If there is one thing I learnt it is to stop making purchase through PayPal. Two instances and if I don’t learn now I don’t think I ever will.
1) Big giant company did not send me the full Order but charged me the full price. I call with them to dispute as well as with JC PENNEY. PayPal takes 2 weeks and comes to the conclusion that I was rightfully charged and that I will not get a refund. Meanwhile JC Penney went through the order and confirmed that one item was missed and allowed me a partial refund like I wanted.
2) Small company charged me without authorization. Finally got the manager who agreed for the refund. Meanwhile PayPal says I had an agreement so they will not refund the money.
Buyer beware. Use your credit card to make payment as you can dispute easily with them but if you make payments through PayPal the bank's hands are tied and PayPal will not help you cause logically they will Not get paid for money refunded. Horrible customer service.

Let me first start by saying that unless you’re the seller PayPal DOES NOT CARE ABOUT YOU!!! I have been trying for a month to talk to a live agent about a dispute that I had to escalate to a claim because I couldn’t get a live agent on the line. I told them numerous times for a month that me and the seller had agreed to do a partial discount and I would keep the product.
After a month of getting nowhere with nobody I messaged the seller directly, they tried to apply the partial refund and PayPal cancelled it and wouldn’t allow it-mind you this would have resolved the dispute immediately. Finally got a live agent on the website's message system today and told her everything only to have her say she couldn’t help me. So back to square one!!!
I looked up the seller's phone number on Google and called them directly. Told him everything that was going on and he knew my name from previous emails, he says, "I will call PayPal and get this taken care of and call me back." I asked, "How are you going to get someone on the phone to resolve this when I’ve tried for a month?" And he said, "Don’t worry. I will call you back in 15 minutes." Ya know what, he actually did what he said and got this taken care of in 10 MINUTES!!! I will be closing my PayPal account and shame on them for only caring about the seller!!!

I made a purchase from what I thought was Target until I checked out on March 27, 2020, but since it was through PayPal I felt protected. WRONG! I never received the products and it’s been 2 months today and I’m still waiting on resolution from PayPal! The resolution has been going on for over 5 weeks! What is there to resolve?
I emailed the seller and they never emailed me back nor sent me the products! They attempted identity theft but couldn’t get me to reveal my information over the phone by false claims that I had been hacked by someone trying to get a target card! They were real slick about it too! They asked if the numbers submitted to them by the hacker were my license number and that’s when I caught on and hung up and contacted everyone about my credit! They knew about the target purchase because they were the same company! So I don’t trust PayPal anymore after all that! Why is it taking so long to refund my money! PayPal was the seller. Hasn’t responded back to them so what’s the problem? Exactly! PayPal doesn’t want to do their actually part!

I ordered a product off of a website and used PayPal to pay for it. When I was sent a tracking number from the merchant it showed that the product was delivered two weeks before I even placed the order. I filed a dispute with PayPal and they denied the dispute because the tracking information showed that the product was delivered. I explained to them numerous times that the tracking number showed that the product was delivered two weeks before I placed the order, they said that they could see that by using the tracking number and they still denied it. Now I'm out $50 and will NEVER use PayPal for anything, ever again.

I have been trying to reach Customer Service for days after having a bad experience with a seller in HONG KONG (yes website did not state this shipping from HONG KONG). Item arrived damaged. Seller is trying to ask me to pay $45 to ship back a $90 backpack that per USPS can not be tracked currently to its final destination. UPS and Fed Ex can not guarantee delivery as well. Seller has not been helpful at all with a response after 4 days of trying to reach them via their online "chat" system. They have no customer service agents available via phone (yes I know this is COVID-19) however I have 2 days left to reach someone to add details to my case (which I am unable to do online since the seller authorized their bogus return). Sad that they do not have better set up currently I have been a customer for years.

I got scam by a buyer for my gaming laptop and they charge-back me and open up a case. It's been 5 months and the case is still open with no help at all. I contacted them through their phone and chat two months ago which they just told me to wait longer. Two months Later, I BBB them and they don't respond at all. I twitter them they ask for my account and case number and after I give it to them, they don't respond back no more. Don't sell stuff on eBay. eBay is no help at all, they told me to talk to PayPal about it. USPS won't help cause since he sent the package back because of eBay, I can't get insurance for it too. Now the thief has my laptop and I lost a lot of money because of it. Lesson Learn. Warning to others not to sell on eBay and expect a resolution if you get scam. Good Luck To You All if you decided to sell on eBay using PayPal!

Hidden Fees, Delays in Releasing Funds, No Customer Service, Problems Transferring/Releasing Funds, etc, etc, etc. I will never use paypal again... I recently sold a car and the buyer asked to pay me via PayPal... The Car was 9,500 and after the buyer sent payment, I noticed that I only received 9,225 in my account ($275 Transaction Fee). When I found this out (the Buyer was never made aware of this fee nor was I), I asked the buyer to send payment another way... I tried to refund the money to the buyer but after days of back and forth with online messaging with PayPal (because they don't have a real person you can speak with) we finally gave up and agreed to split the fee so we wouldn't have to deal with PayPal anymore.
The transaction took place and we went our separate ways... unfortunately, although the money was showing in my account, PayPal had placed a hold on my account since I don't usually use PayPal... What is the point of using this online Payment Service if you can receive the funds... I had the Buyer contact PayPal to confirm they received the car and there were no issues. I continued to email and message PayPal for updates and because they don't have a person you can speak to all of this was done via Messenger... I have been bounced around to probably 8 different people and everyone seems helpless or says... ‘Let me put you in touch with "New Person" and see if they can help you…’ Well, it has been weeks, still nobody has been able to help and I have 9,225 sitting in a PayPal account that I cannot access and while they continue to earn money on my money... called "Float" I have hostage to them...
It is my opinion that just like a bank, the longer they can hold on to your money, the more money they make and therefore they are incentivized to sit on my money as long as they can... I use Venmo all the time and have never had an issue... I have used other forms of online payment and no issues... PayPal is by far the most horrible experience and I would warn everyone to RUN from Paypal... DO NOT USE IT>>> Use Venmo.

I purchased an item from a website and utilized Paypal for payment. I never received any correspondence from the seller so I contacted PayPal. The seller provided them with two different tracking numbers. Neither of which were valid which I found out after contacting the carrier. I brought all of this to the attention of paypal. They tell me on the 26th I will receive a refund if the seller hasn't replied. I again contact paypal and they tell me they are giving the seller more time to respond. Now it's the 28th. I asked multiple times how and why the date changed? No answer. Then I get a message saying it would be the 27th. Again I asked how and why it keeps changing. I never received an answer. I did receive a sorry for your inconvenience message. I repeatedly asked for an explanation, a supervisor, and a survey and never received anything. I fail to see the benefit of using this service!

I am waiting for my money from a someone that uses PayPal. My financial institution information is in the paypal database but cannot be added???? I have dealt with their robots and supposedly real people for the past 4 days and am yet to receive my money. There is no way for paypal to help me receive my money...I would not recommend paypal for anyone that is dealing in financial matters. This is close to the most frustrating online experience I have been through.

Have had over 20 years experience with PayPal. Have had complete nightmares as seller with eBay / PayPal. New decade now and it only is worse. Anything that can be paid for with PayPal is susceptible to Chinese scam merchandise. And they know it. Will not assist in getting satisfaction of bad dealings. I am done. And I am going to use.

I am extremely disappointed with Paypal as this was my first and last experience with them. One of the worst companies I have come across. I had funds transferred to my PayPal account on 20/05/2020, and attempted to transfer to my bank account however for some reason this was not happening after a few attempts I contacted paypal. I was informed due to some internal security I will need to wait 72hr before I can transfer to my bank account Note paypal have already charged me a few for accepting the funds.
I wait from 21/05/20 till 24/05/20 which in normal calculations is 72 hrs. I attempt to transfer and again I am facing same issue. I contact Paypal again on 25/05/20 and guess what I am again advised to wait for 72hr till 29/05/20. Can anyone explain how is four days 72 hrs? I am again told about this internal security which is preventing my transfers. They system has been placed by Paypal hence its paypal using this delay tactic to hold on to mine and many others funds hence it uses it to trade and earn that extra for which no benefit is passed on to the customer whose funds it’s holding.
One need to understand when we use such platforms we are parking the funds with them which means they can use our funds anytime to their advantage and we would have no clue. In my situation I don’t think paypal will be giving back my funds and will use many more such reasons and tactics to hold the funds for a longer period. I can only advocate please stay away from this frauds, scam company as your money is not safe with Paypal at any given opportunity paypal will steel your funds. The experience I have had I hope none can learn and also advocate the same to others to avoid Paypal. Such companies should be banned to trade and their licenses revoked. Paypal should be discounted by All in my opinion.

I had used Paypal for years for its convenience, then I purchased some very expensive concert tickets with Paypal. The group postponed the show due to the health of one of its members and the second time, it was cancelled all together due to the COVID-19 virus. The ticket company (OnlineCityTickets) wouldn't refund our money so I appealed to Paypal. After all, my credit card company protects these kinds of purchases, why wouldn't Paypal? But because the initial postponement and then the final cancellation came more than 180 day after my purchase, Paypal wouldn't step in to help. Keep in mind, the postponement and cancellation and its timeline were through no fault of my own.
So people, use your credit cards and NOT Paypal! Get your airline mileage and hotel points, or whatever. I know Paypal is convenient...I used them for years, but I learned a lesson that will cost me over $700. If you need to transfer money to friends or family, use a service like Venmo. Plenty of alternatives. Please learn from my experience. I did!

I was a targeted by a scam. I heard from others that Paypal will work with you in those circumstances. I had lots of proof. Never got my money back. Their payment verification process has wasted so much of my time due to their website/App not working properly. I'm very bitter toward this company now, and will probably never buy anything from someone 3rd party online as a result.

I have had a Paypal account for 10 years, from time to time I was contacted by them on my house phone with a verification code. New paypal rule states I must have a mobile phone. I live in an area where we can not get a mobile signal. I phoned paypal and eventually got to speak to someone. This person promised that if I gave my daughter’s mobile number they would still use my house phone to contact me (my daughter lives 200 miles away and works shifts). Paypal stopped honouring payment for things I had bought. Because there was no answer on my daughter’s phone, she was asleep.
I tried phoning them but no answer, I also tried their online site to complain, no luck there either. (Their site is designed to frustrate.) I tried their online chat service & was left on hold for 4 hours, swapping arms and asking my wife to take turns eventually after 4 hours their site shut down on me. I have now complained to the financial ombudsman & waiting for their reply.. Paypal’s arrogance is unbelievable

This was my second experience with a purchase through PayPal that the seller never fulfilled their agreement. I filed a dispute and as always PayPal denied and ruled in seller favor even though documentation was very clear merchandise was not received. I will never do business with PayPal again because the customer means nothing to them.

All PayPal is doing right now is a Covid-19 Ponzi Scheme with customer funds. They are taking 6 weeks to review bogus charges while they instantly freeze the funds from the vendor yielding them over a month's worth of earning interest on your money. This is not about being short staffed. This is intentional deception to create cash flow.

I have a PayPal credit card. I sent a payment in on the 1st of May and the amount of $38. The payment came back to me the same day. I have been trying to reach PayPal for the last 3 weeks to find out why the payment came back. Today is May 22nd. I finally reached customer service. The first person I reach was Jessica. She said that because I didn't have a PayPal balance and they couldn't retrieve the money that's why It came back. I told her that's impossible because $100 cash had been put in my account and it was available because I used a part of it with another card. She finally Place me on a brief hold.
The next thing I knew I was speaking with security for PayPal. I asked why am I speaking to security? He said, "I don't know why are you calling?" I said, "For my PayPal account." He went on to tell me about something about security. I was like, "Well what's what's the problem? I'm calling to find out about a bill that I paid and the money came back." He then transferred me and I had to start all over with putting my name and my account number and everything in again. I don't know PayPal has issues. Is it time to bail out? Then I got some on across the waters. I said, I quit. It's a mess.

After not receiving an expensive purchase from a Chinese company, I requested to cancel the order and never heard from the company. I filed a claim with PayPal. They "investigated" and said that the package was delivered. I never received any correspondence from the company, nor did I ever receive a package. Without even listening to me, PayPal sided with them. I will no longer ever deal with PayPal, and you should strongly consider whether you want to do business with this unreliable organization or not.

I realize covid-19 has changed the way many companies handle customer service, but paypal, whom is benefiting immensely from the pandemic, has absolutely no customer service available! Ridiculous! I have been trying to reach them for 4 days now about a refund owed to me. You don't even have the ability to hold, just a message saying the customer service dept is closed. I've tried the chat and email route as well. Not one response to my multiple attempts.
The rest of the country is opening businesses back up. Meanwhile paypal is making record amounts of money because of the pandemic yet they can't provide any customer service for their patrons? The very people who make them this money. Small businesses have managed social distancing for workers, is paypal incapable of this? How long do all your customers have to wait? Highly disappointed that a company of this size have left so many people hanging. My next stop is the Better Business Bureau.

Would not back a purchase that I proved was fraudulent! I ordered two cat tree houses and got two 1 foot scratching posts. I tried to contact seller through PayPal and received a failed notice. I tried to contact through sellers website and found the site no longer exists. I forwarded all info, pictures, and failure notices and PayPal still did nothing. People use this service because of the protection coverage, but they won't protect you even in cases of proved fraud!!!

Purchase 3 items from a vendor and paid with PayPal. Vendor sent 1 item but charged for 3. PayPal said I needed to return item to get refund. No partial refund. Returned item at my expense with tracking. Product was tracked to the country's customs and then nothing. PayPal denied my entire claim. Now I'm out $234 for the 3 items and $55 for return shipping.

Paypal refused to reimburse me $315.00. Made reservations in February, 2020 through Cancelon (booking agency) paying with PayPal to stay at a hotel in Jacksonville, Fl for June 2020. Due to the Carona-19 virus the event at the hotel was canceled. Contacted the hotel to cancel and was informed that Cancelon had canceled my reservations. Attempted to contact Cancelon, their phone was disconnected and they had filed for bankruptcy. Filed a complaint with PayPal for a refund it was rejected, filed an appeal with all available information, rejected again. The original PayPal statement that they had paid Cancelon stated the my purchase was covered by the PayPal guarantee. Guess PayPal changed their mind.

Paypal, despite their claims, will not provide any kind of adequate seller protection. ANY claim made by a buyer, even if not valid, will always be in the buyer's favor. 100% of the time, regardless of circumstances. Honest sellers have no protection against fraudulent buyers. Beware, consider using alternate platforms if available. Customer service is rude and unhelpful. This would actually be a great product if they actual stood by their claims and provided good customer support. Such a shame....

I sent a payment to a person, made a mistake and sent it using a preferred payment of American Express. I contacted American express right away about this. There is absolutely no one to speak to, covid issues. The virtual tech machine said they don't see the transaction, I did though. I tried to cancel it. You can't. I sent many messages to PayPal to stop the payment through american express, wanted it sent through my paypal balance. I never heard back from them. I found out 2 hours later that American express sees the charges pending. I set up a dispute with paypal, well the transaction in disputes doesn't show if the dispute is for an american express payment to the person, or a paypal balance payment which I did after.
Good luck with paypal handling anything after covid. I had to call American Express to set up a dispute to not pay this person this way. I pulled the American Express card off of paypal but that doesn't seem to be working anyway since the charge is pending payment. I'm not sure how this person is getting paid since I haven't heard back for over 2 hours from paypal. I would suggest no one use them unless it's a simple quick transaction, but I am not using them. Horrible, no one to speak to during covid.

