This claim was then escalated and Pay Pal settled in favor of the buyer. The resolution was a refund plus shipping costs totaling $50.29. Needless to say, I am very upset about this because this was an unjust decision granted by the Pay Pal Resolution team. Now my Pay Pal account now reads a negative $50.29 erroneously. I refuse to pay because the decision was not justified. This resolution is unjust for the following reasons.
1) Pay Pals User Agreement (section 13.3) states that the initiation of a dispute must be within 45 days of the relevant payment. The said time frame was exceeded in my case. The transaction was made January 10, 2008 and the complaint was made on March 10, 2008; clearly not within 45 days.
2) The amount refunded should have never been in the amount of the item plus shipping since the seller paid the shipping costs.
3) This makes no sense to me because I have confirmation from the United States Postal Service that this item was in fact mailed. The Pay Pal representative on the phone said I needed to get a tracking number from U.S.P.S. when shipping items. Informed her that the confirmation number indicates that I infact mailed the item. Additionally, I am not sure why confirmation is not good enough proof that I mailed the product in good faith.
I provided evidence that the item was mailed to the buyers address provided. The buyer stated the item should be sent to Miami, FL 33033. This varies from the address on Ebay which reads Fort Lauderdale. However, the buyer purposely used another address as stated above. Apparently, this address was no good because it was returned to my address. I informed the buyer I can reship but the buyer refused and requested a refund.
4) The buyer is no longer a registered user with Ebay. It is rather suspicious on why he/she will no longer be a member if the member was a legit Ebay/Pay Pal User. Such a technique has been noted as scamming and should be prosecuted.Pay Pals bizarre resolution procedures and practices need to be researched by the proper authorities. I refuse to sit back and let such a horrid company like Pay Pal take advantage of me by violating your own contract. They now have a company called I.C. System calling and sending letters saying I owe $50.29. I refuse to pay any amount of money to Pay Pal on this issue. Clearly, I am not at fault. This claim should have been in my favor. I would like someone to contact me as soon as possible and let me know how this situation will be resolved.

I had several issues with paypal and when you try to reach them, now is easier than before, but people assist to you are like robots, they dont attention to your needs and dont understand reasons, they will keep thier position and nothing, absolutly nothing will make them change. I you ast to talk to the supervisor can be worse! They literally hang out the line and You have to wait until they want to reopen your account or charge again again and again. so what I did is changed to checkout.

I sold an item on Ebay.com. Auction terms clearly stated as is and final sale. As per ebay's tos, bidding implies compliance by the buyer. Buyer decided he wanted to return the item after receipt; I declined. Buyer instigated complaint with Paypal, who didn't do any research whatsoever and decided to debit my account and give my money to the buyer ($75).
Paypal's email states that this has left my paypal account $75 in the negative and they intend to debit my personal checking account to retrieve the funds. I wrote them and expressly stated that they are NOT authorized to do so. Their email stated that if they could not retrieve the funds, they will send me to collections and damage my credit.
$90+ loss (including funds taken out of account and given to buyer, cost of shipping and all fees associated, plus loss of functional item).

After numerous calls to paypal's customer service, I am still in need of assistance and support. I have been a seller and buyer for 3 years, never had issues with paypal. Unfortunately, I encountered an issue with a transaction and have not been able to submit my case using the regular channels available from paypal.
On May 14th, 2008, I sold (via ebay) a notebook for 2,720.00. The buyer that won the listing provided an "unconfirmed address" so I decided to hold of on the shipment of the goods.
After, receiving payment, Paypal imposed a hold on the funds pending a payment review and investigation of the buyer. I received an email from Paypal saying that the funds were release and that the review was finished. I then proceeded to ship the goods as paypal had confirmed that the funds were legitimate. 2 weeks later, Paypal Debited my Paypal Account alleging that the buyer was fraudulent even after they held the funds for investigation and releasing them saying that the transaction was reviewed and it was legitimate. 2 weeks later they reversed the transaction. Called paypal and pretty much said that they made a mistake, that the funds were fraudulent. I advised them that I had overwhelming evidence (via emails from buyer) proving that the buyer actually received the items and that she knew about the transaction. They replied that the investigation was over that their desicion was final. The amount is for 2,720.00.
I am in need of assistance regarding this matter. I was told that the transaction did not qualify for Seller Protection Program but according to Paypal's user agreement it should as the payment was reviewed by Paypal. All I am requesting is that I would be given the opportunity to present my evidence.Thank you for your assistance in this matter.

While paying my monthly Visa bill, I noticed a charge that read PAYPAY *RAPIDSHARE that I did not remember making. I went on to Ebay and Paypal, checked my history and there was no such transaction. I phoned Paypal and (very long story short) got through to someone who asked me is this Lars P? - the name of the person who used my account. When I told them I was not they said they'd investigate the fraud and get back to me.
I received an email from Paypal yesterday stating that they found insufficient evidence to support my claim and denied it. So, even though they know someone used my Paypal information and credit card fraudulently, they are refusing to credit my account. My question is, how can a business as large as Paypal have a system without any safeguards or flags to tell them or a customer when a credit card on file is used to set up another Paypal account? And, when it is discovered, to refuse to go after the person who used it??
I've had to cancel my credit card and checking accounts. I've disputed the charges through my credit card company and will let Paypal and the vendor duke it out.

A friend was having some severe hard times. Though my finances aren't that great either, I decided to send him $50.00 via PAYPAL to help him get back on his feet.
After a couple of weeks, of hearing nothing from him, I asked him if he received it. He said that his crummy pc had crashed each time he tried to register with PAYPAL, and so he hadn't gotten the money. After a couple more weeks, and attempts on his part, he decided that he didn't need it anymore. BUT PAYPAL would NOT refund MY MONEY to me!
He isn't even reachable online anymore, but they said he would need to initiate the refund!! Now how would he do that if he couldn't get registered to receive the money when he needed it? I made over a dozen attempts to get my money back, but they said there was NO WAY. Even though they admitted that he never picked it up!!How the hell can they just keep my $50.00 ? And worse, how much money in total, do they keep in a year, that is not theirs???

