I received a letter thanking me for being a PayPal credit card holder. I do not have an account with PayPal and I don't want one. the letter said, the account ended in 5763. It was sent to the address I had in Struthers, Ohio but I moved back to Alabama in late January. I hope you can help with this matter, if not please direct me to the proper place. Thank you.

Paypal has a new process for verifying a credit/debit card against an account, where they deduct a small amount from your bank account and then refund that amount after the consumer relays the transaction code for that withdrawal to Paypal. In my case, the withdrawal was $1.95, but there was a hold for an additional $1 put on my bank account. So even after the refund was made, my account balance was effectively $1 less than what it should have been. When I made payment with my Visa Debit card, I was socked $25 for an overdraft. At some later time, the $1 was reconciled, but not until after the damage was done. I got it straightened out with my bank, but Paypal is completely ** about the extra $1. "No fault here" seems to be their attitude.

After contacting a PayPal Merchant two times and requesting that three pending purchases be canceled and being refused, I told the Merchant I would try and cancel the payment. I then went to the PayPal online Help service and determined that each of the pending transactions had transaction specific payment authorizations in my Pay List. I deleted all three of my payment authorizations to this PayPal Merchant and thought that I had eliminated the unwanted purchases, but I was wrong.
The next day PayPal took funds from my bank account to pay for one of these transactions that I had deleted the payment authorization. I then called PayPal and after a considerable wait, I was able to speak to a person who wasn't able to explain what had happened and placed me on hold and my call was disconnected. I called again and after some time was able to talk to a different agent that was very helpful. She told me that deleting those transaction specific authorizations would not stop the payment. I stated that I wanted the remaining two pending transactions stopped and she agreed to cancel those transactions, which she did and I thanked her.
I then filed a claim through PayPal that an unauthorized payment was made by PayPal from my account (they have a 100 percent guarantee that unauthorized payments will not be made). My claim was denied, stating that the payment made did not qualify. They also recommended that I could have deleted the Merchant payment authorization from my Pay List (which I had done, and did not prevent the payment).
I believe that PayPal is delinquent in not providing online information to their customers on how pending transactions can be canceled, and I believe that I am entitled to a refund for the one transaction that was completed after I had deleted my authorization for that payment.

Eve A. aka Sophia Goddess says she can heal and cure any pet or human of any disease. But repeatedly fails. I'm a researcher and investigator who were searching for an authentic healer. I discovered Eve A.-healer through googling. Eve A. claims she is Sophia the Goddess who's now 20% incarnated in human form. She alleges that she has the power to cure anybody, as well as pets, via distant or remote healing, which she calls Instant Manifestation Healing from Divine Mother Sophia--without offering any evidence whatsoever to support her outrageous claims!
I paid a total of $1,000 via my PayPal account to Eve A. since this alleged Goddess has a PayPal account. I wanted to see if she could actually cure my diabetic condition and my female friend's seizure disorder. Eve A. or her alter ego Divine Mother Sophia claimed it would take only 3 weeks to cure us both of our conditions.
She recommended that I needed only 3 SIR treatments to cure my diabetic condition. In other words, I would be totally free from taking insulin injections. However, after getting 4 treatments for my diabetic condition, absolutely no change was experienced, except for my bank being reduced. My female friend who Eve A. also treated, claimed Tracey only needed a total of 3 SIR treatments to be cleared of her seizure disorder w/o no longer needing to treat herself with Phenobarbital to control her seizures. However, nothing happened except by coincidence she experienced a seizure under her alleged treatment. Plus, I ordered several pet spiritual energy healings to cure my cat who also occasionally experiences seizures. Nothing happened and my cat still occasionally experiences seizures.
Here's what she says on her website:"Yes, all cases that are treatable by me are stated before the sessions is paid for, exactly what percent I can cure them. Never have I encountered anyone less than 85% cured by me. 90% of all cases are 100% cured in a few weeks. Advance Mad Cow beyond 55% cannot be cured by me and some large limbs like legs and arms cannot grow back. Small limbs and organs do grow back, including the brain. What I do and have done succeeds anything any doctor has ever attempted to even dream off. If I was not real in the last 6 years with 20,000+ remote checkups and 4,300 healings I would have been put out of business for fraud. "
FYI PayPal allows this lady to offer her services via PayPal because at this time, PayPal does not have any policy against psychics or alternative healers such as Eve A. even though they are breaking or violating FTC & FDA laws of making claims w/o supporting their medical claims.
If you confront Eve A. about not getting cured or experiencing any positive results, she will get defensive & create out of world excuses to escape her delusional Goddess complex. In other words, it's your fault that she cannot cure you even though she claims over 85% successful cure rates! I paid $1,000 in failed cure-all healing treatments. Got ripped-off!

In September, I had four unauthorized transactions from Anythony through Paypal. I immediately disputed it through my bank. The bank refunded me my money and after further investigation and proof for the so-called seller, the bank reversed the dispute on Jan 27th, and took $1,997.45 back out of my account. This resulted to my account going into negative balance.
After arguing with the bank, the bank can only give me a tracking number on his behalf, which when I called UPS, the tracking number does not exist and is invalid. After showing this proof to the bank and Paypal, they both refused to help me and said they will not dispute it a second time.

On 12/21/09, I sold a piece of coin jewelry on ebay. On 12/22/09, I received payment of $1,015 for the item through PayPal (a subsidiary of ebay). I sent the item to the buyer on 12/23/09 via the buyers FedEx account through overnight delivery with insurance and signature confirmation as required by PayPal for seller protection. The buyer put in a claim with PayPal for his money back after he says FedEx lost the item. PayPal ruled in the buyers favor and took $1,015 from my account and gave it back to the buyer. I faxed copies of the FedEx airbill as requested by PayPal on 1/16/10 and again on 1/23/10.
PayPal said they had lost the first fax I sent them. PayPal told me that even though I sent the package with signature confirmation, they could not verify any signature by the recipient. I told them that is an issue they have with FedEx, not with me as I sent the item meeting all of PayPal's requirements for seller protection. PayPal told me they don't care.

On 12/15/09, I received an email from Paypal saying: Hello **, your $120.00 funds are pending, please process this order. You received a payment from **. This money is being temporarily held in your pending balance. It will be held for up to 21 days. While it's being held, it won't be available for withdrawal. I was like, "what is this crap? eBay never told me I wouldn't have my money for Christmas!". I was unemployed then and I still don't have this money! On 1/3/09, Paypal told me I'd have access to my $120.00 when I get positive feedback from the buyer. So I asked him to leave positive feedback if he received his item. On 1/4/09, my buyer left positive feedback. My funds still aren't available!
On 1/5/09, I called Paypal directly to find out why the heck they would fail to contact me with these changes in my account practices and rules. The guy told me he would personally make sure the $120.00 was being transferred to my checking account and even sent me a confirmation email. On 1/26/09, I visited my bank today to see when my funds were deposited and they said nothing around $120.00 has been deposited. I just logged into my Paypal account and here's what I found: My funds are on hold since my home phone number hasn't been verified. Paypal can call me on my home phone to confirm my address but I got rid of my home phone years ago!
My cell phone has been in my name for 6 years but Paypal doesn't use cell phones to verify addresses! I've already received positive feedback from the guy! Now, I've got to give Paypal someone's phone number and make sure I'm at their house when they call. Paypal keeps customers in the dark just so they can hold on to other people's money!

I am a very infrequent eBay seller (few items here and there) and very frequent eBay Buyer (1 to 2 items per week) with 100% feedback, and out of nowhere, PayPal puts a 21-day hold on my funds and is now holding funds way beyond that time period (2 months) with absolutely no explanation or reason provided. I've emailed over 100 times and have received about 3 form letters. I called the CEO's "escalation office" and was connected to a voicemail box. Calls and emails have never been returned. How this scam has not been shut down by now is absolutely beyond me. This is awful.

I sold an item on eBay last 11/30/2009 and was paid for it through PayPal on the same day. The money paid by the buyer was held in my account for 21 days. I had to pay shipping out of my own pocket. A few days after I mailed the item, the buyer notified me that he had given me the wrong address and that it should return to me. The package never returned to me and since I had gotten insurance on it at the post office, I took my ticket to the post office to check on the package on 12/29/2009. The postal worker did an inquiry on the insurance ticket and printed out a copy stating that it had been delivered.
The buyer filed a dispute through PayPal that he had not received the item. I then escalated the claim so that PayPal could investigate the situation. I sent PayPal a copy of my USPS receipt, my insurance ticket, email from buyer stating he gave me the wrong address, and a copy of the inquiry from the post office showing that the package was delivered. I also sent a note asking about the shipping fees that I had to pay out of my pocket, but I never received an answer. PayPal ruled in the buyer's favor and refunded the money, including the shipping, to him out of my account. I do not know what they based their ruling on or what evidence the buyer provided.

I have had a PayPal account for many years and just recently was informed after logging into the website that my account had been limited. Upon researching the reasons behind this, PayPal states that it has 'found one or more personal pieces of information, linking me to another account that has a negative balance.' When I requested to review this information, they are basing this decision on. They stated I needed to subpoena the information. If I do not pay the negative balance, even without seeing proof that it is my responsibility to pay, PayPal will debit my account to cover the balance of the other account. The 'other account' mentioned, based on the only piece of information they provided on it, an email address, belongs to an old employer that I setup some five years ago. It has been closed for years and should not have any balance, let alone a negative one.
How can PayPal lock my account without providing proof/reasoning for their actions? How can I fight this when I first have to hire an attorney to subpoena the information they are using for justifying these actions? While traveling in Thailand, I am unable to call their number due to the long wait times, not only do the calls drop here but the cost is extremely high. So, I have to resort to email correspondence, of which only the initial email was answered. None of my followup emails have been replied to.
What recourse do I, or others, in this situation have? Who regulates PayPal? What protections do I have regarding funds held in my PayPal account? So far, I am unable to accept payments for the many subscriptions our clients have. We can also not access the funds that were in the account at the time of this account 'limiting' action. Bottom line, this hurts a small businesses reputation with its clients more than it hurts PayPal.

