    Back in Dec., I was paying my bills online through my bank (Bank of America). In doing so, I accidentally put the payment amount for another bill in the space for Fleet Credit. I accidentally sent them $1000.00 that I was going to pay on another card. The Fleet account I had, had no balance. I called and asked them to refund my $1000.00. They said no problem. It would take up to 30 days for me to get my money. After 30 days, no money. I called and they said they didn't know what happened and that it was probably in the mail. I again waited and still no refund. I called again, and they said they would put some form in to see what was going on. This would take another 7 to 10 days. I asked if I could go to a bank and get cash advances to speed up the process. They said yes, but they would charge me a surcharge of $5-10. Now I am at my wit’s end. They are going to charge me for my own money? That is crazy. These people are very quick to add late fees, etc. if a consumer is late with a payment. The last one had the nerve to ask me to send a copy of the check where I paid them. I said, “Lady, I paid online. And it’s evident you got it because my account there shows a credit balance of $1000.00." In the meantime, I am having to pay interest fees on the other credit card where this money was supposed to go to.

    When I got my new Fleet Visa card, I called the 800 number to activate it. This was right about Christmas time. I've been using the card since then with no problem. Today, when I tried to pay a doctor's bill, the card was rejected. I was unnecessarily embarrassed! I called the 800 customer service number. Your agent informed me that there was no balance problem, only that you wanted to verify that it was I who was using the card! Your agent also informed me that you had tried to phone me at least three times but got no answer. There were no messages on my answering machine. Why?

    I use my card for all manner of online transactions, i.e., bill paying, charitable contributions, etc. How many bills were rejected because of this? This is my credit rating you're playing with. If I hear from any creditors that they were rejected, I will expect Fleet to write them a letter explaining that it was a Fleet problem and had nothing to do with my ability to pay.

    In July of 2004, I set up a re-age program with Fleet Collections Dept. The employees were very helpful at the time. Six payments of $116 were to be taken from my checking account on the 15th of each month, beginning in July and ending in December. On Dec. 28th, I received at least 10 phone calls in 2 hours from a law office (collector) in Massachusetts. After calls to my cell phone, harassing my 13-year old son at home until he gave the caller my wife's work and cell number, the caller reached my wife at work telling her if we didn't pay the $7,900 balance we owed Fleet by 4pm that day, they would file suit against us, put a lien on our home and attach her paycheck.

    I called the firm back and was told the same information. Even though I was in a program, without warning, notice or letter, Fleet charged off my account on Nov. 11th and sold the account to an investment firm, now being represented by this law office. I was told the same that I had until 4pm that day or I would be sued. I contacted Fleet and found that my account was charged off on 11/11/04 even though Fleet received the July, Aug, Sept., and Oct. payments as agreed in the re-age program. Then after the charge off date of 11/11, Fleet took the Nov. and Dec. payments also. My bank verified all six payments were paid to Fleet. I asked why this happened and was told a payment was returned in October.

    I explained my bank's position that all six payments were made and cleared and gave the rep the exact dates the checks cleared. I asked why I received no letter cancelling the re-age program, advising me the account was charged off, or even a warning the account would be charged off. Why was I not notified the account was sold and/or transferred? Why was I not offered a settlement figure? Why were two payments taken out of my checking account after the charge off date? I complied with the program and made all six payments. Fleet should have re-aged my account, removed any fees accumulated in the six months and left me with no past due balance and a lower interest rate! Instead of complying with their end of the bargain, they charged off my account without notice.

    In February 2004, I sent a final payment to the bank to close my account. There was a credit balance of $31.04 and I requested a check in that amount. I received the check on March 11 along with a note from Carol ** Executive VP. My assumption was that my account was closed. On December 11, 2004, I received a statement from the bank showing three charges totaling $60.87. My question is, first, how can the bank accept a charge to a "Closed Account"? Second, I gave no authorization for these charges nor would I charge to a closed account. Is there a legal or ethical breach here?

    I signed up for my credit card approx. 3 yrs. ago. I had chosen Fleet because of their low fixed rate. However, after a year and a half, the rate just jumped 100%. I contacted them, and they told me my credit score was not good and hence the increase in interest rates. I have also noticed recently in the last two months, I will mail my payment as soon as I get the bill, sometimes two weeks before due date, but it’s not posted till the day after it’s due. This is highway robbery as other payments that were posted at the same time reached a week before Fleet’s payment. I have called them, and they told me that it was late. I feel hopeless.

    I originally had a VISA card with FNANB. I paid that account off in full and closed it out sometime in and around 2002-3. Since then I have received at least three statements showing that my account had been reopened despite closing them out via the phone. I also requested and received a letter stating that it had been closed once and for all back on November 12, 2003, which I still have in my possession. I did that out of frustration that it continued to remain open. Then a couple weeks ago, I received another statement from your bank (Fleet) with my account reopened and showing that I owed a $25 renewal fee. It also reflected that I had an open balance of over $8,300.00 available to me as well without my permission.

    I then called your bank (Fleet) and expressed my extreme unhappiness and concern that my account just continually reappears as an open account without my permission. I also then requested another letter stating that I again requested that it be closed, which I did receive on the same letterhead and same number as my last one from FNANB which apparently sold Fleet my closed account. I have contacted my local state representative whom is also helping me investigate how such a thing could happen as well as have filed a formal complaint with the Federal Trade Commission's office that handles National bank complaints.

    I would greatly appreciate any help you can give me or any light you can shine on how this could happen and how it can get resolved once and for all. I am forwarding this correspondence along with the others to the appropriate department in the FTC office.

    I have been in dispute with this company for about a year. They raised my interest rate from 9.9% to 25%. This is why I closed the account. But after a year of calling and arguing with them, I am told that since the account is closed, I can not have my rate corrected. I have done all they have required me to do to correct the interest rate, but now they are telling me that this can't be corrected. I feel that the rate I am paying is unfair and unwarranted. I should at least gotten a reasonable explanation for the huge jump in interest. All I was told is something is on my report.

