PayPal has hit an all time low. I've been using them for 16 years now, and had a lot of ups and downs with this company, but this one takes the cake. I received a payment from a customer yesterday for a little over $100 for a custom made doll. PayPal put that payment into a pending status for 21 days, stating I can get my money faster if I send the merchandise now and send a tracking number to PayPal to prove it was delivered. Any business person with any common sense at all knows you don't send out merchandise without a cleared payment. That is ridiculous. I, myself, would never ever expect a company to send me merchandise before they have received my payment.
It also gave me 5 reasons why the payment "may" have been put in a pending status. #1 You may be a new PayPal seller (I've been in business for 16 years and have been using PayPal that entire time). #2 You have performance issues or a high rate of dissatisfaction among your customers. (I have never had a problem with my customers. I have not had any disputes with customers. I have not had any claims filed against me through PayPal. I take care of my customers. I do not sell through eBay, I have a website. I do not have negative feedback, like an eBay seller may encounter). #3 The payment you received may be considered an unusual pattern (I've been selling the same items for years and years and years. There is nothing unusual about this transaction). #4 You were previously an inactive seller (I've been selling merchandise using PayPal consistently for 16 years, every single month for 16 years).
#5 You've been selling for a while but opened a new account (I have never changed my account. I've been using the same account for 16 years. I have not opened any new PayPal accounts). They also stated that I do not have enough money in my account to cover the price of this transaction if a problem should arise. (I had more than the amount of this transaction in my account at the time when this transaction came through. I used to leave quite a bit of money in my account before transferring it, but after so many problems with this company over the years, I have been transferring most of my money into my checking account rather quickly for some time now. I have a feeling that is the real issue here. They have not been able to use my money for free. I leave enough in my account to pay for the shipping fees for items I'll be shipping out, and nothing more).
After doing a little bit of research, I was shocked to find out that this is a practice PayPal has been using for years now. I've just been lucky enough not to get nabbed till now. There is absolutely no reason for them to hold this payment, other than they can use that money to make money without having to pay any interest on it. Just think about that! How many people did they do this to just yesterday, the day before that, and the day before that. How many will they do it to today? Just think about the money they are holding, for free, for 21 day periods!
I tried going through customer service to get this decision reversed, telling them that not one of their reasons for holding this payment pertained to me or my business, so they need to either give me a valid reason or reverse this hold immediately, but there is very little help when it comes to PayPal. It's like talking to the wall trying to get a customer service rep to actually do something. You can call, you can email, but all it really does is frustrate you all the more because you will ALWAYS receive a stock answer through email, and when calling, you will be put on hold for lengthy periods of time, only to end up with a rep who can't do anything about it and will just keep repeating the same stock answers over and over again, because they're reading a script!
Before deciding on PayPal for your merchant account, you may want to do a little research and find a company that doesn't have so many complaints. Why have I put up with them for 16 years? Honestly, every time I've had huge issues with them, they have fixed the problems eventually, and being a very busy person, it was just easier to continue on with them rather than have to go through the process of finding another reliable merchant account company. My shopping cart is tied up with them, it would have meant redoing shopping cart links on over 100 pages of merchandise. It would have been incredibly time consuming, time I just simply didn't have. That's why I say, before deciding on PayPal to begin with, you may want to do your research and take the time to look into alternatives.
For myself, I'm 6 weeks from retirement. I'll be selling out my stock after the first of the year, and plan to take the time to find alternatives to PayPal once I'm at that point, as they have taken advantage of me one too many times. I can't wait for the day when I can say goodbye to this company for good. PayPal does receive fees, after all, for each and every transaction that goes through them. Making up these ridiculous reasons to hold customer’s payments is unethical, and you would think, illegal, and yet, they just continue to get away with it! If you or I did this to a customer, we'd be in big doodoo! And quite frankly, if any of us treated customers like this, we'd be shocked if they ever used our service again!

I tried to use my debit card to send money and PayPal rejected it. I called customer service and was told that although there is nothing wrong with my card, they needed me to put all my bank information into their system. According to them, this was for my protection. Really, I am just trying to send $35. I felt as if I was being scammed, and hated that I had already entered my card information into my system (It was my first experience with PayPal). I removed my card information from their site, and pray that they don't pull anything out of my account. Will NEVER use this company. I don't trust them...

I sold my car via eBay and the buyer paid through PayPal. At 1st PayPal told me I would have my money released in 7 days after buyer received. So 7 days later I call PayPal and they said I have to wait another 9 days. So in 9 days I call and they said I have to wait another 3 days so you can imagine my frustration in having that PayPal has stolen my money and refuses to give it to me. Now I have received an email from PayPal saying they won't let me have my money unless I send a photo of my license then I have to wait for another 5 days till they can receive it, not to mention they took $170 fee from me. They stolen my money. At this stage I can't see me getting it anytime soon. I highly recommend not using PayPal. It's really not a safe choice. I'm now going to contact crime commission to receive some help in this area as I need help with receiving what's mine.

They hold your money, keeping it hostage, until THEY CLAIM IT IS SAFE for all parties for them to release those funds. This time-frame is totally at their discretion. I think they are keeping the money to earn interest on it. When they FINALLY release YOUR money, they charge you a fee for using their "service". I'm totally, completely done with PayPal. I will use a different service or drive and pick up a paycheck or wait on snail-mail. YOU HAVE NOW WARNED. PROCEED AT YOUR OWN DISCRETION.

I've just sat for over one hour trying to get money received on eBay sales transferred to my account... This is the second time for such an occurrence, and each time after one hour I have been hung up on without a return call. This company is a racket, in that it holds your money for 21-30 days after a sale on eBay for 'security reasons' even though a customer was completely satisfied with the purchase. I wish eBay would find another way to transact payments. In conclusion, I recommend to people to never sign up with PayPal when selling anything or plan to wait a long time to receive your money.

PayPal having keeping my money for months. I have been in contact. They wanted proof of address that I gave them various. Then they say it has to match word for word and to change it in my account. I am doing all they ask and every time I contact them I get the same answer from a different agent saying it will take 24 to 72 hours. Well it has been longer and every time I write I get the same regenerated email from someone saying they are a different agent. This is crap. The customer service is a disgrace and they should not be allowed to operate with the customer service they have. I have all their emails.

Took money from my account 3 times and never paid the seller while leaving the payment pending and refusing to refund until pending period over with. Each time they told me it never happened and had to spend a total of 22 hours on the phone.

I had purchased a quilt on eBay. I have dealt with eBay and Paypal for at least twenty years and have spent a great deal of money and purchased at least daily from eBay. Payment was always deducted from my checking account. I did purchase about half a dozen items using a credit card. On November 8th, 2017 I paid for my purchase online thru my Paypal account which always deducted any eBay purchases from my checking account. I checked my balance the next day and discovered Paypal without my authorization had placed the charge for the quilt on my credit card!!! This led to a double payment. I had a credit from a seller and planned to use my credit towards the purchase of the quilt. Paypal always deducted the credit from the total purchase of items would bill the checking account if there was money still owed for the balance.
Paypal used my credit card and billed the total amount of the purchase for the full price of the item and placed the balance due on my checking account! I tried numerous times to have this corrected. Not to mention Paypal according to their system reflected payment was charged with my credit card which was false! I canceled my credit card. My credit card was never reflected on my account for eBay purchases! For payment nearly for all purchases my checking account was used for eBay payments to Paypal! I became apprehensive that Paypal had more information than needed and I have no idea how they were able to charge the credit card without using the credit card for payment!
Now I have no idea if they could happen again for eBay purchases! Contacting Paypal is impossible! I tried to contact their home office after failed attempts from their customer service department which is useless, waste of time and frustrating! Guess what? The main number to Paypal is disconnected! Ebay also uses this approach. Any problems with sellers are your problem and lead to being screwed as I was! My advice is: checking that you payments to Paypal will have to be monitored!!! Not worth the bother is my opinion. Either curtail your eBay purchases or not use Paypal at all for eBay. Paypal has become a successful stock, however their customer service worsened! Paypal SUCKS!!!

I was told I could switch my account to my business partner. All I had to do was fax over paperwork. So I faxed over the paperwork and they said they would e-mail in a week. A week went by and I didn't get an e-mail from them. I called again and now they told me they didn't get my fax, that I would have to resend the paperwork and I could send it through PayPal so they could get it faster. So I sent it through PayPal and they said they will e-mail me in a week. Still didn't hear anything. I e-mailed them thinking I might hear from them and I got a generic email back that had neither to do with my problem. So I called again, now they tell me the letter I wrote has to be typed and needs to have a business letterhead. So I type it up and send that...
A week later still haven't heard from them. I call again... About 2 hours later after talking to three different people they said it got denied and they couldn't tell me why. Then they said I can open up a new one under her name. I tried and I can't use the business account email or business name because it's being used. Another call later and I need to close my account and lose all sale history and then I can open one up under her name. Now after all that time and money lost they are telling me to close my account so I can keep my business name and email? It took from the first fax on 9/29/2017 to 11/09/2017 to tell me that... If I could give a no star rating I would. They are lucky my clients want to use PayPal and not another invoice app.

I place my order from Groupon. The order came to a 3rd party. I received an email stating that it will be additional delay due to the fire California. I did get in contact with Groupon and the 3rd dealership. They said it's Been deliver. I have not received my items still as of today. No one had any idea. Where my item is that I paid for is at! I however do need that computer deal or my money back refunded back to me. They're telling me they're not able to do so. Not fair to me. Horrible customer service and it's paid for. I Don't have money to throw away, cause I don't have it to do it! I need help! Under PayPal really!

I used to be able to pick to pay in a different currency from the Paypal payment menu. Now they got rid of that option. They make it look like you're paying in the currency shown on the screen, but when you get the credit card bill, you'll notice that that it was charged in your home currency. I have a credit card that charges 0% fee for foreign currency payments. Paypal charges 2.5% so now I'm losing 2.5% whenever I use them.
Even if you don't login but use them strictly for a credit card payment, they'll force the conversion on you based on your home country. This is a change I've noticed this year (2017). I never said this before, but I will try my hardest now to avoid making payments with them now because of these sneaky moves they've made to make more profit.

Being an eBay seller you are forced to use PayPal to receive funds from your sales. If you experience a problem and it usually will be with the PayPal end you are dead in the water. I have been a PayPal customer since 2013 without having any problems with my customers or my products being sold. I have 673 positive feedbacks. I recently changed my email address with PayPal and that has become an absurd comedy of reactions. PayPal is now holding my money for 21 days. I have been on the phone with customer service only to go around in circles. PayPal is not able to connect the dots, I have not changed my business on eBay, I have not started selling new merchandise and I have not started receiving negative feedback or changed any of my contact information, all the reasons they state for holding your money.
When you check off all the boxes that do not apply to you as their reason for holding your money, they repeat the same reasons again and again. I say comedy because it is like GroundHog Day except the results are not good for me. I then asked why PayPal claims to have a customer service department when the agent is not able to resolve anything other than repeating a robotic response to problems. So what the CS person was able to do was to give me an assignment of contacting the customers of the 2 sales that they are holding and ask them to leave me positive feedback. We had already reviewed how about 50% of customers do not even leave feedback on eBay sales. The bottom line with this is after several conversations with CS nothing is going to be corrected for their error. The worst part of selling on eBay is making you deal with PayPal, what a nightmare.

It certainly doesn't simplify buying online in fact quite the opposite has been my experience, and if you ever need help from them Good Luck. I think it's impossible to actually talk to a person. I have a refund coming because I returned an item purchased on eBay, unfortunately I made the purchase using PayPal so the refund is due from them. Now comes the tough part of trying to find out how to get my refund. Their website is absolutely no help and I gave up trying to talk to someone. I will just call this experience and move on, my future plans do not include PayPal.

I have been selling and purchasing through eBay and using PayPal for several years. Until now I have had no problems. I recently had a person purchase a figurine from me then say they did not authorize the purchase. Then they requested a chargeback through their credit card company. They said they did not have a PayPal account. PayPal told me to refund the customer or if I did not they would refund them out of my account in so many days. Then PayPal charged me a $20.00 chargeback fee. This whole situation has made me disgusted to use either company. What a scam the whole situation was. Buyer and Sellers beware!!!

A company called IP Vanish setup an ongoing subscription without my knowledge. The day they tried to charge my account, I put in a dispute. Your company tried to debit my account for a transaction I did not approve which bounced our account. I called and spoke to a supervisor who explained what happened. He said that the company reversed the charges and that I would have to take up the bounced charge with them even though it was an unauthorized charge. I explained that I would handle that but do not touch my account again for this transaction.
He stated that the money that IP vanish sent back would be taken from my Paypal account and that I wouldn't have a problem. Then, Paypal tried to take the same unauthorized transaction again which bounced my account again. Now I am $60 in the hole for something I DID NOT APPROVE. This is ridiculous. You take no responsibility and your workers also take no responsibility. I have filed a complaint with the Better Business Bureau and I will post this everywhere I can. When you say that you protect the consumer, THAT IS A LIE!!! Your company contributes to hurting the consumer and fails to do anything, but TAKE YOUR CUT!!! SHAMEFUL BEHAVIOR PAYPAL! After 13 years without ANY ISSUES, it is horrible that I am being treated this way. Therefore, I am cutting off all connections with your company. We are canceling our account.

My dad sent me money from his bank (cash). They took it out of his account the minute he pressed enter. It's been a week, and I still don't have my money. I called, and they made up an excuse about his account being new (true). This doesn't jive with me, because the money is obviously there. They have it in their account collecting interest. There is no excuse for this.
Also, I had canceled a recurring payment with them in August. They sent me a confirmation notice saying that no payments would be made to this vendor. When my renewal time came around, sure enough they took out the money. I logged a complaint for an unauthorized payment. I got an email back saying that they had investigated and that the payment was authorized. When I called, they said it wasn't an unauthorized payment. It was a canceled payment. Excuses again. If they knew that, they should have changed the complain themselves instead of dropping it. Any excuse not to pay me my money. I'm fed up.

PayPal Stole my money and will not release it! My sister deposited $1000.00 into my PayPal account 2 days ago to help my wife and I with emergent medical costs and prescriptions. PayPal offed the ability to transfer my money into my bank account using my debit card on file. A process that they boasted would only take a few minutes. They took the money from my Pay Pal account and then put a hold on the transfer. After writing 5 letters and calling customer service 3 times, and being disconnected after an hour on hold and in the middle of a conversation, Pay Pal has still not given me a reason for the hold or how this hold can be resolved. I'm sure that this practice is not legal. The only responses I get back are automated answers that do not address my issue.

First time using PayPal transfer service from PayPal to my checking account, transfer got flagged. They can't tell me why. They have now told me instead of 1 business day as indicated in the email they sent me it could take up to 9 days. I had used the service to avoid a check being mailed, that would have been faster with no hassle. Tried customer service twice. Could hardly understand the people who answered the phone including a supervisor. Back to the USPS, they were not helpful or polite.

They will not cover digital content if disputed. After 7 years of using them as my payment portal - I canceled my acct. because their customer service would tell me stories, then change them - then their collections dept hounded me for the negative balance created by a PROVEN transaction. I will never EVER use them again.

I been selling items through eBay for 3 years now, 100% positive feedback and quick shipping, PayPal suddenly decided to put holds on my funds after years of not doing so. I call eBay and they said it's not them, my account is past the threshold. I call PayPal and they refuse to tell me exactly why they're holding my funds, their explanations go from buyers' ratings, items being risky to price changing. This company is shady and it should be illegal to hold funds for services rendered, also it seems like they have a monopoly on this which is illegal. I honestly wished you could use merchant accounts on eBay and get rid of this annoyance.

I HATE PAYPAL! Any interaction I have had with this company has been nothing but a headache!! Trying to transfer money out of account and kept attaching an old card. When I called cs I got treated like I was stupid because their system wasn't giving me the right information!! If I didn't HAVE TO use this site I would never use it again!!

I sold a TV part on eBay Aus to a buyer in the USA. The buyer claimed faulty part as didn't fix his TV. Turned out he has bought the wrong part so naturally his TV didn't work. Buyer claimed faulty part and escalated dispute to a claim. PayPal dismissed the claim and closed the case in my favour. This was the correct decision as per Paypal policy.
Got an email yesterday telling me that dispute has been escalated to a claim again, log in to PayPal to find buyer has been instructed to return the item before a refund will be given. So I rang PayPal for answers. It turns out that the buyer didn't like PayPal's decision so complained to his financial institution, who then apparently applied pressure on PayPal to refund his money. PayPal explained to me as the buyer always wins in this situation, they instructed him to return the item as the only way to guarantee I get my item back as this does not happen if PayPal objects as the financial institution simply "takes the money" and the seller does not get his item back.
This obviously sucks. I then inquired about the $85 Aus it cost me to send the item to him. It turns out that not only will I have to refund his purchase price + postage but also be out of pocket the cost of sending the item to him to begin with. On top of this, as he fitted the TV part to the wrong TV, I will have to bin the item as I cant be certain that it works anymore.
So eBay sellers beware, you have no protection from bad buyers, on top of the huge eBay fees and PayPal fees, you will also be liable for any buyer that decides they are not happy for any reason. On top of that, any buyer has only to complain to their bank and PayPal will cave and side the buyer. eBay and PayPal have lost touch with where their income comes from, Sellers. For my part I will never never sell on eBay again and as such, eBay and PayPal will never get my money again. Smart way to do business.

There is money sitting in my account that has been there for weeks but for some reason PayPal will not let me move. So I tried calling customer service - they said the wait would be over an hour and they would call me back. They never called back (I have my cell phone with me at all times). I called a second time and told my wait would be 1 1/2 hours and they would call me back.
So obviously customer service is not a priority with them to be so far behind - probably many other people like myself calling with complaints. So then I send them an e-mail explaining my problem and again, NO RESPONSE. I'm convinced that there IS no customer service with PayPal. They just want you to think there is. They are anxious to take your money and commission on your payments but are not there to help you if you have a problem. If I could rate them a "0", I would have done that. They are horrible.

