My went to a dollar store and wrote a check for 28 dollars. It got declined..they tried again and she wrote a second check. It got declined so I called my bank and they were not sure why it got declined. Come to find out it's this crazy company. So I called their number. No answer. How shocking. I called Dollar General with no help. I called the number they gave me. No help. But they did give me a new number to call. I asked if I was just getting passed around. So now I will try it. But it's not your business to know how much I write checks or even how much they are for just if they clear. Nice job.

Earlier this year filed a complaint against Certegy with the FTC. Now my card that has never been declined gets declined by Certegy, I can not get through to anyone in Certegy card services, I was able to get through to Certegy check services who is unable to give me the number for the card services department or the number to the CTX operator that would know the number for the card services department, they are even unable to transfer anyone to the correct department, the company has made it EXTREMELY difficult to get to anyone that can assist people and when you do get someone they have no information.

I have been on sick leave and out of pay status for many months. Certegy uses some sort of algorithm that flags any "unusual" activity as fraud WITHOUT actually contacting the check issuer, they just flat decline to cash the check. They should absolutely NOT have this power without A LOT more effort put toward due diligence and much more transparency about their processes, and accountability for the harm done to consumers.

I used to be able to cash checks without any issues at a local Walmart, safeway, or Fred Meyer but one day I tried to cash a very standard payroll check and was informed that it was declined. The store was unable to give me any information on why and certegy just gave me a generic vague statement of why I may have been denied. It's been nearly a decade since then and I am still unable to cash a check through any company that uses certegy for check verification. I've never attempted to cash any fraudulent checks and I have no idea why I would be blacklisted! You can't even do anything about it. This company is a joke.

Walmart and any other company that uses this low-level company needs to be ashamed. This company does not offer authentic check verification services. I went to Walmart to cash an insurance check from Wawanesa and the check was declined. I was mortified. I called the company and was presented with a robo answering machine type person who did not understand the English Language and could not decipher the words that were coming out of my mouth. I tried spelling my name, repeating it again and again and still..the machine robot got it wrong. I decided to download the dispute form and it dawned on me that this is a low hanging business that is owned by robots.
They want personal information DL, SS# okay but why do you need my bank's routing number when the check I was trying to cash was not drawn on my bank. I decided that I was not even going to pursue the matter because I haven't cashed a check in years and it will be a new decade before I attempt to cash a check at cut-rate Walmart whose entire business is going downhill fast anyway. They have forgotten how to treat people and keeping a service like Certegy is an indication that you want to do everything at a cut-rate Quality does not matter.

So I went to my local Kroger to cash my Disability Check, you know, the ones issued by the United States Treasury Dept. Just to have them decline me cashing it. Called the number provided, got some bogus excuse from an automated message about history etc. So from my understanding, I have not had to cash a check in 2 and a half years so now I am a cashing risk? It said to take it to the financial institution.... Hard to do with a Check like that. This company makes it difficult to get your money and is bad for the businesses that use it. Was gonna buy something from the store I was at, but that went out the window, like me cashing that check....

Not only do they make decisions that have no basis in logic, but when you ask them to explain, they start making nonsensical excuses. I got “Walmart doesn’t have the money to cash the check”. I then asked how they got Walmart to let them know how much cash they had on hand, I mean, for them to know that in real-time in order to suggest a denial of a payroll check, drawn on the super small, mostly unknown JP Morgan Chase bank is pretty interesting.

Walmart and Fry's Foods denied cashing a $350 check from Ameriprise. Denied at both places, then later found out they both use the same bogus company for check cashing service. No clear explanation, just a, "no, we can't cash it." Then I call the number and it has no idea who I am, offering me choices of places I lived which I never did or it was so long ago and such a brief stay. I could never remember those addresses and zip codes from 25 years ago!
I just hung up after 3 or 4 questions that didn't pertain to me and had no option to get a correct answer. Then confused me with my dad who I am not a Jr. But since they only use a middle initial (how stupid is that when they are trying to prove you are who they think you might be) which could include hundreds of possible middle name variations for the letter J. How do they think they'll ever be able to tell people apart. I do think that this is the root of all their problems. You simply cannot expect any exact results when you do not even know the person's entire name, this allows a huge margin of overlap where there clearly should not be.
My middle is James while my dad was Joseph, not a Jr. and should never have come up as 1, I had no way of correcting it and didn't really much care after I was exposed to how non specific their data was compiled and the margin of error being as high as it could possible be simply made their info incorrect right from the very start. How anyone could think that they can compile a database not knowing the full names of the people they are judging is beyond my comprehension. I do believe that each and every person who has been denied is due to this vague matching that they rely on to pass judgment.

This compassionless company assesses check cashing risk factors for many grocery stores nationwide but has completely failed with it lack of response to COVID 19. I’ve been waiting 8 weeks for unemployment. Now I finally get it and I can’t open a bank account due to corona and thanks to this company and the state of Oregon I get to cash 2 checks every 48 hours.... maybe since each check has its own algorithm.
So if your inept government officials decide to send 8 checks to you with the same date and you don’t have a bank account plus you're 2 months behind on your bills because of a worldwide pandemic. Certegy doesn’t care. They have to protect Walmart, Safeway, Albertsons food4less.... etc. Most big name chains across the U.S. from the risk of me paying them to cash government issued checks!? This isn’t right especially given the current pandemic. The store manager should at least be able to override this decision made by computers right?? You can tell that the people at the counter most the time generally want to help you but their hands are tied and Certegy probably gets a payment every time they suggest a decline. So there is obviously incentive there I’d assume. I’m Definitely no finished exposing this company for what it’s doing to people in dire straits.

