Sharlotte of Tavares FL (08/26/08) This is regarding a transaction completed on paypals website for an Ebay Item. When you set up your paypal account they constantly email you to get verified for more buying power. all this does is give them right to your checking information. Well we have found out that paypal does not take responsibilty for their mistakes. When I made the transaction an entered new funding for this transaction and confirmed payment it defaulted to my checking account.
We immediately called Paypal and told them the mistake and they refused to do anything, after finally speaking to a supervisor because the young women kept repeating her script from her CSR book. I spoke to Richard and oriental gentleman regarding what was going on and after rounds with him he assure us that he was going to contact the seller ASAP and talk the situation over since Paypal no longer edits transactions it is up to the seller. After I contacted them I then contacted the seller and explained the situation that he has to refund the transaction and rebill me.
Well that did not happen and I filed a dispute with paypal for an unathorized transaction since I did not authorize them to debit my checking it was a cc that their (Richard) supervisor confirmed that all the steps were made correctly and it should have been billed to the credit card and he was sending a form to tech for this. He then ask me to call my bank an stop the payment, I explained that there is a fee for this. The seller would not budge about the reinvoiceing of the item so ulitimately I have been charged $80.00 for a item I have already call fed ex to reroute back to the sender so we can resolve this issue and refund the money. At this point they are still researching this.
I live in florida where we just spent 5 days batteling a hurricane/tropical storm Faye and when these things come most of us who are from Fl know to go empty your bank accounts just incase there is no power and you can not use ATM so billing my checking caused it to be negative. I have had to call the bank but it was to late they did not stop the charge. We now have to transfer funds from a line of credit and pay interest on that money when Paypal could have easily changed the funding for this transaction and been taken care of instead of us being out the money and a seller being out his money since I do not want the product just because of the hassel.
Shan of Colorado Springs CO (08/24/08) When I decided to become a verified member of Paypal it was easier to just apply for a Paypal credit card. I did and was instantly approved the card came with a 22% intrest rate even though I have a credit score of 805 which still is not a problem because I never carry a balance. The rewards program say's it can be used anywhere Paypal is exepted but this isn't true. When I called because I purchased an item useing Paypal and my card and was not given any place to enter the voucher code I had obtained I was given the run around.
I finally figured out on my own that the vouchers are only valid on E-bay this was with absolutly no help from Paypal customer service. I was also told that the 22% rate was the only rate that the Paypal mastercard had even though I have a good credit score. The vouchers do work on E-bay which has a wide variety of stores and items to purchase but customer service refused to inform me of this and if you have a problem the standard procedure with any credit card of doing a charge back is far better than the rights you will get trying to use the paypal dispute procedure. I eventually was able to redeem my rewards no thanks to the not so helpful people at paypal and I never carry a balance.Paypal can be easy to use online so I just changed my source for funding my paypal account.
I had to pay for hte items I bought on a paypal approved sight that I had purchased only because I had a reward voucher for $100.00
Chante of Spokane WA (08/22/08) At 7:00 AM (PT) on 8/21/08 I received an email from PayPal indicating 4 funds transfers had been requested with my PayPal account. I immediately contacted PayPal regarding the fraudulent activity and they said they would take care of it. I also checked with my bank and since the transactions had not yet posted, I requested they put a stop payment on the 4 transactions in the event they made it through PayPal. I continued to check my bank account all day on 8/21/08. At 6:45 AM (PT) on 8/22/08, I checked my bank account and all 4 of the transactions totaling $1,800.87 had been withdrawn from my account by PayPal despite the alert I'd provided to PayPal on the previous day. I immediately contacted PayPal and they said they would look into it and TRY to recover the stolen funds. I also contacted my bank and filed a fraud report.
$1,800.87 was stolen from my bank account by PayPal as a result of fraudulant transactions that I alerted them to. Additionally, my bank charged me a $29.00 fee for the stop payments I requested on 8/21/08 (even though the stop payment did not happen).
Debra of Webb City MO (08/18/08) PayPal will not provide me with my ATM Debit card to have access to my money unless I use their credit card for numerous transactions first. Why should I have to use a credit card that is issued by PayPal in order to remove money from my account with an ATM card.
My business is severly suffering. By not having immediate access to my money I have to wait 7 to 10 days for the money to be transferred to my bank account. PayPal charges me fees for this so I lose money on that also. My customers have to wait almost 4 weeks for products to be mailed to them.
Johnny of Winder GA (08/04/08) I used pay pal to pay for a transaction on ebay. I transfered money from my checking account. After two days of the person collecting the money, I received another notice on sunday of a company I have never heard of charging $50.00 from my checking account using pay pal. This is not the first time I have seen supicious activity using pay pal. As of now its still in the stage of them contacting the fradulent company. In the mean time I have to make up the difference in my checking account so my other bills don't bounce. So much for the security of pay pal.
As explained above I have to cover the $50.00 in my checking account so that other bills payed using my account will not bounce. I could stop payment but that coast $29.00 so not much difference in the total amount charged wrongly to my account. I am worried if one charge can be done couldn't others follow. I'm very disappointed in pay pal.
Samantha of Penrith OTHER (07/30/08) Please help I have recently been a victim of Fraud on ebay I was selling an item for 250 The so called buyer paid for Item through paypal I got email to confirm instant payment. The buyer kept in contact throughout the sale isent the Item recorded delivery so i had a tracking code and the seller had confirmed his address by a message on ebay so I thought it was all ok until I tried to transfer the money inpaypal to my bank account that evening the money was put on hold they said it was unofficial payment two days later after they invesigated the case they sent the money back to the buyer and here he has the Item which i know he sighned for as i called the mail service and he also has the money that was to pay for the Item.
Paypal were of no help to me at all he said it was my fault as it was an unconfirmed address but it was not he confirmed with me by message i sent the package safely by special deliveryi am waiting for ebay to get back to me after 2 days of sending them a message i am totally distraught by this matter as nobody wants to help.this person still has the account on ebay how crazy is that.
i am a single working mother and sell someties on ebay just to make a little to be able to go out with my daughter or buy her new clothes i am just a good honest person who has put her trust in the wrong person and have lost to me alot of money.
Marcelo of Montebello CA (07/24/08) I filed a claim for a dispute and Paypal did not adequately investigate the matter. Their resolution only closed the case, stating that they could not resolve the matter or offer a buyer protection because of intangible goods. This is a false advertisement and claim by Paypal to offer Buyer Protection. Paypal should be subject to banking regulations/rules. They offer little to no consumer protection and customer service. They are not held accountable for misuse of their service.
John of La Quinta CA (07/23/08) 7/24/08 I recently had an experience with the so-called PayPal debit card that is worth passing on to the unwary consumer. I was in Maui from 7/7/08 to 7/12/08. I used my PayPal Debit Card and did not have my computer with me. When I returned, I discovered that the Bank of America, my backup funding source, had charged me $525 in NSF charges ($35 per event). All of these were caused by PayPal first authorizing a charge in Maui, and then submitting that charge to my bank, even though it was rejected by my bank due to insufficient funds. I had no way of knowing that my bank account was low. If PayPal had simply not authorized the charge in the first place, I would not have been charged $525 in NSF charges.
PayPal also did some weird things with the charges I incurred. In at least three cases, a single charge was split into two submissions to my bank, resulting in 6 NSF charges of $35 each, instead of only 3. Thats $105 of charges to me that were directly caused by an unnecessary splitting of one charge into two.
PayPal, by continuing to authorize charges, even though the bank was clearly rejecting them, gave me the false impression that there were still adequate funds in my bank account. There were 9 returned items beginning with $28.18 submitted on 7/14/08. These resulted in $315 in NSF charges due directly to PayPal continuing to authorize my debit card purchases even though the bank was rejecting them.
At the very least, PayPal owes me $105 for the above noted split charges plus $315 for NSF fees charged me for PayPal continuing to authorize my debit card purchases even though the bank was rejecting them. Thats a total of $420. I have a very good attorney may need to contact him. So far I have had no luck in contacting anyone at PayPal with any intelligence. I am also planning to contact bank regulators because JP Morgan Chase is on the back of my debit card. It seems to me that a debit card should be just that. If no funds are in the backup bank account, purchases should not be authorized.

