Listed itme on ebay, Item sold and was sent with Confirmation. Buyer received item. Buyer later complained item no as described. Itme was clearly described but Pyapal refunded money to buyer after 1 month of holding funds. Ebay allows Paypal to determine if the listing was as described or not. Item was described per ebay rules with full disclosure as required by ebay "in the stly of or after".

Even with the disclosure per ebay rules, Paypal overrides these rules and determines it own findings and issues refund regardless of the ebay rules placed on Sellers. Ebay and Paypal have created a "MONOPOLY" with thier system, voiding out Millions of Dollars to the United States Postal Service by not allowing use of Money Orders as well as other services for payment such as Google Checkout, Personal Checks, other Store Purchased Money Orders (AGI, American Express etc.)

This Monopoly has turend Criminal on Paypals part by Holding Funds and allowing buyer fraud. Paypal and ebay will not follow there own rules and those rules conflict each other. Paypal should be investigated by United States Attourney General for "Monopolizing" the online auction site and Payment Systems.

I have tried to log into my account for over a week.The computer rejects my password. As a further security check when asked my Mothers maiden name they indicate it doesn't match their records. Repeated e-mails to PayPal and 4 phone calls and all I get is computer generated standard replies. No one will step up to the plate and help me.

Paypal routinely ignores balance on hand and debits the bank account for the ENTIRE AMOUNT when paying a paypal bill that exceeds the amount in the paypal account. Sleazy. Unlawful? This means if Paypal is holding 999.99 and you make a payment of 1000.00 using Paypal, they debit your bank account for 1000.00.

See their email: I am sorry to hear about this situation, and understand your concern regarding why the full amount was debited from your bank even though you have a balance. I am more than happy to assist you by checking into your account. Please be aware that if the amount of your purchase is equal to or less than the amount available on your PayPal balance, the entire purchase will be funded by the PayPal account balance. In the event that the purchase amount is more than what is available on your PayPal account balance, the entire amount will be funded by your bank account [via eCheck funding method] and the funds in your PayPal balance will remain untouched. If you have a debit or credit card to your PayPal account, your default funding method will be changed from your available balance, bank then credit card. We appreciate your patience and understanding regarding this matter, and wish you continued success on PayPal.

Paypal debited my supplementary bank account causing a negative balance. Sleazy. Illegal?

I bid on an item on Ebay. Ebay canceled the transaction but took my money from my Pay Pal account and gave it to the fraud in China who goes by the name of Yang Ke. The guy sent me counterfeit scarves. Ebay promised my money would be refunded within 30, but it was not. The fraud got to keep my money because he had proof he delivered something to me.

I'm out 80 bucks and some nut in the Peoples Republic of China got my money for the cost of some postage and some fraudulent merchandise. Ebay takes no responsibility for anything and Pay Pal says all is right with the world. Pay Pal and Ebay guarantees are as legitimate as Burberry scarves from Yang Ke in the People's Republic. They all conspired to rip me off, and it worked!

A buyer purchased an item from me- I shipped it to them- it came back to me. The address I had shipped the package to was verified through PayPal-the person has moved. It cost 15 to ship the package. I contacted the buyer, told them if they wanted the package shipped again- to their right address (they moved and did not update it) they would have to pay for shipping again.

A dispute was opened with PayPal- they found in favor of the buyer as they said that the buyer did not have the package. I asked about my protection through PayPal and their verified address system- they said that this was a one off situation and I was out the money and they would not refund the money to me.. it does not make sense. The buyer used a wrong address- admitted it- and PayPal refunded them their money. This is a policy that needs to be changed..
