I did the reservation online, when I went to pick up my car, after long waiting, they said "we have no cars". That simple. My trip was same night to different state (9 hours away). Already paid for the hotel (very short notice to ask for refund).

The service at this location was good and the staff were professional during pickup and return. However, I did have an issue regarding toll charges that future renters should be aware of. During my rental, I went through some tolls. I called the location twice to ask how to pay them and was advised to go to the state toll website and pay them myself. The tolls never appeared on the website. When I called again, I was told that because it was a rental vehicle, the toll bill was sent directly to the rental company. They paid the tolls without notifying me and then charged me an additional $50 administrative fee. I was never contacted or given the opportunity to pay the tolls myself before the fee was added, which was disappointing. If you plan to rent from this location and expect to travel through toll areas, I recommend asking detailed questions about their toll policy in advance to avoid unexpected extra charges.

Arrived at Chicago Midway on March 23rd with an existing reservation at Budget. Waited in line for two hours to be advised that they had no cars. Ended up taking an Uber to our hotel and renting a car from Hertz in the suburbs the next morning. Never again.

Made reservation one month in advance. They constantly try to up sale throughout the reservation process, spammed my email with up sale requests leading and during the rental, and more up sale at the counter. The cost was higher at the counter than in the reservation, full of hidden dubious fees, and even accounting for all that they still overcharged me. My receipt from them shows they overcharged but they refuse to reimburse the difference.
With a reservation I waited over 45 minutes in line for the one desk clerk to spend a majority of the time trying to up sell every other customer, who also had reservations. After the counter I waited another 30 minutes for them to bring the car around for me to pick up. The car I reserved wasn’t available (not uncommon for rental cars but would be unacceptable in any other industry with a month’s notice), so they gave me a dirty and damaged car and said that it was the only one available.

BEWARE when renting from Budget at Jacksonville Airport or any Budget Location. I had a very frustrating and uncomfortable experience. When I arrived around 10 PM, the process felt disorganized and unsafe. The car was not ready, I had to leave my luggage unattended to go retrieve keys, and there were people sitting in nearby personal vehicles that made the situation feel uneasy. The car itself was clearly not clean—it had a strong, unpleasant odor the entire time. I was later told there had been a spill in the back, which explains the smell.
Now the biggest issue: I’m being charged a cleaning fee for something I did NOT do. They initially tried to charge $450, then reduced it to $175. I know with certainty I did not cause any damage or mess. Even more concerning, they cannot provide proof that the car was clean before I took it. They expect customers to take before-and-after photos, yet they don’t document the vehicle condition themselves. This is not my first issue with Budget, but it will absolutely be my last. Renters: take photos and videos of your vehicle before leaving the lot, especially at night.

I rented a full size suv and after a long wait I entered the car and it had a flat tire in the back that I had to move over in order to get my luggage in. Then while driving the vehicle the flat and low tire lights were on and the car would barely stay in the lane. Also the engine light kept coming on saying it needed an oil change. Budget refused to give me a refund.

The price for the rental was great and it was easy to make the prepaid reservation using my debit card. I got to the Tulsa Airport to pick up the rental only to learn that the require a credit card for a $200 deposit. I don’t use credit cards in my life. I have never had to use a credit card for a rental nor have I had to pay a deposit. In fact, I rented a Jeep Wrangler for 12 days from the Orlando Airport prior to this one day rental. The email I received clearly states that an up to $300 deposit may be required for use of a debit or credit card. Nowhere did it say that this depends on where the vehicle is picked up from. These are details that Budget really needs to be upfront with. Now I have to sit in the airport until I can be picked up by a friend.

After driving off the lot. Within about 20 minutes. The van said check oil. Need oil. We had no windshield wiper fluid. Tire light came on stating needs air. When we drove above 25 the doors would click and ding like it was constantly locking. Would say doors are not closed when indeed they was. Called customer service multiple times. Was told to add oil and windshield washer fluid.
I asked if someone could bring me a replacement vehicle and was told no, that I would have to return with no guarantee of a replacement. Even spoke to Supervisor and was told my only option was to return the van to Orlando which would of been about a 4 hour trip. I had 8 people children, elderly and adults. We had to eliminate things from our vacation that involved travel due to not feeling safe to take van. One agent told me to go to a closer Budget and gave me a rental number. When I arrived there the lady told me to open my eyes. They had no Cars available. I paid a lot of money for this vacation that had to be rearranged and cancel plans due to an unreliable vehicle that should of been replaced.

DO NOT RENT A CAR FROM THIS TERRIBLE COMPANY!!! While traveling, I left my brand new Bose headphones charging on the center console, and in a rush to catch my flight, I forgot to take them. I realized I didn’t have them within 15 minutes of dropping off the car, but I couldn’t go back without missing my flight. An employee was present at drop-off and the items were left in plain view. I immediately filed a lost item report, only to be informed two days later that my item was “not found”. The integrity of their company and its employees is obviously not a priority for them. Gross.

Yesterday I attempted to reserve a car on my app. Upon hitting the reserve button, I received an error saying my CC was invalid. I entered it again, hit reserve and received the same error. I then attempted to process the payment via Apple Pay and again, same error. I looked at my banking app and lo and behold, I was charged THREE times!! I immediately called customer service and was informed it would be resolved in a few hours. This morning I checked my bank account and ALL THREE CHARGES HAD POSTED.
I called customer service this morning and was told, 1. It would take 3-5 days for the charges to be reversed. Opposite of what I was told yesterday. 2. The reservation they have booked is for the "pay later" amount, even though the first cust serv rep said he'd reserve it for the "pay now" price. 3. Today's rep said the first rep lied to me. He said it would be resolved in a matter of hours, that's untrue. So now we have cust serv lying to their customers. 4. The only way to fix my current reservation was to pay them ANOTHER $32.27 TODAY. This is NOT customer service!!! This is a joke!!!
I've been in customer service for 30 years and I have NEVER dealt with a company so shady in all my life. When you read reviews about Budget...Believe them. This is utterly ridiculous. I'm lodging a complaint wherever I can and I'm calling my bank and having them reverse the charges as fraud. Because this is what it is at this point, you took my money x3 and didn't provide the correct service.

Jessica at the Budget location on Bennett Street in Cambridge provided absolutely outstanding customer service. From the moment I arrived, she was professional, friendly, and incredibly knowledgeable. She took the time to explain everything clearly and made the entire process smooth and stress-free. What really stood out was how attentive and helpful she was. Jessica anticipated questions before I even had to ask and made sure I left confident about every detail. It’s rare to come across someone who truly cares about providing excellent service, and it made a big difference in my experience. If you’re visiting this Budget location, I highly recommend working with Jessica. She is a true asset to the team and sets a high standard for customer care.

There was over a dozen of us waiting by 1245. No shuttle! Never came. There was a hotline number to call the manager, which was just recording. Completely useless. Budget office closes at 1 AM. I had to have a friend drive an hour to get me an hour back in the middle of the night. When I called customer service the next day they offered me a “one day coupon”. Seriously!!! Spoke to management. The only thing they would do is “two day coupon.” no discount on my current rental. Never again! Budget burned me bad on a week rental in Oklahoma City! I had reserved and paid on line but was hit with an additional $300+. I still can’t believe it — I should have refused to pay, cancel reservation and used Uber. I’m sure I would have paid less than the $800 Budget robbed me of. I prepaid for a Budget rental simply to spread out my expenses — not because there was any benefit to prepaying. Budget allows you to reserve a car without prepaying and cancel for free. But when I canceled my prepaid reservation, they charged me a $50 cancellation fee. There is no discount for prepaying, no added value, and no clear warning that prepaying actually removes your right to cancel without penalty. The only difference is that Budget gets your money sooner — and then charges you for canceling something that would have been free to cancel if you hadn’t prepaid.
This policy feels deceptive and anti‑consumer. It makes no logical sense, and it certainly doesn’t feel like a company acting in good faith. It violates consumer expectations, because prepaying is usually a benefit, not a trap. The policy is structured in a way that feels punitive, opaque, and fundamentally unfair. I will not be using Budget again.