When the oversize mailing envelope arrived, my husband sat at my coffee table to check out my latest purchase. As he tore the side open, rodent droppings fell on my coffee table and floor. Disgusting! He pulled the satin ribbon out and it was covered in it. We immediately remoced it fromt he house and cleaned up the nasty mess. I emailed the seller who claims it was tree vegetation from the acres of land she resides on. Why was the ribbon outside to get sooo much tree vegetation?
Since I paid with PayPal, Ebay recommended that I open a disoute since I was suppose to be covered by Buyer's Proctection. Seller became rude and uncooperative so it turned into a claim. PayPal took the side of the seller. They actually wanted me to retouch the items, place in an envelope, lick the darn thing, play to ahe it shipped and tracked back to the seller so she could obviously resell it. It didn't matter to them the possible medial side effects the rodent droppigns could have to my health or anyone else who came in contact with that envelope while it was in transit back to the seller. Rodent droppings when inhaled by humans pose the risk of Hantavirus pulmonary syndrome, Lymphocytic Chorio- meningitis, and Tularemia (carried in gerneal by wild rodents. Those are just three possibilities. Do they care? What happened to the seller? She wins- she got to keep my money as my health is more inportant than anything
A few days after the package arrived, I along with my husband both became ill with what seems to be just a summer sinus thing. Is it related to the rodent droppings? Probably not, but we have not been to the doctor to rule it out. I shampooed my carpet since some of the rodent droppings were soo dry that it crumbled as we were trying to get it up. I am terrified that it is deep into my carpet fibers. I won't let my children sit on the floor in that area. So on top of all the extra cleaning, feeling ill, I am out my money as well. So much for Buyer's Protection
Scott of Temecula CA (07/06/08) Bought June 28th game tickets thru Ebay website in March 2008 and paid with credit card immediately using Paypal. Seller's website shut down by Ebay a few days later. No communication with seller during this time. Waited couple of weeks and called credit card company to dispute charge. Tickets show up in mail a week later. Call credit card company to have dispute dropped. Seller paid for tickets, which was confirmed thru credit card company on May 10th. Seller begins sending e-mails on June 22nd stating he has seen no funds transferred by Paypal into his account for tickets. Paypal reps give me numerous different stories over next few days.
Meanwhile, seller has invalidated my tickets I paid for then relisted tickets and sold on Ebay again - even after I sent several messages and made calls to Ebay and Paypal to stop this from occuring (including documentation). After several more e-mails back and forth with Paypal I get a confirmation (which I forward to seller) that seller's account has been credited with funds. Seller still states no fund transfer. Paypal now changing story and stating they will not transfer funds to seller of worthless tickets for two more weeks. Paypal also stated in last e-mail they will no longer respond to my communications regarding the $200 I am out.
Carlos of Santa Fe NM (06/18/08) I bid and win an Apple iMac on EBAY and I'd pay by PAYPAL the seller send me an e-mail via hotmail telling me sen the mony in wester union wich he denied did, so after 2 days the item I won was paid for the amount of $1,611.00 21/May/08 and today 17/jun/08 put didn't receive. I put a clain in Ebay the say can do anything about it call paypal
then I did and first the claim and costumer service was to nice and say OK, we'll san your money back and so send to my e-mail a survey so I was too glad to say how good they was but after I send it next day I call them back to see how is my claim and paypal say YOU ARE SO LOOKY TO RECOVER $200.00 DLLS out of $1,611.00 that's all we can do for you but what we can do is if the seller put more money in our paypal account we'll be glad to send it to you.
Christian of Newark NJ (06/15/08) I had several issues with paypal and when you try to reach them, now is easier than before, but people assist to you are like robots, they dont attention to your needs and dont understand reasons, they will keep thier position and nothing, absolutly nothing will make them change. I you ast to talk to the supervisor can be worse! They literally hang out the line and You have to wait until they want to reopen your account or charge again again and again. so what I did is changed to checkout.
Nancy of Newport Beach CA (06/06/08) While paying my monthly Visa bill, I noticed a charge that read PAYPAY *RAPIDSHARE that I did not remember making. I went on to Ebay and Paypal, checked my history and there was no such transaction. I phoned Paypal and (very long story short) got through to someone who asked me is this Lars P? - the name of the person who used my account. When I told them I was not they said they'd investigate the fraud and get back to me.
I received an email from Paypal yesterday stating that they found insufficient evidence to support my claim and denied it. So, even though they know someone used my Paypal information and credit card fraudulently, they are refusing to credit my account. My question is, how can a business as large as Paypal have a system without any safeguards or flags to tell them or a customer when a credit card on file is used to set up another Paypal account? And, when it is discovered, to refuse to go after the person who used it??
I've had to cancel my credit card and checking accounts. I've disputed the charges through my credit card company and will let Paypal and the vendor duke it out.
Sandra of Dinuba CA (05/17/08) on 5/15/08 i made a transaction with paypal to send scott $750.00 and paypal was to take the money out of my checking account to pay scott as scott only takes paypal. scott cancelled the same transaction on 5/15/08 because according to paypal it would take 3 to 5 days to pay him out of my account and he did not want to wait. according to the tranaction i made on paypal it would be paid 5/20/08 to scott out of my checking account. on 5/16/08 paypal is taking 750.00 out of my account 1 day after the transaction was cancelled. paypal should have not taken any money as the trnsaction was cancelled.
i called the and ordered them to stop and to refund my account and they have refused. they sent me a email confirmimg the transaction was cancelled and yet they still took my money even after they said it would be 3 to 5 days thay took it out in 1. they also said they would hold my money for 3 to 4 days in my paypal account and then i would have to contact them and get my money back email and no phone call.once the transaction was cancelled that had no right to take any money out since they are the ones that emailed me and said it was cancelled. i want them to put my money back in my checking and i want them to stop and take money when it has been cancelled
they have made a mess out of my checking account and i am afraid they will try and freee my account and my other checks wont get paid
Chris of Ashley OH (05/14/08) Before making some planned purchases online I needed to update my paypal info because I had not used it in a long time. I updated my PRIMARY account with my new account info and deleted my old account. I made my first purchase and everything was fine, so I proceeded to make several successive purchases. I noticed several days later that no funds have been withdrawn from my account. With much dread I proceeded to check my old account. Sure enough five transactions have went through on an account that has a zero balance and I no longer use. I now have $150 in overdraft charges for something I thought I took care of.
I called paypal and they advised me that because my old account was a VERIFIED account it superceeded the new PRIMARY account. I asked how I was supposed to know this. I listed a new PRIMARY account, what does primary mean if not first. I also DELETED my old account. I asked how it still went to that account. He advised me that I deleted the CARD for that account only not the whole account, the BANK ACCOUNT is still active. I explained my frustration with an obviously flawed and misleading system. I was smoothly rebuffed, being told how it was my fault. Having had enough I told him (the manager) where to go. Needless to say I will never use Paypal again, and further more I will urge others to do the same. Who would want to get mixed up with a company that conducts business in this manner anyway.
Lost $150 in overdraft. Lost confidence in online buying.

