I made a purchase and received the wrong item. I contacted PayPal to file a complaint thinking it would protect me. I then contacted the seller and sent the item back. I received confirmation that they got the item and the refund would be processed within 2 weeks. Well it's been almost 2 months and still nothing. The seller says they sent the money back to PayPal, but PayPal says they didn't get it. When I ask what happened they say to contact my financial institution. I told them that they are my financial institution seeing as they took it from my online balance. Their answer was, "I do apologize." How is that an answer? I'm out over $314.00 and they say they're sorry. Well, I'm sorry, I'm done with them. There really needs to be some sort of class action lawsuit against PayPal as it appears that there is a pattern to this. I will not be buying from eBay anymore either as they are affiliated.

They locked down payments and kept all the funds in my company account and I called and was told after reaching the highest supervisor available to e-mail them and they will reply within 180 days. I have to remove any logos and PayPal symbols from my website!! This a is a copy of the only information they would send! "You can't use PayPal anymore. At PayPal, we value a safe community for our customers to do business. We noticed activity in your account that’s inconsistent with our User Agreement and we no longer offer you PayPal services." Any bank or credit card information linked to your PayPal account cannot be removed nor can it be used to create a new account. You can still log in and see your account information but you can’t send or receive money. Any money in your balance will be held for 180 days, after which we’ll send you an email with instructions about transferring your money. Reference ID: **.

This platform allows me to send and receive money from anywhere in the world, is very secure, I can use it to pay for products or services on many pages, and I am satisfied with the benefits they offer me, I can use it from the website or also from the app, which makes it much more practical to send money and verify that I received it.

I trusted PayPal’s guarantee so I used it to make a small purchase (under $100) of 2 items. The UPS tracking number confirmed that the items were delivered so when I called after these didn’t arrive to my home, UPS could only inform me that the items were delivered to a business address that was not to me or to my home address. The seller did not respond to several attempted email inquiries so I turned to PayPal to request assistance for a refund if the seller would not resend the products. PayPal denied to honor their guarantee to refund me the money because the seller provided them with information that the products had been sent and delivered—yes, but not to me and not to my address.
I believe this is a scam business using PayPal to facilitate these small transactions. I will gladly pursue this with interested legal authorities. Imagine how much income may be “earned—STOLEN” by accumulation hundreds of such “small” transactions. Shame on PayPal for perpetuating this with their false guarantee that I trusted and that ultimately and effectively did wrong by me and, I would guess, wronged others in this way. I canceled my PayPal account immediately although I am sure, since I am only one person, they don’t care. After all, it wasn’t their $100 bucks.

Two charges were made to my son's account thru friends & family. Thought PayPal backed everything. My son received nothing and PayPal states they do not honor anything thru friends & family (would like to see that clearly stated on their site as I advised my son to purchase thru PayPal as they will back anything up). Would have been better off just going thru the bank and they would have honored the fraudulent charges. Very disappointed with PayPal. They stated they put a restriction (?) on the scammer's account but are allowing him to still be in business. Account is thru Tymond ** in California.

Accidentally made a payment transfer from my bank account to my PayPal account. I immediately tried to call to resolve the issue and after battling with their terrible robot for 20 mins only to hear there was over an HOUR wait time to talk to a representative. I opted for a callback. After two hours I checked my phone to see no call back but by then the main office was closed and I was already flustered. I tried to call the next morning and after a 30 min wait, learned that there was nothing they could do and had to call my bank to block the payment. So after having the payment blocked, PayPal charges tries AGAIN trying to make the payment and after it is clearly not going to go through, takes all the money out of my account via insufficient funds attempts and leaves me with a bill to pay THEM! So now I'm stuck trying to pay off their charges that I had assumed were already cancelled.
This is not the first time I've had to deal with PayPal's ridiculous wait times, charges and ability to nothing but take money out of my account, but after this is paid off I will be switching to a more reliable and efficient company like the the Cash App. The fact PayPal has no way to cancel their transfers from your OWN bank to your OWN account and then on top of that will have you pulling your hair out with their unreliable phone system has been more than enough stress. This company is not worth the hassle or time anymore. Because of them I'm broke until payday, on pregnancy leave early due to stress and Pre-term risk and they STILL are trying to charge me for their own inadequacy. They used to be great, but they have definitely fallen through the cracks these past years. Would not recommend to anyone that has time frames regarding their money as they do not care for your time. ONLY your money and how much of it they can siphon out of you.

The once easy to send money via PayPal became a nightmare now. Nearly every of my transactions is on hold until they get more information (like private information about people to whom I send money). It looks like an illegal way to get personal info from their customers by holding their money hostage. I am absolutely dissatisfied with such malpractices and close all my PayPal accounts to switch to their competitors ("Google Wallet", "Wepay", "2Checkout", "Intuit", etc.).

After blocking our account, they said we could receive our money in 180 days, it’s not true they never let us withdraw our money so we contacted the police in Luxembourg to report paypal. We called them 50 times, they never tried to help. Yes on the phone they say they will but they never did nothing. They may hold the money of hundred thousands accounts. Report Paypal, ‘cause they are a fraud when they act like this.

The wait for your own money is unreal. PayPal is a joke. They advertise 2 days sooner on your direct deposit but in fact I get it on my payday very very late. It's been 6months of the same thing late direct deposit. Considering closing my account.

Dear PayPal, You failed me as a customer. Your duty is to protect me and transactions I choose to make through your service and you decided to protect scammers! I received incomplete order, it is not right to make me pay for shipping and even more so to China even though came from California. You lost the customer and gained bad review. Had an account since 2012. Never needed any help till few days ago when I noticed 4 unauthorized payments on my account totalling 200$. I quickly changed password and opened case with the resolution center for a refund but guess what? They REFUSED and told me it is legit and I bought it. After 7 years I get hacked and I get blamed... I called also and they refuse to help me. I insisted they check the IP addresses of the purchase but they don't do anything.... This is absolutely the worst customer service imaginable. Never using this thrash again because they care ZERO about the customer. Even if you are with them for 7+ years with no issue they call you a liar!!!

After over a decade of being a customer I have closed my account after they continually charged my previous bank account, even though it had been updated to a new bank account and set as my primary method of payment. After weeks of going back and forth, via email and telephone ...I am left with a charge of $540 they refuse to refund because of their error. Disgusted. They completely wiped their hands clean of it all and gave me some typical, blanketed reply that more than likely is from one of their training documents. They couldn't even review the previous emails, and what previous representatives stated, they contradicted themselves from email to email. So ridiculous that a company can get away with this and the consumer is left footing the bill. I would rather buy prepaid cards or gift cards, will never ever deal with them again and will continue to tell everyone I possibly I can about how unorganized and useless they were in my situation.

I used PayPal personally for about 7 years. I started a business and it was a no-brainer to use PayPal to send invoices and collect payments on my website. This started in 2017. Everything went smoothly, only had one dispute which was settled long ago. Out of nowhere, they put permanently limited my account without any explanation besides that I violated their Acceptable Use Policy. I read it, I didn't violate it. Called, first person who I talked to was decent and took a look at my site and he himself couldn't understand why they did that. He just said I had to email aupviolations. I did. Almost 2 months ago. I've called multiple times, their reps are rude. Their violations department cannot be bothered to reply to an email with a simple explanation. Completely useless company with idiotic employees.

We sold a vehicle on eBay and the buyer paid us through PayPal. They froze our account and said it may take up to 6 months to resolve. They said we could reverse the transaction and when we did they charged us again. Ll toll. They charged us 1400 dollars and we never received the payment. Buyer finally got the money back days later and transfer it via wire transfer. I can not believe this company can exist in the US.

I ordered an item online, the seller turned out to be fraudulent. Paypal does everything in their power to protect the seller and the buyer, just has to wait. In the meantime your funds are in lalaland, and it is up to you to get a replacement item somewhere else and if you were counting on a timely refund, forget it. The process takes up to 30 days. It is a safe harbor for scammers, because they can collect payments and your CC information and be gone, by the time their resolution is completed.

So everyone who has a good experience with PayPal has probably not had charge backs and really tested the PayPal seller protection that they claim will protect you as the seller. Just had a buyer decide after 3 weeks they wanted to claim the transaction as unauthorized PayPal immediately sided with them and gave me a negative balance. When I called them they transferred me 4 times, no one who speaks English well and told me I wasn't covered even after sending in the proof they required to investigate the transaction. Keep in mind I have had my PayPal account for 13 years. They don't care how long you have been with them. If someone decides they want to charge back you can just spin the wheel and see if PayPal will cover you or not.

I used PayPal to order online. Well the items were not what was promised. I contacted seller who wouldn't give me a refund or pay for return postage. PayPal stated I had to return the items. So I did and then they say it was the wrong address. It was the address that it was shipped from. And I never got the package back. So PayPal says they can't help me. So I'm out the money for getting it shipped the first time, shipping it back, the money for the items and the items. I thought I was protected by using PayPal, boy was I fooled. And I think PayPal is in on these scams because PayPal was the only way to pay on the site I was ripped off on. Bad business, very shady and not to be trusted. I will never buy anything with PayPal again.

No option to speak with anyone in United states. They require access to your bank account & photo I.D. They have all your info...perfect for I.D. theft and fraud. You will speak with people in India & SE Asia who now have all your info and picture. Will take hours to resolve a minor issue. You cannot pay with an independent CC. I rate this company -1 & I have exceptional credit.

Somehow my account was hacked and had to wire transfers for small amounts, thank god. I file a dispute, change my password and I all got was “Your transaction history is consistent.“ Wtf. I haven’t used PayPal in over a year, how is that consistent?? **. Stay away!

Every time I requested a check from PayPal for my available funds it took more than 10 days to receive my check. Funds show processed on the day of my request. Entirely too slow. In my experience when I sold items on eBay it took ~3 weeks to receive my check.

This is the worse company you will ever deal with. A buyer buys my item. I ship out instantly. The buyer gives me a positive feedback. 2 weeks later buyer says they didn't authorize payment. PayPal takes the money from my account and I lose money and item.

I used PayPal to complete an online transaction. The company charge me for two duplicate orders-1 item they said was out of stock. After they refused to cancel one of the orders I ask PayPal to cancel one of the orders. Although they can see they were duplicate orders they said that because of their new policies there was nothing they could do. Only the seller has the option to cancel. I have had a PayPal business account for 7 years and I've never had this problem. I always felt very secure using them until now. There is absolutely no protection whatsoever for the buyers since their new policy change. You would be better off to use your credit card and get better service. After this incident I closed out my business account. Their policies are horrible and so is customer support.

If they bounce a check when sending you money they will wait up to 3 weeks to give you the money even if the money is in the account the next day. You always get a different story when you talk to a different person.

Paypal withheld funds from an ebay sale I made. It was $135 after they took their fee from it. I called them and asked why there was a hold on it and they told me that the tracking information wasn't uploaded to the transaction on paypal. So I go and log into paypal and click on the transaction and tell him it's showing it on my screen (I always purchase shipping labels on ebay for the discount and it automatically uploads tracking information to paypal). He told me it's not showing on his end and that's probably why there is a hold. So he asked me to give him the tracking number and I read it from the paypal transaction page and he entered it in. Then he tells me that it should take 24 hours and the funds will be released. So we hang up and I wait the 24 hours. The next day, a couple hours after the 24 hour deadline, the hold is still there. So I tried to call back and they were closed.
I decided to call ebay and ask them if they knew anything about what was going on. The kind lady informed me that she didn't know. She told me the transaction looked good on her end and that it must be paypal. She looked over my account and told me it looks great...I'm an established seller, 100% positive feedback, above average quality. She saw the tracking information and where it was located at the time. She told me to call paypal back the next day (today) and put ebay on a 3 way call so they could reiterate there was nothing wrong with the transaction and that there shouldn't be a hold. I thanked her and waited until today to call paypal back.
Called paypal back in the morning and asked them if it was okay to put them on a 3 way call with ebay and they agreed. Got a wonderful lady named Paula on the phone with ebay and she talked to the paypal rep about the transaction. She told him it all looked good on her end and that my account was well established. She recommended there be no hold on the payment. At that point we agreed that was all we needed from her and let her go off the phone call.
After she hung up, the paypal rep told me that even though my account is great, my record is clean, and that I've been a customer for 14 years, they couldn't remove the hold. Instead of the reason being the missing tracking information, he told me it was a "high risk" sale because it was a laptop. I told him I've sold several laptops, tablets, and cell phones over the past year. He said it didn't matter, he had no way to take the hold off. So I asked to speak to his manager.
His manager got on the phone and was immediately rude to me. Before I could finish telling her why I was calling, she stopped me and told me that she's not going to remove the hold. I attempted to explain to her that I've sold several laptops over the past year and that I've never encountered a shipping issue with one but she didn't care. She told me it doesn't matter what I say to her, she's not removing it. I told her I wasn't hanging up until it gets resolved. She said "Fine, we can talk about anything you want. But I'm not removing the hold. How is your family?" So I snapped back and asked her if her family was proud of her screwing over ordinary people. She said they were. I asked where she was located and she told me she's in the Philippines and she's very proud of that. So I told her "That’s fine with me, I just don't think you understand how hard it can be for people to make it in the US." to which she replied "it doesn't matter to me".
So I asked her if paypal minds having long time customers flee the service and she told me "it might be better for you if you just close your account". So I told her that is exactly my plan. Then I asked to speak to her manager. She put me on hold for about 10 minutes and I waited. Finally another lady picked up the phone and I told her what was going on. She told me the exact same thing the other two did, that she could not remove the hold on my money. I told her about how rude the last employee was to me. She gave a simple apology and said there's nothing she can do. They beat me. I gave up on the conversation and the hold is still on the payment. Once it's removed I am untying all of my information from my account, taking all my money out and closing it. Ebay is great. Paypal is a horror show.