I reserved a car online for one week a month in advance of my family's travel to Sarasota FL. In advance of travel I tried to call the Sarasota Budget office - I called multiple times of day over the two days prior to travel without getting a response (rang and rang until just disconnected). Several days before traveling I did the online check in process and received a confirmation of this.
During my flight I received an automated email confirming my rental and that they would be "waiting for me". When I arrived in Sarasota we went straight to the rental counter (about 30 minutes before they were scheduled to close). There were several other customers in line, but no one working at the counter, no one out by the cars, no sign at the counter. I tried calling customer service and the number took me to a Budget office in California where they told me they could not do anything to assist me, and they gave me a number in Sarasota - not even the Budget number, but the main number for the airport. I ended up having to rent a car as a walk up, and paid significantly more. I am extremely disappointed and will never use Budget again.

They downgraded me and basically said take it or leave it. What a start of a vacation. I had 7 people and 7 pieces of luggage. Not what I figured I’d be dealing with on a vacation. Something so simple. Make a reservation, pay for the car, have the car when I need and paid for it. I held up my side of this deal, paid when asked. Sure I couldn’t pay half of what they asked and tell them take it or leave it. Simply absurd.

As a result I waited in line over 1 hour at Atlanta Airport then upon arrival to the counter was talk another 1 1/2 to 2 hour wait for a car that I booked a month ago. In the meantime 100% disorganization as the representatives gave cars to people who were non minority first while the minorities waited for hours. Additionally poor customers service at the counter. It is highly advised that you avoid them if possible unless you have no other alternatives. I would have switched to Alamo not they want to charge double since it is a same day reservation. You might be better off using Alamo or enterprise or book with multiple companies for the pay later option to avoid waiting over 2 hours for a car. He checked every box as if we accepted the coverages and rushed us to sign the agreement. Then we received no paperwork. All we recieved was a piece of Avis paper with the parking space, description and RA number on it. And we were given an "upgrade" to a mini van instead of the full sized SUV we rented. We felt as if we were RUSHED through everything. Now we are charged $104 more for this because he did this and got away with it. This happened on Feb 10th @ approx 8:30 pm. When I got my receipt via email and saw a $225 local tax fee I was told to go to the budget fastbreak counter to have it correct. However, budget fastbreak was closed with the sign saying be back in 30 minutes just like it was when I rented a car. I arrived to West Palm Beach for my Budget rental car. Prior to that I was getting a minivan for my five grandchildren on at least three occasions. I even gave them my credit card information. When I arrived, I knew something was wrong when there was no shuttle for 30 minutes. When I arrived to pick up the car, they told me that there were no minivans. Despite that I confirmed it. He told me I could have a Surburban which could accommodate at least seven passengers. When I went up to pick the Suburban, it was no longer available and someone had taken it. The gentleman at the desk was not helpful and said that there were no large cars available. After some protest, he found another gave to me. When I went to pick that up, that was actually another person though I had the keys. So the same misfortune that occurred to me occurred to him. The people at the desk were not helpful at all. There was no manager.
When I asked for the car seats they told me they didn't have an infant car seat though I paid for it. They recommended that I go to Walmart, purchase it and then return it on my trip home. This was the worst experience that I've had with a car rental. Would never ever use budget again. I flew from Austin to Los Angeles to help my ailing 92-year-old mother who is nearly blind has severe arthritis and mobility issues.
- He offered two smaller EVs, either a Kia or a Hyundai with no price adjustment. The listed rate of the Mach-E was $140.
- In the lot, I notice near the smaller EVs that there were two Mach-Es
- After a haggle the agent relented and allowed me to drive the Mach-E, I had confirmed and paid for ahead of time for 7 days.
- Found out it was very difficult to charge an EV in the areas near my hotel or near where my mom lived. Spent hours searching online, finding broken chargers, very long waiting lines or private chargers.
- Called Budget/Avis to switch to a gas vehicle and was told no problem and no extra charge, return the EV and pick up a similar ICE SUV.- When I returned the Mach-E, the agent, Evelyn decided to rent me a small SUV listed for $70 on their website at that time.
- I asked for a similar car with a similar rate. Evelyn refused and became dismissive. She offered me a Mazda CX5, again listed on their website at $70 not the $140 rate of the one I returned and was already charged for.
- With no choice or options, I drove the Mazda for the next 5 days. It did not have navigation and made my drives with my mom around LA a lot more difficult and time consuming.
- Once back home, I called Budget/Avis so-called “customer service”. I first talked to Andrea, she refused to allow me to speak to a supervisor. After asking several questions she put me on hold for over 12 mins. She came back and claimed that the rates change often. When I told her that I showed Evelyn the rates using my laptop, she promptly hang-up on me in mid-sentence.- I called back and got agent Valencia. She said she could see that my earlier call was disconnected. She wanted to hear all of it from the start. Again, as I was explaining the rate difference, she also hang-up on me in mid-sentence.
I should add that I am an AARP member and used the AARP link to reserve on Budget/Avis’s website. It also says that I am eligible for a free upgrade. What I got was a down-grade and no charge adjustment. As many before me have recommended, do not rent from Budget/Avis since they are shameless dishonest scammers.

I reserved a van through my United App for 2 weeks in Miami. First, when I arrived to pick up the car in Miami, I stood in line for at least 1 hour with close to 50 people in front of me before I could get to the counter. Then, I was able to get the van I had reserved but the agent was trying to push every supplement he could, except the pre-paid fuel that I wanted to get. I refused everything else but he kept coming back about the E-toll unlimited that I should really get in Miami and told me (at least it's what I understood) that it was not a fee but it was to be able to pay the toll fees directly as part of the rental car bill instead of paying them separately.
In other words, I thought that I would only the actual tolls that I would be using... Wrong!! When I got my final bill, they had charged me a flat fee of $134.90 for 2 weeks of tolls!!! I was so stressed after 1 hour of waiting to get my car with my handicapped husband waiting for me at the airport to go back to pick him up, that I did not read the "fine print"... And when I asked the agent why the price was higher than what I was quoted in my reservation, he said "oh it's just the deposit, we will not charge you that much"...
Then, I got the car and after driving to the hotel, I realized that the tank was almost empty (1/8 full) and I had paid for pre-paid gas; not only I had to find a gas station in emergency, but I had to make 1 phone call and 3 emails before they accepted to put in writing that they would remove the pre-paid gas fee and that I could return the car at the 1/8 level!! And when I saw the final bill that was $183.57 higher than what I was quoted, after several emails, I was told "We understand how concerning must have been receiving a different rental cost.
We have reviewed the rental agreement from United and confirmed that your rental total have changed since you have purchased the Unlimited E-Toll service plus the reservation was booked a by a third party. Therefore, is not including the frequent flyer tax." A "frequent flyer tax"??.. So, if you get a cheaper rate because you are a "frequent flyer", Budget charges you with a "frequent flyer tax" to get back the cost that you are saving through your frequent flyer program???? Funny thing: they had no problem booking online and taking $455.00! In 3-5 business days, we will receive our refund. Does my husband no good. He's stuck in Tulsa at the airport without the vehicle we paid for online. But hey... "Can't take that $250.00 deposit with your Bank MasterCard, but we can certainly run it to secure your car!" Maybe you should add MAJOR CREDIT CARDS ONLY to your website! Negative Stars as a 1 is too much!

