I made 2 separate transactions on eBay, one of 3 items and one a single item. For each option PayPal credit was offered as a form of payment. 2 days later when I woke up all 4 transactions were taken directly from my bank account through paypal. I called their customer service and they told me if a seller refuses credit they just switch to the next preferred payment. They offered no apology or resolution to the situation. I wrote to their customer service, they replied with an auto email that had nothing to do with my situation and said to reply to the email if I still had an issue. I informed them that the situation was not being resolved and becoming more frustrating in reply, and they sent a prewritten message suggesting I did not select paypal credit or that a seller refused payment so they switched payments.
I made a second service complaint through their website, and went through the exact same email process with the exact same replies from paypal. The entire process seems automated. At the very least I would have appreciated a notification of payment change. A better option would be for them to try to contact me for authorization. They have my phone number, email, and address.

Since PayPal's launch of their new graphical user interface (GUI) on the 1st of February 2014, my relationship with PayPal died not long after. The Classic Site was extremely simple and fast where I can train my cat to do my payments for me.

ON 5/18/2015 I ORDERED SOME SILVER FOR JM BULLION 217.84. AFTER COMPLETING TRANSACTION I SEE IT WAS GOING TO AN OLD ADDRESS. I immediately cancelled the order at JM BULLION. I then reordered the same order but with the correct address. Before I could confirm with my bank PayPal had sucked 217.84 + 217.73 from my account. I did all of this in about 5 minutes. I even called JM BULLION and confirmed they cancelled 1st order and returned the fund to PayPal.
It took PayPal less than 8 minutes to take 435.57 from my account. Paypal indicated the refund was recognized and would be coming but later they put it on hold for 3 to 5 days. I called and spoke to an automaton who just kept repeating the same gibberish over and over. I told get to get me her supervisor. She argued and finally said OK. She administered death by hold music and after 30 more than an additional minutes I hung up. AFTER 5 days still nothing (on hold) 6/2/2015. Today 6/3/2105 I see they put it on my books but put another 3-5 day hold. WTF??? Meanwhile my second order was sent. I received it 6/5/201 am and still no refund. So it they get your money in the wink of an eye but forever slow to give it back.

I made then cancelled a transaction with HP home and work, they shipped item anyway and it was returned. Then using information from cancelled transaction they sent another item. It was not ordered and they have since acknowledged it was their mistake. Paypal made the payment even though there were insufficient funds available. I keep only enough to make purchases in the account. Paypal has id numbers for transaction that come up as invalid when I file dispute. They are processing the transaction since I have a refund added to account. I have no recourse if they state transaction id is invalid when disputed and they are as of today literally stealing $1,377.00 USD from me. Original cancelled transaction April 27 2015, resubmitted without authorization on May 7 2015 which Paypal paid again without authorization...

Someone purchased a DVD from us. They did not recognize the billing name and declined payment hence we did not get paid. When I confronted the person who we know they apologized, called their card company who then contacted PayPal to allow charge to go through. That was end of March and PayPal has still not released payment. I cannot complain as to the customer service as they do have a real live person to speak to which Square did not. But that does not resolve the situation. They say it can take up to 3 months. PayPal has the money according to the credit company so I do not see why the length needed to reimburse.

What a complete ripoff PayPal is. They send you emails telling you that a customer has paid you. They take their fees instantly then withhold the balance for up to 21 days. Surely this is theft... Although they say YOU have been paid, in fact you have not, PayPal has been paid...and kept the money. If we all stood up to these bandits, we could stop PayPal as a business. They have totally monopolized eBay.

On January 23, 2015 I purchased 3 paintings from overseas via PayPal. Transaction: ID # ** and # **. I bought few paintings from that seller before using PayPal in the past years and never had an issues. Paintings were lost in transit and on Feb 27th, 2015 I was refunded via PayPal. One month later I received paintings severely damaged in transit and notified seller so he can file insurance claim.
Paypal case was already closed for a month by the time I received last painting and could not be reopen. Seller told me that he didn't insure the packages (it's required by Paypal on items over 250$ value) and that I owe him 795$ back. I called USPS and was told that seller needs to file postal claim in his own country since he was the mailer. I offered seller to pay return shipping as I was quoted by USPS 180$ if he wants me to return the paintings. Seller refused demanding his money back. According to the PayPal I qualify for Buyer Protection policy and seller should've insured the packages valued over 250$. Damaged packages were thrown by my front door while we're moving and I could not sign for them. Otherwise, I would refuse delivery (My spouse is veteran United States Air Force).
On May 25th, 2015 PayPal took 795$ out of my account for the case that was closed back in Feb 27, 2015 in my favor and refunded seller. I never received any emails or phone calls from PayPal prior taking money out of my account. I called and reopened a case as I received damaged paintings, but both cases were closed in seller's favor since seller knows someone in exclusive escalations department. Therefore I'm requesting PayPal to honor advertised buyer protection policy. Seller was required to ship INSURED packages if the value is over 250$.

I sold an item on eBay on 20th May and the buyer paid directly from her PayPal account to mine on 20th May. I sent item the next day which was a Friday and buyer had the item by Tuesday 26th May with satisfaction plus feedback eBay. I am told by PayPal that the funds will not be available to me until 4th June. I would like an answer as to why when the goods have been received by buyer. Why they continue to hold funds for another ten days? I will never use PayPal again for anything.

Thieves. I load my $$ to pay for car's loan each month. Everything seems fine and I decided funds the account for next couple months’ payment. That's when they limited my account and told I have more than 1 active account so they refund my money after 180 days. Oh I hope their business goin down.

Recently opened up my own account and was led into signing up for a PayPal credit when I thought it was just a part of the generic sign-up process. Now, I have a $70 charge on this credit account when I wanted to make the purchase with my linked debit card. I never even linked my bank account so why would they even sign me up for this credit account? I never experienced firsthand the terrors of this company until now and I wish that I would've listened to everyone saying it is untrustworthy and filled with deceit.

We are a multimillion dollar highly profitable company. PayPal knows that and yet every transaction that we are paid for, from .99 to any amount, has a two week hold placed on it. Now, they have placed a 24-72 hours review on an urgent payment that I made to a supplier on my platinum Amex. THEY CHARGE A HUGE PREMIUM AND SCREW THEIR CUSTOMERS!!!!! Do Not Use!!!!! This must be illegal!!!

I had a student account made with PayPal years ago when I was in middle school (I am in college now), to buy whatever a middle schooler would buy on eBay. Back then I had to make a student account that was linked to my parents' account. After not using PayPal for some years my Dad sent to me money via PayPal because I worked for him while at school. When I tried to transfer the money to my bank account I was unable. PayPal makes it nearly impossible to access that money unless you want to buy items on their site. I cannot delete the student account from My Mom's account (they are linked) because the site keeps crashing when I try. When I go to the "help" site it crashes as well and brings up an error message.
Customer service on the phone was little to no help and the only easy resolution to this is to get a PayPal debit card, and I do not want to associate with PayPal anymore. The site is buggy and if you have a problem you are on your own to fix it. PayPal was unhelpful and uninterested in helping me fix this problem. Guess I won't be using this site anymore and hope any others having problems stop too!

My name is **, I recently moved and I'm a struggling student. 2 months ago I spent all the money I had in my savings in purchasing three new iPhones off Craigslist for a good deal I was lucky to find. These were valid legitimate phones - the serial numbers checked out with Verizon, T-Mobile, and AT&T - they weren't blacklisted, or stolen, all three phones were brand new, sealed, unopened and never used, so I decided to try to sell them on eBay. I've never sold anything online before, but I've seen advertisements everywhere on the internet for eBay and PayPal. Their claims of protecting sellers, buyers, and all kinds of promises were made to me before I signed up - so I felt safe initially in posting all three phones.
One by one they all sold over the course of a week and a half and when the third phone sold, I got an email from PayPal, telling me that my account was limited, and I needed to provide documentation to prove my identity. At first PayPal asked for a few things, but as I started uploading my information to their website - statements, bills, my identification, social security number, so on and so forth - they started piling on more demands for me to comply with.
They wanted things that I couldn't even provide towards the end of it, and right when I uploaded one of my last documents, a Comcast bill in my name with my address, they limited my account permanently - without appeal. They informed me they're holding my funds for 180 days, and there's nothing I can do about it. Despite giving them photo ID, despite linking my debit card, despite following all their rules, and providing more than enough adequate proof of my identity, this still continues.
I've been calling PayPal once a day now for 2 weeks straight, and every single person I've talked to has given me different requirements. They all keep saying the same thing, that I agreed to their terms of service - and when I asked them why they were doing this, they said that they need to hold onto the money to protect themselves in case of chargebacks for 180 days. This is in spite of the fact that all three items tracking numbers show delivered, all three items received positive feedback and gratitude from their buyers, all three items have been activated on their respective carriers without issue, and most importantly, at the time of the sale before I shipped, I was assured by PayPal that I qualify for seller protection which would negate the ill effects of things such as chargebacks or item not received claims.
The whole time leading up to this, I was reading stories of buyers abusing these systems to take advantage of sellers, and I was so scared at one point I considered scrapping the remaining two auctions and cancelling them as well as the first one before shipping the phone out and just selling them locally. But I decided that it's not likely to happen to me, I'm not a bad person I did nothing to deserve something so negative in life and I took my chances shipping all the phones out - I had NO idea that in the end, the only people who would be taking advantage of me were the ones at PayPal itself.
PayPal limited my account, not allowing me access to any of my funds for 180 days. This was all the money in the world I have to my name, and it's locked up making interest for PayPal for 6 months now. My eBay account got closed because I couldn't pay the seller fees because PayPal wouldn't release my money to eBay to cover the fees. The account has been sent to collections. I still don't have any means to pay my seller fees on eBay. I don't have money to pay my rent this month, I've tried calling PayPal multiple times asking them why they are doing this, but keep getting canned responses.
I followed their rules down to the T, I took all the precautions to protect myself, and now I'm about to be evicted at the end of the month because everything I had saved up to my name is now gone thanks to PayPal. I've resorted to pawning off my laptop, my TV, to try to come up with enough money for groceries this week. I can't sleep at night, I'm exhausted, I'm tired of crying, I can't cry anymore but that's all my body wants to do is grieve. My whole life is falling apart, I've never felt so violated or wronged before. I feel like I got robbed in broad daylight and everyone saw and no one cares.
I'm in complete shock at the way that this company has been handling this I have done nothing wrong! All three customers that received the three phones I sold, have left positive feedback, they signed for the packages, I have proof of their signatures, and they were all satisfied with their phones. What PayPal is doing now is essentially earning interest on my money that they won't pay out to me despite the fact that I was assured that I would be protected should anything like a chargeback happen on these transactions to begin with!
I've provided the documentation they've asked for, and they refuse to do anything until 180 days has passed. The last 3 times I called on Friday, I was simply trying to add a bank account to my PayPal account in preparation to receive my money into it, as far away as it may be (they said October 18th), and all three attempts failed as their employees seemingly mocked and ridiculed me, telling me that I'm wasting my time and there's no point in adding a bank account since I can't pull the money out anytime soon anyway. What's wrong with these people??? This is a complete nightmare, I'm in tears as I write this, I'm starting to run out of options. Please can you help me?

My checking account is linked with my college student’s account and PayPal was able to charge my child's account with a transaction that I made. I did not know they had my child's banking info too. But because the accounts are linked at the bank PayPal took money from the student account and there wasn't enough in there to cover the transaction. Fortunately, I have a credit card back-up for my child's bank account, but I still have to pay for a cash advance and an overage charge on my child's bank account. I did go into my wallet and deleted my child's account number... But I never knew they had it in the first place. So I am getting rid of PayPal, they have too much control of my own personal accounts. Not a good feeling, cause they don't care as long as they get paid, screw you if a mistake was made. And customer service? Expect someone in a foreign country that you cannot understand very well if English is your first language.

I am an occasional eBayer, have purchased 100+ items in 4 years using Paypal. I had accidentally chosen Paypal credit as my payment option as they moved that option to the automatic pay button that used to be paid by my debit/credit card. Suddenly I am getting emails that my Paypal credit acct is past due? I had no idea how to pay it and searched on eBay and Paypal. I contacted their customer service line & was told I am being charged a $35 late fee on a $29 total bill. I received nothing in the mail. This seemed like fraud. Now I see Paypal has done this to thousands of folks and they are being fined $25 million... What goes around comes around! Love karma!

Don't use PayPal to collect Money. They are a complete Rip Off. I had $2000.00 deposited into my PayPal account and after charging me $69.00 in transfer fees they held my for three weeks. When I received their E-Mail notifying me I had received the $2,000.00 deposit I called to find out where the Money was??? They said I had to have my Client call and authorize the transfer of funds to my bank account. After keeping my Funds for three weeks I called them again. Now they say I have to go back and authorize the transfer to my bank. When I did this they said it would take another 3 to 5 business days to complete the transfer? They are a total Rip Off. I will never use the service again.

I sold a hard-to-get Japanese comic book to an eBay user. Before clicking 'Buy It Now' he asked if I would "like to" send him the comic to him for FREE using Priority! He stated he must have the comic IMMEDIATELY! In the listing I offered Free Media Mail. So I said no, explaining how that was asking a bit much! (It would end up costing 3-4 times the amount, and out of pocket.) Well, he still bought the item. I send it out promptly and stupidly left him positive feedback. Well, RIGHT after the item was delivered to him he requests a refund through eBay. My listings are all NO returns/refunds. His reasoning was that he found a better price elsewhere. So he's a flake, I thought. I close the claim.
Well, the next day he changes his tactic. He files a claim through Paypal. But guess what his reasoning was this time. He claims the item was not as described. (So you can see he is changing things up to see what'll work.) He claimed there were chapters missing which is complete nonsense/untruth. I posted MANY photos of the 500+ page manga/comic and even posted a photo of the Table of Contents! This item was listed as LIKE NEW. No markings, tears or anything! As if it came straight from the bookstore! So I denied the claim and 2 days later Paypal decided in this sleazeball's favor even with all the evidence!
I've been selling on eBay since 2004 and only once did I have a problem before this. (The winning bidder decided she no longer wanted the item so disappeared only to resurface to leave negative feedback because I told her the least she could have done was alert me to her decision instead of flaking on me! I fought the unfair feedback and it was taken down.) I've heard horror stories like this but couldn't believe it was happening to so many people. Now I believe it! Any buyer could make an outlandish claim and not have to prove it. And even when the seller has proof on top of proof, Paypal will be LAZY and IMMORAL and side with the scam artist buyer! If this was offline, this would be a theft or FRAUD and I could call the police!
I will be looking for a Paypal alternative. I think I've done enough business through Paypal. I would expect them to treat me with more respect than disregard all the evidence AGAINST the buyer! And I believe this eBay user has defrauded others. His last words to me when I told him that I will fight his fraudulent Paypal claim was "We'll see." Pretty confident, wouldn't you say? Sounds like he knows how the system works! He's probably scammed others. He had all positive feedback (as do I) but I took a look and not far down on the list someone stated that he was extremely rude. I guess since we can't leave negative feedback anymore? I'm not sure. Also, it seems we aren't allowed to make a class action lawsuit against Paypal now. Unfortunate. With the way they treat honest sellers, they are only hurting themselves!

I sold a product on eBay. eBay and PayPal marked it as paid. It was $1000.00 worth of product. eBay stated it was PAID. When I saw the red PAID on eBay and according to their instructions you send out the product. A few days later after the buyer received the product, I call PayPal and they said the bank did not pay them. However, they mark eBay as PAID. Now both eBay and PayPal will not help me at all. If it was an e-check they should not mark it as PAID. It should be in the pending status. Based on their information I sent my product to the buyer. Now the buyer has the product and I am out the money and PayPal or eBay will not help at all. If they left it in the pending status I would have never sent out the product without it being paid.

PayPal are a bunch of thieves. They stole 840 usd of me and refuse to return it for 180 days. I needed to send that cash badly overseas to help a loved one in desperate need and already explain to them. Yet they promise they will after I show them my tax paper, birth certificate and my bank statement. They promise me they will have everything back to normal. I been so sick. I travelled in the cold just to get them those papers for a week yet at the end of week when I did and had it all sent they decided they will ban me from ever using PayPal ever again and took the money I work so hard to save just to help a love one. :( I been with PayPal for over a year. I always purchase with them, transfer cash with them and I wasted so much when I do all of that fee, yet the site claim it's free?
I see nothing but a bunch of thief who suck money out of you, make you extremely tired and make you false promises, continue making excuses dragging everything. I wouldn't have sent in all my papers if I was doing something illegal which they wrongly accuse me. I even offer to send in my police check lol yet they accuse me. I just wanted to send that cash to a loved one overseas who needed help. I didn't mind how much cash I sacrifice to help that loved one as long as he has enough cash in process. Yet all those weeks I saved up that cash without work due to my poor health. Now I'm left with nothing but 0$. :( Thanks to PayPal. It's so horrible. They made me so upset for a week, making me stress causing me to have numerous panic attacks, all because of them a bunch of cruel and heartless thieves. I wouldn't have chose PayPal to send money if there was other options which I don't have.

Last December I have leased a dedicated server from a company in 1 year contract and paid all money in advanced (2 installments) but the company came out fraud as they have not delivered me the server panel and never answered my phone calls, emails or support tickets posted on their customer panel. I was shocked to see that the fraud company removed my customer account from their client portal. Though I have requested them for refunding my money, they never bothered to answer me in anyway. Finally I have first contacted 2CO who advised me to contact PayPal as they cannot resolve the matter from their side. So, I have raised disputes to PayPal, who finally closed my claim and appeal trusting on the seller's comment "Download complete" although I have presented the invoice proof where the details of the product written.
I have tried all the way to convince them to understand that the dedicated server is not a downloadable product but failed. I understand PayPal has no way to contact the seller directly as 2CO is the payment processor for the seller but at least they could have asked 2CO to present the proof against the comment "Download complete." Now I believe that PayPal is just team of lazy people who does not bother to investigate with proper proof and 2CO is just fraudsters protection server. Though PayPal has closed my dispute and kept no option to appeal or re-open it, I am still hopeful for some better outcomes as I am in touch with various consumer rights agencies who can publish this matter to the world and save people from being a victim of these companies and their policies.