It has been nearly a week and PayPal STILL hasn't done anything to help me resolve my complaints! I've had a PayPal account for years and simply want to transfer my available funds from MY OWN PayPal account to my other PayPal account... They said I can't do that because the one I'm sending from is not fully verified. I've sent them my driver's license and proofs of my customers purchase, yet they say I'm not fully verified.
BOTTOM LINE is that's MY MONEY and I should be able to move it from one of my PayPal accounts to the other (PayPal to PayPal). Now, after talking to Customer Service for 3 or 4 days straight, they told me they could help me and would get the balance transferred to my card for me... THEY LIED!! They came back on the line and said they tried and the system has blocked my account from any transactions now because of their attempt. I'm SICK & TIRED of not being able to access my own dang money!!! PAYPAL SUCKS AND SHOULD BE PUT OUT OF BUSINESS!!!

There is something strange happened to me with PayPal. I use PayPal to buy an iPhone XS Max in eBay. Due to some reasons, the seller doesn't want to sell it anymore. So she refund me to PayPal. I got the email from PayPal, said that I got the refund from seller. But in my PayPal account, I cannot see the transaction nor the refund. And after several days, my credit card pending transaction was posted. I have to open a dispute in my credit card account to get the money back. After about 20 days, the dispute was resolved and I get the money back. But until now, I cannot see the transaction nor the refund in my PayPal account. I decide not to use PayPal in the future.

I notified the Resolution Center re. Berrylook.com, a clothing company that has had so many complaints (an "F" rating by BBB). Can't believe I didn't read the reviews before ordering from them. Long story short, the merchandise was awful and Berrylook won't provide a refund. After numerous emails without success, I notified the Resolution Center. PayPal has had an extraordinary amount of complaints about this company but they didn't go to bat for me. They denied my claim stating that I didn't provide documentation that I shipped the purchased items back to Berrylook. I sent them pictures of the UPS receipts with tracking number; I don't know what more they could have wanted. When I questioned this they sent the same form response. So sorry their work practice has gone down so far.

For almost 4 months PayPal has blocked me accessing my funds and their reason being to authenticate my account. I continue to give them my passport and company registration papers of proof of authenticity and yet they still continue to keep my account blocked. The service people keep changing and no one seems to know what is happening. I keep trying to get a contact person and ask them to share a number and they refuse. I am at a loss as to know what to do as there is a large sum of money sitting with them. I have been using PayPal for years but after this experience I am unlikely to continue... The customer service centre is 1/10. Dreadful! Has anyone else had this experience?

First Paypal has blocked my account for no reason and then they informed that my account will be activated after 6 months. I had a balance of $13000. And when they unlocked my account it showed "0" balance on my account. After calling them they said, "you get a penalty" but did not explain the reason. I had other accounts with a small amount that they did not freeze. Paypal is truly an untrustworthy company. They steal your money if you have a huge balance and they also don't justify it.

I did 2 DietBets and won them. When it came time to receive the money, I tried to transfer it to my account. I kept getting an error message on their site after several days and several tries. I finally requested a check be sent to me; which was supposed to show up in 7 days. I forgot about the check for a while, but when I realized it hadn't shown up I contacted customer service. I was told they would cancel the check, then return the money to my account. At that point I could request another check be sent to me.
After waiting for the credit to show up I contacted customer service again. The new operator says she could see no notes of that conversation and promised to look into the situation. Today I get a message that they are mailing a copy of the check to me to verify that I hadn't signed for and cashed it. Why would they mail the copy of this check rather than message or email it to me? As soon as this is resolved not only will I close my account I will also never do business with any business that requires you to use them.

I have been selling for eBay for about 6 months. In order to sell on eBay I was told that I was required to open an account with their partner PayPay, so I did. Everything was fine the first couple of sales. eBay would release the funds within 24 hours after the buyers would confirm their purchase with eBay. Then I would do an instant transfer of the money from PayPal to my bank card for a fee of about $5 for every one hundred.
When I looked more into the fees, I saw that PayPal was already collecting a fee for receiving my payments, then collecting another one for transferring my money to my bank. This on top of the 10% their eBay partners take from each sale. Insane! I opted for the bank account transfer instead which is supposed to be free, though it takes 3 days.
The minute I changed to the free transfer from PayPal each time I requested a transfer I got an alert stating that for security reasons money transfers were routinely placed under a review hold for 3 days. Then they would release the hold unless there was a problem then they would contact me. Well, there never was a problem, just an annoying delay that would cause my money to take about seven days to be transferred free into my bank account. I figured I was being punished for opting not pay additional INSTANT TRANSFER fees.
This went on for about 2 months. Then on my sixth month of selling with eBay I had 4 sales in one week that totaled about eleven hundred dollars. Everything seemed fine, I provided the buyers with their requested items, they provided confirmation on eBay that they received their purchases and eBay released the hold on my funds within 24 hours... However PayPal still held onto my payments received claiming the buyers needed to confirm they received their purchase with PayPal that the eBay confirmation didn't matter to PayPal. That was the first I've heard of that. On top of this new B.S. they were dishing, they said buyers could only confirm with PayPal if they had paid with PayPal funds, if they had paid with a credit card then there was no way for PayPal to release the funds until after 21 days.
Complete B.S. They sprang on me all those new obstacles for me to possibly get my money but really wait 21 days. I was tossed back and forth between the eBay and PayPal evil partnership until I was simply told by PayPal that the only way to get my funds now was to contact my buyers and ask them to SEND ME THE MONEY VIA THE SEND MONEY OPTION ON PAYPAL and simply refund their initial payments and cancel the eBay transactions. I asked, 'Wouldn't that mean leaving your partner eBay out of the transactions, I mean it'll be as if there was no sales. They will get no fees?' They said, 'Yes that's right and there would be no PayPal fees to you for receiving money.' I said, 'That sounds disgusting, I would not do something like that to my partners, let me check with eBay and see what they say.' I have it all recorded on my end just as you do PayPal.
I called eBay and they were completely impotent to help release my funds from the grasps of their partner PayPal. They just continued the runaround of 'It's not us. It's them holding it, Oh Wait. It is us. Just wait 24 hours,' again and again and again... I thought it is disgusting to cut your partners out but when they behave disgustingly it is appropriate.
I canceled the eBay transactions and refunded the PayPal payments, then I contacted my buyers and as PayPal instructed me to do, I requested then submitted their payment using the SEND MONEY OPTION on Paypal which seemed to have a fee associated with it for the sender, of course! Not wanting my buyers to pay additional fees, I provided them with a second option, to pay through A SQUARE.com INVOICE. I've been using Square as my merchant processor for decades without an issue. They have low fees and are secure and professional.
-A real merchant processor would never hold onto funds for any amount of time to protect against chargebacks, that's ridiculous since with some credit card offer chargeback options for up to 3 months, 6 months or indefinitely like American Express... If that was the case a seller would never get paid. With a Square invoice my buyers simply would submit their payment online at no additional cost to them and I would receive my payment immediately.
However, despite the notification to my eBay buyers that their first method of payment had failed to reach us, and as instructed by PayPal they needed to submit the payment via the PayPal Send Money option or through the Square.com option we provided them, they have still not paid. I'm preparing to take them to small claims court and will be adding all the extra costs to their final bill. I suppose they think that they can use my product/services then not pay me, all under the umbrella of PayPal and eBay. I think not. It'll be these individuals' names in the lawsuit, their names in the court summons and in the warrants if they choose not to show up for court. In any case I'll be dealing with the individuals not 2 large foreign companies owned by Arabs.
As for PayPal and eBay, at least I can rest assured that those 2 dogs did not got to feed on my sales, both had to refund their cut. I will never sell on eBay again. They still claim I owe them some $40 on seller fees, but how could I possibly pay them if their partner PayPal never paid me. I don't think so. What goes around comes around. eBay, PayPal and Venmo are owned by foreigners. How did Americans give so much power to Indians and Arabs over our money, our sales, our transactions? It's sad that we can place more trust on these foreign unaccountable companies than on each other Americans. Luck!

Worst company in business. I opened a PayPal business account because I'm a contractor and from what it appeared to be before I signed up a great way to manage payments from customers and invoices as well. I'm a general contractor and typically have several thousands of dollars cycle through my business account for various things. The first order of business I did with my account was received a payment of $3500 for a job then $500 then $600 all within a couple days then I went on eBay and purchased a new carburetor for my custom built 1977 Harley Davidson Sportster for $600 and some mirrors for $30 from eBay.
I also transferred $1000 to one of my employees and they froze my account due to suspicious activity of having very large transactions going through my account which if you know much about construction 600, $1000 or even $3500 is a typical every day transaction when you're buying materials and supplies for different jobs or hiring subcontractors like a plumber or HVAC guy to do something you need a licensed and certified person to do etc. So I had to send them about 10 crystal clear pics of my ID and a detailed explanation of my account activity which in reality is really none of there business unless I'm doing something illegal which I have not done at all. And it took them 5 days to finally review the information and let me have access to my account again.
I then used my card for some gas, some lunch and other random things then I made three trips to the city dump and paid with my card because I was cleaning up a job site getting rid of the trash. On the 4th trip my card was declined with over $2300 in my account of available funds. They apparently froze my account again and flagged all three trips to the dump as potential fraud. What someone could consider being fraud about a contractor going to the city dump during normal business hours during the week I would really love to know. Both times they said in big huge letters that they would only ever ask for that information one time. My account was only accessible for less than three days before they froze it again. Luckily I had just enough cash to cover the. My account is still frozen and their support system team is a complete joke. They don't offer any helpful solutions or even try to fix anything wrong with my account.

I’ll start by saying I’ve been using PayPal to send and receive funds for many years without any problems, so this particular problem was shocking to me. My check had to be deposited into my boyfriend's checking account for the summer, so he typically sends me the money through PayPal because they have a family and friends feature. It is always done as what they call an instant transfer, which means it is received the next business day.
This time, however, without any notice or warning they did the transaction as an echeck, meaning they hold my funds for 3 to 5 business days. I was annoyed, but fine. The money was supposed to hit my account on July 31st. It did not. I called the next day with my concern as this is my entire check for the month and I have bills to pay, groceries to buy, etc.
I was told by the customer service agent that the notice is not always accurate because it can take an extended 7 days, meaning I would not get the funds until August 6th, a full 12 days later. I asked to speak to a manager because this did not make sense. She refused to transfer me to a manager until I started completely ignoring her attempts to repeat the same information to me. I had to ask 5 or 6 times to be transferred.
It was no better with the supervisor. They did not care about the inappropriate behavior of the agent. To make things worse, she told me information that did not match the agent's explanation at all! No-one was able to figure out where my $1500 was and when I would receive it because the funds were tied up with their clearinghouse, which she said they have no way to contact. My funds were eventually deposited, but I now have a very different opinion of PayPal who I always trusted with my transactions in the past.

Case **. I have used my PayPal linked to family's eBay long time - 12 year old sales account ** and I have been successfully been selling vintage watches for the past 3 years (you can check all that), but it seems I will no longer do It. It is true that I’m living in Brazil although I graduated in Notre Dame, IN and I work for Citigroup based in Manhattan, NY.
I understand PayPal’s need for holding funds for credit card chargeback purposes, however a review of my account history for the last years and 12 year eBay account will reveal a very high customer-satisfaction rate, ZERO chargebacks. I just had one PayPal dispute that I refunded the product without even receiving it because I wanted the client to feel I was honest - you can even call him to check this also.

I was told by a representative of PayPal, name unknown, that they could not do such a thing. The representative and I argued back and forth and I said that I have never heard of a company that could not remove someone's personal information at that person's request, once identity is established. We are a registered charity with the government of Canada. We have been trying to resolve our PayPal Donate button issue for over a month with PayPal. We operate 100% on donations and Paypal is NOT allowing people to make a donation to us through our website. We have provided countless documents, have called in dozens of times - we've been told by everyone we speak with that they agree it is a bad process - and yet, our charity is who's suffering.
Now - they are requesting PERSONAL banking information from our board. T4's or account statements or they won't give us our donations and won't un-freeze our account. Why?! Our charity bank account is linked to PayPal - not our personal accounts. This is absolutely unacceptable for a company such as PayPal to operate this way. All registered charity information is readily available and verifiable online. AND we've provided countless documents they've requested. We have drawn the line at needing our personal banking details. The only ones suffering are REGISTERED CHARITIES. Despicable PayPal.

I sold goods through eBay and the buyer paid me through PayPal, two months later the buyer submits an unauthorised transaction claim and they refund his money. I have lost my goods worth £400 and they even have the cheek to charge me a £14 fee. I have used eBay for over 15 years without a single negative review, I also gave PayPal proof of delivery and that the buyer had activated the item. I have been receiving money from my acquaintance on average once a week. Varying dollar amounts from $25-$1,300. I use Paypal because my bank doesn't allow incoming transfers from another bank. I have never run into the following issue. My associate wired me $1,200 on July 30th, 2019. I (as is my usual practice) requested the money be transferred to my bank which is linked to Paypal. This time, it was marked denied.
I tried again and it was listed as "pending". I googled it and found that they often freeze a transfer and won't release the funds for 3-5 days. I contacted PayPal by phone and got a scripted response in which I was told that it's for compliance and it is out of their control. Later, I sent an email to PayPal asking for a deeper explanation, and they replied the same thing... It's to be in compliance and that there was nothing they can do, although they are the ones doing the clearance process. I replied asking to whom are they staying in compliance with? I also asked for proof that they were not using that money to gain interest while it's pending. They have not replied to my questions. I called back and requested that my money be released from the pending transfer and put back into my Paypal account free to use on a purchase from an eligible merchant who accepts PayPal payments.
The woman I spoke to on the phone released my pending hold and I logged into PayPal and it showed my money was not pending and available to use through PayPal. I tried at least 20 times to make the purchase and PayPal denied me every time from making the purchase. I tried a different phone and then I tried a computer... PayPal would not pay for my purchase although it clearly showed the money was available to use through PayPal. I feel like they have hijacked my money and they have refused to work with me or help me, the only offer the scripted response and will not reply with compassion or understanding.
I requested to be shown where I was warned and agreed that at any time they can hold my money for 3-5 days.... no response. I initially wanted a clear explanation as to why my account was flagged, but now I'm livid, simply want my money as quickly as possible so that I can cancel my account and find another way to receive money from my acquaintance. I truly feel that they are simply riding on the interest of my money. They will not respond to me. I requested the money sent to my bank account since I couldn't be allowed to use it through PayPal and is now back in pending.