I did have money sent to me, to PayPal account. I only use one bank account for that purpose. On October 4th, I did withdraw the money. For two weeks no answer was right where my money went. Today, I got email OCTOBER 25th that my money was deposited on 19th of October to my account. What is PayPal doing with my money for two weeks? Telling me that it was deposited and the bank is holding it? I would like to charge the late payment fee of 45.00 dollars! Or take down promise of dealing with transaction in 5 days! Who has right to misrepresent what they promise! It should be fine for that. I am not sitting on pile of money to use another money from other account, and if it is in my account it should have been transferred where it belongs.

We use PayPal as one of two payment processors (the other is Stripe). Our business is growing very (very) quickly, so PayPal has put a limiter on our ability to collect the monies. This has been ongoing for months now. It's not a one month aberration, it's a multimonth trend. We're growing, good for us. OK, fine... When we tried to introduce ourselves, they offered us a loan -- yes, we are not legitimate enough to collect our monies, but we are legitimate enough to get a loan. So, we can pay them interest to get our money but we cannot collect it directly. Then, they blocked refunds (we like to refund and subscribers that aren't happy, even if they don't request it). When asked why we could not refund, they said as long as our monies were on hold, we couldn't send them back to the customer.
So, we said, "You are withholding funds because you see risk in our account that the business is growing too fast, but when we actually want to return it to them, you are blocking it?" After 4 phone calls, our attorney on one, they admitted they didn't know what was going on and then the delay in our monies would be as high as 180 days.
Oh, it gets better. When we said we wanted to escalate the issue, in particular to members that wanted refunds, they said we had to contact legal. Our attorney asked, "Is this really the best way to run a business? I mean, you are telling us we must sue you in order to get the information you are using to withhold monies and block refunds?" When we said we wanted to speak with legal, they said the only way to communicate with legal was by mail (as in letters, snail mail). No phone number and no email address. So, the company owes us a truck load of money, will not allow us to refund some subscribers that wanted out, and sent us to legal, by mail. In the meantime, the loan is still on the table.
In the latest earnings call we learned that "[PayPal] ended the quarter with an aggregate gross receivables balance, including both principal and interest of $6.7 billion in our consumer and merchant loan portfolios". So, their business may be growing based on, for all intents and purposes, extortion. In the meantime, we have filed suit and still (still) await our monies and to refund a few customers.

PayPal Customer Service has been completely useless. My account had fraud on it two months ago and still it has not been dealt with. They are non-responsive to my emails attempting to reconcile my account and I still do not have access to the legitimate balance I had in my PayPal account. I am not willing to wait 45 mins or longer (usually much longer) on hold to get through to someone just to not get any satisfaction. I've done that to no avail. PayPal is not worth doing business with.

I received a refund through PayPal but it was not given back to my credit card. I tried to get it through online help but could not. I tried to contact them through email but was in a loop that only took me to the FAQ page. Next I attempted to call but after 40 minutes of listening to PayPal commercials with no customer service I was forced to give up as I pay by the minute for my phone time. So since they will not provide an email, won't issue my refund and won't answer their phone I have lost my money to a dishonest system. They will take your money immediately but will not be available when they owe you money. Poorer and sorry I ever got involved with PayPal.

I had a charge on my credit card last week that was a fraud charge. I contacted PayPal to dispute the charge. I then contacted the bank and the merchant. The merchant refunded my payment the same day. Then I got an email from PayPal saying it was a valid charge and today they took the money out of my checking account. I contacted PayPal again today and I was told that until they receive the money back from the merchant they are keeping my money. I contacted the merchant again today to verify they had returned the money and I was told it had been returned the same day that I had called last week. PAYPAL is nothing more than a SCAM COMPANY. I was also told that I cannot cancel Paypal until they get their money back.

I haven't used my Paypal account in years. When I try to log on, I don't remember my password and request that a temporary one be sent. When I submit the request, I get an error message. When I try to open a new account, Paypal says I already have one and I go through the whole process again without success. So I try calling Paypal and am told it is a 35-48 minute hold time, but I can schedule a callback. I do so and walk away from my phone for 20 minutes. I come back to find that Paypal's automated service has called me back already. Not 35-48 minutes later! WTH! So I try to whole thing again.
I call, get the same message, do the same thing, and get the exact same response (ie: again, I am away from my phone since they told me the call wouldn't come for at least 30 minutes - but it came in 20 minutes). Their automated system never tries calling me back a few minutes later either. Horrible! I can't email them without being able to access my account either. So I'm at a dead end. Paypal obviously doesn't need my business.

Buyer does not ship product. PayPal asked me to submit evidence of my case by filing a police complaint and reverting to PayPal via FAX or Uploading document. I reverted to same mail on 17/10/17 with the scanned evidence of my police complaint. There was no FAX number provided and no upload facility given on the 17/10/17 as it was already in the "Being reviewed by PayPal" stage. PayPal declined my claim on 18/10/17 saying I have not given information while I have.
You have not reviewed my claim carefully as you claim "After careful consideration, we're unable to decide this claim in your favor at this time. We didn't get your documentation in a timely manner." I have all evidence to support above and PayPal has not played fair and offered adequate buyer protection. Appealed - Mail sent on 21/10/17 to provide police report within three days. Police report submitted on 22/10/17. Case closed saying I have not submitted documents "After Careful consideration!" PayPal records show documents submitted on the 22/10/17. They did it again.

PayPal allows fraud account holders to make purchases using the account and eBay listings, and not doing due diligence on fraud transactions. They simply refund the buyer account holder and charges fees to the seller. So the seller gets hits by them. They do not do anything to stop the fraud transactions or prevent them by recurring.

They make it confusing to send $ where you or someone unfamiliar can easily choose the wrong option and have fees taken out erroneously. Then you sit on hold for an hour and they won't even do a one-time grace fee waive. I'm definitely going to try to find another payment option!!

11 weeks ago, we sold our truck for 18,000; the buyer insisted we use PayPal. I had never used PayPal before therefore dutifully created an account and issued an invoice to the Buyer. Below is a summary of the transaction and its escalation from 18,000 to 62,978.94 (no this is not a typo). PayPal requested us to pay the shipper cash (via Western Union) 4,300. Upon payment the total funds of 18,000 + 4,300 would be released to our account. Note: We had agreed to transaction when we agreed to sell the vehicle. Cash duly sent to Shipper.
Upon confirmation of the FIRST payment, PayPal issued a second request for a further cash payment of 4,900 to the shipper (he had forgotten to include tilt truck on original shipping fees). PayPal had contacted the Buyer and he had given them permission (without first contacting us) for PayPal to deduct these funds from his account and for us to pay the cash to the shipper. PayPal refused to release any funds to our account until we paid this amount.
Upon confirmation of the SECOND payment, PayPal issued a third request for another cash payment of 6,999 to the Shipper (he had apparently not factored in the insurance costs). PayPal advised us that they had contacted the Buyer and he had given them permission (without first contacting us, yet again) for PayPal to deduct these funds from his account and for us to pay the cash to the shipper. PayPal again refused to release any funds to our account until we paid this amount. We had now paid out 16,200 to the shipper without any funds being released to our account.
Upon confirmation of the THIRD payment, PayPal issued a fourth request for another cash payment of 10,000. This was due to an accounting error by PayPal who had mistakenly deducted 16,999 from the Buyers account; rather than correct their own self-admitted accounting error (and yes they admitted this in writing). They agreed with the buyer that we, the seller should transfer 10,000 to the shipper to cover the accounting error. We are not sure why the Buyer didn't instruct PayPal to credit the 10,000 back to his account. Again, he did not consult us before agreeing this with PayPal. PayPal again refused to release any funds to our account until we paid this amount.
We now started to argue with PayPal as this would mean that we, as the Seller, would have paid out 26,200 in cash to the shipper for a vehicle sold for 18,000. PayPal refused to correct their accounting error which apparently was not covered under clause 8.4 of the PayPal User Agreement. However, they did offer an Agreement whereby they agreed to pay the full 26,200 +18,000 immediately to our account upon receipt of this final 10,000. Agreement was duly issued, both parties agreed and we, the seller, made the 'final' 10,000 cash payment to the shipper.
Upon confirmation of the FOURTH and supposedly final payment, PayPal reneged on the Agreement and issued a fifth request for another cash payment of 14,329. This represented the Refundable Seller Protection Fee of 30%; which is deducted from the Buyer's account for every transaction over 40,000. At this point we were not feeling very protected and argued with PayPal that the only reason the transaction was over 40,000 was due to their accounting error. And yes, again PayPal agreed with the Buyer that the funds should be paid cash to the shipper. In response to our complaints that PayPal had reneged on their Agreement, they agreed that we COULD pay 50% of the SPF upfront, they would release the funds and then we had to pay the final 50% immediately. We agreed and a Second Agreement was put in place.
Upon confirmation of the FIFTH payment, PayPal advised in writing that the Agreement to permit us to pay remaining 50% (7,164) had been immediately cancelled by their Directors. The exact wording was... "We have tried to let the Board of Directors understand that it was a mutual agreement between PayPal and you in order for you to be able to complete the transaction but the Directors turned deaf ears to all our explanations and everything, we tried to make the Directors see the reason proves abortive, the arrangement and agreement we had with you was immediately cancelled by the Directors."
We are now faced with the choice either 'trusting' PayPal and paying the final 7,164 (and risk them asking for more money) OR walk away and lose 33,364. The moral is PayPal will not abide by their User Agreement or any Agreement issued during any transaction. By the way - we also issued a formal complaint to PayPal; we received 3 responses saying they were investigating and then nothing... We chased and they said the issued was resolved??? Nothing was /is resolved but we can get nothing else out of them.

I sold an item on eBay, the money went to PayPal. The money was never available to me. One excuse after the other one, it's always pending, fees are added, eBay adding more fees. I tempted to transfer money to the bank I had no luck the money went pending and there is more fees at it until there's nothing left. Never put a dime in PayPal. Stay away, take my word, don't give them your bank card. Use your own credit card not PayPal, common thieves, no respect for customer. They got your money now you got to figure out how you can get it. Good luck.

When I tried to explain to them that the merchandise they refunded was not returned to me and now my account is in the negatives and I do not have the merchandise. They wouldn't close my account. I called because it wouldn't close online. They bounced me around to 4 different people for 45 minutes until finally they kept me on perpetual hold. I was treated with zero care and still never got to close my account. I was told they "weren't able" to close it despite nothing being in the way of the closure. This a shady practice and a frustrating way to treat customers. Now, my personal information is out there and I can't remove it.

I've been dealing with the same return for 2 months. Originally the claim was supposed to be open in August 2017. I found out 2 weeks later it was not. They tried to apologize for the mistake and expedite the claim only to make me wait until October 16 be it's settled. When I went to send the item off I found that PayPal had opened the claim to the wrong item. So today which is October 20 2017. I call PayPal only to find out that I have to go through the process all over again. The individual that I spoke with name is John… ID ** was not trying to help but only trying to justify why he couldn't help speed up the process. "Really" it's only been 2 months. Wow!! It really seems that PayPal is not and does not want to hold themselves accountable when they make a mistake and that's horrible business practice. Apologies are ok and I've already accepted several but that's not taking care of the problem.
From this point, I'll have my purchases secured through my bank or credit card company. They do offer the same type of protection plus I don't have to deal with the complications. This is very upsetting. I'm very disappointed and dissatisfied in the PayPal services because when they make mistakes; they don't hold themselves accountable. I would think that a company like PayPal would hold themselves to a higher standard.

I purchased a software from Wondershare from Hong Kong, with a "guarantee" from them to refund. Well the software would not even install. When I asked for my money back, Wondershare would not even respond. I went to PayPal IMMEDIATELY and complained of a bad product not as described, and a phony money back guarantee, and a total failure of communication and customer service by Wondershare. I asked for my money back. Instead, Pay pal forced me into a fruitless period of working by contacting my seller. Well no response to me, through PayPal, or by repeated emails by me. PayPal would not allow me to escalate it to a dispute till time passed and for sure, Wondershare had my money from PayPal, well over 30 days. This is total bull. Do not trust PayPal. They are not even as good as a bank or credit card company. They help vendors take advantage and cheat you for sure.

I have been informed by PayPal manager Drew (badge #**) that he is unwilling to escalate or solve my ongoing attempts to transfer my available PayPal funds totaling $922.15 to my bank account. He gave me this address. Timeline: Mid-week of 10/09/2017 I signed onto my PayPal account and attempted to transfer the available funds ($922.15) to my Valley National Bank account. I was subjected to a security test. I answered the questions correctly, although I found it curious at the time that PayPal focused several of the questions on my supposed relationship with someone named "Edward **". I was informed that I had failed PayPal's security test and that I would be locked out from the process for 48 hours.
On 10/12/2017 I contacted PayPal's Customer Service line and spoke with an agent named Wendy. PayPal agent Wendy and I went through the attempted transfer process online. The next suspicious event was that the PayPal online transfer process accepted my account login information, but then threw a "generic Error" message (see attached screenshot). Since I was not allowed to perform the process online, PayPal agent Wendy mediated the security check, which PayPal claims I failed - and which again featured questions relating to my supposed relationship with an "Edward **". I informed PayPal agent Wendy that this was becoming suspicious, as I have never known an "Edward **" in my life. Paypal agent Wendy informed me that I would be locked out from the security process for an additional 48 hours.
I then asked PayPal agent Wendy to escalate my case. Agent Wendy informed me that she would do so and then went offline. Agent Wendy did not respond until the morning of 10/13/2017, when she finally called me. She claimed to have a supervisor available and told me to "remain on hold". I waited 10+ minutes on the phone without follow-up from PayPal. I then terminated the call. PayPal did not bother to follow through on the call or the escalation process.
I again contacted PayPal on Monday, 10/16/2017 and spoke with PayPal agent Anna (badge #**). She once again mediated my online attempt to transfer my funds to my account. The online PayPal system again threw a "generic error" message. The security system again focused its questions on my relationship with an "Edward **". I again informed the Paypal agent of my suspicions regarding the validity of the security questions. I was again locked out of the transfer process for 48 hours. At this point I demanded escalation again. I repeated the process with supervisor Paypal agent Alberto (badge #**). We repeated the process, with the same unsatisfactory results - and I finally demanded to speak with a manager. A person identifying himself as Drew (badge #**) came on the line. He expressed no proactive interest in solving the issue and grudgingly gave me the address of PayPal's legal department.
So here we are: I have reached out through the PayPal process in an attempt to get access to my money on multiple occasions. I have identified the fact that PayPal's online system does not work correctly. I have identified that PayPal's security system appears to be operating on bad data (the mistaken assumption that I have a relationship with an "Edward **").
Paypal agents and reps have been unable to solve the problem. Paypal agents and reps have shown no proactive interest in attempting to follow-through in order to solve the problem - and showed little willingness to escalate my case to anyone who could. Paypal agents and reps merely stated that Paypal's problematic process was "policy". Drew (badge #**), the PayPal 'manager' who eventually spoke with me, made zero attempt to solve this ongoing issue. Disturbingly, the PayPal manager who was my last resort was also the most obstructive and least helpful of the people I spoke with at PayPal. Net/Net: PayPal is denying me access to my money and refuses to resolve the situation which they have created. I wish to have access to my $922.15. Please have a competent PayPal supervisor (who is committed to solving this situation) contact me directly.

Sold my Big Tex trailer through eBay. Big Tex sucks by the way. 2015 22gn 40foot trailer. It sucks. So sold it. Sold it on October 3rd 2017. It's October 17 already still has my money on hold. If I knew it was going to take this long I would of never done this. I can understand 7days or less. But it's been over that. 14days exact and still on hold. And they have the nerve to charge me 178 fee for their services. Never again. Garbage straight up. If I knew it would take 21 days. I would of never done it. I am surprised to see that PayPal has put my payment on hold even I confirmed my bank account, provided all the identity proof, my account is in good standing and no clients have filed a complaint against me, this is not obvious as my friend suggested to me about PayPal. I need a normal PayPal account, as per your terms you said that your PayPal balance will be automatically withdrawn to your bank account on daily basis. You should have told that we will put your payment into pending state for 21 or 7 days.
I don't feel secure working with PayPal and also I would not be able to provide future services to clients if you put my payment on hold. As a consequence, I will lose my all clients. I have a list of clients who pay me for my services. I can work with PayPal if you withdraw my payment on daily basis; otherwise there are many other Payment gateway also available. Also, I will not recommend PayPal to anyone online or offline. My other friends are using PayPal and getting paid on daily basis from their First payment. Please help me to get my payment on daily basis because my account is in good standing, no clients have filed dispute against me.

An individual used PayPal and fraudulently used my debit card. People can easily use PayPal to get money from you fraudulently, all they have to do is key your information in and they pay people. No questions ask!!! If you call and report it, they don't give a darn... They will tell you real quick that they are not responsible although they should not allow people to do this that don't have accounts with them. Not very responsible company. I had a customer write a note saying they had not heard from me. Their payment went to spam. I got a hold of the client and everything was fine. PayPal held that payment and created a divisive environment between my client and myself. They charge money for every payment you get. They are not there to do anything but find ways to steal money from us - the people who use their service. I hate them - If you need a payment service do not use this one! I have called twice. The first time I took a grand ole' hour to not get a resolution. All I wanted to do was transfer money out of my account. It is damn near impossible, it is a scammer's Fort Knox. You cannot do it over the phone. They say it is due to security... But isn't that what they all say. I had an outdated app that would not let me move it to my bank. Then the attendant told me to call a # and just ask for a debit card from PayPal. She said I could immediately get my card mailed to me and then get my money. Lo and behold when I made that call they told me in order to get a card I would have to supply a social security card, photo ID and proof of address.
It is my freakin' money people, you should not have to do any of that if you already have other valid information, such as credit card #, social security # (etc.) Of course my only other option in finally getting my money was through a mail out check. Of course they take $2.00 off of that. I am happily deleting my account... Which is inconvenient to do as well. I have spent a total of three hours on the phone with this clown company! But, I know it will be worth it, especially, if I send them my phone bill!