Well PayPal is a joke. Their app transferred money from my Bank acct. to my PayPal acct. while I pushed the available balance button. It overdrafted me by 400. And after calling them they refused to reimburse the overages stating it was bank fees. This to me is unacceptable. Their employees are clowns that repeat the same thing over and over to try and confuse what happened.

Last month I managed to apply a $3000 credit to my PayPal Smart Connect since I didn't have the funds to make my monthly payment. This reduced my balance owed to about $1300. Yet, instead of reducing my monthly payment to reflect such a large credit, they said I still had to make my payment of $176. I would understand if this was a $25 or even $100 credit... but we're talking $3000. In the old days, a credit company would have shown compassion and apply the credit towards the payment. But not PayPal... they said no matter what I have to make the payment. I am using PayPal no longer.

Just got off the phone with a PayPal representative who was not all that helpful, apparently if you use PayPal Credit within a promotional period and your card is linked to a PayPal account, you can't use it, the credit is just a credit line. Nowhere was that explained in the terms and conditions and I read them several times. Am seriously considering closing my account if I can.

I used eBay's PayPal tool to purchase an eBay gift card. The purchase, as it was called in the ad, was coded to Citi as a cash advance so I was charged for the gift card and Citi included a $10 fee. I called PayPal, waited over an hour, asked PayPal to recode it in the charge sent to Citi, spoke with a PayPal rep for nearly an hour, asked for a supervisor, and still got nowhere. All PayPal told me is that it would not recode the charge and that the coding was "set in stone." It's ludicrous that a payment system advertised as being one that protects buyers then turns out to be one that burns buyers. They don't know how much business they've lost because they wouldn't budge.

Chinese companies are continuing to steal images from artists, use their name, use their images and solicit money from the artist's collectors. PayPal continues to allow them to use PayPal as the conduit for orders of these stolen images. Our artists are constantly being ripped off.

I made a purchase through sammydress.com and the package was lost. After the seller refused to help me find my package, I filed a claim with PayPal, and I have provided all the right info and all the supporting evidence, including a police report and the emails the seller send trying to scam me! Even though I can prove that the seller is a crook, Paypal will not help me!!!

I used to rent out rooms to medical students that need a place to stay while they do their rotations in Miami. I take 50% up front to hold the room. This particular person sent me the money via PayPal. We had quite a few discussions regarding the room and the refrigerator in the room. She wanted a full size fridge, which I told her I could not do. When she arrived her daughter loved the room, but she was dissatisfied with the size of the fridge and chose to leave. She asked for her money back and I refused, because I held the room for her.
She filed a claim with her credit card company claiming she was allergic to animals and that I had not disclosed that I have animals in my home. You would think that if she was really allergic to animals, she should have asked me if I had animals, but she did not. It is all a lie anyways. PayPal took the money from my account, which is someone's security deposit. They claimed they fought for me, but the credit card company seems to be judge and jury and now I'm out $600. I will never use then again and I encourage everyone to cancel their PayPal account.

I mentioned the 797 negative reviews on PayPal to a customer service rep of PayPal and he says that proves what a great company they are because they have 10,000,000 transactions a day. Which leaves me wondering about all the people who are not reporting problems with them. I have to wait for a transaction to clear but I will cancel my PayPal account even if I have to cancel the bank account link to it. The CS rep says that their security program has a 1000 factors to determine how you are allowed to make a purchase. HOW I ALLOWED TO SPEND MY MONEY??!!?? Whether or not I can use my debit card?? I think I will stick to Amazon. What I need the most protection from is companies like PayPal.

I have purchased elliptical from Norditrack, through PayPal. Returned my elliptical. But Norditrack is charging me for assembly. PayPal is not protecting me, but telling me that charge is restocking fee. PayPal every supervisor is telling me different story. Do NOT do business with PAYPAL!!! They will not protect you. There is nothing like American Express!!!

I purchased gas using my PayPal debit card and the store charged 125.50 to the card which created a zero balance on my PayPal account. Then charged the $23 (actual amount of the gas) to my bank because of the zero balance and then did the same for a charge of $18.28 (actual amount of a Walmart purchase). I realize that is their policy but when Paypal fixed the problem they kept out the amount they needed to reimburse themselves for the $23 and the $18.28 (which I know was required), PayPal REFUSED and NEGLECTED to fix the problem at the bank which charged me NSF fees for each transaction. So Paypal got paid twice for each transaction and will not return the money to the bank so I can get reimbursed for the NSF fees that they PAYPAL caused. It is not on either the bank ledger or the Paypal ledger that this problem was fixed and PayPal said that they don't do that AND doesn't have any problem to fix. This is not only fraud it is stealing!

After many years of using the service to pay for stuff I buy online - I don't sell anything or collect money - they asked me to provide more personal identifying information and upload documents which I believe compromise my online security and identity. Because I did not want to provide the docs/info, they limited my account. Fair enough, that's their prerogative. But when I tried to close my account, they refuse to close my account unless I give the information they want before they allow the account to be closed. This is the same info requested that I feel compromises my security. Now I cannot close my account or remove any of my bank or credit card info details from the site. They are holding all my financial information hostage unless I upload personal documents. Beware of putting too much info in their hands.

I've been using PayPal for years to purchase items with ease as I can simply access my credit card that is listed when I log in. I discovered today, without any darn help from the customer service agent or the accounts receivable person, that PayPal hasn't been taking the funds from my credit card directly. Instead, the idiots are listing the transactions as deductions within PayPal...so um, what exactly is the point of the credit card payment?!! I now owe PayPal this random amount in US dollars which will hit me hard as a Canadian with our weak dollar, even though my purchases are from Canadian retailers, as I gather they charge interest on these transactions and create some sort of stupid account.
This 'account' and its interest has been growing and no one emailed me to tell me that this exists or that I owed anything until one day (recently), I found out on my own. This may be a new feature as I've never encountered this before. When I called, they kept stating that I had a balance and that my balance ran out...wtf?!! What balance?!! Why would one exist in the first place?! I will never use these ** again for purchasing items. I relish the day when this company folds due to pure corruption.

They put limitations on my account to where I could not access all my funds from eBay sales. They claim they did this because there was another account in my name that had a balance which I stated that I did not open. So without sending me any emails or any documents to support their claims they decided to steal my money. I am filling a case with the better business Bureau and spread the word all over the internet of what crooks they are.

I recently paid nearly $700 for a very rare record from someone in Lithuania. I would not normally consider making a purchase from here, but as it was through PayPal I felt confident enough that if there were problems, it would be ok. How wrong can you be. The seller conned me and sent me a worthless record and when I contacted PayPal, they were insistent that they can do nothing unless I file a complaint with the police or with some government branch known as IC3. It's funny, they never mention this in the numerous emails that they send me assuring me that I can shop in confidence because they have me covered. All gimmick and no substance. Just like any other mega company, it's all show and we mean nothing when it comes down to them doing what they promise. The agent told me that I clearly misunderstood what PayPal represents.....YOU CAN SAY THAT AGAIN.

Had a problem with a faulty item from toolstation. Contacted toolstation. Collected item sent out another item again faulty. Asked for money back. Said they don't do refunds. Went through paypal. They granted my money back but after 2 weeks sending evidence and return details took money back and went with seller. I will advise anyone. Do not use either above. Use your credit card. I was lucky I paid with credit card through paypal. Got money back through card company within 2 days. Stick that up your ** Paypal.

From my PayPal account 400 USD transferred to my bank account before 1 month from now, but still not deposited to my bank. I asked PayPal for this and they shared some ref. number to show to bank but when I checked that number with bank, still it's showing no amount deposited. I have mailed multiple times and called to customer care of PayPal but not got proper answer why and where payment has been stuck. I don't know now what to do and I need help on this please. Refunded payment to buyer when payment never completed to my account. $138.00 adjustment to the original transaction was made on eBay. Both eBay and PayPal advised me not to ship item because payment was reversed back to buyer. Buyer opened case against me, said I didn’t ship item and made no contact when I did. PayPal sided with buyer and I was not notified that a case had been opened.

Due to medical expenses, we sold two gold coins online. The buyer is in Japan and seemed completely decent. He pushed his payment into our account and directed us where to ship the coins. One month later, we were told he demanded a charge back stating unauthorized charges (which he made!) PayPal spent one week and made the disgusting decision to force us to pay back the funds. Now, we have lost the coins and the money we should have received. They facilitated compete theft on us. We provided all emails from the buyer that showed a clear transaction. We have been robbed and they allowed it to occur. Disgusting!

I've been using the PayPal business MasterCard account for 5-months and couldn't tell enough people how great it was. I get 1-person that complains and my $$ is hell and account frozen. I am so pissed but mainly just out of sorts because it was the best, my clients loved it and all ruined by one bad apple. I cannot see how they can offer these services without knowing this stuff will occur and not have a better solution in place.

I have purchased Bose QC 25, from China, and since I have trusted PayPal saying "Buy with confidence with PayPal", I paid extra for using PayPal. And I made separate transactions for this case, since seller didn't allow me to make transaction over $250. So I made separate transaction for the product and one another transaction for the international shipping. And after I received the package I find out that it was counterfeit. So I contact PayPal, and waited several days, and I have received e-mails from PayPal regarding this issue. And one of the e-mail specifically said "During our review, we found that your seller had sufficiently described the merchandise."
So I contact PayPal and said "How can normal person can distinguish if the products fake or not?" and they said they cannot refund it because I made separate transactions. And that e-mail was automatically sent to me. I haven't had any chance to defend me about this case before I received the "decision". There are hundreds of fine prints about Buyer's Protection. It specify that you cannot get buyer's protection for shipping and many other things. And it's honestly doesn't work.
I got counterfeit. And they say that I cannot get buyer's protection because I made separate transactions for one purchase. I have confirmed that it is PayPal's official answer, by one of the supervisor from PayPal. And the same person said that they send automated e-mail for any case that is closed. One of them, that I received, was "During our review, we found that your seller had sufficiently described the merchandise." so my question is, "Isn't that a lie, if they say they have reviewed and find put that?"

I purchased a gift card from eBay via PayPal, which are one and the same, then the purchase was coded as a cash advance from my credit card, which I've never done, and Citibank, another unfriendly moneygrabber, charged a fee plus interest. PayPal refused to resubmit the charge as a purchase and its excuse was that coding gift card purchases as cash advances is "almost cast in stone." I gave them the opportunity to pay me the measly $10.50 but the best they did was counter by saying they would provide a refund if I return a gift card that I gave my father as a present. I'm not going to ask someone to return a present, and any refund would not have corrected the problem they caused. The eBay/PayPal corporation is full problems and doesn't keep its word. Greed has obviously overtaken its CEOs as it has most previously U.S.-based corporations that fled to sold out to communist China.

Paypal not only committed the crime of closing our account, but for the past several years has been maliciously boycotting ALL our credit cards, VISA, MC, AMEX from banks like JP Morgan, Chase, Wells Fargo, you name it. It is impossible for us to buy anything from any vendor that uses Paypal as a credit card processing company. We have not committed any crime, we have never been charged with any crime, we are not under any type of investigation, we have excellent credit, yet Paypal treats us like the worse type of criminal by preventing us to engage in commerce with companies such as eBay, which we are unable to buy anything from. This is a form of commercial terrorism. Anytime we go to a vendor and try to buy something we are maliciously declined by Paypal credit card processing.

After an eBay purchase the eBay screen button asked to login to PayPal as payment. When I logged into My PayPal account, I immediately received a notification that "thank you for the payment." My eBay purchase was not shown or presented on screen for any verification or confirmation and a PayPal payment was made without any payment selection option to use either my Bank Account or Credit Card Account. The funds were taken out of my Bank Account immediately.
I cancelled the purchase within an hour of my transaction and funds were refunded by the seller next day. The funds withdrawn were not received in my bank account and my PayPal account was showing zero balance which should have the credit balance for withdrawal from my bank account. I contacted the PayPal about the whereabouts of my funds. The customer services gave me the standard answer that "we are processing the funds from your bank account and it will take another 3-5 days to show funds in my Paypal account and then we will refunds the funds to your bank account." I questioned the PayPal service rep that my account showing the withdrawal of funds 5 days before and why my PayPal account is not updated on time. She repeated the same answer again as standard reply.
I have following concerns: 1. Why funds are not updated on time in PayPal account. 2. Why PayPal site is taking funds from the Bank Account without the consumer's approval. 3. Why funds are not refunded to customers immediately and why it is taking 5-8 days. These practices are holding consumers' funds to gain financial advantage by PayPal and needs to be investigates such practices by related Federal Agencies for unfair financial practices.

I opened up a paypal account for my ebay sales. Without my knowledge, when I would use my paypal money for purchases, it was being charged on their "credit" account, rather than using my money first, which THEY CLEARLY STATE THEY WOULD DO. But they didn't and thus late charges, on an account I didn't even know I had, began accruing. I made various calls to square this away and somehow it wasn't resolved when I thought it was. Months later 95.00 in late fees they won't remove. I closed the account immediately... For only a handful of purchases which were LESS than the late fees! What schiesters. And customer service was so rude!

We have never had any issues with Paypal at all. We have been using Paypal for our business to sell and purchase parts for customers for quite some time and we have excellent reviews from our previous buyers. Until we sold a four wheeler engine to a customer in December of 2014. The customer received his engine signed for it paid for it. A week goes by he complaints to Paypal he did not receive what he paid for and we got one over on him. Him saying we sent him an empty box which is very untrue - the box weighed 86 pounds. He claims he did not get his engine at all.
Paypal will not take our side at all. They are on his side completely and do not want to hear what we have to say and now they want the money back that he paid us for his engine and they have already turned this over to a collection agency. We will not pay for this. We will be contacting a lawyer this week or today. This is not how Paypal should treat their customers. We have not used Paypal anymore and we probably never will again.

I received a PayPal debit MasterCard in the mail. After several months I was in a bind during the holidays and decided to call to find out what my spending limit was and to activate the MasterCard. I needed a little extra spending money. When I called; an automated agent stated I had a $3000 spending limit. After about two weeks I realized the PayPal MasterCard with debiting each charge from my bank account. I started having insufficient funds occurring over and over and over in my bank count. I had to stop using that account because I deposited $800 and it was sucked up in insufficient funds fees. I've been disputing over $2000 in insufficient fund fees because of this PayPal MasterCard. The paperwork does not state that the charges are to be withdrawn as individual charges or that they would be withdrawn from my bank account.
I had a PayPal payment later line of credit already established. I assumed PayPal would use my PayPal credit line for the MasterCard they sent to me. I was never told they would be withdrawing each charge immediately from my bank. As I explained to PayPal MasterCard over and over I have a Bank of America Visa debit card - I did not need a second debit card from my bank account. I was told when I called that I had a $3000 spending limit. The card carries a MasterCard logo. This is absolute consumer fraud!

PayPal is unmonitored and acts as if they can do anything they want. I ran a small business on eBay using PayPal as my money transfer company. I was conducting business for six months with nothing but good reviews. One day PayPal sent me an email claiming that we violated the acceptable use policy. It was difficult to understand what they were claiming. But when emailing them, since there is no way to call and talk to a human being, no additional info or clarification was provided.
I sent them over all info they requested proving to them without doubt that I did nothing to violate their terms yet I received an email back stating they decide to permanently limit my account and hold all of my money in my account. When I attempted to reach out to them the only way I could, via email. I only got the same cut past email in return. An email that provided no explanation as to why you his decision was made. In the end I still have no access to my money, still have no understanding on what basis they used to make this decision, and absolutely no way to take this any further. This company makes me sick. They think they can do anything to anyone and not answer for their actions.

I've never been motivated to write a review before, but I recently had a wonderful experience with this company. I am always hesitant to buy things online because how easy it seems to get ripped off. Paypal provides extra comfort and protection from theft, fraud, misrepresentation, etc. I recently had a horrible experience with a company and Paypal's very fair and diligent claim and dispute team worked it out. I sold my items because I needed the cash and I was in a desperate situation. I heard that PayPal is a safe way to transact, and I was really surprised that they decided to put all the proceeds of the sale on hold for no clear reason for 180 days. I have provided them all required documents, items sold were already shipped confirmed by the buyer, contact Information of buyer were also given, track number, I even sent them my valid identity card for their verification and now suddenly they will closed my case and put my funds on hold. This is not reasonable. Holding my entire balance for 180 days is excessive and my be viewed by some as punitive or as already stated, an unnecessary abuse of power and perhaps even contrary to the laws of some states. This is not fair service that PayPal does to their customer.

I sold a 1963 Studebaker for my neighbor through Ebay Sept 30, 2014. The buyer ** did a "Buy it Now" paying through Paypal. The buyer arranged for a car hauling company to come pick up the car in Paducah, KY to Penn Yan, NY. I wrote out a bill of sale stating the car is as is with no warranties. After the buyer received the car he started his complaint process. He filed through Ebay. They investigated his claim, denied his claim, case closed. Then he filed a complaint through Paypal.
Again they investigated his claim, denied his claim, case closed. At this point Paypal assured me that there is nothing that he can do. So it was at this time that I released the money to my neighbor. Then Jan 20, 2015 (approx 112 days after sale & delivery of car). The buyer filed a complaint thru his credit card company. Through Paypal they started a Chargeback claim. I gave Paypal all proof that they were asking for. Here is the real kicker. Paypal allows the credit card company to make the decision on if it is a valid claim or not. So common sense told me that the credit card company is going to look out for their customer. Plus I knew that Paypal would want to stay in good standing with the credit card company so that the credit card company will continue to go through them.
So long story short. The buyer ** now has the car and his money back, my neighbors have their money, and I am left holding the bag. So now my account with paypal is a negative $7500 plus fees. And paypal has overdrafted my checking account. So seller beware! I felt by using Paypal I was secure against fraud... I feel that Paypal is the one that FRAUDED me. I have filed a complaint with BBB, IC3.gov, Kentucky Attorney Generals Office and I WILL NOT STOP TILL I HAVE JUSTICE AGAINST PAYPAL & **!