I signed up with PayPal in the early 90s and have had my account ever since. I have had some recent account setbacks that have led me to close my account due to Paypal's errors, but now, since December 7th, they refuse to forward my account balance of $66 and fear that they are conducting the most ruthless, fraudulent, banking arbitration gambit to me and the American public. I started selling Paypal merchant links and have received no compensation because they are stealing all the traffic, clicks and new members and PayPal has decided to seize all my money.

I did not want to use my debit card so I went through the process of adding my Visa. Before I made my purchase, I deleted my debit information. But they still kept my bank info and when I made the purchase, they credited the bank and not the Visa. The next time it went through, the Visa had no problem and the third and final time, a $187 transaction again went through my bank and not on my Visa. Both times, I called to complain. The first, I was told there was a snowstorm and no one to talk to. The most recent, I was called a liar (sorry they actually said that my statement was not true) and I had not selected the correct account because their computer says so. I would have to call the customer, not PayPal as they could do nothing. Of course, this could take days and there is no guarantee the seller would comply.

I received an email today from PayPal regarding their new policy regarding eBay payments. There is now an automatic hold time of 21 days before funds become available. The reason they have given is, to make sure the paying customer is satisfied with their purchase. I get this, but at the same time, they have explained I have done nothing wrong and have no issues with my account. I also have a perfect rating and history with eBay.
This is ridiculous. It has basically now become an escrow account. PayPal gets to hold your cash, gain interest, and the buyer has no penalty. I would rather do the old way of check in the mail eBay transaction. I am told the hold would be less if the buyer leaves a positive feedback rating. The only issue here is that buyers do not leave feedback as often as they used to, maybe 1 in 10. Needless to say, this is a very frustrating new policy. PayPal gains interest with the hold; puts a restriction on the eBay merchant. A business person should have reasonable access to funds of items sold.

I am having a problem with PayPal, the blood-sucking company you're forced to pay fees to when selling items on eBay. I sold a used Rolls Royce car key to a person in the United Kingdom for $300 plus shipping. It's been only 21 days since the key was shipped, and the buyer has sent me a few e-mails claiming he never received the key. I told the buyer it takes time to ship items from the US to the UK, but he didn't want to hear it. The buyer filed a complaint with PayPal and escalated it to claim. My PayPal account suddenly became overdrawn over $200. Not only did PayPal take the money out of my account, but they have limited my account until I resolve the negative balance!
When I sold the key, I offered two forms of shipment in checkout - standard international shipping or express mail. I also set insurance to optional. The buyer only paid for standard international mail and neglected to pay for insurance! I sent the item USPS first class mail with a customs form number, which when plugged into the USPS website, tells me that the item left the US, but nothing more than that.
PayPal is now asking me to give them tracking info by August 8, which is in about 10 days. I think I will give them the tracking number on the 7th. Hopefully, this will buy me some time. The buyer is telling me that it's my fault I did not send the item with insurance, even though he neglected to pay for it during checkout! How can I be expected to give the buyer a refund? It's not my fault the post office has lost the item!
I do have a tracking number, but as of today, it only states that the item was shipped out of the US and that it will be updated later. It does not state the item was delivered. If the tracking info does not change to state the item was delivered, PayPal will probably reward the buyer a refund. What can I do to protect my self? How can they give the buyer his money back, taking it out of my account, when I did not do anything wrong and have no item to show for it?

I sent a payment of $550 via PayPal to an associate. When I logged onto my PayPal account, my account balance was $0.00. Therefore, I thought that I first needed to transfer money from my bank account to my PayPal account in order to send the money via PayPal. I transferred $550 from my bank account to PayPal, then I sent $550 to my associate. However, PayPal viewed this as two separate transactions and $550 was taken out of my bank account twice. I called PayPal and spoke with 2 representatives and both told me that there was nothing they could do even though one of the transactions was still pending. It took a week for the second $550 to clear my bank (causing a -$433.00 balance) and then for me to transfer the money back from PayPal to my bank account. It took a week for this to be resolved and for the money to be re-deposited back into my bank account. I had to initiate the transfer back into my bank account. PayPal did nothing to help me.

I have been an eBay member since its earliest days (when eBay IDs consisted of just your email addresses). I just wanted to get that little piece of info out in the open, so anyone reading this will know I am not a "newbie" and do understand the workings of the system. PayPal has bitten me a few times, but why did I stick with it? Well, I didn't until it was recently "forced" as the only accepted payment form; and I tried again because selling on eBay as just an individual seller (not a power seller nor a company) helped my income. I live in a remote area and have accumulated collectibles I just can't sell here. With two growing teenagers, I now need the cash more than ever.
I'll just give you one story, and let anyone who thinks paying or receiving payment through PayPal protects you... (PayPal holds your funds from your buyer in their account, until they decide to let it out to you; hence, more interest for them floating around.) Anyway, now to just one of my horror stories that occurred a few years ago:
I buy a complete 9-season set of The X-Files from a seller for $250.00. His feedback % is very good (over 500 and around 98% positive), and I pay through PayPal immediately. About 3-4 days later, all of a sudden, negative feedback starts pouring in on this guy. I am no doubt spooked (since I have yet to receive my items)!
I got my shipment by UPS the next day. Wheeeewh! Right? Wrong! After I return home from work and my son has signed for the two large boxes, I immediately knew something was wrong when I picked them up. It's way too light. I opened the first box, and it's all packing peanuts. That's all! The second, it's the same! I emailed the guy and PayPal.
The guy emailed back and admitted what he did, giving some type of sob story as he did to apparently the other 17 left in the past 12 days (and yes, he is still registered). I have already went on with this long enough, so let's cut to the quick. PayPal told me "Well, he did send 'something,' insured it, and had signature confirmation. So, we really can't do anything."
So, PayPal requires the seller to insure, get signature confirmation, etc., etc., on all items sent out to the buyer, but they cannot control the condition of nor the actual item sent to you. It's your word against theirs. And let's just turn it around, shall we? If you, being the seller (not the buyer this time), sends out your item and the buyer receives it and claims it's not what was advertised to PayPal, then PayPal steps in (and remember, they are still holding your money) and tells you that you must give a refund. (Yes, eBay and PayPal's new policy is all sellers must offer refunds.)
The buyer then returns you a box with a $5.00 item in it instead of the $500.00 item you sold them. Guess what? The buyer gets his money returned and keeps your item! If you want to buy and sell small dollar items, then I assume when you do get scammed (It will happen when using this "policed" payment method that is faulty and just a scam for more funds to be cut from you.), it won't be that terrible. I hope.
PayPal cannot be there to actually see what is in the package sent or returned. It is not safe! Just use common sense and think about it. I just wanted to warn others, and of course, make my experience be heard at Consumer Affairs concerning PayPal.

On 04/04/2009, I purchased a car GPS on eBay. The GPS was shipped from Hong Kong. I received the GPS on 04/18/2009. I opened the package. It appeared all components were ok. I was a little concerned as no CD or drive was included. The GPS was already programmed. I connected to the car and was unable to program in my address. I had a map of Las Vegas, but I could not route on the screen. Battery notice was weak, then the battery died. Running the car and driving around would not recharge the battery.
I contacted the seller by email. He emailed me two programs to download on my computer, which I did. I could not install the programs, because the computer could not recognize the programs without a CD or drive. Several emails were exchanged between my self and Dankefly in Hong Kong. Finally, the seller told me that if I return the GPS, he would replace or refund my money. I chose to take the refund. I sent the GPS back to Dankefly.
I filed a dispute with PayPal, which was a waste of time. That company has over 100,000 claims against them for holding money and hiding money. I filled out a form with PayPal as to how much money I was out - $95.00 for the GPS and $12.62 return mail to Hong Kong. I keep checking with PayPal, but there's no money. PayPal's webpages are so misleading when trying to find information. You take a complete tour to no place. I was sure everything was going to be alright. Wrong, I was out of town a few days, and when I returned, I found my dispute had expired and I did not file a complaint.
Some people have to stay up all night to figure out all the trap doors to be included in their programs. After, I got burnt. I checked on the internet. PayPal is a rotten company. It's the first time that I have dealt with them and the last. I checked with the San Jose BBB about PayPal. They have a lot of complaints filed against PayPal. So, I looked up PayPal's rating. An "A." Somebody is getting a lot of kickbacks on that rating.