Budget rental car regarding rental agreement number **. (January 22 through 26 rental). I initially booked a midsize SUV for my stay in Dallas. When I arrived on January 22, they informed me that they would be putting me in a dodge hornet. The vehicle seemed rather small considering that I rented a “midsized SUV”. Upon receiving the vehicle, I noticed that it had damage along the side of the driver side, and that there was also damage to the front passenger side of the vehicle.
The vehicle looked as if it had been in an accident, and it was also dirty showing no signs of being cleaned. When I attempted to drive the vehicle, the brakes were rubbing and making a very loud noise. I was not comfortable driving the car for the safety of myself and my wife. I went inside the office at the airport and told them about this. They told me to take a minivan. I asked if I would be charged for the upgrade and they said “no”. They changed my rental agreement and I left with no problems. I would also like to note that I never received a receipt with a breakdown of charges for my original rental so I have no idea if they up charged me or not. During my weekend stay in Dallas, the winter storm was coming in and flights were being canceled at the airport.
My wife and I decided that we would try to drive back to the Jacksonville international airport (JAX) where we originally departed from in order to avoid delays and cancellations due to the winter storm. On January 25 at 3:13 PM I called Budget rental cars customer service line. I believe I spoke to a person named “Dave”. (at least I think that’s what he said. His name was. He had a very strong accent and was hard to understand.) I explained my situation and was told that there is a very expensive fee to drive one way to another airport, however, because of the storm they would waive the fee for me driving to JAX. Before I hung up, I stated to this person. “So just to make sure, I am driving this to the Turn Jacksonville International Airport and I will not be charged for the one-way fee?” The budget rental car representative responded, “yes, that’s correct“.
My wife and I drove our rental car back to JAX and returned it at approximately 4:30 on January 26. I received an email with a receipt for the rental. The receipt showed that I was being charged $1099.99 for a one-way fee. I called customer service in order to dispute this charge. I spoke with a representative named Keisha. He told me that they could discount the fee by 50%, but it was not their fault. He stated that their policy clearly states that I must first return the car to the place that I originally got it from which would be Dallas love international airport DAL. I explained to him that this is not what I was told over the phone by their representative. He also claimed that they had no record of my phone call, almost like he was insinuating that I was lying about it. This made me very upset. I asked to speak to a supervisor and got the runaround on that.
I was told that she was speaking with another customer and would get with me as soon as she was finished, so I waited on hold for about 30 minutes. Keisha then got back on the phone and stated that she would call me back within 20 to 30 more minutes. Approximately 30 minutes after that the supervisor named “Viana” called me back. She was very short with me, and stated that they would not be refunding me the money. I did get very upset with her, because she kept saying the same thing over and over again. I demanded to talk to her Supervisor, or someone else that could help me and she absolutely refused. She said I would be contacted by her supervisor (Makonnen) the next day, but I have heard nothing from budget rental car since.
During our conversation Viana kept insisting that that is not their policy, but I kept arguing that one of their employees told me that it was permissible, therefore it is their mistake and I should not be liable for the charges. She again stated that they had no record of me ever making that phone call however I countered that with Phone Records indicating that I made that call at 3:13 PM and was on the phone for approximately five minutes. I can show that in my telephone call log. I would have never driven this car across the country if I had known that it was going to cost me this amount of money.
The only reason I did it was because I was assured, BY A BUDGET RENTAL EMPLOYEE, that there would be no charge. I have made two additional attempts to contact customer service regarding this on Jan 27. Both times I contacted customer service I began to explain my situation I was hung up on. It appears now they won’t even communicate with me. They have made it where I have no way to resolve this. I believe that it was fraudulent for them to tell me that I would not be charged, but then sent a bill anyway. FRAUD COMPANY.

I rented a car back in November. Budget sent me a bill stating that we returned the car with a crack in the windshield and are charging us for the damage. This "crack" or "ding" in the windshield WAS ALREADY on the windshield when we walked out to the rental. No one came out to the car with us to go over the car NOR did the woman checking us out go over the car when we dropped it off.
I didn't mention anything about it because (1) I assumed it was already noted prior to us renting the car or someone would have pointed it out to us that the damage was there (2) didn't even think about it since we were rushing to get to our flight (and also still assumed that it was previously noted BEFORE renting). I don't believe this is something that I should have to pay for since the damage was already there prior to renting the vehicle. She never sent me a copy of the contract as advised so when I went to return the car at Budget in Atlanta he would not accept it because of lack of paperwork and directed me to Avis.
The return agent at Avis Atlanta was rude and lazy as she expected me to move forward after I was out of the car and others had moved. After the return I got the invoice which included $39.96 for fuel despite the fact I refueled at a station two miles from the airport. My experience with customer service has been terrible to say the least and I still do not have my refund for fuel. As such I have disputed the charge with my bank after sending Budget all sorts of needed documentation to reverse the charge. I have rented from Budget for years and this was the worst. I reserved an intermediate SUV during the 2025 Christmas season at the Columbus, OH airport. I was given a Dodge Hornet which looked like a compact hatchback, not a mid-size SUV. I questioned this and was told it is in the same class. Next when starting the vehicle the dash tells us the key fob battery is low. When I went back to say this, she said as long as the fob was in the car, it would start. I said but what if it dies, the car won’t know the fob is in the car so it likely won’t start. She again, two more times said the same, as long as in the car somewhere. I said, "I don’t think you are understanding my question" and she said, “I don’t think you are understanding my response and for the fourth time, if it dies, you just hold it against the start button and it will start”. Well, that was the first time she said that. She was very condescending.
So, since the fob had a low battery, we had difficulty getting the car to unlock. Therefore, to play it safe, we just left it unlocked for fear we wouldn’t be able to get back in. The screen in the middle of the dash didn’t work, so you couldn’t use the radio. The screen only worked for the back up camera, nothing else. Then, there was a slight snowstorm and the tires were worn enough we were slipping all over the place. There were about 45,000 miles on the vehicle, so thinking these were the original tires and not safe in snow/ice. The windshield wipers also needed replacing as they made a scraping sound across the windshield anytime we needed to run them during the freezing rain.
For a 5 person SUV, we would not have been able to put 3 in the back seat as it was very small and hardly any leg room. Totally the worst experience with a vehicle from them ever and the woman at the Fastbreak counter was not customer-friendly. Normally, I would have been given a different vehicle under these circumstances. When I went on the Budget site and looked at the options for their Intermediate SUVs, the Dodge Hornet was not listed with the dozen other models. I would have found any of the others more than acceptable.

