This complaint is against PayPal.com. On November 6th of 2019, I bought a bunk bed from Sale Club LLC online. It was $164. I don't usually buy online unless they have the option to pay with PayPal. I always felt safe with knowing that PayPal had the buyer protection policy. A week or so went by, past the delivery date, and my son had still not received the bed. I checked PayPal to view the invoice. It looked correct with my son's shipping address on it. I then went to the UPS site and ran the tracking number. Shockingly, I saw that the status of my shipment was "delivered" at "the dock", and signed for by "Hoopman"! I don't know who this Hoopman is, and why was it delivered at a dock? It sounded commercial to me. Not a residence at all.
I immediately called UPS and gave them the tracking number. They looked it up, then told me it was delivered. I told them that I hadn't received it. They then tried to tell me that the tracking number I gave them doesn't belong to me. That's when I asked to speak to a manager. The manager told me that the package had a different address on it than my son's and that's where it was delivered. Though I asked multiple times, UPS would not tell me the address, because of their "privacy policies". I was outraged! All I knew was that it went to somewhere in Grand Rapids, MN, it was delivered to "the dock" and signed for by "Hoopman",
There was nothing more UPS could do for me, so I called PayPal. I thought they would help me for sure! To my dismay, they did nothing but argue with me. She wanted me to get a signed document by UPS stating that the shipment went to another address. I told them that I had a hard enough time talking to them and that they wouldn't give me the shipping address because of their privacy policy, but PayPal still insisted I get this document. I again called UPS, and again they told me they would not help me. I went back and forth from PayPal to UPS trying to get someone to help me. At one point I talked to a nice lady at PayPal who said she will refund the money back to my card, because if haven't gotten it, because it went to the wrong address, that wasn't right.
Later that night, I looked at my email to see that PayPal overrode her decision, and would not reimburse me. I was not getting anywhere. PayPal then asked for me to start a lost package claim with UPS. That's what I did. The next day, I received an email from UPS. It was about my claim. It actually said where the package was shipped to! It stated that it was shipped to L&M Supply in Grand Rapids. I thought, "Now I have proof for PayPal!" I immediately sent them that proof. I received an email back from them saying that I still must provide that document by UPS, even though what I sent them was undeniable proof of the shipment going to L&M Supply. Not my son. As of today, PayPal refuses to reimburse me under their buyer protection plan. I want the money I am owed under the buyer protection plan from PayPal!

I was having issues verifying my PayPal account to my eBay. So after waiting 35 minutes I got on a call, she couldn't help me then asked for my bank card numbers to verify the account. Then proceeds to tell me repeatedly that my checking account is not a checking account and to contact my bank. As I'm explaining to her that I have multiple accounts and I'm looking on my TD app and it says the card number she just read out is a checking account... She hangs up, 50 minutes wasted. PayPal are nothing but thieves. I was double-checked at a local grocery store. I had my paypal card linked to my bank. My online bank was having blackout issues, and denied my card, so I tried my paypal debit card in Hopes of paying for groceries. It was denied also. After I left the store, paypal approved a second unauthorized transaction, and put my account $60 in the negative. When I contacted them they said I was wrong and I owe them $60 to settle my account. I refused to pay it because they didn't even investigate my claim. Now 5 months later, since I'm unable to work due to a recent cancer diagnosis, someone sends me $100 to paypal and I get $40 to feed my 2 small children with. PayPal is disgusting.

This has happened to me three times with PayPal. After this last incident I will describe, I decided to criticize them wherever I can. I just purchased via paypal a Christmas gift for a relative. The price was enticing to the point that should have warned me. I spent about 60.00 USD. When I completed the transaction I got a page that only gave me an order number and nothing else. I felt this was suspicious and looked on the site for customer contact info, they had none! I then googled the website and found numerous comments about the website being rip off and not shipping any products. Further, I found the company is in China, but an email addy listed with paypal is a Russian email addy. Also, the payor name on eBay was not the website, company or email name, all were totally different.
I immediately filed a complaint with paypal citing all this info and the website's consistent history of defrauding customers. Three days later, paypal denied my request saying I did not give them enough information, when, in fact, I gave enough evidence and facts that a braindead moron could clearly see that this operation was a fraud. Once again paypal sides with the business account and screws the individual user. I am sure they would rather lose one individual user than a business user and it's all come down to profit. I will never use paypal again, this being the third time they have screwed me. I will use my credit card and they will normally reverse the charges on scammers like this. Paypal does not care as long as they rake in the dough. My advice is we individuals should abandon paypal and show them that they can't survive without us. By doing nothing to stop this type of fraud, paypal is an accomplice to their crimes.

Paypal is the worst! They do not deserve one star. The site goes in to a continuous loop when trying to add a bank for example, yet never states what the issue is. When you call customer service it is usually a 30 min plus wait, or you do a callback which can take an hour! Customer service is not helpful!! They read from a script and English is not their first language. Worst experience I have had with a company!!

I have one claim against me in 20 years. I won the case. Then they banned me for life, unlawfully for no reason. Utter disgraceful and so disconnected, I cannot fathom how this company runs. There are so many disjointed departments that do not communicate with each other. I would never use this service again. Blockchain and Fintech companies will crush this entity, in the near future.

I logged into PayPal to resolve a problem with a merchant for lying to me that they could not logon to PayPal and issue me a refund. PayPal claims they will resolve issues between seller and buyer but sure enough, no answers were found in their resolution center other than one question: how did you pay for it: cash, check, etc, you click on it and you are taken back to the same question again and again -- like a loop that never take you anywhere.
Their people handle millions of dollars of customers' money but have no standards. They really are crooks. Even when you succeed to file anything, when you submit it, it will answer you: try that again... I tried it three time and the same scenario. Telling me that these crooks wanted to resolve your issue. I think a person is better of dealing with a credit card company then allowing these dishonest people handle your money.

You would think that with all of the ways to transfer money, PayPal would take greater care in taking care of their customers! I was due money back from an associate, so she sent it via PayPal. They subsequently charged Me a fee, due to her not sending the money correctly! I called her to advise that the amount that I received from her was short. I sent her the money back that she’d sent me.
On this Monday, she called PayPal to ask for a courtesy fee reimbursement, with me on the line, and the rep ask me a few questions, then proceeded to advise me that I would receive a 1 time fee reimbursement. After not having seen that reimbursement this whole week, I called a PayPal to see what the hold up was. I was advised by a girl from a foreign country, that there was no record of the call that had”taken place” on Monday!!!! I advised her that I was aware that calls are recorded and that my conversation should be listened too! She said that the original rep would call me to try to resolve, but this didn’t sit well with me, and I asked for a supervisor!
After waiting for an inordinate amount of time, I spoke with a dismissive rep who pissed me off to no end, by offering me half of what was promised by the rep on Monday! I told her that, that was a slap in my face and that I wanted to speak to a supervisor! She said, "We don’t have to give you anything.....get it from the person who sent you the money!" I told her that because I know that they offer courtesy fee reimbursements, and I was told that I would receive one, that was my expectation! I tried to go over my head, and she refused to allow me to speak to a Sr manager, citing that they were busy helping other callers! It’s treatment like this that ultimately causes customers, to look for other alternatives! This behavior, these practices and your dismissive attitudes towards your customers (those who pay your bills) is what hurts your bottom line! I will not rest until this is resolved!

I bought items online and paid via PayPal thinking it was safe. Boy I could not be more wrong. The seller shipped to a different address somewhere across town. I sent this information repeatedly to paypal claims area but since the zip code matches they close my case over and over again. Apparently 20 miles away is close enough for paypal to consider the item as delivered to me. I couldn't make this stuff up if I tried.

I’ve made many payments they PayPal and they arrived in 24 hours max. 11/30 I sent my daughter 50. Now I’m told it won’t clear they to her account before 12/9. Vague answers referring to the federal government are the only answers I get. Never again!!!! From now on I’ll use FB money or a wire transfer.

I have never had such terrible customer service until now! After receiving payment from a buyer, I proceeded to do the instant withdrawal method which I had done a few times before without issue. This time, it asked for a phone code. My phone carrier, SaskTel, said they received multiple complaints from their customers that they can't receive PayPal text messages and that the Crown Corporation has been unable to resolve this issue with PayPal. The PayPal system locked out any attempts to withdraw the money and I called their customer service. They said I need to wait 24-48 hours to try again and that they couldn't override it.
I waited and nothing worked. So, I called again and they said I needed to wait a week, because my account is now even more locked out and I quote, "under investigation"!!!! I'm appalled by their crooked business and I will NOT be doing business through PayPal again after this horrendous experience! I highly recommend avoiding PayPal, they're nothing but thieves who will do anything to take your money away!

I had a client use PayPal to pay me and wanted this money sent from PayPal to me by check. My online account kept saying there was a problem, so after trying the frustrating online messaging process where I could never talk with a human, I called. It took about 20 minutes with an agent who finally said "we can send you your money, it will take 3 weeks and we are going to close your account." The reason? I don't want to link my bank account to them. I asked for a supervisor which was a 30 minute wait. PayPal has my money, they made me go through over an hour on the phone, and are closing my account I have had PayPal over 15 years, plus have a PayPal credit card. When people call PayPal thieves, I cannot disagree. Why would anyone do business with PayPal?

On Black Friday night I had a charge come through on my credit card through PayPal in a entire different language at 3am my time. Someone has used my card to purchase something in Russian or another language. I disputed the charge with PayPal and they were super helpful at first. I woke up a few days later that they have denied my dispute because it has a tracking number... Whether or not it has a tracking number this was not authorized by me. I was told by PayPal that they will not approve my claim because of the tracking number that they couldn’t help me and maybe I could give the item as a Christmas gift... What!! I have now disputed the charge on my credit card.

My customer sent 1,400 for materials on a job scheduled for 2 days later. They tried taking 40.90 and holding the whole amount while saying they could for up to 21 days. I don’t recommend using these crooks.

Please do not use PayPal, they are crooks and should not be trusted. They will do everything in their power to exploit you for as much money as possible. Please also be aware PayPal owns: Braintree, Venmo, Paydiant, Xoom, Modest, TIO Networks, iZettle and Hyperwallet. They overcharged me so no big deal, call the seller they agree give me a receipt and a email stating correct charges, the seller did not receive any extra money. I have appealed the extra charges twice and been denied, even though the seller themselves agrees and sent proof they still deny me. I have filed with the BBB and my CC company. Please don't be me and lose money to these crooks!

There was very little if any forewarnings that my money would be HELD without explanation for up to 21 days!!! This is unacceptable and now I am at your mercy waiting. I have done the work for my client and now won’t be paid for 21 business days or some outrageous amount of time! I could have used a number of other options, even a check in the mail is faster! What a setback your company has caused me financially. Not everyone is made of money and can just wait 21 days!

I have purchased a t-shirt using PayPal cash, but the shirt didn't fit properly, so I returned it. The cash got returned to PayPal, but Paypal is refusing to let me use this money because it was returned after the expiry date. I had returned the t-shirt as soon as I got it, but the return was credited after the expiry date. How am I supposed to use it before it got returned to my account? The vendor stated that the full amount would be refunded. It was not mentioned on vendor t&c on Paypal site or vendor site, that I would not get my money back. At least 1 week grace period should be given to customer to use that amount, if not full amount. This is like duping customers.

PayPal does not protect the consumer. I had a very bad experience with a seller which I paid using PayPal. I filed a claim with PayPal because it was taking forever to ship what I ordered. PayPal closed the case before I received the items and when I finally received them the order was incomplete. The seller only shipped 2 instead of 10. Now PayPal does not want to do anything about it. Poor service.

Purchased tv stand from Mongotees located overseas, probably China. It came damaged. I sent pictures to Paypal, but they told me I have "return it to China" to get my refund. How does one return a large piece of furniture to China and bear the cost of it?? This is ridiculous. I received damaged merchandise and must "PAY" to ship it back to China in order to get a refund. The return shipping would have cost more than the item. Paypal "BUyer Protection" is not a real thing. They don't help at all. And the customer service is awful. Never using paypal again! Beware!

I paid for an Ebay item that I never received. I paid for the item using Paypal. I never got the item and asked eBay for a refund. Ebay honored my request but Paypal did NOT give me a full refund. My refund amount was less than the original transaction amount. I asked Paypal to correct the error. They refused. They said that since the seller took payment in Canadian money and the Exchange rate was different at the time of the refund, I could not get a full refund. I explained that it was the seller's fault that I needed a refund since they never mailed my purchase and the seller should pay the difference for his neglect, not I. Paypal could care less and refuses to give a full refund. I do not recommend Paypal.

I sent money to a friend in February 2019. Then I sent money again on November 25 via PayPal for another transaction same exact way I sent the first transaction. The first time I sent the money I added the person in my file. When I went to send money again to that same person PayPal charged him 2.9% for the transaction which is fine, then they also charged him 1.5% for the business fee. I called them and spoke to two supervisors over one hour each to resolve this matter and was basically shooed away. The first person said he would ask for the refund. I didn’t get the refund so I called again today and was told the refund was refused. Then I was told it was up to the other person to dispute the extra charges and not me! So I asked this supervisor to contact him via phone or email, he refused.
I asked him pass me over to another person higher up and he then said he would place me on hold and pass 'em over to another person. Instead of putting me on hold he purposely hung up the phone as he didn’t want to deal with the issue. PayPal are dishonest and quite disgusting. They are good to take your money but when they make mistakes they don’t step up to the plate and resolve the issues in a decent manner. I will never use PayPal again!

I have now spent almost 3 hours and 9 phone calls to Paypal about a problem they are admittedly experiencing not to mention I am "out" $160.00. Synopsis: 1. I send payment to 'friend'. 2. I wait and wait to either get an email confirmation or to see Paypal's Activity Summary update; so as to reflect this payment. 3. An hour goes by: neither email nor Paypal Activity summary reflect this payment. 4. Naturally I think it must be operator error meaning I didn't press the second-tier confirmation for payment to send (Paypal has kind of a "double confirmation" before $$ are sent). 5. I re-send payment. 6. Two confirmation emails arrive (unique trans #s) hence I have now made the payment twice. By the way, Paypal activity summary still does not reflect either of the payments.
7. I try to contact Paypal customer service. After 9 calls... 8 were call backs due to paypal disconnecting while I was on hold and one call back from a supervisor and almost 3 hours; the best paypal can do is admit they have a problem they are working on it. 9. One supervisor says the duplicate transaction can be cancelled immediately and went to transfer me to the correct department, except call got terminated while I was on hold. 10. Next supervisor says that first supervisor is wrong and that this duplicate transaction cannot be immediately cancelled. 11. Both Supervisors admit paypal is having issues with their notifications. 12. Paypal will not credit me the cost of the duplicate transaction instead they want me to do the leg work (i.e. contact recipient) for a problem that they have self-admittedly caused.
13. I told them, that had their system been working, I'd have not sent the payment a second time. They admit that the fault is theirs and theirs alone. Yet will not work to fix the problem instead they throw the work back to me. 14. What if this 2nd (unnecessary) payment causes my rent check to bounce, I said to them. They simply said "sorry" and that they will get back in touch at a later date. 15. No way to contact the last supervisor I was speaking with ether, to follow up they will call me. Only supplied with a general email address. The 8 call disconnects just add insult to injury. Google: Paypal disconnects calls on hold. You will witness a long, long list of complaints about this on numerous sites.