I have sold digital products on eBay using PayPal. 6 buyers sent the money and send me messages to confirm where to send the digital product. Few days go by and all 6 buyers report to PayPal that someone used their account to buy the product. After calling PayPal I was told those account have been hacked so the rightful owner are requesting their money back. I listed my product as NON-REFUNDABLE as with any digital product, once it is sent, you cannot un-send it. PayPal closed all the claims against me. So as of right now, I have lost more than 1000+ worth of product, and now PayPal has put my account in negative balance (and threatening to send collections).
Basically I have lost my product, and I must give PayPal the funds of my sales because they are letting hackers freely take advantage of honest sellers. Paypal/eBay is running a large scale scam and I will be suing as soon as the last cases close (and I'm pretty sure they will be closed against me, PayPal will not admit their faulty security and put the blame on the sellers). PayPal is a scam today. eBay is dangerous as they have had their databases leaked. Stay away.

I have been using PayPal as part of my eBay business and personal usage. I haven't had any problems (except the high fees charged for monies from sales that they have nothing to do with but collect monies) with them till now. My bank had a computer failure and sent out that all accounts were frozen during the time they did repairs. So I had four transactions that needed to go thru the bank and they were returned. Now PayPal has shut down my account. I call six times and spoke with CSR and SUP and never was able to get a straight answer about how to fix this as it wasn't my fault and all they kept stating it was. Like I cause the computer at my bank to melt down. Really!!! So after spending ten hours on the phone for a week I have come to the conclusion that I can't wait for eBay to allow other companies to accept payments and for what I have hear that will be soon. So PayPal will be out of business within a few months... YEA!!!

I'd like to make a little extra money and I see opportunities to make a few $$ here and there being paid with PayPal, so I thought I'd open an account. Their site doesn't have any real information, only marketing. It says I have to link a credit or debit card to my account. What??? I don't want to do that! This is just one of a few questions I have about how an account would work. I also gather they charge for moving it into my bank account, which I didn't expect.
So it's 9 pm on a Friday and I call their customer service number. The robot is the stupidest, most infuriating ever! It keeps asking for my account number. I. DON'T. HAVE. ONE. I'm a potential new customer, moron! It doesn't understand that concept. I keep saying "representative". It doesn't understand. I say "customer service". It almost understands. Then it says "you want an agent" YES! Then it keeps asking me stupid non-applicable questions! Aaarrrggghhh!!! I keep saying "agent" until it FINALLY transfers me. Then it says all agents are busy and will call me back in an hour. In an hour I probably will have changed my mind. Between the bad reviews and the idiotic robot, not to mention that this simple info isn't on their site, I don't think it's worth the trouble.

PayPal is such a fraud! I tried to pay something using my PayPal account and it prompted me to apply for a credit card. I did not select to apply for the CC nor had any interest. It asked me to update my information so I did and later I received an email that I apparently applied for a CC. I spoke to them and they told me to send a letter. They respond to my letter that they are unable to remove the inquiry. I called them and the respond I got was that unless it's a fraudulent activity they will not remove an inquiry, even when it's a total fraud on their end, tricking people into applying for CC. I've been a PayPal user for over 10 years and now they not only lost me as a customer but my entire family and friends.

I mailed in my August payment twelve days prior to the due date. Paypal said it was never received. I made an online payment and per their agent's advice stopped payment on the original check mailed. The agent read me back detailed notes advising check was lost in mail, stop payment placed, return to customer and do not deposit. Then they received the check and deposited it anyway. It did not clear since I stopped payment so they charged me a 27.00 fee. They refuse to refund me the fee stating it is not their policy to do so. Again in September they are claiming not to have received a check, again mailed well in advance of the due date. Since all other bills paid same time frame had no issues, the problem clearly lies on Paypal's end. In spite of speaking to representative and supervisor the fee cannot be refunded. Definitely time to complain in other forums.

What a NIGHTMARE! I signed up with PayPal to process credit card payments for my business. They sent me a swipe reader that attaches to my iPhone. I sell cars so credit cards aren't used often. I processed a transaction for 2,786.00 and PayPal put all but 500.00 on hold for 30 days because I didn't use a chip reader (They had not told me I had to have one for immediate payment) - I was told that I needed to verify my business so I sent them phone bills, and all of the government documentation showing I am a registered business in order to get verified. I did this under the assumption that they would then release the money. NO - All of that information was sent to them and they still kept the money for 30 days after sending me an email saying I was verified.
After the 30 days were up, they released the money into my PayPal business account. I then transferred a good portion of it to my bank account and was told that it would take 1 business day to transfer. LIE! PayPal gets your money and then basically holds it hostage!!! Nobody there can tell me why it's taking a week to move from them to my Wells Fargo (verified account).
This has been a nightmare transaction and I warn any small business owner - do not use PayPal business for any financial transactions! They keep all funds for approx 40 days and tell you it's for security reasons or because you are a new client and they need to see your business patterns. There is nobody there who will help you if you need your money!!! My experience with PAYPAL has been a truly unbelievable nightmare where the terms "small print" and "security issue" are used as excuses to keep your money as long as possible with nowhere to turn for help!!!

If I could give them a -0 star rating I would!!! Worse people to deal with!!! They will steal your money whichever way they can!!! I got scammed from a company in India and filed a claim with PayPal. I did all that they asked me to show the product I received was complete garbage. I even returned the product as per their instruction. After waiting 3 whole months and them telling me they will help me whichever way they can ended up stealing USD $840 from me. The scammer walks free with my money and after being with PayPal for 15 plus years, guess who gets the rotten end of the stick!!! Yah me!!! Awful scamming company themselves, it's no wonder they sided with another scammer. Two peas in a pod!!!
Consider very carefully doing business through this joke of a company. You are much better off to go through your bank, Visa, Mastercard etc because they are always willing to help and do what they can to help you. I've had nothing but the runaround while dealing with PayPal for small businesses. When I have called (which I've had to do numerous times since my PayPal account had identity theft committed through my PayPal business debit card), I've spoken to some of the most dismissive, derisive, disrespectful folks imaginable. I've been punished for making more than a certain amount of money, for using the same cards (I'm sorry, do businesses usually not have return customers??), for working with clients around the world rather than all in person clients and I've had services sold to me that were then denied to me after I paid for them.
I've been told I have to take all credit cards via Swipe despite the fact that my clients are located in various places throughout the world and I've been told through word and deed time and again that my business isn't valued. I'm sick of it and I won't stand for it anymore. I'm out. PayPal has cost me hundreds of dollars in overdraft fees withdrawing from the wrong account continually... They're just awful. I've spent dozens of hours on the phone with these folks that I won't get back. I've found another company. I would never recommend PayPal to anyone.

I raised a dispute to a seller who promised me refund but never gave it to and said time over for refund but in reality he never gave any timeframe for refund and just told me "if it don't work out then just send it back and we refund you." When I contacted him for refund he told it was for 7 days only. How can that be right to decide after I file for claim for refund? Also product I bought was just pure BS and crap only and was for no use. I felt scammed and cheated and file dispute and now PayPal decide not get me refund. I fell like PayPal is a scammer company and helping scammers to make most out of it. They even didn't asked any proof from me.

I have been using your service for almost 10 years and have NEVER disputed anything. I did not authorize a payment and tried to dispute it. They did a "review" and denied my claim but did not give me any reason. Very unethical. I am so disappointed but I guess they feel that $74 is more important than having myself as a customer. I contacted PayPal regarding sending an emergency money transfer to a relative in Italy who needed medical attention immediately. I was told that if I paid the higher fee of almost $44.00 and had the money debited from my debit card, the money would be received in a matter of minutes. I was told that the money could be accessed immediately. The supervisor I spoke to, her name was Jean, was somewhat rude and outright LIED to me!! They debited my account immediately, the money was sent, but my relative CANNOT access the money immediately and must wait up to 3 days!!! They need medical attention immediately, and are at risk for their health!
I have been a customer of PayPal since 2001, and never dreamed they were scam artists. However, that is exactly what they are!! Their customer service is nonexistent and they lie to people telling them things that are not even true!! After the money is finally received, I will no longer do business with PayPal and will become their worst nightmare letting everyone know what a scam they are! This company should be the cause of a class action lawsuit as I have read many stories here of experiences as bad as mine. How can they be allowed to continue to rip people off? I am totally appalled at the fact that they are able to stay in business doing the things they are allowed to do.
I was assured by 7 different employees that there were NO limits on the amount of money that could be sent. However, when I went to print the "barcode" to take to a local store, it clearly stated that there was a $500.00 limit per DAY on the amount of transfer. How is it that 7 employees did NOT know this? I was then told that the limit could be removed, placed on hold for over half an hour and no one ever came back on the line!! Any other place conducting business like this would be fined or closed down. But, because they're so huge and part of eBay, they continue to be able to scam the public at will. This is distressful for those of us on fixed incomes who try to help our relatives in emergencies.
I was literally ripped off by having to pay a higher fee promised to have the money get to the destination and be available on a given day, only to find that it's in their PayPal account to PURCHASE merchandise, but NOT to be used for the purpose it was sent! If this isn't looked into then I have lost complete faith in any justice out there!
I feel I should be refunded the money I spent to have the transfer made for "immediate access of funds." Lies like that should NOT be overlooked. The money was debited immediately from my account and my relative is now in danger!! Shame on this low life company and their con artist way of doing "business." They will regret doing this to me!! I will definitely let everyone I know what a horrible company Paypal is to do business with. They are in the same class as advance day loans and loan sharks!! I can't seem to get the receipt to download on the page, but I do have a receipt available and could send it by email if it would help!

DON'T EVER USE PAYPAL! SCAMMERS!!! I just used PayPal for the first time last week. I linked PayPal to my Apple iTunes account as the payment method. On the PayPal website under credit increases, you make your purchase and if PayPal approves your purchase even if it's over your credit limit that is how they give you an increase. But you won't know until time of purchase. So on Friday of this past week I tried to make a payment to PayPal. I linked my banking account info to PayPal to make the payment. I paid $25.00. Today I noticed I had a charge on my bank account from PayPal and it wasn't just for the $25.00. Instead it was for around $200 more. It was the same amount as the purchases I made this weekend on iTunes.
I called PayPal and asked they why they are withdrawing money from my checking account to pay the charges I made without my authorization. They said because I linked my bank account I gave them authorization to do that if I don't have the money to cover purchases on my PayPal account. This is the first time I used PayPal and never knew this. I would have never linked my banking info if I had known. They gave me the runaround and tried to blame it on iTunes, but I spoke with them and they don't have my personal banking info on file, only my PayPal account info. Now my account is going to be debited for $200 I didn't plan on or authorize. I thought I got a credit limit increase when the charge went through. This is unacceptable! DON'T EVER USE PAYPAL, USE A REGULAR CREDIT CARD!!! Once they have your info they can do whatever they want and believe me they will!!!

PayPal ripped me off. I sold a stereo $150. They charged me $4.65 plus charge me again to move the money into my bank account and I had to call in because they wanted to hold my money for 21 days. After getting that straightened out had to wait a whole another day to get money transferred into my account. Prices are outrageous and takes too long to get my money. I'm going to stick with money in hand.

We have just started to use PayPal for processing some business credit card transactions, via Intuit QuickBooks Online Paypal Portal, however have had serious issues with the service. So serious that it could potentially affect our own reputation and image of our own company, potentially resulting in loss of client. Issues: 1. Day 1, Our client wanted to pay for the Invoice using a credit card, since we connected our intuit account to PAYPAL for credit card payments, that would be PAYPAL QUICK BOOKS ONLINE PORTAL via the PAY NOW button on the Invoice.
Our client’s payment was rejected, and PAYPAL asked the customer to contact them directly, despite the automated message telling them to contact us. We contacted PAYPAL and they refused to let us know why the payment didn't go through and instructed the only way to move forward was for the client to call them directly. We did everything they asked, troubled our client to call PayPal, which they did, and everything was good - Mind you it took us 4 months to get the money released from PAYPAL for this business transaction. 2nd payment attempt from the same customer who had already been identified by PAYPAL during the first payment of $6000 - Everything smoothly.
3rd Payment: REJECTED AGAIN, and even though the client and the card was identical to PAYMENT 1 & 2, they blocked the client, and then asked the client to call them again... At this point there was no way I was going to expose my client to this unprofessionalism and malfunctioning system, and let PayPal tarnish our own company image, so we processed the payment via another payment portal. We spent two hours talking to PayPal letting them know - it does not make sense for our customer to call the merchant who is providing us the payment gateway service, as the seller it was our job to find out what happened and relay that to the customer. And also, if PayPal needed the client to call them they should indicate that at the time of processing the card. PAYPAL portal asked the client to call us back to resolve, and when we did, they refused to provide further information.
If it was the Credit card issuer who blocked the transaction then the customer would definitely need to call them, but in this case it wasn't. The bank let it go through, and the credit card payment facility provider PAYPAL who we pay fees to, and whom have fully identified us as the supplier, asked our client who they have no working relationship with to call them to discuss the transaction with us. This to us, and to most of whom I spoke to agree that it is not logical. How would PayPal identify the customer without the client having an account with them? And will Paypal be asking for our client personal details? And would our client be comfortable giving it out to a third party that is not us? What if PAYPAL treat out client in a manner which they dislike and reputation of our business is tarnished?
There are so many things which could happen, and with a high possibility since they managed to really upset myself through absolute stupidity and lack of sense. If you are a business my suggestion is do not use PAYPAL. Intuit - You really need to rethink your working relationship with PAYPAL, a company who BLOCKS companies for 66% of payments from a single important already pre-qualified customer. Result was - Delay in receiving payment for stock already sent. Client seeing the delays and issues of the gateway and obviously forming their negative opinion on the matter. And of course our company looks unprofessional when we can't even process a payment, and 2 times in a row. Extremely disappointed, and have gone with SQUARE, and our standard BANK Terminals as a result.
PAYPAL - being such as big virtual payment gateway provider, you should do better and improve your system and security screening process. I suggest you create a WHITELIST and don't block repeat clients with a legitimate credit card to use. Especially that from a well established company. This was very bad business practice for you.

I'm not surprised to see so many one star reviews. Every other company I have ever dealt with has responded to me within 48 hours. It's been over that and I haven't heard a word from them. Which really doesn't make me happy since they are dealing with my money. I have always had problems with them (being charged twice from my bank account, that the bank very kindly cleared up for me instead) and for some reason I thought it would be okay to do business with them again. That was obviously a stupid decision. This company is far too shady to trust with any amount of money.

I have been informed by PayPal that they will not honour my claim for a refund for three future flight tickets which will not happen as Monarch have gone into receivership. They say they will not pay as my claim is more than 180 days since I made the booking! I am one very disgruntled PayPal user. So much for Customer support. Last week I sent $100 to my mother in New Jersey. I made a mistake of putting a note saying, "Mom this money is for Cuba." Now PayPal is holding my money as pending for review asking me what is the money for, who I'm sending the money to. This is crazy. My wife worked for a financial institute for almost 15 years. The only reason your account go for review is if you send too much money in a short period of time or the person who receive the money accumulate too much in a short period. But not Paypal. They are holding my money for a note I wrote, that's "insane". Only 100 dollars the first time I ever send money to my mom through PayPal. I just make her open that account that way was easier to send money to her when I need it. Huge error from my part. We are going to be closing our accounts after this nightmare is over.

Today, I canceled my PayPal account after being with them since 2001. I had a charge on my account from Norton in August 2017 for an auto-renew with the subscription beginning Sept 18, 2017 which was approx 20 days prior to the renewal. I did not want to renew the subscription so I canceled it immediately. I do not normally dispute charges but since I had multiple internet security packages from Norton and others to monitor personal and business laptops and computers, I needed to find out what I had so I did not have redundant protection. So I disputed the charge since it was PRIOR to the subscription beginning. Norton sent me an email saying they would refund it or would add a another year to the end which I thought was a very nice thing for them to do. I like Norton products but needed to make sure that I did not have redundant products.
In the meantime, PayPal decided not to refund the charge. Had Paypal performed their due diligence, they would have seen Norton agreed to refunding this future subscription. Because of this, after 16 years with PayPal, I decided to close this account and my plan is to close my eBay account as well as other business related PayPal accounts. Disputing one charge after 16 years (totaling $95.39) and what I felt was a "sterile" ruling, has left me to no longer use PayPal or any of their related companies. The real character of a company shows itself during a challenge like this and I feel they did not get this right. It does not make good business nor personal sense for me to partner with such a company.

Just like an earlier commenter (Sept. 13th, LA) I had received an emergency loan of $100 from a friend. She even paid the fee to send it from a credit card ($3.90 or something like that.) A week later I had the money to send her back, and directed PayPal to send her $100, which they could draw from my bank. Instead of the money showing up in her account instantly, as it has done in times past, I got a notice that the payment was being "reviewed" and that could take up to 72 hours. I called PayPal. The rep I spoke to said it was just a routine flag, they do it all the time, 72 hours was the "window" for the hold and it should go through in a day. It did not.
It was in limbo for 3 days and then they returned it to my paypal account with NO EXPLANATION of why. Thinking I had made a mistake in her email address, I STUPIDLY sent the $100 to her again. I got the same "holding for review" letter immediately and today is the 3rd day, the 72 hours is up. They still have my $100. It has not come back to me or gone on to her. I suspect they are doing this a LOT and collecting interest on all the money they are holding for this time period when it is neither in the sender's bank or the receiver's bank but just in PayPal's bank. I will not be using PayPal to transfer money ever again and will use one of the many other services as much as I can. eBay and PayPal are so connected that I don't think you are allowed to use other payment methods, but hopefully that will change. PayPal was a good service for years but it has sold out.