Wasn’t planning on saying anything but after leaving a complaint on their website I decided to leave it on here so people can be careful so I went online to Budget rent a car in Las Vegas. The only reason I booked through them was they offered a Mustang convertible or similar for our highway drive. The price was higher than other companies but it was available for the dates we were there. When we landed we were shuttled to the rental company and they gave me a Mini Cooper convertible. In what universe is a compact mini that barely fit two people and luggage in the vehicle comparable to a midsize sports car with plenty of trunk and leg room. The mini had a bag of food in it under the drivers seat and they never noticed it because the seat was pushed back against the rear seat.
The front windshield had a thick dirty film on the inside that when driving towards the sun you couldn’t see out of it. We had to pull over on the highway to clean it oh and at highway speeds the front end wobbled. Felt like the wheels were off balance making it very dangerous on our way to see the Grand Canyon not to mention the front headlight trim on the drivers side the chrome was peeling off so the clips holding in place weren’t holding and it came close to coming off on the highway. When I brought the vehicle back and mentioned these thing he was dismissive and uncaring and just said, "File a complaint" but what made it worse is that he had the nerve to argue with me. I’ve been working on vehicles almost 45 years and he’s saying that a Mustang and Mini Cooper are in the same category like I’m an idiot.
I understand that I’m not guaranteed a mustang but I expected a convertible in the same category not a compact that we barely fit in with our luggage. I’ve rented cars all over the world through different companies in Europe, the US and Canada and never have I been treated like I don't matter. This was the first and last time I ever rent from Budget. They get you on the website showing you the car you should be getting but make a statement saying not guaranteed but it would be similar and you pay a premium for that car but then you get an unsafe compact vehicle at the cost of a higher end vehicle. In some industries they call this the bait and switch and should be illegal and these companies should be charged with fraud. Unbelievable and I’ll say it again truly disgusting, disrespectful disregard for the safety of their customers. Avoid them at all costs.

My experience with Budget raises serious concerns about their business practices and treatment of customers. Upon returning the vehicle, I was informed that one tyre was slightly under-inflated. Based on this, Budget refused to release my guarantee deposit, claiming they needed to “inspect” the tyre. I formally submitted an appeal explaining that a minor pressure issue is easily correctable, that I was never informed of any defect at pickup, and that the tyre had been gradually losing air throughout the rental period, indicating a likely pre-existing issue.
Despite this, Budget proceeded to charge me for a full tyre replacement — an excessive and unjustified action that bears no proportional relationship to the alleged issue. A slightly deflated tyre does not constitute proof of irreparable damage, nor does it justify full replacement without transparent technical evidence. Crucially, after submitting my appeal, Budget collected my email address and phone number, explicitly stating they would contact me with the outcome regarding my guarantee. They never did. No written response, no explanation, no evidence provided. Instead, they unilaterally deducted the cost of a full tyre replacement from my guarantee deposit without notice or consent.
This lack of communication, absence of due process, and unilateral financial action is deeply troubling. Customers are given no meaningful opportunity to challenge the claim, no inspection report, and no proof that the damage was caused during the rental period rather than being a result of wear, defect, or poor maintenance.
The overall impression is that Budget operates in a manner where minor, unverifiable issues are used as justification to retain customer guarantees, effectively shifting vehicle maintenance costs onto renters. Whether intentional or systemic, this practice is unethical, opaque, and potentially abusive. I will not rent from Budget again and strongly caution others to be aware that a “budget” price may come with hidden financial risks after vehicle return.

After multiple calls to customer service they said sorry no cars are available! The reservation was made a month in advance. They could care less about their customers. ⭐ 1 star – Unfair charge and terrible customer service. My experience with Budget Rent a Car was extremely disappointing and frustrating. During my rental, a side window on the passenger sliding door broke after hitting a pothole, with no accident, no collision, and no fault on my part. I immediately reported the issue, was given a case number, and followed all required procedures.
When I returned the vehicle, I reported the damage again and provided my personal insurance (Ocean Harbor Insurance) so the claim could be handled properly. Despite this, one month later, Budget charged $354 directly to my account, without prior notice, without resolving the case, and without attempting to process the claim through the insurance.
The most frustrating part was the complete lack of communication and transparency. I received no call, no email, and no explanation before the charge was made. They simply took the money, leaving the customer with no opportunity to dispute or clarify the situation. A window can break due to normal road conditions, especially on a large passenger van, and it is neither fair nor professional to hold the customer responsible when insurance is available and all procedures were followed. Budget shows a clear lack of respect for its customers, poor claim handling, and abusive post-rental billing practices. I do not recommend Budget to anyone and I will never rent from this company again.

Then called and asked them if we could return it in Vegas and fly back to MN and they never told me about a $300 one way charge nor did they document my call and conversation they charged me for third day since we returned it at 2 pm not 12:30, so called and they finally gave me credit back for third day but refuses $300 one way fee so $300 car rental went to $600 and now I have to call Budget again because I just seen a new $95 charge on my credit card. None of our calls were documented until there were problems with billing and unexpected charges. All the staff were rude, especially the supervisor I spoke to. Don’t rent from Budget! I rent regularly from Budget in Fl. I went down for 10 days to our place in Fl the day after Thanksgiving 2025. I ordered an intermediate SUV, I received a Chevy Trex (compact SUV), it was a mess. Seats were filthy and worn, radio not working, hood all scratched up. This was a 2025 with 11k miles on it!! Called customer service and the woman tells me take it back to the airport (40 mins away). She offers 2 day credit which I accepted, after I was demanding a credit, otherwise she wasn't offering any reprieve at all. I stopped at a Budget I didn't know was there (5 mins away) to see if the radio was not working because of something I was doing, Budget rep said the antenna is broken off.
This is 5 days into this rental. He said, "I have a 2025 Mazda CX50, I will give you." I asked about the gas, because I always pay to bring back empty, he said, "No problem. Everything will remain the same as your original contract." He hands me a key fob with the buttons on the front removed, I let him know, he said "ok", I used the fob with no lock, unlock and tailgate release buttons. I get home and have an 82.15 charge on my card. I call today and cust service tells me the gas charge is 82.15 on a 13 gallon tank that I returned with a half a tank. I know they charge from empty, to fill this car from empty would be 40.00 at a gas station.
Basically 8 to 10 gal fill up at $9.99 a gallon (gas in Fl is currently 2.90-3.00 a gal), they were always about .20-.25 a gal more than current prices, which is fine for the convenience. Customer service is rude and doesn't want to hear it. I will NEVER rent from Budget again, they don't seem to care. This company has no customer service at all.

The most horrific experience I’ve ever had after 30 years of renting cars. When I picked up the vehicle, (late in the day), it was filthy inside and out, had damage all over it and was covered in so much bird feces, I couldn’t even see out of the passenger side window. The agent never even left the desk to look at the car, auto started it from inside, and overcharged me for services I didn’t authorize. I should have left it in the parking lot but was running out of time & options to drive myself across the country to get to my minor son.
Immediately a service light went on for an extremely low tire. I filled the tire, drove it home, and didn’t look at it again until the morning. I immediately called customer service to report all the damage and the overcharge – that process alone took almost 3 hours of getting sent into Nomansland and disconnected nonstop. Being assured that the report had been noted and the unauthorized charges removed, I continued packing for my road trip.
Due to a miscommunication or lack thereof, on the company’s end, with not making a note of my extension, they continually disabled the car and put it in limp mode and stranded me, no less than three times on my solo cross country trip. One of the times resulted in a very dangerous situation (as a former model-simply for reference) at 3:30am in a sketchy location. I had to literally find tools from strangers & disassemble the battery (thank goodness for youtube), to get myself out of danger.
The last time they put the car in disabled mode, was in the driveway of my new home, not even 2 miles from the small airport. I was returning it to you, and they refused to simply hit the button to allow me to drive it to the location and made a spectacle by having a tow truck come get it out of my driveway. At least the tow truck driver had a sense of humor when we were laughing about budget treating me like I was trying to steal their crappy minivan when I have a Range Rover in my driveway that I had left for my son in my absence.
After clearly communicating with the company since they towed out of my new driveway, I kept getting harassing calls that I had not returned the vehicle. After charging me more than what was quoted and keeping my deposit, it took another two hours trying to get any sort of resolution, and the discount management finally authorized was an insult. I will never not use Enterprise again, who I had just spent $3000 with, right before I made the mistake of crossing paths with Budget.

