I reserved a car on November 18th from Payless Car Rental’s Orlando airport location at 5309 McCoy Road, Orlando, FL 32812. I booked online and prepaid the reservation. I was checking all my travel arrangements just prior to my trip in early December. I reviewed the reservation and all the details on Payless’s website, particularly their policy regarding debit card usage. I had great concerns about their policy as it was very ambiguous.
So I called the Orlando airport location to clarify what their policy about debit card usage really was. I was told that Payless would review my credit worthiness at the counter when I went to check out the car I reserved. A decision would be made at that time as to whether Payless would rent the car or not based on my credit worthiness. I did not want to take a chance of not getting a car as I have a low credit score so I cancelled the reservation and made it with another rental car company. One of my concerns besides not getting the car was losing time since their location is offsite and takes 30 - 40 minutes to reach by the time their shuttle shows up then there may be a wait in line until one reaches an agent. My credit score is low as I have no credit cards or mortgages and went through a rough period 5 years ago with layoffs etc.
I decided to cancel the reservation as I could not afford to lose a couple of hours traveling out to Payless's location and back to the airport if they would not rent a car to me based on an on the spot decision. Payless’s cancellation policy at the time called for no refund if one cancels the reservation within 24 hours and $50.00 minimum if one cancels the reservation outside of the 24 hour period. I cancelled just inside the 48-hour window (42 hours). I called their corporate headquarters and asked that they refund my deposit but they refused. Obviously don't care about customer relations. They would not refund the prepaid $59.30 charge for a the day rental. I definitely will never rent another vehicle from Payless nor recommend them to anyone. Any potential savings just aren't worth the risk.

I rented this car from Atlanta GA, on April 14, 2016. The agent never talked to me until she just put the rental agreement in front of me, then I had to ask her why she never explained anything to me regarding the rental agreement before she typed it up and put declined on everything. Also she quoted me one price and charged me a higher rate once I returned the vehicle. I will never rent from this COMPANY AGAIN or recommend them to anybody. This is the worse customer service ever. I hope you go out of business.

We rented a car at Payless Car Rental in Las Vegas through Southwest Airlines. The cost quoted was $121 for 4 days. I was attending a conference in LV and my husband flew in a few days later to join me. He went to Payless Car Rental where Janet asked if he wanted collision. He said "no", we have AAA. When he got the bill, it was $230. He questioned it and she said it was because he wanted collision coverage. He again told her no at least twice. She badgered him about needing it if something happened to the car and it was stuck in a repair garage, it would cost him $50/day.
At that point, he was running out of time because he needed to pick me up. Janet issued him, a 76 y/o man, a candy apple red Jetta (smaller than we had requested) with a push button starter and some additional weird issue with the steering wheel. He tried it, didn't understand or liked it, and was at least able to get them to reluctantly change it for another car. I have tried filling out a complaint online, faxing complaint and mailing a complaint to get our $$ refunded. The 800# they give is bogus. I've had no response in the 3 weeks I've been pursuing it.

I needed to rent a car so I went through Hotwire. I selected Payless Car Rental was a little hesitant but Hotwire has not failed me the last two trips. I take about trips a year. Was quoted for 87.00. Some major came up, returned the car a day late, I assumed there would be a 40-dollar fee or more I was ok with that. The grand total was 197.50. To make things worse I returned with a full tank of gas and they charged for a full take. The guy that checked my car seen the tank was full and still charged me. Lots of integrity issues with company. They lost me forever and my 600 co-workers.
I have never even complained about bad service at a restaurant. I asked the gentleman at the counter for a breakdown of the charges he says he didn't know. I said "you be able to tell me," he states sarcastically "I should be able to you." At the point I told him to keep the money. He then offered to return my gas. I just told him to keep it. Never raised my voice or yelled. Just wanted to know what I had been charged for, if he could had explained I would've been fine. I suggest don't use them, not clear and concise. They will upcharge you.

Like many others, waited a long time for the shuttle bus when at least all the other car rental company shuttles have come around numerous times. Called their office while paying roaming charges and then their shuttle arrived. Only 2 people in front of me with 2 already being served. Took almost 45 minutes to get out of there. Every single person, including myself, ended up paying way more than what was quoted. I should count myself lucky for only having to pay $100 more for a 5 day rental as I was forced to buy "mandatory" California Liability Insurance. So $125 came out to $225. The customer rep straight said to me if I don't like it don't rent. Went across the street and asked another rental company and they said no insurance is mandatory. Lady in front of me ended up paying like three times more than what she was quoted.
End of the day, buyer beware and hope these reviews help. When hundreds say the same thing then know what you're getting yourself into. Go with the big names. They won't dare treat customers this way. Not to mention the car I had was full of dings, scratches & dents. When I got to the hotel and looked at the reviews I was so worried they would charge my card extra for whatever reason. Thankfully that did not happen.

My wife and I rented an Jeep Cherokee with Payless at OMA (Omaha airport location) on January 24, 2016 and picked up around 5pm and it was returned the next day at around 2pm. The vehicle was returned in the same condition as we picked it up and everything was checked by the agent who also recorded the mileage and a full tank of gas. We were told "You are good to go." The vehicle was not in an accident or sustained any damage during the whole time and at any given time when we had possession of it.
The final invoice was issued and paid with our AMEX Gold credit card which carries a car rental coverage of $80,000 in addition to our own insurance policy. To our shock and surprise after over 3 months later we received an email with an attachment of a claim filed by a agency, Sedgwick on behalf of Payless for an accident/damage to this vehicle in the amount of over $1100. We are requested to remit this amount to Payless with an address in Cleveland. Ohio. This is nothing short of a scam and fraud on the part of Payless!
We further contacted Payless Customer Service to file a formal complaint (what they refer to as a "Ticket") but they were not much help whatsoever and merely referred us back to this agency, Sedgwick with a phone number, fax number and an email address. After hours, days, weeks or months later the vehicle could have been hit or damaged in the parking lot or elsewhere or rented out to another customer. Payless should have been honest and take full responsibility and govern itself accordingly.
We want to put a closure to this unfortunate and fraudulent incident and if anyone reading our story is able to help or advise us on this matter it would be most appreciated. Whether it is any legal recourse or news media to contact to make the general public aware of such dishonest practice of this Payless location we are prepared to bear witness to it. Thank you!

My wife and I rented a Volkswagen Jetta on 4/23/16. On 4/24/16 evening the vehicle stopped working and wouldn't start. Several phone calls to 602-681-9589 regarding the defective vehicle and there was no return calls. The message stated that we would receive a return call in 24hrs. We ended up calling the 1-800# for car issues and two mechanics came out on separate visit in an attempt to start the vehicle. The first mechanic was unsuccessful and reported an ongoing issue with the "Volkswagen Jetta" automatic starts. The second mechanic arrived with a replacement vehicle and also reported an ongoing issue with the Volkswagen Jetta. The second vehicle that was brought to us was dirty on the inside and we had to clean it ourselves.
We conducted our own research on the Volkswagen Jetta and found studies after studies of ongoing issues with that vehicle. Upon our returning the vehicle to the airport location we were informed by a "Tyler" that there was nothing that he could do and to contact his manager "Laura" at 602-681-9589. He was informed that we called that number on multiple occasions and there was no response.
We as consumers are very disappointed with Payless customer service on a multitude level. We were provided with a "known" defective vehicle. We missed a very important family function because we had no transportation. There was no response to our calls to the Payless local location. We would like to bring some sort of resolution to this issue as soon as possible. We are sure that Payless and its parent companies (AVIS/BUDGET) prides themselves on customer satisfaction so, we look forward to hearing back from your organization soon.

Posted on Orbitz as available at airport, while other companies note off-site shuttle. This was the first falsehood. Needed to take a shuttle to an off-site location. There was only one representative available even though there was a long line of customers, which should have been anticipated, since we all had reservations. The wait was very long. The worst part of the experience was being over-charged for the car. The rental agreement form is more confusing than most. While other companies clearly state what you are initialing, this form is terrible. Apparently, I initialed for an upgrade, adding $10/per day. This was never explained. I certainly did not need an upgrade since I was travelling only 30 miles and the car remained in a parking lot. I think this was a deliberate over-charge. I will never use Payless again. Buyer beware!!

I had a bad experience with this company (Payless Car Rental) and will never use them nor recommend them. I waited over 40 minutes for a shuttle to arrive from Chicago airport to pick us up at 10:15PM while other rental companies shuttle buses came 5-7 times in the same 40-minute period. The next complaint is that I received additional fees added on to my bill. The agent at the counter sped through the rental contract so fast that I didn't realize he added the insurance coverage. Since it was 11pm at night and I wasn't as attentive to the contract, I glanced over the contract without noticing. I made my reservations through Expedia and declined insurance coverage because my Platinum Card has this coverage. So when I was at the checkout counter, the agent didn't even ask if I wanted coverage or not but since I declined on my Expedia reservation, I didn't think it was a big deal.
A few days after the completion of my trip, I noticed the extra fees. I called Payless Rental and spoke with Customer Service, but he took down my complaint and said he could only forward it to the appropriate department. A day later I received an email linking me to a post of their response stating I signed the contract and the case was closed. There was no discussion or dialogue with a standard memo reply thanking me for my business. Please be aware if continue to use this company.

Payless automatically charges customers a daily fee for roadside assistance even though you tell them you want no other coverage. They whiz right through the rental agreement and sneak it in. I wish I had read the other poor review of Payless. Their customer service department is not helpful either. I will never use them again and neither should anyone else.

I recently rental a Payless Rental car from Austin Airport through rentalcars.com. All my previous experiences with rentalcars.com have been very positive. That is until I chose Payless Car Rental. In summary they charged me additionally for a full tank of gas plus roadside assistance, neither of which I requested. (I declined everything on the contract.) I contacted their customer help desk about this overcharge of $78.91 but after several emails back and forth with Terrence on the "Payless Executive Desk" I got zero satisfaction or refund. My advice, run a mile from this, at minimum unethical, and potentially fraudulent company.

I rented a car from this company in April of 2016. They were very dishonest on their car insurance policy. From my experience from renting cars you can have the option of opting out of car insurance if you don't want it. They did not ask me anything about insurance! Matter of fact I gave them a copy of my insurance and said "I wanted to use my own insurance". The lady at the desk took my copy, didn't mention anything about insurance and still charged me for it. They also charge you a bunch of little fees that doesn't make sense to the average consumer. When I brought the car back, I asked why did they charge me for insurance. One of the manager's told me that I needed it for collision. Out of 1-5 stars, I give them a 0! Do not trust!

Stay away from this company!!! I sent the below message to give them the opportunity to make things right and it's been a week with no response!! It only supports the statement below: I rented a economy car for four days that SHOULD HAVE ONLY COST ME 40+/- per day plus taxes. I had a reservation with Enterprise but upon my 10:30 pm, scheduled arrival was told they had no cars. Your company was the only one with any cars. Your employer told me it would normally be 299.00 per day for an economy car but he'd reduce the price to a TOTAL CHARGE of 163.00 PER DAY (including taxes). I did NOT WANT ANY OF THE INSURANCES OR EXTRA COVERAGES. He refused to rent without saying he'd charge me the 299 per day otherwise. He stated they were a part of the 163. I said I did not understand how an economy car would cost so much.
I had a luxury SUV rental scheduled for 80 per day. I was tired after five days of little sleep and couldn't dispute any further. Then I did not receive a final copy of my receipt and discovered that I ended up paying close to 220 PER DAY!! I feel that I should receive a refund for the price difference for what I was charged and YOUR WEB PRICING OF 40 per day. A credit amount of 180 PER DAY FOR THE AMOUNT OF $720.00. If, I do not hear from you within 48 hours with a resolution and agreement of said refund I will take further actions of notifying every social media, news outlet, Attorney General and any other appreciate agency.
SHAME ON YOUR COMPANY FOR ADVANTAGE OF A DISABLED VET... OR ANYONE FOR THAT MATTER IN SUCH A HORRIBLE WAY!!! Also to let everyone know you can file complaint with the state's attorney general for either for price gouging or other pertinent complaints on this company. Enough complaints filed and maybe we will get actions!!! I filed today!!