I purchased 2 jerseys from FOR FAN STORE. I was pleased to see Paypal for the payment since I could not find any reviews of the company. But paypal guarantees the merchants.... or so I thought. I got the 2 jerseys in 3x but they were Vietnam 3x which is really a large. So they did not fit at all. I emailed the company to no avail. So I immediately contacted paypal. The paypal support could not understand me and the report was denied after a week. PayPal told me to pay to return the items to Vietnam and I may be reimbursed for about half of the purchase minus the $48 cost to send back. I was very surprised to find paypal did not help at all and backed a merchant that used bad size charts. Be aware. I no longer use paypal since the guarantee is worth nothing. Don't use paypal if the company is not within your country. FOR FAN stores claims to be an American company but is in Vietnam.

Paypal refuses to help their users and will repeatedly send you copy and paste responses when you email them that have nothing to do with your question and if you ask to speak to a supervisor they will send you an email back saying that paypal employees will not endure harassment and they will ignore you... It’s absolutely horrifying that such an accredited company has such horrible service!

I am trying to pay my negative PayPal balance, buy having problems. I called customer service many times, they could not fix it. Every time they transfer me to somewhere else. The LAst lady, I talked hanged up phone on me. The negative balance is still on my account, and I am tired of trying. I wasted a lot of time on this.

Buying something and using PayPal can be OK. But when you let them know a SELLER never gave you the buy you want your money back. It has been 4 weeks. I have NOT seen my refund. NO communication from seller or PayPal. I have ask both to let me know what is going on. NOTHING.

This is the second time I've had problems with PayPal and how the handle purchases. In this case I was reporting a scam seller AnnieCloth of which took my money through PayPal and turned out to be a scam. PayPal elected to do nothing. I did not receive 2 items out of 3 and the 3rd was not even close to what I ordered. But if you have a problem with PayPal they make it so difficult to get into touch with them you cannot do anything about it. They do not protect you from fraud. They are becoming part of the fraud...

Sold a product on eBay, used Paypal as payment method, buyer requested package to be sent to different address as a gift and not to include packing info in the box, buyer then decides they no longer want the product, package had books and returned 2 weeks later damaged in broken box had books that warped due to weather. Buyer requested refund for shipping which was done then files claim with paypal. Paypal does not review evidence attached to claim and decides in buyer's favor not caring for shipping that was refunded and on top of that shipping charges I'm left with for returned and damaged product packaging. Will no longer be using paypal...terrible service and response and not willing to work to help at least dispute some of the costs..buyer's mistake and costs seller. :(

I got approved for my PayPal Master credit card August 14, and here it is November 26. I am having to call to check on this. I am attempting to refinance my home and cannot provide an explanation for this inquiry because this sorry company never sent out the card. I called in September and October to figure this out and I was told this had been escalated; now this stupid card is on my credit report and not even in my wallet. I am so disappointed in the company. I am going to tell everyone on all my platforms and following to not invest in another company and not this trash!!!! Customer Service agents hung up on me twice and this one Indian Lady "Sandra **" who is fictitious I'm sure acted as if it is all my fault!!!

I expected PayPal to honor buyer protection. I would only purchase items if paypal was a source of payment thinking they would only work with reputable companies. When I purchased a pair of shoes that had the words ARCH SUPPORT in the title of the shoe and got a pair that had absolutely no support at all I believed Paypal would honor buyer protection. HOW DISAPPOINTING! They refused to honor their protection saying I had buyers remorse. I appealed twice to them with pictures. I have lost my expectation of Paypal in protecting their customers!

PayPal allows China drop shipping scams! I was scammed by a China drop shipper. Didn’t say that on website. I canceled my order provided evidence. PayPal reps refuse to look an MY EVIDENCE just took merchant's evidence and denied my claim. I had it reopened several times and every time they refused to look at evidence and continued to deny. I asked for a manager several times and they refused to escalate or give me a manager. I will be reporting to BBB and calling their corporate office.

Sold my first item on eBay. The money I received from my sale went into my PayPal account and eBay out a 1 ddy holding funds well, then PayPal put a hold on my account "limitation" as if the eBay hold for 21 days was not enough? PayPal does this and they make it so you can never end up getting your money. They end up keeping it.

PayPal pays out immediately without any hope of recovering your money even if you are scammed. I tried to cancel only moments after realizing I was scammed and they refused to do anything and completed the transaction.

I received money from customer for service. They held my money for 21 days. I can't see the money no more in my account. I haven't received the money. The sender didn't cancel the payment so where my money go? I have been contacting them for the past 3 weeks and they are no help. Don't be my in my shoe. Don't use PayPal. They are holding money interest-free.

I received a Bluetooth receiver from China. It cost 4 dollars and had to pay 16 in shipping. The item I received wasn’t even close to the item ordered so I filed a dispute with PayPal. They sent an email days later stating I had won dispute. All I had to do was pay for shipping and return item to China by Dec 2. Today was Nov 23. So to get a refund I would have to shell out more money in hopes of getting back my measly 19. So much for PayPal’s guarantee of satisfaction. Oh but don’t forget... I won the dispute (bah)!!

Received wrong items from shop that was in China! Didn’t mention it online when purchasing but had to go through PayPal... After speaking with paypal, I did all the requirements to include returning wrong items back to China and gave them tracking number and they declined my refund!!! If website only lets you use paypal, NEVER purchase items through them!!! They’re only concerned about merchants and NOT BUYER!! Very poor service and no recourse after paypal closes it!!!!

I had used PayPal for eBay purchases without a problem. So when I ordered something from a website I hadn’t used before I used them for added security. BIG MISTAKE! I received the item but it looked nothing like the website picture. Also, the clothing item did not fit. I contacted PayPal and followed their instructions. Only after PayPal was contacted was I able to get through to the company. The company finally gave me an address in the US to return the item; PayPal insisted I return the item to China — at considerable expense. I did that. PayPal subsequently denied my claim. So not only am I out the purchase price but also $35 to mail it back to China. Beware!

I tried to call them twice to help access my account but the guy just kept saying he understands and can't do anything to help me. It's not my fault that PayPal is not sending me messages so I can access my account. I told him I didn't have access to the card linked to my account but I provided him with the last 4 digits and everything else on the account but he said I would have to wait 48 hours to access MY account. I purchased a piano through PayPal. When it arrived it did not work. I spoke to your customer service. They said I did not have to provide tracking details. Because the item I purchased was from China, and the shipping to return it was more than I paid for the item. When I made the purchase it looked like they were located in the United States. When I went to send it back It turned out they wanted it shipped back to China. So PayPal Instead they asked for a letter from a professional stating that it did not work. So I went through the trouble of bringing it in to a music shop to have it looked at. They gave me a statement saying it did not work. I submitted it to PayPal and they still denied my case. I lost all my money.

I purchased an Apache 64 r/c helicopter off a Facebook seller for $48.56 from China. What they sent was a cheap skeleton helicopter. I immediately tried emailing them. One email was sent back saying it didn’t exist so opened up resolution with PayPal. After about one week heard nothing so escalated it for a total refund, PayPal came back saying seller would offer a refund of about $22. I refused telling them it was no good. It wasn’t what I’d ordered. PayPal came back. Said they will refund but only if I sent the helicopter back they’d sent at my cost. There was no response button to allow myself to contact PayPal so I had to post this thing which has cost myself £15. I looked up the cost of these cheap skeleton helicopters which were on eBay for £8.99 post free from Uk seller. I’m totally disillusioned with PayPal and am considering cancelling my PayPal account which I have had for over 15 yrs.

Have had my account for over 5 years no problems then it won't let me log in. Says call support. So I do and they have me reset my password 5 times locking me out even more. So finally talked to supervisor and she tells me I have to fax or mail in all my info to get my money off account even though I have given them all my info and the problem started on their end so now I get no response from PayPal but emails saying I have a message which I cannot get because I cannot log in. I've been using PayPal for 10 years. No issues. Today I received $10 from my girlfriend who has a paypal account (she uses paypal as her bank account and was sending me money to go get some food). About ten minutes later I got an email saying my account has been permanently limited for no reason. Her account was also permanently limited as well. HER WHOLE PAYCHECK JUST GOT PUT INTO HER ACCOUNT AND NOW WE CANT PAY BILLS! I don't know what happened.
I called and the girl was very rude then put me on hold for an hour to then hang up out of nowhere. I called back and they basically told me to contact their lawyers if I wanted to know why. She implied that I was doing something illegal. ME BUYING FOOD IS ILLEGAL? She said if I have a problem then to contact my local law enforcement. Like wtf? Watch out. Mcdonalds is illegal guys. The girl was so rude to me and then hung up on me.
I don't understand what we did wrong. Their holding both of our funds for 180 days so now we can't pay bills with our money or anything. Really I just want our money back. The online portal for PayPal would not transfer my money to my bank account and or any of my credit cards. After spending three hours on the phone with my bank and PayPal there were still no answers from PayPal. Customer service hung up on me three out of the nine calls. And after a three-way call they still continued to say they had no idea where my money was. Or why it would not transfer to the bank. They kept blaming my bank and my bank was saying they Never received the transfer. So even after all this time my Money is still missing and PayPal.

PayPal has been holding 500 dollars hostage for over a month. Apparently I put my mom's name on the account when I was a caregiver in Maine. I never really used it. I moved to Florida and sold a coat that the customer loves. In order to get paid I had to send documentation and get my 95 year old deaf mom on the phone. In ** real. I verified my account and explained the change. Still waiting since October 16th. It is November 20. Provided driver's license, SSN card, transaction ID, verified bank account, wrote a letter explaining. Do not use PayPal. There are much better ways to send and receive money. PayPal is bizarre at best. You never know if they will keep your money. God forbid you need to change the name on the account. Never use again.

I Was PayPal member for over 19 years until last week when I closed my account. Purchased an electronic component and used Paypal to pay for it (Utilized Paypal because I assumed that I could get my money back if defrauded). I ordered a computer component for a computer at work. The part never arrived at my door. The merchant said that it was delivered to my front door on a specific date. Looked at FedEx Tracking and the package was delivered to the wrong address. My order was delivered to a town some 11 hours away from my home address.
I filed a dispute with Paypal. I wanted the part I ordered or my money back. Paypal determined that because the part had a tracking number that I was not entitled to the part or my money back. The best part is that I have no recourse with Paypal. According to PAYPAL, if you pay a merchant for a product and they send it to the wrong address, you're not only out the merchandise but they will not refund your money. An extremely angry former Paypal customer.

Incompetent, Unprofessional, dishonest, lazy are the words best used to describe the Dispute experience. I've spent nearly 20 hours calling in. They continue to CLOSE my case over and over and over. I've provided proof. Picture evidence. Tracking numbers and it goes on and on. They keep telling me it will rule in my favor, but then closes the case. Make sure you understand that every time you link a card they will charge you 1.90 American. So if your bank charges conversion fees and such you will be charged for this!!!! I was told I would get a 4 digit code on my statement but never did...so still can’t use my account. Best of all was when I called their customer service line. I dialed a 1-877 number but was told I would receive a call back. They did, but from an American number, so I was charged for a 10 minute incoming international call. In the end, I have now paid over 20.00 American and I do not have an account I can use.

Disputed a transaction with a merchant and PayPal. Merchant wants to refund me but PayPal is preventing the transaction because the "dispute is open". They say it will take 75 DAYS!!! They say the delay is due to "Federal Law" which is a bold-faced lie. It it VERY difficult to communicate with PayPal because of long hold times and then the language barrier with the foreign representatives.

I bought a phone from China seller who has Pay Pal account. They provided USPS tacking number thru Pay Pal. When I checked delivery status with post office they said package was delivered. I could not find it so I went back to post office in Lindenhurst NY to check it. I gave the post master tracking number and my driver license to check were the shipment is, and turn out that my name and address isn't associated with the tracking number. The only correct was town ( Lindenhurst). I called Pay Pal and told them that I want to dispute this matter. Eventually their customer service rep. said that the package was delivered and they cannot do anything about it. I told them that it was delivered to someone else but they said I have to prove it. The post office is not going to release any information about the package due to privacy policy ( tracking number not associated by my name and address).
I told Pay Pal rep all that and asked him to ask seller for those information but they said they can't do? So I was left with payment for something I did not get. Post office web tracking only showing town, date and time of delivery no name and address but according to Pay Pal it is enough proof just the name of the town I live in? In Lindenhurst live thousands of people not just me!

I initiated instant money transfer to my bank account on 11/8 of $558 but it never transferred to my bank nor fund isn’t available in PayPal as well. I called PayPal and they said that it will be resolved within 24-48 hours but today is 11/17 and my money is still missing. Same time I don’t have any updates from PayPal yet. Reason people pays extra fees to use the instant transfer is because they urgently need fund available to them. It’s been a 8 days since the transfer and I would not trust Paypal as a reliable financial institution.

My first choice would have been to give PayPal ZERO stars. Unfortunately, that is not an option. I was ripped off by PayPal!!! I provided so much information to PayPal in support of my claim, to the Resolution Centre, and in the end my claim was denied by them as they ruled in favour of the criminal seller, from China, that they are allowing to do business with them. I purchased two items from “Surpriz” ads that I saw on Instagram. Their sizing was way off!! I then emailed the seller and asked them to provide return/refund procedures. They replied by telling me to give the items to friends or family and then repurchase them for myself. They stated that despite them offering different sizes in their ad, that the size I order would “make no difference”. I have never heard such stupidity in my life!!
I attempted to ask them again for return/refund procedures, but they ignored my emails and did NOT respond. When I submitted my information to the Resolution Centre, explaining the situation and supplying many attachments containing emails to/from the seller, it was obvious that PayPal Customer Service did NOT even bother to read my emails or review the attachments. Their replies were ridiculously unrelated to what I was even requesting and they continually asked me for information that I had already supplied to them in multiple previous emails.
This process took days of aggravation and constantly having to respond back to their inaccurate emails trying to make my point of what was happening. When it came time to file my Claim, the online process did not even work and they had to prepare the Claim from their end. Hahaha, now I have to wonder how badly they screwed that up too!! In the end they ruled in favour of the criminal seller and I am stuck with two garments that are too small and I’m out $29.97 US funds. The fact that I lost money is the least of my problems. The bigger issue here is that the seller was not trustworthy and that PayPal supports such criminals!!!!

I couldn't link my bank because their website keeps giving the following error messages:
- Something went wrong - We couldn't link your bank.
PayPal customer service didn't know why this happened. The only alternative was to go thru the verification process which was sending a text to my cell phone. I told him that my cell phone doesn't accept text messages. He said the only way to verify via cell phone text. I asked what happened to verifying by email. His response was that they don't use that anymore because it's not secure. This isn't true because email is more secure than cell phone text.

I have recently noticed since eBay has started to collect sales taxes for certain states (done in the background and deducted from my Paypal account) that I am being charge an additional amount in PayPal Fees for the sales tax that Ebay is collecting. Ebay tacks on the sales tax to the buyer when they make payment and withdraw it out of paypal as they do the shipping, etc. The only problem I have is this sales tax is not a sales item and not something I am charging the customer directly.
Ebay has taken it upon itself to collect sales tax for other states outside of California and passes this along to Paypal as the gross amount of the sale. Then Paypal takes the gross amount and charges their fee for the processing (including the sales tax). It may seem like a petty complaint, but, over time this can be quite a bit of money since I am not the only Ebay seller this is happening to. I do not believe I should pay a FEE for the right to have Ebay collect sales tax from by buyers and then withdraw it from my Paypal account.

