Sumitomo Rubber Industries is recalling 2,286 Falken ZIEX CT50 A/S tires, size P255/50R20 104V with date code 1619; Dunlop SP Sport 5000 tires, size 215/45R18 89W with date code 0919; and Goodyear Eagle LS2 tires size P215/50R17 90V, with date code 0619.

An incorrect rubber compound may have been used in manufacturing, which may allow sections near the tread surface to become partially detached.

The vulcanizing compound used during the retreading may not have been completely cured, resulting in incomplete adhesion of the tread to tire casing.

The incompletely cured vulcanizing compound can result in the tire tread separating from the tire casing, increasing the risk of a crash.

Double Camel, Lionshead Specialty recall tubeless trailer tires

Double Camel, in cooperation with Lionshead Specialty Tire & Wheel LLC (Lionshead), is recalling 1,440 Vail Sport ST LH 99 tubeless trailer tires, size 225/75D15, load range D, DOT code 69, manufactured from July 14, 2013, through July 27, 2013 (and a sidewall date code 2813 or 2913).

On May 7, 2014, Double Camel increased the recall to include an additional 38,129 Vail Sport ST LH 99 tires encompassing build dates from November 20, 2011, through September 21, 2013 (dates codes 4711 through 3713). The total population of the tires being recalled is now 39,569.

The original population of tires may fail under prolonged use and may become unseated from the rims and the additional population of tires may be more susceptible to failure due to road hazards.

Tire damage from road hazards, failure from prolonged use or unseating of the tire from the rim increases the risk of a crash.

Lionshead will notify owners, and dealers will replace the tires with compliant ones. The recall of the initial population of tires began in February 2014. The recall for the expanded population of tires is expected to begin in June 2014.

Federal Corporation recalls tires with shoulder cracks

Federal Corporation is recalling 6,209 model Couragia A/T LT245/75R16 120/116Q 10PR tires manufactured May 2013, through April 2014, and with sidewall stampings of DOT UXA3 and calendar weeks of 1913 through 1414.

The affected tires may experience cracks in the shoulder caused by separation of the steel belt edge. Thus, they fail to to comply to the requirements of Federal Motor Vehicle Safety Standard No. 139, "New Pneumatic Radial Tires for Light Vehicles."

Shoulder cracks in a tire may result in an unexpected loss of tire pressure, increasing the risk of a crash.

Michelin recalls more than a million LTX M/S tires

Michelin North America is recalling 1,200,000 Michelin LTX M/S tires, size LT225/75R16 115/112R LRE, manufactured from January 10, 2010, through June 23, 2012. The tires are supplied for use as original equipment on certain Ford vehicles, and as replacement equipment on various brand commercial light trucks, full-sized heavy duty vans, small RVs and some large pickup trucks.

These tires could experience tread separation, which can lead to rapid air loss, resulting in a loss of vehicle control and increasing the risk of a crash.

Michelin will notify owners and Michelin dealers will replace the tires free of charge. The recall is expected to begin on January 6, 2014.

Bridgestone recalls tires with a crack at the inner liner splice

Bridgestone Americas Tire Operations is recalling 36 H300 315/80R22.5 18 ply tires manufactured January 2012, through August 2013, and sold to customers in Guam.

The affected tires may lose pressure from a crack at the inner liner splice. Such a crack could penetrate into the sidewall, resulting in a bulge on the sidewall causing a tire deflation and subsequent tire failure, which increases the risk of a crash.

Tired of being spied on? Spy back with a dashboard camera

Do you feel like everybody's spying on you? Don't worry, you're not paranoid, you're right. Everybody is spying on you -- the government, retailers and those elusive Internet sleuths who track your every move, among others.

Even our very own beloved local cops are spying on us, using fender-mounted cameras to go clickety-click each time another license plate goes by. Most police cars also have forward-pointing cameras to record what goes on when they pull you over.

Well, guess what, it's about time we returned the favor and started spying on everybody else. One way to do that is to take a page from the cops and mount a dashboard camera in your car -- something that will just sit there quietly recording your every move behind the wheel and, of course, the actions of every car, bike, pedestrian, traffic light and stray deer you run across, or into.

Get the right camera and you'll have a built-in defense against traffic tickets, assuming of course that you really didn't do whatever it is you're accused of. Many cameras come with time and GPS stamps and many also record your speed. Not only can you prove you didn't run that red light at Spruce and Main, you can also prove that you were on the Jersey Turnpike at the very moment someone ransacked your ex-spouse's home in Massachusetts. 

Also, in the event of an accident, a good dashboard camera will show exactly what happened -- whether that speeding Porsche ran the light as you say it did or whether that delivery truck really backed into you in the parking lot (the truck driver, of course, says you slammed into him).

Always awake

Most cameras will even protect your car while it's parked. The good ones automatically come to life at any sign of an impact. So that dodo who backs into your cream-colored Lexus and speeds off won't get away with it.

Oh, and let's not forget others who drive your car -- your spouse and children, perhaps. These cameras quickly fade into the woodwork so your family members' true driving habits will soon be visible. It's a dead-certain way to make sure your 17-year-old isn't doing anything he or she shouldn't (not that he or she would, of course. Just saying ...).

I had been afraid the dashboard cameras would quickly become a magnet for crooks. But after trying out a few, I now see a different concern -- once installed with the two-sided tape that accompanies most models, they are nearly impossible to remove. So make sure it's where you want it before you do the deed. 

You may want to get a professional installer to hard-wire the device into your car's electrical circuits. Plugging it into the cigarette lighter is really ugly and makes it too easy for your 17-year-old to disable it. 

Also, these things get hot. Even when my cars were parked in a dark garage, the cameras were warm to the touch after they had been sitting overnight. Not sure what would happen if the car was parked on Camelback Avenue in Phoenix. 

Black box questions

One final thing: there has been some controversy about the "black box" that resides silently in many newer cars. Sometimes prosecutors and personal injury lawyers subpoena the devices to build a case against you. While that could happen with a dashboard camera, it at least is under your control. If you want to rip it out and back over it before the cops get there, go ahead. But don't say we told you to do it.

The folks at SpyTec were nice enough to loan me several cameras for this article. I wasn't able to test all of them extensively but I put two through their paces and found them both more than up to the task. 

DR-32

The DR-32 is a mid-range model, listed at $134.95 on the SpyTec site. Instalation was a snap, as was set-up. Actualy, there really is no set-up, other than finding the best location for the camera, taping it to the windshield and plugging it into what we still quaintly call the cigarette lighter. The camera uses a Micro SD card, which is not included, so be sure to order one before trying to use the camera.

The camera works well enough but I found the video choppy, the audio inconsistent and the general video quality not on a par with the other models I tested. Also, when I played the video back on my laptop, it displayed date and time but not speed and other essential information. 

In this brief demo, the camera is mounted on the right side of the mirror in a Volkswagen Tiguan as my wife drives it sedately on a Sunday-morning errand.

The Lukas Cuty

This is one mean-looking camera. It looks like it belongs in a Porsche or a Ferrari. I couldn't scare up a Ferrari but I mounted it in my 1999 Porsche 911. It worked great but the windshield in the Porsche is raked at a pretty sharp angle and I realized after pasting the thing to the glass that the wide-angle lens was picking up the corner of the rear-view mirror. 

Other than that, the Cuty was cute as could be. It fired right up and starting shooting crisp video and recording every exhaust burble. The Cuty uses a standard-size SD card, which is a point in its favor in my opinion. Unless you are a brain surgeon, the tiny Micro SD card that many cameras use is just too hard to handle. 

Perhaps more important, the Cuty includes the time/date stamp, speed and other information on the video read-out. It also displays your speed while you're driving and starts beeping at you if if detects excessive foot-heaviness.