For all of you using PayPal to make purchases requiring currency conversion. Did you know PayPal charges buyer a currency fee around 4% on the full value of transaction. Did you also know that if transaction is fully refunded, PayPal keeps their fee. So If you made a purchase through Ebay and the seller cancelled the transaction, you are out that 4%. You will get a full refund in seller's currency, but if you check the refund carefully in local currency on your PayPal account, you will notice you are getting less than you originally paid. Some of that variance would be currency fluctuations between purchase and refund, but in there lies a hidden 4% non refundable PayPal charge. So in the world of Covid-19 where sellers accept orders only to find out they are out of stock, or Ebay sellers that change their mind, you are out of $4 dollars on every $100 spent. High price to pay for simply placing an order.

I hope PayPal go bust. Disgusting lying thieves. I wish I’d read the reviews before we placed our faith in PayPal. I won’t bore people with the details, only that we have provided every single piece of information and yet are met with a wall of silence when attempting any contact. I’m not in the business of hoping people lose their jobs but in this instance I hope PayPal folds and a competitor steals all their business. A disgusting and shambolic business.

They do not answer their online service, when you call customer service it takes a ridiculous amount of time to work through the unhelpful automated machine, and if you get lucky enough to reach an actual customer service line, they are not in service, I called last night, they said they were open today, they need to fix this.

I had applied for a grant during covid. 500$ I was awarded the grant. One of the ways I was given to receive it was through PayPal or my bank account. I accidentally hit the PayPal selection. Well that's where it went. PayPal received it. And it shows it's been received. But when you click accept I get so many hoops to jump through. I made sure my account info (phone number, address, and bank) was up to date. So I added my card and when I go to transfer it that way I get an error message saying "There was an error on our end. Try again in a minute or two." Try again and again and again to avail. Entered in my bank numbers. It asks me to verify it with my phone number, which is already on my account and verified when adding it, but makes me enter it in again as if I dont have one on my account. Then repeatedly tells me my phone number isn't mine. Will not send the stupid code to verify it at all.
They sent me 3 deposits to verify my bank account at first and they deleted the account info and way to get back to it to enter in the deposit info. Cant call as their call center is closed. And messages weren't any help at all until I got one lady who genuinely seemed to be helpful and equally as frustrated. I went in the next day as she said to do the transfer and it said my bank didn't accept instant transfers. But it does. I use Venmo and Cash App with no issues doing instant transfers.
So my mom tried to help me by using her debit card to do it. We tried it and got the same error twice. Then it brought the log in page back up so I reentered my password. And it then tells me that they suspect unusual activity. They need my help to secure my account. I hit secure my account as that's the only option. And it immediately tells me "Sorry we couldn't confirm it's you" and that's it. Now I still cant call as they are closed. AND I cant send a message because I have to logged in to do so and it will not let me get any further than that. So they have my money as received and I need to accept it but they will not let me accept it. And it "gets returned" on may 28th.
I have tried to leave in paypal. It asks me to prove my social with a picture of my card (lost it a couple years ago) and prove my address but I moved the week before the shut down in with friends so no Bills are in my name and I bank solely online so no paper statements at all. So neither of those options are possible. I tried sending a copy of my DD214 which has my full name and social and they denied it. I sent a screen shot of my phone account page and my account info (name and address and phone number) and they denied those too. They have made it impossible to access these funds. I contacted the company that issued the grant and they tried getting it back but paypal wouldn't release it back to them because they received it. But it isn't accepted yet. So they in my eyes have basically stolen 500$ from me.

This company I was a client at for many years has turned to **. They are breaking the laws arent handling my data very well. I cant delete my account at them while in the EU the laws of the GDPR make it very clear it's my right to leave them and request an all data destruction. PayPal is unreachable.

I used PayPal because I thought my purchases would be protected if there was a problem. I unfortunately shopped with a very shady online boutique called Simply Obsessed by Sarah Gibbons (STAY FAR AWAY FROM THIS FRAUDULENT COMPANY). After making purchases and then realizing "their rules" I tried to cancel my order. They claimed they do not do that.
Mind you we are in a pandemic and almost every reputable company cares and is working with their customers. They like to take advantage of single moms and those who do not have the means and admittingly made a mistake asking for grace. These cold hearted people do not care. So, I went to PayPal for help and they were just as bad. I used them for the protection and it got me nowhere. As soon as the rest of my payments come in I will be closing my account because they do not protect you. I really did not even want to give them a one star because they do not deserve that. Thanks for nothing PayPal, you're just as fraudulent and crooked as the clowns from Simply Obsessed!

PayPal is not a good payment system from the point of view of business owners. I am using paypal for last 5 years and I had bad experience with them on many transactions. They dont investigate the cases properly and encourage fraudulent behavior of some of the customers. They have purposely designed the case and resolution center to fool the businesses. The customers make false claims about the defective merchandise and paypal is not interested in any evidence that you submit to fight the case. I would not recommend to any small or medium size business.

PayPal will not as of recently, release funds to any seller for up to 21 day in order to pay restitution to the buyer. I received a 5 Star rating, I provided tracking info, and shipping label on a guitar sale from Reverb, and PayPal refuses to release funds. I would never use PayPal again and suggest people look at other methods.

I called and called PayPal after getting ripped off. Talked to one of the Managers, explained I was disabled. The guy told me why I shouldn't be buying my dying father a gift with my money and laughed. I explained that the person who was using PayPal for illegal activities and fraudulent items sets a bad example on the company. Nothing was done. Sad when people just come to work for a paycheck and decide not to work.

PayPal favors their false advertising vendors instead of their customers. Do not do business with an unknown business through PayPal. PayPal will favor that business even if the business flat out says they don't exactly have the items they advertise. PayPal is just as much a crook as the fake company they allow to steal from customers.

I ordered Apple AirPods from a Chinese site. I received a counterfeit AirPods. PayPal said I needed to pay to have the AirPods shipped back to China which would cost me $28 for the tracking information.

I've been a PayPal customer for over 16 years.. in the beginning of 2020 their policy have changed. It seem like they're placing hold on funds on every item I sale on eBay.. PayPal excuses would be like, you're a new customer or not providing a tracking etc. Which both excuses don't apply to me and all others.. PayPal has a stranglehold on eBay... you can't receive funds through ebay without having an PayPal account.. PayPal are a bunch of criminals and should not be allowed to do any business with any other company and also shame on you eBay for allowing this to happen... Horrible!

Haven't gotten my money back from them for the item I bought 2 months ago and opened a case 2 months ago, they keep dragging their feet. Any credit card is more helpful in this situation. It's not the first time this happened to me with Paypal, I always have problems with them, they are useless most of the time. The customer service is lame. They don't even try to help or resolve anything, they have robotic generic answers. This time I'm closing my account and will never use them again.

I had my account locked. They say I have violated user agreement. I do not believe I have done that. They will not tell me specifically what I did wrong. Very little help when I send a message and no help at all when calling customer service. They just message me that their decision is final. I am left wondering what did I do. I seldom used PayPal but recently when I tried I found out my account had limitations. Very disappointed in this company.

Purchased an item via PayPal from what appeared to be a US company. They actually had USA in the title. Turns out they are a Chinese company seller fake knock-off items. Item never shipped and PayPal denied my dispute twice. I have had to file formal complaints with the FBI and FTC. PayPal simply doesn't care at all about their customers.

Updated on 05/16/2020: It is now going on week 2 that Paypal has not released my funds. Paypal has received it. It's just sitting there on hold. It was not an eBay transaction nor am I new. My account is almost a yr old. Every attempt in contacting support or even doing as they asked has ended in failure. So wth is going on with my money. I'd love to delete the lame app. But I can't until I get my funds.
Original reiew: I have had $80 sitting in my Paypal since Thursday. I'm not giving you my social and my address. I mean if yall feel like stealing $80 is worth it, because I won't give you my personal information???? I've called customer service. It's shut down. I've tried doing it through the website. I can't even log in to my account. I just want want I earned so I can get rid of paypal. I'm not a business. Nothing was done over eBay. It was a personal transaction.

I have been a loyal PayPal customer for several years but during this hard time for people they are clearly ignoring buyers who have legitimate claims. I purchased a pilates springboard from Elishops.com and paid via PayPal. After I made my order I realized that the company was charging much less than what others were so I started to do research on the company. I immediately contacted the buyer to ask shipping and product information and did not receive any response. I then contacted PayPal and told them that I felt the company was a fraud and did not hear back.
After being ignored multiple time by the Elishops I opened a dispute with PayPal and provided back-up for my complaint (the sellers tracking info that said my package was less than 1lb, the description of what should have been sent (proving it should have weighed several pounds),ignored messages by the seller, and a post on a scam page that proved PayPal had previous knowledge of the company scamming people). I received multiple correspondence from PayPal resolution center saying that I have no proof that I did not receive what I ordered so my complaint was denied. Two months later, still no springboard and PayPal is now ignoring me. It seems as though, no one is really reading the complaints been submitted, just look on the PayPal Community Board, I am not alone with this type of issue.

I had an auto renew on a product I was going to cancel when I got messages to renew. That message never came so an auto renewal was charged to my PayPal credit account. So I filed a dispute. The dispute went to pay pal and not PayPal credit and PayPal gave me a provisional credit to my Paypal account. Then the merchant denied the claim and they did not take the provisional credit back from PayPal credit they negative balanced my regular Paypal. I kept arguing that they needed to take the provisional credit back from PayPal credit... Oh no they can't do that.
So after fighting and fighting with their clueless staff I decided to deposit the money in the PayPal account. See I can't dispute with PayPal credit as PayPal already credited it back. So on 05/08/2020 I deposited the money amount with PayPal and it cleared my bank account the same day.... Oh but it takes 7 to 10 days to put in my PayPal account. All the while they keep sending me emails that I need to take action. I just told one of their clueless agents that is they send me another letter for this money I will tag it as abuse. I have paid off my PayPal credit and PayPal is zero and I will never use PayPal again!!!!

I have been using PayPal for years now but I had only one instance of dispute with the seller. I ordered 3 items in a single purchase with Wish, 2 came and the other 1 item did not. When following up with, Wish would ignore my question of expected delivery & instead keep saying that my refund window is over. I filed a reimbursement with PAyPal since I have not received the item worth $170 (gown for my daughter's 18th birthday). Paypal without any way of appealing or contacting them decided not in favor of me since the seller said it has been delivered.
PayPal website said, my purchase is guaranteed for 180 days. It has been around 90 days when I complaint. I was waiting patiently for the delivery due to Covid19. I was being considerate and yet this happened to me. PayPal showed that they are only good with promises. Now, I could not reach to their customer support, the reason is Covid19. They can use the pandemic as reason without regard to their clients. I am so angry for they are not reliable when their customers are in need of their help.

During the pandemic PayPal is impossible to contact and talk customer service. Our business has been trying and they are not even taking phone calls. The message system is is terrible. An endless loop of the same answers with their vital assistant. Being a financial institute this is unacceptable.

Bought a cookie jar on eBay April 19th. The seller cancelled the sale. According to PayPal... the sale was cancelled, refunding 'pending'. It's been almost a month. NOTHING. I've tried messaging them... They just say "check your financial institution". I DID. AMEX says NO ONE has tried issuing a credit.

This company is literally the worst company I have ever dealt with. They are not only NOT user-friendly they are TERRIBLE when it comes to customer service and frankly, customer care. I laid out money for a friend who reimbursed me and did not list it as friends and family. PayPal charged me a fee for this reimbursement. They do not have an option of refusing the money so the only way to get the fee reimbursed is to go through their customer service center. I reiterated the scenario and asked them to either reimburse the full amount to my friend so she could resend it as “friends and family” or simply reimburse me the $3.06 fee. In the midst of a world crisis and pandemic, PayPal refused. They said they were keeping the fee and it was not refundable. My request for it to be escalated to a supervisor has gone unanswered. Talk about an uncaring un-empathetic and tone deaf company!!

I thought PayPal was a extra layer of protection for online purchases. I felt confident making purchases through paypal. I was very wrong. The company told me they could not help me get information from a company I bought from. They told me they could not get my money back without a returning label which I had no control over but had pictures and the paper they gave me on the product when a company came and picked it up. This dispute was over 3,000 dollars worth of tiles. They also refused to talk to me on the phone due to covid-19. They sent a letter to the company but the company did not respond within a certain amount of days so they dropped the dispute. I was reimbursed my money 4 months later and this was with no help to paypal.

I ordered something from "SZYR Trade Limited". I ordered stuff from this place in China that I didnt know was from there till I tried to get my money back and the postal service aint accepting packages and they keep making me send back like how they not taking the package... I was charged for a product I never received from a company that does not communicate. I opened the case with PayPal and they declined it. I get way more protection from my credit card; who offers true purchase protection. A foreign entity (Chinese company) essentially stole my money and PayPal refuses to do anything despite me following their resolution process. They have no way to communicate outside of canned responses because once it is closed they do not allow you to communicate about the denial.

I was forced by my landlord to use this company as a way to pay my rent electronically. The first month they held my money for 6 days. This month they just took my money from my acct. It's been 4 days & my landlord has yet to receive my payment. Customer Service is not open via the phone and I have been sending messages via the message center for 2 days with the only response being a rep will respond in a hour. Today I will call my bank and only hope they can give me some resolution in retrieving my money!! I feel robbed at this point.

All the criticisms that I have looked at here appear to be by Paypal account holders, some have favourable comments to make and others bad but nobody has discussed the appalling attitude that Paypal has towards non account holders. There are times when we are forced into paying through Paypal even though we might choose to pay by a valid and healthy credit/debit card but Paypal deny us any avenue to seek assistance - it cannot be contacted if one does not have an account - when it erroneously decides that a billing address is not correct; who is Paypal to say that my address is not correct when everybody but Paypal accept it as it is and have no issues in sending goods or letters to it?
This arrogance is compounded when I relent and try to open an account so that I can actually tell Paypal that there is a problem with its payment web page but...lo and behold... I cannot open an account because it does not recognize or accept my address. I was in sense enough yesterday to apply for a business account for which I entered a false address which I knew to be in a populated area so might just be accepted but the questions that I was asked in order to open the account went far beyond those necessary to merely open an account. I will add that not one of those questions related to my financial status! Paypal was more interested in my personal and business details (what type of products, in what category does the business operate etc..).
I completed that process and went on to vent my anger after which I proceeded to close the account but that was an ordeal too! I went through four repetitive loops each time being asked to confirm that I wanted to close said account and each one asking me why I should want to do that. If ever there was a need to demonstrate and to confirm that Paypal do not take any notice of people this final process in closing my account is a very clear example.
My experiences are not limited to just one instance, they span a number of years and a number of futile attempts to pay with my VISA card through Paypal. Because I cannot, and now will not, pay through the Paypal merchant small businesses in particular are losing my custom because of Paypal. How many other lost customers are there out there? That is the question that retailers need to ask themselves!

