At some point PayPay tightened the restrictions on identity verifications for Canadian customers. My issues started when I switched to a cell phone from a landline. I added the cell phone. Verified it with a code. Then I removed the landline. Suddenly, the website wants to verify my identity - but CANNOT, through no methods - not my cell phone, not my email address (which I've had since I signed up).
I try to link my personal bank account - the same bank account I had linked in the past - it failed. I call customer service. They're unable to make any changes to my account "because the system won't let them"; apparently my account was flagged with an error that PayPal was unable to verify my identity. They only tell me to try again in 48 hours and phone back. I even speak to a supervisor; I get the same canned responses. I try again in 48 hours.. It's still not working. I phone back - I get the same advice as before, "Wait 48 hours".
I asked to escalate... They aren't able to do so. I asked to send documentation, or verify my identity in some other way... "the system won't let them". Then I was told that the "account restriction/review" black hole resets every time I try to add a bank account, but they aren't able to tell me the exact time and date that the review might be lifted. For all I know, my account might be stuck like this for months or years, and I'll never see that money. Then they tried to offer me other solutions, to avoid responsibility... Send the money to someone else (I don't know anyone else), refund the money and get paid in some other way (the payee ONLY USES PAYPAL!), link a debit card (FOR A FEE).
Honestly, I've never dealt with a more useless customer service process, or more ineffective system. I've been a PayPal customer for 14 years. I've had the same email address, linked the same bank account in the past, verified via code all phone numbers and email addresses added to my account. It's absolutely unacceptable that I can't speak to a single person who can do anything for me to fix PayPal's issue with my perfectly legitimate phone number, email address or bank account. One of the organizations I deal with regularly just stopped using PayPal... Now I understand why.

They're looting us!!! I recently opened an account with them in India. The total charges comes to about 10%. That's not all; PayPal will keep the money with them for about a week before transferring it to your bank account.

If only I had an option to give negative rating to them. The whole reason of opening an account with PayPal was to receive money from my clients. All of a sudden they placed my account under limited access and have been in that status ever since. When I called the team they said that they need some more documents. I provided them immediately but it has been 1 and a half week. They haven't done anything about it. I have been following up and all I hear is excuses. They don't even connect the call to supervisor or manager. My money is stuck. I don't know what to do. My issue is still not resolved. I don't know who else to contact.

We have an account with PayPal and tried to add a 2nd bank account so we could accept donations for a fundraising campaign. 3 weeks later, hours and hours of wasted time on hold, numerous phone calls and emails we are still not able to confirm the new account. Each time we have been told something different. Even dealing with a supervisor has not helped. We also tried to confirm an additional person as a contact on the account and have not been able to confirm them. Everyone has a different answer which not helped at all. So here we are 3 weeks later and still not further ahead. They send canned emails that don’t speak to the issue and although their agents are apologetic it isn’t sincere. We are extremely disappointed with PayPal’s support.

This is the WORST service I have ever had in my life, for over a week now I'm waiting for my own damn money and nobody knows what they are doing while I'm constantly lied to and all y'all have to offer is sorry after sorry with NO resolution. But y'all are just that, SORRY! I'm truly disappointed and beyond annoyed, reading all of the cool stuff PayPal has going on I truly was looking forward to using these services. NEVER AGAIN!

I am writing this review because I am just so displeased with PayPal. They have tried ROB me of $600. I sold an iPhone x on eBay about 7 months ago, 6 months into the purchase the buyer tried to get a refund saying they had broken the phone. I told them, "Sorry it had been too long for me to accept the refund." They went to eBay for a refund. The case was found in my favor, they went to PayPal and the case was found in my favor so I won twice already. Then they went to their credit card company about it and PayPal just out right took $600 from my account to give them this refund after I already won the case with PayPal! Then without notifying me or anything of their decision to just take $600 from me on a case that was already ruled in my favor they just took $600 from me and sent my account straight to collections without a word! So now I'm out an iPhone X plus I'm in collections for $600.
I will never trust PayPal or anything like them to receive my payments ever again, if you sell on eBay be smart. Don't deal with PayPal. Only take credit card payments. Not only does PayPal make you wait over a week to have access to your money from the sale but they also to swindle you to the point anyone can just buy an item from you, break it 6 months later and then still get a full refund if they push hard enough. The seller never wins with PayPal! Sellers BEWARE!

I spend a total of 5 HOURS on the phone with all departments to get a payment I was COMMITTED to pay to process. They did nothing, were cold and rude and still kept my private info hostage and would not give legal verification that when I closed my account, they no longer would have all of my credit/debit card or checking account numbers in their system. To me, that’s identity fraud by an entire corporation. If this information helps at least one person decide NOT TO use PayPal, I will have done my part. I hope this horrible, greedy company goes up in flames, just as it deserves to.

Customer service reps aren't polite, escalate uncomfortable situations, speak over, chastise rather than answer questions. I think I spoke with someone named Marco, who refused to let me speak with anyone else and gave me a PO box to write my complaints to. My advice is keep track of every purchase made, every refund, and as soon as something doesn't look right cut the cord 'cause you won't get your money back, and the reps certainly aren't going to help.

Never trust PayPal for business purpose. They will suddenly block your account even if you are doing business genuinely and hold your payment for 200 days and release after so many calls. They will make you suffer always by asking so many documents again and again. Even after that they will limit your account. They are doing frauds only good for USA based people. Other countries stay away from their business.

There was a website that I paid for in February, but unknown to me was a subscription fee that automatically gets charged every 3 months. I woke up yesterday, checked my email, and there was a PayPal charge. I immediately canceled the subscription on the website, and contacted them to not bill me. The services were of no benefit. They responded by sending me their terms of service. That was of no help. They said they could not refund me. Now any reputable company would issue a refund and stop the subscription. Not this one.
I contacted PayPal, and they said they would resolve the issue and to not worry about my money leaving my bank account. They said to call the bank and put a stop to the funds leaving my bank account, which I did. Unfortunately the bank charges a fee almost equal to the amount billed from the website, so it's pointless to put a stop to the money leaving my bank. PayPal wasted hours of my time. Then today my money left my bank to go through PayPal. PayPal denied my case and said the bill was not unauthorized. Then they locked me out of my account twice unnecessarily. I'm going to remove my bank from PayPal, close my PayPal account, and never use PayPal ever again.

I ordered through PayPal a pair of Costa sunglasses. Turns out the company was a sham and sent fake glasses. I had to jump through a bunch of hoops before that offered free return shipping. I told them that I should not have to pay to drive to the UPS Store to send this off, because after all I did nothing wrong. That said they wanted to keep customers and sellers happy and so this was their decision and it was final. At least that's what I heard in the broken English offered by the script bound "customer service" crony.
Why should I have to pay anything? Should they not with with the fake seller to get new a full refund and not burden me to have to ship the fake sunglasses back so they can then pawn them off on some other unsuspecting soul? Wrong. Simply wrong. I will never do business with any company who chooses to utilize PayPal services and I suggest you do the same. After all, some people (companies in this case) just care about the money side of things. Money Centric sell outs. No thanks PayPal.

I am a seller on eBay, a buyer bought a electric flash from me on eBay and later asked to return it. eBay approved its return, and then eBay dismissed the case since the buyer never returned the flash. Buyer opened a dispute on PayPal after 2 months, and PayPal approved return, and this time buyer returned the flash, but it did not work after I received it, and PayPal does not care about it.

I've used PayPal for years and still have had such limits on my account. Fine, we've dealt with it and just tried to work with PayPal. Recently, a prompt was coming up every time we logged in to add our phone number and 2 step verification 'for safety'. So finally, I added that step *(mostly to get rid of the prompt) but thought 'ok, this is safe'. WELL happened to change my number late Saturday night 2 weeks ago and didn't think 'HEY maybe I should turn off 2 step verification first on my PayPal account' before I did this. 3 days later, I went to update all my accounts with the new phone number and was unable to log into PayPal. I've called 3 times now trying to unlock whatever it was they have on it and they are UNABLE to access my account with this 2 step verification on. DO NOT TURN THIS ON AT ALL NO MATTER HOW SAFE THEY SAY IT IS!!!!!
After YEARS (5+) of having this PayPal account, the only option they gave me was to close my account. I run a business through my account, sell online, provided services, and have every possible thing linked to pay from this PayPal account. Now everything is messed up because they could not switch this off even though I knew every card, address, previous address, phone number, work number, SSN, birthday and name I've used on the account. I could even tell them the last 10 transactions I had recently to prove it was my account and what other accounts were linked to this PayPal account...and nothing. SO secure you can't even get into your own stuff. And lost all my information/client info, PayPal debit card, etc.

I cleared my Funds from MOBROG to PayPal. PayPal notified me that I have received a payment then a few minutes later I get another email from PayPal stating that PayPal cancelled my payment and the money just vanished and untraceable. When I sent a complaint email I got an automated response... My experience with PayPal is very bad.

I have written several emails to Paypal for resolution on a payment issue that left a negative record on my credit report. I am unhappy because the response from customer service are largely automated. They have not taken time to read the emails sent and to prepare a proper response. This assumption is bad. I have forfeited funds in the past because of this. A transaction was cancelled on eBay due to their system errors. This was charged on Paypal. I was not able to get my refund. I sent several emails and kept getting automated response with no answer addressing the issue. This is not acceptable.

PayPal is a huge scam and I advise everyone to stay clear of it! Someone sent me funds for a car I was selling. First red flag: anyone that has your email address can send you money! No approval needed!!!! Fraud!!!! Then, PayPal asked me to send a bunch of fees. It was added to my total payment for the car, but they needed me, THE SELLER, to send $2,000 worth of payments!!! FRAUD! Furthermore, they asked me to send to random countries via Western Union, which was flagged and cancelled. Then they asked me to send Amazon gift cards, which was flagged and cancelled as well.
Then, PayPal "accidentally" took too much out of the buyer's account ($950) and added it to my pay out, so they needed me to send it back to the buyer BEFORE I could get my payment. FRAUD! This was PayPal's mistake and they MADE ME PAY FOR IT! Lastly, I still haven't gotten my funds. PayPal keeps asking me to jump through hoops, and keeps telling my payments don't look right. They have threatened to keep both mine and the buyer's money, which is LITERALLY FRAUD.

I wanted to order meds online and thought if PayPal accepted vendors they were legit. WRONG. The meds had no numbers on them so they could not be the real medication. This is not about the money, it is about fraud on part of PayPal for allowing pharmacies to dispense without requiring a prescription, which I had but was never asked for by vendor. Is this not a felony? And federal offense? How does PayPal not get busted? Not to mention the vendors!

PayPal would not allow me to transfer my money to my bank account. It would not state why? It just kept saying system failure. When I called customer service they had no answers as to why and just told me keep trying. I call back again and was told no problems in their end so keep trying. Finally I get a supervisor and she says security flagged my transfer of my money to my own personal bank account. She said I can maybe get my money in 24 hours but could be 21 days. If I didn't hold for hours to get a supervisor I still would have no idea why. The customer service reps have no idea as to why. This is the worst company and holds people's incomes hostage for no reason. I have seen hundreds of customer complaints.

Bought from a Chinese company through PayPal. The item was not as advertised. Followed PayPal instructions exactly for return of item for refund. PayPal made the process extremely difficult. After 4 or 5 phone calls to them, they denied the $34 claim stating that they did not receive enough information re the item tracking back to China. I had assured them that once they received the postal receipt, they would refund in full. Didn't happen. I have closed my PayPal acct as they were worthless in helping me in any way.

Purchased concert tickets from an individual using PayPal. I sent payment and received notification from seller that they had received the funds. I was told to wait a couple minutes while they sent the Tickets electronically. When I had enough time waiting I asked for my tickets and was immediately blocked and my wife was as well. Person vacated her ad for tickets on the concert site as well. Contacted PayPal immediately and was run around from one claim person to another. Then they denied my claim for it being filed under a “wrong” subcategory despite the agent telling me exactly what to do. Contacted PayPal again today and have gotten nowhere. Basically now it’s up to my bank to help me out. I’ll never use PayPal again.

My husband accidentally sent money to my dad account that he can’t get into. PayPal lied to him saying that if he confirmed they would send it back. Not even 2 minutes later they changed their story and wouldn’t do it. Wouldn’t help us in anyway! Now me and 2 kids are fixing to be homeless 'cause they won’t refund the money!

PayPal will not release money back to me ($5400) because of a “system algorithm.” No one can explain why or what that means. They’ve confirmed the money is actually there and my own account is in good standing. I have spent hours on the phone four different times and still no luck. It’s been two weeks. I’ve used PayPal for years to purchase things but never had an instance to have money sent to me through them. I wish I had been aware of these issues! When I google PayPal issues and complaints there are so many stories like my own. How are they getting away with this practice? No idea how to get my money back.

If a buyer pays as a guest with no PayPal account the seller must wait 21 days to receive funds released from hold. You cannot refund to the buyer until it has been released, and there is no way for the buyer to confirm the transaction to release funds. When contacting their support, they say nothing but policy and that they have been restricted from releasing holds. I wonder how much interest they are gaining? Bottom line is now the buyer is upset, and I am furious as the buyer and after the 21 days will be deleting my business account. GREAT job Paypal, wait to provide excellent customer experience and support.

Paypal has permanently limited my account. Hello, My account was limited permanently after accusations of the amount of claims on my account. I have contacted Paypal numerous times to have this settled and was never given the chance to appeal. My funds of 1,240.62 is locked for 180 days which is totally unacceptable. Paypal has my identification, my address, my SSN, my bank and debit card to properly identify myself. There are acts of fraud on this platform to which enables buyers to scam people by claiming payments were unauthorized from their bank institution which fines Paypal and causes many grievances.
Their solution to this is to avoid losses entirely and take 0 chances, without warning they will limit you as they see fit. Without any avenue of hope I have to turn to Consumer Affairs and the BBB, any other known federal/state entity that can side with me until justice is on my side once again. This endangers my well-being to make a living for myself in its entirety.