For $199, this one gets a Best Value award in my book. 

Here's a brief spin in the Porsche:

Pittasoft Blackvue

AT $299, this is the most expensive of the cameras I examined and may be the best for car enthusiasts who want the very highest performance and, perhaps more significantly, drive cars with sharply-angled windshields, like my old Porsche. Its unique cylindrical shape lets you slide it in front of the rear-view mirror, slipping into spaces that are too tight for bigger cameras.

I found it a bit complex to set up and sort of ran out of time. If it interests you, here's a fairly comprehensive review and set-up guide from a British car enthusiasts' site.

I suspect these will soon be standard equipment on most cars, but if security is important to you -- or if you just like to watch videos of your trips to the liquor store -- these cameras offer a lot of technology for just a few bucks. Besides, when they become standard equipment, they'll probably include a chip that sends a record of your activities to the NSA or Google or somebody, so there's a real advantage to being an early adopter.

Michelin recalls light truck replacement tires

Michelin North America is recalling approximately 100,000 tires in order to retrieve an estimated 2,500 tires -- about 2.5 percent of the recalled population -- that could have partial or full sidewall perforations that could cause them to experience loss of air pressure.

No deaths, injuries or accidents have been reported in connection with these recalled tires.

The recall involves certain sizes of the MICHELIN LTX M/S2, MICHELIN X Radial LT2 and MICHELIN Latitude Tour tires sold primarily in the U.S., Canada and Mexico. The tires are typically found on light trucks and SUVs.

Owners of the affected tires (listed below) should visit an authorized Michelin retail location as soon as possible to have the tires replaced at no charge.

Are Your Tires Properly Inflated?

Quick, how many pounds of air are supposed to be in the tires on your car? If that information isn't at the top of your mind, you aren't alone.

A survey by the Rubber Manufacturers Association (RMA), the national trade association for tire manufacturers, shows only about one in six vehicles have four properly inflated tires and only 15 percent of drivers know how to properly check tire pressure.

Why is that an issue? Under-inflated tires are a safety risk, causing tires to wear out faster. They also waste gasoline.

The National Highway Traffic Safety Administration (NHTSA) estimates that under-inflated tires contribute to more than 600 fatalities and 33,000 injuries each year. The U.S. Department of Energy estimates that under-inflated tires wastes more than 1 billion gallons of gasoline annually.

"America needs inflation," said RMA President and CEO Charles Cannon. "In just five minutes every month, motorists can ensure that their tires are properly inflated which promotes safety, better fuel economy and helps prevent premature wear."

Tire pressure tips

Check tire pressure monthly and before long trips. Use the vehicle manufacturer's recommended inflation pressure. This information is found on a label on the driver's side door post or motorists can check their owner's manual.

Check tires when cold, before driving. Otherwise, tires become warm when driven which increases tire pressure and the reading is not accurate.

A phone survey of 1,000 U.S. drivers, sponsored by RMA, found that 62 percent of drivers don't know where to find the correct inflation pressure for their vehicle's tires and 43 percent don't know that tires should be checked “cold,” before driving.

The survey found that, while 60 percent of motorists wash their vehicles once a month, only 15 percent check tire pressure that often.

How To Select Tires For Your Car

Tires are probably the most important, but most under-appreciated part of your vehicle. They are literally where "the rubber meets the road," the only part of your car that makes contact with the highway. You tend not to think much about them, until something goes wrong.

Robert, of Cottonwood Falls, Kan., said he purchased four Yokohoma tires for his truck in February 2011. Upon checking them this month he reports what he considers excessive wear.

"The mileage on the tires from purchase date is 26,000 miles," Robert wrote to ConsumerAffairs. "I'm very dissatisfied and angry that the tires cost over $750 and did not last longer than 14 months."

Paul, of Hicksville, N.Y., reports what he considers a more serious problem with the tires he purchased at Pep Boys three years ago. He said he made a disturbing discovery when he had a flat tire.

"On changing the tire I found the tire delaminated," Paul wrote in a ConsumerAffairs post. "To a trained person, it is clear the tire is defective. Upon looking at the other tire, it is clear it is beginning the same delamination."

Obviously, new tires should not contain defects and should not wear out after a year of use. Sometimes, however, it's not the tires that cause the wear but an improper installation or alignment. But there's no question that getting the right set of tires for a vehicle is the starting point for satisfaction and safety.

If it's time to replace you tires, you have several options. You can replace your tires with the same brand and size that came with the vehicle. Or, you could move up to better quality tires - ones that promise more miles or an added measure of safety.

Considerations

Choosing the right tire involves knowing how you expect to drive the vehicle. Do you drive long distances for your work? Do you have to navigate mountainous back roads? Do you in an area that gets lots of rain or snow? Or, will you rarely drive at highway speeds?

It also involves what's most important to you about tires? Do you want tires that will last longer? Ones that enhance the comfort of your ride? Do you want tires that minimize road noise?

Where you buy is important too

Once you have figured out how you will drive and what's most important to you, find a store that you trust to recommend a tire that fits you needs. A good sales person will ask a lot of questions before recommending a tire.

A good tire store will also stand behind their work, so that if you experience problems like Paul and Robert did, they'll help you resolve it.

While the technology behind tires is a lot better than it used to be, tires are also more expensive than they once were. That's why it's important to shop carefully, buying the right tires for you vehicle from the right store.

What's the right store?

How do you decide what store is right for you.  A good place to start is the ConsumerAffairs Tire Department. There you'll find consumers reviewing -- and often lamenting -- their experiences with various stores and tire brands. Keep in mind that reviews tend to focus on the negative, but at the same time, watch out for patterns.  If tons of consumers complain that a certain tire brand delaminated or didn't wear well, that should be a cautionary note.

The problem with many tire stores is that they tend to push certain brands. In other words, they sell you want they want to sell you, not what's best for you. One way around this is to shop online at a site that walks you through the process and displays as many or as few options as you specify.

Just a few consumer comments about TireRack

TireRack.com, a favorite of ConsumerAffairs editors, has a well-designed website that basically "interviews" you about your vehicle and your driving preferences. You can, for example, specify your model and ask to see only all-weather tires made by certain companies. The prices are competitive -- usually $10 to $30 less per tire than you would pay locally.  If you're not up for installing tires yourself, TireRack will ship your tires to a local service station or tire store that will install them for you.

Ironically, the tires may wind up being shipped to one of the local tire stores you initially avoided.

A ConsumerAffairs editor had this experience recently when buying new tires for a MiniCooper. He initially visited a Just Tires store in his neighborhood but found only a few tires in the right size. He ordered from TireRack instead and had the tires shipped to -- guess who? -- Just Tires. By the time he paid Just Tires $20 or so per tire to install the tires, he wound up paying about what he would have paid if he had bought the tires at Just Tires but he got the specific tires he wanted, which Just Tires didn't have in stock.

Good margins

While waiting around Just Tires, our editor made small talk with the store manager, who groused about all the online orders the store was now installing.

"Well, you're making $20 a tire for the installation with no inventory cost, no long-term storage and no sales expense.  That sounds pretty good to me," the editor said.

"Yeah, you're right.  I hadn't really thought about it that way," the manager said, though he still didn't seem very happy about it as he slouched back to his office.

Getting New Tires? Here's What to Look For

For drivers who are searching for the right set of new tires for their vehicle, a new release from Consumer Reports magazine shows how the company rates over 150 tires now on the market. Consumer Reports scores tire models on the following criteria:

  • Wet and dry performance
  • Performance on the ice
  • Handling
  • Hydroplaning
  • Performance in snow
  • Noise
  • Rolling resistance
  • Longevity of tire tread

The report also tests tires according to their ability to provide a comfortable ride. Consumer Reports tested tires for all sorts of vehicles, including cars, trucks and SUVs, as well as different seasonal and high-performance tire types.

