I set up a car rental for a trip I am taking. Loved the pricing and selection of vehicles. Went to pick up my vehicle, and was greeted by a young woman from **. She did not speak very good english. She asked for my driver's license and that there was a $250 deposit needed. I gave her my debit card, as I do not believe in credit cards. She informed me that they don't accept debit cards, only credit. I called the main Budget #, and spoke with Natasha. After explaining that never was I informed of needing a credit card to reserve or use their vehicle, she put me on a brief hold. After a few minutes, she came back on and said there was nothing she could do but cancel the reservation. So, 15 hours before my trip is to start, I am without a car! I had to walk in the rain to the Enterprise, which is about a block away, where I got a car immediately, and even better, for only $50 more! I will NEVER use Budget again.

Never again! I’ll pay more to rent a car from another company before ever renting from Budget! First, I was supposed to get an upgrade, never got it. Second, there wasn’t an after hrs drop off, so I was charged an extra day to return the next morning. I booked and paid online, after returning the car, I was charged even more on my credit card. The car was spotless and I returned it with a full tank of gas. I’ll never rent another car from Budget! And I rent several times a year, so your loss Budget!

Worst experience I have ever had. Told car was in spot X, there was no car in that spot. Back to counter to get another, supposed to get Nissan Altima, nope, it was a Kia. Return car, leave keys in cup holder, now they claim they can’t find keys. Will NEVER rent from them again.

Phone calls go to outsourced call centers and those poor people have no insight. I can’t think of a worse experience than a long term rental from low Budget. They gave the car away, then the next was electronically devoid of controls. Then their malicious contract system played games with the contract after 30 days to add numerous additional costs. So far 5 phone calls, several transfers and declaration of fraud on my credit card. Shun Budget Rental Car. 1000% not worth the grief.

We had a reservation. Budget wouldn't accept the rental when we landed. All the other car rentals were unable to provide cars due to Labor Day weekend. We are now stranded in Colorado Springs. We had to cancel our 650$ hotel rental.. And now we have to cancel our 580$ airplane tickets. I will not be using Budget ever again. I will suggest everyone I know to do the same.

When picking up the car, it was obvious that the car had never been cleaned after the previous renter. We complained and the attendant ran it through the car wash. But the inside still had dog hairs, food crumbs, and smelled like **. Every time we would get back in the car we had to open all doors to let the air out. We called twice to complain and get a new car. They said there was none available but we could disrupt our trip and go to different local rental locations and try and find one. WHAT!!!! They should have delivered one to us. When dropping back off, ALL MANAGERS WERE IN A MEETING. No one could help us. We left our number to get a call. But it never happened. Worst rental experience we've ever had.

If I could give zero stars, I would. Rebecca at the Barstow branch absolutely made my whole rental experience horrible. She was rude. Just outright mean, they did not have the car that I had rented so she was rude to me because they didn’t have the car charged me more to put me in the only car that they had. I couldn’t get the car started. I was unaware that it was a hybrid. I went in and told her and she said, "Are you serious and went out there? It’s a hybrid" and walked away not "Have a nice day. Thank you for spending $300 here at Budget. We appreciate Your Business." It was absolutely the opposite. It was something I will never forget. I will never be coming back to Budget because of this person. I will say that the customer service over the phone with customer care was phenomenal.

Returned the vehicle four hours late and was charged an extra day on top of an additional late fee. Seems like double Jeopardy and ridiculous to me and then things on my receipt for additional services, such as tolls weren’t adding up and when I questioned it, they told me it was just taxes included. We are talking 40 to 50% increases that they call just added tax. These people are all criminals, multiple times I have dealt with them and I think I finally learned my lesson. They hide fees, add fees, and then tell you their system can’t change them and it just is what it is. Get your credit card companies involved and Dispute charges.

Budget Rental is a scam and will find any way to overcharge you for things that make no sense. My rental time was 2 days and budget charged me for allegations of have the vehicle over the return time which didn’t make sense because the time they said I had the vehicle was when I was boarding my flight. I provided time stamps of the vehicle return date and time and was told by multiple people that I would not get a refund despite the documentation showing I returned the vehicle with a full tank, no scratches, and on time. The communication is poor from customer service to the in person reps. I was told to leave the key in the car which started all of this. The reps spoken to were Aphiwe, Hailey, Shameeka and were very unhelpful. I spoke with a supervisor finally and got refunded half my money because the documentation were sufficient.

We recently rented a vehicle at Everett Washington Budget Rental. When picking up the vehicle I specifically asked the guy doing the paperwork what I needed to do to return the rental. He said make sure it’s full of gas if not they will charge you 9.89$ a gallon. I then said that’s all I have to do and he again said yes. We turned this vehicle in on August 8th a full day before we were supposed to. In the parking lot there were two ladies cleaning all the returned vehicles and she said I could leave the keys with her so I did. I asked her what I needed to do to get refunded for turning it in a day early. She asked if I did prepay and I said yes. She then said because I did prepay I couldn’t get refunded.
Today August 25th we received a letter in the mail from budget saying we are going to be charged 125$ cleaning fee. I then called budget customer service and explained I was told all I needed to do was fill it up with gas and they wanted to hear none of it. After I got upset a little bit she said, "Oh we got pictures to back up the claim." She then sent them to me. The pics so some dirt on a floorboard but nothing showing it’s the vehicle that I rented. There is no way to prove this is my rental car. When I explained this to her she said well the pic of the mileage matches the mileage on the rental car you had. I said I know and it doesn’t show any dirt in that picture.
I then asked for her supervisor and a guy named Jacob ** got on the phone. This guy wasn’t any help as well. he is like, "I can give you 25% off the charge." I then asked, "And you are going to credit me for turning in the car a day early." Conveniently he said, "Oh that’s not our department, you have to call back for another department." I then asked him to send me a dispute form so I could dispute this and he said, "Oh you will have to dispute with your bank, not us." This really got me upset again and I think he knew it and he started backtracking say, "I was just about to give you a case ID number."
I will never ever use this car rental again. No wonder there are thousands of reviews on here talking about fictitious charges showing up after the fact. I then called another customer service number hoping I would get someone else that would listen to my side. Well I didn’t. This one literally said that because I said if I had known I had to clean it I would have, means I knew it was dirty. I will NEVER RENT FROM THEM AGAIN. Budget rental is a scam. They will find a reason to charge you for something extra. Do not rent from Budget. Do not rent from Budget. Do not rent from Budget. Do not rent from Budget. Do not rent from Budget. I wish they had negative stars

I prepaid for a rental car at Budget at the MCO airport. The car had several issues liftgate would not open. Brakes were not in good shape and it had been previously hit so it had damage. I was very surprised when I returned the car eight hours early and got a receipt that added another $237 on me even though I had prepaid in full for the rental. I had used budget several times before and will never ever use them again. Renters of budget vehicles beware.

Entire experience was terrible. I booked directly through Budget for my car rental and showed up at the scheduled time. There were no cars available. I was told to call later and check on when one was available, instead of them calling me. I had to Uber back later that day once I called and one was available. Then the phone customer service was even worse. I returned the car a day early and did not get refunded for that amount, so I called about that. I was told they would refund $1.00. When asking them if there was anything else they could do with the issues just to pick up the rental and not being refunded for the early return, they agreed to refund for a days charge. Then they could not process the refund because it wasn’t in the 48 hour window yet. He told me to call back and said he had a note on file for the refund to be noted and guaranteed I would not have to repeat the whole process again.
Fast forward to 48 hours later, the new customer service agent had no idea was I was talking about. She transferred me to someone else who I had to tell the whole story to again, all for her to say that they will not honor the refund. So sadly, it depends on who you talk to. They didn’t believe me and made me sound like I was lying. Will for sure not be booking here again.

I explained there isn't a $250 on my credit card then he told me to call Budget and get a refund only to find out that it can take 3 to 10 business days before I receive my refund. Oh, I caught a Lyft to pick up this car. I had to catch a Lyft to get back home, all for nothing!!!

Updated on 08/27/2025: UPDATE AS OF 8/27 I was forced to challenge the no show fee on my Credit Card. They also took down their response to my initial review which I find telling. For your own sake, do not use Budget Bloomington. Read through the rest of my review to understand why this is your worst option available in the area. They will lie to you and not rent you a car that you reserved and be exceptionally rude about. It is also worth noting that their office, if you can even call it that, is absolutely filthy. You will feel like you need a shower after going inside.
UPDATE as of 8/25/25. I have now been charged a no show fee of $50! This is after I showed up at 8 am to be told they did not have my car. What kind of an operation are you running where you don't rent cars to people and then charge them a no show fee! They also didn't cancel my reservation after they had no car for me. I'm going to the Better Business Bureau and the Office of Consumer Affairs today to report you for your shady business practices. You lie to your customers and take their money when you provide no service. This is by far the WORST rental car office in America.
Original Review: If I could give them zero stars I would. I had a rental confirmed for today at 8am for a mid size SUV needed to drive my daughter out of state for College. I show up, they not only do not have my car, but have no cars to rent me. They stated that there was no contact information to reach me last night, which is a outright lie. Never rent a car here if you actually want a car to drive. This was in Bloomington, Indiana.

