I order a software package that had to be paid by paypal. I could never get it to work. I contacted them over and over again and all I got was an automated email that the dispute was closing. I was not able to get my money back. I will never use Paypal again.

I've been a seller since 2005. I work hard to find new products and I'm a dropshipper. I've had a couple of times years ago that my products would run out of stock without my knowledge but nothing severe. I started to find suppliers that could ship in one day because most dropshippers can't ship in one day. I removed about 3/4 of the products I offered to give my customers the option and satisfy eBay. I've been doing great and started to get some headway on getting the feedback. Then I found a supplier for a popular product and my son and I worked real hard to make an order.
We paid most of it but had a small fee upon arrival to U.S. So, I made a listing and placed a 15-day handling time on it and to make sure I had plenty of product. My customers had no complaints about the 15 days. So, I did a transfer from Paypal to my bank so that I could pay the rest of my order. Paypal had limited my account because I had received a lot of SALES. Isn't that what I was in business for? They wanted me to show proof of delivery.
The listing had only ran for 3 days. My order was waiting on me to pay the fee and Paypal would not release the money. So, I wasn't able to deliver and it cost me my profit and more plus all the fees that I don't have because of what Paypal did without any justification. Someone was telling me that eBay and Paypal like doing this because they don't like the small seller anymore, they want the big box stores. I guess they forgot that it was the small seller that made them too big for their britches.

I had an PayPal account, and was using it for few months for my international transactions. I made a transaction of $800 and $300, suddenly PayPal blocked my account. I called them and they said that you cannot use your PayPal anymore and also these money are locked. This is purely fraud. They didn't even tell me the exact reason. I again opened one more authorized and verified account and made a transaction of $1 to test it. PayPal again locked it stating that it was a risk and also I am using account for test. Really?? $1 is risk. I seriously recommend new people not to use PayPal, as it screwed up my 2 years old account and I had lost more than $1500 in total. They are bunch of Frauds. Please use any other gateways.

On Monday July 21st in the middle of the night, somebody managed to set up a billing agreement from my PayPal account to Google. My account was hacked. When I woke up and checked my email there were 14 messages from PayPal, informing me of 14 separate 'authorized transactions' of 500 Japanese yen each to Google. I do not live in Japan and I've never used Google Play, the intended recipient of the money. So I immediately called PayPal about the fraudulent activity. The transactions were still 'pending' in my account. The PayPal rep acknowledged the hack, closed down the billing agreement with Google, but couldn't block the pending payments from being executed. So 14x 500 yen (14x $5.07) got taken out of my bank account.
The rep on the phone had promised an easy and quick refund. What I received a week later was an email about one of the transactions informing me that: "We've completed our investigation of your unauthorized payment claim. As the payment was sent as part of a billing agreement, it is considered to be an authorized payment. However, as a courtesy to you, we have issued you a refund for this transaction."
So a hack of my account, a serious security breach, is just waived off by PayPal. They did refund me 1x 500 yen though, as a courtesy... I'll pursue this further, but my relationship with PayPal might not survive this.

Been a customer with PayPal since inception (2000?). After integration of their new wallet feature, I am unable to remove decommissioned cards and bank accounts. For some reason, they failed to implement a professional grade financial application when they upgraded their website. The primary issue is that I have a transaction that has failed due to no method of selecting a new linked card as the primary. Instead, the system appears to be linked to an expired credit card that I cannot remove. I have submitted several emails regarding this issue with only an automated response that is useless. Forced to listen to their pretentious advertising messages for over an hour in customer support queue today until I finally could not take it any longer. Their management team has obviously become disconnected from their customers - time for a change of leadership?

I sold my jewelry via Paypal. The buyer then filed an item not received dispute. I then gave Paypal all of my tracking information which shows the buyers signature in wet ink. I won the item not received case. 10 minutes later the buyer claimed that I had sent him an empty box. He was awarded a full refund. My £6000 was issued back to him. He still has my jewellery and to make things worse Ebay fee(s) £600.
Total = No Jewelry and -£6600 in debt.
I SHALL NOT BE PAYING ONE PENNY! DO NOT USE PAYPAL. I AM LOOKING FORWARD TO A COURT CASE.

I sold mobile phone to Nguyen **, a buyer from Vietnam. He or she paid via Paypal and I send the item by DHL to buyer's address. In short time buyer has received item and signed for it. After two weeks buyer pretended to didn't received and asked to Paypal to refund money back. Without giving me any chance to look for my rights Paypal closed the case. I have the track number and some documents from DHL which is proving that buyer has received the item. I have lost USD 2300 for 3 transaction. Now on my account -2300 USD in red color... I don't suggest to anyone to use Paypal. It's very untrustful and can cause to lose a lot of money.... Beware.

I have had a business relationship with PayPal for 10 years, since 2004. I recently did a bank transfer from my bank account to PayPal. This was my first mistake. I have not had my money in 7 days. Basically the money has been missing from my account since the 14th of July. It is now the 21st and my money is still not available. I had fraudulent activity on my bank account so my bank denied the 1st withdrawal. I had to contact them so they could verify that it was actually me who had completed a request for transfer to PayPal. As soon as I verified with my bank, the money was released to PayPal.
As a consumer who is doing business with another company, I should have had my money in my account no later than 7/18. After repeatedly calling PayPal, as of today the money is not in my account. On top of the initial 3-5 business days, PayPal tells me that it is going to take another 3-5 days for the transfer. I think I would have been okay with this had my money went back into my bank account, but since the money has been gone for 7 days, I feel this is uncalled for. On Friday, I was told that my money would be in my PayPal account no later than the close of the business day on Monday (Today) and that if not they would trace where the money has gone.
I called today and was told that I needed to wait another 2 days before they could do that. In 2 days my money would have been 'Missing" for 10 days total, 8 business days. There is no reason someone should have to wait this long to receive their money and the customer service specialists should be rectifying this situation today and the money should be in my account, instead of making me wait another 2 days. Since it is not their money, they simply do not care. I will be writing the BBB as well and I no longer will be doing business with PayPal after a 10 year business relationship with them.
I advise everyone to stay away from doing money transfers. It is definitely a costly mistake as you may not receive your money for days. Very angry and unsatisfied with their business ethics. This leaves me with a very distasteful attitude towards a company who is holding my money. I am sure if I owed them money they would be contacting me everyday to get it and that is what I have been doing and I keep getting the runaround.

I purchased an outdoor umbrella for well over $400, but after weeks of no shipping date called to discover they did not even have the item. I cancelled my order and after weeks of calls got a refund. That was the easy part. PayPal, even though they basically take "CASH" from my checking are telling me it may take 30 DAYS for them to give me back my money. Holy cow. I am LIVID!!! I think I am DONE. I thought it was the SAFE way to buy online.

I attempt to print a shipping label for an item I had sold on eBay. I had already transferred money from my checking account to cover the cost of shipping since they hold your money for weeks, which is stupid enough. When I attempt to print the label it said funds are not available. So a couple of days later I checked my PayPal account and the funds had transferred. I used eBay to print the label instead which it never printed. I cancelled the label and eBay told me I would have to wait 21 days for the post office to issue me a refund. Later that following evening when I checked my bank account online I noticed PayPal had debited my account for $10.83, which by the way was the cost of the shipping label.
I immediately notified my bank to reverse the charges because I did not authorize them to debit my checking account. I had already been charged for the cost of the label so they had no reason to debit my account. When I called PayPal they indicated that the money I had transferred had not cleared my account and that was why they debit my account. I couldn't understand it because when I first attempted to print the label it wouldn't print because there were no funds in my account. But, when I printed it from eBay, who goes through PayPal, it allowed me to pay and print the label. So that's why I figured the transfer funds were available. PayPal isn't what it used to be. I closed my PayPal account immediately and my bank account as well and canceled the back-up credit card as well.

I've been a buyer on Ebay for four years and use PayPal exclusively for purchases I make which are many and frequent. Initially, I linked a credit card to this account and refused attempts to access to my bank accounts. I have not had an issue with PayPal as of yet but I've noticed that those who do are people who are operating on a shoestring budget. Essentially, Ebay is a big CraigsList and PayPal acts as our go between for payment. The bottom line is they don't want their employee 's time and efforts tied up with enraged sellers and outraged buyers who expect Paypal to watch over their teetering bank balances that even they admit are repeatedly subjected to fees and fines due to routine insufficient funds. Your playing with the big kids on the block here in Silicon Valley and if you don't get the jest of their rules, then you shouldn't continue involving them in your game of here today, gone tomorrow.. And yes, they can refuse to allow you to play ball with them if they so choose, and they do.

I closed my PayPal account today… in anger! Here’s what happened. Three months ago, I regretfully clicked the Bill Me Later tab and signed up. I’m over 70 and try to auto pay my bills and thought this was so. “Bills” came, but they didn't look like bills, more like payment confirmations. The first few bills went to my junk folder. Today I found that over the 3 months I generated $106.02 in purchases and $64.26 IN FEES. Do the math - that’s short-term interest rate of almost 68%! Or 23% per month!! Folks, this is a Mafia interest rate. If this isn't illegal, it ought to be. ** PayPal, **! Life is too short for YOU!!!

I am so sorry I ever used a PayPal Extras card. I think it is designed simply to draw people to their PayPal site in hopes they will give up utterly defeated by the poorly designed site and useless customer service and use the other PayPal money services they offer. It is clear there has been absolutely no effort made by PayPal to offer a modern professional, comprehensive credit card site or service. First call, after circling the site looking for anything resembling credit card statements or payment option I spend nearly 30 minutes listening to musak for a sleepy guy to tell me, "Oh um, you can't access statements from IPAD, only from Explorer". Do you think PayPal would post this somewhere? Nope. And who in 2014 doesn't have a site that can be accessed by an IPad? Even old banks like Schwab have gotten hip to IPad.
Second call, a few weeks later after another desperate circle around the site, after I lost the card I find no lost or stolen number to call until normal business hours. Talk about lost in the 60's!!! What kind of lousy outfit puts out a credit card without 24/7 reporting of lost or stolen? Third call, over a week after I reported the card lost a new card hasn't shown up, no emails telling me anything, not even an email of current new statement or new card being sent, nothing.
Another useless cruise around the cutesy site designed for second graders and now I can't even find evidence of my PayPal Extras credit card, balance, statements, nothing. I finally find a number to call attached to "details" of a charge listed on another section saying "balance zero" even though I know I have a balance so I call and am told this is GE bank, or something, and she knows nothing about PayPal or the site but says my new card was sent, they tell me the balance and put me back in the queue to wait another 30 minutes for another pouty bored sounding PayPal rep. who as soon as he heard the edge to my voice proceeded to type and ignore me.
I tell him I had reported the card lost a week or so ago but I wanted to make a payment this month but he's typing, not answering. I ask him, "is there anything I can do". He says "did you click on this or that link"? I say "yes, it says balance zero, but I know I have a balance". But this PayPal rep. that I waited over 30 minutes to talk to isn't answering, he's typing or texting. I can hear the clicking! Then he says something about finding the answer, "I'm not hanging up just putting you on hold". Then he hangs up on me by dumping in the queue back out of PayPal, back to the GE bank that had referred me to PayPal in the first place. If this wasn't such a disgusting waste of my time it would be funny, a pathetic comedy of inefficiency and rudeness from a huge long established organization supposedly a pioneer and leader in money transfers.
So since I'm talking to someone who seems to have a clue, not at PayPal mind you this is a GE bank rep., I request change back to paper statements so I can be done with PayPal forever and ask for the third time, "where is my online credit card information? Where do I go to make online payment"? to which she says, "When you reported your card lost PayPal wipes all the information from their site". WTF??? Not one of the PayPal reps had told me this, no where was it written on the site, no email was sent and even the last little texting punk I tried to talk to had said nothing when I clearly said, "Where is my statement info? I reported my card stolen last week but I still want to make payment". To which he said nothing useful, ignored me while he typed email or something then hung up on me.
Over an hour wasted waiting on the phone, circling that stupid streamlined PayPal site with it's grade school pencil drawings and I couldn't get ONE simple bit of information to my simple questions about my Extras credit card. There is no excuse for the lousy service, the pathetic site, the ridiculous wait time, the bored moronic reps who answer the phone at PayPal. I will throw the Extra card in a drawer. I will go out of my way to NEVER send or make a payment via PayPal ever. I will inform any business that uses PayPal that I will not do business with them unless they offer me a different way to pay.

In last March I made a purchase on Ebay Spain of a product located there, according to information that was contained in the page itself. What is not my dismay when after sending me the tracking number (**) to check the origin of it is in Hong Kong. I immediately contacted the seller and tell him that this was not correct and not blaming me for the customs fees (from Spain to Portugal, within the EU there are no fees). As it seemed to me that the seller was trying to wrap me I decided to open a case on Ebay/Paypal (within the stipulated period of 45 days).
Time passed and the product was retained in the customs for paying the customs fees. In the meantime, and against all my expectations, because I thought that Paypal was fully trusted, the resolution of the case is granted to seller, merely because he made proof of having sent, although the starting location does not match the advertised and I not have received the product, contrary to what is expressly advertised in the Buyer Protection Program, in which, case the Buyer does not receive what they purchased is entitled to refund.
The product, unclaimed, was returned by the Portuguese post office, which was then lost (not my fault I think) in the return path. The Deutsche Post sent me a document attesting the loss (meaning that their compensation would be delivered to the shipper, ie the seller). This document was timely mailed to Paypal, and they responded by saying that they had nothing to do because the case was now closed to them, and that I must contact the seller to resolve amicably the case. If I must contact directly the seller to solve the case, the Paypal serves for what? Note, however that the seller stopped responding to my messages. Concluding I lost 90.00.

Although my balance is only $3 and my account has minimal activity, every two months my account is being "selected" to be frozen. Trying to call them (888-221-1161) results in nothing but being put on hold for an hour or more which I cannot do since my phone has limited per month usage. It's not the $3, it's the aggravation I must go through every two months with this nonsense. I've had it with PayPal.

On the PayPal website, it gives you the option of having a back up credit card, or bank account, in case your primary account does not have enough money for a purchase. I made a purchase of over $100 and I made sure that I had clicked for the purchase to go through the credit card rather than the bank account. PayPal went ahead and withdrew money from the bank account - which then put me about $118 overdrawn. I also had to pay a $35 overdraft fee. I have went on the consumerfinance.gov site and complained about this. I have already seen dozens of complaints about the same thing. PayPal says that they did not know that I didn't have enough money in the account.
Well then what is the reason for anyone even having a back up account? This makes no sense. If my local service station can see whether I have enough in the account to cover a purchase - why couldn't PayPal? If you have had a problem with PayPal, I would tell you to complain on Consumerfinance.gov. We need them to know how PayPal goes through their little loopholes to get money out of customers.

I used PayPal to accept a payment from a buyer for a product. I have been with PayPal quite a while with never any issues or complaints on me. The buyer was not happy with item, said it didn't work so I asked it to be returned to me. In return I would issue refund. Buyer refused to send item back to. However, PayPal went ahead and issued the money back to his credit card company. All I asked was for the item to be returned to me and PayPal sent a couple emails to buyer requesting him to send it back. After a couple emails PayPal went ahead and issued refund anyway. This was a $1200.00 purchase. I feel that PayPal should not have issued any money back until I had product back. So now I am out $1200.00 and the product. Very poor policy and absolutely no protection for the seller. PayPal just kept telling me to contact buyer and ask him to send it back. I did that several times with no luck. Now PayPal tells me I need to file a report with Small Claims court.

I had completed 2 transactions both a month apart. Both transactions with companies that have long standing relationship with PayPal as they use their services, promote PayPal, and rely upon PayPal as a means by which they verify who they transact with. I delivered merchandise to one company and we haggled over the time frame by which they were allowed to issue my payment in but ultimately we agreed upon 30 days. This was June 2, 2014. On July 2, 2014 I finally received money I desperately needed and as soon as money hits PayPal places my account in temporarily limited status. They say they have concerns with this transactions and I need to just provide some information to remove limitations.
I provide them with proof of identity, proof of address, proof of delivery to buyer, and all invoices and sales documents related to transaction. That was not good enough as I then begin to get upset and send emails. This is all on July 2, 2014. On July 3rd PayPal informs me that due to security issues my account is being closed and that my money (almost $800.00) will not be available for 180 days. I snapped. I got into it with their limitations dept. but discovered some things. This person had no clue.
I then review all legal policies and agreements and nowhere in there does PayPal have the right to keep my money. Nowhere in there is PayPal justified in closing account (that really doesn't bother me) or sit there and keep my money. They state that with that last transaction they must keep funds in case of charge-back, dispute, reversal, etc... However, that transaction is completed and buyer has possessed merchandise for more than a month with no issues in existence. No justification whatsoever. They closed my account and their policies state that upon their decision to close if there are no disputes my money must come to me.
These companies feel that they can bully people without recourse occurring. I will simply file civil action in Federal Court right there by PayPal Headquarters and slam dunk them. I recorded conversations with that lame rep and documented everything. They have themselves receiving more than $22.00 on this transaction now they are attempting to keep my money and gain interest on it for 6 months. NO WAY!
You know what helps them in succeeding in these acts, the Better Business Bureau (BBB). This BBB in all cities give these criminally operated companies good grades if they merely respond when complaint is filed. They could provide unexplainable reasoning, but because they respond whether it is within agreement, statutes, policies, rules, whatever, they receive good grade for communicating. Most of the time these companies fail to communicate or are very rude and insulting, but as soon as you file that complaint they give appearance of compliance and very reasonable. It is a joke. The BBB is here to protect consumers and act as conduit between us, but they are only a stamp of approval for these companies to violate the public's rights and cheat them without remorse.
Unless we all stand together we will continue to fall down alone. Enough is enough and everyone needs to wake up and fight against these acts. Our government, corporations, everything is a sham. There is nothing good about our country and yeah, people will say well we have it better than this country or that country, but I don’t live in those countries. I live here and based upon the laws, rights, and protections in place. We are not supposed to suffer through the adversities we are forced to endure. I have continued to fight and it has affected my marriage, my children's lives, but I will not change who I am and what I believe. The day I do that is the day you will see me lowered in the ground or spread out to sea.
We have more power than we know but we give it to the crooked cops, judges, big businesses, to all these people that abuse what they are provided by the people and for the people. It is obvious, it is not hidden, but most people say well it isn't in my yard so forget it. Wake up, it could be anytime when you least expect it. Then you will regret not standing by your neighbor or that person that was too weak to stand alone. Persecution in any form is nothing compared to the reward you will receive in heaven. I am capable of helping others. The lord provided me strength to endure. If anyone needs help just reach out and I will come. If that means we will both face the outcome then so be it. Paypal and ebay are scammers. I went past the 90 days and as my business picked up, they felt the need to start back putting 14 day holds on money because they said surely I wasn't actually sending out the product that quickly. Then what broke the straw? They closed my acct and held over 1600.00 for 180 days. Yeah 6 MONTHS!!!

A way for PayPal to defraud me of a sale I made in good faith and relied on the sale information as to opening an account to carry out this sale. I have never had an account with PayPal or eBay ever. However, I did have an identity theft committed in my name many years ago and which I resolved with everyone I knew about including PayPal as it happens, with the police, my bank and the 2 or 3 companies involved due to the identity theft. I definitely have proven my innocence in this situation and had a letter from them saying so. They conveniently have no records of this matter (2007); however, I did fortunately find most of the info involved and have forwarded it via fax and registered mail and they are still holding my funds after 26 days.
I have not had any update, any communication from them though I have been more than willing to provide anything needed and have done so. I plan to sue them for fraud, defamation, slander and punitive damages causing health issues for me from the stress and upset over this entire matter as I have proven my case and they have not done one thing on their end. So I am planning to file complaints with every agency available and file suit as well. This will hopefully cost PayPal much more before it is over and I have the evidence to prove it.

If PayPal is willing to pay the invoice using their service, they ought to be man enough to reimburse the consumer when things go wrong. Do not tell me that USPS is a virtual service. They only take your money and really don't worry about the little person. I have sent 4 packages overseas. All of them were returned as the airline would not accept them although they have the last 4 years. I am out of pocket $251.00 with the packages on my doorstep to be sent by land. Last time I check Google, they have not finished the highway to Middle East. How do they think we get tangible items from point A to point B? My guess: we should beam them up Scotty as PayPal don't care.
PayPal has no problem paying for purchasing postage. Is postage really a virtual goods or is it a service? You are purchasing a printout of postage. Technically that it is not either one. You purchased a tangible goods, without it you cannot proceed to process an order of which you will have a resolution case opened for failure to deliver the item. Someday when the middle class is gone, the small will rise up in protest.

Ordered an item from eBay, paid with my PayPal account, seller ran out of stock so he refunded the money to PayPal, but PayPal did not refunded it to me. 13 days have passed since the seller refunded PayPal but the money never made it back to my bank account; so PayPal has my money.

Like most Americans, I live on a budget. I made a purchase with sufficient funds in my account on Sunday, 6/8. I was emailed a "Congratulations on your first purchase." My Paypal account showed payment completed. I even verified on my personal account that the account was showing my purchase. It was showing as a pending transaction. I get hit with a NSF fee on Wednesday, 6/11 from my bank due to PayPal taking out the transaction and trying to charge it on the 11th again. So from my understanding, there wasn't sufficient funds on the 11th.
I accepted what happen and made sure to keep the account untouched since my banker informed me of my NSF and no transaction on their side. I was emailed on the 11th by Paypal explaining to me about my NSF and how they would try to process another transaction on my account for the funds. I made sure to have sufficient funds on my account simply to avoid this problem again. Their email indicated they would process the transaction in 3 days... That didn't happen.... Today 6/17, I get hit with another NSF and there are plenty of funds in my account. Talked to my personal banker to be informed that PayPal ran my card more than once. She indicated I had sufficient funds for one transaction, but they did more than one transaction.
I called customer service and the guy had a pretty crappy attitude. Talk about very poor customer service. I simply called to ask how to get off of Paypal and he wants to explain to me why "I wasn't happy...." That was not my question... All I want to do is inform anyone who reading this is to be prepared to get hit with plenty of NSF fees from your personal bank account if you are living on a budget. They do not process their payments as they indicate through email or bank account. They are going to add sufficient charges on your account on odd days after your original purchase. Took them 9 days to finally hit my bank account on the purchase.
I will never use their services again and I wish I would have read their reviews... Seems like they are not the best company to use..... Plenty of negative reviews....

I used Promo codes $10.00 and $15.00 off for items purchased on 6/10/14 and received the correct discounted purchase price before and after I confirmed my order (example $22.00 charge minus $10.00 prom code = total price $12.00). I purchased two items using $10.00 off and 23 items using $15.00 off a total of 25 items purchased. The next day 6/11/14, I checked my credit card account and found out I was charged the FULL amount on all 25 items. I called (800) - 540-3229 ebay/Paypal and spoke to supervisor Paul (they will not give out last names) and he accused me of manipulating the system (I was shocked to hear this especially from a Supervisor). I asked that he cancel all my orders and contact the sellers and stop the transactions from going through along with my credit card company. I immediately sent emails to the Sellers and notified them as to what had transpired, yet none of the Sellers acknowledge my request and told me to contact Paypal, and when I contacted Paypal another Supervisor said to contact the seller and when I contacted the seller they said the transaction was good and the item is being sent and AGAIN told me to contact PayPal. One seller sent the following to my personal email address (After speaking with a representative there she informed me that you were refused use of a coupon that monetarily didn't qualify for the purchase from me). I called Paypal and spoke to supervisor Natalie. I was not refused on website that is the problem, she went in the fact that the promo code I used uses Paypal logo but it not actual a Paypal prom code (what?).
I ask her to have her customer representative to stop slandering me (saying I did something wrong). She would not, told me to work it out with the Seller. This is latest from a seller (I apologize for the inconvenience however we did not receive any message from you to cancel this transaction. The order has already left our warehouse and we can no longer stop the shipment. I apologize for any inconvenience this has caused for you). So as it stands today my credit card has been charged for all 25 items at full price and I'm stuck with this situation. So if you use ebay and Paypal website to purchase an item, beware what you are provide on the website for total price is not always what you are charged on your credit card. No one looked into the possibility of them having a issue or issues with the website. They immediately started accusing me of wrongdoing. It's a shame in this day and age this exist. Battling Cancer and other health issues, it's just a shame the way people are treated.

