Today, I received call from PayPal, Inc in regards to a dispute with another company (Knick of Time). On May 11th the dispute was settled. I still have an issue. I never received an item ordered. On my behalf PayPal paid $12.95 to Knick of Time in which Knick of Time refunded back to PayPal. PayPal wants me to pay the $12.95 because it didn’t go to the correct account. Instead of going to my PayPal account it went to PayPal Credit which is a separate entity. According to the person I spoke with this is an on-going problem since Bill Me Later was acquired.
So, why not get the problem fixed so I doesn’t keep happening and complaints about PayPal aren’t all over the Internet. Too much like right I suppose. They say they haven’t been able to fix the problem. I analyzed these statements and what I heard is: "we’re not going to pay a college graduate who majored in programming and accounting to fix the problem; it is now your problem and you need to pay it." Hmmm!!! I’ve been very responsible in using my PayPal account by never going up to or over the limit, abiding by promotional rules and paying on time. It is irresponsible of PayPal to not fix the problem. But this is how the rich get richer and the little man gets trampled over. Principles are principles, PERIOD.

Try getting any kind of so-called PayPal protection refund from these monkeys. It won't happen. Just because the delivery confirmation claims delivered they ignore the fact that a dumbass mail carrier left it at the wrong address. Yeah the USPS NEVER makes mistakes right? Screw these lowlives at PayPal making their minimum wage pay --- worthless.

I would not recommend Paypal's merchant services to anyone, and I will be taking my business elsewhere. I had literally the worst customer service experience of my life where I had to explain my story to 5 different people only to be told that they could not help me, all of which was after a mind numbingly redundant automated system which was less than helpful. I expected more from Paypal, 5% rate really? Manual entry or not, that's highway robbery and Paypal should be ashamed of taking advantage of small business owners. I will be sharing my experience with as many fellow business owners as possible to ensure they don't make the same mistake I did!

On July 16th, 2016, I received 946.91 euros from an exchange student who is taking over my lease in Davis, CA while I study abroad in Ireland. I arranged for her to pay her security deposit and first month’s rent in euros so that we could both avoid an exchange fee from changing the money from euros into dollars, and then back again. When the transaction came through to my PayPal account, I was given the option to accept the currency in euros, or convert the currency to dollars for a fee. I chose to accept the euros, and afterwards my PayPal account indicated that I had a balance of 946.91 euros. I spoke with my bank, Bank of America, and asked them about receiving money in Euros, and they told me that I could open a Euro bank account with them. I told them to expect an incoming Euro transaction, and not to convert it to dollars. They said that this wouldn’t be a problem.
Then I went to my PayPal account and selected “Transfer to your bank.” Under the drop down menu on the next page, I selected the Euro option, and entered 946.91 euros on the line, and selected continue. I then pushed the button to complete the transaction. I was then presented with a confirmation screen indicating that 1,019.48 dollars had been deposited to my bank account. Knowing something had gone wrong, I immediately called PayPal, who told me that they could not stop the transaction (despite it having happened less than 15 minutes before I called), and told me that it was my bank who had converted the currency to dollars. I then called my bank, who said that they did not have any notice of an incoming transaction, and that I would have to wait until the next day when it had showed up.
I called my bank the next day, July 17th, 2016, and they told me that they had never received any euros, just dollars, from PayPal. I called PayPal once again to figure out what had happened, and they told me that PayPal automatically converts deposits to US banks into dollars. I expressed my frustration that I had never received any warning or given any approval whatsoever for this fee to be charged. PayPal insisted that there was nothing they could do at the time, but told me that if I transferred the 1,019.48 dollars back to my account that I could have it exchanged back into the euros I originally had. When the money came through to my PayPal account on July 25th, 2016, I went to PayPal’s website to change the currency back, only to find that I would only get about 905 euros back. At current exchange rates, this is a nearly $50 decrease in value.
I called PayPal to ask for an explanation, and they told me that there was nothing they could do, contrary to what they had indicated before. They told me that it was my fault for not reading their policy, and insisted that their website warned that they would change the currency to dollars and charge a fee when transferring euros to a bank. This is blatantly false. While it is true that when I received the euros initially, I had the option to convert for a fee, when I transferred it to a bank there was absolutely nothing. The euro symbol was explicitly used, and I entered the amount to be transferred in euros. There was no indication at all that I would be transferring dollars to my bank. I never approved this, and I was charged a very high exchange fee without permission. PayPal is insisting that they can’t do anything, and refusing to issue a refund. They blame me for not reading their website thoroughly, but there is simply nothing to be read.

Item sold on 20/07/2016, posted that day, delivered 22/072016 with signature and PayPal are holding payment until 02/08/2016 even though eBay say payment should have been released when the item was delivered. I have contacted Financial Rights and they say they cannot hold payments and to contact Legal Aid. I have also contacted Financial Ombudsman Service and they also said they would contact PayPal about holding money with no cause.

I was looking to purchase some boxes from China for my business. There is a company out there called taiyiprint.com.cn who states that if you send $53 only via Paypal they will send you a box sample. After sending them my $53 I received a white cardboard box stating what it would like and no box (scam). Paypal refuses to credit my account and is allowing this company to scam other people, especially **.
It's not $53 but the principle of the matter and after talking with JOSH who is the manager of the dispute department, he admitted that they are legally allowing this and refused to look into it further. Paypal is an american company but it seems that the chinese have found a loophole and Paypal is just worried about making $$$ regardless. This scam is unacceptable, what if someone gave them $5,000? This is un-American and you can bet your assets that I will be buying from USA regardless of cost and I will refuse to do business with Paypal until they return my $53, again it's the principle. Anyone else who has been targeted help me get this out and lets teach Paypal a lesson to block chinese scams.

I've been a PayPal user for well over twenty years already. On July 14, 17, and 24 I tried to add $100 using my bank account for direct transfer. All I get is this nonsense message: "There's a problem with adding money to your account. If you'd like help, please contact us." "Contact Us" is a URL and leads to a phone number or an online form. Since I am overseas, I use the online form. The only response I get is a form letter response that tells me how to add money to my account. If that doesn't work, then try 3-5 days later.
Obviously, there is nobody at PayPal who reads English and for sure cannot write in English anymore. Unfortunately, I cannot write in Chinese or Hindi, either. The world is really falling apart with all of these barefoot people in charge. I guess I'll drain my account and look for some other Chinese or Indian method of doing online payments. BTW, I did suggest that perhaps the web designer could provide more information in the error message. But, no one at PayPal understood that either. There was no comment about that suggestion. Maybe if I take off my shoes and socks and stop using English, I will feel better. Oh well, the world has gone to hell. No return.

I had a Paypal account when I bought items on EBAY but my account was suddenly limited as PAYPAL said I returned too many items. I do not use PAYPAL anymore and I also filed a complaint with CFPB (Consumer Financial Protection Bureau) in Washington DC. If you are having problems with PAYPAL, write with a detailed explanation to CFPB. You will get results. If enough people complain, CFPB has the power to file a class action lawsuit, as it recently did when PAYPAL was forcing people to open accounts against their wishes. I am looking forward to the day PAYPAL is closed down.

We sold two items to "bombshellbetties". She made the purchase under her "vintage" *heavens* site. Same person uses both sites on eBay. This customer received the items which were new (perfect), made up a story about a musty smell (totally untrue). She just wanted them cheaper. We refused as we had already dropped from $150 to $95. We offered a full refund. She refused. Why. Because there was no problem. She then gave two negative marks on ebay. Our first ever. She then did a chargeback with her credit card (fraud). She received her money back, never returned the items. Paypal took what money we had in the account. Now we are in collections for the balance, FOR OUR BOOTS???
As soon as she did the chargeback paypal closed the case. We called. They said to make contact. We tried. She Aileen ** would not respond. The final email I called her what she was - a thief and a liar. She complained. Now I have been restricted from ebay, for telling the truth. Ebay claimed I used profanity (untrue) - none used. She currently has the exact boots for sale on Etsy under "bombshellbetties" for $350 each. PayPal says it cannot be reviewed, which runs afoul the statute of limitations for her fraudulent crime. They seem to make their own rules regardless of actual laws. Every time we call paypal you get different answers. They even go as far as to deny knowing anything about it.
Paypal and ebay are criminal corrupt businesses which will under their current regulations surely fail, when they are buried in lawsuits. They have been informed they are dealing with stolen items, but thus far really do not seem to care, although the authorities I am in contact seem too. Companies no matter cannot openly allow criminals to knowingly run their scams.

My issue is that I received an authorization payment from a buyer but I can't capture the funds. I called PayPal customer service and they transferred me twice to different department. First I was transferred to their Billing department then finally to their technical support. I was told by their technical support to contact the buyer directly due to the issue with the buyer's credit card. I am puzzled why PayPal allowed the authorization in the first place if there is a problem on the buyer's credit card. I was advised to let the buyer to contact PayPal to resolve the issue. I already emailed the buyer.
However, until now I haven't receive any reply from the buyer. This is the only transaction that I can't capture and worse is that the product that the buyer purchased is already in the buyer's possession. I called PayPal customer service again last night and they keep on insisting for me to contact the buyer where in no way that the buyer is cooperating. How can PayPal authorized a payment if there is a problem on the credit card? Yet they don't do anything on their part to resolve this issue. They let their customer do everything even if it's PayPal's fault why the authorization went through even if there is a problem on the buyer's credit card.

PayPal has become a disaster to me. My problems started when they requested me to verify my identity and my address. That was more than a month ago. I sent in my national ID and my bank statement (which has my address). They responded that they would review the documents within 2-3 days. More than a month later, I have not received any communication from them. A few days ago, I sent them a message only for them to reply with a generic message on the benefits of verification. Why would do this yet I sent in my documents a long time ago? I have also tried to talk with them via Twitter but they don't respond to messages. The problem is that I am from Kenya and they don't have an office where I can go to get help from.

Couple of days ago I did log in to my PayPal account and updated my password. I also mentioned that my CC info is outdated because I got a new card and since I didn’t have this information with me I decided to go today and update my info. I have a few listing on eBay and wanted to get this information ASAP. Well not with PayPal. On the log in they decided to verify me again. The first question was the last 4 digits of my account. Probably the airheads in San Jose have their accounts in their pockets, but that is not the case with me.
So I preferred another method which was phone #. Well another stone. They did not have my phone number. So after 25 minutes experimenting log in on MY account I decided to call. Obviously I got somebody overseas and with a little accent she starts verifying me. It took four tries to get my email spelled out. 10 minutes passed already. Finally after repeating 12 time the spelling of my name she GOT IT.
Waiting for the needed help, I start explaining that I have to update my account information. “No problem” I’m hearing on the other line. And here is the genius suggestion. She told me: "Since this banking account is inactive I’m going to close it and you can log in and start all over with the new banking information. This is the easiest way I can resolve your issue. Otherwise I have to transfer you to our security and they will ask you a LOT OF QUESTIONS.” With the understanding that she will close my banking account and I have just go back and set up my new account I agreed. Then she said: “OK, I DID CLOSE YOUR PAYPAL ACCOUNT.”
I was stunned. I have my account for about 15 years and here you go just like that was closed from somebody who doesn’t understand the business, doesn’t value and respect customers and do whatever is easier to “RESOLVE” the problem. Then I asked for supervisor hoping that if somebody closes accounts this account goes to some kind of approval or monitoring process and then finally is closed. The manager introduce himself as “SASH”, but when I asked him to spell his name for me three times he finally spelled it “JOK”. Of course both names are scam. He is not probably the manager, he is the person seating next to the other representative.
After telling me that “it is very bad that your account is closed, but I can’t open it. You can go and start fresh.” Never expected that somebody from India is going to advise me one day to “start fresh”!!! You never know. Then I asked him to transfer me to talk with somebody from San Jose and he said that that he can’t. It is policy not to transfer! I’m wondering who these policies are serving??? Not me.
So to make the story shorter, I had my account closed just off the blue from the PayPal people. Then they asked me to open new account. Who is paying for that? Oh, I know the fees which are constantly increasing to cover maintenance cost increased from incredible incompetent people. I was done with them. I just put notes on all my eBay listings that I DO NOT USE PAY PAL SERVICES because I don’t trust them. So the buyers will be provided with account to deposit the funds or just come to my door and in old fashion way I’ll get the green. Bitcoin is the other option also mentioned. Personally, I’ll never use this SCAM PayPal again, EVER!!! I do not recommend this service to anybody. These days there are many services out there more efficient and more reliable.

We have been using PayPal to send thousands of dollars a month to our off-shore teams since 2006. We had a design company recently screw up after we fired them during the build stage of two websites. We send all docs, emails, evidence to PayPal and half of it never made it because their system doesn't allow for images so we'd get emails warning us about "attachments" - Come on! A company as large as this can't even get error emails correct - Elon ** - WTF!? Anyhow - Guess who PayPal sided with - yep - that POS India designer that jacked us - so FU PAYPAL! We will not be using them any longer - be warned - because they OUTSOURCE their Complaint Department to probably the same country that robbed us!

I recently sold a phone on eBay and the payment was made through PayPal. The same day I sold the item I received a notification of payment on the website as well as in my email from an approved payment. Next thing I know the notification is gone and there is no sign of my transaction. So I immediately send emails to the company and I have called the customer service department over 6 times in the past two week. Half the time there is no response or they have me on hold until they hang up. I have repeatedly restated my case over and over again and they rudely and blatantly dismiss me and hang up. I sent the product off and have all of my information needed and I'm protect by the seller guidelines.
I did everything in my power and thought I could trust this company. However after 30 days still no money and no response from PayPal. I'm out of not only a brand new Samsung Galaxy s6 but also $360.00. I have decided to file a complaint to the BBC and now I'm icing this review on Consumer Affairs to let people know PayPal cannot be trusted they will let you be scammed. They have done nothing but given me a runaround!

We run an active ebay business. Paypal is our banking solution. We recently went overseas and DID not realize that we needed to tell them. They requested our corporate information and invoices so our account would be put on hold. They received everything they asked for in their requested time frame. They still put my account on hold. And with an active ebay account they are holding over $25,000 and counting. We have business loans to pay, ebay fees to pay as well as our bills.

Pre-approved payments: on July 10th I discovered purely by chance, that PayPal is allowing merchants to set up pre-approved payment plans on your account under the guise of subscriptions, automatically billed payments, installment plan payments without my consent! I spent hours on the phone with customer lie service on both parties involved, namely HSN and PayPal and both refused to take responsibility for doing this. The PayPal supervisor rep said that even if I used my credit card as payment, these merchants open these accounts in case you buy from them online in the future, as in a Pay Now button.
I see an illegal trend here as I went down the list of corporations such as Click Bank, Sears Holding Corporation, Instant Checkmate, etc., companies I don't remember even dealing with! PayPal would not allow me to 'Cancel' these accounts, just labeled them as 'Inactive'. I see a trend here and recommend every PayPal user go through the difficult maneuvers required to check your payments page by clicking on the 'Gear' icon for profile and clicking Payments and under Manage Payments, click Pre-approved Payments. Thank you and buyer beware!

I've been using this company for 10 years. In the last year they decided to change their website, which has caused major issues for many merchants such as lost sales, deposits not showing in account, not being able to log into our account for no reason, spending countless hours on the phone with technical support in order to fix these issues... And never once were we offered a discount or a refund for the poor service. Bitgold is coming out with a similar service, will be moving my business with them!

I am just writing this in the hope that it may help someone else in the future or for those that believe that having a PayPal account protects you from online fraud and scammers. I purchased an advanced online gaming account for a game called Black Desert Online from EpicNPC which is a hosting website for gamers wanting to sell and buy their game accounts.
Anyhow I was looking through the seller advertisements and found a game account I was interested in. I contacted the seller and we negotiated a price for the game account which would also include the games dedicated e-mail address and everything for $260 USD. We made all our communications through Skype and I organised with him to make payment and he was to send all game and e-mail account details through Skype once he received payment.
Anyhow, I made payment to the seller through PayPal believing this to be a simple transaction with confidence believing that PayPal provided protection for buyer and seller (which was the main reason I joined PayPal). Anyhow once I made payment and the seller received payment, he sent me a false gaming account details (no e-mail account) and logged off Skype and deleted me from the Skype contact list. After testing the game login and finding it to be false, I immediately contacted both PayPal and EpicNPC to notify them I had been scammed thinking I had protection from PayPal.
Originally I put in the PayPal dispute under 'did not receive the item', (1) because I did not receive a working game account and (2) because I did not receive the e-mail account that was supposed to come with the game. During the dispute investigation I wanted to provide PayPal with more information they could use for their investigation but I had no way of doing as there was no e-mail and sections within PayPal disputes (active buttons) for uploading evidence. (You have to wait for someone to request this information but no one ever asked me for anything). I must say at this time also that PayPal only has restricted (word count numbered) ability for you to provide your evidence. I was not able to upload all the evidence I wanted to provide them to help them with their investigation despite trying to send it by e-mail they would not accept it.
At the same time I contacted EpicNPC and opened a dispute with the seller for EpicNPC to investigate our transaction. This was a different experience as I was able to provide them with all the evidence in relation to our transactions providing Skype log history screenshots, chat logs and proof of payment between the seller and myself. To cut a long story short PayPal found in favor of the seller because he provided me fake game account details. Didn't matter that the information was fake just that it was provided to me made it sufficient for him to win this case.
I then appealed this decision thinking that I can try a different route of appeal using the 'item not as described' thinking I must win this as the game account was not working and part of the transaction was to include the games dedicated e-mail account ownership, which I did not receive and was easily proved in the Skype chat logs. So I opened up an appeal with PayPal for this case. Meanwhile everything was being investigated on the EpicNPC website. After reviewing all the information we provided, the website investigators found that the seller was fraudulent not providing me with a working game account while taking my money and banned him from their website.
I tried to contact PayPal via e-mail to give them the EpicNPC links of the investigation findings via e-mail thinking this has to help with the PayPal investigation and was told by someone they will pass on the information to the investigators. Around 3 hours later I received an e-mail from PayPal saying that the case has been investigated and found in favor of the seller.
You decide for yourself if PayPal is safe to use and protects honest buyers and sellers as claimed. I no longer believe that PayPal is safe for online transactions and they do not protect the honest buyer or seller. From my experience anyway is that it only protects those wanting to steal from others and practice fraud. Wish everyone the best and be careful as unfortunately there is many dishonest people wanting to steal your money and there is no protection from PayPal for honest consumers.