I purchased Microsoft Office from a UK company called Fast Software that turned out to only be compatible with a PC and was useless for my Mac. The seller's Web site makes it look as though they accept refunds or exchanges but they ignored me when I contacted them immediately within an hour asking for an exchange. Nothing in the product description indicated that the software would not be compatible with a Mac, and as I am accustomed to software that gives me the option to download either one, I was not aware there would be a problem. PayPal initially credited $81 back to my account when I filed a dispute after purchasing a Mac version elsewhere.
More than two months later, I received a notice from PayPal that they had decided the case in favor of the seller and would be deducting $81 from my account. When I reopened the case to object, I got a letter from PayPal saying that would not honor my dispute because the fine print states the seller only honors refunds or exchanges for unopened software.
This is unscrupulous behavior all the way around. In addition to ignoring requests for assistance, Fast Software has no interest in stating clearly in their product description that it is not compatible with a Mac. I have no doubt that as a result, the company makes a significant income from customers who unknowingly purchase the wrong version. The company then turns around and refuses to honor a refund or exchange. Meanwhile, PayPal gets a kickback in the form of the fees charged from the merchant. Save your dollars and go elsewhere for your software needs. Also, it may be wise to consider finding another online pay service with a better track record of supporting customers over unscrupulous sellers. I certainly would like to know of one. We tried to make a one-time payment using Paypal to pay another person. Paypal immediately took our money from our account, but failed to give it to the payee. They call it a "hold". After two weeks, we received an email that we needed to "confirm" the payment, but did not say why. I called and was on the phone with them for TWO HOURS trying to confirm the payment. They told me the transaction was flagged, but wouldn't tell my why. Then they told me I would need to provide bank statements and a photo ID???? So while I was on the phone with them, I got onto their online chat help, and verified the payment within just a few minutes. What a scam!!! They held our money hostage, made money off the interest, and took two hours of my time just to make one simple payment. Never again.

$339.00 was deducted from my checking account by Paypal and sent to an eBay seller without my consent or knowledge (fraud!). This seller claims he/she sent the item (a Lego mindstorm set) to an address I'm unfamiliar with. I did not purchase the Lego set and have never been to the address nor do I know anyone who lives at the address to receive the Legos. Complete fraud! I wasn't even browsing for a Lego set on eBay! Someone at that address must have received the set (or the seller is in on it). I don't share this Paypal account with anyone, so if I didn't order it, it's fraud.
I spent months fighting Paypal & eBay about this purchase and they kept telling me to address it with the other. After getting nowhere with either of them, I filed a fraud dispute with my bank. My bank investigated it and Paypal/eBay informed them it was a legitimate purchase! My bank rejected my fraud claim because of this. How does this happen??? Who took that money? Who received a Lego set??? I want my money back and want Paypal to stay out of my bank account! Unfortunately, Paypal has a monopoly over eBay so I'd have to give up eBay if I shut down my Paypal account. I feel robbed and no way to get money back. I'll never share my bank info with Paypal again.

This is pretty lengthy so sit back and enjoy. I play mobile games, a lot actually. I make small purchases through them from time to time using PayPal so that my card info isn't given to these mobile apps. Well, one week came where I made a few purchases. When selecting PayPal this time, I selected to have the money pulled from another account instead of the usual due to less money in that account. PayPal doesn't even pull the money right away either, they wait two days. So I waited the two days, during the timeframe, I went and grabbed some needed groceries from the store and put some money in my main account after a paycheck came in.
The very next day, I wake up to my account being overdrawn by over 90 dollars because of three overdraft fees, and the $40 was then put in after those NSF fees were charged. When looking into the NSF fees I found that they were because PayPal had charged my main account instead of the one I had selected. The next day, PayPal then tries to charge for another purchase I had also opted to pull from the secondary account. I didn't have the money to pull my account out of the negatives, so my account was again charged another NSF fee. The day after that was a 5th NSF fee for the fifth purchase I had chosen to pull from my secondary account instead of my main account.
I went and called customer service at this point. PayPal sent me a bank letter stating to refund the NSF fees because their system messed up. Key Bank then went on and said they would not do that because they were not liable for PayPal's mistake. By this time PayPal tried pulling for those 5 transactions again, so I was overdrafted by PayPal five times because of their mistake. Key Bank stands by the fact that PayPal owes me money, and PayPal keeps saying they can't help me or compensate me. I have all of the paperwork and emails and bank letters for all of this. If any attorneys are reading this, it's two companies at fault here. The bank, and PayPal as well.

1. The first problem was trying to use my business credit account to pay invoices. Their system will only allow a business to pay one invoice at a time for every 72 hours. 2. The customer service staff are all foreigners who cannot understand basic English. I told the lady via phone to get a supervisor on the line and it took her 3 hours to final get someone else to try to resolve the problems. The amount of fees that is tied into this company is simply not worth the headache. When I am done with this last problem, I will never return to doing business through paypal again.

I needed something quickly so I sought out a company in the USA to purchase it from. 3 weeks later I cancelled the order because it had yet to ship. Company did not cancel my order but went ahead and shipped it. I got the product 1 month after ordering it. I use PayPal because I believed I was protected from unscrupulous sellers. Evidently not! The seller lied about being in the USA and they ordered my product to be shipped to them from China when I ordered it. So it had to be sent to them from China and then sent to me, hence, a month to get it. My claim was denied because I received it regardless of the fact that I sent PayPal proof that I cancelled it at 3 weeks missing. Now PayPal wants me to pay to return it with no guarantee of a refund. They just lost a long and loyal customer.

I purchased and returned merchandise from Rockler Woodworking using US dollars via PayPal. I spent $40 to ship the stuff back to Rockler and then they charged me 25% restocking fee. The refund was given in British sterling and pence, and PayPal charged me a refund fee and then a conversion fee! Both companies state that the other company was at fault for returning the money in British currency! After calling each company more than 6 times in an attempt to resolve this matter and asking for a supervisor, my call was disconnected from Paypal. Those wishing a refund beware! Horrible how the big companies treat their customers.

I am extremely disappointed with a recent experience with PayPal. I filed a dispute against Groupon for doing some shady business and PayPal decided to refund me, before even making a decision on the dispute. Then, they decided against the dispute and I received an email saying they were taking the money back. Instead of just taking it from my credit card, the same way I paid through PayPal in the first place, they decided to send me directly to a collections agency! Not once did they try to contact me themselves for the money and my credit card is even linked on the account. I cannot believe they would go that route with their customers without so much as a call or even an email, especially when this was something they did on their own in the first place! There was no reason to hit my credit in this way and I will never be using PayPal again.

This app is in the stone age. With today's technology for sending money via app this one is the worst. There are far superior apps out there, Zelle, Cash app anything other than PayPal. They cost you the most, they hold your money the longest and they have the absolute worst customer service. I tried to talk to several and was given answers like, "You were all sent a reminder back in November." I didn't use PayPal in November. "Didn't you fully read the terms and conditions?" This is not customer service, this is insulting.

When you are paying for a service through PayPal you just can have ask for a refund without any proof. "The experts" will any way choose the side of the buyer without even looking at the proof of the seller... Great seller's life.

I opened a dispute for an item returned by myself but never refunded by the company. Apparently, per PayPal I received an email stating I had 10 days to respond after opening the dispute. I NEVER received such email. I checked junk/spam and all my mail and no such email exists. Furthermore, the representative that opened the dispute NEVER mentioned I would be getting any emails that I needed to respond to a specific amount of time. Because I never received their email, my case status changed from accepted to denied. Shame on pay pal for not backing up up your customers due to your own mistake!

On 1/18/19 I ordered and paid for, using PayPal, a small electronic item. An email was sent that the item was shipped with a tracking number. When checked, the tracking number was not in the system, but generated by seller. In response to a February inquiry about delivery, I was told that delivery was “slowed because of the Chinese New Year.” Still checking the tracking number, the item was not in the system. On March 14, 2019, with a few queries to the seller and no responses, I opened a case with PayPal. I included a copy of notice of cancellation of the order. The tracking number was still not in the system.
I received notification of the case from the Resolution Center that they would finish their review by April 9, 2019. The seller responded to PayPal with a different tracking number. On April 8th I received the first tracking numbered item. I notified both the Resolution Center and seller that I did not want the item, it was cancelled, and credit my account. The Resolution Center and seller did not respond. In May, four months after the order was placed and paid for, I received another item, the second tracking number, and notification from the Resolution Center that my case was denied because I received my item.
The Resolution Center is either staffed by people that cannot or do not read, or just push paper around until problems resolve themselves. I notified the resolution center that I was stopping the use of my PayPal money account, my PayPal line of Credit account, and my PayPal Credit Card, but apparently they could not read my note or just don’t care. A very bad experience with an organization that is too big to care.

If you plan on selling anything do not use PayPal. They allow buyers to fraudulently file disputes against you. Waiting unitl you have sent what they have paid for and then asking for a refund. PayPal always refunds the money, there is nothing you can do about it. Also if you create digital content you are opening yourself up to have your account permanently "Limited" which is to say you get kicked off their platform. They will refuse to give you a direct answer as to why you were removed. If you contact support you will simply receive the same email over and over again saying "You've been limited" but they will never tell you why you have been limited. Once they ban you the thieves hold your money for 6 months! If you don't want to do bussiness with me fine, but what gives you the right to without my money from me. You need to get your stuff together because you guys screw over the merchants who use your platform.

PayPal is fraud now. Do not use PayPal anymore. PayPal has new regulation that make online shop like me become bankrupt. Many cheating buyers know the trick by order online and pay using PayPal. After the buyer receive the goods, the buyer dispute saying the supplier never send the goods. I already showed the proof of delivery and tracking received by buyer. However, PayPal always return the money to buyer and close the case on buyer favor. PayPal make me bankrupt!!

A customer who bought an electronic device from me filed a fraudulent chargeback through PayPal. Please keep in mind I've never had an issue with my account or with the activity on it prior to this instance. PayPal proceeded to open an investigation into my account and asked me to submit documents to verify my identity and business. I submitted the information, yet PayPal decided to fully and permanently suspend my account and charge me for the amount of the initial transaction as well as an extra $20 fee. Not only did the transaction meet all the requirements for their seller protection policy, throughout the process, PayPal itself sent me emails stating the transaction was covered under their seller protection policy, but, in the end, without doing their due diligence, decided the fraudulent chargeback and the associated costs were my responsibility.

I only used to hear complaints about PayPal limiting users account and freezing their funds, but now that I am drinking from the same cup I know how it feels. I just had my account permanently limited. I feel that holding my funds for 180 days for a non fraudulent violation of PayPal's Acceptable Use policy is excessive and perhaps a punitive use of power. I respectfully requested that they allow me to access my funds without necessarily uplifting the ban but I was denied. I am not willing to wait for that long so as to lay my hands on my hard earned money because it is possible to wait and still be denied. PayPal is a scam. They tap and steal money occasionally here and there from users. It's a high time they close down their fraudulent activities and pave way for legit companies that don't have such issues.

Did everything required by website and was given the runaround. Talked to many agents and got a different answer from each one. Try to transfer my money to my bank account. Was told 24 hours. That came and went then I was told there was a problem with their system and then was told it would be 72 hours. Do not trust this website. They want to hold onto your money to make their money. Use a different website. Trust me. Only gave one star because I had to so I could submit this review.

PayPal is definitely convenient, but what a nightmare if you have to dispute a charge. Poor communication, poor customer service, no accountability. Returned my items to the seller in CA as they requested via email directly to me, but the seller gave PayPal a different address for the return, so they denied my refund because I returned the items to CA instead of China and they refuse to acknowledge the return. Can't get anyone by email or phone to investigate, just told me too bad because I didn't pay the added expense to return to China. Closed my account and will never use PayPal again, nor allow my customers on my website to use them for payment either.

I am out $125 due to their awful customer service and issues on their app. They are not a safe way to buy although this is what I believed until I had this unfortunate run in. I purchased through them and received broken items. I was told to send back broken items but I insisted on a shipping and handling label to be sent to me as items were broken. They didn't do anything! I ended up sending items back and meanwhile, they closed case in the seller's favor even though I asked them to give give me a few days extension to get items to the mail. I will no longer be using PayPal as they do not protect the consumer.

I've used PayPal for 12 years and just got scammed on eBid, I was sent a completely different item. I contacted PayPal and they are making me pay return shipping to get my money back. This is risky to me, I can't afford to lose more money over this. PayPal says I can submit a request for a refund of shipping costs but what if I pay the $30 to return and PayPal says they won't reimburse me? Or the seller says they didn't receive the item back or refuses it? I'm very unhappy with the trouble they are causing me. I'm not sure it's worth it to send it back if I have to fork over more money. I have photos and screenshots of what I bought vs what was recieved and the seller has been suspended for fraudulent activity on eBid which I can show to PayPal and they do not care. I thought I'd be protected using their service, very unhappy and won't be using them again.

I have been trying to get money out of my account for almost a week. Trying to reach their customer service was extremely difficult because their poor response time usually taking hours and up to an entire day, when I do get through their CSRs didn't even understand English well enough to have a decent conversation. I had to keep repeating myself over and over explaining the situation, which was me trying to withdraw funds. I live in the Caribbean and I don't have a SSN. I was told if I don't have that then they won't send money to a local bank. After that I tried to send money to my credit card but failed. I then had to wait again tremendous lengths of time to find out why I was denied. I was told that I can't withdraw money to my credit card.
After a lot of time pushing and inquiring thinking this is completely ridiculous I found out if your credit card was not issued from the US I can't get my money sent to that credit card. Totally and utterly disgusted after almost 3 days of questioning and poor responses one of the many representatives told me that I may send money to someone who has a credit card from the US or bank account. I'm currently trying to send the funds to another PayPal account now and I can't. I'm asking why and I'm yet again waiting obscenely long to get the attention I need.

I purchased an item that I never received because I would not send the seller a picture of my ID to prove my identity. I went back and forth with the seller to refund my money with no success. I contacted PayPal to resolve the issue. It was open for about a week and then it was closed. I contacted them to see why and they said the seller provided them with proof of delivery. I again told them I have not received the item and I would like to see the proof of delivery. They told me I would need a subpoena to get the item. This is incorrect as I have the right to any evidence use against me in a case through the Brady Rule "Brady vs Maryland (1963)".
I have emails from the seller stating that they have not sent me the item because I would not provide them a picture of my ID. PayPal never asked me for information or I would have provided them with the emails. I called back after they closed the case and was told they could reopen the case to review it again and I could provide the emails. I agreed. The next day they closed the case again with no contact to me to tell me who to forward the emails to. I called back again and it is the same story. They can't provide the proof of shipment and don't care about the evidence that I have. They do not do their due diligence to gather all evidence to a case and try to close disputes as fast as possible. I will be considering other legal action against PayPal and the seller.