In a preview of the full report, which gets published in Consumer Reports magazine and accessed by subscription online, the company provided some helpful tips for consumers, as well as some additional caveats related to auto shopping.

One recommendation from top staffers is that consumers should look for tires that can last a long time while still providing good traction on the road. CR also advised customers to think about the higher cost of  run-flat tires, which lessen the inconvenience of a flat, but generally end up costing drivers more in total costs of ownership for a vehicle.

Right type

Consumer Reports also suggests that drivers choose the right type of tire from the following:

  • All-season tires that have overall good tread and allow for a comfortable ride, but less performance in inclement weather
  • All-terrain tires for off-roading
  • High-performance tires that help with handling but don’t last as long
  • Winter tires that provide better traction on snow and ice

Tire shoppers should also review the laws on winter tires, including tire studs and chains, in their state of residence.

Consumer warnings

One additional point that CR is making is that some car companies are now skimping on the basic equipment needed to actually change a flat.

The report names Hyundai and its top-selling Accent model as a  model that comes factory-equipped with only an air compressor and sealant kit, rather than the traditional spare tire and jack.

Another car buying issue that drivers may want to look out for is “locking lugs.” This is another fancy feature on new cars that can actually be a frustrating barrier to changing a spare. Locking lug nuts are specialty bolts for tires that can only be removed with a special manufacturer’s tool.

Although these features are promoted as a theft deterrent, many consumers feel that unless their vehicle is parked in an extremely high-crime area, these specialty lugs are unnecessary. As for the disadvantages of locking lug nuts, ConsumerAffairs has received various complaints from consumers that feature some of the problems with these items, including:

  • Inability to change or rotate tires when the original tool is lost
  • Damage to locking lugs or specialty tool at a place of service
  • Problems securing a spare tire with locking lug nuts

Drivers can ask questions at the dealership about whether locking lug nuts will really help them to secure their vehicle, or whether these specialty bolts will make it necessary to return to the dealership for even minor service in the future.

Spare Tires Face Extinction in New Cars

It's fun oohing and aahing over all the new cars manufacturers are showing off at auto shows around the country.  But pop the trunk and chances are, you won't find a spare tire, or a jack, or even a lug wrench.  They've gone the way of the Model T.

That’s because some vehicle manufacturers are omitting heavy spare tires in order to meet new government fuel efficiency standards, explains the auto club. Instead of a spare, auto makers, from Acura to Volvo, are equipping new vehicles with an emergency sealant and inflator kit or tires that if damaged can run reasonable distances without air. The vanishing spare tire has car buyers buzzing.

“The sad truth is, many vehicle owners are unaware that their late model vehicle has no spare tire until they have a flat tire or a blow-out, and that could cause desperation on the side of the road,” said John B. Townsend II, AAA Mid-Atlantic’s Manager of Public and Government Affairs. “Yet, the emergency sealer/inflators kits are ineffective, if your tire gets a large puncture or has a blow-out.

"Auto dealerships in the Washington metro area say they are seeing a surge in the number of customers worried about the eventuality of a flat tire and, as a result, they are purchasing spare tire kits for their recently purchased vehicles. The cost of the spare tire kit can run from $150 to $350, depending upon the make and the model,” Townsend said.

“There are more than 700 new automobile makes and models on the marketplace today, but only 51 models come equipped with full-size matching spare tires, which are quickly becoming a relic of the past. First, they were replaced by ‘donuts’ or compact temporary spares and now more cars are coming off the assembly line with no spare at all. Many motorists will find that vexing and annoying,” he said.

13 percent

In fact, 13 percent of all new vehicles sold in the first half of 2011 did not include a spare tire, and that number is expected to increase in future models and makes, explains AAA Mid-Atlantic. Even so, 51 percent of 2011 models came equipped with temporary spares, and the run-flat tire was standard in 7.2 percent of 2011 model-year vehicles, auto industry research shows.

A consumer who recently purchased a new 2012 Elantra posted the following diatribe to the Hyundai Motor America Corporate Office  blog. “No spare tire, No jack…Was not told any of the above (about the jack and spare) I called the office and [the dealership] told me they don’t put the jack and spare to get the fuel mileage…not happy with this new Elantra. Would not buy another.”

Why the sea change?  Well, in 2010, the Department of Transportation and Environmental Protection Agency established new corporate average fuel economy standards for vehicle model years 2012 to 2016. The new standards are set at a combined 29.7 mpg for the 2012 model year, increasing to 34.1 mpg by 2016.  Achieving these standards will require many changes to the vehicles we drive. 

“As a result, consumers should review their owner’s manual and emergency maintenance supplies they have in the vehicle and be informed about alternatives to a spare to prevent panic or a delay when encountering a flat tire,” the auto club advises.

One area of focus is to reduce the weight of vehicles without compromising occupant safety.  A spare tire, related tools and a jack can weigh more than 40 pounds. That may seem like a small amount, but every little bit helps. Unlike other weight-saving changes, it doesn’t add cost to the vehicle.

Motorcyclist Learns Dangers of Tire Shine the Hard Way

Sherman Jones of Santa Paula, Calif., was excited. A longtime motorcycling enthusiast, Jones had just bought a used 2005 Honda CB250 motorbike. On Friday, as the weekend approached, Jones took a few minutes to give the bike a last once-over before hitting the road to Oxnard the next morning.

Not wanting to overlook any part of his new bike, Jones applied a coat of Turtle Wax F210 Tire Foam and Shine to the tires. The next morning, as he approached his first turn at about 20 miles per hour, the bike slid out from underneath him, breaking his shoulder on impact and sending him on an expensive trip to the Ventura County Medical Centers Emergency Room.

Jones attributes the accident to the tire shine, which he believes compromised the traction of his bikes tires.

"It was like hitting ice," Jones said. "I lost total control." The official cause of the accident as stated in the police report was "slippery spray on tires", terse testimony that calls into doubt the safety of using tire shine products on two-wheeled vehicles.

And no, it's not what you're thinking. He didn't put the foam on the tire's treads. He applied it only to the sidewalls, he said.

Looking back on it, Jones hypothesizes that as the tires spin, they "generate centrifugal force which causes a build-up of the shine material near edge of the tread," creating a potential hazard when the bike is leaning through a turn. This theory has been supported by a number of forum users on various motor vehicle enthusiast websites, including www.sportbikeworld.com.

The Turtle Wax F210 Tire Foam spray can that Jones used does feature a vaguely worded warning in the fine black print caution statement on its back, simply stating, "Do not use on cycle tires." Seemingly contradictory, however, Jones' edition of the product features a "Safe for all Tires" pitch in much larger font towards the cans top, a boast that has been removed in more recent editions.

Clearer warnings

Turtle Wax competitor Armor All, which has the "Extreme Tire Shine" line, warns against the use of its product on motorcycle and bicycle tires. The companys website explains how tire shine, while ideal for protecting car tires, should not be used on two wheeled vehicles "due to slipperiness."

Meguiars Hot Shine and Black Magics Tire Wet lines, each of which compete with Turtle Waxs F210 formula, feature distinct warnings in bold capital letters that caution against the use of tire shine on two-wheeled vehicles. These warnings, while the most clearly visible of the brands available at Jones local AutoZone store, were still limited to the backsides of each can and were set in the same color as the rest of the surrounding font. Jones insists that these labels "though better, should be on the front."

All of these manufacturers are evidently aware of the dangers that may result from using tire spray on two-wheeled vehicles, but Jones questions why they don't do a better job of warning consumers.