I purchased a tablet and tv from Sears using paypal on Nov. 23, 14. On Nov. 24 Sears cancelled the order and said via email that my credit card would not be charged. I was in fact charged 96.06 and 106.74. The 96.06 was credited to my account immediately after but the 106.74 was not. I spoke to Sears who was going to credit my account but never did. I then disputed the transaction with Discover (my credit card company). I then received my credit for the 106.74 on 2/15 from Discover.
However, Paypal now has my account frozen saying I owe them 96.06. We have now spent NUMEROUS hours on the phone with paypal who have no idea what is going on. Paypal is now stating they are waiting on the 96.06 from Discover, who states there was no transaction for this. There have been numerous conference calls with discover and paypal. Discover says this is not on their end which I believe. It is paypal. They want money from me when I did not receive any merchandise and I was not refunded twice, only what I had paid out. AND my account is limited or frozen!

I have had a PayPal business debit Mastercard for about 1 1/2 years now, yet I have not used it very often. I initially had my checking account linked to my PayPal account, but then changed it to my Visa card. Unfortunately, although I had rarely used my PayPal debit Mastercard, I would on occasion use it for only small purchases, and always used debit and entered my pin number. Well, I recently found that my checking account had a significant amount of PayPal purchases that were debited from my checking account for various amounts, and all were made within the same time period, but none of the purchases were any that I had made. Due to the amount of transactions that were debited from my checking account, this caused my account to not only have a negative account balance, but also incur a substantial amount of NSF fees from my bank as well.
I contacted Paypal, and the representative I spoke with assured me that I would not be liable for the fraudulent charges, but also that they would cancel my stolen card and send another, and that the amount of the fraudulent charges would be credited to my PayPal account within 24 hours. THAT NEVER HAPPENED, as I was informed within 2 hours via e-mail, that not only would the fraudulent charges not be reversed, but that after their so-called "investigation" that due to a review of my spending habits, it did not appear the charges were fraudulent. This is completely unacceptable, as I had rarely ever used my PayPal Debit Mastercard prior to this, not had I ever even shopped or made purchases at the merchants the charges were made at.
I have had the Paypal account for years, and the PayPal debit Mastercard only 1 1/2 years, yet I was able to pull up and print a grand total of 2 pages worth of transactions that had ever been made, and up until the date of the fraudulent charges, all but 3 of the actual purchases made by myself were made online, and the 3 charges that were not were not from any of merchants where the fraudulent charges were made!!! How can a company do a so-called "investigation" within only 2 hours, and not only that have the audacity to hold the victim liable for the fraudulent charges by giving such a lame excuse as to base their decision on spending habits that have nothing whatsoever in common with where the fraudulent charges were made!!!
This company is a complete rip-off and scam, as like previously stated, they will hold your money for items sold online as they see fit, as this has happened to me previously as well. They earn interest on that money, while you the seller are not only out of the funds they are holding but also the merchandise that was sold and shipped. This company is not a bank, and I don't even think that they are subject to the same laws and restrictions as banks are, and they feel they have the right to play games with a persons finances, and feel its ok to dip their fingers into your bank account as they see fit, whether or not the charges are valid or fraudulent.
If you do business with Paypal, NEVER EVER link your checking account, as they will have access to your money anytime they see fit, and even if you have a credit card linked as your primary backup funding source, they won't matter either, as they will switch your back-up funding source back to your checking account without your knowledge or consent... BE VERY CAREFUL OF ANY BUSINESS YOU DO WITH PAYPAL; YOUR MONEY IS NOT PROTECTED, AND FRAUDULENT CHARGES WILL NOT BE REIMBURSED. THEY ARE A SCUMBAG THIEF'S BEST FRIEND...

I filed a dispute 30 days after I purchased three item from Sammy Dress. I only purchased these items because I trusted PayPal. I corresponded with the seller 4 times and they said I couldn't get a refund to purchase another item. PayPal sent me an email stating to allow more time for the items to arrive. I finally received 2 of the 3 items I ordered. Never received the 3rd item. I just got them in the mail March 20. And on the 23 PayPal said the dispute was closed and there was nothing I could do or that they could do because the time was up. Well this company must know the time limit and make sure you get your items late and that you can't do anything. I wonder if PayPal has an interest in this company and is taking people's money by using what I thought a dispute is a claim. I asked back on March 3 that I wanted my money back and they sided with the seller. PayPal can no longer be trusted especially with companies outside of the USA.

Bought a used (albeit expensive) Nikon camera lens from eBay and when I first tried it on my camera the lens was not working. Called eBay and I was told the warranty issue had to go through PayPal because I had paid for the lens with PayPal. After all "consideration" PayPal for weeks they did not favor my claim. This means they favored the crooked seller who put this for sale on eBay... nice. I called PayPal again, this time upset about seeing two crooks working against me (the seller and PayPal) and they emailed me an explanation that I did not submit documentation from a reputable third party reviewer that indeed there was something wrong with the lens. Could this be any more nonsense??
I was supposed to perhaps take a day off from work and fetch for some lens expert and pay his fees for checking the lens and then submit this to PayPal. Furthermore they told me all this at the end when their decision to turn me down was made. They emailed me saying that I should have reviewed their warranty policy agreements. Yes... it became even more nonsense. Between the 3 crooks (the seller, eBay and PayPal) I got screwed up. God bless bad business... anyway... in a positive note our home insurance will cover the repair of the lens ($458) with no deductible and I hope they are not crooks also and raise our premium next year.
I learned my lesson but the 3 crooks mentioned above also will get a little lesson from me... they just lost my business... I mean it, will not buy anything else from eBay in my life. Will not use PayPal unless I cannot pay with another account and the ** "photographer" will continue to proclaim he is talented in Nat Geo but he is what he is, no more no less. My recommendation... stick with Amazon... no hassle for returns and excellent customer service. The incredibly lengthy waiting to speak with the PayPal and eBay will not happen for me anymore. Paypal told me I have to put my check account on there to verify. Whenever happen no money the paypal decide to deduct my money from bank which I have left $3.00. I got overdraft fee. Again same days, again overdraft like 6 time for only $6.00! They don't use my credit card to deduct. I call paypal to remove my bank and refused!! I went to bank and file dispute on paypal. I've had plenty of sales through eBay and when my money gets transferred into PayPal things don't add up. For instance, I had sold 5 iPhone 4s for $230 dollars. Now what should been is I should gotten my money back and some profit because I purchased them at $180. Now I checked my bank account and it seemed like I didn't make my money back, made some of it back. And then when I talk to a customer representative about it, they give me the silent treatment then go on saying oh I'm so sorry about that. Then when I got a charge back by what could possibly be a scammer buyer, I'm expected to pay with PayPal constantly calling my house. Something that is authorized and I have to pay... yeah I'm still trying to figure that one out. They say it's policy or what not that people can just rob you.

I was in the process of making a purchase from EBAY using Paypal. In the process of making the payment, a small popup window for paypal shows up. The window requests birthday and last 4 digits of social. I was in a hurry so I'll own responsibility for making the mistake, but the intention is obvious on the part of paypal. Small window, fine print at the bottom stating this is a credit request, meanwhile all the large print and layout deceptively gives the impression you are moving forward with your standard paypal payment. Opened up a line of credit when I thought I was making a payment. Very sneaky. I do not appreciate tactics like this to gain credit applications and for this reason will stop using paypal in the future.

I bought some goods from Toshiba on Feb 10th, and paid with Paypal. However Toshiba cancelled the transaction but the money never returned to my account (more than 300$). My account showed that it is pending! I contacted Paypal and they asked me to contact Toshiba which I did and they kindly said they will contact paypal to release the money and they did. But the money (until today shows that it is pending!). I contacted Paypal twice by telephone since then and every time they are very polite and promise: "We will release the money within 72 hours." It has been more than 1 month now and nothing happened. I have all the emails that were sent to them and to me from Toshiba and Paypal to verify my case. I'm just waiting to get my money and I will close my account with them forever and never look back.

I opened a service ticket #** with PayPal to complain about the experience and was told the transaction would be backed out, but three hours later nothing has changed. When I told them that my intent was to use a credit card and applying the eBay purchase may result with balance issues, whereas each rejected check will have a bank $35 charge. I expressed to the PayPal service rep that due to their system issues that they are liable. Check email for any further progress to back out the transaction, but nothing there. If one check bounces, the Illinois Attorney Generals Office may be my only recourse dealing with PayPal.

I was in the hospital just after Christmas and was in there for a week. When I returned home, I checked my emails and found an email from PayPal claiming that I owe over $1,500 for eBay purchases. I immediately called PayPal told them about what I saw on my account and they said "Yes, we can see you owe us $1,500. How would you like to pay?" I said that I was in the hospital for a week and they completely ignored my claim and still persist that I owe for 2 eBay orders that I allegedly made. They told me to call the seller who the purchases were through and sort it out.
I called the Seller and a woman said that a guy came in and picked up the items. I asked them "Do you have a signature from who picked up the items as you're a business?" She said "No." I said to the woman that "my account was hacked while I was in the hospital and someone came into your establishment and picked up the items and you have no record of who picked it up?" She said "Call PayPal" and hung up on me. Called PayPal and told them what happened and sure enough, they do not help me only to make me feel guilty for someone else rewards by obtaining a high price item for free and leaving me with the bill. Stay away from PayPal unless you want your life ruined and your bank account drained.

I went to pay a seller, turns out they gave me the wrong email address. I cancelled the transaction. PayPal still took the money from my bank account. They won't refund the money, claims they never received it from my bank. My bank gave me the trace # proving that PayPal received the money. I have given PayPal the trace #, my bank statement all showing they got the money. I have all the proof and have given them copies, everything they have requested. They refuse to refund.

I had one client ask for a refund after wearing their custom-made jacket! I told her the item could not be return because it has been worn. PayPal refunded their money. PayPal does not investigate these cases AT ALL!!! If you're a seller PayPal is not set up to help us!!!!

When I use the PayPal account he keeps deferring any payment that I do to a PayPal balance which is like a credit card. They told me to redirect that on my default account which I did and it continues to go to the PayPal balance credit card. When I called back now they're saying that I have to pay off that balance for none of my future purchases to go to the Paypal Credit Card. I don't understand. I have two other credit cards in this account and at first said let me choose one or the other or even the PayPal credit card, but now there's no choice, no email, no letter informing this is what they're going to do from now on. I'm going to pay off the account which isn't much and close it down. Heads up for anyone that has a PayPal account or is planning to get one.

This is the truth! My mom sent my $55 over a WEEK AGO for emergencies. It's been a WEEK to get this money and I call and I'm told "I" cancelled my transfer of money a week ago. NO I DIDN'T. Paypal would limit you for anything. If you send big payments or receive big payments they would limited you. If you have a good business they would limited you for increased sales and tell you that you are a financial risk to them. If you are not from the USA or the UK they would treat you like crap and limit you for no reason. They Have worst customer service especially the people in charge of merchant accounts and limitation departments and they would put you on hold for hrs then hang up on you. Everyone should start using different payment methods to put paypal out of business.

Sellers beware! PayPal focuses on the buyers, since the buyers bring them money. They will accept buyer dispute claims for nearly any reason. Their policy states that they will refund buyers if they open a dispute because the item purchased was damaged, non-functional, or significantly different than described. However, from experience, I know that they will also refund buyers because they don't possess the knowledge to operate the item they purchased (stupidity). And if you sell an item on eBay with a "No Returns" policy, they will still refund the buyer. Not sure what the point of offering the seller a "No Returns Accepted" policy option if it cannot be adhered to.

I have been trying to contact PayPal in order to obtain a refund of a credit balance excess of $600. I am unable to obtain a phone number or email contact for customer service. Why is it not possible to obtain this information on their website? In fairness, I have to say that I've had no problem when making payments through PayPal. It is just that I have been unable to contact them in order to have a question answered regarding the transfer of my credit balance to my bank account. Thank you for any help you can provide.

Accidentally sent money through family and friends. Contacted PayPal and they treated it as a joke. Lied to me multiple times and never solved my issue. Transferred me over 10 times and have been on call with them for around 8 hours and they are still transferring me. PayPal also charged me fees. They said they wouldn't around $96.00 for nothing. Told me they would contact me within 72 hours about the case. Never got back to me and am currently on hold for the 18th time. Do not recommend dealing with PayPal.

Say you have a PayPal Master Card. Ever wonder why you just can't seem to get a total, bottom-line balance? Me too! I think that's how PayPal remains close friends with the banks: by sending a flurry of auto-withdrawals to your bank's Savings Account. And your bank is eager to charge you 10 NSF fees over a two-day period! PayPal doesn't care about your bank giving you the stiff NSF, because PayPal will attempt again an hour later (on say, a different $3 amount). I used to love Paypal, I would buy products online using it. I started up another account and it got limited. I called up customer service, and the representative was the most impolite person I have ever talked to. I recommend just using google wallet, if you want a polite customer service person.

I recently sold something through eBay - it was the first time I had ever sold anything through eBay. The default payment method was PayPal. Being my first time I figured that I would use PayPal to see how it would go. I sold my item and the buyer paid that same day. I then shipped the item the day after it sold. It was delivered, I got proof of delivery and even contacted the buyer who was very happy. I then went to get my funds through PayPal and was informed that since I was a "new" seller they were going to hold my funds, despite the fact that the buyer had paid, had received the product and was happy. I waited until past the date that the funds were supposed to be available and when they were not I called PayPal.
The woman acknowledged everything and said she would release the funds because I had called. Then I went to check on the transfer and was told that it would take an additional 3-5 business days for the transfer to occur!!! What a scam!!! They hold the funds for no reason and then state that it takes an additional 3-5 days to do an ACH transfer? OK - so they not only charge a fee - they also charge a fee on the shipping charges, that is taken right out of the funds, then they hold the funds for no reason?? I will never use PayPal again. I would rather the person mail me a check that I can electronically deposit and get verified in 1 day than with NO FEES, instead of waiting 10 or more days for no reason.

I was transferring money to family and I used the wrong email so I canceled the payment and resent to the correct email. The money came out of my bank account. So PayPal had already withdrawn set amount and had in their account when I canceled. When I resent they withdrew more money out of my bank account to send. Now 5 days later they still have the original amount locked into their account and I can not get it back. When I called and asked for a supervisor I had to request repeatedly and was then put on hold for 10 minutes till I gave up. I was originally told I had to wait for this to clear through my bank for me to get back. I question why my family member or any seller does not have to wait for any transaction to clear before they get their money.

PayPal is an easy way for scammers to reach unsuspecting people and steal products that do not belong to them. Scammers easily copy and paste PayPal emails and send them to the user so they think they are getting their money when they are really just being suckered into giving up their belongings and paying shipping costs as well. I have lost my $2000 printer because of this and I will never use PayPal again and I will never recommend anyone else to use it either. Their customer service is horrible to get a hold of as well. They lost me, my money, and I will never trust them again.

This company is completely useless. They have lost my money 2 times now in the few short months I have been dealing with them and now they have not been able to locate it for over 2 weeks. I'm a single mom and this is how I receive child support. I should say this is how I should since I actually haven't received it. They say one thing and do another, a place blame on the consumer. They sent me a text message that I had received a payment and now they are saying that I don't have one even though I have proof that the money came out of his account into mine and they sent a text saying they got it. Just want my money back and to close this account.

I have nearly one hundred PayPal transactions; I always change the source to credit card (cc). I have one cc associated with the account. I have one checking account, debit account I used to establish the account. I just discovered that I had a series of transactions changed from cc to debit. Again, I cannot stress this enough, I do NOT use debit when purchasing online. I am familiar with the process, and I know the default is not my cc. I change it when I purchase online. I recall the first instance when I was exposed to a faster payment method in which they started giving people the option to login and the payment is confirmed then and there. I missed it and was baffled until I realized I what they did. I have not made that mistake again and then this series of debit charges. I did not use debit; I consider this activity by PayPal illegal.
PayPal changed the source to debit after I changed it to cc when I purchased the following items: **. When I sent them a webform about it, they push the canned junk regarding their default is this and cannot change it now. We went back-n-forth briefly, so I called them. They refuse to acknowledge they changed the funding source and reiterated they have a default funding source. No **. That is not the issue in play here. They are trying to duck this irresponsible activity. I want answers and I want PayPal to explain what why they did this.

PayPal is ridiculous. I made an online purchase through Best Buy but had to return the item because the product didn't work. Best Buy partially refunded my money and I was told it went back into my PayPal account. What they fail to tell you is that the return takes 6-8 days to physically be in your account. So when I made another purchase and noticed my bank account had been charged, I called Pay Pal again. Horrible customer service and the longest wait times ever!!!! The whole experience was lengthy and just explained so unclearly. Never again am I using PayPal.

Buyer purchased merchandise in person after personal inspection and testing of equipment. After several weeks buyer places complaint with PayPal. After submitting evidence he loses his dispute. Buyer then does a charge back with his cc and wins. Thanks PayPal for nothing. When you take ownership in person how can it be disputed at all. Fraud in the minimum.

PayPal told me money was transferred to the account from my bank as I made a purchase. The seller told me he was paid a few days later. All was well in the world. Then PayPal sends an email, money not sent and they'll retry. Meanwhile, my bank covered the loss and I ended up paying the late fee of $37. I decided to check my PayPal account and now it shows the $20 in my balance. Taken from my bank account, or the bank's money, now I'm negative $20! I went to my bank and paid this off for fear of another $37 fee. My point is, PayPal should have no right taking any money from my accounts if it fails to go through the first time. How crooked. I'll be closing this account. Just waiting for no more issues... Luckily it's not that much money.

UGH....I hate PayPal. I am over using it. I made no mistake and yet PayPal still took and held my money and will not be giving it back. All because someone is claiming that I sent the wrong item. When I offered the emails of her saying that her boyfriend opened it and ruined the surprise so she wanted a refund to buy something else. They said I am sorry but that is not enough evidence. So they took the money back. Now I do not have the item or the money. Let this be a warning to anyone who uses PayPal. Even if you are 100% in the right, as a seller you are not protected.

