Capital One is gouging the public in any way they can - it's disgusting, especially in the current economy. In March to April 2009, my interest rate was 7.47% with a balance of $14.09 (payment was due by May 20, 2009, which I paid online). I put some charges on the next month (urgent care, etc.). I recently looked at a paper billing notice and as soon as the charges were put on, they increased my interest to 15.90% - outrageous! I have excellent FICO scores (700-800) and they more than doubled my interest rate without advising me of it. Today, I took money out of my savings (I am currently unemployed, a senior and need to save as much money as possible in this bad economy), just to pay off the $617.52 I owed them.

A few years back, I sent in my payment on December 9th (payment was due December 19th). They sent me a letter stating that they received my payment on December 24th and charged me a late charge - unbelievable! After a couple of months and talking to at least 3 or 4 reps, they finally waived the late charge; however, on the next statement, they raised my interest from 8% to 16%. I firmly believe they held my payment so they could collect a late charge and raise my interest rate! I have had my Capital One credit card for about 10 years now. I was never late and I have excellent credit standing. This has got to stop! They are ruthless! Thank you for anything you can do to help. I would especially like to know of any class-action lawsuit against Capital One that I might be able to join - with pleasure!

I have two credit cards with Capital One. I pay by phone, which has a fee. Several months ago, I noticed a merchant's charge of $72 which sent my account over the limit and with $39 over the limit fee. I called Capital One and they resolved my dispute canceling charges. This happened again just this past July. This time, I called the merchant with 1-800 number. They said they did not have me in their database. I contacted Capital One, asked why they would let a merchant's charge send my account over my credit limit. I was told they always approve merchant's charges. I thought I cannot go to any store and charge any amount past my credit limit. I am guilty of not looking at my statement every month. I am wondering now, how many times I have been over charged with over the limit fees.

We have paid our bill on time every month. We also pay extra. Imagine our surprise when we opened our statement and our interest rate went up 10%. When my wife called, she asked if we had done anything wrong and they said no. When pressed, the girl said she would ask her supervisor if there was a way to lower the interest rate. The supervisor said yes but he would have to talk to my wife. They left her on hold for 30 minutes, so she called back. When she got a hold of a supervisor, he told her there was no way to lower the rate. He said the reason was the "bad economy". When I got the phone, the supervisor was in their rehearsed script of I-am-sorry-I-understand in broken English. I talked to him for 20 minutes and that is all he said. He would not give me any answers and would not refute the fact that the loyal customers have to pay for the ones that don't pay. The call ended with us canceling our account and vowing to let as many people as possible know what a sorry company Capital One is. I have never had this kind of treatment from any other card company.

Capital One is harassing me and my family. They call myself and family members everyday of the week more than 5-10 times a day from a variety of different phone numbers: 888-748-4956, 800-955-6600, and 757-483-4840. They have disclosed account information to my family members that has left me in a bind. Now my family members are questioning me about my personal business with Capital One. They need to stop.

Unauthorized charges, attempted to resolve, continued to add charges, harassed me constantly at home, several different individuals calling throughout the day, constant calls at work while teaching my class or messages left in the office. Consequences: constant nervousness and embarrassment on my job and also while having visitors during the summer, asked them to discontinue repeated calls.

I asked for a Visa card, I got a MasterCard. I asked for a cash-back card. I got a Platinum card without cash-back rewards. I asked for a no transfer fee of a Bank of America balance. I was charged $211 and change to transfer the balance. Your representative told me that the Bank of America balance would be transferred within 48 hours. It took two weeks. I had to stop a check to Bank of America and have it paid to Capital One. I called the company to have your errors rectified. I spoke to eight people, all of whom gave me the same script about understanding my frustration and thanking me for being patient while they put me on hold. This occurred over a period of two hours. This is what happened:

Raleigh tried to sell me my credit report information, I declined. Susan could not help me with my complaint about the transfer fee and knew nothing about the Capital One online advertisement. She insisted upon getting my cell phone number as a secondary phone number. Natalie ** told me I would have to wait for 45 days to start the process over again for a Visa card. Samantha, a supervisor, disconnected me after an hour on the phone. Linda, an account manager, told me I would have to wait 90 days to start the process over again for a Visa card. Nehar, a supervisor, said he could not rescind the transfer fee. Sabio, a supervisor, said he could not hear what I was saying and had no way of calling me back because the telephone allowed only incoming calls. Chris, an account manager, deleted the transfer fee and gave me the Capital One mailing address for my payment.

The bottom line is I do not want the card, cancel my account. You tout your company as being the best. I am very unimpressed with the lack of customer service you have shown from the outset of this transaction and foresee additional problems.

At last, Capital One joins the ranks of other banks rewarding their loyal-paying consumers by either raising their interest rates or lowering their available credit limit. I opened my account back in 2003 and have paid loyally ever since. I even paid my balance down from 90 to 60% of my available balance in the last 6 months. I received a phone call last week that they were lowering my credit limit to $400.00 above my balance, which puts me right back up there to 90 plus percent. Concerned, I checked my credit scores (mid 700s), my debt ratio (40% of income) and my credit report to see if something was wrong. Nada! In fact, Capital One showed me as paying on time as agreed for the last 24 months.

Like the rest of you, C1 probably would have raised my rates instead of lowering my limit if they thought possible but since my balance was from a transfer with a locked rate of 6%. I guess they figured it might give grounds for a lawsuit. I could care less about ever using their services again. My concern is the snowball effect that this will have on my credit. Now C1 will report a 90 plus percent balance of available credit to the 3 reporting agencies, which will in turn lower my credit score and prevent me from getting credit elsewhere. Hmm, maybe that is their plan or maybe the saying holds true - misery likes company. Capital One's definition on rewards card takes on new meaning. Let's reward our faithful, longtime customers who pay on time by increasing their rate and write off the debt of those who do not.

I simply forgot to pay my account before going out of town. This was the first time ever. I called Capital One to report I was late and would send payment in. I have always paid this account as well as all my accounts more than the minimum payment and on time. I received my statement with a late fee and an interest rate of 11%. I made one mistake and there is no forgiveness not even a first time.

This is unacceptable, I know I am a good customer and pay my bills responsibly. They were not willing to take the late fee off (oh I forgot they would take $10.00 off). Anyway, I am going to close and pay this account off. I'm sure there has to be a good company out there who is just waiting for a customer who pays their bills on time every month. Everyone forgets sometimes!

Never again would I ever do business with Capital One! I have since learned with age and now own no credit cards. Every other credit card I had was no problem to close, except for Capital One. I had to call four times, and let's hope that is all to get it closed. Every time, I was connected to a person who spoke broken English and promised that they would take care of it. Twice, I received bills stating that I owed the annual fee and then a late fee. On my fourth call, I had to be rude and persistent to get to a person here in America. They better hope she does what she says, since I was on the phone for close to an hour. Capital One is a great model of everything that is wrong with America - people promising to do things and then not!

My credit card account was settled with Capital One through their collection department and another entity, Nationwide Assets. Capital One took the payoff, subtracted it from the original balance, and has since (mid-2006) claimed we owe them the balance left over instead of setting the account to zero as every other company does when a settlement has been reached. They have sent collection companies on us since this, and I have called them and asked about it, only to have them say, "Oh, well, I am not sure what was done. We need to send this over to XYZ." The last conversation with them was late June 2009, and still, nothing has been done. Capital One reports to all three credit rating companies and reports each month. We have a now $4K balance still owed. It seems that they will never handle anything professionally or properly.

On 6/22/09, customer service rep Monica informed me there was no balance transfer fee, no transaction fee, and no interest for the first year on my new card that I had called to activate. I transferred a balance that day in the amount of $7,891.51. The first bill I received from Capital One had a transaction fee of $27.09. I know it is a small amount but I was told "no fees."

I called Capital One to complain and was told by Nichol, in a very heavy Filipino accent, that the actual agreement said otherwise. I asked to speak to a supervisor and was transferred to George, who repeated the same thing as Monica. I dipped into our emergency fund and sent Capital One the full amount minus the transaction fee, which I don't think I should have to pay.

I went online to pay my monthly credit bills with Capital One and noticed that if the bill was paid after 3 pm EST, it would be considered the next day. I continued on, and my payment was accepted. The thing that bothered me the most was that the payment had been accepted for that day, but I was still assessed a $39.00 late fee on each of my cards. What I do not understand is that it used to be 5 pm EST before the payment was considered late. There was no mention made of the new online time change when making a payment. When I called Capital One to get the late fee reversed, I was told that this was the policy and that there was nothing that could be done.

We have had a Capital One credit card for many, many years. We have never been late or missed a payment. They sent us a letter stating they were going to increase our interest from 13% to 29%, but we could opt out of it on the balance we had. We opted out the day we got the letter. Today, July 29, we got the invoice that states we are to pay 29% interest. We called them. They agreed that in our records it shows that we opted out; however, because of economic times, they have raised our interest rate. They refused to honor their own opt out; they refused to drop our interest rate back to 13%. The rate of prime is less than 5%, yet they are charging over 24% over prime. That is robbery. We will cancel the card and pay off the balance.