All the companies cans state in large bold letters spanning the bottom under the front logo "Danger: Contents under pressure," yet make no mention on the front side about the dangers of using the products on cycle tires. Most everyone who has not been in a time capsule knows that pressurized cans are dangerous, but it's not immediately evident that tire shine shouldn't be used on certain types of tires.

Jones says his painful injuries serve as a daily reminder of this hidden hazard and says he has a new attitude about shiny tires: "Tire shine has a place in car shows, but not on the road."

"The only thing I use to clean my tires now is water and a brush," Jones said.

Important Things You Should Know About Tire Shopping


We've all seen those beer commercials that talk about a "born on" date, telling you when the product was brewed. The same principle applies to tires.

When buying new tires for your vehicle, it's important to check the side of the tire for its manufacture date, said Connecticut Consumer Protection Commissioner Jerry Farrell.

"My tires had 50,000 miles on them so I knew it was time for a change, but I asked the technician to take a look at them anyway," Farrell said, while shopping for tires at a Wallingford dealer. "During his inspection, he explained how the materials used in tires naturally age and are affected by temperature, storage conditions, maintenance, and weather, and how tires can gradually harden and lose elasticity, leading to tread separation, cracking, and tire failure." Many times these changes are not noticeable from the outside of the tire.

Sean Kane, founder and president of Safety Research & Strategies, Inc., a Massachusetts-based national research organization specializing in safety matters, notes the majority of vehicle manufacturer owners' manuals now recommend tire replacement at or around six years -- regardless of tread wear.

Deciphering the code

To help consumers identify the age of their tires, the U.S. Department of Transportation's National Highway Traffic Safety Administration (NHTSA) requires that Tire Identification Numbers be printed on the sidewall of each tire. These numbers must identify the manufacturing location, tire size and manufacturer's code, along with the week and year the tire was manufactured.

The sidewall also includes the maximum pressure for your tires. But that's not necessarily the best tire pressure for your car, and you shouldn't inflate your tires to the maximum level.

Instead, look for a sticker inside the driver's-side doorjamb or glove box, or check your owner's manual for the correct air pressure for the tires on your vehicle. You will improve gas mileage by keeping your tires inflated to the proper pressure. Under-inflated tires can reduce mileage at a rate of up to eight cents-per-gallon of gas.

"When looking for the manufacture date on the sidewall, look for the long series of letters and numbers starting with the letters DOT," Farrell said. The week and year the tire was produced is printed as the last four digits of this Tire Identification Number; the last two digits identify the year, and the two immediately before them identify the week of the year. For example, if the last four digits read 2209, the tire was made in the twenty-second week of 2009.

Tire tips

"When you shop, consider choosing the tire that offers the longest possible life," Farrell said. "And remember, the unused tires sitting in your garage or in your spare tire compartment need to be checked for age also."

He also recommends having your tires inspected by your mechanic during regular automobile maintenance and keeping them inflated according to the manufacturer's recommendations for longest life and safest use. Regular tire rotation and checking for uneven wear will save on tires and gas costs.

"Buy a tire gauge and check your car's tire pressure every month," Farrell concludes. "If your tires are low on air, you're wasting gas and money. The best time to check your tire pressure is when the tires are cool -- not right after a long drive. In hot weather, check the pressure during the coolest part of the day."

Bridgestone/Firestone is recalling about 127,000 Firestone FR 380 tires, size P235/75R15, manufactured from Sept. 9, 2007 through July 2, 2008.

Continued use of the tires may lead to vibration and groove cracking, which could in turn lead to tread distortion or tread separation and loss of vehicle control.

Bridgestone will notify owners and replace the tires free of charge. The company will also mount and balance the replacement tires at no charge when the recall begins in June.

Cooper Tire is recalling Cooper CS4 Touring (VR) tires, size 215/55R17, produced between September 7 and October 11, 2008.

The tires may have been cured for an inadequate amount of time. This condition can lead to tread separation, possibly resulting in loss of vehicle control and a crash.

Cooper Tire will notify owners and replace, mount, and balance any defective tires free of charge. Dealers will examine suspect tires to see if they fall in the recall population. The recall is expected to begin on or about December 18, 2008.

Dill Tire Valve Stems Recalled

Dill Air Control Products is recalling snap-in rubber tire valve stems sold between November 2006 and July 2007.

If you purchased tires between November 2006 and July 2007, and if the valve stems in your wheel contain the unique Dill cap (shown below), you should have the valve stems inspected for cracks in the rubber.

These valves may lack the required additive to protect the rubber against deterioration from ozone exposure. As a result, affected valve stems, when subject to high levels of ozone, may weather and crack earlier than normal for this product. Over time, such a crack could progress to the point that it leaks air resulting in a loss of tire pressure. Loss of tire pressure can result in a flat tire and/or loss of vehicle control, which could cause a crash without warning.

The recall is for models APC TR413, TR414, and TR418.

Tire dealers will inspect your Dill ACP valve stems and replace them if cracked at no charge to the consumer. The tire dealer will then file a claim with Dill.

States Recall Chinese Tires


Once again, states appear to be out in front of federal regulators when it comes to safety. Without waiting for Washington, 24 state attorneys general have issued recalls of an estimated 270,000 tires, imported from China, that may be unsafe.

The tires are among those imported by Foreign Tire Sales, of New Jersey, and manufactured by Hangzhou Zhongce Rubber Company Ltd. Sold under the brand names of Compass, Westlake and YKS, the tires are designed for use on SUVs, trucks and vans.

The head of the federal National Highway Traffic Safety Administration (NHTSA) told a Senate committee last month that federal safety regulations are not adequate to deal with motor vehicle equipment importers refusing to recall defective products.

Tires made by Hangzhou Zhongce were imported to the U.S. by Foreign Tire Sales but the New Jersey company says it is unable to conduct a thorough recall because of a lack of money.

State officials said they decided to act now, without waiting for federal regulators.

We believe that some of these potentially dangerous tires were sold in Eastern Washington and encourage all Washington drivers to check their vehicles, said Washington Attorney General Rob McKenna said.

If you have any of these tires, immediately contact the dealer where you made your purchase and have them thoroughly inspected. Dont drive long distances and be careful not to overload your vehicle, he warned.

Foreign Tire Sales filed a Defect and Non-compliance Report with the National Highway Traffic Safety Administration on July 2, 2007, saying the tires may not meet the minimum specifications provided to the tire manufacturer.

Affected tires lack gum strips, an important part of a tire related to the prevention of thread separation. Tire treads could separate, creating a potential safety hazard on the road. At least one serious accident has been caused by such an occurrence with these tires.

The potential for harm is great for consumers who may have purchased these tires, said Maryland Attorney General Douglas Gansler. Consumers who believe they own the affected tires should have them inspected by their tire dealer as soon as possible and contact our office.

The tires were sold from 2002 to 2006. The states are still trying to determine whether additional potentially unsafe tires may have been distributed by other U.S.-based distributors or if other brand names were involved, McKenna said.

What To Do

Heres how to check your vehicle:

Examine the sidewall of your tires for the brand name, size, model and DOT number. Brand names included in the recall are Westlake, Compass and YKS.

The letters "DOT" certify compliance with all applicable safety standards established by the Department of Transportation. Adjacent to this is a tire identification or serial number. This serial number is a code with up to 11 digits that are a combination of numbers and letters.

If the DOT number contains "FTS" as part of the number, the tire may be subject to recall. Affected tires also will contain a tire size starting with "LT," as well as a DOT number that starts with "7D" and ends in either "02," "03," "04," or "05."

Importer Faces Bankruptcy

The New Jersey importer earlier said it would be able to replace about ten percent of the tires before running out of money and declaring bankruptcy, the company's lawyer said.