I immediately went to the Resolution Center on their website and submitted my explanation of this transaction to them. They asked me what the transaction was for and if my client recieved his item already. In my explanation, I told them that this transaction of $450 was for the use of three instrumental productions at $150 each. I also told them that my client, who is a professional R&B singer, is currently touring in Europe and he did conduct this transaction from overseas (even though he is an American Citizen and it was an American bank account). I also alerted PayPal to the fact that he had already recieved my product by the time PayPal flagged the transaction.
When I finished writing my response and submitted it to their website, I noticed that they ask for 30 days to settle any disputes. So I gave them some time to review the case. By May 18th, I had not recieved any reply regarding this dispute so I called in to their service center. I asked them what is holding up the process, and why was this flagged. They would not tell me why this transaction was flagged and only replied that they "have reason to believe this is a fraudulent transaction." They also told me that my client should have recieved an email from them and he should contact them(PayPal) to submit his explanation of the transaction. After getting off the phone, I emailed my client Glenn and instructed him to reply to the email PayPal sent him.
May 19th, less than 24 hours from the time I spoke to their customer service, PayPal decided that the "best action" was to permanently reverse the transaction. This left a real negative balance on my PayPal account in the amount of -$174.78 (this amount is less because a different client of mine had sent a payment of $270 minus PayPal fees to this account). After this had happened, I recieved an email back from Glenn that said that PayPal had never sent him an email regarding this situation.
I contacted PayPal's customer service again over the phone. Their representative told me that the full amount of $450 had been refunded to Glenn's bank account and that he should see it show up in his records within the next 3-4 days. The representative also said that I should contact my client and have him resend the money when it shows back up. And he instructed me that Glenn should send an email to their resolution center as soon as he sends the payment letting them know that the last payment was flagged and he is authorizing this payment.
I sent a few emails to my client Glenn to try what the representative had instructed me to do. Whether true or not, Glenn claims that he has not seen the refund show up in his account and refuses to make the payment again. May 29th, I recieved an automated phone call from PayPal letting me know that I should contact PayPal immediately. I called the number that the automated message provided and discovered that it was PayPal's collections department. They wanted me to either set a date that I will resolve the negative balance of $174.78 or else they will submit it to a collections agency. I told them that this issue would be resolved by June 6th and the representative agreed and made a note of it on my file.
As a result of PayPal's irresponsible actions, I have suffered from multiple damages including: 1. The loss of $450 and my product. My client already has his product, and PayPal gave him his money back also! I am left with no money and no product either from this transaction! 2. The negative balance held up a payment of $270 sent to me which was needed to pay rent for a recording studio that I am operating. I had to take the money out of my own pockets to cover the expenses while this issue is being handled. I still do not have access to my $270. 3. Now PayPal is attacking my credit score by threatening to submit this negative balance of 174.78 to a collections agency. I have a very good credit score, and this would be detrimental to my good credit.
4. Because of the situation, I am facing a possible loss of a big client. Glenn recently won [contest] as a singer and is in negotiations with a major record label. This could mean a lot of money coming my way if one of my productions is used for comercial release, but this may not happen now because this dispute has left my client upset and dissatisfied. 5. I have lost literally hours on the phone and on email talking to PayPal and Glenn in an attempt to resolve this situation. As of right now, my efforts have been futile.

paypal problem. initial event 2007-05-28. purchased item on ebay. selected "pay now" and was taken to paypal login screen. logged into one of my paypal accounts. selected "continue" to make the payment. saw that the funding options were those of my business account. closed the browser, making sure not to proceed with any confirmation. first attempt to contact paypal 11:30 p.m. on hold for 25 minutes. gave up. second attempt to contact paypal. on hold for 12 minutes. representative told me the only recourse was to request that the seller refund the payment. I asked the representative to note my experience as a bug report, so she transfered me to a manager, who was most likely located in India.
I explained to the manager the sequence of events on the website..."What you are saying can not be" "I am a software programmer, and I am telling you what occurred when I tried to use your site." "Sir, if that were the case, we would have had other reports from other users." "Perhaps each time that is the case, the Paypal representatives say it can not be the case because there are no reports from other users, and refuse to take the report." "Sir, our site exists as a service to the public. You are free to use it if you choose, or not to." "This experience will certainly influence my decision next time I am choosing how to pay for an online transaction. Obviously, I am dissatisfied."

On Ebay I paid $425 for an item titled 16gb iPhone. I received an item in the mail from the seller which was not an iPhone. The item was not an item that Apple iPhone has ever made. The item actually said HiPhone on the back. I sent it back to the seller and filed a claim with Paypal.com (the way to pay for an ebay item). Paypal has decided not to refund my money even though I provided written testimony and I also have pictures to prove it was not an iPhone. Now I'm stuck without an iPhone and less $425.
I have lost my $425 and the shipping costs to send it back with signature confirmation. I never received the as advertised 16gb iPhone.

on 5/15/08 i made a transaction with paypal to send scott $750.00 and paypal was to take the money out of my checking account to pay scott as scott only takes paypal. scott cancelled the same transaction on 5/15/08 because according to paypal it would take 3 to 5 days to pay him out of my account and he did not want to wait. according to the tranaction i made on paypal it would be paid 5/20/08 to scott out of my checking account. on 5/16/08 paypal is taking 750.00 out of my account 1 day after the transaction was cancelled. paypal should have not taken any money as the trnsaction was cancelled.
i called the and ordered them to stop and to refund my account and they have refused. they sent me a email confirmimg the transaction was cancelled and yet they still took my money even after they said it would be 3 to 5 days thay took it out in 1. they also said they would hold my money for 3 to 4 days in my paypal account and then i would have to contact them and get my money back email and no phone call.once the transaction was cancelled that had no right to take any money out since they are the ones that emailed me and said it was cancelled. i want them to put my money back in my checking and i want them to stop and take money when it has been cancelled
they have made a mess out of my checking account and i am afraid they will try and freee my account and my other checks wont get paid

Before making some planned purchases online I needed to update my paypal info because I had not used it in a long time. I updated my PRIMARY account with my new account info and deleted my old account. I made my first purchase and everything was fine, so I proceeded to make several successive purchases. I noticed several days later that no funds have been withdrawn from my account. With much dread I proceeded to check my old account. Sure enough five transactions have went through on an account that has a zero balance and I no longer use. I now have $150 in overdraft charges for something I thought I took care of.
I called paypal and they advised me that because my old account was a VERIFIED account it superceeded the new PRIMARY account. I asked how I was supposed to know this. I listed a new PRIMARY account, what does primary mean if not first. I also DELETED my old account. I asked how it still went to that account. He advised me that I deleted the CARD for that account only not the whole account, the BANK ACCOUNT is still active. I explained my frustration with an obviously flawed and misleading system. I was smoothly rebuffed, being told how it was my fault. Having had enough I told him (the manager) where to go. Needless to say I will never use Paypal again, and further more I will urge others to do the same. Who would want to get mixed up with a company that conducts business in this manner anyway.
Lost $150 in overdraft. Lost confidence in online buying.