I cannot pay my Paypal Credit bill because they only accept bank account payments. I do not have a bank account. I have a debit card through my work that gets deposited on weekly that I use to pay ALL MY OTHER BILLS. Paypal Credit says, "We don't accept credit for credit". It's debit AKA MONEY not credit. I asked him, "You want money right? SO LET ME PAY MY BILL." His answer? "NOPE." My only other option is to mail a check. Hello, no checks because no bank account. Trust me DO NOT EVER BE TEMPTED BY PAYPAL CREDIT. A COMPLETE NIGHTMARE. Who has ever heard of not being able to pay bills with a debit card?? I have been selling on ebay for years and have a 100% perfect rating as a buyer and seller. I always thought it was utterly ridiculous that it takes 3 to 5 days for the money to reach my account once I have withdrawn it from my PayPal account. Then, with my most recent transaction, going on a month ago, they have decided to hold all monies paid by buyers for 21 days!!!! So, the item has sold, I sent it the very next day, the buyer had received the item and we have both left positive feedback for each other. This was all completed a week ago and PayPal are STILL holding my money and will not release it for another week or so.
I have entered the shipping details and PayPal state they will release the money once the item is marked as delivered through eBay - check! And the buyer is given 3 days to raise an issue - it's now been a week and they are still holding my money earning interest on funds that are not rightfully theirs to hold! If I had a bad seller rating, had any issues in the past... anything along these lines, I might understand. But this is disgusting. I will be making a complaint to the financial ombudsman and never ever selling on any platform that forces me to use PayPal.

I was scammed and contacted PayPal for help regarding the matter and only after THREE emails did they finally actually read what I was saying. And by the time they actually responded I had already gone to the other company for help which was eBay. EBay was more helpful than PayPal was. I sold a ring and the email I received was from PayPal following the guidelines they placed in the email where they finally read what I was saying. But they didn't look at the image I provided. They didn't read my complaint. They didn't do anything. Even when I explained that the money I was supposed to get never came and this is money that COULD KEEP A ROOF OVER MY HEAD AND ALLOW ME TO FINALLY BUY FOOD. Their service is just SO BAD. I do NOT RECOMMEND PAYPAL.

I sold my laptop on eBay, but buyer is claiming that he/she got wrong item (that did not match a description) and asking for a full refund (23 days later after receiving a package) and PayPal agreed to refund money back to the buyer and ultimately charge me. I have no idea on what PayPal based their decision but obviously they did not do an "investigation" they were claiming that they are going to do. Because if they would even looked at the buyer's feedback on eBay, they would have seen the following: "PRODUCT AS DESCRIBED, THANKS" Don't you think that it means that buyer received a package, opened it, and acknowledge that he/she received what she/he ordered and wrote a feedback (which is by the way, as you know, is not MANDATORY)?
Here is how everything started: I was selling a brand new computer. Buyer asked if package can be packed in an additional box so her/his daughter would not know right away that she got a computer for her birthday. Which I did and by the way it cost me extra $7.95 for shipping because of the size of the box. It was Christmas time and I even decided to pay even more for faster delivery just to make people happy. Anyway, I packed a brand new computer inside of the box from my kid's toy and buyer emailed me back thanking me for a such great job. The package was received on December 26th and only on January 17th which is 23 days later, this buyer is claiming that in the package was only a toy and not computer.
That is absolutely insane! I am so stressed and had to miss a day from work to get all paperwork in order. I have all her/his emails along with a feedback. It is so wrong on so many levels! Now, PayPal has asked this buyer to send everything back, so I have no idea what will I receive. I do not think that this person will send a computer back because in an email to me 23 days later, he/she saying, "Where is my computer? I got only a toy." And if so, they will have a computer and my money. Guys, think twice before you are going to use PayPal service. So disappointed.

Paypal had stated they paid for an item last May 2014 for old laptop. Records from Ebay and Paypal stated my credit card was charged. Ebay owns Paypal or vice versa now. Ebay doesn't keep records of transactions after 90 days and it is the same with Paypal. Paypal doesn't want to accept their own records and records from Ebay last year as confirmation that I paid for the item. The Paypal account has been locked out so I can't access it as they have total control of the account and I am unable to update or even access it but they mean the opposite.
Also, Paypal and Ebay have given all my personal data like bank account information, credit card information, social security number and birth date to individuals in foreign countries. They deny that but the people at the Paypal customer service phone identify themselves as employees of Paypal and Ebay. They're asking me to corroborate my D.O.B., social security number and update and/or corroborate your banking information. I don't ever recall release all this information. Paypal/Ebay obtained the information illegally and has disseminated all of it to people in India, China, Malaysia, Philippines, etc.
People overseas obey whatever laws in their countries but not American laws. This will definitely take many years plus you will have to pay legal fees to fight to get it. It's a total violation of many federal and state laws. Paypal has told me many times that they are not required to provide documents to financial transactions and are protected under some "Grant Huntley Act". I have to post the recorded conversations with Paypal in the Philippines, Malaysia, Mexico, etc. on the net. I am required to give my DOB when speaking with any Paypal/Ebay representative. I am very sure I never set up an account like this with Ebay and Paypal. I am just one person with little money or resources trying to pursue a business with selling computers.
But these big corporations like Paypal are out to endanger your financial and personal safety by selling and/or giving away of their customers' financial data. Paypal has no regard for anybody that uses their services and the transaction is completely opposite of secure. They have your information for LIFE. There is no customer service here in the United States to speak to as all operations are overseas. Most of the time Paypal will not tell you what country they are in. DON'T EVER, I MEAN EVER PROVIDE YOUR BANKING INFORMATION! They can steal you blind literally only leaving you to sue and file fraud complaints.
I am unable to close my paypal accounts and they have submitted debt to collectors which they cannot substantiate. My Ebay account is in bad standing now as Ebay and Paypal are one entity, now that many people don't realize. I cannot buy or sell any electronics now until Paypal/Ebay receive money for a debt that they will not provide documentation for as it is after 90 days, and also quoting some "Grant Huntley Act" that they are not required anymore to providing or keeping records. Basically this coming against me personally and financially because I am barred from having a business with Ebay and am blocked by Paypal based on unsubstantiated grounds.
I believe all of this is illegal. I am suppose to have rights under American laws from companies that use extortion like tactics and operate as a total monopoly. I am blocked by Paypal/Ebay from having verified merchant where I could process payments sale/purchase because Paypal is the only form of payment they will use. Even though I am an honest businessman, I am blocked from conduction online business by big corporations with no regard for me, American laws. I would still like to use Ebay and instead use Square D or some other option to take and make payments, instead of being forced to do business online by being forced to use Paypal as the only way to make and accept payments.
A representative with Paypal in China said that they do not have to go by American laws as it is in the use agreement or both Paypal and Ebay. I was told when I signed up for both Paypal and Ebay that I signed away all my protections under American law. Such a contract is illegal and cannot be enforced. People need to record all communications with Paypal/Ebay. I have experienced it going back and forth with "well you have to contact Paypal or you have to contact Ebay". Plus the Paypal/Ebay people speak very poor English. I can't understand them and they can't understand me.
DON'T EVER LINK YOUR CREDIT CARDS WITH YOUR ACTUAL BANK ACCOUNTS. Paypal said that if a mistake happens that they do not have to refund your money and are protected under certain laws but wouldn't go into detail as the representatives didn't know the American laws and couldn't speak English very well.

It has happened three times. The last time I went online to Swanson's.com and chose PayPal express as method of payment. I changed to charge card for payment rather than checking. Everything looked fine because I never click to pay until I see method of payment is my card. Today, I checked my checking account online and PayPal had withdrawn the money from my checking. This is the third time they have done this and I complained bitterly the first two times and was told it would not happen again. I don't plan to ever pay with PayPal again.

PayPal is more than a joke! It is a nightmare to get a response from them relating to issues or complaints! I still don't have a response for the last e-mail that I wrote them a month ago. If you change the country of residence, you have to close the account and open another one with new country details. They are incompetent and surely lost a customer!

I sold a miners contract to a Miss Susan **. After 6 fraudulent charges to pay me for my services from different scammers, this one actually appeared real from 09/19/14 as the charge went through. I provided the service on a week later to make sure the payment was NOT disputed. Then removed the funds to my bank account 10/3/14. ALMOST A FULL month after payment. Now in 01/26/15, it turns out the charge is fraudulent. 4 months! So even though they state the issue is unresolved, PayPal with NO PERMISSION went into my checking account and removed funds to cover their lack of customer security. I am issuing a collection notice and reporting them to my bank. They had no legal recourse to do so. No judgments, no phone calls, no letters, nothing. No one is allowed to conduct business this way. It's flat out theft. Please Facebook me, I will issue a collection notice on PayPal on your behalf for nothing.

PayPal has proven to be very professional service for online shopping. I have never had an issue with a purchase of a product and the only billing issues I have had were of my own making. They address any issues with billing on a very timely basis and are customer oriented. I feel very secure in using PayPal for one time purchases and for reoccurring payments via the internet.

I have had three PayPal debit card for years, never used it. Finally for my job I decided to use it for direct deposit Oct 24 2014 from each card I instructed my payroll to deduct a specific amount for each card from my pay check. The following week my check total $509.00 totaling on three debit cards. Later that day when I was trying to use my card the balance was zero dollars. I checked again, and checked the other cards the same. My funds was taken without notice, no explanation, no reason. Not even a letter of explanation still to this day. I have written letters and no reply. Then today they have the nerve to send me a new card. I am taken legal action..

I purchased some goods for $41.83 from a clothing company in China on November 6 and the money was withdrawn from my checking account through PayPal. After 30 days, I contacted the company to let them know the shipment had not been received and the shipping information provided was inaccurate. They verified that my shipping address was correct in their system. After 45 days, I contacted the company again to let them know I had not received the items. They told me to wait 60 days. After more than 60 days I contacted them again and filed a dispute with PayPal. PayPal closed the dispute because it had been more than 45 days. This is completely unacceptable. I have been defrauded and now have no recourse because PayPal did not protect my transaction as it promised it would.

About 3 years ago I opened an account with PayPal to pay for iAfrica subscription. After about a year I called iAfrica to cancel. A year after I noticed I have been charged $4.99/month even though I cancelled. I called PayPal, they told me they don't have the transaction in my account. When I logged in my PayPal account I didn't see the transaction either even though was being charged for over a year for something I cancelled. I called iAfrica, they told me to cancel online, which I did. To make sure I called Chase to block any payment to PayPal. When PayPal could not charge my Chase account, they went and charged my American Express account - I don't know how, I never gave them the American Express account. I called American Express to block PayPal, which they did.
Since then whenever they can't get money from my Chase account, they get it from my American Express account and vice-versa. Yesterday, I called both my accounts to make sure they block PayPal this time. Calling PayPal is time consuming and even it's only $4.99, I can't let go. They are very dishonest and scams. If everyone give up, thinking it's only $4.99, imagine how much money PayPal will end up with.

I've made a few payments to PayPal before and never had an issue except the hold up of sending 2 transactions to my bank acct. and then taking them back out and logging the amounts into PayPal account. Not sure why it takes several days to do this, but it was annoying. Then I sold something on eBay recently. 1st, eBay limits me on what I can sell the item for until I build a reputation...what? So I have to take a $200 loss on the item I was selling because they would only let me sell it for $500. It sold in 1 day. The buyer used his credit card to pay PayPal. Funds showed up as Pending, till after buyer confirmation. I uploaded the tracking number to eBay and PayPal and it said I would be paid within 21 days of confirmation of delivery. Item gets delivered. I have to link my PayPal to my bank, again, do the whole 2 low amount transactions all over, then it states I can transfer to my bank at that point.
I choose this option and it now states it will be 2-3 business days before it shows up in my account. The thing that bothers me the most is that Pay Pal charged me $15 to process the transaction and eBay charged me $52 for me selling my item. Even charged me 10% on the shipping! What a rip off! Never again for either company.

I purchased an item and selected PayPal as payment method. I indicated payment via my credit card. A PayPal popup appeared and I closed it and completed my purchase only to find my credit card choice reverted back to direct withdrawal from my bank account. I did not choose this, I did not change the option, they did and in a very underhanded way. What irks me is this is not the first time they have done this. I've gotten messages to check some info I entered and lo and behold, they changed my payment option.

I suggest no one use paypal credit. I had an account with them, someone hacked into my stuff and charged a lot of things off ebay. Now they will not work with me to get it straight. I even had a police report, said it was fraud but no idea who done this kind of thing to me. They are about the rudest customer support I ever seen. I think ebay needs to get another company in, instead of paypal. They suck big time.

Went to put money into my account, was informed that this ability was restricted due to 'Federal' regulations from 2014 until I provided a Photo ID, Proof of Address AND Confirmation of SSN. This stumped me as I never had to do this before and I have put money in from my account before (2-3 years prior). Went looking for contact information and got the phone number, along with a 'One Time Passcode' (really?).
Called number and person answering informed me I would have to send the information if I wanted above ability 'unlocked'. I explained that that their Paypal Connect Credit charged my SAVINGS account (ZERO Balance) in mistake and cost me an overcharge to my account of $25.00 for lack of funds and wanted to put money in account to pay off that Paypal Connect Credit easier. Paypal Representative went back to saying that Paypal was preventing people from 'loading' their account, to stop terrorists. (I reminded PP Rep that I have been a customer for over 10 years and had a annual limit of no more than $500 in/out of account and have never changed that, and this new regulation, in their words is not a reflection on me?).
When I protested that the majority of Identity theft occurs from internet connection activity, he told me that Paypal would not accept email, but provide encryption (at the financial level) as I was uploading. I informed Paypal representative that I work in Information Technology area and wanted to know where I could go to upload my data and ensure a safe and secure (governmental node) to send the information. I was informed that this defeated the (ir) purposes and Paypal representative started behaving rudely.
Financial level encryption is set at both ends, bank to credit card (purchaser), purchaser to bank, bank to bank, etc. To have an open ended transaction (open at one end of internet connection) will never be Financial Level encryption. True, I'm uploading to their encrypted area, but my data is not encrypted before it get there. (ROUTE: my computer, my router, my Internet service provider (ISP), local/county/regional internet node, to their ISP, their router, [Encryption Occurs], then their computer system). The data is on an open line until it gets to there servers and it takes notes of from where routed from will go into their system as well. True Encrypted Data transfer happens when both are keyed to same data code system or closed system, generated at both ends. This is considered the Minimal Security for Financial Data transfer.

I have never purchased anything from Cabela’s before this past November. I purchased an item as a Christmas present or my son. I checked out using PayPal and the item was delivered to my home. I have used PayPal for years and never had an issue until this transaction. After the purchase I begin receiving emails concerning a PayPal credit (which I did not have). After many phone calls to PayPal and Cabela's, I have discovered this. PayPal blames Cabela's and Cabela's blames PayPal and neither will take charge to repair this problem.
According to Cabela’s, this started happening a couple of months ago and cannot do anything about it. I first called PayPal and was told they could not do anything about the line of credit. The problem was through Cabela's. I was given the phone number to Cabela's and I made a call. According to PayPal, there was a glitch in the system on Cabela’s website and a line of credit was established without my knowledge or approval. According to Cabela’s, they were following the guidelines set out in the contract between Cabela’s and PayPal and there wasn't a glitch. It was that when the customer was using PayPal, PayPal was opening a line of credit without their knowledge.
I was also told this had happened to many people, not just me and many lines of credit had been issued without the authorization of the purchaser. Cabela's stated that she could take my credit card info that was supposed to be used in the transaction and debit the card for the amount and apply the money to the PayPal line of credit. She did just as she said and the balance is now zero. This line of credit has been reported to the credit bureaus which has lowered my credit score. PayPal has offered to close the account, but that will lower my credit score even more. According to both businesses, this happened to thousands, not just me.
This is identity theft and will be reported as such. I will be calling the credit bureaus and anyone else that can help me with this matter. I feel sorry for those who do not know the impact of this. Perhaps those who were working on their score to purchase a home, and this transaction has caused them to go in the opposite direction and not buy a home. This has been an issue with PayPal. This is fraud and will be reported as such. Both, Cabela’s and PayPal, have lost a customer.

Purchased through PayPal an electronic tablet. It took about one month to arrive. As soon as I opened the box, I saw the tablet was defective & didn't work plus I was overcharged for the shipping. I filed a dispute with PayPal, they came back with a resolutions from the vendor for a refund of $18 when I spend $79. I refused that refund and was told by PayPal I must return tablet & pay again for the shipping back to China. The return shipping cost me, another $28. I informed the dispute resolution that the tablet has been returned and I want total all monies spent refunded, $107. Paypal, or should I call them "PayEnemie," responded back that they need the shipping label that I had already sent them.
Apparently I didn't send the shipping label how they wanted it. You are supposed to upload it on their site which is quasi impossibly, their site is extremely customer Unfriendly and I believe on purpose. After trying & spending so much time, I asked my daughter if she will try to upload it. Again, more time of her effort she finally managed to upload the shipping label. On December 29th 2014, PayPal sent the below message: "The tracking information you provided was invalid and we were unable to confirm delivery of the item associated with this claim. As a result, the case is now considered closed and we are unable to process a refund. We encourage you to work directly with the seller to find a resolution. Thank you for your cooperation. Sincerely, Protection Services Department."
That's a joke, I have a copy of the official USPS shipping label in front of me dated, 12/12/2014. I've tried to appeal their resolution again without any success after following their instructions precisely. Their instructions and their website don't work. I refuse to let PayPal executives get away with my hard earned cash, while they become billionaires.

I purchased coupons on 12/14 and 12/18. Could not shop as I had surgery on 12/15. And doctor's orders to not work but rest on 12/15 and 12/16. Printed first set on 12/18 and headed to shop on 12/19 and all were used already. I notified seller and then went to UPS figuring the other would be good and seller made mistake and would replace. Printed them at UPS. Went back to store and coupons that I received on 12/18 had all been used on 12/16. (I didn't even get them until 12/18) So any intelligent person would know I had been scammed.
I wanted to shop so I found another seller. Purchased two more sets to find out that cheapestcoupons.com and Kopar-Ercan is also Cheapax.com and these coupons were never sent at all but no refund. Paypal no help at all and they do not stand behind you when you prove you were scammed. As I sent them certified letter with doctor's statements and Kohl's cash receipts from the managers and no refund. No help from pay. Then they tell you to continue the dispute you have to continue the dispute, yet the resolution center does not let you submit continuance.