I recently sold a gaming console on Ebay and as everyone knows, good ol PayPal is the preferred method of currency exchange on Ebay. They put a hold on my money that lasted over a week past when the gentleman received his merchandise. Mind you that my feedback score with Ebay is perfect. So I wind up in the hole on the front end because of shipping, this guy actually receives his merchandise and has it for a week and then on the back end I get my money. That's the dumbest thing I've ever heard of in my life. I'm going to try that at my local Walmart or the mall and see if I can enjoy my merchandise for a week and then pay. If I can help it, I'll never use PayPal again as long as I live.

I went to send my friend/landlord my rent check through PayPal. This was on the 5th of the month. PayPal said he wouldn't receive it until the 23rd of the month. I walked away to call my landlord and see what he wanted to do. Came back and went back, entered his email, entered the amount and clicked continue to go back to the page where it said how long before he would receive it and BOOM it put the transaction through. I called my landlord and he IMMEDIATELY canceled the payment request. Lo and behold PayPal waited 3 days to take the money out of my account. Now they need 5 days to "verify the request" and 5 days to return the money, which can take up to 21 days according to their customer service recording.
I called in and they said there was nothing to be done. The request was automatic, even though it was cancelled literally immediately. There is no need for 15 days minimum for a transaction that was cancelled to resolve, there is no company in the world that takes that long to get money worked around and it's not for security reasons I can tell you that. Once it leaves my account there is no security needed. That opening has already been guarded or exploited. Seriously, PayPal has gone downhill since Elon Musk sold. USE DWOLLA INSTEAD. Way better!

Trustly via PayPal is hell of a "company" which did not add money to my Paypal account even after two days, even when it should be INSTANT in a HEARTBEAT top up add money. No, it is not. Instead I had to go to my bank for details and resend to paypal customer-NON-care and wait and wait and wait. So, closing my Paypal account after 14 years of use. I can pay and hold money elsewhere, no problem. Also, they require my banking details, aka login and password, which is illegal to ask and also give, for OBVIOUS reasons. So, it's an epic fail for Paypal and trustly. I hope they lose a lot of customers, while they take such a crap NON-care about them. Bye.

I've been a PayPal member for over 10 years. In late March of this year, I received a notice that my bank had rejected a payment. I contacted my bank, which had never even received the request from PayPal. I have always had sufficient funds in my account. After hours on the phone, it was determined this was a PayPal bug. PayPal reps told me to delete my bank account, only use my debit card, etc., all of which I did. They even refunded me $100 after one of their glitches occurred. The "payment reject" issue kept on occurring. Now, for no reason at all (except perhaps multiple BBB complaints), they've permanently limited my account and claim I need a subpoena to find out why.

Rude agent name Jeremy from consumers department/resolution center. He treated me with closing my account and said I was a crook. After 3 days my account got suspended and is on hold for 90 days, now I can't sell my items on eBay. I have to look for Merchant Inc for a better service, which I was told PayPal does not operate like a banking system. Now I found out how bad they are once I start reading all the reviews in here.

Trying to resolve a negative balance with my account by directing my sales to the account but they won't allow it, they want the entire amount! It's not like I have access to the account, any funds going to the account automatically clears the negative, it's ridiculous. They want me to resolve the negative balance but on the other hand don't want to accept the payments. How do they expect to resolve the balance?

Last June 2015 eBay billed my PayPal account for items listed. The invoice was rejected by PayPal and I got an immediate email from eBay. I thought this was strange because I knew there were enough funds in my account to cover the invoice. Most funds from previous sales had been released into my account. I went online and there was in fact more than enough money in my PayPal account to cover the invoice. I again authorized payment to eBay. It was again rejected for lack of funds. At this point I called PayPal and spoke to "Kenneth" who thought this was strange too. Together we were looking at my account and he asked me to authorize another eBay payment which I did. It was again rejected. By now my balance had dropped $80 or so dollars (probably PayPal fees). He then called eBay with me on a 3 way call. eBay stated the funds were NOT in the account and their invoice was rejected by PayPal.
Kenneth then said he needed to speak with his manager. After a considerable wait he came back on the line and said they needed to do more investigation and he would be in contact with me. Two months or so went by and I did not hear from him. I called PayPal and it turned out I once again and by chance had Kenneth on the phone. After being a little vague about the issue he finally admitted he was the one who originally tried to help me. He again put me on a lengthy hold to speak to his supervisor and came back with, "We need to do more investigating. And I'll call you back." Again I heard nothing. A week or so prior to Christmas (about 3 months later) and knowing I would be having my 6 month no payment/no interest coming due, I called them back. I spoke to a different person this time who acted vague and I could already see where this was going.
I asked him if I could speak to Kenneth. He said he didn't know who Kenneth was. After a lot of assistance, he finally found him in the company directory. I asked him if he could drop him an email, asking him to contact me. He did just that and I ended the call. I still have not heard from anyone at PayPal. I received a couple of invoices since with "no payment required" and I responded to them with, "I would be having a payment coming due and if you wanted some money you need to call me and address my missing $80."
I haven't heard anything from PayPal. I have not made any payments and they continued to charge interest and late fees which have now ballooned the balance to almost double. I now have a collection agency calling me twice a day. I responded to the last PayPal invoice with "I will see you in small claims court because that is where this is obviously going." I also told them I would be contacting eBay to let them know what has happened and close my eBay account as well, since I can't sell anything there without PayPal brokering the transaction.

Ah, this is gonna feel good. I've been wanting to let people know about their scam tactics for a while. They have become something of a monopoly for online shopping, out of control and taking advantage of their power and taking advantage of consumers. I will list my concerns below...
1) PayPal makes a practice of "limiting" accounts rather than closing them. Although for all intents and purposes the account cannot be used by the customer, so it's basically closed, but PayPal calls it "limited". This allows them to count the account as an active and open account. This growing company can then report the number of active accounts it has, while still including the "closed" accounts because they are considered, "limited (still open). Also, limited accounts are not even able to be closed by the customer. They are forced to stay open. This makes the company look like it's bursting with growth. If this is not correct, please, by all means explain.
2) If you can't prove your identity, they keep the money? So, I know you're thinking, if some customer can't prove their identity, they are cheating too and don't deserve the money. This is absolutely wrong, here's why... PayPal allows customers so sign up with any name they want (such as a nickname, etc). Then, PayPal allows transactions to take place, even for months. These transactions may be perfectly legitimate and successful and everything is going along nicely, until one day PayPal freezes/locks/limits the account because of a "transaction threshold" or the need to satisfy "government regulations" or whatever other reason they give. Then, you upload the requested documents and they don't match the "nickname" used when opening the account. All of a sudden, you can't get your money because you can't prove who you are. All the while, there were no problems or chargebacks or anything else wrong with your transactions.
This is all actual experience and not hypothetical. I've used eBay since the money order days back in 1997 then used PayPal when that became available. But, no Paypal, no Ebay, no a lot of other things online too. So, back to the facts, PayPal said the identity confirmation failed because the documents don't match the account name. "Duh." They sent a message with 2 possible solutions: Option 1: Send in some document with the same name. (Since it's a nickname, don't have it.) Option 2: Send an email to their compliance department asking them to change the name on the account to match the documents. (Easy enough! I chose Option 2.)
However, even though it was the option suggested by PayPal (and lead me to believe they would change it) they did not. Instead they sent another message that said, "We've reviewed your message and think that we'd be better able to answer your questions with a telephone call." (Uhm, I had no questions. I merely requested a name change per their email to me.) (PayPal was already in possession of the 2 documents they requested when they said they would change the name on the account, so the documents should've been sufficient to get it done.)
PayPal acknowledges that people will use nicknames because they have an area on the website to request a name change. One option is for people who get married, etc. The other option is for people who used the wrong name at sign up, i.e. a nickname (their exact language). So, if this is not allowed, then it shouldn't be allowed. PayPal errs by luring people to sign up too easily and transact financial business with none of the required documents required during sign up, which causes a lot of problems for the customer later on. (Again trying to pad/increase company growth numbers.) Honestly, it creates a bad working environment for the PP staff also who are forced to deal with rightfully angry customers. Then, when it's all said and done, if PayPal deems you've failed their identity requirements, they've created a massive customer service problem by keeping the account "limited" and not letting the customer get his/her money.
This obviously makes people really angry. Then everybody spreads bad news and negativity about PayPal. Does this serve the company's interest? Was the "easy signup" worth it? They've obviously got the numbers on that risk/reward paradigm and I assume they've concluded it's beneficial to them. But it's still wrong, shady and unethical toward the consumer. Does this help them to be successful in the future if they are causing all this animosity towards themselves by being too easy to lure people to sign up, a percentage of which make mistakes that could be avoided if the proper documents were required during the registration process? What kind of leadership allows this? It's madness.
They can still be successful in the future though because they basically have a monopoly and a dangerously exclusive stranglehold on online financial transactions at the moment. eBay is the largest and they only accept PayPal. If you're looking for alternatives to eBay, there are some out there, but almost all of them still use PayPal. Where's the alternative to PayPal? There really aren't any.
Then, after all this, you go and try to open a "new" account, with name being exactly correct and all documents in hand ready to prove it. Please note: It's never been determined or suggested that I ever did anything wrong with the original "limited" account, just unable to verify (or change) the identity. Then during the signup process, signup fails and I'm not able to create a new account because...error, "Account address already exists." So, basically, there is already an account registered to the address, the limited one which cannot be verified to their satisfaction, and after going through the steps to create a new account, properly, I cannot because of the existing account. So, even though I've never done wrong, I cannot have a PP account anymore, for the rest of my life. I'm done?
Let's also remember that PP has collected fees and made money on the transactions in the "account they consider rogue". (Unable to verify identity.) So this company has profited from the "lure of the easy signup". In the end the consumer loses his/her money, but PayPal keeps their haul? Yep. Does PayPal earn some interest on all the money it holds? Yep. According to an article I read about a successful British businessman (Huel food company) who had about 50,000 GBP held by PP, when he asked about interest on his money they held, PP replied, "We won't pay interest because it's, "e-money." (Not real money?)
They're also so big, they play an international shell game: Regulations are different in every country and "when in Rome" PayPal does as the Romans. They don't (maybe can't) offer a consistent operating policy that is the same everywhere. They have different terms and conditions for different countries. But what's more, is when PayPal gets in trouble for a business practice in one country, it changes its rules for that country only and continues to operate the same in the other jurisdictions that haven't taken them to court yet.
I read somewhere that a user reported if you fail the identity check you have to wait 180 days for them to release the money. This is false. If someone fails the identity check and PayPal keeps the account limited, (because they think you are not the account owner), do you really think they're going to let you take money out of the account? Of course not. So, seemingly, they'd keep it and the money they made off the transactions too.
PayPal also makes a practice of holding the carrot in front of your face: PayPal will and does limit accounts at its own discretion. (It's in their terms and conditions somewhere. It's like 100 pages long so I don't remember which chapter it's in let alone which page. LOL.) They do it for a variety of reasons. One internet search will reveal just the "tip of the iceberg" of the different reasons people have been told their accounts were limited/frozen. (A spike in sales, chargebacks, complaints, too many transactions, high-value transactions, risky transactions, risky goods, risky country, short account history, a relationship with someone else whose account had a problem, and many many more. Basically, if you use PayPal, then you're a suspect...eventually.)
The carrot is your money. They know you want your money, and they allow you to build up a balance. Then, when the timing is right (or wrong depending on if you're PayPal or the consumer) they limit your account and request more information. Everything was fine and suddenly they need more information? Also, they are very sneaky in the way they do that. They will state something like: "Hi there!" :) "We need just a little information from you..." then, you upload EXACTLY what they requested, usually 2 pieces of identity like an ID, passport, bank statement, utility bill, etc. Then...that wasn't good enough either!! (Yes, I mean what I said. They requested 2 pieces of info, and the exact clear, legible and accurate 2 pieces of info were uploaded) and they came back with, "You're almost done. We need just a little more information from you." OMG!!
So, they were not even upfront the first go round of asking for identity documents. If they wanted more than 2, they should have asked for more than 2. They keep trying to accumulate and hoard any and all identity documents they can get (or that we're willing to let them have) to get our $150.00 in the account. They dangle your money in front of you and say, "To get your money... Give us this," so you give. Then they say, "Give us this", and you give. And they say, "Just give us a little more," and you give... Where does it end? The reason is this: PayPal knows people don't like giving out their personally identifying information. Everybody is aware of identity theft and the almost monthly news reports of one company after another that had a security breach and lost customers' sensitive identification documents to hackers.
If PP requested all this information upfront during registration, some people would walk away. So the easiest way for PayPal to get your identification is to trade it for your money which they're holding ransom. They're essentially buying your sensitive identification documents from you with your own money!! Which they are also making interest from and using for their day to day operations. Slick! They eventually will ask for your social security number if you're American and probably run credit checks. Of course they don't do this for people in other countries, without social security cards and credit check companies. If I was a hacker, the best place to steal identities from would be a company that has it all... Like PP.
Do you trust them? Do you trust each employee at each workstation in front of every computer who has access to your account and ID? PayPal has offices in different countries around the world, employees in different countries, paid less than in the USA and in countries with very little or at the very least less enforcement of identity theft than in the US. Should we be skeptical about giving them our information? I think so. But they know that. That's why they must hold our money to force us to give them what they want.
So you give all the information and maybe they remove the limitations and maybe not. There is no guarantee that even when you do exactly what they ask, that they do what they say they will do. In the end, they have your money and your identity. Once they have all your identity, it's pretty much certain that you cannot open an new account either as they will already have everything and you won't be able to verify a new account.
People say, "This can't be true, I'm sure they're regulated." Ha ha ha. It's all true and there are others out there with the same experiences. Regulated? I've heard that PayPal is not really regulated. Or certainly not like a normal bank, even though they operate like one in many ways concerning the consumers using it. Peter Thiel, a founder said that PayPal is not a bank because it doesn't participate in fractional reserve banking. Okay, whatever. Actually, banks don't do any of this stuff PayPal does. I've never had a bank limit my account at random, or for any reason at their discretion, etc.
According to Wikipedia: In 2015, in a still developing process, 150,000 Spanish card holders had their funds frozen in an apparent fraud case involving a PayPal service provider, Younique Money, which was the de facto administrator of the cards. Previously, PayPal had charged €15 to all its card users without authorization (150,000 users). As of March 2015 most funds have not been returned
PayPal charged a 15 Euro fee to all users without their consent? And, as of March 2015 funds hadn't been returned? OMG. So, PayPal isn't regulated as a bank in the USA but is regulated as a bank in some other countries. And, although they claim they are not regulated or shouldn't be regulated because of the "fractional reserve banking thing" (which to me is only one function of a bank, not a defining one) PayPal has no problem limiting accounts for what it says are, "Government Regulations". Ha ha! It's been a long story. What do you think now?

PayPal has helped a customer win a fraudulent chargeback. We are a small travel agency that offers cruise to the Galapagos Islands. We sold a cruise (7 people) + flights and more. Totalling around $16,000USD. The customer received all services and was extremely happy with our service (all this documentation + flight tickets + cruise voucher of services + emails sent to PayPal). I personally wrote to the customer to receive feedback on the cruise and she explained that on one day the cruise had to refuel and they lost a few hours of activities and wanted a refund. I told her that I would write the service provider (cruise) about this and try to get her a refund. The cruise operator offered a $150USD per person refund, then a $200USD per person refund (almost entire cost per day).
Then I get a notification from PayPal that she has claimed a chargeback as "Item not received" and requested a refund for over half the cost of the cruise for 7 people ($6,600USD). We are an agency and only gain a 10% commission - only on the cruise and in this case much less as we offered all discounts possible. At this point I sent over 15 documents to PayPal with all possible documentation and call as well when they explained I have sent everything and that I will get my money back, and that they are fighting for me. I also wrote to the passenger and she explained that she feels sorry and never wanted me to get in the middle of this (lie). After a week's time I get a notification that she received the total for the chargeback and $6,600 from my money (not the cruise company money) was deducted from my account.
The customer managed to get (fraudulently) over a 50% refund for a couple of hours of a problem on a cruise I sold with a 40% discount. I sent all documentation that she received all services, was 100% happy with our service plus all policies that explain that itineraries are subject to change and much more. I want to know why PayPal helps this modus operandi way of traveling. And how I can fight to get my money back. It is impossible as a service provider to have seller protection, as we do not ship products.