The dreaded 180 day holds. I have contacted Paypal. No one return phone call or emails. I open a case with BBB and PayPal did not even respond. I was surprised that they did not respond. You would think a legit company would like to clear their name. (Nope). BBB contacted them again and gave them until Oct 6 to reply back. I going to contact Attorney General and Consumer Affairs after OCT 6 if PayPal does not respond. I don't understand how PayPal can keep your money after the transaction has been completed and buyers has their item and satisfied.

This has been by far the worst company I have ever dealt with in my life. I have been in the hospital for 2 months now, and have missed a couple of payments on my PPC. Well flashback to now, the harassing calls they leave are nonstop. They call at 7 am, and every hour after, 5 times a day nonstop. They dont leave messages, there is no real number to contact. Anyway, in the hospital, I found out that they were contacting my relatives about the money I owed them, I have no idea how they even got this information, but I was furious. So not only was I sick and unable to do most things on my own, but aggravated that they had the nerve to pry into my personal information and call numbers of relatives to tell them about what I owe. This is against the law! I threatened to sue them.
The harassing calls never stopped, so finally I had to get my fiance to pay their ** 1335 because of high interest that they dont tell you about on my payment. Oh and even tho I paid on time, they STILL charged me a 38 dollar late fee. How is this legal??? I plan to sue them down the road and I suggest everyone else do too. I've also sold a few things on eBay, and even tho my buyer receives their item, I'm left waiting 2-3 weeks or more for money to come through because they withhold your funds... They are scammers, and crooks, and a terrible company. There was nothing they could do about my payments while I was in the hospital but somehow told me to call them and work something out, but was told that there was nothing they can do. Real caring huh?

I have been a PayPal customer for over 10 years, using the service for small, medium and large transactions. Until recently, I have never been more frustrated and I believe PayPal is committing fraud! This is an open case, and one that I have not been able to resolve even after calling PayPal 2X. First call I was told that my Bank Account was not verified even though it was and it clearly states this on their website. The 2nd call I was told that the transaction went through 6 days prior. So I called my bank and was advised that it is illegal for the bank to NOT post the funds immediately.
So my 3rd call, the IT guru told me again, it is the bank's fault... and he (Elvis) asked me if I was satisfied with PayPal and their customer service. Laughable, especially when I told him absolutely NOT! And he advised me that it is the bank's fault. All the time I wasn't accusing anyone or placing fault, I just wanted to know where my $$$ were... Something is amiss, I will not use PayPal again...

** PayPal limited my account. I called into the customer service department of the PayPal Canada customer service line at 7 pm pst on Sep 22, 2017. I spoke with a "Laura" and she was extremely rude to me. I had called in to ask for assistance on what I can do to lift the limit off of my account. After being put on hold by her so she can go see what they want me to submit, and her coming back to tell me that they need me to submit a file, I asked "Is my account going to be on hold for 180 days," (as I have heard from a billion PayPal horror stories widely available on the net) and she completely ignores my question and fires back with "THAT IS NOT WHAT I SAID!!!"
Look lady, your company is not a bank but is acting like a bank holding my funds so now I am not able to pay my current bills or buy food for the family. I am very happy there was a class action lawsuit against PayPal in the states this year because of PayPal freezing many accounts without merit. Serves their asses right. I have had my PayPal account for 15 years, I have had no defaults on any of my payments, yet their security systems flags my account at least twice a year. The first level customer service agents cannot help as 2nd level the same - I have to spend 2 hours on the phone trying to get this issue resolved. After I request for it to be an escalated claim, they tell me there was no reason for this to be happening, and blame on their security system. Horrible customer service, long waits on the phone, inept customer service and expensive, not to mention the manipulation of eBay - unfortunately a necessary evil.

I have asked customer service to remove me from their automated system and to stop emailing me, I no longer have a account with PayPal but still receiving emails telling me that I need to send documents in order to avoid suspension of my account. I have closed my account over a year ago! I have contacted customer service to tell them to remove my information, but apparently they are habitual liars when they say that I'm removed. I had dispute a charge that used my AMEX from 2 CC numbers and 2 years ago with no notification of upcoming renewal. Bottom line AMEX did not reverse which is another story but PayPal was notified on 8/29/2017. Today I tried to close the account and they said the dispute was still open and it could take 75 days to hear from financial institution. Again AMEX sent them notification on 8/29. It is obvious. All they are doing is stopping me from cancelling my account.

PayPal does not care about eBay sellers or consumers, I have had a very terrible and costly experience with PayPal, the call representative are very deniable and rude over the phone being very unhelpful and blames everything on the seller, they have withheld my only income on eBay at home business then when I transferred funds to my bank they reversed the transfer and then when a customer needed a refund PayPal they tried to pull money out of my bank every day for a customer refund which the customer forced PayPal to refund my bank automatically, I have even messaged the customer that they will receive a refund, PayPal does not even give me a chance to put money into my account, causes me multiple overdraft charges on bank account!
They control my bank account like communist dictators, they pull whenever and unexpectedly without letting me know. I hate PayPal, they have pretty much put my eBay account into a bind, damaging my revenue on eBay and causing eBay to investigate my account when I have excellent 5 star ratings. PayPal is run by a sinister organization that should not get any of our money or business, I hope they go out of business for criminal policies that ruins lives. I hope they go bankrupt!!!

A charge from PayPal appeared on my American Express account with no information about the charge other than date and amount. I had not used my PayPal account in months, so I went to the PayPal Resolution Center and entered all of the information asked for. I specifically asked for more information on the charge as to what the charge was for. A response from PayPal assigned a case number and indicated I would receive a response from the Resolution Center in 9 days or less.
After waiting 3 weeks with no response, I began sending requests to PayPal again asking what the disputed charge was for. The first two responses from PayPal were canned messages about entering data in Resolution Center, of no help at all. The third email response said they could not find the case number even though I had supplied it in the email. The fourth email response said if I wanted further information on the disputed charge, to call the phone number they supplied in the response.
I called that number only to have the support rep say she was unable to give me any information on the disputed charge and transferred me to a resolution center support rep. The resolution center support rep said he could not give me any information on the disputed charge and that I should fax a copy of my AX statement with the charge highlighted to the PayPal Payment center. I faxed that information and heard nothing in return. Today I received a final email from PayPal indicating they determined the charge was valid and closed the case. Multiple emails and calls asking for one piece of information about a disputed charge to which PayPal was totally unresponsive.

I have been a member of PayPal for 16 years and I have paid the hundreds in fees. I recently had a dispute with a buyer on a eBay transactions and eBay agreed with me. The buyer wanted a refund but should not have been given one. This buyer then filed a dispute with PayPal suddenly claiming that my item description was not accurate.
I provided PayPal with documentation showing my description was accurate. That documentation was ignored and the buyer was granted her refund. When I questioned this decision with PayPal, I was told their decision was final and that my documentation was not a deciding factor. The buyer simply wanted her money back and PayPal gave it to her without an explanation. PayPal continues to ignore my request for an explanation and has not reopened this dispute. 16 years of loyalty is apparently meaningless to PayPal. I would welcome a call from PayPal to discuss the issue but I have not heard from them.

A guest rented my home for 34 days and they used PayPal for half of the payment. After their stay the guests did a chargeback with their credit card. I sent tons of documentation to PayPal and even contacted American Express who agreed to talk to PayPal and reopen the case. The guests lied and said they never received the product! PayPal refused to advocate on my behalf. I'm out $2,500.

I honestly don't understand how PayPal is still in business. They have $675 of mine on hold for 180 days for no reason why. & when I try to transfer money from my friend to my bank account it tells me denied due to risk, this has been happening for over a week now & when I call in all they can tell me is that it's a security measure & I should try again in 24 hours.
When I try to transfer money to the PayPal pre-paid MasterCard, it tells me to contact customer service & when I do they can't give me a reason as to why this is happening & this has been occurring for over 5 months! I'm at my final straw because I needed money that I received for rent & PayPal gave me no solid explanation as to why I couldn't transfer the money & when I told them that it was for rent they could of cared less. Such a crap company. I have since switched over to Square Cash.

As of this review (9-13-2017, 5:57 am Eastern), I am going into a 3rd day waiting for my money! I needed emergency cash for a problem Monday evening. A family member sent the needed money via PayPal. When I transferred the money to my debit card, I was informed the transaction had to be "reviewed" and could take up to 72 hours! The problem at hand needed to be solved Monday evening. So now I have bigger problems due to their "up to 72 hour review period". I am trying my best to use profanity to describe this type of customer service but this BS could impact my job! MY LIVING!!! I cannot even use the other company that I was advised to try (Cash App). I was told it would be instant without any stupid "review". NEXT TIME I WILL USE CASH APP!!! Logged in online to create a tn dispute, encountered an endless loop of ID verifications that verified me, made me change my PW and then failed to acknowledge me without reverting to the verification loop again. Tried calling CS and robot informed that wait time was just under an hour. No callback option offered. This was during business hours. Disputed a 2 dollar duplicate charge at a taco stand and they won't help me. I cannot remember EVER being happy with PayPal, but because it is a virtual requirement with eBay, I've found it a necessary EVIL, and I repeat E V I L. They TAKE immediately, and any complaint that involves getting money back, forget it. It's a virtual impossibility. Example: If I pay someone via PayPal, it can take weeks to get a refund if I make a fraud or other complaint about an erroneous removal of funds. So, they TAKE the money from the vendor, AND take weeks to resolve the case. BOTH parties are held up while PayPal uses the money to further its income.

I had a credit that went to an old account, It was impossible to get my money back. The agents were mean, unhelpful, they keep transferring the call from one person to the other person. They even advised that my money could go to charity!! They advised that I needed to create a new account or they would not send me my money. I created the new account as advised and still was unable to get my money. I was on hold for a while and the agent hung up the phone, and I had to call again. I was on the phone for 4 hours!!! They will send you to the call centers out of USA and when asked to be transfer to USA they say they Cannot do it.

I have thousands sitting there in PayPal and I tried everything to transfer the money. They are withholding my funds saying it for my protection. You aren't protecting anything you're basically stealing from me. I spoke with supervisor and they claim it will take more time. It's been 4 days now for a 30 min transfer. Never have I seen such unorganized illegal in your face I can do what I want business in my life. I'm looking to file a lawsuit cause this is totally wrong.

EBay notified about a purchase that I made was from a fraudulent seller. I notified Paypal who advised it was their practice to allow these pending purchases to process before action could be taken. It took 3 weeks for the fraudulent seller to accept payment. Once I filed with eBay and received refund into Paypal, they actually charged to transfer back to my bank account the money they pulled from my bank account. They held my money earning interest over a month and then charged me to return the money back to my bank. I have another pending refund in Paypal. If they pull the funds from my bank account, they should return the refund to my bank account. They have earned interest holding the refund already for 3 days.

I've used PayPal many times, without a problem, before this outrageous incident. I transferred a little over $1,000 on August 1st from my PayPal account to my personal chequing account. I noticed I hadn't received the funds in my bank account after nearly 2 weeks of waiting patiently. I contacted them and they said they'll put a 'trace' on the money since they have no idea where it is (WTF!?). I was told I'd get a call back in 48 hours. I wait patiently and didn't get a call as promised, so call back again, only to be told to hold and they never put a trace. I asked them to put a trace again and they do, again telling me they'll get back to me in 3 business days. 4 business days later, no response.
I call back only to be told I need to wait another 5 days because their trace can take 7-10 days and again, they'll call me back (supervisor told me this). I wait another 5 days and the supervisor never calls me. I call back and 40 mins of holding later, they are completely clueless and say they don't know where MY $1,000 is. UN-EFFIN-BELIEVABLE. I've got a newborn and bills to pay, and these fraudulent thieves took my money!! PLEASE DO NOT EVER USE PAYPAL. BY FAR THE WORST AND SHADIEST COMPANY EVER. If there's any way to make my story heard to a larger audience, please contact me, I am more than happy to help destroy this disgusting company's reputation, or what's left of it.

Call in with an issue. So far sent to 4 different people to help. Which is fine, but every single time having to explain everything all of over again is not. Can't they add notes into their customer's accounts or get a hold of the person they're transferring them to and tell them so their customers don't have to keep explaining over and over again?

Paypal does not care about you. And it shows by the persons who are supposed to help you resolve security issues on your account. They are so concerned about their service that when you ask to speak with a supervisor they will say that he will say the same thing. In this way they want to control you. So when I asked to speak to a U. S I was told that there are no U.S representatives. The reps there are controlling us and the company. The supervisor I'm referring to is Nell.

Paypal has no use for the buyer. They are completely seller oriented because it's the sellers who have the lobby. I was screwed out of a $108.00 after the seller canceled my order and then agreed to refund my money but never did. I called Paypal at least 6 times, hung up on twice, on hold for an hour and no supervisor to take my call and let alone no employee who spoke English. I have emails to confirm all my complaints. I plan on fighting this injustice. Paypal is too stupid to realize why the seller canceled my order so I couldn't return the item. Like I said, scam!!!

I have been a PayPal customer for 12 years. For the past year or two my card is constantly declined even though there is plenty of money (and it is also linked to my bank acct.) They tell me it is for my protection against bad people and fraud. This is my business account! It has caused embarrassment at least 20 times for myself and my husband. I had to use my personal account several times and then transfer money back. Transfer should take one day and the last one took 3! I also am supposed to get 1% back when I use my card but my card won't go through so I lose money there as well. I used my phone to transfer money after my card would not go through at Target and it offered to transfer within 30 minutes for a 25 cent charge.
I only need to transfer money because the card NEVER works! So I lose the 1% AND can have my money quick for a charge? This is a Debit card NOT a credit card! It is my hard earned money that they are screwing me over with! They tell me it is fixed and it never is. Now they say they can't guarantee it won't happen again. They have even told me it has to do with the area I live and shop in. Sounds like profiling to me and should be against the law.

I have been with PayPal since 2002 and am in the process of canceling my account. It has been hacked into multiple times over the last week and no matter what measures have been taken to secure the account, they can't seem to prevent the breach. I get an email to call. Then am on hold no less than 30 minutes every single time I call, only to be placed on another hold to speak with someone else. PayPal is archaic and there are plenty of other more up-to-date and secure ways to pay now. I am beyond irritated with their lack of concern and security. Take your money elsewhere because they don't care.

I won't even go into the terrible hours-consuming experience I had with switching email accounts that was mandatory because I moved to a different country, them asking for my home address in the original country which I didn't have anymore because I moved... Anyway... I released a few video courses and got paid several hundreds of dollars. Paypal thought this was "unusual" and blocked me out of my account. When I verified my identity, it didn't accept my new passwords. Then I had to call them. After going through 10 minutes of robot phone, I talked to a snobbish lady who wanted my bank account (no other identity confirmation), so I had to search through my stuff to find that. Once I confirmed, she put me on hold for over 30 minutes! Are you kidding me!!! I wish there was something better out there. When is the outdated USA finally going to switch to bank transfers like they did in Europe, where they charge no fee and have everything secure?

Consumer buyer protection my **. Part of my order never turned up and I was only offered $10 refund for an item which cost more. I refused and wanted the full amount of the item. PayPal then decided in favor of the seller and I received nothing, so I am now out of pocket for an item I never received and money. Buyer protection does not exist.

I have used PayPal for a while as a 3rd party processing for my merchants, however; my account went recently in the Negative, and which I was happy to resolve. I had set an agreement on how to make the payments, and the company didn't want to hear it after my account had been twice double charged from one of my merchants. The first time I filed a claim they refunded me the money, however; because of the negative balance, the funds got refunded to my Negative Balance, and their statement was there was nothing they could do, the system could not be overridden.
So I shrugged it off, and then came to find a second Double Charge from the same merchant, and so went through the process, and they said it would be sent back to my bank and not to the negative balance, come to find out two days later they lied and it hit my negative balance, and I have been on phone with them for 3 hours now trying to resolve it, with their favorite line "There's nothing we can do", even though as a computer person I know that there would be someone high enough to override the system, especially after I had been told it would do something it couldn't, and then never got what was promised.

I purchased a mattress topper on eBay of Aug 2017. The company sent me the complete wrong size. I told eBay I wanted my money back and return it. eBay had me wait a week, they said before they could help me, when they started to help eBay said the company Costway in China did something illegal so they said they'd make sure PayPal would refund me my 80$ and 65 Cents. I told eBay I don't have the credit card anymore that I purchased the topper so could PayPal refund me on my new different credit card. eBay said most definitely PayPal will do it. I fought with PayPal for 2 hours and I must say after reading some of the horror stories of so many hard working and elderly people of the SCAMS that PayPal has committed, I think in my opinion PayPal CEO Dan "Schulman" is going to end up in jail or on the front page of a newspaper. I mean how is this company even in business, I can't get my money back in any way.
And the people at PayPal you could hear them laughing in the background and some TWISTED PERSON said give him 80 cents. I urge the whole country not to give them a penny worth of business. PayPal is literally ripping people off in my opinion after reading other people complaints and my own experience with PayPal. Please stay away from eBay and PayPal go with AMAZON!

Not user friendly. Money goes into account. PayPal dictates if and how you can use your own funds; if they let you. PayPal held my funds for years; finally refused to renew the PayPal card continuing to hold my funds. Finally threatened them with Gov Agency and legal action. Advised them to transfer the funds to my bank account of record with them. PayPal would not pay me my own money. PayPal is outrageous, egregious in dealing with customers; actionable. Be careful who you do business with and allow access to your personal information, bank account, and money. It can take a long time to get it back; years.