I sold concert tickets on eBay and used PayPal for the payment. I emailed the tickets and even got an email back from the buyer stating that they received the tickets. 90 days later, the credit card holder filed a dispute against the transaction, so PayPal deducted the balance from my account. After sending them numerous documentation that I provided the tickets and confirmation of the tickets being received, PayPal advised me that they are not covering me only because there's no tracking number for the tickets. I asked how can I provide a tracking number for tickets that were emailed. I told them that I am not responsible for verifying the buyer's identity, that is PayPal's job and purpose. Needless to say, they are trying to have me foot the bill for their issue. Everyone who has a problem with PayPal need to contact the FTC at ** and file a complaint against them and even contact a lawyer if you can.

I was charged $67.00 out of nowhere because of a mistake THEY made (not surprising). I called them about it. They said they would send me a letter to show my bank. They then screwed up the amounts of money on the letter and misspelled my ** name. Everybody that works for their customer service is most likely not going to speak English. I called and sent them the vendor email stating he received my return, which they said would suffice. They sent me no notification of where the process I was. I called 1/7/15. They had not opened the email attachment with the return notification. I requested verification that I completed all required steps. They refused. They said I would hear from them in 90 days after Dec. 2, 2014. I have made many calls to Ebay, the vendor, Microsoft and PayPal. They have not updated my status in the return process or told me what it was.

After charging about 600.00 worth of goods through paypal connect during the holiday season, I made two payments to pay the bill before the due date. Paypal received the money directly from my bank as was shown on my electronic bank summary. Paypal did not give me credit for the last payment until 10 days after their receipt of it. When I asked the customer service representative about it, she cast doubt on my payments because she said that they were rather large. She stated that they had to see if I was "kiting". I have no idea as to what she was talking about. She said that my email address was incorrect. She asked me for my email address and I gave it to her. She said that the one they had on file was wrong. I asked her what email address did she have on file for me and she stated that she couldn't tell me. I don't trust this company!

I was selling clothing on Ebay. But there are some buyers using power of ebay protects buyers and they abuse that power. This is small thing, the big thing is Ebay restricted my Ebay account and then PayPal limited my money for 180 days. Think about eBay and PayPal doing this to over million people and how much money will they get from their customers. Why government don't do anything to them? They are the big scammer and criminal to their customers. They are the one steal their customers' money to make money. I hope everyone be extra careful of eBay and PayPal. My wife made a purchase from Amazon and used PayPal. We've used it with our credit card many times without a problem. In December 2014 we discovered that purchases were not being put to our card but mysteriously we now have a PayPal Credit Account. I am unable to pay the balance without linking to our bank, something I am unwilling to do given all the bad reviews I read about PayPal Credit. There is no place on the web site to cancel. The cancel account button simply says call them on the phone. I called and after waiting on hold for nearly an hour was able to speak to a representative and by being forceful had him pay off the PayPal Credit using our credit card. When I asked him to close the PayPal Credit account he would not do so since the account was opened in my wife's name and only she can cancel it. Since then we have been unable to get through the phone system. This 'service' is a scam. We don't know how we got in to it and we can't seem to get out.

My Paypal account was hacked in the fall of 2014 and it took a while and more than one phone call to Paypal, but eventually my funds were returned to my account. However, shortly after that I received an email from Paypal informing me that my account was limited-- translation: it was all but closed. The reason: I was accused of credit card fraud myself even though there was $0.00 balance in my account. Explain that to me. And Paypal said they had sufficient evidence against me though they would not share that evidence with me. So now I can't buy or sell on Ebay because of most merchants use Paypal exclusively for transactions. I'm frustrated because I was wronged and now I'm accused of the same wrongdoing. In my opinion Paypal has gone down in competence and customer service. Their customer protection has been proven to be flawed. Can someone please look into this for me?

Is PayPal dangerous for your business? Is PayPal dangerous for your customers? Does PayPal force companies to act against the customer privacy? Is PayPal finance situation stable or it’s close to bankrupt? To protect our customer information and minimize the risk for them from today we have stopped accepting PayPal. Another problem is that PayPal has not been able to transfer over €12000.00 of our funds to our account. (PayPal reject the transfer to our account.) In the same time we have seen some news about dismissing 3000 employees by eBay/PayPal in the coming year which explained the current situation of this company. Based on these facts we have disable PayPal module in our website.
Please read the history: On Dec. 19th 2014 we got information per mail from PayPal that they are making company account check and during this time we cannot transfer the funds from our account. For finish the account-check they asked for several information that according German and European law (Customer privacy) we were not able to supply them to third person or company. We have sent just information to PayPal which are not against “customer privacy” and our AGB, but the following requested info by PayPal has not been sent to them:
They had written in the mail “until we receive following documents you can only receive money by your PayPal account…” A. Contact information of your suppliers and invoices from October-December 2014!). B. Deliver notes! C. Bank account print for last 3 months: Oct, Nov, Dec. 2014! E. Cashflow-Report/BWA 2014 (Economic evaluation of 2014).
Why we may not supply these documents? A. Invoices of suppliers include their B2B prices, amount of invoices, address of supplier and several information of other companies which we don't have permission to supply to third company/person. B. Delivery notes include customers name, address, Shipped items and several customers information. To supply them to third company or person is directly acting against “Customer Privacy”. It’s also against our own “terms and Conditions (AGB)”.
We offered PayPal instead of delivery note; we can send them the Tracking No. of shipments which can be followed on DPD website! (But they were not interested in that, because they know very well generally the orders leave our stock within 1-2 working days.) C. Business concept: To supply it, means we give all info of the company and its structure info to PayPal. Who knows that PayPal/eBay does not collect business concepts and all related information to make copy of the effective businesses in eBay or by other companies belong to the PayPal/owner?
D. Bank account print!!! 1- It includes name, data, order No. and amount of the order of our customers, exactly those customers which did NOT interested in using PayPal. Provide these documents is also acting against “Customer Privacy”! 2- It Includes private info of employees, their salary and information of all other people/companies who has paid/received payment to/from us in last 3 months. Again acting against “Customer privacy” and several other European/German laws.
Finally until Dec. 30th we had several contacts with PayPal by phone and per e-mail and we tried to explain them what they are doing. They did not wanted to solve the problem and they did not explain any reason for the problem. Below is some of their “Funny” Answers: 1- What is the reason of this problem? “It’s a normal process we have in our company. Time to time we check different (companies) accounts! We don't say you have done anything wrong, but some companies have done!!!” 2- You are asking for information/documents which is against “customers privacy” law? “But we have also “customer privacy” and we will not forward these information to third party!!!” I understand this answer as: “You may act against the law, but don't worry, we will not inform your customers or other organizations (like court) that you have forwarded these information.”
3- Are you collection and/or copy business concepts/information? “No, this is a normal process and we HAVE asked MANY COMPANIES for these information! Normally companies have not any problem to supply these information, why your company has problem with that?” Dose this answer mean; already in several or many cases PayPal has been involved or forced companies to acting against “Customer Privacy” law? 4- Why you need our bank account print for last 3 months? “We just want to verify bank account linked to the PayPal account (is it your company bank account)”!!! It’s not correct answer, because First the bank account has been verified in past by PayPal. Second, to verify this point one more time, PayPal needs just statement from bank. (The bank account linked to PayPal is our official bank account in Deutsche Bank which is also shown in our website.)
Even we informed PayPal that to supply these information is acting against “Customer Privacy”, they answered again per E-Mail on Dec. 29th: Until they receive the document and confirm them, we cannot use our funds in our PayPal account!!! Until 30-12-2014 (our last working day in 2014) they did not explained what has been done wrong by our company to froze our funds.
In the same day after our closing time (6:00PM) they sent an E-mail and informed us that all our funds in PayPal is frozen for 45 days; And they have done it according the point 10.4 of their terms and condition! The point 10.4 in German version allow them to keep your amount for period of time and extend it (in case they want), Under English version of terms and conditions point 10.4 does not existing, but you find something like the German version under point 11.4.
This point 10.4/11.4 can be very dangerous for companies and can be used anytime from PayPal side without any reason (or if there is a reason they don´t need to tell you that) against companies using PayPal. In this point is not also clear the maximum time that they may froze the money. In English version is mentioned 30 days, but can be extended… (How long?)
If your company accept PayPal and you have for example over 50% of the turnover by PayPal, in first month you miss over 50% of your cash-flow, in month after 50% more, means during 2 months you will lose 100% cash-flow in your company. In case that you make much more than 50% monthly turnover by PayPal, you will lose the cash-flow much faster. The worst is that you cannot do anything in this situation! Is really PayPal close to bankrupt? In one hand over 15 days PayPal is not able to Transfer our money to our bank account and it has been extended for 45 days. I have seen now several other posts on internet with same problem with PayPal. In other hand I saw in ZDnet that eBay/PayPal dismiss 3000 employees in beginning of 2015. Based on these two facts we believe PayPal/eBay is trying to cover their problems with other companies money.
Some more info: To make it more transparent I need to add: Our company sell physical products. We ship exclusively from our stock in Germany within 1-2 working days. In this moment the frozen amount is over €12000 + €5000-8000 amount of new orders. We have had totally 5 customers conflict and all of them has been solved. The only last one has been conflict for €22.85, which was also solved from our side and in this moment we have not any conflict with any customer. Finally the problem is not based on any conflict between customers and our company. It’s only based on, “PayPal wants to keep the money in their side!”

My husband and I decided to try and use PayPal credit to buy a computer on Apple's Education website. On the website, it allows you to select PayPal credit. We selected this, thinking it would be a little easier to just pay it over 6 mos. What we DIDN'T know is that PayPal credit is "not accepted" on that site, so it immediately hit our bank account. I turned around and immediately paid PayPal a payment of 1000. Three days later, my account was debited 2800. I called Apple and PayPal for help, and neither was helpful.
Apple suggested I TAKE THE COMPUTER BACK and try to buy it again making double sure I hit PayPal credit. I still did not know that the website didn't accept PayPal credit, so I did it again. I checked PayPal's website, and when I didn't see that charge showing up under credit, I called PayPal. At this point they informed me there was just "nothing they could do" even though it had been less than 10 minutes since I clicked it. I canceled the order. No matter. My account was debited again for 1800. Three days after that and this has STILL not been resolved. Never in my life have I been punished for a purchase on something I did not receive and in fact canceled in less than ten minutes.

Here's the story: my clients paid me on 9/5/2014. Because PayPal does not show the vendor name on their charges (which should be their FIRST change), clients disputed the charge 10/28/2014. They immediately reversed their dispute. Their credit card company re-charged the clients on 11/19/2014. On 12/7/2014, PayPal still claimed to have no resolution, so clients, credit card company, and PayPal all got on a conference call together to try to resolve issue with PayPal. Now, 12/30/2014, PayPal says they still don't have the funds.
Here's my complaint: we have all proven that PayPal has the funds. They are still hassling me (60 days later!) for information in resolution. I have emailed and called numerous times. The most recent email I sent took PayPal six days to respond. Six days! That is an unacceptable turnaround time for any business, let alone someone as large as PayPal.
I called today, spent 18 minutes holding just to speak to the first person, then was transferred to a "supervisor" who turned out to NOT be a supervisor who only effectively wasted my time and theirs. The next supervisor I spoke to was not the "correct" supervisor and I had to be transferred a third time. This supervisor admitted she was from the Philippines and that the NEXT place that needed to hear my story wasn't even in the same country. She could not transfer me by phone but promised to have me called back within 24 hours. We shall see. In all, I spent over 80 minutes on the phone today and still have no resolution - I am only left with a feeling of very poor customer service.
Bottom line: PayPal has their money. We can prove it, and have done so multiple times. PayPal needs to credit my account. I have had chargebacks before and have NEVER experienced this level of problem. PayPal needs to have a central location where they can resolve their customers' issues without bouncing them around all over the globe. I feel highly inconvenienced and will immediately end my business relationship with PayPal.

PayPal has sent a payment owed from last month to collections!!! After I bought something on eBay, I used PayPal to purchase the item. I forgot that I changed over my bank account information and the transaction never processed. PayPal NEVER CONTACTED ME TO TELL ME THIS. Instead they sent my debt to a collections agency DEVASTATING my credit score. Seven years of paying bills on time all out the window. Thanks PayPal!!! Again just to be clear this debt was from LAST month and PayPal never bothered to contact me to tell me that I owed the money. They are an evil company.

Paypal is a business that sells false advertisements to get you to feel safe about your money being used on the internet. I used PayPal's guest account which is a part of paypal but they discredit any problems that arise from using a guest account. This is the second time an eBay seller has swiped shipping fees which add up to a total of $120.00 and paypal is not willing to help with the situation. Paypal employee told me I should receive a return on my money in three days only to find out the Order was going to be shipped yet paypal claims this is an issue I have to fix. After I called back to find out what was going on they discredited any wrongdoing on their part. I'm just posting this so people can stop getting used by these theoretical people calling themselves the middle man to your transaction until something goes wrong. I will never be a client of paypal again due to the fact they Have been dishonest and costing me money out of my pocket with nothing to show for it. A laziness in your company should not cost me as customer money. I called them day after the order and they said it was cancelled when it really wasn't. Thanks paypal employees. You just lost an expensive customer due to your lack of expertise and communication.

Paypal has no protection to offer to their sellers. If you are using a Paypal pay here, or using them as a merchant account, be aware of the way they handle chargebacks. Anybody can come to your store; buy products and Paypal will just refund them for no reason. It does not matter if it's 30 days, or 180 days. This is just unethical.

I ordered a software upgrade and I paid via PayPal. I never received the installation key from the vendor. I tried contacting the vendor but received a reply saying the email address was not valid. I contacted PayPal thru their resolution process and each time was told that my case was being reviewed (yeah right). I never received any information from the vendor or PP as to why my case was being denied. Now the final reply from PP says "we found that the vendor adequately described the merchandise".
THE DESCRIPTION OF THE MERCHANDISE WAS NEVER AN ISSUE. I paid through PP because I thought that when this type of problem occurred they would protect me. Instead I just keep getting replies generated by their system. Obviously no "person" has ever looked at this.

I put an old (collectible) Rolleicord camera on eBay which was purchased by Mathieu ** of **. He complained that the camera was rattled - a fact that I dispute given that it was made in the 1933 - extremely rugged and because I packed it extremely securely. He then recover his payment and kept MY CAMERA. I may book that is not just simple thief - it is Internet fraud and Postal Fraud. Since these are the primary elements that he used to steal from me. So, if you want to make money quickly - buy something from eBay - Claim it broken - keep the item you 'purchased' and then get a refund from PayPal. EBay will tell the victim that PAYPAL's responsible. PayPal will not answer your complaint. Then you sell the item again - this time not using eBay... It's a simple fraud crossing state lines.

There was an error on my account and payments were repeatedly submitted from an outside source. I asked that this source be blocked and it didn't happen. This resulted in over $1,000.00 in fees being charged to my checking account that is linked to my PayPal account and no one seems to care. I've called customer service regarding this and I'm passed from person to person with no resolution other than to now block my Paypal account so that I can't use it and I have a business. The Customer Service agents are so rude, it's appalling. They are smug and nasty and couldn't care less. I even received the comment "yeah well." I need help, not attitude. They should consider some serious customer service training other than how fast they can pick up and hang up the phone. The bank isn't blameless, and perhpas I am not as well, but Paypal is the one in control.

I do online selling business on etsy.com through PayPal. 24-Oct 2014 they will review my account and then put a limit. The limit is postage proof of delivery and provide invoices. I will provide all as per PayPal requirement. After providing this they review my account and say due to some excessive risk involved in your account and suspended my account. As my point of view this is not a valid reason. I will add all document submitted which I sent to PayPal. Invoices is my supplier which can be needed to PayPal. Thanks.

I purchased Microsoft Product and realized the account being charged on PayPal was my checking and I did not have the money available. I asked Microsoft to cancel and then I would reorder after I changed my PayPal account to charge my credit card. Microsoft was very willing, the charge came through and in a very short time frame the refund appears on my PayPal transaction listing. The charge goes to my checking account immediately on that day. Now it is 4 days later and my $116.00 is still not showing in my PayPal balance. How is this okay? The company already issued the refund so why do I have to wait.

Paypal held the payment from my client for three weeks before releasing it to me. My client received her product, and paid promptly; however, Paypal (without expressing it clearly during any of the transaction) held the money "to make sure both parties were satisfied with the transaction." I called after two weeks to find out what the hold up was, and the customer service rep said it was because the amount was an unusual amount for my normal business transactions. This didn't sound right because I've taken payments over $1000 before. When the money still wasn't there in three weeks, I called again, and a different service rep said it didn't matter what the amount was, that because my client checked "goods and services" during the payment process, the money had to be held for three weeks. Now, here I am almost a month after the sale. My client has my product, and I have yet to be paid. To say the least, I am very dissatisfied with the unnecessary delay and will do everything in my power to never use this inefficient service again.

After spending twenty minutes trying to close my account, using PayPal's instructions which were completely useless, I called their consumer help line. After listening to 5 minutes of nonsense I'm told I can close my account online, which was the very reason for my call in the first place. When I go back online to my account, PayPal tells me I CAN'T close my account! Really? Since when can a consumer NOT close his own account? When I go to the "PayPal community" with this problem I find that almost everyone using PayPal has extreme difficulty closing their accounts. Since when is it legal to hold a consumer hostage to his own account?

I write to service@Paypal.com and they respond saying that they don't do email responses. Say what? What substandard service! Phones ring and ring. No answer.