Called to have it taken off and was told no, this was mandated by the location manager on ALL rentals... Really unethical company, wow..

CUSTOMERS of Payless Car Rental please check your invoice before stepping away from the desk. At Las Vegas Payless Car Rental I didn't, I trusted the man at the counter too much. I'm a senior citizen, what can I say. I'm stupid. I was overcharged on everything. Gas, insurance, towing, everything. Told the man at the desk I would fill the tank up before I brought car back, I did but was still charged $28.00. Told the man I had bought insurance from an outside company, still got charged $60 for extra insurance we didn't want.
Told the agent we didn't want towing service, got billed for it anyway. Total fees were $125.00 extra. It might not seem much to some people but when you're on a fixed income and only take one vacation it SUCKS. Didn't even have the car I reserved. I reconfirmed they understood I wasn't changing anything else, just a mistake on AM vs. PM. Yes they did and it was $70. I cancelled the reservation and booked with Hertz. I just visited Los Angeles and was looking for a car for a week. As I shopped, I found Payless was the least expensive and received a quote of $188 to rent a mid-size SUV. When I arrived at the location it was dark and dirty. I was told that I could choose any car in a certain line and picked a KIA. I was surprised when I noticed the car had nearly 40,000 miles on it. In the light, I noticed the car was extremely damaged on both sides but I just figured you get what you pay for.
Well, to make a long story short, my trip was cut short by 36 hours. I was very willing to pay the weekly rate but when I returned the car I was told that I would be charged the "daily rate" of $50! I could have rented at a top-line rental agency for that price. I also took the gas option. As it was explained to me they would fill the tank at a certain price. I had nearly 1/2 tank of gas when I returned the car but was charged $43 for gas. In total, my $187 car cost me $373 and change! When I called the "national office" I was told to talk to the local folks. Dirty, banged up cars with high mileage for the same price as the big boys. Not fair. No accountability. A total rip-off! Stay away!

We rented a car from Payless in Las Vegas. After waiting in a fairly long, slow line we finally got to the counter. The lady asked about insurance or roadside assistance. We opted for no extras. We are AAA members. She gave us the paper to sign (there were several people behind us). When we got our credit card bill the amount was $40 more than it was supposed. I called to complain. They gave me a ticket number and said they would call me back in 24-72 hrs. They did not. I called back. They repeated what they had said before. They did not call. I called them and they said our complaint was invalid because we had already rented the car with the roadside assistance. I let him know how unethical I felt they had been and told them that I was writing a bad review of their company.

Prepaid rental online on Payless website. Specified that I would be arriving at 11pm. Unbeknownst to me, Payless, at an international airport, closed at 11pm. Nowhere in my confirmation email does it even mention their hours. So I was stuck at the airport at midnight and had to rent elsewhere without reservation for more money. I called Payless twice and all they did was recite policy and refuse to refund my money for a rental I couldn't even pick up. I had to contest the charges with American Express to get my money back. I will never consider Payless Car Rental for any future travel needs.

I reserved a car through my travel agent. I flew into Tampa, FL. When picking up the car the price was much higher than the quote. They did not use my confirmation number. The car was filthy and stunk. It was hard to keep head in the car and breathe. The office was dirty also. The car was making a horrible noise the second day. The phone number they give is for Budget. Budget would not talk to me saying they had nothing to do with Payless. After many hours I finally heard back (after Travel Agent made numerous calls to company). I was able to trade car out at Sarasota Airport.
The second car was also very dirty but it ran. When turning car in there was a line of people in making complaints. The workers at that point were rude. Car did cost more in the end than quoted, however, it was easier to pay it and mark it up to "lesson learned". This is probably the worst I have encountered in my 60 plus years of traveling. NO ONE should be using this company, EVER. The gentleman in front of me had returned 3 cars within 24 hours and then canceled completely after the 3rd. He was charged for the entire week because that is what he had reserved. Something is very wrong!!!

I wish I had seen this website prior to making our reservation. Noting the cost of auto rentals in Phoenix to be somewhat expensive, I chose to deviate from the proven agencies and went with Payless. Big mistake. The online reservation process actually went well and the total cost seemed reasonable. We chose an economic 4dr compact. Upon arrival at the Phoenix Payless counter I was promptly told the only thing he had was a 2dr Ford Fiesta. He strongly suggested a larger 4dr model and could offer a discounted rate. By the time all applicable fees were included, the cost had nearly doubled. I regretfully accepted. I was tired and needed a car.
Revisiting the Payless website a few days later I noticed the site clearly states their compact models are 4-door. Not only that, the cost of the upgraded car on the website was only a few dollars more than my original reservation. My "discounted" upgrade was nearly 4x the web difference. I used the Payless online customer support system to request a full refund of my upgrade cost with fees, noting from past experiences with all other auto rental companies anytime a requested model was not available, I was provided a free upgrade. I believe this to be typical protocol. Their terse response indicated that because I signed the agreement, there was nothing they could do. Two more correspondences gained me nothing. No compromise, no partial refund, nothing. Lesson learned - stick with the proven companies (Budget, Avis, etc..). If it looks too good to be true, it probably is!

Booked a car from Payless, posted cost per Hotwire 16.95 per day for midsize car. Pick and drop off at Tampa airport. Flight lands, follow signs to car rental area, no Payless at the airport. Call the number on reservation, told they are several miles from Airport and need to find the pick up location for a bus. Get to the location, only to stand in line for almost 1 hour. Get to talk with rep, show my confirmation and then given a lecture on Florida laws for rental cars, all horror stories about not buying extra insurance from them. I explain that I called my insurance company as was assured that my policy covers me for renting a vehicle anywhere and I don't need or want extra insurance. Clerk says "sorry we don't have any midsize cars left, but we can upgrade you to full size for only 24.95 per day."
Now on the ground nearly 2 hours after flight lands, so ok, 24.95 instead of 16.95, I can live with that. We use the car for 4 days, bought no extra insurance, or any extras, just the 9 dollar upgrade. Bring the car back get a bill for 260.00, I tell them there must be a mistake, I rented a car for 4 days at 25 per day, that's 100 dollars, add some taxes, it's fully gassed up, bill can't be over 130 bucks. Am told I don't understand the math of the rental, and that my car is not 25 per day but 45 and change per day, 16.95 for the original plus a 25 per day upgrade and 6 dollar road service, which I'm told is added in on all rentals it's used or not.
Ask to speak with manager, she says that all the charges are correct, that I made a mistake and didn't understand the costs, which of course when you are told the car is 25 per day, you assume that that is 25 per day, not 48. Expect a bill of 130 to 135, get 1 for 260.00 Payless in Tampa is a complete ripoff, and the management is completely complacent with the employee's use of lies and deception to run up the bills.

I wanted to share with you the worst car rental experience I've ever had. So, I reserved a car online with Payless Car Rental (ok, the name should have been a hint). When I arrived to pick it up all was going well until the contract was given to me. The price was $12.47 per day more than the reservation that I confirmed. So, I advised Donal of the difference. He said that was the price nothing he could do to change it. I showed him my confirmation with the total & asked him a second time to adjust the total. He told me that it was "like me going into Walmart & asking an employee to give me a lower price". Well Donal, Walmart honors pricing, Payless doesn't it seems. He told me to call customer service so I did.
Had the customer service rep confirm what I was saying. Donal argued with them too & then advised he could do nothing. When asked who could Donal replied "Adam could". "Great, can you call Adam?" Donal says "no he's at home". There were more exchanges back & forth. While I was speaking to customer service, 2 people dropping off cars also complained of prices being wrong. Donal was as unhelpful to them & he was to me. I told him to cancel the reservation & refund my card. No big shock Donal wasn't able to print out a cancellation. Now this charge is still on my car & I have to file a dispute. This company is not on the level. DO NOT DO BUSINESS with them. On 2/16 I reserved a car from Payless Car Rental in advance for Pickup/drop off at San Jose, CA airport. When I arrived at airport to pick up the car, I had a confirmed email rate in hand. First, they did not have the car or equivalent I requested, so I settled for a smaller vehicle. The agent quoted a substantially higher rate. But since I had a confirmed rate for a larger vehicle, she finally agreed to honor that amount. I did not order additional insurance, GPS or fuel on drop off. I refueled the car at the closest gas station prior to drop off. I pointed it out to the agent when I returned the car the full tank.
When I received my visa bill I noticed an additional $19.00 charge. I was advised by Payless to contact Customer Care via email. They said the charge was for refueling service and that a bank statement receipt was not acceptable. When I requested a phone number to speak with a staff member I was told to provide deeply discounted rates. They do not have staffing to verbally communicate with. Then they stopped communicating with me by email. Being in customer service myself over the years I find Payless Car Rental policy cares about charging more - not less - than they care about customer service. This was more a principle and fairness issue than this erroneous charge.

When I arrived, they had not reserved a car in my price range and they offered me a van. I said it was fine if it didn't cost more. Then I showed my Florida driver's license and they wouldn't rent (the higher priced van) to me without a water or electric bill because I am a LOCAL RENTER (cue scary music). Who travels with a water bill? What?!! So, I'm a safer bet if I'm from somewhere else? THEN they said I would need to show insurance. But I've use my credit card insurance for years and years with reputable car renters for as long as I've been renting. But Payless has 648 complaints at the time of this writing, so "reputable" doesn't apply here.
Later I looked deep in the Priceline terms and there it was for Payless' local renter restrictions. So, no car for me even with perfectly good ID, credit card and credit card insurance - as it has been for the last 25 years I've been renting cars. I took a cab to my childhood home (where I will figure out another solution) and the Argentine man next to me got to rent a car.

Like many others on this board, I was ripped off by Payless. I told them that I didn't need any insurance coverage as I had my own and the credit cards. When returning the car, I see that they had enrolled me in LDW to the tune of $125 but interestingly hadn't given me the other 3. They wouldn't help me but told me to call their 800 number. The customer behind me had the exact same problem. I called but wasn't refunded. This is clearly a scam that Payless uses to make more money. Don't use them.

I rented a car in Las Vegas for a soccer weekend. The gentleman at the counter added extra insurance even after I told him that I had full coverage. He played on the fact that the car rentals were extremely busy and loud. My estimate went from $170 to $270. I also did not get the size of car that was quoted to me either. I have filed a claim and have not gotten anywhere with the claim. You cannot even speak to someone in person. Horrible customer service! I would suggest that you do not use this company. Last August I flew into the Mpls.-St. Paul Airport. I had reserved a car with Payless Car Rental before my flight and was delighted to find it was in Richfield where I grew up. They didnt have the vehicle I reserved, but offered me a Prius hybrid. Unfortunately it was dark in the lot and so I literally see nothing about the car. All I was told was how to start it and turn it off.
I drove three miles to my cousins house and parked the car. Two days later, I tried to start it and it would not start. The Richfield Payless office told me to call their towing and repair line to have someone sent out. I did this but it was an long distance number. I discovered Payless did not use a local company for this, but the information I gave was eventually transferred to a local company, or several of them because when I called again later for towing it went to another local source. As a result, communication between me, Payless, the long distance contractor and the local companies was distorted several times costing me time and money.
The first mechanic who was sent out to repair the problem had no idea what was wrong. All he noticed was the key fobs were not opening the hatchback where the battery was. After explaining all of this to Payless, their only answer was that I have it towed to them at my cost since I did not buy their insurance. I was unwilling to do that because I was unaware of anything I had done to cause the problem. I called an independent towing company to take it to Payless, but did not sign or pay for the towing.
Subsequently, I was charged for the full rental period even though they had the non-functional vehicle in their possession days before my rental contract expired. They also charged me for towing the vehicle using the credit card number I gave them to rent. Because Payless never offered an explanation about what was wrong with the Prius, nor even acknowledged there was something wrong, I asked my credit card company to dispute their charges.
Now, seven months later, Payless made the generous offer of deducting $43.46 from the $387.73 bill they charged me! In other words, I paid $344.27 to drive 3 miles! After much online research I finally learned what may have been the problem with the car. Apparently you must leave the key fobs a distance from computers and I did not because no-one at Payless told me that!
The final lesson for me is not to simply do polite business with car rental companies, but it is dependent upon the customer to grill the company upon renting about all possible loopholes, such as who is responsible in the case of car failure; whether or not they can use your credit card for charges other than what were authorized; are they required to give all necessary information about the vehicle (visual, fob placement, etc.) before renting, etc.?