For many years I have an automatic payment made to Netflix posted on a credit card. More detailed review is better held by Paypal. Last month I found the Netflix transaction posted on another credit card that was long expired and no longer valid (the credit card company accepted it and forwarded to me assuming that I was using their old card). This was a total surprise because I did not make this change, paypal somehow did this.
I emailed and asked paypal to investigate to see why this mistake happened (this is a suspicious activity to me). Paypal customer service quickly claimed that I don't authorize Netflix payment they have removed the Netflix auto payment from paypal so I can no longer pay Netflix automatically via paypal and then they proceed to close the case.
I tried to explain further that paypal need to investigate this suspicious activity, but paypal customer service simply repeated the answer, "Case is close, this is a final decision." I can't go back to reopen the case even though paypal did not investigate the issue properly, and did not get the problem resolved. On top of that, they simply dispose of my concern without ever addressing the possible hack within their system while respond to customer with tremendous ignorance and extremely bad attitude. I recommend skip using paypal (and ebay) altogether. They don't deserve good customers.

Asked for their help to resolve dispute with Oxanne shoes. The merchant provided inferior product that did not live up to the marketing hype. Worse yet, they came from China and their CS did not speak English so it was hard to communicate with them. Every time I contacted merchant, they wanted order number because they didn't have it. After I reached out more than 8 times I asked PayPal to help.
They were just as bad. They just told me to return it to China and send them tracking. I kept saying it wasn't worth shipping to China because that cost more than the product and besides the product was shipped from NJ USA! As of today they still keep sending me automated messages instead of understanding the situation. They make online shopping a mess. I'd rather go into a brick and mortar. Awful.

Plain incompetent company and customer service. This is the only company I have ever said that about. The problem is that they have a monopoly on eBay transactions. I have a foreign card (issued in Croatia, Europe) but it is USD-only card. I came to study in the US and I had no problems at any place in all of the US except with Paypal. They recognized a card from Croatia and want to convert the currency for the purchase for me (probably the worst conversion rate there is). The only problem is that they make it is so small (shady!) that I had been paying stuff using PayPal for months while being charged a double conversion rate (Paypal and my bank since the card was USD anyways). When I found out they told me that there is no way to change.
Actually around 10 CS representatives had no idea that there is an option to be charged in USD (since the card was issued in Croatia) including two supervisors although there is. I know it's crazy but it is 100% true. Then it was good for a while when I discovered that they are doing it again although I chose every time that I want my card issuer to determine the conversion rate. I called them and they apologized and said that there was a problem in their system they issued me a small statement credit (like that helps a lot) and said they will fix it. Knowing it was Paypal I called again to make sure it will not happen again. The representative sounded a bit annoyed but assured me it will not happen again. Boy, it happened again next week.
They charge $1 per transaction and they are this incompetent. They should be out of business. I also sell some stuff on eBay and they put money on hold. I read some former employee's testimony that they do that on purpose and make short term investments. It is just disappointing. Needless to say I spent so many hours on the phone with their incompetent staff. And yes, today after a year of headaches they marked my card as a USD card which before was impossible because the system would not let them do that.

I have had several online stores which I used to sell online clothing and other items. I was not getting any sells through the sites no matter how many visitors I had coming to my site. I decided to do mock checkout from my phone and PayPal was not processing the transactions. I had caught that with them few times before and thought it was a glitch with the past few years, but now I don't care. This is my livelihood and I can not take those kinds of risks with paypal any longer. I will not recommend them anyone in business.

I recently returned 2 blouses to OrderPlus International and received a "we cannot supply" email on 1 other blouse. After emailing constantly to Orderplus I contacted Paypal and lodged a complaint. They came back after 2 days and said they were rejecting my claim because Orderplus had tracking information. On emails i forwarded to Paypal I had tracking on returned articles, emails from Post Office and email from Orderplus stating they owed me money, had received the articles returned to them by Australia Post and asking me to cancel the complaint and they would return my money. I cannot understand how Paypal could not handle a very simple transaction with all the information they have. Of course if you try to reach Paypal they are never available. Can I do anything regarding the above besides a complaint to you.

I made a balance transfer on my PayPal.com account to a prepaid PayPal card and it was complete on one end and it never showed up on the prepaid card so both sides blame the other. And then when that didn't work and I began to demand answers they turned on me and said it was my fault. Yeah, that it was my fault but it wasn't. They lost money. They don't know where it is and the customer service doesn't even know how to look for it. They treated me like I was borrowing money from them or asking for money but it was my money. I live on Social Security with all I had to survive on for the month.

Tirerack.com gave me a choice, using a credit card, PayPal, or PayPal Credit. I chose PayPal. But PayPal processed it as PayPal Credit. Tirerack.com confirmed the payment was made via PayPal. After 2 appeals to PayPal, which they Denied, I threatened them with contacting regulatory authorities, and I would inform Discover Card to never again consider them for a rotating 5% category, as they are a dishonest enterprise.

I received an email from a Chinese male thanking me for purchasing an Off Road Lamp(?) for $33.33. The postage was also for $66.66, total $100. I replied telling him that I had not placed any order for any lamp. Then I received an email from PayPal telling me they had paid the $100. I immediately contacted PayPal and they said they would investigate. Some time later PayPal contacted me to say that my account had not been compromised and the bill had been paid. I have no idea what an "Off Road Lamp" is because it was never received. I live alone and no other person has access to my computer. I cancelled my account with PayPal in disgust. I had over $1,600 in my account and I lost access to my email account and my password. I made at least 50 calls two managers at PayPal. They couldn't do a thing. And they acted as if they didn't care because their job was on the line. After filing complaints with the Federal Trade Commission, the Better Business Bureau and Ripoff Report and after a month of a lot of hassle I finally got my money back.
Now they're playing games with me wanting copies of my IDs in order to release my money to me. It's not going to happen. There needs to be a class action lawsuit against these clowns. There are other ways you can do business online and with other businesses. You can get a free debit card that has a routing and account number or you can use your bank account. But don't use these jackasses. First of all they charge you a per transaction fee plus a percentage of all the money that comes into your account. Overtime that adds up to a lot of money if you're doing any business like I have. Make no mistake about it. They could care less about you. And given the opportunity if you make any mistakes they'll steal your money and have no conscience about it whatsoever.

I've been using PayPal loyally for over a decade and the first time I've ever needed to open a case their website malfunctions days before it's due to automatically close, a technical error which prevents me escalating the case and despite emailing prior to it closing seeking assistance the reps were sloppy. Didn't comprehend the issue despite screenshots and an explanation of my precise issue/concern. They let it close and are now refusing to reopen it or do anything/take responsibility in any way for PayPal's website error and I'm out of pocket. REMEMBER when using PayPal you waive your right to your bank's section 75 and chargeback protection for this absolute rubbish they laud as great cover.

Be careful what you buy online from some China businesses particularly a company called Dresslily. I purchased in good faith a bedside long mat and received a 40cm x 40cm piece of material. PayPal refused a refund to me thereby deeming this transaction as ethical. I will now close PayPal and NEVER purchase any product from China again. I have over the years liked what China sells but essentially there is usually a problem. How do you check if an overseas company is ethical? You can’t. According to Consumer Affairs PayPal is not credited. So be careful people.

I purchased a defective motorcycle product and installation at a large motorcycle rally, the result of which caused mechanical failures and damages to my vehicle. Moreover the vendor, was unlicensed as I later discovered. I have 6, witness statements and 3, sworn affidavits from master technician and my Harley Davidson service manager. Who reviewed both the product and installation I purchased and received. The product of the faulty installation was a serious safety risk for catastrophic injury. PayPal did absolutely nothing to represent me when I sought a refund of my payment - even after I incurred additional reparative expenses, and I returned the faulty product to the vendor at my own expense, as the vendor directed.

PayPal was absolutely useless when a seller was trying to rip us off. Our teenage daughter was sold a piece of garbage labeled as an iPhone 6 Plus. It was broken with a cracked screen, the wrong battery, stripped screws, etc. PayPal didn't ask us anything about the issue and within 2 hours decided in favor of the seller. Why would someone have a problem taking back their product if they are not trying to rip someone off???? I stick with the eBay guarantee and PayPal can keep their bullcrap. IT'S WORTHLESS!!!! Purchased books online at Arunstyle June 20th, using my PayPal account. Contacted seller asking for shipping details. Never got any. Filed dispute with PayPal July 23rd. Seller offered a tracking number dated SHIPPED July 23 and received July 24th ironically the day of my complaint. The package weighed 1 pound, the items I ordered would have weighed well over 6 pounds. PayPal closed my case NOT IN MY FAVOR claiming that a tracking number was all they needed to prove that the items were indeed shipped. PayPal is providing a path for more threat and fraud.

Was informed by PayPal of unauthorized activity with my PayPal account. I was told my account is blocked and I requested investigation into the unauthorized transactions and they be reversed. PayPal has offered zero support only repeatedly telling me my account is blocked and I am to read the terms and conditions for information. My online trade has ended, funds are still frozen over 6 months later and still no support or investigation. Prior to this, I have traded with PayPal internationally without issue for over a decade. I purchased video glasses and after spending money on cables and adapters they failed to work on my laptop. I contacted PayPal and was contacted by the company and they sent me a Return Authorization and I returned the product. I provided PayPal with all the documentation, email, postal receipt and tracking number. PayPal refused to refund the money because I did not send the glasses back to China. The vendor asked that I send it to their California address which is much closer and less costly. It makes no sense to do business through PayPal if they don't protect the consumer. I now have no product and no money. I call that STEALING! I am convinced that paying with a dedicated credit card is far safer and easier than using PayPal. PayPal is not the consumer's friend.

It started when I tried to purchase an item online, they asked my to upload my driver's license, passport or ID. They also asked for photo of utility bill for address verification. I have only used my account twice for small normal purchases. I don't feel OK uploading my personal driver's licence or my personal address. The seller's website is gone and Facebook removed the post because of too many reports and complaints about the seller. I logged a case with PayPal to review a transaction after I had waited two weeks for the supplier Adobe to respond to me and no response was forthcoming. PayPal without any communication with me closed the case in favour of Adobe because they had a terms and conditions from Abode that states and I quote "the service does not have to work" for Adobe to levy a payment to a customer.
PayPal told me the following disturbing facts;
1. They are just a payment processing company.2. Any communication outside PayPal cannot be considered.
3. They do not need to comply with Australian Consumer Law.
4. They do not need to communicate with the buyer...
I may have lost $76 in the process but I have learned a valuable lesson to only use your bank debit or credit card as if you have a problem you will be sent to an offshore call centre where the team do not internet access or any way accessing information to act appropriately if you report a problem with a purchase. Ultimately PayPal has a limited future if they continue to treat customers this way... Use your credit or debit card and at least be able to interact with your bank who takes a more balanced and considered approach as they have a better understanding of their obligations to customers.

The sandals took just under two months to arrive and were very poorly constructed. Could not contact the buyer. Went to resolution center. They gave me the address of the vendor in Guangdong Province. (The return address not the package was from NJ.) The vendor wanted them returned in 10 days. The return address even contained a Chinese character. I cannot believe that PayPal subscribe to this type of policy. I would caution anyone from using PayPal when paying for anything.

I had two fraud US $ payments sent via PayPal to a person in another country (I live in Canada). I immediately notified PayPal and they confirmed this was an international fraud. Regardless my bank account was still debited three days later. It’s been eight days and I finally got my money back. However they are not willing to pay me in Canadian funds. They are only willing to consider the US $ value of the transaction and not the CAD $ impact on my account. PayPal’s FX rates are awful and I’m out a a considerable amount of money. And this will have taken almost three weeks to get my money back. For over two weeks, PayPal had my money. Pretty nice deal they get to use my money for free for 2 weeks and short me the FX differential. I’m not impressed.

I have ordered a computer part from Exact Parts 4889 Sinclair Rd #111, Columbus OH 43229-USA. PayPal is holding the payment for no reason. I called customer service to get them to release the payment and they would not. I asked to cancel the transaction and they would not. I asked for a supervisor, she refused to do release or cancel the payment. She said that they are investigating the item ordered and the payment. I said, "It is a computer company in OHIO and I am paying you with Pentagon Federal Credit Union Visa card." She said she can't do it. I said, "You are screwing me intentionally." I said I will call corporate in the morning. She said, "I will email you info to contact them." At this point this a garbage company with a garbage response. Paypal is an expert at scamming you out of the funds in your account. It's been well over the ridiculous wait time of 6 months to claim my money and still they refuse to release the funds to me. Furthermore now you have to agree to arbitration which costs the customer more. Paypal has too much influence over the judicial system and if they choose not to give you your money there's nothing you can do about it.

2) If you make multiple attempts to withdraw money and there is a problem (e.g., you have the audacity to try and get the full amount of an expensive item's worth), your account will be locked. The phone center is helpless to unlock it, it has to reset after a period of time (they are not sure how long, they say 24 but maybe 48 hours). Try to withdraw the money once and if it fails call them.