Robert of Easton PA (04/24/08) I paid $6.59 for Ebay item through Paypal. I specified that I wanted the money to be charged to the credit card I have on file. A message came up urging me to pay instead with my bank account, and I clicked on Continue making payment by credit card. My credit card is also my back up funding source from which Paypal claims it will take funds if the funds in my checking account are insufficient. I called Paypal and got nowhere; I asked to speak to a manager and was put on hold by a customer service rep, who picked up the phone again a moment later claiming to be the manager.
Today I found that I have an overdraft fee on my checking account because Paypal attempted to take the $6.59 from there even though I specified not to! I am now stuck paying an overdraft fee and a $6.59 item is costing me $41.95. What I bought was not worth anywhere near this amount.
Joseph of Suffern NY (04/21/08) On Saturday I received an American Express credit card bill with a charge on 4/13 shown, billed to PAYPAL *SOLANGE 4029357733. I know I didn't pay for anything by recently, and I called AmEx to dispute this charge. Then I logged on to paypal to check my account activity and sure enough it showed NO ACTIVITY in the last month.
So then I called them to ask how I could have this charge when there is no account activity. I was told that this charge was a 1 time charge, made by someone who did not log in to PayPal. Instead, they provided a name, credit card #, security code - all of which were mine - and an email address which was NOT mine. Clearly, someone had my card info and used it fraudulently. I have cancelled that card.
What REALLY puzzles me is why PayPal would PERMIT such an unverified transaction! It is clear that they only served as a way to charge an unknown credit card, because if they had associated that card with my account they would have noticed that the email address was not correct. AmEx doesn't notice anything wrong, since I actually have a PayPal account and they have seen charges from PayPal at some time in the past. In short, a single use charge uses paypal as an easy way to commit fraud without raising suspicion from the credit card issuer. This mechanism that aids and abets credit card fraud should be discontinued!
AmEx says the disputed charge, for just over $200, will be investigated and they will let me know what they found in 6 to 8 weeks. The person I spoke to at PayPal was helpful, and seemed familiar with this kind of complaint. Assuming that the charge is reversed, the major inconvenience is having to cancel my card, and change the card number in every place that has it memorized.
Lawrence of Denver CO (04/05/08) I am an affiliate of the Shopster.com whose shipping policies categorically in not uncertain terms, they will not ship outside the continental US or Canada. I was confronted by a fraudulent buyer on EBAY and notified Paypal not to accept the payment.
Paypal notifies the fraudulent buyer. I don't know if my identity is now subject to theft or not. They have transferred the matter to Paypal UK. For all I know my name and paypal account could be spoofed in the UK and other parts of Europe
Penelope of Raleigh NC (03/26/08) I used my bank debit card to make purchases on ebay through paypal. My card number was stolen by someone through paypal as this is the only online purchases I make. They promise extreme security and their lack of security has caused me not only to lose the item I was trying to purchase, but given me a bad feedback, and the trouble of canceling my bank card and ordering another one. I urge anyone who reads this NOT to use paypal for security reasons.
I have had to cancel my bank card, order another one and wait for the card to arrive. I have lost my good standing with ebay. I have lost the item I was trying to purchase. Paypal's lack of security is directly responsible for this.
Sensei of Rochelle Park FL (03/12/08) My PayPal online activity statement showed there was approximately $10,024.00 after my last purchase of magazines and deposit in March 2008. The $10,000 amount I was careful not to go under as it is the amount I am using as a deposit on the purchase of my first home. I then transferred my balance, on my wife's suggestion that the Euro was higher and might be a better place to put my money and yield a better return. I did so, not thinking anything of it. When I returned to my account, I noticed about $180.00 missing from the account. However, at the time, I believed this was due to a bundle of magazines I had recently purchased. My PayPal statement reflected no other purchases, debits, or charges, and I paid no attention to it. Today, Wednesday, 12 March 2008, I went on line and noticed almost a thousand dollars was missing and immediately called PayPal for them to explain the missing funds. I made it clear to customer service that I saw there were discrepancies in my funds but with no apparent reason for any changes without any documentation to follow.
After looking into the matter I was informed that the missing money was taken in fees for transfers made by me within my account. I requested to speak with a supervisor and proceeded to explain the there were no fees, charges debits or withdrawals indicated on my statement for any services rendered. I also stated that there have never appeared to be any charges for transfers in the past. I was informed that, although transfers are charged at 2.5 percent rate by policy, they are not included in the statement even though there is a fee column expressly made for that purpose which is left empty. No reason was given to explain why the fee column remains empty after the transaction has been logged. I requested that the fees charged be refunded as a courtesy due to fact that there were no fees expressed for the transactions incurred through PayPal. Simply stated, PayPal refused to refund any fees.
