Easy to signup to PayPal for your personal or business needs and link your bank account to start paying or receive funds. Easy verification process. Hassle free signup. I have been using PayPal for couple of years and never had a bad experience. We have paid through PayPal and also got refunds which has helped us to believe more on PayPal. PayPal has a high security feature, which is helping us with a secure environment to do our day to day transactions without worrying a lot.

I used PayPal to buy jet boards battery operated at the end of July 2020. In August, I wanted to contact a seller but there was no contact information, so I asked Paypal for help. I emailed the seller back and forth with the help of Paypal and they finally sent my order. It took more than two months, but I got it. As soon as I saw the package, I knew that something was wrong. Sure enough, they sent me the wrong items (inflatable paddleboards age 6+ (so you know my kids 14 and 18y.o.)). When I contacted the seller, they wrote to me that the items are of good quality and I should be happy.
I contacted several times Paypal (no direct phone number to speak with a live person), they kept brushing me off every time. Finally, they replied to me that there was nothing wrong with the order and they closed the case. I cannot describe how to disappoint I am with Paypal!!! Some scam got my $185+ and Paypal did not protect me as the client!! I closed my account with them. For the rest of my life, I will be telling and writing everywhere I possibly could how Paypal screwed me over. I trusted them, but good thing that there are other companies who are more responsible than Paypal! Paypal, you lost a loyal customer over scam one! Good luck with them! I give you 0 out of 5!

When I asked questions of the Message Center human representatives they gave misleading answers. They told me to do things that did not work. I wanted to explain my concerns about the misleading answers I was being given and the instructions to do this did not work. In addition, I requested to have a human representative call me several times and this never happened. Instead, my message was deleted from the Message Center with no explanation and no warning.
Note, I have requested to speak to human representatives in the past and this worked once. After that, the closest I got was a claim that they called me but I did not answer. This claim seemed to be false as my smartphone had no record of any recent calls from an unknown number and no voicemail message was left on my smartphone. If your request does not neatly fall into one of the preconceived categories PayPal has establish, all you seem to get is the runaround and no useful answer. Maybe this makes their internal support statistics look good, but the real customer support level is unacceptable.

I did not receive any product from wish.com, and they have not responded to any of my emails. Two different people were trying to collect from PayPal for the same order. Paypal insists I pay for a product I have never received. On top of it, wish.com was trying to charge me twice for the same product-that is fraud-and PayPal is a part of it. I have been a loyal customer to PayPal for 10 years, and whilst have never encountered any issues previously, I cannot say the same for this last week. I was hacked into on my account and received an email stating money had been sent (bearing in mind I only use it for online shopping and never to send money to people as I use my bank online banking for this). I tried to log into my PayPal account and wouldn’t work so had to reset my password. I saw that £190 has been sent as family and friends to someone so instantly set up a dispute.
The dispute was rejected so I set up a chat to have resolved - BIG MISTAKE as this caused nothing but upset and distress. Whoever I was chatting to on help chatline was rude, sarcastic and very unhelpful, leaving me in an absolute state. Luckily Saturday I contacted my bank and they took action straight away and stopped they money leaving my account, however this has left a negative balance on PayPal. Now PayPal are demanding I pay instead of contacting the person this money has gone to and are threatening collectors. I’m absolutely livid - I am the victim being treated like a criminal. 10 years of my service with them will not be furthering more. Absolutely disgusting and fooled completely into believing the customer is protected because we’re not whatsoever. Refrain from ever using!!!!

It makes checking out online easier because you don’t have to worry about finding your card or that it’ll be hacked. PayPal offers an added layer of security for shopping online. The ability to pay others and receive money without a fee is nice too. Even if you need the money deposited right away, the fees aren’t bad though I’ve not gone that route yet. My online attempts haven't resulted in any communication. I've tried all their suggested avenues (Resolution Center Chat - The rep's suggestion was that I chat with someone at the Resolution Center, while I was trying to do that! Facebook PP page: A rep said they'd "escalate" my request, but nothing changed.)
The problem: Someone sent me money via a pay button on my website, but the account hasn't been used in 3 years, and apparently it's been deactivated. I can't log in to release the money. And I can't find a way to communicate to a rep what the issue is. Very frustrating! I'm not even sure if the sender can get a refund. I'm hoping they can reverse the charge on their card. Now just because it says I subscribed, he says it is authorized even though I did not authorize the subscription just like I did not authorize the payment. I have attempted to contact the merchant and the number is fake, the emails go unanswered and I still don't have my money.
Paypal is suppose to make sure my account is secure and I pointed that out. How is it secure when someone else can subscribe to something from my account and when I inform you that I did not approve of this, you continue to tell me I did just because of a date you have in your system? Two thing wrong with PayPal, 1.) It's at least twice as expensive to use as it should be, the service I rarely ever use because they want $5 just to put money on the account, I just wanted to use it to purchase $1 e-Books on Amazon and just to purchase a $1 book on Amazon It will cost me $6, that's incredibly greedy of PayPal. 2.) PayPal does not allow me to put money on my PayPal account from my online bank Chime.
I specifically bought a PayPal card so I could transfer $ from my Chime online Bank to my PayPal account so I could protect my Chime account money, but I had to use my Chime bank instead because PayPal doesn't want to get along with some other bank? This is very immature of PayPal to sever relations with a bank that a lot of their customers use these days. PayPal caused me an inconvenience as well as an online purchase that gave my Chime Bank my account number and they took $17 from my account (Amazon). You cannot trust Amazon, I needed to use my PayPal but couldn't upload money onto my card that I paid $5 for.