    Although I had never missed a payment, Fleet Bank cancelled my credit card account in October without any notification to me and reported the $20,000 balance as charged-off. Immediately upon learning of this, I called the customer service number but gave up after being on hold for over 80 minutes. I have continued to make the monthly payments, but I have not gotten any acknowledgement that they have been received (the checks have cleared at my bank) nor any accounting of my current balance. In spite of sending numerous letters, I have not even gotten a response. It's hard to understand how an account can be classified as "charged-off" when payments are being made and accepted.

    I have already been notified by Bank One that my credit card with them has been cancelled due to the negative information posted by Fleet. Interest rates on several of my other accounts have recently increased, and this is no doubt due to the negative information.

    I closed my savings/checking account with Fleet Bank. However, I did not close my Fleet Bank Card account. Approximately 6 mos. later, someone used my Fleet Bank Card to purchase approximately $250 worth of merchandise. Note: I had not used the card for approximately 6 mos. I was told to call the Fraud Department and to complete an affidavit. I continued to receive bills and growing late charges. Whenever I asked to speak directly to the investigator, I was told he was not in. I left a voice mail message for him but never received a call back.

    I signed on with Fleet credit card services a number of years ago. My limit was low and up-to-date for years! October of 2002, the job I had been employed with for almost five years decided to cut my salary, not a little bit, but $436 per month! I had just purchased a car a short time before October, the first car I bought for over ten years and felt that my job was a stable one; at least that was what I had been led to believe. I began looking for another job, but none was to be found in the area I lived in so I took another 40 hours per week job in order to help offset the loss of money. I was 55 years old at the time and working 80 hours per week was adding up fast. I searched for one job and only found it in a bordering state. So I made plans to relocate in order to work one job, not two.

    I explained to Fleet, time and time again, the circumstances of what had happened. I begged them to work with me. I fell late, not by much but a few days, but they took advantage of the incidents and kept charging late fees until my limit increased beyond the limit allowed. Then they charge me late fees and over the limit fees, even though we spoke on the phone many times. They also deducted the sometimes late and sometimes over the limit fees, but each month I would receive my bill and it would have charges over and above in these same two area in order to keep my balance "way up there." Each month I called asking what we could do. The only suggestion they made was for me to pay more. I explained that I was paying more for them than most of my bills and it was difficult for a single (widowed) female as it was without having to work like I was and deal with the other problems at the time.

    I also had to have two major surgeries prior to my job reduction and fight with other health issues. I explained time and again that indeed I had made the debt and was more than willing to pay it, but needed someone to work with me and change my due date, bend a little with my calling to inform them I would be late, etc. All I got were sarcastic comments (not from all agents, but most) and when I asked where I could write to have the facts reviewed or where could I get in touch with an executive or consumer department, I was told "I will be the only person that can help you; no one else is going to be able to do anymore for you than I will." I have spent hours on the phone pleading for someone to just listen to my facts, allow me to pay the bill but work with me, not against me. I have been unable to get anywhere!

    Several months ago, when I called, I got a young man by the name of Mark. He was very sarcastic, critical and showed no empathy whatsoever. He was so nasty on the phone that I requested the conversation be recorded before we continued any further. His whole attitude changed, some better. After we again went through the conversation, I told him that since I had requested the conversation be recorded, his whole attitude had changed. I also informed him that I was 57 years old and did not treat him disrespectfully and did not feel I should be spoken to in such a manner. He never once apologized nor made any effort to change until I asked for the recorded conversation. At the conclusion of that conversation, I made the statement that I was most dissatisfied with Fleet and intended to pay this account off with or without their help. It would take me time but I would get it done.

    It is my practice to pay my debts, not slough them off or ignore them. My credit was impeccable until I lost my husband and fell into several unfortunate circumstances afterward. This incident has not helped my health nor my credit. About 2 1/2 weeks after this conversation, I received a letter from Fleet stating they were closing my account. I then called to register a complain because in the former conversation, I made the statement that as soon as I could be current for 6 months as I was told I would have to be and as soon as I could get them to lower my interest rate they had run up to 25.54%, that I would close my account and pay it off!. Soon after that came the letter. I then called to let them know I was dissatisfied and not at all pleased with the fact that they had closed my account when I had already volunteered to do so, once my interest rate was lowered.

    I feel and told them so that the only reason they chose to close the account at that time was to "lock" me into the higher interest rate until I paid the account. Each month I am charged more interest than the amount of payment I make. At the rate things are going, I will probably not live long enough to pay this account out. I hope I do and certainly plan to. I have asked several times for Fleet to reopen the account so that I can lower the interest rate and get no cooperation whatsoever. The interest rate cannot be lowered unless it is an active account is what they told me. Please help and advise.

    Fleet Credit Card company had raised my interest rate from 7% to 14%. I have never been late on a payment for the entire 1 1/2 years with the company. I received a notice in October 2003 stating that they had inadvertently forgotten to mention that the increase was because of information received from a credit bureau (Trans Union LLC). They didn't state whether or not my credit rating was bad, which it is not. When I complained to the company, they said that it was because of my employment status (isn't this discriminatory?) and because of another credit card bill with another company (which I also always pay on time).

    I then responded with, "What has this got to do with my ability to pay? I do not have a negative report on my credit history (I have an up-to-date copy) and have even received several offers from companies including Fleet saying that I was a good customer with good credit?!" Go figure that one. They responded with giving me 13.99% Whoopee! So here I am penalized for being an on-time paying customer! Next I received 2 bills in the same month, Aug. 2 and Aug. 31, 2004. The due dates keep changing and seem to be creeping up every month. I had to pay a $15 check fee just to make sure the payment for Aug. 31 got there on time. When I called to complain about my due date and the fee, the Fleet representative responded with this is how our billing cycle runs. She said she would "waive" the $15 check fee if I called next month after seeing it on the bill.

