I used Travelocity to rent a car in Dublin Ireland at Payless/Budget to get to Shannon Airport as my airline changed locations because of the Boeing MAX 8 Grounding. I was told it would be $72.85 US dollars for the 12 hour rental. When I arrived at the airport after flying all night they told me it was 72 Euros and charged me 28 euros for not taking their optional insurance. The $72.85 turned into $113.94 and I was stuck because I had a meeting at 3pm and it was already 9am, so I took the car. I contacted Travelocity and they said I had to take it up with Payless/Budget. I will never use Travelocity nor Payless/Budget again. There is no respect for customers by this company and be forewarned before using them.

The Payless we dealt with is part of Firkins car dealership, Bradenton FL. They use them when repairing our vehicle. The rental they gave us died 3 times in middle of the road. We managed to get it home and when we called the mgr to tell him, he told my wife to try to drive it back to dealership!! Or call roadside assistance (another 15 mins on phone) and an hour and a half to pick it up. We requested they bring us a car and he stated, "Nope, can't do it." Mind you they are only 10mins away. So finally after complaining to dealership they came and swapped out the vehicle. What kind of rental business tells a customer who is having trouble with a vehicle running, to drive it anyway - Payless that's who.

Payless/Budget car rental from Hartford Bradley Airport was the worst rental experience in my entire life. I waited 20 minutes for the first car they gave me. It was a large jeep, not at all what I reserved which was an economy car and then as I pull out I noticed it had no gas. I drove back in and the attendant told me I probably didn't read the gas gauge correctly. He tried to start the car and it wouldn't start. I waited 25 minutes for the the second car. I noticed that it had a license plate that was not the same license plate as stated on the paper document. They then gave me a third car. All of this took OVER an hour. I was then stuck in traffic and was anxious the entire trip to Boston. I barely made it to my international flight. Now to add insult to a horrible experience I have been charged for car tolls when i specifically told them that I was using my own EZ pass and made sure the transponder was closed on the car.

I rented a brand new Nissan Rogue from Payless in Reno, Nevada on July 17/18 2019. The bottom line charge was $198. I was worried about hidden charges based in bad reviews I read on the Internet. When I returned the vehicle on July 20 in ref's evening, everything seemed okay. The attendant assured that everything in order for tags $198 charge. Lo and behold my Visa statement showed a charge of $343. I was cheated out of $145. Payless is a scam organization and needs to be shut down. John

I rented an intermediate level car, but was given a Nissan Versa (lower class) without power windows or locks - broken key, seats had stains and car was grimy. When I asked if this was the correct class, I was told it was, but offered an upgrade for an additional 15.00 a day to get a different Versa with power windows and locks. I was lied to about the class. I didn’t know any better and was pressured to sign documents to complete rental. I was foolish and left with this car as I was pressed for time due to family health emergency. Upon arriving at the hospital and looking at the interior (in better lighting) - I noticed the stains and filth, along with the key that didn't work in the passenger side lock. No way to open that door. :( Trying to resolve this through CarRentals.com has been a nightmare. Steer clear of Payless and CarRentals.com since neither company accepts responsibility or values customer satisfaction.

The most terrible car rental experience. Will never rent from this company. People beware it's a total rip off. Had to wait in the line over 30 min, but I was extremely patient. But I never received the car I reserved. I drove from NY to DC and later I was charged 68 dollars for TOLLS, which is way too much. Because initially when I asked they told me the car has an EZ pass. But for an EZ pass it should only cost half that amount. You can get cheaper rentals with much better service.

I rented a vehicle through Payless to pick up at Newark airport for two days. Returned the vehicle after extending the time by one hour. Received a receipt for total payment of vehicle. Next day I have a 424.00 charge taken by Payless. I call customer service. All I was told was that a request of escalation of review would be done and I would get an answer. That was last week. All I received was a breakdown of charges. Again with no explanation and no one to speak to. 4 times spoke with customer service as well as emailing customer service over a week now and charge is still on my CC and no answer.
I also entered a dispute for the charge with my bank. So far no resolution in removing this charge. Now looking to find their corporate office for resolution. Very frustrated with this company that supposedly has customer service people from another country who know nothing about resolving billing matters and just give you boilerplate answers. I wouldn’t even give this company a one rating. Horrible, but I’m not giving up my money to these thieves. Would never recommend them to anyone. I rent vehicles several times a year through other rental places and have never had a problem like this. Would never use them again.

Priceline quoted me a total of $241.38 including tax. Payless at the Philadelphia airport charged me $327.66, $86.28 more than the quote. Payless PHL told me they did NOT order Priceline. I'm not happy at all with this process. When I called both, each said the other was responsible. I used Priceline before but this has turned me off of them forever.

They refuse to discuss on the phone and they basically said “too bad” with no explanation for the difference in their email response. Contact me if you are interested in hearing more about this experience. It’s absolute fraud. I noticed other articles and BBB reviews citing similar experiences. This company is **. They overcharged me like crazy, a whopping $511.33 for 1 day's worth of rental which should be $65.91. Then they said they’d credit me around $300+. Sent me a receipt which shows a charge of $49.95 for FUEL even though I returned the vehicle w/ a FULL tank. So now twice, they attempt to overcharge me. Their customer service is a joke. Filed a complaint with BBB and Attorney General of Florida. Still waiting to hear from Paycrap.

Rental car broke down in the middle of nowhere. Payless told me to call roadside assistance. Roadside assistance said that I had to pay for the tow because I declined roadside assistance. Maybe I did, maybe I didn’t. Besides the point. The car malfunction was due to their lack of maintenance. My son and I sat on the side of the highway for 5 hours before I finally called CHP. The highway patrol gave us a ride to the nearest town. LMAO! Way to go Payless. Congratulations Payless for winning the worse customer service award. And another congratulations for leaving your customers stranded on a busy highway!

I booked a rental car in Florida from Payless, for an agreed price. Before l left home l called several times asking them to verify the pricing, and both times they assured me the price was correct, and there would be no additional charges. Thus assured, l picked up the car, trusting them at their word, which they lied to my face about at the checkout counter again, sneaking in charges for roadside assistance, transponder charges which were not even needed in Tampa, etc. When l got home and saw how dishonest they had been, l called them to complain. They refused to do anything about it, saying l signed the agreement at the counter when l picked up the car, so too bad! By the way, the Better Business Bureau has issued a national consumer alert about Payless. Should be renamed "Paymore". Lesson learned... Next time I'll read the contract before signing and walk away if that happens again.

We couldn't care less that our car was covered with dings and dents - it was the threatening, aggressive upsell pitch from the man at the check-in. We nearly walked away. Worst car rental experience in my life. Not located at the airport, extra-long shuttle wait, extremely long wait to get car (only one employee at counter), reserved car not available (downgraded to a mid-size SUV for the same price), off-site hours 7-11 had to have someone take me to the airport for my 8:20 AM return flight, charged additional $$ for car, customer service # goes to India and they can't tell you why there were extra charges (which ended up being a late fee because the location did not check my car in that I had to drop-off before business hours until the next day). Finally got the refund for the extra charges but that took five days. Never, ever again.

Wish I had checked the reviews for Payless car rental in Houston, TX. When picking it up they said it was inspected with no issues. They said if any dents larger than a quarter or scratched larger than a dollar bill occur I will need to pay for damages. Before I even got close to the car I could see a dent. Then I found another one. I documented that on the paperwork and had a worker acknowledge it. The worker was rude. Then the second night I was pulled over for no taillights.
I called the emergency number and there wasn't much they could do so I waited until morning for a new car to be delivered but then they said they did not have time to deliver a new vehicle but I could drive there to pick it up. This was about an hour away. I would have to cancel my plans and waste money for reservations I had so I just drove the car during the day. For the next 3 days we had to do all our plans quickly so we could get back to the hotel before dark. This was so inconvenient. I emailed the manager twice (Ed **) and never received a response back. Would of been nice to know all this before using Payless. This was my first and last time using them.