PayPal likes to tout their anti-fraud measures, but they fall very short in this department. I made a recent purchase online using PayPal. The merchandise I received was not what I ordered, and was by far inferior to the description on the vendor's product web page. I communicated my dissatisfaction to the vendor, who admitted sending the wrong merchandise, but would only refund my payment if I shipped the item back (to China) at my cost. Alternatively, they offered a 10% reimbursement.
The vendor's return policy states that if the return is due to their mistake, they would absorb the cost. PayPal denied my claim based on the fact that I refused to return the item, costing me over $60. PayPal needs to hold vendors to their own published return policies, but they make more money by keeping the vendor happy. In that regard, they are aiding and abetting the fraudsters. I am unlikely to use PayPal in the future, and do not recommend PayPal for money transfer.

I paid it off as well as the late fees, but then I noticed my credit score drop by 100 points. When I checked my credit report I noticed it was because of a late payment recorded by Paypal.
I tried to work with paypal through their customer service and was told a few times that they would fix the report submitted to the credit bureaus, but they never did. After being placed on hold once again and subsequently being hung up on, I'm seeking legal action against this company. They have failed to inform me of what happened and their avoidance tactics makes me feel like there was a mistake made on their side that they are not willing to admit or rectify. Paypal said it was good for them but not me.

I made a purchase online through a site I believed to be a legitimate site, I thought if Paypal processed payments for them then it wasn't a scam. Well come to find out the site was a scam so 20 days ago I submitted a dispute through PayPal and according to them if the dispute is not resolved in 20 days on the 21st day it will be closed. I got my package yesterday and I DID NOT get what I ordered, I paid $149.99 for a Dyson hairdryer and instead of getting a hairdryer I received some flimsy clear plastic phone cover that looks like it cost $1.00. I can't get ANYONE AT PAYPAL to respond to me via message or can't get them on the phone. Today I went to my bank to file a claim through them. I am a VERY DISSATISFIED PAYPAL CUSTOMER AND WILL BE MORE CAREFUL USING THEM IN THE FUTURE. Don't think just because PayPal processes payments for these sites that they are ALL LEGITIMATE SITES, THEY ARE NOT. I wish I could give -stars.

I have used PayPal for many things in buying and selling. Not usually a problem. This time however, I put in 3 claims for items NOT received and 1 that was so totally wrong it was laughable. There is not way to fight this as there is no one to actually talk to. Once I file my last claim I will be deleting my Paypal account for personal and business use. I have a couple items purchased from...yeah, my mistake, China. I waited at least 3 or 4 months since what is going on now there are delays in getting things. Paypal denied and closed my claims saying my items were delivered. Hmmm...if they were I wouldn't be making a claim now would I. Not only do you have to be careful who you buy from but also how you pay, DO NOT USE PAYPAL. THEY CANNOT BE TRUSTED.

After over 13-yrs of utilizing PayPal I have to close out all my transaction and let them go. This is the 3rd time PayPal has let me be scammed, close my dispute and not give me an opportunity to reply or show proof I've been scammed. I ordered a Jordan sneaker clock in error. Attempt to cancel immediately after placing the order. Paypal would not let me cancel the transaction and closed the dispute. I received a broken clock along with missing items and Paypal will not allow me to file a dispute or reopen the closed dispute. Now I'm out of $57 and left with a broken clock.
The troubling part is various others (at least 9 others) have complained about the same company and Paypal continues to let the company scam consumers. I can see 1 complaint you might have doubt, then a 2nd complaint should strike curiosity, when a 3rd complaint occur you should look into the problem, when you receive 4, 5, 6 complaints you should recognize you have a company scamming people and seriously investigate.

I ordered Foam Filled, Flip Resistant Swimmers for for my kids. The Company Siho did a Bait & Switch and shipped me an inner tube that I could purchase at the Dollar Store. Paypal refused to file it as Fraud. They instead told me I had to pay to ship it back to the company with Traceable Shipping. I did but they stopped tracking or responding to my emails so PayPal decided I don’t get my money back.
Bait & Switch and posting a product on their site that they don’t sell (they stole the description and photos from another company and listed as their own) is somehow NOT PayPal’s problem. Their words. They I have been doing all of the tracking and research with USPS, China Post and providing it to PayPal as they refuse to lift a finger or do their job. I have been fighting with them/doing their job since July, it is now October. They only sent 1 email to the company in 4 months? That is their research. We purchased an item and only then realized it was from China. We paid for the item through PayPal. When the item arrived we opened it immediately (the box it came in was substantially compromised) and found the housing of the product was broken in 6 places. It is unusable in its damaged condition. It was very clear that the packaging was sub-standard - it had been packaged very poorly. We took several photos as we opened the package (again, the box it came in was destroyed - you can see the packaging as we opened it). We attempted multiple times to deal with the vendor. The vendor offered no assistance and simply claimed "...it was ok when shipped...".
We went to PayPal and PayPal insisted we ship the product back to the Chinese manufacturer at our own expense (twice the cost of the product). Then wait for China to acknowledge receipt of the device and determine if our claim was valid (apparently the extensive photos of the packaging and device were insufficient evidence).
We were so disappointed with PayPal that we attempted to close our account, but could not do that through the website. The screen came back with "Unable to process request - please contact Customer Support". Since PayPal does not offer phone support, we were messaging them through the website. This has gone back and forth for days. PayPal first said - "Sorry for any inconvenience, please don't cancel your account (no remuneration offered)." Then when we insisted they sent the same message. On the 3rd insistence, despite being clear about our inability to delete the account, PayPal simply sent us the instructions to do this online - We tried again, and the process failed again - with the exact same message. PayPal has been a nightmare to deal with on both the product and the account management. Learned my lesson, will never have an account with them again.