On May 2014, I set up an account with PayPal for my son. Given the necessary and needed proof of identity PayPal informs me my legal is not legible due to scan (They could not read the corner of my photo ID). I re-scanned another for providing who I am yet was not good enough. In turn to all this Mayhem, PayPal asked for bank statements where as I explained to customer service, I have only debit transactions. Calling the affiliate bank where my card is active to send them a letter of proof, they in turn did so. Being put on hold for more than two hours contacting PayPal Reps, They Quoted the letter from the bank was Unacceptable.
I have updated Credit Card information, done all and took all necessary procedures proving my Identity. Next comes to follow, My son's money is now missing of a very large sum. When disputing all this, they tell me they will hold this money up to 180 days where I see they have no given right to do such. The General purpose for this deposit through PayPal for sole purpose not to deal with banks. As it stands, I cannot close out the account nor do I have any knowledge of where thousands of my son's dollars has gone.
As Far as I am concerned, the practice of PayPal and investors associated with PayPal should be shut down permanently. I like to say what is truly on my mind being I will be the Gentleman on my son's behalf. There has to be some firm of attorneys that can pursue these matters with PayPal As I see Unlawful practice. They are stealing others' money not thinking twice of it. There is no way one can deposit funds into such a business to have more complicated situations to withdraw or cancel. I feel for many who trusted them to be fooled and taken.

I never had a problem until I sent money to my friend and notified the bank account where a money was (which is listed in my profile too) to make a payment.. but they took the money from different account without my permission, which it cause me an overdraft. I called to customer service and basically he said it's my problem and they are not responsible.. I understand they are not responsible for money in my bank account but they are responsible for taking money for account I didn't give them permission. I lost $34 because of their negligence.

I purchased a $100 item off eBay and to make a long story short, I returned it. The seller issued a full refund. This was on May 31, 2014. Notated in my account was a reference that I wouldn't get my money till June 4, 2014. Enter Red Flag. On June 2, I called and got the usual piles of BS, and then asked to talk with a supervisor. After being on hold for 20 minutes, was disconnected. Called again and told the person to have a supervisor call me at home - leave a message with a name and phone number if they got voice mail. Oh, did I mention, I also sent them 2 emails with the same request. Guess what? No one called.
Well, today is supposed to be payday with my $100 and guess what? The money still isn't in my account. I just got off the phone with them and it wasn't a pretty conversation. I did talk to a supervisor and asked why I wasn't contacted. She said someone did try to call. I told her that was a lie and why didn't they leave a message, etc. Now they're saying I'll get my money on Thursday or Friday. I absolutely hate this company. When you pay for something, they take your money at lightning speed but the refund process is a disgrace.

The computer transferred my call to a FRAUD REP and she cannot help me. I am being transferred to a CLAIMS REP for the last 1:25:04. Will update after "speaking with someone".

I ordered a perfect phone from Pandawill.com in China. Four weeks later the phone came - 1) it was entirely in Chinese, 2) parts were missing - as Paypal contract reads false or not product ordered results in a dispute/resolution/charge-back etc. Well PayPal got paid $9 from Pandawill.com - actual cost $71.99 - they charged me $79.99.
Per PayPal's contract the item was false and or fraudulent and not what I ordered. No one cared after speaking to 6 employees from PayPal. They have a new by-laws that supports that buyer is responsible for cost of return. In this case $43 USD for a tracking #. So I have a total Chinese phone, lied to, no Google, no Play Store, no US apps. A great knock off for someone Chinese and to get my $80 back I have to pay an additional $43 and mail back to China to get my original $80 back.

Ordered a bulb for my projector. Opened it up, installed it and turned it on and it cracked and split at the base. I have been using projectors a long time, always use gloves when handling bulbs and have never seen this. It was clearly defective from the factory. The seller told me to ship it back so I did and then he blamed me for installing it wrong. Sent projector to certified Dell facility where it was determined to be running fine. Has never had this issue before or after this event. PayPal sided with the seller for my apparent "wrong installation" and I was robbed of $285.
I take apart laboratory equipment for a living mind you..... Am extremely experienced with electronics which is what infuriates me even more. PayPal was just nasty on the phone too and very defensive. I would imagine they are constantly getting yelled at based on the hundreds of reviews here. I am still forced to use it when I use eBay. More recently I sold an iPhone and a month after the buyer received it he opened a dispute and his funds were removed from my account before I could even respond to the complaint. I sent PayPal the delivery confirmation but they said I did not use the right kind of tracking (yet the delivery was confirmed at the buyer's address).
Only after telling the buyer I had placed a GPS tracker in the phone in case he tried to rip me off and was coming to his store in NY to talk to him did he withdraw his claim. He was trying to pull a fast one on me by cheating PayPal's own system designed to protect buyers. Why are there holes in PayPal's system this big allowing people to get away with things like this on BOTH sides as a seller and a buyer? Seriously this is a corrupt company and congress should investigate them.

Paypal erroneously/fraudulently charged my credit card $779.95 for a $9.95 item. While I did authorize the charge of $9.95 for the actual cost of the item purchased, I never authorized any charge in the amount of $779.95. When I reported the unauthorized transaction, Paypal stated that it was authorized, but they would refund it anyway. They refunded $9.95, but refused to refund the erroneous/fraudulent charge of $770. In fact, Paypal has committed criminal fraud against me.

After 15 years, I am done with PayPal. I've had nothing but problems for 15 years. I've always had problems, adding credit cards, bank acct among other issues. Every time I call, they don't care. They get mad and I've even been hung up on. The last straw, I can't even add my own credit card. They say it's an issue with the bank, that I need to allow PayPal on my bank acct? What? Needless to say, I called the bank and they were as dumbfounded as I was. I even talked to a manager at the bank and asked the question, "Why would we need to allow PayPal to put our bank issued credit card on their website?" Makes no sense. After speaking with a manager, Eric, at PayPal. He refused to provide an agent code, his last name or the city from which he was speaking to me from. He got angry and said that it was the bank's problem and that was that. Mind you, I've used my credit card at 100s of transactions from other places. Eric did not care whatsoever if we used PayPal or not. He was happy to get me off the phone and offer no solution. So, how can I use PayPal if I can't use my credit card?

I sold an iPhone 4S on eBay. The description CLEARLY stated an error 29 and/or 1001. Phone was sold "as is" with "no returns". Buyer emailed me about more details and was provided with the information. Sale went through. Buyer re-contacted me to tell he "opened the phone" and found missing parts (huh??). Buyer opened claim with PayPal, and sent back the phone. The transport company sent back phone to sender (buyer) claiming 1st wrong address, 2nd rejected delivery. Now I have neither funds (265USD) nor iPhone! How nice is that!

Years ago, I opened a PayPal account because eBay would say it was the best way to collect and make payments, so I did it because back then, there was no Amazon or Craigslist. I purchased a keyboard for about $240 but I got confused because there was a way to make a payment directly from my PayPal and there was another option to pay via credit card. PayPal requires you to link your bank account to their account so they can get your money. Ended up that I was charged $480 because I made an honest mistake. I called PayPal and they told me that I had to contact my bank in New York.
It was Greenpoint Savings which no longer exists. They were awful too. Because my money was double drawn, my bank was charging me $6 a day until I would be able to get my account back current. I only had $250 in the account and was unemployed at the time. I would call the bank. They would refer me to PayPal. I would call PayPal and they would use scripting, genetically telling me I made the transaction so I was responsible. I ended up being sued by the bank for Corey fees and all the money around $1200. Which ended up being garnished from my pay and charged interest. Took it as a lesson to Never use PayPal again.
Recently, I bought a micro SD card from a seller which advertised a 64g card for $13.95. It really was too good to be true. The seller sent me a 4g card. When I contacted him, he said, "No problem. Send it back and I will refund you the money." I didn't want him to send it to PayPal because they would put it into my old account in PayPal. I tried going through eBay but apparently, if the seller only accepts PayPal, when you have a problem, you have to deal with PayPal. So now I got screwed, once again by PayPal. I will NEVER DEAL WITH PAYPAL AGAIN. THEY are a big company and know how to manipulate and take what they want from the small common person. I will be probably be closing my eBay account as well. They support these thieves. I don't need eBay now that Craigslist and Amazon are around.

I received a dispute via email from Paypal over a payment a person had made for renting my second home several months before. I supplied emails and a signed rental agreement that had proved the person had stayed at the house. Several days later, Paypal deducted the money from my account and said I lost the dispute. I tried to appeal the decision or at least to understand why this decision was made. Every email I sent through different portals came back to me with a robo-reply based on keywords in the text of my document. I contacted the man who had supposedly started the dispute and he was confused. he never entered a dispute with me. He promptly gave me an apology and a check. What is disturbing here is that unlike credit card companies, it is difficult to impossible to reach a human to work things out. Consequently, we are not doing business on Paypal any more.

I have had a Paypal account for almost 2 years. When I opened the account I had to prove my identity and bank account. Recently a relative placed 2,000.00 in my account to cover my moving expenses. I applied for a master card and was denied then applied for a debit card which was also denied. I did this so I would have fast access to my money. Now they have shut down my account. I can't get any of my money out. They ask for ID and I sent it to them. They asked for ss card and I sent it........ I have given everything to them they want. They refuse to give me the money. The relative is out 2,000.00 and so am I.... I will never be able to get the money and the relative can't stop payment. I will never ever make a payment by Paypal or will I use their service again. I don't even know how to take a business like this to court. I can't afford lawyers.

The order was cancelled by a third party. I as the consumer did not cancel the order. The order was cancelled due to an incorrect address set up in Pay Pal. The funds were taken out of my checking account and now that the order has been cancelled pay pal is informing me that it will take 3-4 business days for the funds to be transferred back to Pay Pal. When I contacted Pay Pal they also stated that I would have a balance to use on any further transactions. I was also informed by Pay Pal that I would have to go into their website and do a series of key strokes requesting that MY MONEY be sent back to me. This again will take another 3-4 business days. All the while they have control over my funds for the cancelled sell. This is not the best business practice to use in my opinion.

I have been selling on eBay for a while now and have 17 sales with 100% positive feedback. In order to sell on eBay it is required that you must offer PayPal as a payment service. Due to not having yet sold 25 items PayPal withhold my payments until I provide tracking proof of postage and the item has been delivered. If I do that it reduces the payment release date from around 6 weeks to one week which is fine. However I recently sold my bicycle with a collection only option. eBay will not allow you to write 'Cash on collection only' and will not let me de-select PayPal as a payment method. The bike sold and when the buyer came to pick it up he told me he had already paid via PayPal so I said that was fine and he left with the cycle.
When I logged into PayPal it stated that they would not release the funds for 21 days. I contacted my buyer and asked that he leave positive feedback to show he was satisfied with his purchase and that he had received the goods which he did. I contacted both PayPal and eBay to ask that they release my money and they have refused to do so and will offer no explanation as to why other than "it is part of their policy". While I understand the security measures in withholding payments for postal services I fail to see why they need to hold money for completed sales with positive feedback left. Unless I am overlooking something the only reason for doing that would be to earn interest on my money. I am very angry about this. I hate being ripped off!

Purchased some guitar cables and plugs from Lavacables.com on the 30th of December 2013. I used PayPal to pay for the USD 244.75 bill. The PayPal Transaction ID was **. In my order, I had requested the seller to use FedEx for the shipment (as per my previous purchase from the seller). I had also made a different order worth USD377.05 with the same seller on the 28th of December 2013 with transaction ID ** and tracking of **. Would like to mention that I have received the items in the sale and this sale was never in dispute.
January 4th 2014 - The seller sent me an email with tracking from USPS. Details Type of Service: Priority Mail International Flat Rate Envelope. Label Number: **. While I was upset, the seller used USPS. I understood that the sale was processed by the seller's staff while he was away on vacation. January 20th, 2014, I wrote to the seller: "Can you please help check why the shipment has been stuck in Chicago?" The other shipment (**) has reached Malaysia on the 14th... I got no reply from the seller.
January 31st, 2013, I wrote to the seller: "This is the second attempt I am writing in regards to this issue. The shipment ** is still in US and has not left Chicago to reach Malaysia. Honestly, I think this is unacceptable considering today is the 31st of Jan and it was shipped out on 3rd of January. The last update was on 27th January which says it is Processed through sort facility but that was the same update on the 13th of January. When I tried to contact USPS, they requested that the sender checks with them. As such, please speak to them about this..." Seller replied on February 2014 and says - "I am sorry but there's nothing I can about this we are at the mercy of the USPS postal system."
February 14th, 2014, I wrote to the seller to say, "Just to let you know that this order made in the last week of December 2013 has yet to be received by me. I am disappointment with the delay because I had requested to use FedEx when I made the order. I understand that you were on leave and that resulted in the shipment being done by USPS but it is today the 14th of Feb and last status says it is still in Chicago. The cables and plugs are urgent. Is there nothing you can do to find out from USPS what is going on? Do understand that at point of writing, I have paid for goods which I have not received..." No reply received from seller.
February 24th, 2014, I wrote to seller and told him Still not receive my order. I am very disappointed. I need to raise a PayPal dispute as I have not received them yet. Seller responds immediately: "Look I have no control over USPS now if we screwed up then you can raise a dispute, it's not our fault." February 24th, 2014, A case is raised to PayPal over non-receipt of items. Case # is **. February 25th, 2014, Received an email from PayPal with an update to my case which said, "The seller responded to our request for shipment tracking information. We still need to investigate and confirm this information, but we wanted to share the seller's response with you: Tracking Company: USPS. Tracking Number: **. No further action on your part is required at this time. We will continue our investigation, and contact you with any updates."
March 11th, 2014. Receive an email from PayPal: "We are writing to let you know that we requested additional information from the seller about this case. We'll let you know if we require additional information from you." Another similar email was received on March the 19th, 2014. March 23rd, 2014 - Receive an email from PayPal: "In response to your claim, the seller has provided proof of shipment indicating that the item was shipped to you. Because the seller was able to provide proof of shipment, we cannot reverse this transaction or issue a refund. We encourage you to continue to work directly with the seller to amicably resolve this matter."
March 24th, 2014, I call PayPal to tell them that I was disappointed that they closed my case without my feedback. I asked them for an email where I could send all email communications with seller and USPS. I sent a total of 7 emails with my evidence. The main one being that tracking number in dispute was ** and not **. March 26th, 2014, I forwarded an email from USPS to PayPal. In it I write, "Please see reply from USPS which says it is seller's or shipper's duty to check on a shipment. As I've mentioned and shown via forward email day before, the seller was not willing to help in trouble shooting my shipment."
March 30th, 2014, I receive an email from PayPal with subject Resolution of Appeal Case # **. It said, "The seller has provided valid tracking information on the above case. As a result, your appeal can not be granted at this time. We encourage you to contact your seller for resolution. We value your business and regret that you have had this experience." I wrote back to PayPal with 2 key points, that I have given evidence that seller was not helpful. March 30th 2014 Paypal replies to my email to say, "Having reviewed the information regarding your case, I acknowledge that you have appealed the case; however, it was denied as the tracking information shown the tracking number was for your transaction. I can see that you have claimed that the tracking information was for another transaction; however, as per checking, we can only see one transaction being made to the seller."
Summary: I am puzzled here because I had given PayPal the details of both transactions and they can only see one transaction? I am also puzzled because at the end, I paid for my goods and raised a case on no receipt and PayPal has found the seller not guilty?

In February, a customer purchased 4 items used in the incubation and candling hatching eggs. She used and returned them in March "not as described" and initiated a charge-back. We have received the highest possible ratings across the board. The items that this customer purchased were band new, HIGHLY RATED and commonly sold over eBay. We have been selling them for years without ONE SINGLE INCIDENT of a customer returning them because they were "not as described." This either was an impulse purchase or a case where a customer simply wanted to use them for one project, and then then return them and have all charges reversed.
However, we CLEARLY STATE our return policy under each listing that these electronics are ONLY returnable in NEW condition, not used. Incubators are used for the purpose of culturing pathogens in labs (including for the brooding of eggs) for the simple reason that they provide an IDEAL environment for growing bacterial cultures. Once they have been used, we cannot with good conscience sell them to the next customer.
For this reason, the manufacturer of these items put in place certain policies that restrict the sale of used incubators by their Authorized Distributors. Not abiding by these rules would jeopardize our Distribution Agreement. We had hoped that our policies that are clearly outlined on eBay offer us some protection from customers that are out to abuse the system. But no matter how hard we tried - and given ALL the supporting documentation that we supplied PayPal with - our efforts have been ignored.

We were invited by PayPal to open account with them year ago. And we did. After using about an year, our account was suddenly removed without any prior notice. It did cause us a hassle to process orders. Customs called for the PayPal payment option was not working. As soon as we knew the PayPal was not working, we called them and were told our account was no longer active. We were told to contact their APU department. However, no one replied in person but e-mail saying that our account was removed with no any specific reasons. After we called back to their customer service, we were still told to call back to APU department. But no one was working in this department. No one answered the phone.
This was the worst credit card processing institute that we have ever had. They just made your payment process in the bad scenario to your customers. Now we are applying the merchant with other reliable credit card processing institute. Their services were so prompt and followed so well. Like them better than PayPal.

I purchased a PayPal card from CVS. I had to pay for the card and load money to activate it. I bought the card with the sole purpose of having my income tax refund sent direct deposit to it. I explained this to the customer service rep and asked for my account number, routing number, and the bank name so that I could provide it to the provider to receive my refund. After waiting some time and speaking with PayPal on several occasions I just discovered that the customer service rep. gave me the wrong info. I had a whole other account number and routing number for my card.
I ended up having to take several hours phone time and after finally getting a hold of someone at the IRS; I now find out that PayPal rejected it and now the IRS has to send it in a check which can take up to nine weeks total. I am so upset that the only thing PayPal offered me as a means of making their wrong right is a $10 credit to my card. REALLY! I spent more than that to purchase it and load it. PayPal needs to employ competent workers who speak the English language fluently. DO NOT TRUST PAYPAL REPS. ASK-ASK-ASK-and ASK again to confirm any info. Mind you will never speak to the same rep twice and no supervisor has a direct line so if you need them again - you're screwed! I would not recommend this card to anyone!

I am writing this letter to hopefully put an end to the ongoing scams and to share some of the horrible experiences customers have faced when dealing with eBay and PayPal. I am hopeful that this letter reaches the right person/people and doesn't get tossed to the garbage like other letters. As a eBay store owner since 2005 I have sold many different items but took pride in the fact that my feedback rating is 100% positive. I am in excellent standing with eBay and am actually owed a credit. I am not the only one, in fact there are thousands of unhappy customers who share their experience on forums such as Consumeraffairs.com, Ripoffreport.com, BBB.com (Better Business Bureau) and many other consumer websites. I suggest you Google eBay and PayPal scams and you will see countless websites and pages of very unhappy consumers.
I never take the time to write to businesses but I feel that eBay and PayPal are allowing scams to continue while the innocent, hardworking people are being taken advantage of. All while receiving no help whatsoever from customer support from both companies. Before I continue, I must say eBay has poor customer support but PayPal's customer support is absolutely atrocious. Generic responses, one-worded answers, or the lack of email communication. I can go on and on about my negative experience with customer service but I feel this letter is more damaging and important than poor customer satisfaction.
One scam currently in the works is the buyer just stealing from the seller. I have read countless horror stories of innocent buyers being scammed while PayPal allows this type of behavior to continue. For example, a buyer buys a computer for $750. The seller promptly sends over the computer to the buyer and right away the buyer files a dispute with PayPal stating the computer is defective, not as described, etc... PayPal will then tell the buyer to resend the computer back to the seller and they will be issued a refund. Meanwhile the seller is livid because he/she knows the computer was in perfect condition and that there was no refund warranted. 4 days later the seller receives a box filled with garbage and no computer. The seller furiously calls PayPal and explains the situation, after being transferred to multiple representatives the seller speaks his/her mind. The seller is told that the box was tracked back to them because USPS tracking shows that and there is nothing they can do. That leaves the buyer with both the money and the free computer. Now the seller is out $750 and nothing can be done about it.
15 year-old Adam ** of Fresno, CA, recently received a new Apple iPad and then decided to sell an old laptop he no longer needed. The teenager listed the item on eBay, using the auction sites Buy-It-Now feature, for $500. Someone bought it immediately. The second email appeared to be a payment confirmation from PayPal, stating that the buyer had sent the $500 (and presumably a shipping fee) to his account. He and his mother scrambled to send the laptop but missed the deadline for overnight shipping. That's when they took a step back and realized they were almost scammed. The family reviewed the PayPal email. They noticed numerous spelling mistakes and grammatical errors that PayPal wouldn't permit in an official company email and a big red flag for a scam. After more investigation, he and ** confirmed the buyer was a con artist. If the scam had been successful, the buyer would have received his laptop without paying a cent.
Paula from Florida entered a website that required credit card info and I backed out. Weeks later, I found out I was billed by PayPal. I was livid! I do not need a third party to pay for my purchases. I have credit cards. Now here is the thing about PayPal, I had so far two occasions where the site I visited decided to charge me for the experience. Each time I disputed the charge with my credit card company and I was reimbursed. It seems if you have an account with PayPal, even if you never used it someone somewhere can bill you for something. On Ripoffreport.com, PayPal has 2,381 negative reviews and I am so happy I followed my gut. Any transactions that required PayPal ONLY I ignore. They will take your money but proven wrong they will work over time to keep it. I have never lost a penny to PayPal and intend to keep it that way! PayPal is Useless.
The next two examples make me so angry it's hard to type the words, since it happened to me. I had been an eBay and Paypal member since 2005 with zero disputes and %100 positive feedback. I had my own eBay store and I found it to to be a great money-making hobby. In late October, 2013 I had purchased a Bitcoin from a buyer who had very high ratings. For those of you who are unfamiliar with a Bitcoin, it is an open-source, peer-to-peer digital currency that can be used globally. In other words it is online cash that can be spent for tangible or intangible items. I see this listing for 1 Bitcoin which was being sold for half the current market value. Now when it sounds too good to be true, it usually is, however, next to the price was eBay's Buyer Protection Guaranteed symbol. So I went ahead and made the purchase using PayPal as the payment method. Right away the buyer asked me to give him positive feedback before he sends the paid for item. I told him I would after I receive the Bitcoin I paid for. I then started receiving personal emails from this seller asking me to give him $1000 for 6 Bitcoins. I replied, first send the one I paid for then we can discuss further business.
Well the item never came and I called eBay to find out what to do. I spoke to a friendly, yet ill-informed customer service rep who instructed me to call PayPal and issue a stop payment with an escalated dispute. So following the instruction of my eBay rep, by calling PayPal and initiating an escalated dispute, I submitted the evidence I had, the shady correspondence between seller and myself, the transaction information (all transactions are linked and verified by Bitcoin's block chain (website Blockchain.info). The customer had an eBay account in California but two PayPal locations; one in Peru and the other was somewhere else in S. America. After submitting all this info, being a loyal customer for so many years, never being involved in any disputes or complaints, and submitting clear-cut evidence... I was scammed. PayPal somehow ruled in his favor. I called eBay and asked about the buyer protection and their response was, "We must stick with PayPal's decision," even though I was just instructed to call PayPal and begin a dispute.
In November, 2013, I started selling Bitcoins on eBay, Buyers were buying and my PayPal account was rising. In about 3 had about $9,000 in my PayPal account. For a bartender who works two jobs, I was ecstatic. So I kept buying and selling, not worried one bit because eBay protects their sellers, guaranteed. First week of December I was hit with my first dispute. Turns out someone purchased my item using an hacked account and the funds were returned, so I was down $350. The next day I was hit with another dispute, same issue, buyer was using a hacked PayPal account, this time I lost $500. 3 times that day PayPal wrote me an email saying I was involved in a dispute. Either buyer used hacked accounts or stolen credit cards. This kept happening until my account was down to negative $850 (I withdrew $850 from an actual buyer, so I thought). To top it off, eBay charged me hundreds due to seller fees.
The way John Donahue and David Marcus (CEOs) are allowing these companies to run are ridiculous. I for one, will not use PayPal for any payment methods. They're allowing these parasitic scum steal money from hardworking citizens. I was absolutely disgusted by the way customer service treated me, it was an outrage. I say we put a stop to this with the signatures created and tell these two corporations, enough is enough. Too many people have lost money and if they can't figure out a way to protect us users, then we we will fight with our class-action suits or multiple civil suits. We cannot sit back and allow this to happen anymore.