I had fraudulent charges on one of my credit cards, so I decided to use cash or personal checks as much as possible. On Feb. 26, 2020 I wrote a personal check for $66.50 for food at a Kroger store. The transaction was denied. I have been shopping at this particular store for 20 years. I went to the bank and there was no problem with my account. I called Certegy at the number provided on my receipt. Got an automated system that said use another method of payment. Could never reach a menu to talk to a live person. I also tried their website and go the same runaround. (No live people). They made it sound like it was a problem with the store.
Went to customer service at the same Kroger. They tried to run the same check and also a blank check. Both were declined. Service rep shrugged her shoulders and said maybe the system was down. Offered no other assistance. Sounds like I may have to wait 30 days to see if the problem is resolved, according to other reviews I have been reading. Thanks Kroger for all the help. I will no longer be shopping at your stores. I do not think management realizes consumers have a choice of where they purchase items. I suggest you quit using Certegy, their reviews, and services, are awful. I have the Kroger receipt for contact info for Certegy but do not have tie technology or knowledge of how to download it.

I also went to my local Walmart on 02/06/2020 to cash a check from a well-known Business and it was denied. This was humiliating, embarrassing to say the least while about 10-customers were standing in line behind me. I am a law-abiding citizen but this made me feel as if I were a criminal. I watched other citizens cash there checks with no problems. I need to do some shopping for items while at Walmart along with getting my prescription filled and paid for, but that didn't happen thanks to Certegy Check Services. I was pissed so I called the 800 number on the receipt and ordered my report.
I received it yesterday, and there was nothing negative listed, actually nothing at all. I have researched and investigated Certegy Check Services. Wow at the complaints I have found similar to mine and everyone else who complained on Consumer Affair Website. I am a Pro Se Attorney which means I am not a licensed Attorney. It just means I can represent myself in Court as anyone else can, but you have to abide by the same rules of civil procedure as any Licensed Attorney in Federal Court or State Court. I have sued debt collectors for robocalling my cellphone for the wrong person. And I have sued other Businesses for violations under consumer protection laws. It looks as if I will be suing Certegy next. I work with a network of Attorneys in several states most of them practice in the field of Class Actions.
I may reach out to one of them concerning this matter. Walmart and other Businesses should be just as responsible for using this Business. If you advertise check cashing services but fail or denied a check to be cashed by a law-abiding citizen then you're just as guilty. I would suggest these Businesses use a different third party besides Certegy. It is also worth noting that the FTC sued Certegy back in 2013 in which Certegy settled for $3.5 millions.

On Jan. 3 I wrote a check for $19.95 to Penney’s for a purchase. On Jan 10 I wrote a check to Kroger that was declined. When I finally talked to a real person I was informed that the check I wrote on Jan 3 was returned and not paid by my bank. I promptly called my bank and learned that my check had never been presented for payment on my account nor had it ever been refused. They keep logs of requests for payment and checks that they decline. I went to Penney’s and asked then to check out the transaction on their end. I was told that “they don’t make mistakes." That because I tried to cheat them out of $19.95 I was now going to have to pay an extra $20 over the $19.95. I went back to my bank to see what they needed to try to clear up this mess. They requested that I get a copy of any documentation they had showing that the check had been presented for payment and returned.
I went back to Penney’s and talked to them again, got a copy of the receipt since that was all they have in store. I went back to my bank and as they are trying to trace the transaction from their end, Penney’s check cleared. It literally popped up on the screen as we were looking at it on the bank’s computer. So after Penney’s presented my check for EFT on the 15th it went right through.
I called Certegy to see when they were going to take my account # off of their decline list and was told that it would take 8-10 business days after Penney’s notified them that my check cleared. So finally by Jan 31, I could use that account again. This company is the cause of 1/2 the cash problems in this country. Had I been a young wife and mother, I would not have been able to use this account for a month. I have talked to several people I know and they would be in serious trouble. They would not be able to feed their families or pay any bills. I seriously feel that they should be as closely regulated as banks are.

Certegy is a fraud company - possible bad check. I purchased a Western Union money order with cash from Kroger’s. The next day I no longer needed the money order. Kroger’s customer service informed me that my “check” had been denied. What check???? I gave Kroger’s cash. Nevertheless, I was given my money order back along with an Kroger’s receipt.
Long story short, when I called Certegy Check Services (info on the bottom of receipt) I was asked for the following: My name, SSN, DOB, license number, and, address, and phone number. I asked why? That’s enough of my personal information to commit identity theft, file taxes using my SSN, and who knows what else. I gave none of my information; hung up. There were 183 complaints like mine on Certegy with the Better Business Bureaus (BBB). I now know that Certegy was ordered to pay 3.5 million in 2013 to victims. Certegy collects consumers' personal information and sells that info to other businesses. The Federal Trade Commission is aware. Now the FTC has my complaint too.