    So I called next month in September. I was unable to reach Ms. Miles (ext **) and was told they don't waive checking fees. I responded with I was told by Ms. Miles that she would waive the fee and the representative told me that they have so many reps that there would be no way to locate her. What kind of company does business like this with good paying customers? This is a devious and deceitful practice and Fleet should have to answer for their business dealings. As of today (I believe because of my complaining), they have lowered my interest rate to 10.9%. However, I was very pleased with the original 7.9% and this was why I chose Fleet Credit Card company. But as soon as I finish paying, I'm no longer a customer and I have already informed friends and family members to stay away from Fleet.

    I cancelled my account with Fleet in May, and have been paying since. In August, I contacted Fleet and told them that I would like to pay my balance off and terminate my business with them. I was told an amount, which was the same as the amount on the bill. I promptly sent them a check for the amount and wrote "paid in full" on it. It was cashed by Fleet. Today, I received a bill from Fleet for $30.37 - $9.87 in "residual finance charges", and $21.50 in late fees.

    I called and was told that they would waive all but $11.38, if I would send them a check right away. I refused, saying that I had already paid them hundreds of dollars in questionable fees. I was threatened with the "credit bureau". I have had similar experiences with the other credit cards I paid off (Capital One). They won't let go, and want to keep charging me even after I have paid off every cent that I owe them.

    I had an identity theft incident on my Fleet Card. Somehow my address got changed and charged over $2000+. When I found out, I called Fleet. The woman on the phone was actually very helpful (I thought so anyway). She said they would investigate and get the charges taken off and for me not to do anything until I hear from them. Well, I didn't hear from them for a while and I tried to call. I was given a special number for these cases. I had to leave a message and no one ever called me back. This was in September. So I figured I would wait like they told me to. I eventually forgot all about it. I did have like a $400 bill that was legitimate.

    I was contacted by a collections agency a week or so ago. Apparently instead of contacting me, Fleet has sent my account to Collections. The collections agency had my address listed as the one that had been changed by the criminal that stole my account. This, I am sure, is why I haven't heard anything. I called Fleet and was given another number to call where I have to leave a message. I have called twice and received no call back. Now a week after finding out about all this, I have over $700 owed to a collections agency and they are threatening to file a lawsuit. Plus I can't get in touch with anyone at Fleet. I have contacted the BBB, FTC, and some other places that were on this site. My credit was excellent. Now it's **. I have decided to just get a lawyer to handle this. Anyone who does any kind of business with Fleet would have to be an idiot after reading this site.

    I made an electronic payment of $2,000 to Fleet (as I do every month) and in July, something went wrong. There was an error in the processing, so Fleet charged me $64 ($29 'returned check' + $35 'late fee') plus interest on the non-payment. I called them and said I had plenty of money in the bank when the transaction should have occurred, and they told me in order to get the fees reversed, I would have to do two things: show them my bank statement proving I had enough money, and go to my bank and have them write a letter stating I had enough money. I did what they requested and faxed them a letter my bank drafted for me.

    The first problem is they didn't make it clear that I had to initiate the payment again. I thought they would try again simply from the fact that it was an electronic error and I had plenty of money in the bank the entire time. I called them again, and asked why they didn't take out the money. They said we don't do that, you have to do it again. So I did a check by phone and confirmed with the woman there would be no fee for the check by phone. At this time, I noticed after sending the fax (previous mentioned) they did not reverse the entire $64, but just the $35. The current rep told me she would reverse both the late fees of $35 and the accrued interest on the $2,000 that should have been properly deducted from the account the prior month.

    At the time we were discussing this, we were on the edge of the following payment due date, and they dinged me for another late fee! I called again after some time passed (a week or so) to complain that the previous woman didn't do what she said she would do. As usual, they were ignorant even when I told them the woman's name. I was asked for her extension, which I didn't have. It turns out she (the previous woman) processed the check by phone for $2,000, but charged me a $15 fee (she said she would waive it)! She also didn't fix the false interest. So when I was on the phone with the current woman, she said she can't reverse the interest. I'm pissed, and don't know what to do.

    Consequences: I wasted several hours driving to my bank, waiting to talk to them to write me a letter; the expense of faxing documents to Fleet. I wasted hours on the phone during several conversations with Fleet. It cost me hundreds of dollars in interest and fees that don't seem to be removed from the account when Fleet reps tell me they will be removed and the general frustration and aggravation in dealing with this problem.

    I originally signed on with Fleet about 1.5 year ago with an introductory offer. Once my offer ran out, my rate went to a fixed 7.99% APR. This month, I noticed my rate had jumped to 14.5% APR. I never made any late payments, always paid more than the minimum, and have a good credit rating. When I contacted Fleet to ask about the increase, they stated that the reason for the increase was that they were not making enough money on the account and that I was not using my card to its full potential. When I asked what that meant, the manager said that I had not made any balance transfers recently.

    I then explained to her that I did use the card and I had a balance around $7,000. I charged $450 to the card the month before. I can only assume they wanted me to max out the card. They would not offer me any other rates and had the attitude that this increase of rate was my fault. I was informed that they had included the new terms in the previous month's bill. This could have been possible with all the crap they send with the bill that I normally ignore. Is this legal? If there was a reason for the increase (i.e. bad credit), I could understand it. They are increasing what they are charging because my $40/month in interest isn't enough for them anymore. Consequences: I had to apply for new card to transfer balance to. I cannot pay this off right away, and I refuse to stay and pay a fee to a company that slams its customers.

    On 3-31-04, I received a credit card from Providian and requested to make the transfer of four other credit card accounts over to the new Providian card. This transfer request was made via the internet. The request was to transfer the amounts from three Capital One accounts and one FNANB visa. On 4-3-04, I received a confirmation letter dated 3-31-04 from Providian acknowledging my request to transfer 4 credit card balances. According to the letter, the balance transfers were to be processed on 4-18-04. This confirmation letter was written by Ben **.

    On or about 4-15-04, I received new credit cards from Fleet Visa and a letter advising me that they had bought out FNANB’s accounts. Also included were some counter checks from Providian to transfer funds with if I desired. On 4-23-04, I received a letter from **, Vice President of Providian, dated 4-20-04, acknowledging the fact that all requested account transfers had been made with the exception of FNANB. On 4-23-04, I called Providian to see what the problem was with the FNANB account and was advised that the account number was invalid and that the payment had been cancelled and that the account would not be transferred. I did not record who I talked to that day.