They take ages to reply to merchant issues. Will add GST in their charges but will not provide invoices. You keep trying to connect on their panel, there will be lot of options but nothing will help. Their customer care will reply after days with generic reply and again will reply in another 2-3 days.

As a web developer I often test clients' sites etc and a client that sells CBD happened to be part of the list... Turns out somewhere in 20 pages there is a restriction on CBD products. I looked and could not find it. But alas I was supposed to know about it. He called PayPal and asked set up an account and used it to process this for quite some time until he closed down the business. My account and the funds therein are frozen. To me that is unacceptable customer service. Until now my experience was ok. If I got someone who spoke English I was usually a happy customer.

Their "security policies" tend to refuse transactions with no explanations - it's a worthless service when you have to contact customer service whatever you do. You just get a pop-up saying that there was a problem and I need to contact the customer service, then I get a text asking for a confirmation if I am the one trying to send the money. I confirm and the problem is the same. I chat with customer service and they are telling me to call some phone number. Useless! I DO NOT recommend!

4 times I have rung Zoom Customer service today, twice on mobile and twice from landline. As soon as I tell them I have a complaint about not being allowed to collect a money transfer, they pretend not to hear me and put the phone down. I have been in communication with them since Dec. At first they appeared very helpful and were able to find 1/2 of my purchase. The other half they claimed was delivered. I filed an 1c3 report from the government, which I provided twice, and I am currently waiting for the police report, which I have no control over when it will arrive. I have kept all the emails from them and am considering filing a report with the BBB. They swing from my claim being denied to they will reopen my case and leave it open for 10 days (twice... the latest extension was until May 12, both false). I wonder if it would help to provide a police report on them. Probably not. I have been dealing successfully with them for 15 years, so this is a kick in the teeth. Not sure exactly how I will proceed, but I'm retired so have the time to be a thorn in their side. If I am successful in at least getting my money back, I'll let you know how I did it.

Tried to withdraw money to my bank account. Website says vague error message that it's having trouble doing that right now. Trying to contact PayPal is a joke, an hour on hold. The first rep I talk to says it's my bank's fault. I call to verify it's not my bank's fault. The next rep (all of them are overseas non English native speakers) says the website added some security (randomly?) but he can override it if I get a code to my phone. But the number he has on file is my old phone number. I already changed it on PayPal but it takes days to update on his end? So he can't verify it. Then it gets to a point where they say they can't even send a code any more because I tried to transfer the money too many times?!? Now they say my only options to retrieve the money in my PayPal account is to go to Walmart and try to withdraw it that way?
They can't even override their own broken system? I wanted to speak to a supervisor but they were too BUSY, no doubt because they get thousands of complaints a week because their website and automated system is crap! If you log in from a different device it treats you like a hacker. It made me upload my ID like 5 times before it could read it. It did captchas to make sure I'm not a robot. They lock people out of their own accounts because they assume you are a hacker. The system adds on security anytime it suspects "unusual activity", which is anytime you do anything! And all this insane amount of "security" to protect piddly amounts of money under $500 dollars. And I guess their goal is to get your money locked in PayPal with no way to ever actually withdraw it?!? Don't ever use PayPal if you need your money out fast, never!
They have an army of staff that are completely useless, and just either transfer you around or tell you the system won't let them override it. So it's like Terminator Rise of the AI banking computers that have risen up and rebelled against their human masters?!? It's completely absurd and I'm pretty sure they are breaking the law holding people's money hostage like this. I shouldn't have to go to Walmart to withdraw and I have a feeling that won't even work either! And even if it does there will undoubtedly be a painful amount of work and security checks involved! I received 4 emails today advising that there were PayPal transactions put to my account. I live in Australia and haven't used PayPal for over a year. More than two hundred dollars was removed from my acount. Most were charges to Uber in the UK. Charged in Euros. After spending over an hour on the phone I was told in 3 to 5 business days my claim would be processed and the issue was investigated. Within 2 minutes of ending the phone call I received an email stating my claim had been denied and there has been no unauthorized payments on my account. Now I cannot login to my PayPal as there has been suspicious activity locking me out!? What a joke.

So I ordered a GoPro Hero through Dronecamerasdirect via PayPal. The product never arrived. I attempted to call them. Phone not in service, email nothing and address is a Dollar Tree. I call PayPal and inform them it's a fake website. They open a claim. Contact the shipper. They then say they have a tracking number, it was delivered so my claim is closed. I called UPS and gave tracking number and the tracking number shows supplied is for a different address with a different name than mine. Call PayPal and tell them, "Ok we will look into it."
Claim closed. It was delivered, call them, tell them wrong address call UPS and get the address it was delivered to....over and over and over. So I ask for manager, manager says we need the address it was delivered to. UPS will not give me cause not my name on the package. Well, "We can't do anything without proof." "What do you mean you have the tracking number? Call UPS and ask them where they delivered it!" No. So you're supposed to be the middle man to ensure that they get money and I get my item...yet you won't make sure! So PayPal is still working with fake website to defraud shoppers!

My account was suspended out of nowhere, and they hold my money for six months. So the day of the release comes and part of my money was in a section of PayPal call Goals. So I have been trying to take my money out there for a month now and nothing. I have sent emails calls and they don't help me. I never had a problem in the 10 years I’ve had my account up. Unfortunately PayPal doesn’t like my business and I’ve made more money selling than they’ve ever made taking the 2 percent which they are pissed. Ok last month I had a buyer who was prospected to buy an antique from our website and he didn’t buy it and thought I’d keep holding onto it and well as business goes just need to make the money. So another buyer stepped up. Paid. The other prospective buyer was mad because I had already sold and I already communicated with him that it was sold to another and he turned me into PayPal.
There is no documentation as to a dispute. I refunded his money when he sent and he was mad it was taking him a week and threatens me about it not being over. So I mean every single person was happy except for that guy so have to find a better way to sell my antiques that PayPal don’t want to be involved in. PayPal takes profits and punishes small business. If you love your business say no to PayPal. I got to the site after I was gonna buy eBay item and it said you can’t use PayPal anymore. Unfortunately all my info is on the site and I cannot delete it, they won’t let me delete my account. I’ve tried.

I purchased PA Speakers from a seller on Facebook marketplace. I chose to use PayPal because it was "safe". Well the scammer never shipped the item and would not respond. I called PayPal and they said because I paid with my account balance they could do nothing. Paypal is in on the scam. They have the scammer's name, address, bank information and did not offer to assist in any way. I had no choice but to withdraw all my money from my PayPal account before they stole the rest. I lost $750 because PayPal would do nothing. They have access to the scammer's account, so there is no reason they could not help. Paypal claims to have buyer protection. That is a lie, you only have protection when you use a credit card to pay and that is because your credit card company has the protection. Not PayPal. Paypal is very dishonest and corrupt.

I was scammed from a company in China by ordering an item I wouldn’t receive. The item I received looked nothing like it was advertised and shown, it was cheap and poorly made and used. I tried to contact the seller multiple times but they kept giving me the runaround and ignore me altogether if I mentioned a refund. Then I tried to go through PayPal and they refused to help me because the scammers were able to close the case on their end and make it seem like it was resolved when it wasn’t. I trusted PayPal for years but I will never use them again since they sided with the scammer, and not the victim that has been loyal to PayPal for years.

I ordered luggage from a website and paid through PayPal. What I received was a fast charger that was worth 5.00. I contacted PayPal, sent pictures of proof of what I ordered and what I received but was still refused refund due to seller was able to give tracking number. We decided to sell one of our sewing machines on eBay. This machine was bought brand-new by us and barely used. It is both a sewing and embroidery machine. All parts were included, as well as the machine's manual. The buyer started asking questions about the machine AFTER the purchase. Upon receipt of the machine, she began plaguing us with questions regarding its use. After two days of tons of messaging back and forth (through the eBay messaging system) about how to wind a bobbin, she finally sent a picture. We immediately told her what she had done wrong, how to resolve the issue, and yet again, what page all this was covered in the manual. We were very nice and very patient with her. She responded that she then got it to work. She left feedback saying she received the machine and it was in good working order.
Flash forward to 48 (!) days after the sale, and we receive a notice from PayPal that the buyer has asked for a refund and that if we don't respond, she can escalate it to a claim. We got that notice at 11:28 am. At 11:29 am, we received a second notice stating that the buyer had already escalated the case to a claim. (Mind you, the buyer never contacted us after the bobbin winding --operator error-- fiasco.) The notice stated that the buyer claimed the item was defective or not as described. Included in that notice was a statement that PayPal has *automatically* put a hold on our account for the full purchase price of the machine.
"ONCE A CASE HAS BEEN CLOSED, IT CANNOT BE REOPENED." We responded immediately to the notice and provided them with all the correspondence, shipping receipts, etc. We informed them that we fully contested the claim. They responded to say that they were reviewing the case and would let us know when a decision had been made. Two days later, we received a notice that the case was found in our favor. The hold on our account was released and "THE CASE IS NOW CLOSED." We sighed and moved on with life.
FIVE days after that, we received another notice from PayPal stating that they have been reviewing the case and have decided that the best course of action is for the buyer to return the machine and as soon as we receive it, they will issue the buyer a FULL REFUND from OUR account. We have called PayPal repeatedly and all we get is the run-around, back-peddling, and utter nonsense. END RESULT: Our machine was returned to us, BROKEN. Paypal refuses to help us, whatsoever, and insists that we must pay them the full purchase price of the machine which they have already returned to the customer.

My credit card showed transactions for Paypal which I am sure I did not authorize. The hoops and jumps you must perform to make an enquiry are horrible. When you do manage to get a message off in "Resolution Center" there is no option for my situation, so I have to pick best matching. I accompany this with a detailed message explaining the circumstances. Paypal responds with "Complaint denied", because they just looked at the best match I selected, not the actual detailed message. I have no recourse. No humans to talk to. No other messaging methods. Paypal is horrible and I suggest it not be used because once you're ripped off...it is lost FOREVER.

I have been using eBay for over 10 years and used to have a PayPal account linked to my credit union bank to facilitate payment. Recently PayPal decided to close my account and I have absolutely no clue why they would do this. It's not even possible to find out if it is a mistake? So...ok I thought that's not a big loss as I did not appreciate their service much and had heard numerous bad things about them. I continued using eBay and then one day when paying as usual with my credit union credit card a red notice appears at the top of the page. It informed me that they were unable to process my payment. Strange as I had money in the bank and all the information from my credit card had been faithfully transcribed into the eBay page.
I called eBay and asked if there had been a hold placed on my account. There were no holds according to the eBay service rep. I then called my bank and asked if there were any problems with my card. There were none. I finally worked out that eBay still processes payments through PayPal even when you chose to pay by Visa or Mastercard from your local bank. Somehow they have blacklisted my card number and when using eBay the payment is blocked. It has taken me a considerable amount of time to work out what is going on and for this I am absolutely furious. PayPal is the most disgusting wretched organization that sells itself as a payment processor and hides behind their TOS to mask the unbelievably bad customer service possible.
I really hope this organization goes out of business as soon as possible. The good news is that my bank helped me get a new name on a new card and in this way I was able to to avoid the blacklist problems arbitrarily applied by PayPal to my eBay account. Remember if you think when on eBay that you are using your Visa Card your payment is still being processed by PayPal and let's hope they like you otherwise like me you will be blocked. How outrageous is this. I guess I will be shopping more on Amazon. Beware the curse of PayPal, may they rot in hell.

I filed a complaint with PayPal against a vendor who charged my accounts as auto-pay but I had canceled my product with them. There was no auto-pay agreement. After investigations, PayPal determined that I was on auto pay with the vendor. They sided with the vendor and did overdraw my bank account. When I attempted to close my account with PayPal, I was not allowed to do so. I wanted to remove my bank account information and I wasn't allowed to do so. STAY AWAY FROM PAYPAL, they are dangerous.

PayPal arbitrarily locks accounts and freezes funds (your money) with no warning and it takes up to or over 14 days to try to get issues resolved. Their customer service is non-existent. They will use your funds, interest free, without your permission and also freeze your funds if they wish to, limiting your ability to use your own money or accept payment from customers. I sold a product on eBay. The terms of payment were 'cash on collection'. eBay would not allow the auction to proceed without a PayPal account. On selling the item the buyer paid using PayPal. PayPal would not transfer the funds until I provide them with a 'shipping consignment number'. The buyer arranged their own private shipping and I had to force PayPal to contact the buyer to authorise release of the funds after the product had been delivered to the buyer's shipping agent.
Finally after a week Paypal released the funds to my PayPal account and would not allow me to transfer the funds into my bank account. PayPal said they did not know enough about me. I trolled through my PayPal profile trying to update any and everything; until suddenly the funds were released after another 7 days. I complained on a PayPal feedback survey and then the survey could not be submitted and was corrupted with errors....PayPal has a problem. They are either trying to be a random money transfer police or they are holding people's money for short term investment. I don't trust PayPal!

I am going to end my PayPal account after 12 years. I’ve been trying to get a refund from a seller who did not send product but kept my $50. Their complaint system sends you around and around, giving educational snippets for what I already know. Their advertised complaint email doesn’t work and you get an error message. I don’t know what to do next. I was cut off the chat call today and rep did not contact me to resolve after being on phone 30 minutes. She sent a transcript of our unfinished call. Then when I tried to get back into chat option, it was unavailable. Someone needs to straighten them out. They are unavailable and unresponsive. If you can help me get through, contact me. We are a Chamber of Commerce. We received notice of a dispute of a charge a few months ago. We had already mailed a refund check to the person who filed the complaint (She had registered and then cancelled her registration for an event). As mentioned, we mailed a check for the refund. In the meantime, she was refunded through PayPal despite our notifying them that we had mailed a check. We routinely move payments from PayPal to our bank and had a zero balance. PayPal then charged us a fee (either for refunding the woman or for the then negative balance).
We have explained to PayPal numerous times that we do not feel that we should have been charged as the refund through PayPal had never been issued. They explained that the woman's bank had refunded her and it then was processed through PayPal. This concerns me that refunds are issued without consulting the merchant.
Our account has since been deactivated. I contacted them, which took multiple phone calls to an automated system that simply put me in a loop; tried contacting them via Facebook, and finally tried emailing. When I received a response, it was to call. We have received notification through Wordpress that multiple payments have been made through PayPal, which I understand those payments are now in limbo, and will not be credited to our account until we pay the money which we do not feel we owe (the payments in limbo would more than cover the money PayPal says we owe). This is absolutely ridiculous. It frightens me that people are being refunded with no regard to the merchant. I understand that they are a business and their objective is to make a profit, but I know of no other legitimate business operating in this fashion.

