I started using PayPal to receive payments from clients and to order from the company. Right before Christmas they took money from my bank for a payment. Problem is they took it out not once but twice and then put a hold on my money before refunding it which caused overdraft fees from checks that already been written. Their response was to write a letter to my bank stating that I had made the mistake and was asking to have the fees waived. Then someone sent a payment and they put a 21-day hold on that money. So it's Christmas time and they are holding on to almost $400.00 of MY MONEY! They are very unconcerned about their customers and as soon as money gets credited to my bank account I will be closing out this account and have started using Google Wallet. If there was a 0-rating it would still be too good for this company.

PayPal is completely unnecessary in terms of being the middleman. Just use your credit card, at least if something happens you know your bank (being subject to certain laws and regulations) will most likely fix the situation for you. PayPal exists simply to make money off of you. From what I've read and from what I've experienced, they have absolutely MINIMAL concern for their customers and the concern that they do show you is fake, riddled with wrong solutions. My issue was as goes: I bought something off of PayPal and had already had a long history of issues with their service with this transaction, however I could not close my account until I had a $0 balance. I had just received a refund of $5.50 CAN and my balance was currently at that $5.50 CAN. So, any logical person would simply take that money and put it into their bank account, then I could close my account as I would then be left with the necessary $0 balance.
HOWEVER, this was not allowed. PayPal apparently has a policy that they cannot move money into your bank account if it is under $15 CAN. I called them and spoke with 3 unhelpful and unknowledgeable CSA's, who gave me horrible solutions that were not even in fact solution, but were in fact plain WRONG. Except I was the one that told them that those solutions would not work. One even tried to tell me that I could send the $5.50 to a wrong email, then they could send me the money as it would be under an "unclaimed" status, but when I called them again in order to do so, they told me that that person was 100% wrong. GREAT. So the 3rd time I called, I demanded a solution and they told me that they had none, and that my only solution was to spend the $5.50. Are you kidding? I lose out on $5.50 on some stupid trinket on the internet because I was dumb enough to use PayPal and didn't use a credit card? No.
I demanded a correct solution and the CSA repeatedly apologized. And when I asked to speak to a manager they said no one could help no matter what, as it was policy. This then got me enraged (I was not upset about losing $5, but more upset because of the principle of the thing). After about 2 hours of back and forth calling and getting false solutions, I came up with my own solution: to add $10 to my PayPal account balance and simply refund the $15.50 (because it would be over $15). Did they tell me this? No. Did I find my own solution after fighting with them? Yes. Horrible CSR, horrible service, horrible idea, and horrible experience. Never again, cancelling my account as we speak.

Though I had a bad experience with PayPal I can understand what happened. Basically, I had made a new account with PayPal and had a large amount of money transferred to me from out of the country. This freaked PayPal out as they automatically think that somebody is doing something funny. So I can understand why they held the money. When I contacted them they were very professional and did all they could do. I just think that their policy of 21 days is a bit ridiculous. I really needed that money and it really put me into some problems but water under the bridge now. I would recommend PayPal but, just remember if you are going to make a large transaction then you probably should notify them first.

PayPal must be one of the stupid apps on the market nowadays. 21 days to transfer money? And if you want to speed it up, it's 3-7 days? What kind of ** is that? I can get my money physically flown to me on a plane before PayPal can send some money. Dumbest app ever. Would never recommend to anyone. Hope they run out of business and get shut down because they are terrible and don't deserve a company.

I keep getting harassing emails from PayPal about my late wife. She foolishly opened an account many years ago. There are no charges due. I offered to send a death certificate, but they demand a list of items I cannot supply, and are personal; beyond their needs. No one else has demanded such an interrogation. Her death has shattered me, yet these insist on continuing this harassment and terrorism. I am at my wit's end. This is ghoulish. The love of my life is gone, yet these people continue their harassment. You can only begin to imagine the pain this causes.

PayPal says you can dispute product problem issues up to 6 months. Try to do so! Their form won't actually let you fill in the dispute form. It is a joke. Spent over 2 hours on hold trying to talk with someone. Finally I sent an email to them, but got the standard "nothing we can do" email. Absolutely brutal company, service, experience.

I purchased some leads from a company that I had never dealt with before but they were taking PayPal as payment so I thought I would be covered if the product was bad. What a joke that was. I first went to the company and requested my money back because my clients refused to pay me. They said it was not complaint, it was false information, and they could be sued if they called these numbers because they were not opt in data. They said they do not refund money. I then filed a dispute with PayPal at approximately 9 pm in the evening. The next morning I received an email stating that my claim had been denied. After careful review they determined that I got what was described by seller. Absolutely not true. I tried to send proof but they stated once they make a decision it is final and cannot be appealed. Unbelievable.
I am out $1300 and this company is a complete scam. I bought leads 3 separate transactions all were completely false. The file showed the same IP address, 90% of 70,000 leads all had the same home value and the same exact loan balance (impossible) you find a house in San Francisco for $150,000. I finally found someone that gave me an email address that I could sent my files in to appeal. Well I did this and they were returned stating that do not accept emails with attachments.
Then I got an email stating that if my case had been closed I could go to the PayPal website and log in to your account. Click Contact Us. Click Send us a question by email. Select My Account under "choose a topic." Select Name Change under "choose a subtopic." Select the type of change you would like to make and click Continue. Click Upload Files. Click Browse. Select the file you want to attach. Click Open. Give the file a recognizable name and use no more than 3 numbers. You may provide a description of the file, up to 100 characters. Click Attach this File. Information about your file appears under the Attachments box. Repeat as many times as required, up to a total file size of 5000kb. Click Send Files to PayPal to submit them for review.
This is how I am supposed to upload documents for a claim sign in and put "NAME CHANGE" but after that it doesn't work anyway. I got an email back stating they can only accept .pdf, jpg... I had actual recordings of people on the list stating they had NEVER given permission to be called and were going to sue us. I had letters from 10 clients stating the leads were 100% bogus. So I went to my bank credit card and did a chargeback and my bank took the money back from PayPal and now my account has limited access (which means you cannot do anything).
What a joke thorough research. I think this company must be paying PayPal to let them run a scam because there is no way that is what I purchased. I am so upset and angry that they play GOD and when they make a decision it is FINAL and can't be APPEALED. I really want to sue PayPal. Does anyone have any suggestions?

PayPal reversed my donation payment to a Canadian registered charity because I indicated in the description that the donation is directed towards the Syrian refugee fund. After various attempts to understand why the transaction was reversed, I learned that their reviewer believe that this transaction is not in compliance with OFAC. Which I believe is inaccurate and is politically charged.
This transaction represents a payment by a Canadian to Canadian registered charity. That charity is approved by Canadian tax authorities. I have made payments to that Charity through PayPal in the past for various causes. The money will be spent in Canada. The beneficiaries are Canadian organizations that helps the refugees (who already arrived in Canada) to settle down. So given all these facts and that the Canadian government is monitoring the whole process, the claim that this donation violates the OFAC rules, seems to be unfounded. I am troubled by PayPal's decision and I suspect it to be discriminatory against certain group of individuals in need.

I am trying to ask the government to regulate PayPal. They swear that they are not a bank, but, they hold your money like they are a bank, or like they are the government instead.

I have been using Paypal since 2000, I have never been late on a payment and have up until now felt good about the services and convenience that they have offered me. Because I use Paypal a lot, both for my business for accepting payments and I use it for my own transactions and purchases. This past month I checked my Paypal balance to ensure I had received the payment from a buyer. My account was low so I tried to ADD some funds to my account to ensure that I had money for shipping fees, etc. I was told, in a nutshell that I have to "verify" who I am. Remember, I am trying to ADD funds, not TAKE funds. ADD funds.
From the get-go every attempt that I made to update/verify this information was followed with a message that the only way to update this information was to: Send a photocopy either snail mail or fax, of my driver's license (or other picture ID with my date of birth and name on it) a utility bill in my name with my address on it, PO Box addresses not allowed, and a photocopy of my social security card! Are you kidding me? In today's society? Even a fax laying around, because who knew it was coming??? Could be too tempting to some. There are "breaches" everyday. Internet transfer of information is not risk free, but I believe it is safer than the alternates that they are suggesting me to do.
Even if I decided to do this, I cannot. My city is unincorporated, it is VERY small and we do not have a postal carrier. All mail is sent to a post office where I must go pick it up from my PO box if I want it. Second, all utility bills are in my husband's name. I have gone round and round and round with them trying to explain this. Bottom line, as I said, 14 years with this company, they send my bill to the PO Box, they get paid on time so obviously they have the right address because I doubt there is some Good Samaritan out there who has been paying my bill every month.
They have my phone number because they call with promotions (another bone of contention, all my friends and family just received cash back for purchases in November and December. I know I spent no less than $1,000.00 this Christmas Season. $0.00 cash back!). If I was not who I say I am, why do they send me a new card when my old one expires? Why are they letting me make purchases, ie: "removing money" but I can not ADD money? Again, I do not think there is some Good Samaritan out there who is trying to pay my account. Because I sell on Ebay and Etsy, unfortunately Paypal is the only option I have for payments because my volume of sales are not huge. So really the only thing I can do is keep the account for that purpose.
My actual credit card balance will be transferred to another card and not used except for shipping fees; all other monies will be transferred to my bank account at the end of the month (gee, I haven't tried that yet, I wonder if they will even allow me to do it?) Paypal is basically a monopoly if you wish to sell online and do not sell high volumes of merchandise. It is sad and I just really cannot believe that a company so successful, can be so irresponsible and that some legal genius who helps write these "policies" can not see the possible legal and financial ramifications that could result by expecting their customers to snail mail or fax copies of vital information that could ruin them (the Paypal customer) financially. RIDICULOUS, MONOPOLY, COMPANY, with what appear to have ASININE policy makers.

I have ordered some goods to Mirraw online company which based in India few months ago. The value for goods was 108. When I placed order I have got acknowledgement paid via PayPal. Then I have received goods within 3 weeks. However I have received the same goods few weeks later with same value of money charged via PayPal without my knowledge. I never placed order again and I never received receipts for this. When I emailed to Paypal then they said that receipt would have been sent. I replied and said that I never received.
Then they said me to return the goods back to Mirraw and sent the receipt of payment for return once I received refund from Mirraw. Then they would pay for shipping charge which I didn't agree with them. I don't have time to write again and again to Paypal as I'm very busy with my 2 kids (under 3 years old). Therefore I wanted these goods to be collected and full amount including shipping charge to be returned. However this hasn't happened yet. This is the reason why I have stopped using Paypal as I am not happy on their service as taking money without my permission/authorization.

I purchased a product, and PayPal's site said funds would be withdrawn from my checking account. After the transaction, I noticed my AMEX account was hit. The CSR was so sweet, but she couldn't do anything. The mgr was an idiot and tried to give me some ** and bull story about everything done for my safety. Pfft! I told them to remove my card, and they started asking for address where I lived ten yrs plus ago. I have slept since then and don't know. There was some pending payment, and boy said that was why I couldn't retrieve my card. I laughed and told him I'd contact AMEX to kill the card, so they can hold onto it. I'm removing my bank and finding an alternative to PayPal. The greedy **!

I purchased a $55 item through a seller via PayPal. The seller ended up not having any stock and immediately refunded the money. PayPal now will hold the funds for more than 8 calendar or six full business days before releasing. I find that utterly obnoxious that they are taking advantage of us by holding our money and earning on the float or whatever other means exist. I contacted them through their customer service email with no real explanation as to why the excessive hold time exists. Why is that they are not held to the same scrutiny of any other commercial bank? I refuse to use their service any longer without a doubt. I rarely buy utilizing PayPal just for this reason. Trust reputable sellers who offer major credit card and debit card services.

Twice I bought from a company in China and twice I got ripped off. My fault for not learning the 1st time around. However, I do expect my credit card or PayPal to protect me from dishonest firms. The first time was through Amex and PayPal and nothing happened. 2nd time was through Discover card and they immediately returned my money! The whole time the seller, Honghaosheng from Alibaba, just ignored my request to return the item and obviously ignored PayPal also, probably because they know PayPal has done and will do nothing.

I closed my account after months of confusion with their services. It is easier to open a small online checking account for transactions rather than use PayPal as a "middle man" for online purchases. In my opinion, PayPal is unnecessary. Consumers are far better off going the route of a dedicated checking account for online transactions.

I was informed that Paypal put a limited restriction on my account. I contacted them and they said they have limited information and that they would look into it. 10 minutes on hold, was told that it was a compliance issue and that a case would be opened and someone would call me. They blocked my account completely and would not allow me to any of my funds. My Paypal is connected through my eBay store in which I sell many items a day. I was unable to re-list items, list any new items, or accept any payments. I waited 2 hours--no callback. I contacted them again. No help. Said was due to "risky business" without explaining to me what that meant. Said no appeal and that they will close my account. I am furious and have $1800 in there and they won't release for 180 days. I have vendors to pay and have to open up a new merchant account.
DO NOT USE PAYPAL - THEY CLOSE ACCOUNTS WITH NO WARNINGS OR ANYTHING and come up with some bogus reason why they closed the account. I was a customer for over 3 years, had Paypal working capital loan that won't get paid as I can't run sales through Paypal, and no one to help me after 2 attempts. Sent email to compliance. Next step is lawsuit as I expect some sort of warning or something, or the ability to appeal or get more answers. Horrible!

I ordered custom painted Converse. I spoke with the seller explaining I wanted low top Converse and I wanted them to look just like the picture (a white Converse painted) he provided on his website. He agreed and went so far as to have me email him back with the order # to make sure he used low top Converse. When I received the shoes they were on high top Converse and they were a dark blue, almost black, Converse. Also the paint he used doesn't look like the right paint. The paint used on Converse bleeds into the fabric so it stays. This paint doesn't seem to soak into the fabric. I feel scammed! I contacted the seller immediately. His response of why the shoes looked different was, he changed the look a couple of months ago and just never changed it on his website. He never offered an excuse as to why they were on high-tops and not low tops.
When I told him my concern of the paint choice he chose, his response "don't worry about the paint." He offered to send me new ones. I refused! Then he agreed to pay shipping so I could return back to him. Once he found out what shipping cost was he decided he didn't want to pay for that. I called PayPal. I spoke to a representative, she sympathized with my situation and agreed I shouldn't have to pay for shipping. She said I would receive an email with 72 hours stating PayPal's final decision. I didn't receive an email.
I called PayPal within five days. The response from Scotty the Supervisor at PayPal, stated he can't make a seller pay shipping. All he can do is ask the seller to pay shipping. Shipping the shoes back to China is expensive but PayPal says that's the only way they will give me a credit on $77 shoes! PayPal is suppose to protect the people from being scammed.

I sold a gift card and the following morning I emailed the codes to the purchaser. PayPal then informs me it was an unauthorized transaction. I talk to a PayPal security person that day (Stephanie) and she tells me that I need to mail the card in order to qualify for seller's protection. I do the same day. PayPal turns around and closes the case and refunds the money. I call and talk to another security PayPal rep who tells me Stephanie said I would be protected on future transactions. I told him how would he know that as he wasn't on the call. He didn't answer. I told him that is bs as now PayPal took my money and the gift card is zero. PAYPAL DOES NOT STAND BEHIND THEIR SELLER'S PROTECTION AND THEY LIE. THEY SHOULD BE REGULATED JUST LIKE A BANK. What BS as I pay the price because someone else got breached.

Paypal, for reasons I understand, have a policy of withholding a seller's payments for 21 days, to ensure the buyer gets the goods, is happy, etc. It's been about 3 months since they started withholding my payments, and now they're withholding withdrawals too. So it's taking 42 days to get hold of my money. They are holding approx £1600 of my money, whilst my bank is overdrawn by a similar amount. Why???

On 9th November 2015 a sum of £200 was deposited into my PayPal account. This was the damages security owed to me by my holiday cottage owner. PayPal would not allow me to take out my money. When I contacted them via an automated answering service I was told that it is usual practice to hold my money for at least 21 days. On the 30th of November I managed to transfer out my money into my daughter's bank account (PayPal would not allow me to transfer into my own bank account!!?). My daughter then transferred the money back to me. On the 2nd of December 2015 PayPal withdrew 200 from my bank account. No notice or reason was given. Fortunately, I had funds in my account to cover the amount. Does anyone out there know how I can retrieve my money which I consider to be illegally held by PayPal? Your constructive comments and help will be much appreciated. Thanks.

I called PayPal about a charge that was not authorized. The human who helped me said they would put the money back into my account by the end of the week. Instead, I received a letter saying that my claim had been denied. When I tried to call PayPal the wait time was over 45 minutes. I would never have signed up with PayPal knowing what I have to go through to get to them.

I had a charge for some extensions - 109.00 dollars. I didn't order them. I didn't receive them. I contacted the company who did nothing, so I filed a dispute with Paypal. They found In the company's favour, so I have no extensions and 109.00 dollars less. I will never use Paypal again, It will be credit card all the way, and If I come across something that can only be paid with Paypal, It will be "oh well" a customer lost.

I used Paypal years ago and closed my account when they took $10 from me for no reason. I decided to try them again and as soon as I was overseas, I was unable to use Paypal for transactions, which is completely ridiculous for something like Paypal; the only verification method offered was my home number which obviously doesn't work overseas. Attempting to add my local number (why even have the option) just resulted in a "not recognized".