I rented a compact from their website however at counter I was told the only thing available was a VW Beetle which he argued was similar to a four door compact. My only option was a Camry upgrade which started at an extra $12 a day then he dropped to $9 and when I continued to question he dropped to $9. I had no choice but to sign for the Camry which ended up well over $200 more. When I went to the parking garage I could see a number of compact cars but not one Beetle. The young lady working there confirmed that they did not have any Beetles there and she cancelled the Camry and gave me a compact for the original price I had booked. The guy at the desk lied to my face and scammed me... To me this is Fraud.

I do not have the time to sit here and write my complaint. This is by far the worse company ever. They operate one hell of a scam!!! I rented the car at the price I was quoted. Once I returned the car, I fly home after my vacation. Little did they know that I was going to be that ONE customer who would check his credit card. When I did, they had charged me $102 more than expected. After spending some time, I finally opened a ticket. Going back and forth with over 20 messages between us, they finally said that if I provide receipts for the gas, they would refund me.
You see, they started that they had to put 8 gallons of fuel in the vehicle. After I swore a little bit, and got angry I showed proof of fuel. Now they credited me the $102, and closed the ticket. Not a Sorry Sir, apologize, or our mistake sir. Just credited the money. My time is worth so much more, and I or my business will NEVER DO BUSINESS with them again. They are a Scam, and they hope that none sees their credit card, so that you do not notice. They are unprofessional, rude, disrespectful, and lawless. From start to finish, my experience with this company was horrendous. I had originally booked a full size car with Payless through Expedia. The total cost that was due via Expedia was $87. I opted to purchase $40 collision insurance through Expedia as well as rentals are not covered under my personal policy with Progressive. When I arrived at the rental pick up, I was pressured by the customer service agent multiple times to purchase additional insurance, upgrade the car, purchase prepaid gas, etc. The prepaid gas option was especially confusing as they charged $2 a gallon when the cost of gas off site was $1.81 at the time. The customer service agent laughed at me when I declined and assured me that their option was cheaper. I again declined. I signed the necessary paperwork and was handed the key.
The customer service agent told me to go out into the lot and hit the panic button and I would find it. I found the car easily enough (a mini van) and was on my way. I will say that the car was clean and ran well. I returned the car early on Monday with a full tank of gas as I was instructed. Later that day I noticed that my account had been charged much more than I had anticipated. $143.88 was withdrawn as opposed to the $87 I had expected. I tried to call Payless customer service/billing to no avail. You are not able to speak to someone about your questions or concerns.
The only avenue to have an issue addressed is to open a “ticket” on their website that someone may or may not respond to. I expressed my issues and awaited a reply. The reply stated that since I had already paid and the reservation was closed, they could offer me no refund. I stated this was unacceptable I explained that if any additional costs had been added, it had been against my will and without my permission. They responded by sending me a receipt of services that I had initiated. Indeed on the receipt, the customer service agent had added additional liability insurance of $16.25 per day that I had absolutely not accepted.
My mistake was trusting this agent and company to not charge me for something I had verbally denied. I will never use this company again and would not recommend it to anyone else. The customer service was callous and unhelpful. The staff was rude and condescending. I would assume that it would be more beneficial to go with a larger rental car company such as Enterprise or Hertz even if the rentals are at a slightly higher cost. They at least seem to run their business with an ounce of honesty and dignity.

We arrived at rental desk after long travel and late at night. The clerk explained only some of the additional expenses incurred. My fault for not reading although I was very tired from travel. What should have been a $182 charge ended up $369 due to several "additional fees". However, I did write a letter explaining that their business practice was deceitful in not fully explaining all charges, but they have yet to give me the courtesy of a replay after 4 months. This was the WORST rental car experience in my life. I called the 1-800 to extend my car rental. The customer service agent said that he wasn't able to assist me and I would have to contact Payless directly in ATL. I called ATL and was routed back to the main reservation number. I explained to the next agent that I called ATL several times and I keep getting routed back to the main number.
I asked if he could help me and he said he was unable. He suggested that I return to the airport in Atlanta to see if they could extend the reservation. I was 2 hours away from the Atlanta airport and I am being told to return to one of the world's busiest airport to see if they can extend the rental. That was beyond ridiculous and absurd. I tried calling Atlanta again and was routed back to the main number. This representative told me to press 5. I call Atlanta again and press 5. After pressing 5, I am routed back to the main number again. I asked for a supervisor and the representative never transferred me to one. He said that there wasn't anything he could do to help me.
The next morning, I called again. The representative said he would email my request. I was given a ticket number. He said I would receive an email within the next hour with an answer to my request. I NEVER received an email. I called back again and gave a different representative my ticket number. He said that he couldn't help because they were still waiting on a response. This company has the worst customer service. I booked a car with this company as a local renter. Please be advised that there are restrictions on local residents. The rep at the counter would not apply any reasonableness to the situation at hand. Due to being a local renter they require documents that support you being a local resident. One of the documents can be a current utility bill. Since my utility bill was not current I asked could I suppose a receipt of payment in full due to the fact that statements are only generated every 30 days. The answer was no. I then asked, "Is there any other document that you would accept?' The answer was no.
After leaving the airport via Uber that cost $20. I called the corporate office and was informed that a bank statement pay stub or a current utility bill would suffice for supporting documents for a local residents are then return back to the airport to see why was I given misinformation. The response was, "Well we prefer utility statements." The website does not say prefer. The website says that supporting documents would be current utility bill pay stub or bank statement. After it has been acknowledged that a mistake has been made... now there are no cars available. I then wait for over 2 hours. Again I am inconvenience due to the poor customer service and poorly ran establishment. I speak with a supervisor and she doesn't offers or willing to make any concessions. I would I strongly advise any consumer not to deal with Payless Rental. They are very unprofessional and unethical.

My family had to travel to Pittsburgh for a funeral so I reserved a car from Payless and requested a toddler seat for my son. When we arrived at the post office no one was available in the airport so we had to go outside to the parking garage and see an attendant. The attendant handed me the keys and made me retrieve the car at the other end of the parking garage and drive it to the booth to check out. We rented a SUV Mitsubishi Outlander from Payless Rental Cars in Puerto Rico because they were the only company with vehicle availability through the Southwest app or otherwise. We were hesitant to rent because of all the negative reviews. However, we proceeded carefully knowing it could have been problematic. We arrived via plane to the airport and waited over an hour to get a shuttle to the Payless rental car station, which was located outside of the airport.
We called several times and they would just reiterate that someone was on the way each time. When we reached the counter, they tried giving full size SUV away to someone who had booked a standard vehicle and was attempting to upgrade it. I objected to that since he did not have a reservation and I already did. Suspiciously, Payless also preferred that I just use the credit card for my insurance, rather than my insurance company. At the time, I thought nothing of it, but it stood out as unusual. Anyway, the customer service was terrible. The tried to avoid inspecting the vehicle prior to my signing for it. They glanced over major damage and we had to insist that he document the pre-existing damage the was present.
After documenting it with a “S” for scratch, we took the vehicle. We drove it without any issues. When we went to return the car, they immediately tried claiming that there was no pre-existing damage. We showed them the documentation, and they responded that the pre-existing damage was not that bad. A different person, inspected it during the day and wrote a slightly different code. The code was “MB” for missing/broken. The state of the vehicle was unchanged evident by pictures of the vehicle that we had taken before and after. They took over an hour to “handle” the situation and delayed our transit to the airport. They charged my credit card for the deductible without my consent. When I found out what they were trying to do, I tried to freeze my credit card, but was unable to do it before they charged me again.
When I looked at my charges, I noticed that Payless had actually charged the full amount for the rental up front and not when I returned the vehicle. I asked to speak to a supervisor to show the pictures and state my case but they refused to listen. I called Southwest to report the situation and they sent me a form for me to complete and reported that it would take months for them to verify the details and that I would not be reimbursed. This is a fraudulent business. I imagine that they are not permitted to do business on airport grounds because they are not legitimate. I will never rent from them again. I suggest that you beware and avoid them altogether, if at all possible.

