packages. Packages will need to be returned to: Frederick's of Hollywood 3325 Manitou Court Mira Loma, CA 91752"
2. PayPal email stating location they should have been returned after I had sent items back to previous location. "Thank you for taking the time to contact us with your concerns. I am happy to assist you further. The return address that was provided for case #** is 180 Madison Avenue - Suite 501, New York, NY 10075, United States. However, that is not even a location for a Frederick's. Anyone who knows anything know that all retail stores are closed. Secondly it is not even the site of Frederick's. It is a Guy and Gallard cafe business. Thirdly, it is a Wells Fargo bank where I am sure they do not take in returns for Frederick's.
After giving PayPal all these information they still refused to change the decision. Beyond frustrated and irritated. It is like talking to a wall. I can't get anywhere and it seems so obvious to me.

I have had several bad transactions recently when purchasing items on Ebay and directly through PayPal. Three sellers sold me software without the installation "key". Fortunately, those seller finally agreed to accept returns. More recently, I had three phony transactions. On two of them through PayPal, I received no help from PayPal in getting my money. One Ebay seller sold me a used laser printer. It had a bad ink cartridge, so I bought a new one and replaced it. It would then print a test page, but there was no driver for the printer. I sent it back and contacted the seller, but he would not give me a refund. I had to pay postage both ways.
PayPal was absolutely of no assistance, and said that I had not filed a complaint. But then they got back to me and agreed to accept a complaint. In spite of the back that it cost me almost a thousand dollar overall, the seller said I had neither contacted him or sent the unit back. PayPal immediately dropped assistance and ruled in favor of the seller. Communications with them is almost unexistent, and they did not acknowledge my hours of attempts to discuss the complaint. I have withdrawn my money from their account and will no longer deal on eBay or utilize dangerously unsafe PayPal. Better to use my bank's credit card, even though there are risks there, too. But they have a local office!

They don't tell you -- if you purchase "Software" or a "Service", you have NO PURCHASE PROTECTION... Even if that software or "service" DESTROYS your property! If you send your computer in for a "tune-up" and the seller slams it with a sledge hammer, paypal considers that "Service Rendered", and will not issue a refund to protect the buyer from fraudulent sellers! Even when presented with proof from multiple professionals, proving that our property was destroyed by that seller! DESTRUCTION IS A 'SERVICE'! We were burned twice! Burned by the seller who destroyed our property, then burned by Paypal. So unfair, and they don't care. "PURCHASE PROTECTION" IS A MYTH. BUYER BEWARE!!

I purchased a gift for one of my kids and paid with my debit card. I thought everything was fine but it turned out that it was not. The money was never withdrawn from my checking account. My bad for not double checking. Evidently, I clicked on pay with PayPal in error. I never once received an emailed account statement, a phone call or a paper account statement so I had no idea this was going on. I received a paper statement that I owed buckets of money (nearly three times the amount of the gift) to paypal but no mention of what was charged.
I immediately called customer support and was told that it was not their issue - I agree I made an error by not checking my statement after the purchase but had no way to know I owed the money. They were completely unwilling to discuss this with me. Refused to review it. Poor customer service. Lesson learned. I am noting that they offer poor customer service and will make sure that everyone at my company knows to stop doing business with them. They would not even give me my order number.

This letter is in regards to the Chargeback Case that was denied for my account under my email address which is **. I lost my backpack which had all my information in it with my Paypal card, my Paypal device, TaxID Information and Passwords, Pin Numbers in a log book in which I would use to take payments. The last time I used my card was at an ATM here in Little Rock, Arkansas called Arkansas Federal Credit union.
I have a website which is ** in which I sell clothing and do other various things. I did not make any of these transactions, because somebody got my bag with all my information in it, and changed my pin number and did some transactions with two people in which I have never met in my life. I do not know either one of these people Joseph ** or Ben **. I received an email stating that my account was in the negative and that's when I called immediately on January 26th, 2017 and had my card shutdown. And then I received an email stating that my claim was denied because it was inconsistent with me making these transactions.
There is no camera from any ATM, Walmart or any of these places that can implicate me in this situation. These people cannot show you a phone record and or any correspondence from my address that I was going to send them some super bowl tickets. Even Joseph ** I spoke to him during this process and he even stated that he didn't know who I was or what the situation that happened. I am considering legal action if I am not cleared of this $1,732.28 balance that is on my account. I know that Paypal has been involved in these types of situations before and I will not accept liability for fraudulent activity on my account. And I have spoken with Chargebacks, Limitations, Debit Card team to no avail. So now I'm taking this to the next level.
There is no way that the Chargeback or either employee there can close my account, limit my accounts, and falsely accuse me of taking any money out of the account that wasn't supposed to be there in the first place. So I'm prepared to get with legal counsel and take legal action against paypal until my accounts are cleared. I recently opened another account because they stated I couldn't use that one anymore due to fraud. And they put limits on my account for a negative balance. I spoke with Sturden and another rep there at Paypal that ensured me that these things were going to be taken care.
And Then I questioned whoever these people are Joseph ** and Ben ** would not go to NFL.COM or Ticketmaster and send funds to someone on my account without my knowledge. Apparently this must be some sort of Drug Transaction that went wrong and I'm a victim like these guys that claim to be buying super bowl tickets. The only reason why I didn't call in to let your company know my information was stolen was because I have various employees that also do shirts and monitor information and I thought that the funds were for a shirt order. You can check my past transaction history to see that I have many transactions for orders.

I've been using PayPal for an extremely long time. I have used them since about 2014. Every time I purchased something online, they would automatically take from my PayPal balance first, then take from any attached payment method. That's not the case anymore. They still have the saying that they will take from your balance first, but that is simply false advertising. This has happened to me for the past few months when purchasing with PayPal. My most recent one was a payment for $10.00 even.
I had $11.19 in my PayPal balance which I selected as the payment method on the checkout page. When I pressed the pay button, PayPal automatically took the funds out of my credit card, leaving my PayPal balance exactly the same. Due to this 'error' which most likely isn't even an error, my checking account is now negative. PayPal even says that they will take from your balance first before any other payment method. I wish that was the case, because now I have to face fees with my bank due to this non-system 'error.' Thank you PayPal, won't be using again. To Visa Checkout!

I won an item on eBay for the amount of $234.00. I proceeded to check out, selected the use PayPal available funds and thought all was good. The next morning I get an alert from my bank stating that I had overdrafts on my account in the amount of $37.50??? I contacted PayPal to resolve the problem. Apparently PayPal has modified their software and it has a BUG in it.
I was on the phone with a CSR named Rohan who couldn't help me with the problem. I asked for a manager, and got one named Brittney, who needs to get her GED in customer service, who insisted that I was the one at fault. This was after being transferred to three different departments including technical support who hung up on me. After 3.5 hours of being on the phone, I still haven't got resolution to this problem. PayPal could care less about the customer. The bottom line is their customer.

Please be aware that this is not a secure or safe payment method. This is what happened to me... My account got hacked. They made two purchases and then closed my account. I called PayPal customer services, started an "investigation" that took 2 hours and then they determined that no one had hacked my account so they would not respond!!! BE SAFE. They dont guarantee NOTHING!

I had some questions and issues with my personal and business Paypal account and I called customer services few times, every time I called they were rude and helpless. I am leaving a review here because the last time I called, I was calling to require about PayPal pro services (to buy it) and how in a sales conversation, the person can still be very rude and helpless??? It is unbelievable?! I decided to go and close a business account with its competitor. Now, if someone can be very rude and unprofessional in a sales call, imagine when you become a customer of it?! You cannot expect too much.

Paypal does not adhere to their purchase protection policies. They will try to find any way not to issue you a refund when you provide a tracking number. I purchased hair from Echelon Hair from Raj and returned all good to this seller due to poor quality. One bunch was even brand new and unused.

I wired money to purchase a puppy. I began to feel this might be a fraud so I stopped payment at my bank believing she would not get the money. PayPal is demanding payment - as I explained I did not get a puppy for this money. I did pay cash for the puppy; as she said she did not get money from PayPal. I now realize that I did not understand how PayPal wiring money works. The bottom line is I did not get anything for the money. PayPal denied the claim - I filed a claim to have it researched. Again the claim was rejected with no explanation. I will never use PayPal for anything again. I plan to file a claim in small claims court against the lady I sent the money to. What a hassle - so much for feeling secure to wire money!!!

I organized an event and got $26,197.74 USD of revenue. This money has been put on hold by PayPal since last December for no any good reason. Also, I have to refund a couple of customers but because PayPal was holding the money, these refunds were taken directly from my bank account for another total of $4,775.44!!! So in total, I am $30,970 under because of PayPal. My rent is 3 month behind and I had to get a hard loan of $15,000 at 20% interest to keep my business at float! I will NEVER use PayPal again and you guys are killing my business.
On January 24th, I talked to a representative who told me they would release the money right away. Nothing happened! Then I called back earlier this week. This time, I talked to a Paypal employee called Matt, Employee # **. While he promised to solve this issue, nothing was done again! I followed-up again and stayed on hold forever and they said they understood and will try to release the funds. However, here is the message I got from PayPal instead:
"Thank you for contacting PayPal Customer Support. After reviewing your account and the ticket requested to have the funds released, it was determine by that department that the funds were going to continue to be on hold." [Notice the typo on determined.] These guys are in the business of killing small businesses. They must be placing the money somewhere else at high interest rate. I have never seen such an unethical company. Avoid them at all cost!!!

I was treated so rudely with disrespect and yelling; you could not even answer the questions. These were guys in the fraud, resolution, and claims depts. If you tried to say anything goes you would be told you're not to interrupt them. I stated to them calmly & politely that I didn't work for them, that they work us customers since we pay the fees & etc... they gave a woman from Costa Rico whom was so rude to United Airlines, USDA, my vet staff, the lady whom owned faxing & printing business. She was screaming profanities to how she hated the USA and more.
The airlines has everything documented with all of her alias names & addresses; plus, everything else. She is being investigated and will be red flagged where she can't fly nor ship anything with United Airlines. When I read my personal email, she had obtained that by bullying an airline employee and started in on me for not giving it to her. The woman never finished paying me for the puppy; lied about going to have the rest of my money placed into my PayPal account; this never happened.
I'm out a lot of money for 2 flights one for shipping the puppy and with help of the United Airlines people they got the puppy sent back to me from San Francisco, CA; so I had that cost, the USDA, Crate, travel expenses X 2, and other vet charges with health cert., vaccinations, special flea and wormings per the requirements of Costa Rico. This is nothing but a scam artists from the word go and she use 8 different names, one being Dorothe **. Please be very careful with ever doing business with this woman or the man she has help her. Paypal takes her side everything and will not listen to anything you say or your look at your proof. They tried to tell me she 180 days to file a claim against me. I have nowhere found this in their rules and regulations. They gave her back out of my account $1,684.00 and they are still going to give her $576.00 more.
This woman never paid me this kind of money at all. I'm out all my expenses for the puppy and etc... as explained. My website and contracts say absolutely no refunds. I tried to rxp k ain't this to Paypal and the to me they didn't care what my contracts or website says. Their laws are correct and my state laws aren't. They would even look at all the fraud she was trying to commit. I have nearly 30 pages of proof and her emails of fraud. She was going to try and use the USDA watermark stamp for another dog she was selling to someone else~illegally scamming. She even wanted me to sign her write up that I was gifting her the dog and didn't do it.
She would have had my puppy and the money. She has scammed many many people and still doing it with the help of Paypal. They would not even let me give them my proof or speak to anyone who was helping save my little puppies life. Dorothé, Harriott, Barretin, and all her other alias and she spells them all different to try and confuse you. Paypal is very dishonest and the rules don't apply evenly to us sellers nor buyers. They don't care if you are a long time customer or not. They will steel your money from you. It is better not to use them nor put any bank information, credit or debit cards listed with them with an account. Change your account immediately before they take all your money and don't give them the information. You're going to be limited and closed out anyway. I believe if a seller wants to sell an item they will take a Cashiers Check or Money which is still legal tender.
You may have to wait longer; but, it is much better than having all the rudeness, dishonesty, and your money stolen. This isn't my first time of being treated this way by them and my money stolen; even when the seller said he would fix the problem. They still kept my money. These people are very dishonest and should be shut down by the federal government. Once they start this dishonesty, rudeness, and taking your money they will keep doing it. They will unlimited your account and then track it major.
If one thing looks out of place to them they will collect your money and it be a fight. Then you will be done and not have an account with them and your bank account will be a lot less. If anyone wants to see my documentation I have it. Remember you don't work for them; they work for each of you as you are customers whom help pay their salaries and therefore, none of us should be treated they we've been. The money and jobs they have rain down from the heavens.

Constantly being scammed by buyers on eBay/Paypal. It's automatic that eBay/Paypal will rule in favor of the buyer in a dispute with the seller. eBay/Paypal only care about maximizing the profits. They must have some kind of formula to maximize profits and they act according. I don't think any kind of investigation is taking place. It's enough for a buyer to just say any kind of excuse to get the money. It's almost impossible to have a profitable business on eBay for the seller. Between the outrageous fees, they're bias toward sellers. WE NEED ALTERNATIVE AND/OR COMPETITION TO EBAY.

I sold Dreamweaver on eBay and the buyer wanted to return. In the auction, I stated no returns, since it could be copied and returned, which would be unfair. The customer complained to Paypal, and Paypal reversed the charges before verifying that I the received the product. I never received the product and Paypal said that the buyer was not obligated to return the product. Paypal is a thief. The customer kept the product and also received the money back. Paypal owes me $198, which they will not pay. They refunded only the fee of $20.

I had my first experience with the PayPal Protection Plan - and it was not good. Purchased an refurbished iPod on eBay from China based upon the seller's excellent ratings and the PayPal Protection Plan guarantee. The iPod had a problem with the battery, which, after troubleshooting with the seller's help, turned out to be defective. The seller said to return it for a refund. Which I did - only no refund. Turns out that eBay ratings are rigged and PayPal Protection Plan a myth.
I should have been suspicious when the seller badgered me for a five-star rating from the time of purchase right through the wait for refund. I told the seller I would give him a five-star rating (for being responsive) after I received my refund. I followed all packing, address and custom instructions including getting a tracking number from the USPS. After several weeks, I opened a case with PayPal to be on record as having worked with the seller and documented my shipping information. At the end of the allowed case resolution time my case was upgraded to "Claim" and I confirmed all the previous information submitted.
Today I received a PayPal email stating my case was closed because, "We have concluded our investigation" and my tracking number was invalid (not true). eBay will not let me give feedback on the seller saying I had already given feedback - not true! I tried emailing the seller but his email is "no longer valid". I finally reached the PayPal Protection Plan representative to find out why they had closed my case when I, in fact, had a valid tracking number.
Here is where it get outrageous - the PayPal rep finally acknowledged that my tracking number was valid, but that all tracking numbers from the US are invalid. There is no way delivery confirmation can be made in China. So there was never any "Protection Plan" from the very beginning! The only protection plan is the seller's willingness to honor their promises. The rep recommended that I contact my credit card company or the FBI international fraud website to file a complaint. Why did I waste my time? PayPal lied about their service and tried to blame me for not having a valid tracking number. I have read other complaints online and have found that bad ratings on eBay are often scrubbed. I know, in the past, I have changed ratings at the request of sellers. In this case eBay is protecting fraud by refusing to allow me to give honest feedback on this seller. That will be a subject of my next review.