I deposited a 1000 using MoneyPak, and of course it is instant. But to withdraw money is a nightmare. I was stuck without cash out of town, and needed to pay hotel room. I tried using Hotels.com, as advertised they accept PayPal. However, it was rejected, and of course PayPal customer service closes at night! That's insane. I had to sleep in my car in 20 degree weather. I spent the next day all day trying to talk to them, and every time I tried a transaction, my account was put on limits!!
I tried using MoneyGram as a way to retrieve 200, but never worked. PayPal kept telling me it was their security system and they could not overturn. I finally made it back home, and tried again, and spoke with someone that said he could override system, and I was able to withdraw 190 from account using MoneyGram! What the hell? And I slept in my car. Their customer service sucks, should be open 24, and I am thinking of starting my own business to compete with PayPal. I just read the article in Forbes, and I truly believe I could develop much better system. Watch out PayPal, move over, here comes a true paying service that doesn't hold your money.

I paid for merchandise through PayPal, the funds in my bank account were reserved for and then taken out of my account for payment. Once PayPal places a hold on your bank account for your purchase, they pay for you and wait for your money from your bank account to post. Which is a good thing, however, in the meantime the purchase I had made was out of stock, so I was issued a refund. PayPal immediately places a hold on my refund issue. When I called and asked why I was told they were waiting on my funds from my bank. I don't understand why they place a hold on the funds in my bank account, so they are guaranteed their money, but won't release the refund issued to me.
So now I have no money in my bank account to use because they have a reserve on it. I can't use my refund issued. So I'm just out the money until they decide to release it! I am now unable to make a purchase at all, because they taken the money from my bank account, and are holding my funds from the refund issued! I feel this is unfair to consumers, since they are guaranteed their money! My money is all tied up with PayPal and I'm just stuck at their mercy until they decide to release my funds! I am now looking for other options to use instead of PayPal so I can actually have access to my own money!!!

I sold a Louis Vuitton Deauville on eBay which is a purse or can be used for beauty products. I described it perfectly and listed pictures and someone purchased it, they kept my bag for 2 weeks then said they wanted a refund because they said it was a makeup bag. PayPal did no investigation whatsoever and just issued them a refund. I never got paid and the buyer fraudulently used the system!

I sold a valuable sign on eBay several years ago and what should appear in my email on Thanksgiving Day but the buyer claiming he didn't order it and didn't get it. This was 2 months after the sale. Well I had insurance on it, but they denied everything. I should point out it was covered by BUYER PROTECTION. Well the next 3 months they kept harassing me. I got fed up and had my attorney write a letter to eBay/PayPal, and almost instantly they found it in my favor. It seems the buyer protection is fine as long as eBay/PayPal doesn't have to pay out.

I entered a website that required credit card info and I backed out. Weeks later, I found out I was billed by PayPal. I was livid! I do not need a third party to pay for my purchases. I have credit cards. Now here is the thing about PayPal, I had so far two occasions where the site I visited decided to charge me for the experience. Each time I disputed the charge with my credit card company and I was reimbursed. It seems if you have an account with PayPal, even if you never used it someone somewhere can bill you for something. On Ripoffreport.com, PayPal has 2,381 negative reviews and I am so happy I followed my gut. Any transactions that required PayPal ONLY I ignore. They will take your money but proven wrong they will work over time to keep it. I have never lost a penny to PayPal and intend to keep it that way! PayPal is Useless.

I would really appreciate it if you would personally read this. I have tried now for weeks to get this matter straightened out. PayPal admitted to making an error on my account which affects my eBay standing as it shows 2 cases open and unresolved.
Aaron in your executive office provided me with a refund for a buyer who violated multiple policies and sent the items back damaged. When he closed the cases they were left not in my favor since the money was refunded. It seems that even though I was instructed not to reimburse this buyer or return the items by both PayPal and eBay, PayPal will automatically close the case in the buyer's favor no matter what which triggers eBay's system into reading it as an open unresolved case thus resulting in strikes against my account. They can't do anything on their end since it was opened through PayPal. I was assured by Aaron that this was a mistake and would be taken care of. All of the conversations are taped, starting January 3rd.
I then received a call from Andy in the escalation department saying that this is indeed a problem which needs to be corrected but for some reason can't be done in my case. He thought he could reopen and then close them in my favor. My record shouldn't be tarnished and am sure if the CEO says to fix something, it will most certainly be done. eBay has told me that if the buyer had tried to open the case with eBay it would have been rejected since they went against eBay policy. The Resolution and Appeal Departments both said, had the case been opened somehow through eBay, they could have easily fixed it and taken them off my account.
My question is why can't PayPal do the same. I am now going to have this on my record for 12 months plus a diminished score all for something I didn't do. I followed what both eBay and PayPal instructed me to do and the buyer who was in the wrong and violated PayPal policy seems to not only get her money back as well, but nothing happens to her account, just mine. The buyer sent verbally abusive emails and bought another item with ill intent. No investigation took place, nothing was reviewed even though I provided proof. If the buyer returns the items damaged and doesn't get refunded by the seller they win, PERIOD. This is not acceptable for a valued customer who makes money for your company and I shouldn't have to spend countless hours trying to clear my eBay account for something PayPal did.
Please give me the courtesy to look into this. I am sure you didn't become CEO by accepting things that are fundamentally wrong. It is easy for PayPal to go about their business but I will have to look at this for 12 months knowing I did nothing to deserve these negative strikes on my eBay account. I have worked very hard to attain a perfect record and It shouldn't be swiped away in a matter of seconds because of a system problem.

I sold through eBay two pairs of Honda rims OEM. The buyer opened a case against me about my rims, he claims they were defective. He was issued a full refund, PayPal policy says clearly, The seller or PayPal may decide to grant a full refund to the buyer if the merchandise is returned. Once delivery is confirmed and the refund is processed, the case is closed. And the buyer only provided one tracking number for one rim and his money was fully refunded due to PayPal mistake. There was two rims sold and now they're giving me the run around and a negative balance on my account that is affecting my credit. And the rim is missing parts.
I try to get in contact with customer service. The first call I made to PayPal I ask for a supervisor and she told me that she wasn't going to waste my time. The second call the same day, I was on hold for a supervisor 53 mins and 35 secs. Third call the same day, the operator tells me to take it to small claims court. The fourth call I was on hold for 20 mins and the call was disconnected by PayPal. The fifth time so-called supervisor transfer me to one of her operators and she was going to stay on the other line to listen, don't know why she didn't want to speak with me. I was asked to sign a form and go to my local police dept. and file a police report for PayPal mistake.
My only question was to all the times I call them, how did he win the case without proof of both items returned back to me same way I send it to the buyer. PayPal only has on record one item returned. I shouldn't be wasting my time to file a police report or a notary letter for PayPal mistake. Common sense, I sold two rims and I'm supposed to get two rims back and buyer only provided one rim and the refund was fully returned to him. Wow what customer service I received in just one day from PayPal.

After selling an item on Ebay and receiving payment through PayPal I realized my Paypal balance was not as expected. Ebay will charge a final value fee of 9% on my end of the month statement but Paypal automatically deducted 2% for their fees. When I inquired about the second fee I learned that Ebay owns Paypal and Bill me later. These fees are seriously eating into my agreed sale price which leaves me in the red as I also offered free shipping. I am not sure if the alliance of these 3 companies is common knowledge but I was not completely aware of the association. Overall, fees charged by each net, the parent company, a sizable profit shaking this consumer's confidence. Should there be some consumer protection from companies doing business this way?

On 30 December, I sold an item on eBay. The buyer pays for it and I ship it out to her. After received the item she did not like the item and want the refund, also the buyer opens a case with PayPal stating the item doesn't match and items are damaged. Actually, the buyer wants to cancel the order after giving the advance payment for manufacturing. When I refuse it not be canceled and was not able to refund the amount, the buyer started the drama like this.
I mailed many times the images and total bill to PayPal which the buyer ordered. Also, I am not responsible for any damage. She can contact UPS once there is no option for supplier, only for buyer in PayPal. PayPal "investigates" the claim and makes a decision that I am at fault. How does PayPal make a decision without proof?

I am a power seller on Ebay for over 10 years with over 3,000 feedbacks. They limited my account for selling bitcoin. There is over 3,000+ auctions for selling bitcoin and accepting PayPal. Their customer service is horrible and copy/paste email responses. If you have been affected with the 180 day limited account you can fight back. Without money transmission licenses in each state they will be put out of business. Each state needs to be contacted. Better if you live in that state. They will have their license revoked for FRAUD. Please respond back with what states are getting contacted. Hopefully, we can put these crooks out of business. It will take all of us to fight to win the corporation giant.

I'm a seller on eBay and I had an international sale form Qatar. This person paid for a first class mail on Nov. 11, 2013. We provided a tracking information and customs number for her to check in her nearest postal office. This lady hasn't received her item and we've contacted the USPS office and they've told us First Class mail takes longer to arrive to each country and also told us the time frame varies, the person from USPS told us that items shipped to Qatar can take more than 2 months to arrive to their final destination.
We explain this to PayPal and the customer, but she want her full refund including shipping and handling charges. PayPal ruled in favor of this lady and refunded $87.00 without hesitation, investigation or anything. I'm extremely disappointed because I work very hard on each sale that I have, and it's unfair. They just took my money from my account, I lost my product and my money. This is very unfair, and the customer service they are not willing to help.

PayPal/eBay experience over 2 months, currently have 100% feedback. PayPal is the primary agent who I have spoken with in all cases. Cancels my auctions for non-high dollar items when initially selling, despite that there are bids. When selling expensive demand items that may be the case, but for these items $5-$25 is illogical. Needed to call them to reinstate. Ripped off from older female buyer who bought item and told me (the seller), that it doesn't work, an item I've personally owned and I agree for a return, only to receive a similar internally defective unit that had screws missing and a different serial number. PayPal has link to upload pics for proof, but it is always a dead link and doesn't want to contest the purchase and wants to rule in the buyers favor, leading to loss of item, shipping cost and other expenses. Many other cheated sellers report their buyer-biased experiences online.
Buyer bids for item, but doesn't want to pay for shipping, we agree to cancel. eBay informed of cancelled sale, PayPal withholds foreign buyer's funds and had to wait 45 minutes on phone to reach agent to get them to release his money that they have been withholding for 12 days with no explanation. Delayed clearing on funds paid for purchases through PayPal website, it should be more automatic as debit cards since there is cash in the account.
I wanted to add funds from the bank account to PayPal and it asked for additional information which was supplied previously and automatically locked my funds and won't release them, also a loss for items previously shipped. Excluded are processing FedEx damage claim & buyers who want discount or threaten to return item for full amount. How anyone can do this for years/full time, it is surely a mystery.

This is a follow-up report on PayPal's continued incompetence in handling my case. I finally managed to contact someone who replied intelligibly to my case. The e-mail contained relevant details pertaining to the case as opposed to the stock answers that I received previously. However, after reading their analysis of the evidence, it became obvious that they misinterpreted a key fact. A serial number that was stamped on the object was incorrectly identified as a date. Due to this error on their part, they came to the incorrect conclusion that my case was not supported by the documents I sent.
So, PayPal made an obvious error in their analysis and will not acknowledge their mistake. I am now obliged to take legal action against PayPal. I'm obviously very disappointed with PayPal.

I sold a PlayStation 4 on eBay. The buyer paid with PayPal so I shipped it out. A day before it was supposed to be delivered, I got an email from eBay saying the buyer's account was deleted and the auction was deleted. I did what eBay said and requested that UPS send the package back to me. eBay credited their fees instantly. But I guess I am stuck with a 17 some dollar fee from PayPal for a transaction that really never happened. They hold your money so the money was never really in my hands yet I get stuck with this fee. I hadn't used eBay and PayPal for years and this will be the last time.

On November 27, 2013, I purchased a TV from Walmart for pickup. Walmart then informed me the store didn't have the item (I had called the store first to confirm they had one). So, instead of letting me pick it up at another store, I had to cancel the order and replace it with the other store. They sent an immediate refund request to PayPal. PayPal put this on hold, but instead of canceling the transfer they put it on hold at their end. The money was taken from my bank three days later. Just today, PayPal released the hold but then told me it would take another 4-5 days to transfer back into my account. It has already been 8 days and I find this totally unacceptable that I now have to wait another 4-5 days. PayPal should have sent my bank notice immediately that this order was canceled. I know my bank, they would have not put the charge through. I have bills that need to be paid and with a tight budget this is just not right. As soon as my money has been returned, I am canceling my account with PayPal.

I purchased a bike off eBay and paid with PayPal. The purchase was covered by PayPal Buyer Protection. After receiving the bike, I discovered it was stolen. Incredibly, I managed to find the owner who had reported it stolen. I followed ALL of PayPal's requirements to make a claim but PayPal clearly lied about the case and eventually refused to reply to my questions and requests. The following lists the relevant facts in my case.
- PayPal requested the police report to be sent before Oct 31 2013.
- The report was sent to PayPal on Oct 28, three days before the deadline.
- PayPal changed the status of the case from 'Requiring your action' to 'Being Reviewed by PayPal.'
- On 3 Nov, the case was closed with the reason that the documents were not received. This was the first blatant lie by PayPal to avoid honoring their guarantee.
- I contacted PayPal for an explanation and I received instructions on Nov 4 on how to re-submit the documents and appeal the 'decision' within 10 days. These instructions were incorrect and incomplete.
- On Nov 4, I sent the documents via the 'Name Change' procedure they described and sent numerous e-mails and messages to confirm they received the documents and were reviewing the case but received no response from PayPal.
- Eventually, on Nov 14, I received a response from PayPal saying they still had not received the documents. A few hours later on Nov 14, another message was sent by PayPal requesting me to fax the documents within three days.
- On Nov 14, I faxed the documents to the given number and the status of the case was re-opened. I also uploaded the documents via the web interface as it was now possible with the case opened.
- Nov 15, I received confirmation that the documents were received.
- Nov 20, PayPal informs me that the documents did not sufficiently follow their guidelines. They state that the documents must be on letterhead that includes the name, address, phone number etc... of the organization conducting the review. The police report came DIRECTLY from the police department on police letterhead with the phone number, address and the name of the reporting officer. This was the final blatant lie by PayPal.
Subsequent attempts to contact PayPal have received no response. I am at a complete loss as to how to deal with this situation. I can't imagine a more clear-cut case than mine. I provided the exact documents requested by PayPal respecting their own deadlines. PayPal initially lies about not receiving the documents, then they lie that the documents are invalid despite the fact they contain all the information requested. I'm still trying to contact PayPal but have no idea how to force them to respond.

The real nightmare then began. Over the next ten days I talked with half a dozen customer service representatives and three "Supervisors. " They all promised to help solve the problem and obtain a refund for $145.00. No one ever followed through and contacted me and every time I called it took ten or fifteen minutes to explain the situation to a new rep. What did I learn during these endless calls?
1. PayPal only forwards consumer requests to their suppliers via email. The suppliers apparently pay a fee to Ebay (PayPal is a branch of Ebay and it appears that Paypal's allegiance is with their advertisers who pay the bills).
2. Paypal's agreement with advertisers does not allow them to impose settlements on Ebay sellers. However they can easily impose settlements on purchasers by refusing to take action.
3. Paypal's "thorough investigation" does not include consideration of photographs taken by purchasers because as stated by one representative, "You could doctor or falsify photographs. "
In the end, Paypal advised me to return the item for a refund. That would have left me with a $75.00 return shipping fee and $145.00 in unused replacement parts. The only good advice I got from PayPal was to file a dispute with my credit card company as they have a greater ability to deal with dishonest suppliers. The bottom line in all of this is that Taddwholesalesupply did not honestly advertise the item and Paypal was disorganized and unable to fairly represent buyers. My response has been to cancel my Ebay and Paypal accounts and to turn the dispute over to my credit card company. My advice is to not deal with either Ebay or Paypal.

I purchased an iPhone off an eBay. When I tried to register it with Sprint, I was told it was stolen. I contacted PayPal and they opened a claim. Later, I was informed via email that they ruled in favor of seller. I called back and told them this was a horrible choice as they sided with a thief. Case was reopened pending letter from Sprint. I tried desperately with Sprint to get a letter, and was told it was a privacy issue. I finally contacted a person who did help me and emailed me the info that the phone was stolen and it was no good. I sent it to PayPal, and they said the email was not sufficient enough. To this day, I have yet to be contacted by PayPal or returned the credit line I used with this phone on Bill Me Later. I am still being charged interest on this phone.

Merchants who offer alternatives to PayPal but process payments through PayPal should be required to inform consumers that even though the consumer wants to use a different payment method, they cannot do so if their account is not linked to PayPal. I tried to complete 2 transactions with 2 different merchants this week. Both were declined despite the fact that my financial institution verified my account was good. However, the account I wanted to use was NOT linked to PayPal. I hate PayPal and its policies and I do not think it offers adequate consumer service and protection. One merchant claimed that although PayPal handles the accounts, they do not have to be linked to be processed. Obviously, this is wrong because the same transactions processed immediately when done with a PayPal linked card.

I ordered a set of wheels from SD Wheels Corp. I took the wheels to my local Costco tire center to have a set of Michelin tires mounted on them. One of the wheels was warped. I contacted SD Wheels and they agreed to replace the wheel if I sent a payment of $120.00 to PayPal to cover their cost. I sent the payment. SD Wheels Corp. sent a replacement wheel. I took that wheel to the tire center to have it mounted. That wheel was warped. I contacted SD Wheels again. After some back and forth via e-mail, they agreed to send another wheel. I received that wheel. Back to the tire center I went. Again another warped wheel.
By this time I figured I'm being played for a sucker. I filed a dispute with PayPal. After some more back and forth via e-mail, I faxed all the work orders From Costco tire center to PayPal. I had to do this three times. They keep saying they never received the faxes, although they sent e-mails acknowledging that they did. PayPal ruled in favor of SD Wheel Corp. Now I have three good wheels and two bad wheels (I paid for five wheels). All I wanted was four good wheels. Looks like I got doubled on this one.

On May 16, 2013, I sold an item through eBay to a buyer in South Korea. The buyer provided payment through PayPal and the item was successfully delivered to the buyer two weeks later. The delivery was documented by USPS Express with online tracking. I never heard from the buyer again and thought that the transaction was successfully completed. On September 20, MORE THAN THREE MONTHS LATER, I received notification from PayPal that the buyer had requested a chargeback refund through his credit card company.
This was news to me, and the buyer never contacted me directly via personal email, eBay, or PayPal, to resolve and dissatisfaction. MORE SO, THE BUYER KEPT THE ITEM! I provided PayPal with proof of delivery and my comments on the transaction, as well as zero communication from the buyer. On September 23, I called PayPal to request an update of the chargeback case. A very pleasant PayPal customer service representative informed me that the chargeback request was very unusual, thin and baseless. She reassured me that PayPal would defend me as a seller with perfect record, and that "We (PayPal) have your back."
On November 4, some six weeks later, I received an email that PayPal would not contest the buyer's chargeback request, and that PayPal had taken $600 from my account!! From November 4 to November 11, I called PayPal on three separate occasions to request that PayPal honor its Seller Protection Guarantee, as the transaction was eligible for protection, and I had provided sufficient and thorough evidence of having satisfied all of the eligibility criteria. ON ALL THREE OCCASIONS, PAYPAL CUSTOMER SERVICE REFUSED TO DIRECTLY ADDRESS OR ESCALATE MY REQUEST AND CONCERNS. All three representatives apologized for the inconvenience, stated that they understood the situations, and that there was nothing more that could be done.
PAYPAL REFUSED TO HONOR ITS SELLER PROTECTIONS AGREEMENT, and now I am in the process of suing Paypal in small claims court. In addition, I have filed a formal complaint with the Better Business Bureau (BBB) in San Jose, CA. I will not stop pursuing this case until PayPal returns the money it stole from me.

I have a company providing installations of a product. On April 15th of this year, I installed a product at a client's home. 7 months later, the customer complained saying the product broke. Since I am an installer, I offered to try to help him out and fix the issue. There were several emails between the customer and I and finally the customer stated that "it was not your fault", yet after sending this email to PayPal they still refunded the money he paid me for my services. Aside from losing out on the money that I worked very hard for, PayPal just gave the money back to him, no questions asked and to top it all off, I got a call from them telling me they are sending me to collections if I don't pay them the remaining balance.
There is no protection with this company. Anyone can pretty much request their money back and get it no questions asked. This is by far the worst customer service and company I have ever dealt with. They don't protect or care about their customers. All they are interested in is making their own money. I am closing my account with this company indefinitely.

I sold a Galaxy Nexus White Ed. back in October 2012. The buyer's.name was Flora ** from Canada. I told eBay not to allow shipping outside U.S. and they allowed buyer to buy the product. I decided to ship it, due to payment received. I used PayPal shipping label and shipped the product. After it went to Canada and tracking stopped, the buyer made a claim that she (Flora **, Calgary Canada) said she did not receive item. They gave her the money back, even though I used THEIR shipping label to send. Lost over $300 and phone.

THREE times I have gotten the same exact email from PayPal stating they had sent me an email in regards to proof of identify. LIE. Never got the first one, but I did comply & changed my password. Just got the same damn email again. This time I sent a reply, I will NOT be changing my email, nor will I no longer be intimidated by PayPal. I called them & was connected to CARIBBEAN CRUISE LINES? I asked what the cruise line had to do with PayPal & was told it was a special promotion? So, since I have gotten no response from them for the email I sent or the phone message I left, I WILL NOT be using PayPal ever again & just may not be buying from eBay again, either. Even though I have bids open, what are they gonna do if I refuse to follow through with payment, sue me? Go ahead, try.

Around mid-September, I noticed a charge from a company called "Hulu" for $7.99. Shocked, I immediately notified PayPal that this was an unauthorized transaction and that I had never even heard of this company, let alone purchased something from them. Generic response? "We will be contacting you within 24 hours." NOPE! So I check my account and sure enough, PayPal did place a hold on that transaction but then the same day lifted it and gave it to them anyway! I have had issue after issue with PayPal...
I originally opened an account with them to make it easier for my parents. I'm terminally ill and they have assisted me financially. PayPal fees were far cheaper than Western Union. Then I decided to use PayPal to start a home assist company. Got the Business MasterCard. Linked my bank account and everything was great. Then my cancer came back, too sick to work I had to close out my bank account. PayPal has now "deactivated" my account with a balance of $120.00 due to what they call "atypical activity". What the hell does that mean?
They want "proof of address", "proof of business via receipts", proof of identity. Meanwhile, I am without money for medication. They stole from me. After reading all the other complaints on here, now I'm scared I will never get my money back. This is my thought: CLASS ACTION LAWSUIT. Please, I need any response or suggestions.