It is a very long story, but I really got upset because of PayPal. And perhaps, I can forget to write some details, since I have a very complex mind now. It is a common limited account problem since May 31, 2009. PayPal both limited my account and my supplier account that I have sent money for the items that the customers paid for. And since the supplier could not be able to get the money, he could only send some packages, because PayPal wanted 5 track numbers belonging to 5 customers. Although we did not get the money and PayPal held this money, we just wanted to them to lift the limitation and make our money free.
Anyway, with these track numbers, I have sent to them all the other necessary documents to restore my account. Guess what? Sure, they did not restore my account and also did not refund the money that I have sent to my supplier. They all got that money for more than 1 month. As you can guess, in that time, all other customers opened cases against me! It was all PayPal's fault, not mine. Because of their fault, I have lost all the customers. I explained the situation to all, but they did not believe me since when they asked PayPal about it. Paypal had told them it was not true!
Anyway, in the beginning of July, after too many e-mails sent to them, they finally refunded that money to my account. And I immediately refunded the customers who did not receive any item from me. My account was still limited. I was only able to refund; nothing else. It did not finish of course. Other 5 customers, whom we have sent the goods to, learned that my account had limit due to some problems with PayPal. They immediately moved and opened cases against me, though they got the items! I could not be able to believe in this, but it was true! I was going to lose both money and items! I could not do anything; all the cases were about "not as described," and Paypal agreed to their cases.
I called those customers, but they did not answer me. I could not click the resolve button, since PayPal did not let me to do it nor could I send them messages in the same page of the case. All the cases were under investigation by PayPal, and no action was required of me. And when I wrote to PayPal about my account status, they replied to me that unless these cases was not closed, my account could not be restored. There was lot of money in my account separate from those 5 customers' money. I also could not reach my own money.
After so many callings and e-mails to PayPal, I realized that I would never save my account and my own money without refunding those scamming customers. I wrote several massages about authorizing PayPal for refunding. And finally, 2 days ago, they refunded those 5 customers' money too. Guess what? Sure, PayPal did not restore my account again! I was about to be mad. I called them again and again. They never helped me and told me that it was their final decision for this limitation.
Yesterday morning, I have gotten 2 e-mails from PayPal that my account has been restored; but of course, it was not. They officially play a game with our lives. They just apologized for these mistaken e-mails. It did not finish; they all told me different things - some said it was their final decision about my account, some said they would review, and some said they needed extra info. And they also said that they would hold my money for 180 days in case of any chargeback! But I told them that there was no more customer who can charge back or file a complaint since they all were refunded, all!
Now, I filed my complaint nearly to everywhere and also to the laws here. There will be a court against PayPal, and I will use all of these mistakes done by PayPal as my evidences! Good luck to everyone dealing with this company.

I sold a printer on eBay (with a bonus of three brand new unused, still in the box cartridges). I disclosed the exact condition it was in and was honest about it. I have a 100% feedback and have been using eBay for 9 years without a complaint. The buyer received the printer and left positive feedback on June 6th: "It was an awesome buy. Just as they explained and very fast getting it." On June 26th, they filed a dispute with PayPal (didn't contact me first) and said that the item "was not as described."
I provided PayPal with a screenshot of the feedback left on June 6th. That should have been proof enough that the buyer used this printer until it broke and then decided they wanted their money back; but since I had a no refund policy, they had to lie. So, PayPal said that the buyer would be refunded their money if they returned the printer. PayPal had already pulled the funds out of my account as soon as the dispute was filed. I received the printer minus the brand new cartridges and, of course, the printer was broken and not packaged carefully like I had sent it. I had the option to appeal, so again I sent PayPal my side of the story - the new cartridges had not been returned, the printer was broken, and it was obvious the printer had been used. How was that possible if it was broken when the buyer received it?
PayPal completely ignored my appeal and said that "once PayPal has made a decision regarding whether an item is significantly not as described, the decision is final and cannot be appealed." So apparently PayPal doesn't protect sellers from fraudulent buyers. I am so upset - they obviously didn't even pay attention to my side of the story at all. Who protects the sellers? Can PayPal be allowed to do this? I thought my transactions were protected from this type of fraud by PayPal. Obviously not. I am out $22 in shipping, $40 in new ink cartridges, and have a broken printer that I cannot resell.

I bought a pair of diamond earrings from a seller. These earrings were awful, so I sent them back to the same company address that I received them from. I mailed the item back on June 9th and they were signed for by one of the company representatives on June 11. I called PayPal to let them know this and they said I would need to fax them proof of service from the post office, which I did.
I called yesterday and spoke with a man named Sean. He tried to tell me that PayPal had sent me an email telling me that the tracking information I had provided from the US Post office was no good, that the seller wasn't at the address I had sent the merchandise back to and that I would have to send the merchandise back to the right address. I asked this Sean how in the heck could I send back a merchandise that had already been sent and received by this company on the 11th? He said he didn't know, but that is what I had to do.
Obviously, I must have made this Sean mad, because after we got done talking, I went back to my PayPal account to look up the case and found it had been closed. Not only has PayPal caused me to lose my merchandise, but also the $120 I spent for it, and now will probably not be able to recover. I just sent PayPal an email asking them to reopen this case of mine, but I bet they won't do it. I have documentations that will prove this company did not want to pay me back for the item, even though they admitted to me that they had received it back. Help.
PayPal has caused me to lose the money I paid for this item and the seller has both, the returned item and my money. This has caused me nothing but stress and it will be along time before I can recover from this.

I sold a used Ibanez TS-9 Reissue overdrive pedal in the original box with all original paperwork to this person on May 11, 2009. Shipping weight was 1 lb., 8.3 ounces as stated on my USPS shipping receipt. My cost was $8.80 with Delivery Confirmation. The actual pedal (no box, no packing, etc.) is 1.3 lbs. The pedal worked perfectly when I shipped it, and when Exquant received it, as they left positive feedback on eBay. Over six weeks later, they complained to PayPal that the pedal quit working after they sent it to another company to be modified. PayPal immediately put a hold on my account and put $71 on hold to pay Exquant with.
A couple of days later, they said his claim was valid and I was to pay the $71 and they would release the funds to him when he verified he had returned the item to me in the exact condition it was received by him in. Several days later, I received a small envelope with 3 ICs, 4 resistors and 4 capacitors in it along with a letter stating that these parts were removed from the pedal, but there was no pedal. The envelope he sent weighed 3 or 4 ounces at most and cost only $2.02 to mail from Florida to Utah USPS First class with Delivery Confirmation. So the actual postage was really only $1.32 as DC costs $.70. So I appealed to PayPal. They asked for documentation. I sent my original receipts (with weight and costs) on it. I sent photos of what I had received (with the $2.02 postage showing), the components I received, and the letter more or less "taunting" me that these components had been removed from the pedal.
I also had the original delivery confirmation receipt where I had sent it, which matched the number PayPal has on file. So if Exquant would be made to provide their receipt showing the weight of the package, one could determine that what I received weighed approx. 1/10th of what I sent to them. But one lady at PayPal stated, oh, it could have "dried out". It's made of steel and electronic components and a 9V battery. It weighs 1.3 pounds not in the box, no matter what. It doesn't "dry out". Another call to PayPal and I was told that maybe he got "a deal" on shipping. So I contacted the USPS and was told a 1.3 pound package would cost a minimum of $5.50 (including the Delivery Confirmation) to be sent to me. That is minimum, parcel post cost.
He sent it USPS First Class for $2.02, so it clearly did not weigh 1.3 lbs., absolutely, without a doubt. But PayPal says "he said he mailed it to you and we have a delivery confirmation number". I had to provide proof of the weight of what I sent to him, yet he has to only "say" he sent it back? My proof (and it is ironclad proof) is being ignored by the people at PayPal. The question is why? Probably because if they have to make him pay my money back, they have to give my the $2.36 PayPal seller fees they make me pay. And yes, they released the funds to Exquant on Monday, July 6, 2009. So I have no pedal (Exquant still has it) and he also has the $71 back. So, I appealed to PayPal and they asked me to send an affidavit, fax information and photos of what I received. Well, I did all of that on Thursday, July 2nd, and it was deleted on Friday, July 3rd. I resubmitted it on Monday, July 6th and it was deleted on Wednesday July 7th (today). I resubmitted it once again today.
PayPal is either woefully inept or outright thieves, and I can't figure out which. Each time they asked me for info, the very next day, they'd rule against me, and Exquant had sent them nothing to prove anything. He just said it didn't work after more than six weeks. He could have dropped it in water, or otherwise broken it, or probably after he had it modified, it didn't sound right to him so he complained to get his money back, and then knowing PayPal wouldn't do anything, he sent me a worthless bag of parts and kept the pedal anyway.
PayPal is facilitating fraud, and it's not right. Yet they are allowed to get away with it time and time again. Sooner or later something must be done about them.

I purchased several pieces of jewellery on eBay from a seller in China. The items arrived significantly not as described and some were damaged. I filed claims with PayPal and they told me the seller was going to give me a full refund if I sent the items back to China, which I did. The postage cost me almost $50. To my amazement, however, PayPal closed one of my claims against the seller for the reason that the tracking information I provided was invalid and the seller said he did not receive the items within 30 days.
I sent PayPal a complaint letter about the 30-day limit as the items were going to China and I also sent them copies of the postal tracking information documents. Today, I received an email that they were closing another claim to the seller for the same reason as above. However, I checked on the Canada Post Web site and it said that the package arrived to the destination country on July 6, 2009.
Why didn't PayPal give me a refund if they have a zero fraud policy and I was defrauded by the seller? Why wasn't the seller instructed to give me a refund? Why was I told by PayPal to ship the items back to China for $50 to get my money back and now it appears as though they just want to close my claims against the seller and not give me a refund?

I have been selling on eBay for 10 years and had a PayPal account just as long. On May 26th, I received a BIN from a buyer in Pakistan for my auction of a hard drive. At first I was hesitant due to situations present there, but a check of his eBay ID revealed 5 successful previous transactions with other sellers, two in the US and 3 in Taiwan.
I required immediate payment, which I received, and shipped the hard drive on June 6th. On June 8th I was checking my PayPal account to follow-up on other transactions when I notice a chargeback due to an unauthorized use on the sale of the hard drive. I immediately filled out all the necessary paperwork PayPal requested, yet on June 19th, they reversed the sale back to the card owner and essentially told me I have no recourse. I believe the credit card company is responsible for verifying the user of the card (my package went to Pakistan, the card holder lives in Indonesia).
It would be nearly impossible to run a background check of everyone who bids on eBay. The card holder is a non-US verified PayPal member. The Buyer of my hard drive is now no longer an eBay member. Today, I called PayPal to request for the name of the credit card company who issued the chargeback so I could present my grievance to them, and was told that information is “confidential”. Since when can someone just take money out of your account and remain “confidential”? This is not right! I no longer have the hard drive and am out $114.65.