My first issue is the lack of customer service. A person cannot be reached by phone so you have to message them. Once the message is entered it takes hours to days to get a response. Unacceptable when dealing with a customers money. This particular incident has happened to me several times: I made a purchase through Amazon using my PayPal cash plus debit card. I cancelled the order but the authorization hold was still showing on my PayPal account so I had no access to my funds.
Amazon was kind enough to write a letter with all of the details of my cancellation and it told PayPal they could remove the authorization. A letter via email was the only option since PayPal doesn’t accept calls. I sent a message to PayPal with the attached document from Amazon. I waited over 24 hours for someone to get back to me and they didn’t even read the letter from amazon. I typed back, which means you have to wait hours again for another rep To respond. It’s now Saturday and I waited the full day to hear from someone but I never did. I’m furious at this point because I needed the funds to get food and medication which is why I cancelled my amazon order in the first place. It’s now Monday and I’ve not heard anything from PayPal since Friday, which was a waste of time. I have $239.99 on hold that I can’t access until the authorization is removed by PayPal.
Like I said amazon write a letter to them saying they could remove the authorization because the order was canceled. It included all the details. So here I continue to sit with no access to money, no real way to contact a person at PayPal and no food or necessary medicines. This has happened to me several times. I’m told they can hold my funds up to 30 days!! 30 days when amazon already verified the authorization should be removed. They can’t call them so a letter was the only way to do it.
I am absolutely disgusted in they way they treat customers. Every other company I deal with has agents on hand to assist but not PayPal... nope. As if this wasn’t already stressful they just magnify it by not being available to assist. Worst service ever!! Their policies are absolutely ludicrous. If it were Bank I was dealing with it’d be a nonissue. The authorization would’ve been removed right away and I actually would’ve been able to speak to someone. Dan Schiller is my next target to hear about my misfortunes with his company. I’m done with it.

On September 16th, my PayPal account was hacked through my small business website. In only a few hours, approximately $3000 was drained from my linked bank account and credit card to vendors such as Wayfair, Starbucks, Airbnb and Cineplex. The first customer service agent who assisted me was very helpful and thorough. She told me that I was her second client of that day with unauthorized transactions to similar vendors in similar patterns. Between her and my bank, all of my money was restored within a few days.
But because of this episode, my credit cards had to be cancelled. I spent over forty hours calling my creditors with new credit card passwords, changing all my online accounts to 2-step verification and scanning all my devices for malware. My new PayPal password was also changed to 2-step. I thought I’d covered all the bases. However, I was not advised to review my PayPal account for any remaining pre-authorized transactions like Cineplex. I assumed this had already been done by the PayPal agent.
Consequently, on October 18th I received new emails from Cineplex thanking me for renting more movies, which I had not done. I immediately reported these to PayPal as new unauthorized transactions. My latest claims were denied because long ago, I had authorized Cineplex as one of my linked PayPal authorizations for online ticket purchases. And, of course, I had not removed Cineplex myself because I was not informed I had to.
I appealed the claim denial and asked the agent to review my recent history, which clearly showed over 30 unauthorized transactions - including to Cineplex - in only one day just a month before. Again my claim was denied. Compared to the $3000 taken from me only a month before, these new withdrawals were minuscule. Still, they were fraudulent.
I have now cancelled all pre-authorized PayPal transactions (as I should have been advised to do previously) and unlinked all my bank accounts and credit cards. I would have deleted my PayPal account altogether except that the mobile app doesn’t allow it and I would be forced to call customer service once again, which takes far more time and patience than I have available. After fifteen years and a spotless record on my part, I am done with PayPal. I will use a different, more secure and client-friendlier service from now on.

I bought some outdoor furniture, it was faulty so I took photos & went to lodge a claim (Catch.com.au) with the seller. Funnily enough I wasn't able to as my purchase wasn't finalised on their website (none of my purchases spanning 5 years were), so I lodged a claim through PayPal. PayPal advised me that the seller would refund me after I paid for the return of the goods. PayPal has a system in place that does not allow you to question this practice. They also provided an incorrect return address not once, but twice. I spent two and a half hours on the phone. The first call after I explained the issue put me on hold, then hung up on me. The second call I was on hold for another 45 minutes using their 'one time code'. I realized this identified me and my too hard problem so I rang again, without my identifying code and got though to a human who promptly transferred me.
In the meantime I used PayPal's online chat service such a great timesaver apparently. On the last phone call it was made clear to me that the seller can stipulate whatever they like, PayPal will not back you. They offer through a third party to refund shipping costs (up to $45) & so they have absolutely no financial interest in helping buyers. It has taken three weeks for me to get a return address from PayPal via their time saving online message service, long after the cutoff date for me to respond. I was able to get the address within 2 minutes. The last consultant actually recommended I go to my credit card people for a refund. It is fascinating to come across an organization that has such a disregard for its clients. Needless to say I will PayPal no more.

After making an error purchase in a ghost company on the internet, (meaning a company that doesn't send a receipt/confirmation email, does not pick up the phone or respond to emails), I decided to contact Paypal to put in a claim. It took me several days to get through to customer service. After waiting for 1 1/2 month, the product arrives broken, does not match description, has a terrible quality and is sent in fragile packaging. It takes me a week to get through to Pay Pal customer service to request a refund, who then places a second complaint.
Instead of a refund, the company sends the terrible product again in the same packaging. Then another week trying to get through the customer service in PayPal and agent puts a third claim and responds saying that I have to mail both products back. But the mailing address disappears from the case history and I am still trying to get through PayPal who does not pick up the phone and does not accepts my request via web. In the meantime they cancel the case because I didn't mail the products yet, and there is no way to get through to obtain the mailing address.
All this delay is a consequence of PayPal customer service not being available as they should and not resolving the cases in favor of the consumers. I still have two unwanted products, a canceled dispute and a tremendous amount of frustration. Conclusion: If you are a scam company, do add Paypal to your business, they will back you up. If you are a consumer, use your credit card directly. It will give you more protection and have a much better customer service, which is not hard to do.