Budget Car Rental overcharged me despite returning my rental on time. My contract return date was August 6, 2 PM. I returned the car as agreed, left the keys inside, and the attendant confirmed. A week later, I was wrongly charged $1,407.47 for “not returning” the car. After I provided proof (flight info, parking receipt, license plate mismatch), Budget admitted their mistake and refunded $829.26. But their math is still wrong:
Original charge: $1,407.47
Refunded: $829.26
Net left: $578.21
Correct contract cost: $442.85
Balance still owed: $135.36
I have called Budget many times and sent repetitive emails. Agents admitted the error but refused to resolve it. I am requesting Consumer Affairs to help me recover the $135.36 refund that is still owed.

I absolutely had a horrible experience with Budget this time. That extra money I paid to get a reliable company definitely didn't pay off this time. I found a bloody bandage that was on the floor. Candy all over. They didn't even take the time to clean after the The previous renter. The car from the outside it was really dirty as well. I will definitely won't be booking with them again and especially not recommending anybody to book with them. Especially the bloody bandage that could possibly even carry diseases is disgusting.

I reserved a SUV for pickup in Atlanta on 8/15/25 form the Courtland St location. Upon arrival they were completely sold out. Cayce, was the agent that assisted me. He apologized but offered me a smaller SUV. Because I was moving my college graduate home from college the smaller SUV didn't work for me. Cayce and Jarva both agents in downtown, apologized again and arranged for me to pickup a larger SUV at the airport. This was a major inconvenience for me, but what was I to do?
We went to the airport, spoke to the manager in fast track Tim, got the Bigger Wagoneer and was on our way. Once returning to Budget downtown, the pick up time was wrong on our contract. Lara the manager, made the necessary adjustments before I could call her. all in all.... What started off as a horrible experience ended up being a great experience after all and KUDOS to everyone involved. Thanks again Budget for employing top quality, compassionate, understanding, people. Nothing in life is perfect, but Kindness goes a long way!

My hotel was 45 minutes away, they assured me that this would be covered. I waited for surge to subside thinking that's a lot for them to have to reimburse. Next morning desk tells me to call customer service to get the refund, after several calls they say policy is $50 Uber reimbursement. This company is a joke, 5 different people told me that I would be fully reimbursed. I should have checked reviews first. Never again.

Just don't. The potential savings in cost are not worth the hassle. I rented a small SUV to travel from VA to NY. We were barely on the road before the tire pressure light came on. The rear tire was supposed to be at 33 psi and it was at 11. Since we were already on our way, we just continued to refill it as we went along. We continued this for 5 days before the other rear tire also started losing air so fast that we couldn't keep up with refilling it. When I called customer service, I was told to go to a different Budget location and swap the car there. Once we found another location, the gentleman at the counter was very brusque, to be kind. No greeting, just, "Is the gas tank full?" It wasn't so we had to leave, find a gas station, fill up and go back to the store. Once I got back, again, not even a greeting and never an "I'm sorry for your inconvenience."
Felt more like, "Why are you inconveniencing me by having to deal with this." But he swapped for a sedan, which I hate driving, but at that point, as long as all 4 tires were full and safe, I was just happy to get going...until we stopped for gas and realized the inspection was expired. By 10 months! And the registration was expired too. It had commercial plates and the windshield wipers were useless. Luckily, the weather never got too bad. So, now we were again driving another unsafe car that was also illegal.
When I returned the car, I let the gentleman know what happened and that I would be contacting corporate about it. When I did connect with customer service, they offered me a voucher for a one-day rental. What? And when I mentioned that wasn't acceptable, they increased it to two days. And that is all they will do. Like I'll ever use them again. So, please beware of "Budget" being the company where none of the employees really care about the condition of the cars or safety of the customer at all.

We arrived at the Portland airport Budget Rental. It took an hour to get through the line to pick up our rental car. We were told to go to some benches and they would bring our car to us since it was being cleaned. We waited for half an hour. My husband seen it in the distance from us with another man driving away with it. They double booked our car. Fast forward to the car that was the replacement. The car was roomy (2023 Hyundai Santa Fe). We could barely see out the windows because of the lack of cleaning. We were on the highway and it wobbled so bad and had a clunking noise when we turned the car. We returned it to another location to trade it out. Another hour out of our vacation time. The experience was not an experience but a time to forget. It was supposed to be a celebration day with a trip with my extended family for my daughter’s birthday… Rental was paid in advance but car was not available with excuse of all cars have been recalled, but I was never informed. I was told I had to cancel my reservation to receive my money back, but have I cancel the reservation or was it cancelled on me? Hotel and park tickets in hand and not able to travel with family… My only option was to travel into my 2 separated cards and reduce time with family on the road trip planned. Basically my trip was ruined by Budget that did not care about any of it, not even for a call a day before to let me know that I wouldn’t be able to rent and returned my money, which I had to get in a call to get back.

EMBARRASSING FOR AN AMERICAN COMPANY. Rent from any other company. I paid $544.00 to rent a vehicle for less than 20 hours. They were less than sympathetic that my vehicle was telling me that it needed serious service immediately. NEVER USE BUDGET OR AVIS. Complete scam artists!!! I recently flew into Detroit to visit with family upstate Michigan. I had reserved and paid for a rental at MBS due to convenience of return. I was dropped off at MBS, sending my sister on her way, reassuring her I had a confirmation and had prepaid for my rental. Arriving at the rental counter, the customer in front of me was having an argument with a rather unpleasant agent. He expected a smoke free vehicle, but it reeked of cigarettes. Ugh! When I approached the counter and presented my confirmation, I was told that there were no vehicles available. She stated that overbooking was common practice, corporate had decreased their stock by 30%, etc. etc.
I told her that had I known that, I would have booked out of Flint or Detroit. She rudely stated that they didn't have cars either. I then asked for a refund and was told that I would have to contact corporate, which I did. Initially, I was told it would be 3-5 business days to receive my refund. I then spoke with a supervisor, at my request. I informed her that when I booked and paid for the reservation, the money instantly came out of my account and that I wanted it to instantly reappear. It was issued in short order. NEVER again will I use Budget. My recommendation is, pay the few extra bucks and use a different company.

This company deserves 0 stars. From the time of picking up the vehicle to today when I have been on hold for over 2 hours. We rented an premier elite vehicle. Was told that it would be similar to a Grand Cherokee or tahoe. Got to the airport which the line was AWFUL and it took almost an hour and a half to get through. We were offered a Kia Soul or Toyota Rav 4. We needed a three row vehicle as we were traveling with 7 people to Disney. They ended up giving us a truck because that was the biggest vehicle that they had. It had scratches and dents everywhere enough that we took a video of the whole vehicle in fear of being charged for something we didn't do.
The inside of the vehicle was FILTHY. There were hand prints on the ceiling dirt all over the sun visors and it smelt like smoke. We called Budget to turn the vehicle in at a different location but of course nothing could be done because they didn't have the vehicle we rented at any nearby location. We fueled the truck up less than 2 miles away and then turned in the vehicle. We then realized that we had a left a bag in the truck after checking in our bags and car seat. My husband went back to retrieve the bag. He stood there for 2 hours trying to get the bag back. Mind you they told us that we were the only truck that had been rented so it shouldn't be hard to find.
They still never went and retrieved the bag for us and then we had to get on our plane so he had to leave. I did the lost and found report and the next day once home they reported that a backpack was found at their location. I have tried EVERY customer service and lost and found number that Budget has to offer just to get hung up on every time or to be told I have to call some other number. Getting through to them has been absolutely a nightmare.
I also noticed that we were charged $400 after already pre-paying $600 for the rental. I called and she said that there was a fuel charge because the truck wasn't fuel. Luckily I kept the receipt and had taken a picture of the dash to show that it was fuel so I submitted those and was refunded the fuel charge. But then they charged us over $200 for an UPGRADE that we never received. We rented the most expensive vehicle and you gave us a downgrade and now want to CHARGE us even more for the vehicle.
I have called to get this taken care of twice and have been told that it would be escalated almost a week later and I still have not had any correspondence from Budget. They said I would receive an email regarding updates for the Lost and Found item. Have not received that and have not received anything else from customer service regarding my request for a refund on my upgraded vehicle. I will never use their service again at this location and maybe ever. It has been a complete nightmare.

I rented a car from them to drive 1-way, for 1 day 7/29-7/30. Baton Rouge, LA to Decatur, AL. I had to pick up a new truck for my company. After dropping off the car I was told I would receive a receipt via email. I got the receipt for $178.90 and figured all was good. 2 days later I got a text saying the vehicle was not returned. I called and was told it was a mix-up because the clerk in Louisiana accidentally selected Decatur, IL for the drop-off. I was assured the issue was resolved. I used my company issued credit card to book-pay for this rental, and on 8/01 Budget charged my card for $1,638, then again on 8/3 for $1,781. I hadn't seen those transactions because JP. Morgan declined them.
On 8/6 I received another text saying my rental had not been dropped off. I called and again I was assured the matter was being taken care of and to not worry. Then on Monday 8/11, Budget charged my card again for $1,900.85 and JP. Morgan let it go through. This $1900 was the 2nd approved charge from Budget now totaling $2,079.75. I spoke to Budget yesterday and was told the $1,900.85 would be refunded in 7-14 business days. Imagine how someone would feel if they barely scraped together the $178 to rent the vehicle in the first place and then was robbed of $2,000. AND that they won't get that money back for 9-17 days.

