This company has the worst customer service. I booked a car with this company as a local renter. Please be advised that there are restrictions on local residents. The rep at the counter would not apply any reasonableness to the situation at hand. Due to being a local renter they require documents that support you being a local resident. One of the documents can be a current utility bill. Since my utility bill was not current I asked could I suppose a receipt of payment in full due to the fact that statements are only generated every 30 days. The answer was no. I then asked, "Is there any other document that you would accept?' The answer was no.
After leaving the airport via Uber that cost $20. I called the corporate office and was informed that a bank statement pay stub or a current utility bill would suffice for supporting documents for a local residents are then return back to the airport to see why was I given misinformation. The response was, "Well we prefer utility statements." The website does not say prefer. The website says that supporting documents would be current utility bill pay stub or bank statement. After it has been acknowledged that a mistake has been made... now there are no cars available. I then wait for over 2 hours. Again I am inconvenience due to the poor customer service and poorly ran establishment. I speak with a supervisor and she doesn't offers or willing to make any concessions. I would I strongly advise any consumer not to deal with Payless Rental. They are very unprofessional and unethical.

My family had to travel to Pittsburgh for a funeral so I reserved a car from Payless and requested a toddler seat for my son. When we arrived at the post office no one was available in the airport so we had to go outside to the parking garage and see an attendant. The attendant handed me the keys and made me retrieve the car at the other end of the parking garage and drive it to the booth to check out. When we arrived at the booth he did not have the booster seat that we requested. We had to rent a car from a different company and had to spend double. Thanks for nothing Payless.

Do not rent from this disgusting company! If you don’t take their upgrades then they (Nathan) becomes rude! He argued that we didn’t have proper insure, which we did. When I highlighted the coverage on our papers he blamed us & refused to apologize. He then intentionally typed in our credit card number incorrectly & told us that our credit card had been rejected. I went outside & bought a drink with the same card, then called my bank to find out what he had done. I’m certain it was intentional. Each time he blamed us for everything that went wrong. Total jerks!! Now I discovered that we were overcharged so I have another fight in my hands.

We rented a SUV Mitsubishi Outlander from Payless Rental Cars in Puerto Rico because they were the only company with vehicle availability through the Southwest app or otherwise. We were hesitant to rent because of all the negative reviews. However, we proceeded carefully knowing it could have been problematic. We arrived via plane to the airport and waited over an hour to get a shuttle to the Payless rental car station, which was located outside of the airport.
We called several times and they would just reiterate that someone was on the way each time. When we reached the counter, they tried giving full size SUV away to someone who had booked a standard vehicle and was attempting to upgrade it. I objected to that since he did not have a reservation and I already did. Suspiciously, Payless also preferred that I just use the credit card for my insurance, rather than my insurance company. At the time, I thought nothing of it, but it stood out as unusual. Anyway, the customer service was terrible. The tried to avoid inspecting the vehicle prior to my signing for it. They glanced over major damage and we had to insist that he document the pre-existing damage the was present.
After documenting it with a “S” for scratch, we took the vehicle. We drove it without any issues. When we went to return the car, they immediately tried claiming that there was no pre-existing damage. We showed them the documentation, and they responded that the pre-existing damage was not that bad. A different person, inspected it during the day and wrote a slightly different code. The code was “MB” for missing/broken. The state of the vehicle was unchanged evident by pictures of the vehicle that we had taken before and after. They took over an hour to “handle” the situation and delayed our transit to the airport. They charged my credit card for the deductible without my consent. When I found out what they were trying to do, I tried to freeze my credit card, but was unable to do it before they charged me again.
When I looked at my charges, I noticed that Payless had actually charged the full amount for the rental up front and not when I returned the vehicle. I asked to speak to a supervisor to show the pictures and state my case but they refused to listen. I called Southwest to report the situation and they sent me a form for me to complete and reported that it would take months for them to verify the details and that I would not be reimbursed. This is a fraudulent business. I imagine that they are not permitted to do business on airport grounds because they are not legitimate. I will never rent from them again. I suggest that you beware and avoid them altogether, if at all possible.

I rented a car and went to pick it up at 8 pm at night, so it was dark out. No one from, the company came out to inspect the car with me and I didn't think about trying to take pics at night. The next morning when I got in the car to drive, I noticed numerous dings, scratches, and paint chips all over the car, but by this point the car had been in my possession all night (in my driveway).
I drove the car to my destination, backed it into a parking spot at the hotel, and there it sat until I drove it home. They filed a claim saying I dented the trunk lid. How does that happen when a car is backed into a parking spot and left there? Mind you, there was a curb behind me, not another vehicle. I take the car back, turn it in, and again no one comes out to check the vehicle, even when I asked them to. Turned it in at 6pm and they didn't check it for damage until the following morning at almost 9am. It sat in the car rental parking lot the entire night, where who knows what could have happened, and now I'm having to deal with a bogus claim. I will not be renting from them again, and if you do...TAKE PICS, even if it's nighttime, cause now it's my word against theirs.

In October of 2018 I reserved a car with Payless through Southwest Airlines that clearly stated on the reservation Unlimited Mileage at no-charge. When I arrived at the Payless counter in San Diego during a casual conversation the Payless employee questioned my destination which I freely told him was Yuma, AZ and was headed there as my son who is a US Marine is stationed there was having back surgery on the following Tuesday. I was then told by the Payless employee that there was going to be a Zone 3 $150.00 mileage charge as I was not staying in the San Diego area. I was told if I did not agree to the charge and sign the rental agreement I could go elsewhere to get a rental car. As my son was having back surgery in Yuma, Az the following Tuesday he left me no choice but to agree to the charges or risk no car rental and not being with my son during his surgery.
As my original reservation agreement clearly stated unlimited mileage and a total figure of $226.97 this is the amount I expected to pay. I was given a take it or leave it and go elsewhere option by the employee and I choose to take it and deal with it at a later date rather than risk missing my son's surgery. I do not agree with the charge even though I did sign the rental agreement as I was given an ultimatum by the Payless employee even though I presented him with a copy of the original rental reservation information from Southwest Airlines. This will be the last time I rent a car from Payless and would suggest others be wary of the Unlimited Mileage claim that is given by this organization.

The car broke down. They took hours to get me a tow because they reported my location wrong. They reported the location of the car wrong again and then accused me of stealing it. Now they're charging me for the car even though it was a mechanical issue and I didn't buy their insurance so I might have to actually pay it and not even get a car out of the deal. Plus they keep upping the amount they say I owe. This is a terrible company and it's linked with Avis and Budget so they're probably crap too. I legitimately hope the business fails and falls apart.

Payless Car Rental (Payless) deserves an 'F' grade as far as I'm concerned. Let me be clear: I am not someone who takes the time to write reviews very often; however, Payless' conduct has been so egregious that I had to work the crafting of this review into my busy schedule. Also, this is NOT defamation; I have time-date stamped photos, message-board conversation, and three witnesses; all of which can verify the details of this submission. Finally, Payless was pre-warned of this review's pending publication and was given an opportunity to defend its behaviour (an opportunity that has yet to be utilized).
The review: I rented a car from Payless in Las Vegas for six days this past September. The company's agent refused to complete a condition report at the outset -- so I took my own photos instead. Then the agent implied that the vehicle was fine when I returned it on September 13. Forty-six days later(!) Payless wrote a letter addressed to me which contained an accusation that I had caused damage to one of the vehicle's tail lamps during the rental period (said damage is clearly visible in my photos which were taken minutes before I ever put the vehicle in "drive").
Payless then charged my Visa credit card $437.38 USD without my permission (presumably they were able to do this because of some unread contract clause-- not unlike if a hotel were to later charge someone for damage inflicted to one of its rooms or property-- although Visa reversed the charge when I disputed it as being unauthorized later).
As a result of a local postal strike I did not receive Payless' letter until November 8, which is the same day Payless received a heated reaction from me. Following the conversation a member of their staff created an online service ticket designed to handle the dispute; then from November 9 to November 28 I spent precious life-hours going back and forth with The Payless Customer Service Lead (The Lead).
The Lead's first message to me stated: "...it has been determined that this incident was the driver’s responsibility..." and "...Because this is a renter responsibility situation, the charges have been deemed to be valid and a refund is not warranted..." It was DETERMINED? HOW?! When pressed to reveal the proof that I had inflicted the damage, The Lead dodged the demand and asked me to defend myself by submitting the non-existent condition report. When pressed again she stated that "We have forwarded your information to the location for further review." When given a deadline and threatened with negative reviews she continued to offer no proof but did offer to refund 50% of my $437.38 USD.
Finally, when given a deadline and threatened with possible legal action she finally conceded that there is "no documentation on their side." Payless promptly refunded my money and stated: "We apologize for any difficulties you may have experienced during your rental. We hope you continue to choose Payless Car Rental as your rental car company of choice." "NO DOCUMENTATION ON THEIR SIDE" ever existed... And yet I was subjected to a lengthy and stressful process. This company is pulling a classic scam. They are offering by far the lowest rate on Expedia. When you get there you cannot get the booked rate. They insist you have your proof of insurance. No other car rental company demands this. You just sign a waiver. If you do happen to have it they ask for other documents like outbound flight proof. If you can't supply they offer you a walk-in rate. Of course you have already waited 30 minutes for their bus and are marooned in their lot. Having tipped the bus driver he stopped by the gate where I was waiting for an UBER. "He asked what scam they had attempted on me"!!!! Everyone is a MUG if they don't walk away. DO NOT BE LULLED BY THEIR LOW PRICES.

I rented a mid-size SUV through Expedia for my weekend trip in Colorado from Payless. I had one cost agreed to when I made the reservation and at the counter it became over double the cost. They said part of it was because I was "checking in early". My reservation was for 4 pm and I was at the counter at 3:40 pm. When I returned the car I got a bill for $63.27 additional with them saying I didn't return the car until the next day. Wrong again. I had to provide a copy of my flight itinerary to get them to credit my card.
Two weeks later they bill my credit card again only this time for "Toll charges" and I never once traveled on a toll road. The toll was charged in November-when I wasn't even in Colorado. There is no way to reach them by phone and resolve the issue-they force you to fill out an online complaint form. This makes two fraudulent charges on my Visa.

We booked online and ended up being nickel and dimed to death with fees so paid twice what we expected for a crappy little Nissan. Notice that your confirmation does not have an am or pm so they tried to charge me a late fee for not turning my car in at 3:30 am. I know I selected pm online. They also try to talk you into paying $10-25 more per day for an all wheel vehicle because there might be snow. Like a front wheel drive won't work in snow. I wish I could post you my bill so you can see how shady this company truly is. DO NOT RENT A CAR FROM HERE. I wish I would've checked more online reviews as there are articles warning against it. Payless has an F rating from the BBB for deceptive business practices. That's all you need to know. I wish I had, they offered me a "free" upgrade, but ended up charging me an extra $113 for insurance. I declined. Should be to easy to fix right? Nope, they fought me tooth and nail for three months, refunded half, then took it all back when my credit card company got involved. I've since found out this is a common practice, the desk agent will tell you to sign to decline, but you are actually accepting the insurance. I will never use these guys again. You shouldn't either.

I rented a vehicle from Payless at the San Francisco Airport. I got a flat tire in Yosemite National Park. I called Customer service, and they said to drive to Fresno, Ca. on the donut spare tire. I was advised by a mechanic that the tire was not safe to drive the 150 miles to Fresno. I called customer service back, and explained the situation, and was told to purchase a new tire, and I would be reimbursed upon returning the vehicle. Upon returning the vehicle, I was told there would be no refund.
After a discussion with the manager Mr. Robert ** I was given a partial reimbursement. I forwarded all the information to the corporate headquarters, and was told that there would be no further reimbursement. I find Payless management in San Francisco, and the corporate office derelict in honoring the customer service instructions, and forgoing the safety of a customer and family for the sake of the bottom line. I would advise to rent a vehicle from another car rental company when the need arises.