While trying to get money transferred from my PayPal account to my bank, PayPal has it on hold and keeps requesting information which has already been supplied, not only when originally opening the account, but five more times over the past two months. No legit bank would ever do this. Think twice before doing anything with PayPal. Google Pay more reliable.

I sold a product and personally delivered it to this woman, waited there to be paid, checked email, payment was in my account, so I left. I checked my account the next day and tried to send money to my bank. The buyer tried to get money back saying it was suspicious activity. They finally left money go to my bank, saying they could find no suspicious activity. I went on vacation, didn't pay much attention to emails. I had already talked to someone at PayPal who told me they found no suspicious activity. So, 30 days later, I receive an email telling me I owe 517.99 back to PayPal, they had found favor to the buyer.
I call PayPal, which should have been obvious to them this woman was wrongfully trying to get her money back, and was told I would have to call the police to file a report. This is ridiculous. PayPal won't even open a buyers abuse case, I am so upset I don't even know what to do. The buyer will not return my texts, because obviously she has the product and her money back. PayPal has been no help at all. I do not feel I owe the money back, they need to charge her for it. They said she complained to her credit card and they could do nothing about it. So, I don't know who her credit card company is, so how can I put a complaint in with them? So I lose either way, not a fair thing!

And at the end of the conversation, they give you more issues. I only use PayPal bc of eBay but I think I will have to boycott eBay just because I hate using PayPal. I had money that I received through PayPal which I was expecting to use immediately but when trying to complete a online transaction, the first thing that happens is an account limitation. When you try to complete a transaction online using your PayPal balance, expect to be in a whole mess with PayPal. After weeks and weeks of trying to figure out how to resolve the issue that PayPal caused, I was unable to resolve the issue because PayPal’s customer service was so horrible they can’t even help you. Don’t recommend to use PayPal for anything, it’s a total waste of your time. PayPal could be the worst company in the year 2019.

I was given the wrong email address to send money to. PayPal's response to my request for a refund is: "Personal payments are not intended for the purchase of goods or services from sellers and therefore cannot be disputed." If a mistake is made, you have lost the money unless the unintended recipient will refund it to you. There is no warning on their website about this, and there are FAQ's that address sending money to the wrong person.

I am fairly new to using PayPal. The only reason I happen to come across it was to use it as a funding source as eBay merchant. My experience with PayPal in my short 60 some odd days has been absolutely horrible, to say the least. It started off by them holding on to funds that have already been given the green light from eBay to release. Which typically happens after a buyer has received the product and has been given ample time to inspect it upon delivery, so on and so forth. Usually 24hour time period, on its long end. Funds on average that are on hold takes 6-10 hours depending on delivery time.
On numerous occasions, I have had to facilitate as to who authorized PayPal to continue to withhold funds after all criteria has been met. The only responses I would get, if I was lucky to even get one, was that it was eBay who was holding back funds, and this would be right after I was on phone with eBay. So this week, Monday, I decide I no longer want my funds to be parked at PayPal, reason being, I had 80 some odd dollars on my PayPal balance/cash card. Well a customer opened a claim on an item, this was because two items that were almost identical got swapped during shipping. So a case was opened, PayPal gets wind of it and without so much as twinkling of the eye, they suck all the available funds I had and left me with a negative balance. How did I find out about it you ask. Well I happened to be in a line at a store, that's how! Very shady, very unprofessional.
I ask them how it was that I constantly get their notification emails and text alerts and account this and that, this whole list of gadgets and 11111s and 00000s, but when it really counted, not one ding or dong! If in fact, they would have advised me, I would have been happy to oblige, even fork over the difference so as to not put my account on negative. So Monday, I'm doing my thing, dealing with customers, wheelin' n' dealing... Funds coming and going. So I start a link up my bank account, did not happen, surprised? I think not, so the reason was, "security flagged it", so after hours of jacking around with it, I left it alone defeated! So later that night, my cash card quits working as I am tri trying to withdraw from atm. No funds accessible.
I call Tuesday morning, another 2-3 hour of blah blah blah! Tried to feed me a really good handful that it was random. So card is out, bank link on security lock... The advice is to transfer it to someone who has a PayPal account. I could not believe it. Wednesday comes and still nothing until the afternoon I tried the atm and it did not work, so I try and buy something from store. It worked that way so did atm it work, how and why and what happen? No one knows. Ok, so Thursday morning, I call PayPal, the rep. tells me, "I can get your link set up, less than 5 minutes, account is linked." How and why wasn't it done before? Seems to be the going theme. Friday, today, got my linked bank on file, got my funds... I hit transfer, not able to send, wait up to 72 hours! It's random security check, see where this is going. I saw two unauthorized charges on my account for software. They were fairly high being close to a hundred dollars each. I knew these were not authorized, so I went to PayPal to dispute. I was told to contact the seller which was listed at Google. So I did, But they said the purchase didn't come from them and they didn't sell software. So I appealed to Paypal and they denied my claim. I keep trying and trying to get them to help and sending messages. I only get back from replies that show they didn't even read the email. I thought I could trust the company. I've been a member for a long time, but this is the first time I realized how lazy and dishonest the workers are. I wish I could contact management. Does anybody know if there are any good alternatives to Paypal?

I've used PayPal for years both as a buyer and a seller, and in that time dispute resolution has always been awful. Disputes almost always end in the buyer's favour, even when it's a blatantly obvious fraud attempt and when you provide strong evidence to prove it. The most recent dispute I had to deal with is the most ridiculous yet. It was opened as an "item not received" dispute 6 months after the purchase of a digital item, which they downloaded on purchase and immediately before opening the dispute. The body of their dispute was completely irrelevant, it didn't mention the item they bought, it didn't mention me, it didn't even mention the transaction.
Naturally I posted evidence of them having received the item and assumed that would be enough, but nope, they edited the dispute so the case got resolved in their favour because "The seller did not respond." But it gets worse! After contacting PayPal support via email I got a canned response about how I failed to respond. After a few days arguing with them they finally decided to re-open the dispute, only to immediately close it again for the exact same reason! I've now spent over a week trying to get some form of resolution to this issue but keep getting a generic canned response, sometimes even using the wrong name! I've even filed a formal complaint through PayPal's complaints procedure and have received no response. Not only are PayPal perfectly accepting of fraud, they actively reach in to your account to take your money to give to scammers. Then refuse to communicate with you. Completely absurd.

Please watch out when using PayPal for your online business. They have permanently banned our business account, without any reason. We checked every policy, we are not violation a single point in both their Acceptable Use Policy, Terms and Conditions, or User Agreement. Even their own sales and phone service department say they do not understand why and that our business should be able to work with PayPal, but can't do anything about this they say. If you show that you comply with all rules and you are a legit business to the department that can 'solve bans', they don't care, you will just get a standard answer that they won't open up your account "Because they can limit anyone according to their own insights". Next to that they will hold all your funds for 180 days! Watch out for this! PayPal, of course mistakes happen, but please fairly review accounts and lift a ban if shown that a company fully complies with PayPal rules.

I have a PayPal account for over 15 years. All of sudden it put my account on hold because they said some products listed on my website (such as HGH, RIBOSE etc) are not allowed by paypal.com. They held the money in my account and I am not able to withdraw or pay others with it. I deleted the disallowed products out of my website and then I asked them to review my website again. But for a long long long time (over 4 months) I have not heard anything from them. Every time I called their service number I was put on hold for over 30 minutes. Finally I talked to a customer support and explained to them the problem. They said they don't have authority to handle the problem and tell me to talk to a specialist and then put me on hold for another 30 minute.

I have used PayPal for more than a decade, primarily as an eBay buyer having heard their horror stories regarding frozen funds for sellers. My laptop was stolen with my checkbook in the bag, so naturally I had to lock it down and open a new one. Six calls to PayPal over two weeks to get them to simply add the new account and delete the old one. Advice about the website that simply does not work. Being hung up on while on "hold." Inability to either explain why the basic task, using their directions, online fails or have them execute the account changes on their end.
Because I have PayPal linked to eBay (et al) I had some transactions go through during this period of rank incompetence. "We can't quite manage to provide any customer service at all" which created a negative balance on the PayPal account. More calls. More incompetence. More **. Now these imbeciles start pretending that their incompetence is somehow their customer refusing to pay a debit and shift it to internal collections. These idiots assert at the start of their calls that "This is an attempt to collect a debt" compelling me to explain to them that no, it is ** not, and delineate the exhausting incompetence, run around, and bs that I have had to wade through --during the stress and annoyance of all of the other stolen laptop related account changes I had to make, to whit-- to accomplish a couple of exceedingly basic functions.
FINALLY managed to hand-hold them through getting it done after six calls and two weeks, but overall a horrifically dissatisfying experience. If they were not essentially a monopoly (at least in regard to eBay) I would drop them like third period French. I give them one star rather than zero because after eventually getting this addressed I did get an apologetic supervisor who listened to my tale of woe and either cared or did a good job of acting like she did.

They hold money for 21 days without notifying you before you accept any payments. This is borderline Thievery. Borrowing or holding without permission is stealing. They give you a runaround of excuses and provide no real solutions to get your money. If you offer a service rather than specific items I would definitely recommend another type of credit card acceptance service. Not only do they hold payments for a unreasonable amount of time but they also charge a hefty fee for the service so it's like a double whammy. DO NOT USE PAYPAL IF YOU ARE TRYING TO OPERATE A SERVICE BUSINESS!!!

I made a purchase but for some reason had trouble, I tried to us my debit card but it just wouldn't work. There was nothing wrong with the card. The purchase finally went through, through PayPal. Then several days later the company emailed me telling me to complete the order. I didn't check the details of the order, so you without knowing the order had in fact gone through carried out a second transaction. I tried to cancel the order and have my account and bank refunded the money since I didn't have enough funds to cover the purchase.
I did check with my bank, so I know both orders went through. I don't know what went on. When I completed the second order I used my debit card with no problem. I tried to contact the company by phone and by their contact form. I tried to contact PayPal, but there is no customer service, so now when I don't receive what I ordered I'm out $61.90. As I said I don't know what went on with either the company or PayPal. I don't know what role PayPal in this. They make it impossible to reach them to resolve this. I don't have enough funds to cover the purchase, which was obviously a mistake. I just want my money back. I'm stressed out over what's happened.

I have used PayPal for over 20 years until I purchased an item from an overseas company using PayPal. I paid with PayPal. Never received the item. Went through 2 processes complaints and denied on both. No money refunded. No product received, further investigation revealed multiple bad reviews of the same company and with PayPal, could say it is my fault for dealing with overseas company but PayPal supported and protected them. I have contacted PayPal with multiple "emails/messages". No one really reads them, it's all automated response. So basically there is really no one to help you if something goes wrong with your account. I purchased a $360 product from what turned out to be a fake website to lure customers. They advertised PayPal on their site so that made me feel safe to make my purchase. I paid my money through PayPal, and within a DAY, besides the $360, I had fraudulent charges on my credit card. I immediately contacted PayPal.
They turned down my dispute because they said I authorized the purchase. Umm? Of course I did, don't most people authorize a purchase when they expect a product in return?? so that's it. I was scammed out of $360 by someone stealing my money using PayPal. Now I'm out that amount and several other charges I am disputing with my bank. Absolutely no one at PayPal will help me. First I am an English speaking American and EVERYONE working for PayPal is not. Accents are so thick and not understandable. Cultural differences make it impossible for them to understand what Americans want or need. They keep putting additional time before refunding money and if you use PayPal credit you pay them interest for refusing to put money back in your account. This is actually theft by control. Why put someone on the phone to speak to an American conducting transactions within America who can not communicate with the American on a level that both parties understand equally. PayPal tells me that I need to verify my identity and that I could transfer it to a different PayPal account to deposit the funds quicker. One recent problem I have had is that PayPal has some given one of my main email addresses to someone other than myself. I have been trying to get them to fix this for over 2 years! I am now on hold with PayPal and have been for over 15 minutes. I was disconnected and had to call all over again. I have been escalated 3 times and not one of the customer service people can fix my simple problem. I only have PayPal for eBay. If I could sell on eBay w/o PayPal I would ditch them in a heart beat. Now I have to wait 24 hours before they can fix this. PayPal will just hold a payment from eBay for no reason even after the buyer states the item was better than expected. They will give a veiled threat that they can hold your money for 20 days. This is a bad company with a horrible reputation. Also none of their employees are American. I am seller on eBay and using Paypal for years. This is the most awful company ever. Today I had to call paypal about a customers return which never arrived to us and tracking is showing some 5 miles away from our address. Paypal said that is good enough for them to issue refund to buyer. The item is over £300 worth, so I told them there is no card left by Parcelforce and they will not hand over the product as we don’t have missed delivery card. And paypal’s answer is simply they don’t care. What the ** man??? Is that how a business should operate? I understand since the news is broke off that ebay will leave them they are favoring buyers more than sellers but if they don’t be careful. There won’t be any seller using them, certainly not me.
Asked to speak to a manager and was simply shoo off. Now I have lost £300 and item as well and in reality I am off £300. The only reason I have to use these ** is because of ebay. Can not wait when ebay will leave paypal and I will thankfully kick on their back. I am looking at the legal means to recover my money from them. I submitted a claim to PayPal when I didn't receive my order from CHICV aka Voguetaps. There were two items that I ordered. In the meantime, I received one item of my order but it was not the correct item. I escalated my claim with PayPal and my case was almost immediately denied and I still haven't received the second item of my order which was included in my claim. This is very poor customer service. PayPal, unlike other money transferring platforms charges fees for certain transactions and never charges more than $10 per transaction. But, in my case, I needed to transfer the money received to my bank and therefore, the fee was applied twice. PayPal received $20 total and deducted from my paycheck. Apple Pay, Google Pay, Venmo, and Android Pay are all better ways to transfer or transact money. In summary, do not use PayPal; I would rather deliver money by hand across the nation.