Online rental booking process not smooth and had to be repeated several times before confirmation was received, even though this was a very straight forward booking in a mid-sized US city. Pick up and drop off was smooth. I received inaccurate information from an initial phone advisor prior to booking as well as from the gate agent on pick up regarding appropriate steps to take to ensure that the appropriate documentation that I needed would be obtained upon drop off. Upon drop off, once payment was confirmed, it was only then that I was told that I would not be able to receive payment documentation as initially requested, only after payment was already posted to my credit card.
Agent at the drop off gate was unwilling/unable to resolve the issue. I called the customer care line, as advised by the gate agent to resolve the issue (the following day, because they were closed when I called from the pickup office). After discussing with numerous agents and being given multiple numbers to contact, I finally made contact with a supervisor who seemed completely unwilling to assist with resolving the issue, even though the issue arose based on inaccurate information that I received from 2 separate Budget employees at 2 different times in the booking process prior to payment. Extremely dissatisfying experience, and in my opinion, completely avoidable.

⭐☆☆☆☆ 1 out of 5 stars. Budget Rent a Car – Philadelphia International Airport (PHL). I recently rented a car through Priceline from Budget at PHL. The total quoted cost for a one-day rental of a mid-size SUV was $79.10, including all taxes and fees. I returned the vehicle early, in excellent condition, and with a full tank of gas. Upon returning the car, I went to the counter and was told I was “good to go.” I even asked the car attendant if there was anything else I needed to do, and he also confirmed that everything was in order. Strangely, no one inspected the vehicle or asked me to sign anything—something I’ve come to expect from most rental agencies.
To my surprise, shortly after checking in for my flight, I received an email stating I had been charged $99.25. Upon reviewing the receipt, I found a $17.99 fuel service charge, even though I had filled the tank just before returning the vehicle. Additional unexplained fees—such as a concession recovery fee, customer facility charge, and others—were also included, none of which had been disclosed in the original Priceline quote.
I contacted Budget to dispute the charges, but the customer service experience was equally disappointing. I was passed from one representative to another and had to repeat the same information multiple times. One representative had such a heavy accent that communication was difficult, so I requested follow-up by email to clarify the situation—but I'm still waiting for a response.
Budget could easily improve the customer experience by adopting more transparent billing practices and ensuring that all potential charges are clearly disclosed—especially when customers book through third-party platforms like Priceline. A consistent return process that includes a vehicle check and customer signature would also help prevent errors like false fuel charges. Lastly, offering more accessible communication options, including email and multilingual support, would go a long way toward improving customer satisfaction. This kind of bait-and-switch pricing and lack of accountability is unacceptable. I strongly urge future renters to take photos of the fuel gauge and save gas receipts—or better yet, rent from a company that values honesty and customer care. Disappointing from start to finish. I will not be using Budget again.

A long drive for nothing. Not a happy camper right now.

We rented a car from Budget Car Rental from the airport office usually at the lower level from arrival, and you will be directed to the parking lot where their office booth is located, where you will hand over the paperwork given from the main airport office. We picked and chose the car we wanted which is a Camry, obviously there was a corresponding rate for that. But when we went to the parking lot to get the key and the car, we were given a Chevy instead but it's on the way to the exit and he said it should be fine, there's no way to go back to the main booth who assigned the Camry since it was on the lane where all cars are about to exit.
I think they did it on purpose and then when we returned it they accused us that there was a damage. They didn't walk and inspect the car with us which is an SOP for car rental before the customer can drive out the car out. I know it was intentional so they can scam and rip off the customer upon return. I have all the proof 'cause I took pictures myself and all the proof that they were supposed to give Camry but gave us a different cars. I have to call overseas to reverse additional charges 'cause when you return the car there was no one to talk to. Clearly a "modus operandi" to scam people. Be wise guys.

Booked a Premium 8 seater SUV through USAA Perks!! Their website stated that the vehicle would be a Suburban or similar. Two weeks before I was scheduled to pick up the vehicle I called the local number however each time, the call was transferred to their 800 line. I attempted to get them to transfer me to the CVG location and was told that they had no way of transferring. I called everyday, sometime several times a day but had no luck. Also had problems getting them to transfer me to a manager. I finally at one point had to tell the rep, so you are refusing to transfer me, your customer to a manager". It was at this point that I was transferred. The mgr was of no help and lied to me telling she had no way of contacting them. I asked what happens if you get an emergency call for that location. She again said she had no way to contact them. I asked if she could send them an email and send me their response via email.
At one point I was told that I needed to drive to this location however this location is 50 minutes from my house. On Tuesday July 22nd, I called the local number again and finally someone answered. My call was to confirm that they would have the vehicle type that I reserved for pick up on the 24th. I wasn't satisfied with the response I received so I decided to drive to the airport.
Upon arrival I was told that they didn't have any Suburbans because they had been recalled and were sitting in a parking lot at the AP. I was told that they wouldn't have any 8 seaters or Suburbans available. I was directed to parking space K22, which contained a Platinum Expedition, that was extremely nice. I went back up to the window, told the rep that I really liked that vehicle. I asked if she thought that they would have this type of vehicle on July 24th. She told me that Thursday is a light day for rentals and that she felt that the Platinum Expedition would be available.
A gentleman name Sam, who identified himself as the Regional Mgr came out of the booth, and discussed vehicle choices, he even walked with me to show me the Platinum Expedition. He also showed me an 8 seater that reeked a strong ** smell. I told him that I thought that this vehicle smelled like ** and my thought was there is no way I am going to ride in this car for 11 days with this smell. He then opened the cargo door.
As we were walking away I told him that he had forgotten to close the cargo door. He stated that the vehicle needed to air out. I told him that I was willing to rent a vehicle where I was going if needed, because 2 others would not be riding with us to where we were going and that they were meeting us. He asked if I wanted him to locate an 8 seater. My response was that fine but it need to be as nice as the Platinum. I then asked him how I could reach someone at this location, he asked for my phone number and shared his phone number with me. I felt good at this point but little did I know things would changed.
We planned to leave at midnight on the 24th. On the 24th after not hearing from Sam, I texted him. He stated he had an 8 seater transferred from Lexington. He texted me a photo of the vehicle. I responded, do you still have the Platinum, may want to stick with that "this looks like the vehicle that smelled like **". He said this vehicle smells good and that they didn't have any Platinum Expeditions available. I told him this is a total disaster. It was at this point that his entire tone changed. He responded with "I will leave the keys with Sherri".
When I arrived there was Suburbans and Platinum Expeditions in the garage. I asked Sherri about these vehicle and she said oh these vehicles are for corporate/corporations. She then asked me for my license. Why would I give you my license when this situation had not been resolved. She said I have keys here for you for a vehicle. An airport employees saw what I was going through and asked me to follow her downstairs to the main counter so I could speak to a manager. I spoke to a lady there who told me that the supervisor was upstairs at the booth where I had just left. She called her. She came back over to me and said she told me that she talked to you twice already.
I went back upstairs to the booth and again inquired as to why I could get one of the premium vehicles that were in the garage. She again gave me an unacceptable excuse. She said you either take the keys for the vehicle we have for you or you can cancel your reservation. I told her that I was not going to take that vehicle, she then stand, "Well you need to cancel your reservation, what's your name," I stated you will figure it out and walked away.
This is not the way you treat your customers. They didn't offer other options. Pretty much said it this or nothing. I was left without a vehicle, 10 hours before I was scheduled to leave. They didn't care that it would cost more than double for me to rent the type of vehicle I needed and that my chances of getting a large SUV to accommodate us would be almost impossible. After reading other reviews regarding the large fees and charges they were hit with God was with me. The only reason I went with Budget was because of the additional driver waiver fee USAA offer its members..

I reserved a rental a few months in advance for pickup and return at SJU airport. Picked up the vehicle and it was scratched up and dented up everywhere. All 4 tires were bald and when I called they kept telling me that they didn’t have any inventory. We drove to the Aguadilla airport 'cause I was not driving back to San Juan being on the west side of the island. When we got to the Aguadilla airport, again I was told that they had no inventory. The girl told me I could take the vehicle to Pep boys to have them replace the tires. They have a contract with them.
We went ahead and arrived at Pep boys and was told that “corporate” has to approve the request in the computer. At this point we lost 2 days from our vacation 'cause we were not risking driving around too much with the kids in an unsafe car. Even the associate at Pep Boys was in awe at the condition of all 4 tires. Also, corporate wrote to the Pep boys associate to “put on the cheapest tires”. I have a copy of this. I got on the phone with customer service for Budget/Avis and went through 3 reps before speaking with a supervisor named Ben. He advised that they would refund me the two days I lost of my vacation from the rental. It’s been almost two weeks and I’m still waiting for a refund. They have also charged me since then an additional $289 dollars for “tolls and convenience fees”!
It’s ridiculous how bad this company is. I go every single year to PR and we always always rent from Enterprise but with the bad bunny being in PR, when I went to reserve, Enterprise didn’t have anything available for the time we needed so I gave Budget/Avis a chance. I regret that so much. I’ve never ever in all the years I’ve rented a car in PR, had to pay so much in “tolls and convenience fees”. They are horrible. They take advantage of having your card information. I will never rent from them and I’m advising as many people as I can to not use them either. DO BETTER!