So after I got this random donation, they limited my account and thought I was a nonprofit organization and I called them up telling them I wasn't but being PayPal, they totally ignored me and screwed me over as they usually do. I have sold several sets of Broncos tickets on eBay and have shipped them the very same day. Even after the item has been paid for, the item has been delivered and I received positive feedback from the purchaser, I still don't have the funds available. I wrote them about this and they just gave me the runaround. So basically it seems like they just keep your money for as long as they like before they release it.

Purchased a bathrobe for $22.21. Was sent to PAYPAL to pay for item. PAYPAL did not recognize that I had a PAYPAL EXTRA card and requested I fill in a new credit card number to pay for item. After attempting several times to pay for item with same result, I attempted to call PAYPAL customer service. I spent over 45 minutes with the automated system sending me in a loop before finding a customer service rep. She had no clue as to issue, either why PAYPAL no longer recognized my PP card or that there was a pending transaction.
After 20 minutes, requested a supervisor and waited another 20+ minutes. Someone finally came on line who should never be allowed to talk to a customer and asked why I hadn't tried a different browser (was using Internet Explorer). Finally re-signed into EBAY and then PAYPAL to complete purchase. THE TOTAL EXPERIENCE WAS THE WORST I'VE HAD IN 75 YEARS! NEEDLESS TO SAY, THERE WILL BE NO MORE EBAY/PAYPAL TRANSACTIONS EVER. GOD BLESS AMAZON!!

Reporting eBay & PayPal right now for a SCAM they allowed. I sold Disney Gift Cards to a woman in Chino, California and she paid via PayPal. She then decided she did not want them, sent to a bogus P.O. box and the post office returned to her. PayPal reimbursed her because she "Attempted" to return (to a fake P.O. box). PayPal/eBay has been trying to get money they refunded her back from me? So, I am out what I sold them for and PayPal & eBay want me to pay them so I would be out double. Apparently, all you have to do is attempt to return an item and PayPal will cover you with a buyer's guarantee. The Seller gets screwed.

I made 2 transactions on the same day. One from my checking account and one from a deposited check. Both for the exact same amount. PaypPal waited until I had no funds a week later to try to take the money from the account. I could have taken my check to the bank the following day and cashed it, but I decided to try the new phone check scan. That was the worst mistake ever. They do not tell you that it takes 7 days for them to release the funds. You are simply stuck with no money until they decide to give it to you. I was promised after 3 calls to them about my money, that it would be there today... Guess what... still no money. I will NEVER do business with PayPal again. They are the worst with customer service and the "banking?" process with them is ridiculous. AVOID PAYPAL AT ALL COSTS... Boycott them...

I have 2 accounts with PayPal, one I let my daughter use and the other one is mine. My wife set both of the accounts up. We started selling things online and wanted to get the money out. We sold 3 or 4 items before we decided to request some of the money. So when she asked for the money, everything was okay. 3 days later, my account is limited. I can't do anything. I don't want to sell on eBay any more in fear that something is wrong. My wife looks into it. She has put her bank info instead of mine. So I say, no biggie, I will call them thinking I am going to get some help. I am informed real quick I'll get my money back in 180 days and that PayPal no longer wants to do business with me any more. PayPal did not want to help me resolve my problem at all. I just needed help. To top this off, my wife had added her bank account to my PayPal thinking that would help. Now they limited her account and are telling her the same thing they told me which is the one my daughter uses to buy items online.

I used my money on PayPal to buy 4 different programs. Each cost 7 bucks. When I got the product, each purchase had its problem - didn't open, didn't send me password, wasn't what I ordered or needed another purchase to make it work... Each one had a money back policy. Sorry but I'm not keeping stuff that is useless. But PayPal froze MY account. I couldn't withdraw my money. I strongly urge people not to use. They said they will email. They didn't. This week talked to someone, we will email you. Never did. THEY SAID THEY HAD TO HOLD MY MONEY for 160 days. And then he canceled my account. So I get punished for not keeping junk. Using my money and using PayPal.

PayPal has limited my account access and monies, claiming that my account is linked to an erroneous account from 2002 with unresolved issues and a debt of approximately $833.00!! I didn't open any such account in 2002, but according to a PayPal representative, their systems linked both accounts because they bear certain similarities. I want my account fully restored and this situation immediately rectified!

I purchased a watch from eBay and used PayPal to pay for the purchase. When the purchase did not arrive, I tried to reach the seller only to have my email returned as non-deliverable. The telephone number listed was also not working. I contacted PayPal and they told me that they would reach the seller. The item then came but was not what I ordered. I contacted PayPal and was told that they would look into the matter. They then notified me to return the item and send them proof of shipment and they would refund me my money. When I did this, they changed their story and wanted proof of delivery. I have tried to reach a more senior person only to be put on hold for over 1/2 hour. When I called back, there was a new story that providing proof of shipping which I had done really means proof of delivery. I have yet to see my refund. I looked online only to see that my experience is not unique.

On July 25, 2013 I placed an order via the internet with Mule Hollow Supply for a fence charger that they advertised and used PayPal for payment. A short time later (same day) I received an email from PayPal regarding the purchase stating: "You authorized a transaction to Mule Hollow Supply. Money won't leave your account until Mule Hollow Supply processes your order."
I never received an order acknowledgement or any communication from Mule Hollow and tried unsuccessfully to contact them via email and phone. Since Mule Hollow never processed my order I figured that I had no reason to be worried about this transaction.
On September 12, 2013, I received notification from PayPal that my August statement was available. It was then I realized that PayPal had actually paid Mule Hollow Supply on July 25th. I immediately contacted PayPal via their Resolution Center and received an immediate pop-up reply that my situation did not qualify for their resolution. So I immediately contacted them via the contact page of their website, explained the entire situation at length, including referencing their email to me stating: "You authorized a transaction to Mule Hollow Supply. Money won't leave your account until Mule Hollow Supply processes your order." Within a short time I received a vanilla form email response outlining answers to a menu of FAQs on disputes and problems. Essentially, they blew me off.
Since then I have researched Mule Hollow Supply on the web and have learned that 1) their website URL came up "Under Construction"; 2) their URL for the advertised item I purchased is also "Under Construction"; 3) the "Businessprofiles.com" website for Mule Hollow Supply shows "Status: Administratively Dissolved"; and the "Knoxnews.com /news/2013/may/22/bankruptcies website, listing bankruptcies: April 22-May 21" , Chapter 13, lists: "Stephen Blackstock (fdba Mule Hollow Supply), Knoxville". So Mule Hollow Supply was bankrupt, out of business, and their phones and website and email were shut off a full two months before I placed my order.
PayPal apparently violated their own policy and their email statement to me regarding not releasing any funds until the order was processed. How can I find out if the seller processed the order or if someone at PayPal acted on their own? Where did the funds actually end up? What recourse do I have against PayPal to recoup the funds?

I was sent the wrong item by an eBay seller, which the seller admitted. The seller insisted that I send back the item before they refunded my money, but I wanted assurance that if I sent the item back, they would return the money. I raised a dispute with Paypal. Paypal insisted that I do allow the seller's courier to pick up the item and then the money would be refunded. I did this - the seller organized its own courier and I allowed the item to be picked up. The seller then simply denied having received the item back, and kept the money. I have gone back into my Paypal resolution and apparently the case was closed not in my favor - despite all of the evidence that I was sent the wrong item, and that I had returned it to the seller!!
Paypal customer service is full of idiots, and the company itself is fraudulent for allowing this to go on. The consequence is that I have essentially paid for an item that I never received, and I can't get my money back it seems. Further to this, the inconvenience of returning the item cost me half a day of work. Paypal is not willing to do anything to ensure that its customers do not have their money stolen by dodgy eBay sellers.

I joined PayPal, because I needed to have them in order to sell my art images. Fives after joining PayPal, I get my first phone call that my Checking account had been hacked and someone tried to use my debit card in another city. I only use sites I trust, and PayPal has never been one of them, but needed to have a means to get paid for my art work. Because I have always been careful of who I give my info to, I have never had an incident with my account, but as soon as I joined PayPal, I get hacked.
It would seem their security is pretty lax, but then every financial specialist warns against using PayPal, so I guess I should have stuck to my views. I will never use them again.

Have had PayPal close my account with nearly $1000 in it. I have requested reasoning and they state my account has something similar with an account that has an outstanding balance or customer complaint. I attempted to verify my identity through their methods. I have used PayPal for payments. I have used PayPal to be paid. I currently have no buyer complaints. I have spent $300 in shipping the items they are holding the funds from. I have supplied tracking numbers for my items. The hold was not placed until I attempted to withdraw my funds after they had "cleared" PayPal holding time periods.
PayPal is in essence responsible for stealing the items I have sold and shipped to persons across the country. I will now miss a truck payment causing me considerable problems. PayPal is non-responsive to requests regarding alleged negative issues. I request a full reimbursement of all funds being stolen by PayPal and all fees. PayPal has collected through collection of these payments as they are failing to supply the service they were used for. I request all of the above prior to the 180-day time frame that PayPal is suggesting before "allowing me to attempt to recover my funds". I will leave this with the BBB and other related sites before I seek legal assistance and charges of theft.

I have had my PayPal acct since, oh, 2006 or so. Sold my $300 Dior sunglasses on eBay (which was a gift from my cousin), being a desperately starving college student. Buyer won the bid for measly $50 or so. Anyways, the winner promptly paid via PayPal, notified by eBay, so I go ahead and pay and ship them out. I checked my PayPal acct to request the funds transferred to my checking acct. PayPal says the funds are unavailable. I check back several times and same thing. Later I get emails from PayPal saying I need to verify my bank account with PayPal in order to get paid. I do it, and still message that funds are unavailable.
Later I get a message saying that because I "took too long" to verify my bank acct PayPal went ahead and returned the funds to the auction winner. I contacted the buyer regarding PayPal payment problems and offered to forward the email they sent me. No response. I attempt to contact the buyer several times and still nothing. Combination of both ** PayPal and dishonest buyer that I paid for shipping on the sunglasses for buyer to steal...
I'm NEVER using PayPal again, recommending everyone against it, and NEVER using eBay again because they won't allow me to file a claim because it's been too long. So ** sketch and horrendous! Can't find a way to contact anyone on eBay. Every time I try to pull up customer service, I come up to the same stupid FAQ and "enter your question here" search bar. eBay won't allow me to rate the buyer. What. The. **. Thanks PayPal, for transferring my money to someone, without my consent, that was supposed to pay me for my item in the first place.

Received a refund through PayPal even though I paid merchant directly with my credit card. So I HAD to create an account with PP to get MY refund. Then I tried to use the funds at a different merchant but PayPal wouldn't let me unless I LINK A BANK ACCT. OR CREDIT CARD. That is so wrong on so many levels. I tried to link to the credit card that was originally charged but PP didn't recognize the three digits on the back. AND YET I get, not one, but TWO notifications from my credit card saying PP is "charging" $1 each time (I know it's just to verify the account)! I have now put in my bank account information so I can get my REFUND. Can you believe they wanted me to enter my PASSWORD for my Internet banking??? Of course, they stated PayPal would not keep this information... Yeah, right. This is my first experience with PP and it will be my last.

Purchased a OS license for Windows 7 Pro online. The site required I sign up with a PayPal account to complete the transaction. I signed up and completed the transaction for $31.98 and days later never received the license. PayPal recommended I contact the supplier and try to work things out. No response from 5 email attempts. I created a PayPal case requesting the transaction be reversed. They initially denied my claim as the transaction was not trackable with a physical tracking number and supplier. I reapplied my complaint again as a fraudulent site since I was forced you use them to complete the transaction and it appeared they knew about the tracking issue not being covered (free money).
I did not hear back from them for days. I then contacted Discover to let them know I wanted to have the transaction reversed. Just after that my account was credited for the $31.98 and I thought I was home free. Discover contacted me to ask if I still needed assistance and I told them my PayPal account had been credited and things should be OK now. A day later the credit was reversed on my account. I then called to find out that they were willing to give the money back to Discover to correct the transaction. Discover then said since I said things were OK they could not continue with any collection as the case was now closed.
I am now in the middle of trying to get both to reopen (which they will not) or talk to each other and send me a check or any method to recover the money. Neither wish to talk further about the issue and consider the issue resolved. Two top companies in online transactions and they can’t assist/resolve such a small issue. I am at the point that I should just stop using both companies and consider this a learning experience. But I would like all to know what to expect from these companies. If you can help it would be greatly appreciated.

So from my experience with a "phantom" merchant on eBay that I paid through PayPal which resulted in a claim in their resolution center. After their so-called investigation, and by the way in topping up a phone, a user need to supply a PIN, which I was expecting that the merchant must supply to substantiate their end of the deal, they sent me an email with out any sender identifier informing me that they cannot do anything but take my money. I think these service providers are now joining the rank of thieves. (NOTICE the "undefined")

I recently had an issue where I purchased specialized goods (Kegerator parts) for about $270 from an online merchant. The goods were quite specialized, and the only available seller was a small ecommerce site. After 3 weeks I still hadn't received the goods and the business had not responded to my emails or voicemails.
I contacted PayPal and spoke to a representative for about 5 minutes. They said they'd investigate my claim and give me a refund depending on the outcome of their investigation. Within 5 business days PayPal refunded my money. I appreciate that PayPal quickly and easily resolved my issue. My experience in the past with credit card companies is that they make consumers jump through hoops to get their money back when dealing with merchant issues. I appreciate it that PayPal offers consumers’ protection and therefore also helps small ecommerce businesses, because without PayPal buyer protections I would be less likely to buy from a small ecommerce site.

I sold Apple iTunes gift cards $200 on eBay. I got the transaction from a user and the user asked me in eBay messaging to send the code through eBay message. The same evening, I sent the codes via eBay inside messaging. Right after I sent the code, the user claimed unauthorized transaction. PayPal asked me the details; I sent them everything and also I inquired from Apple if those codes were claimed. They said the same evening those codes were claimed but did not give me any more details.
After 1 week, PayPal emailed me; they determined it was an unauthorized transaction and took the money away from my account. I lost $200 total. When I asked eBay, they told me to check with PayPal. PayPal told me they can't do anything and can't give any more details. I really wanted to close my PayPal account and never deal business with them. PayPal is one of the top worst companies I have ever dealt with. I am filing a BBB complaint to get my money back. Sellers, BE AWARE of PAYPAL. They are money suckers from sellers, but always honor fake unauthorized access dispute from buyers. Suckers!

I have submitted all documents that were requested, already showing that all the transactions were legal and items were shipped to the customer after payment and they have been received. I am currently unemployed and the amount that is being held on my account is needed to pay bills and other expenses. 45 days will result in many late charges that will not be reimbursed and I cannot afford. I am not running a business and was just hoping to sell some OLD personal items that hold some value so I can afford to make ends meet. When I contacted PayPal regarding the limitations, I was on the line for more than 60 minutes and was transferred around about 6 times until I was speaking to the limitation department manager. She told me after PayPal decides to close the account, there is nothing she can do and I need to wait until my funds are released. I told her I have credit cards to pay, eBay seller fees and numerous bills, and her response was that all she can do is use my balance to pay my eBay fees.
I decided paying eBay is not a priority if my PayPal account will be suspended indefinitely. Also, I am a victim of credit card chargeback scams. I had a buyer contact me asking to pick up the item because he lives locally and would like to save on shipping, then two months later contacted his credit card and reported he never purchased anything. I took a huge loss and my PayPal account was limited until I was able to afford to bring it back from a -$500+ balance. Management in the PayPal customer service department told me the transaction had "Buyer Protection" so I was not protected as a seller and my only option was to take the loss that I really could not afford.

On May 12th of 2013, PayPal issued payments to Skype for 3 months of services from my bank account. Because I had exhausted all of my energy and attempts to resolve the issue with Skype, I contacted PayPal for assistance in requesting a refund due to the fact I had not been able to make any calls. It was based on the assumption I did not purchase a subscription, just the internet phone number. Do you see the logic here? Since PayPal had access to my finances, they were the catalytic being used to pay my subscriptions.
I called PayPal Customer Service on June 6th and lodged a complaint because I had paid for services and could not use it. What I received in the form of help was my billing agreement ID number for Skype and the transaction ID Number for payments. This information I already had. The problem was Skype did not credit my account for the subscription, just the money for the phone number. PayPal was the one withdrawing funds from my account and submitting it to Skype, so they should have been more than aware of the fact the money had been paid, or they did not submit the money for the subscription in reality. The withdrawals are noted in my banking activities. I therefore filed a claim through PayPal resolution process with the hope that this would bring a finality to this issue and I would get refunded. I was dreadfully mistaken.
PayPal closed my claim as if it were unjust and insignificant. Today, June 8, I lodged into my PayPal account to review the status of my case and to my surprise, and disbelief, I had no open case, it had been closed. SHOCKER. What other documents could I have provided as proof of purchase especially when they were the ones that did the withdrawals and email confirmations? I thought PayPal would be fair and equal and not impartial to me as a faithful customer. When you are big business, you can treat the little people unjustly. I think since PayPal withdrew the funds from my account, it's confirmed by PayPal. They should refund me all of my money since Skype is adamant about not receiving the funds.

Do not ever use PayPal. What they say and do are two very different things... This is the worst company I have ever dealt with and I will be closing my account as soon as my cc statement arrives. Don't waste your valuable time... waiting time or call time can be over 3 hours at times and if you get someone who does not over run the conversation, you may get help; otherwise, good luck. I found an escalation number for their corporate office and even they do not care. I wasted two days trying to deal with them. Their offer of protection is worthless. You are better off to call a company and pay by phone. Buy a short term cc at your bank to use instead of your regular one.

I signed up for eBay back in 2007 as a buyer. Throughout the years, I've made a number of purchases from eBay. I used PayPal as my payment processor. I recently started selling merchandise on eBay around the middle of April 2013. In doing so, I've had to signup for a verified PayPal seller account, which had to be linked to my Progressive Bank checking account. Things have been going awesome with eBay and PayPal until June 2, 2013, when I got an email from PayPal notifying me that my account had limited access because they apparently found a suspended PayPal account with a current negative balance of $1,700 under an email address other than the one I'm currently using now. They also claim that my name, home address and my social security is linked to the PayPal account. I assured them that I've never had a PayPal account under that email address.
I do still use that email address they're claiming to be linked to the old PayPal account. I've never gotten one email from PayPal with regard to this matter. My home address has been the same for over 20 years and I have never gotten one letter from PayPal with regard to this matter. The PayPal agent told me that the transaction took place in 2008, but he wouldn't give me any other details about the matter. The agent said that I needed to put in a fraud claim with PayPal and it would be reviewed. I would need to call them back later in that day or tomorrow.
I called PayPal later that day and learned my fraud claim had been denied. I'm being held responsible for the negative balance and the only way to resolve the matter would be for me to pay the negative balance. I tried telling them I didn't have anything to do with this account and asked them why is it I'm just learning of this issue after 5 years. I built up a pretty nice balance on PayPal - well over $500. I was told that money is no longer mine and PayPal has the right to take the money...
Please help!! Is there anyone who can advise me of what to do about this matter? I'm not about to lie down and allow PayPal to steal the money that I've worked so hard to make for something I've had nothing to do with.

Several years ago, PayPal required me to link a bank account to their service if I wanted to continue to buy on eBay. I did so reluctantly. Then they automatically signed me up for Bill Me Later - a service I did not want that kept on popping up as my "default" way to buy on eBay. Then PayPal allowed a hacker to hack into my bank account and steal over $200. When I finally got it straightened out, they wouldn't return my money to my bank account, but instead gave me a credit on PayPal so I had to use their PayPal service (and essentially market their services by doing so) in order to get my money back.
So I finally got someone at PayPal to cancel the Bill Me Later service and then, I went to buy something on eBay, and I got a message that my account is on hold because it is unverified and they need a bank account or I need to open a PayPal MasterCard so they can "get to know me better" 15 years after I've been doing business with them. I called and John claimed that they needed my credit information, but by nature of having an account with PayPal, they already have that - they just want me to sign up for their services, either a credit card or Bill Me Later in order to continue to operate on eBay.
At the end of the day, they are trying to force people into paying for merchandise either with a bank account or a PayPal service so they don't have to pay the credit card fees. This is all it's about, stuffing more money into their pockets and treating its customers like dirt (and insulting our intelligence) in order to do so. Since PayPal and eBay are affiliated, I don't know if I have a leg to stand on when I file a complaint about their blackmailing me to either give them my bank account info (which we know they cannot keep secure despite their website saying otherwise) or apply for their credit card which I don't want, under the guise that they need to "get to know me better".

I made a sale on eBay over a year ago. The 3rd time as a SELLER, I would be literally TAKEN to the CLEANERS as the saying goes. I sell an expensive purse and send it insured mail through the US Postal Service Priority Mail. The purchaser says they never received it. I go to the post office where I sent package and they retrieved the purchaser’s signature/time/date on insured mail receipt at address sent to. PAYPAL refuses to take this as proof! They let the purchaser keep the purse and my money. They wanted a delivery confirmation receipt. Well, what more is an insured/signed/timed/dated receipt than proof of delivery? I went through arbitration with every proof of evidence I had and was totally denied when it was right in their face.
I told them I would just tell everyone of the SCAM. Ask the guy I buy a Rolex from to send it insured priority mail through the US Postal system and it's mine, free and clear, because that is how these sellers had asked me to send it. AND with all of my proof that he had signed for it in the two days I paid to expedite shipping, even though he said HE NEVER RECEIVED IT, they believe him!!! I felt like the innocent guy when the jury sends him to jail. It doesn't matter what you say or do to show the TRUTH. And it was okay with eBay/PayPal that they asked for it to be sent to someone other than the name provided on the true BUYER’S account on EBAY, so they could just do this day and night! So much for SELLER protection from EBAY for $600+. I do believe that now priority mail comes with delivery confirmation like UPS provides tracking.

I purchased four Bolt Carrier Groups from Red Rock via PayPal. They had a seemingly professional web presence and accepted payment through PayPal. They required prepayment for a 1 May ship date. They have since closed their webpages and do not respond to email or phone. PayPal's complaint process has a 45-day window, and they will not take action or provide assistance.

I sold an item through eBay for 372 euros using a trusted supplier. Item was shipped to buyer and tracking number supplied. However the battery for this item had to be shipped separately due to import restrictions. It was not a problem but cost me an extra 60 euros which I took the hit for. When item arrived to the customer, all seemed fine. Then nearly two weeks later, the customer complained that the item was damaged. They raised a claim with PayPal, and PayPal found in favor of the customer. Item seemingly had a minor crack in the base of which could have been caused by poor handling on the customer's part. Either way, two weeks later and the item was to be shipped back to me and full refund given. When the item finally gets back to me, I will be out of pocket for 160 euros (100 euros shipping fee) plus the above battery and a damaged item. Am I being unreasonable or am I being screwed by PayPal?

I have two ID on PayPal, one is for business and one is personal. I had to give a refund to my client which I was not able to do by business ID so I paid from the personal one. Meanwhile, the client claimed all refund from the business ID and I claimed refund from personal ID. Now PayPal is not giving me my refund on the personal ID at all. After having the money they're not giving the proper response.

I contacted customer support 4 days ago and never heard back. I sold items on eBay, but PayPal will not give me a cent of my money. I was told weeks ago “give a tracking number and you get your money the next day” (lie). Now they won’t even communicate with me. PayPal is doing theft every day of the week and I'm sick of it.

