The company has blatantly lied to customers. For starters I purchased a prepaid PayPal card and they advise you can activate online, over the phone or on the app. Not true!!! I tried all methods and was advised I would need to speak with an agent and they are closed!! The faqs section even advises that any load under 500 would be limited!! I only loaded 140 and have to speak with an agent!!! I hope when they open I can just take my funds off and be done with this card already.

I just bought a prepaid PayPal MasterCard, tried to use it, and was locked out from logging in, because they say they texted me a passcode, which I never received. When I was completely locked out, I suddenly started receiving text messages with random numbers. I thought I was locked out!! Tried calling, and their service is closed. Very upsetting, as I have no doubt I’ve been swindled out of my balance, and all my personal information is on who-knows-what servers without security. Please, please just shut this criminal company down!

You have to file a dispute if eBay refunds your money to get it back. Before I knew this I lost $60. My airline refunded the money and once again I have to file a dispute but it says pending on the transaction so I have to wait until that is up. My other cards I get the refund right then (cash app etc...) As soon as my money is off the card I am done. Customer service can hardly speak English. Oh by the way I have had this card account for over 6 years so I can honestly say it's a crappie service and you are better off getting a real card from a real local bank.

I recently filed a dispute with PayPal regarding a purchase made with my PayPal debit card. Quick summary. I stopped at a gas station while traveling and pumped some gas. I accidentally drove off with the nozzle still in my car. The attendant came outside and asked me to step inside. I was told I would have to pay $30 for the nozzle repair. I handed over my credit card and let them charge me. I never got a receipt or anything in writing regarding this transaction.
Fast forward a day or so later, I realize I was charged $300 instead of the $30 I was told I would be charged. So I filed a dispute with PayPal regarding an unauthorized charge. About a month later, my dispute was denied because I couldn't produce a receipt showing an incorrect charge. The gas station had to provide no proof. I emailed the Executive Office and got a rude employee named Catherine that was no help in finding a resolution. She talked down to me and I ended up hanging up the call. I have opened a BBB claim and sent a few emails and Catherine seems to be the only employee at PayPal answering me. Thought I would share my experience here.

I bought the card for the first time. The registration process is wearisome and very inconvenient, and they will charge you a lot of fees if you succeed. Can't register if you don't have a SSN, or are underage, or many other circumstances. The help as usual is some foreign guy, (kind, I will say) but they ask for the color of your socks to validate your info. Got sick of it, and asked for a refund. I hope it comes!... Next I buy a VISA prepaid card. I needed to make a purchase ASAP. Didn't work either, Needs to have 24 hours for the validation process... But I'll save that for the next review!!! Do not use any kind of services like this if you can avoid them.

Order the PayPal card. Put money on it. Played games on the PayPal forum one money spent a month doing it and they don't show anything on my account. I enjoy the games but it is ridiculous. Call the card company. They explain to me that I did put money on it and they don't know why my accounts not being credited. I'd like to know too. You can give me a call **. Dave ** at your service. It's a real bummer I know that.

My debit card was locked because of suspected fraud but I really needed a part for my computer. So, I bought a Prepaid “PayPal” card with $60.00 cash plus the 4.95 charge, only to find that I was unable to activate the card because the address on my Drivers License I provided was classified as a business. The customer service lady said the only she could send me a check in the amount of $64.95 to that address. I did not receive the check and it has been over 90 days. Just more disgusting scum with nothing but excuses, failed promises, lip service, lies and no action. Lesson learned. NEVER USE PREPAID CARDS.

I have a existing PayPal account with a debit card. I love it and have not had issues however I purchased a prepaid PayPal MasterCard for my daughter for her birthday. When I called to activate the card I was told that I was not eligible to activate the card and that they would send me a refund check in 7-10 business days. Had I known what a disappointment this card was going to be then I would have spent a few extra bucks and purchased the visa prepaid card. This was my first and last time purchasing a prepaid PayPal card.

On December 19th around 5 p.m. I went to a Kroger grocery store in Atlanta Georgia to buy a PayPal prepaid card to pay my registration for my car and also pay for my luggage because I was leaving the next day to go out of town. As I paid for the card I put $250 of my money onto the card to pay for my luggage and my car registration. Before I left town I was informed that I needed to call customer service to activate the card so when I call the customer service they said they could not activate the card because someone had opened an account in my name and it got closed so they would have to mail me a check. That was 5 weeks ago. I haven't received anything from them. I've called them several times. I posted online that they haven't they haven't sent me anything of emailed them. I've called them and I still keep getting so it's going to be 10 days so it's going to be 15 days so it's going to be 15 days.
Well your 15 days have been up as of 20 days ago. I want my $250 back completely and you owe that money ties. You you stole that money basically and I told you that I would make it a point to go online and show how disrespectful you guys are. Two people and your customers customer service sucks. They don't know how to treat people with respect and the fact that I've already contacted Channel 2 News Channel 5 news in regards to the situation and also the Better Business Bureau because something has to be done for customers like I think you guys are stealing money from customers and you're not giving it back and that's not a good situation. I ended up going into Christmas with no money to buy my daughter. Nothing for Christmas. Thanks a lot PayPal. I really appreciate all your service. Not....

Beware of the hidden fees! I bought this off a gift card rack in the store thinking it was a 20.00 gift card. After activating it and making a purchase I realized they charged me a 4.95 fee to activate the card and that there would be a 4.95 monthly fee every month. I called them to cancel the card, they told me I couldn’t until that purchase was no longer pending. After the purchase cleared I called again. After 30 minutes of trying I was unsuccessful at getting past being put on hold. I called again today, told them to cancel my account and refund my 4.50 balance. They told me that to refund my balance would cost me a 5.00 fee, and since that was more than was on my card I would have to pay them. I told them it was an expensive lesson for me, but just keep my money and cancel the card because I was not going to pay them a monthly fee. I just wanted a 20.00 gift card for my son, instead my son got a 9.55 gift and I was forced to give PayPal a 10.45 gift.

My account was closed last year after being a victim of identity theft. Before my account closed, I submitted a dispute for an online company I ordered from when the pandemic first happened and I needed N95 masks. I received several letters from PayPal saying the dispute was in my favor and that since my account closed they would mail me the check. I've called several times and in true PayPal Customer Service fashion, I have received NOTHING. I do not have to tell you how frustrating this is or how crazy that the only way I can get any help is to contact you here.

I just recently called Paypal MC Debit Card customer service and my experience trying to get my problems solved is one of the worst I have ever had with a customer service department. I was calling to try to get 2 problems addressed and after 1/2 hour (not even exaggerating) of phone prompts and alternate phone numbers, I got nowhere.
I am the type of person that only calls customer support as a last resort and usually for problems that cannot be resolved with their website's knowledge base or the myriad of phone prompts that leave you going in circles without addressing your issue. The issues that I am facing are: I am having issues linking my debit card to my Paypal account and somehow my Paypal Debit MC website account is now locked, even though I just logged in successfully last evening (they offer an alternative to use my Paypal account login info that also indicated I am locked out).
I was hoping to get the account set up as quickly as possible for a number of reasons, but I am left with only the alternatives of contacting them by email (which I did) or paper mail. If they do not have enough staff to answer phones, I am quite pessimistic about getting a response in any timely fashion. I am also the type of person who very rarely leaves a review, but in this situation, I hope this explanation will help others make a decision with opening a Paypal Debit MC account especially if they anticipate a need to have to contact customer support.

I have been using my card because it’s the holidays and they have the nerve to stop my transactions after I’ve paid my money to put on their crappy card!!! I’m too pissed. They are continuing to act like someone else is trying to use my card even tho!!! I use my password and everything else this is starting to feel like fraud and mind you we pay 4.95 now to put money on the Card and we still being embarrassed as merchants. Ridiculous!

On August 3 2020 I purchased a product key from a merchant and the key didnt work. I filed a dispute and showed them screenshots of me telling the merchant he sold me a key that didnt work. For months they told me that they would let me know when there is an update. When I finally got an update 90 days later I was gifted with the response. "There was no error in the merchant's end." Today I recieved the paper work from PayPal showing me what evidence he sent them. He literally only said "He purchase a key for a game and I gave him working key." In the screenshots the merchant clarifies that he knows my key wasn't working so obviously the dispute department didnt even look through my screenshots and I was scammed out of my hard earned money.
I do not recommend this card as if you purchase something and have proof they will take the merchant's lies over the customer's proof. If anyone seeing this has any idea what I can do please let me know. This needs to be put to a stop before more people fall to the hierarchy of this card company and lose their hard earned money. I still have all my screenshots from the merchant where he even told me to message someone else and I did and this person straight up told me there is nothing I can do. I'm outta my money. Outstanding in help from the person handling your needs to settle the problem or just answering questions. I had a problem with a purchase that was not my doing. The new purchase was quite a large amount. I was very upset and was concerned that I would be responsible for this because l was said to have signed for the product. How great lt was to hear that it was out of the norm for this kind of purchase. The man said, "Don’t worry, I will put under a fraudulent purchase and let us have it tracked." This Company is AAA in our business and they have all my business. Also I hope to tell others to use them all so. I was very happy with this card. I had no problems using it where I shop. Great company and they should be very proud of their products. Reloading this card was very simple. The only thing that I can say in a negative way is it took a little longer for the card to get to me.

I've never encountered any issues or financial concerns using PayPal. I use it especially for online purchases as opposed to my regular credit cards to minimize potential scams like autoship that is buried in fine print on order forms.

First I purchase the card because my previous card with a different company expired and the store was out of those specific card. I looked through the options of different cards. Seeing PayPal Prepaid Mastercard I THOUGHT... with the trusted PayPal name it’d be the best choice they had. OH MAN WAS I WRONG! Choosing this card was in fact a HUGE mistake! Ok y’all story time. :) I purchased this card to put $55.00 on it for my kids to use for their online gaming purchases, ok here I am a Mom of 3 of the sweetest gamer girls. I’m swooping In to save the day. I’m about to have 3 very happy kids who deserve this reward for doing so well lately.
Not only did I purchase this card but I opened my mouth and inserted my dah gone foot. I told the pretty little mini mes I bought them a card and all I have to do is activate it. Oh MAN they was excited! I go in my bedroom to call and activate this card come to find out I have to email them so much personal info I’m really not ok with doing... but I did it anyway for my babies.... I email the info I was asked to and was told 6 business hours it’d be on. Well dang it was 8:30 pm when I made it home from work... It was past business hours so I tell them tomorrow sometime it will be good to go. They’ll have their money for the games...
Well about 10:45 am I get a email saying my SS card (last name) did not match my other stuff. Ok then asked to send a marriage license. I grab the marriage license, take a picture and email them my marriage license... Ok 4 hours pass and I receive yet another email saying the electric bill wasn’t a good form of proof of residency... because I took a pic of the bill still in the envelope. Mind you it has the electric company name on it, my name address and ALSO says utility bill enclosed... I mean I’m just some country girl with a high school education and some college and a few licenses from technical schools.
I’m not the brightest in the crayon box but I’m no idiot either but I think the BOLD Utility Bill Enclosed on the envelope with my name address etc. on it would be exactly what is needed! Ummm No Not at all... I get the email then I call the customer service rep boy that’s a joke too. I could barely make out what they was saying but after 45 min of trying to understand them they tell me the bill has to be opened and they need a picture of the bill itself.. I don’t know. Odd to me how they need so much personal info just to put money on a card... So now I’m told 6 more hours to wait.. I have a feeling we’ll be sending these kids off to college before we can actually use this dang card... So with all that said No DO NOT purchase this card believing it’s a trusted name because IT IS NOT!

The card is widely accepted because of PayPal. It is easy to utilize at vendors or online. I had a question about using it at the pump at a gas station and customer service answered quickly, were very courteous and answered my question the first time.

Paypal is very unique and very safe to use. I've used them awhile now. They are very good and very safe. I highly recommend Paypal. They make sure it's the coustomer.and that makes me feel safe and secure putting my money on my PayPal account. Paypal does not have a clear helpful customer service. Their customer service is soo bad. It's not even a legitimate service. Be very careful. If someone sends you money on paypal and ask you in person to withdraw the money and give it to them, it is automatically a terrorizing scam. After withdrawing a sender's money and giving it to them. They can report that specific transaction as suspicious and or unauthorized, giving them the complete power with no justice to get back the money one more time. This can make your balance negative and paypal will report to the 3 credit bureaus. You will lose so much money and have bad credit immediately. If someone sends you money by a mistake and want it back they have to contact their financial institution and do it themselves. Never withdraw money from your paypal account and give anyone. No matter how trustworthy they are.