I hired a car from Budget in Italy, booking made online in Australia, and was shocked to later find an unauthorized charge of €1,200 on my credit card. After multiple requests and a long trail of correspondence, they eventually sent through photos of alleged “damage” to the car — minor scratches. Fortunately, we had taken thorough photos of the car at pickup, which clearly show these scratches were already there. We provided this evidence, yet Budget continues to refuse a refund, offering no legitimate explanation.
This is a blatant attempt to exploit tourists and push through fraudulent damage claims. It’s unacceptable and unethical. If you must rent with Budget, take detailed time-stamped photos and videos before and after — or better yet, avoid them altogether. Companies like this damage the reputation of the travel industry. When I picked up the vehicle I received a Kia Niro which is no where close to a Tesla Model 3. I think Budget is practicing deceptive tactics to get rentals. The Kia Niro does not have Apple CarPlay, so the connection between phone and car was minimal. The navigation in the car is clunky and impossible to use while on the move if your plans change. The charging infrastructure in Utah for a non-Tesla is sporadic and the prices shift widely. I saw one location that charged $63/15 min while another was $6/15min. Also, the chargers were often difficult to understand how much charge had been delivered to the car and the charging time was much longer than with a Tesla.

We’d just arrived from an international flight, it was late at night, and we’d been travelling for 24 hours. The agent rushed us through the contract without properly explaining the charges. Yes, we signed — but we were exhausted and not told clearly what we were agreeing to.
When I contacted Budget to explain, they refused to refund anything and claimed the charges were valid just because a contract was signed — regardless of the circumstances or misleading info at the desk. Then, I had to pass on multiple cars due to body damage, punctured tire, flat EV battery. Finally, I settled on a car that had not been cleaned since the last rental. Employees didn’t seem to care at all… they had a “take it or leave it” attitude. And after waiting for hours, I just wanted to get on the road.

When I got the car, it was smelly and dirty. There was trash under the driver's side and the glove box (e.g. receipts). On a positive side, the car itself, Ford Bronco was good. When I returned the car, they charged me extra for gas and I had the car filled. I had to stand another liine for 20 more minutes until the credit was given. I tried to speak with the manager and he walked away and never returned to address my complaints. Bottom line, I will not use Budget again.

Your company is awful. Neither I, nor my family, nor anyone in my business will ever use Budget or Avis EVER again. I did not agree to this refund amount. You all said this is all you would give me. You all owe me more than $282.60. You can keep your dirty money. I haven’t received it anyway. You owe me now an additional $679.52 on top of that amount. My rental agreement was for 1 day which was for July 31 through Aug 1st. The total on the agreement was $167.25. I returned the car within the time of the rental agreement as I dropped off the car on August 1st. However, your worker there failed to check in the vehicle in your system and I was charged $1,129.37. Apparently he didn’t check it in until August 6th. I actually was in Nashville TN on August 6th, so I’m not sure how I could have returned it then. Even with the $282.60 refund (which I still have not seen btw), you all still owe me $679.52.
My brother and I dropped the vehicle off at the Budget at the Colorado Springs airport and the worker there said to just to leave the keys and he would check it in. I have a witness (my brother) and I’m sure you all can pull video cameras from the airport to show I dropped it off on time. I also presented to you all a gas receipt last year from a nearby gas station to prove I topped off the vehicle as evidence in the dispute process. You all promised multiple times I would receive a full refund — which I did not.
You all can keep your ill-gotten money. What makes me so angry about all this is that I flew to out to Colorado to visit my dad in ICU as he only had days to live due to cancer treatment complications. He was on his deathbed. I flew to Denver, picked up the vehicle at Budget on July 31. I then dropped the vehicle off at the Colorado Springs airport on August 1. I didn’t need the rental as my brother lives in Colorado Springs and I was able to use his extra car while there. My father died on August 4. I couldn’t believe that after all our family went through you all would screw us over and not care. Awful company. As much as I, my family, and my company have used Budget and Avis over the years, I don’t think your company cares a lick. You all suck. There are tons of reviews about how Budget scams people and overcharge. What you did to me is not uncommon business practice for your company apparently. Good riddance.

The desk was greatly understaffed, and the lot itself had just one person available to provide cars to the very long line of customers waiting outside in the blazing sun and 90° heat. I am a heart patient, and the heat was causing me to feel dehydrated and light headed. I had no water with me, and unfortunately there are no vending machines on the premises. I was legitimately concerned that I might go into afib or even pass out, and the entire experience was extremely stressful. Then when it was finally our turn, we were told that there were no SUV’s available, even though we had pre-paid for one. Our only choice was to accept a Chevy Malibu, which we did out of desperation to escape the heat, but we never received a refund.
We also noticed that the gas tank was not full when we received the car (see photo) and we immediately brought this to the attention of the staff at the exit point. We were informed, however, that there was nothing we could do about it unless we actually turned around and went back inside the building to notify the front desk staff, which we were unwilling to do at that point since the whole ordeal of getting the (wrong) car had already taken a ridiculous amount of time.
The car itself was pretty awful. Both the steering and brakes were problematic, and caused the car to jerk constantly. The road noise was also extremely loud; like nothing we had ever experienced: We had been warned repeatedly by staff to remember to present our gas receipt upon returning the vehicle, and we carefully researched all nearby gas stations in advance. But despite our diligence, the quest for gasoline before returning the car became a frustrating wild goose chase, nearly causing us to be late for our flight.
The first gas station listed online did not even exist, and the second one we found was actually closed. We succeeded with the third attempt, but when we tried to present our receipt to the staff at drop off, we were told we did not even need it after all. The gentlemen there simply said, “you’re good!” and waved us on. This was truly just an overall awful experience, from the poor customer service, to the terrible quality of the vehicle, to being ripped off twice: once by the fact that we were never refunded for the level of car we had paid for, and again by not being given a full tank of gas when we received the car. We will NOT be using Budget ever again, and anyone would like to avoid the kind of experience we just endured, I would strongly advise you to do the same!

What a nightmare. I made a reservation at the Avis/Budget location on US Hwy 19 in Palm Harbor, only to show up and be told they had no cars available — even though I had a confirmed booking. Instead of taking responsibility, they sent me to the Tampa airport, over 30 minutes away, claiming I could pick up a car there. But when I got to the airport, the Avis office said they had nothing to do with my reservation and basically shrugged me off. The woman at the counter was completely unhelpful and seemed annoyed I was even asking for assistance. This whole experience was a waste of my time, money, and patience. No accountability, no coordination between locations, and clearly no respect for customers. I’ll never book with this company again. Fox rental car was the one that help us!

Instead we waited four hours and a second tow truck company to pick the car up and just myself. My wife and son took a taxi. Incompetence. Unacceptable service. And then no partial refund because we prepaid. Horrible.

I rented a car from Budget at the Hilton Head Airport. Long story short, I lost my key. This lead to 22 phone calls and 3 emails between myself, customer service and emergency roadside service. It also took two days and three tow trucks. At one point, emergency roadside needed to talk to the Hilton Head desk and could not get through. They literally asked me to do so and then call them back! On more than one occasion, I had to call customer service to connect me to emergency roadside assistance because when I would call, it would ring eight times then disconnect. Ultimately, they told me the car would be towed to Hilton Head Airport. I changed my plane tickets from Savannah (where I was flying out of) to Hilton Head Airport. That cost me over $1000.
I got to Hilton Head airport and the guy at the desk could not possibly be ruder. I think he took pleasure in telling me the car was towed to Savannah and not his fault no one told me. I told him I had an email that said it would go to Hilton Head. He smirked and said "I'm sure you do" and then just stared. The whole ordeal cost me over $1000 to change my flight, over $600 for them to tow my car (they charged it twice and provided me no explanation), and the over $600 for the car rental. Ultimately, they were oh so kind to give me $300 off my rental and looked forward to showing me the exceptional service they provide. I reported them to the BBB and their responses provided incorrect and misleading information, so BBB closed the case.

It turned out to be an electric car which they never told us it would be, and they did not provide us with an adapter. We have wasted two hours on the phone to try to figure this out. They have sent us to two different charging places, neither of which can accommodate us and we’re still waiting to figure out how to charge this car so we can get back to the airport. We had a reservation through Costco Travel for a 7-seater minivan with Budget at the Long Beach Airport location for pickup on a Thursday evening. The vehicle was reserved a couple months in advance for a family vacation that had been planned for months. When we arrived, we were told all vans were under recall and worse, the staff had no backup plan and could ONLY offer us a 5-seater, which obviously didn’t work for our group. We were told to call customer service to check other locations ourselves. After a long call, we were informed that John Wayne Airport had a 7-seater elite SUV available for $300 more. Frustrating, but we agreed to pay the extra just to move on.
After waiting in line for an hour at the John Wayne location, we were told they did not actually have a 7-seater available. We asked if we could instead rent two 5-seaters, but were told this wasn’t possible unless we called customer service again. Customer service then told us we’d have to cancel our reservation and rebook and paying full price for two cars.
This whole experience was chaotic, stressful, and unprofessional. At no point did anyone from Budget notify us in advance that our reserved vehicle was unavailable, despite having our contact info. No accountability, no real help, and no solutions when we were in a difficult spot. To top it off, customer service offered a 20% discount for next time but there won’t be a next time. Budget has permanently lost our business. Avoid Budget if you’re traveling with family or relying on a reservation that actually needs to be honored. Unreliable and disappointing.

Budget took my Mastercard debit card and reservation and paid off vehicle. When the time came to pick it up they told me I needed to show a major credit card to get the keys. I rented from them yearly since around 2015. Never no problem till now. The problem was now they wouldn't give us the rental and we had to look around for another company to find an 7 passenger SUV with no reservation and not expensive as all our money for a rental went to Budget who said 10 days for a refund. When making the reservation there was no mention of a major card. Found a small SUV 7 passenger at Enterprise same price with bumper to bumper insurance. Yes it was smaller but we had a vehicle.