I have been a PayPal user for several years now and enjoyed the convenience of using this form of payment. Any disputes were resolved with good results, but recently when I tried to use the new Refund Shipping program I was met with nothing but a bunch of red tape. I signed up for the Return Shipping Refund Program and when it came time to use it I could never find the way to make a claim.
I called PayPal and was put on hold forever. So I gave up. I tried several more times and was finally able to get to the page where I could file a claim to begin processing the refund for my shipping on a recent purchase that I returned. I provided the necessary documentation and then kept getting emails from Telus International, the company that processes the refund claims, informing me the information I provide was not what was needed, although I did provide what the PayPal website said I needed to provide.
When I finally got them the information they "wanted" they contacted me again and said the info was too blurry. I kept saying I was sending what they wanted and they kept replying that it was blurry and I only had 7 days to give them what they wanted in the format they wanted it or the claim would be "definitively" closed. They wanted my original PayPal receipt for the purchase with the date of the purchase form the PayPal website. I gave them that and then Telus International said there was no purchase date on it.
Well, duh, yes there is. So after hours and hours and emails after emails I called PayPal to close my account. I was told that I couldn't close it at that point and to wait 3 - 5 business days and try again. So I waited over 5 business days and went online to close my account and was still not allowed to, which required another call.
I was finally able to close my account but not without a great deal of trouble. I then tried to close out my husband's PayPal account online only to find that his account could not be closed without calling PayPal. What's up with that??? On one of my calls to PayPal I was asked to identify myself by answering several "security" questions but not the questions I had selected as prompted on my profile. I was asked four questions to which I answered all questions correctly and the woman said that I answered several questions incorrectly and so they could not access my account to help me. I asked to speak to a supervisor and explained to her that I had answered all the questions correctly and I asked her where did they get these questions and the supposed answers. The PayPal manager said the questions were provided by the government, excuse me???
Then the government has the wrong information about me and why are they getting questions from the government to secure my identity? That's why I set up the questions in my profile to ascertain my identity. All attempts to send an email to PayPal about my issues with them were met with no way to contact them. The only way is to call customer service and their customer service is downright terrible. Many of their reps speak with heavy accents and it is very hard to understand them. No one in customer service knows anything about the PayPal programs and so they have to transfer your call to other departments who in turn don't know the answer which then requires more transfers only to end the call with your issue not being resolved.
When I had a credit card that was no longer active I could not delete it from my account profile. Again, I was met with a bunch of red tape and hoops to jump through to get this card removed from my profile and in the end I was never able to delete it from my profile. I will never use PayPal again nor will I recommend it to anyone. PayPal needs a major overhaul!!!

PayPal's activity reporting is dismal. They have transactions that mathematically do not make sense. Recently I notice a charge that appeared both on my "cash" account and my third party credit card. When I questioned this apparent double billing I merely got a reply saying there was no problem with the transaction and my double billing claim was denied. When I wrote them back with copies of my account activity, my correspondence with the vendor and my credit card statement, I again got a reply that there was no issue with the account and my claim was denied.
In total frustration I turned to the back up Visa credit card fraud protection department. They put me in telephone contact with PayPal Disputes section. The women there informed me that the questionable charge was an unrelated chargeback. There was absolutely nothing in the activity statement to indicate this. The whole process was a frustrating total waste of time. I wish there was an alternative to PayPal.

I decided to use PayPal Credit Card service and it was a huge mistake. I had the option of using my local bank credit card machine service for a 3% charge per transaction but PayPal had the same service for 2.7% fee so I decided to use them since I had already had a account with them but this has become a nightmare. PayPal have been holding my funds for 3 months already even after I send them proof that my business is a legit business, I send the license, federal tax id, local permits everything I have that show that I'm real, but I had been waiting for them to review this and it seen they are understaff to take care of this so call reviews and every time I call I get the same excuse, that is been review and that it can take 30 to 45 days before someone will get to it but the 30 to 45 days have come and gone and I will don't have access to my money.
I and I'm sure many other consumers have to pay the consequence of they not having enough personnel to review whatever it is they have to review in a fair timely manner or they just want to keep the funds for them self if people like myself gets tire and frustrated of waiting and calling and I mention this because they already collected their fees and just have the remaining of my fund hostage. It is unfair that a multi-million dollar company treat the people that got them where they at and made them all this money like this. I will be looking for help in any way I can to make sure this don't happen to anyone else so DO NOT use PayPal credit card service, pay the extra .3% and got with a bank that will show that they care about you and save yourself some time and headaches.

Paypal makes excuses to pay out!... While having already charged the vendor. Not only that, the 'after 90 days' or 25 minimum trustworthy transactions, to be paid upfront, is circumvented. I can't count how many times I had to call them. Most of the time the nearly always foreign or Asian reps were understanding and polite. I'll give them that much. After all, I am being truthful in my PayPal and eBay complaints. No reasoning on my part broke through. Not even that I once had a former PayPal profile, am licensed, had legitimate listings, yadda. I've broken contact with both these big boys. "I've shipped the said item and expect to be paid." You should too. I will not use any venue that has PayPal as the only overhead. No way. They've lost my own trust.

I have had a PayPal buyer's account for several years. I recall having PayPal in 2008 so opened it before that. I took them on trust as a great big company and despite seeing the seemingly senseless words "CURRENCY CONVERSION" against some transactions assumed it was something honest. I had a buyer's account with a direct debit set up connecting my Natwest checking account to PayPal. Except for the rare vendor's refund, or sale, which would credit my account, most of my PayPal transactions have been payments made with PayPal. Each purchase shows as two records in the PayPal statement. If an item cost £3 PayPal would have the 1st record as withdrawal of £3 from my bank account followed by the next record. In 2016 I paid a domains' registrar UnitedRegistrar with PayPal, and they had a warning put up that PayPal was asking customers for double payment, and to disregard fake non-payment warnings.
Then exactly that happened to me. To cut a long story short this led to my downloading PayPal statements starting 1 Jan 2014 which was the most they would let me download and looking more closely at the arithmetic on the statements. I found they cant do simple arithmetic, creating small errors in my favor and much larger ones in their own favor. What PayPal has done repeatedly is to debit from my bank account £30-50 at a time and explain that as "CURRENCY CONVERSION DEBIT INTO BRITISH POUNDS". I have none but British pounds. This is nonsense and the amount they debit should be equal to what they pay the vendor or there should be some explanation for what happened to the funds PayPal debited from my bank account. I have been under pressure recently and had not expected such a big company to cheat. They denied they can see my statements, and have blocked me from logging in recently.
I have also written to PayPal recently with statements I downloaded &printed on 29.04.2016 and simultaneously posted a copy to the Financial Ombudsman. But in Britain such services have become less friendly than before and I am not sure they will help. Meanwhile PayPal do not seem to answer when I phone 0800 358 7911 and after 1-2 hours waiting I hang up.
They owe me several 100 pounds from Jan 2014 and I am sure they have been stealing since I opened the account. I am usually meticulous and hate being ripped off. I am very unhappy with my life and people treat me very cruelly in the UK. I am not an animal besides quite educated. I find people become even more unkind once I say I am not treated well in the UK. It feels like a woman prison and I have been ripped off more than once. Is there anyone in the UK or outside who can comment on this scam or have any suggestions? I feel if I could scrutinize my older statements- I know I had PayPal in 2008 and earlier- I fancy PayPal would truthfully owe me £1000. I am willing to send in copies of my statements with analysis.

I've had a PayPal account for several years and have always loved the ease with which one can make a purchase. However, a purchase for $15.28 recently showed up on my account. PayPal website tells you to contact the seller; however, the site wouldn't open. Trying to find out from PayPal what it was that I had allegedly purchased was a nightmare. All I got were 'canned' replies. Eventually, after several attempts and hours of frustration, I gave up in disgust and closed my account. I know $15.28 isn't much to be concerned about, but if it had been $15,000 I'm sure I would have gotten the same runaround, and I'm just not willing to take a chance. At least with using Visa or MasterCard, I can instantly get a real person on the phone who will help me resolve my problem.

I shopped numerous times for years with PayPal but when I try to return some of the items purchased online, PayPal keeps rejecting the refund. I had to call PayPal waiting for a long time to speak with a representative. The only answer I got is I need to talk to the customer service of the company that I purchased the items. Of course the customer service refused to give the refund in cash but with their gift card which is sold with 20-30% discount online. Biggest mistake I've ever made with online shopping! You should never use PayPal when you purchase something costs more than $50 if you know there is a chance to return it in store to save your return shipping fee. Bigger shopping malls like Macy's will give you the refund in your credit card - taking a long time, but smaller ones like Hollister will never do that service. I will also have to leave a complaint for Hollister for their ridiculous service.

I want my money released immediately and transferred to my bank account. I no longer intend to use eBay/PayPal because they are rip off artist using my money so they can draw interest. PayPal will not release my funds. They have put limitations on my funds for 180 days. I have sent emails with no response. They stole $751.00 from me. I have sold items on eBay and PayPal will not give me my money. I have called them repeatedly, wrote email messages with no response. I am a senior citizen and when I call them they come up with a different excuse every time or different reason as to why they will not release my funds of $751.00.
I had to spend money out of my pocket for shipping the items. I am having major health issues (which included a major heart attack) and have no money. My water and electric bill have been cut off because I had to pay all the shipping expecting to receive my money in time to pay the bills. Now they have put a 180-day hold on an 86-year-old woman. I had a death in the family and was unable to attend the out of town funeral for my sister because I had no money due to PayPal not giving me my money. This is a scam. There are thousands of complaints on PayPal. They need to be put out of business for trying to play GOD with everyone's money.

Is it just me or is PayPal's dollar conversion not accurate? And when I say not accurate, I mean that their US dollar to Philippine peso conversion rate is often lower than the actual value. It might not be a big deal to others, but for those whose work relies on getting paid by the dollar and whose clients are on an international scale, it is. Also, sometimes when I'm withdrawing my money from there, it takes too long for the money to get to my bank. One time it took at least a week, and it was a crucial time for me because I really needed the money, and it didn't get to me on time. I had to scramble to get the money that I needed. PayPal needs to improve a lot. I'm kind of stuck with them so there's really not much I can do. I hope that they can find a way to improve their services.

I made an offer for the item via eBay but seller insisted for cash, after my refusal the seller accepted the PayPal secure payment. After I paid 480, I asked to send the item by post but Seller insisted to deliver himself due to close location. I agreed but pointed out that I would not be able to check the item straight away because I was expecting my child to return home. Seller replied that it is ok and if anything is wrong I can call him later. He delivered at 3 pm, around 6 pm I had time to check the Apex, once I opened the box it became clear that the item was not in New condition, there was no original receipt as promised, just an PayPal print out, the item was clearly used, all the security seals were broken (the box clearly says that if the seal is broken the item should be returned to the shop)! The warranty for new Apex always is at least 12 month, this item is under warranty just over 10 month (again clearly not new).
Without touching anything else, I got Ethernet and USB cable, connected to the module to realize that the item doesn't even connect to the internet so there was no way to test the item, also there was dust in the ports. I immediately contacted the seller. Seller didn't even listen to what I have to say and accused me of breaking the item or I have done something to it. What struck me the most, he announced that the box was sealed and I broke the seal on front of him!!! (Strange because his advertisement on eBay clearly shows the box opened, he also reported same on the first correspondence with PayPal, so PayPal should've seen that the seller can't be trusted).
Then the seller shouted in the phone that he doesn't care and he won't be accepting it back and he knows exactly what to do. I was stunned and decided to open a case. I did point out that the item was described as New and clear indications points to different story. I opened the resolution case the same day, next morning I was pleasantly surprised to see prompted action from PayPal with return instructions. I wish I would've never done that!! When selling and posting my own items I always log, record and have witnesses due to many stories similar to mine on the web. I recorded the packaging, trip to the post office. I paid special delivery 26.60 with insurance for 500 in case of a loss or damage because the seller indicated that he will not take it back, apparently I had done something to the item so I was worried, also there were witnesses in my house at the time of delivery and the time of returned postage.
Then today I got email from PayPal stating that my case was refused due to some damage to the item (this was a statement on the first call to PayPal), as advised by PayPal's staff I contacted my bank and then again PayPal, still I had no understanding what was the allegations and what had happened to the item. 3rd conversation with PayPal I finally discovered that it was apparently not damaged but a swapped to older model by me? Really??? I didn't know there even was an older model! There is no such thing as older model with Neptune Apex as far as I know (the only difference is it is New, Used, Starter kit or Gold kit).
Also I was told by one of the PayPal agents that the seller was advised to report this incident to Police as a fraud, in order to back up his words, strangely PayPal never contacted me about this, never asked my explanation or proof and clearly supports criminal action by this seller, so I have no choice than to report this seller and PayPal to Police as well. I will show the Cctv and all of the evidence I have because clearly PayPal doesn't care for 2 sides of the story. I have no money and no item, seller on other hand with PayPal's help has everything and a big laugh that he can get away with a fraud.
I officially declare to PayPal that this seller allegations are not true and his actions is a fraud! Everything I have said is truth and I'm a victim of a fraud! I have sent the same item back to the seller and packed the item in such way that nothing would get damaged, I have never had any criminal case, reports or claims against me. My reputation as a seller and buyer on many web resources such as (Ebay, Vestier Collectives, and PayPal etc.) is spotless with no history of strange activities. So why is PayPal believing and helping this seller to commit a fraud? I have a reason to believe that the lack of investigation, rushed decisions, incompetence and careless attitude by PayPal has lead the seller able to commit illegal actions due to lack of protective system against fraud and such ridiculous claims.
I have no choice than to report all parties involved and bring to account my evidence to Police which was carelessly ignored by PayPal, I have also no choice that to speak out to public and warn everyone that their money is not safe with PayPal's transactions and protection policy. I still have no indication or clear understanding if the "swapped" item will be posted to me or what is the future of this case, PayPal refuses to discuss any details and keeps saying that the case is closed... what a fantastic way to treat your customers. They will screw you over time and time again for every transaction you receive!!! They put a 21 day hold on every transaction I did for the last 4 months. They are the worst company to deal with on the face of the earth!!! A lot of people like me rely on receiving money through PayPal for my business so I can survive. PayPal told me they put through a new policy to hold all payments for 21 days in order to protect their consumers which is a load of bull. They are screwing with my way of life. When I had a chargeback and had to go through the process, I had all the paperwork to prove that the chargeback would be in my favor. They offered me ZERO SUPPORT!!! I will never ever ever use PayPal as long as I live.

All PayPal users ALERT!!! Because this could also happen to you. I had an electric bass that I had decided to sell by posting an ad online. A woman got to me soon after the ad was posted, stating that not she will be wanting the item, but she was buying it for a cousin who lives in the same country as I am. She asked if she could use PayPal. Now because I had not used PayPal before, and not even my friends had used it before, I have not heard anything bad from it (should have came here before), hence I agreed. (Nightmare begins.) The woman said she was to ask a shipping agent to come to my place and pick it up, and that she has included the shipping fee plus the transaction fee, with the price of my item, and sent to my PayPal account.
And then I received an email from PayPal, saying that I have to go to the post office, and send the money to the shipper myself, and then get back to them with the receipt so that I will get the money back. Which sounded fine and reasonable, right? The first complaint comes here. I received an email from PayPal on a Sunday morning at 9 am, asking me to do what I was told to do. And then, at 1 pm, I received another email from them, saying that "we are really disappointed that we can have a customer like you, acting strange on us" something like that. I was like, SERIOUSLY? It is a damn Sunday, which post offices do not open. How should I get things done then? I waited until Monday and got it done. Then, the second nightmare.
They told me that I had to pay for a taxes fee, which together with the shipping fee I payed before, adds to a total of more than a thousand CAD, and bear in mind that I still have not receive the pending money. Right, it is the only thing I can do in order to get my money back. PayPal sent an email to me saying that this would be the FINAL step. The truth is? HELL NO. Today, I received another email, saying that THEY HAD MADE A MISTAKE WHEN MAKING THE TRANSACTION, that they had deducted an extra 1200 from the buyer's account. Two things I do not understand. First, I thought that the payment was already pending? So that shouldn't it be ready to get to my account already? Shouldn't that payment be already deducted from the buyer's and ready to get into mine's? Why are they still deducting money at this point? Second, PayPal are you serious?
You made a goddamn mistake of deducting more than you should, and you asked me to refund that 1200 to the buyer? And at this point I still have not received anything. I am getting very, very anxious and nervous these few days, as I am really nervous of where my damn money is. With that 1200, I will be paying more than 3000 in total, and I still have not received my money. Now PayPal listen, I am really upset and disappointed, that once I get this transaction done and have my money back, I will not ever use it again. I know complaining here may not help my situation, but I am really stressed now and I need somewhere for me to write this thing down, and hopefully someone will see this before they do online transaction, and there's only one thing I would like to say, this experience is rubbish and please do think again before you use them.