I rented a car and went to pick it up at 8 pm at night, so it was dark out. No one from, the company came out to inspect the car with me and I didn't think about trying to take pics at night. The next morning when I got in the car to drive, I noticed numerous dings, scratches, and paint chips all over the car, but by this point the car had been in my possession all night (in my driveway).
I drove the car to my destination, backed it into a parking spot at the hotel, and there it sat until I drove it home. They filed a claim saying I dented the trunk lid. How does that happen when a car is backed into a parking spot and left there? Mind you, there was a curb behind me, not another vehicle. I take the car back, turn it in, and again no one comes out to check the vehicle, even when I asked them to. Turned it in at 6pm and they didn't check it for damage until the following morning at almost 9am. It sat in the car rental parking lot the entire night, where who knows what could have happened, and now I'm having to deal with a bogus claim. In October of 2018 I reserved a car with Payless through Southwest Airlines that clearly stated on the reservation Unlimited Mileage at no-charge. When I arrived at the Payless counter in San Diego during a casual conversation the Payless employee questioned my destination which I freely told him was Yuma, AZ and was headed there as my son who is a US Marine is stationed there was having back surgery on the following Tuesday. I was then told by the Payless employee that there was going to be a Zone 3 $150.00 mileage charge as I was not staying in the San Diego area. I was told if I did not agree to the charge and sign the rental agreement I could go elsewhere to get a rental car. As my son was having back surgery in Yuma, Az the following Tuesday he left me no choice but to agree to the charges or risk no car rental and not being with my son during his surgery.
As my original reservation agreement clearly stated unlimited mileage and a total figure of $226.97 this is the amount I expected to pay. I was given a take it or leave it and go elsewhere option by the employee and I choose to take it and deal with it at a later date rather than risk missing my son's surgery. I do not agree with the charge even though I did sign the rental agreement as I was given an ultimatum by the Payless employee even though I presented him with a copy of the original rental reservation information from Southwest Airlines. Payless Car Rental (Payless) deserves an 'F' grade as far as I'm concerned. Let me be clear: I am not someone who takes the time to write reviews very often; however, Payless' conduct has been so egregious that I had to work the crafting of this review into my busy schedule. Also, this is NOT defamation; I have time-date stamped photos, message-board conversation, and three witnesses; all of which can verify the details of this submission. Finally, Payless was pre-warned of this review's pending publication and was given an opportunity to defend its behaviour (an opportunity that has yet to be utilized).
The review: I rented a car from Payless in Las Vegas for six days this past September. The company's agent refused to complete a condition report at the outset -- so I took my own photos instead. Then the agent implied that the vehicle was fine when I returned it on September 13. Forty-six days later(!) Payless wrote a letter addressed to me which contained an accusation that I had caused damage to one of the vehicle's tail lamps during the rental period (said damage is clearly visible in my photos which were taken minutes before I ever put the vehicle in "drive").
Payless then charged my Visa credit card $437.38 USD without my permission (presumably they were able to do this because of some unread contract clause-- not unlike if a hotel were to later charge someone for damage inflicted to one of its rooms or property-- although Visa reversed the charge when I disputed it as being unauthorized later).
As a result of a local postal strike I did not receive Payless' letter until November 8, which is the same day Payless received a heated reaction from me. Following the conversation a member of their staff created an online service ticket designed to handle the dispute; then from November 9 to November 28 I spent precious life-hours going back and forth with The Payless Customer Service Lead (The Lead).
The Lead's first message to me stated: "...it has been determined that this incident was the driver’s responsibility..." and "...Because this is a renter responsibility situation, the charges have been deemed to be valid and a refund is not warranted..." It was DETERMINED? HOW?! When pressed to reveal the proof that I had inflicted the damage, The Lead dodged the demand and asked me to defend myself by submitting the non-existent condition report. When pressed again she stated that "We have forwarded your information to the location for further review." When given a deadline and threatened with negative reviews she continued to offer no proof but did offer to refund 50% of my $437.38 USD.
Finally, when given a deadline and threatened with possible legal action she finally conceded that there is "no documentation on their side." Payless promptly refunded my money and stated: "We apologize for any difficulties you may have experienced during your rental. We hope you continue to choose Payless Car Rental as your rental car company of choice." "NO DOCUMENTATION ON THEIR SIDE" ever existed... And yet I was subjected to a lengthy and stressful process. I rented a mid-size SUV through Expedia for my weekend trip in Colorado from Payless. I had one cost agreed to when I made the reservation and at the counter it became over double the cost. They said part of it was because I was "checking in early". My reservation was for 4 pm and I was at the counter at 3:40 pm. When I returned the car I got a bill for $63.27 additional with them saying I didn't return the car until the next day. Wrong again. I had to provide a copy of my flight itinerary to get them to credit my card.
Two weeks later they bill my credit card again only this time for "Toll charges" and I never once traveled on a toll road. The toll was charged in November-when I wasn't even in Colorado. There is no way to reach them by phone and resolve the issue-they force you to fill out an online complaint form. This makes two fraudulent charges on my Visa.

They also try to talk you into paying $10-25 more per day for an all wheel vehicle because there might be snow. Like a front wheel drive won't work in snow. I wish I had, they offered me a "free" upgrade, but ended up charging me an extra $113 for insurance. I declined. Should be to easy to fix right? Nope, they fought me tooth and nail for three months, refunded half, then took it all back when my credit card company got involved. I called customer service back, and explained the situation, and was told to purchase a new tire, and I would be reimbursed upon returning the vehicle. Upon returning the vehicle, I was told there would be no refund.
After a discussion with the manager Mr. Robert ** I was given a partial reimbursement. I forwarded all the information to the corporate headquarters, and was told that there would be no further reimbursement. Was asked on site if we needed a GPS in vehicle, which we did because of some traveling around to outside areas, and marked it as such. No GPS was in car, and they would not give up one without a HUGE upgrade charge. Then when quoting us the total amount, was way above (doubled) what the amount was suppose to be, I asked why, and was told it was for INS, which I then explained we had full coverage on our vehicles and it also covered any rental and we would NOT need that, to please remove it. She seem to do so, or said she did.
Upon closing, my husband stepped up to sign, since card was in his name. He did not read the contract, but trusted her since she had just confirmed by mouth the correct amount. Upon return of the car, we realized she billed us for "Loss Damage Waiver" amount of $188.16. Before paying we tried to explain that to the lady at the counter. She was NOT going to correct it. However I found Payless charged extra $28.26 and then $124.44 to my credit card without any notice in advance and even afterwards.
Not wanting to waste time arguing with them I determined to consider the $28.26 as e-Toll fees, but I sent Payless my letters a couple of times requesting for their explanation of why and under what pretext they unilaterally charged the extra $124.44 to my credit card afterwards, though I had paid their billed total amount in advance. But they'd never replied to my letters, whiling sending payment demanding notices only a couple of times.
Then they simply sent my case to a collection agency. Last week I tried to rent a car at Budge Car Rental, but was refused because there is an unpaid debt on my credit record. I landed early and I arrived early to Payless around 11:45p. The lady at the desk said that she would match the price I agreed to on Expedia.
After two attempts to get me to sign a car rental agreement (thank God I read them because they were higher than Expedia) she found a lower rate than Expedia! I thought that was weird but I accepted the blessing and went to pick up the car... immediately I noticed a few damages to the trunk and the gas hand was not full. I documented it with the agent that appeared offended and after several min of conversation about the gas hand, I sign a form documenting the problems, he releases the car... when I returned the car in the exact same condition including the gas hand the agent asked do I want a receipt or can they email it... I told him to email it... I asked, "Was everything ok?" He said, Yes you're all good..."
I leave to take my returning flight to Chicago once, I land and get a min to settle down (the next morning). I check for the charges and can you believe it I have been charged double from my signed agreement! And $100 more than the charges for Payless on Expedia. When I called to ask, "Why? Whats going on?" I was told it would take a few days to get the invoice because my initial agreement with Expedia was cancelled! When I stated, "How can you see a cancelled agreement (your company cancelled) and not my signed agreement?" He was became rude even threatened to not send the request for the invoice through.
When I asked for a manager I was told the manager was busy and would tell me the same thing as he... when I told this extremely rude person to let me speak to the manager anyway the rude person put me on hold returned after a short time and said, "The manager is busy. Goodbye," and hung up! I looked up Payless corporate number and was re-routed back to the Phoenix airport location...