Customers beware of Paypal and eBay. I paid for several items on ebay with my credit card. Then, after I won an ebay auction and tried to pay the seller for the item with the same card, ebay/paypal would not let me pay for it. Ebay/paypal decided AFTER THE AUCTION ENDED to change the payment terms as an excuse to bully me into connecting my bank account to paypal. After reading many bad reviews of ebay/paypal by consumers I refused. I tried to explain all this to the seller, who demanded I go outside of ebay/paypal to pay him. When I told him I didn’t know if that’s legal since the auction was conducted through ebay the seller basically called me a liar, told me he did not care about my security issues and threatened to post a bad review of me.
This is an example of how ebay/paypal bullies customers into gaining more access to customers' financial resources and privacy. Ebay/paypal waits until they have you in a situation, such as an auction, when you commit to pay a seller. Then they won't let you pay unless you connect your bank to them. I find these two corporations, who in my opinion are one in the same, to be very unscrupulous and I regret I ever had anything to do with them. I learned my lesson the hard way.

I recently purchased two portable laptop desks from a company called Mighty Tool through Paypal. What I received in the mail was a manila envelope with three thin pieces of precut interlocking presswood, that when you assembled them made one (not two) little bitty stand that could barely hold a cell phone. I went looking for the address in Valparaiso, IN, only to discover there was no such address and there were Better Business Bureau complaints there and they had done the same thing with an address in California. I also tried going back to the website, which was not longer up and it had changed its name to Tool Mighty and no longer offered the portable laptop desk. From there I found Trust Pilot, and numerous other Paypal clients had complained and lost their money as well from the same company.
I went to Paypal and followed their resolution process. The company in China offered me $5.97, then $7.97, because if I were to ship back the product, the shipping costs would be more than the product itself. Perfect scam. What made matters worse was Paypal. I finally moved my complaint up and Paypal asked me to file an IC3 form with the U.S. government, and was told once they verified the filing, I would be reimbursed in full. Now they are saying I must return this envelop to China, and I have to wait until this company receives it and then I will be credited in full. Probably too many for them to reimburse.
Today, I informed Paypal that I would be filing a complaint with the MN AG's office and posting everywhere I can about how this has been handled, and they suddenly reversed the charges. PayPal profited from my transactions for years without any special effort on me. However, when I did need help they never delivered on their guarantee. I filed a dispute and provided evidence. They obviously didn't read any of it and closed the case. No notification. Not asking clarifications. No request for additional information.
I tried to appeal. Was not an option. I have talked to countless "agents" in their help system and just get bounced around and no one reads the past conversations. They just keep telling me the same thing over and over again. I don't know if I'm talking to a real person of a chatbot with broken logic. At one time I was told to call a number, so I call and the system tells me to go to the website as agents can't assist over the phone. Back into the never ending loop.
It has been nearly two months since this all began. I am literally no farther than when I first started talking to them. At this point I'm just going to close out my accounts and eat the loss. PayPal has wasted more of my time than the money I lost. If your case is open and shut, you might have been luck....but if anything deviates from the agent "scripts" then you will have a bad time.

Have had lots of issues with them. Most recent, I used their QR Code with a customer earlier this week. Received the funds, but in the email from PayPal, the transaction on PayPal and all the places I looked for the customers shipping address - it was not to be found. I contacted PayPal (after spending about 30 mins trying to send a message) and I got canned responses, and then responses from a person that really had no bearing after I have explained the problem a number of times. Their most recent response was that they couldn't help me and I had to contact that person, but they could help me with a refund. Really?
Can't wait until banks replace these apps, especially PayPal. This ability to make payments to friends, family, businesses, etc. should be handled by banks, so funds can be transferred from account to account, easily, at no cost or very little cost. PayPal and others have made their money, it is now time to step aside and have banks take the lead - we are 20 years into the year 2000, you would think that this would have happened years ago when the need arose.

Giving the buyer and PayPal ample amount of time to make sure that everything was fine. I am then notified on Oct.13th that paypal has taken the money back from the sale and has left my account with a severe negative balance that they want to hold me responsible for.
First and foremost the buyer did not lose their card for an entire month like they fraudulently reported to their bank. There is no way that any sensible person would not check their bank statement, get an alert, or notice that $1500 was missing from their account. Also by the macbook being delivered to them they should have noticed that something was not right. Where did the macbook come from if they did not order it and why would they not return it if they were not trying to scam. The person still has an active account with both ebay and paypal. Before Paypal takes any action against me they need to figure out how so many people are able to run all types of elaborate schemes on their platform like this and get away with it.
This person now has a free macbook and I have to pay thousands of dollars. There is no way that I am going for that. Paypal needs to do a way better job of protecting their sellers and should go after the scammers full force and make an example out of them that the platform was not created for this type of behavior and it does not invoke any type of trust for them as a company. I will pursue this legally because there is no way that I am going to pay the price because someone else is a liar and scammer. I sold an item. They bought it and paid. End of story. I ordered something online. I had enough money in my PayPal account to cover it but I did not know it was in two separate currencies part of it was in American dollars and part of it was in euros. Instead of just converting the dollar amount and making the payment PayPal attempted to take money out of my bank account which of course created an NSF charge to me of $45. It cost me $45 because PayPal was too lazy to convert the currency. And they won't do anything about it.

In the meantime my bank gave me a temporary credit, and after investigating the problem they are going to reverse the credit, and on top of that PayPal has placed a debit on their end for the $400 saying I owe them that money which my family member never received since I canceled the transaction after they debited my account twice. I used PayPal to purchase a toy for my dogs. It was a tennis ball launcher with three tennis balls from HK Soweway International Logistics CO., Limited (**) for $23USD. What I ended up receiving was a poor quality tennis ball in a plastic wrapper, not even worth $0.50. I asked the vendor to send the rest of the items and they said they sent it. I said I only received one poor quality tennis ball. They offered to send me a 50% refund. I looked them up online and it turned out they scammed many others (onlinethreatalerts: article: is-dreamkis-vip-a-scam-see-the-review-of-the-online-store) with the same 'deal'. Others who had been scammed turned to PayPal and some said they received a refund and got to keep the cheap tennis ball.
At this point I turned to PayPal to deal with the fraudulent seller. PayPal wanted me to RETURN the tennis ball to the vendor and provide a tracking number. I thought this ridiculous and took it to the post office expecting to lose about $10 for shipping which I would have done on principle. The post office wanted $70 to send the tennis ball to the vendor with tracking. Of course I did not ship the ball and PayPal closed the case due to my not providing a valid tracking number. Through Paypal, the seller was able to sell me a garbage ball for $23USD. In short, PayPal allows for criminal activities and no buyer protection.
Someone else said they explained their case to PayPal and received a refund. I did the same and was ignored by PayPal. I used to use PayPal for ease of transactions and had no problems. As long as you can be sure the seller is legitimate, it can work however, due to their lack of buyer protection, stick to your credit card. PayPal is no longer safe for transactions.