Put in dispute after changing all my info (passwords) and they tried to say I made the purchase, mind you it’s a part to a product I do not own and it’s to some fake company I’ve seen multiple posts about. DO NOT use PayPal Cause they won’t help you get your money back when this happens. ALL of their people will tell you, “sorry, it says it was your account who purchased.” NO DUH. I am a PayPal seller. I followed PayPal instructions to refund a payment to a customer. Instead of doing the refund the way the screen said it would be done, PayPal issued an echeck for the full refund against my attached bank account. This resulted is bank chargers, my PayPal account being frozen so I cannot recover my money from the PayPal balance which is now my money because PayPal paid the refund directly from my bank account without telling me first. Customer service is out of country where English is not the 1st language and the accent is so bad their English is barely understandable. Have spent more than 3 hours trying to get this issue resolved. Will likely have to file an attorney general complaint to get it fixed. A simple refund is never simple with PayPal. I DO NOT RECOMMEND PAYPAL AS A SELLER OR A CUSTOMER ANY MORE.

Received money in Euros, would not let me convert, accept or transfer from app. Could NOT understand customer service rep after waiting on hold for 15 mins. I wound up hanging up because the language barrier was too much. The 'Help' section of the app is no use, even when you utilize the 'message us' feature. They copy and paste the exact same crap I read on Google, which they don't tell you WON'T work from the app. I had to figure it out for myself I had to go online. Bottom line it took me 4 hours to receive $14.95 THEN GOOGLE WOULDN'T LET ME SELECT THE FREE OPTION, so I had to pay to move my money after it taking 4 hours to even get to where I could accept it. Sellers on PayPal have zero protection against fraud. Zero. My buyer on eBay was refunded by me/eBay via PayPal for a lost item and then refunded a second time via a credit card chargeback via PayPal. Paypal spent less than 12 hours before siding with the chargeback. During this 12 hours while I was sleeping, I was unable to support my case showing that my buyer had already been refunded. Because I can't dispute a claim with my buyer's financial institute (obviously) and PayPal won't do so on my behalf I am out hundreds of dollars.
I went through several calls, etc. providing evidence... PayPal always led to believe that it was a mistake that would be taken care of if I could just provide one more detail but each time my dispute was quickly denied. During this time, the level and lack of service from PayPal is obvious. Hold times of 30 minutes to 60 minutes. Craziness. The worst company I have ever dealt with. I would never use PayPal to sell anything of significant value or your buyer could very easily and fraudulently get two refunds. The more valuable the item, the more risk you have when they get refunded twice.

I sold a cell phone on ebay, for $200. My personal phone, which I had purchased on ebay in Sept (2019) but decided on an iphone instead. So rather than the nice Samsung collecting dust, I sold it. OMG. I got the hold placed on my account (now $190 after fees). They acted like I was some international criminal, I swear. I had to "prove" who I am, and then they made me also submit a copy of my license through their chat. Any other company would always caution never to send personal info over chat. But, if I did not, they refused to take the hold off my account, and even said that if I didn't submit it, they'd restrict my account even further by Dec. 24. Not sure how much worse it can get?
So that's now two copies of my license, AND I had to submit a RECEIPT proving that I'd bought the phone. I did that, and I also pointed out that it had been purchased from a high-volume seller on Ebay, who has wonderful feedback. PP had the receipt, the order number, everything. They still refused to take off the hold. So as of now, I am out one cell phone, and $190. I can make it without the money, it's the principle. All they required me to do, was provide tracking, which I did same day. I have screenshots of all of this, and their "customer service" help. I can tell you that I won't be going through this kind of stress ever again.

We sold 2 individual boots on eBay that were the same price. When their client received both boots, they called Visa and canceled their visa saying they received 1 pair. Paypal does not protect the seller! They let THIEFS not pay for the payments that were paid on Ebay. Ebay is not with them anymore and they are starting a copy in a few months like PayPal. PAYPAL doesn't help their clients, they are known to let the dishonest people steal. Ebay said this customer stole, and Paypal did not acknowledge their client was a thief.

I've been a client of PayPal for at least a dozen years or more. I had a large transaction through my new website. They put a hold on the funds. I uploaded all their requirements i.e. driver's license, etc. When I called they said the transaction was "out of the ordinary" so they needed at least 3 days to release the funds. Or hold part of the funds for "security". A few hours later I tried to buy something - a small item for $12 - and PayPal denied the transaction. They completely froze my account. I'm being treated like a criminal for doing business on my website. From their response you would think I was laundering money for a Colombian drug cartel!
I'm issuing a refund to the client which they have to honor. It's a total loss for my business as I have no guarantee that the client will pay for the item which they received another way. A warning to anyone doing business on the internet. Do not offer a PayPal option at your website. If you're flagged, you're going to lose a ton of money which you will never recover. PayPal will still collect their fees - but you'll never get your money. I'm being charged fees for monies which I probably will never receive. They've locked it up and give absolutely no explanation as to why or when you'll receive your money. So my business is actually out of business until I find another payment system that's not corrupt. I'm writing my Congressperson so at least it's on the record. I don't expect they'll be able to do anything about it. PayPal put me out of business in a single day for one transaction. Think about it before you do business with them.

I called for the 3rd time to discuss a dispute that PayPal has failed to resolve. (The 2nd call resulted in my being put on hold by the representative for nearly 20 minutes before they hung up on me). I requested to speak with a supervisor or manager no less than 20 times during the call. The rep flat out refused, and instead chose to grill me, asking me to recite PayPal’s terms and conditions, and to define the word “dispute” for him. I’m disgusted. I’ve now called 3 times for the same issue, and nobody has successfully escalated my call.

I am so sorry that I was stupid enough to use PayPal for my purchase. I purchased a dog, but received the wrong one and finally got my refund from the Rescue Group. The money is sitting on my PayPal account, but couldn't transfer it back to my linked credit card, which I used for the payment. After several hours, I finally called customer service and I got transferred (after 10 minute of try) to somewhere in India. I explained everything, several times, but the PayPal employee tried talking me into keeping MY MONEY with PayPal. I kept telling him, I want it back on my credit card, as I have to pay for it soon, but their system wouldn't allow me to do it.
So finally I entered my checking account information, too, so the refund could go there. But the agent tried getting my Saving account information, too, which didn't make sense. As I explained, PayPal already had my Credit Card information and my Checking account information, so why do they want my saving account information, too. While talking to him, I kept trying transferring my Refund, but still was unsuccessful. So he suggested, I try the INSTANT Transfer, which is an $10.00 additional fee, instead of the standard free transfer. Finally after maybe twenty minutes, I got email, that my transfer is being processed (to my checking). Horrible experience with PayPal, as soon as I see MY MONEY (hopefully soon) back in my bank account, I will delete PayPal and NEVER USE IT AGAIN. NEVER! If a merchant insist I have to pay with PayPal, forget it, I will not use that merchant.

I purchased some item from Berrylook online company(worth about$115). I bought 4 items but I received 3 of them. One of them (about $25) was not in stock while it was advertised and I got informed 18 days after main order. Quality was junk and all sizes and designed were different than Berrylook site. I asked for returned and refund. The sending address on parcel was from Canada with no tracking number. Company never answered me directly except through PayPal. They suggest About $70 and forgot everything or send the parcel back to China with tracking number (which would cost me a bout$160). I took it to the PayPal resolution center but they were stand with the seller and asked me to send the item to China. Also they didn't return the my money back for the 4Th item that I never received it.

I purchased a software through Paypal from a China-based vendor (named Wondershare or Wonbo Technologies)), that I found out shortly after was a fraud (based on the numerous complaints I have read in several customer review platforms). The vendor sent a different item that was 5 times the price of the item I ordered. The vendor did not respond to my emails so I raised a dispute in the PayPal Resolution web page. After describing my problem in detail, PayPal denied my case stating that I ordered an item that was similar to what was delivered so my complaint of "item received is not as described in my order" did not meet the criteria of "not as described" since the items are similar.
I found out there is really no clear appeal process for their ruling since they closed my case as I wanted to protest. So I opened a new case of "purchases not authorized" and explained why their ruling was wrong. I explained in layman terms that my software order was like purchasing a hammer for $20 and the vendor delivered a toolbox full of different tools costing $100. I said all I wanted was a partial refund of &80. Again my appeal case was denied because they said "there was no unauthorized purchase". Hell they are wrong -- of course I never authorized the purchase of a toolbox full of different tools. It seemed to me PayPal never bothered to read my detailed explanation. I said to myself that if I used my long-time credit card I would have gotten the fair treatment and support for my dispute. PayPal is a huge disappointment and so I have closed my PayPal account. If there is a rating of zero stars that is what I would have rated them.

PayPal has become one of the worst services available due to their extraneous charges for payment of Monies. Any other company out there will be less money and more user-friendly than PayPal. Use Venmo, Zelle pay, or even a credit card! We had a recent very bad experience being charged 4%. When we called PayPal, they refused to change it even though their guarantee is 2.5% or less.

I was using PayPal because I thought it gave me protection from fraud or online transaction disputes as well as thinking PayPal vetted the businesses that they allowed the consumer to do business with. I found out through my own experience that PayPal will not easily honor your complaint with an online seller if you get ripped off. In fact they are terrible at investigating an issue even when you send them proof of wrongdoing. Also seems like PayPal does not vet the sellers they allow you to do business with at all. Very minor situations will sometimes be corrected.
A consumer's best chance at getting results from a complaint is to go to the bank or credit card company that paid out for the purchase. I have (a few magazines thick) of paperwork and evidence from trying to resolve a dispute through PayPal which had been ongoing for 4 months until I contacted my bank's fraud division and the complaint was then settled with the bank in my favor within a couple of weeks. I am disappointed at this and now wonder why I am even still using PayPal. PayPal at least keeps a good record of your online purchases.

I had a Paypal account several years ago and ended up locked out and could get no customer service to help me. I had recently decided to reopen a new account with a new email and try again. So I did. I have linked my debit card and made several purchases with no problems. Then I sold some items on FB Marketplace and was asked if I would sell and ship an item. So I figured ok no problem. My item and shipping was $25.00. The purchaser paid my invoice to paypal for $25 the next morning. So I promptly shipped the item that day. So I log into paypal and it tells me the payment is pending.
I have tried every day to get my money. I have an error message that says my bank account is not linked. Well that's strange because I have used my account and made purchases many times. So I try again to link the account and get my $25. Then I get an error message that says Maximum number of attempts have locked my account. I wait until the next day and try again. A week later, I still can't get my Money, have called and was informed I must apply for a paypal credit card in order to link my checking account. On hold for over 30 minutes. I said no way. I don't want or need a credit card. They hung up on me.
I called a 2nd time leave a message. Days later I keep trying to resolve and they said wait 3 days. WTH? If my debit card is linked they have my account info. I am now told to wait 3 more days. $25.00 I am out and the person has my item and loves it. Paypal is a rip off. They have my money and I have no way to get it from them. I would not recommend using paypal for anything from here on out. I probably will never get my money and they do not care!! Just a bunch of people who won't answer the questions and won't help you. They send me messages telling me to try again in 3 days....

As a seller Paypal has very shady practices like keeping their fees even when you refund a buyer, they claim this is "common" practice but no credit card merchant does this... not one. As a buyer their support is horrible, which is to be expected as they outsource it to India or wherever. When I call with an issue the response is typically, "We can't do anything on our end", "The system won't let us", "We don't have access", etc. Ultimately I end up having to solve the issue on my own or live with the issue. Just a garbage company all around.

Waited 3 weeks and the claim was closed in their favour. Contacted paypal asking why! They said cjs had provided evidence they had sent me the key. I never said they didn't, asked them to re-open the case so I could provide evidence the key was invalid. Paypal refused! Stating the case was resolved, as far as they were concerned. Paypal sided with scammers who scammed our son on our PayPal account. They talked him into using send money using send to friends and family and they would send him software. He used without our consent and per their policy copied from their site: You're Protected If: 1. You were charged for something you didn't purchase. This may mean someone has used your PayPal account without your knowledge or approval. Report it within 60 days and PayPal will investigate. You will be covered by our $0 Liability for Eligible Unauthorized Transactions program.
Discover card was used on our PayPal and then told us they go by their own policies but then sided with PayPal after saying if the scammers show evidence of sending the "software" that they were supposedly sending my son, they may have to side with them. They showed no evidence because they have none so was feeling good and then Discover did a 180 and sided with them due to PayPal who didn't follow their own policy. Cancelling both services and we are customers that any companies like those don't want to lose.

PayPal has changed their application to default the payee type to “Goods and Services” vs. “Friends and Family” even if you sent money to the same user in the past. At the same time, they changed their terms of use, and they are not refunding any errors. You are screwed if you make a mistake. I have been using PayPal for many years. I have been sending the same amounts to my friends and family, to help with expenses.
PayPal charged me $58.30 to send money to my girlfriend. We noticed the error, she did NOT pull the money yet, and PayPal refused to reverse the transaction, without charging us the full fee. This is unheard of, what a crappy customer service experience, no one is empowered to change anything. Even a credit card company, or a bank, lets you cancel a transaction, but not PayPal. Looks like they need the money, so they resort to scams. I am not using their service anymore; CC companies are giving me a better protection for my purchases, and they have a real customer service department.

I made a purchase from china and the item was not what was advertised. I paid over $150 for 2 items that were suppose to be metal and had lights in them. They were sabers from Star Wars. What I received was 2 cheap sabers that were plastic which I found in the dollar store. When I complained to Paypal they refused my refund stating That I received the item. I never said I didn't. I said the item was a cheap phony. They sided with the company that ripped me off and several others also. After that I really lost faith in PayPal.
Just the last month I bought another item that came from Canada. I first did not receive the item when I was suppose to, then the item came in and it did not work at all, neither did the charger. I wrote back to Paypal and stated that I received the item but it did not work so please change the status of my complaint to received but faulty. They did not change the status and denied me my refund yet again. Stating that I had received the item and that my claim was denied. They can't even do their damn jobs let a lone make a real decision. My claims were accurate but denied. I think PayPal is in it just for the money. I believe these foreign companies pay off PayPal just to get away with this crap. I will never use payPal again. They are the worse when it come to taking care of the customer.

I always have problems with PayPal via eBay. I can't seem to make big purchases. It's always something with this pay pal company. They have a lie and a excuse for everything. I buy very small things on eBay and buy elsewhere without all the headaches. They scam and hold on to people's money as long as they can get away with it. When you buy or sale you should never have to go through the headaches of pay pal. I thank god that I never let them have excess to my money. On the flip side they are coming out with a new payments system. Because of pay pal's fraudulent activities eBay is losing money.