One of the people is in South America and Paypal wouldn't let me use my own credit card to pay. I had the option of linking my bank account (no thanks) or get their credit card. I figured, why not, I will just pay it off before the end of the month. Well, the interest rate comes back after you get it at over 20%! My credit was above 750 and I still get a 23% credit rate! So I used the temporary card and it got maxed at the limit, which wasn't very high. I called them and asked if I can pay it off so I can pay my people again. They said, "no, the card has to show up and you have to activate it".
Well, the card never showed up but they can't give me any more information because the card came from GE Money bank, not them. So I can't pay my people and every time I call them, I get transferred at least 5 times, but never get any help. This is terrible customer service and it seems like a scam to me. A couple of days later, they deducted $39.95 from my PayPal account. PayPal wants to suspend all activity from the card account before they investigate the transaction which amount to zero. Ebay get to keep the deduction and they don't even have a legitimate telephone number that PayPal won't even verify. The telephone numbers only ring as busy or plays music for hours at a time with no live human contact.
PayPal and eBay has set up a system that will take monies from individual accounts and have no recourse as they work in cahoots with each other and sends the monies overseas that draws the whole complaint and affidavit process out--way beyond American identity theft laws and into personal accounts that are actually fake. I am so upset at both companies that I will probably go into the office the next time I'm in the bay area and just sock the CEO of eBay for theft and join any class action lawsuit against PayPal that claims they are just a front for eBay and does nothing for the seller or on a flip side.

Towards the end of February, I sold a pair of boots to a woman on eBay for a $100. In my eBay terms, I clearly stated a 3-day refund/exchange policy refund/exchange honored within the time frame of 3 days if the boot is damaged only. After 5 days from when the buyer received boots, she granted me a positive feedback stating “comfortable boots, great deal thanks!” About a week and 1/2 later, the buyer sends me a complaint stating the size 9 boot doesn't fit like her usual size 9 footwear, and that both inner soles came out the boots. She advised that the soles did not come out the boots until the 1st time she wore them, which was after the warranty period.
These were brand new boots, and my wife thoroughly inspected these boots before shipping. The boots proved to be sound externally/internally. The 3-day exchange/refund period was for the buyer to inspect the boots by wearing them, not for the boots to remain idle in her closet. I declined the exchange/refund because the buyer did not honor the terms established. The buyer filed a dispute against me with PayPal stating she did not receive the item as described. I have no control over how people wear their clothes. This is the reason why I chose a 3 day warranty. This is more than enough time to determine the quality of the footwear if they're worn.
About 2 weeks later, PayPal released my account and granted the buyer the $100 refund. When I asked the basis of their decision, they said their PayPal user agreement overrides any eBay terms established between the buyer and seller. I went straight to the executive level to have this matter investigated. I sent the president, Mr. Scott Thompson, and Senior Agent Mrs. Beth ** emails stating my grief. Mr. Thompson never replied to my email, but his senior agent Mrs. Beth ** responded by stating, “This is our final decision and it will not be over turned.” These people (PayPal) refuse to give their last names. I had to do research to get Mrs. ** last name. I also spoke to an executive agent, Jenni, over the phone who refused to furnish her last name; she was extremely rude and non-professional in dealing with the issue.
I have learned my lesson; I will never use PayPal again. It's a payment vehicle that many people use for money transfer security; they will not see the negative side of this company until something negative happens. My PayPal account will be closed by the end of the week. I'm currently unemployed. My wife and I were using eBay to sell items to supplement our income. EBay had my account on hold because the fees weren't paid. The money that PayPal refunded back to the buyer was intended for the eBay fees. I had to use my credit card to pay the fees which put us in a deeper negative situation. I cannot take the chance to sell anything on eBay if PayPal has this ridiculous policy overriding eBay established terms.

We have used PayPal for over eight years for our home-based business. In July 2008, we sold our product to a man in Nevada for over $3,000. We delivered the product and have the buyer's signature as having received the product. In October 2008, PayPal informed us they were going to refund the buyer the amount of the sale, even though we had proof of receipt. We tried without success to reach the buyer. We never received any request from him for a return or refund. We have contacted PayPal by phone and email many times to get this resolved. We were assured that our personal bank account would never be touched; however on two occasions, this is exactly what happened.
We supplied PayPal with all the written documentation requested and were told via email that our account was restored and by phone that PayPal Seller Protection would cover us and not to worry. However, we soon learned this would not happen. We have now been turned over to a collection agency, even though PayPal Executive Escalations tells us they are conducting more research to see if this man actually received the product (for which we have proof from the shipping company). The buyer has the property and now his bank has the money. We have filed a complaint with the white collar crime division and multiple complaints with the Better Business Bureaus and ETrust, to no avail.
For a company the size of PayPal, it seems an easy thing to cover this under the Seller Protection plan. I am shocked and dismayed at the incredible emotional battle this has been and the lack of power we as small business people have. I am not even able to cancel this account. I have removed PayPal completely from my website and will be happy to share my experience with others. Someone needs to sue PayPal for this type of treatment.

Two months later on October 28, 2008, I got an email from PayPal stating that the buyer has issued an Unauthorized Payment Charge Back Claim. Paypal asks for proof of shipping, which I was able to show with the delivery confirmation number (please see the attached page for more details regarding the transaction).
The next day, PayPal emailed me again, said that there is nothing they can do and asked me to pay back the $395 plus another $10 fee for the Charge Back Settlement in which they did absolutely nothing in protecting me as a seller. In addition, this could not have been unauthorized because the buyer knew what he was doing by writing "payment sent, I await the shoes :) Thank you" in the payment. Now my account sits at negative $405 and the seller never returned the shoes.
I called PayPal and was told that according to the User Agreement, items over $250 must have Signature Confirmation in order to be protected as a seller. I responded immediately by providing PayPal the tracking number that the item has already been shipped. I did not hear from PayPal after that. It took some time. Then I decided to contact PayPal to see the situation with the case. PayPal replied that they may take 15 days to investigate the matter.
Approx. on the 17th day, PayPal got back to me that the charge back was successful and my account showed a negative amount, the reason being that I am not protected by PayPal "seller protection". In this case, what was the investigation about? It is not about us being an honest seller and promptly responding PayPal with all the proof needed in shipping information.
What PayPal wanted to investigate is how they could wipe their hands clean of this case. They just want to put the blame on the seller. There are a few ironic parts to this case as well that I'd like to point out:
On the PayPal page, they claim that we must respond ASAP - PayPal themselves took forever to respond to my concerns. PayPal through their email states this: "We want to help you but we're not able to respond directly to emails sent to this address" - this statement is plain BS if you ask me. I tried contacting PayPal through other channels, even on eBay but can't seem to reach them. It seems that this is a dodgy company or at least a company with horrible customer service.
Final word - proceed with PayPal with caution. Even if you might have the right documents to prove your case, PayPal will neglect it to preserve its best interest. I have all the emails and I challenge PayPal to refute this.

What is the percentage of how many accounts are placed on hold 180 days? What happens to the funds when this is done? Do they move these funds on the market to make a profit? Do they move these funds in an escrow account? If the funds are moved, are they obligated to pay interest for the funds that are locked out from their customers?
I received a final letter from them that said they will no longer do business with me. Does that not terminate my account? And on demand, they must return my money from items I sold. Seven days later, eBay advises me I should NOT complete that transaction and had erased any history of that transaction on eBay, including where I had paid and item number, and the seller was kicked off. After much confusion how to file with eBay since the item number no longer was in existence, I went to PayPal. They investigated and found my complaint valid, but that there was no money in that person's account. Therefore they could not refund me. Some buyer protection plan they have! A multimillion dollar company linked with eBay and they cannot honor a simple guarantee or debit that fraudulent seller's bank account? This is big business at its worst. Absolute deception.