These guys are disgusting. A $300 lego train was lost (Hunter couriers kept this!). It never turned up, however when we organised a resend of a new lego, no word about anything from PayPal or eBay. We just basically left it for a few months hoping to hear something. I contacted the train seller two months later who never received a refund, hence didn't send the new lego. So it has been 7 months now, no word from PayPal. When I logging PayPal, there's no disputes! Pieces of ** kept my money! Left both its clients out of pocket! Scum bags, worst company ever, I stay clear where I can now!!!

I bought 3 gowns from a company called TBDress.com. When I went to enter Visa card #, TBDress denied my card x3 stating that the credit card company had declined the purchase but that I could open up a PayPal account. Mistake #1. When I called my very reputable credit card issuer, they reported to me that no charges had ever been attempted by said company or anyone else on that day. So TBDress lied. I wonder if PayPal is "in" on fraudulent denials so they can get new accounts. Based on my experience it would not surprise me. The dresses took quite awhile to arrive. I had them delivered to my friend's address in MN because I am living in Canada this summer. When we opened them they were cheap looking, did not fit, and were not the color described.
When I began communicating with TBDress it became very obvious that they would do everything to prevent returns. They offered $62.00 on a $349.00 charge which I refused. PayPal clearly had no interest in helping. I was told that if I opened a dispute I could not use the fact that they did not fit or were of poor quality as an "excuse" to return the items. They would not accept anything but "substantively different than represented." So I used that as it was true but only part of the picture! I forwarded all of my emails with TBDress customer service department. Then PayPal told me that I had to file a report with a government agency like the FBI or a sheriff's department. Without it I could not proceed.
This is essentially a crime report. I said I just wanted to return the items for a refund. But I did it nevertheless. Then I received a letter from PayPal stating that I must return the items to the address listed below by August 28 or I would forfeit my "buyer protection" and lose all of my money. The address was in Shanghai!They also said I had to send it via method that could track and get a signature.
I had done some research on TBDress (too late!) and one very unhappy customer told me that they have an address in Redondo Beach, CA. I'm in Canada getting married this week and cannot get to the states to mail the package to the CA address. When I called PayPal a few days ago a very unhelpful person said they might be able to get a new address but it was impossible to change the date to mail by. When I asked why she was unable to give an adequate response. When I asked to speak to her supervisor she became belligerent and snarky and said "Please hold". 45 minutes passed and it was clear that no one was going to come back on the line.
Today I called back again and while the first line representative was pleasant enough, she transferred me to a dispute specialist who reiterated the same information. "No. It has to be returned to China" and "No. There is no way it can be changed". So I have lost almost $350 to PayPal and its seller TBDress. I've resigned to donate the dresses to Low income teens who need prom dresses in Phoenix. PayPal does not protect buyers. This is a falsehood. It is in bed with fraudulent foreign companies that sell cheap knockoffs and then tell their poor duped customers that their dresses were custom ordered and cannot be resold. Do not use PayPal. And for your own sake, do research before being as dumb as I was. I don't want this to happen to anyone else!

PayPal has decided to freeze my account. That was my "welcome wagon" email to my first month of selling on eBay. They claim I broke their user agreement. I have tried to contact customer service and I was 53 minutes away from a call back on my first attempt. They never called back. I then decided to wait on the phone. I was disconnected after about 15 to 20 minutes. They are holding onto $560 of my money and they will give it back in 180 days (no mention of interest accrued), so goes their email response to my phone call.
I feel they think they can bully users because they hold all of the cards (literally). I know this is a small amount of money, but those are the ones that get me the most. What are they doing with the millions of dollars they hold onto daily from unsuspecting users like me? So many questions, so little time. If randomly placing holds on people’s merchant accounts for reasons such as an “unverified address” or a "questionable" product being sold, then IT NEEDS TO BE CLEARLY stated. It is for this reason that I have a case.
This is such a problem now, that the lawyer I contacted CLAIMS if I can get 100 people's names and phone numbers who have "legitimate" concerns over unfair treatment, he will meet with their “group” to discuss the possibility of another class action being filed. PayPal's allegation word for word stated, "violated their user agreement". I sell herbs/vitamins/nootropics. These products are found all over the internet and sold in shops online and at physical locations NATIONWIDE. Lo and behold, PayPal is an option to pay on MANY of these businesses' websites.
For fear of being too specific, I decided to do some research and although some merchants don't like to process certain vitamins and herbs, PayPal should have a list that potential future customers can search for PayPal contraband. I came to find out, that ALL processors that sell in the category of Herbs/Vitamins/Nootropics have the option to search for YOUR SPECIFIC ITEM to see if the product YOU intend to sell is banned by the processor. Why can't we do this with PayPal? Why don't they make this option available to prospective clients (sellers)?
Why are we allowed to sell in this category until they decide to exercise their right and "freeze" our accounts? I am shocked again to find out that they can do what they want. I share this story in hopes that the former settlement of the last class action lawsuit against them isn't used as a "Hall Pass" in order keep messing over the little guy.

I made an online purchase for a software program and I made sure it was for a corporation tax. When I downloaded the program it was only for individual tax. I tried to contact PayPal immediately (within the hour) and they told me I had to contact the seller. I hardly ever use PayPal and now I won't ever use them again since there is no point to use them anyway. They are supposed to help in disputes... the person who I chatted with from PayPal at first didn't even tell me about their dispute resolution option in their website. I had to cancel my credit card. Really no stars. Transferred moneys from PayPal to Bank. PayPal says that it'll be next day. Next day - no moneys. Waited another day - no moneys in the bank nor in PayPal. I can see that its transaction has been recorded on PayPal. Called PayPal. Wait time over an hour. Ended in outsourced call center in South East Asia that is Philippines. Waiting more than hour and ending in Philippines where you know you will have to ask to get someone in US where they most likely advise you to hang up and try again... maybe if you lucky get someone in US. They cannot explain intelligently why the transfer is not processed.
I advised that if PP wants to borrow to hire more people and train shall inquire: I may be willing to arrange a credit line for them. For a % as they do. They get paid for any transaction that I sell, it's not like free. This is horrible and this is a company that has access to your bank accounts and credit cards. Let it sink into you. They pleased to do what they want with it. I believe it's a violation of my rights.

I'm a single mom in the middle of an emergency. My father wired me money thru PayPal. Paypal instantly took the money out of his account. So I went on to PayPal to transfer the money to my bank account so I could get it the next day. It said it can take up to 24hrs. So the next morning the money is not there. I called customer service and ask if they could speed the process up because I'm in the middle of an emergency with my children. The lady told me she couldn't speed it up but I could call back and cancel the transaction. Also that it could take up to 5 days for the transaction to process. So I figured out a way to do what I needed thru PayPal. I called back and they told me they could not cancel the transfer.
I then asked to speak to a manager and again expressed "I am in the middle of an emergency and I need this money. You instantly took it outta his account. Can you either pull it back or push it forward. I really need this money and she told me before you could." Again I was told they could do nothing and that the money was in the middle between them and my bank. And it was going to take 5 days for the money to clear excluding Saturday and Sunday. I then called my bank and they told me they see nothing from PayPal. This was supposed to be a fast easy way for my dad to send me help in an emergency. It has truly turned into a nightmare. Very unhappy. Will never use PayPal again.

PayPal are crooks. On their website they have posted that it will take one business day to clear your money when you transfer it unless something is wrong with your account. But there is nothing wrong with my account and they still are taking more than one day. Then when you speak to someone in person they tell you that it take 3 to 5 days to transfer with them. Knowing this they still have not changed. It's on their site. They are actually false advertising their company knowing that it takes 3 to 5 days. They will not post that, they will just tell you in person but they'll have it on their website saying that it takes one. I have been calling them for 3 days now to have my money released. I have come to notice it will not be released until they're ready to release it within 3 to 5 business days. They are false advertising and it is not right to customers.

In Feb they have limited my account. According to them after 180 days I can withdraw my money. Now it's 200 days and I can't still withdraw it. I have called them 10 times and each time they are just giving me runarounds. Every other rep. blaming on each other. They are calling one another a liar just to save their own reputation. I have received emails regarding the money withdrawal and the amazing part is I can't even withdraw it. I am feeling soo helpless and I seriously don't know what to do now.

If you are ever the unlucky buyer who has no choice but to ask for a refund then watch out because if you're unlucky enough to have 33% of your purchases, have to go back with good reason like I have. Then you get banned from using PayPal. What the hell. You might say. Well I had the unfortunate misfortune to be just the person who had 4 not as described. 1 electronic item delivered soaking wet. And 1 item delivered by the courier who dropped it on my doorstep and smashed it. 3 items were counterfeit and struck off of eBay by eBay themselves. And I was hacked by someone at PayPal too. Now I have had my PayPal restricted forever and I can't buy stuff or sell stuff to support my family. So we won't have enough food to eat now. As this was my source of income to help do exactly that.
So buyer protection they won't give you. Why you ask. I put it that PayPal are in bed with rogue sellers with their counterfeit products and their dodgy ways of selling their products. So in reality this company lies to you about what they stand for. And uses the committed user to their advantage. So PayPal should be shut down and suspended from using eBay and any other company that they have the PayPal logo on. Otherwise PayPal will continue to exploit their customers.
eBay have agreed with me on all my refunds. And PayPal didn't. Why else did eBay remove those products and give me a refund on the ones that PayPal awarded in the sellers favour. They awarded in the favour of the seller on wet electronics. I have the photographs of that delivery. If you had something electronic water damaged at home it would be condemned. The one that was delivered smashed the seller said off his own back once he too had seen the photographs of the damage to refund me. The ones not as described PayPal awarded to the seller. What happened there. I would be allowed to take that back to any retailer in world for a refund. I know this as I have done the online business course. And the counterfeit products. Trading standards would have got involved as counterfeit electronics can and do catch fire.
So I was in the right on all these products. And PayPal have victimised me along with the sellers. So where are PayPal going wrong. And more to the point what are they doing to protect the people who have legitimate reasons for a charge back. They are exploiting them. That must be because I have caught people out on lots of lies. And corruption within this company. And they don't like this very much so they banned me. That is the only explanation for this.

PayPal canceled my husband's account because he received money from someone who owed PayPal money. When we called they said that it was "suspicious" that they had transactions between each other for different amounts (all under 200) several times a month. When we explain why and provided proof we were disrespected, and completely ignored. They sent us to talk to a supervisor. He too was rude and told me and I quote, "You need to handle the account that owes us money". I said, "So you're punishing us because someone who sent us money owes you money so we can't have our money until they give you your money".
They are basically holding our account ransom for the responsibility of another person. I asked, "If he pays you the money we owe will you unfreeze and restore our account" and he responds, "That's a step in the right direction". REALLY DUDE??? SO we either pay what he owes and have a "STEP IN THE RIGHT direction" chance or don't. Either way I don't think we will get it back. Do not trust PayPal! Do not let money sit in your Paypal! They will find any excuse to take and hold your money. Basically we are being punished for something we can't control.

Members of my family have used PayPal since day one on eBay. They have all had major issues with PayPal over the years... Most of them have moved on to other payment companies due to Paypal's bullying, extremely unfair business practices etc... In my case they limited my acct with no reason given, they try to hold funds for 6 months when this happens. I had 100% Positive feedback, no complaints, no chargebacks (these items have very little chance of chargebacks, or returns also), all customer items received, many have left Positive feedback, many of those are glowing reviews. PayPal asks for a lot of extra information, I'm not legally required to comply to have them release my funds. I believe this is a delay tactic & big brother collecting info as they often wont release funds no matter how well you comply (see MANY testimonials online).
PayPal is a payment remitter, NOT a bank, it's regulated by other state regulators. PayPal has lost a few class action law suits (Zepeda v PayPal, Comb v PayPal) for violating the electronic funds transfer act which pertains to long term funds holds so there is history & precedent of their bad business practice that is still happening! The law in 48 states no payments may be held more than 10 days, but PayPal plays games with their customers making it seem they have the authority to bully you, holding your money over your head (typical monopoly BS). I suggest if you're experiencing this you give them a few chances to work with you before making any complaints, but we all know it will go nowhere no matter what you or they say (delay tactics abound). Take them to small claims court (research how to do this simple procedure before trying).
They MUST reply within 30 days, or they will forfeit the law suit. They are very likely not going to fight you in court, instead opting to make a deal with you over the phone before the court date. Tip: make copies of all conversations, paperwork etc. You can also file complaints at various attorney generals offices associated with your state & PayPal's various related states (CA & NE), the Better Business Bureau, ConsumersAffairs web page (here), Federal Trade Commission, you may want to make copies of all these complaints & send them to PayPal via registered mail with signature required. All this sends a strong signal they had better take you seriously, they are about the only things that will! I left PayPal which was a hard decision because many buyers on eBay etc. Dont know how evil PayPal is to sellers & may not want to enter credits cards... when PayPal is more convenient... Good luck!

I've been a member of PayPal for almost 6 years. All of my online purchases, which are hundreds a year, are ALL through them. Recently, a seller on Etsy.com sold me fake Swarovski bead products. I had to prove that they were fake, and I presented it to them. However they did not grant me my refund. They allowed of the scam artist seller to deny giving me a refund. What kind of protection is that? They had the proof that it was fake. All they offered me was a measly $30 when I spent $100 on fake items. I expected them to protect me better than that, especially when I have the proof & messages with Swarovski claiming they are not genuine. 0 stars if I could!

A few months back PayPal froze my account and wanted me to prove where I lived. I was a little confused as I have been using paypal and eBay for more than 13 years and never had any problems and thought after all this time they are checking on me!!. They have access to two of my bank accounts and a credit card and yet wanted me to prove where I lived and who I was. You would think since my bank accounts and credit card is hooked to my address would be good enough. I phoned and explained that I have moved once in the last 20 years and I do own my home. I did send them a copy of my driver's license and a copy of my home tax bill which was paid up for the year.
After a few phone calls no one can answer why this is happening and the information that was sent was not good enough for them. I have come to the conclusion that paypal does not want any information from me but in fact they just want to aggravate me or someone at paypal does. I was ticked as I thought I couldn't use ebay but have since found that I can still buy things from ebay and just use my credit card. I have already contacted a lawyer and will eventually be able to access my paypal account. I will not use paypal again and once the lawyer gets things moving and able to access my account just to remove my bank account information. I did report this to the authorities also just in case someone at paypal decided to help themselves to my accounts before I had a chance to change them at the bank. There must be others that have had this problem and wonder how they made out.

I can't believe they still operating because their services to their customers is a total disgrace to the core and I had my account limited because of what happen back in 2012. That was a mistake when I created 2 account instead of 1. BUT WAS 2012 and the problem is that their policy is so strict, wrong move and they ban you in a instant without warning you to delete your second or block one of your accounts to prevent a ban or they could give a bit suspension but nope they are disgusting **. I now just have to wait for eBay to find alternative company and use alternative methods for payment and also for those who also having the same experience to replace their stupidity. Also they been working with known companies, I hope the companies cancel their contract with them because someone needs to tell them that do not pay or feed PayPal because of their totally poor experience.

3 times I have spoken with Paypal Customer Service and they are never helpful. It is either I don't know or I can't. Today I am extremely upset because I have Paypal set to use their credit and not my checking. I spent the weekend out of town and paid for Ubers through Paypal just to see everything charged to my checking account today unexpectedly. When I called they said 'oh yes, Uber doesn't accept PayPal credit'. Ok, well nowhere does it say that and their response well put it on Feedback and maybe it can be added. In the meantime my checking is empty and I have a 2 year old. Awesome.

A friend sent a personal payment to me via PayPal. She had some technical difficulties that she was trying to work out with PayPal. My payment was supposed to go through on her bank account but because of those technical difficulties it went through on her card and I got charged a large merchant fee - she was not given an option to choose which way she wanted to pay. When trying to contact customer service to explain what happened and get my fee back, their first reply was a cut and paste that did not address the issue.
The second reply was bullying and belittling with bolded words, and they denied all wrong doing. They relied on their erroneous "records" (based on a technical glitch) and treated me like I was either stupid or lying. They claimed that I would have been charged a fee even if it was a personal payment, yet their website says there is no fee when using a bank account. Even if the error was on my part, good business practice means they would be willing to work it out in good faith rather than becoming accusatory. I never got my money back. I can now understand why there are so many complaints on Consumer Affairs about PayPal and why they were fined millions of dollars for illegal business practices.

I bought something off of someone and was misinformed on what it was. Within 15 minutes of me sending my money I called PayPal to have It reversed. They told me I would have to talk to the buyer because there's nothing they could do. Which isn't right because it was not electronically taken out of my account. It was not electronically put into their account they were just being stubborn. Finally I talked to the buyer who stopped the transaction. PayPal still took the money out of my account and is now holding it. It was in digital space. There's no reason why they should not be able to stop it and there is no reason for them to pull my money. It was reversed before the end of the day. Even though the transaction had been cancelled they still pulled my money out of my account and is now sitting in digital space for 2 to 3 days.

PayPal received payment for an item I sold on eBay. I was informed that my funds became available for use, and I was directed to transfer the money from PayPal to my personal bank. I was told that it could take up to 1 Business day to complete this transfer. As Of 2 business days, my transfer status is still "pending." I spoke to customer service after the 1st business day and was told that I should be getting my money by the following day. The following day arrived and still NO MONEY! I spoke with another customer service person who gave me an entirely different reason.
When I asked what does pending mean, I was told that after I submitted a request to transfer funds that it had to go through a Clearing house for processing, and then it was subject to approval by The Federal Reserve, and could actually take up to 5 business days to get my money. I find this entire explanation laughable, and I am going to request that the balance of my money be sent to me in the form of a check. Never will I ever do business with these crooks. It's very frustrating that they are able to hold onto people's money like this, and give a bunch of reasons that make no sense.