I’ve done numerous rentals with various rental car businesses over the years, but by far my experiences with Budget Rental Car are the worst! Recently, I rented a car from Budget Rental Car at a nearby airport, only to receive a car that not only reeked of cigarette smoke but had several damages to the outside of the vehicle. It wasn’t even cleaned out but was dirty and still had numerous brochures in the back seat. There was even cigarette hole in the driver’s seat! Needless to say, I contacted Budget Rental Car Services, and they requested I take pictures of everything and submit it via email to specific case number. I was then informed to bring the car back and exchange it at any nearby Budget Rental Car.
Driving to return the car, I couldn’t even fasten my daughter’s safety belt in the back seat because chocolate was poured into the fastening buckle. I went to two separate locations, and their customer service not only lacked empathy for my situation but offered no support or any guidance to find a replacement vehicle for me. I ended up going back to the airport, but after seeing the lengthy line decided to contact Budget Rental Car Services to request a refund.
Again, customer service was atrocious. Not only they tendered no compassion, but told me they can refund my amount only after my keys are turned in and get a refund after 48 hours; however, I was also informed the two hours I drove after picking up the vehicle and going home, and then having to spend time to find another Budget Rental Car location, that I would be charged approximately $84 for the use! I decided to walk straight up to another Budget Rental Car representative at the airport who finally was the only person able to take the previous car’s key and provide me a different vehicle to use. Will I ever use Budget Rental Car again? Hell, no.

I had reserved my car weeks before I was to be at the Albany airport. My flight went well and was on time getting in at 4:15 p.m. EDT. When I got to the Budget Car rental office (they share a kiosk with Avis) I experienced a 25 customer line with three agents helping customers. I was discouraged but thought everything would proceed on a timely basis. I was so wrong. After 30 minutes I had not progressed one step. The same customers were with agents the whole time and had not moved on. It was a slow go. After and hour I had progressed roughly two customers. People who's turn to was to get a car and move on were going nowhere.
At this point the third agent at the Budget/Avis counter got her water bottle and left leaving two agents and approximately an 18 customers deep (to me) and growing line behind me. Customers in front of me were obviously angry, frustrated and upset. It was obvious that they did not have the cars promised to people who had made a prior reservation. The one gentleman at the counter seemed to pass people through much more efficiently than the young lady at the counter. Approximately 30 to 45 minutes after she left, the third employee returned carrying her water bottle. She went to a small enclosed area behind the counter, filled her water bottle, looked at several piles of documents and finally returned to the counter to address customers in a growing line. One frustrated customer was turned away after arguing his case for what seemed like an hour.
The gentleman agent kept running through customers and didn't seem to have the same problem as the other two employees. A new customer would finally get to the counter and their transaction would take maybe 15 minutes with the male agent but if you got one of the two other agents customers were there for 30 to 45 minutes. These two agents were now on their cell phones engaging help from either management or an employee in the car staging garage trying to get keys for vehicles.
After 2 and 1/2 grueling hours on my feet in a hot airport it as finally my turn in line. I gave one of the ladies who had been on the phone my copy of the rental agreement. She typed in the number with what was a smile on her face but she was almost afraid of what she was inevitably going to see on the screen. NO CAR! She fumbled on her computer terminal doing what I could not tell. She had this scared, almost frightened grin on her face that was unprofessional look on her face. I'm trying to keep in mind that her company had seemingly put her in an impossible situation, renting cars to customers with reservations that weren't there. She finally printed up a contract on a dot matrix printer, I signed it taking the options I had signed up and refusing the options that I didn't want. She sent me out to the garage with one signed page and no key.
Now, I'm in the car staging garage. It is a hot, muggy Albany, New York night and there is now a line 10 of the same customers from inside and one person to help these people. The inside counter people have just handed off the customers to the outside "retrieve the car" guys or guy in this instance. Now this guy is in the car return shack with keys that are occasionally being tossed on a counter by one guy checking in returning cars. The former employee is discombobulated and is running around in circles trying to do things he is not capable of. Helping angry, frustrated customers. The lady in front of me said that there had been two guys there but one had been working for over ten hours and he was going home leaving her in line with no one to help that line. She was livid.
We were 6 deep in a line that was going nowhere fast in a hot, humid garage with a seemingly helpless person trying his best to help customers. He, for some reason, was printing contracts on his dot matrix printer and customers were confused and befuddled but he seemed to slowly get them on their way. It finally got to my turn in line. He searched the counter for a key fob, finally found it and told me to go to parking space A-12. It was now 9:40 p.m. and my drive to Oneonta, NY could begin. 5 hours to check out a reserved rental car is a joke. Big Company Budget Car rental should be ashamed for treating both customers and employees like this. I will NEVER use Budget Car Rental again.

I am not one to leave reviews, but I would give zero stars if I could. My husband and I packed up everything we own to move across country and rented with Budget because USAA has a relationship with them. Not only did the first truck’s check engine light come on 3/4 of the way to our new apartment, but my husband was stuck for ten hours before someone could come out and look at the truck and ANOTHER two hours before it could be towed, as the mechanic deemed it out of commission. Mind you- It’s the middle of summer with a high of 93 and he’s stuck at a rest stop in the middle of nowhere while all of this is happening. Fine, we get it, life happens.
We were given a second truck the next day. The second truck has a hole in the roof, is absolutely disgusting, and (to really rub salt in the wound) lasted about 10 miles before the SECOND truck’s check engine light turned on. My husband has been stranded in Wisconsin for two days because Budget can’t get their s*** together. We have been lucky enough to work with very kind people who are supplemental to Budget’s service (e.g. local contractors for towing, service, etc.), however, that doesn’t negate the fact that my fiancé is spending HUNDREDS more on food, accommodations, and fuel driving back-and-forth to rental trucks than we had INITIALLY budgeted. The name budget is a lie — you may save money up front, but you absolutely will pay in time you cannot get back.
We have been through the wringer with person after person on the 24-hour assistance line, to no avail. This has been, by far, the worst experience I have ever had with a company. I am so concerned, and not to sound like a total Karen, but will absolutely never refer anyone to Budget and will continue to share this story until my husband is in our brand new apartment four hundred miles away, safe.

Extremely Disappointing Experience – Major Customer Service and Vehicle Issues. I waited in line over 102 minutes to pick up my Budget rental. The pickup process was complete chaos — the line order was disorganized, and only two representatives were working the counter for a large number of frustrated customers. When I finally reached the desk, I was told the passenger van was not clean and needed attention. After waiting another 20 minutes, I was informed the van was actually at a different location and not yet brought over. I was then told I could walk with my entire group of eight people, including seniors and children — all with luggage — to retrieve it myself.
After a 9-minute walk in the heat, we arrived to find the van was not in spot W44 as stated. While standing there in confusion, one member of our party sought help from the Avis counter, where thankfully a kind representative changed our contract to a van in the garage. Unfortunately, that van had multiple issues — the most concerning being a malfunctioning sliding door that was off track, making it difficult and unsafe to open and close.
This experience was completely unacceptable. I will never rent from Budget again, and I am sharing this review across all platforms and with everyone I know. Sadly, I later learned that this type of experience is common, which is deeply troubling. Budget must urgently reassess its customer service practices and retrain employees to prevent these types of breakdowns in service and safety. Original Rental Agreement Number: ** – Budget Car #**. Their staff will not voluntarily explain the nuances between their different offerings. For example, they have two different E-Toll options for their vehicles. A standard option (pay for the tolls that you incur and a small convenience fee on the days you incur them) and an unlimited option (pay a flat rate every day of your rental regardless if you go through tolls). The staff member that finalized my reservation simply asked me, "Do you plan on using the toll unit in the vehicle?" to which I responded, "Yes." When I got to the Budget counter, they ask me again did I was insurance on the car and I said no. My Allstate Insurance covers me for rentals. Why did the Budget representative charge me insurance of $114.45 on my car. They specifically added the charge after I told them several times that I didn't want the insurance.
Your pre-check should be done and you shouldn't have to go to the counter, for what, they have already taken your money and have your license information. Why do you still need to go to the counter, so they can trick you into signing documents. Once you sign you're done. Again, do not rent from. Just trying to warn you of their shady practices. DO NOT RENT FROM BUDGET. This company scammed me to pay for damage their own employees did to the car. We picked up our car at the Tampa Airport. As we were leaving, the customer service agent said, “It’s a new car. If anything happens to it, it’s your fault.” We thought, “That’s a really weird thing to say.” 10 minutes into driving, the whole underneath of the bumper fell off and began dragging on the ground. We realized we’d been given a broken car on purpose to get out of claiming the damage I assume one of their employees caused and hid. When we were safely able to pull over (it fell apart on a bridge to make matters worse), you could see that someone had tried to tie up the bumper, the tie snapped, and the whole thing fell down.
We called to get a car replacement. I’d been traveling all day, it was 90 degrees out, I was tired, I was starving, and I was frazzled from having a car fall apart beneath me, and I just wanted to cry. There was no discount for giving us a broken car. No apology or even concern for our welfare. We had to wait for a tow, go back to the airport, get another car, and drive back that whole way again, wasting hours of our time. Then they billed me for the damage.
When I disputed the charge, saying I shouldn’t have to pay for an already broken car, they demanded pictures of the damage at the time we picked up the car. I failed to lie down on my back in order to inspect and take pictures of the undercarriage of the car. I inspect the car for body damage, but lying on the ground to inspect parts of a car that are a complete mystery to me is beyond what a customer should be expected to do. I did send pictures that showed where the under bumper had been tied up, which they disregarded. That I had only been driving minutes before the thing literally started falling apart also did not matter. So now I’m out thousands of dollars to pay Budget to fix their car that they broke themselves. Looking online, it looks like this is a scam they pull regularly, so go somewhere else (FYI, they also own, Avis, Payless Car Rental, and ZipCar).