eBay unfairly favors buyers and discriminates against sellers. To make a long story short, complications occurred with shipping which delayed delivery, which I promptly informed the buyer. He turned around and filed a Merchandise not received (?) with PayPal. He was impossible to communicate with. He yelled (wrote everything in CAPS), would not reason, exaggerated the situation and called me a liar and all sorts of names.
PayPal required Proof of shipment or delivery so I submitted to PayPal the new tracking number, which shows the package was in transit to the buyer. After about 1.5 week, PayPal closed the dispute and refunded the money to the buyers. The buyer gloated about this success by leaving me nasty NEGATIVE feedback (total of 5; he purchased 5 items and I even offered him FREE shipping and allowed him to pay me one after his purchase was made), stating the refund proves his case and I am a liar indeed.
When I checked the tracking number again and see the package was out for delivery, I called UPS and it was confirmed the package was on the truck out for delivery. I called PayPal (it was almost impossible to get a live agent on the phone and if one chooses claims as the reason why one is calling, you always get disconnected when the automated message says you are being transferred to a live agent). I tried all day and kept getting disconnected. I finally had to fool the phone system by stating I am calling because I cannot log-in. Only then was I routed to a live agent.
The agent cannot really tell me why the refund was made. She looked into the dispute and she made the comment that the tracking number shows the buyer did not get the package. I had to tell her there was something wrong with the original shipment/tracking number and a new tracking number was provided to PayPal. All the details of the case and the new tracking number were posted to the PayPal case. It was really absurd how this information was completely ignored by PayPal. The agent then told me all she could do was open an appeal and I have to wait 30 days for a verdict.
The facts were clear-cut yet the money was refunded to the buyer, and by now, the package was already delivered. How was it fair that the buyer has my merchandise AND his money back? PayPal doesn't care. I asked to speak to a supervisor but was told I had to wait the 30 days, and if I still need to speak to someone, I can try calling back.
Since the buyer left 5 negative feedbacks, which were quite nasty, I wanted to leave negative feedback for him to tell the truth so other eBay buyers can see the buyer was not telling the truth. I noticed there was no option for negative feedback so I emailed eBay. Their answer was Sellers can no longer leave negative or neutral Feedback for buyers. The reason for this change is that sellers deal with payment problems by filing Unpaid Item disputes, and the fear of retaliatory Feedback was keeping buyers from posting honest evaluations of their experiences(?).
Since my problem has nothing to do with payment, I cannot not protect in ANY way by eBay. Yet the buyer was able to leave messages which have impact on my score as a seller. Feedback is a two-way street. According to eBay's reasoning, fear of retaliatory Feedback can also be keeping SELLERS from posting honest evaluations of their experiences. But there is no such rule. This reasoning of eBay is only a ONE-way street to protect the buyers. This rule doesn't even make sense. If someone (does not matter if it's the buyer or the seller) was a bad customer or provides bad service, negative feedback should be allowed. I don't understand how eBay and PayPal favors the buyer to such an extreme. Without the seller, eBay would have nothing to sell and no buyer would visit the site. This discrimination is totally unfair (not to mention it ruined my 100% positive feedback which I worked hard to build; I always prided myself in my customer service) and warrants a class action for all sellers who suffer a similar fate as I.
P.S. I received a notice from PayPal yesterday - We have received your valid tracking information on the above-mentioned case and sent a courtesy email to the buyer on your behalf. We have requested that the buyer submit a full refund. Please contact us again if you cannot receive a refund from buyer after 3 days (?).
When the dispute was filed by the buyer, PayPal immediately froze the amount of refund (deducted from my account right away). When PayPal wrongly ruled against me, the money was refunded to the buyer IMMEDIATELY. Now that the situation is reversed, what should happen to the buyer should be the same as I - money frozen and taken from his account and refunded IMMEDIATELY to my account. Instead, a courtesy email (?) was sent requesting the buyer to send a refund. And it is MY responsibility to chase after them if I do not receive any refund after 3 days. This is totally unfair and discriminatory.

UPDATE to my original post which was placed onto your site on Dec. 21, 2008:
PayPal ruled in favor of the buyer and they told him to destroy the camera. They kept my PayPal in a negative status and told me that if I didn't settle it, they would submit it to collections. I called them and told them to have the guy return the merchandise since the money was refunded to the buyer. I was very upset when they told me the buyer was told to destroy the merchandise. I thought since the buyer had his money returned to him, then I should get my merchandise back. Technically, the buyer now has merchandise that does not belong to him. I told PayPal that I have never heard of such a thing.
How can the buyer get his money back without me getting the phone back? It seems only fair to have the phone back. I thought they have no right to do this especially since I have no proof that they did this. Fearing a ding to my credit report and much debate in my own head, I decided to at least pay off my negative balance of $424.00 so it doesn't get into the nightmare of a collections issue.
I am extremely upset with this, so I closed my PayPal account and told them I hope they choke on my money and more people cancel their accounts with PayPal. I feel like I have no rights in this case and this is truly the worst example of customer service I have ever experienced. Is there ANY recourse in this situation?

I called this number Sunday 10.12.08, left a message, told them when to call me back - as expected I did not receive a return call on Tues. or a message on Monday when I was at work!!! I DID NOT authorize transaction #** for $79.95 on 10.12.08 to DRI*REG.NET REGNETORD.COM MN oddly enough no phone number for this company, but it is the same company.
I haven't disputed it with my Amazon.com transactions but it happens there but I AM making those. I DID NOT MAKE THIS ONE. I WANT IT STOPPED. I have called the number on the first transaction and left them a message. PAYPAL NEEDS TO MAKE THE PAYPAL PLUG-IN VIRTUAL DEBIT CARD TRANSACTIONS THAT ARE ONE TIME ONLY - REALLY ONE TIME ONLY. This has happened before. This is PayPal’s claim about the one time use card: "Single-use cards. You generate a MasterCard debit card number for a single purchase. Once the purchase is complete, the card is closed and can’t be used again by anyone. These cards can be used for up to two months, unless you close them." Copied directly from the PayPal site. Obviously this is a problem. I filed a dispute that DOES NOT SHOW UP UNDER DISPUTES ON THE PAYPAL SITE. YET I RECEIVED THIS EMAIL AFTER FILING: "We have received your affidavit for the disputed debit card transaction. Your affidavit will be processed within 45 business days."
PayPal is my business account. I try to keep it separate from the household money. They allowed the removal of money from my account that hampers my mailing of items to customers, and my purchase of items to sell. They promise one time use and security but refuse to not only provide it, but refuse a timely resolution. I am out the $79.95 until they decide whether or not I really made the purchase I DID NOT, and maybe decide to refund my money. I feel both the company that did this and PayPal are committing fraud on the consumer.

I opened a dispute with PayPal stating what happened, that I paid for the item but never received the item purchased. Today I called after much problems in trying to speak to someone at customer service and I was told that the $25 rebate is available at their website when I check out. But it isn't. I know they will ruin my credit if this happens... all because a scammer got into my PayPal - all with different names and addresses than my own. I never received a warning from PayPal that this item was going to a different address than mine; nor did I receive a "You have made a payment" email from PayPal. An individual made a $1000.00 payment via PayPal for the deposit and advance payment of rent. PayPal received the funds the next day from his checking account. PayPal then placed a hold on the funds, stating they were investigating the transaction for possible fraud. After 10 days I started asking when they were going to release the funds. After 2 weeks, they reversed the payment without giving any reason. The renter swears he did not do or say anything to cause them to reverse the payment.
PayPal just decided to screw me over because I questioned their actions. I have since come to an arrangement with the renter and he paid me in cash once the funds were back in his account. PayPal had no reason to freeze my account, nor any reason to reverse the payment other than the fact that I questioned their actions. I have requested that my PayPal account be canceled and I will never again trust or use PayPal.
Lost use of my PayPal account for over 2 weeks and I must find a real financial institution to process credit cards and electronic payments as I can no longer trust PayPal to perform this critical function do to their proven unreliability.

I have had the worst experience with using pay pal lately. They hold your money, because they have new policies that state they have that right to hold your money that your customers pay you. What I think is really unfair is how they take their fees out of the money you are paid by the customer and then they hold the funds so you can not with draw or have any access. Ebay takes their fees out of the money as well.
You get very rude treatment when calling pay pal customer service to ask questions about this or you get hung up on. They keep changing their policies on me everytime I call or email them to find out when are they going to release my money. First they told me to pay through pay pal to ship item so I did and they got the confirmation that my customer did receive the item.
Next when I call asking why isn't my money released yet they say because I haven't received positive feedback yet. This is very very unfair for the sellers and also let's not forget ebay is what they are today because of people selling on there and paying all of the ebay and paypal fees. If pay pal holds peoples money they should not be aloud to take their fees out until releasing the funds, because what do they care since they already got paid. NOT TO MENTION THE FACT THEY CHARGE $1.00 everytime you their shgipping through pay pal. There should be another law suit against them because they are not even following their new policies and they make it extremely hard to get in contact with their customer service. When you email them they just send an automated email about their policies.

I called them several times trying to find out why is my money being held I was hung up on then another customer service rep I could barely understand stated that I had 2 charge backs from 2 customers over 1 month ago and that they have new policies that state when you have a charge back they will hold your money for 21 days or until a positive feedback is left or until you provide proof of delivery of merchandise.
I was furious because they never warned me and I have to pay out of my own pocket to ship items because they are holding my money the customers paid. I went on ebay and paid for shipping through pay pal and sent them the confirmation numbers and tracking info. The merchandise has been delivered to my customers and PAY PAL still comes up with other reasons why they are going to hold my money.
One customer service rep I spoke with flat out told me I have no clue why they are still holding your money. I have seller protection through pay pal so if someone does a charge back on my account it is covered under pay pal seller protection.

This is regarding a transaction completed on paypals website for an Ebay Item. When you set up your paypal account they constantly email you to get verified for more buying power. all this does is give them right to your checking information. Well we have found out that paypal does not take responsibilty for their mistakes. When I made the transaction an entered new funding for this transaction and confirmed payment it defaulted to my checking account.
We immediately called Paypal and told them the mistake and they refused to do anything, after finally speaking to a supervisor because the young women kept repeating her script from her CSR book. I spoke to Richard and oriental gentleman regarding what was going on and after rounds with him he assure us that he was going to contact the seller ASAP and talk the situation over since Paypal no longer edits transactions it is up to the seller. After I contacted them I then contacted the seller and explained the situation that he has to refund the transaction and rebill me.
Well that did not happen and I filed a dispute with paypal for an unathorized transaction since I did not authorize them to debit my checking it was a cc that their (Richard) supervisor confirmed that all the steps were made correctly and it should have been billed to the credit card and he was sending a form to tech for this. He then ask me to call my bank an stop the payment, I explained that there is a fee for this. The seller would not budge about the reinvoiceing of the item so ulitimately I have been charged $80.00 for a item I have already call fed ex to reroute back to the sender so we can resolve this issue and refund the money. At this point they are still researching this.
I live in florida where we just spent 5 days batteling a hurricane/tropical storm Faye and when these things come most of us who are from Fl know to go empty your bank accounts just incase there is no power and you can not use ATM so billing my checking caused it to be negative. I have had to call the bank but it was to late they did not stop the charge. We now have to transfer funds from a line of credit and pay interest on that money when Paypal could have easily changed the funding for this transaction and been taken care of instead of us being out the money and a seller being out his money since I do not want the product just because of the hassel.