Do NOT use PayPal if you are a small business owner or freelancer selling a service. If you are not selling tangible goods, such as bags or shoes, DO NOT use PayPal to invoice your clients if you are selling a service. Example you are a business consultant, a freelancer, a translator, a PR agent, an owner of a vacation rental, and so on.
One of your clients may request a chargeback for a service you provided with his credit card company and PayPal will revert back the money to your client. You may have all documentation in your favor, such as contracts signed between you and your client, proof you have delivered a service; you may even have reported your client to the police; not even a criminal record number issues by the police will stop PayPal to send the money back to your client. This may affect your small business forever. PayPal does not protect sellers selling a service. Their customer service and resolution centre is run by incompetent people, whose decisions will ultimately make your business shut down.

What a CON for holding your money they're generating just overnight. Never mind the weeks keeping your money. Just think of the interest back for up to 21 days without given any reason and expect you to still give 100% service. Doing this to a member could result in the following - Late posting, lack trust, debt problems, buyers blame the seller - for these problems which can be avoided if only PayPal informs a member if problems look likely. Yes I agree holding funds back is a must in some cases, but most sellers do the best to undertake the rules correct, and have history to hold reference. Who gives PayPal the control and right to run the lives of members. All PayPal undertakes is to look after themselves and don't look after members who try the best to run accounts straight. I got paid for an item tonight and as always arranged postage to be paid direct from my funds as I do each time I have a sale plus extra 2% for the service.
Then to find a hold placed on my account NOW I have no electricity or gas for the next week. THANK YOU PAYPAL. Notice could have been given. When I contacted them the answer was that I sold something higher than normal, rubbish history shows same item in the past sold for higher fees. If you owe your bank money notice is given or contact made, not just helping yourself to your money and gaining interest on your hard earned money. I know myself this has cost me stress and worry, like many members needing their money to live and pay bills which selling goods is the only way to survive. If PayPal were to get feedback on eBay they would be for sure get the 0 rating for the service they offer.

PayPal representatives were negligent in providing instructions to resolve the false claim filed by the eBay buyer and sided with the buyer when I pointed out PayPal's negligence. On 05/31/2016 I spoke with 5 representatives and one manager Ken who accused me of not reading the seller's PayPal agreement (I read the PayPal agreement when it was first provided to me more than 10 years ago when I became eBay and PayPal member). I came to PayPal for help when the fraudulent claim against me was filed and I did rely on guidance of PayPal representative Jamie who I spoke with on 05/27/2016 and who provided instructions on what I needed to do to resolve the claim. Jamie identified the claim as buyer's remorse and I totally agree. The buyer filed a claim for not received eBay item before the item was shipped.
I had difficulty getting PayPal supervisor online (Ken) who was not helpful at all. When I asked for his supervisor's name and contact information, he refused to provide that information. I reported the buyer and PayPal to eBay. eBay requested to have a 3-way call with PayPal and PayPal refused twice. First PayPal representative stated that as far as PayPal is concerned they don't have to speak with eBay regarding the claim. Second representative Anna stated that PayPal no longer holds conference calls with eBay since separating from eBay. PayPal allowed a fraudulent claim to be filed, withheld money from my PayPal account, were negligent in providing specific instructions to request signature confirmation from the eBay buyer, but told me to ship the $2,170 item to the buyer with tracking number, provide tracking number to PayPal in response to the claim and receive release of funds as soon as the item is delivered to the buyer.
I followed the PayPal's instructions. The item has been delivered to the buyer and PayPal put fault on me for not shipping the item with signature confirmation. This is despicable behavior and negligence on PayPal part that no one at PayPal is willing to own and handle. I requested to pull up a recording of my phone call with Jamie who originally provided the shipping instructions to me. Ken stated that it is not a problem, but it is still my fault because I should have known the seller's PayPal policies (from more than 10 years ago I guess!). It was a straight forward eBay transaction that got out of hand after PayPal accepted fraudulent claim from eBay buyer. Isn't PayPal suppose to protect its users from fraud instead of perpetuating it?!?

I had a buyer decide after 5 MONTHS of receipt that he wasn't satisfied and so he filed a claim against me and won. Because I deal in digital services, my proof "wasn't sufficient". The fact that someone can dispute an item after so long is UNACCEPTABLE. My own business contract was overruled. I am appalled!! Absolutely ZERO seller protection!

I opened a claim with Paypal regarding a merchant who send the wrong item and did not answered any of my attends to return the item back to him. Paypal will only reimburse the purchasing price of the item and I had to bear all shipping cost for this item to get back to the merchant. I had to paid $130 dollars on shipping cost in order to get back the $107.88. In conclusion, a win win situation for the seller. I find Paypal return policy abusive and disloyal to buyers. Thus protecting abusive and irresponsible sellers is their way to make business. Paypal is not the protective and fair medium to conduct business it portrays itself.

PAYPAL USERS BEWARE!!! PayPal's policies are designed in PayPal's best interest and for their profit on YOUR money. Not only do they earn a 2.9% fee for the sellers transaction, they also earn daily interest on YOUR funds. They hold YOUR funds claiming that their policies are protecting the buyer and seller from fraud. In fact, PayPal is the fraudulent perpetrator. I will NEVER use PayPal again. Here is my experience.
I sold my Corvette on eBay requiring a $2,000 deposit from the buyer within 24 hours. The Dallas TX buyer asked me to allow a 3rd party inspection because I live in California. I agreed, the inspection was done and verified the car was pristine and in showroom perfect condition. So, the good faith deposit was made assuring me that the buyer was serious and was confirming his offer. This deposit should have been in my pocket before another item in the sale process was completed. I provided my bank account for the buyer to wire the money, but he asked if he could use PayPal. Unfortunately I said yes. I had NO IDEA what that was going to cost me in the end.
So the money showed up the next day in my PayPal account as 'PENDING'. I then found out that it would be held for 21 days unless I provided shipping info that would shorten the window to 7-14 days. I did provide shipping info but it wasn't good enough for PayPal reps to change the release date to 7-14 days. Long story short, the buyer paid my bank loan payoff and me, my equity, on May 23, 2016 and arranged for shipping with a 3rd party auto shipping company (Trans Cargo Inc).
Today, May 27th, I called PayPal to request the release the MY funds to me and I was told the funds will remain 'PENDING' for 21-days from May 23rd. For what reason? This is an outrage!!! The entire deal is done with the buyer, the seller, and the bank and they continue to hold the first monies that me, the seller, was due to receive???
PayPal needs to PAY ME interest on MY money that they are holding. And, in the interest of good business practices, they should WAIVE the 2.9% fee that charged me. PayPal has NO RIGHT to hold my money at this point. The sale is completed. This process has been outrageous, unprofessional, a fraud on the consumer and I am pursuing legal action to bring this to the public's attention. I can't say it enough. This is fraud and I now have to wait until June 13, 2016 to get my deposit released. USERS BEWARE. AVOID USING PAYPAL CAUSE THEY WILL USE YOUR MONEY UNFAIRLY TO ADD TO THEIR PROFITS!!!

Back in March of this year, I sold an old printer that had been sitting in the bottom of my closet for around a year. The last time I used the printer it worked great but once it sold the buyer stated to me that he could not get it to print. He further stated that the print heads had dried up and no amount of cleaning had worked to resolve the issue. He opened a dispute with eBay to have me refund the money. PayPal put the money in my account on hold indefinitely until the dispute was resolved. I went ahead and issued the refund to the buyer and told him just to toss the printer. My buyer states that he got that refund back in April. I know for a fact that once that money had been on hold in my account I never had it to spend again. $50.00 was gone... never seen again.
I'm not sure if PayPal opened a separate dispute that I was unaware of or what happened but in May, I seen a little tab at the top of my account summary page saying something like "you have unresolved issues on your account". I clicked the link and of course it was discussing this printer which the money had been put on hold for and sent back to the buyer. Mind you I had still not seen that $50.00 they had on hold... One of the options for the dispute was to acknowledge it and have PayPal review it. I acknowledged that there was a disputed transaction because it was basically the only option it gave.
Suddenly a week or so later they put my account in the negative $70.00. Of course this was in addition to the $50.00 that had been placed on hold 2 months earlier and I never seen again. PayPal calls it a charge-back ($50 for the refund of the item and $20 for their pain and suffering I suppose). The problem with this charge-back is that they already took the $50.00 2 months prior and never released it. It looks like on my account it said they did release it but I never seen it and it makes no sense that they did since the item was in dispute the whole time.
I am mad. I have called and been placed on infinite hold. I've sent emails only to get a generic response back on how to resolve my negative balance. The problem is that I shouldn't have a negative balance. Unless it's only that $20.00 fee because they took the money 2 months ago. This is ridiculous. I will never do business with this company again.

PayPal has stolen almost $10,000 from and told me I have zero recourse and zero appeals process. I can contact them in 180 days about maybe getting my money back... The reason... I'm too busy and have refunded to many people the last few months. NOT fraudulent use, NOT chargebacks, NOT judgements, I willfully refunded to many people. I've filed complains with the BBB and FCAC in Canada. Anybody out there that has any advice feel free to inbox me... I recommend using PayPal only when needed and remove your money asap. Never EVER let it sit in your account.

So after trading with PayPal with over £1500 of sales, no bad feedback or cases. PayPal have classed me as high risk. Not only have they limited my account to stop me trading, they have also held my money for 180 days. Unreasonable behaviour. They won't even explain why I am classed as "excessive risk". PayPal seem to scam you with commission, then limit you. While this is going on they hold your money and make interest. Please, do NOT use PayPal. At anytime they can take your trading and your money away from you. Use a card machine, and get customers to pay you direct. Use PayPal competitors. AVOID PAYPAL AT ALL COSTS!!!

The reasons for this review: Do not purchase any tickets or flights through E-Dreams. Do not trust PayPal to help you out if you've accidentally purchased tickets through E-Dreams. I made a payment to the website, E-Dreams, 8 days ago for flights which cost me approximately $1200 AUD. The E-Dreams website crashed right after I entered my PayPal information and clicked on 'pay now'. Immediately the money was shown as pending in my bank account. Thinking everything was okay I left it at that and waited for a confirmation email to confirm my flights. No confirmation email was sent, so I proceeded to call them the next day. The sales associate assured me it was cancelled and that he would send me an email confirming its cancellation. This was the easy part.
The next step was to confirm that PayPal could remove this pending status and refund me back the money. Every single time I called them, they gave me a reference number, but every time I spoke to someone, they did not read the previous interaction and had no clue what was going on. I repeated myself to every single person I was speaking to. Each time I called I got a different answer.
First answer was to contact E-Dreams and tell them to basically deal with it. My response to this was I had already done that so next thing that she said was to wait, because she was sending through a request to her supervisors so that they could just look up the transaction. She told me to wait 24-48 hours for it to be resolved. 3 days later, I called up PayPal again because the status on my PayPal account and banking application was still saying pending. This time I spoke to a person called Patrick. He assured me everything will be fixed by 9 PM Sydney time and that he will definitely resolve this issue for me. Patrick did not call. Patrick did not email. Patrick basically went missing because I left it for another day and then proceeded to call back again today.
I cannot even stress how frustrated I am at this point. When I called and requested to speak to Patrick, I was told to tell a brand new consultant, what has happened again. This third person being Nathan, he was probably the most helpful out of everyone. He understood my frustration and immediately put me through to a resolutions supervisor named Jen. Jen assured me that she could help me resolve this issue by today. Her resolution was that PayPal has already denied the transaction, and that the 'pending' status was to be overturned and my money should be in my bank account within 2-3 working days from the day it was denied which was the day my first call was made.
I reconfirmed with her that it has been longer than 2-3 days now and that it's still definitely not in my bank account and so she gave me a reference number telling me to go to my bank and tell them that this is the reference number for the transaction and to please have it refunded into my account. At this point I did not want to be joked around so I told her to confirm with me what she was saying was correct by writing an email and sending it to me. Thinking that this is finally the resolution for this headache, I proceeded to contact the bank where they told me that that cannot be done. No words can describe the frustration I am feeling right now.
I made a fourth phone call and spoke to two other people. They were not very clear, so I couldn't get a name but they were definitely the least helpful. I requested to speak to Jen, however no one knew which department she was in. I then asked for a supervisor, so they put me through to speak with a guy who didn't know what he was talking about AT ALL. He basically told me exactly what the very first girl told me to do, to contact E-Dreams...
I could not even understand why this guy was sending me on a goose chase. I told him that I have a confirmation email from E-Dreams stating that the transaction has been cancelled, why would I have to call them back? He then said, well then the only thing I can do for you is to send a request to have a supervisor look over this. This guy had no idea what he was talking about, and whilst I was clearly sounding frustrated over the phone, he tried to cut me off from speaking by repetitively talking over me.
I have loved using my Paypal account over a few years now, and have always thought of it as the safest way to pay. However, I have been sent back and forth to the bank to fix an issue that shouldn't have occurred in the first place. The issue has still not been resolved, I have been told to wait another 24-48 hours. PayPal, do not offer your services to sites that have 0 -1 star reviews! We trust you, and when you don't do your research before offering your services to these sites, WE, the customers, are left to deal with the fallout.

A few months back I fell for the stupid Facebook advertisement scams that thousands of people are falling for - I bought an article of clothing from Sammy Dress. At the checkout it said I should receive my item in 2-3 weeks. Almost 2 months later, I finally got my package. When I opened it, it was NOTHING like the picture. Different colour, different material, completely different article of clothing altogether. I went to sign into my Sammy Dress account so I could send a message and get a refund or get the right item, and surprise surprise, my account had been closed. So I reached out to them on Facebook and they read my message and ignored me. So I messaged again and they ignored me once more. So I commented on their Facebook page posts publicly so that other people could see, and I got some copy and paste message they send to every single person, "Oh we are so sorry about this. Please private message us so we can fix it."
So I sent a message and they sent me back the same message, "Oh we are so sorry about this. Please send us a private message so we can fix it." So I replied, they ignored me. I sent another message, they ignored me. I commented on their public page, they sent the same message... you get the picture. This went on for weeks. Finally they agreed to pay me back some of the money, and when I got the item they would expect me to pay back that money. That showed they weren't even listening to what I was saying, because I had gotten my item. It was just the wrong thing. So I just agreed because I figured that would be the closest I would come to getting my money back. Once I agreed, they blocked me from Facebook so I could no longer reply to their messages, post on their wall, or contact them in any way.
I thought all hope was lost, but then I found someone who said they paid through PayPal (as I did) and they were scammed and PayPal helped them get their money back. So I went to the sign in page of my PayPal account and right there on the front it said something along the lines of "Something isn't right? If you get screwed we will help you get your money back" or something like that. So I opened a dispute and followed all the rules. I was in contact with the seller initially. I provided all the info and pictures they asked for, and the seller would not budge. So I escalated my dispute to a PayPal claim and within a couple days, PayPal got back to me saying nothing more than "Sorry, we cannot support you in this matter."...and that was it. Nothing more. I got no reason or anything. Just no. We will not help you get your money back after you gave us all the clear proof that you were scammed.
So I asked why, and they completely ignored me. I asked again. They ignored me. Then a while later I had some other issues with PayPal and I sent them a message regarding that. They responded right away. They were no help mind you - but they responded. So I replied, talking about my original concern and in the same message I asked about why they sided with the Scammy dress. They replied, but completely disregarded what I had said about Scammy dress. Since then I have sent maybe 4 or 5 messages requesting information on why they would not help me get my money back when I was clearly ripped off, and I have been ignored every single time.
Is PayPal in on the scam? Are they being paid off? Seriously, something seems too fishy. Why would they help people all over get their money back, but not me? It is simple... I did not get what I ordered. The company clearly does this all the time, as the Facebook posts are just filled with hundreds of comments from people complaining. I don't get it. Something weird is going on and I will never use PayPal again and I hope that you all think twice before going through this company. You cannot trust them with your purchases.

I used PayPal before when I transferred my earnings from Upwork. I don't like the processing time when they transfer my funds to my ATM account. It took AT LEAST 3 days to transfer my funds to my ATM account. What's not included there was the 2-4 BUSINESS DAYS for my ATM account to receive the funds from PayPal. I won't use PayPal again in this kind of transaction. Good thing though, I already made a fund transfer to my ATM account directly from Upwork. NOTE: I already had to spend MORE THAN TWO DOLLARS in order for my funds from PayPal to transfer to my ATM account. I think that's too much.

I have used PayPal for 20 years and I always had an illusion that PayPal provided buyer protection until now. I bought a tablet PC from Everbuying via PayPal ($231.30). It turned to be a bad one -- the screen blacked out once we performed a video talk. After a series of talks Everbuying eventually allowed me to return it. They requested me using USPS to ship it back and NOT using Express mail because Express mail had a higher possibility to incur expensive Chinese tariff according to them. I followed and mailed it on 04-08-2016 with USPS first class mail which didn't provide tracking inside China. I paid the postage of $33.75. Since then Everbuying kept saying they didn't receive the item and refuse to refund me. On 05-06-2016, 4 weeks after I returned the item, I opened a case at PayPal resolution center (case #: ** for transaction id: **).
I told PayPal I have saved all communications with Everbuying into a file and I had copies of USPS receipt and Customer Declaration Form. However, PayPal never gave me an opportunity to upload and submit my documents. Instead, PayPal ruled I need to send the item back with tracking information at my expense (I did it 6 weeks ago!) and I would get refund only after Everbuying confirms to receive the item (how about the company deny receiving forever?!). This absolute ridiculous ruling shows PayPal is helping these cheating Chinese online sellers make international return of defective items impossible. Virtually, PayPal is becoming protection for defective products not buyers.