We had to change bank accounts because of the fact someone has been using my daughter's name. But this company can't seem to get to understand she is a minor. I am at my end as to what to do with this matter. I am angry and frustrated as she is not even old enough to stay home alone yet they want to speak with her regarding a credit card. My husband and I are recovering from him losing his job last year. So, I have gotten behind on my Capital One payments. I have spoken to them numerous times about filing a financial hardship to cancel the card and set up a repayment plan that I can afford. But their suggestion of a repayment plan was absolutely ridiculous. I told them if I could repay that amount in three lump sums, then my card would be paid off. What happened to working with the customers? I am willing to repay but in a reasonable manner. They are constantly calling from collections and I tell them the same thing over and over. They are not listening. What happened to all this bailout money they received? They are not helping me with it. Now, I have accrued late fees and past due amounts that has added an extra thousand to my balance. This has ruined my credit because they are not willing to work with me.

I have had a Capital One card for a long time. In February, I was laid off and called Capital to notify them that I needed to arrange a payback schedule that I could afford. They told me that since I was not in arrears, they would not work with me. So I made payments that were less than the minimum payment for several months and finally, Capital One Collections called me.

At that point, I had withdrawn my 401k and was using that in combination with unemployment to try to hold out until business would come back and I might find work. When Collections called, they said that if I could pay x to bring the credit card up to date that I could then negotiate a payback schedule. I did that last week. I just called Capital One, who informed me that since my card was up to date, I was not eligible for any payback options or plans. I talked to 7 people, had to repeat the story 6 times. When I asked one lady what her name was, she hung up on me.

Of the many credit card companies I am dealing with, Capital One far and away has been the worst one to deal with. Second worse was Diners which is another Chase card. Diners used to be my favorite card. At this point, I don't see any choice but to make the payment at Capital One that I can afford and then wait for Collections to call me again. I would take out an advertisement to warn people about them if I could.

I received a letter of collection (a settlement letter) from CBCS who represents North Star Capital Acqusition LLC with the original creditor, Capital One. In response to the letter, two written correspondence have be sent asking CBCS to provide the following information:

    1. A copy of the statement be forwarded that details the transactions, dates of the transactions and locations of the transactions;
    2. Any information that verifies Capital One attempting to contact me concerning this debt that I currently have no knowledge of;

    3. A copy of the application requesting the line of credit with Capital One of which this debt is associated.

The information was requested because of me having no prior knowledge of this debt. As a result, in order to verify that the debt is, in fact, mine, I am requesting this simple information. CBCS has failed to reply to my request. I have written a correspondence to the Florida Attorney General's Office, although I am unsure if this falls under their jurisdiction. I, too, have been a faithful, on-time customer of Capital One. All of sudden, I began receiving statements with late fees. I called and their reply, "We didn't receive your payment." I opened an account online to make sure my payments were on time. That lasted a year when I noticed a late fee on my statement and I had my guns loaded. I blasted the representative with proof and the late payment was deducted a month later. Then my interest rate went from 11.2% to 18%, I was furious. Calling did no justice because of the economic status of the U.S. I've been paying more than what's required and for some reason, the balance is five dollars or maybe eight dollars less. Nevertheless, I will pay Capital One off. They sent me checks every statement with a low interest rate and I used a couple of them, but had that funny feeling about using them and declined their offer after that. I am highly disappointed in Capital One.

I was charged a $60.00 membership fee on my July-August statement and requested to have the fee waived. My request was refused. I explained to Stacie that when I first signed onto Capital One, it was explained to me that if I showed "good faith" and paid my bills on time and established good credit with Capital One, then any membership fees would eventually be waived from my account. I have had the Capital One account for 9 years and have established excellent credit with this company by paying my bills on time (every time). They have increased my credit limit without my request because I was told I was an excellent customer.

I have kept up my end of the contract. Now they are in default of their commitment. Isn't that fraud? In other words, if I maintained a good credit rating with Capital One, I would no longer have to pay an annual membership fee. For 9 years I have established an excellent payment record, but I am still being assessed a $60.00 membership fee. Membership fees are still being assessed to my account despite the fact that I have been an excellent customer in paying my bills on time every time. I feel as though Capital One is representing fraud. I have abided by the original contract for 9 years, but Capital One will not abide by their own words.

After a good 8 years of having this credit card, they've suddenly upped the APR to 30.03%. I've never missed a payment or gone over the limit or had it refused. Now, they take the mick by doing this. Within 1 hour of opening the letter, the account is closed and the balance transferred to a card with half the rate. Bad boys. This would cost me money in a recession when they are advertising 15.9% APR's. Last card I have with them, so much for loyalty.

Absolutely worthless card, literally. I gave up on using the card because of the amount of time it has been declined due to zero balance available. My payments were constantly being held indefinitely. Why, you ask? Did you bounce a check? Consistently late or overlimit? A registered sex offender? Nope. The gerbils at Capital One customer service say the system holds my payments if they are too large or more than once in a billing cycle. Repeat: They take my money, given to them free and clear through an ACH billpay, and sit on it because I pay too much and too often.

Capital One charges fees if the account is $0.01 overlimit, or 1 second late. And then uses RICO tactics to dissuade customers from ensuring no fees are paid. My last (and final) episode: An ACH payment on July 8 was still being held July 25. After my card was declined, I called and at 9:00 pm on a Saturday I was told they needed to call my bank to verify funds, on a two-week old ACH transfer!

I also tried to pay my bill on-line. But since I don't have a card, it wouldn't let me access it. This would have been no fee. Then, when I tried to pay it through my bank, there was a $10.00 fee charge.

I hadn't paid on time in the past and was charged late fees and handling charges. I am able to pay on time. But since they won't let me without charging a fee, I will have to take my chances and mail the payment in. Why do they make it so hard to pay a bill?

I have paid my bill online for the past two years, but last month, I tried to pay my bill online and it wouldn't let me. I tried again a couple of days later. On the date that I called Capital One to find out what the problem is with their payment site, I was still current with my payments. However, when I called, the customer service rep. said she would be glad to take my payment over the phone and not charge me a fee. She told me that I would be charged a late payment even though I protested because I was not late.

The payment site says that if you make your payment after 3 p.m., it will post the following business day. But I tried to explain to them that I had been attempting to pay online as I did every month but she said, "Wait until next month and then call when you receive your next statement in the mail." Well, I did call and I was told that my payment had more than doubled, because I was being charged a late fee and because the late fee put me over my limit, that I was also being charged for an over the limit fee plus the monthly member fee.

I attempted to explain to them what had happened and they agreed to take the over the limit fee and the late fee off the bill the following month. But this month, I would have to pay more than the double payment. I explained to them that I am on social security disability and that my one check has to pay all of my bills for the month. One fellow I spoke with, a Walter who said he was in another country, was very smart with me and told me that I needed to start paying my bill by mail. I explained to him that the previous month when I had tried to pay my bill online, their technician who I was later transferred to told there was a glitch in the system at that time. But he said he didn't care and I should start paying my bills by mail. I pay all of my bills online and this is the first time I have ever had this problem.

I have had a Capital One credit card for many years and did not use it until my husband was laid off from work and we got a little bit behind. They sent me check after check to use on "whatever we needed". Sadly, I did use the checks to pay the house payment a couple of months in a row. Then down the road, I noticed a huge rate increase. I called them and they stated they could do that, even though I had made my payment on time each month, actually paying more than the minimum payment. Then one month, my bill had slid under my car seat and did not realize I had not paid it until I received a phone call from a collection agency stating my bill was 3 days late. Yes, only 3 days. The harassment started from there.

The gentleman on the phone tried to tell me that the month before, I had not made my full payment. Then I was very upset and asked to speak to a supervisor and got a lady by the name of Davia. She stated that the first gentleman I talked to was incorrect and that I was just 3 days late on July's payment. When I asked why it was with a collection agency, when in the past I had always made my payments on time, she stated that even 1 day late and it goes to the collection agency. Then it gets better. Then she started harassing me, telling me I only pay the minimum payment each month and that is not enough. I told her that was none of her business on how much I paid as long as I was making my minimum payment. She said it was her business and that I needed to pay more than the minimum payment every month.

Then she went on to demand I pay the payment I was 3 days behind on, the next month's payment that was not due for 25 days and also a late fee. She said she would remove the late fee if I did this over the phone with her. I said I would pay this online because I wanted printout proof that this had been paid as I did not trust their company the least bit. She agreed to this and I have a printout with all the information, her name, etc. We will see if she really took the late fee off. I know 3 other people that have had this same experience. Back in February of this year, Capital One sent us a letter stating that there was going to be a change in terms happening with our account. We called Capital One to discuss these change in terms in depth with a customer service representative to see if we could either change their mind regarding the terms or opt out as the letter indicated we could. Upon speaking with the representative, we were informed that the change in terms would only apply to new purchases and that our current rate of 4.9% would not be affected as far as our current balance was concerned. Seeing as we were trying to pay down the card and weren't using it anyway, we decided not to opt out hoping that at a later date the 15.99% charge for new purchases would lower to a more sensible rate. As it turns out, we decided at the end of May to close the account; however, when we got our July statement, we were shocked to see that our minimum payment was $534.00 a month and our APR had soared from 4.9 to 15.99%.

We immediately called Capital One to ask why and were told we didn't opt out of the change in terms; therefore, our rate was now 15.99%. We then explained to the rep the conversation we had with the previous rep back in February. She then asked us to hold while she checked the transcripts of that call. When she returned, she apologized profusely saying that indeed we had been given the wrong information; however, she told us there was nothing she could do. We then asked to speak with her supervisor and he too confirmed that we were given the wrong information and said that there was nothing he could do either. We were then transferred to an account specialist who also agreed we were given the wrong information and she too could do nothing.