I wish to file a complaint against PAYPAL, INC whose headquarters are in California. I sold two motorcycles via EBAY online and the buyer paid for them through PAYPAL. The buyer came to my home, took delivery of the motorcycles without riding them or even looking them over, took the titles and a paper where I said the motorcycles were sold AS IS, NO WARRANTY and once at home, 1000 miles away in another state, he began trying to get his money back. He tried for a refund from PAYPAL, who refused him. Then he tried for a refund through Ebay's Vehicle Buyer's Protection Plan, which refused him. Then he did a charge back on his credit card, which he received despite my protests and evidence there was nothing wrong with the motorcycles and that he had possession of them.
Now he has filed a charge back on his credit card for the Second motorcycle sold to him by us, and meanwhile PAYPAL is doing nothing to solve this dispute, PAYPAL is not standing up for me the Seller, and PAYPAL has let this person steal my motorcycle by allowing him to get a charge back via his credit card, and PAYPAL will probably now allow him to get a second charge back for the second motorcycle.
Now PAYPAL has a negative balance in my account online and wants me to fund it, effectively putting in the money in the account the buyer paid for the motorcycles, which he has for free. This means I would be out my motorcycles and my money for the motorcycles. PAYPAL would have their money, the buyer would have my motorcycles, and I would have had my property stolen. Please look into my case with PAYPAL and force them to protect me, as per their service agreements, against a buyer who is trying to steal from me. Something has to be done about PAYPAL and their buyers who try to steal from sellers on Ebay. Thank you.

I contacted my bank to see why the payment had been returned, as I knew I had funds to cover the payment in my account. I was told by my bank that they had not returned the payment, as they had never recieved the request for the payment. So I called in over the phone to get some clarification. The automated system told me that to make a phone payment it would cost a $10 fee to make a phone payment, and another fee to speak to a person. I decided to simply try again to pay the bill online for free. On 5/8/07 I got online again and submitted another payment for the $61, this time being very careful to not miskey any numbers, after double checking with my bank to be sure the routing number was correct.
Again, on 5/11/07 the payment showed up as "returned check charge", charging me another $29. Again, I contacted my bank to see why this would happen, and again they told me that there had been absolutely no attempts to withdraw funds from my account. While on the phone with my bank I double checked to see if the routing number I had was correct, and was told that it was. So I called GE Money on 5/12/07, and made a phone payment of the $61. On 5/14/07 I was billed for the $10 phone payment fee.
On 5/17/07 I was once again charged for the $29 returned check charge. For a third time I called my bank to see if any attempt was made to withdraw the funds, and again, they said there had been no attempt. Several days later my account online showed that on 5/15/07 my account was charged a Late Fee of $29, and then there was the finance charge of $18.10. So in a month of making absolutely no purchases my account balance went up to $887.42 simply by trying to make payments.
I called the following month, in an attempt to speak with customer service about my account. The customer service representative told me over and over again that I must have mis-keyed the routing number or bank account number all three times, or that my bank may have changed its routing number without notifying me. I asked her what I had entered, so that I could verify if I had miskeyed the numbers, or if they had screwed it up. She refused to tell me what they had it recorded that I had entered. I told her that I pay all of my bills online, with the same routing and account number information, and nobody else seemed to have trouble getting their money from me.
The checks I wrote didn't have any trouble going through either - which also had the same information on them. I told her that my bank didn't have any record of them attempting to withdraw the money. I asked the representative how I could possibly get them to take the payment, since the phone and internet payments wouldn't go through. She told me that she could take down the information and submit the payment for me. At that time I also got the mailing address and my account number from her. That time never showed up on my account at all. I didn't get charged a returned check charge, but the payment wasn't processed either. I was charged a late payment fee of $29 and my finance fee of $21.31. After that I started sending Money Orders to them through the mail. There's no way possible that they could say that there was insufficient funds, or that the coding was incorrect. They would have to take the payment. They posted the $138 payment on 7/6/07, and the finance charge for the month on 7/20/07 in the amount of $20.04.
Ever since I have been mailing them Money Orders they have been accepting my payments. Upon signing up for the credit I opted out of having paper statements sent to me. After several of my failed payment attempts the credit line was cut off, and the link to their website was removed from my paypal account online. The only thing I had was the Emails that I had been sent with their information on it. They frequently change their website, and force you to re-register with them to get into your account online. Each time they change their website I get no notification, and must go searching to find their site again.
I wound up being charged $155 plus $43 in finance charges on that. They also reported to all three credit bureaus that I was 60 days past due in one month, and 90 days past due the following month. I attempted to have this fixed in all three bureuas, but it was only altered in one of them, and reduced to one month 30 days past due. Other than this, my credit is spotless. I was incredibly stressed out over this, with the fees piling up fast.
I began to become afraid of trying to make another payment - afraid of being charged yet another $29 returned check charge for no reason. The more I tried to pay, the more fees I kept getting hit with. I suffer from migraine headaches, and with the compounded stress this caused me I was going through my migraine management medication very quickly, and it isn't cheap medication.

After two days of the person collecting the money, I received another notice on sunday of a company I have never heard of charging $50.00 from my checking account using pay pal. This is not the first time I have seen supicious activity using pay pal. As of now its still in the stage of them contacting the fradulent company. In the mean time I have to make up the difference in my checking account so my other bills don't bounce. So much for the security of pay pal.
As explained above I have to cover the $50.00 in my checking account so that other bills payed using my account will not bounce. I could stop payment but that coast $29.00 so not much difference in the total amount charged wrongly to my account. I am worried if one charge can be done couldn't others follow. I'm very disappointed in pay pal.

Concerning PayPal Case #PP-498-260-583 for Non-receipt - Claim. Canada Postal Service Tracking Site for this Item. I appealed this case to PayPal this morning, and they denied the appeal without even looking over the information I had given Customer Service. I know this because the appeals department received the information and within a couple of minutes the appeal was denied. The CS rep. told me that this appeal could take awhile, because the office that handles it wasn't even there yet. (I am on the East Coast, and they are on the West. It was early in the morning when I called from here.)
Buyer won an e-bay auction from me on 5/20/08. She paid for the item after 10:00pm EST. I mailed her item out the very next morning to the PayPal confirmed address. The buyer did not purchase the optional insurance that was offered. Canada Postal Service lost the package, and buyer put in a claim to Paypal for me to refund all her fees. PayPay refunded all the fees to her today- 7/28/08. This, even though I followed all their rules for Seller Protection and sent it out within 7 days and to a PayPal confirmed address. I even offered insurance, but he buyer did not want it.
I have had to pay all the e-bay and PayPal fees- on top of the cost of the lost clothing, as well as the shipping cost. PayPal states that they protect sellers that follow their rules. I did, but they have penalize me for errors committed by the buyer and the Canada Postal service. They have frozen my account until I send across money to pay for this claim. I have auctions going through tomorrow night, and they said that they will take the funds from those auctions, even though I have not authorized it. PayPal has charged my account for the cost of the item plus the shipping for a total of $60.61. My account is now in a negative balance state.

I filed a claim for a dispute and Paypal did not adequately investigate the matter. Their resolution only closed the case, stating that they could not resolve the matter or offer a buyer protection because of intangible goods. This is a false advertisement and claim by Paypal to offer Buyer Protection. Paypal should be subject to banking regulations/rules. They offer little to no consumer protection and customer service. They are not held accountable for misuse of their service.

7/24/08 I recently had an experience with the so-called PayPal debit card that is worth passing on to the unwary consumer. I was in Maui from 7/7/08 to 7/12/08. I used my PayPal Debit Card and did not have my computer with me. When I returned, I discovered that the Bank of America, my backup funding source, had charged me $525 in NSF charges ($35 per event). All of these were caused by PayPal first authorizing a charge in Maui, and then submitting that charge to my bank, even though it was rejected by my bank due to insufficient funds. I had no way of knowing that my bank account was low. If PayPal had simply not authorized the charge in the first place, I would not have been charged $525 in NSF charges.
PayPal also did some weird things with the charges I incurred. In at least three cases, a single charge was split into two submissions to my bank, resulting in 6 NSF charges of $35 each, instead of only 3. Thats $105 of charges to me that were directly caused by an unnecessary splitting of one charge into two.
PayPal, by continuing to authorize charges, even though the bank was clearly rejecting them, gave me the false impression that there were still adequate funds in my bank account. There were 9 returned items beginning with $28.18 submitted on 7/14/08. These resulted in $315 in NSF charges due directly to PayPal continuing to authorize my debit card purchases even though the bank was rejecting them.
At the very least, PayPal owes me $105 for the above noted split charges plus $315 for NSF fees charged me for PayPal continuing to authorize my debit card purchases even though the bank was rejecting them. Thats a total of $420. I have a very good attorney may need to contact him. So far I have had no luck in contacting anyone at PayPal with any intelligence. I am also planning to contact bank regulators because JP Morgan Chase is on the back of my debit card. It seems to me that a debit card should be just that. If no funds are in the backup bank account, purchases should not be authorized.
$525 in NSF charges.