I was involved a couple of weeks ago in a severe case of fraud by a service provider to whom I paid via PayPal. That provider, without my consent (and I have docs and Skype messages to prove it), created a recurring payment which I was never told about. Before the 1st recurring payment took place (2 days I believe), I asked for partial refund from the provider who kept me hanging for nearly 3 weeks without providing the tasks I requested him to do. I later on took another provider who fixed all my issues in 3 days and took nearly 1/3 of the amount I paid to the first fraudulent provider!
I was shocked that PayPal let the recurring payment take place without even asking for my consent (not in the first place and not after I asked for partial refund). What did they ASSUME? Is that a normal and legit way of handling such cases? Anyway, their resolution center is there for show only. I later on managed to get back $100 back from the recurring payment. (The provider insisted that he couldn't refund my full payment but still managed to give me a $100 refund - odd? I believe so.) All my pleas to PayPal fell on deaf ears.
The fraudulent provider mentioned that I have merchandise credit for $250 but now when I asked him to provide the services I "supposedly" paid for (marketing promotions and campaigns), he ignores me completely. I blame PAYPAL. Their decision-making process is broken. I hold them directly responsible for this matter and expect full refund! I have Skype messages, e-mails and docs to show exactly what happened throughout the entire process but that didn't matter to their resolution center.

I'm from the Philippines and I use PayPal to buy stuff from the US (mainly board games). PayPal makes it easier for me to purchase these things, I don't have to repeatedly key in my credit card number. As long as I know my email and PayPal password, I can finish my shipping in just a few clicks. I also appreciate that PayPal sends email reminders to be wary of scams and phishing emails that identity thieves send you. I got a phishing mail once, from someone pretending to be PayPal. There was link to a fake PayPal site (it looked really legit). I already typed in my email and password, but then I remembered one of the emails sent by PayPal, so I checked the URL and it was not the PayPal site. So, I went to the real PayPal site and quickly changed my password. Thank God I read through their email warning.

In a word - AWFUL. PayPal's business practices are devious and insidious. They weasel their way into your financial transactions by becoming a gatekeeper and usurping your power to control online purchases. Years ago, when I tried the service, I found all of my credit card transactions had been diverted through PayPal. It took me months to get rid of them because they avoid direct contact, especially with people they call "clients" who want nothing to do with them. Today, I used a form to make a donation to an environmental organization with my credit card and got a notice that the transaction had been blocked by PayPal because my identity was under suspicion. More likely, they were pissed that I chose not to sign up for their services.

PayPal allowed another party to open a business account to my rarely used personal account, add a new address, changed the name on my account and begin to empty my checking account sending my funds to Russia. This was all done without any contact but when I tried to get back into my account (password was changed) they wanted me to fax my driver's license to prove my identity. They did not make the hackers do so. PayPal made it impossible to close my account or remove my checking account because "transactions were pending." Those were FRAUDULENT transactions. They did not allow me to speak with a live person without a code off the website, which of course I could not access. When I finally received a live person on the phone, they lied to me and still refused to close my account. PayPal has been a complete nightmare and made hacking very easy while abandoning their own customer they promised to protect - me. Never again.

I have been selling on Ebay for many years and using PayPal for payments by my customers. A few months ago I sold an item to an overseas customer. The customer declined insurance. When he received the goods he claimed they were damaged. I offered the customer a refund for the product but not for the $180.00 freight cost. He send a dispute into PayPal. We lost the case due to the fact that we arranged the transport. We were down $410.00. The customer got the goods with free freight. We stopped selling to overseas customers from that point through Ebay.
Last month we had a customer put in a dispute on 13th of April claiming that the goods had not been received. Then on the 19th complained they were not as described. PayPal again refunded the item and freight without requesting the customer return the goods. This happened because I didn't respond to the dispute as I was overseas at the time. One would think that they would request for the goods be returned before refunding the money. Not happy at all. Where is the protection of their customer.

I live in Montreal, Quebec, Canada. I never used PayPal, signed up few years ago in the French website because I wanted to buy something on eBay, but end up buying nothing. Never used the account again till last month. My cousin from Calgary sent me money through PayPal. I then accepted the money on my PayPal account. The thing is, I couldn't transfer it to a bank account, because I live in Canada and I opened an account in France by accident (didn't know since Montreal is bilingual French and English). Ever since, one agent from PayPal France said I just have to open a Canadian PayPal account and transfer the money to that one, didn't work cause they blocked that option. Another agent told me she will take care of the transfer from France to Canada account, but nothing, nada, niet.
They've been asking my ID, asked my credit card, authorized me to send the money within 4 hours, while they were daytime and it was nighttime here in Montreal. They said my account is suspicious. Every time I wrote to PayPal France or PayPal Canada, it's an automatic message reply. I called PayPal Canada to help me. They transfer me to France saying they are totally 2 different departments. A month later, I cannot make transfer. I cannot close my account neither!!! And I still don't have my money! We lost the money! I told my cousin to never ever transfer me money ever again with PayPal because I cannot have access to it. SO FRUSTRATING.

When I chose PayPal to checkout on eBay earlier this week, I selected my credit card (not PayPal credit) and instead was charged to my PayPal funds (also not PayPal credit). When I called PayPal to inquire about this mishap, they told me that they will always use funds from my PayPal account before charging any other payment method. OK fine, I understood. The second time I chose PayPal at my checkout this week, I deliberately chose PayPal funds since I had enough balance to cover my purchase. However, PayPal said they deemed the purchase as a fraud and denied payment and instead PayPal credit was used instead. They told me in order not to get interest charges, I should pay off my PayPal credit account with the PayPal funds I had. Don't use PayPal, unless you want to play Russian Roulette with what payment method will be chosen for you on your behalf.

My daughter sold a saddle on Ebay. I contacted Paypal to find out how to retrieve my funds. The rep told me I had to either provide them with my bank account information (which I did not want to do) or apply for a prepaid debit card with MasterCard. Once the card was applied for they told me to call them to assist in transferring the money to the card. I called to do that and was literally on the phone for two and a half hours. Their staff had no clue what they were doing. They transferred me to mastercard and they said PayPal is supposed to assist me. Then we conference PP back in and they claimed the card was not valid, which the MC rep chimed in and said it absolutely is.
Long story short I get a sup named MELISSA who was unapologetic and made me apply for a MasterCard credit card. She was so rude and even after I told her I'd been on with them for over two hours had zero empathy. I will never use PayPal again and would not recommend it to anyone as a payment tool. They are unprofessional, and have no clue about what good customer service is.

Is it just me or someone has experienced this as well? I once transferred money to my bank account and it says that the transaction process is ongoing and will be credited to my bank after 2-4 days. On the third day I received a message that the transaction can't push through. This freaked me out 'cause it was the first time I encountered this and we are talking about a relatively big sum of money being transferred. I have not changed any of my details yet -- bank, password, personal infos and all -- and I am still wondering why this happened. Could it be a computer or system glitch? If so, this would scare me still. I guess I'm now paranoid with security. Other than this instance, Paypal has been reliable though.

I been selling on ebay for over 9 years. My money was never held. So now they are holding my monies for no reason. My ebay is the best with no complaints only praises. I called PayPal - got someone that didn't understand English. I ask for her boss. I was on hold for 3 hours and 48 minutes. To be told by a boss that my monies will be released on Tuesday. Now it's Friday. No money. To be told when the computer releases it is will get it.

I have been a loyal PayPal and eBay customer since 2006 with no problems, but just learnt that the companies have split!?!? I sold an item on eBay and the customer paid instantly. PayPal suspended my withdrawal of money and claim that the buyer had to get goods first. Buyer received goods and wrote an amazing review on eBay and confirmed receipt of goods.
Five phone calls later to Philippines call centre and ridiculous excuses - risky goods, to need to confirm buyer acceptance of goods, eBay the problem, ya ya ya! No money. No goods, no money! PayPal took their fees out and store my money in an account and gain interest and make me wait! Is this fair or is this bullying behaviour by a big company that needs to be told to stop stealing money from hardworking people that are doing the right thing and keeping PayPal in business.

I'm getting money from friend by using PayPal. Yes it's available in my PayPal account, but when I try to transfer to my bank, it turn out to be on hold for 5-8 business days!! It's a joke. Why they hold my money that long, to avoid scam?? That's what the CS PayPal told me. At first they said I have to call my bank, it's my bank policy. But when I called my bank, they said nothing showing from PayPal. Good job CS. They trying to give me stupid reasons. I'm so pissed right now. I'm out of town and I need cash. Maybe I should contact lawyer to sue them.

I have been selling on eBay for over six months with 32 stars and 100% positive feedback. My funds have been hitting my account, without delay, until now. A $101 sale, not my largest by any measure, is being held and I am given no other answer than the post office hasn't scanned it. An invoice was sent and postage paid and printed within ten minutes of the payment being received from my customer. Today, they're telling me 21 days or 3 working days when the post office scans the parcel.
I made six phone calls. Each time I wound up asking to speak with a supervisor. After waiting on hold for 5-10 minutes, I hung up. I asked a supervisor to call me back. One did while I was on the phone, again. He left a message that sounded as if he didn't know what he was talking about. Each time I asked for a supervisor, the operator kept asking for more information. When you mess with my paycheck, when supervisors are so unavailable, when a logical answer is not given for a simple question, I am talking at incompetent people. PayPal has overtaken my cable company and another mail-order company for worst overall satisfaction, by any measure.

I called and spoke to a rep on Friday and he kept asking me over and over for my ss#, phone number, mother's maiden, my security question and he said there was no card and he needed verify who I was. I kept repeating myself cause I didn't understand why he kept asking the same stuff over and over.
Finally getting tired of the nonsense I asked for a supervisor and she gets on with the same nonsense and had to go over and over again with the same question. I finally hung up because I was tired of the game. Was told my rep if I needed some money I could buy a Paypal card and drawn cash which the store manager said it could not been done. I called back today and spoke with about 6 different people transferring me from one place to another. Still hung up with no help... but I will no longer be using Paypal with drawing my money and tell everyone else as well... Paypal is a scam and don't trust them with your money.

Just two weeks ago I bought an item on eBay and paid it with my PayPal account, what happened! The seller's account was closed due fraudulent transaction. Long story short, the item I paid for has never arrived so I contacted the PayPal and spent a lot of time for the wait and transfer around. Seller provided the bogus tracking number and claimed the package was delivered. PayPal failed to verify and asked me to call the UPS which I did, turned out the package was delivered to another address.
Here is the another SCAM, the seller had information of the tracking DATA from the UPS and used that to proof it to the PayPal or eBay and that they had already delivered your package knowing that eBay or PayPal are not going to verify the tracking details. UPS tracking # **. The tracking number was legitimate but had someone else information. It tells me that the seller had access to UPS'S DATABASE. Conclusion, PayPal and eBay are not safe to use for any online purchases. It would have been easier for my to have used the credit card from my bank.

Last Friday I received a limitation on my account and when I called, PayPal requested of me private information stating that a buyer complaint. I submitted all the proof and few hours later PayPal permanently shut down my account with over 3000.00.

My PayPal was recently hacked into by an ex who obviously held a grudge. His intention was not to steal money but to ensure that I had no money to pay my bills. As a result, several charges were made to my account for memberships at various services. While my PayPal was used as the payment method, other information was completely fake - thus making it so that I could not access the accounts to shut them down or complain about charges.
When I went to PayPal, they simply came back within 24 hours (which makes me think they never even looked into the issue) and said that the charges were for 'agreed upon memberships'. I explained the issue - and why I couldn't even access the accounts if I wanted to, and PayPal still replied with the same message. And then when I attempted to shut my account down via online customer service, email, etc., I was told I had to call and talk to someone to do so. Yet when calling I finally gave up after spending 45 minutes on hold. I don't work at a job where I can simply sit on the phone for endless hours during the week! Added to that their customer service is only open during weekday/work hours... SEVERELY INCONVENIENT!!!
Recently I wrote a 5-page physical letter to them requesting my account be shut down and complaining about their miserable service regarding fraud. Meanwhile, I've had my bank BLOCK all Paypal transactions of any type. I will NEVER use PayPal again no matter how convenient it is. They obviously care little for their customers and have no interest in really helping those who are keeping their business going. In fact, I was going to use them as a billing platform for the website I've been coding - but after this experience, I will definitely be finding another billing platform.

I don't know where to begin, but PayPal was the cause of my business destruction in the past by freezing $34,000 of my money which led to the inability to continue my business responsibilities and my company failed due to that. I'm starting a new one and their stringent ** verification technique is still the same and never changed. They locked me out of the account for trying to add my new phone number which is registered under my name but they say it is not. I choose the easy route by deleting my account with them and never use their service from here and now on, also known as boycotting. You should ask your members for DNA samples before they try to send money. That would make things very secure in your ** heads and the ** in action of yours called Elon Musk. I will see your cousin when I destroy his unethical business Solar City in the near future. PS. Don't lease solar from them, it is a scam. Buy it from a local contractor.

I sold an amplifier on eBay "local pickup only". The buyer came and tested the item, used my computer to make a PayPal payment, and took his item with him. The next day, left positive feedback on eBay. Now Paypal is holding my payment for 21 days for no reason at all. Endless calls to PayPal was to no avail. They even declined to shorten my "hold" period if the buyer contacts them to release payment. They also threatened me if I were to refund the buyer's money and then have the buyer send me cash funds through PayPal, telling me that they would hold my money even longer. I wonder how much interest they are making by not only holding my 1000 dollars for 21 days, but also all the millions of other transactions worldwide. I will never sell through eBay or PayPal again. Sellers BEWARE!!!

I placed an order for a pair of car audio speakers on eBay and submitted my credit card info to PAYPAL. My credit card was charged that same day for the full amount of the purchase. When I failed to receive my car audio speakers on the estimated delivery date, I became concerned and emailed the seller. The speakers, which I have paid for in full, have not been shipped due to PAYPAL apparently placing the eBay merchants' funds "on hold" for hoverboard sales over the holidays??? What in the world does that have to do with a pair of car audio speakers ordered in April of 2016???
I attempted to call PAYPAL to ask this question (after I received an automated response through email which was absolutely no help whatsoever), however, I gave up after being on hold for over 20 minutes. I am furious that payment services such as PAYPAL have the power to place legally obtained funds for legal purchases (like car audio speakers) "on hold" at their discretion for no good reason that I can determine. Furthermore, PAYPAL lacks the common decency to be reasonably available to discuss, much less, resolve such issues. This is a "legal" form of theft, plain and simple. PAYPAL should not have a "legal" right to place the money I worked hard for and legally obtained "on hold", and then force me to go to great lengths and fight to hopefully get either my money back or the car audio speakers I paid for!!

I am so unhappy with PayPal right now. In February I sent a payment using the option to send to friends and family. Although I clicked the picture icon of the person I wanted to send it to, the payment was sent to the wrong email address which belonged to a stranger. I contacted PayPal same day not even an hour later and was told that they would contact the person it went to and get back to me same day.
Four days went by and I contacted PayPal again and was then told that they couldn't do anything about the transaction and I'd have to contact my bank to file a dispute and then PayPal would gladly assist in getting my funds back. I just received a letter from my bank that PayPal gave them an authorization of the transaction and so I will not receive the nearly $100 back. This all took over 2 months. So much for PayPal being the safe way to send money. Thanks for screwing a single mom out of her daughter's dance tuition.

Today I had the worst experience of my life. I place a Phone for sale on the Internet and the person who got the Phone from me decided to use PayPal to pay me for the device. The Person and PayPal promised me to drop the money into my account as soon as they both get the tracking number for the item. Something that I did immediately. As soon as I send the information they want, they both the Client and PayPal tell me that I have to wait to the package arrive. So I wait for the package to arrive to the Person who still hasn't paid me! This Person who his name is Penn ** with residence in Wisconsin. I'm so mad as I write this complaint. PLEASE DON'T EVER USE PAYPAL IN YOUR LIFE!!!

I sold an item on March 29th. Customer received it and is happy. In fact customer has been trying to help me get my money. Got it yesterday (April 11th). Yeah, took that long. Now I'm trying to get my money from a March 31st sale. Excuse given: no tracking number. BS! I entered it on eBay page, I gave it to 3 different PayPal reps. I was told a week ago yesterday the funds were manually being released and would take a few hours. I still don't have the money. I was told this morning the funds have been released. I still don't have my money. This is not minor. The total of the two sales is well over $2,000.00. PayPal is absolutely the worst company I have ever dealt with. As soon as I get my last bit of money I am closing the account. Never will deal with them again.