From last 2 week, I was trying to transfer amount in Paypal account. But every time, the transaction get cancelled. I mailed them, messaged them, but they didn't answered. Ok I'll keep it simple because it is. About a month ago I tried to open an account and had problems so I called them and they were able to open it over the phone, ok, I then tried a few days later to confirm account on website, nope, had to call again, then fixed. while on the phone transferred 2 dollars from my bank, it worked. OK 1 week later I tried to transfer 30 dollars, nope, had to call and they helped me transfer, not sure what their problem was, but OK now I have a balance of 32 dollars. One week after that I get an email saying they can no longer offer me any services, due to High risk and or potential Fraud. Pretty confusing to me, so I tried many avenues including website resolve, won't work, shocker.
So I phoned them and they basically said we can't tell you but we have the right to close your account. So basically they shut down my account and froze my assets which is only 32 dollars but still, and told me I couldn't get it back for at least 6 months. Nice scam, I have read this has happen to a lot of people, I mean I really don't know how many of these people are guilty or innocent, but I would assume most are innocent or why publicize it on the internet and maybe leave yourself open to a criminal investigation. Which I welcome, because they have no right to confiscate my money and not give me a valid reason.
Good thing I didn't deposit hundreds or thousands. To me they are the fraudulent ones. I have no previous criminal record either, because I also read that they do a background check unknowing to you. My question is why after one week they can label me or my account a high risk without telling what information they have to come to that conclusion.

PayPal services is deceptive and unfair. The disclosures for their services aren't reviewable at the point of the transaction. You will be charged for sending moneys and the will hold you money for days. These instances must be disclosed upfront to allow consumers to make an informed decision especially when there are other options out there to send money. I do not recommend..

The Company I made a purchase with processed my purchase with my credit card. They had been having trouble all day with PayPal charging the last transaction to the next person. It happened three times while I was there after the second time trying to get my correct charge of $43 to go through, it went through to my card correctly. Four hours later it charged my credit card $64. I was not there I was at home and the person processing these cards for payment has been with your company for over two years. She reversed the charges immediately and it said the charge was reversed. A day later it has not gone through to my credit card. Your company told her to reinstall your app. My bank has not received a reverse charge from you. I will never, repeat NEVER do business with a company who uses PayPal to process my credit card purchase. I hope many other businesses read this and choose a different company.

I always set up Visa as my preferred payment method @PayPal. A recent transaction was charged to my bank account instead of Visa through Paypal. Paypal customer service can not figure out why and how it's happening. It makes me worry about the security of Paypal. I will delete my account with Paypal.

Paypal makes it easy to dispute charges. I had an iTunes recurring subscription which iTunes refused to refund even though I canceled the same day it renewed and I never continued using the app. I disputed with Paypal (super easy to do online), they investigated, kept me updated and less than a month later ruled in my favor. Very happy with all experiences I've had with Paypal especially this one.

This company is a disaster. A few years ago, they charged my credit card the amount twice. When I pointed it out, instead of just correcting the error, they investigated the matter and took 6 weeks to return it. I cancelled my account. Recently, I purchased something which the vendor only accepted paypal, when a refund was required she did so immediately. However, PayPal held on to the funds for a full week, then said they returned it to my credit card, but that, could take another 5 working days. Absolutely ridiculous! They don’t answer questions, have a hard time finding information....be very careful with them.

I am utterly disgusted with PayPal. I have never done business where I have to wait 21 days for services rendered. I have to work for free bc of these ridiculous policies. I cannot wait 21 days for a payment to clear. A normal bank takes 3-5 business days. When I explained it to Pay Pal customer service reps and supervisors they were very rude and unaccommodating. After my final transaction is completed, I will never do business with such a unprofessional company again like PayPal and inform others of this unprofessional company.

They closed my account after over 20 years without warning. They claim I violated their use policy, but won't tell me what I did wrong. I have a personal account, and sell my custom photography to a select customer list. Been doing this for the past 15 years, and just a day ago, PayPal closed my account. They are also holding my money for 180 days.

I am a frequent eBay seller and buyer. I had a dispute with a buyer and ebay closed the case in my favor. The buyer opened it up with PayPal to try to collect this way. I refunded her money through paypal to avoid the aggravation. Paypal always awards the buyer because that is how they make their money. They ruled in her favor and paid her again. I had spent at least 10 hours on 6 different occasions on the phone with paypal and they indicated my payment was logged.
I began to realize their canned response of "I understand how you feel". No they don't and management is the same way. They told me the dispute is now with them but they would write to her to try to retrieve the $470 overpayment. They just wanted to appease me and get me off the phone. They never wrote to her. I will never use paypal again. They are fine until any issue arise. These people are like robots and have no conscience and in this case, neither did the buyer to keep all the money.

So I am an article writer and content creator. Website owners and bloggers would sometimes seek my services through sites such as Freelancer.com. I have always avoided PayPal but one of my returning customers was fond of PayPal and wanted to pay me using PayPal because it was convenient for her. I agreed because until then I had not had any negative experience with them. My reservations were based on other people's experiences. She paid 400 dollars which were like the third time I have ever transacted using PayPal. It was also the largest transaction ever. Naturally, PayPal placed the payment on hold, pending further review. That was expected and I wasn't upset by the decision. After 24 hours the payment was approved and the money reflected on my PayPal account balance.
The drama started when I tried to transfer funds. Every time I tried I received an error message that stated the payment cannot be completed at this time. I contacted the customer support through Facebook and they told me to wait for 24 hrs before trying again. Apparently that's a common problem and their security systems sometimes block such transfers for the security of the account holder. I tried again after 24 hrs and still nothing. PayPal support asked me to try another method such as Debit card withdrawal. But still, they wouldn't even allow me to make such a transaction. I contacted the client and asked if she filed a dispute and she said that she didn't. Even PayPal themselves assured me that no dispute had been filed on my account and that my account was okay. No limitations. I decide to be patient logout.
A few hours later I received an email that my account has been limited and the money inside placed on hold for 180 days. Their reason being the payment was more than usual. So here I am with no way to pay my rent because some guy in PayPal decided that the payment was more than usual. According to them, my business should stay the same forever and I should not make more money. So here I am, wondering how I'll pay the next month's rent. I even contacted my client and asked to reverse the money because we both know PayPal will never give me that money. Listen, people, the number one rule of using PayPal is not to use it at all.

June 2019: I sold something thru eBay. The payment to me (my balance on PayPal) however, was blocked by PayPal as I needed to supply them with documents. After supplying the latter, all limitations were lifted. However, the balance (payment) remained blocked. When I addressed this, all of a sudden I was informed that the money was not blocked by PayPal but by eBay! Even though on the eBay site it stated that no payment was received from the buyer.
By then I had enough (after 2 months, 20+ mails & calls), cancelled the sale and instructed both eBay & PP to refund the money. And instead of them refunding the buyer, PayPal tried to withdraw the money for the refund from my own bank account! Clearly something has gone wrong between PP & eBay but neither party takes responsibility and acts to resolve the situation. For the past 4 months they are holding on to the money. And, every 3rd day, I receive a payment reminder from ebay for their sales fee! My advice; do not use Paypal & ebay; it’s been a nightmare.

I ordered a Madden 2020 game for my Grandson. It says it was delivered on 10/14/19 to Owings Mills, Md. That was 4 days after I ordered it and AFTER I ordered it, I realized it was coming from China. No way it got thru customs in 4 days. I called UPS and they said that package came from a Lighting company in Cali. & weighed 10.9 lbs and was delivered to an Owings Mills address, but nowhere close to my address. I included ALL of this info when filing the claim with PayPal. I got notice today that they denied my claim because the seller provided a tracking number. DUH, I provided you with the tracking # in my original complaint.
Now UPS is saying they can't give me anything in writing, stating the package with this tracking number WAS NOT delivered to my address. So I'm out $40. I just went and printed out my PayPal spending for October alone, it was a total of $2300. (Only that much, because one of the purchases was a $989 mattress.) Never again.

And PayPal could not explain the reason why the merchant is blocked... "For the your protection, you have to use another way to pay them".. This is absurd.

They let someone unauthorized take money out my account stating I had agreement with the 3rd party. I ask them to send me a copy of the agreement because I knew they was lying. They told me they couldn't send me a copy that I will have to mail someone at the paypal place in California, I said I have load there can I just walk in and get agreement and speak with someone ,he told me they wouldn't have it either, well who has it?? Then to say if I was to go there I'll be escorted by security to leave, we need to watch who we allow to handle our finances and PayPal is not it! After my money comes back in my account I'll be ending my account with them! Would never recommend them!

Please do not shop at PayPal. They have Chinese vendors that knows how to scam you. I provide postal proof that the tracking number was invalid and they showed me something of the same number saying it was delivered. It was all fake according to the US Postal Service. I never recieved nothing but lost 100 and something dollars and I started an investigation but lost that and my money. Smh. Do not buy from PayPal. Please. I'm trying my hardest to take this to court. I will prove to you all they are full of ** and they are allowing foreign vendors to scam US citizens which I work hard for my money making minimum wages. This hurt a lot but actions will be held. I have audio and camera footage of nobody delivering nothing to the address provided to them. I WILL NOT LOSE THIS ONE.

It's so rude and fraudulent to make the decision for you and enforce a debit card to you and ship it to the address on file without your confirmation. PayPal will not insure your fund if something happens.

I was notified on 10/24/19 that 3 different transactions had been made on my PayPal account. I immediately checked because I haven't used paypal in a long time. There were 3 large transactions sending money to someone I have never heard of. I immediately contacted paypal and received an email they could do nothing about it because they do not show it was unauthorized. Paypal is a large organization and should have firewalls in place to be able to take care of people's information. These transactions were for $401.61, $463.35 and $1,950.00 for a total of $2,814.96. I am not rich and cannot afford this kind of transactions. Paypal should be responsible for helping me dispute these charges and refunding my money. I closed my paypal account that I have had for years because of this. I will never trust them again.

PayPal has consistently poor customer service. Several months ago I disputed a $39.99 charge on my account for an item I never received. PayPal said they resolved the issue and credited my account, however, they kept locking my account then unlocking it, then locking it again. When I would call to speak to someone I had to wait on hold FOREVER. I recently tried to go online to make a payment and their website said I was locked out again and now I am on hold again, FOREVER. PayPal sucks, avoid them at all costs!

I sold two Gift Cards on eBay. Buyer filed a dispute claiming that the purchases were unauthorized and the buyer got their money back plus already used my gift cards. PayPal first said I was missing the tracking numbers and then I provided the tracking numbers to them and then they said they don't cover gift cards. The buyer knew all of this and basically used PayPal to scam me. PayPal does not care either way because they still keep the fees. Taking PayPal to small claims court now, they have offices in NYC and I live in NYC so I am going to have them served at their NYC Office. I suggest other people do the same.

I ordered a Ring doorbell from a third party provider And received tracking information. Shortly after the order I checked the tracking number and it stated that the merchandise had already been delivered to my city but without a name or address. I am immediately called Paypal and they stated they would look into it. I tried to call the company that mailed it and they would not respond back. I then called UPS and gave them the tracking number and UPS stated that it was shipped to a different address not mine with a different name which was not in my name. They will not give documentation on it because it’s not my tracking number however UPS suggested Paypal could call them and they would confirm that the package did not come to my address or in my name.
Paypal refused to do it so my claim was denied. The person from Paypal was horrible with a very strong accent and stated that UPS does give documentation. I am now pursuing the dispute with my bank. I am cutting all ties with PayPal. They are not honest and neither are the third party sellers they represent. I would suggest to everybody to never do business with PayPal. They will not protect you.

I have a payment issue that PayPal is unable to resolve. The issue is that my linked credit cards are marked as unavailable as a form of payment whenever I'm on ANY merchant website. Whenever I opt to checkout with PayPal, I'm asked to login, and then I'm presented only with my checking account as a payment option. If I click on manage payment options, all the credit cards show up but are greyed out and marked unavailable. This is true for all websites including eBay, for Etsy, Musician's Friend, etc...
I contacted Frontline support about this via the 800 number 4 separate times. Each time, I was directed to try the same troubleshooting steps. Each time, none of them could resolve the issue. I was told to email merchant support. I emailed merchant support on 10/17 at the direction of front line support. Unfortunately, the case was immediately closed by the merchant support rep that responded, without any resolution. The solutions provided by merchant support had already been explored by Frontline support without success. They also mentioned that PayPal's internal security features are preventing the use of my card, which they could not toggle off. They directed me to call back Frontline support.
Frontline support had me test to see if the PayPal app would allow me to send money to a friend via credit card. For this type of transaction, the cards DO show up as available. I can select one of my linked credit cards, and fund the transaction without issue. However, this only works to send money to a friend. I do not have access to linked cards on any merchant site. They always show up as "unavailable". I asked if I needed to delete my cards and add them again? I was told by Frontline support that this was not advisable, as you can only add them so many times.
What is most frustrating is that Frontline and merchant support don't seem to be empowered with an escalation procedure. They only tell me to use my card without PayPal, or to use PayPal with my checking account alone. This essentially means that - due to an unexplained security issue - I will never use PayPal.On my 3rd call to PayPal Frontline support, I spoke to a supervisor who claimed to understand what the issue was, and promised to call me back with resolution in 48 hours. That never happened.
Just for context, the credit cards in question have been used at hundreds of merchants, over years and have never had any security concerns when using them outside of PayPal. This has been a very frustrating and disappointing experience, which has shined a light on how unempowered PayPal's resolution teams are.

I sold item thru eBay and transaction was made thru PayPal. After 6 60 days, buyer started claim with paypal as Item Significantly different than described. I had proof of all of items shipped on time. Paypal gave resolution in favor of buyer and buyer did not return the items. I asked many times Paypal when would I receive the items back but always get a answer "I realise that this isn't the outcome you'd have wished for, but I hope you understand why we made this decision. While I cannot change this, I will make sure your objection is duly recorded." After many of requests, still I did not get answer if I am getting my items back or not. I lost my items without any reason. Paypal has poor customer service and do not expect any good response. Avoid to sell item which need a paypal transaction. It may be good from buyer perspective.

I opened a PayPal account on my cellphone. I thought it would be convenient to send money to my family and get money if needed. Well for unknown reasons I am totally able to send money to my friends and family but whenever someone send me money they can see their transactions as pending to be approved but on my account nothing appears to be happening. No messages of pending money, nowhere to do find the transaction to approve it. And I never get to receive any credits.
When I opened the account it said I needed to wait about 3 days to see a transaction of a temporary deposit to my account and I would have to report on my page the amount they credited to confirm it's actually my account. Well I did this twice and no credit came in and I never was able to confirm nothing. But definitely it's working the part where I can send money, I'm just not getting payments. So I thought well customer service should work this with me and fix the problem but WHAT CUSTOMER SERVICE?????
They will never ever answer the phone call not ever... It don't matter you stay there hearing the phone ring for a 1,000 times and trying to reach them by sending an email...uuufff that's another project. First in order to be able to send them an email I had to go through so may absurd possible questions that they show as most popular questions before you can actually get to the point where you are given the option to write down your real issue. God Lord!!!!! And then for nothing because they have never answered my email.
This is the 2nd account I try to use with them because the first one I had issues they blocked me and asked to Identify myself with an ID which I continuously kept sending but they never responded back. So they got all my contact and banking information on their power and I have no rights to claim or have anyone helping me out to fix my account issues. I'm totally disappointed.