I purhcased sation ribbone on ebay from a seller that supposedly has her own craft store on ebay. When the oversize mailing envelope arrived, my husband sat at my coffee table to check out my latest purchase. As he tore the side open, rodent droppings fell on my coffee table and floor. Disgusting! He pulled the satin ribbon out and it was covered in it. We immediately remoced it fromt he house and cleaned up the nasty mess. I emailed the seller who claims it was tree vegetation from the acres of land she resides on. Why was the ribbon outside to get sooo much tree vegetation?
Since I paid with PayPal, Ebay recommended that I open a disoute since I was suppose to be covered by Buyer's Proctection. Seller became rude and uncooperative so it turned into a claim. PayPal took the side of the seller. They actually wanted me to retouch the items, place in an envelope, lick the darn thing, play to ahe it shipped and tracked back to the seller so she could obviously resell it. It didn't matter to them the possible medial side effects the rodent droppigns could have to my health or anyone else who came in contact with that envelope while it was in transit back to the seller. Rodent droppings when inhaled by humans pose the risk of Hantavirus pulmonary syndrome, Lymphocytic Chorio- meningitis, and Tularemia (carried in gerneal by wild rodents. Those are just three possibilities. Do they care? What happened to the seller? She wins- she got to keep my money as my health is more inportant than anything
A few days after the package arrived, I along with my husband both became ill with what seems to be just a summer sinus thing. Is it related to the rodent droppings? Probably not, but we have not been to the doctor to rule it out. I shampooed my carpet since some of the rodent droppings were soo dry that it crumbled as we were trying to get it up. I am terrified that it is deep into my carpet fibers. I won't let my children sit on the floor in that area. So on top of all the extra cleaning, feeling ill, I am out my money as well. So much for Buyer's Protection

Around a month later I received a letter from the Detroit Bulk Mail Center in Allen Park, Michigan telling me they had found an empty wrapper (it was actually a box) with my address on it. I filled out a long form and sent it to St. Paul, Minnesotas Mail Recovery Center. They said they would try to find out what happened to what was in the package.
I contacted the buyer of my package and let her know what was going on. I even sent her a copy of the letter the post office had sent me along with a copy of the shipping receipt and delivery comfirmation receipt. I told her that it could take a while for the post office to find out something. She didn't answer for two days. When she did answer, she wanted me to send her money back. I told her that's not the way it works, that we have to let the post office handle the matter first. She contacted Paypal, and paypal sent me a complaint form with her complaint on it.
They allowed me to tell my side of what happened. They sent me another e-mail and told me to click on their complaint department. They gave me a file number to use when I went to the complaint department. They gave me ten days to work this out. But when I went to communicate with them, I could not. The only thing they allowed me to do to work it out was to give them permission to send her the money back she had sent through them. I would not allow them to do this because I was waiting on a answer from the Post Office. I have sent them numerous e-mails telling them she did not purchase insurance to cover the package.
So Paypal gave her the money back anyway and charged my account which put it in the negative. Now they have turned it over to a collection agency wanting that money which I did not authorize them to send. This is going to run my excellant credit. Can you help and what should I do. If the email from PayPal does not show that insurance was paid for, then I do not pay for insurance. This discrepancy shows for Priority Mail, but (as of 6/24/08) not for Media Mail or Parcel Post.
Also on 6/24/08, I called PayPal and asked about this problem; they said it was a known issue and would make sure that my account gets top priority (yeah, right). This claim was then escalated and Pay Pal settled in favor of the buyer. The resolution was a refund plus shipping costs totaling $50.29. Needless to say, I am very upset about this because this was an unjust decision granted by the Pay Pal Resolution team. Now my Pay Pal account now reads a negative $50.29 erroneously. I refuse to pay because the decision was not justified. This resolution is unjust for the following reasons.
1) Pay Pals User Agreement (section 13.3) states that the initiation of a dispute must be within 45 days of the relevant payment. The said time frame was exceeded in my case. The transaction was made January 10, 2008 and the complaint was made on March 10, 2008; clearly not within 45 days.
2) The amount refunded should have never been in the amount of the item plus shipping since the seller paid the shipping costs.
3) This makes no sense to me because I have confirmation from the United States Postal Service that this item was in fact mailed. The Pay Pal representative on the phone said I needed to get a tracking number from U.S.P.S. when shipping items. Informed her that the confirmation number indicates that I infact mailed the item. Additionally, I am not sure why confirmation is not good enough proof that I mailed the product in good faith.
I provided evidence that the item was mailed to the buyers address provided. The buyer stated the item should be sent to Miami, FL 33033. This varies from the address on Ebay which reads Fort Lauderdale. However, the buyer purposely used another address as stated above. Apparently, this address was no good because it was returned to my address. I informed the buyer I can reship but the buyer refused and requested a refund.
4) The buyer is no longer a registered user with Ebay. It is rather suspicious on why he/she will no longer be a member if the member was a legit Ebay/Pay Pal User. Such a technique has been noted as scamming and should be prosecuted.Pay Pals bizarre resolution procedures and practices need to be researched by the proper authorities. I refuse to sit back and let such a horrid company like Pay Pal take advantage of me by violating your own contract. They now have a company called I.C. System calling and sending letters saying I owe $50.29. I refuse to pay any amount of money to Pay Pal on this issue. Clearly, I am not at fault. This claim should have been in my favor. Unfortunately, I encountered an issue with a transaction and have not been able to submit my case using the regular channels available from paypal.
On May 14th, 2008, I sold (via ebay) a notebook for 2,720.00. The buyer that won the listing provided an "unconfirmed address" so I decided to hold of on the shipment of the goods.
After, receiving payment, Paypal imposed a hold on the funds pending a payment review and investigation of the buyer. I received an email from Paypal saying that the funds were release and that the review was finished. I then proceeded to ship the goods as paypal had confirmed that the funds were legitimate. 2 weeks later, Paypal Debited my Paypal Account alleging that the buyer was fraudulent even after they held the funds for investigation and releasing them saying that the transaction was reviewed and it was legitimate. 2 weeks later they reversed the transaction. Called paypal and pretty much said that they made a mistake, that the funds were fraudulent. I advised them that I had overwhelming evidence (via emails from buyer) proving that the buyer actually received the items and that she knew about the transaction. They replied that the investigation was over that their desicion was final. The amount is for 2,720.00.
I am in need of assistance regarding this matter. I was told that the transaction did not qualify for Seller Protection Program but according to Paypal's user agreement it should as the payment was reviewed by Paypal. All I am requesting is that I would be given the opportunity to present my evidence.Thank you for your assistance in this matter.

I immediately went to the Resolution Center on their website and submitted my explanation of this transaction to them. They asked me what the transaction was for and if my client recieved his item already. In my explanation, I told them that this transaction of $450 was for the use of three instrumental productions at $150 each. I also told them that my client, who is a professional R&B singer, is currently touring in Europe and he did conduct this transaction from overseas (even though he is an American Citizen and it was an American bank account). I also alerted PayPal to the fact that he had already recieved my product by the time PayPal flagged the transaction.
When I finished writing my response and submitted it to their website, I noticed that they ask for 30 days to settle any disputes. So I gave them some time to review the case. By May 18th, I had not recieved any reply regarding this dispute so I called in to their service center. I asked them what is holding up the process, and why was this flagged. They would not tell me why this transaction was flagged and only replied that they "have reason to believe this is a fraudulent transaction." They also told me that my client should have recieved an email from them and he should contact them(PayPal) to submit his explanation of the transaction. After getting off the phone, I emailed my client Glenn and instructed him to reply to the email PayPal sent him.
May 19th, less than 24 hours from the time I spoke to their customer service, PayPal decided that the "best action" was to permanently reverse the transaction. This left a real negative balance on my PayPal account in the amount of -$174.78 (this amount is less because a different client of mine had sent a payment of $270 minus PayPal fees to this account). After this had happened, I recieved an email back from Glenn that said that PayPal had never sent him an email regarding this situation.
I contacted PayPal's customer service again over the phone. Their representative told me that the full amount of $450 had been refunded to Glenn's bank account and that he should see it show up in his records within the next 3-4 days. The representative also said that I should contact my client and have him resend the money when it shows back up. And he instructed me that Glenn should send an email to their resolution center as soon as he sends the payment letting them know that the last payment was flagged and he is authorizing this payment.
I sent a few emails to my client Glenn to try what the representative had instructed me to do. Whether true or not, Glenn claims that he has not seen the refund show up in his account and refuses to make the payment again. May 29th, I recieved an automated phone call from PayPal letting me know that I should contact PayPal immediately. I called the number that the automated message provided and discovered that it was PayPal's collections department. They wanted me to either set a date that I will resolve the negative balance of $174.78 or else they will submit it to a collections agency. I told them that this issue would be resolved by June 6th and the representative agreed and made a note of it on my file.
As a result of PayPal's irresponsible actions, I have suffered from multiple damages including: 1. The loss of $450 and my product. My client already has his product, and PayPal gave him his money back also! I am left with no money and no product either from this transaction! 2. The negative balance held up a payment of $270 sent to me which was needed to pay rent for a recording studio that I am operating. I had to take the money out of my own pockets to cover the expenses while this issue is being handled. I still do not have access to my $270. 3. Now PayPal is attacking my credit score by threatening to submit this negative balance of 174.78 to a collections agency. I have a very good credit score, and this would be detrimental to my good credit.
4. Because of the situation, I am facing a possible loss of a big client. Glenn recently won [contest] as a singer and is in negotiations with a major record label. This could mean a lot of money coming my way if one of my productions is used for comercial release, but this may not happen now because this dispute has left my client upset and dissatisfied. 5. I have lost literally hours on the phone and on email talking to PayPal and Glenn in an attempt to resolve this situation. As of right now, my efforts have been futile.