Seems the policy (unwritten, just expected) is that you wash and vacuum the rental before returning under normal use. They DO have a policy regarding smoke, pets, sand, trash, and excessive dirt, but there is nothing stating that the rental must be cleaned prior to returning it after normal use. I rented a vehicle for 2 weeks while my car was in the shop. I do NOT smoke, did not have sand, not a shred of trash, and do not have pets in my home or vehicles. There was some dirt from my shoes in the driver's floorboard area, which is to be expected as I drove this car for 2 weeks. I was charged a $125 cleaning fee for that dirt on the floor. I called to resolve this issue and was told that they do not clean the cars when you return them. If they have to vacuum or clean the vehicles, they will charge you for that cleaning!
I called to dispute this charge, requesting photos of the excessive dirt. I was sent pictures of zoomed in dirt on the driver's floorboard. I was also sent a statement (shared in the photos) explaining "Charges for vehicle cleaning are assessed when a vehicle is returned in such a condition that makes it not rentable and requires the vehicle to be sent for detailing putting it out of service." Vacuuming this floorboard should not have required detailing, nor taking it out of service!
Customer service agent, Steffanie (budgetcustomerservice@avisbudget.com) asked if this was my first car rental experience. This is not. She stated that if the car is not returned in the exact condition as when I picked it up, that there would be a cleaning fee. That statement from a customer service supervisor doesn't match the statement from Budget.
Steffanie was not even able to provide me with a condition on the rental agreement that states that the vehicle must be cleaned and vacuumed prior to returning it. Steffanie stated that if I wanted those conditions, I would have to find it on their website. She was unable to provide that information for me. Steffanie said, "Would you like to pick up a car the way you left it?" I said that I expect the car to have been cleaned and inspected before I rent it. Sure. But I don't expect that the car I rent was just driven in, cleaned by the last renter, and now I'm taking it. I would hope that BUDGET/AVIS has a protocol to clean and inspect between each rental. Steffanie stated "I'm sorry you can't afford to pay the fee." Not very professional. I have already been charged. I am only disputing it.
For context, I would have vacuumed that bit of dirt if it was made clear that they will not clean it, that it is expected to be vacuumed prior to rental return. I know that I sign stating there would be a charge if I smoke, have pet hair, leave trash, and have sand in the vehicle. All of those instances add a great deal of time and detail in cleaning which deserves to have an added cost. All rental contracts state those conditions. So BEWARE of BUDGET and AVIS as they will charge you for cleaning if they have to do it themselves.
According to their own statement shared in the pics, vacuuming dirt from the driver's side floorboard requires "detailing services" and an added fee. If BUDGET/AVIS isn't frivolously charging to line their pockets, the only other excuse for this charge is that their intake staff doesn't know how to operate a vacuum. (And either they can't take a good pic, or they needed to magnify the photos to look as bad as they are pretending this to be in order to justify their 'detailing' charges).
If BUDGET/AVIS reads these reviews, I would like to see the detail services receipt, or proof that they required more than a simple vacuum to clean the little dirt that was left in the vehicle. Like I stated, pet hair, sand from the beach, trash, spills, smoke ash and burns all deserve added charges as they are beyond normal use and DO require more attention to clean. But in this case, the free vacuum at the corner car wash could have done the job. And again, if it had been a condition of the rental to do just that prior to returning the vehicle, I would have done that. But it isn't a condition of rental that I am able to find. I may be older but I do not recall this ever being a condition of normal use of a rental car. I will be requesting proof that this car was sent to a detailer and placed "out of service."

At the pick-up counter, the Budget agent asked several questions, including if I wanted the "Loss Damage Waver" due to my home insurance coverage for the car rental. I said yes. She also asked if I wanted the "Gas Service Option" that would refill the tank "at the lowest price in the area being $2.79/ gallon". I agreed. The "Loss Damage Waver" ended up costing me $32.99 /day. That apparently is accepting their insurance coverage not "waving" it due to my own coverage.
The "Gas Service Option" did not just replace the 1/2 tank I used at $2.79/gal. but a flat fee for a whole tank of gas which was automatically billed. She was obviously misleading in her pitch to me. My quoted 6-day rental rate reservation was $286.63, including taxes and fees. My bill from Budget was $563.45. Recognizing I did use 1/2 tank of gas, I was overcharged $238. That's just about double what I expected for the entire rental. My response to my email to Budget Customer Service was that it noted that I initialed the agreement approving the charges.

I just want to alert the managers at the Ft Lauderdale Airport location of Budget (Daniel, Miles, and Adam) that I was thoroughly displeased and disappointed in my experience picking up my rental car on November 15, 2025 at approximately 11:00 am. I specified that I wanted to rent a sedan, not an SUV or bigger automobile, because I was unable to handle such a large vehicle. I was assured that my reservation of a Toyota Camry would be honored, or a similar sedan provided for my purposes. When I was assigned a vehicle by the desk agent (Norma B., a 30-year employee), I expressed to her that I reserved a sedan and could not and would not accept a larger vehicle; that was the point of my reservation with Budget. Things got testy between us, but voices were never raised.
When Norma had had enough, she just put my paperwork aside, called for the next customer and dismissed me in a most rude fashion. When I asked to see a manager, she just waved me off. This whole affair would have been a fiasco, if not for the intervention of Erin ** and Kelissa **, two remarkably helpful, sympathetic workers, who combed the lot and rerouted me to a Toyota Camry that had just been returned to your lot. This is the way business should be conducted; this is the way to ensure that you make loyal customers, that you receive repeat business. Erin and Kelissa distinguished themselves in a way that your desk agent did not. I will be leaving reviews of my experience over social media and hope that the outcome will be to help prospective customers take heed of Budget's practices, deficiencies, and fine points. The worst experience I have ever had with a company. They charged our credit card weeks after our rental, saying we had lost the key. No alert that we would be charged, I just saw it pending on my statement one day. We called Budget and they said the counter agent at the location we returned the car to said the key was missing. We turned the car in and had a receipt, so we opened a dispute. The dispute process was not transparent, and just opening a dispute was a pain. This company is so sketchy the employees on the phones will not even use their real names when speaking to you. Our second time calling to check on our dispute we were told that the person making our case number the first time hadn't actually sent it in. We were informed after several days of calling back to check on our dispute that we would receive a full refund.
For weeks we called every few days to check on the status of our refund and we were told that it was pending, then processed, and to check with our financial institution. Our bank had not seen the refund though. Budget then tried to bill us for a dent, nearly three weeks after our rental. My wife had taken a video of the car as she left, and we were able to fight that successfully, but they still tried to charge us. Finally, we were able to get in touch with a supervisor at Budget, but she told us the charges for the lost key had been deemed valid and that all the employees telling us that we would receive a refund were wrong. We had also had those employees send us emails stating we would receive the refund, yet even with all those emails and a receipt, the supervisor would not issue a full refund! She said the best she could do was a %50 "inconvenience" refund and would not budge off of that.
We even contacted Budget through the Better Business Bureau with all the evidence that we turned in the vehicle, and they will still not refund us fully. This is the sleeziest company I have ever seen. Apparently if a counter agent feels like saying you lost the key, Budget will simply take your money then not return it even if you have a receipt. Rented a car at Miami International Airport for 10 days, only put 267 miles on the car. Returned the car to Miami International Airport on 10/29/25. I was told I would receive an email receipt in an hour confirming drop off of the car, did not receive anything until 5 days later. Ten days later I receive a letter saying I am being charged $190 for a tire repair. We had no indication that there was problem with the tire, the car ran fine, the car instrument panel never gave any info that there was a tire problem. The person who met us at the rental drop off did not inspect the car.
Calls to Budget Customer Service were ridiculous. I asked for details, asking specifically what was wrong with the tire that it needed to be repaired. I was told it had to be replaced and no other details were available. The customer service representatives and the manager I spoke to speak to were dismissive and had no interest in any discussion about the possibility that the tire damage could have occurred after the car was released to them as no one inspected the car when I dropped it off to check for damage. Avoid Budget! The customer service is poor, difficult to understand and quite dismissive with my inquiry about this charge and how it was handled on their end.