We rented online through Expedia. Got there first of all, did not get the vehicle as described, was suppose to be a small SUV, was given a small car. Was asked on site if we needed a GPS in vehicle, which we did because of some traveling around to outside areas, and marked it as such. No GPS was in car, and they would not give up one without a HUGE upgrade charge. Then when quoting us the total amount, was way above (doubled) what the amount was suppose to be, I asked why, and was told it was for INS, which I then explained we had full coverage on our vehicles and it also covered any rental and we would NOT need that, to please remove it. She seem to do so, or said she did.
Upon closing, my husband stepped up to sign, since card was in his name. He did not read the contract, but trusted her since she had just confirmed by mouth the correct amount. Upon return of the car, we realized she billed us for "Loss Damage Waiver" amount of $188.16. Before paying we tried to explain that to the lady at the counter. She was NOT going to correct it. When I called their customer service to solve this matter, they always gave excuses that they couldn't find my records or confirmation number. Then they started saying that their system was down. I rented Nissan Altima at a Payless Car Rental location very near Chicago Ohare Intl airport on 3/26/18 and returned it intact 3/30/18, after making reservation for 4 days online with full payment of $177.96 including Concession Recovery Fee, Customer Facility Charge, Vehicle License Fee and Sales Tax on 3/18. However I found Payless charged extra $28.26 and then $124.44 to my credit card without any notice in advance and even afterwards.
Not wanting to waste time arguing with them I determined to consider the $28.26 as e-Toll fees, but I sent Payless my letters a couple of times requesting for their explanation of why and under what pretext they unilaterally charged the extra $124.44 to my credit card afterwards, though I had paid their billed total amount in advance. But they'd never replied to my letters, whiling sending payment demanding notices only a couple of times.
Then they simply sent my case to a collection agency. Last week I tried to rent a car at Budge Car Rental, but was refused because there is an unpaid debt on my credit record. I think this is the very Payless's untrue, baseless and false extra charge issue. I need help to get this false debt cleared by Payless in this most civilized and advanced country in the world.

We were unable to rent a vehicle from PAYLESS as the computer would not let the agent set up an account for us. First, she blamed the credit card company. We called them and they told her that "we could buy the car if we wanted to." Then she said that we had an open ticket with BUDGET Car Rental, which we had canceled, and this was not letting her set up an account for us. On our next credit card statement, PAYLESS charged us for a vehicle we DID NOT RENT and reported that we had driven 1400 miles. We have tried to settle this with them but no one ever returns our calls, letters or emails. Before doing any business with them, go online and read the reviews. Just 10 hours. They wanted to charge me over $50 for my basic car rental!
I then informed them I just searched I could return this car and rent another from a different company for $30, why are you charging me so much? The call center representative couldn’t answer that. So I asked to speak to a supervisor. He wasn’t available. Really? I’ve worked in a call center help desk setting before, there are ALWAYS supervisors on duty. Multiple. I requested the supervisor call me back when they returned. The representative claimed it would take 15 minutes.
An hour later I call back because I still had not heard back. Supervisor is in a meeting. So where are the others? Again can’t answer my question. Representative hangs up on me because he claims there’s nothing he can do for me. Put me on the phone with a supervisor! This place is a scam! I reserved a car through Expedia (reserve now pay later) something I've done a many times, when I arrived to the Payless Car Rental to pick up my car I was told my reservation had been cancelled because after midnight the system resets, but it wasn't midnight yet... and I rented the car for midnight because my flight was scheduled to arrive in Phoenix at 11:45pm... I landed early and I arrived early to Payless around 11:45p. The lady at the desk said that she would match the price I agreed to on Expedia.
After two attempts to get me to sign a car rental agreement (thank God I read them because they were higher than Expedia) she found a lower rate than Expedia! I thought that was weird but I accepted the blessing and went to pick up the car... immediately I noticed a few damages to the trunk and the gas hand was not full. I documented it with the agent that appeared offended and after several min of conversation about the gas hand, I sign a form documenting the problems, he releases the car... when I returned the car in the exact same condition including the gas hand the agent asked do I want a receipt or can they email it... I told him to email it... I asked, "Was everything ok?" He said, Yes you're all good..."
I leave to take my returning flight to Chicago once, I land and get a min to settle down (the next morning). I check for the charges and can you believe it I have been charged double from my signed agreement! And $100 more than the charges for Payless on Expedia. When I called to ask, "Why? Whats going on?" I was told it would take a few days to get the invoice because my initial agreement with Expedia was cancelled! When I stated, "How can you see a cancelled agreement (your company cancelled) and not my signed agreement?" He was became rude even threatened to not send the request for the invoice through.
When I asked for a manager I was told the manager was busy and would tell me the same thing as he... when I told this extremely rude person to let me speak to the manager anyway the rude person put me on hold returned after a short time and said, "The manager is busy. Goodbye," and hung up! I looked up Payless corporate number and was re-routed back to the Phoenix airport location...
Please please beware of Payless Car Rental company in Phoenix airport, read reviews and take them seriously. I usually do and I didn't this time... Two weeks later, I received a letter to my home address, saying that they were going to charge me for the damaged mirror, even though they'd already made a note of it when I picked up the car as the damage was already there. I've tried multiple times to contact them and I keep being given the same phone number and told to call them.
I now have two claim numbers, but no way to actually submit the paperwork to them showing that the clerk marked the damage on the paperwork when I picked up the rental car. And no way to contact the people who work at the Austin airport where I would assume that paperwork showing the damage would live. The phone number just goes to a call center and not to anyone who actually works for the rental company. And the letter says they will charge me the damages fee a week after they sent out the letter, and there's no real way to file a dispute against the charge and proof that the damage was already there. Horrible customer service, and horrible company.

**Beware** You will get scammed. I had the price quote from Priceline and also bought the insurance through Priceline. Payless gave me a very old car with an aftermarket stereo that didn’t work. Payless forced for to buy their insurance and I paid almost $900 more than I had planned. The car sometimes didn’t want to start. For the rainforest the wipers were torn and old and just smeared dirt around. The return I made arrangements to have them pick up at the hotel. When I arrived home back in the states I had an email indicating the car was missing. I called the hotel and they told me the keys were still there and no had come to get it. Maybe Payless wanted to claim all the insurance money on a missing car. Horrible experience from start to finish.

I rented a car in Seattle Washington (airport). I returned the car with NO damage and in June, I get a bill from Payless stating that I had done glass damage to the car, which was not the case. They charged me $184.00 for this. I called and opened a ticket and got an email stating that they were sorry, but I was being charged due to the damage. I replied many times to the email stating that there was NO damage and requested a phone call to speak to someone regarding this matter. It has been 2 weeks and got no reply, so I called back to customer complaints again and they said the ticket was closed, that they could open it up again, which they did. I requested someone please contact me by phone so I could ask some questions about what they were saying I damaged and to tell them that there was NO glass damage.
I get an email 4 days later with a bill from Safelite Glass Corp. stating solar w/ third visor frit, whatever that means for $184.00. Which told me nothing about what the damage they are claiming I did. They closed the ticket again, so once again I replied that I would like to talk to someone and that I wasn't paying for damage I didn't do. I called my credit card company and did a dispute, so for now, awaiting results on that. My biggest complaint is that they charged me for something I didn't do, and that I can get no one to contact me by phone, I have even tried calling the Seattle airport direct and can get no answer there either. When I had this rental car, the windshield wiper blades were so bad that I had to replace them, so that I could see to drive. They did reimburse me for the blades.

San Diego Airport Rental is terrible - I rented a car through HOTWIRE for 32 dollars a day with Payless. When I get to the desk, the sales employee tells me this car is too small for me and my 2 children. He tells me I need to upgrade and basically tells me the cost would be 550 dollars for 6 days... that's 91 dollars a day. I ask him if that is with the military discount, he then states it would be 492 dollars total. The car was a terrible car and I did not feel safe in it with my 2 children. I was charged all these additional fees and cost of this rental was more than my whole trip. I tried to call to complain but customer service just blew me off. I feel stupid for not looking into this company before I went ahead with the car rental. I reserved a car online with Orbitz for an economy car from Payless for my wife. A nine day rental. The quote was $199 with all state and local taxes included. When she arrived they told her there was a $209.81 deposit. Quite an odd number for a deposit. Stupid, but understandable - we expected a deposit. She specifically asked for no added extras and declined their insurance. Because she declined their insurance, she was charged $99 for declining their insurance. Why should we have to pay for insurance when our own insurance covers rental cars? There were a total of 10 "other charges" that totaled $260.53 add that to the $199.28 that was the actual cost of the car rental and the total was $459.81 before adding the $209.81 for the deposit. So the total at the time she rented the car was $669.62. We were told $199.28 was due at time of rental. In reality, it was more than three times that.
Payless Car Rental at the San Diego Airport - My wife complained about the deposit and she was told they wouldn't charge her the deposit. On the day of rental, our account was charged $209.81 (deposit fee) and another charge for $250. The next day the $209.81 charge was no longer pending (it had been processed) and the $250 had dropped off our account. On July 12th, 2018, 4 days after she returned the car, they again charged the $250 that had originally been charged but then dropped from our account.
My biggest issue is: $99 for declining their Collision Insurance - Seems like that should be illegal! $9 vehicle license fee, 26.55 RSA fee - wanted to decline roadside assistance but was told it's mandatory, $3.95 for using a debit card (that could have been charged as a credit card), $37.08 Airport concession fee. There are other smaller charges as well.
I don't blame Orbitz - although I will never rent a car through them again. Now, after researching Payless, I blame myself. I should have done my research ahead of time. Based on what I have found since researching Payless, they have a long history of making people pay all the additional charges. In fact, it seems that is how they make their living. Their profit doesn't come from renting cars, it comes from all the extra fees they either tell you are mandatory or they slip in hoping you don't notice. I suspect other car rental services do the same stuff. But it should be illegal to be given a quote when you rent a car that says "Amount due at time of rental: $199.28" When in reality you are going to walk out of there paying $500.
My advice is to stay away from Payless (part of AVIS) and do your research before you rent a car. The economy car she was given was in bad shape and as base of a model as you could get. No power windows or power anything. Just a car that had a sputtering engine. Please do your research so we can stop making these companies rich because they feel they can get away with it.