So, how ethical is it to close someone's account and to hold on to their funds for 180 days? Not ethical at all, but common PayPal practice. Now why is that? Because mostly the company making hard core dollars on millions of dollars they are illegally holding on to, is getting away with murder. Account holders feel helpless and don't know where to go to get satisfaction when they are being scammed out of their money. Especially now, that new accounts are signing away their rights to sue PayPal.
My account was closed, limited, blocked, whatever one wants to call it. Fraudulently PayPal calls it limited, when NOTHING can happen with this so called limited account. You can't receive or send money, you can't transfer money. You are literally screwed. And they are holding on to your money for 180 days. To really make sure they get a good buck in interest out of your hard earned dollars. And you want to complaint? Good luck! The ding dongs in the Philippines that can't even read properly the notes on your account will certainly not do a thing. "I can certainly understand your frustration" and “Don't worry about this concern” is the best you can get out of them. With zero results. Complaints with BBB remain unresolved and the process of arbitration is unclear since there is no clear disclosure where or who one can go to arbitrate. Many more lawsuits need to be filed against this company for fraudulent and unethical business practices until they will wake up and change their behavior.

Do not let PayPal process your credit card charges!!! You have no protection against chargebacks from sales taken thru their virtual terminals. I have lost $2400.00 in a matter of weeks with no support from PayPal. They told me that they are a third party and they can't help me. WARNING!!! DO NOT USE PAYPAL FOR CREDIT CARD CHARGES.

I had ordered some bags from a company in Florence and as such the cost was in euro. I have a card with international currency on it so I put it through my PayPal account on this card. In doing this PayPal then transferred the amount back in to Aus dollars and then back over to euro so instead of paying the 170 in euro I was charged a more expensive price as they do not tell you this will happen. When I spoke to them about this I was told that as the order was done in Australia this will automatically happen and there was nothing they could do about it. This is not very helpful on their part as it did not tell me anywhere that this would happen and when I approved the amount it was only for the 170 euro.

I am lured to join one Arab Fashion event costing more than 15000usd. The event promises a lot of thing. From celebrities, diamond auctioning, art auctioning, showroom where we can display art piece. And when we were there they don't have showroom, no celebrities, no guests too! Basically it's like a 5000usd event! I don't receive photos, video, choreographer, tailor, helper during the event as promised. Those diamonds during the event that makes the Arab Fashion the biggest NGO in the world is also a lie, there is no diamond.
I asked for partial refund, they ignore me. I open a dispute with PayPal, PayPal close the case. Because the event is still running, even though the service doesn't goes as promised. There is tons of designers feel cheated too from the organizers. I gave those promises capture screen etc. But still PayPal is on the side to the high class scammers.

Hopefully this will reach people before it is too late and before EBAY AND PAYPAL scam many out of MILLIONS of dollars. Something is amiss and one thing is for sure Paypal / EBAY staff don't have a clue. Nor do they care about your problem I can assure you this. They can't even give you a straight answer or know how to.
I made a purchase on eBay with member trewcrew61601. Later that day I received a message from EBAY that the member I had just made a purchase with, their site had been compromise and not to send any money. Well no need to explain how that works but, I call PAYPAL first thing Monday morning and was assure there would be no problem and if I did not receive product by 21st of NOV they would refund my money. Apparently this rep was ignoring my statement of no tracking number had yet been given. That should ring an alarm but not with these dummies on the other end of the line. Perhaps they are in on this scam job. Good thing I contacted my BANK and filed a dispute.
Then a few days later I get this message: Seller techbullet has opened an unpaid item case for NEW Samsung 850 EVO 1 TB 2.5-Inch SATA III Internal SSD (MZ-75E1T0B/AM). They opened the case because they haven't received payment for the item. Please pay by Nov-15-15, so the seller can ship the item to you, otherwise, the seller can cancel this order.
How strange is that? Perhaps this member is in on this scam. Contacted EBAY and PAYPAL and they all act like someone logged on to my site and made this purchase. I know that did not happen.
Long story short now. I closed my accounts with EBAY/PAYPAL and will never do business with them again. Good thing I filed a dispute. I learned from my BANK that PAYPAL tried to charge my account not once but twice on the 20th of this month for $110.70. Funny I was informed that my funds were safe. And when I contacted PAYPAL I found out that their staff takes no notes and does not follow these claims closely at all. They in fact stated they did not see any charges to my account from their perspective. Whatever. EBAY AND PAYPAL can take a hike. It is not worth the hassle folks. Believe me.

I had two PayPal refunds about a week apart. The first was for a rocking chair that had missing parts. The second was for a Duvet pictured as a Comforter. The rocking chair was PayPal transaction ID ** for $193.49. The notice that this refund was transferred to my bank was sent 11/13/15. The Duvet, transaction ID ** for $27.99. This notice was sent 11/18/15. The smaller amount $27.99 was deposited in my account after 2 days. A week later I am still waiting for the $193.49. It appears as though PayPal refund speed is dependent upon the amount involved. The bigger the refund the longer the wait. I believe that PayPal is floating (kiting) $Millions in refunds and using them in interest bearing loans. This is the reason for the delay in refunds.

I have a PayPal account that I have been using for over 7 months to purchase and sell items. A few days ago I attempted to send money for a service I owe that has to be paid through paypal, but I couldn't perform the action because paypal put a hold on my account. I call customer service and the dude is blatantly rude from the start of the conversation. He said that I had a previous account that had a dispute on it which was resolved. I asked him why this should affect my current account because the proof of the items I sold are on ebay and paypal, via feedback, tracking and shipping labels purchased. Long story short after I provided clear proof from the buyers they said they could not do anything and that for 180 days over 1k dollars would be held! Please be careful when PayPal if you have a business that makes good money! They will rob you and hold your funds! I have over ten grand in my personal and business money tied up in red tape in several accounts because PayPal will not release my funds they say for six months! This will ruin my biz and I am filing legal action if I can.

I have been using PayPal for almost ten years. Recently, there have been some small charges on my account that were not mine. I called, and they corrected them, and told me that they were 'store' charges overseas. These were tucked between my charges here in El Paso. Well, the charges began to show up again, for larger amounts. I called PayPal and they argued with me before reversing the charges, and placing the monies back into my PayPal account. Then, two things happened.
First, they sent a PayPal card to someone, in New Mexico, who is not on my account at all. That person was able to use my card without question. How can they simply send a card to someone who calls them and says that they are part of my business (that person is now in jail). Next, those charges came again. This time we are talking charges in the hundreds, and thousands. PayPal will do nothing to correct this, or reverse the charges. I am simply out the money.
To make matters worse, they provided my checking account number and bank's routing number to some financial institution overseas. The woman at PayPal told me they did this to help secure monies for the charges. WTF? I just spend three hours on the phone with them. How did they resolve this issue? They closed my account! I tried to follow their instructions, as provided in the email they sent me, but no joy. Can't log in at all. Run from them. Use Square if you are going to need a credit card service. Don't use these people.

PayPal advertises "Send money in a few clicks" which is false advertising. I can't send money with a few clicks. I need to click hundreds of times and spend hours on the phone. Trying to send money with PayPal has become impossible due to PayPal's automated anti-fraud services. I've spent HOURS on the phone with their customer service people trying to unlock my account, change phone numbers due to SMS messages not coming through. I'm a normal human being trying to send money with my own credit card and I simply can't, always getting system errors and customer service just gives me the run around. Granted the anti-fraud system works, a little too well that it actually blocks the real person.
I have never in my life have had so many problems using a service. My frustration is BEYOND me. Their customer support also put me on hold for 1 hour and then hung up because I asked to speak to a manager! Consequences are that I cannot send money to someone that I need to pay for personal reasons after making promises I would pay them!

I had attempted to purchase an item on Craigslist. The "seller" requested that a deposit be sent using MyCard MasterCard. They had done it before using this then send them a copy of the numbers. I had never used the PayPal cards before and didn't know how it worked. It was a scam. I called PayPal immediately to file the dispute and did what they told me.
I waited a month, called them again to see what was happening. "Oh you need to file a report with the Police and we'll deal with them." This was done. The officer said that it would take some time for one of the detectives to investigate. I called the department (sheriff's), they told me it was a civil matter and they don't do anything but do an incident report. And I would need to get a lawyer. Finally got ahold of Paypal told them what I had learned, was told they bear no responsibility and would need to follow the sheriffs' office instructions. When I asked who would investigate. Got no answer. So they want me to hire a lawyer, find someone to find the creep and be out the money. I'M SCREWED!!!

I had not used my paypal account for more than 2 years. I was booking a resort vacation and the merchant only accepted paypal. I updated my card info on my paypal account but didn't realize that I made a typo error on my postal code. It wasn't giving me an error message so I kept submitting. Then my card got locked out. The screen was asking to try another card. I saw an option to add my bank account and so I did. Once I've added the bank account successfully, then it says to wait 3-5 for the money to go into my paypal account! Really? They say that after I had provided my bank account information.
I called Paypal Customer Service and they did their security check to make sure they were talking to the right account holder. Then they inform me that I tried submitting the card several times. Well, yes, because I knew nothing was wrong with my card. They said I have to wait 24-48 hours and I can try linking the card again and see if that works. Or move some funds from my bank account to Paypal wallet instead.
In the meantime, I've lost the reservation I've been trying to make. Paypal sucks! Merchants should not use Paypal. Other than they keep your money too long, it leaves a very bad customer experience. Merchants can apply for merchant account with any banks and there is no minimum billing requirement anymore and the rates are much lower than what Paypal charges them.

I did provide objective evidence to PayPal that I didn't receive a regularly bought item. This was confirmed by a scan taken at customs before the parcel was delivered. PayPal was not interested in details, closed the complaint, did not answer to submitted evidence. Contact to PayPal complaint department after closing the case unilaterally by PayPal was impossible. So never trust the safety of transactions promised by PayPal.

If there was an option for a negative star or zero stars, I think that would be more appropriate. Not only did we have to pay PayPal FEES but somehow your transactions are not protected. We had all the proof that one would need for a dispute, including photos the person posted online that they received them. The product was also delivered to a UPS store and signed and tracked. PAYPAL will not give you your money. Please read these reviews and do not use this way of payments, it's just setting you up to basically be robbed.

I was attempting to buy something through eBay and pay with my PayPal account. When I finished paying for the item, I received an email from PayPal with the debt information for my purchase. However, eBay sends me a note saying they didn't receive any payment and told me to complaint with PayPal and request the refund. What I tried to do in less than five minutes afterwards the information was received from eBay. When I connected to my PayPal account, I was capable to see the debt, but there is no way of cancelling the transaction. I send couples of emails to PayPal and received no response.
I then called PayPal in the US and told them the whole story, but they just told me that I have to open a dispute case and wait until they go through all the details. I told that there is no need of it, eBay says they didn't get money from PayPal and I didn't get my item, therefore, just cancel the transaction, but they refused. I requested the attendant to talk to a supervisor who did absolutely nothing and they kept changing my phone call to different people and each time I had to say the whole story over and over again. I spent 58 minutes of an international call and was regaled as I was the one wrong. Why an unsuccessful transaction cannot be canceled within five minutes time? I could not have got any good from Hong Kong within five minutes.
The PayPal supervisor told me that they work just like a credit card, and I had to wait for a resolution. Well, if they function like a credit card, why anyone would use PayPal to purchase anything? We can do that straight away with our credit card. We use PayPal for safety, at least I guessed they were safe, but they are not. Their staff has no willingness to resolve any problem, they don't try to understand your situation, they do not connect you to the right people, instead they keep you on the phone for a long time transferring the call from one to the other. I am confident that my credit card company would treat me with more respect than PayPal employee. They have a horrible employee service.
PayPal is only beneficial when you can do all your things by yourself and don't have to contact them, but if anything goes wrong then you are in trouble. I disconnected the phone disappointed and embarrassed. I have lost my money, but more than losing my money, I lost my dignity and esteem. There are two companies I must remove from my future business, eBay and PayPal.

PayPal now allows people to purchase as guests. This means that a stolen credit card can be used to purchase items with no information and because PayPal is a third party, banks will not cover the losses. An account was opened from INDIA using a TEXAS debit card to purchase over a thousand dollars worth of items. PayPal allowed the purchases. No questions asked.

PayPal has placed a $1500 hold on my funds for 21 days! I did until today carry at least a $7000 balance. When I call all I get is runaround! There is no reason for this with that much in their account. Customer service people are stupid and rude as can be. All they say is something looked suspicious! But yet won’t tell me why! I am assuming after looking at their stock dropping that they are using my money. I hope they go out of business real soon! It’s no wonder their stock drops when you treat a long term customer with 100% eBay feedback like this! They are crooks and I urge you all to quit using PayPal. Show this company who made them and who can break them! And if eBay continues to let them do this I urge you all to use different internet sources and magazines to sell your stuff!

I had my friend to loan me some cash and she transferred the cash to me via email. I then had to open this account just to receive the money but no way to get the cash except to transfer to my bank. So, I set my bank account to receive the money and did the transfer. After, mind me, after, I did the transfer I get a notice that the transfer would take 3-4 days yet the transfer date was 7 days away. What a rip-off! Never do these cons again!

I feel when someone pays for an item on eBay and they paid for me to ship the item I should be able to use the money they paid to ship their item. Holding their money only delays it because I did not have the extra money to pay to ship it. This leads to a negative feedback for me. I have to email the customers and ask them to be patient and not leave me a negative. If they want to hold the money then they should not hold the SHIPPING amount especially when I am using online shipping to pay for it, PayPal can see I used the money to ship the package. I feel they hold the money to make interest on everyone's money that is pending. Even when the customer receives their package the money sometimes is still pending. It's ridiculous. They say it is to protect the buyer. WHAT ABOUT THE SELLER? PayPal it’s my money not yours.

I made a purchase on eBay and paid using my bank account and I wait a few days then today I got 3 emails saying that my bank couldn't be charged when I had the sufficient funds and now instead my Paypal account has been charged and has a negative balance... I will not pay a single cent for this BS. PayPal has screwed me over in the past and I'm done putting up with this. I'm done tolerating it. I'd rather have my account closed and never use it again. Waste of time, and trying to screw me over on money, not on my watch. That's just pure BS and I'm done with this terrible service and highly recommend that others do not use it as well, they will try to scam you.

So, in the last week I have been on the phone back and forth between eBay and PayPal repeatedly. They both like to play the blame game, both do not own up for their mistakes and both do not understand customer service. Especially PayPal, where representatives lie to you to get you off the phone. That's right, I was lied to by 3 different reps about my payment options and told my bank would not be billed, yet I was billed two more times through my bank, and when I had my case escalated to a specialist she told me that PayPal employees are allowed to charge bank accounts, overdraw them, lie about it, and PayPal will never pay a dime for it.

My husband has been a user of Paypal for about 10 years. Recently he sold some codes on eBay for a Xbox I believe. I'm not sure but I know they were codes. He received positive feedback as he always does. All of the sudden a week later all of his funds were on hold. It turns out the person who bought the code was supposed fraud. This then happened 2 more times and they froze all my husband's money. Now the person bought these codes, used them and then claimed fraud. This is not my husband's fault at all yet Paypal took all of his money and also charged him $20 per case that was opened for the fraud. When is this ever ok when the person selling something has no control over the person buying it using a fraudulent credit card!
He lost almost $300 and also had to still pay eBay and Paypal fees. This is absolutely ridiculous. Even the customer service rep agreed. All they did to compensate my husband is give him $70 back out of $300. Paypal absolutely ripped him off for someone else's mistake. This is terrible and with that will never use Paypal again.

My Paypal business account has always been in good standing and never had any violations of Paypal's Acceptable Use Policy or fraudulent activity. In just 2015 alone over $1,000,000 has passed through the account related almost exclusively to my eBay seller activity. It took me years to build my business to this level and to have it all taken away from me overnight for what appears to be an error is absolutely terrible and completely unfair.
I have merchandise and inventory purchased by my customers on eBay that has been waiting to be shipped out since over the weekend. This account restriction and limitation is literally ruining my business that I have worked so hard on. I can't possibly understand why I am being subjected to such undue hardship for no apparent reason.
These last 48 hours have been an absolute nightmare. My livelihood as in serious peril as my entire business bank account is being literally held ransom. When I call the Paypal Business Support specialists they tell me they can't even see why there has been an account restriction placed on the account to begin with. I sincerely hope this issue can be resolved in a timely manner.

Be extra careful when doing business with these people if you are a seller. My business was NOT protected after a buyer used an unauthorized credit card totaling close to $2000. So now, the thief has my merchandise & $1800 back on credit card. Did I mention my company is out of $1800 AND PayPal is now trying to take an additional $1800 for their loss. Surely my company is not the first to have this happen. We will be looking into filing lawsuit real soon.