Paypal takes money from my account without my knowledge.
This causes embarassment when I think & know I have money in my Paypal account & it just disappears. I believe it is blue collar theft & can be proven. Unfortunately Paypal has no actual address.

Paypal froze my account, and they froze it due to suspicious activity. I never had any complaints and my feedback for selling on ebay was great, but then paypal contacted my customers and me saying the transactions might be fradulent. I don't know what to do.
My mortgage is past due, I have people who have gotten product but cannot pay me, I have no money for groceries or anything. I have people who are still waiting for product but I cannot buy it.

I paid $6.59 for Ebay item through Paypal. I specified that I wanted the money to be charged to the credit card I have on file. A message came up urging me to pay instead with my bank account, and I clicked on Continue making payment by credit card. My credit card is also my back up funding source from which Paypal claims it will take funds if the funds in my checking account are insufficient. I called Paypal and got nowhere; I asked to speak to a manager and was put on hold by a customer service rep, who picked up the phone again a moment later claiming to be the manager.
Today I found that I have an overdraft fee on my checking account because Paypal attempted to take the $6.59 from there even though I specified not to! I am now stuck paying an overdraft fee and a $6.59 item is costing me $41.95. What I bought was not worth anywhere near this amount.

On Saturday I received an American Express credit card bill with a charge on 4/13 shown, billed to PAYPAL *SOLANGE 4029357733. I know I didn't pay for anything by recently, and I called AmEx to dispute this charge. Then I logged on to paypal to check my account activity and sure enough it showed NO ACTIVITY in the last month.
So then I called them to ask how I could have this charge when there is no account activity. I was told that this charge was a 1 time charge, made by someone who did not log in to PayPal. Instead, they provided a name, credit card #, security code - all of which were mine - and an email address which was NOT mine. Clearly, someone had my card info and used it fraudulently. I have cancelled that card.
What REALLY puzzles me is why PayPal would PERMIT such an unverified transaction! It is clear that they only served as a way to charge an unknown credit card, because if they had associated that card with my account they would have noticed that the email address was not correct. AmEx doesn't notice anything wrong, since I actually have a PayPal account and they have seen charges from PayPal at some time in the past. In short, a single use charge uses paypal as an easy way to commit fraud without raising suspicion from the credit card issuer. This mechanism that aids and abets credit card fraud should be discontinued!
AmEx says the disputed charge, for just over $200, will be investigated and they will let me know what they found in 6 to 8 weeks. The person I spoke to at PayPal was helpful, and seemed familiar with this kind of complaint. Assuming that the charge is reversed, the major inconvenience is having to cancel my card, and change the card number in every place that has it memorized.

I am an affiliate of the Shopster.com whose shipping policies categorically in not uncertain terms, they will not ship outside the continental US or Canada. I was confronted by a fraudulent buyer on EBAY and notified Paypal not to accept the payment.
Paypal notifies the fraudulent buyer. I don't know if my identity is now subject to theft or not. They have transferred the matter to Paypal UK. For all I know my name and paypal account could be spoofed in the UK and other parts of Europe

I used my bank debit card to make purchases on ebay through paypal. My card number was stolen by someone through paypal as this is the only online purchases I make. They promise extreme security and their lack of security has caused me not only to lose the item I was trying to purchase, but given me a bad feedback, and the trouble of canceling my bank card and ordering another one. I urge anyone who reads this NOT to use paypal for security reasons.
I have had to cancel my bank card, order another one and wait for the card to arrive. I have lost my good standing with ebay. I have lost the item I was trying to purchase. Paypal's lack of security is directly responsible for this.

I sold a computer motherboard on an Ebay auction where I stated that the item was not eligible for return due to the sensitive nature of such electronics. The buyer complained that the item was defective and without asking to arrange for a refund or return, he filed a complaint with Paypal. The email address used on the payment transaction was not my primary email address so when Paypal attempted to contact me via email, I did not respond within the 10 days they require. Paypal refunded the purchase price with shipping to the buyer without ever having communication with me. I responded on the 12th day but it was too late. I have appealed this case twice yet Paypal has still not rectified this. The buyer has not responded to my emails requesting payment or return of my item. Now I am out the item and my money and Paypal is not helping at all. Paypal needs to review it's policies when an honest seller (99% positive feedback) gets the short end of the stick because of an unscrupulous buyer.
$75.90 which is the item price with shipping that was refunded to the buyer.

My PayPal online activity statement showed there was approximately $10,024.00 after my last purchase of magazines and deposit in March 2008. The $10,000 amount I was careful not to go under as it is the amount I am using as a deposit on the purchase of my first home. I then transferred my balance, on my wife's suggestion that the Euro was higher and might be a better place to put my money and yield a better return. I did so, not thinking anything of it. When I returned to my account, I noticed about $180.00 missing from the account. However, at the time, I believed this was due to a bundle of magazines I had recently purchased. My PayPal statement reflected no other purchases, debits, or charges, and I paid no attention to it. Today, Wednesday, 12 March 2008, I went on line and noticed almost a thousand dollars was missing and immediately called PayPal for them to explain the missing funds. I made it clear to customer service that I saw there were discrepancies in my funds but with no apparent reason for any changes without any documentation to follow.
After looking into the matter I was informed that the missing money was taken in fees for transfers made by me within my account. I requested to speak with a supervisor and proceeded to explain the there were no fees, charges debits or withdrawals indicated on my statement for any services rendered. I also stated that there have never appeared to be any charges for transfers in the past. I was informed that, although transfers are charged at 2.5 percent rate by policy, they are not included in the statement even though there is a fee column expressly made for that purpose which is left empty. No reason was given to explain why the fee column remains empty after the transaction has been logged. I requested that the fees charged be refunded as a courtesy due to fact that there were no fees expressed for the transactions incurred through PayPal. Simply stated, PayPal refused to refund any fees.
As I know, when a transaction occurs in an account it is reflected on the statement to include all fees and amounts in total and explicitly expressed visually; it is never hidden in a bank statement. As a consequence of not seeing nor knowing what had transpired on my account, and due to a lack of information which had been withheld by PayPal, not only did I make the mistake of transferring money but also made the same mistake twice in a row. This is all due to a lack of information, incorrect and incomplete accounting on my statement.
I have lost about $1200 using PayPal as my bank.