Budget is a scam rental car agency. We prepaid for a car 3 weeks ahead of time. We got the car in LA Airport. First, we waited an hour in line. The attendant tried to upsell us extra car insurance and gas provisions. We clearly stated more than once we did not need anything added to the reservation and we pre-paid. At the end he had us sign the form for rental. We returned the car and the new system in L.A. you don’t see anyone. So, we assumed everything was fine, until an additional $151 was added to the bill. When we called, they told us the roadside assistance and gas was added. We said, "No we turned it with a full tank of gas and we turned down the extra insurance." We can’t dispute the upcharge because we signed the rental form. What a scam, so my advice read the fine print and don’t rent from Budget.

I am just among many who were appalled by Budget's incompetence and fraud. Despite reserving a vehicle giving advance notice as did the other customers the DTW location had a single agent. The result was a 52.5 hr wait to get our vehicle resulting in our missing an important family dinner. Despite reserving a luxury model that was advertised that we desired to test drive we were given another car without the option of reducing to a standard model. This is an obvious bait and switch. Without forewarning us our vehicle only had 1/3 of a tank of gas which we did not notice because it was night, so we could have run out of gas on the road. We returned the vehicle with more gas than what we were provided. Budget charged a $90.91 fuel service fee charging us for fuel we did not use, likely also charging the previous Renter. This is fraud.
We complained to Customer Service. Do not be deluded. Budget Customer Service is a fraud as well. We have communicated our displeasure in nearly 10 e--mails. All receive an automated response each from a different likely non-existent person. Finally one did claim to refund the fuel charge,, though this has yet to happen. Budget provided no compensation or any effort of apology. Budget is a sham, and disrespects customers. Our experience is very common. Avoid Budget at all costs.

BEWARE!!! We've rented multiple times from different companies, and this was an experience that I don't wish anyone goes through. We've rented the car in January 2025 for 1 day, returned the car with everything in great condition. On September 29, 2025 we received a letter from Budget for a fee due to vehicle repair cost. We've called their customer service department and spoke with their supervisor, given a case number, and employee ID number and reassurance that the charges were cancelled, as they never sent any proof or any other documents.
A few weeks later we got another letter from them with the same issue; we've called again, and again the same case number was used and reassured again that this was closed. In November of 2025 we got calls from a collection agency trying to collect our debt. We've tried reaching back to Budget with the case number we got before all the names and ID numbers, and we were told now by a supervisor again that this does not exist, and our duty is to call the collection agency and pay our debt. Such unprofessional and crazy experience we have never encountered before. So please stay away from them!

I rented a car at LGA, and used it for 5 days. I just got a $250 cleaning fee for a medium severity case of excessive dirt in the car when I returned it. I could have vacuumed the interior of the car in less than 10 minutes to remove the dirt. A $250 fee for 10 minutes of work is absurd. I doubt they did anything different than what they would have done in the ordinary scope of their business when a car is returned. I will contest this fee. The one thing that is certain is that I will never use Budget again. Looking for ways to overcharge their customers is a bad business practice and they will never get my business again because of it.
Honestly if they had charged $50 for excessive dirt I would have shrugged my shoulders and thought I guess I should’ve vacuumed it before I returned it. By charging $250 they are exploiting customers. The cost of vacuuming a car should already be baked into the cost of the rental. If you use Budget be sure to vacuum the car before you return it or get ready for a letter with eye popping fees when you get home from your trip.

I took a trip to Ohio in July and rented a vehicle from Budget Car Rental at Hopkins International Airport. After returning home to Las Vegas, I was shocked to see several unnecessary charges on my credit card — my total jumped from the original $450 to $663. Since then, I’ve spoken with multiple Budget representatives about my security deposit, and each time I was told it would be credited back to my account. It’s now been four months, and I still haven’t received a refund.
This has been extremely frustrating, especially since I’ve been a loyal Budget customer for over 15 years. Unfortunately, this is the second time I’ve had this exact issue with them. I strongly recommend avoiding Budget Car Rental. They’ll give you the runaround, overcharge you, and fail to return your deposit. I charge it 40% for about 2-3 hours with enough miles to make my destination. But fell short and stranded me in Darien Ga looking for a charge point. They towed me to a charging station in Brunswick Ga and it wouldn’t take the charge. So I called roadside again to pickup the car. Now they want charge me for r road side assistance $494.71.
So what about inconvenience of renting a ev car for the first time because budget wanted to charge me an extra hundred dollars for a gasoline vehicle. My time in middle of nowhere and in Brunswick had to sleep in the car till roadside arrived at 8am because the windows would not roll up. And Budget wants me to be responsible for the roadside assistance charge. No thank you. My charges $366.67 should be refunded first and a compensation for inconvenience time I spend in car so they would mess with it and money for the hotel charges. The first email said there would be a $75 charge, then the email that came in 5 mins later said there was a $450 charge. My husband and I do not smoke, so I figured something was wrong with the sensor or something, so I decided to deal with that email when I dropped the car off.
The car was inspected when we dropped it off and I mentioned the email to the employee who stated that the car did not smell like it had been smoked in, and that this happens a lot. He directed me to the front desk to take care of it there. I go to the front desk only to be told that I will be hearing from them after they "run tests" to see if the car was smoked in. I get an email a week later that they are keeping the $450 and sent me some graph printout of when the car was supposedly smoked in, which was very late at night when we were not even in the car. Budget is trying to blame me for a red light violation on a car that I could not possibly have driven since it occurred at 2:26 PM, just 21 minutes after I landed at 2:05 PM on a far runway of O'Hare Airport. After landing and taxiing for at least 15 minutes, I had to stand waiting to exit from row 22, walk to the terminal exit door near baggage, walk up, over, and down to catch the shuttle train, stop at Terminal 5 to load more passengers, arrive at the rental facility, and get up through heavy people traffic to the 2nd floor. More time was required after selecting a car from a "zone" and discovering a problem that required attendant attention. Having done this walk many times over the last few years, I have found that it takes at least a one-hour walking and shuttle journey from the plane landing to the car rental facility.
Budget insists that the estimated arrival time required to reserve a car at the time of reservation (2:00 PM) is the time driven out of its facility. They have repeatedly failed to believe the timeline that I presented based in real time, not the estimated time of arrival at the airport. This is a Budget processing error of equating the estimated time of arrival as my time driving out of the facility. For 20 years or so I have used Budget exclusively after Enterprise proved to be a disaster. They have several times called me a liar in trying to get them to review the real timeline. I could have avoided this if only Budget would issue a time stamp with delivery of the car, not the estimated time of pick-up. After many reviews, Budget still refuses to acknowledge the facts.