    On 4-23-04, I called Fleet Visa to get an accurate balance on my account and once I put in the information, was advised by a recording that the account number was invalid. After trying several times, I decided that the only way to get the information I needed was to activate my card. I then activated the card and found that the balance was $2,739.00. On 4-23-04, I mailed a Providian (acct: **) check which I had received on an earlier date, for $2,739.00 to Fleet Visa in order to pay off that account. On 5-10-04, I went to Providianservices.com and found out that Providian had in fact paid Fleet Visa an amount of $2,770.00 on 4-29-04, even after I was told they would not make the transfer. According to the Fleet Visa billing statement, on 4-27-04, a payment of $2,770.00 and my payment of $2,739.00 were received.

    On 5-10-04, according to the June statement from Fleet, I was charged a $25.00 annual fee even though the Fleet card has never been used and even though I have an outstanding credit of $2,745.00. On 5-10-04, I called Fleet Visa and talked to someone there who told that in order to rectify the problem, I would have to request a refund in writing. I was given a fax number. I typed up a letter and faxed it to Fleet as advised. On 5-24-04, I called Providian Visa and spoke with Omar. I asked him to put a note on his computer that the Fleet Visa account was overpaid which put me in overbalance status, and that I was trying to take care of the problem with Fleet.

    On 5-24-04, I called Fleet Visa and spoke to Steven about the problem of double payment on my account. He stated that the money could not be sent to Providian but Fleet would have to cut and mail me a check and I could then pay Providian if I still wanted to. I mentioned that I had faxed a request to Fleet on the 10th and he said he saw a copy of it and that it takes 30 days to process. On 6-15-04 11:40, I called Fleet and talked to a supervisor named Shirley. After explaining the problem to her, she stated that they had my letter of 5-10-04 and that it would be 30 days before the check could be cut. I reminded her that on the 24th, the 30 days would be up and they have yet to write the check. She assured me that the check would be mailed to me at the last of June.

    On 7-12-04 1100, it is now 12 days past the end of June and no check from Fleet Visa has arrived. I talked to Mr. **, Supervisor at Fleet Visa. After explaining the problem, he told me they had tried repeatedly to get information from Providian and that Providian would not respond to their requests. He advised me to contact Providian and have them fax the information to them that would confirm a double payment to the Fleet account. He stated that they had to ensure that the credit was not posted in error. He gave me the fax number as 706-644-0670 and his extension as **.

    On 7-12-04 1110, I called Providian and talked to the transfers department. The lady there stated that she could see the double payment on her computer screen but would have to request copies of the payments and would mail the copies to me. She further stated that I should have the information in 7 to 10 working days. On 7-21-04, it has now been 7 working days and no information from Providian has come in the mail. 7-26 will be 10 working days. It will be interesting to see what happens. On 7-21-04, I called the FTC and filed a complaint against Fleet Bank. The person who took the complaint was Beverly and the Reference # **. As of this date, I have paid two transfer fees of $50 each to Providian, one of which should not have been made to begin with. I have also paid a total of $70 in over limit fees to Providian. This total comes to $120.00 in excess unnecessary fees so far.

    To date, nothing has been resolved. Fleet continues to have my $2,739.00 in their account collecting interest, while I continue to pay $35.00 a month to Providian in over limit fees. I am a business owner and cannot afford to have that much money hanging in limbo. I have come to the conclusion that Fleet is about as worthless a bank as I have ever seen, not to mention that they are a bunch of liars and cheats. The public would be well advised not to do business with Fleet or the company that owns them, Bank of America.

    Someone called Fleet pretending to be me saying that my card had been stolen. Fleet canceled my card and sent new cards to a totally different address than mine. After speaking to them, they canceled the cards sent to the wrong address and said they would send me a new one to my home address. Three weeks later, I still have no new card. I called them and they sent the new card again to the wrong address! I told them to cancel the card and to please send me a bill. I want to keep good credit. I'm still waiting for my bill. I got a call from Fleet saying my account balance was past due! Well, if they would send the bill to the correct address I will pay it. What a nightmare!

    Fleet bought out my First National Card. They issued me 2 cards w/out asking. One card had no balance, and the other carried the balance of my old card. I made my usual $140 payment to the wrong card. I charged $10 on that same card. I received another bill for the same month and didn't know why. After a few hours of phone calls, I found out what had happened. I cancelled the $10 charged card. I asked to be sent the $130 credit. By the time I got it back, I was low on money. I sent the other card $100. By the end of the month, I usually run out of money. The $100 didn't go through by just a few dollars. I got charged $20 from my bank and $29 from Fleet. Then they ran the check again. I got the same extra charges making the total $98 for being a few dollars short because my payment was made so late in the month. I only get paid once a month - SSI - $780/mo. I live in low cost housing. I always pay my bills at the first of the month and don't write any checks for a while so they will all clear. I would not have had a shortage for the payment if Fleet had not sent me 2 cards without me knowing it. Fleet won't make any adjustments to my account and refuse to let me speak to a supervisor.

    The customer service lady that took my application over the phone misled me and had me believing I was going to get to do a balance transfer and be approved for $7000.00 to help me consolidate my bills into one. I feel I was treated very unfairly! I may have a history of where I did bankruptcy, but that was 2 years ago and I was going to pay $350.00 a month to Fleet credit card services once I was approved! They should not send these stupid preapproved letters if they aren't going to approve you! She made me feel as if I was going to be approved. Then I got a letter that I wasn't!

    My complaint is the so-called "credit protection fee" that I've been paying on and off during my payback to MBNA. Now the whole thing with this credit protection fee is that it is a plan that when you are ill or out of work, MBNA will freeze your account for up to 24 months to allow you to get on track. That's what I need at the moment due to being laid off.