A valued client of mine made the mistake of sending a payment through PayPal recently. I have refused to use this service for years, because they only make things more difficult, at every turn. When the payment was sent, I logged into my inactive account and tried to complete the transfer. It was not an option, as the payment was "on hold." I called PayPal to figure out why, and after being on hold for more than 45 minutes, the representative told me it was because they had not received proof an item had been delivered. As a graphic designer, there were digital files delivered, and no existence of a shipping label or anything else. I informed the rep of this, and he told me I would have to get the client to navigate to some obscure portion of PayPal's page and verify the transaction. I did this... and waited.
After my client jumped through their hoops, it took several more days for the payment to be released, and a couple more for my bank account to be connected (to a service I sincerely do not want it connected). I thought that would be the end of it, but no. As soon as I connected that account, PayPal "reduced the availability of options" on my account. I have now been on hold with their customer service for 58 minutes and counting. It's been 13 days since I received the payment notification, and by the estimates on PayPal's website, it will be 7 more days before I get the deposit, provided I ever get them on the phone to resolve this new issue. I will notify all future clients that I do not accept PayPal as a payment system.

This company took money out of my PayPal account without my permission. Paypal did not help. They got robots working for them. You won't see real people on the phone. Since Ebay took over paypal it's not same as before. Be careful. You won't get a cent back and I can't close my account because it's stress so I remove all my credit account from paypal. Nearly all the info. I am no longer doing business with them. I would not trust Ebay or Amazon nor more. Maybe you won't receive the product you wanted and say goodbye to your money.

PayPal unfortunately is no longer credible for my business use. I have prided myself on being transparent as a Seller, confirming in detail Terms and Conditions via PayPal Invoice??? Over a month later; after providing a service I was informed that a portion of the transaction was reported as unauthorized. Mind you the buyer paid through my website, she and I both received a copy of payment and she confirmed she would pay the balance soon (upon my confirming and thanking her for her payment). Pay deducted the Deposit (not total) that was disputed without notification. Then charged $20 in a fine!! They issued a Refund even though I provided them with proof of my service being rendered and the Contractual Agreement from the customer. Don’t trust your money or business in PayPal's Hands. No Seller Protection, Period!!!

The guy bought a collector piece from me. All communications were in writing. I shipped and he received the goods. Two months later he disputed with PayPal that he didn't authorize the purchase. I sent PayPal all of the evidences and pictures of the goods, including the ones that he showed it off on the social media after receiving it. PayPal found that I'm on the wrong! Then PayPal refunded him the money and fined me 20.00 fee. Wow! This is so wrong. Talking about getting robbed twice. One by the buyer and last one by PayPal.

PayPal placed a limit on my account, because it wanted me to verify my company details, without telling me! I only found out when customers told me that they cannot pay! In the course of doing the validation, I made a mistake and clicked "Next", I can no longer go back! PayPal said "We will fix it within 24 to 72 hours, then you can restart the validation process." Before that, my customers cannot pay! This service feels like an alcoholic running a one-man business in his filthy garage!

I made a purchase with KnowFashionStyle using my PayPal account. Once I received my purchase I was not satisfied with items. I filed a claim with PayPal and decided to return the items back to the Merchant. I provided PayPal proof of tracking number and photos of the package and labels that I shipped the items back to China. It’s been over three months since I shipped the items. Checking the tracking number you see that the items reached China but it doesn’t show that KnowFashionStyle has received it. PayPal decided to deny my claim and charge me for items I don’t have. I’ve been calling and sending emails for months and I get the same ** generic answer that I didn’t show them proof. I can never get to speak to someone in higher chain of command. PayPal does not care about the consumer. I would not recommend using PayPal.

I know other customers aren't pleased with PayPal, but they've always treated me with respect, honesty, and great customer service. I've never used any other of PayPal's departments so I can't review them, but the online shopping verification process that I use to purchase items online from other companies is in my opinion absolutely great. I've not had a big problem other than a website who used PayPal to get payments. This company ripped me off, and PayPal took care of that problem. They refunded my money and I hope they went after this website for their terrible service and lying. But when I went to PayPal and explained what this website had done PayPal processed a refund for me. PayPal has always treated me right. I don't know why other people state in their reviews negative things and I don't care, I just know what PayPal has done for me and I'll definitely keep using them.

This is the shocking unreasonable dispute decisions made by PayPal team: I used PayPal to pay online orders and the shipper (for about $1000 merchandises plus $336 shipping/forwarding to overseas), the shipper stole my merchandises (valued at $350). When I dispute the stole shipper's fee because of their stealing, PayPal denied my claim of the $336 refund. The reason of PayPal's denial was that the shipper's stealing of my $350 merchandises "is not significant".

I had no help in with a claim I put through. I informed them that I had an issue with the seller. That I could not reached they seller tried several times. Through Paypal, could not track my order and that my account had been deleted by the seller. There response is we can not help you. I am using my valuable credit with them and they are not even trying to help me or protect me the customer. They are the worst credit card company and their customer service need some help. I regret getting this card.

I have used PayPal for 16 years with no issues. It has been recently that a vendor has been charging my PayPal account without my authorization. I have requested a refund and cancellation of the recurring payment but they continue to charge me even after I have used PayPal's cancel recurring payment. PayPal has denied my claims and the vendor keeps charging me. So I've had to remove all payment method. I will no longer use PayPal.

I had a relative visiting from Israel and he needed some cash, I land him some and he said he will send it back on PayPal, it turns out they don't have the ”friends and family” option and it wasn't showing him that they are charging a fee, when I saw this I refunded his money and asked to send again, he said there is no friends and family option. I contact support (which is a HARD thing to do). Some Indian guy assured me that the fee would be refunded and actually gave me a “transaction ID number.” I couldn’t find the fee refund or the transaction, I contact them on Twitter and was told that anything outside the USA has a fee... and never replied when I asked about the information I got on the chat saying the they’ll refund the fee. That is just plain theft. I will find another way to use money transfer from here on.

PayPal does not take complaints about signature fraud serious! When Presented the proof of a signature (which is not my signature) PayPal decides to help the scammer who made the fraud and for presenting the proof of a false signature and asking my money back they marked me as the guilty party, after which they have permanently blocked my account. Recently I answered some PayPal E-mails who led me to believe my account was accessible again after confirming some settings. I immediately made a deposit for an overseas order for which I chose PayPal as my payment option! I hope the 339,75 Euros will still turn up soon on my PayPal account!
To make this deposit I had to login at my PayPal account and choose the "Ideal" towards PayPal booking option Geld toevoegen met IDEAL (Adding Money with IDEAL). This was not made impossible by PayPal, what only made my conviction that my PayPal account had been fully restored stronger! Unfortunately this doesn't seem to be so, in spite of the delivered proof of a signature that is not mine! It doesn't seem to be a legal signature at all! There was no identity card number linked on the DHL form to this Signature-Fraud! The reluctance from DHL makes it plausible the theft was commited within DHL!
PayPal also has no regard whatsoever for accepting the right signature! They only make matters worse by siding with the thief and making me out to be the thief by blocking my account! They have not taken this matter to court! PayPal seems to believe they can do whatever they want! The Guarantees of PayPal (And DHL) regarding Lost/Stolen/Damaged Items have not helped me at all!!! Adding insult to injury with false accusations is more the case here from both DHL and PayPal, but especially from PayPal!!!

I was selling products online using PayPal account to get paid. I had my website and my physical products in my storage. I lost all my business and Shut down broken of funds after I lost $20,000.00. PayPal full of hackers that steal other customers accounts and do a purchase without authorization. That happened to me many time till I thought this might be someone from PayPal employees do that tricks on me. I want to know how someone could access others accounts? Why is it my fault your security. Why that happened to me many times in a short time with no red flag from Paypal system. The problem is that there are too many stories like mine and PayPal doesn't care enough to fix the issues and no one call me to find out how that happened. Every time I dispute that fraud I lose. Why I am wrong and the buyer are right always?
Paypal is a scam. if I could give them stars in minus. Last time I was on my phone and received that I made 4 purchases from UK and Paypal charged my bank account. I tried to log in to cancel that immediately. I found the hacker changed my password and changed my address. OMG. I called them immediately but it was late night and Paypal don't have 24 hours fraud protection. That is ridiculous unprofessional. I disputed it but as usual I lost it. Bottom line I closed my account with PayPal and not recommend anyone to open account with them even to buy or to sell. NO way. I am doing bad reviews for this trash business. I had a business doing almost 1,000,000 per year, several other companies, 5 pieces of property and I was worth over 5 million dollars. In 1 day I lost almost everything. I had no money to my name, no job and no place to live. I owed out way too much to family members, and was left with Complex PTSD, depression, anxiety and was homeless.
It took a couple of years just to regain some of my self confidence and overcome some of the trauma I endured. I owe much of that to my family for knowing how to save a psychologically drowning person. After two and a half years I started back where my roots began, in retail, this time selling mostly online. It was a slow journey as I haven't fully recovered. I was using PayPal's merchant services, having been a loyal business customer for over 17 years. I have done well over 1 million dollars in transactions with PayPal over that time. Then in April 2019 without any notice I received this message on my PayPal account (Attachment A to the right).
And this is where it gets frightening. I have almost no money but what I did have was in my PayPal account $5414.78. Prior to PayPal limiting my account, I actually started to have hope again that I would be able to pull myself out of being homeless and grow my business. I called PayPal customer service multiple times and asked what happened and why they limited my account. After many many hours on the phone and escalating the calls, these three things became apparent: "We do not know why your account was limited, you will have to read the terms of use and try and figure it out by yourself. You will be able to transfer your $5414.78 in 180 days. (I was told this by every PayPal representative.) Send a letter to our legal department and they can tell you why your account was limited."
I sent a certified letter explaining my situation to PayPal's legal department (Attachment B, USPS tracking #** Signed by E8) and I waited. And waited.... No response from PayPal's legal department. In mid September 2019 I again called PayPal. I once again was assured that on October 4th, 2019 I would be able to transfer my money into my bank account. I checked my PayPal account on October 2nd, 2019. I wanted to make sure that what EVERYONE from PayPal's customer service department had told me was true. This time to my surprise On September 28th 2019 only a couple of days prior to me being able to transfer the money, PayPal had stolen all $5414.78 out of my account without any reasoning as to why. (Attachment C)
I have spent way over 4 hours on the phone with PayPal's customer service. On October 2nd I was told that the AUP department would call me within 12 hours. And once again there was no call. I was again on the phone with PayPal's customer service: from Grey, to Gene #**, to Victoria #** before being placed on a hold for an additional 30 minutes and then having Victoria hang up the call on me after being on the line for over 2 hours. Every one of PayPal's customer service representatives said: PayPal took the $5414.78 out of my account and not one of them could tell me a reason for doing so. I received no notice, no reason, no call, no email, nothing as to why PayPal stole the $5414.78.
Unfortunately I am still homeless and living in my truck working toward a solution where I can build myself and my business back up. I would love to say that PayPal has helped me out, but I can only state that PayPal Steals money from the homeless to enrich itself and does everything in its power to lie and have customers run in circles trying to find out why.

Their dispute resolution center can only be used once, which is of no assistance if the seller has not shipped the items. I had to open a dispute just to get the seller to ship the items. Then PayPal closed the dispute, and wouldn't you know, I received items that were not what I ordered. And I was left with no avenue for relief from the fraud of seller (Irene **). PayPal is an inferior transaction system with inferior customer support. When I have tried to email them, they just send me rote automated responses in reply. I will never put any faith in their company in the future.

Beware of automatic payments that occur from nowhere. They were skimming money from my bank account and hoping I wouldn't notice anything suspicious. I write them to let them know I did not authorize the purchase but it did not stop them, it cost me $21.00 total before I found out.

6 Months to pay is a joke, made regular payment plus extra for any purchases made, so no interest was due. PayPal takes the extra amount I paid in and uses it for the 6 month/no interest purchases so I end up paying interest on current purchases. They did this once before and said it would never happen again and it will take 3 billing-cycles to take care of it.

I am an independent consultant. After completing a project, my client asked if I took credit cards for payment. Not having other accounts to process the payment, I gave them my PayPal account information so I could get paid. Once the client made the payment, Paypal informed me that I could access $3000.00 immediately, but that the remainder of the payment (less their processing fees) would be put on hold for 21 days unless I could provide proof of delivery. They also said that the client could sign into its Paypal account (which it doesn't have) and say that the transaction was complete. In the meantime, I have to wait 21 days to access the funds that are mine (nevermind that Paypal has use of those funds for 21 days). If this is not illegal, it should be. As soon as the remaining funds are transferred to me, I will cancel my Paypal account and warn others about these deceptive (if not illegal) business practices.

So what does pay-pal do if someone fraudulently accesses your account, they cancel your account permanently of course. Good luck getting your money back. 180 processing is going on a year now and still waiting for my money. I want to know how someone could access the account number? Why is it my fault your security probably exposed the account number and where is my freaking money. Paypal is holding my money for no reason. I got money from selling my phone on 4th of September, I saw the money was received in my PayPal account and on the same day I sent it to my bank account. From 4th September to 13 October, (more than a month already) and I did not get my payment in my bank account. According to Paypal, they have started a trace for the missing funds on 18th of September, But so far no result. All I get from is that I have to wait. This is **. How can they not trace a missing transaction in one month?. Very unserious when it comes to customer care. I suggest everyone to use Klarna, or anything but not PayPal. I think that CUSTOMER SERVICE department should receive more training, because they do not inform the client correctly, they talk like parrots, but they don't solve anything, in many cases, and they don't give you the right information about what you should do, and I say this because I spoke with three representatives the same day, and all of them no have clue about what I am saying, maybe because they themselves do not know what to do....
I made a return of an item that I bought through PayPal, directly with the seller, and it the money was returned to paypal.... When I called PayPal, because the return was not coming to my account, they told me in customer service that the seller had not made any return, because that transaction is automatically reflected in PayPal on the same day.... It is not true, you have to wait 2 or 3 days to appear in your paypal account, and so it was....it will never appear the same day, as they told me.... I knew it because I looked for this on Google, because PAYPAL CUSTOMER SERVICE only suggested a claim, this being unnecessary.

Bought a 30 gallon gas caddy and it came in damaged. Seller kept lowering the refund price as he said it was too expensive to return. We finally accepted his offer. The threads were damaged where the pump attaches. Seller told us to close the dispute so we did. After we corrected the problem, we found out that the pump was bad. Contacted seller. Would not respond. Contacted PayPal and they denied the claim as they said we already got a discount. The problem is that I am not setting with a gas caddy that I will never be able to use. Contacted PayPal 4 times and they refused to take care of the situation. Will never ever pay with PayPal again. I now have a $80.00 gas caddy that I will have to trash.

I bought a foldable wagon online to which the seller provided a UPS tracking number that was delivered to a different person and address. I spoke with UPS and they confirmed the tracking number was for a different person and address, not for me. I filed a claim with Paypal stating such and even asked them to call UPS to confirm of the willing fraud committed by the seller, but the claim was denied 2 days later after the seller provided the same tracking #. I spoke with a PayPal rep and she said that since the seller provided a tracking number, they will side with the seller. I did a 3 way call conference with that same PayPal claims rep and a UPS rep and the UPS rep confirmed that the tracking number was for a different person and the address is different from mine.
Guess what, the PayPal rep said they can't do anything about it. I asked about their buyer protection BS, and she said they also have a seller protection program. I then asked if the confirmation by the UPS rep that the seller willingly and fraudulently gave Paypal and I a tracking number that is not for me, she said they will abide by their decision to deny my claim and that I should pursue the case with my bank. What a bunch of conniving fraudsters. I guess that is why eBay has dropped them them. They are a useless piece of dung.