I purchased this 2 Waterford wine glasses that arrived broken. The seller only bubble wrapped once around each causing both to be smashed. Seller provided bad info on settlement. I contacted my Card company. They started an investigation. Seller contacted me and stated that this action was preventing the repayment. Against the card company's advice I trusted the process would work. Wrong. I sent the glasses back with tracking#. eBay stated that because PayPal had an open investigation they couldn't refund. Multiple calls and disconnects with PayPal yielded a response of you have to wait 90 to 120 days to let it work through their system. It was an electronic transfer? Is the money lost? I was given misinformation multiple times. Very, very difficult to work with. Doubtful outcome based on discussion.

Hudson’s Bay cancelled my order, because according to them they were unable to “fill” my order. Now I cannot have access to my money, because of an authorization. I requested receive my money back to my bank account. The payment wasn’t supposed to go through, since was only an authorization. I am extremely disappointed with this situation. When I call Hudson’s Bay they said that I need to solve this situation with PayPal, because they already cancelled the order. And that I will receive my money back 30 DAYS after the purchase (I didn’t cancel the order!!!! THIS IS NOT FAIR!!!! ALSO THE PAYMENT WASN’T SUPPOSED TO GO THROUGH SINCE WAS ONLY A TEMPORARY AUTHORIZATION). When I will have my money from this “temporary authorization” from an order that doesn’t exist anymore???

Bought item, sizing was so far off, it was a joke. Processed a return to find out the company, Massive Sl would not pay for return shipping even to exchange item. Post office wanted about 85% of the purchase price in shipping it back with a tracking number. So an item that costs $40 was going to cost me $34. According to PayPal... It required a tracking number. I brought this to PayPal's attention but they did not want to deal with it or the Seller. I also brought to their attention, they are protecting Sellers that are using a loophole for fraud. They have nothing to lose. Have started the process of deleting PayPal with all transactions. I don't trust them and will not in the future. Buyer Beware in any transaction with PayPal. Etransfer for me now.

Very difficult to deal with or contact. They pay no attention to any fraud or misrepresentation of who they accept as clients. Don't think you are protected for one minute by using PayPal to pay for anything. All they care about is closing cases.

I purchased a product online using PayPal. The product was defective, the seller refused to take it back. I contacted PayPal and they opened a case, the seller then agreed to refund my card if I returned the product. I had a few days to provide a tracking number. I shipped the item back. I went on the PayPal site to submit my tracking number, it was down. I tried multiple more times and finally I emailed them the tracking number. They sent me an email confirmation that they updated my case with the number. A few days later I received an email that my claim was denied for not providing a tracking number.
I immediately went on their site and again I couldn't get past the first step. It's kept saying they were experiencing an issue. I emailed again and no response. I sent another email each time forwarding my confirmation that the tracking number was received. Still no response. Now I am out about 100 for the product and 15 for shipping. I will never use this service again. They have absolutely no customer support.

I'm a seller and two of my buyers sent me money for my services of which I had already done for them and they paid me through my PayPal account and then turned around and requested their money back but the problem was that the people who they asked to send the money to me I didn't know them and didn't work with them at all. They were just helping out my buyers of whom didn't have a way to pay me and then the friends of my buyers turned around then requested the money back from me and this happened to me twice and I ended up losing all of my money because of it.
So not only did I completed my work for them but they got their money back and I got nothing and so I did work for free and then left my account in the negative. When I asked my buyers they tell me that someone's playing tricks on me and my money wasn't taken by them. And now my account's in the negative because of this. I can't make any money this way. PayPal is known only for the scammers.

Have used PayPal Here for 5 years to process my onsite customer purchases. The past 6 weeks my reader keeps freezing when it comes time to process the payment, while the card is placed inside my reader. It spins and spins and says "processing" and it never finishes the transaction. Then I have to cancel it and manually enter the credit card information, which PayPal charges me more to do. Their technical support and customer service were WORTHLESS and completely unable and/or unwilling to solve the problem. Very disappointed as this has been working so well for the past 5 years.

It's been more than 6 weeks now and I am still getting the run around about my refund. I order this Pool Table Cover on March 13, 2019. It was supposed to arrive the next week, I got an email saying that the packaged was delivered on Saturday, March 16th which I was home at my apartment and did not see a FedEx truck all day; also I did not get a packaged. When I call eBay CSR about the problem on the same day that I didn't get the package. eBay transferred me to PayPal CSR which I followed all of their instructions on making a claim and contacting FedEx SmartPost management about Investigating the tracking number to see if this item had been delivered; which FedEx concluded that they were unable to locate the Parcel and I needed to contact the Seller to have them to resend the parcel or refund my payment.
No one is listening to me about helping to solve my problem. I keep getting the runaround about my refund. Everyone is saying the package was delivered but FedEx has no account of it. I'm going to continue my complaints every day until I get my money. I AM VERY DisSATISFIED with PayPal, FedEx, & the Seller... what more evidence do a person needed to get his money back. Call FedEx and Investigate who's stealing the packages. I didn't get it.

PayPal has one of the worst customer service and questionable (illegal business practices there is). I have been trying to receive a refund that the merchant has sent over twice to PayPal, and PayPal has accepted the refund placing it in a dead and closed old account not even related to the transaction. I have notified the merchant 3 times telling them to refund me directly, since PayPal is screwing up the refund. The merchant has not replied yet. It has been back and forth with PayPal and the merchant now for over 60 days. This is damned ridiculous and purposely organized between the two with PayPal being the worst. I will be filing a case in small claims court.

PayPal limited my account and forced me to re-supply proof of my address. I did so. But the account limitation was not removed. My repeated requests are not responded to (by a human). This has derailed my eBay sales. If you rely on online sales, beware. PayPal can restrict your account and destroy your livelihood. There is no way to resolve this.

Two Paypal accounts, one family and one business. I accepted payment on an item using Gunbroker- a part, not a firearm. Thinking myself safe from violating Paypal's rabid and ridiculous anti-gun politics, since it was simply a pistol grip and stock (going to a state where it's legal to own) I didn't think anything of it. Well Paypal froze both of my accounts. Luckily, zero balance for both, if not, they would have held all funds for 180 days. Violation of terms , etc, according to Paypal. Fine... I submitted one email for reinstatement (denied) then went on with my life.
Two months later, I get an email from Paypal on new policy guidelines...WTF I thought, they locked me out....Paypal didn't want me, and I no longer needed Paypal. Come to find out, Paypal NEVER officially closes your accounts. They are zeroed out, BUT and a big BUT--your financials and your contact info remains on the rolls. I said the hell with that--closed the credit card accounts that were linked to them. Even changed my phone number. BUT- my bank business account is still there, and they won't let me delete the info- or- CLOSE the Paypal accounts. How is this legal? I'm fishing now for legal advice on this, they state the accounts won't show on a credit history-but they do show from my research thus far on the internet. Perhaps there be a way to get Paypal to close this, but I fear I will have to file a court claim.

I was issued a credit for a dispute I filed back in February of 2019. I received this credit on March 10th think I won the dispute and PayPal had taken care of everything. Little did I know they would be taking that money right back April 2nd because that was only a "temporary" credit. Why would you issue a customer a credit not knowing the results of a dispute? Now, not only have you made the customer extremely mad, such as myself, but now this customer needs to repay a credit that they deserved in the first place. I had returned a few things back to a company that I didn't get a refund for so I went to PayPal in the hopes of getting my refund back, like they've ALWAYS done in the past for me. I've been a loyal customer to PayPal, never had a single complaint about them. But when it comes to messing around with my money, this will not fly. I will be closing my PayPal account immediately and switching to another payment source.

Paypal is letting people hack into your account and buy games or other products from Microsoft and when you go and talk to them they will open a case but in one day they will come back and tell you that you authorized the transaction when they know very well you didn't. They need to get better with their investigations and when it is a game or whatever from Microsoft they need to trace the IP address where the game is at and then trace the IP address from the person that owns the card, and if they would do that they would find out that there is a lot of fraud going on an stop it. They need to improve their security and better employees so they will do a lot better at investigating.
They know it takes more than one day to get to the bottom of a transaction, no one is stupid and believe they can find out all this in one day. Sometime I really wonder if it's not an inside job hacking into other peoples account and getting this product for themself or others to them. PayPal improve your investigations. I have been googling PayPal and I have seen that they have a lot of lawsuits against them for the same problem I am having and if mine dont getting settled I will be joining the lawsuits.

After my trial period expired I cancelled my account with Signal Skyline. A month later The money was decucted in my account by PayPal claiming that I subscribe for recurring payment. When I go to PayPal they answer that I have bought the signals that I didn't received. The worst case was the statement issued by their employee citing that "I'm dealing with an African. There is something very shady going on with PayPal. This company needs to be investigated. Money was transferred into my account but I have been completely unable to get my funds withdrawn. The systems gives me this crazy message, "Something is not right, please try again later". Really? I've tried the chat feature several times, spoken to several agents and none of them have the ability actually do anything. They just tell you that they are sorry. I have been trying to speak with a PP rep today & left my phone number for a callback. They called back but disconnected me 3 times before I even began to speak. The chat option doesn't work so I sent an email & received a message it was working. I received an automated message with some information attached & replied begging for help & consequently received an email saying no one monitors that email so don't expect a response. What do I do? I have used PayPal for years for hundreds of purchases. No more. I bought items from a company in China that did NOT indicate where the items were coming from, claiming the customer gets them in 5 to 7 days and they take returns for refunds. Well, weeks later the items arrive and are hideous. StyleWe has awful clothing items that are NOTHING like advertised. I immediately printed out the return shipping label and paid $35.00 to return the items to China. The tracking to China only goes to customs, so PayPal would not refund my money. Fast forward a couple of months, and the package arrives back at my door undeliverable. So I package it up and send it to the president of PayPal, Dan Schulman. So apparently the package gets passed around the company for a month or so, and then security folded my letter up and sent it all back to me. Worst customer service ever. No more PayPal for me.

I had 1780 transactions with a 100% positive feedback on eBay and out of the blue, PayPal froze (they say limited) my account so I cannot sell anything on eBay because eBay NOW requires you to use PayPal when selling. PayPal also withheld $600 of my moneys, for months, before hanging me out to dry. I don't understand how any of this can even be legal but it is what it is. BE VERY CAREFUL WHEN USING PAYPAL!! They have unbelievable powers when it comes to your money and your ability to even use eBay!!! User beware!!!

Having the PayPal credit card won't help you boost your credit score and the finance charges are obscene. Not only is the website hard to discern what you owe and when you owe it. If you're a dollar off or a day late and pay a lot, you're still going to get a finance charge fee that is sky high. I had one for $40 lol. Not using their services moving forward as they wouldn't' refund the charge, your bank will. Bad business.

I have had a very bad experience with them. They would not listen to anything I had to say. All they did was run their mouths. They charged me for money I didn't even use. They told me my account was a balance on my account when I had not even used it and they not close my account down for me because of the balance on it. Told them I had never ever even used my account. They are very mouthy and they don't care about their customers and doing what is right. Nobody at that places cares about anyone but themselves. They were very rude to me the whole time I was on the phone with them. They all have problems. Will never deal with them ever again.

Recently made a purchase online using PayPal but selected a specific credit card for a reason. The same day, a friend paid me back for tickets I bought. PayPal took that money to pay the online purchase "per policy" and there is no way to transfer the money to myself or get the money back. I don't recommend this service solely for the reason that they get to decide what money you have to use. The agent even asked me what my plan was with the money in my account if I had not transferred it already. This level of disrespectful service is why I'm discontinuing my account asap.

If you agree to these changes, you don’t have to do anything. If you don’t agree with these changes, you may close your account." This company embodies US capitalism today. As Wall Street has taken a shine to PayPal, the company's customer service, for both vendors and consumers, has declined in an inversely proportional manner. Make no mistake: the money in your PayPal account belongs to PayPal, who ultimately decides when and how you get to use it.
They are known to lock up balances without reasonable explanation, and sometimes indefinitely. Additionally, KYC/AML and the rest of banking's overreaching regulations have moved their way to PayPal as the company's business model has evolved, further distancing customers from their own finances. Unless you are a long shareholder, stay away from PayPal at all costs. We sold our entire positions after reading the quote at the top this review. Even eBay has begun to get away as they have introduced Google Pay as another option. This is exactly what happens when a corporation gets too big and powerful in an industry with such high entry barriers and costs of compliance.

I used PayPal to purchase two smartphones from a Chinese online retail store (Trendswa.com, aka jerseysale.info, brandssneaker.com, mallcen.com and lvsave.com). At first, they shipped a Gucci beanie to me, because they apparently had run out of stock on the phones and thought I'd be content to receive something, which of course I wasn't. At this point I contacted PayPal to intervene and force them to return my money. PayPal refused, saying that the item had been delivered, and case closed. I had used PayPal thinking that I'd have some protection if things went awry, but to my dismay, they failed to provide any protection at all. So, never use PayPal outside of eBay, because they won't back you up if the merchant is an unscrupulous cheat, as in my case. And at this point, using PayPal at eBay may not be a good idea either.

If anyone is looking to use PayPal for their business or for their personal life I would highly recommend NOT doing this. I have had so many issues with PayPal which has lead me to not receiving my money for months on end. The team members who you speak to over the phone are the least helpful, and each one did not listen to my needs or requirements. It's ok if you hate your job but that is not my fault. I earned my money and it should NOT be so difficult to receive it. Absolute waste of my time. More hassle than necessary. Rude staff. I made 7 phone calls on different days with the same damn problem... You kept sending me the same damn emails and I kept responding with the same damn answer. It's 2019!!