Purchased a Dell top of the line UP2715K monitor from eBay, the ad stated as "new in box." After hooking up and using the monitor two thin vertical lines appeared on the LCD. I contacted the seller who did not respond for 10 days, then he tells me to contact Dell. When I finally contacted Dell they had me run self-diagnostics and determined that the LCD panel was faulty. Next, I went back to the seller who was extremely slow in responding to me again and then said that I passed his return period. I called eBay and they pulled the same telling me I was beyond 30 days. Next I contacted Dell support to get warranty on the monitor but I was unable to register the monitor in my name because it turned out to be already registered.
Dell said they could not honor the warranty because a damage claim had been made against this particular service tag on my monitor and an advance replacement had been sent out. The monitor sold to me was to be returned to Dell not sold to the public, to me that is a criminal activity or possible fraud because it was sold as NEW. I then went back to eBay to open a case against the seller, this was now two months after my purchase. They said they can look into the sellers activities but could to provide me with any customer satisfaction with my money back. It was beyond their time limitations. Great, everyone from the seller to Dell to eBay was dragging their feet then they all tell me I'm too late. However eBay tells me I have buyer protection for 6 months with PayPal. My next move was to open a claim with PayPal which I did. PayPal asks me all the details and tells me that I will hear from them.
I ask if they need any documentation from me, they said no but they will look into it and will hear from me. After 5 weeks I get an email from PayPal stating they can't decide in my favor because I did not submit supporting evidence in a timely manner. I was outraged because I was not asked about any evidence. They told me that they sent out an email requesting it but I had never received that email. Since they did not hear from me they closed the claim not in my favor. I appealed and PayPal reopened the claim so I could send them all the supporting documentation from eBay and Dell showing the misleading ad and the statement from Dell that the monitor was not new, but had been originally purchased and registered by another owner which by the way was not the seller's name.
A week later I get another email from PayPal denying me any satisfaction because they stated they could not decide in my favor because I had not submitted my documents when they requested them. What? We went over this already and one PayPal representative said I was OK to reopen the claim, they even sent me an email stating that fact. I had evidence to support my claim, I had been cheated or scammed and had proof which I sent to PayPal, but they ignored it and closed my claim because they once again stated I was too late with my supporting evidence. I then called again and another agent said that it was not so and that she would look at my case and reopen it because it looked like I had a valid argument against the seller. That resulted in the same denial from PayPal, they once again claimed I was late in responding to their original request so they closed the case once more.
I never received an email asking for me to submit documents. I once again called PayPal to complain and asked for a manager who I could not understand. Foreign speaking person from some low cost support center overseas I suppose. This manager tells me that they have that email which was sent on September 14 2015. But I never got it so I asked for her to send it to me now so she can be on the line when I get it. I waited 15 minutes and never received that email. She then sent a test email and that never came to me either. PayPal has been sending me emails so I know they are getting through from some areas of PayPal but not the claims department. Well they did not care one bit and she then tells me to try the FBI fraud division. What about buyer protection? I'm the victim here not the criminal, PayPal can surely see that I have proof of being ripped off.
I got nowhere, all I got was lip service. So I tell this manager that you are letting a criminal get away with taking advantage of your customer. You claim buyer protection, but don't take any action to support the customer because you state I did not respond to you in time to an email I never received? PayPal representative obviously can't think on their own, they just recite what they have been told and don't really care one bit about customer satisfaction. I will be closing my account with PayPal and eBay. I've had enough of wasting my time calling people to help who ultimately never help. They are all about themselves and not the customer. If you have never been doped by these companies I highly recommend you stay away because they'll eventually get you too and then it'll be too late. By the way, I did open a case with the FBI against the seller on eBay and PayPal. Hopefully they will get theirs one way or the other.

I ordered three awards dinner tickets through PayPal for $180.00 for a buffet dinner held at the Camelback Resort for the Poconos Film Festival. I informed the film festival representative, Bernie at the door we were not going to be able to stay for the awards dinner. Bernie informed us we could get our refund from PayPal. Now we are getting the run around from The Poconos Film Festival that we can't prove we didn't attend when we have witnesses to prove we were not at the dinner. Bernie has not returned any of my calls after four attempts. The management is calling me and screaming unprofessionally informing me I paid for a seat of which I did not sit in and I was not going to get a refund!
PayPal is now saying it is not covered by their guidelines. I flew in from Florida to NYC, drove 2 hours to the Poconos to see the film which we paid $6.00 per ticket. I have filed a complaint with the Consumer Affairs Department and have left a message for the hotel group sales manager Michelle ** at the Camelback Resort. This was supposed to be a wonderful experience for my friend who is in remission from breast cancer and was in the movie shot 25 yrs ago! I am so frustrated and upset to be treated unfairly by these establishments.

I will never use PayPal again! After my account got hacked for hundreds of pounds, my bank issued a charge back to retrieve the money and PayPal also refunded me. I called my bank and asked them to return the original chargeback to PayPal which they told me they had done. One week later, I am receiving daily calls and emails demanding the money back (despite the fact I have told them my bank has refunded the money and it takes 7 days). The staff were rude and shouted down the phone accusing me of trying to profit from my account being hacked!!! One call in particular reduced me to tears in pure frustration. A further week goes by and the calls and emails continue. I asked the staff to stop calling me as there was nothing I could do but wait but they continued.
I called the bank to get an update and they then told me that the money went to PayPal over 2 weeks ago! The bank then told me they would send written confirmation to PayPal about this matter. I called PayPal to tell them this and they shouted down the phone that they had not received it and were going to send my details to a debt collection agency. I couldn't believe it. A week later - I am now receiving calls and emails from a debt collection agency. PayPal is the WORST business with the WORST customer service. I am now going to lodge a formal complaint with the Financial Ombudsmen for their horrendous practices! I have no doubt they have the money and are trying to profit. My bank has now contacted me and told me not to contact them or the credit control agency as they are going to handle the issue. DO NOT USE!!!

Recently, I was wrongly charged for a $2,500.00 purchase I did not make. After receiving a confirmation email from the seller, I emailed him and explained I did not buy this item and he very nicely cancelled the order. Unfortunately, I discovered the hard way, PayPal's computer system does not recognize same day transactions, and will only acknowledge cancellations of orders after receipt of funds, which takes 3-5 working days. Finally, when PayPal acknowledges receipt of funds, they will recognize the cancellation. However, you still will not have access to your money, because then you must send a request in writing authorizing PayPal to transfer your money to your bank account, which also takes 3-5 working days. Finally, after at least 10 days you'll have access to your money which I didn't spend in the first place. It's just another way for PayPal to control your money! Due to this I will not recommend PayPal to anyone.

I had ordered recently from a Canadian seller on E-bay, a juicer and used Paypal as often have. I kept checking my account to see if my payment went through. According to my bank records, it passed but Paypal's tortoise slow, outdated service sends me an e-mail telling me my non payment and bank activity was numerous. This will affect my future transactions. WHAT!? They have the absolute worst and slowest service for transfer of funds for a company that should be on top. This was it for me, I'm done with Slowpal. From now on I order from Amazon.ca. I can use my visa debit and never have any headaches or slow money transfer transactions. God, they really PISSED ME OFF!!! What ** service. My transaction will take 6-8 business days. Disgustingly slow...We're in the 21st century, update already!

The short of it: 3-5 business days to transfer funds from PayPal account is lengthy compared to alternatives. The long of it: Any transferring of funds between my main account and any savings accounts takes until the next business day. On the 27th of November I requested that funds from my PayPal account be transferred to my main account (debit account). It's mid-afternoon on the 29th. The payment I was doing had to be in debt, because the establishment only accepted American Express credit (but any debit), and was very surprised when I did not have enough funds. As soon as possible I check my main account to see no deposit, however, when I go to PayPal I see they did take the funds from the PayPal account.... on the 27th. So I don't have access to those funds, and haven't for almost three days.
Perhaps I'm spoiled for expecting the transfer to be completed yesterday. I should have checked my bank account, sure, and I should have read up on PayPal policy to discover it can take 3-5 business days to transfer funds. There are forums on PayPal's site that explain the reason for that 3-5 business day span, along with (the majority of) people's replies calling bull.

Paid for a very expensive training with a Visa Card. Training was cancelled and they issued PayPal refund. Not sure why the refunds were via PayPal, but I had a PayPal account and so requested the refund. PayPal then informs me it will keep my $700+ for 21 days. I click button to "expedite" and that is a FAIL, as a week had already passed and the "expedited" version was 14 days, which it didn't tell you before jumping through hoops to expedite.
Call customer service, nothing they can do. Today, the money that was supposed to be due and available to me after I impatiently waited 3 weeks is in conflict with a $500 per month withdrawal maximum, and the $500 is going to take another 5 business days to appear in my account! So now the process to get my REFUND from PayPal on a cancelled training is going to span 3 MONTHS?? How is that legal?! I can understand if it was an item in dispute, but for a refund issued from a vendor? Terrible business model and I will now refuse to use them in my business. Cannot wait to close the account after I've gotten my money.

Because this was my first time receiving payment through PayPal, I had to wait 21 days for funds to be released. Then, I had to wait another two days for my bank account to be linked. Now, I have to wait another 3-5 days before the money will be in my account. Will I ever get my money?! Either way, I will NEVER use PayPal again.

I wish I had never established a PayPal account. When I try to change information on my account it will not let me. When I try to send PayPal an email to complain, (send it to an email address they provide) I get a message saying "Sorry. There was a problem. Try again later." I get that message EVERY time I try to email them. In other words I cannot get a message to them. When I tried to remove my checking account from my PayPal account it gave me a message "Sorry, we cannot remove it now. There is a transaction pending." I am deaf and cannot use a voice phone to call PayPal. The only option I have left is to shut my PayPal account all together.

I got a refund from a nice honest seller on ebay. Ebay sent an email showing the refund and when I log into paypal it showed as pending. That was 21 days ago. My refund is still pending. I called paypal and they claim the refund was not done. I told them I was looking right at it on their Web site. They claim I'm not. I emailed them the screen shot. Now the wait begins. It's not a lot of money but that is not the point.

Failed to Honor Buyer Protection. I buy some live saltwater fish which arrived sick with parasites from Foxy Saltwater Fish, Florida Keys. I emailed the seller to no success and posted on his Facebook to call me. He failed to honor his guarantee and I then contacted PayPal to open an complain and then upped it to a dispute. PayPal denied my claim, saying that they had arrived. I informed them that my complain was concerning damaged goods. After going back and forth with them, to include filing 2 appeals, they said they wouldn't cover it with no other than to say they gave it careful consideration. I have used them for years and have never filed an claim or dispute. Sad to say, no more of my money.

I have worked with a buyer for several times on fiverr.com, a freelancing website. After a few services I delivered he said we should work through PayPal because they have lower fees. I agreed and started communicating via Skype. The first order through PayPal was of 270 USD. After the order was completed, the buyer paid and after a few days he wanted another service. We agreed on 50 USD and after the completion of the service he paid me again. After a week he contacted me again and we agreed on a new order of 270 USD. Service was done, I received the payment. After a few weeks, the buyer opened a dispute for the first order of 270 USD saying I do not reply anymore. I wrote PayPal an email and waited for a few days. Nothing happened and they concluded the buyer was right so they refunded him.
I didn't do anything. I said I will add those 270 USD to my regular losses. After 2 more weeks, same buyer, opened disputes for the remaining 2 payments. This time I called PayPal immediately and told them I want to provide everything I can to help my case and also appeal to the first case as well. They said the first case was concluded in the buyer's favor because I did not reply. When I told them about the email I sent they agreed to appeal my case. I provided screenshots with my service (before & after) and waited patiently.
After a week I gave them a call and asked about my situation and provided them with more logical aspects of my case (told them that they should look at the dates of the payments, seeing that each payment was a week or more after the previous one, making it obvious that the buyer had all the time he needed to see I am not delivering the service. Why would you pay more money to someone that does not reply anymore).
I have been rudely asked what was the purpose of my call because if I can't provide anymore documents or facts I should just wait for PayPal to review my case, which I did. Today I receive an email saying that the 50 USD claim was resolved in the buyer's favor but NO money was debited from my account to refund the buyer. In another hour I receive another email saying that the 270 claim was resolved in the buyer's favor and they HAVE debited the money from my account to refund the buyer.
Come on, are they mocking me? The worst part is that PayPal's legal system makes you guilty from the start and you have to prove that you are not guilty. Is this the medieval eve? Shouldn't the accuser bring facts that the accused is guilty in the first place? Since I am offering services and not goods, it is almost impossible to provide every detail of the work and since I am offering marketing services, even less. It's worse that PayPal seems to encourage these scammers and open the road for new ones to step in and bring this to a higher level. I have a really bitter taste about all of this and I am looking for every means to get justice here.

I have been with E-Bay and PayPal since the beginning of these companies. Other than a couple screwups on their part over the years, it has worked very well for my business. I mostly purchase electronic test equipment and sometimes reaches about $30K per year. I recently purchased a 3-D printer from a seller. I paid for it via PayPal as I normally do. The seller cancelled the sale when my payment showed up on his account with a 21-day delay before he receives the money. The money was immediately taken from my bank account and transferred to PayPal. This means that PayPal will enjoy 21 days of 'float' of my money without making any interest payment to me. What a racket! Can you imagine the millions of $$$ they have in float?
The seller has taken the position that most people would "I cannot afford to wait 21 days before getting paid". My position is that I cannot wait 21 days for the item to be shipped. When speaking to PayPal and E-Bay, I learned the following: (1.) Any payment except PayPal voids the E-Bay buyer protection program. (2.) Any payment other than PayPal voids the PayPal buyer protection program. (3.) Sending a payment via PayPal with the Friend to Friend option do not have any buyer protection.
This policy sucks for both the buyer and seller. PayPal explained that the reason for the policy is to allow the 21 days for the item to be received by the buyer before releasing the funds. How stupid is this? The seller is not going to release the item until he gets paid. There seems to be many ways that PayPal can freeze seller accounts for various reasons such as a dispute that has nothing to do with the current transaction. I really cannot blame the sellers. They seem to get screwed in some cases as well (by PayPal).
I should also add that their policy is being circumvented daily because sellers are not going to ship high-value items until they are paid. The policy is ineffective and is hurting both the buyers and sellers! I hope that enough pressure can be brought on PayPal to revise this policy or find another solution that meets their needs that is not detrimental to the buyers and sellers. After spending a couple hours on the phone with E-Bay and Pay Pal customer service, both companies have taken the position that this is the policy, take it or leave it! Perhaps it is time for another option to pay for E-Bay transactions. Time to break up the marriage between E-Bay and Pay Pal?

PayPal has been nothing but a headache for me. When I didn't want anything to do with them and wanted to cancel my account, they ended up charging my bank. Due to the difficulties of their process of direction of what to do, now there is $50 just not accounted for and a overdraft fee in my bank. I'm so disappointed with this company. When purchasing online I had no idea that I was dealing with a company from CHINA. I received the dresses having labels only in Chinese script. You would not know how to wash, even if you were going to keep the items. And the Chinese SIZING is drastically smaller than U.S. sizing. PayPal would not support my getting my money back even after I paid $26 return Postage to the address they had to give me. (Package had no packing slip) China street address alone made up 3 lines, then 2 other lines. Post Office manager stated that, if I sent Tracking mailing it would cost $50 and they were NOT able to track it China or be responsible, it would only be more of a waste of money, and that would be UNREASONABLE.
I provided the Post Office receipt with Label transaction number & 800 number for verification. As Post Master said that should be enough for PayPal since the package was going to China. I closed out my account with PayPal, and want nothing more to do with them. I know some other people after I discussed my issue about PayPal, they begin to tell me their problem with them as well. It's a "BUYER BEWARE!" experience!

I sold on eBay and money went to PayPal account. I used the phone app to transfer some of the funds to my checking account but instead PayPal took it as I was adding funds to my from my checking account to my PayPal account. It caused me to be overdrawn in my checking account. After going rounds with customer service I was told they could not reverse the transaction. I was to call the bank again. I called the bank who made a report but said to call PayPal back again. I did so again they were no help. I would never refer anyone to PayPal.

Paypal scam companies. We lost £800 plus £70. They charge back even though we could prove that we had treatment was provided by our staff. After 3 hrs. conversation they said it's not them who do charge back it's the credit card company. But we don't have any right appeal despite this. They charged us £70.00 for the fees so we the seller have lost but the customer scammer and Paypal cheats have gained. Please do not do business with Paypal. They are fraud and work with organised criminals.

I have had a horrible experience with Paypal Customer Service. I am on my 6th call with them and the issue remains unresolved. They are just not able to fix the issue of integrating my eBay account with the PayPal account. Every time you call, you have to keep repeating the same info again and again. I just don't understand. Do they not keep a ticketing system? Can't they see that this customer has called repeatedly with the same issue for multiple times in the same day?

Okay I started up a PayPal account to make it easier for my customers to pay or just another payment option. They hold the money way past clearing date. One of my customers sent me a screenshot of his bank account showing that they took the money out on 10-16 and its 10-21 and I still do not have the money in my account. So I get a hold of them and they say why your customer push ship product. They will not take the option of where I'm never going to have a ship product. This is a in-town service company.
So long story short if they want to hold your money as long as possible and give you the runaround mind you they charge you the same amount as a square reader does but square reader you get your money way quicker with less hassles. I could go on and on. Long story short is I would never use this ever for a in-town service for payment options! Yes. Also don't forget they take their money out right away but for some reason why your money is held up for excuse after excuse after excuse for reason for a reason for reasons.

On 5/14/15 I transferred money via PayPal from my savings account which the paypal account information confirms. That account was used but Alison the supervisor in the resolutions department was rude, and snotty to me and said I do have a balance and owe which I show a Zero balance and I do not owe. I want the collections agency ERC to accept the proof I have from Paypal screen and close this collections issue and I want this all fixed on my credit report ASAP.

I have used PayPal 4 times. The only 4 times I have used internet shopping probably!! Had an issue the second time and PayPal jumped on it and fixed the problem. Just ordered through the internet again and it seems there may be an issue - PayPal is on it and I trust them 100%. I will NEVER order direct through an internet company again - PayPal is the only way to feel secure.