PayPal is very easy to use, customer service is great, convenience great, and I can't say enough about what an awesome company they are. It is also easy to get a prepaid card for your college kid and then you can add money whenever you need to from your phone or laptop. You can also track their spending so you know exactly where the money is being spent. You get immediate notifications when the card is used via text and email.

This card is not affiliated with an actual bank that is recognized like Wells Fargo or any of the major banks in America. You can't use it for a lot of transactions, adding to a rental pay lease company. Now this is frustrating to a customer! Paypal prepaid card is not a good card.

PAYPAL is THE worst company on earth when it comes to BUYERS protection.. STAY AWAY, STAY AWAY, STAY AWAY- YOU HAVE BEEN WARNED. The paypal nightmare starts when YOU DO NOT RECEIVE THE ITEM OR RECEIVE PART OF THE PURCHASE. I purchase 2 items but I received one item and have absolutely NO ISSUES with the item received.. I did not receive the second item. I contacted paypal and this is where the nightmare starts. I found out that Some idiot (S) at paypal has set up a ridiculous policy that if you Did not receive your item paypal will tell you to return what you did not receive and if you do not return what you did not receive they will deny your claim. PAYPAL DOES NOT CARE. IF YOU WILL LOOSE ALL YOUR MONEY - sounds ridiculous??
I LOST MONEY due to this ridiculous, NON SENSE policy of paypal. Sellers know this loophole in paypal's stupid policy and they are defrauding helpless customers. SHAME ON PAYPAL. My Advice to BUYERS; You should remove your bank account, credit card from paypal account AND STOP USING PAYPAL They are useless and have become IRRELEVANT. I have always felt safe paying vendors through PayPal & the PP credit has been convenient. $650 worth of Walmart gift cards were charged to my checking account via PP. I contacted my credit union (FCCU). They immediately put me in contact with the fraud dept. $650 was refunded the next day. I contacted Walmart. They did the same thing.
PayPal was contacted. After hearing they were short staffed due to Covid, I had to hold for 15 min. I was assured they would take care of the problem on their end. Today my PP acct has been charged $200 & rising. I called customer service & the fraud division. The recording was PP is not taking calls, sorry for the inconvenience. No more PP for me.

I have been doing business with Paypal for quite a few years now without too many negative occurrences. Since the onset of covid 19, I have been unable to contact a human at all, my money has been frozen, the message center took 48+ hours to respond to my concerns... They have frozen all of my assets and given me conditions to release them as if they are a government entity. How can one who has been entrusted with my money dictate how and where I spend my money? How can an institution tell me that they won't close my account and return my money nor will they allow me to spend, move or transfer any of my money. They will, however, allow me to reload the account and receive my direct deposits. They won't let me access any of it though.
I am writing this to alert the community to the shenanigans that this institution will try to pull when they believe that they can justify their actions. $1000 × 100 people equals $100,000. Who knows how many others have been infected by paypal's version of corona. When they can do that at the push of a button and then state that it will take 3 to 5 business days to review the documents; the interest is unmeasureable. They believe that they are untouchable because of their large status. We, the people, do, however, have voices and means by which to remind paypal and any other "untouchable" institution that we are the consumer and that the US tower is always right. You will not just do what you will with our money!!!

I disputed an incorrect charge on my account, they ask you all these questions about your card if it’s stolen or do you have your card, explain I have the card, I was aware of the charge but it was the wrong amount, after you get done, they still block your card and it takes 7/10 business days to receive another, so please don’t dispute anything if you don’t have another card on standby. I had to pay $25 to rush a card to me and still don’t have it. You can’t speak with anyone because your card is block, you only can get $300 out a day. Don’t do it.

***WARNING***. I'm warning all who are looking all into getting a Paypal Prepaid mastercard, DO NOT EVEN GET THIS CARD OR EVEN Have 2nd thoughts. Today is January 28,2020 I just got off the phone with them with a holding time of 2hours 46 minutes with 4 different reps! Okay so I filed 1 dispute 1 okay they cancelled my card which was okay and was sent another which I paid a extra 25$ for 1-2 day shipping. Well they robbed me. I got it in 4 days okay so I asked for my money back. I got the card yesterday but I sent the msg for refund the day before okay well I get my card and try activating it. Well I couldn't so I try logging in and my acct is locked, so I'm frustrated already cuz like wtf y?! Right so I call and they tell me my account had been closed due to 1 dispute!! I have rent to pay already 4 days late cuz what they did okay. So now I'm waiting and waiting for rep to see if there any way to receive my funds.
They said nope. I gotta wait 10+ days for a refund check of my whole balance from them okay. I've been with them for 5 years now and I file 1 dispute and get told I can never do business with them again wtf!! Their reps are all rude and truly sorry me and my 3 children will be on the streets tomorrow cuz there is just no possible way to receive MY MONEY I WORKED HARD FOR ANY FASTER THAN 10+ DAYS.
I got hung up on over 10 times yesterday and today the 2+hours of wait time, like do not get this card they will rob you of your money and put charges on your acct for no reason just so they can have you file a dispute to find out it's been declined. They take your money people so I contacted my lawyer and will be seeing him tomorrow to get the lawsuit going. AGAIN WILL I NEVER IN MY LIFE DEAL WITH ANY PAYPAL BRANDS EVER PERIOD. Good luck people. If you get this card I can guarantee they will put you and your family on the streets too. Good Luck.

I though thought the PayPal cash card was a good choice for me. I had my employer direct deposit my paychecks. No problem there, no problems with store purchase or online. Huge draw back it can't be used wherever an account or routing number are needed. It can't be used to pay credit card bills. I tried to pay 2 of my credit cards. Payments were denied and credit card account's on hold until proper documentation and use of another payment method. Needless to say I'm switching cards because I have to have a way to pay my credit cards. Beware aware it can't be used to pay credit cards.

Could not believe what you have to go through to get one of these things activated. It's nothing but a scam to get you to register for a full-fledged Master Card account, which I did not want. Their fees are ridiculous; 20% of the card value I originally received was taken away in fees. Customer service is a joke. You can't get through to a person, and when you do it's someone who barely speaks English (Yes - in the US English is still a language; us English-speaking folks haven't been eliminated yet). Thirty-five minutes to finally get this thing activated. It is the first and last I will ever get. Spare yourselves a LOT of aggravation - avoid Paypal prepaid Mastercards like the plague

I purchased several items through PayPal and never received them. Then Post office isn't responsible if you didn't have insurance. The seller should be responsible. Paypal favors the sellers word over the buyer. They have taken over a $100.00 And believed the seller and not the buyer. If you want good service use Amazon. I do not recommend not using Paypal!

I wanted to use card for online shopping. Went to Royal Farms and Purchased PayPal card. Didn’t leave store and tried to activate card with 185.00 on it! Set in store an hour still no activation! Ask Royal Farms about refund with receipt.... NOPE! Then finally got PayPal representative on phone... "We can’t activate cause you owe 2.50 to NETSPEND"! Still after agreeing to pay the card is useless and this was Christmas time!!! Crushed.

This is my second bad experience with PayPal. I got a $100 Prepaid card in May 2018, and it had a expiration date of 12/20 on it. When I tried to use it this in 2019, I was told that it expired. I was told that the date is the shelf life and not expiration. As a consumer, using credit card, you always know the date on the card where is says VALID THRU is the expiration date NOT SHELF LIFE!!!! Never again!

My card declined twice and I thought this wasn't normal since I just received my direct deposit. When I accessed the app it stated my card was locked. So therefore prompted me to contact customer service to get my card unlocked. So I did. 1st time they stated it was due to fraud activity that happened at this time 4 days ago, at which I was never notified about it and they yet cancelled my card. So I confirmed I made the purchase and the lady stated she was going to send out a card and have my money sent money-gram, since I needed access to the money now, not 3, 7, or 10 days later. Cool. Right? Wrong.
She puts me on hold never to return. OK, I think maybe a glitch in my area. Let me try again. 2nd time, woman does the same thing only this time seemed more helpful and maybe get somewhere. NOPE!!! Same thing. Put on hold then call is dropped again. OK. Let me try again. 3rd time, same thing. Now with a gentleman who seems as if he really wants to help. They check the account over and over and still no can see notes from previous person or maybe they do and these people live off of giving folks the run around! Either way I attempted to get this resolved after 5 attempts of calling and going through the same frustrations with their customer service reps.
My 6th attempt was met with at gentleman who did somewhat help yet, now I have to wait for a PayPal Manager to call me back within 2-4 hrs to confirm/set up a MoneyGram transaction!!! REALLLY!!! So patiently I will wait. Yet, when complete...I AM SHUTTING THIS CARD THE H*LL DOWN!!! AND NEVER TO RETURN. I have never experienced such terrible customer service and would not have expected this from a well known company as PayPal. Anyhoo...Just my experience and I have a choice.

This has to be one of the worst customer service experiences of my entire life. PayPal Prepaid will not cooperate in the least with a valid dispute. They have passed me round and round for more than five hours without resolving my issue or giving me any valid reason for their actions. I have been hung up on five times. PayPal security is extremely lacking in the staff it self not being able to solve major problems. Let's get down to the brass tacks: First of all, I travel outside of the country, as a result I let PayPal know of my travel dates and locations. My EXTREMELY frustrating experience has been, when you travel to other nations, phone companies like Verizon services don't work, or are extremely expensive, especially long stays. So I try logging into my account, and get "We are looking out for you" HA, HA, Ha. They ask security questions, etc. after passing them all, To verify its you, you must receive a text on your cell phone that DOES NOT WORK OR RECEIVE TEXTS. This in turn locks down your account for suspicious activity.
After calling during their business hours on a VOIP app, and resetting my password enormous amounts of time, and arguing with a call center located in India, I get no help or no resolve. Being stuck, not being able to know my balance is a huge security issue in a 3rd world country. Does this matter to costumer service? NO, they just quote their policy and you get no action to solve the issues. Another drawback, their online help REQUIRES A SIGN INTO YOUR ACCOUNT???? NO HELP! 0% response, putting your personal self at risk of financial issues in a 3rd world country. Need I say more, I could not find a solution on line or on their site or ask for help because I CAN NOT LOG INTO MY ACCOUNT. Sorry, the yelling is directed towards PayPal, not my pal. The capital letters are for the major issues putting ME at RISK!

Usually I have had decent experience but this time it was HORRIBLE. I went to put money on my card. It said there was a hold on it so I purchased a new one and put the max on it got home and called to register it. The gentleman was asking me the security questions and I could hear or understand what he was saying. So he asked for my address and apparently I didn't say the lot number so he told me he couldn't register because I got the security questions wrong and then my address. I called back and spoke to someone else and they said I need to email them my social security card and something with my address and name on it. Umm I don't think so, so now I have to wait 7-10 business days for my money to pay my bills. You guys need to understand some people do not speak other languages period. You should be responsible for the late fees people pay now for their bills because they can't get their money. Will never use them again NEVER!

I used my PayPal card, which is linked to my bank as a backup funding source, on the McDonald's mobile app. I ordered only TWO items at 2.00 each. The total was 4.00 obviously as it should of been. However, at the bottom of the order, it said subtotal 9.09. My state has no tax, in any case that subtotal was totally incorrect. I didn't see this until PayPal withdrew the 9.09 from my be account, which overdrew it and caused me a 38.50 fee through my bank. I had a very picture of the order showing the total was 4.00, they charged me 9.09, and that those two items were the only thing on the order. Despite having proof positive that I was charged wrongly, after 5 days, PayPal denied my dispute! Said the transaction was processed correctly!! They caused me all kinds of headaches, luckily, my bank stepped in and seeing that I had proof and got my money back from PayPal and waived all my fees.
So now, because of this dispute, two months later, PayPal is still declining my card at times for no reason, putting limitations on my usage of it saying I have to build up my history with them. I've been a PayPal user for over 8 years and never had any problems till now, and this was their fault. They also are making me wait an awful long time to receive a refund on a purchase I never received and have gotten no response from the seller in over three weeks. Going to look into any alternative to PayPal if any are available.

I saw my cashier activate the card, that's not the problem. Whenever I enter the details the site gets stuck loading, so I can't register the card. I can't even spend anything because I can't activate it through PayPal... it's stuck loading. I tried to activate it from 3 different devices after a couple hours... same result. Tried a vpn and clearing browser history, same result. I do nothing fishy or related to scamming so that can't be it. Rip $30. Do not buy these, I know the reloadable factor is intriguing but it doesn't work.