Have used Paypal for years. No real issues until NOW. Ordered wire shelving. 2 of them. Paypal gave wrong outdated shipping information to seller. All of my shipping info had been updated 6 months earlier. I even went into account and checked. Everything showed updated info. Well I have called Paypal twice and have been on hold TWICE. IN EXCESS OF 35 MINUTES BOTH TIMES. Looking at previous complaints, it shows exact same thing (holding for 'resolution' center). Happened to someone else.

Robert (ID#: **), a supervisor at the Chandler, AZ PayPal branch, failed to authorize access to my pending PayPal balance after explaining that I'm a service-connected disabled veteran experiencing financial hardship. I sold my laptop to a customer on eBay so I could afford to eat and get to work for the remainder of the month. I clearly explained to Robert that my financial burden would be greatly improved if I could access a small portion of my pending available balance. He replied with a chuckle, "Sorry! I can't do anything. Hope you find something to eat."
I've read books by three of the original six founders of PayPal. I may not know them personally, but my interpretation through their text is the absolute opposite of the values Robert poorly represented and displayed. I served my country, guarded our commander in chief (President Barack Obama), walked the mat at the Tomb of the Unknown Soldier and laid fallen soldiers to rest in Arlington National Cemetery. Sadly, none of that matters and I'll have to find another way to eat and get to work because of poor customer service and a lack of compassion for humanity.

I have been using PayPal for years. I have bought several things from eBay, Amazon and so on. I purchased an item on eBay for $19.49 and on the same day seller refunded due to not in stock. I had it transferred to my bank as I always do and to make a very long and frustrating story short I am negative 200.00 in my bank and PayPal is saying I am negative with them too. They kept trying to deduct the money from my bank account instead of depositing it back into my account. I sent messages and they kept saying that it takes time and they can send a letter to my bank explaining the process. I am still negative and this has been going on a month now. I try to call and it is always busy and no one speaks English or they simply do not understand me at all!!! Very annoying.

In the last three months, ordered items from PayPal endorsed companies. Modlily and Babygirl. First item arrived 7 weeks after order. Size and garment not as advertised. PayPal ignored disputes. Second item has never arrived two months after order. Tracking was falsified by seller. Two disputes ignored by PayPal. Unbelievable! DO NOT TRUST PAYPAL!!!

The buyer had buyer's remorse when they saw the same item I sold them on clearance somewhere else. They put in a "not as described" claim to PayPal weeks later. The item was exactly as described, working 100%, not returns. I showed PayPal the discussion between myself and the buyer which showed them to be very hostile and their ratings which showed that they have scammed people before; however, PayPal still allowed them to send it back to me for a refund. This item does not have a large market and it will take another 3 months to sell. It does not seem fair that the buyer had possession for a few weeks and now can return even though it said "no returns" and I know 100% it worked as I tested it right before mailing, and even forgot to take the $50 battery out which they now have for free, unless of course they broke it after using it for a couple weeks. It does not seem fair at all.

On December 2012 I sold an item through eBay and the funds for the item were send to my PayPal. I sold a phone for about $400. At the time on PayPal it said the funds had been send so I went ahead and mailed the item. The person then proceeded to cancel the funds. A few weeks later, after the holidays, I contacted PayPal and eBay. But nothing happened. It blows my mind that neither of the companies were able to provide me with any info on the buyer or do anything. I was never able to file a police report because I was not provided with enough info of the person because it was private.
I am finally getting around to it about 3 years later because I never had the time to call and get the runaround. I want something to be done. I have the person email and the address provided to send the item and I'm sure PayPal has bank account info and I'm sure eBay has info too. This person was verified on both ends so I'm not sure if Paypal is doing fraud here by allowing the buyers to cancel the funds but I need it resolved.

I wish PayPal could just because there was some claims just over 4 years ago. I can not sell or buy anything on eBay. Loads of things I want to sell but I can not because of the limited account. I have tried opening other account, but it does not take long before it happens again. I have opened them on different computers because of the IP address. But does not take long before the account is limited. I have tried Catawiki but unfortunately they did not accept my items. They said it was not quite right. So I did not get anywhere that, it takes about a week for them to decide on your Lot. If it is not good enough it will not get listed. But the good thing is there is no PayPal.

I disputed an unauthorized charge of $100 on my PayPal account on 12/9/16. The same day, I had paid $152.84 to DirecTV. On 12/16/16 my DirecTV service was disconnected. After several calls, I was told it was because I had disputed the payment I just made to them the week before. THAT WAS NOT TRUE. I argued, I sent them proof, I had PayPal call them... No luck with anything. I finally had to dispute the payment I made to find out where the money went. THREE different times, I asked PayPal if they had possibly disputed the wrong charge and was quickly told "no, that wasn't possible".
LONG story short and now a month later, I discover that PayPal did indeed dispute the wrong charge. Yes, they did finally send the $152.84 to DirecTV BUT now I am on a "cash only" basis with DirecTV. They are now also requiring I pay another month upfront, in addition to a $20 reconnect fee. Also, since I am on a "cash only" basis, I have to go to a payment location. The nearest one is approx. 30 miles away. Does PayPal care they put me in this position? Absolutely not! It's now been a month without tv service... Went through the holidays without it and a very long winter school break with 2 teenagers and no tv to watch... All, no fault of my own. I feel like I am banging my head against the wall with them. Also, they were not honest and did not admit to the mistake. I had even filed a report with the BBB about DirecTV but now have to correct that, all when it was PayPal's fault!

I purchased a pair of bicycle shorts from a vendor "TradeInn" in Spain, from a website in which only XXL size shorts were available. They sent two S small sized shorts and gave me the runaround in trying to return it. They would not pay for the return shipping which could run up to 1/3rd the cost of the purchase. After a complaint with PayPal was registered, PayPal judged that I should pay for the cost of shipping, even though it was the fault of the company in Spain.
I do not trust the company to say they will give me credit for the shorts when returned. So, instead of paying an extra $20 bucks in shipping, I'll cut my losses and try to sell the shorts somewhere. This shows that PayPal plays favorites with foreign country vendors to the detriment of USA buyers. They would have asked the vendor to supply a prepaid postage label if it was a USA company. Frankly, most USA companies would have given me a free prepaid postage label, without asking. Bad, very bad call by PayPal.

I have never been so disgusted with PayPal. I was an active seller on eBay with online gift cards, right? I verify everything. I even use my own gift cards I buy and guess what? Let me tell you those two companies alone make me want to scream and pull every hair out of my head. When I say each and every purchase I completed was considered 'unauthorized' after I submitted factual evidence and kept each message of every transaction. They still ALWAYS ruled in favor of the buyer. I have lost over close to a $100. When they yanked my money out of my account, they still expected me to put something back in it. All I wanted to do was buy a gift of some UGGS for my year and a half old niece and I ended up losing every dime instead. Though, it is okay. I will never sell anything again with either of them.
I still enjoy making purchases, but next time I put money in it, I expect it to stay there or I would sue PayPal because they have caused my niece a good Christmas and given me a headache. I mean what's the point of seller protection when I'm not protected from people admitting false claims of fraudulent behaviour when they confirmed my emails and even left feedback, but it wasn't considered valuable evidence. How in the heck is someone scamming me not valuable? Where is my money? Where are my gift cards? I can't get a dime of my money back and I am supposed to be happy about it. Heck, to make matters worse, they both waited a WHOLE month to claim a dispute.
I check my bank balance every time I get a dime and review my statement every time I make a purchase. How can you claim you didn't know and you waited a whole month to dispute it? How is that not suspicious? That's not fair. They should make it so if you waited past 30 days, you cannot dispute that you didn't know? What about us sellers that get scammed by buyers? Heck, some buyers don't even receive items and PayPal is okay with that? People, please beware that no one treats your money like you treat your money. Get a bank account. Only post on PayPal what you need or they will snatch the rest for no reason other than pure evilness. Don't. Trust. Anyone.

Customer claimed that I did not send them package. I've provided all material they have asked - and am treated poorly. Been put on hold for over an hour, and transferred to departments that have nothing to do with dispute resolution. The same claim was filed on eBay and they sided in my favor. I even have provided personal letters for the head post masters at the post offices that were utilized in the transaction. I've been on the phone over 3 hours. And had customer service accuse me of sending an empty box.
This is because I utilized the flat rate shipping and the personnel at the post office does not need to weigh the item unless it's over 70 lbs. So the item the entire time it was with the USPS was not weighed. Therefore I sent an empty box. I even provided letters from the post office stating that this is a common practice. Now I do not have my item and I do not have the payment for it.

PayPal refused to refund the money for the item I never received. They claimed that the delivery company had a confirmation of delivery. When I spoke to the delivery company, they told me to go ask my neighbors if they received it by mistake. What does this confirmation worth?! PayPal never contacted me with any questions, they just closed my claim and sent me this: "We're happy we were able to help you resolve this issue". Really?! I am closing my account with them now. I was on the phone for 30 minutes and they asked me to call back next day. Payment convenience is not worth the price.

It took me 3 years to realize what type of scumbags I was dealing with. These people are the worse, the eBay buyer can do no wrong. The buyer opens the brand new items I shipped him and swaps them with the old stuff that he has. Only to find out that eBay and PayPal are siding with him. Remind you, my rating as a customer was 5 stars and no negative feedback. Until this bum came outta nowhere and decided to screw me over. I'll figure out a different alternative to these two because they're just not worth the time. The representatives always say the buyer is more important. I always wonder how is that even factual because us sellers provide the merchandise and give eBay and PayPal a cut of the money. There's no loyalty with these people, it's time to find a new home...

My PayPal account was put on limitations because I put in disputes to one company. It was resolved by the seller and myself. But PayPal went and put a limitation on my PayPal account. I am expecting payments and I have made payments in the meantime therefore I am going to lose a lot of funds because of this. I have had this account for 12 years and never had this problem before. I was told this would be fixed and then I was told this account was closed. It is still open but I cannot use it. I don't understand why they don't close it then. I have been trying to get this resolved all weekend but no help from PayPal. They do not care at all about their customers. Horrible company. They should not be in business.

December 16th, I purchased an item off eBay for $221.99, of which was listed as in stock and more than 10 available. On Dec. 9th, company emails me stating he doesn't have that item because they were "backordered" (the item is a discontinued product and is completely unavailable anymore). I offer to compromise and accept any of 3 other items listed, seller doesn't have any of them either, so we agreed to me getting a refund. Week later, seller claims he was unable to return my money. I file complaint with eBay for fraudulent listing and PayPal claim (after several hold times over an hour, getting hung up on 3 times after waiting on hold for 45 minutes, etc.) just to get my money. They tell me "If we don't get it from seller by 31st, we [PayPal] will refund the money directly" to me.
On the 30th, they tell me seller won't respond, I'd have to contact eBay. On the 31st eBay tells me they can't return money to PayPal. I needed to contact seller, seller won't respond to any of us. After several unsuccessful attempts to get help in resolving the issue, I (along with many other angry customers) put a complaint on PayPal's Facebook page. They ask to private message them to discuss it. Funny, they had ZERO interest in helping prior to making their poor customer service public. On Jan. 4th, I call them again, and finally, after couple more hours arguing and waiting on the phone I get my money refunded to my account.
28 days to get my money back from a fraudulent eBay listing. Seller sending me rude emails for filing a PayPal claim 14 days in. And eBay still allowing seller to continuously re-list items he not only does not possess, but can't get. Top it all off, said products, and several others, are currently (fraudulently) listed on eBay as in stock and more than 10 available by this seller. And they just allow seller to continue committing fraud on their website. I've done tens of thousands of dollars' worth of business with eBay/PayPal over past 11 years. Should be treated as a valued customer, and been protected as a consumer in the manner that the company claims they provide. Not impressed, not happy, leery of ever doing business with either company after this.

As Treasurer for our nonprofit, I've been managing the bank account and PayPal account for years. When I took over, they told me that in order to change the primary contact we would have to close the account and set up another one! So we just left it as is. Now that the former Treas. is no longer in the organization, I followed PayPal's idiotic instructions to the letter to become the primary contact (copy of Social Security card, photo ID, bank statement, letter from the nonprofit with instructions, weekly bowel habits [kidding there]). Never heard from anyone.
In the meantime, they sent instructions to re-verify the bank account. So I did that. They said two small deposits would show up. They never did show up. Then they told me I had to re-submit all the personal documents. In the meantime, our account is frozen and money piles up. If I try to transfer the system says I need to increase the limit. I go to that link. It says to verify the account. I enter the data to verify the account and it says the account is already verified!!! I'm on the phone with them right now, on hold for a half hour. If this isn't fixed by this phone call I'm going to sue them. Find someone, anyone, else to process your payments.

I recently got my account limitation due to transactions that I call to return or cancel. They said that I am a scammer but I deeply explained to them that I bought a lot of things online especially on Ebay and they said they're doing this to block me from using PayPal. Luckily I have all of my money transferred to my bank if not they may holding my money without my permission. Also, I told them I want them to remove my personal info as I am not their customer but they refuse. I also said that I will file a lawsuit and they intimidated me that "you think just only you can win PayPal." He also said that I don't understand what personal right is. Also prevent me from other users. I feel like sellers sold me bad item, I got my money back, I paid for shipping, but I am now a scammer.

2 months ago, I've ordered 5 items from Modlily.com and checked out with Paypal. Modlily has not sent me any confirming email or shipment notification, so I opened up dispute with Paypal who already took my money. Within 2 weeks I have received a shipment from Modlily. That did not contain any documentation, was short of 1 item and 1 item was defective. Modlily advertised free return within 30 days, so I contacted them through PayPal. They've told me there are no free returns.
Meanwhile Paypal has sent an email requesting I send the documentation of the dispute to a 402 area code fax number. Even if I had documentation, such faxing would have cost me $10, so I spoke to 3 different Paypal representatives, who were all in Philippines. Finally 1 of them told me to file a complaint with ic3, naming Paypal as both the victims and the perpetrator, and to email this complaint to ica-na@paypal.com. I have received confirmation of that email. 1 wk later Paypal closed my dispute in favor of Modlily for the lack of documentation! Never trust Paypal with your money!

On December 15 I won a auction on eBay for an iPad Pro 128 GB 9.7 inch screen brand new in box. I won the item for $511. I promptly paid and waited for four days. I then emailed the seller six separate times and asked him for a tracking number and when the item will ship since it was a Christmas present And the seller never responded. Since he never responded to any of my emails I contacted eBay which stated they cannot open a case because payment was still pending and to notify PayPal even though I had paid with 350.00 in gift cards that now have no balance and my checking account was withdrawn the remaining 161.00. I contacted PayPal and they said that the seller had received payment. PayPal then asked the seller to provide them with the tracking number. He provided them a tracking number which stated the city that it got delivered to but not the address and it's at a lightweight package.
So after a week PayPal denied my claim saying they had a valid tracking number. So then when the post office opened after the holidays I contact them. This was actually a tracking number that came from Amazon and went to a completely different address but in the city that I live in. I have now contacted PayPal again to no avail. I contacted Amazon. They confirmed that the tracking number had come from them and that the seller's account was on hold because of fraudulent activities. I also let PayPal know this and still to this day I still do not have my $511 back. PayPal has given me every excuse. They say to contact the seller. I keep telling them that I have tried to contact the seller. I even had a three-way call with eBay telling PayPal that yes I did email the seller and he has never responded and item still shows not shipped.
I had a three-way call with PayPal and the post office confirming the address was not mine where the package was delivered to. I also told them to call Amazon and their response is they cannot make outgoing calls. I have been a PayPal customer for a very very long time and after the ordeal I will not be with them anymore. They do not protect you from Fraud or scams. All they care about is they got their money and if you're out $511 that your own fault. So be prepared if you do have a problem with PayPal. They will not stand behind you. I will probably have to hire a lawyer to get all the documentation to prove something they already know.