Once FTS has replaced as many of the tires as it can, the company will have to declare bankruptcy, according to Lawrence Levigne, the attorney representing FTS. He said the tire importer estimated that it has enough funds to replace about 10 percent of the 450,000 tires that may be defective.

New Jersey authorities joined federal highway safety officials to demand information from the tire importing company about the tires it bought from a Chinese manufacturer and sold to U.S. distributors.

Levigne said the company would comply with the subpoena issued by the state Attorney General's Office.

The National Highway Traffic Safety Administration ordered the recall, which includes light truck radial tires imported between 2002 and December 2005. The brands involved are Westlake, Telluride, Compass and YKS.

The tires, made by China-based Hangzhou Zhongce Rubber Co., have an insufficient or missing gum strip, a rubber feature that helps prevent steel belts inside the tire from separating or from damaging the rubber.

FTS alerted NHTSA to the problem in an official document filed in June. NHTSA responded by ordering a recall. Failure to recall the tires could result in fines for the importer, NHTSA reminded in a letter faxed to the company yesterday.

"At the risk of putting ourselves out of business, this company did the right thing and we reported the problem," said Levigne, who faults NHTSA for not doing more to help the company correct the problem.

Heather Hopkins, a spokeswoman for NHTSA, responded that NHTSA does not have the resources to help companies carry out recalls even if it puts the company at an extreme financial hardship.

"We don't have the mechanism to pay for a business to continue being in business," she said.

Associate Administrator for Enforcement Daniel C. Smith wrote FTS President Richard Kuskin stating that, The Safety Act does not provide for any exceptions to the notification and remedy requirements based on the financial impact on the manufacturer. A company that chooses to import motor vehicles or motor vehicle equipment into this country accepts the same responsibility for compliance with the Safety Act as any other manufacturer.

Owners of tires carrying the Westlake, Compass Telluride and YKS (or a combination of these names) should check the sidewall of their tires for the DOT number. If the DOT number contains FTS as part of that number, the tire may be subject to this recall.

If the tire does not contain FTS in the DOT number it is not part of this recall.

The affected tires will also contain a tire size starting with LT. If the tire size does not show LT, it is not part of the recall. The affected tires have DOT numbers that start with 7D and end in either 02, 03 04 or 05. No other tires are involved in the recall.

State Subpoena

The State of New Jersey issued a subpoena to FTS earlier. Assistant Attorney General Anne Milgram said New Jersey wants to coordinate with the offices of Attorneys General of other states and the National Highway Traffic Safety Administration.

We need to know exactly how many tires were sold, the identity of the purchasers and how consumers are going to be notified that they are riding around on tires that might fall apart and cause serious injury, or, in at least one instance, cause death, Milgram said. This is a critical public safety issue that affects consumers throughout New Jersey and the United States, and we will do everything we can to protect people from harm.

The subpoena seeks information regarding the locations to which the tires were shipped, the identity of consumers who might be using them, FTS knowledge that the tires might be defective, and information about the recall.

FTS bought light truck radial tires from Hangzhou Zhongce Rubber Co. Ltd. of China from 2002 and 2006.

Chinese Denial

The Chinese manufacturer of the light truck tires has now denied it supplied faulty products and accused its FTS of making the claim to gain an advantage in an unrelated dispute.

"We have not found the faults cited by FTS," Hangzhou Zhongce said in a written statement. It said its tires met U.S. safety standards and FTS' specifications.

"We believe this is merely an effort by FTS to stir up a fuss due to this lawsuit," the tire manufacturer said.

Feds Recall Chinese Tires Blamed for Fatal Van Accident


The National Highway Traffic Safety Administration has ordered the recall of as many as 450,000 tires purchased from a Chinese manufacturer and sold in the U.S.

An inspection of several tires made by Hangzhou Zhongce Rubber Co. Ltd. in China found that the light truck radial tires were made without a gum strip or with an insufficient gum strip between the belts. The gum strip keeps the belts of a tire bonded.

Foreign Tire Sales Inc. of Union, New Jersey asked NHTSA to recall four tire models the company found to have separations at the belt edges.

The Chinese tire manufacturer has not provided NHTSA with a remedy or recall schedule for the faulty tires.

In ordering the recall, NHTSA stated that these tires fail to comply with the requirements of the Federal Motor Vehicle Safety Standard No. 119 the regulates pneumatic tires.

NHTSA warned that treads on the recall tires could separate while driving at highway speeds, possibly resulting in a crash, property damage or death.

The problem with the recalled tires is similar to that which led to the nations largest tire recall in 2000, involving Bridgestone and Firestone tires when the two companies recalled 6.5 million Firestone tires.

Those tires, which were mounted mostly on Ford Explorers, were blamed for causing 148 deaths and more than 500 injuries in the United States.

Foreign Tire Sales Inc. said it imported an unknown number of the light truck radials from 2002 to June 2006. The tires were shipped directly to distributors.

FTS also warned that other importers may have sold tires made by Hangzhou Zhongce. The Chinese company has failed to provide information that would allow FTS or NHTSA to determine exactly how many tires, and which batches, have the problem.

The Hangzhou tires were sold under at least four brand names -- Westlake, Compass, Telluride and YKS. The tires were sold in sizes LT235/75R-15; LT225/75R-16; LT235/85R-16; LT245/75R-16; LT265/75R-16; and LT3X10.5-15.

FTS on May 31 sued Hangzhou in U.S. District Court in Newark, charging that its tests found that the tires may fail earlier than those originally provided by Hangzhou and that a recall would put FTS out of business.

FTS reported in its filing that Hangzhou sold tires Tireco, in Compton, California; Strategic Import Supply, in Wayzata, Minnesota; Omni United USA Inc., in Jacksonville, Florida.; Orteck International Inc., in Gaithersburg, Maryland.; K&D Tire Wholesalers LLC, in Carlsbad, California; and Robinson Tire, in Laurel, Mississippi.

Initially, the tires passed endurance tests, the report said. But once the warranty claims rose in 2005, FTS began conducting its own tests. A visual analysis revealed that some tires seemed to have an insufficient or missing gum strip -- a key safety feature to preserve the integrity of the belts.

After the May crash, FTS said it removed tires from other ambulances and found insufficient or missing gum strips on tires manufactured in 2004 and 2005. In September 2006, Hangzhou finally admitted to FTS that it had reduced or omitted the gum strip from an unspecified number of tires, FTS alleges.

But Hangzhou officials told FTS that in January 2006, it began to reintroduce some amount of the gum strip back into the tires. In March 2007, FTS did further testing and analysis on Hangzhou tires and found that they experienced tread / belt separations at 25,000 miles.

"These tires could pose an immediate danger to consumers and should be removed," said Sean E. Kane, president of Safety Research & Strategies, a safety advocacy and consulting firm that has been pushing for tougher tire safety standards.

Chinese Tires Blamed for Fatal Van Accident


First it was pet food, then toothpaste, then toy trains. Now it's tires.

A lawsuit blames cheap Chinese tires for a fatal traffic accident in Pennsylvania. The suit says tread separation caused a cargo van carrying four passengers to crash, killing two passengers and injuring the other two. The light truck tires were sold under the names Westlake, Telluride, Compass and YKS.

The case is reminiscent of the huge Firestone tire recall of 2000, when faulty tires were blamed for a series of accidents and rollovers, many involving the Ford Explorer.

"This is a prime example of a private lawsuit with a substantial public benefit," said Jeffrey B. Killino, an attorney with Woloshin & Killino, which represents the families of the deceased and injured. "The Hangzhou Rubber Company deliberately and secretly removed a safety feature from these tires and two young men died as a direct result. This was a tragedy that didn't have to happen, but hopefully we can prevent future fatal crashes."