We have a luxury shoe store on eBay. We do not allow returns (which is stated in each listing) so that we won't receive fake items that have been switched. Buyer bought a pair of Gucci mens size 12. We shipped the exact item ordered. Perfect item. Buyer filed a claim in eBay stating shoes did not fit. (my friend wears the same size, they fit him perfectly!) We denied claim and eBay accepted that. Case close, we thought. Buyer opened a claim in PayPal for item not as described. PayPal let the buyer return the shoes. We get a notice asking if we received the shoes. Well, we had no other option but to click yes. Then instantly the $499 payment was reversed, leaving us negative! Still waiting on our appeal. In the meantime, we filed a BBB complaint; per PayPal, buyers can return only if "grossly not as described". We're just looking for the seller protection that's supposed to be offered.

I recently signed up with PayPal to take credit card payments from clients. These payments are taken from plumbers and they do not like using fragile (small button) devices. We take the imprint and have clients sign old school style. I put in payment to try out a week ago and the money - fees was released 24 hours - YAY. I put in a payment the next day for $1800.00 and found out after PayPal will not release my money for 30 days. PayPal congrats - you got me. Shame on me for not listening to the bad reviews all over for PayPal. I look forward to getting my money so I can cancel my account!

I had my basket of payments to make but my card kept getting rejected. I called PayPal. Said it was my bank. Called bank, said it was PayPal. Called PayPal 6 times today to get a different reason from each person, security problem, my card needed to be verified, my bank, IP address. I mean literally every reason but the real one and each time they said it would be fine now. It's not fine and I have several items in my basket. I'm contacting other party and explaining I'll be putting the money on another card and try that tomorrow. I have one card I use for everything. I hate having another card out there.

BE AWARE.... BE AWARE WITH PAYPAL. I sold about $900.00 Herbalife supplements value using my distributorship online site. After 3 months I received an email from PayPal saying that this customer filed a charge back for that value. PayPal took all my funds and made negative my balance and they reversed on the buyer's favor. PayPal asked to sent all the proofs that I have so they can dispute with the credit car issuer of the buyer. Of course I have all of that. I sent it to them. After 5 days I receive another email from PayPal saying that the case was reverse on buyer's favor because the financial institution took the decision and PayPal can do nothing. I was really frustrated. I was wondering even I have all the proofs from the buyer I lost the transaction.
I have been calling PayPal and the people who answer the questions they do not know what they are doing there. And they say they feel sorry for me for what happened and they cannot do nothing about it. Besides they charge all fees and also they charge me a $20 fee for a charge back. Yes are you kidding me. That is PayPal. And I know I have heard some people say: "I love PayPal." Maybe they love it because they buy something and then file a charge back. But in my case it has been the worst online transaction experience that I have had in my life. I am just waiting for some things to be done and I will walk away from PayPal. I know there are better credit card processors that can help you protect as a seller. I hope this help anyone. I have been a member of eBay since 2007 and like the vast majority have predominately used PayPal for my transactions. That was until about 2 weeks ago when I pressed the button to pay only to be told by PayPal that my bank card was no longer accepted? How come, I thought; I checked the card's expiry date, and that still had a good 6 months left on it and I checked my account status on-line which confirmed I also had ample funds. So why was PayPal asking me to input details from another bank card? I e-mailed PayPal and received an automated response saying my complaint will be dealt with within a time frame of 4 to 8 weeks! How long? Meanwhile, I am unable to shop at eBay. I feel totally let down by PayPal and hope that this rant goes some way of making more people aware of how they operate and just how lousy their customer service is.

PayPal USED to be good. It's now a shady, and dishonest company. Now they're holding my payments (from sales on eBay), for 21 days. And in the disclaimer it states they can hold if you're a new eBay seller or have bad reviews. I'm NOT a new eBay seller, and I've NEVER had a bad review. And even when I WAS a new seller, they never once held my money for 21 days.
I'm absolutely disgusted by PayPal's dishonesty. Last time I complained to PayPal, and they released my money, and now they've DONE IT AGAIN. They have NO reason to hold my money since I did not fit the criteria of the people they claim they hold the money for 21 days. And it's not as if I'm selling something that needs to be owned for 21 days to see if it'll work. I primarily sell fabric, and some dolls-there is NO reason for ANYONE to be testing out a doll or fabric for 21 bloody days. I need to find a different way for my eBay customers to pay because I don't trust PayPal anymore. PayPal-what a shady, dishonest company.

I attempted to use PayPal as a form of payment at Dollar General. I used it a total of three times. Every time the transaction was denied (I had plenty of funds in the account for the transaction) and I had to call the customer service number. The account I use is in my husband's name so the representative I spoke to treated me like I was a criminal and talked down to me. Then I was told by a claimed supervisor that I could complete the transaction. I attempted again and once again it was denied. I rarely get groceries at Dollar General but it was convenient for me to run in and pick up a few things required for dinner. Needless to say, I was extremely embarrassed and I went home and went to bed. No dinner.

I paid for a condo rental in San Francisco. I kept in contact and even had an email the day before we went. When we arrived in San Francisco we found there was no condo. I paid through PayPal and followed every single bit of advice. I had references, talked to them, etc. etc. PayPal says they do not cover this. EXCUSE ME. I paid him through PayPal. So apparently PayPal is now working with the crooks and does absolutely NOTHING about getting my money back.
I am appalled, I was told to go the FBI white crimes. I cannot believe PayPal does nothing and I mean NOTHING to get my money back. THEY KNOW WHO THE PERSON IS! They got their fee, and the crooks get away with all. I cannot help but believe PayPal is working with the crooks at this point. It took over a dozen emails before anyone would even respond. I sent in all kinds of documents and they will do ZERO. I am so angry. If I could find an actual person I could just smack them.

BUYER BEWARE. When making a purchase, you may want to think twice before using PayPal. They have this thing where they hold on to your money after snatching it from your bank account for 7 to 10 days before releasing it to the merchant, thus making you have to wait two or more weeks to receive your item. And in some cases, the seller ends up canceling your transaction altogether because the transaction is taking too long. They have begun to do this thing to random buyers. This scam on PayPal's part defeats the purpose of using them to make your buying experience go along smooth and quickly and in my opinion should be considered false advertisement.
I have been a customer of paypal for nearly 20 years with absolutely no issues and without warning this happened to me. I have heard of sellers complaining about paypal randomly holding on to their funds but now they have found a way to screw the buyer as well. When I contacted the company I was given no feasible reason as to why they're deciding to hold onto my money. This company needs to be investigated. I will never use them in the future again.

Not sure where to start. PayPal messed up 4 major sales that pushed my lead time dates into 2 extra weeks. There was a dispute with a buyer one time where they had purchased a non returnable item and wanted their money back against my store policy, because they claimed they made a mistake. It was custom made for them specifically. 6 weeks of custom work. PayPal refunded her all of the money she paid, without asking or telling me, and without the issue being resolved by the company's "dispute resolution dept" where this all started. I run a small furniture making company and had to use PayPal. Then every sale through PayPal made me sit and wait up to 21 days because "I was a new seller", and then they made excuses for not releasing funds, multiple types of excuses. My production deadlines were an extra 3 weeks because of them.
I told them they can't be doing that because it'll ruin the sales, people want things sooner than an extra 3 weeks later. 3 times the funds went through in a day or two. What is the deal with that?? "The fastest way to send funds" B.S. They once wanted the customer to contact them and tell them that they received the item undamaged, and, to give a review and then a picture of the item to PayPal – keep in mind this is the buyer having to do this... I have perfect reviews on that huge website. I told them it was received on time, not damaged, and that the customer already left a great review!!! Became a serious issue at that point. "Well we'll see what happens, we'll contact her." So they did and the customer was so annoyed with all of that so she stopped using PayPal also.
Now another problem with them -- an Attorney friend of mine had paid through PayPal for a renovation job on a multi-Million $ house for work on a large window. He had moved to Oregon from VT and was selling this new house and wanted to get it (fixing the window) done ASAP. So, he sends the funds through PayPal. 4 days go by and no response from PayPal as to where the funds are. I called them (PayPal employees just hang up the phone randomly) and they said they'd look into it and to hold on the line. Then they hung up while "transferring me to tech support". This is now 10 minutes, after waiting on the phone, then another 10 calling back, and then another 20 minutes disputing with them, only to get transferred AGAIN, and hung up on AGAIN.
And so here we go around in circles...They asked if he had entered "products" instead of "services" when filling out the form to send the $. Then they said he would have to cancel the transfer and start all over again, stating "services" instead of "products". He was so pissed off at them that they had slowed the project down. I told PayPal they have to resolve this and fast, so they ask for his phone # at his work (he's an attorney in court all day) while on the phone with them, I give them his #. He answers, annoyed, and says to them "What’s the deal with this? Isn't the reason for using your service because your service claims to be so fast and 'easy' in transferring payments. It's the whole reason why I used you! Where is the payment?? THIS IS RIDICULOUS." So then I say sorry in the 3 way conference for bothering him at work... Doesn't end there. I got transferred to their dispute resolution dept – WTF, why???
Then I had to call again after I never got transferred, and hung up on again. I had to contact my Bank, while on the phone with them, and my Wife who is an O.T. therapist at her work (not a good idea). Both my Bank and my wife were angry with PayPal, on the phone in this ridiculous conference. "We just need to see everything you're talking about is correct." What a waste!!! Then I'm passed through to another person in their technical dept, only to explain the WHOLE THING ALL OVER AGAIN. Their customer service person sounded like there were kids playing in the background. What a ridiculous setup. I then told them "If nobody answers me I'm contacting my State's Attorney, the BBB, and they'll deal with you. I need recourse for this transaction now, and I'm not going to be hung up on and diverted any longer." Finally after the 1st and 2nd time I got the run around, it got transferred.
Here's the real scam: you go to their site, sign in and you're brought to your acct which shows the funds available for deposit. There's a section to click on and it says transfer funds to your bank. I try to transfer, it doesn't work, and then it says "Withdraw money from our classic site instead." so I do that. It then brings you to a separate page. You have to select the "acct # in your bank routing # ending in ** blah blah, and it takes a few seconds, then it brings you to another page: "SUCCESS!! Your funds are being transferred to your bank now." Yea right.... It, again, never got transferred because it was still there the next day, so I had to do it again. THE HILARIOUS PART IS THAT I TAKE SCREENSHOTS OF ALL OF MY TRANSACTIONS WITH THEM, SPECIFICALLY. It shows very very clearly that they're full of **.
Why is this company ALLOWED to DO BUSINESS THIS WAY???? Why doesn't somebody spearhead a class action suit? People will spend an hour complaining and writing reviews, but don't want to turn their disputes into action. Put it all over online, the news etc. Otherwise we sit and complain about it and everyday goes by and they still run their business.

I am new to PayPal and received a $10 voucher to my account. I called PayPal to ask how to use and was told to go to eBay and select up to $10 in merchandise and it will pull straight from the voucher before my account. I did just that but instead they went straight to my account!! This resulted in them trying to get the money 4x with a total of 130$ in "returned item" fees. I contacted PayPal and spoke to a manager named Chris who apologized and said it was taken care of and did credit my account 130$ for my bank.
But AFTER this conversation they continued to hit my bank 7 more times, sometimes 3x a day and I currently owe the bank $224 and PayPal will not take responsibility for these charges! I have told them on their recorded calls that they do not have my permission to access my account any further but they keep doing it. They also will not let me close my account with them so they can maintain access to my bank. This is theft and fraud! Train your staff to give correct information or correct the mistakes produced by your negligence!

This is a joke company. I've a real problem and I'm trying to contact them via e-mail few times. They're sending me back the dummy FAQ and I can't even reply to their e-mail because it get rejected. I can't pay using their services at all as they're forcing me to add credit card which I don't have, despite I'm having confirmed bank account with them. I've also tons of errors when trying to top-up, and it's definitely not my problem. They use people on the forum where you can ask, but they have no idea about PayPal and they just repeating what they find themselves. If you're looking to use it for the business, forget it, there is no support at all and I don't want to waste on the phone talking with automating message system. If you manage to speak to human, forget about anything being resolved, they behave like robots as well. Half of my transactions are pending over a week.

By far the worst customer service I have experienced. Have not been unable to log into my account due to changes they made and have been unable to get any response via email or phone from them (even though they say they will respond in 2-3 days). I have been unable to complete what I need to do b/c I could not log into my account and could never get any help from them. Once I finally was able to get into my account via automated voice messaging systems I still was unable to use my account.
After going through all their prompts to reset my account 5 plus times it continuously did not work and continued to instruct me to do the exact same task I had just done. I tried to simply create a new account but that was not possible either given my information was already on file. Ultimately this has been a huge waste of my time as you are unable to actually contact a personal human being that can help you. You have to go through the same 20 plus automated prompts each time to get to the same result of no help. To reiterate terrible customer service.

PayPal sent me an email which falsely claimed that there had been unusual and suspicious activity in my account and that, for my the protection of my credit, it was important that I update my account. The truth was that the credit card I had once used on the account was no longer valid. The truth was -- and is -- that PayPal uses the false threat of security risk to build its business. I would be willing to submit this email as testimony on behalf of others (or as a participant class action lawsuit) for the purpose of putting a restraint on the use of the cruel and manipulative false advertising of PayPal and others.

PayPal do not consider about any business. They do not make market researches before they make a change. If they think it is good, they implement it. PayPal asked my account verification and I supplied all what they asked. And after 7 days, I got a message that my account is permanently limited. I did not had disputes on my account, and my account was over 5 years old and I had verified it over 5 years ago.
Even PayPal employees do not know what PayPal is doing. I contacted PayPal employees by calling them. A lady said that my account is ok, it is just for checking. But after 7 days they have banned my account with $1800 in it. We cannot open new accounts. They have new "HOLD 21 DAYS" policy that they keep our funds for 21 days for withdrawals. So we need to pay for our suppliers. If they hold 21 days, I cannot pay for them. Most PayPal users are resellers - they sell services from cheap and reliable places (Fivebbc) and sell on Fiverr, and Freelancer. But PayPal holds 21 days their money. So no one register for new accounts for PayPal. They are making their own grave! I am shifting from PayPal to other payment gateways. Horrible experience. Thanks.

PayPal is a scam. Not only do they allow unauthorized debits on your account (resulting in a negative balance) but it's the biggest pain to use as a seller on eBay. I usually only sell items when I really need the money. Once a customer pays through PayPal, the funds are withheld from availability for up to 21 days due to "transaction integrity" which is total BS. They state your funds can be available earlier if you add tracking on the posted item. This is also false, as I always add tracking on my posted items and have never had my funds available before 21 days. Best advice for sellers: Get customers to pay on pickup.

I ordered a skirt not knowing it was being shipped from China. I received it 8 weeks later to find completely wrong color, size and fabric. I returned item the same day, this was in June. Complained to PayPal, they would contact seller, but either way I'll have my refund in days. Called back in August with USPS shipping number showing item was in China. They refused my refund, seller is not responding to me, so they denied my refund of 96.00.

$1000. Contacted Paypal straight away and they had no idea until I told them. They are looking into it now but will be 2 weeks before I get my money back. So much for their security, it is a joke when someone can get into your account and they have no idea. This is not the first time. 5 years ago they took $1400 on my credit card and Paypal did not have a clue. Will never use them again and anybody using them, check your account constantly for any transactions.

I would avoid PayPal like the plague. As far as I can tell, Paypal provides no service that your debit card doesn't, and any advertised service that does seem useful is largely a complete fiction. Your initial instinct is likely to be distrustful of a web service which requests access to your Social Security number, Bank Account information, Address, Phone number, as well as at least one Credit Card. All without speaking or seeing another human being. I would follow that instinct. As a naive college student, I figured I should be more trustworthy of online services -- I was wrong.
Over the months I've had to use Paypal, there hasn't been 1 particular issue which stood out as more horrible than the rest -- they're all pretty terrible. Their business model is pretty consistent in that they aggressively attempt to gather has much information on their clients as possible by marketing particular services, but in reality those services are mostly imaginary. At best, they only sporadically actually deliver on those services.
Most people first use Paypal through some outside company they were already using which encourages an option to select Paypal as 'the best way to instantly get payment transferred'. For me, it was selling my old iPhone to be repurposed. I select Paypal over a boring old (and presumably slow) paper check payment option. The paper check can take as long as 3 days to go through! Paypal encouraged keeping the money within Paypal, but if you'd like to transfer it to your bank it should be no problem at all, 3 days maximum! Next thing I know, 7 days later I still didn't have my money and learn that Paypal purposely requests Banks delay the transfer of those funds into your account. That wasn't so bad though. At least I actually got the money. In the case of Paypal Credit? Not so much.
Paypal encourages you to sign up for a credit line with their company (largely, it seems, simply for the sake of getting your Social Security number). But attempt to actually use this credit line as advertised? My mistake. I have never successfully been able to use the Paypal credit line, despite attempting to in different circumstances and for different reasons. I've been told everything from, I was too "variable" in my attempts to send money (for instance, when $20 wasn't authorized, I attempted to send $10 -- BIG MISTAKE, apparently). To being told they would enter in a "security override" and I simply had to wait 24 hours and try again... until that didn't work either ("No, sir. You should have waited 48 hours. Instead, you simply waited a day. Now the system has flagged your account and you must wait 24-48 hours and try again at that point").
Eventually, and after 5 long conversations over the phone, I reached a stone wall from Paypal of nonsensical statements. The 'credit line' was a fiction, and every attempt I make to use it is met with denial of service from some magical security system which "even us over here at Paypal don't know the exact reasons for why it denies service."