On 4/21/13, I got declined at a vending machine to buy a $1.50 soda. I had $2,000 of credit limit available to purchase. On 4/22/13, I spent 1 hour and 32 minutes on the telephone trying to speak to a credit card representative at GE/PayPal Extras MasterCard regarding the issue. On 4/22/13 at 1:45PM, I called the customer service number on the back of my card and got stuck in endless IVR loop with no ability to opt out to a customer service live person. At 1:55PM, I called the customer service number on PayPal's site along with an assigned 6-digit randomly generated code issued on website to use for better/faster routing of my call. Once again, I got stuck in endless loop with no ability to opt out to a customer service live person.
On 4/22/13 at 2:05PM, I called PayPal's main number. After a third venture through an automated system, finally was able to get to a live person. They looked up my account and said they could only help me with my PayPal account, not my PayPal MasterCard. They nicely (or I thought) transferred me to the "correct department." On 4/22/13 at 2:15PM, I was transferred to a 2nd person. Not sure whom I got transferred to, but they immediately said I was in the wrong place and transferred me to the correct department (or so I thought). At 2:20PM, I was transferred to a 3rd person (Gail). Gail looked up my credit card number twice only to tell me (guess what) I'm in the wrong department. I am now in the Prepaid MasterCard department for PayPal.
She further told me that she cannot help me, that I should hang up, call back and start from the beginning as I called the wrong number. I informed her that I didn't call the wrong number, but was in fact transferred by another PayPal employee. She restated that she cannot help me, that I should hang up and call back? After a multitude of going back and forth, I of course asked for a supervisor, only to be told that there isn't a supervisor. I said, "Okay, a manager then." She said, "There is no manager." I then tried another approach and asked, "Who do you report to?" She replied "nobody." I challenged that and her final response was, "I report to the company." I repeated that back to her to be clear I heard correctly and said, "You don't have a supervisor or a manager and only report to the company?" She said that is correct and reminded me that she cannot help me.
I then asked to be transferred to any person in a management position. She replied, "They cannot help you." Astounded, I said, "Okay, let me hear them tell me that." (Of course, they wouldn't tell me that right? Let's see). At 2:47PM, I was transferred to a 4th person (Casey ID#**), a female who when asked identified herself as a manager. At this point, to be safe, I asked her for her name and ID number before proceeding to have to explain my customer service issue and the path I went to get to her. I also requested the ID number of the previous employee (Gail) who was terribly rude, short and inconsiderate. She told me, "I don't know. You should have asked her that before she transferred you to me." Huh? I asked, "Aren't you her supervisor or manager?" She said no. I asked, "Are you a member of management?" She said, "Yes, I am a manager." I'm thinking great, I'm going to be helped. Finally, I've reached someone in management and they'll make sure I'm taken care of.
Wrong. Casey now begins to tell me that she cannot help me. Also said that I should hang up and call another number to try again? Huh? This is a manager? I asked if she can directly transfer me to the correct person. Reply is no. I asked if she can directly help me. Reply is no. I asked if she thinks it's okay to treat a customer like this, especially after what the customer has clearly been through with 3 other agents. She said, "Well you're calling the wrong department." Seriously, didn't she listen to any of my story about how I got to her? Now for the height of the call, the manager Casey (employee ID#**) apparently decided she had enough of me (the customer asking for help) and just hung up on me and disconnected the call.
Wow! After the long career in customer service, if I were monitoring these calls on the phone system for quality assurance or training purposes, this call would serve me several purposes:
1. The ability to protect my customers from poor customer service from some obviously uncaring customer service employee and manager.2. The need to walk down the hall to Human Resources to initiate an immediate termination of these employees and removal from the call center floor.
3. A great training for new employees and retraining of existing employees on how never to ever handle a customer.
Still unsure as to how to resolve my credit card issue. After I take some blood pressure medication, go for a long walk and ask God for forgiveness for my thoughts, I might try back in a week or two. Until then, what was my primary card is now removed from my wallet and placed in a desk drawer at home for some future consideration. The card was a fine card. The associated customer service or lack thereof if ever needed is the determining factor for the discontinued use of this card, inability to recommend GE or PayPal and the need to find assistance in resolving my issues.

World Profit, in my opinion, is the horribly misleading company that provides no viable service, then upsells at inflated prices to its trapped members. In my opinion, PayPal also is complicit. It knows well of a long list of complaints and gives us a grand runaround to obtain blood money. Some of the correspondence: "Please cancel. This was not at all what I was led to believe. It is not for me. Should I not receive a full refund? I shall pursue this in every way possible." At which World Profit made vague legal threats saying I should not complain to anyone while responding to PayPal. What sweet business practices.
Here is more: I realized that the BBB is there to make everything look good rather than any concrete action. I cc'ed them with below. A few days later, they marked my case resolved. This definitely is not business at its best! You'd think they would at least put it at the contested stage, but no, everything must look good regardless.
I want a refund. I have posted complaints with the BBB of US and Alberta. I will continue to post complaints at other locations until this matter is resolved. The site is a confusing mishmash of materials. The first real training (unlike your home page) was not up to a standard for grade school. I have been misled and cheated. I will not and cannot allow this to go unnoticed. I expect a full refund. The longer it takes, the more bad press you will receive.

I am sick of PayPal. Their staff is incompetent and appears to be located out of the country, which means they really don't understand English. In addition, their rules appear to be against the sellers. My funds have been frozen at various times although tracking numbers have showed that the items were delivered. Ebay is just as ignorant. No protection as a seller from either of them.

My item, a Lalique Perfume collectible set, had a winning bid placed on it by **, a relatively new buyer (from Russia) on eBay with 14 feedbacks, on February 17, 2013. The buyer paid for the auction on February 21, 2013, and I shipped it the following day via USPS First Class International, **, with insurance coverage of $125. On April 2, 2013, I received an email from the buyer, which stated: “I regret to have to put you a negative review. I still have not received your package.”
I called eBay at approximately 8:30am on April 2, 2013 and spoke with John who promptly informed me of two things: (1) eBay has recently experienced an unusual amount of Item Not Received claims from Russian buyers; and (2) the buyer can leave me a negative feedback for possible mishandling of the package by the Russian Postal Service. I have a problem with these points. EBay, at the least, should have posted a disclaimer informing sellers of potential problems with Russian buyers or the Russian Postal Service. That way, a seller can make an informed decision. Instead, I sold an expensive item (in my eyes) to a Russian buyer who may have very well received the goods, but wants his money returned, too. Secondly, there is also possibility that some items going into Russia from the USA are not being delivered at all, but instead pilfered by the authorities. No seller, who provides documentation of shipment to a foreign country, should have their PayPal funds seized by eBay, and returned to the buyer without a proper investigation.
I have already contacted the USPS International Services, and though I took out insurance on the package, they cannot and will not open a claim on First Class Services. In short, eBay has stolen my $90.14 and the buyer is allowed to post a negative feedback even though I have proof and documentation that the package left the USA shores en route to Russia on February 25, 2013. Furthermore, Anthony at the USPS International Services told me that Russia has a problem with the timely delivery of packages, and that it realistically can take 2 to 3 months for delivery, and that the package was still in transit. So, what happens now that eBay/PayPal refunded my money to the buyer, and he then gets the package in a few weeks?

This buyer was not happy with her purchase claiming that the item (a vintage Coach purse) she received was not the item in the pictures and had damage. This item has an id# which proves that it is the exact item along with the date the pictures were taken, which was 8 days before the item was shipped to the buyer. The item was not marked a new item and was in good shape with the original duffle bag and brush cleaner. There was a no return policy. The buyer requested a full refund, and I said that I would grant her a refund minus shipping. The buyer opened a dispute claim in PayPal, and I responded that I would refund the amount of the item ($125) after I got the item returned to me in the same condition it was sent. She accepted the offer.
When I realized that the buyer was issued her money, I contacted the buyer and asked if she had shipped the item back. She said no and that she wasn’t going to until she got a full refund, including the cost to ship the item back to me. When I contacted PayPal, they said the case had been closed because the seller accepted the $125. When I had responded to the dispute and offered her the $125, I guess I didn't click on "when the item is returned" button (which I didn’t see), but wrote it in the notes when making the offer. This was my first time having to deal with a dispute and even though I wrote the terms in the notes, they still closed the case. So now, the buyer has my money and the purse and is threatening me that if I don’t issue her a full refund and the cost to ship it back, she will donate it to goodwill and send me the receipt.
I offered to give her the full refund and pay for the shipping back, but she wants the money upfront before she returns the purse. I’m scared to issue this lady any more money before I receive my purse because she may not return it or may have damaged it. I am sick to my stomach that people like this are out there. Any advice?

I've been a member since 2002 and I have never had any complaint either buying or selling; eBay and PayPal made a lot of money from me over those years. I had listed a shirt for sale. I sold 3 of the same shirts, all in used condition with the exact description and even checked the No Returns Accepted before listing. The buyer who lives in New York by the name Bruce ** that goes by the name on eBay of ** made two bids over a lot of bidders and he did not even take the time to read the description and my selling terms and condition. When he received the shirt, he was not happy. He started making up lies in every message on eBay. First, he told me it stank of smoke, then it was damaged then the description was not true.
First of all, I am a polite guy but I know when to talk back when it's time. I told him in a few messages that he should learn to read English or read the description before bidding but what I think is that he could not resell it or he found a better deal. This was a $360 shirt with a retail value of $2000 when it was new and, normally, I told him that no one smokes in my closet and that it is not damaged as I sold 3 of the same shirts and all were happy except this ** who then contacted PayPal to make a complaint.
Now what irritates me is that he is a new buyer with 50 feedback and I am a seller with 600 feedback and still PayPal blocked my money which made my business stop for a month and paid him the $360 and I could not continue trading on eBay as my funds wore blocked. I called eBay which is normal since the trade was on eBay, not PayPal. eBay told me that I needed to call PayPal and talk to them and I said, "What for? I sold it on eBay, not PayPal." So after that, I called PayPal to ask on what basis did they give the right to the buyer and told them, "Did they even read my description and terms and conditions on the item page?"
I talked to a lady named Jenny for 30 minutes. I am sorry that I did not record the conversation as during that time, neither once did she provide me with an answer. She just said that they still see a value in the item and that it can be sold again. I said, "Tell that to the buyer so that he can sell it if he is not happy with it!" I also told them to look at the listing messages between me and him, description and high resolution pictures so that they can see as any 10-year-old kid would see that he was making up lies in every message but no, they said that they can't look at the messages in eBay.
I then said, "So on what basis do you judge who is right and who is wrong?" PayPal did not wait for me to get the shirt to pay back the buyer. They just looked it up and had seen that tracking number and gave him the money. I said, "Who is going to protect me as a seller now? What if I do not get the shirt that was sold or if it was damaged on purpose by him?" I've seen that there was no justice and told the ** to send it from where it was sent because I am in Europe and that there is nobody in Canada at my home and he sent it anyway to Canada which led to getting the shirt back as no one was there to sign for it. But I clearly told him that he has the address from Europe and I wrote it again in the message.
I then contacted PayPal again and as normally there was another person working who did not have any clue and is not meant to work there put me on the line with a supervisor by the name of Denis who did not want to give me his last name but gave me an ID number **. This guy was so impolite that I think he was chatting or watching something during the conversation that he did not show any interest in helping or doing anything about the case. I told him, "What happens now as the buyer got the money and the shirt?"
Who is going to protect me as a 10-year seller on eBay and PayPal from which they made over a few thousand dollars and is 100% positive seller? I also asked, "Why do I put a description on eBay at the first place when cons like Bruce ** can get to win a case which was in every way exact from the description to the pictures and item?" I also asked why there is a No Returns Accepted option on the listing page when no one respects that. Why do I then even bother to do that?
Denis told me that he will send a message to Bruce ** to send the shirt which I have not gotten at all. I think that eBay would be a better trading place without PayPal and I hope they close the company as they are there just to steal money. They do not protect anything and I think it was eBay's job to read and look and make the final decision, not PayPal who does not even have the access to your eBay account! People should start to sue them. I am serious. Instead of writing these kind of messages, more people should have them sued in court as this is a company that has a license to steal your money and is not doing what it is registered for doing!
I can see that I will not be getting anything back. The shirt was $360, not $36 but the most that I am furious is that my funds were blocked for more than a month. I can wait to file a lawsuit against PayPal for doing such a terrific job and Bruce ** from New York if I do not get my shirt back. People, just be careful as there are many cons in mind and mentally ill people and it's not about the item if it is not too expensive. It is about that which you will have an unnecessary problem. Your business will stop and a company like PayPal will block. They do not think twice or have experienced people who can see the real side of the story even with all possible evidence! Both will get what's coming to them in a short time ...

I sold a beautiful 1880 post civil war sword. When the buyer received it, he was unhappy with it. When I didn't respond to his email fast enough, he opened a dispute with PayPal. PayPal told the buyer a refund would be issued when he could provide a tracking number and could verify that the item was returned in the original condition as received. The buyer then gives a fake tracking number. PayPal didn't investigate it and issued a refund. I contacted PayPal immediately and told them the tracking number was not valid and if they would do their job, they would know this. My case was reopened because they said I appealed it. No, I didn't appeal it. I was pointing out the error they made - a huge error that cost me! They were wrong to begin with.
So without doing a thing differently, they awarded the buyer and closed the case! What! How can they favor the buyer when the tracking number he gave is fake and I never received my item? My money is frozen and no one at PayPal understands what I'm saying! I am so frustrated. PayPal has a bunch of idiots working there. Every time I contact PayPal, I find myself going around in circles. It's ridiculous. Now I'm out the item and my money! I'm going to pursue this with the attorney general's office. I am a victim twice!

I will never use PayPal’s service again. Their representatives are rude and were no help in my situation. I purchased an ebook through A King Production (which I also wouldn’t recommend) and when they did not send me the book, PayPal would not stop the payment. They are playing the middleman for companies they know aren't sending products to customers. I will never use another PayPal system in my life!

Paypal awarded $440.99 to Jose **, who defrauded me on webstore.com. Jose bought the laptop from me then reverses the charge as soon as it gets to his doorstep. I provided tracking information to PayPal and attempted to contact Jose several times, but he is actively ignoring me while enjoying the free laptop he was granted at my expense. I contacted DE State Police and filed charges. Harmon told me to file a lawsuit against PayPal should I not receive my funds. I also faxed a police report to Hartford, CT State Police where Jose resides in hopes of an arrest. Webstore booted Jose from the site since he has scammed other sellers.

My account became limited. I handled all of the information that I needed to get the account back on track and the appeal was denied for some reason. Now I have no access at all to my funds on PayPal. I have tried to contact PayPal through phone and email to no avail. After doing some research, I found that the company has been sued with a class-action suit. They also have several inconsistencies.

Paypal cannot be trusted and they closed the case. On the 12th day, they wrote the buyer and asked for more. Paypal violates their own rules and policies to allow the buyers to abuse the sellers. You are not allowed to file a dispute with Paypal after 45 days of payment. Paypal allowed a buyer to open a dispute against me for an item not as described after 48 days of payment. After the buyer damaged the item that was purchased, he now wants all the money back. Paypal told the buyer to have the item delivered to me in its original condition within 10 days or the money would be returned to me (over $500). On the 11th day, I called Paypal and they put the money back into my account information and reopened the case again.
Paypal has gone out of their way to violate their own rules and allow this buyer to abuse me. They have breached their contract with me and facilitated this fraud by the buyer. Paypal cannot be trusted with your money whatsoever. It feels like I have been lied to and financially, I have not been able to feed my rescue horses in a week, because I had to turn down a delivery of hay when they stole the $500 out of my account. I had to pay for two saddles and have them delivered to this buyer, which I paid the shipping for, as well. I am out the money and have no saddles returned as of yet in new condition as was shipped. How can Paypal violate their own rules and policies and still be allowed to do business? Paypal has violated 2 rules here on one buyer. These rules are supposed to protect the seller from abuse. There is no seller protection here whatsoever.

I have been with PayPal for at least 10 years and have heard all the horror stories. My user rating was 98% with occasional gripes by people who never read the seller description and shipping costs. Some, once corrected, wanted to remove their mistaken negative but eBay had a "rule" that they cannot do so (hence eBay perpetrates fraud in having potential customers believing the feedback is accurate).
Two days ago, without notifying me, PayPal and eBay froze my respective accounts, according to a taped conversation, for "fraudulent activity," despite the fact that not one person made any complaint whatsoever regarding dissatisfaction with the items purchased, nor had eBay inspected any of the merchandise sold to make that determination (I am a reporter/photographer who gets these items directly from the manufacturer at press events). Upon calling PayPal, the person I spoke with was very harsh. He said, "We no longer wish to do business with you because of proprietary information regarding fraudulent activity." He also said that my "money will be held indefinitely just in case there are any complaints." He also said that I may not ever get my $4,000; that it was to "be determined."
PayPal/eBay is guilty of fraud, libel, robbery and defamation of character in shutting down my business and placing my badly needed money on indefinite hold. This situation is systemic and PayPal profits greatly with all the people they do this to. Something needs to be done now, before more people are screwed over!

I bought a telescopic ladder for $107 from PlowLive, a company in China. After some delay, it arrived but was badly damaged. I complained to eBay; the seller responded and, after I sent photos, they offered to replace it if I sent more money for more postage. On eBay's advice, I refused and the seller then offered $35 compensation. I thought this inadequate, asked for a new ladder and, again on eBay's advice escalated to PayPal. The seller then said they were out of stock and offered $60, to which I agreed, but they then refused to confirm this with PayPal. So I escalated further with PayPal for a full refund, who responded weeks later that this could only be done if I shipped the damaged ladder back to China at my expense. The freight on that would be more than the ladder was worth in the first place.
So I gave both PlowLive negative feedback on the PayPal site. The seller then said they would provide a full refund if I withdrew my negative feedback. I said I would as soon as I had confirmation from PayPal that my funds would be returned via them. Weeks later, neither PlowlLive nor PayPal has done anything to act on this matter, despite an endless round of emails from a seemingly bottomless pit of different people from both entities that have clearly made no effort whatsoever to follow the email trail.
So I'm left with a useless ladder, I'm out of pocket over $100, and the seller (PlowLive), eBay and PayPal couldn't give a damn. So be warned and be aware that all the transaction protection promises on eBay and PayPal will not help when it comes to the crunch and never trust an email from PlowLive.

We sold an item on eBay and the seller wasn't happy, so we asked that the item be shipped back for a full refund. The item was never shipped back and the seller did a charge back. eBay verified that the item was not shipped back, yet PayPal sent us to collections. It's been going on for over a year, which is ridiculous. How do they get away with this type of action? Don't use PayPal!

The seller shipped the wrong model. I returned it and then the seller shipped a very used, correct model. eBay refused to do anything about it. Finally between my credit card company, PayPal and the seller, I was made whole of whole refund and return shipping costs I incurred. Kudos to those, but eBay refused to satisfy my claim. I'll never do business with eBay again after using them to satisfaction several times. Their guarantee is a bunch of useless words. Always have your credit card company between you and eBay.

I recently sold a mower on Gumtree, but PayPal asked me to transfer funds overseas via Western Union so then I will get mine. But they asked me to send more funds, and I said no. Now I don't have my funds back with what I sent. What do I do now?

Recently, I was the victim of fraud through eBay and PayPal. I was selling a MacBook Pro on eBay and faithfully required PayPal be used by buyers to make the purchase since I have always believed that PayPal was a trusted and secure method of payment I could rely on. However, after selling the computer and shipping it after payment had been received in my account, a reversal occurred on the payment. Apparently the real user's PayPal and eBay accounts had been compromised and someone used the accounts to effectively steal my computer. I provided shipping information to PayPal as proof of my good faith to ship the item upon request and was told by a representative on December 7th that I need not worry; I had done my part, now PayPal just needed to complete the investigation and the funds would be back in my account in a short period of time.
PayPal opened a case and had it under review from December 7th to December 20th. On December 20th, I received a notification that the case had been resolved. Unfortunately, the funds were completely reversed back and I was not reimbursed. I called Customer Service and was told that while I was in an "unfortunate situation" and had been "a victim of fraudulent activity," there was nothing that could be done because the package had been shipped to an address not on the transaction page in PayPal. The process of sale had been so confusing and convoluted due to the numerous spoofed emails and communications from the "buyer" I hadn't even realized I did not use the address that was actually listed on the seller's account.
I was shocked given what I had been told previously, and given the fact that I provided proof from eBay that I had been a victim of a fraudulent transaction, including "spoofed" emails from the buyer. But this was apparently not enough, and Customer Service simply told me that despite the fact that they knew what had happened, they were not going to reimburse me.

I ordered from Toys R Us for a store pickup. It was a $108.00 order. I was supposed to be able to pick up my items in two hours. I went to Toys R Us to pick it up, and I was told that they canceled my order and to contact PayPal. I called PayPal over and over and was told they don't know what happened. There is still a hold on the $108.00, and until Toys R Us calls and tells them the order is canceled, they will not take the hold off for 30+ days. I called Toys R Us, and they said they won't call PayPal. That same day I ordered the item, I also ordered from other stores and picked up my orders - no problem. No one will help me from PayPal or Toys R Us. No one can even tell me why or what happened. But they are holding the money. I wanted to see if this was just a fluke or if there is something wrong with the way transactions are being done through them both. I ordered another item a week later and paid with my PayPal, and the same thing happened. I did like the safety of using my PayPal and not putting card numbers online. Now, I have over $120 of my children’s Christmas money being held until I have no idea when because no one can tell me anything.

After 11 years on eBay and PayPal, both selling and buying, I have had an exceptional experience that has soured me on PayPal forever. Recently, PayPal debited my checking account $550 for a "virtual product" (whatever that is) and the payment was logged to a named individual with an unverified account outside the US. In addition, my PayPal account was limited and no course I took online at PayPal could alleviate the problem. I called to see what was going on. I was told that my account had been flagged for suspected fraud and the funds, which had been debited from my account, were being held by PayPal. There was therefore no need to worry since the fraudulent person had actually received no funds to date.
After all the hoops PayPal provided were jumped through, I was assured my money would be returned to my account after the investigation in 5-7 days. Ten days later, I called again and was informed that the investigation was continuing and the original employee who suggested the 5-7 days time frame was wrong, and the actual waiting period was 10-14 working days (2-3 weeks). I was then told by the PayPal rep that the problem was my fault. He contended that the only way this could have happened was that I gave out my password or my computer was hacked.
Dubious, I informed the rep that no one was given my password. No one else uses my computer and I used repetitive security measures in addition to a private government issued security program good enough for the USDOD - no history of malware etc. I was then told I could have been hacked at a public Wi-Fi location (my only computer is a PC, which would be extremely inconvenient to transport to a coffee house or restarant. I own no devices nor laptop). Eventually, my funds were returned but now I have another problem. PayPal will not let me close my account! Why would they want me as a customer? Bad advertisement is the most expensive advertisement a business can have!

In 2009, PayPal issued a credit card to someone using my name but living in a different state, then billed me for charges. I reported this identity theft with the police and informed PayPal. PayPal agreed it was a fraud case and I was not responsible. PayPal then closed my online account, which had no connection to the fraud case, and ended our relationship. Four years later, I was trying to purchase gifts online for the holiday season. I used my credit cards to make purchases. One of the websites I tried to buy a gift certificate from uses PayPal to handle purchases. I was not logging into the site with a PayPal ID. I was making the purchase with a credit card. After filing in the billing information - (Name, Billing Address, Credit Card #), the purchase was refused. A header says that "credit card is not allowed to make this purchase. Please use a different card."
This was the response to both of my credit cards. I have confirmed with the credit companies that the card accounts are in good standing. This has been the issue for years. PayPal blocks all purchases I try to make. I was the victim of identity theft at the hands of PayPal and after 4 years, this company still punishes me for their mistake. I gave up all use of eBay, but outside of the eBay site, PayPal is still blocking my purchases. This is only a problem when I buy from sites that PaypPal handles the billing. If the site offered alternate paying, I would choose them. In many cases, PayPal is the only option.