The tires were manufactured by China's Hangzhou Zhongce Rubber Co. and imported by Foreign Tire Sales Inc. (FTS), of Union, N.J. FTS says a crucial safety feature was omitted from as many as 450,000 tires it imported from the Chinese company since 2002.

Possible Recall

In a filing with federal safety officials, FTS says that other U.S. distributors have also been selling the tires in question and warns that a recall may be necessary. It estimates there may be a million or more tires involved.

FTS claims it can't afford to pay for the recall itself. It has filed suit in a New Jersey court, sekking to shift liability to Hangzhou.

The safety feature in question is a six-millimeter layer of rubber that is supposed to be placed between the steel belts to strengthen the tire. But FTS says Hangzhou removed the safety feature without notifying its U.S. distributors.

FTS says it noticed the problem a few years ago, as it received a larger than usual number of complaints from consumers. The company says it knows of at least one other accident, this one involving an ambulance in May 2006.

After the ambulance crash, FTS examined the blown tire that caused the rollover. It said it found that the Chinese manufacturer had failed to include the 0.6 mm gum strip between the belts to keep them from separating. FTS stopped buying tires from Hangzhou in June 2006, the report said.

According to FTS, the tires may meet minimal U.S. safety requirements but the company said it often requires its suppliers to add extra safety and durability features.

Pennsylvania Accident

The Pennsylvania accident occurred on August 12, 2006. Rafael B. Melo, Claudeir Jose Figueiredo and Carlos Souza were passengers in a 2000 Chevrolet Express 2500 Cargo Van, bearing a Compass Telluride steel belted radial made in China in 2004.

The van was traveling south on Pennsylvania Route 476, when the tire experienced a tread/belt separation causing the van driver to lose control. The vehicle rolled over and the three passengers were ejected. Melo and Figueiredo died in the crash. Souza suffered a permanent brain injury. The driver, who remained in the vehicle, suffered less severe injuries.

The families of three of the passengers sued FTS on May 4. The van driver also filed suit. The Melo, Figueiredo, and Souza lawsuit filed by Killino prompted FTS to file an $80 million lawsuit against the Hangzhou Rubber Company and notify NHTSA of the defect.

Cooper Recalls Pickup, SUV Tires

Cooper Tire & Rubber Co. is recalling 288,000 replacement tires used on passenger cars and light trucks because of concerns about slow leaks and cracking in the tires.

The company will replace the tires for free. Cooper Tire & rubber is warning owners to avoid driving at highway speeds until the tires are inspected and replaced.

Roughly 183,000 tires manufactured between February 2004 and January 21 are on the recall list because of a slow leak that may be caused by a contamination problem the upper sidewall.

The models, used on pickups and sport utility vehicles include the Cooper Discoverer S/T, Dean Mud Terrain Radial SXT, Durango Radial XTR, Mastercraft Courser C/T, Dick Cepek Radial F-C II, Mesa C/T, Pro Comp Xtreme A/T and Tempra Trailcutter Radial RT.

Cooper Tire & Rubber said an additional 101,000 tires used on passenger cars are being recalled because of cracking found during testing.

These tires were made from November 2004 to July 2005 and include the Dean Alpha 365 A/S, Mastercraft A/S, Starfire Flite-line IV and Trendsetter SE.

Cooper Tire was also recalling more than 3,000 of the Cooper Zeon 2XS and Mastercraft Avenger ZHP because of cracking in the sidewall.

The Ohio-based tiremaker reports there have been no known crashes or injuries linked to the recalled tires. Cooper Tire & Rubber produces 40 million tires each year, according to the company.

Toyo Tire has announced the recall of a targeted batch of 24 medium duty radial truck tires produced in the GTY plant in Mt. Vernon, Ill., during the week of Dec. 12-18, 2004.

A defect which relates to motor vehicle safety is possible on tires manufactured with DOT production date codes of "5004". To date, there have been no reports of accidents, injuries or property damage, a company news release said.

The affected tires were built with a non-specified rubber compound in the shoulder area of the tire. As a result, the overall durability of the tire is reduced. During extended operation, the shoulder area of the tire could lift, resulting in a degraded ride and handling. Failure to replace the tires will lead to tread separation and possible loss of vehicle control that could result in a crash.

All affected tires may be identified by the size, tread pattern, and DOT numbers detailed in the list (below). All tires display a white barcode label on the tire's lower sidewall near the tire bead with specific barcode identification numbers. Only tires with the specified barcode identification numbers (below) are affected by this recall

Petition Calls for Tire Dating

Beer bottles have them. So do tubs of margarine and cans of applesauce. But tires have neither an expiration date nor a manufacturing date. Yet old tires are dangerous too and federal safety regulators are being asked to require a date that tells consumers a tire's true age.

SRS Inc., an auto safety research firm, has petitioned the National Highway Traffic Safety Administration (NHTSA) to require easily readable creation dates on car and truck tires.

SRS President Sean Kane says that as of November of 2004, his group has documented 37 fatalities and 35 serious injuries associated with age-related tire tread separations. In many of these cases, the tires were unused spares and showed no signs of degradation.

Aged tires are often unsuspectingly put into service after having served as a spare, being stored in garages or warehouses, or simply used on a vehicle that is infrequently driven. In many instances these tires show no visible sign of deterioration, and absent any visible indicators, tires with adequate tread depth are likely to be put into service regardless of age.

The SRS petition cites a crash in San Bernardino, Calif., in July of 2003 involving a 1997 Toyota 4Runner. Three weeks after a Toyota dealer performed service on the vehicle, rotating an original spare tire onto the right rear wheel, the tread separated at highway speed, resulting in a rollover. A young mother died from head injuries in that incident.

Kane noted in a filing with NHTSA in 2003 that the British Rubber Manufacturers "strongly recommended" that used tires should not be put into service if they are over six years old and that all tires should be replaced 10 years from their date of their manufacture. It also notes that environmental conditions like exposure to sunlight and coastal climates, as well as poor storage and infrequent use accelerate the aging process.

The SRS petition asks that the agency take three interim steps to address the tire age problem:

• a Consumer Advisory alerting the public to the hazards,

• that NHTSA seek specific information from the tire and vehicle manufacturers that will help with further evaluation of the problem, and

• that NHTSA require a date of manufacture molded in both sides of the tire in a non-coded fashion.

NHTSA has 120 days to reject or accept the petition.

BFGoodrich, Uniroyal, Liberator, Medalist, Phantom, Prospector Tire Recall

BFGoodrich is recalling 46,000 tires carrying the BFGoodrich, Uniroyal, Liberator, Medalist, Phantom and Prospector brands. The company said they do not perform to company standards.

There have been no accidents or injuries reported and no property damage claims filed but the company said there may be similar performance issues with up to 3,500 tires, representing six tire brands. All recalled tires will be replaced free of charge.

The recalled tires have Department of Transportation tire identification numbers which begin with DOT BF and end with the last four digits 1504 or 1604. The DOT codes are found on the inner or outer sidewall of the tire just above the wheel rim and are printed in small type. There are no issues with tires manufactured outside of these DOT weeks.

Feds Issue New Tire Safety Standards

The National Highway Traffic Safety Administration (NHTSA) has issued new, more stringent performance requirements that will apply to nearly all new tires for use on cars and trucks. But the agency put off taking action on new standards for tires as they age and when they encounter road hazards, saying it needed more time to study those areas.

"Without question, these new performance requirements will improve tire safety," said NHTSA Administrator Jeffrey W. Runge, M.D.

"I think it's important that they moved ahead and made some improvements . . . but they are just not addressing some of the really hard issues. In that way it's a disappointment," said Joan Claybrook of the consumer advocacy group Public Citizen.