My disappoint with PayPal during covid19 is complete. Suffice to say I have had problems much like all of the others listed on this website. I finally got angry and filed a dispute with the Attorney General in my state. I would recommend that others do the same. Someone at PayPal needs to step up and start getting these problems rectified. What went wrong with this company? They were really super, for many years, but the way of doing business seems almost criminal.

I have always had Paypal with no complaints, but since COVID-19, with returns, they have no human customer service options. So you can talk to no one to resolve an issue or dispute a case. When you file a dispute online, the Paypal Rep. supposedly reading your case, apparently skims or ignores most of the details, because I was asked for proof that I had already submitted from day 1, and my case was later denied for lack of the same evidence that I submitted twice by then! So no one reads your case carefully and you cannot speak to anyone. I have tried messaging them, it does not always work. Some days, I sit on my computer waiting for an agent to respond, and they never do! It is the worst service ever. Unbelievable that they cannot afford to have human beings talk to their customers and resolve issues. Now they are simply losing customers every second!

On April 21, 2020, I purchased a lawn dethatcher online and used PayPal for payment. One hour after purchasing the item, I received an email from Pay Pal stating the seller added shipping details. I found the UPS tracking number in the email to see the expected time of delivery. In checking, UPS said that the tracking number said it was already delivered. Huh?
I filed a dispute with Pay Pal on April 22, 2020. On May 4, 2020, I received an email from Pay Pal stating the dispute was declined as UPS said it was delivered. After my blood pressure dropped to a normal rate, I contacted UPS to investigate for myself. UPS was very helpful and informed me that the tracking number was associated with a package that was shipped on April 17, 2020, four days before I even ordered the product. I also found the weight of the item was 1.2 lbs. The dethatcher that I ordered is listed a 35 lbs.
The UPS lady said that the package associated with the tracking number was delivered to an address in the same city I live in on April 21, 2020. Pay Pal is closed due to the virus (can't they answer the phone at home or wear a mask like everyone else while keeping their distance?) I was left with two options: a text message to Pay Pal and re-contacting the seller. I sent the message to Pay Pal alerting them to the new information from UPS that they should have checked on in the first place. I sent ten emails to the thief who has not sent the item, fraudulently used a different tracking number from a different order to pose that my order was delivered and God only knows how many times this thief has stolen others' money without delivering a product. Zero response from the seller. Pay Pal sits there, using the virus as an excuse instead of having someone answer my phone calls and/or emails. Worse yet, Pay Pal and the thief gets away with it. Pathetic!

I sent money to my son in law for an emergency. It wasn’t instantly sent to him and said it would take up to 10 days. He cancelled on his end and then they charged me 15.00 for sending and charged him 15.00 for cancelling. I disputed to no avail and send many emails explaining the situation because they do not offer a human you can talk to. It’s been a month and nothing and all I wanted to do was cancel transaction and wasn’t given a choice to cancel even though I tried immediately to cancel transaction. PayPal is a rip off and it’s sad because anytime the company is traded on Wall Street they need all they can get to boost their stock price. The system is failing everyone everywhere.

PayPal's Help Center says if you make an unintended purchase you can dispute the purchase and get a refund. They also state you can contact the vendor and if they do not respond, you can get a refund. I was on a website and signed into PayPal, I did not complete the purchase, but closed my browser window because I didn't want it. I saw that I was charged anyway and so I filed a dispute and sent the vendor 2 emails. Both were ignored and PayPal decided in favor of the vendor even after an appeal. This is theft and akin to dropping a 100 dollar bill in a store and having the vendor take it and give you a product you don't want. When you appeal to the law, they say the vendor was right to do take your money. As I stated, this a form of theft and PayPal was an accomplice.

April 29th irs.gov gave my economic impact payment. Was deposited to my PayPal cash account but it still is not showing in my PayPal account and I said there are no pending deposits. I can't get a hold of customer service. I keep getting the runaround on on the website but no answers. My boyfriend got his last check deposit in his account and then they turned around and locked it saying he had questionable transactions that were complying with the their policy but there were none and now they're holding it for a hundred and eighty days. PayPal is in my opinion keeping people's money for 6 months so they can collect the interest on it and rip you off.

The outsourced Customer service of Paypal Switzerland is very very very bad, they don't understand properly French, they mostly send standard copy past responses, they don't respond in time, they don't do what they say they will, they don't respect the laws by not mentioning some conditions in their legal mentions they force you to respect, they keep your money instead of transferring it. And the strangest, their legal mentions mention Paypal Singapore whereas their signature indicates Paypal Luxembourg and they are supposed to be Paypal Switzerland. PAYPAL USERS BEWARE!! Paypal is scamming people by Suspending PP accounts without notice and holding people's STIMULUS CHECKS and other PP funds for 6 months and beyond. PayPal is becoming a complete scam!! Putting accounts on hold/suspending without notice in addition to holding funds for 180 days (6 MONTHS) without explanation nor opportunity to appeal. I don't believe that PayPal is intending on paying interest on the withheld funds, which I thought was required by law. Also, If there were actually some kind of policy violation and Paypal were to charge fees associated with that "PayPal violation", then isn't Paypal an accomplice to that "PayPal Violation"??
I'm hearing more and more about trusting people who put their faith in PayPal's name (BIG MISTAKE) only to have had their stimulus checks directly deposited into PP account and then have PayPal suspend their account and put a hold onto their money for 6 months and beyond (This includes any funds that are associated with the PAYPAL Account).
This means that if some good citizen were to have their IRS Stimulus check plus any other funds deposited their PP account, then Paypal can and does suspend that account for 6 months (PLUS) w/ no explanation given for the suspension. This results in that good citizen have NO access to their funds. And, when that good citizen attempts to contact PAYPAL Customer Support for assistance & explanations, they will find that an online automated bot reply is all they will get.
It is no surprise that there have been class-action lawsuits filed (and won) against Paypal in the past. After this increased dishonest behavior by Paypal, I'm betting that there will be plenty more lawsuits coming down the pipeline soon. Do your fellow man & woman a solid & make them aware of the dishonest and criminal actions of PAYPAL.
In the future, don't keep any funds in your Paypal account, limit Paypal's access to your other financial institutions (banking info, credit cards, etc.) and just take it as a learning experience for those of you that got burned by Paypal. Although, contacting your state attorney general, filing a BBB complaint and entering into a class action suit against Paypal may help yourself and future victims of Paypal.

I received an email notification at 2:30am that I had paid $750 (which brought my balance to zero) to someone I didn't know. I immediately filed a dispute and waited for PayPal to investigate. 2 hours later I received another email stating they paid the recipient and no fraud was detected. I was in shock that PayPal would pay them without even speaking to me. So I called PayPal and was told several times by several different supervisors that there was no fraud detected and I was ** outta luck and there was nothing they could do for me.
After almost 7 hours and 10 calls to PayPal I finally spoke to an agent that detected the fraud within 3 mins of getting on the phone with me. As a customer I feel I was not treated with any respect or valued in any way. They were automatically taking the side of a person that they didn't know over a loyal customer. Not once was I ever offered an apology or any sort of compensation for the whole matter. I have a feeling that I'm not the only one paypal has done this to. If you have a choice "DON'T OPEN AN ACCOUNT WITH PAYPAL!!!"

I only opened a PayPal account so I could sell one thing on e-Bay 4 years ago. The account sat dormant since then. I found something I wanted to buy online and the only way is by going through PayPal. I had to update all my information and tried to link my bank to the account, but their site doesn't tell you that you have to update your personal information first before doing so, so they sent a verification code to my old cell number. I tried contacting them by telephone and because of the stupid virus, they closed their call center. These people deal with financial and banking matters. There's no excuse for them not to be able to answer the phone. It took them a week to straighten it out.
When I tried again, it said my request was denied because they can't prove I'm me. So again I had to contact them and it took another week to be able to link my bank account. Even then, I can't put money in the account. When I contacted them, they basically just told me to follow the same process that I had already done. I explained that is what I did and they told me that I need to call the customer service number. They are still not taking calls. Here it is on week three and I still can't put money on my account. I just tried again today and their support center is telling me that it's a security issue blocking the transfer and they can't give me a definite time that it will work.
This is the most ridiculous system I have ever dealt with. There is absolutely no excuse for them dragging their feet and not being able to fix this within a day of it happening. I firmly believe that PayPal is a poor excuse for a company and believe that they should be shut down. They have the worst customer service system I have ever encountered and seem to have no interest in customer satisfaction. Also, during my time trying to get them to fix this, I was so fed up, I tried to close the account and their system wouldn't even let me do that either. Forget PayPal!!!

I placed a large order through Ebay and paid via PayPal. The seller is in China and never shipped my items and sent a fake tracking number that did not show up in USPS system. I filed a claim through Ebay and PayPal after Seller didn't respond to my dispute. Ebay closed my case saying "You went through PayPal" and the online system for PayPal did not allow me to entire the entire order amount in dispute as it was partial split. I tried emailing, calling and chatting via their system and it was all useless. An endless loop of chats with various employees with weird names (lovely, sweetie, etc.) who kept saying "To be honest, I can't help you fix this-sorry" and then saying "call customer service" but when I call, the message is "Due to Covid-19, phones are closed". No help whatsoever from PayPal!! Or Ebay!! I had to file dispute with my credit card company to get any service. I will NEVER use these companies again.

I know there are many reviews out there about the same situation and I took them lightly. I usually do not write reviews but I needed to advise customers who use PayPal as a payment method for online purchases. If you happen to purchase a product from a fraudulent company PayPal WILL take the scammer's side and you will not receive your refund. I purchased a piece of gym equipment and received a miniature plastic toy penguin (about 25 cent item). The item was shipped from NJ. Paypal told me I would have to return the item to China in order to get a refund. There's the scam, it would cost more money to return it than what I originally paid for the product I never received. PayPal get a cut when payment is made through them from the seller so they are not very willing to help a customer with refund.
I have been given several stories from them, they will not allow me to speak with a supervisor and when they get frustrated with answering my questions they leave the conversation. They also tell you that you have a Payment Protection Plan but that's also false advertisement. They state you must follow the protocol and return the item for that Plan to come into effect to get your refund. I have filed a complaint with the Online Internet Crimes Unit. DO NOT TRUST PAYPAL FOR ONLINE PAYMENTS.

I want a small online business selling trinkets and jewelry in Gold coins. Show me employee that did the PayPal stuff is no longer with the company. I went to access the PayPal account with our money in it and PayPal said that we have to wait a hundred eighty days. Meanwhile this is a business account that has multiple users so we couldn't even call the stinking Indian call center because it's closed. We had to text chat with the Indian call center. I purchased some weights from a website. The website used PayPal as a payment service. The charge that came up was from a seller in Chinese writing. I emailed the website before it stopped working and emailed the seller. I received no response and notified paypal about suspected fraud. They took 21 days to tell me that they got a tracking number from the seller even though I told them the website wasn't working. The tracking number did not work either.
Why couldn't paypal verify the tracking number and why couldn't they verify the website? I then made a complaint saying the charge was unauthorized by the seller and that did not match the website. PayPal responded again saying that it determined the charge was unauthorized and therefore not covered under their fraud protection liability. Please save yourselves from making payment through this company. I was extremely disappointed in the time they wasted and manner in which they handled the situation. I was duped by a con artist that has paypal protecting their unauthorized transactions.

For end-customers Paypal is good, but not for honest sellers. For example, I have ~300 USD stuck at my business account for more than 10 years. Funny they didn't stole hundreds of thousands in order to make up for their own faults. $300 and 10+ years is enough for me precedence to give them 1*. Tried to contact them several times, no response. Contacted PayPal to report non delivery. Said they would check into it. After a month, they ruled in favor of seller, who told them items had been delivered, supposedly providing delivery information (electronically). No name of supposed delivery company or date of delivery provided to me, apparently all electronically generated. How convenient. PayPal resolution center goes to zero effort to actually see if what seller says is true. PayPal is a joke if you think it protects your purchase.

First let me state that I have worked for banks for several years. We are regulated. Paypal is not a financial institution (although they try to represent themselves as such) and therefore are not subject to the same rules. This makes a difference if you make a purchase and have an issue with it. Paypal can decide how they like in your favor or in the favor of the other person. But here's what I really have an issue with regarding Paypal.
They have created a new "practice" of holding onto our money without merit. I'm an established eBay seller for many years with no negative feedback. Paypal for the past several months has decided to hold onto my funds until the item is delivered. (Again, this is not an ebay hold). Once the item is delivered, they release the funds 2 days later. Now I want to transfer it to my bank and what do they do? Hold onto it for another 72 hour "for review". So let's add this up. 3 days for shipping time, 2 days to release it and another 3 days. 8 days total on average that they are holding onto a couple hundred dollars at least. Now let's multiply this by hundreds of thousands of people. How much interest are they making by holding onto these funds? A LOT.
I've spoken to several other people who use Paypal consistently and they are ALL getting the same run around with B.S. excuses of why the company is doing this. Personally, I'm taking this to the District Attorney and BBB to see what I can accomplish. Is this happening to any of you? If it is, we all need to file complaints. This is illegal. It's churning funds and it's a giant SCAM. I hope that ebay will find another option for payment options. In the meantime, I'm finding other ways to sell product and avoid Paypal.

I purchased thru eBay, which I have not done in many years. I used PayPal for payment which works well for me. Ebay only provided a confirmation page after it was too late and my order was shipped to the wrong address. I am lost in dispute resolution with paypal. However, which is more disturbing is that ebay is the parent company of paypal....doesn't that smell of conflict of interest?
I tried to contact ebay as soon as I discovered that the shipping address was an old address from 2015, I did and gave ebay my correct address. I also informed the vendor....but to no avail. My package, which is a part for my car was shipped to Texas and not to Florida, where I live. Ebay told me at the time I called and spoke to them that the package had not been shipped yet and that they would update the file and the shipping address. That apparently did not happen and then both ebay and the vendor essentially said "too bad".
Now I have been in a dispute resolution mode with paypal since March 3rd, 2020 and it is April 21, 2020 today and not a word from paypal. In the meantime, the part for my car is in Texas awaiting someone to step up, pick up the item from the wrong address and forward it to me the customer, in Florida. My bigger issue with this is that if this were with Walmart, the problem would have been resolved by March 4th, no questions asked. But not with ebay and their subsidiary paypal is the impression I am left with. Finally, although both ebay and paypal continue to use the corona-virus excuse, they somehow manage to conduct regular day to day business, just not dispute resolution business and customer satisfaction issues.

I have been using PayPal for almost 16 years. At first they were a good company. Last week they let a unauthorized purchase go through I did not make. Refused to give my money back. I opened a case in resolution center. The same day they denied my claim. I said if it was a true transaction the seller would have gave tracking number. STAY AWAY FROM THEM. You do not need them to make a purchase on Ebay or Amazon. They are just a 2nd party tool. If you buy from Ebay you are still covered under buyer protection. With PayPal you never get to talk to a live agent. Company is useless.

PayPal customer service is awful! I've tried canceling my membership with PayPal and their website and chat line just leads you NOwhere. When I need to contact the chat line, they immediately disconnected me when they heard I wanted to cancel.