    On 05/12/04, I received a call from an MBNA rep explaining that I have that program protection and that I should call them at a 1-800 number that was given to me. About 5 minutes later, I called the number and was told that I couldn't receive the credit protection program because it was just recently activated on 05/07/04. So, I called back MBNA and explained to them that I was told that I can't receive the credit protection that I paid for. That's when I got the talk of children. Well, it's them (Credit Protection Plan) you have to speak to; they are a different company, and they are only a partner.

    I called CPP back to explain that I've paid for this program, which I never asked for, and that now that I need it in my worst time, I can't get it! The sugar-induced female on the other side of the line explained to me the reason that I couldn't receive the program. It is that as soon as your account goes delinquent, you will have to reactivate it and start all over with payments to the program! So all that money I paid them is basically free money out there. More children talk started. Well, it's not our fault that I would have to speak to MBNA about the matter at hand.

    So for two whole days, I was speaking to a bunch of children who were handling my personal information and wasn't getting any help behind it. The main fact here is that I never asked for a credit protection plan. I never saw the terms of the agreement, because everything was done over the phone. MBNA, there's one thing you have to understand:

    1) You have to get understanding people who have been through ups and downs in life to work there, not these bunch of disrespectful reps who call people to disrespect them or their families.
    2) When someone opens any type of account you should send them the paperwork first, so that they may read all the hidden ** that a rep wouldn't read over the phone. Then maybe, you won't get as many complaints you are receiving now.

    3) After I finish paying you off, you and your partner companies can erase all my info from your files!

    I have an MBNA credit card because it is connected with LL Bean Clothing company. Its interest rate is high, but I can pay it off monthly and I get free shipping plus LL Bean $$. When they sent me information about a line of credit for 6.99%, I called to find out more about it. They take all your information, check your credit report and then, of course, come back to tell you yours will 9.99% or something like that. I already have a very good credit card for that amount and a Dell computers account for 6.99%, so I told them forget it, I didn't want it. They tried to change my mind and I explained why I didn't want it and then hung up.

    Two weeks later I get a packet in the mail with checks telling me I now have a $10,000 (twice what I said I needed before I said no deal) line of credit with them. I called and told them to cancel it and what state agency could I complain to. After being on the phone 20 minutes and never getting an answer to that, I hung up. I got a fax stating that the account was canceled but that it would take 30 to 60 days for my credit bureau information to be changed and that I would probably get more blank checks in the mail for 30 to 60 days.

    I have also noticed with my MBNA credit card that if I send my payment very early (two weeks), it still takes until right before the due date for the check to go through--thereby adding extra interest. Is there a regulatory agency I can complain to that could take action against MBNA?

    My MasterCard and Visa accounts with MBNA have been in dispute since September 2003 due to MBNA reneging on an agreement to reduce my interest rate to 1%. Under the agreement, I made payments for 3 consecutive months at a pre-set level (MBNA obviously documented the agreement, as their representative had the payment amounts for each account in front of them when they called to confirm the payments in June, July, and August 2003). At the end of the 90 days, I was told I had to arrange for automatic debits from my checking account at a higher level than had been agreed upon in order to reduce the interest rate to 1%...and the rate would only be reduced for 12 months.

    I told MBNA that I had lived up to the terms of our agreement, and that they were breaking the agreement. I refused to make additional payments, as the interest rate seemed to constantly fluctuate on the accounts--both of which had been inactive for at least 4 years. MBNA now appears to have charged off the balance, and sold the accounts to two different agencies. One agency, out of Buffalo, has sent me written notification of assignment via regular mail. The other agency, out of Houston, claims to have sent written notification (no notice has been received as of 4/21/04).

    MBNA cited a total balance of approximately $15,000; the agency out of Buffalo has cited a balance of $10,000. The agency out of Houston has cited a balance of $8.000. Neither agency claims awareness, or concern, that the balance is in dispute, nor could either agency confirm what is the true balance owing. In addition, I have filed one complaint with the Federal Trade Commission regarding MBNA, and two complaints regarding the agency out of Buffalo.

    I bought a house in July 2003 and needed some money for the closing costs. Well sitting in my file cabinet were some courtesy checks that MBNA had sent me. 4.9% interest until August 2005 it said. I used the check and got $3000.00. Well I moved into my house and in September I received my statement from MBNA stating that my interest rate was 12.99%.

    Rather upset I called the customer service number to be met by a very rude lady who said that she couldn't help me with my problem. She informed me that the rate on the checks were only good until August 2004. Thinking that I had read it wrong I gave in and apologized for bothering her, but asked her if there was anyway my interest rate could be lowered. She transferred me to some idiot that I could hardly understand. He mumbled, "Sorry, can't do anything for you. Have a nice night" and he hung up.

    Well, I just let it go thinking that I will just live with my supposed error. In February of 2004 I received my monthly statement. As I always did I looked at the balance and my interest charged. As I began to swear loudly and lose all sense of where I was at I noticed that my interest rate had jumped from 12.99% to 24.98%. I called the credit card company and was met by another very rude lady. I asked her why my interest had jumped to such a high amount. She told me that it was because I only paid the minimum balance.

    I asked her if she could close my account. She told me that I didn't want to do that. I told her that I indeed wanted to close my account and that they would receive all of their money the next month. I asked her how much my total payoff amount would be. It was in the area of $2,994.00. And then to my surprise I was told that I had another MBNA credit card with 7.9 percent interest that I could transfer this balance to if I wanted to. I didn't even know I had another MBNA credit card and I about went through the roof. I asked her to close both accounts. At that point she hung up on me.

    I called back and spoke to another lady who surprisingly was very cordial. She informed me that both my accounts had been closed. I requested to talk to her supervisor and she let me talk to another surprisingly cordial person about why his previous employee hung up on me. He told me he would take care of the situation, which I doubt he did. In the meantime I sent MBNA the "Payoff Balance" on the card and wished them good riddance. Then in March I got another statement from MBNA saying that I owed them yet another $37.35 in interest charges on a balance of $1,975.00. I said....HUH.