Two weeks later, I received a letter to my home address, saying that they were going to charge me for the damaged mirror, even though they'd already made a note of it when I picked up the car as the damage was already there. I've tried multiple times to contact them and I keep being given the same phone number and told to call them.
I now have two claim numbers, but no way to actually submit the paperwork to them showing that the clerk marked the damage on the paperwork when I picked up the rental car. And no way to contact the people who work at the Austin airport where I would assume that paperwork showing the damage would live. The phone number just goes to a call center and not to anyone who actually works for the rental company. I reserved a car online with Orbitz for an economy car from Payless for my wife. A nine day rental. The quote was $199 with all state and local taxes included. When she arrived they told her there was a $209.81 deposit. Quite an odd number for a deposit. Stupid, but understandable - we expected a deposit. She specifically asked for no added extras and declined their insurance. Because she declined their insurance, she was charged $99 for declining their insurance. Why should we have to pay for insurance when our own insurance covers rental cars? There were a total of 10 "other charges" that totaled $260.53 add that to the $199.28 that was the actual cost of the car rental and the total was $459.81 before adding the $209.81 for the deposit. So the total at the time she rented the car was $669.62. We were told $199.28 was due at time of rental. In reality, it was more than three times that.
Payless Car Rental at the San Diego Airport - My wife complained about the deposit and she was told they wouldn't charge her the deposit. On the day of rental, our account was charged $209.81 (deposit fee) and another charge for $250. The next day the $209.81 charge was no longer pending (it had been processed) and the $250 had dropped off our account. On July 12th, 2018, 4 days after she returned the car, they again charged the $250 that had originally been charged but then dropped from our account.
My biggest issue is: $99 for declining their Collision Insurance - Seems like that should be illegal! $9 vehicle license fee, 26.55 RSA fee - wanted to decline roadside assistance but was told it's mandatory, $3.95 for using a debit card (that could have been charged as a credit card), $37.08 Airport concession fee. There are other smaller charges as well.
I don't blame Orbitz - although I will never rent a car through them again. Now, after researching Payless, I blame myself. I should have done my research ahead of time. Based on what I have found since researching Payless, they have a long history of making people pay all the additional charges. In fact, it seems that is how they make their living. Their profit doesn't come from renting cars, it comes from all the extra fees they either tell you are mandatory or they slip in hoping you don't notice. I suspect other car rental services do the same stuff. But it should be illegal to be given a quote when you rent a car that says "Amount due at time of rental: $199.28" When in reality you are going to walk out of there paying $500.
My advice is to stay away from Payless (part of AVIS) and do your research before you rent a car. The economy car she was given was in bad shape and as base of a model as you could get. No power windows or power anything. Just a car that had a sputtering engine. Please do your research so we can stop making these companies rich because they feel they can get away with it.

Well she never credited me back for the two additional days.
I had to call customer service who then tells you they have to open a ticket for someone else to help you. They would contact me via email. I then get an email highlighting my gas credit. Like that was solving the problem... I ended up calling my credit card and stopping all payment to them. This is the WORST car rental experience I have ever had. I asked to speak to his manager named JOSE ** & he wasn't there so he called him over the phone & when I explained it to the manager that I didn't agree to pay that much, he said, "Oh well." No one spoke English! Payless told me someone had to speak English & have the contract form in English! I have been calling Payless for the last 6 months (maybe 25 times already) & every single staff does not know who I can speak with. I have even been asked to email documents/proof and no one has emailed me back. I am sick & tired of being ignored. I have been manipulated! This is not fair & affecting me emotionally and mentally. So much anxiety, anger, sadness, & hate. Do not rent from them! EVEN IF YOU THINK YOU WILL SAVE MONEY COMPARED TO OTHER RENTAL COMPANIES, DO NOT DO IT! I called Travelocity and they took all of my information, recorded my testimony, but NEVER called me back! No support!

Location: Denver CO Airport. Worst rental experience ever. When we checked in the associate told us that we deserved an upgrade, of course he DID NOT mention that he would be charging us for it, just initial here, here, and sign here. Long story short, our $246 rental turned into a $466 rental. Already filed a BBB report and now I'm off to leave reviews over every possible platform. This company is the worst.

Orlando Florida MCO Airport ---I am currently on vacation but I'm so disgusted with the company I have to leave a review and aid in warning people before you use this company. I booked a rental for June 7th in advance on Expedia. I paid in advance for Collision Damage $50. Expedia let me know that $85 will be due at counter.
Upon approaching the counter, I notice there was a line for Hertz, Enterprise, etc...but no one waiting in line for PAYLESS. Smh. This should have been a warning. Once I approached the counter, the lady ask for my credit card and ID. But before the little lady explained what I was paying for, she quickly swiped my card. Once I reviewed my receipt, I let her know that the charges were not ok and she should go ahead and cancel the whole transaction which she did. Now there is a hold on my card which they say should lift by Monday June 11, 2018.
After reading these reviews I am happy that decided not to take any of their ** vehicles. I would be in a worse situation than I am now. They are still holding my money. I call to speak to a supervisor and OLIVER [a PAYLESS representative] hung up on me. Smh. They are liars and scammers. Do not waste your money here!