When making a send money transaction, the customer is by default offered to use the bank account, and if more funding options are chosen, Paypal still encourages to use the bank account and Not the credit card. However, this is misleading to the customer because Paypal fails to fully disclose the possible consequences of using the bank account and not a credit card. In my case, I cannot get the refund deposited in my Paypal account for the fourth business day because the funds are somewhere between the banks. Should Paypal inform the customer (me) before I chose their suggested method of payment, I would have paid with a credit card and have the refund go through instantly. Such practices -- not disclosing the potential consequences but instead encouraging to use Paypal preferred method of funding the transaction -- is misleading and unfair to the customer. Paypal should not intentionally lead the customer towards potential problems and/or inconveniences, at least, without disclosing it first.
I cannot use my own $122.90 to pay for something else and have to wait until the refund is completed. The money has left my bank account on 03/07 and is not available for me.

The first of December I purchased an item on Ebay that required you have a PayPal account. It was a WalMart gift card valued up to $200. I won the auction at $187.50. I waited and waited - it was to be used as Christmas presents, so when it wasn't received, I had to spend more money replacing the gift card. The seller emailed me twice. The first week he said his aunt had been sick and would sent it on Monday. The second week he said his aunt has died and he'd send on Monday. I emailed him three times with no response, so I entered a claim with PayPal. They sent him an email that said if he didn't send what I purchased by January 7th, they would reverse the charges. On January 7th he sent me a WalMart gift card for $40. I contacted Ebay and asked if this was a legal transaction. He advertised up to $200 - never sent the product - and when PayPal was going to rule in my favor, sends a $40 substitute. Ebay said this was not allowed and was taking sanctions against this seller.
Meanwhile I had to put another claim into Pay Pal. This purchase was covered by the buyer protection insurance. They denied the claim, continuing to charge me $187.50 for a bogus $40 product. There should be some way to protect oneself against PayPal trying to make bucks. It's after-the-fact, but I will not purchase on Ebay and pay with PayPal ever again.
$187 charge on PayPal plus $200 additional charge at Walmart for a replacement.

I purchased an item on ebay. After receiving the item, I was displeased to find out that the item was missing many parts. Paypal has always advertised that they have a buyer protection plan. To assure you that you have purchased item with the assurance that your money will always be refunded during a bad transaction. After putting in a dispute with paypal and patiently waiting well over the 30 days grace period, I have found myself reaching out by contacting them over the phone on three events. It seems that paypal claims dept sided on the seller's side for an unknown reason in regards to the missing parts. The seller assured me that there was no missing parts prior to making the purchase. Paypal requested a third part to review the case in question. After receiving the third part insight, they still sided on the seller's side. In conclusion, I think paypal disregarded the 30 day grace period and is promoting fraud through ebay. I feel that paypal does not hold up to it's responsibility in upholding safe transactions.
I am now left with an item in which I now have to pay for additional parts for, or maybe even have to purchased a new unit on top of losing the money that I spend already.

I was limited by Paypal for no reason on my account which is ruining my online sales on ebay and on my drop-shipping site that I use to raise funds for my nonprofit organization. I have told Paypal this, and they keep telling me to login and go to the sentence on the page where it says how to unlimit the account. I click on it, and it just says the account cannot be unlimited. All information they needed from that, I faxed to them and has been received, but they still won't unlimit my account. They keep saying I can only have 2 accounts with them which is all I have--a personal account and a business account.
However, they keep making my personal account my business account, and then they keep changing my information on it and limiting my account. Three years ago it was finally fixed; then a month later they limited it again. I have been trying to get my account unlimited for 3 years now. I am losing many sales by them doing this to me.

My Paypal debit card expired in August 2007. Paypal never notified me of its expiration. Paypal made no attempt to send me a new card. I finally had to request a new card in September. I AM RECEIVING ALL MY MAIL. September the card did not arrive so I requested a second card. In October the card did not arrive so I requested a third card, etc. In December I changed my address and confirmed my new address. I added a new credit card, verified/confirmed everything, and I requested a fifth card. In January the card did not arrive so I requested a sixth card. On February 22 the card still did not arrive, so I called and asked to speak to a manager. I was told I never applied for a card, and the woman operator hung-up on me. Called back and spoke to Melvin in Midwest call center who transferred me to manager Joey Dublin in Ireland. Manager Joey said the card was sent to my old address again instead of my new address. I completely removed all my old information from the Paypal system and requested my seventh card. I AM RECEIVING ALL MY MAIL; NOTHING IS WRONG WITH MY MAIL
This has absolutely hindered my business as I am unable to access my money immediately or make reservations. Cost me hundreds of dollars in time and money.

I made a purchase on eBay and opted to use a different method of payment after I had already transferred $650 from my Credit Union account. I attempted to transfer the money back and could not. Pay Pal debited it from my account anyway and is still holding my money. It is not posted in my Pay Pal account.
I have not been able to reconcile my Credit Union account for the $650, and bills are going unpaid until I can get it back from them. I plan to cancel my account if and when I get my money.

Last year I sold numerous used cellular phones on ebay that were once my personal items. Paypal came to me and told me that my activity was suspicious and they froze my account asking for copies of my social security card, identification, contact information for my supplier, and receipts for my items. I explained to them that the items were old and I no longer had receipts and that they were personal items. I emailed them my ID. I was told that this should not be a problem. Then they suspended my account indefinitely and froze my funds. Unfortunately those funds were to pay for the shipping of the items. 6months later I was sent an email stating that my money was available for withdrawal and my acct was eligible for closure. I withdrew my funds and requested an account closure BUT my money market acct deposited an interest payment of .20 cents but I can't withdraw any less than a dollar. I called them today and told them that I no longer wanted any affiliation with their company and I wanted my account closed. They refused. I told them that my social security number is attached to that account and I no longer wish for that account to be in existence. They refused again. I do not believe that paypal has the right to FORCE me to have an account with them wether limited or not. Can someone please help me?
I was forced to pay for shipping out of my personal money. Furthermore, I spent a lot of time arguing with customers that were sent emails stating that I was not allowed to receive money. NOT TO MENTION that I was forced to pay the ebay fees for items that I was not able to collect funds on.