I filed a claim with PayPal resolution center for $64 because I purchased an item through PayPal. The item was being sold and shipped from China. The item received was only partial. The seller never once replied to either myself or PayPal resolution center. I mailed the item back to the seller’s address and PayPal denied my claim because I did not mail it to the specific address PayPal wanted me to. The fact is the seller defrauded me, did not return correspondence. PayPal later said I can contact my bank to ask them to file a claim, but by the time PayPal closed their case my 60 day window with my bank was closed. They left me with no option and out $64 and out the partial product I had to send back!

Okay...So, I never use the PayPal App and now I know exactly why! I was trying to send $75 to someone and it shows pending for days on end. Taken from my account 3 days AFTER I sent it and he tried to accept it. That's not it - then when he calls they say MY BANK declined it?! Noooo! It came out of my account! Now the money sits in "processing" is all so-called customer service can tell us and that there is NO SUPERVISOR to speak with?! Really, then who pays them to be there? Apparently it is very common to get scammed through PayPal according to conversations regarding scamming after the fact of my own. There are plenty of people who easily create fake accounts and phish and steal money. I got my laptop stolen from me after being told from a legit website and email that in order for the funds, which had allegedly already been withdrawn from his account, to leave a general holding through PayPal I had to enter my package tracking number. I read reports of this where people sent their stuff to Nigeria and that would be an obvious red flag however I sent mine to Newport, CA. I have tried EFFORTLESSLY to connect with PayPal or get any kind of customer service and have gotten nothing at all over the last week and approximately 20 emails reaching out and hours of wait time. Use Venmo or another website, and don't steal from people.

If I could give a lower than one star I would. I made a Buy It Now purchase on eBay. If you are a Canadian PayPal converts you to USD - ok with that. What I am not ok with is when you make a return they convert that USD to Canadian instead of just leaving the US in your PayPal account. e.g., My Buy It Now was 19.99. They charged me $27 in exchange. I did not get the item so I put it to resolution to get a refund and they gave me $18 back. Do the math.

I opened my first account with PayPal and that account got hacked, for me to just be able to contact them I had to create a second account and after so they say they need phone verification. They call me when I’m put to account security team (Case Number **). I always speak to them for about 15 minutes on the phone and they always verify that there was abnormal activity. But once I ask for reimbursement for the funds in the previous account they always cut off the phone and when I follow up I have to restart again explaining what happened. This happened for over 4 times now and I am tired of trying to retrieve my old account and funds that were in the account during the time of the hack. I would not advise for use of PayPal because if your funds were to go missing you wouldn’t be able to get them back.

I purchased windows software on eBay with PayPal. The CD would not load so I requested a return and eBay sent me a label. I returned the item and eBay put the message in my account “merchant received item”. I never got the refund into my PayPal. After disputing the charge and then appealing PayPal decision... the dispute was refused because merchant merely said he did not receive the item. What a joke... Do NOT use PayPal. I can't transfer money to my account and they said they can't help. I can't get them on the phone. I've lost countless amounts of money due to fraudulent disputes. Do not rely on PayPal to address an issue with the vendor/merchant. In my most recent experience with PayPal, I asked for their help due to a vendor shorting my order (paid for 4 but only received 2 of them). When the vendor would not respond or acknowledge my issue, I contacted PayPal for some resolution. PayPal did not resolve the issue after having me wait over a month. Then, they just denied the claim with no assistance. I appealed the decision and wrote a couple of letters to explain the issue, but they denied the appeal after a couple of weeks. My advice is to use your credit card company (I have always had good results) and do not use PayPal. They will not protect the buyers as they advertise.

I ordered a free sample of something through with my PayPal debit card and never received anything free. A few weeks later I was charged $175.71 for the full item (this was in March). I understandably was upset and turned in a dispute for an unauthorized charge. PayPal did an investigation with this mystery company and said I did authorize the charges. I told them I never agreed to them. They then did another investigation on terms and conditions saying I did agree to these charges.
Ok...So I’ve waited now for 2 months to hear from this vendor who I apparently ordered something from. It was with Start Healthy Keto and New Cleanse. I contacted PayPal to let them know I haven’t received the product and now they’re telling me they are no longer doing any investigation on this. Now I’m stuck paying $175.71 for nothing. How was I to know, if I would have waited 2 months I would’ve had better luck getting them to help me? I have a credit card with PayPal but once that gets paid off I will be closing my PayPal account. It might take me years to get them paid off but I can’t wait to get rid of them. And beware of Start Healthy Keto and New Cleanse. You’ll never hear from them and you won’t receive their product.

I have been using PayPal for the past 11 years when I first created my eBay account. I never had problem until a couple of months ago, I purchased a product on eBay and it never got delivered to me. The eBay tracking and UPS tracking shows it's delivered but in fact it was delivered to a wrong address. I called eBay as as always eBay dropped the ball in PayPal court. Meanwhile I contact UPS and they apologized and asked their driver to come see me at the home. The driver came and apologized that he mistakenly dropped the parcel at a different address and he also mentioned he has no way of retrieving it, so open a case with UPS so they can refund you.
Since I am not the shipper so UPS denied my request and I asked PayPal with full details to provide a refund. The seller on the other end is not accepting this claim and constantly telling me and PayPal that this item is delivered. Of course it was delivered but not at my address. Finally PayPal closed the claim in the seller favor and I lost a lot of money. I immediately removed the link between PayPal and my eBay account and I do not want to be a PayPal customer ever. PayPal you need to improve your process, you need to look at my history of transactions with you but you lost business from me.

I had a problem with my password and could not log in. Security questions would not work and they had a very old phone number I had years ago on file even though I updated mailing address and phone number less than a year ago. So I cannot log on this, after waiting over 30 minutes on the phone for customer service I was told that they cannot help me and to try and reset password using security questions that did not work. So my account will set for a determined amount of time with no activity and all my funds will go to the state. I can open another account using another email address but my old account will be awarded to the state etc. So please be aware of this PayPal fault which they cannot fix. I recommend to all eBay customers to switch to another payment method.

Tried to make a purchase on a website and use PayPal as the form of payment. The purchase was declined by PayPal. I called PayPal to authenticate myself. Representative stated I should use a major cc instead of using PayPal because they were going to continue denying the purchase because they don’t trust the website. I stated I should be allowed to my own money in whatever way I desire and that if my money was lost that’s on me. I asked to speak to a supervisor and she said that there wasn’t one handy and she would have to go look for one. She kept placing me on hold and saying that the supervisor was busy assisting other customers. After about 45 minutes of waiting I hung up the call. I’ve never heard of a company saying they aren’t willing to look for a solution and to essentially recommend not using their service for the transaction.

I was not able to transfer money to my bank about and was given no explanation as to WHY or WHEN I would be able to. I will NEVER use PayPal again. The worst service I've experience in a very long time. Stick with TransferWise people. They are incredible and fees are much more reasonable as well. Paypal gouges you. I'm not one to write reviews but this time I just had to in hope to help others avoid the stress I've gone through as a result. I would NEVER recommend PayPal to ANYONE!

My son transferred deposit money to rent an apartment from someone using her (the landlady's) phone number in Canada. Because he had already negotiated the price, he used the "friends and family" type to send the deposit, so the landlady would not be charged a fee. Bad mistake. She did not receive the deposit, but another person, who had her same phone number did receive the funds in their account! Paypal said there is no recourse, because he used friends and family, except he may track that person down and if they are honest enough they may return the funds!! We must wait 30 days to register a dispute Paypal says. This transaction isn't covered and we are not covered in this loss.

Always avoid using PayPal when you’re on eBay. eBay will release your money as soon as you show them that the product was received or picked up. PayPal will hold your money after that for up to 21 days. Avoid this major hassle. This is a game. I will never use PayPal for any of my transactions again. Much easier to use a linked credit card. Horrible business practice. Avoid any cost.

I sold my iphone 7 on ebay. And she paid to PayPal. PayPal charged $11.89 for transaction. The buyer from Ukraine asked me to ship First class mail via USPS on July 2nd. I shipped the item to the buyer on July 3rd via First class mail via USPS, and I got recipe from USPS. The buyer issue refund because she didn't received the item until June 20, and PayPal hold the money. I checked tracking number, and it is in transit. I provided the copy of proof of shipping, and the package images that I packed the item.
PayPal block my access for PayPal account and keep sending me the warning, if I don't respond to PayPal, PayPal will refund money to buyer. How can I respond to PayPal when they limited my access. Ebay charged me $ $25.53 for fee. I lost my phone, and have never received the money from the buyer. PayPal hold it. PayPal and eBay charged me $37.72 for nothing.

PayPal's direct deposit service takes 7 hours longer than through traditional financial institutions and banks. Do not believe their statement that you will get your money up to 2 days faster through them. In addition, their customer service is horrible when you contact them frustrated because you haven't received your direct deposit and all of your co-workers received it 7 hours earlier. I went and bothered my payroll department to make sure the problem was not on their end. Needless to say I embarrassed myself, wasted their time, and lost my credibility. It is fraudulent for PayPal to make false advertisements to lure customers to switch their direct deposit to them. I am reporting them to all of the consumer protection agencies I possibly can. My advice to you is enroll in direct deposit through a traditional financial institution or bank.

After fighting on and off with PayPal, getting friends to sign up, never receiving the credit that I was supposed to get after months of trying to send out money, my mortgage payment taxes things like that never ever worked. If I did send money to my bank card I got charged for it and then half the time it wouldn't even go through. Was never able to send money to people or out unless it was to my bank. Was never able to send money through Facebook or any of those. When I did try they put a hold on my account. 17 times I called customer service only need to be hung up on. Talk to multiple supervisors only to be a hung up on. Problems never review never solved. I finally transferred all my money out of there and let them know that I would be putting on a review for every site that I could. If I was to tell anybody to go anywhere it would not be to PayPal!

I get direct deposit every Friday but for some reason money have not hit my account. I was told that money can hit account anytime during the business hours. However, I have a problem with that because if my payday is Friday I should get money Friday at least that morning not at 4 or 3 pm. What if I needed gas or anything else. I’m changing account. I need something more stable for as every morning to expect fund in account not the afternoon when I’m not getting paid day early. I would recommend direct deposit just only to pay bills or send money to others. I have been using Cash App it has been working fine.

I clicked on a trick Google clickbait. Ad stated a free report. After what I thought to be a browse, Google attached to PayPal and charged for service that it did not give. I reported to Paypal and they insist I got what I asked for and refuse to remove my bank account from their control. I have tried for over a week. They refuse and have allowed Google to take monthly amounts from my bank authority my permission. I am trying to get my bank off of this unsafe app. How does anyone win with Google or PayPal? Beware. Your money is no longer yours if you use either.

Had someone transferring me a good amount of money through PayPal for a vehicle they purchased from me. He had Android and I have Apple, which he didn’t have Apple Pay so I created a PayPal account. First time user!! I paid for an automatic transfer to what had been made out to be $11.90. So I called PayPal and spoke to customer service and she had told me that the $11 was for the transfer fee and that since it had been well over 30 minutes and I had no sign of my money still that it would be refunded and I would get my whole amount of money in my account within one business day. So I waited till it went into my bank account finally and called back once I realized I had been charged for the fee that I had been guaranteed to be refunded for by the lady on the phone.
She had told me the $11.90 was the fee for transfer that I was seeing removed and it would be refunded. But the second time I called when it was not refunded the man I spoke to on the phone this time said the $11.90 was not the transfer fee and that it would not be refunded when I was told by the other woman from PayPal that it would.
When I asked to speak to his supervisor he put me on hold then told me his supervisor was occupied at the moment and would give me a call later in the day. He refused to let me speak to anyone other than him even though I asked several times to speak to someone else. They wasted so much of my time and energy and stole $12 and I paid for instant transfer (which goes into your account instantly) yet didn’t receive my money for a whole business day. Yet was refused my refund. I do NOT recommend, and if you do decide to use PayPal, read their fine print because they’re cheating everyone out of their money for fees that are absolutely not necessary. If I could rate PayPal a big fat ZERO I would. Again, stay clean from PayPal. I do not recommend.

I just recently sold a product for 235.00 + 7.85 for shipping. PayPal claims they charge 2.9% + 0.30 for fees. My total charges where according to them 242.85 - 10.99 fees. When it suppose to be 242.85 - 7.34 fees. Mind you they charge includes the shipping charge. Watch your money. This is why I never wanted to use PayPal. Sad very sad. I purchased some clothing online and the clothes were of terrible quality and poorly made. I contacted the seller, as instructed and they tried to get me to accept 25% refund or I could return the items to China. 25% was was unacceptable. The company gave me a return address in California. I sent the items back with tracking, at my expense. It was received by a person, according to USPS tracking but no refund. I contacted PayPal and I sent them my proof, but needed to add the price of an additional item that never came to the disputed total. I expected PayPal to step in and get the company to send a refund.
Much to my dismay, I received notice that the case was closed and they sided with the seller who claimed I failed to send the items back to China! China? They gave me a California address. I called PayPal and the representative said he could not help because the case was closed. I asked for a supervisor and explained the situation. She said she could not promise anything but said I could send my documentation for review.
I sent the email from SHEROP, instructing me to send to California, the tracking information, the proof it was received (printed off the USPS site), the packing slip that showed I did not receive an item and additional Email regarding that. I was sure that the dispute would now go in my favor. I had so much proof! I got an email that they sided with SHEROP. No reason given. PayPal’s guarantee is worthless! Do not think they will protect the buyer. It is obvious this company is fraudulent and that they sell terrible clothes yet PayPal stood by them. This was about $120. To me, that’s significant.