Through EBAY I sent my IPADs to be repaired. The merchant repaired the screen but in the process, damaged the charging dock. I can no longer use the charging dock. Ebay said the service wasn't covered and to go to PayPal. PayPal did nothing. They said that as long as they sent it back, the item wasn't covered. Imagine that. You ask for an item to be repaired and as long as they send it back to you, it doesn't matter that they return it broken. Don't use PayPal. Charge only to your credit card. At least credit card companies are reputable.

If PayPal knows this is a real thing, why don't they find a way to fix it??? This is one of the reasons I quit using PayPal, they did not take care of their customers! I began talking to a Breeder, Shanna ** in Patterson, GA, Dec, 24, 2016, about purchasing a 100% European Great Dane puppy. In the ad photo I noticed the tail was kinked or appeared odd and I specifically asked her if the tail had been docked (Danes tails should be long). Shanna stated "It just appears that way in the photo." (I have a screenshot of our complete and entire conversation, and photos.) I believed her at the time, because why would I have a reason not to. I believed nothing was wrong with the tail and passed it off as the tail being folded over by the owners arm.
At that time, Shanna did not elaborate on anything other than that so I thought nothing else about it. We were discussing "Full Registration", because I myself am a Breeder and have been looking for a Mantle Female for some time. She stated that the price would change from $2300 Pet Price to $2500 Full Registration, I said that is fine. I asked her how much her deposit was, she didn't say exactly what her deposit amount was, she just said that "Everyone else was paying half now and then paying half at pick up." While I was talking it over with my husband, she continued pushing the puppy, she's gorgeous, her pedigree is stunning and excellent.
She also stated that she came with a HEALTH GUARANTEE, VET CERTIFIED, UP TO DATE ON SHOTS. I sent her a photo of my stud while my husband was debating the puppy, he wanted the puppy with more black. She gushed over my stud. She sent baby pictures of the puppy for my husband. (No tail shots.) I told her "I would put $1500 towards the puppy". That's when she sent me her PayPal. me/** account. I have She stated she would mark puppy as sold. She sent me a message back right away asking me why the amount was only $1456.20, and not $1500?? I told her "Maybe it's because I got insurance". She then stated "If you had done FRIENDS AND FAMILY THEY WOULDN'T HAVE TAKEN ANY FEES".
I told her I would just add the fees to the next transaction, because I did not want her to refund it. Shanna refunded the money that I paid insurance for knowing that if I paid "Friends and Family", I wouldn't be able to disputed it after the fact. (I know that now.) After she refunded it and I said I wanted her to wait she just said "CRAP!" I should've known I was being taken right then! But like a dummy I sent the $1500. Three days later I asked for some updated photos, she sent me a couple videos and a photo. THERE WAS THE SHORT TAIL WITH A KINK AND IT'S CROOKED!! As a Breeder, and purchasing her for that purpose, I cannot ethically breed or can I show this puppy with her tail, especially if it WASN'T DOCKED by the breeder or a vet.
When I originally asked Shanna about the tail being docked she should have been more forthcoming with information about what had happened to it. I have asked her about the tail after seeing the photos. Shanna gets angry, she wants me to say if I want the puppy or not right now. No, I want answers, I researched the Stud to the puppy and he also has a kink in his tail! Coincidence or Genetic? I can't take that chance, especially since Shanna knew the purposes of why I was getting this puppy. I have tried to reason with her, and ask for my money back, she refuses. She stated she would take $200 off of the price and sell her to us as a pet for $2300. We didn't agree to a pet. We agreed to a Breeder.
Shanna has an ad running for a male and female Dane now. I asked her if we could trade our female for that one, she told me no, because it's not for sale. She has it listed right now, but it's not for sale? I told Shanna that I felt like I was misled into buying a puppy I cannot ethically breed, she'll just ask "Do you want her or not???" I did go to my Veterinarian I use regularly, I also use her as a reference for my puppies. I would NEVER sell anyone or mislead my clients about my puppies. My vet does believe that the tail on the puppy is genetic, especially since the Studs tail is similar. And the puppy was born with the short, kink in her tail that she has. I did receive an x-ray of the Studs tail, but not the doctor's notes on the tail. To conclude:
1. Shanna ** offers a Health Guarantee, I would literally hate for anything to happen to a puppy that someone already has in their possessions. She still has ours, it's only 6 weeks old!2. I feel I was pushed into using the Friends and Family, all because I mentioned the insurance. By Law breeding and "Selling Animals" is selling "Goods"!
3. Also Shanna hid the tail from me until she could "VERIFY" the funds I sent to her. Then she sent the photos of the puppy showing her crooked tail.

I was sending money to a friend of $400 and used the wrong number to send it to. That person instantly accepted my money and there was no way to cancel it. I opened a dispute but PayPal dismissed and erased my notes, and closed the case. Tried calling using the phone number and all it did was redirect me to the website. Is there anyone I can speak to?

Took money for goods that were not delivered to my address but to another address in another county but because tracking shows it was delivered there is no refund and no way to appeal. Paypal's money back guarantee is worth very little.

Paypal has immense problems processing cross border transactions. They have failed 11 of 14 transactions. Average resolution of first 10 issues; was 6 days and 5.5 hours on the phone. The last problem they created has snowballed to 18 transaction issues. Paypal has admitted their negligence and have 'stolen' over $10,000.00 from myself and two suppliers. They froze all of our accounts and have refused all requests to resolve. To date over 95 hours on the phone since the first unresolved issue going back to Sept. 13th, 2016.
Paypal have repeated lied to us about promised call backs (47 lies! No one ever called back). Paypal admitted that their unauthorized transactions are deemed FRAUD. PayPal made multiple unauthorized transactions on our accounts. They say that everything is fixed - yet we have lost our money. AND... nothing works yet.
Paypal is a CROOKED morally corrupt and unethical company. They promote a culture of LYING and theft. They have taken unauthorized "FEES" from our accounts to correct their own mistakes. Stay tuned. We are taking Paypal to small claims court to recover damages and publish their illegal actions so the world can see how crooked and dishonest the executives are.

I have a 100% perfect rating with eBay, spent a lot of money in past 2 years and a Seller screwed up the transaction and then used Amazon to fulfill the order costing more, etc. eBay was a total joke and sided with the Seller who already has a bunch of similar complaints for the past 30 days! I contacted PayPal regarding a $10.15 return label charge for a $26 book order that the seller messed up on resulting in 2 book orders canceled, etc. eBay did not explain or inform me I would be paying this outrageous return fee on top of all the BS with the Seller! USE Amazon, they are very fair with their customers, always resolve the issue and don't RIP off their customer!! PAYPAL resolution's investigation of my unauthorized charge was a complete JOKE and obviously they support eBay over YOU!
It was not the $10.15 charge, but the PRINCIPLE of the entire transaction starting with eBay and ending with PayPal. After contacting PayPal and explaining the entire ordeal in detail and offering email communication with the Seller and eBay to support my complaint, they never even bothered asking me for it. Their decision was in favor of eBay. WHAT DO WE NEED PAYPAL FOR ANYWAYS, SO THEY CAN USE YOUR CREDIT CARD TO MAKE MONEY ON MERCHANTS! Don't use PayPal, use your credit card and then if you have a problem, at least you can really DISPUTE the transaction with your creditor which is on your side!

I have a friend who received a statement last May from PayPal in the amount of $39.00, but with no explanation of what the charge was for. He tried to contact PayPal via their website and also by phone in hopes of getting an answer concerning this charge. No such luck. Meanwhile, late fees are accruing on this account, which was closed at his request. His last statement on November 3, 2016 was $158.00 with the threat of outside collections action. Why is PayPal unable (or unwilling) to provide itemized statements? After witnessing the frustration my friend is going through, I finally wrote them a very nasty, demanding letter telling them to research his account thoroughly and find where the original charge came from. We are not holding our breath.

I've been a Paypal member for a long time. My account is in good standing as both a buyer and a seller. Last month, I placed an order with a company I have done business with before. However, there was a problem with my order so I canceled it with the intention of placing the correct order afterward. Paypal is supposed to hold refunds for 3-5 days. Mine Sat for over two weeks before I lost patience and contacted them.
Initially, they were very helpful. I was told there was a "glitch" with the refund system and that they would credit my account with the held amount. Once my refund cleared, they would withdraw the account credit so that we were even. However, they also warned me that if I were to spend the credit my account might go into the red.
The credit was placed in my account. I opted not to spend it so I just let it sit while I waited. Unfortunately, the credit was prematurely withdrawn and my original refund still showed as pending. I contacted the support team again with my concerns. I was given yet another credit, even after I told customer service that all I wanted to know was when I could expect my funds to clear. This time a supervisor contacted me and I was told this credit was a permanent payment to make up for the pending refund.
On December 18th, nearly a month after my refund was placed into pending, the second credit (the one that was supposed to be a permanent reimbursement) was again pulled from my account. On the same day, I received a generic email from Paypal saying the recent problems with refunds was corrected and that the funds would all be released soon. This has not happened yet. As of now, my account still simply shows my refund as pending.
At this point I am frustrated. This has been a huge inconvenience. The support team has been unreliable and all I want is my refund. I don't want account credits because I don't want to risk them being pulled again without warning and having my account go into a negative balance. I originally paid with a Paypal balance, so I don't understand why this is taking so long.

I have been a PayPal user for more than a decade and after this time faced what I found an inadmissible behavior. One year ago I paid for a host provider service, which actually turned out to be useless in a matter that I wouldn't renew it in any way. Last week PayPal informed me that I had authorized a periodic payment. Anyway, I know we ought to be the first carers of our self, but I just wonder if it wouldn't be much more honest from PayPal instead of giving me notice of something already done to give me notice of something to happen? I actually disregarded somehow to whom I was trusting my credit card. Upon call PayPal turned out that most conveniently they only had six month of history of my account. How weird is that? In the end it seems we can I have a billing agreement (whatever this means) for a service we neither get or which for, just because we trust PayPal our credit card info and nothing else matters. Watch out.

PayPal is the worst and I am initiating a class action lawsuit. The resolution center is a joke and has no bearing on justice. Please save yourself the aggravation and time of even trying to respond to a claim as it simply DOES NOT WORK regardless of what kind of strong evidence you may have.

For days now their withdrawal has been broken - telling me "Sorry, we're not able to process your request. Please try again later." So I waited days and I am still getting "Sorry, we're not able to process your request. Please try again later." when I try to withdraw. And what is this certification? Consumer Affairs forced me to check that "I have no personal or business relationship with this organization" in order to post this review but that is false. It's PayPal... of course I have a relationship with them (all account owners do). This is notice to Consumer Affairs that I do have a relationship with PayPal so ignore the ridiculous forced certification that I was forced to check.

If you want to be scammed, use PayPal. This is the company which keep supporting the online fraud and scam. Whenever the buyer send money via PayPal and claim the charge back, you will lose the case and money. The PayPal will charge another $20 charge back fee from the sellers. The PayPal will try its best to lose the case for the seller, since there is another $20 profit for the company! The company says they are verifying the credit card and bank account, but this is **. Please tell me how come there is unauthorized transaction after the credit card has been verified. Stop using this ripoff company. You will end up losing money!!!

PayPal advertised that they are a safety deposit box etc! They are by far the Worst!!! My Bank charge me 2 insufficient funds fee because of them!!! Spoke to a "supervisor", she was absolutely no help!!! The worst customer experience I have ever experienced. I will make it an effort to let everyone know how unprofessional these people are!!! I found what was supposed to be a good (I found this was a lie) security software for my computer. I also found out later, after I paid, this company is based in Bosnia. The advertisement claimed I would receive the software immediately upon receiving payment VIA PayPal, this was also a lie. Five days later, I receive an email from the software company with my links to the download for my computer security software, and it was labeled "gaming software". I did not order gaming software. I ordered Firewall, Anti- Malware, Adware Blocking, Virus blocking/removal, etc. To top it off, none of the links (click here) buttons would respond to my attempts to download. I contact PayPal concerning my negative experience with the software I purchased from the Bosnian shyster company that sends email links that do not function as I was led to believe they would function.
PayPal claimed they would contact the seller to get my refund. What? All of a sudden it is not part of the agreement with PayPal, it is based on whether or not the seller wants to refund my money, and it is PayPal of Bosnia that is in charge of my claim. I was never informed during the purchase that I was paying any company outside of the U.S.A. because I was using USD currency. It was requested of me to send several documents of which I had none of.
Where do I get links to send, consisting of "gaming platform" (still this gaming keeps popping up), links to a site that had the nonfunctional links (?) how do I send a link of a nonfunctional link that was part of an email (Which I did forward the dysfunctional email link), and how does a person send a link from who it was that informed me about this shyster company, when it was a local computer store that gave me the information (and nothing on their site has any information about good products they recommend)? PayPal denied my refund request from a dysfunctional software company with reasoning based on my claim of a bad email with dysfunctional links, though their reason was the company had advertised a product accurately. Again, WHAT? How does PayPal know if the way this company advertised anything was accurate or not if in fact PayPal never received what I received?
PayPal does not want to issue refunds based on the fact PayPal does not get paid unless their selling customer gets paid. Very easy to read this reasoning as to why PayPal decides in favor of sellers, regardless how good or bad a seller's product is, COMPLETE SCAM BY PAYPAL!!! And this is not the first time I have had a bad experience with PayPal, and as well, I have known many people who have had equally bad or worse experiences with PayPal. The name of PayPal is very misleading, it should be Paynotpal!!! And by the way, the shyster software company is "Bitdefender", based in Bosnia.