Bad business is BAD business. I have had a PayPal account for several years. Lately in their bad attempt to expand, I’ve noticed horrendous changes. So, I went to the store to get a gift card and I see one from PayPal which I use to pay for most all of my online goods, so I figure, great! This should be easy. I already have an account which is in good standing and they already possess my information so, easy peasy right? WRONG. Wrong wrong wrong. I just spent a half hour online trying to activate my card which turned into a phone call that lasted an hour ending in me hanging up with the condescending unintelligible customer service rep.
They couldn’t ‘verify my info’ and have now kept my money locked into their system until they can verify me, mind that I already have a PayPal account which you would think would be a seamless transfer, but no, the morons that thought this was a good idea, no doubt entitled clueless men of no color, decided that although it’s trademarked under the same name, it is allegedly an entire separate entity. So.. what? You're just drawing on people and noticing them to trust you because you're using the PayPal logo?
And now, this is hilarious, I am supposed to be sending in a copy of my ss card to this nameless company in order to access the money I’ve already put onto the card. Why in the world, and I’m only using the word world because if I said something rhyming in zuck I wouldn’t be able to post this; but why are you insisting I send you my very private social security card so you can keep a copy of it? Why should I have to do this when YOU ALREADY HAVE MY INFORMATION?!? Like there isn’t enough problems with identity theft, so now, PayPal wants me to send this information to a company that’s not ACTUALLY theirs, a quote from that sweet call center rep., before they can release my 300 dollars. So basically they stole my money and are holding it for ransom.
Also they promote a cheaper value of 2.95 when purchasing the gift card then hit you when you open (that’s open, not activate) the card with another BS 5 dollar deposit fee for ‘protection’ so what? Is that like you insuring my purchases? So at this point I have spent 3 hours of my morning trying to get my cashback and in order to do so I have to wait for a 6 hour confirmation from the company/companies? In question maybe it’s PayPal, maybe it’s not. So yes, I feel totally secure right now emailing my information to what sounds like a bunch of frauds.
I’m seriously considering forgetting the money simply because I don’t want these criminals to have access to my private info. The audacity of asking to obtain my Government identification is beyond absurd. I. Don’t. Know. You. Literally. So to all those out there reaching for a gift card. I highly. Highly recommend getting ANY OTHER CARD whether it be a gift or personal. Don’t waste your time.

I've been with PayPal for quite some time now, I've had my account set up for almost 2 years, and never had any issues. Anyway my boyfriend got a prepaid card from a good friend of his, this prepaid card was to help him get his ID and a few things he could order online, for his new job. So my boyfriend sets up a new account with PayPal. Well they ask him to verify himself, the thing is he has no way to verify himself. He just moved and he was trying to get the PayPal money to get his ID. So I call and speak to a customer representative and I tell the representative what's going on, and that I have a PayPal account already set up so can I just get the prepaid PayPal card transferred to my account.
The man (representative) tells me that he couldn't do anything without my boyfriend's permission. I ask the representative several times if my boyfriend calls and says I can access his account would that be ok, because my boyfriend had went back to work by this time. Representative says, "sure," as long as he calls and tells them who he's allowing on his account, then I could call back and have everything transferred to my account. Well boyfriend calls me back and tells me that PayPal customer service told him it couldn't be transferred. So I feel like I was lied to, and because I was lied to it makes it look like I lied to my boyfriend????

As soon as it cleared into her account she transferred it to me and now it's pending AGAIN. I understand the transfer fee for transferring to another country and for converting from US$ to GB£. I was issued a refund from a major retailer and this card has blocked my account and flagged it as fraud. I sell online and have other deposits coming in and I will not have access to them either until they decide they have satisfied their risk evaluation. I emailed them copies of the receipts and done everything they ask and they are still refusing to release my money from the return or my other deposits! Customer service is a joke. They are all based outside the United States. They can’t speak broken English at best! When I explained to them that I was hard of hearing they argued with me and told me I could hear fine. I have never been treated so poorly by a company as this one has! Whatever you have to do AVOID-them at all cost!! Get any other card to do business on but not this one! They are scam artists and will keep your money and have ZERO respect for their customers!

Buying the PayPal Prepaid was the worst experience for me, these people ask a lot of personal question like your full name, your address, zip code, your full SS number and after all that which is more than you would ever give anyone over the phone or in person then they tell you to send an picture ID or they will not activate your Card! Are you kidding? By this time my Blood was boiling and I could not contain my anger any longer so I said, "Let me speak to a Supervisor now." She said, "Please stay on the line" and after maybe 2 minutes or so I got disconnected.
By now I know this is a scam so after I came down a bit I called again and went through the same questions and I said, "Put your super on now. I mean now...." She came on and I said, "You guys are running a scam operation and I need my money now." She said, "We have to mail you a check which can take up to 10 days." After I told her about the scam they are running and seem as though the PayPal whom I Deal with all the time had something to do with this operation was hard to digest.
Now this is the revenge part of my ordeal. I called CFPB which handles unethical companies doing shady work and filed a complaint and opened a case against PayPal Prepaid. I told them the whole story and within 2 days I received a call from PayPal Prepaid telling me that they issued a check and I should have it in couple of days. I told the woman on the phone that even though I am getting paid but they been doing this to a lots of People and they should be put out of Business for this scam. Bottom line if any one has been scammed by these crooks you should contact CFPB and file a complaint. You will get your money back and maybe we all should file a class action Law suit against PayPal Prepaid.

I used the card for a long time and deposited thousands of dollars. When a fraudulent charge of 62 dollars appeared I contacted PayPal NetSpend. What a joke. They do nothing and just keep saying we will get an update in a month. Meantime the money was given back to netspend however haven't made it to my card. Netspend just holds the stolen money and steals it themselves. And good luck understanding the **. Do not waste your time or money. It is a scam.

I opened this card because I heard security and customer service is great and reliable. I even changed my payroll direct deposit to this account. I was pretty satisfied with service until I had $40 transaction that I didn’t make so I called the customer service, they did put money back, canceled my card and reorder new card. Not even 3-4 days later I have received email that my account can not be used anymore and if I have money on it I need to wait 180 days to take it out with their instructions! Unbelievable! My payroll just posted and they took some $55 for something, no explanation in transactions. I called and called customer service, asked to talk to someone about problem because I did not do anything wrong. No way to talk to anyone but customer services person that repeats same what email say.
More confusion, less problem solving. I can not believe that my money is not available to me. I never used card for anything else but bills, direct deposit of my paycheck and transfer small amounts to my son. I am shocked even more about all this because no explanation, no contact options to seek explanation.

I assumed that I would be able to move money from my PayPal account into this card like I do with my other accounts ~ wrong assumption ~ what on earth were they thinking???? I’ve always been extremely pleased with PayPal but not with this USELESS card! I can’t think of a single rational reason that they set it up this way! I see from reading other reviews that at one time they must have had it set up for internal transfers!!! Bad move to stop ~ now I’ll be using the card to scrape ice off my car this winter!???

I've been with PayPal Prepaid for years, and just like most of the reviews here I was able to transfer funds to and from PayPal and PayPal Prepaid with no problem in the early years. Recently all of that has changed and I can no longer transfer funds. Unfortunately I've had direct deposit set up since I started with PayPal Prepaid and never switched direct deposit to my bank. May 19th I lost my prepaid PayPal debit card and ordered a new one. The agent said it would take 7 to 10 business days.
Today is May 31st and no card. I asked the agent, if I closed the account today how would they return the money to me? The agent said they would send me a check in the mail that I would receive in 7 to 10 business days. They would send me a check for thousands of dollars in the mail? This would literally be the worst prepaid card in history. I don't know what happened to PayPal Prepaid but please do not support them. This company shouldn't exist in this day and age. With all the great companies that offer impeccable services how is this even legal? Countless times I've been transferred to PayPal agents regarding PayPal Prepaid issues only to be transferred back to PayPal Prepaid like ping pong ball. If PayPal Prepaid can no longer provide the service then why do they still get my money?

Submitting this negative review on the behalf of PayPal, Inc. Just recently I've made a purchases through eBay/PayPal, which I believe was an $60.00 prepaid gift card. Was bought several purchases with this card on eBay/sellers. I made this one specific purchase on the card valuing $18.50 for two items through a seller on eBay. Just recently I had to open a refund claim through eBay/seller which was a success? The seller agreed to refund the full funds, but however, I found out PayPal refused to close out an old inactive account and another old account from last year? So, it seems that these accounts are still open, and unfortunately for me? The seller refunded the items back, but the money went directly to a PayPal old account using a Gmail domain which exists with an active account that I am now using with a different username, through eBay/PayPal as of as of now to make other purchases.
So I've been in contact with both parties (eBay/PayPal) in regards of this matter, but to no avail. And for the past few days, both parties are of no help and refuses to refund this money back to this eBay gift card? So, long story short, I hope someone will read this review, and will try to help me take further action/forward this complaint on both in-cooperative parties in which whom will not assist me (the paying customer) with proper refund transactions with eBay sellers/gift-cards. I've also had another dispute with a non-closure of an older PayPal account through PayPal. I was notified through email that PayPal will not close this account due to a past eBay transactions involving a bank card reading as being declined?
So, PayPal had decided to restricted this account, & plus my Gmail domain which now I can't no longer used this Gmail domain on their website ever?? Until I provide them with bank card statement verification linked to the bank card that is no longer existing with the government name and address listed on their website? So, as it seems I can no longer used this email domain to open up a new account in the future because PayPal (again) is refusing to cooperate and just close the inactive account which was only made to make eBay purchases only! Hope to hear a response in regards of these matters as soon possible.

I had fraud on my card while I was on vacation. I worked for hours back and forth on the phone with them for them to tell me there was nothing they could do but send a new card to the address on file, a week later, I have no card and again call to finally get a supervisor who tells me that they can MoneyGram me the balance. I wait on hold AGAIN for 30 min while he called the back office only to be hung up on. THIS IS THE 5th time I have either been hung up on or told I will receive a call in up to four business hours. I don't even know what to do anymore, there is no accountability and I cannot find someone who speaks English well enough to understand my immediate problem. We are talking hundreds of dollars here not just a few bucks.

I’ve been with PayPal for many years but the last year or so they’ve dropped the ball on a lot of things. Dispute procedures are not in favor of the consumer anymore, they are constantly making changes and not notifying the consumer. The customer service is subpar and that’s being nice! I will no longer be doing business with them after I get my money back. Please do yourself a favor, choose another platform to run your businesses.

I ordered some merchandise from a website using my PayPal debit card thinking that I would be protected if I didn’t receive my order and never got the merchandise which prompted me to request a refund thru PayPal. They told me to see if I could work it out with the merchant which I did and I went back to The PayPal website and requested a refund again and when I did not hear back from PayPal I went onto their Twitter and complained and still got no resolution so I gave up.

I had purchased a PayPal Prepaid Mastercard last Wednesday to hold extra funds. After paying $22 and some change I activated it online. On Monday I had used an ATM to test out my PIN and everything. Withdrew 100 out of my funds. Last night I went to the ATM to withdraw more money out of my account and was declined the 3 times that I've tried not knowing why. Mind you I was able to check my balance on the card around noon yesterday and then when I went to go withdrawal money I checked my account again. After being declined at the ATM I found out that my account had been locked.
So, I called customer service. Got a hold of a rep explaining that I had gotten locked out of account and she told me that she had to transfer me to the fraud claims department whatever...so I spoke to the rep that I was transferred to. I explained what was going on and she told me that I had to send a copy of the receipt via email to show proof that I had purchased the card in which in my mind this doesn't make sense and of course I didn't keep the receipt because I had already done activated it. I told her (the rep) that I didn't have the receipt because I had already activated it (because once something is already purchased and activated who would think to keep the receipt, right?) then she told me to go back to the grocery store that I had purchased the card from to get a copy of the receipt to show proof of purchase.
Now mind you some stores can't look up a receipt unless you had purchased something via debit/credit card. When purchasing this card you have to pay cash mind you and I tried telling this rep that this doesn't make sense because I hadn't had it more than a week and the account had already been locked. No one else had my card. All I did was to test my PIN to make sure that I could withdrawal money. To no avail I had gotten nowhere and I was becoming more livid while speaking to this rep because the same thing was being repeated over and over again and she couldn't even tell me why my account had been locked and she worked in the fraud/claims department.
After asking what would happen if no receipt could be obtained from the store then what I could do next (I'm still waiting for the actual card in the mail mind you) she said that I could have whatever money that I have on my card can be sent to me and the account will be closed. I have over 1000 dollars of funds on that card. If I don't get the proper funds back or anything like that and I keep getting the same answers over again like I had done last night I'm going to be livid and no nice words will be said.
How can you run a business and have employees who knows nothing about their job and how to help their customers? The rave about PayPal Debit Mastercard and possibly PayPal in general ain't what it's all cracked up to be. After reading the reviews I think that PayPal themselves should be categorized as frauds since they can't help their customers in a proper manner let alone how they also RIP their customers off as well. Poor. Very poor company that's being ran.