Last week we were in Phoenix and booked a car from Payless online through Rentalcars.com. My quote was for $324.83 (taxes included). When I showed up at the airport to pick the car up they asked me if I wanted any extra coverage and I declined. They then gave me a new quote which was for $695 (approx). I told the guy that this was far more than what my quote was for and he responded that since it was a holiday weekend that pricing was higher. I told him that this was absolutely poor business as I was already given a quote.
I paid DOUBLE what they QUOTED ME... Since I was already there I had no choice but to accept the car as my family was waiting with our luggage and we had no other options. After reading all of the reviews on this site and others, I can see that this company is absolutely deceitful. **Do not use them.** I recommend that you go onto social media and alert everyone that you can. Everything would adjust when we dropped off the car. I even called the customer service center as we left the car rental and was told everything would be fixed by the time we turned in the car. When we turned in the car there was no one there to check and confirm it had been taken care of. They told us they wouldn't charge us. They would let customer service do that. The vehicle I had reserved was a Santa Fe but he said the website always shows a different vehicle than they really have. "It's a marketing thing" he said. So I ended up with a Rogue instead. I went upstairs to Advantage to pick up my car and they said I had rented from Payless. I retold them what happen and the Advantage agent said "yeah I am really sorry but they stole you away from us. If I could rate this 0 stars I would. I recently booked a car rental through Expedia using Payless for my trip to Dallas, TX. I had used Payless in the past when visiting Orlando and didn't have an issue, so I figured "Why not". As soon as I walked in, the place was dirty, and smelled musky with ceiling tiles almost falling out of the ceiling. The woman behind the counter was extremely ill-dressed, leaving nothing to the imagination -- if you know what I mean. Despite this, my Fiance and I kept our happy faces and proceeded to wait the 45 minutes it took for us to get up to the counter (mind you, there was 1 person behind the counter with 3 people on line... Yes, 45 minutes to get to the counter).
As I handed over my Itinerary, license and American Express card she looks at me and says, "Sorry we can't accept this card". Okay, no problem, I understand a lot of places don't accept American Express -- My Fiance hands over his Debit card. On their website it clearly states that you CAN use a debit card to rent a car, but may require a separate Credit Card to run a credit check -- Again, no problem, he hands over a Credit Card with his name on it to run the credit check. The woman then tells my fiance he "Doesn't have enough credit" to rent the car. Which makes absolutely no sense whatsoever... We're grown adults, of course we have credit. So looking at her a little confused, we asked if it could possibly be a mistake? She responds with an attitude, "No, it tells us not to rent you a car".
At this point my Fiance and I just look at each other and are like, "Well great, we're stranded in Dallas when we're supposed to be driving about 100 miles east of here". She then tells us to go BACK to the airport and talk to another company. Extremely irritated, we did as she suggested and spoke with someone at Advantage Car Rentals in the Dallas Love Field airport. It turns out my Fiance's bank put a hold on his Card thinking it was Fraud considering we're from New York and we were using his card in Texas. The dimwit that works for Payless was too stupid to put two and two together, and basically insulted us to our faces. Oh, they also had no more cars to rent, according to her key box, so it seems as though they overbooked themselves. Nice. Stay away from this disgusting trap. Don't let the low prices fool you.

I rented a car from Payless just recently in a trip to San Diego. I went with them for their lower prices. I booked through Expedia, but I called them multiple times in the week prior to make sure we were set for when we got there. On the 9th when we arrived, we went and picked up the car, a 2015 Nissan Versa. Upon arrival, we were slammed with additional charges for things such as insurance, prepaid gas, and underage fees (which I knew were coming, but when I called, they said it would be $25 a day, however when we got there they said it would be $30 a day). Our fourth night in the car, we had trouble and broke down on the side of the road. I called the Payless at San Diego airport multiple times with no answer.
Finally I called the "after hours" roadside assistance, even though it wasn't after hours. They told us even though we had purchased the insurance, we would have to pay OUT OF POCKET for the tow back to the place before they would replace the rental. The tow truck, however, wouldn't be there until 90 minutes later, around 11pm at this point, so we fought it and they sent someone in a new rental to come get us. We sat on the side of the road for two and a half hours before someone finally came and got us, it was right before 10pm. We dropped the car off prior to leaving the next day back at the airport. Nothing was said, I got my receipt and we went on our merry way.
Now I am home, and a week after coming home, Payless has charged me an additional $1000 on top of the $617.38 I paid for the rental, claiming that the car's fuel line went and we owe them the money for it, and also stating an additional $800 would be coming from my account on Friday. I called to find insight on this and the manager of the store, David, was very nasty. Telling me "It's not my problem, you owe us money, the car was working fine until you had it". I expressed that he couldn't not take money from my account without informing me first or contacting me because I did not authorize it. His response was "Well it obviously went through, didn't it? It's not my problem." I asked for a corporate number and he told me that it was an independently owned franchise and I was speaking with the highest at this franchise.
I filed a "ticket" with the company for this location and they closed it completely and said I was being charged the additional money. Very dissatisfied with this company. Currently working with an attorney for unauthorized charges and fraud. After looking at other complaints, I see that there is several people with problems with this company at the San Diego location. There is a multitude of complaints of being overcharged, double charged, fraudulent charges with no explanation... DO NOT RENT FROM PAYLESS IN THE SAN DIEGO INTERNATIONAL AIRPORT.

We crammed our skis and luggage in with us 54 adults and drove to Breckenridge. We planned to ski Breckenridge, Vail, and Beaver Creek during our 8-day stay. It snowed all week which was great.

Payless car rentals has a bait and switch scam going on and here is how we know: Back in January 2016 I researched car rentals to use during a family wedding the last week in February while in Florida, 2000 miles from home. I chose Payless from the list of four options available through Expedia at a cost of $188.
After being shuttled from the Orlando Airport to Payless, the man behind the counter immediately told us the car we had contracted for (a Jeep Cherokee) was not available. He told us there was nothing else available in mid-size cars (and also nothing in a lower class but he has a Mustang, Mini-van or Full-size SUV. We had no choice. We needed a car and so we chose the lowest priced SUV. The man made out a contract for what he called an “upgrade” and we HAD to sign if we want to rent a car that day, even though we were going to have to pay nearly double what we had contracted for in the first place (ended up being $311.). We DID NOT NEED, CHOOSE or WANT an upgrade. We were frustrated and angry, we thought we just needed to pick up the keys and be on our way, not bargain AGAIN for a car.
The person behind the counter at this particular store had NO intention of letting us rent a car for the $188 for which we had a contract from Expedia and Payless. We contacted Payless through their website and our complaint was forwarded right back to the office where we were supposed to pick up our Jeep and were denied. The representative there said "they offered as an upgrade" and they signed for it. THIS IS NOT TRUE! We did not want an upgrade! Why would two people switch from renting a Jeep Cherokee that WE picked to a 4-Runner which would cost much more ($123)? After reading the Payless FAQs we know their policy is to always have the car rented available on the day it’s reserved.
We also contacted Expedia (twice). First they told us to contact Payless. The second time, we asked them to remove Payless as an option for car rentals because we believe we were scammed in the manner of a bait and switch and would like this overage reimbursed. They told us to contact Payless (obviously they did not read our complaint and remedy suggestion.).
Finally after looking at reviews on ConsumerAffairs website (we will do this first next time we take any action) and found that Payless car rentals is bait and switching the same way for hundreds/perhaps thousands of other car renters. Many of the folks scammed don’t bother to report the problem because they just let it go but this has got to stop!

Anyway, I go to pick up the car and they gave me an old beat up Dodge caravan. I asked, "Where is the upgrade?" They said this is the upgrade! I explained what the agent told me and they laughed! So they basically extorted 136 dollars from me plus tax, never received the upgrade, and never received the unlimited mileage as stated in Priceline. I wound up renting from EZ Rent-a-Car (Advantage) for $13/day. I wound up paying more and aggravated.
One of the customers was a woman with a tired and hungry 6-year-old child with her. Good thing I had a Fiber One bar I could give her, because the Payless employees also said there were no snack or vending machines we could use. This was not a pleasure trip for me, this was a trip to continue emptying my recently deceased mother's home. I'm already stressed over that chore, only to be greeted by utterly incompetent, unhelpful, and worthless personnel. I've rented from this company every time I fly home for the past 15 years. They have lost me after this fiasco, because this entire incident was avoidable and made worse by these lazy employees. Worse, when I sent in a complaint, I got a pre-fab reply of "We hope you'll use our service again!" Perky. After that experience, I am not in the mood for perky.

Friday night was the first rental which I booked through Hot Wire for Payless car rental. I'm glad I live 10 min from the rental since they didn't have a car for me. They told me all the cars were gone and I could wait if I wanted. It was 10 pm and they close at 11 pm. I didn't wait. I asked, "Why did you accept the reservation?" Their response was, "If you went through our website you would have known there weren't any cars." I thought this guy doesn't travel much. Millions of people use other sites to rent cars or make fly arrangements. I thought what if I flew in from another part of the US and got here at 10 pm to find out Payless car rentals didn't have a car which I reversed and have a confirmation number. The next day I reserved again. I just needed the car for 5 hours. I get there an hour late. Now they don't have an economy car which I reserved. I also went through their website to reserve the car. The clerk let me know it was my fault since I was an hour late.
What do they do when flights are late... sorry you're tough out of luck? They gave me a Soul which I do like to rent. OMG!!! I guess they never heard of maintaining cars. The tires needed balancing and alignment. Also sounded if brakes needed work. The total of 3 hours of interest driving and the steering wheel bouncing the entire time was not a fun drive. When I returned at the airport drop off one guy was working. ONE GUY!! Friday evening at Palm Beach International airport and one guy was checking in the cars. By the time he got to my car there were 5 cars behind me waiting to check in. Budget shares the same drop off. Well so long Payless. Not worth the savings. If you don't make changes you won't stay in business much longer.

The agent told me I shouldn't deal with this website, that the price was not possible (he actually laughed), that it was in the wrong airport (I rented the right one) and quoted a price 300% more. He claimed I would be back after I checked other agencies. (I actually found a low price rental at e-z rental)

After verbally stating several times when asked at time of car rental that we did not want to pay for extra services we did not need, was billed for them anyway. Our original quote for the car rental was $127. More than double that amount was charged to my credit card. I thought it was an obvious mistake but realized as soon as I attempted to contact customer service that no one was interested in helping me. It turns out this is standard of practice for this company. Why didn't I look at any online reviews.
The first time I googled Payless Car Rental reviews, I couldn't believe it. Check it out for yourself. This company has been scamming people out of money for a long time. They are unethical, hard selling and use deceitful business practices all in the spirit of making a few extra bucks off of as many hardworking Americans as they can. I feel taken, frustrated and so angry. I finally received a final, very well rehearsed email today telling me that there is nothing they can do to help me and I owe them what they say I owe them. Oh, and then they added that they "hope it doesn't prevent me from renting from them in the future". Stay away from this company!