The next morning we drive and the driver’s front wheel was leaking air. We put in air and observed. 2 days later tire was deflated again. We call roadside but had trouble getting through to a live person so we called the local Dallas Budget. He told us that they would charge us for a new tire and recommend we go to Discount Tires to get it patch. At Discount Tires, they told us both front tires were so bad, the treads were less than 2 and they could not patch it. In fact, they said Budget should have never let us drive in it.
So I go to the nearest Budget which was at Dallas Love Field and traded in for another car without problem. Yesterday I get an email that they are charging $125 me for stains inside the car. Are you kidding? That car was dirty!!! If they didn’t recognize the terrible front tires that could have gotten me killed, I am certain no one looked inside that car. We DID NOT spill anything. Lesson learned!! Take pictures of inside too and don’t accept the rental if it is has any stains because Budget will make someone pay even if it isn’t the right person. I will not be renting from Budget again and encourage everyone to avoid them. Budget did not do its job because they are trying to turn over the cars fast. I reserved a car to be picked up at Logan Airport in Boston Massachusetts on July 9th. As I arrived at the counter there were at least 50 people ahead of me. I got in line after almost an hour and a half. A lady (Budget employee) started yelling that if anyone had a reservation get out of line and go to another line in a different area. So we went. There were about 20 people in that line. Shortly after getting in line another Budget employee began yelling that unless we had a special membership we had to go back where we started. Grrr. There was NO ONE to get information from. I canceled my reservation then and there. Went to another rental company and within 15 minutes was on my way.. for about the same price for the same grade vehicle. I will NEVER use Budget again.

I recently rented a 7-seater vehicle and prepaid $179.01 for a one-day rental. After a 20-hour international flight, I wanted to ensure my family could travel home comfortably, without being cramped or struggling with our luggage. Unfortunately, the rental process was already slow—due to limited staff handling a high volume of customers—and took about an hour.
When we finally reached the vehicle, we were surprised and disappointed to find that it was a 5-seater, not the 7-seater I had reserved and paid for. Loading our luggage took over 35 minutes, as it filled up the two back seats and the small trunk, leaving my family cramped and uncomfortable. After such a long journey, this was the last thing we needed.
I voiced my concerns at the exit gate, and a kind gentleman there advised me to return to customer service to request the correct vehicle. However, with another three hours of travel ahead of us, I simply couldn’t go through the entire rental process again. It was an exhausting and frustrating experience — especially with children.
Unfortunately, this was my second negative experience. On a previous occasion, Budget falsely attempted to charge me nearly $3,000 for damages that never occurred. Only after I offered to send video evidence of the vehicle’s condition at drop-off—something I always document—was the claim withdrawn. I plan to write a public review to alert other customers to these issues. I hope this feedback helps improve the service and prevents others from facing similar situations.

I am writing to formally file a complaint regarding my recent experience with Budget Rental Car, which involved misleading pricing, poor customer service, and the failure to return a $194.20 hold that I was assured would be refunded. When I booked the rental, I was told that the total cost would be $257.75. I paid this amount in full with the understanding that an additional $194.20 hold would be placed on my card temporarily and refunded upon return of the vehicle. However, the total charge to my account ended up being $451.95, and I was never refunded the $194.20 hold, despite being told otherwise at the time of rental.
When I contacted Budget customer service to resolve this issue, I was falsely told that the additional charge was due to insurance. This is not accurate, as I have my own personal insurance and declined any additional coverage at the time of rental. This experience was not only misleading but also unprofessional. Had I known the total cost would be over $450, I would have gone with my existing reservation at Enterprise. The location I visited provided poor service, and the misrepresentation of costs is unacceptable. I am requesting an immediate refund of the $194.20 that was improperly withheld and a written explanation for this overcharge. Please respond within 7 business days before I escalate this complaint to consumer protection agencies and consider taking further action.

⭐️ (1 out of 5 stars). Unacceptable Delay – Missed Business Meeting Due to Poor Service. Very disappointed in Budget’s customer service. We reserved our car for Friday at 10:00 AM and arrived at Atlanta International Airport on time at 9:30 AM, checked in at the Budget counter at 10:00 AM — but didn’t receive our vehicle until 1:30 PM, after waiting 3.5 hours.
We spent 2 full hours just waiting in line, and once we were finally checked in, we waited another 1.5 hours for the car with no clear explanation. All we were told was that they were “waiting for the car to arrive.” It was clear the location was overbooked and unprepared. Despite explaining multiple times that I had an important business meeting at 2:00 PM, no urgency or accommodation was offered. I ultimately missed my meeting due to their complete lack of organization and accountability. I chose Budget expecting reliable service — instead, I experienced chaos and disrespect for customers’ time. I will not be booking with them again.

During the rental, I discovered a significant tire bulge (approximately one inch) on the rear, right tire. This kind of sidewall damage made the vehicle unsafe to drive, particularly on highways or over long distances. I contacted Budget’s roadside assistance, but they were unable to help. All they said was that I could drive the vehicle to a repair shop (risking my safety in doing so) and that they would reimburse me if I went out of pocket to replace the tire. No repair shops were open, as it was Sunday, on 4th of July weekend. So, I was advised that replacement vehicles were available at the nearest Budget location, so I reluctantly risked driving the unsafe vehicle there. However, once I arrived, I was told that no vehicles were actually available.
At that point, with no viable options and needing to catch a flight, I had no choice but to leave the car at that location and take a $289.22 Uber to the airport. This entire situation was the result of a vehicle safety failure and conflicting information provided by Budget staff. But they charged me a $200 one-way fee and gave no help.

We received a rental car that had a crack in the windshield that could not be noticed from the outside and could only be noticed once the windshield wipers started, which they did about 30 minutes into our trip. At the counter they had told us to simply take pictures of any damage and it would be easy to rectify this. We called Budget and they instructed us to return the car to Cork Airport where they could get us another. At Cork, they commented that Dublin had dumped their problems on them and were not joking and treated us as such. They kept insisting on showing us the initial damage report despite us telling them that we already knew that Budget had missed the initial damage on the car. They charged us 660 euros to pay for a new windshield that we had not damaged.
I appealed this twice and got no favorable response. Budget took the line that because they didn't notice it and we didn't notice it in the lot that we were responsible for it when it was clearly much more likely that good customers like us would not have noticed it until 30 minutes into our drive and that we did not cause it. I would not rent from Budget.

Reservation Details: Pickup 23 April 2025 at 3:30pm and Drop-Off 03 May 2025 at 12:30, Cyril E. King Airport, VI.
When I arrived at the Budget rental counter, I presented the Expedia/Budget rental reservation that was made 17 August 2024. After the counter attendant looked at it, she said she would not honor the agreement because there had been a glitch in the system. She said I should have received an email from Expedia stating the agreement was void. I looked for this email and there wasn’t one. The only email I had was an email that was received the day before we traveled, from Budget: “Ready for your trip, thank you for choosing Budget! We look forward to seeing you a 03:30 PM at St. Thomas. When you arrive, come to the Budget counter to pick up your rental agreement and keys. We will be waiting for you”. I also called Expedia and they couldn’t find a cancelation email in their system.
She said she had a vehicle, but it would be at a much higher rate. The original agreement was for $570.03, and the new rate would be $1,391.36—a 144% increase--$821 more. So here I was, in St. Thomas with a dilemma—take the car at the hijacked rate or go without a car. So, we took the car hoping to resolve the issue later. So, this is where she really screwed me, the desk attendant cancelled the original reservation and created a new booking. **. This meant that Expedia was out of the picture and they could not help me.
This shady agent also changed my vehicle class so when I disputed it with the credit card company, they said that I changed the rental agreement by getting a different vehicle. I had reservations 8 months in advance, which were not honored, and the price was changed once I was at the counter. Stay away from Budget!!!! I have contacted Expedia and Budget to try to resolve the issue without any success. Because I signed a new contract I was held to the new rate based on hostage tactics at the rental counter. A phone call to Budget said they will have a car for me at 10:30 a.m.!!! Are you kidding me!!! Never mind that I had plans to meet folks earlier than 10:30 a.m. Horrible Customer Service. I then decided to go to Terminal 1 to see if I had any better luck. Am pretty irritated by now. I get to Terminal 1 and it is open. I think to myself success. After an hour of me and my friend trying to start the car to no avail, I called Budget who initially said I should drive the vehicle back to MSP to get a new one…the vehicle would’ve start…are you ** kidding me!!! The woman said they can send roadside Assistance to pick up the vehicle would’ve start but it could be up to 2 -/2 hours before they would arrive. Then they would drive us an hour back to MSP, issue me a different vehicle and then I would get to drive 1 1/2 hours back to relatives. I WAS DONE!!!! I told them to send Roadside Assistance as the Vehicle was defective. I told them that this was my only night to be with family and friends and that if I did everything they were telling me to do, I would get about 2 hours with friends and family.
I told them I was not interested in having another vehicle from Budget as the entire experience has been the WORST! I told them I expect a full refund and they told me I have to talk to a Manager. DO NOT RENT FROM BUDGET — They Do NOT Honor Reservations. Just spent $45 to not rent a car from Budget. Why? Because they decided not to honor my prepaid reservation due to "inventory issues." But they had ALL DAY to call, text, or email me — and did nothing. I showed up, 4th in line, only to be told there were no cars. The man in front of me? He didn’t have a reservation. But he had his kid with him. I overheard "Sam" (Budget) tell him no cars were available — then suddenly, Sam "makes it happen" for him. I watched as he was handed keys to a red SUV and walked away smiling.
My turn at the counter: I’m told by Amadou (Budget) that my reservation — made earlier that day — won’t be honored. I asked about the guy before me. Amadou brushes me off, until I insist on speaking to Sam. Sam and Amadou speak for two minutes. Then suddenly the story changes: "Oh, that guy did have a reservation." No. He didn’t. I confirmed it myself by speaking with him outside. Sam gave him a car last minute, no reservation. I missed something important for my own child that day. All while Budget played games and handed my car to someone else — likely because they thought I wouldn't notice. It is called hypervigilance - I noticed - I overheard - I confirmed. I spent $45 on Ubers to and from Budget, just to be stranded.
So listen:- If you’re planning a vacation, Budget might ruin it.
- If you need a car for a child’s major life event, Budget might rob you of that moment.
- If you need to transport someone to medical treatment, pray they survive your interaction with Budget. And worst of all: you won’t realize this is a pattern until it happens to you. This isn't rare — just read the other reviews. Budget: you’ve earned this one-star and then some.