I made a purchase on eBay from a seller that claimed to be selling authentic purses, and claimed that his location was in the US. It turned out to be a fake, and the location sent from was China. Normally I was allowed 30 days to return the item, buyer pays shipping. Since the location was not in the US as claimed and item not authentic as advertised, I contacted PayPal so that the seller would be the one responsible for the shipping return. PayPal return with their verdict that I should be the one paying the return shipping to China (not the US as agreed to when making the purchase) even though the seller had sold me an item different from what advertised and on top of that had been deceptive to where the item would be shipped back to. It sounds to me like PayPal is not working to protect buyers, but supporting fraudulent actions from sellers. Never will I use PayPal again to make a purchase.

I recently signed up for a new bank account with Discover to use to pay my PayPal Credit account. In the process of adding the account, the web form did not inform me that the "trial deposit" to verify adding a new bank takes between 2-3 business days. So when I did not see the deposits in my Discover bank account, I removed the bank account from PayPal and re-added it. I did this about 3-4 times thinking the system was broken. Then I called PayPal for support, and then they tell me that it takes 2-3 business days for the deposits to go through. So I attempted to re-add the account to wait out the 2-3 days, only to find I had been locked out of my account features.
Then I was forced to go through very scrutinizing verification process which forced me to change my password, then (answer security questions/phone verification/verify credit card number on the account/up-load photo ID), only to find out I was STILL locked out of my account features. Then it asked me to provide a statement for the bank account that I was trying to add, which I cannot do because the account is new, and hasn't generated a statement yet. So during all this crap, guess what? The deposits went through!!! So I attempted to upload an image of the deposits from my Discover bank account activity, to prove to PayPal that I own the Discover bank account I am trying to add, and that STILL isn't good enough for them!?
I enjoy using PayPal to pay my bills etc, but their security features do not help the client secure their account, it breaks it, rendering it useless. All of which could be avoided with a simple line of text on the adding bank account form = "If you have to verify your account with trial deposits, be advised it takes 2-3 business days for the deposits to go through". Just that simple line would save people a lot of headaches!!! C’mon people where is the user friendly interface, and public relations locking someone out of their account after proving 5-7 forms of identity proof? So now it looks like I have to wait a damn month for Discover to generate a statement for me to upload to PayPal to prove I own the account, when I already proved I own the account with the deposit information!!!

I bought 3 set of spinner luggage and never received it. I filed the disputed with PayPal. PayPal sent me the tracking number. It show the seller shipped small packages in my mailbox, how they can put 3 set of luggage into the mailbox with the envelope? I call PayPal 5 times to explains that in no way the luggage will fixed in the mailbox but PayPal said the seller proved that they already shipped with the tracking number provided. I have had a previous bad experience with PayPal but good with eBay, however, When I asked the eBay seller to allow a return because the controller did not work with any of my drones, they agreed. When I tried to get my RMA number for the return I was directed to PayPal where they would not give me my RMA unless I signed up for a PayPal account. I purposely did not use PayPal for this purchase and now PayPal is forcing me to get a PayPal account or I can't get my $99 dollar return. This is not acceptable and I believe all of these cases need to be brought to people's attention on the national news. I will file a complaint with the BBB and eBay. If eBay lets this stand I will be very slow to order with them again.

Lost my cash back card. Called to block my account. Every person I reached after 15 to 20 min of hold could not help me. Had to transfer me. Another 15 min wait, then I was told call can't be completed, hang up. Call again. I tried various numbers over 2 days over 3 hours of holding time. With same results. My online account could not be accessed. Finally got some who could help me when I tried a different option #, which didn't apply to me. Very frustrating experience.

I had a invoice come through and I tried to make a payment with some of my balance that I had in there. Instead it dump it all on the credit and made me go over my limit. I called and they said nothing they could do but I could as the seller to refund it. Then after I refund it PayPal calls me saying I was approved for the small lit but I went over but now that I refund it I have to wait 3-5 day. Meanwhile my car is now stuck on a lot until that happens.

After 18 years they will suspend you no warning. If you use PayPal be warned they are an unregulated bank that can freeze your account with made up reasons. Once suspended you will not be able to remove your banking info ever, or use any of their services to send or receive money. My account never held much but friends of mine had 1,000's tied up for months. Never will I be involved with them again. They make their policies clearer than mud.

SELLERS BEWARE!! I am devastated at how I was treated by PayPal. I have been a member for years and sell a lot on eBay. I have 100% feedback. I sold an outfit to a lady (St. John) (very expensive) for approx. $550.00. The person said it was not as described. Which it was exactly as described. I told her if she was not satisfied to send the outfit back and I would refund her money. She did not file a claim with eBay or PayPal, but went to her financial institution who in turn contacted PayPal.
I contacted PayPal several times and explained the situation to them and even emailed them all the correspondence between myself and the buyer!! It said directly in the PayPal details on the item I was eligible for "Buyer Protection" BUT PayPal says I am not eligible because the buyer said it was not as described!!! I said, "OK then if it is left up to the financial institution, I should be able to contact them and defend myself!!!" Nope, that did not happen. So I get an email from PayPal the other day saying the financial institution decided for the buyer!! Shock shock!!! So this person get refunded the $550 and gets to keep MY expensive outfit!

Recently, I received payment through my PayPal from a customer, and when I tried to accept her payment, I was not allowed to, and it said that I had to verify my bank account. Whenever I tried to verify it online, it would "fail" in either a service error or a different error, so I called their customer service line in the hopes that I would be able to have them do it on their end. Keep in mind that I have had numerous successful transactions through PayPal before this and this was NEVER a problem. The first customer service woman I spoke with was at least kind and tried her best to be helpful, but she told me she needed time to review my account and that she would call me back in 30 minutes...and she never called.
The second two people I spoke with were incredibly awful and honestly shocking, to the point that I ended my conversations with them in tears. I started out both conversations in a polite tone despite being frustrated, and I never said anything disrespectful. The first man told me that in order to confirm my bank account, I needed to go out and physically buy a Google Play card for $1,000, and that they would "reimburse" me this $1,000 afterwards. This change in policy was NEVER communicated to me in any way; not in email and nowhere on the actual website, despite being a member for a few years now. And besides not being communicated to me, the policy makes absolutely no sense, in fact, I thought the person on the phone didn't understand what I was trying to ask at first because it's so ridiculous.
I am a college student...I don't have $1,000 just lying around to pay upfront even IF I'll be reimbursed later...and to be honest I don't know many full time working adults who do either. Anyway, after I expressed my extreme disappointment with this new policy (still being respectful), both men on two separate calls began literally cursing me out, yelling at me, and questioning my intelligence. When I asked to speak with a manager, (which I have only done ONCE before in my life), the man mocked me and said (his exact words) "What the ** do you think the manager will be able to do?". That's the line that particularly shocked me, even more so than the previous cursing.
I personally work in customer service, and I would NEVER even think about cursing at a customer...even if I was being threatened! Let alone mocking them and refusing to let them speak with my manager. I shut my entire account down after this and am encouraging everyone I know who has an account to do the same; I sincerely hope that they either get their act together and work on educating their customer service reps about how to do their jobs, or just go out of business entirely. If I could give zero stars I would. Not. Happy.

They stole from the account I have with them, plus asked me for the info of my checking account to refund the money the took from me and instead to give the money back they stole $ 2700 more. This people is insane. Please help to not continuing this happens.

Updated 04/11/2019: It's insane. I called again because they told me to wait until today and of course now they are telling to wait again other more 3 days because they can't refresh their system and still can't use my account which I need because it's connect with eBay. I asked why my account doesn't allow me to connect with my bank and they don't know and they want me to use my credit card so I can pay $12 each transaction instead $2.08 if you use your bank account. Terrible terrible platform.

I had a problem to add my new bank account and I had to call and they asked me stupid question and block my account for no reason and need to wait 48 hours to refresh. It's ridiculous.

I had really bad experience with PayPal. I recommend to everyone not to use this account as I lose almost 800 pounds for using PayPal payment for just selling one item. And they don't care about customer needs or neither get any answer of making a complaint.

I am an independent consultant for paparazzi jewelry. I opened a business account with paypal to make things easier and to keep track of invoices. I receive my first customer payment and they immediately put a 1 week limitation on my account. I call every day to talk to customer service, send in all requested documents. They finally unrestrict my account. I go to take 2 payments and make one purchace and they instantly put another limitation on my account. I call customer service and they said they need more documents that they didn't need a week ago and that my account will be locked for 180 days. They are the worst platform to do your business with. Never using them again and if I could I would give 0 stars.

I was in PayPal earlier today collecting tax information for 2018. I took a break and tried to log back into my account. I was locked out. Reset my password, clear my browser, re-started my phone, nothing worked. I called PayPal customer service to see if they would help me into my account. They stated that I had to get a Google Pay Card from a local store with a 16 digit code before they could help me. I've never had this problem before. I even asked them to email me the requirement to have this card. No email. They said they sent it 3 times. They said it was my fault that I wasn't getting this email. Any suggestions???? Thank you.

PayPal customer service disregarded my main claims around my purchase dispute. They never weighed in on whether my issue was quality related or not, and jumped to provided automated responses. I feel that a human didn't personally review my case, and a simple algorithm was responsible for all decision-making abilities.
In short I was sent the wrong product by a company whose return policy was that only quality related issues could be returned. They refused to provide a pre-paid shipping label to me to send back the wrong item that they shipped to me. PayPal simply asked whether I shipped it back and asked for tracking info, but when I responded no I am not liable to pay for return shipping. They provided no opinion or response about my liability, and simply closed the case because I did not provide a tracking number. Luckily I paid my PayPal balance with a credit card, and my cc company was more than happy and willing to listen to my issue and provide a full refund. So in the end the merchant kept their money, I got money back from PayPal, and PayPal was rightfully at a loss for this transaction.

Every time you try to withdraw money from their system they put holds for 3 days on money. My guess is that PayPal is so broke they can't afford to release my 25dollars because they obviously need it for the next 3 days to cover their debt they owe. This is the 3rd or 4th time just this year alone. Before you use PayPal I suggest Cash App or Venmo way better service.

I sold an item for 51.80. I did all the right things I do normally but for some unknown reason PayPal decided to keep the payment for the item I sold until the tracking information showed it as delivered. Well it got delivered as expected and of course no money in my account. I write a letter to ask why. I get a form letter back saying it has the tracking information that showed it as delivered. They did. I called PayPal customer service the next day and they had no idea why they were holding my money, but wait a day and it should clear up on its own. I spent a total of 45 minutes on the phone that day. Next nothing in my account, they are still holding the money from an item the customer has and is happy with. Call again the next day same thing no one will help me.
I call the third day. The PayPal rep claims the problem is I sent the item to a non PayPal address, be he claims he can fix it. SO I finally get my money into my account but they blame me for the delay because I sent the item to the wrong address. I checked the address. I sent it to to the address the customer has on file with PayPal and it is the same. My advice to anyone avoid this ** company at all costs. They do what they want with any money they get whenever they feel like it. SO unprofessional it makes me sick.

I sold a pair of shoes for £180 in brand new condition, the customer decided to wear them/ruin them and request a refund. PayPal, without any investigation, provided him with the refund putting my account into £180 of negative balance. I did not have the funds to balance this out without reselling the shoes so I waited. Obviously where the customer had ruined them I was not able to sell them again meaning I couldn't pay the debt. Fast forward a year, I can now not access my PayPal account, disable it or make any attempt to pay off the debt and after spending an hour on the phone I got so much as a "oh well, that's what happens. I'm afraid" from the so-called Customer Service Rep. NEVER OPEN A PAYPAL ACCOUNT, SAVE YOURSELF TIME, STRESS AND LOSS OF MONEY AND JUST PAY DIRECT VIA YOUR BANK.

If you manage a nonprofit organization, DO NOT use Paypal as a platform for receiving funds! We recently used it through a ticket sales platform for a nonprofit. They constantly restricted our account, individual payments, and made everything very difficult. They required us to upload a variety of documents to verify the nonprofit and account info (copy of tax determination letter, voided checks, verify documents, etc.) However, they still would not release allow us to receive the funds we had collected in ticket sales until we sent them electronic copies of an individual person's personal data including driver's license, passport, etc. In this era of pervasive identity theft, it was really uncomfortable sending one individual's personal data to them for a public charity that they had already verified in myriad ways. Customer service was difficult to reach and very unsympathetic. CHOSE ANOTHER PLATFORM!

I just needed to make a claim on a company that hadn't shipped my product I purchased, and I did so through PayPal. So I called to make sure I got the help I needed in reporting this claim to the Customer Service department, and I have now been sitting on the phone for over 2 hours! It was 2 hours 8 minutes and 50 seconds to be exact. I've spent so much time on hold that their pre-recording (telling me how to handle other problems online) ran out, and became silent. No representative had picked up the phone, I had just been on so long that it ran out of recording I'm guessing. All of that for it to hang up on me before my call was taken by anyone on their end. I still have to call back to get this fixed, but THIS IS A PROBLEM! I'm extremely dissatisfied with how this company treats its customers.

I purchased a product from a company in January and paid through PayPal. I never received my product and the company ended up being a scam so I opened a claim. I explained that I do not want this product anymore and PayPal allowed the scamming company to issue the product (even though I clearly stated that I did not want this product 2 months later and just wanted a refund). When the product arrived from China, it was broken. I contacted PayPal again and now they wanted me to ship the product back to the seller (I would have to pay for postage). I do not understand why I have to pay for postage if I asked for a refund before it was shipped out.
PayPal claimed they investigated this situation and found no foul play (even though it was a known scamming company that most credit card companies already know about). Even the return address was not an actual business address. The PayPal staff was very unhelpful and I do not think they know what they are talking about because they did not seem to know the basic rules of PayPal. I refuse to ever use PayPal again because they do not help customers that have been with them for many years. They will not issue a refund and they do not do thorough investigations.