PayPal didn't bother to help me when I needed them the most. My account was limited for unknown reasons. Provided all the requested information, yet they denied the appeal and held my money for over 180 days. I have a business to run and no way of accepting payments now. How can I pay employees? How can I expand the business let alone pay our own bills? You can't because PayPal doesn't care about you period... Then again, why should they? They can take your money and kick you in your throat and toss you on the side of the road.
Went through endless months trying to get an answer on my account, but they wouldn't bother. Had to resort to desperate measures and hire Auction Essistance to help me open up a new business PayPal account. Starting over from scratch isn't fun, but when you are in such dire situations, you do what you can to get your business back up and running.

When we sent our friend money to pay for a car rental during our vacation we misspelled his name and IMMEDIATELY called PayPal to tell them that the money was going to the wrong person. We asked that they stop the payment but they said they could not and that we needed to call our bank to stop payment. So we stopped payment and PayPal continued to send the wrong person the money even though we told them NOT to. Now they say we have a negative amount in our PayPal account which they plan on taking out of our account at the bank. PAYPAL TOLD US TO DISPUTE IT WITH THE BANK... Why did they send the money to the wrong person after we told them not to??? You can't talk to anyone who understands you! HOURS on the phone with PayPal and the bank and now we most likely will never be able to use the PayPal account because of this.

I've been using PayPal for more than 2 years now. At first, it was such a hassle trying to encash payment to my bank account because they have a 21 days wait time for security purposes before an account can encash funds and I had to bear with that. I trusted PayPal because of that. I thought it wont be easy for anyone to make fraudulent accounts on PayPal since they have this security feature for new accounts and most scammers create new accounts all the time so that they wont be traced. So I kept on using PayPal until this time. Here's what happened, since I'm outside the US, I'm in the Philippines, it normally takes 2 - 5 business days for the funds to be deposited to my bank account. I needed the funds for an emergency so I transacted with a third party to encash my PayPal funds immediately in exchange for a 2% charge.
These third party service happened to be scammers and I only found out when I already sent them my PayPal funds. I called PayPal and filed a dispute but they said they can't do anything about it. Jake from disputes team said that it was all my fault and they can't help me even after I provided all evidences of being victimized by a scam. And this is not the first time this happened since there has been a lot of complaints regarding this. I thought PayPal got my back and I can trust them to help me get the issue resolved but I was all wrong. They're useless and they support scammers. They could've easily traced up where my funds went and stopped the thieves from getting the funds and helped out in capturing the criminal. However PayPal won't cooperate so there is no way to find out where these scammers are and where the money went. PayPal therefore supports scammers more than the victims. Or they're just completely useless.

Called customer service 4 times now to resolve empty promises that my account would be credited back to zero balance, yet they were unable to explain the reason for the existing negative balance. Today when I call, I'm immediately & automatically transferred to a collection company who doesn't have weekend hours! Also when attempting to send an email through their conflict resolution portal, I get an error msg and cannot send the email. Disgusting. Will NOT recommend using PayPal to anyone.

HORRIBLE experience. My PayPal account had negative $1,400 balance because money was deducted from bank account and then paid out to another account holder. Then, PayPal transferred $1,400 BACK to my bank account creating a negative PayPal balance (this was the first mistake). I immediately contacted PayPal. I was told that I had to manually transfer the money back to PayPal again. When I transferred $1,400 back to cover negative balance, I included an addition 1,500 to make another transaction from PayPal. So, I transferred $2,900 to PayPal to cover a $1,400 balance. But PayPal never posted $2,900 to my account (this was second mistake). My account remains at a negative $1,400 balance. Then, PayPal automatically deducted another $1,400 from my account to collect on erroneous negative balance (this was third mistake).
PayPal has $4,300 pending against my bank account for a $1,400 balance. And my PayPal balance is still negative!!! My first call to PayPal, I was told there was a 90 minute wait to talk to representative. After waiting, I was transferred to "collections" -- call went right to an "after hours" message. Did the customer service representative not know the hours of the collections department? Second call, no resolution after speaking with representative. Third call, told there was a 34 - 50 minute wait. No resolution. The PayPal site does not offer live chat option. There isn't a single resources online which yields results. And there are poor options to send email / electronic message regarding account issues.
When I eventually spoke to a PayPal telephone representative, the representative just stated the obvious - my account is in negative balance. I KNOW. THAT IS THE ISSUE. What is the purpose of the long wait for customer "service?" I can read my account out-loud independently. Most frustrating, my issue is between me and PayPal, not a third party! I am not waiting for PayPal to get reimbursed by another account holder. I just need PayPal to correct my account balance. My 'work around' was to alert my bank to not payout any funds to PayPal going forward.
Once my current negative PayPal balance is resolved, I will delete my PayPal account. PayPal handles a vast amount of transactions and should have better customer service. I understand there are errors or process failures. But I don't understand the lack of customer support. It is 2017 and electronic payments are as easy as downloading an app on smartphone. PayPal does not have monopoly. There is NOT a single reason to use PayPal going forward. There are too many options with better customer service.

PayPal has the most convoluted eCommerce store integration I've ever experience. I've set up many online retail sites using a half dozen other online payment processors and PayPal has BY FAR been the worst. They're constantly changing how their online payments processing integrates with websites, it is the most overly complicated integration process I've ever come across, and they are the least supported by most content management systems. Stick with Stripe, Authorize.net or one of the many other large and well-known online processors. Oh yeah, and the owner of the website I set up with PayPal keeps getting locked out of his own merchant services account and it takes an act of Congress to get it un-suspended.

I have used Pay Pal for years and have never had any issues until today. I made two refunds to my friends a week ago and as of today they still did not receive their refunds. I called Pay Pal (and waited on hold for 30 minutes to talk to someone) and they had NO reason why the refund did not go through. They said the recipients of the refund would need to call Pay Pal in order to receive their refund. And sit on hold for 30 minutes as well?! Or I could cancel the refund and send it to their email. Why wouldn't it work the right way the first time? I got no answer and a rude customer service agent. Also, I was not notified that the refund had not been sent. Why has Pay Pal changed and why are we as consumers not notified when things are not working properly?

PayPal is a platform open to scammers! Beware. Your money is not protected. On the 25th July I suddenly had PayPal take $40 from my credit card by Babbel! Because there was apparently an auto renewal on my purchase 1 YEAR AGO! I asked PayPal to reverse this and cancel this renewal ON THE SAME DAY and PayPal response was that the transaction was valid!!!! Is this reasonable? Surely if I was unaware of the auto renewal, then I have a right to cancel the renewal on the 1st day seeing as I have not received any benefit out of the new period? How many other purchases have I made where the small print says they can take the same amount in a year's time? No, no PayPal! I am out of here you scammers!!!

I received a pre-paid $25 Paypal card but was having trouble activating so I contacted cust srv & was instructed to email my SS card, pic ID & a piece of mail. I immediately provided docs as requested. After waiting two days I received their response advising me that my Paypal acct was locked and I was banned from ever using Paypal or Ebay due to my using a deceased SS#. They said I used a deceased SS# to defraud their company.
Again I contacted cust srv & was advised to contact SS to obtain proof I was not being fraudulent. Now I just wanted to activate a prepaid $25 card. I had to go to SS office wait in a horrendously long line to get a copy of a doc showing SS# & name. I forwarded the doc to Paypal via mail and have yet to receive their response. Oh and that $25 card was canceled & refunded less the $5 card cost. Since this is obviously a mistake on the part of Paypal they could have, at least, included the $5 card cost in the refund.

I ordered a item on June 15 for a Father's day present and it was 50.88. I later got a notification from my bank that I have 2 overdraft fees for the 50.88 that was charged to my account 2 WKS LATER. I have been a PayPal customer for over 10 years and the more I think of this, the more I am highly upset. I authorize a charge of 50 on the 15th WHEN I HAD THE MONEY not two weeks later. I called the seller and he didn't even know what was going on. I called and spoke with a representative who said I need to call my bank, then my bank says I need to call PayPal. I am just being a ping pong ball in the back and forth and when it all boils down to the fact that my bank would have never given me the fees had not the money was withdrawn, when I requested it. I am a month out and I still am trying to recover from the fees associated with this charge, and nobody really cares.

They will do anything to hold your money and steal it, how has this company not been taken down? I spoke to customer service and they told me bare faced lies as my funds were still on hold after 10 days despite items having being posted to my own expense and shown as delivered. I contacted the customer service which is based in Ireland, spoke to some loser on minimum wage who clearly admired the power he had in speaking to me, a paying customer like crap. When I called him out on his lies he limited my account there and then for no reason. Just as a simple act of revenge.
They are not a bank as banks are regulated and none are allowed to hold funds at their leisure. When I complained on the Facebook page along with 100s of others my comment was removed and I was blocked from the page. My advice is just don't use them or eBay. If you need the money which most people who sell do then you will be lucky to get it!! Try selling locally, you may get a bit less but then after you pay 2 lots of fees, wait 10 days for your money at least and jump through hoops there after to get it then I'd chose that option. I preferred the old eBay, cheques and postal orders least you actually got paid in full for your item.
They have brainwashed the public into thinking PayPal is the only way you can be safe when it's PayPal themselves that have proved to be the most fraudulent company I have ever known! They see sole traders and small business go down the pan as if you receive any payment over £100 then its high risk and they limit your account. Call customer service liars, they limit your account. Breathe wrong, they limit your account. I closed my bank down too and to add insult to injury they tried taking over £600 from it but my bank stopped it in time!! As my account was limited what was the 600 for. Yeah PayPal lining their own pockets, nothing but a bunch of crooks. Avoid at all costs!

I have been a PayPal user since 2009, I joined PayPal because I buy and sell on eBay and Poshmark. One of the perks I enjoyed for years is the Pay Later feature. Then it stopped letting use it, I called was given 3 different reasons I was told "I see your account is in perfect order" "I see you have never had a problem with not paying" However there is nothing I can do about it. My last call to customer service I was told it was a "Promotion offer". A promotion offer? A promotion that has lasted for years?
The truth is they could not give me an answer so PayPal created an answer. All I will say is PayPal has no problem taking your money they have no problem billing you or cornering you so you have to use them. I PERSONALLY THINK THEY'RE LIKE MANY HAVE BECOME GREEDY PIGS AND WITH THAT THEY WILL FALL LIKE MANY PIGS DO. It's just a matter of time. I would not be so bothered if they had not lied to me or if they had a legit reason. With that said if you can find a way to not use PayPal and just use your own bank do yourself a favor by using your own bank. Their customer service and their deception will be PayPals down fall.

I have been with ebay and paypal for 10+ years. I have always paid my paypal account on time. Today I tried to make a purchase on ebay and the transaction wouldn't go through. When I checked my paypal smart connect account it said my account was closed by Synchrony bank. Now, I have to reapply like a new account which they declined. How else do I pay for my ebay purchases? BAD WAY TO TREAT YOUR LONG TERM CUSTOMERS PAYPAL.

Well on July 27th my son who is 11 and autistic figured out my PayPal login. He then bought several things without my authority. PayPal refuses to give me a refund until my bank pays them. My bank is got the payments on hold as it has put my account into overdraft and charging my account $105 overdraft fees. PayPal says it's not their problem contact my bank. My bank is saying they cannot do anything because the payments have not cleared are still pending. This is nuts that PayPal is refusing to give me my refund when it was unauthorized. Not happy at all. Being jerked around caught in the middle. The lady on July 28th at PayPal was very rude to me and refused to even address my concern or explain anything even throwing it in my face my son did it. She even refused several times to give me a supervisor. Her name was Mary. Not happy at all stressed out big time.

I have had many problems with Paypal holding funds on larger confirmed shipped, delivered and confirmed purchases. This is not right. They make up several excuses to hold your funds for long periods of time and promise to release funds with proper tracking number which was supplied and verified. Broken promises and lots of delays claiming to follow eBay policy when all tracking information is posted and uploaded to eBay. This is probably one of the worst ways to be paid if sending larger items and I do not recommend using this service. I think there will be a class action lawsuit filed some day or at least the attorney general needs to get involved as this practice has to be borderline criminal.

I have been a customer of PayPal for 9 years, have a lot of experience with customer service, and I have never hung up on someone before today! Randy, from PayPal, was very defensive, condescending and irritating. She didn't allow me to fully explain my situation, and then rather than being sympathetic to my confusion, she kept telling me that the information was emailed to me last October 2016, in a very condescending manner. I understand that PayPal's policy is not in Randy's control but I do feel that her delivery of this information could have been given with more patience and understanding. I was not given the opportunity to provide feedback to this interaction, so I hope this gets back to Randy to not treat everyone as an escalated call, some just want some clarification.

Beyond amazing customer service from supervisor Dylan. Dylan was so generous, understanding and helpful today with an issue most workers would say is out of their control or other similar verbiage. He made my month, seriously. I've had huge problems with prior merchant service companies and never thought Paypal would treat me the best, but they have! Thank you.

PayPal has limited my account and froze my money for 180 days for no reason. I Provided all required information and sent over 12 emails which have gone unanswered. PayPal emailed me stating my account was limited due to customer complaint and charge back which I have never had. I had a steady income from eBay and suddenly PayPal froze my account and access to my funds pending ID, Address verification, tracking information and customer invoices which I provide ALL the same day. PayPal has not responded to any of my emails requesting status of my documents and when I call them I get placed on hold for about 25 mins, or get hung up on. I call back and either get placed on another 25 minute hold or hung up on.
I've called them over 20 different times. It is now affecting my business as they will not release my funds so I can pay for business expenses. They are violating my civil rights and I demand release of my frozen funds as I did nothing wrong and PayPal's reasoning to limiting my account was based on a lie. I also sent an email to PayPal requesting their reasoning for limiting my account and attached their user agreement as I have read it in depth and have not violated any of their terms.

I was trying to send funds to Family/Friend. A yellow ! kept coming up and would not let me, so I was forced to send it as Buzz/Services which they have a 10.00+ fee for. When I called (4th time calling) I was told: "It is a glitch on our end, have them contact us and we will fix it." They contacted them and were told "she must call us" by the rep they spoke to. I have sent 3 emails to Cust Service with no response. Been a customer since 2010, going to TransferWise.com where the fees are less and they care a bit more about their customers!

A friend sent me money, a large sum of 650.00 to help me get into my own home. I was literally living in my van. PayPal wouldn't let me access my money at all. I got excuse after excuse, involving security issues. I have a pre-paid phone from AT&T, have had it for over 5 years, they never had a problem with that before, but they say that's how they identify people is by their phones and how they are registered. My phone is registered to me. So in order to get my money they said I would have to CLOSE my account and they would send my money to my bank then.
I am so afraid this transaction is so screwed up. Why couldn't they just transfer the account to my bank on my word, rather than me tell me to close the account so they could send my money to my bank, and then encourage me to make a new one, one of the excuses was that I had since moved after making the account. Each time I spoke with someone new I got a new excuse as to why my money couldn't be accessed. I explained after closing the account due to my issues with them I certainly won't be making a new one.

I am absolutely livid! My husband to be purchased a wedding band for himself in October of last year through eBay and paid for it via Paypal. The seller assured it would arrive in time for our late November wedding. It did not. Oh, well it wasnt the end of the world. When it did arrive 3 weeks after we were married, it was the wrong size and the stone was hideous. So he contacted the seller who after hemming and hawing for several weeks finally sent a return authorization. We shipped it back to India with insurance and a tracking number. Never heard a word from the seller.
Long story short. The seller disappeared from eBay, Ebay gave us the middle finger (90 days from purchase had elapsed... so sorry) so we started a dispute with Paypal in March. After numerous repeated emails telling us the tracking number was invalid (it wasnt) and numerous repeated phone calls to Paypal customer service requesting the same information over and over, and repeatedly downloading and sending copies of receipts, shipping documents and tracking results, Paypal finally says they can't grant our claim because the seller refused delivery of the package and that we shipped it to her before getting a return authorization, from THEM.
By the time we realized our only recourse was to file an insurance claim with USPS we were screwed again because too much time had elapsed waiting on Paypal as they gave us the runaround! Paypal now wants us to get the item back from India, call them when we have it in our hands (yeah, right!) and THEN attempt to have it delivered again! Seriously? Ebay, Paypal, and USPS have all given us the middle finger. So sorry, you are just S.O.L. We will never do business with Paypal again.

I had several disputes and the feeling is that PayPal's decision was fair in the past. Recent I had a dispute with a seller who tricked me (totally another dress, colour, model and cheap material). On returning the package with DHL courier, the seller did not want to pick it up, due to the fact that it was supposed to pay customs taxes. PayPal decision was in favor of seller due to the fact that the seller did not receive the package back. My feeling is that PayPal now is lifting the buyer's protection and effective is acting for and on behalf of seller. My advice, do not trust PayPal, buyer's protection is only pr.

I have had PayPal since 2003. All of a sudden, they are holding funds for 21 days. I have called them several times and complained. I keep getting excuses. I go through the process that they tell me to and still does not resolve the issue. There is no excuse to hold payments for 21 days.