As I know, when a transaction occurs in an account it is reflected on the statement to include all fees and amounts in total and explicitly expressed visually; it is never hidden in a bank statement. As a consequence of not seeing nor knowing what had transpired on my account, and due to a lack of information which had been withheld by PayPal, not only did I make the mistake of transferring money but also made the same mistake twice in a row. This is all due to a lack of information, incorrect and incomplete accounting on my statement.
I have lost about $1200 using PayPal as my bank.
Irina of Upton MA (03/11/08) When making a send money transaction, the customer is by default offered to use the bank account, and if more funding options are chosen, Paypal still encourages to use the bank account and Not the credit card. However, this is misleading to the customer because Paypal fails to fully disclose the possible consequences of using the bank account and not a credit card. In my case, I cannot get the refund deposited in my Paypal account for the fourth business day because the funds are somewhere between the banks. Should Paypal inform the customer (me) before I chose their suggested method of payment, I would have paid with a credit card and have the refund go through instantly. Such practices -- not disclosing the potential consequences but instead encouraging to use Paypal preferred method of funding the transaction -- is misleading and unfair to the customer. Paypal should not intentionally lead the customer towards potential problems and/or inconveniences, at least, without disclosing it first.
I cannot use my own $122.90 to pay for something else and have to wait until the refund is completed. The money has left my bank account on 03/07 and is not available for me.
Mary of Roswell GA (03/03/08) The first of December I purchased an item on Ebay that required you have a PayPal account. It was a WalMart gift card valued up to $200. I won the auction at $187.50. I waited and waited - it was to be used as Christmas presents, so when it wasn't received, I had to spend more money replacing the gift card. The seller emailed me twice. The first week he said his aunt had been sick and would sent it on Monday. The second week he said his aunt has died and he'd send on Monday. I emailed him three times with no response, so I entered a claim with PayPal. They sent him an email that said if he didn't send what I purchased by January 7th, they would reverse the charges. On January 7th he sent me a WalMart gift card for $40. I contacted Ebay and asked if this was a legal transaction. He advertised up to $200 - never sent the product - and when PayPal was going to rule in my favor, sends a $40 substitute. Ebay said this was not allowed and was taking sanctions against this seller.
Meanwhile I had to put another claim into Pay Pal. This purchase was covered by the buyer protection insurance. They denied the claim, continuing to charge me $187.50 for a bogus $40 product. There should be some way to protect oneself against PayPal trying to make bucks. It's after-the-fact, but I will not purchase on Ebay and pay with PayPal ever again.
$187 charge on PayPal plus $200 additional charge at Walmart for a replacement.
Donald of Jackson Heights NY (03/03/08) I purchased an item on ebay. After receiving the item, I was displeased to find out that the item was missing many parts. Paypal has always advertised that they have a buyer protection plan. To assure you that you have purchased item with the assurance that your money will always be refunded during a bad transaction. After putting in a dispute with paypal and patiently waiting well over the 30 days grace period, I have found myself reaching out by contacting them over the phone on three events. It seems that paypal claims dept sided on the seller's side for an unknown reason in regards to the missing parts. The seller assured me that there was no missing parts prior to making the purchase. Paypal requested a third part to review the case in question. After receiving the third part insight, they still sided on the seller's side. In conclusion, I think paypal disregarded the 30 day grace period and is promoting fraud through ebay. I feel that paypal does not hold up to it's responsibility in upholding safe transactions.
I am now left with an item in which I now have to pay for additional parts for, or maybe even have to purchased a new unit on top of losing the money that I spend already.
Michael of Lafayette IN (02/21/08) I made a purchase on eBay and opted to use a different method of payment after I had already transferred $650 from my Credit Union account. I attempted to transfer the money back and could not. Pay Pal debited it from my account anyway and is still holding my money. It is not posted in my Pay Pal account.
I have not been able to reconcile my Credit Union account for the $650, and bills are going unpaid until I can get it back from them. I plan to cancel my account if and when I get my money.
Barbara of Greenville RI (01/21/08) This is in regard to the frustration of reaching any Paypal customer representative to update my account so that it includes not only the present Amazon but also to include the future Ebay account. I have spent three hours trying to find a real voice who can update my account. The cause for this time and expense is because customer service asks for my telephone number which I cannot provide because I've moved and cannot remember my former telephone number--neither does my telephone company! I cannot access a human voice, and the internet Paypal was beyond my comprehension.

