eBay - Misrepresentation

I am extremely disappointed that neither Ebay nor Paypal wants to take responsibility for my issue: I purchased an item which was not at all as the seller described it. It was described as "in like-new condition" and in fact it is old, filthy and unwashed.

The seller admitted as much in an email to me. Yet, Paypal refuses to refund the money. I can only conclude from Paypal's response that Buyer Protection is a fraud and therefore they should not offer such bogus protection plans to customers when they are unwilling to honour it. Ebay idea of resolving this was to direct me to Square Trade, where I would have to pay $20.00 to get back $15.00.

Transaction with seller went bad. I received item that was not what I ordered, spent $400. Went through all steps eBay asked me to go through (I have all emails from ebay and seller), yet it was interesting that they would deny me due to "timing". They would tell me to do something, I would do it, then they would tell me I went out of the designated timeline to file. They asked me to spend more money on the item to get it appraised I offered to send the item to eBay, that I shouldn't have to spend MORE money after all the whole thing could have been eliminated in the beginning if eBay did what they said they would do ... mediate the transaction.

I'm out $400, have a ring that doesn't appraise at that (plus it is the WRONG SIZE) (two different jewelers just looked at it and came to that conclusion.) I wasted many hours with eBay through all the steps they asked me to take. Very frustrating, time consuming and costly to come up with all the emails, copy them, mail them etc.

Now another transaction has gone bad due to timing. Someone cashed a money order I sent 5.5 months after I sent it, I never recieved the product and eBay won't help because of it being after the designated allotted time to report it. They don't help at all.

Damages: Husband has no wedding ring. The one I purchased was sent two sizes too big plus a piece fell off of it. Ebay did little to resolve issue and cut me off. I am out over $400. Also, someone took my money order, claimed they couldn't cash a US money order in Canada, although the specifics stated US money order, the seller waited until months passed and told me to go to the post office and get issued a new one. I did. Then the post office sends me a due notice stating I cashed both of them. The seller went ahead and cashed the money order and did not send the product. I am out $26 and no product and eBay won't help because this swindler knew to wait past the eBay timelines to report complaints.