I was on the phone for the 5th time with PayPal and PayPal Prepaid Debit Services regarding why I cannot transfer money from my PayPal Account (for which I have been a member since its inception) and my PayPal Prepaid Debit Card. I have not surpassed the monthly transfer limit and have moved money 3 times with no issue until now.
After trying to troubleshoot the problem with PayPal for a couple of hours...the PayPal customer service agent explained to me that I am no longer allowed to transfer money from my PayPal account to my new PayPal Prepaid Debit Card. When I asked why, the supervisor (yes it was escalated to the supervisor) told me that there is a security risk sending money from PayPal to the PayPal Prepaid Debit Card. When I asked what was the risk, she replied "I cannot tell you why".
PayPal cannot tell me what the risk is on service that they offer! Again I ask, what is the risk and why was I not notified via email? The PayPal agent then stated that the system may detect risks and freeze the account. So I ask again, what risk was identified? Is it hacking, someone attempting to gain access to my account? PayPal agent response... "I cannot tell you why." Really? This is my account and you cannot tell me anything regarding the activated security risk.
I then ask if and when I can resume using my PayPal Prepaid Debit card account. The agent says "I cannot tell you that". "You cannot tell me when I can resume using my PayPal Debit Card again." "No Sir". So let me get this straight PayPal... You freeze transfers between PayPal and Paypal Prepaid Debit Card Accounts without notifying the customer of a security issue. You can't tell the owner of the card what the security risk is and why it occurred. You cannot tell me when the use of my card will be restored. DO NOT WASTE YOUR TIME WITH THIS CARD! NOT worth THE $4.95 monthly service charge!

I'm not sure why this has so many bad reviews, I have nothing but positive things to say about this card. First of all it was very simple to order a permanent card (provided that you already have a PayPal account). Second, the 5 dollar a month fee is nothing compared to most banks that charge $15! Okay so you might complain about customer service? Well I have also had great experiences there too, this guy I talked to gave me a credit within 1 hour while they tried to fight a case for me!
Also, I used this card for my tax refund and it got here 2 weeks earlier than my gf's. Oh and I can easily reload this card with cash at Family Dollar, Dollar General no problem! This card never gets declined, no hidden fees, website is always working, I can't say that for Citibank or Bank of Sierra that's for sure. I don't know why these people have had bad experiences but this is so far the best bank I've had (and it's not even a bank).

The main reason I got this card several years was to be able to transfer money from my PayPal account to the card. Until about six months ago I had no issues. But since then I keep on getting a message that I can't do a transfer whenever I try to do so. Numerous emails and phone calls have not resulted in a resolution. You email them and you get a canned response to log out and back into your account and if you continue to have problems to email them again or contact customer service. You call them and usually don't get somebody who speaks English.
The other day I asked the person to repeat what she was saying and instead of doing that she hung up on me. And today another person said I could use direct deposit as an alternative. Sure. That is like going to the store and they tell you they are out of bread so you can buy milk instead. The only way I can add money to this card is to go to the store and do it in person but it costs me a 3.95 processing fee each time. And on top of that a 4.95 monthly maintenance fee. I am OK with the maintenance fee but not the 4 bucks each time I load the card. I have a large balance in my PayPal account so being able to do the instant transfer was both very convenient and it cost me nothing.
If it is no longer an option to transfer money from your PayPal account to the card it should be removed as an option on the menu. All I will say is if you ever have to deal with PayPal customer service is good luck. You will need it. I wish I could give this card a negative rating because that is what it deserves. Giving it 1 star is being way too generous but there was nothing lower than that. My advice to everybody is don't get this card because it doesn't offer you any real benefits. The only thing it gives you is a lot of aggravation.

I want to share my experience with PayPal MasterCard which it was only 3 months. They charge high interests from first month and it is so hard to catch them on phone. Probably you will be on the waiting list for long time. Compare to other credit cards I would put 1 star for this card, most of current credit cards don't even charge interests or fees for 1st year.

I did a transfer from my PayPal account to my debit card on file and was told the funds would be available in 30 min. After the transfer was done and 30 min passed I have still not received my money and it is not in my PayPal account or debit account and it is now 2 days later. I called PayPal and they said they needed to do a review and it takes 72 hours. This money was sent and in my PayPal account and was good enough to spend from their website but not good enough for me to have on my debit card right away. My bank or Western Union would have taken care of this in minutes. The sender sent the money from their debit card so there is money in their account.
This was not a credit card transaction... it was all debit. PayPal could have avoided this by making two simple calls to verify both of our social security numbers or debit numbers and iPhone and addresses..but instead they have to have full control I don't recommend using PayPal in situations such as this if you need your money fast. It truly is a hassle and inconvenient way to get cash from family and friends. I'm sure they don't care because its not their income or bills that get put off.

Every company that I have ever had a card account with allows you to put a note on the account. So that when you travel your card won't be shut off potentially on your trip. This company won't do this for you. They feel that we cannot be trusted to travel outside of our hometown without having your card shut off at some point. And then you are able to call them and let them know you are travelling. So now say you just tried to buy your grandchild a gift or treat. Oh wait you can't. The card was shut off because you bought toothpaste at a duty free store in the Denver airport a few hours earlier. How embarrassing would that be. And the disappointment on the child's face. This company not only doesn't trust you with your money but it looks like they hate children. I for one am going to move my money to a different account. I do not recommend this company.

Ok I had a PayPal prepaid card for about 2 years with no problems. But a few weeks ago I tried to load money on the card through instant transfer through my PayPal account. It would not go through, I tried several times before I contacted customer service and was told to load the card using PayPal and that it would take 3-5 business days, unfortunately the only place I can transfer funds from PayPal is to my bank. Even though my card was linked, PayPal did not give the option of adding funds to it.
Someone told me to load funds at Walmart, and I explained that I was not driving to Walmart or anywhere else to pay to load money on a card when PayPal was suppose to transfer funds at no charge. One lady told me there was a restriction on my PayPal account and asked if I had funds in it. Well after about 3 days of arguing with them, they were shocked when I called to cancel my account. I simply explained that I was not paying 4.95 a month for a card that I could not load in the way I usually did.
I signed up for a prepaid card from my bank. I can reload it at no charge through my bank account. The only reason I have one is so I can use it at a gas pump or anywhere else when I do not want to use a credit card. Word of advice do not do the direct deposit, do not load large amounts on the card, even if you have to write checks, or buy money orders I only load on a prepaid card what I need to cover my minor expenses for a day or two and never over 50.00.

I noticed a charge on my prepaid PayPal debit card I did not authorize. I call in the lady tells me I have to wait until the merchant takes the money out or something like that before I could even make a claim but meanwhile the funds are already out of my account. I call back a week later to make the claim. The previous lady said I could call and ask for a temporary credit so I do so. The lady then tells me I have to write a email and it still would take 10 days if they did decide to give me a temporary credit. If not it could take 45 days to get my money back. They charge a monthly premium all types of fees to reload and use the card but barely any protection for the consumer.
Anyway I get pretty angry so the lady doesn't even tell me she is transferring me to someone else. She just puts me on hold for about 15 minutes and some guy gets on. I was really upset he would refuse to give me the ladies name. He said his name was Edna ** and his employee # is ** if he was telling the truth which I doubt. So not only am I not protected for my transactions but the customer service is terrible. I would not recommend this card for anyone.

Bought the card at a 7-Eleven with cash. They tell me I have to load a min of 10 dollars so I do to activate it. Then I realize you have to go online to really activate the card. I fill out the form for a friend. I used her name thinking it's for her. They automatically deny my card and customer service says they can't do anything. So basically I got taken for 14.00 from these crooks transferred back and forth 5 times. Before I gave up the person tells me because it's a Sunday they can't further process my card. I gave them all the info they asked and got nowhere. Waste of money. Thank you.

I bought a PayPal prepaid MasterCard because I do some reselling and use Paypal a lot. It initially charges you a 4.95 fee when purchasing. Then it states on the card that it is reloadable and can be used anywhere Paypal is accepted. It states nowhere that you will be charged more fees the minute you register it, there goes another $10 or more dollars. When trying to use it I couldn't, every purchase went into pend mode and never went through. Immediately I went to find reviews on it and found nothing good so I cancelled it. It states clearly that you will be refunded any amount left on the card. What a lie that was, they took all of my money and sent me a check for $2 out of the $100 that was on there to start. Paypal should be ashamed to rip people off like that. I was forced to give a star but it deserves zero stars. When calling I got a person that spoke almost no English and ran me in circles so I gave up and won't ever use them again.

Stayed at a hotel and paid with this dumb card. The hotel proceeded to charge me an extra night after check out. Called PayPal to have card blocked since May 25th. Account went into overdraft still have yet to get my money. It’s June 12th. Rachel ** was very very unprofessional spoke in a demeaning tone and did not share any new info. I’ve been with the company 2 years. Will be closing account once my money is returned. Never ever suggesting this card to anyone with a brain. If I wanted to get ** around I would have stayed with Wells Fargo. Do not waste your time. They don’t even work with you or give you a credit in the meantime, even after all the correct information is provided and you waited for the claim. Do yourself a favor do research. Don’t just sign up for anything.
Updated on 06/12/2018: Called back spoke with a Mel **. Laughed at me explaining the issue. Put me on hold just to reroute my call to the automated service. Closing account with or without refund. Not worth it. I don’t suggest anyone bothers use Chime Bank or Cash App.

I have NEVER had so much frustration with a bank or card. It's been a WEEK since I purchased the card, they do NOT know where I can reload the card, everywhere I tried wouldn't do it except Family dollar. They tell you it's a 2.95 charge which is actually 3.95. And the customer service keeps telling me to send my address to create an account that I have to wait 6 HOURS for, who the HELL makes you wait 6 HOURS for a ** OPEN ACCOUNT tie that in with them CONSTANTLY locking my account every 6 HOURS.
I had to call them 6 ** TIMES. 6x6. You do the math. That's a day and a half and my account is still blocked, and they have the documents, the last call she put me on hold for 10 minutes and hung up when they closed so I couldn't call back and complain, so now I have money on the account I cannot use until you call them tomorrow and wait another,** hours!!! Believe me if I did NOT have to use this company temporarily I would NEVER use it and once my bank account is back to where it should be I'm NEVER using PayPal Prepaid AGAIN.

I’m a Cancer Patient & was told this to all Representative & Managers. They knew I had an upcoming surgery for my 3rd Re-occurring Cancer. They knew how important & critical getting my money back was of an importance to me. On Feb 16, 2018 I made a purchase on PayPal to Merchant: World Wide Org. PayPal removed my funds of $1300.00. The Merchant called me said PayPal took the money, froze his account & holding the funds for 182 Days. I immediately called my PayPal Prepaid & they advise me to submit a Dispute in writing & did on February 20, 2018. They said I would get a provisional if anything after 10th day. The 10th day came & they said more time is needed. And they will review my case again on April 19th. Because PayPal refuses to release my funds.
I called PayPal after many calls with the Merchant, on three way. They ended up releasing the funds back to the Merchant's account. However, because his account was frozen. We had to call again and have them just transfer the $1300.00 back to my account. They said allow up to 48 hours max. I allowed that time & funds still not in my account. Finally the Manager from PayPal Prepaid, Manager of PayPal & I were on the line. The Manager of PayPal was taking my side. Said she wish there was something she can do to help me. But they already released the money back to PayPal Prepaid & they don’t have anything for me on their end.
The Manager at PayPal Prepaid just kept placing me on hold. And said because I told them this was an Approved charge. I didn’t qualify for that provisional during the 10th day of my Dispute. And because it’s on there that they will review & check back on April 19th. There is nothing I can do but just wait. It’s illegal for PayPal to hold my money & they immediately released the funds. That’s very smart of them to do. Now it’s also illegal for PayPal Prepaid to hold my money without my Authorization to them. I have cried & begged to them for my money to be released. I have done nothing illegal & it’s my money, not theirs.