My husband bought 2 pair of Reef Sandals. They were supposed to be certified Reef sandals with the bottle-opener underneath on the sole. When he received them they were NOT! They were just simple foam sandals that had a reef emblem on them. He called the Ebay vendor multiple times to get a refund finally somebody responded from overseas, where they ended up coming from. At first they wouldn't get a refund, then couple calls later they said they would give him a refund & to send them back to this address they gave him, (that probably doesn't exist).
Now a week later he calls PayPal for some help and the lady is rude & tells him he has to go to the Post Office and ask for all this information to ascertain if the address he is given is real. He asks her, "Why isn't SHE doing that? It's her job!" She explains she is in the Philippines, then gets really rude, cuts him off, interrupts him multiple times then tells him that's just their process. My hsuband asks her, "Why can't he just print a return shipping label to this address from PayPal?" She tells him that's not offered.
So now I am going to have to spend MY time off work going to the Post Office for this during business hours getting information on this - probably fake address, then I'll have to e-mail it to PayPal. He asked her to explain this to him like he was 8 years old, in detail, step-by-step so we would get it right, but she hung up on him. Overall this process has been horrible! Paypal is greedy & they don't put their customers first over their vendors! They do NOT do their job well or their due diligence to ensure customer safety is first! It is October 2020. I went to send a friend some money and found that my account is still locked and has limitations on it. Why you ask? Let me tell you. Last year, Nov 2019, my friends and I went to the Bahamas. Near the end of the trip I was out of cash and my buddy had brought more than he needed. We were at a shop and thought "Oh it'd be cool to buy a Cuban Cigar". Rather than figuring out to pull money from my US bank account and pay fees in the Bahamas with 1 day left my friend paid for the purchase. I then signed into PayPal and sent him $52 which was my half of the purchase. 11 months later and 7 freaking attempts to clear the limitations. I have confirmed this was a private and approved transfer of money. They asked what Cubans were? *dripping with sarcasm* I'm pretty sure I'm not engaging in slave trade with a 1 time money transfer of $52.... I told them it was for cigars.
I told the chat reps multiple times what happened but they apparently have no power to do anything. The last email they asked me if I was with my friend and what store did HE buy the cigars from. First off, *no* I wasn't physically in close proximity with my friend we were just staying at the same AirBNB with each other (and our significant others and friends) together but somehow not together and we walked into the store while *not* being physically together? IDK how that's even possible.
Now 11 months later they NEED to know where he bought something in the Bahamas. WHAT THE HECK!!! Why does it matter what he bought and where? I get if it was something illegal, which it's not, but even then I sent him $52 ONCE it's not like I'm in an illegal business enterprise. Now they're saying unless I can tell them the specific store in the Bahamas I can't lift the limitations on my account and that while there's limitations in on my account that I can't close my account? I'm stuck for life with a PayPal Account because I can't tell them where my friend bought a Cuban cigar in the Bahamas 11 months ago!!!! I feel like I'm going crazy this is sheer LUNACY!

I submitted a report to PayPal and they said they would "consider" a refund for the item and postage, but I had to submit a separate claim for the postage and they would decide later. I didn't feel I should have to take the chance of NOT getting that cost reimbursed, especially since I felt this purchase was a Bait and Switch scam. Then I tried to file a dispute with Paypal, but had to create an account, since I checked out as a guest. Paypal is not better, you call and get disconnected. You have to enter a chat, leave a message and wait for a reply a day or two later. In the meantime, the Basgray website disappeared. Finally, I was able to file a complaint with Paypal.
Paypal, somehow, contacted the seller, that provided a tracking number and their proof of delivery and stated I needed to go to the shipping company and provide proof disputing this. The information provided, only showed the city and state information. I went to the post office and was able to obtain their records for the tracking number provided. The package was delivered to my city and state, but not my address. I provided this information to Paypal. They still denied my claim as being delivered. I tried reopening the claim, explaining the before mentioned with no success.
Now that I have more than become upset with the situation, I filed a complaint with American Express, the USPS postmaster, BBB, California Dept. of Consumer Affairs and Federal Trade Commission. I urge everyone else to do the same. I started this process in July and am still fighting for my money ($99.30). American Express sided with Paypal. I then called them back and pointed out the address issue and they reopened the case. Unfortunately, the same idiots that work at Paypal have family working at American Express. I personally believe Paypal allows these disputes to go on, while they hold the money and make interest off of me and many other peoples disputes. What a great idea, earn interest off of millions of dollars that do not belong to you.
I wish we all could join together and create a class action lawsuit. I see many review with similar stories, all just under $100.00. It makes me think that must be the magic threshold, before this type of activity become more severely punishable. Long story short, I will never use any merchant that make me use Paypal and I will never use Paypal again. As for American Express, I am still waiting for them to help resolve the issue. If they fail, I have other credit cards that enjoy the convenience fees they collect on my purchase.