I have rarely used PayPal. Three transactions in all. One was a small transfer to attend a conference. That went smoothly. Over Memorial weekend, I found a buyer for the motor home I was selling on Craig's list. This buyer lived out of state, but was traveling through my town and decided to buy the motor home. We both decided to use PayPal for the transaction instead of waiting until Tues. for the banks to open, which would have delayed his trip home. He was a business owner & used PayPal quite frequently. We transferred funds from his PayPal acct. to my PayPal account. I saw it on my screen and he saw the transfer go out of his acct. on his screen. We had our laptops side by side. I let him drive off with the motor home, since I could see the funds in my account.
The next day, this buyer called me back. Thank GOD, my gut instinct on him was accurate, in that he was an honest guy! He called to tell me the funds were back in his account somehow. I checked my account, and yep, funds vanished! It took us 6 business days to resolve this! I just now am trying to transfer some of those funds from PayPal to my bank account, and on this 3rd business day, my funds are not in my account! When I did the transfer on Sun., I had to call PayPal because I was having difficulty adding an additional bank to my PayPal account. The representative assured me it would be in my account by Wed. because it was a larger sum of money, it would take longer than the usual 1 business day. I could live with that.
Today, funds not there. I called PayPal and they are now telling me 3-5 business days! So I have been told 3 different answers on when my funds will hit my bank account. Website states 1 business day, the rep. told me Wed., and today they are telling me Fri. This is exactly what we went through when they bounced the funds back to my buyer back in May! Horrible, misrepresented service! In another instance, I was selling a large ticket item again. This buyer, a business owner advised me he quit using PayPal because of this exact problem as well. He had experienced this on 3 different occasions. Beware PayPal users!!!

This company is just as horrible as the next Bank. They charge you fees for their lovely service of holding your money for 2 weeks after the buyer has already received their item. Then after ensuring you that your money will be available in a certain time frame they inform you that there is unexpected delays over and over. Your money is unusable and nowhere to be found when it is in limbo through the federal bank reserve. They hold your money as long as they possibly can and do not show any compassion that you have given an item to someone with no payment available to you. Do not ever do business with this company

My son is currently in the hospital out of state receiving chemotherapy. I was low on money, so 2 friends sent me money via PayPal. I tried numerous times to transfer the money to my card. They all failed. I contacted customer service. I was told my account was flagged and to wait 24 hours. I asked what am I supposed to eat for 24 hours while waiting on my funds to be released. I'll advise anyone to not use PayPal at all. I am very upset right now. And they are the least bit concerned nor could they tell me why they flagged my account. I will never use PayPal or any of their services again!

I had ordered a product and made a mistake by ordering it. Called PayPal to cancel the transaction and got myself into a horrible situation with the PayPal and the company I placed the order with. I have been trying for weeks to get a refund back from the transaction and have got nowhere. PayPal chooses not to give me my money back and chooses to send me on a rollercoaster about the situation. Just know this that PayPal is a fraudulent company who steal from their clients and refuse to give them their money back. Do not do business with this company! Beware that they are crooks and will make your situation into a nightmare! I didn't get my refund back but I do want to prevent others from going through this same message with this company! If you have an account with this company close it immediately!

Ashley: Unknowledgeable + Rude + Impatient + Unhelpful + Snobby (cut me off on the phone to direct to the manager because she couldn't figure out the problem) Jon: Really was not as unhelpful as Ashley, but he sure put a stamp on the fact that PayPal had put me into quite a b.s. situation and there was nothing I could do about it. BUT WAIT! I run a business, who can wait 7 or 21 days for a payment. This is supposed to be PAYPAL not WAITPAL.

I have been a PayPal client since 2009 with an impeccable record, growing in my business then to have them hold a very high amount from a particular client even though there had been no charge backs ever from my client/buyer's history over a year. Reason: "because they can" was basically the response from PayPal representatives that I had spoken with. Each individual having an attitude with it. Obviously none of them ever experienced a significant amount that can hinder a business and cause so many other personal situations from a non-notification and immediate hold. It's been over 8 weeks and still are not returning calls or even looking into the matter after a callback is placed.
One representative actually stated "I'm being held accountable for others chargebacks because it happens so often and that it is unfortunate even though I have no prior record in my history." PayPal is rude, unreasonable and poor business ethics. If this can happen to me it can happen to any solid, abiding, ethical person that has done nothing wrong for unfair treatment. Now 8 weeks and this is still on-going with no sensible explanation.

First of all Paypal customer service is for crap. All calls go to Manila. You can't understand what they are saying. I called and asked to speak to a supervisor and the clerk put me on hold for 2 hours and no one ever came back on the phone. I called again the next day and was placed on hold for over a hour and again no one ever came back on the line. Called again the next day and was hung up on after being on hold for 45 minutes. Called back finally got one that got me a manager in the USA... Here is the best. He tells me he can't help me because he doesn't handle the claims, but he could transfer me back into a hold Queue, and he couldn't guarantee I would get someone in the USA. That is ridiculous that they can't transfer you to the right department's manager. You can file any complaint unless you send it by mail.
Here is the real issue I bought product from DRESS LILY and when I got the product not one thing I had order was what they had advertised on their website. When I contacted the company they said we will give you back $40 dollars, now I had spent 98.33 dollars. I told them "NO WAY, you falsely advertised your goods." So then they came back and told me they would give me $20 dollars back. Now I know they were playing games. So I filed a claim with Paypal.
After a week of reviewing they found in my favor. They told me to return the product to a address in China yet the merchandise they sent me came from California. I used the same packaging they sent their product in and sent back to the address they sent to me from which is California. I took the goods to the United States Post Office paid for 2 day shipping also for a signature for the goods and a tracking number. I came home gave that info to PayPal who is there to PROTECT consumers from companies such as DRESS LILY.
A few days late as I waiting for me $98.33 refund. PAYPAL closes my claim and says they are not going to refund me. I called and called PayPal to have them re-open the claim and to explain to me why they did this. After long holds and call after call Paypal tells me, "We closed it and didn't refund it to you" because I didn't send the merchandise to the address in China.
I told PAYPAL "why would I send the merchandise I received from California back to a Foreign Country?" That's like buying something from Kohl's yet you want me to mail it to Macy's that doesn't make sense. Why would they make me ship the items overseas? The cost to ship overseas is about $125... The merchandise was return and the company signed for the goods YET PayPal has allowed they to have my money and their goods back! Great job PayPal. You really keep you Client Protected. Please don't use PAYPAL. They are a scam. They can't even answer phone call and help everything with them is email..

We are a non-profit animal rescue in the US and opened an account with PayPal. We turned all the proper paperwork in (state license, non-profit status from the IRS...) First we were on a 7 day review. After that on a 50 day review. In the meantime we started to collect donations from Germany, England, Switzerland, Canada and US. I recently purchased a product that was clearly misleadingly advertised online. The product does not fit for the purpose. When I complained, PayPal decided in Seller's favour - substituting their Buyer's protection clause "product is not as described" by "buyer's remorse".

After 15+ years with PayPal, always good - In June 2017 they stopped paying for items purchased using them for payment. Emailed asking why and they would NEVER say. Then June 30 they said they reinstated my account. Still won't tell me why they would not accept my purchases. Just closed my account with them and they told me I can NEVER open an account with them again. How can I join a "Class Action Lawsuit" against? They are too powerful and need to be taken down.

I bid on and received a very damaged laptop from an eBay seller. It came with a damaged cracked screen which had a heavy dark screen protector to cover the damage. eBay had me go to a Microsoft Tech for an evaluation which I did, but they informed me they could not contact the tech and that I would need another evaluation. Well, I called PayPal for assistance and they assured me I had done the right thing in calling them and that they would take over the case. Well in the meantime eBay was able to contact the Microsoft tech and was in the middle of issuing a return slip when PayPal took over the case. Now 12 days later Paypal just told me they ruled against me as I did not offer enough proof... What, an official Microsoft Technician's report on how badly damaged and how it was attempted to be covered up not enough? Not to mention we included a photo from the seller that when blown up actually shows the crack!
Now what... I am out over $800 on a fraudulent purchase that had PayPal not taken over, I would have been able to return! Stay far away from Paypal as they are not out to help. Microsoft told me today this was one of the worst cases of a fraudulent purchase they have ever seen. Just what does it take to make PayPal see it! Currently asking for another look at this claim... Microsoft says it will try and step in for me... We shall see!

I purchased a window air conditioner from Build.com. a company with hundreds of internet complaints against them. (I found the complaints after I had placed my order.) The product was never delivered to me. When I inquired, Build gave me meaningless tracking information. When pressed, they referred me to "OnTrac" their freight service company. OnTrac first claimed that the AC had been delivered, then said that it had been mis-delivered, then promised to locate it and deliver it to me. They could not produce any proof of delivery, and of course, never delivered the air conditioner.
You would think that this would be an easy case, and one in which PayPal would reverse the charge on my account, but you would be wrong. At every step, PayPal sided with the seller, and asserted that providing a tracking number constituted "delivery" of the product I ordered! I closed my PayPal account and have filed a complaint re Build.com with the CA Attorney General's Office.

Why does PayPal hold money for days with many different titles or explanations for each hold? BECAUSE THEY CAN! They, just like most banks, will do everything they possibly can to make as much money as possible from your money. Think of how much money is in PayPal in a 24 hour period. Its got to be billions! Now, wouldn't you try to hold those billions in your account if you had an arrangement with a large bank to give you say, even just .02 % interest per day. That's probably enough money to pay all of their entry level employees salary alone without the regular 2.9 % and 3.9 % for international which they take from us.
I am an eBay seller doing about $300,000 a year in sales. With this much business, I was being rewarded by PayPal with a discount where I was being charged 2.2 %. Well, that all went away about 2 years ago, "bang" just like that. They took it away and there wasn't a thing I could do about it. Now I pay the same as someone who sells $300. a year, 2.9 %. So why did PayPal do this? BECAUSE THEY CAN!!!

Ok since I open my account with PayPal been having problems but nothing too serious until I turned my account in a nonprofit business account to receive money for charity events. I am a pro streamer and donate every month to a different charity every month. Well hell went down since then. I can't do purchases thru PayPal. Every transaction goes into review and then after 3 days withholding my money then they say the merchant is no good example of merchants. I have bought from Steam.com / Scuf.com / gamestop.com/. Each one of those companies are huge top of the chain merchants yet PayPal decide to do not pay them.
I asked for full fast refunds to buy thru my CC hahahaha. They say they couldn't do it. That would take up to 7 days, up to 10 if included weekends and was the merchant’s fault because they probably had too many bad reviews. I was like wtf. My only hope is another company start a business mind liked PayPal without all the **.

Entered into a dispute with Wigsbuy.com when the two wigs I purchased from them arrived and were not what I ordered. Paypal escalated the dispute as requested by me, because the seller was totally irrational in their offers and anyway I did not want their goods as they were not what I ordered. Spoke to Paypal on the phone for about 30 mins. Thought everything sorted. Went to post office. I sent the goods back registered post. Paypal asked me for recommendation and as I thought they had sorted the matter out, I did so. Foolish me.
They have now said that the tracking number I sent was incorrect. Which is untrue. Tracking number ** ie I paid 19-75 for registered post and Paypal are disputing this tracking number and refuse to refund my money. I purchased two wigs which came in separate parcels, but having spoken to Paypal rep. He said it would be alright to put both in one parcel, to save postage. There was a dispute also about the postage. I feel that as Wigsbuy were totally to blame that they should pay the postage and Paypal agreed to refund me 20€ if I posted the goods, so I did.

A major shortcoming of PayPal is that a credit card or debit card can only be registered to one PayPal account. This severely impacts couples who have a joint credit card. My spouse was not allowed to add our credit card to her PayPal account because it was already registered to my PayPal account! No other financial institution has ever had a problem with a couple having a joint credit or debit card!

I've been a PayPal customer since 2011. I understand how the PayPal transfer takes up to 3-5 Business days to complete. I transferred $100 from my bank to my PayPal account and it already reflected on my bank statement that the money was deducted. Not seeing it in my PayPal balance, I called in and the representative told me it won't post till Tuesday of next week? Really? Seems incredibly inconvenient if the funds were already withdrawn from my bank. I could've just went to the bank physically but since I did not have my debit card, I thought it would be easier to have it on my PayPal to be able to send money to friends. PayPal is still showing $100 transfer as "Pending" even though the bank already cleared the transaction. I really don't think with technology today that it should be that slow that it will take till next week to post.

For the large company they are, they clearly have disdain for their customers. Really, can't hire enough people that there isn't a 90 to 150 minute wait? What a runaround. Chase corrected the issue mid June and here we are at June 6th and PayPal has done nothing and is impossible to reach.

Same as everyone else. I'm stuck in security hell. They will not fix my account. I got to beg them to push my payment through with at least 10 different phone calls. I have racked up 40 calls this week alone. Disgusting treatment of customers, that is so bad I finally just filed a complaint and cc'd the attorney general.

Been with PayPal Business Accounts for over four years. I liked my bank account over two years ago. I had a return transaction in December 2016. PayPal unlinked my bank account from my PayPal. I was told on more than one occasion that I could not make purchases with my PayPal card without adding funds to my PayPal account. They would no longer pull money from my bank account to cover transaction.

What PayPal calls customer safety is just a way to hold monies back from consumers on various transactions. PayPal placed a time limit (60 days) on my dealing with them and my account which held more than $100USD locked in their accounts. Let's see! My items sold, buyer feedback was fast and complimentary on my quick shipping, yet PayPal wanted other means to verify it was my money, that the monies were mine and did ever lying cheating way to hold my money until 60 days so they could claim it for themselves. PayPal and its owners, shareholders and employees are out and out thieves who steal from the American people.
It is time we band together and place a $300 billion class action lawsuit on PayPal NOW. They told me I changed my bank account but had not in over four years, next they said I was a new customer/client with them though I was using them since 2004 or earlier and finally they said I had to purchase all shipping labels through eBay or it won't register with PayPal. Why pay more for shipping with eBay than the post office? We need to start hitting all these huge corporations where it hurts and that's in the CEO, COO and rest of the C's and executives. Let's make PayPal pay and their board of directors spend their next vacation in jail, not Paris.

Recently married. Finally started the name change process. Sent them marriage cert, birth cert, Passport in old name, and letter from passport office with new name (requesting address verification but no problem renewing kids passports to that address: Go figure). Don't have any other "approved" docs changed yet since I'm waiting for return of originals from passport people.
Logged in today to handle another problem: They cannot tell me why name not changed. I re-uploaded everything, she can't see what I sent but will correct IF I verify info from the 3rd party clearing house. WHAT THE - So unless I HELP YOU ALL DETERMINE IF THE INFO YOU COLLECT ON ME IS ACCURATE OR NOT, YOU WON'T HANDLE MY ACCOUNT PROPERLY? I've had PayPal account 18 yrs and use it almost daily... Most purchases under $50 as I shop sales and when email coupons come in - run down my shopping lists. With kids - the list never shortens.
I mean really. Why is it so hard for people to change a name. My hyphenating the names causes this much delay. I was my old name for many years, several degrees, and a host of life... Now they want me to just change and start a new identity - and they will grant the change quickly. Because I want to hyphenate - they want to take me around the world.
2nd issue - With all the issues of hacked companies - I stopped adding credit cards when they renew. I maintain 1 personal bank and 1 business bank account - but no more credit or debit cards. The purchase I made today was $50 to a previous seller. They put an automatic 6-day hold on sending the $50 and sent it as e-check, claiming because there is NO BACKUP FUNDING. 2 Bank accounts sound like backup funding to me. I have always done transfer so it comes out immediately and I can see if something goes wrong. They say I cannot do instant transfers until I give them my new credit card info. But anyway - Walmart can process an e-check (that's why it's an e-check) immediately - why can't they. This is bull. They just want my current account info on cards.
WHY DIDN'T A POP-UP LET ME KNOW MY MONEY WOULD BE TIED UP IN THEIR SYSTEM FOR A WEEK. So I can't get the service I'm paying for unless I pay the seller some other way directly OR give them my card #. Can cancel it. Seller has to do the refund process. PayPal will now get digital access to my money for a week for free - no interest paid to me. How many other people's money they tying up unnecessarily?
In the midst of all this - suddenly the lady can no longer hear me and hangs up! PAYPAL IS MORE CROOKED THAN A DOUBLE BENT NAIL. They do not need my credit cards. She was able to tell me how they had every card and account I ever put in there going back 17 yrs in their system. Why they storing my old cards/accounts that have long expired??? Seems to me - backdoor for a hacker to access my info to recreate new stuff in my name. We know they will lock you into an address even if you buy and ship to that address 1 time. They are just information gatherers for Big Bro. And darn - I had just closed my ProPay account last month because my customers are more cash, check, and I couldn't justify the maintenance costs.
Am not submitting any copies merely because to me: Remain confidential only means you won't post it on the internet. But trust - someone, somewhere, at some point will have access to the information and it will surface. Just like the docs I sent to Paypal. One was letter from Passport people to my PRIVATE email. Within 2 weeks of me sending that to Paypal, I got all kinds of junk mail in that account and those folks are USING MY NAME. So, no thanks on my sending receipts/transaction numbers at this time.

As a recent victim of an unfair and illegal PayPal reversal I recently was prompted to contact the FBI by local law enforcement, after my own bank referred me to law enforcement. The reversals story PayPal stated to me in text and phone changed several times as to why the reversal was done 10 months after the customer purchase. The customer kept the just under $4,000.00 ring they purchased and got their money in full. There was no notification from PayPal (or any other 3 party creditor) to myself or my bank. I will not let this issue go because if it is happening to me it's happening to others - and PayPal is getting away with their part in these felonies. My point to this post - if you have a large amount of money reversed after almost a year and the customer was not made to return the expensive item, contact the FBI as this is a federal crime. They can better look for patterns to catch those involved when these crimes are committed.