Paypal has AWFUL customer service. I placed a transfer, through Paypal, FROM MY bank TO Paypal. Within 2 hours of the submission, went online to cancel but was unable to do so. Called Paypal and was connected to one of the stupidest reps on the planet. Told him I needed to cancel the transaction and was informed that he couldn't do it because the cancel button was no longer visible on his screen. What??? So for a 3-5 day transaction, within a 2 hr time span, the submission cannot be cancelled? Ridiculous. Can I cancel the account? No, because there's a pending transaction. Right but it's pending TO ME!! After I was finally able to be transferred to a supervisor (after asking at least 3 times because he kept saying that no one above him could help me), that person explained that the transaction cannot be cancelled because it was more that 5-10 minutes after the submission. Really? Where's the shovel because that reeks. Needless to say, I should have read reviews prior to signing on to it and I will inform everyone to NEVER use this service. I only used it as a means of filling the Paypal prepaid card for easy shopping but it will be cancelled as soon as humanly possible. I will definitely use AMEX prepaid instead.

I'm an Ordained Minister, and while out of town recently, I counseled a woman over the phone in NYC where I live. She paid me via PayPal. This was on October 27th. Imagine my surprise on November 12th when I got a notice from PayPal to say that she had never authorized the charges and the money was taken from my account. I was invited to dispute this, which I did. I'm not the most computer literate person, but I had help and we sent 4 x screenshots of texts that she had sent me: Requesting the service; Making a date and time; and Agreeing to pay via PayPal - which she did. As far as I'm concerned, this is SMOKING GUN PROOF OF A REQUEST FOR MY SERVICE WHICH I PROVIDED THE FOLLOWING DAY. How can PayPal then say that her complaint is justified, case closed, and I have no recourse?
They also, at the beginning, tried to slap a charge of $20 on me because I had not proven that I had shipped!!!!! Are these people even reading what I'm sending them? There WAS nothing to be shipped. I am providing a SERVICE!!! Hello!! Well, I got that taken off, after spending some considerable time on the phone. This is not a huge amount of money, but I'm very angry. This means that anyone, at any time, can just decide to fight a charge for my service, and despite the fact that I have absolute proof, I cannot win! I am SO angry!

I am very disappointed about using PayPal doing a purchase with a China vendor. Item was not as described (dress). I contacted vendor and complained, they suggested for me to keep item and they offer a discount on my next purchase. I said no and decided to return it for an exchange for something else or refund. Since I used PayPal I opened a claim through them. I shipped dress to the address provided in China, waited almost a month. Vendor says they still have not receive it. PayPal requested a tracking number, I sent it, and today I just received an email telling me that my case is been closed, since my tracking is invalid! I even sent them a payment receipt along with USPS tracking! All I have now is a bad experience of a $85.00 transaction buying from a China vendor using PayPal. I decided to share my bad experience to help others not go through this...

Several issues: 1. My original Paypal account was frozen by the company when I changed from a bank to a credit union. In this process, a payment to an ebay merchant "bounced." I had to send the payment of $2 overseas in cash by snail mail. I hope the merchant got their money! 2. When I tried to resolve the issue it was literally impossible to do so online, so I had to have three different phone calls to Paypal to get it resolved. We had to close the account and open a new one. This meant I needed to set up a new email because Paypal's system refused to accept the email that had been on the old account. *Note* I must say the call center staff are professional, friendly and helpful. This is A+ for Paypal. But I am sure Paypal does not pay them what they are worth and probably has them on some kind of pressure counter quota system, in order for them to get decent pay.
3. When I signed up for the new Paypal account, I accidentally applied for credit without realizing it. I DID not know I had hit the credit card application button until I got a Paypal rejection letter. In that letter my credit score was quoted at the wrong number. Paypal claims they got the information from Experian, but my Experian credit report shows a much higher number than in the pay pal letter. Subsequently I am not only angry, but nervous, but now Paypal has access to my credit report, and I do not trust how they got it, by that easy way they have on their website of us applying for credit without realizing it until it is too late. 4. A few days ago their system issued $10 gift cards "by mistake." I was told by a call center worker that those cards are not valid for anything but that all customers had been given them "by a computer error." Really? Are their computers that stupid, to issue this "by mistake?" The call center worker said "it should have been a coupon." He then sent $10 to my account in order to give me the "coupon."
5. In this same phone call, I asked him why Paypal was deducting money from the deposits coming into my account. He said that was because I needed a business account, not a personal one. He then said that once I had a combination of 200 transactions of deposits that total $20,000 or more, Paypal would report my income to the IRS. He said that before this limit is reached, Paypal will be monitoring the account to see if I am receiving "too many personal deposits." What does this mean? What if, for instance, friends and family owed me money and were sending it through pay pal? I am a retired person on a low income. What if people I know were just being kind and sending me money to help me out? Given that it is Christmas, what if these are not just gifts. Furthermore, what if my friends from various other religious beliefs are sending monetary gifts according to their traditions, throughout the year? I found it interesting that Paypal "assumed" I was running a business.
5. So, after this information was told to me, I went ahead and set up the business account, because I was told that if Paypal felt I was getting "too many deposits" to the personal account, they would freeze and investigate it. I feel I was forced into setting up this type of account, so that they can collect fees.I also do not trust that they do not allow access to this information, by credit bureaus, the IRS, or whoever else wants to know my personal financial activities. 6. The final straw has come today, when a Chinese friend is trying to send me the lowly amount of $10, and the system will not accept her payment. Going online, I found a lot of complaints about how Paypal messes up money coming in from China. Smh. Well, if my friend's $10 ever does make it into the account, Paypal will deduct their fee from it. Smh. Well, I have seen so many complaints about Paypal and now I know I am not alone in not liking them. However, it is not nice to be part of a crowd of disgusted customers. In the end, I don't think they really care. All the want to do is make money, and they are doing that. Smh. Very sloppy company!

This company has started removing $50-$200 from my bank account daily and I have paid them off in full monthly. This interest money that they are REMOVING DAILY is intended for other bills. This is the WORST level of credit card company EVER!

I am a first time user to PayPal and I will NEVER use their services again. You would think a refund using a site like PayPal would be easy but that is far from true. PayPal uses credit card wire transfers to exchange funds from buyer to seller and most people would think that it would be the same from seller to buyer if need, but no that is not how it works. Even though sellers can get their funds right away buyers do not have the same privilege or respect in the reversed situation. They can hold your returned funds for 30 days and if they are not refunded by 30 days the only solution PayPal offers is to file a report and they will investigate. Also when contacting PayPal at 1-888-221-1161 the customer service representatives give you the run around and do not even have consistent company training or policies. I had several CSRs and even a manager straight up lie about the issues with my refund and blamed my bank for the problem. I addressed issues with my bank regarding PayPal to find my money had not been processed or transferred to my account/ bank. The lack of customer service and consistencies in company polices/ training is appalling. PayPal and its CEOs should be ashamed of how they treat their customers and their company standards.

I set up an account for myself and the company I worked for over 10 years ago when eBay was just starting to get really popular. One day checking my account, I saw that the purchases that I had made for the company were being charged to my personal account. I called PayPal. This woman with a sugary sweet sappy attitude answered the phone and when I explained the issue, she accused me of fraud!!!!
If you knew me that is the last thing I would ever be involved in. I was flabbergasted....honestly, I was at a loss for words (a first for me!). When I got off the phone, I promptly closed my account and the business' account. I do business with folks that allow me to use my debit/credit card directly. Yes, buy this and then let me charge you for the "privilege" of making a purchase. NO THANK YOU.

I made a contribution for one time and PayPal made auto monthly. The problem is I don't have a PayPal account and I don't want one. I made the contribution with my debit card and not to PayPal and somehow they got their fingers in it. To get a phone number that works, they want a phone number from you but I don't have an account. You can't send an email - no account, what do you do. I don't want to be on their list or a customer - I don't like them!!!!!

This site is an absolute joke. My dad bought me hyper quickness sneakers which were 50 bucks (Pretty cheap). We paid that and now they are charging my dad 70 dollars extra and we already paid the 50 bucks! Paypal is a ** joke and is terrible. It's a scam.

Today I called PayPal to appeal the decision to close my claim stating the tracking information I provided was invalid. On speaking to customer support they agreed it was closed in error and he confirmed my return can be tracked to the international hub as I advised. So my claim has been reopened after I appealed and the status of my claim has gone from "closed" to "appeal being reviewed by paypal"...hopefully this problem will soon be resolved

I bought beauty products costing £420 from the far east paid through PayPal. However when they arrived, I was horrified to see they were a year out of date. I attempted to resolve the issue with the seller who offered part refund but only if I bought more goods. I complained through the resolution centre and the seller offered several well below cost refunds, which I refused and escalated my complaint to a claim. I gave all information as requested to paypal who ruled in my favour and requested I return the goods for a full refund.
I paid a further £40 to return and provided paypal with the tracking number who passed it onto the seller. I then received another email from paypal to provide carrier information which had to be submitted before 26/11/14 which I gave. I woke up on the morning of the 24th November to find an email from paypal sent at 11.55pm on 23rd November which said..."After carefully reviewing your claim, we are unable to process the refund because the tracking information you provided is invalid and we cannot confirm return of the items."
This case is now closed. I gave paypal all valid tracking information and the package was collected from me on the 19th November. No way could it have reached China in 4 days. I am still tracking it and it's due to reach the seller no later than the 5th December. I cannot believe paypal did not even give me a chance to call them. They just closed my claim while I was asleep. It's totally unfair and I've informed my bank to see if I can reverse the payment.

I have tried to contact them so many times and they just keep sending me to FAQ's and telling me to click customer service, which is another FAQ. The customer service is ridiculous and they still haven't given me my money back. The item I received was in NO way new with tags, and it was horribly damaged, but both eBay and paypal have done NOTHING to help. Do not use these services! They'll just cheat you out of money!!

Accidentally used PayPal Credit without ever signing up for it. Usually you see an icon for PayPal, but this one was for credit. Couldn't find where I owed or how to pay. Had to contact Paypal credit and sign up then give access to my bank account. I later cancelled my bank info after receiving a confirmation of payment number. Now they say payment was rejected, but don't show that I still owe. Highly confusing and a pain in the ass.

I used to think PayPal was a convenient and good organization to protect consumers. But when I came up against a DOA case and demanded my full refund, DWI denied my right of warranty and wanted to charge me 15% restocking fee. I made a complaint to PayPal, but they just prolonged the case, ignored all my evidence and finally decided the outcome in favor of DWI! The reason I think was DWI paid them (they charged me 2% for using PayPal) to protect their interests, even when they are completely on the wrong side - like in my DOA case. I never trust PayPal again. So customers beware, PayPal is definitely not a good company as you might think. They are ready to betray you for their own interest. You just can't trust them, especially when your seller pays them something (by surcharging your payment, like DWI in this case).

I got jack $49 by the seller using the Paypal. Seller sent me the wrong item because seller know you will ship the item back. I call seller and they said no worry, as soon as they got a return they will refund me and seller tell me where to ship it to them, other location that not register to PayPal. And in my case seller use a drop off shipper and ask me to send it back to same original drop off shipper that the package that ship to me. Then they claim to PayPal you sent it to the wrong place. They never get it because they know PayPal will not do anything. All PayPal asking is the tracking number. A week later PayPal said case close because it's my fault. This is a good way to make money for those bad sellers, right.

PayPal is a very convenient way to transfer monies but it charges extremely unreasonable fees for items sold. Unless you are transferring monies to friends or family, that transaction is free. You will be charged fees more expensive than state taxes or a merchant fee and the only thing PayPal processes is an email. I know there is more than that but seriously!! I sold an item for $590 and PayPal had the right to pay themselves 10% of my transaction. Are you kidding me?? They get $59 of my money to cover...what?? I'm sorry but I will no longer use PayPal. I sold my item through eBay which also takes a cut but less than PayPal! I don't get that at all. They're all a bunch of thieves. There are ways to protect your transactions and you don't necessarily need a third party to do it!! Seller beware!! (and, yes, I did know prior to sale but needed to sell...just want to inform in case you don't).

I had a charge of 41.95, I cancelled it through bank. Days later PayPal let this go through on my second payment method, my credit card. I've had my case denied 3 times and a company called Pins and Codes are frauds too. I got an email from them saying the site was down. I couldn't have made charge said it's being refunded. That's been days ago I'm at a loss for words at the way I was treated and PayPal and Pins and Codes are crooks.

PayPal appeal denied for being honest person! I recently opened a PayPal account two months ago in order to sell the inventory I bought and accumulated from Macy’s throughout the years as I am an employee in that department store. Every holiday we get Presales and items up to 50-70% off so it's a privilege working there and having an ebay to sell sounded great. So I went ahead and asked my Friend to borrow his ebay on Oct 2014 so I can list most of the stuff as he has high limits to sell. I went ahead and sold in his account for 1 month and half. Made $14000 as I tried to get rid of most of my inventory for the holidays. I'm thinking this is going to be a good Christmas for my family. Over the course of that month and half, sold over 190 items, just 9 returns as buyers said that items were dirty and defective or changed their minds. I refunded them.
But I left the money in PayPal without withdrawing it. Big mistake. I tried withdrawing just $1400, it went through. Again 4 days later I tried withdrawing $1400. It looked as if it was going to go to my account.... 1 day later I receive a notice to my email. Bank account withdrawal reversed, along with that 3 minutes later a PayPal friendly email saying "Your account access has been limited"... I'm thinking ok I'm not doing anything wrong, maybe they do this to every new PayPal member. This is exactly what it says: "Your PayPal account has been limited because we've noticed a significant difference in the types of goods or services you are selling. As your payment processor, we need to better understand these changes and how they relate to your sales. What does this mean? This account limitation will affect your ability to: send money, withdraw money. Additionally, you cannot: remove any bank accounts, remove credit cards, close your account."
Also I couldn't send or withdraw money. I went into PayPal and it asked for supplier contact information and invoices. So I went ahead and attached my recent Macy’s credit card statements, 3 pages full of transactions of items ranging thousands dollars and my employee discounts. So 2 days pass, my $14000 (almost 2 months of sales on ebay) still in PayPal (most of my inventory better to sell in holiday times so I rushed it) and then this is what they write, when they reply: "Please submit Tax ID information for your PayPal account. To comply with the Internal Revenue Service's (IRS) rules, we ask that you submit your Tax ID number to us as soon as possible. Your Tax ID number is one of these: Your Social Security Number (SSN), Your Individual Tax Identification Number (ITIN), Your Employer Identification Number (EIN). We are required to obtain tax ID numbers from all online sellers who receive payments for goods or services through PayPal. If you do not provide us with your Tax ID number, your account access will be limited, and you will be unable to request or receive money. After you provide us your Tax ID number, your account will be fully functional."
I found out later they don't require social security only if you exceed $20000 in sales which I still haven't. So it said in that email my account will be fully functional after I add my social security. So I did. Ha, if only it was that easy. I submitted it in website then 4 days passed. So I emailed them and phoned them up. The PayPal representative told me that they couldn't find the items I was selling on the statements. So we go back one step! When the previous email had said all I needed to add is my social! I thought we had that already resolved. Now I'm starting to get Angry. So I sent Online receipt Of Macy’s from my orders as I bought many hair removal kits that were on clearance and sold a lot of them. So I again went to my macy’s online to view order history. And later sent them the specific of most items in selling and what they asked for.
They write this couple days later: "We're sorry, but we cannot restore full access to your account until we receive additional information. Please provide a copy of each of the following items: Original bills of sale or invoices referencing your purchase or acquisition of the items you are selling, along with the name and telephone number of your suppliers. The previous invoices provided are invalid as the items you are selling are not sold at Macy's."
What in the heavens!!! I DON’T HAVE A SUPPLIER!!! IS THIS REQUIRED FOR PAYPAL OR WHAT? And they dare say the items aren't sold on Macy’s! I have proof. I feel I’m Being treated like a crook!! I thought they just wanted to know if I actually bought the items I'm selling so I had sent them a lot of receipts and statements! Now I'm starting to think this will be impossible to lift off, they think I'm a thief or something. The invoices I attached, the previous ones had the items specific on them unless they are blind or something. And also dare say I am related to other PayPal accounts! I live in address that over 14 different people live in. Why would it be my responsibility for other people.
After this I then go ahead and read forums about this happening to other people for no reason at all. So after this I Call them again. Oh my, talk about being given the run around for no reason. The PayPal representative told me that they couldn't verify my invoice. He even sounded confused as to why they hadn't lifted my restriction. He then told me to send them either a Hire letter, pay stub or anything that proves I work at Macy’s. Gladly I told him I will. (I really hoped throughout this they wouldn't contact macy’s as I can get fired, I even told him if they find out I buy stuff from them to sell online, I would get fired from Macy’s.)
So that very same night I manage to find My w2 from macy’s and my promotional letter that has my name and date of hire and the date I was promoted. I was happy. I quickly scanned the papers to my computer, I went ahead to paypal.com and attached the documents. WHAT HAPPENED NEXT I COULDN'T BELIEVE! This is what I get: Nov 16, 2014, PAYPAL APPEAL DENIED!
I’m in utter shock! They want to keep my $14000 for 180 days and steal my Christmas and my money for most of the inventory I had bought and I'm not doing anything wrong. On top of that they let my PayPal still receive funds, can you believe that? And Even worse it says ‘LIMITATION CANNOT BE APPEALED’. I feel like protesting or doing something. I will not stay with my arms crossed while this company does this to other people and myself. If I did something wrong I would understand. But I didn’t. Sure I would understand if I was trying to withdraw all my money. But I wasn't. And if I was, it’s my money anyways. I always add tracking and all of that.
I went to paypalsucks.com and all these forums and read nightmares. Had I known this is how PayPal practices I wouldn't have joined at all, heck I would have preferred to sell my remaining stock on amazon instead. Wish I would've researched beforehand. I will try to get this appeal lifted with all my might as I've done NOTHING Wrong. If I have to and they do not help me with this, I will contact attorney general in California and report them to various companies, also the Better business bureau. If PayPal doesn't help me I will write to executive relations dept. Wish me luck on this PayPal Grinch who stole my Christmas for not having a "Supplier".