I'm so disgusted with PayPal. PayPal policies, rules and regulations are completely and utterly set up one-sided for buyers and buyers only. I've dealt with PayPal since last year till now. I sell collectible toys on eBay, once you start as a seller PayPal have this policy to protect the buyer from the start. Once you sell an item you are not allowed access to your funds. Instead they're put in a pending balance which will clear your money within 21 days of the purchase or if the item has a tracking number and can show delivery you might get that withheld money released. In other words when you sell an item the buyer received the item can have the item for awhile but yet you who sold the item are not allowed to have your money until PayPal feels like releasing your money.
The funny part is that PayPal literally takes their fee out of the pending money (your money) that you yet can have access to? This is completely unfair to seller. Once you complete this probationary period supposedly from this point on your money is in your account the date the buyer purchased item. Funny things is I went through that process and finally got past the 3month waiting period, but then I stop selling stuff for a while and when I did start again sell a few months later I had to go through the probation period again. Which I'm dealing with now. Recently some money from an item I sold almost 2 weeks ago was finally cleared. I then transferred the money to my bank account. Here is when the funny stuff PayPal does caught my attention.
According to PayPal policy depending on your bank or Familiarity to said bank it can transfer your funds within 3-5 more days or if your account as been active you can get that transfer faster, within one day as long as transfer is before 3pm your funds will be there next day. PayPal literally has a payout time chart you can see. Either way I transfer money to my bank which normally is there by the next morning, but to my Dismay it wasn't there. So I called PayPal and was told there was a glitch and that the transfer would be reserved and that I had to transfer it again. After doing so I was informed my money would be in my account the next day, well today being the next day and my money was and transfer and still pending said password.
Again I spoke to a supervisor named Elijah and he basically told me I had to wait for my money to transfer to my bank, that it was out of his control. And that all he could tell me was that maybe Friday it would be in my account? What? So I have to literally wait another week to get MY money because PayPal feel like it? How is it that this company is allowed to practice politics that a normal business would get sued for. I will no longer use PayPal ever again. Once I get all my money from PayPal I will close and delete my account. Scammers, Ponzi schemers, who has the government allowed the to operate like this.

Started getting spam email from them, tried to unsubscribe and didn't work. Called them to get it stopped and they wanted more personal info, and told me I had an account. Said the only way to get rid of it was to give them info about the account, which I don't have. Not giving them MORE info... No way. They really suck.

I purchased what I thought was a turnkey website on 12/5/2016 from ABC Design Studio. After I purchased it they asked me for my GoDaddy password. That made me uncomfortable. I visited the site and the links were not working. The website was not complete. I made a complaint and was told that I would not be granted a full refund. I will be escalating this on all levels that are available to me. Even to the point of making a claim in court if it goes that far. This is ridiculous! Where is the protection for the buyer.

I have tried to make a large payment through Paypal. As expected they blocked it. Unfortunately instead of explaining why they just asked to call them. I called and had to wait 3+ hours to finally talk to someone, who told me that my payment was larger than usual. My payment is indeed larger than usual, so I asked if the restriction could be lifted. My interlocutor was clearly clueless about how to resolve the problem, and gave me a solution that had no chance to work before hanging up. I called again, had to wait 30 minutes on the line before talking to someone who tried several "adjustment to my account" with no further explanations, and finally told me that he made one last "adjustment" but I had to wait a few hours (was it a way to get rid of me?).
I waited and the solution did not work. What happened is that Paypal decided to block my account. At this point I can't do anything. The resolution center is blocked too. The other person is still waiting to get paid, and we are working towards another solution. So to both merchants and users, please avoid PayPal. It is a piece of junk software and just a pain for everyone involved.

So I called PayPal and asked them if I could create a new account when I was 18. They replied yes and so I did. Within 2-3 days of me having the account it was limited again. PayPal PERMANENTLY limited my account so I phoned them. I asked them why and they could not explain why my account was limited in the first place. I asked to speak to the complaints team over the phone and they said that because I wasn't a PayPal customer anymore I couldn't speak to the complaints team. Absolutely shocking experience.

PayPal withdrew an amount from me twice, which has led my account to have a negative balance. When I called they have acknowledge that they have done so. To make matters worse, they have limited my account claiming that it's linked to another account with a negative balance! Almost 1 month later, no one has called to follow up on this issue, nor have they refunded MY money! They are CROOKS!

I am in US as a visitor. I don't work nor have a Social Security Number. Only after I have decided on selling a product on eBay and ship the product, PayPal created a limitation on my account and is holding my funds. It asks for a copy of my SSN. I have already send my visa and all the other documents, but they still hasn't lift my limitation. PayPal shouldn't have approved the transaction if it was not sure I was able to receive the payment. Now the product is sold and delivered and I cannot access my payment. Need a solution. I cannot provide a SSN nor I can have the product I sold back. Does it makes PP a robber, stealing my property? Hope to have it sorted soon!

THIEVES!!! FRAUD!!! KOCONUT DESIGNS AKA Sandra **. I purchased Tory Burch flats from a seller (koconuthead) & rubber soles were severely worn down. Of course the seller "Koconut designs" aka Sandra ** DID NOT depict pictures of how badly worn down rubber soles were. I contacted seller and her response, "I'm sorry that you are dissatisfied with your purchase, however I listed the correct details on this item as well as posting pictures of the soles of the shoes for your inspection and approval. When the shoes left my possession the sole weren't worn or damaged. The shoes were not new, but in great condition."
Of course she did not take responsibility for sending me proper depiction of Tory Burch flats. I sent product back to seller at my own cost!! After a couple of weeks she sent me refund of $60.95. I called Paypal to guide me on how to retrieve my refund of $60.95. The incompetent service rep had me refund $60.95 back to seller!!! Paypal is NOT taking responsibility for their incompetence. I am NOW out of $60.95 & Tory Burch flats. Paypal advised me to contact seller which I have over 10 times NOW and of course NO response!!! Paypal will NOT assist me because "I have already opened a claim"??? Makes NO sense!!!

PayPal nearly forced my business to go under the moment they placed a limitation without justified reasoning and denied my appeals. Been with PayPal for over 5 years, yet that doesn't seem to be a good reason for being kicked to the curb by them. I resolved all customer complaints, handled disputes and chargebacks according to their policies, but apparently that wasn't enough. Not only did my business go under, they cost me my clients, my home and many of my assets I built up. I had to start from the bottom up again and it wasn't easy. This is why I enlisted the help of Auction Assistance to assist me in getting back on PayPal to start all over again. Don't make the same mistake and be naive like I was. PayPal can and will limit your account at some point or another. Be prepared or risk losing your business.

For some reason I was billed twice on PayPal for a payment to Canada Post for postage. The standard "resolution center" stated that postal disputes were not their mandate. This appeared in a box which directed me to use the "Contact us" to get to the Help Center and select the topic as "Seller Tools". then select "Online Shipping". Of course, an hour of searching never did reveal these boxes. I tried the phone number but only got an automated voice which refused to understand my voiced replies of "yes" or "no"? Pretty simple words, even for a computerized answering machine eh? So here I am out a double payment to Canada Post and no way to get any response or speak to someone at PayPal. Very frustrating! I see I'm not the first with this problem, and I'm sure I won't be the last.

I am writing this "complaint" review mainly as a last resort to in hope a conscientious employee at PayPal will read it and hopefully help resolve my problem. My issue is that I bid on an eBay item and won. I received an email that I had won and immediately released my payment via PayPal on 11-16-2016. Two days later I sent an email to the seller asking him when he was going to ship the item I purchased. No response. The next day, 11-19-2016 I emailed the seller another email stating that if he was not going to ship my purchase to please give me a "refund". I received an email from PayPal that the seller had given me a refund. I again wrote the seller asking him if he would please inquire with his bank what the problem was with his refund to me. Again, I was ignored by the eBay seller.
After waiting the 3-5 business days [as of this writing, this is the 9th business day] my refund is still in a "pending" status. I tried to resolve my problem by contacting PayPal 4 times via email and the customer service representative consistently replied to me with "prepared" responses that were totally irrelevant to my inquiries as though she could not comprehend anything I had written in my email.
I tried to reach customer service through their ineffective "bells and whistles" phone service and stupidly waited for an hour, twice, to get through. The other times I tried to get through on the phone in Palo Alto, California I was prompted to leave a name and call back number if I did not want to wait in the queue for a phone representative. Each time [3 times] I chose that option no one ever got back to me.
I finally got through to a service representative whom I explained my situation to. She gave me the same information I had gotten via email from PayPal: to wait 3-5 business days. I told her that it was already day 7. She told me to wait 2 more days and I did and my refund is still "pending". I am thoroughly frustrated by this situation with PayPal, particularly since I have been a member since 2001. The lack of employee professionalism and inordinate amounts of wait time on the phone is thoroughly disgusting. This is no way for your company to do business Mr. Schulman [CEO of PayPal].

Purchased an iPhone 6s Dec 2015 on eBay. 10 min. later saw the seller had the same phone different color $30 cheaper. Asked seller if I could cancel first purchase and buy the other. Seller says no problem just cancel through eBay first. Did as he said then purchased the other. Two months later I'm still trying to retrieve my first purchase of $609.00. Seller has said he notified PayPal so I dispute on my credit card.
Citi takes $609.00 off my card then contacts PayPal. PayPal gives Citi the tracking number for the second purchase of $579.00. and tells them it's a good purchase. Citi puts the $609. Charge back on my card and the eBay seller (iPhone seller) keeps all my money. I go back to eBay and say I need to talk to PayPal. PayPal puts me off by reviewing it for three months then goes nothing more. Tells me I need to take it up with my credit card co. Citi based their decision on false info that PayPal gave them. Not happy with any three of these businesses.

The return shipping refund is a scam. They don't want to refund you your shipping fee. Be careful. And PayPal will not help assist with any refund issues with Telus International. The program is a scam and backed by PayPal. Unbelievable customer service from both parties.

On November 15th, 2016 I made a purchase on eBay from Red Dot Liquidators. This merchant was selling a product that they did not have in stock so they refunded my money on the 16th. Those funds have been pended ever since. I have emailed PayPal twice with no response and called three times. The third time I called, after being kept on hold for 20 minutes, I was transferred to a supervisor, Jerry - emp # **. I explained to him that my emails were never responded to and that the customer service reps I spoke to said they were placing tracers on the pend but in fact did nothing.
He said he "would give me a temporary credit but if the problem was not resolved in 30 days the funds would be taken from my account again"! I explained to him that this was totally unacceptable. My cash had been with PayPal for 13 days for a product that was never in stock. He should be empowered to correct the problem rather than just patch it. He was totally at a loss for words.

I accidentally made a double payment via PayPal for some software. I worked for over an hour trying to figure out how to rectify this (get one payment back). It was totally impossible to send the company an email! I finally contacted a woman whom I could not understand. I’ve been told that PayPal, being an extremely cheap company, has employees in foreign companies to handle calls. They must also be using cheap phone lines, which makes understanding anyone even more difficult. After much trying I got it across that I wanted to speak to a supervisor. My contact left the line, finally came back and said she "was unable to find anyone"! That was the end of that!
It’s pretty obvious that PayPal isn’t interested in providing an easy way to make contact and resolve problems. I’ll stick with American Express - by far the best credit card company I’ve ever worked with! If you need help they’re always right there! If you need help from PayPal nobody is there! My loss; a lesson well learned! Don’t let it happen to you!

It happens that I bought a phone from eBay (so silly idea) and I paid with my PayPal account. After a month and a half my phone stop working (no service). I found out that the seller reported the phone as stolen so the provider blocked the phone. Ebay didn't take care of it telling me it is pass 30 days so offering me contact PayPal. HUH GOOD LUCK. They said they will take care asking me to upload information of dispute center. I did, no answer from PayPal. Call them 10 times, same thing, asking for more information. Long story short I was back and forth for about one month. Eventually they send me email that I will not get refund cause seller describe that this phone is stolen. HUH, are you serious?
I call them, they said "It was big mistake sorry, sorry. We will fix it." Next day they send me email that I will not get refund cause I didn't present them with information. HUHHHH, are you guys nuts or stupid? How you make discussion first time without having information from my side? So I contact my bank and I got refund. Never will do business with PayPal.

Recently I had my Paypal account hacked. Within the space of 1/2 an hour a fraudulent transaction occurred. I received email confirmation of that transaction, email of account details being changed, password changed and finally email informing me my account had been closed. I emailed them immediately to inform them. Received generic response blah, blah, after four emails 4 generic responses no action. I am still to receive any communication from them. Between emails I attempted to contact them multiple times by phone, of course, no one answers the phone. Paypal is a corrupt organization. I believe they are probably getting a slice of the action from the scammers. If I could rate them -5 stars I would. The guidelines prevent me from recording my real feelings. ;)

I sold an item through eBay in August. Payment was made through PayPal. The buyer collected the item to his complete satisfaction. In October, the buyer "forgot" he had made such a purchase when checking his bank account, and reported the transaction to his bank and Paypal as "Transaction Not Recognised", leaving me with a negative credit, a dispute to resolve with Paypal's inept Customer Service Department, and a lot of time, effort and anxiety spent trying to explain that I was the victim in this case.
I have reported the issue to the Police as Fraud. Now, I am even being charged by Paypal a fee to pay for administration of this issue, for which they are part responsible as well as the buyer. I have sent numerous emails and made several phone calls to Paypal. I have made a formal complaint to Paypal about the way they have handled this problem and the way I have been treated, but Paypal does not acknowledge my complaint, it does not appear in my activity or summary on my account.
After spending 5 minutes on hold and 20 minutes trying to explain the issue on the phone to a Customer Advisor, explaining that I wanted to file a formal complaint about Paypal on the phone at that very moment, I was shouted at and told that I could not make a formal complaint by phone. I am 100% sure that is illegal. I requested that a record of the conversation of me making a formal complaint to Paypal appears in my Summary and Activity and that Paypal acknowledges my complaint against them.
At this point, I was shouted at, treated with contempt and disrespect and told that, that was never going to happen. I requested to speak with a Senior Manager and was put on hold, only to be told no one was available. I am now waiting and waiting to hear from Paypal. I want to close my account and I am not allowed to do so either. I will advise everyone to never use Paypal. Pay directly by credit card and you will be protected, without any intermediaries charging you fees, not investigating the matters properly and treating you like a criminal when you are the victim.

We placed an order on 11/19 and used PayPal as a payment method. For some reason the address on PayPal has an old apartment number so we contacted someone (her name was Joanne) within 5 minutes and asked her to correct but she said that she can't do that so we asked to cancel the order and re-submit. She said no and insisted to use a wrong apartment number. We received an email after 5 calls to their terrible customer service and someone (her name is Julia) sent us the following tracking number UPS Tracking ** and we thought it has been solved but UPS said on their web that the sender asked to return the shipment back. We contacted Paypal and filed a claim and PayPal sent an email to the seller and never replied back. They took the money and never shipped. Contacted customer service and they are horrible. How people like that are doing business in the United States. It's shame!

Can I give no stars? Well I bought the smartphone eBay that Seller does not offer refunds which is fine with me; the issue is that the phone is locked and associated to the prior owner. Seller of course not the original owner. Cannot be used on AT&T nor unlocked. PayPal closed the case in sellers favor saying that I want use the phone in Europe. First, I live in US and use AT&T services so forget the Europe that I will travel to next year- I cannot use this phone in US.
The other concern is that PayPal (they are split from eBay and is separate company) access eBay messages. Is this privacy violation? The customer service center appears now is in Philippines that try to figure what their training material says and keeps repeating "don't worry" and solve nothing. Horror and waste of a time and I no longer care about $62 - it could be hundreds or thousands of purchase... Very shaky 3rd party bankers.