Sold a $120.00 software program in May 2015. In July 2015 two months later, I received an email from PayPal that the buyer initiated a dispute through his credit card company that he desired a refund. I first advised PayPal that I have not heard from the buyer since the purchase and wanted to know the reason for the request. Also, in compliance with the international policy; since software can be copied refunds are only available if the software is returned unopened. PayPals response was that the credit card company provided a list of possible reasons but did not know why.
I attempted to contact the buyer a dozen times with no response. Assuming the disk may have been damaged, I mailed another. No response. PayPal suggested I send them proof to support my "no refund policy". I sent: Tracking numbers for both programs, all emails that I sent with no response, copies of my website refund policy, copies of Ebay ad and Amazon ad showing the "No Refund" policy, copies of the "scam" going around the internet showing how to dispute a PayPal purchase by asking your credit card company for a chargeback. Requested that PayPal... (If I lose) to stipulate the software must be returned. The software now totals $240.00. Lost it all and THE BUYER NOW HAS BOTH SOFTWARE PROGRAMS. Nice work PayPal!

I made a transaction yesterday for a OnePlus2 phone using an invite (which is obviously very hard to get). OnePlus2 only allows PayPal as the payment gateway. I made the payment of 402.99$ of which 167$ were deducted from my paypal account and rest around 235$ from my bank account. PayPal showed transaction as successful and I received a confirmation mail with the transaction ID. However the seller (OnePlus2) still showed payment as pending and there was no record of it on PayPal account page.
I called a customer care representative and she shared the transaction ID with her and she said that "There is some issue and I think the transaction is successful." I told her that the seller cannot see it and my invite would be void in 2 hours. Before we could complete the phone got disconnected. To my horror when I called again somehow mysteriously this transaction ID stopped showing any details for PayPal customer service as well as for me.
I went through a pain of 2-3 hours from one agent to other repeating it, till my call was forwarded to a senior agent who refused to accept any transaction as he can't see it. I asked me to justify the 167$ deducted from my paypal account and where it went and how is my balance zero. At this she realized the miss and put me on hold multiple times before giving me the best statement of the year - "Sir for now what I can say is we don't know where your balance went. I will have to go through my engineering team."
Since it was clear I was not getting a resolution soon and my invite would be void I made the purchase again and this time the seller accepted the payment and an order was made with an order number. However next day I see 402.99$ deducted from my Bank account which is current but also a 235$ charge which is for the missed transaction and somehow two transactions show up on paypal page.
Calling the customer care again was painful as now they were arguing they can see two transactions (Obviously as they did something overnight) and asked me to call OnePlus. Now I called OnePlus and they were right at their end as they only have data for one because only one order was done and only one order number generated. And they suggested me to call PayPal. Again I called Paypal and they finally said they could do nothing but dispute one payment. It was a two day nightmare. It does sound scary for your financial account holder to say your balance just vanished and "we cannot see it." It is still resolved and not sure how much hassle I will have to go through in the coming days.

I recently attempted to make a purchase on eBay.com using my original PayPal account. The account information is valid however PayPal was unable to log me in or keep me logged in. I then proceeded to create a new PayPal account, the first few purchases went through without a problem. The last item I attempted to purchase would not go through due to PayPal login failure. Customer service has proven to be unhelpful. I am extremely upset and dissatisfied with PayPal services. Very unprofessional to say the least!

On September 15, 2015 I was shopping for some stuff on eBay and at check out, I chose PayPal. After logging in, my payment method was defaulted to "Pay After Delivery," I read the terms and selected this option. The Pay After Delivery stated that I would be charged 14 days later on September 29th. However, to my surprise, when I checked my back account on the morning of September 16th, all the charges were on my account. When I called PayPal, the representative was trying to convince me that I opt for instant transfer.

On Sept.9 I realized I didn't have enough funds in PayPal to pay for shipping on some items I sold. I transferred from my checking $20.00 to cover the shipping. It immediately came out of my account. I kept checking my PayPal account to see if they had credited it as I needed to ship this items. On Sept. 10 it still wasn't in my account so I called PayPal and they claimed my Wells Fargo account was holding the money and it wouldn't be available for 3 to 5 days. I told the girl that was ridiculous that I had already checked with my account and the funds were transferred to PayPal. She blamed it on my bank and said, there was nothing she could do. I would have never transferred the money if I had known that they could do this. The money wasn't deposited into my PayPal account until 9/14/15. Is this legal? How can they hold your money when I know they had it? Has anyone else had this problem?

Please do not trust in Paypal. The moment you need to sort something out they won't be responsible for anything. There isn't security at all, so please avoid this company and use another method. I claim a payment that went through without having their confirmation so I presume the payment didn't work, so they said is not theirs fault. This is like a fraud and they just blame the merchant company.

Have had a horrible experience with PayPal and refunds and have read many reports by other individuals having similar issues. I am reporting them to the federal Office of the Comptroller of Currency and advise all others with money lost in their "refund vortex" to do the same. Just Google "Office of the Comptroller of Currency (OCC) of _____(your state)" and file a DETAILED report. Enough complaints and I can almost guarantee PayPal will undergo some serious changes in both their customer service AND their ability to put money IN accounts as quickly as they seem to be able to take money OUT of those same accounts. PS, in my opinion, see yah blah blah blah.

For people who have crowdfunded money they now require an ID to be submitted in order to use PayPal. I submitted my ID over a month ago and every time I call a very rude person on the phone says they can't transfer us to that department to see how much longer it's going to take because the department that does the review has a "conflict of interest". This is our business account and it's caused us all sorts of stress. We will not be using the account in the future (especially not for crowdfunding). Also I will not be using PayPal for personal use, I've switched to Venmo.

These idiots at PayPal bill me every two months and want me to pay a late fee of $35.00 because I didn't make a payment for the month they didn't bill me for! This happened to me and my wife bought something thru PayPal and the same thing is happening to her!! Don't use PayPal for anything unless you like being robbed!! Some people swear by them but give them time and they will screw you out of your money! PayPal does not protect you if you are scammed by a company like Cymax LLC. Cymax LLC arranged for the return of their item on 7/30 and received it on 8/4/2015. However PayPal held me responsible for the tracking information for arrangements that I did not make and refused to give me my refund. It has been a month and Cymax LLC has their two headboards back and I am out of almost $300. PAYPAL IS NO LONGER SAFE TO USE AND I CANCELLED MY ACCOUNT!!!

PayPal has not demonstrated the ability to provide me service without a hassle! So, I cancelled my account with PayPal. Now, PayPal has blocked my ability to pay with my credit card. My credit card company says all is good on their end of the transaction. I told my credit card company I would contact PayPal, they said "GOOD LUCK WITH PAYPAL!" I am now on the phone with the third person at PayPal, and they cannot tell me why they are blocking my credit card online payment.
PayPal now tells me because I had a charge back request from my credit card company in 2014, I have to re-establish my account with PayPal to use my credit card. PayPal says there is nothing they can do. So, PayPal has blocked my ability to use my credit card online and PayPal cannot help me, so I asked for Jordon (**) to connect me with his supervisor and he stated he does not have a supervisor and PayPal can do nothing for me, unless I re-establish a PayPal account "NOT".

My eBay invoices had been paid via PayPal automatically. However, since I have stopped using eBay several months ago, all of my invoices have had a zero balance. September 2015, eBay issues a zero balance invoice... I go about my day as usual until a few days later I notice a strange debit for $8.30 issued by PayPal to eBay. "Hmm," says I... "There must be a glitch." I contact eBay and they confirm, zero balance.
I open a case with PayPal regarding this and they deliberated over it for a few days then sent me an email saying they decided the transaction was legitimate. What? They have absolutely no proof that I owed this money yet I DO HAVE PROOF THAT I DO NOT! eBay says I don't owe them money yet PayPal has decided that eBay is wrong! And, who actually has the money?? It is not a lot of money but if they did this once, what is to stop them doing it again?! I have appealed their ridiculous decision. I find the whole thing distasteful and since researching this issue online have found hundreds of people affected in this way. Some people have had hundreds of dollars stolen from them. This is illegal! I am reporting PayPal to every law enforcement entity that exists!

I tried several times to cancel a transaction to a illegitimate company several times. Paypal said it's not their responsibility to investigate companies that use Paypal. I tried to cancel transaction literally 10 mins after submitting payment. When I called for help the 3 different people I spoke to could not help me nor did they know how to use their own Web page. Just a few months ago I been selling some digital pc video games on eBay trying to make some money. I got over 143 positive feedback. In the past I had sold some Xbox Games, iPod and personal good without a problem. I'm a high experienced seller. In April I been selling digital PC Game like popular game GTA 5 PC and Battlefield Hardline, I had sold over 20 of the product cd key. I got 8 positive feedbacks. Made some profit, but this particular customer ** bought 12 of the items from me. After a month and half later he filed a chargeback of all my 12 items totally $1009.40 AUD and the case of cause ruled in his favor.
His first and last name is ** not even a real name and he's not even a verified PayPal user. I had also contact other eBay member of his feedback and got told they had also been scammed over $200 worth of digital pc games product. You can see his feedback saying Chargeback Scammer. I called PayPal and I had reported this fraud to both eBay and PayPal but of course PayPal say "sorry I cannot help you with the case because it's a digital intangible product", and say they so sorry and say "you had lost $1009.40 to this scammer". If you can help me would be great, because PayPal refused to help me of all the chargeback and they say the customer have the right to scam me over $1009.40 worth of digital product.

I discovered two non-authorized payments (197 EUROS, and 245 USD) had been done to a person supposedly named Eric ** via my PayPal account on the night of Saturday 29, 2015. Besides two claims for non-authorized transactions had been filed to PayPal (It wasn't me). According to PayPal Eric ** is a verified person, but there is no trace of such person in the Web, and that person failed to reply my email, when I wrote him to ask for explanations.
I filed two real claims to PayPal using their website, I changed my password and tried to send the money left to my real bank account. That last translation was cancelled by PayPal, and my account was frozen due to unusual movements (my own movements!). The reply by email of PayPal, received on Monday 09/31/2015 was that there was no unusual activity and that the translation was authorized by me. On the phone, I was informed that they had a registry of 19 activities in PayPal done by my own IP. I insist I did not authorized the payments, and I ignore why the used IP is mine. I want my money back, and apologize by PayPal and I would suggest an investigation to this mysterious Eric **, who received a donation and a payment on my behalf.

I had my Hulu set up to automatically deduct from my bank account via PayPal. This month I had insufficient funds in my bank account to do so, so I got online and cancelled PayPal's authorization to pay Hulu to avoid being billed. PayPal then went ahead and billed my bank for it which incurred a $36 fee for NSF. I called PayPal to tell them what happened because I again saw another pending charge to my bank which would result in another $36 fee. The lady told me she would email me a letter I could forward to my bank asking them to forgive the fees. The letter was some generic letter putting me at blame saying I "unintentionally used my bank account instead of my credit card to fund an instant PayPal payment" which was definitely not the case, however, grasping at straws I went ahead and sent it over to my bank.
Basically my bank told me PayPal was full of it but that they would refund one of the fees as a courtesy. I called PayPal and they agreed to go ahead and credit my PayPal account for $36 to transfer to my bank to take care of the other fee. About 3 days later I received another charge on my bank account resulting in another $36 fee. I called PayPal and the man told me "sorry once our system has your information it will just keep billing you. There is no way to stop it." I asked if he would at least send me a letter stating this as my bank would accept it as a merchant error this way and waive the fees. The customer service rep gave me attitude and said he would email me a letter.
After hanging up with him I checked my email, which again had a generic letter full of lies. At that point I had given up on getting any assistance from PayPal. My bank thankfully waived the fees after hearing about this entire nightmarish experience with PayPal. I refuse to use them again if this is seriously the way they take care of customer assistance.

For months now I have dealt with PayPal withholding 10% of every penny that comes into my account and for NO reason, they actually said "we don't have to have a reason, it's at our discretion." I had a FEW decent reps that released my funds to me because they were actually kind-hearted people, but recently every time I call I get snobby reps that literally said "I am choosing not to release your funds to you." Now how the hell does one minimum wage making person have the authority to decide the business for PayPal?
Well I am about to start a very lucrative business online and guess who is NOT going to have my account? Yep Paypal is not going to see one penny! Thanks to their reps Dave and Carla - rude people. Oh and guess what else, they also have lied to me on numerous occasions about their turn times for things, the release of my funds, etc. It's like each person makes up their own rules... It's crazy! So if you can, avoid them, use Intuit, or some other method of payment. Now I see why Amazon no longer uses them.

Incredibly disappointed and appalled with Paypal's systemic flaws, bureaucracy and hypocrisy. Paypal doesn't let you change countries on your account, so when I moved abroad to the UK for two years I needed to open a second account. Now that I am back in Canada, I wished to transfer my money back to my Canadian account - good luck. First of all, Paypal limited my account for 'unusual activity' - apparently logging into my UK account from Canada was flagged as unusual activity. This alone took 30 minutes and three representatives to clear up. After that was sorted, when I went to transfer the money I was asked to verify my account first. To do this, the only method was to receive a text message, and the only phone number available was my UK cell number. As I am back in Canada, I no longer have access to that phone and the number no longer exists. This is where things went from frustrating to incomprehensible.
After I was incorrectly transferred twice, I was told by a Paypal representative the best way to get my money was to 'find someone I trust' in the UK to transfer my money to, who could then proceed to send it to me. I was flabbergasted that a site that prides itself on security was recommending that the best way for me to send my money - to myself - was to find a third party in a foreign country to send it to and just cross my fingers, hoping they don't decide to screw me over and keep the money for themselves. I asked the representative to override the verification - after all, they were speaking to me on the phone and I had already verified who I was. They said this was not possible, as there was no way to override the security checks. I asked to speak to a manager.
After another five minutes on hold, I spoke to a manager who told me that there was likely nothing I could do for at least 24 hours, at which point there were a couple other options I could 'try', but she wasn't sure if they would work. Really? You work for Paypal, have managed to obtain the position of manager, and you don't know the system well enough to tell me what will and won't work? She also couldn't guarantee that logging back into my UK account from Canada wouldn't flag the system and limit my account again. I don't know how, or even if, I will be able to access my own funds - from an account that was only created because of the original Paypal flaw of not allowing someone to change countries on their account. People move, Paypal - you need to be more accommodating.
Furthermore, every time I was transferred or put on hold, the next person I spoke to needed to re-verify all of my information, resulting in an incredibly tedious process of reading out my name, email, account information and security checks each time I spoke to someone new. The fact that two phone calls speaking to seven different representatives was unable to resolve a query so simple as transferring funds from one of my Paypal accounts to the other has left me frustrated and cost me the better part of my morning. I have never written a negative online review before, but the service I received this morning incensed me into doing so, so others can think twice before trusting their funds with this bloated and unreliable system. I will be closing my account immediately after this is resolved, and recommend others either try using a competitor or rely on an old-fashioned money order instead. Goodbye, Paypal - you have failed me for the last time.

I purchased a guitar from guitar world. It was canceled somehow, my money was still on hold so instead of canceling the transaction PayPal took it upon themselves to charge my debit card and not use the funds in my PayPal, no notification that my order was previously cancelled, no authorization request to directly charge my card, no communication whatsoever. When calling to clear this situation up I was told that I was wrong and they were indeed justified in charging my card; the agent insisted her explanation made sense even though her math was a absolute hogwash.
I asked to speak to a supervisor, fast forward 30 minutes and I'm still on hold, then out of nowhere I get hung up on! You've got to be kidding. I call back, Jasmine answers and I explain to her what happened. She asks me to hold and sits for a solid 10 minutes trying to figure out what happened; I asked to speak to a supervisor, again. I was hung up on after being placed on hold for an extended period for the second time. I call back a third time, this worker acknowledges that PayPal fudged up and attempted to charge me twice; this led to my bank being charged. After having her repeat that she acknowledges that this is PayPal's mistake I ask her to speak to another supervisor.
Margret ** answered as the supervisor in charge. After explaining to her that it's outrageous that PayPal charged me with no authorization or notification she simply said, "I will need to further investigate the account." Okay, then what? Paypal has literally caused me financial burden by doing this. I cannot make my bills on time and I am outraged. I have never been one to complain but this is absolutely ridiculous. Not only will I be canceling my Paypal account but I will be posting this comment to my personal website and other pages across the internet. This is NOT okay and Paypal definitely needs to step their game up in regards to how they treat their customers.

I am an honest hardworking small scale mainly online seller, selling my fine and custom handmade jewelry on both eBay and Etsy for over 8 years now with a perfect feedback rating on both sites and many happy returning customers. As an online seller, and especially an eBay seller, I have to accept and be a member of Paypal. If I am not in good standing with Paypal, eBay will immediately shut down my shop (as they already have once). In April of 2015, after being a customer in good standing for over 8 years, I was informed that my account was under 'review' for an undisclosed period of time and after about 3 weeks of no active account and with no prior warning whatsoever, I was informed via email that I was considered a 'high risk' and that starting immediately Paypal would hold 25% of all of my funds for a period of 4 months (yes that is correct, I said four… four months).
I had made no changes in my business and always had the same credit rating, so this came as a shock. Paypal from what I understand, is a money transmitter, and not a bank, and as such I'm not sure how they are getting away with holding their customer's money against their will, but I have requested this hold be removed by email and by phone numerous times with no luck. They now hold about $3000 of mine and soon, I will lose my business and possibly my home because I don't have full access to my funds, a business I have dedicated my life to. My credit score has plummeted as well because I'm having a hard time paying my bills. Can someone please help me and other out there like myself who are having the same problem? This practice has got to be illegal, and if it's not it should be!