My sister had an internet business and she transferred money from her paypal account to my paypal account to hold it temporarily until her dropshipper notified her to pay because they didn't pick up the money within the 5 day time line. She transferred the money back to herself once the dropshipper emailed her. Then they flagged our account for suspicious activity. I'm clueless - now they charged back the $759.00 back to me and told me to pay it out of my checking account. I had nothing to do with it, it was my sister, she transferred that money without my knowledge. I refuse to pay them. I had a PayPal account so a man from Canada could pay me for cleaning services I do at his timeshare. All this was just a temporary money transfer between my sister and I and somehow they cannot figure this out!
They are trying to take this money out of my checking account. I don't owe them any money and I don't know what they are talking about. I want to sue them

This is in regard to the frustration of reaching any Paypal customer representative to update my account so that it includes not only the present Amazon but also to include the future Ebay account. I have spent three hours trying to find a real voice who can update my account. The cause for this time and expense is because customer service asks for my telephone number which I cannot provide because I've moved and cannot remember my former telephone number--neither does my telephone company! I cannot access a human voice, and the internet Paypal was beyond my comprehension.

My account has been used by someone to buy things over the internet and having them delivered in a foreign country. Beside the fact that I have lost money, the rest was blocked by Paypal when I filed a complaint, and that was 11 months ago. I still haven't retrieved my money, and most likely never will.
I lost $3200 and of course fear that my ID might be misused. By the way, after posting so much relevant articles about ID theft, it is somehow strange to ask for ID information to be stored in your servers.

Paypal flagged a payment transaction between me and a client and hassled my client by asking him to verify his home address, alledging the trnasaction was possibly unauthorized This has created an embarassing situation for me professionally. My client simply wanted to pay his bill using paypal...and what he got was an invasion of privacy and a questioning from paypal about his personal affairs.

I placed two orders for $850 each (Order 2216 for $850 placed on Nov 21, 2007 and Order 2232 on Nov 30, 2007 for $850) for gasoline gift cards through website www.ediscountgascards.com and paid through PayPal by EFT from my personal checking account. The above business address is, as per website, but is actually a UPS store box. Business phone number is as per website, is apparently registered to Laverne ____. Seller discontinued contact with me (Buyer) shortly after second order was placed, and has not returned phone calls or emails. Dispute was filed with PayPal, concluding in a claim with Seller but was notified by PayPal that none of the funds could be recovered from the Seller's account. I have been notified by PayPal that contact info for this company cannot be provided without a subpoena or warrant.
For now it appears I have been defrauded of $1700 from this seller.

Paypal says you can shop with confidence and you are insured up to $2000, but I bought a pair of Gucci sneakers that were very fake. I sent the item back like they asked and nowhere in their emails does it say I had 10 day to ship the item back and plus deliver to the address at that time. So now they are telling me I don't have the item or my $320 that I paid. And they said, "some you win and some you lose." I work very hard for my money and I'm not trying lose it so easily.
The sneakers were fake! Italian Gucci sneakers with Chinese writing all over the box and and on the inside of the sneakers.

Paypal seems to be engaged in a policy of passing liability/costs for unauthorized use of accounts onto seller-victims. I recently sold an item on Paypal and was later told that the buyers payment may have been an unauthorized use of the account. The holder of the account told his credit card company (from which the funds were deducted) that the withdrawal was unauthorized. The CC company issued a charge-back to Paypal pending investigation of the withdrawal. Paypal requested from me information regarding the transaction. When questioned, Paypal said that if the CC company decides the account usage was unauthorized and the buyer is refunded his funds, then Paypal will expect me to refund the money paid me, although my goods were shipped and would be unrecoverable. Paypal policy claims to allow charge-backs for any reason, which would allow them to shift the cost of recovery from (a) the person who surrendered his account information to (b) the seller to whom Paypal transferred the funds. The CC company's investigation is on-going, but Paypal wants the funds returned.
Lost $1300.00 in goods and $117.00 in shipping fees.

I was defrauded by a seller who sold me a faulty Sansa c140 MP3 player, which the ad stated carried a 1 year manufacturer's warranty. I paid for the device via Paypal. The device proved defective, but the manufacturer, Sandisk Inc, claimed that the item was not warrantied and that the seller had lied. The seller continued to assure me that the device was warrantied by the manufacterer, but when I demanded replacement he refused and claimed that I broke it. The user likewise listed false contact-information, and could not be contacted by phone or otherwise directly. When I reported this to Paypal, they did nothing, claiming no responsibility, but allowed this seller to continue selling these same MP3 player-model units under the same terms of fraud. Paypal did likewise with other merchandise I purchased which was fraudulently labelled as new, but turned out to be used and broken. As a result, Paypal is guilty of complicity in fraud by facilitating deliberately fraudulent trade-practices even after being directly informed of such.
In addition to economic harm from the lost price of the items and shipping, I lost time in dealing with the fraudulent merchants as well as with Paypal itself, as well as extensive aggravation in trying to obtain justice in fulfillment of my legal rights. I would like to sue for all possible damages including punitive damages for this scandalous mass-fraud which Paypal is perpetrating willfully upon the unwitting global public.

Paypal restricts customers' access to their accounts by putting a 'limitation' on it without having a valid reason. Because I am 'related' to my brother, my account gets penalized even though my account has always been in good standing. I do not have anything to do with him! My account is fine; why should my account be penalized? Customer service has been contacted many times and will not resolve the issue unless my brother takes care of his account issue. Once again, I have nothing to do with him.
I cannot make any Ebay transactions, cannot sell or purchase and cannot close my account or disassociate my Ebay account from my Paypal because it has to be done through Paypal. I cannot even close the account. This situation has caused a great deal of mental stress and frustration.

Thirty days later I check my paypal account because I am expecting another 200.00 payment from another customer and find my account negative 249.99 and the pink issue banner at the top of the page. Well I went and looked at the issue and called paypal.
They said they sent an email, which I to this day have never gotten nor the next two they said they sent. I have since talked to them four times on the phone and gotten very tight lipped poor customer service. Four different stories about what is going on. The third time I called I finally found out that it was not the customer that filed a complaint or even was trying to reverse charges, IT WAS PAYPALS DOING all by themselves.
They decided thirty days later that the transaction 'did not look right to them'. Mind you that I have had over seven years of selling and buying using paypal even prior to their being bought by ebay and never had a problem. I have sold the same type of merchandise the whole time and for amounts up to 1000.00 so this sale was not something new for my account.

a week later the lady complains to paypal saying that she never received the item. I posted this item through the royal mail's special delivery service so she should of received the item the very next day. I also kept the receipts which had a tracking number. If you check this tracking number you will see that the item was delivered and signed for.
I provided the tracking number to paypal using their resolution centre. I even phoned them twice and provided the tracking number on both occasions and they checked the number over the phone and then said that it will be fine.
Despite me providing them with this evidence they never took the limit off my account and never contacted me to investigate the situation. They did not contact me before they decided to limit my account in fact all correspondance i have had is down to me going out of my way to contact them. That includes ringing them on a premium rate phone line.
Today i have received a letter from debt collectors stating that I owe paypal money and that I must pay it to avoid a visit from the bailiffs.
This is out of order mainly due to the fact that I am innocent. I have contacted royal mail to investigate this.