First of all, my business account was disabled by PayPal because someone that sent me money wrote a word in the description that apparently violates the terms and conditions of PayPal, therefore my business account was limited. I cannot control what people write in descriptions! While limiting my business account, you have decided to limit my personal account as well which has my personal funds. This is unethical because I only use my personal account to purchase items and receive money from friends and family.
PayPal does not answer any phone calls, emails, or support tickets that have to do with my case. I called a few times and customer support just drops the call after hearing that it’s my case. This is very unprofessional. I simply want to withdraw my personal funds, but I’m being ignored and my personal funds are being held without cause. This is considered money fraud and stealing. Upon researching that company I found that the Better Business Bureau gives it an F, stating consumers reported not getting products they ordered. PayPal is siding with, and continues to partner with, a known fraudulent company.

Email company they say not to worry...on its way. Takes just short of three months to get here. Small box on our porch, 'Island" is 1' by 5'...Ohh hell no! Email company to return item. They say I have to pay for return shipping and I have to use UPS or USPS. Shipping cost back to...CHINA... $100 to $200 (UPS and USPS said their 'conservative estimates' when I called). Try to get company to send prepaid label...'No'. Get PayPal involved. 'Nope, sorry. Unless you ship it back we can't refund you the $70 you paid for it.'
It cost me more to ship it back than what the thing is worth!! I told them I'd ship it to PayPal and they can ship it to China. Nope. So I opened a case via PayPal saying item not received but no response by customer service instead of PayPal seller replied that you will receive your item soon. Tracking number afterwards provided was for different website. I tried to open the original website and it was showing store has been closed and not available. Finally after longest wait I received the item which was extreme low quality hair shaver not a laser hair remover completely different than the item displayed and described.
So I change the case description saying received but different and cheapest item different than the advertised. I tried so many times to contact the PayPal customer service never got any response or reply. Always no agent was available to receive the call except the automated response. So finally I escalated the matter to PayPal for review and requested that I have pictures and proofs of displayed and delivered items and they had all conversation and payment records. But rather than reviewing the case, getting more details and sorting it out, it was showing that case is closed and not in your favor. I again tried to call customer service several times but no luck. May be company is not operating anymore or sold to some other party. All the claims made by PayPal I found false and not true by this company. No buyer protection at all was provided. Not even given a chance to provide proofs on my behalf. So so so disappointed???

I complained to JDBKG, and did not feel that they were going to issue a refund, so I contacted the 3rd party I paid JDBKG thru, PayPal. I started a dispute thru PayPal. PayPal, who apparently does not value the buyers, which generate their actual income, came back with that as soon as I returned the sunglasses, I would receive a full refund of the purchase price.
Here is the problem, the seller wants me to send it with a tracking number, the cost for this way of return is about double the cost of what I paid for the original item and about 5.7 times the actual value of the sunglasses. The seller further expects me to shoulder the cost of the return. PayPal, has decided to side with the seller. If fraud is "wrongful or criminal deception intended to result in financial or personal gain", then this is exactly what JDBKG has done and PayPal had made itself a willing accomplice. I do not recommend PayPal for any purchases outside of North America and would further advise consumers to avoid purchases from China at all.

I submitted all evidence to PayPal that this is fraud transaction - with order receipt and photos. After three months "PayPal review", with numerous email/text with PayPal (they do not have live agent!), PayPal told me to ship the counterfeit back to China within 9 days, at my expense, even they admitted this was not practical. I cannot accept such condition because the shipping would cost 60% of the total order. In text message, I requested phone call with PayPal. I got promised some live agent would call me, but it never happened, no call from PayPal ever. They never reply my text/email on time. Now they just denied my case.
PayPal does not have live agent service, it is very difficult to communicate with PayPal, as if it is located in China. The way they operate does look like that. PayPal sets a lot of restrictions to the buyer, we have to do what they want in a very short time frame, while they take months to "review" anything without keeping the promised dates. I wish someday they would be investigated. Finally, I want to remind all readers to learn from my lesson and STAY AWAY from PayPal if possible. DO NOT buy from sellers in China with PayPal, if you have an option. Only buy from sellers that accept good credit cards, not PayPal card. On August 18, 2020 Paypal allowed and put through a fraudulent chargeback for $588.91 which created a negative balance on my Paypal account. To be more emphatically clear, this was BLATANT FRAUD. This customer did use our service. The outlandishness of Paypal”s effort to do anything was even worse based on the following:
On April 9, 2020, the customer used our emergency notary services to complete a remote online notary closing service. The services were successfully provided and completed as well done via an audio-visual/video process which was recorded. The customer waited for an entire month after the closing was completed to state and then fraudulently claimed on May 8, 2020, the service was never provided. May 10, 2020, I provided Paypal’s dispute and chargeback team with a copy of the recording for this private-confidential service being provided as well as a copy of the private-confidential notarized documents completed, and clients provided identification; furthermore, the disclosure on our invoices which clearly state there are NO REFUNDS, which a copy was provided to Paypal as well.
Then Paypal, after being provided overwhelming proof of the service had been completed, then had the audacity after three months to allow this chargeback to occur. HOW IS THIS OKAY? Yes, someone needs to tell me HOW IS THIS OKAY? Paypal has no phone support whatsoever now; their chat service is not equipped to address matters of grave concern like this, and as well as no executive leadership either. Many consumers like myself would be unsuspecting that a company like Paypal could be allowing its merchant customers to be victimized in this manner. Outrageous, outlandish, and unbelievable, PLEASE HELP!

