I have a paypal account to use for ebay purchases. its Verified, linked to my bank account and to a credit card. I havent used it for two years but recently decided to bid for a navigation system on ebay. I go to paypal to see how much money is in my account- 2 and change. I see they have LIMITED my account. It says they think it was accessed by a third party in August of this year and tells me that by changing my password, email account password, and other contact info I can have the Limited status removed. So I do so.

Then they send me an email that says while there are inherent risks in any business that as of Now they are my business is so risky they will not do business with me and they are TERMINATING my account. OK I have not used this account for 2+ years. I have been a memeber of paypal and ebay for almost ten years. I have never had ANY complaints. NONE. So I call on the phone. They will not tell me ANYTHING. I call back they put me in telephone limbo. I leave a message. NO return call.

I call them again. Same result. I leave a message, no return call. Meahwhile Im calling coast to coast for them to put me in limbo while transferring me to a Supervisor. As of now Ive had it with Paypal/ebay. I dont ever expect to see the funds remaining in my account.

Ive been branded a crook for no reason. Im out 2 and some change. I basically cannot use Ebay without paypal.

Bought an item with buy it now on ebay. Vendor changed description from lot of 10 before mistakenly didn't check description again I can't proove it with out log checking history of page can't proove it. What I can proove is vendor waited 4 days to respond to my request to send the advertised POS (point of sale) screen stating he already sent the item so it was too late.

UPS delivered the item to somewhere sure I didnt get it. Vendor sent arrogant remarks including my english refusing to file a claim accusing me to be a fraud.I am offended. I have perfect feedback. Paypeel refused to act professionally on buyers protection program which is valid IF BUYER DID NOT RECEIVE THE ITEM. second complain went with out a response

I filed claim to the bank, filed complain with FTC. Now my paypal account is limited due to chargeback. can't do business with ebay.

I've been called a fraud publicly! Damage to my reputation. Emotional Distress from all this lots of headache and the deprivation of opportunity to continue business on ebay. Paypal with their unfair business policies.

I made a purchase from Ebay and paid 58.88 with PayPal a portion of which was paid utilizing a 25.00 rebate (from the Credit Card). 1 1/2 weeks later I received an email from Ebay stating that they removed the item because the person/company violated their policies and I should dispute the transaction. I opened a dispute with PayPal stating what happened, that I paid for the item but never received the item purchased. After 2 weeks I received an email confirming that the dispute had been settled in my favor and I would be reimbursed.

However, they only reimbursed me 28.88 and not the 25.00 rebate. Today I called after much problems in trying to speak to someone at customer service and I was told that the 25 rebate is available at their website when I check out. But it isn't. Yesterday I paid funds from my PayPal account using the 28.88 but the rebate wasn't there for me to utilize.

I am out 25.00. [During this economic downturn, that is a lot of money for me!]

this complain is about a refund of 61.49. PayPal refunded the money on Aug 01 2008. I don't have any refund in any of my accounts. I have more than twenty e-mail regarding this matter. Pay Pal can't answer to what debit card they refunded the money or what happened to the money

I don't have the refund money and I bought thew merchandise in another place while ago

I purchased a computer from a seller on ebay for 1317. I came to find out that the seller was a fraud, I contacted Paypal. Paypay stated to me that they are holding the funds and they will issued A refund to me the next day, however, paypal refused to recover my money or issue a refund as they promised.

This is the secound time paypal, has allowed someone to take scamed me. I want my money back in the amount of 1317. Paypal also owed me 823 in the first case. Paypal owes me 2140. I also want to sue them for 2,000.000.00 for pain and surffering for what they put me through.

Paypal sent this email to me.: After careful review, we have concluded our investigation of the Buyer Complaint described below. We have decided in your favor, however, we were unable to recover any funds from the seller's account. As stated in the PayPal User Agreement, recovery of funds associated with a Buyer Complaint cannot be guaranteed. Please know that we will make our best effort to recover the funds in question if they become available in the seller's account in the future and will take appropriate action against the seller.