Someone of There LA (01/21/08) My account has been used by someone to buy things over the internet and having them delivered in a foreign country. Beside the fact that I have lost money, the rest was blocked by Paypal when I filed a complaint, and that was 11 months ago. I still haven't retrieved my money, and most likely never will.
I lost $3200 and of course fear that my ID might be misused. By the way, after posting so much relevant articles about ID theft, it is somehow strange to ask for ID information to be stored in your servers.
Gary of Rosedale NY (01/03/08) Paypal says you can shop with confidence and you are insured up to $2000, but I bought a pair of Gucci sneakers that were very fake. I sent the item back like they asked and nowhere in their emails does it say I had 10 day to ship the item back and plus deliver to the address at that time. So now they are telling me I don't have the item or my $320 that I paid. And they said, "some you win and some you lose." I work very hard for my money and I'm not trying lose it so easily.

Brian of West Bloomfield MI (12/13/07) I was defrauded by a seller who sold me a faulty Sansa c140 MP3 player, which the ad stated carried a 1 year manufacturer's warranty. I paid for the device via Paypal. The device proved defective, but the manufacturer, Sandisk Inc, claimed that the item was not warrantied and that the seller had lied. The seller continued to assure me that the device was warrantied by the manufacterer, but when I demanded replacement he refused and claimed that I broke it. The user likewise listed false contact-information, and could not be contacted by phone or otherwise directly. When I reported this to Paypal, they did nothing, claiming no responsibility, but allowed this seller to continue selling these same MP3 player-model units under the same terms of fraud. Paypal did likewise with other merchandise I purchased which was fraudulently labelled as new, but turned out to be used and broken. As a result, Paypal is guilty of complicity in fraud by facilitating deliberately fraudulent trade-practices even after being directly informed of such.
In addition to economic harm from the lost price of the items and shipping, I lost time in dealing with the fraudulent merchants as well as with Paypal itself, as well as extensive aggravation in trying to obtain justice in fulfillment of my legal rights. I would like to sue for all possible damages including punitive damages for this scandalous mass-fraud which Paypal is perpetrating willfully upon the unwitting global public.
Despina of Brockton MA (12/10/07) Paypal charged my account twice for the same transaction. When I call customer service, they claim they cannot credit my account until 21-30 days have past? Why, so by then I can forget about checking up on those charges? Customer service does not respond back to emails. I could only get through to someone via phone. They cannot explain why they put a duplicate charge but yet, will not immediately refund me or correct the mistake.
Despina of Brockton MA (11/14/07) Paypal restricts customers' access to their accounts by putting a 'limitation' on it without having a valid reason. Because I am 'related' to my brother, my account gets penalized even though my account has always been in good standing. I do not have anything to do with him! My account is fine; why should my account be penalized? Customer service has been contacted many times and will not resolve the issue unless my brother takes care of his account issue. Once again, I have nothing to do with him.
I cannot make any Ebay transactions, cannot sell or purchase and cannot close my account or disassociate my Ebay account from my Paypal because it has to be done through Paypal. I cannot even close the account. This situation has caused a great deal of mental stress and frustration.