Trying to "confirm" my ages old account, which was complicated by an older unused account. Fair enough. Removed old account, "sent" a tiny deposit and confirmation number, supposedly. 2-4 hours, they said. Nothing. So far 4 emails (user unfriendly interfaces), two phone calls (labyrinthine irritating computer voice) and...nothing. This morning a long pointless chat with a Monty Python expert asking useless questions when he already knew the answers. I couldn't say which bank I had in 1987, so had to restart from the top "computer says..."
I pointed out that when I spend any amount out of that account... NOBODY queries ANYTHING! Because I want to take money OUT of PayPal, there are all kinds of difficulties. The penny dropped a while back. INTEREST! PayPal makes INTEREST on the monies in the collective accounts, playing the markets probably. I expect the numbers are crunched and sums worked out on how much profit is needed so, no... you can't have your money until we've finished using it! In a face to face world of a small business, they'd be out of business in no time. It's just the choke-hold they've contrived that keeps them in the market.

I have submitted all requested documents and my account is still deactivated/frozen. What's sad is that I depend allot on my funds from eBay sales to pay my utilities and buy groceries for my family, and PayPal freezes your account with no verbal communication to the account holder. This happened on the 5 of April and today is Sunday, the 10th and my account is still frozen. I have called many times, and same response and some have even gone to lie just to get you off the phone and stop calling. One operator told me by the end of the day your account will be activated. Others told me they have no control of what the compliance department handles their cases. There is no number to call the compliance department, just an email. I have never seen such sorry and effortless costumer service from any financial institution ever. For such a famous and profitable company this is by far the worst experience I have endured by far.

I have been selling on eBay and using PayPal for many years. I am a 100% positive feedback seller on eBay and have never had any issues with PayPal in all the years. One customer claimed an item was not authentic - I offered documentation from myself and the store it came from but PayPal did not want it. The item had the original tags on it. Listing had over 10 pictures. PayPal held funds for refund putting me in negative balance which I had funds sent from bank right away to clear the account and then PayPal closed my account. I tried calling 3 times and told - closed! I am so very ill from the stress of my account and reputation being damaged.

I was a user for 5 years but I'm telling you to not use this service. They are RACISTS and LAZY. I live in SE Asia and ever since they outsourced their customer support to Singapore, the racism and service got even worse. Multiple times I did not even get a single reply regarding my problems and the ones they did reply was within more than 2 days (instead of the promised 24 hours). They also tamper with my account so that certain options are not available to me. Abysmal customer support, and they made contacting support very difficult on purpose, very slow response time, yet they charge you a lot of fees and chargebacks. I'm telling you guys now, protect your money and forget about Paypal.

My issue with PayPal began November 2015 when my account was selected for review for reasons not disclosed to me. Several transaction holds were placed for review in total exceeding $7,000. After submitting documentation requested by PayPal they released the hold and I was given the greenlight to go ahead and ship stating that I would be covered by seller protection. The items were shipped only for my account to be placed on limitation permanently where I was then told the money would be released in 180 days. A couple of weeks ago, I decide to call PayPal for an update as to the status of those funds as I was knew that the funds were to be released to me soon as the 180 day hold was drawing to a close. I was told that my money would be released the middle of May of this year (2016).
Yesterday (4/06/2016) I receive an email from "Chuck, Paypal Account Review" stating that during a recent review of my account, it was found that I had received payments they believe wasn't authorized or was fraudulent. Additional information was requested of me (the exact same information PayPal requested of me close to 5 months ago at the time they had placed a hold on these funds originally). I gave Paypal a call and was told that as long as I am covered under seller protection, that I would be reimbursed the money after submitting the necessary information. I went ahead and submitted the information via email and awaited a response.
Today (4/07/2016) I receive an email from "Chuck, Paypal Account Review" stating that the investigation had been concluded and it was determined that the transactions suddenly were now not covered by Seller Protection. PayPal has literally stolen from me by debiting these funds and returning them back to the purchases of the items from me after I had provided tracking and documentation supporting the transaction. PayPal are a bunch of crooks but I will continue to pursue them until my resources are expended! I WOULD NOT RECOMMEND ANYONE DOING BUSINESS WITH PAYPAL UNDER NO CIRCUMSTANCES!

If you buy or sell on eBay one thing is in common for most individuals, PAYPAL. I haven't had any issues with them for many years and one day they decided to ask me a bunch of questions, ask me for my ID, and so forth. The original name used was a entity and not an individual so it's difficult to explain that one. Next they wanted invoices or proof of the items I'm selling on eBay.
Check this out. You are bought a pair of shoes for your birthday. You tried them on and didn't like them and wanted to list them on eBay to salvage any value you can get. You sell your item and get payment. Next your payment is held hostage until you provide some information and even then it may not suffice for the people at Paypal. This is utterly incredible. Next all my eBay earned assets are in Paypal and frozen for 180 days. I had the account for several years. I am not a scammer and not looking to get rich quick, I sell some goods online to earn extra income. No longer will Paypal be part of my life. Thanks for the hassle.

I have PayPal account having email **. I had withdrawn one amount to my bank account having details: Unique Transaction ID: **. PayPal says that bank rejected this transaction as name didn't match. I was using the same bank account before this transaction and after this transaction. All the transactions took place successfully except this transaction. Why will bank reject this transaction? I think there is some problem in PayPal system and they are not willing to accept their fault or earning interest taking my money away from me.
They did not email me anything and just made my balance charging a fee of 2.50 USD fee of bank rejection. I had to call PayPal customer service here in India and they don't know anything at all. I called them couple of times - one said 2 transactions got rejected and another said 1 transaction got rejected. They don't even know when I will get my money. Please I would like to request a callback from USA PayPal authority and solve this issue ASAP. There are no signs of rejection in my PayPal account from which I can show that payment got rejected. I only got email of fee deduction of 2.50 USD because of some rejection.

PayPal placed a restriction on our account Thursday at around 6:00 P.M. and requested documentation that verifies my corporation is who we say we are. I've sent the documentation they requested but must suffer until they review it. Now it's Sunday and no one is working in the legal department. I've lost hundreds of dollars in sale and cannot rely on eBay as a sole means of marketing for our brands. We are in the process of finding other avenues to market our products. We will soon be on Amazon and any other marketing platform we find viable. EBay and PayPal are no longer connected until you try to use a different means of payment. Why they couldn't give us a couple days to resolve this before they restricted our account I'll never know. Facebook says they were hacked. I certainly hope they were! I hope there is a class action that results from this senseless act.

One thing about trusting a bank with your money is one thing, but to trust them to make sure if you ever lose your card they'll send you another one asap, they don't listen to the customers. Here I am been waiting on my card for dang near 2 weeks. If I was with any other bank I would have had my card with three business days. They have poor customer service. I can't pay every bill a dang checking and routing number. They make me so sick. I told them I was switching banks. They said ok. Nothing to try to keep me as a customer. That don't make any sense.

As a seller I was under the understanding that PayPal was reliable and trustworthy. However, since beginning my transaction I have had to send money in the thousands to them to verify my account to finalize my transaction with my intended recipient. When I attempted to contact them on numerous occasions I was first told that they had no record of said transaction. I then forwarded each email they sent to me on their behalf which they sent a "form" letter reply stating I needed to submit additional funds for them to finalize.
Having reached the end of my rope I waited on hold for three hours to be told that they saw where I resubmitted their emails to them saying that the transaction was completed with one last payment but now they are insistent that I am owing them to use their services. At NO TIME was it disclosed to me that I as a seller would be paying fees higher than the price of the item being sold. Contacted my attorney and we made a three way call to PayPal and was informed that they have absolutely no record of my transaction or my account for that matter. Filing a complaint and lawsuit against them now.

So, in the last 2 weeks PayPal has debited my bank account for 6 transactions, none of which make any sense. These transactions have been for hundreds of dollars in total, sending me $3000 overdrawn. Since I do not have an overdraft, I have been charged $48 each time PayPal took a payment, so that's about $300 just in NSF fees.
Four of the transactions were reversed after I called demanding to speak to a manager, but I'm still dealing with the latest 2 bizarre charges totaling $1100 that appeared in my bank today. I cannot express how much distress this has been causing me. I called PayPal today, spoke to a "supervisor" who told me I was in a negative balance in my PayPal so they are just recovering fees!!! I took screenshots of my accounts because this is simply not true and I haven't even used my account. He was extremely rude and unhelpful on the phone and told me to "Have a good day Ma'am"!!!
I screamed that this is fraud and he hung up. I cried on the phone to my bank asking for help because I'm terrified that PayPal is going to ruin me. Beware. Something dodgy going on with this company... Cannot be trusted, will be closing my account before they ruin my life financially or send me into a nervous breakdown.

I am a private person, dealing in coins on eBay. I live in Denmark and a person from Portugal wanted to buy a certain coin and he wrote that the coin was from Cuba. The secret service from PayPal immediately cancelled the sale and started harassing me! I bought the coins in free circulation, in Denmark. I don't even know if one of the 40 different coins really was from Cuba but in a time that president Obama and the Rolling Stones are in Cuba, how is that a problem? Besides, a transaction between a Dane and someone from Portugal has nothing to do with stone-aged USA laws. But one cannot argue with PayPal. Crooks are allowed to swindle and keep on using both eBay and PayPal but my account has been limited and I simply cannot wait until there is a serious alternative to PayPal. I would NEVER ever use them again. Expensive and nasty is not a good combination.

I sold a computer motherboard using PayPal. I received the payment in my Paypal account and shipped the motherboard. The motherboard shipment was tracked through USPS and arrived at purchaser's address. The purchaser then notified his bank and Paypal that the purchase was unauthorized and PayPal withdrew the money from my PayPal account and gave it back to the purchaser. I am out a motherboard, shipping fee, and on top of my loss, Paypal charged me $20 because my balance went into the negative after they withdrew the money. I sent shipping notification to PayPal and they did nothing. I feel this was fraud, but Paypal could care less as long as they get their money.

I have had PayPal for many many years. today I attempted to place an order on www.makeuprevolutionstore.com, the website took a while to submit order, meanwhile I get a notification from Paypal my order was placed. I never received a confirmation from the website, and my products are still showing in the shopping cart. I work in customer service, I know from customer feedback that this is a common issue with Paypal. It never happened to me personally though, until today. So I called PayPal, and they are really useless. The agent assures me the order went through and wanted me to contact the seller. Hello the order was not processed. My items are still in my cart... Needless to say I will be closing my account. Btw PayPal is owned by eBay enterprise who recently changed their name, soon to be announced. Probably due to legal issues...

I made a payment to PayPal Smart Connect. The funds were withdrawn next day, but wasn't showing on my e-statement. Tried talking to an actual HUMAN -- near impossible. Finally get someone who speaks poor English, has to transfer me, get back to automated system again. On hold a while. Gave spiel again. They don't have payment despite bank trace number. Bank said they had to handle it being it wasn't debit. My money has disappeared, and nobody can help. I will pay off and cancel. Was going to fax proof from my bank. NO FAX NUMBER FOR PAYPAL. Use your credit cards instead. Don't trust PayPal.

eBay gift card. I purchased a $50 eBay gift card/PayPal for my brother’s birthday on March 15, 2016. I indicated the digital gift card was to go to his email address. The product description implies “24 hours service”. The same day email confirmation from eBay indicated the digital gift card *was sent by email.* My PayPal account history shows a payment was received by PayPal. The confirmation email indicated the address it was sent to was *my USPostalService mailing/street address.* I checked both my email addresses and spam boxes for the email. My brother checked his also. On 3/19/2016 and 3/21/2016 I sent emails to inquire about the status of my order and received NO reply.
On 3/21/2016 I called eBay and was referred to PayPal. I telephoned PayPal and spent an hour speaking to 3 different people (and *holding*). The last person I spoke to was Carmen ID ** who said she would credit my account for $50 and the balance would be reflected on my VISA acct. Thursday, the 24th of March, or as late as Monday the 28th. I was reluctant to disconnect without some assurance - I had just spent an hour to get to her - either a confirmation number or an email. She said I would receive an email in the next few minutes and gave me her ID. I did not receive an email at all. I am very disappointed in the lack of professionalism on the part of PayPal and to some degree, since this is a partnership, I have to include eBay in my assessment. I did indicate this disappointment in my feedback.

I am a seller on eBay and have used Paypal as the preferred payment accepted. They have gotten away protecting both the seller and the buyer. Now they just protect the buyer. Why is it that when someone purchases an item from the seller regardless of how many transactions, 100% positive feedbacks the seller has received or how many years the seller has been with Paypal, does the money get put into a pending state and the seller does not have any access to it to purchase more goods, pay bills, etc???
I have been a loyal customer since 2002, never had a negative feedback posting on eBay, and have bought and sold with Paypal for all of these years and they will not release my funds. They say it takes up to 21 days for MY MONEY to clear. It is expedited if you provide tracking information but is still in pending. It gets worse. The buyer has left positive feedback for me and Paypal still will not release the funds. There has to be a better way to sell on eBay without using this company. A lot of sellers are small and need the money to turn around and purchase other items to sell. I hope that this split w/ eBay will let other companies who value the seller as much as the buyer, come in and let business continue normally.

Consumer alert... If you buy timeshare anything, whether thru Wyndham or anyone else, they require partial or full financing thru PayPal. Be aware, that if and when you divest yourself of the property or goods and still own a balance on the Paypal acct, you will be required (99% chance, IMO) to continue to pay on the PayPal acct unless you can get PayPal to waive/forgive the remaining balance owed (good luck!), when you sell the timeshare (again, good luck, reselling a timeshare).

I bought Hermes blanket on eBay and used Paypal to pay for it. It was fake, as determined by Hermes store in Beverly Hills. I paid $1000. eBay shut down the seller but Paypal does not credit my account. Their policy is limited to damaged product. Paypal protects the illegal activity of seller from Canada who sells countries. I will be relentless in exposing their policy to support crime!!

As a seller that uses PayPal, we strive for excellent service. It is clear PayPal does not. We were informed of a refund desired from one of our customers. No problem - just send us the goods back. Well, we never got the goods back. And yet PayPal decided to issue the refund and turn their collections on us. Well, we still have not been able to speak to a real person in the resolutions center - we are told from the 800# that they only answer email because it is a hot room that only reviews complaints everyday. Well, we are not going to issue a refund until we get and inspect the goods. The tracking shows the goods were never sent! So PayPal Collections can continue to call us and we will continue to refer them to their very inept Response and Resolution center. By the way we were on hold with PayPal for 1 hour and while the operator agreed with us, he could only send an email to this humanless department... what a joke.

I canceled a transaction on eBay Friendly between buyer and seller. The money did not got through neither PayPal nor my bank... that it was 18 days ago. However the same first transaction day I followed my instinct and I called my bank and put a stop payment to both seller and PayPal. 18 days after my bank declined to transfer the funds to PayPal because the stop payment due to a canceled transaction. Why PayPal is doing this??? I'm sure that I'm not the only one going through the same issue. Protect yourself!!!

I am currently a seller, and have received chargeback from a customer 80 days ago, that purchased a item, and then change their mind. I gave full refund, and PayPal have all of my document that were faxed in to them, when this case was open. PayPal is still reviewing this case, as they call it. It's time that action be filed against them, for not protecting the sellers. Buyers can do whatever they want, and PayPal does not hold them accountable, and take money out of seller's account to hold for chargeback, and we cannot do anything about this. It's time for people to be aware of PayPal and their tacky way of doing business.

I bought personal goods for $160 from a Chinese seller and checked out with Paypal thinking that Paypal's buyers are protected in cases where the merchandise was defective/not as described. Paypal's claim filing process was cumbersome, lengthy, inefficient, and full of aggravation. After countless hours on the phone with Paypal's Customer Service, they decided that in order for me to get all my money back, I needed to send the damaged goods back to the seller all the way in China and to do so, providing proof of delivery. I waited a long time for such a crappy decision. Shipping the goods came to be $50 so in the end I only got $110 back. After 10 years of doing business with Paypal and never filing a claim with them, I decided to close my account. From now on, I'll use my checking account and/or credit cards.

PayPal has a dismal reputation for a reason: they simply are as bad as the rumors, complaints, lawsuits, and internet postings would suggest. eBay spun them off in July of 2015 and they managed to (if this is possible) diminish their already poor reputation. I am here to alert the non-believers about their sordid behavior, and hope to prevent some heartache and despair. On eBay they function better for buyers than sellers. This I suspect because if you are a seller they exert a certain amount of control over your money. If you wish to avail yourself of your OWN MONEY held by them you will run into all sorts of hurdles put forth by them; everything from "linking your bank account" or "cards" to them (not recommended by most financial professions) to other onerous demands.
If you wish to avoid these PayPal shenanigans and have a check sent to you they will demand "utility bills", residency and or other outrageous demands made upon your privacy. And they claim it is for your "own security". When I asked the PayPal representative how providing my bank account details would improve my "security" she launched into an illogical and nearly unintelligible discourse suitable only for the back alleys of Calcutta. And if you threaten to sue them, you will find that you are mysteriously unable to log into your PayPal account, or even to email them. Juvenile and unprofessional behavior rules the roost with this unsavory company, and so should be avoided like a deadly contagion.

I've been a PayPal customer for over 13 years and after dealing with customer service problems and website issues, I've decided to terminate my account. Trying to take care of any issue through customer service involved being transferred multiple times, disconnected and requires a minimum of an hour on the phone. The website is a nightmare to navigate and online support is useless. I don't know what happened to PayPal, but I'm not waiting around another year for them to get it together.