This company has ripped me off twice. I can't believe I gave them a second chance. The first time, I attempted to rent a car rental from them and was charged $794 for a week. Claimed the deposit was high cause I used a prepaid debit card. When I got to the location to pick up the car, they wouldn't accept my debit card. Yet they had deducted the $794 from my account already with the very card they refused to accept at the pickup location. In the process of trying to get that money refunded, I spoke to a man named Josh in billing at LAX location. He played like he wanted to help me. Told me to get a prepaid card from Go2Bank for $500 and that would cover the rent fees and deposit.
The next day when I hadn't received a confirmation email as promised, he said they needed $200 more on the deposit since it was a prepaid card. Told him I didn't have it and asked him refund my money. He then started blocking my calls and suddenly went on vacation according to his co-workers. I called the Go2Bank folks and they told me I had been scammed. They are working on getting my money back.. It's been a month and I still haven't gotten my first refund, so they got me for over $1200. Lucky I had receipts for the card purchase. Don't know if I will ever see my money. I'm 72 and on a very tight budget. How dare they take advantage of a senior citizen who worked her ass off to earn the little social security I get. I doubt if this review will be allowed to be seen.

I arrived at the Denver airport and took the Budget Bus to the rental car area. Since I was using Fastbreak, I was assigned a Toyota 4Runner SUV in space L13 by text. I had just enough time to get to the vehicle and get to work. However, there was no vehicle in space L13. The parking lot attendant said I would need to speak to the woman in the building nearby. I explained the situation to her, and she said someone must have taken my vehicle, so I could take the Chevrolet Equinox in space M23. I immediately discovered this was a downgraded (basic) vehicle with no power seats or power hatchback, etc. There was also a noticeable offensive smell, like body odor covered with Febreze. I then discovered the "gearshift" would not engage unless I repeatedly tried to move the stick. Also, I found no headlight switch.
I asked the woman at the Budget counter for a replacement or at least a standard vehicle similar to our previous rentals, like the JEEP COMPASS, CHRYSLER VOYAGER, and KIA TELLURIDE. She said if I wanted to change the vehicle, it would be an extra charge; otherwise, I should call customer service. So I called the Budget customer service line at 888-362-8343 and was told the same thing by the representative. After being completely late for work, I just left the rental lot only to find more problems!
When attempting to accelerate the Equinox on a short on-ramp to the freeway (or for any reason like going up a hill), the vehicle stalls as if an engine Governor is in place. A message appears stating, "Acceleration Reduced." Vehicles are speeding by me on the freeway at 70-80 mph on the left, but the Equinox would not accelerate to merge into traffic. At one point, a large truck almost rear-ended the Equinox because I was going too slowly. This vehicle failure could get me (or any driver killed!) I found online that "if the Equinox goes into 'limp mode, that indicates a problem, the underlying issue will likely cause the problem to return, so you must address the root cause, which could be a faulty sensor, a dirty throttle body, or low fluids, by getting the vehicle professionally serviced."
The bottom line is, I notified Budget that I wanted this vehicle replaced as soon as possible at another Budget location with the same Standard SUV features we have had in the past. I was told to just call other Budget locations but they claimed to have no vehicles available. This experience with the Equinox vehicle and the treatment by the employees of Budget has really shown that they have no care for their customers or their lives on the road. I have emailed Budget and called, but have received no reply to this situation. Bottom line is, they have proven they do not care about their customers. I would strongly recommend that if you value your life on the road and want a comfortable, reliable vehicle to rent, do NOT rent from Budget Car Rental!!

When we finally reached the desk, we were told the mid-size car we reserved was unavailable but that we could take a minivan for the same price. We agreed, and the representative directed us to row C, space #1. Once outside, however, there were no cars in row C at all. I have rented cars from Budget for 30+ years. These guys have gone off the deep end. I was 3 days longer on the rental and they sent a certified letter to my house saying they were out looking for the car so they can tow it. These people have gone nuts. They charged me $450 dollars for recovery even though I returned the car immediately after the certified letter. I just called customer service to discuss this and the first two levels said "Does it really matter?" The supervisor would just put me on hold as I was talking in hopes that I would hang up. I asked her if I maybe called the wrong number and this was some kind of prank. She assured my this is just the way they are now. Odd.

We rented a 2024 Toyota Highlander at the Manchester, NH airport and were completely dissatisfied with both the customer counter wait time and the vehicle's condition. Upon arrival, we waited in line for about an hour. After finally completing the paperwork, we discovered that the Highlander was in poor shape. It had only been partially cleaned, as if minimal effort had been made, and it should have been properly cleaned before being handed over to a customer. The front floor carpeting was badly damaged, with large holes and tears.
While in the parking garage, I noticed two sets of customers seemingly renting the same car and were discussing their options. Once I finally left the parking structure and drove toward downtown Manchester, I realized the front brakes severely shuddered with minimal pressure on the pedal. The car, which had apparently been driven 47K miles, showed no signs of proper maintenance. Please note that I will not be renting from Budget again.

I went back into airport and made a complaint but, because I paid online they could not help me or give me another car that day! They gave me a number to call and get a credit.
When I returned the car I called Budget 7 days later requesting a credit. I was told car was never returned. I told them it had been returned and they responded with the car was extended for 2 more weeks. I almost feel to the floor, I told them I was back in NEW YORK. That there must be an error, they said no error and charged my credit card over 2,300.00!!! I had to contact the MIA airport to pull footage and Delta to get proof I boarded an air plane on 8/4/2025!!!! I never heard back and MIRACULOUSLY my credit card was refunded. Budget never assisted me in to how this happened!!!!! I called. No one can answer what happened to car, why my card had been charged and etc... I was told I was getting a refund for my time and inconvenience of 219.88$. Now here we are 10-15-2025 and still no refund and somehow all the notes that have been recorded over the last few months have disappeared!

Also, a charge $250 for cleaning the sand is way too high, the only thing was sand on the driver's side and passenger side floor pads, vacuuming should clean up the sand. I have now rented twice with Budget. In both cases there was an issue with them providing the "CLASS" of vehicle I needed and reserved for the travel. In the first case, in Arizona, they claimed they had no SUV class, which I needed and tried to give me an open pickup instead which would not work at all. Eventually they relented and said that it was late to be preparing the class of car I had rented, but they did do it. The vehicle also had a dent which I was not informed of but it had already been marked on a previous inspection so not a problem but concerning.
The second time, on the same trip, I required a low vehicle, a sedan so that my 90 year old mother could get in and out. I paid IN ADVANCE to be sure. They had no sedans of any size (small, medium or large) and my only choice was an SUV which my elderly mother struggled to get into. It's been difficult and dangerous this whole week to take her out. So a very important visit has been made difficult by the very poor practices of this company. The people at the office were very nice but could not fix what corporate gave them to work with. The lesson in this is that choosing your vehicle class with Budget is meaningless. You are lucky if they even have a car to rent to you. Both of these experiences were Fall 2025. Extremely poor fleet management on the part of Budget. I have yet to return the vehicle so we will see if there are any further issues.