To this day, FIFTY FOUR DAYS from the date I opened the dispute, the only thing PayPal is doing is extending the resolution dateline (every week) and IGNORING every message I send EVERY WEEK. I have used Paypal on various occasions over the years. I was an active user from 2007 or so to about 2018. With other options that don't require me to constantly transfer funds, my paypal account sat dormant these last few years. Recently, I needed to make a fairly large purchase on eBay and opted to take advantage of an interest free card to make the purchase. The card was offered by paypal.
When I went to make my first payment, I found that I could not log in to the account. I also found out that you need to be an internet sleuth to locate a number to call anyone. What they want you to do is log in (which was not working - nice catch 22 there) to get any help. Upon finding a number, waiting on hold, a gentleman advised me that there was a bounce payment of $20 that had locked my account...in 2013. No notification of the issue (ever), I had used the account actively post 2013, and paypal had granted me a credit card on an account that was supposedly frozen, so now I had no way to view my card account or make a payment online. They would not take a payment, even though I was read their disclaimer that "this was an effort to collect a debt" - on a call I made to them. Like Really?
I was informed that I either needed to make a new account or mail them a money order. It's 2020, not 1920. So, I opened a new account. Sent the payment. All good, right? Uh, no. After about 3 weeks I attempted to login to the original account. Still locked. Searched for contact number again...Called, told to call another number. Called, they can't find the payment, even though I have a transaction ID. Payment was not applied to the locked account, because, well, it's locked. Like seriously, these people... Was told I would need to put funds into the wallet of the new account and they would do a funds transfer instead and eventually I would receive the original $20 back, less their transaction fee, of course.
The one bright spot was that the lady I was dealing with was calm and professional. I, however, had really had enough of the red tape and asked to be escalated up her chain. Eventually, the original funds I paid were found, and transferred to the old account. Which, I was told will take a few days, and that the account would be unlocked in "3-5 days". So, in summary, paypal is a big ball of red gorilla tape, and it is on you to unwind it. For me, I will pay this account off and will never do any business with paypal again. Buyer beware.

Very disappointed in PayPal! I thought they only provided their services to reputable companies. I bought product using PayPal. No shipping information from company for a month. Checked reviews on company found numerous complaints. Contacted PayPal to ask for refund. Just before PayPal resolution deadline received a cheaper smaller version of product. So asked for 75% refund in resolution process. Got offered 50% which I declined. Resolution Center sent email that I had not reply to offer but gave no way to decline again. Then told me they had closed the case. Would not reopen case because they said I did not answer in time. Their software must not have been working correctly the day I declined. Would not do person to person call only through PayPal chat.

On August 22nd, a family member attempted to send me $700 in 2 separate transactions of $350 each. When I saw that PayPal charged me a $15 transaction fee for each of these transactions, I immediately refunded the money via the PayPal site. I never transferred the money to my bank, yet PayPal only refunded $670 to Mr. **, not $700. They KEPT the $30 transaction fee! THIS IS UNETHICAL, DISHONEST AND UNACCEPTABLE! Furthermore, PayPal never even responded to my complaint. Paypal is a scam! There is no reason to use them given that there are plenty of other honest services like Venmo and Remitly that don't steal your money!

I’ve been sent $100 but have no access to it. The transaction isn’t listed in my history. I’ve received numerous emails stating the funds were sent. For some reason, PayPal considers the use of their services as intended to be “suspicious behavior.” I had to send in a picture of a photo ID and still, I have no access to my funds. Later, PayPal took it upon themselves to cancel the payment, forcing me to go back, hat in hand, to re-request my money (which I did, talk about suspicious). All this later and I have yet to receive my money. My advice is to run screaming from this worthless service.

I have used PayPal for YEARS. I love the convenience of not having to put in my credit card to every site I buy from. Recently I bought something from a fraudulent site, I never received the item and was denied my return, fine. Then my account was compromised by fraud someone tried to transfer $1000 from my bank account onto my paypal... They also ordered themselves a new debit card. PayPal has been less than helpful, you can never speak to an actual person. Only an automated system in which you are responsible to fix the problem YOURSELF. Total BS! It's been four days and I am still unable to resolve this issue. I will be deleting my bank info and closing the account. User beware.

Do not trust them. Just read the other reviews and you will find a pattern of cheating the customer. I lost a small amount but when I tried to dispute it, they immediately sided with the vendor. When I tried to cancel my account, they made it all but impossible. Fred.

Made a claim regarding items that were never delivered. The resolution came just a few hours later declining my request. Neither proof provided, nor info asked from my side. I have being using it for over 7 years and it’s the first time I was unlucky with the seller and asked for refund/investigation. They simply closed the case immediately. So I did appeal— same story and same ridiculous answer. A bunch of liars. Yes, I AM furious. Now transferring my account to another adequate company. It’s incredible....

Paypal assists people who receive funds that they are not entitled to. I sent $400 many months ago to a person who was @yahoo.com when I meant to send it to a person with the same initial and name @hotmail.com. I immediately notified Paypal and, sent an email to the person @yahoo asking them to return the funds. Basically the person kept as in stole my funds and Paypal washed their hands completely!! Obviously they have all of this person's information but it appears that they are more interested in assisting the person that I sent the money to in error to steal my funds as they categorically refused to help me. Told me to get a lawyer and sue!! Really?? A ruthless company only interested in making money! I am 75 years old and unemployed so can hardly afford to be cheated out of $400.

I ordered 3 puzzles that were advertised on Instagram and felt safe purchasing with them because I could pay through PayPal. I trusted PayPal to do business with companies that were honest. I was wrong. I did not receive the puzzles that I ordered. Instead I received puzzles that I NEVER would have ordered. The company would not fix the problem. I filed a dispute with PayPal. PayPal sided with the company because it shows the package as delivered - regardless of the fact that I never received what I ordered! This company stole $60 from me and PayPal supported them in it. I know $60 isn't much to some people, but it is to me. To frustrate things even more, speaking with a human being for PayPal is wishful thinking. I wonder if they enjoy making people angry because their Help & Support section is anything but helpful or supportive.

I used PayPal when purchasing some clothes on the internet. I received just half of my order. The merchant doesn't respond, PayPal denied my case, so they stole $100.00 from me. I wonder if PayPal shares the profits with the merchant. Be careful when you use their services.