PayPal locked my account permanently for no reason. Online message said to correct the problem. I tried to find out what happened and correct the problem but nobody seemed to know. They stated on chat and phone, "you are permanently locked out." They would give me no reason on chat or on the phone. I felt like a criminal but never knew what the crime was!! I called in regards to some transactions that were on my PayPal credit account. Once I finally got a representative on the line (Bernadette) I told her that I had a couple of transactions on my account that I needed her to look at and before I got a chance to explain the whole situation of another existing matter on my account she interrupted me and started talking about how I needed to be transferred to talk to a different area to dispute the transactions that had already been fixed. When I tried to stop her by saying 'Ma'am, Ma'am' (trying to get her to stop talking so I could explain the situation) she never stopped and just transferred me. She never let me even explain anything. She then transferred me to another group, I sat on hold for 10 minutes and I finally gave up. I never got my question answered. Their customer service is absolutely horrendous! I will never use PayPal again just for the sheer fact of horrible customer service.

Software change March 2019 adds fees. PayPal has changed the software so that it is not obvious when you send payments to friends...it does allow you to send to friends, but the new pay screen DEFAULTS to Goods and Services and you have to make sure you "change" to friends payment type.

I wanted to update my credit card's expiration date and they kept telling me to call in 48 hours. That was almost 2 weeks ago so I spoke with a supervisor and she said because I don’t have a mobile phone number I’d have to wait another 48 hours. Frustrated with them and closed the account. I made two payments of $130 to an organization via PayPal, both amounts (totaling $260) were removed from my bank account, and I can prove this via my Bank Statement. One of the amounts was refunded by the organization, this shows on both PayPal and my bank statement. PayPal now claim I owe them $130 as the money never came from my account, despite it showing with the removal on my bank account. Four phone calls and they all pretty much said "Too bad, too sad, you owe us money now pay it".
I moved $130 over from my other account with my bank, as I want the money pulled and my PayPal account closed effective immediately, and when I provided them my bank statement, they've claimed this transaction is a second refund and I definitely owe them money -- Have since provided proof that this is incorrect. I will never deal with PayPal again, and I find it extremely unfair and somewhat illegal that even when I prove I paid, they claim I didn't.

I recently turned 18, meaning I can get my ID and start using PayPal for my art. I am an online digital artist and I take commissions once in a while to help pay bills for my family. I thought PayPal would be the best option, considering every other artist used the company for their transactions. Like everyone else here also said, PayPal's services seemed amazing! I thought 'what a great way to manage my money and do commissions!' But after I got my first 4 customers, I realized I had used the wrong name. I put my business alias on my account because I didn't want random strangers around the world knowing my real first and last name. But, that was my bad. So I went to try and change my name, and they wouldn't allow it!
They said that if I used an alias it was my fault and I understood that, but even customer service wouldn't let me change it. They said to refund the money, and just make a new account and make my customers send the money there. What an inconvenience to them! So I couldn't claim my money. So what I did was make a new account in my legal name, and I told my customers to send the money there after I refunded the money to them. Everything was fine after that. But then when I got a few more commissions, PayPal said it looked very suspicious because it was 50$ I guess? And they were holding my money because of it. They said to get my money, I'd need an ID. So that's what I did, I gave them my ID and they accepted it. Everything was fine.
The next commission was last week, and they weren't able to send me money. My PayPal had been BANNED. Without a reason! They said to get my money, I need to connect a bank. Hell no. I don't trust these people with my bank or any credit cards. I'm shocked to see people still using PayPal, because of how inconsistent and unprofessional they are. Their customer service is a robot for crying out loud! You tell it "I got scammed" and it'll say "great!" The funniest thing to me is they make you do a bunch of security questions and captcha's just to log in, and they don't trust your ID and your personal info, but their own customer service is a bot lol. And we're supposed to trust it, why? They wanna make me confirm I'm not a bot myself, but all they are is a giant scam and a bot.

I have never used PayPal before and wanted to sell a laptop I didn’t need anymore on eBay. This was Oct of 18. The customer paid and PayPal did their hold, which I understood. Then they put a limitation on my account. I’ve contacted them numerous times and no one can tell me why... One rep did tell me that they were now holding my funds for 180 days and I would be able to withdraw them on March 29, 2019. I just checked and my account is still limited. I don’t understand and I’m not getting any answers. I don’t know where to go from here.

PayPal transferred $1000 out of my bank account without authorization. When I contacted their customer support they assured me they would "instantly" return the funds at no charge. This they did not do. I would like them to return my money and close the account permanently. I filed a complaint with the FDIC and am on hold again to trying to get them to do what they said they would do. I will not use their services again for anything. If you are a vendor I will not use you if you require me to pay using PayPal.

I have been trying to find one exact thing on the eBay and spent more than two months for this. Then I've won a bid battle and finally felt as a champion, but... PayPal ruined my dreams! Unfortunately the seller only accepted PayPal and I've tried to proceed with a 840 USD purchase and PayPal blocked it again and again. I've spent more than two hours of my Saturday time, more than 40 minutes in waiting for customers' support. So they said: "Security system blocks your transaction as potential fraud." I said: "You can check my identity now," but they responded that it would not work and if system blocks it - they can do nothing. Same story happened with a new account I've created. Well: no present for my birthday, expectations and dreams are ruined. Conclusion: PayPal is the worst company: as they propose service, people count on this service and then PayPal is not able to provide this service. Pathetic.

I used to use PayPal and I don't remember being dissatisfied with them at all. I haven't used them in over 2 years and decided to use them for a recent transaction. I won't be using PayPal ever again. They find every way possible to hang onto your money. First, it was going to be up to 21 days because I didn't have a "reputation" with them. I had to contact my client and all her to go back and confirm she had received my services, an inconvenience for her. (Would she have paid me if I hadn't done the service? What business is it of PayPal, anyway?) Done? Nope. They had to "review the transaction"... another day.
The finally approved my transaction at 9:30 last night.... but since it was after 7 pm, it will be the next day before they actually transfer my money to my account. Except, it's the weekend... They don't do transfers on the weekend. So now it will be Monday. She could have mailed me a check from another continent and I'd have had my money sooner. Booo, PayPal.

Years ago, I used PayPal for my business. I found them quick, efficient, and cutting edge. I closed my business, and never thought much about them. Recently, I sold a car. The person was short $100, and suggested we use PayPal to make up the difference. I agreed. But the app is very difficult to manage, taking nearly 30 minutes to set up and get the transaction completed. Now, I was charged 3.6%, and PayPal is 'holding' my money for 21 days. I WILL NEVER USE PAYPAL AGAIN, and recommend you do the same. What an awful company!

I purchased a stock wig from a live video sale from Lynn TheWigDoctor. In the live she did not show the cap for the wig. She sent me a photo of another wig and said mine would look just like it. When I got the wig I did the initial review for my YouTube channel. I did not at the time review the video or I would have seen the issues. I reached out to the seller 2 days later. Told her there were issues with the side wefts and I would probably have to sell it. She never acknowledged the issues.
I listed for sale after quick picks and when someone asked me about it I noticed even more issues, like hair coming through the inside of the closure which generally happens with a used wig. She said it was from friction, and again blew me off. I showed the wig to another wig maker and she pointed out all the issues with the piece. The parting space was bleached and extremely noticeable, the shotty color job, the wefts machine sewn very unevenly and the tension threads so loose they would never hold. I sent pictures to the seller and informed her that I needed to go back and disclose the issues on an updated review. She told me I didn't know what I was talking about and that this is how all machine sewn wigs were.
When this happened I filed with PayPal. I sent them pictures of the issues, the initial video link from the wig sale, along with the pictures for what she said the cap would like, nothing like what I received. The video also stated the lace on the wig would be transparent, mine was brown. I also sent them documentation from 2 other wig companies stating that is wig was not the quality the seller stated. I also sent them a link to the updated review, and photos showing all the issues with the wig. It was completely different from the video I purchased from and the photos she sent prior to shipping.
I removed the initial review as buyers do not always read the descriptions and could have possibly thought it was a good piece, and uploaded the updated review. The buyer then began attacking me on FB repeatedly calling me the b word, she/he a man possibly posing as a woman, I was stealing, a scammer, fraud, that I had dismantled her piece and colored it, or switched wig because she stated it was different from the initial review and "I know my product". She also stated she was going to make me cry both socially and legally. She also used my full name in her posts in attempts to out my hair loss. All of this was reported to PayPal as well.
When I reuploaded the initial review and the issues were still there, the seller then failed to recant her statements. It was her wig again, but the issues were not the issues she previously saw in the second video. She now sidestepped about the issues stating how to hide them. Issues she never disclosed to me prior to the purchase. I also sent them information that the wig contained synthetic fibers in the wefts and closure, and the invoice state it was Raw Virgin Hair 100% wefts. The wefts were bleached which hair sewn into the cap, which makes them non virgin.
All of this information regarding the seller's dishonest practices, if not fraudulent selling practices, photos of all of her lies, expert opinions from other wig makers, her actions and her false accusations that the wig was switched or tampered with and her sidestepping when proven wrong. The video of what I purchased, the photos of what she said it would look like, and what I actually received. They still sided with the seller in the case for item not as described. I believe that they do this quite frequently as they make money off the sellers. This is wrong, and probably in some for fraudulent as the the item is clearly not as described to the seller and then they are stuck with something they did not agree to, is not wearable, and out $600.

I ordered a wig from overseas ship. What I received was not what I ordered. It was a horrible wig that looked nothing like what I ordered. Tried to remedy with shop with no luck. I let PayPal handle. Their ruling was I pay to ship back and the company will refund me what I paid for wig. Well I am still the victim because shipping will cost me half the price of the item I purchased. How is that helping me? I lose my money and company that scammed me loses nothing. How is that buyer protection. So disappointed in PayPal. Buyers beware. So when I downloaded PayPal I thought I would be able to get my money on the same or Monday at the latest because I got paid on a Friday March 22, 2019. But no I haven't received it yet and my employer is really upset with PayPal because I haven't gotten paid. So on her side it said I would receive it on Wednesday this week so March 27, 2019. And I still haven't gotten it. So I called the customer service line. And the lady I spoke to wouldn't give me her name. But whatever I told them I had a missing payment and I want to know where it is. She informed me that unfortunately I won't receive it until Friday. March 29, 2019. So I have to wait until Friday which is a week. I have to wait a full week before I can paid. That is ridiculous there is no reason that it should take that long. I have had PayPal for over 10 years now and it is linked to my eBay once I started in 2007. I have always had problems with PayPal and eBay support. It seems like they have guys that don’t investigate anything. I’ve been to Webster five buyers and they always tell me, "It’s up to you what any other buyer to work it out". Well guess what the other buyer doesn’t want to lose the money in the mail.

I have had this happen many times where buyers don’t and some do forgive you. If a payment is pending but this what are you rather wait worth it and get my item and he got the final value fee. I swear when I got on phone with eBay and PayPal it was like they didn’t even look at my account and As soon as I said the payment is not getting it so well with the buyer but I say it’s paid according to eBay page like a second later that said, "Oh it’s pending."

DO NOT USE AS A MERCHANT - USE WORLDPAY. We have been charged tens of thousands of pounds in fees, there is not customer support and the way they deal with complains is really bad. Will recommend anyone to use Worldpay over them, their rates are better and they actually act like we are a customer rather than PayPal that treat us like we are depend on them.

They have a call center staffed by non-English speaking CSRs, they do not the know the procedures, terms and conditions of PayPal, so basically they are unable to help you. A transfer which should have taken no more than 24 hrs. took over a week, which led me to close the account.

I purchased lawn lights that did not work thru PayPal. When I complained, PayPal told me to return them to NextDeal Shop in China! Against my better judgement, I did so. When I notified PayPal that I shipped the product back, they told me the USPS receipt was not sufficient proof and decided the dispute against me in favor of the Chinese company! Hello, I won an auction on a brand new lawn mower engine on eBay. The company auctioning the engine was called National Product Sales and the engine was made by Briggs & Stratton. I won the auction and got my new engine but I decided not to install the engine on my mower until spring because winter time was here. When spring arrived I installed my new engine and it would not start. I notified the seller and they told me it was over the 30 day return policy and eBay has the same policy too. PayPal allows you 6 months guarantee for returns and refunds. I filed a complaint against the seller but I lost the case and couldn't get a refund because I changed the spark plug to try and get the motor started. PayPal said I tampered and modified the engine by doing this to the motor which seems rather ridiculous to me and denied me a refund of $105.00.
I ended up fixing the engine myself which needed a complete rebuild because Briggs & Stratton said there was no warranty on the engine because it was made in 2015. The seller said it was new but I was getting a 4 year old motor that Briggs & Stratton auctioned off because it was defective and they could not sale it. PayPal denied me a refund because I changed the spark plug thinking it might start the engine. I'm a retired mechanic and realized that the engine was off time internally so I fixed up the timing problem by taking apart the entire engine and what I saw inside the motor was that somebody from the factory messed up the rest of the engine too. The piston rings were incorrectly installed and I found loose wires on the ignition coil which made me think this motor was sabotaged back in 2015 when Briggs & Stratton laid off a lot of workers.
PayPal didn't care that I had all this trouble and denied me a refund over a spark plug change. I spent 4 hours rebuilding the engine to correct the mistakes but I didn't have to buy any new parts. The motor works perfect now and I was glad not to have wasted my money on this engine. PayPal isn't a good company to work and deal with because they are unfair to their customers!

Stay away from PayPal for all payment needs, because they exclude too many items from protection guarantees. What this means is payments can be reversed for up to 3 months afterward, and they won't let you participate in a dispute. This happened to me using the following method. If criminals want to steal something, such as a car or other unprotected item, they will pose as an honest buyer then pay using PayPal and get the item in their possession. That's when the fraud begins. They will open a false claim, and PayPal will not let you refute the statement or upload any supporting evidence. The dispute is 100% certain to go in their favour. This can happen for any unprotected item, and the list is too long. PayPal seems to enjoy messing with honest sellers, and won't help with any police report identifying the criminals. This is the reason that criminals love using PayPal to steal items that don't have protection guarantees.