I sold an item on Ebay. The buyer paid me and Paypal put limitations in my account and hold the money for 180 days. I tried to lift the limitation providing everything they needed to lift the limitation but nothing worked. They said my account was a high risk and they had to keep my money there for 180 days.

I sold under the seller's name Goodwar on Ebay. In May of 2006 items were sold to buyers and the items were listed as is. One was a watch certified by jewelers to be a Cartier. The watch was listed as being for repair which means as is. We listed it as being no return and no refund. The buyer waited over thirty days to try and coerce a refund. They refused to send the watch back and then collected a refund out of PayPal. PayPal violated their own rules by not making the buyer return the item for review.
We filed a fraud complaint since watch was appraised at over $3,000.00. We made every effort to notify them that the U.S. Postal Inspector considered this fraud. They then turned it over NCO Collections Agency which is now calling every day, including Saturadays and Sundays. They refuse to give their address, and we told them to stop calling.

I sold an item through ebay to a man in Switzerland. They paid for the item with Paypal. The guy from Switzerland used his credit card to pay through with Paypal. Anytime you list a card with paypal, they do a verification process before the card can be used.
I mailed the item off to this guy who I didn't realize had an unconfirmed address with Paypal. After I notified the man that his item had been shipped, he immediately called his creidt card company that he has listed with Paypal that they're supposed to verify and stated that he didn't make that charge and that the card had been stolen. I called the guy in Switzerland myself and he said he paid it. Yeah, he paid it but then called and reported his card stolen.
Paypal refuses to give me my money that I've lost on this guy because they say his address is unconfirmed but yet the credit card was supposed to be verified by Paypal themselves.
I am out my software which is valued at 499.00 but was sold to the guy in Switzerland for 239.90. Paypal refuses to help me through the seller protection.

On December 21, 2006 I sold a laptop computer on Ebay I was paid thru Paypal and shipped the laptop as instruced by the buyer. Four (4) days later, paypal informed me that there is some descrapancy about the payment and suggested that I do not send the merchandise at this time. They said this would be a temporary situation.
After 3 weeks they informed me that they felt they needed to refund the buyr their money and that I owe them $415.00. Several times I replied to them saying that they will not get a dime from me until they return my computer. I sent 11 emails to the buyer and never received a single reply. Today, I received the thrid call from a collection agency telling me that Paypal has referred me to them for collection of $415.00.
This situation is the most ridiculous I have ever been in. Is there anything legally that can protect me from such highway robbery ?

I am a Ebay seller and a Paypal user. Paypal put a limitation on my account twice in 2 weeks. They lifted the first limitation off last Wednesday after i have provided them with my bank account number, credit card number, and tracking information for the items that i have sold on Ebay. Today, Payapal place a limitation on my account again. The limitation froze all of my money in my account and asks me to provide more private information such as Social Security number, proof of purchase of the items that i have sold, and tracking information. I was told I need to provide all the information they want or the they will not lift the limitation. Now, I cannot withdraw my money, I cannot do business on Ebay, and I have shipped the products to all buyers.

I'm positive my story is like many others out there regarding PayPal. I won an Apple laptop on ebay, paid the seller via PayPal, and never recieved the item. I began the resolution process shortly after and checked on the seller feedback- during that time, he started to receive a lot of negative feedback from buyers and sellers alike, with similar complaints of no payment and no item received. Needless to say, PayPal investigated and said they were only able to retrieve $175.00 from him.
The seller had two names under his account, Andrew Perez and/or James Perez. I repeatedly wrote to PayPal to ask for an update on this case and have gotten airy statements such as we cannot disclose information about this seller- WHAT DOES THAT MEAN? I want to know specifically what is being done to resolve this and the fact of the matter is, nothing.
My bank reversed the charge and refunded the $935.00 that was taken from me. PayPal has frozen my account, there is a negative balance on my account (which is perverse considering they should really be going after the scammer, not the victim), and are sending me collections emails.

I was selling Playstation 3's and Nintendo Wii's online on Ebay, who by the way owns Paypal. Please keep in mind, I have a good feedback rating in Paypal after 5 years with them and I have a 100% rating for 6 or 7 years with EBAY with over 120 feedbacks. There is no reason to suspect whatsoever that I would suddenly start scamming people.
On my third item I sold on Ebay I did a transfer of funds to my checking account. To my surprise, Paypal reversed my funds back to my Paypal account without prior notice or warning. Paypal restricted my account from transferring funds and even reversed my last transaction because the items I sold were “high risk“. They asked me to provide all sorts of information after 5 p.m. on a Friday including tracking numbers, and requested I fax a copy of my license. Once I did all that, they had my status in review.
I called to find out what was going on and they again asked for the tracking number. This I found to be a ridiculous request because the tracking number they were requesting was in their very own transaction data they provide you when your checking the details of the transaction. After giving them the tracking number numerous times, they said they were going to hold my money for 180 days!
I call them and they said once they can verify that the customer has received the items, they will release the money. On day 6, the FedEx tracking showed the customer received the item. The customer even e-mailed me to tell me they got the item. Now Paypal's excuse was that the item was not signed for, even though the customer signature was on file. The customer service person said they would call the customer to verify they received the item. Apparently Fed Ex tracking is not good enough for them.

My item that was sold on eBay was paid for with a stolen credit card number from a hijacked eBay account. Paypal is currently holding me liable for the funds because the real buyer issued a chargeback through his credit card company and I did not ship to a confirmed address, according to Paypal (It was shipped to the Ukraine, per the hijacker's request, for his friend's birthday).
Paypal notified me that they are working on a resolution, yet I received a letter in the mail last Saturday from a collection agency stating I owe the $530 that was stolen from the eBay buyer. I sold an item on eBay to make money, not lose money.
None yet. Paypal states they are working to resolve the issue, yet I still get a collections letter.