Buyer purchased an iPhone from me on a third party site that uses PayPal for transactions. The listing clearly stated it was for use only with Verizon. Buyer tried to use a non-verbal SIM card and it would not work. He tried to get me to accept a return via the third party site, but I told him I was not able to accept it. He then opened a PayPal dispute, claiming "item not as described". I submitted the original listing showing that it indeed was as described and provided proof that he refused to answer my questions. So, I escalated it, thinking PayPal would actually review the case and rule in my favor. The buyer bought something without reading clearly and found out he bought something he couldn't use. I am not Kohl's or WalMart. I don't do returns unless something is functionally wrong with what I sold. I contacted PayPal "support" who offered me this little gem: "We don't know if the buyer is lying, but we have to side with them." So much for seller protection. I will NEVER use PayPal again. I am taking my business to Dwolla.com.

I ordered a compressor for my 1992 Bronco that the seller advertised would fit my car. The part showed up and is not even close. I emailed the seller and never received a response. I filed claims and won because the seller never responded. PayPal says if I send the part back to the shipper at my expense, they will reimburse only the initial cost plus original shipping. When I asked why, they informed me that was their policy and they could "reach out" to the seller for my return shipping charges. I told them I don't do business with people who don't care whether or not their customers are treated fairly and I don't give a damn about their unfair policies. I have done nothing wrong and I got ripped off by PayPal/eBay.

I'm not a PayPal customer but I was charged for NSF fee twice because my daughter has an account with PayPal and somehow my account info was on their record. After the first time, PayPal should have verified the account info before making second attempt to collect the money. Instead they let the system do the job and charged me for NSF for second time. After I complained, they refused to refund the NSF fee. They are crooks. Please don't do business with them.

In May 2014, my wife and I purchased a LCD car DVD player through E-Bay and paid via Paypal. The item was shipped by a company in China. We were a bit apprehensive of that as we were paying $150 CAD for the item, but due to the Paypal refund policy (we found out the hard way that Paypal takes the seller’s side) we went ahead with the purchase.
The item arrived a couple of weeks later and was defective. We reported this to the seller and Paypal. The seller barely could write 2 words of English, and asked for a photo of the defective item. At that moment we knew we were screwed, cos the alarm bells were ringing!! That was the last we heard from the seller. We started a dispute with Paypal and they asked us to ship the item back to the seller. The catch was that both Paypal and the seller asked for the item to be shipped back via international courier service, which was going to cost us $250 CAD!!!!!
Paypal told us that once they can confirm that the item was delivered to the seller they will refund our money, but wait, the only way that was possible was to send the item via something like DHL, FedEx, etc and the shipping cost was more than the item itself, and neither Paypal nor the seller would pay for the shipping!!! So we went with the cheaper option of Canada Post (tracked parcel) it still cost us $50 CAD to ship the item. Paypal told us that they will wait only for 2-3 weeks and will close the dispute if they couldn't confirm the item's delivery.
Well as the Canada Post international surface parcel tracking goes, they can’t track items in China. Paypal closed the dispute in a couple of weeks and told us that they couldn't do anything for us and asked us to contact the seller directly. Well did I mention that the seller didn't speak any English and didn't like replying to emails?!!!
So as the story goes we appealed to Paypal but to no avail. Paypal simply stuck to one line “We can’t track the item and we will close the file, you can contact the seller directly”. But wait did I mention that the seller didn't or couldn't reply to our emails?!!!! In November 2014, to our surprise we received the item back from China, with the comments that it was 'not deliverable' due to bad address, did I mention that we shipped the item to the seller’s address provided to us by Paypal?!!! So we emailed Paypal telling them the story, and we mentioned that the seller was probably a FRAUD.
The way Paypal dispute center goes, I think they hire only people who are not even trained, and I really doubt if they can even speak English. After exchange of 15 emails with the Paypal dispute center (in the past 2 weeks), every time a new person reads the email and reply something like 'we have already closed the dispute' without even reading and understanding our point that the seller is probably a fraud. So here is what we think, 'Paypal is in bed with the fraudsters in China (and there is no shortage of them in China) and they are making money off of innocent, unsuspecting and honest people like you and I'.
We have lost more than $250 CAD in this whole mess, and countless emails. Paypal is totally on the side of the seller, they don't even want to know about their customer protection promise. Wait did I mention that we suspect that not many people speak English in the Paypal dispute resolution center? At this point we are really really ANGRY AND DISAPPOINTED for losing our really hard earned money to some fraudster sitting somewhere in China who is promoted, sponsored and protected by Paypal!!!!

PayPal has the worst and the most annoying services ever, they're just making the life harder for you instead of making it easier. Wanted to buy something on promotion, they canceled it claiming for security reasons. Spoiled my deal, the item is no longer under the promotion, got my PayPal account limited and still didn't get my money back.

PayPal "settled" my dispute because the seller responded to the charge. They claim the description of the item was accurate. It wasn't. It was a legitimate-looking electronic ticket that was in fact a fake. I have all the correspondence between me and the scammer, including the fake e-ticket. PayPal isn't interested in proof. Their policy, if the seller says it is so, it is so. I filed a report and called PP without hours of the purchase to ask them to withhold payment but as far as they're concerned, I'm SOL.

Another victim of PayPal - kept my money, freezed account by telling me you I opened disputes for fake company upon item not received. Limited my account - 5 years old account. Can anyone please ban and close down this company permanently. My money gone, gone and I can't do anything. I am so sad. PayPal is kind of death sentence. I made a purchase to my PP CC and they went into my bank account instead. Just like all the other people here I overdrafted + fees. Upon talking to approx. 12 specialists nothing got accomplished. Just wanted them to switch it to my credit line. I'm still trying to close the account. None of their specialists can figure it out. It's frustrating and scary to know still happens.

Finally a scam happened to me .. and #NoThanks @PAYPAL .. you were not on my side. Lost lots of money. I ordered a ceiling fan from BathKitchenDecor. After payment through Paypal, Merchant said item on back order for 3 months... On contacting again after 3 months, no response, phone not working. Asked PayPal for dispute... They quietly closed the case (no email notification nothing) due to 45-day limit. On calling them.. Paypal says "Sorry you lost your money, we cannot do anything because of 45 day limit". Even though I gave them proof that Merchant was still communicating after 3 months, I had no reason to believe it was fraud. Paypal said, "You are supposed to realize that in 6 weeks else you lose money". Essentially Paypal said I was stupid to trust them and the merchant. Not sure why any buyer should trust Paypal anymore. Stay away!

Ebay & PayPal, two big millionaire companies who dedicate themselves from taking from the small seller to give to themselves. They have outrageous fees thus eBay increase their fees the more you sell. I have underwent their horrible business. Being an experienced 100% seller there's things that I cannot tolerate. Printing shipping labels is so painful. You have to literally print the label in 24 hours, if not you better make sure you save a pdf on your usb, because you have to pay the label again. I've had ach PayPal and transfer and withdraws from my bank account so many times - from PayPal taking money from me, $100 of dollars. Couldn't sleep just thinking, tomorrow I'll wake up and PayPal will withdraw more money leaving me negative. PAYPAL ask for social security number and birth certificate. It's not a federal bank - should not ask for it. I can't add money to my PayPal cause I refused to give it. The seller is not protected and always in favor of the buyer. If buyer feels like getting their money back - taking, keeping the merchandise, PayPal will do nothing to help the seller get his/her product back. PayPal is never there, and so is not eBay.
You feel like complaining or being heard - their costumer service is in the middle of nowhere, fill with Internationals who can't even speak English right. Worse customer service in the planet. One time I transfer money to my bank account, negative account due to PayPal. PayPal couldn't transfer money, "said it was negative", kept my money. Literally I got rob. I continue to help my family, I know a lot of people do. But eBay and PayPal won't hear you, they ought to be ashamed. It's a billionaire company probably making money out of small businesses, the least they could do is be there for us. If you continue to sell because of need like I needed because I'm a college student and need money to cover my tuition is use Merchant Inc. It's federal protected and I believe it can be use on eBay. Ebay is still bad as it is...but paperless without PayPal. Surely I hope things come as they go and PayPal gets what it deserves for taking money from its customers.

I have a screen shot dated October from Bill Me Later stating I have A $15 payment to make $987 in available credit with a balance of $517.00 I owe. No problem knew that. Until all of sudden, I can't log on and I have to go through PayPal Credit which now says I owe $1041 and no available credit and have a late payment of $87.00...... WTH can anyone refer me to a good attorney, spent an hour on the phone with them after I got off of work and didn't get anywhere with them.

I ordered a part from some vendor and paid through PayPal; the shipping address provided by PayPal was wrong, so I had to cancel the sale. The vendor was a gentleman. He refunded the money in minutes. It has now been three days. PayPal is holding on to my money, and when I called customer support they tell me that it takes three to five days excluding weekends to refund; that means they will hold on to my money for five-seven days - that is a SHAME. Last time it took me several months to get the refund. PAYPAL IS USING CUSTOMER'S MONEY - IT IS ILLEGAL. Any class action attorney interested in suing PayPal? Tx #: ** Amount $117.39.

I recently made a payment through PayPal using my credit card which has a PO BOX as the account address. A refund of $240.00 was refunded to my PayPal account and now PayPal says I can't get my refund because my account address is the PO BOX. I have to have a non-PO BOX address which I can't change to because it's not the address tied to my credit card. So PayPal is keeping my money. I can't believe that I'm the only person in the world that has a PO BOX address as my credit card billing address!
If you use a PO BOX for the address for your credit card DON'T FALL VICTIM TO PAYPAL'S SCAM. YOU WON'T GET YOUR MONEY BACK! PayPal told me that I could give them my bank account number and they will refund my money. I don't want them anywhere near my bank account! I just want my refund and to close my account. I will never do business with vendors that only use PayPal again. I have reported this problem to the vendor in hopes that they will find a different way of taking payments.

After I deposited from my checking account directly into PayPal they hit my bank twice more and cost me $32 each time. I called them 3 times, the second time they agreed they made a mistake and said within 24-72 hours they would reimburse me and send me an email with a verification number, neither have I received.... The 3rd phone call they informed me they had denied my claim and it was my fault they charged me 2 penalties... I immediately closed my account and deleted my bank information... so BUYER BEWARE!!!!!

I made a purchase in August from Ebay through PayPal (Unique Transaction ID #**). When I made the purchase I chose my credit card as the payment option. PayPal charged my debit card against my wishes, which overdrew my bank account and cost me $20.00 for an overdraft fee. I contacted them 3 times and each time I have logged into PayPal a few days later, only to find no record of my complaint. Are there any attorneys out there who could help me file a suit against them? I'm thinking they are splitting the overdraft charges with the banks and raking in quite a bit of illicit income in the process.

Does anybody know which department in the U.S. oversees the practices taken by PayPal? To summarize, seller did not list any shipping (zero), I won the bid and then my secretary paid the bill but when I reviewed the bill I found that $79+ had been added to the amount for shipping. PayPal found in my favor and wanted me to ship back the item AT MY COST/loss (what a potential scam that is). I called and was told that the seller would be contacted to pay the shipping label and I said why don't I just keep the item I won and he simply refund the money which was illegitimately taken from me. They said okay they will contact the seller in that regard and then I receive an email that states they find NOT in my favor (!!!). WTF? Did I do something wrong? In my favor and then out with two emails? What entity can operate this unethical way?

On Oct. 12, 2014, PayPal took $350.00 from my checking account causing my account to go in the neg. I called PayPal and was told that I authorized the transaction, which I didn't. After I told the customer service that I would contact a lawyer if this matter wasn't cleared up, they emailed me a letter stating that it was an unauthorized charge and PayPal put the money back in my checking account on the 20th of Oct. I had to call them again because of NSF charges. They paid the $56.00 on the NSF charges. As of this morning Oct. 23, 2014 I logged in to try and close the PayPal account and can't because PayPal is trying to take $420.10 from my checking account that I have not authorized again. When is this going to STOP?

I am going to have a heart attack. I have spend hours and hours on the phone with this company. In total, 6 hours, just in this week. They show triple charges for a single transaction and they keep saying that I don't know how to read the statements. They also keep saying that I never actually paid the bill because I paid through their credit system. They keep stating that the money that left my account (a.) never actually left, (b.) left from another account but that account needs to be repaid, (c.) I willingly double paid an invoice and I must have confused myself, (d) the accounts were paid, so don't worry. But you still have to pay us, so worry. (e) 100% of the time the phone agent admits (accidentally) that I was correct, I am placed on hold. They come back with another version of their story and I must confused. That was just one of the transactions.
I just started using Paypal a few months ago. I got my Paypal credit card a few weeks ago. Currently, I have 4 different issues that Paypal cannot fix. One of the issues, as stated above involves an overly confusing software system that makes each transaction appear three times, but never actually paid. So they say. There is zero way of verifying if the money was removed or not. The transaction sheet does not list a balance next to the transaction so it is 100% impossible to determine the status of the charge. I would have to manually recoil the account. The other complication is the balance does not match the balance. I know that does not make sense, but I have a "balance" and a "book keeping balance" and then the "available credit balance".
In a different conflict, I have a single transactions that show more than 15 different charge, refunded, process, charged, refunded, etc. The list just keeps going. This current transactions cannot be explained by the company. This charge from 4 months ago (A time before I actually started to use the account) keeps being added, removed, returned, repeat 3 times.... but, on the fourth cycle, a small amount of money is not replaced. It is like I am being slowly leaked of money. Since the system lacks an accurate balance, I cannot actually see the money missing. I only noticed it because I have so few transactions.
Another issue, not resolved: I was told my friends and family were lying to me about sending me money. My sister was told she HAD to have her bank account registered with PayPal before they would send me money. She did as she was told and then sent the money. The money never arrived. The man on the phone suggested that my sister was lying because he could not see her sending the money. Only problem was, there was more than one person trying to send me money at the time. I suggested that I had a glitch in my account and I wanted to start another account. The man assured me, everyone in the world was lying, but them. My sister ended up getting on a plane and handed me cash. The other transactions showed up as soon as I had a professional client pay via invoice. They want their money, so the free transfers came through.
You think Paypal has your back? WRONG. I started to use the credit card for business transactions. I thought it would be easier to file a complaint, if there was a problem. My first charge ended up with an issue. The supplier added a mandatory "auto-ship" (who does that crap?). The supplier refused to return the order, despite my request, less than two minutes after the order. Before the order had arrived to my house, I sent Paypal a copy of my written request to cancel the order with the stated reasons. I send a copy of the 17 different request within one day to stop the order. Paypal said I did not have enough evidence the company violated any rules. Um... charging my credit card for something I don't want or approve is not fraud?
I thought it would be nice to use paypal for my business and charging my clients with online invoices. The system worked, as long as I left my money in the account and did not take it out. A few weeks ago, I started to take money out and all hell broke loose.

Vendor issued my refund 10/22/2014... Paypal pends the refund til 10/27/2014 or longer if so chooses. On past experience Paypal takes 3 days to put refund into my personal checking account after I request they make the transfer.... no instant transfer on the refund folks! Not a bank today (I know Paypal is not a bank, it's a cowboy money operation) takes 3-5 days to make a refund/payment transfer, yet Paypal reps routinely blames the timeline on a bank - if I were each bank's customer, as the bank I would document Paypal's blame scenario and Paypal/ebay each and every time for future lawsuit action... Sam's refund/transfer is instant.. Amazon almost instant... QVC/HSN pretty past... so why is no federal/state agency requiring Paypal to "give me the money" that by the way is mine, in a more timely fashion?
Ebay owns Paypal, yet neither has the best interest of the customer/vendor on their agenda when it comes to timely payouts. When my refund transaction is complete and done, I will close both accounts; and all over $125 "float" by Paypal to draw interest from the Federal Reserve over the weekend, plus its bank's interest... I am done. To add insult to injury Paypal charges the vendor 3% for all of these "untimely" payouts and makes the refunded customer wait an additional 3 days for the manually requested fund transfer back into their checking account. This experience has taught me to vote with my wallet and what's in my wallet.

I was excited PayPal offered a new payment option - Pay after Delivery. I signed in and chose my new payment preferred method to be Pay After Delivery. From PayPal's site I clicked on JcPenny and ordered clothes and signed electronically funds will be deducted from my Bank 14 days after I received my package. One day later my bank was deducted for the order I placed and put me in the negative. I called and complained to PayPal and they would not listen to me, they kept saying this is a pilot program and JcPenny probably does not accept their form of payment, WHAT!!! The form stated they will deduct my bank in 14 days after I receive my package! I waited 32 minutes on hold and spoke to two Indian people who did not understand English. Now I am trying to close my account and the site keeps giving me an error. What a joke, never again PayPal.

I just made a reservation of 3 tickets on American (aa.com). I paid for them with PayPal. But PayPal decided that it was an "unusual" transaction for me, so they did not pay for the tickets. AA did not get a payment from PayPal and cancelled my tickets. So, I had to make a new booking. I lost $280 because of this. Moral of this story: never use PayPal.