Budget’s website clearly labels “Long Range” as the higher-range offering, so this felt misleading. On top of that, the rental line was extremely slow. I waited over two hours at noon on Saturday, and the queue length had not shortened by the time I finally got to the counter.

Let's start with the 1st Suburban we got. Picked it up June 21st. 1st thing I noticed was the "CHANGE OIL SOON" light is on. On Monday the 23rd we had a flat. Pulled the tire off and found it is bald with cords showing. Upon inspecting the other 3 we found they ALL are bald with cords showing! After waiting on hold and being transferred twice we got a replacement suburban lined up. Unfortunately for us, we had to drive an hour to Bangor Maine to swap them and then drive the hour back to where we were staying.
The next day with the second Suburban we went up to Cadillac Mountain. We stopped at a Walmart on our way back. When we came back out to the vehicle, the "Engine Oil Low Add Oil" message was on. The oil change trip was at 98%. We had to buy 2 quarts of oil and add it. Does anyone at this company pay attention to maintenance needs of the fleet? What a joke. We will be filing a formal complaint/claim with Budget. After that, we will NEVER use their services again.

I called before picking it up and was told they were sold out for that day, meaning they had rented the vehicle I had reserved to someone else. Either they overbooked or they couldn't care less about a prepaid reservation; the service is terrible. I was told the nearest location with an available car was over 40 minutes away. Two hours before I was to pick it up, they called me that they were all "sold out" for the day, meaning they'd rented my reserved vehicle to someone else. Either they overbook or a paid-in-advance reservation means nothing to them. I discovered that the closest location with an available car was over 30 minutes away. It was a long, frustrating day, and I ended up breaking down crying. Staff simply told me to step aside and offered no help or solutions. I was left stranded in New York with my 11-year-old and no car I had already paid for. Completely unacceptable. Someone from the Enterprise counter came over and asked if I was ok, and they set me up with a vehicle! They were so kind! Budget is not answering my calls, I still have not received a refund.

We rented our vehicle on 6/14/25. It had a slight smell of "skunk" but because it was in the shade of the parking garage it wasn't super strong. Within hours of driving and the car sitting in the hot sun, the overwhelming smell of marijuana was giving us headaches and making us stink. We called Budget and they said to exchange it at the nearest Budget rental location. We were already hours away from where we originally rented. The person said they put notes in the system that read "will not be charged you until you have been able to exchange the vehicle". We called Hickory, NC; we spoke with Jay. We requested a new vehicle as suggested by Budget. Jay, from Hickory, was extremely rude and she only offered for us to sit there for an hour with a machine that could "hopefully" take care of the problem. This Hickory Budget location was not close by either.
We called Budget every day trying to find a resolution. On numerous occasions from different Budget agents, the same notes were read back to me about not being charged until we had a new vehicle. At one point we pulled into a gas station. There were several police officers with a drug dog checking a gentleman's truck. We kept driving because we were afraid the drug dog would check our vehicle and we would get in trouble...terrifying.
Jump forward to the day we returned it to the Charlotte airport. The sweet gal at the counter could not see the notes and was unable to help us. A million dollar company doesn't have a streamlined system to where every agent can see the same notes? We had to call customer service again, they're the only ones who can see the notes. On 6/22/25 there was a refund for one day's rental. That's a far cry from what I was told. Today, 6/26/25, spent time on hold, finally spoke with a supervisor who said they couldn't help us any further. Whatever the notes say is all they can do. Never rent from Budget. They treat their customers poorly and hope you just go away if you have a problem. Would give a zero if I could except the counter customer service people were very friendly but otherwise overall experience with phone customer service and vehicle was horrendous.

I recently rented a car from Budget at the Ontario Airport. Immediately upon starting the vehicle, the "Change Engine Oil Soon" light came on. I asked the attendant at the gate about it, and she assured me it was just a routine maintenance alert and that the car was fine to drive. Shortly after, I received news that my father was having a medical emergency, and I urgently needed to get to the hospital in Las Vegas. While driving through the desert, the check engine light came on, along with a warning that said "Engine Power Reduced." The car automatically slowed down to 60 mph on a 70 mph highway, creating an unsafe situation.
I immediately called Budget and was transferred three times before finally speaking with someone. I was told I could either wait for roadside assistance or drive to the nearest Budget location. As a woman alone on the side of the road in the desert, I did not feel safe waiting, so I had no choice but to continue driving under unsafe conditions. When I asked for the address of the nearest Budget location, the representative refused to provide it. I had to call a friend to look it up for me. When I arrived at the nearest Budget, the manager informed me that they only handle rentals, not exchanges, and that they were a franchise location. I was then directed to the Las Vegas Airport, further delaying my ability to get to the hospital.
At the airport, I was told that because my rental was not a one-way reservation, they needed to contact corporate before issuing a replacement vehicle for my return to Ontario. After returning home and calling Budget again, I was repeatedly dismissed, transferred, and unable to get help from anyone—including corporate. Eventually, I was told to visit a Budget location near my home. I did so, and again, they refused to help and directed me back to the original rental location at Ontario Airport. I made the trip back there, and after waiting while the manager helped other customers, I was simply handed a business card and told to email another manager.
This experience was incredibly frustrating, time-consuming, and unsafe. Budget provided me with a car in poor condition, gave me no real assistance in an emergency, and showed a total lack of customer care throughout. I strongly urge others to avoid renting from Budget, and I sincerely hope someone from your team takes responsibility for addressing this serious issue.

When I called, talked to Amanda, she quoted me my total rental fee. I confirmed that was returning to the different airport and she repeated the TOTAL rental fee (below $500). After changing flights, based on my conversation with Budget, I called Budget back to confirm the new return location. After much back and forth, I was charged over $700.00 for the return car. A Few hours later, we returned the car with their donut on and their spare tire with a slow leak in the trunk and I reported the incident at time of checking in car. I exchanged many emails with budget where they would not consider the case because I did not have documentation.
I believe the situation was self documenting. They could not understand that their own tire with a slow leak which I returned to them had inconvenienced us. They said because I did not have documentation that it was not going to be addressed and then I received an $81 bill from them for the tire. They built me because their tire had a slow leak. I had a nightmare experience with Budget two days ago. We rented a 2025 Ford Escape from them. The car broke down in the middle of nowhere on the way to International Falls. It was extremely difficult to reach a live person on the phone. When we did reach live person, they have strong accent. It is hard to understand them. Then the first 7 calls somehow got disconnected or they just hung up. No one called us back. On the 8th call, the phone rep told me that we have to pay for the repair and they won't reimburse us!
My husband was able to get them approved a toll truck. That conversation lasted over 30 minutes. It took us about 5 hours to get them approved the tow truck. The tow truck driver said it took him an hour to get the payment approved for him. The tow truck took us and the broken car to our destination. In total, it took us 11 hours to get to International Falls from Princeton. It should have taken only four and half hours.
Then we took a taxi to the Budget rental car center in International Falls. The guy behind the counter has no knowledge of this. We have to explain to him what the problem is all over again. We had to go back to our hotel with him so he can check out what is wrong with the car. He provided a new rental car. That took another morning. We had to cancel a trip we reserve for that day. Unfortunately there are no more spots available for any trip during our length of the stay.
The company has very poor customer service. Communication between different depts is extremely poor. When their customers need them the most, such as car breaking down in the middle of nowhere, it seems to me they are trying their hardest to make it extremely difficult for you. Had I known what kind of customer service Budget/Avis has, I would not have rented from them even if it is much, much cheaper than the other companies. It is a very hard lesson to learn.