This review is strictly for the Payless in Ft. Myers, FL. Other locations may be just fine. From the time I arrived to the minute I returned the car, this experience was a total nightmare. Too many things to list, but here are a few. It was after dark when I arrived with my 80-year-old sister in tow. Waited for over an hour with only one customer ahead of me and 2 sitting with agents. Didn't have the car I rented (full size) and offered me an SUV or compact as that's all they had. Chose the compact. They said they would calclulate the refund (difference in price) when I returned the car because prices change daily.
Really?? The windows were filthy. An agent outside told me to drive it around to the back of the building and someone would come out. Really? When? I opted to use all of the window washer instead of waiting. I soon discovered that the rest of the car was filthy and that they had only given me one key, no remote. Two days before returning the car I saw the plates were expired. Really? When I returned the car, I alerted it to them, but the agent just brushed it off. In fact, he didn't respond at all! Really?
Then, I'm back home for 3 months and I get a letter in the mail - a claim from Payless that I damaged their car. They even had a picture with a long black scratch. This scratch was not noted when I returned the car. It wasn't there. Long story short, my insurance suggested we pay the claim (under $1,000) because otherwise we would have to obtain a lawyer and even though they had no proof, we would likely lose. Bottomline! NO! NO! NO! PayMORE and rent a car from a clean, reputable, honest company in Ft. Myers! The other review is right. This place brought whole meaning for "You get what you pay for".

If I could give them a half star I would. I booked my reservation several weeks in advance and they were the lowest price option, so that's where the half star would come from. Upon arriving at TPA on Feb. 26th, we waited an hour for the shuttle to come by and pick us up. I asked a lady at the service desk how often the Payless shuttle comes around and she told me they were supposed to pick up every 20 min. During the HOUR we waited, we saw the Sixt shuttle 5 times. I tried calling the Payless contact number and the first time it was busy, the 2nd & 3rd time (yes, we called 3 times), I let it ring until I got a message saying no one was around to answer.
The shuttle NEVER came to get us, nor could we reach anyone at the service desk. We ended up canceling our reservation through the credit card company I booked it through & rented from Enterprise, which we had a fantastic experience and it was a comparable price. We will NEVER RENT FROM PAYLESS after that experience.

The service is pathetic and no coordination between people working after hours. It is hard to get hold of anyone on the front desk. I had to wait for around 45 minutes at TPA airport and an additional 1 hour before getting the rental vehicle. While dropping the car it took 1/2 hour to get hold of any one to handover the car. Finally while leaving I realized they charged me for fuel even after I filled the tank. Looks like the billing is set to charge for fuel by default. Overall experience. pathetic!! Will never ever do business with Payless.

Worst rental car experience ever. The counter staff are rude and will be 150% more aggressive than any other rental counter experience you've had with another company. My reservation clearly said Hyundai Accent or equivalent, and they tried to threaten me that I would only be getting a Chevy Sonic. Lo and behold, at the end after declining all upgrades I suddenly was back in the Accent. Didn't even see a Sonic in the parking stalls. There weren't very many cars at all, so I was probably lucky that I got one. Despite declining EVERYTHING, they still snuck on roadside assistance (RSA) at $2/day. Then, on the prepaid gas that I did want, they charged me $35 at $2.50/gal. That equates to 14 gallons, but my car only had an 11.4 gallon tank per the manufacturer! Total ripoff!

I selected Payless because it was going to cost me $30 less than Enterprise at the Tampa Airport in January 2016. I thought the inconvenience of having to take a shuttle offsite was worth the savings. NOT!!! The shuttle was fine, however once it dropped me off at the Payless facility is when the nightmare began. There were 2 people ahead of me in line and 2 clerks. The clerks kept leaving for several minutes at a time during each transaction (in hindsight, I think they were the ones checking in returned autos AND cleaning them out and washing them!!). It took me AN HOUR AND A HALF to finally get waited on. I had booked the reservation through Hotwire.com and the rate was supposed to be $123. At the counter, I waived/declined all optional services such as insurance and roadside assistance. He had me initial that I waived everything.
When I returned the car, it took several minutes to get someone to wait on me again. Once they did, they were clueless and kept bringing other staff over to look at the computer. All of them shrugged their shoulders - the clerk wouldn't tell me what the problem was. The shuttle was leaving so he handed me a piece of paper and I headed for the airport. A few days later, my credit card statement showed FOUR charges totalling over $400!! I had my credit card company reverse all the charges until Payless could explain what was the true amount due. None of the 4 charges was near the $123 cost I had agreed to.
Payless opened a ticket on their service desk. I explained everything and also pointed out that the charge they slipped through did not say "Roadside Service" and the way I read the contract, I had declined ALL optionals. I told them I waived the RSP additional service and initialed it on the contract when I reserved the car. Payless totally ignored all the points of my email and declined to reverse the RSP amount. We have gone round and round and now they have sent me a bill for the amount (as it had been reversed when it was in dispute).
My next step is to get Hotwire involved and my credit card company. It is not worth the savings to use Payless. It ended up costing me $20 more and weeks of battling the company only to be refused the refund!! BE WARNED... DO NOT EVER USE PAYLESS!!

We recently spent a week in Guatemala and rented a car from Payless. When we arrived in Guatemala they told us that they did not have a car that day and to return the next day. When we returned the next day they did not have the Hyundai SUV that we had a confirmed reservation for but put us in an equivalent Suzuki model. They then went on to charge us $104 more for the rental because they did not agree with the rate that we had received with the online booking and told us that if we did not like it to go rent somewhere else. Payless headquarters in the USA was no help whatsoever in resolving the issue. My recommendation is that if you are going to rent a car in Guatemala stay away from Payless because the local franchise will not honor the rate that you show up with.

I made a Payless reservation on Expedia.com because they had the most reasonable rates at the Denver airport for the period I needed (Feb. 3-7). Expedia quoted a total price of $160.16 (including all taxes & fees). When I arrived in Denver, the weather had me concerned about road conditions; the man behind the counter told me he had a Hyundai Tucson available that someone had reserved at member rates but canceled. He made it sound like the member rate is a great deal, and he didn't quote me a price as to how much it would be -- so I assumed I wouldn't be paying any more than I would for my reserved midsize car, or if so, it would be a minimal fee (like maybe $5 or $10 extra a day).
I also agreed to be charged for gas so that I wouldn't have to return it full. I literally have never obtained supplemental insurance for a rental, preferring to use my own insurance, but the man persuaded me that "everyone" gets the collision damage and uses their own insurance for liability only. That didn't sound right to me, but if "everyone" does it, I figured it might be worthwhile given the road conditions and possibility of minor collisions.
I didn't look at the updated total charge until I returned the car and was absolutely shocked to see that I was paying $611.10. I was expecting the fuel charge to be added, and although I now regret giving in to the man's line about insurance, I was prepared to pay that as well. But then I saw the $65.10 daily "upgrade" fee on top of the daily fee. WHAT??? How could this man not tell me about this extravagant upgrade fee? Considering that my original reservation was for $160.16, the fact that this upgrade would be adding $260.40 on top would certainly be worth verifying with the customer, don't you think? This is the "member rate"? I could have reserved a full-size SUV online at Expedia for far less. I am outraged that Payless suckered me into a total charge of more than $600 for a rental that I expected to be under $200.

Same things happened to me in Las Vegas as others. I think putting roadside service on your contract and not providing a brochure with a phone number to use is standard operating procedure. I booked through Expedia with their insurance. When I got to the counter the agent said he could tell I had their insurance. He tried to sell me their add on which pays your deductible. I declined then he asked about a GPS. I said no, he said to bring the car back empty as it was already charged then we had small talk and he said to initial where he checked and sign which I did thinking I was declining what was offered, big mistake dealing with a con man.
The day we were leaving I got out the contract to get address to return the car. I saw he had me initial for their collision insurance which he knew I already had and roadside service with no phone number to even use. I thought might be an honest mistake till I tried dealing with Payless then found this site and found out standard operating procedure for them, they don't even care what their agent does to its customers probably reward the deception.
If you use this company get your phone out and record your encounter, might make the con men at the counter less bold. Check your contract and take a picture of it. They are there to separate you from your money. I guess Avis actually owns this company. They surely know a company with this many complaints is not being run ethically. Shame on them too. Reserved a 6-day rental for a road trip down to South Padre Island because I didn't want to put the miles on my car. I scheduled to pick the car up the afternoon before we planned to leave town early the next morning - good thing I did! My husband drove me over to the car rental center at DFW and they are located in the main rental center. When I arrived at their counter, there were 2 workers and about 6 customers in line. All other companies had about 2-3 customers in line and as I stood there observing. All other companies' lines moved along and people went on their merry way. The Payless line barely moved and it took a ridiculous amount of time for each transaction and every customer was angry when they left the rental counter.
I was thinking, "I'll just get up there, tell them I'm declining all additional options & charges & get out of there." - WRONG! It took me 50 minutes just to get to the counter and I soon found out why every customer left angry. I had all the paperwork from my email reservation confirmation and they kept adding stuff in I didn't want or need. They hard sell their insurance which I declined but then said I had to produce my proof of insurance card before they could finalize the rental - who travels with their proof of insurance if you're not in your car? Luckily, I was able to call my husband & have him text me a picture of the card which the agent never asked to see - it was a trick to get you to accept their insurance. I'm sure they count on most people not being able to produce their insurance documentation.
Another customer next to me was on the phone with their insurance company trying to get a fax number for the company to fax them the info - they don't have a fax number to receive info like that. They also added Roadside Assistance that I absolutely didn't need and I clearly marked through it and hand wrote "declined coverage" on the contract. They said it would come off at the end. The additional fees & taxes were higher than what was quoted in my reservation and they said their municipality had a different tax that had to be added. Finally, after going back & forth about the items I crossed out & declined on the contract - which was everything except the daily rental rate. The transaction was concluded 90 minutes later.
They gave me my copy of the contract which was another computer printout and not an exact copy of what I signed with all the cross outs and declinations - they had no way to make me a copy of the original with my signature. I retrieved my car - which was as described and fine - but there was no process offered to check out the exterior and make note of any damage or scratches before I left and it was in a dark area where I couldn't see it very well, making me nervous about what they would try to claim on my return. I went home (I live about 15 min away) and surveyed the car exterior and took photos of 5 different scratches and marks on the car. I got online to look for a way to email their corporate office and found out they do not have public email and no way for anyone to electronically contact them. I did, however, find a fax number.
I wrote up a very long and detailed letter describing the dreadful experience I had endured and printed off the 5 pictures of the damage I had photographed and faxed it all with the copy of my contract explaining I had declined everything is except the daily rate. I went on to explain that since I was not leaving until the next morning that I had the time to go through this nonsense and document everything to their corporate office knowing full well that most travelers do not have that luxury. I told them that I expected my return experience to be more pleasant and to not be charged for the things I had not authorized or approved. The return, while not hassle free, was better.
I still had to go inside to the counter to turn in a receipt they gave me at drop off but the staff did wave me to the front of the line when they saw the receipt in my hand and it only took a few minutes. I still got overcharged by about $30 for miscellaneous taxes & fees but it was better than the extra $200+ they tried to take me for. I decided I had invested enough time & energy into the deal and chalked it up to experience and the cost of using a no-name rental agency. I have probably told 10 people how awful they are and will continue to do so at every opportunity. When I got to the counter I was asked my name after a pleasant welcome to Payless before I even got to the counter. The guy was decent. He was thorough. I live in Sarasota. So he was inquiring of the local renter. I was a bit disappointed but then it was explained to me that the rate increases this year are a reflection on challenges the company has had with Local Renters. I had to agree that we get treated in ways cause of the actions of others. Then the guy explained it's the same company wide. It wouldn't matter if you were here or in Hawaii. It would be the same. He asked if I could bring up the info on his phone cause I said the utility is at home. He said "Call someone at home. Ask them to text you a pic of the item."
I did that. 3 minutes later a car is picked and I was laughing. The guy at the competitor same car, same year, more miles, 19.00 a day more so Payless is driving down costs to save me money. Would I recommend them? In a heart beat. The car wasn't spotless could have been cleaner. I like the fact they are strong on smoke free cars. And I was apprehensive on the fuel option. I thought I would be juiced at time I bring the car back. Not at all. I filled the tank. They asked me. I said it's full. They didn't charge me. I asked why is it on the contract if it's an option? It was explained that the other way it's almost 10 bucks a gallon. This way if you're in a hurry no time to stop for fuel then you have a backup that's not so painful. Payless isn't a gas station. They rent cars for the guests' convenience. I have to tell you very convenient.

