To Whom It May Concern: I received a bill from Con Edison stating that I owe them $3030.24 for electricity from March of 2008 until now (October 2009). I could not understand why I had received such an expensive bill. I have been paying my bills on time and in the full amount. I called Con Edison to figure out the problem. They stated that there had been an error with my meter. All along Con Edison’s computers were charging me a factor of 1 per kwh. All of a sudden, they state that me meter should be a factor of 10 per kwh. They stated that the error was theirs. I in turn told them since you admit that the error is yours, then how can I be responsible to make a $3030.24 payment for a mistake I did not make. They say that the factor should be a factor of 10 per kwh. How do we even know if this is correct? We have no explanation and no proof that this his the correct factor. At this time my wife is currently out of work and one of my apartments is empty. I cannot afford to pay a bill that is $3030.24, but more importantly I do not think I have to pay this bill as it is not my error. I have been receiving my electric bills and paying them. Those bills stated the amount that I owed for the electric service and usage. I made my payments according to what Con Edison sent me. I do not think that I should have to pay for an error that they created. If the mistake had been mine, I would be responsible. How is it that the mistake is theirs and I am still responsible? If it had been any other business they would have accepted their loss and moved forward, but Con Edison thinks that they are exempt and are trying to make me pay for someone else’s mistake at their company. Why not ask the person who inputted my meter information incorrectly to make a $3030.24 payment??? They are the ones who made the error, not me. Thank you for your time and I would appreciate a resolution to this ridiculous balance on my electric account. Sincerely, Sergio Tsalapatanis

My Con Ed bill for June was higher than for May ($95.07). In addition, when I called to complain, they said they would send someone out to check the meter at an additional charge of $19.00. I said okay because I knew I was right. They told me the reading was correct. I know it was not. I have no recourse.

After living on my own for many years, I recently moved into a small two-BR apt. after having my electricity turned off a couple of times because our landlord hadn't paid off a $3000 bill. I finally transferred the bill to my name. On average, in the past, monthly, I would pay about 80 bucks during the summer. My first bill was for 15 days and the amount was $115. I was shocked and I called them up right away. We finally realized that they were billing me for the wrong meter. When the problem was finally amended, I received a 2nd bill for 30 days for a total of $320! I'm not sure what's going on but they won't let me talk to a supervisor and won't tell me anything about what's going on. I know a little bit about electricity and there absolutely is no way that I'm using as much electricity as they say I am. Please help me! My roommate lost his job and mine has a low income. There's no way I can afford rent, gas and electricity when they are screwing me like this.

Con Edison was doing work in my area. They insisted to do some minor work on my property with my lawn and concrete and promised it would be as good as new. Con Edison jack hammered and broke my entire yard from the curb straight down to my patio. In the process, they jumped over my fence and cut and butchered 13 trees to the point that the branches were cut from the floor up 5 ft. high. These trees provided privacy and safety. Years ago, a man called my child over to the fence which alarmed me. Since then, I made sure that my trees provided shade and cover so no one could put their head or hands to grab my children. Con Edison sent someone today who stated they don't know what to do or when anything will be done. I am so upset, angry and frustrated with Con Ed. I got conned.

I, and actually we, have a problem for many years of overcharge by Con Edison electric company in NY. This company charges us hugely for supplying us with electricity. When the oil was around $150/barrel in Summer of 2008, Con Edison charged us about 20 cents/kwh which is huge. I know Con Edison generates electricity using gas, oil and other sources. The prices of gas and oil went down a lot. The price of a barrel of oil went down to be in the $30 and Con Edison is still charging us a lot. I noticed Con Edison charged me for the period December 8, 2008 to Jan. 8, 2009 at $11.1034/kwh. I called Con Edison representatives at 888-752-6633, 212-243-1900, 212-460-4600 and then 800-342-3377. They all said Con Edison charges market price but no one was able to tell me what is market price.

I told them the prices of natural gas and oil is down hugely and that should be reflected on their price they're charging us but no one was listening in Con Edison. Con Edison takes advantage of increase in the price of natural gas and oil but when natural gas and oil fall like now, Con Edison does not adjust its price charge for electricity. Please what does Con Edison consider to be the market price? Does it work in favor of Con Edison only? Sure enough, last month in March 2009, US Senator Chuck Shumer of NY talked about Con Edison and utility companies taking advantage of the consumer in their price hike charge for electricity. That does not only affect me; it affects everyone. I need immediate adjustment for all Con Edison bills I already paid since July 2008 when the price of natural gas and oil started to decrease and now it is about 25%-30% of its peak price.