I reserved a car through the Payless website for a trip to Breckenridge from 4/20-4/27. When I reserved my car to Breckenridge for the week this is the email I received back showing a reserved car for a Toyota Corolla or similar (STANDARD/INTERMEDIATE CAR) Booking Reference Number: ** - Confirmation no. **. When we arrived at the airport location to pick up the car (Toyota Corolla or similar) I was informed by the agent that they did not have the car that was reserved on my reservation and that they would need to put me into another car.
I was asked by the agent where I was going and I stated that we were headed to Breckenridge for the week and he said "Oh that will be fun but it looks like you will get snow after 1 am but you should be ok with the car I am giving you." Not once did he ask me to upgrade the car he was giving us for the week. After I paid for the car, we walked out to the lot to the spot C79 and the similar car that I had reserved was not a Toyota Corolla, but a Dodge Caravan Minivan from Texas. Not liking the choice I was presented with, but knowing that we had another hour or so drive to Breckenridge, I took the minivan as the car I was given by the agent.
As we left the airport, it was raining and about 30 minutes into our drive to Breckenridge through the mountains, the rain changed to sleet and snow. We were fine up until the Eisenhower pass at the top of the mountain. As we exited the Eisenhower tunnel, there was about 2 inches of snow and ice on the backside of the mountain. At this point and over the next 6 miles down a 7% grade decline down the mountain was the most stressful, God awful, and terrifying ordeal I have been through.
Not more than 50 feet after exiting the tunnel, I slowed speed down to 3 miles per hour and immediately started sliding down the highway at 3 miles per hour. It took us over 2 hours to get down the backside of the mountain. The entire time sliding on the snow at 3 miles per hour. The back end of the minivan from Texas was fishtailing every time I stepped on the brakes AT 3 MILES PER HOUR. By the time we reached the bottom of the 1st mountain hill I was having a panic attack and couldn't breathe as for 2 hours I honestly thought we were going to die, and for a person who had heart surgery, this was not a great way to start off my vacation. I had to park at the bottom of the pass for 20 minutes to try and calm down in order to proceed towards Breckenridge.
Once we finally got a bit of traction from having pulled off onto the shoulder of the highway we slowly made it past Dillon at 10 miles per hour, and this is when all hell broke loose. We just passed the Dillon exit and started up the hill towards the Breckenridge exit when the tires on the Minivan from Texas started spinning and we could not go anywhere on the highway. At this point all I heard was a loud blaring horn coming from behind us, looked up in my rearview mirror, and was almost killed by a semi truck that literally missed us by no more than 6 inches because we could not get any traction with the minivan that was provided to us by Payless and ended up spun out behind other vehicles that were on the highway.
At this point my heart was pounding so much I almost passed out knowing we were almost killed at the start of our vacation. No more than 3 minutes later a tow truck came along and asked us if we were ok. I could barely speak as I was so scared, and so Gilbert from Dillon Towing and Recovery asked us if it was a rental car and we said yes. He pulled in front of us, loaded us up on his tow truck and towed us the next 5 miles to the parking lot of 7-11 in Frisco. He looked at the minivan and said "I cannot believe the car rental company would give you a minivan from Texas that has No Snow or No Mud tires and not even a set of tires chains and send you out on the road with this."
The tow fee was $220 and he also stated that if the police would have got to us first it would have been a $400 ticket for not having the proper tires on the vehicle PLUS the $220 tow fee. I called the manager and tried to explain everything that happened and instead of any good customer service she argued with me for 15 minutes on the phone stating that I was incorrect, it didn't happen, and that all of her employees are persuaded to ask the customer to do an upgrade on the vehicle when checking out. So after a bad experience starting off the vacation, a bad experience with the manager, I finally called the 800# on my form and started this process. They have refused to reimburse me the $220 towage fee and insist they did nothing wrong.

He mentioned that I take the fuel option, but if I bring it back full I would not be charged. To make a long story short! I returned the car on full. When I received my final bill it was 384.38! Upon arriving the only vehicle available was a Grand Cherokee Jeep so we were told at the counter but when we went downstairs to get the car the attendant said that it wasn't available due to some sort of recall (she didn't know why). So upon going back upstairs to the counter the person said that she had rented the only two remaining vehicles left. I asked why the counter sales person wasn't notified and got no answer. So I cancelled the entire reservation and went to a competitor to arrange a car. I would Never use Payless again due to their incompetency (at least in Atlanta Ga).

However, when I got to the counter, they said they didn't have the reserved car, that I'd need to upgrade. I replied that other car companies gave me a different class car at contracted rate, if they failed to have the car I'd reserved. The guy at the counter proceeded to try to browbeat me into taking a different car at an additional $200 cost. I refused to go along with the scam and of course had to spend the extra time to find another car, and without a reservation. NEVER again will I rent from this company. We, along with other travelers, called over and over and no one even answered the phone. Finally, after over a hour later we were picked up and brought to the actual Payless rental center off site.
When we returned the car to the rental center a man came out and told us they were CLOSED and we had to return the car to the airport...we could have missed our plane home. 6 weeks after this I receive and bill for a $50.00 fee from Payless for incurring a red-light ticket in Chicago. When we arrived at Orlando Airport we went to the car rental company and was offered an upgrade for $6.00 per day, we declined...the clerk printed out the paperwork with the upgrade and we told him we weren't paying for it. He tore up the contract and said "I'll tell you what, I'll give you the upgrade and won't charge you for it." We then inquired about insurance...he informed us we needed to purchase it because Florida's accident rate was only second to New York. So when we saw the new printed out contract we were told initials, initials, initials, and sign here. Not having my glasses and feeling bullied by this Rep, I signed just to get out of the presence of this rude individual. I figured I'd deal with another person when I called to straighten this matter out.
When I called to open a ticket (as they called it) I spoke to a rep that spoke broken English...told them of our problem...I was told that I would get an email within 72 hrs. Only giving one star because sadly 0 stars is not an option. Let's begin the story of this horrible experience. First I arrived at Newark International after having done a reservation online only to be told my reservation could not be found but of course my credit card had already been charged online. I had to sit on the side and let my credit card company know there would be a second charge from the same location but to cancel the first one. Then when we finally get back to the counter the lady who was there was very sweet and willing to help but of course even that was too good to be true at this point. She goes on to explain that they cannot honor the rate I had already reserved and paid online even though I had all the information in an email because she simply couldn’t find it on her end.
From $130 that I had paid online she tells me the most affordable rate she could give me being the situation was $270. Mind you the $130 I had paid online was with insurance, the $270 was not including anything. I asked how much the insurance would be. She laughs and says $340. That was more than the rental itself! Umm no. I told her I had full coverage insurance of my own which I would use for the vehicle itself but to put an insurance for the tires because well we were in New Jersey/New York and our tax dollars are obviously not going to fixing the potholes. She went on to tell me that the $270 did include a $500 tire and rim protection. Well perfect I thought. After about 2 hours into this mess we are finally given the keys. Mind you I had a two year old and one year old with me. After loading the car with all of our stuff we go to pull off and it starts drizzling.
We turn on the wipers and the blade flies off the car. We turn back to the counter inform them and we are given another car. We inspect it, then load and finally we’re on our way. When its time to return the rental you go in thru a different entrance. There is a pothole about the size of Texas. This thing was huge. Almost 3 feet wide and about 6 inches deep. With a pothole this size right on the exit to return the car it's a little unavoidable to hit. Of course we go into the damn pothole. One of the Tires flies into the air and we are on 3 tires. Get out the car to find the tire had obviously popped and the tire cover, not a rim, the tire cover, had obviously bent beyond recognition. Find a spare in the trunk, replace it and we are off to return the rental from hell. Go inside and try to explain to the lady at the counter what had happened so I can do a damage report.
She checks my rental agreement and says “no need for a report, you have the tire and rim protection. You’re covered “. Takes my paperwork and I’m done. Soooo I thought. Get back home to Florida and a week later I receive a bill from the corporate office informing me that in 7 days from the mailing date they would be charging my credit card $317 for the tire and Rim damage. First of all there was no Rim on the vehicle. And with that being said I have never paid $300 for a tire. I called more than 30 times explained, that I had the Tire and Rim protection that this charge was not fair. The response I received via email because I was never able to speak to a real person was “we understand that an unexpected charge to one's credit card can be frustrating but since we ensure our vehicles are safe and up to safety standards. We believe the charge is in fact justified so we will still be charging your credit card for the amount of $317."
I called 100 more times. Waited on hold one time for 4 hours for a supervisor who when answered told me I needed to go to the physical location I rented the vehicle from and explain this there and then hung up on me. After waiting four hours to be hung up on!!! On one of the previous calls one guy told me they had no actual solutions. He said all the decisions came from corporate and that even after speaking to a supervisor he would just read me the letter I was sent in different words. This is not ok. These people take advantage of these situations to take people's money and well if you ask me if I’d recommend or rent with them again the answer is hellllll to the noooo. Not even if it was the last place on Earth during a zombie apocalypse. Do not rent from there people. They will steal your money.