My company changed over their payroll system but did a piss poor job of notifying employees that direct deposit information would not port over so we had to re-enter. As a result for one pay period I got a paper check. The check didn’t arrive until Monday after the usual pay day on Friday. This put me one day away from being late on rent and having to pay a late fee. Because we get our mail so late the bank the check was drawn on was closed so I decided I would go to Walmart and pay the 8 bucks to cash the check because that was far less than the late fee. Couldn’t cash because the check was declined by Certegy.
I call their number and was able to find out absolutely nothing about why. At the time I had over 24 thousand dollars in that account, a USAA money market account. 12 days later Certegy called me and informed me they could not process that check because it could not be processed electronically. I called USAA to confirm that and they told me they have never had an issue like that. I wrote another check from another account and Certegy rejected that on the basis that my previous check was rejected. There was never any issue of insufficient funds in my accounts. Certegy told my my check writing ability was curtailed for a "check that did not clear."
In other words, they made an error and then blamed me for their error. They claimed the ford dealer received the funds from them. Ford told me they did not. I put a stop payment on the previous check because I did not believe what they were telling me. The situation was resolved when I sent them another check with assurances the previous check was not collected from my account. This took all day to resolve. Ford tells me I am not the only customer who has had inappropriate issues with Certegy. I will never again deal with any car company who utilizes Certegy. They said they knew the check was good but it did not meet their requirements. They gave me a number to call and when I did after giving all my personal details got to talk to someone. They said everything checked out and the check was good but it was denied because it did not meet the requirements. I asked them to explain and the lady said that’s all she could say and the decision was final. She said it’s probably because I do not use their service a lot. Hell how can I use it at all if they are going to deny me the first time I try to use them. They have lost my buisness for good!!!

I declined to give them anything more than they already had and requested a copy of the transaction transcript regarding my drivers license (which is valid). Is this a scam to obtain consumers’ personal data when they call post decline? Are they a clearinghouse gathering information to sell? Advice: google which businesses utilize Certegy and avoid. It’s a sad day when a chump change company declines a US Treasury check for no reason other than to fish (phish). I did file a complaint w the BBB.

Ok, Yes I am a long time cash checker at Walmart. Today my check was denied. I find out that my last paycheck was returned. Walmart gets paid and it is Certegy who needs to get their money. I filed a claim stating it was the company who wrote the check who was responsible. They will contact the company and in about 30 days my name should be cleared to cash checks again. You need to ask the right questions to get good information. There is always a reason. I contacted my company and told them to expect some communication.

Today, I went to Dollar General to pick a few things up and my check was declined based on information provided by Certegy. I have never had a bounced check and have banked with my bank for 24 years. I also have overdraft protection. When I called Certegy, I went through the automated line which then sent me to a customer service rep. The customer service rep hung up on me before I even got a chance to discuss the matter. Good, responsible people should not have to be embarrassed for no damn reason at all.

I called the number on the receipt and entered the reference number, and the automated system says that they didn't know why it was declined but the decision was final. WTH kind of company denies a check, then says they don't know why it declined? Lesson learned just go to my bank and save myself the headache. I called Certegy and there was no avenue to speak with a live person. I looked on their website to learn why our check was declined. In order to get a report from them, they wanted me to provide my name, bank account number, bank routing number, license# and SS#. WHAT!!! This ALONE should be illegal. On their site it states that they cannot by law deny any checks. They simply supply a recommendation to the companies who use their service. If anyone has info how to fight back, I would love to know.

After being a loyal customer of our local Payless in West Lafayette, Indiana, for 3 decades, I will be taking my business to Meijer, Walmart, or Fresh Thyme. I was mortified when Payless via Certegy declined the check I had written for my groceries. After calling Certegy to receive an explanation, all I got was an automated phone service which irritated me even more. At the present no one was able to give the me, the consumer whose check they will not cash, an explanation. I shop at that Payless store weekly and at this time I decided to write a check.
After seeing all the negative reviews Certegy has received and the lawsuit for 35 million, I am extremely disappointed that my Payless/Kroger uses this service. Sure I could continue to go to Payless and use my credit cards, but it is the principle. The next day I went back in to the store to show proof that I had 3x the amount of the check in my checking account, that my FICO score was in the 800, and that I had a substantial amount in my retirement but no one at Payless seemed to care or be able to do anything. Therefore I will be taking my business and my checks to another grocery. When or if Certegy sends me the report they offer I am sure it will be some lame excuse that I had not written a check at the location for years and that the amount was too high to risk. This seems to be the standard response. So, shame on you Payless for using this service and to Certegy. I hope you eventually are shut down.

Same exact experience as everyone else. Went into a Money Service, this being Fred Meyers which uses this joke of a company Certegy. Check was a US Bank payroll check from the delivery service I work for for less than $500. Like everyone else, never had any check cashing issues in my entire life - and I have used money services before but this was my first time using Fred Meyers (but not Certegy, as I've used Wal-Mart money services which uses Certegy). So the "not cashing often" excuse is a little lame considering I couldn't even do it my first time, so how could I build up a history of cashing checks through these...people?
Anyway, same as everyone else, I was given a receipt and no reason, just a phone number for customer service. Called them, got automated stuff as usual, gave all my information (same info that was required to cash the check - SSN and check amount and all that) and you guessed it, same as everyone else. Got a cookie cutter response that was about as vague as literally saying "could be any number of reasons". On top of that, the condescending tone "if you're done, feel free to hang up" seems a little tongue in cheek to me. And I had to hear it twice because I pressed 0 and said Operator and so on to talk to a real person, only to be told by the automated guy "we cannot transfer you to an Agent at this time but if you're done, feel free to hang up". Not that it matters, considering everyone who has talked to an 'agent' got the same exact vagueness as the automated message. Complete and utter joke of a company.