I was in Florida last September and rented a Payless Car. A few weeks ago I received a bill from Highway Toll Administration for $16.66 plus a $10 late fee for unpaid tolls. When I called the agency (which I thought was a scam) it turns out that they are owned by Payless and charge you $2.95 per day once you go thru a toll. Turns out my single toll of $1.91, yes $1.91, cost me $26.66. This is a travesty and I will never use Payless again. Beware the hidden fees from these thieves!

Last month I had a contract with Payless Car Rental for a car in Ft. Lauderdale. The contract was for $66.46. Unfortunately my driver's license was in NY when I arrived at the check-in. My husband was with me and he has the same name and address but the counter clerk would not honor my reservation and wanted to charge us a lot more for a new reservation. Since I was visiting my younger brother suffering from cancer, I was not about to start looking around for a different car. I reported this incident when I got home and the first customer service person said I would have a reply within 72 hours. Didn't happen. Today I called in again and was given a bogus ticket number to check online. Really, how's this for a lousy business! I will take further action with my credit card. I know then I'll get results.

I asked for a 15 passenger van, but they didn't have it. I made a reservation for a 12 passenger van for a total of $251.95 for two days. I offered to guarantee the reservation with a credit card and asked for a confirmation via email. The agent declined the card and told me they don't email confirmations. On the morning of October 28, 2015, I went to pick up the van and an agent showed me a paper that showed my reservation was for an SUV. I told him that no SUV discussion occurred because it can't accommodate 12 people. The 12 passenger is for $401 instead.
From all the reviews I read, Payless has a consistent fraudulent, deceptive, dishonest, etc policy of luring and robbing the public. The lying to cover up their dishonest practice of "he is not here" and "he doesn't work for us anymore" is an additional evidence. Therefore, I am very eager to discuss with all the victims of this fraud and do my civic duty to drive this company out of business. All the complaining banks are out of business, we can't cash the complaints. Let's act now before Payless victimizes other members of our society.

I want to share very bad experience with Payless Car Rental (Las Vegas airport location). Agent Allan included costs of extra insurance and damage coverage what I did not want. He told me that he did it by mistake. When I asked him to remove these charges, he verbally promised to redo the invoice/documents later. Allan promised me that these amounts will not be charged and insisted me to sign and initial all the paperwork. Even when I asked him multiple times to redo the documents without the extra costs, Allan stated it will be fixed immediately when he will find out how to do that but I have to sign the existing document. He was talking loudly in front of all staff and customers. It took about 20 minutes. Finally I decided to trust him because I could not imagine that official agent of official company could lie like that. That's why I signed and initialed the paper.
When I came there to return the vehicle and asked Allan if everything was fixed in regards to the extra charges it turned out that nothing had been done. When I asked to resolve the problem, Allan printed out a copy of the invoice, circled the amounts that were charged and initialed them and assured me that those amounts will be refunded. When I stated that I want the problem resolved now, the agent Allan replied by saying he need a manager, who is currently in a meeting. The agent Allan promised that I can fly back home and that by the time I get back home everything will be resolved and I will have a voicemail from the manager Duke verifying that everything has been corrected before I land. Nobody left any voicemail so I attempted to call and get through to that agent or the manager Duke with no luck. I left messages and received no calls back.
This company worked out that fraud scheme for trusting customers. I can testify, that the Las Vegas Payless Car Rental employees (airport location) know of this scheme to charge these extra costs, because when the customers were returning the vehicle multiple employees stated that "there is nothing you can do because you signed and initialed". This proves that the company is aware that this fraudulent activity is happening and are continuing to lie and cheat their customers for extra charges.

I chose Payless for a recent rental. It was the first and only time I will use this company. Payless was selected based on price and vehicle choice. Scheduled and prepaid for rental at SMF using the Payless website. When we arrived to pick up the car we were an hour and ten minutes earlier than the scheduled time. The clerk tried to charge an additional two hours rental rate. We declined this and waited a few minutes so there would only be a one hour charge. It took 45 minutes to obtain the vehicle - time that was being paid for. The first vehicle provided was not the full size as had been reserved. Second vehicle was an 'upgrade' missing its license plate. The rental agents had not even noticed this. Finally, a third vehicle was offered but would be an upgrade - the agent chose waived the upgrade fee as we were getting irritated at the delays. This is the one point in Payless' favor.
The car had not been cleaned from the previous rental. Car was returned to SMF on time and the keys were turned over to a Payless rental agent. The next day I received a robocall from Payless stating that the car was overdue - attempts to return the call did not work as it went to a voicemail system that was un-navigable. Two days later $85 was charged to my credit card by Payless. Contacted Payless through their online dispute system and was told the vehicle was returned three days late. Still waiting on a resolution. I will not be renting from Payless again. There are other companies with comparable rates and much better customer service.

Deceptive and in my opinion fraudulent. They give you a "low" estimate online to lure you in. They have a base rate, in my case $64.98 for six days. They then lump "Other Taxes/Fees" into one charge, in my case $74.92. So, estimated car cost $139.90, right? How about final bill is $195.87. When I questioned this upon turning the car in I was told it was "probably" because of the Roadside Service Plan that I "have to have" (which I didn't need because I have AAA). They charged me $35.94 for the RSP, which I found out is optional. However, the rude counter person just placed an X by the box that states you agree to purchase the plan. Without explaining the plan is optional, he says "initial the x's and sign at the bottom.
If you purchase the OPTIONAL RSP, they are supposed to provide you with a separate RSP brochure, according to the rental agreement. I did NOT receive a brochure. Sure, it's the customer's responsibility to read before initialing and signing, but BEWARE OF THE FAST TALKERS, trying to shove vehicle upgrades, additional insurance, and pre-purchased gas down your throat. Furthermore, the person actually LIED and told me local gas would cost me $2.00 a gallon and pre-purchased gas was at a rate of around $1.67 a gallon.
I knew better, purchased gas at $1.67 a gallon several blocks from the airport. To have an estimate of $139.90 and get a final bill $55.97 over that estimate is deceptive in my opinion. I emailed the company and asked to have the RSP costs refunded. Of course I got a canned statement that they can't issue refunds. Really? I will NEVER rent from these scammers again. Payless? DON'T BELIEVE IT! By the way, the car itself, a 2014 Mitsubishi Lancer, was musty, noisy and had the feel of a REAL car rental company reject. Don't waste your time or money!!!

Rented a car from Payless Car Rental at the Tampa Fla. airport and have never had such a horrible experience. I have rented cars from many agencies for at least 35 plus years and many times through Hotwire. Have always been satisfied until now. Arrived to pick up car off site and then the craziness began. Hotwire quoted me a 94$ fee including all taxes with a full-size vehicle. When we got these and tried to put car on our family cc was told that we would have to add my husband as a second driver as the reservation was in his name and that would be another 52$.
At that time rep. said begrudgingly that he would have that fee waived if we 'upgraded' and the car that they finally gave us was NOT a full-size car or an upgrade... The bill he handed me was for 227$ and when I started asking questions got a real attitude from this kid. Just couldn't believe all these extra charges and when I came to the numerous taxes he said, 'well Fla. airport wants its money.' Under Hotwire with previous transactions have never had this happen. Then I noticed vehicle damage on the back of the car and when I went back in, was told I already had paperwork with these damages listed... NOT.
When I went back in again he threw that paperwork down on the desk and then pulled his contract with that paperwork attached to his paperwork... Not mine. This put a real sour note to the beginning of our vacation and really felt like we had been 'conned'. If I could give Payless a minus star I would and will be telling all my friends, writing yelp, and writing hotwire. HORRIBLE EXPERIENCE. How many people come home from a vacay and are still talking about our rental car experience? WE ARE!!!

Thursday, Jan. 14th I arrived at the Denver, CO airport and went outside to wait for a Payless Shuttle. I had booked the rental through Hotwire who I have used for years. My experience began when I had to wait 30 mins for a shuttle bus outside in freezing weather. After we finally got to the Payless location, I had to stand in line and wait another 45 minutes until I got to an agent. A young boy in line with me said to his dad that he counted 57 people in line and they were right out the door waiting in below freezing temperatures. Once I got to the agent, she told me that they didn't have any full sized cars left that the best she could do was give me a mid-sized car. At this point, I was so frustrated, that I agreed and she went into the back. 10 minutes later she came out with a set of keys and said they are just finishing washing the car. I went out with her for the walk around which she said the car had some scratches on the rear quarter panel.
The car had clearly been in an accident, these were not scratches. I then proceeded to walk around the car and pointed out to her that the front spoiler was nearly torn off and damaged and she agreed, but not until I pointed it out. She then left in a hurry with no thank you or sorry for the wait. I then climbed in the car to the smell of smoke and stained seats. I am 6'2" and because it was a mid-sized car, my knees were up around my ears. I honestly did not feel safe even driving the car. I turned it on and the odometer read 40,564 miles. I couldn't believe that a rental car could have so many miles.
I climbed out and asked one of the men there if there were any other cars available and he said no. At this point in time, I was late for a meeting downtown so I just left in obvious rage. En route downtown I called Payless and they said they couldn't do anything for me. I would have to bring the car back and wait for another car to back. I had already prepaid the rental and couldn't get a refund. My mistake. I will never set foot on Payless property again ever, and I warn anyone else to seriously reconsider doing business with them. Be warned!

I am honestly never the type of person to leave a review but disappointed not upset begin to describe how I feel right now! DO NOT rent with this company by any means. My boyfriend rented our rental because we came to Orlando for 5 days. The reason he rented it was because they send him an email with offering $111 for the 5 days. When we arrived our total was $480!!! It was crazy! They charged a lot of extra fees and we didn't have an option. We thought any other company would be around the same price and charge the same fees (it was our first time renting a car). On the last night that we were here we had an event at Epcot which would finish at 1:30am and our flight was at 5:00am. We called Payless so many times to ask if we couldn't drop off the car at a later time after 1:30. They said no they closed at 1am and opened at 6am so we had to leave the event early so we can leave the car back in time before they "closed".
When we arrived they told us that it was gonna be $10 per gallon to fill it up so we went to a gas station and filled it up for 1.99 a gallon. The lady was so rude when she told us about that and we were so upset because they had not told us about that and she noticed we got mad when we came back. She asked the guy next to her to "check us out" and she went to talk to the girl who was supposed to be answering the phone! (No wonder our calls weren't getting answered.) So the guy told us that drop off is 24 hours!!! But they close at 1am! We were extremely irritated that we had to leave our event super early because they told us we couldn't drop it off between closing times. Then they printed our receipt and for some reason it had a smaller amount on it of $368 but our bank account said they were charging $450!!! It was so confusing.
We asked the guy why and he said it would change by tomorrow on our bank statement. That is when I came online to read reviews and there is over 500 complaints about this company!!! They are so fraudulent and their customer service is so mediocre!!! I have never been so upset. Honestly I told my boyfriend to call chase right now and advise them of the situation just in case they decide to charge any extra surprise charges in the card!!! So so so so annoying! Now we are stuck in the airport 5 hours before our flight irritated like crazy and we missed out on our Epcot experience because of them!!! DO NOT RENT FROM THEM!
Oh and when we were initially arriving there the lady in front of us was also arguing with them about something that went wrong with her car rental experience. When we got there to pick up the car the guy was being so persistent on getting all these insurances and extra fees and threatened that we'd be responsible for anything that happened to the car "even if it's just a little scratch" he said!!! So so so annoying!!! Ugh!!

I went out to pick up the car and it was a Kia Rio which is a good size car, obviously they did NOT have any small cars and wanted me to pay more. When I dropped off the car after a week they charged my card then handed me the receipt. $51 more than I was quoted. I said I wanted the price that Hotwire gave me and he removed the $5.99/day for roadside assistance that I did not ask for. He said I will see it put back on my card in a few weeks! Well since my contract was for a red accent that I never rented, I was charged $85 and the account closed. Wait, I'm confused, does that mean I'm in a stolen car? No, no problem, they are going to correct everything and I will get a new contract in my email, they will credit my account the $85.