We have a vehicle repair facility and use Paypal to process our credit card payments. Paypal froze our account and has kept what money we have while a "dispute is being reviewed". Paypal says this is due to a customer filing a fraudulent claim with the credit card company AND giving a fraudulent check in order to avoid a lien against the vehicle.
We have ALL the documentation and $6000.00 is involved. The customer never requested his money back from us. In addition, the customer is driving around in his perfectly fixed vehicle.
When we contacted Paypal, we were assured that Paypal would not attempt to take ANY money from our bank account until this was resolved AND it was proven we were at fault, which would take a minimum of 30 days. We are not able to delete our personal or business checking account information in Paypal in order to prevent them from taking our money "while our charge-backs are in review". We haven’t been able to accept credit cards since 11/17 and have fees on top of the balance. We need help. We’re a small family owned business and this could literally ruin us.

Purchased a commodity on Ebay using PayPal but did not receive the product. I proceeded to lodge a complaint with PayPal to dispute the charge after 2 weeks had passed. The seller responded with a tracking number and the status of the dispute changed to 'waiting buyer response', i.e. me. So I tried to respond. But there is NO place to respond. No link, no email address, no form, nothing. And it says that if the buyer does not respond the case will be closed in the seller's favor.
So I called ebay, and the lady says, yeah there should be a link there to respond. Now I am amused. The link isn't there because you DONT want it to be there. She then proceeds to give me an email address to send my response to. Can you imagine running a company the size of PayPal and only giving out a way to contact when someone calls you and even then, its insecure, unreliable, good old email!
Needless to say, this is not just in favor of the seller, its like cash. This buyer protection mumbo jumbo is just that: just talk. The buyer is basically sending cash over and should think of it as such. Especially with PayPal on the side of the seller.
BTW, the tracking number says the item was never delivered. But I doubt the folks at PayPal care.

Banks are required to follow strict guidelines when issuing such payment devices and those rights afforded to consumers through the Electronic Funds Transfer Act include:
- That a dispute will be acknowledged in writing within ten business days;
- that customers that contact the number on the back of the card be allowed to dispute or report a card stolen through that contact;
- that funds will be provisionally credited to the customers account within a specific timeframe; and
- that the results of the investigation by the bank will be sent to the cardholder in writing and the bank must provide some sort of proof if the customer requests it.
If one calls the number on the back of the PayPal Debit Card, they can expect to be put on hold for a lengthy period of time before ultimately being told that they must dispute the charge via PayPal's website. This is an expensive call if made from New York as PayPal provides only a toll number on my debit card and it is in San Jose, California. And it doesn't stop there! Assuming they have access to a computer, once this poor soul goes to PayPal's website, they will never find a place to dispute such a debit card transaction.
Consumers who are not proficient on the computer will only find information on how to apply for the card. It even gets worse believe it or not. If the customer decides to email them at the other contact method on the back of the PayPal Debit Card, cardsupport@paypal.com, they are sure to get an auto-response electronic message requiring them once again to return to the website and submit the concern. That's it, no more information than that.
I submitted three messages to this email address before I finally received a response that provided me with a link to an affidavit to dispute a Debit Card Charge. At this point the customer can assume that they MUST HAVE A COMPUTER in order to use the PayPal Debit Card and at the same time be protected from unauthorized charges. PayPal seems to have interpreted the Electronic Funds Transfer Act to indicate that every single human being on the face of the earth is born with a computer attached to their chest and has unlimited and free web access; so they figure an email is the same thing as "in writing" when it benefits them, and of course, the company is not a bank and is protected from lawsuits through its arbitration clause can do that.
Normal people generally give up at this point and PayPal literally banks on that.For those persistent people like myself, the ride is still not over. PayPal has decided that when you finally find the secret affidavit you must then check one or all of the boxe(s) on it which include six different scenarios and offer no other box that states other. This is confusing to me, maybe cause I grew up in the hills and possibly the city folks can help me on this one, but doesnt it seem that there are more than six reasons that one might have to dispute an unauthorized charge?
The reason I get stuck on this part is because at the top of the form I was told "Incomplete forms will be returned." And I could not tell you what this statement means. It seems to suggest that PayPal will refuse to acknowledge this very time sensitive contact that the EFT Act affords only if I limit my reason for the dispute to six different scenarios all of which require me to submit yet another document to prove it. But it is anyones guess and only PayPal knows the meaning of it and I am sure the meaning of this statement flips and flops to suit the companys needs. What the heck is an affidavit anyway. (Hint: a written declaration made under oath before a notary public or other authorized officer).All right, so I have to swear and I have to prove that Im swearing or else PayPal will not acknowledge my dispute. Makes sense to me cause like I said, I grew up in the hills. Of course, my mother was born in Brooklyn so that gave me the ability to take a step back and see what is going on here.
This whole affidavit thing is just another stall tactic on PayPals part to confuse the everyday Joe into giving up. Finally, the completed affidavit must be mailed to PayPal's Nebraska address (not by fax or email, mind you). Oh, and I almost forgot, they must receive your signed and completed affidavit within 60 days of the transaction (I have no idea where they got that from, but it contradicts the 120 days that really persistent and inpatient people like me learn when they finally call MasterCard).
For those of you who forget to send your swearing your showing proof form certified mail, go back to step one except move the calendar up another 15 days cause there is something wrong with the mailman on this particular route. PayPal will swear to it! If you have not figured the game out, PayPal is so arrogant that they will stall you until you have no right to dispute the charges because the time-frames for handling such disputes will have expired.
That is fine with PayPal because the worse thing that can happen to the company is that one might sue them. Wrong, again! Remember the 24,000+ word user agreement? It contains an arbitration clause that makes this so expensive and requires one to travel to San Jose, California -- simply impossible for most customers.
The livid cardholder at this point has no choice but to file a complaint to the bank regulators that regulate such payment instruments and search for them depending on which state they live in. Wrong again! PayPal isn't a bank so they have no regulatory authority over PayPal. Or do they?If there exists any satisfaction for me and my $1,010.75 Not A Bank 101" lesson, it would be that this may be the straw that breaks the back of PayPal in that the issuer of the card, Bank One NA, as well as Wells Fargo are beginning to feel the heat of bank regulators as a result of PayPals poor and unfair methods of handling these disputes. These banks are sure to distance themselves from PayPal as this issue makes it way into the public and legal forums we all enjoy as American consumers.
Not only has PayPal disrupted my life as they placed their profits over the fair business practices and unwritten rules that consumers call reputation. The company has also tarnished the reputations of both Bank One NA and MasterCard in its unfair and misleading practices and has exposed these institutions to regulatory action at both State and Federal levels. If the past portends to be anything of the future, it will be an interesting saga to watch PayPal insulate itself from the consequences of it own actions as they hear the slap upon the faces of Bank One NA and MasterCard by regulators, which the force of logic would conclude is destined.
The very least we might hope for is that the banking industry might move to banish PayPals debit card as it holds an unfair advantage in the market. And one final note: Why do I have to sign an affidavit form and mail it to Nebraska in order to stop the time clock for reporting such disputes when all I have to do is click three buttons to enter into a 24,000 word contract with PayPal to instantly use the service?
Damage Resulting: Police contacted me and required me to make restituion for the money Paypal has frozen in my account; The merchant claims and has provided credit card documents to prove he never received funds initally, so PayPal has kept the money all along. I don't make much money so imagine what kind of economic damage one has when $1,010.75 diappears all the sudden. Ebay account is ruined after four years of excellent ratings. Wife's mad at me for trusting that "stupid computer bank thing" in the first place!