I purchased an item on Ebay and paid through PayPal. I received an email from the seller and learned the item was misrepresented. I cancelled payment through PayPal before it was taken out of my account. After I cancelled the transaction, PayPal took the money out of my checking account. When I called them today (11/29/2012), they told me PayPal would hold the fund for up to a week before they return them to my checking account. This is dishonest and allows PayPal the use of my money for a full week. I need my money but they have it!

I have been recently a victim of a scam. I've sent a payment via PayPal for a wristwatch for almost $450 and the seller immediately refunded claiming he cannot access the funds and instructed me to send it again as personal payment. I had no idea what that means exactly. English is not my first language and also PayPal does not give you any warnings at all when you send such a payment about the fact that that money can never be recovered. Even though I wrote in the details of the payment what it was for, exact details mentioning I am resending the payment for that watch, PayPal has refused to do anything and this after many, many messages and phone calls, most of which have been templates sent by them without even reading my complaint! Although presented with all the evidence, PayPal has just blatantly told me they will not further investigate this. The same seller/scammer had many other online advertisements so most likely other people have been going through the same thing, with PayPal's knowledge, so I guess it's fair to say they are giving the scammers a powerful and easy tool to use.

I tried to transfer money to my wife, no purchase or anything. I just needed to transfer some money from my bank account into her bank account. Sounds simple right? Not so much. PayPal took the money from my bank account immediately and has been sitting on it ever since, citing some "mandate from the Federal Reserve" to hold the money. I will never use PayPal again, and neither should you.

I was told by PayPal that I would get a refund if I sent the package back to the seller. I did. The last US Postal remark was that they attempted delivery. PayPal says that was not good enough. I do not know where the package is (somewhere in China). I have no clothes, no refund. Do not count on PayPal.

I have reported conspiracy to commit fraud and fraud. I purchased a camera on eBay which was advertised for $119.00 and on sale by 1SaleADay PayPal. I made the purchase through eBay via PayPal and later found PayPal took $448.24 from my Bank account. The only way I found out about the fraud was by checking my checking account and there it was - $448.24 withdrawn from my account via PayPal for 1SaleADay. A telephone number was also supplied on my bank account. When I called the number, here is what I got: "Our system is currently down."
Seven more calls, one of which was by my bank, revealed the same message. I'm a retired law enforcement detective, so I initiated fraud charges which will be investigated. I called PayPal, and my wife and I spoke with three different women who could not speak English well. All three were very arrogant, spoke over us and said, "We will not release your other funds from items I had sold on eBay.” The consequences are I'm out $448.24 for now and PayPal is holding almost $600.00 of our money for no reason other than what the three women said. We will hold your money if we want to. I intend to file a lawsuit, contact The NC Attorney General Consumer's protection Office, the Better Business Bureau and contacting the public. My bank is assisting us for now.

I bought an emergency battery from an eBay seller **. The item appeared to be defective as it would not charge both of my phones. I told the seller, he agreed to refund if I ship it back. I asked the seller which shipping method to use. The seller chose the cheapest method, with no tracking number. I trusted the seller and shipped the item, sent the Canada post receipt to the seller and no response. I tried to dispute with PayPal. Since it has no tracking number, PayPal won't support. The seller sends an email stating I have no tracking number, PayPal won't stand on my side. The seller clearly knows without tracking number, I am not going to get a refund. At the same time, he received the item I sent back. Very dishonest seller.

PayPal had started holding my funds about a year ago or so. I got in a pretty good bind there for a bit. They wanted 10% of everything I had sold and I told them, no way. They then started to take 5%. Just about before I had to close the doors on this baseball/softball business of mine, I contacted them and they released a few thousand dollars so I could pay Ebay fees. Well now the account is built back up to $5000 or just over, and it’s been since July since they did a "big" release of funds. I requested to get the funds released today with no help. Paypal told me I could not have an account review until Feb of 2013. I am not able to pay rent, buy merchandise, or put food in the fridge because of their "business" practice.

I will blog all over the internet that if you link your bank account to your PayPal account, you will get screwed for eight to ten days before you can get a refund from a PayPal purchase. This is the lousiest customer service concept I have ever heard of. I accidentally made a purchase on a website when I tried to get a total for a transaction and instead, it completed the sale. I immediately tried to cancel the sale using the merchant cancel prompts on their site. The cancel links did not work. So I immediately contacted PayPal and requested a refund. They were actually very efficient and got me my refund on the same day.
Now here is the problem. The next day, they took the funds out of my account anyway. Not only did they remove the funds but, when I called, I found out they weren't even in my PayPal account either. According to the PayPal supervisor representative I talked to, not only is it going to take three to five days to even be seen in my account, it would be another three to five days for the money to be transferred back in my account. So basically, by accidentally making a purchase, I lost my funds for up to ten days. That is unacceptable. There is no reason for it to take nearly a third of month to receive a refund that was actually issued on the same day as the initiating transaction.
To add insult to injury, when I asked the supervisor on PayPal if she was going to pass my complaint onto someone who may be able to do something about it, she replied "No." Should any customer of any business have to go through this type of hell in order to do business? Does it seem right that a company can hold your money for up ten days? Does that sound right to you? Personally, I don't believe the funds should have been removed from my account in the first place. The transaction was ended on the same day it was processed. That is lousy customer service and should scare anyone from linking their account to their PayPal account at all.

I recently signed back up with PayPal after a 2-year off period. I collected payment for a digitally delivered animation. And despite numerous attempts to contact PayPal to prove that not only has the client received the product but it has been actively in use on their website, I cannot get a single response from anyone there. It's obvious what is going on here. PayPal is sitting on the money to collect the interest. In the meantime, I have a girlfriend with multiple sclerosis who is having to reschedule important doctor visits while we wait for PayPal to feel they have profited enough from me first to release my money. So just beware if you choose to collect payment this way. If you live on a tight budget like we do, don't plan on being able to use your money for almost a month.

I have a PayPal account along with millions all over the world. When the Bill Me Later account is set up, there is an automatic default that switches all your purchases to the Bill Me Later charge account. An email will be sent to your email that the payment for the item has been sent from your PayPal account. In reality, your payment has been charged to revolving credit card services account of monthly installment fees and interest generated from Bill Me Later. After the first purchase, Bill Me Later changes the amount of the purchase that qualifies for the Bill Me Later benefits much much higher. You will be defrauded out late fees and interest after the initial 30 days immediately after the purchase is completed.

I do not know if everyone thinks this is okay. I have been doing business between PayPal and eBay (same owners) for 10+ years. I have sold a few items on eBay and when paid by PayPal, they always hold the money for 21 days, then it takes another week to get to my bank. Does anyone else have issues like this with PayPal being so greedy? I have over 375 deals done on eBay by the way.

I have a separate bank account and it is listed on my PayPal. My husband and I have a joint savings account we use for vacations and emergencies. I purchased an item this week. The transaction went through and I didn't think anything about it. When my husband checked the savings, we found out they took the money out of that account. I don't even know how they got that account number since I don't even know it. I checked the details on the transaction and they say they took the money out of the account that is my separate account. Since I've never used that account with my PayPal, I can't figure out what's going on. My husband has a PayPal account, but there would be no reason to get our accounts mixed up. They don't have any place on their site where you can cancel your account as far as I can see. I will figure out some other way to pay for anything I want because I will never ever use them again.

I had initiated fund transfer into my business PayPal account to fund server upgrades in order to expand operations and better improve our customer experience. Approximately, $5000 was the total amount. PayPal limited the account activity pending request for several information about the business. I provided all the information requested. After review, PayPal has decided to withhold $2500 for no apparent reason, claiming that transactional activity, customer disputes, type of business, credit attributes, delivery, and customer satisfaction time frames contributed to their decision. Several phone calls have fallen on deaf ears at the expense of efforts for the business to pay its bill for recent upgrades.

I am a business and list product with eBay. I am a drop shipper; I do not carry the products. eBay lists the products the buyer paid for the product. PayPal, which is associated with eBay, would not let the transaction go through. I asked them why - they say their company does not do drop shipping. I don't think all companies have their product in a store or warehouse, that they use supplier to ship products. They closed my account and they act as though I did some bad business. The company will not let me send money or receive. My first time doing business with them and this has been like a nightmare. Every time I talk to their reps, they say different things and never solving the problem. I need some help.

Let me just say, as an avid eBay user with 362 100% positive feedback but not a merchant seller; I have purchased over $5000 with items and I thought I was a valued member of PayPal. I feel that you guys have failed me. I followed the protocol, by trusting PayPal to do the switch from item not received to item not described, only to have it bite me back. I have called and was informed multiple times that there was not much more I needed to do, yet when the decision was reached (without much thought or delving into the evidence in messages, pics, etc), I was told that I should have clearly stated everything - which I wanted to do but was told that I didn't have to.
When a seller sells something mint, they should be held by it and not let them have their way. The phone I received had scuffs, numerous scratches, and the home button unresponsive. Just telling me that cosmetic does not follow under "item not as described" and only functionality when used is ridiculous. So many people can get away with this. As the medium for transactions (PayPal and eBay), I now question the integrity of mainstreaming your claims and appeals. There are so many inconsistencies with what you guys say and do. You should mention from the beginning that functionality is the only thing covered in item not as described when used.
It is just an enigma for me, with a 100% feedback of over 362 transactions, would lose to someone who can't even form proper sentences (13 with negative feedbacks). PayPal needs to read the messages and see clearly what happened. Unbelievable. Maybe, PayPal needs to realize the issue with its current policies in "item not as described." Tell them clearly that when an item is used, filing a claim under this title only covers functionality and cosmetic. This is completely unacceptable and I feel like veteran users like me can see the susceptibility of this loophole, i.e. even though I won't, I can simply state everything as used but mint, knowing that if any buyer ever opened a case, then they would lose. On 19, November 1999, I, Barry **, signed up for an account on the online auction site known as eBay (www.ebay.com) utilizing the handle (name) of **! Shortly thereafter I signed up for an account at the online banking service known as X.com at www.x.com (now known as PayPal) utilizing the email account ** and accepting the terms of service then in effect on both Sites. Since that time there have been nearly six hundred transactions with no or little problems - not a single unpaid reversal or any known reversal or fraud has occurred over that entire time. While the vast majority of that time was spent as a buyer (many transactions of which were for my employer), I recently began (April of 2012) selling surplus items on eBay’s site due in part to the following few paragraphs.
In or about the middle of March 2012, I was approached by my associate Mr. Andrew ** to see if I was interested in the disposal of a very large amount of abandoned equipment and a many varied assortment of other items that were in the way of a piece of real estate property that had recently been purchased by the proprietor that he had been employed by to remodel and rework same. The previous function of that property was as a restaurant, bar, nightclub and had been abandoned in site by the previous owners in 2011. At Mr. **’s request and direction, I began a many week clean-out of the abandoned property, equipment and material. To quote from Mr. **’s statement/affidavit (supplied on separate sheet):
“The property consisted of very numerous items of office supply, film/television production equipment, alcoholic beverages and foodstuffs, cosmetics, electronics and point-of-sale equipment in nature in addition to various other material of little or no value. The material of little or no value consisted of restaurant furniture, stuffed pillows, etc. and was disposed of via municipal waste carriers.”
On or about April 10, 2012, I began to sell some of the material and merchandise that had been acquired during the cleanout and recovery. To dispose of a portion of the material of value, it was determined that a viable venue of disposition could be the on-line auction site known as eBay. Thus, shortly thereafter I began to list various items on that site for sale. The online payment service known as PayPal was the sole payment processor. The sales continued (successfully and without a single customer complaint, I might add) until such time that PayPal, Inc. limited (suspended) my account with them, which coincidentally resulted in the suspension of my selling account at eBay and the delisting of all of my items for sale. Even though both were, and have been, supplied with all documentation, forms and statements and other proof that they have requested and even though they both are separate entities. Not!
However, it is known that PayPal, Inc. is wholly owned by eBay, Inc. Considering the fact that the two entities should have no binding relationship to each other, (one is a selling/buying site and the other is a payment service processor), is this a possible violation of the anti-trust or of the R.I.C.O. statutes of the United States? Are they conspiring to drive a monopolized business to each other?! It seems that eBay, Inc. owned Paypal and eBay and that you are guilty until and only if you are proven innocent! And only by their standards. All of this files in the face of the American way! In any event, I, Barry **, allege, state and affirm that not withstanding eBay’s actions, that PayPal, Inc. at a minimum, is in violation of the following: the California Consumers Legal Remedies Act, pursuant to California Civil Code 1782, Sections 1770 (a)(5), (7), (9), (14), (16) and (19) as described in the supplied and attached document to wit.
On or about Thursday June 21, 2012, PayPal did with malice and aforethought limit (freeze) the long-term account of Mr. Barry **, a future plaintiff in the cause of action ** vs. PayPal Asset Management, Inc. (DBA, PayPal, Inc.) in San Jose, California and the funds due him therein without good rhyme or reason. On or about 11:52 AM on Thursday, June 21, 2012, Mr. ** scheduled a transfer of funds ($1100.00 out of a balance of $1405.30), the first such attempted transfer ever to his newly added and confirmed personal bank account from PayPal to him. Literally! Twenty six minutes later, the transfer was canceled by PayPal and the account was limited/closed. The funds have since then been frozen and unavailable to him. Despite Mr. ** having supplied numerous requested documents and statements to PayPal, remedy in the form of un-limiting (that is, restoration of account status and the release of funds held in Mr. **’s account) has yet to occur.
In spite of repeated requests and demands, PayPal, Inc. has refused to supply any reason whatsoever for its capricious, malicious and damaging actions, and totally refuses to work with the consumer in an effective manner. PayPal is clearly confused and relying too much upon automated systems without human supervision or intervention! In the absence to evidence to the contrary, or proof of fraud or other disallowed actions by Mr. **, PayPal is to immediately restore the account to good standing, release and make available all funds to Mr. ** as expeditiously as possible! Said funds were duly supplied and transmitted to Mr. ** via multiple customer purchases of Mr. **’s goods for sale on the online auction site known as eBay. No customer unresolved complaints, returns, chargebacks, or any other negative activity has been noted on either the eBay or PayPal accounts! Mr. ** has been a PayPal/eBay account holder in good standing with many hundreds of successful transactions with no noted previous problems whatsoever!
While researching this issue, Mr. ** was shocked, dismayed and horrified to learn that this is not an isolated case and that this unfounded action has previously been and is continuously being perpetrated upon literally thousands (hundreds of thousands?) of California, U.S. and international consumers! This exact issue has been the subject of numerous cases of litigation, judgments, settlements and a litany of consumer complaints! A simple internet search will bring up many, many such cases and complaints. Some examples are provided in this package for your convenience. Clearly, there must be some action taken against this/these omnipotent and monstrous company(ies) with over 130 million customer accounts in order to restrain them from this outrageous, tortuous and illegal conduct! It’s simply giving California and the internet a bad name!

We are a crafts shop operating in the USA for 25 years. We ordered jewelry-making materials from China and paid them $1,151.60 through PayPal. A couple of days later, we were contacted by the company stating that we had sent the payment to the wrong email address. They refunded $1,000.00 and asked us to resend the money, which we did. We received no beads and no money back. We asked PayPal to investigate the matter, as we have an enormous amount of correspondence with the seller, including invoices and emails describing the items, packaging and delivery. PayPal told us that the seller claims to have sold us intangible goods, which are not covered by PayPal. PayPal has disregarded all proof provided by us, stating that all they needed was for the seller to say that they sold us intangible goods. The seller was not required to disclose what was sold and how it was delivered. PayPal is aiding and abetting scammers from all over the world.

I sold an item and the payment was sent to someone out of the USA! I sold a handheld calculator. The buyer paid immediately but when I went to transfer the funds from PayPal to my account, my balance was zero. Communicating with the frustrated buyer about how did he pay; it was through PayPal and he sent a copy of the transaction which showed me as the seller but the email of some unknown person with an email from Italy and a name other than mine. PayPal was quick to blame me as having a hand in the screw up. No reasoning could adjust their thinking despite having a long outstanding good record for years of good standing. The money was unrecoverable. Someone else got paid! An effort to contact this person failed due to an invalid email.

I had sold an item on eBay and the payer paid via PayPal. Okay, fine. PayPal, in all its glory, held the payment for 10 days just to get the funds to where they were available to me, piss off number one. I shipped the item when the funds were available, then PayPal pipes up with a 21-day hold on paying me but I could go to eBay or PayPal and list the shipper and it would be reduced to take 3 days. Today, I found out that they mean that I have to put it in both eBay and PayPal. So now I have to wait for another 3 days to get paid, maybe Tuesday. This is a bunch of crap.

I used PayPal to pay Nigel ** for a historical reenactment garb. The man claimed that he was delayed in shipping due to a sales event, then a sickness, and then a feigned shipping attempt where he claimed the item was mysteriously returned to him. Of course, when he refused to send me copies of any shipping documents to back the last claim, I realized I'd been cheated and felt like a fool. No problem, I thought. I called PayPal to cancel and they said, "Sorry, nothing we can do. It's been more than 30 days; take it up with your bank." Wait a minute! Where was I told 30 days? They go out of their way to advertise their supposed customer protection, but fail to let anyone know this!
My item had to be fitted to me, and then shipped from the UK; 30 days is absolutely unreasonable! If I'd known their silly and unfairly short window of coverage, I would never have paid the seller through them and would have just used a credit card. I trusted sending money through them! Of course, my bank said they couldn't help as the money was released through PayPal and told me to take it up with them. I stood to lose 125 pounds sterling (about $200). Luckily, I have friends in the reenactment community in the UK who applied social pressure and forced the thief to pay back 100 pounds (claimed he was broke and would pay the rest later, but of course, never has).

500+ positive feedback rating seller. I sold a used cell phone package on eBay worth approximately $150.00+. The buyer started asking questions after they paid and the item had been shipped out. First of all, they opened an eBay account just to purchase this item from me. After they bid on the item, they emailed me to ask how they would pay for it. So we sent an email saying they should open a PayPal account. That is the best way to pay us (It usually is). No payment for a week! EBay’s automatic system opened a non-payment dispute against the buyer. I was contacted by the buyer’s sister who said she wanted to purchase the item, how could she do it (Really)!?
Okay, so another email was sent with instructions. All emails should always be sent through eBay so they can see the conversations (PayPal can see it too). They received the item, and didn't contact me after they did. So, after a few days, I left a positive feedback. Once I did this, they sent me an email saying they were returning the phone package and wanted their money back. I said fine, send it back and I will refund you your money back minus the shipping. They opened up a claim against me because I wouldn't refund them all of their money. PayPal is still holding my money, $31.50. Seriously, this is an open and closed case. The buyer clearly doesn't have a clue about basic life and internet principles. I am horrified that PayPal is dragging this dispute through the mud. It is only $30. Could you imagine if it was a few thousand? I will continue to use PayPal for my internet selling but I have started to look into other payment options. I think I may have to block all people with 0 buying feedback.

We have been doing business flawlessly with our customer for over six months since we started accepting credit cards. Unfortunately, they said we need to hold 20% of each transaction on hold and that after 30 days, "We will review your account and return some funds to you." The problem is they want to keep the money for 120 days without paying interest. Currently, they have over 5,000 USD, and the goods have been delivered and paid. The customers are happy. But they still hold the money. I called several times and they always gave me the same old story. I opened an account with PayJunction and Bank of America, and I am currently doing business with them. I took my business elsewhere. I recommend that you take your banking elsewhere.

I use my PayPal account maybe 8 times a year, the majority for 501c donations. When I attempted to make a donation this week, I was told my account had limitations. Now understand, this account has never been used to receive any type of payment (not a merchant account), but only to make payments via my debit card or business card.
When I was told there was fraudulent, misleading activity or a negative balance, it sent me into a panic. I reviewed all the payments from 2010 which made through, and there was not one business that looked even slightly questionable, unless you consider Wal-Mart! I tried to have PayPal explain to me what was wrong with the account to no avail. I was told it was proprietary information. Well, excuse me, but I believe that my account has been compromised, since there is no way to have a negative balance when I don't receive payments. I was told there was another account tied to mine. Well, this was not authorized by me. So I feel there has been a security breach within their company.
I believe they should have to tell you exact reasons for their actions, especially if it is not on your account! I spoke with three different people today. The first one said they could see no reason and would turn the account over to fraud, but never in this event did anyone call or email me to tell me there was a problem.

I want to know if there is a certain time that businesses can make collection calls because I have a young child that they always manage to wake up by calling before 9am EST. I thought they couldn't make those kinds of calls until after 9am. If so, I want to know what kind of recourse I have. They also call every 30 minutes every day of the week, which I feel is borderline harassment.

I sold an item for $950 and the buyer deposited the full amount in my account within two days. As soon as I shipped the item, the buyer claimed he never ordered the item and refused to return it. PayPal put a hold on the $950 pending an investigation which dragged on for weeks. Even though I provided evidence that the item was delivered to the buyer, PayPal honored the buyer's claim and deducted the money from my account. To make things worse, PayPal reduced my account by an additional $50 for no reason.

I have sold an item for several hundred dollars last weekend. I was paid the day after the auction ended. PayPal put the fund on hold for 21 days. They may release them earlier if positive feedback was left by the buyer. They may release the funds 3 days after they have confirmed delivery of the item. I am a casual seller. I am not a business. I have a 100 % positive feedback rating. This is my money and PayPal has no right to put the funds on hold. This company appears to be totally out of control. If this practice isn't illegal, then it definitely should be.

I joined PayPal in Jan 2012. Since I would like to boost my sales through website online shopping, I planned to use PayPal service base on friend's recommendation. My shopping online itself was under construction. I got the first payment from an international customer who suggested to use PayPal method but when I tried to withdraw the money partially, I got notification that my account has limitations. The first requirement is only four items that must be resolved. When 90% I submitted the supporting document and I made a phone call to ASPAC PayPal service in Singapore, I got unhappy service and the rep would like to transfer the phone to China because he cannot assist me with my case. Twice he tried to connect me to review division in China but failed and I didn't have any idea on how to continue what they required.
My money from customer was there and I already delivered the items which were on their way to USA. The problem I got is they keep asking for shipment evidence when I have already provided the tracking screen shot that the goods have already moved out from the Indonesian port to USA. Also, I've provided picture of shipping doc (not clear enough since I only got 2nd page of the copy of shipment), plus other requirements. How crazy service you have in treating new customers like me. I don't even plan to put your logo on my website if I could not solve this problem within a week and I will ask my customer to request his money back from PayPal due to I could not withdraw the money and tell him to send money to me via wire instead.
I also submitted my customer's letter to explain how I sold the product. I also got rate for international calculation for the money that I withdrew back to PayPal account. I lost about $8 without any solving good method to clear the problem. Any one having similar experience as this case? Let me know how I can close this case and what should I do to contact the right person? I need to call directly to US as main office of PayPal service because ASPAC service is no good at all. I purchased an article in eBay site as usual, and paid for it with my PayPal account as usual many years ago linked to my Bank of America account for $1,000.00. PayPal drew the money from my account, but they didn’t complete the transaction because as they say in an email message, found a suspicious transaction, and should reverse the money. After all, if they say there is something wrong, I felt happy for that, but my money never came back to my account up to this minute.
After this situation, PayPal asked me to verify my transactions, email address and if all of them were in order. They asked me to change my password 2 times and told me my account is limited now. I cannot operate and even get my money back to my Bank of America account.

On 3/8/12, my Paypal account was hacked and multiple cash payments were sent to China. AT&T Universal card fraud department contacted me immediately and Paypal was called by me. They had no idea about the charges, but agreed it seemed suspicious. After 3 days, they verified I did not owe, but limited my account. I had already changed passwords, AT&T had cancelled the card and charges but PP wanted me to follow steps which meant to redo it again. On 3/16, I received a payment due from GE Capital for a PP card I had never activated. It too had been used to send cash via PP to China. Their customer service was minimal, but I was assured I could disregard the bill.
I called PP and they said they had nothing to do with the Paypal credit card, just handle it with GE Capital. Paypal made me get the card to be ''verified'' and be able to make purchases. I had had it for years, but had never activated or attempted to use it. PP has limited my account, wants me to verify my cancelled card and will not close my account until I meet their demands. I have purchased 600+ items and have had less than 6 issues with sellers. I have had very inconsistent service with Paypal's constantly changing rules. My credit score is important and their credit card company sending me 4 pages to complete and indicating failure to do so will be reported to credit bureau is unacceptable, as is Paypal's refusal to just cancel my account.