I reserved a rental car through Travelocity for Phoenix, Ariz to pick up the car 3/11/2018 and return the car 3/18/2018. The contract with Travelocity said $452.97 for the week. I realize there are a lot of taxes on rental cars in Phoenix, and we have rented a car probably 12-13 years in Phoenix. I anticipated my bill being around $700 with taxes. I asked for a 4 door car. When we got to airport, I was told no 4 door cars were available, but we could upgrade to a 4 door for $7 additional dollars a day. We also added a second driver at the airport for another $8 a day. On 3/18/2018 when we returned the car at approximately 8:30-9:00 because I had a 10:30 flight, the attendants said the computer was down and they could not close our contract that that time. They said they would send us an e-mail receipt once the contract was closed. I waited a few days and had not gotten a receipt from Payless.
I checked my bank to see if Payless had accessed my account to pay the bill. It was $1,212!!! On 3/29/2018 I contacted Payless by phone to dispute the charges and to try to get a refund. I spoke with a "Bernard" I explained to him what had happened. He asked if I had ever gotten a copy of my receipt. I had not. He sent me a copy of the receipt within a couple hours. When I got the receipt I noticed I had been charged $49 a day for the upgrade from 2-4 doors. I had agreed to a $7 a day upgrade for the 4 doors. I had been charged $91 a day to rent a Ford Edge with 4 doors!! I also had been charged an extra day, $91 for returning the vehicle late. I told him the computers were down when I returned the car to Phoenix Sky Harbor airport and I was not given a receipt. My flight was Delta # 2160 from Phoenix to Salt Lake City. It left Phoenix at 10:30 AM. He said he would open a dispute ticket up for me and I would hear back within 72 working hours.
I did not hear anything back from Payless. On 4/9/2018 I called Payless again and asked about my overcharge and my refund. I was advised that I should have checked the car in before 3:45 on 3/18/2018 and that is why I was charged the extra day. I reminded him their computers were down that day and I could not close the contract. I also reminded him that I had agreed to a $7 a day upgrade to get 4 doors, for 7 days. It should have been $49 for the whole week. Instead I was charged $49 a day for the upgrade. Payless told me today I should have caught that before I left their facility on the day I picked up the car. It is a clear mistake on their part and it should be refunded!! I paid $91 a day for a 4 door Ford Edge. That's more than they charge for a Mustang or a Camaro or Corvette.

I recently visited my mother in Mesa, Arizona for a small vacation before continuing my surgery following a breast cancer diagnosis. I rented a car from Payless Car Rental stationed at the Phoenix Airport. I was informed upon arrival at the airport that a subcompact Kia was all that was available. I had reserved a Chrysler 200 or similar (this seems to be a common practice after viewing other complaints to state that the car you reserved is not available). The man at the desk informed me that it would not be a good thing to ride around in a subcompact car and that he would upgrade my rental at no extra charge. All that he had was a Jeep Renegade. He asked me if I was a AAA member and I told him no but I was 65. He said he would indicate on the form that I was so I could get a better deal.
I told him that was not necessary that being 65 a senior discount was appropriate. Anyways, I was so pleased at getting a car when it seemed that there were not many to choose from, and we went upon our merry way. First, it appeared the Jeep had not been cleaned as the seats had dried food and there was a particular odor that we could not discern. My sister and mother will attest to this fact. While using the Jeep there were four occasions that when pulling out and trying to accelerate it would stall out and leave us sitting in traffic. We would have to put the car in park and try to restart. Sometimes it took a little to get it started. My mother was with us on one occasion when the car did this.
Anyway, when arriving back in Ohio I was going over my credit card and lo and behold, Payless charged me $740 and not the $265 originally agreed to. They are saying that I requested the upgrade and clearly I thought I was getting a nice car (midsize) by what I had originally signed for and their employee informed me that all that was available was a subcompact, which I would expect to pay even less for if they could not produce a comparable car for the price agreed to. It seems as though we are at a stalemate and they have offered to compensate me for $152 as I could have requested the update.
I, on the other hand, cannot afford an update having just recently only started working part-time after losing my full time job when going through chemotherapy. I am so very unhappy at this point, as this was a quick getaway vacation with my mom (cheap vacation) before continuing further reconstruction surgery April 10th, and the cost they are charging me is more than what the whole trip cost me. It is also disconcerting that other vacationers that use this company can also be swindled. Upon my returning of the car they said my total was $63 which was accurate so I paid with my credit card. I got my credit card statement the following month and saw that I was charged $164. I explained that I had declined the insurance when I rented the car. They said they would review their recording of the transaction and get back to me. Needless to say they never did. I am furious. How can a company get away with this??? If it didn't cost so much to get an attorney and fight back, I would. Just to show them that they cannot keep getting away with these schemes.

Rented a car online through Rentalcars.com and got a car at Payless rental car in Atlanta February 18, 2018. We needed a midsize car which they advertised a Hyundai Sonata. Upon arriving in Atlanta airport the only line at any rental car was at Payless. Only 4 people ahead of us took over an hour. When it was finally our turn we realized why the long wait, you guessed it no midsize cars there. Per the rep this is a common occurrence here. She told us if we went to Avis we could get the same deal for a midsize car, we went downstairs to Avis but you guessed it twice the price for the same car. We were left scrambling trying to find a mid size car without paying a fortune. We ended up paying $200 more after searching on our phones for another car. We will never rent from them again.

Payless at Orlando Airport (Florida) billed me $199 for glass damage but there was no glass damage. Then I read the attorney general of Arizona caught them in a glass damage fraud scam involving 80 phony glass damage bills. They had to pay a $139,000 penalty for lying and defrauding customers. But they're back at it again, this time in Florida. They won't send me any proof of damage and it's been months since I returned the car. Had a flight that was supposed to come in around 11:00 P.M. so I reserved a pickup for 11:45. It was going to be about 260 dollars for four days, which wasn't great, but we'd reserved late. The flight was delayed, and everyone in my family was sick, including my four year old, but we still managed to get to the pick up desk a few minutes before midnight. Unfortunately they had a massive line, I sat down with our daughter while my wife waited in line, by the time she got to a clerk it was about 20 minutes after midnight.
The clerk informed her that since we were picking up after midnight (30 minutes after our pickup time mind you) we'd lost the reservation and they could basically charge anything they wanted, which they said would be, at a minimum, 100 dollars more than our reservation price, and probably a lot more, but for some reason couldn't give us an exact number until we forked over our Credit Card. From the reactions of other people waiting in line they were doing the exact same thing to everyone there. We refused to play their game and for our trouble had to wander around checking prices at other rental places and eventually took a cab to our destination and rented a car away from the airport the next day.
Jokes on them because even after the cab fare the new rental ended up being less than their original quote, but it was still an awful experience. This company is run by thieves and grifters plain and simple. They know they have a captive audience, and that most people will just agree to pay 50% to 100% more rather than risk being stuck there without a car. It's a black mark on Expedia that they continue to include this company on their website.

I stated I declined ALL additional coverage but this clerk persist to push the extra coverage and intentionally made me signed the extra Loss Damage Waiver. As a result I was charged an extra $349.86 for two weeks of basic economic rental totaling $896.23. This is a fraud and unethical business practice, in which happened to many others in this same scheme. I've tried to contact the rental place as well as their customer service but USELESS. Not only they are NOT willing to admit this act but they are totally disrespectful both on the phone and emails, simply rude.