Rented two full size SUVs on June 23, 2018. Arrived on time to proceed with rental. Was told that my four passengers each carrying a medium size bag would not fit into a Hyundai Santa Fe, which by their definition, was the "full size" SUV that I had reserved. This claim was repeated for the second SUV with 4 passengers and similar size luggage. I had reserved each car for $500 for 7 days, or $1000 total.
Agent: "BUT, we can put you in a real full size SUV Ford or Chevy for $2000 more." Me: But that is a total of $3000 versus the $1000 I reserved!!! Agent: "Yes, but you will not fit into a Hyundai Santa Fe. We have had rush on SUV rentals in Denver and all rental car companies are sold out. So this is your only option. Do you want it or not?" The agent brought his manager over and he too said this was our only option. THIS IS A SCAM. We made a different arrangement. It was a 3 day rental, the car sucked but who cares, it was cheap. $158.00 was the cost for 3 days and the $158 was charged to my credit card the day I got home. Fast forward nearly two months and they hit my credit card for 901 yesterday. NINE HUNDRED DOLLARS. The only explanation I can get is that I ran a toll (I did do that because I forgot it was there and didn’t have cash). I told the woman at the counter that I ran the toll. She told me not to worry about it that they would just bill me for whatever the toll amount wise. The toll was $10, NOT 900!!! The person I spoke with yesterday was quite rude and told me there is nothing further he can do for me. I never write a review but if this saves anyone from the grief of what I have experienced it's worth it. First of all the economy car rental is a piece of garbage. It has no power anything, and was so archaic I had to get an upgrade. I originally needed the car for 3 days but ended up only needing it for 1 day. I brought it back and explained to them just that and that I also needed to be credited back for the gas I prepaid for. The women was extremely rude and asked me if I had a receipt for the gas I filled the car up with. I said no. I didn't know I needed to bring a receipt in. I thought you just could look at the gas gauge. She told me to calm down. I asked if I could get a receipt for the final charges and she told me it would be emailed to me. Well she never credited me back for the two additional days.
I had to call customer service who then tells you they have to open a ticket for someone else to help you. They would contact me via email. I then get an email highlighting my gas credit. Like that was solving the problem... I ended up calling my credit card and stopping all payment to them. This is the WORST car rental experience I have ever had. Customer service sucks and so do their cars. Some guy picked up his rental car and the tire was flat. They told him they would air it up for him! He said no and wanted a new car. I then witnessed them airing up the tire and putting it back in line to be rented. Unbelievable!! STAY AWAY.

I reserved a car through the Payless website for a trip to Breckenridge from 4/20-4/27. When I reserved my car to Breckenridge for the week this is the email I received back showing a reserved car for a Toyota Corolla or similar (STANDARD/INTERMEDIATE CAR) Booking Reference Number: ** - Confirmation no. **. When we arrived at the airport location to pick up the car (Toyota Corolla or similar) I was informed by the agent that they did not have the car that was reserved on my reservation and that they would need to put me into another car.
I was asked by the agent where I was going and I stated that we were headed to Breckenridge for the week and he said "Oh that will be fun but it looks like you will get snow after 1 am but you should be ok with the car I am giving you." Not once did he ask me to upgrade the car he was giving us for the week. After I paid for the car, we walked out to the lot to the spot C79 and the similar car that I had reserved was not a Toyota Corolla, but a Dodge Caravan Minivan from Texas. Not liking the choice I was presented with, but knowing that we had another hour or so drive to Breckenridge, I took the minivan as the car I was given by the agent.
As we left the airport, it was raining and about 30 minutes into our drive to Breckenridge through the mountains, the rain changed to sleet and snow. We were fine up until the Eisenhower pass at the top of the mountain. As we exited the Eisenhower tunnel, there was about 2 inches of snow and ice on the backside of the mountain. At this point and over the next 6 miles down a 7% grade decline down the mountain was the most stressful, God awful, and terrifying ordeal I have been through.
Not more than 50 feet after exiting the tunnel, I slowed speed down to 3 miles per hour and immediately started sliding down the highway at 3 miles per hour. It took us over 2 hours to get down the backside of the mountain. The entire time sliding on the snow at 3 miles per hour. The back end of the minivan from Texas was fishtailing every time I stepped on the brakes AT 3 MILES PER HOUR. By the time we reached the bottom of the 1st mountain hill I was having a panic attack and couldn't breathe as for 2 hours I honestly thought we were going to die, and for a person who had heart surgery, this was not a great way to start off my vacation. I had to park at the bottom of the pass for 20 minutes to try and calm down in order to proceed towards Breckenridge.
Once we finally got a bit of traction from having pulled off onto the shoulder of the highway we slowly made it past Dillon at 10 miles per hour, and this is when all hell broke loose. We just passed the Dillon exit and started up the hill towards the Breckenridge exit when the tires on the Minivan from Texas started spinning and we could not go anywhere on the highway. At this point all I heard was a loud blaring horn coming from behind us, looked up in my rearview mirror, and was almost killed by a semi truck that literally missed us by no more than 6 inches because we could not get any traction with the minivan that was provided to us by Payless and ended up spun out behind other vehicles that were on the highway.
At this point my heart was pounding so much I almost passed out knowing we were almost killed at the start of our vacation. No more than 3 minutes later a tow truck came along and asked us if we were ok. I could barely speak as I was so scared, and so Gilbert from Dillon Towing and Recovery asked us if it was a rental car and we said yes. He pulled in front of us, loaded us up on his tow truck and towed us the next 5 miles to the parking lot of 7-11 in Frisco. He looked at the minivan and said "I cannot believe the car rental company would give you a minivan from Texas that has No Snow or No Mud tires and not even a set of tires chains and send you out on the road with this."
The tow fee was $220 and he also stated that if the police would have got to us first it would have been a $400 ticket for not having the proper tires on the vehicle PLUS the $220 tow fee. I called the manager and tried to explain everything that happened and instead of any good customer service she argued with me for 15 minutes on the phone stating that I was incorrect, it didn't happen, and that all of her employees are persuaded to ask the customer to do an upgrade on the vehicle when checking out. So after a bad experience starting off the vacation, a bad experience with the manager, I finally called the 800# on my form and started this process. They have refused to reimburse me the $220 towage fee and insist they did nothing wrong.

My wife had to make a quick trip to California to take care of her sister that had emergency surgery. Booked a vehicle with Payless for $198 for five days. When she got there they told her she needed to buy the insurance which made the bill $598 for five days. I contacted them and politely said too bad. Wish I would have checked this site. I never would have booked with them. My opinion they could care less about customers coming back. They just want to get all they can any way they can the first time.

Only giving one star because sadly 0 stars is not an option. Let's begin the story of this horrible experience. First I arrived at Newark International after having done a reservation online only to be told my reservation could not be found but of course my credit card had already been charged online. I had to sit on the side and let my credit card company know there would be a second charge from the same location but to cancel the first one. Then when we finally get back to the counter the lady who was there was very sweet and willing to help but of course even that was too good to be true at this point. She goes on to explain that they cannot honor the rate I had already reserved and paid online even though I had all the information in an email because she simply couldn’t find it on her end.
From $130 that I had paid online she tells me the most affordable rate she could give me being the situation was $270. Mind you the $130 I had paid online was with insurance, the $270 was not including anything. I asked how much the insurance would be. She laughs and says $340. That was more than the rental itself! Umm no. I told her I had full coverage insurance of my own which I would use for the vehicle itself but to put an insurance for the tires because well we were in New Jersey/New York and our tax dollars are obviously not going to fixing the potholes. She went on to tell me that the $270 did include a $500 tire and rim protection. Well perfect I thought. After about 2 hours into this mess we are finally given the keys. Mind you I had a two year old and one year old with me. After loading the car with all of our stuff we go to pull off and it starts drizzling.
We turn on the wipers and the blade flies off the car. We turn back to the counter inform them and we are given another car. We inspect it, then load and finally we’re on our way. When its time to return the rental you go in thru a different entrance. There is a pothole about the size of Texas. This thing was huge. Almost 3 feet wide and about 6 inches deep. With a pothole this size right on the exit to return the car it's a little unavoidable to hit. Of course we go into the damn pothole. One of the Tires flies into the air and we are on 3 tires. Get out the car to find the tire had obviously popped and the tire cover, not a rim, the tire cover, had obviously bent beyond recognition. Find a spare in the trunk, replace it and we are off to return the rental from hell. Go inside and try to explain to the lady at the counter what had happened so I can do a damage report.
She checks my rental agreement and says “no need for a report, you have the tire and rim protection. You’re covered “. Takes my paperwork and I’m done. Soooo I thought. Get back home to Florida and a week later I receive a bill from the corporate office informing me that in 7 days from the mailing date they would be charging my credit card $317 for the tire and Rim damage. First of all there was no Rim on the vehicle. And with that being said I have never paid $300 for a tire. I called more than 30 times explained, that I had the Tire and Rim protection that this charge was not fair. The response I received via email because I was never able to speak to a real person was “we understand that an unexpected charge to one's credit card can be frustrating but since we ensure our vehicles are safe and up to safety standards. We believe the charge is in fact justified so we will still be charging your credit card for the amount of $317."
I called 100 more times. Waited on hold one time for 4 hours for a supervisor who when answered told me I needed to go to the physical location I rented the vehicle from and explain this there and then hung up on me. After waiting four hours to be hung up on!!! On one of the previous calls one guy told me they had no actual solutions. He said all the decisions came from corporate and that even after speaking to a supervisor he would just read me the letter I was sent in different words. This is not ok. These people take advantage of these situations to take people's money and well if you ask me if I’d recommend or rent with them again the answer is hellllll to the noooo. Not even if it was the last place on Earth during a zombie apocalypse. Do not rent from there people. They will steal your money.

I reserved a rental car through Travelocity for Phoenix, Ariz to pick up the car 3/11/2018 and return the car 3/18/2018. The contract with Travelocity said $452.97 for the week. I realize there are a lot of taxes on rental cars in Phoenix, and we have rented a car probably 12-13 years in Phoenix. I anticipated my bill being around $700 with taxes. I asked for a 4 door car. When we got to airport, I was told no 4 door cars were available, but we could upgrade to a 4 door for $7 additional dollars a day. We also added a second driver at the airport for another $8 a day. On 3/18/2018 when we returned the car at approximately 8:30-9:00 because I had a 10:30 flight, the attendants said the computer was down and they could not close our contract that that time. They said they would send us an e-mail receipt once the contract was closed. I waited a few days and had not gotten a receipt from Payless.
I checked my bank to see if Payless had accessed my account to pay the bill. It was $1,212!!! On 3/29/2018 I contacted Payless by phone to dispute the charges and to try to get a refund. I spoke with a "Bernard" I explained to him what had happened. He asked if I had ever gotten a copy of my receipt. I had not. He sent me a copy of the receipt within a couple hours. When I got the receipt I noticed I had been charged $49 a day for the upgrade from 2-4 doors. I had agreed to a $7 a day upgrade for the 4 doors. I had been charged $91 a day to rent a Ford Edge with 4 doors!! I also had been charged an extra day, $91 for returning the vehicle late. I told him the computers were down when I returned the car to Phoenix Sky Harbor airport and I was not given a receipt. My flight was Delta # 2160 from Phoenix to Salt Lake City. It left Phoenix at 10:30 AM. He said he would open a dispute ticket up for me and I would hear back within 72 working hours.
I did not hear anything back from Payless. On 4/9/2018 I called Payless again and asked about my overcharge and my refund. I was advised that I should have checked the car in before 3:45 on 3/18/2018 and that is why I was charged the extra day. I reminded him their computers were down that day and I could not close the contract. I also reminded him that I had agreed to a $7 a day upgrade to get 4 doors, for 7 days. It should have been $49 for the whole week. Instead I was charged $49 a day for the upgrade. Payless told me today I should have caught that before I left their facility on the day I picked up the car. It is a clear mistake on their part and it should be refunded!! I paid $91 a day for a 4 door Ford Edge. That's more than they charge for a Mustang or a Camaro or Corvette.