After writing them for like the 4th or 5th time, I finally asked an agent to connect me with a higher-up. The agent immediately escalated my case & I received a personal call from a Paypal supervisor the following day. They didn't attempt to trace my long history with Paypal but did let me know that they wanted to keep me as a customer & that they were extending this courtesy to me - just this once. I told them that I wasn't likely to repeat the same mistake. I recommend the same steps to anyone in a similar situation. Paypal is my pal.

Having read a lot of negative PayPal reviews online, I know my experience isn't as bad as the others' so sorry to hear about your horror PayPal stories. I've recently gone through my own share of headaches with the company & have lost trust in them. My biggest problem right now is that I dunno any reputable alternatives to PayPal. I want to have little/nothing to do with them, & possibly eBay, too. I've used eBay & PayPal for about 12 years, had an account with both & signed up anew when I got married & moved to the US. I also use PayPal to receive payments from clients I create designs for. Over the years, I've coursed a few thousands dollars in payments through PayPal & PayPal always receives a percentage from these transactions.
Around mid-January, I decided to sell my Sears gift card (GC) on eBay. Long-ish story, but I bought this GC with my own hard-earned $. After buying a broken camera from Sears & waiting forever to get my GC refund, I was done with them. It's really just too bad (& stupid, sure) that I was unaware of eBay/PayPal's policy that digital goods are not covered by their seller protection policy -- only goods that are shipped, with proof.
An eBay user wins the bidding. 700+ positive feedback, someone with doc in his email username, from South Dakota. Nothing seemed suspicious. He sends his payment, then asks me to send the GC # to his email/via eBay messages. I double-check the balance on the card & do as asked, afterwards telling him to please let me know if he needs the GC shipped, or if the numbers are fine, since he could use the numbers online at Sears.com or Kmart.com. I have not heard from him since, kind of doubt I ever will.
It was an honest mistake. I thought it was OK to not ship out the card. I myself had in the past purchased a bunch of 'digital goods' from eBay, as credits for my T-Mobile SIM card way back when. Sellers just email me the card info, & we leave other + feedback. Done. Little did I know that this sort of thing could actually happen. It does look like a thing dishonest people are actually doing. What I really hate about the whole thing is that PayPal makes it so easy to get away with it, that even the more honest amongst us are probably tempted/have grabbed the opportunity to take advantage of these 'free' GCs. If you're a seller that's unfamiliar with the policy, that's too bad. It's as good as giving away GCs to people on the street.
Buyer's payment clears. It was my birthday around this time & I bought myself the gift I'd been meaning to get myself since Christmas. I thought everything was good until on Presidents' Day, the buyer opens a case with PayPal claiming that he didn't authorize the transaction. I check my Sent messages & check the balance on the GC. Zero. Well, duh. Is it just me, or is it 1 thing to not authorize a transaction & another to use someone else's money? In his case, the GC didn't just land on his lap: he got it in exchange for his (expected) payment. Since this happened, I've sent the buyer an email & 2 messages. My reply to the PayPal case he opened was lengthy, basically letting him know that we both know God's honest truth: I did not use the GC & he was the only other person that had the info on it. No response.
PayPal tells me they're going to do some investigation on the matter. This honestly had me believing that they would, even when the amount in question was for under $200. A few days later, they tell me that since I couldn't provide proof of shipment, they'd closed the case & refunded the buyer his payment. I actually bothered uploading some screen shots, showing the card balance when it was $183.70, the seller asking me to send the info via email, etc. These meant nothing. Buyer gets my GC, his money, & to add insult to injury, eBay prevented me from leaving him negative feedback. Boom. Triple whammy. I just wish I'd just spent the money to buy formula for my 9 month old, or to get my husband a nice gift for his birthday this coming March.
Did the incident affect the eBay buyer's credit score? Probably not. Did it matter who was honest & dishonest in the situation? Doesn't look like it. Did it matter that I have a good track record with PayPal (12+ years), & they've profited from the sale of my designs throughout the years? I don't think so. Does it matter to the juggernaut that their policies are possibly archaic & too theft-friendly in this digital age? Do they care that they're rated 1 star out of 5 on this site?
PayPal is a corporation like any other. They'll process your case by the book. Once that's done, they'll move on to the next person. You're a number, a statistic, a casualty. It probably shouldn't surprise anyone that PayPal cares most about their own funds. I've contacted PayPal a few times since this happened, & they always have the same canned/copied-&-pasted reply to me: the transaction involved the sale of 'digital goods', & is therefore not protected by eBay or PayPal. In their last message, they deflected my long & annoying messages by telling me to file a report with the FBI through the IC3, or my local police department. The gist of their message is clearly this: if you have a problem with the buyer, deal with him/her on your own. But give us our money back.
I'm posting this to give a heads up to any newbie eBay sellers of gift cards out there. I've read stories online where people were even able to provide proof of shipment, but some scamming buyers find a way to get out of it, saying things like the gift card had 0 balance when they received it. Paypal always seems to favor the buyer. Sellers beware: PayPal is not your 'pal'.

On 2/22/2016 I opened a Paypal dispute since I ordered a video converter program from Wondershare, China which switched bait from an allegedly free conversation to charging 39.00 which I paid, and then their registration code to activate didn't unlock the full upload. (The free version only showed you a come on of your video.). It was invalid and I photographed this.
Paypal escalated the dispute immediately to a claim and said the seller has 11 days to respond and they would get back to me. I also contacted the seller which was not available to chat when I needed to use their program. Paypal then wrote me they received word from the seller and would investigate and get back to me. I sent another email on their website but could not download all the photos of the site to support my claim. Today in junk I received an email that they closed my dispute because I didn't follow instructions within the 20 days when my dispute was opened on the same day as purchase and I contacted the seller that day as well. They wrote that I would have to take it up with the seller. (Paypal took my money not the seller and they are liable for standing by our transactions!)

I provided accounting services to a client and then sent him an invoice for $2500. The client chose to pay me from his PayPal account. I received the $2500 on the 14th of the month. I withdrew the money and was paid in full. BUT---BUT-- PayPal arbitrarily decided that my client or I was not legitimate. SO what did they do? They reversed the transaction-- without notice-- arbitrarily-- without discussion-- without contacting me. WHY? Because they can. TOO BAD FOR ME.
So now my account has a negative $2500 balance and I am called regularly to fix MY PROBLEM. They call regularly sometimes at 7:30am in the morning?? My client received back his $2500 and he is laughing. He did not initiate a charge back, but his account was placed ON HOLD for 180 days. Why? No good reason-- and no reason needed. ANYONE who uses PayPal to transfer money is a FOOL to do so. You have NO RIGHTS-- vs PAYPAL. They decide -- sometimes many weeks later if you are legitimate. AND WHEN they decide that you are not legitimate, they can undo any transaction and hold you accountable for any deficits. I WILL NEVER EVER USE PAYPAL AGAIN and hope that you read and understand what I have written. It is true and factual.

I purchased an item through Sears Marketplace, and paid through PayPal. The item was returned insured and tracked. PayPal allows a very limited number of options when disputing a purchase. I provided my receipt for the return. They decided I didn't deserve my money back. I am now attempting to go through Sears, even though Sears tells you to contact the seller. The seller "A Natural Notion" has not responded to emails or telephone messages. They are a fraudulent business. Sears told me they would have the seller contact me, and I was to wait 24 hours and call Sears back. I called back today and was told once again to wait 24 hours they would send the seller another email. I explained that it was Sears's PayPal account that took my money from my PayPal account and they in turn paid the seller, and that Sears is the company that needs to reimburse my PayPal account.
With all of this being a transaction over the Internet, my next step is to file a complaint on PayPal and A Natural Notion with IC3. PayPal is not abiding by their policy of protecting the buyer. PayPal didn't even have the courtesy of sending me an email informing me of their decision to not help me get my money returned. I was told by customer service that "rest assured PayPal will get your money back to you." When an item is returned a person is entitled to get their money returned, this has been absolutely ridiculous on PayPal's part. They are not a business that protects you when using them. I will use my credit card from now on and pay the fees, it is well worth the cost. If I had been smart and used my credit card, my money would have already been reimbursed.

Hello. On 9 february PayPal send an e-mail that they have decided to refund my buyer. And inviting me to make an appeal. On 9 february I sent the tracking number to paypal and tracking result stating that the buyer received the merchandise on 8th february. On 14th february I upload all the documents with buyer proof signature on delivery documents. On 19th february I got an email of paypal telling me that my appeal was made too late?? It has been made the same day they informed me about their decision to favour the buyer. Now the buyer has the item and my paypal is negative. And limited.

I HATE PAYPAL and only used it because the merchant required it. Most merchants (Cable, DirecTV, etc.) move the customer to a 2nd page/screen to verify the payment source. PayPal does not. The customer has no chance to verify which account money is being drawn. Since the transfer of funds is instantaneous, they refuse to reverse the charge and to correct the account. PayPal is so big it doesn't give a ** about its customers. So I'm just canceling them. If my merchants don't like it, I'll take my business elsewhere.

I authorized Paypal to make a payment for an eBay purchase. I specifically selected the payment source to be my Master Card. Instead they took funds directly from my bank account. This has resulted my checking account balance being very low which may result in NSF for other payments. They will not correct the mistake and say the only thing I can do is contact the seller and ask for a refund. I was on the phone almost 2 hours trying to get this resolved. I asked them to simply return the money to my checking and charge my credit card... no help at all, they say they can't do it... Beware!! They are supposed to protect you, but who will protect you from them!!

I spent 4 days scanning personal information to prove my identity for the 3rd time. To get finally approved for the PayPal MasterCard to then be told my account has been limited. I charge a bit over $20,000 in sales. In a few days it seem I threw up a flag for PayPal. Now I notice on why it was limited. I acted fast based on the online horror stories, refunded my clients and used Google Wallet & Stripe to finalize the payments again. Now the account has been limited for 180, hold on, NO MONEY lol PayPal tried to screw me but I did my homework and bailed on them before the freeze was placed. Lesson for all new business owners NEVER USE PAYPAL.

The information online does not match the printed statement they sent. There is supposedly an outstanding balance on my account from last month, but the statement from the previous month shows no such information. In fact, there is no summary, just a list of charges and no record of the payment I made. After waiting for some 20 minutes to speak to a representative who was practically reading from a script and was minimally helpful, she told me I could not see previous statements online because I had requested paper statements.
She could not tell me why there is NO information online that accurately summarizes my charges nor why there is no record anywhere of the payment I made 6 weeks ago. NOTHING adds up, and it is impossible to reconcile. They are incredibly inept. I don't understand why this is a recommended method of payment to protect against fraud when these guys clearly don't know up from down. It's a monumental mess which I suspect is going to take a LONG time to straighten out because they are so steeped in ineptitude!

I sold a couple of games on my eBay account. The two buyers asked me to email them the product key which I did. Then they went to their bank and cried fraud and PayPal deducted the money out of my account. Where is my seller protection? I trusted PayPal to fix this issue and they did absolutely NOTHING to fix it, and then told me that I had to go and contact the customer to try and settle with them. COMPLETELY DISGUSTED. WILL BE CLOSING MY PAYPAL AND NEVER DO BUSINESS WITH THEM AGAIN!!!

Paypal does not stand behind transactions and is party to a con. I ordered 4 garments from Fashionmia, which turned out to be a scheme to rip off consumers. After many weeks, 2 of the 4 arrived but were not really clothing. The other 2 of the 4 never arrived because I cancelled my remaining order when I saw how bad they were. The Chinese company says they can't refund me for the clothes they aren't sending because they are waiting for the return of the previous clothes. The cost of returning the previous clothes to China is more than they cost. PayPal hasn't helped at all.

Some guy hacked my PayPal account and used it to steal money from another account and then withdrew it to the bank. I got the notifications and I acted fast enough to reverse the money. When I called PayPal I spend such a long time with a stupid robot. Finally after 20 minutes the idiot Wilder said that there was nothing to do but try to get me arrested. When talking to him all he was worried about was his name I was pronouncing wrong - Wilder. "El el" he says. Stupid PayPal sucks!!! And Skrill are thieves. They stole 200 usd from me and closed the account. Be careful.

I have Paypal account for more than 3 years. Used to buy some stuff from Ebay or to pay for online services (Software etc..), but suddenly last 2 weeks they limit my account for no reason and as per their mail, my account may be in violation of United States regulations administered by the Department of the Treasury's Office of Foreign Assets Control (OFAC).
LOL I felt like I'm a terrorist or someone dangerous. Anyway they asked for document proving my address same as shown on my Paypal account. I sent them Phone bill, they reject it because there's two letters missing!! Then I send them everything I have (Other bills, ID, DL, Passport, Visa, Tracking Number From DHL showing my full address, Bank Statement, Screenshot from my Bank Account Online etc...) Then they stopped replying on my mails for 4 days, then I started calling them and this was the start of the nightmare. They have the worst and Stupidest customer service ever in the world, most of them are Arabic speakers. First they reply on the phone after 5 minutes of waiting. Second they pretend that he's not hearing you then hang up the call. Finally they are stupid - they can't understand and they will never help. It's just a waste of time.
However, after 2 weeks my account returned to regular standing (as per their mail) BUT when I tried to Buy something from Ebay, Paypal refused the transaction and at the same time the amount deducted from my credit card. I tried again. Same problem happened and the amount deducted twice a total of 300 GBP!! Called my bank. Said Paypal took the money and transaction done, then called Paypal said they didn't took the money but there's a problem in returning that amount and they need to investigate and escalate my problem to other department etc... More than 10 days and still nothing returned to my account and nothing changed. Paypal F Scammers.

Forgot I even had an account until a customer paid a $555.12 bill through PayPal. Transaction cost me almost $17.00 in PayPal fees. Can only transfer $500/month to my bank account unless I provide SSAN or let them link to my debit card. Already gave them links to my bank account and logged in through PayPal web page where the disclaimer says: "Don't worry, we don't save the login information". No way I'm giving them more information.
$38 and change stuck in the account. Can't transfer until next month. Can get a paper check snail-mailed for an additional fee and 5-7 business day delay. Customer service says next time, "Click on Refund Payment and then contact the customer for another form of payment." How about I just close the account so nobody can use it to send payments? SURPRISE! CAN'T EVEN CLOSE OR SUSPEND THE ** ACCOUNT UNTIL ZERO BALANCE. TIP: To prevent any more customers from paying via PayPal I had to: (1) Add a new email address; (2) Confirm email address; (3) Make new email address 'Primary Account'. If customers don't have the email address on the account they can't send payments. Next steps: (1) Transfer remaining balance next month; (2) CLOSE PAYPAL ACCOUNT.

I was sent a bill from a tour company and I went to pay it on PayPal. I have a bank account listed and a credit card. Prior to this transaction, I was given a choice of a credit card or my checking account. This time I wasn't given an option and it was charged to my checking account. I have a credit card that does not charge transaction fees so that is what I wanted to use. I called as soon as I paid and ask that they stop the payment, they refused saying the transaction went through. I called within one minute got an inept person who continued to read from a script. Do not call PayPal over the weekend as in order to save employee costs. They refer the calls to the Philippines where you will be speaking and repeating for hours on end and get nowhere. Oh and if you call the Philippines they want you to remember every phone number associated with your name for the last 30 yrs. Paypal locked my account... and wants to hold my funds for 180 days. It may be related to the fact that I reported a PayPal phishing site (which I considered to be the right thing to do) to PayPal. Immediately after, Pp sent me a nice email on 29 Jan. Letting me know that "We recently noticed a pattern of activity in your account that is maybe high risk." My account got limited and I was asked to re-upload my documents to prove my identity as well as answer a few questions about my received funds (all of them were 1-2$ so I assumed they are donations from the sites I manage, obtained through PayPal's donation buttons). I did everything they asked me to. After this my account not only that it didn't get unlocked, but I also received an email telling me that "After reviewing your account, we have decided to close it because of security issues." and that "Money in your PayPal account will be held for 180 days."
Meanwhile, I keep writing them emails asking for answers but their reply is always the same "some account activity that violates the PayPal User Agreement". I have read the agreement, the tos, everything and I can swear I did nothing wrong. I only used pp to receive money, small donations from the websites and earnings from affiliate programs.

I purchased 2 items via PayPal 12 days ago. Emailed the seller a week ago asking for the estimated delivery date and still no response. I called PayPal customer service today for them to check into the delivery status of my purchases. I have now been sitting on the phone for 31 minutes so far on hold. Pretty sure they need to hire more customer service staff.

I purchased items online and tried to apply them to my PayPal credit account, they would take the money directly from my checking account (even though there was enough credit). I returned two merchant items a week apart. One item was credit directly back to my checking account. The second credit is being held in an account. I requested the funds and they refuse to release them. However, they did not originally possess the funds. Therefore, they do not have a right to hold or release my personal funds. I called several times to remedy the matter, however, they arbitrarily change the length of time they will "release" the funds. I received an e-mail from PayPal stating the date the funds will be "returned." They did not honor the date they set forth.