I'm boycotting Lowe's for using Certegy Check Service, and asking everyone to boycott all Lowe's. We wrote a check at Lowe's in Kennewick WA for $65.91. I realize most people don't write checks anymore, but we do. Our Lowe's wouldn't take our check. It was decline. We were so embarrassed, and humiliated. We had people listening to the clerk tell us our check was declined. We ask to talk to the manager. The manager Cassie came up and she said that they wouldn't run it again, and we ask why our check was declined, and she said we would have to call Certegy Check Service at 1-866-792-7515. We went home and tried to contact them twice, and was disconnected after answering a few questions.
We then went back up to Lowe's, and ask for a manager again. We then talk to Cassie once more. She told a young male clerk to call Certegy Check Service and find out why we were decline which he tried twice and was hung up on. Monday May 13th my husband went to our bank to make sure we weren't hacked into, and they said we had more than enough to cover that check. I called and talked to a manager named Matthew and told him what happened he said he would check into it, and get back to me. Matthew didn't call me back. A manager named Joshua called me back with no answers. He just gave me a number to call which basically was the same type of store with no help just got a machine.
I decided to try and call Certegy Check Service again and answering question I finally got a person named Marie. She ask me the same exact question that I just answered on Certegy's machine . I ask her why my check was declined and all she could say that our check transaction fell outside the guidelines of the check acceptance. My husband ask how to get in the guidelines so that Lowe's could accept our checks and she couldn't tell us. She just kept saying that there are several reasons. Marie proceed to tell us you write a check. We told her there was way we would even try until we found out why we were declined. We have never bad a check bounce. All we want to know is a simple why, and no one can give us that answer. I made a complaint with Clearwater Florida's BBB. I also sent this to our local TV Station.

At this point, my husband is frustrated, the taxi driver is nervous, as am I. This check was a check from my car insurance for an insurance claim, I know it is legitimate. They will outright refuse to give any information on why your transaction was declined, and if you want to legally force their hand by filing a Fair Credit Reporting act form, you need to provide an insane amount of ID by snail mail. If any company is coming on to review Certegy for a potential business pairing with them, please look elsewhere. Read all the 1 star (cause that is as low as it goes). As maybe as a small majority of Americans, I have used Walmart to cash paychecks for many, many years. I was traveling cross country and had a debit card that I generally use in paying for my expenses. I did a job for my boss in San Diego and got a paycheck. I was in an area I wasn't familiar with and so I just held on to the check until I got back to GA. Now my available balance on my card is low from using it on my way from San Diego to Atlanta. So I go to cash it and BOOM. Declined. Can't tell me the reason, just declined. I thought my boss' check had bounced or something. Instead it seems I've fell into the Certegy trap. I had another check with me that I had not cashed.
A commission check that I had used Walmart to cash many before. Declined. So then I think it's me. Now I learn there is a gaggle of folks all across the country that Certegy flags for NO REASON. Nobody knows what it was that causes your check to be declined. They just make sure it's declined. Even if the account is fully funded and you have a history. I can tell you that FROM NOW ON, I am going to CASH MY CHECKS at the BANK THEY ARE DRAWN OFF OF. If you are thinking of going with this company for your automated check verification company - think again. They will cost you customers. I am no longer going to cash at Walmart.
For any reason. I am going STRAIGHT TO THE HORSE'S MOUTH. Even if that means paying a bigger slice of the pie for the right to cash their check. I am not going to say I'm no longer shopping at Walmart. But all those checks that they would have made $3 a pop on...that is money they will never see again. And I will share my experience high and low with everyone I have influence with.

I'm told I need to find an alternative way to make purchases. NONE of my co-workers can cash theirs either. We went to Walmart and even pawn shops trying to cash them. So now I'm sitting out of state getting to take a day off work to drive back to IN to MY bank to cash my paycheck. If it was JUST me, or just one of the checks I could see it being something on my end... but, it's a pizza joint (well known in many states) and the other is a federal job - in all 50 states. On November 15, 2018 I stopped at Albertson's supermarket for my groceries. Not wanting to spend all the cash I had on hand I wrote a personal check for the total. The checker ran the check through a reader and a printout appeared. He then pulled out a card from his wallet and checked something on the card with something on the printout. I was told that the check had been declined since I had "exceeded my daily limit". I was not aware that I had a daily limit and I had been to my bank not even an hour earlier and knew that the funds in the account were more than sufficient to cover the check. Begrudgingly, I used a credit card to pay for my purchase and then went back to my bank to see exactly what was going on.
The banking personnel discovered that Albertson's now uses Certegy as their third party check processor. I then was directed to speak with the corporate office of Albertson's in AZ. The lady I spoke with there was not much help. Due to privacy laws she was not allowed to tell me what my daily limit is only that my check for $84.44 had exceeded the limit. I have shopped at Albertson's for well over 30 years but after the utter humiliation I suffered yesterday I will be rethinking my grocery store choice. By the way, I have never bounced a check and my credit score is above 700. Also, if I could rate below 1 star I would.