PayPal firstly how can you just operate 9 to 5 and not work on Saturdays and Sundays. Customer service at its worst is at PayPal. Besides getting to customer care staff 9 to 5 is long wait and their staff seem dodgy without answers. Secondly I am not sure has the right to hold public money pending authentication and in view of regulatory government requirement! Even if they do or don't have the right they need to pay interest for holding our monies.
PayPal charge a hefty sum per transaction, per transaction and should be required by the regulators to be paying interest on monies they accept from second to minute. Additionally the regulators need to be taxing them and SST on every dime they make. I am pretty frustrated that this company first withholds for identification then comes back a week later asking for more info on company then on the banking, proof of address. This piecemeal approach seems dodgy and amounts to interest payable for sure PayPal!

Recently made purchase online and got tracking number from the seller after paying with PayPal. However, I never physically received the purchased product (bike) and later found out from USPS it was shipped to different name and address. All the fraudulent seller needed to do to win the dispute is show PayPal that the shipment was delivered. I was shocked! They didn’t take into account the fact I mentioned before. (And USPS won’t give you delivery details). Waaay worse than Visa or MasterCard. Avoid PayPal and protect your money people.

I use the resolution department to dispute a purchase with the seller okbuynowshop. This seller did not send the complete order. I went to PayPal resolution center and made my complaint. PayPal requested I contacted them to let them know the order was incomplete. I made many attempts. The seller contacted me twice of the many attempts I made. Once they emailed me that they were in contact with their purchase department.The next contact from them was an empty email. I wanted my monies back.
PayPal kept sending me to the resolution department. It became a revolving door. Finally October 7, 2019 came. I contacted the seller. The case I opened with the seller was automatically closed. PayPal claimed that I did not escalate the case. I tried but all I got was the resolution center and placed to contact seller. I called PayPal. I was unable to speak to a person. PayPal had decided on the seller's favor. I will never use them again. Too many scammer out there. I will not purchase on Facebook. Too many scammer. This is my first bad experience. I will cancel PayPal.

Back in August, I used my PayPal business account to send money to a friend. Because it was a personal transaction, I very carefully specified that the money come from my Wells Fargo card instead of the balance of my PayPal account. But PayPal wiped out my balance anyway, only taking the remainder from my personal card instead of the full amount. I spent HOURS in chat and on the phone complaining and trying to get a resolution. They couldn't put the money back but assured me it was a technical glitch that had been fixed. They said it would not happen again. Yesterday, I sent more money to the same friend. Same result. My PayPal account is what I use to pay business expenses. To have it used for a personal transaction not only screws up my records, it takes away the money I need for my business. A buyer made several bogus reasons for trying to get a refund. Each time opening a new and different refund case with a different bogus reason which contradicted previous bogus claim. Buyer claimed item wasn’t delivered and didn’t receive item. I submitted to PayPal the item tracking number which confirmed item was indeed delivered. Then buyer claimed item was not authentic.

Do not sell digital items and take Paypal. They will NOT cover you as the seller, even if you have all the proof in the world that you sent a valid item to the buyer. I have video proof that my digital code was used minutes after it was emailed to a buyer from ebay. This person (scammer) claimed their son used the credit card and ended up not being liable for this, but they still STOLE my code. I am out $110.00. I hate this company, their hour long wait times and incompetent staff.

I own several businesses and use Paypal to process online transactions. Last week I received a call from their audit dept. They demanded that I send my bank statements for the last 3 months and gave me less than a week to do so. I have an in house accountant who handles this and she was tied up with finishing our 2018 taxes by our extension deadline and her team has been working from 8am to midnight last 3 week. They told me they don't care and would freeze our account.
Today the account froze so I pulled the accountant away from her work and sent the 3 months of docs however Paypal's secure doc submission portal does not even work right and only accepted one of the months after about 10 attempts. Then the auditor from paypal calls me and says he will send a secure link. Well guess what that link did not work either. And why did this audit trigger? Because I had a new product launch which was very successful. We have been with paypal for many years and yet I was treated like I was committing fraud or something... their concern was the spike in sales. I am so pissed at them that I am removing their services from all 5 of my companies.
In addition while I was on the phone I said we were thinking about dropping them anyway because they are no longer reimbursing their fees for returns, voids, etc. Even without this audit that alone would make me drop them. They "waived" that for me but I still think it is unethical to all the smaller business owners. I do over 100m a year with online sales and happily will give my % to Stripe, Google Pay, and all others.

Sold an Item on Ebay. Paypal, allows Ebay, to put a 5 (or more) day hold on your availability. Never mind, that I went the extra mile, shipping it overnight so the seller, would get it. Quickly. I supplied the tracking number. Pretty much everything I could, to expedite my funds. The buyer even left really good feedback. After EBAY released their funds, money was then put on hold, by PAYPAL for "security" reasons. 4 calls. 4 different customer service reps. 4 different excuses. Their standard answer? 72 hours.
Contacted live chat to be told it is a system generated thing that a Paypal does if you suddenly want to withdraw your own money! Come on, I thoroughly understand checks but this is just pushing it too far. I am already out of pocket & so will not be able to post the buyers items to them, I can’t send them a refund because the balance states pending. It’s only for an instant bank transfer of £92 for god's sake. I’ve now had to let my customers down & cancel the sales but they too now have to wait for their money as my £92 is sitting somewhere???? Urm. I wonder!! They really do need looking into by Watchdog!

I have been using PayPal religiously for over 3 years. 3 days ago I sent $2000, no small amount of money. PayPal then charged the recipient $60. Called PayPal and was told he needed to refund the money, which would be immediate to my PayPal balance, and I could then send it back IMMEDIATELY. Once the money was refunded it was 3 days until I received the refund, which I was told would be in my PayPal balance, they refunded it back to my bank account, at 505 on a Thursday night. Now the money won't clear my bank until monday at the earliest. Called PayPal, because this is already 3 days the money has been in limbo, and their response was that I should contact my bank.
I asked to speak to a supervisor. I was already extremely angry and they thought the best practice would be to send me to a supervisor who never answered the transfer and after spending 42 minutes on hold initially I was on hold for an additional 21 minutes with no answer. I feel like this whole practice has been deceptive and shady, from the initial placement of the transfer screen defaulting to add insurance, to the bad information, to the refund being sent after banking hrs and then to sending me to a dummy line on hold until I hung up. I will NEVER use PayPal again. Absolutely disgusting experience!!

Trying to get a refund back from PayPal for a scammer who charged me for a non delivered items has been a nightmare! It has been beyond annoying to get a credit back. I will NEVER use PayPal again! I have provided ample proof that this merchant is a scammer. PayPal says I have to talk to PayPal credit- PayPal credit says I need to talk to PayPal. No one knows what the heck they are doing over there. I have literally spent over 2 hours just today- not counting previously to try to get my money back from PayPal- a whooping $77.97. Recently I stopped using PayPal to make purchases. Paypal allows websites to charge your account before you finish the checkout procedure on the seller's website. Was recently purchasing something from a company but during the checkout procedure it kept trying to do add ons to my purchase. This raised red flags and when I backed out of the purchase I noticed the money had already come out of my account. I immediately within minutes disputed the purchase and Paypal denied my dispute. So, buyers beware as Paypal doesn't protect you at all.

They could care less about fraudulent charges that clearly are not me. Who has an endless amount of Spotify subscriptions that charge endless amount of 9.99 to their account. Had to dispute it with my bank and cancel my cards. Deleted my PayPal account because they couldn't see the difference between a transaction number and card numbers. I've heard horror stories but couldn't believe I'd be in the middle of a fraud scandal. My bank was easily able to identify a person in London using my card info on a paypal account that wasnt mine. PayPal team are very I Incompetent and care less about customers.

I made a purchase and received a product entirely different than advertised. I wrote to PayPal and they said I should contact the sellers. I did and emailed them back and forth 5 times and they refused to refund my money. This company is in China and want me to return it at my expense. I paid $30.00 for the glasses and they gave me back $3.00 to drop it..... I checked the price to send it back and it would $37.00. I contacted payPal and told them and they stuck up for the China company and said I should send it back. I told them it was FRAUD and they should investigate it. They said they are not responsible for sellers. WHAT A GREAT SCAM.... SELL AN ITEM FOR $30 and return $3 and make the buyer pay $37 to return it to get their refund back. Do not use PayPal. I received an email notification of an unauthorized purchase made using my PayPal account by my ex-husband a couple of days ago so I initiated a dispute. We have been divorced almost five years and he does not have my password (long since changed) nor did he have permission to use my account, I still do not know how he hacked my account. I received notification today from PayPal stating they were denying my claim and when I called the explanation was: “since you were previously related to him the charge is allowed”. He broke the law and hacked my account but since we were married at some point in time he can use my account WITHOUT CONSENT any time he pleases? I've had a PayPal account for many years and have never had a problem. I recently sent 5 invoices to friends/family for my sister's bachelorette party. PayPal claims to transfer money free of charge if you link your bank account but it takes a day or two - and I am fine with waiting. However, I get an error each time I try to link my bank account so I was forced to pay the 1 percent fee for instant transfer to my debit card instead. Okay, fine. While this was irritating I figured I would just pay it and move on. No big deal right? Wrong.
Then my second payment comes in and PayPal has charged me a random 4 dollar fee with zero explanation as to WHY? This is not including the 1 percent transfer fee I additionally had to pay to transfer the money to my card (since they were so conveniently unable to link my bank account). Now I'm sitting here wondering how much I will be charged for my subsequent incoming payments that haven't come it yet? I suppose I will cancel the remainder of my invoices and request people pay me on Venmo instead, and I will likely not use PayPal for this again in the future. Too much headache to call and talk to customer support as I can only imagine it will take at LEAST an hour. Not worth my time.

Occasionally Gallup polls will send me a poll to participate in. Sometimes they will send me a dollar or two as an incentive. This money is sent through PayPal. From day one, I was not able to retrieve ANY of this money. I would be given an unidentified error and denied access. When I contact customer service, the wait time would exceed the value of the money I was trying to recover and I would invariably give up and end the call. After many instances of this taking place, I decided to “tough it out” and waited on hold for nearly an hour. The agent that eventually answered, explained that the issue was that I needed to download a copy of my driver's license?!? She said “all customers received an email indicating this” and “this is required because we are a real bank now”.
I found this dubious, especially since I NEVER received any such email from them and furthermore, why was I being given an unidentified error instead of being notified of what was required? I asked to speak with a manager. When the manager got onto the phone, she instantly began to contradict the previous agent. The manager indicated that the added steps I was being asked to do were in fact NOT standard at all, and that my account had an unidentified security issue at the root. She was not able to give me ANY information about this “security issue” but insisted if I wanted my money I would need to comply with whatever they asked. I use my paypal very rarely for online purchases and my account had no activity whatsoever for several months, so I wonder if the “security issue” was just a layer of complexity applied by paypal to make it difficult to remove money from their service.
Agents were snarky, and inconsiderate. Hold times are egregious. Platform itself is not user friendly and frankly has little use since most credit cards provide their own security features which are far more comprehensive. I ended my call with paypal without resolution. I contacted gallup and asked them to discontinue sending me incentives through paypal, which they agreed to. Paypal is useless

I had a Paypal account for about 20 years. Never had a problem since I stick with my reputable proven sites. I did find an item that was half of the normal price I needed on a site I never used or heard of, I decided to buy it and pay with Paypal since they offer the buyer protection. This was the first time it had to be tested and it failed miserably! We have no idea how something works until we start using it.
The seller never sent me confirmation of the purchase or the item that was to be shipped. I had no way to identify the order when I inquired, only had a Paypal transaction id. Paypal was the one sending the tracking number as well. After following the tracking, it showed as delivered, but it was only an envelope with nothing in it. The item I ordered was a Bicycle heavy duty lock that weights around 5 pounds. I filed a dispute with Paypal, they received immediate confirmation from the seller with the tracking number showing that the item was delivered.
I never received the item I ordered, the seller never responded to my inquiry. Paypal closed the case since the tracking number indicated shipment delivered, no further appeal rights are granted. I made sure to transfer all my recurring charges back to my credit card and will never use Paypal again. Called the credit card company and they are in the process of taking care of it, already placed a temporary credit back on my account until the investigation is complete.

Sold an Item on Ebay. Paypal, allows Ebay, to put a 5 (or more) day hold on your availability. Nevermind, that I went the extra mile, shipping it overnight so the seller, would get it. Quickly. I supplied the tracking number. Pretty much everything I could, to expedite my funds. After EBAY released their funds, money was put on hold, by PAYPAL for "security" reasons. 4 calls. 4 different customer service reps. 4 different excuses. Their standard answer? 72 hours. Keep in mind, that with the 10s millions of dollars they handle, the longer it sits in their possession? The more interest they accrue. Even at pennies on the dollar.

I purchased a truck tire from what ended up being a fraudulent website. The website has figured out that PayPal's policy is that as long as the seller provides a tracking number that was delivered to the buyers zipcode, PayPal considers it "case closed". I had in writing from the post office that 1 ounce package (remember I bought a truck tire) was delivered to an address about 5 miles from me. PayPal told me that their policy is that as far as they were concerned it was delivered because as long as the zipcode matched it was delivered.. One phone call to the credit card company that was linked to my PayPal account fixed the problem. Thank you Capital One. PayPal had one job to do which was to help protect me and they failed.

Sometimes PayPal is very good when getting your money back and sometimes they take your money themselves and here's how they get away with it..when an item is pending it automatically takes that payment from your balance then when it's completed they'll take the money again but tell you that it was only pending the first time but you know and PayPal knows the money automatically comes out pending or not. Then they don't allow it to show up in your transactions. They make it seem like you just overspent when your account get in negative..but how would that be possible? PayPal is supposed to decline every transaction if you don't have the money. So how is your account in negative unless paypal allowed a company to take out a transaction twice. They won't listen to you if you dispute this. I believe they must be making money from it too. This has happened to me multiple times.

Despite PayPal claiming to pay immediately if backup payment is added, “immediate” actually means 3-5 days. And though I confirmed with my bank the money I submitted for payment had gone through within 24 hours, PayPal has been had been holding on to these funds for the last four days and will not release to the vendor. Several phone calls to PayPal results in the same scripted ”3-5 business days” answers from customer service operators.

I just want it to be known, that at the time of me posting this, there are more 1 star reviews than 4 OR 5 stars. On multiple websites. If there was an option for negative stars, I would. I can not express how much I dislike this entire company and process. I tried using it for PayPal with eBay, and all I can say is I completely regret it. The fees, the pending and the holds are absolutely ridiculous. There are no customer services provided what so ever. They keep you on hold and continuously beat around the bush. I am currently still on hold with them - going on over an hour, with 15 minutes of actually talking with them. I've talked to 2 ladies and they have managed to use 20 words repeatedly telling me the same thing.
While on hold, they loop messages being played - basically a bunch of advertisements for them - one is about fixing mistakes with simple communication. Let me just say this, they can't even do that. I'm talking about they say "I'm sorry, I'm sorry, I'm sorry BUT you did this wrong and you need to do this now to fix it." The saying the customer is always right doesn't even apply here. The only thing I was trying to do was get my money from a friend. I sent my friend a request for the amount, they sent it over. Easy enough. You would think all would be well. Nope. Not only did they charge me a fee of $10, but they're holding it and pending it for 21+ days.
The ladies I have spoken to have repeatedly told me that I requested the money wrong, and so that is why it's being held. Oh, and they can't do anything about it. Excuse me? All I did was click the ONLY button available to request money. (mind you it never asked if it was for a service or a transaction for an item sold.) I am so over this. I just want my money. As soon as this is handled, (if ever) I will be closing my account that very second.