She informed us that we would have to request an investigation and fax that request to their customer relations department. So we drafted a very carefully worded letter asking that they please return our rate to 4.9%, considering that it was information given to us by one of their employees that influenced our decision not to opt out because had we been given the proper information about these upcoming changes we would have. Unfortunately, we received our answer this past Monday, 6/20, telling us that they sent out a letter informing us of a change in terms and we were stuck with the new rate. We were outraged over this and immediately called them, only to be told by the last supervisor that basically they were not responsible for the actions of their employee’s errors in any way.

When we asked to speak with her supervisor, we were told her supervisor doesn't speak to the public! We then requested copies of all the phone transcripts since the beginning of the year so we could include them in a letter to their corporate office pleading our case and were told to hire an attorney and subpoena them! We had held this card for more than five years. Never were we late or missed a payment and this was the treatment we received? We have endured multiple hardships the last five years and cannot financially pay this bill at this rate. We are currently sending partial good faith payments in hopes that this can be rectified; however, between the new rates and finance charges, the card has already gone up at $1000.00. In short, we will not be bullied by Capital One into paying more than we should. We have nowhere else to turn. Please help us.

By the time that I was trying contact all our creditors, I had forgotten about Capital One because we were no longer receiving bills or any type of correspondence from them, until the first part of June when we received a letter from an attorney's office saying they had now taken over as a collection agency. In an exhaustive effort to determine what had happened, Capital One had placed (they did this, not us) a cease-and-desist order on our account and now say they cannot do anything about this. I moved a large balance from another credit card before the change in terms took effect, yet Capital One is refusing to freeze my terms and close the account citing that I had my chance. I pointed out that I hadn't received their letter and no statement before or since has indicated the change in terms with the exception of the Finance Charges section after the change in terms had taken effect. She simply said that Capital One would not change the interest rate and asked if she could help me with something else. I asked for a supervisor and the supervisor repeated the same thing. So, I see that I'm not the only one that had an interest rate increase from 7.9% to 17.9%. After I found out about the rate increase, I quickly transferred my balance to another card. What is interesting is that after having my Capital One card completely paid off, I received a $27.03 finance charge. According to Oscar, the customer service rep, if you do not pay your balance off in full for two consecutive months, you will then receive a $27.00 finance charge per month (unless you pay off your balance in full for two consecutive months). This finance charge is shown on my statement as accrued interest to $1,778.17 in purchases (specifically listed as Balance rate applied to $1,778.17). Since there were no purchases made, I am deeply disturbed that they are adding this $27.03 charge under the guise of interest applied to a fictitious balance on the card. As I see it, Capital One is now and/or has been committing fraud.

I have been struggling for years as a single mother, working full time and not quite making it paycheck to paycheck. I applied for a credit card from Capital One years ago and received one with a $7500 credit limit. It seemed like a lifesaver at the time. For several years, I managed to keep up on the monthly payments and then, of course, the minimum payments were too much for me to make. I made several different payments over the years, received hundreds of phone calls, then silence. It went to court, had a judgment, closed the account, but over the years it has continued to accrue interest. The balance is now over $18,000.00. Every time I attempted to make payments that I could afford, the plan was denied. It was never enough. They always wanted a huge balance, then unreasonable monthly payments. I had even gone through a debt payment program where two other credit cards had accepted the program and were completely paid off, and this one did not accept it.

Just last month, Capital One placed a PA execution on my checking account and took my entire paycheck and placed a $16,000 hold on my account! When I called the number the bank provided for me (by the way, the bank employees were shocked that this could even happen! ), the female at the lawyer’s office basically told me that the money was to be paid and they would get it whatever way they could and it did not matter how I was supposed to pay my other bills. I understand that I owe the money, though it seems impossible to believe that a $7500 debt is now $18,000. Capital One will not agree to reasonable payments because the balance will never go down due to the interest rates added on to a closed account.

I am now behind on my car payment and my rent and may possibly be evicted this month. I have consulted a bankruptcy lawyer, but it is expensive and it is really just this one debt that is a problem. I just graduated from college (at the age of 41), was finally starting to make ends meet, and Capital One took away all of my financial security.

I did not authorize nor have I ever authorized since being with Capital One for 7 years. The problem I have is, if I had not noticed this transaction, my payment was due on the 17th of July which I would not have made because I have a zero balance on the account. So I looked at my previous statements and noticed that Capital One increased my interest rate from 8.9% to 17.90% without even notifying me. What the heck? I contacted Capital One and spoke to three different people. The first didn't know squat. The second and third basically said the same thing I've read in the previous complaints. "Due to economic conditions, a letter was sent out and it's not our fault you didn't get it. Contact your post office." and the usual, "Sorry, there's nothing we can do."

I think a class action lawsuit is in order. The settlement should be that Capital One has to reduce the interest rate on all account holders to a very low fixed rate for life (wishful thinking I know, but one can dream) or back to what they were, before they decided to make change their terms without notification. Something has to be done. They shouldn’t be allowed to get away with this. This is a major rip-off, just my 2 1/2 cents worth.

I have to pay more now on my card (most on interest) which is now going to take me longer to pay off. I work part-time and don't make a whole heck of a lot of money so this isn't helping any.

I applied for a Capital One credit card that was advertised online. 0% interest on balance transfers and purchases until May 1, 2010. Being the skeptic that I am, I called to verify that this information was correct. I was assured that the information is correct. I accepted their offer and transferred a balance from another card that I was paying 9.9% interest on. I asked for the customer service rep's name and ID number. The rep was Lujan. So there would be no problem.

The first bill I received, of course, had a finance charge listed. I called and spoke with a "specialist," who assured me that a mistake had been made and I would see a credit on my next statement. All was well and taken care of. Today, I received my 2nd bill, which also had another finance charge; and no credit was given. So I called again and spoke with another "specialist," Bethany. She informed me that I was told wrong when I applied for the card and there was nothing she could do. She did say she would give me a credit for the last 2 months of finance charges, since "I" misunderstood. I didn't misunderstand anything.

On May 5th, 2009, I received a statement from Capital One with a $45.00 member fee (before this I found out my card was restricted, which I had no problem with). I called Capital One on June 16th, 2009 and spoke with a woman, I asked her why I was charged a member fee if my card was restricted and I could not even use it. She stated and I quote her words, "It will be credited back to your account, you will see this in your next billing period." She also stated that if I closed my account, then I would need to pay it off within 90 days or the member fee will be charged back to my account. I agreed to close it because it was restricted anyways, so I might as well just pay it off and receive my $45.00 credit.

Well, it was better said than done. I checked my June statement and it did not show up, today (7/8/09), I checked my July Statement and it did not show the $45.00 credit either. It did show however, that the account will close when my balance reaches $0. I called in and spoke with Chad (rep) and he stated that there will be no credit to the account. I requested for a supervisor. He transferred me to Donny (ID # **) and he stated that they will not credit the account because I called in 30 days after the fee was assessed. I informed Donny that the lady assured me that it will show on the account and she never stated anything about me having to call in within certain days. Donny stated "I’m sorry if you think you heard that," I told Donny, "No, I don’t think, I know." I asked him to pull the recording and he denied this because according to him, it's for internal purposes only.

Finally, he agreed to credit my account for $10.00! That was unacceptable. I said, "oh no," he said well then there’s nothing I can do. I told Donny if he couldn’t credit my account then reopen it. He didn’t want to. He stated that he will speak with another supervisor to see what they can offer. He came back on the line and stated there was nothing they can do. I asked for the other supervisor’s name he supposedly spoke with and he said Jamie. I then asked for Jamie’s ID # and he said, "I don't have that info because he is not around anymore." I told Donny, "Its okay, I can wait for you to get that info" and he said "No, I can’t, I've given you my info and that should be enough. I told Donny that I don't think he should deny me that information. I then requested for his supervisor and at first, he tried to say "What for?" but after a few moments he put me on hold and never came back on the line, eventually I disconnected.

First of all, the $45.00 member fee was charged and my account was restricted. I feel like that was wrong. A couple of months before I had spoke to Capital One and they were trying to convince me to close the account because they restricted it due to over limit. Everyone is in a bad situation due to the economy and I do not have $45.00 to pay for a member fee for a card that I’m restricted from. I also had to take 30 minutes off of work to call Capital One and nothing was resolved.

The bad thing about what they are doing is each month they increase my purchase amount and charge the added interest, even though I have not made any purchases. This is fraud. They tell me they can do what they want. How is this possible? This costs me more each month than it should. I am sure they are doing this to many.

When I made my balance transfer (of an enormous amount), I later received a bill from Capital One which now had my interest rate at 13.9. At first, I thought this must be a mistake seeing as how I had talked to 3 different people to verify that this info was correct (about the 0% on balance transfer). Unfortunately, they told me there was nothing they could do. One of the "supervisors" informed me that the Capital One people work on commission therefore, will say what they need to say.