Make a transaction of £102 and £5 and PayPal decided to put my money on hold (part of it over £50). Customer service told me there is a £400 limit for taking payments without using a pin number (typing card number). Their explanation is that it could be because a charge back from bank due to not using a pin for card payment. When I explained that it was my own credit card (needed money and is cheap to withdraw that way) they didn't care. Now if I take payment from a customer without pin (and that happens often) all money will be put on hold for a month. How on earth I can run my taxi business. PayPal told me nothing can be done and I have to wait for a month despite it's my money I can't access it. Will be closing account as soon as possible. Not business friendly whatsoever.

I ordered $395 worth of women''s clothing through an online brand called Julymart - the manufacturer is actually named Muhai. The order was placed in March and I waited until May to BEGIN to receive fragmented and poorly packaged shipments, that came in bags/envelopes direct from a Chinese manufacturer. The packages contained no documents of correspondence or copies of the receipt or return instructions. When I tried on the clothing items, I would liken then to Barbie clothes - terrible fabrics, poor fit, poorly sewn. The shoes I ordered are literally made with fabric straps that are not reinforced and there are obvious glue lines, bubbles and raw cut marks with seams that show on the heels. It is truly UNBELIEVABLE.
When I contacted PayPal they initiated an investigation and within a week, responded that the manufacturer would issue a credit AS LONG AS I shipped the product back to GUANGZHOU, CHINA at my expense and in a manner that provides a tracking number. When I took it in to ship, the shipping charge is $337!!!! I called PayPal back and said it is unacceptable to "resolve" this with the victim of fraud paying $337 in shipping fees to receive a credit of $395.86 worth of product.
When I tried to escalate this unacceptable resolution with PayPal, they said the decision is final and there is no more that they would do. They then directed me back to my credit card department to resolve, which American Express is handling in the amazing way that they operate. My message: PayPal is a joke - they are not committed to protecting you as their business model implies. Don't waste your time with them!!!

I'm new to PayPal, opened my account in December 2018. On June 4th, 2019 I transferred $200.00 from my bank account into my PayPal to make purchases with. Once PayPal received the funds, its shows I have $200.00 but will not permit me to transfer it to my PayPal Cash account or back to my Bank! I contacted PayPal concerning this issue and they told me it was a temporary problem and their people are working on fixing it. Here is it June 11th, 7 days later and the problem still is not corrected!
I called Paypal and insisted that they immediately transfer my $200.00 back to my bank in which I was informed they would have to put in a trouble report for the transfer. I asked "You've had my money hostage for 7 days, how long is this going to take", the rep responded, "I don't want to lie so I cannot give you a timeframe as to how long this will take". So I responded, "If the funds are not back in my bank by noon tomorrow I will be contacting the Missouri Attorney General concerning this matter". Paypal holding peoples money hostage should be illegal and they should be faced with a class action lawsuit over matters like this! Don't ever use PayPal to pay a freelancer or a company that is to provide you a digital product. This coming weekend I'm going to be getting rid of all my PayPal accounts. They allowed a digital criminal to use fake delivery confirmation emails for a digital product, how in the world can the seller prove to PayPal that I received a digital product? I originally got it in 2005 to help make online purchases a lot easier as well as cheaper; some online vendors do offer discount for using PayPal and similar options. Now I typically use Amazon Prime for my online shopping and so I tried to cancel my PayPal account online; I cannot do that without uploading things such as my drivers license, and other sensitive info just to do so... I tried deleting my info and same thing, you must upload. I think that it's my right to make deletions my account if I am capable of verifying who I am without the use of uploading other info that I do not wish to share with PayPal.

I have been a PayPal user since 2017, and two days ago I got an email saying that my account got permanently limited. I started panicking, and tried calling, but since it was a Sunday, I'd have to wait until Monday. Monday, I called and after being on hold for 45 minutes, finally someone tried helping me out. They said they couldn't tell me what the reason of the limitation was, and I'd have to wait 180 days to get my money. That's all the money I have. 2.7K euros.
I had been saving it for a few months, I was planning to move to my home country (Portugal) with it. I have no idea what to do, since 95% of my money is on PayPal. I'm panicking and the only solution they gave me was: ''You need to wait the 180 days and you'll receive an email on how to get your funds back'' and ''We can't access the information required to tell you what was the reason you got limited. You broke the user agreement, but we can't tell you specifically on what''. So, besides losing my money, and being on the verge of getting homeless, I also don't have any information on the reason it happened. I don't know.

I used to be a loyal PayPal customer until I realized they did things they should not, like accept transactions without backing (i.e., letting payments go through even though the money was not in my checking account). I was dealing with online casinos which by default are shady themselves. Well, I closed my PayPal account because their casino security was not tight. Fast forward a few months and I won some money at the HardRock casino (Online, NJ). They asked me to verify my checking account (no problem) and my PayPal account (problem). I told them my PayPal acct was closed and they said that PayPal keeps records for 7 years to just call them. Well I've been trying to contact PayPal for almost a week now. First two reps told me to wait between 24 to 48 hours (second rep said 72 hours!), to RECEIVE last statement. NOTHING!
Then I called today, Monday and spoke to Angel who said she "promised" that this time I would receive the statement. Then I get a call from "JEFF" the supervisor who told me flat out the since I was no longer a PayPal customer they could not give me a copy of my statement even though they keep that info for 7 years. I told him that that was MY information and it could not get held hostage. I asked if I could speak to someone else and he said that before he called me he had verified this information with the "Specified Support Team."
I told him to give me another number I can call; he gave me 888-221-1161, well guess what, that is the same line as their listed 402-935-7733. I would like to know how PayPal can keep our information and refuse to give it to us! It's like a doctor telling you they can't give you a copy of your bloodwork. It's ridiculous. So now the HardRock Casino, and it's absolutely great news for them, refuses to give me my winnings because they need proof that I had that PayPal account that I HAD USED to make transactions to play their online casino. Interesting right!?

Opened a merchant account with them for my business solely for the purpose of taking credit card payments. After jumping through numerous hoops just to set it up, found out that they hold 65% of your transaction for a 1 month period. I am a new business and need the funds I collect to continue to purchase supplies. This has effectively halted my business from being able to continue. I am told the money is held for 30 days and accrues no interest on my part nor theirs. This was not laid out to me prior to opening the account and in my opinion is poor business practice.
I was told that I received an email outlining the holding policy. However, I never received one. I asked to have it forwarded to me with the time and date stamp and was told they cannot do that. It is an automated system. I am closing the account on the 30 day date and will be using a different company moving forward. This has crippled my business and am currently struggling to continue to help my customers.

I use PayPal to receive money from my English teaching job. I immediately send the money to my bank account once I know it is there. I have PayPal sending to someone whom I've never come into contact with (Vivan **) $125 off my credit card. Their response? You normally do this. I had PayPal for years till I just closed my account with Paypal just recently. I lost my trust in PayPal dealing with www.pinnacleluxuries.com scams. I called PayPal SO MANY TIMES for help. All representatives tell or advise me different things. One representative advised me to ship my items back to the same address where sender sent me. My dispute case was closed for second time because one was not enough of evidence. I have plenty of evidence by photos and forwarded emails. 2nd time dispute case was closed because the shipping address I sent back was different than seller's address. I keep telling PayPal that sellers scam people by using fake addresses so they can't be caught. Pinnacle Luxuries said in CA is their hardware and said I was suppose to ship returning items to NJ. I told Pinnacle Luxuries and Paypal same thing. Why can't their owned hardware ship my items back to NJ?
I told Paypal reps they should read BBB. Customers complained the same thing. The combinations of ordering things that are counterfeit items, return and never get refunds. Some customers ordered and never receive. Some receivers reported the same address they received strange items that they never order. I did detective work and found out Pinnacle Luxuries scam people. PayPal seems to protect sellers over customers even although I sent SO MANY supported evidence of photos, tracking numbers to send back, and etc. PayPal is TOO STUPID to notice RED FLAGS. So I checked there are total of 24 best Paypal Alternatives so I explore and pick the company who would protect customers with PLENTY of supported evidence that they are robbed by sellers!

Several months ago (I still don't know how it happened) PayPal paid $8.66 to Netflix on my behalf, like overdraft insurance? Anyway, they Emailed me the details. At the time I was getting several "Scammers" trying to get my info by sending fake emails claiming to be PayPal. I probably just deleted the real ones along with the fakes. Now the fun starts.
After trying to post an item to sell on eBay I'm told there is a problem and I trace it to PayPal who tells me I owe the $8.66. So I 2nd day air (at a cost of $17.00) a postal money order. I was told I would be notified when the issue was cleared up. That was 16 days ago and nothing from them. Each time I call PayPal I get no answer as to my status. I even asked to talk to a supervisor and after waiting the original agent came back and said "My supervisor says we don't handle that kind of thing here". Now, I lost a $350.00 sale because of the delay, I cannot repost the item because of the delay, and I get no help from PayPal. I've never had a problem with them until this stupid issue. I'm done. I'll sell through somebody else. Sorry eBay, your buddy PayPal screwed you over.

My PayPal account has been hacked, money has been taken out of my bank account without my authorization. When I call PayPal, after hours on hold, they tell me they cannot do anything about it. Those hackers have so much power, they leave notes on my PayPal account on behalf of the company. When I call customer service, they don't see the notes that I see on the account. Seems like the hackers have taken over PayPal, and PayPal provides zero customer protection. I will never do business with them.

Up until today, I had been a customer of PayPal since 2008. "6/7/19 today." I called to inquire about resolution of an issue opening a line of credit for a substantial purchase and got the runaround for near 3 hours. After being transferred from one call center to another, in America after hearing northern accents, to a foreigner, to a southern accent, back to India, and then back to the south. I finally after 2 hours and 45 minutes got the most ridiculous answer as the service agent told me that all I had to do was mail a letter. I lost it after being placed on hold for an hour or more in total and at which point the local bank was closed so I was and still am quite livid!!!!
Especially considering that it is Friday, and I will be having surgery early next week I wanted to arrange the purchase and shipment of my items today, and my bank is closed on the weekend. I have closed my 11 year old account, and don't regret it one bit. PayPal can suck a cactus through a coffee straw and choke on it. As far as I am concerned, they have permanently lost my business!

Customer service is the worst. Security is so easily breached. Impossible to speak or chat to a real human being. Even the volunteer moderators on their forums are saying stay away from PayPal. Too many scams, too many instances of people getting locked out of their accounts, and not be able to resolve with a real human being. I have tried 4 of 6 times to set up my bank account with PayPal in the last month and each time I am told to "Try again later". I called the second time it had done it and asked if they would be able to help over the phone, thinking it would be a smoother process. The lady was absolutely rude but nevertheless claimed to have it set and ready to go. The next time I went on it was all gone, I assumed not saved right on her end (?) since I wasn't the one to set it up. I brushed it off having no time and would proceed to try again later. I did, and the same thing happened so I called again. This time a new lady proceeds to tell me it's my browser (Google Chrome) and that my bank won't work and I'll have to sign up with a new bank...all to receive money they owe me.
I proceeded to tell her that it seems a bit much to have to go get a new bank account when I know in fact a user who has the same bank and it has worked perfect for them the last two years. She told me I needed to get approval from the bank for it to work but mine specifically would not and could not explain why. Then I was told my only other options were to take the charge fee and just use my card or send it to a friend so I won't receive a fee.
I just was in total shock that PayPal was more than okay with making a new customer feel unwanted and go through so many obstacles to even use an account. I told the lady that once I figure out how to receive my money (because clearly I won't be receiving help for customer service...) that I want my account and information cleared and deleted. She then tells me "she thinks I can do that in the settings" but I might wanna "double check". At this point I gave up on all hope. Needless to say I recommend NEVER USING PAYPAL, Coming from a customer who never even had a chance.

The beginning of January 2019 I sold a product, The product was delivered to the seller one day after the expected arrival date and by then the seller had already contacted her bank and been refunded in full. It is now six months later and I have still not received my money for the product. I am out the product and have a negative balance on my account due to PayPal not having any seller protection. PayPal informed me that they have to wait to hear from the bank, in the meantime my account is suspended because I refuse to pay the negative balance. No product, not paid for it, and now they want me to pay for my own product that The buyer received. What a complete joke. PayPal DOES NOT PROTECT SELLERS! Never again.

PayPal brands itself as a secure payment that protects the client. In reality, this is just to mask a non-working, useless, out-dated and retarded security algorithm. If you want fast transactions, stay away from this garbage. Paypal Security Algorithm will in fact make your life miserable. It will be hell on earth just to receive your hard-earned own money. Paypal Security Algorithm will do everything to delay your transaction. STAY AWAY from this piece of garbage of code.
Paypal was built in the 90s to make a fast, secure and reliable way to send and receive money. It was built in such a way that not even Paypal employees cannot override the Security Algorithm, even after they verify your identity and know that your transaction is legit. As it got sold to eBay, nothing was done to revamp or improve this archaic and stupid security algorithm. This security algorithm is supreme above even individuals.
Paypal's security algorithm is however retarded. It blocks transactions for no apparent reasons. What is worse, no one from Paypal can go in and override it when it refuses to let a transaction go through with the pretense of protecting your account even after Paypal is able to verify your identity. Even banks would let your transaction go through after they can verify your identity. What is worse, Paypal has no apparent reason for denying the transaction. First, it's not the first time I am sending money to the specific person. Second, I am logged in through the same computer I usually log in. Third, there is no other reason whatsoever to flag this transaction. Seems to me that eBay has been too lazy to revamp and update the security algorithms and Paypal still uses old, archaic algorithms. STAY AWAY from this piece of garbage. There are better apps out there like Cash App, which is fast, secure and reliable.

Just trying to get in touch with Paypal is a nightmare. I have called 4 times now and waited 20 minutes each time so far. Still no answer. Is there just 1 person answering phones? I've also tried using their messaging system and they for some reason cannot answer over messaging. Obviously it's not a secure system.