They run a monopoly on eBay sales. They 2 companies basically force the service on its sellers. Today I notice my 400 dollar item that sold had no payment in PayPal. Turns out it was on hold by PayPal. Can they give me a reason why? No. Were they rude? Yes. I've been a customer for years, sold 88 grand through them just in 2016. In the past 3 years I've done THOUSANDS of transactions and never had a hold since I first started selling (everyone does then). Today they told me that while they cant tell me why all of a sudden I'm getting hold, but that its likely to happen from now on on random items of high value (a lot of what I sell)? Now how can I formulate a business plan when I haven't a clue when I'll get paid randomly on some items?
Way to treat a long time customer that's done a lot of business with you. It was obvious they could care less. No answers. No explanations. I'm just told to deal with this new major problem with my account or don't. I'll be opening my own merchant account for credit card purchases from now on. PayPal's customers deserve better. Just to add, I've been a top rated seller on eBay for 95% of my time there. I have a 99.3% feedback score and never have issues with eBay or PayPal cases. This had nothing to do with anything. eBay even said the money shouldn't be held and isn't being held on their side. They tried to clear it up but PayPal is clueless as to how to solve the situation and quite frankly they don't believe it is even a problem... Disgusted...

This review describes the uselessness of PayPal's buyer protection program and how it failed to compensate for buying a malfunctioning item. I purchase an item from eBay, using PayPal. it was a fridge filter for my GE fridge with a water dispenser. Those filters last about 6 month. I never purchased those from eBay before and decided to give it a try to save on cost against the big chain stores and to give a chance for profit to smaller shops. My current filter lasted for about three more month until when I had to install the newly purchased filter. This is when I found out that it is completely malfunctioning. The fridge refused to work with the filter alarming via a special message on the screen and some water was actually leaking from the filter into the fridge.
I decided to return this for credit. Talked to seller over eBay, sent him photographs of the malfunctioning filter and he stopped being responsive when I asked for credit. My eBay protection was past due since it was ~3 month after purchase so I went to PayPal, who promised 180 days buyers protection. Once I filed the claim, seller became responsive again but stopped replying when I asked for credit. I even sent photographs to the seller again.
I escalated the PayPal claim for their resolution and they have concluded that they cannot resolve for my favor. Essentially they are telling me that the $45 I paid for this absolutely useless filter are gone for good. I do not understand what is the point in buyer protection program that doesn't help you resolve situations like this. I must notice that the filter arrived in a sealed plastic bag but missing a box. I don't know if it is counterfeit or just malfunctioning and hence does not work. Totally disappointed with PayPal. Lesson learnt and I will be definitely avoiding future online purchases where I have to rely on PayPal for protection.

I transferred money from my bank account to my PayPal account and it's showing up as pending (takes 5 business days, apparently, from 06/22 to 06/29). I get the whole wanting to make interest off our money so PayPal wants to hold the funds but I'm very confused as so why it takes this long for money from my own account to be transferred over but when I made a transfer from my PayPal account to someone else's PayPal account, the amount is debited from my checking account (as opposed to the PayPal account that I've intended to use) and completed immediately. Customer service said I may have to wait until the end of the week (today is Monday) for my balance to show. Meanwhile, my money is just in PayPal limbo. I am closing my account immediately after this is completed (100 years later). But it will likely take another week to transfer money out of PayPal in order to close this account.
This kind of lag and inconsistency screws up my accounting and I'm finding myself checking my statements trying to track down transactions and if they've occurred already. I just realized Google wallet is not only free, transactions occur immediately, in real time, from one account to another (and without having to transfer money to a separate Google account like PayPal does). Really just want to end things with PayPal at this point. Like a divorce you want immediately but have to wait in limbo until things get sorted out first.

WOW! I have been using PayPal for years and everything has gone fine UNTIL for the first time I have had to request a refund! I purchased $65.00 at Lane Bryant for an outfit that didn't work, I followed the rules and returned to the store TWO DAYS after purchasing which was the end of APRIL!! (Today is 25 JUN over 60 days later). I have written PayPal SIX TIMES and all I get from them is a form response "Please return your item!" I have written them THREE TIMES telling them I returned it to the store, gave them tracking numbers and a copy of the email Lane Bryant sent me saying they had requested the refund thru PayPal, When they say they still can find it, I sent them the manager's name and phone number to call her and she said she would verify it and answer any questions. The response to that email... "Please return your item for a refund"!!
I am REALLY SURPRISED to see all these negative reviews for them! I thought this would be the best way to purchase things but have learned my lesson. My company is using PayPal to process our credit cards because we only do 10-15 large jobs per month. We use the PayPal Here, little plastic machine they charged us $150 to get. Since we're a service business, we take deposits to order the parts and then go install them. The last transaction we did, we keyed in a $1000 deposit from a client who filled out & signed a CC authorization form. They are keeping almost $500 of it for 30 days in a reserve account "for the safety of our clients." This is on top of the $30 we paid them for processing.
We are a small business and don't make anything off of these deposit payments. Now our clients material order is going to be delayed. When I contacted customer "support" they copy and pasted a bunch of junk into an email and sent it to me. However, in the email it states they are required to reserve funds over $2500 in a 7-day period. When I replied to ask why they are keeping almost $500 of the $1000 transaction, the only response I received is "your account is set up with a $500 threshold. Hope this clears up the confusion." No, that doesn't. Their first response was $2500, now it's $500!? And, they won't release the funds for 30 days! They're going to put my money aside to make themselves interest... That is Robbery!

We have a customer that we invoiced and they paid using their credit card. PayPal created a dispute claiming the customer disputed their case with their credit card company. The customer let us and paypal know that he did no such thing and the transaction was good. After the notice from paypal the customer called us and gave his credit card information over the phone so we could be paid. PayPal refused to correct the error instead charging us a $20.00 chargeback fee. Businesses should do their best to persuade their customers to only use paypal as a last option.

I had began a small one-man business in my local community that was beginning to show a lot of promise. I was averaging between $1,800 and $4,500 each month, bringing wholesale items in from abroad and reselling on numerous sites and from my home. Everything was developing nicely, until PayPal was linked to my checking account. Unfortunately for me, this later proved to be my mistake.
As soon as I linked the two, PayPal began sending eChecks to all of my vendors without my permission. Yes, the items were ordered, and yes the money was available. And yes, I was keeping track of my outgoing expenditures. That is, until I began seeing miscellaneous amounts showing up in my account I did not recognize. That is when I contacted PayPal customer service to inquire about these transactions. To which I received a notification that all my transactions were being canceled for fraud protection. I thought it was all going to be good... boy was I mistaken.
I contacted my financial institution, who explained there wasn't anything they could do without PayPal saying it had been fraudulent. And so we waited for the investigation to conclude. And once it had, PayPal found me responsible for all purchases on my account, even though some of the items had been purchased and shipped to places I had never been, and for people I had never met. Still, they believed it was me.
Needless to say, my bank was unable to do anything about this fact and I found myself being engulfed by PayPal and USAA for over $4,900 in NSF fees and fraudulent purchases. I made an effort to appeal the findings, but was immediately sent over to a collections agency for payment. I have since worked something out with my financial institution, but the damages caused by these purchases, and PayPal's unwillingness to do anything about it at the time of discovery, has since forced me to close the door on what could have been a successful venture for me. Crooks, thieves and liars. Do not do business with PayPal. You may believe you're protected by their fraud protection, but you will be absolutely heartbroken to find out otherwise when it happens to you.

I cannot get my money from PayPal even after the people have gotten their items and are happy with them. I have talked with PayPal 3 or 4 times now and they keep giving the excuse of time. This is causing me a hardship and I can't pay my bills because of their reluctance of holding on to my money. I wish I could afford a lawyer. I would sue them for the hardship they are putting me through.

The customer service is absolutely appalling. The staff doesn't pay attention to profile changes or messages. The trans/homophobia is apparent and discriminatory. They do not respect customer and make necessary and illegal demands to acknowledge changes. PayPal has gone so far downhill. They no longer have my business.

I am very unhappy with how PayPal handles their clients. I made a mistake of purchasing tickets from a scam website. I immediately called PayPal to tell them what happened and to open a claim. They reassured me that they do not side with scammers and will do everything they can. First, they denied my claim because it was submitted under the wrong format. They did not tell me I lost it for a reason so simple. It took a 45 minute phone call to realize this. Again, they were really good on the phone with reassuring me that I still have a good chance if I open the claim under the right heading.
After dealing with this for a month and a half I finally heard back that they decided to side with the scammers. I am extremely disappointed in PayPal. I was shocked that they were even involved with these people to begin with and now I know why. They obviously care more about huge scam companies making them money than hard working honest individuals that made a mistake.

My account was limited for no reason, I've tried using several different credit cards and they have all been "flagged". I am a consumer trying to buy things online, I don't know why this system has to be so unfriendly and complicated. I hit a brick wall every time PayPal is involved with my transaction. Vendors out there: do not use PayPal! Your consumers suffer, it is a terrible system! I wish someone would come up with a better alternative to PayPal.

I am seriously annoyed with Paypal, they are holding my money because they say my account is affiliated with an account from 2006. Ok, anyone can steal your information and use it to create any account. How are you going to cause me of an account from 2006 that is in a negative status?! I told them I am not affiliated with any account from 2006. I have been using Paypal since November 2016 and my account has been limited since May 2017.
Everything I call they have no information for me. I was told this last time I can write the fraud dept in San Jose, CA. I laughed because they are prolonging the whole situation. So I was given a 2nd ticket number for another investigation because I never heard anything back from the first investigation. I just want my money and to be done with PayPal. I tell them over and over I have no association with a PayPal account from 2006. And how can they prove it's not me because whoever stole my information had used my personal information. It's like I'm going in circles with no answer. It's not me PayPal. My social security number was obviously stolen. It's crazy they would even bring up something from 2006. I need help resolving this issue and get my money back. Any suggestions? Pls help.

Ebay put through a fraudulent charge to PayPal (a preauthorized payment that I never authorized!) and it has taken me more than 5 hours to get through to a PayPal agent. I phoned PayPal 4 times… Was disconnected twice and put on hold once for over half an hour, I was asked by PayPal at least 5 times to repeat all the information I had already given… And the complaints go on. This has been the worst phone experience I've ever had and the end result? I'm now on hold with PayPal again… Hopefully I won't be disconnected. Obviously I will be cancelling my PayPal account if I'm able, but if I can't talk to anyone on PayPal that might even be possible. In that case, I'll need to change my credit card so that PayPal can't put through any more unauthorized charges. The whole experience I'm going through is so traumatic it's unreal.

Brace yourselves. I have had a PayPal Account for years, only used to buy things. Recently I sold a trailer on EBay. When the deposit was received by PayPal, they forced me to create a business account with them (PayPal) because eBay had the email in my personal information. PayPal REFUSED to let me have my money until I created the business account and link the biz bank to it. Once I did this, they told me I had to wait 3 weeks, but could make it faster by doing things on eBay, then once I did that, they came up with another "regulation". After several "regulations" met they finally "agreed" to release the hold, then told me I had to wait a week for process.
Each time they started the process they came up with a reason to either stop it or take the money back. The latest was "my bank account closed". The same bank account that is very much real and active and used even tonight. They have used excuses of my bank, which I actively proved false. Then used excuses of automated Clearing House (a process used only by banks) which I proved to be a lie. Now the NEW trick is that my bank denies the account, however, after PayPal allegedly "COMPLETED" transfer just days before.
Long story short, they have used personal information from another site to extort information, including my bank information for my company, have held my money ransom and harassed me by deliberate misguidance on phone calls or just simply hanging up on me. After over 8 hours of phone time over 7 days and numerous hang ups and denials, I still do not have my money. But they will allow me to spend it on websites. Won't mail me a check. Won't transfer the money to my bank, either personal or biz. They use my phone number to send texts and calling me but say it does not exist or in my name for verifying transfers. They want to hang on to your money as long as they can to gain the interest rates on it, we are talking about a 1,000.00 dollars by the way.

I wanted to order HTC U11 the first 2 times with my credit card, to find out HTC only takes Paypal, so I use it. The payment was denied 7 times so I call PayPal and they say, "It's not us." HTC said it's not them. My bank said it's not them twice for all, so on the second call to PayPal after linking my bank account and credit cards they deny again so PayPal guy says, "You haven't used your account in a while and even though you linked you life to us we don't wanna support this payment to this company." Tf, so like before I'll never use them. I went to Amazon. Bought and sold by Amazon HTC U11 phone. Thanks Amazon.

I've had an account with PayPal for over 10 years. While on vacation recently, I received an email at 4:30 in the morning that there was a problem with my debit card and that I needed to contact them. Directly following that email was another one telling me the account was suspended pending my contacting them. I did, when I finally woke up (did I mention I was on VACATION?). This was a business account, with my Social Security and Employer ID numbers attached. The person I spoke with first assured me that as soon as I could supply them with "proof of identity, proof of address and proof of my business registration" all would be settled in a matter of hours. I explained that the only thing I could provide on a Friday morning, 900 miles away from my office, would be a copy of my driver's license, and a copy of my business bank statement. She said that would be fine.
I followed her instructions via the internet... all of this from a booth in a diner. An hour later I received another email, "Your information was declined"... I called again. I got the run around from a different representative. He was a bit snarky, so I got snarky back. I said, "Ya know what, this is very inconvenient, not to mention, rude, so I'm going to remove my funds from this account and I will no longer do business with you." When I went to do that, my account was blocked. I called again... and was told that until they were able to verify I am who I say I am and prove I have a registered business, my account would remain blocked and they could hold my funds for 180 days! WHAT? This is NOT a bank nor is it a credit card company. This is my money!
I waited until I got home and I sent all the necessary information but they had already permanently locked my account. I threatened them with legal action. They sent me their legal department's address. They accused me of "violating their TOS contract, selling sexual or obscene items"!!! I am a licensed massage therapist. I already have enough issues with some morons thinking that includes a little something extra, but to hear it from a supposedly "reputable" business? Nuh uh... not having it. So, at the present time I am seeking other people who have gone through the same problem to join me in a class action lawsuit. They've been through several, one more might be the ticket to wake them up. They are not a foreign company, they're based right out of California. Thanks!

I've been with eBay for many years and all of a sudden my account become limited because I sold high risk electronics, Apple iPads, and now I can't get my account back because I can't appeal against this stupid thing, PayPal won't help. They are horrible. Demanding me to upload driver's licenses and passports again. I've already been through the same rubbish. PAYPAL IS A RISK AND YOU CAN'T RUN A COMPANY ANYMORE. IT'S TURNED INTO A MONEY CASH COW COMPANY WITH DODGY OWNERS. What a complete shambles of a company.

In my opinion they are worthless. I ordered an 4 necklaces from Elsa Jewelry on the 9th of May and items were to be mailed with 2 days of taking money from my account, which was the 12th. The company did not mail till the 24th and on the 23rd PayPal told me they had cancelled the order and put a hold on my funds, because the package was not even mailed yet and my money would be back in my account by the 10th. The company mailed the package on the 24th and it was delivered too late for my use. I had to purchase locally because I needed by 25th. PayPal has denied telling me my funds would be refunded and I just lost my money. CASEY, a supervisor's supervisor was extremely rude.

Purchased product on eBay and paid through PayPal. Item did not function as described so I sought to return it. The seller ignored my requests so I escalated it to a PayPal claim. PayPal denied my claim through an automated system and refused my appeals. Luckily I used my credit card and was able to get a refund through them. Never purchase an item with PayPal funds!!! You will SOL!!! Always use a credit card to have so you have the added protection of your credit card or debit card on the purchase.

I purchased sw from a company, the sw was for my company website, it did not perform well at all. The company was from India and only willing to provide support in the middle of the night, alternatively the vendor requested my user ID and password for my company website to look into the issue. Of course I refused to give my user ID and password to a complete stranger. All exchange was documented in emails and was provided to PayPal. I requested a refund, PayPal sided with the seller without giving me a chance to respond. I called 3 times requesting a hearing, the dispute resolution team does not return calls, nor I was allowed to update the case. Very bizarre.
30 days later they sent me this email: "We received the claim(s) you filed on May 9, 2017. We have reviewed this transaction(s) and are denying your claim(s) because our records show that this transaction was processed correctly. We are unable to validate the functionality of a digital or downloadable item. Please work with the Merchant to resolve this issue." I called to complain, the customer service literally did not care so I closed my account.

I received money thru PayPal. I have been trying to transfer my money to PayPal Mastercard for a week now. Called the card people, called customer service, no help. I am in a hotel and have to pay before 12 pm today. I keep getting error message and to call customer service. What is happening with PayPal?

Buyer refused receiving shipment of product because she changed her mind. PayPal has found me liable for all shipping AND I was required to refund cost of product. The PayPal agreement specifically says buyer remorse (changing the mind) is not a reason for return, and also that shipping does not get reimbursed to the buyer upon return. And yet... the ridiculous catch 22: if the buyer doesn't receive the product, EVEN IF THE BUYER DELIBERATELY REFUSED TO RECEIVE THE SHIPMENT (because they changed their mind), the seller is responsible for ALL the costs.
I shipped the product in good faith. The buyer refused to take delivery by not giving her required Social Security number to US customs. She deliberately had the product shipped back, leaving me with over $500 owing in shipping and exchange rate differences between the shipped price and the returned price. I can provide full unedited communication done via messenger, copied and pasted into a word document. It clearly shows that the buyer simply changed her mind and left it to PayPal to recover her shipping fees and refund. PayPal refuses to see that an undelivered package can be a far cry from a purchaser deliberately refusing delivery.

I ordered a puppy, paid for it with my paypal account. I never got the puppy and when I called PayPal they said the transaction could not be disputed. They did ABSOLUTELY NOTHING to help me get my money back. NEVER USE PAYPAL IF YOU WANT ANY SECURITY AGAINST FRAUD.

From A to Z this company is as rude as can be. The tone and pretentious attitudes of these individuals working their call centers is truly poor, upsetting and vile. All of them, horrible tones, attitudes, they have no courtesy, no consideration, rude in every way. I was forced to cancel my account by supervisors. I hate this company, they clearly abuse consumers due to the need for the service. Truly a very demoralizing experience. Shame on PayPal.