We complained and they put a hold on the bill and said they would send someone to read our meter. So we cut back on our heat and did not turn our heaters on except for a few hours a day and yet the next month we had another $500.00 bill that was said to be an exact reading. This is not possible and we feel helpless. Coned is not cooperating and insists we owe this money, but it can not be possible. There is no way that a 1 bedroom tiny apartment could use that much electricity.

M y first bill was $277.00, which was in November of 2007 and I thought to myself it was kind of high seeing that I was not settled in completely yet because I was still going back to my mom apt most of the month. Low and behold my second bill was $500, following that the bill was $788 and I couldnt understand this seeing that i work ten hours a day therefor am not home for at least 12 hours a day, I lived alone, my stove is electricity but I dont cook and I could not figure out home one person(myself) can use so much electricity. I called con edison numerous times and still I did not receive any answers. They said they read the meter and its correct, they asked me about my appliances which is not too much and still they justified the billing.I continue to receive high bills. There was a particular month that I went away for two week out of the month and my bill was still $200, is that possible? Now am really tired of this monopoly company thats in New York and the govt is not doing anything to help. Today I received a bill for $958 and I am adamant about paying this bill. Back in April of 2008 I contacted conedison regarding the extremely high bills I was receiving (and I kept EVERY single one of them!) but they kept giving me different excuses, until my husband spoke with them and he requested that a coned person came to the house to check the meters. In the mean time, we kept telling the idiot that we had for a landlord, that there was an issue going on with the electricity and gas, but she just kept ignoring us. Anyway, when the coned person finally came (after 3 phone calls), he DID discovered that there was a shared meter condition. I received all these letters from Mrs. Rainhardt about the shard meter condition and how they were giving my landlord 120 days for her to either, fix the problem, or send them an agreement between both of us regarding the amounts we would agree to pay, and all that BS, AND about the money I was going to be refunded (which by NY state law I MUST be refunded) for the meter usage for the 12 months I paid. Eventually, the landlord fixed the electric part of the problem but because she never made an agreement with me regarding the gas portion of it, coned put her on record for the gas. They also credited my account for the extra money I paid for the extra usage passing thru my meter but that was not servicing my apartment plus 25% of the penalty fees that my landlord was charged for having the shared meter condition assessed.
Now, I moved out of that apartment since January 2009 and I faxed the Shared meter department a letter, which they requested, that stated that I had moved and that the power should be shut off from the previous apartment. I also, very specifically stated in that letter, that any unused portion of that credit balance should be returned to me as soon as possible. Today. 2/25/09 I received a phone call from Lynn Simpson, from conedison telling me that they CANNOT refund to me the credit in the account because the Public Service Commission has a pending case on it.

My tenant and I came to an agreement regarding the shared meter condition in which the hallway light and the outside light is connected to the 2nd floor meterso because the tenant is not liable to pay this, The landlord has to either get a new meter or make an agreement between the tenant and landlord that the tenant is fine with paying the extra electrical usage which does not exceed 15 dollars a month. Con edison requires a written agreement to be submitted to them either by fax or mail which must be signed by the landlord and tenant. So i fill out a form and have the tenant sign as did i regarding the shared meter condition in which we both agreed that the power used is negligible. This end result was actually decided by a con edison rep who came to the house and told us that we do not need a new meter (because the usage will not exceed 30 dollars a month) as long as both tenant and landlord agree. We signed the forms and faxed it to the number that con edison provides. 3 weeks later, they still state to the tenant that the shared meter condition is still an open case. This time, I not only faxed them a cover letter stating this is my second attempt to resolve this problem but also placed a call and was on hold for over 50 min till i decided to leave a message. The next day i was contacted by a rep and was told that they were backed up by about a month and they will get to it. 4 months pass and the tenant gets a message on his answering machine that the shared meter condition still exists. At this point I had lost my patients. How incompetent is this company that they cant read a 3 sentence form that clearly states an agreement between myself and the tenant? All they have to do is put it into the system. My phone number, mailing address and e-mail was on this document assuming there was an issue but i received no contact from them so I'm assuming all is well, only, its not in the system. I now, 4 months down the line, have to fax them this document again in hopes that they get it right (although im fairly certain there bound to botch this up as well). When i spoke to the rep a few months back, he told me that there were only 4 people at the office that take care of this problem. 4 people among thousands of forms? Is this some kind of a joke? Is the economy so bad that con edison cant hire more than 4 people let alone competent ones that can do something as simple as process information and put it into the database? A monkey can do this. IM so fed up as i will have to go through the same process when i get new tenants. There website doesnt have information regarding shared meter conditions and if they do then they certainly do not make it easy to find although making a payment is as clear as day and try calling them up for something as simple as asking a question. Last time i got a hold of sales rep i waited over an hour. They told me that i should call during off peak hours. Off peak hours? I called up at 11:30pm!!! Youll have a better chance of watching a palm tree grow into maturity before you get any reps to answer the phone. Its ridiculous and fustrating.