Very disappointed with the service that Paypal offers a company credit card processing, resulting in the loss of many customers who do not complete the payment goes to another internet store. I want to mention about technical support, which sometimes are not able fast solve the technical problems. I purchased something on January. In the monthly statements PayPal always says the minimum value due is $0. I have tried several times to pay the full amount through their webpage in the past 6 months and kept a eye on late payment. PayPal just misled me not to do that and lied that I did not have to pay anything. Then 6 months passed and PayPal suddenly requested an interest in the new statement. I called in and the service lady and her supervisor emphasized that they have policies and I should ask or read about it. They were sorry for how I feel. Yes they have expertise in lying and cheating and using thousands of lines of policies to fool me. It is not about my feeling. It is about the fact this company is stealing money from me, whatever your employees agree with it or not. I will never use this piece of ** anymore, no never. How big giant a liar you are.

My experience with PayPal has been the worst experience I have EVER had with ANY financial institution in my 58 years on the planet! I was locked out of my account and asked to verify my account several times in the same day. I escalated the issue with two different supervisors as well as the IT Dept. and at the end of the day, I STILL cannot access my account to complete some very important transactions. To add insult to injury, I was told by one of the supervisors that I might want to take my business to another company outside PayPal because "they had exhausted all options for resolving the issue and that their computer security system could not be overridden by humans." I would rather go to the local check-cashing place and buy money orders than to deal with this Incompetent, NON-CUSTOMER-FRIENDLY company. THE END (of my dealing with these people)!!!

PayPal will not help me with a refund. I didn't receive my item and they won't refund me my money. I purchased an item on eBay and never received the item. I spoke with Paypal customer service dept. to see if they could message the seller about shipping me the item. The foreign customer service rep. clearly didn't understand my concern and opened a claim without me asking. I then spoke to Ebay about the issue and they attempted to help but couldn't because of the open claim on Paypal. Ebay asked me to close the claim, that I never opened, so they can help me. When I contacted paypal they were more concern with protecting themselves than help the customer.
The Rep was extremely rude and put more energy into telling me that they couldn't help me if I closed the claim, than looking into the previous call, in which the previous rep opened the claim without my permission. Once the claim was closed. I contact eBay to find out that they could no longer help me because I had already opened a claim with Paypal. Now I can't get a refund or the item I purchased because of these two companies sloppy customer service dept. I never asked Paypal to open the claim. And now that I've followed eBay's advice, I won't be receiving the item or my money back.

A couple weeks ago I tried to make a payment to PayPal. I was told my bank account was not linked to PayPal. So after making a couple purchases last week and assuming I was having PayPal credit pick up tab, as it had been doing since 1999, today I receive an email from them stating I paid with pay after purchase?? Not only that the buyers were going to pull money from my bank account that they had stated wasn't linked to PayPal??? I am livid. Words can't describe the frustration I feel.
I never want them to have access to my bank account for situations just like this. I also never even heard of pay after delivery or would I ever set something like this up as it sounds like an awful idea to me being a seller. I honestly feel like I have been robbed and when I went to them to cancel out the sale I was told no and then they had the nerve to tell me I set up my account like that and then the rep laughed. How's that for customer service to a person who has been using them for almost twenty years?

I have made several attempt to withdraw my money. They keep me hanging in their site, PayPal.com, trying to get me to not transfer my money to my bank. It has been almost 3 weeks since I requested it. Still is not showing up in my bank. I need my...money!

I rented an apartment in NY through vacation home rental for two weeks. I paid 4546 usd through PayPal. Upon arrival at the apartment, the place was so dirty, we notified the management company. The next day, we found cockroaches in the cupboards and we moved out of the location as we had children with us. We moved out in a hotel.
We contacted the seller and explained. They agreed to move us to a new location. I called PayPal and explained that payment should not be made to the seller. The seller proposed that US to move to a new location and gave us a top up amount to pay again through PayPal. I called PayPal and they adamantly told me that I should not pay for the top up that my funds were going to be reimbursed and that I should sign a new full agreement. I was assured that this was a clear case and that I would received a refund.
A couple of days after, PayPal write saying that they were not able to help me because it was not a case of false advertisement. I told them I wanted to appeal because cockroaches are a health hazard and I only stayed 2 days in the location. Why should I pay for the whole stay? They agreed and told me that the seller had some undue influence and that they will remedy to my case and refund me the money. To my total surprise, I received another dismissal of my case with the seller received the total amount of money. I am flabbergasted by PayPal behavior as they were the first buffer to protect me.

As a small business owner, I opened a business account with PayPal in May 2015 to replace the personal account that was originally linked to our eBay account. Both the business account and the personal account are also linked to the same bank account. On June 21, PayPal put a limitation to the business account which will hold the funds in the account (>$10,000) until Dec 21, 2015. The reason initially given by PayPal was to prevent chargebacks. However, as we explained to PayPal tens of times both by phone and email, our eBay account had 0% chargeback rate and 100% positive feedback. We provided tracking information for all the transactions and even submitted invoices per their request.
But that is just the start of the nightmare. PayPal started to request all kinds of confidential personal and financial information, including copy of Social Security Card, full credit card account number and copy of driver's license. They also believe they are banks and said banks will request these document. But the fact is: 1) they are not a bank and 2) banks do not ask your Social Security Card after you've opened an account. The most annoying thing is PayPal said they can request customers to upload these confidential document ANYTIME, because it is on PayPal's user agreement. Well, it is time to say BYE to PayPal!

On Aug 16, PayPal put a limitation on my account and claimed that "It's been a little while since you used your account. So, we just want to make sure that you authorized some recent transactions." That is just a lie! The fact is I used the account several times in August and even used the account once to receive money from friends two day before they limited my account. When I contacted them for details about the limitation they have no idea which transaction they would like to investigate.
Eventually I contacted their executive office on Sept 14th and requested them to lift the restriction in my account, but three weeks passed and I did not get any response. There is even no timeline when the fund will be available. I cannot believe this company has no idea what they have done at all. After getting my money back I will never use this company's service again. In the meantime I will file complaints to BBB, State Attorney General's offices and Federal Reserve. Just cannot believe a company like PayPal can hold consumer's money without any regulation.

I have been with PayPal since the company was founded and was one of the first customers on in the 90's. I always pay my bill on time and have never had a single issue with them in 15 years or so. However; today this changed because I use auto bill pay and I somehow I mixed up my payment date so instead of paying it last pay it was scheduled for this pay, making it a week late. I think I clicked the wrong pay week on the little schedule icon. Well that sucked and I don't do stuff like that and PayPal charged me $35 for being late, which I accept since it was my error.
The issue started when today the Paypal collection department called me to collect the debt -- really [?!?!] after being 7 days late on an account with a 15 years good payment history, you call to collect from me because of one 7 day late payment? Not only did this really make me angry, my payment was actually already on the way having been sent out the day before by my online bill pay. So the call was pointless. The guy was rude and I told him it was ridiculous to call and harass a very good long time customer for being a week late, especially when I had a fantastic payment history with them. When I said to look at my history he said they don't do that -- what?!? What company doesn't look at a customer's payment profile before calling them to harass them about a single late payment -- only a week late too which is nothing!!?? I told him never to call my number again, ever and hung up.
Well I was still mad after 30 minutes and called back and found out he closed my account without even asking me or getting my permission?!? They closed the account of a customer they have had that had been a fantastic customer for over a decade because they paid a single bill a week late due to an auto bill pay mistake?!?! It's almost funny they did this. So I am paying off my entire balance next week and NEVER USING PAYPAL AGAIN EVER. At this rate they will be out of business in a year.

PayPal denied several attempted purchases and did not attempt to contact me. I found out on my own when I noticed a purchase they approved that I had not made. It was a purchase that was made at a restaurant in San Francisco at the same time that I was buying gas in Colorado--it did not raise a flag at PayPal nor was I contacted!! My Business Debit card was immediately closed, weeks later, I still await my new card, after several phone calls to PayPal and excuses. Very differently run company than the professional Navy Federal!!

If there was a way to not give a star at all I would! I've always had a problem with Paypal, so every time I am online shopping and Paypal is an option I opt out of it and choose to pay as a guest and just give my cc number. Well this time Paypal somehow was able to control guest purchases! After 10 attempts and 5 different cards I kept receiving the same message. "Paypal can't take your payment, try a different card." The necessity I had to buy this item is the only reason I kept trying.
After wasting an hour of my time, almost making me late for work, I give up. After I get off (luckily my items were not sold out yet) I attempt to call customer service. Big ** mistake! Not only was I on hold for 30 minutes, by the time I spoke to the lady after speaking to a robot for 10 minutes, all she told me was that their security is not letting me purchase as a guest because my purchase was $300, and that the only solution was to get a Paypal account!
At this point I couldn't help myself but scream in frustration and end the call. So now I have my 3rd Paypal account just so I could purchase an item that I guess Paypal deems too expensive to buy as a guest. My bank security is good enough. I don't need Paypal's ** security to tell me what I will and will not purchase at my leisure. Thanks to Paypal I wasted hours of my life in anger that I will never get back! ** Paypal. I can't wait to read about the demise of PayPal!

A seller accepted only Paypal payment. Five weeks after the operation my Credit Card was used twice on Paypal for unauthorized payments. I had to spent hours on the telephone, find their e-mail address (not readily available) and wait two weeks to get my money back.

Took 2 weeks to transfer funds from my wife's account to mine. They held onto the money as long as possible and lied saying that they needed to verify. Once I escalated they were magically able to fix the problem.

They now offer buyer protection on intangible services that allows fraudulent charge backs. Anyone who buys a service can file a dispute and say it was a product not received. Since there's no tracking number because it was a service, PayPal sides with the buyer. And there's no way to appeal without a tracking number. Total idiots! I'm closing my account & filing complaints everywhere possible.

I had read stories of this while in media... but little did I know that I too was victim of it. Evidently when buying Christmas gifts online, I hit "some button" and PayPal magically signed me up for credit??? Insane! I went on thinking it was paid for as I have done for years through this company. Granted I would receive the occasional "PayPal Credit" envelope (assuming it's ANOTHER credit application... they are trashed.) I don't want credit. Then I find out through a phone call that I was signed up for credit with PayPal on a 35 dollar Christmas gift? How did I do that? What is the process? Wouldn't I have know? & what did you need from me to do this??? Their answer, "We already had your information." UNACCEPTABLE. The PayPal phone-op hung up on me when I mentioned seeing the scam stories (Nice).
A debt collector with RGS (whom they use I assume) FINALLY admitted that I was not the only one this happened to. They said I could not dispute the credit and pay (what I THOUGHT they had already taken, when I paid with PayPal.) I had to pay all the interest and fees. After saying that was unacceptable they offered a settlement... why would I settle when I was duped? My refusal, then prompted her to tell me there WAS a process to fix it... it took 3 calls to get that answer.
I now await PayPal's approval (which given the number of people affected, I assume will go through) But... how many will fight this and how many are they just extorting interests and fees from? Shame on you PayPal, I thought we were good business friends, but NEVER again! While they assure me it will not be on my credit, how do I trust that? Oh, and if you receive envelopes from PayPal credit and start to toss them, as junk mail and credit you don't want... DON'T. You may have been tricked too.

I was attempting to link my Bill Me Later account to Paypal so that I could use the account. First call, one hour on the phone to be hung up on because they closed. The operator did not say anything, just put me on hold and hung up. The next day I was on the phone with four individuals that were unsuccessful in getting my account linked. All information was verified more than 15 times and so many attempts were made to link the account that was ridiculous. After all they were not successful and told me it could take up to a week to link the account.
Paypal has little consideration for its customers' time or about providing an efficient service. The customer service personnel were not rude however the company is arrogant to think that treating customers poorly by not providing superior technical support is going to keep customer. I do not plan to stay with Paypal. They gave me $15 for the inconvenience. The token was kind, but it was only a token for the sheer foolishness they had me endure to end with no results. On a scale of 1-10 I give Paypal a 0. They wasted my time. If you are thinking of signing up, don't do it.

I have no idea how you guys are still in business!!! Horrible customer service and policies. Just to get my own money I had to call like 20 times in one day, I was hung up on and when I asked to speak to a manager the guy told me to call back because he didn't want to transfer me. Can't transfer to another PayPal account. Can't transfer to my paypal card. Can't get a check or transfer to my bank account. Really crazy how many hoops I have to jump to get my money. It's been two weeks now and still no money! Beyond angry with this company!

I have a South African PayPal account and it has my money. But I'm in Turkey. I was advised to get a Paypal Nakit (cash) card link it to my account and I should be able to have access to my money. Unsuccessful. Able to link the master card but not able to access the funds. Then advised by Turkish paypal to open a Turkish paypal and transfer the money from my south African paypal to my Turkish paypal. Unsuccessful. I send a query to SA paypal. They say try after 12 it would work. As a test run I send money from my South African Paypal to a friend's UK paypal. Success but then she tried to send it back to my Turkish paypal. Unsuccessful.
I phone Turkish paypal as I'm now convinced there is a problem with the Turkish account as it's totally not able to receive money from South Africa or Uk. And of course they blame my south African account and insist there is nothing they can do. I need to talk to South African paypal. According to Turkish paypal you can only send money with paypal from turkey to turkey. But you can still receive internationally.
Are we in the dark ages?! Why is there no collaboration within paypal. Isn't it obvious that in today's global village we should be able to receive and send money internationally. Isn't the point of paypal easy convenience? What makes all this so frustrating the money I'm trying to access is only 230 usd! I'm waiting for South Africa paypal to reply to me, Turkish paypal insist they can't do anything. Although I very much doubt that the problem is actually with my South African account. Who regulates paypal, who cares at all at the service they provide. I do get the impression that their internal systems are just outdated and not practical.

It's been over a year that PayPal limits our PayPal account by accusing us of selling inspired items. We had been calling them to solve this issue but not getting any effective help. If they do not allow to use our PayPal account, then they have no reason to retain our confidential financial information including bank information and credit card info in their system. There are many accounts selling knockoffs and easily to be found. But there may be different rules applied on different accounts by PayPal. Not sure. We just want to learn being account holder, we would have the right to ask PayPal to remove the confidential bank information from the system if we were no longer able to use the account. We would like to share the experience with most of small business.

Transaction made and cancelled on the same day within 20 minutes. Money gets withdrawn from my account immediately, yet when it comes to refund, it's been 6 days and it will take another 3 to receive the money as "Paypal balance". To then transfer those funds back into my bank account takes another 7 business days. So the refund made on October 1st will really be back in my account on the 19th - the earliest!! Isn't this ridiculous??? Speed of light I say.... Not happy with Paypal, not happy that Canadian transactions go through the U.S. and just not happy overall with this speed of things.

I listed a pair of gently used Nike shoes for sale for $185. I received bid and accepted from Ace Smith who indicated he wanted shoes shipped overnight and he would include $30 for shipping fees. He was to complete transaction by sending money through PayPal. I received an e-mail indicating funds had been sent with a receipt number. We shipped the shoes through the post office and actually paid $37.70 to ship them to him. (Shipping fees were more than he allotted for in transaction). Shoes were shipped and buyer received item on July 10th.
Today is August 6th and I still have yet to receive the actual funds into my PayPal account. I have been billed a sellers fee from PayPal but I am out my shoes and the cost to ship the item. My mom contacted PayPal and was told I could file a complaint but was advised they needed to speak with me (I'm only 15). However, when I called PayPal to confirm the shady deal on the transaction, I was talked down to and advised I should not have shipped until the money was in my account. I had e-mail confirmation that they had money in my account and he had paid. So I shipped the item holding up my end of the sales deal.
I have contacted Mr. ** a couple times through PayPal, sending him reminders for my payment with no response back. Shoes were shipped to Homewood, IL and I live in Tennessee. Do I need to chalk this up to a lesson learned and loss of an expensive pair of shoes? I really needed this money for back to school merchandise.

After having used PayPal for years with no problem, and having a cashed up credit cards that has no problems, PayPal are now insisting on having further bank account details. There is pressure to use their banking system, although when I speak to representatives on the phone, they claim this is not the case. I do not wish to set up an account with PayPal and should have a choice about that. It is fair enough to ask for verification, however, I have already provided two email addresses and have a long five-star history of past transactions.
Trying to resolve this problem has wasted a lot of phone and email time with PayPal (who just send proforma letters) and I don't understand why there is this sudden problem, nor can PayPal give me help resolve the problem (they don't even seem interested to help). Guess I will save money in future by just not shopping on eBay - as many sellers want to use PayPal instead of internet direct debit or credit card.

I called in about my dispute because I never get my package. Even the post office scanned that it got delivered front door. Long story short I was just trying to explain to them that I never got the package and I thought that if the item is more than $250 the seller supposed to ship it with signature confirmation so no one could stole my $300 pair of shoes. The guy name Gary or Gerri (some sort of supervisor) of PayPal kept "jump to my mouth" and say "No, no no. Nothing we could help you" and yell at me like I was so annoying and that I need to shut up.
I was angry and want to close the account because he was so rude then he answer me "Ok, on the left corner of PayPal website, click this click that then you are done." Then he "Ok, bye." I mean, seriously? That is how you treat your customer? So Rude!! "Over rude" I would say. Very uneducated person like that could be a customer services supervisor no wonder why they all treat their customer like junk. I am very disappointed right now and just hoping one day, there is another company could compete PayPal. I would definitely be their customer. For now, I am closing my PayPal Account! Thanks to Gary/Gerri (with the exaggerate British accent).