For additional hours, they say that they charge at an hourly rate.
But when we rented, we returned the car one hour late. In the invoice, they mention as two hours late. I assume that the guy at their garage may have taken 1 hour to send the returning signal to the office. The funny part is that for the one hour delay, they have charged for an additional day including rental, taxes, insurance and all the other hidden costs. I would be ok with it if they mentioned it when we ASKED OVER THE PHONE BEFORE RENTING. If so, I would have plan my trip accordingly or use some other rental service. I then realized he was lying to me, because the last time I - he was lying to me, when I extended it last time I had to give the last 4 on my credit card so they could put a hold on it.
So I called the Tampa number and spoke to a nice lady Rose who did help me and did extend it for me. Other than Rose the customer service at Pensacola and the 1800 call center are the most ignorant people around and I would walk before doing business with them ever again. As I kept telling them my daughter is in the hospital and they kept playing games - really is that how you make money for the company you work for? I have already been upset about my daughter and this just about put me in the hospital. I am so sick from this.

In September, 2015, I reserved a full size car at the Payless Car Rental location at Toronto International Airport (YYZ). Payless is a US company with headquarters in St. Petersburg, FL. The reservation was made through Hotwire.com. The total charges were (Canadian Dollars) CAD 390.03 and were paid with a U.S. VISA credit card. The charges to my card were USD 296.71, posted on Sept. 26th, 2015. On Dec 4th, 2015, Payless Car Rental initiated an unauthorized charge of USD 62.74 to my VISA credit card. I did not authorize any new charges. Have had no interaction with Payless Car Rental since 9/26/2015.
When I contacted Payless Car Rental, they informed me that when I rented the car I had agreed to a charge of $50.00 if I drove the rental car on a toll road! When I rented the car in Toronto, I was clearly told that the $50.00 charge was applied only if I DO NOT PAY the toll charges or any tickets. That is the only reason I agreed to the clause. I did incur toll charges of CAD $50.60 and this amount was paid in full to ETR of Canada on October 11th, 2015. I have a payment receipt for this.
The clause on the invoice that I am agreeing and that is being disputed is listed as Item #18 on the invoice and is as follows: "Renter agrees to pay all parking tickets, traffic violations, and toll road charges incurred, and be liable for a service charge of $50.00 for each ticket and/or violation plus all parking and traffic fines and toll road charges." As written, the Canadian $50.00 applies to each ticket and/or violation and DOES NOT apply to driving on a toll road. Charging $50.00 simply because a rental car was driven on a toll road is unheard of and simply unwarranted under the terms of the rental agreement I agreed to with Payless Car Rental.

I booked a full size car online to drive to South Carolina to see my Daughter and new granddaughter for the weekend. I work nights at the airport and had a friend drive me over in the morning after work to pick up my reservation. When I arrived I was told they did not have the car I reserved. I said "ok what do you have", I was informed they had a smaller car and was not offered a discount. So I told them to cancel the reservation and I would try another rental company. After going and to all the other car rental companies I found I had no choice but to go back to Payless (Due to people not bringing cars back on time and me kicking and screaming). Once I got there and told them I would take the car they had, I needed to make a new reservation. I said "ok" as my previous reservation was cancelled.
Not a huge problem until I found that because I live in the area I needed a utility bill to prove who I am and I live there, really who keeps that on them. I said "I don't have one, what else will work." A bank statement, oh wow I don't keep one of those on me either. I offered a pay stub as I had just printed one that night and was told "that would not work". So I called my friend to pick me up. I was so over it. Then was told "oh a pay stub will work" thus called my friend again to not worry I was good. I will give it to the service agent, he did cut me a deal for the, for the inconvenience and I was appreciative of that.
Here is the one thing that really had me annoyed, they charged me for the original rental also. Well I created a dispute ticket online as they do not have a number for situations like that. Hmmm imagine that. You can go online and see your tickets progress but there will be no progress. So basically they're not going to give you your money back. Sorry if this was a rather long review, I just thought I would give you all my experience and warn you away from Payless Car Rental. Go with Enterprise, they may be a little more expensive at this time of year but I usually use them and have never had an issue.

(I see from other reviews that this seems to be standard business practice for these rip-off artists.) I was in a hurry and didn't have time to get a car from another company, so I agreed to buy the damn insurance.
They also fast-talked me into buying a full tank of gas, pointing out that the per-gallon price was very reasonable, but when I brought the car back practically empty they swore I hadn't bought the gas and charged me an exorbitant rate to fill the tank. When I complained to corporate headquarters, they replied that I had accepted the insurance and not bought the full tank and said, basically, there was nothing I could do about it. Well it appears that I'm not the only one, on this site, to have been taken advantage of by Payless Car Rental. I had a very similar incident as several other people on this site. I got my rental through AARP. When I got to the Payless counter the person told me that I to produce an insurance card to prove that I had car insurance. I never had to do this for any other rental. The person stated that the computer software would not allow her to rent me a car without it or if I paid an additional $15.75 a day for their supplemental liability insurance. They were holding me hostage, in trying to get my rental, by forcing me to pay an extra $15.75 daily. Then after deciding that my choices were limited to none and rented the car, I noticed that they also added $5.99 daily for roadside service, which I also did not ask for, as I have AAA.
I called AARP, who could not reach Payless. I eventually did but was not satisfied with their responses. They no they are in the wrong but still want you to pay for the services that they illegally punched you into. I have also contacted The Better Business bureau and have made a complaint there. It would appear that they have responded there. They are willing to give me some money back. About half the extra amount. I'm not sure if is satisfactory. Buyer beware... That's all I can say. I've warned you... All I can say is that AARP and other travel sites that list them should remove Payless from their websites.

Spent two hours on the phone, called 800-payless and they were absolutely useless, telling me to contact the local store where I rented the car.
The local store put me on hold for 20 minutes and then just disconnected me. I called 3 times. Then some lady picked up and yelled at me, did not even want to listen to me and what I had to say. Then she put me on hold in the middle of my sentence, and I got disconnected after 10 minutes wait again. I was calling just to ask what to do in the case if I got a ticket, and don't know anything about it. It was not a major issue or anything. Why be so nasty and rude, Payless? Never, never again. I asked again the total and was given the 20 dollars more amount. When I returned the car, I was asked for $399.58. More than double the original amount. I was charged $2.00 additional per day for Colorado Road Safety, 2.15 facility fee per day, additional driver daily fee of $13.00, Upgrade fee of 15.00 per day and a small energy recovery fee per day. Prepaid fuel cost $27.20. We filled the tank at a little over 2.00 dollars per gallon and it was under $25. The return gas charge was supposed to be 1.69 per gallon. Luckily I made it to a gas station, where I also checked the oil (why not, I'm already dirty)...and guess what, the oil wouldn't register on the stick. So I had to put oil in the car as well.
If that isn't enough, when I returned the car, they tried to charge me for the insurance and road service which I always waive as I have AAA insurance and road service. A total of over $110 additional for three days rental. I grabbed the documents they had given me when I rented the car and discovered that the documents they so nicely folded up and placed in the little packet were unsigned and completely incorrect. What I signed and what they gave me were different documents! Now I have nothing in my hands to prove what I was telling the guy. I was furious!!! The attendant just said, "Well, there's a phone number you can call to dispute the fee." We had to catch a flight, which I think they use to their advantage, so we had to leave.
When I got home I called the customer service line several times, where you only get a voice message box. No return call until the next day. The representative listened to my story, but was dismissive in his response to me that "We have a video and voice recording. I will review and then I will contact you." I noticed they have already processed the full charge on my credit card. So, I called my credit company and filed a dispute of charges. This will clearly be a battle to the end.
These people may be smiling and friendly, but there is clearly an issue with intentions. Read every line that you are signing for and make sure you are initialing for either "decline" or "agree," as they are mixed in among the contract. And definitely open the paperwork they hand you at the end, to see it is what you agreed to! As of 11/2015 in addition to your "base daily rate," they will charge you: rental tax of 5%, concession fee of 11.11%, sales tax of 7.1875%, leased vehicle surcharge of $2 per day, energy recovery charge of .56 per day, energy recovery fee of .60 per day, and consolidated facility fee of $3.50 per day.

I was certainly caught in the "fool them once" business model that Payless follows. My prepaid rental for three days that was supposed to only be around $65 ended up being over $150 because of misleading and shady dealings. (They quoted me an amount of $91 as the "credit hold" amount, when it was actually the amount they were charging me for the loss damage waiver, that they signed me up for without asking) (my downfall was not reading the contract carefully before initialing). Also, the counter staff seemed incompetent regarding industry standard issues. (Claiming that I had to use the debit card I prepaid with for the "credit hold" amount. No, you have to have the prepaid card with you, but you can use a regular non-debit credit card for the rental "hold" money.)
I entered a Customer Service ticket, and explained that I had multiple issues, the first being a request for a refund (which I didn't expect, but thought I would ask for) and the second being a simple clarification about the conditions and practices that the staff seemed to get wrong. Through several emails, the customer service staff just kept repeating that they weren't going to give me a refund. After the initial response, I accepted that answer (not happily, of course.. but I fully expected it anyway), and kept asking for them to answer the second part of the ticket.
Multiple times, they simply didn't seem to be able to read, or they have the worst reading comprehension skills of anyone on the planet, because they kept answering about the refund, although I had clearly said "okay, fine" about that part. After finally not giving me a real answer, and me trying to rephrase the same question three times because I couldn't believe that their staff was simply that stupid - so I must just need to explain more... They just stopped responding to my ticket, and kept closing it without a response. Hands down, this is the worst car rental company I have EVER dealt with. EVER.

My buddy wanted to be added as a driver and she said that would be $11, so we went ok with that. She did not say that was a day though so the assumption is total. She presented a contract with no numbers on it and had us initial it. Done I thought? Nope. She said they were out of the cars we rented and gave us a free upgrade. I was stoked. She then explained that the charge would be $20 a day and that one day was $40. I added it in my head and it came out to $6 higher than I was quoted online. Not bad yet. Left the agency, got to hotel, and was ok.
The next day though now I'm 2 hours from Vegas I get the call from my wife that they charged me $450. $200 for deposit and $244 for charges. Over $50 in fees and taxes and $45 for roadside assistance that we did not agree to. I called them and their answer is they will take the roadside service off. That's it. If I want the contract fixed, I have to stop what I'm doing, drive the 2 hours back and rewrite the contract. Not going to happen. The charges are $144 from my reservation price. They did not disclose this in their office and they charged me for fees that were not discussed. I am left with contacting my credit card to dispute the charges be of the misleading and fraudulent abuse of the contract. Do not ever rent from this company. Crooks.

Prepaid for an economy vehicle. Arrive, but no cars available in my class. I was quoted a 1hr + wait time. I couldn't wait... The options: a. Rent a Chevy Malibu at 3x the cost of my prepaid vehicle. b. Cancel my reservation, fight for a refund, and pay 2x with a competitor... I chose b. It took a couple calls and emails to get my refund for the prepaid vehicle that was not there. I will never consider Payless or any other option under the AVIS/Budget umbrella.

The worst experience I've ever had renting a car! I did everything right. I arrived 30 minutes early of my scheduled time. I told the guy behind the counter my name, plus had the confirmation number. He typed the information I gave him then went through a door behind him, telling me he had to get the keys. Then he comes back and tells me they don't have any cars and he didn't know when any would return. I was planning on leaving on a trip. Needless to say, I was not happy with the situation. He agreed to have me called early the next morning. I never received the call. I called the national number and was told that overbooking was common practice, as if that made it all ok. Really?