Jazman's Mobile Auto Repair duped me by replacing my old fuel pump with another old one leaving the vehicle with the same problem of lack of acceleration. To the point of leaving me stranded on a dark road the very next night after he worked on the car. He gave me a written 30 Day/1000 Mile Money Back Guarantee of his work. When I was stranded with the identical problem, by text he called me a liar and refused to back his work. I paid $520.53 for this service through PayPal. I sent in a dispute including the receipt that has the warranty, the text that proved that he refused to honor his written Money Back Guarantee, and a sidebar fact that he stole my old fuel pump to refurbish and pass off as new. PayPal GRAVELY disappointed me.
Within a few days, I received an email from PayPal via Brian stating that they could not continue with the dispute without proof of a warranty. Well, I had already sent it by mail, but resent it by email. I also had another local mechanic look at it who said that he could not determine whether the fuel pump as bad without taking it out at, yet, another charge. I could not afford it. He did put in new spark plugs and wires along with the new battery my husband installed. I was sincerely hoping this would be it and I was wrong about the pump being bad. It wasn't. Though it started up great now, it still lost acceleration power while driving just as it had before White worked on it.
I also requested a PayPal phone number to speak directly with a person without automated options in addition to emailing my phone number for them to call me. The request was never addressed. It was made also with Rob and Will as they were the next PayPal reps to contact me on the same thread stating more of the same. Rob also told me to give offer to give the fuel pump back (but not give it back) along with the merchant's response and they could reopen the case. I went a step further and was fine with truly giving the fuel pump back and text the merchant (he refuses to receive my phone calls) to which he replied that he had no intention of taking back the fuel pump and was not going to check on the bad fuel pump he put in my car. This text was sent to PayPal for proof.
I received another email from PayPal stating that they are sorry that I misunderstood (I did not misunderstand anything!) but I would need to do more than offer the fuel pump back. I needed to prove that there was a money back warranty that came directly from the merchant. I had already done that repeatedly. I called them through their automated options and talked with Jessica. She seem to be the only one with a heart and common sense. She said that from her files on November 18, 2016 that the dispute was reopened at 2:55 AM and the decision to honor the chargeback on December 1, 2016 if Diosios Emmanuel White (owner of Jazman's Mobile Auto Repair with the AKA PanAm Mobile Auto Repair on Facebook... One and the same... One man show that pretends to be several different people by referring to himself as 'my techs,' and 'we') did not respond.
Jessica explicitly stated this THREE TIMES during our conversation. I was ok with that decision. It seemed fair enough. Told her I still wanted to talk with the Supervisor of the Dispute Dept, Erin. Erin stated that she was sorry that I misunderstood the recorded phone call with Jessica, but that they could not open the case without the warranty. What???? Erin listened to the recording herself and knew exactly what Jessica said as a PayPal rep. She also knew that the warranty had been submitted multiple times. Erin no longer responds to my email even though the subject heading reads, "Dispute ** ATTN: Erin."
Lastly, I went to my PayPal account to find that not only was no dispute closed, but this case has never been filed as an open case to be closed in the past 15 days! It was never even reported. This is by far the worse "run around to cover my own butt" that I have ever experienced. I don't know what PayPal gain by not honoring valid disputes to their clients, but I intend to find out.

I have an EBay account but do not want a PayPal account. The purchase on Ebay states that you are not required to have a PayPal account in order to purchase. Ebay offers 3 options, one being without having a PayPal account. Despite my contacting EBay with my credit card on the 3-way call, they could not let the transaction ($85.00) go through as PayPal blocks it. When I called PayPal, they demanded personal information even though it was a cash transaction verified by the credit card company. Something is very fishy about the way PayPal is trying to extract personal information on a standard sale and holding it hostage if you do not supply personal information and blocking you. It should be illegal. They also outsource the calls to God knows where. Amazon is SO much better!

PayPal is a scam. Everyone I know complains about PayPal because they hold your money. I took a chance and gave PayPal the opportunity to have my business and just like everyone else said they are terrible. Worst money service I've ever dealt with. If someone sends you $1 be very suspicious. It is a scam what they do is charge you $1 then say they want it back and PayPal charges you $20. So PayPal makes $20 and you lose $20 just because somebody sent you $1. Not to mention the customer service department is terrible. Everyone I spoke to gave me the runaround and nothing was solved. I still don't have my money. If you use PayPal you are a fool. It is not convenient. You're better off just using your bank with a real merchant account.

So at the time PayPal attempted to debit my account I unfortunately had a couple dollars short and the payments bounced. The very next day I realized and they had sent me an email advising me the debit had been unsuccessful and that I need to log-on and top-up my account. So as their email instructed me to I went online and added the amount owing onto the account. PayPal then decided to re-attempt to debit those charges out of my account. Over $900 was now being taken from my bank for PayPal. I realized and rang up to try and get it fixed, asked them to refund my money. I was told by a girl in customer service that I would have to go to my bank and ask them to stop the payment.
So I spoke to my bank, who advised they just needed a fax from PayPal to say it would be ok to cancel the pending charges. I rang back PayPal and read out the email I was given from my bank only to be told they don't do that and I have to wait 3-5 days for it to go in before I can try do anything. So I asked for a manager, I spent (and no it's not an exaggeration) 18 minutes BEGGING to be transferred to a supervisor or manager only to be refused and QUESTIONED. "What do you hope to achieve by that?" was one of the questions, "Why do you want my manager?" was another.
Last time I checked, I as a customer had every right to ask for a manager and not be questioned repeatedly. The money that had been taken was for my car loan repayment which was coming out the next day and I was simply trying to ensure I could get my money back to cover my car loan. The stress I was already going through due to this was extremely heightened after dealing with PayPal.
When the guy finally put me on hold for his manager I had to wait 5 minutes on hold before I got through to her and basically was greeted by a brick wall. Nothing they can do... ever. They don't help people basically even if they are somewhat responsible for sending me an email to add the funds and then also debiting, why do both. I even asked if I could forward the email to the manager who cared not for it because she didn't do that sort of stuff. I rang my bank back who told me again I needed PayPal to send a simple fax through to them and they would have my money to me in 2 hours. I just broke down crying, I was ultimately hitting my head against a brick wall with PayPal. I gave up, I have been left with no food, no petrol, no bill money and no faith in PayPal anymore.

HI, PLS DO NOT USE PAYPAL PAYMENT GATEWAY... WORST CUSTOMER SERVICE AND DO NOT RELEASE PAYMENT ON TIMELY BASIS. I am a merchant with PayPal. I received a payment from one of my customer Mohammed ** on 28th October 2016 with a status as pending. Next day when I checked the status, it still showed as Pending and description from PAYPAL "We've put this payment on hold while we make sure it is in accordance with our Acceptable Use Policy. We'll contact you about this in 24-72 hours." So I waited for someone from PayPal to connect with us as per mentioned by them on their website. NOTE - It states that the payment has been held up by PayPal while they are reviewing it.
Since we did not receive any calls, we tried making multiple calls to understand the issue and every time we are told that the issue is from Customer's end. I have a statement from the customer which shows the payment has gone through. And I kept mentioning the same to their reps however they kept giving me the same parroted response. When I asked why did someone not call us as mentioned on the website and their policy, they had no response and put it on system downtime???
This is not the only nightmare I faced with PayPal. When I called them 2 days back, I spoke to a floor supervisor Krishna who had poor communication skills and was completely arrogant. When I kept asking him to prove that the issue is at customer's end and challenged what he was saying, he used profanity on the call by saying "to hell with you" and disconnected the call. This kind of customer service is completely unacceptable. I feel like discontinuing my account with PayPal for providing such horrible customer service. Appreciate someone looking into this AND CALLING ME TO DISCUSS WHERE MY MONEY IS. Amount - USD 230.

Simply AU$67 transaction 2nd Nov. They take their fees. I still ship goods within 48 hours received by 8th, yet I have to wait until 17th to get my money then wait another 3-5 business days to get it from the bank. Are you kidding, that's best part of 3 weeks. What am I in the A/R business? Really in contract law a bilateral contract requires an offer and acceptance. Well surely acceptance in this case constitutes payment, not for me to have to wait when the goods have been received accepted and met with the obligations and representation of the standard of that good.
Further to this is the issue that how many millions are PayPal making off the float of the money they hold... really an unscrupulous company I will not deal with again. I have been buying on eBay for 2 decades and just now have taken to selling but if this is all you can use rather than direct bank transfer well they too lose out. I always pay promptly 100% positive feedback and also on Gumtree and yet I don't meet PP exacting standards of the number of transactions within a specific period or amount sold; what a load of bollocks. It's a rip-off and a scam.

Someone sent me money through PayPal and I linked my bank. They made two small deposits that I was unaware of and caused my account to go into overdraft. Now the money that was sent is missing and I can't find it. The bank doesn't have a clue and all I can think is for a business that's supposed to help with convenience is a total headache. I will never use this service again.

Online purchase - I purchased an item (s) from a merchant in China. A month passed and I did not received the Item. Since I used Paypal to pay I contacted them get in touch with the merchant. The Paypal agent said it has been delivered successfully, but if I did not receive the package I can ask my neighbours if a package was accidentally delivered to them. I did not know this is what they call buyer protection.

This scammer "Huy **" randomly sent me a $1, yes, one dollar, payment using our website. Being suspicious, we contacted Paypal. Nothing happened, so we ignored the payment. After a month, Huy ** initiated the charge back. We told Paypal that we didn't know this guy, and he sent us $1. If he wants the money back, just give him back the money.
The Paypal told us that we can keep the money until the dispute is resolved. We told Paypal just pay him back the money. Nothing happened. Lo and behold, after another month, Huy **'s credit card company made a decision to charge back the $1, and there was nothing Paypal could do; and Paypal charged us additional $20. So Paypal let this scammer's credit card company make $20 off of Zero investment using this chargeback scam. Paypal is a joke of seller protection.

I have been a member of Paypal for some years and always assumed that they would cover me if transactions went wrong. In the last few weeks I have been thoroughly disillusioned with them and their service. Firstly they made two payments for the same transaction and put the onus on me to retrieve the money. The supplier paid the money back to Paypal but I have to wait for over a week to get my money back. It was their fault that this extra payment was made but they tried to blame me.
Also I placed an order for a PC battery online and paid through Paypal. The battery was faulty and eventually they managed to get the supplier to respond. The outcome is that I will get my refund if I pay for the return postage so I will be out of pocket. Also I purchased Bitdefender anti virus online and paid through Paypal. The software would not install correctly and after wasting hours and countless phone calls I gave it up and asked for a refund. Bitdefender are not cooperating but Paypal say that because the software was supplied even though it was useless they can't consider a claim. Paypal are alright when things are going OK but hard luck if you have a problem. When some outstanding transactions have completed I shall be closing my Paypal account.

I just had a very displeasing bank attack. I got charged $143.08 on my debit card that I did not authorize. I was even more displeased when I saw it was only charged to my bank, and not my PayPal account to I could claim to get refunded that way. But after a few calls to my bank to shut down further purchases to my card, and a call to PayPal, everything *seems* to be resolved at the moment, we'll just have to wait and see. Paypal, you need to protect your user's information better, otherwise you will just keep on losing people that are willing to deal with this kind of ** and unfair seller/buyer claims.

It's sad that I cannot spend $500 of my money without complications. I made an error when buying something on eBay by not choosing the credit card that I wanted to use. Unfortunately they debited my bank account. When I spoke to more than 4 supervisors there is no way to credit that account and debit the credit card I want to use to begin with. Sure, I made a mistake. We can put a man on the moon but this company cannot correct this? Any moron knows that they can. They would rather spend the time provoking the situation than fix it. I was given a refund and instead of putting the money back on my card they sent me a check that I have to pay a fee to receive. My whole experience with PayPal has been a total nightmare. First they told me they couldn't help me with my refund to contact the other company and they are the one who took the money off my card and was no help in me receiving the refund they owed me. I would not recommend this lazy poor customer service, no care for their customer's company to anyone.

I buy stuff w/ Paypal credit all the time but now I'm very, very wary. I recently made a large order from different buyers with paypal credit, but one one of them mysteriously was charged thru my bank account, but not the other orders... causing me overdraft fees because I had no money in that account. I actually came here and read all the comments first, taking one person's advice to not have any money in your bank when using paypal credit so you wouldn't get charged "accidentally" and get fees... nope! Paypal STILL went into my empty account and made me get fees w/out my authorization!
I filed a dispute w/ them and am crossing my fingers that it will work out but I'm not sure knowing them... I also am trying to remove my bank completely, I just don't want them having access to my account. This is the 3rd time they did this to me... but no they are not letting me remove my account and I think it may be near impossible to do so. Tomorrow I'm closing my account and opening a new one just so I won't have to deal w/ these shady-ass people anymore. And my bank is no better since they let paypal just keep taking money out even when I specifically asked them not to! Of course not. That's how they make their money w/ overdraft fees!

On Monday, 11/1/16 I placed an order with a merchant who only uses PayPal. Within 30 mins. I had buyer's remorse and immediately called PayPal to cancel the transaction. They informed me they would contact the merchant on my behalf and that I should hear back within 24-48 hours. It's been 5 days and my funds are still be "verified" which means this money is being held and is unavailable to me. I called again this morning only to be told again that the transaction was basically in the hands of the merchant, so the funds could be held indefinitely. It's only $102 but it's like $102k to me. I am working poor and this situation causes a hardship.

I had a $100 balance with PayPal on 09/27/2016. I attempted to get the account linked to my bank for weeks with and without the aid of customer support. I eventually got the funds on 11/2/2016. On-line, PayPal promises the fund to be available within one day. So... how is it that my funds were not available for five weeks?

Beware!!! I am a business owner of many years. I currently use credit card processing companies. I unfortunately tried PayPal in the field. I was a brand new customer of PayPal swipe. First 2 days using I processed 1700.00 in cards. PayPal is holding 1200.00 of it for thirty days. No reason given, just said it was company policy. I spent 2 days trying to resolve this with no success. I have removed them from my website as a payment option for my customers. And will have to wait until November 29 to receive my 1200.00. No credit card processing I know of does this. I have used Square and Intuit for years, never has this happened. Again beware!!!

I am a slow learner, I'm sorry to say. A couple of years ago, my bank account was debited by PayPal for $700 or so. I contacted them for an explanation. They said, and I quote "We will credit your account." I received NO EXPLANATION WHATSOEVER as to why the money was stolen from my bank account (which I foolishly linked to my PayPal account). Approximately TWO WEEKS later the money showed up in my account. At no time was I given any explanation whatsoever as to why this happened, and the $100 or so in overdraft fees I paid were not addressed. Once again, this time fortunately for only $15.00 charged to me by Jonathan **, I have nothing to show for my payment. I cannot believe PayPal is still permitted to exist.

We purchased a roundtrip airline ticket for a prospective employee. PayPal showed a transaction number and a statement saying the funds had been transferred to the airline. At airport check-in the ticket holder was told by the airline that the payment had been rejected. After 2 1/2 hours on the telephone with our credit card company, PayPal, and the airline, the PayPal rep admitted that they had received an email from the airline wanting to confirm our address, and PayPal just never bothered to respond, never sent an email to us, nothing. The flight was long gone by the time we figured out how PayPal messed up. We requested reimbursement from PayPal for the hotel and car rental that had already been paid for--no response, again. Unbelievable. We will never use PayPal again.