Paypal limited my account and my husband's account for no reason and they are holding around $2800.00 between the 2 accounts for 180 days. Right in the middle of the Coronavirus, the worst time ever to do this to someone. You can call them but the person you talk to can't help you out, I called and asked the woman why our accounts were limited and she said she did not know and Paypal is very secretive about account limitations. If you want to accuse someone of something and hold their money for 6 months give them a reason.
THEY ARE THIEVES and they don not give a ** about you. If you are selling on Ebay DO NOT LEAVE ANY MORE MONEY IN YOUR PAYPAL ACCOUNT THEN YOU HAVE TO, THEY WILL SCREW YOU. I can't wait for Ebay to switch to Adyen and dump these crooks, I think that's why they are doing this, they know it's coming. It also bugs me that I have no choice but to give them one star with this review they don't deserve any stars.

Honestly, I do not understand why the company with the worst customer service ever still exist. PayPal guarantees you full protection if you did not receive the goods or the quality of goods is poor. In fact, it is not true. I booked flight tickets and paid via PayPal. The flight was cancelled, the seller refused to give money back. I opened the dispute. PayPal closed without explaining the reason. I asked three times to explain the reason, they simply ignore all my questions. They even cannot explain their decisions. People who work there in customer support have 0 willingness to help, to understand the issue and to be professional. They are not able to listen the clients, they do not value them and they will not help you in case of any problems. Avoid this company!

I recently placed an order for a pair of electric cordless shearS from a pop up video. Price was around $50 US. What I received was a pair of manual pruning shears worth at most $7 US. Needless to say, I was livid. Correspondence with the supplier (China) brought no joy. They claimed I received my order and provided a tracking number. Yes, this was the tracking number, but not for the item I had purchased. I lodged a complaint with PayPal, which went through to dispute resolution. They ruled in favour of the supplier because I had a tracking number. A check on the suppliers reviews showed this scam to be quite common. PayPal has always ruled in favour of this supplier. It does make you wonder. I recommend before buying anything through PayPal, check the supplier reviews. If they’re not good, stay away. And by the way, this supplier is still operating.

Have been calling, emailing, reaching out on Instagram and Twitter since 4/14. No response in days, PayPal won't allow us to withdraw funds from our account to transfer into the business bank account. They locked the account for no reason out of the blue and during a time all businesses are struggling with COVID-19 can't even access funds. We really need a representative to reach out and fix the account immediately. Every day this isn't resolved is greatly impacting business and not allowing us to have access to our own funds. PAYPAL PLEASE RESPOND your time to resolve this matter, will be much appreciated for a struggling business during these hard times.

I bought a phone on eBay from a Chinese shipper. Big mistake. They kept giving me tracking #s and said it was on the way until the eBay warranty period (90 days?) expired. Then they sent me some wires. But Paypal covers me right? NOT. I provided them with a copy of the shipper's email with tracking #, photo of the received package with the same tracking # (but the label said "Bluetooth Speaker, not Phone) and contents (wires, not phone). Pretty clear.
PayPal wanted me to send back to China which I did at a stupid cost. I provided PayPal with the tracking # as requested. They sent me an email saying it wasn't received. I looked on their site and it was there but I sent again anyway. Then they denied my claim saying no tracking # supplied. I sent them a screenshot of their website showing it was. They reopened the case. Fine. But then they deny it again saying tracking # not received, AGAIN. I just recomplained. But they are useless and impossible to contact. Learning :

I have been using PayPal to make purchases believing it to be safer and that my purchases would be protected. Unfortunately, when I finally needed to take advantage of PayPal's alleged buyer protection, I found that it is essentially nonexistent. I made the mistake of making a purchase from a seller, who I later discovered has an F rating on the BBB for fraudulent business practices. The item advertised on the site was not the item I received; it was a completely different, inferior item. After obviously being ignored by the seller, I turned to PayPal for help. The process of dealing with PayPal has been anything but helpful. Agents provide conflicting information and instructions, and then claim their hands are tied due to policies.
Despite the fact that the merchant is deceptive and unscrupulous, PayPal still required me to return the item at my expense. Due to the Covid-19 pandemic, I was initially instructed to wait to return the item and that my dispute would be held open until I could safely return the item. A few days later PayPal closed my dispute due to me not returning the item. I managed to get the dispute reopened, after they told me they could not reopen it, and I sent back the item with tracking. I expressed my concerns at having my refund hinge upon receiving confirmation from an untrustworthy seller that the item had been successfully received. PayPal told me they could track the item themselves and refund my money. Upon providing them with the tracking number, PayPal has gone back to insisting that I must wait for confirmation from the seller that the item was received.
PayPal is not only allowing a deceptive and unscrupulous seller (a quick search on the BBB shows an F rating and many buyer complaints of having received completely different items) to continue to operate through their platform, but they are protecting this seller. PayPal's "buyer protection" is a joke. In the end there are no protections at all. I highly regret using PayPal to make purchases, and I highly urge others to avoid using PayPal as well.

BAN PAYPAL! PayPal let me explain what’s going on: First: many people were victim of online fraud. Then: we all filed a claim with PayPal about the fraud. Then: PayPal denied claim stating item was delivered. Then: I contact UPS and they state that item was delivered, but not to my address, to a different address to a different person. Then UPS tell me that PayPal should call them and they will confirm this. Then I google to check the online company who is creating this fraud, to find over a dozen websites noting this online company as fraud. Then: I let PayPal know these facts and they DENY my claim, stating that the item was delivered, blatantly ignoring my facts of initial claim, so I posted a second claim with more supporting facts.
Next: the same result, but this time PayPal closed the case and said final decision. Then I called my credit card and they did a full investigation of fraud online company to discover the truth behind my claim and they refunded my money. Then: I turned off all my bank accounts on PayPal, so they would not attempt to steal more money from me. Then: I posted all over Facebook and any blog I could find, the details of this transaction and how poor PayPal was to work with. I have been an active member of PayPal for over ten years. I thought it was a safe and secure way to pay. Now, based on the facts that I have provided, and the facts that everyone else with the same issue is providing... Let’s look at the obvious: Conspiracy or reality... Well perception IS reality.
So here is where you have to STOP using PayPal forever! Tell your friends to ban them, and tell them to tell their friends... As the reality is this: PayPal sides with the online scam who are proven to be a scam by over a dozen reputable sites on Google, then paypal completely disregard the facts linked to our claims, they cancel claims and side with the scam artists, then PayPal rejects the second claim and takes their time to do so as to exceed the 10’day limit (why is there a limit... Oh yeah, to protect PayPal so they have a loophole to keep your money).
Then when you try to call paypal back, to discuss this with a live agent , you get a voice mail that due to Covid 19, they are unable to answer. Or PayPal is using Covid 19 as a cover up to avoid calls so that the allotted time will pass and there is no recourse to get a refund. As I stated... Perception is reality... Now my perception is that PayPal is in cahoots with this fraud online company.... Why else would they be so quick to ignore the facts and then ignore them multiple times in an effort to dismiss the facts. And I am not the only one reaching out to them with these problems. Why was my bank able to find out the facts in one day?
Perhaps PayPal created the scam website themselves knowing all these steps would be impossible to get our money back. Could be just a conspiracy or it could be reality. But the real fact is... PayPal is an accomplice to fraud and online theft, since they directly negated the facts. DO NOT USE PAYPAL. Forward to everyone! Including your local government, senators, mayors, lawyers and anyone who wants to help take a class action suit against PayPal. We have had enough, it is unjust and unforgivable.

I made a payment and then immediately wanted to cancel, but there was no cancellation option, so I requested a refund. However, the money is being held by PayPal and it has been 13 days, the status of both the money going out and the request for refund are pending. The recipient can't receive the money so can't refund. I contacted customer service and was first told that the recipient should do a refund, then the 2nd time that the transaction is being reviewed which I don't understand why. Now I was advised to email the compliance dept. for more information. PayPal is making its customers jumping through hoops for a simple transaction which could have been simply cancelled. If I had another option to pay this recipient, I would not have used PayPal.

I loved PayPal till this passed 2 years I had PayPal credit decided to close it. Which is transferred to Synchrony Bank. Ever since then I’ve tried making my payments before the due date. I even had to call my bank trying to figure out why I’m always getting money returned to my actual bank account. Not only have I tried calling PayPal and trying to resolve this issue. It’s been over a year. I’m sick and tired of the back and forth and nothing being resolved. Now my score credit is being penalized for it. I’m tired of calling every month to make a payment over the phone since that’s the only way my payment will go through. I’ve never had an issue like this and honestly I’m over it!

Have not used PayPal for over a decade, due to trouble always having trouble with customer service. Already an online service, and it works only until you have an issue or there's a technical problem... which every other business finds a way to have you talk to someone & resolve it over the phone. I recently had to set up a new PayPal account only because it was my only option for the business I was working for. To this day, I have never seen my funds. Simply a technical issue, nothing wrong according to my bank or credit card co. It's all some glitch from PayPal's side, but even before the pandemic hit, they just send stock emails, tell me to call and then never answer, or cannot get through, they never call me back. Rinse + repeat, message after message. I had a true emergency and wrote about it to them in all caps. Made no difference at all. Just another stock response.
Then as soon as Covid19 hit, they were just "closed" while every other business struggles to stay open, help their customers. At this critical time, when so many have lost their work and need their money, you are just closed??!? Shame on PayPal. From every crisis emerges true heroes and those just trying to protect themselves while still making a profit. It's clear which one PayPal is.

I used PayPal for years for some purchases, but have now been burned twice. It's partly my fault, and partly the fault of PayPal's policies. In short, I made the mistake of initiating a payment to a merchant I quickly found out was a scam, so within minutes of the payment I contacted PayPal to let them know in hopes they could cancel it. PayPal would not, because I had as a default setting to pay as "Friends and Family." So, as a workaround I had my bank stop any payment request from PayPal, which my bank thankfully did. However, PayPal paid the merchant on my behalf and now I owe PayPal $91.00. PayPal is very short-sighted and rigid. I am canceling my account and do not recommend anyone uses PayPal.

I have very bad experience with PayPal and I don’t recommend to deal with them at all as they are dishonest and lies to me many times. I transferred money to someone in UK through them and I choose to convert the currency of the transferred money from GBP to EGP and I paid the exchange currency fees 4% to PayPal. However they requested the money from my bank account with USD and that lead to the bank deduct additional fees to convert from USD to EGP. I called them more than 6 times and sent many emails and they said it is our mistake and the financial department will contact you to get back the exchange currency fees to my account but neither contacted me nor return the money back and every time I called them they do the same thing especially CS named Mohsen. It is very bad experience to deal with PayPal and be careful if you will deal with them.

Keep getting the run around about my refund of 53.76. I purchased 2 items through PayPal. I purchase the items because of the video advertised and the company guarantees that the 2 wigs I purchased was 100 percent human hair and preplucked. When I received a messages from this company that shipping was delayed I responded that I just want to cancel and get a refund, I just got a bad feeling. I got no response so I sent a email a few days later, still no response. A few days later I received the wigs in the mail to my disappointment the wigs look nothing like what was advertised. I immediately called PayPal and filed a complaint. Was told no worries I'll receive my refund. A few days goes by no feedback so I called PayPal just to find out they disconnected their lines.
I been trying to get this resolved since March 14th 2020. The only thing PayPal is doing to assist me with this ongoing problem is sending me broken links to return items I purchased through a scamming company that agreed to refund me if I returned the items at my expense which would be over a hundred dollars, and the time allowed they gave me to return would have been impossible to meet due to the Covid-19. PayPal sent a link saying they'll help with the shipping and again I got sent a broken link, I sent a message about this several times, try to get them to reopen the dispute but keep getting a reply they rolled in the scamming company favor.

I don't know why you would choose PayPal over your traditional banking options. They will charge you right, left and center with fees which they will disguise as other things like their own "currency spread" over the actual currency rate. For example, you take $10 CAD out of your account - they will hit you with a ~6% charge - and when you redeposit $10 CAD and convert to USD - they will smack you with another ~6% charge. And customer service persons are like robots running off pre-written scripts.

Like many comments here, PayPal is no longer an advocate for the buyers. My last two claims were closed without any real information as to why. I used to buy everything with PayPal because I felt safe when opening a dispute. Now, in the last two claims, they asked me to open a claim with my financial institution. What is the point of paying with PayPal if I need to go to my credit card to open a dispute. To imagine that opening a dispute with a credit card company is better than using PayPal. What a regression. I am trying to find an alternative now.

I ordered 50 piece safety masks using credit card through PayPal. Seller emailed me that my shipment was on hold until they receive my payment, and the next day they confirmed payment went through and item should be expected in 12-18 days. It took a month for merchandise to be received by recipient. The merchandise was something different, and the label was not as described at all. I emailed the seller and no response. I emailed PayPal and they gave me a new address to ship back the item to a FM Online Shop **. PayPal would not agree to send me back my refund unless this was shipped. PayPal changes agents, my suggestions are dismissed, and conversation is repeated. No classified websites were found. Seller's email changed from ** to **.

I decided to use Paypal to accept payments from clients as a convenience because many individuals already have Paypal accounts set up and the fees were similar to a credit card processing service I was already using. When I tried to accept my first payment through them, everything went wrong. I received a text to "claim" my payment and did so. I got a confirmation page telling me I had claimed it and to go to my Summary page. My summary showed no money received. My Activities page showed nothing.
Now, it's a new account, so if there had been some type of hold, I could understand, but nothing was showing as pending or held or anything. I tried the self-help section of the site and it did not help. It simply referred to making sure the email used was correct. I contacted their customer service. The rep repeatedly kept referring to maybe my client entered the wrong email, even though my client sent it using my phone number, as the paypal app allows one to do. The rep asked me for the transaction ID and I tried to send 3 times, but their chat system kept blocking some of the digits.
I finally had to send it one character at a time. He still could not find it. I had to upload an image of the transaction confirmation. While I was doing retrieving that from my client and saving it in a form that could be uploaded to their chat system, he got impatient and advised he was putting me on hold. He then advised me he still had no idea what happened and advised I have my client cancel the transaction and redo it using a different method. I asked for a supervisor contact because of the time and money this has cost me because I spent 2+ hours on all this and was advised he'd send my request but couldn't guarantee anyone will contact me. Needless to say, I will not be accepting payments through Paypal.