Sold an item to a buyer. The item has been shipped with tracking number and has been delivered. The buyer claim to Paypal that the item is not as described although the item has been purchased through ebay, the buyer is a scammer. Paypal took my money and said they couldn't do nothing when the buyer claims that the item is not as described. I lost my money and I lost my item. I bought a waterproof sun shade sail from eBay. The eBay seller was SHAOMEI (bigwholesale4u). When I wanted to pay, the first I saw that paying with PayPal was ticked. Therefore, I paid with PayPal. In hindsight, this was a grave mistake! PayPal advised on 27 Feb 2019 that the tracking number was **. Tracking number ** was stated as CANCELLED. By email dated 27 Feb 2019 received at 12:29 pm, eBay advised that "Your order is on its way! It would be sent to [my address], Australia. Estimated delivery: Tue, 05 Mar - Wed, 06 Mar." I had escalated this dispute to a claim on 9 March 2019, that is after 3-4 days after the estimated arrival, because, according to Australia Post, tracking number ** provided by PayPal was invalid.
By email dated 13/03/2019 received at 4:57 pm, eBay advised that the seller has provided the postage information for your item. The tracking number was **, the same number PayPal had CANCELLED on 27 Feb 2019. It was clearly PayPal's mistake by providing the false tracking number **, when the tracking number should have been **, which was stated as CANCELLED. By email dated 15 March 2019 received at 12:04 pm, Australia Post advised that "Your item ** is due for delivery today." I received my order on 15 March 2019. That was 10 days after the first estimated day of arrival being 05 March 2019.
I requested from the seller and/or eBay and/or PayPal a partial refund of AU$ 10.00 as compensation for having to write to eBay to lodge a dispute and to complain that the tracking number was invalid, to PayPal to escalate the dispute to a claim and repeatedly writing to their message centre and to Australia Post to resend the parcel to my address. By email dated 20 March 2019, advised that my case for refund had been refused, although I had only asked for a partial refund of AU$ 10.00. The reason for PayPal’s refusal was that this “decision was made because we received shipment tracking from the merchant confirming that the merchandise was delivered.” They ignored the fact that my order was delivered only on 15 March 2019, that was 9 to 10 days after the estimated delivery date. They ignored the fact that tracking number ** – provided by PayPal - was invalid. They ignored the fact that ** PayPal themselves stated as CANCELLED.

I was contacted by buyer, sold her a book for $20.00. More than TWO months later she files a dispute saying it was an unauthorized use of her account. Why is it my fault if someone uses her account?? I was charged a total of over $30.00 by PayPal to satisfy HER! I mailed the book. USPS tracking #**. I should be able to have my book at least returned to me. PayPal is very very bad, they collect money in a flash and if you want to send money you start to experience errors, then they tell you you must have a US account to withdraw money to first but when collecting money they dont ask all those. You cannot reach them on phone or email. Only they respond after some hours with excuses. Not even live chat is available for customer support.
If you call they give you all option to press and at the end they ask you to call again because the offices are closed, if they know offices are closed they should just on first instance tell you, "Sorry our offices are closed," so you can save up on call charges. Instead they transfer you from call to call via their automated system then say, "Sorry we are closed." Very unprofessional. Their FAQ section is not very useful either. They dont give proper answers all, just delay tactics to keep your money. They allow you to transfer $2 and charge you fees of up to 38% and if you want to transfer a bigger amount then you get error messages.

Worst customer service of any company I have ever had to deal with. If you have the unfortunate need to ever change your name, you are in for a long haul of terrible CS representatives who will put you on hold for hours, then hang up on you and fail to inform you of basic information that would have been useful days ago on a previous call. It is the worst financial company of the modern era, up there and certainly surpassing Wells Fargo.

After Paypal limited my account for no reason, I tried to get Paypal to take the limitations off. It has now been a month, and they have not helped me at all. They keep telling me that someone will help or that my query is being escalated. Meanwhile, I have money in Paypal that I desperately need which I cannot withdraw. They always answer my queries with bots and standardized, meaningless answers. No one actually helps - ever!

Feel PayPal is good for online purchases because individual websites do not have specific credit card or bank information. Transfer time back to bank for me is about 5 days. There is a mini learning curve, but I have used PayPal for about 15 years.

My way of making an income was drop shipping on eBay for 2 years and making a great amount. Until I had a spike in sales on the 14th February then PayPal limited my account and wanted business info and documents. So I gave them everything, waited 72 hours for a response and it wasn't good enough. They permanently limited my account. And to make matters worse I had accumulated 21 orders which totalled around £1500 in the time I waited for a response from them.
With them permanently limiting my account it meant I had to refund all the 21 orders as I couldn't send or transfer any funds to be able to pay for the orders. I have never had any real reason why they permanently limited me. I never had any issue with PayPal and my account is about 3 years old. It has around 250 transactions with only 5-6 cases opened against me. I have tried every way possible to try and get this permanent limitation lifted but nothing has worked. So I'm now living on Universal Credit on the bread line because I was banned from PayPal for been too successful on eBay. WTF next.

Over the last 10 years my CC information has been stolen 4 times, each within 48hrs after an eBay purchase, which utilizes PayPal. Neither company is concerned or will take responsibility for the security breaches. Beware. These companies rely on fraud protection provided by you CC company and your diligence in reviewing charges.

PayPal’s site clearly states that they do not charge a fee if you are purchasing an item. This is NOT true. I was charged $1.75, which is a small amount, but they are not supposed to charge fees. When I called customer service, I was told I chose that when I paid. I explained I had no option and was told to contact the seller to get a refund and repay. Totally ridiculous. I canceled my account and will never use again.

I requested to return an item I received as "not as advertised". After MUCH difficulty, I received permission to return for credit. You cannot speak to a live body at PayPal! I was told to return the item to Morocco at my cost. The return address on the package was Buford GA. I am done with PayPal and encourage all to do the same.

Sold 5k item on eBay. PayPal claimed they transferred to my bank, but payment never received. eBay threatening to place me in collections for non-payment of their commission. Hot Mess! eBay informs problem is PayPal... Paypal informs problem is eBay. I'm out the product and the 500 shipping/ins fee. AVOID BOTH COMPANIES. NEITHER IS REPUTABLE.

After working with a PayPal business account for several months, my business received and announced verification limitation from PayPal. Why they do this AFTER you are up and running with their product and service I don't know. Throughout Feb and the first half of March this year I submitted countless documents to PayPal. I was also on the phone with them every day and sometimes more than once a day. I was submitting documents in addition to what was required. (For example I voluntarily submitted business documents for the registered business name on the account etc. which showed proof of ownership. I also submitted my birth certificate along with SSN print out and my ID.)
From PayPal's end there was always something wrong with something submitted. (First time it was "they could read something on the ID," which was ridiculous because even though there was flash unless you were looking at it on a 2 inch screen zoom clearly allowed you to see an EXPIRATION DATE. Another instance of jerking me around was the "letter of authorization" that they required from me (business owner) on behalf of my business. Business letterhead was required. They kept rejecting my letter but never said why. Finally after a week of pressing them I was told that it should have the business "stamp". I admit I went ballistic on the phone. (Small 4-5 person business don't even use letterhead and I don't even think that any company this day in age has a stamp.)
Eventually PayPal ran out of moves in moving such goal posts and hiding the ball. So I persisted. The end result was a an email from PayPal stating the following: "After a review, we decided to permanently limit your account as we detected that this account was created using either fraudulent or stolen information. You’ll not be able to conduct any further business using PayPal. If you have money in your PayPal balance, we’ll hold it for up to 180 days. After that period, we’ll email you with information on how to access your funds. We regret any inconvenience this may cause."
This is my letter back to them. "This notice comes to the appropriate parties as a demand to review, reconsider, and subsequently change recent actions that have been taken on the aforementioned account (here-and-from-now referred to as “the account”). Recent actions that have been implemented on the account are inappropriate and MAY BE IN VIOLATION OF STATE AND FEDERAL REGULATORY PRACTICES AND LAW. It is assumed that you have access to all information, documents that have been submitted, records of phone calls, all responses and replies to the account, and any other record or information that is associated with the account. If any of the aforementioned information associated with the account is needed please let me know and I will certainly provide it.
When reviewing all of the information associated with this account I would like to call attention to the constant misinformation, unnecessary information demands, constant requests for additional information which never were required in the first place, constant hang ups and disconnection from reps, and in general the constant “run-a-run” that representatives in and of your organization have carried out over the past month. Also, some representatives provided false information (either knowingly or by lack of knowledge) with respect to policy, the user agreement, or certain actions that I was trying to take on the account. There appeared to be a constant moving of the “goal-post” and a “hiding-of-the-ball” at every attempt for me to have this Business Account functioning without limitation. Such actions are not acceptable for any business but are disgusting when it comes to a payment processor and money.
After weeks of submitting documents, receiving conflicting account information, receiving erroneous information with respect to your organization’s policy and user agreement, and a plethora of requests (mostly for information that was NOT required or for which was repetitive), I received notice via email that is not only is irrational but is highly unreasonable.
3. With the situation as presented above, and the results, as are enclosed below, it is my determination that appropriate measure can only be taken by other individuals, agencies, and/or authorities that have an interest in how such accounts are handled. Therefore, it is my intent to contact senior management at your organization. If resolve does not quickly avail from this group, appropriate State and Federal agencies and officials will be notified via the appropriate means. 4 It is my demand that the following actions, which have been taken by your organization, be reviewed, reconsidered, and changed."
On 3/14/2019 I received the aforementioned notice via email. (The contents of this notice are stated in the footnote below.) This notice provided the following information: 1. “[T]hat this account [the account that is the subject of this letter] was created using either fraudulent or stolen information.” 3. Such highly unreasonable actions, especially with concern to payment processors MAY BE IN VIOLATION OF STATE AND FEDERAL REGULATORY PRACTICES AND LAW. 4. There are many government (State and Federal) agencies and bodies that have interest in this account’s handling and such status. Due to the fact that all funds are being held it can be concluded that I have a presence in any State for which I have sold items into.

State regulators and/or the Attorney Generals for the aforementioned States have interest in how this account is handled, due to the fact that funds generated from those sales are currently being held for 180 days. With respect federal jurisdiction the following agencies and groups, but not limited to such may additionally have interest in the account:
The Office of the Comptroller of the Currency (OCC), the Federal Reserve Board (FRB), the Federal Deposit Insurance Corporation (FDIC), the Consumer Financial Protection Bureau (CFPB), the Federal Trade Commission (FTC), and the National Credit Union Administration (NCUA). The Better Business Bureau (BBB). 5. You can no longer do business with PayPal. 2. That your organization has “decided to permanently limit” the aforementioned account. 3. That funds in the account will be held for up to 180 days. At this present moment, it is my demand that these actions, be reviewed, reconsidered, and changed.
I. “[T]HAT THIS ACCOUNT [THE ACCOUNT THAT IS THE SUBJECT OF THIS LETTER] WAS CREATED USING EITHER FRAUDULENT OR STOLEN INFORMATION. The first claim is false. After submitting countless documents, answering repetitive questions from account representatives, and resending repeated requests for this business account for nearly a month, I find no basis for how and why your organization can claim such fraud and theft. Further, this claim cannot be an accurate held belief of your organization. If your organization believes this to be true then your action at minimum (emphasis added) should be to contact the appropriate state and federal authorities. (Additionally, such a claim and appropriate action would be the turning over of records and funds form such an account.)
If it is the belief of your organization that this account was created on the basis of fraudulent and stolen information, then one would expect certain appropriate and reasonable actions to follow. Such appropriate and reasonable action has not occurred, and this is evidenced by the aforementioned point number three (3), which states that funds will be held for up to 180 days.
II. That your organization has "decided to permanently limit” the aforementioned account. With respect to this part of the aforementioned notice, if your organization has decided that you no longer wish to do business than such appropriate action needs to be the closure of this account, not the present “permanently limited” status. Your organization has decided to put a “permanent limitation” on the account which allows you to retain and hold the funds from this account, without allowing access, withdrawal, or use of such funds. I would like to express my intent to no longer engage in any business with your organization. Therefore, I would like to express my intent to close this account.
III. Funds in the account will be held for up to 180 days: Any funds in the account are derived from completed sales on eBay.com. Having access to this accounts eBay.com sales information on each of those sales is easily accessible to your organization. Feedback on the associated eBay.com account is overwhelmingly positive. Your organization has made the claim that all funds must be held for 180 days in order to reduce potential risk that may result from chargebacks. This claim of why ALL the funds are being held does does not hold merit. It appears on the surface that your organization is protecting itself in compliance with certain State and Federal regulations that allow for such a hold in order to reduce potential risk; however, the basis for such compliance is unreasonable. Chargebacks do not come from satisfied customers.
As previously noted this account and associated eBay.com account have an overwhelming number of satisfied customers, who have vocalized such, through its feedback system. All data associated with transactions which funded the account are indicative that it is highly unlikely for any chargebacks to occur. It is highly unreasonable to freeze all assets in this account on the notion that chargebacks may be looming in the near future. It should also be noted that the timing by which the 180 days is starting is also unreasonable. The first sale on the eBay.com account that funded this account was in November, 2018. The last sale on the eBay.com account that funded the account here in question was in January, 2019.
Nearly two months have passed, without any activity from the customers from the eBay.com account which funded this account. However, representatives have state that the 180 day risk reduction period starts when implemented. Thus, the start date has be claimed to be 3/14/2019. This is also excessive and unreasonable for it extends way beyond any time period of risk for chargebacks. The holding of funds is obviously the most important issue in the said notice. Additionally, if your organization does not review, reconsider, and change the outcome of the aforementioned issues presented, necessary action that needs to been taken will come from the inappropriate and unreasonable action detailed in this section. 9. Such action will involve, but not be limited to the contacting and filing of the appropriate complaints with State and Federal regulators and agencies. 101112.