The lady at Guest Services says they have a new check verification company, and she was sure it was nothing. The automated system for the number you call just said my ID or checking acct # fell into parameters and they were unable to accept my check. I have no bounced checks, absolutely no reason for this check to be denied and I was left humiliated and without groceries. I left them where they sat and went to Publix. After researching online where I could cash my payroll check for an (out of state bank so I could not go directly to a branch since there were no local branches in my state / also I knew my bank would put a hold on for few days and I needed the funds ASAP). I see where Walmart will cash my check. It qualified within their guidelines as far as the amount was right under 5000.00 , it was a payroll check , etc. So I go to Walmart to wait in line thinking this is amazing! I am so glad Walmart has this capability, and what a great service to provide for their customers. Yea, not so much. The associate tells me my request to cash the check was denied by Certegy, and here is your disbursement receipt showing it denied and I needed to call the number at the bottom of the receipt to find out why.
Here is the response from Certegy: "This transaction received a decline recommendation from Certegy because it did not meet the acceptance guidelines, which may vary by check cashing location and transaction. Factors may include a combination of: the check number, dollar amount, check cashing history, or other transaction details. Although this recommendation is final, we will evaluate all future checks at the time they are presented. Another option to cash this check is to visit the financial institution listed on it."
Still had no idea the reasoning for them not to accept the check. The Walmart associate said probably because of the amount of the check, but it was under 5000.00 which per their guidelines that was acceptable. I still have no idea why, and I guess I never will. So I just had to bring it to my bank to deposit, and wait for the 2 day hold to release (which it is the weekend so my funds will actually be available next Tuesday instead of today (Friday). I knew it just seemed too good to be true. Never been a huge Walmart fan, and that still stands.

She gave me a number to call, a place called Certegy. It took a bit but eventually I was put through to someone with a pulse. After a rather long discussion it boiled down to the fact that they had no record of my cashing any checks on my account going back a year. Question: How does one establish a history of check cashing at a local business, when the firm they hire to "protect" themselves from fraud, declines everything??? I told them their business model stinks. When one goes into a local business, writes a check on a local bank, they ought to be able to resolve any issues without bringing in somebody from an ivory tower somewhere in NYC or LA or Chicago to resolve it. If I was allowed to give 0 stars, hell if I could give negative stars, I would do so. Certegy Check Services is a scam and if your business uses them you are not only damaging your relationship with customers, but you are getting ripped off. I went to a Kroger store because they claim to cash payroll checks up to $5000 USD as long as it is from a reputable business. Well I brought in a 401K disbursement check from Fidelity Investments, a nationally known company, to be cashed at my local Kroger. Unfortunately I wasn't able to cash a legal and legitimate check from a national investment firm due to Certegy. And the worst part is they won't give you a reason. They just said, "You can't cash it here." I called Wal-Mart, who claims that they will cash checks up 5000 USD as well.
I asked if they used Certegy Check Services and was told that they did and if I was denied at Kroger I would be denied at Walmart as well. So I decided to call Certegy Check Services laughable excuse for a customer service phone number and had to spend an hour fighting the robocall answering system just to speak to a human being. Once I got an actual person on the phone I must have had the tiredest, rudest, most unhelpful woman in the call center. No "Hi" or "how are you" just "what's your name and phone number in case we get disconnected" said with hatred barely held back. After I gave all the info about myself and the check I was put on hold for about 5 min while she looked up what had happened.
When she came back she told me the same useless info that was on the receipt. She said she couldn't tell me why they denied to cash the check other than it was a risk factor. She couldn't even tell me if I was the risk factor or if the check from the national investment firm was the risk factor. I asked her what she couldn't tell me and how to get this corrected and all she said was to take it to a bank location for where the check was from, which is in Delaware, and I am in VA. Needless to say if companies are still using checks to disburse money then they need to start using a bank or check brand that can be cashed anywhere in the world, the 50 states and even Canada and Mexico. And businesses that claim to offer low cost check cashing need to do so and be clear about what is needed and what their qualifications are. And all businesses need to stop using Certegy Check Services, they cost too much and are not consumer friendly.
Kroger just lost out on my money because some fly-by-night-scam told them to. How much money is that costing Kroger yearly on lost revenue plus the millions they are getting billed by a horrible company? And all that just to protect Kroger from very few check scams that probably equal to less than 50,000 a year. It really makes no sense to me. Last time I wanted to pay groceries with check and had money in the bank, they declined the transaction for "high risk". They check credit score without your permit, I don't see any sign in Walmart telling they check credit for any transactions. Also, I don't see any sign telling me they will use this company to screen me, which is all inaccurate.