Given the growing popularity of SUVs and other light trucks, NHTSA is extending the tire performance requirements for passenger car tires to the LT tires (load range C, D, and E) commonly used on pickups, vans and SUVs.

The rule strengthens the current requirements for high-speed and endurance tests while adding a low-pressure performance test. It also defers action on other upgrades including new tests for aging and road hazards, and modifications to the current bead unseating test.

Under the new high-speed standards, tires will have to pass performance tests at 87, 93 and 99 mph; the fastest current test is 85 mph. Endurance standards will be increased by 50 percent for distance and speed.

Since it is the first major change to tire standards in over 30 years, manufacturers will be given four years to comply. All covered tires and vehicles must meet the new standards by June 1, 2007.

The Rubber Manufacturers Association, a tiremakers' trade group, said the industry will work with NHTSA on unresolved issues. Members have concerns about subjecting truck tires to tests for car tires because laboratory conditions are not optimized for the larger truck tires, the association said.

Upgraded tire standards were required under the Transportation Recall Enhancement, Accountability, and Documentation Act of 2000 (TREAD).

In other rulemaking actions required by the TREAD Act, NHTSA issued a number of revisions to its safety standard for child restraint systems, including amendments for incorporating improved test dummies and updating procedures used to test child restraints. These revisions strengthen the technical underpinnings of the standard and ensure a firmer foundation for possible technical improvements in the future.

Child restraints will be tested using the most advanced test dummies available today and tested to conditions representing current model vehicles, NHTSA said.

Bridgestone/Firestone is recalling 42 Steeltex radial tires. The tires have the same type of defect that led to the massive recall of Firestone Wilderness tires used on popular SUVs, the National Highway Traffic Safety Administration (NHTSA) administration said.

The NHTSA announced the recall of Steelex tires manufactured between March 9 and March 15 because of potential tread separation defects that "can possibly lead to a vehicle crash, resulting in serious injury or death," it said on its Web site.

The recall comes just as NHTSA is reviewing whether it should reopen its investigation of 27 million Steeltex R4S, R4SII and A/T tires.

Los Angeles attorney Joseph Lisoni, who has been pressing NHTSA to take a second look at the tires, has filed a $3 billion proposed class action accusing Bridgestone of concealing defects in the heavy-duty tire.

The lawsuit claims the tire, installed on 43 types of vehicles such as pickups, vans and mobile homes, has caused thousands of serious accidents including fatalities. Bridgestone says the latest recall is unrelated to the lawsuit.

NHTSA is expected to make a decision by May 27 on whether it will reopen that investigation.

Bridgestone is still fighting rollover lawsuits in courts across the United States stemming from tread separation in its Wilderness tires, which were standard equipment on the Ford Motor Co. Explorer and other SUVs. About 20 million Wilderness tires were recalled, 14 million by Ford and 6.5 million by Firestone.

Continental Recalls Tires Used on Ford SUVs

August 19, 2002 Continental AG is recalling more than half a million tires used on Ford Expeditions and Lincoln Navigators. The company said the tires are "not performing up to standard."

Continental says that Ford is supporting the recall. Ford broke off a longterm relationship with Firestone last year after a disastrous round of rollovers on its Explorer SUVs. Ford blamed the problem on Firestone while Firestone said the Expedition design was faulty (story).

The latest recall involves 600,000 size 275/60R17 tires used on 2000 and 2001 Ford Expedition and Lincoln Navigator sport UTEs. Customers will be asked to take their vehicles to Ford dealerships, which will replace the tires with Continental P265/70R17 tires at no cost.

"In-depth investigations indicated that these tires were not performing up to our standards after two years in service," Continental said in a statement. The company said the tires were displaying uneven tread wear.

Continental estimated the cost of the recall at about $20 million. The company is based in Frankfurt, Germany. Its U.S. operations are based in Charlotte, NC.

NTB - Warranty Disputes

Called on 1 August 2001 to get 2 new tires on my 1991 GEO Prizm. Person answering phone quoted me a price of $61.00 each for 2 Pirelli 400 tires. Then he said he could knock the price down to $51.00 I ageed and went to get the tires put on. I paid $138.28 for work that was done. Upon arriving at home and looking at my receipt I discovered that I had NO warranty on these tires.

I called NTB on Monday morning and spoke with Jason who said it was up to Pirelli whether to have a warranty or not and that basically I was out of luck. Well, I had pulled a report from the internet on tires and I have in front of me an ad for Pirelli P400 tires (which I got) that showed a warranty of 80,000 miles so I'm confused and don't understand not only that he said they don't volunteer information to customers they assume because they are there that they know everything. I'm not happy.

The consequences are that I basically got "screwed". I now have no warranty on my two new tires which means if anything goes wrong I will need new tires again and I will not go back to NTB. After all, why should I since I have no warranty and I would not recommend them to anyone.

I purchased a rather expensive (i.e., $150 each) pair of Michelin MXV4 205-60V-15 tires from a National Tire & Battery Store (3030 South Memorial Parkway) while on a trip in Huntsville, Alabama. Recently, one of these tires failed when it developed a bubble in the sidewall.

Today, upon taking the tire to my local NTB dealer, I was informed that, although there is still over 5/32 inches of tread left on this tire and it was otherwise in good shape, I could not receive any trade in allowance for this tire. They claim the tire was damaged hitting a pothole which, under the terms of the manufacturer's warrantly, is not covered because this is "impact damage."

First, we never hit a serious pothole (i.e., one that we remembered or one which either damaged the front end or required the front end to be realigned). Second, these are expensive high performance tires which should not fail under minor impact. However, NTB refuses to provide any allowance for this faulty tire. What are my recourses other than to never purchase any tires from either NTB or Michelin? Is this a problem with the manufacturer (i.e., does Michelin have a history of such defects with this tire) or is this a problem with the tire dealership (NTB) in a failure to provide adequate customer service?

High-performance doesn't always mean high durability. High-speed tires are "stickier" than their more pedestrian cousins and in many cases are more prone to damage and premature wear.

I have a 1999 Toyota Corolla. On November 10, 1999 I opened up an account for $255 and purchased a set of tires with the warranty up to 50,000 miles. My odometer had a reading of 23,359 miles. On April 27, 2000 I had a flat tire. I took my car to NTB to get the tires replaced. The odometer had a reading of 36,775 miles. Both tire were bald and the steel was exposed. NTB advised me that also needed an alignment. I paid them $170.00 for an alignment and two new front tires.

On November 28. 2000 I got a flat tire. My odometer reading was 49,181. Upon further checking I discovered I needed two new front tires. Both were bald and the steel was exposed. I went to The NTB dealer and was advised I needed an alignment and two new tires. They told me the car may have a problem due to an accident I had in March of 1999.

I went to the Toyota dealer and he informed me there was nothing wrong with the wheels. I called the NTB regional office and spoke to someone in Customer Service who had the store manager call me. He advised me to bring my car back. I went back and he agreed to give me a discount on the alignment and the tires. I spent $80.00 on two new front tires. It seems I am paying for tires that are supposed to give me 50,000 and I am having to replace tires every 14,000. In one year I have spent $504.00 on front tires on three occasions.

I have bought two full sets of Yokohama tires from Sears NTB within less than two years and about 55,000 miles worth of usage. At least two tires went flat with cracks that were "unrepairable". Also, the first set of tires I bought were practically bald after about 45,000 miles.

Despite Sears NTB 60,000-mile warrenty, they do not honor it. IT IS ALWAYS THE CUSTOMER'S FAULT. I have complained to the NHTSB about what I believe are defective tires and I will complain to the appropriate authorities about SEARS. I spent almost $700 on 8 tires (2 sets) in less that 2 years.