On Jan 2, 2018 I rented a car for 1 day at SMF. I came into town from PHX for the day to see my sister’s grave. I picked the car up at 926am. I was given a blue Hyundai Sonata. I did a complete walk around. Everything seemed fine. I drove out of the lot and down the road and the tire pressure light came on. I was already running late and could not turn around so I flipped the menu on to see the psi. All the tires were at 40psi except for the front left which was at 30. I drove up the road and put air in the tire which cost $3.00. I then continued on my way to Fairfield. The light came on again. I pulled over and tried to call roadside assistance but was put on hold forever. I put another $3.00 in air in the tire. I made it to my nieces in Fairfield. The tire was losing air fast. I called the customer service number at the bottom of the rental agreement. Nobody answered.
I tried calling another number on the agreement. The lady was rude. She said that she was a Budget rep and could not help me. I said, "Then why is your number on the rental agreement for Payless..." She hung up. I tried to call roadside assistance again only to be on hold forever. I called another number and got through. She said that I would have to take the car back to where I rented it. I told her that was over an hour away and can’t I just exchange it at a local rental place. She said no.
I had neck surgery and cannot lift anything so I drove the car over to the nearest gas station and put another $3.00 of air in. I then drove to Firestone. Told them what was going on and they changed the tire to the spare tire. He said it was not safe to drive with the spare donut tire on the front so he placed it on the back and put the regular tire on the front. I then loaded my kids back up and drove 46 miles back to SMF. I filled the tank before returning the car as to not be charged with gas. When I got to the desk I spoke to the agent Tony and told him what was going on. He said no problem and gave me another car. He said to make sure to speak to the manager when I brought the car back the next day so I can get reimbursed.
I was finally able to get on my way at 315pm, 6 hours after I rented the car. I spent 6 hours of my 1 day in SMF on the phone being hung up on or on hold with your company, stopping and putting air in the tire 3 times at $3.00 a pop, 2 hours round trip driving the car with the crap tire back to the airport, waiting at Firestone for them to change the tire, $10.00 to change the tire and $12.00 in gas. I returned the car the next day and spoke to the manager. She did not seem to care but reimbursed me the $10 for the tire at Firestone.
I received a letter from Payless dated Jan 22, stating that I am being billed $155.00 for the tire. I called customer service and the agent Siseral said that he will have someone call me back within 72 hours. Nobody called. I am NOT paying for the tire as I did not damage the tire. It was leaking air not even 5 minutes out of the lot. Had I known that the tire was that bad I would of turned around and returned the car. I was already running late and trusted Payless car rental to give me a reliable car which was not the case. I am not sure if your lot people just put air in the tire to re rent it again or what but the damage was there before I even sat in the car. I was not compensated for my trouble, time, and cost of air or cost of gas driving 100 miles round trip to bring the car back to you. I am not paying for the tire.
All of this could have been avoided if you would of answered your phones the 10 times I tried to call or if roadside assistance would of picked up. What is the point of having roadside assistance if nobody ever answers?? I have read several hundred horrible reviews about your company online. It seems that I am not the only one that this has happened to. I only wish I would have read these before renting from you. My whole trip was ruined due to your negligence. In town for 1 day visiting my sister’s grave and I have to deal with this then and now??? I will be forwarding a copy of this to your corporate office and also filing a complaint with Consumer Affairs. From the looks of it you are trying to scam your renters for gas, charges and unnecessary fees. I want this charge removed from my bill immediately. I also want email or written verification of receipt of this letter and verification that the charge claim has been removed.

Well the $15/person with additional taxes and fees ran us another $158. In addition I checked out your site and the add'l charge for drivers is $13 not $15. We waited approximately 50 minutes because they couldn't get a car.
Our rep went "to the garage" to check on our car and returned 20 min later with a Subway Sub which he stuck in his draw. That was downright rude. They said they had to be somewhere and could not wait 2 hours - and asked if they could downgrade to an economy. They were told they would have to pay to cancel their reservation and pay a fee because now they are getting a "cheaper car than they reserved" so there is a fee. So they asked if they can just get the next size up - and were told they had to pay the upgrade fee. This went back and forth and the whole time Germayne is rolling his eyes - talking rudely and telling the guy working next to him how annoyed he is.
SO when I get there - he says he is sorry I had to wait so long but the customer before me couldn’t make up their mind what kind of car they wanted and it was so annoying. 1.0 You should never insult a customer to another customer and 2.0 He should have just upgraded them since it was not their mistake. Now my turn and for some reason he is charging me about 60.00 more than my reservation and Germayne keeps saying it’s for the insurance - I told him insurance was included in my quote and he said, “No It Wasn’t”. I had put enough on my credit card to cover the cost of the quote so I couldn't pay more.
I told him then that I have Progressive Insurance and that rental car is covered in my policy so do not add insurance then. But he did anyway - while I kept insisting that I had already paid that online he told the kid next him again - "I'm so annoyed. I'm goinG on break" and then he left. So the person at the computer next to him had to come over and finish our transaction - now I filed a complaint on their website but they said no one can call me and they are now arguing over the fee as well even though I sent them my Orbitz receipt and confirmation. It has been almost 2 months and I receive a phone call today on September 19, 2017 about damage done to the car. First of all I waited 30 min for someone to come help me turn it in and sign off on papers. I eventually had to leave to catch my flight so I did a walk around car and looked one last time knowing there was no damage and again saw no damage. I brought it back like I got it, and left after leaving keys in seat and papers they left me to know who rented the car. Now almost 2 months later, they want me to produce pictures of car to show I dropped it off without damage. First of all if I took pictures, I would not have kept them a month. If damage was done to the car, they should have notified me the day it was turned in and not this far out. At this point I have thrown away my rental papers. I mean 2 months later.
So I was told I did not get on my hands and knees and look under the front bumper. I did not do that when I got the car and didn't do that when I left it. So then they say the mileage matches when you turned in the car meaning, they are just looking at paperwork and the mileage on the car over a month ago says it was my damage done to the car. There were many cars ahead of me and people waited as long as they could until they had to leave for the bus to make it to the airport. How do they know if the car was indeed damaged at that mileage, that their attendant didn't do it since it was the "front bumper?" They were so far behind and being in a hurry... Just thinking about how could it have happened because it did not happen when I had the car. I was not in a big city. The car was kept in an open airfield around nothing else the 5 days I had it. I was skydiving and I know it was not damaged at all.
This has to be a scam. Do not rent from these people. I have rented cars all over the country and never tried this cheaper company until now and this happens. Now I am being threatened to send all my info to collections when I told them to speak to my lawyer. So their intent is to ruin your credit next. Now that I have done some research and called the Better Business Bureau, I see that I am not the only one who this has happened to. Today I called the insurance company and they told me that scams like this happen all the time. Like I was saying, this big guy talk to me like I was nothing and he said, “Well either you buy our insurance that is 6000+ peso (around $350 dollars) or if you want to use your insurance, you have to leave me a deposit of $27,000 dollars,” and I said, “If I had $27,000 to spend I wouldn't talking to you” and he said, “Whatever.”
I felt my blood go to my feet. I had a lot of family members with me, little kids and older people. I didn't know what to do, it took me 12 hours to get to Cancun. I was tired, my family was tired. I told this horrible person that I wasn't going to take that, that I wanted to go to the airport. He said, “So? You can find a taxi outside.” I flew from San Francisco that is to so I wasn't ready for the heat of Cancun, so my family and I were cooking in the sun, finally found a taxi to the airport and got a van. So if you like my experience and you want one like me, don't forget to rent a car from Payless Car Rental.

Bring the car back after 4 days and check it in. Guy takes the number from the keys, puts it in a computer, and then tells me, "We're all good. Long line as reservation counter only one agent working. Not friendly at all. I was told would have to wait as cars were just coming in & needed to be washed. Also noticed a $12 a day charge for my husband to drive the car. Didn't mentioned that anywhere on the reservation site. Went downstairs to another unfriendly agent & waited for the vehicle. Had to walk back and forth to check the vehicle for damage & get it signed off. Vehicle was new but didn't have a lot of the upgrades I've seen in other rentals. I understand they do this to keep rental costs down but they could at least have friendly staff & better customer service. My total was $12 more than originally quoted.
Called to see about keeping the car an additional 2 days. The price was double the original daily price & included an additional $10 charge for changing the reservation. I asked the agent about the cost difference. He said he could give me the amounts & I can calculate them myself. I returned the vehicle & rented another one from a different company for much cheaper. Will not do business with Payless again.