I have had this card for over four years with my paycheck direct deposited every month. As I am checking to see if my paycheck has hit, I can't get into my account. I call to find out they closed the account over a week ago! They did not notify me or anything. One says it's due to fraud and another says it doesn't say why it was closed. They said they will be sending me a check for my refund of what was in my account within ten days. I am waiting on that. But now since they didn't tell me it was closed, my paycheck was sent to them. They told me it would bounce and come right back to my employer's bank. Now 24 hours and they still have not sent my paycheck back so my employer can cut me a check. The customer service is horrible and just tells you "sorry for your bad luck" pretty much. I just want my money. I have bills due that now I can't pay.

Don't be foolish enough to think you're buying a PayPal gift card. You pay the $2.95 fee to purchase the card, fine, but then it's $4.95 per month for the privilege of keeping a balance on it. When you call to activate it, you're directed to a fast talking overseas phone rep who informs you that due to Homeland Security Patriot Act blah blah blah you must give up your social security number, address, phone number, email address and a letter from your 3rd grade teacher (just kidding on the last).
Yes all of this is in the fine print mini-phone book issued with the card, but the packaging doesn't tell you that you are OPENING A BANK ACCOUNT. Not an ordinary one, though, something akin to a payday loan check cashing operation. Why yes, please direct deposit your paycheck with us. I wouldn't have gone through with any of this, but of course you cannot return the damn thing, so I spent the money I loaded on it, less the $4.95 fee of course, then called, closed the account and cut up the card. Utter waste of time and money, don't do it.

Paypal extras credit card advertises rewards but refuses to give them. No rewards are given on Paypal extras credit card. If you are looking for a rewards card, keep looking, Paypal gives you points that you can't redeem. The paypal extras mastercard is a scam. As this paypal credit card lies about the rewards, I do not trust paypal for sending money electronically either. I don't want to keep money in the paypal account overnight because it might not be there in the morning.

At the beginning of Feb 2018 I loaded $ 900.00 into my account. I bought gas nearby and then to a smoke shop for cigarettes. The next morning I got a text alert that my account was at a zero balance. I called, filed a claim, sent them the dispute letter they asked for and have called at least a half a dozen times. In their policy it states that should fraud occur and you report it quickly that a provisional credit of funds depleted from your account in connection with fraud can be credited back to your account within 10 days. Which still seems crazy to me when that is someone's livelihood. I couldn't pay my rent or any other bill for that matter and living on a limited income I had no savings.
I'm now living in my car! It's cold outside and I don't know how, even if they credit the funds back, I'm going to be able to find a new place to live having to pay all the move in expenses it takes. It's now the beginning of March and there still has been no credit, when I called last they said I would have an update (not a credit AN UPDATE) from the fraud dept on March 12! I asked to be connected with them but PayPal declines stating that customers don't have access to that dept. It's internal only! I since can't work now, no money coming in, no money for food or shelter, 900.00 taken, no protection from PayPal and now I'm jobless and homeless! Thank you PayPal (prepaid Mastercard issued by Green Dot) for protecting my money and me!

I have a PayPal MasterCard not a PayPal balance. On Jan 19 PayPal withdrew 1000.00 from my checking acct without authorization. Bank made them refund on Feb and Feb 8 PayPal withdrew over 2000.00 from my acct. Bank got it back. Called PayPal to close acct. Said they can't close it because I owe them a 1000.00 for PayPal balance.

I used to have a PayPal debit card a long time ago & it worked great with no fees, but it was discontinued years ago. When I got a message for this one I assumed they had restarted the old card service again, so I signed up. Let me be clear, THIS IS A SCAM BY PAYPAL! Pure & simple. What they don't tell you is this; there is a 29¢ fee for each transaction & a $4.99 fee per month. So, as soon as you put money on the card they take out 5 bucks. Then you get mad & cancel your account, but they have your $5.28. If they do this to millions of people it adds up to a lot of stolen money for PayPal. I'm sure it tells you about this in the endless pages of agreement that you agreed to but no one reads.

I wanted to make it my preferred method of payment on eBay, error message (try again later). Outrageous fees. Tried using on Amazon it was rejected. After receiving the MasterCard PayPal debit card as a Christmas gift, I attempted to activate it online. For some reason it did not activate and I was instructed to contact PayPal customer service, which I did. To talk to a real person I had to input my social security number first, I was then asked for SS#, date of birth, address and phone number, all of which I questioned for simple activation. After telling me I would be able to use my card anywhere, they then said I would receive another card in the mail to do so. They also stated fraud had placed a block on my account and I would need to send a photo of my driver's license and social security card, which I refused.
The only way to get the cash was to have them send a check and close the account, they attempted to take $4.95 for a service fee, but I asked for a supervisor and was refunded that amount. I will also be contacting MasterCard, but would advise everyone to stay away from this product. They told me the $4.95 was for a monthly charge and $1.00 per transaction, but with a regular MasterCard gift card you can use that card without providing any personal data and have access to every penny, not sure why anyone would go through all this hassle.

The website states nothing about prepaid card not accepted. I entered my cards and they withdraw the activation fees, then when I finally got ahold of someone about adding the totals to my prepaid account they told me I could not do it that I lost the fees and that is too bad. We have thing we have to follow here too. I just wish someone explained this to me before they withdraw all the charges and left me with a prepaid card much less than what it was. I no longer could pay bill due to this. I have now closed account and would tell EVERYONE DO NOT GO THRU PAYPAL. Find info out before you join to see if it fits your situation.

I closed my NetSpend account due to atrocious customer service. Nowhere on the PayPal Prepaid MasterCard site does it reveal that this card is operated by NetSpend. After I received it and discovered that fact, I started arranging for a different account (check out Chime). Same off shore customer service with agents who cannot understand you, they just answer the phone "PayPal Prepaid Mastercard". I will not do business with NetSpend again, no matter what name they use.

I am a cancer patient and family and friends had a fundraiser for me on Facebook. Only raised 201.00 dollars. It was transferred onto my PayPal prepaid after they took their cut. I only received 139.00 out of 201.00. That's 61 dollars not counting the monthly 6 dollars they charge.

I called PayPal customer service to ask about this card. They replied to me 3 times about what this card could do. 1- He told me the money is available right away... I believed him because you know, it's a debit card duh... 2- I could fund my PayPal instantly- outright lie. LIE 3- Could instantly transfer PayPal balance to my card for free. DUH, It's a PayPal card why wouldn't it right? HA! Bought the card at a local store. Was told I had to put at least $20.00 on... okay. I put 50.00. It takes the 5$ instantly. I go online to activate it... After giving them my SSN, birthday, address and fingerprints it then asks if I have a PayPal account (This is the part where you select YES and it'll ask for your PayPal acct info and link them).
I say yes, it says click next and I do... Get sent to my prepaid card homepage showing my 45 $ balance but says in the screen "sorry your request cannot be completed. Please call us at 800-waste of time number"... WHAT??? Are you kidding me. I am experienced with PayPal and I know what this means. If you don't, read the COUNTLESS other reviews. Sadly, a lot of people use this horrible service to send money. They are demanding I send a photo of my SSN card, utility bill, picture of my ID front and back. Are you kidding me... and until I do my card will not activate which means I have no access to my 50.00. Can you believe it? Seriously guys. Is anyone else shocked by this or is it just me??? I asked for a refund and they cannot issue one? I am absolutely shocked. They literally lied, took my money and won't give it back. This isn't illegal??? HMMM.

Please do not purchase this scam of a card... You should purchase a regular debit card because you will not be able to link your PayPal balance onto this card. The store will charge you $4.95 and then you will have issues activating the card. The company will give you the phone number to NetSpend, and then NetSpend will give you some "Off the wall" excuse on why your new debit card can't be activated. Then they will finally activate it after arguing with their reps for an hour or more on the phone.
When you get it activated... You will have to call the customer service back at for PayPal to walk you through to transfer funds from your PayPal balance to this new PayPal debit MasterCard... Don't even waste your time... Because they're reading prompts to tell you what you should see on your computer or app... They haven't a clue on how to help you... Then when you try to transfer your funds to your PayPal debit it takes you to a screen that's encrypted... And reads "Apache Tomcat". So unless you're a HTML code specialist... You will not be able to remove that encryption...
That's not all folks... Then PayPal will allow for you to transfer money to any other card or bank account except for the card that bears their logo. I'm usually not the type to report to Consumer Affairs... But this has to stop... PayPal is too established for this to happen to its longtime customers. Either establish with MasterCard's bank or connect to Bancorp... Because it's a mess and it's PayPal is definitely apart of this scam too.

I got this card by mistake thinking it would pull directly from my PayPal account... It doesn't. If you're here and have this card, call PayPal and request a true debit card directly from them. Then cancel your PayPal Prepaid card. Customer service is worthless. It will let me transfer money from my PayPal account to the prepaid card only when it feels like it. Most of the times, it doesn't feel like it. Get this card if you like getting angry, because that is what is going to happen.

I initially got this card because I was in need of a new debit card after having trouble with my last one. I was interested because I already had a PayPal account and supposedly you could link these accounts which was perfect for me. Turns out, this link only allows for you to send money from your PayPal account to your debit card. And despite the claims in the F.A.Q., you can not use the PayPal debit card as a funding source for your PayPal account. You can get the money if you send a money request from your PayPal account to an email that's not associated with your PayPal account but there is a hefty charge for this type of transaction. The card was otherwise fine. I got my direct deposit each month very early (more than 2 days before the scheduled date of and $4.95 a month fee was good but I need a way to fund my PayPal account.

First of all, the $5 a month with PayPal isn't even a good deal considering the other options with a reliable, real bank. The only upside to PayPal is the whole online feature. PayPal customer service is a pain. Believe it or not, the PayPal prepaid card (master card) and the actual PayPal.com are NOT associated with each other, so when you call for help they will have to transfer you to the other one. The lady I get on the phone (always the same one) is always rude, judgmental, and irritating. I am a college student, so using this company to manage my funds at first seemed to be a good idea, but it is not. Unless you use PayPal for small deals, payments, or run a small online business this company is not a good idea.
People who rarely use PayPal maybe have no problems, but just looking at the people who use it on a regular basis can tell you all you need to know. They HAVE ON MORE THAN ONE OCCASION ATTEMPTED TO CHARGE ME $5 twice in one month! One time they even tried it THREE TIMES! I disputed it. But you know, you have to wait forever for that crap to go through. Then they have this account limited 'security' feature. There was an incident where my card was stolen and the person (who actually was caught at the ATM because they had my college I.D and the cashier saw it wasn't me), they used $300 dollars from my account. Because of this, PayPal had to do 'super scientific research' into the matter (which probably meant sorting through all the angry calls considering the wait time on the customer service phone line) so my account had limited accessibility for about a month.
Pain in the **? Kind of! If I happened to need seven bucks for class, or even 50 cents (taken off a card at my school) to use the printer forget it! They assume everyone is a hacker or something which, okay, thanks for the security but. There HAS to be a way to prove it is me?!! All this tells me is PayPal has some serious security issues, or they are just that unorganized of a team. This experience aside, even when everything is going well they create so many problems. To quote the person below me 'hoops and ladders'. You can only transfer funds from your savings account to your card 6 times (or maybe five) but when you have one more transfer left they make you call them to assure them that it is really you transferring the money. The logic behind this is clearly ridiculous.
IF YOU ARE LOOKING FOR A STRAIGHTFORWARD REVIEW/ADVICE CONCERNING PAYPAL? Spend the extra money a month or the annoyance of opening up a real bank account as opposed to using PayPal for your small business or income. Right now I am realizing this is a terrible mistake I made to use PayPal prepaid for all my expenses and income. I would only recommend PayPal if you are running a small business on eBay, or regularly hire people to work on your house or something and like paying them through PayPal. I would never suggest using it to hold funds over 10,000 or even anything over 5,000. I actually have 200$ that I am not sure where it went or was spent, but that is in the past and if you have ever dealt with PayPal it just isn't worth it. Alternatives to sending money would be Moneygram with Walmart, Western Union, and I think Facebook does it now too.