My accounts was hacked on 5/26/19, so I called PayPal to recover. Instead of helping me getting back the money, they actually threw me away like a piece of trash. I'm literally a piece of trash to them. The last rep that was on the phone with me on 6/5/19 was so terrible. She just simply said "nope" for everything I asked. They blocked my account, and I cannot use PayPal anymore (thanks God, I do appreciate this). The bank was able to recover my money so easily because it was not me that made the transaction. There are many similar companies offer the same kind of service like PayPal but with much better customer services and guideline (i.e. Zelle, Apple Pay, Samsung Pay, Venmo, Affirm, etc.). Please don't wait till you be a victim like me. Stop and block the account and do some research to choose the company that you should go with.
Regarding the security, let's me tell you how my account got blocked. Someone broke into my account (that's normal because internet hackers everywhere. We cannot avoid this). But then, he or she was able to remove the primary email address and phone number without the need to verify? Which companies practice this? Oh my...How can you allow changes to the primary account holder/information/email/phone without at least verifying with the original one. They have to at least send a text or email to let the primary account holder know that maybe someone is acting as them and contact PayPal to reset the information.
Please trust me. Quit this company as soon as possible. After everything I have been through. They don't do anything to help but told me to never use PayPal again and call my bank to get back the money. Useless customer service ever. I don't even know why they have that department? Ah, to know who call to complain then block their accounts and take away their money.

I had five charges on my credit card for a total of more than $631 which were not authorized by me. Nor, did they appear on my PayPal statement. PayPal said, "Sorry for your inconvenience, but we can not help." I'm now placing those fraudulent charges into dispute with my credit card company. I've completely lost faith in PayPal's ability to protect me from fraud. Therefore, I'm closing both of my PayPal accounts.

I've literally just wasted an entire day dealing with eBay and PayPal trying to make a simple purchase. I thought the issue initially was with my credit cards so I called them. Then called eBay and they said it was a PayPal issue. I tried to pay for my auction that I had won, which I'm now stuck with, in every possible way except sending them a check or money order. I tried my credit cards, which all go through PayPal anyways, and they all keep saying not a valid form of payment.
SO I tried to go through PayPal and still nothing. I even tried the PayPal credit application, which we were accepted for and even that didn't work. So now we're stuck with a credit account through a company that can't even answer their customer service lines. I sat on the line for over an hour and nobody answered. Now I have to go explain to the seller of the auction that I will not be able to pay for their items thanks to the idiots working at PayPal. I was a member of eBay since the late 90s just after they first started but I think I will no longer be using their service if I have to deal with PayPal every transaction.

Last year I had someone pay me for a business transaction through PayPal business and the money was there and my name already verified, someone stole my money and then deleted my name and all my transactions. I went to look and just 2018 transactions were there and a return was done on McAfee Antivirus. They took the money back out without my knowledge, lost 2 time and corporate said there is nothing they can do. I emailed the Attorney General's office, the Federal Trade Commission and Ic3 Gov. One year later and a number of complaints finally the Federal Trade Commission sent me what I need. Maybe I'll get justice.

My PayPal account was hacked and my bank info stolen and acct overdrawn. I had issues with customer service telling me that my bank never paid this money even though it all said PayPal instant transfer and my acct was overdrawn. I have since closed the bank acct and refuse to put my new info on their site. Now I have an available balance and have been trying to get a check from them. I get an error trying to request a check online so I confirmed that customer service can cut me a check. I’ve called multiple times. Originally, she asked me to try online one more time, then my acct was blocked so she couldn’t cut the check. I requested to talk to managers, etc and got nowhere because “no one can override the system”.
I wasn’t born yesterday. The woman told me to wait 24 hrs and call back to get a check. I’ve waited well over 24 hours, and called back for them to give me the same BS. I explained that I have been dealing with this for weeks, have explained multiple times about my situation, and I just want my money and to close my acct. I requested to talk to whatever level I need to in order to get my money, and I was told that there is still a system block that is not allowing this transaction but an acct specialist will call me. Funny how when they think you have their money, they’re rude and want it now, but when it’s MY money, I’ll apparently NEVER get it from them. These people are deplorable and treat their customers terribly.

I have seen some people rant and rave that certain information was needed to resolve their case. It's typically proof of delivery and things like that. I don't blame PayPal for requiring I prove an item never arrived when tracking says otherwise. As someone who runs a company and deals with the same situation, I'd say it's fair practice. Once I contacted UPS and received their delivery information and presented it to PayPal, boom! I got my refund. Keep in mind, tracking is NOT proof, request GPS location of scan, label information (could be address wrong), etc. If they made it too easy, it would be taken advantage of and buyer protection would likely no longer exist.

Yet another review about how much Paypal sucks. Despite successfully linking my bank to PayPal it will not transfer the funds, at all, anywhere - not to another user, not to the bank I put on file, nothing. NetSpend does NOT WORK AT ALL on their platform yet both companies advertise the eases with which money can indeed be transferred. After 3 hours on the phone with PayPal the rep informed me that MetaBank - the bank behind NetSpend - shows up in their system as 'Routing Number blocked', despite having verified their deposits. Can't even authenticate me via text message because 'the system refuses'. Paypal claims there is no department to escalate this to. What the hell? Either way my only option is to send this back as a refund, TO the person who sent me the funds. Absolute scam.

2 weeks after signing up for PayPal I received a text receipt for purchases made (not by me) at a Motel in my hometown. This was a major concern to me. The representative's unprofessional thickly accented reply was basically "Sir, I'm showing that amount hasn't been withdrawn so no don't worry. There's no security issue." Fast forward a few months and they are demanding my SSN because of their activity metrics. I enter it THREE times on their site only to have it say "Things don't appear to be working at the moment.." Again another serious security issue. If this company is going to be in control of so much and charge for their services, their security NEEDS to be far above this. Lastly I read up on their political and social agendas and actions...very disturbing in a free country. I am currently looking for alternatives.

I purchased a used iphone on eBay that was grossly misrepresented. The phone had some cracks on the back, but was listed as "Working perfect. No problems at all". After paying $410.50, I received the phone and it was definitely not working perfectly. The phone would Facetime in the middle of every call. So I set up a claim through Paypal and they denied the claim.
There was an obvious problem with this phone from Day 1 and the seller had to know about it. Now the phone will not even turn on and I had the phone for less than 60 days. I think that Paypal's Moneyback Guarantee is a marketing ploy and am betting that a lot of other legitimate claims are being denied. There is good potential for a class-action lawsuit here. This was a scam and Paypal has not protected its long time customer.

Since 2006, I've been sending monthly donations to local horse rescue through PayPal, amounting to $5500 or so. Found out approximately 2 wks ago, she hasn't received a "dime" of it. I've been told that a rep would call me when I called PayPal. No one has called. I have reported to FBI. This is grand theft.

I own a business and unfortunately have to use PayPal as most of my customer prefer to pay using it. They required documents from me and suspended my account. I uploaded the documents and 2 weeks later they still have not approved or removed restrictions. I have called 3 times and all they say is it will be reviewed within the next 24 hours. Still nothing. No customer service at all when it comes to actually resolve things and considering the astonishing amount you pay in fees to use their service!!

I called PayPal to find out why the money for a purchase was refunded back to me. I requested a call back in 40 minutes because the automated system said all representatives were busy at the time. That time passed and I still didn’t receive a call. I called PayPal back and the automated system said I would have another 40 minute wait. Which I waited another 40 minutes and I’m still waiting for someone to come to the phone. It has been an hour since I was put on hold. PayPal received one star because the wait time is too long. Plus when PayPal said they would call me back they didn’t. This is frustrating when you are seeking answers to questions that only a representative can answer.

PayPal staff seem to be totally incompetent. I have been waiting for a refund and they keep asking me for information I've already provided. Then they tell me the matter's resolved when it isn't. Their system doesn't work properly and I have wasted so much time on this matter it's a joke. Impossible to speak to anyone and they delete negative comments on their Facebook page. I purchased a merchandise online on a website MOPROH. Because I used PayPal I thought it should be fine, I will be secured. After 2 weeks nothing arrived. I contacted PayPal and opened a case to follow up where my order is. The merchant uploaded a UPS shipping information only showing they shipped something to my town but the signer of the package wasn't me or my family members. Long story short the uploaded fraudulent shipping information and purchase was perfectly fine for PayPal and I am sitting here without my money or the pair of shoes that I ordered. PayPal assisted to the fraudulent activity of the seller and they are not willing to do anything to protect me as their long time customer.

I purchased an item from a vendor in China which I have used several times before but this time the item I ordered was not the same, in fact it was horrible. I started a dispute with the seller and they wanted to only give me back 20% literally only $20 when I paid over $100 so I said no. I asked for a return address and no response. I then escalated the issue to PayPal to make a decision and they went in favor of the seller saying the item is not significantly different than described. How can they say that when they did not see the item and the quality. Nor did they get me the address so I could return it. Totally unfair and I will be closing my account over this issue. Be aware of PayPal because they are not for the buyer even though you are spending your money the same as the seller.

When you use PayPal you provide them with your credit card. Your credit card company gives great service on fraudulent charges and refunds. PayPay does NOT. I have had 3 experiences where they will not assist with a fraudulent charge and instruct me to contact my credit card company. Also, with a refund, I have experienced poor customer service and a similar response to contact the merchant directly. PayPal does not provide any service. Just use your credit card.

I bought clothing at an online company called StyleWe using PayPal. The company's website said returns would be "easy." I tried to return the merchandise only to find out it was NOT easy because returns had to go to China. The package was returned to me because the Post Office couldn't deliver it to the address given, and the StyleWe would not refund my money. I complained to Paypal and a representative opened a dispute for me. All of the details of the dispute were wrong and even the sentences made no sense because the person who took my information was not an accomplished English speaker. The dispute was denied because Paypal said StyleWe hadn't received their unreturnable merchandise.
Every time I tried to communicate with Paypal, I was talking to someone from another country. They were impossible to deal with because they didn't understand the nuances of the English language, and everything they wrote in my file was not accurate. They couldn't understand that if a company lied in order to get you to buy something, that was fraud. They also didn't have a dispute process for fraud, so they simply didn't care what I said because it didn't fall into one of their recognized categories. Conversations were circular: Me: "This was fraud." Them: "If the company didn't receive the return merchandise we must deny your dispute." End of story.
Meanwhile, Paypal had put the disputed money into my account without letting me know that the money could be used as I continued to use my account. At the end of the dispute -- which they denied -- they wanted the money back! I never asked for the money and I never knowingly used the money. And I don't believe that it should have been placed into my account in the first place. That's a stupid way to handle a transaction that could be reversed in the future. They have now been now calling me every 20 minutes for weeks trying to get me to repay the money. It's of no value to answer the phone because the person on the other end is an automaton who can't resolve the issue. They can only tell you you MUST repay the money. It's clearly nothing but harassment!
They won't let me close my account or take my credit card off my account. I'm afraid they will just use my credit card to repay themselves, so I'm going to have to close my credit card account if I want to resolve it. It's impossible to communicate with Paypal because you can't email them directly, you have to go through an email 'tree" which gives you specific options. If you want to just tell them, "I have a problem, what should I do?" you can't, because there's no option for that. If you call them, you talk to someone from another country who clearly has a "talking points sheet" and they can only respond to issues on their sheet.
They are a terrible company that has no regard at all for the PEOPLE they have as clients. I'm afraid they're the wave of the future. They may be easy to use as long as you fall into their categories and nothing goes wrong. But eventually you will have a problem with them because Paypal is nothing more than a GIANT COMPUTER.

If you're a business I would never recommend working with PayPal. I opened up a store, had £800 in the PayPal account from purchases and out of nowhere PayPal lock my account and tell me I can't touch my money for 180 days... Also spoke to the lady over the phone and she was very rude.

I made a purchase on eBay. 3 hours later the seller was kicked off the eBay site. I called eBay and informed them that the seller was taken off the site and I called eBay Mastercard and filed a complaint. eBay told me to cancel the complaint and let PayPal handle it so I did. They gave the seller 10 days to respond. The seller waited till the last day to dispute the case blaming eBay. PayPal told me, "Don't worry. We will handle your case. Don't call or respond to any emails." Well shortly after they sent a email to me giving me 3 days to respond. Since I didn't respond they closed my case. So then I reopened my case giving the seller 10 more days to respond. Once again the resolutions team informed me again, "Don't worry. This time we are going to handle it. No emails will be sent again."
The seller waited till the last day and PayPal gave him more time to fix the problem. Again I received an email giving me 3 days to respond. Now I was upset and after a heated conversation with the rep and I told her, "If you guys don't fix this I was going to the Better Business Bureau." She quickly said, "Ooh well since you're going outside to resolve this issue then good bye" and closed my case before making me the last customer before going home. So now I'm waiting for morning to get a call from a supervisor. As soon as I get this fixed I'm 100% closing my PayPal account. Not only that they say they don't charge you but if you sell on eBay, eBay charges you for the sell then money is put into PayPal and if you want the money PayPal charges you to take the money out and that's not including eBay's charges for a label...smh. I'm so done with PayPal. So anyone reads this "YOU DON'T NEED PAYPAL TO DEAL WITH EBAY". So don't do it.

