Buyer Protection?!? Ya right! I purchased a product from a scam company. It arrived on March 25. I did what PayPal stated which is to attempt to work it out with the seller first. I sent an email and received a response asking me to send pictures of what I received. I did. No further response from the seller. On April 24 (the 30th day), I opened a claim with PayPal. They stated that because it was "beyond 30 days since delivery" (which it was not), they would side with the seller.

The seller apparently responded to PayPal that the item was actually delivered on March 23 (not true) BUT could not provide a tracking number. PayPal did NOT protect their buyer (of over 25 years). They protected the scam artist who provided a piece of plastic instead of a full large plant. BUYER BEWARE!!! I chatted with a PayPal representative today and said that I should not have bothered reaching out to the seller and I would have then received my money back. He actually agreed!!!! I won't do that again! Honesty does not pay with PayPal!

Have used PayPal cards online three times. Have always received very sub standard merchandise, or never received it. PayPal response is if it looks similar your received it. Like saying if I ordered a blimp, and received a blow up balloon. PayPal is ok with that! Done with PayPal! Hat is s least three sizes too large, ordered a George strait straw hat. It was crushed, and shoved in an envelope. Said hongpin on hat band. Had nothing to do with George strait. Last year ordered life size yard ornaments of flying birds. Received six inch tall toys. That didn’t even look real. PayPal doesn’t support their customers!

I have used PayPal for several years and have had no reason to doubt their reliability . . . until now. Since it is primarily controlled by Ebay, I have always used my PayPal acct. to pay vendors on Ebay. However, I just had an experience that brought the word "extortion" to my mind. I ordered a box of finish nails that cost a little over $7, but the shipping on that little box was $40. PayPal pops up with an offer to reduce the cost by $40 if I will apply for their credit card. I needed the nails that I couldn't find anywhere else so I applied and was approved almost instantly (not a surprise). Now, though, I'm suspicious of a company I have always trusted. My son reminded me of a 1930's movie we saw involving a gangster who "sold" protection to shop owners to protect them from him. Sounds similar . . . to this thinly-veiled scheme . . . by my trusted PayPal.

I bought through a website where PayPal was an option. After not receiving any response from the vendor and the fact that the vendor had charged my CC I reached out to PayPal to seek help. After about a month they did refund my money. I didn’t ask who had to cough up ie whether it was the vendor or PayPal but then the slobs closed my future access. Why they retaliated against me I haven’t a clue. I was the one who would’ve been potentially harmed AND the only reason I thought it might be worth purchasing through them. Honestly my CC provider likely is a much more reliable source of protection from fraudulent vendors than PayPal I have no idea why anyone uses them. I gave them one star but honestly they don’t deserve even one.

A few years back I dealt with a French motorbike company located in Normandy and we exchanged funds for goods and services a few times. Lately I contacted the (as I know now) former owner, asked him to purchase bike parts from a third party for 300 euros. Not knowing that he had sold his business, I sent the funds to the old email address. The shop (Attack Moto in France) since then had folded and the new owner has no access to his PayPal account. This was an honest mistake, I've been arguing with them for over a month now and they refuse to tell me where the funds are.

I was finally able to contact the former owner of the shop today and he tells me (with a photo as a proof) that he doesn't have access to his PayPal account, PayPal restricted it. So someone is lying here. PayPal tells me to contact the merchant, contact my credit card company (both of which I've done with no results) but truly, they know exactly where the funds are and will not release them back to me. I'm moving away from these people as they don't do things in good faith and are dishonest.

I have been trying to get my money back for an unfamiliar charge for almost 2 months. Paypal likes to give my money away. April 7, I was charged 11.95 by a company called NaturesBalance. I don't know who they are, don't care. So, I got my money back. On April 10th, once again, the same stinkin' company charged my account $76.33. I called over and over again. Where is my refund? Today I discovered they closed the case in favor of NatureBalance. I am seething. Now, what the hell am I gonna do? I WANT MY MONEY BACK. I am 70 yrs old and l live on a limited income. And these inbred cockroaches have ruined my life. I told them to block these thieves so they cannot access my account. Yeah, sure, no problem, done. LIARS, THIEVES.

Major thieves/scammed. I'm getting lots of unauthorized charges on my account. It's pretty much impossible to get your stolen money back after an unauthorized charge. I spent 4 or 5 hours trying to get 20$ back and PayPal ruled against me. Your money is not at all safe in a PayPal account. It's subject to random theft. Coming service is absolutely satanic. Decided to boycott for life. I don't do business with thieves.

I am very appalled with PayPal that I cancelled my account. I purchased an umbrella with a merchant and it was not as specified. Therefore they were going to issue me a credit. Unfortunately PayPal decided to intervene and disputed the credit in the merchants favor. What gives them the right to to that. I’m so dissatisfied with them. They lost me as a customer.