My sister sent me money through PayPal as she has many times. Never had an issue up until now. I was told through the automated service that the money would clear on about the 27th. So I waited until today and nothing. I got a person on the phone and she said between the 1st of October and 5th. It didn't give that information on the automated service and gives no information of release on the site. I use that money to pay bills and care for my mother with dementia. Seems we will be going without power water and phone because of this. I don't appreciate their inability to give clear information. I will be making it a point to search for a better way than to further their business. They aren't upfront and give falsified information or no information at all. Something is very wrong with that.

Paypal had failed to protect my account from un-authorized transactions, especially when a company puts you on automatic renewal without our knowledge. There was no protection or a refund offer more than once on occasions like this. This had happened once before, and now again, the most recent case was ID **, and since then I have closed my PayPal account. You need to protect your customers better.

I am a seller and I have had not one but 3 bad experiences with PayPal. First was when I received an E-cheque through Paypal. Being new to Paypal I called the customer support to confirm if I will receive the amount or not and they assured me that it will be credited to my account. I shipped the product and the customer cancelled the e-cheque after that when I called the other customer executive told me that it is my fault. They should have told me in the first place about the procedure but they didn't.
Second is they showed a negative balance in my account. I called Paypal and they told me that there was a case in the past 3 months ago which is showing now, they can't even tell the customer's name who raised the case and even the disputed amount doesn't match the amount which the transaction is for. The third is when I received a payment for a product and the customer asked me for a refund, I immediately opened my account to refund and there was a negative balance again, the customer executive told me that she can reverse the transaction amount right from there as it has not bee withdrawn to my account but this didn't happen.
Paypal can't tell me what the person's name is who has raised a case. If the case was raised three months before why is it showing now after so much time. They didn't state earlier that e-cheques can be cancelled, they don't have any record or even knowledge about the case. Being a seller what I can say is PayPal has been the worst service that I have ever used. I would try to resolve my cases as soon as possible so that I can stop using Paypal and close my account.

I cannot, in good give them even one star!!! However the policy says I have to rate them. I begrudgingly give them one star.. I have tried to get the situation on my account straightened out since March of this year and I have come to the conclusion that one hand does not know what the other one is doing at your end! Therefore, I have stopped trying to get this fixed. I am spinning my wheels and wasting my time, which believe this or not, is just as valuable as you think yours is. I did everything your agent told me too, but you are claiming that your office in CA has not gotten anything from the State of SC, which I know is NOT true. I know this, because I asked the treasurer of the State twice, to send the release of a levy, that should not have been filed, but that’s another story for another time. Both times she sent the release of the levy to whoever is running your home office in CA, she also sent me a copy and I have received it both times.
The last time I talked to one of your "managers", she said I had to tell her to send it again. Believe this or not, her time is also as valuable as you consider yours to be, and I am not going to ask her to do the SAME thing for the third time! I suggested your "manager" call the treasurer of the State of SC, to get the information from the “horse’s mouth”, but she acted as though that would be beneath her to do that. I literally spent thousands of dollars (between $150,000 to $200,000) with PayPal when I owned Sarah Nicole's Pageant Rentals. I conducted all of my business through you, but after six months of trying to settle this situation, it is a waste of time. I have regrettably switched to another business of the same type as Paypal, and guess what? They are even less expensive then you! I know this all means very little if anything to y'all, but word of mouth is either your best advertising tool, or your worst nightmare.
In closing, I WILL tell you that had I handled my customers the way you have handled me, Sarah Nicole's Pageant Rentals would have NEVER gotten off the ground. Again, I am sure this all makes no difference to you, but just remember, customer service is the key to a long lasting business adventure. People like me pay your salary. In the throes of a horrific customer service experience with Paypal. I'm a +10 year customer in excellent standing, reported unauthorized transactions 5-6 weeks ago. Not yet resolved. Have spent HOURS on the phone with various "specialists" and departments. Not yet resolved. Have been connected and disconnected and put on hold waiting for a human to answer. Not yet resolved. Asked to speak with a supervisor or anyone in a position of responsibility. Someone who might listen. Got transferred, got put on hold, got NO person, got NO answer. Just this week I've spent over 3 hours on the phone with Paypal. No apologies, no resolution, no concern. I've lost a ridiculous amount of time out of my day and no resolution. Total aggravation!! What peeves me most is, the sense that NO one cares, no one is concerned, no one is in charge. I have lost complete trust and confidence in Paypal.

I have tried for the last 11 Days to transfer my $ in my PayPal account to my linked and verified bank account. I am currently on hold with customer service at PayPal (for the 4th time in 11 days), and I am being told that I need to do something different to access my money. I have already verified my banking info, Social Security number, and birthday with the company. They just told me that they have put a hold on my funds for another 48 hours. Their reasoning this time is that I've tried to transfer my money too many times.
Each of the 10 times I have tried, I have received an error message. They say they are holding my money for security, even though I have verified every bit of security info that they have requested. I am simply trying to transfer my money to my verified bank account. They have promised that I would be able to do this on 2 different dates during the last 11 days, and now they tell me it will be at least another 48 hours. Please investigate these business practices!

Horrible, just got PayPal and just linked my bank details to it and 2 days later got hacked. Luckily my awesome bank noticed these strange activity happening without me knowing. They blocked the person who got ahold of my bank detail on PayPal. Talk about "tight security" and "we will never share your bank detail" so pissed. The money in my account was a gift and I have been saving up this money only to have someone come to try to take this money out of my bank!! PayPal may be a Million dollar-based company, but they should really use their money on tight security instead of other things that are useless. Wouldn't recommend having a PayPal account. I have only been using PayPal for the past month and only because I had to when buying and selling through Ebay. The experience has been appalling from the beginning. I have had to wait three days to be able to withdraw my money despite the items being sent special delivery, received by the buyer and positive feedback left. OK, so I accepted that is the way they work until this morning, when I wake to find they have reversed a payment I have made for an order citing suspicious activity. Now, if this were a fraudulent company, I would certainly want this to happen, but, this is a UK company with over 37000 sales and 100% feedback!!
So, I call Paypal and confirm that I did make the transaction and ask them to make the payment again only to be told my account is locked down and that I will need to pay the supplier with another method. I was actually told that I was not 'ALLOWED' to use my own money in my Paypal account to make the payment. Have Paypal suddenly become that large and controlling that they can now tell me how to spend my own money!!!! Come on Paypal, sort this out.

I would rate -10 stars if I could after just hanging up on a 1 hour 50 minute call with PP CS rep than her "manager". They completely screwed up my account to the point I can't even use it and they tell me to wait 48 HOURS!!! to try it again. I'm 56 years old and this was the worst CS experience in my life-shockingly worse than even telco and cable company CS departments!!!
Why in the hell would you allow the client to set their 2nd linked credit card as the preferred payment method with a nice little green highlighted PREFERRED box and then arbitrarily use the other linked credit card for my $500 purchase. Their system isn't anywhere close to real time and allows you to do an update, tell you it did the update, and then DOESN'T use the update!!! MAJOR IT UPGRADE NEEDED!!! My heart rate is a little lower now-thanks!!!

I sold an item on eBay and was paid through Paypal. Paypal took their $14.80 fee. Then the buyer asked for their money back and Paypal gave it back to them $500, so now I'm out my item and my $500, plus their $14.80 fee and Paypal charged me $20 for the refund so I was robbed a total of $534.80. I will never use Paypal again, they just take whatever they want from you and buyers get refunded for any made up reason.

I purchased 2 items from a online company called Modecute, I checked out with my debit card not PayPal link. But I received a receipt from PayPal, Ok. I received one of the items from the company that was too small, so I went back to Modecute's site since there wasn't any paperwork in with the item, there was no phone # to call. Had to send an e-mail requesting a return and to find out where the other item was, 3 days went by didn't get a response so I called PayPal since they sent the receipt. They opened a case, a few days later PayPal sent me a link to report it to the FBI cyber crime's dept, but didn't say they wanted documentation of the report, I filled out the online form from the FBI and printed it out, I waited another 4 or 5 days to hear something back from PayPal, nothing!!
So again I call and they tell me I never sent in the proof I contacted a law informant agency, so I e-mailed them the copy and got a follow up e-mail they received it. Good, again I wait a couple of days and call, and was told I never sent in the proof of contacting the FBI, I said I did and I have proof, then she says, "Oh yes. I see it but it wasn't uploaded to the case," REALLY!! She says she will upload it. # days after that I get an email they denied my case because they never goT the information they requested. To me it shouldn't make a difference if it was reported to a law enforcement dept, Paypal is supposed to protect your purchases, obviously they don't.

A European client transferred a due payment via PayPal into my PayPal account. Generally speaking, I don't like to use financials institutions like Pay Pal, I always prefer banks. In this particular case, the funds were received in July, I tried to transfer the funds into my bank account through a direct link (a bank business account). PayPal's message read "something went wrong, try again later). So far I was only able to retrieve less than 50 % of the funds. I sent email message to PayPal, unanswered. I finally called, spoke to Marc & Josh (the latter being the supervisor) and that's where it becomes interesting. To all PayPal account holders, read this carefully and with purpose:
Resolution by PayPal as follows, according to the Supervisor: "Our security system is so advanced, we are not a financial institution, we only provide financial services. If the system detected irregularities it with withhold the funds in your account. I can't tell you why, but we have to trust the system. They could be "thousand and thousands" of reason the system calculated, so I can't tell you why, nor can I tell you how to resolve it. You can try again. You can try differently, but if the system blocks the positive balance in your account to be transferred to your business account, perhaps you should send the money back to the sender"...
To All; literally, this is part of the transcript of my conversation with 2 different people at PayPal. They can't resolve the situation. They can't tell me whether it would ever get resolved. They don't have anyone in the Institution of PayPal that can resolve it, as only their computer security system has a say in these type of things. So, to all you PayPal users be aware, your fund management is 100 % computerized and if the computer, for reasons beyond anyone's knowledge, decides to "withhold" YOUR MONEY", you just have to hope, that down the road, your funds may clear the big brother's watchdog's findings.
One more thing; the funds were 100 % legit, from a client remuneration for services rendered here in the US, paid to a business (travel business) in operation for 16 years, linked to a bank account established more than 10 years ago with one of the nation's largest banks, registered and insured. The so called system generated security withholding, is utter nonsense and has no basis.

I have use PayPal in the past without issue. I recently bought something from eBay and my payment defaulted to something called E-Check. Contrary to its electronic name, it took over a week to clear. Had I known that this is a payment form that is Central clearing House and takes an exceptionally long time, I never would have used it. Add to this that I tried to cancel it and it was impossible to do so. PayPal should clearly explain the lengthy process involved with their eCheck payment form.

I have been a member of Paypal since 2013 so never bothered to look at reviews and continued to use them. A big mistake. I am a private seller who has just made a sale, the first one for a few years. I have however used Paypal for payment of goods and services in the meantime. I just sold a graphics editing tablet for a considerable amount of money. I was initially told that as it was a large sum of money and I had not used a courier company (expensive) they would release the money after 7 days. When this did not happen I contacted them and was told that they would release the money after 21 days. When I spoke to customer service about this they were rude and unhelpful. This has put me at a significant detriment.
What is more for the terrible service and refusal to give me money which is rightfully mine, they have charged me over £20. If you use paypal expect to be overcharged and get rubbish service - oh yes, you may eventually at some point see your money! I have yet to see mine. Paypal may have been the main player a few years ago, there are now a lot of similar companies on the market place who are cheaper and offer better services. Shop around.

I have never been more upset in dealing with a financial company. First of all, when I called the first time, I was disconnected. Then, I finally got my call through and a very friendly gentleman answered and helped me to the best of his ability. Then, unfortunately, he had to transfer me. That's when things went south. I am an independent contractor and my business relies entirely on keeping my clients happy. I did not have my card reader available so I did a manual entry.
Well, turns out that with manual entry of more than $500, there will be a 30-day hold placed on the account. I recently failed my car inspection and need to get tires ASAP so I don't get pulled over and slapped with a felony. Carlie, the "Supervisor" and "Highest Point of Phone Contact" sounded like she was reading script. Honestly, the automated system was more helpful than she was. I was SO friendly on the call and explained to her my situation. This woman had the audacity to cut me off and/or respond to my concerns with auto-responses. That's when I started to get angry and I do apologize for raising my voice.
PayPal, I know you're a MASSIVE corporation with very little empathy for the smaller folks who rely on your services to make a living, but come on, you could have even a minuscule level of compassion and understanding. It's very disheartening to deal with companies such as these on a Monday morning and knowing that these are the people that we have to deal with makes me very sad.
Carlie, if you're reading this and/or your supervisor is reading this, you did nothing to help resolve the situation. In fact, you made it worse. If I treated my clients the way you did, I wouldn't be able to make a living. You shouldn't be in customer service and shame on you, PayPal, or hiring an inadequate "supervisor". Seems like anyone can be a supervisor these days...

I seen a site that had a suitcase solar panel on it and I had PayPal's emblem and PayPal says they guarantee your bucks back if you are ripped off. Well they sent me a pair of eyelashes for solar panels suitcase and for over a month I went through sending the eyelashes back to Hong Kong. Talked to 7 agent 3 said I'd get my money back. They said I had to wait till the 27th and I would let me know now. Come to find out they said that I did not respond so they closed my case. 100% lie. I emailed the CEO. That was when a couple days later they say I never responded, if you get ripped off your money is gone. I don't do business with people like this, I never had this problem before but I read all these reviews and found out I ain't the only one getting my money taken from me. I cancelled my account. I will never do business with PayPal again.

I've had 2 issues with PayPal in the short time I'VE been with them. One was an atm sent by mistake & the other was sending money to my daughter that she never received due to an old phone number being on her account. I reported both incidents immediately after they happened. Every agent I speak with tells me different information. Of course there are never any notes of speaking with other agents previously. They are very unprofessional hacks. I've had to dispute both incidents thru my bank. NEVER DEAL WITH THIS COMPANY. I seriously doubt their integrity & I can bet you your information is not secure.

I have used PayPal for years...Never have I been so disgusted with their services. I made a purchase with Macy's and paid via my PayPal account. Long story short, the item received from Macy's (which I paid expedited shipping for) arrived filthy and ripped. I received it on a Wednesday, and it had to be worn on Friday (so no time to return it or find a new one)... Homecoming Dress! I had to take it to the dry-cleaners & seamstress. I paid for to fix it than I did for the dress itself. After contacting Macy's to no resolve, I filed a complaint seeking not to pay for the item and shipping. I receive a "resolution" on Saturday morning (after dress has been fixed and worn), saying "return it for a full refund". No explanation as to what amounts to a full refund (is that the shipping fees too?).
I can NOT return a used dress (even though I'm pretty sure that is what I received). And now they want me to pay to ship an Item back that I should have never received? WHAT SORT OF RESOLUTION IS THAT? YET NO WAY TO CONTACT PAYPAL TO DISCUSS THIS ABSURD RESOLUTION! My complaint was clear that I could not return the item, nor did I have time to replace it - and that I had to get it fixed. No more PayPal - I will just use credit cards from now on!