I recently visited my mother in Mesa, Arizona for a small vacation before continuing my surgery following a breast cancer diagnosis. I rented a car from Payless Car Rental stationed at the Phoenix Airport. I was informed upon arrival at the airport that a subcompact Kia was all that was available. I had reserved a Chrysler 200 or similar (this seems to be a common practice after viewing other complaints to state that the car you reserved is not available). The man at the desk informed me that it would not be a good thing to ride around in a subcompact car and that he would upgrade my rental at no extra charge. All that he had was a Jeep Renegade. He asked me if I was a AAA member and I told him no but I was 65. He said he would indicate on the form that I was so I could get a better deal.
I told him that was not necessary that being 65 a senior discount was appropriate. Anyways, I was so pleased at getting a car when it seemed that there were not many to choose from, and we went upon our merry way. First, it appeared the Jeep had not been cleaned as the seats had dried food and there was a particular odor that we could not discern. My sister and mother will attest to this fact. While using the Jeep there were four occasions that when pulling out and trying to accelerate it would stall out and leave us sitting in traffic. We would have to put the car in park and try to restart. Sometimes it took a little to get it started. My mother was with us on one occasion when the car did this.
Anyway, when arriving back in Ohio I was going over my credit card and lo and behold, Payless charged me $740 and not the $265 originally agreed to. They are saying that I requested the upgrade and clearly I thought I was getting a nice car (midsize) by what I had originally signed for and their employee informed me that all that was available was a subcompact, which I would expect to pay even less for if they could not produce a comparable car for the price agreed to. It seems as though we are at a stalemate and they have offered to compensate me for $152 as I could have requested the update.
I, on the other hand, cannot afford an update having just recently only started working part-time after losing my full time job when going through chemotherapy. I am so very unhappy at this point, as this was a quick getaway vacation with my mom (cheap vacation) before continuing further reconstruction surgery April 10th, and the cost they are charging me is more than what the whole trip cost me. It is also disconcerting that other vacationers that use this company can also be swindled. This company needs to be shut down and I am not sure if Consumer Affairs has the power other than word of mouth. I am sending a letter to the newspapers in the Phoenix area and letting anyone who will listen with regard to Payless's unethical business practices.

I should have known this. I later found that the actual cost of the government-run scheme is about $7/day so I should have been charged $98 plus 7% tax. I rented a car from Payless at the Las Vegas airport, when asked if I wanted to add liability insurance I declined and specifically said I did not need it as I only needed the car for 2 days. Upon my returning of the car they said my total was $63 which was accurate so I paid with my credit card. I got my credit card statement the following month and saw that I was charged $164. I called the company and they said the extra charges were for the liability insurance I chose.
I explained that I had declined the insurance when I rented the car. They said they would review their recording of the transaction and get back to me. Needless to say they never did. I disputed the charge with my credit card company and 30 days later my dispute was denied due to Payless providing a FORGED initial on the rental agreement next to the opt in for liability insurance. Had a flight that was supposed to come in around 11:00 P.M. so I reserved a pickup for 11:45. It was going to be about 260 dollars for four days, which wasn't great, but we'd reserved late. The flight was delayed, and everyone in my family was sick, including my four year old, but we still managed to get to the pick up desk a few minutes before midnight. Unfortunately they had a massive line, I sat down with our daughter while my wife waited in line, by the time she got to a clerk it was about 20 minutes after midnight.
The clerk informed her that since we were picking up after midnight (30 minutes after our pickup time mind you) we'd lost the reservation and they could basically charge anything they wanted, which they said would be, at a minimum, 100 dollars more than our reservation price, and probably a lot more, but for some reason couldn't give us an exact number until we forked over our Credit Card. From the reactions of other people waiting in line they were doing the exact same thing to everyone there. We refused to play their game and for our trouble had to wander around checking prices at other rental places and eventually took a cab to our destination and rented a car away from the airport the next day.
Jokes on them because even after the cab fare the new rental ended up being less than their original quote, but it was still an awful experience. This company is run by thieves and grifters plain and simple. They know they have a captive audience, and that most people will just agree to pay 50% to 100% more rather than risk being stuck there without a car. On Jan 2, 2018 I rented a car for 1 day at SMF. I came into town from PHX for the day to see my sister’s grave. I picked the car up at 926am. I was given a blue Hyundai Sonata. I did a complete walk around. Everything seemed fine. I drove out of the lot and down the road and the tire pressure light came on. I was already running late and could not turn around so I flipped the menu on to see the psi. All the tires were at 40psi except for the front left which was at 30. I drove up the road and put air in the tire which cost $3.00. I then continued on my way to Fairfield. The light came on again. I pulled over and tried to call roadside assistance but was put on hold forever. I put another $3.00 in air in the tire. I made it to my nieces in Fairfield. The tire was losing air fast. I called the customer service number at the bottom of the rental agreement. Nobody answered.
I tried calling another number on the agreement. The lady was rude. She said that she was a Budget rep and could not help me. I said, "Then why is your number on the rental agreement for Payless..." She hung up. I tried to call roadside assistance again only to be on hold forever. I called another number and got through. She said that I would have to take the car back to where I rented it. I told her that was over an hour away and can’t I just exchange it at a local rental place. She said no.
I had neck surgery and cannot lift anything so I drove the car over to the nearest gas station and put another $3.00 of air in. I then drove to Firestone. Told them what was going on and they changed the tire to the spare tire. He said it was not safe to drive with the spare donut tire on the front so he placed it on the back and put the regular tire on the front. I then loaded my kids back up and drove 46 miles back to SMF. I filled the tank before returning the car as to not be charged with gas. When I got to the desk I spoke to the agent Tony and told him what was going on. He said no problem and gave me another car. He said to make sure to speak to the manager when I brought the car back the next day so I can get reimbursed.
I was finally able to get on my way at 315pm, 6 hours after I rented the car. I spent 6 hours of my 1 day in SMF on the phone being hung up on or on hold with your company, stopping and putting air in the tire 3 times at $3.00 a pop, 2 hours round trip driving the car with the crap tire back to the airport, waiting at Firestone for them to change the tire, $10.00 to change the tire and $12.00 in gas. I returned the car the next day and spoke to the manager. She did not seem to care but reimbursed me the $10 for the tire at Firestone.
I received a letter from Payless dated Jan 22, stating that I am being billed $155.00 for the tire. I called customer service and the agent Siseral said that he will have someone call me back within 72 hours. Nobody called. I am NOT paying for the tire as I did not damage the tire. It was leaking air not even 5 minutes out of the lot. Had I known that the tire was that bad I would of turned around and returned the car. I was already running late and trusted Payless car rental to give me a reliable car which was not the case. I am not sure if your lot people just put air in the tire to re rent it again or what but the damage was there before I even sat in the car. I was not compensated for my trouble, time, and cost of air or cost of gas driving 100 miles round trip to bring the car back to you. I am not paying for the tire.
All of this could have been avoided if you would of answered your phones the 10 times I tried to call or if roadside assistance would of picked up. What is the point of having roadside assistance if nobody ever answers?? I have read several hundred horrible reviews about your company online. It seems that I am not the only one that this has happened to. I only wish I would have read these before renting from you. My whole trip was ruined due to your negligence. In town for 1 day visiting my sister’s grave and I have to deal with this then and now??? I will be forwarding a copy of this to your corporate office and also filing a complaint with Consumer Affairs. From the looks of it you are trying to scam your renters for gas, charges and unnecessary fees. I want this charge removed from my bill immediately. I also want email or written verification of receipt of this letter and verification that the charge claim has been removed.

They said they had to be somewhere and could not wait 2 hours - and asked if they could downgrade to an economy. They were told they would have to pay to cancel their reservation and pay a fee because now they are getting a "cheaper car than they reserved" so there is a fee. So they asked if they can just get the next size up - and were told they had to pay the upgrade fee. SO when I get there - he says he is sorry I had to wait so long but the customer before me couldn’t make up their mind what kind of car they wanted and it was so annoying. 1.0 You should never insult a customer to another customer and 2.0 He should have just upgraded them since it was not their mistake. I had put enough on my credit card to cover the cost of the quote so I couldn't pay more.
I told him then that I have Progressive Insurance and that rental car is covered in my policy so do not add insurance then. My wife and I booked a car from Payless Car Rental out of San Diego for four days. We printed the confirmation showing the total cost would be $138.78 with unlimited mileage. When we showed up to complete the transaction, we were told that they would have to charge an additional $150.00 because we planned driving too far. What is the definition of unlimited anyway? The attendant then pulled out this funky chart showing driving rings which were definitely not unlimited mileage. Our bill went from $138.78 to $288.78 for four days. We told them we would only drive the car to the defined limit for the original price. He then threatened to charge us 35 cents per mile from the beginning of the trip if we get caught outside the limit.
By this time we were laughing at this attempt to nickel and dime us to death. We told him to cancel the rental and went next door and picked up a rental for a reasonable price. On our way out he shouted that they have the best prices and we wouldn't find one better. How utterly delusional. In my opinion, this company should be barred from doing business in the U.S.

I rented a car from Payless to leave the city right before the Hurricane hit, a couple of hours outside Houston the car stated that it needed service to return to dealership. I called the Houston at the IAH where I rented the car from and the girls said to return it in San Antonio and get another one, so I did so. Then 4 hrs before reaching my destination the new car stated the same thing, people at the Counter in El Paso were horribly rude, long story short, I was never able to make it to my vacation destination and I was without a vehicle for 2 days. None seemed interested in helping me, I was not able to get back into Houston for some time.
Customer service said that I would get credit for the days that I didn't have a car and that I would not be charged for the days that I couldn't make it into the city due to highway closures. Needless to say that Payless did not honor any of what they promised. I wasn't supposed to get charged $149, due to the days that I did not have a vehicle but they took out $307 from my acct. 3 months later they want to send me an email, “Sorry for the misunderstanding” and credited my acct $88, they owe me more than that. They pretty much kicked me while I was down, knowing the situation and all the city was going through because of the Hurricane. This is the worst company!!! BBB seriously needs to shut them down.

BEWARE! BEWARE! BEWARE! YOU HAVE BEEN WARNED! Payless, you SUCK big time! I will never, ever, ever do business with you or your parent company Avis Budget again as long as I live. Not only that, I will make it my mission in life to tell everyone I know how terrible a rental car company you are. In addition, I will go out of my way to post negative reviews about your sad service and awful business practices online.
I waited way too long to get my car. Yes, I think an hour-and-a half is an unreasonable wait. The rental center wasn't even busy! When I finally got my car it wasn't what I reserved. I reserved a SUV online but got a car instead. How does that happen? Slow leak in one of the tires so I called your customer service line and was told I could exchange the vehicle at an Avis location. Wrong! I got there and it wouldn't even come up on their system. I then drove 20 miles to LAX to the "Payless" car return and they told me it was a different company? WHAT? Are you freaking kidding me? Then I drove to Avis, the parent company and they said I had to take it to Burbank! What kind of idiotic rationale is that? I finally said screw it and resorted to filling the tire twice a day. My fault for not reading all of the fine print and hidden charges. Ended up paying way more than I would have with a different rental company. NEVER AGAIN!

I have never had dealing with rental car companies before. This was my first and probably last. PATHETIC!!! I signed up for car back in Feb... Long before our trip in Oct. They quoted me price round 180 for 3 1/2 days. Now I assumed they would try and add more. First dealing with them in person at DFW was AWFUL. One gentleman at counter and like 5 people ahead of us. Can you please wait 30 minutes. Ok... Came back and then another gentleman there and the one we originally spoke to is leaving. Still 3 people ahead of us. Finally our turn after another 15 minutes. Guy tried to add this that and other and we declined all but insurance. Little did we know our insurance would of kicked in... NOW we do! There was many other things extra and we declined. Like you figure GPS should be standard... NO... NOT HERE!
Anyway went out to get car and took us 15 minutes to find it. No one there to help... Any way, shape or form. Told us when we came back to park and drop key. We did. Now several weeks later... I keep getting additional fees on my credit card. It has gone from 179 to 352. And just yesterday they added a toll fee of 12.00. WE DID NOT GO THRU ANY TOLLS!!! Come on people... WTH???? Needless to say I would never recommend PAYLESS rental car to anyone!!!!