    I called again and was met again by another very rude lady. She explained to me that since I just paid the minimum balance in January and paid the whole balance off in February I owed interest from January ... which totally blew my mind. I told her that I was told the amount I paid was the pay-off balance and if I had sent almost $3000.00 to them what would another $37.35 hurt me. I would have definitely paid it but that isn't what I was told to pay. Well we argued for about 20 minutes before she very hatefully told me that she was tired of arguing with me and she would just waive the interest charge. I told that was good because I wasn't going to pay it anyway.

    After receiving my MasterCard statement (closing date 11/08/2001) I noticed a very high charge for credit card protection (insurance) for $100.99. I immediately called the 800 number and talked to representative Misty on 12/24/2001 at 6:00 PM PST. I asked what this was and after learning the information indicated that I did want this service any longer, credit these costs to my account and to immediately cancel it. She assured me that this was taken care of.

    Recently, I was going through my statements and discovered this charge again on my statement (closing date 2/9/2004), for $45.80 this time. In going back through all my statements I have found that this credit protection was stopped in January 2002, following two charges for $100.99 (that I was not credited for) and $103.34. No charges appeared on my statement for 11 months, and then in December 2002 these same charges started again, and have been every month since. To date I have a total of $617.55 worth of credit protection service that I cancelled on 12/24/2001.

    On 2/21/04 I called MBNA again and talked to Jean. After telling her my problem she advised me that MBNA offers the credit protection as a service but another company handles this, and that is who I should contact (877-406-3742, M-F 8 am to 7 pm EST). Today (2/25/04) I called this company and explained the situation to Felicia. After requesting the refunding of my $617.55, she offered me $25 as a valued customer, to basically go away.

    When I rejected the offer she turned me over to her supervisor (Joanne - Account Supervisor). I explained the same situation to her and she at first offered me $45 as a valued customer, to basically go away. After I told her that it took 2 months to get the service removed (for 11 months) and magically appeared again in December 2002, she said that there was no record of me having this service before 11/23/2002. She said I enrolled for the service by telephone on that date. I told her that this was impossible.

    Why would I sign up for a service that I cancelled a year earlier. At this point she indicated that she could have an investigation done on this to ensure that the solicitation was properly authorized, and would take 20 business days. I told her to proceed with this (however, I do not believe that this will show anything). I also advised her again to immediately cancel this service and to make a not in my record to take me off of the solicitation list. She confirmed to me that this would be done.

    I have a credit card with MBNA. My husband was out of work for some time and we built up quite a bit of credit card debt. I tried to negotiate with MBNA for a lower interest rate since it was so high and difficult to even make the minimum payment which did nothing for the total balance and was told too bad! They were very rude and when I asked to speak with a supervisor was left on hold and never connected with anyone in charge.

    I cannot believe individuals continue to praise MBNA for their excellent customer service! Do you call luring eighteen year-old college students with the promise of a high credit line excellent customer service?

    Although this happened to me years ago, I still cannot get over how despicable this company is for approaching young and impressionable individuals and luring them into the world of 22% interest rates. Although individuals are considered adults at the age of 18, do not think for a minute that MBNA does not recognize the fact that if they offer a student who has been eating ramen noodles for two months straight a credit line of $5000 (who gives a person with no credit history a $5000 credit line to start?!) they will accept it not realizing the potential danger they face with such asinine APRs.

    I received a phone call from a woman with MBNA America credit card company this evening The woman told me I had a $35 delinquent charge from the previous billing cycle. She told me that, in order to keep it out of collections, I needed to pay the $35 over the phone right then. The only payment she would accept was a debit of my checking account -- so I gave her my account info over the phone. Then she told me they would be adding an additional $18 to my credit-card bill -- this, the cost of their phone call to me.

    I got this credit card in June of 2003 as an Apple line of credit. I have made my payments on time (sending in a $250 payment seven or more days before the due date) every month. But MBNA sits on the payment until the due date has passed, and then adds a late fee to the next bill. This has happened repeatedly.

    I work for a community newspaper. I bought the paper a $900 software application with my MBNA credit. The paper is writing a check to MBNA (to be applied to my bill) in the amount of $50 a month, until the software is paid off. With the bogus $35 late fee every month, I'm making absolutely no headway on getting the software paid off. And each time they claim I'm late, there's a blip on my credit report. I entered into this arrangement with MBNA in good faith and feel they are deliberately trying to cheat me out of my hard-earned money. I'm keeping up my end of the agreement; they are not.

    I am enrolled in MBNA's credit protection plan just in case I became unemployed, which I still am. The company failed to send me the necessary form on two consecutive months which needs to be filled out and returned in order for the payment to be made under this plan. Upon receiving my statement, I noticed the bill had not been credited for two months. I immediately contacted MBNA credit department to see what had happened. I was informed the necessary form had not been returned to them. Therefore, I would need to send them the proper information, which I did.

    Through a joint agreement between myself and my co-payee (Monique **) on the Fleet card, it was agreed that she would assume the payments totally when I left WA state because the card was gotten in the first place to help her pay off some furniture she had bought. I received no money, etc. from the use of the card. She was habitually late and caused it to get put on my credit report which I happened to send for. I called Fleet to let them know that I wanted to know if it was late anymore, etc., that I would pay them myself. I have written them and called several times to explain the situation and that I felt it was not fair to punish me for something I had no knowledge of for some time. The only reply I got was that if I was late anymore they were going to charge a determined amount and nothing was said about trying to lower the APR and ridiculous finance charges they were charging me. This mo., I got another card to pay them 2000 dollars and they still charged me a sixty-three-dollar finance charge on the $1600 left on it after lowering the payment to $37!

    I am having to pay at least $100 a mo. which barely puts a dent in the payment and balance due and I will never get the card paid off at this rate. I have never missed a payment myself and this is very distressing for me since I have explained and tried to work this out and have always caught it up and I also asked them not to leave the bad report on my credit report and they will not comply with that either. I cannot help that she was dishonest and didn't pay. I am doing the best I can to pay this but they are making my life and finances difficult because of the steep payment I have to send. It is causing me undue hardship since I have no one helping me with bills.