Every time I call I'm sent to a specialist and put on hold until they connect the call to a specialist but I'm placed on hold for forever and no one answers.. Get more employees if that's the issue. PLEASE LEARN FROM MY MISTAKES AND DO NOT USE PAYPAL. I have been a PayPal member for over 5+ years, exclusively used them for my online store, and never had a problem with the company or any buyer/seller within the company. In fact I recommended it to my peers and friends when do online shopping or selling. THAT SAID, in the last two weeks, PayPal has managed to create a huge inconvenience in my life, and have only made matters worse in how they handle it. Recently I came across a large sum of money from one specific buyer. After these transactions occurred, their algorithm triggered a flag and I had to go through a process to restore my account by verifying my identity, this is reasonable.
Everything went back to normal. Then, after no more transactions occurred, PayPal “temporarily limited” my account, preventing me from buying or selling anything with my account and more importantly prevented any withdrawals. They prompted me to “resolve this issue” by filling out more than 20 forms, some of which were to verify my identity (sound familiar?). I was confused by some of the forms and their lack of information, so I call PayPal customer support and their automatic phone line recognized my account, and would not let me talk to a customer representative but only prompted me to fill out the forms. Not an hour later after completing these forms, I received notification from PayPal that my account was permanently limited and I was no longer allowed to do business with PayPal.
Confused, I call PayPal and after talking to multiple representatives, none disclosed a single hint as to why my account was limited temporarily or permanently. They also refused to work with on finding a solution or find a reason to all of this. Additionally, I was not allowed to withdraw money for 180 days for the sole purpose of a customer wanting to charge back or demand refunds. Now I only had one customer in the last few months, and this customer was very interested in doing more business with me on PayPal so he called PayPal multiple times, expressing his satisfaction with our transactions and that he was willing to sign an affidavit that he would not ask for charge backs. They simply told him that he was unable to help the situation, and only that I had “stuff to figure out”. Funny, considering they wouldn’t give me the time of day for some odd reason.
I did not mention this before, but my PayPal balance was six figures at this point, and PayPal decreed that they would be holding on to this large amount of money for the next six months. Naturally, as anybody would feel, I did not like PayPal practically robbing me of six figures of my own earned money. As all of my sales legal jurisdiction falls in the state of California. In layman’s reenact California’s laws state that a non-bank institution may not hold one's money for over 10 days. I called and emailed PayPal and reminded them of this, which they are clearly aware of since they are headquartered in San Jose, CA.
After telling multiple representatives that what they were doing is illegal, they acknowledged each time that their acts were illegal, but are welcome to any legal action I take regarding this. This alone states that PayPal is fully aware that this action is immoral, unethical, and illegal, yet they could care less about anyone’s feelings, especially a loyal member of 5 years.
I have done more research online, and thousands have shared a very similar experience to mine and have told of their disgust with the company and how they have handled it. I am very disappointed in this company, and after seeing how they are not pragmatic and openly perform illegal actions, I have no desire to return as a PayPal customer regardless of how my situation plays out and I strongly advise others to not use PayPal.

I have a PayPal credit account and I shop a lot on eBay. They gave me a limit however I unknowingly went over the limit. They immediately took over 100.00 from my debit card to pay for some of the eBay items without giving me any notice. I am a senior and trying to live on a small check. PayPal took that money without notifying me in advance. I was getting ready to go to the grocery store to buy some food so I wanted to see what I was able to spend. Oops. Good thing I checked first before going out shopping as PayPal took out over 100.00 from my checking account without notifying me. Good thing I checked as it could have been pretty embarrassing at the register trying to pay for my food.
When I ordered the items from eBay I told them to charge to my PayPal credit account but it put me over the limit so rather than notify me they just took it out of my bank account. I was told by PayPal that I should not have had my debit card listed. I have had PayPal since 2001 - never any problems with anything. I loved them, until they took my money behind my back. I removed my debit card, and thought they could still mess me up so after almost 20 years of using PayPal I canceled my PayPal account.

After making a purchase online using my PayPal account, I quickly realized that the merchant was fraudulent. I immediately involved PayPal in the concern but was given faulty information and inadequate responses to the dispute process. PLEASE KNOW that PayPal DOES NOT protect a consumer from illegal merchants on their system. I have been working to resolve my case for months to no avail. They have consistently ignored the facts of my transaction and have not shown any effort to rectify and stop these types of transactions from occurring. Do not place your trust in this service.

Notification of my sister's death in mid March 2019, all documentation and required paperwork (death certificate, will, executor letter, instructions on how to return funds, DL copy of Executor, etc.) forwarded to PayPal Compliance Department March 30, 2019, yet the Estate has been unable to get any information on remaining funds held in her Cash Plus account, or to have these funds returned to the Estate per their directions. Multiple letters, emails, and customer service emails have been sent without anyone getting back to the Estate, or crediting her checking account as they indicated would happen.
Now May 28, 2019 and still cannot get PayPal to communicate. No customer service number for the "Compliance Department" and regular CS operators do not have authority to access information. I hold a PayPal account, but may have to seek alternative means for payment given the extremely poor customer service we've experienced. If this approach is widespread, PayPal is holding assets interest free on a massive scale.

Despite the perceived convenience of PayPal to a small business, I would never recommend them as a business partner. I used them for online purchases through my website. A customer placed a non-refundable deposit then changed her mind about the purchase, PayPal chose to refund her even though it clearly stated that payments for this service are non-refundable and since it clearly states in their own User Agreement and Seller Protection policy that changing your mind about an item is not a sufficient grounds for refunds. Every time I called them I was misled and lied to about the information they received from me and from the buyer. The buyer also sent "proof" that I promised a refund, which is false because no document was ever sent to the buyer.
I was misled by their reps about the next steps for me, emails addresses to send information to, and what PayPal was going to do in the matter of my case, when I would expect follow up. They also refused to talk to my attorney in regards to my case. I will never recommend PayPal or use PayPal in the future even if that limits my access to certain services or products. As a small business, I need a partner that supports the legal policies that my attorney has written for me, and who takes the time to review the information their clients send to support their claims.

Back on April 8th, my eBay account was hijacked. The account username, password, address, etc. were all changed and items were purchased using my linked PayPal account. PayPal charged the items to my Capital One credit card, who immediately notified me of the charges. In less than an hour, I had contacted all three companies, all charges reversed, credit card changed, eBay account re-established, etc. All seemed well until a month later, one of the charges came back on my credit card.
The dance started again... Called the credit card, they stated that the eBay seller had shipped one of the items already (back on April 8th) and thus the charge went back on my card. They advised to call eBay. I called eBay and they stated that they noticed the issue... "not to worry, if you ever receive the item (which I have not), disregard it"... In any case, they will take care of it. They provided me with a "unauthorized transaction" code. I should call PayPal and they would take care of it, with the provided code.
Here the nightmare began. I have so far spent over 4 hours on the phone with PayPal. Every customer representative I have talked to is worthless. One insisted on me getting the old cancelled credit card # for him to find the transaction. Another one told me he could do nothing since it was the weekend and the department for unauthorized transactions was closed... Each time after waiting for close to 1 hour on hold. The last time, they stated that even though they had found everything in the system, their "hands were tied" because I had called the credit card and thus nothing eBay did was actionable.
I asked for a supervisor to no avail. All these foreign customer service agents are taught to tell you for 5 minutes how they would love to help you... Just to conclude that there is nothing they can do. I have since cancelled my eBay account. They cannot be trusted. If a fraud caught within minutes of happening has turned into such a nightmare I cannot continue to trust them with my financial information.

PayPal is totally rip off, they took their charge and now they have hold my money by saying, "Your account is limited," without telling me any reason why they limited my account. I have not even a single dispute still they held my 7 thousand dollars.... This PayPal is a complete ripoff.

Terrible dispute solutions and resolutions. We bought items (shipped from CA) & received items not ordered. Both the seller and PayPal expect return of the items to China - an expensive return. It was a real hassle trying to get to talk or chat with anyone at PayPal. The issue would have been better resolved if the items were merely charged on a charge card than dealing with PayPal. I fail to understand why when we did not receive what was ordered we need to go to the expense of returning them - PayPal did note they MIGHT reimburse return shipping - not that they will reimburse it. BUY WITH A CHARGE CARD - DON'T USE PAYPAL. PayPal is way too difficult to obtain results.

So I as a Canadian have all kinds of issues with PayPal. The length of time it takes for them to process a payment (3+ days) and their requirement and process of validating my id is a pain. Ex: I wanted to send money but they needed me to validate my address. I send the required ID. It takes 6 business days (this is the internet in the 21st century business days should be all days, but they don't include weekends at PayPal). This in itself is ridiculous. After waiting the 6 weekdays they tell me my id is not good enough for them and I need something issued in the past 12 months. First of all it has an issue date of 2 months ago, 2nd of all nothing about a 12 month issue date was mentioned beforehand. If sending money as a Canadian I would advise the 1000's of other options online to transfer money (E-transfer, Western Union, Bitcoin, Goldmoney, etc.) over Paypal.

I was OK with PayPal up until I Invoiced a customer through them. A VERY long story short, I was fed false information, I was told a different story every time I called them and they lied to me about contacting the customer. They said they sent emails to them when in fact they did not. All in all they held my money for almost a month and when asked about who gets the interest made off of that money while it is sitting in their bank, the replied "what interest?" I strongly suggest you DO NOT use PayPal to send an invoice. Call your bank and find another way... PayPal is a total ripoff.

Trying to get funds out of PayPal account is absurdly frustrating. To compound the issue their Help staff cannot answer any questions or provide any specific reason why their “system” will not issue your funds. After multiple calls over the last month I have tried to get my money all the reps response have been pure speculation to why the “system” will not comply to my request. Each speculative steps they offer I respond “tried that already”. Since I have become an expert with the number of hours attempting to get my money. The same conclusion by PayPal Help rep is the same “just have to wait and try again later”. Seriously?
PayPal needs to get their act together. If your coders cannot design a Security System that can be verified then you’re not very good at your job. Stop trying to replace human interaction. There will be problems. Face it, own it, and let your help desk intervene or at the very minimum show them WHY your system is denying the customer their money. I rate you ONE STAR simply because I can’t go lower.

I put in a claim for refund from a globally-infamous Chinese company, JustFashionNow (that changes its name frequently) and provided tracking numbers to a London UK address which proved to be bogus, non-existent. My claim was denied as I allegedly did not Provide tracking information. Huh?! I am appealing, of course, as scammers should not get away with it. I provide the link to the website with umpteen posts about this scam company too. What is PayPal doing providing cover to scams?!

They are keeping my money from me because they allowed a transaction I had called and asked them to not allow! Twice!!!! Now they've locked my account I am highly upset! I'm a mother of two special needs children and I need diapers and food!!!!

I transferred money from my Paypal account to my bank account on the 24th of April 2019. As of writing, it’s still not posted in my bank account for more than a month now. Here’s what they did: 1. Paypal customer service trace the money and they can't trace it. 2. I called my bank and was told that since Paypal is the app used to transfer money and it’s not posted in my bank, the problem is in their end. 3. Asked a question in one of their Facebook post and was told to message them privately. 4. They blocked me to their Facebook page because it gives them bad publicity that their UI cannot be trusted with our finances. 5. Contacted customer service through Facebook chat and was told that they cannot help me and I should call them. What is your response now, Paypal? I have all the screenshots to prove all of the above.

I bought three items from a Chinese seller and the tracking numbers said the items were delivered at my house; they were not and PayPal and also eBay refuse to give me any refund. To back up my claim I told PayPal at least a dozen other buyers who bought similar items at the same time, have said the same thing about the tracking being fake. I told eBay to look at the seller's recent negative feedback as proof of my claims but still no refund. Because of the many scammed buyers PayPal and eBay would have to pay many thousands of dollars in refunds, that is why they refuse to.

I purchased a product from a customer that indicated my product was sent. I asked for tracking number. They said I would receive it. I never received the tracking number and after a month, I emailed and asked where my product was. The company told me they took my money and couldn’t fill the order so I requested a refund through PayPal and put in a dispute and claim. This was all in February. It’s now June and PayPal has been giving me the run around asking for information I have already sent them numerous times. I have called them numerous times also asking why my refund hasn’t been dealt with? I have all the correspondence from the seller showing their lies and admitting they took my money knowing they could fill the order but PayPal will not help me.
They now tell me it’s been over 20 days so they won’t help me with my refund but I have been fighting with PayPal for months trying to get my money back. They keep giving me a run around so now they say if it’s within 20 days and they can help but after that they won’t. I said I have been fighting with you for months for my money, calling and emailing you so yes it’s past the 20 days but that’s because you are making me jump through hoops, sending the same information to you over and over and over wasting time. So they denied my refund cause of time. But I contacted them within 20 days of not receiving my product and been dealing with them since, fighting for my refund bug because I have been fighting over 20 days. They won’t help. That's pretty ** PayPal. Yet they agree to continue to deal with a company who steals and lies. PayPal is no better at this point. In my eyes they are pretty ** people.

I've use PayPal for years without an issue, but I recently used it to pay for two purchases from the same vendor, which their system incorrectly marked as "Money Transfers" and caused the credit card funding the transaction to process the purchases as cash advances. This cause those 2 transactions to both be accompanied by a cash advance fee and immediate begin incurring interest charges.
I first tried calling the credit card customer service, which is also terrible. They informed me that any transaction flagged as a cash advance is not open for dispute, and neither are any of the associated fees. So I called PayPal to try to get them to correct the mistake. The phone rep was less than helpful. She pinned the blame on both the vendor and on the credit card company, and refused to assist or forward me to somebody that could assist.
So I moved on to the online message-based support. Each time I reply to a message, I get a new rep. Only one rep showed any interest in gathering more info to try to help, and the next immediately went back to providing stock answers to stock issues that don't apply. Every other rep provides a stock answer to the wrong issue, and the ones that seem to actually read my message just insist that the purchases were not processed as money transfers even though they are the only transactions I have ever used PayPal for that display the label "Money Transfers."
I have repeatedly asked for my request to be forwarded to somebody that might understand the issue, or at least to be provided a way to communicate with the same rep more than once. These requests are ignored every time. There is no way to get satisfaction if the front line reps cannot immediately resolve your issue with a simple fix or answer.