I have been with PayPal Prepaid/Netspend since at least 2012/2013, but the customer service I've been receiving over this issue is atrocious! I have been having issues with being unable to do instant transfers from PayPal to my Prepaid Master Card since early June, but NO ONE WILL HELP ME!!! I have e-mailed, and called the customer service department, and no matter how I explain this to them, jump through all their 'hoops' nothing works, and I cannot perform this. The ONLY way I can access my funds from PayPal itself, is through transferring it to my bank account (Bank Corp.), and it takes 1 business day. If there is a representative from PayPal prepaid that will help me with this, in an honest, thorough, and professional fashion, I would appreciate it, however I have yet to find one that will!

I buy the prepaid MasterCard. Says the easy steps day on the cover. 2 days later, I have sent them all required information. And I still don't have access to my money that they have had for 48 hours. Not only did it cost $3.95 to buy the card and add money they also have taken $4.95 for a monthly fee in the first 24 hours. Here I sit paid fees for money that's mine they won't let me access... Really!!! This is a fraud and I'm not doing here. Contacting the BBB and the Justice and consumer services center in my county. Very unsatisfied... And let down by PayPal. I thought they were a good company. Sad when Wal-Mart card services treat you better than PayPal.

I just bought my card last Wednesday. I put $200 on it. I used it yesterday for a total of $71.87. Well I got online just check out how the PayPal site worked only to learn I have a zero balance and my purchases put me in the negative!!! Not even a week and 6 transaction later I discover I should have left the Dollar General card alone. My daughter told me to get a Master Card from Walmart but I was at DG so I figured they were the same. Undoubtedly not. I have 3 1/2 more hours to wait before I get to talk to a customer service representative but after reading these reviews I can just about guess I won't be getting my money back.
All I can say is they won't get any more money from me to cover the negative balance. Yes, they allowed me to make those purchases with a zero balance. If they have an excuse as to why money isn't in there I may just make an additional $124.00 worth of purchases to make up my $195 I should have had on there. Anyway I'm not a happy camper right now and I have a feeling that isn't going to change after I talk to them. Ugh!

I purchased my first prepaid debit card for my customers who only have cash. This was going to be a awesome part of my small business. I choose PayPal because I've had a PayPal account for years without any issues. I was under the impression that I put money on the card and use my money that's loaded on the card, something very simple. Until I tried to activate the card. I called and was told there was an error activating the card which seemed weird. Next, I was transferred to a representative wanting my name, social security number, address, etc. I didn't understand so I asked if I could not give that information. Next I was told it would be a $5 fee within 24 hours and I could only use the card for in store purchases.
At that point I was almost completely over the card but I had already loaded money. Finally the last straw, I used the card twice for a total of $2.10. The next transaction was at a gas station before I could even input the amount it was declined. I call to inquire why the purchase was declined. I was told the transaction went through and I would have to contact the gas station. Of course the gas station said it was declined. This gas station (declined) purchase took all my funds from the card leaving me with $0. I was only able to use the card for $2.10, that's absolutely ridiculous! I will never ever use this prepaid service again. I was going to have a large amount of my customers use this service. I am happy it happened to me first before I referred my customers to this awful experience.

I would like to make an appeal based on the disbelief and disagreement with the PayPal Prepaid card in association with Netspend. (I'm not a fan of Netspend, PayPal you just lost another customer over Netspend, I know I'm not the first). I have been a loyal member of PayPal Prepaid since 2012, and I have always paid my $5.00 per month service fees even if I was late. This time I was late past 180 days and your policy is to restricted access to one's online account in order to ensure payment of a negligent bill totaling $10, well that policy just backfired! I will not be paying it. You can take the $10 to your third party collection agency. Plus when I asked a manager over the phone to waive this online access restriction without receiving payment over the phone, but rather just trusting that I will pay it as I have always done, denied to do so. So I'm done with PayPal, I have been loyal and even braggadocious for years, its over!

I was already an account holder, but for some reason there was not any refill cards in the store and I couldn't add cash at the register, so I had to buy a new card. Upon purchase I visited the website for activation and was told it was an error and I had to contact customer service. I contacted them and was told I had to send all this personal information (ID, proof of address, SS Card). I sent them all except the SS card. They said they couldn't activate that card and I requested a refund. Needless to say, I will never use their Prepaid cards for anything other than receiving money thru my PayPal account. Do not buy PayPal Prepaid Cards, they are a horrible nightmare!!!

I had a PayPal Extras Card for over a year. I have a very busy work schedule and trusting stupidly that a business will charge me honestly. My payment is due 28th of mo. I pay 19th. They charge me $39.23 each mo. for card sec. I don't know what that is. Then another interest fee of $39. They are robbing me. I have a credit score over 700. I never miss paying and use the services of borrowing money to send, but do use the credit card for purchases. Also my card line 6,000 but charges under 2,000. I make large payments, $300 to $700, sometimes twice per month more than required. What's going on? I feel they are scamming me.

I closed my account on 04/02/17 at 6:48 p.m. cst. I called on 4/5/17 to inquire about my refund for the amount of $551.43. I was told by Ian who identified himself as a supervisor that I would receive my check no later than 4/14/17. I called back again a few days later and was told that my check should be there no later than 4/19. I then spoke with Ira badge ** on 4/19/17 10:21 a.m. cst after I notice that my check didn't come in the mail, I was told that I would have to wait until 5 pm before they can do anything. I called 4/21/17 at 10:37 a.m. cst and was told by Ira badge ** that my account will be forwarded to risk management for stop payment on the check and re issuance. I was told that it will take up to 30 business days. When I was asked to be transferred to a supervisor she refused.

When buying the card, it clearly says it is a PREPAID card, which lets the user safely assume that the money they spent for it in the store is already on it. However, upon opening the box and taking the card out, there is a sticker covering the important information that repetitively says "Activate online"/"Must be activated online before use" and in small print gives the website. That right there is enough to make this the most difficult prepaid I've ever used, but it doesn't end there.
When reaching the website and clicking on the hard to find "activate a card" button, it allows me to put in the card number, CCV and exp date, originally hidden under the sticker mentioned earlier. After doing so it redirected me to a page that read only "There is a problem with your account" and under it "Call our support staff @ **." Well I didn't call them, I found the email hotline instead and sent them an email regarding the problem. They replied with "We're sorry about that, like many know we are under the same obligations that banks and card companies are under so we do need to verify the user identification before giving people prepaid cards."
First off, this is straight up wrong, otherwise prepaid MasterCards and Visas wouldn't work the way they do (they don't require proof of identification they only require the initial cash deposit and it's set to go). Second, what about the initial deposit on the card? I did pay for that, and all it got me was a trip to this shabby support email telling me they need proof of identification.
Anyways continuing. The identification they asked for included my SSD Card (yes, the card, not just the number, the entire card), a state issued photo ID, and the most recent utility bill (I'm not sure why they would need this). After reading this, I didn't even reply, because it seemed like a waste of time. I dropped $200 dollars on a prepaid card to make transactions easier, and instead lost all $200 and got asked to give up identification that can be used for fraud. Ultimately, PayPal as it is normally is good, but these prepaid cards couldn't possibly be worse. Stick to Visa and Mastercards.

Very upset about my Mastercard rejecting me at a particular Walmart today. Very big inconvenience for me. My daughter is out of diapers and I had to come all the way back home after having a shopping basket full of stuff including her diapers. So now I have lost time and Time is money. Maybe You guys should call like other card companies if you think there is an issue with a transaction instead of just simply outright rejecting the transaction. Happy not Happy, very upset. Rep told me they have had issues with that particular Walmart. So rather than monitor transactions from that store you just outright reject all transactions from that store. Very smart guys! NOT.

I received my PayPal Prepaid card a few weeks ago and used it at several locations without any problem. All of a sudden, without any warning, it stops working. I called them and they said they closed my account because I have been reported as DEAD! They refused to reopen my account and they refused to send me my $300 that I had transferred from my PayPal account to the card. How ridiculous! I called PayPal and they offered no help at all. Netspend.com (the company that runs the PayPal prepaid) is a bunch of thieves. They stole my $300 and offered me no alternatives to getting my money back!

I loaded $170 on my card and went home to activate it. I completed the form using auto fill. I was unaware that it asked for a social security number and so I believe my computer put in my phone number. Long story short, I had to call to activate the card. I called and updated the system with my correct info but was told that I had to send in a copy of my license, SS card, and utility bill. I asked to speak with a manager as I have never had to do this before. The manager could not correct the information in the system. I asked if I could return the card to the store but they stated a refund would not be issued even though I had the receipt and had purchased it about 20 minutes prior. They offered to mail me a check in 10 business days...
So now, I'm at a loss because there is no way to retrieve my money. It's like people have said before, "They hold your money hostage". Do yourself a favor and stick to Green Dot or other popular companies because this place is a joke. I only chose this card because I use PayPal sometimes and thought it would be an easy process. Well, this is not the service I have come to expect from PayPal but after this I will be deactivating my online PayPal account as well. That is how disgusted I am with the company/brand. Never again!!
Now, I have to send all of my personal information over the internet just to remove all of my money from the card and close the account. My bills unfortunately will be late and they offer no real solutions other than "it can take up to 6 business hours but we close at 10". I told them that if this could not be done today by 10pm, don't bother but they assured me that it would be handled and my funds would be available before 10pm today. It is now 5:53pm EST. I will update you because I already see there is going to be a problem with this company. I have to fight for my own money. That is a damn shame. They need a better system where they can correct things instead of giving people the runaround. This has been by far the worst company that I have dealt with. They will hit you with a monthly fee and ATM fees and lie right to your face if you try to call them. Hands down worse card service ever. I feel stupid for even trying to use it. DO NOT USE THIS SERVICE. It will cause nothing but headaches. It will take you over an hour to get in touch with a representative and they still will most likely not be able to help you. Crooks.

I was sent 150.00 on January 30. PayPal transfers wasn't working apparently. So I was told by a rep that I could send it to a NetSpend card. So I tried everything accepted. 2 days later which was Feb 2 I receive an email dated January 31 that the transfer was declined. I was told WRONG!!! They do not accept it. So a ticket was filled out supposedly, to which I believe was false, I never got a callback as promised. It has took me days to get my money. And I'm not getting it all at once. I can only transfer a little over at a time. Which has took me hours. I am DONE with Paypal. When I finally get all my cash, which hypothetically, is gonna take me days because I can only transfer 3.00 at a time now and wait 2 hours to do another, I will no longer do any business with PayPal and the account will be closed.

Tried for 3 days to get monies from PayPal acct using PayPal Prepaid card. This company needs to admit this is a useless product. Really it is a poor quality product, I wish I didn't use this as an alternative for clients to pay. Customer service reps must not be aware the product is no good they actually spend time going through troubleshooting procedures just to keep you on the phone and dragging this out. I believe they should scrap this idea and stop wasting customers time. By the time you lose it and get mad you then realized you are a victim of a scam. I will never forget this and will share this horror story forever. STAY AWAY FROM PAYPAL. There are other business solutions.

I have just been informed by PayPal that my account has been permanently closed because of too many companies have taken advantage of me. I'm disabled and this is the only way I get my benefits every month to pay my bills and get household items. I'm the victim here and instead of helping me fix the problem their punishing me for it!! I've always been loyal to them. I had 3 accounts with them. Even though others said to close them because of their own horrible experiences, but I didn't and this is how they thank me and shutting down my account with even proper notice. I hope this review stops others from getting this card and being next victim!!!

I normally don't do these because I worked for a big company and worked in their social media complaints department. I saw a bunch of lies told and people being nitpicky just to be spiteful. This is not the case here. I bought a PayPal prepaid card and loaded $100 on it at a retail location. I tried to activate it online and by phone automation but I kept getting there was an issue. I spoke with a representative who informed me that they could not activate my card due to a negative balance I had with Ace Elite back in 2012 for $96. First of all, this was a lie. I have an Ace Elite card that has been opened since 2011 and there is no negative balance. I get my paychecks deposited weekly on that card. Second of all, what does Netspend have to do with a PayPal card that's under Bancorp?
I relay this information to the rep who seems like she could care less. She says I don't have to pay the balance and that she will send a request to release my funds to the recovery department and to allow 1 business day. Okay. Fine. This isn't ideal but I can wait one day. I call back later just to confirm the rep did send the request and that I will have my funds tomorrow. He assured me I will. Fast forward to me calling today only to be told that the request never went through and I would have to wait another day!! I am upset now and I politely asked for a supervisor only to be told they can't do anything. I voice my frustrations but it falls on dead ears. I advised that I am being polite but if I don't have my money tomorrow, it will not be a pleasant experience.
This company is holding my money hostage and could care less. I know now that I will be closing this account out and just waiting an extra day for a bank transfer of funds from PayPal to my other card accounts. I've learned my lesson. If something starts off this bad, you leave it alone. The card is convenient but the customer service sucks!!