My argument:
PayPal should not have cleared the funds onto my account before they actually were drawn to the relevant bank. No major fin. institute does it that way, which is the reason for the longer processing time. PayPal knows that most clients use PayPal to find out if funds have been transferred. Declaring transactions as completed without verifying their legitimacy and reserving the right to withdraw the funds at a later stage is deceptive and not usual business practice. As a result their business conditions are not enforceable.
PayPal is not in accordance with the electronic funds transfer act which requires that a fraud victim be provided with all available information about the fraudulent transaction within 10 days. I still do not know who, how, what bank, what kind of fraud etc. As a result PayPal has no claim on my funds (as described by the EFT act).
I qualify for the protection policy PayPal has. First PayPal claimed I did use non traceable delivery (express mail). When I proved them wrong, they changed strategy and told me that the reason I do not qualify is that the payment I received had no confirmed address. I could find neither of the conditions mentioned on their web site, although they might be there somewhere. Their argument: I checked the box "I agree".

Good luck, Miguel. You can't take legal action against PayPayl because their 25-page service agreement requires you to submit to binding arbitration in lieu of legal action.

Because I am out $2900, this has been an economic impact as it would be to anyone when you are talking about this kind of money. I can't understand why they don't know where the money was transferred to. Don't they keep records of their transactions?

I sold something on eBay, the customer paid through PayPal. The item was damaged in transit, so I refunded the money through PayPal. A month passes and PayPal allowed a credit card chargeback from the customer's bank to hit my account. The amount in question is roughly $2300.00. Even after providing PayPal with proof from their own site (this makes no sense to me, its their company, they have records, look at my account and see that the refund was sent), they still keep telling me "It could be up to 75 days while we investigate this matter".
What is there to investigate? Paypal processed both the original payment and the refund to the customer. Contact his bank and give them the information of the transaction you processed. My account balance is -$2300.00, so any payments that come in while they "investigate" never make it to me, they just reduce the negative balance.
My business has come to a standstill. I cannot ship items sold or do anything. What is the point of being honest and refunding a customer if companies like PayPal don't recognize the refund they issued and take another $2300.00 from your account?

I lost $1130 and will never do business with ebay or Paypal again, and suggest that others be warned. I wish I had read this column and paypalsucks.com prior to doing business with them. A hard lesson learned. I will, however, take them to Small Claims Court and see what happens.

Yesterday I found my checking account cleaned out by numerous Paypal transactions totaling over $7000. I have not used my Paypal account since November, nor have I purchased anything over the internet. I spent all day trying to get the charges reversed by Paypal and Paypal has done this for now. Then I had to dispute the charges with my bank and to credit me for the overdraft charges $203. I only had a balance of around $9 in Paypal and luckily only $134 in my checking account. My husband's paycheck will be deposited tomorrow and I'm afraid all these charges will leave me with no money. I was unable to stop the direct deposit of the pay for this week, but have done so for next paycheck, and will probably have to cancel my checking accounts.

I went back to Paypal's site and found ANOTHER request for payment in the EXACT same wording: "i am seller of camera on ebay" with the amount of $497! Above it was the now PAID item for $494, paid to an unverified unknown female party OVERSEAS. At this moment it struck me like a ton of bricks: Was I was a victim of a transaction interception? My funds had been given to a woman OUTSIDE of the auction, and outside of the country! I had to do the right thing. I went back to Ebay and found the real seller's ID (a man) and e-mailed him immediately, and paid him his funds of $497.
Within hours I got a brief e-mail with the words: "Camera has been shipped". I then wrote the man two more e-mails asking about the lady overseas who got the previously sent $494. No answer in four days. I was still suspicious. I contacted Paypal and Ebay, and requested they get my funds back for the fraudulent first payment, and that I was very suspicious about the two identical wordings and their timing. It was possible that those two parties were working together to scam me out of more funds. I suspected this because of the terse answers and the identical wordings in poor english. Ebay answered with a form letter, stating it was a Paypal issue. But I HAD pressed the Ebay button to pay, TRUSTING this was the way it was done. Two more e-mails were ignored.
I contacted Paypal and they said they would "investigate" for ten to thirty days! I called my bank and their comment was that it "looked very much like the parties were working together". SUMMARY: My trust in Ebay and Paypal is gone. They together allowed unverified parties to recieve $494 in funds taken from my charge card. I hold them mutually and legally responsible; but my funds are gone. This is not right.

In the latest interaction, I paid for a discontinued perfume from a vendor in Italy via PayPal. It was my sick mother's wish to have one last bottle of this perfume because it reminded her of the good old days when my father was still alive. I had wanted so badly to give my ailing mother what could be her last wish, it would have made her and me so happy. I never received the perfume and seller refused to refund or to reship (claims he has no more of the perfume I wanted). PayPal, of course, is the one that "facilitated" this theft and then stood by the sidelines smelling like a rotten sewer.

I refunded a buyer who had paid me, due to a problem with my merchandise. However, PayPal deducted the money from my account twice instead of just once. I received a payment for another item which WAS delivered and the buyer left positive feedback for me. However, Paypal said that I never "collected" my funds within 30 days so they deducted it. However, I did collect the funds. They answered one of my emails saying that they would look into it but never got back to me and never answered any other emails. This has been going on since last year.