On March 3, 2020, I ordered a 30 inch talking Chucky doll (limited time offer) from a website called Civilian. I was not excited to order from them as there was no information about their website, but my husband wouldn't listen to me. After I ordered it, I received a confirmation email that said, Dolls Chucky x1 and had a link to the civilian website that would not load then and still will not load as the site is "no longer available"! I hoped for the best, and we waited.
On Mar. 15 approx. a package arrived that I assumed belonged to my son because I order for him and his wife sometimes, and there was obviously no doubt that it wasn't big enough to be the doll in a little padded envelope. The packaged contained about a 4 inch Chucky figure. The doll had a happy face, but the envelope figure had an angry one. I filed a dispute with PayPal, and they were so sure they could get my money back but first... I had to contact the seller and try to work out a solution with him.
When I emailed him through paypal I told him it wasn't the item I wanted and it sure wasn't the one I ordered. His response was to tell me, first, that he was sorry the item didn't meet my expectations, like I was just hard to please. Then he offered me a 20% discount for an item I never ordered. After that he made sure I knew that even though he had shipped me the item from NY, I would have to ship it back to his logistics center that was the policy on the nonexistent website. Then he added a little threat that the cost would be greater than 20 dollars to send it back, to intimidate me into accepting his 20% off offer. Finally, he told me if I "insisted" on returning the item, it would be an unauthorized return, and I would probably send it to the wrong address and receive no refund at all.
Now, if I could see clearly that this was a bait and switch deal, and the response, though worded to seem nice, was nothing more than a veiled threat and that I better just be happy and keep the item he sent, or else, then why couldn't PayPal see it? The representative on the phone told me himself when I filed the dispute that they had 2 other people that day that were in the same boat I was in!
Now, I buy things from China all of the time since delivery time doesn't bother me, and it is usually good quality for the price; however, in this instance the item I received wasn't not even as good as the figure that is advertised on Walmart that comes with an arsenal of weapons for 22.00. (I paid almost 60.00 for one with nothing, that does nothing. That doesn't even make sense that I would have paid more for a less stellar item!
Due to the Corona outbreak PayPal now is not accepting calls and their web site virtual agent can't help with anything, so I am either going to have to pay 160 dollars to send the item back with global shipping-by two days from now- to give PayPal the tracking number they require to ensure he receives the item back to get my almost 60 dollars back! (The post office has a cheaper shipping option, but they can only track to China, and once it is in China, there is no way to track the package to the actual seller who has already been dishonest.)
As a bonus for me, I contacted the actual credit card company we used to buy the doll, and they opened a case and told me if I could find proof it wasn't what I ordered, they would give the money back. At first, I was pretty upset because I had no proof since the site didn't give any details in the confirmation email like most other sites do, but I went back to double check, and I found my proof. The thumbnail picture they included is small, but it clearly shows that the one I ordered is a doll not a figure, the outfits are different, and the look on the faces is not the same, so I think I have the seller now, but no thanks at all to PayPal.
By the way, I have had PayPal since it first started and was mostly only accepted on eBay, and I have never had a claim with them before, so this is how they take care of their best customers??? I have always tried to persuade my friends and family to use PayPal, too, but I won't any more!!! Hopefully, Citicard will come through for me, though.

I open a dispute about a scam online store with PayPal, because this scam site sent me a pair of fake RayBan sunglasses, they ruled in the seller's favor. I have no way to contact lakiitto.com other than the email address. I have no other places to turn. PayPal makes it very difficult to communicate with and because they make their money from the sellers that use their service. They do not care about the buyers who thought they were there to protect. Use Amazon pay. Long story short, bought a service. The vendor could not offer the service for that date and offer a voucher. I don't want it and open a ticket with PayPal to get the money back. Guess what, they reply that this is not covered in the Safety and protection policies. But why you make me pay if you don't cover me? Use amazon and let these people go home! My friends tried to send me money. PayPal is holding the money saying I am a new seller and have to wait. I'm not a buyer or seller. I have 5 kids who need food. Thanks to PayPal they will have no food and I'm sure they are collecting interest on the money and my friends paid them also a fee to send it to me. Paypal will not release my money, Paypal had lied to me about sending out my paypal prepaid card. Have not received it since March 2020. Paypal has blocked me from requesting my money via check. Then today 04/06/2020 I received a email from paypal stating that paypal needs me to confirm my home address of which I already confirmed since November 2019. Paypal are crooks. They do not respect nor value us as customers. Paypal needs to be under severe investigation by the state of California for customer abuse and misconduct.

Ordered pizza online. I was charged twice. When I tried to tell Paypal the mistake... They put on my account that I was $36.00 in arrears. I had only spent two grand of my available 10 grand... yet in red... it was written I must pay that 36 bucks!! I have tried calling on phone listening for four hours... finally getting the "nope coronavirus shut us down".... Tried emailing, tried messaging and kept getting "I am sorry I don't understand"... Resolution center decided there was no problem. Yet even though I have thousands available they are saying "you must pay this now". I send my payments every month. Not behind. They must use common core math. I am paying monthly. Even sent them a copy of my available... what I spent... nothing... no help... no reply. No customer service. I will pay off my amount owed and I think these people need to be fined or put out of business.

Paypal seller sent a far lesser product than what they offered. When I got the product I quickly file a dispute through Paypal. I was told to send the item back. I sent it via USPS with tracking and receipts. After several weeks reviewing they came back with a resolution in favor of the seller. I sent in all this info via pictures of all documentation which they claim I did not send them even though I have all the emails stating they did get them. I tried to contact them through several mediums but all I got was the run around or no contact at all. Paypal is helping sellers give you less than what you purchased then have you send these things back and you don't get a refund.

On March 18, 2020, I placed an order and paid for it through Paypal. Within 30 minutes of that purchase, which was $183.48, I called the company and cancelled the order. I also contacted Paypal and tried to cancel the order too, but they had already taken the money out of my account. Needless to say, they are impossible to get in touch with. I have written emails, made complaints, and filed a report with the BBB. To date, I have not heard anything. I do not have any items purchased and I do not have any money. Paypal has my money and refuses to acknowledge their mistake. I would never use Paypal ever. They steal money right out of people's accounts.

I chatted with an agent after a transaction that I did not approve went through. I could not get in touch with the vendor that initiated the transaction. After 10 minutes of arguing, I finally got him to open a case. I was never asked any questions by PayPal, but an hour later the case was denied and closed. Luckily the vendor finally got back to me, realized the error, and refunded the money. It was an unauthorized charge by the vendor's own admission, yet PayPal's resolution center flippantly dismissed my dispute without hesitation.
This not the first first problem, or even the 20th problem that PayPal customer service agents have left me sitting here with a dumbfounded look on my red face because my blood pressure is high enough to cause a stroke; but it will be less last. I will never use them again. If someone insists on using PayPal, I will insist that we simply can't do business together. I would lose a $100,000 sale, before I accepted the money on PayPal.

VERY BAD Consumer protection & website issue. Recently I used the PayPal website to dispute two transactions for two different merchants. The first issue is that even after signing in, it was very difficult to navigate through the website to find my claims/update. Secondly, although I was very clear and precise (with proof) as to why the merchants needed to be held accountable, Paypal refused to help protect me as a Consumer. When I needed to be protected for my website purchases and merchants, Paypal failed which is why I lost trust.

I submitted a complaint which should have resulted in a refund from ATHPAY for $39.99. Athpay charged my account without my authorization after making a correct and authorized debit to my account of $2.99. The second charge appeared one week later. Paypal asked for documents I do not have. The PayPal receipt issued is the only one I saw and it is on PayPal's website through my account.
I was unable to express to Paypal that I feel that ATHPAY is scamming me and that I feel extremely uncomfortable giving ATHPAY any other information about my credit card or Paypal account, The reason I could not express this is because Paypal does not offer that in their choices of complaint options. I was then told that my reason for submission was changed by Paypal and that my case was dropped. Very POOR business practice.

I was taking a trip to China in the fall and the tour provider required a 30% deposit to be paid through PayPal. Not a surprise, given the COVID 19 pandemic, the tour provider (China Tours) cancelled the tour and advised me to get a full refund for the deposit through PayPal. I lodged a dispute with PayPal within the required timeframe and have now been given one story after another as to why I'm not getting a refund (note: they never requested any of the documentation that I had to validate claim).
In fact, today I received four different stories: (1) that they gave the seller an extra 10 days to respond (the link to this policy change they provided did not go to an active page and the information on their system did not support an extension); (2) that my name didn't link to the disputed transaction (absolutely false); and (3) that the dispute is with my credit card company and not PayPal (not correct and I provided the PayPal dispute number). No response when trying to get further information on any of these e-messages and customer service is closed per their recorded message so I can't get any assistance. I will NEVER use PayPal again and warn anyone else who is considering using them to find an alternative! This has been a very painful and expensive lesson!!

I made 2 purchases well before Christmas, neither arrived in time for Christmas. Both were inferior. I had paid with PayPal because they have a reputation for standing behind the sellers' rep. I was told if I returned the items I would be made whole upon the Merchants receipt. As long as I was able to show a complete history in pictures of the return process. Which I did, to a point. Unfortunately, on January 20th, 2020 all deliveries were put on hold in that region of China. Or so the USPS website notified me. And, it still appears to remain so.
I then contacted PayPal and was told if I can show all my documentation I would get my money within 10 days. Which I did. But, for only the one item. It seems the person I spoke with only applied the documentation to one of my claims so the other expired unpaid. When I questioned this I was told to call my bank, they may be able to help. So, I did. They have given me provisional credits twice, and removed them. Thanks to Covid there is no one I can speak to at either PayPal or the Bank. And, the virtual PayPal "person" has now told me since the Bank got involved even if the Merchant receives the package... I'm not being reimbursed. So, no Merchandise - no money... THANKS FOR NOTHING PAYPAL.

I am very disappointed at PayPal. We sold my wife's car and tried transferring the payment via paypal. NEVER again!!!! They held up the money at every point, including holding the money for 2 WEEKS after they received it without interest. And for that "SERVICE" they charged me almost 4%!!! I tried calling their worthless "help desk" but the WOULD NOT do anything. STAY AWAY FROM PAYPAL.

After several years of good service, they just fell apart. Resolution center would not protect me when I did not receive my order for 2 months. Vendor identity from China which I was not aware of, was not transparent. Paypal tells me if I receive item after 2 months to refuse to accept, I did as instructed. They still refused to refund my money of $46 because then the vendor shipped. I never got the item. After 2 1/2 months of fighting with vendor, the VENDOR claimed they refunded my money to paypal. Paypal did not give me the refund, nor were they polite about it. I see them as THIEVES. I closed the account, you can never reopen so if your money is sitting there, they will keep it. Hopeful an alternative will happen for Ebay.

I am selecting 1 star because I am not able to select 0. I have been a PayPal user since 2011. But never had I has such terrible experiences with not only their service but also with their customer service. With everything going on with COVID19 they have shut down their call centers, you are only able to send messages and there is never someone live that you can talk to. They get on to respond when they feel like it, of course it is when you're no longer logged on, you don't get a notification, they don't assist you or respond to what you requested/asked and just say they will wait for you to log back on. And when you do, lo and behold, no one is available.
More than a month ago they changed all of my billing agreements to charge to my checking account instead of my credit card account. I found out at the end of Feb, but the website would not allow me to change the agreements myself. So I had to send a message. I probably had to request the same change to my billing agreements at least 5 times until someone actually did it, or at least told me they changed it on March 1st. Then in the last week and a half, there was a $120.55 charge that I had cancelled with the company directly, but the following week not only did Paypal charge me for it, but they also took it out of my checking account.
During this crisis when everything is struggling to make ends meet, they took $120 out of my bank account. But it doesn't stop there. While I am getting no assistance from their customer service there are also 4-5 $2 charges to my checking account that I never authorized that I had to contact them about. And then there is a Disney+ subscription charge to my checking account. So once again here I am trying to deal with customer service and getting no help. One girl in the last week said all of my billing agreements except Grubhub is set to my credit card.
Today I am told that Disney+ was only changed in the last 72 hours and that's why is charged my checking account, once again I requested this to be changed on March 1st and this charge went through on March 23rd. After the 5th time of request a manager to contact me, I get a call from a man that says that all of my accounts are changed to my credit card except iTunes. So they all still haven't been changed. He has nothing to say to me except to offer to change that. The website won't even allow me to remove my checking account or payment methods, so I am going to have to send a message to customer service and argue with them to get them to lift a finger to assist me. I will never use Paypal again. It says a lot that they choose the COVID19 crisis to start taking everyone's money without permission and they have zero customer service to assist you, oh and they don't care about any of it.

I made a couple of purchases through eBay. Items were under $5.00 a piece. I ended up not liking the items due to the smell of chemicals so I contacted both sellers to let them know I would be making my return of Burt's bees lip gloss product. I took the time to print out the return slips and dropped them off at my local Annex while I was out and about. To my surprise I had two charges appear on my PayPal account, each over $3.00. Roughly the same amount of what I had initially paid for each product. So not only am I out on the goods due to poor quality but I'm out the money with nothing to show for it. I would have to say that this is partially my own fault. The Sellers, neither one offered a free return policy on their item. Only free shipping but in the future, I will make certain to note that free returns are accepted.
And in addition to this, I will use a secured credit card to make any future payments instead of going through the PayPal process just to make certain that there is no issue in receiving a refund on any and all returns as other Buyers have noted. I've reached out to PayPal regarding these two transactions and will wait to see what they have to say. I'm not expected a positive result. I'm sure somewhere between all their policy disclaimers they have themselves covered. On a positive side note. In regards to sending and receiving money, I would have to say that PayPal has been a positive vehicle for me to use so I will continue to utilize this service.

I bought a poster on EBay from France. It arrived damaged. I returned the poster but the seller said he never received it. I had my customs return receipt from the post office. I filed a dispute with PayPal. I sent them my receipts and then they said they would give me my money back but kept delaying. I called them 6 times and spent hours on the phone. Finally the post office in France mailed the poster back to me because the seller refused to take it back. I called PP again and they are now refusing to reimburse me. I even emailed the corporate manager and haven’t heard from him either.

Our trip to Europe in April 2020 was cancelled due to travel restrictions & COVID-19. The airline cancelled our flight and we had paid $558 for upgraded "Comfort Economy" seats for this once-in-a-lifetime trip. The airline refused to refund the money for the upgraded seats although they had cancelled our flight. We sought help from PayPal Resolution Center to get the charges reversed. After a review Paypal Responded: "We have denied your request. This decision was made because your billing dispute doesn't match our qualifications for a billing dispute."

My account was blocked because I changed my phone number, there are many ways to authenticate if you actually made the changes, like Microsoft and Facebook do, like two-tier authentication, with your email and phone, but maybe it's something very complicated for your master mind, and they just freeze your account, because it's easier, and you don't care about the convenience of the customers, keeping it away from your money saying it's for your own "security" or "security", this prehistoric platform which is now falling apart under its own weight, and the stupid and rude policies they use to attack customers would end their own ruin, I highly recommend everything serious business do, abandon that rude and outdated platform and migrate to Zelle or whatever another more serious and customer-oriented platform.

I opened a PayPal account for business recently but this is the last I will use it as the experience has been appalling! It all started before the virus so do not use this as an excuse. I have a paper trail of emails back and forth and I get no answer after explaining my situation!!! The first payment from my customer which was her deposit was on hold for 21 day, when I disputed this they said it will be the first time as I am new. (I have had this as a personal account for years.) I should be trusted by now! I let it go and they released the payment.
The Customer then paid the balance and now pay pal has frozen all my account despite me using it for my business. IF you search my company you will see we are a medical aesthetic device distributor in Australia and we are one of the leading ones here today. Instead of researching you have blocked my account?? I have sent emails, invoices the customer's number and name. No one has tried to help!!! I am disgusted and appalled.
All my staff is waiting to get paid. Never once did I receive a call from you to ask any questions! NO CARE IN THE WORLD!!! My staff members have families!!! THIS IS A LEGIT TRANSACTION FROM THE SAME CUSTOMER THAT PAID HER 9K DEPOSIT that was eventually cleared!!! I can not give a shipping number nor can I give a receipt unless money is cleared, you have however got my company details and photo id!!! I will have to reverse this payment if this is not attended to IMMEDIATELY!!! The customer is extremely angry and I will not have pay pal ruin our good name!!!!

You would reckon that when you pay a lot of money for your transactions, you get a good and fast service. But nothing is more true. I paid a lot of money and still, all my transactions take a long time to complete. It can take days or even weeks. The customer service is hard to reach and they can't help you. Also, they use American standard rules which makes it impossible for me to transfer money. They won't compensate because they hide behind their guidelines. Never seen a worse service than this.