I recently rented a car from Payless at DFW (through Travelocity) and indicated on my reservation (and at the counter) I did not want LDW coverage. When I returned the car on Oct 20th I was charged $24.99 a day for LDW coverage. When I returned the car I was presented the return receipt showing my bill to be around $80 more than what was indicated on my initial reservation. I stopped by the DFW Payless desk to rectify the problem but found no one available. I did notice that on my rental agreement with Payless they had added the LDW coverage. Since then I have been trying to rectify the problem with their customer service to no success. Also the car I was given was a Kia Rio, it was OK for transportation but handled poorly on curvy bumpy roads (Interstate 35). This was my first and last rental with Payless.

Prepaid for a Nissan Versa or similar from the San Diego airport location. At pick up I asked if there was anything in that tier with split fold down rear seats. That was only available in the Hyundai Accent, the bottom tier, which was fine with me. When I saw that he was trying to charge me $90 to downgrade my rental I told him "no thank you, I'll just take what I pre-paid for." I was told he wanted me to be happy and that I wouldn't be charged for an upgrade and the only additional charge was going to be the deposit that I would get back. I made sure that my card was only billed for the deposit.
Dropped off the car, no problems. When I got my credit card bill they had taken the upgrade out of the deposit. Because I didn't make him re-print the agreement showing the upgrade I wasn't actually charged for. I've been going through the dispute process with the credit card company for months. There's a reason the Better Business Bureau gave them an F rating. I think it was $5 cheaper than renting from the next counter over. It's cost me a lot more than that in time and aggravation. Buyer Beware.

After the rental was over the attendant checked me out with no issues. 4 days later I got a voicemail on my cellphone and they charged me $2,300 for damage they say I did but was existing. The guy that called me was extremely rude and threatened to take me to court while trying to get me to fold and involve my insurance company. I rented a car from Payless Car Rental in Sacramento, CA on July 24, 2017 and returned it July 28, 2017. It has been almost 2 months and I receive a phone call today on September 19, 2017 about damage done to the car. First of all I waited 30 min for someone to come help me turn it in and sign off on papers. I eventually had to leave to catch my flight so I did a walk around car and looked one last time knowing there was no damage and again saw no damage. I brought it back like I got it, and left after leaving keys in seat and papers they left me to know who rented the car. Now almost 2 months later, they want me to produce pictures of car to show I dropped it off without damage. First of all if I took pictures, I would not have kept them a month. If damage was done to the car, they should have notified me the day it was turned in and not this far out. At this point I have thrown away my rental papers. I mean 2 months later.
So I was told I did not get on my hands and knees and look under the front bumper. I did not do that when I got the car and didn't do that when I left it. So then they say the mileage matches when you turned in the car meaning, they are just looking at paperwork and the mileage on the car over a month ago says it was my damage done to the car. There were many cars ahead of me and people waited as long as they could until they had to leave for the bus to make it to the airport. How do they know if the car was indeed damaged at that mileage, that their attendant didn't do it since it was the "front bumper?" They were so far behind and being in a hurry... Just thinking about how could it have happened because it did not happen when I had the car. I was not in a big city. The car was kept in an open airfield around nothing else the 5 days I had it. I was skydiving and I know it was not damaged at all.
This has to be a scam. Do not rent from these people. I have rented cars all over the country and never tried this cheaper company until now and this happens. Now I am being threatened to send all my info to collections when I told them to speak to my lawyer. So their intent is to ruin your credit next. I knew I should have stayed with better companies like Enterprise, Hertz, Avis and Dollar Rent A Car. Beware of their hidden agendas. Now that I have done some research and called the Better Business Bureau, I see that I am not the only one who this has happened to. Stay away or you will be next on their list as a way of making money. Also, never walk away from a car without taking pictures above and below on the vehicle. Then keep 6 months out especially if you use Payless Car Rental. So disappointed in their actions. Being threatened by them is not acceptable.

I felt my blood go to my feet. I had a lot of family members with me, little kids and older people. I didn't know what to do, it took me 12 hours to get to Cancun. I was tired, my family was tired. I told this horrible person that I wasn't going to take that, that I wanted to go to the airport. He said, “So? So I called them right away to let them know I would return the car the next day for an exchange. The attendant checked the car out and said the batteries were dying. The car I received was also filthy. No windshield wiper fluid and no gas. Now 2 months later, they are trying to pin me as the person who "damaged the 1st car". I did not do this. This company has incompetent people working for them. As you can see, somebody is not doing their job of cleaning and making sure these cars are rental ready. PLEASE spare yourself the agony of incompetent people who don't do a good job. I have rented many cars and have never had an experience like this. I will not rent a vehicle from Payless ever again.

I rented a car in Reno Nevada through Expedia, a company I have used before. I was given an itinerary and statement of charges. The price was to be $44.40 and an extra day was to be charged at $22.26 a day. The salesperson, Penny at Payless told me I would need to use chains if I was going over the pass and suggested an All Wheel drive vehicle... she gave me several rates verbally, all of which I declined. THEN suddenly she had a AWD for only $5.00 a day more. She asked if she could just credit me the $15.00 that she had entered??? On a car which would have been $10.00 a day more?
The car was rented for three days but my bill at pickup was DOUBLE THE AMOUNT OF MY CONTRACT. The staff at Payless were dishonest, fraudulent and I am furious. I have since seen a bill that I NEVER SAW was submitted by Payless to my Master Card where I had started a dispute. It has been nearly 4 months, over which I have completed five long phone calls to Master Card, sent all my documentation via fax which cost me an additional $10.00 to send and the issue is still not resolved.
Payless is a total scam and I would like to file a class action lawsuit against these idiots... now they are reopening the case and I must do it all again? I have spent countless hours of my valuable time only to hear the same baloney. My itinerary from Expedia is number ** confirmation number is **. I never was given my initialed copy back, by daily rate was doubled and they charged a $10.00 late fee!

I made a reservation for a midsize car to be picked-up June 17, 2017 and dropped-off June 24, 2017 from Payless Car Rental in Orlando, Florida. The total price, including all mandatory taxes and fees was $251.82 ($181.06 Base Price + $70.76 Taxes & Fees). Although the agent at the Payless counter in Orlando tried to sell me all types of additional insurance, products and services; I declined all and advised the agent that I only wanted the Base Price and mandatory taxes and fees included in my rental agreement. I signed an agreement showing that I declined Optional Products/Services.
The agreement I signed showed an Estimated Total Charge of $335.11, which the agent explained was to cover charges for not bring the car back with a full tank of gas and any toll charges not paid. I advised the agent that I would fill the tank before returning the car and pay any toll charges I incur. The agent ensured me that this was just an estimate and no additional amounts would be charged to me if I returned the car with a full tank and did not have any toll charges.
When I returned the car, I was charged $335.11. When I questioned the agent receiving the returned car, she advised that I would have to proceed to the Payless booth in the garage to dispute the charges. When I went to the Payless booth in the garage, the agent at the booth acknowledged that I returned the car with a full tank and that was the only charge he could remove. As a result, he reduced the charge by $34.17, leaving a new charge of $300.94. The agent at the booth advised that I would have to return to the agent at the Payless counter in the terminal to dispute the remaining charges.
When I returned to the Payless counter in the terminal, the agent told me that I had a mandatory charge that was required by the State of Florida which was shown in the rental agreement as 1 RSP $5.99/DY 41.93/WK. The agent that prepared my rental agreement, number **, on June 17, 2017 was the same agent at the counter on June 24, 2017 when I returned the car. I advised the agent that I declined all optional insurance, products and services. Further, I had a confirmation letter from Payless showing my total price for the rental was $251.82, which price was the Base Price including all mandatory taxes and fees.
The agent advised that because the 1 RSP 5.99/Dy 41.93/WK was a State mandate, she could not refund the charges. Because I had already been given the run around and had a flight to catch, I could not argue my point any further with the agent. However, because of Payless deceptive practices, I was charged $49.12 in excess of my agreement.

After making reservations online for a full-size car, a prepayment of $283.89 and declining all their other offers of more insurance, products and services I arrived in San Antonio. Miguel, the agent, again tried to influence me into more insurance stating that all of the charges incurred because of accidents or damages would have to be borne by me because my insurance wouldn't cover everything. I had to tell him “no” about three times because he was very persistent. Then I was told he didn't have a sedan for me and the only thing available was an SUV. I told him I didn't care for SUV's and then he offered me a pick-up. I took the SUV. He hurriedly had me sign and initial the rental agreement.
I saw that all of the optional products and services had "declined" after each service/product. What I didn't see right below, was an item shown as 1 RSP 5.99/Dy 41.93/WK{{{{/MX. I thought it was part of the line above which was for supplemental liability insurance and it showed as "declined". Nowhere on the "RSP" line did it show "accepted". When I returned the car, the receipt was printed and handed to me. On the way to the airport, I looked at the receipt and saw an additional charge of $60.80.
Back in Denver, I called the customer service number on the website and spoke with a rep and asked about the charge. That is when I was told, I had been charged for the "RSP" which is for roadside assistance and other things which are already covered by my Geico insurance. I asked why would I decline everything else and accept something I didn't need. The agent said he would look into it but I have heard nothing. Payless inquired about the rental on Twitter. I responded about the fraudulent charges and their deceiving rental agreements. They tweeted back and asked for the rental agreement. I have answered back five times and they keep asking for the rental agreements and I keep sending the information and have to hear anything else. I have already reported this to the BBB in San Antonio and my credit card company.

I rented a car from the Payless Car Rental center at Denver International Airport to use while I was attending my father's funeral. The rental agent did not explain the contract clearly and was only concerned about where I was going and how nice the car would be. The car was a Ford Fusion, 4 door. The first thing I noticed upon entering the car was that the sunglasses holder was broken and blocking part of the rear-view mirror, when I tried to push it back up there was old tape marks from where it had been taped up instead of being fixed. There was also dirt and debris on the floor, streaks on the window, and half of the promised amenities of the car were missing.
As if all of this wasn't irritating enough, when I looked over the contract (I had picked up the car after an 11pm flight) while trying to get ahold of someone to extend the rental I noticed $200.00 in charges that had not been explained. To top off this rental from hell, the back passenger door came ajar while I was driving down the highway, right next to my 3 year old nephew! A few minutes later the front passenger door also came ajar next to my sister. When confronted with this, the manager felt that a fair compensation for being overcharged and my family's lives put in danger was to take $150.00 off the bill! I will NEVER rent from Payless or their parent company Avis again! If you value the life of your family I suggest using another company.

Payless Car Rental is the worst. I paid for a rental car in Atlanta's Airport for my fiance on Mother's Day weekend and it was just a horrible experience for us. First of all she reserved a car from Payless Rental online through the Southwest airplane company. And we got off the plane and went to Payless customer service desk to pick up our car we were told that they did not have any cars for a half hour or so and that they would have to take our phone number and call us when one was ready. Or we will be welcome to check elsewhere since we didn't sign the contract as of yet. It was all rotten from there on and after waiting for an hour and a half in the airport and going to other car companies who had cars but we're way out of our price range due to the fact that it was Mother's Day weekend we decided to wait it out. Boy was that a mistake we shouldn't made!
So after waiting around the counter and watching other customers go up and get the same for a car. All of a sudden an Asian couple walks up to the counter and receives a car, sign the papers and walks away with no problem at all. My fiance goes loose wire because we've been waiting in here for an hour and a half now for car that she reserved. The first thing out of the gentleman's mouth is that he tried to call her several times. We are less than 10 feet away from the counter with other customers waiting on cars as well. No phone was picked up nor called out. Our phones were all charged with perfect signals. He clearly lied to us then he passed us off to another lady that took care of us so, we thought we were getting good service at that point. Again we were wrong.
** waited another 45 minutes going back and forth with different prices and quotes because my fiance wasn't paying for it and I was and that the prices would have to increase etcetera etcetera. We finally came to a conclusion of $215 to be paid. Which I thought was ridiculous at the time but since we were stressed out and everything I went ahead and bought it anyway. We get to the car, the car is dirty. We both clean it out and proceed on to our weekend. We get back to the airport to turn the car in. We were told to park at such-and-such lane which we did and we walk back in and turn in the keys. Great transaction. No problem whatsoever and I noticed no one is checking the gas and or checking to see if it was cleaned now, I don't care at this point I'm out of here but, I do understand why our car was dirty at this point.
Now, we're off thinking everything is great. I get back home Monday morning and check my credit card to see if they've adjusted my bill for the complaint we made while we were waiting around in the airport and being rude to for an hour and a half and wasting our valuable time. But lo and behold now I see it. I've been charged an extra $42.55 for no apparent reason. So I call and make a another complaint to their toll free number and the guy says that he will have it taken care of within 72 hours. Car we received was dirty when we got in it, we got overcharges, phone numbers that never answer, customer service with poor English skills.
Be real careful signing anything with these crooks and you will be sorry once they have your credit card access. Cars are filthy. Office hours are terrible. You will prob have to leave the car with another company. Employees are just useless, they hate their jobs and treat you like such. So my advice to you when renting a car, use the big guys, pay the extra bucks for peace of mind. We'd strongly advise you all to staying away from Payless Rental Cars. When I returned home my credit card was charged $42.55.... for a $6 toll. Stay away from this company.