My partner's account was deemed fraudulent, and then promptly deactivated with zero ability to appeal it due to their faulty AI scam detection system. Initially there were holds placed on the account until my partner completed the numerous verification steps and then immediately after that they deactivated the account and claimed it was fraudulent. They are not only holding the money owed to my partner in the account, but they are refusing to refund the customers who purchased the product, and then have the unbelievable audacity to charge "high volume dispute fees". When my partner was finally able to speak with a human via chat, they deactivated the chat mid conversation and said that my partner would receive their money in 180 days. Absolutely insane. I always knew PayPal wasn't great but I never knew it was this bad. If 0/5 was a rating option, that's what I would have chosen. A corrupt company relying on an inaccurate AI system.

I bought an item on eBay thinking PayPal would protect me. The seller sent me 2 emails it was back ordered and it was shipped on the same day. I get a message the package was delivered when it wasn't. eBay denied my claim instantly, PayPal denied my claim instantly. Then I contacted the post office. My package was not shipped to my address by the fraudster. Finally 1 woman helped me from PayPal but don't trust them. eBay and PayPal treated me like crap while they are supposed to protect me from their own scammers.

If you are a business owner or independent contractor relying on PayPal for liquidity, look elsewhere. This platform utilizes automated algorithms to freeze legitimate funds, provides verifiably false information through front-line customer service, and ignores full compliance verification. On May 23, 2026, I authorized a $6,256.00 USD payment via my American Express card to an independent contractor for physical construction services that were already completed. American Express cleared and released the funds instantly with zero fraud flags. PayPal immediately slapped an arbitrary 21-day automated hold on the funds, locking them until June 13. The bureaucratic breakdown that followed is entirely unacceptable:

Deceptive Customer Service: On May 26, 2026, PayPal’s official automated chat assistant explicitly lied to me in writing, stating there was "no hold on these funds from PayPal's side" and falsely blaming the recipient's bank. This deceptive communication directly delayed our ability to seek immediate administrative recourse.

Endless Verification: Both the sender and recipient have completed rigorous identity verification at least four separate times over the phone and via secure links. The contractor successfully uploaded every piece of requested documentation twice.

Contradictory Executive Support: On June 2, 2026, an agent from PayPal’s Office of Global Customer Complaints and Advocacy confirmed in writing that the contractor's documentation was "successfully submitted on his end" and escalated for release. Yet, on June 5, 2026, a different executive escalations agent completely contradicted this, sending a generic boilerplate notice claiming the account was still "under review".

PayPal is holding $6,256.00 of cleared funds for manual labor that has already been delivered, despite both accounts achieving maximum verification compliance. They have zero risk-based pretext remaining; they are simply running out the clock on an arbitrary automated protocol while starving an independent provider of liquidity.

If an executive tier manual override is not issued immediately to resolve Case Ref: **, I will execute a forced merchant clawback via an American Express dispute. Use extreme caution using this platform for large professional transactions.

I had a very frustrating experience with PayPal. A transaction involving my funds was delayed and I was not given a clear explanation for why the hold was placed or how long it would take to resolve. I contacted customer support multiple times, but the responses I received were generic and did not help me understand the status of my money. The lack of transparency made it difficult for me to plan my finances and caused unnecessary stress. What disappointed me most was the difficulty in getting accurate information from customer service. Based on my experience, PayPal did not provide the level of communication and support I expected from a company handling financial transactions.

I had a card on my PayPal account that I had marked primary. When the time came to charge my Airbnb, they charged it to the other card not the primary card. The other card was a debit card and they took out $1500 that I had earmarked for bills. When I called to try and straighten it out, they said well. The other card had been on there longer so it was the more trustworthy card. I don’t understand it because I switched banks and the credit card I’ve had for years when I asked them to reverse the charges, they said the only way to do it was to cancel my Airbnbs.

With a trip coming up in a week that wasn’t going to be an option. When they said they were unable to do it I said that is not true. You are able to do it. You’re refusing to do it. So disappointed in this company I’ve been a customer of theirs for 23 years and this is how they treat me. I’ve deleted every card except one now. The only reason I’m keeping the account open is because I have some pending charges.

This is not a trustworthy service. If someone illegally uses your account they will not provide details of the transaction. Why is that legal? They do not protect their customers by using good fraud prevention by noting lots of new transactions in an account that is never used. FTC and FBI should investigate. And better banking rules need to be written to protect consumers because Paypal does very little because if they have to go after fraud, it would cost money.

Even when agents told me that they see things don’t add up. Apparently back team manually reviewed my case and still ruled against me. What a freaking joke. You get hacked and then PayPal screws you over. Never trust this company. Never ever ever trust them with your money. They protect hackers and scammers now. Be warned.