Now that it's possible to fake eBay seller ratings, dishonest dealers like the one I dealt with are no longer detectable. I bought a phone from this scammer and only an empty box was delivered. I refused to take delivery and the seller had me fill in and sign a missing item report. This is so he can claim it on his insurance, but he refused to pass on the claimed refund to me. This means he has been paid twice for the same item, and then if the item was not in the box that left his premises he also gets to sell it again.
I ordered the item to be sent by the eBay International Shipping company to where I was staying in Grenada and paid taxes and import duty in advance, so when the item did not arrive in the country did I get those charges refunded? Of course not. These people are thieves. People should be warned about them. However for people who have already been scammed like I was then appeals to PayPal for a refund will not achieve anything. They appear to have a no refund policy and providing official documents and witness statements had no effect. A consumer should not have to prove their innocence to PayPal's satisfaction as they insist you do. The seller should prove to PayPal you received the item you paid for, and if he can't then PayPal should refund that payment.

I can't believe this company is allowed to operate. I ordered an item on eBay. When it came to payment I was informed the transaction had not gone through. So like anyone would I tried again, and again it did not go through. I considered there was a problem with the seller so changed seller. This time the transaction went through. Or so I thought. I then noticed I have 3 emails. They tell me that all 3 of those transactions are now pending! OK, so I think just cancel two of them and let the third go through. BZzzzt. No chance. Nothing on the emails to say I can do that, just inviting me to log into my PayPal account. BZzzzt. I don't have a PayPal account. I'm a guest account. Nothing to log into.
So I phone PayPal. After spending 3 minutes trying to get past their automated intro I get to a main menu. Finally, after 6 minutes on the phone I get to speak to a human. I tell her what's happened. She puts me through to someone else. He proceeds to call me "Paul". I tell him I want to be addressed as Mr ** as I am a customer not his friend. He continues to call me Paul even going to the trouble to explain to me why he's going to call me Paul. I tell him I want to speak to someone. We go through the usual two step of the "there's no one else to talk to/so you're completely alone in the entire business" dance. He then says "ok". Puts me on hold for 5 minutes and then kills the call.
I phone my CC company and try to get the transactions cancelled that way. Nope. Not that easy anymore. So I go through the CC process. A week later I get a snail mail letter from my CC company asking me for my details. I'm pretty cheesed off by now so I call PayPal again. Another 6 minutes and I finally get to speak to a human. I explain everything again. I get transferred to have the joy of explaining it yet again. The guy on the phone asks if he can put me on hold so he can discuss my case. I think OK, at last. I'm left on hold for about 5 minutes expecting more and more that the phone will go dead. Finally a voice comes on the line and tells me I need to email compliancetransactions@paypal.com. Took him 5 minutes to find an email address.
So I email PayPal. Give them all the details, transactions numbers etc. Nothing. A week goes by I get a response asking me to give them proof of who I am so the transactions can go through! I respond that I won't be sending them any details whatsoever so they can go ahead and cancel the transactions and return the money they took to my CC. A week goes by. Nothing. I phone them again. Prepared for the utter joke which is their automated menu system I get to speak to someone in 3 minutes!! A record I'm sure.
I explain everything to the girl on the phone. Guess what? I get transferred. The next girl reads through my "case history" and then asks if I can be put on hold. I refuse. I tell her all I want is the transactions cancelled. She can't do that. She will get someone to "review" my case. Blah blah blah. End result: one month and two days after attempting to by something on eBay, PayPal still have my money, and my case is being "reviewed" which "I will try my hardest to get sorted today but could take up to 72 hours" which you and I both know doesn't include the weekend, so we're looking another 5 days before I inevitably have to call them back again. WHY ARE THE FINANCIAL REGULATORS ALLOWING PAYPAL TO DO THIS. It's utterly disgraceful.

I will never do business with PayPal again! Upon trying to make a purchase they cancelled it saying that there was a security breach somewhere but couldn't tell me anything about my own account or how to fix it. They "dinked" around to try to find a solution. I have verified my identity numerous times in a variety of ways to suit them and still the problem was not fixed. The customer service is horrible and very unhelpful. I'm cutting ties with them completely. In my opinion, they don't even deserve 1 star.

I paid these people to protect my money. I filed a dispute which they closed arbitrarily and any and all attempts to find out why go unanswered. If you call customer service you get a machine which eventually gets you back to the original main menu. You will NEVER talk to a person. All emails are replied to with a standard form letter which gets you absolutely nowhere. I might as well have given my money to a complete stranger and ask him to deliver it. Now that I think about it, that's what I did. They are completely worthless.

Paypal is illegally holding funds they pulled from our bank account. We want our money refunded back to our Wells Fargo bank account ending in ** for the funds withdrawn in the amount of $1852.82 USD. We also want the amount refunded to our customer that was charged to their credit card in the amount of 1910.50 USD. I want the account limitations removed so I can close my PayPal account.

I am extremely upset and have severed my ties with PayPal. I have been a great merchant and have had absolutely no problems with my clients. I get a email that they PayPal that they did a charge back for 1900.00. I saw the complaint, turned in all my information to the PayPal dispute resolution. I was being scammed by the customer. PayPal sided with the customer. So what happened to me??? They kept the puppy plus got her money back! Clearly that was not fair and they had the puppy over 30 days without communication. I contacted the customer and explained if I didn't get my puppy back I was going forward with other remedies.
My next step was law enforcement and court. The customer then sent me 1900.00 in a money order and have not heard from them again. Seems very strange to me! PayPal also charged me a charge back fee of 40.00. PayPal got paid no matter what! I don't want to be with a company that doesn't help me. I no longer use them, I just gave myself a raise. Merchants beware. They love to take your money but will not stand up for you unless you buy their insurance. Hmmm that sounds a bit odd doesn't it.

The reason because after 500 dollars they holding the rest of that money. On top of that they charge me more because I put manually the card information. They have to stop doing this. It's not right.

Hi guys! PayPal is VERY vulnarable for fraud! My story: I posted an ad on Kijiji that I am selling a wedding dress. I got contacted by a buyer who offered to pay via PayPal. I received an email from Service@PayPal.com with transaction ID, that the buyer sent the money but (now I copy/paste): 'Important Note: This PayPal payment has been deducted from the buyer's account and has been "APPROVED" but will not be credited to your account until the shipment reference/tracking number is sent to us for verification in order to secure both the buyer and the seller.'
PLEASE NOTE: Once the item has been shipped and the tracking number is sent to us for verification, you will receive a "CONFIRMATION EMAIL" from PayPal Team informing you that the Fund has been credited to your account. Thank you for using PayPal!'
PayPal customer service advised to call Canada Post and stop the shipment. Canada Post said, once it's out, they can't stop it. So now I am left without the dress and without money. Where is my fault here? !

After the incorrect account was hit for funds I was hit with a non sufficient funds fee at that bank account. I called to help understand and change the way my accounts were processed and was misinformed resulting in an additional non sufficient charge as my account was hit for the amount once again. I am now out $82 thanks to their horrible customer service this after spending over an hour on the phone.

I was a 1300+ transaction seller over 15 years on Ebay with 100% record. I sold stamps to a buyer in Malaysia. He was a fairly new member of Ebay. He didn't pay for nearly 2 weeks and wouldn't answer my emails. I saw another warning on his timeline from a seller, not to deal with him as he didn't pay. Finally I threatened him with a dispute. He paid the next day. The agreement was ordinary airmail by Australia Post but I suggested he pay a couple of dollars more because his purchase was $128. He never replied.
He was a crook, dead-set, and told Paypal he didn't receive the stamps - the only buyer in 1329 transactions who didn't. All of the others were extremely complimentary about my service and products. I'm sure he did receive them but ignoring my perfect record, Paypal refunded him and charged me for the refund. I refused to pay and now they have put their debt collectors onto me. They are a big bunch of crooks and bullies as far as I'm concerned and I would rather go to jail than pay them a cent. I advise all sellers to leave this company and Ebay ASAP and for God's sake, don't let them have access to your credit card!

I had several purchases from one of which I even asked the seller about the proper size. It was a back belt and I asked if the size was correct on their sizing. He said yes the xl should be the right size as I was going to go a size up as I know chinese have straight waist to hips and if I sat with the belt on it may be too tight. Well I was right so I told the seller hat he refunded me 4 dollars as it would have cost me more than the belt cost to mail it back to him. That was one of them.
Another company zaful is terrible on sizing and no shipping information and received two dresses that were way too small even though according to their sizing was right. NOT. They were good and refunded me. Now Paypal is cutting me off due to too many refunds. Well Paypal and ebay are the same company and refunds are what they espouse they do if not correct merchandise so they are fraudulently misrepresenting themselves as well incorrectly canceling customers for no real good reason. Just too many refunds that is their job... They say!!! Liars. Oh plus some of the things were refunded as they weren't in stock by the Zaful and well.ca. They were quite pleasant about it and apologized for not letting the customer and me know the item wasn't in stock anymore.

I think this is the most impracticable problem I've ever had with a company, and something that should easily be fixable. PayPal is telling me that there is NO WAY to fix my account, to where I can access it, even though they authenticated me over the phone. They say I will have to close my account and open a new one (losing all my good user ratings and history).
I have had a PayPal account for years and have an excellent user rating. I never had a problem before. I recently logged on to buy something (prior to this I hadn't used it in about 6 months-1 year). Everything was fine and I updated my phone number. I then tried to log on a few hours later (on the same computer), and got a message that said there was a suspicious log on a few months back and that I need to verify my account. When I tried to verify my account, it asked to verify through text message, but didn't list any phone numbers (even though I had just updated it). When I tried imputing my phone number (that I know they have on file as my phone number), it came back as not registered to me. There were no options to get around this. It didn't bring up any security questions for me to answer, or any other ways to verify myself as the account holder.
I called PayPal's customer service dept and after trying some things, they said they don't know why it won't let me log on to my account, and that they can't fix it. They said that I would have to close my account and open a whole new one. This is completely ridiculous that I would have to open a new account just because they can't fix their system from putting me in some kind of log in loop. They even verified me via a consumer lookup, where they asked me a bunch of questions, (which I passed), and it still wouldn't let me get on.
The rep said it might have to do with the fact that I was using a new computer to log on to (than the one I used had in the past), or that it was a different phone number than the one I initially made the account with. But that is ridiculous! To say that we can't log in to PayPal from a different computer (most people have a computer, laptop, and a tablet), or ever update our phone number for security reasons (they want us to keep the old one on file)?! And it's not like I had logged on to PayPal from a lot of different computers or updated my phone number a lot. This was the 1st time I updated my phone number (& the # was in my name), and I've only ever logged in from a different computer a few times throughout all the years.
Their security protocols are way too intensive, and invasive, 1st of all. 2nd) There should ALWAYS BE A WAY TO VERIFY YOU ARE THE ACCOUNT HOLDER and access your account. It should be able to be done by yourself on the computer via security questions, etc. But at the very least, you should be able to get it fixed by calling PayPal's Customer Service.
I am never going to use PayPal again. To set up a whole new account is just ridiculous! To spend all that time establishing good reviews and ratings, only to be cut off from your own account for no fault of your own is absurd. There isn't much reason to use PayPal anyways. Most online companies have sufficient security and all credit/debit cards are immune from fraud by your credit card company.

I sold something online and was paid via PayPal. Waited for the payment to clear then I transferred the payment to my bank account. Online it says payment will be available next business day in my account. I call and speak with a representative and he says the payment will not be available for 4 business days. There are no holds or delays on my account. Why is PayPal holding my money for more than a month. I understand that I am a new customer but this is ridiculous. I am closing my PayPal account as soon as my transfer completely clears! Never using PayPal again!

This client Micheal ** (I don't know his original name but an Ethiopian migrant with twisted character) to whom I delivered over 20+ website at very low rates. Couple of weeks back we got into argument & that guy RAISED A DISPUTE on PAYPAL & since I had delivered the website had solid proof - HE COULD NOT CLAIM REFUND. But he opened another DISPUTE THAT WAS of -- 6th June 2016 -- and TODAY HE GOT REFUNDED BY PAYPAL. Now he is THREATENING ME that he wants every penny back all that he paid until date. Tell me. What should I do???Delete Paypal A/c??? (Why Should I???) Or refund him everything that is not 6 months old?

PayPal is fraudulent company to begin with and their resolution center makes unfair decisions. I ordered 9 prints from a website and paid off with PayPal. I only received three and directly spoke to the website's customer service. When they were not able to solve it, I had to dispute it to PayPal and after weeks of inquiry, they were in favor of the seller with no valid reason why the claim was dismissed. No more PayPal in my life!

I purchased and returned an item to an eBay seller who refused me a refund. They said they never received the product. I provided shipping and tracking info to PayPal dispute resolution center and they said my tracking number was invalid which it most certainly was not. USPS confirms all info is accurate on the tracking. I will never use this service again for any transaction over $20 for fear of PayPal not providing buyer protection like they promised. eBay store was portraitp - beware of them as they do not stand behind their products and provide no refunds.

I sold an iPad in September. The buyer asked me to send a PayPal Invoice, which I did. On the 12th September I was due to send the iPad off but couldn't see the money in my account, so called PayPal. The advisor said the money was pending until I put the tracking number on the account and when the buyer gives positive feedback. I explained that I was in great need of the money so the advisor said she would do a review and within 24 hours she would get back to me to tell me when she would release the funds. So I sent the item off. 24 hours later no message so I called again to discover I had been scammed and there was never any money put into my account!
To cut a long story short a month on I am still battling PayPal. They say there is no footprint on my account so I couldn't have called, and when I rang on the 13th I didn't mention my previous call!!! Lovely being called as liar. I have been very ill hence selling my beloved iPad. The buyer is constantly pestering me to send him photos of myself and the police won't do anything and PayPal deny liability. Any suggestions?

I purchased a record from a site called Discogs. They act as a 3rd party venue for sellers to operate from. I ordered a record that shipped from China. I paid $20 for shipping. The record not only took a month and a half to arrive, but it also came damaged. Upon review of the shipping label the seller only paid $1 for shipping. I reached out to the seller to have them reship and they asked for $12 more for shipping. Since they only paid $1 for shipping I was not going to pay more for shipping, especially since it took a month and a half to receive. I asked for a refund and they told me to reach out to PayPal to issue the refund. I reached out to PayPal who opened a claim. Then I receive an email that I have to return the damaged record to the seller. When I went to send it back I found out it would cost me $62 to ship it back. I initially paid $40 for the record and an additional $20 for shipping.
I reached out to the seller and told him it was impossible and they stated that it was PayPal's policy. So I reached back out to PayPal to tell them a return was not possible because it would cost me more than the purchase was worth. The rep said they would arbitrate it and more than likely find this in my favor. He also started that the seller was the one requesting the return, not PayPal, so the seller tried to hide behind a false policy. Then, a week later, I receive notice that my case is being closed because I did not provide a rotten tracking number for the record. I already called and told them I could not provide that information as it would cost me more than the original purchase. I reached out to the seller who is ignoring me, Discogs is saying it is not their problem as they only provide the seller the space to sell and cannot control the seller's behavior. So again I call PayPal to appeal their ruling.
The rep told me my case was closed as I did not provide tracking information in a timely manner. I told them I called to explain why I could not return it already and they said it is not their problem and to contact the seller. So I escalated to the supervisor, who told me the same exact thing. So I escalated to that person's supervisor, who told me it is out of their hands if the seller is requesting a return. And that I need to return the item for a refund, which I again explained that would not be possible.
I asked what is being done to protect the buyer here and he said it wasn't his problem and that is the policy. I told him that there needs to be some kind of protection for buyers in these instances when dealing with disreputable sellers and he stated that has been their policy for the last 10 years. I told him that was a dated policy and poor business model and he simply said, "Is there anything else I can do for you?" I will never again use PayPal, or Discogs as they allow sellers to steal from honest people.