I WILL NOT USE PAYPAL AGAIN - I SUGGEST YOU READ THIS (as long as it is) AS YOU WILL NOT USE IT EITHER AFTER READING. AS A MERCHANT-YOU ARE NOT PROTECTED- ESPECIALLY IF YOU ARE SELLING A SERVICE!! So I work as a bicycle taxi driver in New Orleans. I work for one of three companies (it's controlled by the city - so there will only ever be three) and there are only 15 bikes out per shift. We run a lot like a taxi in that you can call and order us from a dispatch phone (we have walkie-talkies) or you can flag us down or grab us if you see us sitting somewhere empty. Most of our rides are $10-30 so when it's a big ride - it's rare, we check photo identification and we remember. Our rate - according to the city is $1/block/person but if you are doing a longer more scenic drive we will do $1 a minute. We rent the bikes and usually on a Friday or Saturday we pay about $150 to have the bikes just for the night (6pm to 4 am).
At the end of July, a guy named Ryan called our dispatch and ordered a pedicab from our dispatcher/manager. It was a busy Friday night and a rider, we'll call him Stevie, was closest to him so he picked him up and drove this Ryan and his weirdo girlfriend around for about 40 minutes. He was paid $50 using his Paypal here swiper and Ryan's American Express card. Later in the night, Ryan called the dispatch again and I was a block away. He had me drive the two of them around for about 45 minutes and drop them off at their VRBO/bnb stay in the quarter. I was paid $50 for this ride ($45 for 45 minutes). The next night, Saturday, he called and requested me to pick him up at the same bnb and I drove him that night twice for about 3 1/2-4 hours. He paid me $218 and $103 for my service including a great tip for bringing him to a rare and amazing restaurant he'd have never experienced without me.
Basically - I have a cart that weighs about 150 lbs and you sit on the back and I PULL YOU WITH MY LEGS - no motor, no assistance, just my hard work. Well Ryan decided I guess he had buyer's remorse and 1 1/2 month later, disputed the charge. When this happens you get a reassuring letter from Paypal telling you how they are going to handle it and all you need to do is supply them with information. I gave them a letter explaining my type of service, phone records showing this jerk had ordered pedicabs, photos, and they had the swiped and sign copy. I also contacted "Stevie" who provided me with proof of his transaction which was on the same day - with the same service - in the same company - with the same guy and his lady friend - with the same Paypal here transaction and the exact same credit card.
This scammer probably forgot that he had rented two different pedicabs which contradicted his claim that mine was an unauthorized choice. Furthermore, I had compared his driver's license ID to his credit card to make sure it was him AND taken a photo of him. I submitted all this evidence and a few weeks ago I received a letter from Paypal informing me that the credit card company had chosen to rule in favor of Mr. Ryan the **. I asked "Stevie" if he'd had a charge back - NOPE - NO charge back.
On Sept 22, "Stevie" texts me and says - guess who's favorite ** "just disputed my charge!" So exactly three months after the charge, I guess Ryan ** realized he screwed up and decided to charge back the other pedicabbers hard work and service as well. I forwarded all my material to him - he submitted it to Paypal and he won his case (as I found out this afternoon). Since I was traveling, today was the chance I had to deal with this. I called Paypal wanting to dispute the ruling by the credit card company or to get information to sue this ** who used my legs and put me in the negative financially. (I could have taken other customers on these busy nights and not had this problem).
Well - I called at 11:19 this morning. Was on hold for help for 15 minutes. Got to a representative. She put me on hold for a supervisor. After 22 minutes of waiting - the call was disconnected. I called back immediately at 11:53 am. (I am looking at my exact iPhone call logs as I write this!!!!) - It took almost 30 minutes for a representative to answer my on hold - you know those high volume of customer calls waits, THAT MANY PROBLEMS PAYPAL???? Anywho - Told the rep I needed a supervisor and that if I was hung up on again I'd lose my **.
Well to get a representative I had to 1st tell this complicated situation to the rep and then AGAIN to the supervisor. The supervisor told me "Sorry but when the credit card company makes a decision it's done. We won't do anything after that." It's important note that only one of the 3 charges from Ryan's disputes has been decided on so far. The supervisor showed a complete lack of care and told me that if I wanted, I could call the credit card company but that as far as Paypal was concerned - the resolution center had determined it to be a finale.
I said "ok, well what is the credit card company" - Her reply, "I can't tell you" - Me: "Why can't you tell me?" Her: "we are not allowed to release that information." Me: "Why? I just need to know if it's Visa, m/c, amex etc." Her: "unfortunately that information is protected." Me: "Well that doesn't make sense, the letter you sent me SAYS I AM WELCOME TO CALL THE CREDITOR DIRECTLY?" Her: "I'm sorry ma'am I can't give you that information." Me: "Well then how do I dispute it then?" Her: "I don't know but our policy (blah blah blah)." Me: "I get you have to say this stuff but what am I suppose to do?" Her: "I don't know but blah blah blah (company jargon **)."
I told her I'd sue him then - can I have his address - NO. Well what can I do - I need to fight this - it's a lot of money to be stolen from me. TOO BAD - GOOD LUCK- HOPE YOUR OTHER DISPUTES GO WELL and the call was done. So I called "Stevie"- he won his case! How does that make any sense???? Why did I not win????
So I went to my Paypal past charges and skimmed through - found it! It's an American Express. SO WHY COULDN'T the supervisor tell me if it was posted on my actual charge??? I called American Express - I needed a case number to talk to them about this. I gave them the long PP one. Nope - wrong one. They told me every dispute is assigned an Amex referral code. She said they deal with Paypal chargebacks ALL THE TIME!!! Seriously!!! No wonder it takes 20-30 minutes just to talk to someone.
Called Paypal at 3:05 - waited a long time - finally got a supervisor - the call log lists 38 minutes! Supervisor REFUSED to give me the American Express case number. I hung up. NOW I WAS FURIOUS AND EMOTIONAL. I called again at 3:39 and I let my anger rip a new one into the lady I talked to who was the first person at Paypal to even give an ounce of caring about my situation and dispute. It calmed me down because I felt like things were going to get better. WRONG - the supervisor and I argued and I pointed out that the email from them says I have a right to contact the creditor directly - FINALLY A REFERRAL number!!
I called Amex back - this lady was also very helpful - I'd missed the cut off date for arguing the dispute but she did what she could, went above and beyond, saw that I'd been a long time Amex customer and had a supervisor authorize a $100 return credit in my favor due to the situation. I didn't fully understand??? Amex ruled in favor of Ryan because of "INSUFFICIENT REPLY" - I'm not making this up - "INSUFFICIENT REPLY" - I had told Paypal ALL about "Stevie" and this and that and even put it in my further evidence submission to their retarded resolution center. They had no information on anything I had explained about the fare, the service, the other pedicabber, the phone records NOTHING - UNBELIEVABLE --- I have two more chargebacks with about $150 total and hopefully they bothered to do something there.
SO I thought - well Paypal shouldn't take their cut from this - since they didn't do their job. I called and eventually got a supervisor who reminded me of the first one (I think it may have actually been the same one) - basically - "too bad, we submit everything you send - good luck" - WHATEVER ATTITUDE - she did nothing. I SUGGEST YOU TAKE YOUR BUSINESS ELSEWHERE - UNLESS YOU'RE PURCHASING THEN GO AHEAD AND DISPUTE YOUR CHARGES - THEY WON'T DO ANYTHING TO HELP THE MERCHANT.

PayPal allocate your payments in the manner that would best assure them to receive interest charges. They will pay your bill me later payment a month ahead of time and hold back your standard PayPal account back several months instead of allowing you to pay what is due for your bill me later and standard payment when due. Then they say you have to call if you want your payment allocated differently. I called and informed them that I only want to pay what is due that particular month, standard and bill me later payments. I was then told that I had to call them every month to allocate my money a certain way, even though there is nothing in writing stating that, which is required in the 2009 government act for financial institutions to be transparent disclosing everything in writing. PayPal is hungry for your money by illegal means of attempting to charge interest.

I did not receive a $90.00 package and PayPal gave me the run around for almost a year after sending information over and over again. they would just leave me on hold for hours. Then they just hung up on me. Couldn't get anyone to understand English, and I eventually reported it to you guys and you did nothing!! Then I paid a utility bill and that showed up on my email alert. Then they pulled out the money to pay something I didn't even owe and then removed my email alert after I called and complained. My utility was shut off but I kept the bill that showed it was once paid because they kept the dollar for charity. Evidence. This last time Amazon mistakenly sent a refund to them even though I told them not to because I don't deal with them crooks. First it showed up in my email alert, then when I went to pull the money it said I had 0 balance. Couldn't get my money. Now they owe me almost $200.00.

I usually don't write reviews. But plan on taking a minute out of my day to write a review on PayPal. I ❤ PayPal!! Best company ever!! Everyone needs to get their MasterCard debit card. You get protection and 1% back on anything that you purchased. Also you can pay friends and family for FREE with your PayPal account. I also love the PayPal credit. My clients use that for hair extensions. You can get interest-free for 6-12 months on purchases. If you have an issue with a place that charges your card, they take care of it! Thanks PayPal.

I Have a business account. I provide A service. I use PayPal for out of state customers convenience. PayPal holds my money. Every time I try to use my card I have to go through the embarrassment of being declined due to some sort of security settings on their behalf. Then It takes 30 min to a hour to make the call and actually getting a person on the phone to release my money! I have tried calling in advance to tell them I am going to spend or withdrawal money and they say they cannot preauthorize the funds!! So I have to be humiliated and then call. RIDICULOUS!!! They have said the money has to be there 3 days before I can use it. Even after 3 days this happens! Also if it is a manually entered transaction they will hold it for 30 days! They have the money but you can not get it!

New card info was put on PayPal less than two months ago. Only one transaction was placed through PayPal then unauthorized purchases started showing up on this card. The only way for this to happen is if PayPal has been hacked and they don't know it OR they are selling the card info again (they did this in the 90s and got caught). They have refused to halt the transaction and insist it must go through before it can be investigated. Thus I am out more than $500 and must wait for them to get their crap together seeking legal action (for the second time).

On May 2, 2014, I can not get my money from my account with PayPal for 21 days. The PayPal representative told me I can not withdraw my money until the package is there at the buyer. That is absurd business PayPal! The package is at the address and I can not withdraw my money. Just for that I had to borrow money to ship the customer his or her package from somebody else. That person is highly upset because I can not get the money out of PayPal for the shipping! Great business, PayPal, keep it up!

I sold an item on ebay, the purchaser paid with PayPal. I found out recently that takes up to 20 days for me to receive my money in my bank account so if you need Extra cash in November sell your item now.

I had been trying to pay off a debt from PayPal and told them that I was working closely with my bank. They informed me that none of the charges could be reversed, that I had a negative balance, etc. I ended up paying them 141.37 and now have an additional 199.27 is left. When I asked about waiving the fees, they would not assist me with that. Their customer service is unfriendly, the supervisor did not return my phone call and the young man who helped me was rude.

Money just disappears from my account because of all the bank fees I have collected from PayPal constantly charging me for certain things. I do not understand why they cannot use other readily available payment methods, when one payment method has failed. What's the point of having multiple payment methods if you're going to keep charging one if it doesn't work?? I have faced TREMENDOUS and RIDICULOUS bank fees as a result of their poor customer service and system and have had two other friends experience the same thing. DO NOT use their service unless you absolutely, positively have to. Keep all payment methods off PayPal until the day you have to make a payment/purchase or you'll find an unknown charge + bank fees waiting for you. BTW I don't even blame the bank for their fees, they're just doing their job.

I made several purchases using PayPal to be credited to my PayPal connect account. I have done this many times with no problems. But on two purchases the debit was applied to my checking account. What a mess trying to find out where the money went. PayPal told me in basic terms to take a flying leap, the debits went through, good they stay. The selection process it very straight forward when choosing which account to debit. I even remember choosing PayPal connect to debit but it was debited from my checking. They have software issues and refuse to admit it. I am through with PayPal. I have remove all my associated credit cards and my checking.

Bought a lens, packet arrived early. Company wouldn't respond. Paypal said as they had proof of postage I was on my own.

I purchased internet security software from Bitdefender and the purchase was dealt with by a third party, Avangate. The software didn't work as I live in Thailand and registration details were only in Thai script which I do not understand. I emailed Bitdefender who offered to refund my money, and copied the email to both Paypal and Avangate. Avangate were given till 12th September to respond to my refund request but didn't do so. Paypal then 'mediated' and found in favor of Avangate, who themselves have a somewhat dubious reputation. So although the supplier offered me a refund the 'seller' Avangate was allowed by Paypal to keep the money, as it certainly did not mediate in the case. Another big fault with Paypal is that once they close a case you cannot reopen it or even appeal their decision. I shall never again use Paypal.

PayPal helps scammers work with fake business name without any physical address and telephone number, of course by getting more % from their transactions. More funny part is when you call them and ask for the seller address and phone they say "we can’t provide this information." More worse part is that that ** sellers can use famous brand names as their business name or similar to give them more credit. Buyers do not need any company or registered trademark for choosing that name. There is no buyer protection for intangible goods. (50% of PayPal profit actually!!!) Come on, if you can’t protect buyers why you allow scammers or low quality service providers sell this "Intangible" products. Solution is easy, but has not benefit for PayPal: Close intangible business.

The card used by my cell phone was hacked and closed. Notified PayPal, provided new card for same primary bank. I have E-mailed, furnished documents (provided a notarized verification of address in lieu of utility receipt. ) I had a few dollars in PayPal account, asked it to be transferred to a different bank) was already in their system.) I received non-related forms from PayPal, etc. I notified my sellers that I would pay when the matter was resolved. Today I see that PayPal has issued payment to the sellers - without my authorization. Now, what happens when the bank where ** funds were to be transferred is not available? I heard that PayPal has merged, sold, etc., to another company and have seen numerous nightmare tales online.

I was on eBay only for a short time. I made $60.00 and great sales. One day I get a note "You're overdrawn $60.00" so I go look at my Paypal acct. A woman that I don't know has made a $100.00 withdrawal from my acct. How can someone do that? I had to close my business and personal acct. $100.00 I told them, they did nothing. I will never go back to them.

PayPal 's employees are given us treatments, very unprofessional, full of attitude and rude even higher level supervisor. When I orders almost 3000 items from different sellers via EBay since last six months, I lost almost 2 to 3 thousand $ and top of PayPal closed my account from PayPal and eBay too because I complain: 1) I did not received more than 100 Items. 2) Some of items was damaged or not as a subscribe in eBay. 3) Some of items was different than I orders as fraud’s items. 4) I never applied PayPal smart credit card automatic, they bill me by his credit card when I call them (very less-mannered & lack of knowledge).
I tell them nicely that I applied regular PayPal credit card (not a smart card), “why you send me this smart card?” If I am not qualified for PayPal credit card you have send me a letter before you give me smart card which I do not want it. You have taken permission from me before you active this card & keep billing me without my permission? They are keep making story when I call each time and they said they are going to mailed a letter (almost 3 months ago on April 2014) that I am not qualified for PayPal credit card. Until day (08/26/2014) I still not received that letter.
PayPal refused to give all credit amount which I am title to get from all sellers give me a credit in $ and PayPal suck all my credit money. They hung the phone on me or put me in music until tired to hung up. They block all my credit card and emails so I unable to pay eBay seller with our PayPal acct. I have still no file because PayPal block me and refused to help me.

In theory, this place is great for buyers and to make payment through. When something legitimately goes wrong, I feel safe that PayPal protects me. However, as a seller, I see PayPal siding with too many scammers. I sold a fairly inexpensive article of clothing to a buyer, three months ago. Today, she decided to file an authorized chargeback against me claiming the purchase was unauthorized. First of all, any sane person wouldn't wait three months to notice their CC or Debit card has been compromised. And if that were the case, I'd still would like him/her to return the item even after 90 days if s/he insists to make such a stupid chargeback after 96 days, and THEN they will get their funds back. The buyer didn't even say a word nor contacted me.
I do not appreciate that PayPal holds my funds for someone else's mistake. I entirely appreciate protection but as a company, it's PayPal's job to make sure both seller and buyer are protected from FRAUD. And clearly, this buyer was a scammer and a fraud. If they pay with PayPal, you have NO RIGHT as a seller to choose what kind of payments any buyer uses through PayPal. You are forced to accept Debit or Credit cards. You will have no idea where the buyer's money is coming from.
Authorized chargebacks on PayPal is downright ridiculous. Bad enough people send PayPal my Social Security and all these other identification items PayPal asks for, and yet people still claim authorized chargebacks after 90+ days? Are you serious? Ok I get it. It was an INEXPENSIVE article of clothing. But what if it were a $100 item or a $1,000 item next time? Where is my protection as a seller now and in the future?
PayPal is a dictatorship ran by eBay (the other biggest scam in the world). Do us all a favor PayPal... remove all your NYC subway train advertisements because your payment method is horrible and those ads are embarrassing and a VERY bad attempt. Don't fool others to use your service. You charge sellers and other people who want to make a living to take fees from us from receiving money, yet sending money costs nothing? I honestly don't mind paying 3.5% to use PayPal as a payment method. No wonder PayPal is ditched by people now and no one uses it, except us eBay sellers who are forced to.
If you're an eBay seller or a PayPal user to receive money, you have to watch your back. PayPal and eBay would side with ANY kind of scammer you encounter. ANY. Beware. As I said, as a buyer, PayPal is fairly usable. As a seller in any website, you will have nightmares, stress and anxiety.

Paypal's Complaint Center & policy around letting vendors sucks. If you sign up for a subscription thru Paypal, will never ask you if you want to allow subsequent charges to go thru. I had a subscription that I didn't want anymore and they let the vendor charge against my account/credit card. I filed a complaint and Paypal is like "Too bad, but no money back for you". Account was closed.

Paypal is a scam. They are the worst when it comes to cards and service, very poor. Lock your own personal account when it's your money and that is very sad. They are very horrible and their service flat out sucks. I have had the worst experience possible. These people are inconsiderate and should not even be employed.

We have been a member of Paypal and used it for few transaction. Since 2 months, the algorithms of Paypal is sinking itself in Germany, and PayPal, they have limited lots of Paypal Account. As I am in the business community and we have got contact, I came to know that about 100 to 150 big businesses in Austria and Germany changed their payment methods. It's because of paypal robot algorithms policies. I tried to figure it out for paypal, but there isn't seem to be a human working there. Everything is automated except customer service representative, but for that one has to wait about 2 to 5 hours. Worthless, as I can see, in near Future, Paypal will be bankrupt as lots of seller are leaving it. We had a long business with paypal but in the recent, we had to leave them as well, because they limit or freeze the account without any reason. I think there is a need of change in the leadership of the Paypal and put new programming algorithms with Human Orientated policies.

PayPal stopped sending me paper statement. I can only view my statements online, but recently in the past 3 months, when I log in to view my transactions, they only showed a few payments, nothing else. I have tried all sources and even called customer services which are routed to India numerous times, all of my efforts ended up with negative results. They hided all transactions in my account such as: purchases, interest charges, fees, etc... I don't know what's going on with my credit card account. I started to look up for other victimized consumers online and found out that this is modern day organized crime company. From today, I am committed to spread bad words about this PayPal company in any chance I have...