PayPal took money for a genuine sale out of my account and refused to help me recover my goods. Item was sold in January 2012 via eBay. Payment was received via PayPal from the seller. Due to unfortunate alliance between the two, they are forcing you to use them and have to mooch your money twice. Seller was forced to take the item back, threatened/harassed for bad feedback. I did report to eBay - no recourse. The buyer opened a case with eBay to return the item with lame excuses. eBay investigated the case twice and decided in my favor that the sale was genuine and the transaction was all justified; thus, case closed.
After 3 months, PayPal took money from my account via my cc and paid the buyer. I did plead for umpteen times to PayPal that eBay, after multiple deliberations on this case, decided in my favor. So, PayPal doesn’t have any right to go against eBay’s decision and rip me off the goods and my $420. I have mailed and phoned both eBay and PayPal and they are recusing themselves, telling me that they are two different companies. Despite my genuine transaction, they have to oblige the cc by raping me off my money and goods, stating that they were not supposed to take loss. So, they passed it on to me. This is preposterous. I shall sue both eBay and PayPal to force them to return my goods in original condition, revert money taken from my account and pay me for damages for my time lost and mental anguish.

I sold a new pair of hearing aids to a customer. She said they didn't work and Paypal froze my account and took the money. They also gave the customer an incorrect address to return them to. I am now without the hearing aids and the money. They refused to do anything about it. Their value is depending on where they are purchased, up to $6000.00.

Funds held, reserve, closed account, won't release statements: I own a small business and have worked very hard to make sure that it became successful. I began using PayPal for the same reason many others like me did. I thought it was convenient and beneficial to the growth of my business. Unfortunately, after several years with PayPal and having stuck with them through some of their changes, I learned through investigating my problems with PayPal, that PayPal is licensed as a money transmitter. They are not regulated the same way banks are. This makes sellers and buyers vulnerable to PayPal.
My situation is horrific! Last year, PayPal suddenly placed a reserve on my account. I was not notified of any changes applied to my account until I attempted to use my PayPal debit/credit card and it was declined. Of course, I placed a call to PayPal to ask what was going on and why, and was transferred to a person who portrayed himself as "the god of PayPal", Patrick. I have to admit that I wasn't happy to hear that my account was placed in reserve, but I never yelled and became obnoxious like I wish now I would have.
I did tell Patrick that it is illegal to make changes to a money account without proper notification and that I would be seeking advice from my attorney. The inclination that I might follow through with what I said angered Patrick in a way that I had never experienced in the professional customer service industry. Patrick began yelling at me and told me that he could terminate my account if he wanted to, he could limit it and do pretty much anything he pleased.
As I attempted to humble myself to "the god" Patrick of PayPal, he said I just placed your account in limited status. What that did was prevent me from charging any of my customers and accessing my account with full capability. Within a short period of time, for reasons that the business had no control over, I began to see a negative growing balance with charge back after charge back. Many of these charge backs were from customers that only received items/service but had done so months prior and suddenly they were all at one time complaining about service.
I knew that something was wrong. I attempted to contact PayPal several times as I watched my account spiral out of control for the first and only time ever since opening my PayPal account. No one was able to help me but Patrick and Patrick did not return any of my calls, he did not send any e-mails and he would never pick up his line when transferred. I don't even have a record of the supposed customers that filed charge backs. I have no records period.
I have been blocked from accessing any information from my account with PayPal. I used PayPal to pay bills, make purchases for the business and send money. I have a skeleton record of account activity and need to access my monthly statements from 2010 and a partial of 2011, but have been denied time after time.
I need assistance in resolving this situation. I refuse to pay any money that PayPal claims that I owe because I have no knowledge as to who, what or how that happened. My business suffered a great deal because of PayPal and their representative, Patrick, but I am happy to report that despite their attempts to cripple my business, I am still in existence.
I would like anyone who remotely considers using PayPal to look elsewhere and for those that are currently using PayPal to not make yourselves completely dependent on PayPal. Set up an account with another processor that is regulated the same way banks are. This issue is not over for me. I will pursue this until my situation has been resolved to my satisfaction and PayPal is forced to change how they do business with sellers.

For a couple of months, I haven't been using my PayPal account. I still have some money on it. I wanted to enter it to change my credit card information as my credit card was stolen. PayPal is says, "We are currently performing regular maintenance of our security measures. Your account has been randomly selected for this maintenance, and you will now be taken through a series of identity verification pages." They ask me to enter my credit card info and that is the only option to proceed. I find it very inconvenient. I have been contacting them for at least 5 times in the last 2 weeks and I still got no answer. I am very dissatisfied and angry because my PayPal account is connected to eBay and I cannot buy or sell anymore. I would be very thankful if my complaint would change something. Thank you.

I got ripped off by a buyer and PayPal. I sold a Montblanc watch to a buyer in California for a price of $4,500. The item was delivered to the buyer two days after it was shipped. A few days later, the buyer filed a complaint with PayPal saying that he never received the item. Even though I have evidence that the item was delivered with a USPS tracking number, PayPal sided with the buyer since I failed to get a signature confirmation. Basically, PayPal took the buyer's word that the item was never received over my evidence that the item was received. The bottom line is I lost $4,500 and my watch because of PayPal's unfair and, in my opinion, unlawful rules.

PayPal put my money from my customer on hold. When I called and complained, they said they would release the money and never did. I have called back 10 times and now I just get the runaround. I talk to supervisors overseas and they tell me I already got a courtesy release and they will not do anything else for me. When I ask to talk to their supervisor, I'm put on hold for 30-45 minutes then disconnected. When they told me a supervisor would call back, they never do.

Man this “reserve” & “rolling reserve” policy is really affecting my business and forces me to go out of business if I don’t seek another alternative merchant account. I run about $8,000 a week through PayPal. I have had my eBay and PayPal account for 4 years and I haven’t had any customer complain about my products and my services. I’ve always kept 100% positive feedback. About a week ago, I got the below email from PayPal Merchant Risk Mitigation Specialist by name Peggy (just Peggy no full name).
“During a recent review of your PayPal account, the determination was made to apply a reserve to the account beginning today. A collateral amount of 25% has been set aside from your current available balance. Additionally, a rolling reserve will be set at 25% of the processed amount for each day, to be held for a 180 day rolling period beginning today. The decision regarding your reserves setting was based on the review of the risk exposure inherent to your account. A risk review is the evaluation of several factors related to an account, which include, but are not limited to, transactional activity, customer disputes, and type of business, credit attributes, delivery and customer satisfaction time frames. Reserves are monies that belong to you, but are set aside to ensure your account can cover transaction liabilities. You will be notified if your reserve settings are adjusted in the future.”
It surprised a lot and I still can’t believe that they have done this to me since I’ve always had good records and never had any claims, fines or penalties. So, I called the Mitigation Specialist “Peggy” (which she reminds me of a TV commercial for Discovery Card “my name is Peggy”). She couldn’t give me any detail reasons why they put reserves on my account other than what she said on her original email. Since 25% is about twice my net profit I tried to reason with her if they could lower my rolling reserve. She was unsympathetic and insisted that she could do nothing about it but to put 25% reserve and rolling reserve. She told me that I have no choice but to accept that. I don’t even know how they come up with the amount that “I have no choice but to accept”.
On the PayPal User Agreement Section 10, under paragraph 10.5, Actions by PayPal – Reserves I couldn’t find anywhere that says any actual percentages other than “Account are held for a certain period of time, or that a certain amount of money is held in reserve” and “PayPal may change the terms of the Reserve at any time by providing you with notice of the new terms,” which I know now after they put the reserves on my account and had the account for 4 years.
If they mentioned this 25% reserve and rolling reserve for 180 days on their “User Agreement,” I would've never opened my merchant account with PayPal. I feel that PayPal has grown so greedy and they don’t care anymore about their customers. They treat us like we and our businesses have no value to them and whatever we say doesn’t matter to them.

PayPal claims that my claim for goods has not been received and exceeded the 45-day period by 2 days. PayPal's policy in this instance is 45 days— it isn't clear from what date to what date. The policy simply says that I had the right to cancel transaction within 45 days. I was scammed by a company named Amoozle (www.amoozle.com). They were selling gift cards, 2-for-one, for a very limited time. One of the pay methods was PayPal. I chose it, knowing that I could complain and ask for money back if merchandise wasn't as described/expected. After waiting a while and after 3 emails to the company, the emails came back a few days after I sent them. Then I contacted PayPal.
PayPal almost immediately “resolved” my claim. They said it’s too late and the 45-day grace period was over—no money's due! PayPal does not immediately pay vendor immediately after an order is made through their system, so it seems to me that there's enough time to PayPal to check out who were dealing with. I guess anyone can sign up with PayPal regardless of what's being sold. Also, there's doesn't seem to be a procedure to appeal their decision, so what to do with such situation?

I sold a $400 Monster Voltage Stabilizer in Jan 2012 where the item was shipped with USPS. The item sustained minor damage while in transit and buyer wanted credit (which I agreed to once I received the pics). I asked the buyer to send pics evidencing damage, which he did about 7 days later and then in between those 7 days, he decided to file a claim with Paypal and his credit card company on the basis that he did not receive the item. I provided the tracking number, which clearly reflected that the item was delivered and the buyer retracted his claim acknowledging the receipt of the item in multiple emails through eBay Messaging.
Paypal then closed the case ruling in the buyer's favor and disqualifying me for seller protection on the basis that the item was delivered without obtaining a required signature. I spoke with Paypal numerous times that I have emails from buyer, stating he has my item and even paperwork from the buyer's credit card company, that they sent the money back to Paypal in Feb 2012, but they refused to release my funds on the basis that they don't have my money and by law, they have to wait out 71 days before they can clear the charge back claim. Nearly 60 days later, funds are still missing and I have reps named Steve, Bob, and Anna from India telling me that I now have to wait 81 days.

PayPal has implemented a new "program" whereby they hold all sellers' funds for 21 days or longer. They indicate they will release the funds earlier under the following conditions:
1. The item is shipped with a tracking number and 3 days elapses from delivery with no buyer complaint or refund. Issue: some items ship first class mail inexpensively. To ship with a tracking number requires a more expensive shipping method which I either have to eat or pass on to buyers who are then more reluctant to bid due to shipping costs.
There are times that a buyer has paid for an item with shipping and after preparing the package, I am able to ship at a lower cost. If I refund my buyer the difference, it counts as a refund and PayPal considers it a problem and determines that a 30 day hold will be required on all items sold regardless of the fact that I was actually doing a good thing and received positive feedback.
2. The buyer posts positive feedback (Note: I have received 100% positive feedback). Issue: Some buyers do not post feedback. Some buyers will post negative feedback before giving the seller a chance to rectify what may be a very simple issue or misunderstanding which the seller can easily and very willingly fix. Despite the honest seller who did not intentionally do anything wrong making good on the issue, some buyers will not update the feedback to positive, and even if they do, the negative has been logged and the hold policy put in place.
3. The seller receives all five on the detailed ratings. Issue: Some buyers think they are doing a good thing by giving ratings at just above average. Some do not believe in perfection and won't give it. Some buyers never indicate they were less than completely satisfied to allow the seller to improve their experience. Some buyers will give a low rating on shipping time when they were aware of the average shipping time of the carrier, even though the seller may have sent the package out as soon as payment was received.
Additionally the new policy states that funds to pay for shipping purchased through eBay/PayPal will be released. What I soon discovered is that first, you must pay for it yourself and then they will release an amount equal to what is used. This then requires the transfer of released funds to your checking account to reimburse for shipping. This process of transfer takes about 3-4 days. For the "Power Seller" with plenty of funds, this may not be an issue but for the average Joe or Jane, I'm selling because I need the money and the shipping was expected to come from the sale proceeds.
I am unclear as to how, with 111 feedback and a 100% positive rating, I find my funds held. How much better must I be in order to remove these holds? In short, PayPal's process for determining hold times is based on factors sometimes completely out of the seller’s control, and completely arbitrary factors. As a money transmitter, they are holding my funds. If this were a bank, I would simply change banks. This is, however, PayPal a service which eBay sets up in many ways to be the only viable payment method. They do say we can use certain other methods, but those methods require a seller to purchase a "merchant account". The cost of this is prohibitive for those sellers such as me who are not truly merchants per se.

I recently made an online purchase paying with my PayPal account. The transaction went wrong since I receive an open package due to a neglected box not property sealed! I opened a claim, confident they will rule in favor since I had all the evidence in my favor: the box, the report from the police and the post office describing how improperly the box was sealed. To my surprise, they closed the claim and stated they did not receive my fax within the time frame. I sent the fax and several emails communicating the status of every move!
According to PayPal, they did not receive my fax and other emails. I want people to know my experience. I will pursue this matter deeply in small claims court and any other protection agency available in my state. Do not be taken by PayPal! They side with whoever they make more money off—a business decision, more than a moral decision. I use to pay thousands of dollars using this service. Not anymore! And I'm not losing over $500 in this transaction! I will fight back and eventually they will fall, not but my hand but with all our voices being heard together!

I sold a widget on eBay, transaction date was March 11, 2012. This wasn't my first sale on eBay, I have 100% positive feedback and no chargebacks. Anyway, PayPal froze my money for 21 days according to their reply to my complaint. I emailed their support and received a standard email that listed all possible reasons for holding my money, none of which applied to me. I will check with them after the 21 days, but don't have high hopes. This is ridiculous.

Money is put on hold for 21 days unless positive feedback is received and/or delivery confirmed. I met both requirements on March 15th, but my money was not released a day later on March 16th. I called customer service and they released the money immediately. It should have been done the day before. They also put shipping fee part on hold, which makes it impossible to ship an item to buyer unless I pay from out of pocket. Is it even legal?

The tracking says it was delivered but I didn't get my item. Then I opened a case with PayPal. PayPal said since the item was delivered, they can't help me and they closed the case. Then I contacted with eBay. They said since you open a case with PayPal, we can't help you; but if you get a police report, we could give you money back. Then I got a police report after waiting there for 4 hours. After that when I called back eBay, they said that they can't do anything for that. Then I appeal, but PayPal again closed the case and said nothing they could do, end of the story. End result: I lose $148. After going through so much hassle, I closed my account with eBay and PayPal and decided not to buy a single item with them.

I ordered a solar cover for a Kindle eBook reader. It did not fit my Kindle. I paid for the cover with my Visa card. I sent the cover back and Mars Trading Company sent my refund to PayPal. I do not have an account with PayPal. Why would Mars Trading Company do that? I have not been contacted by PayPal about my refund of $79.99. I do not want PayPal to keep my $79.99.

I paid Desiree ** owner and seller of Voluptuous You Fashions online women's store for five outfits totaling $269.95 and she still have not sent my items. I opened a dispute with PayPal and they immediately closed it siding with the seller. I am very dissatisfied with Desiree ** as well as PayPal. PayPal should do all they can to help buyers get their money back from these unscrupulous sellers. I and others work too hard for what little monies we have to spend on discretionary items to let crooked sellers get away with taking it from us without delivering the goods that we paid for. I have made repeated attempts to contact Desiree ** who is located in North Lauderdale, Florida via phone and email to no avail. I received a letter from a collection agency, Firstsource Advantage, LLC, on February 29, 2012. The letter alleged that I owed $87.17 for "PayPal LOC" and that the creditor was GE Capital Retail Bank. My PayPal balance has shown zero for months--even years--as I made purchases only with direct debits from my bank account. I spent five hours on the phone on March 1, 2012 with PayPal and GE Credit reps; and nobody was empowered to do anything for me. I was told the matter would be referred to an investigation but that they were "powerless" to stop the collection agency from contacting me.
I sent the collection agency a "cease and desist" notice, but I have researched the agency and they seem to have little regard for the law. I feel that I have been treated unfairly and that fraud is involved. Why would my PayPal balance be zero, and why would PayPal have continued to be available to me if I had an unsatisfied debt to PayPal?
This whole situation stinks. Since both PayPal and GE Capital are ponderous bureaucracies whose employees are not empowered to help anyone, I cancelled both my PayPal and my eBay accounts. I want nothing more to do with PayPal, GE Credit, or their stupid and rude collection agency, which would not provide me with any details or verification whatsoever.

I purchased an online title search from a company called Investors Title Search. This man's web says that he does an in-depth title search. I discussed at length through emails the things that would be exposed in the title report. The man that did a search of public records that are online that anyone can access and printed a few documents off and emailed them to me and called it a title search. I have had title searches before and this is not a title search. The title search does not say anything about who has an interest in what or explain the releases or anything of importance. He even had the audacity to say that the public records have a mistake. This is a sham product and I want my money back. The transaction number is **, it’s dated 2-24-2012, and is in the amount of $69.00.

I sold an item and the auction ended 2/13/12. I shipped the item on 2/14/12. The buyer posted positive feedback on 2/16/12, no problem whatsoever. PayPal is withholding my money for up to 21 days because of some new policy. I looked for the policy on eBay to see what’s going on. I did not see it on eBay anywhere. I looked on PayPal and found it hidden under the policy section (fine print). I emailed PayPal asking what was going on, this is not right. They said in a robotic type statement it’s a policy and you have to sell over $250 in 90 days to get out of it. I told them I didn't see anything on eBay because I would not have posted the auction. I told them that they tricked me. How do you put a policy on the back end of the transaction? You don't go to PayPal until the auction is over to learn they are holding the money. I also asked how they, PayPal, took their end of the transaction when the transaction was not yet completed. eBay was sending me invoices for the auction, but I still have not been paid. I emailed PayPal 3 times until they just would not answer anything back.
I called eBay customer service, and they rudely hung up on me the first time. I called back and received the same ‘they don't care and there is nothing you can do about it’ attitude. I told them their policy might not be legal. I then told them how I thought they tricked/trapped me by not posting the policy on eBay and billing me (taking money) for services not rendered. I asked to talk to the manager to tell everyone I can about the problem. She said she cannot get the money faster and I will be waiting till the 24th, or so. Well, today is the 25th and I still have not received payment for the item. I did not at any time resort to cussing, insulting, or not trying to resolve this in a civil manner. I did try to gain some kind of sense of why they are doing this. Do they not want people to sell on eBay anymore? PayPal took a good smooth 3-day transaction and made it absolute nonsense. I have 72 100% feedback. The only thing I could come up with is they are trying to make interest on the money. In conclusion, today is 2/25/12, I still have not received any payment from the sale. I did just send in another email to PayPal asking what I had to do. Thanks for reading, everyone.

Even though the item was delivered, eBay is using their subsidiary, PayPal, to withhold my funds which do not belong to them. Also, during the time the funds are being held, they do in fact take their own fees out of the withheld funds. I did not sign up for any type of escrow yet they are forcing an escrow type funding upon me.

My wife opened a new PayPal account to transfer money to our bank account in Mexico and they block her account. Then she calls an asked why. They said that she needs to provide some information and a phone number, but my mom doesn't have phone number in Mexico. Then she tried to send the money back to me as a refund and they limited the account. Now, they limited my account and they are asking us for IDs and proof that we are who we are or they will hold the money for 180 days.
Anyway, I called them and even though I provided them with my information over the phone, they still want me to send my picture ID and other personal information. Who are these people and what can I do to close the PayPal account and get my money back? I need an advice.

I sold an item back in October and received the payment through PayPal. I shipped it promptly (have the receipt). 3 months later, I was informed there was a chargeback because the buyer's card was overcharged. So? I received the correct amount and she has received the item. Actually, she emailed me saying she was also charged the correct amount. If there was no problem from my end or the buyer's end, this is obviously a scam by PayPal who is now charging me for an item I sold! When you call them they only say it's already been disputed and the credit card won, even though I proved everything in my end. They make you feel helpless and threaten to send you to a collector even though you were the seller! There must be a way or a class action lawsuit going on to make justice.

I sold my laptop on eBay, which I wont use eBay ever again. They charged me $55 to list my item, so I'm done with eBay as well. Then the buyer sent funds to Paypal, who charged me $18.00 to transfer my funds, and they were paid. But they told me I cannot have the funds for 21 days, so it cost me $75.00 to sell my laptop, and I didn't get my money for almost a month. How is this legal? The answer is, it isn't.
But justice comes at a cost and it's for those who can afford it. I cannot! So, I'm finished with Paypal now as well. I have been a customer with both for over 15 years , but I don't do business with criminals.

How can the Government not get actively involved. This is Fraud on a major scale, PayPal is a payment processing service. That's it, it's even listed on their Business registration, holding money for 180 Days, what? PayPal is not moral or ethical and needs to be brought before an ethics committee to decide whether they will be allowed to continue in business, they are not making money off the interest, they are using your money to expand their business model, since when does any "Payment Processing Service" hold anyone's money let alone for 180 days. Not even for 10 days, the attorney general needs to be notified of what's going on here.
Here's another solution? Don't ship until you've been paid, that means your funds have been released to you. PayPal can not afford to have that happen, if you walked into a store and bought something and the CC company told the store "We will release funds to you in 21 days" how long do you think that store would accept that CC "Don't ship until you have tour money. PayPal is a scam of huge proportions.

After having already closed my girlfriend's account and making us wait 180 days to claim our $1600.00 because we live together and obviously that justifies their claim of linked accounts.(Couples can't have PayPal.), I filed a complaint with the Better Business Bureau due to their gross mistreatment involving a dispute I filed on a seller who sent me a damaged good. After siding with me, eBay closed my case and then didn't return my funds.
On the 11th of February, I received a response from PayPal's corporate office in regards to my complaint with the BBB. It was false and incomplete. 30 minutes later, I received 2 emails saying my account was limited until I provide needed info. Needed info? I'm a preferred member who has done business with them for years. They wanted to know what I was purchasing and from whom.
I provided them the info and replied back to their corporate office demanding an explanation! I even threatened to sue for punitive damages. 15 minutes later, I received an email stating I was a risk and we must part ways, which we would do in a manner that would not be harmful to any business I was conducting. They stole my money, saying Id get it back after 180 days or I could refund it. So should I let them have 180 days of interest-free money that belongs to me? No! I refunded it and apologized to my buyers. I also removed PayPal from my website. But now, I'm stuck with buyers who can't receive their items because I can't pay suppliers who reside in China when all they accept is PayPal!
Ebay forces you to list with only PayPal as a payment provider. They charge you to list a fee when you sell, a fee for the shipping costs, even to receive payment. They make sellers wait 21 days to receive their funds. And they can freeze your account and funds at any time without just cause. They are a monopoly of the worst kind and need to be regulated by our federal government. It's bad enough the BBB is in bed with them!