I rented from Payless at Dallas-Fort Worth. He was very nice and friendly. They had the car I reserved, it was clean, and full of gas. Yes, the pre-paid fuel problem. It was not described as optional, but the agent told me although Payless' fuel price was lower than market (which it was $ 0.50 lower than market), I'd be better off filling the tank before I returned it. I wasn't completely sure that I would be getting the fuel credit when I returned the car, and I mentally fretted about it for the day, but the prepaid fuel was credited.
The one star rating is because I feel that Payless engaged in deceptive trade practice, to the tune of a whopping $ 5.99, so I got off cheaper than others doing reviews. After running down the list of declinable "offerings", such as insurance, etc., I was told to initial the contract in 5 places and sign at the bottom. With the time constraints of travel, I scanned and initialed and signed. When I returned the car, the charges were higher than I expected, but I had no time to go through them at the Payless desk. On the plane I compared the charges to what CarRentals.com had estimated and found that Payless had snuck in a $5.99 charge for "roadside assistance". On the contract, in the fifth spot I was told to initial was the acceptance of the "optional" roadside assistance, right below the four "declines" that the agent actually discussed.
Roadside assistance was never mentioned by the agent. I believe from the agents' "formatted" procedure, the location of the initial line for unmentioned acceptance below the four "declines", and the very direct instructions to initial in five places, that Payless is intentionally deceptive. On top of that, I was given no instructions on how to use the roadside acceptance, future evidence of their deceptive intent. I would expect, but do not know, that Payless as a rental agency to be obligated under Texas law to provide roadside assistance.
Payless also did something I've never experience with a car rental agency - asked for my auto insurance policy number when I declined coverage. It took a while to find it, but by the time I did, the agent had decided to move on and did not require it. At first I thought it strange, then I thought it made sense as proof that I had insurance. But, I've concluded as I type this review, that since I could have made up a number, it was less likely that they wanted the number for proof of insurance and more likely so Payless would be able to file a claim directly with my insurance company (at least some, if not all rental agencies have that as part of their contract, in the small print). Since the agent did not tell me to inspect the vehicle for damage nor give me a form to indicate any issues, I see potential for abuse if they had the number.

THIS COMPANY IS THE WORST COMPANY I HAVE EVER HAD TO DEAL WITH!!! Long story short, their customer service representative completely lied to my face which ended costing me $200!!! The man had asked me verbally whether I wanted all of the extra kinds of insurance and I said no to absolutely everything, knowing that you don't need most of them. We spent about ten minutes talking about all of these options. Then, he put the agreement in front of my face and highlighted the spot where I was to sign. I had literally just told him I did not want ANY of the services he had mentioned and apparently he snuck them in to my contract! I assume, that as tactful people do, once you agree verbally on something, you transfer it to paper and it will reflect what you just discussed. He had signed me up for everything I said I did not want.
When you are reading all of this jargon you are not so familiar with, you trust that what you had just discussed is what the document is reflecting. This ended up costing me $200!!! I tried calling their customer service number and the lady on the phone didn't even try to help me ONCE. She said "I cant do anything about it because you signed the paper" to which I kept responding, "there is clearly a disconnect because your customer service representative completely lied about what I was signing". She could have cared less. I asked if she had management I could speak with and when she said there "was no management" that's when I realized NO WONDER THIS COMPANY IS SO CRAPPY!!! If this matters to the management. These two black ladies were really really nasty to most customers and they were so proud of it. They'd rather be rude to their customer and send them away than provide a good service or help or cash in money like the other competitors. I wondered if they'd have done the same if it was their own business. But I can't imagine someone like them owning a business - too stupid and low class. I think this company or at least the management have no idea about what's going on and that their employees have zero customer service. They are rude and nasty to their clients. I had to take a cab to get to your facilities. And instead of receive an apology and an offer to refund my money for the cab, the person in the desk said it was impossible and that his driver was right now picking people. He even asked me if I was in the right place for God sake!! A TOTAL DISAPPOINTMENT!!!
You must install a condition to your employees to give back money to customers if costs because of changes to the reservation are incurred and are not mention to them, or if they don't have information about their processes. It can't be possible that you as a customer receive surprises of a 100USD for changing the drop off location. With that money I could extend the whole week the car rental and deliver it back in Chicago. But you leave no option to your customers.
Don't charge your customer when he/she hasn't signed. By the time I realized the additional drop off cost, I was already charged. I can't believe that such a customer service can't recognize a mistake you did (when I booked by phone, I declared the need to drop off the car in MKE instead of ORD but the reservation didn't include this change) and I have to pay for that. What's the purpose of signing if the charge is done already? Pointless. You're currently stealing your clients.
Do not train your front desk personnel to say: "the system charged you, not me". Your employees must know what the system does. If you can't fix these critical errors that happens, JUST MY FIRST & LAST RENTAL in PAYLESS. My last recommendation is: You should close as a company and give back money to shareholders.

I rented a small size SUV at the Seattle Tacoma airport on 10/28/15. I chose Payless since they had the lowest rate on Expedia ($21/day including "all mandatory taxes and fees" paid at the counter.) Instead of the $107 I was expecting at the counter, the contract total was $348.33. It included a $200 "security deposit" and a tank of pre-paid fuel. I questioned this and the agent said that the pre-paid gas was required and added automatically, and the $200 security deposit was an authorization on my card to be released on return. I would only be billed for the actual final rental charges.
While it's frequently offered, I have never been obligated to prepay for fuel. Also, I haven't seen a security deposit on a rental contract. Companies I rent from seem to have always assumed that our agreement was going to go as planned. If a company such as a hotel wants to place a hold on my credit card to help control their liabilities, I have no problem with that, but I have not had this happen before with a car rental and I said so. The agent replied to me very rudely "Do you rent cars much?" I do, which is why I found these 2 charges unusual and asked about it. Regardless of circumstances though, whether an experienced renter or not, there is simply no excuse for rudeness and belittling a customer.
When I got to the car holding area, another agent handed me an inspection form to fill out. The outside of the car was washed but had some minor cosmetic flaws. It was obvious that the interior had not been cleaned though. There were dirty scuffs on the door panel, smudges on the plastic surfaces, dirty carpets, a crusty stain on the seat, and candy wrappers in the recessed door handle. Also, whomever had completed the company's portion of the form noted "no damage" to the upholstery, but there was a noticeable tear in the fabric on the front passenger seat.
Regarding the fuel charges- the explanation that the agent gave me seems to have been inaccurate. According to the Payless website FAQ, the pre-paid gas was not indeed mandatory. Also, the authorization hold on my card was not released and I was not billed the actual rental fees, which should have been about $190: the original rental of $107, a 1-day extension of $40 and the unnecessary tank of pre-paid gas. I was charged $348.33 and I do not see any pending reversal for the unused portion of the deposit yet either. So until then, credit card interest is accruing on amounts that I have paid, but for which I have received no product, service, or value.
It is commonly said that "you get what you pay for." Regardless of how inexpensive this service was though, I should have been able to expect a clean vehicle, to be treated with respect, to receive an accurate explanation of company policy, and to be billed correctly. For these deficiencies, I would consider Payless to be a poor value, even at a highly discounted rate. I feel my money would be better spent with one of the larger companies that I usually rent from, so I may be fairly assured of a high quality product, informed service agents, accurate billing, and streamlined processes.

However, I called the Payless customer service desk when I realized that, due to circumstances beyond my control (electrical problems with plane), I would be arriving closer to midnight. I was told that the Payless car rental counter closes at 11:00, and that I could either use another car rental agency that closes later, or I could come back the next day to pick up the car from Payless. I found a ride to my destination that night, and didn't bother trying to contact Payless again. Arrived at airport 7 AM. They were not there yet. At 7:05 a rep shows up and takes her time setting up some counter top items. She took my name, asked for license and card used for reservation. At this time she asked for proof of residence. I said my license has my address and that I lived just down the road. I also had a carry license with same address. She said she needed a utility bill, paycheck stub, or an insurance card and pointed to a policy that I had never seen in any of their emails to me. I was by myself since my wife dropped me off and had nothing. I just asked for my money back. She refused and had some serious attitude. She said to contact customer service. I walked over to Dollar and had no issues at all. She could have cared less.
I contacted their customer service. I was very polite. Amazingly this rep was even more disrespectful. She said she would create an open complaint and someone would reply. I found out that when I got home, someone had replied to the open complaint within minutes and refused to give me my $186 back. They said I failed to cancel within 48 hours. I sent them copies of the emails and showed them how nothing was mentioned about proof of residency. I had to dig into the FAQ questions to find out that some local policies "MAY" be enforced. Nothing was specific to any regional area.
I am out the money now. I wish I had done more reviews before going with them. My goal now is to spread the word about their practices and their lack of respect for the public. When arriving finally to get our vehicle this last experience, we were there for 50 minutes with only one customer service rep working and only 2 people in front of us. Then when we leave I notice 2 men sitting in an office, one with his feet up. The other guy was a customer service rep because he was wearing the same clothes as the lady rep at the front counter. Which I failed to mention was as dumb as a door knob and definitely did not know how to do her job.
Then they hit us with all these hidden fees, not explained on their website. We were under the belief that the pre paying online had all fees included, and that is why that is an option. To be able to save by booking and pre paying online. But no, we paid around $150 more once we were trapped in their module of a company. I will NEVER use this company again. Those are horrible.

At the end of contract, we were still overcharged $35 and are working to have this resolved. Sounds as though we were the lucky ones.
We were also handed a sheet saying the car had no blemishes on it, but my inspection showed a decent sized puncture in the front bumper and a 2" area without paint on the driver's side back door. The man behind the counter was irritated to have to come out and look at this and told me they ignore anything under the size of a quarter. Still insisted on the rewrite. I made a reservation through the website for a rental in Tampa, Florida and prepaid the entire amount for a discounted rate. Upon arrival I noticed a long line and that should have been my clue that something was wrong. I waited the line just the same and as I waited I observed that a few of the customers at the counter were questioning the clerks with frustration and dislikes on their faces, hence the reason for the line. I finally made it to the counter and after the clerk found my reservation he began to get me to purchase all sorts of extras like roadside assistance, Insurance coverage, GPS, etc. All to which I declined. However he kept trying and trying with stories of what if this, what if that. He finally took no for my answer after my wife just say "Enough already... No!" He then went on to say that they will need to hold a $200 deposit for the vehicle on the same credit card that was used to pay for the advance payment.
After swiping my credit card he went behind closed doors and got a supervisor who came back and said that my card declined and that I could use another credit card (which I had) however they would need to process the entire reservation all over again on the different credit card and charge me the full amount and then I would have to call the 800 number to cancel the original reservation because they could not do it from their system. They wanted to charge me twice!! I believe they were doing that because I declined to get the extra add-ons which is exactly what I observed earlier with the other customers.
Wow, I felt so uncomfortable as to their practices and changing reasons for wanting more money and frankly a red light went off in my head as to credit card fraud. I said no and asked them to cancel the reservation. The supervisor said that they could not cancel because I did the reservation online and ultimately they weren't going to give me a car unless I process an entire new reservation with them. At this point I had already wasted 3 hours and was so upset that I called my credit card company to dispute and request a refund of the original reservation and I left. I could not believe what had just happened. I called the reservation number to ask for the refund of my payment and this is what I got.
If you do not cancel your reservation 48 hours prior to the scheduled pick-up time or if you fail to rent the car, the entire prepaid amount will be forfeited. In other words, they were going to get me one way or another!! See what I mean about their practices! They are a nightmare! I appreciate the opportunity to address your concern involving Road Service Protection. When renting a vehicle with Payless, you have the option to accept or decline coverage or optional services. Even though we knew it probably wasn't necessary, we took the offer of an SUV for $259. We also agreed to take the basic liability insurance (we were quoted $25 a day). We had to wait about 45 minutes while they washed the vehicle, and I was getting anxious as we had a long drive on unfamiliar roads and it was getting dark.
When we returned the vehicle we were about 40 minutes late (due to bad weather and rush hour traffic). However it didn't matter that they gave us the car 45 minutes late. They constantly down play the situation and talk to me like I'm dumb. I'm out of $200 and extremely dissatisfied. WORST CAR RENTAL IN RICHMOND INTERNATIONAL AIRPORT...HORRIBLE WORKERS!!