I am a freelance web developer. I use PayPal to invoice my clients. I received one payment and collected my funds without incident. Thereafter, PayPal has placed holds on my payments, asked me to verify my identity and contact info and I haven’t been able to transfer funds. I received an email 48 hours after submitting my ID SS card and utility bill, that my the company verified my identity. However when I attempted to transfer funds to my mum, I received an error to validate my cell number. I did yet the error says my mobile number isn’t in my name... What? Yes it is!!! Ok so I try to send my cash to Walmart to pick up funds... Oops Something Went Wrong.. is the message I received... Finally I decided to transfer the funds to my debit card... There is a 7 day hold!!!! Why... I call the company and no one is available due to the COVID19...
In summary I have funds in my account I can’t access and payments that are on hold.. This company is a scam!!!! I need to access my money to buy groceries during this crisis and the company is using this crisis as an excuse to hold funds! The government needs to shut down this company ASAP!!!! I am going to blog and send complaints to BBB and every government entity that I can think of. I urge you all to do the same. Stop using PayPal. I suggest using alternate method. Hit this company in the pocket and place them in a bind just as they have you. Pull out all of your funds when you can AND Do Not use them anymore!!!! Finally report their illicit business activities. We need access to our funds now more than ever!!!!

We had an unpleasant experience using Paypal as a payment system. I was trying to send money to a new Chinese supplier for goods, but due to a spelling mistake in the email address, the money did not go through to the correct recipient. Thus, I tried to cancel the payment by pressing on the pending mode as per instructed on the web in the app, but it did not work at all (even now). Consequently on a Monday, I called up Paypal Singapore's helpline, however to our annoyance it kept ringing for 20 minutes with no one picking up on the end. We tried it a few times and kept getting the same results. No response, constant ringing.
As the amount was significant (845 USD), I finally went to the 9th floor of the Paypal office in Suntec City on 17th March at 12pm hoping to get some feedback. The lady receptionist was not helpful at all. She just kept saying that there was no technician available and to lodge a report online instead, saying that she could not do anything.
However, I could not leave without evidence of me having a report of my predicament. I asked instead for a piece of paper, stating that I had been there to prove that the money in my account was still pending, and that we need urgent action to help cancel it while we still can. She instead stated that she could not doing anything, and thus I requested to see her superior.
Conveniently, all the superiors were not around. I insisted to wait and she gave me a namecard to call which was totally useful. Finally there was a security officer by the name of Melvin Fung coming into the office. Although he did tell us he was not a customer service officer, he was rude and yelled at us, which made the whole experience horrible, especially when we were already faced with uncertainty of sending money to the wrong person. Not only Paypal is terrible at providing customer service, I had never been screamed at so many times. He did try to offer some solutions in the end, but I am still totally disappointed with Paypal's service. Here are my main issues with PayPal:
1)Refunding money in the app never works.
2)Customer service is terrible. Nonexistent on a Monday afternoon. When I called their CS helpline I was only met with constant ringing and looping sounds, with zero response from the other end. No one picked up either, wasting 2 hours of my time.
3) I personally went to Paypal's HQ to lodge a report, only to find that there's no report lodging form or complaint booklet.
4)The receptionist knows nothing, and does not even dare to verify a lodge report for us. Security officer yelled a lot at us.
My worst customer experience in my entire life. We'll never use Paypal again.

I opened my account when I was living abroad in France for a 6 month College exchange. I registered my Mexican credit card and I was able to make as many purchases as needed. After 5 years of using PayPal to purchase, I received a deposit and when I tried to transfer my money, it said I needed a French bank account to receive money. I've never had any bank accounts outside of Mexico so I had to call PayPal France about 6 times in order to have my money transferred to a new Mexican account. We were finally able to transferred it and shows as pending. The status says it that I will have access to the money in 21 business days for security purposes. I can't believe their system is so backdated that they will restrict me from my own money for such a long period of time. The deposit was made on March the 13th 2020, and I will not have access to it until mid April 2020.... Unbelievable!

I purchased a magic butter machine from a site which turned out to be from China. I waited between 4 and 6 weeks to get my product. When it came it wasn't what I ordered. I received a pair of knockoff sunglasses - Rayban so I contacted PayPal and they told the seller only wanted to give part of my money back because I got those sunglasses so I said no then they made me send them back on my dime so I did, that cost me 20 dollars. Next, they gave me a site where I can send info to help my case but the site wouldn't upload my info and they dismissed my claim so if I was you I would use a secure credit card, that way you get protected not the seller. PayPal will never get any more of my business.

There was a round of validation, technical verification problems, stupid automatic responses, support consultations, and especially a long wait. I didn't receive my payment until Friday. Using Paypal is a journey into the Middle Ages. The incredible length and complexity of this trivial operation convinced me that I no longer want to use Paypal. I had someone pay me $320 for painting their bathroom cabinets. PayPal froze the money for 21 days. When you try to call you can’t get a real person, you can do a chat and then it disconnects you about the time you’re getting an answer. I’ve called them seven times and got connected to a chat three times, four times transferred to customer service that is closed because of the coronavirus. I won’t use them again, there are too many people with the same complaint.

Using Shopify for my eCommerce business. Connected Shopify with Express Paypal Checkout...after going through the account limitation process and linking to Shopify, the sales made through Paypal are not showing up?? The sale was made 14 days ago and there is still no way to access my money? On top of this, there is no easy explanation available online in a 'help' section as to why this is happening. I have a business account with PayPal, and changing it to a business account was the worst thing I could've done. Since I changed it I have less control over my account, I get charged pretty disgusting fees for the small amounts I make, and even if family or friends are just transferring money as a gift I still get charged a fee! It's harder to use as well. But my biggest grief is I've just had my access limited for the 2nd time without warning or explanation.
When I tried to fix it this time they asked to prove it was me by providing my address. I put it in 3 times and it said it was incorrect (which it wasn't! I even checked on PayPal to make sure it matched). I messaged them about it and they said I needed to put in my other address??? I asked what address, I only have one listed, and they said 'Your business address' to which I replied that I don't have a business address, I run my business from home so they're one and the same. They basically said too bad, I'll have to provide all these documents to prove who I am.
I explained that they are different from my PayPal name as I changed my last name to my married name, but there was no option to change my name. So they tell me there's apparently nothing I can do. I have asked them to close the account which they won't do. I have asked them to explain why they limited my access in the first place, they won't answer. They won't answer the phone, it rings or puts you on hold for ages, and now they're not taking any calls because of COVID19! So I'm completely stuck. I'm going back to bank transfers and credit cards, and a big SCREW YOU to PayPal. Thanks for all the constant headaches and taking my hard earned money. I'm so sorry I tried it.

I used PayPal to pay for auto parts from a fraudulent site hikopsale.com. The site provided tracking information of a first class letter to PayPal and I could not dispute the transaction even when I provided the details of the shipping showing it was a letter instead of auto parts. It's unfortunate PayPal has no protection against fraud, like they make you believe.

I invoiced my client last month and was charged $34, but I received my funds immediately. This month I invoiced the same client and immediately received and email from PayPal stating the funds will be on hold for 21 days because this is a new account (FALSE) and to protect the buyer and seller. I contacted Paypal via chat because they are short staffed per their phone line. During the chat the rep told me the same thing. So, Paypal wasn't protecting the buyer and seller last month but this month they decide to protect us both, ha!
They're not good to use for business. My funds are needed immediately in order for me to run a successful business. I cannot afford a vendor holding my funds when they see fit. I'm sure next month it will be a different reason for them to do something faulty. I would agree with this if this was in writing day one when I sent the first invoice.

I purchased an item through PayPal not realizing the item came from Hong Kong. Returned the item to the address PayPal had requested. Also register the item at shipping. PayPal repeated several times “when they see the item has been shipped for return. The refund process will be processed”. Which was just another twisted truth. They said it did not need to be insured unless it was over 750.00. So the item was tracked all the way to Hong Kong and not signed for. They felt that was not enough for them to debt the vender's account and credit mine. This has been going on for months. No one cares or will take one step out of their work day to work the problem. I don’t recommend anyone to do business with this kind of lazy good for nothing behavior. Why use them? There’s no benefit. A waste of time and security!

I am a small time user of PayPal to sell items as I get them for a little extra income. I had sold A lot of five water filters that fit under your sink to an individual for 45 dollars, They paid for it via pay pal and I promptly shipped to the buyer. Now fast forward over two hundred days later, I receive a dispute from PP that this person said they did not authorize that payment. I sent them the info they needed to prove it was shipped to them. Name, Shipping address, date and even a tracking number, Not to mention this person went over the 180 day time frame that's in place to file a dispute by about two weeks. This still did not protect me and PP just took not just 45 dollars from me but also an extra 20 dollars. So be careful and keep meticulous records on ALL purchases and keep those receipts. I have decided to never use PP ever again.

I have used PayPal off and on for a number of years. About 4 years ago they "misplaced" a payment but after communicating with them a couple of times it was resolved. In Dec 2019 I made a payment of $80 to them but under the wrong account, they had changed account numbers after a merger and nowhere on my statements or online was the new account number. A few days after the due date I got a email saying my account was overdue.
I went online to see if the check had cleared, and it had so I contacted the payment department at paypal and they said they would look into it. If the account could not be found the funds would be returned to my bank. To avoid any extra charges I then paid it off and would wait for the funds. After one month nothing was resolved so I contacted them again and opened a case with them. They contacted the company I purchased the product from and yes they got my $80 payment the second time so they were happy, but paypal missed the point- Paypal has my money, not the vendor. I have sent them my bank statements showing the transactions but they can not get it through there thick heads what the problem is, the problem being they have my money -which is seen from the bank records-twice for a single purchase. They have since closed the case as there is nothing wrong. Last time I use paypal.

I decided recently to start a small home repair business. I've been using PayPal for nearly three years to send child support payments to two ex-wives making regular weekly and monthly payments to each woman. I also use the service to transfer small friend to friend loans for over three years. I decided to leave my job and begin doing home repair work on my own. The first deposit payments that I collected from my customers I elected to use PayPal because I liked and trusted their service. Only when I began collecting these deposit payments did PayPal freeze my account and request arbitrary information even though all of my customers had logged into PayPal from their side and confirmed that the payments were legitimate.
PayPal still froze the payments and held them for an exorbitant periods Of time forcing me to return to the negotiation table with my customers and explain to them that PayPal had received their moneys and arbitrarily held it preventing me from starting their jobs. 3 of 3 customers explain to me that they felt this was a sign of distrust and that there must be some reason that PayPal flag payments. 3 of 3 customers believe the PayPal had held the payments because of some history of fraud or theft on my behalf. I was forced to return over $8,000 in deposit monies and return to my job as a company employee with my head hanging indescribably low.
I will reassume my dream to be a business owner but as a result of the heartache I've endured from PayPal's nonsense I can assure you that I have made efforts to delete their app pending one final payment. And beyond that I will seek to influence every person that will listen to me not to use PayPal for fear of suffering the same fate that is father of four small business suffered due to PayPal's unprofessionalism and faulty procedures.
If anyone else is a small business owner looking to get away from the immense fees and horrible delays imposed by PayPal I would like to recommend Square and National Bank card as alternatives. These services will be much more attentive to your needs and any information that might postpone a payment will be collected at the start of your relationship with these services whereas PayPal elected to transfer thousands of dollars over the course of three years with no question and suddenly begin freezing payments at their behest. Furthermore PayPal offered very lacks and limited communication during the. Where the payments were being frozen I have half a mind to believe that they are intentionally holding large payments for interest in investment purposes. I will no longer use PayPal and take every opportunity to discredit them.

They offer seller protection to sellers but not when there is charge backs. They dont care and claim they dont cover that. Scammers just like the buyers using PayPal. They should be shut down and sued for all of the charge backs they take from sellers plus their dumb $20 fee on top.

Very difficult to get access to your funds - numerous changing obstacles and rules. Most recent claim is they need verification of receipt of product by buyer. Gave FedEx tracking number which demonstrated that it was delivered a week ago. Following this conversation I was told on two separate occasions that it would be 24 hours and released. Almost 2 weeks since the product was delivered and 4 days after the claimed 24 hour release, I am now being told 21 days. Rarely write these reviews but recommend stay away and use another method for money transfer.

So FYI for anyone who uses PayPal. I have a credit line through PayPal but I also add my ATM/Visa card to it. I added my new bank card on the fifth of March to PayPal. On 6 March 2 transactions were made from a company called Venmo. First transaction $500.Second transaction $400. When I called Golden 1 to cancel the card and they started my fraud case it led back to a company called Venmo. And I told golden 1 I don’t have an account with a company called Venmo and actually had to Google what Venmo was. The customer service rep tells me, "Well you’ve had an account since 2018." I said no the only account I opened in 2018 was PayPal. Well Venmo turns out is owned by PayPal. So is it a coincidence that I changed my ATM Visa card with PayPal the night before $900 was taken out fraudulently. By a company that is owned by PayPal.
So Venmo customer service is not open till Monday. So through my accounts with PayPal I made contact via Messaging. And instantly PayPal says basically, "Not our problem. It couldn't have come from us. We don’t share your information with third parties" even though they have to know damn well that Venmo is owned by them. They didn’t even offer to check into it. They just instantly said, "Nope. Not our problem." So I guess I got a wait for golden 1 to do their magic. And call Venmo on Monday. But the moral of the story is if you have a PayPal account stop using it. Don’t add your bank account information or credit card information. Because if something goes wrong PayPal just throw up their hands and says, "NOT OUR PROBLEM!." Even if they didn’t end up being able to do anything for me their instant response to a customer should not of been that.

I paid a friend for an item I sold on eBay for him. PayPal confiscated the payment of $372 under the guise of being required by the government to reach a quota of reviewed transactions. I have made every attempt to provide them with information they requested (they would not even tell me what it was they wanted. I had to get that information from the person I am trying to pay). Two weeks later they still have my payment on hold.
After reading other accounts of similar problems other customers have had, it is quite apparent that they are more interested in grabbing people's money at random and keeping it for their own use for as long as possible. Yesterday I was told by one of their phone agents that the funds would be released by the end of the day. They were not. These people are liars and thieves. I am aware that they basically bought themselves immunity from any more prosecution in California in 2004 by paying over 9 million out of court. This outfit needs to be stopped dead in its tracks.