Paypal is a bunch of thieves. They stole $104 out of my checking account, causing me DAILY overdraft fees!!! I am a single mother of 2. I do not have the money to pay for THEM taking money from me unauthorized. When I spoke to a manager... they told me I would have to get a lawyer if wanted it fixed!!! I have had paypal for years. Many years of bad experiences. But this by far is the worse yet!!! This company has turned to **! I will get them paid, (because I am not a thieving piece of ** like them) and then I will never use them again. And if you are smart, you won't either. Save your money and don't let them scam you. PayPal is a necessary evil. It's recognized by consumers and "trusted" overall. However, PayPal is also arrogant and untrustworthy. I authorized payment using my credit card on file, not a debit to my bank account. At around the same time, I received a payment from a client. PayPal deducted the payment that I had authorized for my credit card. The 2 transactions are unrelated - one personal, one business. As stated, the service is a necessary evil, only to be used as a last resort.

I sold the Samsung phone on May 19 2016 and now the buyer claims that there is something wrong with the phone and when I called PayPal that it's been more than 4 months now how can the buyer claims the problem. Now on Sept 29 2016, they says buyer have 180 days to claim and I can understand that but it's 10/5/2016, and PayPal customer care keep saying that they will make decision in 24 to 48 hours every time I called them. It's been 6 days now and they are holding my funds $461 for no reason and the buyer didn't even reply after claiming. I tried complaining to PayPal about this situation but they are not helpful at all. If the buyer was not lying he should have shown some kind of proof by now. In January 2016 My PayPal account was hacked into and I received an email stating I made a purchase to a certain person. When I called PayPal and ask about the purchase they told me it was a purchase overseas and I told them it wasn't me, that I had a charge I didn't recognize, and the customer service guy was arguing with me on the phone saying that I authorized the payment and I yelled at him and said no I did not. I had to call me bank to get my refund.

I emailed this company 3 times and called twice with absolutely no helpful responses and without even being able to talk to an actual human being. I purchased a computer monitor on eBay which turned out to be a fraudulent sale. At first the payment was pending on my account for over 4 weeks, during which I tried 5 times to cancel it and not one person was willing to help me. Now a fraudulent seller has MY money because of PayPal's terrible customer service and worthless purchase protection that is essentially non-existent. Be careful buying anything using PayPal and don't gain a false sense of security due to their "Buyer Protection" because it WILL leave you hung out to dry.

I bought a PayPal cash card to reload to my PayPal account. $500 they locked it up. They said I would have to send driver's license, ss card, copy of card I bought, receipt. All my info now can be exposed to everyone. They said I have to prove my id cause I live in Florida and bought the card in PA. I went to PA for my job. I have no bank up here so I thought the card was a good idea. They said it would take 3 days to prove my id, then they would release the hold on the card. Well I will be home by then. I have been a PayPal customer for 11 years and every time a customer has a issue with a product, they always take the card holder's side. We shipped a engine to a customer who signed off on the engine when it was delivered. The customer calls back a month later and PayPal gave him his money back no questions asked. They said that he claimed the engine was rusty. It sat for a month! Of course rust will set in on a engine that sat for a month. PayPal decided that they would start holding 10% of every transaction we sold for 180 days. I called them and complained, so they shut my account down and they are keeping the $2000 they have on hold for 180 days. This is ** and I highly recommend you stay far away. I moved $1m a year through PayPal and they discarded me like yesterday's garbage.

I helped a friend purchase of furniture. She sent me the money through PayPal since it was faster than mailing a check. I had no idea they can hold funds for 21 days. This was not a business transaction. I was trying to help a friend. I called and spoke to customer service 3 times. Was on hold for over an hour and in the end they said they could not release the funds for 21 days. No matter what I said. I asked to speak with the manager's boss and I was told they would not talk to me cause it would be a waste of their time since there is nothing that can be done. I have two Paypal accounts since 2009. It was a great service if no dispute from any of your customer. However, I have been lost so much money through Paypal due to following cases: 1. With all agreement you signed between you and your customer, Paypal did not even look at it. 2. In all my cases, as long as my customer put a dispute again any payments with us, Paypal always reverse it back to all customer, NO exception. Paypal saying, all these legal docs we signed is only can be used on court, not usable by Paypal.. Please away from Paypal. Please use Popmoney or other means. I have shared many of my bad experiences with Paypal with my Disney Short rental club (less than 100 members for now).

Please extremely careful when you do person to person money transfer. In my case, I made a typo mistake while typing an email address of the person who was supposed to receive money. The money went to other PayPal account holder. PayPal was not helpful in helping me to recover the money. The customer service is useless. Each person will give you different answer. I was able to recover my money after 15 days just because of one good customer service representative. I fully agree and understand, it was my responsibility in not doing a typo mistake. In my case, instead of typing "U", I typed "I". Both "U" and "I" keys are next to each other. These mistakes do happen. I had to spend numerous hours with PayPal but no use. Please be careful while using PayPal. Their customer service is "F" grade.

I hired a web developer and he wanted me to use PayPal to pay for a project. I paid for the custom website plugin and the web developer didn't deliver the plugin. The web developer said to take it up with PayPal so I did. I opened 3 cases against the web developer and PayPal closed the cases and said it wasn't covered under their buyer protection policy. I paid $600 and didn't get anything and PayPal won't help. WATCH OUT FOR PAYPAL.

Last week, Sept 2016, I did a simple transfer to PayPal so I could pay Netflix for my kids. They claim to be easy and fast. Liars should actually describe this company. It is not easy nor fast. They took the cash from my personal account the very next day after I did the transaction. It's a week a later and it's still pending. I messaged them about this and they said they group their transactions together and send them to clearing. Well I don't want to wait for them because they get more money from interest out of it and save money because they group all the transactions together. I expect certain service with you market the ease of using PayPal. So disappointed. Upset kids. And my money is making PayPal money just sitting there while I have to wait. And wait. And wait.
I have learned there are other options now for sending money which tell you straight up before you complete a transaction the fees and how long it will take. When I can mail a letter halfway around the world and it gets there before computers can process a banking transaction, there is a problem! Get with it PayPal! After this transaction goes through, I'm closing the account.

On September 20, 2016 I sent $2,199.94 to a friend. I sent it as a payment so it incurred $64 in fees to my friend for the transaction. Then she got a notice from PayPal stating that she could not get the money for 21 days because of a hold. The money I sent was done as an Instant Transfer and the money was immediately taken from my bank account. Because it was faster to send a check via USPS, I had her refund the money to me on September 20, 2016.
When I checked my PayPal account on September 20th, it states the refund is "pending" deduction from my bank account. However, when I check my bank account online it was deducted the instant I submitted the transaction. I still had to pay my friend the money so yesterday I sent another transaction, via Friends and Family option, and the money was instantly taken from my account. Paypal wanted to put another hold the funds sent, but my friend was able to access 50% of the money on the 21st and then have the remainder available on Friday, September 23rd.
I have attached an image of my bank statement from the 20th showing the deduction from my account. The transaction I did on the 21st was deducted "instantly". On the 21st I spoke to a "Gelani" at Paypal about when I would get my money back. He said that he was submitting the information for review and that I should see the money back in 24-48 hrs. It is now past that. I called again to Paypal, and the person I spoke with kept telling me that the funds had not cleared yet which is a big fat lie! How could they have given my friend 50% of the funds on the 21st if they in fact did not have the money from my account.
This is total scam and I will never use their service if it can be called that again. I they are holding my $2100 just to hold it. I have been with PayPal for at least 10 years - never any issues until I sent this $2100 transaction. I will also be writing the CFPB about them. If they want to call them self a payment method they need to step up their game. Do not send large amounts of money through PayPal. Use Western Union.

I ordered a product from an eBay seller and paid through PayPal. When I received the product it was not as advertised and I used the RETURN LABEL the seller provided in the shipment and filled out the return/refund information on the website. When I contacted the seller to check the status of my refund, they knew nothing about it but said if I could provide return tracking information they would refund my purchase. I explained they would have that information because of the RETURN LABEL they provided. After further discussion, they said they deal with these kinds of issues all the time and would refund my money if I would register my email address with PayPal. I told them my email address was registered with PayPal. They responded that they could not find my address registered with PayPal, could not spend any more time on this, had "to move on", and would not respond to any more emails.
I then contacted eBay, who told me that we were outside their timeframe to deal with this and that I should contact PayPal. PayPal insisted that I provide return tracking information. I told them the seller would have that information because they provided a RETURN LABEL. Even so, PayPal says they are not able to refund my money because they are bound to the user agreement which states that I must provide return tracking information. I say that because the seller provided a RETURN LABEL, we are outside that agreement and PayPal is absolutely able to refund my money.
I have made this complaint to the Consumer Financial Protection Bureau (CFPB) who was not able to resolve this. I have also complained through the Better Business Bureau (BBB), San Jose, whose final review of this issue resulted in them stating the company had addressed all my issues but "the customer was still dissatisfied". Since that statement was made without PayPal ever addressing the issue of the seller providing a RETURN LABEL which would provide the tracking information that is required, it appears that BBB is lazy, incompetent, or more than likely getting a kickback from PayPal for every complaint they blow off and give a final review in PayPal's favor. In fact, the issue PayPal kept sticking to was how frustrating it must be to receive a product that was not what I expected it to be.
They never went beyond that to the issue of the seller's RETURN LABEL. So now, the seller has both the product and my money and I am out both. And both PayPal and eBay acknowledge that a crime such as a scam or fraud has occurred because PayPal suggested that I contact local law enforcement and eBay suggested I contact the FBI. Don't buy anything from telesalesUSA/**, AKA e_pier, and Alicia, Samaria, and Abigail. Don't ever use Paypal or eBay because they not only do not provide customer service, they support and are a part of this scam.

I'm very disappointed with PayPal and they should not be in business at all. I was reading all the negative reviews and my question is why they are still in business. They need to be heavily investigated. The situation that I'm in is that someone put funds into my PayPal account and I was not able to see it in my account nor withdraw it from my account. People meaning workers needed to get paid based on the funds that was sent to me and due to this, they was not able to get paid. I called their customer service only to be told that on their end they was having technical difficulties and I should see the funds in 24 hours. It's still not in my account and these funds was already taken from the bank account from the person who sent me this money.
If PayPal was having technical difficulties or if their system was down, the proper way to do business and keep their customers would be to send out an email to everyone who has PayPal or send a text or call or something so no transactions would be made. This is causing a lot of headaches and it's not fair. I'm still awaiting these funds so those who worked hard can get paid. PayPal isn't doing right by families who has to pay their own bills. Please investigate and shut down this organization. It's not helping. It's hurting.

They put my account on limit/restriction I send them their request documents and they said they couldn't verify my information. Yet a week earlier all my information was verified so when I tried to activate my business card my account got locked in. As a seller you are vulnerable and at the mercy of the buyer. If a buyer requests a refund even without a reason they do not have to send proof or the item back. I had a horrible buyer that harassed me daily after I sold to him. I know better by this point and know I have to "kiss his butt". One day my fiance was hospitalized and I was unable to keep the buyer happy that day. He was nuts. He went to PayPal and told them "item was as described". He didn't even send a complete sentence. I reply the same day it happened with the real story and that I had all proof and copies of the messages that has been sent back and forth through eBay. Overnight they sided with him and took the $350. Which in turn was all I had and caused me to have to leave eBay all together because it broke me. 3 years of 250 listings 100% feedback lost and meant nothing to help my case. I have yet to find the amount of business elsewhere.
The whole experience also ripped my heart out. I send hello kits and donate money. I worked so hard to build what I had. Now my PayPal account is in collections. This isn't the first time this has happened to me but it was never for such a big amount. It is clear that PayPal doesn't even review the case at all. And I don't understand how they are allowed to get away with taking my money without demanding a return or even talking with me further. I did my part and everything that was asked. I contacted by email many times and they never responded to me.

In regards to claim, I wish to file an appeal on the outcome of the claim. Claim state that I claim 179 usd but in claim description I did not claim that but I claimed 135.19 usd in the detailed description of my claim, which are the cost after an watchmaker assessed the damage. I only claimed for the repairs on item 135.19 usd far less than the 179usd PayPal said I claim... And I ask PayPal to send a link to upload pics of damage parts, but PayPal didn't respond to my message, I know PayPal said in its blog there is an upload button but I found none and Paypal did send me a link when I request it in the past. As can be seen the process was not fair and even though I complained in the message centre the full complaint were not considered and neither the fairness of the outcome. I did say and still say that I want to keep the item and let it be repair without sending it up and down from Russia.
As could be seen at the long wait for my item I waited 50 days, which if send up and down for repairs can be 100 days of waiting and I still will incur the cost. I don't wish to return the item since it is not damaged beyond repair. Therefore I ask for PayPal to reevaluate the situation on the description of claim I send in and secondly on the unfair outcome in not taking the whole situation into account. If you still wish me to go the extra mile to make the appeal more formal please send me a link to appeal, since I asked over and over again for such link - more than 7 times, please look into the messages I send after the unfair outcome - but got instead an message back from someone who clearly didn't took the time of reading the essence and the request in my complaint. The PayPal blog also complain that there is no link on the PayPal site for an appeal even though PayPal alleged so.

I spent over an hour trying to talk to a competent human being that was actually listening to me and using their brain to respond instead of reading a teleprompter. That was a fail. I spoke to several reps all of whom were idiots. One asked me if I was racist. lmao I just want to link my debit card account so I can make a payment on my PayPal connect card. I've been trying to do this for 3 months and every month I call and no one can find my account or help me. They keep transferring me to Synchrony Bank and they can't help me. So they transfer me back to PayPal cs. Idiots! They outsource these jobs to some third world country and pay these idiots who barely speak English $5/week ultimately taking away jobs from competent jobs.
Isn't that the whole point of capitalism? The best most qualified person gets the job or money??? Oh but with PayPal a multi billion corporation who outsources everything so they don't pay American people or American taxes and in return provide awful service. I am done with PayPal and the few hundred dollars that I owe them they can sue me for all I care. I have tried for 3 months to pay the damn account off and they won't let me so what am I suppose to do??? I can't talk to anyone who has a brain or knows English and paypal.com will not allow me to add my checking account to make a damn payment. The worst experience ever! STAY AWAY FROM PAYPAL! They are still in business only because of all the interest they earn holding our money. We have 5 payments showing COMPLETED on their end, but more than a week later these funds are still not in our account. The phone number on their website is only contactable Monday to Friday 9 am to 5 pm, while all other banks have a phone number you can contact from 7 am to 10 pm including Saturdays for emergencies! We will cancel our account with them as soon as the funds are received and will DEFINITELY not be dealing with them anymore! Very bad experience. Deal with PayPal at your own risk!