I received a $47 invoice to my email account from PayPal, that looked like it was from GoDaddy (with GoDaddy's logo), except something didn't look right, esp. since I just paid GoDaddy $47.67 to renew the same domain name that I host w/ them, 3 days prior. When I called GoDaddy to inquire why I owe another $47 for renewal of this same domain name, they asked me to forward the email I received from PayPal - so I did. When he received it, he immediately told me it is not a GoDaddy invoice, but rather a PayPal invoice, and he told me I needed to call PayPal to inquire about it.
When I did, PayPal immediately put me on hold "to verify something", and when he came back to the phone, he told me I owed $47 to renew the domain name in question. I told him I wouldn't be paying it, and that I just paid $47.67 to GoDaddy for the renewal. I also told him I just got off the phone w/ GoDaddy, along w/ forwarding the email to them that PayPal sent, and I told him PayPal is trying to scam money from me, and to CANCEL MY ACCOUNT ASAP, which he did. I also asked for him to email me a verification that my account was closed - which he did right away. He never disputed anything I told him, so it is CLEARLY A SCAM! And I wonder how many other people fall victim to the same type of scam! RUN AWAY AS FAST AS YOU CAN FROM THIS COMPANY and HELP SPREAD THE WORD to other who you know have a PayPal account!!!!

I recently sold a pair of preowned shoes on eBay with the usual "Seller does not accept returns" at the foot of the listing. A buyer purchased the shoes, emailed me that she found the shoes to be as they were advertised but they were too small. I said I would not take back the shoes. She submitted a claim for refund to eBay, which correctly said that I was under no obligation to take them back, case closed. Buyer then claimed a refund from PayPal and PayPal, without giving me the opportunity to show them the Buyer's email or the wording of the listing and eBay's decision, decided to reverse the decision.
I have tried for a week to speak with a supervisor at PayPal and each time I wait for over an hour on the phone. I have sent numerous emails and I receive automated response emails with no interaction from a human being. The most frustrating thing is that PayPal do not respond to my communications, and their decisions appear to have no legal basis. Where is the Seller Protection that they advertise in their legal page?

On September 19th I used PayPal to pay for a product on a site I used before. I was charged 4 times and never got a chance to place my order. Paypal kept saying "please enter a valid phone number" which I did 4 times. So I called PayPal customer service (horrible call back system that doesn't work. Just leaves a voice mail). PayPal told me I had no transactions on my account yet they see my new credit card that I just added. I also see in my bank statement that I am charged by PayPal.
Furthermore I actually logged into my account before trying to make my purchase. Back to PayPal customer service. I was told by their rep that their system never malfunctions. WHAT??!! I am a computer engineer and that is a bold face lie. She was rude and kept saying she could not help me. I will never use them again and every chance I get I will tell my story about PayPal!!!! My bank is going after my money. PayPal? NEVER EVER AGAIN!!!!

I currently have a credit on my account after going round & round with them last month when, without permission, withdrew money from my bank account. The credit is less than $25.00. I've tried to transfer this money to my bank. THAT'S WHERE THEY TOOK IT FROM!! NOT ALLOWED!!! I then tried to apply it towards a payment --- BALANCE EXCEEDS THE $25.00! NOT ALLOWED!!!
Evidently the only way I can apply it is if I make a purchase (on which I will be charged interest) or if the remaining balance is $25.00. Since Synchrony bought these loans from PayPal they have become loan sharks. Whether it does any good or not, I am reporting them to the BBB & the Treasury Dept Comptroller. You can download a complaint form by searching "who regulates credit card practices." They say that consumers were notified of these changes when Synchrony took over -- I can find no such document. My goal -- pay them off, close my account as well as any other Synchrony accounts. They are building a predatory monopoly by buying out store cards. Just look in your wallet.

Another dissatisfied customer of PayPal. They monopolize the market and then abuse their customers. Their “hold policy” on funds after a transaction was made and buyer is satisfied but still hold the money. I’m pretty sure they collected their fee and added to their bottom line which I believe is a federal trade commissions violation. When I call to ask about the funds, they give me a bogus read response. They don’t care about you! Avoid PayPal.

We booked a London car service to go to Gatwick Airport. We paid by Visa through PayPal portal. The payment went through and we received confirmation our payment was taken by PayPal, but never got confirmation from the cab service that our car was booked. Phoned the car service. No record of our booking. Advised to contact Paypal. Called, spoke to operator for 20 minutes then a supervisor came-on the line. Explained the whole issue again providing credit card info, and the Paypal reference number and he continued to ask our account balances and then hung up, and he had our number to call back so he clearly hung up on our complaint. PAYPAL service sucks.

Do not trust PayPal to be on your side in a dispute. They will do their job in protecting you! Had open shut case in my favor for item that didn't work. Had contacted seller trying to return items which where guarantee but got a runaround so I disputed charge. For some reason PayPal said because they didn't work was not enough to decide in my favor! DON"T TRUST PAYPAL.

You only find out about a bad company when you have problems. My account was hacked. Someone ordered an expensive item to be shipped to an unauthorized address to a name that was not mine. PayPal should have stopped this but did not. I got the runaround from PayPal and they said it was an approved transaction. They said they would call the vendor but did not (I did instead). This company is a shell. I am actually better off going direct to vendors as my credit card company can void these transactions directly.

DO NOT USE THIS SERVICE. I have to refund all the money I've received from them now and use Stripe or another service. Absolute joke. Absurd customer service. Being placed on hold for half an hour and then being completely useless. My funds are on hold and when I ask their customer service reps they keep telling me to visit the resolution center and provide no other information. I already did that, that's I'm calling you now. Keeps giving me roundabout answers that don't help. What is the point? You're just wasting both our times. I asked to talk to a supervisor and this guy said I can't do that. Customer service rep name is Al. His employee number is #**. He and the other reps I've talked to should not be working anywhere.

PayPal has lied to me and when I called they could not answer my questions. This was a lie and I still haven't received my money way after the item was delivered. From PayPal: "You have successfully updated shipment information. You’ll get your money within 1 day of delivery." Yeah, that did not happen. Seems pretty sketchy to me. PayPal should follow through on things they put in writing. I would have not had PayPal tell me anything, rather than lie about me receiving my money. I will no longer be using PayPal.

Hi I am not happy with PayPal decision regarding to a dispute. I have purchased a custom t-shirt at a online website that allows you to upload a photo for it to be printed on the front of the shirt. Upon doing so I have sent the seller an email asking to simply not crop the photo and to have the entire photo on the shirt. Seller responds saying they'll honor this request. Several days later I received my shirt in the mail and the photo the shirt has been cropped! Unimpressed I emailed the seller informing them that I was not happy with the shirt.
Seller admitted they made a mistake and offered a 20% refund or free replacement, so I chose to go with the replacement as I found that the 20% refund is an insult. In the middle of exchanging these emails I've decided to open up a dispute at the PayPal resolution center in order to protect myself. A couple days later seller emails me asking me to close the dispute and they'll ship out the replacement shirt. I emailed back requesting a photo of the replacement shirt and that if I am happy with it, I'll close the dispute. Seller emailed back saying they cannot do this as the t-shirt needed to be produced and will do this once dispute is closed.
I emailed the seller back stating that I have changed my mind and like a full refund instead, got emailed back saying they cannot issue a refund and to let PayPal resolve the case. A couple days later I get an email from PayPal saying that the case has be resolved in the seller's favour! What!? As far as I am aware the ACCC explicitly states that if a product is not what you purchased I am entitled to a repair, replace or refund. I have emailed the ACCC explaining what has happened along with photographic proof of the incorrect t-shirt and email exchanges between me and the seller. I am currently awaiting their response. I've also emailed PayPal asking why am I unable to appeal their decision as the option to do so isn't available on their website, yet people were able to make a appeal in the past. Not happy Jan!

Due to my daughter's chemo/radiation treatment, she lost her hair so I purchased a wig for her. I used my PayPal account to make the in which she reimbursed me. We received a wig that was very poorly made. The top of the wig had huge bald spots, the cap was pieced together and the back of the wig was glue on instead of sewn unevenly. The item is unusable so I filed a dispute in favor of the company. Therefore, PayPal allows the companies to deceive the customers so they can the amount on the account for the bottom line. I don't know if PayPal has a quota in Resolution Center but apparently I having to pay for it.

Called in and wanted to close my account, and PayPal told me that you cannot close it until I provide certain information they need, which is quite inappropriate to enforce the power of big corporation in order for them to collect data of the consumer. Our website virtual Terminal couldn't work for a year. Hard to find a tech support, we have to register account in their tech support, then attached the pictures otherwise they cannot solve issue by what you say. We sent out everything they need 5 days ago, we were told it was their system caused, and they work on it. While, we are waiting, then we found the PayPal Shopping Card Suddenly Not working Either... Customers cannot make orders online. Well, according to the customer service people suggested, we used PayPal Invoice to send to customer to make a payment. But the customer found out they cannot make a Payment by PayPal Invoice either.
So, the Old issue not solved yet, New issue happens. 5 days we lost 3 customers. And we don't know when they could solve these issue. The issue is caused by PayPal System according to their reply. The Error Code for the Issue is 10001. 3 customer service people on the phone said this was caused by PayPal System. How long we have to wait, we don't Know. We never have trouble with PayPal until they upgrade their Website 2, or 3 years ago. So sad to see their system trouble.

I ordered clothes offline and they sent me sizes that didn’t match their size chart. However, I received items so PayPal denied my claim. They state they will protect you if your item isn’t what was described. Apparently, missing fabric is ok.

I purchased shoes via PayPal at a site that guaranteed 100% money back satisfaction guarantee. The shoes did not quite fit and I attempted to return them but to no avail. I contacted Pay Pal and provided them the details of the transaction and they denied the refund. I had 100% documentation and timelines including a copy of the guarantee. They refused the dispute because I still had the shoes even though there was no way for me to do this even after several attempts to use the merchant. Don't use Pay Pal for internet orders under the assumption that they provide some purchase protection. They do not.

If a seller ships an item to the same city and zip code, PayPal considers this delivered and will deny any claims. I made a purchase from Pamona, CA and the shipper did not send anything. I filed a dispute and PayPal says the package was delivered to the city and state that I live in... so case closed. They provide a tracking number, but it was for a complete different address that was a couple of miles from my address. So you order something expensive, the shipper ships a blank envelope or in this case a 4' tube to some other address near you, your accounts have the money taken and you have no recourse. Sounds like a solid scam to me.

I have been a PayPal customer for over 7 years. I had made a transaction with a merchant for $300 on PayPal using Friends & Family, despite a part of it being through my bank balance. PayPal refuses to comply and offer a refund on anything, despite me having succinct evidence of a scam occurring and me never receiving the services I had paid for. Moreover, they continually deflect the fault and refer me to my bank, when my bank has clearly indicated that PayPal is responsible for buyer safety and SHOULD refund the money as it is clearly fraud (I even have logs and a police report). Now I am out $300. Awful.

Even though I've been a customer PayPal for five years they insist on having banking information even though I have all of the information linked manually. They insist on pictures of documents. But if that picture is not their satisfaction their website will merely State under review they will give you no indication by email or text message of if there's an issue and if so what. And once you call and find out you go to log on to try and resubmit new information will not allow you to. I've been waiting for my money for 2 weeks and they're telling me is going to be another 3 days.

Please don’t work with this company. Trying to get your money is like pulling teeth. It takes months. I have had multiple occasions of selling an item through eBay with PayPal and it is alarming how long they take to pay you. Don’t even bother calling their customer service about getting paid because they don’t care. The last item I sold using PayPal I ended up calling the buyer and having them call PayPal to get me paid.

For sake of humanity, please DO NOT use PayPal service. PayPal suppose to make us human more convenient to sell and access money but the fact that they have their own policy to followed, which the policy is for their own good but not for everyone convenience it makes me harder to get the money that I deserve. I sold stuff from eBay for 199. But on my PayPal account only showed 192.65 (which I paid PayPal service for 6.35) but I can't access that money because PayPal need to review my account. I provided all the information they asked me. But I still can't access the money until their team approve all documents I provided.
Now I need to rely on their crew to access my own money, the money I deserve by selling my stuff that suppose to be 199 not 192.65. So why do I need to pay for PayPal service? If PayPal give me service I don't mind pay. I don't even get service. Whenever I called customer service they don't even helped me. All they say is the system won't let them help me.
It raise a question on my head that we human create a system/robot to assist us to make things much more easy to do. We build/create system to helped us not to tell us what to do. I called all the customer service representatives from all big company. And trust me, talking to those people make me feels like I'm talking to a robot. Because no matter what I told them, their answer nothing but if I could help I would, but the system won't let me do it. That's not an answer for me because in my opinion we build a robot/system TO HELP us NOT TO TELL us what to do.
Do all the customer service representatives already meet whomever they're working for? If one day these people found out the PayPal owner/system builder turns out an artificial intelligence, will they feel guilty of whatever they've been doing? Because they've been following what Artificial intelligence tell them what to do? Instead of they (human) use their own judgement using their feelings and brain (the most important things that define us as human) to make decision, they just follow whatever robot tell them what to do?
I just want to say please be wise and realize this: We human will definitely survive if we help each other. We will not survive if we become selfish. Every human have the right to live. That's why sharing is powerful things to do. If someone screaming I have an extra money and who need it? Will it be better for us to ask each other whomever need the most get it or will it be all people that still have money tell that give me more money because I need it? Please remember what's right and what's wrong things to do. Society may push us to follow the rule. But again who make the rule? Are really can trust this rule maker to control what we do in life? Seems to me the rule maker, make rule just for their own benefit, and never crossed their mind that the rule suppose to make for everyone benefit not only specific person benefit.
In my perspective we human already lose our humanity that define us as human by just following the rule. Now do we even know who makes this rule? Or is the rule we followed will benefit our race which human race? Or we just do not care about all that as long as I'm still get hired for my family to live. This is just a small example of us following system rule. If one day the system tell us to kill other human, should we follow that because the system told us so without using our precious gift (brain) from the real creator to decide why should I follow the system?? Hope this open human's eye and make them realize that we becoming a system by following whatever system tell us what to do.

Called customer service and looks like the transaction that I was charged for didn't show up on my account summary but I was able to find the receipt for that transaction that paypal ended up paying for and later charged me for.

So i recently ran into a problem with PayPal. They charged me a $25 “correction” fee so I called customer service and was transferred to 4 different departments. Finally when they transferred me to accounting I spoke with a women there who said that the correction fee was from a purchase I made back on August 13 which sounded logical and she also stated that a mass email was sent out letting everyone know about the correction fees. So I believed it and hung up but then I decided to look at my transactions from August 13 and the amount did not add up.
So I called back again, got transferred another 4 times before I finally got with the correct department and I explained to the guy on the phone that none of the transactions added up. He then said that it was a “mistake” on their part. So I asked how do these “mistakes” happen which of course he didn't have an answer to that question. He said that I should be getting it refunded back to my account which would take a couple of days. So for those of you who don't watch your account regularly like I do beware of these so called correction fees!