PayPal not safe. They working with the scammers!! I sold an item, Macbook for $1600 - it was paid for, it was collected. I have nothing to do with the buyer and his account. Buyer said it was authorize transaction. Buyer keeps the item and gets his refund. If someone used their credit card to buy an item, the fault lies not with the seller of the item but with the credit card company and PayPal on their security features. But I'm the one that take the loss of $1600. Nobody should do business with PayPal. They are a ripoff!!!

I have tried to cancel my account THREE times with this company talking directly to people there. They have not done so and continue to charge my account. Finally I was told that there is "glitch" and that is why they can't close it. Meanwhile I am being charged multiple times. No one has contacted me to inform me of the "glitch" in their system. DO NOT USE THEM!

I created a transfer via PayPal that needed to be canceled, so I did. This was on a Friday. Monday they took the money out of my account, $1000, which put me into overdraft and froze my checking account. When that finally cleared the air they sent me an email saying that they didn't get the money and to please deposit it so they can completed the transaction, keep in mind I canceled it 5 days prior. Today, 10 days after I canceled the transaction they tried to withdrawal the funds again. Each and every time I call and speak to someone they apologize, say they understand and try and blow smoke up my butt. They refuse to refund the overdraft and stop payment fees from the bank. They refuse to contact the bank and cancel the transaction, but they will apologize over and over.

Over 2 years ago, I attempted to buy an item. My account had been one of the hacked accounts so the transaction was voided out. I opened a new account and the same transaction showed up but as voided. However, I started to receive statements to pay the balance off. I made several calls into customer service and finally did a conference call with the business owner that I had attempted to buy the item but the transaction was cancelled and the paypal manager was on the call. He finally believed me but then I had to process the reversal of money. He called it and said $200 could not be removed and he said he would do it later. It was never done and now I am in collections. I made several calls into Paypal expressing my frustration and even cried out of sheer exhaustion because they would not remove the charge but they ALL agreed the transaction was voided. Please help me get this fixed and removed off of my credit.

As a small business owner, we used PayPal when working with another company. We would receive payment and keep our entitled portion then send the rest off to the company with order info etc. I unfortunately sent it as a "gift". I called PayPal and told them this. No help. Long story short the company we were working as a dealer for decided to screw us over (lawsuit in motion) and called all our customers to have them hit us up for the full amount and they kept their portion still. I called PayPal as well as uploaded police reports, all the proof with correct ID numbers with PayPal, BBB complaints, a cease and desist as well as other correspondence from my lawyer, proof of attempted contact made with this company to refund us money or send product with no reply as well as copies of threatening comments to us and the complaint I made with Ic3 which I might add, PayPal suggested I do.
I then get my account limited and told that because I filed too many complaints/refunds against this company in attempt to receive my customer’s money back that PayPal will no longer do business with me!! They also allowed everyone’s refunds to go through even though I had clearly stated that at this time I can't move forward because legal matters and I asked for help on how to proceed in that specific situation.
The other company in response to my refund attempts added fake shipping numbers and when brought to PayPal’s attention I was confronted with attitude and a redundant answer that I filed too many reports and that I was in the wrong. I'm confused as to how PayPal can get away with all of this even though I have provided more than enough proof!! I did everything the right and legal way. I don't understand how they can say this company clearly committing fraud is correct and I am wrong. Someone needs to pursue a lawsuit against them (PayPal). Horrible company.

My account was restricted without telling me why. When I called, people were nice on the phone but they would not do anything and it appeared that they were all totally useless. PayPal controls the world and make decisions for you. I eventually understood after 10 days (and clients waiting to pay..) that the problem was one of my activity: salsa course in Cuba. If I want to have my PayPal account back, I must stop offering salsa workshop in Cuba. As I won't let any racist and stupid company decide for me, I decided to close my account. But as they are useless, nothing happens. They have my money, the account is inactive and I cannot have my money back. They say that they will send an email to give me the procedure but surprisingly, I do not receive any emails from them.

Had approximately $1,400 credit line, wished to purchase $925 computer, but Paypal took money out of my checking account to pay Newegg, seller. Told my two employees that credit card portion of their program went down so they drew funds out of my checking account. When I talked to Nick, the manager, he indicated there was a security problem with the transaction, but refused to indicate what. Computer is in route via FEDEX and will be here 3pm Monday, August 3. Nick said only request I had was to refuse computer and ask Newegg for a refund which would take 2-3 weeks. Nick hung up on me when I asked to have method of payment, my checking account removed, he said would take 3-4 days for transaction to clear.. I told Nick that $925.11 was already deducted from my checking account.

I purchased a hard drive which was supposed to have a cd/dvd drive installed. It didn't. I emailed the seller and he said to let him know the weight and he'd send a label. I also put a dispute in with Paypal. The seller said since I put a dispute in with Paypal, let Paypal give me a refund. Paypal told me to send it back for a refund but I was responsible for the shipping. It was a good thing I paid through a credit card through Paypal to report this. When an item is missing parts, Paypal had no right to tell me I was responsible for shipping it back.

I cannot remember the last time I dealt with a company that called so many times for a late payment. And $65 minimum on an account that has an $800 balance? OUTRAGEOUS. Won't even get started on the late fees. After I pay this off, NEVER AGAIN! Disgusting.

I was trying to cancel my account Paypal Payment Pro. Representative was not helpful and giving me the worst attitude. When I asked for her last name initial She said she can't tell me. Her first name is Crystal btw. She said I will get a confirmation email of canceling the account and never did. Maybe this is how they treat their customer who used their service and paid them lots of money!

PayPal has restricted my account and my wife's account even though I did tell them that I'd be happy to comply with their requests and conditions. They asked me not to sell certain products on eBay and I said that is fine with me and I will only use my PayPal account for purchases no more and won't use it for selling any longer, yet they insisted on limiting both accounts and saying that they don't want me to use their services. Given that they are a monopoly and the majority of eBay sellers use PayPal as their preferred payment method we find ourselves stuck with having to use their services.

I sold an item on eBay for $520. I did exactly what I was required to do by PayPal, I shipped it with signature tracking. What the buyer did was intentionally give me a bad address so it would be returned to me but then he did a package intersection with the post office and got the item. He went as far as to admit to me AND to PayPal he has the item. PayPal refunded him because the package wasn't scan properly even though he admitted he had it. My question is how is this fair or, more importantly, LEGAL? I'm out 520$ and PayPal could care less. So I had no other option but to stop selling on eBay because Paypal is the only way to get paid. BBB complaint and police report filed, although it will prob fall on deaf ears.

I recently sold a Vintage 1921 Martin Sax on eBay. The purchaser paid via PayPal within 12 hours after the end of the auction. I shipped the item and he received the sax within 2 days, and left positive feedback on my eBay profile about the transaction. However PayPal has decided to withhold the payment and not release the funds to me for up to 21 days. This is completely unacceptable and is most likely against the law. The federal government ruled that it was illegal for banks to do a very similar thing to their customers so why is PayPal allowed to get away with keeping MY $300.00 from me???

Back in 2006, I sold a brand new PS3 on Ebay for $50 less than the retail price. I had an option to click "Buy it Now" for $500, and you'd receive a free game. The buyer won the auction for the PS3, for $450 and so I mailed him the console, cords, and controller. The game stayed. Eventually, he contacted PayPal and told them that I had not offered them my end of the bargain. PayPal withheld my funds. When I linked both him and PayPal my link I showed that the game did not come with the console because he did not "Buy it Now."
According to Ebay terms at the time, anything in the description box is fair. Plus, the offer itself was fair. $500 for a brand new console and a $60 game, free. Instead, the guy won it for $450 in an auction, not the Buy It Now price. Eventually PayPal decided to refund the money, and let the guy keep the PS3. I did not find out until weeks later because I had lost Internet connectivity and did not reconnect until weeks later. When I signed in I thought all had been resolved by giving them my description link. Apparently, that wasn't good enough. The guy got his money back and kept the PS3. To this day, Ebay and PayPal are on my "** List." Do not go there, ever. I'm surprised they're still around, tbh.

They are of no help whatsoever. Amex said had I made the payment directly through them they could have cancelled a payment. But because it was done through PayPal they would need to hear from PayPal to do so. PayPal lied and told me the payment had already gone through. Amex told me it hadn't. They will not help a customer cancel a payment even within one hour of the order. Perhaps it is because they would lose the few dollars they make from each transaction. Not willing to make a customer happy. I now have to wait 3-7 days and hope the company in China will give me the money back even though they have not received it yet.

I listed a valuable painting on ebay and it was purchased. The buyer sent Paypal the funds and I was required to send the painting. I insured the painting and sent it. The buyer received the painting and notified Paypal that it was a good transaction. Paypal won't send me the money, it's one excuse after another. I was told by Paypal they transferred the money. I contacted my bank and was told they, Paypal, had sent a trial transfer of .25 cents to make sure they could send the money. I had outstanding checks that will now bounce because of this fraudulent company. I will never do any business with these thieves again. Now I'm getting an attorney.

PAYPAL needs a "CLASS ACTION" law suit! I pray that an attorney picks this ** up because Paypal is notorious for holding people's funds on the basis of fraud protection even when there is no indication of any such fraud/crime. Tracking numbers clearly show delivery of an item, and transactions records clearly show delivery of payment to Seller without any bank holds or whatnot. Why then does Paypal hold the funds in their greedy hands for 21 days before releasing (if you are lucky for the release).
In my case, they held over $500 in my Paypal account for the 21 days only to RESTRICT PERMANENTLY my account after that waiting period. The money I earned by selling MY STUFF on EBAY is now held in their hijacking arms for 180 days. Once 180 days goes by, and no fraud/chargebacks are filed, how will I get my money exactly? By then, I will have forgotten about it (that's good for Paypal!), or most likely will have no way to get it out of their system and into my bank because they have blocks those options and deactivated my Paypal debit card. So, I basically GAVE MY STUFF AWAY for FREE not knowing that Paypal was the thief middle man in the transaction. Even though the items were shipped, tracked, accepted, positive feedback, etc. it does not matter, I'm screwed out of the money for my items.
I am not the only one with this situation - PAYPAL NEEDS TO BE SUED IN A CLASS ACTION ASAP! THEY OPERATE UNDER CRAZY RULES THAT I AM SURE ARE ILLEGAL IN MANY WAYS. If any attorneys are reading this, PLEASE FILE CLASS ACTION AGAINST THEM AND SIGN US ALL UP! I would of rather given my stuff to charity than gone thru what I have gone thru via eBay/Paypal at this point. Either way I get no money out of deal, but at least a charity donation would make me feel good at the end of the day.

I'm a small business owner that provide hair service. We used PayPal for our transactions after hair service. PayPal went to our account and withhold $140 without giving us any notice. When I called PayPal they said someone opened a dispute for a service done three months ago and so they would hold on to the money for 90 days or until the problem is resolved. PayPal can go into your account and hold your money even when your clients provided signature for services and they don't guarantee that it won't happen again in the future. The merchant services that attached to your bank is better as long as your business can be verified.

After inquiring about four unusual transactions showing up on my bank statement, listed as PayPal Debit Transfer, I was transferred to the fraud department. Without confirming which transactions I was talking about they reversed all my transactions within the last two months. I immediately pointed out their mistake and the gentleman helping me said he would fix it.
Three days later there was still no correction of the reversals so I called once more and was informed the individual would reach out to me within 24-48 hours. Fast-forward four days after that, I call a third time after not hearing anything from PayPal. This time I'm informed they can do nothing about the reversals and I should contact the companies directly. It took a week for me to hear this and they me nothing to help fix their mistake. Will not be using PayPal again after this hassle.

I was ask to create custom art for a client and after receiving approval on the design, shipped it after payment was received. The client received the art and then promptly called their credit card company lodging a complaint that they did not order my art and wanted a refund of their money. I submitted proof to PayPal that the item was approved for shipment, purchased and received and even showed the client, refused to return the art to me for a full refund. PayPal said they couldn't do a thing as the client paid with their credit card and not directly through PayPal. End result, client got to keep the art and got a refund of all monies to their account. I got nothing but scammed. Thanks PayPal for ripping me off for doing the business right.

After making bunch sales adding up to 800 dollars Paypal decided without notice that they would freeze my account for 180 days. They first asked for tracking information, and made it seem like if the items got delivered that my account would go back to normal. I shipped the item and then received an email saying that my appeal for to reopen my account was denied and that I couldn't collect the money for the sales that they ask me to complete with the tracking number. I could have canceled and used other service. Now I have to wait 180 days to see the sales I made today.

Lots of us have read about the new buyer cover for intangible goods including digital content. All is not as it seems. The terms page mysteriously seems to exclude it. Yet other pages refer to it and announce it. Numerous threads refer to it. Yet as a seller it seems your cover is ZERO. I sold digital goods, as many others have. The seller they claimed they had been hacked. PayPal reversed payment. However, the content source has provided proof the code was redeemed. I forwarded this along with the original email sent to the buyer to PayPal. Their response: "We don't cover intangible goods." Something seems to be amiss. We're currently TRYING to get in writing their final decision so we can send it to the regulator/banks legal team, but as of yet they haven't complied. Short version: DON'T SELL with PayPal as a payment option unless you're happy with the same outcome. You lose.

I have had NOTHING but trouble with Paypal. I refuse to use them anymore. They constantly freeze my account, limit it or continuously ask for verification. Once they held money for 180 days and then sent it back to the person who refunded it!! They are terrible. Don't use them. How can a company have so many complaints and still be in business? Banks don't even hold your money for 180 days! They need to go.

I bought stuff in QVC and PayPal charge me using PayPal credits which l never use it. Never told me there is 2 PayPal here: #1 PayPal account - They give you 6 months no payment and interest, and l always use it and l paid off before 6 months, # 2 PayPal credit - This l never use it even once! I told them if they can help me to put in my PayPal account so l have 6 month no payment and interest and those customer service very rude and ** don't know what they're doing! So disappointment to this company!!! And careful with their bill statement. PayPal credit and PayPal account are separate according to PayPal customer service. But when you check it online PayPal credit and PayPal account are combined in one bill statement!!

About a month ago, I received a letter from PayPal stating that someone attempted to open up an account in my name. When I called to speak to someone at PayPal, they stated that someone attempted to open a second account in my name, applied for a PayPal line of credit (I already have one), and they turned it down because they could not authenticate my identity. Specifically, I have credit freezes on my bureaus which doesn't allow for an underwriter to open a new line of credit in a consumer's name. After talking to several representatives, they stated they would close the fraudulent account opened in my name and flagged the PayPal credit application as identity theft.
A few weeks later, I attempted to make a purchase on my PayPal line of credit through eBay, a purchase of about $100. They denied the purchase which confused me. A few days later, I received a letter in the mail stating they needed to authenticate my identity. So I called them, verified all the needed information, and the representative stated I would receive a letter in the mail in a few days regarding the account. During the conversation, I told him this account had nothing to do with the other account that someone had attempted to open in my name, and I was confused as to why I was being put through this process again. When I received the letter, they stated they closed the account due to fraudulent activity which is bogus. No fraudulent activity has ever occurred on this account; rather, it was only on the second account someone else attempted to open in my name.
Moreover, I believe PayPal really closed the account because I had also reported them for improper billing, specifically charging me more on eBay purchases than what was advertised. They have stated they were shipping charges, but this is incorrect and a blatant lie. I have records from eBay showing there were no shipping charges on these purchases. eBay always itemizes shipping charges when the seller charges for them.
Because it is impossible to get account resolution through PayPal's customer service, I contacted the company through Facebook's social media messaging about the ongoing problems. I told the representative, Adrian, how dissatisfied I was with PayPal and that I was considering reporting the company to the Attorney General's office, the Consumer Financial Protection Bureau, and the BBB. I also stated I would not use my PayPal account in the future, even though only the line of credit had been closed, because I was so dissatisfied with their service. Adrian's response was flippant; he advised me to go ahead and report them, an extremely poor response to a major customer service issue.
In addition, the company has recently disabled the ability to make comments on their Facebook page, whether it is a general comment or comments on one of their posts. I would assume they have done this because tons of people had lodged complaints on their page, making them look really bad or possibly setting them up for a class action lawsuit. Besides your organization, I have also reported this to the Consumer Financial Protection Bureau, the Attorney General of California, the Attorney General of Kansas, the FTC, and the BBB. If anyone who reads this post has similar problems with PayPal, I'd suggest that you also file your own reports.

Anyone who has PayPal to pay for items, as a warning, make sure if you have only one address to ship to, primarily, and you have had past address, CALL PAYPAL and delete the old address... I have looked through my PayPal account extensively at any address or updates to such and I show only one through the "customer's" side. I just called them and they're showing multiple addresses for me that I could not see through the website. They're now gone and I will never use them again as you don't have control of your own account and cannot see everything. About a year ago or longer, I deleted every address and debit card but they were still on my account. And I've used them many times for new orders and all of a sudden an order for $80 got sent to an address in Clarksville, Tennessee!!! I have not lived there for 3.5ish years. PayPal SUCKS, my mistake for going with them. Was good, with one bad, goodbye.