"Sir, if that were the case, we would have had other reports from other users." "Perhaps each time that is the case, the Paypal representatives say it can not be the case because there are no reports from other users, and refuse to take the report." "Sir, our site exists as a service to the public. You are free to use it if you choose, or not to." "This experience will certainly influence my decision next time I am choosing how to pay for an online transaction. Obviously, I am dissatisfied."
"Well sir, that is your choice." "Under these circumstances, a well-trained representative would at least feign a little empathy with the customer. I am also frustrated about the tone you have taken with me during this call." "Well sir, that is also your choice. There is nothing I can do for you."

On Ebay I paid $425 for an item titled 16gb iPhone. I received an item in the mail from the seller which was not an iPhone. The item was not an item that Apple iPhone has ever made. The item actually said HiPhone on the back. I sent it back to the seller and filed a claim with Paypal.com (the way to pay for an ebay item). Paypal has decided not to refund my money even though I provided written testimony and I also have pictures to prove it was not an iPhone. Now I'm stuck without an iPhone and less $425.
I have lost my $425 and the shipping costs to send it back with signature confirmation. I never received the as advertised 16gb iPhone.

Before making some planned purchases online I needed to update my paypal info because I had not used it in a long time. I updated my PRIMARY account with my new account info and deleted my old account. I made my first purchase and everything was fine, so I proceeded to make several successive purchases. I noticed several days later that no funds have been withdrawn from my account. With much dread I proceeded to check my old account. Sure enough five transactions have went through on an account that has a zero balance and I no longer use. I now have $150 in overdraft charges for something I thought I took care of.
I called paypal and they advised me that because my old account was a VERIFIED account it superceeded the new PRIMARY account. I asked how I was supposed to know this. I listed a new PRIMARY account, what does primary mean if not first. I also DELETED my old account. I asked how it still went to that account. He advised me that I deleted the CARD for that account only not the whole account, the BANK ACCOUNT is still active. I explained my frustration with an obviously flawed and misleading system. I was smoothly rebuffed, being told how it was my fault. Having had enough I told him (the manager) where to go. Needless to say I will never use Paypal again, and further more I will urge others to do the same. Who would want to get mixed up with a company that conducts business in this manner anyway.
Lost $150 in overdraft. Lost confidence in online buying.

I paid $6.59 for Ebay item through Paypal. I specified that I wanted the money to be charged to the credit card I have on file. A message came up urging me to pay instead with my bank account, and I clicked on Continue making payment by credit card. My credit card is also my back up funding source from which Paypal claims it will take funds if the funds in my checking account are insufficient. I called Paypal and got nowhere; I asked to speak to a manager and was put on hold by a customer service rep, who picked up the phone again a moment later claiming to be the manager.
Today I found that I have an overdraft fee on my checking account because Paypal attempted to take the $6.59 from there even though I specified not to! I am now stuck paying an overdraft fee and a $6.59 item is costing me $41.95. What I bought was not worth anywhere near this amount.

On Saturday I received an American Express credit card bill with a charge on 4/13 shown, billed to PAYPAL *SOLANGE 4029357733. I know I didn't pay for anything by recently, and I called AmEx to dispute this charge. Then I logged on to paypal to check my account activity and sure enough it showed NO ACTIVITY in the last month.
So then I called them to ask how I could have this charge when there is no account activity. I was told that this charge was a 1 time charge, made by someone who did not log in to PayPal. Instead, they provided a name, credit card #, security code - all of which were mine - and an email address which was NOT mine. Clearly, someone had my card info and used it fraudulently. I have cancelled that card.
What REALLY puzzles me is why PayPal would PERMIT such an unverified transaction! It is clear that they only served as a way to charge an unknown credit card, because if they had associated that card with my account they would have noticed that the email address was not correct. AmEx doesn't notice anything wrong, since I actually have a PayPal account and they have seen charges from PayPal at some time in the past. In short, a single use charge uses paypal as an easy way to commit fraud without raising suspicion from the credit card issuer. This mechanism that aids and abets credit card fraud should be discontinued!
AmEx says the disputed charge, for just over $200, will be investigated and they will let me know what they found in 6 to 8 weeks. The person I spoke to at PayPal was helpful, and seemed familiar with this kind of complaint. Assuming that the charge is reversed, the major inconvenience is having to cancel my card, and change the card number in every place that has it memorized.

I urge anyone who reads this NOT to use paypal for security reasons.

The email address used on the payment transaction was not my primary email address so when Paypal attempted to contact me via email, I did not respond within the 10 days they require. Paypal refunded the purchase price with shipping to the buyer without ever having communication with me. I responded on the 12th day but it was too late. I have appealed this case twice yet Paypal has still not rectified this. The buyer has not responded to my emails requesting payment or return of my item. Now I am out the item and my money and Paypal is not helping at all. My PayPal online activity statement showed there was approximately $10,024.00 after my last purchase of magazines and deposit in March 2008. The $10,000 amount I was careful not to go under as it is the amount I am using as a deposit on the purchase of my first home. I then transferred my balance, on my wife's suggestion that the Euro was higher and might be a better place to put my money and yield a better return. I did so, not thinking anything of it. When I returned to my account, I noticed about $180.00 missing from the account. However, at the time, I believed this was due to a bundle of magazines I had recently purchased. My PayPal statement reflected no other purchases, debits, or charges, and I paid no attention to it. Today, Wednesday, 12 March 2008, I went on line and noticed almost a thousand dollars was missing and immediately called PayPal for them to explain the missing funds. I made it clear to customer service that I saw there were discrepancies in my funds but with no apparent reason for any changes without any documentation to follow.
After looking into the matter I was informed that the missing money was taken in fees for transfers made by me within my account. I requested to speak with a supervisor and proceeded to explain the there were no fees, charges debits or withdrawals indicated on my statement for any services rendered. I also stated that there have never appeared to be any charges for transfers in the past. I was informed that, although transfers are charged at 2.5 percent rate by policy, they are not included in the statement even though there is a fee column expressly made for that purpose which is left empty. No reason was given to explain why the fee column remains empty after the transaction has been logged. I requested that the fees charged be refunded as a courtesy due to fact that there were no fees expressed for the transactions incurred through PayPal. Simply stated, PayPal refused to refund any fees.
As I know, when a transaction occurs in an account it is reflected on the statement to include all fees and amounts in total and explicitly expressed visually; it is never hidden in a bank statement. As a consequence of not seeing nor knowing what had transpired on my account, and due to a lack of information which had been withheld by PayPal, not only did I make the mistake of transferring money but also made the same mistake twice in a row. This is all due to a lack of information, incorrect and incomplete accounting on my statement.
I have lost about $1200 using PayPal as my bank.

When making a send money transaction, the customer is by default offered to use the bank account, and if more funding options are chosen, Paypal still encourages to use the bank account and Not the credit card. However, this is misleading to the customer because Paypal fails to fully disclose the possible consequences of using the bank account and not a credit card. In my case, I cannot get the refund deposited in my Paypal account for the fourth business day because the funds are somewhere between the banks. Should Paypal inform the customer (me) before I chose their suggested method of payment, I would have paid with a credit card and have the refund go through instantly. Such practices -- not disclosing the potential consequences but instead encouraging to use Paypal preferred method of funding the transaction -- is misleading and unfair to the customer. Paypal should not intentionally lead the customer towards potential problems and/or inconveniences, at least, without disclosing it first.

The first of December I purchased an item on Ebay that required you have a PayPal account. It was a WalMart gift card valued up to $200. I won the auction at $187.50. I waited and waited - it was to be used as Christmas presents, so when it wasn't received, I had to spend more money replacing the gift card. The seller emailed me twice. The first week he said his aunt had been sick and would sent it on Monday. The second week he said his aunt has died and he'd send on Monday. I emailed him three times with no response, so I entered a claim with PayPal. They sent him an email that said if he didn't send what I purchased by January 7th, they would reverse the charges. On January 7th he sent me a WalMart gift card for $40. I contacted Ebay and asked if this was a legal transaction. He advertised up to $200 - never sent the product - and when PayPal was going to rule in my favor, sends a $40 substitute. Ebay said this was not allowed and was taking sanctions against this seller.
Meanwhile I had to put another claim into Pay Pal. This purchase was covered by the buyer protection insurance. They denied the claim, continuing to charge me $187.50 for a bogus $40 product. There should be some way to protect oneself against PayPal trying to make bucks. It's after-the-fact, but I will not purchase on Ebay and pay with PayPal ever again.

I purchased an item on ebay. After receiving the item, I was displeased to find out that the item was missing many parts. Paypal has always advertised that they have a buyer protection plan. To assure you that you have purchased item with the assurance that your money will always be refunded during a bad transaction. After putting in a dispute with paypal and patiently waiting well over the 30 days grace period, I have found myself reaching out by contacting them over the phone on three events. It seems that paypal claims dept sided on the seller's side for an unknown reason in regards to the missing parts. The seller assured me that there was no missing parts prior to making the purchase. Paypal requested a third part to review the case in question. After receiving the third part insight, they still sided on the seller's side. In conclusion, I think paypal disregarded the 30 day grace period and is promoting fraud through ebay. I feel that paypal does not hold up to it's responsibility in upholding safe transactions.
I am now left with an item in which I now have to pay for additional parts for, or maybe even have to purchased a new unit on top of losing the money that I spend already.