Hello. I made a payment to my cellphone company MetroPCS on Saturday Dec 17, 2016 for 60 dollars. MetroPCS said they didn't get a transaction so I call PayPal prepaid because the money still went in pending and still is currently in pending as I speak. Long story short I need help. PayPal prepaid keep giving me the runarounds to reverse my money. Someone please help me with this on what I can do. And my phone is still off.

Before the MANDATORY switch to PPMC, PayPal was a great service. Since then, whenever I attempt to purchase eBay items with the PPMC, I am unable to do so. What's more frustrating is that I'm unable to inquire about the reason. Have you ever tried contacting PayPal?? It's a nightmare. So, guess what?? I will be closing my PPMC this week.

I have been dealing with PayPal for a few years now and at first was singing their praises. Until up until about April of this year (2016). PayPal has let unauthorized people go into my account, take my money on multiple occasions, even when I didn't owe them. They've made me wait days, and weeks for my refund although it took seconds to allow them to take my money. PayPal has told me, "we'll give you a courtesy and return the money as we investigate your issue", to only reimburse me the money, have it fall off and then I incur all type of fees. I have had to continually call and ask them to remove these fees and explain to them their own process. Also this last instance where my card was stolen August 9th and I still haven't received my new card in the mail on August 29, where they say it takes 7-10 business days. I have even paid 3.95 for my own hoping it would have gotten here by now but nothing.
When I call and speak to customer service, I get answers like "sorry" and "just wait". On Friday, I spoke with a young lady that says "Oh I'm sorry. Let's see if we can get the card expedited to you, then you will receive your card in one to 3 days..." So I'm thinking finally a little help. Guess what. I checked my mailbox and nothing. PayPal is becoming anything but my pal and unfortunately, I now have to reconsider if I should continue my services through my business plus my personal elsewhere. Maybe a real banking institution will appreciate me more!

After 10 days of phone calls and different stories by all different reps and 10 days of patiently waiting while they do an investigation for my refund of over $700, they then say its up to my bank, not them to refund me. Yet the hr before that, a so called supervisor said my bank wouldn't allow the chargeback because of it being a debit card. My bank said they never even tried to do a chargeback. Incompetent, but most of all, they will lie to you and run you around. Got my money back in a few hrs after speaking to bank rep. Closed PayPal acct. Bye Bye.

I am currently in the process of trying to get a charge overturned due to a dispute. IT HAS BEEN AWFUL. There were two separate transactions that were disputed from the same company. Originally, they gave me a provisional credit for the first transaction. On the second, they told me it would be two weeks before a decision was made. Fine. When the time came, they said they had not figured anything out and that I would need to wait another two months! When I first called, I was placed on hold for 15 minutes and had to hang up. The next time, I was again placed on hold and was actually hung up on. When I called again, I asked to speak to a supervisor, and I was on hold for 40 minutes (not a joke) and eventually had to go.
I am a long-standing customer who has done business with PayPal for years. Now I have to wait months for a disputed transaction and there is absolutely nothing anyone there can do about it. I even spoke with the corporate office and got the same runaround. I would highly, highly recommend going with another company. They are brutal to deal with. DO NOT USE PAYPAL PREPAID WHATEVER YOU DO! If you need to speak with someone there, be prepared for the worst customer service you've ever experienced.

The card can be amazingly convenient. Particularly if you are an Ebay Seller, but for most Sellers the standard Debit card should do as well. They both give you access to your PayPal Monies, though the PrePaid. Uses a transfer-in process vs the funds being automatically there as w/ the standard debit card. Also, there's like a $5 overdraft capability built-in which sometimes kicks in and sometimes doesn't. I actually don't like that feature, but it's not removable and so the Prepaid Card is controllable only to a point.
When you transfer any amount in from your PayPal account, it usually goes thru immediately without a hitch. The exception to that was during 2016 Father's Day Weekend when the transfer system was down for almost the whole weekend. The workers didn't know what was happening for numbers of hours, causing false remedy advice. No posted information was given. Note, I use the card for an odd purpose... to help control an alcoholic friend. The outage caused me to need to make an hour's trip and I know the outage caused numbers of inconveniences to others, too. That's when I realized I needed a backup card.
There are other FREE prepaid Debit Cards w/ NO MONTHLY FEES (unlike the $4.95/mo Paypal Prepaid fee. I'm particularly pleased w/ the BlueBird Debit card, an Amex Card that can be ordered for free online. It has some advantage over the Paypal Prepaid in that cards given to family members can be controlled even better than PayPal Prepaid ones. BlueBird lets you easily transfer money from an outside Debit Card in increments of $20 and up to your account, and you can add family members accounts for free. Money can be transferred online instantly to the family member card in any increment. What's more, unlike Paypal Prepaid, money can be transferred easily back out of the family member card. Note though that the card will only be accepted where American Express is accepted.

My card was skimmed somewhere, most likely one of the local banks. Beginning a couple days ago several balance inquiries were attempted daily and I was charged the $.50 balance inquiry fees along with the $1 overdraft fees. I called this morning to see what it was about. They cancelled my card immediately and told me the replacement would be in in 7-10 business days. The fact that they can't ship it out any faster than that for any reason is utter bull phooey. I live paycheck to paycheck, and going 2 straight weeks without any income isn't something I can possibly do.
I understood the initial floor person has their limits to what they can do, so I asked to speak to a supervisor. The first person I talked to was great. After being on hold for about 20 minutes (no biggie, expected longer tbh) the supervisor said there was nothing they could do. Told me to borrow money from somebody for the next 2 weeks. I asked why I couldn't get my card shipped out sooner. Was told that it's their policy and there's nothing they can do about it. This person was extremely rude and insulting. I asked to speak with their supervisor. I was put on hold for 40 minutes this time, and then hung up on.
As soon as my card comes in the mail I'm withdrawing all of my money, cancelling my card, and cancelling my PayPal account. I'm also making sure to let friends and family know not to deal with these guys as their customer service is appalling and if something unfortunate does happen, these aren't the people you want to have your back. PayPal was always a decent company to deal with, but these NetSpend jokers are worthless. PayPal going through them means PayPal can't be trusted anymore either.

So there was an unauthorized transaction on my account and I immediately called and reported to user and the rep filed the dispute. I received an email from PayPal prepaid this morning 06/29/16 advising me to log into my account but when I attempted to log in I got a message saying "Contact customer service" which I did only to be told "I'm sorry your account has been closed and you cannot apply for another account." When I asked why the rep said "I'm sorry we can't tell you." I asked to speak to a supervisor and was hung up on. I've been a customer of PayPal for over 6 years and to be treated like this is unacceptable. Let's just say my lawyer is on speed dial.

The problem is first and foremost the responsibility of the company who owns the prepaid MasterCard debit card. The initial problem is there are different loading cards they offer for an already existing MasterCard prepaid debit and a new one. At 7-11 where I bought the PayPal load card the box does not specify the different cards and what the difference is and which one we need to buy. I asked the clerk at 7-11 if the card I had in my hand will reload an existing PayPal account. He did not respond in spite of the fact that he knows what the differences are. In fact he made me believe that this card I purchased will work with every PayPal account because it was the only loading card they had. He also knew there were different cards to load and reload. Yet he did not convey this information to me.
When I called to activate the card, the girl I needed to speak to advised me it was the wrong code and in fact cannot attach this temp card to an already existing PayPal account. This twisted relationship between PayPal and 7-11 is GUILT BY ASSOCIATION. This has been going on for over 10 years and still nothing has changed to make this experience easier and get done asap. The girl at PayPal knew the 7-11 clerk would not refund or give me back the money. The account was never confirmed to open and now I am having other problems that should be easy to correct but it complicated, difficult and does not resolve this issue. It has made a simple reload process, incomplete, no access to money and too many other problems.

I know this site says that they verify users and that reviews can be trusted, but after reading some of the reviews about PayPal prepaid MasterCard, I can't help but believe they really don't check anything because some of the things people are saying about PayPal prepaid are simply not true. I know that no company is perfect, but some of the things some of these people are saying are almost comical, just lies. My husband and I have been using PayPal and PayPal prepaid for quite some time now and though there have been 1 or 2 incidents that were inconvenient, the situation was made so much better because PayPal and prepaid fixed the issues quickly and efficiently. One person said that PayPal prepaid claims to have free ATMs, but then charged him $2.50 for it because PayPal said that prepaid was a separate entity... LIES.
We have used ATMs consistently since we got the card and NOT ONCE have we been charged when using the free ATMs listed, nor has any of the 8 people we know that also use this company. Another review said he had an issue with a charge to his card that wasn't him and PayPal gave him all kinds of grief and made him wait for his provisional credit and a few other issues... LIES. PayPal will give you a provisional credit IMMEDIATELY, like within 24-48 hours of you filing the dispute. I found this out when my husband paid a phone bill for a friend and accidently gave the phone company the wrong number causing the wrong account to get their bill paid and not his friend.
PayPal sent us an email the next day after filing a dispute stating that they had given us a "provisional credit" on our account that was available for use now while they investigated the disputed payment, and if they found in our favor, we were good, if not they would charge our card for the money following the investigation of the dispute. We were fine. The phone company fixed it and PayPal let us know that we wouldn't be charged for the credit we had received. Basically PayPal gave us our money back IMMEDIATELY in good faith while they investigated the whole thing.
Customer service has always been more than helpful for everyone that I know that uses PayPal and prepaid. I know that not everyone can get the same result and that there is always going to be one butt when it comes to customer service, but I think a lot of these reviews are bogus, and maybe some are really mad and just made things up to make them look bad. They aren't perfect, but they don't deserve some of these reviews they are getting, especially the lies.

My mother travels overseas ever so often. The same country for the past 10 years, and uses her PayPal debit card. Each time she needs to take her money out at the atm, I have to call PayPal and let them know. Sometimes they will allow the transaction, other times I have to wait hours. Meanwhile, my mother is standing by an atm in a foreign country waiting to access her funds! I will be using another bank that does not need to be notified when I plan on using my money and where. I mean, it's never more than $100, always same card, same country. Her money, not a credit card. Horrible practices.

I've had this card for over 3 years. Before that, I had another through this company for 4 years. I have only 1 complaint. The ATM machine I frequent is 100% free. My direct deposit is in my account by 1pm two days before my payday and I personally haven't experienced lucrative fees for anything. Again my only complaint is after being a customer for so long and having over $1,500 deposited bi-weekly, the maximum I can remove from the ATM is only $300 per day. This may now be my deal breaker when you have bills that must be paid that exceed $300 measly dollars. Otherwise I love the card and can transfer back funds to and from my Paypal account easily and immediately.

I only got this card to make it easy for me to get funds from my PayPal account. 1st issue is they have a tab on their site that says "Free ATMs" so I used one listed to withdrawal money out the account and realize I was still charged so I called and a representative told me that they waive the ATMs' fee that they charge but PayPal prepaid MasterCard still charges $2.50 to withdrawal money. WHATTT?! So how in the heck could you list free ATMs when you are still going to charge customers $2.50. Then GOD FORBID you lose your card because they take 7 to 10 business days to deliver and that's not including the 2 days it takes for them to even order the new card in the 1st place!
Then finally as you can see I'm fed up so I open up a real bank account and try to transfer my funds out, I was told that PayPal MasterCard does not allow customers to transfer funds to another banking institution. Again WHATTT?! How the heck can you tell me when and where I can transfer my funds and actually hold them up? I totally feel like that's borderline a form of stealing to say "you can only use your money with use through us or you can't use it at all?!" BOY I TELL YOU HOW LIVID I AM WITH THIS COMPANY. They couldn't pay me to use their "banking" system and as soon as my new card arrives I will be withdrawing every dime out of that account! I have also obtained a pro bono lawyer who is tearing their company terms and conditions documents to shreds searching for every false advertisement and they can expect a nice lawsuit coming from me!

On the weekend of January 30-31, there were 7 ATM withdrawals from my account that I did not make. I immediately contacted customer service to see what to do next, they told me to go online to file a claim. 10 days later they said that they have not seen any fraud and I asked "Is there any additional documentation". They returned an email stating no based on the activity of the account, they determined that the issue was closed. I then found out that Chase ATM I went around my house had been used to duplicate cards. I call customer service to relay this. After being on the phone for over an hour the agent tells me there is nothing they can do because this issue has been closed. It has cost me over $1400 to learn that this card will not keep your money safe and you are better off with going somewhere else.