PayPal advertises a promotion to defer interest payments for so many months when using PayPal Credit for purchases. However, the offer is only valid if the customer selects the right path on the merchant’s site. One can either select "PayPal" or "PayPal Credit". If they choose "PayPal", the customer gets the promotion. If they chose "PayPal Credit", the promotion is denied, despite the fact that PayPal owns "PayPal Credit" and intermingles the two to the point of confusion on the PayPal website and no matter which of the two one selects on the merchants site, the purchase ends up as a credit card purchase on PayPal Credit.
I recently made a purchase on Tire Rack and on that site, there is NO explanation as to which of the two paths to take to qualify for the promotion. Unfortunately for me, in PayPal's eyes, I made the wrong choice (PayPal Credit) and PayPal did not then and still now refuses (after two phone calls) to offer me the six month deferment on my purchase, as PayPal advertises. In my opinion, there is no reason for PayPal to offer these two options other than to confuse the customer into mistakenly making the wrong choice and ending up owing interest after the first billing cycle, despite the fact that regardless of what path the customer takes (PayPal or PayPal credit) on the merchants site, the customer still has made the purchase using PayPal credit.
This is a deceptive practice that should be rectified promptly by PayPal and all interest charges collected from PayPal credit customers having fallen to this deception who otherwise should have received the promotional interest deferral should be reimbursed the resultant total interest charges collected by PayPal credit as a result.

Back in Feb/2015 I had a buyer who made several purchases from me on eBay and paid me with PayPal with an approved credit card. Now, July/2015, I found out that PayPal withdrew $193.25 USD from my account on the grounds that the buyer filed disputes with their credit card provider claiming that they did not authorize the purchases! Three of them in different times: $118.25, $75.00 and $592.45.
Well, on the last claim PayPal apparently started smelling a rat and did not take the scammer's side which would've been easy to verify as PayPal is linked to my eBay account and therefore has all the records like payments, shipping and tracking numbers... However, they claimed that they sent me an e-mail on the issue! What about sending me a letter to make sure I knew what was going on? After talking to a Customer Representative in Asia (?), I was told that the case was closed and there was not that they could do for me!

I sold item to lovely lady, provided tracking number and everything - was told by PayPal that part of eBay's procedures they do not release funds until buyer confirms receipt. Hello as a buyer why do I have to do more and what the hell are tracking numbers there for. Don't they track the parcel? To top it up they want to hooks on to my money for 21 days. After I purchased this card I tried to link this card with my Paypal account which was supposed to be linked with an address, after spending 20 hours riveted to a pc and 3 nervous breakdowns with the most hostile, unfriendly website I've ever seen in 24 years of internet. It was a living nightmare. I am a driven person, so.. I just could not let it go. I finally called their customer service. She asked for the cards number so I gave it to her.. dumb? Certainly was. Then I emailed them a written complaint. No response.
All this stuff is very beta. They are using consumers as lab RATS, so they can offer the same Debit/Credit cards as all the others have done for ages. I even went back to the Walgreens that I bought it from, with receipt dated 24 hrs previously. Manager looked at blue card in my hand, and said emphatically, "OH NO. Not THAT card. Anyone but that one. (She was Asian.) We have had too many complaints about that card." I've been in hospital since 2012 & finally, a kind woman handed me a $20.00 bill so you can just imagine how I feel about it... Read the Book of Job.

Just completed a transaction through PayPal. Problem was that the payment came from a closed bank account. Called and spoke to a supervisor named Paul. He explained that the transaction was instantaneous and completed supposedly with funds taken directly from my account. That account is NEGATIVE! How do 'funds' come from an account that doesn't have any? Where are they getting blood from a stone? That's right! They will 'pay' for items without verifying that there actually are funds to complete the transaction just so they can collect on the charge backs from insufficient funds. Nice work PayPal.
I work in customer service myself. If I can get a supervisor to cancel or reverse a non refundable 10k transaction within 24 hours, why can't you reverse a $1.12 transaction? I'm going to be charged a $50 NSF all for a measly transaction? I will never purchase anything that requires PayPal. Guess it means that I will no longer purchase items online. Again, nice and thanks PayPal for screwing over a loyal customer over pennies! Now I'm in contact with the supplier to see if they'll cancel the transaction. Wish me luck!

NEVER USE PAYPAL FOR SOFTWARE PURCHASE - NO BUYER PROTECTION. PayPal does not provide buyer protection for what they call "intangible" items or "intangible" deficiencies. PayPal used that excuse to avoid assisting me in reclaiming $80 from an online seller despite clear evidence that the product involved has serious deficiencies and there have been prior claims and evidence. PayPal simply did nothing to investigate the claim - they simply closed the case as being "intangible". Software is not intangible - it has to exist as code, it has to be measurable in operation and function, and it does or does not provide features that it claims. These are easily determined as true or false. My complaint was not about any intangible aspect of the product - it was clearly that there is a major flaw in the software and clear evidence that this flaw causes significant operational issues such that I could not and would not trust or use the product.
A software vendor can simply send you garbage and you will have no recourse through PayPal for obtaining a refund. Since PayPal is a very common payment method for foreign vendors, independent developers and many smaller software producers this becomes a huge risk for consumers. Many software products such as browser plugins, WordPress plugins and independent apps are only payable via PayPal - for good reason - once you have paid you are on your own and all the evidence in the world that the product you purchased is flawed will not convince PayPal to take any action on behalf of the buyer (as long as they are making their cut of the sales, they have no incentive to chastise sellers for selling garbage and no reason to support refunds to buyers).
Once PP has decided against you in any claim there is no opportunity for rebuttal, appeal or additional evidence to support your claims - something they do not make clear from the outset; users are lead to believe there is a process, but in fact once the seller responds you likely have no further opportunity to contribute.

I had buyer damaged my bag after used for 2 months and claim fake. Paypal don't even ask for any proof or evidence and just decided to have buyer return damaged item back. That's unfair - at least they should ask buyer to provide documentation if item is fake. Anyone can claim fake to get their money back once they don't want it or they ruined it. I'm very upset. I tried to link my bank account with my PayPal account and because I am in Mexico they weren't able to do it. I wasted 30 minutes over the phone with morons and I spent a lot of money on that phone call. The supervisor ended up telling me, "I'm sorry ma'am there is nothing I can do, I really apologize." He kept repeating that damn phrase like a damn recording machine and I'm not even a woman! He suggested that I called a friend in the states to add the accounts in a computer in the USA. He kept guessing, just like everyone else on what to do because they had no clue, a waste of time. Now my money is stuck in a PayPal account and I can't use it while I'm in Mexico. Can't believe that because I am in Mexico I can't link my accounts to retrieve my money. A damn joke! A bunch of incompetent morons.

PayPal has acted unethically in putting a limitation on my PayPal account, which does not allow me to close it. I have had a PayPal account for about the past 8 years. In May on 2015, WITHOUT WARNING, PayPal put a limitation on my account based on what they deemed excessive chargebacks. Nowhere in their User Agreement does it indicate a number or a percent that would be considered excessive. AT NO TIME DID PAYPAL EVER INDICATE MY ACCOUNT WAS NEARING ANY LIMITATION. The FEW chargebacks I filed were on eBay purchases never received. I am attempting to close my PayPal account, but they are not allowing me. They state that no accounts can be closed if they are in limitation status. When asking them what are the steps to remove limitations, they told me there were none because they placed my account on permanent limitation.

I sold a violin on eBay. As we all know this is "preferred" payment method. PayPal immediately took their portion. I tried to figure what % it is and from what amount. Price of the instrument + shipping or just an instrument. I know that eBay charge is 10% from total: item + shipping. To ship an instrument is rather complicated, especially antique instrument. Takes special packaging, special boxes , and, most of the time, you end up paying more than you charge. That's rip.
PayPal appears charge additional 1% (I ended up calling them) if the Buyer is abroad. Not that they do not disclose charges (go try to find it online) but they are first ones to charge and get paid before you got your money, but the "disco" begins that eBay charges you 10% from the amount you never received. Double charges. Of course, don't use if you don't like but they simply push to use PayPal that really irrelevant and just another leech. For example Amazon accepts and takes cards and you get your moneys transferred directly to your account. Anyone miss PayPal ever anywhere? It's just a monopoly and should be regulated.

Used Paypal to ship a high-value item ($1300) overseas. Buyer didn't want insurance. Item was damaged by US customs or by the purchaser and demanded a full refund. The item was shipped in a protective hard plastic case, which was placed in another box with sturdy protection. So the outer box and plastic container were not damaged yet the item had a hole in it. Impossible for it to happen whilst in transit. Buyer given a full refund and I am left with a useless part. Thanks Paypal - I am off to write negative reviews on every site possible.

I purchased a custom-made suit through PayPal. I was told that I was informed that my purchase was as protected by paying directly through my account as if I purchased it through my credit card. After years of using this service I had to change my bank info. When it came time to make a payment from my new bank I added the updated account info. and arranged payment - it was rejected (fees charged). I checked the info. and re-entered with the new payment amount. This was also dishonored (more fees). Looking into this further found the old account was still being used... After 3 more attempts the payment went through. Please note the new bank was on the phone with PayPal to make sure they had the correct account info (same as the first try).
Now called "PayPal" at 866-571-3012. Went through the automated system and has disconnected and hung up 4 times in one day to check on the account standing. The sixth try (after 1 hour on the phone) I was informed the account was closed due to the dishonored payments and this is going to be reported to the credit reporting agencies. So now I take a credit score hit for Synchrony Bank not correcting the info as requested... This is not right. DO NOT USE THE SMART CONNECT... Pay them off and dump them or don't even start with this "Bank".

On June 17 2015 I ordered parts from RockAuto.com and used PayPal as method of payment. On June 19 PayPal tried to withdraw money from my account. The parts I ordered from RockAuto was partially delivered on June 20. Now I am being charged by the bank of NSF or insufficient funds. After several minutes of arguing with PayPal, that they are not authorized to withdraw money from my checking account without my prior approval, then they said that there are two separate entities with PayPal: (1) PayPal credit line (which I have an account number), (2) PayPal (I do not have an account number, no grace period). Apparently these two are separate entities, but when collecting money they act as one. I don't use PayPal much but I learnt my lesson the hard way. As soon as I paid off my PayPal credit line I will cancel my PayPal account - not worth to deal with this business.

We purchased chairs from China Yaqi Furniture Co. using our American Express card through PayPal (total $1889.00). We received the chairs and the chairs were not as described. They were actually dented, rusty, and missing parts. We ended up paying over $800 ($2689.00) in additional shipping charges when the chairs arrived that the seller had not notified us of. We did not worry and contacted PayPal and began our claim. PayPal then explained that we must contact a third party to verify that the chairs are actually damaged at our expense. This is actually written in their policy. So, we found someone who is a expert in Furniture who provided a damage report. We then sent the damage report to Paypal. PayPal Resolution Center reviewed the damage report and stated that it says that we had already had the chairs repaired.
This demonstrated to me the level of incompetence that Paypal resolution center displays. We clarified that the form was actually the damage report they requested. We contacted them again and they explained that we would have to send back the 100 chairs in order to receive a refund. We explained to them that it would cost us an additional $1,400 to send back the chairs via truck and ship to China. They then frankly explained that unless we send back the chairs at our expense we will not receive any money back. All in all we never had any protection from Paypal from the beginning and they wasted our time with their ineffective resolution process. Writing this so some of you don't do the same.

I was trying to purchase an item on PayPal with the balance in my PayPal account and ship the item I was purchasing to Mexico. I could not do it with my account because it is a US account. SO after a LONG time on the phone with a PayPal agent they had me open another account and register the account in Mexico. Stupid but I went along with it. After I registered the account they had me transfer the cash balance in my US account to the new Mexican account. They then charged me transaction fee even though I was transfer US$ to US$. The charge was $1.42 which was not big deal but it did not make me happy.
Next they had me try to make my purchase. I had to register a credit card and tried but it would not take the card because it was the one that was registered to the US account. REALLY STUPID. THEN when I tried to register a different credit card it would only use the address on the new Mexican PayPal account which is NOT the billing address for the card and it would not let me change the address. SO I then get a transaction fee of $11.42 (instead of $1.42) on my credit card. I called PayPal and told them to cancel the entire transaction, refund the money to my US account and close the new account they had me open. They told me they could not do that and that I had to pay for the transaction fees because it is their policy.
I have spent over 2 hours on the phone with PayPal (like I have nothing better to do) to try to resolve this issue and they are REALLY DUMB!!! Poor direction, will not take responsibility for their agents and VERY time consuming. I'm closing all my PayPal accounts and suggest everyone else do the same. They have gotten so big they think they are untouchable. Not the case if people start leaving and using another service. NO one is untouchable.

I was just notified by paypal that someone stole my identity and DID a transaction using my ebay/Paypal account 9 years ago, and that transaction created a $213 negative balance in my account. Well just now I found out about it and they want me to pay that money to them. Once I do, they will remove the limit from my account and allow me access to my $1900 they are now holding from me. Is this legal? I need my money. Why are they not just freezing the amount of $213, and holding all of my money captive instead??? Wtf.

I worked on contract with PayPal. I solved a few problems for them within my first week of employment and was helping my entire team. I have a disability that requires that my desk be at a height of around 35-39 inches, and I always bring my own ergonomic chair. I have done contract work at many Silicon Valley companies, and almost all of them raise the height of my desk during my first day of the contract. Not PayPal. Not only did they not raise my desk, they condoned threatening and obviously illegal behavior on the part of my supervisor. While this is not a consumer complaint, it speaks to the atmosphere of a company that is now behaving as if it operates above the law. I will no longer use PayPal.

I am a seller on Ebay. With every sale I achieve, there are completely unreasonable delays in my funds being accessible to transfer to my bank account. This is despite following guidelines carefully as far as registering tracking info etc. AND EVEN confirming payer has received goods. It is obvious why Paypal do this, to accrue interest.

Sold a vehicle to an individual the beginning of March 2015 using Craigslist. The buyer bought the vehicle only having seen it in pictures. I highly suggested he come to see it in person but he refused and wanted it right away. He had the vehicle transported to him after purchasing. About 2 weeks after he had the vehicle in his possession he started texting and calling saying he was unhappy with the purchase and wanted his funds returned. When I refused because it was clearly stated in the ad the purchase/Sell was as is. The buyer contacted Paypal and they refunded his money and left a negative balance on my account. After calling Paypal numerous times and getting no assistance and being told there is no protection for the buyer I am filing this complaint.
I have called Paypal over and over again and gotten no help. The buyer has not returned the vehicle but Paypal already refunded the funds to his account. I feel this is a huge discrepancy to me as the seller. The buyer has his funds and the vehicle. I am left with a negative balance on my Paypal account. This is unacceptable on Paypal's behalf. They are providing no assistance when I call and only keep reiterating that I owe the negative balance on the account. There has to be some protection for the seller especially if the buyer has not returned the merchandise. It has been 3 months and there is no telling what condition the vehicle is in at this point.

As a PayPal merchant for several years we have had few issues until recently. We opened a second PayPal account for the convenience of using a second bank account. Our customer purchased goods from us, paid a deposit in cash and took the goods, and we made arrangements for the balance to be sent via PayPal to the new account. Oddly (seemingly under newer policies than years past) we were not qualified to receive our own funds without having met their requirements of being "an established seller" even though we could easily prove we had been established with them for several years.
In response I called PayPal and explained that we were indeed established and was informed they had to verified the goods were received in good order, then the funds could be released. I asked the customer service person ** for her email so I could have my customer send and email to verify. She complied as did my customer. Problem solved right? Wrong, then I sent another inquiry by email, 'why is this still unresolved' directly to **'s email' and the runaround began.
I got an Email from ** directing me to resolve the matter with the "resolution center" (which is a complete frkn joke) there were no issues to resolve and no cases listed, so I could do nothing. He also stated that this was a merchant protection policy. Huh? I replied to ** informing/reminding him of these facts, (no issues, goods received etc.) and that I was tired of wasting time with this ridiculous and absurd issue explaining that I had read several similar complaints here at ConsumerAffairs, and that indeed if I did not have my funds released in 24 hours I would write a complaint here myself and broadcast this complaint to everyone I was connected with on the planet. Further I had already cc'd the messages to my customer who offered to cancel the transaction and use other means to pay, and inform ** of the same.
You would think this would cause them to act in their own best interest and not lose the transaction and attempt to satisfy their customer right? Wrong! I then received a robot message from PayPal that reiterated the status of the account, they were trying to protect us and that customers could reverse/cancel payments for up to 180 days. Huh!? Where do they get off acting as merchant/consumer police? How this is logical is beyond me. Once all of our funds are cleared out of PayPal accounts I will close them and use another merchant service. I'm coining them "PreyPal" as that is exactly what they do, they Prey upon your money and hold it in interest bearing accounts as long as possible, with any BS excuse they can come up with and simply rip you off!

I had a Buyer make a fraudulent chargeback to two Trip Cancellation Insurers. Both advised they do not subrogate against the Seller or PayPal for amounts paid out under their policies. PayPal placed a negative balance on my account and then turned it over to collections. PayPal's collector, prior to sending to independent collections firm, was contacting me at 6 a.m. I explained I was in a different time zone but rep continued to harass me while I was in bed - Violation of Collections Laws. I am in the process of filing suit against the Buyer and PayPal.