Bridgestone/Firestone Agrees to Extend Recall

Bridgestone/Firestone has agreed to replace an additional 1.4 million tires beyond the 6.5 million AT, ATX II and specific Wilderness tires covered in a recall ordered by the National Highway Traffic Safety Administration (NHTSA).

The action resulted from an agreement with the Attorneys General of 48 states, Puerto Rico and the District of Columbia.

The additional tires have been identified as having high tread separation rates. Included are 24 tire models, including additional sizes of the ATX and specific tires from the Firehawk, ATX 23 Degree, Widetrack Radial Baja, Wilderness AT and Wilderness HT lines.

Consumers should go to an authorized Bridgestone/Firestone dealer to obtain reimbursement forms. Consumers will receive up to $140 per tire for any competitor's tire they purchase to replace one of the tires listed under the recall. Bridgestone/Firestone has also agreed to transfer any road hazard warranty or insurance to the new tire, free of charge. It will take four to six weeks for the reimbursement check to arrive.

Additionally, the Attorneys General requested -- and Bridgestone/Firestone agreed -- that consumers will no longer have to sign a release waiving their legal rights as a condition of participating in the recall program. Any such waivers that were signed prior to the agreement will not be enforced.

Goodyear Faces NHTSA Probe

WASHINGTON, Nov. 21, 2000 -- The National Highway Traffic Safety Administration (NHTSA) may be taking aim at Goodyear. The agency is reported to be about to open an investigation into defects in Goodyear Wrangler Load Range E tires used on commercial-size pickup trucks and vans.

The Washington Post reported that the agency has received 37 complaints about the Wrangler tires and said there have been 25 lawsuits filed against Goodyear alleging tread separation and other premature failures.

The tires are provided as original equipment on heavy-duty Dodge and Ford pickups and vans. About 27.5 million of the tires have been manufactured under Goodyear and other brand names.

Goodyear said it has replaced the tires for some customers who have had problems but denied that the model has a safety defect. The company maintains the problelms are due to overloading and vehicle modifications.

Goodyear has been making the tires for a decade. It modified the design in the mid-1990s after receiving complaints about tire failures. That could open the company to charges that it knew about a defect but failed to notify NHTSA as required by law.

Some 6.5 million Bridgestone/Firestone tires used on Ford Explorers and other vehicles have been recalled. Ford has claimed that problems disappeared when the Firestone tires were replaced with Goodyears. A NHTSA probe of Goodyear would potentially call those claims into doubt.

Firestone Recalls ATX Tires

WASHINGTON, Aug. 9, 2000 -- Facing a growing swarm of lawsuits, Bridgestone/Firestone today announced that it will replace free of charge about 6.5 million tires sold as standard equipment on Ford Explorers and other sport utility vehicles.

Meanwhile, the National Highway Transportation Safety Administration is continuing its investigation and may order additional actions. There have been at least 46 reported deaths and hundreds of injuries in accidents involving the 15-inch tires.

The recall covers the P235/75R15 ATX, ATX II and Wilderness AT tires.

Bridgestone/Firestone has been moving quickly to try to settle more than 100 lawsuits filed by motorists and their passengers who were killed or injured in crashes involving the tire. Ford has also been named in many of the lawsuits and has also been trying to settle as many cases as possible.

Both companies have insisted on gag orders as part of their settlements, so the dollar value of the out-of-court agreements isn't known.

It's the largest tire recall in history and is likely to produce more lawsuits, as the extensive publicity alerts consumers who weren't previously aware of the problems with the tire.

It often seems that buying tires is nearly as bad as buying the entire car -- newspaper ads filled with come-on pricing, high-pressure salespeople, unexplained add-on charges and confounding delays in getting the things installed.

So when one of the family Peugeots needed some new rubber, we grabbed the Washington, D.C./Northern Virginia Yellow Pages and the nearest laptop to see if we could find a better way.

We needed four 14-inch 195x60 H-rated tires. Although the Peugeot in question is rather long in the tooth (it last saw France in 1989), it is built to move and the "H" rating is important. A lesser, T-rated tire would be a serious safety hazard. We have found that Pirellis do well on our Peugeots (yes, we have more than one and no, they're not lemons) so that's what we asked for. Here's what we found on the phone:

NTB
The friendly folks at the nearest NTB (formerly National Tire and Battery) were just loaded with tires. They recommended the Pirelli P6000 for which they quoted a price of $92.45 per tire. That was high enough but the final price at NTB is always a lot higher than the per-tire price multiplied times the number of tires. In fact, we're always shocked when we read the invoice after buying tires at NTB. All the extra charges really add up.

The service isn't always great either. The last time we were in the NTB on Prosperity Avenue in Fairfax there was nearly a riot as frustrated customers demanded to know when their cars would be ready. One pink-haired, multi-pierced fellow screamed that he was a George Mason University law student and, ergo, his time was too valuable to expend in the aforesaid manner. He forthwith exited the premises, vowing subsequent action.

The last time we were at the NTB in Arlington, we bought two new tires and asked that they be put on the front. Sure enough, they put them on the back, leaving the two oldest tires on the front and throwing away the fairly good ones on the back.

Performance Discount Tire
This store, where we have had bad experiences in the past, was pushing some kind of Dunlop for $76.90, plus disposal, tax, balancing and who knows what. The fellow said he could put them on "right now" but couldn't do a front-end alignment because his mechanic had quit.

Merchants Tire
These people practically invited us to dinner. The salesman had an "amazing special" that he was willing to let us in on - a T-rated Michelin X-One for $100, supposedly including installation. Four of them would be $421 with tax, he said. "But that's a T-rated tire, our car's rated for an H," we said. No problem, he assured us: "Michelin rates their tires very conservatively." We doubt Michelin or the NHTSA would agree with this interpretation.

We found the Pirelli P6000 SportVeloce, an advanced all-weather tire, for $55 -- $37 less than NTB. We found some top-end Michelin tires - far more advanced than the X-One - for around $70. The tire Merchants had tried to push off on us didn't even appear in our search results, since it was not properly rated for our car. The Dunlop tire might be OK - the salesman didn't provide the exact model number -- but didn't come up in our search.

All this occurred on a Monday. We started watching for our tires the next week. A huge package arrived from UPS the following Monday but that turned out to be a punching bag for our daughter (don't ask). The very next afternoon, Tuesday, there were four new tires sitting in our driveway, neatly wrapped in plastic. Five business days, Nevada to Virginia. Not bad.

Installation
Challenge #2 is getting the tires installed - mounted on the rims and balanced.

We went first to the Oakton Service Center, in an upscale suburban strip mall, where the drive was littered with BMWs and hulking Suburbans. The cashier looked shocked at our request.

"Did you buy the tires here?" he asked. We explained again that we bought them on the Internet. He scowled and directed us to the proprietor. "He might agree to help you out," he said doubtfully.

The proprietor informed us that he much preferred American tires since "the money stays here" but said he could work us in the following week. We wanted to ask about all those tanks of gas we've bought from him over the last 18 years. Did all that money stay here?

Next we called the Nutley Street Exxon, just off Interstate 66 in Fairfax. This service station is run by a large extended Vietnamese family and we have always found them very responsive to any request.

"Where is the car now?" asked the gentleman who answered the phone. "Bring it in, we will do it. $16 each."

The next day I pulled in just before 8 a.m. A few minutes later, my car was on the rack and the mechanic was admiring my Pirellis. "Beautiful tire. Very fast," he said with a slight bow.

Forty-five minutes later, the job was done. The tab came to $76 -- $64 for mounting and balancing plus $12 for disposal.

Total cost for tires and intallation: $317, slightly less than what I had paid NTB a few months before for two Pirellis. Besides saving about $200 and having a much wider range of tires to choose from, I found the process much less annoying than the usual visit to the tire store.