How can a supervisor allow this to go on and how can Capital One allow their company to do this? I have since spoken with about 5 different people to continue getting the runaround. I told Capital One to pull their "recorded phone conversations" so they could see that I was told this several times! Another supervisor told me "they don't do that". Well, I feel they are unethical and I don't see how they can get away with this. I am one of the fortunate people that can pay off their credit card every month and I have done so for the last 10 years. I have never been late with a payment as I have an auto-payment set up that pays my balance in full each month. With that in mind, I would like to relate the following:

In June 2009, I noticed that my APR was raised from 9.9% (which has been the rate since day 1 with this card) to 17.9%. When I called customer service, they said I was notified by mail early in the year concerning this rate change. I can most assuredly say that this 'notification' never occurred. With my history of full payments always on time, they decided my interest rate could be reduced to 12.9% for 6 months, at which time I could call back and see what was available. Mind you, this 12.9% is still higher than my 9.9% rate that I'd had since I got this card. While this does not affect me as long as I pay my balance in full each month, it indeed raise my ire that a company can and will treat its customers in this manner. As this occurred after the announcement of arbitrary rate increases being prohibited by law in the future, this is nothing but increasing up all the rates, fees, etc., possibly before the law goes into effect.

The company can offer no good reason for raising my APR. With average credit card balances of $2,000-$3,000 per month, they make money off the percentage charged the retailers for the use of the credit card. Other than that, they make no money by way of interest, late fees, annual fee, over the limit fees, etc. Notice how many fees can be in that list!

What a credit card company wants is someone who is willing to pay the minimum balance so they rake in the interest, but they also want that person to continue to pay off their debt without declaring bankruptcy. With interest rates of 20% plus, they should all be charged with usury. In today's terms, usury means the charging of unreasonable or relatively high rates of interest. I think it would be great if the government set interest rates in bands based on the amount owed and limit fees. Have a cap on the interest rate and fees that will allow the individual the chance to actually pay off their debt. Of course, banks won't want that as it will deprive them of their main source of income.

I quit receiving statements in April 2008 and I kept sending in payments of $20 a month with old statements. I repeatedly asked them to send me a current statement and all past ones, which they finally did in February of 2009. They have repeatedly tacked on late fees to which I got the ones prior to 2009 reversed. I didn't receive a statement for January, but sent in a payment of $20. The statement for February showed a late fee for January. I sent them a letter showing that I made a payment even though I didn't get a statement. I didn't receive a statement from March or April. I sent payments for those months, too, along with a letter requesting them to once again send me statements.

I received a May statement with late fees for the past months and they wanted a payment of $110, to which I told them I wasn't going to pay for late fees due to them not sending me a current statement. I also asked them to call me or my wife to talk about this, to which no phone call was received. I received June's statement with another late fee tacked on and a request for a payment of $140 to which I replied the same way and also requested another phone call which I didn't get. I received July's statement with yet another late fee and a request for a payment of $171. I called and tried to explain to them what was going on and that I wanted all the late fees taken off and I also wanted to close the account. They told me that if I paid the $171, they would take off two of the late fees. But if I closed the account, they wouldn't take them off. In June, I received my monthly statement, which indicated that my interest rate was raised from 6.04% to 15.9%. I immediately called Capital One to inquire about the change in interest rate and was informed that Capital One had made the decision to increase interest rates due to the hard economic times. I was also told Capital One sent me notice of the proposed increase in February. I advised the individual, whom I was speaking to, that I never received such notice and would like to know what my options were, given that I would not be able to pay the minimum due at the 15.9% rate. That individual informed me that there were no options and suggested that I was lucky because some customers interest rates went up to 24.9%.

The next day, I called Capital One again. I asked to speak to a supervisor. After much deliberation, I was transferred to a supervisor, who informed me that I was sent a notice in February and my interest rate could not be reduced but that they would put me on a list of customers who are interested in decreased interest rates in the event that the rates did go down.

I called Capital One a third time to request a copy of the notice that was allegedly sent to me in February, since I never received it. That request was honored, and yesterday, for the first time, I saw the notice that was allegedly sent. At no time did any representative from Capital One advise me that. Had I seen the notice, I would have been able to close the account and pay off the remaining balance at the current interest rate. Had I received the notice, that is the option I would have taken.

Yesterday, after seeing the notice for the first time, I called Capital One to advise that I wanted my interest rate reset and the account closed. At first, I was told that I would be transferred to the automated line. I was placed on hold 20 minutes and then instructed that there would be a $10 fee and that I should have my checkbook ready. Since there was no mention of a fee in the notice, I hung up and called Capital One again.

During the second call, I asked to speak to a supervisor. I was transferred to Greg, who advised me that I could not opt out because the deadline to do so had passed. I advised him that I did not have notice of the option until today and that I only want to do what I would have had the opportunity to do, had I actually received the notice. He indicated that it was impossible. I asked to speak to his supervisor. He refused, stating that nothing could be done and that I could not speak to anyone else.

I advised him that, as a customer, I had a right to speak to his supervisor if I felt he was not treating me satisfactorily. I also advised him that I am considering filing a lawsuit based on Capital One's practice of committing usury. He asked if I was threatening legal action. I said I was, and then, he agreed to transfer me to **. ** indicated that my interest rate could not be returned, that the deadline had passed, and that I could not speak to anyone else at Capital One about my concerns. ** refused to transfer me to anyone above him and instructed me to put my concerns in writing.

I am appalled by the poor customer service that Capital One has exhibited. I have been a loyal customer to Capital One for several years. I have never missed a payment nor have I made a late payment. Yet, that is exactly what I will be forced to do because of Capital One's unreasonable denial of my request to return my interest rate to 6.04% and close the account. It is the option I would have taken, had I received the notice. Given that I did not receive the notice until yesterday and that I immediately called Capital One as soon as I learned, I could have made this choice. It is only reasonable that I be allowed to do so now. It is appalling that this company can single-handedly destroy so many people's good credit!

April confirmed that my current interest rate of 3.3% was for the life of the balance and so I didn't cancel my card, which I was going to do to keep the lower interest rate. On June 17, 2009, however, I received my statement and the minimum payment had doubled and the interest rate had increased to 13.9%. I have kept the original paperwork when I opened this account that states, "Save with a low 3.99% fixed APR on all balances transferred with this invitation until you've paid them off!"

When I asked if I would be paying interest on the late fee for the next month, I was read some script about how interest rates compound daily, etc. This lead to the discovery that my interest rate (previously 16.9%) had just risen to 22.9%!

When I argued that I had been paying my bills on time, I was told that I had been notified of this increase in February (I was not). I do not get paper statements, and none of my electronic statements showed any indication of my interest rate being raised. I was told that the "opt out" period had ended in April and that my interest rate increase was not based on my account, but rather the "current economic environment". I waited forever to speak with a supervisor, who merely reiterated what the representative had told me and would not budge on either applying my June 4th payment to my June 29th statement or my interest rate change. During my phone call to them this morning, they asked me if I would like the rate for new purchases moved to 15.9 percent (and if I did so, it would disqualify me from making any changes to the account in the future), then asked me if I would add another person onto my account?! I told him "no", and now I'm furiously venting about these jerks any way I can.

When I entered a contract with Capital One agreeing to abide by their rules in exchange for a 7.9 percent "Rate for Life", aren't they legally bound to honor their end of the bargain? Could I send them a "Change to your Agreement" (by the way I never received one of these from them pertaining to this rate hike) and just as easily set my own terms, say, they pay for all of my transactions free-of-charge, and be on as equal legal ground as they are in doing this? We are equal members in our reciprocal contract - so why do they get to change the rules and I don't? The 'opt-out' is a B.S. loophole that lets them wiggle out of their contractual obligation by offering a choice, but both options are still under their control. How can consumers hold them to their original contract?

I have the Capital One credit card. My credit card percentage increased to 17.4% from 10.9%. My payments have always been on time and I maintain my debt but also stay within the credit limits (so my rates stay low). Capital One sent out a statement indicating I could have opted out of the increase. However, when I did read the notice, I figured how can I opt out of the increase if I don't have the money to pay off the debt all at once, so I did not call. When I did experience the increase and called to complain, I was told that there was nothing I could do now, and I could not opt out as I missed the deadline. I guess I could have converted the debt and kept the same 10.9% rate had I called earlier. I did not know this.

The problem is like most consumers I don't react to the notices, but when I see my drastic increase in the finance charge on my bill and call, it is too late. This is a classic "bait and switch" and credit card companies should not be allowed to increase rates for no reason other than we sent out a notice, but because we failed to act prior to feeling it in our wallet, be declined the same rate we would have received had we called a month earlier. Capital One is one of the reasons our country is having so many problems.

This morning, I opened my July credit card statement and found to my shock that my APR for purchases had shot up from 5.9% to 15.9% -a huge jump of 10%. I have always paid my bills on time and never exceeded the credit limit. When I called the customer service representative, the lame excuse offered was that a letter had apparently been sent in February 2009. I never received this letter and I don't understand the logic of mailing a letter when I have signed up for online statements and information delivery. I feel this is an excuse given to legally swindle honest tax payers. The irony of this is that the huge bailouts given to these ** called banks has been done using the tax payers' money and now they are doing this to us. Is the justice system also in a meltdown here? Come on, what can we do about this? This huge jump has adversely impacted my economic situation.

About 5 yrs ago, in response to to an offer from Capital One for a no interest loan of $25,000 for either 6 or 9 months, I foolishly accepted and made monthly payments. After a while, I received a notice that my payment was late and I would be penalized. I called them up and told them my payment had been mailed in plenty of time. They agreed to waive the "late" charge. A couple of months later, the same thing happened. Only this time, they not only refused to believe my check had arrived on time but wanted to charge me $500 in interest. I immediately sent them the balance of the loan but refused to pay the $500. I sincerely believe that they deliberately held on to my checks beyond the due date to make them "late". I later sent them a certified letter explaining my reasons for refusal. No response. Now I have a black mark on my credit report until 2012.