We have been waiting for 1 hour 10 minutes and still have 6 people in front of us. Two people behind counter. Extremely poor management. Cannot get through to Payless on phone. Two others have left and walked next door to Avis.

Never rent from Payless. One day rental of Nissan Rogue cost me $1064 from Phoenix Airport. There is no one in the Phoenix office to answer calls, and there is no number on Payless website. I am involving attorney to file paperwork with Arizona State Attorney and Phoenix District Attorney. When I rented a car, I was told it's $59.99, and with all the fees and taxes came to $203, which I took, because I was in the hurry, and needed a car really bad to make it to Nogales, Az for 8 AM. All the other rental companies at the Phoenix airport were closed. They also put $200 hold on the card, and they said it would be released in 3-5 days. After that, I had two more charges, and no one to talk to.

I made a reservation to rent a car from their location in the Tampa airport. I prepaid for the reservation. When we arrived, I declined their extra services of "Roadside Service Protection" and "Collision Damage Waiver". When I got home from my trip, I noticed a fee of $149.33 was charged to my credit card from Payless Rental Car. I called and spoke to someone in customer service to try and resolve this overcharge. I didn't even know what it was for? After multiple emails (because you can't speak to a person about a "dispute"), I finally found out that the charge was for the "extra" services that I declined. I was told "the billing is correct" and they would not refund anything to me. I have found multiple complaints about this company for the same thing. It appears that this is how they make their money, by scamming their customers. They should be charged with fraud and extortion. They should be ashamed of themselves.

The staff at the counter clearly gets paid on commission for selling options, and are scamming customers to pad their wallets. Issue #1: I observed the staff tell the couple in front of me that his credit card didn't work, and that they would have to add his wife to the contract to use her card. I didn't think much about it, until they did the same thing to me! My credit card was fine. I even contacted my credit card company after the fact, and they stated that there was no issue and that Payless hadn't tried to charge my card! What a scam. Adding a 2nd driver adds $12/day to the contract. Issue #2: The staff stated that the prepaid fuel option was mandatory. I didn't want the prepaid fuel option, because I was only using the car for a short round trip. They insisted it was mandatory, and added the $50 charge to my contract. What was supposed to be a $68 rental (taxes and fees included), as stated on Priceline, ended up costing me over $150. This is absurd.

DO NOT USE PAYLESS CAR RENTAL. Payless Car Rental was closed upon my arrival at the Pensacola airport. I landed at 9:00 pm, well before the schedule close time of midnight. As a result of the Payless Car Rental leaving early and closing, I was forced to pay an additional $180 out of pocket for a similar rental with Alamo. When I called Payless to see if they would help cover the costs, the employee on the corporate helpline was extremely unprofessional and only provided a link for a request of compensation. Ultimately, they refused to compensate me for the difference and I was left with an additional $120 out of pocket. Do not use.

I reserved my car rental on Orbitz. The total price for the reservation was $195.92. When I get to the rental counter the total charges were $282.91. I showed the rental agent my reservation with a total of $195.92. I was told the additional amount was for the roadside assistance and full tank of gas. I told the rental agent I didn't want to buy a tank of gas from them and I didn't want the Roadside Assistance. She stated that if I returned the car full with a receipt the gas charges would be taken off on return. She would not take the Roadside Assistance off the contract. I waited to speak to the supervisor and he refused to remove the Roadside Assistance. I had to pay an additional $54.16 for something I didn't need or want. I have AAA. This Roadside Assistance is a bogus service. Why am I paying for them to take care of their broken down car? Roadside Assistance is standard service other car rental companies provide without a charge.

At the time of rental at the Nashville airport on October 1, 2015, I told the counter rep, Charmine, that I did not need, nor want any car insurance. 5 minutes later, when she had printed out the paperwork, she told me to initial and sign certain places on the contract. She did not offer me an option to decline add-on insurance. The only options given were 'basic' or 'full,' which I did not fully question. I initialed and signed where requested, and when returning the car 7 days later, a charge for $174.93 (for CDW Tier 1) was on the bill.
The two counter reps at time of return (Charmine and Brandyn) both said there was nothing they could do about removing the charge, and that I had to call Payless corporate (the only person I could reach at customer service was "John," who told me he worked at a customer service facility in Mexico). Yes, I did not fully read (or attempt to understand the legalese of the contract, which was my fault). But, I feel Charmine understood I did not WANT, NOR NEED insurance. I believe she added on the insurance packet fully realizing I would not entirely read the contract (or understand it if I had read it). I believe it is a borderline fraudulent activity on Payless' part, especially considering the counter personnel may receive incentive money on all add-ons. It is either an attempt by the Payless counter personnel to add on extra charges to a rental, or it is horrible training by Payless corporate.
Having just finished a business career of 28 years dealing entirely with customer service, I am befuddled that Payless would use a business tactic that would entirely remove all possibility of any repeat business by adding on these charges. Not to mention the horrible negative reviews of their business practices on social media and through complaints to the Federal Trade Commission and state government agencies who regulate car rentals. All I want is the $174.93 in add-on insurance charges credited back to my credit card. After contacting "John," who put in a 'ticket', I received an e-mail saying the case was closed, and because I had signed the contract, everything was concluded.

We had an early flight out of Baltimore and didn't fill the tank. It was just below half. The return clerk charged us $99.00 to fill the car up. The clerk that gave us the car failed to mention their ripoff policy on gas fill-ups. How can they justify charging $8.00 per gallon when the national average is $2.30?? I will never rent another car from Payless. (Paymore should be their name.)

This company seems to have completely arbitrary and rapacious fee practices. I had rented for a week, anticipating that if needed I could extend the agreement, such as I've done with every other rental agency. When I inquired about extending, the counter clerk indicated there would be a $20 extension fee. Two days later I was told it was not a $20 fee, it was $20 PER DAY additional rental charge. So a car that was costing $15 a day is now renting for $35 per day. The only way I could forgo the fee was to again drive the 70 miles round-trip to the airport to return the first car at the end of its agreement, and I couldn't even rent another car at whatever rate Payless was then offering while I was standing in front of the Payless counter. In that case, I would forfeit the payment for all my unused days to the company.
I duly drove back to the airport site three days later and signed another rental agreement. When my plans changed and I wished to return the car early, the company's phone representative said that not only would I forfeit the entire payment for my full rental. Contradicting what I had been told before, even if I returned the car early and paid the rental in full, the company would charge me $15 per day extra. In effect, I would be giving Payless an opportunity to rent the car to someone else while they were technically still renting the car to me and punishing me every day that they had the opportunity to rent it again. Frankly, I have never seen such an atrocious disregard for the customer. They have used every opportunity to impose undisclosed charges and penalties that in no way reflect the costs of their doing business.

I rented a car through Payless and when it wouldn't start on Mon 10/5/15, I called them and they told me I should have it towed at my own expense of $102 back to the airport. When I got to the airport I had to wait in line for 2 hours to get a replacement car. I lost 8 am-1:15 pm of a vacation day. I gave the person at the desk the tow card to call driver and verify the return. The employee did so and gave me the replacement.
When you return a car, the employee in the garage writes the car # and full tank and their initials. You then have to go to the desk with that scrap of paper and wait in line to get your confirmation of return. Very unprofessional. People in line with me were worried they would miss their flight. My husband researched the Chevy Sonic and found that they have a real problem with the ignition and probably aren't the most reliable cars for a rental agency to use.
Now that I'm home I got a call from Payless asking when I will return the car. I call the desk and spoke with employee who said he would take care of it. Now 2 days later I get another automated call from Loss management asking when I would return the car. We have done business with many rental car companies over the years and have never had anything like this happen before. Payless is under the umbrella of Avis so we thought it would be fine as we loved Avis. Not so! Do not use Payless!!

I rented a car on the internet from Orlando, FL. I went to pick it up when I got there I had to show a utility bill for proof I was a FL resident. My license was not good enough. My passport was not good enough. My gun permit was not enough. Here it is after waiting for a half hour before I even got to the counter for them to tell me "No you need a utility bill." Now I'm coming back from NH to go home and I had rented the car for 4 days all done online. I had confirmation number and everything. It's 12:30 at night I was not even done talking to the gentleman he told the person behind "Come on up," totally ignoring me like I din't even exist anymore. It's like "Are you kidding me?" Who carries their bills from NH to back home in FL?" They told me "Can't help you" and I had all sorts of proof I was from FL so I said the F word.
The supposedly manager told "Oh well go back to the airport and see if you can rent from there. And because you said the F word find your own way back to the airport." I'm like "You're kidding me? You're going to strand a woman here?" He said "Yes, now go." By that time it was already 1:30 am and I had to ask someone if they could give me a ride to the airport. The person in charge just said "You figure it out." This is the service I received from Payless. On foot and no way home I had to rent a cab to take me home. The manager made sure to tell dispatch "Do not give her a ride back to the airport." Really? That's the customer service I received. Who on earth carries their utility bills when they travel? Great job Payless.

Arrived in Denver with a car reservation for Ford Fusion for $204 at Payless. After 46 min in line at 10 PM Thurs night to get reserved car finally reached counter. Was told that a third driver would be $12 per day but two allowed so went with two out of 4 adults. Reserved Ford Fusion but attendant said they had excess of Ford Expeditions and few Fusions so would upgrade for free if we would switch. Also said the vehicle was loaded with navigation and hands free. We agreed. The navigation and hands free cell phone did not work. When we returned we were charged for the upgrade, second driver and an additional 51 in fees. Instead of $204 we were charged $397.
I read the negative reviews but there were a few positive, which at this point I would believe Payless posted them to offset the negative. I don't mind paying for what is presented upfront but here I was Really ripped off when there was nothing I could do... They had my credit card number and I had a flight to catch. WARNING!!! Pay a little more to an honest car rental Co. This Co. Is as slimey as a low reputable car dealer!

They certainly don't care about attracting repeat customers. Last week the clerk said "initial all six boxes to decline additional charges for insurance, road service, etc..." and he circled six spots for me to decline. When I got back home and reviewed the invoice, five of the six boxes you initial to decline, the one in the middle you initial to accept. On the particular charge of road service I distinctly remember telling the clerk that I already had road service... I was charged for a full week of that service. I plead my case to customer no service and they told me tough luck, since the reviewer was not there he needs to side with the employee. Payless is part of Avis and Budget... Never again. It appears that that is their way of chiseling money from consumers.

On Oct. 5, 2015 I reserved a car, pickup on Oct 9 and drop off Oct 12 from hotwire.com for 114.86 for 3 days rental with unlimited mileage. Today Oct 9 at 6:00 p.m. went to pickup the car at Crown Plaza Hotel location on airport road in Toronto Ontario. The whole reservation completely change from 114.86 to 261.85 and when we ask what is change about the confirmation email and the amount of the rental, I been told that the confirmation and when you come for pickup complete two different thing. So ask if I can get the money back and return the car after 1 hour arguing with the Payless renting agent at Crown. The hotwire just tell me sorry but we can't do anything to abort the wrongdoing from their agent. Now I need to know where and who I can go to get help for this matter that I do not understand until now. WHY AND WHY WHY this could happen in Toronto Ontario Canada.

Giving them one star is even too much. The car I rented was beat up, scratches, nail polish marks and a cigarette burn on the driver seat. The brakes was a mess, the windshield was so dirty we couldn't see out the windows and it was raining to boot. We had to physically clean the windshields and side mirrors just to see because whoever cleaned it left a lot of residue. Returning the car is a mess. Our flight out was at 7 am and I called two nights before to see the process of dropping off the car.
The lady I spoke with sounded so busy and said to just leave it at the front which I did and off I was back home to NV. Two days later I called just to make sure and they couldn't find the car. Finally they did but they added 2 days and a late fee on my bill! After several complaints I have been denied my money back which all I wanted was the 2 days that I didn't use. Refusal after refusal I will be writing to their corporate. DO NOT RENT FROM THIS PLACE. It's a scam and they have the worst customer service reps from MEXICO.