I'm writing you in regard to the methods and the ways PayPal treat honest sellers that use their service. I'm highly agitated by their procedures in resolving my issue and their method of acting as an escrow agent by holding seller's funds claiming that it is for the buyers protection. But even after the buyer receives the item and also leaves positive feedback, they still continue to hold the funds. I can fully understand that PayPal wants to protect the buyers and I have no problem with that until the seller is proven that they are a legitimate seller.
But the problem that does concern me is how they treat the sellers. I have called them dozens of times, to be precise 4 hours 38min in a three-week period to no end and their customer service center agent literally laughed at me. And the end result is them hold my funds for 180+ days. I had did a web search with Consumer Affairs and read hundreds of problems that PayPal has caused to honest sellers like the guy that sold some gold coins and the buyer had scammed him and PayPal to the end result of the buyer receiving a refund and kept the coin and the seller was out both.
In my case, I had sold several items for a business as a trading assistant on eBay and I didn't have a problem with the hold until the buyer received the item because I realized the account was new and had explained this to the seller. But then, they put an account is limited on my account and the funds were frozen. So I had refunded the customers and had requested a check for the item in which some had and now I'm out close to $400. The reason why I had refunded them was because they were going to hold the money in the limited account for 180 days and then I had to file a request after that only to jump through more hoops.
In the meantime, the business that I had sold the items for want their money which is not unreasonable on their behalf. But the problem is that I'm on disability from the military USS Boulder LST 1190 Little Creek, VA and I'm on a fixed income. And I'm a single parent that receives no child support from his mother. But that neither here or there. I have tried to work with them to the best of my ability to no resolve except to their of the holding the money for 180 days (please read my emails and complaints attached).
In my opinion and from what I have read about escrow, this holding period is just a way that PayPal holds the seller's funds not mainly for the buyer's protection but for the simple reason of the interest that accumulates over time even though it seems like a very little amount for me if you compound the hundreds of thousands of sellers if not millions. The accumulation of funds would be in the millions of dollars. And the most interesting point here is their verification process. When you join as a seller, you need to be verified and such in which I have no problem and I had done it but since I live in the country, I don't have a landline phone. Only a government provide cell phone because a landline call out is long distance and you cannot verify a cell phone. I had done the mail in address method and the others. But the account was still limited.
The other method is to apply for a PayPal credit card and you will be verified instantly. My main concern here is that if a person such as a scammer is to open an account to steal from people on eBay, as such he/she would be intelligent enough to do identity fraud and he/she would have a perfect credit score and would in turn be able to open the account and therefore have a verified PayPal account to perform illegal activity. And in turn, PayPal would be an accessory to the crime by allowing such a verification methods.
Furthermore, PayPal, which is owned by eBay, forces the seller to use PayPal as the main payment form and doesn't allow the buyers to send payment by check. In these payment methods, PayPal acts like an escrow and from what I have read, an escrow service cannot be part of the transaction company eBay because they need to have no motive means in the transaction and in this case is the holding of the seller's funds for the simple reason that I had mentioned above interest in said money. They (eBay) had covered this issue by the lawsuit that was filed in California and a settlement of $9.5 million was concluded which is a drop in the bucket, so to speak, because both companies cannot be sued again for the illegal practice in California.
But in my opinion, the customer call centers should be in fact be held liable for said actions due to intentionally misleading their customers and not resolving the issues at hand and the end result is the 180-day hold on the seller's funds. I realized that you may think I'm making a big deal about this but if one doesn't stand up and help resolve issues at hand, they will continue to do it. I believe that eBay and PayPal should pay interest on whatever funds that are held on a seller. Furthermore, the verification process be more secure for their customers and the seller has the option for mailed in payments.
I also know that selling on eBay is an option but it is a public service that was established as a small community values outlet for the average person that have items to sell I believe that was their logo when they started. I believe what is going on now is they mainly want larger businesses to conduct business instead of the little guy because they don't need the money right away like myself and they are willing to leave the funds in PayPal. This way, PayPal and eBay make money on the interest like I mentioned earlier. In my opinion, eBay and PayPal should not allow the small guy to sell period on their site because of the way they treat them.
In closing, I respectfully request that an investigation take place to look into this practice of the interest of frozen funds and assets and that some type of committee be established to further assist people that do in fact have legitimate arguments and complaint on the holding of funds. Furthermore, if it is legal to file suit against PayPal customer service center or eBay's call centers that are in fact doing business outside the state of California and have a DBA in said state but represent eBay or PayPal, that this lawsuit information be available to the general public on the Federal Trade commission website.

After years as a 100% FB and no complaints or charge backs, I received the letter that my funds would be withheld. I filed complaints with the NC Attorney General and the NC Banking Commission. My hold was removed before I had received word of the complaints from either agency. With all the pressure on eBay/PayPal, they are trying to quell things quickly without any real notice. My problem is that they admitted no wrong doing, followed the user agreement but was in good faith removing my hold and that my complaint needed no further action. With the banking commission, I was given "actual reasons for the hold to be started." But I am finding false information in their reasons and will try to follow up on these.
I wish I had another source to sell through but eBay/PayPal holds all the cards and there is none. I buy only what I cannot find elsewhere and ask sellers to accept other forms of payment or complete the deal outside of eBay. A large amount are doing that very thing. We can only scream, fight and take any actions to hurt eBay. I have given information to news agencies and hope someone will try to give the true story. I will not give up and quit but neither will I do anymore than necessary to feed the pockets of eBay/PayPal or as I chose ePrey/PreyPal. The small individuals made ePrey/PreyPal and it is us who must take them down. Take all legal actions you can as an individual to inflict pain on their greed.

Twice in six months PayPal and eBay have decided to put payment holds on my account both time for no reason. I have followed all their rules and jumped through all their hoops. First time they did it, they warned me in advance that they were going to randomly select us, not quite sure how that is random if they emailed me in advance. Anyway, it took three months of waiting for the hold to lift even though I have 100% positive feedback and have sold over 300 items over the course of seven years. And now again, for no reason at all, they put a hold on me again! Not one bad feedback! No issues at all with my seller account!
Why is this allowed? If I took something from the store and walked out and stated that they would get their money in 30 days I'd get locked up! Why isn't anyone locked up, the thieves over at eBay and PayPal. They are the same company for those that didn't know and best yet, they make interest from the money they hold and they get to keep that too! So my question is this, if so many people are complaining, why hasn't a lawyer filed a suit yet? And if one does, put me in! For the second time this year, Ebay and Paypal are withholding my funds because "they say" 3 buyers, in the last 3 months, rated me low on the item not as described star rating feedback system. I sell old salvaged vintage tools and handmade craft items. I put accurate descriptions in my listings. I put disclaimers in my listings and I urge buyers to contact me with any questions they may have. Usually I list the vintage tools and machines I sell as for parts only or to refurbish. I put in the listing whether or not it works, condition, etc. Some buyers may be my competition, having a bad day, or just made a mistake. EBay’s anonymous rating system makes it very easy for other sellers to get rid of their competition. Some buyers may rate me low because I turned them in as a no paying buyer. I received 1 negative comment due to listing my handmade crafts as new. If I just made them and just listed them, aren’t they new? For some categories, there are only 2 choices on the listing template: new or used.
Ebay does not check to see if the buyer, who marked me down on item not as described, asked me any condition questions. These ratings that buyers can leave against sellers are anonymous, so I have no way to defend any low star rating I get. I've been selling on eBay and other online venues since 2002. I have well over 700 plus positive feedbacks on EBay (actually more because they set everyone back when they revamped the feedback system). I also run a small service business. I have instructed all my clients not to pay me through PayPal, as a result of their randomly limiting my ability to access to my own money. Why PayPal thinks they can limit my ability to collect fees for services I supply, I do not know! They do not have anything to do with my service business. I have also taken PayPal off my other online selling sites as a way for buyer's to pay for items.
I will use Google check out, or take our clients’ payments ourselves. Why Ebay and Paypal want to lose good customers, and that is what I am, is beyond me. My eBay and PayPal fees are always paid. I am an honest business person, and still they want to treat me as a second class citizen. I am not going to use my own money to pay for buyer's shipping, when they have already paid for the shipping fee. When the buyer gets an invoice from me on the amount they owe for an item or service, the invoice is broken down by item/service price and the shipping cost, etc. When they pay for the item/service, using this invoice, they are entering into a legally binding contract with me. If anyone alters this legally binding contract, they are breaching our contract. How can Ebay and Paypal continue to get away with this?

I sold a gold coin in eBay. The buyer pay at PayPal at first. After the buyer get the gold coin from me, the buyer fill unauthorized payment at PayPal. So, the PayPal charged my money back from my PayPal account to the buyer, and made the decision in the buyer side just one hour. I asked PayPal how did make this wrong decision as quick and never ask me any questions. I think this buyer is working in PayPal as inside employee. Thus, I lost the gold coin. I checked the buyer feedback that the buyer did the same as before as cheat sellers. I emailed to the buyer to return my gold coin back, but the buyer never answer. I asked PayPal how to deal this case. The PayPal customer service advise me to report police or FBI. I just want my gold coin back or return money to my account.

I shipped a phone to a customer in Russia, using first class international mail, which had tracking information, which is only known in the US, and not in Russia. The person complained, after 30 days, that they never received their phone. PayPal sided with the buyer immediately in the dispute process, before I could have the Russian Post properly get back to me, as to where the item was. The buyer never provided any proof of looking into it. The buyer never said anything about the Russian Post, and got his money back, stripping my account negative, and losing all sales right after that, because of the negative balance, at the time I need the money most.
PayPal is a bunch of haters, so I reported them to the BBB, and the Attorney General. I went to **, and found the CEO's fax number, and sent a letter to Scott Thompson, who has not responded. I reported them to the FTC, and countless fraud watching sites online. Next, I am contacting the media. The only response I received, was for the the Attorney General in San Jose, who sent a letter that they are contacting PayPal and have received numerous complaints.
The people can take this company down. Stop using their service and get a Money Bookers account, to receive and make payments. Also, you really don't need PayPal for everything. Some sites allow you to use Amazon check out, and Google check out. I am getting ready to send a letter to Amazon and Google, and hope they crush their competition, and gain insight and advantage against PayPal's useless ways. eBay is to blame too.

I had two eBay sales where the buyer paid me through PayPal. Both were delivered and there have been no complaints. PayPal has put a hold on my funds and will not allow me to withdraw these funds. They said they are holding them for 180 days.

I sold four items through eBay auctions, which were won by a single buyer on 1/2/12. I received payment for same, and promptly forwarded the gift card information through eBay's so-called secure messaging system, as was the specified delivery method in my listings. On 1/24/12, I received an email from PayPal, indicating that my account had been debited $309, the total amount I received from the sale, as the buyer had filed a charge-back with his credit card company.
I immediately submitted proof of delivery of the gift cards, by uploading the correspondence between me and the buyer to PayPal's Resolution Center, however they've refused to reverse the debit of my PayPal account. My account now has a negative balance, and because PayPal has refused to allow me to close my account, or remove my financial information, the only way to prevent the company from debiting my personal bank account is to close it, and open a whole new account. I am in the process of exploring any legal avenues available to me, in order to resolve this matter.

I am longtime PayPal and eBay user in good standing. I identified items to sell on eBay and got about 90 orders in a little over 24 hours totaling about $40,000. Items were being drop-shipped which is permitted on eBay. PayPal noticed the large order volume and suspended my account without notice or review. Their action caused eBay to also close my account.
All of my purchasers got "security notices" from eBay and I got a lot of hate e-mails and even some threats. I refunded all of the money to all of the customers. PayPal refuses to open my account again and same with eBay. I never did anything wrong. The only thing that called their attention to me was that I had a lot of orders for my products. This is my livelihood and now I have no way of supporting myself and earning a living.
In addition, before this incident, I had 100% satisfaction rating and was a Top Seller. PayPal says they have no evidence that I did anything wrong but they are doing this anyway because the User Agreement says they can. I am at my wits end now over how I am going to pay my bills and keep a roof over my head!

When paying on PayPal, the new system states that they will automatically draw fund from your alternate account (credit card) if your bank account has insufficient funds. This is completely false and misleading! What they don't tell you is that with overdraft protection, the funds will be withdrawn regardless of available funds and regardless of overdraft fees.
After speaking with PayPal, the rep said I could select in the beginning of the transaction to draw funds from the other accounts. Well, this was confirmed after I found the tiny small blue word (change) at the end of one of the sentences at the top. What they couldn't explain was the misleading description of their billing process and webpage changes that accomplished nothing other than fraud.
This is not an automated system, if insufficient funds are in the account! What is automated is the withdrawing funds regardless of account status if the account is protected with overdraft coverage and the bank is willing to send funds. Beware all!

As you probably know, I have been a business owner for 10 years, and receiving orders through this website for two years using PayPal. The last four months, I have never seen such a lax attitude by PayPal to investigate theft. This statement is in response to PayPal not investigating theft occurring from my customers’ bank accounts. Starting in July customers ordered products through my website, money was deducted from their bank accounts and no money was received into my account. What ended up happening is customers are bitching at me and not at PayPal’s responsibility to investigate the missing funds. All last names have been withheld for privacy. Starting with Mr. Herman K. I received an order for one bottle of my industrial strength natural air freshener. After sending an e-mail to PayPal asking why no money was received in my account, they stated that we can find no transaction of this occurring. Thinking it was a spoof e-mail, I dismissed it. Then again on August 24th, I received another e-mail from PayPal stating one two oz. bottle of Scott’s Hawaiian Multipurpose First Aid Liquid. Once again I contacted PayPal about this transaction and they gave me the same reply. No transaction of this occurred.
Anyway, Ms. Claudian Y. started calling me by phone about this transaction. I thought if this was a spoof e-mail order, surely the person would not confront the issue. So I asked her to contact PayPal, and once again PayPal said it was a clerical error. Then Ms. Charlene M. contacted me about one gallon of Scott’s Hawaiian 4 in 1 Multipurpose Spray. She was told by PayPal that my account was unverified. If this is true, how come I have been receiving hundreds of dollars in transactions over the past year through this account? What has happened is sometime during July, my PayPal account stopped receiving funds from my customers. By October I finally removed all PayPal buttons from my account and replaced them with Google checkout buttons. I suspect that somewhere in PayPal’s system, the code has been hacked, re-directing the funds into another bank account. Shame I had to figure this out and not PayPal.
PayPal refuses to investigate my customers’ missing funds, and in part, has hurt the reputation of my business. But most of all the major disservice PayPal has done was to lose trust in their customers. Trust that for many years worked for my business has now had to be removed due to their failure to investigate this theft. In doing so, I hereby find it no surprise that the current Occupy Wall Street Campaign that is so far (as of October 4th) starting to spread to cities across the U.S.A. comes as no surprise as a corporation as large as PayPal has been a total failure to address this issue over the past 4 months. This is just one example that the corporate system is clearly serving the needs of their investors and not maintaining fair business practice across its spectrum of operations.
Total outstanding charges: $111.00, which has been stolen from my customers and has not been deposited into my account so I can ship their items. Clearly this money is going somewhere, but yet, PayPal refuses to investigate this matter. I did the right thing. I contacted PayPal. My customers and in the end fired PayPal from my website, and most of all I am informing all future customers by publishing this incident for all future customers of mine to read and judge for themselves PayPal’s irresponsibility. I'm one for giving business their freedom; however, when you get so big and start ignoring misuse of trust such as this, surely some sort of oversight is necessary. PayPal boasts 91 million customers. All this power with no independent commission overseeing such a large number of daily transactions or investigating disputes. What has happened here?

On Dec. 2, 2012 PayPal initiated an investigation for 3 transactions (same buyer for all transactions). They froze my funds and asked for shipping information. I submitted the info as well contacted them to find out what was going on. The lady agent stated she wanted to make sure the buyer received her orders even though the buyer did not open an investigation. I contacted the same day and she stated she received the first 2 November orders and was still waiting on the 3rd. Since PayPal froze the account I stopped shipment on the 3rd order (could not withdraw the funds). I shipped the order because the funds were in my PayPal account.
A few weeks later Payday reversed all 3 transactions. No explanation given. I contacted PayPal and was told by a lady that the charges were reversed because I did not ship to China. The buyer on her order form listed a USA address as her ship address. I called again and was told that the buyer did not receive her items. I stated I had emails to prove otherwise. The lady then stated there was nothing PayPal nor I could do because I was not protected under the Buyer Protection.
I do not see how that applies as the lady received her first 2 orders and she would have received the 3rd order except I cancelled that order since I would not withdraw the funds from PayPal. I called yet again and spoke with another agent. This agent implied the buyer used a fraudulent credit card. I asked for contact number of the card company so I could contact them and the agent the info was private. I stated I would file a police report and needed to know if the buyer used a stolen/fraudulent credit card and the agent stated I needed a subpoena. Now, PayPal expects me to pay for the reversed transactions but they refuse to tell me why they initiated the investigation or what evidence was used. On their website it specifically stated you can ask to review the evidence but they want release stated that the information is private. How much sense does that make?
I suspect there is no evidence and that PayPal just trumped up the whole thing so they can rip people off. The buyer stated she could not refund the payments and PayPal froze her account for 180 days.
Now, a few weeks later I started receiving calls from PayPal internal collections representative. I explained my situation, and then asked where is the evidence to show I owe you money and here are the responses I received. The buyer did not receive her items; it looks suspicious for the Chinese buyer sending me, an American, thousands of dollars (well, she ordered thousands of dollars worth of product). My responses were there is nothing in the User Agreement that stated you had to ship to address on the payment receipt. There is nothing in the UA that states you can only receive a certain amount of money sent to you. It was not like the buyer was just sending me money. She was paying for product that she stated she received.
Now this was the most information I was able to get thus far so I called back and was transferred to the fraud dept. I spoke with a male agent for well over 40 minutes and he finally stated the money was refunded because it looked suspicious that the items were sent to a USA address as opposed to China. I do not ship to China and the buyer was fully aware of that and listed a USA ship address on the order form she submitted. I was then transferred to a supervisor, another 40 minutes of explaining the situation. This agent stated the funds were reversed back to the buyer because there was some concern of where the buyer received the funds to pay for the orders she placed with me. The agent was not willing to give me any details regarding what provoked PayPal to open an investigation; however, he did confirm that the buyer nor the credit card filed a complaint against me. What a relief.
I sent countless emails and have filed complaints with the BBB and the Cal. Attorney General. PayPal finally responded to the BBB complaint with a generic statement alleging there was some fraud and that they could not release the information I requested. They also had the shipping numbers mixed up, which made the matter worse as it appears they are now lying in their formal complaint responses. I replied to the email and am waiting on a response. My questions to PayPal still are: why did PayPal initiate the investigation and what evidence was used to make the decision to reverse the transactions? As you can see there is no fraud going on. The buyer paid for orders via PayPal. PayPal placed the funds into my PayPal account. I withdrew the funds to cover the cost of the items. I shipped the items to the address listed on the buyer’s order form. Buyer received the items and sent email confirmations that she received the items and that she told PayPal she received the orders.
PayPal should be investigated and charges should be filed against them in a court of law for what they are doing. I am hopeful justice will be served one day and those in leadership will be jailed for their criminal behavior. If you have not filed complaints with the San Jose BBB as well as the California Attorney General do so today. Regardless of how long ago you were victimized by PayPal.

I have a major problem with PayPal. They charged my credit card and my bank for the same things and those accounts are the same. The bank charged me $25 for each transaction and so far, I owe the bank $175 in fees. When I ask them to stop the payments or use a different card, they tell me they cannot do anything because they are using a system that basically acts like an irreversible robot, it is a dead end transaction once I make it.
They got me so mad this morning. I just canceled all my bids on eBay because I am through with PayPal after I finish making my payments. My bank waived $50 for me so that the next time they try to take money for the checks that had already bounced do not bounce again. A representative from PayPal told me to borrow money from friends to deposit into my bank account to cover my fees because they will try to withdraw money for those checks again. I think this is ridiculous.

I made a payment on on Thursday, and PayPal and cancelled it within minutes. I realized I spelled the email address wrong. I got an immediate notification that the transaction was canceled, and the money returned to my bank account. Then, on Monday, PayPal withdrew the money from my Chase account, causing my account to overdraft.
PayPal says that it has no control over this, that the transaction was already in process, and that it is up to the bank to refund the money, and look into my "dispute". They're saying that I will likely be refunded the money within three to five days. PayPal offers no good explanation as to why they explicitly told me the money was returned to my bank account, when this was clearly not the case. They keep telling me that they system is automated, and they can't control it.
Didn't they build the system to begin with? Isn't their whole business instant money transfer? Shouldn't they be able to rectify the situation with a transfer made as quickly, as the one they made erroneously made a transaction they'd assured me wouldn't happen, to begin with (otherwise why would they give me that immediate notice, that the transaction was "cancelled" and the money "returned to my account". That message still appears there when I go to my account, but its clearly incorrect).
I just spent an hour on the phone with both PayPal and Chase. Neither can offer any solution to how to fix this now. Both say it will be rectified by the end of the week, but in the meantime, I now have an overdraft fee to pay, and I have zero dollars in my account until they fix this. I feel really powerless, and disappointed in the actions of two companies, who seem to be claiming being powerless when it comes to dealing with a system, and machinery that they built themselves.

I just received an email saying Paypal is holding my payments for 21 days as I may be a risk..blah,blah, like above. I agree they are holding monies & accumulating interest off of our money, but they take out all the fees on time.
I just started an Etsy shop & set up a Paypal account. I'm a single mom with health problems & Etsy is a way for me to try to make an income from home. I recently had a good sale day (a one-time vintage valuable) & I turned around & shopped for hours using Paypal with those funds as I need stuff. Thankfully, all of those payments went through, but now this email!
The fact that you cannot reach customer service by the phone or email, contact the link on their site is a first indication of noncompliance. I believe this all falls under the legality of non disclosure & it is illegal! Now I (we) need to find out how to handle it. I told them to send me my $85 balance in a check by mail within 7-10 working days as promised when I entered the agreement with them. Any suggestions?

I have used PayPal for many years and haven't had an issue until recently. I ordered a pair of boots from a website. I had done my research, however once the order was placed and I received a confirmation email with a different email address, when I Goggle that email address it came back as a scam. And when the package was delivered, it wasn't a pair of boots, it was a reusable shopping bag. I right away filed a complaint with PayPal (in November). They contacted the seller, gave me an address in China to send the package back to.
I did everything that I was instructed to do, uploaded plenty of evidence and yesterday, they closed my case because they couldn't confirm delivery. Of course, they couldn't confirm delivery because the seller wouldn't accept the package. For me, I'm only out around $37.00 bucks but to have them take all the evidence and close the case is crap and shows that they support the scammers out there. And the sad thing is, plenty of people have been scammed by this same website and PayPal is still processing their payments.

My problems with PayPal include the fact that they are trying to permanently restrict my access to their payment processing services when I have been a loyal, dedicated and profitable customer for them since 2003. I have also used the services of their parent company (eBay) since 2003. I am also upset that they have frozen the funds in both of my accounts. I will not quit my complaints and legal fight with the company until they concede and allow me to use their services again.
I am in a difficult position because their company owns a virtual monopoly in the payment processing sector. My livelihood and eBay sales depend on having the ability to use PayPal as a payment processor. Additionally, I also sell sports tickets on Stubhub (also an eBay owned company), and PayPal is the preferred payment processor for this company as well. Nobody at PayPal seems willing to give me a second chance and I am outraged that they can take such a stance.
I am demanding to have access to their service ASAP, otherwise I will be pursuing a lawsuit against the company and I will encourage all of my friends, acquaintances, business contacts, and social networking contacts never to do business with the company again due to my negative experience with the company. Many other individuals have had extremely negative experiences with PayPal as well. We are all put into a difficult position due to the monopoly-like nature of their market position and eBay ownership of the company.
I will continue to fight Paypal legally until the company restores full access to both my Premier & Personal accounts. I have been in contact with multiple Supervisors and even a gentleman (Trevor) from Paypal's Executive Escalations team. I have sent out a letter to Paypal's Legal Department which they will receive by tomorrow. I have been a loyal customer since 2003 (both of Paypal & its parent company eBay). They have unfairly characterized me as an excessive risk to their company when I know for a fact that I would not present any significant risk to them if I were to be given a second chance with the company.

There's a new PayPal deceit. Join their Bill Me Later service and you will save $5 on this purchase and take 6 months to pay for it. You have to click the button on the EBay web page then sign up for the service which dings your credit, of course. Then you will get the bill but not $5 and not 6 months to pay. "Well, we didn't see anything about you signing up for a special order!” Crooks. Now I have to pay my bill, cancel the account and live with the hit to my credit score.
