Whose Pal?

Dianne of Buckeye, AZ February 3, 2010

I received two e-mails stating that RockYou had taken money uot of my Pay Pal account. I do not know this company or how they got my Pay Pal information let alone my E-mail address. I suffer from severe anxiety, and am on medication for it. i have enough everyday stres in my life. I do not need outside help to send me into a downward spiral.

I have had a Paypal account for many years and just recently was informed after logging into the website, that my account had been limited. Upon researching the reasons behind this, Paypal states that it has 'found one or more personal pieces of information, linking me to another account that has a negative balance'.

When I requested to review this information, they are basing this decision on, they stated I needed to subpoena the information. If I do not pay the negative balance, even without seeing proof that it is my responsibility to pay, Paypal will debit my account to cover the balance of the other account. The 'other account' mentioned, based on the only piece of information they provided on it, an email address, belongs to an old employer that I setup some 5 years ago. It has been closed for years and should not have any balance, let alone a negative one.

How can 1) Paypal lock my account without providing proof/reasoning for their actions. 2) How can I fight this when I first have to hire an attorney to subpoena the information they are using for justifying these actions 3) While traveling in Thailand I am unable to call their number due to the long wait times, not only do the calls drop here but the cost is extremely high. So, I have to resort to email correspondence, of which only the initial email was answered... none of the my followup emails have been replied to.

What recourse do I, or others in this situation have? Who regulates Paypal? What protections do I have regarding funds held in my Paypal account? So far, I am unable to accept payments for the many subscriptions our clients have, we can also not access the funds that were in the account at the time of this 'account 'limiting' action. Bottom line, this hurts a small businesses reputation with its clients more than it hurts paypal..

I did not want to use my debit card so I went through the process of adding my Visa. Before I made my purchase I deleted my Debit information. But they still kept my bank info and when I made the purchase they credited the bank and not the Visa. The next time it went through the Visa no problem and the third and final time a 187.00 transaction again when through my bank and not on my Visa. Both times I called to complain; the first I was told there was a snow storm and no one to talk to; the most recent I was called a liar (sorry they actually “that my statement was not true”) and I had not selected the correct account because their computer says so. I would have to call the customer not PayPal as they could do nothing. Of course this could take days and no guarantee the seller would comply.

I was at work I used one of my computer a year ago to make a purchase through paypal. My company ordered something through paypal and it was charge to my credit card. Although the company credit card had been enter. The credit was not there for this purchase. it was a 29.95 charge and I only had credit of 12.00 availilbe so they charged me a 30 over the limit fee 19.00 fee and when called nothing was ever done

I made contact with paypal. they said I would have to take it up with cc so I called them. told them I was recording the call and they told me there company does not allow that even though when I called I recieved a prerecording say My call was being recorded? I went to explain things then was turned over to the dispute when asked why they would even aloow the charge to go throw so they could charge the crazy fee I wanted to know. I was told that they allow every now and then if they think I'm have emergency.

Okay this was an internet purchase with paypal what the heck kinda of emergeny could I have had to had? I could understand the reasoning if it was an gas station request. They have done simlier thing in the pass and it was a fight to get them to take care of but this is getting stupid and something need to be done with this kinda fraud.

I sold Items on Ebay for Christmas... All items were shipped, and buyers happy and left good 'feed back'.. but paypal stillwon't release the fund due to me for 21 days. What give them that right? Should they pay me interest?

Cathy of Huntsville, AL December 4, 2009

I sold a camera to Krysten and received payment via PayPal. The sale was made on EBAY. I am not a "store" or a frequent seller but have never had problems w/EBAY or transactions. However, after shipping this product, she received it and said the merchandise was not in the BOX! UPS confirmed that the box was damaged and the merchandise was missing; however, I really believe the person took the merchandise THEN called UPS back.

This Buyer filed a complaint with PayPal and consequently PayPal began an "investigation" which I am unaware of what this means because they couldn't/wouldn't tell me. I complied with PayPal, furnishing all information I had. This transaction took place in early Feb. 2007. I JUST received a letter from PayPal in October 2009 telling me that they were going to turn me over to a collection company if I did not pay them. Evidently, the amount was charged back; the Purchaser "won". I don't have this money. It was used to pay bills and I don't owe this money.

Greg of Vancouver, BC November 3, 2009

I purchased a 1 troy oz silver panda coin on ebay. shortly thereafter, seller became unregistered. I filed a complaint with Paypal. sometime later, counterfeit item was received...only weighs 20.7 grams and not 33.1 as advertised. an update of this development was forwarded to Paypal.

Paypal now wants me to send fraudulent item back to criminal who will simply relist item on ebay under another seller name. so called protection program as listed on Paypal is useless. I am out US19.90. Paypal is aiding and abeiting criminal activity by requesting that I send item back to seller in China with tracking at my own cost.

no doubt they would like to gain more seller fees from this criminal in the future. there is no recourse on Paypal. they legally should not be able to aid and abeit illegal activity. I asked them to provide me with an email address to send photo of item on scale. they never did provide

Rick of Pennsauken, NJ October 30, 2009

Unauthorized transaction was completed. I authorized for 220 to be charged to my account and in turn I was charged 288.22, causing my bank to overdraft. I could not cover the extended overdraft fee charged by my bank as well. I now owe money to the customer that was buying the item, and it was all taken by Bank of America in overdraft fees as well as the overcharges that were taken by Paypal Inc, which is an online banking source.

I am in debt 220 plus what I paid to the bank in overdraft. Please assist me in what I can do about this problem. Thank You 220 is what I owe to my brother for a set of headlights that I ordered through ebay for him in which he had prepaid at the time of the transaction. The funds were in the bank account in the amount of 220 but was overcharged which caused this whole situation.

mary of chester, VA October 24, 2009

I paid my sellers on sep 29, items I purchased on Ebay totalling 473.36, after the money came from my sisters account with whom I share (her name is first on account and that is all paypal sees) paypal reversed the payment from the sellers accounts and put in my paypal account and closed my account. they said my account someone got linked with someone else's. I have a paypal balance of 473.36 and I cannot transfer the money back to our bank account. I am very upset and frustrated over this and need help to get my money released back to me. They have poor customer service. Please look into this matter and have my money returned to me. thank you

Beware of PayPal & Ebay Practices: You buy an Item on Ebay. You Pay with PayPal. Both are Owned by Ebay! Ebay says you must pay within 7 days! You are verified with both Ebay & PayPal. You have a verified checking account and Credit Card on PayPal. PayPal notifies the seller you have paid with Echeck. PayPal sends you a Email notifying you that the payment will take days and days and days to process. Even though YOUR BANK has paid PayPal within just a few days, PayPal holds your payment for even more days, making sure your payment to the seller goes just over the 7 days allowed! This way PayPal makes all the interest they can on YOUR MONEY! You are delayed getting your item, you may get negative feedback , but Ebay and PayPal make their money!. Also beware of the 5 free listing thing Ebay has on now. They will RIP you on Fees. At least 8.75% or 20.00 ! PayPal acts like a BANK but are not allowed to be a BANK!