I was told that a letter went out, that various accounts were reviewed, with mine being one of them, that they decided that the interest rate needed to be increased, although I make my payments on time, pay more than the minimum payment, it didn't matter. I asked if my rates could be lowered, they said no, they could not lower them, but would put me on a waiting list, in case they looked at accounts that might get lowered in the future. I told them I would evaluate them when I paid off the card, as to rather I would keep the card or not.

I, like the others here, have also had run-ins with Capital One and their immoral business practices. Same story, I opened a bill to find out interest rate has almost doubled. I called Capital One, total run around. I decided to opt out. Between their already aggressive late charges, over limit fees and poor customer service, a rate increase is too much to bear. I think they prefer that you not pay off your balance as it entitles them to more and more of your money. This explains why the CEO of Capital One made $100 million a year for the past five years.

This is incredible to me that they are doing this in light of the $3 billion of taxpayer money Capital One was given earlier this year. Guess the terms of the bailout, to make borrowing money easier for the consumer, escaped them. Whatever happened to fairness?

On 6/27/09, I went online to check my accounts and noticed that my credit limit for this account had been lowered from $7,500 to $500. I called immediately and spoke to Saito, who transferred me to Shelley, the account manager. Shelley told me that based on my account history and payment history, the limit had been decreased. Since I am never late and always pay more than the minimum, this answer struck me as bizarre. She did tell me that if I sent in my tax return, my limit would be restored. I went online after the conversation and emailed the same question and was told to call and speak with an account manager.

So, today when I called in, I was told by a young man that my credit limit was lowered because other people who have never had an increase are waiting, and that in order for someone else to have an increase, my limit had been lowered. He also told me that since I had not used all the credit on the card, Capital One felt that I didn’t need so much availability. He said that after several months, maybe 18, the account is reviewed and the limit lowered. Seriously? He also told me that customers with $20,000 - $30,000 credit limits are having their limits lowered as well. I think if I had a $20,000 credit limit and it went down to $15,000, I would be okay with it. My account had been as close to used up as possible, up until two weeks ago. I made a large payment on my account on June 12th to leave room for a larger purchase(s) I am (was) thinking of making.

Again, I asked for a supervisor and was transferred to Veronica, the account manager. Veronica told me that Capital One decided to minimize their risk. Paying the card down hurt me because they decreased the limit because my balance wasn’t high enough. She said that it had nothing to do with my credit score or my payment/account history, but that Capital One did not want to let me have so much available credit. She then told me that Capital One has the right to do this and I asked her how it would feel if it was done to her. Her response was silence.

I find this so ridiculous and outrageous that I don’t even know where to start. I have had this card for 9 years and have been loyal to Capital One. I know times are tough, but you doubled (or more) my interest rate last month as I’m sure you did to other customers. Certainly, that should help Capital One out of their financial situation.

If my credit limit had been lowered by 25% or so, I would not have accepted it. Unfortunately, $7,500 to $500 is 93.33%. It seems a little unfair. I guess my $7,000 worth of credit will make other people very happy. The thing that bothers me the most is that every time I call in, I get a different story. Your customer service account managers are young and read from a script and leave you with frustration and nowhere to turn. They say that there is nobody above them that I can talk to, and I need to write this letter. I hope that someone will actually read this and respond with a logical explanation (hopefully, the truth) that doesn’t sound absurd and stupid.

My rate had been increased by 6%. I immediately called and was given the same weak excuse of a notice being sent out informing me of the increased rate. I won't type here what I really feel of that excuse, but I did ask that my account be closed. I got a weak "we're sorry to lose you," but I explained that if that were truly the case, the rates would have remained the same and they would not be trying to make up corporate losses on my dollar. I was then asked if or how I'd like to make payment on my remaining balance. I told them that since making timely payments were not important to them before, that they are not important to me as far as they are concerned and hung up.

Since the rate increased, I am having a hard time keeping up with my payments to them because of the finance charges and late charges, something they will not remove. My husband has an account with them and was able to arrange a payment plan to get caught up and get 6 months no interest to help pay down the principal.

I tried to arrange the same thing and they refused to help me, citing it was my month end balance causing their lack of help, which made no sense because my husband's account is in the exact same situation as mine - high interest, high minimum payments, ridiculous fees that make it impossible to keep up. I thought I was doing the right thing by calling them, but I guess I was wrong. Their commercials on TV that tell customers to call if they are having difficulty are a big lie because apparently, they don't want to help at all. I live an itinerant lifestyle by necessity as I have to make money to pay debts. I have incurred so I go where the money is. I have yet to see the "opt out" notice that Capital One sent. Anyway, the interest rate went from 13 something to 25 something. Of course, this "piled on" interest caused my credit limit to be exceeded with the attendant "penalty fee" and all this is happening and I don't even know it until I begin to schedule my online payment. I was and still am so upset. I have called Capital One twice and gone through the complaint ladder from India to Nova Scotia to no avail, being absolutely stonewalled by the CSA's.

I have significant unsecured debt with several credit card companies that I have incurred over the years as I struggled to make my business succeed. I pay them diligently without default. Some have raised rates by as much as 10%, if I was a day late. I don't have that problem anymore since I schedule payments in advance online. I choose not to declare bankruptcy since I believe in keeping my commitments, even if it is to a faceless, heartless monolith on Wall Street based in Richmond, Virginia. BTW, I never agreed to the interest rate increase mentioned above.

I am so angry at Capital One. I know this will hurt me but I am no longer going to pay them a penny of my balance due. This is my protest. I am not sure what you are looking for here other than the $600+ a year in excess finance charges plus penalties, plus time consumed, say 4 hours now at my fee of $60.00 per hour. Thank you for giving me a place to tell my story.

They will not lower the rate and because of my average credit score, it is difficult for me to transfer the money out of their account. Stealing money from consumers in this way is no different than a cyber criminal. "If you can't beat them, join them", it seems Capital One has. This places an economic burden on my monthly budget. I set my monthly budget for the balance on this credit card so I can make timely payments above the minimum. I called the company a couple of times to try to work out the payments with them but all they said to me was pay this and pay that and my credit balance will go down. All they had to do was stop charging me late fees and give me time to pay and things would have worked out. Now my balance went up from $300 all the way to almost $1000. Then they figured they jerked me for enough and decided to shut off the account. Credit has gotten worse. More debt. Capital One is getting richer and making me poorer. I can't get any loans.

I was neither contacted by phone, mail or electronically nor did I receive a record of the credit card bills being assessed against me. I'm guessing that's one of the legal tactics employed to get these cases resolved in your favor with the least attorney fees possible.

Being caught off guard, I immediately contacted the attorney of record on the judgment documents. My wife made arrangements to make payments to resolve this case and begun making payments. Having acted honorably and forthright, I anticipated we had a plan in place to solve this issue. That was not the case. Last week, much to my surprise, my bank account was cleaned out, leaving the balance at zero, ignoring anything other than the money you had a judgment to recover. Fortunately, for me I had no outstanding charges against this account.

I am in the construction industry working on the road, living in hotels and apartments, eating in cafes and driving many 100s of miles a week. The money you have taken from me, in the name of "you should have paid your bills," was not only the money used to feed my wife and 3 kids - it was also the money I use to support myself while on the road. I am now 1800 miles from home and penniless. I am also without a bank account in which I can place per diem and payroll monies.

I owe Capital One $5,000.00 less the $1,050.00 they have taken from my bank account. Shrouded in law and back ground dealings, they have devastated me again. My guess is their loss recovery group will hang this message on the wall like a trophy, pointing to it as yet another successful recovery operation - high fives and back slapping all around. I know there is nothing I can do. They have me in their legal claws and will not release me until they get your money, regardless of the effect on me, my wife, my kids, and my employer. After all, "I should have paid my bills."

After submitting an email, I received a response that basically said, “We will not communicate via email. Call this number.” The number was to customer service and they were unable to deal with this type of case. The customer service representative manager gave me another phone number. I called it and after reluctantly entering my social security number on my cell phone, the electronic response was: "This office is closed. Call during business hours."

Today, I received a letter under a separate cover that stated I requested the rate freeze after the deadline, so they were declining my request. However, the interest rate adjustment appeared on my statement. I have been on hold for over 20 minutes trying to speak to someone on this matter. This company should be shut down.

When we first opened our credit card with Capital One Bank we had no problem making our payments, then I broke my leg in 3 places. I work for the government and we had no long or short term disability. We had to use the card to meet everyday needs such as food, housing, utilities, car payments etc. I felt I'd be able to make up the payments when I returned to work. However, this put us behind the 8 ball and everything that could go wrong did, including my wife losing her job.

We wound up going to a company called Provanta that stated they could negotiate with all creditors and we would just make one payment to them monthly. We signed up and all, but 3 creditors worked with them. Capital One however gave us the impression they were working with Provanta because we stopped receiving calls and mail.

Then, out of the blue a few months ago, we received a call from a collection agency regarding Capital One's bill which had originally only been about $3,000. We referred the collection agent to Provanta but were told by the agent that Capital One did not deal with 3rd parties, excuse me, but isn't a collection agency a third party?