I requested a refund for item that was not as described by a seller. Paypal promised to refund money if I returned. I notified paypal by email to let them know USPS Automated Postal Center did not print a Tracking label but the item was sent out.
It's been over a week and no money has been refunded. They promised to refund money once I shipped them item.
Erin Ryan of Charlotte NC (02/27/07) I won a bid on ebay and paid through my Paypal account, I specifically authorized the payment through one account that had funds, double checked before I submitted payment, and three days later the payment was processed through the WRONG account and I was charged an insuficiant funds charge. After speaking with two people at PayPal I was told they did not make any mistakes and would not correct the transaction. I am furious and will not do any business with them again. I have cancelled my account. This company is immoral and unethical.
The payment was submitted to my bank twice and I was charged $32 for each even though there was a backup funds method on file which was more than suffecient for the charge.
Minh Nguyen of Brooklyn NY (01/09/07) I'm positive my story is like many others out there regarding PayPal. I won an Apple laptop on ebay, paid the seller via PayPal, and never recieved the item. I began the resolution process shortly after and checked on the seller feedback- during that time, he started to receive a lot of negative feedback from buyers and sellers alike, with similar complaints of no payment and no item received. Needless to say, PayPal investigated and said they were only able to retrieve $175.00 from him. The seller had two names under his account, Andrew Perez and/or James Perez. I repeatedly wrote to PayPal to ask for an update on this case and have gotten airy statements such as we cannot disclose information about this seller- WHAT DOES THAT MEAN? I want to know specifically what is being done to resolve this and the fact of the matter is, nothing.
My bank reversed the charge and refunded the $935.00 that was taken from me. PayPal has frozen my account, there is a negative balance on my account (which is perverse considering they should really be going after the scammer, not the victim), and are sending me collections emails.
Prashant of Malden MA (10/16/06) Purchased a commodity on Ebay using PayPal but did not receive the product. I proceeded to lodge a complaint with PayPal to dispute the charge after 2 weeks had passed. The seller responded with a tracking number and the status of the dispute changed to 'waiting buyer response', i.e. me. So I tried to respond. But there is NO place to respond. No link, no email address, no form, nothing. And it says that if the buyer does not respond the case will be closed in the seller's favor. So I called ebay, and the lady says, yeah there should be a link there to respond. Now I am amused. The link isn't there because you DONT want it to be there. She then proceeds to give me an email address to send my response to. Can you imagine running a company the size of PayPal and only giving out a way to contact when someone calls you and even then, its insecure, unreliable, good old email!
Needless to say, this is not just in favor of the seller, its like cash. This buyer protection mumbo jumbo is just that: just talk. The buyer is basically sending cash over and should think of it as such. Especially with PayPal on the side of the seller.
BTW, the tracking number says the item was never delivered. But I doubt the folks at PayPal care.