I decided to get this card to link to my paypal account. It is a new account, everything was going well until a merchant charged my card twice unauthorized. I called PayPal Prepaid in order to lodge a dispute (with supporting documents) to get my money back. Initially, I was told that it would take 10 business days to get a provisional credit. Before the 10 business days came to a conclusion, I called numerous times asking for my money back because I had a family emergency. On 5 separate recorded conversations, I was told, I would have to wait 10 business days. NOTHING COULD BE DONE. So today, on the 10th business day, I call to get my provisional credit only to be told that I actually have to wait 20 business days to get my funds back (because it is a new account). The representative and supervisor openly admitted that the previous representatives gave me false and incorrect information (its even noted in my account 10 business days).
At this point I am livid because I'm getting different answers and not correct information and being told that it was their fault of the misinformation. What really pissed me off is they know they are wrong but won't honor their word in giving me the provisional credit. Why is it when the credit companies are wrong you have to wait forever and a day? But you when they want your money they take it immediately! I'm highly upset and I'm going to involve my lawyer because THEY ARE DEAD WRONG. Thank God everything was recorded.

I signed up with PayPal Prepaid MasterCard after the RushCard debacle. I currently have a bank account through a major bank but liked the fact that certain prepaid cards can release your Direct Deposit a day or two early. I chose PayPal prepaid, solely for that reason, as they did advertise up to 2 day early direct deposit. I have no other use for a prepaid card. So I adjusted payroll so a small portion would go onto the PayPal card and waited to see how early my Direct Deposit arrived. It MAYBE came 6 or 7 min before my regular bank! No biggie, I decided to cancel the card.
I took everything off with the exception of $11.15 and that's only because I couldn't get it in that denomination at that particular ATM. After the card was cancelled, PayPal was supposed to send me the balance. A month after I cancelled the card, I still received nothing. I called and the person I spoke with said the refund was sent to another address and that they would send a new check out to the correct address and I would receive it in 5 business days. 9 days goes by and I still received nothing from PayPal. I call back and one representative tells me the refund was sent to the incorrect address AGAIN, before putting me on hold then hanging up on me.
I call back AGAIN, the next representative puts me on hold to "verify my address" for 10 whole minutes! In that 10 minutes, I had already called AGAIN and was halfway through the process with ANOTHER agent. This representative tells me that it was in fact sent out but that it doesn't take 5 days, it takes 10 business days. LOL. So basically, I've been waiting to get MY OWN measly $11 from a company that LIED about incentives its cards provide for over 2 months. LOL.
AND THEY STILL CHARGED ME A MONTHLY FEE even though the card had been wiped literally hours after it had been loaded!! The customer service SUCKS, they have clearly outsourced and the reps are literally reading everything they tell you off of a script that they NEVER deviate from. I can't wait until I finally get my little check from this AWFUL LYING company so that I never have to deal with them again.

After having a PayPal Business MasterCard for years, I added a PayPal Prepaid Debit card - and it all went to **. I have spent hours at a time over the past two months trying to get access to both accounts, which were initially set up without difficulty. After about a month, I find my password is invalid - so I try to change to the original password, but I can't - because it's still "valid", it just won't log me in; so, I change to a new password, but it won't work, and I can reuse it because it's - you guessed it! - the last used password.
Got it fixed after days of labor - then, I have to verify my email address on accounts where I've already verified the address, but the system fails every time I try. So after being on hold for many hours, a supervisor finally resets my password, as they can't validate my account through the security questions that I surely entered correctly and have used before, security questions that want to know in what state I lived with my sister - Jupiter, Neptune or Saturn, and finally - security questions I can't answer because THERE AREN'T ANY!!!
From their end, my account works - from my end it doesn't. To hell with it, a system of barter is far more efficient at this point, wampum even more so. Another annoying aspect, of course, is being 30 min. into the conversation with the service rep. when the phone menu suddenly breaks into the line, tells you your card number is invalid, and hangs up on you. Absolutely not worth the aggravation, time, and total loss of your transaction history. Look online and see the writing on the wall - PayPal is dead, dead, DEAD.

I purchased a Paypal Prepaid Card on December 11th and haven't been able to load the funds. Every time I enter the 10 digit number on the card I get error 203. The message ask you to call their customer service but when you reach customer service it tells you the card has been activated but not loaded to your paypal... and sends you back to their dot com account. A vicious circle send you back and forth and you can never speak to a live person. The secret is to stay on the phone and enter # when it calls for the pin. You will do this 3 times and then it will connect you to customer service live person.
I had to send the store receipt, picture of the card front and back and a color photo of govern issued ID... They supposedly take 3 days but it took longer, from Dec 13 -22. They never call or send you a status report. I had to call them everyday. Today I am told they will send me a refund that will take 10-15 days to receive. What a way to use my money for their gain. Awful experience. I will never purchase this card again.

I have been using PayPal Mastercard for years as I buy and sell on eBay; though, the process is simple to pay for something and get paid, everything else is incredibly frustrating and would seem a simple common-sense fix. But nooo! Its been this way forever and Synchrony bank, who provides the credit cards for PayPal is clueless. Honestly, I am utterly STUNNED that PayPal has become the behemoth it is!
First off, if you go to the PayPal summary page, there is a separate part for PayPal Mastercard. On that page it will show your credit available and your balance. So lets say you have a $5000 credit limit and you've spent $400. Obviously, your available credit would be $4600. But directly below that number will be the account balance and the balance will NEVER jive w/ the number above. It may give you a balance from three days ago! Now I understand that things take time to process, but days later, it still does not jive! That's bad.
But there's more. Oh much more.You cannot pay off what you KNOW you owe. In this case, if you wanted to pay what you owe the $400 the system will not allow it. So you can only pay the balance in bits and pieces. I have an Amazon card and other credit cards; not only can you pay it off immediately, you can pay off on a pending transaction. Makes PERFECT common-sense, no? Next, sometimes you see that your available credit is showing a number that doesnt jive/match with your records. For example, if you know you owed $400, the available balance should show $4600 (yes, I know, same example); but then you see the available balance is $4400 but there's NO RECORD ANYWHERE of a $200 transaction. Then you start thinking, Did someone make an illegal charge? What's going on here?
You search all over the PayPal page but find nothing. Then you call PayPal Mastercard which, as most of you know in dealing w/ any credit card company on the phone you're in for an extended wait. They will then tell you what the charge is yup, maybe it was for a purchase you'd forgotten about or an automatic bill pay, whatever... But that's not the point. Why doesn't it show up where one can see it? If a rep can tell me what it is and it's showing in my credit balance, ipso facto, why cant I see the transaction?! Why does it take DAYS for the actual charge to show up if the info is ALREADY in the system? BTW: my example is for one charge; what if the figure is a lot more than $200. How much in a panic are you then?
And... in paying for, say, shipping labels I have printed for an eBay purchase, it will simply say eBay shipping purchase, but besides a zillion numbers alongside it, there will be no record of WHO IT WAS ACTUALLY SHIPPED TO. I can only imagine someone that ships more than a small-timer like me and how frustrating it is to them when they want to double-check on some information. There are more things, but I believe Ive made my point. On every other credit card I have, you can following along like that bouncing red dot on an old-time TV show song as it went along. But oh no, not here! Just plain UNBELIEVABLE!!

I have had a PayPal account now. For a bit often buy or giving a card to add to my account. The past couple of weeks been having trouble loading to account. Getting error 203. You buy these cards to add money to your account just to be giving trouble to add them. You spend your money to do so & not be able to & the store bought from doesn't give refunds. Paypal cash then wants this information & that information just for them to take their time getting your money back to you. Here you are got cards you bought or got for your account and you can't use them. What do these people thinking you just gonna roll over & say, "oh well? I think not!!!"
We don't work for our money, pay for something just for it to be thrown in the wind. Keep saying system may be down. I think not, not for 2 blasted weeks. Either get money on account or sent a blasted refund. These people & the system need to get their act together & stop trying to people off or messing them & their money. This is wrong. We all know it!!!

I have had a Paypal debit Mastercard since its inception many years ago. I sell collectibles on eBay and I've never had an issue accessing my funds via the debit card nor have I had any transaction glitches. I use it for everything from business expenses to groceries to Netflix. I use the card as my primary card on international trips - the most recent being Sept 2015 with no security issues which is more than I can say for my bank card.

I had been with this company for about six months, received direct deposit in my account and used it as my primary source for my 'financial institution' needs. My card number had become compromised and someone started using it clear across the country within 20 minutes of me using it in my home town. (They claim they have a fraud department that monitors this, but when pressed why it didn't work or kick in, they couldn't give me an answer.) The customer service becomes very hostile, difficult to understand and stick to their 'script' and don't give you an answer when you ask specifics. I have been told I have to wait 10 business days for a 'resolution' but my question is, You are backed by an FDIC insured bank, why am I having to wait 10 business days for a resolution and a provisional credit?
Also, you cannot talk with the dispute department. They will tell you over and over that the dispute department will contact you, but in all actuality they never will. I've waited since the 16th of September for one and haven't received it. If you are thinking of signing up for one of these, DON'T! They are not PayPal, they have leased the PayPal name and are doing a terrible job at it.

Anyone considering using PayPal credit - word of advice Don't! My account was moved from BillMeLater to PayPal credit back when they took it over. I have only ever used the account to pay for flights with US Airways - now American. I attempted to purchase some flights about 2 weeks ago using the account - with the purchase being declined by PayPal despite me having 4x the amount of credit available.
Their reason was because of some security verification being required. Fine - ok security that is OK - so I spent around 90 minutes on the phone with them. They said it would be all ok within 3 days - a couple of days later I received an email saying that everything was straightened out. So come today I go to purchase the same flights (albeit slightly more expensive as the clock is ticking on prices), I spend 20 minutes putting the information in for the passengers etc (International flights). Guess what? PayPal credit decide to decline it again. What a waste of time. My answer - account closed - will never use them again!

I have a debit card through PayPal. A week ago I received $362.77 from a reimbursement through medicade. I received it on my debit card from my pharmacy, rite aid. PayPal has placed a hold on my account because I didn't purchase anything that can be refunded. The pharmacy has sent them documentation and still the hold is there. In the meantime I have had my disability check direct deposited into that account and I can't get to that either. So as of today they are holding $796.00 of my money and they will not help me in any way.

I contacted PayPal yesterday 2/10/2015 because my mother sent me $100 and it said both of my PayPal prepaid debit cards where cancelled and I had never cancelled them. I talked to 5 different people the first time and then finally got a supervisor after being put on hold for about 40 minutes. Finally the supervisor opened back up my prepaid account but it was the wrong one. So I called back again to tell them that he opened up the wrong one I told him I had lost the card that was linked to that account. I was told to just go buy another prepaid card so I did. I called to activate it and spoke with another person. They said I'm sorry you can't transfer money on this until 7-10 business days. I was furious at this point.
I asked to speak to another supervisor who was no help at all. Then he said, "Let me put you on a brief hold to see what I can do." I was on hold for an HOUR!!! Then I finally got someone else who said that they could put it in my bank account and it would be there within the hour. It was not. I called back again this time I waited for about 45 minutes only to be told it would take 3-5 business days. Really PayPal?!?! Get your ** together. You are all liars and just incompetent. Maybe PayPal should just have better customer service and better customer service representatives working for them. As soon as my money goes into the bank I WILL BE CANCELLING MY PAYPAL ACCOUNT.

A month ago, I deposited $50 onto my PayPal account to transfer funds to my debit card, where I used my virtual account. Was told the virtual account was down and that I needed my card, which I was never sent. Took them 5 days for me to receive a new card so I could use my funds. 1 month later, after using my card a few times, I deposited $50 again. I was told that I had a new card sent to me with my name on it, and that I needed to activate that card. My balance showed up as $50 on my prepaid account, yet they told me I had .46 cents in it.
After 2 hours and 14 minutes of going from PayPal to PayPal debit and speaking with 9 different people, 4 of which were supervisors, and being hung up on once/disconnected 3 times, I finally spoke with 1 person... to which he got my card activated, but for some reason my funds showed up neither on PayPal or PayPal debit card... At that point, he tried to contact prepaid, but they had closed. I just spent 2 and a half hours being runaround because of incompetence, at which point, they have my funds frozen/don't know what happened? Determination of solving this problem and patience got me absolutely nowhere. It disgusts me how I was treated... And they have no clue where my $50 is at? I'm absolutely befuddled how this could happen to someone.