We received a bill from ConEdison which included estimated charges that went back for about a year. ConEdison claims that the meter was broken and that the reading was wrong for the gas/electric usage which caused them to add an additional $1000 + to our bill (approx $1500 I have maisplaced the bill and am currently requesting a new summary). ConEdison said that they based it on prior usage. I am outraged that this company can just attach a large sum of money to my bill and expect us to come up with the money to take care of some estimated charges based on prior usage because a meter that they have to come and check every month to get readings is broken. It is absolutely ubsurd and I am so outraged that I have no other choice but pay whatever they attach to my bill because the company is a monopoly. I have been complaining to this company for years that my bills were too high. According to ConEdison for the past 31 days as per my bill my 1000 sq ft apartment has charges of $128.27 for electricity and $311.25 in gas charges for a grand total of $560.52 just for the past 31 days. Does that sound correct? I don't think so. That bill is astoundingly high for this size apartment. I have friends in the same sized apartments who tell me they pay 80 bucks a month for their gas and these are friends I consult with on temperature and frequency as well as duration so I also do my due diligence. Please look into this matter because I don't see how I can get around this situation with a company I actually depend on. I had to request a payment plan just to try to buy some time to have the Better Business Bureau look into my situation. They were unsuccessful. I am customarily used to paying $45-$55 monthly during the winter and $75-$85 monthly during the summer. This month's bill(Oct.17 to Nov.17) was $212.16, which needless to say, is inconsistent with the electrical expenditure of a tiny apartment. The previous bill (Aug.18 to Oct.17) was for the amount of $266.29. I contacted con Edison to complain about it and they agreed that it was inconsistent with what I customarily pay. On Dec.4th a con Ed inspector came to assess the problem, but was unabled to determine the cause. Nevertheless, he agreed that the recent bills are strangely high. I strongly believe that foul-play is involved. I reside directly above a dry cleaners and have been complaining to Dept. of Health about the air quality for the past 7 years. I suspect that the proprietor of the dry cleaners, in collusion with the superintendent of the building, have somehow rigged a method in which their elecrical expenditure is registering on my meter. This may well be retaliatory against my numerous complaints of the past and present. Furthermore, I live alone, work during the day and see no reason why my bills are suddenly astronomical when no other appliances have been added to the household in the past year and actually less electrical energy has been used on my part. Since there aren't any children or anyone other than myself residing at this apartment, it doesn't require a genius to see that a monthly bill of the aforementioned amount is nothing short of ridiculous.

The tenant moved in on October 1st. From August 18th until September 30th - the apartment was vacant and no electricity was used (other than a refrigerator which was plugged in but never opened during this time). The next reading date was October 9th, 2008 - after the tenant already moved in. Con Edison took the usage charges including 9 days of the tenant's usage and then divided up that usage into the number of days in the month and then charged me based on the average. I have been trying to explain to them that it's not fair to include charges from usages that do not belong to me and then calculate an average, but they don't understand.

I have been getting extremely high electric bills. I was charged $43.76 for only 3 days of electricity, and I hadn't even moved into my apartment yet. The next bill I received was for $861.22 for 30 days. I live in a two bedroom apartment, did not keep air conditioning on at all times nor in all rooms, and ran the dishwasher once a week. I called ConEdison 4 times and was told to unplug everything and check the meter to see if someone was stealing electricity from me. I did that and the meter stopped. They then told me that a specialist was going to call me. Haven't heard from the specialist yet. Everyone I spoke to on the phone from ConEdison did not seem to offer any help than that saying that I had a lot of appliances and that was the reason my bill was so high. The thing is, I am not here on a lot of weekends, and don't use air conditioning all the time, nor any of the other appliances. There is definitely something wrong with the meter and they are not taking responsibility.