Payment was made to incorrect email address. Seller received payment email but requested payment directed to another email address. Within minutes I canceled the transaction in Paypal. Despite communications with Paypal and the credit card provider at the same time, paypal refused to issue an immediate reversal of the transaction. Paypal informed me that they must receive funds prior to any reversal. Paypal seems to allow no one authority to reverse transactions.
What a scam!

Despite following their instructions to file a complaint with Ebay/Paypal protection services they did nothing for me nor any of the other buyers. The seller was a fraud and Ebay/Paypal protected him!
Ebay And Paypal protection services are a scam and the goverment and better business services should force them to stop their claims. Ebay is risky and users should be warned before making any purchase.

Damage Resulting: We will lose $65.94 in addition to not having the merchandise.

I received an empty envelope from an ebay seller (I should have recieved a 6X6X12 box). Seller disappeared so I filed for buyer protection with paypal. The first question the form asks is, "did you receive anything, click yes even if the package was empty." I clicked yes and explained. Claim was denied because it is now a "dispute of goods" issue, and not a "non-receipt" issue.
Even now that criminal charges are filed on the seller, and paypal has been subpenaed for their info, they still contend that the envelope was "something" and not a "non-receipt".

I purchased merchandise from a vendor using PayPal for protection. Vendor was dishonest, I was deprived of the product that I purchased. PayPal investigated and determined I was due a refund, but said they could not collect from the vendor. Since PayPal charges a fee for their involvement in online transactions, I feel that they should refund me and go after the vendor themselves. Instead they've essentially told me "you're out of luck".

I won 2 Sony Vaio laptop from him totaling $2098. I paid for it and then never received them. I filed a complaint to paypal. Paypal came back with me by saying we admit the other person is at fault but we can't do anything about it because we do not have his permission to give you back the money. Now I owe $2098 to my credit card and so far no one is willing to do a single thing about it.
Son should file the complaint with his credit card issuer, not with PayPal.

Paypal rejected due to the fact it was more than 30 days after the transaction. The supervisor was arrogant and no better than talking to a machine. Refused to give mailing address to the president. Paypal offers absolutely no service after the transaction. They stonewall you and hide behind policies. My worst consumer experience ever. I have an Ebay rating over 150 feedback with all positive. Buyer beware! You might as well send cash.

I have a debit card with PayPal. I have disputed charges against two companies, Paypal has done nothing about the charges except make the problems worse. PayPal is the worst bank debit card anyone can use. Any normal bank would have immediately credited back the charges and investigated the consumer's compaint.
I disputed Hotel Charges and PrePaid Legal Service charges. It appears PayPal thrives on being rude and non concerned about customers. If there are any left down the road I will be amazed.

I purchased my first item from paypal and had trouble sending it because the seller would not send products to an unconfirmed address. Finally, my address was confirmed and my payment was accepted. Recently, I checked my checking account and realized that paypal withdrew two payments of $37.10. After I wrote them about the problem, they wrote back that they only withdraw what is approved by me.
I wrote them back on August 12 stating I purchased one item for $37.10 and to please contact me immediately about this. I followed up on August 14 for a response and have not heard anything yet.
I will cancel my paypal and probably not trust any business transaction on the internet again. I just feel they were rude in their response and not very responsible in their business dealings.

Someone fraudulently used my credit card to pay themselves cash, using PayPal. I did not have a PayPal account prior to this incident. PayPal refused to give out the payee's information; not to me or the credit card investigators. They stated that they are protecting the privacy of the individual (who used my card illegally). Basically PayPal used my credit card without my permission and is taking NO responsiblity to hold those accountable for the fraud.
I may have information that can lead to the person doing this, however I can't be sure unless PayPal cooperates. Also PayPal helps perpetrate these crimes by NOT doing anything about it. Someone is using my identity and PayPal is helping them do so. I want closure, even if it is shown that the payee is a fake person or that money was delivered to a mail drop.
Brian should contact the FBI.

I recived an email form what I thought was from PayPal, a name I knew. The ad was for a camera at $19.95. All I had to do to receive this deal was to join PayPal. I did so and entered my credit card number. The ad said to allow 4 to 6 weeks or delivery.
After 7 weeks I filed a complaint with PayPal, a lengthy process. They say it takes 30 days to research a complaint. After the 30 days their response was that I should contact the seller. Well the only address I had was PayPal. After more emails they gave me an email address of creativemarketing@prodigy.net. This address is not a good one.
I told Paypal that the address is no good. Now they tell me that that account has a $0 balance and there is nothing they can do. If they are not invoved in this I think there is plenty they can do. Where did the money go? Who did they send it to? I would never have gone for this offer except for the ad saying it was PayPal, a name I have heard good things about. Their answer to that was that they have no control over how their name is used.