Took my 18-year-old twins to Walmart to cash 2 small checks they had received, my son went first, the cashier asked for his ss card and license. He handed her both then manually punched in his ss#, the cashier cashed his check. No problem, my daughter got to the register. Was asked for an I.D (different cashier) and then told to put in her SS #. She and the cashier put the number and check in 3 times and then the cashier says, "I know this is you and your ID and SS cards are real. Are you sure you are 18 because if you under 18 it wont go thru". They are both 18. They are twins...so she gives my daughter a number to call and we get a foreign guy that tells the clerk to run the check again...it is denied again...he says the cashier is entering the number wrong, and tells us we have to try again later. We went to Wells Fargo today and cashed the check with no problems...

Since the time of the check, another company bought the company out, but still both very well known, worldwide companies. At any rate they sent me a claim form for the check, filled it out, and received my check. Took it to Walmart and it was declined. It's horrible having to go back to a customer and tell them that I will need alternate payment methods solely because Certegy sucks. It makes me look bad, it makes them feel awkward as to why their checks won't work. This crap of a company needs to shut its doors! Certegy is a legal discrimination tool. In 2018, technology is unable to determine if "I" am a true risk or not? A $500 payroll check to a hardworking citizen is HIGH risk. They say "We cannot tell you the guidelines we based our decision on because criminals will circumvent our guidelines and render us useless". Reality check Certegy "You are useless" if you deny me services based on your unknown reasons. The truth is, the guidelines are based on where you live and other discriminatory factors. If they tell you the guidelines, they can't discriminate against you.
In other words, they have a useless system that is only valuable if they can bar people "risk factors" they prefer not to serve. Rather than deny you based on YOU, they deny you based on discrimination values you are unaware of. What is the use of checks, if they are too risky? When I called Certegy, I only received the automated system. When I finally obtained the "live person" number from a useless letter they sent me (by request). When talking to the live person I could only be told I was denied due to secret guidelines. A useless primitive service that is legally discriminating.

He contacted the bank and they said they would issue a refund for the second draft, which they did. I went to Ross Dress for Less 10 days ago and wrote a check which was declined. When I called Certegy they indicated that my account showed a returned check. I explained what had happened and was told they would file a dispute on my behalf which might take up to 30 days. I went to Joann Fabric today and again my check was declined. When I called Certegy I was told that they don't have an account with Joann but they would document my issue anyway.
More than 5 years ago I had a similar issue with Certegy. I wrote a check at Macy's with no problem. I then went to another department and when I wrote a check it was declined. I later went back to the first register I had used and my check went through fine, so I thought it was an issue with Macy's. An hour later I stopped at Joann Fabric and again had a check declined. After 40 minutes on the phone with Certegy the agent told me there was nothing wrong with my account and she had no idea why my checks were declined. This company makes absolutely no sense whatsoever, my son just received his first disability check and it was declined by Certegy. They gave no understandable reason for this. Now there is a silver lining, if you can get the service desk employee to listen to you. I worked at a Wal-Mart service desk for almost three years and came upon the fix for this problem, 9 times out of ten.
The reason the checks are being declined is because the check has some type of printing error. When they run the check the numbers are not where the system thinks they are supposed to be, so to get your check to go through double check all the printing on it. Say if part of the top of the check is on the bottom just fold the bottom part and have them run it like that. The checks will also be declined if they are folded where there is numbers, wrinkled, ripped or dirty. If that is your problem and it is a payroll or other check you are trying to cash then flatten it with something heavy and if dirty just dab it with a barely damp paper towel and then let dry. I hope this helps someone.

Initially the phone call went fine until I had to explain to the representative that I have dyscalculia and did not have my social security card in my wallet on me. It was at this moment her tone of voice and demeanor changed completely. The representative was very standoffish and suspicious sounding, when I had asked for merely 4 minutes to retrieve my social security card, she LOUDLY told me that she would not hold the line for 4 minutes.
While I understood the nature of the suspicion due to the frequency of identity theft I was not asking for special treatment merely just time to grab my social security card to provide them with the right information. Throughout the entire conversation she was slurring Her speech to the point where it was inaudible, and I suspect that she quickly grew frustrated with me by the third time I had asked her to repeat herself.
This is not a good company if only for the fact that you can't file any sort of formal complaint calling the numbers provided on their website only leads you to an automated system that either puts you in contact with a check Services representative or an automated process. By default it is assumed that if you were calling them it is because your check was declined at a given location.
There is absolutely zero recourse for customers, and to top it off at no point do I ever remember opening any sort of account with Certegy check services which leads me to believe that Walmart corporation neglects to mention that they have third parties handling your information. I was basically a customer for a company I never hired, and I have zero recourse because it is default assumed that I am a bum since I entered in my Social Security wrong. They were not accommodating. They were not friendly and to top it off there was no way for me to get in contact with a customer service representative in order to file a complaint against this particular worker named Priscilla. It hurts me to even give 1 star for Certegy Check Services, Inc. since that is their current rating. I am sorry to have ever come in contact with this company after reading the complaints consumers have made against them. It seems it is a circus and certainly convinces me after 1 single dealing. We had carpet installed in our home on August 30th and paid with a check. The installer electronically deposited the check while standing in front of my husband and myself. They then left and everything was perfect. Then 3 days ago we received a letter from Certegy Check Services, Inc. "Stating on August 30, 2017, our records indicate that you authorized an electronic funds transfer to EMPIRE HOME SERVICES FOR $- - - as payment for goods and/or services." (amount doesn't need to appear here I feel).
"THROUGH NO APPARENT ERROR ON YOUR PART, Certegy has been notified by your financial institution that they were unable to process this transaction to your account. Some of the more common reasons that this may occur include 'read' errors by check conversion equipment... Routing Number and/or account number structure." I called the number listed 1-866-834-5125 and was assisted by a young lady who after I gave her the routing number and account number stated... "That's what's wrong, the caller didn't give the 000 that our account number started with." So he gave an incomplete account number which the bank turned the withdrawal down of course since the account number was wrong. She entered the correct account number and thanked me for calling so I thought that was the end of our dealings with this company.
Then the next day, yesterday 9-15-17 which was dated 8/31/2017, we received another letter from Certegy Check Services, Inc. stating I had authorized them to Debit a Returnee Check Charge of $25.00 from our account. This subject was never discussed and certainly not approved by me since we were not responsible for the error. It was the installer for Empire Residential that called the numbers in to make the deposit. I have called the number Certegy Check Services, Inc. said to call if there is any problem not to hesitate to call which is 1-800-588-2300 which put me in a never ending loop of choices which have nothing to do with my problem of being charged a service charge that is unfair with no way to connect or speak with a human being.
I called Empire Carpet in San Jose reference #** but wasn't given to anyone in management leaving me to deal with a person answering the phone which said she asked the manager there about the problem and he said I had to deal with Certegy since they are the one that handled the transaction, completely leaving the installer and his error out of the loop. This is a total rip off by Certegy Check Services, Inc. by expecting consumers to pick up the expenses when their Customer is the one at fault. What do they do?? Charge every single person $25.00??? What a way to get rich that is for them!! Total rip off.