I live in a one room studio and my bill is enough to cover a 3 bedroom condo. This has to stop. Initially, when I moved into my apartment, I was on a low income payment program. Con Ed kept sending solicitations to enroll in an savings program of some sort. Skeptically and ruluctantly, I enrolled. Since enrolling, my bill has skyrocketed. Every month it's inflated by $5-10. The majority of the plugs are kept unpluged except when used, I'm at work during the day - the utilities are not being used. I don't use many lights in the evenings. (I like darkness - the light from the tv is sufficient as it allows me to calm down from the day.) I don't use the air conditioner as it's bad for my voice, and I have my own built-in heater - I don't need the heater during the winter.

I want to challenge Con Ed in Court. This is thievery...stealing from economically challenged tax paying citizens. Why? Simply because they can. My bill should not be more than, at best $35.00 per month. I can't do this anymore. This has been going on now since 2002, at least. I need legal help. I need an attorney to contact me.

Now that I have made myself available to them, my bill is $500+ which makes me want to cry because I thought it would be much lower being that once they did their calculations based on actual vs estimated for the past several months (12) they came out that that they overcharged me by $22 for gas, which trust me they should have owed me money but you know that will never happen. I have tried on numerous occasions to get them to come and look at these meters for accuracy but they say nothing is wrong. SOMETHING IS DEFINITELY WRONG.

Our house is about 800 square feet, heated by oil and we have a $90 dollar electric bill in January and $33.50 of it is for supposed maintenance and customer care service charges. This is an absolutely unfair amount and even if we chose an ESCO, we still would have to pay Con-Ed's fees, leaving us no recourse but to pay nearly $400 dollars a year just in fees. We don't even use customer service as we conduct all our transactions online.

I noticed that starting with the November 2007 bill, my Con Edison gas supply portion has a charge named Merchant function charge, which has been running about 3.7-3.9% of the total gas supply bill. This charge is associated with procuring and storing NG, credit and collection related activities and uncollectable accounts, according to what's printed on my bill. When I questioned ConEd about this charge, their reply was that this charge had been included in other charges and was now being broken out separately. I don't think that this charge was billed prior to November 2007. The supply charges had always been calculated by multiplying the per-therm rate by the number of therms, whereas the Merchant function charge does not seem to be a calculated value from the per-therm rate. I asked ConEd to send to me information on this Merchant function charge and how it is calculated, twice. Both times they ignored my request.

I am asking PSC to please look into this matter and confirm whether ConEd is truthful when they say that this is not a new charge. If it is in fact a new charge, I would like to know whether it had been approved by the PSC to be charged to the residential ConEd gas customers, and how it is calculated. Also, I would like to know if I switch to an ESCO for the gas supply, would I still be subject to this charge?

CON EDISON NEGLIGENCE BY WITHHOLDING CRITICAL INFORMATION - I recently received an adjusted electrical bill that covered a 12 month period for $5,446. This adjusted bill covered 5/05-5/06.

My charge is that Con Edison neglected to inform me and withheld critical information! On 9/12 and 10/12 two actual electrical meter readings were taken and registered high electrical use, however this information was withheld and instead I as billed zero for electrical use. The policy being that if a high electrical reading is registered, that Con Edison do not inform the customer at that point, but wait for 2-3 more actual readings.

In the meantime, the customer is unaware that there might be a problem! Even if Con Edison didn't wanted to wait, at least inform the customer of the policy!

Had I had this information, I would've have known immediately that there was a problem and have done something about it! Instead, 7-8 months later (because Con Edison did not have access to my meter) I received a $5,400 electical bill!

The problem turned out the be a faulty central air conditioner located on the outside of my house. It on and running 24 hours for months, however, there was no air conditioning inside the house. This unit is themastat controlled and was turned off according to the thermastate.

I don't know how the unit got turned on or if it was the result of a malfunctioning thermastat, it could have occurred as a result of an outside power surge..nobody knows and of course, I was totally unaware that this unit was on.

I work during the week and am never home when the meter reader comes around. I have had several estimated readings. I live in the basement apartment and my tenant who lived upstairs moved out the end of Dec. When I called in my meter reading, they told me that I owe $1,700. Although I doubt that could be possible, I told them that they must come and do a meter reading.

Firstly, they want to charge $19 to make an appointment to read my meter, which I think should be illegal. More significantly, even if I agreed to pay the reading fee, they have no hours that a working person can be there without taking time off from work. The last hours they make appointment for is between 4Pm and 8PM. I don't get home until 6PM, therefore they would not make an appointment with me.

So I must either pay the $1,700 that they say I owe or take a half day off from work AND PAY THEM $19 TO READ MY METER! Thousands of hoseholds are never home when the meter reader calls, don't they have to make a reasonable effort to service their customers. Can't they have reading from 6PM till 8PM to capture us working folk. Can they charge $19?