We were told that as far as Capital One was concerned, all payments that we had made to Provanta could have been made to them. They said that they were going to garnish my wages and I told them that if they did, I would be fired and then there would be no payments to anyone. We said we would drop Provanta and make all payments to them, the collection agent said that it wasn't enough, so we called Provanta and they told us that we had violated their agreement by talking to Capital One’s collection agent and there was nothing they could do at that point except to continue to try to negotiate.

Now, we have received a summons to appear in court on July 23rd. At this point, if they garnish my pay and I lose my job, my family will lose their home which is only an inexpensive trailer but it’s a roof, and I will lose my retirement, which I will be eligible for in 18 months, but will lose all if I'm not still employed. The charges with interest are now more than double the original amount they say the total comes to over $6,740.87 as of March 09. We thought we had done the right thing by going through an agency that could help us pay everyone back in a reasonable length of time. Now, we are up a creek without a paddle and the boat is definitely sinking again.

We will likely be homeless in a couple of months, jobless and this isn't just affecting me, but my wife who takes care of another disabled family member in our home. That’s 3 people between 60 and 70 who will have no income and no retirement because the credit card company wouldn't work with us. Bad luck just keeps getting worse.

I called and complained, they said they sent out a notice. I told them I did not get the notice and would still like to close my account so my rate would not change. They said it was too late. I told them to send me a copy of what they said they sent to me previously. I just got it today. There is no way they sent this to me, I never received it. This has cost me about $200 in finance charges because I had a balance of $17,000. I have since paid it off and closed the account, but I consider this to be unfair practices.

On December 16th, 2008, I reserved a flight on North West Airlines to depart from Boston, MA to Paris, France and then to Lyon. I was to travel with my French bulldog. The airline told me all the requirements to be able to travel with my dog. These included a health certificate, a special chip, crate, etc. On December 22, I received the crate I was to place my dog in. I called NW the next day. The agent then proceeded to inform me that I could not travel with my dog because Air France would not transport my pet from Paris to Lyon. I had to cancel the trip because it was too late to find someone to take care of my dog.

I proceeded to call Capital One to initiate a dispute so I could get my money back, $839.53. About 2 weeks after that, I called them to inquire about the dispute and the representative told me that the dispute was settled. Later on, I found out that this was false. Capital One was supposed to send me a form. This is where it gets complicated. I never received this letter. From this point on, I made calls after calls to inform them that I had not received such form. I even provided them with two (2) fax numbers, thinking that this would speed up and/or guarantee the form would get to me. By now, we are already in April of 2009. Interesting thing about the fax numbers is that both times, the representatives told me that it would take one to two business days for me to receive them. I never did.

The first time I called, after providing the fax number and waiting about 6 days, I asked the representative of Capital One if there was any record of me providing a fax number. The only record available was that I called, no record of the fax number. I then provided another number and waited around 5 days. I called to let them know that I never received the fax. I was so disgusted by this point that I asked to speak with a supervisor. This supervisor asked me to, rather than waiting to receive this Dispute Form, to send this department a letter explaining everything that happened with NW, the emails they sent me, etc. I did. After around ten days, they sent me a letter back stating that my dispute was invalid because it was more than 60 days old, which was the limit time to deal with a merchant and try to get a refund. I was extremely angry at this point.

Shortly after this, Capital One started to harass me with calls stating that I had a past due bill. I was so concerned about my credit that eventually, I gave in and paid the bill on May 11 with much reservation. It didn't finish there. When I paid my bill, I was promised that my balance was all the way down to zero and that they would correct matters with the credit bureau. They would show that I paid the amount and my credit problems would come to an end. Yesterday, I received a statement showing a balance of $38.00 and change. When I called them to inquire about this charge, I had to talk to a supervisor to get this charge erased. It doesn't stop here. Today, I received a courtesy call from Capital One to inform me that my credit line was dropping from $16,000 to $500. I then told them to close my account.

After reading some of the other complaints about Capital One, I take some comfort in the fact that I am not alone. I have had a Capital One card for about 3 years. I always paid at least the minimum payment on time. I, too, had my interest rate jump from "fixed" 6% to 17%. I did receive the letter in February and both called and wrote to opt out. I haven't used this card for any transaction other than to pay on the balance in over a year. My husband recently lost his job and our income has been reduced by 2/3rds.

We did receive a small severance amount and decided to eliminate as much debt as possible. My Bank of America credit card company graciously offered a settlement immediately when I offered it (yes we know we have to pay taxes on the forgiveness portion). However, Capital One said I would have to let the account be late for 190 days before they would even talk to me about a settlement of any kind. So now I have the jacked up rate and I'll have to ruin my credit score completely in order to get out of this.

Also, the lack of English-speaking customer service people is very irritating. I will steer any and all away from this pathetic company. I understand that I owe the money. We have always paid our bills. But in our present circumstance, we were still trying to do our best and were treated like low-lives and refused any help. I think everyone should band together and refuse to pay. That would shut them down in a hurry. Currently, we have used the remainder of our resources to pay off our debt with them. My husband has found some part time work and we hope to sell our house. We are trusting God that we will get through this. No more credit card debt of any kind for us. I'll eat rice and beans every day if necessary.

My interest rate was increased from 7% to 17%. I have been a customer of Capital One for several years. During that time, I have made all payments as agreed and have not been late or over the limit. I opened the account based on an interest rate of 7.99%. This was not a promotional interest rate. I received a notice May 15, 2009 advising me that my interest rate would increase from 7.99% to 17.99% beginning August 1, 2009. The new interest rate is levied on the existing balance and any new charges. If I do not accept the offer, Capital One will close my account, make the balance due and payable and report my account to credit reporting agencies as closed by lender.

In addition, I was advised that their policy had changed toward past due payments. If I were to miss a single payment, my interest rate would increase 39%. I assumed this was an act of usury but have since found that our government had not placed limitations on what a charge card company could charge.

I called Capital One to find out if I had triggered something that would cause my interest rate to increase to such a high level. I was told that the decision was a business decision and was not affected by my payment performance. In a time when so many are defaulting on their credit cards, I am dumbfounded that Capital One would inflict such high rates on a paying customer. It is my intention to pay the account to zero and leave it opened so that my credit is not affected by a decrease in credit availability. I will not in the future engage in any business transactions with Capital One.

It was the finance charges that kicked me over. Since I had not used my cards to this extent, I didn't realize the time frame they added these on to an account. I was ** to think my available credit meant minus finance charges, which you can't find on your online account breakdown. The fee was taken off only to be added back in on this month's statement. In early February, I had a payment arrive at Capital One a couple of days late due to slow USPS delivery. Capital One put me in default rate of 32%. I have had this account for over 10 years and had never carried a balance in the past, but this year I needed to carry a balance. I was paying $500.00 per month on that balance. When I called to arbitrate the rate, they refused to budge. I then moved the majority of the balance to another card and paid the balance in full and demanded the closure of this account in early March. They said that there would be a 30 day period which ACH payment would be settled. That gave me a final closure date of April 16th.

On April 30th, I made final payment of the entire remaining balance on the account. Since then, Capital One has paid fraudulent charges to the closed account and is holding me responsible for payment of charges applied to a closed account. I disputed in writing these charges.

The very next month, I get a statement telling me that I owe them more money for these fraudulent charges that they applied to a closed account. Now, they are even charging me late fees on charges applied to a closed account. I called to dispute the charges and they will not remove them from the account. They say I still owe some $28.00 or so. I do not feel I should have to pay for charges to a closed account. If I do not pay, they will bash my credit rating. What should I do? It does not make sense to hire a lawyer for $27.00, but how do I get Capital One to stop paying out on this closed account?

As it stands, Capital One will keep paying anyone who sends a charge to the account without authorization. That in itself is economic damage, not to mention the trashing of my credit rating that I have worked very hard to earn. Subsequently, I will not qualify for future loans due to these reports from Capital One. I have already been turned down for credit because of this.

I had a credit card with Capital One, and I became ill with leukemia last November. I called my three credit card companies to see if I could get my payment or interest lowered. Capital One said that they couldn't lower my payment or interest but they could put me on a type of hardship thing for awhile. Maybe that would help. Fine. I thought that it would, so they did just that--they didn't charge me for a couple of months. Then, I received a notice that my interest was going up to 29.5%. I could opt out but I would have to close the account to do so. When I closed my account, my other two cards changed as well, so I closed them too.

I then started receiving letters that they didn't receive payment for June. I got proof from my credit union that they did receive payment. They said, "We are sorry it was placed on someone else's account," and slapped me with a $39.00 late fee plus some more interests. I have never been late with any payment in 25 years, mind you, on any credit card. I thought that was straightened out, but now, they have added another $39.00 late fee for June. Guess what? They didn't receive that payment also--although I went back to the credit union again and they got that check too.

They called me and said that my payment was late again. I told them not to call me (to cease and desist). Now, I am mad as though I don't have enough with my doctors' bills and chemo therapies to take. These people have upset me to no end, and my wife too, as she just lost her job of 20 years at Fashion Bug. No more life insurance now as she was paying for my life insurance. Anyway, they made me mad! When they get me upset, I fight. I would like for people to know.

I turned them to FTC and Michigan's attorney general's office. I have been to a lot of websites and have seen that a lot of people are just being raked over the coals by this company. I hope that all of them call their attorney generals or send an email as that is what FTC does--to help people who have been wronged. If people will just stick together and fight these companies, we will win and force some kind of new legislation to stop this highway robbery that credit card companies are doing to the American people.