PayPal recently charged me TWELVE TIMES for a single Google Play purchase. When I contacted them about it, every single person I spoke to was rude, unhelpful, and refused to admit even after getting Google on the phone with them that it was a PayPal error. Only after three days of calls and dealing with the rudest customer service representatives I have EVER dealt with did I get to some sort of "conclusion".

PayPal has the habit of withholding money I receive. When I contact them to let them know that I'm unable to transfer the money I received through them to my bank account they tell me that their Engineers are working on the problem. It seems fishy that they have no problem receiving the payment into their account yet transferring the money out is an issue. How is it possible that the issue is always in their favor? I think that they are scam artists who embezzle our money so they can invest it for their benefit. They should not be withholding our money. There is no excuse for that. Something isn't right with this company and I will look for other means to send and receive funds in the future.

The reason for my score of 2 stars instead of 1 star is that I like the IDEA of having a service like PayPal, and I've been fortunate in that I have for the most part not had many problems in my dealings with them since 2003. That said, their customer service in my experience is truly awful, and every time I've needed to deal with them has been a colossal pain in the neck.
I'm currently having issues with Pay After Delivery, which is a service I like having as a safeguard when dealing with merchants that are new to me. I have been a heavy, frequent user of PayPal for nearly 14 years. Never ONCE has PayPal not received their money from me, on time and with no trouble. I've been using PAD for some time now, also with no problems.
But then about a month ago, I paid for something which was supposed to be PAD. PAD shows up automatically as my default payment option -- I don't actively or purposely CHOOSE to use PAD at each point of sale. Despite the Order Page clearly stating that the funding would be PAD, and despite the fact that I didn't see ANYWHERE on the Order Page where I could CHOOSE to use it or not, PayPal took the funds out of my bank account immediately instead of 2 weeks later.
Alarmed by this, I called PayPal. The agent I spoke with had no idea why this had happened. She never once mentioned there being a PAD limit. I believe she told me the exact opposite, that there was NO limit, except the one saying you can't spend more than $10,000 in a single transaction. She told me it was too late to do anything in the way of changing my funding source after the transaction had been processed, but she told me she was filling out a ticket or a report to give to PayPal's technical support team so they could investigate what had gone wrong in my account. I never heard back further about this. I continued to use PAD, quite often, and had no more problems with it.
Then, yesterday, I paid for 3 separate eBay transactions, with PAD as the funding source for each. I took screenshots of each Order Page before I hit "Place Order," something I've been doing since my first failed PAD transaction several weeks ago. I've made dozens of purchases since that incident a month ago, nearly all of them with PAD.
With everyone, 2 weeks went by just as expected, and then the money was successfully taken out of my bank account as planned. But when I checked my PayPal Summary today, I discovered that all 3 of my most recent transactions had NOT gone through as PAD, but each had been taken out immediately from my bank account. As recorded in my screenshots, I was not informed that I had hit a PAD limit, nor was I given any option to change my funding source and pay immediately (I nearly always use the mobile app on my iPad). I received NO emails explaining that I had hit a limit. So, back to the phone to discuss the issue with PayPal.
I was on the phone 2 HOURS and 14 minutes. The first agent made me explain every detail of my problem, checked my account and verified that it was in good standing, and finally decided that I needed to be transferred to the Dispute Dept. The Dispute agent made me explain every detail of my problem, told me that I shouldn't have been transferred to her department, but then revealed that PayPal's system will not allow more than a certain number of PAD's at any given time.
When I asked what the Magic Number of allowed transactions was, she told me that she didn't know, and that no one at PayPal knew either. The computer is in charge of this, and apparently the number varies from one PayPal user to the next. I had 20 transactions, totaling $1,268.55, but she insisted that the dollar amount was NOT the determining factor, the number of transactions was. One is due to be paid today, two will be paid the day after tomorrow, and another one is due the day after that. Unfortunately for me, although I had a handful of purchases ranging from about $50 to $200, which has been the normal pattern for me for 13 1/2 years, I very recently bought a large number of used sewing patterns on eBay, all from different sellers. These did not contribute much to the total dollar amount that I have outstanding, as each pattern cost between about $3 to $6, but they DID push the total number of transactions up.
Apparently PayPal's sneaky computer, or system, is not capable of considering subtleties or areas of gray, or mitigating facts, such as the very low dollar amount of each transaction or the fact that 4 much higher value transactions were due to be paid imminently. When I expressed my displeasure about me not being able to know the Magic Number that alarms PayPal's computer, the Dispute agent decided that I needed to be transferred to a supervisor.
The next agent made me explain, again, in excruciating detail, my problem. After much discussion, (which included her suggestion that I ask my sellers to cancel my orders and issue me refunds, despite the fact that I had explained that everything had already shipped, including one from France, so she wanted me to write an email IN FRENCH explaining my cockamamie request), with her actually agreeing with me that what PayPal had done was not very nice and not very fair, she put me BACK on hold (I spent an enormous amount of time on hold in between my encounters with different agents) so she could check something.
After being on hold for quite some time, there was ringing, and someone at EBAY answered. That this happened puzzled both me AND him, especially since I thought eBay and PayPal had parted company and are no longer connected to one another in the way they used to be. Then HE made me explain to HIM every detail of my problem, only to ultimately do what I had asked him to do in the beginning, which was to transfer me back to PayPal.
After being on hold another LONG time, I found myself not connected with the supervisor who was checking something for me, but rather back at square one, talking to yet another general, low level Customer Service agent. SHE made me explain every detail of my problem, AGAIN, before telling me that the name of the supervisor meant nothing to her, and she had no idea how to find her. What is the point of making sure you have the name of the person helping you in case you get disconnected if no one at PayPal can locate another person anyway?
So this new agent repeated the fact that there exists a Magic, Secret Number that ONLY the computer knows, and it's not sharing. She told me I would not be able to know in advance of a purchase whether or not PAD would be permitted. She tried to suggest that I was mistaken -- that surely I'd been given a choice at Check-Out between paying immediately or using PAD. Then she tried to suggest that my Order Page surely had NOT offered PAD, because the computer knew I had reached my Magic Limit. She had to concede that wasn't the case when I told her I had screenshots verifying what I was saying. Although, again, what is the POINT of having screenshot proof if PayPal refuses to honor what I view as terms of a contract that I agreed to at the time of purchase?
I asked this agent this question, as I had previously asked the Elusive Missing Supervisor. This latest agent then directed me to the following statement found in the Terms and Conditions that she pointed out, rather too triumphantly in my opinion, that I had agreed to when I first started using PAD, and which she strongly insinuated, repeatedly, that I had failed to read: "PayPal has the right, at any time and in its sole discretion, to terminate, cancel, suspend or modify the PAD payment option, qualifications or eligibility for PAD, or any buyer's ability to use PAD."
The agent said, repeatedly, in a Gotcha sort of way, that the key phrase was "AT ANY TIME," which, according to her, included in the middle of a transaction, and PayPal did NOT have to reveal this to me before I made a payment or placed an order. My take on "PayPal has the right, at any time and in its sole discretion, to terminate, cancel, suspend or modify the PAD payment option, qualifications or eligibility for PAD, or any buyer's ability to use PAD," was that PayPal was reserving the right to modify their terms, to which I don't object, and they were stating that they reserved the right to reverse their offer to allow the use of PAD to PayPal users who proved to be deadbeats.
It never would have occurred to me that they meant they could say one thing at the time of purchase and then do something entirely different, without informing their customer, and without explanation. This strikes me as bordering on fraudulent and, if not that, at the very least grossly misleading and downright sneaky. I did not need to pay the 3 eBay sellers as soon as I did. Had I known about this limit in advance of my payments, I could have easily waited the couple of days it would have taken for some of my older transactions to be concluded.
I find PayPal's arrogant choice to flag their customers' transactions as "unsafe" in such sweeping terms, not taking into account a customer's excellent track record with them, and their naked greed in pushing the use of PAD, which benefits them by forcing users of the program to have money taken out of their bank accounts rather than being able to use credit cards, which cost PayPal fees and which allow unsatisfied PayPal users the option of chargebacks, absolutely appalling. Their surreptitious manner of dealing with rather arbitrarily chosen perceived risk I am certain must have caused many customers to have incurred bank fees, which PayPal has no intention of reimbursing. They are almost in one sense a sort of Monopoly.
If there is a viable competitor of PayPal, it is not widely known and I imagine would have a tough time competing with the behemoth that is PayPal. And PayPal has somehow persuaded eBay to encourage sellers to only accept PayPal payments. There was a time when almost all, if not all, sellers on eBay would accept checks or money orders as payment.
My main complaint, however, is the flippant way this last agent kept repeating to me, "I'm sorry that you (meaning of course me) neglected to read this part of the PAD agreement." Not, "I'm sorry this happened," or, "I apologize for us acting weaselly," but insinuating that this was completely my fault, after I have been an excellent customer of theirs for almost 14 years, spending many, many tens of thousands of dollars using PayPal, which I'm sure has rewarded them handsomely, and which apparently doesn't matter much to them.

It says to avoid accrued interest to pay by certain day, how those the worked? When I pay one of my big purchase right after and notice it wasn't apply to it, I ask them about it, still paying high interest on my big purchases.

I set up a PayPal account last year with the hopes of using it eventually with eBay. I only used it for the first (and last) time a couple of weeks ago when I made my first sale on Ebay. I thought it was great! Now that the buyer of a $400 set of golf binoculars (that I sold for $150) has taken me for a ride, have I discovered what a hack operation this joke is. I was an easy target for this scumbag on Ebay I admit because for some reason I still think there might be an honest person out there.
He paid with an echeck originally and the next day, the payment showed cancelled. I asked him about it and he commented that this happened to him before and what a "nightmare" it was. He offered to pay me directly through paypal instead of ebay and I fell for it. He paid this time and it went straight in, he was even nice enough to stiff me on the shipping charges. That should have tipped me off, but I shipped it anyway because he said it would save me on the seller fees.
Now a few days later, I get an email from a dispute on Paypal. Not one peep from this scammer until then. I had proof and plenty of evidence proving it worked before I sent it... Heck I only used it a couple times. I called paypal the moment he got rude with me in email accusing me of trying to "make a quick buck". They told me to send the information and I did. I sent it all, pictures, videos... emails, everything! I get a response this morning that they have sided with that jerk. They will let me know when he returns it to me... I'm guessing it will be a different set all together or they will now be broken. Never again, bunch of crooks! I'm better off giving my credit card to a 13 year old.

I purchased a piece of jewelry listed as 14k solid gold with natural, genuine tanzanite and diamonds after emailing the seller to verify the gold was 14k solid (not plated) and the stones were genuine, untreated and not created in a lab. The ring came. It was stamped 14k but it felt like plastic. The ring looked fake so I took it to my jeweler who is a certified gemologist. She took photos and appraised the ring as worthless junk (not the term). She said that although the seller had stamped 14k on it, it was not gold at all and the stones were glass. I scanned the report and sent it to Paypal (as requested).
The seller offered a small amount of my money back but I wanted a full refund. Then the seller wanted me to return the item but would not pay for the shipping. I returned the item when Paypal told me to. I provided a scan of the tracking slip and received a confirmation email. I waited and waited, calling every week, to check on the status of my refund. Each week I was told they were waiting for confirmation by the seller that they had received it. I spoke with them last week and pointed out that since the seller was willing to cheat customers by selling fake jewelry, why are we expecting them to be honest about receiving them item back.
Today I received an email saying my case was closed because the tracking number was invalid and no refund would be given!! This is the first time in several weeks of calls I have heard anything like this, plus they got the tracking slip emailed to them! The buyer's guarantee is as fake as the jewelry Paypal continues to let this thief sell. What can I do to call attention to this?

My son and I have PayPal accounts, we have used them frequently. When my son set up account he listed his birthdate and his credit card. He has a job that pays him via PayPal. He never had a issue until tried transfer funds. He and I called and spoke to Mike. Mike wanted him to send his government ID via email. He stated when we said we didn't feel comfortable with that, he said bc he wasn't 18 that he would not return for 180 days. We demanded supervisor, spoke Travis ** who stated he won't get money until 18. I asked if I could go on account to help him get paid through job he's been doing. He stated no. My son was upset, as I. He works hard and never was told. He explained he had purchased many things before and no issue.
I asked for corporate number and he couldn't provide, just address. My son demanded they send his pay back to employer. Finally after all this they did. They put him through so much unnecessary stress that I had to write this. His account is locked now. I hope someone steps in to this and addresses this. If it was that much of a issue why different through two different people that we spoke to. Why couldn't they put his earnings on mine? Why try and keep it. Very concerned about this company. PayPal must be shut down and put out of business. Look at all the pain and suffering they are causing. They have millions of negative reviews. They just shut my online business down that I had for years and years because I was becoming too successful. They're going down. We must work together to put them out of business completely.

Please beware of using PayPal. I have insight to know this is a horrible company. When PayPal first started they cared about their customers and employees. They were a wonderful company. Not anymore. Try to use another way of paying for your items. Please do not pay for items such as rental, boats, cars and so on. Use your credit card or other means to protect yourself. You will be sent to an overseas call center and will not find resolution. Please beware of this company.

We have 2 accounts with paypal under the same last name and bank account. They used the second account as an excuse to hold cash deposits for 3 weeks or more before they release it to us. We've been doing business with them for over 10 years with NO PROBLEMS WITH OUR BUYERS, EVER! They say that the new account (only open for about 3 months) has this HOLD on the cash because it is new. It is not new. It is attached to an account that has established a perfect rating in regards to customer payments and refunds. We think paypal needs to be SUED again. (They've already been involved in multiple lawsuits and 'class action 'lawsuits. Look it up.)

First of all don't be confused with the 3 stars. I would give the company -3 if I didn't get an angel from the Paypal Chandler AZ to help me. Anyhow, I use Paypal to make purchases online. I also occasionally sell on Ebay. Recently I had a balance in my Paypal from selling a few of my items and decided to shop with it on line. Well Paypal took my balance as well as charged my debit card. I noticed the following day and contacted Paypal. I spoke to a rep from another country that interrupted me and told me to call the vendor to get my money back. So I contacted the vendor (the online store). They explained there is only one invoice number so they received one payment and redirected me to Paypal. Again another hard to understand rep cut me off, asked me the same questions and again blamed the vendor.
So I called the vendor again. This time the vendor had me read the transaction numbers which were two different one but on invoice number, so we called Paypal on 3 way.... Got a 3rd outsourced rep that cut off me and the vendor and argued with both of us. I had to go to work so the gal from the online store said she would write an e-mail to her manager to contact Paypal explaining they only received one payment and to refund my money. After work I decided to call Paypal again but this time I Googled the number to the US location in Chandler AZ near my home to help me.
The rep Kelly not only let me tell the whole story and took the time to look over the situation but she said she would get to the bottom of everything and resolve it. Well 10 minutes later I have my money back! Thank you Kelly!!! You deserve 5 stars and are the reason I gave 3 rather than 1, 1 because you can't give 0. Paypal get it together! Stop outsourcing for one, and just because you're such a large company doesn't mean customer service should be crap. There will be a competitor that will come into the market, and provide better customer services and your high and mighty company will no longer exist, kinda like AT&T.