    I received a promotional balance transfer rate for a new credit card from Fleet Bank. I sent it in with my Chase balance and was approved. Fleet Bank supposedly sent a check to Chase to pay my $4000.00 balance and I would pay off Fleet and no longer have a Chase balance. This started in Aug 2000. To this day Chase has not received payment from Fleet and Fleet is sending me a $4000.00 credit card bill as well as Chase.

    According to Chase, the payment sent from Fleet had the wrong account number on it. When I requested a copy of the check from Fleet they assured me I would receive it in 7-10 Business days. Two weeks later when I called back because I never received a copy of that check I was told that the payment was electronic so there was no hard copy. I have been completely jerked around by these people for over 6 months and I believe this is unfair. This has been on going since Aug of 2000 and everytime I call Fleet to check status they have the nerve to tell me "It's under investigation."

    I explained to them that this is ludicrious and in the event that the payment was applied to another account they should have issued my Chase Mastercard with another payment and then investigated the other payment for customer satisfaction. There should be no reason why this has taken so long and they just keep telling me their sorry for my inconvience. So as it stands I am receiveing two bills in the amount of $4000.00 and more due to accumulating finance charges. I now am outstanding with Fleet due to the fact that I have never sent them a payment and will not until this matter is resolved. My credit has now been demolished and I am in debt over $8000.00.

    We got the credit card to do a transfer balance for an introductory low percentage that would be raised to 9.5% after a certain amount of time. After nine months of paying on time and above the minimum amount due, they raised our rate to 19.92% because they said they did a credit report on us and got some unfavorable reports. We had some problems five years ago for one month, but nothing since then. They said it didn't matter that our payments had been on time or that we had paid more than the due amount. What matters to them was that five years ago we were late on some other bills. This is not right. They shouldn't be able to get away with this kind of underhanded practices.

    Fleet left me feeling unworthy, unvalued, and without belief as a consumer and as (now former) card member. January 2001 I paid my bill by telephone with a customer service rep. All this entailed was giving them my checking account information and having them pull the amount I requested from my account just like a personal check. They posted the payment to my account, charged me the $10 fee and sent my February billing.

    On Monday February 12, 2001 I received a letter from Fleet stating my check had been returned by my financial institution and they were assessing me a returned check fee. Also that evening my husband received a call from a rather rude man from Fleet about the situation. As I was not home, he told them I would call back. That evening I called my financial institution to find out why I had not heard anything about a returned check from them. The computer stated that check never had been cashed nor had it been returned NSF. The following day, I received a phone call from Fleet again, this time it was a computer recording stating this matter needed attention.

    I called at 5:40pm that evening. After being transferred and disconnected, I called back and after explaining my situation several times I was transferred five different times between, very rude people and departments. Finally I received an answer from an account specialist that the account number was invalid. However, she was willing and anxious to get my OK to run the check through again. I have heard from various consumers and financial institutions that this "transposing" of numbers is a common thing for credit card companies. They change the number, then tell you it won't go through. In the meantime they tack on past due fees, transaction fees, processing fees, etc. Well, this is what was happening.

    She then told me she would have to check with a supervisor in order to waive the extra fees. I told her, I shouldn't have any fees. She came back to the phone told me her supervisor OK'ed the waiving of the fees all except for the $5.00 fee they needed to charge me to run the check through again. However, she said, "you may mail in the payment". I told her, "then are you going to consider it late and charge me a late fee again?" She stated, "no". I asked her "why are you only charging me $5.00 now and when I made the payment on time before, it was $10.00. She stated, it's $10 for on time customers and $5 for past due customers. She agreed with me that didn't make sense, just stating that's just the way Fleet does it.

    After I decided to mail in the payment, I asked her to relay my feelings about how the situation was handled to her supervisor. She insisted I could speak to her myself. I agreed and she transferred me to who I thought was a supervisor. I ended up back down at customer service who then transferred me to another rep who then transferred me back to an account specialist who then transferred me finally to a "supposed" supervisor. And this was the end. A man named Dave answered with such disgust in his voice; "this is Dave, can I help you? I asked, "is this a supervisor?" He responded with a "yes, can I help you?" I stated, "do you realize I have been on hold waiting for you for 12 minutes?" He completely ignored my question, so I restated myself. He came back with this response. "Listen, if you want to start off on the right foot let's get rid of the sarcasm." I said "are you serious? Oh my god! And you are a supervisor?" His response was, "OK, you know what, why don't you hang up and call back when you are in a better mood". Then he hung up the phone on me. I was so astounded by the treatment I had just received I couldn't speak.

    As a professional who works for one of the largest insurance companies in America, I wouldn't even dream of speaking to one of my customers that way, even if someone were belligerent to me. There are appropriate ways to handle certain types of situations. My mood at the beginning of the conversation was pure innocence to let someone know how things are being handled. I had no intentions of ending my account with Fleet. I assumed it a simple mistake and wanted it corrected without hassle. These people need not be getting money from us consumers in any way, shape or form. They should not even be working with the public. I encourage everyone who is considering a possible account with Fleet, study consumers past experiences with this company.

    I applied for a credit card with Fleet Bank in December of 2000. They said that they could not give me a card because of my credit. I have pulled a copy of my credit report and my credit is perfect. In fact, I have been approved from another bank for a credit card for $10,000. When I looked at my credit report, it showed that Fleet Bank had used my SSN to check my credit 5 times that I had not even known about. I called and asked why they did that when they denied my credit already. They gave me the runaround. I asked them to please take them off, but they said they could not be able to do that.

    My payment was due 9-5-2000. I sent my payment on 8-25-00. I received my statement for Oct. with a $29.00 late fee on my account. They told me when I contact them my payment did not get there until 9-10-00. My payment was made and mailed in plenty of time. I have NEVER been late on any payments. I have excellent credit. I contacted the US Postal Office and asked how many days it would take for a standard letter mailed in Lodi, CA to get to Wilmington, DE? They told me 3 days across country. I think this is an unfair charge of $29.00.