First off. I prepaid my rental. When I arrived at the airport I noticed they downgraded my car. I went to the counter to dispute it and the guy gave me an attitude. He actually told me not to rent with Budget if I didn't like the way they do business. He ended up putting me in a Tesla Model 3 which was the class I rented. I added roadside assistance remembering a previous experience I had with Budget. Unfortunately on the last day of my trip I lost my car key. I phoned Budget Roadside would scheduled a tow but the tow sent the wrong size truck despite me telling them the clearance of the garage. I had to head to the airport. Had to pay for a shuttle which Budget was also supposed to reimburse. That didn't happen. I explained the situation to the Budget counter lady at the airport. She said they would take care of it. After I got home the key was found.
I had quite the headache but finally got it shipped to Budget. After the fact, Budget charged me an extra day rental and $400 for a new key. The key and a tow should have been covered by their roadside protection. They don't see it that way. Why? That's what they advertise. I could and probably will sue for false advertising and damages. Thank you Budget for ruining what was already a bad trip.

We reserved a premium SUV (Chevy Suburban or Ford Excursion) with you 2/2/25. We reserved that particular size SUV for a long-distance trip with 5 adults, two dogs, all our luggage, and dog kennels (which were a non-negotiable requirement for the VRBO rental...) and supplies. We contacted Budget well in advance of our reservation, these past 6 months, on three different occasions: two in person and once over the phone. We explained how important it was for us to have that size SUV and each and every time, they GUARANTEED that the vehicle would be available.
We leave on our trip tomorrow morning, 6/19/2025 at 4 a.m. When we went to pick up our premium SUV at the Budget office today, 6/18/2025, at 12:30 p.m., and we were told that it wasn't available. Not only was the vehicle we RESERVED 6 MONTHS AGO not available at that location, the Budget rep, Josh, told us there wasn't a single premium SUV available in San Antonio - all they could offer was a Volkswagen Atlas or Mazda CX90. Extremely disappointed and knowing in advance that neither of those vehicles would provide the room we needed, we went to the parking lot with the Budget rep to view both vehicles. As expected, neither would work for us.
We've been planning this trip for 6 months, my wife's 60th birthday, with 12 family members from three different states, meeting us at our VRBO rental and now we don't have a vehicle to make the trip. Not only did we have to cancel the rental, but we also had to cancel the entire trip, which included our VRBO rental, which came with outrageous cancellation fees. Not once did anyone from Budget contact us to tell us our rental wouldn't be available. And to make sure they completed this miserable experience in style, not once have they offered to make this right, in any way, which includes their 1-800 customer service center, which, by the way, is the only way our Budget rep said we could file a complaint. This whole experience has been beyond stressful and heartbreaking, and I will NEVER forgive Budget for this and ruining what should have been an exciting and joyful celebration.

Picked up a car on 4/16/25 in Oregon to drive to Southern California. Stopped in Sacramento for the night. On 4/17/25 we continued driving south. We were going to get home on 4/17/25 and return the car on 4/18/25. As we were driving I noticed the brakes were not working that well and then one of the tires literally fell apart. This was a situation that could have killed us. We were forced to pull over on the side of the freeway in the middle of nowhere. There was no spare tire so I called roadside assistance. We were stranded in the dark on the side of a busy freeway for several hours waiting for a tow truck. We were supposed to be home this night but instead we had to get towed 150 mile to Los Angeles, completely out of our way, to get another car and we had to spend the night at a hotel.
We were told we would get reimbursed for the hotel up to $200 (good luck in Los Angeles). I was told that when we got to L.A. that I would not have to wait in line and they would have my replacement car waiting. At the Budget center in L.A. we got the run around. I had to wait in a really long line even after I told them what happened. After a long wait I tried talking to a supervisor and was finally helped. First they tried to give me a car that had a nail in the tire, it was even written on the window that it had a nail, but luckily the girl in the garage caught it. She was very helpful. She put me into another car right away and wrote the new info on the paperwork.
When we tried to leave the garage, the guy said we could not leave because the paperwork did not match the car. I explained what happened and he refused to help us. He told me I had to go upstairs and get it corrected. The same girl saw me and directed me to an office that was 50 feet away from this guy. She walked in with me and they were able to fix the paperwork. At least two people in the office told me the guy at the gate could have fixed it himself if he wanted to. We got to our hotel after 2am. It was $225.64.
On 4/18/25 I returned the car less than 3 hours after the original due time, even after everything that happened because of the death trap they gave us. They had the gall to charge me an additional $207.44 for an extra day and late fees. She said she had no control over it and I would have to file a claim with customer service. On 4/21/25 I contacted customer service and was told I had to wait another 5-7 days for the paperwork to be closed out and that someone would call me back by 4/28/25. On 5/6/25 I had to call back. I was told they would not refund the extra day of $207.44 but later that day it showed as a refund on my card.
On 5/6/25 I also submitted my refund request for the hotel as I was instructed to do. I received an email saying it was being forwarded to a Resolution Specialist for approval. They only refunded me $157.22 even though it was $225.64 and I was promised up to a $200 refund. I called back and asked for a refund for the original cost of my reservation since I was given a car that almost killed us. The rep refused to offer a refund but told me a supervisor who could issue a refund would call me within 4 hours. I never heard back from anyone. On 6/17/25 I called again. I was refused any refund, whole or partial, for my original reservation. I was also refused the additional amount for the hotel that I was originally promised. DO NOT USE BUDGET or AVIS, they are the same company. This was by far the worst rental car experience of my life.

I’m honestly shocked by how bad this experience was. Budget’s Miami International Airport location is completely disorganized and poorly run. I spent nearly half a day dealing with their incompetence — a total waste of my time and the start of my trip. The first car they gave me had bald tires, a nail in one, a barely attached front license plate, and other visible damage. I flagged it immediately. Instead of helping, the staff sent me in circles. No one communicated with each other, and not a single person took ownership.
Hours later, I got a second car — this one had severely damaged rims and scratches on the driver-side window, making it hard to see out of. By then, I was too drained to go through another pointless exchange. The staff never apologized, showed zero accountability, and clearly had no idea what they were doing. Skip Budget entirely. Go with Sixt or literally any other rental company. They’re often cheaper, and they actually know how to treat customers and maintain their vehicles.

I made a reservation a few months ago in Milwaukee for my wedding. I go to check my reservation today and find out the car that I rented to pick up at 10:30pm won’t be available because they decided to change closing time to 8:30. I had nothing from explaining this to me. If I did not check I would’ve been stranded at the airport. I called customer support and they told me to have someone pick it up before they closed and that’s the best they could do. Terrible company. Watch out or you could get stranded too.

Rented from Budget in Ireland back in April. Had to pay a towing charge because of an incident. Was told I would be reimbursed for the charge by the customer service rep on the phone when I called to request the tow. Tried to submit the receipt when I returned the car and was told to submit an inquiry online, which I did as soon as I got home. Have spent the last two months trying to get reimbursed for the nearly $200 I paid out of pocket for the tow (emergency call out) and every time I email customer service, I get told I should have a response in 15 business days. Total **.

*Beware of Budget Car Rental at Columbus Airport—A Nightmare Experience!** I wish I could give zero stars. **Budget Car Rental at Columbus Airport took $700 from my account before even confirming that I was eligible for a car**, leaving me stranded without transportation and severely limited funds. No verification, no consideration—just instant withdrawal with no regard for the customer’s situation. I contacted them for help, and their response was dismissive and unhelpful. A rental company should prioritize **honest transactions and customer service**, yet Budget failed at both. If you value your time and money, avoid this location at all cost!

I've used Budget twice recently, but never again. Both times they added fuel and toll charges totaling about $90, even though I topped off the fuel right before returning the cars, and I did not go through any tolls or request their pre-paid toll charge. They are absolute SCAMMERS!

Stay away. At the counter the prices will triple. Way too many hidden fees. If you are in a hurry and don't have the time to argue, will will get screwed. The car was nice, I will give credit to that.

I will never be renting from Budget again. The car broke down at the gas station at the airport. I had to call roadside assistance to get the car towed and then ask a stranger for a ride to the airport so I could make my flight. For this wonderful experience, they charged me full price for the rental. I had to call customer service not once but twice to get the charge for that day removed. And that was a struggle. They insisted that since I was able to use that car that day that they should not refund me the day's rental cost. WOW. Amazingly terrible customer service.

Highly recommend renting from Budget (specifically the Clinton Hwy location). The customer service rep was very nice, knowledgeable, and helpful with pick up and return. They also have the best pricing (which is what originally made me choose them but now for many more reasons). I rented a midsize SUV and got a Dodge Hornet in which I had never heard of before but absolutely fell in love with, so much I now want to buy one. It is a Hybrid so you can use gas or electric and it comes with all the bells and whistles (auto assist, heated/cooling seats and steering wheel, turbo/sport mode, etc. etc, the list goes on and on). I extended it a extra day just because I enjoyed driving it that much. Overall great experience with Budget and they now have a lifelong customer. If you are looking for a good (great actually) place to rent from, look no more. This is the right option!

Beware, Budget charges you late fees even if your vehicle is returned on the right time. They put it on the camera that was unable to read the license plate. Seriously? We had all the proof, we also had tire issues with car which was flat two times and we had to deal with the trouble of getting it fixed while on vacation. The tire had issues from before which we didn’t know. My husband talked to the front service desk associate the same day he returned the car. Yet we were charged a huge amount of late fee. The manager did not cooperate in spite of explaining him Eve and asked him to check the video camera. Such a bad experience. Please be aware before renting it.

How is this company still in business? The worst customer service in the history of car rentals, we had a prepaid reservation and we still couldn’t get our car. Left us high and dry did absolutely nothing to help us. For the love of God never ever use this company.