The negligence of PayPal to rectify a simple billing mistake (on their part) resulted in $108.00 of late fee charges to me by my bank. The situation is as follows: I changed my "primary bank" with PayPal to SESLOC credit union, because I had relocated to another state and I'm no longer actively using my previous bank account with New York Commercial Bank (NYCB). After changing my account settings to ensure that my primary bank would be charged, I made a small purchase of $30.65. PayPal put this charge through to my previous bank, NYCB, which did not have sufficient funds. When I discovered this, I contacted PayPal and asked why they had not charged my new primary bank account. I received only an automated reply.
PayPal then proceeded to charge the wrong bank account (NYCB) which I had tried to deactivate using their website but was not permitted to do despite the existence of my other bank account (SESLOC) with plenty of funds in it. PayPal charged this account a total of 5 times within one month, resulting in $108 of late fees from my bank, and never attempted to charge my other account, despite the following email that I was eventually sent in response to my inquiry (this is an excerpt, not including all of the transaction documentation).
From PayPal: ..."To summarize, we attempt a charge to your bank twice, then we try your backup funding source once. Then, if you have a negative balance, on the first part of every month, we attempt to recover your negative balance. Please contact us if you would like further clarification or if you would like a letter to be sent to you to present to your bank detailing why this bank was charged instead of the other bank."

PayPal (who is no longer affiliated with eBay) has a "Pay After Delivery" option which, at first, allowed you to pay 14 days after your order for a variety of online ordering, but now only works on eBay. A few months ago, I ordered an item that was broken and PayPal, per their Pay After Delivery (PAD) options, simply never withdrew the money, they just canceled the order. When another broken item arrived last week, I again got an email from them stating "The payment of $32.90 USD that was scheduled for Feb 2, 2016 for your purchase from [redacted company] has been canceled. No money will be withdrawn from your [bank] account."
Fair enough. Except today, I received an email stating that Paypal WOULD be withdrawing this money, which isn't what I had expected and causes me some problems. I called them to ask about this and was told repeatedly by a very interrupt-y guy that their "automated process" always takes the money out of your bank account anyway, even if the transaction is canceled, but it's "okay" because the money just sits in your PayPal account. I explained that I received the email stating clearly and in writing that "no money would be withdrawn" and he put me on hold for 15 minutes, came back, basically said "yeah whatever" about the email and reiterated that they were taking that payment out of my bank account no matter what.
It was impossible to get information out of him about how the email was sent, who sent it, why I was told no money would be withdrawn from my account, or anything. Was it part of the "automated process" too? He either didn't know or he just wouldn't answer my questions. He interrupted me so much that finally I had to yell at him to let me finish my sentence. He kept putting me on hold and coming back saying the same thing, so finally I said that, if I read between the lines, what he's trying to say is they are going to withdraw the money and there's nothing I can do about it. He said yes.
I did get some "secret" email to a supervisor to talk to about them sending out these emails that lie about no money being withdrawn from my bank, but otherwise, they were not going to do anything. And why should they? Doing it this way means they get to hold on to $32.90 of my money for no reason and make interest on it for a few days.
I've been with PayPal since 1999 and have had numerous issues with them; almost immediately in 1999, they held money of mine for specious reasons, so I didn't use them for a while. Then eBay bought them in 2002 and I basically HAD to use PayPal if I wanted to sell on eBay. Maybe now that eBay doesn't own Paypal anymore I can break free again.

I ordered from Fashion Mia, a PayPal supported business, the items arrived 1 month late and all VERY small. After fighting with Fashion Mia for a refund for close to a month I contacted PayPal for help to get my refund. NO HELP FROM PAYPAL AT ALL. There is no support for the consumer with PayPal that I can see. I WILL NOT SHOP ANY BUSINESS'S PAYPAL SUPPORTS in the future. I am very aggravated and disappointed.

I made $500 donation to a not for profit cultural organization (I regularly make this payment every month with PayPal service) and got Receipt Number: ** via email. But PayPal did not released it to the Organization and kept it "ON HOLD". I called and they said they wanted to make sure I am the owner of debit card that the payment has been made by. They asked me to send a photo ID and a bank statement with my name and address to this email address: Ica-na@paypal.com, which I did. But they kept the money still "ON HOLD"!
I called them again, they said they have not received it. So I sent it again, but no action again! I asked the receiver to give the PayPal a call and follow with them. Receiver called them two days ago and asked them to refund the money to me. They promised they will refund it immediately, but did not! I called them today to follow up and they said: it is still "ON HOLD" for review and they don't see any "REFUND" request by receiver!!! It sounds like doing business with a third world entity. Deception, lies, and more lies.

I tried to get help with a transaction that was a promotion thru eBay. eBay transferred me to PayPal who said they would transfer me to a supervisor and they did not respond. I am on hold while I write this review. Call time is at 45 minutes and no resolution at all. They obviously do not care about the customer, hence the negative review.

I have been a seller buyer on eBay as long as there has been a eBay. The greed and deception is so bad now with these companies it is dangerous to be involved. PayPal is not a bank or FDIC or insured. It is owned by eBay. The fact PayPal requires your bank account numbers and you are required to sign over to PayPal full control should be a red flag in any book. The holding of funds and tell the sellers to ship as PayPal holds your money for 3 weeks or longer is off the charts wrong. They use your money for short term investments.
Several times I sold items and PayPal was used. These items totaled well over $1,000.00 each. Sent the items and just days later there was a reversal of the payment. As soon as the tracking number was posted (PayPal requires) the buyer contacts PayPal and reverses the funds. Paypal having your checking account information removes the money and keeps it and tells you to work it out with buyer. They have your money and using it in investments and your item is gone.
What I did was open a checking account with $20.00 in it. I gave this account to PayPal. New name on eBay and new PayPal account. I sold a $1.800.00 part on eBay to a person in Germany. I cashed the money out of the PayPal account as soon as it cleared. But this time I gave a tracking number to a part not related to the sale. Two days later the buyer reversed the payment through PayPal and PayPal tried to take the money from this new bank account and failed as I removed the funds. I reversed shipping and got my item back in days and PayPal was screwed this time. Try it, it works.

Hello, I was transferring money from my main PayPal account I use in Germany to my US account and wanted to send 900 dollars as a non-purchase related transaction with a lower fee. But now PayPal uses 2 version of their site. The classic the new site. On the new site is very simple to send to family or friends or self in my case for a very low fee the. But this time, it gave me only the classic option and no versions other than send money. I selected in the small description area no shipping info needed assuming this meant a non-purchase transaction. Well, I sent it and it charged me almost 40 dollars to send. So I immediately canceled it and started the refunding process back from my US account to my German account. I used a payment method that instantly connected to my bank and made the transfer.
Yet after 5 days I wrote PayPal why my refund that was stated as processing was now held for inspection. They said, "Oh it was not anything serious." Only waiting for the bank to send it directly BACK TO MY BANK ACCOUNT and not to my PayPal. Well, that was a lie. Because after 11 days it finally did arrive and not to my bank account as PayPal stated the reason for the delays but back to PayPal. So why did that take 11 days. When I send money from PayPal to my bank it takes 2 days.
I told them I was not happy and felt that they on purpose held my 900 to profit from pooled funds interest gains and or currency gains. And that they lied to me. This has happened to me many times with refunded money during disputes and for many months after opening the account in Germany they held my money earned from selling on eBay for 21 days. On very small 10 to 20 dollar sells. Seriously these people are ripping us all off. The fees are already high enough. And they are greedy playing these games.

1.23.16 I attempted to make a payment to a family member thinking it will be easy. It was NOT. They first received 10x transactions on their end of the same transaction. That made me very weary. I only made ONE. They assured to me when I tried to rectify this payment, that this is going to be fixed as we speak. The customer service person is trained to always apologize. That is just a cloaking of bad customer service ("Customer is Always Right" lip service model) and their operation. She then assured to me that this will happen without a hitch and the transaction is posted on her back end only once. I followed up the next day. They have no such record of this at all. Even though on my end I was under impression it went through and I had their assurances. I then attempted to make a subsequent payment. I made a payment to a friend/family yet it came out as an e-check as opposed to a simple transfer.
I got an explanation that that is the way it works. OK. Yet on the previous attempt to pay a family member it went through without an e-check. The E-check they claim takes 3-4 business days to CLEAR. Next day 1.27.16 funds were taken out from my checking, however the payment will be posted around up to 2.2.16. I would have never relied on the clumsy payment system from PayPal had I as a customer been forewarned in the beginning that it will take this long. At the POINT OF TRANSACTION there is no wording when you attempt to complete the payment. The supervisor claims there is. It's very nice and uncluttered but there is nothing CLEARLY STATING THAT this information is being withheld from the customers at the transactional point. Had I clearly been informed by PayPal at that moment I would have simply got in the car and driven the funds in 30 minutes.
It is now taking to accomplish this since 1.23.16 - 2.2.16, 8x days. Meanwhile they are taking $730 money to float for their liquidity scam. All the customers want is an honest, transparent company when you do financial transactions. Bad experience like this makes other businesses shy from PayPal. In 2012 I lost $1800.00 NEVER TO BE RECOVERED. I called and they said there is nothing they can do. Funds have been paid out to a merchant bank they can't even identify. Closed case. PayPal has done that to me twice, same amount. I lost it. I stayed AWAY FROM THIS OPERATION until now. I thought things have improved. They have not apparently. I gave them a try but it's a NON TRANSPARENT SHADY OPERATION.

I bought through Paypal, the company I bought from is a pack of scammers, Rose Wholesale. They sent everything bad quality, wrong sizes, and some things didn't come and all this took three months. Paypal decided that I was to return the merchandise and pay for shipping. This company is based in China, you find out, after the things come, so returning the merchandise will cost more than the product. PayPal should be conscious of what kind of business they are dealing with. I bought with confidence on Paypal. Will never again use Paypal to buy.

This company is useless. I have money in my PayPal account and I can't never make a payment. It doesn't matter how much it is $1 and it gives me a error. I have to call them and spend 1 hour with on the phone so they can do the payment... Do yourself a favor and use this PayPal - it's like going to hell!

PayPal screws over sellers every single chance they get. They will always side with a buyer to save your own asses from a chargeback from the buyer. PayPal does not look over a seller's documentation to ensure any dispute from a buyer is winnable. We had lost every single case filed by a buyer with PayPal. PayPal will screw over sellers every single chance they get. When you go complain to PayPal about it, they give you the runaround canned message. When you demand PayPal to turn over the evidence that lead to the conclusion, you get the same ** canned response from their representatives. PayPal DOES NOT decided equally in a dispute. They always side with the buyer because the buyer has the power to call their credit card company and file a chargeback against Paypal. Since the funds going to the seller come directly from PayPal, they think they can do whatever they want to screw over the seller.
We had signed documents from the buyer which contradicted every single complaint filed by buyers, and then immediately lost without any reason. A buyer can say the product was not new and they don't have to supply any documentation. They only have to say those 2 words and then immediately PayPal will side with the buyer. Even though our documentation was signed by the buyer claiming they read everything, PayPal screws over sellers every chance they get. It seems that every single year they get sued by the government or get fined for something, the second the trial is over they are back to their old ** tactics.

Don't expect PayPal to protect your purchases, at least not without a HUGE FIGHT. Bought a "New 85w Apple power supply" on 1-25-15. On 1-12-16 it died. I tried to contact seller, but he did not reply. I filed a dispute w/ PayPal. Paypal replied I should contact seller directly. Duh! I called PayPal. Their response was, "Well you had the item almost 6 months. PayPal's written policy states you are covered for 6 months." I asked to speak with supervisor. Timothy supervisor states "We do not cover something that breaks if it initially worked." BUYER BEWARE!

I paid for an item that was unacceptable, and had the vendor issue a credit. Initially the vendor (GoDaddy.com) had an expired credit card on record that was to be used for auto-payment. I did update my auto-payment card because I did not want the GoDaddy service anymore. GoDaddy took it upon themselves to somehow have PayPal issue the payment from my bank account, well in advance of the due date for renewing the service. Anyhow, I got Godaddy to issue a refund, which was approved via PayPal.
Here is where it becomes blatantly illegal... When GoDaddy requested payment, via PayPal, it was IMMEDIATELY extracted from my bank account. However, once the refund was approved it *required* PayPal to take about TWO WEEKS to authorize it before it went into my PayPal account. There it would have remained unless I contacted PayPal and went through about 10 steps on their website to have it transferred back into my bank account. After I did that, I was informed it would take another 3-4 DAYS before they could issue the refund.
In essence PayPal has a tactic in keeping funds about 3 WEEKS longer than necessary, in this age of immediate electronic fund transfers. They have my funds, and I'm sure many thousands of others, within their system for no apparent reason, except to garner the financial interest for this cash. They are illegally holding funds that rightly belong to myself and others, who have NOT provided permission to do so. I'm hoping my experience will alert those of substance to address this matter. I received an email notice that my PayPal Gold Membership was set for auto renewal. It appears that the entity about to receive the money was a private individual. To my knowledge, I never used the service and have no idea why I would need it. Appeared suspicious. I contacted PayPal dispute resolution immediately and files a case against the transaction number. PayPal immediately sent an email in reply stating the charge amount was placed on hold. The transaction went through and I was charged for the renewal. Still, don't know what a Gold Membership is.
Today, I went back into the dispute center only to discovery PayPal approved the withdrawal. I assume the authorization was buried into a third party agreement. Don't know where or when. PayPal must be in collusion with the vendor and the private person who makes some percent of the transaction. Sounds like a work at home scam. I closed my PayPal account only to expect some form or retaliation from PayPal. Let you know if they do.

This company is a scam, the account shows nothing was due. Then they sent an email saying that I needed to make a payment. When I went online to make a payment there was late fees. So I paid half of it and the next week to pay the other half. When I went into the account they had more late fees. This company is one big scam and I refuse to pay them another dollar!

Hey all, came across this article on the Business Consumer Alliance website and it looks like any of us who have basically been victimized by PayPal may be able to recoup some of the money lost. I know I had my account put on hold for a while and no one could really give me a good reason why. The class action lawsuit went in favor of the consumers and we may be able to claim some of the $4 million dollars they are forced to now pay.

On 12/15/15 I used PayPal to order Turbo Your PC and upon installing it on my Apple Mac with the latest operating system found Turbo Your PC not to work and canceled my order. Confirmed cancelation on my PayPal account, it was dated 12/15/15. On my credit card account I was charged for Turbo Your PC. Contacted PayPal and told to file a dispute and it would take 30 days to review. Told them of account activity stating sale was canceled. Notified my credit card company and sent them PayPal account activity, was immediately credited. To say I am frustrated with PayPal is an understatement.

I just wanted to purchase an event off of Eventbrite but it continuously denied me. I knew my card worked, I even called my bank but they continued to allow me to make my purchase and wouldn't let me ask why. It's so weird because I've purchased events off of it before but it just makes me so mad it doesn't even explain why it's not allowing me to purchase from it and I really wanted to go to this event! PayPal stole 25k from my PayPal account saying it was supposedly linked to another account that PayPal had on record which it certainly was not. We advised them that this other account was not ours and they refused to do anything about it and said they would not return the stolen funds to us. We contacted a attorney which said that we will certainly win but it will cost us a lot more to sue them as they will keep us in court and in the end owe us a lot more than they took from us as we would not be awards attorney fees in the end. Be warned that PayPal is a total rip off and bunch of thiefs and for those that don't know PayPal is also eBay.

Buyer open dispute, seller pays the taxes - PayPal is dumb. A guy send me some money by mistake, then he opened a dispute and PP gave his money back. Guess what, I had to pay the initial transaction fees. So if you want to remove some money from someone's account, just send him money, open a claim and he'll be charged for taxes. And PayPal is ok with it because the taxes go to them obviously. LOL I'm done.

Sold an item on eBay to a buyer. The buyer purchased the item via PayPal. After a few days I noticed the funding was reversed for the item. The buyer had started a "not as described" dispute. After contacting the buyer he stated the item was received damaged due to post office mishandling. I had specifically purchased USPS additional insurance to cover any damage as the item was a framed 11x17 print. I overly packaged the item and shipped it in a rigid container specifically to avoid damage. The buyer did not follow the USPS rules for processing a damaged shipment claim as he did not allow the post office to inspect the item or the packaging.
PayPal fully refunded the buyer for the item and the shipping and allowed the buyer to retain the item. The lesson learned is DO NOT USE PayPal. The resolution department has no system to validate or process damaged in shipping claims and makes no mention of it in their legal disclosures online. Use PayPal only if you have no regard for ethics or your cash.

One of our clients wanted to pay using AMEX, but to my foolish request, we asked for PayPal. The fees were higher, 2.9% which is ridiculous, but I had used PayPal for smaller transactions and it was ok on my personal level buying things on eBay. Well BIG surprise, PayPal took my corporate transaction, and then put my money on hold. So they have my money, no disputes, and just holding on to it. They have said 21 days to release it- but let's see if there are other games they play to keep my money. Last time we will do a transaction with PayPal, and even now, when we buy things, we do not fall into the PayPal trap and make sure other means are used. We contractually stated that we no longer accept PayPal from any of our customers.

I have an outstanding balance with PayPal which I have tried to pay BUT since November they have tried to debit my account so many times I now have over $1,600 in NFS charges ($34.00 every time they do this and they will not STOP). They keep doing it and I have sent several emails requesting they stop. SO this is definitely hurting me both financially and also it is putting me in a position that I can't even start to pay them back. I need them to please stop and I will repay the debt!