    Sept. 19th I contacted the Customer Service Dept. and spoke to Cordellia the first time. She told me my payment was not received until 9-10-00. I told her I made the payment in plenty of time for it to get there before the due date and I wanted the $29.00 late fee taken off my account. She told me they will not take it off. She kept telling me my payment did not get there until 9-10-00. I told her I wanted to speak to a Supervisor. She put me on hold for 5 minutes. A supervisor came on the line and didn't introduce himself or ask can I help you. He just stated "We will not waive the late fee because your payment was late". I told him it was not late. He was very rude on the phone. I told him how do I know my payment was not lost somewhere in your office and posted late? All he knew how to say was it was late.

    I hung up on him and called about 10 minutes later after I cooled off a little. I then spoke with Stacey. She told me she was in the Delaware office. I asked her I spoke to Cordellia and a supervisor about 10 minutes ago. She told me we have several customer service representatives all over the state. I then proceeded to tell her about my problem. She was also rude and said it's standard policy for late payments. We went around and around about the payment being on time and late. I didn't get anywhere with these people. What happened to giving the customer the benefit of the doubt, or the customer is always right? They just lost a good customer right here. Its a wonder they're making money charging people unfair late charges. Is there anything you can do the get this charge taken off my account. Is it my fault if the mail didn't get the payment there on time or maybe Fleet Credit Card did misplace my payment. They surely wouldn't admit that, would they?

    I mailed the payment in full ($24.85) on 8/15/00 and the due date was 8/22/00. They posted the payment on 8/24/00. A late fee and finance charge of $29.50 charged to my acct. That's 120% of what I owed. I contacted them, talked to the Supervisor, Sean. Explained that I mailed out 7 days before the due date, also my other payment (mailed at the same time) to a different Financial institution posted on 8/17/00. I pointed out the meticulous paying record that I have. But all I got were standard, nonchalant answers.
    I feel so powerless in dealing with them, they have a licence to rob and there is nothing I can do. If I don't pay the charges it will ruin my credit report, and there will be more late fees and finance charges. It's so frustrating they always win and consumers always lose. It's ridiculous that they have more power than the goverment in stealing my money.

    It's a nightmare that they can do that to you and be able to get away with it. I'm feeling badgered, bruised, humiliated and still have to pay what I don't owe at the first place. Where is the justice?

    After the long 4th of July weekend, I mailed a payment due for our Gallery credit card on the 5th. I wrote the check and took it to the post office early in the morning. I just received the next statement, and our payment was posted on the 7th of July to which they added a $29 late fee. I searched the back of the statement to find any mention of late fee assessment criteria and there was none. I believe Fleet deliberately obfuscates this information in order that they may charge a $29 late fee and roll that over to your balance on which they are already charging an exhorbitant 27.47 APR, which changes without warning.

    Furthermore, they alter the payment due date, flipping back and forth from the 5th to the 7th to the 9th in order to confuse you regarding a scheduled payment. I believe in our case, we can afford to be ripped off, but I think of all the people that have credit card debt with this company that can't, and it is reprehensible and makes me sick.

    Fleet Bank sent me an application for their credit. They indicate in the brochure that interest rate on outstanding balances was fixed APR of 7.99%. So I applied for the credit card and got accepted about 6 to 9 months ago. As of April 24th, 2000, they sent me a letter informing me that the interest rate was increasing to over 15% as of June 1st, 2000. My complaint is they falsely advertises their credit card. To me, a fixed rate indicates that the interest rate should never go up unless you fail to pay the minimum payment. So I called Fleet's Tech Support and they were no help to me. They just indicated that since interest rates were going up, they had no choice but to raise the APR on the credit card. Also, please note that if someone applies for a new Fleet card, the interest rate is about 10% on outstanding balances with an intro rate of 2.9%. However, it appears that they changed the policy indicating that the rate could go up.

    I have been on a hardship program with MBNA for 3 years. I have multiple sclerosis and may have bone cancer. This year came up for renewal so I called when I received my latest statement asking for $115.00 total, with a "late fee" even though my previous agreed amount of $54.00 was on time. I was told to continue making the $54.00 payments for 4 months and my hardship renewal would automatically "kick in".

    Did not occur that way. My latest statement demanded even more, so I rang up MBNA and endured their know-nothing hippity hop game. I had to go through about 10 people, none of whom knew what they were doing. I was disconnected four times. Katie said I MUST go through their financial service debt consolidation program, where I put ALL my other debts to death by using MBNA. I spoke to with Renee and said: NO WAY. I spent over TWO HOURS with several "customer assistance experts" until I finally reached someone named Jeff Snow, who said to pay $56.00 a month, upped for some reason from $54.00. And that he would send me some forms to re-apply for this program. He failed to assure me of acceptance.

    When I asked him what would happen if I let it go, if I were an evasive dishonest person, he said it would go to a collection agency and that he had "no idea" of what they would do. Garnish my SSI? Shoot me? What would they do? I have NO ASSETS. I had informed MBNA in writing and on the phone that I was severely disabled and sick and would probably die before I could pay them the $4,236.23 I owe them.

    Their response was, "That's your problem." If there's a more convoluted, dishonest, serpentine bank/credit card company, let me know. These people don't know what they are doing, they disconnect me when they run into questions they cannot answer, and are not at all forthcoming in giving TRUE and FACTUAL information that comports with other MBNA representatives.

    That they lack compassion is obvious. I almost feel like punishing them as they punish me by sending them 10 bucks a month. Just to see what would happen. I've never been evasive with them, they raise their interest rates whenever they please for no discernible reason and it's PUNITIVE.

    I can't really afford the $56.00 they demand. I made a similar deal with CHASE for $35.00. They were super. Physically and emotionally, MBNA's Draconian measures and disorganization were a further drain on my rapidly diminishing health and energy. I am the victim of misinformed, lying customer "assistants" who are assisting me into an even more early grave. Thanks MBNA. Hire some humans once in awhile. I'm exhausted, sick with pain and ready to end it all because of these people.

    Deborah raises a good point. Death erases all obligations. Creditors would do well to remember this and at least pretend to be a little compassionate when dealing with those who may be nearing life's end.