That, by the way, put most of the bills for these companies with bailout money. I wish I could be handed bailout money by these companies but I have to bail them out and myself also. I hope that God will let me live long enough to see this company go to court and pay back a lot of money to us that have been taken down the road with their so-called hassle-free cards. I am writing to express extreme disappointment and unbridled disgust at Capital One's business practices. On June 7, 2009, I spent between 20 and 30 minutes on the phone with a Capital One agent activating my card. It was a very time-consuming process, having to verify identifying information, such as my current address, former address, and other information. As an additional measure, I even had to leave a voice recording during the call. After providing everything but a urine sample, I was told that my card was officially activated for the amount of $300.

A few hours later, I went to Saks Fifth Avenue to purchase a Clarisonic skin care brush. I first applied for a store card, but I didn't fret after I did not receive approval. After all, I had just activated my Capital One card. Imagine my surprise when the salesperson says that my card did not get approved, even though I knew that I had not used the card before. She immediately put me on the phone with a Capital One rep, who said that because of suspected fraudulent activity, my account has been placed on hold and that I would receive a letter within 7 to 10 business days asking me to send several pieces of identifying information.

I'm sorry, but did I not just spend 20 minutes on the phone with a Capital One rep verifying that I am, indeed, the owner of the card? Additionally, I have yet to hear a valid explanation for what made my intended purchase "suspicious" to begin with. Needless to say, the experience in Saks Fifth Avenue was shocking, frustrating, and undoubtedly humiliating.

Within a week, I received the letter from Capital One with the list of information that I needed to send. On June 16, 2009, I faxed Capital One a copy of my driver's license, my 2008 W2 statement, a recent paystub, and a recent bank account statement. After a week of not hearing a status update from Capital One, I decided to call on my own on June 22, 2009. The Capital One rep informed me that although they did receive copies of each piece of requested documentation, my driver's license was not clear. Because of this, my account with Capital One is being closed.

So basically, I (1) spent a great deal of my time on the phone verifying my identity, (2) got embarrassed at Saks Fifth Avenue while trying to make a purchase, (3) had my account put on hold due to suspected fraudulent activity, and (4) exerted the effort to fax each piece of information, only to have the account closed anyway. To add insult to the list of egregious injuries, not only is the account closed, but my credit rating is sure to be negatively impacted because of the hold on the account and the subsequent cancellation. How ironic is it that I was seeking to boost my credit rating by even applying for the credit card, only to achieve the opposite effect!

This is unacceptable, and Capital One should be ashamed of how they have treated me as a customer. Please be aware that I will be contacting my local congressperson, my local news station, and the Better Business Bureau to investigate this matter.

Then I received a call from Capital One approximately two weeks ago which asked if I wanted to order another card for my account. I told the gentleman I didn't understand why he was calling me due to the fact my account should have been closed. He said he had no record of me requesting this to be done. I told him I used the VRU number that was given. I again requested to this gentleman that my account be closed due to the increase in my interest rate and that I was unhappy about the treatment I was receiving from Capital One. This time I was very upset. I explained yet again my request to close this account to maintain my old interest, and the person stated that I should have closed the account on their VRU system. I told her that I did use that system plus requested through one of their representatives that my account be closed. She told me there was nothing she could do.

At this time, I asked to speak to a supervisor. She transferred me to Mary. Again, I explained my request to close the account due to interest, and again, I was told about their VRU. She stated that she could see the notes on my account to close it due to interest increase. She asked if the gentleman transferred me to another department to close the account. I told her no and that he stated he would take care of it. She said that he did not handle it properly but that I could write a letter to their Consumer Relations department and they would look into it but she couldn't promise anything.

I told her that it was not my fault that their representative handled it incorrectly and that as a supervisor she should be able to make the adjustment to my account since she can see the notes requesting my account be closed. She again stated that their was nothing she could do about it and that I should be aware that when I opened my account that originally on the terms it did say that they could increase my interest at any time if they wanted to. I never received this notice. I have been with Capital One for years and make my payments on time. I was told that it was a decision that Capital One made to change the terms in service for everyone and to increase the interest due to economic times and that there was nothing I could do, except pay my balance in full every month to avoid the interest.

This letter apparently informed me of the changes and that I could decline them. I needed to respond by May 17th in order to keep my rates. I am always on time with payments. No faults to increase my rate. Jake (supervisor) told me that my account was evaluated and increased rates warranted, due to the economy! Keep padding your pockets Capital one and I will empty mine. I think that there is nothing fairest than hearing the real truth from the inside. First of all, I want to tell all customers that complain about calling to India—I want to let them know that Capital One does not have call centers there. They are in Filipinos, Costa Ricans and Argentinians. Second, they complain so much about this, but I can assure them that if they want their service in the US, they will have annual membership fees of $300 and not $19, $29, $39, $49 or $59. At least me, I do my best to help every customer that reaches me.

So I want to tell them that the increase of APR is really unfair and I understand their concerns. But it’s the real truth that they decided to not give exceptions. If you ask for a supervisor, the sup will tell you the same as the agent. There’s nothing we can do. And for the ones that didn’t receive any notification in February and March, be careful because another increase is starting August the 2nd if you didn’t receive any notification check with customer service and if you are supposed to receive one. This is all for today. I will comeback with news soon. Have a nice day.

I have been a good customer of Capital One Visa for years. I have always paid my bills on time. I had a fixed interest rate of 9.9 percent on purchases and cash advance. On June 2009, Capital One increased my interest rate for purchases to 17.9 percent and increased my interest rate to 24.9 percent for cash advance. I never received a letter from Capital One telling me that there was going to be an increase.

When I called Capital One Visa on the phone, I reached a customer service representative in India telling me that this was “too bad” for me that I didn't receive a letter from Capital One Visa informing me of this obscene rate interest hike and that it was not their problem. I asked if I could speak or write to someone to renegotiate this insane interest rate. I was told that there was no one I could speak to, no one I could write to at Capital One, and that there was no option for negotiation.

I have been a loyal Capital One customer for many years who paid every bill on time, have never been late, and was never in default. The interest rate was tripled for the month of June on both my card and my husband's. Thinking there must have been a mistake, I called customer service. I was referred to several "managers" in India and in the US, and all have the same script. They explained that they were sorry and that they understood how frustrating it must be. But they all said in a sympathetic tone that there was nothing that could be done.

Apparently, there was a letter sent back in February to their customers giving until April to cancel the card and pay off the balance at the existing rate. They explained they sent it and were within bank regulations to do this. And all the "managers" refused to reduce the interest rates. It was suggested to me that if I continue to make my monthly payments and keep the accounts in good standing, "something may change" in the economic climate or I could go to consumer credit counseling that would harm my credit.

But apparently, they would reduce interest rates if I did that. It doesn't make financial or common sense to put the weight of Capital One's losses onto their good customers. They are forcing good customers who have always paid on time to compensate for their losses, and it's not right and it's not fair. Something has got to be done.

Like everyone else's I have read about, my interest rate went through the roof to 24 percent which I never complained about, even though my payment doubled, with the economy I understood. Now however, they have cut my credit limit with no notice, and I have never missed a payment and never been late. As a matter of fact, there are months that I made more than one payment in a month. This is how they treat their loyal customers. I would hate to see how they treat their bad customers. Were the taxpayers not the ones who bailed this company out to begin with? Now, we are bailing them out again by having to pay for the people who are not paying, and we are being treated like the dirt on the bottom of their shoes. Wow, what a way to business.

I too work for a Fortune 500 company. In order for us to keep going in this economy, they put safeguards into place, so that it would not affect the customer. We lost our raises, managers took pay cuts, they stopped 401k matches for a year--all things, so that the consumer would not be affected. Better business, unlike Capital One which has done nothing to protect the consumer. In fact, it has slapped every one of their good customers in the face. Wow, what a way to do business. They should be embarrassed, and all this after we bailed them out and will be paying for them for years to come. I thought Capital one was the hassle-free card. What you do have in your wallet is false advertising on top of everything else.

You can't cancel the card, because it affects you (negative on your credit reports), so they pretty much know there is not a thing you can do. This was all done with no knowledge to the consumer. I never saw anything in writing prior to this happening. When you call and get someone who just doesn't care and is rude to you, even though you are the customer, all you can get out of them is a letter was sent. Well, I never got the letter. Shouldn't a letter be sent and then the change made, not the change made and then a letter sent?

By the posts I am reading, it seems to me that they have a huge problem with the way they are treating their customers. I would think that they would want to keep business, not lose it. Oh, but wait, if they lose business, they just punish the remaining customers by upping the interest rate again to pay for the customers they just lost. Again, wow, what a way to do business.

They should put some effort into going after the people who are not paying (with the exclusion of the people who have lost their jobs). There are people out there who just do not pay. Go after them and leave your good loyal customers alone. You all should be embarrassed. Do you all not remember we are the ones who pay for your mortgage and put food on your table!

When my family and I applied for a mortgage, we were turned down because of this negative mark on my credit report. It's been over 30 days. Capital One wrote me a letter dated May 13, 2009 stating they inadvertently charged off a prior account due to processing error. So Capital One opened a new account and sent me a new card. Capital One has three different accounts assigned to my name. Capital One stated that they sent a request to all three credit bureaus to delete all information to the old account and apply it to the new account. I had to send all three credit bureaus my current driver's license, social security card, a utility bill and other documents. Still to this day, my credit file has not been cleaned up.