PayPal is a joke. They completely blocked my account and have held my money for months! I call the number, try to chat and they won't even talk to me. I am going to report PayPal to the FTC and anyone else I can. They blocked my account so fast, I didn't even give me a chance to discuss. Then they hide behind their technology. I am an advertising agency and received ONE payment for a banner design that went on a site selling CBD. How in the world did I break policy??? Someone needs to do the right thing here. PayPal repeatedly holding Not-For-Profit funds and requesting massive information and documentation which has been repeatedly provided. We are a New York State Not-For-Profit Corporation that has been operating for 5 years. We run an annual educational and networking conference and raise money by selling sponsorships to companies that wish to participate. This year, we decided to streamline the sponsorship process by adding a pay via PayPal option to sponsors rather than collecting paper checks. This was apparently a huge mistake, as PayPal cannot figure out how we operate and has frozen our sponsorship funds repeatedly. PayPal placed our funds on hold 3 times consecutively and requested documentation and information about the operations, copies of ID, vendor invoices, etc. All of this information has been provided multiple times.
Apparently PayPal does not consider a contract with our vendor for over $80,000, links to our website, details regarding the conference and activities, sponsorship forms, Invoices and down payments for conference materials to be satisfactory, or they can only understand transactions involving eBay sales. Copies of Bank Statements and Form 990 Tax Filings are also of little interest to PayPal since they are really only interested in seizing your funds and hoping you just let them have them. Or possibly incompetent employees who have no idea what they are looking at or how to verify certified financial records. Of course, they are more than happy to collect their fee from the nearly $50,000 in sponsor payments received thus far, and then prevent us from accessing the money so we can actually pay the expenses and obligations of the organization without a single complaint, or refund request having been received.
What a mistake it was to think we could use PayPal streamline the payment and registration system for what has been a highly successful conference and not-for-profit organization for the last 5 years until now. After going through all of this, they now state they usually hold sponsor funds until a week after an event takes place! The venues, vendors, speakers, and service providers will certainly not wait a week after the event to take place. If you run a not-for-profit do not ever, ever even consider PayPal as a business partner. They will destroy your organization and steal as much of your money as possible.

I opened a Paypal account about 10 years ago. Last year I tried to connect, but couldn't: paypal needed a recent statement from a bank account that was closed, or needed to call me on a phone number that didnt exist anymore to confirm my identity. I did try everything, no Drivers License, no Passport, no utility bill, NOTHING would be accepted by paypal to confirm my identity. I complained with the BBB and they permanently play a game of ping pong between customer services departments. Department USA says to contact department Europe and department Europe says to contact department USA. They use the fact that they have an international presence to play a permanent game of hide and seek. Except the game isnt funny. I simply cannot use my account nor access it and the customer service will do nothing apart from redirecting me to another department that will redirect me straight back to them...
I am incredibly lucky to not have had money with these guys. It would have been permanently lost. It's amazing these guys simply can't be bothered to verify another piece of ID than what they set their minds to. I've never seen such a thing anywhere else. As someone who now has business, I consider myself lucky, being locked out before I used them for commercial transactions is better than being locked out while having money there. Everyone beware. You never know when paypal will permanently lock you out of your account. This is simply not acceptable they are twisting laws and use the fact they're not declared as a bank to ignore the most basic customer service requests. I dont even understand how this is somewhat legal but apparently it is! I shouldnt have to fight to access my account when I have a lot of ways to confirm my ID. This isnt normal. Paypal isnt a normal financial institution nor business.

I set up a PayPal account to arrange a long-term, ongoing transaction between myself and another person where we share a large expense. The other person accidentally touched the "transaction to a merchant" option. This means every transaction has to wait 21 days for the money to be released and also they take a 3% fee. For several months we have been trying to explain this is a transaction between two people and there are no goods or services exchanged. But customer service keeps giving us the runaround. They tell the payer they need to speak to the payee in order for the money to be released, and they tell the payee that they need to speak to the payer in order for the money to be released. In the mean time, neither of us have the money, PayPal does. Also why is it so hard for PayPal to correct a mistake? DO NOT USE THEM. Pick another way to exchange money.

I sold a set of books to a man online through Paypal. However, a few days after the transaction the buyer changed his mind (mind you the books were sent exactly as advertised) and wanted to return the books. I originally told the buyer I would refund his money but that he would need to pay the shipping to get the books back to me. The buyer filed an issue with the transaction on Paypal, and long story short I sent them our text conversation and all documents explaining everything above and Paypal decided to accept the buyer’s issue and charged me the money to reimburse the buyer for not only the books, but shipping as well. Also, I have never received the books in return. I never agreed to this and could not get a hold of anyone at Paypal to discuss the issue to have it resolved. I will not use Paypal again and hope no one else has to go through this.

Purchased Gift Clothes from China. I purchased 2 ladies tops as gifts. They stated delivery would be 10-20 days. I filed for cancellation and a refund after 22 days. One was delivered 30 days after the order, I cancelled the second item. No refund was made and conversing with PayPal's Resolution Center was like talking to a rock. I repeatedly contacted them and tried to clarify the remaining issue, to no avail. I called them today and what I got was a medical alert sales promotion, Not help.

I purchased 3 shoes for my kids. I happen to not verified the shipping address for one of them and after I confirm my order I notice that it is my very old address. I email the seller right away and they did not get back to me until 2 days after saying that I may be a fraud or not the owner of my card that was made payment with. I would have to wait for my order to ship to get the tracking number and contact them to hold my order at a suitable facility to where I can go get it. My old address is in Fresno Cali..and I now live in Oklahoma!! I call eBay customer service and they tell me to call my bank.
So I call my bank and my bank says it seems like it through Paypal so I'll have to contact them. I then call paypal and the first representative listen to my story and said they can help me with the refund and transfer me to a ACCOUNT SPECIALIST WHO NOT SO SPECIAL.. He ask me what kind of money did I pay my order with...? I got offended so I told him maybe from his bank? He then continues saying that I was a fraud when he got my info to get into my ebay and paypal account...I ask to speak to his manager or supervisor and he chuckles and say "we'll see if you can get me fire...." So I waited...He came on the phone minutes after speaking politely that his supervisor is there by his side and for me to wait a moment...then no one came on the phone...PAYPAL IS NOT FOR CUSTOMER SERVICE...with this "Account SPECIALIST" attitude is not so smart in position..too stupid. Made a purchase off a site I never used before and purchased a dog item. The site was called Bonanza and received email from Bonanza the next day, telling me that the dealer was no longer with them. They advised to deal with Paypal if there was a problem. Paypal already took my money. I checked with the USPS with the shipping number I was given and it said it was delivered. I never received it. Contacted USPS who said it was delivered to another address and under another name.
The item said it weighed 5lbs and should of been less than 12 ounces. Found the dealer deals in snowmobiles and changed his name several times. I was unable to get onto Bonanza again. I put in a dispute with Paypal and they refused to handle the fraud. I always thought I had protection with Paypal and learned they will only take your money and you're on your own if a fraud happens and you lose money.

I called FEDEX 4X and gave them the track#. They said to me that the number provided came from Walmart, is not in my name and it was delivered in a different address. What it takes is someone from Ebay or Paypal to call FEDEX and confirm that it is a scam. They didn't do that, instead they denied my claim 4 times. I am trying again. The seller was removed, the item post says it was removed, but NO ONE can remove the 594.24 charges in my Paypal credit. IDK how the seller got the tracking number from Walmart and Ebay believed without a shadow of doubt.

4 Times they have stated my denial on an issue I did not have. The items took over 2 months and they had been purchased in early Dec. for Christmas. I tried to cancel the order in early Jan. But they said the items had been sent and gave me a tracking number. There was no record of an item with that number. They asked me to allow 35 days for delivery. It was over 50 days. Seriously, What reason would you accept?. Now I don't feel secure using PayPal.
There are other issues that you don't give an opportunity to address. I tried to cancel the order. They asked me not to cancel because it had been sent. The tracking transaction number replied there was no record of a package. I contacted the company again. How fraudulent do they have to be before you will act. They did not honor any of their responsibilities. I had not opened the package but in talking directly to one of your representatives she said to open it and if there was a discrepancies in the description I could resubmit my complaint. Why is it not enough that they are lying and wheedled their scheme into putting me into a position that I could not cancel. Your reasons for disputing are too narrow. I tried to cancel. I put in a dispute for $39.99 to a scam company that only had PayPal as an option. I followed what they said about contacting the company many times for this dispute. Sent them pictures of what they requested then kept getting the run-a-round and they wanted verification that I had gone to the police department and filed a report. They finally said they were dropping my dispute because I hadn’t sent in the police report. I’ve worked with other companies who have been wonderful and given me a refund when I hadn’t even asked for it. This one was REALLY legit and nothing. I’ve already changed my PayPal payments for Disney and checking to see what other accounts to change. Don’t deal with them. I’ve learned a good lesson and am glad it didn’t cost me more.

I originally thought hard about making a purchase, but went ahead with it when I saw that it could be transacted through PayPal. I very much regret that decision. PayPal did not insist that the seller answer my specific question about the value of the goods, which determined, according to their own policy, whether they needed to be returned or not. They also backed down when, in direct conflict with their own return policies, insisted that I return the goods to China, even though they had been shipped from New Jersey.
As it turned out, it was going to cost me $125+ to ship the items to China via UPS, or $80+ by USPS, in order to obtain a refund of $50. And that is where the question of whether the goods were considered to be "High Value" comes in -- how could they consider goods that had been discounted by more than 75% to be "High Value", and thus have to be returned? PayPal has failed me, and I will no longer hold the PayPal name to be synonymous with buying security as I once did.

When you transfer to a bank account, make sure that all details to your PayPal account match your bank account details. From what I am currently experiencing right now, It's been a month since I transfer my funds to my bank account, I think my name doesn't match to my bank account details that's why there was a problem. But, I don't expect that this will take a month or more. I've been sending emails to Paypal to just bring back my money back to my PayPal account and I will do the rest. I have had an account with PayPal since 2009. And, I have had an account with Etsy for the same amount of time. Recently I ordered about 4-6 items through Etsy where each was paid through PayPal. PayPal gave each shipper a the same shipping address that was not my home address but the address of Home Depot in a town near me. I checked both my default shipping addresses on both Etsy and PayPal and there was NO incorrect address. So I contacted Etsy and they said whatever address PayPal gives them for shipping for each item purchased is the address the seller uses to ship the items.
I contacted PayPal and they said they found some "hidden" addresses that they deleted. They wouldn't acknowledge that they made a mistake or explain what those hidden addresses were and why they were being used as the default address. I still have many questions for them and waiting to hear back but I am pretty sure I won't get an apology for their screw up.

I had bought some Trump hair socks for Christmas gifts. I ordered 4 pairs. I received them a month later than advertised. These were Christmas gifts. I was shorted one pair...they sent me 3 pairs and one pair of striped socks. I needed 4 for matching gifts. After several attempts to resolve with the China company, they only offered to refund $5. If I wanted to order the missing pair it would be $18.99....that didn't sound fair to me...just send me the missing pair as the order clearly stated 4 pairs of Trump hair socks and I know you have them because you are still selling them on your website. I finally had to file a complaint with PayPal (buy protection they advertise)...they told me to send the socks back for a refund...now mind you another month has passed. I gave them as gifts, I can't send them back now...
Long story short instead of standing behind me and simply asking them to make right on the order, they closed my case because I didn't send them a tracking number for returning the item. Duh, I don't have them, because I figured paypal would uphold the fact that I did not receive my item as ordered. Buyer beware. If you think you have any protection by using paypal you are wrong! I filed a despute stating the even after I told the seller to correct the address they were sending the item to, they went ahead and sent it to the incorrect address. PayPal said that they sent it to the right address and closed the case. I sent proof showing that the seller received confirmation the corrected address and would even give me a gift if I didn’t cancel the order. Nope they still charged my account. With so many better ways to send money; PAYPAL should be servicing their customers better. I have had an account for over 15 years with PayPal but after this I’m closing my account and will not accept anyone who uses it.

When I created my PayPal account I had a current account that I saved as preferred payment account. When I closed this account and changed to a different bank and updated the new bank in the Paypal website. This is updated in PayPal website. But still in PayPal backend system it has the old account and every transaction goes to fetch money from the old account. When I called PayPal customer center and explained. They mentioned that what I see in the PayPal website is not what is in their system and this is still pointing to the old bank account. This mean my old bank can file me as a defaulter and my credit score can be affected!! PayPal is bad compared to other payment providers int he market!!

For over 3 weeks I've been trying to withdraw money from my Paypal account. Customer service says it's their security system preventing me from withdrawing so I need to withdraw in tranches. $20, $50, $100 and so on. Essentially teaching the system that it's safe. According to Paypal they have "no override mechanism". For 3 days their system has not allowed me to transfer any to my bank account. They are holding my money (over 20k) and refusing to release. This is insanity!

Long story short, I purchased a wig from Lwigs. The company kept telling me they were going to ship a wig for a good week. I got tired of waiting and told them to just cancel the order and refund me my money. I didn't hear from Lwigs so I opened up a dispute with Pay pal. The seller decides to ship out the wig so they thought they could keep my 363$. A pay pal rep told me to refuse shipment and that's what I did. The wig has been returned to shipper with a date of February 28, 2020. Even though the wig is damn there back to the shipper, pay pal has told me that it has to show as " delivered" in the DHL system. This whole process of holding my money has gone on for almost a month. Pay pal representatives aren't helpful and they will give you the run around if you let them.
I hope on the 28th or sooner it'll show it was delivered so I can get my money back. When it comes to the seller pay pal makes sure they're protected, but then it comes to the consumer you have to go through at least 30 days of bS and foolery to potentially get your money back. Do yourself a favor and never use pay pal. If anything do your business through your own card company. At least you will be protected immediately and have your money go back on your card until the situation is figured out. AGAIN DON'T USE PAY PAL. SAVE YOURSELF THE 30 DAYS MINIMUM OF BS.

I purchased 5 tires online through PayPal, thinking I would be protected. The tires were not delivered. I contacted UPS and they confirmed the package associated with the tracking number was for parcel delivered by the post office not for tires. The merchant gave a fraudulent tracking number. I contacted PayPal with proof from ups that the tracking number was not associated with my purchases. They sided with the merchant because he supplied a tracking number even though they had proof that the number provided was wrong.

A Vanilla Gift card with $60 was added to my Paypal account with the intent of using the $ for an eBay purchase. $60 was removed by PayPal - I HAVE A PRINTED RECORD OF THE WITHDRAWAL w/ PAYPAL as vendor. I used Paypal to complete a transaction. The seller was shipping from the US. I did not realize this was a shell company and that the actual merchant was in China. There are numerous complaints about the product and the company on PayPal, Amazon and Ebay. I have filed a complaint with the FTC regarding the fraud. The product received is not the product advertised, it isn't even the product ON THE PACKAGING!!!!
The company only responds by automation. PayPal told me that I had to return the product to China to get my money back. This is how the scam works. The product costs $25 but it costs at least $30 to send it back to China. PayPal told me to take pictures and get a tracking number. I took pictures of everything but the post office said that they do not provide tracking for China. I had to use the customs number for tracking. I assumed this was adequate. Today I was informed that I chose the wrong shipping service. I should have used DHL or UPS and not USPS and my claim would probably not be accepted. If Paypal wants a particular shipping method for returns, they need to state that from the start and not after the fact.

If I could give them 0 stars, I would. My daughter sent me money that I then tried to transfer to my bank acct. It was over $2,000 that I needed for my rent. PayPal put limitations on my account with them, and I then had to submit documentation AGAIN relevant to me and my bank acct. After being on hold and getting no resolution to my request to lift limitation so I could transfer money, I requested (rather loudly) to speak with a supervisor. After being put on hold AGAIN for another five minutes, I was told I would be transferred to a supervisor. The phone range twice as if being transferred, then went dead. I called back, really angry and frustrated now, and the same thing happened. I handed phone to my daughter, and now she is waiting for a callback. There is absolutely no reason for this to be happening. I WILL NEVER USE PAYPAL AGAIN...EVER.