First all of Certegy sucks and I will explain exactly why. I received a bank check not a personal check in the amount of $371.12 and there was no question at all that this check would not clear as it was issued from a bank. Banks do not ever issue bad checks ever. I use mobile deposit with one of the leading prepaid card companies in the country. When using the mobile deposit feature you have to enter the exact amount of the check, take a photo of the front and back and make sure it is signed by you and it is so simple a baboon could do it. I really did not have the time to go to the physical branch plus it was over an hour away so I decided to deposit this bank check by mobile deposit. I did every single thing exactly and processed the check and I had received a confirmation number to confirm the transaction.
About 30 minutes later I received an email from my prepaid card bank indicating my mobile deposit of $371.12 was declined as it was declined by a company called "Certigy". After providing him all the mandatory information he had the nerve, gall and audacity to say to me, "Sir, in order to find out exactly why you must send in a letter with all the information and it must be signed by you and you will receive a written response in the U.S. mail within the next 2 to 3 weeks". I asked him, "Is there a way I can email or fax your company about this so I can get this information...?" He replied, "No, Sir I am sorry but we do not accept and emails or faxes from customers". I hung up on the imbecile due to being totally disgusted. From what this imbecile had informed me I was left holding my own bag and had to send in a letter to them and I did. I actually sent the letter U.S. certified with return receipt to insure it got there. To this day I have never received any reply from this company by U.S. mail. When this was received through the mail there was still no information as to why the check was turned down so I called the company with the phone number on the letter and finally reached a live person who was absolutely no help. She could not give me a reason for the turn down and just kept saying it fell outside their parameters but she couldn't tell me what the parameters were.
This company is going to cause a lot of problems for good people that don't deserve it and they should have some kind of government oversight to put a stop to their poor business practices. No check should be turned down unless there is some kind of proof the person is a bad credit risk, and Certegy should have to address the situation while the person is still in the store. Our customer is a long standing charitable organization that has never had any problem and has never written a bad check, the check number was not a low number and Certegy even confirmed there was no negative information on file for them but still couldn't tell us why they were turned down. This company needs to be investigated.

Tried to write checks at Target and Kohl's and in both instances check transaction was denied by Certegy. I ended up using a debit card. Whenever I called to find out why they gave me a list of several possibilities including that I might be a risk factor. I explained that I had never had a check returned or written a bad check in my life so they must have someone else mixed in the file they were checking for me. They would do nothing to find the error or correct it. They just kept repeating the same thing. They appear to be not at all a responsible company because they are causing people problems and not doing anything to check it or correct it. Please Please Please do something about this very irresponsible company. Thank you.

It is beyond frustrating that I cannot cash payroll checks. They are sometimes flagged at Walmart and Certegy cannot give a reason. I'm just told to keep going back another day and try again. I live 30 min. away and the lines there are always about 40 min. long. I can't believe a company can behave this way and remain in business. I receive payroll checks from several employers and they've all been flagged. The checks are good. I used to like using Walmart as they are open later than the bank, but will probably have to stop using them for this reason. CERTEGY SUCKS!

Said it was not them, Lowe's has Certegy as their software so yes it is their problem. Also they need to find a New company software program, we were made out to be lowlife customers. Not Good for Lowe's or Certegy. Nobody wants to explain their reasoning for check denied.
Certegy does not even let you talk to actual person and Lowe's won't help but keep saying Sorry. Not good customer relations, we will not be going back to Lowe's. Certegy can't verify funds nor can merchants do that. All checks are a risk for a merchant. They can't look into any bank account because of privacy laws set by the US Government and Walmart does not have to cash any check. They do it for the sake of the convenience, not a right or a demand. So talk about suing them because they did not cash your check won't get you nowhere but hit with paperwork and less money than you started with. I tried and the lawyer basically told me I had no case and it was waste of time. Plus, they reserve the right to deny anyone service.