Equifax, Transunion and Experian will report anything these credit card companies or any other company on your credit file without any verified information. They could care less. Why would they report something like that on a credit report if someone is deceased or not? I feel as though they can report anything even if you can prove that it is true. The credit bureaus will still not remove this false and negative information. I cannot get any kind of credit from anyone. I have been at my job for 25 years. I am the superintendent on my job. I made over $87,000 on my job last year. I am fixing to retire. Capital One has made me dead before I can purchase my dream home. I own my home now but I am looking to retire in the suburbs with my family. I cannot do anything with this on my credit file.

This has really been a nightmare for me and my family. None of these credit bureaus are reliable. You have things on your credit and when you at least try to dispute, they come back as always it is yours. This is really a violation of my rights. It's like what I have worked all these years for is to gain nothing to have this happen to me now.

After a week, I called customer relations, eventually getting to someone in investigative services to make sure they got my fax. They received it and they appeased me by giving me a $50 credit for the late fee and the $12 I spent for the copy from Moneygram. They have yet to post the rest of that payment.

Recently, I sent a payment of $125 to the Dallas post office box, only to find a week later (not seeing it posted) that the mailing address was changed to City of Industry, California. I e-mailed customer relations through their website to see how much time it would take to get from Dallas to City of Industry for my money order to be posted in my account. The rep said, "Any day now."

After two weeks of not seeing it posted, I e-mailed them again. I got a polite letter saying, "As of this date, your payment has not been posted." I called customer relations and spoke with Aram or Alan to solve the problem. All I got was three rounds of, "While we are waiting for your payment, could you do this over the phone?" I was also told that the Dallas address did not change to City of Industry, which I knew to be false since I was looking at the website (and the bill) at the time of the call. I got the impression that the call center used has no power (much less initiative) to find my payment mailed since they concentrate on getting bank information for payments. I have since seen the $39 over the limit charge imposed taken off and replaced with the late fee of $39. As of June 16, 2009, my payment has not been posted and has yet to be cashed. Three charges of $39 for late fees and over the limit fees which would have been avoided had the payments totaling $275 had been posted in a timely manner; $12 for the copy of a money order from Moneygram services.

I received my regular email (I have paperless electronic billing) notifying me that my bill is ready for viewing. I was shocked to see that my interest rate had jumped from 7.17% to 15.9%, which has more than doubled! I called customer service and spoke with a representative and later a supervisor who both never strayed from their script and robotically explained that this was due "to the economy.” They emphatically told me that a letter went out in February, giving me the option to "opt out" of my card and pay off the balance at my old lower rate but essentially the account would be closed.

I never received a letter as I am extremely meticulous about these matters. It is their word against mine (and all of the other countless consumers that did not receive this letter). It seems that this should not be legal to say that the "time has passed" for opting out by the time one views the statement. There was no certified or registered mail sent, so there is no way for them to prove that I received this, which I did not. On top of this, if they truly wanted their customers to have the chance to decide, they should have sent an email notification for such an important matter to all those who have opted out of paper billing. I receive emails from them all the time for much less important notices and to pay my bill. This seems like a shakedown. I "borrowed" money at one rate, remained an excellent customer and then have my rates more than double. I will never work with this company again.

Last month, my interest rate was 9.17% but now this month it is 17.90%. I have never made a late payment and always pay more than the minimum amount but I do keep a large balance on the card. They also have a habit of charging me a $39.00 over limit fee even though it is their interest charge that causes the amount to go over the limit. My average interest payment prior to this month was just over $35.00 per month but now my interest payment is over $75.00 per month.

I have also experienced problems making online payments in the past. I'd made payments and had confirmation numbers only to have a rep tell me that the payment had been cancelled and I was being assessed late fees. I have always paid on time. I have paid these cards off several times. My credit rating is 823. I have no bad credit history (obviously). I have had accounts with Capital One for at least ten years. As soon as I get miles points, I am gone. I won't let Capital One get one more cent out of me. I'll pay the balances before the rates go up.

I, like so many others, have been taken by this credit card company. Same story over and over. Government bailout money is okay for Capital One. But us as taxpayers bail them out and then we get our interest rates tripled. This should be considered a criminal act prosecuted to the fullest extent of the law. This is no different than getting a loan from a loan shark, but legal. Capital One is allowed to pay back our taxpayer money that they are stealing from honest, hardworking Americans so that their CEOs don't get their salary capped. This is so sad during these economic times that our government allows this practice to continue.

As far as I know, even with the new laws it will not prevent this kind of practice from continuing. Yes, like so many others, I am transferring my balance and will stuff my Capital One cards in the safe and probably close the accounts in a year or so. The most amazing thing is that they continue to entice oblivious people with 0% interest for a year and even young people with zero credit can get a card with lower interest rates. Time to rid this country of deviants like Capital One.

In February 2009, we received a notice from Capital One about their rate changes but it very clearly said, "Any introductory or promotional rates on your account will not increase until they expire." - wrong!

Today we received a bill that increased our rate to 15.9%. When we called, they blew us off. So, it seems to me that I never received the proper notice as they said promotional rates were exempt. At no time did I receive a notice saying promotional rates were not exempt. As a small business owner, I need my lines of credit to do my purchases in the beginning of the year so I have merchandise for the busy Christmas season in the last quarter when I pay off all credit card or line of credit debt.

My credit rating is in the 700s and I have never been late on a payment or only paid the minimum. I have a $30000 credit limit with them, so clearly, I am a good customer with a good history. Fortunately I will find money elsewhere and cancel this card, but this behavior is terrible. I believe, at least in my case, that laws have been broken concerning notification. I was being questioned, like do I have a son, father, relative with that name and initial? She wanted my address and SSN. These calls came on the weekend, including Sunday morning. Isn't this fishing illegal? This same thing happened to my wife with Capital One 5 years ago. The employee also stated if I gave her my address, she would tell me what address they were looking for. Add me to the list of people with decent credit (over 700) receiving notice of astronomical interest rate increase. My APR jumped from an already high 15.9% to 22.9%. I called customer service and was assured that I'm a valued customer, but "the economy" dictated this decision. There was no one who could make any other decision. No one had the authority to negotiate the rate increase, much less to rescind it. I went through two of three layers, from service representative to supervisor (credit manager is the third). The supervisor told me the credit manager could take my information but had no authority either.

These people were polite enough, but wouldn't stray far from script. The net result was that of a prerecorded message. The Wall Street Journal reports that Capital One received $3.55B in TARP money, but plans to pay it back. According to the credit supervisor with whom I spoke with, they have around 11 million customers. Pay more than the minimum monthly due if you can. It makes a huge difference. Find a credit card calculator. By the way, Capital One offers the very same card I'm now using (22.9% APR as of August) at the rate of 12.9% variable. I wonder how soon that rate goes up. I'll pay this off as soon as possible and never deal with Capital One again, promise.

I have no idea why they would need to send anyone a letter asking them if they "wanted a higher rate" and I didn't receive any letter. They have posted two of my payments as "late" in the last 6 months because they fail to post the payment until 4-5 days past the due date. The $39 charge is their way of making a lot of money off of their best paying customers and their business practices stink. I know there are a lot of other complaints about Capital One so I am not alone in my bead treatment by this company.

The customer service people in India do not care about my account and don't even try to help get things resolved. I do not have many balances that are not paid in full within one or two months. He said that Capital One had to raise rates on everyone because of the economy! Well, what do you, United States citizens, think? Why is Argentina involved in our economy? Why doesn't Capital One employ Americans who are defaulting on their loans because all of their jobs have been taken over by foreigners? I asked and demanded repeatedly for my interest rate to be reinstated, but was flatly denied for no reason! I am taking this one to the top! My payment has doubled! I will be forced to decrease my spending even more which does not help the U.S.A. economy! More people will be defaulting from Capital One because of their action. Why are they punishing the responsible people who pay on time? I don't understand! I guess Capital One wants all of us in default. That is where they are headed. I feel they did this because they know that next year it is illegal! Why do the laws have a grace period? That is not fair to the consumer.

I had the same issue as reported by others. In June 2009, my rate jumped from around 5% to 15%. I called and was told about a letter sent in February that apparently said to reply back so they can close my existing account and open another one at the same 5% rate, else my existing account's rate will jump (apparently in June). That makes no sense and seems like pure scam to me. How can they claim the economy forces them to do this but offer the same rate if you reply back to one of many letters? They are saying "terms of your account have changed", which normally means that something obscure in the account has changed and they are required by law to notify you.

Shame on me I guess for not reading every piece of garbage mail I get from top to bottom. Shame on them for screwing people over especially when the economy is bad! Not sure they realize that if someone is carrying a large balance that jumping the rate from 5% to 15% makes paying the 3% transfer charge well worth it to get onto a zero or low interest account. I can only assume they do know this and have reasons for their sleazy actions. They are not in my wallet anymore.

However, every time I do, even though it is my bank that ACHs the money to the card, they hold my credit for 10 days. I immediately called Capital One as I have never been late with a payment, always stayed with the credit limit and always paid my bill at least two weeks prior to due date.

I was simply told not to take it personally and that it was a business decision to increase the rates of customers like me. Yeah, customers like me who pay their bills on time, stay within their credit limit and pride themselves on being financially responsible. I feel that we are now picking up the tab for those irresponsible persons who spent more than they could afford and the banks who didn't do anything to prevent it from happening. As a result, it took two calls and in excess of 40 minutes, but I was able to close my account.