Paypal gives you a round-around when it comes to disputes and always favors the merchant. Because they would lose money if they agree with you. They have all these ways to help you with any issues with your purchase, but don't ever believe it. They always lie. Try calling them and you'll get nowhere. Their after sales support people don't even know how to answer or solve your problem. Paypal has shoddy business operations. THEY LIE. I believe that this company should not even be operating and the customers that got so much grief from using them should file a class suit against PAYPAL. To start with: they ask more questions than a police detective investigating a crime. Despite one providing the correct email address and p/w: they keep on telling the customer that is wrong. The same applies when one answers the questions: wrong but, they are actually right. If one wishes to tfr $ that is credited in one's account: well, just trying to write the applicable amount (usually the lot as it is NOT clever to leave any credit with PayPal) - it is kind of impossible. PayPal is an American companY: hence if you decide to send them messages: long time to reply and, in many case by incompetent Customer Specialists (!).
If one chooses to phone them from Australia to get a problem sorted out (and a problem due to the many loopholes in Paypal) - well, you will have to wait for a long time and get out of your mind listening to the repetitive and boring music. Eventually a person from either Pakistan, India or Bangladesh answers the phone: this person is polite but, has no idea on sorting the problems in PayPal's system. In brief: PayPal thinks is King Kong and treats customers with no respect of any kind: do we need PayPal? Certainly Not.
Paypal is also linked with Gumtree and Ebay: getting plenty of $$$ but greed ...yes, greed has no end for some of their low calibre. I had sufficient UGLY experiences with this company: so, from me: ARRIVDERCI: do not need any aggravation from this company and my time is very very valuable. I ordered 2 rugs. I say rugs, but perhaps bath mats would be a better description. I ended up filing a dispute. The first rug came and it was a knockoff design that had same name and design of a rug I wanted. I usually order from a legitimate website but they were out of stock. I send pictures and a description of real rug I ordered and knockoff. Goods got shipped from China, Surprise!! Texas address was on website. Long story short, they found for the seller. Never got a detailed reason why and they claim their decision is final. I have filed a complaint with a government organization and will continue to seek options. I have been with Paypal a while. The true mettle of a company really comes when there is a problem. I owe Paypal the money as a pay later purchase. I plan to go all the way that I can, because if no one stands up, we are all going to fall.

I returned a very expensive purchase today through the merchant. I used my PayPal account becuase it was an online purchase and I wanted to keep my personal information confidential. The only refund method for the merchant was a paypal refund. I was not familiar with the refund procedure with Paypal and so I called them. The first associate informed me that the refund would not be available for one billing cycle, 30 days. Which is unacceptable as the purchase was deducted directly from my bank account, the refund should have been directly deposited. Uncomfortable with the policy I returned to the merchant to void the transaction, same day as the refund. The merchant was more than helpful and willing to assist me however, paypal had already accepted the refund and the transaction couldn't be voided.
I was advised to call paypal again, and ask to speak with a supervisor. I did so, and was informed that because the purchase was originally made in 2018, the refund option was no longer available. Keep in mind, the return from the merchant had already been processed. The over $600 refund was now in no man's land, and would NEVER be returned to me via paypal. Regardless of the time lapse between purchase and return, the merchant accepted my return and paypal should have accepted the refund. Instead, I spend my evening trying to locate MY money, not paypals. In the end, the merchant rectified the situation and will continue to recieve my business. I have already deleted my paypal account, that I've had for over 7 years and warn others to NEVER use paypal. Completely unacceptable business practices.

We had an employee embezzle $40,000 from our company. We want to restrict her access to our financial institutions like Paypal. We have access to the account email. However, Paypal refuses to shut down the account without the consent of the employee that embezzled money. The Customer Service supervisor was very infuriating and disrespectful. He refused to transfer me to a supervisor, refused to give me his last name so I could follow up with another supervisor, and refused to give me any follow up information that would lead to a resolution. He was very difficult to work with. He would only tell me his first name was Margux. He had no problem with the fact that an employee that had already embezzled money could still access the account. He kept repeating, "once we get her verbal authorization, we can close the account. We have no other options." Ridiculous!!!

PayPal is highjacking my money and releasing my funds. I have completed their security protocol 4 separate times, confirming my credit card number, answering the security questions, uploading a photo ID changing my password, adding my cell phone number. I still cannot transfer my funds to my bank account. I called 3 days ago. They said to wait for the security measures to update. That obviously didnt work. I called back and spoke to a supervisor named Byron in Phoenix ID **. I was on the phone with him for an hour and confirmed all of the security protocol yet again.
At the end of the conversation he told me there was nothing he could do and that the site was working as it was meant to and I was not able to transfer my funds. What kind of crooked enterprise highjacks people's money? I asked who I could speak with and he said no one. The system was working as it was supposed to? Are you kidding me. Terrible protocol, terrible system, terrible and extremely incompetent customer service staff. You all should be fined by the federal government for shady business practices.

I made the mistake of ordering a steel pan drum off of Facebook in November for a Christmas present. The site appeared to be domestic company and they advertised receipt by Christmas. I ordered with PayPal so I felt assured that if it was fraud I could get a refund. Boy was I wrong about PayPal! I opened up a dispute with PayPal in December when my attempts with the merchant rendered the same generic response over and over. The email claims the item was shipped and directs me to download an app to track the package that is phishing software. Unfortunately further research into the company and the app they direct you made it very clear I had been ripped off by a company ripping a lot of US consumers off.
First and foremost, the PayPal resolution center process is difficult to navigate and I am very computer savvy. They make it as difficult as possible to challenge a charge. Then they take 30-60 days to provide a resolution ruling. After two months of no reply from PayPal, in spite of attempts for an update they ruled in the favor of the Seller without so much as an explanation. Mind you I still have not received the item four months later! At this point even if it was coming from China (which is deceptive and still reason for me to receive the protection PayPal promises but does not deliver) I should have received it.
I've opened the dispute with Amex who I have every confidence in. The point of this review is I always felt "safe" when ordering with PayPal. It advertises that they will give you consumer protection against fraud, etc. They do not do any of that. They are purely a money intermediary that makes an actual dispute process take 3x as long, with 3x as much aggravation, provides no communication and literally does nothing to protect you. I do not recommend this service if you think it gives you a layer of protection.

I have $498 In my PayPal. It's available funds. I tried to transfer And they said that is unavailable at this time. I tried to send it to a friend. And the same response. So then I call and talk to a Filipina Woman who said, "This is standard procedure. It's our automated security system. Your money will be on hold for at least 72 hours." They own PayPal eBay Ensign Mo among others but they're going to withhold fund $500 For security reasons. I'm insured by the FDIC for up to $100,000 as their Holdings are in Wells Fargo. I don't need their Automated security system. They are just greedy. And Their customer service is terrible. You'll never get anywhere talking to any of them. Get cash app and save yourself the trouble.

Recently ordered a package. 1 bike motor from Mates Club. Use PayPal to pay for it. PayPal Annie and company email had correct address. Package was shipped to the wrong address then I obtain proof that it was shipped to the wrong address from the post office and they still denied my claim refusing to reimburse me. I feel robbed and cheated. I am not a rich man and I can't allow anyone to take from me. I called several times, made reports, presented evidence both company having having the right email on my shipment order but the package was labeled wrong. I'm sitting to a totally opposite address. This is why I'm fighting this complaint against mates club and PayPal for denying my claim even after I provided proof that the package was sent to the wrong address.
I showed him emails that were sent to me by the company by screenshot. I'll also provided them to proper tracking request forms from the post office identifying where the package was shipped to which was not my address. I feel like I cannot trust PayPal nor their clients. They made it appear as an American company with after the sale went through everything was in Chinese characters and only one email to get ahold of the company. It took him several days to even send me the tracking number then once they did they showed the correct address but the package itself according to the post office was labeled with the wrong address. I just opened a PayPal account and I started receiving charges to my account. It totaled almost 40.00 and I ended up over drawing my bank. I reached out to PayPal and disputed these fraudulent charges and they did NOTHING. So I guess it’s ok to just take money out of people account. I’ll NEVER use PayPal again!???

I paid for an order through PayPal on 2/11/2020. PayPal withdrew the $1,100 USD from my account through routing and account number on 2/12/2020. PayPal sent me 2 emails on 2/11. First one states they sent a request to transfer funds from my checking account and the 2nd sent much later in the day states they received my money and sent it to vendor. On 2/12 I checked my account and it reflected the $1,100 transfer to PayPal. On the morning of 2/13/2020 I received an email from PayPal stating they had tried to draft my account on the morning of 2/13 and here are insufficient funds.
I called my bank. My bank checked everything and assured me PayPal received the $1,100 2/12 as reflected in my account. I spoke with 3 different PayPal reps on the morn of 2/13/2020. None of the reps would answer my questions and kept referring back to the fact they were going to try and draft my account again. There is a horrible language barrier when dealing with PayPal employee's which makes the experience even more tedious.
PayPal was so obstinate and malicious I ended up having to go online and file a complaint with the Arkansas Securities Department shortly after the 3rd call. The ASD agent called me within an hour after receiving my complaint and got more details. After emailing him a copy of where PayPal drafted the money from my account on 2/12 and sending him the email correspondence from PayPal, the agent assured me I will get my money. Problem is, it may take up to 6 weeks. If PayPal does this to many of us, just think of all the "interest" they make off our money before they are forced to return it. If you use PayPal after reading this, good luck to you. I will never use them again.

In my experience, PayPal doesn't have fraud protection. Or, this business is taken advantage of so much through fraud that they're overwhelmed and have no way of realistically protecting their customers. You can dispute a charge through the resolution center, telling them that the activity is fraudulent, but you'll never hear an actual representative apologize for the inconvenience of having over six hundred dollars unexpectedly removed from your bank account.
They don't care that over 100 other users have posted complaints about the same vague "VZWRLSS" charges that even Verizon Wireless has no idea what to do about. IF you call and jump through their hoops of an automated phone system dedicated to avoiding their customers, you might find a way to get a representative that is unsympathetic to your situation. Of all the accounts and debit cards I've ever had (a dozen, perhaps) PayPal has been the biggest headache, and it happens yearly. I'm strongly advising my friends and family to avoid it. If your frustration or research has brought you to this honest review, I hope I can save you the headache, too. Horrible fraud protection, terrible customer service, awful surprises, and the worst experience I've had with a payment processing company.

Paypal places a hold on Money for new users. This seems perfectly fair right? Sure you hold my money until a day after the shipment arrives, ok. Also cool. Then when I go to transfer the money into my bank because duh I want to spend it... Nope Paypal places a second hold on the transfer. They say another 72 hours to review it after it's already been held for 2 weeks. Seriously? What is wrong with them? If I have already waited and the buyer has no dispute why hold the money further? I say it all adds up in interest for Paypal so having a policy where they can hold millions of dollar for days means more to paypal bottom line. This is obviously the reason. Nothing else is plausible.

I had problems logging into PayPal and could not reset my password. I noticed another name and another telephone number on the verify portion. I don’t recognize that person nor do I know that number. When using the 2 stage verification, I get the email but the telephone number is different. I called PayPal more than once to fix this obvious fraud. My name is Louis and the name on the account now is Hilda with same last name. PayPal could not verify me over the phone because I could not repeat the entire fraudulent telephone number. I cannot even close the account without the other person's verification. PayPal’s only fix is for me to use another email address and open an new account. That is not going to happen, especially with all the other options I have to move money around. Bye, Bye PayPal.

On the first screen, PayPal claims they will protect and aid in making sure you're not ripped off. I found that to be a lie. Their goal is to keep passing the buck and proclaiming it is your fault. My case was simple. I ordered something and didn’t get it. I contacted PayPal. They contacted the seller. Seller sent a tracking number, no other information. I waited. Site said item was delivered. I contacted the post office. They said the tracking number was addressed to someone else, not me. I contacted PayPal and told customer service and explained everything again. Next day I got an email from PayPal that my case was closed because item shows it was delivered. I am out 102 dollars to those idiots. I am still fighting PayPal for them to do what they promise they would do on their site. I would highly recommend you stay away from PayPal. They don’t honor what they say they do on their site.

I purchased what was supposed to two Daiwa BG4000 fishing reels advertised on Facebook. The price was quite good and I thought it was a new customer price to get online users. A month later I get a package with Chinese writing all over it. I opened the package to find two knock-off no name reels with 3000 painted on the spool. They were obviously cheap and certainly not the size of a BG4000. I notified PayPal immediately by phone (after a 22 minute wait) and opened a complaint. After 10 days I called and was told PayPal was waiting for more information from the seller. I asked what information and was told they din't know but if I would accept a 25% credit I would be able to keep the reels. I said, "No, I want my money back." They said to call back in 5 more days, which I did and was told I should not have been told to call back. The PayPal person said I could send the items back to China but that shipping was on me.
Meanwhile, I had already complained to the company I bought the reels from and they sent back an email stating they would not accept send backs unless pre-authorized by them, not by PayPal. I emailed PayPal with that information and received an email from PayPal stating that PayPal wanted more information from me. However the email didn't say what information. I called PayPal and they said they didn't know what they needed exactly but someone would contact me. Today I got another email from PayPal saying my case was rejected and closed because I didn't supply "tracking information". What???? I didn't supply what tracking information? I was never asked to supply ANY tracking information. So now PayPal has favored the fraudulent Chinese knock-off seller and I am sure will continue to do business with them as usual. I'M DONE WITH PAYPAL!!!

Bought a robovac. It turned out the product is defective. The company did not honor its return policy. They wanted me to pay for the return and some other fees that didn’t make sense. I contacted Paypal for help but they refused to help. Paypal claimed that the seller was trying to resolve the dispute. Needless to say, Paypal is useless. Might as well pay with your credit card, the credit card companies do much better to protect your purchases.

4 times I made orders to Rockauto and paid thru Paypal. Paypal sent them a mixed address of 2 I had stored on their site. One part address NY. One part address Myrtle Beach S.C. Rockauto receives back the package and gives me credit minus the shipping charge. It's paypal's fault in mixing addresses and they claim they dont pay for errors, I dropped them. Dont use.

I am trying to log into my PayPal account. This is a viscous circle of frustration. They send me a link to reset my password {which I've tried about a dozen times- no exaggeration), which then does not allow me to reset it because they say I owe them $56. They then forward my call to an "affiliate" (debt collector). After thinking I'm on hold with this company (WWW.ACIBILLPAY.COM) they tell me to go to the website and make my payment. I go to the website to see what it is and they want me to login. I have no idea what this site is, if it's actually legitimate. It asks for my login and Social Security number which I don't even need to explain why I won't supply. I am trying to login to my account to see what this charge could be but I am locked out and the circle begins again.
I've tried calling the number on the back of my card which seemed hopeful at first but then got the same result. I've read other complaints where they at least get to talk to someone. I cannot even get that far. Prior to getting this PayPal Credit, I had no issues. I've used PayPal for years. But, the fact that I cannot even get a person on the phone is so incredibly frustrating. I am not disputing this charge, I need information to do that. But I cannot get any information. I also have since had money deposited into my PayPal account which more than covers this charge but am still locked out. I have moved twice in the last 3 years and cannot even update my address to get statements or correspondence from PayPal. I cannot understand how PayPal can be so successful with a non-existent customer service department. Who is PayPal's competition? If they have stellar customer service they will over time surpass PayPal.