I reserved a car rental in San Diego in May 2017. When I arrived to pick up the car, the agent went very quickly through the contact and stated that I was getting the insurance package, which more than doubled the cost of the rental. I clarified that I did not ask for that option and that I did not need it as I'm covered through my own auto insurance. After several minutes of arguing to remove this fee, the agent dropped the full coverage and stated that I would get the more basic coverage.
Again, I explained that this was not needed and that I did not accept this charge. The agent demanded that I show not just my insurance card but my full auto insurance policy so he could review it before he rented the car to me without additional insurance (the woman also trying to rent from the other agent had to call her husband to have the same documents faxed to the rental office at the airport - I was lucky that my documents are available online). This was extremely frustrating as if now been speaking with the agent for more than 10 minutes and although I travel frequently for business I'd never been asked to share full personal documents to rent a car.
Finally, it was agreed that the fee would be dropped. Before I could sign the contract, the agent sad if I scratched or scuffed the car, I would be charged $250 plus my insurance deductible. I was shocked by this, as the insurance deductible would normally go to my insurer if there was a claim. He stated that the insurer would have to try to recover to deductible from Payless, which they may or may not have been able to do. At this point, I accepted that this was a complete scam, and decided to rent with another company at the last minute despite increased cost since I'd lost the opportunity to make the reservation in advance. If you rent with Payless, be prepared for hundreds of dollars in additional, undisclosed fees.

We got our car, we had to check the car ourselves for dents and make a list of what was wrong with the car.
When we go to drop the car off, nobody was there to help us. We had to leave the keys in a box. So we call at 8 am, to tell them what happened. They said it wouldn't charge that card but check back in 24 hours. The next day, the card that wasn't supposed to get charged, got charged MORE than the security deposit that was on hold making that account negative causing the bank to charge overdraft fees. We called for FOUR days straight and my account is still negative. They said we would get refunded ALL the money plus the overdraft fees and we have YET to hear from ANYONE!!! I picked up the car on Saturday, April 22, 2017. I was driving to my father's house in preparation for a funeral for his deceased brother, when I was pulled over by Washington Township Police. The Officer stated he had pulled me over because the license plate on the Black Chevrolet Impala that I had rented actually was registered to a Kia. At the time I did not even realize I had a Michigan plate on the rear of the vehicle.
He asked me for the vehicle registration and I went to the glove compartment to retrieve it, and the glove compartment was empty! No registration whatsoever in the car. The officer asked me if the vehicle was stolen and I replied "no, it was a rental". He then placed me in handcuffs and moved me near the squad car and began asking me about renting the car and where was the insurance for the vehicle. I explained I was using my personal insurance which I had a copy of the policy on my phone. He then searched the entire car, while I am in handcuffs.
The entire time I am crying as I am fearing going to jail and missing my uncle's funeral, for reasons I cannot understand. He asked where my uncle lives and I replied he lived in Harmony. He asked what other documentation I had to show the car wasn't stolen. I replied all I had was the rental agreement, and begged him to let me go, as all I did was rent the car.
He examined my out of state license (AZ) and saw that it matched the name on the rental agreement. He seemed ready to impound the car and take me to jail for the weekend, as nothing could be done until Monday. Through tears I begged again that I would miss my Uncle's funeral. It was not until after he saw the plate number on the rental agreement and the vehicle description of a Chevy Impala was also on the rental agreement that he began to agree my story had some validity. He finally agreed to release me and said somebody in Michigan had really screwed this up for me.
I was shaking as I finished the drive to my father's house and felt traumatized the rest of the trip. I lived in fear the entire trip that I would be pulled over every time I drove the car, and feared the next officer would not be as gracious. I drove the vehicle very little out of fear. So the entire time when I should be focusing on supporting my family for our loss, all I could think about was going to jail every time I left the house. Then after writing me I would not be charged, I was charged $229 which is almost double the charge that was on my rental agreement.

The booking receipt states explicitly that the total price includes all mandatory taxes and fees (see attached booking receipt). The staff person politely informed me that for this price I would not need be liable for any damage to the vehicle. I was shocked - having traveled internationally countless times had never experienced anything like this.
There was a slightly cheaper option but it would require putting a $3,000 hold on my credit card and me paying 80% of any damage - again should any occur. I pre-booked a rental car via AARP travel for a short visit to Florida to see an ill relative. My husband and I checked in at the Payless booth at Sarasota-Bradenton Airport upon our arrival. The agent was friendly and we didn't have a problem with that, however he provided us with false information when he urged us to purchase the pre-fuel fill up option, whereas if we paid for a full tank at pickup our price per gallon was much lower than what we would pay at the pump to fill it at drop-off in West Palm Beach Intl area. So he informed us that instead of having to refill tank at drop-off we would return it on empty with the pre-pay and save on cost of fuel.
Since use of rental would only be for about 15 miles to my relative in Sarasota area, the bulk of the mileage would be driving to West Palm, so we were hesitant to accept the option thinking we would not be using a full tank. The agent then assured us that we would most likely be using the full tank and that if we did not that we could either fill the tank at drop-off and be credited for the fuel we did not use (we used less than half a tank). We accepted the pre-pay gas option. At pickup the car had a half dollar sized dent which was not indicated on the papers so we had to get a valet to validate it on paper, we did.
After our short stay in Sarasota we drove to see relatives in West Palm area. When we dropped off rental at Payless at West Palm Beach Intl location (which is not actually AT the airport, but close by) the agent, Paul was very abrupt and told us we would not be getting a credit for the half tank we didn't use and that the agent in Sarasota should not have told us that because "they (Payless) doesn't do that." When I pressed him further, he rudely dismissed us. Whereupon I told him we would be disputing the charge and that was the last time I would ever do business with Payless again... he obviously could not care less and went on to whatever he was doing. The manager said the rental agent was supposed to go over the "contract" with me - she did not review ANY changes and I left with the car thinking it would be what I contracted online - $113.39 - I tried to call their customer service phone (which is what the manager said I had to do), waited on hold 67 minutes and 22 seconds, then a recording says try again or go to website and hung up one me. I want to speak to someone. The manager said he could credit me back "Half" but I would have to call for the other half. I believe that was a lie and he could have credited it all since I did not ask for or agree to that extra charge.
I plan to let American Airlines (went thru them for this rental), TripAdvisor, Facebook and any other travel related site that what was done was unethical and that there is NO customer service available to help this dispute (filling out a form on a website is NOT customer service). By my math, they still owe me $29.40. My husband and I travel a lot. We have never used Payless that I know of. I do not expect we will ever again. I believe they are counting on the fact that when you rent and/or turn in a car, you are tired, it is crowded, and have to hurry to get the shuttle to/from the airport and catch your flight, so you do not have time to dispute, or double check the "contract" to be sure they are NOT CHEATING. Liars and cheaters, DO NOT RENT FROM PAYLESS.

I returned the rental car with a full tank of gas that was filled up at the Holiday Gas Station 1.5 miles away. I even topped off the tank after reading bad reviews about them. When I returned the car, I left it running to show that the tank was full. I was issued a receipt by "Hannah" which reflected $39 in gas charges. When I questioned this charge she informed me that the gas charge would be removed on the "final receipt" which would be emailed to me. I showed her the receipt from the gas station and again told her that the tank was full and I wanted a final receipt now. She refused to give me a final receipt and told me that it would be emailed to me and "not to worry that the gas charge would be removed". I said that I know this is how companies screw over customers and I wanted a receipt. She said she would email it because I was going to miss the shuttle. They emailed the final receipt which still included the gas charges.
I called to complain and was told it would be removed within four hours. It was not. I called local number and spoke with Peter ** who hung up on me when I complained. I called back several times and they did not answer. I blocked my caller ID and they answered. Peter told me that he would have to talk with Hannah to see if I gave her my gas receipt. I told him she never asked to keep my gas receipt and I had voluntarily shown it to her (she did not even ask to see it). He told me that he could not immediately do anything about it until he spoke with Hannah. I also took a photo of the receipt and emailed to ** and still never heard back from anyone.
I called Expedia to file a complaint with them. They told me that someone would contact me in 72 hours. So it keeps getting longer. I have filed a complaint with the FTC, the BBB and contacted the class action attorney for the current lawsuit. I also left a message for their corporate attorney. This is fraud. Deliberate and criminal.

Do not give your business to this company!! I reserved a full size vehicle with plenty of advance notice. When I arrived at the airport rental lot, they did not have the correct sized vehicle. They tried to give me a smaller vehicle than what I requested for the same price. After I refused to accept that deal they finally gave me one closer to what I originally requested.
Fast forward a couple weeks. I contacted them since I hadn't received a final receipt. They said it would take up to 72 hours to email me the receipt! After the 72 hours went by with no email I contacted them again. They took down my info again and apparently wrote down the wrong email address. I called a third time and after arguing with the rep, they realized the mistake and said a receipt would be emailed within a few hours. All I received so far is an internal ticket notification that my request was received. I spoke with a manager today, and they told me there is nothing they can do and no one they can call to speed up the process. Needless to say, I told him how awful their service was and they will not get my business any longer. After 8 days, I still don't have a receipt!

Talked to the manager who was from Avis and he said Payless has older cars. This is no excuse to have a dirty car. They act concerned but judging from their ratings they don't care. I've rented cars twice from Payless Rentals, both times has been a disaster, I was over charged and the people were very rude the first time. I thought maybe things would be different a second time around. It only got worse, I was overcharged again. The online quote was 64.00 and the insurance was 9.00 a day when I went to pick up the car, I asked how much! The rude man told me he couldn't tell me the price till we finished everything, then stated it might come up to about 80 dollars, I told him what it was online and he stated that online doesn't give you all the charges, then when he total me out it was 100.00 dollars and not 80.00, and the insurance would be 26.99 a day, instead of 9.00 like it stated online. Then he told me I had to have roadside assistance which was 6.99 a day. So I checked out, to only get outside in the car and notice someone had just dropped the car off.
The car was filthy stains on the door, stains on the seats, sticky stuff around the cup holder area, looked like someone had a dog in the back seat, food particles (crumbs) inside the cup holders and on the floor. To top it off I opened the arm conceal and there was old receipts that the previous driver bald up and through in there. I went back in and told the man at the desk about how nasty the car was and I told him I was on a time frame and asked could I be put in a different vehicle. He told me there wasn't any other cars to put me in, but then stated if I payed ten dollars more he would upgrade me to the next size car. I felt like with all that I been through including the poor customer service, that he should've just upgraded me at no cost because the problems I had, was not on me.
Other rental car company's will do that if you're dissatisfied. The outside of the car had major damage to it and I told him to make sure they know that those damages were there because it was a lot and not little scrapes. He rudely took the keys from me and said he would clean the car out real quick! He came back in two minutes, he had threw water on the outside of the car and didn't even dry it off. I turned on the windshield wipers to clear the windows from water. The inside was my main complaint about the cleaniness, which he never cleaned nor did he dispose of the trash in it. Me being in a rush I asked him for corporates number and he gave me a customer service number, I left and had to pay someone to clean out the car because I couldn't ride like that.
I've contacted customer service twice, by phone and online. No one has called me back from when I called on the phone. I received an email the same day after I emailed only for customer service to say, "They're sorry for the inconvenience but there's nothing they can do, and they hope to see me again in the future." I'm very bothered by all this and the fact that I feel like I've got rob, is bothersome!!! I recommend that NO ONE rent from this company... I will keep fighting till something be done, it's not fair they get to rob, steal, lie, and mistreat innocent people.