Payless car atSan Diego airport - Service at the counter was fine. The problem was the car was very old and - windows were manual with handle cranks, door locks were manual. You could only lock each door separately. That was impossible from the driver's seat. Several dings on the rear of the car which I had to point out to the person checking out the car. Mileage was over 13,000 miles. I felt I was renting a "rent-a-wreck"!
When I told the Payless person when returning the car all he told me was "We rent cars cheap." Payless you do but you don't let your customers know that. I will never rent from your company again. Tell us up front that we are getting a below rental car standards car. That may help us to go somewhere else the first time. Also the bill I paid was $17.91 more than CarRental.com quoted me. The difference seemed to be you added more taxes than they showed. Not good.

What he had us sign was a form saying that we would both be drivers which allowed them to charge us an extra $200. They are a bait and switch organization and cannot be trusted. Traveling to Dallas to be with my son after a motorcycle accident and upcoming surgery. After booking flight on Expedia, I called to find the least expensive car rental and booked a small SUV at Payless for $316 for 5 days. Upon arrival in DFW, I was told they had no SUV and would I take a compact car... I said as long as it's the same price. She took my credit card and handed me a bill to sign for $446.00. I was told the amount was administrative fees! Tired and unable to leave airport without a car, I took it. The first thing I noticed is it smelled of urine. After arriving at my son's home, I immediately called Expedia who tried calling Payless and returned to tell me they advised him that they charged me $316 and offered no assistance.
I then called Payless at DFW myself and a gentleman informed me that customer service would call me within 2 hours... and I was forced to call them again. After getting no help on second attempt, my daughter in law, son and 3 grandkids proceeded to take the car back to rental location. There was no one at counter for at least 15 minutes and finally 2 employees appeared. I explained I did not want to continue this rental as it was overpriced and smells. She then hands me a receipt for over $300! Obviously I complained and she walks off for another half hour... I asked her coworker where she was and he said talking to the manager.
Finally she returns, says nothing and hands me another receipt for $150! I was told it was because I did not keep car for minimum amount of time and I did after all drive it off the lot! I asked to speak to the manager and was told that she was getting ready to leave. This darling girl then proceeds to remove the gas charge from the bill since I did bring the tank back full of gas. The next day I rented from Enterprise for the remainder of my trip for $138. All that I can say is for heaven's sake, do not for any reason rent from this company!

In short, the reserved car is not there. The Employee in the name of Samantha was so rude that threaten to CANCEL THE RESERVATION. I said that there is no point to cancel since the car that I reserved is not available.
To get things complicated, they gave me a Sedan car, which has lower daily rent charge and did not bother to give me the discount for the difference. I was forced to take the small car out of necessity since I will be late for my business appointment. This employees has no customer service skills and rude. This company is not trustworthy. In short, this company will do a "BAIT & SWITCH" to lure prospective customer. What is the point of making a reservation when they don't honor it. I even ask for a discount but they made a silly excuse that their computer is down. Between my personal auto policy and credit card I have that covered. He then asked me to initial several places and sign which I did without reading the agreement. (Lesson learned). I was distracted and in a rush and never even looked at the agreement until 2 days later when I called to extend my rental due to my family member still being hospitalized. That is when I noted I was charged $24.99 a day for insurance even though I had verbally declined it.
Not knowing how much longer I would need the car, I decided to drive the 60 miles each way to return the car and rent from another company. I went to the Payless counter to dispute the charge. I was told I had to call the 800 number to handle that. I asked to speak to a supervisor and was told there was not one on site and I had to call the number. I did call the number and was told that could only be handled at the Payless counter where I rented the car! I rented another car from Budget and it was so easy and I was not scammed into buying insurance I did not want. Yes, I will read a rental agreement closer in the future.

Not only did we watch a woman inspect the car upon its return and say there were no issues; no one in my party ever used the rear of the car, and no one did anything that even involved stepping in dirt or sand. When I notified Payless that they made a mistake with their charge, they were entirely unhelpful taking weeks to respond and telling me it was my responsibility even if I didn't cause the mess. The shuttle driver was not even going to her terminal. There was no manager to contact. The people kept hanging up on me, when I tried to resolve it for her. For the absent branch manager, I was given the office number, being told it was his cell phone number.
I could not get their national customer service people to resolve it, being transferred by their automated phone system to rental car reservations and then being placed on hold for over ten minutes, when I was told by the representative that she was getting her supervisor for me to speak to. The only reason that I am writing this review is that no one seemed to care enough to help my wife or me. Maybe this will help them to care more. The total price, including all mandatory taxes and fees was $251.82 ($181.06 Base Price + $70.76 Taxes & Fees). Although the agent at the Payless counter in Orlando tried to sell me all types of additional insurance, products and services; I declined all and advised the agent that I only wanted the Base Price and mandatory taxes and fees included in my rental agreement. I signed an agreement showing that I declined Optional Products/Services.
The agreement I signed showed an Estimated Total Charge of $335.11, which the agent explained was to cover charges for not bring the car back with a full tank of gas and any toll charges not paid. I advised the agent that I would fill the tank before returning the car and pay any toll charges I incur. The agent ensured me that this was just an estimate and no additional amounts would be charged to me if I returned the car with a full tank and did not have any toll charges.
When I returned the car, I was charged $335.11. When I questioned the agent receiving the returned car, she advised that I would have to proceed to the Payless booth in the garage to dispute the charges. When I went to the Payless booth in the garage, the agent at the booth acknowledged that I returned the car with a full tank and that was the only charge he could remove. As a result, he reduced the charge by $34.17, leaving a new charge of $300.94. The agent at the booth advised that I would have to return to the agent at the Payless counter in the terminal to dispute the remaining charges.
When I returned to the Payless counter in the terminal, the agent told me that I had a mandatory charge that was required by the State of Florida which was shown in the rental agreement as 1 RSP $5.99/DY 41.93/WK. The agent that prepared my rental agreement, number **, on June 17, 2017 was the same agent at the counter on June 24, 2017 when I returned the car. I advised the agent that I declined all optional insurance, products and services. Further, I had a confirmation letter from Payless showing my total price for the rental was $251.82, which price was the Base Price including all mandatory taxes and fees.
The agent advised that because the 1 RSP 5.99/Dy 41.93/WK was a State mandate, she could not refund the charges. Because I had already been given the run around and had a flight to catch, I could not argue my point any further with the agent. Miguel, the agent, again tried to influence me into more insurance stating that all of the charges incurred because of accidents or damages would have to be borne by me because my insurance wouldn't cover everything. I had to tell him “no” about three times because he was very persistent. Then I was told he didn't have a sedan for me and the only thing available was an SUV. I told him I didn't care for SUV's and then he offered me a pick-up. I took the SUV. He hurriedly had me sign and initial the rental agreement.
I saw that all of the optional products and services had "declined" after each service/product. What I didn't see right below, was an item shown as 1 RSP 5.99/Dy 41.93/WK{{{{/MX. I thought it was part of the line above which was for supplemental liability insurance and it showed as "declined". Nowhere on the "RSP" line did it show "accepted". When I returned the car, the receipt was printed and handed to me. On the way to the airport, I looked at the receipt and saw an additional charge of $60.80.
Back in Denver, I called the customer service number on the website and spoke with a rep and asked about the charge. That is when I was told, I had been charged for the "RSP" which is for roadside assistance and other things which are already covered by my Geico insurance. I asked why would I decline everything else and accept something I didn't need. The agent said he would look into it but I have heard nothing. Payless inquired about the rental on Twitter. I responded about the fraudulent charges and their deceiving rental agreements. They tweeted back and asked for the rental agreement. I have answered back five times and they keep asking for the rental agreements and I keep sending the information and have to hear anything else. I have already reported this to the BBB in San Antonio and my credit card company.