Deceptive Practices at Budget Car Rental – Beware! I booked a car rental with Budget through Costco, picking up the vehicle at the SMF rental location. Despite verbally declining insurance coverage multiple times with the rental agent, I later discovered that $175 worth of insurance had been added to my invoice without my consent.
The signing process is incredibly misleading. The full agreement doesn’t appear on the electronic screen, so when you sign, you’re essentially blind to any hidden charges. When I questioned the final dollar amount, I was told it was just a deposit that would disappear upon return of the vehicle. I was reassured that the rental cost matched my Costco reservation. That turned out to be false.
After returning the car and seeing the extra charges, I contacted Budget to have them removed. I was told my request was denied because the signed agreement “confirmed” the coverage—even though I had explicitly declined it. This experience was a textbook example of unethical and shady business practices. I will never rent from Budget again, and I strongly urge others to be cautious. Always double-check every line item, and don’t trust verbal assurances. What’s shown on the screen is not the full story.

I called Budget directly to book a reservation. They quoted me a price, (given me being a Costco member I qualified for a discount). They charged my card for the purchase. (I wasn't aware I got charged right away because I was told I would pay at the counter upon checkout). I get to the checkout counter--After waiting nearly ONE HOUR, behind 25-30 other customers in the line at the airport, mind you- which was a longer wait than my flight halfway across the country. I returned my rental, no issues. Came to look at my credit card statement and saw I was charge twice. Once on the day I booked ($348 with Costco discount) and then again upon pickup ($385 no discount). I called Budget. They asked I sent an email with proof. I did. I sent credit card statement. A week goes by and I got no response. Emailed again- generic email response.
Called an agent. Spoke with a "Rose". Rudest person I have ever spoke to. Would not let me get a word in. Called me a liar and continued to read the notes that they failed to receive my proof that I was charged twice. Which was incorrect. I demanded to speak to a supervisor "Manuel". Who was definitely nicer to work with. But continued to argue with me for 15 more minutes that they were "legally entitled" to keep the higher charge because I signed the contract at the counter. I insisted that I had agreed to the contract under the agreed upon price with my discount, and should not be subject to paying the higher fee. This was the first and most relevant charge and they raised my cost at the counter, and this is a bait and switch tactic.
I threatened to contact an attorney (over $40 dollars) which is ridiculous that after being a customer who had such a bad experience, they were still trying to run me down. They finally gave me back the second charge, but it literally took me hours and grey hairs trying to accomplish this. I will NEVER go through this rental car company EVER again. I asked her why it was so much more when I had prepaid for it, and she said it was due to the deposit that I had to put down and I would be reimbursed that amount after returning the car. I also noticed the the new paperwork that she drew up had Lorton Virginia listed as the return location and not Albany NY where we had specified in the original reservation. When I asked her about that she said it didn't matter because we are allowed to return the vehicle to any budget location. I should have known better but we were on a time crunch so I dismissed my intuition, signed all of the paperwork, and left with the vehicle. The vehicle itself was clean and undamaged. While driving back to Albany I noticed that my credit card was charged for $442.12. This was in addition to the $127 that was already charged.
We decided we would make sure and ask about the charges when turning the car back in. When we got to the counter at the Albany location I asked the rep about the charges and what the total would be once I was refunded the deposit. He said he was unsure but noted there would be a one way restocking fee between $100-$500 because we did not return the car to Lorton as noted on the agreement. I explained to him the situation and asked to make sure that I wasn't double booked because my original reservation listed Albany. That is when the rep found that I indeed had been double booked. I asked if he could fix the situation and he said the only ones able to do so would be corporate at the 1800 #.
So in the end I was only refunded the original prepayment of $127 by customer care. They told me that because the reservation in my name was already closed, they were unable to do anything with it because they cannot modify it once closed. After this I will not EVER rent from Budget again! I am very disappointed and dissatisfied with the Lorton Virginia location in the Comfort Inn. Hours of operation for that Scranton/Wilkes-Barre started at 10:00 A.M. I will no longer be using Budget in the future. Stay away from this company!!

I will never use Budget car rental or Thrifty because they booked you for one fee, you get to the pickup counter, there’s another fee, in my case $96 and to top it off, I received a charge of $111 for toll fee when I only cross Whitestone Bridge going to JFK only once. This is crazy.

We rented and paid for a car in Panama City Beach so that we could drive our rv down. When we got here we was told that we didn't qualify. We should have been told that online so we could have brought our car. It's not right for you to get somewhere thinking you have a car and don't. You should be told on the website where you pay for it that you don't qualify not when you get there. That is totally not right. We are trying to have a great vacation but this is not starting it off great. Now we have to wait 3 to 5 days to get our money back. This company should do better on letting people know 100% sure they have their car completely rented when they get here to get it.

Misleading business practices. Overcharging. Hidden Fees. My $396 rental quote turned into a $621 charge once my credit card bill arrived. The amount quoted at the counter was not honored. I will NEVER rent from Budget again.

When I arrived in Portland, Maine, I wondered why I was the only person in the Budget line. I generally use Enterprise, but budget had a better rate this particular time. It wasn’t until I was paying my credit card bill that I saw that I was charged nearly twice the original estimate. Taxes and fees were included in the original they were added to the final. I was charged a one-way fee that was never discussed and when I made the reservation, it was a one-way reservation. I will be talking to Budget, the Better Business Bureau and the FTC. This just reeks of unfair business practice others have complained about it and it continues. Even if I can get this cleared up, it is not worth my time and frustration.
As an aside, I am mentally running down the offerings when I picked up the car things like insurance, but I’m covered by my own insurance, a toll tag with the cost of $249 could’ve been 279 I don’t remember, I think I ended up paying about five dollars in tolls. I asked between Portland and Providence, Rhode Island what would I be looking at for tolls and the young man behind the desk didn’t really know but he said it could be quite a lot. No it wasn’t so they’re not even truthful when you ask a direct question. I won’t be back.

Terrible experience. We rented a car in Las Vegas and declined all add-ons, clearly stating we would use our own insurance. Upon returning the vehicle, Budget charged us over $150 in unexpected fees. Most frustratingly, although we had filled up the gas tank before returning the car—and our receipt confirmed it was full—they still charged us for 6 gallons of fuel. We called twice. The first time, they assured us the charge would be refunded. But after a few days, the charge remained. When we called again, a representative told us they would not issue a refund. Absolutely ridiculous. Very disappointing experience with Budget.

We reserved a car in Columbus, OH. The car reeked of smoke, we did not have time to go back to rental desk to request a new car. We started the car and a warning light “service soon” came on. It took us 20 minutes jumping thru hoops to get the app to work for exiting the parking lot! We now realize why they are called ‘Budget”. Never use them again!

Total disaster at the LAX location, not enough reps for the amount of customers standing in line. We’ve been waiting for more than 30 minutes and the line is going to be at least 30 more! Budget should not exceed their capacity, this is an abuse!

We can confirm that the customer was charged for the missing vehicle documents identified during the standard vehicle inspection after the rental period. Please find attached all relevant documents. No can tell me what these documents are. Just charged me.

Rented a car and had to wait in a long line because they only had one person working the counter. Was asked about insurance and declined and pushed to sign and hurry up so she could get to the next person in line. Did not give me any printout so I could check and just rushed me to leave. When I got to my destination I called to ask if I was charged and was assured I was not but when I got back my credit card was overcharged. Called to ask why. They said it was the insurance. Told the guy I refused it and he stated, "Yes you did. We will refund you as you did not sign for it," and then waited and never got my refund. Called back and they said the request was refused because I did sign but have refused to provide me a copy of my signature. Do not ever rent from them. I still do not have a receipt nor any signature proof. Will be seeking legal.