He gave the clerk his credit card and we proceeded to get the car and drive to our destination. When we returned the car, they charged us $348, and when we protested, we were told that they had to charge us for a second driver at $19/day... we asked to talk to a supervisor, who said he was noting the protest and he would review the tape of our encounter to assure that we were clearly told that we were being charged for a second driver. We were not, since, if we had, we would not have agreed to that.
My companion was the only driver for the entire time... and it isn't clear why they would charge for a second driver anyway, since only one person can drive the car at a time. Clearly, this is a scam to up their profits. I would advise anyone thinking of renting a car from them to be very careful. I am writing this because after reading a ton of these complaints, I also decided to rent from Payless and got ripped-off for $47 additional. This happened recently on 4/14/17. Before you sign your initials on what you decline, you will notice that the first column "YOUR ESTIMATED VEHICLE CHARGES" also has a space for initials. LOOK AT THE TOTAL and see if it jives with your reservation total. It is here they slip in OPTIONAL SERVICES TOTAL TAXABLE. That will raise up your balance from what you thought to what they say. Don't initial the FIRST COLUMN ON THE LEFT and ask them why the total is higher than your reservation says. They often slide it right by you which you initial because you are too busy making sure you initial all the insurance's declination. Secondly, go around your car and take a photo of any place that is marked or scratched. This will go a long way in preventing extra charges.
In all the years of renting cars, Payless is the absolute sneakiest rental agency out there. The Attorney General of Nevada will at least hear my complaint because I am submitting one. Their business practices are deceptive and take advantage of people in lines who are tired, frustrated and eager to pick up their car. READ THE TOTAL YOU ARE INITIALING and make sure if they are out of their car they give you whatever they have at no additional charge. You reserved it, you should not pay a dime more unless you upgrade yourself and know you will be paying more. You should not ever pay more than your reservation indicates even if they are out of your car class. I learned the hard way that they throw in extra fees and push you through the process.

Beware if you rent cars from Payless Car Rental through sites like Hotwire. The rate they post is not even close to what they charge for a rental. My bill was 66% higher than I expected. You get nailed with that later at the rental desk when picking up the car. One could say no and possibly not have a car for their vacation if no other vehicles are available.
Here is what happened. I made a reservation for a car through Hotwire for our vacation in Scottsdale AZ. The estimated costs on Hotwire were $240.92. I arrived at the airport and at the rental desk. I saw the rate at the top of the page that was close to the amount of my reservation so I did not think anything of it. Prices are not always exact. The man behind the desk said he could put us in a vehicle that was just a bit a larger for $15. I asked if that was $15 in total and he answered yes and clarified with him a second time and he answered yes. What he should have said was $15 a day. Not once did he use those words. We were ready to enjoy our vacation. They hand you a contract, which typically details all the extras they offer you so you can accept them or decline them. So I initialed as I always do. I rent cars very often.
Looking at this later they added $152.94 in fees, surcharges, and taxes and now I am being charged $399.39 for my $240 rental. Well my experience with Payless gets worse from here. I have called customer service 6 times to discuss the billing issue and they responded by sending me a copy of my receipt twice. I was told to wait for a response from the customer service team twice. The last time I asked for a supervisor and was put on hold. He said it should be about 5 minutes. 10 minutes in the music on hold stopped and I listened to the phone just ring for 5 minutes. So I hung up and called again, quite angry at this point, and was told that there was nothing the CSR could do about it and that he sent it to someone else who would respond. Their response has been consistent, the $152.94 in extra fees and taxes were on the paperwork so “Sorry we can’t help you.”
I am posting this so that other that read this will not get screwed as I have by Payless Car Rental. Lesson: call them directly after you make a reservation through a travel site to go over all the fees and taxes they will add to your bill. You then can make an informed decision of whether to keep the reservation or to cancel with them and find a rental car company that actually provides their actual rates. By the way, all the time you saved by booking through Hotwire you will have lost by making that phone call.

As a Private Investigator, I always take photos of my vehicle when picking it up and again when returning. I will usually keep photos for two months to make sure no claims are made after dropoff. Today, April 1, 2017 I received a notice that the vehicle was damaged and they are requesting payment of $731.62. So, I guess that my question is why did I get a clean bill when dropping it off after Tony inspected it. It interesting that my photos showed a clean car, void of any damages.
So after receiving this bogus bill, I did what any PI would do, check on previous reports and not surprised that I'm not the first person to be put into this scam. I think Payless should do a bit of PI work themselves and check the camera system in their garage. Why do they do a post-inspection of a vehicle when returned, then sign the clean bill of return and give me the receipt? I think my photos of a pristine returned vehicle would prove otherwise.

When my son arrived he was told that they had no more cars available at the same rate because his plane was a half hour late. But for just 15.00 more dollars for the week he could have the next size car. He agreed since they didn't have what we reserved. (I must say most car companies including Avis which is the parent company honor the price they quoted you and give you an upgrade at their expense.) Being a division of Avis was the only reason I even rented with them. The agent also said that for just $5 dollars a day he could have protection for door dings, scratches etc. No other charges. No hidden fees. Etc. Exhausted from traveling he agreed to the additional $5 thinking parking in the city anything could happen, so better to be safe than sorry. That should have brought our total to around $239.00 plus taxes.
Imagine my shock when I see that the total rental was $683.01 on a barely legible copy provided at rental. They also told him when returned the car two days early that they couldn't find the rental in the system. He went inside and the clerk told him he was all set and they would email a receipt. So far nothing, but a customer satisfaction survey. What a joke. Talk about nerve to ask if we were satisfied. In addition to the lies they told about the rate, the agent told my son, just initial here for the $5 a day fee. But had checked all the liability damage boxes. BUYER BEWARE!!! In addition, and I have rented cars for over forty years from numerous rental car companies, Avis included and the rate they quote you on your reservation is to include taxes etc. Imagine my shock to see Surcharges, airport fees (daily) city surcharge of $31 plus, security fee??? What is that? $35. Concession recovery fee $57. etc. etc.
They do not answer their phone. I have tried numerous times to contact them to get some satisfaction but to no avail. I will keep trying. Though after reading these other review I do not hold out much hope. In addition we returned the car two days early, and since they billed at a daily rate not a weekly, I should be entitled to two days credit for all these extraneous and miscellaneous charges. However, it cost us $50.00 more. I had the courtesy to go back to the Payless counter and cancel my reservation with them, however we had lost about an hour and a half because of their mistake. When I checked a few days later (out of curiosity), to rent a car on March 1st the website said 'There are NO CARS AVAILABLE at the airport location on that day'. CAN YOU BELIEVE IT?!! What good is a great price if you don't have a car to give out when the customer arrives? Needless to say, if Payless were the only car rental company available, at ANY location, I would hitchhike or take a cab before dealing with them. First and LAST time I'll call Payless!

The size car I reserved was not available. Would only give me a bigger car for the full price upgrade. Gave me a smaller car for a reduction in price equal to what the car cost would be. Charged me for insurance I did not ask for. Had to drive 25 miles back to the airport in rush hour conditions to correct their error. Would not fix over the phone. Car had multiple scratches and dents on the outside, big stain on the back seat. Had to go over in detail so I did not get charged when I turned back in.

DO NOT USE THIS COMPANY. They stole my money... I DID NOT USE THEIR CAR AND THEY CHARGED MY CREDIT CARD AND WILL NOT REFUND IT!!! They are liars and cheats!!! Use Fox Rental! They do not make clear their terms and agreements. If you leave LA county you get charge mileage... When we went to pay for the car one of their employees told us we were getting charge for mileage if we leave LA county. We told them we wanted to cancel the car. I wanted them to take it off my credit card and they said they did... Wrong. They trick you into signing up for the car and lie to you when they said they took it off. I was charged for the car that I did not use... This company should be put out of business! They are crooks and liars! Do not use this company... Use Fox Rental. They are inexpensive and a good company.

I initially had a call from my credit card co. inquiring about three charges form the same rental co at the same time. Two I confirmed were for a rental car, the third for $250.00. I did not know what that was for so I told them don't pay it. I then tried to contact the rental office to find out what the charge was for. After at least 1 hr. of trying to talk to someone I finally got a person by pressing 2 to rent a car. I was told the $250.00 charge was a deposit that would be credited back on return of the car. I contacted my credit card co and told them to pay the charge. On returning the car the person said it smelled like smoke and there were ashes in the back seat, I told them I was the only person in the car and that I did not smoke, and that I had been driving with the windows open due to the nice weather.
The manager showed up to check it out and then disappeared so I could not talk to him. And was presented with a bill for $100.00 cleaning charge that I refused to sign, then I was told it would be deducted from my deposit. I was never told there was a deposit required for any reason which is why I questioned the charge when I spoke to my card co. I contacted my card co and was told my only recourse as the charge had not been posted yet was to wait until I received my bill and then dispute the charge. That I will do and never rent from Payless again - I guess you get what you pay for. CHEAP UPFRONT AND THEN PAY FOR IT IN THE BACK SIDE. I would recommend Dollar Rent A Car or Thrifty to everyone as they treat you right!!! Neither had economy cars available this trip.

We traveled from Texas to Newark, NJ. When we arrived in New Jersey my wife and I decided we would rent a car so we went to Payless Car Rental and got a quote. The lady quoted us 160.00 and I asked her if that included taxes and fees. She said yes so we took it. Later that day I had to check my bank account and I noticed I was charged 226.00 so I looked at my paperwork and she had added two different insurance. I called 800 number that was on paper, I was told I had to call location and was hung up on. Another thing I told her I wanted to return car at noon and she put down 8 am. Horrible service!!

I rented a car from Payless Car Rental. It was good at first but the check engine light came on in Georgia. So I called the 24 hour place. They said they do not have a place to exchange the car where I was at. So the light eventually went off so I carried on with my trip. The light came back on in Orlando Florida. So I had to cut my Disney World trip short to go find another place to pick up a car. Bottom line is this company did not want to give me some type of discount for inconveniencing me and my children for the trip that we made. Please do not ever, never rent from this car company.

I booked my car rental with Payless via Expedia.com. When I got to the desk, they rushed me to sign some forms and I was on my way. The man at the desk asked me if I wanted to add drivers the reservation, which he never told me would be extra money. I was never told there would be all these extra charges, like gas per day (which I only used 1/2 tank of gas the entire trip), and an extra $100 for bringing the car back at 2 PM instead of 12 PM. I didn't notice all the extra charges until I looked at my credit card bill, which there was an additional charge of $395 from the original quote of $93. That's FOUR TIMES the amount I was expecting to pay. Absolutely absurd. I'll never use Payless again. Please protect yourself and don't use Payless!