This morning I received an email stating a $1,000 had been transferred without my authorization from my bank account. At 7:30am this morning I have been reaching out via their message application without a response. I've called multiple times and cannot get through to a live person. I received zero responses and have a $1000 just sitting in limbo. This is very unacceptable and recommend no one to use PayPal.

I received an item inconsistent with the advertised and ordered item. Item I received was from a seller in China. I entered a dispute. I expected all communications to be thru message center and did not check personal email for updates. Was told a decision would be entered 8/23 or 24. Checked Pay Pal messages on 8/28 and case closed with no explanation. Checked personal email and found messages. The resolution was for me to return the item to the buyer at my expense by 8/14 for a full refund. This resolution enables the seller to resell the item for a full profit. I lose money!
PayPal will not work with me because I missed a deadline for returning the item. Refused to reopen the case. Might I add that the item I did receive sells on Wayfair for 2/$63 and was not received in a timely manner. Customer service reps are scripted. Refuse to connect me with a manager. ”I am the highest point of contact”. Deny ability to reopen my case. I know there are rules and processes but there are always exceptions. I lost $86. Thoroughly disgusted and disappointed!

I've been using paypal for years now. It's easy to withdraw and send money to family and friends. What I don't like is that the currency conversion is really low compared to other services. They make adding a bank account for withdrawal really challenging - you have to call their US customer service to verify. It can't be done via email which is hard for those ones located outside of US.

Sent the request for funds and when I went thru PayPal's protest (can't remember the actual term) was told by Paypal after review that they found for the merchant. Every time I have put a protest in with PayPal, they have found for the merchant even when the merchant didn't honor their warranty.

I opened my account on 8/2/20 and by 8/28/20 my account was hacked twice. First time was a purchase to Texas to a Mike **. How do you not question a transaction with that name. They investigated and returned my money within the week. Second time today someone tried again. I thought PayPal was a good way to donate to animal rescues. But it is abundantly clear they have security issues. Closed my account which was very painful because they make it difficult on their site to do so. Site said once it's closed it's permanent. I'm totally ok with that. Will never give anyone advice to use their site. Wish I could give it NO STARS!!

It's impossible to contact them. They're not picking up the phone and not answering emails whatsoever. I had some disputes and they put all false information about the resolution. I have used PayPal as a buyer since 2007 and find that aspect of it to be great. Unfortunately, it's not the same if you sell using them. I sold something for $95.30 and PayPal has been holding my money. Why? Because I'm a new seller. How is that acceptable? Even after my buyer contacted PayPal and asked them to release the funds, PayPal refused, telling me they will release them after 21 days. Yes, nearly a month later. You know after bills are due and potentially disconnected. The company will not work with you, will not release your money, and send you back and forth between departments hoping you will just give up. I will literally never sell using PayPal ever again.

Someone hacked my Pay Pal account. Transferred 1,000 out of my bank account and put on pay pal card. You cannot reach anyone except messaging so send them a message and wait sometimes hours for run around answers. So open a case for them to check and in less than 24 hours come back and say it's not fraud. That is my normal activity. I have only paid 2 things thru pay pal and that was back in 2018. Rest was people paying me. How is that my normal activity? EVERYONE needs to delete pay pal account immediately before this happens to you.

I ordered a 2 T Shirts & paid $53 with PayPal in May & received them in June from a Sacramento, CA address. It was not as described. It read "Karate is Krazy" not "Kyoshinkai Karate" as was ordered. The seller said he would refund if I sent it to an address in Vietnam. I sent it to Vietnam & gave PayPal all the tracking information in June. They acknowledged mu shipping & even reimbursed me for it. Then it went back under review again until another month went by then the Seller & PayPal asked for all the shipping information all over again.
I again gave the shipping information & included the USPS notice that it had been delivered & signed for. My dispute went back under review & PayPal denied it a month later (Aug. 17th), saying I had not given them the information that I had given them. Even though the USPS said it had been delivered & the seller said he would refund. I tried to escalate my dispute to a claim but the online links don't work. I complained in comments. My guess is that different people handled different parts of my dispute & lost or somehow couldn't find the things I submitted. I'm out $53 and no longer have any faith in your returns process. Your customer service use to be great but now NO.

I have purchased many products and services through PayPal and for the most part I am shipped what I purchased and did not have a problem. However it has occurred with Chinese companies that they tend to bait and switch on the product, yet PayPal does not hold them accountable for their actions. In this last instance the company shipped a completely different Product much inferior in quality and nothing like the pictures when I purchased.
Yet after reporting it to PayPal they are telling me if I want a full refund I have to pay to ship back the seller his product and then and only then will I get my refund which would put me out about $40 to ship the product back when in reality the seller is the one that committed the scam and PayPal says and I quote "We don’t force sellers to pay for the return of the product." I agree with that statement if they had shipped what they sold me and I just didn’t like it it should be my cost but not when a seller is scamming the client.

I have been a successful EBay seller since the beginning of 2020 and I am filing a formal complaint with PayPal for causing my business to fail because of their poor business practices. They permanently suspended my account and froze my balance of $28,435,00 and gave me no reason why. My seller account with EBay had all positive feedback and my seller account was rated Above Average. Out of nowhere on July 1 PayPal decided to freeze my account and then sent me an email stating, “You can no longer do business with PayPal”. There was no reason that they gave me for freezing my account.
I called them but I was unable to reach a real person and I left my contact info but nobody contacted me back. I attempted to chat with someone and the chat window kept telling me to contact them between their business hours which I was contacting them during normal business hours. Due to lack of personnel because of Covid 19. They are holding on to $28,435.00 of my gross sales from ebay and they are telling me they are holding it for 180 days! How is this in any way legal?
With this amount of money tied up I am unable to purchase inventory or pay myself. My business is essentially shut down. They will not even let me pay my Ebay fees which are now past due and I can’t afford to pay them until my money is released. I do not understand how they can just freeze your account and not give you a reason nor an ability to contact anyone. How is this an acceptable business practice?