I started having problems a few months ago at Walmart. I had been cashing my payroll checks there for months with no problems. All of a sudden my checks started being denied. When I called the number to find out why they told me basically nothing other than an algorithm decided that it was a high-risk transaction. And that was after having to find a direct number because trying to call their 1866 number let you through an automated black hole that you were never able to get hold of anybody real. So eventually this happened six or seven times in a row I had them send me their written reason as to why none of my checks from multiple sources were being okayed. According to them and had nothing to do with me. There was no negative items in my report. So finally got the written report and it didn't tell me anything more than what they had just got done telling me on the phone which is that an algorithm decided that it was a high-risk transaction.
So I waited a couple months and didn't cash any checks there. I finally took one from a person that I know had way more than enough money in the account to cover the check and it was still denied. So now that's 11 transactions in a row that have been denied and supposedly it's not because of me. I've actually now had to change my bank because they started using Certegy and if I wanted to be able to cash checks without waiting for them to clear I had to go somewhere else. Certegy customer service is abysmal. You have to go through this automated black hole and you still can't talk to anybody until you find the one number that'll actually let you get through to somebody otherwise good luck. You're not going to actually talk to a person. Avoid any place that uses Certegy!!! Once you've had one denied transaction that's it. They will deny it every time after that.

I just received disability. In two day time I received 3 checks, 2 SSI and 1 SSD. No check was more than $1500. I went to Walmart and experienced the following: The customer service employee was drunk or high. I have TX license and Permanent Visa ID - I presented both due to my address is no longer in TX but CT. Both seemed to overwhelm her, she chose INS, didn't know how to read it, opted with help to use TX.
I know I'm not writing complaint about Walmart but they too played or caused it. She kept making errors, finally the two smaller checks were authorized and paid after several attempts by rep. The bigger check again her having to redo this over 4 times, finally produced check denied! My husband and I were stunned and we immediately went to call the number on the denial receipt. Much that it did us any good as I was in their automated vortex. I didn't even get a reason for denial. We ended up having to sign check to landlord.
But now this past Sunday presented my monthly check and denied again. At least the clerk was sober or alert and the transaction only took a few minutes. Again denied. We think the first clerk bungled that last check and it was red flagged. We were told by Walmart it could be because there was three checks presented? Ok maybe. I tried Certegy, yesterday, thinking they were closed Sunday and I would be able to speak live. Still vortex automated hell! I'm now resigned to pay ridiculous check cashing fee.
I've signed up for government prepaid card but it takes a couple of months. I did ask the clerk if I could speak to a manager but was told Walmart can't help even if this was caused by the first dealing I had there by their employee. I cannot believe I cannot speak to a live person? Customer service is declining. It should be better due to increased technology not worse. Also I have never been so blocked to speak to managers, but if I do they are unwilling to get involved even if it's their third party payor or contractor. I would totally sign up for a class action lawsuit.

I am still confused by the report because if you write a check with your current information on it, why would I now be declined because the current information does not match the old. In trying to clear the matter up, the rep kept trying to solicit my new and current address and phone number. It made me feel like I was dealing with a scam. If this agency can deny my check with the current information on it, why are they asking me for it? This rep kept asking me if I lived at Point Blvd. "Is this your address?" I felt sick the whole time. Like this was an identity theft ring.
Worst of all, she became angry. She even told me I would have to give my address at some point to clear up the matter. However, when you call in to pay for the transaction, it does not ask for that. I only asked to speak to a representative to find out how long it would take to clear up the issue once I paid. She said "anywhere between 14 business days." They then tell you the denial has nothing to do with my check, DL number and such. They say their computer denied it for a unknown RISK FACTOR.
When you ask what the risk factor was they tell you they do not have access to that information and later tell me they would not tell me. Seems they were sued back in 2013 for their business practices and lost 3.5 mil, guess they have forgot to adopt good business practices. When you are at the counter and your check is not approved by this company it is embarrassing because the cashiers are loud and all the people behind you think you're trying to get away with something, even though you have sufficient funds.
When I called Certegy she said I need to get on their VIP list. I did that the other two times and still not working for me. She said it would be best to give them more info so they could manage my account, like give them my SS #. I said, "No, I don't do that with anyone over the phone". If these companies continue to use this Certegy check approval service which is appalling, I probably will boycott and not do business with these businesses anymore. That's a shame because I love Lowe's. Certegy is a horrible service, they don't even check with your bank to see if you have sufficient funds. How can anyone run a service like that and get away with it, it's beyond me. Litigations?

I went to Walmart to cash my federal income tax return check and was denied for reason code 2. I called the number on the printout I was given and was told a bunch of reasons I didn't understand such as it didn't meet certification requirements. The woman on the phone finally said they could not verify the availability of the funds (did the government go bankrupt between the time they sent the check and I received it?). So I can't cash the check at Walmart and have to rush to the bank to get the check cashed after I get off work. The really ironic part of this is I went to the Walmart where I work as a department manager.