This is the worst customer service I have EVER experienced! I can not call them directly or I am told to wait 72 hours and then email them. When I email them I have to wait 72 hours AT LEAST for a reply. EACH TIME that reply tells me to send another email! To top it off their website won't let me send attachments so I have had to email them. I have sent several emails, with attachments of the receipts since their reps claim they can not read them once they are sent. This has been going on for 10 days now!
I was not sent a receipt in the first place as I was told I would be getting until I saw the outrageous charges on my visa bill and complained. There also was an EXTRA previous charge of $83 for who knows what that was removed when I initially talked to one of your representatives and she gave me my "ticket number" or I wouldn't have had any way to contact them! So If I wouldn't have noticed the Visa bill I would have been overcharged $252.36!
The man who checked me in at the airport totally falsified information putting down that the fuel was only 1/2 full when there was definitely a full tank AND falsified when I returned the car in saying it was 9:00 when in reality I returned it before 9:00 on purpose so I wouldn't be charged for an extra hour. They put my time of picking up my car as the time I went to the counter not when I checked out of the garage with the car which was AFTER 9:00! They SHOULD have that info since there was a man who scanned my agreement upon me exiting the garage.
Like others reviews I have read they charged me for roadside service that I CLEARLY declined on the paperwork. Plus they went completely against the written information on my AARP confirmation papers that say that my TOTAL bill would be $280 INCLUDING TAXES AND FEES!! They overcharged me $169.36! I have filed a complaint with AARP and since I can not be connected to any supervisors at PAYLESS end, if it is not corrected and the $169.36 is not credited to my visa bill I will be checking into filing a complaint with Pam Bondi the Attorney General of Florida and the Better Business Bureau!
I have rented a LOT of cars at this airport from other companies and have NEVER had this much trouble! I also have NEVER had a person stating that the fuel was 1/2 full when it was CLEARLY full and I having to prove that I was not lying by submitting a receipt for my gas. They want to charge me $77 for gas!! I was not driving a tank! Trust me, everyone I know will hear about this terrible service and be totally advised NOT TO rent vehicles from this company when traveling to Orlando. In the future I will be renting from a company that knows me by name not by a ticket number!

His explanation is that I had my initial at car loss coverage, which the staff circled it with her pen and asked me to sign with many other circles which I did not pay attention. My online booking has no power on them. It does not make sense to people choose Payless who wants to save money, end up they paid much higher price for poor services. I discovered that employees (rental agents) of the Payless Car Rental at the San Antonio Texas airport location engage in fraudulent activities by stealing from their customers. I requested a refund to be sent to me for charges on services that I had contested and declined upfront: a fake Roadside Assistance fee labeled "RSP estimated charge" when I saw that there was a $150 difference in my reservation charges and Payless' actual billing statement when I picked up the car rental. The agent alluded that it was only an "estimated" combination of "pre-fuel" and "pickup time difference" charges that would surely drop off when I returned the car. Basically he was lying to me. Why would I want to accept this bogus "RSP Assistance Plan" while on short business drives in/near San Antonio?
When I returned the car, as I suspected, the "estimated" charges had not "magically" dropped off. A second colluding agent stated there was nothing that she could do at the location and referred me to the Payless Service Desk. The Service Desk only looped me back to the original San Antonio agent (Miguel) who of course would not refund his own scandal fee! This San Antonio branch is playing this "deceptive pricing" game (pricing lower than other companies) on unsuspecting customers and then hitting them with these extra bogus charges on customer billings after they have hooked them in. They tried this on me previously, as I had to go back during daytime hours and luckily had a 3rd day shift agent remove the "estimated optional declined charges (Roadside Assistance)".
It is unfortunate that they are motivated by this level of profit greed/theft and are brazen to the point of not admitting it when customers catch them in the act of cheating. I calculated that they used this scheme to overcharge me by 26%! You think that they would be pleased with having a recurring customer spending $400+ per rental with them! You think their brand "Payless" means that until you find out that you actually PAY MORE to fund their cheating schemes! I have rented with Alamo, Thrifty and Dollar in San Antonio without incident, easily declining optional services, and not having bogus charges stealthily forced upon me. I will resume business with others and henceforth avoid Payless. I have learned the hard way so you don't have to repeat it and get cheated by them!

Upon arriving in Denver, the printed rental agreement was $247.84 plus $158.13, a $52.76 overcharge! Since the internet quote does not breakout Fees and Taxes, the agent could not explain the reason for the overcharge, but stuck to the higher price. This is definitely a bait and switch, and we'll be going elsewhere in the future for our car rentals. Payless simply can NOT be trusted!

My wife and I were renting a car at Seattle Airport. When we arrived at the counter, the lady told us they were going to give us an upgrade. I said great. I have rented several times when the car rental company has not had my vehicle, so they give you an upgrade for free. Nothing was said about an increase in cost. They had me initial at several locations. Again, nothing was said about an increase in cost.
When we got our bill, I noticed it was for 439.37. The cost should have been 200.99. I attempted to get a copy of our bill. It took 21 days to get a copy of our bill. When I complained, their response was "You initialed it, therefore you are responsible." I told them I was told I was getting an upgrade but thought it was free because nothing was said about additional cost. I felt like had their speech scripted to make it sound like they are giving you something for free, but in fact trying to over charge you. As I read the many other experience similar to mine, I realize even more, this was extremely intentional in their business practices. I called my credit card company and am trying to get the charges reduced.

Worst rental company ever. We booked a car from Oakland Airport and were supposed to drop off at St. Jose Airport. Total cost was supposed to be $275 for a Ford Fusion. But when we went there we got Nissan Juke (so tiny for 4 of us with luggage). We didn't want to wait for long so we took that and I called at their 800 number to see if they can change the car later at other location. They said "No" we have to go to same location if we want to change it to our original car. We were getting late for our event so I thought of dealing with this issue later when we reach home. Dropped off the car at the mentioned Location on 21st Feb around 5 am and few hours later we were charged $303 extra.
Called Payless. They said we got charged because it had smoke smell. We are vegetarian family. Never smoked in our life and never even had alcohol. The smell was there when we rented the car. We didn't even know that we are supposed to tell them about it. My husband always check any scratches and stuff but we had no clue about this. My husband was at work so he told me to call them and explain. I called and was told that because we dropped off the car when the office was not open and that's the reason we got charged $303. So as of now we don't even know why are we getting charged.
By the way, at St. Jose Airport every single company has different parking levels where you can drop off your car and the keys. Payless cars level id Level 7 and we saw lot of other cars that were parked there with car windows open and car keys inside. We even saw guy who guided us that all we have to do is park and leave the keys inside. I am for sure going to fight this but posting my reviews for all of you to be aware. I have been told that a ticket has been generated and someone will contact me within 72 hours. Let's see what happens. I will dispute these charges for sure.

I called to reserve a car. Picking up in Dallas going to Austin. Explained to the booking agent that I would be returning, but did not know when. He talked so fast I hard time understanding him. Ask him to slow down 3 times, but he never did. I stated I did not want to pay for the car to sit at airport, but would be returning 3 to 7 days. He quoted me price for the 1 day. I accepted. Showed up at the airport and there was no reservation. Checked email, nothing. He said he would send me email confirmation. So I rented a car for the day and a drop off fee was added since I was not paying for the days it was sitting. When I called to complain I was informed the reservation was for Austin and returning to Austin same day. That was the price I was quoted. Where he got that I have no idea. He pressed me to make return reservation. I almost had to get rude explaining I could not as I didn't know when I was returning.
No email because he had it spelled wrong. I spelled it for him more than once. So I opened a ticket to complain and ask for a refund. I would have been happy to pay them the fee for the day, the drop off fee not so much. I was trying to avoid that. Agent "no problem". After waiting 3 days I get an email stating they were issuing a refund and I would have it in 7 to 10 days. Didn't mention how much refund was. It came in 2 days and was $15. So I sent them back an email saying that was not acceptable. The agent totally screwed up reservation and was requesting remainder of drop off fee. Received email back. There would be no more refund. I will never rent from them again. They are idiots.

My friend K and I were traveling to Arizona and rented in advance from Payless which looks nice enough. We asked upon arriving at the rental counter if we could have K drive the car also. The counter sales rep said "SURE!" We were not told of the daily $13 fee it costs to have a second driver. It was only when I returned the car 5 days later I was presented with an invoice for $92 extra! I think a company that strives for honesty and good reviews does not withhold information about additional charges. What's more is K didn't even stay in Arizona more than 3 days, so I was clearly charged 2 days he wasn't even there to drive!
When I went online to register my complaint I was told, "Sorry, this is our policy and we're sticking to it!" I'm appalled in this day and age business is being done this way. They figure they can fly under the radar and if they get caught once in a while, well, no problem. We're just the little people. I have rented from Payless several times but never again. When renting a car, I always decline the extras and add-ons. This is normally easy to do. In the Payless rental agreement there are four places to decline and initial. On my latest rental I did just that: 4 options, 4 declines. I initialed and signed, the agent gave me my folder with the parking spot, and off I went.
When I returned the car, the rental fee was more than DOUBLE what it should have been. It seems that the "electronic" version of the car rental agreement showed me accepting the CDW coverage at $25 per day. They did not give me a copy of the "signed" rental agreement with my initials declining this service. I contested it on the spot but got nowhere. I contacted Payless corporate. They refused to refund the charge. They also refused to show me the signed and initialed copy of the rental agreement which they should have given me at the time of rental, but did not. This is a scam. Be very careful renting from Payless. If you rent from Payless, insist on a copy of your ORIGINAL rental agreement, not just an "electronic" copy, and look very closely at all of the items to be sure they are correct before accepting the car. Better yet, consider renting from a company with a better reputation.

The bottom line stay away from them. They are all liars and not reasonable people especially management and supervisors. I booked a car for 4 days rent online for $80. On picking up they changed the car (which usually happens), they didn't explain any reason and I didn't mind. The new car is still almost same size and same level, the charges on the paper was high. I ASKED WHY IT IS NOT $80, the guy replied with careless that it will go down again when I return the car with full tank.
I returned the car after four days with full tank. I asked them again about the amount, they said it will go down like they told me. After few days it is $170. I called them. They didn't compare over phones. I opened a ticket, I reply was I requested upgrade and agreed on paying almost $90 more which never ever happened and doesn't make sense either. I called again, no one is helping. Opened a new tickets, explained all the discussion between me and the counter guy that never mentioned a word about. Again the reply was, "We don't issue refund and that's final decision." No one agree talking to me! I can't have a live person!
They are rotten bunch of people running the company. Even Expedia when tries to interfere they didn't cooperate with them. I have booked rental vehicles from airports several times in the past and always had a pleasant experience - until I booked a Payless rental! Don't be fooled by their low prices. I was supposed to be charged $129 + insurance that I was told is $26/day, coming out to $233. I was randomly charged $345 on my credit card! When I finally fought to get a receipt, I found all these miscellaneous charges on my summary that I have no idea what they are for!
When I called Expedia to complain, they called Payless for me and said that I would have to deal with them directly since Payless was not cooperating with them. I called Payless at every extension and could not get a hold of ANYONE! Every line goes to voicemail. I called Expedia and explained this, they said the manager told them I have to go on the Payless website and submit a form on the Customer Service tab about being overcharged. When I submitted my form, they sent me a response: "We're sorry but once a rental agreement has been completed and services have been rendered we are unable to make any changes or issue refunds."
This entire experience of going in circles with this company has been a nightmare! Unprofessional and unhelpful. Payless rental is a complete SCAM and I will NEVER book with this company again. I am currently having my credit card company help me fight the excessive charges. What a stressful ending to my vacation.