Over one month ago, I paid for a laptop computer through PayPal. The seller substituted a computer that does not match that specified in our correspondence or in the PayPal payment itself. After waiting an entire month for PayPal to investigate this transaction and issue a refund, they have denied my claim. According to their message, because an item was shipped and received, they will not get involved in disputes over the "attributes or quality of goods received."
What if the guy shipped me a box with a toaster inside? It appears that PayPal cares nothing about protecting legitimate buyers from people like this! I have a laptop computer waiting to return to a fraudulent seller and I'm out the $530.00 I could have spent on a suitable laptop. This seller is insisting on a 25% restocking fee even though I never received the item I paid for in the first place.

I made my first and what will be my last transaction using paypal yesterday. I had finalized the purchase of herbal remedies with a company in the Philippines on Monday. The company advised me to use paypal as they had used it before.
To make this story as uncomplicated and short as I can: I wanted to send a payment of $50.00 using my Mastercard debit card. My account has been debited twice but my recipient never received any funds at all. Trying to deal with paypal about rectifying the situation has become more and more infuriating. Paypal needs to be investigated or audited - something's not on the up and up with them and they distance themselves effectively by sending cold-blood e-mails saying "in response to your inquiry, please note that for security reasons..." What kind of "security" did I receive when using paypal?
I am out $100. I will not receive my order. My nerves are shot trying to deal with this situation while I am at work.

Account arbitrarily suspended. They held funds ($158) in my account with no way to gain access to either pay bills or get refunds despite several emails. No resolution 30 days later. Credit card on file arbitratily suspended without notice or reason. Other cards submitted to obtain funds they held in my account frozen because of system problems on their end in veryifying cards.
I checked with my credit card providers and they verified that no queries had been received from Paypal at all, let alone any refusals issued. 3 emails sent with boiler-plate responses to try another credit card. Finally managed to connect a bank account to their system and withdraw most funds and they charged over 20% for the service.
Terms of service arbitrarily changed: I am now trying to close my account for good ($8.40 remaining) but the minimum withdrawal they will accept is $25.00) and they will charge $20. for this service. Numerous other complaints about this company are starting to appear in my emails and on eBay.
I had several auctions where I had agreed to paid by or receive funds by Paypal, which is acting as a quasi-bank, and had to scramble at the last minute with much loss of face to clients. If you encourage a client to accept a method of payment that you can no longer fulfill, he figures for sure you're a deadbeat.

I have had nothing but trouble from Paypal.com and unfortunately for me being both a purchaser and seller on Ebay, it is very convenient for all to use. The first problem I had with Paypal was right before Christmas.
I made several transactions for purchases and a few days later, I received a statement from my bank showing overdrafts and overdraft fees of $450.00. This was because when making a transaction, Paypal took the money directly out of my bank account, but also put a hold for the same amount of money on my credit card (for their protection) which was my debit card. Because I used my debit card, there was a double hold for each transaction on my checking account.
When I went back through Paypal to see if they had indicated that this would happen, I had to go through 4 windows in order to see that they did state that a double hold would occur. If they had written out their policies on paper, the debit card info would have been so small, I would have needed a magnifying glass to read it. When I informed Paypal of this and to see if they could reimburse any of my overdraft fees (since I technically wasn't overdraft), they were not sympathetic at all and I had to call them everyday for two weeks before I finally got a live person in accounting who would tell me this.
The second problem I had with Paypal was on 12/28/00. I had a 'gift card' which is a Visa Card with a set amount in my account. I tried to make a purchase using my gift card and when I entered it into the computer, it would not allow that credit card and cancelled the transaction. No problem except that the $50 I had in my account is now on hold with Paypal for 5 days and they won't release it, even though the transaction was null and void and was never completed. I am very frustrated with them because although they do state on their website all of the info you need, it is hidden behind so many windows that unless you specifically know what you are looking for, it could take you forever to find it. By that I mean the debit card (or instant purchase) info vs. what they call an e-check.
Also, when you go to make a payment to anyone, Paypal automatically defaults to the instant purchase (which causes the double holds when you use your debit card) and you have to go manually change which type of payment you want to make. It can be tricky if you don't know what you are doing and I think that consumers should be aware of the problems.
I don't think I have to tell anyone of the emotional stress I was caused by the $450.00 overdraft fees for holds which were not taken off my account even though the transaction amounts were taken out of my checking account immediately and paid. (I had plenty of money in my account, but not enough to cover double what I charged)

I used paypal.com to pay for an auction. They paid through my checking account instead of billing my Visa. In addition to billing my checking account, they put a hold on my Visa for the same amount. After the transaction went through and the money was debited from my checking account, they continued to freeze my Visa. I have sent 4 emails to their Customer Service contact information and no one has responded. They do not list a telephone contact, nor are they listed in Palo Alto, CA directory. I have received extremely poor customer service.
This event has resulted in bank finance charges and a hold on my Visa for the entire weekend (one weekend before Christmas and much shopping left to do).