Sold an item on eBay for over $500.00, the buyer paid through PayPal, who I had been a customer with for over 10 years. PayPal notified me that they put a "limit use" on my account and that they could hold the money unless I supplied them with new information (Including a photo ID). They could also continue to hold it, pretty much for whatever reason they deemed they chose (Whatever that gray area is). I could understand holding it until the buyer received the product as advertised. Not the other B S. Once I saw what they were doing I stopped the sale. I wasn't about to send out the product so PP could pocket the money or hold it indefinitely.
Mind you I had no problems with eBay or the seller. The collapse of the sale was totally due to PP's new policy, who they later tried to blame on the government. I became so irate with PP that I wanted to close my account. After waiting about a month or billing cycle, I had a zero balance with all parties. Still my account remained constrained and I could not retract my credit card information, address or close out the account and it remains so. They literally are holding my information and membership hostage, when I want NOTHING to do with them anymore. Does this look they are trying to protect me? They insist on getting the information to close out an account.
Guess what? I called the credit card company, explained what happened and asked for a new card. The old one is useless now. The only proof I had to give the credit card company was doable over the phone. I didn't have to send them a copy of my photo ID, or other nonsense. No BIG BROTHER with the credit card company. I will NEVER do business with PayPal again. They could NOT give a rational explanation for their actions, they just continued to claim it was policy and beyond their ability to help in any way. You might think about doing business with these people. They live in the Big Brother age. Any business giving them a good rating deserves scrutiny too.

I wish I could could give less than 1 star. I dont understand how this company gets away with what they're doing legally. My new job pays me through PayPal and I had my whole paycheck of $747.00 available on my account but the funds could not be transferred to my bank. I called customer service and I spoke to 5 different people and 3 of those people were supposed to be managers but now I'm wondering if they really were.
They could not provide me with a reason as to why my funds could not be transferred other than their security system. Didnt tell me what was wrong with the security, just that their security system is "that good" and "secure" and no other reason was given. I was told I could go to Walmart and get a portion of the money withdrawn and of course have to pay 3 bucks to get that done then get the remainder the next day. Something about this has to be illegal and I intend on checking into legal action further. Use this company at your own risk!

I requested a refund for items that have not been delivered (an attempt of delivery was made 2 weeks after the goods were expected, the seller had already been informed that the goods are no longer required). On this basis PayPal refused issuing a refund which is clearly against Consumer Rights Act 2015. £320 has been lost for over a month now. It's safer to use a credit card.

I am in an ongoing dispute with a merchant over an online purchase that I canceled, but was charged for despite. Merchant states they refunded my account, PayPal says they received no chargeback. Then ironically my PayPal account is hacked and closed by the hackers. They were not able to make any fraudulent charges on my account, but were able to close it on me. Fast forward to me escalating the dispute with my credit card company... I try to get the statements from my "closed" PayPal account to use in my dispute against the merchant, but miraculously they "vanish" when the hackers closed my account. I am starting to think PayPal is the shady ones here, and not the merchant. Nothing vanishes, unless PayPal makes it vanish. Shady as hell PayPal!

I made an online purchase, and the seller site used PayPal, I do not have a PayPal account and I didn’t need one for this purchase, PayPal happily removed the funds from my credit card. Fast forward a couple days, I had to cancel the order because it was “out of stock”. Turns out the company I purchased from is a scam...they stated that they processed a refund. I didn’t receive it, contacted PayPal...worst automated system known to man!!! Talked to one rep, first 2 questions: Full name and FULL credit card #, I refused to give it to them, I gave the receipt number from the transaction which was sufficient. The rep told me that they could help me and I was protected by PayPal for this purchase even though I don’t have an account with them.
I was put on hold again, 8-10 minutes later I was put through to another rep, they asked the same 2 questions, told me the same thing then transferred me to ANOTHER person, 37 minutes later I was finally able to speak with someone... She also asked for my full credit card number and also told me that I was protected through PayPal. After another few minutes on hold she came back and told me that they wouldn’t help me unless I opened an account with them, even though 3 people had already told me that I was protected for this purchase. When I refused she again reiterated that unless I open a PayPal account they wouldn’t give me back my money!!! They had no issue taking my money without an account with them but refuse to give it back. I will be filing a formal complaint. BUYER BEWARE OF PAYPAL! I would give less than 1 star if I could.

After my PayPal account was hacked the third time, I tried closing everything. The credit line and the account. I was told in June 28th 2018 they closed it. On March 12 2019 I was contacted that someone is trying to access my PayPal account and I need to contact them. I did, and it was a real e-mail. And they never did close my account. They put me on hold to talk to an account specialist. 48 minutes later the line goes dead. I call in again. Make it thru the worst automated hell of a customer service system ever designed by satan. I then after 20 minutes get on line again. They have to start all over again.
Once again put me on hold for account specialist. 40 minutes later someone actually picked up the line. I then have to repeat everything again. Finally after 3 hours of my afternoon wasted. A time I will never get back, for which I would like to sue them for $1,000.00 per hour of my life. I get confirmation e-mail saying the account is closed. May this company burn in hell, it is a plague and menace upon society that I only wish upon my enemies.

Paypal is probably run by some of the most dishonest people around and this is mainly due to the company's fraudulent policies. Bought an item that came in broken and was not as described on the website. Advised Paypal they wanted me to pay 36$ in shipping for a 19$ item! How dishonest is that, even with a picture of the broken product and how it was shipped they refused the claim. The vendor offered 30% off... What a joke. It's broken and you offer 30% off. Couldn't believe it, and to add more to the insult the product was NOTHING like what was advertised! I have started a fraud case with my cc company about PayPal and I have closed my account. I urge everyone to take notice and use other means to make your purchases.

I had a account with PayPal recently and my account was closed right after I added funds to my account and then I was told that I had to wait 180 days and I will get an email advising me how to get the money back out my account. I don't understand how I was asked to submit documents to show my accounts I have in PayPal wallet, and when I sent them everything they asked for they still locked my account and won't give me my money back. I have used this service since 2017 and have sent my daughter money to help with her rent she is away at college. This time however PayPal has made the decision to hold my money for identity purposes. Within minutes of the sending me an email asking for a copy of my ID I sent them one. They told me I would hear from them within a few days and after three days I called them I spent from 9 am until 2 pm on hold and or talking to them about why they are holding my money. Which not one person could tell me why other than they were unsure if it was me. Mind you this is my third time I have been through. This situation of having to prove my identity. They have copies of my social and drivers license.
Then after being on hold for hours I hang up and call back and the man tells me my account has been permanently closed and the $900 in my PayPal account they are going to hold for six months in case there are any people out there that have bought stuff from me and want a refund. Even though this is not a merchant account what so ever. It’s a personal account for friends and family to send money back and forth. I haven’t sold anyone anything and they know that but could not give me any other reason as to why they would be keeping my $900.
Not only did they say they were putting a hold on my money but that if they make a decision to give me my money back they will email me after the six month waiting period with a decision. So what I got out of this is just like before. A few years ago they did this to me with $300 and I never still to this day got my money back. I don’t know who to call or where to go to get my money back considering the people we are forced to speak to for PayPal is in the Philippines. This to me is a major problem!
Why am I forced to give all my personal info to people in another country, if they wanted without any repercussions they could do a whole lot of damage. Why is PayPal in the USA where I am conducting my business on the phone with me? And If PayPal is aware of my money being held for reasons unknown then why are they being allowed to do this. I am on a fixed income. I have disabilities and this has caused a lot of problems for me and my daughter. Where do I go to for help? How are these people getting away with keeping my money?

Called PayPal multiple times. Painful experience just getting thru voice menu! Purchased items in 9/2018 from Mollyca (which I found out afterwards is in China). Return policy says if not satisfied contact by email to get return address. Items were very poor quality. Emailed Mollyca at least 30 times for return address. They REFUSED to send me address. I then said I was returning items to the address on the package. They did not dispute this. In October 2018 I mailed $250 worth of low quality items back to China for $70!! They will not reimburse me. I contacted PayPal to report this company and to investigate. PayPal closed case saying the items weren't that bad!!! I said the nature of the complaint is the return policy says I can return but Mollyca won't let me, not that PayPal says the items weren't bad. I then told PayPal they are just as fraudulent if they side with Mollyca. They are supporting bad business.

I have called to change my name 5 times now. I’ve already uploaded the information required to do so and waited the time it said it would take (3-5 days). I’m on him on the phone as I type this for 25 minutes and counting now. This is the 3rd time I’ve been on hold for this amount of time after being “transferred to the correct department”. I have been disconnected during my calls on two other occasions and never called back. Which makes the process start over. I’m losing money every day I can’t change my name. This might be the only company worse than Comcast.

Had a payment that was returned. PayPal first off notified me by a letter of all things rather than an email or phone call. I tried to put the money back into my account but could not make in the time they had set for taking out the money. They then sent me an email stating that transfer failed and they will try again in three other days. They tried it again and unfortunately, I wasn’t able to put the money in my bank account. Then I get another email saying they would take it out of my PayPal balance and “may” retry my account again.
They took the money out of my PayPal balance which left me with a negative PayPal balance so I started making payment towards that. Then all of a sudden, they took the money from my bank account. They money they took out was for my rent which left me short. What makes so mad is that they should have chosen a course of action and stuck to it. Because of their actions, I have had to pay almost $100 in return fees and additional fees. I’m over working with PayPal now.

The is one of the worst company, you call them and they outsource all the calls to the Philippines or somewhere else which the idiots placed me on hold for over 30 minutes because I requested to speak with a manager. He placed me on dead air then stated he will be looking in my account that took 10 minutes alone. After that he tried to explain to me what I already know then when I asked for a manager he said something silk but I didn't hear. After that I was placed on hold for 30 minutes before I disco the call. PayPal you suck and the imbeciles that work for your company should all be fired but I guess you make all the money but send customer service over to other countries to make all the money with poor customer service.

The all time worst organization I have ever dealt with, from lying and saying my $1500 check was dishonored adding the bill back on to my balance then removing the charges after I had to fight this to saying I AM not an authorized speaker when I am when I call my wife's account when I have been allowed to talk for years they just remove me for no reason. Constantly not allocating my payments to what I tell them to, constant mistakes even from managers. Rude employees hanging up when they say they will check into problems. I called and complained to eBay about years of abuse from these people. Thank God they said they are through with PayPal by the end of the year and won't use them or force us to use these characters any more on our transactions!

Ok, You might use PayPal to forward a 50 or a 100 bucks sent to a friend or make a small dollar purchase. Anything beyond that watch out. Watch out! PayPal is in the business of holding money. YES holding your money. You think of it as a money transfer. So say 50 dollars. Multiply that times the number of users transferring money. Does not take long and PayPal which is not a BANK is sitting in Millions $$$$... Think about how much they are making in interest to hold your money as long as possible. Oh you think 50 dollars...so what happens when you transfer say $1,500.00 or $3,000.00? PayPal says no charge right? Of course not. So what's wrong with it? You transfer from your bank to your PayPal balance. WOW your PayPal Balance shows almost right then - Balance transferred, your PayPal $3,000.00.
After that try sending or forwarding money from that balance? What happens. Go ahead and try it for the next 15 to 30 days, you will not see your money. PayPal will send you every excuse they have already prepared and created to waste your time. Go ahead and try to call them one to two hours on phone and you get verbal excuses with no results. Why? They are in it to make interest on your money. Has little to do with providing a service for you. I did it 2 times. I transferred $3,000.00 and $1,500, they started the hold propaganda, so I transferred it from my PayPal balance back into my bank.
Why did it Take 1 day for funds to be available in my PayPal Account and then it took 15 days to get that money back into the bank? Oh what was their excuse? "You are a security risk!" Yes that was the PayPal story, money from my bank account taken no question by them but not released from them back to the very same account it's a risk they say...

I will never again use PayPal. I have paid every statement which should have been $40 a month. I have mailed checks more than 7 business days in advance. They obviously sit around on them or blame the post office for processing them late. They immediately increased APR from 0 to who knows what because I can not even verify on my statement or with them on phone. I have a copy of every statement and check paid. They are very rude and unwilling to correct this matter. Do not use this horrible company.

I ordered a Ashomie Prem Kitchen workbench on Dec. 20 and received an email saying my item was on its way. (description of item AShomie Premium Sapele Kitchen Workbench). On Jan 2 I received an email from you with tracking information. When I ordered the item I was worried because it was from China but I was the Guarantee which was pay pay verified. (see Guarantee below). On Jan 3 I received a small bamboo cutting board. (see image IMG_5316 below). On Jan 5, 7 and 12 I sent messages to Ashomie to try to find out what happened and if they were going to send the correct item or issue a refund. I had no response from them.
After waiting a week to hear from them I opened a PayPal case in the resolution center on Jan 19th. PayPal case **. On Jan 22 I received an email from you stating you were reviewing the case and would get back to me. On Jan 24th I left the US for a Trip to Lebanon, Jordan & Israel to celebrate my 40th anniversary. During the time I was away I received numerous emails from you and tried to respond only to get this response from you. "Thanks for contacting us. We want to help you, but we can't answer emails sent to this unmonitored mailbox." I never received the correct item or a refund. I don't know how this can have a guarantee on the website. Buyer Beware!!!

So my wife made a purchase using PayPal linked to her Chase account for 556.44 since last July. Both PayPal and the Chase financial institution now are giving her the runaround for her money. Either of them has her money since the seller has made a full refund. They literally stole her money!!! Anyone has a solution please let us know. Thank you. There should be a zero stars for rating, cuz I’m beyond fed up with these people.

Their customer service is utter garbage. Some agents are rude and do not care about you or your business. When your account gets into trouble, instead of helping you or telling you what alternatives/solutions you have, they just tell you that your account is limited without explaining why. Suffered for years to get my money withdrawn from my account due to technical issues from their end and because of unknown reasons to this day. I am not exaggerating when I state that their customer service is HORRIBLE. I hate PayPal for this sole reason. Garbage.

If you're using PayPal to accept payments stop immediately! Cancel your account. This business is not even accredited. They have more control over your own money that your business generates. Never ever think when you receive a payment that you have the money. They will put bogus holds on your money and also never ever link an account with them. I am having problems closing my PayPal account and they withdrew money from my business checking account because it was linked. My bank agreed it was fraudulent activity and immediately replaced my money. Trying like hell to end my PayPal account!!! DONT DO IT!!!

My entire business is on hold right now because Pay Pal is horrible at solving problems. I can't fulfill any orders because I can't get my money from them. First, you have to pass all of these security checks. They are pulling up someone else's info. I have never heard of any of the addresses, vehicles, people or even the cities they are asking me about. I have confirmed my identity to them over the phone 3 different times today, but they still won't give me my money. Instead the guy said "call us again in 24 hours and see if we can fix it then". Everyone I have spoken to speaks broken english and can't understand anything I'm saying. All in all, this is the worst experience I have ever had collecting money.
